legislative session activities from the Policy Development Group. Todd and Andy with us. 00:03:03

Great. Good morning. Good morning. Thank you. Chairman, Supervisors, as you mentioned, my name is Todd Bowman with Policy 00:03:12
Development. 00:03:15
Andy Jacobs, my colleague, is here with me today and we want to give you a recap of what happened last legislative session and 00:03:19
then I look forward to the next legislative session. 00:03:25
Last legislative session, kind of the saying in the political world is that you've seen one session, you've seen one session. 00:03:32
And last session was actually the longest session ever in Arizona history. 00:03:39
So it extended well into the summer for a few different reasons, but ultimately wrapped up in July, so. 00:03:43
With all bills every year, they become effective and go into place 90 days after resigning, die or get out of session. 00:03:53
Typically depends on when we get out, but typically that's sometime in the summer, early fall. This year those bills went into 00:04:02
effect October, end of October. 00:04:08
So when you have bills going into effect October 31st? 00:04:15
They have only been in effect for a few months really. So a lot of times when bills go into effect, you see what works, what 00:04:19
doesn't, you come back, you change them in the next session. But we really haven't had a lot of time to see what works and what 00:04:24
doesn't with some of the bills that are passed. So that will impact this coming session. 00:04:30
So on your behalf we've engaged with. 00:04:38
Different supervisors and staff, not only with CSA, but ACO as well, working on some of the broader issues that are important to 00:04:41
Hila County. We've engaged with the governor, staff, Governor Hoff, this was. 00:04:48
Year in session. So she won the election last November and then was. 00:04:56
Quickly, you know, about a month later produced it, But her proposed executive budget and then through this budgetative session. 00:05:03
As we'll touch on in a second, it was a tumultuous session between the legislature and the governor's office. She had a record 00:05:10
number of vetoes that she chose to veto. 00:05:15
And so with the typical number of bills that were introduced, as there's normally a couple thousand bills that are introduced 00:05:21
every year. We worked very closely last year, last year on your behalf with the Department of Veteran Services. 00:05:27
As we'll also touch on in a second, there was a significant piece of legislation that Representative Marshall sponsored. 00:05:35
Was able to pass and ultimately sign into law through the budget. 00:05:42
We worked with Department of Veteran Services to make sure that that legislation looked proper in a form that Department of 00:05:46
Veteran Services felt comfortable with. And that's important because that helped ultimately get it across the finish line. So I do 00:05:51
want to thank the Department of Veteran Services for reaching out. 00:05:56
We've built a great relationship. They've been up to young and worked with us on that. 00:06:02
Continue to work with the department of Fore. 00:06:08
And a dot as well, and then other stakeholders such as SRP, particularly on the forestry issue. 00:06:11
Also, I do want to mention, just thank the legislators that you all have here. You all have some great legislators. 00:06:18
Worked very closely with them and even just recently with Representative Cook he worked with. 00:06:26
Helping us with state land issue and as I mentioned I represent Marshall sponsor that key piece of legislation for us last year. 00:06:35
Last year, the budget, it was a $17.8 billion budget. It was the largest budget we've had in states history. We had a budget that 00:06:42
was a bipartisan budget. Ultimately with the Republican legislature, that's as close as you can get. 00:06:51
It's 1614 and 3129 in the House. One vote majority for the GOP. 00:07:01
And then a Democrat governor, there was some question about what's his budget? Is it going to take forever? They actually got the 00:07:07
budget done fairly quickly for what folks were anticipating and they got it done in May. But there were a few other issues that 00:07:13
particularly Prop 400, which was a tax issue for Maricopa County, a big property or a sales tax extension for transportation. 00:07:19
That's what stretched session on. 00:07:26
There was also record number of vetoes by the governor, and she indicated that she will continue to veto legislation this year if 00:07:34
it's not something that meets her standards. 00:07:40
There was significant infrastructure spending. 00:07:46
Of the $17.8 billion, there was a lot of one time money. Typically with one time money you want to spend that on a capital 00:07:49
project, transportation projects. 00:07:54
Or other capital funding that one time money is gone as is the ongoing money. We'll touch on that here in a second as well. But we 00:07:59
are not, we are not like we are not heading into this session looking at a surplus, rather we're looking at a deficit. 00:08:07
But a couple other things that I just want to mention too. From a tax policy standpoint, tax cuts remain in place. 00:08:15
The rental tax was eliminated. 00:08:22
The governor signed that. 00:08:26
Into our on the education front, a hot topic is Esas, which is something that continue to remain in place. 00:08:28
And then Prop 400 was the transportation tax, which? 00:08:38
When it was passed, it will be put on the ballot next November, so the Maricopa County voters will be voting on that sales tax 00:08:43
extension. 00:08:47
To continue that, to continue the funding for. 00:08:52
In Arizona. 00:08:56
Another transportation project. 00:08:57
Finally, I would just mention that the Senate who has the responsibility of confirming. 00:09:00
The governor's nominations to head up for agencies. 00:09:06
They held some very contentious I would say. 00:09:11
Hearings, and several of them didn't pass committee. Some of them that did pass committee did not ultimately get a full vote by 00:09:14
the Senate. And so that's been a point of ongoing contention between the governor and the Senate and I think we'll see that 00:09:20
