| from there. This is really a tower down in Mesodel that they want to put at their park. | 00:02:29 | |

| Good morning, Mr. Chairman and Board members. So we come to you today for a request to consider two driveway driveway variances | 00:19:48 | |
| for the Fossil Creek Farm commercial development. | 00:19:55 | |
| Located at 308327 W Fossil Creek Rd. | 00:20:03 | |
| And that is parcel 301-11-0478. And this is in Strawberry, so a little bit of background information. | 00:20:11 | |
| This is a commercial business that has requested. | 00:20:23 | |
| Submitted engineered drawings and a traffic impact statement for this driveway. | 00:20:29 | |
| According to our Healer County Roadway Design Standards Manual, there's quite a few. | 00:20:35 | |
| Standards that have to be met in order to have a commercial driveway accessing a County Road. | 00:20:42 | |
| In effect, there's about 11:50 of them. | 00:20:48 | |
| So when they submit it again, they had an engineer. | 00:20:52 | |
| Just submitted a plan with a sealed plan and a traffic impact study for these this driveway. There were two two items that we | 00:20:57 | |
| would ask you to consider variances for today. So the first one. | 00:21:04 | |
| Is that the driveway is supposed to be 150 feet away from the nearest right away intersection. | 00:21:12 | |
| In this case, the driveway is only 92 feet, so it's supposed to be 150 feet minimum, and this driveway is 92 feet. So that's the | 00:21:21 | |
| first variance request we have. | 00:21:26 | |
| The second one is that the going down into the parking lot from the road, the driveway should not have a slope more than 8%. | 00:21:33 | |
| What we have at this location is as it comes off the highway, it comes off the road, it has a nine percent slope and then that | 00:21:44 | |
| increases to 13.7 as you go down into the parking lot. | 00:21:51 | |
| So that's all we're asking for, for the variances for the ingress and egress at this one location. And that's all I'm coming here | 00:22:00 | |
| to ask for. So in conclusion, Fossil Creek Farm is a commercial development in Strawberry. | 00:22:07 | |
| We are bringing to you this request for two variances for the ingress and egress driveway into that parking lot. | 00:22:15 | |

| Just the entrance to it. So for Public Works, there's just the ingress and egress driveway under Public Works. So my understanding | 00:22:35 | |
| is that there are other issues with the county departments, but from what I've gathered, it seemed that there were other issues as | 00:22:45 | |
| well. And so I was just kind of thinking that maybe they need to take care of internal issues before they work on external issues. | 00:22:55 | |

