Of West Globe Plat map Official map #27, Ella County Records, Ella County, Arizona, to Jeffrey D Lovato, senior. | 00:11:34
And. | 00:11:44 | |
Denise R Lovato. | 00:11:46
As Trustees of the Lovato Family Trust under Trust agreement dated October 9th. | 00:11:49
2019. | 00:11:55 | |
In the amount of $1000 which? | 00:11:56
Amount the board deems commensurate with the property being sold and authorizes the chairman. | 00:11:59
To execute the related quick claim deed. | 00:12:07
We have a homeroom villa. Good morning. | 00:12:11
Good morning, Chairman Christensen and board members. | 00:12:13
Um. | 00:12:16 | |
This is uh. | 00:12:17 | |
A board item that is a complicated issue. | 00:12:19
And therefore you see many quotes of our state statutes that pertain to it. | 00:12:22
I am going to select the points I think that get the message across. | 00:12:28
And however, there is a we we've learned a lot as we do more and more Rd. bandwidth abandonments. | 00:12:33
On May 9th, 2023, the Hill County Board of Supervisors directed staff to begin the process to vacate a portion of Olive St. | 00:12:43
Staff provided notifications and public postings of the board decision. | 00:12:53
That is an action that you took in the past. | 00:12:58
And that action was was taken because we had an application from someone for a road abandonment. | 00:13:01
Or a property encroached on on the on the roadway. | 00:13:07
And as you'll hear, that roadway had never been constructed, built or used. | 00:13:12
And we will explain all of that as as we move with this board item. So the plan of the townsite of West Globe was recorded in | 00:13:17
1910. Some of the roads and alleys in the subdivision have never been constructed or completed. | 00:13:24
And many have been vacated in the past. This portion of Olive St. has never been built. | 00:13:31
The only a budding owner, the Lavado Family Trust, for this portion of our street that had joined their property has submitted a | 00:13:37
bid. | 00:13:40 | |
The bid meets the minimum requirement established by the current HeLa County policy on abandonment. | 00:13:44
Of roadways and Heela County. | 00:13:49
Abandoning this portion of Olive St. will not deny anyone access through any of their properties. | 00:13:52
In accordance with the Arizona Revised Statute 287202. | 00:13:57
This portion of roadway is not necessary for the public use as a roadway. | 00:14:02
The trust is an abutting owner to the subject property. | 00:14:07
An application was signed by one of the trustees of the trust in each Lovato and indicating the trust would like to purchase the | 00:14:10
property. | 00:14:14 | |
There are two different definitions of a budding owners. | 00:14:17
That apply to the water abandonment process and notice is required to be given to each category of a budding owners. | 00:14:20
The first category of a budding owners is the definition and common. | 00:14:27
Usage, which is the current owners of land with a common border that adjoined that portion of the highway, proposed to be | 00:14:32
abandoned. | 00:14:35 | |
Uh is a Rs 286701. | 00:14:39
Grant the Board of Supervisors authority to abandon a public highway or a portion of a Polk highway, and to do so by Rep | 00:14:43
resolution, provided that at least 60 days before the resolution is effective. | 00:14:48
The Board of Supervisors. | 00:14:54
Gets noticed by certified mail to the owners of the land and putting the highway or portion of the highway to be abandoned. | 00:14:56
And that board shall matter. | 00:15:02
Shall not abandon the highway or portion of the highway unless the majority of the owners of land abutting the highway approve. | 00:15:05
The action to abandon the highway. | 00:15:11
Notice has been sent through the Lotto Trust. | 00:15:14
Umm. | 00:15:19 | |
And the notice was also served sent by certified mail. | 00:15:20
The trust is the only owner of land abutting the portion of Olive St. proposed to be abandoned. | 00:15:25
And staff believes that the trust approves the abandonment as indicated. | 00:15:31
By a signed application on their part. OK The second category of a budding owner is a specialized definition and and quoting. ARS | 00:15:36
2872 O 4E. | 00:15:41 | |
For purposes of this section, abutting owners means the original owner of the vacated roadway or the original owners air. | 00:15:47
Who have previously had a portion of the property acquired for roadway purposes. | 00:15:54
And therefore are left within a budding remainder of property or which they still retain direct ownership. | 00:15:59
It. | 00:16:06 | |
This definition of a buddy owners would have preferential rights. | 00:16:07
Our staff is not aware of the existence of any abutting owners. | 00:16:11
Under this definition. | 00:16:14
Um. However, a posting of notice is required and we gave notice. | 00:16:16
To specialize the budding owners, this posting was accomplished on August 7th, 2023. | 00:16:22
Staff, again, is not aware of the existence of any specialized buddy owners. | 00:16:28