continue into this next session. 00:09:26
I'm for specifically the bill that represented Marshall ran last year and very grateful for him taking the leadership on this. It 00:09:33
was $3,000,000. 00:09:38
To Gila County for the Pleasant Valley Veterans Retreat. That's something that I know is. 00:09:43
Very important to Gila County Couple events that were held this last year. 00:09:49
Ribbon cutting to start that process. I know we've been working, Andy, and I've been working with your staff to make sure that 00:09:55
that money, you get that money and you're able to spend that money working with Department of Veterans Services on that as well. 00:10:00
Representative Marshall was up there as well to celebrate. 00:10:05
Working through the state jock to get that funded and then continuing to work with the federal folks on that. One of the things I 00:10:12
want to mention is that because we are headed into a deficit, Andy and I are keeping a close eye on making sure that that money. 00:10:20
That was appropriated in the budget last. 00:10:28
Gets to Gila County. 00:10:32
And we'll continue to do and continue to stay in contact with your staff on that as well. 00:11:05
Just a couple pictures from the events. It was a great event up in Young and I think one of the things. 00:11:10
Political boundaries and hope. 00:11:55
Geographical boundaries to to not only serve Kilo County, but this is important for for the entire state. 00:11:58
Looking forward to 2024, the budget deficit, as I mentioned. 00:12:07
Stands at about 331 million budget deficit for FY24. That's this current year that we're in the budget that we just put together. 00:12:13
It's something that it changes as the revenue projections come out. We'll see we'll see how much everybody spent on Christmas 00:12:19
presents this year and what the. 00:12:25
Sales tax looks like income tax is another one that. 00:12:33
Has impacted the state state's budget, but those numbers actually were a little higher. The deficit was a little higher before the 00:12:37
November numbers came out. So we'll we'll take a look and we'll see what the latest numbers are. 00:12:44
As the legislature puts together their budget, just kind of the time frame of it is from start next Monday. So second Monday in 00:12:51
January is when the session starts. They typically have committees for about two to three months. 00:12:58
And then at April is typically when they. 00:13:04
Once committees are done to what the budget is going to look like, So what happens, what the revenue numbers come into the next 00:13:07
three months will be interesting to see and that will impact what this next budget looks like. 00:13:13
But I would anticipate there will not be a ton of new spending there. 00:13:19
Cuts and there will be deferrals. That's one of the ways that typically these are dealt with. If you have a big capital investment 00:13:23
that you're planning on making as a state, but you have to defer that in order to save hundreds of millions of dollars, that's 00:13:28
that's a possibility that they could look at as well. 00:13:33
Pleasant Valley Veterans Retreat will continue to work on that. Forest health implementation is something that is is not. It's not 00:13:39
a one time thing, a continual thing for the state, particularly county. 00:13:47
Road opportunities as well. That's something that the governor and the legislature, if there has been some points of agreement on, 00:13:55
they can they continue to believe that roads and infrastructure are. 00:14:01
And then a state land issue. I know we've worked with your staff to try and figure out how we can better work with state land from 00:14:07
a Gila County perspective. What state lands are in Gila County that we might be able to work with them on to have a highest and 00:14:13
best use here in Gila County to meet the needs of Gila County? 00:14:19
Light issue. I know that's something that we've had a conversation about for, you know, a while now and how we work to resolve 00:14:27
that issue. That's something. 00:14:32
CSA has recent conversations with CSA. 00:14:37
And we want to continue to work with C. 00:14:41
Whether that be a legislative issue or there's other ways to approach this, it's something that. 00:14:44
It's not just a Gila County issue, frankly, there's other counties that deal with this issue, so. 00:14:50
This is something that we either deal with now or. 00:14:56
Figure out a way to deal with because this issues not going away and it's not just a Gila County issue, it's a statewide issue. So 00:15:00
we need to work with our legislators on that as well. 00:15:04
There is the rural hospital legislation. 00:15:09
Representative Cook ran a bill last year that didn't quite make across the finish line that would allow rural hospitals to have 00:15:12
more flexibility for certain procedures. 00:15:17
There's challenges with getting certain staff to be able to staff certain procedures in rural hospitals and we want to make sure 00:15:23
that there's flexibility. 00:15:28
If that's necessary. So we're going to continue to work with him on that issue. 00:15:35
And then? 00:15:40
As is always the case, every year, there's thousands of bills introduced and Andy and I's job these next couple weeks, I think we. 00:15:43
Enjoy the during the holidays because we know what's coming. 00:15:50
I've talked to Legislative Council where they write all the bills. 00:15:55
And this was probably 3 weeks ago. There were about 800 bills that were already being worked on. And a lot of those are pulled 00:15:59
over from last year, ones that are being run back again from last year. That didn't make it across the finish line, but there'll 00:16:05
be new ideas as well. So we will spend the next. 00:16:10
2-3 weeks as all the new bills are introduced. 00:16:17
Pouring over them, making sure that they don't negatively impact you and identifying the ones that do help you and. 00:16:20
Will work with your staff on that to make sure that we. 00:16:27
Read through those and make sure. 00:16:33
Deal with those appropriately. 00:16:35

