OK, Now let's test. Lisa, go ahead and say something. 00:00:00
Test 1-2. Test test, Test 1-2. OK, I'm gonna my microphone now. 00:00:05
Testing. Testing. 00:00:11
Can you hear me alright? Perfect. 00:00:13
Yeah. 00:00:19
One, we'll go ahead and gather up and we'll get this show on the road and pace and you guys get to get up there. 00:00:21
Lisa. 00:00:27
We're all good here, Sir. We're ready to go. OK And Joseph, how are we on YouTube? We're good. 00:00:29
We got audio and all that good stuff today right on, and so we're good here. 00:00:34
We'll start with the pledge, of course, and the invocation will be led by Nick Nickel invocation when we get there. Micah, you 00:00:38
want to lead us in the pledge this morning? 00:00:42
Pledge allegiance to the flag of the United States of America. 00:00:50
And to the Republic for which it stands. 00:00:54
Nation under God. 00:00:58
Invisible with liberty and justice for all. 00:01:00
Do you hear me, Father? We're thankful for this day and. 00:01:12
We're thankful for the Board of Supervisors be able to convene, and we asked them to. 00:01:15
Give them your spirit. They're able to replace decisions and discern what is best for the county. 00:01:20
And say these things and then Jesus Christ in. 00:01:25
Thank you, Nick. 00:01:29
OK. We'll start with two, a presentation. We have a presentation this morning of the. 00:01:36
2022 Annual report for the Healing County Sheriff's Office and we have this the sheriff. 00:01:42
I don't see her. And Sarah. Sarah's gonna start. I'll start off. OK. Good morning. 00:01:47
As Chairman, members of the board, and I'll be quick, I'll skim through this. That's always If you guys ever want to meet with us 00:01:52
or discuss anything more in depth, please feel free. 00:01:56
And we'll start, you know, our mission statement and our values and the letter to the citizens from the sheriff that's on the 00:02:04
next. 00:02:07
That's right. 00:02:11
And then we go into the crime statistics, which is what everyone is most. 00:02:12
You know the the information that they like to see. 00:02:17
And so we have arrests on there, broken down by felony and misdemeanors. We have the DUI arrests on there, collisions and 00:02:20
citations all broken down in their individual categories. 00:02:25
The Administration Bureau. 00:02:32
Is next. It kind of talks about everything that's under that and. 00:02:36
Looks like we have the budget summary for the entire department and the budgeted positions for the entire Sheriff's Office. 00:02:40
Next you'll see at the bottom is the total. 00:02:48
Processed records. So this comes out of the administration Bureau. So things like mug shots, background checks. 00:02:54
And the deputies report to process that are sent over to the county attorney's office, public records requests, warrants and civil 00:03:01
papers served. 00:03:04
And next you have the patrol Bureau down at the bottom. Those are the community interest crimes, so our agency assists burglaries. 00:03:10
I thought the death investigations, domestic disturbance, your DUI again. Fraud. Search and rescue missions. Sexual assault and 00:03:18
misconduct, Theft. Traffic collisions. 00:03:23
And violation of court order. 00:03:27
Next you have the detention Bureau, their budget up at the top for health and detention, and then the services that they provide 00:03:31
at the bottom. 00:03:36
The next is the task force. All of the drug seized for 2022 were the street value was right over $35 million and down at the 00:03:42
bottom is our canines and service. So for last year we had four canines. 00:03:50
And the communications unit, you have their total calls answered. 00:03:59
And there are total calls dispatched and then broken down for law, fire and medical. 00:04:03
And next, we always put this in here because we're proud to have. 00:04:11
A number of veterans that serve in the Sheriff's Office as well. So they they went and served our country and then they came back 00:04:14
and continued to serve our community. 00:04:18
A dive team and lake patrol Staffs are there. 00:04:25
And then our 22 volunteer programs, again this is something that's super important for us to highlight for you guys. We have 00:04:30
strong volunteer programs in the Sheriff's Office down at the bottom. They worked over 17,000 hours for us, which was a total 00:04:36
savings of. 00:04:42
454,000 and 371 dollars if we were to put them at what a starting starting wage for a deputy is. 00:04:48
Thank you for that. 00:04:56
Our community involvement, we've really had a couple of deputies who have really taken this. We've got SRO's in the schools and we 00:04:57
have coffee with the cop. We had bike giveaways. 00:05:03
And one of our biggest programs is the Shop with a Hero in December, which you guys as a board contribute to and we're extremely 00:05:09
grateful for that. 00:05:14
Next is all of our social media and outreach that we have for the community to get information. 00:05:20
And next is all of our contact information for each substation we have. 00:05:27
And then to get records, gel and the civil unit, our sex offender information in the past in jail. 00:05:32
And so with that, I'll take any questions that you guys have. 00:05:40
Thank you, Sarah. Supervisor Hoovering. I have no questions. Supervisor Christensen, thank you. Thank you, Sir, for the report. I 00:05:45
I noticed in the paper today is the new canine is whiskey. Yeah. So he'll be in 2023. He's becoming quite the celebrity in our 00:05:52
office. So he's making quite a few drug busts. He just got a $4 million drug bust. Yeah. 00:05:59
Yeah, So. So I'm Deputy Montijo is his handler. Yeah. So, yeah, great. Thanks. 00:06:07
Sir, how many positions do we actually have on the task force now? So we have one commander and one deputy budgeted out of the 00:06:13
Sheriff's Office and we're also able to provide some reimbursement for Glow PD to put someone on and they promoted that 00:06:21
individual. So he's no longer part of the task force right now. So currently, right now, as we said, we have two positions. 00:06:29
So. 00:06:40
Yes. We are always saying if we had more money, the amount of people we could put on there and the amount of work that we could 00:06:42
get accomplished would be substantial. I'm always amazed at the buses that are going on in the mountains, taken off the streets 00:06:48
with just a handful of people basically, and then to think what we could do with even twice that much. 00:06:55
Till with his canine. He is actually part of the patrol. 00:07:03
So he is getting these drug busts, like while he's out doing traffic stops and just doing regular calls for the Sheriff's Office. 00:07:07
And of course money is the issue, right? Absolutely. Yeah. The task force grant only gives us the amount that you guys match, the 00:07:14
25%. So with the amount that AC JC gives us and the match we're only allowed, we're only. 00:07:21
It only allows for us to fund those two positions and one for an outside agency. 00:07:28
OK. I'm not gonna give up on that one. So we'll we'll see what happens. Yeah. And just a quick note before I end. I'd like, you 00:07:34
know, my staff, I always say I get to stand up here and present it to you. There's hours and hours of staff work that goes into 00:07:40
pulling these Staffs and putting this together. I'm Deborah Williams. Our 911 coordinator puts this all together. So. 00:07:47
Well, she did a good job. Yep. So thank you very much, Sheriff. Thank you, Mr. President, for yes. Yeah, that rose the question. 00:07:53
You said with more money you could do more. 00:07:58
How are you doing with applicants wanting to be sheriffs? 00:08:04
So to be part of your crew, yeah. So actually the steps program really helped us and I I hope that we, you know, voice that a lot 00:08:08
to you guys. 00:08:13
And when we implemented that, I think it was two years ago. 00:08:18
And. 00:08:22
That really helped us. We currently, as we said today, have 4 vacancies on the patrol side. 00:08:23
So you know, that's a really good number to have. We love to be fully staffed, but four is minimal. 00:08:29
Um. 00:08:37
The problem is, is that we have to keep up with it, right? Like the word is getting out that the Sheriff's Office outside of DPS. 00:08:38
Is the best paid agency in Healey County. 00:08:46
Well then that's gonna kick in other agencies to increase theirs and then we'll slide to the bottom again. And so we just have to 00:08:49
stay on top of it. But the work that you guys have done so far and with the STEPS program and the cost of living increases has 00:08:55
really helped us to recruit on the patrol side. 00:09:00
That law enforcement as a whole is struggling. 00:09:07
So. 00:09:11
Thank you. Thank you. 00:09:12
Will keep us up on it. I mean, you guys worked hard to putting that together and I'm glad we were able to put the final touches to 00:09:14
it, but. 00:09:17
Hopefully it's slowed down that evolving door. So anyway, yeah, thank you, Sir. Appreciate it. Thank you, Sir. 00:09:21
No. 00:09:32
You're on top. 00:09:33
Enjoy it while you can, I'm sure. Thank you guys. 00:09:37
Good. 00:10:03
OK, we're back up and running, so we'll jump into public hearings #3A. 00:10:04
Information Discussion Action to adopt Resolution #23-09-02. 00:10:09
Which approves Heela County community development case number CU P2306-002. 00:10:16

