OK. Well, we have a great turn out this morning. 00:07:36
We have a lot of employees. 00:07:39
We have item 2A and I'm not going to read all the names, but it is our county spotlight and so I'll turn it over to Erica. 00:07:42
Mr. Chairman. 00:07:49
Again, thank you for the opportunity to be here. As mentioned, we do have 10 employees that were nominated. 00:07:52
The first one is a group nomination and actually includes nine of our employees. 00:07:59
Their nomination read. On March 8, 2023, the Arizona Auditor General's office announced during its weekly call with the finance 00:08:05
director at the fiscal year 2022, Gila County financial statements had zero adjustments. 00:08:12
So we want to recognize these employees who are helping make that come true. 00:08:21
And alphabetically, we're recognizing Amy Staton, Amber Warden, Annie. 00:08:26
Betty Hearst, Crystal Montana. 00:08:32
Melissa Werner, Nikki Weaver, Stephanie Titus and Sylvia Martinez. 00:08:34
Together, the Gila County finance team exemplifies teamwork, quality and integrity. 00:08:38
First off, we have Amy, who's been with Gila County for five years. 00:08:44
If you can see this. 00:08:56
Thank you. Thank you. 00:08:59
Next we have Amber Warden, who's been with the county for 16 years. Amber. 00:09:03
Annie Hammer, who's been with us almost two years. 00:09:13
Betty Hurst, who's been with us 10 1/2 years. 00:09:24
Thank you. 00:09:36
Crystal Montana has been with the county for 10 years. 00:09:39
Melissa We're not who's been with the county almost a year. 00:09:48
Play. 00:09:53
OK. 00:09:56
Nikki Weaver, who's been with the county almost 12 years. 00:09:57
As Stephanie Titus, who's been with the county almost 10 1/2 years. 00:10:08
And Sylvia Martinez has been with the county over 16 1/2 years. 00:10:18
Thank you. 00:10:26
Next, we have a spotlight for Cynthia Castaneda. 00:10:28
Her Spotlight nomination was from an outside member of the public and that reads. I wanted to take a moment and commend a member 00:10:33
of your staff. 00:10:36
I needed to get certified copies of some documents from 1980. I called expectant to be transferred from person to person and 00:10:40
expected the process to be difficult. 00:10:45
I'm pleased to say I was completely incorrect. I made one call and was transferred to Cynthia Castaneda. She was very pleasant to 00:10:50
speak with and try to locate the documents for me. 00:10:54
Within an hour the documents were located and arrangements were made to get copies mailed to. 00:10:59
I was very impressed. 00:11:04
Too often we are quick to point out what is done incorrectly or unprofessionally. 00:11:05
I wanted to take a moment to commend Mrs. Professionalism and hard work. She did a great job and deserves to be recognized for it. 00:11:09
Cynthia Costa is with the clerk of the Superior Court, and she's been with the county for 25 years. 00:11:19
And that does conclude this month's Spotlight nominations. Thank you, Eric, Supervisor Humphrey. 00:11:31
I just want to thank everybody so much. We appreciate all you do. Thank you supervisor, client. Thank you Mr. Chair and and thank 00:11:38
you all as well. It's good to see and. 00:11:42
And really, really good to see for the county. So thanks. Yeah, I really enjoyed the spotlights because it just shows it just so. 00:11:48
Shows what a great team we have with. 00:11:55
So thank you all for everything that you do. Keep up the good work. You make us look good. Thanks. 00:11:58
Item 2B. 00:12:11
Presentation of September 30, 2023 Gila County financial data as it compares to fiscal year 2024 Heila County budget, fiscal year 00:12:13
2023, fiscal year 2221 and year to date performance. Aaron Belling, good morning, Good morning, Mr. Chair. Good morning, 00:12:21
Supervisor Klein, Supervisor Humphrey, now that we've fully embarrassed the finance staff. 00:12:29
This morning we have our September results and each year we expect September to be. 00:12:38
Low in revenue and on track for expenditures. 00:12:45
So we have that data for you today. These charts just update annually we now have. 00:12:51
4 full years of data plus the budget target which is your third line in from the left on each set and the full year budget which 00:12:58
is that first line and we will have your October update, I believe it'll be the December 5th. 00:13:07
Session and we do have and we did double check this morning and we are on track with where we would expect to be for an actual 00:13:18
full quarter for that, for, I'm sorry, with the actual first half of property taxes. So when we come back in December, we'll have 00:13:24
an update that will reflect where you expect to be. 00:13:31
As opposed to the seasonality of property tax collections? 00:13:39
Thank you, Marin Supervisor Humphrey. Any questions? 00:13:45
I have no questions and I appreciate your charts and your time. 00:13:48
Kind of let us know where we're at, where we're going. Thank you. Appreciate it, Supervisor Klein. 00:13:53
I think I'm good on this one, man. Thank you so much. 00:13:59
Yes, thank you so much. Just get the revenues up and we'll be fine. Yes, and we are. So as of let's see, I ran this yesterday 00:14:03
morning, property taxes, about 34% of property taxes had come in at the end of October and that's right where we expect it to be. 00:14:10
So we are we're in good shape. 00:14:18
Thank you very much, Mr. Chairman. Yes, Sir, we recognize most of the finance team, but it did not include in that recognition 00:14:25
Burn Belling, our Finance Director. 00:14:30
I would like to recognize her as the leader of that. 00:14:37
Getting those financial statements for us working without a general I know. 00:14:42
Having. 00:14:46
In a former. 00:14:47
And I'm still recovering from being an auditor myself, but that she. 00:14:49
Spends a lot of time. 00:14:54
Working with them and trying to make sure that she understands what they want and that they understand what we're doing. So I 00:14:56
appreciate Marin and her leadership with the finance team. 00:15:01
Hitting our audits and all that stuff that's critical for us, we all do. 00:15:07
A lot of work. There's just a lot of work. 00:15:16
It's all gotta be correct and it's so hard to get it that way, but you're doing a great job. Thank you. 00:15:20
Moving on to item 3A, Public hearing. 00:15:27

They have. 00:18:21

Good morning, Supervisor Klein, Supervisor Humphrey and Chairman Christensen. 00:23:21
I will be briefing my summary of the overwhelming support that we have for CU PP2308-002 from property owners as well as members 00:23:28
of the Pine Strawberry patient communities. I would like to point out that in the Gila County Compre. 00:23:36
Master. 00:23:44
Goal #4 is active, knowledgeable, and involved citizenry that represents the diversity of the county, the citizens, and their 00:23:46
opinions. 00:23:51
And an active citizen and agency participation program. 00:23:56
We have addressed the active participation program with the participation meeting that's required. 00:24:01
And the community support will be obvious. 00:24:07
On the objective under that under Goal #4, Objective 401 is to encourage active citizen involvement in commute in county decision 00:24:11
making processes. 00:24:16
Policy 4.08 The County shall encourage public participation in all county process. 00:24:22
Or processes so along according to those parameters. 00:24:29
We have shown overwhelming support from the community. I won't reiterate what Randy has said about the citizen participation. 00:24:35
That being basically 8, four and six against. 00:24:44
The additional work. 00:24:48
Desire to remain neutral, so that totals the 17 proper. 00:24:50
Addition, in addition to that, we have submitted 133 letters to you, our county supervisors letters in support asking you to pass 00:24:55
the COP. 00:24:59
There have been 13 emails to planning and zoning. 00:25:05
And I know there were 13 because they were succeed to the beeline guest. 00:25:08
And Supervisor, Chairman, Supervisor Christensen, You yourself said in your town hall meeting August 8th, 2023 that you had a 00:25:13
stack of emails this week. 00:25:19
We also submitted A petition with 352 signatures verified to be residents of Pine Strawberry and Patient District 1 constituents. 00:25:27
So bringing skies and Pines to the beeline. Guesthouse property is compatible and harmonious with current property use along Hwy. 00:25:37
87. 00:25:41
CRC. 00:25:48
Is consistent with the Gila County Comprehensive Plan, amended in 2018, February 2018, which designates properties along State 00:25:49
Route 87 in Pine as a multifunctional corridor. 00:25:55
And that is and I'm quoting from the comprehensive plan intended to create opportunities for additional revenue generation and 00:26:02
employment opportunities presented by proximity to and. 00:26:08
With visibility from state Route 87. 00:26:15
So we have completed all county requirements. We have complied with all county requirements. Oops. 00:26:19
Oh, that's your title. That's not mine. Sorry. I thought it was my timer. OK, we've we've complied with all county requirements. 00:26:27
You the county staff and citizens applying strawberry and Payson asked this CUP to allow skies and. 00:26:35
Thank you. 00:26:44
Vince, did you say you were going to forego, You know, I think I better because we went over a little bit. 00:26:47
First and foremost, Steve, we appreciate. 00:26:53
Asking us to reapply for this permit. 00:26:56
Sorry, ma'am. 00:27:03
Miss Christian, we appreciate you. 00:27:05
Asking us to reapply for this kid, we think it's the right thing and we're in all the parameters that we need to just to be 00:27:07
correct. Vince, I said you have the option or freedom to reapply? No. OK, alright, alright. Thank you make that clear. 00:27:15
Thank you, Vince and Ronald Davidson. 00:27:23
Thank you for the opportunity. 00:27:32
Tell us who you are. My name is Ron Davis. Yeah, and everybody knows me. 00:27:36
30 years ago I started doing business in Pine Strawberry area making deliveries. I was doing shows between Payson and. 00:27:42
And. 00:27:51
I've built several stores throughout other states. 00:27:52
Primary objective is to have a great. 00:27:55
With a good location then you can create. 00:27:59
Business, which is a draw, which is a destination. That was my whole. 00:28:02
Object. 00:28:08
Going into Pine created create a destination for people to come to. Whether they buy from me or not, it doesn't matter because 00:28:09
they'll come up. 00:28:12
To go to my business either by from some other business. 00:28:16
Um. 00:28:21
Which is what I hope I did create a good business. 00:28:22
About 8 1/2 years that I was there at that location, previous location. 00:28:26
However, my lease was terminated. 00:28:30
On March 15th of this year. 00:28:34
Since then I have looked for several locations. 00:28:36
The location at. 00:28:40
Beeline Guest House is the only other suitable location to do what I do. 00:28:43
I just want to have the opportunity to. 00:28:50
The destination that I've created over the last 8 1/2 years. 00:28:53
And make it so that. 00:28:57
We. 00:28:59
More revenue like we had. 00:29:00
That's all I have to say. Thank you. Thank you. Mr. Davidson. How many in Payson wish to speak? 00:29:04
If you have something additional to add, please come to the microphone and introduce yourself. 00:29:17
Sir, I have one that would like to see. 00:29:22
Hi, my name is Star Messiah. Everyone knows me as Starland and I have been working with Sky for the last seven years. And I can 00:29:34
tell you that Skies and Pine did become a destination. People would bring their kids year after year to not only see the furniture 00:29:43
but playing the TP. And what was really interesting is that. 00:29:51
Not only would they shop in our store, but they would shop in all the other stores along 87. 00:30:00
It was good for the community and they would bring their kids, they bring their grandkids. 00:30:06
And and shop in all the little stores at Old Settlers Village. And we want to bring that back to the community. That's why it's so 00:30:12
important for Skies and Pine to be in Pine. It's good for the community and it's good for everybody around us. Thank you. 00:30:20
