As it compares to the fiscal year 2024 he the county budget and fiscal years 20232221 and 20 year to date performance. Good 00:01:47

morning with our year to date data through the end of. 00:02:00
Well, it says January and then it references October and November. So clearly we've got a couple couple typos in this, but this 00:02:08
really is the end of January 2024. 00:02:13
And we have a seven month target of 58% of the annual budget. 00:02:19
At the end of January, our general fund revenues were at 49% of that budget. 00:02:26
And we're at 1.8 million more than the same time last year. 00:02:32
The reason we're not at 58% of the annual budget is because of the timing of property taxes which come in, in October and April. 00:02:38
So we'll be looking for the next couple months to be tracking below that seven month target. 00:02:45
The areas that are. 00:02:53
Highlighted in this chart include your salaries and ERS and your operating expenses and then your totals year to date. 00:03:00
And then your revenues are on the far right hand side. 00:03:10
So for your general fund expenditures? 00:03:14
We are seeing that general fund expenditures including encumbrances at January 31st are at 55% of the budget compared to that 58% 00:03:18

1,000,008 higher than the prior year and that million eight is composed of. 00:03:33
Salaries and employee related expenses makes up 1.2 million of that, which is about 2/3. 00:03:39
And the other third is due to the timing of when bond issue interest and fees were due. 00:03:45

We articulated that there would be $150.00 minimum reserve applicable to the final purchase price of any items. 00:04:57
When we continued working with public surplus, we learned that that caveat was not possible with them. 00:05:06
So their standard is a $50 reserve, which is refundable, not applicable to the final purchase price. We wanted to bring that to 00:05:13
you as a clarification. So each bidder will need to place a $50 reserve. 00:05:21
With public surplus and then after the auction is over, if they have, whether they have purchased anything or not, that $50.00 00:05:28
will be refunded to them and we wanted to make sure we brought this information to you and make sure that it was available to the 00:05:34

We wouldn't be able to do it. We've had an astonishing year in the number of. 00:07:24

Those coincides with exactly what we're saying across the state, the county, as well as the nation and the fentanyl. 00:07:32
Overdoses and deaths that we're seeing. 00:07:39
So on behalf of the Sheriff Shepherd, I'd like to request that the board approve the grant for 862,147 thousand and $0.73. 00:07:42

You know, and I've always wanted to have us in a position where we could bump your task force. 00:09:15

Since a long time ago, but now literally with the with the issues from the border, I was pretty sure that's what was the. 00:09:30
What you were going to say, you know? And so with that, you know, one thing I'll just throw out there is. 00:09:37

Your task force is usually made-up from other agencies around you. Right? Right now it consists of the Sheriff's Office and the 00:09:47

And what about Game and Fish, DPS and the rest of them? Is it because they just don't have the officers to put out there to help 00:09:55
you or kind of the combination of? 00:09:59
So what we've done? 00:10:04
When we can't bring them into the task force because of the funding is so low, then we work together. We work cases. Just last 00:10:06
week we worked a case with the State Game Task Force. 00:10:12
And we were successful in the operation. This just goes to show the camaraderie and the collaborations that we do. 00:10:19
We're doing with the Payson Police Department, DPS, Globe, Miami, even outside the county. 00:10:27

Here shortly, it's some border security money. 00:10:41
That's actually being funneled through the Department of Public Safety and to the Sheriff's Office. 00:10:44
So I'm here in the next, either the next meeting or the next one, you guys will have an opportunity to approve that which is going 00:10:50
to bring some additional you put in for physicians. 00:10:57
And vehicles. 00:11:04
So that's going to bring some additional funding that we're hoping that we can streamline towards. 00:11:05
Kind of the canine task force those type of. 00:11:11
Officers to help with this issue so so have some stuff coming. 00:11:16
That would be really cool, Sarah. So this money is going to go towards the Sheriff's Office in general, but. 00:11:22
The sheriff is thinking about funneling some of it towards our task force. 00:11:28
Did the letter to them. We submitted it for 3K9 positions. 00:11:33
And three K9 vehicles is what we put it in for now. What that's going to allow us to do is either create them. 00:11:39
Or going to allow us to pay the ones we currently have and then that will free up some positions to maybe possibly move around and 00:11:49
do some things. 00:11:52
Again, you know, the Sheriff's Office is short staffed overall for law enforcement in our county. And so where those resources go 00:11:58
and who were able to hire and what we're able to do is going to determine how we do that. But just so you know, we're always 00:12:05
actively looking for money because this is such a critical part to our county and this is one thing that is going to come through. 00:12:11
What we're being told is that this money will hopefully continue. 00:12:18
To be appropriated at the state legislature level through the Department of Public Safety. So we're hoping this year has spread 00:12:26
out 500,000, it's about $502,000 and So what we're helping is if that will continue. 00:12:33
Every year that's on top of this AC JC money, so it should give us the ability to do some different things. 00:12:40
Sarah saw while you're here, and Travis if and Travis, you know you're sending it to people. 00:12:48
What kind of additional cost would it take to get other agencies to come in and bump you to like 6 people? 00:12:55
So what we have is, is everybody is of course it's always about the money, right? And so. 00:13:01
When we're able to give funding for a position and the ERE. 00:13:10
That's really what's enticing to people, other agencies, right, Because then there's no cost to them. It's all being paid out of 00:13:16

