10:00. 00:00:02
First day of spring, It's the. 00:00:06
It is what we call the. 00:00:11
Spring Equinox, right? 00:00:13
All things being equal. 00:00:17
That's what it is, March 19th. 00:00:19
10:00 Let's call this meeting the Board of Supervisors. 00:00:21
Together this morning and I've asked our sheriff to lead us in the Pledge of Allegiance, and I believe Supervisor Humphrey will 00:00:25
lead us in a prayer after that. 00:00:30
I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, 00:00:37
indivisible, with liberty and justice for all. 00:00:44
Our kind of great Heavenly Father, we think before that many, many blessings. 00:00:56
Heavenly Father, we ask for Thee to be with us as we speak, to be understood, and as we hear to understand. 00:01:01
Heavenly Father, we pray for guidance and the decisions that we make. 00:01:09
To help make the counting. 00:01:12
A better place for the people who live here and that passed through. 00:01:14
Heavenly Father, all these things that we. 00:01:20
Are grateful for and Ashley of. We do so in the name of your son and our Savior Jesus Christ. 00:01:23
All right. 00:01:34
Good to see everyone here this morning. Let's get started with. 00:01:37
Item 2A It's presentation of Hill County general fund financial data. 00:01:41
As it compares to the fiscal year 2024 he the county budget and fiscal years 20232221 and 20 year to date performance. Good 00:01:47
morning, Marin. Good morning, Mr. Chair. Good morning, Supervisor Humphrey. Good morning, Supervisor Klein. We're here this 00:01:54
morning with our year to date data through the end of. 00:02:00
Well, it says January and then it references October and November. So clearly we've got a couple couple typos in this, but this 00:02:08
really is the end of January 2024. 00:02:13
And we have a seven month target of 58% of the annual budget. 00:02:19
At the end of January, our general fund revenues were at 49% of that budget. 00:02:26
And we're at 1.8 million more than the same time last year. 00:02:32
The reason we're not at 58% of the annual budget is because of the timing of property taxes which come in, in October and April. 00:02:38
So we'll be looking for the next couple months to be tracking below that seven month target. 00:02:45
The areas that are. 00:02:53
Highlighted in this chart include your salaries and ERS and your operating expenses and then your totals year to date. 00:03:00
And then your revenues are on the far right hand side. 00:03:10
So for your general fund expenditures? 00:03:14
We are seeing that general fund expenditures including encumbrances at January 31st are at 55% of the budget compared to that 58% 00:03:18
year to date target. 00:03:24
And those are. 00:03:31
1,000,008 higher than the prior year and that million eight is composed of. 00:03:33
Salaries and employee related expenses makes up 1.2 million of that, which is about 2/3. 00:03:39
And the other third is due to the timing of when bond issue interest and fees were due. 00:03:45
Over the past three years, so the. 00:03:52
The variance it's where it should be. It just. 00:03:56
Look goofy compared to the prior year and that's 548,000 and we will bring you the next update. 00:03:59
Hopefully a month from now we will have February. 00:04:09
Maybe March information for you. 00:04:13
How can I answer any questions? Thank you Marin Supervisor Humphrey. I have no questions. Thank you for your info. 00:04:15
Thank you. I don't either. Thank you, Mayor. Yeah, I don't have anything great presentation. Thank you. Look forward to. 00:04:22
The next one as well. 00:04:28
So let's move on to item 2, the presentation of updated information for the Board of Supervisors. 00:04:30
February 20. 00:04:37
20th of 2024 agenda item which was regarding the advertisement of a March 29th, 2024 online auction. 00:04:39
To public surplus, to sell surplus or obsolete. 00:04:48
County vehicles. 00:04:52
Thank you, Mr. Chair, when we presented this item in February. 00:04:53
We articulated that there would be $150.00 minimum reserve applicable to the final purchase price of any items. 00:04:57
When we continued working with public surplus, we learned that that caveat was not possible with them. 00:05:06
So their standard is a $50 reserve, which is refundable, not applicable to the final purchase price. We wanted to bring that to 00:05:13
you as a clarification. So each bidder will need to place a $50 reserve. 00:05:21
With public surplus and then after the auction is over, if they have, whether they have purchased anything or not, that $50.00 00:05:28
will be refunded to them and we wanted to make sure we brought this information to you and make sure that it was available to the 00:05:34
general public also. 00:05:39
We also would like to clarify that this information was. 00:05:45
Put in the advertisements that are in the newspaper and online and we had it in time to update that. We just needed to bring it to 00:05:50
you this morning. 00:05:54
OK. But you don't need any action? No, thank you. This is just a presentation. All right. Thank you. Supervisor Humphrey. I, I 00:05:59
have no questions by the client. Yeah. Good. Thank you very much, Marion. Thank you. OK. 00:06:05
Let's move on into our regular agenda, items 3A. 00:06:11
Information, discussion and action. 00:06:15
Or action to ratify the Board of Supervisors Approval for the Sheriff's Office Electronics in middle of the Fiscal year 2025. 00:06:18
Drug, Gang and Violent Crime control grant application to the Arizona Criminal Justice Commission. The amount of $862,147.73. 00:06:27
To renew grant funding that will be used or. 00:06:37
The salaries and benefits of the Sheriff's Office Drug Gang Violent Crimes Task Force. 00:06:41
There were this Travis actually. 00:06:47
Good morning, Mr. Chairman, members of the Board, on behalf of Sheriff Shepard, I'm here to present our application process 00:06:50
through the Arizona Criminal Justice Commission. 00:06:55
For the fiscal year? 00:07:01
25 for the drug gang of Violent Crimes Task Force. 00:07:03
We feel that this is a vital part. 00:07:07
The Sheriff's Office and the law enforcement enforcement actions that we take in Helen County. 00:07:10
Without this type of funding the type of arrest and. 00:07:16
Friends that are committed within our jurisdiction. 00:07:19
Would not be. 00:07:22
We wouldn't be able to do it. We've had an astonishing year in the number of. 00:07:24
Outfit and all the rest and. 00:07:29
Those coincides with exactly what we're saying across the state, the county, as well as the nation and the fentanyl. 00:07:32
Overdoses and deaths that we're seeing. 00:07:39
So on behalf of the Sheriff Shepherd, I'd like to request that the board approve the grant for 862,147 thousand and $0.73. 00:07:42
For the Fiscal Year 25 Drug gang and violent crimes test version. 00:07:54
Thank you, Supervisor Humphrey. 00:07:58
Yeah, I just thank you for all you do. And I only have one question is that I I'm just curious, I understand salaries but benefits 00:08:01
is that for equipment, is that I guess I don't understand what the ERE? 00:08:07
OK. The medical retirement? 00:08:14
OK, OK. 00:08:18
Good enough. I appreciate it. Thank you very much. Yeah. Well, yeah, 'cause it. 00:08:20
Just just checking. 00:08:26
Supervisor Klein. 00:08:29
Travis, thank you for everything you guys do and. 00:08:30
Yells. How many is on your task force now? We had three as of last week and one retired. 00:08:33
So we're down to two, we're back to two. 00:08:40
So with our border issues going on to the South of us, have you guys seen an increase in any of the activities or what do you 00:08:42
think? 00:08:48
And what comes with drugs? Are you violent crimes? 00:08:55
We've had an increase in gains. We have a lot of people coming out of prison. 00:08:58
Who are gang affiliated? And our crimes are just skyrocketing. 00:09:03
We're doing what we can do with the 20. Absolutely. I I just thought, you know I've I've asked you this question for eight years 00:09:08
now and. 00:09:11
You know, and I've always wanted to have us in a position where we could bump your task force. 00:09:15
Up, and I would greatly appreciate that. And so with the citizens I. 00:09:21
Can imagine that you know and and and that's been. 00:09:26
Since a long time ago, but now literally with the with the issues from the border, I was pretty sure that's what was the. 00:09:30
What you were going to say, you know? And so with that, you know, one thing I'll just throw out there is. 00:09:37
Is I will be pushing to try and well let me ask you this first. 00:09:42
Your task force is usually made-up from other agencies around you. Right? Right now it consists of the Sheriff's Office and the 00:09:47
global Police Department. 00:09:50
And what about Game and Fish, DPS and the rest of them? Is it because they just don't have the officers to put out there to help 00:09:55
you or kind of the combination of? 00:09:59
So what we've done? 00:10:04
When we can't bring them into the task force because of the funding is so low, then we work together. We work cases. Just last 00:10:06
week we worked a case with the State Game Task Force. 00:10:12
And we were successful in the operation. This just goes to show the camaraderie and the collaborations that we do. 00:10:19
We're doing with the Payson Police Department, DPS, Globe, Miami, even outside the county. 00:10:27
Thank you, Sir. 00:10:34
Supervisor climb So we're getting ready to present an item to you guys. 00:10:37
Here shortly, it's some border security money. 00:10:41
That's actually being funneled through the Department of Public Safety and to the Sheriff's Office. 00:10:44
So I'm here in the next, either the next meeting or the next one, you guys will have an opportunity to approve that which is going 00:10:50
to bring some additional you put in for physicians. 00:10:57
And vehicles. 00:11:04
So that's going to bring some additional funding that we're hoping that we can streamline towards. 00:11:05
Kind of the canine task force those type of. 00:11:11
Officers to help with this issue so so have some stuff coming. 00:11:16
That would be really cool, Sarah. So this money is going to go towards the Sheriff's Office in general, but. 00:11:22
The sheriff is thinking about funneling some of it towards our task force. 00:11:28
Did the letter to them. We submitted it for 3K9 positions. 00:11:33
And three K9 vehicles is what we put it in for now. What that's going to allow us to do is either create them. 00:11:39
Or going to allow us to pay the ones we currently have and then that will free up some positions to maybe possibly move around and 00:11:49
do some things. 00:11:52
Again, you know, the Sheriff's Office is short staffed overall for law enforcement in our county. And so where those resources go 00:11:58
and who were able to hire and what we're able to do is going to determine how we do that. But just so you know, we're always 00:12:05
actively looking for money because this is such a critical part to our county and this is one thing that is going to come through. 00:12:11