I know Andy's here as well, but happy to answer any questions that you might have or any comments or any other direction or 00:16:39
feedback to on your behalf. Lastly, I would just say beyond beyond the bills, we always look for opportunities if there's if. 00:16:47
Opportunities to support your priorities. It's been a privilege to represent you. 00:16:55
The last few years I think we've gotten a good understanding of what's important to you, anything just think that particularly 00:17:00
with some of the fire mitigation. 00:17:05
That we've been able to secure some funding for. There's opportunities. 00:17:10
We want to make sure we push for that. This is a year where frankly there's not going to be a lot of money out there. But that 00:17:14
doesn't mean that we can't look for those opportunities when they arise. We're that happy to answer any questions. Thank you, 00:17:19

Yeah, I have no questions. Just thank you for helping us through a lot of the rough spots and helping us with different funding 00:17:30
issues. And like I say, to continue to work on the blight and things like that. I appreciate it very much. 00:17:36

going to be another busy year. But I had a question for you on water Representative Griffins push on the water and all that. And 00:17:53
have you heard anything new on? 00:17:59
Anything that's going on there? 00:18:06
So water, Water is always, always an issue every single year. 00:18:08
I think this year will be no different, frankly. She's. 00:18:15
She's not shield away from that issue and she'll continue to work on it. I, you know, I haven't specifically talked with her yet 00:18:18
this year on what she's looking at pushing, but that's something that. 00:18:24
I know I've chatted with her a couple weeks ago on a different issue, but I'd be happy to to get with you if there's a specific 00:18:32
aspect of it from Peeling County's perspective. 00:18:36
OK. Yeah. And and as far as you know, it's the board, we haven't really discussed it. So I won't go any deeper than that, but. 00:18:43
But yeah, that's that keeps coming up. And you know, the governor's got her ideas on on the water appropriations and all that as 00:18:49
well. So I'm not real sure where that's gonna end up, but. 00:18:54
But that's something that. 00:19:00
That I want to keep an eye on for sure, especially for for a rural county. 00:19:02
But thank you so much for everything you guys have done and that was a really good push on that veterans center and Representative 00:19:08
Marshall did an outstanding job on it. So if you would please relay that to him when you see him next, I tell him all the time, 00:19:14
but no I will, I will definitely do that. And on the waterfront, I know there had been some conversations in the off session about 00:19:20
the 100 year water supply and so that. 00:19:27
100 year water supply, Should that number be changed? 00:19:33
There was some pushback on changing that, and I think that would run into some significant pushback, but that doesn't mean that 00:19:37
the conversation won't happen. A lot of times these bills are introduced to. 00:19:43
You were able to see him in committee and he spoke very eloquently to it and was able to communicate. And you know personally why 00:20:19
it was important to him, but important to the county as well. So you all are blessed with some good representatives. Thank you 00:20:24

groundwater. So I know there's a lot going on right there. 00:20:37
And what the governor wants, what is passable? The problem I see is you can't make. 00:20:42
One-size-fits-all for every county, so. 00:20:49
We're not even close to being there yet for Gila County, so I'm going to be continuing talking to other people on that. 00:20:54
I know a gentleman that's actually on that water council. 00:21:02
And he's a. 00:21:05
And I want to talk to him about what's going on And so get mourns one and the three million to Pleasant Valley was just amazingly 00:21:07