States that the posted notice. | 00:16:38
Any person may submit special offers, however only. | 00:16:40
The only person who is authorized to submit a purchase offer is a person who is in a budding owner. | 00:16:44
Is defined in either of the two categories described above. | 00:16:50
We don't expect anybody owners for the specialized category to to, to, to, to. | 00:16:56
To be here. | 00:17:03 | |
Umm. | 00:17:04 | |
And umm. | 00:17:05 | |
This means that upon sale to the trust, the portion of all the street that is abandoned will vest in that trust. | 00:17:06
Behela County Policy and Procedure for Abandonment of County. | 00:17:13
Highways, local streets, avenues, alleys, and the. | 00:17:17
And for the extinguishment of easements within Heela County adopted by the Board February of 2011. | 00:17:21
Provides the guideline that consideration. | 00:17:27
Is based upon current assessed value of the land and the area in. | 00:17:30
Of the land in the area shall be deemed commensurate with the value of the roadway. | 00:17:35
The value based on current assessed values of the trust is $915 as shown on the attachments. | 00:17:39
The Trust has submitted $1000 for the purchase. The board would accept that higher amount if they choose to by deviating from that | 00:17:46
from that minimum policy. | 00:17:50
It is the in conclusion it is the best interest of all involved to abandon. | 00:17:56
This portion of the road. | 00:18:00
Jeffrey and Denise Lovato, the trustees of the trust, submitted a check to Public Works Department in the amount of $1000. | 00:18:01
For like version of Olive St. adjacent to their property, it's the recommendation of public Works director that the board accepted | 00:18:07
bid. | 00:18:12 | |
UM from Jeffrey and Denise Lovato, the trustees of the Trust and the amount of $1000 for a portion of Olive St. | 00:18:16
Adjacent to their property and to adopt Resolution #23-10-01, Authorizing the disposal and sale of a portion of Olive St. | 00:18:23
And authorize the Board Chairman signature on the related Quick Claim deed conveying a portion of Olive St. to the Trust. | 00:18:33
And with that, I'll entertain questions. Yeah, thank you, Mayoral supervisor. | 00:18:40
I'm free. | 00:18:45 | |
Homer Will they be required to combine those two properties through the assessors office? | 00:18:47
We didn't discuss that with them. It benefits them to combine that property and actually they they need to combine it to satisfy | 00:18:54
the encroachment of that. They have a building that encroaches on the property and and they're trying to clear that up with with | 00:19:00
the community development. | 00:19:05
OK. Yeah, the reason I asked that because it would just help going forward if they did. | 00:19:11
Combine those bins under the situation. | 00:19:16
No further questions, Mr. Chair. Thank you. Good advisor, Clark. I'm good. | 00:19:19
So thank you, Homer. So I remember this. And so we're taking something that was not on the tax rolls and will now be on the tax | 00:19:24
rolls. | 00:19:28 | |
Correct, correct. It's not on the tax roll. It's a public highway. Today. It was part of a road that was dedicated as a public Rd. | 00:19:35
on a flat that's never been used, never been constructed and sitting there idle. | 00:19:40
And tomorrow we they will they will be on the on the tax roll. | 00:19:46
So and. | 00:19:52 | |
Also then. | 00:19:54 | |
We went through a lot of Arizona Statutes and I like that we. | 00:19:57
People. | 00:20:01 | |
Have so many different laws and. | 00:20:02
As long as we're. | 00:20:04
You know, I got a little lost in all of that, however, I'm sure that. | 00:20:06
Our attorneys and everything. This is the proper approach to do here. | 00:20:12
Our county attorneys played a big role in writing the board item, OK and helped me quite a bit on that. Great. | 00:20:17
Perfect. So it seems like a win win, but I will open it up for a motion, Mr. Chairman. | 00:20:24
OK. Take care, Sir. | 00:20:31
Want to acknowledge the assessor staff? We have Chris and Micah here with us. | 00:20:32
And. | 00:20:37 | |
Maybe not necessarily on this particular parcel, but to acknowledge that they have such a tremendous role in these types of things | 00:20:38
where there's properties and realignments and all that. We've recently been working with them quite a bit on one particular parcel | 00:20:43
and they've got to go through. | 00:20:47
Records that sometimes over 100 years old, they're trying to. | 00:20:52
Research and make sure that. | 00:20:57
Land ownership is properly passed through and. | 00:20:59
And. | 00:21:02 | |
Checks all the boxes so I recognize. | 00:21:04
The assessor staff, Chris and Michael that are here and all the assessor staff and all their dedicated hard working. | 00:21:07
What they do to keep our land and properties straight for us and heal the country. Thank you. | 00:21:13
Yes, thank you. So yes, good job. We we have a tremendous doing a lot of great things. So this is a complicated thing that seems | 00:21:19