What we're being told is that this money will hopefully continue. 00:12:18
To be appropriated at the state legislature level through the Department of Public Safety. So we're hoping this year has spread 00:12:26
out 500,000, it's about $502,000 and So what we're helping is if that will continue. 00:12:33
Every year that's on top of this AC JC money, so it should give us the ability to do some different things. 00:12:40
Sarah saw while you're here, and Travis if and Travis, you know you're sending it to people. 00:12:48
What kind of additional cost would it take to get other agencies to come in and bump you to like 6 people? 00:12:55
So what we have is, is everybody is of course it's always about the money, right? And so. 00:13:01
When we're able to give funding for a position and the ERE. 00:13:10
That's really what's enticing to people, other agencies, right, Because then there's no cost to them. It's all being paid out of 00:13:16
the. 00:13:20
And. 00:13:24
In order to do that, and I think I. 00:13:26
Travis, this 862 I think. 00:13:29
Includes. 00:13:33
Two outside agency positions plus us, but we have in there and I believe a clerical position. 00:13:35
So I mean you're looking at just to add 2 to the outside? 00:13:43
Agencies, it's quite a bit because it's again their salaries, their retirement. Also it depends on, you know, some of their 00:13:48
retirement can be as high as 56%. 00:13:53
Right, right. So that's what we're looking at right now. But I just wanted to let you know like we're always looking and this is 00:13:58
One Ave. that we found. 00:14:03
The sheriff is obviously dedicated to this, so we could have used that money, you know, anywhere in the agency, but we're really 00:14:09
trying to get the money funneled to this program and for these. 00:14:14
I'm officers so. 00:14:19
So just what for what it's worth, I'd really like to schedule a meeting with you guys and and Mr. Menlov sometime and sit down and 00:14:21
talk more about this because this is just going to get bad and it will already has So and I'll have all the information for you 00:14:27
guys. Like I said, I'll be presenting it here in the next couple meetings. So I'll have it all for you and we can sit down and 00:14:32
really look at the full picture. Thank you. Sarah Travis, thank you for everybody. Thank you. That's working out there. Appreciate 00:14:37
it. 00:14:43
Yes, thank you for that. And Travis can ask you a question real quick. So this 862,000, is that more than last year? 00:14:49
Well, it's it's the amount that we figure with budget through the budget and salary process. 00:14:57
We always ask for the moon and then we end up getting. 00:15:05
You know, so usually we're in the vicinity about 300 and 3300 and 40,000 is what we get awarded. OK. All right. 00:15:10
Thank you. So, Well, if there's nothing else then I'll call for a motion. 00:15:20
Mr. Chair, I move to ratify the Board of Supervisors approval for the Sheriff's Office, electronics and. 00:15:25
Of the physical year 2025. Drug, gang and violence. 00:15:32
And Mr. Chair, I'll second that Second page Crimes and Control Grant Application to the Arizona Criminal Justice. 00:15:36
Commission as presented. I'll second it again. 00:15:46
They have a couple motions and seconds there. All those in favor say aye. 00:15:52
Thank you, Travis. Thank you, Sir. 00:15:56
OK. Thank you, Sheriff. 00:15:59
Item 3B. Information discussion and action to approve the use of. 00:16:03
One Government Procurement Alliance Contract number 2202 EB 18. 00:16:09
With Sentinel technologies incorporated in the amount of $92,368.54 for the purchase of. 00:16:16
85 Meraki Mr. 28 Wireless Access Point. 00:16:24
Appliances with a 10 year license. 00:16:30
Good morning, Chairman Christensen and Board members. I'd like to request the replacement of all of our wireless access points 00:16:34
within the county. This upgrade is essential to managing the security on both of our internal and external wireless networks. 00:16:41
By deploying the new Meraki access points, we can better manage and implement more robust security protocols, aligning ourselves 00:16:47
with enterprise. 00:16:51
Best practices. This is part of our capital request for the year. I can answer any questions you may have. Thank you, Terry. 00:16:56
Supervisor Humphrey. 00:16:59
I have no questions and the only comment is I think security is really important when it comes to. 00:17:04
What's going on in our world today? 00:17:10
So yeah, thank you, Supervisor Klein. So I agree with Supervisor Humphrey. 00:17:12
Carry, but wireless access, access point appliances? That means what? So your wireless access points are your wireless. They're 00:17:18
the devices that are. 00:17:23
In each of the buildings that allows you to connect to the Internet, either internal or external. OK, All right. Thank you for 00:17:29
that. Oh, you're welcome. 00:17:32
Yeah. Thank you, Carrie. I appreciate you keeping us up to date. We need to keep our cybersecurity. 00:17:37
Up to date. So with that, I'll call for a motion. Mr. Chair, I'll make the motion to approve the use of 1 governmental Government 00:17:42
procurement Alliance Contract number 22002. 00:17:48
PV-18 with Sentinel Technologies incorporated as presented. 00:17:54
Mr. Chair, I'll second that. OK, motion. And a second to approve those in favor. Say aye, Aye. 00:18:00
Thank you. 00:18:06
Item 3C. Information Discussion Action to adopt revised policy number. 00:18:08
EOS Dash Fi and 016 Community. 00:18:13
Agency and Economic development funding. Again, Maryland. Good morning, Mr. Chair. Good morning, Supervisor Klein. Good morning, 00:18:17
Supervisor Humphrey. We brought this item to you at our last work session to discuss. 00:18:23
As you're aware, there's been an ongoing audit finding for the past six audit years. 00:18:30
Requesting that we come up with a policy that we follow regarding how economic development funding is awarded and how we document 00:18:38
that we followed up with those agencies to ensure that the funds are being used correctly. 00:18:47
Today's policy. 00:18:58
Takes what our current protocol is and puts it into writing and adopts it for you. 00:19:01
With the attached policy there is a policy and then. 00:19:08
Subsequent to Chairman's signature, there is another document attached in line that provides the process and procedure which 00:19:12
you're all currently following with administrative staff. 00:19:18
If you choose to adopt this policy today, finance will be back on the 16th of April with a year to date report so that we are 00:19:26
providing an ongoing update both to the Board of Supervisors and to the constituency about how much has been expended in economic 00:19:34
development grants, to whom those grants are made, and documenting that we're doing our follow up. 00:19:42
Happy to answer any questions you may have. Thank you Supervisor Humphrey. 00:19:52
I I thank them very much for making this so much more difficult for us and the constituents from what everybody was used to prior. 00:19:57
But I understand how important it is that that we keep up with our audits because of the benefits. 00:20:05
From it. And so I guess the pain is worth it. So thank you very much. I appreciate you keeping us where we need to be. 00:20:13
They will be here in person. I believe it's on May 7th. 00:20:22
If you have additional feedback to share with with them. 00:20:26
Supervisor I would. I thank you. 00:20:32
For for giving me the heads up, I have a time. 00:20:35
And I said they would want my comment. He could have been through the county. 00:20:41
Right. You know, you know, this is just one of the gifts we get for being so far behind on our audits 7 years ago or whatever it 00:20:47
was. But you guys have done an awesome job of getting all that caught up. And if we have to go through these hoops, that's what 00:20:52
we're going to have to go through. Hunt, Jessica. 00:20:57
So I do see in here there is going to be more work that's going to have to be involved from our standpoint. 00:21:04
I'll Grant and Barrett. 00:21:14
Thank you. 00:21:15
I appreciate your help. Is Kathy grinning? Well, she is. She won't be here through it also. 00:21:17
So thank you. 00:21:24
So if I understand your comments, without going line by line on this, you're just putting into writing what we are currently. 00:21:25
Doing our conduct is currently with regard to. 00:21:35
The constituent funds and. 00:21:40
Economic Development Grants. So the attached policy is. 00:21:43
Putting into writing exactly what you just said, putting into writing what our current protocol is. You will, as I mentioned to 00:21:48
Supervisor Humphrey at the auditor's office, will be here in person in May. There is another finding for 2023 because this policy 00:21:53
hadn't been enacted. 00:21:58
Assuming that we enact this policy today. 00:22:05
Then the finding for 2024 will be a reflection of whether or not we've actually. 00:22:09
Followed this to the letter including the monthly reporting and the ongoing updates from the recipient. 00:22:16
OK, great. So, yeah, this is just another thing that we need to have in place to make sure that the Auditor General is. 00:22:23
Happy with the way we conduct our paperwork. 00:22:30
I mean in a nutshell. 00:22:34
Well we gotta be within the statute of law too right now. You know and I understand that you know and what I see is is I think 00:22:36
we're doing my opinion is we're doing a good job now but I see where we're gonna have to we'll have more documentation is what it 00:22:41
how it addresses the public and the. 00:22:47
What's the benefits to the county? Yada yada yada. I just see more work on that side of it. 00:22:53
Probably what we've been doing and also the reporting back from the receiving parties or organizations. 00:22:58
And something we'll have to keep up with. 00:23:05
And that I think it will be a big. 00:23:07
Probably a big training curve on our part, because most of them are. 00:23:10
Aren't doing that. They haven't done that and so I have to be up front and address but. 00:23:14
We'll get there, I guess. 00:23:20
And we'll continue to work with the county attorney's office if there are areas for improvement. 00:23:22
So Marin will this if if we approve this now, does it go? Does it enact immediately? 00:23:28
Yes, it would effectively be. 00:23:34
The entire current fiscal year. 00:23:37
So we go it would it would cover us back to July 1. 00:23:39
I see. Because we've been following this. This just totifies it. I see. Gotcha. OK with that, Mister Jeff. I mean, this is policy 00:23:43
we're setting on ourselves, and so we can change it later if we need to, too. 00:23:50
That made some eyes open. 00:23:58
Yeah, yes. 00:24:00
Cool. I like that part of it. 00:24:04
I have to make sure I double check with Jessica before I can't give you legal advice. 00:24:07
OK. Any other comments? 00:24:13
If not, I'll call for motion. 00:24:15
Mr. Chair, I moved to adopt revised policy number BOSFIN 016. 00:24:18
Mr. Chair, I'll second that. OK, We have a motion and a second to approve all those in favor. Say aye, Aye. 00:24:25
