Testing. Testing. 00:00:05
And that you will be doing the invocation this morning. 00:00:09
Yes, OK. 00:00:13
So. 00:00:17
I'd like to call this meeting to order. It's the very first meeting of 2024, exciting. We're going to have a great year. 00:00:20
January 2nd. It's 10:00 and I've asked Alex if he would lead us in the Pledge of Allegiance. 00:00:27
I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, 00:00:40
indivisible, with liberty and justice for all. 00:00:47
Heard your kind of gracious Heavenly Father. We are grateful that we can come before thee this beautiful morning. We have 00:00:58
gratitude in our hearts to the blessings that Thou bestowed upon us. We're grateful for this New Year that gives us an opportunity 00:01:06
to serve thee and strive to obey their will. 00:01:13
And do those things that are pleasing in my sight. 00:01:20
We're grateful for the Board of Supervisors that. 00:01:23
Willingly. 00:01:26
Through in their capacities of helping and blessing the lives of others, we are grateful for this opportunity that the Board has 00:01:28
to meet this morning. 00:01:32
To go through the agenda and we pray for their wisdom and their blessings. 00:01:36
And father, we pray for the constituents of Hila County that those that are suffering. 00:01:44
Through health or other and have other needs that they may be blessed this day. 00:01:50
And that we may be compassionate on those that have needs and look for ways to serve, or look for ways to bless and help them 00:01:55
those that are in pain in any way that they might be blessed. 00:02:01
We're grateful again for this day and pray that blessings upon us. In the name of Jesus Christ, Amen. Thank you. 00:02:09
Oh, it's warmer up here. 00:02:22
Well, I trust everyone had a good holiday season. 00:02:26
And travels if you travel, good family time, good food. 00:02:29
And now we're back to work, and I'm excited about that. 00:02:35
Marin, are you on my schedule first? 00:02:39
You know what? I thought it wasn't. I'm not. Excuse me. 00:02:43
So that's OK. 00:02:48
OK, so the first item here today is 2. 00:02:53
We'll get you up here, Marin, don't worry, we'll get you up here to a, we're going to have a presentation today on update on 00:02:57
legislative session activities from the Policy Development Group. Todd and Andy with us. 00:03:03
Good to see you guys. 00:03:10
Great. Good morning. Good morning. Thank you. Chairman, Supervisors, as you mentioned, my name is Todd Bowman with Policy 00:03:12
Development. 00:03:15
Andy Jacobs, my colleague, is here with me today and we want to give you a recap of what happened last legislative session and 00:03:19
then I look forward to the next legislative session. 00:03:25
Last legislative session, kind of the saying in the political world is that you've seen one session, you've seen one session. 00:03:32
And last session was actually the longest session ever in Arizona history. 00:03:39
So it extended well into the summer for a few different reasons, but ultimately wrapped up in July, so. 00:03:43
With all bills every year, they become effective and go into place 90 days after resigning, die or get out of session. 00:03:53
Typically depends on when we get out, but typically that's sometime in the summer, early fall. This year those bills went into 00:04:02
effect October, end of October. 00:04:08
So when you have bills going into effect October 31st? 00:04:15
They have only been in effect for a few months really. So a lot of times when bills go into effect, you see what works, what 00:04:19
doesn't, you come back, you change them in the next session. But we really haven't had a lot of time to see what works and what 00:04:24
doesn't with some of the bills that are passed. So that will impact this coming session. 00:04:30
So on your behalf we've engaged with. 00:04:38
Different supervisors and staff, not only with CSA, but ACO as well, working on some of the broader issues that are important to 00:04:41
Hila County. We've engaged with the governor, staff, Governor Hoff, this was. 00:04:48
Year in session. So she won the election last November and then was. 00:04:56
Quickly, you know, about a month later produced it, But her proposed executive budget and then through this budgetative session. 00:05:03
As we'll touch on in a second, it was a tumultuous session between the legislature and the governor's office. She had a record 00:05:10
number of vetoes that she chose to veto. 00:05:15
And so with the typical number of bills that were introduced, as there's normally a couple thousand bills that are introduced 00:05:21
every year. We worked very closely last year, last year on your behalf with the Department of Veteran Services. 00:05:27
As we'll also touch on in a second, there was a significant piece of legislation that Representative Marshall sponsored. 00:05:35
Was able to pass and ultimately sign into law through the budget. 00:05:42
We worked with Department of Veteran Services to make sure that that legislation looked proper in a form that Department of 00:05:46
Veteran Services felt comfortable with. And that's important because that helped ultimately get it across the finish line. So I do 00:05:51
want to thank the Department of Veteran Services for reaching out. 00:05:56
We've built a great relationship. They've been up to young and worked with us on that. 00:06:02
Continue to work with the department of Fore. 00:06:08
And a dot as well, and then other stakeholders such as SRP, particularly on the forestry issue. 00:06:11
Also, I do want to mention, just thank the legislators that you all have here. You all have some great legislators. 00:06:18
Worked very closely with them and even just recently with Representative Cook he worked with. 00:06:26
Helping us with state land issue and as I mentioned I represent Marshall sponsor that key piece of legislation for us last year. 00:06:35
Last year, the budget, it was a $17.8 billion budget. It was the largest budget we've had in states history. We had a budget that 00:06:42
was a bipartisan budget. Ultimately with the Republican legislature, that's as close as you can get. 00:06:51
It's 1614 and 3129 in the House. One vote majority for the GOP. 00:07:01
And then a Democrat governor, there was some question about what's his budget? Is it going to take forever? They actually got the 00:07:07
budget done fairly quickly for what folks were anticipating and they got it done in May. But there were a few other issues that 00:07:13
particularly Prop 400, which was a tax issue for Maricopa County, a big property or a sales tax extension for transportation. 00:07:19
That's what stretched session on. 00:07:26
There was also record number of vetoes by the governor, and she indicated that she will continue to veto legislation this year if 00:07:34
it's not something that meets her standards. 00:07:40
There was significant infrastructure spending. 00:07:46
Of the $17.8 billion, there was a lot of one time money. Typically with one time money you want to spend that on a capital 00:07:49
project, transportation projects. 00:07:54
Or other capital funding that one time money is gone as is the ongoing money. We'll touch on that here in a second as well. But we 00:07:59
are not, we are not like we are not heading into this session looking at a surplus, rather we're looking at a deficit. 00:08:07
But a couple other things that I just want to mention too. From a tax policy standpoint, tax cuts remain in place. 00:08:15
The rental tax was eliminated. 00:08:22
The governor signed that. 00:08:26
Into our on the education front, a hot topic is Esas, which is something that continue to remain in place. 00:08:28
And then Prop 400 was the transportation tax, which? 00:08:38
When it was passed, it will be put on the ballot next November, so the Maricopa County voters will be voting on that sales tax 00:08:43
extension. 00:08:47
To continue that, to continue the funding for. 00:08:52
In Arizona. 00:08:56
Another transportation project. 00:08:57
Finally, I would just mention that the Senate who has the responsibility of confirming. 00:09:00
The governor's nominations to head up for agencies. 00:09:06
They held some very contentious I would say. 00:09:11
Hearings, and several of them didn't pass committee. Some of them that did pass committee did not ultimately get a full vote by 00:09:14
the Senate. And so that's been a point of ongoing contention between the governor and the Senate and I think we'll see that 00:09:20
continue into this next session. 00:09:26
I'm for specifically the bill that represented Marshall ran last year and very grateful for him taking the leadership on this. It 00:09:33
was $3,000,000. 00:09:38
To Gila County for the Pleasant Valley Veterans Retreat. That's something that I know is. 00:09:43
Very important to Gila County Couple events that were held this last year. 00:09:49
Ribbon cutting to start that process. I know we've been working, Andy, and I've been working with your staff to make sure that 00:09:55
that money, you get that money and you're able to spend that money working with Department of Veterans Services on that as well. 00:10:00
Representative Marshall was up there as well to celebrate. 00:10:05
Working through the state jock to get that funded and then continuing to work with the federal folks on that. One of the things I 00:10:12
want to mention is that because we are headed into a deficit, Andy and I are keeping a close eye on making sure that that money. 00:10:20
That was appropriated in the budget last. 00:10:28
Gets to Gila County. 00:10:32
And we'll continue to do and continue to stay in contact with your staff on that as well. 00:11:05
Just a couple pictures from the events. It was a great event up in Young and I think one of the things. 00:11:10
Political boundaries and hope. 00:11:55
Geographical boundaries to to not only serve Kilo County, but this is important for for the entire state. 00:11:58
Looking forward to 2024, the budget deficit, as I mentioned. 00:12:07
Stands at about 331 million budget deficit for FY24. That's this current year that we're in the budget that we just put together. 00:12:13
It's something that it changes as the revenue projections come out. We'll see we'll see how much everybody spent on Christmas 00:12:19
presents this year and what the. 00:12:25
Sales tax looks like income tax is another one that. 00:12:33
Has impacted the state state's budget, but those numbers actually were a little higher. The deficit was a little higher before the 00:12:37
November numbers came out. So we'll we'll take a look and we'll see what the latest numbers are. 00:12:44
As the legislature puts together their budget, just kind of the time frame of it is from start next Monday. So second Monday in 00:12:51
January is when the session starts. They typically have committees for about two to three months. 00:12:58
And then at April is typically when they. 00:13:04
Once committees are done to what the budget is going to look like, So what happens, what the revenue numbers come into the next 00:13:07
three months will be interesting to see and that will impact what this next budget looks like. 00:13:13
But I would anticipate there will not be a ton of new spending there. 00:13:19
Cuts and there will be deferrals. That's one of the ways that typically these are dealt with. If you have a big capital investment 00:13:23
that you're planning on making as a state, but you have to defer that in order to save hundreds of millions of dollars, that's 00:13:28
that's a possibility that they could look at as well. 00:13:33
Pleasant Valley Veterans Retreat will continue to work on that. Forest health implementation is something that is is not. It's not 00:13:39
a one time thing, a continual thing for the state, particularly county. 00:13:47
Road opportunities as well. That's something that the governor and the legislature, if there has been some points of agreement on, 00:13:55
they can they continue to believe that roads and infrastructure are. 00:14:01
And then a state land issue. I know we've worked with your staff to try and figure out how we can better work with state land from 00:14:07
a Gila County perspective. What state lands are in Gila County that we might be able to work with them on to have a highest and 00:14:13
best use here in Gila County to meet the needs of Gila County? 00:14:19