Thank you, Star. Is that all then in Payson? 00:30:29
Yes, Sir. Thank you, Cassandra. Do we have anyone to make a comment on? 00:30:34
YouTube. No. OK, so with that, I'll close the public hearing and ask a Supervisor Humphrey if he has any comments or questions. I 00:30:38
have none. Supervisor Klein, I'm good to go. OK And I will call for a motion. 00:30:45
OK, I would make a motion. 00:30:55
To adopt the resolution #23-11-0. 00:31:04
I'll second that we have a motion and a second to approve all those in favor. 00:31:09
Aye, aye, Aye. Unanimous. 00:31:14
All right, moving on next item. 00:31:27
A regular agenda, items, information, discussion, action to approve the sale of the old Sheriff's Office, so law enforcement 00:31:31
badges, badges, badges. 00:31:36
To the SO employees for $17.00 per badge and further it has been determined that these badges are unoptionable. Miss Sarah White 00:31:42
HI Chairman, Members of the board and the Sheriff's Office did new batches about five months ago. We finally have them all in end 00:31:49
up Lloyd and now we have all of the old badges that are pretty worn. 00:31:56
Umm, definitely unauctionable. We don't want that to get into somebody else's hand. That's not a certified officer in the state of 00:32:04
Arizona. So we're coming to the board to ask a lot of these things to mean something to these officers. That was probably the 00:32:11
first badge that was ever pinned on them. Some of them, their dad pinned it on them, things like that. So what we would like to do 00:32:18
is come to the board and ask if we can sell them to the employees for $17.00 per batch, But that'll take any questions. 00:32:24
I think Sarah a supervisor. 00:32:33
To me, $17.00 is kind of a low amount. So what are you gonna do with the money? 00:32:37
And so it'll actually go back into the general fund and reimburse A portion of the money that was paid to buy the new Baptist. OK 00:32:42
And how how many, how many badges are there? Well, that's going to depend too, because it's gonna depend if the employee wants to 00:32:49
buy it. Some of them may not want to buy them. So I'll have those numbers and I can e-mail them to you once we figure that out. 00:32:55
Yeah, I I guess I I'm just wondering if it was their first batch. So I don't, I mean they're, they're first responders, why don't 00:33:04
why don't we just give them the respect? 00:33:08
That's just where I'm from, you know. I mean, get $17.00. It's like how much difference is that going to make in your yearly 00:33:13
budget when it's this big to just give someone the gift of? 00:33:19
The gifts that they. 00:33:25
Here comes the hammer. 00:33:29
So I was going to tell you the sheriff would agree with you. 00:33:32
Finance and legal is where we came up with the $17.00, so it's got to be 17 to be legal. 00:33:37
Mr. Chair, Supervisor Humphrey. 00:33:44
It because we cannot gift public funds, We've researched what a reasonable resale amount was. We were able to find that if there 00:33:46
are companies that if you purchase your badge through them, this is the amount that they would give you if you recycled your old 00:33:54
badge through them toward the cost of your new badge. 00:34:01
So the new badge costs $85. 00:34:09
The $17.00 was deemed to be the the minimum that we could accept as. 00:34:12
As basically that. 00:34:20
The cash equivalent so that it is not gifting of public resources for the. 00:34:22
For the Sheriff's Department staff to to keep their badges if they choose to, I understand that there are some. 00:34:29
Optics to that that are negative, but we did come up with the lowest possible amount that we could in this instance. 00:34:38
I guess with that said, that's some of the punishment we get to keep up with our yearly audits. 00:34:47
To enable us to do other things. 00:34:55
I I I appreciate it now, but I yeah and and so that's that's the only plus I can see is that we get a lot of other benefits by by 00:34:58
being audited and and being able to pass those audits. So thank you very much. 00:35:06
Jessica, did you have anything to add to that? I'm good. Chairman Marin said it perfectly. Thank you. Thank you, Supervisor Klein. 00:35:15
I don't. I don't know if I should open my mouth. 00:35:23
So. 00:35:28
You know, I totally disagree with charging them for any of it. I understand the gifting class because we constantly are against 00:35:29
that. 00:35:32
But are we sure the 17 is the lowest amount we can go and not a dollar a badge, I mean. 00:35:36
I think they know it's well enough. I'm going to make them think a little bit, Supervisor Humphrey. 00:35:46
All I can bring you is the information and advice that I have received from from the County Attorney's Office and our mutual 00:35:54
research. 00:35:57
Umm. 00:36:02
If there's another way, I'm not opposed to exploring that, but this is the information that we were able to back with with 00:36:06
research and available information. 00:36:11
This isn't the only thing that's coming up like this. So what we're trying to do is work with with finance and let Google to have 00:36:22
some kind of a model. 00:36:27
For other items that might come up that the officers might want to purchase that we're either upgrading or getting rid of or 00:36:32
something like that, so. 00:36:37
We found that the only way to place a value on these things. 00:36:42
Is to find out what anybody would give them for you on a regular basis. Obviously there's eBay and all that stuff. You go through 00:36:47
that that'd be ridiculous. But you would have in this instance, we have a standing offer for trade insurance for $17.00 a piece. 00:36:54
So that gives us a number to work with. Otherwise the the number is just out in the ether somewhere because it could be anything 00:37:01
you would want to say. So this just establishes not only a president for this, but future items. 00:37:09
That the officers might want to take with them that we could, we could come up with a value for. 00:37:17
So there's no no violating the. 00:37:22
Yeah, we can't violate that. I mean, this will be the first to squall if we try, so. 00:37:25
You know, we have a spotlight. 00:37:31
Award for people and and how much do we give them in the cards or whatever. 00:37:33
Is it like 10 bucks or the card is $25 and each employee is taxed on that? 00:37:38
Right on. So we can cut them a really good deal and skip taxes on a badge for each of your officers. I'll do the deal for the 00:37:45
Spotlight nominations. If you can line your officers up in here, we'll just give them their old badge. 00:37:50
And they can pay the taxes on them and they can worry about that themselves. Actually, there's quite a few that want to take 00:37:57
advantage of this. If they had to come and talk to you about it face to face, it might change. That's a little bit, I don't know, 00:38:01
but. 00:38:05
I I don't know what to tell you it it it does seem like. 00:38:11
We're going a long ways for not a lot, but on the other hand we are keeping our hands clean too, so. 00:38:14
Yes, ma'am. Yes, Chairman, member supervisors. So we have the authority here that you're finding that the badges are not 00:38:23
auctionable. We find that because the we don't want to put badges out there for other people to utilize. If the board is finding 00:38:30
that they have little value, then that could also justify your reason for not auctioning it. Now in regards to the gift clause, 00:38:37
what we're looking for is that it's not grossly. 00:38:45
Disproportionate to what the county is receiving in return. 00:38:52
We placed a value on the badges. 00:38:56
What we could get back from another. 00:38:59
Swap if they wanted to purchase the new badges and trade off those that old badges, it would be $17.00. 00:39:03
The board could find that, perhaps. 00:39:09
5 dollars, $10 is not grossly disproportionate to what the county is receiving in return, that is. 00:39:13
The. 00:39:20
Memory for the sheriff's who have worked in the past. 00:39:22
Or their contribution to the county in the past if you want to allow them to continue to have those badges. And so you just need 00:39:30
to find that the value is not grossly disproportionate to that $17.00. 00:39:36
That's that's opening the door for me. I can figure something out, Jessica. So. 00:39:46
Yeah, you know. 00:39:52
These law enforcement officers, men and women, they give us everything they've got and we run with a limited amount of people say 00:39:54
they work their tails off all this time and to me it's just something very small to be able to give them their badge. They started 00:40:00
with from us as an agency, so. 00:40:05
But of course that that did cost the county funds at at one time when it was purchased. I understand Adam, but what does it cost 00:40:12
to them to be officers? 00:40:17
But yeah. 00:40:25
I got. I got to keep the sheriff on the up enough, I understand. 00:40:29
They say the same about me, so. 00:40:34
That's OK. I'm good with, you know, given all that information, I will ask for a motion. 00:40:37
Mr. Chair, I moved to approve. 00:40:50
Umm. 00:40:55
Of old sheriff's officers law enforcement badges. 00:40:57
Two Sheriff's Office and. 00:41:00
0. 00:41:05
AM 1240 FM 106.1 Jessica's trying to breathe. 00:41:07
Didn't have to like it. You just asked for a motion. 00:41:14
Chairman if I may. 00:41:19
I would recommend just putting some sort of dollar value on there so that you could justify finding that it was not grossly 00:41:22
disproportionate. For lack of a second. Would you like to rephrase your motion? 00:41:27
Yes, I move to approve. 00:41:33
The old sheriff's officers. Law enforcement. 00:41:36
Two sheriff's officers employees for $1.00. 00:41:41
Her veg. 00:41:47
Mr. Chair, I'll second that. All those in favor? Aye, aye, aye. 00:41:50
Motion passes $1.00 per batch. 00:41:56
We do really appreciate it. The staff is pretty excited. They thought they were going to have to turn them in, so we're gonna get 00:42:00
it on the backside when we don't pass an audit. But we'll deal with. We have a great staff, We dishonored them all. 00:42:07
We'll try to work it out somehow. She will. Thank you. OK, then let's move on to Item 4B. Information Discussion Action to review 00:42:15
all bids Submitted for Request for Proposals 02. 00:42:21
0721. 00:42:29
We say it again 072123. 00:42:32
Food Service for Gila County Detention Center award a contract to the lowest, most reasonable qualified bidder and authorized the 00:42:36
chairman signature. 00:42:40
On the award contract for the winning bid. This way, yes, sorry, We'll excuse Mr. Fulton. They had a medical emergency in the jail 00:42:44
this morning. So I'll be presenting. I'll do my best. 00:42:50
Chairman, members of the board, this is the annual food contract for the detention facility here in Globe. They also do 00:42:57
prepackaged food that gets sent up to the substation and Payson, and then it does also service the woman's annex that is on the 00:43:04
same property located as the Globe facility down here. 00:43:11
Umm. 00:43:18
It is. 00:43:20
With that, I'll take any questions that you guys have. We had two bidders come back which was Summit Food and Trinity Services, 00:43:21
so. 00:43:25
OK. Thank you, Sarah. Questions Supervisor Humphrey. 00:43:30
I have no. 00:43:34
Supervisor, Sir, is this the same contractor as before? OK, thank you. 00:43:36
I have no question, Sarah, something with that I'll call for motion. 00:43:41
Or are we? 00:43:45
Something else. Are we deciding which one? Yes, you are awarding the bid. 00:43:47
To the lowest one, which is the lowest one, Got it? Which I believe though you had Summit and Trinity. 00:43:54
If I'm not mistaken, um. 00:44:03
Which finance might have to hop up here is there was a cost difference, but Trinity was the one awarded as far as they would use 00:44:06
existing staff that's already been processed through the background and employed in the facility. And that they also are local and 00:44:13
had the ability they service DOC here in the Globe area. So when our kitchen was down, they were able to continue to provide food 00:44:20
for five full days. 00:44:26
Great call for a motion. 00:44:34