I don't see us probably not getting that money. In fact, I heard that we already had about half of it. 00:21:18
And the other half's coming. 00:21:23
Yeah. OK. So that's great. But we're probably not going to count on another dose of that this year is what you're kind of telling 00:21:26

Yeah. Yeah. It's, it's going to be a difficult year all around. Yeah. But that doesn't mean, that doesn't mean that, you know, 00:21:35

Since since I've been here, we've been trying to do cadet training because a lot of the people that we send to other areas to get 00:50:48
trained, you know, it's hard to get them back also to locally. It it would help in my opinion to have officers trained here 00:50:55
locally, it would help us with a lot of that. And so in order to do that, we needed to do some improvements to the gun range and 00:51:02
so earlier in one of the meetings. 00:51:08
One of the IT was just like $30,000 and and I came up with 10,000. The city of Globe came up with 10,000 and and FMI came up with 00:51:17
10,000 which was a $30,000 which you gentlemen helped me approve. 00:51:25
Well then as it was inspected by the NRA, from my understanding is there need to be some improvements to the range over and above 00:51:34
what that 30,000 included, which was 7 right at $7000 more money they needed for the improvements. 00:51:43

I sat down and worked with the Chief of Police of Globe and we decided that we would split this additional $7000. 00:51:55
In order to make this happen and be then when NRA could approve that for us to do the training at the Globe gun range. And so it 00:52:03
it's not only for the cadet training but you know we're doing a 4H deal with people shooting and things and so the improvements to 00:52:11
the range are going to go far beyond just being able to help cadet training but so anyway that's that's what this is for and it is 00:52:20

This board item is all about process improvement. We mentioned we would do something like this at the work session that we 01:04:56
provided on landfills and that is to seek out a third party expert on landfills And we had looked at a model that was used 01:05:03
elsewhere where some, some folks provided this exact service to other landfill operations. 01:05:10
And they and we and we kind of copied the scope of work. It's like a four page scope of work with a lot of detail because we used 01:05:17
the work that somebody else had done. 01:05:22
And we saw the results of that scope of work, and so we'd like to pursue the same thing. 01:05:28
And and this is what this request for qualifications is about. It's for the recycling and landfill management division to seek a 01:05:33
qualified professional consulting firm to provide a high level. 01:05:39
For the Gila County landfill. 01:05:46
And and we're asking the board to approve this RFQ for this purpose, this purpose of to pursue, to put, to put an advertisement 01:05:48
out to look for a qualified candidate that can do this. And there are various firms that can do this. They specialize in this. 01:05:54
They actually have libraries of video training. 01:06:01
That they offer as part of the service that they. 01:06:07
That our folks can get online and look at the training on how to operate the landfill, what are the safety, the operate, the 01:06:10
equipment and things like that. When when we look at the type of firm that we're looking for somebody that can come in and talk 01:06:16
about the safety operation. 01:06:22
About our policies, about the equipment operation, about how best to fill the landfill, how to take advantage of every last square 01:06:28
cubic foot of airspace, all these kinds of things. It's the entire ball of batch of operating a landfill. 01:06:36
And to come back with a recommendation that says this is what we think you can improve. 01:06:44
These are things you ought to be doing. 01:06:49
This is a policy. You ought to change this policy and we would bring this gap analysis or this, this, this, this. 01:06:51

But our supervisors are fairly new. They're less than one year, one year of seniority. One of them has just several months of the 01:07:19
folks that run the landfill, OK. The other one has about years of experience and they're gaining experience. They become a 01:07:26
supervisor of the landfill with Gila County. It's not that we hired them as having that supervisory skill. 01:07:33
So we're training them. 01:07:41
And and I think of the operations that that are in public works, this is a great concept to pursue something like this so that we 01:07:42
can learn from others and move this process improvement a little quicker than we would otherwise. Yes, you could say we could 01:07:50
learn to do these things over time. We just don't have that luxury I don't think. And so we'd like to ask for the board to to to 01:07:57

and for the county to maintain that road This this road is is approximately 1/4 of a mile and it starts at the Baker Ranch Rd. And 01:12:36
then runs runs all the way up to the floor for service section and and it had a corners across the central National Forest back 01:12:44
into other other parcels and other private property. 01:12:51
But what we're talking about today is that section between Biker Ranch Rd. And for service it's about 1/4 mile. 01:12:59

