OK, start with the presentation this morning. It's 2:00 AM and it's a presentation from the. 00:02:45
Southern Hillock County 4H Top Gun Shooting Club and I'm the one to start this. 00:02:51
This club is is was. 00:02:56
Was activated this not just this year, I guess, right, Carol? 00:02:59
Carol Patak is here with the with the Kids and and they've done an awesome job. We help. 00:03:03
Help support them here while back and so. 00:03:08
Come on up and and and give us a. 00:03:12
Idea how it went this year. 00:03:15
This year has been one of the greatest experiences. Going to Nebraska was one of the best experiences I could have experienced in 00:03:17
my life. 00:03:20
I personally did my personal best my last day of competition and. 00:03:25
I went from scoring a 30 point average state to scoring 306 out of 400. 00:03:30
The national competition on my last day. Wow. It is one of the best experiences I could have experienced and I'm so grateful for 00:03:37
that. 00:03:40
Good. Good deal. Yeah. 00:03:44
Hello, my name is Anthony Shively. 00:03:53
And and the cofounder and a leader of this club that we've recently. 00:03:55
Established here in Hilla County. 00:04:01
We have come a long way from just a. 00:04:04
Couple of kids on the firing line with some pump up. 00:04:09
Air rifles to going all the way to Nebraska for a national competition. 00:04:13
Which is absolutely insane progress for one year. 00:04:18
And if that doesn't show you what hidden talent we have in this county. 00:04:23
I don't know what will. 00:04:28
Umm. 00:04:30
We're here basically just to give you guys a thank you for your support and all of heel accounting for their support. 00:04:31
We've gotten. 00:04:37
A lot of it. 00:04:39
There's. 00:04:41
Plenty of support left I think as well. 00:04:42
And we have. 00:04:46
These gifts for you. 00:04:48
They're just uh we we got we got a picture and. 00:04:50
There's right on shirt. 00:04:54
Just, says Heela County. It's basically one of our jerseys, just with your guys's. 00:04:57
I guess. 00:05:03
Would you guys be an association? A group? 00:05:03
Yeah, that's pretty much all we've got for you. Just a big thank you for letting us do this whole thank you and you guys did a 00:05:07
really, really good job. Supervisor Humphrey dot comment. 00:05:13
No, I I think it's great. We're we're glad to help. We love helping youth. I love helping youth and. 00:05:18
I'm glad to see you guys taking advantage of it the way you did and. 00:05:24
And and go forward as you did because it just shows you that what you can do is you go on in your life if you if you just put your 00:05:28
mind to it and so. 00:05:32
I I think it's great in and it will. I will continue to help you in any way I can. 00:05:37
Supervisor Christiansen, thank you. Thanks. And gosh, it's so inspiring to see. 00:05:43
You guys are doing something that's positive, something that will build on your character and things that just are getting you 00:05:48
excited about things. 00:05:53
In life and moving forward, it's just a real inspiration to me. 00:05:59
And I think, you know, I can say that just extremely proud of what you guys are doing. 00:06:03
And I just wanted to answer for those that don't know the story of these kids as we sent them in February of this year. 00:06:10
To the state championship. The state championship with borrowed pistols and borrowed rifles, because we did not own any of them. 00:06:16
And I sent him with the expectation of getting him experience. And what we ended up with is we had four seniors that qualified to 00:06:23
go to Nationals. 00:06:27
And this community stepped up. 00:06:31
And provided them the financial and emotional and just the total support. 00:06:33
To send these kids off to Nebraska by the end of November and we had to raise $14,000 to get these kids there. 00:06:37
And the state director told me to buy some air pistols for this young lady to my right. 00:06:44
And we discovered about 5 weeks ahead of competition they were not. They would not match the specifications at Nationals. 00:06:49
So we had to scramble them by her other pistols. 00:06:56
And then he said to me, he says, wow, those pistols, you would never win a match with them, he said. You don't understand. We're 00:06:59
not sending a young person. 00:07:02
To competition limited by their equipment. We bought her the best pistols that they were there and she saw a number of them 00:07:05
online, didn't you? 00:07:08
And the other thing he told me, he told me aside the first day of competition and he said. 00:07:12
Don't get your hopes up. Your kids are not going to win, he said. Most likely where they're going to finish is going to be dead 00:07:16
last. 00:07:19
And I said, you don't know Arquilla County Kids, right? And these young people with less than a year of shooting experience went 00:07:22
in and defeated half. 00:07:26
Of the best shooters in the country, there was 172 shooters there and our Heela County kids defeated half. 00:07:30
None of our kids came in last. That came in in the middle of the pack. 00:07:37
But to beat half of the shooters in the country And then one of our young ladies actually defeated a junior Olympian. 00:07:41
Well, so I think that's a, you know, it's a great I couldn't be more proud of. These were my own biological children. Somebody 00:07:47
says, well, which of these kids are yours? And I said they're all mine. 00:07:51
So we're just so happy and so pleased for your support. So we'd like to ask you to come off so we can get some pictures. You, as 00:07:56
AJ said, we've got a national shirt for you and you're gonna notice on that national shirt a lot of HeLa County support. 00:08:02
Horn came from Hilla. 00:08:08
Tristar Engineering. Griffin Ranch, the fuzzy cattle ones and the other one I always got to clarify and. 00:08:11
The Rotary Club. 00:08:19
Shared Tristar Engineering Rotary Club. 00:08:23
Uh. 00:08:26
My Ranch, Dominion, Firearms, and Horn all came from Healing Deal. 00:08:28
So we want to say thank you so. So Carol, would you tell the. 00:08:32
Group and everybody little bit how you guys are planning on expanding this to the northern well and what we're doing is Supervisor 00:08:35
Christensen chat with you just when we were here when you were so gracious and so kind to give us that donation. 00:08:42
He says we need this in Payson. Matter of fact, his wife followed us out of the room. How do we get this in place? 00:08:48
And we said get a leader. 00:08:53
And not only did they get a leader, they got 2 leaders. 00:08:56
And I've been on conversation with them. Uh, we have inventory. They have an archery trailer already. We've given them our advice 00:08:58
on what they also they need to buy. 00:09:02
Our plan is to haul the archery trailer up to Payson. 00:09:07
Uh, there are two leaders will go through the training that's necessary in December but because we want to get their club going in 00:09:11
October. 00:09:14
Our club is going to be donating to them the air rifles that we started with when we first started to shoot. 00:09:18
So, and they were delighted to hear that I plugged them into the NRA grant already. 00:09:24
And AJ and I as leaders will be going up to pace and to get them started because before each year starts on October, October 1st. 00:09:29
So rather than waiting and holding the kids up until they can get their education in December to be leaders. 00:09:35
Because not only do you have to be a 4H leader, you got to go through the background check and all the stuff with the Cooperative 00:09:40
Extension to become a four inch leader. 00:09:44
There's another 12 hours of training for every area that we're certified in and AJ certified in four. I have two. 00:09:48
So we're going to go up to a patient and we're going to get them started. So they're working on finding a place to shoot, getting 00:09:56
associated with the fire with a a. 00:10:00
Ethical. 00:10:04
Director up there, but they got 2 leaders, 1 belongs, works for preparative extension. The other one was the former outfitter. 00:10:06
So I think we're going to have a great program up there and. 00:10:11
AJ and Sierra are going up on Monday this next Monday to speak to their community club meeting. 00:10:14
To get their young people up there excited and talk about what it's meant to them to be in shooting sports and what that can bring 00:10:20
to base on Ohh, that's really cool. Yeah, so we've got a line on also too. But wait, there's more. We might be able to expand to 00:10:24
young as well. 00:10:29
Ohh, that'd be good. 00:10:33
Pretty soon they'll be across the country, one into the other. Wouldn't that be great? That'd be great. Also, earlier you showed 00:10:35
me a picture of the kids going into that competition. 00:10:39
If you could print that off sometime for me and give it to me, we'll hang it on the wall. 00:10:44
And we'll just keep a running tab of these guys as they go through their competitions and all that, actually. So you have that for 00:10:49
you. There you go. There's the Arizona national team. Yeah, there's your kids. Well, and the one with the with the flag in front 00:10:55
of them is a really good one too. So alrighty, pick your time, gentlemen. 00:11:01
That fast? 00:11:16
OK, I guess we're ready to get the rest of this going and. 00:11:20
It's gonna be a long one, so we'll start with 3A Information, discussion action. 00:11:24
To adopt resolution #23-09-01. 00:11:31
To name W Derby Way in Tunnel Basin area and Tom. Good morning, Sir. Good morning, Mr. Chairman, members of the Board. 00:11:35
What we bring today is another minor land division that needed a road name assigned. 00:11:43
For addressing purposes in the tunnel basin area. 00:11:51
Umm. 00:11:56
The picture is a little washed out, so. 00:11:57
They're with me two seconds. 00:11:59
Um. 00:12:01
This road extends off Bethel Lane. 00:12:02
In Tunnel Basin. 00:12:05
So. 00:12:07
Umm. 00:12:08
If you have any questions, more than happy to answer them. Thank you Tom Supervisor Humphrey. 00:12:10
Yeah, you might just go through a little bit on how roads are named. 00:12:15
Sure, the Minor Land Division process split this property into five lots. 00:12:20
With a established easement. 00:12:27
Once the properties were starting to be added, or. 00:12:30
Developed. 00:12:33
Um. 00:12:34
That triggered our need to name the road we consider anything more than three properties. 00:12:35
Two properties, we consider it a driveway. Three properties, we start considering it. 00:12:42
A named Rd. for 911 purposes. 00:12:46
So that triggered that we went to the constituents. They provided us two names. 00:12:50
And both those were. 00:12:56
Duplicative. 00:13:00
Of others, there was a coal which was very close to Cody. 00:13:02
In Tunnel Basin, the other one was Ranger. 00:13:07
Which? 00:13:11
We just named Lone Ranger maybe two months ago. 00:13:11
So with those falling out, the current addressing ordinance. 00:13:15
Says it's one and done, so we um. 00:13:21
We provided the Derby name. 00:13:25
After speaking to the. 00:13:27
Two of the families, they were OK with it. 00:13:30
The others in no response. It's now considered. 00:13:32
Whatever happens, we're OK with. 00:13:36
So here's where we end up today. OK yeah. I appreciate that. Just so people say, well I I gave a name and he look county wouldn't 00:13:39
give it to me so yeah I just wanted the rhyming came into yeah I appreciate your explanation on it's too close to another Rd. name 00:13:46
for 911 and an emergency response and things of that nature. Texting is easy. 00:13:52
You, you, you get a scratchy radio call, right? You don't want to confuse that, right? And so I thank you very much for explaining 00:13:59
that and for continuing to help us. 00:14:04
Grow. 00:14:10

Mr. Chairman, I'll move to adopt resolution #23-09-01. 00:14:38
Mr. Chair, I'll second that. Having a motion in a second. All in favor. Do so by saying aye, Aye, aye, aye. Motion carries. Thank 00:14:43

On the 3B. 00:14:52
Information, Discussion, Action. 00:14:55
To consider a liquor license application counting number L-23-14. 00:14:57
Submitted by. 00:15:04
Adriana Spurlock for a new Series UH Zero 12 Restaurant License at La Casa Randall. 00:15:06
