located in Roosevelt. The county does have an internal review process whereby the Treasurer reviews the application and ensures 00:02:32
that the applicant is current on property tax payments. 00:02:37
For all properties owned in Halo County. 00:02:42
The health department and building permitting department both review the application. To date, there have been no issues reported 00:02:44
for the boondocks at Roosevelt. The clerk of the board's office recommends to proceed with the public hearing and I can take any 00:02:48

In front of you, you have the numbers for fiscal year 20 to 22. 00:05:24
For our service, you're going to see two kind of programs that fix route and the dial right numbers. 00:05:32
We make this breakdown on the passenger service revenue revenue per mileage. 00:05:42
In the vehicle hours that we used during the service from our region. 00:05:48
Globe Miami Tri-City Area. 00:05:56
Fixed. 00:05:59
And I alright, are going to be saying she's going to present a differential of the programs. 00:06:01
That you can understand why you can see a big gap in numbers financially. 00:06:08
Hi, my name is Melinda Paisa. I'm the traffic coordinator. 00:06:17
Good morning, Copper Mount Transit runs. 00:06:21
A curb to curb dialerize service and we operate 2 vans for that service. 00:06:24
One van during the day, so we have two that we can swap between. 00:06:31
And it starts at 6:30 in the morning with 15 minutes. 00:06:35
Appointments throughout the day. 00:06:40
They break for lunch for an hour and then they resume in the afternoon and they end at 3:00. So we. 00:06:42
Calculate the. 00:06:48
Revenue Miles of passengers taking them to and from doctor's appointments. 00:06:49
Shopping. 00:06:54
Visiting family. 00:06:55
You know, it's whatever they. 00:06:57
And it's from point A to point. 00:06:59
Sometimes it's just a one way, sometimes it's a round trip and we also calculate the number of passengers that we do that with the 00:07:02
revenue that we collect. 00:07:07
It's a dollar per zone. There's four zones between Miami and Globe. And so if you're. 00:07:12
Living near in the town of Miami and you want to go to Walmart? That's all one zone. So it's a dollar to get over to Walmart and a 00:07:18
dollar back. 00:07:22
If you want to come all the way out here to the courthouse, it's $3. 00:07:26
If you need to go all the way to Hilo Pueblo from Miami, it'd be $4. 00:07:30
Just to give you an idea of how that works, we operate Monday through Friday in our, as I mentioned, the last appointment for 00:07:34
dollar rights at 3:00. 00:07:38

We do have a monthly path that people can purchase so they can get unlimited rides. It works a lot for the people that might live. 00:07:45
And they travel all through. 00:07:54
You know the Bull, Miami. 00:07:56
Also the bus rout. 00:07:59
It's a fixed route and with dev. 00:08:01
Umm, the fixed route. 00:08:05

Between and we have our buses start at 6:30, so one's going to start over there at Alhambra and make their way back to Miami and 00:08:09
go back and forth all day. And then the other bus starts at Miami Senior Center and goes all the way this way and goes back and 00:08:14
forth throughout the day till 6:00 at night. 00:08:19
We have a deviation because there's certain because we have a fixed route. There's no stops, especially like around the Claypool 00:08:26
area. 00:08:29
So a person can call and ask us, hey, can you pick me up at Kaya Dalaman? As long as we can go in and turn around safely, we'll go 00:08:34
ahead and do that. It's a dollar to do that so we can help people. 00:08:40
They may not be able to walk all the way to the senior. 00:08:46
But we can pick them up and take them on to where they need to go or drop them off. Umm. 00:08:49
The fixed route we. 00:08:55
Calculate the miles that we travel the fuel. Same with all right the revenue that we collected $0.50 for. 00:08:57
Seniors, people, persons with disabilities or students, and that's a dollar one way for the general public. So not bad. It's 00:09:05
pretty reasonable I think. And the deviation, as I mentioned, it's a it's a dollar. 00:09:12
And again, we operate Monday through Friday from 6:30 to 6:00 PM. 00:09:19