To put a 90 foot tower. 00:11:09
With a 4 foot lightning rod on top. 00:11:11
As you know, that would make it 94 feet and so per our zoning ordinance it is required. 00:11:15
That all telecommunications. 00:11:21
Come through as UP process. They are allowed in all of our districts. 00:11:23
But that is required to go through the UP process. 00:11:28
To date, we have had no. 00:11:32
Support and no opposition. 00:11:35
To this. 00:11:37
Tower. 00:11:39
Umm. 00:11:40
We have went through the public. 00:11:41
Other meeting with the. 00:11:46

To obtain all necessary federal, state, county, and local permits. 00:13:47
That may be required. The issuance of a conditional use permit does not relieve the owner of the liability of failing to obtain 00:13:51
all the permits. 00:13:55
Umm. 00:14:00
There is couple you know, power pedestals and stuff to go with this. 00:14:02
It's all with inside that compound. 00:14:06
And we have posted it and. 00:14:09
Had our. 00:14:13

That I'll answer any questions you may have. 00:14:23
Thank you Andy Supervisor Humphrey. 00:14:25
I I have no questions. Supervisor efficiency, thank you. I don't either thank you and neither do I. So I'll open it up for public 00:14:28
hearing. Lisa, do we have anyone in Payson? 00:14:33
No, Sir, we do not. 00:14:40
Is there anything on YouTube, Joseph? 00:14:41
And I don't believe we have anyone here. 00:14:43
So I will close the public hearing and entertain a motion. 00:14:46

Mini Grant by the Hiller County Library Districts. 00:15:35
To the Arizona Library Association. 00:15:38
For fiscal year 2024 in the amount of $4000. 00:15:40
Designated to Heela County for the Hayden Library for the period of September 1st, 23. 00:15:45
To April 30th, 24. Good morning, Elaine. 00:15:51
Good morning. I'm so sorry that's a long title. It's a long one. 00:15:54
Good morning, German Klein supervisors, Christiansen said. You guys are Humphrey. This is the second time that we have received 00:15:58
this mini grant. We did one in January and it was for $5000 and this grant is for 4000. 00:16:04
I will continue with the programming that started in January down in Hayden. One of the programs that we do is a healthy eating 00:16:11
program, which includes showing our participants how salads and smoothies can be fun, healthy and tasteful young Raspberry and 00:16:16
spinach. 00:16:21
Programming like gardening, teaching how to choose what plants, how and where to plant them, and how to use them after you've 00:16:28
harvested them. And we've also included composting in the program. We have programs on healthy exercise, including yoga, chair 00:16:34
yoga with weights. 00:16:39
And Zumba for both adults and kids. 00:16:44
We've been able to purchase football, soccer balls, Cornville games, sidewalk chalk and other outdoor activities for everyone to 00:16:47
enjoy on the library lawns. 00:16:51
And if you're not aware of, the Hayden Library actually has this beautiful lawn out in front. So the kids come in and get. 00:16:55
These activities that they want to do and they go out and they play and they bring them back into the library. So our hope is to 00:17:01
add to that collection of activities for those kiddos for this fall. 00:17:05
As a result of the grant, we have and will continue to add to our collection. 00:17:10
Um, for books of all ages and DVD's to continue this healthy living and good living information. 00:17:14

Morning Chairman. Clients represent Christensen and Humphrey. Yeah, we're just presenting the actual dollar amounts we came 00:22:40
before. 00:22:43
To give you the percentage so we can get it approved quickly. 00:22:47
So here is the dollar amount for the distribution for your approval. 00:22:50
Thank you, Nick. 00:22:55
Questions to provide Humphrey. I have no questions. Supervisor Christensen I. 00:22:56
Have one question. So the total amount is 1,160,000 ish. 00:23:01
Is under total SRS for the year. 00:23:06
Hmm, yeah, yeah. OK. 00:23:09
OK. Thanks. That's all I have. 00:23:12
One part of this Nick that I don't know how many people understand, but this also helps support your adult education programs, 00:23:14
correct. Correct. And that is in pacing, pacing, Anglo, Anglo, OK, both places. 00:23:20
Education program and what I see there, that's the 19.92% right? That is correct. 00:23:28
OK. So that's a very good program that you guys provide through the schools. 00:23:33
So just so everyone knows that out there. 00:23:40
Thank you Nick, that in I'd entertain a motion. Mr. Chair, I will move to approve the distribution of the SRS and Communities 00:23:43
funds of HeLa County. 00:23:47

