Good to see everyone. Looks like it's going to be warming up. So spring just blew away yesterday, I think. | 00:01:21
Let's start with item number two, public hearings. We have several to do. Item two as information Discussion Action to adopt | 00:01:29
Resolution #24-05-07, which approves Eva County Community Development case number CU PP2403-001, a request by El Tobayo, club | 00:01:39
owner, and Chris Carell of Pinnacle Consulting Incorporated, who is the applicant for a conditional use permit upon Hewlett | 00:01:48
County's assessor's tax parcel #302-34-422 E located at 8119 W. | 00:01:58
Mescalero Rd. In Mesodel, Payson, AZ. We have Randy Morning Chairman Supervisors, so I have a rarity today. We have a tower with | 00:02:09
one or one in support and no opposition, so this is a new thing for us here. It does not require unanimous votes, so we can go | 00:02:19
from there. This is really a tower down in Mesodel that they want to put at their park. | 00:02:29
When we during our hearing, we had lots of sport from the neighbors. | 00:02:40
Basically around them is SFRD 6 and D10 and D12. | 00:02:44
The homeowner associations in support. | 00:02:53
Again, we've received one letter in support. | 00:02:57
All the notifications was done by staff. It was put in the paper on 4/30 and five one in the roundup and in the silver belt. | 00:03:02
And there are. If you decide to recommend approval, there are 13. | 00:03:12
Umm conditions that we've put on here refills to you real quick. The development, operation, maintenance shall conform to the | 00:03:20
application and narrative that they provided. The maximum height is a 90 foot stealth design monopole wireless facility. The 90 | 00:03:28
foot self mono wireless facility must be structurally engineered. The hole must fall within the fall zone that it affects no other | 00:03:36
buildings or property lines. | 00:03:44
Building permit shall be approved and. | 00:03:52
Have one year to get it done. The current lease must be submitted before the issuance of the building permit. Appropriately | 00:03:57
provide a Co Locate other antennas on the 90 foot. | 00:04:03
The tower design and monopole and associated equipment shall be removed immediately from the property at the owners expansion. If | 00:04:12
it is the monopole becomes unusable or obsolete. A lighting shall comply with the Gila County outdoor ordinance. The equipment | 00:04:19
area must be secured and vandal proof the concrete CMU wall enclosure. This compound shall exceed, shall not exceed 6 foot in | 00:04:27
height. A certificate of compliance will be issued when the construction is done. | 00:04:35
And it is the responsibility of the owner and the subject property to obtain all necessary federal, state, county and local | 00:04:43
permits that may be required in the issuance of this GP does not relieve them the owner of any liability for failing to obtain all | 00:04:50
the required permits. Any other questions, I'll be more happy to answer. Thank you, Randy. And I'd also like to let the other | 00:04:57
supervisors know that we do have a representative from Pinnacle Consulting here if there's questions for him, but. | 00:05:05
I'll ask his supervisor. Humphrey, do you have any questions? I have no questions. Supervisor Klein? No, I'm good. | 00:05:13
OK, are we ready to vote on this? | 00:05:20
There's a public hearing, so I don't know if you have to. I'm sorry. Right. Thank you. All right. So I'll close the discussion and | 00:05:24
open it up to the public. Is there anyone here in Globe that wishes to speak on item 2A? How about the Internet? No. And how about | 00:05:29
hasten? | 00:05:35 | |
All right. Thank you, Lisa. I'll close the public hearing portion and ask for a motion. | 00:05:43
Mr. Chair, I move to adopt Resolution #24-05-07. And Mr. Chair, I'll second that. OK, We have a motion to approve and a second all | 00:05:53
those in favor say aye. Aye. Thank you, Randy. Item 2B Information discussion action to adopt Resolution 24-05-06 which approves | 00:06:03
Hilah County Community Development case number CU PP2402-001 a request. | 00:06:12
By 144 E Belluzzi Blvd. LLC Jason Bender, owner and applicant for a conditional use permit upon HeLa Counties. Assessors tax | 00:06:22
parcel #302-04-081D located at 144 E Paluzzi. | 00:06:32
Blvd. And that would be in rim trail area in the Payson area. Randy again good morning. So this is a little bit of a different | 00:06:42
item. This parcel substandard was split off for the fire department and no one. | 00:06:51
Figured out the fire department would never be there and all the paperwork says it has to be a fire department, fire department, | 00:07:02
fire department, so. | 00:07:06
The fire department left and so now we have a building and a parcel substandard size for the area and. | 00:07:11
Mr. Banger originally went through the process to get a rezone and I. | 00:07:21
Got approval from the commissioners PNC Commission and then decided because the neighbors really didn't want it to be rezoned. In | 00:07:29
an effort to do that he has came back and says I just want to use this as a private garage. And so that's what the CP4 is that in | 00:07:38
lieu of the fire station that he can use it as a private garage. And so far I have 7 letters. | 00:07:46
And support. | 00:07:56 | |
No letters in. | 00:07:57
Denial. It's a very nice building. Mr. Banger does live in the area and basically just wants to store all this extra stuff in | 00:08:00
there. He doesn't want to put some equipment in there that he has, but that's that's fine. It's a normal use. We have 7 conditions | 00:08:07
that would apply to this. | 00:08:13
Number one, again, the owner shall comply with everything you submit it to the. | 00:08:21
Community development. All outdoor loyding shall be hooded or shield and meet the HeLa County Lighting Control Ordinance. It is | 00:08:27
the responsibility owner of the property attain all necessary federal, state, county and local permits. No use should be operated | 00:08:34
in such a manner as to cause fire, explosion, hazard, allow toxic fumes, generate toxic waste. Neither shall there be emits in the | 00:08:41
atmosphere suit best radiation, odor, noise, vibration, heat, flare. | 00:08:49
And so on. At no time can the garage be used as a habitable space. This is a non habitable structure and no time can the garage be | 00:08:57
used for commercial use and the current structure on. | 00:09:03
APN 30204081 D cannot be enlarged due to the small size of the property that was split off just for the fire station and without | 00:09:11
any other questions. Be more than happy to answer. OK. Thank you Randy. Supervisor Humphrey, is that area zone commercial or | 00:09:17
residential? It is residential. | 00:09:23
But he can't live in this building, correct? It's not. It was always a garage, even for the fire department, so it was never | 00:09:30
designed to be habitable. And again, Mr. Banger went through the process to get it rezoned so that it could be residential and he | 00:09:38
could have went through the process of making it happen. But in an effort to appease the neighbors, he has went this way and and | 00:09:46
decided to go. You said this is a private garage, it'll be AU. | 00:09:54
Which is same as your garage that you're not supposed to be living in. OK, yeah, that's fine. I was just wondering if sometime | 00:10:02
down the road, if it's residential that somebody may try to. | 00:10:07
That was the big fear of the neighborhood, by the way, was that this was between going to become a short term rental. | 00:10:13
And they also feared that because this one parcel would get rezoned that everyone would rezone. And this doesn't set any | 00:10:19
presidents. This is a substandard size lot that was made for the fire department. We just never thought about the fire department | 00:10:26
leaving. OK. I'm. I'm good. Mr. Speaker. Thank you, Supervisor. Client. I'm good as well. Thank you, Andy. Yeah. Like most of | 00:10:34
these really is there's a long back story. | 00:10:41
And so here we have a piece of property that someone owns that can't use the property because of the way it kind of developed out | 00:10:50
of the zoning and change of use and all of that, so. | 00:10:56
You know, this applicant or a future owner could come before us and request a rezoning on that particular piece and in order to | 00:11:05
make it habitable and all those things. Correct. So, OK, all right with that. Then I'll close that discussion and open it up for | 00:11:14
public hearing. Anyone in Globe or the Internet or Payson that wishes to speak on this? No, Sir. No. OK, thank you. Then I'll | 00:11:23
close the the public hearing portion and call for a motion. Mr. Chair, I'll make a motion to adopt resolution #24-05-06. | 00:11:32
I'll second that motion to approve and 2nd those in favor say aye, aye. | 00:11:42
Aye, thank you, Randy. Item 3C, no, I'm sorry, 2C information discussion. Action to adopt A resolution #24-05-11 to name W Rye | 00:11:47
Creek Rd. In the Rye area. We have Tom home. Good morning, Mr. Chairman, members of the Board in other words. | 00:11:57
Recent land splits in the southwest corner of Rye have generated the need to create a road name, so we can apply addresses too. | 00:12:09
That's on the West side all the way to the South. | 00:12:21
Oh, there we go. Now we have. | 00:12:24
Sort of the picture. | 00:12:27
So coming to you today to create that road, mate. | 00:12:29
OK. Any questions, Supervisor Humphrey? | 00:12:36
Anybody against that road name? No, Sir. | 00:12:41