simple. | 00:21:23 | |
So anyway, I will entertain a motion. | 00:21:28
Mr. I moved to adopt Resolution #23-10-01. Miss Mr. Chair, I'll second that motion to and approval second to. | 00:21:31
Approved. All those in favor say aye. Aye. Aye. | 00:21:44
Motion carries. Thank you. Thank you. | 00:21:48
OK. | 00:21:51 | |
See where we're at here? | 00:21:53
Like the next item is mine And so we have information, discussion action to approve Economic Development Agreement number 090523 | 00:21:56
between Hill County and the Payson. | 00:22:02
Senior Center in the amount of $20,000 to assist with the Payson Senior Center new building project, which the board has | 00:22:09
determined to be for the benefit of the public. | 00:22:14
And I do believe we have a representative here from the Pace and Senior Center if you'd like to come up. | 00:22:19
And this, this is something that's near and dear to my heart. And so they have, they do a tremendous amount in all of northern | 00:22:24
HeLa County. | 00:22:29 | |
And on down into Century Heela County. And so they're trying to improve their facilities by building another building. And so | 00:22:33
that's what this is about. This is not constituent funds. This comes from what source, James? | 00:22:40
From. | 00:22:50 | |
Technique from accounting managers. | 00:22:51
Appropriation that the board appropriated to. | 00:22:53
Feel needs such as this. | 00:22:57
OK, great. Thank you. It's from lottery. | 00:22:59
The lottery. Jarred lottery, right? So it's not tax. | 00:23:03
Dollars directly so. | 00:23:06
OK. Please introduce yourself again and you have some comments. Yes. So my name is Debbie Stuffins and I am the Director of | 00:23:08
Development, CEO for the patient Senior Center and we made a presentation a few months ago before you and I just want to say thank | 00:23:14
you for allowing us to come back and possibly have this support from. | 00:23:20
Of each district. Since we do service in each district area from Tano Basin to Star Valley, Payson, Vicela Rye and Mesa Del, we | 00:23:26
appreciate the support. We've outgrown the space. It's just that simple. And the building we're in, we know we can service a lot | 00:23:32
more people if we had a larger facility and that is our goal. Being a nonprofit, we know that responsibility of funding this | 00:23:37
project. | 00:23:42 | |
You know, does fall on our shoulders and we're doing the best we can since the last time we spoke, we did receive a $400,000 | 00:23:48
pledge. | 00:23:51 | |
I'm contingent on the fact that we actually get a shovel in the ground and a permit. | 00:23:56
Um, so that leaves us at 1.1 million, just shy of being able to complete the construction. | 00:23:59
And so we will apply this 20,000 into this project. I I see on the the grant proposal that it's within a year and we we will do | 00:24:05
that. So we have RFP's hopefully going out in the next week. | 00:24:11
So we're just going to go ahead and move forward faith believing that the funds are going to come along with us as we do this | 00:24:17
project. So thank you for your time and your support. We really, truly appreciate it. On behalf of all the elderly, the homebound | 00:24:21
and the seniors in each of those districts, we just say thank you. | 00:24:26
Pretty exciting, Debbie Supervisor Humphrey. | 00:24:31
I have no questions other than good luck on your project. I hope that it goes well and. | 00:24:34
And yeah, and and. | 00:24:40
And helps better the facility for the seniors in that area. Appreciate it. Thank you. You bet supervisor client. | 00:24:41
I as well. Well, I wish you all the luck in the world and you know our senior centers are near and dear to all of our hearts. So | 00:24:48
good luck with that. Appreciate that. Thank you. Thank you, Debbie. You're almost at the finish line. So we're glad to help with | 00:24:52
this. | 00:24:56 | |
In a small way helping, but the ultimate goal was. | 00:25:00
Get you up and running and really help the area and increase actually the impact that you have with Meals on Wheels and all those | 00:25:05
things. So with that I will entertain a motion. | 00:25:10
Mr. Chair, I'll make the motion to approve Economic Development Agreement number 090523. | 00:25:15
In the amount of $20,000, which the board has determined to be for the benefit of the public. Mr. Chair, I'll second that we have | 00:25:22
a motion to approve. And second, all those in favor say aye. Aye, aye. Motion carries. Thank you very much. We appreciate that. We | 00:25:29
also appreciate the program support over the many, many years. It is a blessing. Thank you and thank you for coming today. | 00:25:36
This is a gift. You know, we we truly appreciate it that you found a way to make this support possible. And I know you had to be | 00:25:44
creative and the way in which you did it and you found it. So appreciate all the energy behind the scenes that took place to get | 00:25:51