As presented. 00:24:00
Mr. Chair, I'll second that. 00:24:02
Having a motion in a second all in favour. Do so by saying aye, aye, aye, aye. Motion carries. Thank you, Nick. 00:24:04
Onto E Information Discussion action to approve Amendment #3. 00:24:11
To an intergovernmental agreement contract number Ctr. 055209, with the Arizona Department of Health Services. 00:24:16
In amount of $204,367. 00:24:24
To enhance current public health emergency preparedness activities July 1st, 23 through June 30th, 24th. Good morning, Carl. 00:24:29
Morning, Chairman and members of the board. Pretty straightforward one for you today. This is an amendment to the third amendment 00:24:38
to the Public Health Emergency Preparedness grant IGA. 00:24:42
That's the program that funds our public health emergency preparedness program. It's a grant for $204,000. 00:24:47
That has a 10% cost match, which we're able to meet with in kind services with the money that we pay for our notification system. 00:24:55
So no money out of pocket for the county. 00:25:00
This program is recently placed under my purview. I've looked over this amendment as soon as there's a few terminology changes. 00:25:07
Nothing significant. 00:25:10
Thank you, Carl. Question Supervisor Humphrey, no question, no Supervisor Christensen. Thank you and no questions. Thank you all. 00:25:15
Question for you, Carl. We can't let you get off that C so you're talking about enhancing your your preparedness activities and 00:25:20
stuff. What, what kind of ideas do you have for that? So my first couple of ideas, one of the focuses of both Emergency Management 00:25:26
and public health emergency preparedness on the federal level since both of those programs are pretty parallel is addressing 00:25:32
extreme climate. 00:25:38
So I'm looking at addressing and mitigating some of the issues, especially with our at risk communities during the extreme cold 00:25:44
and extreme heat. I'm looking into some options such as purchasing. 00:25:49
Cooling towels or or blankets that we can give out to people that are in need. 00:25:55
That public health emergency preparedness is very similar to Emergency Management with a focus on health more than safety. So that 00:26:00
kind of opens some doors for us to to get a little more in depth with the services that we're providing. 00:26:06
OK. Thank you, Carl. With that and entertain a motion. 00:26:13
Mr. I moved to approve Amendment #3 to the Arizona Department of Health. 00:26:16
Services Intergovernment Agreement Contract number C TR 055209. 00:26:22
In the amount of $240,367. 00:26:28
I will second that. 00:26:34
Having a motion and a second all in favor. Do so by saying aye, aye, aye, aye. Motion carries. Thank you, Carl. Thank you. 00:26:35
Now the next item F. 00:26:42
I don't believe we need to address it. You're saying we won't go ahead and table this, correct, Michael. Correct, Chairman. 00:26:46
If it pleases you, I'd I'd like to table this issue at this time until I get some further information from our finance team. 00:26:53
OK. 00:27:00
So I would need a motion to table item math. 00:27:01
Mr. Chair I. 00:27:04
Make a motion to table item. 00:27:06
4F at this time. 00:27:08
Mr. Chair, I'll second that. 00:27:11
Having a motion in a second all in favor. Do so by saying aye, aye, aye, aye. Motion carries. Thank you, Michael. 00:27:12
Auntie G Information Discussion Action to adopt Public Works Department Policy Number. 00:27:19
PW-17 Dash Public Works Equipment Operator Requirements and progression. 00:27:25
Homer, good morning, Sir. 00:27:32
Good morning, Chairman and board members. 00:27:34
This item is about trying to bring employees into public works, train them and allow them to progress from operator to senior 00:27:37
operator. And that's what we're going to share with you via couple of slides in here. 00:27:43
1st next slide please. 00:27:51
Umm. 00:27:55
And if you would like I could. 00:28:01
So currently as as you know the road crews and landfills are short or short staffed on. 00:28:09
Equipment operators and we're not receiving. 00:28:15
Uh, sufficient application for us to determine our qualified candidates. 00:28:18
Today at Star Valley, for instance, we have 7 vacancies. 00:28:23
Out of about 10 positions that are available. 00:28:27
Uh. 00:28:30
In the new and on top of that, the new federal commercial drivers license requirements have have changed. 00:28:31
And they require some certification of both classroom training and behind the wheel training. 00:28:37
And we'll talk about that a little bit more in the future Slight. 00:28:46
So we have revised the job descriptions and we create. 00:28:50
We've created the equipment operators, I actually we're using the same job description for. 00:28:53
Our Rd. Yards and Landfill and. 00:28:59
We also created a new job description for our training, or an apprenticeship apprentice if you want to call them that. This 00:29:01
position has been created. We have received applications. 00:29:06
And we currently have one applicant that I'm going to talk about how he has progressed. 00:29:11
In in what he has done so far on a future slide. 00:29:16
Again, Wayne Jones, the Regional Rd. Yard manager in Star Valley. 00:29:20
Uh. 00:29:24
Found out what's required to do in house training and he's not A and he's and he fulfilled all those requirements. He's now a 00:29:26
certified CDL trainer for Heela County. 00:29:30
So when we sent someone to get their permit for for. 00:29:35
For a CDL license, he signs off that they have completed all the classroom training that's required. 00:29:39
And then when they get ready to both take the driving test, he also signs off that they have. 00:29:48
Met the hours required on behind the wheel training. 00:29:54
So Wayne does that. He does that either personally or by supervising someone else to do that. 00:29:59
The proposal, the proposed plan right now is being implemented with a few of our employees. We have an apprenticeship. 00:30:05
The apprenticeship has been with us a number of months and today. 00:30:11
Uh, this week he'll he'll be getting his CDL permit and so for instance. 00:30:15
We also have another operator. 00:30:20
That came in without a CDL. 00:30:24
He had heavy equipment experience and one of the things that we did is change the job description to allow us to hire an operator 00:30:27
with heavy equipment experience. You'll see a little bit more details. 00:30:32
On a slide, so I'm just going to summarize it as it pertains to this particular employee. This employee also has met all the 00:30:37
classroom training and would be will be getting his CDL permit this week. 00:30:42
We have another employee that all of them in the Star Valley Rd. Yard at this time. 00:30:49
That came in with a CDL, but only has a. 00:30:54
Authorization to drive automatic transmissions. Most of our ten wheel trucks are standard, so we're training him so he can meet 00:30:58
those requirements and get his full CDL license. 00:31:04
That's a type of training and if it's taking place at this time. 00:31:10
Next slide please. 00:31:14
So the we can hire this flight has to do with the. 00:31:16
Road maintenance and Mansfield Equipment operator which requires for us to for for a person to apply. 00:31:21
And to come in as A at this position. 00:31:27
Uh, they no longer need a CDL, even though the CDL is very important, but we are requiring that they. 00:31:30
Within three months of employment that that they passed the written portion of the CDL testing. 00:31:38
We're requiring for them to do that. Those that have come in have met this requirement and at the end of nine months of 00:31:42
employment. 00:31:46
That they obtain A valid Arizona Class A Commercial Drivers license. 00:31:50
And that's what we're working on with the three individuals that I just mentioned earlier and we believe it's there, they will all 00:31:54
be successful at at meeting that requirement. 00:32:00
Next slide please. 00:32:06
So a new policy has, so we have operators and we have senior operators and in the past we had one position that was a senior 00:32:08
operator even though the operators here in Globe. 00:32:14
May be doing the same work. 00:32:19
At the same level as the senior operators and we wanted to provide a level playing field and encourage folks to to receive 00:32:21
additional training and qualify for the senior operator position. 00:32:27
And and that is part of the policy that if you agree, you would be approving later on today. 00:32:33
Our next slide please. 00:32:39
So what an external candidate to for the senior operator if somebody were to come to us and and I'm not talking about the operator 00:32:41
position anymore, the operator position if you remember does not require a CDL, just have the equipment experience and then we 00:32:47
train them. 00:32:53
But the senior. But somebody could come and apply for a senior operator position. They would have to have a Class A. 00:32:59
Class A CDL with tanker endorsement. 3 years of experience actually driving using that CDL. 00:33:05
Um, and and meet some of the other requirements that are in the job description. 00:33:12
If they if they don't have that, then we would hire them as an operator. 00:33:16
However, our internal candidates will automatically be promoted from operator to senior operator when they meet the following 00:33:21
qualifications and this is what the policy that we're presenting to you is about. 00:33:27
Number one, that they'd be here at least a year, year employment with public Works as an equipment operator. That's one of the 00:33:33
requirements to progress from operator to senior operator. We wanted to make sure that there was a time frame and and the minimum 00:33:37
that we think is one year. 00:33:42
They would also need to get a Class A commercial drivers license with the tanker endorsement. 00:33:48
So it's a step higher than what we talked about at the apprenticeship. 00:33:54
Our next slide please. 00:33:58
Umm. 00:34:00
They would have to demonstrate and when we hire someone from the outside, we have a A. 00:34:01
A test that we give them when they say they can drive heavy equipment, we ask them what kind of heavy equipment and then we. 00:34:07
During part of the interview process, we give them a test on the equipment itself. 00:34:13
And so we would be using this type of skill test. 00:34:19
To determine that this operator that wants to move from the operator position to the senior position would be qualified to at 00:34:22
least operate two of the heavy equipments that you see on the list and that we that we utilize on a frequent basis. 00:34:29
So they would need to be skilled on at least two of these pieces of equipment. Next slide please. 00:34:37
They would also need to pass LTAP courses, and the policy does a better job of describing these courses. So instead of reading 00:34:45
them off, I'm just going to tell you we have. 00:34:50
A program that's called a Road Scholar. It's a it's a state program to help public works organizations train individuals and. 00:34:55
The type of training that takes place, as you can see up here, is about safety. 00:35:05
It's about materials, it's about processes. It goes into things like gravel, Rd. maintenance and introduction to survey and things 00:35:09
like that. 00:35:15
There are two levels, L tap one they call it and L tap 2. There's nine classes associated with each level. 00:35:21