OK. We're not going out and doing large wide like published in the paper. Our ordinance allows us to do direct mailing to the | 00:12:45
property owners and this was the name that was proposed by the property owners. It doesn't conflict anywhere with the county | 00:12:52
ordinance. So we were agreeable to this day. OK, thank you, supervisor. Client, I'm good. Thank you. OK, thank you. Let's open it | 00:13:00
up to the to the public public hearing portion, anyone in globe, the Internet or patient? | 00:13:07
OK. We'll close that and I'll call for a motion. | 00:13:17
Should I move to adopt resolution #24-05-11 and I will second that OK motion to approve and 2nd those in favor say aye aye? | 00:13:20
Information, Discussion Action to adopt another resolution 24-05-11. | 00:13:34
I'm sorry, Dash 12. | 00:13:40
To name N Cowboy Lane in the Toronto Basin area. | 00:13:42
Good morning, Sir. Yeah, again, Minor Land Division activity has created the need for us to create a new street name. So what was | 00:13:47
put forth by the residents was Cowboy Lane and it's just off Outlaw Lane on the east side of Tunnel Basin, down Green Trail. | 00:13:57
There was number problem with the naming from the ordinance point of view, so we were amenable to it and we are now here before | 00:14:09
you. | 00:14:12 | |
OK, Supervisor Humphrey, no questions. Mr. Chair, Supervisor Klein. I'm good as well. So you could live at the corner of Out Long | 00:14:17
Cowboy? Yes Sir. OK. | 00:14:22
Like it? Any public will open it up to a public hearing. At this point, anyone here in Globe or Payson or the Internet that wishes | 00:14:29
to speak? | 00:14:35 | |
OK, We'll close that call for a motion, Mr. Chair. I'll make the motion to adopt resolution #24-05-12. | 00:14:40
I'll second that motion to approve and second, all those in favor, say aye. Aye. Thank you, Tom. Thank you very much. All right, | 00:14:49
let's move on to regular agenda. Item 33A is information, discussion action to adopt resolution #24-05-05 authorizing the Healer | 00:14:56
County recorder as the Board of Supervisors designee to designate 2 emergency voting Centers for the 2024 primary election | 00:15:04
specified in the resolution. And we have. | 00:15:12
Recorder Sadie Bingham, Thank you Supervisor, Chairman and supervisors. According to ARS 16411 B 5 is states that the Board of | 00:15:20
Supervisors can designate the recorder or someone to handle the emergency voting. And so we are asking that we have or that you | 00:15:27
assign our office and we would have emergency voting July 27th, 28th and 29th and the recorders office here in Globe and in Payson | 00:15:34
from 8:00 AM to 5:00 PM. | 00:15:41
OK, thank you, Sadie Supervisor Humphrey. | 00:15:50
You know what would be an explanation for an emergency? | 00:15:54
We're not allowed to ask them what their emergency is. If they come in and they state that they have an emergency, we asked them | 00:15:58
if they are able to go to the polling place on Tuesday. If they say no, then we have them sign an affidavit swearing that's an | 00:16:04
emergency, that they can't make it to the polls and they can vote. | 00:16:10
Thank you. | 00:16:16 | |
Supervisor Klein, I'm good. Sadie, thanks. Yeah, yeah. If the general public doesn't know this is not an emergency, like | 00:16:21
earthquake or something, this is where a particular person planned on voting on Election Day. And then something came up and now | 00:16:27
it's an emergency on their part. They still want to vote, and we have a place for them to do that. | 00:16:33
OK. All right, so. | 00:16:39
I will call for motion. | 00:16:43
Mr. Chair moved to adopt resolution #24-05-05 and I will second that motion to approve. And second, all those in favor say aye. | 00:16:44
Aye. Thank you. Thank you. OK item 2B3B. | 00:16:51
Information Discussion Action to Approve Professional Services Contract number 0.0124 with Ripple Reporting, LLC for an amount not | 00:16:59
to exceed 103,000 for the period of July 1, 2024 to June 30th, 2025 to support To provide reporting. | 00:17:07
And transcribing services for the Eva County Superior Court. Good morning. Good morning. Cassie or Nellis on behalf of John | 00:17:17
Barrett before you this morning as a professional service contract with Ripple Reporting LLC. | 00:17:24
Last year our longtime court reporter retired and since then the courts been utilizing a been utilizing contract court reporting | 00:17:32
services saving the county the cost of salary and ERE for a full time staff reporter. So before you the before the board today is | 00:17:39
the contract for those services. | 00:17:46
OK. Thank you. Supervisor Humphrey, I have no questions about the Klein. | 00:17:53
I don't think I do either. Thank you. | 00:17:59
I do have one, and that is about how much money do you think will save making this transition? | 00:18:01
We don't have a full year of staff on that. | 00:18:09
I'm sorry, I I mean, if you'd like that information, it doesn't have to be specific. But you're you're saying we will save money | 00:18:14
this way. Correct. Correct. OK. Yes. Because our the required hearings for to staff the court reporter have have been minimized | 00:18:21
down to grand jury first degree cases, mental health cases. That's the only time there's a few others. But that's the only time | 00:18:28
you have to have a a court recorder in the courtroom. | 00:18:36
We had a full time staff reporter there all week, all day. | 00:18:43
So there was very few hearings we were needing to utilize her for. So now with a contract, we only contract and pay her for the | 00:18:49
specifics that we need her for. OK, great. And it could be substantially less than 103,000, right? OK All right. With that, I'll | 00:18:56
call for motion, Mr. Chair. I'll make the motion to approve Professional Services contract number 040124 with Ripple Reporting LLC | 00:19:02
as. | 00:19:09 | |
Mr. Chair, I'll second that. OK, thank you. We have a motion and a second to approve those in favor say aye, aye, thank you very | 00:19:16
much. All right. Item 3C information discussion, action to approve or do not to variance request for the commercial development of | 00:19:24
Fossil Creek Farm located at 8327 W Fossil Creek Rd. In Strawberry, AZ. And that parcel number is 301-11-047A and we have Tom | 00:19:32
Goodman. | 00:19:39 | |

This is a commercial business that has requested. | 00:20:23
Submitted engineered drawings and a traffic impact statement for this driveway. | 00:20:29
According to our Healer County Roadway Design Standards Manual, there's quite a few. | 00:20:35
Standards that have to be met in order to have a commercial driveway accessing a County Road. | 00:20:42
In effect, there's about 11:50 of them. | 00:20:48
So when they submit it again, they had an engineer. | 00:20:52
Just submitted a plan with a sealed plan and a traffic impact study for these this driveway. There were two two items that we | 00:20:57
would ask you to consider variances for today. So the first one. | 00:21:04
Is that the driveway is supposed to be 150 feet away from the nearest right away intersection. | 00:21:12
In this case, the driveway is only 92 feet, so it's supposed to be 150 feet minimum, and this driveway is 92 feet. So that's the | 00:21:21
first variance request we have. | 00:21:26
The second one is that the going down into the parking lot from the road, the driveway should not have a slope more than 8%. | 00:21:33
What we have at this location is as it comes off the highway, it comes off the road, it has a nine percent slope and then that | 00:21:44
increases to 13.7 as you go down into the parking lot. | 00:21:51
So that's all we're asking for, for the variances for the ingress and egress at this one location. And that's all I'm coming here | 00:22:00
to ask for. So in conclusion, Fossil Creek Farm is a commercial development in Strawberry. | 00:22:07
We are bringing to you this request for two variances for the ingress and egress driveway into that parking lot. | 00:22:15
And I'll be happy to answer any questions. Thank you, Thomas. Supervisor Humphrey. | 00:22:23
Yeah. Are there other issues with this commercial? | 00:22:28
Place other than. | 00:22:32
Just the entrance to it. So for Public Works, there's just the ingress and egress driveway under Public Works. So my understanding | 00:22:35
is that there are other issues with the county departments, but from what I've gathered, it seemed that there were other issues as | 00:22:45
well. And so I was just kind of thinking that maybe they need to take care of internal issues before they work on external issues. | 00:22:55
An entrance. | 00:23:06 | |
So no further questions, Mr. Chair. Thank you, Supervisor Klein. | 00:23:08
Tom, with these variances, is there any reason why it wouldn't work? I mean you know you got the 90 feet. Is it is that safe | 00:23:15
enough? I don't, I'm not real familiar with the property. That's what I'm asking. So. So the engineer provided a good report for | 00:23:22
us. The traffic impact statement looked at volumes out on Fossil Creek Rd. They were well within what we what we were looking at. | 00:23:29
We don't see that as an issue the the driveway being 92 feet away from the intersection where it should be 150, we looked at that. | 00:23:36
We don't see that as a problem. | 00:23:43
And then the slope going down into the parking lot. | 00:23:51
We looked at that as well and we don't see a problem. We looked at stopping sight distance as you're coming in and out of the | 00:23:55
driveway and that that looks good also. So we don't we didn't see any problems. Thank you, Tom. | 00:24:02
