Samantha, we're good here.
00:00:03
Good to go.
00:00:05
OK.
00:00:08
Good morning everyone. November 14th, it's 959, so let's get started with.
00:00:09
Our regular meeting today and the first.
00:00:16
Order of business will be the Pledge of Allegiance, and then we will have the invocation by Mr. Tim McDonald of Church of the
00:00:21
Nation.
00:00:25
Of the United States.
00:00:32
One nation under God in the middle with liberty.
00:00:40
Whenever you're ready, Mr. McDonald.
00:00:56
All right. Thank you. Let's pray.
00:00:59
Father, we're so grateful this morning that you are the God of wisdom, and today we ask you for wisdom, knowledge and
00:01:01
understanding.
00:01:06
That she would need of what her supervisors, this great county, That you would lead them in directions, father and strategy.
00:01:10
We thank you that by your wisdom drug use and crime will be reduced in our county. And we thank you that by your wisdom and
00:01:18
knowledge that prosperity will reign for our businesses. We thank you, Father, that you're giving each one the knowledge and the
00:01:26
wisdom and the understanding that they need. And we lean on you and in you we trust in Jesus name. Amen. Amen. Thank you.
00:01:35
OK, brace yourself. We're going to make a little change this morning. Item 2A is going to probably take a little bit of time. So
00:01:48
we're going to start off with item 3.
00:01:53
Which will only take a few minutes and so item 3A is Information Discussion action.
00:01:58
To approve economic development agreement.
00:02:04
103023 between Healey County and the RIM Country Camera Club in the amount of $7370.71 to support the Rim Country Camera Club to
00:02:08
supply cameras.
00:02:14
And equipment to the Rim Country Middle School digital photography class and program which the board is determined to be for the
00:02:20
benefit of the public. This is my item. This is coming from my constituent fund.
00:02:26
And this is for the purpose of Prov.
00:02:33
Low on loan equipment to the school system, specifically the middle class.
00:02:36
The class that deals with the arts and photography as they are very short handed on that and so with us today we have Sheila
00:02:44
Cornett and Sheila. If you would come forward to the microphone, Sheila is on the.
00:02:52
Board of directors for the Camera Club, and she just has a few ones.
00:03:01
Good morning. Thank you, Steve and members of the Supervisors Board. I am here representing a new country camera club, A501C3,
00:03:06
nonprofit organization of camera enthusiasts with sick hearts for room country.
00:03:14
Recently we learned needed for cameras for our classroom and when our classrooms in the middle school. Our Board of directors has
00:03:22
been searching for a way to get cameras and the passion for photography into the hands of kids.
00:03:30
We would like to purchase 9 cameras and three lenses for each camera and a four year warranty on the equipment.
00:03:38
This is a perfect way to share our passion and fulfill our mission of education and giving back to the community.
00:03:46
We thank you for your consideration and helping us share photography with our kids.
00:03:54
Thank you. Yeah. Thank you Shiva Supervisor Hunt for any comments.
00:03:59
Supervisor Klein. I'm good.
00:04:04
Just as a for your own knowledge, I'm also on the Board of Directors of this 501C3, so I will abstain from a vote today with
00:04:06
regard to that and I'll entertain a motion.
00:04:11
I got it. OK, Mr. Chair, I'll make the motion to approve Economic Development Agreement number 10.
00:04:19
02/3 with RIM country camera club in the mouth of $7370.71.
00:04:27
Which the board has determined to be for the benefit of the public. Mr. Chair. I'll second that. Have a motion in a second. All
00:04:34
those in favor say aye.
00:04:38
And I abstained. Thank you. Thank you, she.
00:04:42
Have a great day.
00:04:45
OK, let's move on now. We're going to get back over to item 2.
00:04:49
Which is a public.
00:04:54
Information Discussion Action to adopt A resolution #23-11-05, which will approve Helena County community Development case number
00:04:56
CU PP2308-001, a request by R3S Ventures LLC. Owners are Sean Sanchez in care of Vertical Bridge.
00:05:07
And they are the applicants for a conditional use permit upon Gila County assessors parcel #304-37-006B.
00:05:19
Located at section 27 in the Township.
00:05:28
And range 10 E in Payson, AZ. And presenting this to us today is Randy Bummer.
00:05:32
Morning Chairman Supervisors. By the way, this is a project that will require a unanimous decision.
00:05:42
Umm.
00:05:51
We currently.
00:05:51
9 letters, one voicemail, a petition signed by 32 people.
00:05:54
And justice. Literally minutes before the meeting, I was handed a.
00:06:00
Of letters. Some of these are already in your packet. I looked through it real quickly and we've had some of these.
00:06:05
But I like to make sure this is in the record.
00:06:11
And all of them are against.
00:06:14
This.
00:06:17
This is a tower located.
00:06:19
Jake.
00:06:23
Basically kind of behind the.
00:06:25
So it gives you an idea where this is. You're probably pass it. Every time you go by there is another tower.
00:06:28
Across the street that is approximately 800 feet away from where they want this tower.
00:06:35
So Sean Chances is working on behalf of Vertical Bridge which is proposing to install a new multi carrier tower with associated
00:06:43
equipment.
00:06:47
Per the applicant, the property is ideal for its location as there is a significant need for improved coverage in the area and
00:06:52
significant space.
00:06:56
Per the.
00:07:02
The estimated time of construction will be approximately 6 weeks.
00:07:03
The initial anchor anchor tenant will be.
00:07:07
The Heights will allow for additional carriers to be Co located on the tower in the future.
00:07:12
This is a multi tenant site, however there will be no structures.
00:07:19
There will also be elevated equipment.
00:07:24
Power to the site will be obtained or obtained from.
00:07:28
A proposal utility access easement will extend Northwest Connect.
00:07:33
Arizona State Route 188, per the landowner.
00:07:39
There are fuel tanks on the property from the existing store that are not in use at this time.
00:07:44
I do want you to be aware there is an existing tower located approximately 800 feet away.
00:07:53
In February of 2018.
00:08:01
The local or the Planning Zoning Commission approved a conditional use permit to extend the existing.
00:08:05
Lattice tower from 150 to 162 to allow carriers including T-Mobile to added a dish for a new antenna to be installed. So that's on
00:08:12
the existing tower that's 800 feet away from this one.
00:08:19
So there was an approval at one point for this.
00:08:26
Umm.
00:08:31
On.
00:08:34
October 19th, 2023 PNC held the Commission and voted unanimously to approve. I do want to state.
00:08:35
This item got tabled.
00:08:45
So on the original meeting, which was the month before.
00:08:47
They had a open meeting, had public comments.
00:08:51
The meeting was tabled.
00:08:55
Half staff.
00:08:58
Two pieces.
00:09:00
One was this tower is being located in a flood plain area.
00:09:02
And so they wanted to hear from our floodplain engineer of any requirements that he would have. And then they also had us research
00:09:06
if there's any state statues that require a certain distance between towers.
00:09:13
On the second meeting, so the first meeting was tabled for that was coming back to those two things I will tell you on the 2nd
00:09:21
post.
00:09:25
Staff put out the wrong post.
00:09:31
And it said there was going to be more public comment than there was not.
00:09:33
The meeting was held with the public comment. It was opened and closed.
00:09:37
The board, the PNG commissioners, were coming back to hear from staff before their vote.
00:09:43
But the publications that we did did say there would be public comment and there were not in the second meeting.
00:09:48
PG commissioner did not.
00:09:54
We did meet all the requirements of state statute for the public meetings and here is another public meeting.
00:09:56
So I just wanted.
00:10:02
Get all that out there.
00:10:04
So there are currently.
00:10:06
16 conditions.
00:10:09
That would go with this.
00:10:12
Umm.
00:10:14
Kind of the normal ones. They have to comply with the applications that they've put in.
00:10:16
Maximum heights will be 165 feet with.
00:10:23
With the lightning rod on it.
00:10:27
That has to be engineered. It has to have a fall zone requirement. They have to obtain all of the.
00:10:31
Requirements for flood zone.
00:10:38
Um.
00:10:41
Permits are supposed to be issued within one.
00:10:42
Applicants must gain approval of the floodplain.
00:10:45
Current lease agreement with our 35 ventures shall be submitted prior to the issuance of building permit. The fuel tanks on the
00:10:50
site are pretty close to the antenna and equipment.
00:10:56
So we had stated that and they're closed off now and not in use. We had said prior to anyone using those, they have to get State
00:11:02
Fire Marshall to approve the use of those tanks.
00:11:07
With that.
00:11:12
Umm.
00:11:14
That if the 155 foot communication pole with the 10 foot lightning rod a power plant shall be removed from the property at the
00:11:17
owners expense immediately. If the monopole becomes unstable or obsolete, all lighting, all lighting shall apply with heel county
00:11:24
outdoor ordinance. The equipment area shall be secured and vandal proof the fence and closing this the structure cannot exceed 6
00:11:30
feet.
00:11:36
Extraction of compliance upon construction completion by the County building department will be given. No other use is allowed.
00:11:43
And access and utility easement is required as responsibility owners to obtain Allstate, federal and local permits that would go
00:11:53
along with this.
00:11:57
Um.
00:12:02
There's been a lot of talk about the tower and the aesthetics.
00:12:04
That's that's all you're up here, your guys's disc.
00:12:09
There is no one except, I believe, the object that has submitted approval or.
00:12:14
Wanting this tower, but I will state there has been a lot of talk about lack of service and I think it's been talked about. I know
00:12:20
we've talked about commissions.
00:12:24
Every time someone goes through there, they drop phone calls and everyone everything else so.
00:12:29
Um.
00:12:35
Again, this is for 155 foot tower with a 10 foot lightning rod, so it'll be 165 feet total height.
00:12:35
It is in the floodplain.
00:12:43
And they will have to meet all those requirements.
00:12:45
And I believe that a representative.
00:12:48
For.
00:12:53
Sanchez is here.
00:12:54
To give you a presentation of why they think the tower is a good idea. And then I believe there are people here that will talk
00:12:56
against the town.
00:13:00
Again, this will require a unanimous decision of other supervisors.