In order to get from operator to senior operator, you will have to pass eight out of nine. 00:35:28
Horses for El Tap One. 00:35:33
And eight out of nine courses for L tap tool. 00:35:35
And I I don't want someone to get hung up on the math. There's like a math. One of the courses is math. 00:35:38
If they're not able to fulfill the mad obligation, but they can fulfill all the others. 00:35:45
Then I think they would be capable and competent to be a senior operator, and so instead of requiring all the courses, we're 00:35:50
requiring 8 out of nine for each level. 00:35:55
Is there a last slide here? 00:36:01
So those are the that's how they would progress. It would be automatic if you meet those requirements, can operate the piece of 00:36:03
equipment, get your Class A CDL with tanker endorsement, pass the old tap training. 00:36:09
Uh, you would qualify to progress the senior operator in it and it it would be automatic. If not, let's look at whether I I 00:36:15
believe that you're a good employer or whatever it just if you meet those requirements, you move forward. 00:36:22
And there doesn't have to be a position open for that, you just you replace yourself as an operator to senior operator. 00:36:30
Um, and so the suggested motion is for. 00:36:38
The Board to to Consider and Approve Public Works Policy number PWS Zero 17. 00:36:42
Public works equipment, operator requirements and progression and authorize the Chairman's signature on the policy. 00:36:49
And with that, I will entertain questions. 00:36:55
Homer, thank you Supervisor Humphrey. 00:36:58
Yeah, I've won. I thank you for all the work that you guys put into this and for doing the training program to help us. 00:37:01
Increase our workload, and I mean our workers, to keep up with the workload that we have. 00:37:08
And and and that I I didn't hear anything about part time employees. 00:37:15
And I was wondering, can a part time employee be? 00:37:21
Of a senior operator or or how is that working with the part time or does that that's not even in any of this? 00:37:24
We're not, We're not changing the part time employment. 00:37:33
We we do have an opportunity to bring our folks in at. 00:37:37
Part time at various levels. 00:37:41
And we'll continue to do that. 00:37:44
And that that's why it's not mentioned here. We're not changing that, OK, part time employee. 00:37:46
OK. 00:37:50
Thank you. 00:37:51
Very much Supervisor Christian picture and thank you for mayoral so great and we need to. 00:37:52
Open up more opportunities for people. 00:37:59
And I'm very impressed with Wayne Jones. Very self motivated man. 00:38:02
Um. 00:38:07
And he kind of went after the CDL training. 00:38:08
Teacher program himself, I mean. 00:38:11
Desired to become that he desired to take on that. Do you know if he incurred any personal expense doing that? 00:38:14
I'm sorry, I missed the last part of that question, so. 00:38:23
The wing. 00:38:26
When he became an instructor for the CDL that he and currently a personal expense. 00:38:29
He did that on his own, didn't he? He did that on his own. He currently is receiving special duty paid for that. 00:38:34
For, for, for that responsibility. 00:38:43
And we're offering the same for the other regional manager if he would care to. 00:38:46
Receive that type of accreditation. 00:38:52
Great. Yeah, I'd like to see people rewarded for. 00:38:56
What they do so. 00:38:59
He's a great employee. Thank you. 00:39:02
Homer has that's a good deal. Has this has been an issue we've had for a long time and you know we'll still have it to to some 00:39:05
extent, but this really gives our people a chance to move up. 00:39:10
Their position. So I want to thank you for putting all that together. It's really good. The question I would have for you. 00:39:15
Looking at these senior positions. 00:39:21
The folks that are now currently in those senior positions prior to this policy change or we're going to be working with them to 00:39:23
bring up some of this. 00:39:28
Ohh qualifications. 00:39:33
On for their behalf as well. 00:39:35
We're going to. 00:39:38
Be working with all of them to. 00:39:39
Complete every single LTAP course possible. 00:39:43
We are going to be pushing very hard for training. We've had a couple of mishaps in public works that. 00:39:47
Have stimulated us, encouraged us, motivated us to. 00:39:54
And provide additional training for employees. We're working with Caterpillar, so we would like for all senior operators to 00:39:59
continue. 00:40:03
With training. 00:40:09
And as time goes on and everybody, let's say everybody worked to satisfy the LTAP requirements, we're going to have to look for 00:40:10
other type of training. 00:40:15
One of the things that the HR offered to us is there's there's like a public works rodeo that takes place and because of COVID it 00:40:20
got postponed and. 00:40:24
Our employees, we send employees to represent us and that's kind of like a a training opportunity for the employees that attend 00:40:29
and as well as there's a little competition about how to operate the equipment. 00:40:35
And hopefully the the folks that we send one from each Rd. yard will bring back what they've learned. But yes, there's. 00:40:41
There's a lot to do, yeah. 00:40:46
For training of our employees in in all aspects of. 00:40:49
Of how best to write the maintenance for our roads and how to be safe while we do that. 00:40:52
There's still a lot of work to do. 00:41:00
So I know I have one more question and it has to do with public works. 00:41:02
So bear with me. 00:41:07
Are we looking at kind of the same protocols in your shots? 00:41:09
I mean you know you have you have mechanics that are still carrying CDL's and and other qualifications as well are, are, are. 00:41:13
Coming up in the future, are we going to be looking at something there as well? 00:41:22
Yes, we're currently looking and we talked to HR a couple of times and with the county manager as well. 00:41:25
On a similar program for our. 00:41:32
Fleet mechanics. 00:41:36
And it's a little different, and it's not quite the same. 00:41:39
In the in the world mechanic, there is like training that's available. It's basically universal. Ford Motor Company offers 00:41:44
training and automobiles. 00:41:49
And I think it's Penske offers training on heavy equipment. 00:41:55
And it's not something that, it's something that's utilized by many different organizations in the United States. 00:41:58
So we're trying to understand what that is and what's fair and how, how we can, how we can use that. 00:42:05
Not not, not just to. 00:42:11
Uh, keep people once we get them to retain them by. 00:42:13
A progression opportunity, but also how they can. 00:42:17
How we can train our employees to be the best? 00:42:22
The best mechanic possible? 00:42:25
Homer, thank you. Thank you for putting all this together. It it's it's a good thing for for us it's accounting for sure. 00:42:29
You know and I. 00:42:34
And I hear what you say about the vacancies in Payson. I often wonder if it isn't because of the cost of living and housing issues 00:42:35
in place and that that people just, it's just hard to be there right now so. 00:42:41
But thank you for going through all this and putting it together. With that, I'd entertain a motion. 00:42:48
Last year I moved to adopt Public Works Department policy number PWS DASH. 00:42:52
01 So I will second having a motion in a second. All in favor, do so by saying aye, Aye, aye, Motion carries. Thank you, Homer. 00:42:58
Underage information, discussion, action to approve service agreement and now county contract number. 00:43:06
204926 R 0Q whereby Dibble Engineering will provide engineering design services to HeLa County for the Gibson Ranch Rd. 00:43:13
Improvements Project. 00:43:19
In an amount not to exceed $60,000 and Tom Point, Sir. 00:43:26
Good morning, Mr. Chairman and board members. 00:43:31
So this is for Gibson Ranch Rd. 00:43:33
And this is a request request. 00:43:35
For approval to use. 00:43:38
Canal County Cooperative contract number. 00:43:40
204926 ROQ. 00:43:44
With civil engineering to perform engineering design services. 00:43:49
FEMA County Public Works is proposing to use this contract. 00:43:53
With civil engineering. 00:43:58
To perform engineering design services for the Gibson Ranch Rd. Improvement Project. 00:44:00
Dibble will perform engineering design services. 00:44:07
For the project. 00:44:10
Again, this will be for Hill County. We've used Dibble Engineering in the past. 00:44:11
And developed a good working relationship with them. 00:44:17
And Dibble has expertise and knowledge on on these types of projects. 00:44:21
So Dibble is going to prepare construction plans. 00:44:27
For a double chip seal surface on Gibson Ranch Rd. it's approximately 2 1/2 miles. 00:44:31
And Gibson Ranch is also known as Forest Service Road 412. 00:44:37
So our public works director is recommending that the Board of Supervisors. 00:44:44
Approved use of this. 00:44:49
On call contract. 00:44:51
With Debbie Engineering. 00:44:52
In an amount not to exceed $60,000. 00:44:54
And as I suggested, motion. 00:44:58
We would like to. 00:45:02
Make a recommend that Dibble Engineering provide engineering design services to HeLa County. 00:45:05
For this project not to exceed $60,000 and I'll be happy to answer any questions. Thank you Tom Supervisor Humphrey. 00:45:11
I have no questions, Mr. Supervisor Christensen. Thank you, Tom. I don't have any questions. 00:45:19
Some things I know that road needs it really bad so so don't get done better but thank you for that that I would entertain a 00:45:24
motion. 00:45:28
Mr. Chair, I'll move to approve service agreement Pinal County contract number 204926 R. 00:45:32
OQ with civil engineering with a not to exceed amount of $60,000. Mr. Chair, I'll second that. 00:45:39
Having a motion in a second all in favor, do so by saying aye aye, aye aye motion carries on to aye information, discussion, 00:45:48
action to award. 00:45:52
The contract in response to the invitation for bids number 071023. 00:45:57
Dash Graciela Rd. Improvements Project. 00:46:04
To Cactus Transport. 00:46:07
Second LLC doing business as Cactus Asphalt in the amount of 422,000. 00:46:09
$987.05 that includes a 20% owner contingency. 00:46:16
In the amount of $84,594.41. 00:46:22
For a total agreement amount of $507,584.46, yeah. 00:46:27
Good morning, Mr. Chairman, Board Members. So this is a request. This is Guy Civil Rd. 00:46:35
To award. 00:46:40
Bid number 071023. 00:46:41
Guys, see the road improvement project. 00:46:45
To Cactus Transport. 00:46:47
Also known as cactus asphalt. 00:46:50
There we only had one bid on this project and it was in the amount of 422,000. 00:46:53
$987.05. 00:46:59
We have included a 20% owners contingency of 84,000. 00:47:03
$597.41. 00:47:09
That brings it to a total amount for this project. 00:47:13
507,000 dollars 584 and $0.46. 00:47:17
The proposed work is on Garcia Rd. 00:47:24
For a distance of 1.7 miles. 00:47:28
And it's from the roadway high point. 00:47:31
Down to the Tunnel Creek shores intersections. 00:47:34
So what we're going to do is we're going to pulverize the existing ask Pavement. 00:47:37
We're going to mix it with the existing aggregate base material. 00:47:43
We compacted according to mag specs. 00:47:46
And then we'll install a double chip seal and a fog seal on top of that. 00:47:49