As you're aware, there's been an ongoing audit finding for the past six audit years. 00:18:30
Requesting that we come up with a policy that we follow regarding how economic development funding is awarded and how we document 00:18:38
that we followed up with those agencies to ensure that the funds are being used correctly. 00:18:47
Today's policy. 00:18:58
Takes what our current protocol is and puts it into writing and adopts it for you. 00:19:01
With the attached policy there is a policy and then. 00:19:08
Subsequent to Chairman's signature, there is another document attached in line that provides the process and procedure which 00:19:12
you're all currently following with administrative staff. 00:19:18
If you choose to adopt this policy today, finance will be back on the 16th of April with a year to date report so that we are 00:19:26
providing an ongoing update both to the Board of Supervisors and to the constituency about how much has been expended in economic 00:19:34

I think the ordinance is vague and ambiguous in some spots. It contradicts itself in other places. 00:46:23
And is in direct violation of the state statute that gives that you the authority to act. 00:46:29
The four areas is first. The state statute says that you can only adopt and enforce SGR ordinances to the extent that it is 00:46:33
applicable in the same manner as other property classified under sections 4212003, which refer to single family homes. 00:46:40
So in your ordinance, you limit them to guest count. You provide mandatory, require mandatory pest control, impose hours for 00:46:47
curbside trash. 00:46:50
Institute background checks, display a floor plan, create additional maintenance obligations and prohibit public street parking, 00:46:55
which is all valid and lawful provided that you require the same thing with other single family residence homes. 00:47:00
I don't believe you apply that uniformly. So for that reason I believe you'll find that your ordinance. 00:47:06

My name is Tim Gutler. I'm a resident of Pine, a registered voter in Gila County, as well as an STR owner. 00:49:44
While I agree that there is need to be an ordinance, this ordinance goes too far. 00:49:54
I follow Facebook groups and Hein and went back and read the minutes from previous sessions back in October I believe. I know that 00:49:58
there are people that do not like STRS. 00:50:04
In fact, I purchased our home in 2020 that was built in 1977 and had not been updated since. We spent over $50,000 in updates and 00:50:10
plan to spend an additional 50 to $70,000 to update the siding and windows. 00:50:18
As an STR owner it is. 00:50:28
In our best interest to maintain the property have pest services. 00:50:30
And such our home backs up against Strawberry Mountain out of the six homes that are within the site. 00:50:37
That are within sight of our home. Three of them are very accepting of our property, two of them can care less and one of them 00:50:44
actually has a sign in their yard saying that no Airbnb is welcome. 00:50:51
I saw and responded to the survey that was made available. I was very disappointed and clearly the author of the survey has an 00:50:59
agenda and does not like SCRS. My question is. 00:51:05

For the economy of pine and strawberry, the current, the current form of the ordinance goes too far and is too vague in speech. 00:51:18

said, the amount of money that I have spent improving our home and maintaining our home goes back into the community of pine 00:51:34

Our house guests spend their money in the in the restaurants and antique shops and other businesses or restaurants alone need 00:51:48

If there are not STRS, there would not be enough places for the visitors to stay. 00:51:59

Anti SDR residents, all the power to create problems for owners by calling the Sheriff's Office, making complaints and I'm sure 00:52:08

they're located, it's where they may not even show up for up to an hour and by that time the problem may not even exist. 00:52:23