Light issue. I know that's something that we've had a conversation about for, you know, a while now and how we work to resolve 00:14:27
that issue. That's something. 00:14:32
CSA has recent conversations with CSA. 00:14:37
And we want to continue to work with C. 00:14:41
Whether that be a legislative issue or there's other ways to approach this, it's something that. 00:14:44
It's not just a Gila County issue, frankly, there's other counties that deal with this issue, so. 00:14:50
This is something that we either deal with now or. 00:14:56
Figure out a way to deal with because this issues not going away and it's not just a Gila County issue, it's a statewide issue. So 00:15:00
we need to work with our legislators on that as well. 00:15:04
There is the rural hospital legislation. 00:15:09
Representative Cook ran a bill last year that didn't quite make across the finish line that would allow rural hospitals to have 00:15:12
more flexibility for certain procedures. 00:15:17
There's challenges with getting certain staff to be able to staff certain procedures in rural hospitals and we want to make sure 00:15:23
that there's flexibility. 00:15:28
If that's necessary. So we're going to continue to work with him on that issue. 00:15:35
And then? 00:15:40
As is always the case, every year, there's thousands of bills introduced and Andy and I's job these next couple weeks, I think we. 00:15:43
Enjoy the during the holidays because we know what's coming. 00:15:50
I've talked to Legislative Council where they write all the bills. 00:15:55
And this was probably 3 weeks ago. There were about 800 bills that were already being worked on. And a lot of those are pulled 00:15:59
over from last year, ones that are being run back again from last year. That didn't make it across the finish line, but there'll 00:16:05
be new ideas as well. So we will spend the next. 00:16:10
2-3 weeks as all the new bills are introduced. 00:16:17
Pouring over them, making sure that they don't negatively impact you and identifying the ones that do help you and. 00:16:20
Will work with your staff on that to make sure that we. 00:16:27
Read through those and make sure. 00:16:33
Deal with those appropriately. 00:16:35
With that. 00:16:38
I know Andy's here as well, but happy to answer any questions that you might have or any comments or any other direction or 00:16:39
feedback to on your behalf. Lastly, I would just say beyond beyond the bills, we always look for opportunities if there's if. 00:16:47
Opportunities to support your priorities. It's been a privilege to represent you. 00:16:55
The last few years I think we've gotten a good understanding of what's important to you, anything just think that particularly 00:17:00
with some of the fire mitigation. 00:17:05
That we've been able to secure some funding for. There's opportunities. 00:17:10
We want to make sure we push for that. This is a year where frankly there's not going to be a lot of money out there. But that 00:17:14
doesn't mean that we can't look for those opportunities when they arise. We're that happy to answer any questions. Thank you, 00:17:19
Todd. Good job, Supervisor Humphrey. 00:17:23
Yeah, I have no questions. Just thank you for helping us through a lot of the rough spots and helping us with different funding 00:17:30
issues. And like I say, to continue to work on the blight and things like that. I appreciate it very much. 00:17:36
And so I I look forward to this year and see where it goes. 00:17:42
Thank you. Thank you. Supervisor Klein. Thank you, Mr. Chair, Todd Mandy. Thank you both for what you've done and I'm sure it's 00:17:47
going to be another busy year. But I had a question for you on water Representative Griffins push on the water and all that. And 00:17:53
have you heard anything new on? 00:17:59
Anything that's going on there? 00:18:06
So water, Water is always, always an issue every single year. 00:18:08
I think this year will be no different, frankly. She's. 00:18:15
She's not shield away from that issue and she'll continue to work on it. I, you know, I haven't specifically talked with her yet 00:18:18
this year on what she's looking at pushing, but that's something that. 00:18:24
I know I've chatted with her a couple weeks ago on a different issue, but I'd be happy to to get with you if there's a specific 00:18:32
aspect of it from Peeling County's perspective. 00:18:36
OK. Yeah. And and as far as you know, it's the board, we haven't really discussed it. So I won't go any deeper than that, but. 00:18:43
But yeah, that's that keeps coming up. And you know, the governor's got her ideas on on the water appropriations and all that as 00:18:49
well. So I'm not real sure where that's gonna end up, but. 00:18:54
But that's something that. 00:19:00
That I want to keep an eye on for sure, especially for for a rural county. 00:19:02
But thank you so much for everything you guys have done and that was a really good push on that veterans center and Representative 00:19:08
Marshall did an outstanding job on it. So if you would please relay that to him when you see him next, I tell him all the time, 00:19:14
but no I will, I will definitely do that. And on the waterfront, I know there had been some conversations in the off session about 00:19:20
the 100 year water supply and so that. 00:19:27
100 year water supply, Should that number be changed? 00:19:33
There was some pushback on changing that, and I think that would run into some significant pushback, but that doesn't mean that 00:19:37
the conversation won't happen. A lot of times these bills are introduced to. 00:19:43
You were able to see him in committee and he spoke very eloquently to it and was able to communicate. And you know personally why 00:20:19
it was important to him, but important to the county as well. So you all are blessed with some good representatives. Thank you 00:20:24
guys. 00:20:28
Thank you. Thank you, Todd and Andy, really great job. I really appreciate you. I just, I actually wrote down also rural 00:20:32
groundwater. So I know there's a lot going on right there. 00:20:37
And what the governor wants, what is passable? The problem I see is you can't make. 00:20:42
One-size-fits-all for every county, so. 00:20:49
We're not even close to being there yet for Gila County, so I'm going to be continuing talking to other people on that. 00:20:54
I know a gentleman that's actually on that water council. 00:21:02
And he's a. 00:21:05
And I want to talk to him about what's going on And so get mourns one and the three million to Pleasant Valley was just amazingly 00:21:07
good. 00:21:12
I don't see us probably not getting that money. In fact, I heard that we already had about half of it. 00:21:18
And the other half's coming. 00:21:23
Yeah. OK. So that's great. But we're probably not going to count on another dose of that this year is what you're kind of telling 00:21:26
us. 00:21:30
Yeah. Yeah. It's, it's going to be a difficult year all around. Yeah. But that doesn't mean, that doesn't mean that, you know, 00:21:35
everything has challenges. So we'll work our way. So thank you very much with that. Yeah, Supervisor, one more. 00:21:42
Is on roads and infrastructure. 00:21:49
Is there anything coming down the pipes on any kind of grant money from the state or through state on any kind of? 00:21:53
Road improvements or construction or anything like that for rural areas. 00:22:00
That you know of I have not heard specifically. 00:22:04
I. 00:22:08
I think right now what I've heard is. 00:22:09
That some of some of the monies that were the one time funds that were appropriated last year I think that. 00:22:12
Those are the funds that are. 00:22:20
I mean, obviously there were higher dollar amounts because they were one time. 00:22:23
Those are the ones that folks are looking at to. 00:22:27
Are these going to be, is there, is there the potential for them to be paused or pulled back or stopped? And so I think this is, 00:22:31
it's going the other way at least as of right now depending on what the revenues look like, I think that's. 00:22:38
Folks gonna have their their intent as. 00:22:45
Yeah. OK. Thank you. 00:22:48
Thank you, guys. Anything else from anybody? OK, great. 00:22:51
Have a good new year. 00:22:55
OK, Item 2B, presentation of Heather County general fund financial data. 00:22:57
As it compares to the fiscal year 2024 Gila County budget and fiscal years 23/22/21 and 20 year to date performance. 00:23:03
Good morning. Good morning, Mr. Chair. Good morning Supervisor Klein. Good morning Supervisor Humphrey. Sorry I jumped the gun 00:23:12
earlier and. 00:23:16
Happy to be back at work and apparently that shows you're just zealous. We like that. And as Chairman said, we did get half of the 00:23:19
$3 million already for the Pleasant Valley Veterans Retreat. We hadn't received that when we put together this update, but we do 00:23:25
have that now. 00:23:31
The information that we're showing. 00:23:38
Just where we are relative to the last four years. 00:23:41
At the end of November, we were at 36% of our annual budget compared to a five month target of 42% and that is for your. 00:23:46
And the difference is less than 3900 dollars. Year to year expenditures at the end of November were at 40.3% of the budget 00:23:57
compared to a 42% year to date target. Those expenditures are $2,000,000 higher than the prior year. Most of that is salaries and 00:24:05
employee related expenses. 00:24:12
Followed by bond interest and fees, and the bond interest and fees variance is due to timing in the year before that. 00:24:21
Other than that, your differences are in Utilities and Miscellaneous. 00:24:28
And we'd be happy to get you more specific detail if you'd like it. And we expect to have a December update for you. 00:24:33
Probably the first week of February after everything is finalized. 00:24:42
Thank you. 00:24:49
Any comments or questions, Supervisor Humphrey? No comments or questions? Thank you, Supervisor Klein. 00:24:51
Thank you, Mr. Chair. 00:24:57
I guess I could be brain dead after all that time off, but. 00:25:00
At the end of November were 36% of annual budget on our general fund revenues, but why was that again, do you know? 00:25:04
It's compared to the prior year. It's a $3800 difference. I can dig into that if you like. 00:25:12
You're welcome. You're welcome. We'll, we'll expect we see at the end of December so far that we're creeping closer to that 50% 00:25:21
mark. So there's probably another week worth of revenue to post and we were at 44% when I ran this report last Friday. So we're 00:25:29
we're getting there, we're gaining. OK, thank you, Mayor. You're welcome. You'll expect to see. 00:25:36
Let's get probably to the 80% point in April when that second-half of property taxes come in because that's really what drives the 00:25:43
ratio right now, right. OK. Thanks, Marina. You're welcome. I'm pretty simple about finances. It's like it's in blocking or 00:25:51
reading. So keep the blocking coming and we're good. So thank you for that. Thank you. OK, let's move on to. 00:25:59
Regular agenda items three AI Will call for motion to adjourn as the Higa County Board of Supervisors and convene as the Board of 00:26:07
Directors of the County Flood Control District. So moved Mr. Chair. 00:26:14
How second that? Hey, we have a motion and a second to do that, let's. 00:26:22
What do I say? 00:26:28
Say I Yeah. All in favor. All in favor. 00:26:29
I I forgot what to do. 00:26:33
OK, And then we have Guard with this information discussion action to authorize the publication of a notice. 00:26:36
Of a proposed amendment to the Gila County Floodplain Management Ordinance and set a public hearing date for February 20th, 2024. 00:26:43
Dark. 00:26:48
Mr. Chairman, Members of the board, I'm glad to be here in. 00:26:53
Give you a little bit of background on this. 00:26:57
This change was initiated by it. 00:27:01
What they call a community assistance. 00:27:04
From the Arizona Department of Water Resources, who is acting as an agent for FEMA for the flood insurance program. 00:27:07
And there were some suggestions they. 00:27:14
Came up with. 00:27:18
Some things that once we got looking at it. 00:27:20
Notice that we should make these a little bit clearer. 00:27:23
Less ambiguous in the. 00:27:27
And try to make. 00:27:30
As easy as possible for the our citizens to comply with while still meeting the. 00:27:33