Thank you, Tom. So I am quite familiar with this property it's in Strawberry in my district and so there has been ongoing | 00:24:12
discussions. This is a difficult piece of property to develop because of the shape of it and and that so today we're. | 00:24:20
And and I do know and I want to commend all of our staff, community development and public works and everyone working with the | 00:24:29
owners as there have been many difficult issues that have come up and and I do believe they're trying to cooperate as best they | 00:24:35
can to get in compliance with everything. | 00:24:41
But they will be able to use this property if we don't do this variance because of our own restrictions, the limits therein. We | 00:24:48
did receive one complaint that I'm aware of from Mr. J Fuller who lives in the area and the complaints related to he has a lot of | 00:24:56
complaints but the the complaints related to what we're talking about today would be gravel is transferred from the lot out onto | 00:25:04
Fuller drive making it a dangerous situation with lighting and. | 00:25:12
And all of that and also water runoff coming on the floor drive creating additional problems. Are those issues going to be dealt | 00:25:21
with and are they going to be solved? They aren't. So in the plans that this engineer submitted, we told them that we want to | 00:25:28
close traffic off from ingress and egress on the floor. And so they in the plan sheet they put a decorative fence that will | 00:25:35
prevent that from happening. | 00:25:43
So that is addressed in the plans by the engineer and drainage, drainage will be taken care of as well. So there will be no | 00:25:50
vehicles going onto or from floor. The drainage is that I'm not sure is that the lower section that we're talking about. | 00:25:59
Further down into the Creek area, it dumps and travels onto the road rather than down alongside. So that's really a separate issue | 00:26:09
that we Public Works has also been looking at dark. Our floodplain administrator has looked at that issue. | 00:26:17
The the Perry's just submitted a report from a hydrologist engineer. | 00:26:26
And we those issues have been addressed as well. They're not part of this variance request, but those issues that have also been | 00:26:34
addressed by Public Works, I know there's a lot of issues and so they need to be addressed because some claim that the four are | 00:26:40
the ones that created the problem are not opposed. | 00:26:46
Sorry the parodies. Yeah, created the initial problem. | 00:26:52
So, OK. So today we're just talking about this variance for the. | 00:26:57
Ingress egress off of. | 00:27:01
Fossil Creek Rd. OK, So are there any other questions? Yes, Mr. Chair, if I may. One more question probably for the attorney. If, | 00:27:04
if, if it doesn't meet what we're what it's supposed to have and we give them a variance, what's our liability if there's an | 00:27:10
accident? | 00:27:16 | |
Well, anytime there's a lawsuit regarding. | 00:27:29
An unsafe Rd. | 00:27:33 | |
The standard. | 00:27:35
Is whether it was unreasonably safe. | 00:27:38
And when it was reasonably safe. | 00:27:42
So the courts have opened that. | 00:27:45
Type of liability. | 00:27:49
To that general question. | 00:27:53
And so you're able to go to the jury? | 00:27:55
And each side gets to try to persuade the jury as to whether it was reasonably safe or not. | 00:27:59
And that they'll end up getting civil engineers to come in on each side and testify about whether or not that was reasonably safe. | 00:28:05
And they'll cite studies and so forth and so on. | 00:28:10
So. | 00:28:16 | |
Plainly if they, if they used, open this business in violation of the county. | 00:28:19
Umm, Standard. | 00:28:25
That would be bad if there was a litigation. We approved that, but since they're going through the process and getting. | 00:28:29
The authorized process involved to get a variance and that wouldn't be an issue, but it would just come down to the Fairfax well, | 00:28:37
is it safe or isn't it safe? | 00:28:41
And I don't know the answer to that. The jury would answer that question. And I think that's what you're doing here today is | 00:28:47
you're asking civilians, Mr. Cleveland, OK, is this safe or not? Can we vary from this and it still be a safe Rd. | 00:28:53
You're depending on your civil engineering staff to tell you they think it's still safe, but that's that's the answer to the | 00:29:00
liability. Question is, is it safe? | 00:29:05
Please go save notwithstanding the variant. | 00:29:11
OK. Thank you. | 00:29:14
No more questions, Mr. Chair. Thank you. Supervisor Klein. Anything else? I'm good. OK, then we'll call for a motion. | 00:29:16
Mr. Chair, I move. | 00:29:26
To approve 2 variants Request for the commercial development of Fossil Creek Farms located at 8327 W Fossil Creek Rd. In | 00:29:30
Strawberry, AZ Parcel #301-11-0478 Mr. Chair. I'll second that motion and a second to approve those in favor. Say aye aye. | 00:29:42
Aye, those opposed. Nay. | 00:29:55
So we have a 2 to one to approve. | 00:29:59
Thank you, Tom. | 00:30:02
OK. And we did not need to have a unanimous vote, is that correct? | 00:30:04
You know, I haven't looked at that manual. | 00:30:13
Maybe, Tom, you know, you read through the manual to see if there's a requirement for unanimous vote for a variance. It didn't say | 00:30:17
unanimously, it just said it would need board approval. | 00:30:22
It's been a while since I read through the. | 00:30:28
I read parts of its skin through parts of the What do they call this Traffic Safety magnet for the county? Yeah, it's called the | 00:30:32
Yulia County Roadway Design Standards Manual. | 00:30:38
Yeah, I spent quite a bit of time reading it. I don't recall any any requirement there for you on this vote. | 00:30:45
OK. Thank you. | 00:30:51
Then we'll move, then we'll just move right on then item 3D information discussion action to adopt resolution #24-05-10 accepting | 00:30:53
E Tunnel Creek Bridge Rd. Into the Gila County maintained roadway system as a public Rd. Tom, yes, again good morning. So this is | 00:31:02
a request to adopt resolution #24-05-10 to accept E Tonto Creek Bridge Rd. Into the Gila County maintain roadway system as a | 00:31:10
public Rd. | 00:31:19 | |
A little bit of background on August 18th, 2014 and December 1st, 2015. | 00:31:29
The board approved the purchase of properties needed for right of way for construction of the Tunnel Creek Bridge. | 00:31:36
And the bridge is progressing very well, Should be done here within. | 00:31:46
Three weeks or so. | 00:31:51
And the road improvements that go along with the bridge are are numerous. And that's why we're here today. So it began. It begins | 00:31:53
at State Route 188 and follows a new bridge across the Tunnel Creek to Just Pass Desert Rose Dr. on the east side of the bridge, | 00:32:00
where it merges into existing Greenback Valley Rd. | 00:32:07
So our recommendation? | 00:32:16
Of the public works directors that the Board of Supervisors accept E Tunnel Creek Bridge Rd. Into the Ela County Maintained | 00:32:18
Roadway System as a public Rd. | 00:32:23
And I'll be happy to answer any questions. Thank you, Tom. Supervisor Humphrey, I have no questions. Supervisor Klein, I'm good as | 00:32:29
well. I'm good as well. Thank you, Tom. With that, I'll ask for motion. Mr. Chair, I'll make the motion to doctor Resolution | 00:32:34
#24-05-10. | 00:32:40 | |
I'll second that we have a motion and a second to approve those in favor, say aye. | 00:32:46
Thank you, Tom. We also have item 3E which is information discussion action to authorize the advertisement of invitation for bid | 00:32:52
number 050324 called the Gibson Ranch Rd. Roadway Improvement Project. Yes, again, good morning. So this is a request to advertise | 00:33:00
invitation for bids number 050324, Gibson Ranch Rd. | 00:33:09
Roadway Improvements Project. | 00:33:17
On September 19, 2023, the Board approved their the use of a Pinal County Services Agreement with civil Engineering to provide | 00:33:20
design services for gifts and Ranch Rd. improvement project. So Devil has prepared plans, specifications, and a project estimate. | 00:33:30
Gila County maintains approximately 2.5 miles of Gibson Ranch Rd. also known As for Service Road 412. It's a page two lane rural | 00:33:41
roadway and it's within the Tahoe National Forest. It's in the Round Valley area. So for this project the county is going to | 00:33:50
perform pavement rehabilitation of the road starting at the eastern A dot right away line near State Route 87. | 00:34:00
And continuing eastward to the parcel #304-23-015B. | 00:34:10
And that's bounded by cattle guards on both ends. | 00:34:19
Based on this, we are recommending that the board approve us to advertise this project for construction and I'll be happy to | 00:34:23
answer any questions. Thank you. Total supervisor Humphrey. I have no questions. Mr. Klein. Tom, this will be for the full 2 1/2 | 00:34:30
miles. Yes, Sir. OK And then we chin that pavement up and relaying it or so it's. There's various parts to this. So one section is | 00:34:37
we're going to take out the bad sections and replace them with AC and aggregate base material. And then on the other sections, | 00:34:43
we're going to. | 00:34:50
Pulverize the existing road and then do a double chip on that section. | 00:34:57
OK. Thank you. | 00:35:02
Yes, thank you. Tom, I think that road needs it badly. So you're not going beyond the cattle guard. Is that which turns to dirt, | 00:35:04
Is that private or is that telly? That's a good question that I'm I'm not sure about. | 00:35:10
