Great. Thank you. Yeah, my name is Matt Narder. I'm a hydrogeologist with the Arizona Department of Environmental Quality. And so 00:02:14
we really appreciate your time here this morning allowing us to come and speak and have a busy agenda. 00:02:20

So the reason that I'm here is the US EPA is proposing to regulate a new group of chemicals. They go by the acronym PFS or we call 00:02:28
them PPAS. 00:02:32
And these proposed regulations, they're gonna have an impact all throughout Arizona and here in the county, particularly drinking 00:02:38
water providers. So one of the regulations that they're proposing is to limit the amount of these chemicals that can be in our 00:02:43
drinking water. 00:02:48
So. 00:02:53
Our drinking water systems throughout the state are going to have to comply with these limits. 00:02:55
And so ADQ is working throughout the state and here in the county with these water providers, we're helping them to sample. 00:02:59
To understand what's in their water and to to be prepared for these new regulations. 00:03:06
So we've got a short video here that's that's going to play. It's kind of just a brief overview kind of introduction to to what RP 00:03:11
fast and then talks a little bit in general about what's going on throughout the state. And then I think that you've been provided 00:03:17
fact sheets that talk more specifically about what's happening here in the county. 00:03:23
So I think after the video I'd be happy to go through this in more detail. You may have seen that. 00:03:29
There's a number of drinking water providers here in the county that have PCs in the water. And so I'm happy to talk about what 00:03:35
we're doing to work with those water providers and get them prepared. 00:03:40