The federal guidelines and regulations. 00:27:39
So. 00:27:43
The in the. 00:27:46
Code of Federal. 00:27:48
There are FEMA's rules and. 00:27:51
Certain definitions and and rules. Then FEMA also has certain guidelines to. 00:27:53
Tell us what their interpretation of the regulations are. 00:27:59
And we try to match that as closely as possible. 00:28:04
And. 00:28:09
And provide the at least the minimum level of flood protection for our residents. 00:28:12
While not making it too. 00:28:18
Burdensome by adding a lot to it. 00:28:21
Now they're always free. 00:28:23
Protect to a higher standard when they build. We don't want to make it. 00:28:26
Hard on those who are having difficulty anyways trying. 00:28:30
Get a home. 00:28:34
So. 00:28:41
You have the this. 00:28:43
Summary and you also have the proposed ordinance and that will be published if you guys approve the the publishing of that for 00:28:47
public review and comment. 00:28:51
Would just like to touch on a few things that are. 00:28:57
That have changed and I'm not going to touch on everything because there are a lot of details. I know that Jim is long, so I'm 00:29:02
going to respect that. 00:29:05
There is a new definition. 00:29:10
Of agricultural structure with. 00:29:12
Allowable ways to flood proof that which. 00:29:17
Actually, a little. 00:29:21
Lenient and. 00:29:24
Options than what we had before. 00:29:26
Definitions for breakaway fence breakaway walls which are designed to breakaway floods come and. 00:29:30
And have. 00:29:37
The support you know, above them. 00:29:39
The flood proofing. 00:29:45
There there's a revised definition that clarifies that. 00:29:48
Mainly the dry flood proofing where you provide a. 00:29:52
A strong structural. 00:29:56
Wall or something that keeps the water out. 00:29:59
And wet flood proofing where you. 00:30:02
Flood vents that allow the water to come in and equalize the water pressure so. 00:30:05
Structure is not compromised by forces on the wall. Those are the two main. 00:30:11
Major types in a nutshell. 00:30:17
So that's clarified a little bit. 00:30:18
There's a definition. 00:30:24
It's been added. 00:30:28
And. 00:30:31
Some other things they. 00:30:34
Clarifications are bringing in compliance. 00:30:36
Go to federal regulations. 00:30:39
And. 00:30:43
There's. 00:30:46
Our modification, which would expand the jurisdiction of the ordinance. 00:30:48
To include regulation of flood plains, which have been identified by FEMA in their new studies that we've talked about a while. 00:30:54
And so that we can use the best available information. 00:31:05
In the interim until these maps are officially adopted and made part of. 00:31:11
Official flood. 00:31:16
And these are. 00:31:20
Better engineering than what we have. 00:31:27
The floodplain. 00:31:32
Was pretty. 00:31:35
Pretty rough approximate. 00:31:36
And now we have better information we'd like. 00:31:39
Use that to protect their citizens. 00:31:43
And that that goes both ways. Both those who? 00:31:45
Well, as those, those who might be in areas that we're not currently on the maps. 00:31:49
And for those who. 00:31:56
Currently on the maps, who would not be with the new? 00:32:00
We still have to. 00:32:03
Issue. 00:32:05
But we use the information from. 00:32:07
From the new study, which will basically say there aren't any requirements because you're out of. 00:32:10
Floodplain. 00:32:16
We just still have to do the paperwork. 00:32:17
And there's a section. 00:32:21
That talks about ways to correct violations. 00:32:25
And FEMA has some guidance on. 00:32:30
Which which we're implementing. 00:32:33
There are several methodologies and we'll go through all. 00:32:37
One of them. 00:32:42
That would affect you is the changes being proposed, which would not allow the floodplain board to grant a variance. 00:32:46
To a. 00:32:54
Variances are. 00:32:56
According to FEMA, supposed to be. 00:32:58
For unusual situations that. 00:33:01
Deserve a special treatment. 00:33:04
And not just because they blew off the wheels. 00:33:06
And wanna. 00:33:10
So that's that's one change of speed proposed. 00:33:13
There's a. 00:33:17
Proposed change. 00:33:20
Would agree with the federal regulations. 00:33:21
Which would? 00:33:25
Radio. 00:33:27
Mike. 00:33:29
Air conditioning compressors. 00:33:30
Generators. What kind of equipment that serves a? 00:33:33
Now they need to be elevated above. 00:33:38
Flight elevation by a. 00:33:42
And they're we're proposing. 00:33:45
Allowing it to. 00:33:47
Be designed to prevent water from entering or accumulating within the components during conditions of flooding, which is the 00:33:49
federal wording. 00:33:53
So there are situations where people are unaware that their AC contractor or something. 00:33:59
Not gotten permits. Now they're stuck with a problem. 00:34:07
This would allow them some options to make a retrofit a little more easily. 00:34:11
And. 00:34:21
Then there's a section to allow using. 00:34:23
Water surface elevation in New FEMA. 00:34:27
In Zone Ace, where? 00:34:31
And there's no elevation on the flood. 00:34:34
And that's been encouraged by FEMA, but we wanted to put that in the organs to. 00:34:38
Official and transparent everybody Thoughts. That's what we're. 00:34:44
And there is. 00:34:54
There's some new FEMA guidelines with. 00:34:56
Come. 00:35:05
I think since the. 00:35:06
I don't know. They're not since the last ordinance, but we want to implement them their guidelines for and floodways which are 00:35:09
always. 00:35:13
Where the the regulations state that. 00:35:18
We need. 00:35:21
Have engineering to prove that there is no rise in the water level by what somebody wants to build. 00:35:23
And common sense tells us that some things. 00:35:31
In the middle of a floodway are so minor. 00:35:36
That they would not really have an impact. 00:35:40
And this allows. 00:35:44
The guidance allows us. 00:35:46
To basically. 00:35:50
Not require that engineering for that purpose. These are things such as. 00:35:52
Flag poles electric meter pedestals for manufactured homes. 00:36:01
Breakaway. 00:36:06
Open carports with minimal support structure. 00:36:08
And things like that. 00:36:12
So those are believed to be positive and helpful to our residents. 00:36:14
And that those are the major changes that we're proposing in this ordinance. 00:36:22
Thank you, Dart. Any any comments, advisor Humphrey? Yeah, one, I think change is good. This is a long time coming because a lot 00:36:28
of people have done their own engineering to prove that the map was incorrect prior and so when you mentioned the paperwork. So 00:36:35
now once this is out. 00:36:41
Are they still going to have to do their engineering paperwork for building permits and stuff, or we'll be able to just go by the 00:36:48
new? 00:36:52
Elevation set. 00:36:56
We will. 00:36:59
OK for for the. 00:37:02
I understand the question. 00:37:04
You're asking whether once these new. 00:37:08
Flood maps are published. 00:37:12
For zone, is not the zone a ease with? 00:37:15
Because by famous regulations, we have to use the effective one on that. 00:37:19
OK. And those are being revised also? 00:37:24
But when this goes into effect some of the ones that we have. 00:37:30
Areas which are mapped as floodplains but don't have elevations. 00:37:35
We'll be able to use those. 00:37:39
That information, the permit paperwork, will still be there, but. 00:37:41
Some of the requirements will be eased a lot. 00:37:46
The same as with these changes in. 00:37:49
For development floodway for minor. 00:37:53
They'll still require a permit so that we know what's going on. 00:37:56
But the requirements will be somewhat less. 00:37:59
Does that answer your question? Well, yeah, for the most part. And then also too anytime you you change those maps. 00:38:04
A lot of people's homeowners insurance is. 00:38:13
By these maps, and so with these maps changing. 00:38:17
Will that help people? 00:38:21
Or hurt people. 00:38:24
And their homeowners insurance, depending on the change of the maps. 00:38:27
It could. Now, this ordinance doesn't change the maps. 00:38:30
FEMA is. 00:38:34
On a parallel track, revising the maps. 00:38:37
And when those become effective. 00:38:39
That, that's what. 00:38:42
Insurance will be based on. 00:38:44
OK. And and and. 00:38:46
And we don't have anything to do with the insurance. I understand that. So, so when, when will these maps? 00:38:48
Be finalized do you think? 00:38:55
We don't have an exact. 00:38:58
They're telling us that probably. 00:39:01
Mid 2025 will. 00:39:05
Preliminary. 00:39:08
And then they have a. 00:39:11
Review and comment period where people. 00:39:14
You know, objectively. 00:39:18
Send in comments and they'll look at that. 00:39:21
Then after that. 00:39:23
And they haven't given us a. 00:39:26
But after that's done, they will start creating the maps. 00:39:29
So we go through the process. 00:39:34
Drop the maps. 00:39:37
When the. 00:39:39
Finalized they'll have. 00:39:41
Review and comment period. 00:39:45
They'll be adopted, so we're looking at probably a couple. 00:39:47
At least, OK, because now that we've now that we've stirred this up and muddied the water, I get a lot of questions. Building 00:39:52
permits and homeowners insurance. 00:39:57
And so that that was my reason for the questions to you. 00:40:02
Is then as I answer questions, is it's going to be. 00:40:07
Few years down the road before you're able to to benefit or be harmed. 00:40:14
From these new maps. 00:40:20
Yes, but once the ordinance becomes effective, some of. 00:40:23
Minor provisions to help people along, they will become. 00:40:28
Effective, right. Understand that. OK. 00:40:32
Thank you. Appreciate. 00:40:36
Prize decline. 00:40:38
Sweetheart. 00:40:40
Do you still got my turn? Go. 00:40:42
Sorry, I don't blame you. Almost got a word. It's OK. 00:40:44
I. 00:40:48
So. 00:40:52
Floodplain is a real huge issue for Hina County. 00:40:55
And and there's there's a lot to it, and a lot of it is based on those maps. 00:41:00
That's that's kind of the issues where we're at right now. Really, almost everything is the what is mapped now isn't mapped 00:41:07
correctly. 00:41:11
And so when I looked at. 00:41:15
You got to pardon me a little bit because I did not jump into this and look out real close parts of this. I can understand where 00:41:19
you're coming from. Other parts I can. 00:41:23
And I think for me to jump into an ordinance, to sign an ordinance that I'm not really. 00:41:28
Fully familiar. 00:41:35
I'm not going to be ready to do that. 00:41:37
And so, especially where it pertains to floodplains, because I'm no different than Supervisor Humphrey, I get a lot of questions 00:41:39
on floodplains. 00:41:44
And and there's a lot of lot of things that has to do with the floodplain, as he stated, that can hurt or help people. 00:41:50
And so. 00:41:58
I see some differences and definitions and some things like that. 00:42:00
But for one, I I feel like this is a subject that we really need to be able to sit down and really dwell in. 00:42:06
At least on my account to where I understand it more fully than right now. So I don't really have anything in specific guard. I 00:42:14
just want to thank you for what you put together. 00:42:19
But I'm not going to push to pass this right now. I'm not going to do it. I'd like to see us have a work session on it that we can 00:42:24
dive into and have some really good discussions when we have the time. 00:42:30
Because we don't have the time. 00:42:36
So thank. 00:42:38
Thank you. 00:42:41
So I will entertain a motion to adjourn as the Board of Directors of the Gila County Flood Control. 00:42:46
Vote. Oh, OK, sure. OK, so I'll entertain a motion to take action or approve or something. Whatever you want to. 00:42:53
Make a motion about Mr. 00:43:05
I moved to authorize the publication of a notice. 00:43:08
Of the proposed amendment to the Healing County Blood Pain Blood Plain Maintenance Ordinance and set a public hearing date for 00:43:12
February 20th, 2024. 00:43:18
OK, I'll second it. 00:43:26
OK, We have a motion and a second to proceed. All those in favor say aye, aye, aye. 00:43:30
OK, motion carries. 00:43:37
And I presume we can always make adjustments to it as needed. 00:43:41
OK, Marin, you're back up item 3. 00:43:47