00:13:04
There are currently 14 properties.
00:13:08
Within the 300 feet.
00:13:13
I'm going to tell you there's at least five against it.
00:13:17
Within that 300 feet, there could be more. There is a mobile Home Park there.
00:13:20
That tenants of that park are have sent in that they're against it, but we haven't been able to prove that they're owners of the
00:13:26
land and our owners has land owners get to the 20% Rd. exceeding the 20% without them. So it could be more.
00:13:35
I don't want to say anything that's.
00:13:44
Lead us either way, but there are tenants in that park that are in the 300 feet that have stated they're against it. But again we
00:13:47
have not been able to confirm their land owners of that mobile Home Park.
00:13:53
So, but we do have 5 confirmed land owners out of the 14 that have.
00:14:00
Are against it.
00:14:05
Do you have any questions? Be more than happy to.
00:14:07
Thank you, Randy. Supervisor Humphrey questions for Randy. Yeah, I have several questions you mentioned.
00:14:10
The the tanks would have to be approved.
00:14:18
By the state in order to have fuel in them again.
00:14:21
OK, they're above ground tanks.
00:14:26
Yes. Yeah so so they can be moved. Another question on the on the store, yeah, I know you guys are shaking your head, but I'm, I'm
00:14:29
asking questions you guys will get your chance to talk okay now if the if the.
00:14:35
Would this tower prevent the store from opening as a store? Absolutely not. No. OK.
00:14:43
One another question, you say that there is a mobile Home Park there, Would that be Sunset Circle or Mountain View?
00:14:52
I believe it's Mountain View is that.
00:15:00
This is Kim. She's the 1 tracks. All this for me. So, OK, yeah, I have it as Jake's Corner.
00:15:12
States Corner, RV State State, Jake, Jakes, Jake So so neither one of them are Mountain View or Sunset Circle that is not the
00:15:18
Trader Park.
00:15:23
Not within the 300, not within the.
00:15:30
OK. Thank you. Thank you.
00:15:33
I have no further questions of Brandy right now, but I may after some of the public comments, sure. Supervisor Klein, anything for
00:15:38
Randy. So, so Randy, there was one public meeting held with the planning and zoning.
00:15:45
Correct and opened up the meeting for further.
00:15:52
Had several people come and make their.
00:15:56
They closed the meeting and right before the.
00:15:58
They tabled it to have staff research whether there is a state statue that states how far towers have to be apart and any special
00:16:02
requirements for building in the floodway. So we it was tabled. We brought it back to the to the next meeting.
00:16:10
Right. And so yes, I'm going to say that there was probably some confusion there. And so you've you've got five out of the 14 that
00:16:51
are confirmed against the tower within that 300 feet.
00:16:57
Correct. So the other nine has had, they've been notified and everyone's been notified, the letters were sent out and you know
00:17:03
sometimes people don't respond some.
00:17:08
You know, I don't know.
00:17:15
Why they didn't, But I know we have enough that under our ordinance requires unanimous vote.
00:17:17
OK. I'm good for right now. OK, Thank you, advisor. A couple questions, Randy. So just kind of referring to some of the concerns.
00:17:24
The tower was extended the existing tower in 2018 to accommodate additional carriers.
00:17:34
And this one is for T-Mobile, which is apparently not on the other tower at the present, and so they've elected not to go. And I
00:17:41
may be asking the question, you have no idea what the answer is.
00:17:47
Oh, they're electing to try and do a completely different tower rather than attach to the existing. And do you know the reason? I
00:17:54
do not know the reason. OK, so it's likely financial, OK?
00:17:59
In my opinion, it would be so.
00:18:05
Another complaint was that where the tower is going is going to prevent some kind of access to the commercial building in the rear
00:18:10
of the building.
00:18:15
Do you know if that would permanently damage any access to that building? No, I do not. I do not believe it will. It will be self
00:18:20
enclosed. There will be a fence around it and everything else. I'm I'm it may slow down people parking back there or something,
00:18:26
but it's pretty. I mean it's not on the building.
00:18:32
So it's on that same parcel, but there's a delivery area back there or something for the building and that will remain OK. So
00:18:38
there's no complaint from the owner of that building and they may be the same people, but not from the honor. But we did receive a
00:18:45
e-mail yesterday.
00:18:51
From the operator that just said he was against it did not statewide.
00:18:57
Now the other thing, and which is pretty common, is health issues.
00:19:05
Citing.
00:19:10
Health issues? Is there any health concern?
00:19:12
That we need to be aware of with adding this tower.
00:19:15
So from my understanding, the FCC is the one that regulates the health issues.
00:19:18
Radiation, I mean, everyone you know believes.
00:19:25
The radiation off a tower is dangerous and everything else that is all covered under the FCC. We have no say in how that's dealt
00:19:29
with, good or bad. OK, so I I don't know of any health issues that this specific tower would be.
00:19:37
Any different than any other tower, that is.
00:19:45
They cited a section 101.1 of the county zoning ordinance, which requires.
00:19:51
Conservation and promotion of the public health, safety and general welfare, so that they cited that. And so unless Jeff wants to
00:19:57
jump in on the definition of what that would mean with regard to whether this tower is of some kind of a health risk or not, I
00:20:02
don't know.
00:20:07
Of the federal statute that is in play here is.
00:20:17
Section 33247. USC A. Section 330.
00:20:26
Paragraph C.
00:20:32
Which allows.
00:20:34
Jur.
00:20:38
To limit cell phone tow.
00:20:40
But places restrictions.
00:20:43
Members can what the reasons can be for limiting them and I just want to find that provision.
00:20:46
Instead of jumping out of me, but essentially it prohibits the county from.
00:20:57
Prohibiting the cell phone tower on the basis of environmental effects of radiofrequency radiation.
00:21:01
So that's a that's a reason. It's not not uncommon for people to be concerned about that, but it's not a reason the county is.
00:21:09
Allowed.
00:21:17
While prohibiting his cell phone tower.
00:21:18
OK. So to boil that down, you're saying that we could not base our decision on health concerns?
00:21:22
That's correct. OK.
00:21:28
All right then. That's all I have for you, Randy. Anybody else did that stir up anything for Randy?
00:21:30
If not, then I'll call.
00:21:36
The applicant forward, If they would like to make a comment, please come forward introduce yourself.
00:21:39
Hi everyone.
00:21:47
My name is Alex Crow. I'm here on behalf of Shawn Sanchez. Today I have the same presentation up on my computer, but I'm just
00:21:49
going to pull it up here, so.
00:21:53
Great. Thank you so much.
00:22:00
Thank you for taking the time today. As I said, my name is Alex Crowe and I work for State 48 Consulting and we are submitting
00:22:04
this application on behalf of Vertical Bridge. The Vertical Bridge name is USAZ 5166, just used to denote this location.
00:22:12
And as mentioned, we're submitting this application on their behalf.
00:22:20
Some of this was already mentioned, but I'll just quickly reiterate. This facility will be located on parcel 30437006.
00:22:25
This parcel is zoned general unclassified district.
00:22:35
The design of the facility will be a monopole and I will show you a rendering of what that will look like in a few slides here.
00:22:39
The facility is currently designed to be located between Or sorry within a 20 by 70 foot enclosure and will be surrounded by a six
00:22:46
foot high chaining fence. The overall height of the facility is proposed to be 165 feet.
00:22:53
As height allows for colocation of other carriers and may include multiple antennas.
00:23:01
The facility has been designed with a 20 foot fall zone to contain debris on site in the unlikely event of collapse and I will
00:23:06
touch on this again in a few slides.
00:23:11
Here's a general general overall site plan. I'll go into more detail on this on the next slide, but you can see here the proximity
00:23:18
of the proposed contact, sorry, compound in proximity to the surrounding parcels.
00:23:26
Here's a closer look within a large site plan. This is a proposed or sorry. There is a proposed 5 foot high, 10 by 15 foot
00:23:36
platform for associated ground equipment. There will also be a 5 foot high 10 by 15 foot platform for an emergency backup
00:23:42
generator.
00:23:48
As I will touch on in a few slides, the reason that these are 5 foot high is to address those floodplain concerns, and again, I'll
00:23:55
join to further detail on that. The emergency backup generator will cycle once per week for a total of 15 minutes.
00:24:02
It's very quiet, it would just sound like a car passing by, so it's not very loud and it just runs to make sure that it is in good
00:24:09
condition in the unlikely event that it would be needed.
00:24:14
As you can see here, there are some abandoned underground fuel tanks. So to address that question earlier, the fuel tanks are
00:24:21
actually underground, they're over ground, they're currently capped and there are no plans currently to be refilled.
00:24:28
Here is that elevation that I mentioned, so this is what the site will look like. It is currently designed as a monopole. While
00:24:37
there are surrounding structures that are also lattice towers. This one all we considered a self design, was designed as a
00:24:44
monopole because we felt that a self design would actually make it stick out more Since there is a lot of tower up the road. This
00:24:50
was in conjunction with that.
00:24:57
You can also see here at the six foot high chain link fence that will surround the compound.
00:25:04
I'd like to mention that the Gila County Zoning Ordinance does not outline A requirement for colocation. As was previously
00:25:11
previously mentioned, this was explored by staff and there is no requirement for colocation. So we understand the existence of the
00:25:19
one up the road, but there is no requirement for colocation and this location meets the objectives of T-Mobile.
00:25:26
With a proposed height of 165 feet, the wireless facility will have space to accommodate future wireless carriers.
00:25:35
Which will help to address the coverage concerns that were mentioned with drop phone calls in the area. As you can see listed
00:25:43
here, there are the two future tenant radius or ground centers that they could pumping on.
00:25:50
To hatchback on that fall zone, there is a requirement in the Gila County code under section 1038 that states that wireless
00:25:59
facilities.
00:26:03
Sorry. States that no cellular tower shall be located closer than its height to any adjacent property, public right of way, or any
00:26:08
unrelated structure, unless it's accompanied by a structurally engineered plan to eliminate the need for a fall zone. In this case
00:26:16
we are within that distance, so Vertical Bridge has engineered the tower with a 20 foot fall zone so that again, in the unlikely
00:26:23
event of collapse or failure, the tower will remain on site.