3821 Highway 87 located in Pine. 00:15:14
And issue a recommendation to the Arizona Department of Liquor Licenses and Control. 00:15:18
Whether the license should be granted Sam. 00:15:23
Good morning, Chairman and Board members. As stated, this is a Series 12 liquor license application for La Casa Randall located in 00:15:27
Pine. 00:15:31
The county does have an internal review process whereby the treasurer reviews the application and ensures that the applicant is 00:15:35
current on property tax payments for all properties owned in Hewitt County. The health department and building permitting 00:15:39
department both review the application as well. 00:15:43
To date, there have been no issues reported for La Cosa Randall. The crook of the board's office recommends proceeding with the 00:15:48
public hearing, and I can take any questions. 00:15:52
Thank you. Sound Supervisor Humphrey questions. I have no questions. 00:15:56
Supervisor Christensen, thank you. No question and neither do I. So at this time we'll open it up for public hearing. Is there 00:16:00
anyone in patient that wants to speak to this? 00:16:04
Are we good, Joseph? 00:16:13
Nobody. 00:16:26
So we're good. I couldn't hear you very well, but is that right? 00:16:28
Nobody's head for the podium, so we're going on, Cassie. We're good on YouTube. 00:16:32
And no one here, so I'll close the public hearing and entertain a motion. 00:16:36
Mr. Chair, I move to recommend that the Arizona Department of Liquor Licensing Control approved the liquor license application 00:16:41
submitted. 00:16:45
By Adriana Spurlock for the La Casa, and I will second that, having a motion and a second all in favor. Do so by saying aye, aye, 00:16:49
aye, aye, motion carries. 00:16:54
And now moving on to #4 regular agenda items and. 00:17:00
I'm gonna need a motion to recess as a Healer County Board of Supervisors and convene as a Healer County Library District Board of 00:17:05
Directors. So move chairman. 00:17:09
The second, second have a motion, and second all in favor do so by saying aye aye, aye motion carries. 00:17:14
Information Discussion Action to approve a Library Service Agreement with the San Carlos Apache Tribe for the San Carlos Public 00:17:21
Library for the period of July 1st, 2023 to June 30th, 2024 Elaine Good morning. Good morning, German client Supervisors. 00:17:30
Thank you for letting me speak this morning. This is our last library service agreement that comes before you for the fiscal year 00:17:40
24. 00:17:44
You approved the other at 7 libraries in July 11th and this is our last one. It is in a total amount, agreement amount of $39,400. 00:17:48
I'd be happy to answer any questions. Thank you, Elaine. Supervisor Humphrey, I have no questions. Supervisor Christian, thank 00:17:55

That I did entertain a motion. 00:18:08
Mr. Chair, I moved to approve the library service agreement with the San Carlos Apache tribe as presented. I'll second that having 00:18:10
a motion, and second, all in favor, do so by saying aye aye, aye, motion carries. 00:18:16
4B Information Discussion Action. 00:18:22
To approve the agreement for E rate services between HeLa County Information Education technology. 00:18:25
Consortium on behalf of HeLa County. 00:18:32
Through the Healer County School Superintendent and the Healy County Library District and Yavapai County. 00:18:35
Through the Yavapai County school Superintendent for fiscal year 24 through 26. 00:18:42
At a rate of $5000 per year and authorize the Helix County Librarian. 00:18:48
To sign Exhibit 1. 00:18:54
Letter of agency, which is the part of the agreement, Elaine. 00:18:56
That's one way. Sorry about that. 00:19:00
This would be IGA between the Library District, which represents all eight of eight of the libraries in the Healer County, and the 00:19:04
Hiller County School Superintendents Office for the E Rate Services. 00:19:09
And we were awarded our construction grant. 00:19:14
To expand broadband to all schools and libraries in HeLa County that was 19,490 dollars, $19,000,490.00 say that wasn't very much. 00:19:16
$19,490,000. 00:19:26
In fiscal year 1920. 00:19:29
Um, that was delayed, that construction was delayed because of COVID. We were finally able to get our last two sites in Hayden 00:19:31
Winkleman up and running June 2nd of this year. So we are done with our construction grant. So then this is to proceed on with us 00:19:37
being able to continue the consortium. 00:19:43
And the E rate, so that we are getting a good chunk of our E band paid for by you sack by the rate. 00:19:49
If you have any questions. 00:19:57
Thank you, Elaine. Supervisor Humphrey, I have no questions, but that's great news. Thank you very much. And I'm glad that that is 00:19:58
helping with our libraries and and and opens the world to us. Supervisor Christensen, thank you. No questions. 00:20:06
I don't have a question. I just have a comment. Roy, I want to thank you for everything you've done pushing on this. I know you 00:20:15
and Jackie back in the day you worked really hard on this and. 00:20:19
And getting it through and and what a project and it it it's done so. 00:20:23
That's quite an accomplishment for you guys. So thank you. So, yeah, exactly. 00:20:29
Thank you so much. So then I'll go go ahead, James. I'm sorry, could I? 00:20:34
Absolutely efficient as well. Absolutely kind of all. 00:20:39
Miss Sanders. 00:20:43
And everybody that contributed to getting that broadband, every school and every library in the county is. 00:20:45
A tremendous accomplishment. Thank you. 00:20:52
It is. 00:20:58
I'm really glad that. So how about a motion? 00:20:59
Mr. Chairman, I'll move to approve the agreement for E rate services in the amount of 5000 per year for fiscal year. 00:21:02
2024 through 2026. 00:21:09
And authorized the Heliconia Librarian to sign the letter. 00:21:12
Of agency as presented. 00:21:15
Mr. Chair, I'll second having a motion in a second. All in favor. Do so by saying aye. Aye, aye. Motion carries. Thank you, 00:21:17
Elaine. Thank you so much. 00:21:21
And I'll need a motion to adjourn as a Heela County Library District Board of Directors and reconvene as a HeLa County Board of 00:21:26
Supervisors. 00:21:30
So move, Mr. Chair, I will second have a motion. Second, all in favor, do so by saying aye, aye, aye, aye. Motion carries. 00:21:33
4C Information Discussion Action. 00:21:41
To approve the agreement for E rate services between HeLa County Information Education Technology Consortium. 00:21:45
On behalf of HeLa County through the Heeler County School Superintendent. 00:21:53
And the HeLa County Library District and Yavapai County through the Pike County School Superintendent. 00:21:57
For fiscal year 24 through 26 at a rate of $5000 per year and authorized the HeLa County School Superintendent. 00:22:05
To sign exhibit one letter of eight of agency which is a part of the agreement. 00:22:14
Roy. 00:22:19
Good morning, Mr. Chair Warden. 00:22:20
Yes. 00:22:22
This is. 00:22:24
The extension. 00:22:25
That's very much with the library district. This is from the school side. 00:22:27
So in addition. 00:22:31
It is quite a. 00:22:34
Labyrinth or maze, Federally speaking, to keep this thing rolling, you just. 00:22:37
It's way past what? 00:22:43
The average individual with no experience with the federal government. 00:22:46
Can accomplish? 00:22:50
So we contract with the individual. 00:22:52
Who represents Yavapai Irate? 00:22:55
Frank Vanderhorst. 00:23:00
And he is our consultant and and what it turns out is everything is. 00:23:01
As you know, Amazon. 00:23:07
We'll get something from them. He's able to translate it. 00:23:10
For us out of. 00:23:14
Bureaucrat ease. 00:23:15
And then he's able to respond to them in a language that they understand. 00:23:17
$5000. 00:23:21
And and my office picks up the tab on that. But it is absolutely money well spent when you consider them. 00:23:23
The enormous enormity. 00:23:29
Of the investment that we have and that we have onto not on the perpetuity but for the next 10 years. So that that's really what 00:23:32
that is. 00:23:36
Good deal. It it it's it's quite involved in it. 00:23:41
All the way around. 00:23:45
It's a different language. 00:23:47
Yeah, it's a different language. If you sit in on it, you pretty quick, you're just. 00:23:48
You're just a witness. 00:23:53
Yeah. 00:23:54
Thank you, Roy. Supervisor Humphrey. Questions. Comments. 00:23:55
No, I I just thank you for for getting this started, for rolling with it and and we've been in a lot of discussions with this and 00:24:00
so. 00:24:04
I I know what a challenge it has been, but but what? What a great. 00:24:09
What is a great end result for? 00:24:14
For all everybody's hard work and so thank you, it's it's going to help our kids make a big difference and I think in their 00:24:17
education. 00:24:21
Thank you. I have to give a lot of credit. A must to Mylan Eaton. He's the. 00:24:25
Straight director for E rates because he jumped in beside us in. 00:24:31
With along with Frank Vanderhorst. 00:24:36
Those guys were the. 00:24:38
They were the steers of the whole thing. So get it done without. Really took a whole team. Jackie. Yeah, absolutely. 00:24:40
Huge great. Thank you. 00:24:46
Supervisor Christina, thank you, Roy. That's all. Thanks so much, Roy. And hopefully it'll get easier as time goes by. But who 00:24:49
knows that I'd entertain a motion. So Mr. Chairman, I'll move to approve the agreement for Eric Services in the amount of 5000 per 00:24:54
year. 00:24:59
For fiscal year 2024 through 26. 00:25:04
And authorize the Heela County School Superintendent. 00:25:07
To sign the letter of agency as presented, Mr. Chair, I'll second that having a motion. And second, all in favour. Do so by saying 00:25:10
aye, aye, aye, aye. Motion carries. Come on up, Cassie, if you want, but we need to take a break. 00:25:16
For the other Cassie, can you adjust the cameras I think we're getting? 00:25:23
We'll just pause for a minute and see if he can get that going. 00:25:34
Alright, one on to 4D. 00:25:46
And information discussion Action to approve the Superior Court submission of the fiscal year 24. 00:25:50
Fill the Gap Grant application to the Administrative Office of the Courts for enhanced criminal case scanning and amount of. 00:25:58
$5795.02 That's it. Thank you, Mr. Chairman, members of the board, before you. This is the Superior Courts filled the gap Grant 00:26:06
application. 00:26:11
We apply for this grant annually. 00:26:17
Uh, since about 2015 I believe. 00:26:20
And it fully funds the fees associated with supplemental scanners throughout our limited jurisdiction courts. 00:26:23
The scanners provide for uploading of documents and exhibits into the court's case management system. 00:26:30
That not only creates a digital file, but also archive archives our records as well. 00:26:38
So if you have any questions. 00:26:45
I'd be happy to answer them. Thank you. 00:26:47
Supervisor Humphrey Mr. Chair, I have no questions. Supervisor Christiansen. 00:26:50
Thanks, Cassie. That entertaining motion. 00:26:56
Chair, I move to approve this submission. 00:26:59
Of an FY24 Field GAP Grant application in the amount of $5795.02. 00:27:02
I will. 00:27:11
Having a motion in a second all in favor, do so by saying aye. 00:27:12
Aye, aye. 00:27:15
Motion approved. Thank you so much. Thank you so much, Auntie E Huh. 00:27:17
Hey, Mike, There you go. 00:27:23
Until I second that. 00:27:25
OK 40 Information Discussion Action to Approve Amendment #1 to Intergovernmental Agreement Contract Number Ctr. 00:27:33
055997 with the Arizona Department of Health Services for COVID-19 Health Disparities. 00:27:41
Which includes an additional allocation of $275,000 for the period beginning June 1st, 21. 00:27:50
And it extends the contract in additional year through May 31st, 24. Good morning, Josh. Good morning, Chairman, Kline, members of 00:27:57
the board. So this was a grant from way back when COVID started. This was supposed to be over. We spent all of our money and the 00:28:03
department health services reached out and said, hey, we have some extra money. And I said, hey, how much extra money? And they 00:28:09