Yeah, so you have you have you have two buses running during the day doing their regular stops and also dial a ride. 00:09:32
So sometimes you get pretty busy with Dial a Ride and keeping your stops up as well. Yeah, well did that. The van operates with 00:09:41
dialerized by appointment only. So yeah. So that's a separate and it does get really busy a lot of times it can be back-to-back 00:09:48
appointments. Yeah, I would venture, I would imagine. And then last last year when the Globe pool opened, there was quite a 00:09:55
concern over rides from like Miami to the Globe Pool. So Dial a Ride would be able to take care of that rather than a regular 00:10:01
stop. 00:10:08
Or is that something that can be worked out? Maybe down the road? 00:10:15
Well, right now we're in the study to create a Direct Line, a direct service from Miami all the way to Globe. 00:10:20
Not only because the swimming pool, because we have staff, individuals. 00:10:27
Uh, service to their jobs and sometimes going. 00:10:33
From one point, I say. From Miami Bullion. 00:10:36
To any other jurisdiction going in it take more minutes if we create this line this. 00:10:40
Direct service line that's going to help probably individuals from the Tyler County City of clothes that they can use that 00:10:48
reliable service like the. 00:10:52
That's what we try to create in. Furthermore, it says 2022. Our numbers increase about 62%. 00:10:57
On 20/22 the dial ride was 4760. 00:11:05
As today, six months of the service for FY23. 00:11:11
We are already in 2800. We anticipate that we can be in the 8000 on IOI for FY23. 00:11:15
In about 14,000 on the fixed route as today we have 8000. 00:11:22
Are individuals that we surveyed on the fixed route as FY23. 00:11:31
Our numbers back to FY22 on the fixed route was 11,000. 00:11:37
And like I say, we, our service are getting very popular, very it's increasing due to the radio station ads and all the media that 00:11:43
we use like Facebook and our website. 00:11:49
We're promoting very aggressive service because it's very important for the. 00:11:56
Well, Mr. Chair, if I may I I thank you very much because you do a great job and and so a lot of times when you do a great job and 00:12:02
don't tell your story, people don't know. 00:12:07
And so that, you know, that's why I wanted you to come and do the presentation once so the whole board knows what's going on, but 00:12:13
also the people that don't use the transit that understand, you know what a service that you provide for the community. So I, I 00:12:19

They are generating a lot of interest, a lot of activity from those quarterly means, so I wanted to commend Town of Miami. 00:13:06

That is still ongoing. The as you know you as the Board of Supervisors created the IPT. 00:15:44

Have an intercontinental agreements for all seven of. 00:15:54
Cities and towns and county are all in agreement with an IG. 00:15:58

They've been working with a company called AECOM that had got us to this point. 00:16:06
Got a quote from them of what it would take for them to continue to make sure that we continue to get the IGA signed by all 00:16:11
entities. 00:16:15
That quote came back from them at over 100,000. 00:16:20
And I in my mind couldn't justify over $100,000 to get an IGA signed by all the entities. 00:16:24

And working on that. And so as you are now, these grants from the federal government come through a dot. 00:16:46

To continue transportation transit services in Gila County as they are for the next two years. So in the meantime, we will 00:17:27
continue to work with CAG to get the Igas going, but it gives us a little bit of time and the way it's set up with Town of Miami, 00:17:34
Town of Payson that we can ensure that transit will continue. 00:17:41
As it is for the next two years. 00:17:48
It's not on the agenda, so I don't know if we can if. 00:17:52

breakfast get together with with a lot of different real estate people that are patient at the casino. 00:19:55

We're headed to the ECO meeting in in Phoenix and then the CSA legislator. 00:20:16

And the concerns they have are not the same as what he or county has. We don't have those same issue. 00:22:55
And so it was interesting to listen to him as they were trying to figure out ways. 00:23:01
Other people are telling him this is how we need to monitor the usage. 00:23:07
Of the water and there's a lot of arguments on how to do that and the fairness involved in it and so. 00:23:12

In that location. So I understand the state of Arizona is one place but every county. 00:23:22

We make this breakdown on the passenger service revenue revenue per mileage. 00:05:42
In the vehicle hours that we used during the service from our region. 00:05:48

That you can understand why you can see a big gap in numbers financially. 00:06:08