There's a term for a group of chemicals that many Arizona residents are likely to hear more about in the coming years. 00:03:49
We had 80 Q would like to provide you with a brief introduction of PFAS in Arizona so you can understand what PFAS are, what EQ is 00:03:56
doing to address these chemicals in our environment and what steps to take now to protect your health. 00:04:02
1st it's important to understand some basic facts about PFAS. 00:04:10
PER and polyfluoroalkyl substances, or PFAS. 00:04:15
Are a large family of man-made chemicals that have been in use since the 1940s. 00:04:19
PFAS have unique physical and chemical properties that make them very useful for a wide range of applications. 00:04:24
Most notably stain and water resistance. 00:04:30
But these same properties can make them highly stable and resistant to degradation in the environment, earning them the nickname 00:04:33
forever Chemicals. 00:04:37
Because the length of their carbon fluorine tail and the structure of their functional head can vary. 00:04:42
Thousands of unique PFAS molecules are possible. 00:04:47
Some peace out there, been more commonly manufactured than others, including two of the most widely used and studied PFAS 00:04:51
molecules. 00:04:55
PFOA and PF OS. 00:04:59
Scientific studies have shown that exposure to some PFAS may be linked to harmful health effects in humans and animals. 00:05:02
Depending on how much PFAS someone is exposed to and for how long, certain PFAS can have potential harmful effects, for example 00:05:09
increasing the chance of getting some cancers, increasing cholesterol levels. 00:05:16
And affecting reproductive health and child development. 00:05:23
Because of their unique and beneficial properties. 00:05:27
Peasants have been incorporated into many common consumer products including carpets, furnishings, food packaging, cosmetics, 00:05:30
clothing, cookware and many others. 00:05:36
In some cases, consumers can choose to limit their exposure to PFAS, for example by avoiding products labeled as water or stain 00:05:42
resistant. 00:05:47
Avoiding food in contact with grease proof packaging. 00:05:51
And avoiding personal care products with fluorinated ingredients on the label. 00:05:55
Drinking PFAS contaminated water is another potential source of exposure, but one that for many is not easily avoided through 00:06:00
personal choice alone. 00:06:04
However, in most cases, exposure to contaminated drinking water can be eliminated through testing, regulation and treatment. 00:06:08
Something we'll discuss more in just a bit. 00:06:16
The life cycle of Pfaff starts when they are first manufactured by industry. 00:06:19
Although Arizona has not historically been home to any PFAS manufacturers, these chemicals can make their way to our state through 00:06:23
the purchase of consumer products. 00:06:28
The use of firefighting foams. 00:06:33
And as raw materials used in the production of other products. 00:06:35
People may be exposed directly from using these products, but as they are used or thrown away, they also enter our landfills and 00:06:40
our wastewater treatment plants. 00:06:44
And in turn can be released into the environment where they can accumulate and do not easily breakdown. From there. They may end 00:06:49
up in our food or our drinking water. 00:06:53
With PFAS so common in the world today, it's not surprising that we find these chemicals in our bodies as well. 00:07:00
The CDC has measured PFAS in the US population since 1999 and has found that PFAS are present in the blood of 99% of Americans. 00:07:06
However, since 2002 the production and use of two of the most common PFAS, PFOA and PF OS. 00:07:16
Has declined, and researchers have seen a corresponding decline in blood levels. 00:07:25
In the case of PFOS, by more than 85%. 00:07:30
Therefore, despite their forever chemical nickname, we can see that reducing exposure to these chemicals can have a positive 00:07:34
impact on the levels in our bodies. 00:07:38
These thoughts are not currently regulated at the national level or in Arizona. 00:07:43
The US Environmental Protection Agency first released provisional PFAS health advisories in 2009, which defined advisory levels 00:07:48
for PFOA and PF OS. 00:07:54
Since that time, the advisory levels have been revised lower, first in 2016 and again in 2022, and were expanded to include 00:08:00
additional compounds, PFBS and Genex chemicals. 00:08:06
Health advisories are not legally enforceable. They identify the concentration of the contaminant in drinking water at which 00:08:13
adverse health effects are not anticipated to occur over a lifetime. 00:08:18
In March 2023, EPA took the next step. 00:08:25
After many years of study and recent research, EPA proposed a national primary drinking water regulation. 00:08:28
The proposed regulation would create a maximum contaminant level, or MCL, for six common PFAS. 00:08:35
And MCL is the maximum concentration of the contaminant allowed in drinking water that can be delivered by a public water system. 00:08:41
EPA has proposed to regulate PFOA and PFOS at a level of four parts per trillion, while four other Pfas are proposed to be 00:08:49
regulated as a mixture using a standard calculation called a hazard index. 00:08:56
These proposed MCL's were developed by EPA to account for chronic exposures to low levels of PFAS over time at concentrations 00:09:03
typically found in drinking water. They're not dangerous in the same way as acute water contaminants like E coli, which may be 00:09:09
dangerous if consumed even once. 00:09:15
It may be helpful to understand the unit of measure that's being used by EPA for the proposed regulation. One part per trillion is 00:09:22
equivalent to a single drop of water in 20 Olympic sized swimming pools. 00:09:28