Thank you, Mara. Thank you. We'll be back on April 16th with your report. 00:24:31
OK, OK, Item 3 DI have information, discussion and action or action to repeal. 00:24:36
Resolution #23-09-03 and adopt A resolution #24-03-02 which authorizes the cemental of an application for a Clean Water State 00:24:44
revolving Fund loan from the Water Infrastructure Authority of Arizona's auction speed $250,000 which will be used for the Gila 00:24:51
County Cesspool Capital Improvement project. And we have Kaylee with us. Good morning. Good morning, Mr. Chairman, members of the 00:24:58
Board. 00:25:06
As stated, this is a request to repeal a resolution we brought to you in September. 00:25:14
And replace it with an updated resolution because we are required to designate a funding source to repay the. 00:25:18
The loan, even though it is a 100% forgivable loan, they just needed verbiage in there. So we worked with our county attorney's 00:25:28
office to put that in there. 00:25:31
And then like you said, this is so that we can finally submit. 00:25:36
Hopefully for the last time on this application so we can work on these testicles. Happy to answer any questions. OK. Thank you 00:25:40
Kaylee Proviso Humphrey. 00:25:44
So this this will be funds that will be available for constituents who qualify for failing cesspool to. 00:25:49
Receive perhaps a septic tank and leave system. 00:25:58
Yes. 00:26:02
OK, OK. 00:26:04
Yeah, just just just careful, but but the qualification is the important part of what? 00:26:08
Is going to be. This is going to be funded for. 00:26:15
OK. Thank you very much. 00:26:19
Supervisor Klein. 00:26:21
So I so I get what you're saying about this is. 00:26:26
Is going to be paid back anyway, but. 00:26:32
So we're the, we're the ones that's actually asking for this fund loan, Kaylee. 00:26:37
This is confusing to me. I guess Chairman member supervisors. So to my understanding this is a new program. 00:26:44
And they do not currently have documentation for the actual agreement. This is to submit the application now. 00:26:54
At any point, you guys could repeal this resolution or not move forward with the agreement once we have that documentation. But 00:27:04
for now, we are being advised that this is a 100% forgivable loan. 00:27:11
Now, of course, the county attorney's office is going to review the documents to see what language is in there to see if the 00:27:18
county is going to be on the hook for any sort of amount of these funds. 00:27:23
But again, that's a second process. This is just for the application. 00:27:29
Well, OK. 00:27:34
Thank you, Jessica. Yes. 00:27:38
Thank you Kaylee. Nasty topic. 00:27:42
So. 00:27:46
OK. So we're revising some language with that I will call for a motion. 00:27:48
Mr. Chair, I'll make the motion to repeal Resolution #23-09-03. 00:27:54
And adopt resolution #24-03-02. 00:28:01
Mr. Chair, I'll second that motion and a second to approve all those in favor. Say aye. Aye. Thank you, Kaylee. 00:28:07
Ready. 00:28:14
Item 3. Information discussion or action to approve amendment number one to contract agreement number Ctr. 063953 with Stantec 00:28:18
Consulting Services. 00:28:24
Incorporated to extend the contract for the Monroe St. Improvement Project through August 30th, 2024 in the amount not to exceed 00:28:31
$123,495.51. 00:28:37
Good morning, Alex. 00:28:44
Mr. Chairman, Board, thank you for having me back. As you know at the end of January, the work session, I had Chris Eggers from 00:28:46
Stantec with me here and we presented a few options before you guys on the Monroe St. some opportunities to save a little money 00:28:51
and make the project better. 00:28:56
In essence, getting the best project for Eagle County that we could. You guys gave us plenty of feedback. 00:29:03
The issue that arose from that is the contract expired a few days after we had had that conversation. So this is a. 00:29:08
No cost to the county. So the number given was the originally approved number, but we would like to extend their contract through 00:29:17
August so that we can get all of the ideas put together and brought back before you guys for approval. 00:29:23
So that we have the best product for Gila County. 00:29:30
Hey, thank you Alex. Supervisor Humphrey. 00:29:33
Yeah, it's been like this for a long time, so to me it's worth the delay. 00:29:36
To get the best project that we can. So thank you very much for working with them and us to to get the best project that we can 00:29:40
out of it even if it does extend the the project some so. 00:29:47
I thank you very much for working with that supervisor claim, Alex. Do you think this will be the last extension though? I mean 00:29:53
the end will get done. That is the plan right now. That would be a good plan from my standpoint. 00:30:00
So I mean, I see it and we stretch things out and prices change and things go up and. 00:30:07
So if we can get done with this this go around that would be great. 00:30:14
Thank you. That is what we are pushing for. Yes, right on. 00:30:18
Think Alex, with that, I'll call for motion. 00:30:21
Mr. Move to approve to approve amendment number one to contract agreement number CCR 0615953 with Santex Consulting Services 00:30:25
Incorporated as presented. And Mr. Chair, I'll second that. OK Motion to approve and I second all those in favor say aye, aye, 00:30:31
aye. 00:30:38
Thank you, Alex. Thank you. 00:30:46
The next item is 3F Information Discussion Action to Approve Amendment number One to Service Agreement Number 011124, Installation 00:30:48
of Animal Control Box C-111. 00:30:54
With Heart Straw Manufacturing LLC to extend the term of the contract from February 16th, 24 to June 30th, 2024 with a not to 00:31:00
exceed the amount of $51,229. 00:31:07
Now JC. 00:31:16
Good morning, Chairman, members of the morning back in February 6th, 2024, the Board approved contract 011124 for the installation 00:31:17
of the animal control box onto our animal. The new truck that we are getting from the time it took the purchase order to be 00:31:25
executed and sent to the company, there's just not enough time to finish the project. So we're asking the Board to amend the 00:31:34
service agreement and to extend it for an additional two months so they would be plenty of time to finish the project. 00:31:42
And I'll entertain any questions. Thank you. Supervisor Humphrey. I have no questions Mr. 00:31:50
OK, Supervisor Klein. 00:31:56
Casey, is this the original amount? We started with 51,000, OK? 00:31:59
Yeah. OK. Cool. I'm, I'm kind of like with what I told Alex, we need to get it done. Yeah. And I I I think I on the e-mail, I 00:32:04
think it's going to be, it's going to take about 3 to 4 weeks to get it complete. So I think the the end of the additional two 00:32:11
months would would make for sure to spend a time Good deal. Thank you. Yes, thank you. And with that I will call for a motion. 00:32:19
Mr. Chair, I'll make the motion to approve amendment number one to service, Agreement number 011124 is presented. 00:32:27
Mr. Chair, I'll second that. We have a motion in a second to approve those in favor. Say aye. 00:32:35
Thank you. 00:32:41
And item 3G. Information Discussion Action to approve the Use of State Arizona Contract Agreement number Ctr. 061839 with Skyline 00:32:42
Builders and Restoration in the amount of $1,877,186.16. 00:32:53
For the Payson Courthouse Remodel project. 00:33:04
Joseph Good Morning Chairman Board of Supervisors at the Board of Supervisors work session that took place on January 30th, 2024 00:33:06
with Facilities and Land Management Department. 00:33:11
Presented a review of the patient Courthouse remodel project. 00:33:17
Project aims to address several challenges. 00:33:20
While modernizing the 40 plus year. 00:33:23
Infrastructure. 00:33:26
The 13,848 square foot facility. 00:33:29
Which has two floors. 00:33:33
The primary objective of the remodel are to optimize the courts first floor operational space. 00:33:34
Establish a security checkpoint. 00:33:40
And ensure life and safety infrastructure such as fire monitoring system, fire suppression system and the compliance with the 00:33:42
American with Disabilities Act 88. 00:33:47
As part of the renovation project, we will also upgrade the facilities, paving, roofing, HVAC, electrical and mechanical to meet 00:33:52
the standard requirements. 00:33:56
After reviewing the patient courthouse remodel project and have evaluated the objectives and the goals of the renovation. 00:34:01
Project is aimed at addressing several challenges while modernizing the 40 plus year infrastructure of the courthouse. The primary 00:34:08
goals. 00:34:11
Of the renovation are to optimize operational space again and to establish life and safety infrastructure. 00:34:15
The Religion Land Management recommends proceeding with the renovation project. Proposed remodel is classified as a Level 3 00:34:21
alteration according to International Building Code. Therefore, the project must install fire suppression and monitoring system 00:34:26
based on the facility square footage. 00:34:30
And occupancy load. 00:34:35
Upgrades to the facilities, paving, roofing, a track, electrical and mechanical systems are necessary to meet the standard 00:34:38
requirements and improve the safety and functionality of the building. 00:34:42
Establishing a fire suppression monitoring system, security checkpoint and compliance with ADA regulations. 00:34:47
We're sure a safer and more accessible environment. 00:34:52
For all visitors and employees improving the operational space. 00:34:55
Will help streamline court proceedings and enhance the overall efficiency of the courts courthouse. 00:35:00
The renovation project has been planned and budgeted and we expect to obtain the primary funding. 00:35:06
From ARPA. Additionally, we will receive support for the project in the form of $120,000 from Judge Wright Superior Court 00:35:11
Administrative Fund. 00:35:15
With that, I'd be happy to take any questions. Joseph Supervisor Humphrey. 00:35:22
Well, I'm glad to see the funds are available. I just, you know, I mean we put a lot of thought and interest in everything in 00:35:28
building this and now we're spending a ton of money remodeling it and so. 00:35:33
I'm glad that the funding is there and that. 00:35:38
It's going to go forward. I just. I just hope that we're. 00:35:42
We're pretty much finished with remodels on the newest building to Gila County and that's my only comments. Thank you. Thank you. 00:35:45
Supervisor. Client. So James, this ARPA money is the last of the ARPA money, right? I mean we're we're obligated spent however you 00:35:54
want to put it. 00:35:58
Mr. Chairman Work and this treasure. 00:36:03
Fine, We're pretty darn close. 00:36:05
OK. Yeah. 00:36:08
So their their original 10 and a half million dollars of. 00:36:09
Right. We still have a little bit laughter, I believe so, yes. 00:36:13
OK. 00:36:18
Good morning, Chairman, Mr. Borg. 00:36:23
With this project, minus this project away from the original 10.5, we're down to about $400,000. 00:36:25