A curb to curb dialerize service and we operate 2 vans for that service. 00:06:24
One van during the day, so we have two that we can swap between. 00:06:31
And it starts at 6:30 in the morning with 15 minutes. 00:06:35
Appointments throughout the day. 00:06:40
They break for lunch for an hour and then they resume in the afternoon and they end at 3:00. So we. 00:06:42
Calculate the. 00:06:48
Revenue Miles of passengers taking them to and from doctor's appointments. 00:06:49
Shopping. 00:06:54
Visiting family. 00:06:55
You know, it's whatever they. 00:06:57
And it's from point A to point. 00:06:59
Sometimes it's just a one way, sometimes it's a round trip and we also calculate the number of passengers that we do that with the 00:07:02

It's a dollar per zone. There's four zones between Miami and Globe. And so if you're. 00:07:12
Living near in the town of Miami and you want to go to Walmart? That's all one zone. So it's a dollar to get over to Walmart and a 00:07:18

If you want to come all the way out here to the courthouse, it's $3. 00:07:26
If you need to go all the way to Hilo Pueblo from Miami, it'd be $4. 00:07:30
Just to give you an idea of how that works, we operate Monday through Friday in our, as I mentioned, the last appointment for 00:07:34

We do have a monthly path that people can purchase so they can get unlimited rides. It works a lot for the people that might live. 00:07:45

We have a deviation because there's certain because we have a fixed route. There's no stops, especially like around the Claypool 00:08:26

So a person can call and ask us, hey, can you pick me up at Kaya Dalaman? As long as we can go in and turn around safely, we'll go 00:08:34
ahead and do that. It's a dollar to do that so we can help people. 00:08:40
They may not be able to walk all the way to the senior. 00:08:46
But we can pick them up and take them on to where they need to go or drop them off. Umm. 00:08:49

Calculate the miles that we travel the fuel. Same with all right the revenue that we collected $0.50 for. 00:08:57
Seniors, people, persons with disabilities or students, and that's a dollar one way for the general public. So not bad. It's 00:09:05

So sometimes you get pretty busy with Dial a Ride and keeping your stops up as well. Yeah, well did that. The van operates with 00:09:41
dialerized by appointment only. So yeah. So that's a separate and it does get really busy a lot of times it can be back-to-back 00:09:48
appointments. Yeah, I would venture, I would imagine. And then last last year when the Globe pool opened, there was quite a 00:09:55
concern over rides from like Miami to the Globe Pool. So Dial a Ride would be able to take care of that rather than a regular 00:10:01
stop. 00:10:08
Or is that something that can be worked out? Maybe down the road? 00:10:15
Well, right now we're in the study to create a Direct Line, a direct service from Miami all the way to Globe. 00:10:20
Not only because the swimming pool, because we have staff, individuals. 00:10:27
Uh, service to their jobs and sometimes going. 00:10:33
From one point, I say. From Miami Bullion. 00:10:36
To any other jurisdiction going in it take more minutes if we create this line this. 00:10:40
Direct service line that's going to help probably individuals from the Tyler County City of clothes that they can use that 00:10:48
reliable service like the. 00:10:52
That's what we try to create in. Furthermore, it says 2022. Our numbers increase about 62%. 00:10:57
On 20/22 the dial ride was 4760. 00:11:05
As today, six months of the service for FY23. 00:11:11
We are already in 2800. We anticipate that we can be in the 8000 on IOI for FY23. 00:11:15
In about 14,000 on the fixed route as today we have 8000. 00:11:22
Are individuals that we surveyed on the fixed route as FY23. 00:11:31
Our numbers back to FY22 on the fixed route was 11,000. 00:11:37
And like I say, we, our service are getting very popular, very it's increasing due to the radio station ads and all the media that 00:11:43
we use like Facebook and our website. 00:11:49
We're promoting very aggressive service because it's very important for the. 00:11:56
Well, Mr. Chair, if I may I I thank you very much because you do a great job and and so a lot of times when you do a great job and 00:12:02
don't tell your story, people don't know. 00:12:07
And so that, you know, that's why I wanted you to come and do the presentation once so the whole board knows what's going on, but 00:12:13
also the people that don't use the transit that understand, you know what a service that you provide for the community. So I, I 00:12:19

Got a quote from them of what it would take for them to continue to make sure that we continue to get the IGA signed by all 00:16:11

And I in my mind couldn't justify over $100,000 to get an IGA signed by all the entities. 00:16:24
