Lattice tower from 150 to 162 to allow carriers including T-Mobile to added a dish for a new antenna to be installed. So that's on 00:08:12
the existing tower that's 800 feet away from this one. 00:08:19
So there was an approval at one point for this. 00:08:26

October 19th, 2023 PNC held the Commission and voted unanimously to approve. I do want to state. 00:08:35

Lead us either way, but there are tenants in that park that are in the 300 feet that have stated they're against it. But again we 00:13:47

requirements for building in the floodway. So we it was tabled. We brought it back to the to the next meeting. 00:16:10
Right. And so yes, I'm going to say that there was probably some confusion there. And so you've you've got five out of the 14 that 00:16:51
are confirmed against the tower within that 300 feet. 00:16:57
Correct. So the other nine has had, they've been notified and everyone's been notified, the letters were sent out and you know 00:17:03
sometimes people don't respond some. 00:17:08

And this one is for T-Mobile, which is apparently not on the other tower at the present, and so they've elected not to go. And I 00:17:41
may be asking the question, you have no idea what the answer is. 00:17:47
Oh, they're electing to try and do a completely different tower rather than attach to the existing. And do you know the reason? I 00:17:54
do not know the reason. OK, so it's likely financial, OK? 00:17:59

Another complaint was that where the tower is going is going to prevent some kind of access to the commercial building in the rear 00:18:10

Do you know if that would permanently damage any access to that building? No, I do not. I do not believe it will. It will be self 00:18:20
enclosed. There will be a fence around it and everything else. I'm I'm it may slow down people parking back there or something, 00:18:26
but it's pretty. I mean it's not on the building. 00:18:32
So it's on that same parcel, but there's a delivery area back there or something for the building and that will remain OK. So 00:18:38
there's no complaint from the owner of that building and they may be the same people, but not from the honor. But we did receive a 00:18:45

Now the other thing, and which is pretty common, is health issues. 00:19:05

They cited a section 101.1 of the county zoning ordinance, which requires. 00:19:51
Conservation and promotion of the public health, safety and general welfare, so that they cited that. And so unless Jeff wants to 00:19:57
jump in on the definition of what that would mean with regard to whether this tower is of some kind of a health risk or not, I 00:20:02

this application on behalf of Vertical Bridge. The Vertical Bridge name is USAZ 5166, just used to denote this location. 00:22:12
And as mentioned, we're submitting this application on their behalf. 00:22:20
Some of this was already mentioned, but I'll just quickly reiterate. This facility will be located on parcel 30437006. 00:22:25
This parcel is zoned general unclassified district. 00:22:35
The design of the facility will be a monopole and I will show you a rendering of what that will look like in a few slides here. 00:22:39
The facility is currently designed to be located between Or sorry within a 20 by 70 foot enclosure and will be surrounded by a six 00:22:46
foot high chaining fence. The overall height of the facility is proposed to be 165 feet. 00:22:53
As height allows for colocation of other carriers and may include multiple antennas. 00:23:01
The facility has been designed with a 20 foot fall zone to contain debris on site in the unlikely event of collapse and I will 00:23:06
touch on this again in a few slides. 00:23:11
Here's a general general overall site plan. I'll go into more detail on this on the next slide, but you can see here the proximity 00:23:18
of the proposed contact, sorry, compound in proximity to the surrounding parcels. 00:23:26
Here's a closer look within a large site plan. This is a proposed or sorry. There is a proposed 5 foot high, 10 by 15 foot 00:23:36
platform for associated ground equipment. There will also be a 5 foot high 10 by 15 foot platform for an emergency backup 00:23:42
generator. 00:23:48
As I will touch on in a few slides, the reason that these are 5 foot high is to address those floodplain concerns, and again, I'll 00:23:55
join to further detail on that. The emergency backup generator will cycle once per week for a total of 15 minutes. 00:24:02
It's very quiet, it would just sound like a car passing by, so it's not very loud and it just runs to make sure that it is in good 00:24:09
condition in the unlikely event that it would be needed. 00:24:14
As you can see here, there are some abandoned underground fuel tanks. So to address that question earlier, the fuel tanks are 00:24:21
actually underground, they're over ground, they're currently capped and there are no plans currently to be refilled. 00:24:28
Here is that elevation that I mentioned, so this is what the site will look like. It is currently designed as a monopole. While 00:24:37
there are surrounding structures that are also lattice towers. This one all we considered a self design, was designed as a 00:24:44
monopole because we felt that a self design would actually make it stick out more Since there is a lot of tower up the road. This 00:24:50
was in conjunction with that. 00:24:57
You can also see here at the six foot high chain link fence that will surround the compound. 00:25:04
I'd like to mention that the Gila County Zoning Ordinance does not outline A requirement for colocation. As was previously 00:25:11
previously mentioned, this was explored by staff and there is no requirement for colocation. So we understand the existence of the 00:25:19
one up the road, but there is no requirement for colocation and this location meets the objectives of T-Mobile. 00:25:26