00:26:31
You can see here the snippet of the code.
00:26:39
And then on this next slide here, this is the letter that was provided to show that fall zone.
00:26:42
Come.
00:26:49
The reason that This site is important is to address lack of coverage in Kila County, as well as lack of services in surrounding
00:26:50
rural areas.
00:26:54
Increased network use in suburban and rural areas of Arizona as people are working from home in times after COVID are really
00:26:59
important to address, and T-Mobile is expanding into these areas to address those concerns.
00:27:06
This will improve connectivity, enhance emergency response capabilities and facilitate economic growth in the Community.
00:27:13
Through the strategic placement of the tower, adjustments of the antennas and utilizing different spectrum bands, T-Mobile as well
00:27:21
as future carriers can meet the evolving needs of users and ensure A consistent and satisfactory experience across the entire
00:27:26
coverage area.
00:27:32
Additional factors that have led to selection of this specific site.
00:27:40
Include that this location was identified in the area to be the strongest need for improved coverage by the anchor tenant again is
00:27:44
T-Mobile and we do expect others to Co locate in the future.
00:27:50
Again, it's not a requirement by Gila County to Co locate, but we understand the want to reduce these number of towers, which is
00:27:57
why this will be built with room for future carriers.
00:28:02
The site is easily accessed from Arizona 188, an important thoroughfare in this area, and it will provide service to that road.
00:28:08
Located on a parcel zoned general unclassified and all of the surrounding parcels are also zoned the same, which allows it to be
00:28:18
permitted for commercial uses.
00:28:23
The site is also in accordance with the Gila County Zoning Ordinance and Gila County Comprehensive Master Plan, as you can see in
00:28:30
the step below.
00:28:34
Here is a zoning map of the proposed area. The location will be where that green star is.
00:28:41
And then here is just an aerial of the same view.
00:28:49
As mentioned previously, there were a couple of stipulations that were given to us from the Planning and Zoning committee to
00:28:55
adhere to a flood plan. So what you can see here, there were several documents provided to show that Vertical Bridge has done due
00:29:01
diligence to address the site being in a floodplain.
00:29:07
To touch on three of those specifics, it was stated that the equipment must be flood proof or raised to or above the regulatory
00:29:13
flood elevation. Skipping ahead a little bit, it says to be placed 2.1 to 4.8 feet above the existing grade.
00:29:21
Both of those platforms are going to be placed five feet above the existing grade to ensure that that requirement was met.
00:29:30
The second floodplain requirement states that any development proposed within this area must be demonstrated by hydraulic
00:29:39
engineering analysis to not result in any rise in water surface elevation and 100 year flood.
00:29:46
There will be no rise in the water surface elevation. This was determined by a civil engineer and again a documentation to back
00:29:54
that up was provided to the county.
00:29:58
The third requirement was that an erosion set back from the nearest top of bank is required for all equipment unless engineered
00:30:04
Bank protection is constructed, Vertical bridge will be providing the engineered bank protection and this requires review with the
00:30:11
Gila County Flood Control District that will be applied for today. And the reason that wasn't set ahead of time was to ensure that
00:30:18
the document met all of the needs. So that is again a different.
00:30:25
Review that needs to happen, but all of that will be met ahead of any construction.
00:30:33
And then I'm happy to take any questions. Thank you Miss Crow, Supervisor Humphrey, anything for?
00:30:40
This crow, I have no questions.
00:30:46
Supervisor.
00:30:50
So so why does T-Mobile not want to just put on the art tower?
00:30:52
Unfortunately that's not my area of expertise, but they've gotten significant due diligence to determine the best coverage for the
00:30:58
area and this location allows for that coverage and would negate any need for future towers to kind of cover what would be needed
00:31:05
like there would be there would be a gap in coverage basically if they placed it elsewhere.
00:31:12
So maybe you don't know the answer to this question, but the other tower that's there within 800 feet, I mean 800 feet really
00:31:19
isn't that far distance, but.
00:31:23
Does anybody know or can tell me what other carriers are on that tower? Or is it just one single carrier on that tower?
00:31:29
The only carrier that I know is on the tower is Sprint and that is that's the only information I have.
00:31:36
OK. So then you guys have designed this and engineered it, so it would take other carriers as well, correct?
00:31:44
OK. Thank you.
00:31:51
So, Miss Crow.
00:31:54
We're not going to base our decision on health, but let me ask you something on this tower. So all these towers that are out
00:31:57
there, there's thousands of them.
00:32:00
Do they transmit something that is dangerous or are they more or less a receiver? How does?
00:32:04
How does this tower?
00:32:11
Does it just receive pick up?
00:32:15
Already.
00:32:18
Information that's in the atmosphere, you know, and then it sort of redirects it or does it actually transmit something?
00:32:21
Like high wire or something that would be.
00:32:30
Radio waves or, you know, anything that's in addition to what already exists.
00:32:36
Without the tower.
00:32:41
Unfortunately, it's not my area of expertise, but we do comply to all of the FCC regulations. And just to kind of touch on your
00:32:43
question, the towers work when they're needed. So it's not actually the antennas aren't on all the time, but it's kind of when you
00:32:50
pull out your phone and you need to do something that's when the antennas activate. So they're not actually not on 24/7 and per
00:32:58
FCC requirements and just some experience on a previous project that I've worked on the only.
00:33:05
Potential health concerns are if you were.
00:33:14
At the top of the 160 foot.
00:33:17
Power for it's very, very extended period of time and again it's not, it's not my area of expertise, but we do comply to all FCC
00:33:20
regulations. OK, that's helpful. Thank you.
00:33:25
And unless there's anything else for Miss Crow.
00:33:31
Then we'll go on.
00:33:36
To.
00:33:39
Probably public comments, so.
00:33:40
Timothy, anyone in Payson that wants to comment on this project?
00:33:43
I believe so, yes.
00:33:48
You believe so?
00:33:51
OK, if someones there to comment haven't come forward, introduce themselves and what I would like to do is let everyone know We're
00:33:54
going to limit each commenting section to 3 minutes and if someone makes comments with regard to.
00:34:01
A particular concern, and someone else has that same concern, we don't necessarily need to hear.
00:34:09
From each person with the exact same concern if you understand. So if we can just add to the conversation if you have something to
00:34:16
add.
00:34:20
So please tell us who.
00:34:24
Connie has.
00:34:27
And where do you live?
00:34:29
823 W Mountain View Lane at Oaks Corner behind the store.
00:34:31
OK, so I just been handed a note that I need to.
00:34:37
Open it up to the public hearing. OK, thanks. That's a legal technicality, so please go ahead now.
00:34:41
OK.
00:34:49
Well, first I just want to say the reason.
00:34:51
And those guys at the other meetings approved this. These were the two reasons that they gave.
00:34:54
The one guy.
00:35:02
Businesses have a right to make money. I don't.
00:35:04
But T-Mobile has plenty of money.
00:35:08
I think that the residents there that have been there for many, many years and on their property.
00:35:12
Did have.
00:35:18
Great in this than T-Mobile getting richer.
00:35:20
And.
00:35:25
The other reason was one of the guys said yes, he doesn't like body service on the highway for one he shouldn't. He's not supposed
00:35:27
to be on the phone on the highway.
00:35:32
And for two, I doubt very seriously that he spends a lot of time right in that spot where he could even possibly lose service. We
00:35:38
live there, so we're there 24/7. And again, I think that we should carry more weight.
00:35:47
On that, then, then this spotting service on the highway reason for approving it.
00:35:56
And so the two reasons that they stated I just think are are dumb personally.
00:36:04
But.
00:36:11
And then as far as the.
00:36:13
Any kind of danger from the towers? The lady just stated she's not an expert. I would like to hear it from an expert. And because
00:36:16
all of the research that I've done says that they are dangerous to people within a very short distance from them, which we all
00:36:23
are.
00:36:29
They're also. They also bring down property value and.
00:36:37
And there was something else I wanted to say. What was it?
00:36:44
OK, can I be done? And if I remember, can I come back up here?
00:36:50
Sure, maybe someone will screw your memory that wants to talk. Is that all you have then, Miss Hessler?
00:36:56
Yeah. OK. Thank you for your comments. All right. Thank you, Cassandra. Do we have anyone on YouTube?
00:37:02
OK, sure.
00:37:11
So this is from Susie.
00:37:17
She says the proposal does not address the area land use plan included in the Comprehensive Master plan adopted by Hewlett County.
00:37:19
And the land.
00:37:27
Takes precedence over for consideration over zoning.
00:37:28
Detail 10 Figure 2F Instead, plan designates neighborhood, commercial and two classes of residential.
00:37:32
This application serves neither master plan or development. In fact, it jeopardizes it.
00:37:39
And that's what she.
00:37:44
OK. Mandy, do you have any comments to that that would confirm or not?
00:37:46
I didn't catch it all.
00:37:53
But the land is owned.
00:37:56
OK. Which is generally unclassified which allows for farm?
00:37:59
Commer.
00:38:04
Presidential non farm.
00:38:05
Pretty much allows for everything and anything to a point.
00:38:08
For that property. OK. Thank you, Randy.
00:38:13
All right, I'll open it up to the public hearing here in Globe. If you have something to add to the conversation, please come to
00:38:17
the mic and introduce yourself.
00:38:20
And where you live, OK.
00:38:25
Good morning, Vince Bishop, 870 W Mountain View. Wayne, I'd like to start with there was obviously confusion from the last meeting
00:38:28
about the public comment if anybody would like to see it. I did bring where the confusion came from.
00:38:35
A letter that was dated September 27th about this meeting with the very last sentence of citizens will be allowed to attend this
00:38:44
hearing in person, in globe or patient to provide their comments.
00:38:48
And it was also on the public notice it was posted within this range and this was the meeting that we were not allowed.
00:38:53
To make our comments. So that's where the confusion came from. Here's a copy of the letter that states it. And also the public
00:39:00
notice stated that also. So that's why you did have some, you know, angry people that they felt we were told one thing and not
00:39:05
allowed to do something else. OK, so on that.