OK. All right. With that, I'll call for motion. Mr. Chair, I move to authorize the advertisement of invitation for bids number | 00:35:18
050324. | 00:35:23 | |
And Mr. Chair, I'll second that any motion and a second to approve those in favor, say aye. Aye. Thank you, Tom. Thank you. Item | 00:35:29
3F information discussion action to adopt public works department number policy number P, WS019 public works vehicle and equipment | 00:35:37
technician requirements and progression. Good morning, Melanie. | 00:35:44
Good morning, Mr. Chairman and members of the board. We're really excited about this progression plan. The staff has worked really | 00:35:54
hard trying to obtain the best course of action for our goals for General Services. | 00:36:02
Explained. | 00:36:47 | |
So here is an outline and it's basically why we're doing things, why we're doing this and what we're doing, and then how we're | 00:36:51
going to do it. So General Services. | 00:36:57
We strive to attract and obtain quality skilled employees and retention has been a real challenge in General Services for our | 00:37:05
mechanics. This progression plan is going to solve the challenges of obtaining employees. It's going to help employees move | 00:37:11
through the progression plan. | 00:37:16
And and they'll ultimately be an asset to heal a county and solve that retention problem that we're experiencing. | 00:37:25
So there's three progressions steps and we're changing the. | 00:37:33
The titles of our equipment mechanics as well as how they go through the system. So we have a vehicle and equipment trainee and | 00:37:37
vehicle and equipment technician and then a vehicle equipment senior. And in the past we were required each position required a | 00:37:43
commercial driver's license and this is going to take out that component and you won't see the commercial driver's license until | 00:37:50
the vehicle and equipment senior. | 00:37:57
So we're going through the actual. | 00:38:40
Job titles and then after we do that we'll go over the training that's involved to move from one position to the other. | 00:38:45
So the second position would be a vehicle and equipment technician and we're able to hire. | 00:38:54
Qualified people as long as they have two years of relevant experience and then the items listed in module one that we've set up | 00:39:02
for the progression plan through the progression plan, they would start as a a trainee. They would do module one training and then | 00:39:08
after two years of experience working at General Services then they would be able to promote to a vehicle and equipment | 00:39:15
technician. And the way that that works is that the the manager sits down, there's a list in the policy that shows exactly what | 00:39:22
training they need. | 00:39:28
And once those are all marked off and they would be promoted. | 00:39:35
To a vehicle and equipment technician and our hope would be that everybody that we hire would ultimately promote to a senior. So | 00:39:40
budgetary we would just budget for seniors, you know, year after year, hoping that each one progresses to that final step. | 00:39:49
So the same kind of the same concept here. If we were to hire somebody as a vehicle and equipment senior, they would have all the | 00:39:59
requirements of training that we set up in modules one and two, two years of relevant experience. And then they would obtain a | 00:40:06
Class A commercial drivers license with a hazmat taker and endorsement. Anybody moving through the progression steps would have to | 00:40:13
have two years of experience completed the trainings and Module 2 and a commercial driver's license. | 00:40:20
Hand in hand with this, we've set up training hours so each each individual that's hired has 48 hours of paid training. Anything | 00:40:28
after that they would be responsible for. So if you see here, there's 127 hours that they would need to obtain in the two years of | 00:40:37
experience, we're allowing them 48 hours a year, so that ends up being 90. | 00:40:46
9696 hours of training that we provide them, so if they wanted to. | 00:40:56
If they would, if they wanted to promote quicker than they would have you know be able to do those those classes at home to meet | 00:41:04
their 127 hours. So in that 27 hours this slide has some of the training in there and it's it's just a brief overview of of what | 00:41:13
they're required to do. But in the policy it goes over each each class that they're required to take and then it has how many | 00:41:21
hours those are and this is just it's really condensed into this slide. | 00:41:29
To give you an idea of what they're actually going to be learning, and if you think about it, it's 48 hours of training a year. | 00:41:39
That's like one week out of the whole year. You know there are 52 weeks in a year. So we're really providing them a week of | 00:41:45
training and it's going to be, it's spread out throughout the year. | 00:41:51
Module 2 training. Same thing except for there we require to get their commercial driver's license. There's a 40 hour training | 00:41:59
that's involved. | 00:42:03
The ELDT or commercial driver's license and they would be required to do that on top of their their regular 102 or actually that's | 00:42:10
included in 102 hours for. | 00:42:16
For module 2. So realistically if somebody was highly motivated, they could become a senior in four years. | 00:42:24
Any questions about the progression plan? Yes. | 00:42:38
Thank you, Melanie. Any questions, Supervisor? I have no questions other than thank you. It looks like a great way to try to help | 00:42:42
train some employees for us and and to help help things roll and even employees that we hire to have some kind of expectations of | 00:42:48
them for. | 00:42:55 | |
For the pay they receive. So thank you very much. It seems like it it's a great thing. | 00:43:01
Supervisor client. | 00:43:07
Melanie, how come we don't just pay for all the hours and train them up? We're wanting quality people to go to workforce and we're | 00:43:09
looking at basically building our own. So is there a reason why we don't just pay for those hours and not putting hours back on | 00:43:14
their shoulders? | 00:43:19
I. | 00:43:25 | |
I'm sure there is a reason and a lot of it has to do with, you know, we have work that needs to be done in the shop and Cameroon | 00:43:28
wants to talk to you. Last time I can help a little bit, mostly because the idea of limited 48 hours was mine more than anybody | 00:43:36
else's. We were looking for a program where we can train somebody to go from one level to the next in three years and we feel that | 00:43:43
there is a certain amount of work that they should be doing. | 00:43:51
Training at the same time and we could hire somebody and tell them don't do any work, we're going to train you until you're fully | 00:43:58
trained. But we've got three years to go from an apprentice to a technician level one and three years to go to the other level. | 00:44:04
Was was was appropriate. | 00:44:10
And that they would gain enough hands on experience while they were training. Now the 48 hours is peak time they can if they want | 00:44:17
to on the weekends, accelerated by doing all the online training from home if they like. | 00:44:24
And so it's limited to 48 hours in our time and that that's a rule of the rule to guide folks. Now we we really don't have a rule | 00:44:33
in the county that says that we pay folks at least 40 hours of training, but 48 hours of training, 4040 hours let's say of | 00:44:41
training per year per person in the county. But there should be an in this in this in the industry that I've been in it's one week | 00:44:49
or two weeks of trainings that's mandatory in in the places that I've worked at other than government. | 00:44:57
And until I thought 48 hours was a fair number and that's that's the reason. | 00:45:05
So. | 00:45:13 | |
It's a number that was arrived at by the amount of hours of training and what was a fair number of years to get from one level to | 00:45:16
the next. If all they did was train on our time, if all they do is train on our time, they could go from step to step every three | 00:45:24
years. If they wanted to speed that up again, they can. They could probably get it done in two years. | 00:45:32
With doing work at home on the weekends so. | 00:45:41
What's the pay difference between coming in as a trainee and here at the senior level? | 00:45:48
Earlier. | 00:45:58 | |
No more than two hours an hour. I would say two bugs an hour. | 00:46:00
So it's pretty close, yeah. | 00:46:05
I just kind of think steel with I mean when you look back in time and in history we're we're it's different today, it's hard and | 00:46:07
it's really hard to attract people to go to work for us. | 00:46:14
You know, and so I just think my own feeling is, is that if there's a way we can pay for that training, that's another huge | 00:46:20
incentive for somebody to come to work for us. | 00:46:26
And and we're paying for all the training and we're paying for their time to train as well. | 00:46:32
This is this is pay training but. | 00:46:38
We have we it. | 00:46:40 | |
It it, it was a cap that. | 00:46:42
Kind of like on purpose for somebody says I'm coming in here and I want to get my training done in three months and all I want to | 00:46:46
do is train and that's kind of like in the sense of fairness to the rest of the employees. We also said what's a reasonable number | 00:46:53
and if the board decides that 80 hours is is reasonable, we can make it 80 hours. We we're proposing 48. Yes, again because it | 00:47:01
