The people here in Hilo County, we pray all this in Jesus name. Amen. 00:02:48
OK, starting with #2 presentations to A, we have a public recognition of nine employees to the county Spotlight on Unemployment 00:03:00
program. 00:03:05
And Erica will lead us through this. Thank you, Erica. Thank you. Good morning, Mr. Chair, members of the Board again, thank you 00:03:10
for the opportunity to be here today. 00:03:13
As mentioned, we do have nine employees that were nominated. 00:03:18
Um, we'll go through the nominations. 00:03:22
Eight of them were actually a group nomination and their Spotlight nomination red. 00:03:26
On August 7th, 2023, a fire broke out at 8:00 PM at the Buckhead, Lisa Mantel. 00:03:31
EDOT notified county staff and the Peace and Fire Department, and they were dispatched to the fire. Public Works Director Homero 00:03:38
Vela was the first to arrive on site. 00:03:43
He did an amazing job coordinating between the fire department and staff to create a plan to contain the fire. They worked through 00:03:47
the night to extinguish the fire, with many remaining at Buckhead Mesa Landfill until 4:00 AM. 00:03:53
We would like to recognize these employees for their hard work and perseverance in this tough situation. Thank you. And this was 00:03:59
submitted by Melanie Mendez. 00:04:03
Um, So our employees that were nominated were Mirabella. He's been with the county for five years. 00:04:07
If you'd like to come up and. 00:04:15
Say anything or. 00:04:17
For about one, I'm sorry. 00:04:18
She's looking at me. Thank you. Thank you. We don't get a speech, Homer. Yeah, actually, I would. I would like to say something. 00:04:25
Um. 00:04:33
I'm involved because happenstance. I happened to be at the Safeway and patient contributing my sales tax money. 00:04:34
When I got a call from Brent Klein, who had heard from the Fire department, Fine, Strawberry Fire Department first to respond. 00:04:42
And and a lot of kudos belong to them. They were putting out the fire when I got there. By the time I got there, of course Melanie 00:04:50
knew about this and I we started calling folks. 00:04:55
And the folks broke away from whatever they were doing. 00:05:01
Melanie and I decided that we would have Wayne Jones come. 00:05:05
It's supervised our efforts because he would be closer than than Melanie. 00:05:10
And then the Melanie would show up again the next morning early. 00:05:15
And and take over and that's what happened the folks I I stayed there till about 10:00. 00:05:20
And I I did very little other than make phone calls, but there were folks manning the water trucks, our team. 00:05:24
From the landfill. 00:05:31
Our folks manning a bulldozer, pushing the material into the fire. 00:05:32
And of course the fire department who stayed there till the fire, the flames were extinguished. 00:05:36
And our team stayed there till the early mornings mother and the fire out with water. 00:05:42
Uh, what? I get a couple of things that I did learn. One of them is our water trucks push out a lot more water than the hoses from 00:05:46
the fire truck, The hoses from the fire truck, or like they're pinpoint accuracy, they're long distance. 00:05:52
But when we put that water truck to work, and Jasmine was the first to operate a water truck, she actually used to be a scale 00:05:58
house operator. 00:06:03
Who has moved up the chain of opportunities with the HeLa County? 00:06:08
And that that night when she showed up, she got in a water truck. 00:06:13
And as soon as she started pushing water onto the fire, it started to get extinguished. 00:06:17
And then later on folks from Einstein. 00:06:23
Star Valley Rd. Yard showed up. Many of Wayne's team was there. Wayne Jones's team. 00:06:28
Were there and and they get acknowledged right now. 00:06:34
And they worked until that next day, till the fire was completely out. But it was like a team effort. 00:06:38
Working with the with the fire department. 00:06:44
Are folks that are ready to respond at any hour of the day or night any day of the week? 00:06:46
That's that's the kind of thing we have and I'm proud to be a member of the Thank you. 00:06:52
Thank you, Homer. 00:06:57
You're right. 00:07:00
The rest of our honorary firefighter crew. 00:07:01
Um, we have a Stewart, Wayne Jones, who's been with the county over 11 years and I believe he's up in Payson. 00:07:03
And of course, if any of the pace and staff would like to say anything, you're welcome to. 00:07:12
Um, we have Kenneth Sophie, who's been with the county over a year. 00:07:16
Forest Horton, who's been with the county for three months. 00:07:21
Samuel Bach, who's been with the county over two months. 00:07:26
Daniel Gale has been with the county over five years. 00:07:30
And Jasmine, who's been with the county over 2 years. And that concludes our first nomination. 00:07:33
Thank you. Thank you, Erica. 00:07:39
You guys wanna say anything or are you good? 00:07:43
I think they're good. 00:07:46
And no speech is prepared, so we'll move on. 00:07:47
Next, we have our Spotlight nomination for Trent Moores. 00:07:51
His nomination read Trent quickly responded to an emergency call from the Paris Peace and Sheriff's Office jail after hours. 00:07:55
A blocked sewer line had caused contamination in the facility, but Trent was able to repair it and get critical infrastructure 00:08:03
back online in a short amount of time. 00:08:07
He then entered the facility was properly cleaned and sanitized, allowing the 24/7 critical facility to remain operational. 00:08:11
Trent is with our facilities and Land Management department and has been with the county over two years. 00:08:20
And that does conclude our nominations. Good deal. Thank you, Erica, and congratulations, Trent, and congratulations to rest you 00:08:26
guys. Supervisor Humphrey, you have something you want to say? I just want to say thank you very much for your dedication and 00:08:31
thanks for showing up today, even if you didn't want to say anything. Supervisor Christian, thanks. So we're really proud of all 00:08:36
of our employees. 00:08:41
It sounds like Trent's the one that got The Dirty job though. So yeah. Anyway, thanks. Thanks a lot. Thank you guys. Appreciate it 00:08:46
all. 00:08:50
Thank you. Thanks, Erica. 00:08:54
OK, under public hearings #3A information discussion there action to convene a public hearing to hear from citizens. 00:08:57
On the FY23 Community Development Block Grant CDBG application for FY23. 00:09:05
CDBG regional account funding in the amount of $150,107.00 Good morning, Kaylee, You're it. Good morning, Chair and members of the 00:09:13
board. So this is to open up public hearing for our CDBG funding, which is $150,107.00. There's no matching requirement with this 00:09:20
funding. 00:09:27
And I actually have Angela from TAG if she wants to speak to what it is that we can and can't do. But the requirements are has to 00:09:35
benefit an area that is 51% or more low to moderate income. 00:09:42
Prevent or eliminate slum and blight or address an urgent need due to a natural disaster, human health hazard. 00:09:50
OK. Thank you, Kaylee. Supervisor Humphrey questions. 00:09:57
I have no questions. 00:10:01
Supervisor Christianson. My only question is why do we have to have a public hearing like? 00:10:03
It's just we're we're applying for, right, Right, Right. 00:10:09
Come on up, you can explain these pills Beer and I can. 00:10:14
State your name, please Angela Gatto with central Arizona governments. 00:10:19
The purpose of a public hearing is so that the community has an opportunity to bring forward. 00:10:24
Projects that they would like to see happen within the county. Only projects that are discussed at this meeting can actually be 00:10:32
voted on. 00:10:35
And step forward for funding. So we'll have a list from this meeting. We'll have a second public hearing at the end of October. 00:10:39
For the board to decide which project they want to choose from, what comes out of this, we have to advertise it so that if people 00:10:48
were not in attendance, they have an opportunity to submit comments to the board on what they would like to see voted on. 00:10:55
OK, great. Thanks. 00:11:03
Thank you so much. 00:11:05
So I'm good. So with that I'll open up a public hearing. Is there anyone in passing the one speak to it? 00:11:07
No, Sir. 00:11:13
OK, how about here? I don't see anyone here. 00:11:14
So I'll close the public hearing and entertain a motion. 00:11:18
Mr. Chair, I move through in Virginia Public Chairman Ohh, hold on just one minute, Supervisor Humphrey. 00:11:23
You have to trust intentional projects that you want to see. 00:11:29
I don't know that we can even do that. Be honestly says that we're really not ready for it, are we? 00:11:36
Word. 00:11:43
Do you have some projects in mind? Excuse me, go ahead supervisor. My suggestion would be to utilize the funding for housing 00:11:44
rehabilitation to. 00:11:49
Add to what my department does currently with our other housing Rehab funding about Blythe. 00:11:55
Mr. Chairman, yes, these funds are tickets we can use. 00:12:02
Used by community development for housing and real rehabilitation. 00:12:05
As Kaylee says, so. 00:12:10
And that we can continue to do that. I know Town of Miami they are using their CDBG money for. 00:12:12
Of a stair. 00:12:18
Step Keystone Stairs in Miami. 00:12:20
So there are a number of other projects. 00:12:23
If there have not been. 00:12:26
Any submitted? 00:12:29
If we're not prepared to discuss those. 00:12:31
I would suggest. 00:12:34
There is a time consideration and I'll have to look to Angela to see if we can do this, but put this off for a couple of weeks 00:12:36
that we can hold our preliminary hearing. 00:12:39
To get these ideas together and and work with each of you. 00:12:43
To be able to have a discussion, meaningful discussion on the different potential uses for these. 00:12:47
Our project, so be more appropriate. So I would lean on the board for that and see what their, what our comfort level is as board. 00:12:53
Do you want to table it for a couple weeks and get some ideas in front of us or do we want to throw it to the wind and go on with 00:12:58
it well? 00:13:03
Mr. Chair. 00:13:08
I I do know that for for housing, for. 00:13:09
Elderly and and people that can't afford it. I know you have a back list. 00:13:13