With the remaining ARPA funding, so Mr. Mendel is absolutely correct. We're we're right there. So Michael with that thought this 00:36:33
24 was the year we had to have a spin or obligated, right. So I mean this is the year we have to have it balanced out. We had to 00:36:39
have it spent completely by December 20. 00:36:45
25 Oh, OK sort of. 00:36:51
Planned out before December 2024. 00:36:54
OK. We're right on target for that. 00:36:58
The reason I ask is because like with any project, it's something that's just a little off and this 1.8. 00:37:01
Doesn't seem to do it. We still have a little bit of money floating out there to make something up if we had to. 00:37:07
Right. 00:37:13
Mr. Chairman, this is a job order type contract and so if there are any overages, it's up to the contractor there. By approving 00:37:15
this today that is locked in and there will not be any overages. Scope has been established by Joseph and his team. 00:37:23
And so that 400,000 can go also? 00:37:31
Good. That's even better. Thank you, Joseph. Thanks, Michael. 00:37:34
Mr. Chairman. 00:37:38
Yes Sir can also find out that this this is not an improvement to or model of the PCM building. This is the. 00:37:39
Older courthouse. 00:37:46
That is being removed. 00:37:47
So the new building reconstructed. 00:37:49
We're not touching that. 00:37:52
This is all on that older building, the two-story courthouse that said and. 00:37:54
Right, Joseph, is that about 50 year old building? 00:38:00
I had 40 cluster 40 plus right? Yeah. 00:38:04
So it's I think it's fantastic that we have the money to spend American rescue plan. 00:38:08
Money that we don't have to match or anything. So this is really a one time opportunity to get it done and do it right. Yes, Sir. 00:38:17
OK, so. 00:38:22
We're locked into this figure and it's not on topic, but I presume there's been plans made for the last. 00:38:28
400,000 of ARPA money we need to commit to before the end of the year. 00:38:35
You guys talking about that? 00:38:41
Yes, Sir. Roy's looking. Yeah, we don't want to have any money in the pocket. 00:38:44
Right, OK. 00:38:49
OK, with. 00:38:51
I'll call for. 00:38:53
Mr. Chair, I move to approve the use of the State of Arizona Contract Agreement number Ctr. 061839 with Skyline Builders and 00:38:54
Restoration Incorporated as presented. Mr. Chair, I'll second that. OK. A motion to approve and seconded those in favor. Say aye, 00:39:01
aye, aye. 00:39:08
Thank you, Joseph. Thank you. Yeah. 00:39:15
Do we know how long that project is going to take Joseph just to? 00:39:18
After just off the cuff there, we have to have it done by the. 00:39:22
And a 25, right? 00:39:28
Chairman, Board of Supervisors. Good news, We're going to fall well within that timeline. 00:39:30
With us being able to move forward, we're anticipating anywhere from a four to six month project. 00:39:34
That being said, boys looking to expedite. 00:39:40
And I'm sorry, I'm just keep asking questions, but it's uh. 00:39:43
I do know there's contractors that would like to bid on. 00:39:48
Say the sprinkler system, I presume that this company that we're hiring. 00:39:51
Be putting out kids and things like that to their advantage as well as ours to go local. 00:39:56
Great. Thank you, Joseph. Thank you. 00:40:04
OK, our last item 3H in category #3 information discussion, action to approve Economic development Agreement number 03132024 00:40:07
between the county and the RIM country Chamber of Commerce in the amount of $2500, which the board is determined to be for the 00:40:14
benefit of the public. James. 00:40:20
Mr. Chairman, Members, the Board, The RIM Country Chamber of Commerce. 00:40:28
They used to have a monthly luncheon. They changed their format a little bit and they're doing quarterly events. 00:40:32
Quarterly events I attended the last one. 00:40:38
There was quite a few people there. 00:40:42
But they like to have this at no cost to those that come and participate in it. 00:40:44
Their proposed. 00:40:50
Event for April is regarding tourism and economic development in that region of the county. 00:40:52
And have asked and this is actually a part will be a partnership with the kind of Payson. 00:41:00
Cost to put on the event is about $5000 Town of Payson has agreed to. 00:41:06
Support the event by 2500 dollars. 00:41:11
And we were asking that the. 00:41:14
Request has come to either county and requesting divorce approved $2500 support this event. 00:41:17
That is currently scheduled for April 20. 00:41:23
Regarding tourism and economic development and. 00:41:26
Northern Heath accounting. 00:41:30
I this will come from constituent funds. 00:41:31
I believe District One and District 3 have agreed to. 00:41:35
Split the cost for this. 00:41:39
OK. Thank you, James. Any questions, Supervisor Humphrey? 00:41:41
No questions, Supervisor Klein. 00:41:45
James, That's still being held on Tuesdays, right? 00:41:48
The chamber luncheon up there. 00:41:52
April 26th. 00:41:55
Let me tell me what day you think that is. 00:41:57
I think it's a Thursday. 00:42:00
OK. Or Friday? 00:42:01
It's later in the week, it's not on Tuesday, so they've changed their days then. 00:42:03
That is a Friday, Friday. 00:42:08
And and will that be their normal chamber luncheons? 00:42:10
They're not holding the monthly chamber luncheons right anymore. They've converted to the orderly quarterly. 00:42:13
Events where this is a 5 hour. 00:42:20
5-6 hour event starting at 9:10 in the morning. Go until two or three in the afternoon. 00:42:24
We used to attend those on Tuesdays after our board meetings were pulled up there and they were really good, real informative. And 00:42:29
a lot of people, yeah, and that's the same. A lot of people attend good events. They're well programmed, well thought out, very 00:42:35
protective in the the presentations and discussions and. 00:42:41
And the instructors that are there for that and so very effective and worthwhile event. 00:42:47
Thank you. Yes, thanks James. And with that I'll call for motion, Mr. Chair, I'll make the motion to approve economic development. 00:42:54
Agreement number 03132024. 00:43:02
Between Gila County and around country Chamber of Commerce in the amount of $2500, which the board has determined to be for the 00:43:07
benefit of the public. 00:43:11
Mr. Chair, I'll second motion to approve and 2nd of In Favor Say aye, Aye, Aye, aye. Thank you. Item number four is our consent 00:43:16
agenda action item. 00:43:22
Would Supervisor Humphrey, Is there any of the consent agenda items that you would like to remove from the? 00:43:29
No answer to gender. OK. Supervisor Klein I I'm good as well. So am I. Nice. So I'll call for a motion on the consent agenda items 00:43:37
A through F. 00:43:42
Mr. I move to approve consent agenda items for A through or F, and I will second that motion to approve. And second, all those in 00:43:48
favor say aye, aye. 00:43:54
OK. We have come to the call to the public, but we're, hey, we're doing good on time. I've got quite a number here and I think we 00:44:02
do have some in payment as well. 00:44:07
So. 00:44:14
Cassandra, is there anyone on the Internet that? 00:44:16
Not yet, OK. 00:44:20
All right. So he called to the public is something that we offer at the end of the meetings to address the Board of Supervisors on 00:44:22
any issue within the jurisdiction of the Board of Supervisors. 00:44:27
The Board members may not discuss items that are not specifically identified on the agenda, so therefore, pursuant of Arizona 00:44:33
Statute 38, Dash 431.01 H at the conclusion of an open call to the public. 00:44:40
By those who've been addressed, addressed, the board may ask staff to review a matter or may ask what a matter. 00:44:49
That a matter be put on a future agenda or future discussion? 00:44:56
At a future date and also respond to any criticism so. 00:45:01
Long as everyone understands that, we've got quite a few today. 00:45:07
And we're going to limit your comments to 3 minutes, please. 00:45:10
And so our first speaker is Adam Baugh. 00:45:16
And I remember an e-mail from him and he would like to discuss the short term. 00:45:21
Rental ordinance. 00:45:27
Kind of surprises. Thanks for your time. I typically have a lawyer, landing attorney. I represent developers across the state. 00:45:30
This is unusual for me to actually be here on my own accord. 00:45:34
Different when you're trying to protect your own property rights versus trying to build a neighborhood subdivision, but it's 00:45:39
important to me and that's why I'm here. 00:45:42
I represent a group of 250 people. I wouldn't say represent, but I lead them and that's in the finest job area. 00:45:46
And as a result I represent. 00:45:52
Developers throughout the state. 00:45:54
In the implementation, the craft and the draft, and of zoning ordinances. 00:45:56
So with special attention, I've looked at yours. 00:46:00
And it surprises me that in order to be adopted without. 00:46:03
Really soliciting impact from various stakeholders who it most directly impacts. 00:46:07
We don't have time to discuss all things. I want to be respectful. If you mentioned giving me, so I'll just point out to four 00:46:12
things that I think would be helpful. I know we have a meeting in the future that I'll love to elaborate more than further, #1. 00:46:17
I think the ordinance is vague and ambiguous in some spots. It contradicts itself in other places. 00:46:23
And is in direct violation of the state statute that gives that you the authority to act. 00:46:29
The four areas is first. The state statute says that you can only adopt and enforce SGR ordinances to the extent that it is 00:46:33
applicable in the same manner as other property classified under sections 4212003, which refer to single family homes. 00:46:40
So in your ordinance, you limit them to guest count. You provide mandatory, require mandatory pest control, impose hours for 00:46:47
curbside trash. 00:46:50
Institute background checks, display a floor plan, create additional maintenance obligations and prohibit public street parking, 00:46:55
which is all valid and lawful provided that you require the same thing with other single family residence homes. 00:47:00
I don't believe you apply that uniformly. So for that reason I believe you'll find that your ordinance. 00:47:06
Has some. 00:47:12
Deficiencies as relates to state law, secondly. 00:47:14
Your ordinance. 00:47:17
Has a one hour reporting appointment. 00:47:19
But unfortunately, the way the state statute is written, it says in a timely manner over the phone or by e-mail. 00:47:22
Your ordinance takes a step further and replies it. 00:47:27
I say one hour response time in person. 00:47:30
I think the kind of language should be reflective of the state statute, at least to maintain conformity and compliance. 00:47:33
#3 00:47:39
The kind definition of an emergency event. I feel as vague and ambiguous and the concern I have. As it's currently written, any 00:47:41
complaints, even without cause, can require someone to show. 00:47:46