allows people to jump from great to great every three years and and certainly to be a senior mechanic. | 00:47:08
It's it's a it's a it's it's it's partly. | 00:47:51
Activation, a result of motivation, of the number of hours required to get from one level to the next versus number of years. And | 00:47:54
again, we thought three years was enough time for them to mature from one level to the next. So we have an individual that comes | 00:48:01
to us with experience. | 00:48:08
Is the equivalence going to bypass these training sessions to push them to senior, or are they going to still have to go through | 00:48:17
these steps and those trainings in your levels? So together with this, job descriptions were changed and the job descriptions | 00:48:23
require similar training if you gave you. If you think you're a senior mechanic, apply for a senior technician, apply for a senior | 00:48:30
technician, and if you can show us that you've had equivalent training, you'll be hired as a senior. | 00:48:36
OK, so the drop descriptions were changed to fit into the type of training that's required for a level 1 technician and a level 2 | 00:48:44
technician? | 00:48:49 | |
And that was part of the work that Melanie and the team Dave Laforge and his team worked on for many hours, many weeks. | 00:48:54
So who are we trying to target here for employees? Is it the newer generation or are we just trying to work with people across the | 00:49:05
board? Because like on our newer generation, if you look at the studies that show right now, they're only looking at 3:00 to 4-5 | 00:49:10
years maybe for a job period till they move on. | 00:49:15
And so when you look at something that takes three years if we try and pull in. | 00:49:21
Say a younger person, they might not even be with us long enough in three years to get through this. So, I mean it's a hard fit, | 00:49:26
don't get me wrong. But we're in some pretty tough times when it comes to finding employees. And so I think they're these | 00:49:33
questions need to be asked and and you know there's there's there's older folks that that are looking for jobs but they don't have | 00:49:40
CD LS. You know that's a hard one to come by, which now it looks like we can help them get the CEOs. | 00:49:47
We're targeting everybody actually and by opening up the job descriptions to give them credit for similar and equivalent training | 00:49:55
it, it allows somebody with experience to come in and opening the door for a technician that we didn't have before. We didn't have | 00:50:02
this apprenticeship that says hey, you can get from here to step to this other step if you if, if, if you, if you want to. We'll | 00:50:10
allow you to every Thursday take 8 hours off, 4 hours off and and start training for that. | 00:50:17
In in addition to that, we're going to bring in training into not just here but the operators. We bring training in that for | 00:50:25
everybody. | 00:50:28 | |
And if it's part of the classes that are being required then they automatically when they sit in on that all day training session | 00:50:33
they they would benefit from that. But we're trying to target both folks with no experience and folks with a lot of experience and | 00:50:40
and so we ended up changing the job description to accommodate that and to pay them based on their experience. OK. So that is my | 00:50:48
kind of maybe my last question when you change the PDS, the job descriptions. | 00:50:56
Did it move the the wage any at all or it kind of still stays the same? | 00:51:04
There was a paid grid increase for the senior technicians, not the lower ones. No, I don't believe it was for the low ones. | 00:51:15
Don't get me wrong, I'm asking these questions, but I really like the training part of it and all of that. So when I think that we | 00:51:26
learned we needed the progression for operators, the board approved progression for operators and we forgot one part and one part | 00:51:33
was what about the folks And you actually asked the question what about the folks that are here? And my response was was was | 00:51:41
inadequate at the time and we actually discovered that there were folks that we should have grandfathered. | 00:51:48
Once the board, the board approved. | 00:52:33
This, this, this progression plan. | 00:52:36
And So what I'd like to tell folks is this is a step forward. We're going to make improvements to this as time goes on, we're | 00:52:39
going to learn and we're going to make improvements. There's there's no doubt we'll be coming back to the border year 18 months or | 00:52:44
not. Say we'd like to tweet this. | 00:52:48
And again, if Melanie hit upon one of the things that that I think about often is in US removing the CDL requirements even for the | 00:52:55
operators, we have some operators that we're getting ready to come to the board and do a little celebration in the form of a work | 00:53:00
session. | 00:53:05 | |
It says here the outcome not the of having allowed people to come in without ACD output that had heavy equipment experience. Now | 00:53:10
there's CDL qualified and working for the county and similar similar. | 00:53:18
Idea here is why did we need someone with a CDL to fix an automobile? | 00:53:28
OK. And actually you begged the question, why do we need somebody with a CDL for a senior technician? And there's an answer. We | 00:53:33
sometimes send them out on a truck to go make a repair and and those trucks carry fluids and things like that. And we thought it | 00:53:40
was at this time appropriate to require commercial driver's license for the senior technician. | 00:53:47
So yes, we'll we'll this is a step, this is the first step it's we think it's a very good plan and we know that there's going to | 00:53:55
be improvements in the future and and actually with with you can offer a suggestion for an improvement today. | 00:54:03
I don't have enough time to think about it, so thank thank you for working and and putting this together. Though I agree with you | 00:54:14
we're headed in the right direction. It's just that are we covering all of our bases? | 00:54:20
Thank you. Thank you. Supervisor Humphrey, anything you'd like to add to that? No, I'm good. Thanks and I appreciate. Thank you, | 00:54:27
Melanie. Thank you, Omero for bringing this forward. Every time something gets put in place, there's always a period of time that. | 00:54:36
Might require tweaking or something like that, so. | 00:54:45
With that, I will call for motion on item 3F. Mr. Chair, I'll make the motion to adopt Public Works department policy number PWS | 00:54:50
01/9. Mr. Chair, I'll second that motion to approve and 2nd those in favor say aye. Aye. Thank you, Melanie. Item 3G Information | 00:54:59
discussion action to adopt public Works Department policy number EWS Dash 020 E Progression training pay. | 00:55:08
So this one piggybacks off of what we just talked about and it outlines the 48 hours to that they would be paid and that includes | 00:55:19
off site and on site training and. | 00:55:27
The bullet point on the bottom? It gives the employee the opportunity to accelerate their training by training at home. But | 00:55:36
anything in excess of 48 hours would not be compensated by Hayley County. That's it in a nutshell. | 00:55:45
OK, so this is just an added item to consider the Supervisor Humphrey, I have no question Supervisor Klein. I think I asked all my | 00:55:55
questions to begin with, but I really AM. | 00:56:00
I want to see how this hour thing works out, so thank you. | 00:56:07
Within our call promotion, the chair moved without Public Works department policy Number of PWS 020. | 00:56:11
And Mr. Chair, I'll second that motion and a second to approve those in favor. Say aye, Aye, Aye. Thank you, Melanie. | 00:56:20
Three H Information, discussion, and action to ratify the force that provides approval for the submittal of a grant application to | 00:56:29
the Arizona Department of Homeland Security for the Gila County Emergency Management Redundant and Interoperable NS EOC | 00:56:35
Communications Project and approve. | 00:56:42
The Sub Grantee Agreement #2 Three Dash AZP 0HS-H S GP-23 Zero 305-01. | 00:56:50
To accept the related grant award in the amount of $14,000 for the performance period of October 1st, 2023 to September 30th, 2024 | 00:57:03
are on. | 00:57:08 | |
Morning, Chairman and Board members. | 00:57:15
So as you remember, we had a very similar grant award for the same projects at a recent meeting. My understanding initially was | 00:57:18
that we got an increased amount due to reallocation fundings taking us from the original 14,000 to 25,000. | 00:57:25
In discussion with Homeland Security, we actually found out that that was an additional award. So this is the award for $14,000 | 00:57:35
for that project that will be added to the initial $25,000 on the project. | 00:57:41
Equaling the total of 39,000, which is just shy of what we initially applied for, This will cover not only the repeater | 00:57:48
replacement for the mountain board and signal peak repeaters, but we'll also cover the cost of the antennas, feed line and | 00:57:54
hopefully all of the installation. | 00:58:00
So an EM is prepared to run the rest of the cost if there is any installation cost, this should be enough to cover that. This will | 00:58:07
be replacing the at least 15 year old equipment that's on the mountain tops right now holding us over for next for the foreseeable | 00:58:12
future. | 00:58:17 | |
Thank you, Carl. Supervisor Humphrey, no questions. Supervisor Klein, I'm good. Thanks, Carl. Yeah, thank you, Carl. With that, | 00:58:24
I'll ask for motion. | 00:58:28
