at everything that we've done for for the time that we've all been in office and still holding it that 4.19. 00:12:33
I think that's that's pretty cool. I think that's really good. So. 00:12:39
I'm glad we're able to do that, James. 00:12:44
As Chairman, I just want to point out at this at this point that we're having this. 00:12:48
TNT hearing that the maximum allowable tax rate for Henry County is nearly $7.00 per $100 assessed value. 00:12:52
That we. 00:13:00
You as a board. 00:13:01
Are conservative and holding taxes and keeping them as low as possible that we could be up nearly $7.00 per $100 and we're just 00:13:03
over $4.00. So my appreciation to each of you for. 00:13:09
You're conservative approach in keeping taxes low for the residents of either county. 00:13:16
I appreciate that, James. My only comment to that would be we wouldn't be in these chairs very long with half we did that might be 00:13:20
a recall going on really quick in HeLa County. 00:13:24
So thank you James, but that is a good point to make. 00:13:30
That, you know, for all of our years, plus the years behind us, it's been able to be held herself. 00:13:33
With that, I would open up the public hearings and do we have anyone in person? 00:13:39
And no one on YouTube still. 00:13:46
And the one here? So I'll close the public hearings and entertain a motion. Mr. Chair, I move to approve the heated county 00:13:49
proposed primary property tax levy rate of $4.19 per 100 of assessed value for fiscal year 2024. 00:13:57

A Supervisor Humphrey may have your vote aye Supervisor Christians and may I have your vote aye and Supervisor Client may have 00:14:14

As clarified at the tentative budget adoption. 00:15:22
Having a flood control district is a statutory requirement of healing of a county in Arizona, which is why we bring you this 00:15:26
agenda item each year. 00:15:30

Mr. Chairman to adopt the Fiscal year 2024 budgets for the following Heela County St. lighting. 00:18:41
Improvement districts, also known as Slid. The pink slip would be $2075. Apache Hill slid 3750 dollars. 00:18:47
Upper Glendale Central Heights, 3220 dollars. He's 30, Park slid 5221 dollars, Miami Gardens slid 3407 dollars, Midland Central 00:18:57
Heights slid $16,378 and Claypool Lower Miami slid 25,487 dollars. 00:19:07
I'll second that Mr. Chair having a motion and a second all in favor. Do so by saying aye, Aye, aye, aye. Motion carries. Now I'll 00:19:17
need a motion to adjourn as the board of directors of the HeLa County. 00:19:23
Street Lighting Improvement Districts and reconvene as HeLa County boards. 00:19:29
Still move, Mr. Chair. 00:19:33
I will second that any motion in a second all in favor, do so by saying aye, aye, aye aye Motion carries on the F. 00:19:35
Convene a public hearing. 00:19:42
To hear taxpayers who may wish to comment on the FY24. 00:19:45
Hitler County. 00:19:50
Yeah, we came out. 00:19:51
Yeah, we're good. 00:19:54
OK. 00:19:55
Heeler County, Tennessee budget which was adopted on June 20th 23. 00:19:56
Or any proposed changes to the final. 00:20:01
FY24 Health County Candy Budget and adopt Resolution number. 00:20:04
23-07-01. 00:20:09
Authorizing the adoption of the FY24 HeLa County budget in the amount of. 00:20:13
151 million 622. 00:20:18
$1946. 00:20:22
Good morning, Mr. Chair Supervisors. 00:20:26
There have been no changes. 00:20:28
To the overall budget as proposed, presented and tentatively adopted. 00:20:30
On June 20th. 00:20:36
And we went through a pretty extensive PowerPoint presentation at that time. 00:20:37
And we have brought you since then. 00:20:41
And. 00:20:44
Component parts such as the salary plan that we talked about last week. 00:20:45
So today we just brought you the summary schedule. This is this was published in the newspaper is available at all of the Heela 00:20:49
County libraries is also on our website. 00:20:54
For constituent input and feedback. 00:20:59
And. 00:21:03
If you have any questions, I'd be happy to answer them. 00:21:04
Other than that, I think we're ready to go. Thank you, Mayor Supervisor Humphrey. 00:21:08
No questions. Mr. Chair, Supervisor Christiansen, thank you, Mayor, for everything you've done. No questions. 00:21:12
So. 00:21:19
I'm gonna ask you guys, do you guys ever get comments on the budget or any big question you really on the budget? Because I don't. 00:21:20
No. 00:21:26
I mean, you know, when we hold our town halls and stuff like that, I really don't. 00:21:28
I don't ever have any questions now. 00:21:32
Most of the questions to me are are. 00:21:35
About them and and their. 00:21:38
Space in the world. 00:21:41
Not. 00:21:42
Right, counties, right. It's like they. 00:21:43
They care about their grocery list, not necessarily are. 00:21:47
I was on Kimmel yesterday and received the question as to whether or not we spend all of this every year. And I said no, we 00:21:51
probably spend between 60 and 70% of that and I hope I'm pretty close, but we budget. 00:21:58
For things that may not be anticipated, though, that's why it's so high. Go ahead, James. 00:22:06
Mr. Chairman and and kind of a little added to that, that we were required by state law to budget every single penny. 00:22:13
That we have or that we may have. 00:22:21
And so if we're planning a project, they're doing some things that there's potential that we could do in the coming year we have 00:22:24
to budget for. And so that's why you get in the 6070% that will actually spend. 00:22:30
Because we're preparing for and planning to or may not be able to fully. 00:22:37
Develop or fully implement a project that we're hoping to do. 00:22:42
It might be put off for a year or something like that, so. 00:22:46
That's why we're required by state law to. 00:22:49
Budget for every single penny that we have or could potentially have. 00:22:51
Good to know, man. Thank you. And so with that, I'll open up a. 00:22:57
Public hearing? Is there anyone yet impatient? 00:23:02
Cassie, you still with us? 00:23:10
I'm here. Yeah. There's no reason. No one impatient. OK. Thank you. 00:23:12
Joseph. 00:23:17
How many on YouTube? 00:23:19
We're looking at 15. 00:23:24
Ohh wow. OK finance department. 00:23:25
Waiting to see if it's gonna go through. And no one in love, so I'll close the public Union. Entertain a motion, Mr. Chair. I'll 00:23:29
move to adopt resolution #23-07-01. 00:23:35
Put me on a business, aren't you? 00:23:42
Is it your turn? 00:23:45
I'm sorry, kind of be my guest. 00:23:47
I've been doing all the red letters. I just thought, well, keep it, OK. 00:23:52
Well, thank you, Sir. I moved. I'll defer the next one to you. 00:23:58
I move to adopt resolution 23-07-01. 00:24:03