We're also widening 3 curves and then we're going to strike the entire project. 00:47:54
Gazella is 2 lane roadway. It's got a. 00:48:00
Average daily traffic of 596 vehicles. 00:48:03
And it provides access to Gisela and the. 00:48:08
Tonto National Forest. 00:48:12
So the objective is to improve the driving surface and improve drivability of those 3 curves. 00:48:15
As a recommendation, our Public Works Director recommends that we award this bid 071023. 00:48:22
To Cactus Transport, also known as. 00:48:30
Cactus asphalt. 00:48:33
And I'll be happy to answer any questions. Thank you, Tom. Supervisor Humphrey, I have no questions, but thank you. That's been on 00:48:35
the on the chart for a couple years now. So I'm I'm very, very happy to see this come back. 00:48:41
And and I noticed too that on that on this downhill slope, it's a, it's a, it's a pretty good slope. 00:48:48
And there's a lot of tight curves on it, and some of those curves now have concrete curves on them. Will there be any concrete 00:48:55
curbs included in the engineering on this new road? 00:49:01
Not unless we do it as a change order. It's uh you know once we get into the project if if we need to take a look at those we we 00:49:07
could do a change order for those. Yeah, I I mean I'm not encouraging change orders but I know that due to the. 00:49:13
Steepness of it and the runoff that actually hits the road. I was just wondering if that's why the concrete curves? 00:49:19
Were there or or maybe they could be kept. I don't. I don't know. Yeah, we're going to try to keep the ones that are there. You 00:49:26
know, we're aware of them and. 00:49:30
I don't not sure why they were put in originally, but we'd like to keep them. 00:49:34
Unknown further question, Mr. Chair. Tom, thank you very much. Supervisor Christian. Thank you, Tom. I think those curves were put 00:49:39
in to prevent erosion, but I'm hoping that you're probably going to redirect. 00:49:44
And make sure the flows are all correct. So we'll get the water off the roadway, down into the ditches. Yeah, it's time to get 00:49:50
that robbery down. I remember when that was all dirt. 00:49:55
So. 00:50:00
Yeah. 00:50:01
Thank you, Tom. 00:50:01
Tom, I have any questions. Thank you so much. So for getting it done. I know. 00:50:03
Like Supervisor Humphrey said, it's been on the books for quite a while, so we'll get that one behind us. Be great with that. I'd 00:50:07
entertain a motion Mr. Chair I I moved to award a contract in response to Invitation Forbid number 0710. 00:50:14
2-3 to correct tactus transport. 00:50:21
#2 LLC doing business as casting access asphalt. 00:50:26
In the amount of. 00:50:31
422,980. 00:50:32
$7.05 that includes the 20% owner contingency in the amount of 84,000. 00:50:37
$597.41. 00:50:46
And the total agreement amount of 507,000? 00:50:49
$584.46. 00:50:55
I will second that. 00:51:00
Having a motion in a second all in favour, do so by saying aye, aye, aye, aye Motion carries. 00:51:02
Should last one Tom Jay information discussion action to award a contract in response to invitation for bids number? 00:51:08
120422 00:51:16
Roosevelt Lake Resort Stagecoach Trail Improvement Project. 00:51:19
To vicious Engineering Construction incorporated in the amount of $608,000. 00:51:23
That includes a 10% owner's contingency. 00:51:29
In the amount of $60,800. 00:51:33
For a total agreement amount of $668,800 from. 00:51:36
Again, thank you. 00:51:42
So Stagecoach Trail project, we've been working on this for a long time also and so this is a request to award. 00:51:44
The States Growth Trail Improvement Project to Vistas Engineering Construction. 00:51:51
It's going to be in the amount, a total amount of $668,800. 00:51:57
That includes. 00:52:03
A contingency of 10% on this one. 10% owner's contingency of $60,800. 00:52:06
The contract price. 00:52:13
Was $608,000. We had two bids on this project. 00:52:15
The umm. 00:52:22
Real quickly, the proposed work is in the. 00:52:23
Roosevelt Lake Resort community on Stagecoach Trail. 00:52:25
From Spur Trail to Antelope Trail. 00:52:29
The improvements consist of constructing new pavement. 00:52:32
In a concrete valley gutter. 00:52:36
For this two lane roadway with side street curb returns and the length of the project is about 1350 feet. 00:52:39
The community lies at the Foothills. 00:52:49
Of a nearby Mesa, and it's located on the east Bank of Pinole Creek. 00:52:52
During storm advance, the community experiences inundation. 00:52:57
Ranging from. 00:53:01
Ranging in severity from nuisance ponding to St. and parcel inundation. 00:53:04
The primary objective of this project is to improve drainage. 00:53:10
And mitigate existing flood potential and road damage. 00:53:14
And to reduce storm related maintenance for both residents and staff. 00:53:18
Project is designed to collect and convey the 10 year six hour storm event. 00:53:24
So in conclusion, it is in the best interest of Heela County to award this project to businesses. 00:53:30
Engineering and construction in the amount of $608,000. 00:53:37
We've added in 10% owners contingency. 00:53:42
$60,800. 00:53:45
And so the total. 00:53:48
Contract will be $668,800. 00:53:49
And I'll be happy to answer any questions, Tom. Thank you, Supervisor Humphrey. 00:53:54
I have no questions, just another thank you. And it has been a long time, only 6 1/2 years. 00:53:59
We've been working on this project. 00:54:04
To drain a. 00:54:06
Of. 00:54:08
A residential area that when it rains, there's yards completely. 00:54:08
Flooded. 00:54:13
And all of them have septic tanks, so. 00:54:14
You know, it's not only a drainage issue, but it could very, very easily be a health issue as well, so. 00:54:17
I just want to thank staff very much because this has been a long hard one and. 00:54:23
It's one we've got to keep hitting every, every day, every step of the way. 00:54:27
And so nothing, but thank you very much. 00:54:31
Supervisor, Assistant, thank you Chairman and Tom, I have no questions. 00:54:36
Thanks, Tom. That that was a pretty difficult project with all the water lines and everything else. So yes, and I like Supervisor 00:54:43
Humphrey said, it's been a long time in the making. I'm sure those folks will. 00:54:48
Really appreciate it so that I entertain a motion. 00:54:53
Mr. Chairman, I'll move to award a contract in response to invitation for bids number. 00:54:56
1204222 Vistas Engineering Construction Incorporated. 00:55:01
In the amount of $608,000 that includes a 10% owners. 00:55:07
Contingency in the amount of $60,800 for total agreement. 00:55:11
Of $668,800. 00:55:16
Mr. Chair, I will be happy to 2nd that. 00:55:21
Having a motion in a second all in favor. Do so by saying aye, aye, aye. Motion carries. Thank you, Tom. 00:55:25
Chairman if you would allow. Yeah, absolutely. Keeps the podium for another minute or two in the audience with us is Alex Kendrick 00:55:32
and and all of, you know, Alex, OK. But I just wanted to kind of like formally introduce him as our county engineer working for 00:55:38
with tom-tom Goodman and his public works. 00:55:43
And and the reason I do that is because he's going to play a very important role in what we do forward. Tom right now has a plate 00:55:49
of about $47 million worth of projects that he's working on. 00:55:54
Some of them have been engineered, some of them were under construction, some are soon to be construction, Some of them are grant 00:56:00
money that we have available that we haven't spent yet. 00:56:04
And so Alex is going to play a big role in that and and I want to thank our our Assistant County Manager for and his organization 00:56:09
for being so cordial about allowing Alex their transfer into into public works and continue a breakthrough year with with HeLa 00:56:18
County. Just wanted to introduce him and welcome him and we look forward to continued success from him. 00:56:26
Alex, congratulations and we're we're glad to have you over there helping Tom and everybody out. That's gonna be good. And I'm 00:56:35
sure that Michael being a team player, he is with all four sharing you with with with Public Works. So I know that's what he's 00:56:40
going to say. 00:56:45
Good. Absolutely correct, Chairman. 00:56:51
Thank you, Alex. Good job. Yep. 00:56:55
OK, moving on to K information discussion action. 00:57:00
To approve Economic Development Agreement number 09012023. 00:57:05
Between Hiller County and the Miami Genesis in the amount of $4500 for the production of the Miami Fiesta. 00:57:11
2023, which the board has determined to be for the benefit of the public, and that's mine, but I believe Supervisor Humphrey would 00:57:19
like to speak on this and the benefits of it a little bit. 00:57:24
Yeah, I it it benefits the community because it brings a lot of people in and and there's a lot of things going on there. There's 00:57:30
a lot of history in that. 00:57:34
As as well and and so it's something that they that they do every year. 00:57:39
Umm, And and it. Like I said, it brings a lot of people and there's a lot of history over the area. 00:57:44
In that as well. 00:57:50
And I I do believe that that's something that we partnered on. 00:57:51
We did and and so I wanted to bring that up as well. And so you know, I appreciate that we're able to help things in the community 00:57:56
that help give back. 00:58:01
To the community. 00:58:07
So. 00:58:08
Thank you very much. Do do we know how long this has been going on your wife, When did they start this? Does anybody know? 00:58:09
Yeah, it's gonna. It's been a long, long time. 00:58:18
Yeah. 00:58:20
Cool. You won't be a part of this. 00:58:21
Not this year, huh? Ohh, that's. 00:58:29
I never did that, Steve. No, I I would, I would be happy to contribute so. 00:58:34
Let's go ahead and split this three ways. 00:58:40
And we can do that, You betcha. 00:58:44
Thank you so much. You're going to see another split here. 00:58:47
OK. Well with that I would unless you want anything more to say than. 00:58:54
No, no, you're good. But so thank you for that deal. It is. It's a very good deal. 00:58:58
And so that identity in a motion, Mr. Chairman, I'll move to approve Economic Development Agreement number 09012023 as presented. 00:59:03
Respirator and. 00:59:13
Wait, wait. I need to say something more, and the board has determined it to be for the benefit of the public. 00:59:15
Mr. Chair, I'll I'll second that and I'll also thank Supervisor Christensen for helping us help this program. Thank you. Good, 00:59:25
good job. 00:59:30
With the motion and a second, I entertain or all in favor, say. 00:59:35
Say aye, aye, aye, motion carries. 00:59:40
OK. On to the L. 00:59:43
Information, Discussion, Action to approve Economic Development Agreement number. 00:59:46
08302023 Between Heela County and the Copra Valley Center for the Arts in the amount of $1500 for the production of their 00:59:51
programs. 00:59:56
For the 2324 program year, which the board has. 01:00:02
Has determined to be for the benefit of the public. This as well is also split between myself and the supervisor, Humphrey. 01:00:06
And. 01:00:13
They do a lot. They they they do a lot down there and so. 01:00:14
Any questions, Supervisor Humphrey Or there's a comments or no, I have no question, but they do a lot of training with the, with 01:00:19
the, with the kids, then yeah, as well as adults in the community. 01:00:25