So this hopefully gives you an idea of just how small these numbers really are and also how cautious EPA is being about the long 00:09:34
term risks associated with exposure to PFAS in our drinking water. 00:09:40
18 Q is closely following Pfaff developments at the federal level, and the EPA has developed a road map that lays out their 00:09:46
commitment to take specific actions. 00:09:51
It's expected that EPA will finalize the proposed drinking water regulation within the next year. 00:09:56
However, implementation of the final rule will occur three years later, giving States and water providers the time needed to 00:10:01
address contamination. 00:10:06
In addition to drinking water regulations, EPA has proposed designating certain PFAS as hazardous substances. 00:10:11
Which would allow the state and federal government to hold polluters accountable. 00:10:18
An EPA has also proposed aquatic life standards to help protect wildlife in our streams and rivers. 00:10:22
These are all just a few of the many federal PFAS developments that are expected over the next several years. 00:10:29
So what is ADEQ doing about PFAS in Arizona? 00:10:36
And Q is taking several steps to protect public health and help our state prepare for future EPA actions. 00:10:39
Beginning in 20/18/80, Q conducted targeted screening efforts to understand the scope of PFAS impact in Arizona. 00:10:47
This testing included drinking water, groundwater, wastewater and biosolids. 00:10:55
In 2023, we began A comprehensive PFAS testing program to make sure that all of Arizona's regulated drinking water systems are 00:11:01
sampled for PFAS in advance of federal regulations. 00:11:07
If PFAS are detected, we can begin working right away with affected water providers to collect more data, find solutions and 00:11:13
identify funding to reduce exposure to PFAS. 00:11:18
We'll have more details on this important program in just a moment. 00:11:24
While we're actively working to protect drinking water, we're also trying to identify the most effective ways to prevent more PFAS 00:11:27
from entering our environment. 00:11:32
Any Key recently piloted a program to help Arizona fire departments stop their use of PFAS containing aqueous film forming foams 00:11:36
known as a Triple F. 00:11:41
The program was allocated $395,000 during fiscal year 2023, which allowed us to take back and replace foam from over 50 fire 00:11:47
stations, removing over 9000 gallons of PFAS containing foam from being used. We had 275 gallons that we no longer brutalizing 00:11:53
because of risk. 00:11:59
Had truck easily pulled up, loaded it and unloaded that at 500 that will now be able to distribute to our drugs. 00:12:06
Being involved in this program and it was so essential and critical for us to get rid of these chemicals. 00:12:14
As mentioned earlier, Aiding and Q is currently engaged in a comprehensive statewide effort to ensure that all regulated water 00:12:19
systems are tested for PFAS. 00:12:23
EPA is currently requiring that systems serving 3300 customers or more sample their drinking water for PFAS. 00:12:28
However, in the state of Arizona, the majority of systems serve fewer than 3300 people and will not be sampled under the EPA 00:12:36
program. 00:12:40
Therefore, 80 Q has committed to using $3 million of federal Safe Drinking Water Act funds to sample these small water systems and 00:12:44
help ensure that all regulated water systems in Arizona will be tested. 00:12:50
Results are generally provided to water systems within two to four weeks of sampling and are posted to the ADQ website. 00:12:56
If PFAS are detected, 80Q provides the system with the PFAS toolkit, especially developed to help water systems meet the 00:13:03
challenges of this may cause. 00:13:08
The toolkit includes information on funding, customer communication and potential next steps. 00:13:14
Systems are asked to follow EPA recommendations to inform their customers of the results. 00:13:20
Our program to test small drinking water systems has a number of benefits for the systems and their customers. 00:13:26
First, it provides PFAS sampling to systems at no charge, potentially saving them thousands of dollars. 00:13:32
These systems can then be notified of PFAS detections much earlier than if they wait until they are required to sample under 00:13:39
forthcoming federal regulations. 00:13:43
For those systems with PFAS concentrations higher than the EPA's proposed limits, they can get a head start planning for expanded 00:13:49
testing, evaluating potential solutions. 00:13:54
And applying for federal funding if necessary. 00:13:59
With many systems across the nation facing similar challenges, it's important that Arizona's drinking water providers begin 00:14:03
planning to meet the new rules as soon as possible. 00:14:07
So what can you do if PFAS is detected in your drinking water? 00:14:12
If your water is confirmed to contain PFAS, in many cases action is not necessary immediately. You can choose to reduce your 00:14:16
exposure as soon as possible by not using untreated water for activities like drinking, cooking, washing produce, brushing teeth, 00:14:22
or preparing formula. 00:14:28
However, it's generally safe to continue using untreated water for activities like washing dishes, showering laundry, swimming and 00:14:34
watering your yard. 00:14:39
If you have concerns about PFAS in your water, there are a number of at home treatments available such as activated covenants and 00:14:44
verse osmosis. 00:14:48
You can check sources such as the NSF. 00:14:53
Or your local filter installer For more information on effective treatment systems for your home. 00:14:56
It should be noted that boiling water will not remove PFAS and bottled water providers are not required to test for PFAS, so use 00:15:01