00:39:10
Being that I've lived there for 15 years, I can tell you a little bit about the coverage.
00:39:18
Sprint always worked on that tower Verizon. The existing tower. Verizon did not up until two to three years ago, roughly.
00:39:23
Then Sprint phones stopped working there and then Verizon phone started working there, so we had to go get.
00:39:30
Switch from Sprint phones to Verizon phones.
00:39:36
As far as I know, Sprint and T-Mobile have merged. I do not know, That's just what I've read. I don't know their reasoning for
00:39:40
pulling off of that tower, but they were on that existing tower and then decided to pull off of it for whatever reason immediately
00:39:46
when Verizon got on that tower.
00:39:51
I don't know why, but that is fact from having lived there and having to switch phone carriers.
00:39:57
As far as what the lady said about the.
00:40:04
Future economic growth in the area.
00:40:07
The area that I'm sure you guys know is landlocked by Forest Service on all sites, there's not going to be any future growth, any
00:40:10
future subdivisions, anything like that in that area. It's landlocked.
00:40:15
Pretty much impossible.
00:40:21
To need this as far as to.
00:40:23
You know further the service in the area as far as the res.
00:40:26
Come from. It's also in the.
00:40:30
Spot between Hwy. 87, you come down, crosses Hart Creek which is it's going to abut and then you climb another mountain to the
00:40:32
cuts and then you fall back off towards brown aggressively. So it's actually in the lowest spot of that entire area.
00:40:39
As far As for you know, future coverage or to help travelers.
00:40:46
That's just I don't see how that could actually benefit anything as far as that.
00:40:51
I do have.
00:40:57
We're talking about public support. I do have 44. I received over the weekend, 44 signatures from residents. I don't know how many
00:40:58
people are within that 300 feet.
00:41:03
44 residents of the Jakes Corner area did sign a petition, all opposed to it.
00:41:07
And I sent that in with copies of all the signatures to.
00:41:13
To the S Trimble e-mail and she did say she received.
00:41:17
So.
00:41:22
I did a little bit of research, I don't know how much of it.
00:41:27
Is.
00:41:31
Fact. But I do know there are. So Vince, if you could wrap it up in the next 30 seconds, OK, perfect. I do know that there are.
00:41:33
FCC does rural cell phone auctions for these areas. So I think someone commented earlier that was probably monetarily sounds like
00:41:42
there are government subsidies.
00:41:47
For them to have their own tower and to be the anchor tenant on a tower. So they would get government subsidies to do this. And I
00:41:52
believe it's typical if you follow the money, that's why.
00:41:57
You know, they're gonna they're going to get more money off of this than they would if they would.
00:42:03
Land on that other tower and just to provide service with the community, they're looking at it from one of the patient.
00:42:08
Thank you, Mr. Bishop.
00:42:15
Is there anyone else here today in Globe that could add to that conversation or wishes to?
00:42:17
Please. Yeah, come on up. Introduce yourself where you live. So my name is Rhett Bishop. I live at 874 W Mountain View Lane.
00:42:23
I'm one of the youngest people that I know of in the community, so I feel that I'm going to have to deal with this the longest and
00:42:33
since I have resided there and been running around since I was old enough to walk.
00:42:37
I feel like this weighs pretty heavily on me, you know, I decided.
00:42:43
I see. You know, I see a lot of cowboy hats here today and I decided to live in the rural area and want to raise my family there.
00:42:48
Kind of crazy to me.
00:42:55
We're going to put.
00:42:57
You know, and just kind of like ruin the whole point of this rural area.
00:43:01
You know it's gonna, it's gonna kill the aesthetics.
00:43:04
It's not gonna look good at all.
00:43:08
Once it's done, it can you know it's never going to be able to be reversed.
00:43:17
The general store will probably never be a store again, from my understanding. I know that they said it probably will be.
00:43:21
And I have, you know, I think that the people traveling and the residents would benefit more from gas, groceries.
00:43:28
Local jobs.
00:43:35
Then a cell tower.
00:43:37
I mean, I have two friends that live in the town of Payson.
00:43:39
0 phone service to either one of.
00:43:41
But I have never not had phone service for a day.
00:43:44
So I just feel like if.
00:43:48
About servicing the community of Healing County with cell phone service, this could.
00:43:50
In a lot better places.
00:43:55
And can be a lot more useful.
00:43:57
To our community and other places personally.
00:43:59
And I think that's all I have.
00:44:02
Thank you, Mr. Bishop. Anyone else?
00:44:05
Yes Sir. Please come up, introduce yourself and where you live.
00:44:08
Yes, my name is Daniel Jewel. I live at 908 W Mountain View Lane.
00:44:11
Jake's Corner.
00:44:17
I think the cell formed tower thing is a really bad idea. The reason why is because I was the previous owner of Jakes Corner
00:44:19
General Store. I had that store for eight years and I sold it to the people that are trying to sell it now.
00:44:25
And it is like you said, it's all financial is what it is and it's a big mistake that store will not operate.
00:44:32
It's going to be hard for that store to operate like.
00:44:39
Supposed to be operated exactly where is the tower going to go? Is what I know. Is it on the side of the storage? On the back of
00:44:42
the store?
00:44:45
I would like to know that. Does anybody have any information on?
00:44:51
Where exactly the tower is going to be?
00:44:55
I believe that information is available.
00:44:58
Pardon. I believe that information is available. Well, I'd like to know whether it's on the side or the back, but regardless
00:45:00
whether it's on the back or the silence door, it's going to affect that store to operate properly.
00:45:07
Deliveries.
00:45:14
I've ran it for eight years.
00:45:16
That's a big mistake. No good. We want a store.
00:45:20
The community wants a store, a benefit to the public.
00:45:24
Fuel the big thing.
00:45:27
Milk bread.
00:45:30
Baloney. Whatever you want to buy. I always had that for everybody.
00:45:32
And then these new owners that I sold it to, they changed the store so much, they turned it into a thrift store basically.
00:45:36
With their selling furniture on consignment.
00:45:44
So they got rid of all.
00:45:47
Things that most people.
00:45:50
You know, they quit selling beer. That's not something people need.
00:45:52
But you know, we need food and now we have to go travel. What is it, 13 miles to 18?
00:45:55
Pardon.
00:46:02
15 miles to IGA or the marketplace or Payson, 20 miles.
00:46:04
No more. We're cut out now, everybody. No more fuel there and no more.
00:46:11
I would have to say other than again, it's going to really hurt the new owners if it does anybody ever does buy that store.
00:46:20
And make it operate properly with that towel 20 feet by 70 feet.
00:46:28
The dimensions.
00:46:36
Where the tower is going to be, it's going to be a real problem.
00:46:37
Any questions for me?
00:46:43
I don't believe so. Thank you, Mr. Jewell. You're welcome.
00:46:45
Anyone else that wishes to add to that?
00:46:50
Please tell us who you are.
00:46:55
Good morning.
00:46:58
Board My name is Michelin Tallis. I'm an attorney with Tiffany Bosco in Phoenix. I represent the owners of the existing tower
00:47:00
across the street.
00:47:04
I believe earlier this year equipment was removed by Sprint and T-Mobile prior to submitting this application for the new tower.
00:47:39
But you connect the dots on.
00:47:49
But those leases are in place, they're in place for I believe multiple years going forward and they'll be paying on those
00:47:51
regardless of whether the new power goes up or not.
00:47:55
Flatly speaking, this new tower can offer no benefit, no public benefit at all. It will not increase coverage from both the
00:48:02
technical and common sense perspective we've included with our submission.
00:48:06
Detailed RF coverage maps for both the existing power and the new location that show all the ranges of service and the cover that
00:48:11
will be provided by each tower.
00:48:15
So I'm sure you can probably assume it's identical because the tower is 800 feet away.
00:48:20
And not only that, the tower, the new tower is actually.
00:48:25
Because it's a 155 foot effective power because it has a 10 foot lightning.
00:48:28
So you can only mount up to 155 feet on the existing tower. You can mount up to 160 feet because it's a lattice tower that doesn't
00:48:32
require the lightning rod.
00:48:36
So it's 162 feet total and 160 foot of mountain.
00:48:40
Not only that, but the existing tower stands at a base elevation of 30 feet higher.
00:48:44
So if you take the highest position on the new proposed tower, 155 feet, that's effectively the 125 foot mounting position on the
00:48:49
existing.
00:48:53
The existing tower has handled all of the loads in the past of all the carriers for the.
00:48:58
Everyone has spoken to spotty coverage and trying to improve it, but this is not the solution.
00:49:04
There is absolutely no way from a common sense or technical perspective that this will result in any increased coverage in the
00:49:09
area. In fact, it will effectively condemn.
00:49:13
The possibility of getting increased coverage because it will preclude other towers in the future. There are more suitable
00:49:19
locations in this direct region of vicinity for towers.
00:49:23
But if two towers go in, right here.
00:49:28
It's virtually guaranteed that no others will be put in place instead of then condemning this area to poor coverage forever, And
00:49:31
so that that is our main objection. Second, I believe that the procedural deficiencies cannot be overlooked.
00:49:37
The Commission did state that there would be public comment in the second meeting. I was there. I showed up for public comment. I
00:49:44
can tell you that there were a number of people who didn't show up at the previous meeting who showed up there to comment. They
00:49:48
were denied that opportunity. In addition, there was a new commissioner.
00:49:52
At the previous meeting in September, not only did they before they decide the table they took a vote on, that vote failed for the
00:49:57
4/4 split.
00:50:01
And.
00:50:06
You know, the new tower does no good. The only concern is potentially financial.
00:50:07
As you would say, but we don't even know that we have to speculate to it. One last comment, I'm sorry to say, but as Miss Crowe
00:50:14
stated.
00:50:17
Apparently there was extensive due diligence done to identify a coverage.
00:50:21
Nowhere has any documentation been disclosed in 450.
00:50:25
Documentation of their submission addressing an actual public benefit from this tower. OK, thank you. Thank you.
00:50:30
Randy, is there anything you need to add before we proceed?
