this subject's life and this is not the first life you have saved. | 00:11:35
Carter has been with the Sheriff's Office and has been employed with the county over 4 1/2 years and Carter's often patient I | 00:11:41
believe. | 00:11:44 | |
Thank you very much. Yeah, thank you. Thank you. | 00:11:53
Next we have Chance Creasey. | 00:12:00
On November 6th you received a report of a lost hunter in the young area. It was reported that a suspicious man came into the camp | 00:12:04
where two female hunters were staying. | 00:12:09
Another call was received from the wife of the missing hunter, stating that he had been separated from his hunting group. | 00:12:14
So you responded to the area, located the camp check on the suspicious man. You also went above and beyond what was expected and | 00:12:20
packed up the females camp and brought it back to the office so they could pick it up. | 00:12:26
You also got the missing hunter to safety and back to his hunting group. | 00:12:31

the Adult Education Grant that was due in just days. He pulled information quickly and with high quality to help complete the | 00:13:06
grant timely. | 00:13:11

Supervisor Humphrey. | 00:14:08
I just want to thank everybody and and I and I think this spotlight is a great thing because some of our people really excel | 00:14:09

Move on. Let's start with our public hearings Item 3A Information Discussion action to review the goals, objectives, and policies | 00:15:10
of the Gila County Public Housing Authority and authorize the Chairman signature on the various required forms related to the Gila | 00:15:15
County's. | 00:15:21 | |
PHA's Fiscal year 2024 Annual Plan certifications. | 00:15:29
Stella, good morning, Charming Christensen Supervisor Humphrey, I appreciate the opportunity to address you today regarding our | 00:15:35
Public Housing Choice voucher plan. | 00:15:40
Formally referred to as Section 8 housing. | 00:15:45
As mandated by a HUD regulations, we are required to hold a public hearing annually. | 00:15:48
This forum serves as an opportunity for community members and program participants to voice any questions or provide feedback on | 00:15:52
our goals or objectives and policy outlined in our Five Year Plan. | 00:15:57
We are also asking for the Chairman's signature on the required documents related to the choice voucher plan, including our Civil | 00:16:03
Rights certification, our Public Housing Authority certification of Compliance and our Public Housing Authority certification of | 00:16:08
Consistency. | 00:16:13
Chairman, Supervisor, do you have any questions? OK, thank you. Supervisor Humphrey, I have no question and neither do I. So with | 00:16:19
that, I'll just call for a motion. | 00:16:24
Make sure I moved out. | 00:16:28
I'm sorry. OK. Sorry I. | 00:16:31
Oh, we seem to miss that part. | 00:16:36
So at this point, I'll open up the conversation to public hearing. Is there anyone in Globe that wishes to speak to this? | 00:16:38
Now in Payson. | 00:16:48
Doctor and Cassandra No. OK then I will close the public hearing portion and call for a motion. | 00:16:51
Mr. Chair, I moved to authorize the chairman signature on the various. | 00:16:59
Required forms related to heal accounting Phas Physical Year 2024 Annual Plan certification. | 00:17:03
And I will second that all those in favor say aye, aye, motion passes. Thank you. | 00:17:12
And item 3B is Information Discussion Action to adopt resolution #24-04. | 00:17:18
02 to name S Rolling Rock Way in the Payson area. Oh, Maryland. Welcome. | 00:17:26
Good morning, Chairman and Supervisors. This item is asking the Board to approve Resolution #24-0402 to name a section of Road and | 00:17:33
Payson, specifically Geronimo Estates. | 00:17:40
As S Rolling Rock Way, the Minor Land Divisions created 7 parcels from a parent in this area. | 00:17:47
And it is accessed by a single Rd. These parcels are located on the northwest corner of Geronimo Estate, but are not part of the | 00:17:57
subdivision. | 00:18:01
Recent applications for development on these seven parcels have created the need for Rd. Naming. | 00:18:06
And subsequent addressing of these properties. The proposed Rd. name is Rolling Walkway and it branches off with a control Rd. at | 00:18:11
approximately mile post 5.2. | 00:18:16
Again on the north corner of Geronimo. | 00:18:22
The addressing ordinance limits similar sounding names. And as it turns out, Rolling Rock is not used elsewhere in the county. | 00:18:26
So this name selection is satisfied. Letters were sent out to the residents in February of 24 and we have not received any | 00:18:33
objections. | 00:18:38 | |
At this time, Public Works would like to recommend that the Board of Supervisors adopt us that resolution 24/04. | 00:18:43
Dash 02, naming a road in the Payson area is South Rolling Rockway. | 00:18:50
Thank you. Questions Supervisor Humphrey, I have no question. I have no questions either. Thank you. So I'll open it up to public | 00:18:56
hearing. At this point, do we have anyone that wishes to discuss this item here in Globe? | 00:19:02
How about Payson? | 00:19:10
No, Sir. And Cassandra, no. | 00:19:12
So with that, I'll close the public hearing and call for motion. Mr. Chair move to adopt resolution #24-04-02. I will second that. | 00:19:15
All those in favor say aye. Aye, aye, motion passes. Thank you. | 00:19:22
Let's move on to our regular agenda items for a information discussion action to approve amendment number one to contract | 00:19:29
agreement number Ctr. 059323 with San Tan Partners LLC to extend the term of the contract through June 30th, 2025 and to increase | 00:19:38
the contract by $19,940.90 Mr. Laforge. | 00:19:46
Chairman, Members of the board. | 00:19:55
So when we initially thought to seek approval for to purchase these eight expeditions, it was done in an effort to be proactive. | 00:19:57
And being proactive, we had to do this before we had the opportunity to actually get a proper quote from the dealer. | 00:20:06
You know this was all due to COVID related missed opportunities, high demand of these types of vehicles, and a short ordering | 00:20:14
window. | 00:20:17 | |
So in order for us to secure these vehicles, we needed to be ready to order them when that window opened. | 00:20:22