And that's showing up then results in potential fine and three of those. 00:47:51
Results in a revocation of your organs. 00:47:55
Worries me is the abuse of that process. 00:47:59
With an unverified complaint. I have a neighbor. 00:48:02
In my first three months of ownership, threatened to shoot my wife because she's using a leaf blower. 00:48:05
On a Saturday at 2:00 PM. 00:48:10
That person is aware that all he needs to do is file fake complaints. 00:48:11
That are unverified that result in police showing up or County Sheriff. 00:48:14
And that's all it takes. It's a problem and I feel like. 00:48:18
Without you having a proper noise on it in your adopting your county code, you won't even be able to administer it properly 00:48:22
because you can't measure it. 00:48:26
The fourth point and I'll wrap it up briefly with this. 00:48:31
Is in your notice section of your new ordinance. 00:48:34
It says notice can be simply left on the door. And as remote owners, notice left in the door might satisfy your ordinance, but we 00:48:37
would never know about it and so if you can at least require that it gets mailed to the property. 00:48:43
Of residents as well as the address on File account accessor. 00:48:50
We can actually get the proper notice and help you out. 00:48:53
You've been gracious to 3 minutes. I know I've run over, but we do have suggested language. We do have a draft ready. 00:48:55
And I'd love to share it with you prior to your work session in April. When I meet in person, I'll present that with Yet we're not 00:49:01
opposed to regulation. We just want to be fair and proper. 00:49:05
OK. Thank you, Mr. Bob. Yeah, please present that information if it's not already in. 00:49:10
Your e-mail. 00:49:15
OK, please do. 00:49:16
Next we have. 00:49:18
Is it gettler? 00:49:20
OK, Mr. Gettler is. 00:49:22
From Pine. He also wants to speak. 00:49:25
About the STR ordinance. 00:49:27
Hello, Supervisors Humphrey and Klein and Chairman Christensen. I wanted to address the STR ordinance. 00:49:34
My name is Tim Gutler. I'm a resident of Pine, a registered voter in Gila County, as well as an STR owner. 00:49:44
While I agree that there is need to be an ordinance, this ordinance goes too far. 00:49:54
I follow Facebook groups and Hein and went back and read the minutes from previous sessions back in October I believe. I know that 00:49:58
there are people that do not like STRS. 00:50:04
In fact, I purchased our home in 2020 that was built in 1977 and had not been updated since. We spent over $50,000 in updates and 00:50:10
plan to spend an additional 50 to $70,000 to update the siding and windows. 00:50:18
As an STR owner it is. 00:50:28
In our best interest to maintain the property have pest services. 00:50:30
And such our home backs up against Strawberry Mountain out of the six homes that are within the site. 00:50:37
That are within sight of our home. Three of them are very accepting of our property, two of them can care less and one of them 00:50:44
actually has a sign in their yard saying that no Airbnb is welcome. 00:50:51
I saw and responded to the survey that was made available. I was very disappointed and clearly the author of the survey has an 00:50:59
agenda and does not like SCRS. My question is. 00:51:05
Is has there been an economic study? 00:51:12
Of impact for STR's? 00:51:15
For the economy of pine and strawberry, the current, the current form of the ordinance goes too far and is too vague in speech. 00:51:18
It will create closures of the stairs, which may be what is planned, which may be is what the planning and zoning wants. But as I 00:51:28
said, the amount of money that I have spent improving our home and maintaining our home goes back into the community of pine 00:51:34
Strawberry and I insurance to pay some. 00:51:40
Our house guests spend their money in the in the restaurants and antique shops and other businesses or restaurants alone need 00:51:48
tourism to stay in business. 00:51:53
If there are not STRS, there would not be enough places for the visitors to stay. 00:51:59
This ordinance also gives. 00:52:06
Anti SDR residents, all the power to create problems for owners by calling the Sheriff's Office, making complaints and I'm sure 00:52:08
the sheriff has a lot better things to do that this would be a non-emergency item that Payson is 30 minutes away. If that's where 00:52:16
they're located, it's where they may not even show up for up to an hour and by that time the problem may not even exist. 00:52:23
And probably never did exist as. 00:52:31
From my neighbor not wanting any S chairs they would go out of their way to. 00:52:35
Create habit for me and. 00:52:42
'Cause expenses. 00:52:44
So we hope that you. 00:52:46
Take another look and and. 00:52:49
And do it right through the ordinance. It's justice, right? 00:52:52
Thank you. Thank you, Mr. Geller. Thank you for coming today. Next we have Cindy Hudson. 00:52:56
Also wishes to speak on the same topic. 00:53:01
Nonprofit organizations and charities in Pine strawberry as well. 00:53:05
Exactly. I can briefly just just the topic of the charities in Pine, but before that I'm hoping that your supervisor will help me 00:53:09
clarify something I just saw happen here. 00:53:15
You just approved $2500 for the economic development with the. 00:53:23
RIM country chairman or RIM country? 00:53:31
I should just Chamber of Commerce, thank you from country Chamber of Commerce, which the board has determined to be for the 00:53:35
benefit of the public. 00:53:39
Yet with this short term ordinance that this county is promoting. 00:53:43
You are quashing the short term rental industry, the economic impact study done in 2021. 00:53:48
Determined that the economic output for Gila County alone from short term rentals is $84,355. 00:53:56
Oh, and 84,300. 00:54:04
I'm not good with them 84,000. 00:54:07
OK, so. 00:54:10
You want to flash this industry to lose 84,000 in income, but yet we're debating over $2500 to Simone to promote tourism in room 00:54:11
country. 00:54:16
Sorry, I know I that was another subject but. 00:54:23
Hopefully you can clarify that. 00:54:27
At least in your mind. 00:54:29
What I wanted to talk today about actually I spoke last meeting about the impact this ordinance will have on businesses in Pine, 00:54:31
will have on the Arizona trail hikers. We are a gateway community. It will affect them. 00:54:36
I want to talk today about the effect this ordinance will have on the charities and the nonprofit organizations in Pine. 00:54:43
We're a tiny town. 00:54:50
We have over 12 nonprofits established that support our town and what supports those nonprofits is our festivals and our special 00:54:52
events. 00:54:56
All summer long we have the muggy and monster. We have the Pine Trail Run. 00:55:01
We have fire in the room bike race. We have every weekend a holiday arts and crafts festival in time. 00:55:05
Proceeds to those events go to our charities. In our nonprofits, they support wildfire prevention. 00:55:12
Forest management. They support local trail maintenance. They support our Senior Center. 00:55:18
They support her Meals on Wheels. They support our sick and needy programs. 00:55:24
It's a part of children's programs. 00:55:30
So they contribute to the town of Pine. 00:55:32
This ordinance. 00:55:34
Will will cost short term rentals. 00:55:36
Short term rentals are required for participants and vendors. 00:55:38
For these events to happen. 00:55:42
And they've got to have a place to stay. We all know there's not a lot of housing options in the rural areas, especially pine and 00:55:44
strawberry. 00:55:47
So if you take away options for housing, you take away these events. 00:55:51
To take away these events, you take away contributions to our nonprofits. 00:55:55
All I'm trying to say is, let's look at the big picture. 00:56:00
This, this ordinance does affect the entire town. It does affect businesses. It does affect charities. 00:56:04
It does affect tourism, which is a major component of our wind country economy. 00:56:10
So again, back to my original question. 00:56:16
I had. I actually made it in 3 minutes this time. 00:56:19
You know, we're we're having to approve spending. 00:56:24
$2500 when you're losing an $85,000 a year industry. 00:56:26
For a Tony. 00:56:31
Thank you very much for the opportunity to speak. 00:56:34
Thank you, Cindy. 00:56:37
I'll call them the supervisors later if they feel they need to respond to any criticism, but next we have Cindy Condit wishes to 00:56:39
speak on the same topic. Trash and pest control? Wildlife. Things like that. She has some photos she'd like to share. 00:56:46
With us to so that. 00:56:54
We know what she's Speaking of. 00:56:58
Wow, Thank you. 00:57:02
Thank you. 00:57:06
OK, we'll start your 3 minutes now. 00:57:11
My husband and I are full time residents up in Strawberry. 00:57:13
We have two properties in strawberry that we Airbnb. 00:57:18
I want to address the sections of the regulations concerning the trash cans and the regular pest control. 00:57:24
To keep the premises free of insects, rodents and other nauseous pets. 00:57:32
I want to talk about the fines to be levied on this. 00:57:38
Owner of the short term rentals. 00:57:42
If a guest feeds the out. 00:57:45
The way the ordinance is written. 00:57:49
It's going to fall on the homeowner. 00:57:52
To be fined if the guests get caught feeding the Yelp. 00:57:55
We love living in strawberry. 00:58:00
We have beautiful mountain views. 00:58:02
You'll see the photos I've. 00:58:05
They are within 1 1/2 miles of my home. 00:58:08
We can't fully enjoy these views because our property. 00:58:12
Is directly adjacent. 00:58:16
To the residents of the owner. 00:58:19
Of the Pine Ice and Chevron gas station, AKA Uncle Tom's. 00:58:21
You'll see in the photos I've given you that this residential property. 00:58:27
Has been turned into a storage facility. 00:58:31
Used by pine knife to store its unused equipment, such as semis, tiny ice trailers of enlarged trucks and piles of rusting junk. 00:58:34
We can't sit on our patio to enjoy our view. 00:58:45
The top photo is of a trash can. You got the outflow. 00:58:52
As a small amount compared to what we see every day. 00:58:56
Your new world demands that STR's must not place containers out before 6:00 PM and must be removed within 12 hours. 00:59:01
Will you apply this rule to the people who live in Gila County full time? 00:59:11
What about the part time residence? 00:59:16
Well, they have to schedule their visits around trash pickups. 00:59:18
Carry it back to the valley with them. 00:59:22
Will they be fined for not sticking around? 00:59:25
And it not being removed within 12 hours. 00:59:29
I'm also taking photos. 00:59:32
Of the stores within that same 1 1/2 miles. 00:59:35
They are maintained. 00:59:40
It's easy to see where the insects, rodents and other nauseous patch might come from. 00:59:42
We do our part to make it clear that feeding the wildlife is prohibited. 00:59:49
We post feeding the elk can result in serious injuries. 00:59:54
Along with a hefty. 00:59:58
