Officer Riddle's knowledge and skills in animal control far exceed the expectations of his position. 00:04:45
He consistently goes above and beyond to ensure the welfare and safety of the animals in our county. 00:04:51
He is passion for this work is evident in the outstanding results he achieved day in and day out, but truly sets Officer Riddle 00:04:56
apart is his exemplary approach to citizen interactions. He handles every call with a remarkable level of respect, empathy and 00:05:01
professionalism. 00:05:06
His ability to connect with and reassure the citizens of Gila County is commendable and it greatly contributes to the positive 00:05:11
reputation of our department. 00:05:15
Moreover, Officer Riddle's role in managing our department's Facebook page cannot be understated. 00:05:20
His post about lost animals have proved to be incredibly effective in reuniting pets with their families promptly. 00:05:25
And so, instances animals have been returned within a mere hour of being reported missing. This level of efficiency and community 00:05:31
engagement is a testament to his dedication and positive impact he has on our community. His contributions have not only withheld 00:05:37
the high standards of our department and have also enhanced the lives of the residents of Hila County. 00:05:44

So on February 8th, 2024, the Arizona Auditor General's Office reviewed the Gila County Information Technology and Security 00:07:30

In a year's time, Carrie Bartling, Darrell Griffin and the Gila County Informational Information Technology Team have successfully 00:07:38
reduced the number of Auditor General recommendations. 00:07:43
From 15 to 3:00, with the first being continued to implement. 00:07:48
This accomplishment reflects the fantastic commitment to excellence, best practice, integrity, quality, teamwork and improvement 00:07:52

His nomination read On November six at approximately 1043, you were dispatched to a residence regarding a suicide attempt. 00:11:06
You receive very specific information and responded quickly. 00:11:14
Once you arrived, you found blood pulled out the front door. Due to the exigent circumstances, you forced entry into the 00:11:17
residence. 00:11:21
You found yourself face to face with the German Shepherd, but you remain calmed and found the subject unresponsive in the bathtub. 00:11:24
You notice your wrists were cut and you immediately began first aid and called for medical. I am confident that your actions saved 00:11:30
this subject's life and this is not the first life you have saved. 00:11:35
Carter has been with the Sheriff's Office and has been employed with the county over 4 1/2 years and Carter's often patient I 00:11:41
believe. 00:11:44

On November 6th you received a report of a lost hunter in the young area. It was reported that a suspicious man came into the camp 00:12:04
where two female hunters were staying. 00:12:09
Another call was received from the wife of the missing hunter, stating that he had been separated from his hunting group. 00:12:14
So you responded to the area, located the camp check on the suspicious man. You also went above and beyond what was expected and 00:12:20
packed up the females camp and brought it back to the office so they could pick it up. 00:12:26
You also got the missing hunter to safety and back to his hunting group. 00:12:31
A chance has been with the Sheriff's Office over 3 1/2 years and chance I believe is also up in peace and. 00:12:36

Who's Spotlight nomination read With the absence of the Peace in Adult Education, Director Nick jumped in to assist in completing 00:13:01
the Adult Education Grant that was due in just days. He pulled information quickly and with high quality to help complete the 00:13:06
grant timely. 00:13:11
Never questioned this as not part of his job, but recognized that the time was now for teamwork. 00:13:17
His integrity showed that it doesn't matter who or why, but that we do have a task at hand that needed attention. 00:13:21
He remains forthcoming to the tasks that need attending, all this while building morale within the office, praising those as 00:13:27
system in this task. 00:13:31
Nick is with the school superintendent's office and he's been with the county almost 13 years. And Nick? 00:13:35

As mandated by a HUD regulations, we are required to hold a public hearing annually. 00:15:48
This forum serves as an opportunity for community members and program participants to voice any questions or provide feedback on 00:15:52
our goals or objectives and policy outlined in our Five Year Plan. 00:15:57
We are also asking for the Chairman's signature on the required documents related to the choice voucher plan, including our Civil 00:16:03
Rights certification, our Public Housing Authority certification of Compliance and our Public Housing Authority certification of 00:16:08