Everywhere we went, everyone we talked to predicted that this window was going to close really short, so we had to be ready to. | 00:20:28
Pull the trigger when, when, when it. | 00:20:37
So what we did is we used prior quotes that I had acquired from the previous year for both the vehicle and the up fitting of these | 00:20:41
eight expeditions. | 00:20:46
And when we sought approval, we had. | 00:20:51
Hold on. I lost my place. | 00:20:57
When we asked for approval, we kind of mentioned that because we were using estimates that the price may exceed the original | 00:21:00
80,000 per vehicle or 640,000 total that we were requesting. | 00:21:05
So somewhere along the line. | 00:21:12
The amount of tax that was to be collected for the upfitting parts. | 00:21:15
Didn't get included in any of our quotes. | 00:21:19
So that is the reason for us asking for the additional amount, it's just the amount of the taxed. | 00:21:21
That goes along with all the parts on the up fitting. | 00:21:28
I'll take any questions if you have them now. Thank you, David. Supervisor Humphrey, I have no questions. Yeah. And I would just | 00:21:32
comment that this involves 8 vehicles. | 00:21:37
And so you were only off a couple $1000 approximately on your initial guess. Yes, about 3000 per vehicle. Yeah. So that's, yeah, | 00:21:43
OK with that I'll call for a motion. | 00:21:48
Mr. Chair, move. | 00:21:53
To approve amendment number one to contract agreement number Center 059323 with Santan Partners LLC, as presented. | 00:21:56
And I will second that all those in favor say aye, aye. | 00:22:05
David, thank you. | 00:22:09
Item 4B Information Discussion Action to approve Amendment number one to contract number 012023 with D2 Surveying, LLC to renew | 00:22:12
the contract for an additional year through April 17th, 2025 with a not to exceed amount of $100,000. | 00:22:22
Thank you, Chairman. | 00:22:33
The subject is Amendment #1 to a contract Zero twelve 0.3 for On Call Land Survey Services. | 00:22:36
Back in April of 2023, we came to the board and the contract was approved. | 00:22:45
And we hired 2 contractors. One of them was D2 surveying and the other one was civil tech. | 00:22:50
We have in the past year or so used 2. | 00:22:57
To do some survey work for us, specifically Pine Lane and Old Highway 188. | 00:23:01
We anticipate that we will need work, survey work on the town side at activity. So we would like to extend this contract. The | 00:23:07
amount of work that was done in, in the past year or so, it's been 8500 dollars. | 00:23:15
Even though this contract says not to exceed $100,000, we're anticipating again, a substantial amount of surveying for Council | 00:23:23
Deck. | 00:23:28 | |
Normally we're staffed with two surveyors. At this point in time, we only have one. We've had a job posted since January of this | 00:23:33
year. | 00:23:37 | |
And we have not. | 00:23:42
Had qualified applicants apply for the job and that's the reason for extending this contract. So at this time, the Public Works | 00:23:44
would like to recommend that the Board of Supervisors approve Amendment number one to contract number 012023 with D2 surveying. | 00:23:51
LLC. To renew the contract for an additional year. | 00:23:59
Through April 17th of 2025 for not to exceed them up for $100,000 per year. | 00:24:02
Thank you, Humphrey. I have no question and neither do I. Thank you, Humero. With that, I'll call for a motion next year. I move | 00:24:09
to approve amendment number one to contract number 012023 with D2 Serving LLC as President. I will second all those in favor. Say | 00:24:16
aye, aye. | 00:24:22 | |
And Romero, we also have item 4D information discussion action, I'm sorry or C information discussion action to approve Amendment | 00:24:30
#3 to contract number 110520 with Hawker and Evans Asphalt Company, which. | 00:24:37
Extends the contract through February 15, 2025 with a not to exceed amount of $392,938. | 00:24:45
Chairman thank you. Before I get into the details of the item, I just like to share with you that this spring, early summer, we're | 00:24:55
planning for Chip Shield 7.2 miles right here in Globe, 5.2 miles in Strawberry and 6.1 miles in Young. | 00:25:03
For a total of about 18.5 miles. We have approximately 200 miles of paved Rd. So at at this rate we're we're chip sealing about a | 00:25:11
tenth of the road and I would say that that ought to be our our long term goal year after year. So with that we we are looking for | 00:25:19
approval of Amendment #3, the contract number 110520 with Hawker Evans Asphalt Company. | 00:25:27
And back in 21 February 16 of 2021, the board approved the contract with Parker Evans for two types of chip shield oils. | 00:25:36
And at this time, we'd like to extend it the Amendment #3. | 00:25:45
And extended terms of the contract from February 5th through February 15th of 2025 for a not to exceed contract amount of | 00:25:50
$392,938. | 00:25:56 | |
There is a oil price. Oil prices may fluctuate overtime and there is a provision in the contract for price adjustments. | 00:26:03
To compensate for these adjustments by an increase or decrease, based on the Arizona Department of Transportation. | 00:26:12
Monthly index dollar amount and that was used to provide the new prices to Gila County. | 00:26:18
OK. Thank you, Supervisor Humphrey. | 00:26:25
I I have no questions I just have a comment tomorrow. Thank you very much and staff very much for doing these chip seals like you | 00:26:28
remember back when when they were going to sell the lay down machine and and we fought against it and so you know with with 18.5 | 00:26:35
miles that we're able to chip till I think the crew because it takes everybody from all different places to throw together to do | 00:26:42
that ship ceiling. But the truth knowing if we were to contract that out we'd be lucky to get 9 miles of ship seal so. | 00:26:50
So being that the county all throws together with with the the staff. | 00:26:58
And and and everybody working together, I I just want to say thank you very much for helping the constituents better their roads | 00:27:02
with the management that that has taken place in the in the and the staff willing to throw together and take that time to to do | 00:27:08