And and put on a lot of plays that that benefit the center of the arts and so. 01:00:30
I I think it's great for the community and like I say I appreciate the help on it and. 01:00:36
That's all I have. 01:00:42
So, Supervisor Christianson, yes, I have a note here on some of the other stuff. It's not 1500, it's 3000. Is that correct? 01:00:43
4. 01:00:51
For this one, no, I think it was 1500, yeah. 01:00:53
Ohh. OK. So do you see a change or something? The question mark here. No. Yeah, no, don't. Don't you want to ask me for money? 01:00:58
Sure, if you guys. Yeah, no, absolutely. I've got right on. We're on A roll weekend. 01:01:04
I'd be happy to contribute to this one as well. OK. Thank you, Sir. We appreciate that. 01:01:11
With that, I would entertain a motion. 01:01:18
Uh. 01:01:21
Which who's doing it? Me. Ohk. OK, you've done the last two or three. You want to do this? Yeah. Yeah. 01:01:22
I moved to approve economic development. 01:01:30
Of. 01:01:33
Number 08. 01:01:34
302023 as presented. 01:01:35
I'll second that with a motion and a second. Yeah, with for the, yeah, then if I'm by the board to be benefited the public and 01:01:40
that will be that way for the rest of the agenda item. Yes, yes. And I trust that you guys review the documents and you see and 01:01:46
there that there's other benefits, you know, like music lessons and what have you and for each of these items. 01:01:52
You review those documents and you have determined that it is for the benefit of the public. Yes, Perfect. 01:01:59
Thank you, Jessica. Thank you. I will second that motion then. So we have a motion and a second all in favor. Do so by saying aye, 01:02:04
Aye. 01:02:08
Aye, motion carries. 01:02:12
OK UMM Information Discussion Action to Approve Economic Development Agreement number 082923. 01:02:14
Between Heller County and the Pleasant Valley Community Council and another $10,000 which board is determined to be for the 01:02:23
benefit of public. 01:02:27
That's me. Um, this constituent money coming from my account. 01:02:31
And they have been doing fundraisers and putting together a lot for their Community Center up there, which does. 01:02:36
Hold a lot of different events. 01:02:42
Not just for the council, but it's rented out to other meetings as well. And that's the only community building in Pleasant 01:02:44
Valley, so. 01:02:48
With that, I'd entertain any questions. Supervisor Humphrey, I have no question. You're good. Surprise, Christianson. No 01:02:53
questions. So I would entertain a motion. 01:02:58
Mr. Chair, I move to approve Economic Development Agreement number 082923 as presented, and that the Board is determined to be for 01:03:03
the benefit of the public. 01:03:08
I'll second that having a motion in a second. All in favor, do so by saying aye, aye, aye, aye. Motion carries. 01:03:13
And information discussion action to approve intergovernmental agreement number 08/3. 01:03:21
123 between HeLa County. 01:03:27
And the Water Wheel, Fire and Medical District in the amount of $19,000, which board has determined to be for the benefit of the 01:03:30
public. 01:03:34
And if I'm not mistaken that's a three-way split with all three of us and what this is about is the little fire district there has 01:03:38
needs to go through and. 01:03:42
Replace a lot of their fire hose. 01:03:47
And so that's what what the money's going for. 01:03:50
Holes. Regardless of if you use it every day or you don't after it sets for so many years in in the weather and whatever else. 01:03:55
It gets bad, it goes bad, it won't hold hold pressure, so. 01:04:03
All three of us has agreed to split this, which is a really good thing and a really good purpose. Supervisor Humphrey, you have 01:04:07
any questions or comments? I have no questions or comments and I'm glad to do it, but I would maybe they can reach out for some of 01:04:12
the. 01:04:17
Grants from the gaming districts in the future. But yeah, no, I I'm very happy to do this for them, to help them with that, didn't 01:04:22
they? They didn't go through. 01:04:26
Yeah. 01:04:33
Yeah. 01:04:35
Yeah, we've been trying to guide him along that way. Chief Morris at Hell's Gate is really good. It'd be like. 01:04:36
It'd be good if those two could sit down around the table and and and get together on that. But you absolutely you're right 01:04:42
because they they pay for a lot, yeah. 01:04:46
Yeah, it's it's just people don't realize how strapped for cash the fire districts are. 01:04:50
They are going to be able to do this. Devastating for them to face a bill like this. 01:04:56
But it's for public safety. I'm happy to contribute, yeah, and everyone's about the same. So with that I'd entertain a motion. 01:05:01
Mr. Chair, I move to approve Intergovernment Agreement number 083123 as presented in the board has counted to be beneficial to the 01:05:09
public. I will second having a motion and a second all in favor. Do so by saying aye, aye, Aye, Aye. Carries on to all. 01:05:18
Information, discussion, action to approve intergovernmental. 01:05:27
Final agreement number 08192023. 01:05:31
Between Hiller County and the town of Winkelman and about in the amount of $1500 to help. 01:05:36
Produce the town's annual Haunted house event on October 28th. 01:05:42
23 Which the board has determined to be for the benefit of the public. This is me again. 01:05:46
And that is out of my constituent dollars Every year they've got a little building right right across from Town Hall there they're 01:05:51
trying to turn into. 01:05:55
Like a Community Center of its own, and they hold these occasions there, they put on a pretty big, pretty good sized deal right 01:06:00
there for the town. 01:06:04
Supervisor Humphrey Any questions or comments? No questions or comments, Mr. Chair. So the question of the door. Thank you. Good 01:06:08
with that. I'd entertain a motion. 01:06:13
I I'll move Mr. Chairman to approve intergovernmental agreement number. 01:06:18
08 is it, Is this one nine? Yeah, OK 08192023 as presented. 01:06:25
To be The board has determined it to be for the benefit of the public. 01:06:31
Mr. Chair, I'll second that having a motion and a second all in favor. Do so by saying aye, aye, aye, Motion carries. 01:06:36
You guys thanks for all of that going through there that's that that's really good to see all three of us working together between 01:06:43
our different different districts to. 01:06:48
For the good of the county. So it's good. I think it's really good, yeah. 01:06:53
Alright, well on Pi believe we need to table that one. 01:06:57
And that was a a request coming through. Some folks there are patient on the rally around the flag. 01:07:03
I don't know. We have just a. 01:07:10
Just a mix up with some agreements, right? There are some. 01:07:12
Coordination we're gonna figure out, and they'll come back up again in the near future. So I need a motion to table P. 01:07:16
Mr. Chair, I move to. 01:07:24
Table item. 01:07:26
Move that. 01:07:29
4/4. 01:07:30
A. 01:07:32
4 Pi will second having a motion and second all in favor do so by saying aye, aye aye motion carries. 01:07:34
Consent Agenda action items. 01:07:41
Is there anything that other one of you would like to? 01:07:44
Talk about or pull off. 01:07:47
Um. 01:07:52
Just one I I would like to. I would like to just. 01:07:56
And it and not for discussion or pull off, just to welcome. 01:08:00
Spencer Scott to the Healer County Planning and Zoning Commission. 01:08:05
Ohh cool. 01:08:09
Yeah, I said. I'm not gonna pull it just to comment, to welcome him. 01:08:12
Is he, is he from Global Peace and where's he from? He's from Donald Basin. Ohh. OK, Right on. Yeah. And I figure with the bridge 01:08:15
going on and stuff, that's kind of where we're looking. 01:08:20
At more growth. 01:08:25
You know they're coming in. So that's why I felt someone from a couple. I've got a couple people from Tunnel Basin. 01:08:27
On a connection now. 01:08:34
Ohh, cause I think that if once that bridge is finished, we're gonna get some infrastructure in that area. 01:08:35
Well, with that, I'd entertain a motion to accept the consent agenda action items. 01:08:43
Or approval. 01:08:48
Mr. Chair, I move to approve consent and to. 01:08:50
Consent Agenda, item 5A through 5E. 01:08:53
I will second having a motion, and second all in favor do so by saying aye, aye. 01:08:57
I motion carries number six call to the public. 01:09:02
Lisa, do we have anyone impatient? 01:09:06
No. 01:09:09
OK. Do you have anybody comments on YouTube, Joseph? 01:09:10
And none here in the room as well. 01:09:15
So on to update #7. 01:09:17
Michael, do you have updates on the manager side of things? 01:09:22
I do not at this time, Sir. OK. Thank you, Supervisor Humphrey. 01:09:25
Umm. 01:09:31
No, just. 01:09:33
Just saying stuff. Meetings. 01:09:34
Been on the radio, attended the Cattle Growers. 01:09:36
Association luncheon on Saturday. 01:09:39
And it's it's good just to stay in front of the public and. 01:09:43
And see what's going on in the community so. 01:09:47
That's about it. 01:09:50
Really bad. 01:09:52
OK, good deal. 01:09:53
Supervisor Christensen, I'll fill you in on a recent trip to Washington. You bet. Wednesday morning. The whole purpose was to go 01:09:55
and visit with. 01:10:00
Representative Senators and that and put my hat in my hand asking for help. Money. So the PILT money is payment in lieu of taxes. 01:10:05
That's very important to Heela County. 01:10:11
And we received just under $4 million approximately. 01:10:18
This is not a continually funded thing, so we have to go back every year and beg for it, make sure they don't cut it out and be 01:10:23
devastating to us. 01:10:27
To do that. So they will meet with eight. 01:10:32
Was it 9? And we went to nine different offices. 01:10:36
Of representatives and senators met a lot of people. They were all. 01:10:40
Really in favor of funding pills. So I don't think we're in danger of losing tilt at this point, even with the very conservative 01:10:47
groups that are. 01:10:51
Saying, you know, we're spending too much, we're going to have to make some cuts and we may have a government shutdown. Hilt 01:10:56
doesn't seem to be one of those things that. 01:11:00
Anyone's willing to cut. 01:11:04
UH, alongside of that was also the SRS, which we talked about earlier. 01:11:06
We get about $1.6 million for. 01:11:11
Several schools, That's. 01:11:15
Timber money in in lieu of not cutting timber money. And so that was also something we did. It was very organized. I was, I just, 01:11:17
we just were able to walk right in and it all happened. 01:11:24
Was a really great visit. I look forward to doing it again. The travel was kind of a bummer, but yeah, actually being there was 01:11:30
great. 01:11:35
I will make the comment the whole place is. 01:11:40
Ornately. 01:11:43
Magnificently gilded at every level. 01:11:45
You cannot believe the size and magnitude of the buildings, the columns, the. 01:11:49
Supreme Court the most Um. 01:11:55
Elaborate of the mall with the. 01:11:58
Library of Congress When you go inside of that, you cannot. 01:12:01
Believe what that is. I mean, it's just you can't even swallow in there. It's. 01:12:05
And I got my. 01:12:10
I got my library card for the library of cars. 01:12:12
Yeah. So I was able to actually go down and see the public actually go in there. 01:12:15