Mr. Chair, I'll make the motion to award a contract to Trinity Services Group in the amount of. 00:44:37
$424,653 in response to requests for proposals number. 00:44:42
072123 as presented. 00:44:49
Mr. Chair, I'll second that. Thank you, gentlemen. All those in favor say aye, aye. 00:44:52
Thank you, Sarah. 00:44:59
Item C4C Information Discussion Action to Ratify the Board of Supervisors Approval for the Sheriff's Office Electronics submittal 00:45:02
of the. 00:45:06
Ffy 2020. 00:45:12
That's probably supposed to be just FY. 00:45:15
Anyway. 00:45:18
FY that's federal fiscal year. Federal fiscal year. OK. Thank you. 00:45:20
2023 State Homeland Security Grant application to the Arizona Department of Homeland Security on February 24th, 2023 and approve. 00:45:25

A. 00:45:43
OHS DASH HSGP DASH 210304 DASH 02 in the amount of $2609 and F FY20 22 Homeland Security Grant Program Award Reallocation 00:45:44

In the amount of 15,000 dollars 390 one $15,391.00 for the performance period beginning. 00:46:24
October 1st, 2023 through September 30th, 2024 to upgrade the C Soft Telex Dispatch Cons. 00:46:32
Lieutenant Scott, Mr. Chair members of the board. That was a mouthful, wasn't it? 00:46:42
Back on the end of February, I submitted for a grant through the state Homeland Security. 00:46:49
As we're improving our communications for the Sheriff's Office and the others that we dispatch for. 00:46:55
Then he came up that we needed to upgrade our Seesoft dispatch consoles. The ones we currently have are 8 years old. Technologies 00:47:02
changed. 00:47:06
They have newer firmware and so the decision was made that we needed to upgrade that to keep in line with everything else. I 00:47:11
submitted the grant. 00:47:16
It was approved, but as you see they had reallocation money leftover from 2021 and 2022, so they. 00:47:21
Funded our project totally with the reallocation funds of 2000 from 1. 00:47:31
2609 from 1:00 and then the other one was 16,000 and then they funded the rest of the program with the new physical or the new 00:47:36
grant funds for this year at 15,391 for a total of. 00:47:43
32,034 thousand somewhere in there. I'm sorry. 00:47:51
But yes, and we're in the process, as soon as everything is good, we'll get new quotes. 00:47:55
And get the system, get the system ordered and get it installed so we can upgrade what we have. 00:48:02
Thank you, Lieutenant. Any questions? I have no question. Any questions? Oh, I'm good. Thank you, Tim. OK. And I have none either, 00:48:08
but I'm gonna ask. 00:48:12
Jessica Whether or not a motion could be stated more simply. 00:48:18
So much. 00:48:22
By just saying I, I moved to prove or disapprove whatever item 4. 00:48:26
Yes. Or Chairman, Member supervisors, if you reference the motion that you proposed at the beginning of the agenda item. 00:48:33
OK, then I'll call for. 00:48:42
So move. 00:48:44
I'll second it all those in favor. Aye, aye, aye. 00:48:47
It's going to be a really long day if we got to read all that again. 00:48:51
Thank you. 00:48:56
OK. 00:49:00
Item 4D Information Discussion Action to approve the Superior Court submission of the Fiscal year 2024 Amended Fill the Gap Grant 00:49:03
application to the State of Arizona Administrative Office of the Courts for enhanced criminal case scanning in the amount of 00:49:10
$5505.65. 00:49:16
Cathy, good morning, Chairman, members of the board. 00:49:23
Before you this morning is the Superior Court's amended to Fill the Gap grant application? 00:49:26
We initially brought this grant before you on September 5th. 00:49:32
We soon after realized we needed to revise our numbers. 00:49:35
We've made those changes in this application and bring it back before you for approval. 00:49:39
If you recall, this grant supports the fees associated with scanners that are throughout our limited jurisdiction courts. 00:49:45
For the uploading and scanning of documents into the courts case management system. 00:49:53
Thank you, Supervisor Humphrey. 00:49:58
I have no question, Supervisor Klein. I'm good. I'm good as well. I'll call for motion. I'll make a motion to approve the 00:50:00
submission of an amended fiscal year 24, fill the gap grant application in the amount of $5505.60. 00:50:08
I was saying, is that Mr. Chair, all those in favor say aye, aye. 00:50:16

Mr. Chair, Because if I have a question, OK, on the electrical for the bathrooms, that's that's down between the two arrangements 00:52:00
per answer. 00:52:03
Will there be enough electrical run to that bathroom for the second arena for announcer stand and things of that nature? 00:52:08
OK. I'm just trying to think ahead because if we get it there and then it's just Stones throw away. So is that included in this? 00:52:16
Has adequate capacity to feed any future needs on that second arena. 00:52:25
Thank you guys very, very much. Appreciate it. 00:52:33
Chair I had. I think I'm good. You're good. 00:52:36

$0.99 to provide janitorial services for. 00:53:39
Southern and northern regions of Gila County and we have Melissa Cervantes. 00:53:43
Can I say that right? Thank you. Thank you. Good morning, Chairman, Members of the Board. 00:53:50
On July 11, 2023, the Board of Supervisors approved Amendment #2 to state contract number Ctr. 050894 to extend the term of the 00:53:57
contract for one additional year to June 30th, 2003. 2024. Sorry for a contract amount not to exceed $206,503.13 without prior 00:54:06
written approval from the county. 00:54:15
The Facilities and Land Management Director recommends the Board of Supervisors approve the amendment to contract number Ctr. 00:54:24
050894, which Anna Serve Inc, to increase the contract amount by $52,790.86 to accommodate the minimum wage increase for the years 00:54:32
2023 and 2024. 00:54:40
Continue a day shift employee and add a new service location at the Public Works Sheriff Substation located at 4677 N Highway 288. 00:54:49
Young Arizona Janiser will now manage all location which supports the goal of standardization, resulting in a cost savings of 00:54:56
approximately $10,400. 00:55:03
I'm happy to answer any questions. Thank you very much, Supervisor Humphrey. I have no question. Supervisor Klein. 00:55:11
So Mr. this is extended for a one year and is that the end of the contract and it'll fly again for new one or do we have other 00:55:18
insurance? 00:55:22
There'll be another one after that. OK. Thank you. 00:55:27
I have no question, so I'll entertain a motion, Chairman. 00:55:31
Oh, I'm sorry, Yes, Sir, Can I ask a question of clarification? He said that this is. 00:55:33
The Sheriff's Office. 00:55:39
The Sheriff's Office roads there's a substation in. 00:55:42
A small building at the roads yard, correct? 00:55:47
Does this extend to the Veterans retreat at all? 00:55:52
And we have a subcontract with. 00:55:57
Did that bring up? 00:56:05
I'm sorry. Thank you, James, for bringing that up. So we will, we'll have two, we'll end up with two different cleaning services 00:56:08
up there, one for the vet and then one for everything else. 00:56:13
And there's just one other location up there besides the Veterans Retreat, and that is the roads and sheriff substation building. 00:56:19
We kept the contract for the Veterans Retreat, which Anna searched separate. 00:56:25
OK, So the contractor that has the veterans retreat? 00:56:32
Are they is that are they? That's the only building. There are buildings that they're gonna services. Yes, it is the same 00:56:36
contractor. It is also James. 00:56:39
But it's not a part of this contract, correct? 00:56:44
2nd. 00:56:49
Oh, sorry. 00:56:51
Mr. Chair, Supervisor, Client, Because we have a special use permit with the USDA Forest Service, we have to track all the 00:56:54
expenditures separately. Veterans retreat. 00:57:00
Separately, so finance would advise keeping the two contracts separate so that it's very easy to illustrate to the federal 00:57:05
government the costs associated with PVDR. Thank you, man, because I totally spaced that one. Thank you, Melissa. Yeah, I'm on 00:57:10
track now. 00:57:15
Are we all good? We're good. OK, then. I'll call for a motion. Mr. Chair, I'll make the motion to approve Amendment #3. 00:57:22
The contract number Ctr. 05089. 00:57:29
But Jenna serve incorporated in the amount of $259,293.99 as presented. 00:57:33
Mr. Chair, I'll second that. OK. We have a motion in a second to approve all those in favor. Say aye. Aye. Motion passes. Thank 00:57:41
you. 00:57:45
Thank you. 00:57:50
Item 4G is. 00:57:52
Ready at this time, So I'm going to ask for a motion to April, item 4G. I'm sorry, Mr. Chair, I thought we had legal advice we 00:57:55
needed on item 4G. 00:58:00
Then go ahead. 00:58:06
So I'd like to ask Jessica to please advise the Board of Supervisors regarding item 4G. OK, thank you. Jessica, do you want to 00:58:10
call for the item? 00:58:14
Yes. So it's Item 4G, Information Discussion Action to approve Intergovernmental Agreement number 0913 between Healing County and 00:58:20
the University of Arizona Cooperative Extension in the amount of $70,000 to be utilized for continued program support. 00:58:29
Yes, Chairman, member supervisors, I would like to provide some legal advice on this item, so either I could. 00:58:38
Do it open in the meeting. We could have private discussions or I would recommend an executive session. 00:58:45
So you're recommending in an executive session, correct? OK, I'll. 00:58:50
Entertain a motion, Mr. Chair. I'll make a motion to go into Executive session to discuss Item G. 00:58:55
I'll second it. 00:59:05
OK, motion and seconded to go into executive session, all those in favor say aye, aye. 00:59:07
You. 00:59:39
OK. Thank you, Samantha, call this meeting back to order and. 00:59:40
Call for a motion on item 4G. 00:59:45
Mr. Chair, I make a motion to Table item 4G. 00:59:48
And staff to continue as directed. 00:59:56
Executive session, Mr. Chair. I'll second it. 01:00:00
OK, we have a motion and a second table. 01:00:03
All those in favor say aye, aye. 01:00:08
Thank you, Marin. 01:00:12
Up next 4H Information discussion. 01:00:15
Action to approve the implementation of Budgeted and unbudgeted inter Fund transfers from Fiscal Year 2023 and preparation of 01:00:18
budgeted and non budgeted interfund transfers for Fiscal Year 2024. 01:00:25
Good morning, Mr. Chair, Supervisor, Client, Supervisor Humphrey. 01:00:33
We brought you this item initially on January 17th for approval to prepare these entries. The entries were. 01:00:37
Prepared. 01:00:47
Completed after working closely with Heinfeld meet our CPA firm and with county leadership and we are here this morning for 01:00:50
approval of those. This is just to be in compliance with ARS 40. 01:00:56
17106. 01:01:03
And also to to ask for permission to work on those for fiscal year 2024 and the information is attached to the agenda item. 01:01:05
Thank you, Mayor. Questions Supervisor Humphrey. I have no question, Supervisor. 01:01:18
This is you got the LATCF fund up there, so this is still money that's getting shifted around out out of the 1st $6 million? 01:01:24
With the 1st $6 million, we sought the advice of Heinfield Means or CPA firm for how we could use that funding to alleviate. 01:01:41
Deficit fund balances that were arising in several of our funds and were present on previous years financial statements. With 01:01:52
Heinfeld Nietzsche's guidance, we were not able to alleviate prior period deficits. That was based on their guidance and the 01:01:58
guidance that came out of the federal government regarding the LATCF funding which is the local area and tribal tribal consistency 01:02:05
funds. 01:02:12
Those funds are based on tilt ratios. 01:02:19
With Heinfeld Michaels guidance we were able to. 01:02:22
Transfer expenditures for the ongoing operation of the county. 01:02:28
To the LATCF fund, which alleviated deficit fund balances for fiscal year 23. The majority of those were from operational 01:02:33
facilities. 01:02:40
For fiscal year 24, Mr. Menlov and I worked together with facility staff. 01:02:48
And with finance staff to restructure how things are reported in the finance system so that we don't create a deficit fund balance 01:02:53
anymore for facilities up until fiscal year 24. 01:03:00