those rules. | 00:27:14 | |
Surprise your Humphrey, thank you for that acknowledgement. It is you pointed out very well and all hands on deck activity for | 00:27:20
public works and we take everybody that's available including the sign guys and all all the different Rd. yards and and we do it | 00:27:26
as a team and that allows us to to do the work that we do on chip seating. | 00:27:33
Yeah. And during that, you know we don't we we may fall behind in other things because. | 00:27:41
Got all our staff trying to chip seal, but in the long run the things that we that we lack a little bit while we're doing the chip | 00:27:47
sealing in that time of year. | 00:27:51
To me it outweighs it because we can catch up on those other things and the the amount of roads that we're able to do is is | 00:27:57
amazing. | 00:28:01 | |
Yes, I concur. So if my math is close, we're right around $25,000 per mile to do our own ship ceiling versus millions of dollars | 00:28:06
to pave. | 00:28:12 | |
So it certainly makes a lot of financial sense for us to be doing this. | 00:28:18
Chairman Christensen, that number per mile is basically correct for the oil. There's also the chips. | 00:28:23
We estimate is between 3540 thousand dollars per mile to Chipper Rd. for the material cost of chipping our roads in total. OK, | 00:28:29
thank you. And and one last thing with strawberry 5.2 miles we've been chip sealing and strawberry for the last four years I | 00:28:35
believe. | 00:28:41 | |
Not at the end of this summer, 99. | 00:28:48
Percent of the pave miles is already strawberry will have been shipped in the last four years. I hope the residents are happy | 00:28:51
about that. | 00:28:54 | |
Thank you and thank your staff and with that I will call promoting this year I move to approve Amendment #3 to contract number | 00:28:58
110520 with Hawker and Evans Asphalt Company as presented I will 2nd and with that and all those in favor say aye, aye motion | 00:29:08
passes. Thank you Humira. Item 4D is information discussion action to approve purchase agreement number 031824 with. | 00:29:18
Metal Craft Marine. | 00:29:29
US incorporated in the amount of $95,000 plus tax in the amount of $9405.00 for a total purchase price of $104,405 for the | 00:29:31
purchase of a 2024 Stanley 21 foot welded aluminum boat with F-250. | 00:29:40
Yamaha Motor. Associated Police equipment and trailer. | 00:29:50
Miss White. | 00:29:56 | |
Good morning, Chairman and Supervisor Humphrey. And if you recall, I came to you guys back in June of 2023 to approve the Game and | 00:29:58
Fish agreement to purchase a boat for Roosevelt Lake at that time. | 00:30:06
It was to purchase a 23 foot Ranger Bay patrol boat due to the price increase and the the availability. Excuse me, sorry of that | 00:30:15
boat. | 00:30:22 | |
We reached out to Arizona Game and Fish who did a manufacturer change on the boat. So when I'm coming to you today for is the | 00:30:29
actual purchase of the boat. It will now be through the Metal Craft Marine US Incorporated for a 2024 Stanley 21 welded aluminum | 00:30:37
boat. | 00:30:45 | |
We will still be utilizing the original grant agreement for the 92. | 00:30:55
$92,000 and the remaining funds will be coming from the Sheriff's Office Boat Safety Fund. So no general fund dollars will be used | 00:31:01
for this purchase. With that I'll be taking any questions. Thank you, Sarah. Supervisor Humphrey. | 00:31:09
I have no questions. Sounds like a nice boat, Sarah. | 00:31:17
Thank you. Will this mainly be used down in Roosevelt then for rescues or patrol? | 00:31:22
Yeah, yeah. It'll only be used down at Roosevelt Lake. We're replacing one of our, I believe it's a 2006 Triton. | 00:31:28
OK. Well, thank you very much. With that, I will call for a motion. | 00:31:37
Mr. I moved to approve purchase agreement number 031824 with Metal Craft Marine US Incorporated as presented, and I will second | 00:31:42
that. So all those in favor say aye, aye, aye. | 00:31:49
Motion passes. Thank you, Sarah. | 00:31:56
Thank you. | 00:31:59 | |
Right. And we have Mayor Belling, I believe on the phone and this item is 4 E information discussion action regarding premium | 00:32:01
rates in the Arizona local government Employee Benefit Trust for Gila Counties employee insurance and benefit plans to be | 00:32:08
effective July 1, 2024 as follows. Adopt Schedule A, Employee Insurance contributions Fiscal year 2025 attached to this agenda | 00:32:15
item. Marin, do we still have you? | 00:32:21
Yes, Good morning, Mr. Chair. Good morning, Supervisor Humphrey. Thank you for having me this morning. Before you, you have the | 00:32:31
computation for fiscal year. | 00:32:36
2025. | 00:32:41 | |
Employee and Employee with family insurance rate. | 00:32:44
This year we are experiencing a 2.5% increase in premium. | 00:32:48
For all member counties in the benefit trust. | 00:32:55
This equates to an increase of $1.75. | 00:33:00
For single coverage premiums per month and $10.01 increase per month for family coverage for our employees. There will be no | 00:33:04
increases in medical deductibles for copays. | 00:33:11
And we've attached for reference what that looks like on a per paycheck. | 00:33:18
And per month basis? | 00:33:24
And also what that looks like for the county's expenditure. | 00:33:26
And we are asking that the Board of Supervisors approved this morning. We are required by the. | 00:33:31
Trust to cover 90% of single coverage and 76% of family coverage. | 00:33:39
Which is included here and we've also noted in the staff report. | 00:33:46
That the. | 00:33:52 | |
Premium deduction for the health risk assessment that we used to do is now based on enrollment in the vitalist program and that is | 00:33:54
outlined in the attachment in case any employees or elected officials have any questions about that. | 00:34:03
Umm, it does say that the employee pays portion of premiums reflects the $20.00 per month premium reduction eligibility for | 00:34:12
employees registered in the Vitality Wellness Tracker program with Silver status as of 5/31/24. | 00:34:20
And there are a variety of ways to achieve silver status, and information was shared with employees at the outset of fiscal year | 00:34:28