The site is easily accessed from Arizona 188, an important thoroughfare in this area, and it will provide service to that road. 00:28:08
Located on a parcel zoned general unclassified and all of the surrounding parcels are also zoned the same, which allows it to be 00:28:18

The site is also in accordance with the Gila County Zoning Ordinance and Gila County Comprehensive Master Plan, as you can see in 00:28:30

As mentioned previously, there were a couple of stipulations that were given to us from the Planning and Zoning committee to 00:28:55
adhere to a flood plan. So what you can see here, there were several documents provided to show that Vertical Bridge has done due 00:29:01
diligence to address the site being in a floodplain. 00:29:07
To touch on three of those specifics, it was stated that the equipment must be flood proof or raised to or above the regulatory 00:29:13
flood elevation. Skipping ahead a little bit, it says to be placed 2.1 to 4.8 feet above the existing grade. 00:29:21
Both of those platforms are going to be placed five feet above the existing grade to ensure that that requirement was met. 00:29:30
The second floodplain requirement states that any development proposed within this area must be demonstrated by hydraulic 00:29:39
engineering analysis to not result in any rise in water surface elevation and 100 year flood. 00:29:46
There will be no rise in the water surface elevation. This was determined by a civil engineer and again a documentation to back 00:29:54
that up was provided to the county. 00:29:58
The third requirement was that an erosion set back from the nearest top of bank is required for all equipment unless engineered 00:30:04
Bank protection is constructed, Vertical bridge will be providing the engineered bank protection and this requires review with the 00:30:11
Gila County Flood Control District that will be applied for today. And the reason that wasn't set ahead of time was to ensure that 00:30:18
the document met all of the needs. So that is again a different. 00:30:25
Review that needs to happen, but all of that will be met ahead of any construction. 00:30:33

Sprint always worked on that tower Verizon. The existing tower. Verizon did not up until two to three years ago, roughly. 00:39:23
Then Sprint phones stopped working there and then Verizon phone started working there, so we had to go get. 00:39:30

As far as I know, Sprint and T-Mobile have merged. I do not know, That's just what I've read. I don't know their reasoning for 00:39:40
pulling off of that tower, but they were on that existing tower and then decided to pull off of it for whatever reason immediately 00:39:46

Flatly speaking, this new tower can offer no benefit, no public benefit at all. It will not increase coverage from both the 00:48:02
technical and common sense perspective we've included with our submission. 00:48:06
Detailed RF coverage maps for both the existing power and the new location that show all the ranges of service and the cover that 00:48:11
will be provided by each tower. 00:48:15
So I'm sure you can probably assume it's identical because the tower is 800 feet away. 00:48:20
And not only that, the tower, the new tower is actually. 00:48:25
Because it's a 155 foot effective power because it has a 10 foot lightning. 00:48:28
So you can only mount up to 155 feet on the existing tower. You can mount up to 160 feet because it's a lattice tower that doesn't 00:48:32
require the lightning rod. 00:48:36
So it's 162 feet total and 160 foot of mountain. 00:48:40
Not only that, but the existing tower stands at a base elevation of 30 feet higher. 00:48:44
So if you take the highest position on the new proposed tower, 155 feet, that's effectively the 125 foot mounting position on the 00:48:49

The existing tower has handled all of the loads in the past of all the carriers for the. 00:48:58
Everyone has spoken to spotty coverage and trying to improve it, but this is not the solution. 00:49:04
There is absolutely no way from a common sense or technical perspective that this will result in any increased coverage in the 00:49:09
area. In fact, it will effectively condemn. 00:49:13
The possibility of getting increased coverage because it will preclude other towers in the future. There are more suitable 00:49:19
locations in this direct region of vicinity for towers. 00:49:23
But if two towers go in, right here. 00:49:28
It's virtually guaranteed that no others will be put in place instead of then condemning this area to poor coverage forever, And 00:49:31
so that that is our main objection. Second, I believe that the procedural deficiencies cannot be overlooked. 00:49:37
The Commission did state that there would be public comment in the second meeting. I was there. I showed up for public comment. I 00:49:44
can tell you that there were a number of people who didn't show up at the previous meeting who showed up there to comment. They 00:49:48
were denied that opportunity. In addition, there was a new commissioner. 00:49:52
At the previous meeting in September, not only did they before they decide the table they took a vote on, that vote failed for the 00:49:57