We, however, can no more guarantee that our guests will obey our rules. 01:00:00
In Hila County can guarantee the people. 01:00:05
It's just as unfair to find the STR owners for the actions of their guests as it is to find the county supervisors for speeding 01:00:11
drivers. 01:00:16
Please if you're going to have this ordinance, all home businesses should have to face the same rules regulations. 01:00:22
Fees and fines the local residents should be required. 01:00:32
To the same standards when it comes to noise, trash and maintaining their properties. 01:00:36
Thank you for your presentation. 01:00:42
Next we have on the same topic we have Kevin. 01:00:46
Is it? 01:00:51
Course site. You are very brave. 01:00:52
Very good. 01:00:59
On the same topic. 01:01:00
Thank you. Good morning, Chairman, Members of the Board, I appreciate your time. I I do appreciate your efforts to ensure that 01:01:02
STR's. 01:01:06
Are in alignment with residential drug uses. I think that's important so. 01:01:09
I applaud your efforts a little bit of back story, personal note. 01:01:14
My wife works in the public schools. I'm a diaper. We've long had a dream of having a place in the mountains. Three years ago we 01:01:17
found a property in Pine fortunate enough to pick that property up and started down this course. We just recently got our building 01:01:22
permits. Pretty exciting time for us. 01:01:27
Unfortunately, we've we've also. 01:01:32
Banked on SDR funds to allow us to achieve our goals and ultimately want to move to fine live up there full time and and my worry 01:01:36
is the negative impact this ordinance will have in our dream. 01:01:41
So I appreciate your time this morning. 01:01:46
The ordinance mission states to protect public health, safety and welfare. 01:01:48
Goes on to see all their items. I know other folks have have touched on many aspects of this ordinance. We find a challenge. Just 01:01:52
wanna talk about section 3.3, the one hour requirement of of. 01:01:58
Call for emergency for the owner to arrive at the property. On its face, this doesn't seem all that feasible even. 01:02:05
Long term, if we're living on the property and we haven't done this appointment down in Payson, we get a call to get out of the 01:02:11
chair, make it all the way back there within an hour can be a challenge. 01:02:15
So that that's certainly one aspect of it. I also question the effectiveness of the owner or representative on site should an 01:02:20
emergency be occurring. 01:02:24
The presence of the public safety personnel which is called out the ordinance. 01:02:30
Is hands down the best person to handle that situation? They're professional, they're trained, they're the most effective to 01:02:34
manage that situation. 01:02:37
Adding more people and certainly a potential owner or representative of. 01:02:42
Can actually escalate the situation, create a challenge. So I just questioned the effectiveness of that on its face. Also the duty 01:02:46
of enforcement is that the public safety personnel that's required to start the stopwatch and. 01:02:53
And wait for an hour to see if anyone shows up which would initiate that $250 fine. 01:03:01
Probably not the highest and besties of their time. 01:03:06
Ordinance also goes down to say if nobody shows up at all, it's an additional $500 fine. 01:03:09
How long should that person wait with their stopwatch to see if anyone shows up so? 01:03:13
Again, I'm just not quite sure what the mechanism there I don't want to come up with with just challenges. I do think there's a 01:03:18
solution here. 01:03:21
As an owner, I have more of an interest in the property in any emergency that might occur there than probably most. 01:03:25
If somebody gets injured, a God forbid worse. 01:03:31
I absolutely want to know about it. I think that that the section 3.3 could be rewritten effectively to say. 01:03:34
If there is a call for service. 01:03:40
Absolutely identify the owner. 01:03:42
Eliminate the one hour requirement. Eliminate the fines. 01:03:45
Trust me, every STR owner is going to want to get up there and remedy that solution. Excuse me, remedy that problem. 01:03:47
As quickly as possible, we have a very vested interest. 01:03:53
So thank you for your time. I appreciate that and. 01:03:56
Look forward to our work session later on. Thank you for that and I'd like to thank everybody that's driven here today. 01:03:59
To do that and I'm trying to keep track of everyone's concerns and we're doing that and lastly here. 01:04:08
With my blue paper is Vince Hudson of Pine. 01:04:15
To also speak on short term rentals. 01:04:18
Morning, Mr. Christensen and Supervisor, hopefully. 01:04:25
Fine. As we read through these issues that you guys were throwing at us, one of them. 01:04:28
Faces me. I'm in the real estate world and I know it very well. I've been doing it since the 70s. 01:04:36
If we think that we're going to stop these short term rentals. 01:04:42
And it's going to keep the economy of that area. 01:04:46
Going were wrong because these folks are buying these short term rentals. 01:04:49
And using them for that so they have a place to go the weekends they want to go up. 01:04:54
Not everybody. 01:05:00
Got the luxury to afford a property in the mountains? 01:05:01
To live part time. 01:05:05
And they use this system. 01:05:08
Of the short term rentals. 01:05:11
To help justify their cost. At the end of the day, I don't know if any of you three guys own short term rounds. 01:05:13
And it doesn't matter. 01:05:19
But the bottom line? 01:05:21
We can't punish people that are making investments to try to better themselves, their family give themselves a place to go. 01:05:24
To get out of the heat in the summer or vice versa. 01:05:34
And and for this is what really bothered me the most. 01:05:39
That all three of you men setting up there. 01:05:43
Voted this in. 01:05:45
When I came to meetings. 01:05:47
Here to talk about it, but yet we cut them short. We cut it short. We don't have time to talk about it. And then you do this 01:05:49
behind our backs and some of our friends backs that we live next door to. 01:05:55
This is totally unacceptable of U3. 01:06:03
And you guys work for us. We don't work for you. 01:06:07
So please, please when we have this meet this. 01:06:11
Organ organized. 01:06:17
Meeting to try to solve these problems. Please listen to the folks that are out there. I'm not saying all these Airbnbs are right, 01:06:19
because they're not. 01:06:23
And it's like any other business. 01:06:28
You got people that take care of their business and you don't. 01:06:30
Do I believe that people that aren't need to be? 01:06:34
I don't know if the words penalize or have their. 01:06:38
License to practice these Airbnbs taken away or put onto some type of a. 01:06:41
For no better word, let's say beyond. 01:06:49
On a system to where, if they happen continuously, your license. 01:06:55
Are going to get pulled. 01:06:59
But to throw this in our face And if your grandmother? 01:07:01
Came to see you for the weekend and you didn't have a place for her to stay and you wanted her to stay down the street at an 01:07:05
Airbnb and they said. 01:07:09
Nope, sorry. We got to do a background check on him. 01:07:13
How would you feel, Mr. Humphrey? 01:07:18
Mr. Klein, how would you feel? 01:07:21
I wish I could answer that. Vince, you can. No, I can't. Why can't you? Not yet. 01:07:23
We're here for you to talk. 01:07:30
Let's let's all be upfront and honest with each other. I know you guys think I'm a bad guy because I push everything. 01:07:33
But you know what? 01:07:41
Everything I got seen and I work for. 01:07:43
And we struggle to get where we're at. 01:07:45
We're not going to take this layer down. 01:07:47
Thank you. 01:07:50
Pleasant hunter. Anything at this juncture? 01:07:52
Excuse me, I'll I'll wait for the work session. 01:07:58
I do have lots of comments. I do feel as if I have the right to defend myself and probably should today, but I'm gonna hold my 01:08:02
comments. 01:08:06
Until the work session. 01:08:11
Supervisor Klein. 01:08:13
Thank you. Now's my turn, Vince. 01:08:15
So let me just start straight up off the bat. 01:08:18
You're looking at three guys who have nothing against short terminals. 01:08:23
We are all in favor of short term rentals. 01:08:27
Our problem has been from the very giggle the people that don't operate on. As Vincent had pointed out, they don't operate operate 01:08:30
them correctly. 01:08:35
You're a nuisance to the neighborhood. They cause big problems in neighborhoods and that's the that's the complaints that that 01:08:41
came to us and started this off. 01:08:46
The other thing I'm gonna I'm gonna tell you guys, like I told all the people in Pleasant Valley where I live, 'cause they said 01:08:54
the same thing. Well, you're throwing this out there. We had no idea what was going on. We've been talking about this for months. 01:09:00
This has been on agendas for a long time and people don't pay attention to agendas. 01:09:08
And when they came up it was voted in and if you'll go back and listen to the meetings, you will see for sure what I have to say 01:09:14
about it. 01:09:18
I think the fact that we have pushed for a work session to bring this up and revisit it. 01:09:22
Is in itself enough to point out to you folks, we're not trying to cram anything down your throat and make you go out of business. 01:09:29
As you would say, we're trying to make an ordinance that will fit everyone. 01:09:34
But yet we keep getting that thrown in our face that we're trying to put everybody out of business. You guys are wrong when you 01:09:41
say that. 01:09:43
Straight up wrong. And if it if it was, if we were for doing that, we would have passed that ordinance and never gave anybody a 01:09:47
second chance to come back and readdress it. 01:09:52
But we did, because we feel like there's ways we can make this fit. 01:09:57
To where we're not hammering the good people. 01:10:02
But we're making the other ones total line and run a correct business. 01:10:05
So we've heard this time and time and time again to the point I wish there was a way we didn't have to discuss short term rentals 01:10:10
again until that work session. 01:10:15
It's the same old thing. 01:10:21
I have my points of view on it as far as businesses and towns and what the impacts are. 01:10:23
And I will tell you another impact when Cindy talks about housing in areas, the reason there's not enough housing is because 01:10:28
they've all been turned into short term rentals. 01:10:33
That is a fact in Gila County. There isn't enough long term rentals in Gila County, especially in the Payson area, to provide 01:10:39
housing for the law enforcement people, the nurses and so forth. 01:10:45
There's not. The Forest Service, for example, had to go into Indian Gardens and set up camps for their seasonal workers to live at 01:10:53
all summer long because they couldn't find. 01:10:58
Places to rent through the summer. 01:11:03
So when anybody talks about housing. 01:11:06