You have to have a library card. So we've got a library card and we actually went down into the actual library. 01:12:20
Was pretty cool. 01:12:25
Um was on camogie yesterday. That went really well. That always goes well and. 01:12:26
We are still on track for the hash knife monument. That's probably going to be a ceremony sometime toward the end of October. 01:12:32
We're just starting to work on that now, so we'll have more to come on that. The the actual bronze is almost completed at this 01:12:38
point. Just got a video on it yesterday. 01:12:43
And they're doing the final welding, that kind of stuff. 01:12:49
Umm. 01:12:53
Patty Powers was amazing. She's uh. 01:12:54
Are. 01:12:58
Uh, lady in Washington. That is our lobbyist. And so she was very helpful. 01:13:00
Really worked out great. 01:13:05
So thank you. 01:13:07
Good trip then. 01:13:10
You had? 01:13:12
I'm sorry. Good trip. I had a good trip. Productive and enlightening. 01:13:13
And I'm willing to go back. Cool. 01:13:19
Yeah. 01:13:22
OK, so before I tie into this some things here I got I want to read a letter from one of our past. 01:13:23
Deals we pushed through for the local VW. Here we we helped fix their roof on their building. 01:13:31
To the tune of quite a bit of money. 01:13:38
So I want to read this letter to you, and it's addressed to the Heela County Board of Supervisors. 01:13:40
On behalf of VFW Post 1704, I think the Hilla County Board of Supervisors for your support of our association. 01:13:45
Our new roof made it possible by your generous contribution was completed on August 4th, 2023. 01:13:55
You allow us to continue our services and sponsorships to our veterans, their families and our communities. We are able once again 01:14:03
to be a resource for the community as a rental hall for various private and community events. 01:14:10
VFW Post is dedicated to honoring excellence, promoting patriotism, and investing in our future generations in the global Miami 01:14:17
community. 01:14:22
Who are grateful to you for helping ensure that the post buildings proud 75 year history. 01:14:26
As home to our local, veterans from all branches of service will continue to be a beacon in our community. 01:14:32
Thank you for joining us with this patriotic spirit to make this a House of Honor and to serve. 01:14:39
Our veterans who have valiantly fought to protect our freedom and for our community which supports them. 01:14:45
This was signed by John McBride, Junior Vice Commander. And so it's always good to see those those projects be done and us be able 01:14:51
to be a part of them. I mean that was a lot of discussion to get to that point. 01:14:57
Lot of discussion. So it worked out very well and it sounds like they're on their way. 01:15:04
Way now to. 01:15:08
To have had their building backs. 01:15:10
So it just dishing to that on September 11th I I was in an RCD meeting. 01:15:12
Uh, kind of basic things still. 01:15:18
Still working on the big contract with the boundary fences on the forest. That's through a good neighbor authority between NRCD 01:15:21
and. 01:15:25
The total National Forest, there's 73 miles of fence. It's about a $5 million project and the NRCD is doing a contract. 01:15:29
Our district is so. 01:15:38
So working on that, um, we have some election stuff coming up on our next one. We're going to be working on that. 01:15:40
And probably reseat officers on the board as well, but it was a very good meeting. 01:15:47
On September 13th I meet myself and Kathy. We made it to Payson in time to. 01:15:54
Set in on the Election Integrity Integrity meeting with Doctor Franks. 01:16:01
Umm. 01:16:06
We we we got hung up a little bit, so I only was in there for about an hour. 01:16:07
Uh, whether I agree with anything or not. 01:16:12
It was something to listen to. I will just put it that way. There's a lot of lot of people, a lot of emotions in this election. 01:16:17
Integrity part of it. 01:16:21
Lot of push on paper ballots, hand counting. 01:16:26
Do away with the machines on and on and on and on. But it's good to listen to people and and I think from. 01:16:30
My standpoint I I want to be able to listen to all sides of it before we actually are going to have to make a decision. 01:16:37
And so. 01:16:43
We we had some some information we brought back if either one of you want to read it or whatever, more than welcome to but. 01:16:46
I don't know. It's just, you know, this, this Doctor Franks, he's. 01:16:55
Guy that travels around the country and it puts on these different. 01:17:01
Meetings and things like that on election integrity. 01:17:04
What I've seen so far on a lot of the like election integrity, it always goes back to the national level, the the big one. 01:17:07
I every meeting I'm in, I try to pull it back to Heela County, tell me what's wrong with Heela County and we don't get two 01:17:15
sentences out and we're back to Wisconsin or someplace. 01:17:20
And so. 01:17:26
I just I've I there's a lot of good people that's in this group and I know a lot of them personally. And I know you do too. 01:17:29
And. 01:17:36
And I think it's it. 01:17:37
I think it makes them feel better that at least we're listening and paying attention no matter where the outcome is going to be or 01:17:39
whatever. 01:17:42
What's going to happen? 01:17:46
One of the big things coming up and you can shoot me down if I'm wrong, but our next next meeting is on the 26th. 01:17:47
Is about our policies and procedures here. 01:17:54
On elections. 01:17:58
And Sadie and Eric are going to present on this. 01:18:00
I've made it well known with these groups. 01:18:04
We're not talking about hand counts. 01:18:07
We're not talking about paper ballots. 01:18:09
We're here to let Eric and Sadie go through our process. 01:18:11
From one end to the other. 01:18:15
And and and that and make sure people understand it. What I find still out there in these meetings and other places, there's 01:18:17
people sitting there that still doesn't understand. 01:18:22
The processes we go through in our election. 01:18:27
They they don't know what we go through. So this is a way of getting it out there. I think it'll help a lot of people understand 01:18:29
that. 01:18:33
But I will say too that I'm not sure how that meeting's going to come out. As far as the group wise, I've made it well known that 01:18:37
I'm not gonna. 01:18:40
I'm not gonna entertain anything except what? 01:18:44
Eric and and Sadie have to present our work session so. 01:18:47
So I I we made it through that one. And then on September 14th we went back to a cell phone tower meeting in Whispering Pines. 01:18:51
I don't know. 01:19:00
How many of you are familiar with whispering Pines? But it's a real. 01:19:01
Sits down in a Canyon. Um quite a few homes really in there for where it sets and the way it sets. 01:19:04
I can't imagine there being very good self-service in there. I mean, I don't have anyone. I'm there. 01:19:12
Umm. 01:19:17
But the first meeting I was at was was with Supervisor Christensen. 01:19:18
Right after we redo the lines. 01:19:23
And. 01:19:26
It was on the cell phone tower. 01:19:28
And the proposal was is to put a cell phone tower in the middle of the community there. 01:19:30
I went in there thinking, well, this is a slam dunk. These people are going to want a cell phone tower because I guarantee you 01:19:35
can't call out. 01:19:38
Anywhere in that Canyon, unless you're in your house and you have Wi-Fi. 01:19:41
Ohh boy was I wrong. 01:19:45
It was all, I wouldn't say all, but I'd say 80% opposition to the cell phone. 01:19:47
Very vocal opposition. 01:19:53
And so we went up back the other night and Kathy for another round and listened to him and. 01:19:55
And it was the same thing. There was a a few people there that was for it, but the majority of them. 01:20:01
Are dead set against it. 01:20:06
And there, their main reason is it's five. It's a 5G tower and 5G, the rate, the waves off of it though, whatever they call it 01:20:10
that comes off the tower is going to cause cancer and and health problems. 01:20:16
Some people talked about the tower being there in the middle of their community and it's gonna it's gonna knock their property 01:20:24
values down. 01:20:28
Possibly, I don't know. 01:20:33
So we listen to that. 01:20:34
Obviously, you know, they've got a process they're going to go through and it's not over with yet, so we'll see. 01:20:38
See where that goes, But very vocal against that cell phone. I told a few of them there. 01:20:43
If you if you guys don't want it, we'll take it in Pleasant Valley because we don't have sales. But listen, it would be really 01:20:48
nice to have it. 01:20:50
You know, so anyway we we we attended that meeting and then on the 16th. 01:20:54
I was at the Hilo County categories annual steak fry. Supervisor Humphrey was there. It was a pretty good turnout, good, good 01:21:00
conversations, a lot of visiting going on with folks. 01:21:05
Supervisor Humphrey helped me speak there. That and he spoke on behalf of the county and I spoke on behalf of NRCD. 01:21:11
In the district. 01:21:18
And I believe it's a good turnout, don't you, Tim? 01:21:20
It was a good turnout. 01:21:23
And so. 01:21:24
One thing coming up? The Pleasant Valley Veterans Retreat fundraiser and it's Saturday, November 4th. Tickets will be $100 each. 01:21:27
And can be purchased at the Majestic RIM Retirement Community in Payson. 01:21:36
The BIOS has ticket says side. 01:21:41
For them to each just let Kathy know if you will attend and how many tickets. 01:21:44
This this event is is being held by that retirement community to help us raise money for the vet site. 01:21:48
They're they're a huge help. These folks are going through everything as far as I know. They're putting it all together. They're 01:21:56
cleaning. 01:21:59
All of it. And very excited to do it. I'm very happy to be a part of it. So I think if I remember I read it, there's like 130 01:22:04
tickets gonna be sold as all there's gonna be sold. 01:22:09
OK. 01:22:16
OK. 01:22:18
So I think based interested in going to the whatever, get ahold of Kathy and we'll go from there. 01:22:20
And then? 01:22:26
I think that is it. Tomorrow I will be at CSA. 01:22:28
Small counties and the eco meeting is tomorrow, they'll be at that one. 01:22:33
And then back to Young after that. 01:22:39
Guys got anything you want to add or? 01:22:41
You think I'm up? 01:22:43
Yeah. 01:22:45
I. 01:22:46
You know I I. 01:22:47
I was there Saturday was the services for a past supervisor, Shirley Dawson. 01:22:49
And so I didn't make the services because I wanted to go to the. 01:22:55
Can deal, but I I'd ask for a moment of silence before you close for past supervisor who has. 01:23:00
Best by Shirley does Yeah. We we can do that and I don't that that was just like same time as the steak Fried was going on that 01:23:06
day. It was yeah. I believe she was the first female chairman of the board. 01:23:13
And probably, I believe, and yeah. And so anyway, probably, I think she served for two terms. 01:23:20
Two times, yeah. I don't. I don't remember the years exactly, but. 01:23:27
But I remember the two terms, so if we could, let's just have a moment of silence and then we'll go from there. 01:23:31
OK. Thank you. And if there is nothing else? 01:23:46
I think I got a lot of papers to sign. 01:23:52
So during the meeting. Thanks. 01:23:54
Last time. 01:24:01