Coming back to previous leadership. 01:03:08
Facilities was being run as its own fund, but Facilities has no revenue source. It was consistently running out of deficit. 01:03:12
With these transfers as brought to you today, there's about $940,000 left of the initial $6 million deposit. 01:03:19
OK. And so the initial $6 million is going to cover all that put us back in, in where we need to be as far as? 01:03:31
Facilities or whatever else. 01:03:39
Going forward. So then going forward, we won't be incurring any of that, Yeah, right. Not not for facilities. You won't see a 01:03:41
deficit fund balance for facilities anymore. They are now in the general fund, which is the 1005 fund. 01:03:48
And you will also beginning this year be seeing those expenditures and those budgeted line items in the general fund. So there's a 01:03:55
lot more transparency for all of you. Our goal is to make the finance system user friendly in a way that somebody who doesn't do 01:04:03
what we do all day can look at the information and know how the performance is historically. 01:04:11
That transparency required. 01:04:21
More knowledge and fluency than we would expect anyone in your seats to have. So we want to make sure that that we empower you to 01:04:24
be able to see information and know that it tells you what you want to know. 01:04:31
But I'm glad we're able to do that with the money that we had and bring everything up to where we're back on track now. We're good 01:04:38
to go. My big focus is that second $6. 01:04:43
And I don't want to see us tapping into that until there's a discussion, right. And we're not talking about that today. This, this 01:04:49
is just about these items and to allow us to as journals are needed to prepare them, we would still bring them back to you for. 01:04:56
That's it, Mr. Chair. OK, thank you. I will call for a motion. 01:05:06
Mr. Chair, I move to approve budgeted and unbudgeted Interfund transfers for Fiscal Year 23 and preparation of budgeted and 01:05:11
unbudgeted Interfund transfers for Fiscal Year 24. 01:05:17
I'll second that have a motion and a second. All those in favor say aye, aye. 01:05:25
Item 4I Information Discussion Action to Approve and Intergovernmental Agreement with the Salt River Pima Maricopa, Indiana 01:05:32
Community for grant funds in the amount of $158,138.05 to be distributed to the Hells Gate Fire District for fire operating 01:05:40
support, including repairs and maintenance there and again. 01:05:47
Mr. Chair, Supervisors, I believe Chief Morris was going to be calling in on the phone. I don't know if we have him this morning. 01:05:56
This IGA is. 01:06:01
A new layer of documentation required by the Salt River Pima Maricopa Indian Community. 01:06:07
It follows on the resolution you adopted on September 19th, that was resolution 23/09/04 at which time the Chairman signed saying 01:06:15
that Gila County would be the pass through entity for these funds. 01:06:22
So today we're just bringing you the IGA, which reasserts that same information and ensures that Healthgate will have access to 01:06:31
this funding to be used for their maintenance and. 01:06:38
Repair efforts in addition to ongoing fire district operations. 01:06:47
Thank you Supervisor Humphrey. I have no question. 01:06:54
Chief Morse does an outstanding job with with these folks. I tell you what, I don't know how much money he's received from. 01:07:00
From the casino, but it's been a lot. I think he needs to go around and give lessons to the other fire departments. 01:07:07
That's what I'm thinking. So that's all Chief Lockhart at Christopher Coles also does. 01:07:14
Both of them. 01:07:21
Are you on the phone? Additional education Are you on the phone, Chief Morse? 01:07:23
Yes, supervisor, client I am, can you hear me, I can congratulations. I just saying how how much you appreciate that very much. 01:07:29
Well, my my business manager told me so far I'm about $750,000 in the three years that I've been here and getting any types of 01:07:38
grants. So I'm I'm pretty happy with that. 01:07:44
Way to go. Good job. That's all I had, Jim. OK. Thank you. Jessica, do you have something? No, Chairman. I was just letting you 01:07:51
know he's on the line. Oh, OK. Thank you. 01:07:56
Any other questions? 01:08:02
If not, I will entertain. 01:08:03
Mr. Chair moved to approved intergovernmental agreement for the Salt River Pima Maricopa Indian Community. 01:08:06
For grant funds, any amount of $158,138.05 to be distributed to the Hells Gate Fire District. 01:08:14
And Mr. Chair, I'll second that. We have a motion and a second to approve and we appreciate Chief Morris being on the line. 01:08:25
All those in favor say aye, Aye aye. Motion passes. 01:08:33
Thank you. 01:08:38
Thank you. 01:08:41
Thank you for J Information Discussion Action to approve Amendment #2 to a Memorandum of Understanding between the Arizona 01:08:42
Community Action Association who have missed us as Wildfire, and Gila County. 01:08:49
To increase the funding by $45,280. 01:08:57
For a total fund amount of $278,680. 01:09:01
Visit with the dentist. I believe we have three clinics scheduled for the rest of this month, so we'll continue to be able to 01:09:41
serve a few more clients with this extra money. 01:09:47
Thank you, Kaylee. Any questions there? Supervisor Humphrey, I have no questions other than thank you for helping those that need 01:09:53
it. 01:09:57
Supervisor, thank you. 01:10:02
Yeah. Thank you, Kaylee. With that, I'll entertain a motion. 01:10:04
Mr. Chair, I'll make the motion to approve Amendment #2 to a memorandum of understanding between Arizona Community Action 01:10:08
Association Doing Business as well FIRE and Gila County to increase the funding by $45,280 as presented. 01:10:16
I'll second that. OK, We have a motion and a second to approve all those in favor. Say aye, Aye. 01:10:25
Kaylee 4K Information Discussion Action to Approve Funding Agreement #537-24 between the Arizona Department of Housing and Heila 01:10:31
County Community Services Department in the amount of $363,165. 01:10:39
Or the period of July 1st, 2023 through. 01:10:48
June 30th, 2026 to provide engagement and service navigation for residents experiencing homelessness in Gila County, Kenny. 01:10:51
Mr. Chairman, members of the Board, I do want to preface this with a bit of an apology. I do believe that this was applied for 01:11:03
prior to my taking over as Director and I do not believe permission was asked to apply for this grant, but I do think it would be 01:11:10
really great for our community. So we were awarded this grant if you were to accept it and in the proposal it was written to 01:11:17
provide short term lodging or motel vouchers as well as emergency food for our homeless populations. 01:11:24
With this, it will fund one full time staff who will help identify the causes of homelessness within the families and then help 01:11:33
get them connected with the services that they may need to come out of homelessness. 01:11:40
So in addition to that, I would like to let you know that there is a small match requirement. However, my department does have a 01:11:48
bit of general fund savings that can cover this small match, so I'm open to questions. 01:11:54
I I have no questions. 01:12:02
Supervisor. 01:12:04
Thank you for sorting this out to start with Kaylee SO. 01:12:07
And and I think this is very important service that the county needs so. 01:12:12
So there's 363,000 are basically fund a full time staff position. Do we all right have that position in place? Yes Sir. OK so 01:12:17
it'll do that and then how And then the rest of it will will be used for what again it will be used for short term motel vouchers 01:12:24
and. 01:12:31
And these will be. 01:12:38
More so, transitionary. So as someone is looking for housing, we can put them up in a motel, get them out of the elements. 01:12:40
Especially winter is coming for our folks up in Payson, that's going to be. 01:12:45
Probably something we see an increase, people needing to be out of the elements and we can also provide some emergency food for 01:12:51
them as well. 01:12:55
OK, so this full time person will be working with folks in Payson. 01:12:59
The what they'll be based in PACE will be based in Payson, OK, so they'll be working with the warming center and and the folks up 01:13:07
there as well. 01:13:10
Thank you again for sorting this out. That just rose a question. So so some of this money will be spent in southern Eagle County 01:13:15
as well. 01:13:18
Good enough. And Kaylee, you already have this person working. Who is that? Her name is Hannah. Her first day was yesterday. 01:13:24
Oh, OK, so I have not met her. Is she working at the 260 complex? She's in the Peace and cap office. 01:13:32
In which one? 01:13:39
Oh, OK. Sure, sure. Got it. OK. Thanks, Kaylee. So with that, I'll entertain a motion. 01:13:41
Mr. Chair, I move to approve Arizona. 01:13:50
Department of Housing Funding Agreement number 53724 in the amount of 300. 01:13:54
$63,165 that's presented Mr. Terrell. Second that we have a motion and a second all those in favor say aye, aye. 01:14:01
Yes ma'am. Yes, member supervisors for this item. Because the application was already submitted, I would recommend bringing the 01:14:13
application submission before the board. 01:14:18
For the ratification, I would have had you just include it in the motion. However, the ratification needs to be publicized so it 01:14:24
needs to specify the board will ratify the submission of the application. So just a procedural matter, but I recommend having 01:14:30
staff submit that. 01:14:36
OK, so do you need a motion to that effect? No, no, you're just recommending that. Recommending it. 01:14:43
Right. So OK, work it out then. Sounds good. 01:14:52
OK. Is that all? On that one, let's move on to 4 L information discussion action to review all bids submitted for request. 01:15:01
Number 081523 That Pleasant Valley Veterans Retreat Wastewater System Award a contract to the lowest, most responsible and 01:15:07
qualified bidder and authorized the Chairman's. 01:15:13
Signature on the award contract for the winning. 01:15:18
Mr. 01:15:22
Good morning, Chairman Christensen and membership risers, I asked. So we went out to bid. With this, we received one bid from 01:15:24
Earthquest. 01:15:27
This is to maintain what we have at the Pleasant Valley facility. It's going to, they're going to inspect every three months. So 01:15:32
we have a list of things that our staff still need to do monthly for the system, and this will inspect every three months and make 01:15:38
sure that we keep the system top shape so that we don't have any future issues. 01:15:43
OK, Thank you, Mr. Beck and Supervisor Humphrey. 01:15:51
I have no. 01:15:55
Supervisor Klein I'm. 01:15:57
Yeah, I'm good too. So I'll entertain a motion, Mr. Chair. I'll make the motion to award a grant or award a contract. 01:15:59
To Earthquest Plumbing LLC in the amount of $6000 in response to Request for Proposals. 01:16:08
081523 as presented and authorized the Chairman's signature on the contract. Mr. Chair, I'll second that motion, and second all 01:16:15
those in favor. Say aye, aye, Aye, Aye. 01:16:20
And item 4M Information Discussion Action to accept the grant award for the Arizona Companion Animal Spay and Neuter Committee in 01:16:26
the amount of 10,000. 01:16:31
Dollars that will be used to expand Heela County's discounted spay and neuter services for a period of one year. 01:16:36
Chairman, Yes, Sir. So you know every dollar that we get every year from this program is good for us. It's low cost. It basically 01:16:45
provides most of our low cost spade neuter program which you know the less unloved or taking care of pets that we have in the 01:16:51
county, the less work we have to do has animal care and control. The less dogs in the shelter, the less work for all of us and the 01:16:56
less we have to budget. So I mean altogether good for pets, good for us and we appreciate the funding that they give us most years 01:17:02
that we apply for. 01:17:08
Supervisor. 01:17:14
I I have no questions surprise the client. I'm good. Thank you. So Josh, these are four like stray animals or I mean this is to 01:17:16