24 to ensure ample opportunity to successfully participate in the program. | 00:34:34
Happy to answer any questions that you may have. | 00:34:40
Thank you, Marin Supervisor Humphrey, I have no questions. | 00:34:44
And thank you, Marin for the presentation. It seems like nothing ever goes down. | 00:34:49
So maybe we can shoot for that next year. | 00:34:53
So with that, I'll call for motion. | 00:34:59
Mr. Chair, I move to adopt Schedule A Employee Insurance contributions physical. Year 2025 is presented and I will second that | 00:35:01
motion. All those in favor say aye. | 00:35:06
Thank you, Marin. | 00:35:13
Next item is 4F. | 00:35:15

And whereas. | 00:38:02 | |
Counties fulfill a vast range of responsibilities and deliver services. | 00:38:03
That touched nearly every aspect of our residents lives. | 00:38:08
And whereas Hila County and all counties take pride in our responsibility to protect and enhance the health. | 00:38:11
Well-being and safety of our residents inefficient and cost effective ways. | 00:38:19
And whereas under the leadership of National Association of Counties President. | 00:38:24

Nako is highlighting county leadership through the lens. Forward together. | 00:38:31
Celebrating the role of county governments in connecting, inspiring and leading as intergovernmental partners and. | 00:38:35
Whereas that role includes a responsibility to inspire county residents. | 00:38:43

To be passed and adopted this second day of April 2020. | 00:39:18
Thank you James. Thank you supervisor. | 00:39:23
OK, I guess I have a question. | 00:39:27
On this by by doing this, is there going to be something going on in the paper or something on the on our website or something | 00:39:32
for? | 00:39:35 | |
Yes, I read the press press release. OK. | 00:39:41
OK. Thank you. | 00:39:44
And change. Thank you. I don't. | 00:39:47
Think people realize how much counties? | 00:39:49
Do. And not only do we implement our own programs, but we have to implement those of the state and the federal government. | 00:39:53
So we are at the front lines of doing things and so. | 00:40:00
It's great that we can. | 00:40:04
And I'll acknowledge April as a national County government month. | 00:40:07
But really, it's 12 months a year. | 00:40:12
Absolutely, absolutely. Thank you. And so I will call for a motion for this proclamation. | 00:40:15
Mr. I moved to adopt Proclamation number 202401. | 00:40:20
And I will second that all those in favor say aye, aye. Thank you, James. | 00:40:26
Item 4G. Information Discussion Action to Authorize the Advertisement of Request for Proposals Number 030324 Multi Jurisdictional | 00:40:32
Hazard Mitigation Plan. Good Morning Carl Morning Chairman Members of the Board. So this is to seek bids for the rewrite of the | 00:40:41
Multi Jurisdictional Hazard Mitigation Plan. This is a five year plan that is up for revision. | 00:40:49
This plan encompasses basically all of the hazards that base our county as well as this municipalities. This does invite | 00:40:58
municipalities to partake in this as well to be covered under this plan. This plan opens a lot of grant opportunities for hazard | 00:41:04
mitigation grants in the future. | 00:41:10
We're seeking to have a consultants draft this plan that will also include assembling a team of stakeholders that will. | 00:41:16
Provide input into the plan and feed information into. | 00:41:25
And this contract will also cover all the way up until FEMA approval. This is one of the only plans that we have that actually has | 00:41:28
a state and federal review on it. | 00:41:33
So this contract will ensure that they. | 00:41:38
We'll be working on the plan until final approval from FEMA. | 00:41:42
So other than that, I'll take any questions. Thank you, Carl. Supervisor Humphrey, I have no questions. Carl, I just want to thank | 00:41:46
you for all you do and all you have done to help us with all of the situations we've been through. | 00:41:53
Thank you. Appreciate it very much. Thank you and your department for staying on top of things. | 00:42:00
People want to know what the plan is. Well, we're always working on the plan. | 00:42:05
So with that I will call for motion. | 00:42:09
Mr. Chair, I move to authorize the advertisement of the request for proposal number 03/03. | 00:42:11
24 And I will second that all those in favor say aye. Aye, aye. Thank you. | 00:42:19
Item 4H Information Discussion Action to Adopt Policy Number BOS Dash Hours Dash 018 Employee Tuition Reimbursement Policy. | 00:42:27
Michael Good Morning Good Morning, Chairman, Supervisor Humphrey. | 00:42:34
About a year, year and a half ago, the Board of Supervisors during the work session. | 00:42:42
Directed staff to research and see if we can't come up with that tuition reimbursement policy to allow. | 00:42:47
Toronto County employees to. | 00:42:55
Further their education that they may need for the their job that they're providing Heela County. | 00:42:57
Residents or to retain employees Sort of another tool in your. | 00:43:04
To use as management to retain employees. So what you have in front of you is a final. | 00:43:11
Policy that's been approved by Rick Husk, our HR Director. This has also been a joint project with Mayor and our Finance Director. | 00:43:18
Josh back, your Health Director as well as Selena Cates and writer Bauman, my management Associates. Selena was my previous | 00:43:28
management associate invited, came in and took over and helped run this project as well. So a true collaborative effort and this | 00:43:36
is the tuition reimbursement policy that we're presenting in front of you that we'd like the Board to consider. | 00:43:43
And I'd be happy to answer any questions. Great supervisor Humphrey. I have no questions. I just, I just want to thank you very | 00:43:52
much because you know employees are so important and with insurance and everything going up it's. | 00:43:58
It's great to do all we can to help them. So look, the spotlight this morning is a great thing, but but also those that those | 00:44:04
employees that want to reach out and and further their education for themselves and their families. | 00:44:11
I think it's a great deal that that we're able to reimburse them. So I thank you very much for. | 00:44:18
For bringing this to us today. | 00:44:24