Authorizing the adoption of the fiscal year 2024 HeLa County budget in the amount of 151,622,946. 00:24:08
Dollars, Mr. Chair. I'll second that having a motion. A second. All in favor, do so by saying aye, aye, aye. 00:24:20
Do you need to speak before this or aye? Motion carries now. Now you can first Chairman, I just formed to point out that. 00:24:28
Last year, you last week you approved a salary plan payroll plan and I have not heard anything but positive from employees and 00:24:37
throughout the county. So thank you for including that in this budget to compensation for our employees. 00:24:44
It's really tough time to be able to address needs and. 00:24:53
It is to I don't know what we are totally eating every need, but it's it was a good effort and thank you for including that in 00:24:57
this budget. 00:25:01
Well, me personally, I appreciate you guys putting that together and and and our our folks do need that. It's it's pretty tough 00:25:05
right now. So thank you. 00:25:08
Moving on, #3 regular agenda items, Ma'am. Information, discussion, action. 00:25:14
To approve the preparation of budgeted and inter fund transfers for FY23 Mayor. 00:25:19
Good morning, Mr. Chair. Supervisors, back in January you gave us the approval to go ahead and get started working on. 00:25:26
Interfund transfers and budgetary transfers for what is known as the LA TCF funding. That's Local area and tribal consistency 00:25:34
funds. 00:25:38
We've gotten several rounds of guidance from our CPA's and auditors and external experts and that information is finally complete 00:25:43
and done. And we wanted to bring this back to you today to let you know that that was done for the end of the fiscal year and any 00:25:50
other transfers that needed to get done are made and. 00:25:57
Everything went really well and we had really good guidance from Mr. Manlove and from our partners at Heinz Field Meet. 00:26:05
To make sure that we are in compliance. 00:26:11
And with how that LTCF funding was handled? 00:26:14
And make sure that everything is. 00:26:17
Documented the way the auditors will want to see it. 00:26:21
Baron, thank you. Supervisor Humphrey, questions or comments? 00:26:24
Mr. Chair, no questions. Supervisor Christian, no questions. So a question I would have for you James, is that six million well. 00:26:28
Let's see now it's $12 million, right, if we got the other 6 million in or we just? 00:26:36
Dealing with the 1st. 00:26:41
I think the last comes before the end of end of September, OK. So it's still yet to to show up. 00:26:44
So somewhere along the way, are we gonna have a work session or something to show how, show the thoughts and whatever we need to 00:26:51
do to to spend this money? 00:26:55
Yes, Sir, absolutely. Yes. 00:27:01
I will work with Michael O'Driscoll to get on a work session agenda and get that in front of you. Thank you. I know Michael's got 00:27:04
plenty of time to do that too, man. So. 00:27:09
Do you want the like the 18 hour version or do you want like the? 00:27:13
Before lunch version. 00:27:18
Down deep and get it all handled OK. 00:27:20
You will be full blown auditors by the time we're done. 00:27:23
That's what Supervisor Humphreys really looking forward to. 00:27:27
Miss Chevron will also include in that the reconciliation of the original offer money, the 10 and a half million we got for the 10 00:27:31
and a half million plus. 00:27:35
What we're. 00:27:40
Have spent for the 12 million. 00:27:41
LACTFORLATCF and. 00:27:44
And get your ideas and thoughts of going forward. 00:27:48
And just so everybody knows that LTCF funds are basically a. 00:27:52
Uh. 00:27:58
Strengthen PILT version of money that comes from the feds. 00:28:00
Because we have so much in the way of public lands that we help administer. 00:28:04
That we don't receive taxes from. 00:28:09
And believe it or not, there's a lot of folks up. 00:28:12
Around not only in our county, but other counties that do not realize that money's out there. 00:28:15
And so. 00:28:21
So I I don't know. I'm always trying to explain that you know that hey, you know we only get 3% off of our our lands because so 00:28:22
much of it's. 00:28:27
Public lands. 00:28:32
But with this money, it does help it it it really does help a lot. So it was really grateful to get that. 00:28:33
Alright, thank you guys. So with that, I didn't know we're good. We're on the motion on that. We're good to go. 00:28:40
Thank you man. Alright. 00:28:48
Or did we? 00:28:50
Don't you need a mushroom still? 00:28:52
The motion's done. 00:28:54
On 3/8. 00:28:56
To approve the the preparation of budget and fund transfers. 00:28:59
We're good. 00:29:05
No, you don't have it. 00:29:06
OK, I'll entertain a motion. 00:29:08
OK man, please. 00:29:10
I move to approve the preparation of budgeted and inner. 00:29:13
Fund transfers for physical year 2023 almost got rusty. 00:29:18
I will 2nd, I have a motion. Second, all in favor. Do so by saying aye. Aye, aye. Motion carries. Thank you, Mayor. Thank you. And 00:29:26
now you don't have to see me for a while. 00:29:31
Under 3B Information Discussion Action to Approve Economic Development Agreement. 00:29:37
Numbers 062823 between HeLa County. 00:29:43
And Payson Book Festival incorporated in the amount of $1000 to support and promote literacy through the PACE and Book Festival, 00:29:48
which the board has determined to be for the benefit of the public. Supervisor Christiansen, thank you. This is a a request for 00:29:54
constituent funds. 00:30:00
And it's to support literacy. 00:30:06
Any questions? 00:30:10
I have no question. 00:30:12
OK. 00:30:13
So so the group they had like hold sessions or specially advanced for if in fact this is kind of postmortem because they. 00:30:14
Just had the book festival this last weekend when it yeah, Saturday, but they didn't get their request in soon enough to get it 00:30:23
through the board and so yeah, they have, it's like a fair and I think it's out of the casino. Is that right And. 00:30:30
Ohh, Elaine, come on up and fill us in a little bit more on that. Thanks. 00:30:40
I I was just curious because it sounded really interesting to me. So. 00:30:44
So what is the 8 years that they've had that it was on Saturday at Casino in Payson? 00:30:48
Um, we had. 00:30:54
Approximately 550 people come in, so they have over 60 authors come in. A lot of them are local authors. I was on the authors. 00:30:55
Initially we also included local artists. 00:31:03
So we had a room with the artists showing their wares and all kinds of different things, not just paintings, but other other types 00:31:07