Good morning, Chairman and Supervisors. This item is asking the Board to approve Resolution #24-0402 to name a section of Road and 00:17:33
Payson, specifically Geronimo Estates. 00:17:40
As S Rolling Rock Way, the Minor Land Divisions created 7 parcels from a parent in this area. 00:17:47
And it is accessed by a single Rd. These parcels are located on the northwest corner of Geronimo Estate, but are not part of the 00:17:57
subdivision. 00:18:01
Recent applications for development on these seven parcels have created the need for Rd. Naming. 00:18:06
And subsequent addressing of these properties. The proposed Rd. name is Rolling Walkway and it branches off with a control Rd. at 00:18:11
approximately mile post 5.2. 00:18:16
Again on the north corner of Geronimo. 00:18:22
The addressing ordinance limits similar sounding names. And as it turns out, Rolling Rock is not used elsewhere in the county. 00:18:26
So this name selection is satisfied. Letters were sent out to the residents in February of 24 and we have not received any 00:18:33
objections. 00:18:38
At this time, Public Works would like to recommend that the Board of Supervisors adopt us that resolution 24/04. 00:18:43
Dash 02, naming a road in the Payson area is South Rolling Rockway. 00:18:50

Let's move on to our regular agenda items for a information discussion action to approve amendment number one to contract 00:19:29
agreement number Ctr. 059323 with San Tan Partners LLC to extend the term of the contract through June 30th, 2025 and to increase 00:19:38
the contract by $19,940.90 Mr. Laforge. 00:19:46

So when we initially thought to seek approval for to purchase these eight expeditions, it was done in an effort to be proactive. 00:19:57
And being proactive, we had to do this before we had the opportunity to actually get a proper quote from the dealer. 00:20:06
You know this was all due to COVID related missed opportunities, high demand of these types of vehicles, and a short ordering 00:20:14
window. 00:20:17
So in order for us to secure these vehicles, we needed to be ready to order them when that window opened. 00:20:22
Everywhere we went, everyone we talked to predicted that this window was going to close really short, so we had to be ready to. 00:20:28
Pull the trigger when, when, when it. 00:20:37
So what we did is we used prior quotes that I had acquired from the previous year for both the vehicle and the up fitting of these 00:20:41
eight expeditions. 00:20:46
And when we sought approval, we had. 00:20:51

When we asked for approval, we kind of mentioned that because we were using estimates that the price may exceed the original 00:21:00
80,000 per vehicle or 640,000 total that we were requesting. 00:21:05

The amount of tax that was to be collected for the upfitting parts. 00:21:15
Didn't get included in any of our quotes. 00:21:19
So that is the reason for us asking for the additional amount, it's just the amount of the taxed. 00:21:21

The subject is Amendment #1 to a contract Zero twelve 0.3 for On Call Land Survey Services. 00:22:36
Back in April of 2023, we came to the board and the contract was approved. 00:22:45
And we hired 2 contractors. One of them was D2 surveying and the other one was civil tech. 00:22:50
We have in the past year or so used 2. 00:22:57
To do some survey work for us, specifically Pine Lane and Old Highway 188. 00:23:01
We anticipate that we will need work, survey work on the town side at activity. So we would like to extend this contract. The 00:23:07
amount of work that was done in, in the past year or so, it's been 8500 dollars. 00:23:15
Even though this contract says not to exceed $100,000, we're anticipating again, a substantial amount of surveying for Council 00:23:23

Normally we're staffed with two surveyors. At this point in time, we only have one. We've had a job posted since January of this 00:23:33

And we have not. 00:23:42
Had qualified applicants apply for the job and that's the reason for extending this contract. So at this time, the Public Works 00:23:44
would like to recommend that the Board of Supervisors approve Amendment number one to contract number 012023 with D2 surveying. 00:23:51

Chairman thank you. Before I get into the details of the item, I just like to share with you that this spring, early summer, we're 00:24:55
planning for Chip Shield 7.2 miles right here in Globe, 5.2 miles in Strawberry and 6.1 miles in Young. 00:25:03
For a total of about 18.5 miles. We have approximately 200 miles of paved Rd. So at at this rate we're we're chip sealing about a 00:25:11
tenth of the road and I would say that that ought to be our our long term goal year after year. So with that we we are looking for 00:25:19
approval of Amendment #3, the contract number 110520 with Hawker Evans Asphalt Company. 00:25:27
And back in 21 February 16 of 2021, the board approved the contract with Parker Evans for two types of chip shield oils. 00:25:36
And at this time, we'd like to extend it the Amendment #3. 00:25:45
And extended terms of the contract from February 5th through February 15th of 2025 for a not to exceed contract amount of 00:25:50
$392,938. 00:25:56
There is a oil price. Oil prices may fluctuate overtime and there is a provision in the contract for price adjustments. 00:26:03
To compensate for these adjustments by an increase or decrease, based on the Arizona Department of Transportation. 00:26:12
Monthly index dollar amount and that was used to provide the new prices to Gila County. 00:26:18