OK, here we go. Make the motion to ratify the Board of Supervisors approval for the submittal of a grant application to the | 00:58:33
Arizona Department of Homeland Security AZDOHS. | 00:58:40
For the Healer County Emergency Management Redundant and Interoperable NS EOC Communications Project and approve AZDOHS Sub | 00:58:47
Grantee Agreement number. | 00:58:54
2/3. | 00:59:02 | |
AZDOHSHS GP-23 Zero 305-01 to accept the related grant award as presented. | 00:59:04
Mr. Chair, I'll second that we have a motion and a second to approve all of that and. | 00:59:17
All those in favor say aye. Thank you, Carl. What is it with you, Carl, on these long numbers? | 00:59:25
Item three I Information Discussion Action to approve Amendment number 12 and the Intergovernmental Agreement Contract | 00:59:33
#IGA2021-081 with the Arizona Department of Health Services to add a one time line item in the price sheet for the dental | 00:59:40
equipment repair and the amount of $1386.21. | 00:59:47
So and that's what this is for was just the extra cost of maintaining the equipment that we have that they're letting us use. | 01:00:32
Thank you Josh. Supervisor Humphrey. | 01:00:39
I think that's great that that that program is working and now we have funds to, we're reaching for funds to do the maintenance. | 01:00:42
Thank you, Joshua. | 01:00:46
Supervisor Klein. Thank you, Josh. | 01:00:52
Haley, good morning. Good morning, Mr. Chairman, members of the board, this is a program that we've done in years past. As such a | 01:01:41
new contract for that program, $180,000 per year with no match requirement from the county. And as you can see, we have seen a | 01:01:49
trend in decreased overdose deaths that we think we could attribute to this wonderful program. We spend a lot of time doing | 01:01:56
community outreach, education and then distributing naloxone to reverse overdoses. So it's a great program. | 01:02:04
And the data shows it seems to be working. So I'm happy to answer any questions. Thank you, Katie. Supervisor Humphrey. I have no | 01:02:12
question by the client, Kaylee. Is this the same amount of money we've received in the past? I believe it's gone down. | 01:02:19
OK. Thank you. | 01:02:27
And Kaylee, so you said it's helping and how significant is that health, Do you have any stats at all? Is it a percentage better? | 01:02:29
Yeah. So in 2021 we had 81 total overdoses that concepts non fatal and fatal, 2022 we had 48 and then in 2023 we had 36. So it is | 01:02:36
certainly trending downward and it's because of education right where this is. I'd be willing to put some money on that if I were | 01:02:44
a betting woman. | 01:02:52
Yes. OK, great. Well, sounds great. We certainly need that. So with that, I'll call for motion. Mr. Chair, I'll make the motion to | 01:03:00
approve the Arizona Department of Health Services Intergovernmental Agreement contract number center 070140 as presented. Mr. | 01:03:07
Chair, I'll second that a motion and a second to approve those in favor. Say aye. Aye, Aye. Thank you, Kaylee. Item 3K | 01:03:15
information. Discussion action to a point. Savannah Baraka. | 01:03:22
That's one of the things we got to do is get the regular board appointed members back into there so that that board has enough of | 01:04:00
a quorum so that they can appoint the members that they have to, so that we can meet the state statutory requirements for that | 01:04:06
board. So this is one of the, this will give us our third member of the board to get us to a forum so that that board can begin. | 01:04:12
200 You know to appoint the people that they need to appoint to have the full board, so. | 01:04:18
Thank you, Josh. Supervisor Humphrey. Yeah, thank you. Sometimes it's difficult to find volunteers so. So that's great to help | 01:04:23
that you found people to help us go forward with these programs. So thank you very much. Surprise the client. Thank you, Josh. | 01:04:31
Yes, thank you. With that I'll call for motion. Mr. Chair, I move to a point Savannah Barajas to the Hilton County Community | 01:04:39
Action Program Advisory Board to represent the public sector through December 31st, 2024. | 01:04:47
And I'll second that Mr. Chair. OK. We have a motion and a second to approve those in favor. Say aye aye. Thank you, Josh. Are you | 01:04:56
standing in for the next one? You'll be Stella Okay SO3L information discussion action to approve amendment #3 to a memorandum of | 01:05:04
understanding between the Arizona Community Action Association also doing business as wildfire in Hilo County to increase the | 01:05:12
funding by 38,000 for a total funding amount of $316,860 to be. | 01:05:20
Expended by the. | 01:05:29
Memorandum of Understanding and date of May 31st, 2024. | 01:05:31
So the reason I took this one is because this is that really good program again where Wildfire has been working with us to do | 01:05:38
these really for the most part. We've screened 63 people, we've helped 36 individuals for the most part, full mouth extractions | 01:05:44
complete, you know, dental work from start to finish. | 01:05:49
Thank you, Josh, Supervisor Humphrey. Oh, thank you again. Funds and people are hard and you guys work awful hard to keep things | 01:07:03
rolling, so I appreciate it very much. | 01:07:08
I as well, Josh, you guys do an awesome job and hold this together and keeping up with it. So make sure and tell everybody thank | 01:07:13
you. Thank you, Josh. We've got our call for motion. Mr. Chair, I'll make the motion to approve Amendment #3 to a memorandum of | 01:07:20
understanding with the Arizona Community Action Association. DBA Welfare is presented. | 01:07:27
I'll second that motion and a second to approve those in favor. Say aye aye, thank you, Josh. Item 3 M Information Discussion | 01:07:35
Action to approve amendment number one to contract number 041823 A with Sanders Family Transport and amendment number one to | 01:07:45
contract number 041823 D with Lamont Mortuary. Globe to increase both contracts by $25,000 each for a not to exceed amount of | 01:07:55
$75,000 per contract and extend both contracts by one year to June 30th, 2025. | 01:08:04
Looks like we have, Michael. | 01:08:14
Sure do. Good morning, Chairman, members of the board. So as you know, we have two contracts to transport deceased individuals to | 01:08:17
Canal County Medical Examiner's Office for autopsies ordered by the County Attorney. And what we're asking here is 2 things. We're | 01:08:24
asking to extend the contract one year, which is in the original contract we can do and then to increase the limit from 50,000 to | 01:08:31
75,001 of the contracts right now we we've already. | 01:08:39
Expended over $50,000. | 01:08:46
So we would like to extend it to twenty $75,000 just so we don't have to come back in front of the board sometime next year. And | 01:08:48
I'd be happy to answer any questions you may have. Thank you, Michael. Supervisor Humphrey, I have no questions. Supervisor Klein | 01:08:55
Michael, if he could refresh my memory, why did we go with two contracts on this? | 01:09:02
We went out forbid and if you remember, when Mary Springer was here we didn't have a bid for the northern area. | 01:09:10
So we reached out to some companies in Arizona that could help us with that. So we had Lamont Mortuary out down in the southern | 01:09:20
area, but we didn't have the northern area covered. And then there was a company out of Apache Junction Sanders and they they went | 01:09:28
ahead and bid on this at that particular time and they were the only bid for that. | 01:09:35
Was was Lamont not willing to to to tend to the northern part of the county at that time? I believe they did not want to do that, | 01:09:43
OK. | 01:09:47 | |
Yeah, I was just curious. | 01:09:52
I'm kind of like TM. I'd like to keep all the money here in the county if we can. So thank you. | 01:09:56
Yeah. Mr. Chair, if I may. Yeah, I think, I think it went out forbid in Lamont, didn't get a bid in at one point in time. All | 01:10:02
right. OK. So I think that that other one was doing all of it. And so we ended up with the Southern and Northern, I think how that | 01:10:08
worked out. | 01:10:13 | |
Of memory. | 01:10:20 | |
OK. You're welcome. I have no questions. So with that, I will call for motion. | 01:10:23
Mr. Chair, I move to approve amendment number one to contract number 0418. | 01:10:30
23A with vendors Family Transport and amend #1 to contract number 041823 B with Lamont Mortuary of Globe as presented Mr. Chair. | 01:10:36
I'll second that motion and a second to approve those in favor. Say aye, aye. | 01:10:44
Thank you, Michael. Item 3 N Information discussion action to approve Economic development agreement number 04032024 with the | 01:10:54
tunnel Basin Chamber of Commerce in the amount of $5000 which the board is determined to be for the benefit of the public. And Mr. | 01:11:03
Humphrey, yeah, what this is, is I I believe we used to give money to the. | 01:11:12
Globe Chamber of Commerce which dispersed it out and to Tono and I believe that they quit receiving their funds. And so we now | 01:11:21
have Mr. Jeff Daniels who is president of the Chamber of Commerce and Donald now. | 01:11:28
And and and so anyway, you know, he he was asking where's where's our funding? And I said well we can work on getting you that | 01:11:38
funding but you may need to do a presentation and so. | 01:11:44
Here here is tonal vision to do the presentation. | 01:11:51
With what you do with money that we give you. | 01:11:56
Can do that. Morning Supervisor or Chairman Christensen. Supervisor Klein and Humphries. I believe we met at Brownsville at the AG | 01:11:59