events coordinator for all of our programs, one of which is why we're here today, the Shop with a Hero. You have continued to 01:11:36
support this program over the years, which we greatly appreciate. We've learned in previous years that roughly 30% of 01:11:43
underprivileged children residing here in Gila County, some of those children don't have. 01:11:50
A lot of finances for good Christmas, and so we sort of fill in the void what we've learned to do since I took this program over 01:11:58
and 2018. 01:12:02
Is that we change the name from Shop of the Cop to Shop of the Hero. 01:12:06
Reason why is it sort of encompasses all heroes. That includes the law enforcement, EMTs, firefighters, other first responders 01:12:10
like dispatchers, and. 01:12:15
DCS SO puts us all together so we can work towards a common goal of of making this program successful. 01:12:21
So one of the main objectives we do for roughly around October, November is secure funding for this program. It's annually around 01:12:28
Christmas time. We try to shoot to be within a few weeks of Christmas. 01:12:34
Because that benefits the kids that. 01:12:40
That are. 01:12:42
Applications are sent to all the elementary schools within Gila County, as well as at the Sheriff's Office made available to the 01:12:44
public to complete. That deadline is in place so we can review those applicants. 01:12:49
Select sponsored children's based on their needs which outlined in the application and then. 01:12:55
Post the program. So during the event, the sponsor child has opportunity to have breakfast with their assigned hero for the event. 01:13:02
Then we get to do a tour of all the emergency vehicles, we do a lighted parade, we get to meet with Santa and we spend money at 01:13:11
Walmart. So on average we we spend per sponsor child 150 to $200.00. That gets us 50 to 60 kids. 01:13:20
Per year money is donated through you guys again, I appreciate it. And also through grants and other private donators through Gila 01:13:30

The local or the Planning Zoning Commission approved a conditional use permit to extend the existing. 00:08:05
Lattice tower from 150 to 162 to allow carriers including T-Mobile to added a dish for a new antenna to be installed. So that's on 00:08:12

So there was an approval at one point for this. 00:08:26

are confirmed against the tower within that 300 feet. 00:16:57

Some of this was already mentioned, but I'll just quickly reiterate. This facility will be located on parcel 30437006. 00:22:25
This parcel is zoned general unclassified district. 00:22:35
The design of the facility will be a monopole and I will show you a rendering of what that will look like in a few slides here. 00:22:39
The facility is currently designed to be located between Or sorry within a 20 by 70 foot enclosure and will be surrounded by a six 00:22:46
foot high chaining fence. The overall height of the facility is proposed to be 165 feet. 00:22:53
As height allows for colocation of other carriers and may include multiple antennas. 00:23:01
The facility has been designed with a 20 foot fall zone to contain debris on site in the unlikely event of collapse and I will 00:23:06
touch on this again in a few slides. 00:23:11
Here's a general general overall site plan. I'll go into more detail on this on the next slide, but you can see here the proximity 00:23:18
of the proposed contact, sorry, compound in proximity to the surrounding parcels. 00:23:26
Here's a closer look within a large site plan. This is a proposed or sorry. There is a proposed 5 foot high, 10 by 15 foot 00:23:36
platform for associated ground equipment. There will also be a 5 foot high 10 by 15 foot platform for an emergency backup 00:23:42