remember back when when they were going to sell the lay down machine and and we fought against it and so you know with with 18.5 00:26:35
miles that we're able to chip till I think the crew because it takes everybody from all different places to throw together to do 00:26:42
that ship ceiling. But the truth knowing if we were to contract that out we'd be lucky to get 9 miles of ship seal so. 00:26:50
So being that the county all throws together with with the the staff. 00:26:58
And and and everybody working together, I I just want to say thank you very much for helping the constituents better their roads 00:27:02
with the management that that has taken place in the in the and the staff willing to throw together and take that time to to do 00:27:08
those rules. 00:27:14

public works and we take everybody that's available including the sign guys and all all the different Rd. yards and and we do it 00:27:26
as a team and that allows us to to do the work that we do on chip seating. 00:27:33
Yeah. And during that, you know we don't we we may fall behind in other things because. 00:27:41
Got all our staff trying to chip seal, but in the long run the things that we that we lack a little bit while we're doing the chip 00:27:47
sealing in that time of year. 00:27:51
To me it outweighs it because we can catch up on those other things and the the amount of roads that we're able to do is is 00:27:57

Yes, I concur. So if my math is close, we're right around $25,000 per mile to do our own ship ceiling versus millions of dollars 00:28:06

So it certainly makes a lot of financial sense for us to be doing this. 00:28:18
Chairman Christensen, that number per mile is basically correct for the oil. There's also the chips. 00:28:23
We estimate is between 3540 thousand dollars per mile to Chipper Rd. for the material cost of chipping our roads in total. OK, 00:28:29
thank you. And and one last thing with strawberry 5.2 miles we've been chip sealing and strawberry for the last four years I 00:28:35

It was to purchase a 23 foot Ranger Bay patrol boat due to the price increase and the the availability. Excuse me, sorry of that 00:30:15

We reached out to Arizona Game and Fish who did a manufacturer change on the boat. So when I'm coming to you today for is the 00:30:29
actual purchase of the boat. It will now be through the Metal Craft Marine US Incorporated for a 2024 Stanley 21 welded aluminum 00:30:37

We will still be utilizing the original grant agreement for the 92. 00:30:55
$92,000 and the remaining funds will be coming from the Sheriff's Office Boat Safety Fund. So no general fund dollars will be used 00:31:01

Multi Jurisdictional Hazard Mitigation Plan. This is a five year plan that is up for revision. 00:40:49
This plan encompasses basically all of the hazards that base our county as well as this municipalities. This does invite 00:40:58
municipalities to partake in this as well to be covered under this plan. This plan opens a lot of grant opportunities for hazard 00:41:04
mitigation grants in the future. 00:41:10
We're seeking to have a consultants draft this plan that will also include assembling a team of stakeholders that will. 00:41:16
Provide input into the plan and feed information into. 00:41:25
And this contract will also cover all the way up until FEMA approval. This is one of the only plans that we have that actually has 00:41:28

The 15,000 square foot exhibit hall stands out as a popular choice for various occasions, including weddings. 00:45:37
4H School Fund Raiders, Razors. 00:45:42
And the annual Gila County Fair. 00:45:46
The Fairground exhibit hall is equipped with three roll up doors. One of them is located near. 00:45:49
The main entrance. 00:45:54
At the front of the building. 00:45:56
Well, the other two are suited at the rear of the facility. 00:45:58
These doors are over 30 years old and can only be operated manually. Moreover, the guide rails are damaged and the doors are not 00:46:02
insulated, and they are in poor condition due to weather and age. A combination of these issues diminishes the Hall's usability, 00:46:08
allowing even the slightest wind to cause significant noise disruptions to events. 00:46:14
Based on the issues outlined above, it is clear from a maintenance standpoint that the current roll up doors at the Fairgrounds 00:46:23
exhibit hall. 00:46:26
For not meeting the necessary standards for safety, comfort and efficiency to address these issues of facilities, Department 00:46:30
recommends that the Board of Supervisors approved the Arizona State contract number Ctr. 061840 for the installation of three new 00:46:36
roll up doors at the Fairgrounds exhibit hall. 00:46:41
The SJ Anderson Company and state contractor will handle the removal of the current doors and the installation of the new doors at 00:46:48