us to where we are today. And and again, thank you for your time. So how to Chris for me? We'll do OK. Thank you. All right. | 00:25:57
Item 3 E Information Discussion Action to Approve Economic Development Agreement Number is 092223 between Ella County at Pleasant | 00:26:05
Valley Veterans Retreat, Incorporated in the amount of $4500. | 00:26:11
For assistance with the production and the fundraiser. | 00:26:17
To be held on November 4th, 2023, which the Board is determined to be for the benefit of the public. Woody, would you help us? | 00:26:21
I will thank you, Mr. Chair, So this money that we're asking for will help. | 00:26:28
Support this fundraiser that's coming up in November, 1st week in November. | 00:26:33
But there's. | 00:26:39 | |
There's a couple other opportunities we may have to to raise this money as well and if those opportunities go through. | 00:26:41
Then we won't be using that $4500. | 00:26:48
And so we have some some applications submitted for some. | 00:26:51
Grants to help with this instead. This is just a way we can make sure and get this covered for. | 00:26:56
For this event. | 00:27:02
And for everybody who doesn't know those tickets are out there now, there's. | 00:27:04
The way you can go online and purchase your tickets, $100 a ticket. So I encourage everybody to do so. They would like to go. It's | 00:27:09
going to be a very good event and it's going to benefit a lot of people. | 00:27:14
Questions are taking questions. | 00:27:20
Supervisor Humphrey. | 00:27:22
Mr. Chair, I I have no questions, and I and I do believe I've already got. | 00:27:24
Good. Good deal. Thank you. | 00:27:29
And I have two tickets. | 00:27:32
She. | 00:27:34 | |
Good for you. | 00:27:36 | |
I look forward to being there with my wife. Good though. Well, we'll we'll we'll be happy to see. Y'all. Yes, it's an exciting | 00:27:38
thing. So thank you for that and so I will call for a motion. | 00:27:44
Mr. Chair, I move to approve Economic Development Agreement number 092223 in the amount of $4500 which the Board has determined to | 00:27:51
be for the benefit of the public. | 00:27:58
And Mr. Chair, I'll second that. | 00:28:06
We have a motion and a second to approve all those in favor. | 00:28:08
Aye, aye, aye. | 00:28:13
Motion carries. | 00:28:15
Thank you. And item 3F is information discussion action to approve economic development agreement. | 00:28:16
Number 092023 between Heela County and the Friends of the Toner Natural Bridge State Park in the amount of $2500 for the | 00:28:23
production. | 00:28:27 | |
Of the annual All Agency retreat. | 00:28:32
Which the board is determined to be for the benefit of the public would be. | 00:28:35
Thank you, Mr. Chair. So this was brought to me from folks there at the Natural Bridge, and they're putting on this. | 00:28:39
This all natural agency retreat down there, they're a little short on getting that established and getting it going. There's going | 00:28:45
to be multiple agencies involved with this and that pinning it. | 00:28:50
Sounds like it's gonna be a really good thing, so. | 00:28:55
That entertaining questions Supervisor Humphrey. Mr. Chair, I have no questions and and neither do I, so I'll call for a motion. | 00:28:58
Mr. Chair, I'd make the motion to approve Economic Development Grant Agreement number 092023 in the amount of $2500 which the | 00:29:06
Board has determined to be for the benefit of the public. | 00:29:12
Mr. Chair, I'll second that motion to approve. And second, all those in favor say aye, Aye, aye. | 00:29:18
Motion carries. | 00:29:23
And item 3G. Information Discussion Action to approve Economic Development Agreement number 09/2. | 00:29:25
123 between Heela County and the Young Public Library in the amount of $10,000 which supported determined to be for the benefit of | 00:29:31
the public. | 00:29:35 | |
Woody. | 00:29:40 | |
Thank you, Mr. Chair, again. | 00:29:41
This is an issue there with their building. They had went in there and done some roof work on the building. | 00:29:44
Anyway, in the course of all this, it's kind of pretty big hassle. | 00:29:50
It created some lakes. | 00:29:54
After going through the register of contractors and then a bunch of different things, there was decided that the contractor that | 00:29:57
did the work was not responsible and. | 00:30:01
Anyway, the board ended up having to scramble to put all this together and fix it, but in the meantime it had enough damage to it | 00:30:06
where they pull sheetrock down inside insulation now. | 00:30:11
A bunch of a bunch of work. So they scrambled and went to having some fundraisers. | 00:30:16
And have raised some money to boot. | 00:30:20
And this money right here would just put them to that amount that this is going to take. | 00:30:23
To fix it and and they've got beads. | 00:30:28
Course, as you all know, bids are hard to come by and in Young they're even harder, but they have worked with bits and they got a | 00:30:32
bit there and ready to go so. | 00:30:36
I take any questions. | 00:30:40
