A. Information/Discussion/Action to adopt Resolution No. 22-04-05, which approves Gila County Planning and Zoning Department Case No. CUPP2201-002, an application submitted by Hellsgate Fire District and Destree Development for DW Tower, LLC (Owners and Applicants) for a Conditional Use Permit on Assessor’s tax parcel number 302-62-073A located at 230 N. Fitch Lane, Payson, Arizona to allow for a 199-foot multi-carrier wireless telecommunications tower and a 55-foot x 14-foot multi-tenant building subject to the adherence of 13 conditions of approval as outlined in the resolution. B. Information/Discussion/Action to adopt Resolution No. 22-04-06, which approves Gila County Planning and Zoning Department Case No. CUPP2201-001, an application submitted by Steve and Carrie Perry (Owners and Applicants) for a Conditional Use Permit on Assessor’s tax parcel numbers 301-11-046, 301-11-047, and 301-11-139B to allow for a self-contained food trailer with a picnic area subject to the adherence of 10 conditions of approval as outlined in the resolution. C. Information/Discussion/Action to consider a sampling privileges liquor license application (County No. LL-22-01-S) submitted by Michael Anthony Dahling, which would be a secondary license to an established Series 10 Beer and Wine Store license at the Pine Provisions Deli & Bottle Shop located at 6240 Hardscrabble Road, Pine, AZ; and issue a recommendation to the Arizona Department of Liquor Licenses and Control whether the license should be granted. A. Information/Discussion/Action to approve the submittal of a Small, Rural and Tribal Body-Worn Camera Grant Application in the amount of $127,355.40 to the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; accept a grant award in the amount of $102,000; and approve the match requirement of $102,000 from the County's General Fund to purchase body-worn cameras for Gila County Sheriff's officers. B. Information/Discussion/Action to authorize the Sheriff's Office electronic submission of two FFY 2023 Grant Applications for Law Enforcement Projects to the Governor's Office of Highway Safety - 1) $30,209 to pay for Sheriff's Office employee overtime funding, and 2) $139,464 to purchase two unmarked vehicles, all of which will be used for speed enforcement activities; adopt Resolution No. 22-04-07; and authorize the Chairman's signature on the Certification form, all of which are components of the Grant Applications. C. Information/Discussion/Action to approve a Collection Agreement between the Arizona Game and Fish Department and the Gila County Sheriff's Office in the amount of $24,991 to purchase (1) Inmar 470R-PT inflatable boat and (1) galvanized trailer. (Matt Binney)

D. Information/Discussion/Action to adopt Resolution No. 22-04-01 authorizing the Gila County Recorder, as the Board of Supervisors' designee, to designate emergency voting centers for the 2022 elections. (Sadie Bingham)

E. Information/Discussion/Action to approve Agreement No. 03012022 between the Pinal-Gila Council for Senior Citizens and Gila County whereby the County will disburse $150,000; and further, the Board finds and determines this is for the benefit to provide services to persons with disabilities and aged persons within Gila County. F. Information/Discussion/Action to authorize the advertisement of Request for Sealed Bid Proposals No. 03202022-Annual Newspaper Publishing and Printing Contract to solicit bids from a qualified firm for an annual contract for all advertising, publications, and printing required to be done or made by all departments and elected offices of Gila County government for the period July 1, 2022, through June 30, 2023. G. Information/Discussion/Action to authorize the advertisement of Invitation for Bids No. 03192022-Transport for Autopsy Services. (Mary Springer)

H. Information/Discussion/Action to acknowledge the dissolution of the Alhambra Domestic Wastewater Improvement District. (Eric Mariscal)

I. Information/Discussion/Action to adopt Resolution No. 22-04-02 which authorizes the disposal of a portion of Holly Drive located on the White Oaks Glen, Official Map No. 346 Gila County Records, Gila County, AZ, and the Chairman’s signature on the related Quit Claim Deeds. (Steve Sanders)

J. Information/Discussion/Action to increase the County’s pledge for the GilaPROUD-Hwy 60 Cleanup and Maintenance Project from $10,000 to $53,670 for the first year of the project; award Contract No. 100521-Landscaping Services for GilaPROUD-Hwy 60 Cleanup and Maintenance Project to Allegiance Builders in a not to exceed amount of $132,500; and authorize the Chairman’s signature on Contract No. 100521. K. Information/Discussion/Action to approve Intergovernmental Agreement No. 030122 with the Town of Winkelman for Community Development Department staff to continue providing building and zoning review and inspections for the Town for a period of one calendar year after the execution of both parties, with up to three additional one-year extensions by mutual agreement of the parties. L. Information/Discussion/Action to approve Amendment No. 3 to an Intergovernmental Agreement (Contract No. IGA2021-037) with the Arizona Department of Health Services to extend the agreement end date to February 28, 2023; and to replace Contract No. IGA2021-037 with Contract No. CTR059133 due to the contracts being placed back into the Arizona Procurement Portal. M. Information/Discussion/Action to adopt Resolution No. 22-04-03 designating Gila County as a Hidden Heroes County. (Woody Cline/Joseph Dickison)

N. Information/Discussion/Action to approve Agreement No. 030722 to sell a 1989 F350 dump truck, which is unnecessary for the County to use, to the White Mountain Apache Tribe for consideration of $1.00 for the public purpose to assist with the maintenance and upkeep of the Cedar Creek Cemetery, located in Gila County. O. Information/Discussion/Action to accept Quotation No. Q-460022 from Environmental Systems Research Institute, Inc. (Esri) to renew a subscription to use Esri's software program for 3 years at a cost of $38,500 per year plus sales tax for a total of $125,779.50 beginning on May 23, 2022; and approve the associated Small Enterprise Agreement. P. Information/Discussion/Action to adopt Proclamation No. 2022-01 proclaiming April 2022 as National County Government Month in Gila County with this year's theme of "Counties THRIVE" and showcase how the County achieves healthy, safe, and vibrant communities. (James Menlove)

Q. Information/Discussion/Action regarding premium rates in the Arizona Local Government Employee Benefit Trust for Gila County's employee insurance and benefit plans to be effective as of July 1, 2022, as follows: Adopt Schedule A - Employee Insurance Contributions FY 2023 attached to this agenda item. Information/Discussion/Action to approve renewal and acceptance of Grantee Agreement No. GRA-RC004-19-0919-01-Y5 between the Gila Regional Partnership Council, Arizona Early Childhood Development and Health Board (First Things First), and the Gila County Library District in the amount of $60,000 for fiscal year July 1, 2022, through June 30, 2023. S. Information/Discussion/Action to approve renewal and acceptance of Grantee Agreement No. GRA-RC029-19-0935-01-Y5 between the San Carlos Apache Regional Partnership Council, Arizona Early Childhood Development and Health Board (First Things First), and the Gila County Library District in the amount of $70,000 for fiscal year July 1, 2022, through June 30, 2023. Approval of a Quote and Purchase Addendum (Quote No. 1658393) with Motorola Solutions, Inc. in the amount of $56,914.57 for the purchase of CompStat and Officer Productivity modules in order to update the Spillman software at the Sheriff's Office utilizing Special Revenue funding and 12D funds from the Tonto Apache Matazal Casino. B. Approval of Amendment No. 1 to Contract No. 110520 under Navajo County Cooperative Contract No. B20-01-006 to extend the contract term for an additional year to February 15, 2023, with Hawker & Evans Asphalt Co., Inc. C. Approval to pay Invoice No. CD2017538 to Elections Systems & Software, LLC in the amount of $50,019.67 for voting equipment software license and extended warranty. D.