Yeah. Thank Michael and thanks to all your whole team because we used to do this and we put it on hold. Now we're doing it again. | 00:44:26
And that's great. I believe that an employee that wants to improve themselves is one that will stick with the job more and if we | 00:44:33
provide that opportunity, it's helpful. So with that, I will call for a motion. | 00:44:39
This year I moved to adopt policy number BOS death hours dash. | 00:44:45
01/8 I will second that motion. All those in favor say aye, aye, aye. | 00:44:51
Thank you, Michael. Welcome. | 00:44:57
Item 4I. | 00:44:59 | |
Information Discussion Action to approve the use of the State or Arizona Contract Agreement number Ctr. 061840 with the SK | 00:45:01
Anderson Company in the amount of $118,963.71 for the Fairgrounds Roll Up Door Project Joseph. | 00:45:11
Good morning, Chairman Board of Super. | 00:45:22
Hillock County is currently focusing on enhancing the overall experience at the fairgrounds. | 00:45:25
With a special emphasis on improving facilities for community and private events. | 00:45:29
Among the main venues. | 00:45:34
The 15,000 square foot exhibit hall stands out as a popular choice for various occasions, including weddings. | 00:45:37
4H School Fund Raiders, Razors. | 00:45:42
And the annual Gila County Fair. | 00:45:46
The Fairground exhibit hall is equipped with three roll up doors. One of them is located near. | 00:45:49
The main entrance. | 00:45:54
At the front of the building. | 00:45:56
Well, the other two are suited at the rear of the facility. | 00:45:58
These doors are over 30 years old and can only be operated manually. Moreover, the guide rails are damaged and the doors are not | 00:46:02
insulated, and they are in poor condition due to weather and age. A combination of these issues diminishes the Hall's usability, | 00:46:08
allowing even the slightest wind to cause significant noise disruptions to events. | 00:46:14
Based on the issues outlined above, it is clear from a maintenance standpoint that the current roll up doors at the Fairgrounds | 00:46:23
exhibit hall. | 00:46:26
For not meeting the necessary standards for safety, comfort and efficiency to address these issues of facilities, Department | 00:46:30
recommends that the Board of Supervisors approved the Arizona State contract number Ctr. 061840 for the installation of three new | 00:46:36
roll up doors at the Fairgrounds exhibit hall. | 00:46:41
The SJ Anderson Company and state contractor will handle the removal of the current doors and the installation of the new doors at | 00:46:48
a cost of 100. | 00:46:51 | |
$18,963.71. | 00:46:55 | |
If approved, the source funding will be from either ARPA or ALTCF. | 00:47:01
Hillock County Finance Department will work with the administrative team to select the most appropriate funding source if | 00:47:07
approved. | 00:47:11 | |
Thank you, Joseph Supervisor Humphrey. | 00:47:15
OK, and these are guaranteed with a no rattle. | 00:47:18
That that's that's a lot of money we need of no rattle cost. | 00:47:24
So the good news is German. | 00:47:28
Is we are. | 00:47:32 | |
Implementing. | 00:47:34
Equipment that reduces that. So I don't know if we'll ever get away from it, but we're certainly looking to reduce it. | 00:47:38
Significantly. All right. | 00:47:46
One more question. OK, thank you. So Joseph, we have old doors. | 00:47:50
We're placing 3 doors and they'll last 2025 more years. | 00:47:55
Pretty good buy. | 00:48:00
Yes, Sir. With good maintenance we can push them to that 25 for sure. Great. Thank you. And with that I'll call for a motion. Mr. | 00:48:02
Chair, I move to approve the use of. | 00:48:07
The State of Arizona Contract Agreement number Ctr. 061840. | 00:48:12
With the SJ Anderson Company presented, I will second that all those in favor say aye, aye, aye. | 00:48:18
Thank you, Joseph. We have. | 00:48:26
Comment about the fairgrounds and the use of this facility with Bianca. | 00:48:29
Out there and organizing and and helping develop uses of the fairgrounds that the report is, is that the number and frequency? | 00:48:36
And the variety of uses at the programs for the facility has increased significantly. And so thank you for. | 00:48:45
Your willingness to invest that we can improve the experience for those that are using it and. | 00:48:52
And the times that it's being used has increased a lot in the last month. So thank you. | 00:48:57
Thank you, James. | 00:49:03
All right. | 00:49:05 | |
Where were we 4 gay? | 00:49:08
Information, Discussion, Action to approve an architectural and design concept for the Heva County Go Cart track. Joseph. | 00:49:11
Chairman, Board of Supervisors, I am excited to present to you a second fairgrounds project, the Hilla County Raceway Expansion | 00:49:20
Improvement Project. | 00:49:24
Located at the Hill County Fairgrounds. As you may know, the Hill County Management Manager is permitted to approve contracts over | 00:49:28
$50,000 at the Board of Supervisors discretion. | 00:49:33
I'm pleased to report that this initial architectural and design phase. | 00:49:38
Of the project falls below that discretionary threshold at $49,146.57. | 00:49:42
The Board of Supervisors has identified the Hill County Fairgrounds as a potential economic opportunity for the community and the | 00:49:50
region. Therefore, we're seeking guidance and approval to move forward with this existing exciting. | 00:49:56
Concept that is in line with that mission. | 00:50:03
The primary goals that we're going to be looking at for this site are going to be safety. | 00:50:07
Economic development for Hill. | 00:50:11
Community. | 00:50:14 | |
And to promote discover Hilla County. | 00:50:16
Our project goals and objectives are in line. | 00:50:21
With our commitment to safety, economic and tourism goals, we are confident that the expansion and the remodel of Hill County. | 00:50:24
Raceway will offer many benefits to the local community. | 00:50:31
Here we have a couple of slides just to give an idea of what we're going to be looking at. | 00:50:34
Some of the highlights out of this is going to be improving the safety as mentioned earlier. | 00:50:39
Right now they have tires and what I assumed was a nice landing for a vehicle was brought to my attention that that's the the | 00:50:44