Cool Supervisor Humphrey. I've got a lot of questions, but none of them are. | 00:30:42
Probably worthy of bringing up right now, Darn that guy for making the roof worse than. | 00:30:46
Then it started for. | 00:30:52
Things happen. Other than that, I have no question. | 00:30:54
I don't have any questions, so I don't entertain a motion. | 00:30:57
Mr. Chair, I move to approve Economic Development Agreement number 092123. | 00:31:00
In the amount of $10,000, which the board has determined to be. | 00:31:07
For the benefit of the public and Mr. Chair, I'll second that. OK, We have a motion to approve. And a second. All those in favor | 00:31:11
say aye. Aye. Aye. Motion carries. | 00:31:16
All right. I will call for a motion to recess as the heel County Board of Supervisors and convene as the Heela County Board of | 00:31:22
Equalization. So moved, Mr. Chair. | 00:31:28
Yeah, OK, we have a motion and a second. | 00:31:35
To approve that and all those in favor, say aye, aye, aye, aye. | 00:31:37
Information, discussion, Action to receive. | 00:31:42
And accept Hearing Officer H Charles Johnson's decision. | 00:31:45
Pertaining to the October 6th, 2023 board. | 00:31:49
Of equalization hearing regarding the assessors property valuations. | 00:31:53
For tax year 2024. | 00:31:57
Samantha. | 00:32:00 | |
Thank you. The County Board of Equalization is required to decide on positions for review evaluation before October 15th of each | 00:32:02
year. | 00:32:06 | |
Sorry, on behalf of the Board of Supervisors, Board of Equalization Hearing Officer Johnson held the Board of Equalization Hearing | 00:32:11
on Friday, October 6th, 2023 to decide on an appeal of the assessors. | 00:32:17
2024 tax year evaluation of parcel #304-02-023S. No other appeals were submitted. | 00:32:22
For the contractual agreement between Mr. Johnson and the Board, the Board's review of the hearing officer's decision is limited. | 00:32:31
The county receives the decision of the hearing officer and shall uphold the decision of the hearing officer unless there is | 00:32:37
substantial evidence presented to the Board of Equalization. | 00:32:41
That the procedures for the hearing were not followed. | 00:32:46
State law was violated or there is no evidence from the record to substantiate the hearing officer's decision. Take any questions | 00:32:49
if you have any. | 00:32:53
Supervisor Humphrey. | 00:32:57
I have no questions. | 00:32:59
By the Klein. | 00:33:01 | |
I don't believe I have either. | 00:33:03
Thank you. | 00:33:04 | |
OK, so Samantha, what this means, if I understand is that. | 00:33:05
There's been a hearing and everyone's in agreement with the outcome. | 00:33:11
Yes, Sir, that's correct. To just ratify that. | 00:33:15
OK. With that then I will call for a motion. | 00:33:18
And. | 00:33:22 | |
OK, Mr. Chair, I I move. | 00:33:24
Where we at? | 00:33:29 | |
Umm. | 00:33:32 | |
Information. OK, I moved to. | 00:33:33
We don't have the motion to public. | 00:33:38
OK, I move to accept. | 00:33:41
The October 6, 2023 Board of Equalization. | 00:33:43
Hearing officer. | 00:33:47
Hearing Officer Decision Regarding Partial #304-02-02. | 00:33:49
3S. | 00:33:56 | |
For tax year 2024. | 00:33:58
And I will second that Mister motion to accept. And a second all those in favor say aye. Aye, aye. Motion carries unanimous. | 00:34:01
And now I need a motion to adjourn as the Healer County Board of Equalization and reconvene as the Hero Tina Border of | 00:34:09
Supervisors. So move, Mr. Chair. | 00:34:13
I'll second that and we have a, a, a motion and a second. | 00:34:19
All those in favor say aye, aye. | 00:34:23
OK. | 00:34:26 | |
So that was the Thunder item 4. | 00:34:28
A through D consent agenda. | 00:34:33
If any of the supervisors would like to remove one or all for further discussion, we can do that. | 00:34:37
Supervisor Humphrey. | 00:34:43
I'm, I'm. I don't care to remove anything. | 00:34:45
Supervisor Klein I'm good and neither do I. So. | 00:34:49
We'll call for motion. | 00:34:53
Mr. I moved to approve consent agenda items 4A through 4D. | 00:34:55
And I will second that they have a motion and a second to approve the consent agenda item or A through D all those in favor say | 00:35:02
aye. | 00:35:06 | |
Aye. | 00:35:11 | |
Aye. | 00:35:11 | |
Motion carries unanimous. | 00:35:13
Could it be we're getting close to the end of the meeting? | 00:35:16
Well. | 00:35:22 | |
Ohh, you're chairing. You can close it whenever you want to. You can slow it down and speed it up. | 00:35:22
OK. So we've reached that portion where? | 00:35:29
Um. | 00:35:33 | |
Will you do a call to the public? | 00:35:36
For anyone that wishes to. | 00:35:39
Have a comment? | 00:35:41
Up to the board. Is there anyone here in Globe? | 00:35:42
No YouTube. | 00:35:46 | |
No, Joseph. | 00:35:48 | |
No, Sir. | 00:35:50 | |
Looks like we have Eric Mayor Scallop visiting. | 00:35:51
Welcome. | 00:35:54 | |
OK, good. | 00:35:56 | |