of art. And we also have the Kids Zone, which the library district is in charge of. 00:31:13
And we do story times and we do STEM projects, and this year we have Miss Susie come in and do 2 puppet shows for us. So it's kind 00:31:20
of all inclusive. We're trying to do literacy, starting from the little guys all the way up. 00:31:25
Um, and it has been very successful and they continue to do it. 00:31:31
Cool. Good. Good to know. 00:31:36
Thank you. Thank you for being a part of and thank you for supporting us. Yeah. Thank you with that. 00:31:39
From this you have something else. I didn't talk motion. 00:31:44
OK, I'll move to approve Economic Development Agreement number 062823 as presented. 00:31:46
Mr. Chair, I'll second that. 00:31:53
Chairman, We need a benefit of the public. 00:31:56
OK. 00:31:59
I, Mr. Chairman, I'll move to approve Economic Development Agreement number 062823. 00:32:00
As presented with, the board has determined to be for the benefit of the public. 00:32:07
Thank you. 00:32:13
2nd that having a motion and second all in favor do so by saying aye aye. 00:32:15
Aye. 00:32:19
Any opposed? 00:32:22
No post, did you say Aye, aye. Ohh. OK. Thank you. 00:32:25
Passed unanimously. 00:32:29
OK. 00:32:31
On to the next one. See. 00:32:32
The information discussion action. 00:32:36
To approve Economic Development Grant or Economic Development Agreement number 062723. 00:32:38
Between Hillary County and the Present Value Veterans Retreat, incorporated in the amount of 11,920 dollars. 00:32:46
To provide the recruitment of veterans and their families and to perform marketing and fundraising, please which the which the 00:32:53
Board has determined to be for the band of the public that ones mine. 00:32:59
This is a little bit of. 00:33:06
Off breed of money, I guess you may say too. So I wanted to explain that a little bit. This $11,920 was actually raised from the 00:33:08
site and during for their yard sales. 00:33:14
Is what that was and and at the time. 00:33:20
You know, without money, the nonprofits didn't have any place to put it, so it ended up coming to the county to be put into the 00:33:22
county. So this is actually. 00:33:27
Money that isn't part of. 00:33:31
General funds or anything else, It's actually money. 00:33:34
That was raised from that site. So with that, I'd entertain any questions or comments, Tim. 00:33:37
I have no questions. Supervisor Humphrey or Christensen? No. Thank you. You're good. 00:33:43
OK, so with that I entertain a motion. 00:33:48
Mr. Chair, I moved to approve Economic Development grant number 062723. 00:33:53
As presented in, the board has determined to be for the benefit of the. 00:33:59
I will second. 00:34:04
Having a motion and second all in favor do so by saying aye aye, aye, motion carries. 00:34:05
On the next 1D is Information Discussion Action to Approve Economic Development Agreement number 0629. 00:34:11
2-3 between Healer County and George Belvidere Junior Memorial Sports Association in the amount of. 00:34:21
$5000 to repair and construct the announcer stand at Belvedere Park, which the board has determined to be for the benefit of the 00:34:29
public. That'll be all my constituent funds. 00:34:34
Wilbur, as we all know him, he's there. In San Carlos, he's he has. 00:34:41
He's been taking care of and maintaining of like a family ballpark there for quite a number of years. 00:34:47
I've known Wilbur a long, long time. 00:34:54
And it's really cool what he's doing out there. He's fixed it up and we've helped him with it. He's got Resolution Copper helping 00:34:56
him. 00:34:59
And others as well. They have events and everything else there. It's really. 00:35:02
Really cool setup right there, so. 00:35:07
I would entertain any questions on that Supervisor Humphrey. 00:35:09
I have no questions. Supervisor Christensen, thank you. No questions. Was that entertain a motion? 00:35:14
Mr. Chairman, I'll move to approve Economic Development Agreement number 062923. 00:35:20
As presented and which the board of. 00:35:26
Supervisors had determined to be for the benefit of the public. 00:35:28
I will second that having a motion and a second all in favor. Do so by saying aye, aye, aye, motion carries. 00:35:32
Want to E? 00:35:40
Information, Discussion, Action. 00:35:42
To improve economic development. 00:35:45
Agreement number 063023 between Hilla County. 00:35:47
And Veterans of Foreign Wars, Louis E. 00:35:52
Hidden I I thought I was thinking. 00:35:58
Post. 00:36:00
1704 in the amount of $10,000. 00:36:02
To repair and replace the roof on Louie Higdon post 1704, which the board has determined to be for the benefit of the public. 00:36:06
And so this is mine as well. And that's the the post right here in in Globe. These folks came to us a while back. It's been a 00:36:17
while back. 00:36:21
And Veterans of Foreign Wars, and we've had this discussion before. 00:36:25
You know and I and I know that the legal side of it, and there's things we we address and we we fix. 00:36:31
You know, it's always been my thoughts. If it hadn't been for those, people would be seeking a foreign language and wouldn't be 00:36:38
worrying about about this right now, so. 00:36:41
But they've got roof issues on this building and they actually need more money than the $10,000 to fix this building. 00:36:46
I think they're actually mean like 20,000. 00:36:55
But they're wanting to try and get started, start trying to leverage money to try and put this all together to fix. 00:36:58
And so that's why we're here today. So I didn't. I would try the entertaining questions, Supervisor Humphrey. 00:37:05
Well-being you opened that I have questions and my questions are is another gentleman from the same post. 00:37:12
Has also contacted me. 00:37:21
And let me know that they had trouble. 00:37:23
With their roof. 00:37:26
And they do fundraisers and they do for the public, but the part of the building that they do that. 00:37:28
There are correct extracurricular activities and things for the public. 00:37:33
Is where the roof is leaking, so it prevents them. 00:37:37
From doing things for the public. 00:37:40
For fundraisers. 00:37:43
And so when they approached me, I asked them to get bids. 00:37:45
So that I would know. 00:37:50
What they needed. 00:37:53
And I would try to help. 00:37:54
And and so from from where I'm at is, is it seems that. 00:37:57
That this is a is is. 00:38:05
Is in front of us to vote on. 00:38:08
But I don't understand in it and if it's only half of what the roof cost is. 00:38:10
Then then I'm wondering, you know what? What are they gonna do for their other half a roof? 00:38:17
And so if if that amount. 00:38:23
Is half the roof. 00:38:27