And I'm not criticizing eBay for doing short term rentals because that's the number one investment today. 01:11:10
For making money. 01:11:16
And so forth. 01:11:17
But I will tell you, don't throw that out there in front of Maine and tell me that there. You know that that's the problem or not 01:11:19
the problem, whatever it was. But. 01:11:22
Because everything today is short term rentals, not long term. 01:11:27
And so there's a whole lot about this that I for one, I'm not speaking on these two. 01:11:31
But I've had a chance to talk to a lot of people. I've read tons and tons of emails. That's been to us. 01:11:36
And I get it. 01:11:43
I understand your concerns. I honestly think there's a way we can make this better and make it fit everyone. 01:11:45
But that's why we went for this work session April 30th. 01:11:51
And that's what's going to happen. We're going to go through it. We're going to talk about it. 01:11:56
I know you're a lawyer. We have our lawyers sitting here. We address everything. 01:12:00
Or it's going to be out there? 01:12:05
But straight up, when you say that we're blinding, sighting you or something. 01:12:08
Irritate me because the fact is you didn't pay attention to agendas for a long time. See this coming. 01:12:13
And I'll visit with you later, Vince. I'd love to sit down with a cup of coffee and visit with. 01:12:19
And so I've gotten that that same complaint a bunch if I just wanted that out there. But number one, first and foremost, I for 01:12:24
1:00 AM not against short term rentals. 01:12:29
I just want them to fit and work. 01:12:35
Thank you, Mr. Chair. 01:12:38
Thank you, Supervisor Klein, and I will say that I mirror everything you said. 01:12:40
So, umm. 01:12:47
We have from the very beginning said that we probably will have to make adjustments to this ordinance. 01:12:50
And we have that work session. 01:12:57
April 30th. Now if you want to keep coming to our meetings. 01:12:59
And presenting these arguments, thinking that you're going to gain headway. 01:13:04
I'll assure you that all you're going to do is probably irritate us, so. 01:13:10
You're welcome to do it. 01:13:14
It's your right. 01:13:16
But April 30th is the day. 01:13:20
Supervisor Humphrey. 01:13:22
Yeah, I just want to say one thing. I wasn't going to make any comments. 01:13:24
But I understand that the short term rentals, I understand that you know, people want to see these beautiful places. 01:13:28
But at the same time, Sedona is having to pass an ordinance. 01:13:36
Where you have to prove that you have a job, but you can stay in your car in a park. 01:13:40
Because Sedona has been filled with short term rentals. 01:13:46
Which have raised the property values so high. 01:13:50
That the people that are cleaning these Airbnbs and their yards and working at the restaurants have no place to live. They have to 01:13:54
live in their cars and and Sedona has had to pass an ordinance so that they can so they are homeless. 01:14:02
Because of the beautiful views in Sedona so. 01:14:11
I'm not against Airbnb's, but I don't want to have to pass an ordinance for the people that work or the Airbnb. 01:14:15
In Pine and Strawberry. 01:14:25
To be able to live in their cars because nobody wants to be out of business. 01:14:27
For the people that want to see those beautiful views. 01:14:34
Because at the same time, if somebody wanted to build a motel in Pine and Strawberry, you people would be against that. 01:14:37
But so OK. 01:14:47
There's maybe a lot of untruths going on, but at the same time we have to find a happy medium. And is everybody going to be happy? 01:14:50
No, I don't think so. But we have to find a happy medium because that's one ordinance that I'm not going to work on to have 01:14:56
workers with a job live in cars because there's no place. 01:15:02
Mr. Chair, I'm finished. OK, thank you. So is there anyone else here locally in Globe that wishes to speak call to the public? 01:15:11
No. 01:15:19
Lisa, do we have people in Payson? 01:15:22
At the TCM that wish to speak. 01:15:26
Call to the public. 01:15:29
Yes, Sir, I have two. 01:15:31
OK. 01:15:34
And I have been attending your meeting. 01:15:42
Could you please once again state your name please? 01:15:47
OK. 01:15:52
And as church and rental owners, we are all in favor of your health, welfare, and safety of our neighborhoods. Our guests deserve 01:15:55
this also. 01:16:00
In our neighborhood of 174, approximately 22 of those are short term rentals, that's 12%. 01:16:05
You already have lives for your trash and your feeding of animals. 01:16:14
They're just not getting enforced. 01:16:17
Enforce it universally. 01:16:19
Septic concerns only for short term rentals. 01:16:22
Been an owner or a long term rental can have as many people as they want in the home their septic can overrun. 01:16:25
And there's people are there 24/7, not occasionally. 01:16:33
Those homes are full. 01:16:37
A better choice. How about if we have a septic issue? Come up, shut us down until it's repaired. If an owner has a septic issue, 01:16:40
come up, tell him he has to move it out until he corrects it. 01:16:46
Of a long term rental has a septic issue. 01:16:52
Shut them down. 01:16:55
I have. I love the no on street. 01:16:58
Our streets are narrow. No one should be parking in our streets. 01:17:02
But you're only going to make short term rent. 01:17:06
And there's no no parking sign. 01:17:08
How are you going to regulate that? 01:17:10
Test control. 01:17:13
Is it? Does it have to be professional? How often do we have to do it? You don't state? 01:17:15
But is it a health issue only at my home and not at my neighbors? 01:17:22
Or is he going to have to do pest control also? 01:17:27
Trust me if a short term rental has a bug. 01:17:31
That renter is going to notify Airbnb. 01:17:34
And VRBO and we're going to have to have it taken care of and within 24 hours. 01:17:37
Sex offenders? 01:17:44
Has this ever been reported at a short term rental in Hilo County? 01:17:46
There are landlord lives that say you cannot. 01:17:52
Discriminate against the sex offender from a registry. 01:17:56
We cannot deny housing to them. 01:18:01
Of interest in our neighborhood. 01:18:05
We have an owner to the registered sex offender. 01:18:07
We had a recent long term rendered. They've been there like 10 years. 01:18:11
He was a registered sex offender. 01:18:15
He just got arrested for watching child *****. 01:18:17
And the whole one of the homes that my husband and I bought and refurbished. 01:18:22
It was being used as a sex offender home. 01:18:26
Not anymore. It's a short term rental. 01:18:30
These are only the ones that I'm aware of. 01:18:35
If you check the government, you just check the US government .3% of the population in the United States. 01:18:38
Are registered sex offenders. 01:18:48
How does your law protect my renter? 01:18:51
From a sex offender. 01:18:55
And are you opening up us up to a lawsuit because we're a land, we're a homeowner? 01:18:57
We're a renter and it's against the law for a landlord. 01:19:04
Do not allow. 01:19:09
You only care about the 12% in your safety. 01:19:15
The other 88% in my neighborhood you don't care about. 01:19:19
They can have you all your unsafe things. 01:19:23
But my 12, the 12% is church and Reno can't. 01:19:27
Vera, your times up. Thank you for your comments. 01:19:31
Lisa. 01:19:37
Yes, I have Leia Lee. I'm sorry, Lee. 01:19:42
Your name? 01:19:48
Good morning, Mr. Chairman and Board. Appreciate you letting us have a moment. Our names are Jean Pendergrass. We are owners of 01:19:52
the Rusty Pine Cone in Elkies in Pine. 01:19:59
And we just want to say that we are concerned for our business, the Airbnb and the visitors are a big percentage of our. 01:20:06
Clientele. So I'd say 3 to 5%. 01:20:17
Of our business is local. 01:20:21
So if we get real stringent on the short term rental. 01:20:24
And I think this is gonna. 01:20:28
Scare a lot of them away. 01:20:32
And we may have some issues with the businesses. So I wanted that to be looked at and fair rules I think that. 01:20:34
If you put into place all these background checks and so forth that the places that are already there, the motels, hotels, long 01:20:44
even long term rental if they should be required, even more so for long term rentals. 01:20:51
If they have a sex offender move in, they should be checking that as well. So just want to make sure you look at the fairness to 01:20:58
everyone and not to squash. Our community has really been thriving and we want to keep it that way. 01:21:06
So I appreciate your time. 01:21:15
Workshop. Is that how long is that workshop going to take place? 01:21:18
On April 30th, is that going to be a long time? So like 4 hour event? 01:21:23
I would hope not, Jean. 01:21:29
Well, I could bring some lemonade for everybody, really. OK. 01:21:32
So my intention gene is to. 01:21:37
Not have repetitive comments. 01:21:42
So today the call to the public is there's a lot of comments that are repetitive. So during the work session I would like to. 01:21:45
Limit the comments to new comments for each person, not just the same ones over and over. 01:21:54
We have, we actually have two things happening on April 30th. It may be a very long day. 01:22:02
Are you going to be making decisions on that day or just taking everyone? It's it's a work session, so there will not be any. 01:22:09
There will not be any action items. 01:22:18
OK. Thanks for your time guys. Thank you. Thank you. Anyone else, Lisa? 01:22:23
No Sir, OK. 01:22:27
Cassandra, I'll call you again. Anyone any comments? No. OK, All right, then I will call, then I will. 01:22:30
Go to the next item, item number six. 01:22:38
Well, actually before I do that, I'll call on the supervisors again if they have any other additional comments. Supervisor 01:22:43
Humphrey. 01:22:46
I'm good. Thank you. 01:22:50
OK. Item number six is the time where we can share the Board of Supervisor County Manager brief summary of current events. So 01:22:52
let's go with James Menlov right now. 01:22:57
Mr. Chairman, members of the board, one thing I wanted to bring attention to with our finance department, kind of mentioned a 01:23:03
little bit earlier, but with. 01:23:07
Instructor Belling that she was having that last week. 01:23:12
For this week, contributing with the auditors to closeout. 01:23:17
Last week, Marin met with the auditor from the Arizona auditor general's office. 01:23:21
To closeout our fiscal year 23 audit. So here it is before the end of March completely and absolutely everything on time. 01:23:26
I want to recognize Marin and the finance team for that significant accomplishment. 01:23:35
That she has with the policies that are implemented and all that. 01:23:40
Has made such great strides over the years. 01:23:45
And I am appreciative to Miss Belling and all of her team for that tremendous. 01:23:49
Accomplishment. 01:23:54
Just wanted to point out that today is a voting day. 01:23:57
Eric Mariska is visually. 01:24:00
Administering the election for Heela County and the Presidential preference election that is being held today. 01:24:02