help support people in the community that just want to have their dog. OK. Thank you. I'll ask for a motion. I'll move to accept a 01:17:22
grant award. 01:17:29
From the Arizona Animal Spay and Neuter Committee in the amount of $10,000. 01:17:35
Mr. Chair, I'll 2nd that the motion and the second all those in favor say aye. Aye. Aye, Thank you, Josh. Information discussion. 01:17:42
Action to authorize the advertisement of request for proposal 092723 Consulting services Opioid abatement to secure qualified 01:17:51
organizations to support and supplement the opioid abatement work already being accomplished by Gila County. Joshua. 01:17:59
Correct. So this funding is through the opioid settlement that were state of Arizona is receiving through the one Arizona opioid 01:18:09
settlement. So I thought a lot about what I want to do with this. There's I think we're at 6.4 million over the course of the next 01:18:15
18 years. That money is still coming in much more random and and and not as orderly as what I would like. So where I'm at in the 01:18:22
meantime is that if you remember I've presented items before where I have an RX opioid grant where we work on naloxone 01:18:29
distribution. 01:18:36
S of all these different kinds of activities that you can do, I want to put that out to bid, at least for the first few years, and 01:19:16
we'll see how that goes. 01:19:20
And that's why this is going out. 01:19:55
OK. Thank you Josh, Supervisor Humphrey. 01:19:58
I have no questions, supervisor. 01:20:01
Josh, what kind of money do you think we're talking about on this? 01:20:04
The AG's office broke it down for us. 01:20:08
If you look at the list that I have, it's around 3 to $400,000 a year. Out of that, each one of the cities and towns has a 01:20:12
percentage that they get. It's like 22% per pace in the 15% for Globe, there's like a, it's a 3% for Miami, Hayden, Winkleman, 01:20:20
Starr Valley also get percents. If it comes to less than $500 when you make the calculations, we don't fund those. So we're making 01:20:27
sure that any kind of bids that are taken, you know is holistically looking at the county. 01:20:35
But yeah, so I think he'll accounting itself right now ends up with 71% of that dollar amount, so. 01:20:43
If everything goes away, it should somewhere between like 280 and $310,000 a year would be my guess. For the county's portion. 01:20:49
Again, the complicated part so far is the one we got so far was the Jansen settlement, Jansen and Johnson Johnson settlement, it's 01:20:56
for 18 years. It was a specific dollar amount. Year one we received like 117,000, year two we received like 76,000. Year 3 split 01:21:02
the difference. So we're still in that. 01:21:08
All right. Thank you, Josh. 01:22:14
OK, then I'll call promotion. 01:22:16
Mr. Cheer, I moved to authorize the advertisement of Request for proposals numbers 092723. 01:22:19
Mr. Chair, I'll second that motion and a second those in favor say aye, aye, aye. 01:22:27
Item 40. Information Discussion Action to Approve an Intergovernmental Agreement Contract number Ctr. 067227, with the Arizona 01:22:34
Department of Health. 01:22:41
To continue to provide women, infant and child nutritional services. 01:22:48
And breastfeeding support from October 1st 2023 to September 30th, 2028. Mr. Beck. 01:22:53
Chairman or supervisors. So our funding keeps staying level year after year with this, but when able to department Health Services 01:23:03
has actually worked with us a lot to make sure that we've been able to keep our WIC offices in both northern and southern Neila 01:23:09
County open, which has been really great. We're still able to. Our numbers went up during COVID because they really laid back on 01:23:15
some of the requirements for being in office. So we're able to work with more clients now because we do more over the phone and by 01:23:21
e-mail and video conferencing. 01:23:27
With people, and that's helped to improve redemption in people taking upon the wake services. So again, this is for the low cost 01:23:33
for women and mothers, that education. 01:23:39
Formula food, it's just a great program for making sure we do all those things. And for me it's a great program which across all 01:23:46
the states in the US, this is where we get some of our best data for young children and how they're doing weight wise, ironing 01:23:50
different things, different metrics where we get a lot of our data so that we know how we're doing our youngest, you know, most 01:23:55
important population. 01:24:00
Thank you, Josh, your supervisor. 01:24:06
Yeah, I I have no questions. I just appreciate all that you keep over and in charge of for all that we do for different people and 01:24:09
the different programs that we do. And I will say this one is there's no match for this. We have 5 full time staff that work on 01:24:14
this grant. 01:24:19
Great. Thank you, Supervisor Humphrey. Supervisor. Clown. I'm good. Thank you, Josh. I'm good too. I'll entertain a motion. I move 01:24:26
to approve Intergovernmental Agreement contract number CR 067227 with the Arizona Department of Health Services as presented. 01:24:36
And Mr. Charles second. 01:24:46
Motion, and a second to approve all those in favor. Say aye, aye. 01:24:49
And Josh Ronda 4. 01:24:53
Information, Discussion, Action to approve Amendment #3. 01:24:56
To grant agreement number RFG A2020-001-04 with the Arizona Department of Health Services in the amount of $256,146 to extend the 01:24:59
performance period to September 30th, 2024, which will allow the Gila County Health and Emergency Department to continue providing 01:25:08
Arizona Health Zone program SNAP AD services. 01:25:17
We've been able to help out a lot with the stairs owner in Miami through this grant, the signage and a bunch of the work that was 01:26:34
done there and just now. 01:26:38
Our staff is working with Borderlands Produce Rescue. They're going to be bringing 75 pounds of fresh fruits and vegetables per 01:26:42
person. 01:26:47
Kaylee and I were looking at ways possibly we can even use it across community services programs. And you know, these are the kind 01:27:23
of grants that are great in public health because they give me a little bit of flexibility outside of just teaching the education 01:27:28
classes of kind of getting out there and improving services around food nutrition in Healing County. 01:27:33
Thank you, Supervisor Humphrey. I have no questions. Thank you again. 01:27:40
Supervisor Klein, that's really cool, Josh. So where you can expand on that, the better off we'll be. Thanks for doing that. 01:27:45
That I'll call. 01:27:53
Mr. Chair, I'll make the motion to approve Amendment #3. 01:27:55
To the Arizona Department of Health Services grant agreement, number RF GA2020-001-04. 01:27:59
In the amount of $256,146 as presented. 01:28:08
I'll 2nd that I have a motion and a second to approve all those in favor. Say aye, aye. 01:28:16
Thank you, Josh. That's the end of the Josh Beck show. 01:28:22
Now we're going to have the Avella show. Let's Change Kennels. 01:28:26
Item 4 Q Information Discussion Action to approve Amendment number one to Arizona State Procurement Contract Agreement Number ADS 01:28:30
PO18-2070 Four Four with JE Fuller Hydrology and Geomorphology incorporated to extend the term of the contract until JE 4 01:28:38
completes the project. 01:28:45
Romero, good morning, Chairman, Board members. 01:28:54
This item is about. 01:28:58
The wise utilization of different money. 01:29:00
Both for design and for. 01:29:04
It targets an area in Russell Gulch, the downstream area. 01:29:08
And it'll benefit some of our largest infrastructure, both the hospital and the utilities. 01:29:13
As well as providing a flood relief for the neighbors that run alongside the channel between Vessage and Hospital Drive. 01:29:20
It is a continuation of a contract. It's actually Amendment #1. 01:29:28
In back in January of last year, the board approved $756,172. 01:29:32
That Diffum had offered for engineering design for Telegraph fire flood mitigation related projects. 01:29:41
At that time we were working on multiple projects within our. 01:29:48
When NRCS? 01:29:53
Informed us that the Emergency Watershed Protection Program. 01:29:57
And the 222 days? 01:30:01
That our project scope would exceed the 222 days and we we lost that grant funding. 01:30:03
We turn to dip them and said can we take the 2.6 million that you were going to authorize as local share and use that on project 01:30:10
construction and we'll use the remaining monies for design to finish the design. 01:30:17
And that's where we're at and that's the reason for this amendment. So we have tomorrow Jay Fuller comes to the county or via zoom 01:30:24
presents to the county, a 90% design on the Russell Ghost project, again from Vessage right by the hospital to hospital drive. 01:30:32
And they're going to show that they they can improve the flow in that area from 600 cubic feet to 1900 cubic feet per second. 01:30:41
And it's going to have an articulated block bottom on the channel. 01:30:49
So it'll be easy to maintain and it should be a long lasting flood mitigation project. 01:30:54
And. 01:31:00
And went with the 90% design, we can move forward. 01:31:01
What one of the things that one of the challenges that remains and we did ask them to target a project in the $2.6 million range. 01:31:05
So that we can get it done and that's what they're doing and that's what my reason for part of the redesign. 01:31:12
One of the challenges for us when we increase the flow that significant amount is that two things happen 1. The baseline elevation 01:31:19
is lower along most of that stretch, but slightly rises 1/10 of a. 01:31:25
On the very downstream and where the box culvers are going to go and so we need, we will be, we will need to check with FEMA to 01:31:33
see if that requires A conditional letter of that provision. 01:31:39
And if that's the case, it may, it may add additional time elements to the final completion of this project. What we're targeting 01:31:46
is the design should be done by January, February next year. 01:31:51
We would probably need some time to work with FEMA and the project should be completed by December of next year. 01:31:58
And so and so with that I would like to ask for for the board to approve the the amendment. 01:32:04
Number one to contract a DSP018-207-O44, Which 84? 01:32:09
To extend the contract to allow them to finish the project completion and provide the ask bills. 01:32:17
And post construction design work as well. 01:32:24
As part of the amendment. 01:32:28
Humphrey. 01:32:31
Umm. 01:32:33
Well, did did I understand that that we have funding for this once it is designed? 01:32:35
I guess I misunderstand. Yes, now we have funding. Funding is there. We ran out of time. 01:32:41
OK. Previously the board approved $756,172. 01:32:46
That money is not all spent. There's about $204,000 of that remaining and that's what we would like to use. But the contract has 01:32:52
expired with Jay Fuller and and we need to add time to that contract. 01:32:58
No further questions. Thank you. Supervisor Klein. I'm good. Thank you. I'm good as well. Thank you, Romero. With that, I will 01:33:06
call for a motion. 01:33:10
Mr. Chair, I move to approve Amendment #1 code to Arizona State Procurement Contract. 01:33:14
Agreement number a DSP018-2070. Four. Four as presented and Mr. Charles second. OK. A motion and a second to approve all those in 01:33:20
favor. Say aye, aye. 01:33:27
4R Information Discussion Action to approve Amendment number One for Professional Services Contract number 101721 with Kimberly 01:33:35
Horn and Associates Incorporated to increase the post design services and contract administration for the Tunnel Creek Bridge 01:33:44
project in the amount of $31,508.46 for a total contract amount of $206,521.46. 01:33:53
The Chairman and Board Kimberly Horn designed the bridge and it's only natural that they assist with the post design engineering 01:34:05
that's required during a construction of this type. 01:34:10
And they sit at the meetings that we have with the contractor and with a dot on a weekly basis. 01:34:16