said we can go up to 275,000. So I said, well, we'll take 275,000. 00:28:16
There's a 10% indirect that we take on this for the county, plus there's no match for this grant. 00:28:22
We're going to be looking at UM. 00:28:28
The board is where the health disparities is a Zambia hot topic, But what we want to look at is public health is kind of going 00:28:31
down this Ave. of health disparities and how do we, you know, look at the people that don't have the same health outcomes as 00:28:36
everyone else? 00:28:40
And we're going to do a study out of this, probably with one of the universities which everyone did on it to look at. 00:28:45
What? What does health disparities mean in rural counties? 00:28:54
And how do we best, you know, gauge that issue? 00:28:57
We're gonna be doing a health disparities conference sometime in the second-half of the fiscal year, so probably between like 00:29:01
January and June of next year. One of the things we really liked is we're working on putting all the classes that we have, that we 00:29:06
teach, that we do in the schools. 00:29:10
And with the rotation that we have with staff and the health department and that the schools have with teachers, sometimes it's 00:29:16
hard to continue to have that relationship as well as we'd like it for all the teachers at the schools going to reach out to us. 00:29:22
So one of the things we're doing is we've got incentives for every time any of the one of the big anybody, anyone of schools want 00:29:28
to teach any classes will be not only excited to have that and teach those classes in the schools, but we'll be donating money 00:29:34
into those classrooms to use our program. So kind of a win win that we can help these schools that need extra money and get the 00:29:39
accomplishments that we need done as well. So a lot of good things out of this money and we use a little bit of staffing for our 00:29:44
health department here as well, so. 00:29:50
Thank you, Josh. 00:29:56
Supervisor Humphrey. 00:29:57
I'll just. 00:29:59
Thank you and I appreciate that. 00:30:00
That we're getting these funds because a lot of people say what you know, why does our budget keep going up and up and up. And a 00:30:02
lot of it's because we get these grants to to benefit the public. And and it's not that we're raising taxes or anything to raise 00:30:08
our our yearly budget it's it's because of these grants that. 00:30:13
That we get that that we have to show for in our budget. 00:30:19
Which in turn goes back to the community. So thank you very much because with all that money you just have to work harder to. 00:30:23
To disperse it in in a reasonable manner, so thank you very much for that. 00:30:29
Supervisor Christensen. Yes. Thank you. Josh. I have no questions. 00:30:36
So when you talk about disparities, Josh Gibson example. 00:30:39
Teaming up with the university to do this. 00:31:15
Or anyone that would be interested when we get to that point, Yeah, uh-huh. And then you'll. 00:31:19
You know, there'll be a report that will come out of that, correct? And that'll come back to the board, correct? 00:31:24
Good deal. Thank you, Josh. Looks like you'll be with us for a while too. Yeah, I will. I'll entertain a motion. 00:31:29
Mr. Chair, I move to approve Amendment number one to the Arizona Department of Health Services Intergovernmental Agreement. 00:31:35
Contract number Ctr. 055997 in the amount of 275,000 as presented. 00:31:41
Mr. Chair, I'll second that. Have them having a motion, and second, all in favor, do so by saying aye, aye, aye, aye, Motion 00:31:49
carries. 00:31:53
Onto 4F information discussion action to authorize advertisement of requests. 00:31:57
4 Proposals number 081523 Pleasant Valley Veterans Retreat Wastewater System Josh. 00:32:04
So this is for the maintenance of the wastewater system. 00:32:12
We spoke with our engineer Jake and Alex and Mr. O'Driscoll we all kind of came up with. 00:32:17
You know, do we want this to be an annual, the balance between what facilities would do and what we would do and making sure. And 00:32:24
one of the things is I think that Supervisor Cline raised was we were worried about the dumping, the RV's and stuff and. 00:32:30
So we really wanted to come up with. So we came up with quarterly seemed like the best. 00:32:36
Whoever wins the RFP, they're going to present the quarterly report to us. So it's a little bit the maintenance that they're going 00:32:40
to be doing and checking up to make sure that we're doing the maintenance we need to be doing and hopefully we can keep the system 00:32:45
in as good shape as we can. 00:32:49
Thank you, Josh. 00:32:54
Supervisor Humphrey. 00:32:55
Mr. Chair, No questions Supervisor Christensen. 00:32:57
Umm. 00:33:00
No, thank you, Josh. Yeah, we need to make sure we're maintaining the wastewater system. We put a lot of money into it. 00:33:01
But yeah, so this is just a request for proposal. I'd be interested to see how much. 00:33:07
That that will cost. Thank you, Josh. 00:33:12
Josh, thanks for putting that together. All in pain of motion. 00:33:14
That's true. I moved to authorize the advertisement for request for proposal number 081523. I will second having a motion and 00:33:18
second all in favor, do so by saying aye, aye, aye, motion carries. 00:33:24
Onto G Information Discussion Action to adopt resolution #23-09. 00:33:31
Dash 03 to authorize an application for a Clean Water State Revolving Fund loan. 00:33:38
From the Water Infrastructure Authority of Arizona not to exceed 250,000, Josh. 00:33:44
OK, this item. 00:33:51
So. 00:33:53
In August, we presented to the board that we are trying to get money from the Arizona. 00:33:55
Water finance infrastructure to replace testicles. We turned that application in and then we found out the next step to the 00:34:00
application. 00:34:04
Is to complete a debt resolution. 00:34:08
Debt resolution is interesting because part of the reason we're interested in this funding is we said that we didn't want any 00:34:12
funding that required us to incur any debt or for the homeowners to necessarily incur any debt because it's 100% forgivable loan. 00:34:18
The way their application system works is we have to go to the board with the debt resolution first. 00:34:24
So I worked with Jessica and we went through the debt resolution that other counties have done. 00:34:29
With projects that are similar but we're 100% forgivable and we tried to come up with the best resolution we could that took out 00:34:35
that kind of language. 00:34:39
Because we did a lot of fighting back and forth and there was no way to move forward with the application without this. 00:35:14
So I think we have a resolution that works for what it is we're looking for just to move the process along. 00:35:20
Thank you, Josh. 00:35:27
Supervisor Humphrey. 00:35:29
I have a lot of questions, but I guess see what the resolution. 00:35:31
Looks like before I bring up a big old can of worms. 00:35:35
Chairman, members, supervisors the resolution. 00:35:41
Documents, right? 00:35:44
OK. Thank you. 00:35:46
To provide a Christian sect, Chairman. Thank you, Jar. So a lot of people may not understand that in order to get a grant, you 00:35:48
have to do something before that. And that's what this is. We're not spending money today, but we're putting in place what's 00:35:54
necessary in order to get the grant and then we decide whether we actually want that. 00:36:00
OK, so we're this is the first time that they've done this 100% forgivable loan process. 00:36:07
So they're kind of working through the first time with us. So a lot of their processes are still based on how they would normally 00:36:14
do things and not I think we're going to be setting the trend for how this would go for them moving forward. Well, there's a lot 00:36:20
of cesspools in the county and this doesn't. 00:36:25
Really talk about other than cesspools. It's not like. 00:36:31
Septic systems that just don't work anymore, it's cesspool problem, correct? And so we need to work through that. So yeah, I 00:36:37
appreciate you working through that. Thank you. 00:36:41
Change. 00:36:46
Mr. Chairman, Members Board, I was just going to add that that that this is a. 00:36:47
A new program and so we're going to just have to feel our way through it. 00:36:51
Probably more steps than just this one that Josh is going to have to back up and say, well, let's do this now, so. 00:36:55
There were no program for us and for the state. 00:37:02
So, Jessica, there's nothing in the fine print that's going to hang us up. 00:37:05
Chairman, member, supervisor. So this is just a resolution basically to submit the application. 00:37:09
The terms of accepting the loan are not included in the resolution because they have not been provided to the county at this 00:37:15
point. 00:37:18
And so that's not anything that you're agreeing upon today. 00:37:22
In essence, you know, let's say you get the terms back. You're not in agreement with that. 00:37:25
You could resend the resolution. There would really be no point because it's the purpose is to submit the application that's part 00:37:30
of the process that that they have had. 00:37:36
But with it being 100% forgivable loan, I wanted to see the terms myself. That's why we dug into it a bit further to see, you know 00:37:43
what are you asking exactly, The board put in the resolution, so we've modified it to be just simply submitting the application, 00:37:49
OK. 00:37:55
Thank you, Jessica. Thank you, Josh. That Atherton a motion. Mr. Chair will move to adopt resolution #23-09-03. Mr. Chair, I'll 00:38:02
second that having a motion in a second. All in favor, do so by saying aye, Aye, aye. Motion carries on to H. 00:38:10
Information, Discussion, Action to approve Amendment #3. 00:38:18
To Intergovernmental agreement Contract number Ctr. 055335 Dash Ella County Dash, Healthy People. 00:38:23
Healthy communities with theirs on Department of Health Services to revise the scope of work price sheet and exhibit language in 00:38:31
the amount of 389,000 and 63 dollars. 00:38:37
From July 1st, 23 to June 30th 24 Josh, right. 00:38:43
So this item going to do, we're back the money again, we like money, 10% indirect, no cost to the county, there's no match. 00:38:48
This covers a lot of our really good grants, so our Community Health Assessment and Community Health Improvement plan, both with 00:38:55
supervisor and operating sits on those with us usually. 00:39:00
Working towards the goals. So those are our two big plans that we look at all the data in the county and then we do surveys out to 00:39:05
the public. 00:39:09
And then we have all these meetings and we all decide whether you know the areas that we want to spend our money and how we best 00:39:13
want to spend them. Looking at suicide, looking at opioid overdoses and teen pregnancy prevention were the three that our county 00:39:17
decided. 00:39:20
And all that work comes from this funding we pay for three full time staff. 00:39:25
Our teen pregnancy prevention funding comes from this Healthy People, Healthy Community Grant and our Tobacco Free Environment or 00:39:29
our tobacco programs. All the coalitions we do when we go to the state for the tobacco conference, all the different things we do 00:39:35
for trying to prevent tobacco and vaping in schools comes out of this as well. 00:39:41
Good. 00:39:47
Supervisor Humphrey, no questions. Mr. Chair, Supervisor Christensen, thank you. No questions. 00:39:48
Good job. Thanks, Josh. Thought I'd entertain a motion. 00:39:53
Mr. I moved to approve Amendment #3 to the Arizona Department of Health Services. 00:39:56
Intergovernmental Agreement Contract number Ctr. 055. 00:40:01
335. 00:40:06
In the amount of. 00:40:07
$389,063. 00:40:09
I will stick with that. 00:40:13
Having a motion in a second all in favor, do so by saying aye, aye, aye. 00:40:16
Motion carries. 00:40:21
Onto I Information Discussion Action to approve Amendment #1 to Intergovernmental Agreement Contract number C TR064. 00:40:23
793 with the Arizona Department of Health Services and the amount of. 00:40:33
$456,893.00 to provide workforce development strategies to strengthen the public health. 00:40:38