Information. Oh, I'm sorry. Now I need. Now I need a motion to adjourn as the board of directors of the Yula County Flood Control 00:43:51
District and reconvene as the Board of People. So moved, Mr. Chair. I'll second that. 00:43:57
OK. With that all those in favor say aye, aye, aye. OK. 00:44:03
Thank you and item 3D Information Discussion Action to approve Intergovernmental Agreement number 10042023 with the Town of Miami. 00:44:10
To provide funding for the Copper Mountain Transit System in the amount of $73,000 for the period. 00:44:22
July 1, 2023 through June 30, 2024. 00:44:28
Good morning, Mr. Chair. Good morning, Supervisor, Client, Supervisor Humphrey. I fully expected Katie from the Town of Miami to 00:44:33
be here today to present to you their ridership summary for the past year. 00:44:38
Seeing if she's not here. 00:44:45
It's up to you whether you want to approve this as is or if you'd like to table it until. 00:44:48
They're able to be here to present. 00:44:55
OK. Thank you. With that, I'll entertain a motion. Oh, no, I'm sorry. Any questions, Supervisor Humphrey? 00:44:59
Yeah, I would like to see the town of Miami here because they they were after me pretty hard. Why they didn't get their funding 00:45:07
this, that and the other. And it's like, well, usually you come and present to us what's been going on with the money that we gave 00:45:11
you last year. 00:45:16
And and and it's in my district and I don't want to ruffle too many feathers, but I think it would be important. 00:45:21
For them to come and let us know where our $73,000 went and where our new $73,000 is going to go. 00:45:27
The proviso client. 00:45:37
The 77,000 is something we've given them now for. 00:45:39
Seven years I've been in here. I mean, it's just been a. 00:45:43
Deal. I can't imagine that it's got any any less. I don't totally disagree with Supervisor Hunter. I'd be nice to have them here 00:45:47
to prevent, but I also know how important that transit system is to people. 00:45:53
And. 00:46:00
I'm, I'm. Leave it up to your call. Entertain a motion, then, to either. 00:46:02
Approve, disapprove or to. I'm sorry, you have something, Chairman. Yes, members of the Board. So this authority is arising under 00:46:07
ARS 11.254, which the Board does need to make a determination. That's for the benefit of the public. So if you feel that you're in 00:46:14
a position where you can make that determination without the presentation, you can go ahead and proceed. But if you're in the 00:46:21
position where you need more information, I would recommend holding off. 00:46:28
OK, thank you. So I will entertain a motion to either approve, disapprove or table. 00:46:36
Supervisor Humphrey District I think I'd leave it to you. 00:46:43
OK, I moved to table this until we can have someone from the town of Miami do have us a presentation. 00:46:47
On the transportation system that we're having fun. 00:46:54
Can we have a motion? Yeah, I'll second it. OK, motion in a second. All those in favor of tabling Item 3BA aye, aye, aye, aye. 00:46:59
OK. We'll wait For more information. Thank you, Marin. Item 3C information and discussion action to adopt A revised policy number 00:47:07
B, OS-F I N-116, the Public Safety Personnel Retirement System funding to reflect update actuarial valuation as of June 30th, 00:47:14
2023. 00:47:22
So I believe this is my final item today. So ARS 38 eight 6301 requires that we have an annual update to our PSPRS funding policy. 00:47:31
We have adopted this policy annually since June 18th of 2019, when we first adopted it. 00:47:46
And we did in. 00:47:54
Issue. 00:47:58
Revenue. 00:48:00
Bond Pledged revenue bond that we used to fund 100% of our PSPRS debt. 00:48:03
So that we are making our ongoing payroll contributions, but we do not have an ongoing normal contribution as the policy requires. 00:48:12
So the update to today's policy. 00:48:22
Indicates the current asset balance in each of the three funds, the Sheriff's Office, adult detention and dispatchers. 00:48:26
And indicates their assets, accrued liability and the unfunded liability and the funded ratio. All three funds are funded at more 00:48:35
than 100% at this time. Specifically, the Sheriff's Office funded ratio is 103.38%. 00:48:44
Adult detention funding ratio is 104.3% and dispatch is 112.24%. 00:48:54
Today's policy update indicates that there is no goal to achieve and we do not need to make any normal contributions. 00:49:04
And we will continue to maintain to the greatest extent possible the goal of 100% fully funded. Happy to answer any questions you 00:49:14
have. 00:49:19
Thank you, Supervisor Humphrey. 00:49:25
I I have. I have no question and I think that's great that we're way ahead of that game. 00:49:29
Supervisor K. 00:49:35
Yeah, I don't either, man. I just really, really happy we did what we did a few years ago. So thank you. Yeah, very beneficial. So 00:49:37
thank you, Marin. And with that I will entertain a motion. 00:49:42
Mr. Chair, I'll make a motion to adopt revised policy number BOSF IN-116 Public Safety Personnel Retirement System funding. 00:49:50
I'll second that have a motion and a second to approve all those in favor. Say aye, aye, Aye. 00:50:02
Thank you, Marin. Thank you, gentlemen. 00:50:08
Item 3D Information Discussion Action to approve Economic Development Agreement number 112123 between Gila County and the Globe 00:50:13
Miami Gun Club incorporated in the amount of $3662.00 to fund the improvements to the gun range required by Arizona Police Officer 00:50:22
standards and training in order to establish the Eastern Arizona College slash Gila Pueblo Law Enforcement Bringing Academy. 00:50:30
Which the board has determined to be for the benefit of the public. The provider, Humphrey. Yeah, where this is, is. 00:50:40
Since since I've been here, we've been trying to do cadet training because a lot of the people that we send to other areas to get 00:50:48
trained, you know, it's hard to get them back also to locally. It it would help in my opinion to have officers trained here 00:50:55
locally, it would help us with a lot of that. And so in order to do that, we needed to do some improvements to the gun range and 00:51:02
so earlier in one of the meetings. 00:51:08
One of the IT was just like $30,000 and and I came up with 10,000. The city of Globe came up with 10,000 and and FMI came up with 00:51:17
10,000 which was a $30,000 which you gentlemen helped me approve. 00:51:25
Well then as it was inspected by the NRA, from my understanding is there need to be some improvements to the range over and above 00:51:34
what that 30,000 included, which was 7 right at $7000 more money they needed for the improvements. 00:51:43
And so I I. 00:51:53
I sat down and worked with the Chief of Police of Globe and we decided that we would split this additional $7000. 00:51:55
In order to make this happen and be then when NRA could approve that for us to do the training at the Globe gun range. And so it 00:52:03
it's not only for the cadet training but you know we're doing a 4H deal with people shooting and things and so the improvements to 00:52:11
the range are going to go far beyond just being able to help cadet training but so anyway that's that's what this is for and it is 00:52:20
out of my constituent funds and and I I would like us to go. 00:52:28
Forward with that. 00:52:36
And and so being said, it is for the benefit of the public and has to come before the board. 00:52:37
That's that's what I have and if you have question, we have Lee Canard here who is has been ring ringleader of this for two years 00:52:43
trying to get it rolling. I have a letter from the college as well that is going to help with the classes and so if you have any 00:52:50
questions. 00:52:57
That's my presentation. Thank you supervisor. Either one of you or both of you wish to speak at this time. 00:53:05
Yeah, please tell us who you are. 00:53:13
Hello, my name is Lee Canard. I'm the Academy Director or coordinator for the Pueblo College. 00:53:24
I was trying to retire and I wasn't able to do that. I was brought into this position. We appreciate that very much. 00:53:32
I want to kind of go over what? 00:53:43
Supervisor Humphrey said I attended this police Academy back. 00:53:46
86. 00:53:51
And this is when Chief Walters approached me. He said that most of us that had attended this local Academy. 00:53:53
Tended to stay with local agencies. 00:54:01
And it was a high number. 00:54:03
Of people that stay. 00:54:05
And retain with these agencies which? 00:54:07
That we know the area, we know the people. I mean, it's a really good thing to keep local people here. 00:54:11
And it also, it's not a revolving door. You train them, they leave, you train them, they leave. Hopefully they'll be trained here 00:54:18
and stay here. 00:54:22
I. 00:54:28
The opportunity to work with. 00:54:30
Supervisor Humphrey. 00:54:33
And to get this moving ahead. 00:54:35
You have any other questions, I'll be glad to answer. You have anything to add to that? 00:54:39
I I don't. OK, Supervisor Klein. Thank you, Mr. Chair. So. 00:54:45
What's the chance of us having an Academy or is it good? Do we have a date or this is this is our biggest hurdle. I've I've been 00:54:50
working with Arizona Post which is all of you know is Arizona police officer standards and training. 00:54:56
They have to approve our. 00:55:03
I have a representative that I stay in contact. 00:55:05
And in order to get our first ins. 00:55:09
Towards getting the Academy cert. 00:55:13
This is our last hurdle. Is this gun range? 00:55:16
I have all the updated lesson plans. We have an agreement with Miami School District to use their wrestling room and their track 00:55:20
and field for all the physical fitness and the defensive tactics. 00:55:25
We have a lot of. 00:55:32
Instructors through Globe Police Department, Payson Police Department and Gila County Sheriff's Office to provide us with the 00:55:35
instructors for the training. 00:55:39
I've had other people come forward that are experts in their field. 00:55:44
That are willing to come in and also provide instruction at the police Academy. OK, so. 00:55:48
So we go through these steps then I guess what I'm hearing you say is they've already kind of looked at your range or looked at 00:55:56
the gun range and this is, this is kind of what it's going to take to. I had two Arizona Post representatives come and look at 00:56:01
both the Globe police range. 00:56:05
And the gold mining range? 00:56:11
The City of Global Police range. 00:56:13
Improvement list was quite extensive. 00:56:16
And it's also Unleashed for service land. I'm sure you've dealt with that before. 00:56:19
So the list for the Globe Miami range was short, like 3 or 4 items. We're going to upgrade the electrical for the night. 00:56:24
We're going to put a four strand Bob wire fence to keep cattle out of the pistol range and then we have the 8 foot by 200 some odd 00:56:33
feet berm to separate the rifle and the pistol range. 00:56:38
And that was the major requirements. College has already purchased a flagpole for a range, a range flag that was the other 00:56:44
requirement and and so the global. 00:56:50
You know, pardon me, but Globe Miami range is open to everybody, right? And so all the membership range, you have to be an NRA 00:56:56
member, plus you have to be a member of the Global Miami Gun Club. 00:57:01
But there we have partnered with the Globe Miami Gun Club to have the police Academy training there. 00:57:08
So nobody can just walk in off the street and shoot there, not while we're doing our training. 00:57:15
OK. OK. Thank you. 00:57:21
I think. 00:57:24
It was 10 or 12 days. 00:57:25
Oh **** Well, night shoots and we're going to notify the people in the local area. That's because that land sits on BHP and FMI 00:57:28
property. It's leased from them and that was one of the agreements we had is we're going. 00:57:34
Probably a member of one of the representatives from the minds of myself and probably Brent, who's the vice president. And we're 00:57:41
going to go out and talk to the local neighbors and explain to them what's going on and that there will be several nights where 00:57:46
they're doing the night shoots, which is. 00:57:51
Players on the post. So one of the things that Supervisor Humphrey brought up was our local 4H club. That's getting into the 00:57:56