Ike Clark Parkway and for Baker Ranch Rd. were both granted to HeLa County in 19/19/83. At that time Gila County took action to 01:13:11

To ask the board to accept I Clark Parkway as a primitive road and and to accept the the quick claim deed as well. 01:13:32
The the Primitive Rd. of course, will allow us to maintain the road several times a year. It does have. 01:13:44
A low traffic count I will say of 34 vehicles per day but it's a road that could have been accepted in the past and and and 01:13:53

Significant need need for the road from the public because it does like I said lead to other parcels beyond this quarter mile. And 01:14:03
so with that I would like to ask for the board to accept the quick claim deep for I Parkway in young AZ and establish the road as 01:14:11

And so at the same time we turn to our County Manager and and and you the Board and we determine what capital monies we have 01:20:29
available to purchase new vehicles and the 13 vehicles that are being presented today. 01:20:37
Are in line with those two items capital budget that was available for this fiscal year. 01:20:46
For vehicles and vehicles that we should be replacing. 01:20:51
So there's 13 vehicles at the bottom that we take and we say these are the oldest and the worst and we're going to move them out 01:20:55
and we bring in new vehicles. 01:21:00

A common sense way of taking a new vehicle and asking yourself where should this new vehicle go to? Does it go to I'm going to use 01:21:07
the landfill operation, does it go to the landfill operation where a vehicle may just be used on the landfill and it doesn't have 01:21:12
to go to Phoenix every week or every other week? 01:21:18
Or it's only being used in the landfill? Should the landfill get a new vehicle? The answer, I think, is obviously no. 01:21:24
That landfill is OK using a vehicle that's three or four years old, OK. And so we use this, we call it the trickle down method of 01:21:32
taking the newest vehicle and putting it where we think it belongs and then taking the the slightly older vehicles. It can be 01:21:37
something like two or three years where we've been using that with different departments where they don't get and they see they 01:21:43
don't get necessarily a new vehicle. 01:21:48
They get a vehicle that stored three years and we try to put the new vehicles as much as we can into fleet. 01:21:54
And that's what this board item tries to explain. 01:22:00
That we're buying 13 new vehicles and we're going to make the decision where best to put them. Board item actually states where we 01:22:03
think today these 13 vehicles will go. But that the I'm not going to say that the clever didn't come from me. The clever idea that 01:22:09
was put into how we purchased this vehicle. If we're going to go out and request for bids to the open public OK to the open to the 01:22:16

Because we would be working alongside with them in the event of an emergency. 01:31:55
So our facility would be open to them, they would have available, the amount of fuel that would be available to them would be a 01:32:00

And it would, it offers a great benefit to them and so we would like to enter into an IGA with them. It would be a five year term 01:32:09

And they thought the route for the school, but they haven't plopped the fight over then. 01:36:45
The source of fuel for them would be at at the Gila County facility. 01:36:53
And the school district has used at that time and for that year, a little higher level fuel than than the fire district. 01:36:58
So we would like to put an IGA as a formal agreement with the Young school district, the purchased fuel at the Young County Road 01:37:06

cost for the fuel with these IGA. 01:38:40
There is a commodity price for fuel that's used in the United States and is published every week on Monday morning. We take that 01:38:47
number and anything that's purchased that week based on that Monday price is what they pay. Plus they pay a delivery fee and their 01:38:54
profit fee, that's a delivery fee which includes all costs for the for the vendor that sells to the fuel and and they they pay the 01:39:01
hearth tax and then on top of that they pay the county administrative cost of $0.18. 01:39:08
So I've often wanted to go to the fuel pumps and see which one is more expensive or not. 01:39:16
But it's probably comparable because I don't think that there's a big cost savings for them to purchase from us. I think what we 01:39:21
really offer is the dependability, reliability and and availability of that fuel at the fuel pump at all times, especially at 01:39:26
times of needs. I think that that's what we bring to the table for these entities. I just wanted to kind of share that thought, 01:39:31

legislative session activities from the Policy Development Group. Todd and Andy with us. 00:03:03