00:50:41
I'm available to answer any questions I did speak there. Those tanks are underground and they are to the.
00:50:47
Of the existing store.
00:50:56
Across the alley, So I just want to make sure that I corrected that.
00:50:59
I'm open for any questions you may.
00:51:05
OK. I'm going to turn it over then to Supervisor Humphrey.
00:51:08
Did he need close the public meeting? Oh, OK. I'm sorry.
00:51:12
We're going to close the public hearing.
00:51:17
And I'll turn it over.
00:51:20
If you remember what she wanted to say.
00:51:24
I'm sorry.
00:51:26
We have one more comment here. OK, real quick, OK, real quick.
00:51:28
Don't sit down, Rand.
00:51:36
Connie Hafler again.
00:51:38
Yeah, I just wanted to thank you. So Jakes Corner, people moved there for like a reason to it. Jake has a look. It's a place, you
00:51:42
know, with them like a look.
00:51:47
That drives people to it, and this phone teller will totally.
00:51:54
Change that and make.
00:52:00
Not what it?
00:52:02
Reasons that people who bought property.
00:52:04
There spot their property for that reason. You know, part of the reason.
00:52:08
And then it will, It'll be destroyed. And those people that live there, that have their property paid for, that their property is
00:52:14
not paid for. She doesn't even want it because she couldn't make money because.
00:52:20
She put stuff in there that cost $500 that people can fit in their house anyway.
00:52:28
And if you couldn't make any money, that's not our fault.
00:52:34
And she doesn't even live there, so she doesn't care that she just popped.
00:52:40
Wants to change everything about the place and ruin what it is and then and then she got somewhere else, so.
00:52:46
I don't know. I just don't feel that the people who.
00:52:54
Should be punished and.
00:52:58
Like their dream place of where they live, ruined by somebody who isn't even there.
00:53:03
OK. And as far as that goes, they can put that towel back on the other one. It was already there before?
00:53:11
And the population of Jakes is really, really small, so.
00:53:18
All right. Thank you for that, Randy.
00:53:25
Supervisor Humphrey.
00:53:29
What you gonna Brenda? Did you have something else?
00:53:32
Just reminding everyone that says require unanimous vote.
00:53:37
OK.
00:53:41
Yeah, just I'm gonna ask this question because I know the answer, just so everybody else does as far as the Planning and
00:53:43
Commission.
00:53:45
Planning and Zoning Commission goes.
00:53:50
Their decision is nothing than information to the Board of Supervisors when they make their decision so so they have their
00:53:52
meetings and either they.
00:53:57
They are for or against a project, but it's our final decision, so how they vote in a meeting does nothing.
00:54:02
But bring to the supervisors their opinion of that meeting.
00:54:11
Absolutely correct. They're advisory only.
00:54:15
They make no decisions towards this approval or denial they recommend to the board. The board can approve, deny, modify.
00:54:17
OK.
00:54:27
Yeah 'cause that's where I got a lot of my complaints from. IS is their decision. But their decision has nothing to do other than.
00:54:28
Give their opinion to the Board of Supervisors to make a decision. Correct. They're kind of your little research.
00:54:36
Opinions. OK.
00:54:43
General supervisor.
00:54:46
Yeah, more. I have a lot. OK. You know, I mean at OK, we're we're against this.
00:54:49
Or some people are against this tower?
00:54:57
But there's already a tower there, so so I mean if there is a tower.
00:55:00
A second tow.
00:55:06
You know, it doesn't seem like it's going to make that big a difference.
00:55:08
And I've spoke to Vertical.
00:55:12
As a matter of fact yesterday about coverage, because I mean, I don't understand a lot about how.
00:55:15
Cell phones work, how how all the atmosphere works and and and believe me, I get a lot of complaints for people that go to
00:55:22
Roosevelt Lake and things on the weekends.
00:55:27
And and there's only so much and I don't understand it, airspace up there they sail space.
00:55:32
Or bandwidth?
00:55:41
Just like AM, FM radio some stations.
00:55:43
You can get some stations you can't. That depends on how much bandwidth.
00:55:47
That they.
00:55:54
Apparently. Or that was my take on talking to a gentleman from vertical bridges. And he wasn't for or against Sprint. T-Mobile,
00:55:56
right? He wasn't for against anybody because they build the cell towers. That's all they do. And so I asked him how, how does all
00:56:02
this work? Because I happen to live.
00:56:09
Reasonably close to this area and as a supervisor.
00:56:16
In emergency situations.
00:56:22
I can't. I can't be contacted.
00:56:25
For other reasons and also to not only the bandwidth that the individuals buy, that also to the direction in.
00:56:28
Those discs and things are pointed. I don't know if any of you have have dish TV, but if that's off 1/4 of an inch you don't get a
00:56:39
TV station. So So the way that these are pointed also make a difference.
00:56:46
And and so anyway. And then my research T-Mobile feels as if they need this tower to to help them with a gap in coverage.
00:56:53
And I also believe that.
00:57:05
That I have been told that also to the FCC is going to get to where they require a lot of these people to cover so much area and
00:57:08
if they don't then they're going to take their airspace, airspace away from them and give it to someone else.
00:57:18
And and so you know there's a there's a lot to it here and and believe me, I.
00:57:28
It's my district. I understand how the local people feel and and you know if you if you sell a place and all of a sudden it turns
00:57:35
to something you wish it didn't believe me. I feel for you and I understand very much. But.
00:57:42
If someone owns a piece of property.
00:57:49
And wants to put something.
00:57:52
And and.
00:57:55
They feel as if it's going to.
00:57:57
To help with coverage and things and they workout a business deal that is a company and a private property owner.
00:58:00
And as a supervisor, if you own a piece of property and you want to put a house there.
00:58:09
How can I tell you? You can't.
00:58:16
This is a commercial deal. It's a commercial property. It's a commercial company that wants to put a tower there.
00:58:19
I how how can I tell them that no, I I mean.
00:58:26
Government can only reach so far, and in my opinion, how can I tell someone what they can or can't do with their property within
00:58:31
reason. I mean, sure, you got to have a building permit, you have to build it according to code. You have to not hurt people by
00:58:37
doing that.
00:58:43
And if you cover all those Bas?
00:58:49
I mean where I am with it is is. How can I tell them no and?
00:58:52
Mr. Chair, that's all I have.
00:58:59
Thank you Supervisor Humphrey. Supervisor calling.
00:59:01
So.
00:59:07
I gotta be honest, my biggest hang up is there's already self power there.
00:59:08
Working or otherwise, There's one there, and I can honestly say that most everywhere I go, self-service is horrible.
00:59:12
And so I don't believe, honestly, it has to do with the towers.
00:59:20
I believe it has to do more with the providers and along with some lines of what Supervisor Humphrey said.
00:59:26
So I do get.
00:59:33
The aesthetics, The devaluation of properties when you start stacking antennas and towers around in a residential neighborhood.
00:59:37
Does have an impact?
00:59:45
There is, there is a, there is an impact to that and.
00:59:47
I've in my district. I'm Dino with cell phone towers now.
00:59:52
Kind of a different issue.
00:59:57
But in partly it is the radiation.
00:59:59
Claim that it does put off RAD.
01:00:03
Ways or whatever it is, it is there. I've had the ITR IT folks check on that. Nothing to date has proven that it does and it's all
01:00:05
within FCC guidelines. So that's mute. It doesn't matter. But the biggest thing to me is is that you do have an antenna that's
01:00:12
sitting there that has the capability of putting other carriers on it.
01:00:19
When I hear everybody talking about this one, the first thing that pops into my mind is here's a here's a chance for a company to
01:00:26
build a tower and then start renting space out to other companies.
01:00:32
To put put their deals on it as well, so.
01:00:38
I don't guess I have any questions for you, Randy.
01:00:44
I would say that when I went through this item sitting at home.
01:00:48
Looking at it and I looked at the background.
01:00:53
I thought, wow, there's an antenna.
01:00:55
Maybe there's not a whole.
01:00:58
Of concern there. So I was a little bit shocked when I came in this morning to a big old wad of papers and petitions and
01:01:00
everything else on this thing.
01:01:05
And it kind of fell in line with everything else I deal with in my district. But.
01:01:11
I don't know. I think just going forward, like like on these towers especially.
01:01:17
There needs to be some.
01:01:24
Thought and some effort put into a lot of these meetings so people out there can make their comments and have an Ave. to do that.
01:01:27
I mean, if I just stepped in here this morning off of what I looked at on the background of this agenda topic, I I would have
01:01:35
thought it's a slam dunk.
01:01:39
But that's really all I have for that. And umm, but I am serious about there's already a tower there in place and we'll go from
01:01:43
there.
01:01:48
Thank you, Supervisor Klein. I'll just make a couple of comments because I like to whittle things down in simple terms. So does
01:01:53
does this project increase convenience? Does it increase public safety issues?
01:02:00
Is it needed?
01:02:09
Or is it just optional and those kind of things And so I have to weigh that kind of thing versus?
01:02:11
What the public in the area feels about.
01:02:19
And.
01:02:22
I guess this is what we're paid for, to make the decision on this. And this is one of those things that's difficult. It's not a
01:02:23
slam dunk. It's one of those things where you have to weigh your options and decide for yourself.
01:02:31
What is the best outcome?
01:02:39
OK. So the pre-existing tow?
01:02:42
Is tall enough to accommodate communications an additional power?
01:02:46
Could be useful, but there's a lot of rejection from the public, so that's all I'm going to say.
01:02:51
And if there's nothing else, then I am going to call for.
01:02:57
Oh, sorry, hang on Mr. Doll, I'm just going to make a couple of comments that.
01:03:01
If the board denies the application.
01:03:06
The law requires that.
01:03:10
The reasons for.
01:03:13
Being.
01:03:15
And be issued roughly at the same time as your decision.
01:03:17
So if that's what you decide to do.
01:03:21
I'd like to work with the board on getting that in writing.
01:03:24
OK, reasons.
01:03:28
The other issue.
01:03:30
The applicant stated.
01:03:32
The zoning ordinance doesn't provide.
01:03:35
A requirement for coloc.