shooting and stuff like that. Yes, now, are they a part of this range? 00:58:01
OK. 00:58:06
Thank you. Thank you. Thank you, Mr. Canard. I sounds like a good deal. So with that, I will entertain a motion that needs to 00:58:08
include the benefit of the public comment. 00:58:14
Mr. Chair, I move to approve Economic Development Grant number 112123 with the Golden Miami Gun Club Incorporated as presented. 00:58:20
And the Board of Supervisors has found it to be benefit, a benefit of the public. 00:58:31
And I'll second that Mr. Chair. OK. We have a motion in the second to approve all those in favor. Say aye, Aye, Aye. 00:58:37
Motion carries. Next item is 3 E Information Discussion Action to Approve Economic Development Agreement number 113023 between 00:58:43
Haley County and Love where you live in the amount of $250 for the October Fest 2023 to provide for the upkeep of parks and 00:58:52
support of local clubs, which the Board has determined to be for the benefit of the public. Supervisor Humphrey Yeah, this was one 00:59:00
came before earlier and I asked Ablett instead of the side because the way it was written. 00:59:08
It was not for the benefit of the parks as to which I thought it was. If you remember, I stated that in the meeting and so the way 00:59:17
it was presented, it was not what it was actually for and so. 00:59:25
We we redid it and and came before the board with this now that it is for the benefits of the of the dog parks in the local area 00:59:35
and so that's that. 00:59:42
That's my two cents worth and I don't have anyone here to speak on that today because I didn't think it was necessary because. 00:59:49
I I do believe it's for the benefit to the public that have so many animals in use, the dog parks in the area. 00:59:58
Thank you supervisor. 01:00:07
Surprising how many dog parks do we have in Globe? 01:00:10
There's like five I think. I'm not sure right off the top, but. 01:00:13
The each. 01:00:18
There's several different walk. 01:00:20
Four dogs. 01:00:24
And then and so the $250 you're just going to break up between the parts is what you're thinking about. Yeah, it's for the for the 01:00:26
benefit of the dog parts. 01:00:30
OK, I have no questions. So with that, I'll entertain a motion that must include the benefit of the public comment. 01:00:38
OK, so. 01:00:45
Mr. Chair, I'll move to approve the Economic Development Agreement number 113023. 01:00:47
With love where you live as presented and which has been determined to be for the benefit of the public. 01:00:55
I'll second that, Mr. Chair. OK. Motion second to approve those in favor. Say aye. Aye, Aye. 01:01:03
Motion carries. Thank you, Item F. 01:01:09
Information, discussion, action to prove each board member. 01:01:12
Representation on various boards committ. 01:01:17
And organizations for 2020. 01:01:20
James, you have this. 01:01:23
Yes, Mr. Chairman, I might take a moment to every calendar year we go through it, formally adopt or accept the committees and 01:01:25
organizations that each of you as members of the board supervisors represent the the Board of Supervisors on. And if I could read 01:01:31
those different organizations. 01:01:37
In the proposed. 01:01:43
Representation. 01:01:45
To Roger Humphrey Correctional Officers, Retirement Plan Corp, Local Board on Sheriff's Office, detention officers and non 01:01:47
uniformed officers. 01:01:52
Gila County and local emergency planning. 01:01:57
Central Arizona government's regional. 01:02:00
Hila County Community College, Allied Health Care Advisory. 01:02:04
Supervisor Woody Klein. 01:02:11

And the Coalition of Arizona and New Mexico County. 01:02:31
Chairman, Chairman Steve Christensen. 01:02:37
County Supervisors Association Legislative Policy Committee. 01:02:41
Public Safety, Personal Retirement System, Local Board. 01:02:46
And the Hila County Provisional Community College Advisory. 01:02:51
These are the proposed committees and boards for each of you. Be open for discussion or recommendations that you might have. 01:02:56
Thank you, Mr. Menlov, Supervisor. 01:03:05
I'm I'm good with where I'm at, I'm I don't. I don't care to change. 01:03:08
Get rid of. 01:03:14
OK. Thank you supervisor client. 01:03:15
Yeah, I'm the same. I'm good. OK, I'm as well, but umm. 01:03:18
Should my? 01:03:23
Also include a board member of the CSA which. 01:03:25
Oh, I'm on the legislative policy and. 01:03:31
The representative to the. 01:03:35
Is that is that something that should be included? Mr. Chairman, Supervisors each All three of you are members of the executive 01:03:38
board of the County supervisors Association. 01:03:43
So we could include that for all three of you, but it is each. 01:03:48
Are on. That's why it's not included, because it's not specific, OK? 01:03:53
Thanks for that clarification. Yeah, OK. With that, I will entertain. 01:03:57
Mr. Chair, I move to approve each board members representation. 01:04:02
On various boards, committees, and organizations for 2024 as agreed. 01:04:07
Two by each board member and Mr. Chair, I'll second that have a motion and a second to approve all those in favor. Say aye aye. 01:04:13
Motion carries. 01:04:18
OK. On the 3G? 01:04:24
Information, discussion and action to authorize the. 01:04:27
Advertisement of requests for qualifications number 120423. Professional consulting firms specializing in solid waste. 01:04:31
Operations we have Homera with. 01:04:41
Chairman, board members, thank you very much. 01:04:44
Melanie would be here, but she wanted to spend one more day with her mom and so took a vacation day. Today I will present for her. 01:04:48
This board item is all about process improvement. We mentioned we would do something like this at the work session that we 01:04:56
provided on landfills and that is to seek out a third party expert on landfills And we had looked at a model that was used 01:05:03
elsewhere where some, some folks provided this exact service to other landfill operations. 01:05:10
And they and we and we kind of copied the scope of work. It's like a four page scope of work with a lot of detail because we used 01:05:17
the work that somebody else had done. 01:05:22
And we saw the results of that scope of work, and so we'd like to pursue the same thing. 01:05:28
And and this is what this request for qualifications is about. It's for the recycling and landfill management division to seek a 01:05:33
qualified professional consulting firm to provide a high level. 01:05:39
For the Gila County landfill. 01:05:46
And and we're asking the board to approve this RFQ for this purpose, this purpose of to pursue, to put, to put an advertisement 01:05:48
out to look for a qualified candidate that can do this. And there are various firms that can do this. They specialize in this. 01:05:54
They actually have libraries of video training. 01:06:01
That they offer as part of the service that they. 01:06:07
That our folks can get online and look at the training on how to operate the landfill, what are the safety, the operate, the 01:06:10
equipment and things like that. When when we look at the type of firm that we're looking for somebody that can come in and talk 01:06:16
about the safety operation. 01:06:22
About our policies, about the equipment operation, about how best to fill the landfill, how to take advantage of every last square 01:06:28
cubic foot of airspace, all these kinds of things. It's the entire ball of batch of operating a landfill. 01:06:36
And to come back with a recommendation that says this is what we think you can improve. 01:06:44
These are things you ought to be doing. 01:06:49
This is a policy. You ought to change this policy and we would bring this gap analysis or this, this, this, this. 01:06:51
Document. 01:06:59
Response from them back and shared with the board and we'll take advantage of the things that we can take advantage and learn from 01:07:00
them. 01:07:03
And you know of of the many operations that we have, the landfill, we've seen people come and go and Melanie's here, she has 01:07:08
extensive experience in landfill and recycling. 01:07:13
But our supervisors are fairly new. They're less than one year, one year of seniority. One of them has just several months of the 01:07:19
folks that run the landfill, OK. The other one has about years of experience and they're gaining experience. They become a 01:07:26
supervisor of the landfill with Gila County. It's not that we hired them as having that supervisory skill. 01:07:33
So we're training them. 01:07:41
And and I think of the operations that that are in public works, this is a great concept to pursue something like this so that we 01:07:42
can learn from others and move this process improvement a little quicker than we would otherwise. Yes, you could say we could 01:07:50
learn to do these things over time. We just don't have that luxury I don't think. And so we'd like to ask for the board to to to 01:07:57
approve the advertisement for the request for qualifications number 120423. 01:08:04
Professional consulting firms specializing in solid waste operations and and with that. 01:08:12
I'll take any questions please. Thank you. Mayoral Supervisor Humphrey. 01:08:19
I I think this is a good deal, you know, with all the problems that we had in closing the landfill and and things that were costly 01:08:24
to us because they weren't done correctly. And I'm not, you know, blaming anybody, but but education is very important and like 01:08:31
you say, we can learn to do things but we can't learn to do things without a teacher. 01:08:37
And and so you know with us looking at you know what expanding another landfill and and trying to get as much use as we can out of 01:08:44
the one we have. 01:08:49
And even perhaps, you know, get more into recycling and stuff, I think it would be great to. 01:08:54
I think every money well spent in finding someone to help us do our landfills better than they have been done in the past. 01:09:01
Thank you, Mr. Chair. Thank you. And Supervisor Klein. Yeah, thanks for Merrill for for looking into this. 01:09:10
This could provide us a little help with one impatient as well, if they think there's a chance we could get it extended a little 01:09:17
before we have to tie in there and have a new landfill. 01:09:23
We did something like this, yes. This would be for both landfills and the training would take place at both landfills. 01:09:29
And both the landfill that we have here, the sequencing of how we best utilize the existing landfill as well as best utilize the 01:09:36
remaining space at the landfill in Buckhead Mesa, those were items that are in the scope of work for them to provide for us. So 01:09:43
there's a good chance the money we put into this. 01:09:50
Pay for. 01:09:58
Yes, we, we we this corporate work that we saw was targeted something less than $50,000. 01:10:01
And and we're not making a decision ahead of time or anything like that, but we think that the cost will be in that range. And and 01:10:09
I I believe that the benefits would far exceed that cost. Yeah. Thank you, ****. 01:10:14
Yes, thank you, Romero and thank Melanie. I think this is exactly the right direction to go. 01:10:21
And I'd be very interested. 01:10:27
What that looks like, what the cost will be and how we can improve what we're doing. 01:10:31
Make things smarter. Better. With that, I'll entertain a motion, Mr. Chair. I'll make the motion to authorize the advertisement of 01:10:35
Request for qualifications number 120423. Mr. Chair. I'll second that. We have a motion and a second to approve all those in 01:10:41
favor. Say aye. Aye, Aye. 01:10:46
Thank you, Romero. And I want to make a comment. OK, before we go to the next item, I want to praise you and Melanie and the 01:10:53
landfill. 01:10:57
Department this Saturday. 01:11:01
Before Christmas. 01:11:04
I went out to the landfill at Buckhead Mesa. It was drizzly and rainy. 01:11:07
And there was no one, no customers were coming, you know, so I got out there. 01:11:12
When? 01:11:20
The personnel that we're working. 01:11:22
Our employees were. 01:11:25
Raking trash up around the fences and. 01:11:28
The little Hut there and they were cleaning things. 01:11:32
In the rain. 01:11:36
Because they're self motivated. 01:11:39
And I was very impressed by that when they had every excuse in the world. 01:11:41