Improvement Project. 00:49:24
Located at the Hill County Fairgrounds. As you may know, the Hill County Management Manager is permitted to approve contracts over 00:49:28
$50,000 at the Board of Supervisors discretion. 00:49:33
I'm pleased to report that this initial architectural and design phase. 00:49:38
Of the project falls below that discretionary threshold at $49,146.57. 00:49:42
The Board of Supervisors has identified the Hill County Fairgrounds as a potential economic opportunity for the community and the 00:49:50
region. Therefore, we're seeking guidance and approval to move forward with this existing exciting. 00:49:56
Concept that is in line with that mission. 00:50:03
The primary goals that we're going to be looking at for this site are going to be safety. 00:50:07
Economic development for Hill. 00:50:11
Community. 00:50:14
And to promote discover Hilla County. 00:50:16
Our project goals and objectives are in line. 00:50:21
With our commitment to safety, economic and tourism goals, we are confident that the expansion and the remodel of Hill County. 00:50:24
Raceway will offer many benefits to the local community. 00:50:31
Here we have a couple of slides just to give an idea of what we're going to be looking at. 00:50:34
Some of the highlights out of this is going to be improving the safety as mentioned earlier. 00:50:39
Right now they have tires and what I assumed was a nice landing for a vehicle was brought to my attention that that's the the 00:50:44
bottom level of safety. What happens with the go karts, they tend to grab the the traction on the tires and it causes rollovers 00:50:51
and increases the potential for multiple vehicle wrecks. 00:50:58
So that's just to kind of give you an idea of one of our primary focuses is going to be bringing in barriers that are designed for 00:51:05
this site. Some of the other things that we're going to be looking at is reorientating the track. 00:51:11
And reoriented attracts important because it's going to allow us to bring in some of those safety features but also expand the 00:51:17
track that's going to be able to support. 00:51:20
An additional. 00:51:25
Raceway. So they're going to be able to do 2 different types of racing at that location. 00:51:27
They're currently focused on one season. Throughout the year they have increased out a little bit, but expanding this track. 00:51:33
They're going to be able to utilize that track nearly year round. 00:51:40

So again, this is just a very rudimentary concept to give you an idea of the direction we're taking. 00:51:50

That includes all aspects of the landfill division and this request was approved on January 2nd, 2024. The scope of work of this 00:55:54
project included a health and state includes health and safety, our technical approach meaning engineering and documentation and 00:56:00
our day-to-day operations of a landfill. We want to operate helicopter HeLa County landfills effectively and efficiently. The 00:56:06
turnover of our staff has been high for our landfills and our goal is to obtain and keep knowledgeable confidence staff that are 00:56:12
skilled in their trade. 00:56:18
This evaluation and trading component is just one piece of the puzzle that. 00:56:25
To attain our goal in keeping staff skilled. 00:56:30
There are several other pieces to the puzzle, and we're also looking for the most effective equipment for the future and training. 00:56:35
Landfill staff will be attending Swana that Solid Waste Association of North America Molo training this month, which is a 00:56:42
certificate program for the management of lands operations. There are four staff members going. 00:56:48
Two of those employees are equipment operators and these two individuals would be considered emergent leaders in our organization 00:56:55
that have taken a leadership role without the title. So they're going with us to Phoenix. I have a supervisor going and. 00:57:01
And myself to Phoenix for this Molo training. So staff also trains weekly on landfill processes, safety topic topics, customer 00:57:08
service and Heila County policies. Landfill operators have one of the most dangerous jobs on the planet. Training and safety are 00:57:15
so important to the success of our organization. Over the last two years, we reviewed current landfill practices and determined 00:57:22
that landfills gap would benefit from a high level evaluation. 00:57:28
We went out forbid on January 9th and received one still bid from Blue Ridge Services, which is based in Montana. Blue Ridge 00:57:36
Services has over 35 years of experience helping waste management companies function more effectively and we feel fortunate that 00:57:41
they bid on our request for qualifications. 00:57:46
Blue Ridge Services. We evaluate both landfills, the Buckhead Mesa Landfill and Payson and the Russell Boats Landfill here and 00:57:51
Globe. They'll review all plans and regulatory paperwork, provide us with a comprehensive report put together on site training and 00:57:57
give us access to online training for a year. 00:58:02
Recycling and Landfill Management recommends that the Board of Supervisors award the contract for professional control. 00:58:08