Anytime there is a request for contingency money. 01:34:22
They assist us in determining whether it's a valid ask. 01:34:26
One of them is the diaphragm. 01:35:02
The contractor came to us and said I prefer to use a concrete diaphragms instead of steel diaphragms. The diaphragms is the 01:35:05
mechanical structure that holds the girders together mid. 01:35:10
Other words there that girder state on the Piers and in the middle you want to make sure that they're not moving. So you either 01:35:16
either put a steel diaphragm or a concrete diaphragm. The contractor had more experience with concrete and offered a cost 01:35:24
reduction. If if we were to redesign the diaphragm and we did, we didn't want to slow the project down. If the functionality 01:35:31
remains the same, they are just as good and we got a small cost reduction from that and credit to our contingency. 01:35:38
The other, the other thing is when we started to put the steel bar cages into the 70 foot drill shafts and for the concrete that 01:35:47
that that steel rebar was moving inside of the column and and and everyone preferred for that not to move and for it to be exactly 01:35:54
located where it's supposed to be. And we asked Kimberly Horn to improve the design to make sure that that it stayed in place 01:36:00
while we formed the concrete. So that was an additional design that they did. 01:36:07
OK, one of the other designs is their geotech firm helped us. 01:36:14
Along the way in making decisions when we had the item of the shaft, us not being sure meaning a dot and the contractor not being 01:36:20
sure that the bottom of the shaft was was, was was OK. 01:36:27
And and their geotech firm helped helped us understand the situation and to make the right decisions as we went along. 01:36:35
The last item is we designed a rope that leads to the Forest Service office alongside old 188. 01:36:43
That was always part of the design. 01:36:53
When the Forest Service, when they started to build it, the Forest Service came to us and they said it's too narrow. 01:36:55
So when you all went and looked at it, we agreed it was too narrow and they redesigned that whitening of the road. Those are the 01:37:00
things that make make up the 31,586. 01:37:05
Request on Amendment #1 to this contract, and with that, we'd like to act for your approval of this, this amount and this 01:37:11
Amendment #1. 01:37:16
Thank you. Any questions to Supervisor Humphrey? I have no question. Supervisor Klein. 01:37:21
Yeah, I I I don't. I wasn't aware of anything government wrote for the government. But. 01:37:27
To the Maybe trade it off with a biologist, Homero. 01:37:33
So thank you. Thank you for all that. 01:37:38
OK, with that I will call for motion. Mr. Chair. I'll make the motion to approve amendment number one to professional services 01:37:41
contract number 101721 with Kenley Horn and Associates incorporated in the amount of $31,508.46 as presented. Mr. Chair, I'll 01:37:48
second that. OK, We have a motion and a second to approve all those in favor, say aye aye. Motion carries Romero 4S information, 01:37:56
discussion action to authorize the advertisement. 01:38:04
Of invitation forbid number 092523 for the purchase of two. 01:38:12
New. 01:38:17
Class 810 wheel dump trucks as outlined in the solicitation. 01:38:18
Mayoral chairman Thank you. 01:38:23
So we have about. 01:38:27
15 or so ten wheel dump. 01:38:30
Many of them older than 20 years. 01:38:33
One of these C0. 01:38:36
Is 41 years old. 01:38:39
1980. 01:38:41
563 miles and it's just hard to find parts for it and it's not reliable and it's just that old. The other one is is, 01:38:43
unfortunately. 01:38:48
Was sitting on a soft toger when the dump material and the dump truck rolled over and it's been totaled by a ship. 01:38:55
And we'd like to replace that. It was relatively new. 01:39:02
1998 One 184,000 miles But. It's. 01:39:06
And we would like to replace that one as well. So we'd like to replace these two. 01:39:10
And they were budgeted. We anticipated buying two trucks and. 01:39:14
And and and the age of our equipment really requires that we replace these, these trucks. 01:39:20
So with that, I'd like to ask for you to authorize the advertisement of indication for bids for the purchase of these two new 01:39:26
Class 810 wheel dump trucks. 01:39:30
Thank you, Supervisor Humphrey. I have no questions. And Supervisor clown. I needed. I thank you, Homer. We need to do that. Yeah. 01:39:35
Thank you, Homer. That's the one that's up in the Star Valley yard. That's red. 01:39:42
Yes, yeah, it's pretty beat up. Look, did anyone get hurt? 01:39:49
Pardon me, did anyone get hurt? 01:39:56
No. 01:39:59
We were very fortunate. 01:40:00
I will call for a motion, Mr. Chair. I move to authorize the advertisement for invitation for bid. 01:40:06
Number 092523 Mr. Chair, I'll second that a motion and a second to approve those in favor. Say aye aye Motion carries 4T 01:40:12
Information Discussion Action to approve Intergovernmental Agreement number 091423 between Hill County and the Town of Miami, 01:40:20
which authorizes the Town of Miami to purchase fuel from Hill County for the period of November 19th, 2023 through November 18th, 01:40:27
2024. 01:40:35
Thank you. And Chair View, a Chairman of you would allow me to go back to the previous item. We are in the process of installing 01:40:44
tilt meters on some of our vehicles. We're going to test out how well they work and then if it works like we want them to, a tilt 01:40:50
meter that has an alarm and tells the person in digital fashion how far the slope, how far how much they're sloping on the road. 01:40:56
The other one is we are some of the road yards have started this. Not all, but we're going to, we're going to get all of them to 01:41:02
do it. We are using spotters. 01:41:08
Anytime we think there is a need to use a spotter on on dumping trends with dump truck. So we we don't want to repeat those kind 01:41:14
of things there. They do pose a danger to our employees and others as well. Very good. Thank you. So back to the item of the 01:41:21
approval of IGA number 1091423 for the Town of Miami fuel purchases, this is actually. 01:41:28
Something that we've done in the past. 01:41:36
It expired the IGA that we have recently expired. The Town of the Town of Miami operates the transit system which serves which 01:41:40
serves Globe, Miami and other incorporated areas of Heila County between Globe and Miami. 01:41:46
This is beneficial to them. We sell the gasoline to them at cost, which means it includes the administrative cost of managing the 01:41:53
the fuel stations and they. 01:41:59
They would like for us to approve this IGA so they can continue to use her fueling station. 01:42:06
Thank you, Supervisor Humphrey. Yeah, is that just for the transit or is that for their like their Sheriff's Office? 01:42:12
And town equipment? Or is that just for the transit? 01:42:19
I know for certain that they use it for their buses, the transit system, I'm not sure about the rest of their OK, that's OK, 01:42:23
Chairman, member, supervisors. According to the IGA, it does say that it is for the transit systems and the vehicles and equipment 01:42:30
within the town police and public works department. So it is for all the needs of down in Miami. 01:42:37
OK. Thank you. Advisor. Client, I'm good. Homeroom. Thanks for doing that. OK, Thank you, Romero. I will call for a motion. 01:42:45
Mr. Chair, I'll make the motion to approve intergovernmental agreement number 091423. 01:42:53
But the town of Miami is presented, Mr. Chair. I'll second that. OK, Motion. And a second to approve all those in favor. Say aye. 01:42:59
Aye. 01:43:03
And Humira will skip down to our next item for you. 01:43:08
It's just for you. 01:43:12
Information Discussion Actions View it off Resolution #23-1104 Authorizing A roadway exchange for property owned by Gila County 01:43:15
Property owned by a budding owners Robert Sarah Chapek for a needed right of way to Hua County for continued Rd. maintenance and 01:43:23
to the Tri-City Regional Sanitary District for installation of its new sewer system and authorizing the. 01:43:31
Chairman to sign the quit claim, beating property to the chapter. 01:43:40
Thank you. 01:43:47
Umm, so we are working with Tri-City on on allowing them to use our roadways, our public, our public roads for the utility for 01:43:48
them putting in their sewer utility. Actually there's a sink statue that allows them to to use sharp any public roads for 01:43:55
installation of their sewer utility lines. We had a meeting with them their attorney and and Jeff Dalton our County Attorney was 01:44:03
was at the meeting and they concluded that they have. 01:44:10
The right to use our roadways. 01:44:18
And so in the work that we do with Tri-City, we discovered that. 01:44:22
One of our roads and coaches on the chaplain property, it actually cuts their. 01:44:28
And they built the fence. It's not shown here, but they built a fence that actually encroaches on our Rd. up here. You can 01:44:32
actually see it right here. The. 01:44:37
And so we would like to do a road exchange, exchange the corner for that area where they sent their fences at. 01:44:43
And it's an area that we haven't used. The defense has been there for many, many years. 01:44:49
It's a road with a very low traffic count and the road exchange will first of all take remedy the encroachment that we have on on 01:44:54
their property. 01:44:59
And allow them to not tear down their fence as well as helping Tri-City because they wanted to put their line across that corner 01:45:05
as well. So I think this is something that helps all the parties and it remedies our encroaching of their property. And with that, 01:45:13
we'd like to ask for you to authorize the roadway exchange between Hewlett County and the traffic family so that we so that we can 01:45:20
continue to maintain that road where it's at. 01:45:27
OK, Super 5. 01:45:36
I would. I would just assume that they are agreeing to this prior to bringing it to us. 01:45:38
Supervisor Hunt. For years they have signed the events. 01:45:45
That's good. Thank you. 01:45:49
Supervisor. 01:45:52
I I'm good with it. Well, I'm fine as well. So I'll call for motion. Mr. I moved to adopt resolution #23-11-04 and authorize the 01:45:53
board chairman to sign the quitclaim deed and I'll second that. Can we have a motion and a second to approve all those in favor? 01:45:59
Say aye, Aye. 01:46:05
Motion carries 4. 01:46:13
Information Discussion Action to adopt Resolution #23-11-01 Granny and the sewer easement to the Tri-City Regional Cemetery 01:46:16
District over a portion of Long St. for the installation of the new sewer system by the TRSD and authorized the Board Chairman to 01:46:22
sign a grant of easement for mail. 01:46:28
Thank you, Chair. So like I mentioned last year we met with the with Tri-City sanitary district and they agreed first a statue 01:46:36
That and we agree. 01:46:40
That per state Thatcher, they can use public roads to install their sewer. 01:46:44
But we made a request that we made at them at that time with that they apply for a right of way permit when they do phase one. 01:46:48
In, in in every other face beyond that but on a per phase basis that they submit a right away permit showing us where all their 01:46:56
lines are going to be under our roads. OK, we just need to know that a record for for for for the future. They agreed to do that 01:47:04
and at the same time we agreed that if they wanted to go across county properties where there is no Rd. 01:47:12
Or where there is a road but it's not been dedicated, that the property is still like a parcel number where there's no rope 01:47:20
dedicated or Rd. easement but it is a county property that they would provide documentation and request a an easement from the 01:47:25
Board of Supervisors across county property. 01:47:30
And that is what the next two board items are. 01:47:36
The Roach and you may see the roads on the maps, but the ropes cannot be dedicated, is just an entire parcel that the county has 01:47:39
purchased from the state or from someone else once sometime in the past, and so if these exist today as parcels. 01:47:46