Great. Good morning. Good morning. Thank you. Chairman, Supervisors, as you mentioned, my name is Todd Bowman with Policy 00:03:12
Development. 00:03:15
Andy Jacobs, my colleague, is here with me today and we want to give you a recap of what happened last legislative session and 00:03:19
then I look forward to the next legislative session. 00:03:25
Last legislative session, kind of the saying in the political world is that you've seen one session, you've seen one session. 00:03:32
And last session was actually the longest session ever in Arizona history. 00:03:39
So it extended well into the summer for a few different reasons, but ultimately wrapped up in July, so. 00:03:43
With all bills every year, they become effective and go into place 90 days after resigning, die or get out of session. 00:03:53
Typically depends on when we get out, but typically that's sometime in the summer, early fall. This year those bills went into 00:04:02
effect October, end of October. 00:04:08
So when you have bills going into effect October 31st? 00:04:15
They have only been in effect for a few months really. So a lot of times when bills go into effect, you see what works, what 00:04:19
doesn't, you come back, you change them in the next session. But we really haven't had a lot of time to see what works and what 00:04:24
doesn't with some of the bills that are passed. So that will impact this coming session. 00:04:30
So on your behalf we've engaged with. 00:04:38
Different supervisors and staff, not only with CSA, but ACO as well, working on some of the broader issues that are important to 00:04:41
Hila County. We've engaged with the governor, staff, Governor Hoff, this was. 00:04:48
Year in session. So she won the election last November and then was. 00:04:56
Quickly, you know, about a month later produced it, But her proposed executive budget and then through this budgetative session. 00:05:03
As we'll touch on in a second, it was a tumultuous session between the legislature and the governor's office. She had a record 00:05:10
number of vetoes that she chose to veto. 00:05:15
And so with the typical number of bills that were introduced, as there's normally a couple thousand bills that are introduced 00:05:21
every year. We worked very closely last year, last year on your behalf with the Department of Veteran Services. 00:05:27
As we'll also touch on in a second, there was a significant piece of legislation that Representative Marshall sponsored. 00:05:35
Was able to pass and ultimately sign into law through the budget. 00:05:42
We worked with Department of Veteran Services to make sure that that legislation looked proper in a form that Department of 00:05:46
Veteran Services felt comfortable with. And that's important because that helped ultimately get it across the finish line. So I do 00:05:51
want to thank the Department of Veteran Services for reaching out. 00:05:56
We've built a great relationship. They've been up to young and worked with us on that. 00:06:02
Continue to work with the department of Fore. 00:06:08
And a dot as well, and then other stakeholders such as SRP, particularly on the forestry issue. 00:06:11
Also, I do want to mention, just thank the legislators that you all have here. You all have some great legislators. 00:06:18
Worked very closely with them and even just recently with Representative Cook he worked with. 00:06:26
Helping us with state land issue and as I mentioned I represent Marshall sponsor that key piece of legislation for us last year. 00:06:35
Last year, the budget, it was a $17.8 billion budget. It was the largest budget we've had in states history. We had a budget that 00:06:42
was a bipartisan budget. Ultimately with the Republican legislature, that's as close as you can get. 00:06:51
It's 1614 and 3129 in the House. One vote majority for the GOP. 00:07:01
And then a Democrat governor, there was some question about what's his budget? Is it going to take forever? They actually got the 00:07:07
budget done fairly quickly for what folks were anticipating and they got it done in May. But there were a few other issues that 00:07:13
particularly Prop 400, which was a tax issue for Maricopa County, a big property or a sales tax extension for transportation. 00:07:19
That's what stretched session on. 00:07:26
There was also record number of vetoes by the governor, and she indicated that she will continue to veto legislation this year if 00:07:34
it's not something that meets her standards. 00:07:40
There was significant infrastructure spending. 00:07:46
Of the $17.8 billion, there was a lot of one time money. Typically with one time money you want to spend that on a capital 00:07:49
project, transportation projects. 00:07:54
Or other capital funding that one time money is gone as is the ongoing money. We'll touch on that here in a second as well. But we 00:07:59
are not, we are not like we are not heading into this session looking at a surplus, rather we're looking at a deficit. 00:08:07
But a couple other things that I just want to mention too. From a tax policy standpoint, tax cuts remain in place. 00:08:15
The rental tax was eliminated. 00:08:22
The governor signed that. 00:08:26
Into our on the education front, a hot topic is Esas, which is something that continue to remain in place. 00:08:28
And then Prop 400 was the transportation tax, which? 00:08:38
When it was passed, it will be put on the ballot next November, so the Maricopa County voters will be voting on that sales tax 00:08:43
extension. 00:08:47
To continue that, to continue the funding for. 00:08:52
In Arizona. 00:08:56
Another transportation project. 00:08:57
Finally, I would just mention that the Senate who has the responsibility of confirming. 00:09:00
The governor's nominations to head up for agencies. 00:09:06
They held some very contentious I would say. 00:09:11
Hearings, and several of them didn't pass committee. Some of them that did pass committee did not ultimately get a full vote by 00:09:14
the Senate. And so that's been a point of ongoing contention between the governor and the Senate and I think we'll see that 00:09:20