bottom level of safety. What happens with the go karts, they tend to grab the the traction on the tires and it causes rollovers | 00:50:51
and increases the potential for multiple vehicle wrecks. | 00:50:58
So that's just to kind of give you an idea of one of our primary focuses is going to be bringing in barriers that are designed for | 00:51:05
this site. Some of the other things that we're going to be looking at is reorientating the track. | 00:51:11
And reoriented attracts important because it's going to allow us to bring in some of those safety features but also expand the | 00:51:17
track that's going to be able to support. | 00:51:20
An additional. | 00:51:25
Raceway. So they're going to be able to do 2 different types of racing at that location. | 00:51:27
They're currently focused on one season. Throughout the year they have increased out a little bit, but expanding this track. | 00:51:33
They're going to be able to utilize that track nearly year round. | 00:51:40
Next slide. | 00:51:47 | |
So again, this is just a very rudimentary concept to give you an idea of the direction we're taking. | 00:51:50
Again, just to highlight, we're looking at expanding parking. | 00:51:56
Provide Ada access. | 00:52:01
Also facilities a restroom facility. The closest restaurant facility is. | 00:52:03
At the top end of the property. | 00:52:08
So we're looking at establishing that along with stance. Currently, the stands, they can fit roughly 40 to 50 participants or | 00:52:11
spectators. | 00:52:15 | |
They get anywhere from 150 to 200. Now keep in mind that's also including some of the race families. | 00:52:21
So as you can imagine, there's a lot of lawn chairs sitting on the back end of the track. Don't get me wrong, I think that's part | 00:52:28
of the experience. | 00:52:31
But it'll give us an opportunity to give folks. | 00:52:35
A choice with that, I'd be open to taking any questions. OK. Thank you Supervisor hopefully. | 00:52:39
I have no questions. I just. I just have thank you. The fairgrounds and activities at the fairgrounds is one of my. | 00:52:46
Pet peeves for local. So anything we can do to make it better for our youth and the people that recreate out there, I think it's a | 00:52:54
great thing too. | 00:52:58
To continue improving. | 00:53:02
That that area. So I thank you very much and all the people that put their time, energy and effort into the sport that that you | 00:53:05
have. So thank you. | 00:53:10
Yeah. Thank you, Joseph The. | 00:53:17
So today we're approving the design concept and then we'll go forward with. | 00:53:20
It's on getting it pulled together. Is that what we're doing? Is that the order of business? Yes, Sir. OK. And so then I like the | 00:53:25
idea that multiple racing venues can use this. | 00:53:32
And so then we can hold events or events can be held there. | 00:53:39
And is this down below where the animal control building is right across the street, right in that flat area there? | 00:53:44
All right, Perfect. | 00:53:52
Thank you for that presentation. | 00:53:54
Absolutely. I fully support all that we're doing out at the fairgrounds. It's a facility we've had. | 00:53:56
That I'm not familiar with. I'm not from here. I don't have any history. However, if we're going to have something that needs to | 00:54:03
be in working in good condition and so. | 00:54:08
These are all great improvements in my mind. | 00:54:13
Chairman, Board of Supervisors, we absolutely appreciate the positive feedback. | 00:54:16
For sure, I'd like to say thank you to the race team. They're the ones that essentially brought this to us. We were looking at | 00:54:21
doing some soft improvements and they were able to bring this, this larger idea to us. So we're super excited to partner with the | 00:54:27
community and if we're able to get an approval to proceed forward with this. | 00:54:34
Again, we'll be looking at utilizing. | 00:54:41
Source funding from ARPA or ALTCF, which will be determined by. | 00:54:45
OK, perfect. Well, let's see if we can move forward with that. With that, I'll call for a motion. Mr. Chair, I move to approve the | 00:54:51
architectural and design concept for the. | 00:54:56
County go Kart track. I will second that. All those in favor say aye aye aye. | 00:55:02
Thank you, Joseph. Thank you item 4K. | 00:55:08
Information Discussion Action to review the Bids Submitted for Requests for Qualifications number 120423. Professional consulting | 00:55:12
firms specializing in solid waste operations and award Contract number 120423 to Blue Ridge Services, Montana, incorporated in the | 00:55:20
amount of $65,510. | 00:55:28
And we have Melanie with us this morning again. Good morning, good morning, good morning, Mr. Chairman and Supervisor Humphrey. In | 00:55:37
January, we came to the Board to request the advertisement for professional consulting firm to perform a high level review of Hill | 00:55:42
County landfills. | 00:55:48
That includes all aspects of the landfill division and this request was approved on January 2nd, 2024. The scope of work of this | 00:55:54
project included a health and state includes health and safety, our technical approach meaning engineering and documentation and | 00:56:00
our day-to-day operations of a landfill. We want to operate helicopter HeLa County landfills effectively and efficiently. The | 00:56:06
turnover of our staff has been high for our landfills and our goal is to obtain and keep knowledgeable confidence staff that are | 00:56:12
skilled in their trade. | 00:56:18
This evaluation and trading component is just one piece of the puzzle that. | 00:56:25
To attain our goal in keeping staff skilled. | 00:56:30
There are several other pieces to the puzzle, and we're also looking for the most effective equipment for the future and training. | 00:56:35
Landfill staff will be attending Swana that Solid Waste Association of North America Molo training this month, which is a | 00:56:42
certificate program for the management of lands operations. There are four staff members going. | 00:56:48
Two of those employees are equipment operators and these two individuals would be considered emergent leaders in our organization | 00:56:55