With a parcel number. 01:47:53
But the simple thing. 01:48:27
These are our properties. There is no Rd. that's necessarily dedic. 01:48:29
Per SE and a tri-cities coming think and we have an easement to take these lines to these homes and that's that's the best way to 01:48:34
think about it. And so with that I would like to ask the board. 01:48:40
Through. 01:48:48
Umm. 01:48:51
Approved Resolution #23 Dash 1101 granting an easement to Tri-City Sanitary District for for their lines. Thank you Romero 01:48:52
Supervisor Humphrey. 01:48:57
I have no questions. I just have a great appreciation on Merrill for you. Working with Tri-City with these easements and some of 01:49:03
the things, I think that's going to be very important for infrastructure for that area, so. 01:49:09
Thank you very much for for bringing this to us and working with him on that. 01:49:16
Thank you, Supervisor, Supervisor Klein. 01:49:21
I'm good ****. Thank you. I'll call for motion. 01:49:24
Mr. Chair, I'll make the motion to adopt resolution #23-11-01 and authorize the Board Chairman to sign the grant. 01:49:27
Motion in a second. All those in favor say aye aye aye Motion carries the last item for Romero for W information discussion 01:49:40
actions to develop resolution #23-11-02. Printing a sewer easement needed to the Tri-City regional sanitary over portion of 01:49:47
Bancroft Way and authorized the Board chairman to sign the grant easement. 01:49:55
Mr. Chairman. 01:50:06
Bankrupt way. Even though on the planet it's a straight line, it is not a straight line. It actually makes our almost like AU turn 01:50:10
as it currently exists today and in making that U-turn it cuts across various county properties. 01:50:17
Number ending in 7678 eight, 78 B and 79. 01:50:25
It cuts across those parcels because Bancroft was planted and I'd like to pass this out because it shows you if I could. 01:50:33
Raise the Bancroft where the roads that exist today you can see right about it and what was planned. And the green line is where 01:50:44
the two and the east front planks are. So the utility person aligned and you can see that. 01:50:51
Were right off the road and for that reason the county purchased these properties in years back because the road was not where it 01:51:00
was totally. 01:51:04
And so now we have these properties that we own that we may decide to sell tomorrow. 01:51:09
For next year and and and if we sell them, we would like to tell people where these utilities are at we would like to have. 01:51:15
The the Tri-City connect the property that exists on parcel 80 on this map because there is a house there and so in in in making 01:51:24
that connection and the other connections they would like for us to grant them an easement across these properties. 01:51:31
And so with that, I will take questions and I would ask the board to grant a sewer Eastman to Tri-City Sanitary or a portion of 01:51:39
Bancroft Way and for the board to sign which I have to sign that. Thank you very much, Supervisor Humphrey Omar. I have no 01:51:47
questions, just appreciation. Thank you. Supervise a climb. I'm good. Thank you, Homero. 01:51:55
That's the craziest thing I've ever seen, Homero. 01:52:03
We we have that in all these What happened? Did somebody lose their steering wheel? 01:52:08
No, but. But you get into some of these areas straight up and down. Some of the some of these roads. Oh, I see. Ride a bicycle up 01:52:13
and down. OK Yeah. We don't have the mountain. Thank you, Homer. I'll call for a motion. Mr. Chair, I move to adopt resolution 01:52:21
#23-11-02 and authorize the board chairman to sign the grant of easement. 01:52:28
And I'll. 01:52:39
We have a motion and a second to approve all those in favor, say aye. 01:52:41
And I'm glad you're chair with all this. 01:52:45
Thank you. Thank you, Homero. OK, I can see the end Insight 4X. 01:52:49
Information Discussion Action to approve Economic Development Agreement number 102023 between Healing County and Heel County Gem 01:52:56
and Mineral Society in the amount of $4000 for the 66th Annual Gila County Gym and Mineral Show, which the Board has determined to 01:53:02
be for the benefit of the public. Supervisor Humphrey. 01:53:09
Yeah this is a this is a great deal and they had and they have a good showing and and they bring in people from all over not only 01:53:17
the state but out of states with different animals and rocks and and they do a a great education you know the the school even 01:53:24
takes busloads of of kids up to to look at all the different rocks and they they pull on where these different things come from 01:53:32
and and and it's really a a a great deal that they do. 01:53:39
And and and I appreciate helping them because they they do benefit. 01:53:47
The public in education quite a bit. 01:53:53
Supervisor Klein, any comments? Supervisor Humphries, just say your constituent dollars. 01:53:56
It is. You want to. 01:54:02
Cool. You want going on? 01:54:08
Melissa Do I have any money left? 01:54:11
Yeah, that's going on thirds. I'll entertain a motion. You know guys I appreciate this so much because they they they do do an 01:54:16
awful lot and it and it and it helps them a lot and so. 01:54:22
And it's great to work with a board that that sees things like that. So I appreciate it very much. 01:54:29
Very good. So with that I'll entertain a motion. Mr. Chair, I'll make the motion to approve Economic Development Grant Agreement 01:54:37
102023. 01:54:41
With the helicopter Gym and mineral society in the amount of $4000 which will be spent in three ways between the Board of 01:54:47
Supervisors constituent funds which the board has determined to be benefit of the public. 01:54:54
Mr. Chair, I will say. 01:55:01
OK. Are we all good? Samantha, Jessica. Everything OK? 01:55:03
They're looking strange. OK, we have a motion and a second to approve all those in favor. Say aye. 01:55:08
And why didn't you ask the third thing on this next one? 01:55:16
They've been better, huh? Yeah. Well, I've worked day well on this. Next one, we'll do three times it instead of. 01:55:20
4 Y So information discussed Connection to approve Economic development agreement at 102123 between Gila County and the Love where 01:55:30
you live in the amount of $250 to. 01:55:36
Dog Tober Fest 2023 for the upkeep of parks and support of local clubs which the board is determined to be for the benefit of the 01:55:43
public. This country. Yeah, this again is a local deal and they get together do it. Oktoberfest, which is like kind of an 01:55:49
Oktoberfest but but the funds go for the dog parks and things like that and it's it's amazing when you go to those dog parks, the 01:55:56
people that use them for, for exercising their dogs and things. So it is a great benefit to the public because it gives the people 01:56:02
a place. 01:56:09
To go walk their dogs rather than in traffic trying to stay on sidewalks with other kids and things going on. So anyway that 01:56:15
that's all I have and and I'll take any questions. 01:56:22
Supervisor KLE. 01:56:28
Surprise Humphrey, how many dog parks do we have here in the Globe area? 01:56:31
Hey, I I know, I know of 1. 01:56:37
Up at Novka Hill but and I'm not sure if there's another one or or not. 01:56:41
Who normally tents those? Is it the City of Globe? I think so, yes. 01:56:48
But it's within the city limits. But this would go to the local clubs, which I assume there's different dog clubs throughout. 01:56:54
Area. 01:57:03
Jessica, you have something, Chairman, just to specify that the request letter indicates that the event is raising funds for the 01:57:06
Rainbow Bridge, which is a memorial spot for the pets. People can bring their deceased animals, tags and callers to celebrate the 01:57:12
love that they shared with their pets. 01:57:17
The. 01:57:25
It's called a Rainbow Bridge. That's where the funds will be. That's what they're raising funds for. 01:57:27
OK. 01:57:32
That's where that's important to heaven for the dogs. 01:57:34
OK. 01:57:37
And so is that at one of our local parks, our dog parks, is that, no, it's not one of our dog parks. I was under the assumption 01:57:42
that it was for our dog parks. 01:57:46
But if it, if it, if it's, yeah, I I don't know what. 01:57:54
OK. 01:58:01
We can table this one until I get until we get some more information. 01:58:03
Because I was under the assumption that it was for the dog parks, I didn't realize that it was for deceased animals because I 01:58:08
don't know where they're putting them or what they're doing with them. I don't know that we have a pet cemetery. 01:58:15
Not that I'm aware. 01:58:23
Supervisor Humphrey Christine is signaling that she'd like to say something, if you like. 01:58:25
You have something for all interests, comes this announcement of a new league. So the $250 is specifically was originally for 01:58:31
getting our name out there in the Dogtoberfest for a heap. So the Parks and Recreations, the Rainbow Bridge is what they're going 01:58:41
to use. The additional funds from that marketing tour is the Rainbow Bridge, specifically as a poem related to pets passing. 01:58:51
And memorials to it. That's why it's called the Rainbow. 01:59:02
And then they are going to put that in a dog park around. When I looked up how many dog parks we have, we have about 5. 01:59:06
In the area. 01:59:15
So where do they take these dogs for the Rainbow Bridge? 01:59:17
It's it's not actually burying the dogs. It's a remembrance. 01:59:22
Black for them. 01:59:27
From what I understand, I can get clarification on that too. 01:59:31
Chairman It looks like it may be at the Globe Canine Mind, our dog park. They referenced that in the request. 01:59:37
Thank you, Supervisor Humphrey. 01:59:44
I'm gonna lost. 01:59:47
Yeah, like I said, I thought it was to go to benefit the dog parks. 01:59:51
And and so that that that's what I had had thought. I didn't realize that it was going for plaques for deceased dogs. I'm all for. 01:59:57
I. 02:00:11
Giving 2. 02:00:12
A fund that works with the dog parks. 02:00:16
And if that's where this is, Christine? 02:00:20
Then that's fine. But if it's just for plaques then I would I will table this. You want table. 02:00:23
Would be. 02:00:34
Well, that that. Apparently that's not how it was. 02:00:35
So I I'll table this for now. Thank you. We have a motion to table. I'll second that. All those in favor say aye, aye. 02:00:40
OK, table that for now and. 02:00:47
We'll move on to item 5, which is the consent agenda. 02:00:51
After reviewing the consent agenda items, either of the supervisors like to pull one or more of those items off for specific 02:00:55
discussion and vote supervisor. 02:01:01
I'm I do not care to pull anything. 02:01:08
Supervisor Klein. I'm good. I'll entertain a motion. 02:01:11
Mr. Chair, I'll make the motion to approve consent agenda items 5A through 5F. 02:01:15
We have a motion and a second to approve all those in favor. Say aye, aye. 02:01:22
OK. Call to the public item number six. Do we have anyone Lisa in Payson? 02:01:27
No, Sir, we do not. Thank you, Cassandra. How many did we have today and do we have anyone? 02:01:34
Nothing here and no one here in Globe will move on to the summaries of the county manager, the supervisors. 02:01:41
James, do you have anything for us? Few things, Mr. Chairman. We did meet with the partners of Gila Proud, which are those that 02:01:50
are using, working on the beautification of US. Sixty through Miami Globe through the area do have partners and potential partners 02:01:57
up to what is necessary for the contract for this current year. 02:02:04
And also going to have discussions, had preliminary discussions but ongoing discussions of. 02:02:11
Permanent beautification Things we can do to the corridor to help address it, like trees, planting trees and those types of 02:02:17
things. 02:02:21
And the 60 corridor through 10. 02:02:26
Secondly, Miss Christ and I met with Representative. 02:02:29
Last week. 02:02:34
Couple things that in addition to a number of topics, talk to them about the Russell Rd. which was discussed with. 02:02:36
Mr. Vela. 02:02:44
And of. 02:02:46