I don't know if we could change. 00:38:30
This. 00:38:33
As it is on the agenda. 00:38:36
But I would be willing to work out of my constituents. 00:38:39
To help your constituent funds. 00:38:44
To help them. 00:38:47
Get their whole roof fixed. 00:38:49
And so that's the question that I would have. 00:38:51
Because I would, I would you know, I mean if if if they did get bit, I haven't seen a bit. 00:38:55
And so I don't know if the bid has been presented to you or not for the amount of the roof but it was not presented to me and and 00:39:02
we everybody knows we can't talk to, nobody knows until we're sitting here in the public and opening cans of worms. But but anyway 00:39:08
I would, I would be willing to. 00:39:14
To work with that with my constituent funds. 00:39:20
To help. 00:39:24
You help them to complete their roof. 00:39:25
But like I said, I don't. 00:39:29
I I have just been asked by one of the Members. 00:39:31
And I asked him to get me a bid and he has not gotten back to me at this point so I don't know if they have other donors. I I 00:39:35
don't I don't know I I fully support this sure. I I'm I'm just trying to help in any way I can and not you know not to not to push 00:39:42
anything out or or whatever I'm I'm just trying to be sure that that that they get. 00:39:50
What they need to to continue and to be able to function. 00:39:58
To help themselves. 00:40:03
Can we work with the agenda item like that, Chairman? Yes. So in the request letter, it does indicate that they did receive two 00:40:06
bids from True Built Roofing and Monarch Roofing Systems. It said that it was attached to the request letter. I'm not seeing that 00:40:13
it was uploaded or an amount in there indicating how much it cost. 00:40:20
So. 00:40:29
Almost. 00:40:32
About $20,000 is but we can we can upload that those bids for that. 00:40:33
Yes, chairman and member supervisors, you do have the ability to modify the motion to add more monies to it if you have 00:40:39
constituent funds available. So is this something let me let me ask you supervisor, Christians and do you want to be a part of 00:40:45
this? 00:40:50
I hate to put you on the spot, but I'm going. 00:41:00
Yes, I would like to share it. 00:41:04
So this let's let's turn it into thirds. 00:41:06
Or anyone from the public or on YouTube. Come on if you can help too. 00:41:10
Right. 00:41:16
Hit hits, you know. 00:41:19
Ohh, so work with with that with thirds and then cut it down for all veterans of foreign wars. I mean it's it's. 00:41:26
Like I say that. 00:41:35
It it's a beautiful bunch of people that are trying to do things for the community and they're building is. 00:41:36
Is is preventing them from doing that? 00:41:41
And and so if we can help them do more for the public and to have functions in their facility, then yeah, it'll give back to the 00:41:44
community in in my opinion. 00:41:49
Mr. Chairman, can I suggest we each give 6000, which would be an $18,000. 00:41:55
Umm. 00:42:02
Amount. 00:42:03
We just split up equally three ways, whatever come 6000 somewhere though I think we are, I think we are split the bid up. 00:42:04
Three ways, yeah, Because if they're 2000 short, then we're gonna have to have a lemonade stand or something. 00:42:10
These other $2000, I think Kathy just stepped out to get them for six. Well 65 is you know not gonna put anybody else out. I know 00:42:16
my. 00:42:20
To work with an agenda item like that, but. 00:42:26
Yeah, absolutely. The agenda item is to approve an economic development grant. The board has a discussion to decide what that 00:42:29
amount would be and how you're gonna allocate funds for it. Ohh, I'd have to. 00:42:34
Going. 00:42:42
7. 00:42:50
Meeting. 00:42:54
Chairman, Board of Supervisors. The low bid is $21,450 and that is from True Built Roofing. 00:43:05
OK. 00:43:13
450 correct. 00:43:15
Supervisors are to entertain a motion on that. 00:43:18
You want me to do it? 00:43:23
I'm good. 00:43:25
Go ahead and any amount of goodness. 00:43:26
21,450. A third of that would be 7150. 00:43:29
OK, Mr. Chair. 00:43:37
I move to approve. 00:43:39
Economic Development Agreement number 063023. 00:43:41
As presented. 00:43:46
With the amount. 00:43:50
Uh, coming from each individual supervisor? Supervisor Christian? 00:43:53
Supervisor Humphrey, Supervisor Klein. 00:43:59
Each. 00:44:02
Putting in 7100. 00:44:04
And $50.00 to make the total. 00:44:07
Amount. 00:44:10
$21,450. 00:44:12
To be. 00:44:15
Which two board? 00:44:16
To which the board has determined to be to the benefit of the public. I will second that having a motion. And second, all in favor 00:44:19
diesel, by saying aye, aye, aye, aye. 00:44:24
Motion carries. Woohoo. Good. I'm glad we could do that for for that post. That's that's really good. Thank you. All right. Moving 00:44:29
on to #4 consent agenda action items. Do either one of you have anything we need to address? 00:44:37
Separately. 00:44:46
Mr. Chair, I don't care to pull anything. Supervision, I'm good. 00:44:48
And I'm good as well, so I didn't gain a motion. 00:44:52
To accept those, Mr. Chair moved to approve approve the consent agenda, Item 4A through 4G. 00:44:55
I'll second that having a motion in a second. All in favor, do stop by saying aye, aye, aye, aye. Motion carries. 00:45:02
Called to the public patient. Do we have any calls with the public? 00:45:09
No, Sir. 00:45:13
And how's YouTube doing? 00:45:14
No comments, huh? 00:45:19
And we don't have anyone here, so. 00:45:21
Close that and go into number six for our updates. James, do you have some updates? 00:45:24
Yes, Mr. Chair Chairman, Speaking of roofs I was. 00:45:30
Passing through town and knew that we were getting close, but notice that the roof on the Michaelson building. 00:45:34
Has been taken off, completely removed. 00:45:40
And so we are proceeding forward with getting that roof replaced on Michaelson building. 00:45:43
And then of course, City of Globe has partnered with the with the county. 00:45:49
And had gotten congressionally directed spending of $750,000 to remodel the interior of the building. So we get the roof replaced 00:45:54
in process. Now which? 00:45:59
I. 00:46:04
Was thrilled to see Saturday night. 00:46:06
And then moving forward on this course, Michaelson Building and intended purposes a business incubator. 00:46:08
It will have such. 00:46:15
President says a resolution will as indicated, they'll take an office. I'm speaking to Joe Heatherly on. 00:46:16
On. 00:46:23
Saturday. 00:46:26
And he is the on the ID, a board that I was talking to Joe Henley about the ID a Industrial Development Authority of Heeler County 00:46:28