Workforce and to revise the price seat from the December 1st. 00:40:46
22 through November 30th, 27 Josh. 00:40:50
Chairman Kline, members of the Board, So I presented this item to the Board of Supervisors on August 1st. 00:40:54
If it seems like deja vu. 00:41:00
Um, the reason it's back to the board is there is a creative way when you fill out your application. 00:41:02
For the different categories that you can budget your dollars for the grant. 00:41:08
Most of the grants that we have in the health department allow at the end of the grant for you to do a 15% redirect between 00:41:13
categories. 00:41:16
She can only redirect funds if you have money in each category. So we've always placed one dollar of our budget and each one of 00:41:20
the line items so that at the end of the grant, if there's money left over and you need to go to a conference or spend some money 00:41:25
on a new laptop for the next grant period or something like that, you could. Now the auto general's office says that we can't do 00:41:30
those one dollar line items and all the different. 00:41:36
Items anymore, so this just changes the price sheet from what I prevented the item August 1st to just all that fun money being in 00:41:42
one line item now instead of the $1.00 and all of them. 00:41:47
They have a way of of dampering your spirit sometimes too. 00:41:54
I tried so hard Supervisor Humphrey. 00:41:59
No questions. Supervisor Christensen question. Just the Auditor General. Happy. Thank you, Josh. That an antenna motion. Mr. Chair 00:42:02
will move to approve amendment number one to the Arizona Department of Health Services Intergovernmental Agreement Contract number 00:42:09
C, TR 064793 in the amount of four. 00:42:16
$156,893.00 as presented. 00:42:23
I'll second that Mr. Chair having a motion. And second, all in favor, Do so by saying aye. Aye, aye, aye. Motion carries. Thank 00:42:28
you, Josh. 00:42:32
Onto Jay Information Discussion Action to approve Amendment #3. 00:42:36

With the Arizona Department of Health Services Services. 00:42:47
For the funding of Title 5 Maternal and Child Health Healthy Arizona Families Initiative. 00:42:51
To revise the scope of work and the price sheet. 00:42:57
Which extends the contract for the period of July 1st 23 to June 30th, 24. 00:43:01
In the amount of $151,325. 00:43:06
Good morning, Paula. Good morning, Chairman, members of the board. 00:43:11
I brought with me today Patricia Johnson, who is one of the program health program managers under this program, so she could give 00:43:15
you some feedback on what these programs are actually been doing before you take a vote. 00:43:22
I know we wanted to present just a few fun facts of Patricia actually started with us as a dental specialist in the health 00:43:29
department and was quickly promoted into being a health programs manager. 00:43:35
Because of the amount of work and the dedication that she put into dental. 00:43:40
So I just want to give her the floor for a few minutes so she can kind of tell you what's going on with. 00:43:44
Maternal and child health and the dental. Thank you, Paula. You bet. 00:43:49
Morning. Chairman of the board and board members can hang on. Can you hear alright, You might understand right there, yeah. 00:43:54
Sorry this is my first time. No worries. 00:44:01
There's in CCH Grant is the name grant for all our dental programs. 00:44:05
In addition to the MCH grant, we also have Delta Dental of Arizona. 00:44:11
And we also have Cavity Free Arizona. 00:44:17
With these grants, we are able to go into Heela County Schools. 00:44:20
And provide dental sealants to students while they're at the school. 00:44:26
And fluoride application dental screenings. 00:44:31
While they're in the school, we take in all our equipment with us and that way they're not. 00:44:35
You know, having to take the day off in school and. 00:44:42
Miss School. 00:44:45
And with this it does focus on children that do not have insurance and that usually that are on access. 00:44:46
Um, we also with Delta Dental, we are able to go into the senior centers. We've been in Globe Miami. 00:44:57
Hayden Hasten. 00:45:06
And and looking to be in pine and we do dental screenings for the seniors also fluoride applications. 00:45:08
Education. 00:45:14
And giving them referrals, a lot of them are also, you know, have low income or don't have dental insurance. So we are able to 00:45:16
give them referrals to dental clinics. 00:45:22
That have lower fees. 00:45:28
And we have also been collaborating with Community Services with a grant that we have through Wildfire. 00:45:30
In getting dental services for low income citizens of Heela County. 00:45:38
We have had quite a few come through and we've had people complete treatment. 00:45:42
As far as. 00:45:48
You know, something small to needing a couple fillings to full mouth reconstruction. We've actually had denture cases, people that 00:45:50
have had the oral surgery. 00:45:55
And it's all been completely paid for. 00:46:00
So these Democrats have just been amazing, and this has been a labor of love for me. 00:46:03
And in building this program and. 00:46:08
Hopefully we can continue and grow. 00:46:11
Thank you. Good. Thank you. 00:46:14
Supervisor Humphrey Questions or comments? 00:46:17
Ohh, just thank you. 00:46:20
Supervisor Christiansen Yes, thank you. And just to me goes back to what Josh was bringing up about dental health, how it's so 00:46:22
linked with health. 00:46:26
Outcome. 00:46:32
And that and those that don't receive the a good dental health sometimes have a lot more problems later in life. So, yeah. Thank 00:46:33
you for your presentation. Thank you. Thank you, ladies. 00:46:39

On the EM INFORMATION Discussion action to approve the use of Sourcewell contract number. 00:54:01
032119 Dash Cat. 00:54:07
For heavy equipment with related accessories, attachments, supplies, parts, labor, and purchases. 00:54:12
And Sourcewell contract number 062320 Dash Cat for rental of Caterpillar equipment with Empire Machinery and Empire Southwest LLC. 00:54:18
For a term from September 7th, 23. 00:54:30
Two September 624 with a not to exceed amount of $800,000 total for both contracts. Good Morning, Homer. Good Morning, Chairman 00:54:33
and board members. 00:54:38
Um, every year we come to you to approve UH Source world contracts with Caterpillar. 00:54:43
Sourcewell is actually a government entity in Minnesota. 00:54:50
And they were chartered to produce these cooperative purchasing agreements. 00:54:55
That they go out and compete and compete. They they they offer a competition on a nationwide basis. 00:55:01
With CAT, Caterpillar is just one of many contracts that they have they they have contracts with across the board. 00:55:09
Are all the competitors for Caterpillars and across other industries as well? 00:55:16
Many school boards and and and fire departments and other government agencies use these type of contracts. 00:55:22
So what we're here for the with the board is for you to authorize a public works. 00:55:28
To use these two contracts 11. 00:55:33
For parts, labor, and equipment. 00:55:35
And the other contract for rental of equipment? 00:55:39
It's an example of the benefit that we get of using this contract and buying a motor grader for Caterpillar. Depending on the type 00:55:43
of motor grader, the discount is from 19 to 34% and on the rental of the equipment we get a 10% discount from the the local rental 00:55:49
rates here from the dealer. 00:55:55
OK. And these are examples of the benefit that we get. We've been using this type of contract over the years. Last year was 00:56:02
$600,000. This year we're asking for for us to have $800,000 available on these contract. We are planning to buy 2. 00:56:09
Three large pieces of equipment this year. 00:56:17
Uh, and there are a number of transmissions that need to be fixed. Uh, even right now is where you look forward. So. So with that, 00:56:19
we'd like for you to to approve the motion as as. 00:56:24
The motion that's that states that we approve the use of social contract #0 three 21919. 00:56:30
Dash Cap for heavy equipment with related accessories attachments, supply sports flavors and purchases. 00:56:37
And source for contract number 06/23/20 dash cat for rental of Caterpillar equipment. 00:56:44
With Empire Machinery and Empire Southwest LLC for a term from September 7. 00:56:50
2023 to September 6, 2024 with a not to exceed amount of 800,000 total for both contracts. 00:56:55
Yeah. If you have any questions, I'd be happy to answer. Thank you, Homer. Supervisor Humphrey, Mr. Chair, I have no questions. 00:57:03
Supervisor Christianson, I have the Joy. Thank you, Humira. 00:57:08
So Homer, we we've used this in the consent agenda items. We have one of them coming up to to for our motor grader that we have 00:57:13
on. 00:57:17
A lease type. 00:57:22
Purchase still. 00:57:23
Is that? 00:57:25
Going that route with our larger pieces of equipment, does that seem to be? 00:57:27
Cost efficient. 00:57:32
Or effective or how? How's that working? 00:57:34
Actually, I I would suggest that if her funding is available to buy the equipment outright, we should do that. 00:57:38
And and and and and today we know that there is her funds available to buy equipment. So the equipment we'll be coming to the 00:57:45
board to buy the heavy equipment will be. 00:57:49
We're gonna buy it outright. 00:57:54
The landfill is a different situation. We may we may want to consider leasing based on the cash flow available to the landfill 00:57:56
organization as an enterprise going forward. But it does cost us money to lease, OK. And and if we don't have the money perhaps 00:58:02
that's a that's the way to go, but there is a a lease cost. 00:58:09
Associated about the the purchase the purchase cost. 00:58:16
OK. Thank you, Homer. 00:58:19
Better entertain a motion. 00:58:21
Mr. Chair, I'll move to approve the use of Sourcewell contract number 032119 Dash Cap and Sourcewell contract number 062320 Dash 00:58:23
Cap. 00:58:29
For a not to exceed the amount of $800,000 total for both contracts as presented. 00:58:36
Mr. Chair, I'll second that having a motion in a second. All in favor, do so by saying aye, aye, aye, aye. Motion carries. Thank 00:58:42
you, Homer. 00:58:46

Yeah, in in in putting these funds in an owner occupied home, they have to stay in that home or agree to stay in that home for for 01:00:01
a length of time prior to being a. 01:00:07

Really. So you said we have like 5 projects. 01:00:23
And so there are more projects out there waiting to be funded or ohh, yeah, we do have a waiting list, but this? 01:00:26
This should cover 5. It may cover more, they don't. 01:00:34
There aren't super high quotes for what for what our clients need, but. 01:00:38
Five is kind of our. 01:00:42
Our ballpark for where we're at right now, There's always a need. There's always a need. OK, thank you. With that, I'd entertain a 01:00:44

This is an MOU between our Housing Authority, which is under community services, as well as our Continuum of Care, our Homeless 01:01:24

The point of this is to collaborate to provide our five stability vouchers that we've received from HUD. 01:01:33

Having a motion. And second all in favor. Do so by saying aye. Aye, aye, aye. Motion carries. Thank you. Stay there. 01:03:38
Queue Information Discussion Action to adopt revised Exhibits A&B. 01:03:45
And the revised schools detailed page of resolution number. 01:03:52
23-08-02. 01:03:56
Which reflects a change in the tax rate and tax levy for Young School District #5, The Tunnel School District #33. 01:03:59
Local aid for Common Schools and the Town of Miami. 01:04:08
And direct the HeLa County Treasurer to make corresponding changes in the effective tax bills. Good morning, Mayor. Good morning, 01:04:13
Mr. Chair. Good morning, Supervisor Christensen. Supervisor Humphrey. 01:04:18
Following our adoption of tax rates on August 21st. 01:04:23
We were notified by the young school board that they wished to. 01:04:28
Reduce their tax rate. That is reflected here. 01:04:32
We also were notified by the Town of Miami that they had changed their tax rate, which is reflected here. 01:04:36