That you'll probably never catch up on, and also to funding probably doesn't make it through some of your projects though. 00:13:18
Adding to some of that and and. 00:13:26
On on on your rehabilitation. It goes from everything from. 00:13:28
Windows to roofing to whatever that particular property may need that correct and and so on. A housing rehab. 00:13:34
There wouldn't be a restriction to this funding. 00:13:43
And as far as what you can use it for. 00:13:47
And and so some of your other funding limits you on what projects you can do with that funding. So if you go into a house that 00:13:51
needs windows and a roof. 00:13:56
But another funding will do the insulation of the windows, but they won't do the roof. 00:14:01
This would allow you funding. 00:14:06
To help them with the complete project. Is that correct? Yes. 00:14:08
OK. 00:14:12
Mr. Chair, I'm I'm fine to go ahead and make a motion because it. 00:14:14
They've got a back list, but if you if you would care to. 00:14:19
Yeah, no, I'm come up with with certain projects to. 00:14:22
To pinpoint which particular projects would use this for No. That's why I I asked her the questions that I did because. 00:14:27
You know, if we pinpoint it then that's all we can use it for and I think it would be better use to the department to be able to 00:14:36
plug in as they need to. 00:14:41
For for a list that they already have, I don't disagree with that. And if that's see, I didn't realize that in the past. It's what 00:14:47
money like this been used for James. So I thought this is something new. 00:14:52
But if that's the case, I'm good with that because as you Kaylee said, we we never get ahead of that list, right? 00:14:58
We never do and it would. It would just help. 00:15:04
Complete a complete project because some of the other funding that she gets. 00:15:07
Has earmarks that they can only use certain things. James. 00:15:11
Miss Chairman, I was just going to say that that that's how we've used it in the past. 00:15:15
Whether I was short sighted or or whatever that I didn't. 00:15:19
Think outside of that, there were some projects that we needed to consider. 00:15:22
It was my assumption that we would continue to use it. 00:15:27
For housing to help those that don't have safe, secure homes to live in, yeah, but my assumption that that's. 00:15:29
How the board would proceed? 00:15:39
Be comfortable with that Supervisor Christensen. Yep. OK, so with that, the only question, We're gonna go that way. I see a side 00:15:40
note that maybe there isn't an action needed, but there is an action needed. 00:15:45
So I'll flip advisor Humphrey, if you'll continue on to your motion, we'll wrap this one up, OK. And you and there will be another 00:15:50
hearing. Is that what I understand, OK. 00:15:55
Then uh. 00:16:00
To convene a public hearing to hear from citizens on the physical year 2023. Community Development Block Grant, CDBG Application 00:16:01
for Physical Year 2023. 00:16:08
CB CDBG regional account funding in the amount of 150. 00:16:15
Thousand Dollar $107.00. 00:16:21
I will second that. 00:16:27
Having a motion in a second all in favor. Do so by saying aye, aye, aye, aye. Motion carries. Thank you, Kaylee. 00:16:29
And thank you. Thank you for being here this morning. 00:16:35
Under 3B Information Discussion Action to consider a liquor license application. 00:16:39

Information, discussion Action to consider a liquor license application Counting number Lol. 00:18:24

5732 N Highway 288 Globe. 00:18:44
And issue a recommendation to the Arizona Department of Liquor Licenses and Control. 00:18:48
Whether the license should be granted. 00:18:53
And. 00:18:56
I'm sorry, I just read all that for you, didn't I? 00:18:58
Sam, you can go on with it. 00:19:00
Thank you. 00:19:04
As stated, this is a location requalification for Series 7 beer and wine bar, liquor store license or liquor license application 00:19:06
for the Rock House River Ranch located in Globe. The county does have an internal review process whereby the treasurer reviews the 00:19:11
application and ensures that the applicant is current on property tax payments for all properties owned in Health County. 00:19:17
The health department and building permitting Park department both review the application. To date, there have been no issues 00:19:23
reported for the Rock House River Ranch relevant to the liquor license. 00:19:28
Location requalification is a liquor license application that the county does not see very often. Miss Mace has a unique situation 00:19:33
for the license due to the delayed construction of her establishment. 00:19:38
On September 11th, 2019, Miss Carol Mace applied for an owner transfer of the Series 7 beer and wine bar license for the Rockhouse 00:19:43
River Ranch, which the Board of Supervisors recommended approval of on November 5th, 2019. 00:19:49
Miss Mace was issued a Series 7 beer and wine bar licensed by the Arizona Department of Liquor Licensing and Control following 00:19:56
that November 5th POS meeting. 00:20:00
Due to the COVID-19 pandemic, Miss Mace was not able to progress the construction of the Rockhouse River Ranch establishment or 00:20:04
use the liquor license. Therefore, the DLC Department of Liquor Licenses is requesting that the Board of Supervisors redo the 00:20:09
local Governing Body recommendation form and issue a recommendation on whether the license should be granted. Her estimated 00:20:14
completion for construction is June of 2025. The Clerk of the Board's Office recommends to proceed with the public hearing and I 00:20:20
have. 00:20:25
Can take any questions. 00:20:31
Thank you, Sam. Supervisor Humphrey. 00:20:32
Mr. Chair, I have no questions, but I do have a comment at at first. 00:20:35
The. 00:20:41
You know, I've visited with staff and as Mason. 00:20:42
And they thought that it was going to be opened and and the building is not ready to to be open. 00:20:44
But but at this time, she's not applying to open it. When when she purchased it, the the license was on hold. It wasn't being 00:20:50
operated at that time. 00:20:55
And so it's been a length of time that the state wants to. 00:21:00
Of. 00:21:05
To reapply for that and and she still wants to keep that on hold. So I I think it's a great thing The Rock house had been 00:21:06
operating forever. 00:21:11
And and I think when she is able to do construction. 00:21:16
That, that then it'll come back before us, but then. 00:21:19
Public works and and the planning and zoning and everyone will then look at the building closer. But right now there's there's no 00:21:23
need for any of that because it's just just to keep it. 00:21:28
Active. 00:21:35
About on hold. 00:21:36
Supervisor Christiansen. And no questions and neither do I. But I do have a comment. And I really want to thank Carol Mace for all 00:21:38
the work that they've done there. And there has been. Hang on just a minute. Yeah, come on up. Carol, I have to apologize. I am 00:21:44
completely hearing impaired at this point in my life. I never heard a word you said or any of you. I apologize. But I will tell 00:21:50
you something about myself. 00:21:56
I was raised in this area. Globe, Miami. 00:22:02
I raised my family here. We I married my husband Bob. He ran the airport at Globe for. 00:22:05
Years with his father before him. 00:22:11
So we spent. 00:22:13
Our entire life in this community. But when the the. 00:22:15
The county, I guess in the city, decided to let go of the airport. It went back to the Indian tribe. We stayed there for several 00:22:20
more years and then we left and moved to Globe and opened our business down there. I'm a commercial, I'm a pilot, I'm a multi 00:22:26
engine writing. My husband's all rated helicopters, everything. All of us, my whole family. 00:22:32
Uh, we're in the airplane business and and Mesa. You can go to our website. 00:22:38
Www.maceaviation.com. 00:22:44
And you'll see what we do. I was a builder in Gold Canyon. I had two communities. I had a. 00:22:48
A town home community and a custom home community. 00:22:53
I built. 00:22:57
Had 22 locks in each of those build. Those are all built out. I think there's a few empty lots that someone bought. 00:22:58
I didn't sell them to him, but anyway. 00:23:06
So I've been in the building business my whole life. 00:23:09
And my husband and I have also ran our aviation business. I saw that property out there and completely fell in love with it. But I 00:23:11
have to say that every time I drive by there, I kept saying Oh my God. 00:23:17
This place really looks terrible and there's some that work well, so we got busy and we cleaned the place up. 00:23:23
However, those weeds don't stop growing. They continue to grow. And when it rained like it did this last season. 00:23:31
We literally spent our whole life mowing. I did anyway. My daughter and I mowing weeds. 00:23:38
But we've stopped mowing. When it got hot, we were afraid we're going to set the the field behind us on fire. 00:23:44
Because there was fires all over the place. But anyway we look forward to developing that property. 00:23:51
And it's going to be very similar to what it is now, but a very upgraded version of it. And so that's our plan for that property. 00:23:57
And I apologize that I didn't hear anything you said. 00:24:03
Ohh, yes. I'll be good in that bar. I'll get a bunch of guys in there drinking. I won't hear a word. There you go. Yeah, that's 00:24:09
perfect. 00:24:12
I've never run a bar before, I'll tell you that. Well, first time for everything. Well, thank you so much and I want to thank you 00:24:17
guys for what you've done down there. 00:24:21
I can't. 00:24:25
Come up because they'll be on record anyway. I just wanted to make sure and thank you and your husband for what you're doing up. 00:24:26
Does look way better than it did. 00:24:32
I've never worked so hard in my whole life, but I have to say that I've enjoyed it more than anything I've ever done. Yeah. 00:24:35
Thank you. 00:24:41
From my house. 00:24:43
Yes you do. 00:24:47
Alright. 00:24:51
Forget there. I'll open the public hearing now. 00:24:52
And. 00:24:55
We'll we'll start with Globe and Globe's done. So we'll go to pacing through everybody and pace and Joseph. 00:24:56
We're good. So with that, I'd entertain a motion. 00:25:02
I'll close, close the public hearing and entertain a motion. 00:25:05
Mr. I moved to recommend. 00:25:08
To the Arizona Department of Liquor Licensing Control. 00:25:10