OK. So we'll close that item 5 and item 6, we'll open it up for discussion that the any board member of the County Manager may | 00:35:58
present some current events. So we'll turn it over to James Manlove if you have something. | 00:36:05
Mr. Chairman only that the Board of Supervisors will be attending. | 00:36:12
The County Supervisors Association Legislative Summit. | 00:36:16
In preparation for the. | 00:36:20
Legislature that's quickly coming upon us. | 00:36:22
So that. | 00:36:25 | |
It's an interesting time and and a lot of deep discussions on lead on the statutes and legislation. | 00:36:27
Is that all you have? Thank you. Yeah, we look forward to that. That's just coming right up. So, Supervisor Humphrey, do you have | 00:36:35
anything for us? | 00:36:38
Ohh, just a meetings last last week after a board meeting I was in total basin. | 00:36:42
5:00 for the meeting. | 00:36:49
A lot of people showed up. Good meeting, a lot of information. There's a lot of things going on there with the bridge. | 00:36:51
And roads and things of that nature. | 00:36:56
Umm and then? | 00:36:59 | |
Yesterday I had a Roosevelt meeting at 1:00. | 00:37:01
21 people showed up. It was a good meeting again, a lot of things going on. | 00:37:05
On there with construction projects with the drainage. | 00:37:10
Um, and things of that nature. And then I was on the. | 00:37:14
Radio last night at 5:30 take USS. | 00:37:17
And then to the Board of meeting at Town of Miami. | 00:37:21
In front of the Maryland Council last night. | 00:37:26
After I was on the radio so. | 00:37:30
It's been busy, just meetings, getting out and about and in front of people too. | 00:37:32
See what what I what I need and what I can do for you. | 00:37:36
Thank you Supervisor. I for one appreciate the amount of interaction you have within your district. | 00:37:40
I think it's a good thing. | 00:37:46
Supervise the client. What do you have for us? | 00:37:47
Thank you, Mr. Chair. So Saturday I attended the Ponderosa HOA meeting there at our department. Christopher Coles. | 00:37:49
Pretty good turn out. You know we had a good turn out last year when we were there, but there was probably another 10 or 15 people | 00:37:57
more now probably around 50 people. I would get good questions for services was was there talking about the burn that they just | 00:38:02
completed? | 00:38:07 | |
Everybody seemed happy enough with it. It didn't seem to be any real issues there. Um. | 00:38:13
The Christopher Coles Fire Department is just now wrapping up the bids on the well that we've helped them with and so they're | 00:38:19
going to be getting started with that drilling that as well, so. | 00:38:25
Anyway, they passed their thanks on to all of us for our help in that and we're really grateful for it. | 00:38:30
And then Wednesday, um, tomorrow I have an NRCD meeting that will be in Payson. | 00:38:36
And then like manager said this week is CSA and Flagstaff will be there. | 00:38:43
Uh, last week we had a group at the Pleasant Valley Veterinary Treat, a motorcycle group, and I've got their. | 00:38:49
Their deal right here, it's it's really cool. These guys were. | 00:38:57
Were really interesting to visit with and Kathy's got more of these. | 00:39:01
They would like to see him. | 00:39:05
They came in and spent the night there, left the next morning we were able to sit down with them and kind of critique the site for | 00:39:07
any suggestions or anything like that that they had or. | 00:39:12
Ideas. | 00:39:17 | |
These these folks were from all over the country. | 00:39:18
I think there's one guy from Pennsylvania that was there. | 00:39:21
My number right might have been one from upstate New York as well, but. | 00:39:24
Anyway. | 00:39:28 | |
They traveled a long ways to be a part of this. | 00:39:29
And a real interesting and they do about eleven of these trips here this this group does. | 00:39:32
And what it is, It's called Motorcycle Relief Project. It's therapeutic motorcycle adventures for veterans and 1st responders. | 00:39:38
And so you can go online and and read more about them. You can donate online. | 00:39:47
Their main headquarters, it looks like, is out of Fountain Co and so. | 00:39:53
But just a really good group and really interesting to talk to so. | 00:39:59
Like I said earlier, the ticket sales, we need to work on that. So if you know of anybody interested in ticket sales for the. | 00:40:04
The gala that's going on in Star Valley, why let him know about it? | 00:40:11
And that is it. | 00:40:14
Thank you, Supervisor Klein. Yeah, I I really see the Veterans Retreat turning into. | 00:40:16
Something that is nationally recognized. | 00:40:22
That's why we need to get the 512 Rd. paved so that I can. | 00:40:25
Even improve. | 00:40:30
People that want to have a car show or yeah, I mean, you know, just think of the potential. Well, you know what? You know what I'm | 00:40:33
talking about motorcycle group. And when this first came up and Kathy were talking about, I'm like. | 00:40:38
Ohh my gosh, I hope they're not driving Harleys. | 00:40:44