I want to talk today about the effect this ordinance will have on the charities and the nonprofit organizations in Pine. 00:54:43
We're a tiny town. 00:54:50
We have over 12 nonprofits established that support our town and what supports those nonprofits is our festivals and our special 00:54:52
events. 00:54:56
All summer long we have the muggy and monster. We have the Pine Trail Run. 00:55:01
We have fire in the room bike race. We have every weekend a holiday arts and crafts festival in time. 00:55:05
Proceeds to those events go to our charities. In our nonprofits, they support wildfire prevention. 00:55:12
Forest management. They support local trail maintenance. They support our Senior Center. 00:55:18
They support her Meals on Wheels. They support our sick and needy programs. 00:55:24
It's a part of children's programs. 00:55:30
So they contribute to the town of Pine. 00:55:32
This ordinance. 00:55:34
Will will cost short term rentals. 00:55:36
Short term rentals are required for participants and vendors. 00:55:38
For these events to happen. 00:55:42
And they've got to have a place to stay. We all know there's not a lot of housing options in the rural areas, especially pine and 00:55:44
strawberry. 00:55:47
So if you take away options for housing, you take away these events. 00:55:51
To take away these events, you take away contributions to our nonprofits. 00:55:55
All I'm trying to say is, let's look at the big picture. 00:56:00
This, this ordinance does affect the entire town. It does affect businesses. It does affect charities. 00:56:04
It does affect tourism, which is a major component of our wind country economy. 00:56:10

It's going to fall on the homeowner. 00:57:52
To be fined if the guests get caught feeding the Yelp. 00:57:55
We love living in strawberry. 00:58:00
We have beautiful mountain views. 00:58:02

They are within 1 1/2 miles of my home. 00:58:08
We can't fully enjoy these views because our property. 00:58:12

Used by pine knife to store its unused equipment, such as semis, tiny ice trailers of enlarged trucks and piles of rusting junk. 00:58:34

As a small amount compared to what we see every day. 00:58:56
Your new world demands that STR's must not place containers out before 6:00 PM and must be removed within 12 hours. 00:59:01

Well, they have to schedule their visits around trash pickups. 00:59:18
Carry it back to the valley with them. 00:59:22

is the negative impact this ordinance will have in our dream. 01:01:41

The ordinance mission states to protect public health, safety and welfare. 01:01:48
Goes on to see all their items. I know other folks have have touched on many aspects of this ordinance. We find a challenge. Just 01:01:52
wanna talk about section 3.3, the one hour requirement of of. 01:01:58
Call for emergency for the owner to arrive at the property. On its face, this doesn't seem all that feasible even. 01:02:05
Long term, if we're living on the property and we haven't done this appointment down in Payson, we get a call to get out of the 01:02:11
chair, make it all the way back there within an hour can be a challenge. 01:02:15
So that that's certainly one aspect of it. I also question the effectiveness of the owner or representative on site should an 01:02:20
emergency be occurring. 01:02:24
The presence of the public safety personnel which is called out the ordinance. 01:02:30
Is hands down the best person to handle that situation? They're professional, they're trained, they're the most effective to 01:02:34
manage that situation. 01:02:37
Adding more people and certainly a potential owner or representative of. 01:02:42
Can actually escalate the situation, create a challenge. So I just questioned the effectiveness of that on its face. Also the duty 01:02:46
of enforcement is that the public safety personnel that's required to start the stopwatch and. 01:02:53
And wait for an hour to see if anyone shows up which would initiate that $250 fine. 01:03:01
Probably not the highest and besties of their time. 01:03:06
Ordinance also goes down to say if nobody shows up at all, it's an additional $500 fine. 01:03:09
How long should that person wait with their stopwatch to see if anyone shows up so? 01:03:13
Again, I'm just not quite sure what the mechanism there I don't want to come up with with just challenges. I do think there's a 01:03:18
solution here. 01:03:21
As an owner, I have more of an interest in the property in any emergency that might occur there than probably most. 01:03:25
If somebody gets injured, a God forbid worse. 01:03:31
I absolutely want to know about it. I think that that the section 3.3 could be rewritten effectively to say. 01:03:34

Absolutely identify the owner. 01:03:42

the same thing. Well, you're throwing this out there. We had no idea what was going on. We've been talking about this for months. 01:09:00
This has been on agendas for a long time and people don't pay attention to agendas. 01:09:08
And when they came up it was voted in and if you'll go back and listen to the meetings, you will see for sure what I have to say 01:09:14