To approve the liquor license application submitted by Carol Mace for the Rock House River Ranch. 00:25:14
I will second that having a motion and a second all in favor. Do so by saying aye, aye, aye, aye motion carries. 00:25:21
Yeah. 00:25:27
All right. So we're done with presentations. We'll go on to regular agenda items. 00:25:28
4A. 00:25:34
Information Discussion Action to elect a Chairman and Vice Chairman of the Board of Supervisors. 00:25:36
For a term of 16 months which will become effective. 00:25:42
Immediately after the October 3rd today's meeting, Board of Supervisors regular meeting and James. 00:25:45
This chair remembers the board. 00:25:52
It has been our typical common practice as the vote for the Board of Supervisors to have a rotating. 00:25:54
Chairmanship for the Board of Supervisors. 00:26:00
Of approximately equal length of time for the four year term that each of you are elected. 00:26:03
Uh. 00:26:10
That term was for. 00:26:11
This election cycle to ours, Humphrey was the Chairman from January 20, January 1st, 2021 through April 30th, 2022. 00:26:13
So I decline Chair Recline has been from May 2022 through till now. 00:26:23
And it's for your consideration. 00:26:28
That uh. 00:26:31
To determine if you would like to select a new chairman. 00:26:33
And to have that opportunity for this last third of this election cycle. 00:26:36
Change. Thank you, Supervisor Humphrey. Comments, Questions, discussions. 00:26:42
OK. 00:26:47
You know the there's a lot of thought that goes into something like this and. 00:26:49
And a lot of work, especially when you have pandemics and fires and things like that going on. 00:26:53
So yeah, there's a. 00:26:59
There's just a lot of thought that goes into it, but. 00:27:02
I I believe that. 00:27:06
I I've been chairman several times since you've been chairman several times and. 00:27:09
And I I I think that. 00:27:14
Bends it supervisor Christian has not been chair. 00:27:17
As of yet, and has had his seat for a while. 00:27:21
Mr. Chair, I would probably like to nominate Supervisor Christian for chairman. 00:27:25
And I for coaching. 00:27:30
Supervisor Christensen, Are you ready? 00:27:33
I don't know, but I will second that motion. I'm gonna say if he doesn't know, I'll change it. 00:27:36
That's why I'm asking. We have time. 00:27:44
Yeah, I'd be happy to serve in any capacity. 00:27:47
Than anyone asked me to And so I'll second that motion that was. Well, hang on there for a minute. You'll get your chance here 00:27:50
real shortly. I did. I I like, I like the 16 month rotation. You know prior to us coming on the board, I believe the chairmanship 00:27:55
set in one position for a long time. 00:28:01
Whatever the reasons was I I don't care. But but since we've been on the board, I do feel like it's. 00:28:08
It's only fair that we each have a shot at it and there is added responsibilities. 00:28:13
The the one thing that I will say and and from my standpoint in particular. 00:28:18
You know, chairmanship is just about this meeting. That's really all it is. 00:28:23
I mean, there's times when you'll get a phone call to work on an issue or whatever, but. 00:28:27
But it doesn't give anyone of us any extra powers. It doesn't. 00:28:32
And it still comes. Everything comes down to the majority of the board. 00:28:37
And so. 00:28:40
But I think with that being said, I think it's fair that we all have an equal share in the chairmanship and. 00:28:41
And and it's good experience. It really is. I mean you. 00:28:47
You you deal with a few things that you wouldn't maybe normally deal with, but overall it's a good experience. So I'm I'm glad 00:28:51
that the 16 month rotation and the way it's been going. 00:28:55
I know we we held Steve back when it first started to Steve was known as position. 00:29:00
Remember he he would have stepped right straight into the chairmanship at the time and. 00:29:06
And we just switched, you know, basically me around. 00:29:10
And to do that so. 00:29:14
So I'm game beneficial. Ohh. Well I I'm pretty sure it was, you know, because I could. I could only go back to tell you when I 00:29:16
first stepped on this board, I was totally lost. 00:29:21
You know, and probably still AM today to some extent. 00:29:26
So, you know, I'm saying, yeah, yeah, so, so anyway, James, Chairman, I I just want to express appreciation to each of you. 00:29:29
As. 00:29:39
Elected representatives of HeLa County. 00:29:40
You're the ones that control. 00:29:43
The financial things which you have to allocate dollars to do absolutely anything. 00:29:44
I I'm appreciative to each of you for your sacrifice. 00:29:49
The one is to step out and be in public. 00:29:53
And represent and be the face of Heela County, so. 00:29:56
Umm. 00:29:59
I I appreciate each of you. 00:30:01
Thank you, James. Yes, Sir. And and one more thing it you know. 00:30:03
And a lot of these agenda meetings and things that come on the agenda and people that have tried to get on the agenda know that 00:30:07
it's sometimes difficult and takes time to get on the agenda. 00:30:12
And so a chairman and and. 00:30:17
And James. 00:30:20
County manager. They're the ones that that kind of figure what's going on, the agenda. 00:30:22
And so it's nice to work with a board instead of one person being chairman all the time. 00:30:27
It gives us like if I have a a something that I really would like to get on the agenda or some of my constituents do. 00:30:33
Then that will help. 00:30:40
Me. 00:30:41
Get things on the agenda. 00:30:42
And so it's nice to work with a board that we do work for our constituents and willing to to pass this around so. 00:30:44
If the people in Young really are asking something. 00:30:53
Then you can help with the people of patient in that area or like my district so. 00:30:56
It's great to work for a board that we don't. 00:31:01
We don't mind sharing and working together. 00:31:04
For the betterment of the county. 00:31:06
Thank you for that team cause you're right and one thing I will say whether. 00:31:08
You know, I feel like as a board we do work very well together and there's times we disagree and there's think things that we vote 00:31:13
differently. 00:31:16
But overall we do work good together and. 00:31:20
And all that and so and I've always felt like whether there's an agenda item that me as chair agreed with or not. 00:31:23
It would come up. 00:31:30
In in this group for discussion because I'm. 00:31:31
I'm not the one to sit there and say yay, nay or whatever on on things. 00:31:35
Like that it's it's up to our board to do that and then the majority rule so. So I think as Chairman shift that's really, really 00:31:39
important to keep in mind but you know you know the other thing you know if you think back to the time we were. 00:31:46
Really having issues with the contracts and getting things. 00:31:53
Moving basically. 00:31:57
And our processes, you know, the Chairman has the ability to call special meetings working with the clerk of the board. 00:31:59
Which were were? 00:32:06
We have a plus there since James is Kirk to the board and manager to boot. So that's that was something that really came to light 00:32:08
with me this last 16 months that that is a big help. 00:32:13
On that Not that we did a lot of it, but. 00:32:19
But it could happen so. 00:32:22
There's no discussions about cultural emotion. 00:32:24
Mr. Chair, I move to appoint Steve Christianson as Chairman of the Board of Supervisors and appoint Tim Humphrey as Vice Chair. 00:32:27
Of the Board of Supervisors that will second that having a motion and second all in favor, do so by saying aye, aye, aye, aye, 00:32:36
motion carries. Thank you, James. 00:32:40
OK, moving on to B I'll need a motion to recess as the Hennepin County Board of Supervisors. 00:32:45
And convene as a Helix County Board of Deposit. 00:32:52
So move chairman having a motion. 00:32:56
Motion in a second. All in favor, do so by saying aye, aye, aye, aye. Motion carries. 00:32:59
And Marin. 00:33:05
Good morning. Good morning. Chairman, Chairman and Vice Chairman, right. 00:33:07
For today, at least. 00:33:12
Umm. 00:33:13
We're here this morning with our renewal for. 00:33:14
Ohh, I'm sorry with our. 00:33:18
Banking services contract for your approval. 00:33:21
We went out to. 00:33:25
For proposals. 00:33:27
And solicited proposals from. 00:33:29
Relevant. 00:33:31
Vendors. 00:33:33
And we received one proposal from JP Morgan Chase Bank. 00:33:34
And we are here this morning to request your signature on the contract for that. 00:33:38
Bitter. 00:33:43
Thank you, Mayor. Supervisor Humphrey. Comments or questions? I have no comments, Supervisor Christiansen, Neither do I. Thanks 00:33:44
man. Same as last time, right? 00:33:48
Everything. 00:33:53
Yeah, yeah. Thank you, Mayor. And with that, I'd entertain a motion. 00:33:55
Mr. Chair, I move to hoard a contracted JP Morgan Chase Bank in response to request. 00:34:00
Or proposal number 061423. 00:34:06
As presented. 00:34:10
I will second having a motion in a second all in favor do so by saying aye aye aye. Motion carries and I'll need a motion to 00:34:12
adjourn as HeLa County Board of deposit. 00:34:16
And to reconvene as HeLa County voter? Super. So move. 00:34:21
I'll second that motion. Second, all in favor to do so by saying aye. 00:34:26
Aye, aye. Motion carries. Thank you, Mayor. Thank you. 00:34:30

I do have if you have any further questions, I do have both John Castaneda and Paula Horne live from the TCM building. 00:35:59
Free Indeed. Further questions. Perfect, David. 00:36:08
Supervisor Humphrey questions comments. 00:36:11
Well, I got comments and questions. My first comment is we probably should get 2 trucks for that amount. 00:36:14
That that's a lot of money. Yeah, that's my comment and and my question is? 00:36:20
Is are are you pulling trailers or something with that truck? I'm just wondering why we need a three quarter ton vehicle? 00:36:26
Today I can answer that. So yeah, we're going to be hauling our our mobile unit that we have right now. It's a mobile trailer. 00:36:34
We've had a lot of issues with the. 00:36:39
Um, the trucks that we are using right now, they overheat. 00:36:44
I'm pulling our trailer and we've had to pull over with animals in the back of the trailer. 00:36:49
We've had the cost staff to use their personal vehicles to come. 00:36:54