And we were notified by the. 01:04:43
Property Tax Oversight Commission. 01:04:46
That the computation of the Tonto Basin local aid for common schools. 01:04:48
Exceeded its limit, so we went ahead and got that changed also. All three of those changes are included here. 01:04:54
And to the best of our knowledge, we are still in time to get this to the printer for tax bills to not have to pass on the cost of 01:05:01
reprinting to any entities. 01:05:06
OK, super regular Humphrey. 01:05:14
Mr. Chair, I have no questions. Supervisor. Christians. Yeah, Thank you, Marian. Marian, I have no questions either. 01:05:16
So, so we have three of them here, man, and the young school is going to reduce their taxes to correct. 01:05:24
And Tunnel Basin School District, what are they doing? Again? So this is for the new Type 3 school tax where there's an additional 01:05:31
tax for schools that do not have a high school within their district. 01:05:39
The computation was more than this. 01:05:47
And the Property Tax Oversight Commission came back to us and told us that it was limited to this 1.6549. 01:05:49
Originally the computation. 01:05:58
That we had come up with. 01:06:03
Was 1.9784. 01:06:04
And that was based on the way the legislature had passed the legislation and the PTC. 01:06:07
Came back with a revision for us, so we have to change it. OK. And the town of Miami. And the town of Miami we originally adopted 01:06:13
4.4991. 01:06:19
And the town revised their. 01:06:25
Resolution. 01:06:29
To be the new rate of 4.4899. 01:06:31
Which results in. 01:06:36
A difference of. 01:06:38
About $300.00 of their tax money. OK, alright. Thank you Mayor, so much for that. And I think again, a motion. 01:06:42
So they all went down actually, Yeah, yeah, yeah. OK. So Mr. Chairman, I'll move to adopt A revised Exhibits A&B and the revised 01:06:51
school detail page of resolution #23-08-02AS presented. 01:06:58
Mr. Curry, I'll second that. 01:07:06
Having a motion in a second all in favor. Do so by saying aye, aye, aye. Motion carries. Thank you. Thank you, man. 01:07:07
Onto our information discussion Action to consider the sale of assessors Parcel #206-22. 01:07:15
Dash 020B to a Mr. Richard Taggart for the total lien amount of $609.68. 01:07:24
And if approved, authorized the Chairman's signature on the quick claim deed Sam. 01:07:34
Thank you Chairman and Board members. In June of 2009, the Huma County Treasurer deeded assessors tax parcel #206-22-020B to the 01:07:40
State of Arizona care of the Board of Supervisors. 01:07:46
Prior to the Board of Supervisors annual auction in 2009 of state needed tax parcels, the clerk with the board sent a letter to 01:07:52
Richard Taggart offering him an opportunity to purchase the subject property before the Board of Supervisors annual auction 01:07:58
because he met the requirements set forth in the statute. 01:08:03
Um. 01:08:09
The subject parcel is located in Mr. Tiger's backyard and he is the only contiguous property owner. Mr. Taggart did not respond to 01:08:10
the offer in 2009, so on August of. 01:08:16
This year, Mr. Ari Ramras, legal counsel for First American Title, contacted the clerk of the Board's office on behalf of Mr. 01:08:22
Taggart regarding the potential personal purchase of the said parcel just before the board meeting. We did learn that Mister 01:08:27
Taggart is now deceased. 01:08:32
First American title wishes to proceed as. 01:08:38
With his heirs to still continue and purchase this property, the ultimate goal is for them to combine the two parcels and then 01:08:43
sell. 01:08:48
And I can take any questions. 01:08:54
OK, Sam's supervisor, Humphrey. 01:08:56
Yeah. Is that going to be a requirement that they tie the two parcels together? 01:09:00
Yes Sir, that is it. 01:09:05
OK. No further questions. 01:09:08
Supervisor Christians. No, I don't have any. Thank you. 01:09:10
Golden. 01:09:15
This Mr. Richard Taggart's name won't necessarily be on this. 01:09:17
Quickly indeed. Or. 01:09:21
It will be first American title as the grantee. 01:09:22
OK. Yeah. All right, Sam. Thank you. Better than the motion. 01:09:25
Mr. I moved to sell. 01:09:30
Esser Parcel #206-22. 01:09:32
That's 020B. 01:09:36
To first American title on behalf. 01:09:38
Of the Richard Taggart estate in the amount of $609. 01:09:41
And $0.68. 01:09:47
And authorize the Chairman's signature on the quick claim deed. I will second that. 01:09:50
Having a motion second all in favor, do so by saying aye, aye, aye, aye. Motion carries. 01:09:55
Unto US Information Discussion Action to approve Economic development Agreement number. 01:10:01
08182023 between Hillary County and Northern Heela County Fair in the amount of $15,000 to educate adult and youth groups in HeLa 01:10:07
County regarding agriculture and livestock. 01:10:14
Which the board has determined to be for the benefit of the public. 01:10:22
Steve, thank you. I'm not sure if Faith Lowry is with us today in Payson. I invited her. She probably couldn't make it. So hey, 01:10:26
Flowery is of course the director for the Northern Highland County Fair and does an outstanding job along with all of her. 01:10:34
Umm. 01:10:43
Volunteers. 01:10:44
Are the opening ceremony for the fair will be this coming Friday the 8th. 01:10:46
And I think that's it. 01:10:52
Around 6:00. So she's invited all of us to attend that and. 01:10:54
This is just an annual amount of money that we do present to the fair to help them with their operational costs, so I'd be happy 01:10:59
to answer any other questions. 01:11:04
Supervisor Humphrey. 01:11:10
Mr. I have no questions. 01:11:12
This is the same amount we we presented with the last year too, right? Yes, and I couldn't tell you the source of the funding. 01:11:14
Perhaps Mr. Menlow would be able to help us with that. So is this coming out of your constituents? 01:11:20
No. 01:11:27
OK, James. 01:11:28
You have anything you want to say? 01:11:29
Mr. Chairman, Members support this is something that we budget for out of OK general fund. That's what would be last year, the 01:11:31
same thing, yeah. 01:11:35
OK. Thank you, James, with that identity and a motion. 01:11:40
Mr. Chair, I'll move to approve Economic Development Agreement number 08182023 in the amount of $15,000 was supported, determined 01:11:43
to be for the benefit of the public. 01:11:48
Mr. Chair, I'll second that having a motion in a second. All in favor, do so by saying aye, aye, aye, aye. Motion carries. 01:11:54
OK, #5 consent agenda action items. 01:12:01
Are there anything here that? 01:12:06
Either one of you want. 01:12:09
Discuss separately. 01:12:10
No, Sir. 01:12:13
Ohh, I'm good, Mr. Chair. 01:12:15
OK, then, I'd entertain a motion. 01:12:17
Mr. I move. 01:12:20
Approved consent agenda items 5A through 5 M. 01:12:21
And I will second that having a motion, and a second all in favor. Do so by saying aye, aye, aye, aye motion carries. 01:12:26
OK. 01:12:35
On to call to the public and we have some folks this morning that's gonna visit with us. But I'm going to go through this real 01:12:37
quick and we're going to hold to the to the terms of called the public so Jessica doesn't hammer on me and that is a call to the 01:12:42
public is held for public benefit. 01:12:48
To allow individuals to address the Board of Supervisors on any issue within the jurisdiction. 01:12:54
Of the Board of Supervisors. 01:13:00
Board members may not discuss items that are not specifically. 01:13:03
Identified on the agenda, therefore, Percent to Arizona Revised Statute 38 Dash 431.01 H. 01:13:07
At the conclusion of an open call to the public. 01:13:18
Individual members. 01:13:22
Or the Board of Supervisors may respond to criticism. 01:13:23
Made by those who have addressed the board. 01:13:28
And may ask staff to review a matter or may ask. 01:13:31
That a matter be put on future agenda for future discussion and decisions at a future date. 01:13:35
Now we have several folks that want to speak. So what we're going to do, we're going to set you up on a 3 minute time frame, You 01:13:42
got 3 minutes and then we'll move on if there's a subject there that several of you want to speak on. 01:13:48
It would help us as if you just send up a spokesman or person that can cover the topic for all of you. That would be welcomed as 01:13:54
well. So with that, who do we have first? 01:14:00
And patient Jerry Herron. 01:14:07
Hi, my name is Jerry Herron. I'm an Arizona resident and founder of LGBT Patriots, a nonpartisan nonprofit group advocating for 01:14:10
everyday gay. OK, OK, hang on, hang on. Just a minute. Sam, did you get all that? 01:14:18
So Joseph, we're having a hard time. Sam isn't getting none that's coming through. 01:14:27
So Sir, if you just hang with us, it's important we get all of your information. 01:14:37
Kathy, could you recall us? 01:14:42
What did you say? 01:14:53
The timer over there. 01:15:01
Alright. Can you hear us? 01:15:09
Yes. 01:15:11
We can can use them. 01:15:12
Can you hear me? 01:15:14
OK, let's. 01:15:18
Just tell us your name 1st and let's see if Sam can hear you OK. 01:15:19
And thank you. My name is Jerry Herron Heron. 01:15:24
OK, we're good. Go on with it. 01:15:29
Great, Thank you. I'm an Arizona resident and the founder of LGBT Patriots and nonpartisan nonprofit groups advocating for 01:15:31
everyday gays and lesbian, gay men and bisexual who are proud patriots of the country, which has given us our civil rights equal 01:15:37
to all. 01:15:43
We are not members of the so-called LGBTQ I Plus community. 01:15:49
Our gay pride colors are red, white and blue, not rainbow. We pledge allegiance to the flag of the United States of America. 01:15:54
We do not pledge allegiance to the rainbow of transgender banner. I'm here today to speak out against the planned public parks Rim 01:16:01
County Pride drag event and also to give a warning to Hilo County Board of Supervisors. 01:16:08
Rainbow pride is poison. 01:16:15
And the LGBTQIA Plus so-called community has an agenda to provide every town in America, including patents. 01:16:18
Not satisfied with equal rights for all, they are pressing for special rights, which include the right to public nudity, the right 01:16:27
to public *** *** the right to public kink. But when you assert those special rights, you take away the public rights to not be 01:16:34
exposed to displays, behaviors and performances against the values of a civil society. We do not. We do know. 01:16:42
That's just so how do we know that this is the range of Pride agenda? So let's look at the evidence that they have provided for us 01:16:49
at gay change parades this year. Chanting, We're here, we're queer. We're coming for your Children. Gay Men's Chorus San Francisco 01:16:56
created a song called We're Coming for Your Children with lyrics. You think we're coming for your children this time? You are 01:17:03
right. This by bit. You will hardly notice it. We're coming for your children. 01:17:10
Drag Queen Story Hour, which is a well funded DC organization, wants to, and I quote celebrate the LGBTQ Plus community in Rainbow 01:17:17
Story time. Birth to age 5 and their favorite grown up can read books, sing and dance to topics that celebrate diversity and 01:17:23
inclusion. UN quote. 01:17:30
The rainbow prank poisoned agenda here is to indoctrinate your children with shallow values of dress up, makeup and act up, which 01:17:37
leads to choosing an identity, choosing a fluid sexuality, and most egregious, choosing from any number of fabricated gender. 01:17:46
Therefore, 1 ask to ask what do childless homosexual men have any business performing what has always been gay adult entertainment 01:17:55
to other people's children. 01:18:00
I March for gay civil rights in the late 1970s to support gay acceptance in a place in civil society. 01:18:06
If you want to play through society then you need to know your place in society and it's not to turn society into a gay society. 01:18:14
We never demanded other groups lose their rights in order for us to gain our rights. They are bullying society and they are there 01:18:21
and they are hateful, bigoted, homophobic and anti transgender if you do not allow. 01:18:28