continue into this next session. 00:09:26
I'm for specifically the bill that represented Marshall ran last year and very grateful for him taking the leadership on this. It 00:09:33
was $3,000,000. 00:09:38
To Gila County for the Pleasant Valley Veterans Retreat. That's something that I know is. 00:09:43
Very important to Gila County Couple events that were held this last year. 00:09:49
Ribbon cutting to start that process. I know we've been working, Andy, and I've been working with your staff to make sure that 00:09:55
that money, you get that money and you're able to spend that money working with Department of Veterans Services on that as well. 00:10:00
Representative Marshall was up there as well to celebrate. 00:10:05
Working through the state jock to get that funded and then continuing to work with the federal folks on that. One of the things I 00:10:12
want to mention is that because we are headed into a deficit, Andy and I are keeping a close eye on making sure that that money. 00:10:20
That was appropriated in the budget last. 00:10:28
Gets to Gila County. 00:10:32
And we'll continue to do and continue to stay in contact with your staff on that as well. 00:11:05
Just a couple pictures from the events. It was a great event up in Young and I think one of the things. 00:11:10
Political boundaries and hope. 00:11:55
Geographical boundaries to to not only serve Kilo County, but this is important for for the entire state. 00:11:58
Looking forward to 2024, the budget deficit, as I mentioned. 00:12:07
Stands at about 331 million budget deficit for FY24. That's this current year that we're in the budget that we just put together. 00:12:13
It's something that it changes as the revenue projections come out. We'll see we'll see how much everybody spent on Christmas 00:12:19
presents this year and what the. 00:12:25
Sales tax looks like income tax is another one that. 00:12:33
Has impacted the state state's budget, but those numbers actually were a little higher. The deficit was a little higher before the 00:12:37
November numbers came out. So we'll we'll take a look and we'll see what the latest numbers are. 00:12:44
As the legislature puts together their budget, just kind of the time frame of it is from start next Monday. So second Monday in 00:12:51
January is when the session starts. They typically have committees for about two to three months. 00:12:58
And then at April is typically when they. 00:13:04
Once committees are done to what the budget is going to look like, So what happens, what the revenue numbers come into the next 00:13:07
three months will be interesting to see and that will impact what this next budget looks like. 00:13:13
But I would anticipate there will not be a ton of new spending there. 00:13:19
Cuts and there will be deferrals. That's one of the ways that typically these are dealt with. If you have a big capital investment 00:13:23
that you're planning on making as a state, but you have to defer that in order to save hundreds of millions of dollars, that's 00:13:28
that's a possibility that they could look at as well. 00:13:33
Pleasant Valley Veterans Retreat will continue to work on that. Forest health implementation is something that is is not. It's not 00:13:39
a one time thing, a continual thing for the state, particularly county. 00:13:47
Road opportunities as well. That's something that the governor and the legislature, if there has been some points of agreement on, 00:13:55
they can they continue to believe that roads and infrastructure are. 00:14:01
And then a state land issue. I know we've worked with your staff to try and figure out how we can better work with state land from 00:14:07
a Gila County perspective. What state lands are in Gila County that we might be able to work with them on to have a highest and 00:14:13
best use here in Gila County to meet the needs of Gila County? 00:14:19
Light issue. I know that's something that we've had a conversation about for, you know, a while now and how we work to resolve 00:14:27
that issue. That's something. 00:14:32
CSA has recent conversations with CSA. 00:14:37
And we want to continue to work with C. 00:14:41
Whether that be a legislative issue or there's other ways to approach this, it's something that. 00:14:44
It's not just a Gila County issue, frankly, there's other counties that deal with this issue, so. 00:14:50
This is something that we either deal with now or. 00:14:56
Figure out a way to deal with because this issues not going away and it's not just a Gila County issue, it's a statewide issue. So 00:15:00
we need to work with our legislators on that as well. 00:15:04
There is the rural hospital legislation. 00:15:09
Representative Cook ran a bill last year that didn't quite make across the finish line that would allow rural hospitals to have 00:15:12
more flexibility for certain procedures. 00:15:17
There's challenges with getting certain staff to be able to staff certain procedures in rural hospitals and we want to make sure 00:15:23
that there's flexibility. 00:15:28
If that's necessary. So we're going to continue to work with him on that issue. 00:15:35
And then? 00:15:40
As is always the case, every year, there's thousands of bills introduced and Andy and I's job these next couple weeks, I think we. 00:15:43
Enjoy the during the holidays because we know what's coming. 00:15:50
I've talked to Legislative Council where they write all the bills. 00:15:55
And this was probably 3 weeks ago. There were about 800 bills that were already being worked on. And a lot of those are pulled 00:15:59
over from last year, ones that are being run back again from last year. That didn't make it across the finish line, but there'll 00:16:05
be new ideas as well. So we will spend the next. 00:16:10
2-3 weeks as all the new bills are introduced. 00:16:17
Pouring over them, making sure that they don't negatively impact you and identifying the ones that do help you and. 00:16:20
Will work with your staff on that to make sure that we. 00:16:27
Read through those and make sure. 00:16:33
Deal with those appropriately. 00:16:35