And get our trailer and continue on to the event that they're going to. During the fires we've had to use the our personal 00:36:57
vehicles to to pull horse trailers. We've had to pull a flatbed trailers to move hay from one area to another. So in our the 00:37:05
trucks that we're using right now are just not equipped to do that. 00:37:12
And so we are having some issues with that. 00:37:21
Umm. 00:37:25
Mr. Yeah, Thank thank you very much. We, we do a great job. We're not good at telling great stories. 00:37:26
And so sometimes I ask questions to expand on, on actually what you're doing. 00:37:31
And so thank you very much and and it shows how much you do do. 00:37:36
And have used personal vehicles. 00:37:41
Because you you didn't have the proper proper equipment, I still think we should have two for that cost, but thank you very much 00:37:44
and I do believe that's real justified. 00:37:48
Supervisor Christensen, thank you. I just comment I, I talked to David earlier, so I kind of understand what we're doing. So thank 00:37:53
you, David. 00:37:57
Dude, I got a question for you. I'm not, I'm not hammering on you or anybody, but you know, we bought those 350 dump trucks. 00:38:03
And they're over overloaded, even though you guys have beefed up the suspensions a little bit on them. 00:38:11
What would be the opportunity of taking and and changing this to a 550 and then take one of those three 50s out of public works 00:38:17
and give it to the animal? 00:38:21
And then we have an adequate truck for those. 00:38:25
Spreaders. 00:38:27
I mean that that could be doable, but I'd have to. 00:38:32
Figure out who would be doing it because at the moment we don't have the staff to do it. 00:38:35
Or the time. So I mean that could potentially be an option that we could look at. My thought is for 115,000. I can't imagine that 00:38:40
a 550 cabin chassis would be much more than that. It shouldn't be. 00:38:47
And then we can take those four 50s that. 00:38:55
Or three 50s that you purchased. They don't have very many miles on them. 00:38:59
And we just roll one of those into your animal control folks. 00:39:03
If I if I can add something real quick the the cabin chassis, but that includes the the the new cab that's going to go on the back 00:39:08
of that animal control truck here. 00:39:13
Cool. I mean, that ain't coming with the truck that's gonna be coming probably from another vendor or some. 00:39:19
Or a roundabout way. 00:39:25
But but no, no worries there. He's still going one of those one of those three 50s that we have. 00:39:27
We're running those, those, those spreaders in public works on the highways, on their their marginal. They will work. I will say 00:39:33
that they are marginal when it comes to weight. 00:39:38
And and the other big difference that, well, what we're asking for here is actually a crew cap. 00:39:44
And the trucks that the, the roads department currently has are single cab. So with the Crew Cab, obviously you can sometimes we 00:39:49
don't get everything we want, David, this is true. But yeah, you know that's what we were requesting and we were requesting Crew 00:39:54
Cab. 00:39:58
Just for. 00:40:03
The option to at home more. 00:40:04
Staffing. 00:40:06
I guess the word right so but. 00:40:07
That's what all the. I mean the issues. John might have a really big pet dog that needs to be at the next Crew Cab, but maybe not. 00:40:10
I don't know. So. 00:40:14
So anyway, I wanted to throw that out there on the table for as an idea because that is a way. 00:40:21
We can avoid an issue with what we have and we still have really good trucks sitting there as well. 00:40:26
Comments or questions from the boards that provide the Humphrey. 00:40:33
I'm. I'm good. I've made my comments. Thanks. 00:40:37
To propose a Christian. So the other thing I would say is if we, if we go ahead and approve this. 00:40:39
With the caveat that David would look into. 00:40:45
What your? 00:40:49
Asking. 00:40:51
And see whether or not we could change. 00:40:52
Later. 00:40:57
Have a report on that. Go ahead and move through this motion. 00:40:58
And then have him report back whether or not we should I change it. I don't think we should do that. I think we should make a 00:41:01
decision, we buy a 350 or we buy a 550. 00:41:06
And we averted an issue with our 350. 00:41:12
Or we go ahead and and and keep them like they are and run with the animal control rig. 00:41:15
Because I mean the options are there, they David knows that five 50s are out there and. 00:41:21
And all that. 00:41:26
OK. Then that another question for me. OK. 00:41:28
You say we don't have the staff, we don't. 00:41:32
We don't have the talent or we don't have the numbers. We don't have the numbers. 00:41:35
OK, so. 00:41:40
If we did change a motion, then animal control would do without. 00:41:42
Because we don't have the people to put together. 00:41:47
Your recommendation? 00:41:50
From what I understand, so my understanding Homeric can correct me if I'm wrong. From or David Cantu, but. 00:41:52
We have vendors out there that can do this. If we don't have it in house, I'll guarantee you there's somebody here. 00:41:59
Here very close that can switch a unit around. 00:42:05
Yeah, I I definitely do. I could find someone to. What we would have to do is remove the bed from the current one, and then we'd 00:42:08
have to actually somehow figure out how to shift this to I I can't remember. 00:42:13
Umm. 00:42:20
When we bought one, if we were to buy this truck here, it would be drop shipped to this facility and I can't remember if it's in 00:42:22
Oklahoma. Do you remember, John? 00:42:26
I think it is Oklahoma. I'm not sure. 00:42:31
So it would be drop shipped to that location. So we would have to find a vendor to remove all of our stuff. 00:42:33
And then we would have to. 00:42:39
Somehow get it transported to this vendor. Do we not have a vendor in Arizona, David? 00:42:41
That does this custom dog stuff, no? Why do we need custom dog stuff? 00:42:47
Those, those, those channels or those units on the back of those trucks are made by a manufacturer somewhere that can be shipped 00:42:51
to some other. 00:42:55
Outfit whatever state there is to put this together. To my knowledge there's there's two big companies in the United States that 00:43:00
do these custom like dog boxes ones in Florida. 00:43:05
And the other ones like in I think it's Oklahoma, I'd have to double check on that. 00:43:11
But they're built. 00:43:15
Custom from the ground up so when they received the truck they start building the bed. It's they don't just build the bed and ship 00:43:17
it to you. 00:43:20
And these and these care, this climate control in the back of these things. So they're not out in the the sun and the heat and you 00:43:25
know, cold, snow, rain and stuff like that. They're all climate controlled in the back. So you're telling me that every animal 00:43:33
control unit we see in the state of Arizona is put together in Florida, Oklahoma, some other place? 00:43:40
For real. 00:43:48
Yes, Sir. 00:43:49
Homer. 00:43:52
Help me here because I'm having a pretty rough time right now. 00:43:53
This is what the the Good morning Chairman and board members sorry that I didn't. 00:44:00
Great, you are here. 00:44:04
Umm. 00:44:06
This is what we do at the board meetings. We even though it's not a work session, we you get to make a decision based on the input 00:44:08
that that that we provide and the information we provide and unfortunately. 00:44:13
We we don't have a good answer for the for the good suggestion that the chairman has has made. 00:44:19
OK. 00:44:24
Is Can we swap these vehicles? 00:44:25
On the one hand, if we allow, if we buy a 550 that'll be using her money, we have her money so available to do that. 00:44:27
It would increase the capacity of what health can do with that vehicle. 00:44:35
We would have a 350 that's already here that we wouldn't have to buy that we could then equip. We just have to find the vendors 00:44:39
that are able to make that those those. 00:44:44
Those changes. 00:44:49
We were going to use vendors to make those changes. As it is, we're buying something that's used by animal control in many places 00:44:51
of the United States and we were going to have someone equip the truck with that. 00:44:56
I think it's fair for us to ask that this item be tabled. 00:45:02
Give us some time to think about this particular option and see how we go forward, OK? 00:45:06
So I, I, I I don't disagree. But one question for you guys is are we up against the window again when it comes, when it when it 00:45:12
would come to? 00:45:16
Purchasing A. 00:45:20
One of these vehicles. 00:45:21
Or is that kind of settled out no more open now at the start of the year? 00:45:24
You know, we were told it was back to normal order when you need to and do what you need to. 00:45:28
But now with UH. 00:45:33
The UAW striking. 00:45:34
I've been told that all orders are going to be affected. 00:45:37
Possibly all of this year and all of next year's orders. 00:45:40
Are probably going to be affected by this strike, so. 00:45:44
I've kind of the same thing. It's already started, so we may have time to decide this. We're out. I'm up for a motion. 00:45:47
I I have a question. Sure. I'm gonna make a motion. 00:45:57
So. 00:46:02
If we approve this, you'd have to order the truck today. 00:46:03
Or this week, Yeah. And and how long would it take to get here? 00:46:07
With the strike going on, I I don't know that anyone could give me an honest answer. OK, so so if if we ordered one today, we 00:46:12
don't know when we're gonna get it. 00:46:16
I believe that's correct and and and if you worked on the the transfer that. 00:46:21
Supervisor Klein. 00:46:27
Ask you to look at how how long would it take you to? 00:46:29
To come up with whether you could or couldn't or cost difference or. 00:46:33
Availability and that kind of stuff. 00:46:38
Not sure but. 00:46:42
I could work on it. 00:46:44
I know. 00:46:47
Give me a couple of weeks I could probably come up with. 00:46:48
See if I can even find the vendor that'd be willing to take this on OK. 00:46:51
OK, well that that's why I'm asking because. 00:46:55
If if it's only a couple weeks and we don't know when we get the truck, if we ordered it anyway. 00:46:59
Then that would give two weeks of time. 00:47:05
To at least look at the the recommendation. 00:47:08
All right. 00:47:12
And and so. 00:47:14
