B.  Information/Discussion/Action to approve an Intergovernmental Agreement with other Arizona county school superintendents to establish the Arizona Association of County School Superintendents for the purpose of establishing, managing, and operating the counties as a local education agency, serving as an educational service agency. C.  Information/Discussion/Action to approve Site Lease Agreement No. 080221-1 - Five Mile High Radio Equipment with Rim Communications whereby the Sheriff's Office will lease the site and radio equipment for $1,443.19 per month from July 1, 2021, to June 30, 2024, with an increase of 4% to the monthly fee at the end of each 1-year term. D.  Information/Discussion/Action to authorize the Chairman's signature on the necessary documents required by the Natural Resources Conservation Service to receive funding through the Emergency Watershed Protection Program in the amount of $8,230,029.75. (Steve Sanders)

H.  Information/Discussion/Action to review all bids submitted for Request for Proposals No. 072721 - Sub-Grantee for Project Management (Health Disparity Efforts to Enhance Testing for COVID-19 in Underserved Populations); award a contract to the lowest, most responsive, responsible, and qualified company; and accept the Project Management grant award in the amount of $520,000 for the period July 1, 2021, through June 30, 2023. 5.  CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)   A.  Approval of Amendment No. 2 to Intergovernmental Agreement No. 092419 between Gila County and the Town of Miami to extend the contract term for an additional year from November 19, 2021, to November 18, 2022, and to add language to Item 3-Payment.   B.  Approval to appoint Melissa Powers to fulfill the unexpired term of Lori Brown on the Gila County Planning and Zoning Commission through December 31, 2024.   C.  Approval to reappoint the following members to the Gila County Cooperative Extension Advisory Board:  Janet Brandt and Ben DalMolin for the term beginning January 1, 2022, through December 31, 2022; Marsha Fitzhugh retroactive for the term beginning January 1, 2021, through December 31, 2022; and Dorine Prine, Cassie Waggoner and Sammi Jenkins for the term beginning January 1, 2022, through December 31, 2023.   D.  Approval of the monthly activity reports submitted by the Human Resources Department for September 2021.   E.  Approval of finance reports/demands/transfers for the reporting period of September 1, 2021, through September 30, 2021.   F.  Acknowledgement of contracts under $50,000 which have been approved by the County Manager for the month of September 2021.
6.  CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