01:03:38
And so I just wanted to address that because.
01:03:41
The way our zoning ordinance.
01:03:44
The tower has to be approved through a conditional use permit.
01:03:48
And that's an amendment to the.
01:03:54
Which enables the board to look at the purpose and intent of the ordinance.
01:03:57
Which includes, among other things.
01:04:02
Looking to prevent overcrowding of land and to maintain stable values of land and buildings.
01:04:07
And so you could fit.
01:04:14
A colocation requirement.
01:04:17
Under the general purposes and intent of the Earth. So I think I wanted to straighten that out a little bit because that's.
01:04:20
Not a complete explanation. The way our zoning ordinance works to just say it, there's no colocation requirement. There isn't one
01:04:26
that's expressed.
01:04:29
But it can be fit.
01:04:34
The context of the ordinance and the purposes of the ordinance.
01:04:36
And the third time.
01:04:40
The There's been a lot said.
01:04:43
The Commission hearing and.
01:04:45
Allowing people to speak.
01:04:48
The third option you would have if you wanted to pursue.
01:04:51
Is to recess this meeting.
01:04:55
Information that you might feel like you didn't have here today to make your decision.
01:05:00
Could be brought to you at the next hearing.
01:05:05
It would help.
01:05:08
Relieve some of the problems that occurred because people weren't able to speak at the last hearing.
01:05:09
And give the Commission information that they might have needed or wanted in their decisions.
01:05:14
Those are my comments on procedure and the substance of the ordinance. OK, thank you, Mr. Dalton. So that does give us an option
01:05:20
to.
01:05:24
Table.
01:05:30
Approve, disapprove whatever we choose to do. So thank you for that information.
01:05:31
I did get a note here from Miss Crow. Would like to make another comment That's a little out of order, but I will allow it. If she
01:05:38
has something that she can add to the conversation, please come forward.
01:05:44
And do that.
01:05:51
Thank you. I appreciate the time. I would also like to ask for this to be tabled. Given the information that the other Tower
01:05:54
attorney discussed, we would like to request that the hearing is tabled so that we can review that information. We did not have
01:06:00
that ahead of this meeting. I would just like to note that he stated that they did.
01:06:07
Deep dive on how the coverage will work and I would just like to state that he doesn't have T-mobile's equipment, so that actually
01:06:16
wouldn't necessarily be 100% accurate because he doesn't have all of the equipment information. So that coverage objective can't
01:06:22
be determined properly. But the overall request is just to table this discussion to review all information that was provided.
01:06:27
Thank you Miss Crow.
01:06:33
So we we have options and so we we have the option of tabling, we have the option of delaying, we have the option of approving or
01:06:42
disapproving.
01:06:46
Now Randy, you did state that we would need to have a unanimous decision in order to approve.
01:06:51
Correct. OK. So yes, Sir.
01:06:58
Do you need an anonymous decision to table?
01:07:02
That is certainly a Jeff question.
01:07:11
No.
01:07:18
OK.
01:07:21
OK. Yeah. I mean, before we before we go further, that's just something I wanted to ask answered.
01:07:26
OK.
01:07:34
Good question, Supervisor Klein, Mr. Chair, Randy. So if this was to be tabled so this and maybe Jeff would answer this too, this
01:07:35
would be kicked back to Planning and Zoning Commission to reestablish a meeting or whatever is needed there to to move forward.
01:07:43
Hearing which is pretty full.
01:07:52
And then bring it back to you on another date.
01:07:58
If we could set that.
01:08:02
Then that way the notification things changes and I put in the newspaper. But yes, if you're wanting the table to get more
01:08:04
comments, more information, we will be more than happy to pursue that. Thank you, Andy.
01:08:11
There is.
01:08:19
A thing called the shot clock.
01:08:21
FCC requires a decision to be made within 150 days of the day the application was filed.
01:08:23
I think was August 1st.
01:08:29
So that would be January.
01:08:31
By January.
01:08:36
That this board needs to make a.
01:08:38
By then, so whatever procedures you choose.
01:08:41
That's kind of a deadline unless.
01:08:44
By the applicant to.
01:08:46
Go farther and work with them and they agree that that 50 day requirement will be extended.
01:08:48
OK. We're given the schedule of our meetings that could be a tough one. So Randy?
01:08:55
I'm just going to make this comment with regard to whether we should table or not. I believe we do have a great deal of
01:09:02
information already on this application.
01:09:07
And that I'm not certain or convinced to myself that there would be a significant amount of.
01:09:12
Additional information to consider.
01:09:21
Going forward, if we have a.
01:09:25
January 1st deadline. We would likely have to have a special meeting sometime in December.
01:09:28
Regarding it, so with that I will if there's nothing else.
01:09:34
I would like to bring up one thing Jeff does.
01:09:40
Representative asking it for the meeting be tabled does that.
01:09:43
Include the shot clock. Well, if she if she has the authority to agree to waive the requirements of that rule.
01:09:48
8.
01:09:56
We could probably work with that.
01:09:57
I just want to make sure. OK. Thank you, Randy.
01:09:59
So with that.
01:10:02
Let's close the discussion and I'll call for a motion.
01:10:03
Mr. I moved to adopt resolution #23-11-05.
01:10:07
And I will second that motion. We have a motion and a second to adopt.
01:10:18
All those in favor?
01:10:23
Hi.
01:10:27
Those not in favor say aye.
01:10:31
Motion does not pass.
01:10:35
Thank you, Sir. Thank you.
01:10:38
Let's move right along now. We got a few things to cover. Item 3B, information discussion action to approve Economic Development
01:10:46
Agreement number 102523 between Gila County and the Payson Hila County Sheriff's policy in the amount of 6000 to support their
01:10:53
shop with a HERO program which the board is determined to be for the benefit of the public. This is something that we have done in
01:11:00
the past. This is something that all three supervisors will share the cost in equally and I'm going to actually call deputy.
01:11:07
High Street Forward to kind of just help us.
01:11:15
Remind us, review what we're doing and I do see that we have umm.
01:11:18
The Sheriff with us and Miss White as well in Payson So Mr. High.
01:11:24
Good morning, Chairman and Board Supervisors. I'm Deputy High Street with the County Sheriff's Office. My job is the community
01:11:28
events coordinator for all of our programs, one of which is why we're here today, the Shop with a Hero. You have continued to
01:11:36
support this program over the years, which we greatly appreciate. We've learned in previous years that roughly 30% of
01:11:43
underprivileged children residing here in Gila County, some of those children don't have.
01:11:50
A lot of finances for good Christmas, and so we sort of fill in the void what we've learned to do since I took this program over
01:11:58
and 2018.
01:12:02
Is that we change the name from Shop of the Cop to Shop of the Hero.
01:12:06
Reason why is it sort of encompasses all heroes. That includes the law enforcement, EMTs, firefighters, other first responders
01:12:10
like dispatchers, and.
01:12:15
DCS SO puts us all together so we can work towards a common goal of of making this program successful.
01:12:21
So one of the main objectives we do for roughly around October, November is secure funding for this program. It's annually around
01:12:28
Christmas time. We try to shoot to be within a few weeks of Christmas.
01:12:34
Because that benefits the kids that.
01:12:40
That are.
01:12:42
Applications are sent to all the elementary schools within Gila County, as well as at the Sheriff's Office made available to the
01:12:44
public to complete. That deadline is in place so we can review those applicants.
01:12:49
Select sponsored children's based on their needs which outlined in the application and then.
01:12:55
Post the program. So during the event, the sponsor child has opportunity to have breakfast with their assigned hero for the event.
01:13:02
Then we get to do a tour of all the emergency vehicles, we do a lighted parade, we get to meet with Santa and we spend money at
01:13:11
Walmart. So on average we we spend per sponsor child 150 to $200.00. That gets us 50 to 60 kids.
01:13:20
Per year money is donated through you guys again, I appreciate it. And also through grants and other private donators through Gila
01:13:30
County. So that's all I have for that. Sure. Yeah. Thank you Deputy, for that and all that you do. So, Sheriff, Miss White, you
01:13:36
have some comments?
01:13:42
No, I think Mark pretty much covered his their supervisor the unfortunately well unfortunately I guess myself and Sarah have to be
01:13:49
dubious honor of having to go through these applications and if we the people out because we usually only have so much to spend
01:13:56
and.
01:14:03
I can certainly tell you that donations like this, especially this side, help helps us with that job because we don't have to deny
01:14:11
quite as many.
01:14:15
And we certainly appreciate that.
01:14:20
That's it. Supervisor. I'm Mark Hit on it. Before the Board of Supervisors started donating to the program, we would struggle, you
01:14:24
know, to get all the needed funding Once you guys started kicking in, I think this will be the third year if approved. Like I
01:14:31
said, you really are a key to the success of this program. So thank you. Thank you.
01:14:38
Thank you very much, Supervisor Humphrey, any comments or questions?
01:14:46
Yeah, I I've been doing this with the Masons for years. They do a shop.
01:14:50
With we we do it through the.
01:14:56
And so I would just recommend that as you shop for these children that you cut the tags.
01:14:59
Off of those clothing so they don't return those clothes after the shop with a cop for cash. Because some of these kids that need
01:15:04
these clothes and things that you help them with, their parents need the cash more.
01:15:12
Taking the tags off those so that they can't return them as it is a good thing to do.
01:15:20
Something that's already in place? Supervisor.
01:15:25
Thank you, Supervisor Klein.
01:15:29
Thank you, Chairman. So, Sheriff, how many extra kids do you have compared to what you've had in the past?
01:15:32
Split varies from years to year, and of course it all depends on how many applicants we actually receive.
01:15:40
We always turn down some and of course we use different criteria to figure that out. But it's still a struggle because we'd like
01:15:49
to give it to all of them. But I I don't have any numbers on how much we.
01:15:56
We, you know how many applicants we receive versus how much we turn down, but I could tell you that it's always a big number every
01:16:03
year that we have to turn down simply because we don't have that much funding.
01:16:09
OK, umm.