So, so there is funding available to these water providers to help them initially. 00:16:53
Eventually the you know, the cost of running the system with additional treatment will likely be borne by the water providers 00:17:01
themselves, but there's a lot of funding available initially for systems to to help them find solutions to this. 00:17:09

Is that a federally funded program? Yeah, so, so, so it's it's sort of both. So the larger systems that's a federally funded 00:17:22
program, EPA is requiring these systems to to treat, but most of our systems in Arizona are smaller systems. 00:17:29
And so that's where AQ stepping in now. We are using mostly federal funding to do that, but it's actually a DQ that's stepping in 00:17:36
and doing the sampling right now. 00:17:40

It's, it's how dangerous is this really and how does it end up in our rural areas? Yeah, so, So one of the things that kind of 00:18:27
sets PFAS apart from a lot of other chemicals that we deal with is the fact that it bioaccumulates. So it can accumulate in plants 00:18:33
and animals and can accumulate in our bodies. And that's part of the reason why EPA is concerned with such low levels because 00:18:40
essentially our our bodies can't pass it out. 00:18:46
Fast enough or faster than it's coming in and so it'll tend to build up. So even though we might be drinking these low levels, it 00:18:53
can build up overtime. But you are right, these are very, very low numbers. The EPA, you know is looking at all sorts of 00:18:58
uncertainty factors and trying to make sure that they're. 00:19:04
Limiting this as much as possible and what we're We're drinking. 00:19:11

you know for example for the county. So first of all we want to come here to make sure that you guys are informed of what we're 00:19:36
doing that we're doing the sampling. So if you're going to questions about you know some of the sampling or these results, you 00:19:44
know what's going on but then beyond that to be able to advocate for for funding so we have a a small water system fund. 00:19:51
That it's really important that that gets funded because those funds go directly to these small water providers to help them in 00:19:58
situations like this. 00:20:02
So being able to help advocate for that on things like you saw the. 00:20:07
Are the Triple F removal program so going to these rural fire departments and helping them to change out because that could be 00:20:11
expensive to change out the the firefighting foam that had PFAS in it. 00:20:17
So, so being able to find systems like that that that would be a real help from. 00:20:23

Well, the FDA is, is in charge of rules for bottled water. It's not the EPA, it's the FDA, it's a food product. And so they, they 00:20:37
don't have any regulations right now that requires bottled water providers to test for it. So it's not necessarily saying that 00:20:44
it's there, although some studies have shown that there are. They've shown PFAS and bottled water, but we just don't know. 00:20:51
So because they're not testing for it, I that that kind of amazes me because everybody drinks these, you know, bottled water these 00:20:58

Yeah. So that's a really good question. So what's, what's on the fact sheet, This is our AQ's program to sample the smaller water 00:21:37
providers. So the larger water providers are being sampled by EPA and that sampling is ongoing over the next couple of years. So 00:21:43
we don't have those results in yet. The water providers themselves, for those larger water providers, they're going to be doing 00:21:49
the sampling and then and then they're going to be getting those results back. AQ won't get them directly. So what these are are 00:21:55
all the smaller. 00:22:01
Other providers that we've gone out and sampled and then actually this list is subset of those. 00:22:07
Because this is just showing the systems where we've actually detected Ppas. 00:22:12
There's a number of systems, so it's 46 total systems that we've sampled to date. 00:22:17
And of those, 28 which are listed here have had PFAS detections. 00:22:21
Mr. Chairman, So there's of the 28 that are listed, there's some that say, yes, that means they're above the one park trillion. 00:22:26
If they say no, then they're they're detected below the one part trillion. Yeah, so, so the the limit there that the yes or the no 00:22:33
is what EPA is proposing is the limit. 00:22:38

Primarily it's about four parts per trillion depending on the chemical. But yeah, so the ones that say yes are. 00:22:45
Would be if the proposed regulation is put into place, those would exceed the regulation. They would need to do something to to 00:22:52

Compacting the milled material in place. 01:05:46
