Special meeting together Thursday, April 18th, 2024. It is 2:00 PM and I've asked Kathy to leave us in the Pledge of Allegiance if | 00:00:02
we don't stand, please. | 00:00:07
I pledge allegiance to the flag of the United States of America. | 00:00:14
And to the Republic for which it stands of one nation. | 00:00:18
OK, so we have all board members present. I'm in Payson at the Tommy Klein Martin building. | 00:00:31
We have Supervisor Humphrey in the Globe Board Supervisors Room and we have. | 00:00:39
Supervisor Klein. | 00:00:45
On the phone we also have Jessica Sabelli on the phone. We also have James Finlay on the phone. Is that right? | 00:00:47
Yes, Sir, that's correct. | 00:00:54
Let's go ahead and go to item 2A, our only item. | 00:00:59
Information Discussion Action Prove the Challenge Caucus Agreement #24-CS Dash 11031200 Dash 108. | 00:01:03
In the amount of $165,000 between Heila County and the US Department of Agriculture for Service Southwestern Region Tono National | 00:01:15
Forest. | 00:01:20 | |
And we have Romero with us to present that. | 00:01:25
Thank you, Chairman Christensen, Board members, and in this particular case, my thanks to staff as well for putting this special | 00:01:30
meeting together. | 00:01:34
We're asking the board to approve an agreement with the Forest Service that it would allow them to cost share the cost of | 00:01:40
preparing environmental assessment documents. | 00:01:45
And clearances for four different sites across the Forest Service area, we have been talking, we have quarterly meetings with the | 00:01:50
Forest Service and we share the different challenges that we have material being one of them. We share with them that Forest | 00:01:57
Service roads make up a big chunk of the of the roads that are dirt roads in Gila County. | 00:02:05
And their contribution long term, has been to offer material fits through the county, The use of these material pits in order to | 00:02:14
satisfy the National Environmental Policy Act, or NEPA. As most of us know, it requires these clearances. | 00:02:21
However, the life of these pits are anywhere from 8 to 15 years, so it's a money that we will get a return on. We've asked the | 00:02:30
Forest Service to contribute. | 00:02:36
They finally scrounged the money. The money was available. We need to expedite the approval and that's why we're here. The Forest | 00:02:42
Service is offered to fund 165,000 of the 278,931 dollars that have been estimated by Kimberly Horn to do this work. | 00:02:51
That would leave Gila County with $113,000 and 931 cents to fund in order to get these. | 00:03:01
Environmental assessments complete. | 00:03:10
In the body of the board item there is a cooperators agreement with the Forest Service. You see slightly different numbers because | 00:03:12
the Forest Service is allocated some in kind contribution, meaning their staff. | 00:03:18
And they've also allowed for the county to have some in kind contribution meaning our staff those are non cash items and the and | 00:03:25
the cash that we're talking about is the numbers that I just talked about. So with that I will take any questions and and would | 00:03:31
request that you approve this board item. | 00:03:37
Thank you, Romero Supervisor Humphrey. I have no questions, just comment. Homero, thank you for for putting this together and | 00:03:44
reaching out to Forest Service and thank staff and everyone involved in in putting this meeting together quickly. | 00:03:52
Board Thank you for getting together because things like this if we wait and they can't happen so just hats off to everybody for | 00:04:00
these meetings to. | 00:04:05
To help us go forward. | 00:04:10
Thank you, Supervisor Klein. | 00:04:14
Yeah, Mr. Chair Stingo for me. I just appreciate them getting all this going and. | 00:04:18
Glad we're going to get in there and get started with it. So thank you homeroom, everybody else. | 00:04:24
Thank you and congratulations on your appointment to the WIR as a voting member. | 00:04:30
Thank you. | 00:04:38 | |
I homero my only question is this is not normal. We don't usually get money like this do we? Actually the four services is a a | 00:04:40
cooperating partner for. They also sponsored the 400 and some odd $1000 to do the EA for the young Rd. | 00:04:48
And so, when it comes to environmental assessments, the Forest Service seems to be able to find money. | 00:04:57
They they tried to find money and we just need to keep reminding them of the of the partnership. There are two partnership that we | 00:05:02
have We actually take care of close to 400 miles of four service roads in Gila County and and they appreciate that we have a | 00:05:09
quarterly meetings and as a result of those quarterly meetings and and and us asking them to come forward with this money they | 00:05:15
they did find it it's. | 00:05:21
Not entirely, never happened. It is a little bit unusual and we need to keep pushing for them to continue to contribute. | 00:05:28
Thank you, Marilyn. Thank you, your staff. This is a great deal. And So what I'll do now is I'll call for a motion. Mr. Chair I I | 00:05:37
make a motion to approve. | 00:05:43
The Challenge Cost Share Agreement #24-CS Dash 11031200 Dash 108 in the amount of $165,000 between Gila County and the US | 00:05:49
Department of Agriculture Forest Service. | 00:05:57
Southwestern Region Tunnel National Forest as presented. | 00:06:07
And Mr. Chair, I'll second that. | 00:06:13
OK, Then we do have a motion and a second to approve all those in favor, say aye. | 00:06:16
Aye. | 00:06:22 | |
Aye, aye. Unanimous. | 00:06:23
Thank you, Romero. Thank you. | 00:06:27
OK. We have no public and patient. Is there any reason to have a call to the public? Well, I mean should I say, is there anyone in | 00:06:30
globe or on the Internet? | 00:06:36
Hi, Nikhil. | 00:06:42 | |
OK. Thank you. And we'll go to item number four. I don't have any comments myself. | 00:06:44
Manager Menlo, do you have anything that you'd like to present? | 00:06:52
No, Sir. | 00:06:58 | |
OK. Thank you. Supervisor Humphrey I I have nothing. Thank you. | 00:07:00
OK, Supervisor Klein. | 00:07:05
OK, I'm good right now, Mr. Chair. | 00:07:07
OK. Well, thank you, gentlemen. At this time, ladies and gentlemen, I will adjourn. | 00:07:11
This meeting. | 00:07:18