I guess with that question I'll give a motion in my supervisor. 00:47:18
Go ahead, Christianson would care to. 00:47:22
Mr. Chair, I'm I move to table this item until our next meeting. 00:47:25
To get a report. 00:47:30
And John, thank you and we will help you with the truck if I could in my opinion. 00:47:32
And and we're just, we're just not sure where, when or how long it'll take us to get that. 00:47:37
OK. 00:47:42
OK. I will second that having a motion. And second, all in favor, do so by saying aye, aye, aye, aye. Motion carries. David. Thank 00:47:44
you. Thank you. On to the information discussion, action to approve Amendment #1. 00:47:51
To contract number 060322. 00:47:58
On call Pavement Marking with Traffic Safety Incorporated to extend the contract term from September 20th. 00:48:01
23 to September 19th 24. 00:48:09
For you not to exceed the amount of $150,000 for a period of one year with the option of two one year renewals. 00:48:12
Homer, good morning. 00:48:20
UM chairman and board members again. 00:48:23
Tom would be presenting this item and some of the other items I'll be presenting for him. There is a Stagecoach Rd. the pre 00:48:25
construction meeting taking place and we flipped the coin he lost so he had to go to that meeting and I'm here. 00:48:32
So the agenda item is is a request for approval for amendment number one to contract number 0603222060322. 00:48:40
For uncalled pavement marking. 00:48:52
To Traffic Safety incorporated. 00:48:55
For an amount not to exceed $150,000 from September of this year to September of next year. 00:48:58
We normally have these contracts annually. 00:49:05
The last, the last time we did it, we we we selected the Traffic Safety Incorporated to provide this service last year we spent. 00:49:09
$124,000 on on traffic marking and we expect to spend. 00:49:18
A similar amount this year and therefore we're asking for the 150 not to exceed 150. 00:49:22
Alright, so it's at the recommendation for the public works. 00:49:28
That the Board of Supervisors approved Amendment #1 contract number 06/03/22. 00:49:32
For uncle pavement marking with Traffic Safety incorporated for amount not to exceed $150,000, I'm happy to answer questions. 00:49:38
Thank you, Homer, Supervisor Humphrey. 00:49:43
I'm just glad to hear that we're going to be doing some chip sealing or roads that we're going to need striping for. 00:49:48
I I I'm excited about that. So, yeah, that's all I have. Supervisor Christensen. Yeah, I have no comments. Thanks and I'm good too 00:49:54
as well. So I'd entertain a motion. Mr. Chair, I'll move to approve amendment number one to contract number 060322 with Traffic 00:49:59
Safety Incorporated. 00:50:04
Any amount of $150,000 or not to exceed $150,000. 00:50:10
As presented, Mr. Chair, on second thought having a motion, and second all in favor, do so by saying aye, aye, aye aye Motion 00:50:14
carries on to E Information Discussion Action to adopt Resolution #23-09-06. 00:50:22
Authorizing the execution of an intergovernmental agreement AG contract number. 00:50:29
P00 One 202-300-0948. 00:50:34
With the State of Arizona acting through its Department of Transportation, allowing for distribution of appropriate state surplus 00:50:41
funds. 00:50:45
In the amount of $243,000 or $243,600 to be used on the highway safety improvement project on Houston Mesa Rd. Homero. 00:50:49
Thank you. 00:51:02
This project is to provide 5 foot shoulders and install centerline and edge line shoulder rumble strips on 4 1/2 miles from 00:51:03
Houston Mesa Rd. 00:51:08
It uses a Highway Safety Improvement Program funding for the most part. 00:51:13
Um, and we don't have a final estimate from the engineer. 00:51:17
At this point in time, we if we were presenting all that information later on. 00:51:21
But we do know that we've asked the a doctor to help us with additional funding, knowing that it's gonna be more than the original 00:51:26
budget. 00:51:29
And actually a doc came through with $243,000. Sixty $243,600. 00:51:34
To help us fund any additional. 00:51:41
UH, inflation related expenditures that we will have on Houston Mesa Rd. 00:51:44
The 8 dot is an initiative that they knew that the the budget. 00:51:49
Worth. 00:51:54
Inadequate and on the on their own pursue this money for us and and brought this to us and so that's a kind of partnership 00:51:56
sometimes that we we find that they that we appreciate that. 00:52:02
So. 00:52:07
With that, we'd like for the board to approve this. Enter this IGA. 00:52:08
For Houston Mesa Rd. Improvement Project. 00:52:15
Thank you, Homer. Supervisor Humphrey. 00:52:19
I have no questions. Mr. Chair, Regent Fishing. Thank you. No questions. 00:52:22
Yeah, that's a good deal, Homer. Thank you for all that. And with that, I'd entertain a motion this year. I moved to adopt 00:52:26
resolution #23-09-06. I will second have a motion in a second. All in favor to do so by saying aye, aye, aye. Motion carries on to 00:52:32
F information, discussion, action to approve contract number. 00:52:39
Ctr. 063953. 00:52:46
Where Santic Consulting Services incorporated to provide engineering design services for the Monroe St. improvement Project in the 00:52:49
amount not to exceed. 00:52:54
123. 00:53:00
$1495.51 Homer, you're it again. 00:53:02
Thank you, Chairman. 00:53:07
All of you know in order to leave the parking lot from from the board. 00:53:10
Chamber here and and the courthouse and make a left hand turn on Ash St. You need to you're you're not allowed to do that. You 00:53:15
need to use Monroe St. 00:53:18
Monroe St. has a significant problem with it, a line of sight because of the hill. 00:53:23
That doesn't let you see oncoming traffic, and it has an immediate stop right after the hill. 00:53:28
The county has in the past looked to see what they could do with Monroe St. and actually have started some engineering and funded 00:53:33
some engineering projects in the past. 00:53:37
Uh, we we want we could we work with Stantec Consulting. They're under state contract. They've done other work here. They're doing 00:53:42
the work for BHP and the hospital, the roundabout, they did the sidewalk work for for Golden Hill. They're reputable, good 00:53:47
company. 00:53:52
And we would like to use them. 00:53:59
The work would include changes to that road elevation, reduce the hill as much as possible and to blend it in with the adjacent 00:54:01
parking lots, especially the one on Guerrero, the Guerrero building. 00:54:06
And provide access through the parking lot adjacent to the courthouse. 00:54:12
Umm. 00:54:18
The. 00:54:20
They will be using the work that has been done in the past, but it's done by an engineering firm that is no longer functioning. 00:54:21
How much of that they can use? Various Besides the road elevation, there's keystone walls that need to be built to retain the wall 00:54:28
adjacent through Monroe St. 00:54:33
And there is some. 00:54:38
Significant sewer lines that need to be relocated. 00:54:40
And and and therefore the cost is up $123,495.51 to do the engineering design. 00:54:45
And uh, we've worked with county manager. 00:54:54
Mr. Mandela. 00:54:57
And he has offered to be Monroe Street. By the way, it's a county maintained Rd. 00:54:58
And and it is on our records as a county maintained road and it's been like that for a long time. 00:55:04
But because we are doing work on, on, on, on some accesses to the parking lot and because it is a safety issue for county 00:55:10
employees and others that visit us. 00:55:14
A county manager has agreed to help fund 50% of this design project. 00:55:19
And and with that, we'd like to request board approval so that we can proceed with this improvement to our facilities. Thank you, 00:55:24
Homer. Supervisor Humphrey. 00:55:28
Yeah, Omar, with with retaining all on the uphill and downhill side, we can be able to widen that road any by dropping the 00:55:34
elevation. 00:55:38
We can we can certainly consider that as part of the yeah, because right now it's really narrow and like you say when you come 00:55:43
over you can't see and sometimes it it's really. 00:55:48
Really difficult and and and it's not. 00:55:53
It's not very wide for the drop that it has, so. 00:55:56
I was just wondering, you know, I don't know where our easements are on that, but I would. 00:55:59
Hopefully they're they're wider than that road area is. 00:56:04
And if we're going to do retaining walls, it would be nice to be able to. 00:56:07
To widen that as well, thank you, we will design. 00:56:11
Of course. 00:56:16
Kind of has been started, but it hasn't been started. We have a design from someone else, but there's no no engineering firm. 00:56:18
We'll take that design and put their stamp on it. So they need to do their work and the suggestion. 00:56:23
To maximize the width of Monroe Street is it's a very good one and we'll take that back to as part of their. 00:56:28
To Do List. 00:56:35
Thank you, Homer. Thank you, Mr. Chair, Supervisor Christensen. Thank you, Chairman. I don't have any questions. I'm good as well 00:56:36
tomorrow. So with that, I'd entertain a motion. 00:56:40
Moved to approve contract agreement numbers Ctr. 063953 with Stantec Consulting Services Incorporated in the amount of $123,495. 00:56:45
And $0.51 as presented. 00:57:01
Mr. Chair, I'll second that having a motion and a second all in favor. Do so by saying aye, aye, aye, aye. Motion carries. 00:57:03
G Information Discussion Action for the Board of Supervisors by Unanimous Consent. 00:57:11
To approve the salary portion 1.56 acres of Heela County owned parcel number. 00:57:16
207-23-011K. 00:57:22
To Copper Valley Regional Medical Center, CV, RMC and amount of $9900. 00:57:27
Which is 90% of the appraised value and authorize the Chairman's signature on the related quick claim deed. 00:57:33
Conveying the property to Copper Valley, Homer. 00:57:41
Thank you. 00:57:44
Cobra Valley Regional Medical Center has expressed an interest in buying the 1.56 acres. It's a portion of APN 207-23 Zero 11K. 00:57:46
And there's a legal description in the in the board agenda item. 00:57:57
Exhibit A that shows that particular portion. 00:58:01
The intention for. 00:58:05
The Cobra Valley Regional Medical Center is to build a flood wall to protect the hospital infrastructure. 00:58:07
In the storm following the Telegraph Fire, they used the jersey barriers K rails. 00:58:13