Access to kids with drag queen story out events. 01:18:35
Permit streets to students with Rainbow Transient Abundance and Rave Oshane Parade. 01:18:39
OK. 01:18:45
Thank you, Sir. 01:18:47
OK, who do we have next and uh? 01:18:51
And Payson. 01:18:55
Please come on up and state your name and where you're from and. 01:19:00
Hi, my name is Amy Doggett. I spoke with you all last week. I'm also speaking on the drag shows again. 01:19:09
Um. 01:19:17
My question first of all for all of you is can someone on the board please explain to me when lewd luscious behavior in public 01:19:19
places became freedom of speech? 01:19:24
But preaching by But preaching and praying on a street corner now in some cities is an arrestable offense. 01:19:30
How did we devolve so quickly from our American moral values? So far, our small town has seen very little of either of these 01:19:39
issues. But we are. But they are coming, and with one comes the other, unfortunately. 01:19:46
This is happening in cities and towns. 01:19:54
All over the country as we speak. And I for one won't stand by and watch it happen, especially here. 01:19:57
What would be? 01:20:04
What I would very much like to know is if you are all so concerned about the rights and the gay community and the freedom of 01:20:05
speech, why are you not equally as concerned about the rights and freedoms of speech for conservatives and Christians in this 01:20:10
community? 01:20:16
Let me explain something first. Lewd dancing in public is not freedom of speech. 01:20:21
It never has been. It's been called, It is called solicitation. 01:20:28
The the definition as such is. 01:20:34
Moving in or drawing a force and an excitement or an allurement. Therefore, if I brought a stripper from the local adult bar that 01:20:36
we that were dressed in the sexiest hired telling off color jokes, dancing provocatively, and collecting tips from onlookers, 01:20:43
whether that person took off their clothes or not. 01:20:50
That would be considered solicitation. 01:20:57
Where is the difference in this situation and? 01:21:02
If that's the case, I'm assuming that Peace Place in Star Valley is going to be open up to all ages from now on. 01:21:06
But we all came to you here last week to ask you nicely for your help and try and get a special session in regards to this. 01:21:14
So here's what's going to happen next since our emails to our district supervisor, Stephen Christensen. 01:21:24
Were summarily ignored. 01:21:31
Freedom of Information Act and Public Records Act are being sent out to discover who on our local town council, county Board of 01:21:34
Supervisors, and state government officials are accepting money from non governmental organizations to push this agenda in our 01:21:40
community and in our state. 01:21:46
Because all insofar have chosen not to give us conservative conservatives and Christians a voice and show evidence in special 01:21:52
counsel that this behavior is completely inappropriate and unacceptable. 01:21:59
For our community and our children. 01:22:05
When I do find who's involved. 01:22:08
And all. 01:22:11
Will be exposed. 01:22:12
You will be lucky to hold another office exam. 01:22:15
You work for us. 01:22:19
And not the other way around. 01:22:21
Amy, thank you. 01:22:25
OK, do we have someone else? 01:22:31
Come on up and. 01:22:35
State your name and where you're from please. 01:22:36
Hello, my name is Whitney Jones. I spoke to you all last week's board meeting. I sent you emails. 01:22:40
I'm not going to take too much of your time, but I also I agree that I would like there to be a special session or for this to at 01:22:49
least be placed on the agenda for further discussion. I would really like to see an ordinance come for the entire county that 01:22:56
protects the county from these kinds of displays being put on in public parks. 01:23:04
I mean there's there's a time and a place for all things and a public park where children are that's that's not the place for a 01:23:11
drag show and it just. 01:23:16
The fact that our our town is being strong armed into letting it happen is there's just there's no reason for it. So I would 01:23:21
really, I'm going to submit to you a formal request to make this an agenda item and I would really like you to consider it because 01:23:29
you've been asked, you've been asked by more than myself to make it an agenda item and we would like to discuss it. We would like 01:23:36
to talk about how you plan on managing funds or allocating funds to the sheriff if if this is allowed to continue. 01:23:44
Because we're not. They're going to need assistance. They're going to need help, they're going to need funding to to do this. So 01:23:52
all the way around this is an issue that needs to be discussed and it can't just keep getting passed along from person to person. 01:23:59
Saying, well, it's not our job, it's not our job to oversee this. This is Town of Pace and it's not Town of Pace. And though this 01:24:06
is Sheila County, it's happening in Pine and I I assure you it will happen in your town soon if it's allowed to happen here. 01:24:12
So that's all I really have to say. I just I would like this to be an agenda item please. 01:24:19
Thank you. 01:24:23
Thank you. 01:24:25
Do we have someone else? 01:24:29
Good morning. My name is Tracy Kinney. I am a native to the state of Arizona. I'm 56 years old, Payson and Heela County, and many 01:24:40
of the areas of towns in Heela County have been. 01:24:47
A refuge, A respite from what goes on in the valley. I would like for it to stay that way, and I would challenge. 01:24:54
The members of this board, in the absence of these City Council members, not hearing the voices of the people that elected the 01:25:03
nothing dangerous place. 01:25:08
To be as an elected official, and not that I have any faith in our governmental systems or elections anymore at this point, but 01:25:14
the voices of the people that are here, that took the time out of their days. 01:25:19
To say and to speak out on what they don't want and what they do want in their communities is something that must be paid 01:25:26
attention to. 01:25:30
Doesn't go away because you ignore it. In fact, things that are ignored only tend to obsess. 01:25:35
And get worse, so I would implore you. 01:25:42
To listen to the cries of the people that you represent. 01:25:47
And here gives them an agenda item. They're not asking to take anything over anything else, they're asking for a. 01:25:51
An opportunity for more people that are like minded that have the same concerns to be heard. You owe them at least. 01:25:57
Yeah. And again, take a look at what's going on in the city of Phoenix. 01:26:04
And that homeless encampment? 01:26:10
Downtown that is overrun and having to be mitigated. It's a short drive. 01:26:12
And you don't want that in your small community. 01:26:19
Thank you. 01:26:24
Thank you. 01:26:26
Is there anyone else? 01:26:28
Hi, my name is Tina Terry. I'm a retired school teacher. I spent 25 years with elementary kids, middle school and a lot. Most of 01:26:36
it was teens. So Friday's edition of The Patient Roundup details a terrible epidemic amongst our teens of suicide, depression of. 01:26:48
Terrible mental problems and as an ex school teacher who spent. 01:27:01
So much time trying to help teens. 01:27:07
I am imploring you to consider our children in what you make a decision. I agree with Whitney, We need to put this on the agenda. 01:27:10
In the name of diversity, diversity has become a word that now includes perversity. 01:27:22
And inclusion of what? I'm originally from Hawaii. 01:27:28
We're naked people there. So if I took off all my clothes today, would that be diversity? Would that be an inclusion? Because? 01:27:33
I have the right to parade around in inappropriate fashion. Of course not. But you're talking about. 01:27:42
Men. 01:27:50
Or I don't know if it's women or if it's just men, but I think it is it's. 01:27:52
It's it's it's a it's a show of perversity. 01:27:57
And I live behind Pete's Place. 01:28:02
OK, we have, we know what goes on there and that's it's private, that's fine, allow this to be in a private venue, but for this to 01:28:05
be public is basically in your face. 01:28:11
By people who want to stir up trouble amongst young people. 01:28:17
And and as Jerry said, we're here and we're coming for your kids. I've, I've seen videos of that. 01:28:23
OK, we need to protect our children. 01:28:31
And I don't know where Protect our children suddenly went by the wayside. OK, but we now have agendas by groups. 01:28:34
That are deliberately trying to mutilate children physically and mutilate their minds and their hearts. 01:28:43
And I really asked you if you if you are, if you have children or, you know, children like Duck. Who doesn't? 01:28:50
You need to think of the effect. 01:28:58
That we adults have on them by allowing this kind of thing. Our children look to us and go, wait, this is OK with the adults? You 01:29:00
can put this on in a public place. Well, it must be something that's OK and that's what we're dealing with in this situation. 01:29:08
I really ask you, am I in the law? 01:29:16
It says failure to deny is deemed to permit. 01:29:20
If you fail to deny this public display. 01:29:24
Then you are permitting it and I really ask you to search your souls. 01:29:29
And see if that's what you want to do. Thank you very much. 01:29:34
Thank you. 01:29:39
Do we have anyone else? 01:29:42
Good morning. My name is Taylor Goss. I am a resident of Strawberry, AZ. I was born and raised in Payson, AZ. I'm 29 years old and 01:29:49
I spent 23 years of my life and he would county living here. 01:29:57
And I would also like to speak out in regards to. 01:30:05
Drag shows or pride events if you want to call them that. 01:30:10
At our public parks, I do believe there is a difference between us, a pride event, a pride parade, a gay parade and. 01:30:13
And a drag show which has been made clear that the intention of the organizers of this event is to put on a drag show. 01:30:21
In our public park, I grew up right next to Ramsey Park and was often. 01:30:30
Able to go there with my friends if they were visiting me. I I was in Forest Hills condos right across the street. 01:30:37
There are plenty of children who are allowed to come to Ramsey Park. 01:30:45
On a daily basis. 01:30:50
Without their parents. 01:30:51
Without a legal guardian, without. 01:30:53
Somebody who can consent to them. 01:30:56
Attending this event or seeing these displays? 01:30:58
Or behaviors that we have been talking about. 01:31:02
Umm. 01:31:05
I I think it's imperative that we protect our children from these displays. 01:31:07
Because some parents may not be aware that it's even going on, some parents may not know about this event. They may send their 01:31:13
kids to the park that day. 01:31:17
Unknowingly, and while I think that is of course a a problem with parenting, it's also a problem with the presentation of these 01:31:22
displays. 01:31:26
In public. 01:31:31
That's all I have. Thank you. 01:31:33
Thank you. 01:31:36
OK. 01:31:41
Good morning. My name is Carolyn Decker. I am a resident of Payson, AZ. 01:31:46
And I have been following the information I've seen on. 01:31:51
Facebook and other venues regarding this event that is about to take place. I want to bring to your attention if you're not 01:31:58
familiar with the Arizona State statute that was passed on. 01:32:02
May. 01:32:07
Excuse me, March 15th of 2023 Arizona State Senate amended statute. 01:32:09
SB1028 in particular, which says. 01:32:16
Purpose. 01:32:21
Prohibits a person or business from engaging in adult cabaret performances on public property or in a location where the person is 01:32:23
known or has reason to know that the performances could be viewed by a minor. 01:32:29
I would suggest to. 01:32:36
Everyone, that this is exactly what we are talking about. 01:32:38
Umm. 01:32:43
This. 01:32:44
Daniel is within a very short distance of children's playground. 01:32:44
As well as the skate park. 01:32:50
As well as very close to Payson Parkway and McLean. 01:32:52
Children frequent Ramsey Park and those areas in particular. 01:32:56
Quite often. 01:33:03
And the. 01:33:04