I do want to point out that we do have our small. 01:24:10
Meeting tomorrow evening. 01:24:14
And I look forward to that. 01:24:16
I also wanted to point out that on Friday, I believe we're taking a trip to Young. 01:24:19
We have been awarded $3,000,000 in state money for a Community Center facility to provide services to veterans and at the Pleasant 01:24:24
Valley Veterans Retreat. 01:24:29
And also, just in the last week or so, the federal government did approve certain bills. 01:24:36
That are part of the budget. 01:24:42
For this current fiscal year. 01:24:44
And within that budget is a appropriation or grant of 333,000 that will be used to provide a. 01:24:46
88 Compliant House to service. 01:24:54
At the Pleasant Valley Veterans receipt. So really good news at PVDR. 01:24:57
And the money that has been available to the county for grants and look forward to. 01:25:03
Walking the site and determining general locations of where those buildings and facilities will be constructed. 01:25:09
Thank you, Mr. Chairman. 01:25:16
Thank you James Supervisor Humphrey. 01:25:18
I I. 01:25:22
A tunnel basin meeting on the 6th. 01:25:22
Held the Roosevelt Community meeting on the 11th. 01:25:26
I was on KQS radio on the 11th as well at 5:30. 01:25:30
And then last night I attended the Tri-City sanitation. 01:25:36
District. 01:25:40
And that's about it. 01:25:42
Thank you, Supervisor Klein. 01:25:45
OK, so here the well just a while back on the 13th we attended the Discover Heela County. 01:25:50
Workshop and everything with them. 01:25:58
With the folks involved, there is, they're impatient at the library. Really, really good meeting. 01:26:01
All the folks that's been a part of that and whatnot. The town was there, we were there, State parks was there. 01:26:06
And so forth. But it was really good. Listen to a lot of different ideas. They're revamping the site. 01:26:13
Look a little bit different, but they've got some really good ideas going there. 01:26:20
After that, we attended the Whispering Pines community meeting on the 14th regarding a proposed cell tower. 01:26:27
Whispering Pines is totally against this cell tower. 01:26:35
And they don't want it. 01:26:39
They're they're adamantly fighting against it. 01:26:40
I don't know where that will end up going or what will end up happening there. Umm. 01:26:45
But it's been something sitting there, watching and listening to the folks. 01:26:50
Whether I agree with it or I don't agree with it, I agree with what the people want. 01:26:55
In that case, and. 01:26:59
And unfortunately, there may be some different situations on how we can vote for cell towers. 01:27:02
As politically. 01:27:09
Correct as I can put it. 01:27:10
And so we're still working on or I'm still working on that and so anyway. 01:27:12
Not only that tower, but it looks like there's four or five more going to be proposed a little shortly. 01:27:18
And some people wanted in their community, some don't. 01:27:22
And we'll just have to see. 01:27:27
The other day I met. Just yesterday, I met with San Carlos on. 01:27:29
To discuss some maintenance issues on the reservation for roads. 01:27:32
And so we're going over to some proposals with them to work and see if we can come to an agreement to. 01:27:37
To get some. 01:27:44
Some Rd. maintenance going again out there on that and that was with the Department of Transportation, a council member. 01:27:45
And the attorney out there, so. 01:27:52
This Saturday I've got a town hall meeting in Young. 01:27:57
That I'll be at. Kathy will be there with me, I think. Oh Merrill's coming up to it. 01:28:00
And whatnot. It ought to be interesting. 01:28:06
We'll see what. 01:28:09
I'm sure short term rentals would be a topic of discussion. 01:28:10
For a short while anyway. So which is good? 01:28:14
Wednesday we're headed to the ECO meeting in small counties. I'm on the Eastern County Organization Board. 01:28:18
Here, just your day. There's a supervisor in Greeley County, Richard Lund and he's retiring. He's stepping down and he is 01:28:25
currently on a on a national board, Western Interregion Board, which is the western counties. 01:28:32
And so I was contacted. He contacted me and asked me if I would run for that position. 01:28:40
To fill that position behind you. 01:28:44
And so I'm going to be looking at that real hard and probably, well, not probably I will try to. 01:28:47
Picked up position when he vacates. 01:28:53
And that'll all start Wednesday. But I want to back up and say was as I had, a real honor. 01:28:56
To be invited to the State of the Union address. 01:29:01
And some people I've heard all different. 01:29:06
Points on that, you know, why did you want to go listen to President Biden And on and on and on. 01:29:10
It wasn't so much as listening to anybody as much as it was to be there and be a part of that process. 01:29:15
Eli Crane, Congressman Crane is the one that invited me to come out there and and be a part of that. You only get there by 01:29:22
invitations. 01:29:27
That's it. You don't. You can't just walk in the door and sit there and listen to it. 01:29:31
It was a really good experience for me and I would say that if anybody ever at any time gets the opportunity or the invite, please 01:29:36
take it because regardless who the president is, it's well worth being there and being a part of it. 01:29:43
And and seeing the process as they go through and everything else. Umm. 01:29:50
I'll tell you, one of the key parts of that for me was when I'm sitting there in the gallery. 01:29:56
Galleries just about full and in walks Gabby Giffords. 01:30:01
And her aid. 01:30:05
I don't know. Some of you may not remember Gabby, but she was a congressman at Tucson that got shot. 01:30:07
And she came walking in and I was able to introduce myself and visit with her. While she was saying that, she sat right next to 01:30:13
me. 01:30:16
Right there. So that was really cool. If nothing else, that was that was that was good. 01:30:20
The other other gentleman that I was able to meet before going into the gallery and getting set up to. 01:30:26
To listen to the president was. 01:30:33
A guy from Billings, Mont, Montana. 01:30:35
And knowing that everybody that walks through those doors is there because of an invite, I asked him. 01:30:38
I said what? What got you invited to this, this deal? 01:30:44
He said, Well, you remember the spy balloons? 01:30:48
I said, yeah, I do. 01:30:52
He said I was the first one to take pictures and and write articles on the spy balloons. 01:30:54
Am I really Well, OK, that's cool. But I said you came all. They invited you to come all the way down here to to. 01:30:59
For that, and that's a long ways from Billings, Mt to DC. 01:31:07
He said. Well, no, not really. I've been in meetings all day with CIA and FBI and I was like, dude, are you gonna make it home? 01:31:11
So there's some really cool points to all of that, but I would say that overall, I was really honored to be asked to attend and it 01:31:18
was really, really cool to be there. 01:31:23
And while we were there, we also spoke to. 01:31:28
Congressman Crane and Senator Kelly on the veteran retreat, the conveyance of that and how that bill is going. 01:31:32
The bills have been through the processes, they're just waiting to be attached to whatever they're gonna attach them to, probably 01:31:39
other land bills and they'll be sent through and hopefully. 01:31:44
Signed by the president. So we're really hoping that that that gets accomplished before October. 01:31:50
Unfortunately, if it doesn't, we'll be starting all over again with the bills and and this is the second go around on those bills, 01:31:56
but that will convey that property to the county. 01:32:00
Which right now we're working under special use permit, so. 01:32:06
Also, I missed on one thing too last night. 01:32:12
I want to back up again. I was in the. 01:32:16
Hayden down there, town council meeting. It's been a while since I've been able to get down there and talk to those folks and. 01:32:19
But I was, I was able to go down there and give them updates and and talk to them about different things that's going on in the 01:32:26
county. Really good bunch of people down there. It's always a pleasure to go down there and meet with them and visit with them so. 01:32:31
Mr. Chair, I think that is all I have. Thank you so much. Busy. You've been busy, yeah. 01:32:37
As we all have. And so I was also at that Discover Gila County meeting. 01:32:45
Tremendous. 01:32:50
Really a tremendous thing that we support there. If you say Richard Blunt might be, is he going to continue being a supervisor? 01:32:52
No, he's not going to run this year. He's a great guy. He is. 01:32:58
Bad to hear, but anyway, I hope I wish you well and it's the WIR. Yeah, OK. 01:33:05
And I also. 01:33:11
Recently was on KRIM Radio and KMLG Radio. 01:33:14
Attended the Veterans Coffee time, which is in Payson. 01:33:20
The veterans get together every Tuesday, so if I'm not here on a Tuesday, I try to be there. 01:33:24
Over 100 people. 01:33:31
100 veterans there, it's a really a great success. 01:33:33
Great group of people. 01:33:37
Also the. 01:33:40
Veteran group the. 01:33:42
VFW or whoever they are the 147 they had a. 01:33:46
Saint Patrick's Day dinner on Saturday night and at that very well attended full house. 01:33:50
Fundraiser Really. 01:33:57
Now, tomorrow, since we have our small caucus dinner tomorrow, what time is that, by the way? 01:33:59
5:30 I'm going to be attending that, but I have set up a couple meetings prior to that, one with David Cook, one with David 01:34:05
Marshall. 01:34:09
Just to talk. And so I do want to let everyone know that we have. 01:34:14
We have spreadsheets and graphs and everything and everyone that spoke today. 01:34:23
I wrote down information so. 01:34:31
You're being listened to. 01:34:34
And I want you to know that. 01:34:36
Know that we're not ignoring anyone. So is there anything else? Yeah, I got one more thing and this Tim's got something. Please. 01:34:39
A good temple. 01:34:47
So one more thing, I'll let everybody know straight up is I am going to run through this election. I'm gonna go for more years. 01:34:48
That's all I'm gonna go. I'll be done for years. 01:34:54
Kathy is gonna retire this year. 01:34:57
And so I want to throw it out there that I have asked James to put Kathy in and Cherry. 01:35:00
In charge of finding my next Executive Assistant. 01:35:06
So if there's anyone out there that thinks that they have an interest in it or want to be crazy enough to jump in on that train 01:35:10
ride, like let us know. But Kathy and Sherry will be the ones to to make that decision. 01:35:15
And both of them know for sure what it takes to be a part of. 01:35:22
Of that and being able to stand me so. 01:35:27
Anyway, just throwing it out there for information. 01:35:30
Thanks. OK, that's good information. You're not allowed to approach, Melissa. 01:35:34
Is there anything else Supervisor Humphrey? 01:35:39
OK. With that, I will adjourn the meeting. Thank you. 01:35:45
So, Kathy. 01:35:53