having the president's in that building and he was excited about that, so. 00:46:34
Really thrilled to report that we are finally. 00:46:42
Moving forward on Microsoft building and that's going to come to pass. Cool. Thank you, Mr. Chairman. No wonder it rained last 00:46:45
night. Ohh. Huh. 00:46:48
No, No roof on it. Good. Whatever it takes. Supervisor Humphrey. 00:46:53
Yeah, that that was coming. I was gonna make cause I had a wheelbarrow with six inches of water in the morning. So I hope they 00:46:58
hurry with that roof or it might take more remodeling on the inside. Anyway, attended the soft opening of the veteran center from 00:47:03
Young. 00:47:08
On Saturday and and my hats off to you. 00:47:13
The facility has come a long, long ways. 00:47:16
And it it's been a fight every step of the way, but it was well attended by some great people that were all part of the function. 00:47:22
And so it was a it was great to be there and and see that come together as it did so. 00:47:29
And and that's all I have. 00:47:36
Supervisor Christensen. Thank you. Mr. Chairman, first thing I'll start with is. 00:47:39
The Human County Community College. 00:47:44
Which has a campus in Payson and also here. So the Board of Supervisors formed a. 00:47:47
An Advisory Board. 00:47:53
And we met for the first time last week. 00:47:55
Umm. 00:47:59
The advisory boards main function. 00:48:01
Was to advise on how to become independent. 00:48:04
And perhaps accredited. And so there has been, however. 00:48:10
A real breakdown in. 00:48:16
The. 00:48:20
Association between EAC? 00:48:21
And Health Community College Board. 00:48:24
EAC currently has the posture that they're not going to be accepting. 00:48:29
New students. 00:48:33
This fall, which starts in about 3 weeks. 00:48:35
So um. 00:48:39
I've been given the task to contact EAC and see whether or not we can. 00:48:42
Negotiate some kind of a. 00:48:49
Truth in that so that we can at least have classes. 00:48:54
With the idea in mind that we would. 00:48:58
Be considering the needs of the student rather than. 00:49:02
The various personalities that may not be getting along at the moment so. 00:49:07
Consider that. 00:49:12
If anyone has any helpful advice that will take it. 00:49:14
So I was on the radio, came with yesterday, really went well. 00:49:18
And so it always does so. 00:49:23
And do that once a month, which people really appreciate. And then of course, I was also in attendance to the Veterans Retreat in 00:49:25
Young and it's awesome what's going on out there. They can't praise it enough. I think there's been a lot of teamwork involved 00:49:33
with that, with some leaders in that process that have just done exceptional. 00:49:40
So I think that facility will make us proud for decades to come and will really serve. 00:49:48
Our veteran community and so I'm very happy about that. 00:49:55
That's all I have. Thank you. 00:49:58
Mr. Chairman, Yeah, I'll make a comment on the Please do college. 00:50:00
There is an open area. 00:50:05
We call it town hall meeting. 00:50:09
Next week. 00:50:11
Tuesday night in Globe. 00:50:13
At 5:30 I believe the two in the high school. I can get the details of the location and stuff at 5:30 at town hall to discuss the 00:50:15
situation that. 00:50:19
Heliconia. 00:50:24
Provisional Community College district is in and have a discussion with the public so that ones Tuesday night here in Globe 00:50:26
Thursday night the same. 00:50:30
And pay some. 00:50:34
I believe at peace in high school, but I'll make sure we get the details for that, yeah, please to share. 00:50:35
The town halls. 00:50:41
Tuesday and Thursday next week and who will be present as far as board members on both sides? 00:50:43
So you're the Community College board will be there. OK, alright with president. 00:50:52
For certain. 00:50:57
And I don't know the details of who else would be in attendance. OK, thank you. But it's to have an open discussion. 00:50:59
From the community. 00:51:05
The. 00:51:08
Thank you, James. I think that one's gonna have lots of discussions on it before it's said and done. 00:51:10
And. 00:51:16
Unfortunately. And then we have a lot of people hanging out there wondering what's gonna happen. 00:51:17
Right now, so. 00:51:21
OK, I guess not to me. 00:51:24
Last Wednesday, me and Kathy went up here and Carol went with us to and we went up on top of Pioneer Pass and. 00:51:28
And visited the YC crew that's working for the. 00:51:36
The Globe Ranger District. 00:51:40
Visited with all them, really good bunch of kids. I had a great time this summer. 00:51:42
And look forward and hoping that we can do it again next year and. 00:51:47
In the leaders and everybody was real happy by the, you know, the way it went and then the projects they all accomplished. 00:51:52
That that crew worked out a globe, but they also worked. 00:51:59
I believe a week on the Patient Ranger District. 00:52:03
A week on the tunnel basin. 00:52:07
Maybe more than a week on Tunnel Basin, Ranger District and the rest time, here we go. 00:52:09
So they were able to move around and see some different places and. 00:52:13
And different projects and really enjoyed that. 00:52:17
I had a meeting last Thursday at the Butcher Hook on the NRCD district, the tunnel NRCD district. 00:52:20
We're we're working really hard right now to put together a grant. 00:52:27
For an invasive grass called yellow blue stem. 00:52:32
And that has to go in the end of this month and then we'll see about the end of the year, you know if we're awarded the grant or 00:52:35
not. 00:52:39
It'll be a grant to treat about 200 acres of it, which is just a small drop in the bucket. 00:52:43
For the issue that we have, but we're working hard on that. 00:52:48
Yesterday I attended the Ranching, Wildlife and Sportsmen's meeting and. 00:52:52
Phoenix North Phoenix at the Game of Fish office. 00:52:59
And carefree highway. 00:53:02
This was a group of us that was put together by outgoing Commission member Bill Break. 00:53:03
And what he did is? He asked. 00:53:10
I think there's five of us on the on the board from different parts to come together as a group to help with any issues between 00:53:12
sportsmen's ranchers. 00:53:17
Hunters, things like that, And it's been a really good meeting, one of the top. 00:53:23
Issues that that is out there and has been for a while or the OHP issues. 00:53:27
That's still. 00:53:32
There. 00:53:33
A lot of it is just a matter of enforcing it. 00:53:35
For enforcing the laws. 00:53:38
And all that comes about. 00:53:40
But you know, money, that's what it takes to do it. And so that's. 00:53:42