To just huddle inside and keep warm. 01:11:45
I want to, I want you to share that with Melanie. Thank you very much and I will I'm, I'm very pleased with the with the landfill 01:11:49
staff. 01:11:52
They are trying to do the very best that they can and I'm happy to hear that, that that that shows. 01:11:58
And we'll continue to behave that way. Thank you Romero. Item 3H Information Discussion Action to about Resolution #24-01-02 01:12:04
Accepting the Quitclaim deed for Ike Clark Parkway in Young, AZ, establishing the road as a primitive road, and accepting it into 01:12:11
the Gila County Maintained roadway system as a Primitive Rd. 01:12:19
Thank you. This is about designating this board item is about designating art I Clark Parkway in young AZ. It's a primitive road 01:12:29
and for the county to maintain that road This this road is is approximately 1/4 of a mile and it starts at the Baker Ranch Rd. And 01:12:36
then runs runs all the way up to the floor for service section and and it had a corners across the central National Forest back 01:12:44
into other other parcels and other private property. 01:12:51
But what we're talking about today is that section between Biker Ranch Rd. And for service it's about 1/4 mile. 01:12:59
Quit Claim deed for. 01:13:07
Ike Clark Parkway and for Baker Ranch Rd. were both granted to HeLa County in 19/19/83. At that time Gila County took action to 01:13:11
accept Baker Ranch Rd. into our county maintained Rd. system but took no action on on I Clark Parkway. So today we're here to. 01:13:22
To ask the board to accept I Clark Parkway as a primitive road and and to accept the the quick claim deed as well. 01:13:32
The the Primitive Rd. of course, will allow us to maintain the road several times a year. It does have. 01:13:44
A low traffic count I will say of 34 vehicles per day but it's a road that could have been accepted in the past and and and 01:13:53
there's there's. 01:13:58
Significant need need for the road from the public because it does like I said lead to other parcels beyond this quarter mile. And 01:14:03
so with that I would like to ask for the board to accept the quick claim deep for I Parkway in young AZ and establish the road as 01:14:11
a primitive Rd. so that we can maintain that as part of our county maintain a roadway system. 01:14:18
Thank you, homeroom supervisor, Hump. 01:14:25
Yeah, I just, I just want to bring up the fact that Primitive Rd. is primitive road and it's not going to be maintained once a 01:14:28
week because our Primitive Rd. is is is set. 01:14:34
To maintain them. How often home arrow there? There's no set a couple of times a year. Yeah. OK, that's fine. Yeah, I just, I just 01:14:40
wanted to bring that up because all of a sudden the county takes over a road and we take over a lot of roads in a lot of different 01:14:45
categories. 01:14:50
And I just wanted everybody to know that it's a couple times a year that it will be maintained not once a week. That's all. Thank 01:14:56
you, Supervisor Klein. 01:15:01
I was hoping we're going to pay that next week. Bring it, bring it, bring it to the board. Is it your driveway? No, it's not my 01:15:07
driveway. Bring it to the board. No. But what wasn't in that was that first quarter mile was is pretty low maintenance type Rd. 01:15:14
But it's going into area that's being pretty well developed. A lot of houses are being built in there and properties being sold 01:15:22
and and things like that. So, Homer, thank you for doing that. 01:15:29
OK. With that, I will call for a motion. Mr. Chair, I move to adopt resolution #24-01-O2 as presented. 01:15:38
And I'll second that all those in favor, say aye, aye aye motion carries. Thank you, Romero. Next item is 3 I information 01:15:47
discussion action to adopt resolution #24-01-01 authorizing the abandonment of 1706 square feet of unneeded Pinion Dr. cul-de-sac 01:15:57
in exchange for the acquisition of 2003 square feet of assessors parcel number 30131062. 01:16:08
For a new right of way and authorizing the Chairman signature on the quick claim Deed to Teresa Burkhart and Francis M Ostman. 01:16:18
As successor Co trustees of the Liu Chebowski Living Trust home. 01:16:28
Thank you. 01:16:36
So the owners of 5665 W Pinion Drive in Pine at their lot survey and discovered that A. 01:16:38
And a part of a carport were inadvertently built in a cul-de-sac adjoining the east side of their lot. 01:16:46
At the same time, with the same survey, they discovered that Gila County was encroaching on their property as part of a roadway 01:16:52
system. 01:16:57
An existing Rd. that we have Pena, except that it veered off the road right of way onto their property. 01:17:02
And Exhibit A shows that section the hash line is shows part of the road that we're going to just today and and the and the quick 01:17:10
claim that we're asking from them in exchange for exhibit. 01:17:16
Next one, the next one. 01:17:25
It shouldn't be. What show part of the cul-de-sac that is really not used today. It's not used today and it's not going to be used 01:17:29
in the future. I think You there we go. 01:17:34
Hasn't been used, will not be used. There's no need for that cul-de-sac and we're and and so we're exchanging the encroachment 01:17:40
area of Pinion Rd. for this half quarter circle of the cul-de-sac, which is about the same square footages of a property one for 01:17:47
the other. So that we can continue to maintain Pinion Rd. where it's at without having to do any new construction or anything like 01:17:54
that. 01:18:01
And allowing them to use that. 01:18:08
Order of the circle for their chant and for their carport that you see on this property here. 01:18:12
This is a benefit to Tehela County. It's a benefit to the Cherbowski. 01:18:19
And and there's really no reason not to do this. Like I mentioned, the cul-de-sac is not used. It's not being utilized and will 01:18:26
not be utilized. It's in an area where. 01:18:30
It would. There was no need to have a cul-de-sac and so this benefits everybody without causing any harm to anyone else. And so 01:18:35
with that, I'd like to ask the Board to adopt resolution number 2401, dash 01, authorizing the abandonment of 1706 square feet of 01:18:43
unneeded Pinion Dr. cul-de-sac in exchange for the acquisition of 2003 square feet. 01:18:50
Of Assessor Parcel #301-31O60. 01:18:59
For the new right of way and authorizing the chairman's signature on the quickplay beat of Theresa Perkart and Francis M Ostman, A 01:19:03
successor Co trustees of the Lucha Bowski Living Trust. 01:19:08
Thank you, Supervisor Humphrey. Yeah, I I think it's great that we clear up a lot of these things and it still looks like there's 01:19:14
room for someone to turn around and be into that road if if needed. So no, Thank you very much for cleaning up some of these loose 01:19:20
ends. Appreciate it. Supervisor. Client. Thank you, Homero. Yes, thank you, Homero. Tidy things up with that. I will entertain a 01:19:26
motion. 01:19:32
Mr. Chair, I'll make the motion to adopt resolution number 24/01/01 is presented. 01:19:39
I'll second that. And with those motions, all those in favor say aye. 01:19:46
Motion carries So Item 3J Information Discussion Action to authorize the advertisement or invitation for bids number 113023 to 01:19:52
purchase 13 new General Fund vehicles as outlined in the Solicitation of. 01:20:00
So every year, thank you, Chairman. Every year we look at our vehicle list of vehicles and we ask ourselves, how old are they? How 01:20:10
many miles do they have and how much does it cost to maintain? And we prioritize these lists based on those 3 characteristics. 01:20:17
From the worst to the ones that are the new. 01:20:25
And so at the same time we turn to our County Manager and and and you the Board and we determine what capital monies we have 01:20:29
available to purchase new vehicles and the 13 vehicles that are being presented today. 01:20:37
Are in line with those two items capital budget that was available for this fiscal year. 01:20:46
For vehicles and vehicles that we should be replacing. 01:20:51
So there's 13 vehicles at the bottom that we take and we say these are the oldest and the worst and we're going to move them out 01:20:55
and we bring in new vehicles. 01:21:00
And there. 01:21:04
A common sense way of taking a new vehicle and asking yourself where should this new vehicle go to? Does it go to I'm going to use 01:21:07
the landfill operation, does it go to the landfill operation where a vehicle may just be used on the landfill and it doesn't have 01:21:12
to go to Phoenix every week or every other week? 01:21:18
Or it's only being used in the landfill? Should the landfill get a new vehicle? The answer, I think, is obviously no. 01:21:24
That landfill is OK using a vehicle that's three or four years old, OK. And so we use this, we call it the trickle down method of 01:21:32
taking the newest vehicle and putting it where we think it belongs and then taking the the slightly older vehicles. It can be 01:21:37
something like two or three years where we've been using that with different departments where they don't get and they see they 01:21:43
don't get necessarily a new vehicle. 01:21:48
They get a vehicle that stored three years and we try to put the new vehicles as much as we can into fleet. 01:21:54
And that's what this board item tries to explain. 01:22:00
That we're buying 13 new vehicles and we're going to make the decision where best to put them. Board item actually states where we 01:22:03
think today these 13 vehicles will go. But that the I'm not going to say that the clever didn't come from me. The clever idea that 01:22:09
was put into how we purchased this vehicle. If we're going to go out and request for bids to the open public OK to the open to the 01:22:16
to all the dealers that may want to bid bid on these vehicles. 01:22:22
It's gonna be a public, a public bid. 01:22:29
They may. They can come back and we can pick and choose the cars from different dealers depending on convenience and cost. 01:22:32
OK, we want them now. We don't want. 01:22:41
18 months from now. 01:22:43
We want those vehicles now. 01:22:45
And so we're going to get them from the probably the most, the ones that are lowest cost that are available within a reasonable 01:22:48
amount of time. And based on when we get those vehicles then we will make a final decision as to how we distribute the vehicles. 01:22:55
But in the board item there is a for every vehicle we're showing where where that vehicle goes. 01:23:02
And and we just reserved. 01:23:10
Unless they the common sense approach of making that decision at A at a future point in time in the final decision. 01:23:15
So, so with that, without having to read how we exchange all these vehicles, they're here on the board item. 01:23:25
I would like to ask the board to approve this invitation for BIDS number eleven 3023 for 13 various models of new vehicles and 01:23:33
with that I'll accept any questions. Thank you Supervisor Humphrey. 01:23:40
Yeah, there's two questions. 01:23:47
So the ones that OK, we're going to get 13, that means we're going to be getting rid of about 13 or thereabouts. And so those will 01:23:50
be either trade insurance or auctioned. 01:23:55
Very good question. Thank you. Not only are we getting rid of 13, we're getting rid of, we're getting, we're auctioning 13 + 2 01:24:01
more. 01:24:05
OK. There's folks that you were trying to reduce the fleet size and oftentimes somebody will say if I, if I, if I get a new 01:24:09
vehicle, I'll turn. 01:24:13
And so in this particular case, there's the other 15 vehicles that are going to find their way to the auction block. 01:24:17
OK, good. And and and I I guess another question I had is I noticed that a lot of our trucks are Fords and so with us purchasing 01:24:25
13 new vehicles, you said it's going to go out public, is that the Dodge, Chevys, Chryslers, Fords, what, whatever. 01:24:32
I would prefer to have words today. 01:24:42
OK, ask. 01:24:45
Supervisor Climb. 01:24:50
Tomorrow. Thanks. So when we do these, this, these purchases on this, is this the only purchaser And beyond vehicles are, you 01:24:52
know, fun for this year. 01:24:56
Unless, unless there's a grant right now we've been approached that there's grant money available for this is not general fund for 01:25:03
