The first one is a group nomination and actually includes nine of our employees. 00:07:59
Their nomination read. On March 8, 2023, the Arizona Auditor General's office announced during its weekly call with the finance 00:08:05
director at the fiscal year 2022, Gila County financial statements had zero adjustments. 00:08:12
So we want to recognize these employees who are helping make that come true. 00:08:21

I needed to get certified copies of some documents from 1980. I called expectant to be transferred from person to person and 00:10:40
expected the process to be difficult. 00:10:45
I'm pleased to say I was completely incorrect. I made one call and was transferred to Cynthia Castaneda. She was very pleasant to 00:10:50
speak with and try to locate the documents for me. 00:10:54
Within an hour the documents were located and arrangements were made to get copies mailed to. 00:10:59
I was very impressed. 00:11:04
Too often we are quick to point out what is done incorrectly or unprofessionally. 00:11:05
I wanted to take a moment to commend Mrs. Professionalism and hard work. She did a great job and deserves to be recognized for it. 00:11:09
Cynthia Costa is with the clerk of the Superior Court, and she's been with the county for 25 years. 00:11:19

This morning we have our September results and each year we expect September to be. 00:12:38
Low in revenue and on track for expenditures. 00:12:45
So we have that data for you today. These charts just update annually we now have. 00:12:51
4 full years of data plus the budget target which is your third line in from the left on each set and the full year budget which 00:12:58
is that first line and we will have your October update, I believe it'll be the December 5th. 00:13:07
Session and we do have and we did double check this morning and we are on track with where we would expect to be for an actual 00:13:18
full quarter for that, for, I'm sorry, with the actual first half of property taxes. So when we come back in December, we'll have 00:13:24
an update that will reflect where you expect to be. 00:13:31

So again, Vince and Cindy Hudson are proposing to have a CU P to allow commercial retail business in a residential one zone area 00:16:06
to allow for a three foot tall by 8 foot wide sign to place on top of a free existing standing sign advertising the commercial 00:16:13

This project is being processed under section 101.3, point B of our zoning ordinance. 00:16:28
On September 21st, 2023, the Planning Zoning Commission voted 7 to 1 to recommend Gila County Board of Supervisor approve of the 00:16:37
conditional use permission application, but after the prerequisite conditions are met and contention on compliance with other 00:16:43
conditions. 00:16:49
They held a citizen participation meeting that notified the 300 feet. 00:16:59

I will be briefing my summary of the overwhelming support that we have for CU PP2308-002 from property owners as well as members 00:23:28
of the Pine Strawberry patient communities. I would like to point out that in the Gila County Compre. 00:23:36
Master. 00:23:44
Goal #4 is active, knowledgeable, and involved citizenry that represents the diversity of the county, the citizens, and their 00:23:46
opinions. 00:23:51
And an active citizen and agency participation program. 00:23:56
We have addressed the active participation program with the participation meeting that's required. 00:24:01
And the community support will be obvious. 00:24:07
On the objective under that under Goal #4, Objective 401 is to encourage active citizen involvement in commute in county decision 00:24:11
making processes. 00:24:16
Policy 4.08 The County shall encourage public participation in all county process. 00:24:22
Or processes so along according to those parameters. 00:24:29
We have shown overwhelming support from the community. I won't reiterate what Randy has said about the citizen participation. 00:24:35

We also submitted A petition with 352 signatures verified to be residents of Pine Strawberry and Patient District 1 constituents. 00:25:27
So bringing skies and Pines to the beeline. Guesthouse property is compatible and harmonious with current property use along Hwy. 00:25:37

Not only would they shop in our store, but they would shop in all the other stores along 87. 00:30:00
It was good for the community and they would bring their kids, they bring their grandkids. 00:30:06
And and shop in all the little stores at Old Settlers Village. And we want to bring that back to the community. That's why it's so 00:30:12
important for Skies and Pine to be in Pine. It's good for the community and it's good for everybody around us. Thank you. 00:30:20