You know. | 00:40:46 | |
Because they're not like this road, but these were the cross country big bikes ohh for so they could be on highways, dirt, | 00:40:47
whatever they were. They were designed for all that. So we really worked out good for them but. | 00:40:53
We do have a lot of interest in people being able to ride their motorcycles through young on down through the South Way or | 00:40:59
whatever, just on day trip. So yeah. | 00:41:04
I look forward to the day we pave that road. Ohh yeah, we need to do that and the the state needs to pave. | 00:41:09
Whatever would sound that was a bad word. I know it was. Ohh, I'm I'm glad. | 00:41:15
And I can remember a time when paving the road to Young was the was it was a bad word. Well, it's like building the bridge to say. | 00:41:23
You know you know and and let everybody know. It's kind of funny I've I've seen this for. | 00:41:31
60 years I guess, but uh. | 00:41:36
You know, back then it was all the old timers saying, ohh no we don't want it paid, it's gonna change. | 00:41:38
Daddy. Daddy. | 00:41:43
Well, the old timers have come and gone and and now you know some of my generation are saying, hey, we've got enough of this road | 00:41:44
because everything up on and on, but it's the newcomers coming into young today that are the most vocal of. | 00:41:51
And it's because, well, we're here. | 00:42:01
We don't want to see anybody else here, so we don't want the road page, but. | 00:42:03
Yeah, but it is what it is, and the road's not stopping people from moving it. | 00:42:07
Well, I view it as progress. Thank you, Supervisor Klein. | 00:42:13
So. | 00:42:17 | |
We're building a bridge across the tunnel and a lot of people didn't want that because it's going to mean development. | 00:42:19
By the way, the first, I don't know if you call them girders, what do they call the horizontal support structures? | 00:42:24
The first ones up. | 00:42:31
And there was 2 trucks lined up with two more. | 00:42:33
Ohh cool. Well those are starting to be put in. | 00:42:35
And so yes, it will change that area and if we pave it will change, no. | 00:42:38
And we put, you know, there's been Three Bridges put in on the Houston Mesa Rd. No one wants any of those removed. | 00:42:44
Now. | 00:42:51 | |
But I remember when they were not there, so you know it's progress. So I have a few things on my list. I've been pretty busy. | 00:42:53
The Hash Knife dedication ceremony coming up October 27th and you will be receiving. | 00:43:01
An invitation, um, either today or tomorrow, right in that area. | 00:43:07
Been working with Bianca with facilities and Rick with facilities. | 00:43:11
And we are coming right along. So it's been speaking with the. | 00:43:16
UM artist. | 00:43:21 | |
Also Scott Rogers and so it's all coming together. I've got volunteers that are really helping to really appreciate them. | 00:43:23
I gotta really put a shout out to UM Griffin Hurley. | 00:43:30
Which is who is local Star Valley construction company that's helped with the project and also among builders Levi Amen. | 00:43:35
And I'm going to be adding to my Facebook page. | 00:43:44
For all these guys, these guys just put in so much of. | 00:43:48
Their own time. | 00:43:50
And even their own money. They purchase things which I didn't want them to have to do, but that. | 00:43:52
That happened as a consequence and so. | 00:43:57
Really great. | 00:44:00
And it's all coming together. | 00:44:02
And we'll have more to come, so. | 00:44:04
I want to say, though we had initially a budget, remember we're sharing with the town of Payson equally 5050. | 00:44:09
And the total expenditure limitation was $60,000 if you remember, 30 for us, 30 for them. | 00:44:16
The actual cost. | 00:44:23
That I estimated was 49,300 and the total cost. | 00:44:26
That it will be. | 00:44:33
Is 46,000 and so I am under my own estimated budget of $3190.00 under. | 00:44:34
Uh, the estimated budget. So we got quite a bargain there when it comes to. | 00:44:42
This project. | 00:44:47
I was on K rim on the 4th. | 00:44:49
That went really well. Had an ad hoc meeting with Tom Goodman and an ADOT representative. | 00:44:51
I was just. | 00:44:57 | |
Tickled to death. | 00:44:58
I actually was able to talk to someone at ADOT. | 00:45:00
And so we presented about 5 or 6 various things that I felt we needed in the. | 00:45:03
Pine, Strawberry Area and I believe we're going to get a couple of them and I'm going to be happy with that and also talk with | 00:45:09
Romero. He's going to assist on one of the things that I was hoping adopt would provide. But anyway we're working together also | 00:45:14
have that meeting then with Homero. | 00:45:19
And Scott and Wayne on trail access in Pine, I think we've got that figured out. I haven't met with. | 00:45:25
The HOA yet, But I do have a call into them. They haven't returned my call. I'm a little surprised. | 00:45:33
I also talked about the Poco Pinot logging that's going to be occurring in the pine area and that's going to be good for that | 00:45:39