feedback to on your behalf. Lastly, I would just say beyond beyond the bills, we always look for opportunities if there's if. 00:16:47
Opportunities to support your priorities. It's been a privilege to represent you. 00:16:55
The last few years I think we've gotten a good understanding of what's important to you, anything just think that particularly 00:17:00
with some of the fire mitigation. 00:17:05
That we've been able to secure some funding for. There's opportunities. 00:17:10
We want to make sure we push for that. This is a year where frankly there's not going to be a lot of money out there. But that 00:17:14
doesn't mean that we can't look for those opportunities when they arise. We're that happy to answer any questions. Thank you, 00:17:19

So water, Water is always, always an issue every single year. 00:18:08
I think this year will be no different, frankly. She's. 00:18:15
She's not shield away from that issue and she'll continue to work on it. I, you know, I haven't specifically talked with her yet 00:18:18
this year on what she's looking at pushing, but that's something that. 00:18:24
I know I've chatted with her a couple weeks ago on a different issue, but I'd be happy to to get with you if there's a specific 00:18:32
aspect of it from Peeling County's perspective. 00:18:36
OK. Yeah. And and as far as you know, it's the board, we haven't really discussed it. So I won't go any deeper than that, but. 00:18:43
But yeah, that's that keeps coming up. And you know, the governor's got her ideas on on the water appropriations and all that as 00:18:49
well. So I'm not real sure where that's gonna end up, but. 00:18:54
But that's something that. 00:19:00
That I want to keep an eye on for sure, especially for for a rural county. 00:19:02
But thank you so much for everything you guys have done and that was a really good push on that veterans center and Representative 00:19:08
Marshall did an outstanding job on it. So if you would please relay that to him when you see him next, I tell him all the time, 00:19:14
but no I will, I will definitely do that. And on the waterfront, I know there had been some conversations in the off session about 00:19:20
the 100 year water supply and so that. 00:19:27
100 year water supply, Should that number be changed? 00:19:33
There was some pushback on changing that, and I think that would run into some significant pushback, but that doesn't mean that 00:19:37
the conversation won't happen. A lot of times these bills are introduced to. 00:19:43
You were able to see him in committee and he spoke very eloquently to it and was able to communicate. And you know personally why 00:20:19
it was important to him, but important to the county as well. So you all are blessed with some good representatives. Thank you 00:20:24

Happy to be back at work and apparently that shows you're just zealous. We like that. And as Chairman said, we did get half of the 00:23:19
$3 million already for the Pleasant Valley Veterans Retreat. We hadn't received that when we put together this update, but we do 00:23:25
have that now. 00:23:31
The information that we're showing. 00:23:38
Just where we are relative to the last four years. 00:23:41
At the end of November, we were at 36% of our annual budget compared to a five month target of 42% and that is for your. 00:23:46
And the difference is less than 3900 dollars. Year to year expenditures at the end of November were at 40.3% of the budget 00:23:57
compared to a 42% year to date target. Those expenditures are $2,000,000 higher than the prior year. Most of that is salaries and 00:24:05
employee related expenses. 00:24:12
Followed by bond interest and fees, and the bond interest and fees variance is due to timing in the year before that. 00:24:21
Other than that, your differences are in Utilities and Miscellaneous. 00:24:28