Representative Cook is very interested in Russell Coach and Russell Rd. and getting that connected back to the Forest and. 02:02:49
In the mountains here in. 02:02:57
Also had a discussion about how we get stuck on potential. 02:03:00
Property out by the fair. 02:03:05
And how it can contribute to workforce? 02:03:08
And developing that for that which represented Crook is very interested in workforce, housing, housing supporting that 02:03:11
Representative Cook was very interested in helping us in whatever possible. 02:03:17
Explained how the state Department of Housing. 02:03:23
State Land Department. 02:03:26
Difficult to deal with as a small government. 02:03:30
And that he represented Cook will help us. 02:03:34
Established meetings and things that we need with. 02:03:38
Director or whoever, we need to add state land department to move that forward. So I think a very productive meeting with 02:03:42
Representative Cook. Appreciate his help. 02:03:47
And his advocating. 02:03:52
Gila County. 02:03:54
At the state legislature. And finally, just a quick comment about the Pleasant Valley Veterans Retreat attended that Saturday 02:03:56
evening. 02:03:59
And painting that beautiful event very successful. 02:04:02
And. 02:04:07
I think it accomplished all the boxes and getting some financial support for the veterans treat. 02:04:10
A truly fabulous event for the veterans treatment I was privileged to be able to attend, so thank you. 02:04:16
Mr. Chairman Thank You Manager Man Love Supervisor Humphrey. 02:04:23
I. 02:04:29
I'm going to continue having my meetings. 02:04:30
The Stagecoach resort closed and so my Roosevelt meeting on the 13th will be at the Baptist Church. 02:04:34
And throughout the month, I spent quite a bit of time in Vasila. I went to a volunteer. 02:04:43
Meeting. 02:04:52
They have a Volunteer Fire Department to see what I can do to help them or what what what kind of going on with them. 02:04:53
Also did some I I rode with Randy Plummer. 02:05:02
We drove around and looked at some of the properties there that are kind of blighted and so I'd had several complaints there, so 02:05:08
we kind of rode around and looked at that. 02:05:13
And then on Saturday I had a clean up day at Roosevelt where we? 02:05:18
Had pre scheduled to have dumpsters out there on Saturday, so I did that and so that's why I didn't make it to the veterans deal. 02:05:24
I did buy a ticket. I did support it. I just didn't feel as if it was. 02:05:32
Time quality for me to get through all of that and try to get to up to the other deal too, but I I I hope it went very well and 02:05:40
and it was well attended from what I understand. 02:05:46
And so that does it for me. 02:05:53
Thank you supervisor, supervisor. 02:05:56
Mine short and sweet, I managed to get in there to the Republican headquarters, right at the tail end of the chili cook off. 02:05:59
But it looked like you guys all had a good crowd. I'm sure you're going to talk about it. I was at the fundraiser. 02:06:06
And patient and Kathy and I tell you what, I was really impressed with the Mountain County folks. 02:06:12
That was really good and and it was a full house. 02:06:19
They had talked about selling like 100 and 35140 tickets total. Ended up cutting it off at 100 and. 02:06:24
Just because of the size of the room and where the other tables would be, it wouldn't work. But it was a good time. They raised a 02:06:33
lot of money and Kathy's got down here around $34,856. So that was a very, very good night. And it seemed like everyone had a good 02:06:40
time and enjoyed visiting and all that. So it was, it was a pleasure to see, real pleasure and RIM Institute right there did an 02:06:48
outstanding job of putting it all together. They're really a bunch of good folks to work with and. 02:06:56
And visit with they were great and. 02:07:04
So it really came out good and with that, that's all really that I had. 02:07:08
OK. Thank you, supervisor. 02:07:13
The hashtag monument ceremony went really well. 02:07:18
Very well received and I've received a lot of compliments about that since we did it and how great it was and to have the horses 02:07:22
there and and all of that was just so outstanding. So a lot of compliments there. 02:07:28
I was on Krim on November 1st, just one of my regular monthly radio shows, and then we had a quilt show last weekend, I think it 02:07:35
was. 02:07:40
And November 4th, 5th right in there. Umm. 02:07:46
Always outstanding. I support that with some of my constituents funds and it just it draws a lot of people into town a great, 02:07:52
great deal. I want to thank Homero, Wayne Jones and Scott Warren. 02:08:00
They helped me work through a parking situation that we have in a Pine community that's been. 02:08:08
Pretty difficult over about a year, year and a half. And so we were able to come to resolution on that and I appreciate. 02:08:17
Romero and his staff are really helping work through that and contributing to that. The Chili Cook Off was the first annual. It 02:08:24
was great. There was classic cars. 02:08:29
I don't know a hundred 200 people, I don't know. But there was about 10 different chilies. There was salsas. 02:08:35
And everybody just really enjoyed it. It was great. 02:08:43
The gala. Once again, you did miss a great event. It was a lot of fun. 02:08:48
And the the most exciting part was really the live auction at the end. It's just really, you know, David. 02:08:54
Marshall became. 02:09:02
The impromptu auctioneer not necessarily wanted to be, but the the crowd just really supported the auction. 02:09:05
Paid more than things were worth and then would donate things back to be auctioned again and again. It's just it just was 02:09:16
marvelous because it just showed to me that the community really supports this veterans retreat. They really do. 02:09:23
And then we had. 02:09:32
A veteran event yesterday that sheriff to see put on. It's over the course of several days there at the Heila County Republican 02:09:34
headquarters. I was asked to speak and I did and so appreciate her inviting me to do that and also I've received a few emails with 02:09:40
regard to. 02:09:46
The Plant Strawberry Water Improvement District drilling a deep well in strawberry. 02:09:53
And I talked to Randy about that to see if there's any involvement that the county has with regard to. 02:09:59
That. 02:10:06
Working, he said. He's spoken with Jeff Dalton on that and the answer is basically no. We permit the electric or will permit a 02:10:07
couple of things, but they have the right to go into that community as a as a water district and drill that well and I just. 02:10:15
So there there's nothing that county interacts with that water district when it comes to this deep well that they're going to be 02:10:26
drilling in a neighborhood that some of the residents are concerned about. 02:10:30
That. 02:10:36
If any of those people are listening, that's the answer that I got. 02:10:38
And with that, that's all I have. If there's nothing else. Yes, Sir. Mr. Chairman, I I failed to neglect it and I don't want to be 02:10:44
remiss in recognizing Mrs. Melvin, Mrs. Christ, for the Veterans Gala that they have spent tireless hours, nights and weekends 02:10:50
and. 02:10:56
Contributing their own financial resources that I want to make a public recognition of these two fine young ladies that. 02:11:04
Are amazing and do great things for the Board of Supervisors and for the mechanics. Thank you, you know everyone involved, the 02:11:13
Cameron and his wife Kathy. 02:11:17
Did you have the steak, the filet, the best filet I've ever had in my life. I don't know what happened there. I don't know. I've 02:11:22
got to get the way he cooked that it was. 02:11:28
Incredible. So with that, if there's nothing else, then I will adjourn the meeting. 02:11:34
I've got done a little sooner than I thought, actually. 02:11:41
I might have time for a life. 02:11:47

Information Discussion Action to adopt Resolution #23-11-06 Which approves? 00:15:31

conditions. 00:16:49
They held a citizen participation meeting that notified the 300 feet. 00:16:59
By the way, I should start this off. This will require a unanimous decision. 00:17:06
Find Super. 00:17:10
Sorry that I didn't bring that. 00:17:13
So basically they've held the 300. 00:17:17
Requirement sent out letters. 00:17:21
Have done everything. This is as you know it's been kind of a long going thing. This is to allow Skies LLC. 00:17:25
Um. 00:17:33
Play the Skies Woodworking LLC to be operated on this parcel which is 2 parcels up from where it used to be. 00:17:34
This is kind of on the corner there. 00:17:42
On the highway next to. 00:17:45
Antique store down the street from Uncle Tom's Chevron gas station. 00:17:49
Legal ads were sent out on 10/17/2023 between the patient roundup and the posting was completed on 10/18. 00:17:55
Staff stamp property owners within 300 feet of the. 00:18:04
Notifications. 00:18:08
And. 00:18:09
To date. 00:18:13
Let me make sure this. 00:18:14
What? 00:18:17
They have. 00:18:21
3 letters. 00:18:25
One e-mail support, 133 letters of support, and a petition of 352 signatures. 00:18:27
None of those signatures have BeenVerified. We only verified the 300 feet. 00:18:36
But they do have a lot of recommendations. 00:18:42
As of today. 00:18:46
There are 17 proper. 00:18:48
Including the applicants, there are 8 properties, four and six opposed. 00:18:51
We've kind of gone through this before, so all this kind of make this as sure as I can for you. The applicants are here. 00:18:58
I'm sure they'd like to talk and I believe there's probably other people that would like to talk on this also. 00:19:05
So if you have any questions or you aren't happy to answer them, there is prerequisite conditions that I can read for you. 00:19:10
A lot of paperwork. 00:19:25
So the prerequisite condition there are 4. 00:19:30
And the chairman, This is what when they voted that they require happen 1st. And then there's other conditions here. The county 00:19:33
public works department has received a review determine Initiative Permit approving the gradient drainage on this project as may 00:19:37

For the. 00:20:08

After the prereqs conditions are made, then the CP would be in effect and then there are seven other conditions. 00:20:15
The development, operation and maintenance shall be in conformance with the applications materials that they have submitted to us. 00:20:23
Latest one I believe was August 25th, 2023. 00:20:28
And with all conditions and approval listed here. 00:20:33
Is responsible to the owners of the subject property of APN 30114008 G to obtain all necessary federal, state, county, and local 00:20:36

Development Plan application must be submitted and approved for the commercial uses on APN 30114008 G prior to the use. 00:20:56

And no items can be placed within 20 feet from the front set back from the property line on the property unless they are located 00:21:37
directly behind. 00:21:42
An existing current rock block wall. 00:21:47
And that has been that was placed on November 7, 2020. 00:21:50
On APN 301-1400. 00:21:54
Behind means West side of block wall on side of the block wall facing the existing structure. 00:21:58
So those are the conditions that the Commission voted on. 00:22:06
Do you have any other questions? I'd be more than happy to answer Supervisor Humphrey. 00:22:12
Randy, I have no questions. Thank you, Supervisor Klein. 00:22:16
I I'm, I'm good on questions, comments. Is is my God all the conditions that we listed almost need a dictionary to go through and 00:22:21
figure it all out. 00:22:25
I think we've talked about them all during the meeting and the applicants were sent to conditions and stuff, so I think everyone 00:22:31
is on the same page. Good. Thank you. 00:22:36
Yeah. And I have no questions. I know we have some that wish to speak. So what I'd like to set is some ground rules. 00:22:42
To try and hold your. 00:22:48
You're speaking to 3 minutes or less. 00:22:54
And not repeat what someone else has been talking about. I noticed we have about. 00:22:57
Seven people in Payson, I presume they are here to speak on this as well. I'll call on you after we address those that are here in 00:23:05
this room. Cindy Hudson. 00:23:11