That is a fact in Gila County. There isn't enough long term rentals in Gila County, especially in the Payson area, to provide 01:10:39
housing for the law enforcement people, the nurses and so forth. 01:10:45
There's not. The Forest Service, for example, had to go into Indian Gardens and set up camps for their seasonal workers to live at 01:10:53
all summer long because they couldn't find. 01:10:58
Places to rent through the summer. 01:11:03
So when anybody talks about housing. 01:11:06
And I'm not criticizing eBay for doing short term rentals because that's the number one investment today. 01:11:10
For making money. 01:11:16
And so forth. 01:11:17
But I will tell you, don't throw that out there in front of Maine and tell me that there. You know that that's the problem or not 01:11:19
the problem, whatever it was. But. 01:11:22
Because everything today is short term rentals, not long term. 01:11:27
And so there's a whole lot about this that I for one, I'm not speaking on these two. 01:11:31
But I've had a chance to talk to a lot of people. I've read tons and tons of emails. That's been to us. 01:11:36

I understand your concerns. I honestly think there's a way we can make this better and make it fit everyone. 01:11:45

And also, just in the last week or so, the federal government did approve certain bills. 01:24:36
That are part of the budget. 01:24:42
For this current fiscal year. 01:24:44
And within that budget is a appropriation or grant of 333,000 that will be used to provide a. 01:24:46
88 Compliant House to service. 01:24:54
At the Pleasant Valley Veterans receipt. So really good news at PVDR. 01:24:57
And the money that has been available to the county for grants and look forward to. 01:25:03
Walking the site and determining general locations of where those buildings and facilities will be constructed. 01:25:09

And so forth. But it was really good. Listen to a lot of different ideas. They're revamping the site. 01:26:13
Look a little bit different, but they've got some really good ideas going there. 01:26:20
After that, we attended the Whispering Pines community meeting on the 14th regarding a proposed cell tower. 01:26:27
Whispering Pines is totally against this cell tower. 01:26:35
And they don't want it. 01:26:39
They're they're adamantly fighting against it. 01:26:40
I don't know where that will end up going or what will end up happening there. Umm. 01:26:45
But it's been something sitting there, watching and listening to the folks. 01:26:50
Whether I agree with it or I don't agree with it, I agree with what the people want. 01:26:55

And unfortunately, there may be some different situations on how we can vote for cell towers. 01:27:02

currently on a on a national board, Western Interregion Board, which is the western counties. 01:28:32
And so I was contacted. He contacted me and asked me if I would run for that position. 01:28:40
To fill that position behind you. 01:28:44
And so I'm going to be looking at that real hard and probably, well, not probably I will try to. 01:28:47
Picked up position when he vacates. 01:28:53
And that'll all start Wednesday. But I want to back up and say was as I had, a real honor. 01:28:56
To be invited to the State of the Union address. 01:29:01
And some people I've heard all different. 01:29:06
Points on that, you know, why did you want to go listen to President Biden And on and on and on. 01:29:10
It wasn't so much as listening to anybody as much as it was to be there and be a part of that process. 01:29:15

Congressman Crane and Senator Kelly on the veteran retreat, the conveyance of that and how that bill is going. 01:31:32
The bills have been through the processes, they're just waiting to be attached to whatever they're gonna attach them to, probably 01:31:39
other land bills and they'll be sent through and hopefully. 01:31:44
Signed by the president. So we're really hoping that that that gets accomplished before October. 01:31:50
Unfortunately, if it doesn't, we'll be starting all over again with the bills and and this is the second go around on those bills, 01:31:56

As it compares to the fiscal year 2024 he the county budget and fiscal years 20232221 and 20 year to date performance. Good 00:01:47

morning with our year to date data through the end of. 00:02:00
Well, it says January and then it references October and November. So clearly we've got a couple couple typos in this, but this 00:02:08
really is the end of January 2024. 00:02:13
And we have a seven month target of 58% of the annual budget. 00:02:19
At the end of January, our general fund revenues were at 49% of that budget. 00:02:26
And we're at 1.8 million more than the same time last year. 00:02:32
The reason we're not at 58% of the annual budget is because of the timing of property taxes which come in, in October and April. 00:02:38
So we'll be looking for the next couple months to be tracking below that seven month target. 00:02:45
The areas that are. 00:02:53
Highlighted in this chart include your salaries and ERS and your operating expenses and then your totals year to date. 00:03:00
And then your revenues are on the far right hand side. 00:03:10
So for your general fund expenditures? 00:03:14
We are seeing that general fund expenditures including encumbrances at January 31st are at 55% of the budget compared to that 58% 00:03:18