days there with Lori Brown and I see you every month. I was there the day before. Anyway, President. I'm Jeff Daniels. I'm | 01:12:07
president, presently president of the Chamber of Commerce and Chamber of Commerce. | 01:12:14
I came in about a year ago and after a few meetings they were they said they needed president and. | 01:12:23
Do it. And I said sure you need something. He gave me the keys and I kind of questioned what I chose to do there. | 01:12:30
The office looked like a orders house from the TV show. The books are terrible, hadn't filed taxes in over five years, building | 01:12:40
pretty much falling apart. It looks like there wasn't a lot done for a while. So here I am trying to get everything I can for us. | 01:12:46
Right now we have about 25 members. It looks like this year here we're right in our our new renewal cycle, so it looks like we're | 01:12:53
going to end up about the same, maybe a little few more. | 01:12:59
We are again. Our building is Hwy. frontage. We use it as a rental building and for our meetings and stuff. In fact, Supervisor | 01:13:07
Humphrey uses it for his town hall. The county uses it for their elections. | 01:13:13
As you know, when when we have elections, we have ladies exercise group cards, we have a weekly cowboy church that that uses the | 01:13:20
building on a regular basis. | 01:13:25
We rent out to all kinds of things, basically. As far as involvement, we're looking. Now I'm trying to get us more involved in the | 01:13:32
community because the community has seen the Chamber inactive for quite a long time. | 01:13:37
So we have a banner that runs across the highway that was shredded. I got that replaced. Our flag was shredded. Got that replaced. | 01:13:44
When you turned on our heating or air conditioning system, the fiberglass from the rats that had gotten into the ventilation | 01:13:50
system would blow out and we have confetti flowing around. So I crawled under and chased the rats out and fixed all the holes and | 01:13:57
got them so they're not coming back. Took care of that. There's been quite a bit to get to the building. | 01:14:04
To the point I've gotten that. | 01:14:12
Get them? Yeah, OK. | 01:14:18
Let me get there here. | 01:14:23
They've come out and missionaries have come and scraped our building and gotten it pretty much prepared for paint. There's a few | 01:14:57
things we're fixing the eaves in the wood and all that stuff. I repaired a bunch of wood on the deck that's straightened out, so | 01:15:03
we're looking at getting the building painted in the next couple weeks. I've talked to the painter, he said we're next on his | 01:15:08
line, so some of this money here would go to help him with that. | 01:15:13
And the new locks on the doors and things like that. | 01:15:21
Taken care of, we as a chamber, we participate in pretty much every event that happens in Tunnel Basin, including what we did Wild | 01:15:24
West days over Cactus Flats, which is they have a poker on live auction, silent auctions, entertainment, all that kind of stuff we | 01:15:31
do the veteran's day parade, we participate in that. And the trunk or tree carnival which raised this year here, actually I | 01:15:38
believe it hit a record over $23,000 we took in for that. | 01:15:45
Wild West Days, I believe we also hit a record and that is fully sponsored by the change. | 01:15:52
We have $5000 we took in for that and the 23,000 wasn't for there. If that was for the school and the 5000, we gave 1500 or so | 01:15:56
that to the fire department. That's what we regularly do. When the chamber takes in money through the events, we disperse it to | 01:16:01
the community. | 01:16:05
You know, to get it to everybody. Um. | 01:16:10
When I came on, we had a fire with our information and our phone number, and the phone number went nowhere. So I set up a phone | 01:16:13
system through GoDaddy. It's Freedom Voice and it's $10 a month and it has voice messaging, texting. I mean everything to it is a | 01:16:20
great system. So I set that up for us. We now have open communication, so if someone does our phone number, they can hit extension | 01:16:26
1 and get my cell phone. This brings. | 01:16:32
Which is great. We have actual communications now. | 01:16:39
Oh. | 01:16:45 | |
We did a little Twinkle tower experiment. We did a Twinkle Town holiday lighting event and had people compete to see who could | 01:16:48
light their house the best and the winter go. We gave them a gift since $50.00 gift card or something like that. There's a good | 01:16:55
community event that we we set up an idea of one of our members. I actually attended the water rate increase which for 112% water | 01:17:01
increase on all the community in Tunnel Basin. So I went down to the Commission as a chamber representative. | 01:17:08
To argue against that, it has been quite a hardship actually. | 01:17:16
The structure of the organization was apart. We have enough our bylaws that everything's a mess, but I'm working to get a bylaws | 01:17:21
committee together. | 01:17:24
There's just so much I can mention, I guess, that we're trying to get done here. | 01:17:30
There were events happening on the same days. People were wondering why things weren't successful. | 01:18:07
Because nobody knows about him. So we set up a newsletter with a community calendar. It has business listings. We actually | 01:18:11
summarized the minutes or sometimes put the full minutes for Mr. Supervisor Humphreys Town Hall that he has downtown ovation at | 01:18:19
the great outlet for the community. Again we sponsor. We have in the past giving money to the students graduating 8th grade at the | 01:18:26
elementary school. We support fire department every other Kiwanis. I'm also a member of the Board of directors at Kiwanis. | 01:18:34
So tying the whole community together is what the chambers of power, and that's what we're doing here. | 01:18:42
And I appreciate you listening. Thank you. | 01:18:47
Any more comments? No, I just appreciate all you're doing for the community. | 01:18:52
As president of the Chamber with the building it sure. So thank you very much. Thank you. Sound like you're busy. So how how many | 01:18:58
is on your board? | 01:19:04
This seven they're supposed to be right now we have 4. | 01:19:13
There's been some fallout where when I came on and I've actually had nine people resigned during my last year presidency and a lot | 01:19:20
of people are using that against me and I actually am taking it as a as a. | 01:19:26
Check mark because this chamber needed restart, rebuilding, ground up, everything. And if you're not on board move on down the | 01:19:33
road. And I'm sorry. That's how I feel. OK. Well, thank you. And right now, yeah, we're we're shy of treasurer and secretary. So | 01:19:39
if you know of anybody in that area. | 01:19:44
OK. Thank you. Mr. Daniels. I have a question for Michael on this. So I thought that we. | 01:19:53
Funded 3 Chambers of Commerce in Hula County, this one included. | 01:19:59
Am I mistaken? | 01:20:05
That is correct, Sir. We do each year we do fund the Chamber of Commerce. As far as the numbers that go, I'd have to get back with | 01:20:08
you after discussing with our finance Director. So yes, before we get to the next budget year, I've requested that we have some | 01:20:16
kind of a work session regarding funding for the northern Hayward County Fair. | 01:20:24
The Rodeo. | 01:20:33 | |
Things that. | 01:20:34 | |
Don't seem to have a permanent funding and I think we should discuss the Chambers of Commerce as well in that discussion. So. | 01:20:37
I'll go ahead and set that work session, most likely in July, Sir. OK. | 01:20:46
Thank you very much. And is there anything else? No, I'm good. OK with that. Then I will call for a motion. Mr. Chair, I'll make | 01:20:51
the motion to approve Economic Development Agreement number 04032024 with the Tunnel Basin Chamber of Commerce, which the Board | 01:20:58
has determined to be for the benefit of the public. Mr. Chair, I'll second that. We have a motion and a second to approve all | 01:21:05
those in favor. Say aye. Aye, Aye, Aye, Aye. | 01:21:12
Thank you, Mr. Daniels. Thank you for your time. Have a good day. All right. Last item on regular agenda. Item three O Information | 01:21:20
discussion. Action to approve Economic Development Agreement number 040224 with Pine Strawberry Fire District Incorporated. | 01:21:29
In the amount of $8500 for the purchase of mass casualty equipment and training for fire districts throughout Elite County, which | 01:21:38
the Board is determined to be for the benefit of the public. This is Money I'm offering from my constituents funds and with us. | 01:21:47
Today we have Joel Brandt. He is the Fire Chief of the Pine Strawberry Fire District. I'll let him discuss what the purchase will | 01:21:55
include and what the impact will be for Heila County. | 01:22:03
Thank you, Joel. | 01:22:12
Thank you, Supervisor Christensen and members on the board. | 01:22:14
For allowing me to come and talk to you guys today. | 01:22:18
The request is. | 01:22:21
Around mass casualty equipment we're looking to put. | 01:22:26
Kits every fire truck within Gila County, as well as training equipment for Stop the Big Training. It's been a proven fact that | 01:22:30
basic rights report bleeding chair up to proper application of a tourniquet, proper bloom packing or wound care saves more lives | 01:22:37
than advanced life support currently we don't have. | 01:22:44
Kits like these on the fire trucks that are able to treat more than four or five patients. So what we're looking to do is put | 01:22:53