that have taken a leadership role without the title. So they're going with us to Phoenix. I have a supervisor going and. | 00:57:01
And myself to Phoenix for this Molo training. So staff also trains weekly on landfill processes, safety topic topics, customer | 00:57:08
service and Heila County policies. Landfill operators have one of the most dangerous jobs on the planet. Training and safety are | 00:57:15
so important to the success of our organization. Over the last two years, we reviewed current landfill practices and determined | 00:57:22
that landfills gap would benefit from a high level evaluation. | 00:57:28
We went out forbid on January 9th and received one still bid from Blue Ridge Services, which is based in Montana. Blue Ridge | 00:57:36
Services has over 35 years of experience helping waste management companies function more effectively and we feel fortunate that | 00:57:41
they bid on our request for qualifications. | 00:57:46
Blue Ridge Services. We evaluate both landfills, the Buckhead Mesa Landfill and Payson and the Russell Boats Landfill here and | 00:57:51
Globe. They'll review all plans and regulatory paperwork, provide us with a comprehensive report put together on site training and | 00:57:57
give us access to online training for a year. | 00:58:02
Recycling and Landfill Management recommends that the Board of Supervisors award the contract for professional control. | 00:58:08
Professional consulting firm specializing solid waste services to Blue Ridge Services in the amount of $65,510. | 00:58:14
Thank you, Melanie. Supervisor Humphrey. | 00:58:23
Umm, Melanie, just thank you. We we realized what what shape our our landfills were in early on when when you came in. And so | 00:58:25
thank you very much for helping us get those under control and the expansions and things going and and keep trying to make the | 00:58:32
landfills better. If we're going to be in the landfill business, we just won't be as good as we can't be in. So thank you very | 00:58:38
much for bringing. | 00:58:44
For bringing us up. | 00:58:50
So you guys are happy. Thank you for that. Thank you, Melanie. Yes, so it sounds to me like this company, even though it's just | 00:58:53
one bidder, they're very experienced, they should be able to provide a huge amount of information from all aspects of the landfill | 00:58:59
from employees to equipment to operations efficiency. | 00:59:06
To both of our landfills which? | 00:59:13
Sounds like a reasonable price too. | 00:59:16
And so. | 00:59:19 | |
Yeah, thank you for that. Are they going to be giving you any information or suggestions or options with regard to recycling? | 00:59:21
That I didn't add that to the scope of work, I'm just interested if that's the case. | 00:59:31
And so I think. | 00:59:37
At least I'm interested in. | 00:59:40
Recycling, if we can afford to do it, to keep less in the landfill and do that. So just something to think about. | 00:59:43
With that, I'll call for a motion. | 00:59:51
Next year, I move toward contract number 120423 to Blue Ridge Services, Montana Incorporated in the amount of $65,510. I will | 00:59:53
second that all those in favor say aye, aye, aye. | 01:00:00
Thank you. Next we have 4L information discussion action to approve economic development agreement number 031424 between Heela | 01:00:08
County and Strawberry patchers incorporated in the amount of $250 to sponsor the strawberry patches 26th Annual Quilt show which | 01:00:16
the board is determined to be for the benefit of the public. This is my item. It's an annual request to help sponsor them with | 01:00:24
this annual quilt show. It supports the community. | 01:00:32
Brings a tremendous amount of people into the area. | 01:00:41
And I'm happy to be able to offer that and I personally feel that it is for the benefit of the public. Do you have any questions? | 01:00:43
I have no questions, Mr. Gray and. | 01:00:50
So with that I will call for a motion. | 01:00:57
I move to approve Economic Development Agreement number 031424. | 01:01:00
With your board is determined to be for the benefit of the public. | 01:01:06
And I will second that all those in favor say aye, aye, aye. | 01:01:10
Thank you. And we are going to be tabling item 4M. So with that I'll call for a motion. | 01:01:15
Mr. Chair, I move to table item 4M and I will second that. All those in favor say aye. | 01:01:22
Aye, aye. Thank you. And that will show up on next week's agenda, I believe. | 01:01:29
So we're at the consent agenda action items item. | 01:01:38
5A through 5K Supervisor Humphrey, do you wish to remove one or more of the items? There's nothing I care to remove from. | 01:01:42
The thank you vent agenda items. | 01:01:53
Thinking, neither do I. So with that, I'll call for a motion to approve the consent agenda items. Mr. Chair, I move to approve | 01:01:56
consent agenda items 5/8 through 5K, and I will second that. All those in favor say aye. | 01:02:03
Aye, aye. So with that, the motion passes and so we've come to the portion. | 01:02:09
Where we have called to the public, Lisa, do we have any public to call on? | 01:02:16
No, Sir, we do not. Thank you, Lisa and Cassandra. And how about here in Globe? | 01:02:23
One supervisor's room, no call to the public. So let's move on to item number 7 where we give our reports. I'm going to turn it | 01:02:30
over to our county manager for. | 01:02:36
A report, if he would like Mr. Chairman Sir Humphrey yesterday, is able to. | 01:02:41
Have some time on Kmart up in Payson and it was with Cameron Davis discussion regarding Discovery County presenting what the | 01:02:48
tourism and marketing website that the county does and how it benefits the public health benefits businesses and it went really | 01:02:54
well and and telling. | 01:03:00
The story of what the Board of Supervisors is doing to support local businesses. | 01:03:07
That's a tremendous success. Kind of a summary of the community meetings we've had over the last month with Mr. Davis and | 01:03:12
Discovering County. So thank you. | 01:03:17
Yes, and thank you for doing that. That's really important that we get that message out and I did listen to part of that. | 01:03:23
But I did have some other stuff to do, so I didn't listen to all of it. | 01:03:28
Supervisor Humphrey. | 01:03:33