HI Chairman, Members of the board and the Sheriff's Office did new batches about five months ago. We finally have them all in end 00:31:49
up Lloyd and now we have all of the old badges that are pretty worn. 00:31:56
Umm, definitely unauctionable. We don't want that to get into somebody else's hand. That's not a certified officer in the state of 00:32:04
Arizona. So we're coming to the board to ask a lot of these things to mean something to these officers. That was probably the 00:32:11
first badge that was ever pinned on them. Some of them, their dad pinned it on them, things like that. So what we would like to do 00:32:18
is come to the board and ask if we can sell them to the employees for $17.00 per batch, But that'll take any questions. 00:32:24

To me, $17.00 is kind of a low amount. So what are you gonna do with the money? 00:32:37

are companies that if you purchase your badge through them, this is the amount that they would give you if you recycled your old 00:33:54

So the new badge costs $85. 00:34:09
The $17.00 was deemed to be the the minimum that we could accept as. 00:34:12

The cash equivalent so that it is not gifting of public resources for the. 00:34:22
For the Sheriff's Department staff to to keep their badges if they choose to, I understand that there are some. 00:34:29
Optics to that that are negative, but we did come up with the lowest possible amount that we could in this instance. 00:34:38
I guess with that said, that's some of the punishment we get to keep up with our yearly audits. 00:34:47
To enable us to do other things. 00:34:55
I I I appreciate it now, but I yeah and and so that's that's the only plus I can see is that we get a lot of other benefits by by 00:34:58

For other items that might come up that the officers might want to purchase that we're either upgrading or getting rid of or 00:36:32

We found that the only way to place a value on these things. 00:36:42
Is to find out what anybody would give them for you on a regular basis. Obviously there's eBay and all that stuff. You go through 00:36:47
that that'd be ridiculous. But you would have in this instance, we have a standing offer for trade insurance for $17.00 a piece. 00:36:54
So that gives us a number to work with. Otherwise the the number is just out in the ether somewhere because it could be anything 00:37:01
you would want to say. So this just establishes not only a president for this, but future items. 00:37:09
That the officers might want to take with them that we could, we could come up with a value for. 00:37:17
So there's no no violating the. 00:37:22
Yeah, we can't violate that. I mean, this will be the first to squall if we try, so. 00:37:25

Heinfeld Nietzsche's guidance, we were not able to alleviate prior period deficits. That was based on their guidance and the 01:01:58
guidance that came out of the federal government regarding the LATCF funding which is the local area and tribal tribal consistency 01:02:05

Those funds are based on tilt ratios. 01:02:19
With Heinfeld Michaels guidance we were able to. 01:02:22
Transfer expenditures for the ongoing operation of the county. 01:02:28
To the LATCF fund, which alleviated deficit fund balances for fiscal year 23. The majority of those were from operational 01:02:33

For fiscal year 24, Mr. Menlov and I worked together with facility staff. 01:02:48
And with finance staff to restructure how things are reported in the finance system so that we don't create a deficit fund balance 01:02:53
anymore for facilities up until fiscal year 24. 01:03:00
Coming back to previous leadership. 01:03:08
Facilities was being run as its own fund, but Facilities has no revenue source. It was consistently running out of deficit. 01:03:12
With these transfers as brought to you today, there's about $940,000 left of the initial $6 million deposit. 01:03:19
OK. And so the initial $6 million is going to cover all that put us back in, in where we need to be as far as? 01:03:31
Facilities or whatever else. 01:03:39
Going forward. So then going forward, we won't be incurring any of that, Yeah, right. Not not for facilities. You won't see a 01:03:41
deficit fund balance for facilities anymore. They are now in the general fund, which is the 1005 fund. 01:03:48