a couple of vehicles and if they have to spend it by a certain amount of time. And so we may be coming to you next board meeting 01:25:09
or in early February pending approval from the county manager for two vehicles like for probation where they got 90% of the funds 01:25:16
and they're looking for somebody to help them with 10% more to get. 01:25:22
So yes, these are, these are mostly all the general fund vehicles with a few exceptions, OK. In the end you would see those 01:25:29
exceptions and we would have to pass the, the, the, the, the finance part, the budget part as well as the county manager before we 01:25:36
came here. This is mostly for all the general fund vehicles including. 01:25:42
We previously we purchased some sheriff's vehicles. 01:25:50
And and these are or for the rest of the general fund vehicles. Thank you, Homer. 01:25:53
Thank you. Homero is one of these vehicles, the one we discussed. 01:26:01
The animal control vehicle. 01:26:07
No. 01:26:11
That we. 01:26:14
A vehicle and appropriate vehicle for ramp animal control that had low mileage of fairly new or had poor utilization. 01:26:16
And they're gonna get that vehicle. I see. Thank you. Hom. 01:26:24
With that, I will entertain. 01:26:29
Make a comment, sorry, sorry. 01:26:31
With the state they've got, there's a lot of money that has come in through with COVAD related funding. 01:26:35
And some of those cases the funding was so much that their idle money that's sitting available at the state level. We continue to 01:26:42
work with the state through various departments at the state to get funding for vehicles. So and and the question or comment is, 01:26:48
is this it? 01:26:54
I've had conversations in the last month. 01:27:01
Well, we might be able to get this $250,000. 01:27:04
That we can use for vehicles. 01:27:07
Covert Bunny that's sitting there not being. 01:27:10
And if it's not used, it's going to go back to the federal government. So it's kind of, as Homer indicated, that there's some flux 01:27:13
and some flexibility that we're looking at. 01:27:18
But for now this is the funding and continue to work to get additional funds perhaps replace these general fund dollars that we 01:27:23
don't have to spend all general fund dollars for these 13 vehicles, but then we can go ahead and and get these on order and. 01:27:30
And it's been determined. 01:27:38
Mr. Vera and his team that these are the ones that need to be replaced now. 01:27:40
Thank you, Mr. John. Thank you for that clarification. We still everybody good. With that I will call for motion Mr. I move to 01:27:45
authorize the advertisement invitation for bid number 113023 as presented and I'll second that motion and a second to approve 01:27:52
those in favor say aye. 01:27:58
Item 3K Information Discussion Action to authorize. 01:28:05
The advertisement for invitation for bid number 112023, The Walnut Springs Blvd. Culvert replacement. 01:28:10
Chairman Alex Kendrick, a member of our engineering staff, will provide this item for public. OK. Thank you, Alex. 01:28:19
Thank you, Mr. Chairman. Thank you for advisors. Thank you Director Villa. This is a request to advertise an invitation for bid 01:28:27
number 1123023 for Walnut Springs Blvd. It's the Walnut Canyon cover. 01:28:33
Replacement project Currently there's five culverts that got damaged when the last floodwaters came through after a fire came 01:28:41
through, and so this work would be to remove those existing 536 inch culverts and construct. 01:28:48
New 2 year old 10 + 16 concrete blocks culvert. 01:28:57
To match up with what? 01:29:01
A dot has on 80. 01:29:04
188 The Department of Forestry and Fire Management, Diffum is partially funding this project in the amount of $367,805.82. 01:29:07
The remainder would be the responsibility of Gil. 01:29:20
The resource request from diplomas are 33204509. 01:29:23
So with the available of funding from Diffum and then the transportation excise tax revenue, Gila County should be able to fund 01:29:30
this project which will make a substantial impact to the community. 01:29:36
Are there any questions? Thanks, Alex, Supervisor. 01:29:43
No questions, but thank you because I think this has been put off for quite some time to get easements in order to be able to do 01:29:48
this, correct? 01:29:52
And so thank you very much for your persistence in working with these these easements from property owners to benefit the 01:29:57
community. You know, it's just great because there was a lot of things and why it wasn't done and this and that and. 01:30:03
And so thank you very much for your persistence on, on continuing to to benefit the public supervisor Klein. Alex, thank you. I'm 01:30:09
good. Yeah, thank you, Alex. It looks like our cost might be 20,000 or so. 01:30:17
Right in that vicinity approximately. So we're getting a pretty good bang for the buck as of right now. That's what it's looking 01:30:25
like. Yes. OK. Thanks, Alex. With that, I'll call for a motion. Mr. Chair, I'll make the motion to authorize the advertisement of 01:30:30
invitation for bids number 112023 as presented. 01:30:36
I'll second that Mr. Chair 8 motion, and a second to approve those in favor. Say aye, Aye, aye, Aye. 01:30:42
Motion carries item 3L. Thank you, Alex. 01:30:49
Information Discussion Action to approve Intergovernmental Agreement number 100923 with the Pleasant Valley Volunteer Fire 01:30:53
District, which allows. 01:30:58
Pleasant Valley Volunteer Fire District to purchase fuel at the Young County Road Yard Fuel Depot. 01:31:05
Thank you. 01:31:14
This item like the next two items or about IGA's with our communities. 01:31:15
That allow them to purchase fuel from us. In all three cases they have a previous IGA with the county and some path in the past, 01:31:22
whether it's the immediate past or a more distant past. There has been an IGA with with each of these previously, so this one is 01:31:30
with Pleasant Valley Volunteer Fire District and as you can imagine, they benefit from having a source of fuel that's available to 01:31:38
them in during emergencies at all times. 01:31:46
Because we would be working alongside with them in the event of an emergency. 01:31:55
So our facility would be open to them, they would have available, the amount of fuel that would be available to them would be a 01:32:00
sizable quantity. 01:32:04
And it would, it offers a great benefit to them and so we would like to enter into an IGA with them. It would be a five year term 01:32:09
on the IGA that will allow us to purchase fuel from us. 01:32:15
In our cost plus 1818 cents a gallon in addition to that, that's all spelled out in the IGA. 01:32:22
And we recover everything that we spend plus the time, the administrative cost that that we would. 01:32:31
In providing the fuel to. 01:32:37
So with that, I would like to ask for board approval for IGA number 100923 with Pleasant Valley Volunteer Fire District, which 01:32:41
allows the district to purchase fuel from our facility in. 01:32:48
Thank you, Romero Supervisor Humphrey. Yeah, I put a, you know, thought into these because the IGA will, as you say, the ones 01:32:56
coming up as well, it's like, OK, they're buying fuel somewhere now. So what jeopardy are we doing? 01:33:04
To a private business whom is selling fuel and so I kind of battle against, you know, helping the helping the private business 01:33:12
owner, but you know, when it comes down to it. 01:33:19
They have a lot of people to sell fuel to and and and by by coming up with these, the availability to the individuals in a little 01:33:27
bit of cost. 01:33:32
Benefit to. 01:33:39
Overall, I think it's beneficial to these entities to for us to be able to IGA with. So thank you very much for working on this 01:33:40
home now. 01:33:46
Thank you supervisor. 01:33:52
Thank you, Mr. Chair I. 01:33:55
From what I know. 01:33:57
I can tell you there's only one other fuel source in young Arizona. So there's not like there's a competitive deal going on there. 01:33:59
So they if you get it, but also on their pumps. And I'd say that time you remember exactly what I said. But I know that they're 01:34:06
not taking fake cards and some other different cards at those pumps. I'm not sure really what the option is in. 01:34:12
For the fire department or the school as far as fuel but. 01:34:20
Well, I understand that. We've been doing this now for a little while anyway, right? Homer, for the last 2-3 years, four years, 01:34:25
whatever it's been. 01:34:29
Yes, we've been. We've been. They've had an IGA with us previously. Yeah. So thank you for doing this, Homer. 01:34:32
Thank you, Mayor. No questions for me. I'll talk for a motion. 01:34:40
Mr. Chair, I moved to approve Intergovernmental Agreement number 100923 with the Pleasant Valley Volunteer Fire Department as 01:34:46
presented, and I'll second that motion and a second to approve those in favor. Say aye. 01:34:52
Motion carries Item 3 M, the information Discussion action to approve an IGA number 101023 with public with Young Public Unified 01:35:00
School District #5, which allows the district to purchase fuel. 01:35:07
At the young county. 01:35:15
Yard fuel depot. 01:35:17
This particular item is the IGA with Young Public Unified School District #5. 01:35:20
And we have been selling fuel to young school district. A letter is on file that requested an IGA to purchase fuel. However, we 01:35:26
could find a copy of the executed IGA. 01:35:31
So this is a little different than in the first one that I talked about and the next one that I'm going to talk about a little 01:35:37
bit. 01:35:40
And so we would like to make this formal IGA agreement with them active and. 01:35:44
If you if you look at the very last. 01:35:53
Item on your presentation, it's up on the board right now. It showed, it actually shows the fuel that we've sold to these various 01:35:58
organizations in the last year. 01:36:02
From 2022, I'm sorry, it was in the in the year. 01:36:07
19/20/2022. 01:36:13
And you can see that it varies. But Pleasant Valley Fire and the Young School district were buying. 01:36:15
Relatively low amount of fuel and so if you're if you're running the fire truck only in in the young area and and you don't have 01:36:22
that many fires. You could understand that maybe they wouldn't use that much fuel. But again the important portion for the fire 01:36:28
district is in the event of an emergency and you could probably say the same thing for the school district that if there's a 01:36:33
there's a significant snowfall out there and. 01:36:39
And they thought the route for the school, but they haven't plopped the fight over then. 01:36:45
The source of fuel for them would be at at the Gila County facility. 01:36:53
And the school district has used at that time and for that year, a little higher level fuel than than the fire district. 01:36:58
So we would like to put an IGA as a formal agreement with the Young school district, the purchased fuel at the Young County Road 01:37:06
Yard fuel Depot. And with that I'll entertain any questions. Thank you Mayoral Supervisor Humphrey, no comments. Thank you 01:37:12
Supervisor Klein. 01:37:19
Yeah, I don't have anything. I guess the one thing I would say in some of these areas is. 01:37:26
Cost of fuel is really high through some of these pumps. And so there's one way of looking at this if if we're providing diesel 01:37:33
and fuel at a cheaper rate, we're also saving taxpayer dollars. So, so that's the other twist to this story anyway, but thank you 01:37:38
for doing this, Homero. 01:37:44
Thank you, Supervisor Klein. And with that, I will call for. 01:37:51
Mr. Chair, I'll make the motion to approve Intergovernmental Agreement number 101023 with the Young Public Unified School District 01:37:55
#5 as presented. 01:38:01
I'll second that. OK, We have a motion and a second to approve all those in favor. Say aye, Aye. 01:38:09
Motion carries. 01:38:17
Last item home Merrill #3. 01:38:19
Information, discussion, actions Approve an IG. 01:38:23
100823 between Gila County and the Tall Basin Fire District, which allows the district to purchase fuel from Ela County. 01:38:26
Thank you. Before I talk a little bit about the Tanto Base and Fire district IGA, I just like to mention that we recover our full 01:38:34
cost for the fuel with these IGA. 01:38:40