01:16:17
Thank you. It's a good program. It's a really good program. And without this kind of a program, there's a lot of kids out there
01:16:22
that won't have much of A holiday.
01:16:26
So that's that's the issue that I have on on.
01:16:31
Basically turning any of them down and I agree with Supervisor Humphrey.
01:16:35
Not being able to return stuff, so.
01:16:40
And if I, if I can say real quick, you all are invited of course to come out to the day of shopping and see what goes on. It's
01:16:43
it's quite a show.
01:16:48
I've been able to see your pictures in the past and it looks like it's law fund. So anyway, thank you Sheriff.
01:16:54
Thank you, Supervisor Klein. And when, when is the date that you plan on having this event? Two dates, one in globe is going to be
01:17:01
December 16th and for Pace in December 23rd?
01:17:06
December 21st in Payson 23rd, 23rd.
01:17:11
OK. And what are the times on that we try not to advertise at times, so we don't have kids just randomly showing up. Well, maybe
01:17:16
you can just tell me later then.
01:17:20
OK. I really appreciate all that. You guys do thank you for your guys continue if there's any. If there's nothing else, I'll call
01:17:26
from.
01:17:30
Mr. Chair, I would make the motion.
01:17:35
To approve the Economic Development Agreement number 102.
01:17:39
523 with the patient Helicana Sheriff's posse in the amount of $6000, which the board is determined to be for the benefit of the
01:17:45
public.
01:17:48
I'll second.
01:17:53
So we have a motion and a second to approve all those in favor. Say aye, aye, aye.
01:17:55
OK, thank you. Thank you, gentlemen. Item 3C, Information discussion Action to approve intergovernmental agreement number BS24-006
01:18:00
between the State of Arizona Department of Veterans Services in Eagle County in the amount of $3,000,000 to be utilized for the
01:18:06
Pleasant Valley Veterans Retreat.
01:18:13
With us sitting patiently as Marin Bell.
01:18:20
Thank you for your patience.
01:18:24
I must have missed an agenda item.
01:18:32
We are here this morning with an agreement between Gila County and the state Department of Veterans Services.
01:18:37
For a $3,000,000 grant that will be used for the Pleasant Valley Veterans Retreat Center.
01:18:43
It will be issued in quarterly installments and.
01:18:48
Once the agreement is approved, the facilities department will work directly with the USDA to make sure that anything that is done
01:18:53
on the property will be in compliance with our special use permit for the property.
01:18:59
Thank you, Marin. Anything for Mayor, Supervisor Humphrey, is there a spending date limit on this grant? I mean, did they got to
01:19:06
spend it in a year or three years or?
01:19:12
There is not a time limit on it. The project is already scoped out, but there is not a time limit on it. We anticipate, if I
01:19:19
remember right from our conversations with Mr. O'Driscoll, we expect that we will have it spent within a year and a half. OK,
01:19:26
yeah, 'cause some grants, if you don't spend it by such and such time that there's a penalty. So that was my only question.
01:19:33
Thank you, Supervisor, Supervisor Klein. I'm good.
01:19:41
Thank you, America. And so my so with that, I'll entertain a motion.
01:19:44
I'm Mr. Chair. I moved to approve the State of Arizona Department of Veterans Services Intergovernment Agreement number VS24-006
01:19:48
in the amount of $3,000,000 that's presented. Mr. Chair. I'll second that. OK, We have a motion and a second to approve all those
01:19:54
in favor. Say aye.
01:20:01
Thank you, Marin. And yes, you did OK, we.
01:20:09
Yeah, little flip flop. So alright, thank you. I appreciate you. Thank you. OK, item 3D information discussion action to ratify
01:20:14
the Board of Supervisors approval for the civil of the Emergency Management performance grant application, accept the FY2023
01:20:23
versus the management performance grant award #EMF-2023APP-0000 eight dash S01.
01:20:32
From the Arizona Department of Energy and Military Affairs Division of Emergency Management in the amount of $206,620.00 for the
01:20:41
performance period of July 1, 2022 to June 31st, 2023.
01:20:49
Good morning.
01:20:56
Morning, Chairman. Members of the board. I know I'm not Josh Beck, but I'll do my best.
01:20:58
So this is the acceptance of the 2023-2024 Emergency Management Performance Grant. This is the grant that we apply for and receive
01:21:04
every year.
01:21:08
It funds our Emergency Management department on a 5050 cost match.
01:21:14
So not any significant changes in it this year. I know that the objectives for female were put in place are equity, climate
01:21:18
resilience.
01:21:22
And community readiness. So those are kind of the objectives that we're going for in this year. Other than that, that's pretty
01:21:26
much the same application that we do every year. Thank you, Carl. Any questions? Supervisor Humphrey, no questions.
01:21:32
Supervisor Klein. I'm good.
01:21:39
With that, I'll entertain a motion, Mr. Chair. I'll make the motion to ratify the Board of Supervisors approval for the submittal
01:21:42
of the Emergency Management Performance Grant application.
01:21:48
And accept the FFY 2023 Emergency Management Performance Grant Award number EMF.
01:21:53
2023 App Dash 00008 Dash SO1 in the amount of $206,620 as presented.
01:22:01
I'll second.
01:22:14
We have a motion and a second to approve all those in favor. Say aye. Aye, Aye. Record time. Thank you, gentlemen. Appreciate it.
01:22:16
Thank you, Carl. Item 3 E information discussion Action to increase the Gila County construction budget contribution for the
01:22:24
intergovernmental agreement #IGA22-000 eight 731-I between Gila County and the State of Arizona.
01:22:32
By an additional 600,000 for the control Rd. Safety improvement project and we have with us Mr. Goodman, Good morning, Mr.
01:22:42
Chairman and Board members. So this is a request to authorize an additional.
01:22:48
$600,000 of Hwy. user revenue funds her funds.
01:22:55
For the Control Rd. Safety Improvement project, this is an HS IP project.
01:23:00
In October of last year.
01:23:07
Gila County entered into an agreement with the State of Arizona, Arizona Department of Transportation.
01:23:10
Under IGA22-000.
01:23:17
8731.
01:23:21
To for the design and construction of safety improvements on Control Rd.
01:23:24
And that was beginning approximately 2 miles West of State Route 260.
01:23:31
To approximately 0.3 miles east of Roberts Mesa Rd. So that's a total distance of approximately 1.75 miles.
01:23:37
So at this point we need an additional $600,000 to complete design and advertise the project for construction. A little bit of
01:23:47
background on this the I.
01:23:54
Is very specific about the amount of federal money that is authorized for this.
01:24:02
So in the original IGA, the total federal funds was 601,000.
01:24:09
$798 in and we can't, that can't be changed. So as the contractor, I'm sorry as the designer.
01:24:14
Completed Stage 3 of the.
01:24:23
He had to do a updated construction estimate and when he did that estimate.
01:24:26
He came back to us and said that the budget.
01:24:32
The stage 3 construction.
01:24:37
Was short by 535,627 dollars.
01:24:40
Covers a wide range of.
01:24:46
Material costs have gone up, labor costs have gone up, so that's all considered.
01:24:49
As part of their.
01:24:54
So they also said they needed some additional money for design, so we rounded that up to $600,000.
01:24:57
And that's what we're asking for today.
01:25:04
An additional $600,000 to keep the project moving forward, complete the design and get it ready to advertise for construction.
01:25:06
So I'll be happy to answer any questions. Thank you, Supervisor Humphrey.
01:25:16
I'll make a motion.
01:25:22
Part of that and Supervisor Klein. So Tom, this would all be her dollars we're using on this. This is all her.
01:25:25
That's unfortunate that the cost is more than doubled.
01:25:36
But the what you call in the Roberts Mesa Rd. is 29 Rd. Is that correct?
01:25:40
It's for service. Yes. Yeah. OK. All right. No, I I have nothing else. I'll entertain a motion. I move to approve the State of
01:25:48
Arizona Government Agreement number IG22-000. Eight 731-I in the amount of sixty $600,000 as presented.
01:25:57
And Mr. Chair, I'll second that motion in a second to approve all those in favor. Say aye.
01:26:08
Think.
01:26:14
Are you on the next one as well? OK, Item F Information discussion action to increase the ELA County construction and design
01:26:15
budget contribution for the IGA #22-0000 eight 732.
01:26:23
I. Between Hewlett County and State of Arizona for an additional 1,154,227 for the Houston Mesa Rd. Safety Improvement Project.
01:26:31
Yeah. Thank you again, Sir. So this is a bigger project. This is on Houston Mesa Rd. But again, we're requesting to authorize
01:26:43
additional her funds.
01:26:48
In the amount of 1,000,154.
01:26:53
$227.00 and again, it's for the Houston Mesa Rd. Safety Improvement Project.
01:26:57
So under IGA 22 dash 0008732 dash I between here county and the state of Arizona.
01:27:04
Acting through Arizona Department of Transport.
01:27:14
This work is proposed.
01:27:18
To install 5 foot paved.
01:27:21
Center Line Rumble Strips and Edge Line Rumble Strips on Houston Mesa.
01:27:23
From Arizona.
01:27:29
260, also known as State Right 80.
01:27:31
Going east to 0.4 miles South of National Forest Hwy. 198, so total distance of approximately 4.5 miles.
01:27:34
Again during design and stage.
01:27:44
Kimberly Horn came up with a revised cost estimate for the project and at that point we realized that we were.
01:27:48
In order to move forward with design and advertise the project for construction, we would have to come up with an additional.
01:27:57
$1,154,227.
01:28:05
I would like to also mention that in the meantime, we did get an additional IGA grant.
01:28:11
In the amount of $243,600, so that was taken into account.
01:28:16
And that's why we're asking for the.
01:28:22
1.15 million at this time.
01:28:25
I'll be happy to answer any questions. Thank you. Tom, any.
01:28:28
No questions, No.
01:28:33
Dec.
01:28:35
Tom, one again. Was this project gonna be complete? Was it the spring that's coming? Spring. Yes. So we're gonna finish design in
01:28:36
the next.
01:28:40
One to two months.
01:28:44
And we'll advertise the project in the spring and we want to have it completed. We'd like to have it completed before the monsoon
01:28:46
starts in July. That's our goal.