In back in January of last year, the board approved $756,172. 01:29:32
That Diffum had offered for engineering design for Telegraph fire flood mitigation related projects. 01:29:41
At that time we were working on multiple projects within our. 01:29:48
When NRCS? 01:29:53
Informed us that the Emergency Watershed Protection Program. 01:29:57
And the 222 days? 01:30:01
That our project scope would exceed the 222 days and we we lost that grant funding. 01:30:03
We turn to dip them and said can we take the 2.6 million that you were going to authorize as local share and use that on project 01:30:10
construction and we'll use the remaining monies for design to finish the design. 01:30:17
And that's where we're at and that's the reason for this amendment. So we have tomorrow Jay Fuller comes to the county or via zoom 01:30:24
presents to the county, a 90% design on the Russell Ghost project, again from Vessage right by the hospital to hospital drive. 01:30:32
And they're going to show that they they can improve the flow in that area from 600 cubic feet to 1900 cubic feet per second. 01:30:41
And it's going to have an articulated block bottom on the channel. 01:30:49
So it'll be easy to maintain and it should be a long lasting flood mitigation project. 01:30:54

And went with the 90% design, we can move forward. 01:31:01
What one of the things that one of the challenges that remains and we did ask them to target a project in the $2.6 million range. 01:31:05
So that we can get it done and that's what they're doing and that's what my reason for part of the redesign. 01:31:12
One of the challenges for us when we increase the flow that significant amount is that two things happen 1. The baseline elevation 01:31:19
is lower along most of that stretch, but slightly rises 1/10 of a. 01:31:25
On the very downstream and where the box culvers are going to go and so we need, we will be, we will need to check with FEMA to 01:31:33
see if that requires A conditional letter of that provision. 01:31:39
And if that's the case, it may, it may add additional time elements to the final completion of this project. What we're targeting 01:31:46
is the design should be done by January, February next year. 01:31:51
We would probably need some time to work with FEMA and the project should be completed by December of next year. 01:31:58

They assist us in determining whether it's a valid ask. 01:34:26
One of them is the diaphragm. 01:35:02
The contractor came to us and said I prefer to use a concrete diaphragms instead of steel diaphragms. The diaphragms is the 01:35:05
mechanical structure that holds the girders together mid. 01:35:10
Other words there that girder state on the Piers and in the middle you want to make sure that they're not moving. So you either 01:35:16
either put a steel diaphragm or a concrete diaphragm. The contractor had more experience with concrete and offered a cost 01:35:24
reduction. If if we were to redesign the diaphragm and we did, we didn't want to slow the project down. If the functionality 01:35:31
remains the same, they are just as good and we got a small cost reduction from that and credit to our contingency. 01:35:38
The other, the other thing is when we started to put the steel bar cages into the 70 foot drill shafts and for the concrete that 01:35:47
that that steel rebar was moving inside of the column and and and everyone preferred for that not to move and for it to be exactly 01:35:54
located where it's supposed to be. And we asked Kimberly Horn to improve the design to make sure that that it stayed in place 01:36:00
while we formed the concrete. So that was an additional design that they did. 01:36:07
OK, one of the other designs is their geotech firm helped us. 01:36:14
Along the way in making decisions when we had the item of the shaft, us not being sure meaning a dot and the contractor not being 01:36:20
sure that the bottom of the shaft was was, was was OK. 01:36:27
And and their geotech firm helped helped us understand the situation and to make the right decisions as we went along. 01:36:35
The last item is we designed a rope that leads to the Forest Service office alongside old 188. 01:36:43
That was always part of the design. 01:36:53
When the Forest Service, when they started to build it, the Forest Service came to us and they said it's too narrow. 01:36:55
So when you all went and looked at it, we agreed it was too narrow and they redesigned that whitening of the road. Those are the 01:37:00

But we made a request that we made at them at that time with that they apply for a right of way permit when they do phase one. 01:46:48
In, in in every other face beyond that but on a per phase basis that they submit a right away permit showing us where all their 01:46:56
lines are going to be under our roads. OK, we just need to know that a record for for for for the future. They agreed to do that 01:47:04
and at the same time we agreed that if they wanted to go across county properties where there is no Rd. 01:47:12
Or where there is a road but it's not been dedicated, that the property is still like a parcel number where there's no rope 01:47:20
dedicated or Rd. easement but it is a county property that they would provide documentation and request a an easement from the 01:47:25

time and enjoyed visiting and all that. So it was, it was a pleasure to see, real pleasure and RIM Institute right there did an 02:06:48