Attended a District 2 project information meeting on March the 27th where I get with staff on projects you were doing. | 01:03:36
And the progress on projects that we're doing in District 2. | 01:03:44
Will hold the Tunnel Basin community meeting this evening at at 5:00. We'll hold the Roosevelt community meeting at on the 8th at | 01:03:47
1:00. I'll be on KQSS radio on the 8th at 5:30 and usually after that I go and attend the Miami Town Council meeting. | 01:03:59
And that's all I have, Mr. Chair. Thank you Supervisor. I don't have a lot to report myself. | 01:04:11
Yesterday I did meet with a representative from Senator Kelly's office. | 01:04:20
Concerning Fossil Creek. And so we're still trying to push that needle in the right direction to get some improvements done there | 01:04:26
for safety. | 01:04:30 | |
And coming up on Thursday. | 01:04:35
We have basically the northern preseason fire meeting. | 01:04:38
I believe it's possible Supervisor Klein will attend as well. | 01:04:45
If not, we will have that and it's not for the public but it is for all of our personnel and so we do that annually and. | 01:04:50
We get a little report on the dangers and the possibilities. | 01:05:00
Things occurring or not occurring. | 01:05:04
This coming fire season. | 01:05:07
And with that I don't have anything else. | 01:05:09
If there's nothing else then. | 01:05:13
Thank you for coming. I we stand adjourned. Thank you. | 01:05:15 |

Our next spotlight is Carter Tatum. | 00:11:04
His nomination read On November six at approximately 1043, you were dispatched to a residence regarding a suicide attempt. | 00:11:06
You receive very specific information and responded quickly. | 00:11:14
Once you arrived, you found blood pulled out the front door. Due to the exigent circumstances, you forced entry into the | 00:11:17
residence. | 00:11:21 | |
You found yourself face to face with the German Shepherd, but you remain calmed and found the subject unresponsive in the bathtub. | 00:11:24
You notice your wrists were cut and you immediately began first aid and called for medical. I am confident that your actions saved | 00:11:30
this subject's life and this is not the first life you have saved.
A chance has been with the Sheriff's Office over 3 1/2 years and chance I believe is also up in peace and. | 00:12:36
It was a privilege. Thank you guys. | 00:12:48
Thank you. | 00:12:50 | |
Good job. | 00:12:52 | |
Last but certainly not least, we have a nomination for Nick Montague. | 00:12:56
Who's Spotlight nomination read With the absence of the Peace in Adult Education, Director Nick jumped in to assist in completing | 00:13:01
the Adult Education Grant that was due in just days. He pulled information quickly and with high quality to help complete the | 00:13:06
grant timely. | 00:13:11
Never questioned this as not part of his job, but recognized that the time was now for teamwork. | 00:13:17
His integrity showed that it doesn't matter who or why, but that we do have a task at hand that needed attention. | 00:13:21
He remains forthcoming to the tasks that need attending, all this while building morale within the office, praising those as | 00:13:27
system in this task. | 00:13:31
Nick is with the school superintendent's office and he's been with the county almost 13 years. And Nick? | 00:13:35
Sure. | 00:13:47 | |
I just didn't want to see adult education in Kila County, so I did. | 00:13:48
Thank you very much. Thank you. | 00:13:52
And that does conclude our presentation. Erica, did I miss Aaron Myers? | 00:13:55
No, we did have him right before. | 00:14:02
Supervisor Humphrey. | 00:14:08
I just want to thank everybody and and I and I think this spotlight is a great thing because some of our people really excel | 00:14:09
themselves in and this is a way to recognize them where otherwise they wouldn't get recognized. So thank you for doing this very | 00:14:15
much and I thank the employees that worked so hard. | 00:14:21
Help us with what we need to do. | 00:14:28
Exactly. Thank you. I really enjoy the spotlight. It really shows off. | 00:14:32
The integrity that we have in our employees and so I'd like to thank all of our employees and staff that work so hard and go | 00:14:36
above. | 00:14:41 | |
And beyond. | 00:14:47 | |
Thank you very much. | 00:14:48
So. | 00:14:51 | |
OK. | 00:14:58 | |

This month, we celebrate the ways our government connects, inspires and leads every day. | 00:36:55
Within our community. | 00:37:01
And in collaboration with our state and federal partners. | 00:37:02
Encourage all county residents to participate in national county government outreach events to learn about the important role of | 00:37:07
county government. | 00:37:11
Since 1991, Naco has encouraged counties across the country to raise public awareness about county roles and responsibilities. | 00:37:16
During the month of April. | 00:37:25
It's permission, Mr. Chairman. I'd like to read the proclamation. | 00:37:27
Proclamation #2024-01A Proclamation of the Board of Supervisors of Kenneth County, Arizona proclaiming the month of April 2024 as | 00:37:31
National County Government Month in Philly County. | 00:37:38
With this year's theme of Forward Together. | 00:37:45
Whereas the nation's 3069 counties serving more than 330 million Americans, provide essential services to create healthy, safe and | 00:37:49
vibrant communities. | 00:37:55
Mary Jo Maguire. | 00:38:29
Nako is highlighting county leadership through the lens. Forward together. | 00:38:31
Celebrating the role of county governments in connecting, inspiring and leading as intergovernmental partners and. | 00:38:35
Whereas that role includes a responsibility to inspire county residents. | 00:38:43
To engage with their communities and to lead by highlighting our strength. | 00:38:47
As intergovernmental partners and. | 00:38:51
Whereas each year since 1991, the National Association of Counties. | 00:38:54
Has encouraged counties across the country to elevate Aware. | 00:38:58
Of county responsibilities, programs, and services. | 00:39:02
And now therefore be it resolved that we. | 00:39:05
Any county Board of Supervisors hereby proclaim the month of April 2024. | 00:39:09
As National County Government Month. | 00:39:14

Thank you. | 01:05:15 |