That's a big topic of this discussion right now. 00:53:45
And probably will continue to be for a while. 00:53:49
They have some water issues around the CAP canal down there that's been going on, which I believe that is probably a part of the 00:53:52
overall water issues in Arizona. 00:53:58
Which Craig Sullivan is on the water policy part of that? 00:54:04
And so we'll see where where that. 00:54:08
Turns along that as well. 00:54:10
The other question was asked on me. 00:54:13
Where we were with the 203 The Bertry Saddle Rd. 00:54:17
I haven't heard a word from it and I don't. 00:54:20
The last I knew Game and Fish was kind of getting pulled out of that. 00:54:24
Litigation part. 00:54:29
They still in? 00:54:31
Yes. Remember supervisors, we have the retainer agreement with our council, so we would be moving forward with game and fishes 00:54:33
participation right on. They're still in the mix, yes, correct. OK. So maybe sometime I'll get with you on some more. 00:54:40
Whatever it is. Thank you. 00:54:49
And so, So we'll see where that goes. 00:54:51
So these are the kind of issues that this group that we've tackled with this group and. 00:54:54
Some of them were pretty big issues. Um, Tomorrow I'm pulling out in the morning, I'll be going to DC. 00:55:01
I got it. I'm gonna get into DC tomorrow and then on Thursday at 9:00 o'clock DC time all testified to the. 00:55:08
Subcommittee House of Natural Resource Committee on Federal Lands the veterans site. 00:55:16
On conveying the veteran site. 00:55:23
Congressman Crane is putting that up. He'll be there and get that started. And so hopefully that goes good. 00:55:25
And we can get it through the house side of it. 00:55:31
From what I understand is the Senate side is already marking it up. 00:55:34
On that. So it'll be coming up on the Senate side sometime fairly soon, I believe. 00:55:40
And um. 00:55:45
Hopefully we'll get that done. 00:55:46
That'd be really, really cool to get that conveyed and done so. 00:55:48
We'll just see where it goes from there. Did you have something you want just just two seconds. I I was just gonna say, you know 00:55:54
sometimes a picture is worth 1000 words and Razor's Edge is been there and did some video if they could just put maybe something 00:56:00
short together. 00:56:05
For you to show them would would. 00:56:10
Would be. 00:56:15
So, so there's a long list of what you have to do to prepare for this. And so we got it in and went in this morning. 00:56:16
And I believe it came out like 3 or 4 pages of written testimony. 00:56:23
Just kind of a. 00:56:28
It had to become a broad. 00:56:30
Way that this project went I mean if we went in there every detail they they they wouldn't read it but you know but but it did 00:56:33
cover well and a lot of that was was from. 00:56:38
Cameron ohh going to do as well Kathy had been keeping a lot of good records. We have in there the. 00:56:44
The support from. 00:56:50
From the House and the Senate side and the different representatives and senators that has helped us. 00:56:52
Especially to show that it's a cross party lines, there's nothing. 00:56:58
Bipartisan you know, there's no, there's no, there's no games being played with this. Everybody seems to be for it. So we we 00:57:02
showed all that. 00:57:06
Which showed the support in the state. 00:57:10
From all the 15 counties supporting this project through the resolution that came out of CSA. 00:57:13
We have in there Representative Marshalls, Bill, showing the amount of money that he's putting into this project as well. 00:57:19
So I think when it as far as. 00:57:27
Being able to prove that it's a well supported project, I think we we've got it I. 00:57:30
I I just can't think of anything else to throw in there that would excellent be there, but. 00:57:35
And I only have 5 minutes. Yeah, that's your thing. So anyway, yeah. 00:57:42
It is. 00:57:49
Yeah. 00:57:51
But. 00:57:52
I'm happy to go testify. I really appreciate Congressman Crane. And for inviting me to do that, I think it's. 00:57:53
They'll be a good deal and if we can get it through the house side, get it through the tenant side, they'll be well on its way so. 00:58:00
And that's what we all are looking forward to. I know it's not, it's not that the Forest Service has been a bad partner or 00:58:07
anything like that. It's just it would be cleaner if the county owned that. 00:58:12
That site so. 00:58:17
So it's good. 00:58:19
Umm. 00:58:20
And then shortly after that, this, that's on the 20th at 9:00 o'clock, I catch a plane from there to Austin, TX. 00:58:23
That afternoon for Naco so. 00:58:31
I'll be in, I'll see Kathy and Nico will be there till Monday, I think next week playing back. 00:58:34
Other than that, we do have an update on the soft opening. I kind of wanted Kathy to give us that update. 00:58:41
You can you do that? 00:58:48
Overall 00:58:49
do you need this? 00:58:50
Figures. Maybe. 00:58:53
On Saturday, I think we kind of estimate there was about. 00:58:56
100 people there and we had some pretty good representation from. 00:58:59
Local government and state government and Federal Think Cinemas office sent someone crane's office. 00:59:04
Kelly's office. 00:59:11
Marshall, Representative Marshall was there, and we presented him with a really nice award that he was pretty surprised to get. 00:59:14
As you probably noticed, the folks that were there, we had T-shirts, hats. 00:59:21
Stickers and flags for sale. Was that it? 00:59:25
Yeah, and in donations, we raised $738. 00:59:28
And in sales we sold $1106.00 in. 00:59:33
Merchandise. 00:59:37
And yesterday I had a meeting with Kathy Davis, Cameron's wife, and she's going to host a fundraiser for us, probably in November. 00:59:39
And. 00:59:47
150 tickets at $100 goal is $25,000, but if we sell 150 tickets at $100, that's 15,000 right there. But she has a lot. 00:59:48
Planned. 00:59:58
Or they're part of this will be like the highest cost you can have, usually when you do a fundraiser. So they'll provide the 01:00:00
facility, they provide the staff, they provide the food. 01:00:04
They'll gather up wine and stuff like that to serve. 01:00:09
During the event, I can't think of everything she had that she gives, but I mean, our part monetarily is. 01:00:14
Really zero as assist our work as the board to go out and help. 01:00:20
Put this on. So I'm excited about that. We're starting to get some money. 01:00:25
Then that'll be a really good fundraiser for that, for the nonprofit and. 01:00:31
I really appreciate her and camera. I'm working on that force too that's that's a big undertaking to do that that's that's a lot 01:00:36
of lot of work so. 01:00:41