To protect their site and it is at at that approximate location where they would be building the the flood wall. 00:58:19
Umm. 00:58:26
There's a legal statutes that guide us on selling real property to. 00:58:28
Nonprofits and government entities as well as private citizens. 00:58:34
And that's found in ARS 11251, paragraph 9. 00:58:39
And it requires that if the property for sale is a real property, the board shall have the property appraised by an appraiser who 00:58:44
is licensed or certified. 00:58:47
The appraiser shall establish our market value for the property. The minimum acceptable bid for the purchase of the property shall 00:58:52
be at least 90% of the market value. 00:58:57
It goes on to state that a county, with unanimous consent of the board and without public auction, may sell or lease any county 00:59:02
property for specific use. 00:59:06
Joining solely charitable, social or benevolent nonprofit organization. 00:59:11
Incorporator or operating in the state? 00:59:16
In in. 00:59:19
Cover Valley Regional Medical Center. 00:59:21
Satisfies the requirements of of of a nonprofit. 00:59:24
In addition to that, that paragraph 9 also requires that the board deems advantageous. 00:59:28
For the county for sale or the the. 00:59:34
Board deems unnecessary. 00:59:37
Or that the board deems unnecessary use by the county. That this property is not necessary for the county and it is advantageous 00:59:39
for the county to take this action that's not found in the board item. But I wanted to make sure that you understood that in 00:59:45
making this decision you're also making a decision that it is advantageous for us to do this and that it did and that that 00:59:51
property is unnecessary for use by the County. 00:59:57
So that property is in a floodplain. 01:00:03
It is also an erosion set back. 01:00:05
Area where you couldn't build. 01:00:08
If we we we use that property as as a way of. 01:00:11
Uh. 01:00:16
Managing the waters that throw. 01:00:18
Through that area. 01:00:21
Um. 01:00:22
The appraiser. 01:00:24
Realized that this was a floodway as well as in erosion, setback area and considered that in his appraisal. 01:00:26
And for all of these reasons. 01:00:36
Staff would like to recommend that the board approve the sale to Cobra Valley Regional Medical Center. 01:00:39
Are the 1.56 acres that are shown in the activity. 01:00:45
Thank you Homer. With that I will ask if if if you wanna do you have anything on Speak of Rally, I think. I think it's a. 01:00:49
That, you know, my opinion is a good deal, but you know, we'll go on. Supervisor Humphrey comments questions. 01:00:57
No, I I just almost embarrassed the selling this property to protect themselves. I know it floodwaters because we. 01:01:03
As a county could not get funding to help. 01:01:10
With any of that Russell area from rebuilding the road. 01:01:14
To protecting the APS, to protecting the hospitals, we've been unable to to obtain funding. 01:01:18
From the federal government to help us restructure our. 01:01:25
Our community that that we have to. 01:01:29
Sell property to an entity to protect themselves. Because we can't. And I I'm I'm embarrassed to do this, but I support it on it. 01:01:32
Do you want to say anything just because you're good? 01:01:43
Yeah, who would think that something so simple? 01:01:51
Could be so complicated. There's a couple hospital build a flood wall. 01:01:54
But as one writer, I read. 01:01:58
Said it was apparent when the. 01:02:01
Legislature. 01:02:03
Created the requirements for selling county property that they were afraid. 01:02:05
The county Board of Supervisors, we're going to give away county property to their friends. 01:02:09
And so they created the statute. 01:02:13
And that's what we have. We have to work within the framework of the statute that they gave us. 01:02:16
You wanna sell property? 01:02:21
There are a couple of things that I think would be good if you include in the motion what. 01:02:22
Romero said about. 01:02:26
That is either advantageous to the counter to sell it. 01:02:28
Whether the board games are necessary. 01:02:30
And also that is for the specific use. 01:02:33
Ohh. 01:02:36
Building a flood wall. 01:02:36
Thank you, Jeff. And I totally agree with your analysis of that statute, but. 01:02:38
You know it is crazy. Supervisor Christensen. 01:02:43
You. 01:02:47
Yeah, I think it's a great idea to do it so. 01:02:48
But. 01:02:51
Whatever COBRA does with it, it's not going to affect the flow rates or anything. 01:02:53
Ohh, create a negative. 01:02:58
Water diversion of some sort? Um, it's just to protect them, but not impact anyone else downstream. 01:03:00
Good question and something we considered and we looked at the designs that Jay Floor gave us and this area is outside of their 01:03:08
design requirements to contain the water. 01:03:13
From from from that that flows right adjacent to the hospital. 01:03:18
OK. Thanks. 01:03:24
Thank you. So I I think I agree with surprise Humphrey and everything, but the pendulum never stops in the middle. It goes one 01:03:26
extreme to another. So this is what we're up against, but needless. 01:03:31
Whether or not that's it, I mean whatever it is, this will help the hospital secure that property and. 01:03:37
And it will help us, there's no doubt so. 01:03:43
With that, if Legal doesn't have anything else, I'll entertain a motion. 01:03:48
Mr. Chair I moved to sell a portion of parcel #207-23-0113 to cover Valley Regional Medical Center. 01:03:53
In the amount of $9900 that the board has deemed it necessary. 01:04:03
To build a retaining wall to protect, Cover Valley Regional Medical Center. 01:04:10
I will second that having a motion in a second. 01:04:17
All in favor, do so by saying aye, aye, aye, aye Motion carries. 01:04:20
Thank you. Home, Ohh. You got one more home, Merrill. 01:04:25
8 Information Discussion Action to Adopt Public Works Department Policy Number PW-018 Dash. 01:04:27
Exempt employee emergency pay. Homer. Thank you. 01:04:35
Last year we had what I consider a. 01:04:40
Ohh winner. 01:04:45
Um. 01:04:47
And umm. 01:04:48
We were calling out our. 01:04:50
Our team. 01:04:53
To help with snow removal. 01:04:54
Umm. 01:04:56
So we have our our folks work four days a week. 01:04:58
10 hours a day. 01:05:02
And snowfalls 24/7. 01:05:05
When I watched you. 01:05:07
OK. Oftentimes the team would come out on a Friday. 01:05:08
And come out on a Saturday and come back on a Sunday. 01:05:13
And then on Monday they would check to see what the weather forecast is. Weather forecast is unpredictable. 01:05:17
Often wrong. 01:05:23
And so when they go to bed at night and there's potential for snow their conscience off, that they could be called out or that 01:05:24
they called themselves out, our regional managers that don't wait for me to tell them to come out. 01:05:31
A regional manager for the road yards at Thunder Roll on snow removal. We do during the week talk about what could happen. 01:05:38
But they're the ones that make the call. It's time to go out, and usually the call is made on the side of safety. 01:05:45
That is, there's a potential for the snow to impact traffic or school bus routes or or school school buses. 01:05:53
Et cetera. They are on the side of safety. 01:05:59
Oftentimes when they come out, they don't come out at a regular start time at 6:00. They're coming out at 3-4 in the morning. 01:06:02
So we we have a regional managers, our employees that don't get paid overtime. 01:06:08
And and they're the first ones that I would depend on to to make the call. 01:06:13
One of the things that I think about is in making this, it's it's kind of like a. 01:06:19
It's a little different than how we treat our our, our exempt employees. 01:06:25
In Umm. 01:06:30
You would say, well, they're they're their salary, they should come out anyway. 01:06:32
And and I would say, there's there. James Manlove worked there, asked me to do something this Saturday. 01:06:36
And I worked the tailgate County Manager Mandela. 01:06:41
Right now I want to say that that I have a wedding to go to. 01:06:45
There would be some consideration for that and we would probably say fine, OK. 01:06:50
I go go to your wedding. 01:06:54
Well, I don't have that option with people. When it's snow, snow events, I need for them to come out. It's almost like mandatory. 01:06:56
You don't have a choice, even though it's not your schedule. 01:07:01
And I think it's only fair that these exempt employees, there's only two, there's two regional Rd. yard managers that don't get 01:07:06
paid when they answer the call for weather related. 01:07:11
Uh. 01:07:17
Emergencies. 01:07:18
Umm. 01:07:20
In in So what we're proposing here? 01:07:20
Is that we paid them straight time. 01:07:25
With the time that they come out. 01:07:29
If if that time is approved by either, the board through an emergency declaration. 01:07:30
Or by the director of Public Works. 01:07:36
Now it's a for instance. 01:07:39
The fire that took place on the landfill. 01:07:41
In my opinion, that doesn't qualify. That's a one time event. We answer it and the next day we can come in late. 01:07:44
Or we can call somebody, or we can do different kinds of things. 01:07:51
And SO11 single event for me don't qualify. Is that continuous? 01:07:55
What I taught continually last year that bothered me to ask this one person to come out every day of the week. 01:08:02
And and and tell you have to come out. I need you would depend on you. 01:08:08
And especially this is especially difficult when we're short staffed. 01:08:14
And I can't tell you when we're going to solve the staffing issue. It's a continuous term style for us on people. So out of the 01:08:19
sense of fairness, out of a sense of right out of a sense of rewarding the folks that are that are basically our first responders 01:08:24
for the weather emergencies. 01:08:29
We we would like to ask the board to approve this policy. 01:08:34
I want to thank you for doing this. Supervisor Humphrey. 01:08:40
I have no questions and thank you for for bringing things to our attention. 01:08:44
Not at all. Mr. Chair, Supervisor Christensen, thank you. So Mayor fund to understand these This will apply to people that don't 01:08:50
get an hourly wage, they get a salary. 01:08:55
And because of that. 01:09:02
They would be paid extra for any extra time. Correct. Yeah. OK. 01:09:03
Yeah. 01:09:09