Testing. Testing.
Information Discussion Action to adopt Resolution #23-09-02. 00:10:09
Which approves Heela County community development case number CU P2306-002. 00:10:16

And this is TDS Telecom is requesting this conditional use permit. 00:11:04

They voted unanimously to approve. 00:11:49
They have 11 conditions that they have that I'll read. 00:11:52
That the development, operation and maintenance shall be in conformance with the applications received on June 29th. 00:11:56
And amended project description to site plan specifications received on Office, Office, office. 00:12:02

The requirement. 00:12:48

The 90 foot. 00:13:00
Communication police 4 foot lightning rod. 00:13:01
And power cabinet. 00:13:04
Shall be removed from the property at the owners expense immediately. 00:13:05
If the monopole becomes unusable or obsolete. 00:13:10
All lighting shall comply with Hello County outdoor lighting ordinance. 00:13:13

From. 00:13:38
Community development Building Department. 00:13:39
Is responsibility of the owner and of the subject property 20106060 H. 00:13:40
Had our. 00:14:13
Citizens participation meeting in there. 00:14:14
And again, we've had no opposition to this project our. 00:14:17
Support either so. 00:14:20

OK, #4 regular agenda items 4A. 00:15:04
I'll need a motion to recess as HeLa County Board of Supervisors and convene as the HeLa County Library District Board of 00:15:08
Directors. 00:15:11
So move, Mr. Chair, I will second that all in favor. Do so by saying aye, aye, aye. Motion carries. 00:15:15
Information, discussion, Action to authorize the submission and subsequent acceptance of an AZ librarians. 00:15:22

The Library District recommends that the Directors approve the application and acceptance of this vital grant to be used for the 00:17:20
Hayden Lane Group. 00:17:23
And I'll be happy to answer any questions. Thank you, Elaine. Supervisor Humphrey. 00:17:27
I have no questions. Supervisor Christiansen. 00:17:31
Thank you, Elaine. No questions. 00:17:34

In your district. Ohh, I I don't want to talk about it. 00:19:08

That amount is 37,109 dollars 37,149. 00:19:37
OK, so we have that correction. 00:19:47
And if there's no other comments or questions? 00:19:50
I didn't take a motion. 00:19:55
Mr. Chairman, I'll move to adopt resolution #23-09. 00:19:57

Morris was supposed to be with this policy him either. So you're it. Good morning, Amy. Good morning, Chair and Surprises. Thank 00:20:54
you for this opportunity. 00:20:58
I don't think there's much more to be said about that except for I do have a little list of what that is going to cover. 00:21:03
And it is going to cover a fire station 21 repairs. 00:21:08
Radio Alerting, System Connectivity Repairs and Upgrade our U TV21. 00:21:13
Repairs an upgrade of. 00:21:19

I will second that having a motion in a second all in favor do so by saying aye aye aye aye Motion carries on to D. 00:21:47
Information, Discussion Action to approve the distribution of Secure Rural schools. 00:21:54
And communities funds forced fees. 00:22:01

Using the same percentage splits as last year. 00:22:21
Roads 2.15%, School 77.93% and Heela County Education Service Agency. 00:22:25
19.92% and we have Roy and Nick Nicks 9/1. 00:22:33
Good morning. 00:22:37