This statute, I think, is very clear, if it can be looked up. The provision prohibits a person or business from engaging in adult 01:33:06
cabaret performance on. 01:33:10
Public property or in a location where the person knows or has reason to know that the performance could be viewed by a minor. 01:33:15
Classified as a first violation as a Class 1 misdemeanor and a second or subsequent violation as a Class 6 felony. 01:33:23
Specifies that counties and municipalities are not prohibited from enacting and enforcing ordinances that regulate the location of 01:33:31
adult cabaret in a manner that is at least restricted now. 01:33:37
I don't have the information on all the information on SB 10:30, but I will tell you that. 01:33:43
What I have read is that this type. 01:33:50
Of a performance, if you will, is not to be being within 1/4 mile of where children would normally be expected to frequent, such 01:33:53
as a park or a school. 01:33:59
And so I would suggest to you that is what is being potentially allowed is in violation of this statute. 01:34:05
Which was passed. 01:34:15
I think that. 01:34:18
When the information came out on Facebook. 01:34:21
Uh. 01:34:24
Pretty quickly, many people. 01:34:26
We're writing all of their. 01:34:29
Feelings about this? 01:34:33
The pictures that were placed on Facebook. 01:34:34
Shows names parties in. 01:34:39
Their full costumes. 01:34:42
All ages Rumsey Park rides Rim Country Pride drag hosted by Danny R and Julian Jackson. 01:34:45
You know. 01:34:53
I just want to take this out through your consideration. 01:34:54
Thank you very much. 01:34:57
Thank you. 01:34:58
Next. 01:35:04
And. 01:35:07
Good morning. Thank you. Supervisors Fine Humphreys and Christensen. I'm Angela Godac. I'm a fourth generation pace tonight. 01:35:11
And umm. 01:35:21
I have been awakened, I guess you could say, in the last couple of years now to just a lot of. 01:35:22
Things that are going on with our elections procedures I'm. 01:35:29
I'm part of the Hill County Election Integrity team up here. We do have people down in Globe. 01:35:33
Also part of it. 01:35:40
I just, I want to encourage you to research, support, and educate yourself on hand counting of ballots. 01:35:42
We have been doing that and we have been practicing with a system out of Missouri. It's it's a hand count system. It is. 01:35:54
Proven to us. 01:36:05
To be extremely easy, fast. 01:36:08
The results can be. 01:36:12
Usually within 12 to 24 hours if we can get it into the precinct. 01:36:14
Areas to be voted voted that way the election. 01:36:19
Then it can be done in probably 4 hours and you'll have results that night. 01:36:23
Um. 01:36:29
I would also encourage you to I think you've been approached by a man by the name of Matt Ziccardi, Matthew Zaccardi. 01:36:30
And also Jane Knox, they are part of the Cause of America Arizona and that is affiliated with the the My Pillow guy of the 01:36:39
Familiar with him at all. 01:36:45
Mike Lindale, who is spending millions and millions. 01:36:52
On election integrity and. 01:36:56
And just exposing a lot of fraud with our election systems. 01:36:59
The machines which we just really, really need to get rid of, we need to go back to the old fashioned. 01:37:05
Way of. 01:37:12
Doing the elections I was part of a a canvas of homes in 2021 for the 2020 election. 01:37:13
We canvassed about 350 homes. 01:37:23
In the Payson Area Tunnel Basin, Pine Strawberry. 01:37:27
We found probably one out of three homes had anomalies. 01:37:31
Um. 01:37:37
One out of four of those. 01:37:38
People that we canvassed were disenfranchised. They were, they were upset about and they knew something was going on. It's not 01:37:41
right. 01:37:45
There was one bare lot that we came across, not me personally, that had seven voters that were registered there. 01:37:49
There was countless people that had moved some up to 8-9 years before that and they should have been off the voter rolls. 01:37:58
Many unknowns. 01:38:08
There was several, many that were deceased for years. One was had been gone for 12 years and she was still on the voter rolls. 01:38:10
I was also part of a 2023 canvas, just a few. 01:38:20
Months ago and we found many, many anomalies there also, so encourage you to get with Doctor Douglas Frank. 01:38:24
Who was coming to Payson next Wednesday? Thank you very much. Thank you. 01:38:31
Ohh, Board of Supervisors, thanks for letting us speak. 01:38:43
Like all of you know me, Jim Farris. 01:38:48
Here live I live here in Payson. 01:38:51
And I'm gonna request that we have a work study meeting regarding election integrity. 01:38:53
I've spoken to several of you before. 01:39:00
And some of the response I heard when Wendy Rogers and Sonny Morelli and Mark Finchem spoke to you, that different administrators 01:39:04
have gotten up. 01:39:09
From the heel of county. 01:39:17
Administration group and just ohh everything's fine. Yeah, Maricopa has problems, but we're OK. 01:39:19
No, the system is broken and you have to go back to right now the election systems. 01:39:26
And calculating on it's all part of. 01:39:34
The. 01:39:39
Infrastructure. The critical infrastructure that the federal government has declared so Homeland Security. 01:39:40
The people that were the truth detectors wanted to be are, are this, this whole election system is under them and I think you're 01:39:48
pretty familiar with that department. But and then they contract, they contract with the Center for Internet Security. 01:39:58
Which had groups that were funded by George Soros. Part of that there and then directly under them is the election Infrastructure 01:40:08
information sharing and analysis center and again nefarious groups. Part of that and what these people do, they contract and 01:40:15
they'll go out to counties and say oh we'll provide you cyber security Internet security, all this stuff. But you have to provide 01:40:23
us your passwords all your. 01:40:30
Network access and everything else. And everybody go, Oh well, this, here are our machines, everything just so totally, you know, 01:40:38
isolated from from the outside world. It's not true. We need to do something. And there's. 01:40:45
Audit all over the United States right now that are showing all the stuff that's happened. 01:40:53
Huge irregularities and just impossible. 01:40:58
Anomalies in the data. 01:41:04
And you know, I tried to contact and talk. 01:41:07
To our county recorder or county director of elections. Multiple repeated attempts. 01:41:11
Put off the last one. Ohh. We don't have time till the end of September. Maybe. Maybe in October. And that's not good enough. So 01:41:19
what am I? What am I left with? I'm going to do for your request. Something needs to be done to clean up these elections. And and 01:41:27
you know, I I found on the one of the election rolls the voter rolls. Richard Lee. **** out. 01:41:35
Yeah, yeah, but. 01:41:44
He doesn't exist, this person that. How many Richard Lee **** outs do we have in the role? 01:41:46
And what Angela was talking about, how many of those people do we have? Something needs to be done. We need a work study. You need 01:41:50
to be brought up to date. 01:41:55
Thank you. 01:42:01
Do we have one more? 01:42:03
Come on out, Shirley. 01:42:06
Hi, Supervisor Christiansen and Woody Klein and Tim Humphries. I'm surely die. I live here in Payson and I have been on the Healey 01:42:08
County. 01:42:14
Election integrity team for about a year we've been meeting. 01:42:20
Twice a month and we have been. 01:42:23
Receiving zoom calls from experts across the state and out of the state. 01:42:26
Explaining all of the different ways that elections can be compromised and people can be disenfranchised. 01:42:33
Of their vote. Rural Arizona, we trust, is in way better shape than Maricopa County. 01:42:41
But even down in Maricopa County lately, they have pulled all their precinct committeemen, and 94% of them wants to get rid of the 01:42:48
machines in Maricopa County and go to hand counts. 01:42:54
Now one of the reasons. 01:43:01
I'm here today is because I have worked with director Eric Mariscal and Sadie Bingham, the recorder, since 2010. 01:43:05
As in my capacity as the precinct committee person for the Republican Party here, but our group is a nonpartisan group because we 01:43:14
want every. 01:43:20
Democrat voter to to feel as assured as a Republican or an Independent that their vote. 01:43:25
Is counted and counted correctly. 01:43:33
And we have um. 01:43:36
Heard because of other groups. 01:43:38
That have been writing you and contacting you. 01:43:42
That not are not a part of our active 9 to 12 people of our 2425 people on our roster. 01:43:46
That we get with that are on zoom calls from Young. Even Navajo County and Apache County are having groups like ours. 01:43:54
That are doing canvassing and working on cleaning up their voter rolls. 01:44:03
We want to have a good relation with you and not just make. 01:44:07
Demands. 01:44:12
That, like some people we hear are doing. 01:44:14
And sending you nasty notices. 01:44:17
And stuff. 01:44:20
The non governmental. 01:44:23
Groups. We've got a list of 20 to 30. I didn't count them up. 01:44:26
Of groups that are working in Arizona, High pitched. 01:44:30
That are going to or your county recorder association your election. 01:44:35
Directors Association meetings. 01:44:42
And saying that we are terrorists and we are. 01:44:44
There to, you know, totally destroy your election. That's not what we want to do. We want to be working with you. We want to be 01:44:48
heard. 01:44:53
We would like to have our County Attorney, Bradley Beauchamp. 01:44:57
Allow us. 01:45:02
The access to the cast vote records. 01:45:04
And the voter rolls that we need. But he's waiting on Santa Cruz County. 01:45:08
And you have probably noticed there is so much corruption. 01:45:13
With the judges that are not that are just putting off and putting off and putting off. So thank you very much for hearing us. We 01:45:17
look forward to being able to meet with Sadie next week with a few of our people and we appreciate that. Thank you. Thank you. 01:45:24
Next. 01:45:33
Go ahead. 01:45:44
My name is Denise Bacon and I'm here to also dress about the drag show. The organization that's putting on this drag show. 01:45:46
Apparently the application that they filed, they filed it for less than 50 people that were going to be at this event. We've seen 01:45:53
numerous Facebook posts and things that they're bussing in people from the Valley, not to mention the hundreds of people, possibly 01:46:00
thousands of people that are in Keeley County and Paceman that plan on being there as well to protest it. 01:46:07
And do just a civil obedience and. 01:46:15
Not, not, not any violence or anything like that. But as far as back to, yes, it's supposed to be less than 50 people. If there's 01:46:19
going to be more people that's going to cost the town of pay some money because you are going to need to utilize a police officers 01:46:26
which comes out of our taxpayers funds. You're going to have to need to bring in more porta potties and more trash receptacles and 01:46:32
things like that to withstand a crowd that's going to be of this size. 01:46:39
There's also that day, and I'm sure this was probably planned, but there is either a soccer tournament or soccer sign up. So there 01:46:47
is going to be a lot of kids that are going to be at this event or near this event and see this. And as everybody else has said, 01:46:52
we have to do this to protect our children. 01:46:58
That's all I got. 01:47:04
Thank you. 01:47:06
OK. 01:47:11
That pretty much covers it, Joseph. 01:47:12
Yes, Sir. 01:47:15
Thank you all for your comments and and and standing up there and talking to us that we appreciate that. 01:47:17
Anything on YouTube? 01:47:24
And we have one here in Globe, correct? 01:47:26
And if you come up and state your name and where you're from. 01:47:30
Yes, my name is Greg Barsness and I'm a resident here in Globe. 01:47:34
I've been in here, the county over 30 years. I lived in Payson for a while. I also used to pastor a Baptist Church and I do 01:47:38
missionary work, still carry the Bible, read it every day. 01:47:44