So I think everything as far as the site goes has come on great. I really want to thank the facility staff and all their hard 01:00:46
work. 01:00:50
But for this soft opening band, they were hurrying around there. 01:00:54
From one building to another and they did an outstanding job. Everything looked good and tucked away. 01:00:58
There's there's there's still some things that contractors are gonna do to finish up on, but our facilities people have really 01:01:04
done a outstanding job so. 01:01:08
I really want to thank all them on that too. 01:01:13
And I guess you guys had a chance to tour the buildings and. 01:01:16
Everything looks good. Any? 01:01:21
Recommendations or. 01:01:22
So outstanding actually very well done from what I saw before and what it is now. 01:01:26
It's just. 01:01:33
Night and day I wanna go over there and visit stay. 01:01:35
I mean it's doors are always open, it's not lights are on. 01:01:38
So. 01:01:42
That what what you all seen up there now is kind of wrapping down, wrapping up the first stage. 01:01:43
Of what's being done? 01:01:49
Representative Marshall's money, the $3,000,000 is coming into the third or second stage, I guess. And so there'll be some 01:01:52
meetings on that that will end up in front of us as a board on what's proposed or whatever Ferrari input. But I'm sure that's 01:01:57
going to start happening pretty quick, James. 01:02:03
I'm just gonna say that we do have two staff currently assigned to the Building Valley Veterans Retreat. 01:02:10
A facilities person and then also an events coordinator, program manager. So it will be getting things regularly scheduled. 01:02:16
And addition, for the fairgrounds we have a. 01:02:24
A permanent position assigned there to schedule events and that that person is coming on board too. So we're gonna increase our 01:02:28
activity and and putting. 01:02:32
Some money into investing in these recreational sites that we've been developing, so that's good news as well. 01:02:37
So you want me to go and say who's gonna go in the Pleasant Valley and get this done? 01:02:44
So it's my daughter, Lacey. 01:02:50
When this job flew, Lacey applied for that position, as did other people. 01:02:52
And actually the lady that was selected beat her out. 01:02:57
On the job. 01:03:02
Lady. 01:03:04
My name is Smith, Sarah Smith. I believe it was young lady came in there. The two was going to come in there to work, but due to 01:03:05
the fact she had little kids, she couldn't. 01:03:09
Couldn't get us a babysitter while she was working. Lacey was the next one in line for the job and I want to make that publicly 01:03:14
because I did not pull strings to get my daughter into this position. She she got there on her own, which is really cool and I'm 01:03:19
really proud of her to do that. 01:03:24
And so I wanted to put that out there. 01:03:29
James. 01:03:33
I'll just add that we made it very clear that LACE reports to through Deputy County Manager Michael O'Driscoll and and his team 01:03:35
and working there that. 01:03:40
There's no. 01:03:46
Connection As far as employment is concerned? Nope. With you as Chairman of the board. 01:03:47
Uh, through Chairman Klein, Yep. And so it'll work out very well. She's, she's really excited for the job and I expect her to see 01:03:52
her do good things, so. 01:03:57
You went in questions on that? 01:04:03
Comments. It'll come up guys, and trust me, it will come up somewhere along the way. 01:04:06
But. 01:04:12
I think the big thing is, is that this next stage, this $3,000,000, once there's some ideas kind of put together and whatnot, 01:04:13
it'll come up in front of us. 01:04:18
As a work session so we can discuss it and fill in our thoughts and. 01:04:23
All that and then move forward with the next stage and I'm really looking forward to that as well. It's gonna really add some 01:04:27
more. 01:04:30
More really cool things to that side, so. 01:04:34
I think. 01:04:37
Yeah. 01:04:39
I'm sorry, on the last couple of days, Thursday and Friday, just before our Saturday event, there was a lot to be done. There were 01:04:41
bids to be made and decorated to be done and pictures to be hung and throw pillows and. 01:04:47
All of that stuff that facilities. 01:04:53
We didn't expect facilities to decorate, so Frank and Sherry Grice came up to help and Sam and Tyler Trimble came And on Friday 01:04:56
night we finally staggered out of there about 10:00 o'clock after we hung those 20 some pictures in the hall and we really if they 01:05:03
wouldn't look nearly as nice if those two couples had come up to help me. So just wanted to say thank you to them. 01:05:11
Anyway, I think that's it. The only other thing I would say is I'm really frustrated with our furniture company, James, but I'm 01:05:21
hoping you've got that. 01:05:25
Somewhat. 01:05:29

bonded indebtness or budget and tax overrides is greater than the amount levied for 2023 on this chain. This actual amount has is 00:05:37
unchanged from FY23 itself. It's still the .2425 as according to notices shall be published twice the newspapers, the general 00:05:45
circulation in the county, city or town. The notice was published in the June 30th. 00:05:53
In July, 11th editions of the Patient Roundup and the Board of Directors also issued a press release containing the TNT taxation 00:06:01

Elaine, thank you. Supervisor Humphrey, any questions or comments? I have no questions. Supervisor Christensen, thank you. Just 00:06:11
one comment for everyone. The tax rate has not gone up and this is a mere formality that we're doing today. 00:06:18
I agree, yes. Thank you. 00:06:26
Formality every year, huh? 00:06:28
Seems to be, yeah. 00:06:31
Elaine, thank you. And I'm glad we're holding that tax rate where we where we've had it so. 00:06:33
I will go ahead and open up the public hearing part of it. Cassie, do we have anybody in person? 00:06:39
No, Sir. 00:06:47
And no comments or anything on YouTube, Joseph. 00:06:48
And no one here, so I'll close the public. 00:06:52

People will ask him about the budget or anything like that in your travels. 00:08:35
I do not, and we even have. The finance provides us with the tentative budget books that we have in each of the libraries. Every 00:08:41
librarian has one. They're available to the public to come and ask, look at. 00:08:46
Yeah, very rarely. OK. 00:08:52
Alright, so. 00:08:55
I guess I need a motion to adopt that. 00:08:58
And Mr. Chair, I'm going to adopt the fiscal year 2024 budget for the Heel County Library District in the amount of 2,485,000. 00:09:01

And no one here, so I'll close the public meeting and entertain a motion now. Thank you, Jessica. OK, Mr. Chair, I'll again move 00:09:28