As I will touch on in a few slides, the reason that these are 5 foot high is to address those floodplain concerns, and again, I'll 00:23:55
join to further detail on that. The emergency backup generator will cycle once per week for a total of 15 minutes. 00:24:02
It's very quiet, it would just sound like a car passing by, so it's not very loud and it just runs to make sure that it is in good 00:24:09
condition in the unlikely event that it would be needed. 00:24:14
As you can see here, there are some abandoned underground fuel tanks. So to address that question earlier, the fuel tanks are 00:24:21
actually underground, they're over ground, they're currently capped and there are no plans currently to be refilled. 00:24:28
Here is that elevation that I mentioned, so this is what the site will look like. It is currently designed as a monopole. While 00:24:37
there are surrounding structures that are also lattice towers. This one all we considered a self design, was designed as a 00:24:44
monopole because we felt that a self design would actually make it stick out more Since there is a lot of tower up the road. This 00:24:50
was in conjunction with that. 00:24:57
You can also see here at the six foot high chain link fence that will surround the compound. 00:25:04
I'd like to mention that the Gila County Zoning Ordinance does not outline A requirement for colocation. As was previously 00:25:11
previously mentioned, this was explored by staff and there is no requirement for colocation. So we understand the existence of the 00:25:19
one up the road, but there is no requirement for colocation and this location meets the objectives of T-Mobile. 00:25:26
With a proposed height of 165 feet, the wireless facility will have space to accommodate future wireless carriers. 00:25:35
Which will help to address the coverage concerns that were mentioned with drop phone calls in the area. As you can see listed 00:25:43
here, there are the two future tenant radius or ground centers that they could pumping on. 00:25:50
To hatchback on that fall zone, there is a requirement in the Gila County code under section 1038 that states that wireless 00:25:59
facilities. 00:26:03
Sorry. States that no cellular tower shall be located closer than its height to any adjacent property, public right of way, or any 00:26:08
unrelated structure, unless it's accompanied by a structurally engineered plan to eliminate the need for a fall zone. In this case 00:26:16
we are within that distance, so Vertical Bridge has engineered the tower with a 20 foot fall zone so that again, in the unlikely 00:26:23
event of collapse or failure, the tower will remain on site. 00:26:31

The reason that This site is important is to address lack of coverage in Kila County, as well as lack of services in surrounding 00:26:50

Increased network use in suburban and rural areas of Arizona as people are working from home in times after COVID are really 00:26:59
important to address, and T-Mobile is expanding into these areas to address those concerns. 00:27:06
This will improve connectivity, enhance emergency response capabilities and facilitate economic growth in the Community. 00:27:13
Through the strategic placement of the tower, adjustments of the antennas and utilizing different spectrum bands, T-Mobile as well 00:27:21
as future carriers can meet the evolving needs of users and ensure A consistent and satisfactory experience across the entire 00:27:26
coverage area. 00:27:32
Additional factors that have led to selection of this specific site. 00:27:40
Include that this location was identified in the area to be the strongest need for improved coverage by the anchor tenant again is 00:27:44
T-Mobile and we do expect others to Co locate in the future. 00:27:50
Again, it's not a requirement by Gila County to Co locate, but we understand the want to reduce these number of towers, which is 00:27:57
why this will be built with room for future carriers. 00:28:02
The site is easily accessed from Arizona 188, an important thoroughfare in this area, and it will provide service to that road. 00:28:08
Located on a parcel zoned general unclassified and all of the surrounding parcels are also zoned the same, which allows it to be 00:28:18
permitted for commercial uses. 00:28:23
The site is also in accordance with the Gila County Zoning Ordinance and Gila County Comprehensive Master Plan, as you can see in 00:28:30

Here is a zoning map of the proposed area. The location will be where that green star is. 00:28:41

As mentioned previously, there were a couple of stipulations that were given to us from the Planning and Zoning committee to 00:28:55
adhere to a flood plan. So what you can see here, there were several documents provided to show that Vertical Bridge has done due 00:29:01
diligence to address the site being in a floodplain. 00:29:07
To touch on three of those specifics, it was stated that the equipment must be flood proof or raised to or above the regulatory 00:29:13
flood elevation. Skipping ahead a little bit, it says to be placed 2.1 to 4.8 feet above the existing grade. 00:29:21
Both of those platforms are going to be placed five feet above the existing grade to ensure that that requirement was met. 00:29:30
The second floodplain requirement states that any development proposed within this area must be demonstrated by hydraulic 00:29:39
engineering analysis to not result in any rise in water surface elevation and 100 year flood. 00:29:46
There will be no rise in the water surface elevation. This was determined by a civil engineer and again a documentation to back 00:29:54
that up was provided to the county. 00:29:58
The third requirement was that an erosion set back from the nearest top of bank is required for all equipment unless engineered 00:30:04
Bank protection is constructed, Vertical bridge will be providing the engineered bank protection and this requires review with the 00:30:11
Gila County Flood Control District that will be applied for today. And the reason that wasn't set ahead of time was to ensure that 00:30:18
the document met all of the needs. So that is again a different. 00:30:25
Review that needs to happen, but all of that will be met ahead of any construction. 00:30:33