Homer, what you said absolutely true. And we've seen it all the years I've been on this board, You know, I don't know how many 01:09:10
Christmases, Thanksgivings, things of that nature are folks work through. 01:09:15
You know because of snow and weather and and whatnot that goes on that they they really don't have a choice and you know and and 01:09:20
so it's really good to try and pick up that slack and. 01:09:25
And reward them for it, because you you do have to ask a lot out of them when when that's happening, so. 01:09:30
Thank you for doing that. 01:09:37
That I didn't attain a motion, This chair moved to adopt Public Works Department policy. Number P WS-018. Mr. Chair, I'll second 01:09:38
that having a motion, and second all in favor, do so by saying aye, aye. 01:09:45
Aye, Motion carries. You almost have the whole page, Homer. 01:09:52
I Information discussion Action to approve Amendment #2 to Service. 01:09:57
Agreement number 101122 with Meridian Engineering Company. 01:10:01
Increasing the contract by $153,569.43. 01:10:06
For a new contract, total amount of. 01:10:14
$3,097,137.28 and. 01:10:17
Extending substantial completion time to October 8th. 01:10:23
2023, which allows for Arizona Department of Environmental Quality's approval and submission of final. 01:10:28
As built for the Russell Goltz. 01:10:34
Landfill Stage 3A expansion Project Homero. Thank you. 01:10:36
The good news is that. 01:10:44
Works are expected to be completed at the end of this week. 01:10:47
They're putting down the final layer of of of earthen material on top of the of the membranes that that protect the water from 01:10:50
permeating through the soil. 01:10:56
Uh, they worked this weekend, Saturday and Sunday. We gave them an October eight, dropped that date and and they're taking that to 01:11:03
heart and they're working on. We expect them to be done on the later than Friday. 01:11:10
At that time, we would expect to ask bills to be delivered to us by Monday morning so that we can go to a DQ and ask for the 01:11:17
permit and hopefully in a couple of weeks we can open the landfill. 01:11:22
We are receiving material at the landfill right now. We're not falling from the landfill anymore. We're we're storing it waiting 01:11:28
for. 01:11:31
Or show 3/8 to be available so that we can put the material in cell 3A. 01:11:35
This this request for a an amendment to the contract. 01:11:42
Is based on finding another issue that was not picked up in the design of the cell. 01:11:47
The first thing, the first thing that we brought to you was that limited waste that people had violated the limit of waste that 01:11:54
they had. They had actually put solid waste outside of the boundary of the original landfill. 01:12:00
And so when we discovered that, we had to redesign. 01:12:07
How we were putting down the membrane. 01:12:10
It costs us money for the redesign and money to do the additional work that we have to undo some work. 01:12:12
And then redo new work. 01:12:19
In this particular case, the the great amount of water that was received in the springtime. 01:12:21
Actually created the Birch water table to collect water. 01:12:27
And they had. They had examined that in the past and had found no water. 01:12:31
And therefore the design did not allow for any. 01:12:35
Way to remove the water. 01:12:39
Having found the water we have, we have to put in a sump pump and the and the line up the hill that runs the water out of the 01:12:41
bottom of the pit of the landfill. 01:12:45
And and that's and that's what we're paying for with this second. 01:12:50
Uh, Second Amendment that we're bringing to you. 01:12:54
Umm. 01:12:57
So with that, I'll I'll, I'll, I'll request that Amendment #2 to Contract 10. 01:13:01
1122 from Meridian Engineering Company. 01:13:06
That will increase the funding by $153,569.43. 01:13:10
For a total contract of $3,000,000 and 97,137. 01:13:16
Appoint 28 and to extend the termination date. 01:13:20
To October 8th, 2023 for so we can proceed with the final ADQ approval. 01:13:23
Upon receiving the asphalt. 01:13:29
So with with with that we ask for for your approval and happy to entertain any questions. Thank you so much Supervisor Hunter. 01:13:32
Alright, I have no questions I I just hope that. 01:13:40
That shows that what? 01:13:44
Ohh. 01:13:47
Going outside the boundaries can cost us at some point in time, so. 01:13:47
As we go forward, I I hope that people ask more questions and do things as they're supposed to, because it sure costs a lot if 01:13:52
they don't. 01:13:56
Supervisor Christensen, thank you. Thank you, Homero. Yeah, the IT just. 01:14:02
I have a lot more confidence in our current leadership. 01:14:07
Preparing for future. 01:14:11
Ohh things with the landfill that. 01:14:13
We don't. 01:14:17
Have to keep paying. 01:14:18
For past. 01:14:20
Planning past policy. 01:14:21
Past mistakes, whatever. So thank you Homero. 01:14:24
Thanks so much for fixing all that with that entertainer motion. 01:14:28
Mr. I moved to approve Amendment #2 to service agreement. 01:14:32
Number 101122 with Meridian Engineering Company. 01:14:35
As presented. 01:14:40
I will second. 01:14:42
Having a motion in a second all in favor. Do so by saying aye, aye, aye, aye. Motion carries. Thank you, Homer. Thank you. 01:14:43
On the J Information Discussion Action to approve Professional services contract number. 01:14:49
081723 01:14:55
with elections systems and software in the amount of 52,520 dollars. 01:14:58
And $0.66. 01:15:04
From April 18th, 23 through April 17th, 24 with the option for three additional one year renewals to be utilized for maintenance 01:15:06
services. 01:15:11
On elections equipment Marin. 01:15:16
Good morning, Mr. Chair, Supervisor Humphreys, Supervisor Christensen. 01:15:19
And this morning I'm here for our elections department. 01:15:22
This. 01:15:26
Service agreement with election system and Software will provide us with maintenance on our existing elections equipment. 01:15:27
And the reason that it's coming to you in October for an April renewal? 01:15:35
Is that the amount exceeded the $50,000. 01:15:39
Contract standard, so it had to go through the full process instead of. 01:15:43
This shorter process. 01:15:47
And so we're here this morning for your signature on the contract. 01:15:49
Thank you, Mayor and Supervisor Humphrey. 01:15:52
No, no questions or comments. Supervisor Christensen, I'm good. Thank you, Mayor. 01:15:56
We're good man. Thank you. So with that, I'd entertain a motion. 01:16:01
Ohh Mr. Chair moved to approve professional services contract number. 01:16:05
081723 01:16:10
with election systems and software in the amount of $52,520.66 as presented. 01:16:13
Mr. Chair, I'll second that. Having a second, a motion and a second all in favor. Do so by saying aye, aye, aye, aye. Motion 01:16:20
carries. Thank you, Mayor. Thank you. On to consent agenda action items due. That's number 5A through. 01:16:28
OK. 01:16:36
Do either one of you wish to address anything or pull anything off? 01:16:38
Mr. Chair, I'm good. 01:16:43
I'm fine. 01:16:45
And I am as well, said Entertain a motion on that. 01:16:46
Mr. Chair, I moved to accept consent agenda items A through K. 01:16:49
I and I will second that having a motion and a second all in favor. Do so by saying aye, aye, aye, aye, motion carries. 01:16:56
6 Called to the public, and Do we have anyone in place? And Joseph. 01:17:03
Call the public, OK And we do not hear do everybody on YouTube. How many do we get to? 01:17:08
OK, cool. 01:17:16
And so with that, we'll move on to #7 for our updates. James, do you have anything you care to update us on? 01:17:18
Miss Chairman, if I can, there's a couple items I wanted to share with you. One is the County Supervisors Association Legislative 01:17:27
Policy Summit that occurs next week in Flagstaff. I believe all three of you are attending. 01:17:33
As a part of that, there are. 01:17:40
A number of. 01:17:44
Statewide issues that CSA will be presenting. 01:17:45
But then there are individual county issues that there will be for consideration. 01:17:49
14 of them the number of them by. 01:17:54
Pima County. 01:17:57
Hill County does have a couple of All of them want to. 01:17:58
Make sure that we are aware of those and and what? 01:18:01
Our expectation is for our presentation. 01:18:05
First one is item number 10 is the required identification cash payment of property taxes. 01:18:08
This is something that's been identified. 01:18:15
For quite some time with Supervisor Humphrey. 01:18:17
And so Roger Humphrey will be presenting. I'm not gonna Don't want to Steal Your Thunder, but. 01:18:21
It will be. 01:18:25
Addressing the. 01:18:26
Group. 01:18:28
Regarding this issue and. 01:18:28
Addressing blight. 01:18:31
For certain provided property and being able to find somebody that's accountable. 01:18:32
Second one is to. 01:18:36
#11 Streamline locality purchase for state land. 01:18:38
This we have discussed of. 01:18:42
Having. 01:18:44
The ability for governments to purchase state land that. 01:18:46
But right now it's all treated as if. 01:18:50
We are a developer. 01:18:52
That's looking to turn state lands into developed. 01:18:53
Properties for selling for real estate. 01:18:57
For homes and such, which is not our case. 01:18:59
And property that we're hoping to look at at by the programs. 01:19:01
I. 01:19:08
The preferred and I don't have a a person from one of the three of you yet. 01:19:09
To present this if you if one of you if you want to just turn it over me, I can explain it and have that discussion preference by 01:19:15
CSA's to have a supervisor. 01:19:19
Because Jacob Bennett with CSA, he will read the. 01:19:23
Summary that he has. 01:19:28
And then turn it over to the county. 01:19:30
To have the opportunity to give any additional details, any additional information. 01:19:32
For supervisor home for, we'll do on the first one. 01:19:37
If they're either of you or I. Any either. 01:19:40
You. 01:19:45
Want to present that have the discussion. 01:19:46
I thought you could turn over to me and I can present. 01:19:49
That that issue. 01:19:51
That is something that always just the chairman do it. 01:19:55
Ohh, that's me. 01:19:59
I have no problems with that, yeah, I just need to get all the information, yeah. 01:20:03
OK. 01:20:08
Great. Thank you. 01:20:09
Yeah, about that. Yeah. Perfect. Perfect. And. 01:20:10