Bible says righteousness exalts a nation. Sin is a reproach to any people. 01:47:51
Um. 01:47:56
And part of the election team up and pasting that Shirley mentioned. I'm, I guess the global representative of that. 01:47:57
Group. 01:48:07
And so. 01:48:08
I've attracted to that, of course. I also have been a Marshall. 01:48:11
Here in Globe, at the elections, under Eric's last two or three elections and so I was flabbergasted that. 01:48:15
The Republicans didn't do better in the last election. 01:48:25
And until I. 01:48:28
Started reading, studying. 01:48:30
Watching YouTube, watching. 01:48:32
Eric Lindell Reading news accounts from different news outlets. 01:48:36
And I'm concerned, of course, about all this happened. 01:48:42
And what's happening in our country turning it over into a one world government, one world system, socialism, Marxism and and so. 01:48:47
I'm here to encourage you and I I know that you're going to have a meeting on the 26th of this month to discuss the election 01:48:57
things more thoroughly. SCR. 01:49:01
So I. 01:49:06
Allowed only three minutes, or I could talk to you for 30 minutes easily. 01:49:08
But I'll just give you a proof, just giving you a little precursor of what we will be talking about. Maybe then not just me, but 01:49:12
other people. There are other people in our group here in Globe as well. 01:49:18
Um. 01:49:24
Whether you know it or not, the national. 01:49:26
The RNC. 01:49:29
Just recently passed. 01:49:31
Their support for these, some of these things that Shirley mentioned and these other members up there and go, and that is paper 01:49:34
ballots. 01:49:37
Hand count. 01:49:42
Single day election. 01:49:43
Precinct level voting and and counting which can be done by the way. 01:49:46
And that doesn't take months. 01:49:50
Umm. 01:49:52
Ohh. 01:49:53
Florida did it. 01:49:55
And and excellent, you know. 01:49:57
Organization. 01:49:59
Wasn't any problems with it the nation of France? 01:50:01
Has done. 01:50:04
Used to use computers. 01:50:05
They took him off of that. 01:50:07
They do it as the entire nation. It can be done in our nation too. 01:50:09
It needs to be done in every county. 01:50:13
And I know that Hill County is. 01:50:15
Heart We do have paper count. Paper counts, right? When you vote, you vote by paper ballot. However, the tabulators. 01:50:18
Umm. 01:50:26
I'm afraid I haven't talked to Eric about this, but I think the tabulators are open to perhaps the Internet. I'll be talking to 01:50:27
him in the next week. 01:50:32
And. 01:50:38
But uh. 01:50:39
Tabulators are able to to go on. 01:50:40
On the Internet. 01:50:44
And I know I got to close this up in 10 seconds. 01:50:45
The 26 I want to show you a a. 01:50:49
You too, a man that goes in with the flash drive. 01:50:54
And can change the results of an election in about. 01:50:58
Less than a minute. 01:51:02
And that's been done all over the nation. 01:51:03
Um. In fact, in the last week, it's been done. 01:51:06
By the Democrats to even one of their own people. 01:51:09
In Hines County, Mississippi. 01:51:12
And uh. 01:51:15
I I guess. 01:51:16
Just to show you it doesn't. Mr. Chairman, we have concluded with your time. Thank you, Sir. We got another one at the podium. 01:51:18
Can you please state your name where you from? 01:51:25
Yes, my name is Carolyn Converti and I'm from Payson, AZ. 01:51:28
OK. 01:51:37
I would like to speak to you today about the Pride event that's going to be at the park on September 30th at 6:00 PM. 01:51:39
It's going to be at Rumsey Park and I was concerned about it being in a public place. 01:51:46
I was told that they had been informed that they're what they could. They could do it at the Rodeo Grounds instead. 01:51:54
But they said they preferred to do it in a public place where there's going to be children there. 01:52:00
And so I'm concerned about it and would like would like to find out if there's a way that we can get it changed over to to a place 01:52:05
that's not going to be in front of the children. 01:52:10
OK. Is that it? 01:52:17
Yes, that's everything. Thank you so much. 01:52:20
Thank you. 01:52:23
Come on. 01:52:25
OK. Joseph, do we have one more? 01:52:26
OK, state your name and where you're from. 01:52:31
My name is Dina Lundell. 01:52:34
I live in Star Valley. 01:52:36
So I have two items. 01:52:40
The first is the Election Integrity committee that I am a part of. 01:52:42
If you. 01:52:50
Umm. 01:52:51
If you listen to the people. 01:52:53
You are servants of the people. 01:52:57
We want. 01:53:02
One go paper ballots. 01:53:03
The election certified. 01:53:05
That night. 01:53:08
That's what the people want. 01:53:12
The fraud. 01:53:16
That has been committed. 01:53:17
Is proven. 01:53:19
And has evidence. 01:53:22
By this by the two day event. 01:53:25
And. 01:53:29
Demonstrations. 01:53:30
By many people. 01:53:32
Including Doctor Douglas Frank. 01:53:35
He will be here next week. 01:53:38
We want you to come. 01:53:42
To his presentation. 01:53:45
Item number 2. 01:53:51
This demonstration. 01:53:55
Is absolutely the. 01:53:58
Umm. 01:54:01
The drag queen demonstration. 01:54:02
It's absolutely anti American. 01:54:05
If you. 01:54:11
Pledge. 01:54:12
Your allegiance to this flag and to the Constitution. 01:54:13
You are saying that you believe in. 01:54:20
Righteousness. 01:54:24
The honorable. 01:54:27
Way that we treat each other. 01:54:29
As men and women and children of a free nation. 01:54:34
Yes. 01:54:40
Demonstration. 01:54:42
That will occur in Ramsey Park. 01:54:45
Is socialistic. 01:54:48
They want to be. 01:54:52
Demoralize us. 01:54:54
In every way. 01:54:56
And it is wrong. It is immoral. 01:55:00
Thank you very much. 01:55:05
Thank you. 01:55:08
Do you have anybody else? 01:55:09
Nobody else. 01:55:13
Well, thanks everybody for being there this morning and and talking to us. 01:55:15
That's. 01:55:20
We appreciate that. That's what we called the public's about. 01:55:21
Unfortunately, under the rules, we can't really apply or dress you. 01:55:25
Which really? 01:55:30
I don't like. 01:55:31
But. 01:55:33
Go ahead. 01:55:34
Thank you, Chairman. I I did believe I heard my name, so if I could respond to that. 01:55:36
One of the presenters, Amy, I think was her name. 01:55:42
Um. 01:55:45
Accuse me of ignoring emails and. 01:55:47
Question my integrity. 01:55:50
I guess slandered my commitment and I don't really understand that because I don't agree with the event that's coming up either. 01:55:53
The I can answer everyone of the emails that I've gotten over it and that is, I don't agree with it either. 01:56:00
Um, you gotta understand that the HeLa County Board of Supervisors does not have jurisdiction over Ramada #5 at Rumsey Park, which 01:56:07
is a city of Town of Payson Park. 01:56:15
Your focus should be at the Town Council level or the Town Manager level. 01:56:23
Believe you me, if I had any authority in it, I would have acted on it. I would have led the charge on it. So please don't. 01:56:29
And I appreciate no one else doing that, but please don't question our integrity because we're not. 01:56:39
Jumping in and somehow usurping the jurisdictional boundaries that we that we have. 01:56:46
That's all I have. Thank you. 01:56:53
Jessica, I wanna want you to verify that just exactly what he said, because everything that they say is pointed to us as if we 01:56:55
have any kind of rights over what happens in the property of patients. 01:57:02
Tell me, do we have anything? 01:57:09
Sitting there that we have any authority over. 01:57:12
Supervisors Members of the board. Unfortunately I cannot answer that question at this time. This is not a topic that's on the 01:57:15
agenda. Supervisor Humphrey and. 01:57:19
You supervisors may respond to criticism, but there can be no discussions today in regard to this topic. 01:57:24
You can instruct staff, however, to put it on a future agenda if you choose. 01:57:30
I'd like to do that. 01:57:36
Because I want it out in in public. Because I firmly believe there's nothing we can do in a in an incorporated town and. 01:57:37
I've always been led to believe that that's why it's it's it's overseen by its own council. 01:57:46
And. 01:57:51
I don't disagree with Supervisor Christianson at all. 01:57:52
And it seemed like for some reason and I I guess I for one. 01:57:56
Kind of wonder. 01:58:01
Why all the attention is is to us as a county. 01:58:02
On this certain subject, so. 01:58:07
Anyway. 01:58:09
I would like to ask staff to. 01:58:10
Double check. Look at statutes. Look at authorities. 01:58:12
And then bring it back and so we can clarify this once and for all so that these, so these folks will know if that. 01:58:16
Our hands are totally tied when it comes to something like that part. 01:58:24
In passing. 01:58:27
And. 01:58:29
I I I don't like it any better than Supervisor Christiansen. But that's that's the way it is right now, so. 01:58:30
If staff could do that, I'd really appreciate it. Supervisor Hunt for you anything. 01:58:37
Yeah, I agree. I I would like to. 01:58:41
Address staff to look to see and even if we did. 01:58:44
Has an ordinance for the county. 01:58:48
Because the City of Payson City Globe. 01:58:52
Town of Miami are in Heela County Winkle, Manhattan. 01:58:55
I I don't know even if we did. 01:58:59
Pass an ordinance for Heela County. 01:59:02
That it would be included in city limits. 01:59:04
Of a particular town or city unless it was adopted by. 01:59:08
The mayor and council. 01:59:12
And so yes, I would, I would like, I would like that to be known. 01:59:14
Even if we did pass an ordinance, it would be for four County, but I'm not sure that it would be. 01:59:19
Inside city limits that are inside the county. 01:59:25
And so I would like to direct staff to. 01:59:29
To look into that for a perhaps the work session. 01:59:32
And so that that's all I have. 01:59:35
I'm I'm I'm totally for a work session on this topic too. I you know we sat here and we have things pointed at us and and our our 01:59:40
lips are kind of tied. We're really hard sitting here to you don't think I have much left on the left so. 01:59:47
Thank you for being here, Jessica. Otherwise, I don't know. 01:59:55
Anyway, but in a work session we do have the ability to talk about whatever the topic is, so I would really like to see us. 01:59:58
Somehow, Mr. James, that made you work on something to get this up, and when that happens, the one thing I will ask is that 02:00:07
everybody stays civil. 02:00:11
And respectful and we hash it out and go on. 02:00:16
With that. 02:00:20
I'm gonna go on. 02:00:21
#7 02:00:22
At anytime during this meeting pursuant to Rs 38431.02 K. 02:00:24
Members of the Board of Supervisors. 02:00:30
And the county manager may present a brief summary of current events. 02:00:33
No action may be taken on the information presented. 02:00:38
James. 02:00:41
Who's chairman? Something from A? 02:00:42
Few weeks ago that on July 26th, 2023. 02:00:44

And there's appointment by the DEQ Director, So. 02:01:40
Thank you, Miss Mendez for what you contribute to Healy County and to the state of Arizona. 02:01:44
Umm. 02:01:50
Last week I attended the. 02:01:53
League of Arizona Cities and Towns. The conferences they have annually. 02:01:55
Lot of. 02:01:59
Good opportunity to meet with cities and towns from the in the county we had representatives. 02:02:00
They're from Star Valley Payson. 02:02:05
Miami. 02:02:08
Globe and Hayden Winkelman area. 02:02:09
That is a good time to be able to sit down them and meet with them to discuss their issues and things that are going on on. 02:02:12
So it's it's a. 02:02:20
A lot of my focus in going to that was. 02:02:21
But. 02:02:25
Housing, development, housing that we can do for residents of Healy County. 02:02:26
And some exciting things that we can go forward on. 02:02:31
Tomorrow we'll have a. 02:02:35
Meeting. 02:02:37

forward. 02:02:47
And developing a countrywide. 02:02:52
Public transportation authority. 02:02:54
That we will be bringing an idea hope GA hopefully to the Board of Supervisors. 02:02:57
And the rest of the communities? Then Heather County. 02:03:02
In the next six months or so? 02:03:04