01:28:50
So we can get it completed and and get away from these cost increases, the better off we'll be. Thank you, Tom. Yeah, thank you,
01:28:56
Supervisor Klein. Yes, the cost is amazing. It's over $1,000,000 a mile to do this. And the Forest Service Road 198 is that also
01:29:02
called the Paiute Draw Rd.
01:29:07
Right there.
01:29:14
That I'm not sure about, Yeah, probably is OK.
01:29:17
Yeah. With that, I have no other questions. So with that, I'll entertain a motion.
01:29:22
Mr. Chair, I'll make the motion to approve the State of Arizona Intergovernmental Agreement #IGA22-000 Eight 732-I.
01:29:27
In the amount of $1,154,227.00 is presented.
01:29:38
I'll second. Hey, we have a motion and a second to approve all those in favor. Say aye.
01:29:45
Thank you, Tom.
01:29:52
Item 4A through H consent agenda items.
01:29:54
At this time, would any of the supervisors request any of these items or all, any amount to be removed and discussed separately?
01:29:59
Supervisor Humphrey, Supervisor Klein, I think I'm good, thank you. I'm good as well. So with that, I'll entertain a motion. I
01:30:06
move to approve a consent agenda items 4A through 4H.
01:30:13
And I'll second that. OK, Motion to approve and seconded all those in favor. Say aye, aye, aye, Mr. Chairman.
01:30:21
Yes, Sir. When you leave the.
01:30:29
So indicated before I wanted to work with the Board about written reasons for the denial of the application power. OK. How would
01:30:32
you like to proceed with that I believe since that was an agenda item and.
01:30:38
Said this before the parties left, they were unnoticed.
01:30:46
This is something the board could consider in this meeting.
01:30:49
And I would like to see that happen because there's a case called T-Mobile versus Roswell, GA.
01:30:53
We went to the US Supreme Court and it held that when a local governing body denies a telephone application.
01:30:59
That the body has to give written reasons for that denial.
01:31:07
And those written reasons have to be issued.
01:31:11
Roughly at the same time as the.
01:31:13
And it's difficult. It is, it is to get before the board. I'd like to do that right now so we don't have to try to do this in two
01:31:16
weeks, which some courts might think is too long.
01:31:20
So you just need a handwritten. What I did is I wrote down from the chairman.
01:31:26
Well, the reasons that I.
01:31:32
That might be your reasons for the denial. You can read that and see how you want to change that, but you'd have a discussion with
01:31:34
yourselves and then take action.
01:31:39
And say here's the reasons why we.
01:31:44
We have a vote. These are the reasons that it's typed up as part of the menace.
01:31:47
And given to the applicant, so they have that and they can appeal.
01:31:53
So, OK, all right, so attorney Dalton suggests that from what he heard.
01:31:58
That some of the arguments against could include a second tower close to the existing tower.
01:32:06
Would overcrowd the land with cell phone towers.
01:32:14
Another one is negatively affect the looks of the area and work against stable values of land and buildings.
01:32:19
In.
01:32:27
What I think I will do is offer this to each supervisor to either agree with that.
01:32:31
And or add to it, so I'll turn it over to Supervisor Humphrey.
01:32:38
I think you're oh, go ahead. I don't agree with it. It's my district. I don't use my cell phone there because I can't.
01:32:43
I did a lot of research on that talk to vertical bridges and so I was the only one that did not vote against it. So I have nothing
01:32:51
to add to that sheet of paper. Thank you Supervisor Humphrey, Supervisor Klein. So I'm good with with.
01:32:59
The overcrowding, Atlanta cell phone towers and negative effect of the looks of the area and work against stable values of land
01:33:07
and buildings in the area. That's what I.
01:33:12
Would you like to add to that list?
01:33:18
No, I think that's enough for me.
01:33:21
Then I will agree with the two points that.
01:33:26
Mr. Dalton presented an add to it that I feel it's redundant.
01:33:30
In other words, not needed.
01:33:36
Redundant not needed as there is already a tower there available for other carriers.
01:33:39
OK, Mr. Chairman, that.
01:33:45
Do it as emotions. They want to make a motion that these are the reasons that we denied the application. And then you have a
01:33:48
second and you vote on it and it becomes.
01:33:52
Part of your action today.
01:33:57
Like we're swimming.
01:34:15
Unknown waters.
01:34:18
OK, so I will make a motion.
01:34:21
Make a motion that.
01:34:27
Give as reason for.
01:34:31
Of the application for the cell tower item 2.
01:34:35
That a second tower.
01:34:40
Is already close to the existing tower and will overcrowd the land with cell phone towers.
01:34:42
Negatively affecting the looks of the area and work against.
01:34:48
Table values of land.
01:34:54
And buildings in the area.
01:34:56
An additional.
01:34:59
In our opinion, would be red.
01:35:02
Due to existing tower availability.
01:35:05
And as well.
01:35:12
The outpouring.
01:35:14
The community against the project, I'll second it.
01:35:17
We have a motion in a second.
01:35:22
All those in favor of approving that motion.
01:35:25
Say aye, aye.
01:35:28
Those.
01:35:30
OK. Thank you very much.
01:35:33
Does that satisfy that satisfies?

Next item will be called to the public. Timothy, do we have anyone in Payson call to the public?
01:35:39
We do not. We are good.
01:35:46
Thank you, Cassandra.
01:35:49
Anyone here?
01:35:51
In.
01:35:52
Thank you very much. So at this time I'd like to open it up to.
01:35:54
Summary of current events and reports Mr. Manager.
01:35:57
Last Friday had the county manager's administration at the county Supervisors association.
01:36:04
Brings us to meetings at CSA this week, which will be the ECO meeting.
01:36:09
Tomorrow afternoon at.
01:36:17
2:00 I believe. And then small counties, small counties. There will be a vote for a new representative on the CSA Executive Board.
01:36:18
I know that.
01:36:28
Mr. Minor, supervisor from La Paz County, has sent a letter out to all supervisors.
01:36:30
And he's interested in that position. There'll be a vote, although we discussed at small counties.
01:36:36
Tomorrow evening.
01:36:43
That dinner that is tomorrow evening at 5530, and then I vote on that on Thursday at the board meeting for C.
01:36:44
So that is it, Mr. Chairman. Thank Mr. Managers, Supervisor Humphrey.
01:36:56
Oh yeah, Tuesday I had.
01:37:02
Public meeting tunnel.
01:37:05
Wednesday, I met with Mr. Beauchamp on the blight from when we went to the legislative conference.
01:37:08
Was supported by the other.
01:37:15
In trying to research that and.
01:37:19
Mr. Beauchamp does feel that it is necessary for property to have an owner.
01:37:22
And he's looking in to see that if someone pays taxes on property that they will be liable and so he'll get back with me. So
01:37:28
there's something that we can take back to CSA.
01:37:35
For a future, perhaps state legislation for the treasurers who?
01:37:42
Keep track of who's paying taxes on properties due to liability.
01:37:48
And yesterday was a long day. I started at 9:00 on Kiko radio, had a Roosevelt public meeting at 1:00.
01:37:56
I was on KQSS at 5:30 and my Miami Town Hall at 6:30.
01:38:07
And that's all I have, Mr. Chair. Thank you, Miss Supervisor Humphrey, Supervisor Klein.
01:38:14
So James, question for you. I think I got AI got an e-mail from Alton.
01:38:21
From Apache County, I believe he.
01:38:28
Interested in that?
01:38:30
Chairman on the CSA as well.
01:38:32
I seen that. So that's entirely possible. Yeah. Well, then that's going to come up tomorrow. It'll be discussed tomorrow at small
01:38:37
counties, but then the vote will actually take place on Thursday.
01:38:43
At the CSA board meeting. OK, cool. I'll say that, Mr. Chair. I really didn't have anything. Thank you, supervisor.
01:38:49
An interesting note, not really related to the job I was called for, jury duty.
01:38:58
This last week and I was willing to serve. I really wanted to serve, but they dismissed me.
01:39:04
They didn't tell me why, but I can only assume that.
01:39:10
Don't like me? Must have been a time for supervisors because I too was asked us for jury duty here and for the federal.
01:39:15
Personally, I don't see it being a conflict. However, if I just was not selected and I do want to also recognize we just went
01:39:27
through veteran's day again November 11th. And so there was a ceremony in Green Valley Park as usual and I'm sure several around
01:39:34
the county. And so we always appreciate our veterans and those that have served and given up.
01:39:41
Their sacrifices to our nation.
01:39:50
And that's all I have other than I wish, Mr. Chairman, a happy Thanksgiving.
01:39:52
OK, because that's coming up and we won't have another meeting until after Thanksgiving. So I hope that everyone has a great
01:39:58
Thanksgiving.
01:40:02
And eats their heart out. Yes, One more thing. One thing I forgot about I.
01:40:07
Meeting last night by S.
01:40:13
And this is a long term deal, but I think you should be aware of it that SRP is considering.
01:40:16
Creating a lake adjacent to Apache Lake.
01:40:23
Where they would pump water up and down, up and down as a reservoir for generating electricity when there's low.
01:40:28
Electricity use. They'll pump the water up into this lake that is adjacent to Apache Lake.
01:40:36
And during.
01:40:41
Electrical uses. They would let the water down into a patchulate and go through their electrical turbines.
01:40:44
And and that, so kind of just, well, I've been going on it for a year or two now. I have a couple of sites South of Apache Lakes,
01:40:50
they would be in Maricopa County.
01:40:55
Not healing.
01:41:01
But thought you might need to be aware of that because that is something that is close to where we are at transmission lines that
01:41:02
do pass through Hitler County and that so it does somewhat involve other county in what they are proposing and going and
01:41:09
investigating on. So wanted to share that that's interesting that's like a perpetual motion machine. I don't I don't get that how
01:41:16
you can pump water up and and make money going back down through.
01:41:22
So anyway, with that, I will adjourn the meeting. Thank you.
01:41:29
Thank you.
01:41:37
Appreciate the advice. Thank you.
01:41:40
That's him.
01:41:43