That that may be something that we end up going to get some sort of legislation by our help the policy development group. 01:20:14
And just have specific legislation that we say, OK. 01:20:22
Legislation is passed to sell this property at fair market value to Hilly County or uses of these specific purposes, which is how 01:20:26
we purchased the. 01:20:30
Original paragraph. 01:20:34
And that bypasses all the rhythm roll and all the investments that we would have to put in. 01:20:36
And then potentially lose the property if it's opened up for. 01:20:43
To an actual auction. 01:20:46
So it's it's just not an apple, it's an apple, an orange deal, and it's that it's touches are all written for apples, but we're 01:20:48
oranges. 01:20:51
So. 01:20:55
There's that. 01:20:57
That's coming up next week. 01:20:59
On on those packets I did notice an e-mail that they have provided hard copies in the past. CSA wanted to cut down on the paper 01:21:01
and how much printing they do. So if you do want hard copies. 01:21:06
To take with you to the summit, then go ahead and have staff here do those hard copies before they. 01:21:12
Before you get there. 01:21:19
OK, absolutely. 01:21:22
Shared with you. 01:21:24
Help make sure. Thank you. 01:21:25
And I I'm gonna say one one other thing that I had a meeting yesterday that. 01:21:28
About economic development, we've long. 01:21:34
I've long struggled with economic development in New York County. 01:21:37
Because we have a number of entities, cities and towns, the ID A. 01:21:41
Started here in DC, Northern Health, DC and all these different entities. 01:21:46
And I'm I'm not really certain who does what and. 01:21:50
And how we can work together. So I met yesterday to have. 01:21:54
Potentially a forum. 01:21:58
Working towards the forum in March. 01:22:00
That would bring all those entities, all the governments together. 01:22:03
To have a discussion on what we are doing for economic development, how we can partner, how we can work together, how we can. 01:22:07
Make. 01:22:12
What we have our resources here in Philly County. 01:22:13
To be able to tell the story better and make those available. So that's not, again, not for about six months, but it's gonna take 01:22:17
that long because we. 01:22:21
Would expect well over 100 to 200 people to participate in the 10. 01:22:25
That event, so working towards that. 01:22:30
Hold it in in passing, we've got permission. 01:22:33
I well. 01:22:36
Requested to be able to hold it at the school district. 01:22:38
The Patient Unified School District in their facility, because they would put that many people, there's not really a lot of other 01:22:41
options. 01:22:44
So. 01:22:47
Did you wanna make or or that so that we can have that discussion as we go forward of economic development? 01:22:48
And what we want to look at that? 01:22:54
Tell you one more final thing, Chairman. 01:22:56
I was speaking to Neil Jensen with the hospital CEO and I got some news about the. 01:22:59
About healing community. 01:23:06
In the county provisional Community College district. 01:23:09
And there are some new issues that I understand that there are. 01:23:11
And so I request you with Doctor Brocker and Janice Lawhorn, the. 01:23:17
The President or the? 01:23:21
Interim president for the college. 01:23:25
A meeting which will be held. 01:23:27
This Thursday in my office. 01:23:30
And the reason I bring it up is that. 01:23:32
There's another board member that is planning to come and so I won't. 01:23:37
This is something that ordered the point that this may impact. 01:23:41
The board. 01:23:45
And where you go as a Board of Supervisors because there are some issues that the Board of Supervisors can. 01:23:46
Look into make. Perhaps address. 01:23:53
With regard to the Community College district. 01:23:55
So at 1:00 if more than one of you would like to attend that meeting in my office. 01:23:58
We would need to post it. It's not, it's just to gather information. I'm just requesting an update. 01:24:03
Of where the college is at and their process. 01:24:08
And to get that information, so I want to inform you let you know. 01:24:11
And if any any of you want to participate, if more than one, we need to post that and let you know that there will be a quorum for 01:24:16
that meeting. So James D, what you're saying is then this is just more of a. 01:24:23
I can't. We can't have a discussion here. 01:24:30
About any of the updates, OK. But I mean, what I'm hearing is it's an informational meeting, right? Informational meeting. I'm 01:24:33
asking for an update. 01:24:37
From. 01:24:41
Doctor Brocker and Dr. Laughlin. 01:24:43
And then? 01:24:50
Yeah. 01:24:51
Perhaps meet with James after the meeting and have that discussion, because this was. 01:24:54
And that we can't have a discussion about it, no, I understand. But what I'm trying to weigh out here is whether I need to take 01:24:58
the time to try and be there at that informational meeting or as James is bringing it forward to the board that it. 01:25:04
Future date, right. I suggest having that conversation after the meeting. Right on. We'll do that. 01:25:10
Go ahead, Supervisor Humphrey, unless I just settled your question, I'm gonna be in line. 01:25:16
After this meeting or for questions of of James. So yeah, I I'm not gonna get in trouble. You already did. So I'm just gonna. 01:25:22
I'm good at that. Cancel. 01:25:31
I thank you for letting me indulge. I I just you're all three to get together and I to. 01:25:36
It's an important activity. You're going to get patient. 01:25:42
Education is critical in Healing County. I know that's important to each of you. 01:25:45
And so that's why I shared that this thing coming up that it is occurring and. 01:25:49
Make sure that we, you're all three are aware that it is occurring. Thank you, James. 01:25:55
Supervisor Humphrey here next. 01:26:00
Um, yeah. I. 01:26:03
Walker. 01:26:05
Campaign Creek with the people that are doing the grant we put in for buyout money on homes there that continuously get water when 01:26:06
Campaign Creek runs. 01:26:10
And and so that was a a good walk with staff, engineers, Homero. 01:26:15
And so I I felt good about it because why would they send out people to walk through that if they're not looking to perhaps fund 01:26:21
that grant at some point in time? 01:26:26
Umm, And. 01:26:32
So that you know to assess the property. 01:26:35
A a great turnout by Tunnel Basin community meeting and I have another one tonight. 01:26:39
The last one was um. 01:26:46
And so anyway I have a. 01:26:48
Um, that meeting this evening out there. 01:26:52
And um. 01:26:55
And then next Monday I have my Roosevelt meeting and I'll be on. 01:26:56
OK, QSS. 01:27:02
Until. 01:27:04
Anyway, that's about it. 01:27:05
Supervisor Christiansen. Thank you, Chairman. So I'll plan on being at that meeting, James. 01:27:08
Just to let you know. 01:27:15
And if you could provide me as much information, paper or otherwise on. 01:27:17
To see the CSA, that's just next week. 01:27:22
I mean it's it's rolling up fast so. 01:27:25
I wanted to keep everybody kind of updated on what we're doing with the hashtag monument. We poured concrete on. 01:27:28
Friday. 01:27:35
I gotta come down. And Levi, Amon, he volunteered to do that. 01:27:37
It turned out to be all day long event 9 yards of concrete. 01:27:41
Ohh. 01:27:47
I mean. 01:27:48
After the apocalypse, that concrete will still be there. 01:27:51
It's just unbelievable. 01:27:56
So, umm. 01:28:00
We are planning on having the ceremony October 27th and we're going to. 01:28:02
Get this out to everybody. We just have them put it together, but we're working on it. It'll be at 2:00. 01:28:08
And that seemed to be the best time for everybody. So we're going to have speakers. 01:28:13
Um, if if you'd like to speak or let me know. 01:28:18
If you're not going to be there, that's fine. It's just going to be a dedication ceremony. 01:28:24
And so everything's proceeding pretty well with that. I think we've got the plans all figured out. 01:28:29
And. 01:28:35
Umm, I. 01:28:38
Don't know that I have anything else right now. Thank you. 01:28:40
You bet, Steve. And so. 01:28:43
Last week, me and Kathy and Cameron Davis were on camera G. 01:28:46
And patient for the forum talking about the event fundraising event that's coming up at Majestic Gram Institute in Payson. 01:28:52
What? 01:29:00
And about the vet center, So it was a really good. 01:29:00
Good form that hour and I really enjoyed it having the other two folks there. 01:29:03
As well, we had some people calling in asking questions that weren't really well. 01:29:08
Yesterday I met with Janet Dean and another guy, Joey, and I can't think his last name. 01:29:12
They're with APS higher up than APS. 01:29:19
They want to tour the Vet Center. We took them through that, looked at it all. 01:29:22
Had a really good conversation with them. 01:29:26
Today is the first group that's coming through the vet Center. They should know tomorrow. 01:29:29
Not today. 01:29:34
They should be there anytime there's about 15 to 20 motorcycle riders coming through their veterans. 01:29:36
They're going to spend the night and then they're going to move on. They're making some kind of a route around on their bikes. 01:29:42
I'm supposed to meet with them at 5:00 this evening. 01:29:49
To talk about the site after they've had chance to look at it and see how they could possibly help with us in the future and 01:29:52
everything for this. 01:29:56
So I'm really looking forward to that as well. 01:29:59
Umm. 01:30:02
Other than that, I think I'm good either. Anyone have anything else? You good? 01:30:04
Thanks, James. 01:30:10
And so with that. 01:30:12
Congratulations on the chairmanship and I'll adjourn the meeting. 01:30:14

As we. 00:02:37
Consider. 00:02:39
Decisions that you would. 00:02:40

Provide those decisions that most benefit. 00:02:44

Good morning, Chairman and Board members. Thank you. As stated, this is a Series 10 beer and wine store liquor license application 00:17:14

I'll second that Mr. Chair having a motion and a second all in favor. Do so by saying aye, aye, aye, aye. Motion carries on to 3C. 00:18:14
Information, discussion Action to consider a liquor license application Counting number Lol. 00:18:24
And there are two 3-16. 00:18:31
Submitted by Carol Mace for a location requalification of a series. 00:18:33
007 Beer and wine license at Rock House River Ranch. 00:18:39