area. | 00:45:43 | |
Uh. | 00:45:49 | |
Met with the sheriff's policy representatives. | 00:45:50
And the old jailhouse that's in place and it's the oldest county building we have in that area, 1934. | 00:45:54
And they want it to. | 00:46:02
Maintain its historic look, its historic value. And I said we can probably do something internally at the county to preserve that | 00:46:04
through some sort of a process and they also need some money to do some repairs. | 00:46:11
And replacement and fix up to retain. | 00:46:19
The windows and all that they want to do and so. | 00:46:23
I just barely started to begin on that. I'm kind of hoping that the three of us can work together to help get them some money to | 00:46:27
do that through facilities. It'll be just kind of like through facilities. | 00:46:33
And then uh. | 00:46:40 | |
James called a meeting at his office for the Heela Provisional College. | 00:46:41
We met with representatives from there on the board. | 00:46:47
Um, Jan, Janet and. | 00:46:51
Fernando. | 00:46:54 | |
And I was present on the phone. So. | 00:46:55
We had a pretty healthy and frank discussion about what's going on and so we are going to have some meetings. | 00:46:59
I've I've asked James to get us a meeting to where we can discuss things. | 00:47:06
Ourselves and so that we'll look forward to seeing that. | 00:47:10
And then the Rodeo Committee invited me out to Bill Armstrong, villain Corky Armstrong's house, where they have an annual state | 00:47:14
dinner. | 00:47:18 | |
And so it couldn't say no. | 00:47:22
To that. | 00:47:25 | |
And so we had a good time out there. You know Bill still doing really well. I really like that he's doing great and Corky and all | 00:47:26
of that and they it's a great group of people we support that the county supports the. | 00:47:32
Um. | 00:47:39 | |
Patient Rodeo Committee. | 00:47:40
They do a great thing with the oldest continuous rodeo in the world. | 00:47:42
And so that's a great thing. That's all I have. Have I stirred up any other comments from anyone? | 00:47:48
The logging in. | 00:47:53
Find part of Four Fry. | 00:47:54
Probably is in it. | 00:47:57
It might be, I couldn't speak to that, but Poco Pino involves several locations in the area. Some. | 00:47:59
Some north of. | 00:48:07
Lumia. | 00:48:09 | |
Some to the east. | 00:48:10
Of Town. | 00:48:13 | |
And some out on the control Rd. | 00:48:15
And so. | 00:48:17 | |
The contracts will be issued. | 00:48:18
And then the contractor then? | 00:48:20
This seems funny to me, but the contractor then decides when he's gonna start doing that stuff. | 00:48:24
So part of our work with the county is to figure out the pathway the roads. | 00:48:29
Are the safety involved there and establish UM the. | 00:48:36
Contracts involving. | 00:48:42
Repair of the road or anything that they damage and so home arrows. | 00:48:45
Right on top of that along with Wayne and so. | 00:48:50
We're very happy about that. | 00:48:53
Anything else? No, thanks. Good. Anything else? | 00:48:55
We're good. OK. With that, I'll adjourn the meeting. Thank you. | 00:48:58
What? | 00:49:03 | |
I was getting a look. | 00:49:05

The venue is 430 W Main St. and southward. | 00:08:26
So that's that's what that's referring to, but I would recommend staff would recommend the adopting. | 00:08:30
Proclamation #2023-03. | 00:08:37
Thank you, James. | 00:08:42
No questions. | 00:08:44
No questions Supervisor client. | 00:08:45
No, I just think it's a good thing. So thank you, James. | 00:08:47
Yeah, I see it as a very good thing. I really like to see. | 00:08:50
The successes of what we would consider minorities or should I say people in the past that didn't have the same opportunities. | 00:08:53
And having equal opportunities. Great, so. | 00:09:01
Thank you, James, and congratulations to all the women that owned businesses and strive to make their lives better. | 00:09:05
And do that we we do support that. So with that I will ask for a motion. | 00:09:14
Mr. I moved to adopt proper. | 00:09:19
Up. | 00:09:21 | |
Proclamation Number 202303. | 00:09:22
And that's a trial second that OK, we have a motion to approve and seconded all those in favor say aye, aye, aye. | 00:09:26
Motion passes. | 00:09:34

Good to see you, Marin. Good morning, Mr. Chair. Good morning, Supervisor Klein, Supervisor Humphrey. | 00:10:13

And they used the information to certify to the state after you have certified it for us. | 00:10:25

I have no questions, so with that I'll ask for a motion. | 00:10:41
Mr. Chair, I'd make the motion to certify the collection amounts for the Superior Court 768. | 00:10:44
$1570.41. | 00:10:50 | |
Pace and Regional Justice Court $587,752.24. | 00:10:54

Item 3C. Information Discussion Action to adopt Resolution #23-10-01. | 00:11:23
Which approves the disposal of sale of a portion of Olive St. located on the town site. | 00:11:29
ARS 287204 C. | 00:16:34 | |
3. | 00:16:37 | |
Open. | 00:49:08 |