to adopt the fiscal year 2024 budget for the HeLa County Library District in the amount of $2,485,285. 00:09:36
Mr. Chair, I'll second that. Having a motion in a second. All in favor, do so by saying aye. Aye. Ohh, wait a minute, wait a 00:09:45
minute. So it's not, it's not wrote down as a roll call vote. Is that right? 00:09:50
No. 00:09:57
Ohh, we're good. 00:09:59
I was just checking in case we missed something here. 00:10:01
Just for the TNT. 00:10:04
OK. 00:10:06
All in favor, do so by saying aye, aye, aye, aye. Motion carries, yeah. 00:10:07
And I'll need a motion to adjourn as HeLa County Library District Board of directors and reconvene as a HeLa County Board of 00:10:12
Supervisors. Don't move, Mr. Chair. I will second having a motion in a second. All in favor, just stop by saying aye. Aye, Aye, 00:10:18
aye. Motion carries. Elaine. Thank you. Wherever you. There you are. 00:10:24
Good morning, Mayor on the Sea. 00:10:30
Convene A Truth in Taxation TNT Public Hearing to hear from citizens regarding the proposed primary property tax levy. 00:10:33
For the rate of 4.1 nine $4.19 per $100 assessed value. 00:10:42
For FY24. 00:10:48

approved bonded indebtness or budget. 00:10:56
And tax overrides. 00:11:02
That is $1,210,407.00 greater than the amount allowed without a T&T public hearing. 00:11:04
And approve the proposed primary property tax levy rate of $4.19 per $100.00 of assessed value for fiscal year 24. 00:11:13
OK. 00:11:24
Good morning. 00:11:25
My apologies. Did reconvene as the founder. Strict. Yes. OK Yeah. The flood district is a different one. Yes. 00:11:26
This is the county primary property tax rate on item C, yeah. 00:11:33
Thank you for checking. 00:11:39
Maybe we still got a lot to go. OK, man. 00:11:41
Good morning, Mr. Chair Supervisors. 00:11:46
We are here to. 00:11:49
Bring you the $4.19 tax rate that you requested. 00:11:51
While we were preparing the budget for you. 00:11:55
And. 00:11:58
As noted in the staff report, this is consistent for the past thirteen years that you have been able to maintain this tax rate and 00:11:59
continue to provide the services that the people. 00:12:04
Of Heela County rely on for for their safety and well-being and living in the community that they enjoy. 00:12:11
Happy to answer any questions that you have. No no Thank you Supervisor Humphrey. 00:12:18
I have no questions. Thank you. Supervisor Christensen. Thank you very. No questions. 00:12:22
I don't really, I don't have any questions. I have more or less just a comment you know about, you know you step back and you look 00:12:27
at everything that we've done for for the time that we've all been in office and still holding it that 4.19.
Mr. Chair, I move to approve the heated county 00:13:49
proposed primary property tax levy rate of $4.19 per 100 of assessed value for fiscal year 2024. 00:13:57
Mr. Chair, I'll second that. So we have a motion and a second. And Sam, would you do the roll call, please? Yes, Sir. 00:14:07
A Supervisor Humphrey may have your vote aye Supervisor Christians and may I have your vote aye and Supervisor Client may have 00:14:14
your boye. 00:14:18
Thank you. 00:14:23
Passes unanimously. 00:14:24
Thank you, Sam. 00:14:25
And I'll entertain a motion to recess is the HeLa County Board of Supervisors and convene. 00:14:27
As a Healer County Flood Control District Board of Directors. 00:14:34
So moved, Mr. Chair, I will second. 00:14:38
Having a motion in a second all in favor, do so by saying aye, aye, aye. 00:14:40
I motion passes OK on to the. 00:14:45
Convene a public hearing to hear taxpayers who may wish to comment on the Fiscal Year 24 HeLa County Flood Control District. 00:14:50

Which was adopted on June 20th 23. 00:14:59
Or any proposed changes to the Fiscal year 24 Helen County Flood Control District candy budget. 00:15:02
And adopt the FY24 Hilla County Flood Control District budget in the amount of $248,162. 00:15:09
Man. 00:15:18
Good morning, Mr. Chair Supervisors. 00:15:19
As clarified at the tentative budget adoption. 00:15:22
Having a flood control district is a statutory requirement of healing of a county in Arizona, which is why we bring you this 00:15:26
agenda item each year. 00:15:30
And their budget has not changed from what was tentatively adopted. 00:15:34
And, as noted in the staff report, it was published in the paper. 00:15:39
And. 00:15:43
So we are bringing you their budget of $248,162. 00:15:43
And we are not levying a. 00:15:49
Flood Control District tax. 00:15:52
Which is why you don't see a TNT hearing item for this. This is just to adopt the budget. Thank you Mayor Supervisor Humphrey. 00:15:54
No questions. My supervisor cause no questions thank you and neither do I. So thank you man without any kind of motion. Ohh. 00:16:02
Pardon me? 00:16:10
Yep, we do. 00:16:12
Well, we do have a public hearing. Thank you, James. 00:16:14
So before I do that motion, why, Let's open it up for public hearing, Cassie. 00:16:17
No one. 00:16:23
And no one on YouTube. 00:16:24
And no one here, we'll close the public hearing and now I'll call for a motion. 00:16:26
Yes, Mr. Chairman, I'll move to adopt the fiscal year 2024 budget for the HeLa County Flood Control District in the amount of. 00:16:31
$248,162. 00:16:38
Mr. Chair, I will second having a motion in a second. All in favor, do so by saying aye, aye, aye. Motion carries. Now have a 00:16:43
motion to adjourn as HeLa County flood control. 00:16:48
District Board of Directors and Convene as the Board of Directors for the HeLa County St. Lighting Improvement District. 00:16:54
So move, Mr. 00:17:01
Ohh, I'll second that. I'm having a motion. And second all in favor, do so by saying aye, aye, aye aye Motion carries. Convene a 00:17:03
public hearing to hear taxpayers who may wish to comment on the FY24. 00:17:09
Heeler County St. Lighting Improvement Districts, Slides SIDS. 00:17:16

$25,487.00 Marin. 00:18:02
Good morning, Mr. Chair Supervisors. 00:18:07
And. 00:18:09
These numbers are unchanged from the tentative budget adopted on June 20th. 00:18:10
And these are. 00:18:15
These pay the APS bill for each of these respective St. Lighting Improvement districts. 00:18:18
Thank you, Mayor and Supervisor Humphrey. 00:18:24
No questions, Mr. Supervisor Christians, no questions. Thank you. And neither do I shall open up for public hearings. 00:18:26
And still no one in Payson. 00:18:32
No, Sir. 00:18:35
No one on YouTube still and and no one here. So I'll close the public hearings and entertain a motion. 00:18:36
Mr. Chairman to adopt the Fiscal year 2024 budgets for the following Heela County St. lighting. 00:18:41