There is a commodity price for fuel that's used in the United States and is published every week on Monday morning. We take that 01:38:47
number and anything that's purchased that week based on that Monday price is what they pay. Plus they pay a delivery fee and their 01:38:54
profit fee, that's a delivery fee which includes all costs for the for the vendor that sells to the fuel and and they they pay the 01:39:01
hearth tax and then on top of that they pay the county administrative cost of $0.18. 01:39:08
So I've often wanted to go to the fuel pumps and see which one is more expensive or not. 01:39:16
But it's probably comparable because I don't think that there's a big cost savings for them to purchase from us. I think what we 01:39:21
really offer is the dependability, reliability and and availability of that fuel at the fuel pump at all times, especially at 01:39:26
times of needs. I think that that's what we bring to the table for these entities. I just wanted to kind of share that thought, 01:39:31
OK. 01:39:37
So it's IGA 100823 with Central Basin Fire District 2 purchases. 01:39:43
Actually we had an IGA with them from the year 2000 and five 2010 and for some reason we didn't renew that IGA, but the fire 01:39:51
district is interested in in again starting up at this agreement with. 01:39:58
With Gila County and they have 16 vehicles, a piece of equipment that you feel at times of emergency. So again it's a great 01:40:08
benefit to them. 01:40:13
And with that, I would like to ask you to approve the IGA 100823 to allow the Council Basin Fire District to purchase fuel from 01:40:18
Gila County. Thank you, Supervisor Humphrey. No questions. Supervisor Klein. Yeah, I'm good. I'm good as well. I'll entertain a 01:40:27
motion here. I move to approve your government agreement number 100823 with the Tunnel Basin Fire District as presented. 01:40:37
And I'll second that motion and a second to approve those in favor. Say aye. Thank you. Thank you. 01:40:47
Item three O Information Discussion Action to approve Amendment #1 to Funding Agreement #203-24 between the Arizona Department of 01:40:54
Housing and Healing County Community Services Department Housing Services to use Low Income Home Energy Assistant Program funding. 01:41:04
And Department of Energy Weatherization Readiness funding. 01:41:14
Fund funding. 01:41:18
Which increases the amount of the contract by $374,487.00 for a total contract amount of 592,969. 01:41:20
Dollars for the period of July 123 through June 30th, 2024 and we have. 01:41:31
Mr. Chairman, Members of the Board as presented, this is significant contract increase to continue to help. 01:41:37
With our weatherization efforts within the county, it's important to note that this will increase our requirement of completed 01:41:45
units to 30, which means we will be helping at least 30 homes and their occupants within Gila County with a contractual of nearly 01:41:52
$600,000 and no match requirement from the county. 01:41:58
Thank you, Kevin. Supervisor, Hump. 01:42:06
Yes, not all of this work needs to be VPI certified. 01:42:09
Or does all of this work need to be PPI certified? I believe this all has to be certified. 01:42:15
With weatherization. 01:42:20
OK. But but some of the funding you get does not require BPI certification, OK? 01:42:22
I said I'd ask you last time, this time, do you have some local contractors signed up for the work that does not need to be VPI 01:42:29
certified? 01:42:33
In the area. 01:42:38
That's OK. Don't, don't, don't worry about it. This, we can talk about it later because if you don't have. 01:42:42
Local contractors to Then I would like to help you get some on the list that can use funding. 01:42:48
Chairman, members of the board. So that funding would arise under a different contract, is that correct? Yes. OK, so we could chat 01:42:55
about that at the. 01:42:58
Federal supervisor. 01:43:07
Thank you. OK. Thank you, Katie. 01:43:10
Supervisor. 01:43:13
Good job, Kelly. Yeah. Thank you, Kaylee. So. 01:43:15
With that, I'll call for a motion. 01:43:21
Mr. Chair, I'll make the motion to approve Amendment #1 to funding Agreement number 203. 01:43:23
Dash 24 with Arizona Department of Housing as presented. 01:43:30
I'll 2nd that I have a motion and a second to approve those in favor. Say aye, aye. 01:43:34
Thank you, Kaylee. And I understand that we just recently combined the community services. 01:43:41
And health department back together again. 01:43:46
That's good. 01:43:49
Item 3P. 01:43:51
Morning. Morning. We're getting to the end here, so it's a good thing. So let me read it First, Information discussion action to 01:43:54
approve contract agreement number 082223 with Iron Mountain Information Management LLC in the amount of $33,000 for Pack. 01:44:03
Prep and destruction services for an estimated 1029 cartoons. 01:44:13
As a small part of the process was not covered under previously approved Arizona State contract Ctr. 01:44:20
633. 01:44:28
70 ready. 01:44:30
Morning again. We've talked about this prior that when we came. 01:44:34
For all the digitizing and we had. 01:44:38
At one time there were certain items that were not actually covered under the state contract and that's what these items are. 01:44:41
Transportation to come pick them up, take. 01:44:48
Destroying them and the 1029 cards is kind of. 01:44:51
Umm, it could seem small. It's about two million pieces of paper that we're getting digitized and put into this. So this 33,000 is 01:44:57
the amount to all of the ARPA money. It was originally out of the original contract. This is just the part that was not covered 01:45:04
under the state contract. 01:45:11
So I'll be more than happy to answer any questions. Thank you, Randy. Supervisor Humphrey, I have no questions or any. 01:45:18
Supervisor Klein. I'm good, Randy. Thanks. Yeah, thank you, Randy. With that, I'll call for motion. Mr. I moved to approve 01:45:25
contract agreement number 082223 with Iron Mountain Information Management LLC is presented and I'll second that motion is a 01:45:31
second to approve those in favor say aye, aye, Motion carries. Thank you. 01:45:38
Item 3 Q Information and discussion Action to review all bids submitted for Request for Proposals number 092723 Consulting 01:45:46
Services Opioid Abatement Award, a contract to the lowest, most responsive, responsible and qualified bidder and authorized the 01:45:54
Chairman's signature on the award contract for the winning bidder. Josh Beck. 01:46:02
For the opioid settlement and put it out to the public to see what kinds of ideas that they would come up with, which would be 01:46:41
different than you know the expertise that we have in the department and things that we would do. 01:46:45
Sadly I didn't get as many bids as I wanted to receive, but the bid that we did receive is a strong bid. 01:46:51
They're selected a good like third of the 27 page list is deliverables that they want to do some things that are in areas that are 01:46:57
outside of our scope of work as a health department. 01:47:02
I'm working on some the map training. The medical assistant treatments where they, you know, combinations of behavioral therapy 01:47:09
and medications help people get through their opioid or those types of crises. 01:47:15
They have kind of a their own type of wrap around service that they wrote into this contract. 01:47:54
That the opioid settlement funding goes for 18 years and. 01:49:02
Looking for him. So my agreement with them, the same as the state said to us is we're looking to make a difference in those 01:49:06
numbers. So that's where we're at. That's what they've brought forward to us. It really is a good package. Mr. O'Driscoll and I 01:49:12
know two of the members of the group that put this together both worked on the opioid and the prevention side with the Arizona 01:49:17
Department of Health Services. 01:49:23
Both really smart people, so we feel pretty good about this. 01:49:29
Thank you, Josh. Supervisor Humphrey, no questions. Supervisor Klein. 01:49:34
Thank you, Josh. 01:49:38
Yes, thank you, Josh. With that, I'll call for a motion. Mr. Chair. I'll make the motion to award a contract to yield Health Group 01:49:40
in the amount of $389,687.96. 01:49:46
For the project period through June 30th 25 to satisfy the deliverable of requests for proposals number 092723. 01:49:52
I'll second that, Mr. Chair. I have a motion and a second to approve. All those in favor. Say aye. Aye. Thank you, Josh. 01:50:02
Next item is item four. It's the consent agenda item. Does anyone? 01:50:10
One of the supervisors request request to take one of those items or more off of the consent agenda. Supervisor Humphrey, I wish 01:50:15
to take none. 01:50:20
Supervisor Quan, I'm good. I have a question the point of process I would like for Jessica if she's the most appropriate to 01:50:25
explain item 4A, as we did have a session on that. Either Jessica or whoever is appropriate to say how we got to this. 01:50:35
Item and got past the problem that we were looking at. Yes, you would need to make the motion to remove that item from the consent 01:50:45
agenda. OK, I'll call for a motion to remove consent agenda. Item 4A from the consent agenda. 01:50:53
I'll make the motion. 01:51:01
OK. And I will second have a motion and a second to approve all those in favor, say aye, aye. OK. So let's address that item 01:51:04
specifically now please, certainly. 01:51:10
So members, supervisors. So I spoke out, spoke to other deputy. 01:51:17
Attorneys from other counties, and they do go through the process without. 01:51:22
Forming a ICA. Now Santa Cruz does have a formal ITA. 01:51:28
They are not being charged the 26 overhead percent. 01:51:33
Not sure why we could dig into that if you choose. However, the other counties are moving forward with the appropriation. Without 01:51:38
that, they are going through the authority of Arash 3-124. This is because the county Agriculture Extension Extension Board, they 01:51:45
were the ones to determine the appropriation. They approved it per that statute. It now comes before the board. You can simply 01:51:52
make the appropriation without forming the IGA. 01:51:59
OK. So you feel comfortable with that now? Yes. OK, thank you. So with that, I'll call for a motion to approve. 01:52:07
What was previously Consent agenda? Item 4A, Mr. Chair. 01:52:13
I'll second. OK. We have a motion in a second to approve that item. All those in favor say aye. 01:52:18
Aye. And with that, then I will call for a motion to approve consent agenda items 4B through 4:00. 01:52:24
Mr. Chair, I make a motion. 01:52:34
Approved consent to agenda items for B through 4M. 01:52:38
And I'll second that. OK. We have a motion and a second to approve all those in favor. Say aye, aye, Aye. 01:52:46
Thank you and. 01:52:52
Item 5 called to the public. Is there anyone present? 01:52:54
Flow today that wishes to address the board. 01:52:58
Is there anyone in Payson that wishes to address the board? 01:53:01
And thank you and Cassandra. 01:53:06
No. OK. So then we'll move on. At this time, we will allow the Board of Supervisors, County Manager to have a brief summary of 01:53:09
current events. So I'll turn it over to Manager Menlo. 01:53:14
As Chairman members of board, thank you for a moment. 01:53:21
I just wanted to make you aware or remind you that as of yesterday, the Board of Advisors in adopting the fiscal year 2324 budget, 01:53:23

To impact employ. 01:53:39
Salary information or the amount that people are paid, It's 1.6% included in each department in each office that was affected 01:53:44
yesterday, so those are going into effect. 01:53:49
Checked with human resources and they are working through that process. Take a look at at the information that's presented. I've 01:53:55
got received no or no information that there's any issues, any challenges, any problems with the implementation of that. So it 01:54:01
fully affect expect that it'll. 01:54:07
Let's see. First full paper is starting on the 1st, so it's about. 01:54:14
1718 that. 01:54:19
Employee. 01:54:22
Their paychecks will be impacted and they should get a raise and it's based on the elected official or department director for 01:54:25
that applicable office or department. 01:54:30
If there's any comments. 01:54:39
We're glad. Be glad to meet with you and discuss separately. 01:54:41
Same will be be true for something for. 01:54:44