1,000,008 higher than the prior year and that million eight is composed of. 00:03:33
Salaries and employee related expenses makes up 1.2 million of that, which is about 2/3. 00:03:39
And the other third is due to the timing of when bond issue interest and fees were due. 00:03:45

We articulated that there would be $150.00 minimum reserve applicable to the final purchase price of any items. 00:04:57
When we continued working with public surplus, we learned that that caveat was not possible with them. 00:05:06
So their standard is a $50 reserve, which is refundable, not applicable to the final purchase price. We wanted to bring that to 00:05:13
you as a clarification. So each bidder will need to place a $50 reserve. 00:05:21
With public surplus and then after the auction is over, if they have, whether they have purchased anything or not, that $50.00 00:05:28
will be refunded to them and we wanted to make sure we brought this information to you and make sure that it was available to the 00:05:34

We wouldn't be able to do it. We've had an astonishing year in the number of. 00:07:24
Outfit and all the rest and. 00:07:29
Those coincides with exactly what we're saying across the state, the county, as well as the nation and the fentanyl. 00:07:32
Overdoses and deaths that we're seeing. 00:07:39
So on behalf of the Sheriff Shepherd, I'd like to request that the board approve the grant for 862,147 thousand and $0.73. 00:07:42

You know, and I've always wanted to have us in a position where we could bump your task force. 00:09:15
Up, and I would greatly appreciate that. And so with the citizens I. 00:09:21

Since a long time ago, but now literally with the with the issues from the border, I was pretty sure that's what was the. 00:09:30
What you were going to say, you know? And so with that, you know, one thing I'll just throw out there is. 00:09:37

Your task force is usually made-up from other agencies around you. Right? Right now it consists of the Sheriff's Office and the 00:09:47
global Police Department. 00:09:50
And what about Game and Fish, DPS and the rest of them? Is it because they just don't have the officers to put out there to help 00:09:55
you or kind of the combination of? 00:09:59
So what we've done? 00:10:04
When we can't bring them into the task force because of the funding is so low, then we work together. We work cases. Just last 00:10:06
week we worked a case with the State Game Task Force. 00:10:12
And we were successful in the operation. This just goes to show the camaraderie and the collaborations that we do. 00:10:19
We're doing with the Payson Police Department, DPS, Globe, Miami, even outside the county. 00:10:27

Here shortly, it's some border security money. 00:10:41
That's actually being funneled through the Department of Public Safety and to the Sheriff's Office. 00:10:44
So I'm here in the next, either the next meeting or the next one, you guys will have an opportunity to approve that which is going 00:10:50
to bring some additional you put in for physicians. 00:10:57
And vehicles. 00:11:04
So that's going to bring some additional funding that we're hoping that we can streamline towards. 00:11:05
Kind of the canine task force those type of. 00:11:11
Officers to help with this issue so so have some stuff coming. 00:11:16
That would be really cool, Sarah. So this money is going to go towards the Sheriff's Office in general, but. 00:11:22
The sheriff is thinking about funneling some of it towards our task force. 00:11:28
Did the letter to them. We submitted it for 3K9 positions. 00:11:33
And three K9 vehicles is what we put it in for now. What that's going to allow us to do is either create them. 00:11:39
Or going to allow us to pay the ones we currently have and then that will free up some positions to maybe possibly move around and 00:11:49
do some things. 00:11:52
Again, you know, the Sheriff's Office is short staffed overall for law enforcement in our county. And so where those resources go 00:11:58
and who were able to hire and what we're able to do is going to determine how we do that. But just so you know, we're always 00:12:05
actively looking for money because this is such a critical part to our county and this is one thing that is going to come through. 00:12:11
What we're being told is that this money will hopefully continue. 00:12:18
To be appropriated at the state legislature level through the Department of Public Safety. So we're hoping this year has spread 00:12:26
out 500,000, it's about $502,000 and So what we're helping is if that will continue. 00:12:33
Every year that's on top of this AC JC money, so it should give us the ability to do some different things. 00:12:40
Sarah saw while you're here, and Travis if and Travis, you know you're sending it to people. 00:12:48
What kind of additional cost would it take to get other agencies to come in and bump you to like 6 people? 00:12:55
So what we have is, is everybody is of course it's always about the money, right? And so. 00:13:01
When we're able to give funding for a position and the ERE. 00:13:10
That's really what's enticing to people, other agencies, right, Because then there's no cost to them. It's all being paid out of 00:13:16

that we followed up with those agencies to ensure that the funds are being used correctly. 00:18:47