these kits on all the fire trucks to where if there was a mass casualty incident, whether it be acts of violence, natural | 01:22:59
disaster, motor vehicle collision, we have the required basic life support equipment to treat more than five to 10 patients in one | 01:23:06
swoop. | 01:23:12 | |
So the request is for. | 01:23:20
Tips that we'll be able to treat multiple patients as well as stop the bleed training equipment that will be available to all | 01:23:24
members of Wahita County. | 01:23:29
OK. Thank you, Chief Supervisor Humphrey, no questions. Supervisor Klein. So Joel, this this in here says training for the fire | 01:23:37
districts throughout Hina County is is that in addition to the kits or how? How are you going to do that? | 01:23:45
Yeah, Sir. So it is for the equipment to put on the training. All the fire districts within our areas have stopped the big | 01:23:55
training. | 01:23:58 | |
Instructors so they can use this equipment to put on classes within their area, whether it be to the school, whether it be to the | 01:24:04
library, whether it's just be to the general public. | 01:24:09
OK. | 01:24:16 | |
Fairly significantly expensive. So how far is $8500 going to go for you? So it's going to get us the kits and it's going to get us | 01:24:24
enough equipment for to start the courses they're going to have to. | 01:24:32
Share some of the equipment when it comes to the courses, but we will have enough to put on multiple classes. | 01:24:41
OK. Thank you. | 01:24:48
OK. And I don't have any questions. So with that I'll call for motion. I move to approve Economic development grant number 040224 | 01:24:51
with Prime Strawberry Fire Department Incorporated, which your board has determined to be for the benefit of the public. And I'll | 01:24:59
second that motion and a second to approve those in favor, say aye, aye. Thank you, Joel. | 01:25:07
Thank you members of the board. | 01:25:17
Consent agenda items. We have items 4A through H Supervisor Humphrey, would you like to? | 01:25:20
Individually, I just had one question on D. | 01:25:29
And that was the approval to appoint the following Republican Party precinct commitment in the county, Beverly Miller. Is that an | 01:25:36
appointee of yours, Mr. Chair? No, that appointment likely came from the Republican Party. OK, OK. Thank you. | 01:25:44
OK. Anything else there? | 01:25:54
OK. Then I will call for a motion to approve consent agenda items 4A through H. | 01:25:57
So move Mr. Chair. I'll second that. We have a motion in a second for approving the consent agenda items. All those in favor say | 01:26:03
aye. Aye, Aye, aye. Thank you. Call to the public item 5. Anyone here in Globe anyone on the Internet? | 01:26:12
Anyone in Payson? | 01:26:22
Doesn't look like it. | 01:26:26
OK. So we'll forego that to item 6. | 01:26:28
Let's go to the county managers report. | 01:26:32
Great. Thank you, Chairman, members of the Board. | 01:26:36
What we're building in the county and what Public Works is going to be planning on doing in the future and then finally we're | 01:27:14
going to have a mayor and our finance director go over with the board, the local area and travel consistency funds, that's LATCF. | 01:27:21
That's how we know it by. So we're going to present how much those funds we have remaining and ask the Board for some direction | 01:27:29
and how to extend the remaining funds. So and that's all I have. | 01:27:36
OK. Thank you, Supervisor Humphrey. | 01:27:44
I was a guest speaker at the Tiny's and Payson on the 14th. | 01:27:49
I met with staff, board members and volunteers at the Canal Little League field on the 15th to go over maintenance, repairs and | 01:27:56
just the overall working of of the Little League field. I pay for the electrical and things there and and we work a lot with the | 01:28:05
Little League field. The property belongs to the mines, but we're keeping that up for the Little League field. | 01:28:15
I was on KQS radio on the 13th and I held a Roosevelt community meeting on the 13th and that's about all for me. | 01:28:25
Thank you, Supervisor Klein. | 01:28:36
Mr. Chair, I attended the Hayden and Winkelmann School scholarship ceremony every day on the 14th. Each year I've been | 01:28:39
contributing $1500 to the school district and this was finally the first year I could make that. And I it was really cool. There | 01:28:47
was a lot of recipients, a lot of lot of scholarships handed out down there. Those kids did an awesome job. And this is all on | 01:28:55
behalf of Hila County Board of Supervisor whole, So we're all in there on that. | 01:29:03
And then on Wednesday the 15th I attended the Globe Rotary Club meeting at the hospital, gave a county update on that, had a | 01:29:12
really good visit with with folks there. | 01:29:16
And also attended the Eco meeting by Zoom, things there going along all right. On Thursday I attended the Antonio NRCD meeting | 01:29:21
that was in young. I was on Zoom for that. | 01:29:28
And then yesterday I did the ribbon cutting ceremony for the APS generator in Young. I didn't really realize it at the time, but | 01:29:36
this is the first of it of that type of project APS did and it's a backup generator for for that area, but will also service | 01:29:45
people all the way back as far as whole branch if need be and so that was really cool. And then afterwards they. | 01:29:53
They put on a BBQ for the town right there and had probably 150 plus people show up to that BBQ. | 01:30:03
Prior to that, I had a meeting with the Forest Service and APS that I that I put together to discuss the PSPS issues. That's the | 01:30:11
public shut off on power lines when the weather gets critical. And So what I'm doing is I'm working with the Forest Service and | 01:30:21
APS to go back on those lines and look at those lines and see if we can prioritize the areas that really need worked on like. | 01:30:30
Maintain further out than the, then they're just there right away and maybe. | 01:30:41
Start eliminating some of that PSPS stuff. And that's something, Mr. Chair, that I'll keep you up to date on as I can because it's | 01:30:48
going to cross over all the way through. | 01:30:54
To Pine and Strawberry on part of that too. OK. And so that's that's coming up. The Ranger has a big interest in working with APS | 01:31:01
on this because they have a lot of projects that's being held back because of those power lines and the threat that would impose | 01:31:07
those power lines for them to pull them off. | 01:31:13
And so I think it I'm hoping it's really going to turn out good and we'll be able to get some done on. | 01:31:19
So with that, I think that's all I have. | 01:31:25
Thank you Gary Hart, Memorial Rodeo was in Mason last weekend. Well attended, always brings a lot of economy to the area. I was on | 01:31:30
Camo G yesterday morning as usual every 3rd Monday of the month and. | 01:31:38
Because we didn't have a meeting last week, I always go to the veterans coffee time which is on Tuesday. Also very well attended. | 01:31:48
106 were there really great and. | 01:31:54
Um, Supervisor Klein and I had the privilege of touring the New Heliport there in Star Valley and. | 01:32:02
Really quite the facility and in fact it's. | 01:32:14
One of the best facilities I guess in. | 01:32:18
The Western United States, I mean, it's just really quite something to have that. So it's really good to have that keeps us a | 01:32:21
little safer. And also wanted to do a little bit of an update on a project called Rally Around the Flags. Now this is something | 01:32:27
done by. | 01:32:32 | |
Or share? | 01:32:39 | |
And JJ Decola and a few other volunteers where they've raised money to erect flags, about 10 flags. And so they came to me and | 01:32:41
said that they would like the county to keep the money for them for this project. And so I called Mr. Menlove and then spoke with | 01:32:50
Barron and apparently we're we can do that. So there's they set up a trust account and 33,000 and $80.00 we'll go into that trust | 01:32:58
account and so when they need that. | 01:33:07
It'll be available and it'll be safe there and everyone will know where it is and all those. | 01:33:16
Where it was kind of embedded in a couple of different accounts, Alliance club and the Elks club and different things. So I think | 01:33:22
they wanted to do that to make it look more above board and. | 01:33:27
Completely safe so. | 01:33:34
Each one of us has committed $5000 to this project through our constituent funds, so that $15,000 will carry over into next year. | 01:33:38
Without it having to be spent this year. | 01:33:51
So I asked Marin about that and she said, yeah, we're not going to lose the 15,000. It'll go and won't affect next year and will | 01:33:53
be transferred and extended so that we don't lose that opportunity because we're not spending it today. So I just wanted to update | 01:33:59
on that. That's kind of where we're at. And so if there's nothing else, then looks like we got through this pretty well today. I | 01:34:06
will adjourn the meeting then. Thank you. | 01:34:12 |

Well, as usual, we have quite a bit to do today, so. | 00:01:16
Good morning, Mr. Chairman and Board members. So we come to you today for a request to consider two driveway driveway variances | 00:19:48
for the Fossil Creek Farm commercial development. | 00:19:55
Located at 308327 W Fossil Creek Rd. | 00:20:03
And that is parcel 301-11-0478. And this is in Strawberry, so a little bit of background information. | 00:20:11
Into the Gila County maintain roadway system as a | 00:31:10
public Rd. | 00:31:19 | |