| Tom, with these variances, is there any reason why it wouldn't work? I mean you know you got the 90 feet. Is it is that safe | 00:23:15 | |
| enough? I don't, I'm not real familiar with the property. That's what I'm asking. So. So the engineer provided a good report for | 00:23:22 | |
| us. The traffic impact statement looked at volumes out on Fossil Creek Rd. They were well within what we what we were looking at. | 00:23:29 | |
| We don't see that as an issue the the driveway being 92 feet away from the intersection where it should be 150, we looked at that. | 00:23:36 | |
| We don't see that as a problem. | 00:23:43 | |
| And then the slope going down into the parking lot. | 00:23:51 | |
| We looked at that as well and we don't see a problem. We looked at stopping sight distance as you're coming in and out of the | 00:23:55 | |
| driveway and that that looks good also. So we don't we didn't see any problems. Thank you, Tom. | 00:24:02 | |
| Thank you, Tom. So I am quite familiar with this property it's in Strawberry in my district and so there has been ongoing | 00:24:12 | |
| discussions. This is a difficult piece of property to develop because of the shape of it and and that so today we're. | 00:24:20 | |
| And and I do know and I want to commend all of our staff, community development and public works and everyone working with the | 00:24:29 | |
| owners as there have been many difficult issues that have come up and and I do believe they're trying to cooperate as best they | 00:24:35 | |
| can to get in compliance with everything. | 00:24:41 | |
| But they will be able to use this property if we don't do this variance because of our own restrictions, the limits therein. We | 00:24:48 | |
| did receive one complaint that I'm aware of from Mr. J Fuller who lives in the area and the complaints related to he has a lot of | 00:24:56 | |
| complaints but the the complaints related to what we're talking about today would be gravel is transferred from the lot out onto | 00:25:04 | |
| Fuller drive making it a dangerous situation with lighting and. | 00:25:12 | |
| And all of that and also water runoff coming on the floor drive creating additional problems. Are those issues going to be dealt | 00:25:21 | |
| with and are they going to be solved? They aren't. So in the plans that this engineer submitted, we told them that we want to | 00:25:28 | |
| close traffic off from ingress and egress on the floor. And so they in the plan sheet they put a decorative fence that will | 00:25:35 | |
| prevent that from happening. | 00:25:43 | |
| So that is addressed in the plans by the engineer and drainage, drainage will be taken care of as well. So there will be no | 00:25:50 | |
| vehicles going onto or from floor. The drainage is that I'm not sure is that the lower section that we're talking about. | 00:25:59 | |
| Further down into the Creek area, it dumps and travels onto the road rather than down alongside. So that's really a separate issue | 00:26:09 | |
| that we Public Works has also been looking at dark. Our floodplain administrator has looked at that issue. | 00:26:17 | |
| The the Perry's just submitted a report from a hydrologist engineer. | 00:26:26 | |
| And we those issues have been addressed as well. They're not part of this variance request, but those issues that have also been | 00:26:34 | |
| addressed by Public Works, I know there's a lot of issues and so they need to be addressed because some claim that the four are | 00:26:40 | |
| the ones that created the problem are not opposed. | 00:26:46 | |
| Sorry the parodies. Yeah, created the initial problem. | 00:26:52 | |
| So, OK. So today we're just talking about this variance for the. | 00:26:57 | |
| Ingress egress off of. | 00:27:01 | |

| if, if it doesn't meet what we're what it's supposed to have and we give them a variance, what's our liability if there's an | 00:27:10 | |

| So here is an outline and it's basically why we're doing things, why we're doing this and what we're doing, and then how we're | 00:36:51 | |
| going to do it. So General Services. | 00:36:57 | |
| We strive to attract and obtain quality skilled employees and retention has been a real challenge in General Services for our | 00:37:05 | |
| mechanics. This progression plan is going to solve the challenges of obtaining employees. It's going to help employees move | 00:37:11 | |
| through the progression plan. | 00:37:16 | |
| And and they'll ultimately be an asset to heal a county and solve that retention problem that we're experiencing. | 00:37:25 | |
| So there's three progressions steps and we're changing the. | 00:37:33 | |
| The titles of our equipment mechanics as well as how they go through the system. So we have a vehicle and equipment trainee and | 00:37:37 | |
| vehicle and equipment technician and then a vehicle equipment senior. And in the past we were required each position required a | 00:37:43 | |
| commercial driver's license and this is going to take out that component and you won't see the commercial driver's license until | 00:37:50 | |
| the vehicle and equipment senior. | 00:37:57 | |
| So we're going through the actual. | 00:38:40 | |
| Job titles and then after we do that we'll go over the training that's involved to move from one position to the other. | 00:38:45 | |
| So the second position would be a vehicle and equipment technician and we're able to hire. | 00:38:54 | |
| Qualified people as long as they have two years of relevant experience and then the items listed in module one that we've set up | 00:39:02 | |
| for the progression plan through the progression plan, they would start as a a trainee. They would do module one training and then | 00:39:08 | |
| after two years of experience working at General Services then they would be able to promote to a vehicle and equipment | 00:39:15 | |
| technician. And the way that that works is that the the manager sits down, there's a list in the policy that shows exactly what | 00:39:22 | |
| training they need. | 00:39:28 | |
| And once those are all marked off and they would be promoted. | 00:39:35 | |
| To a vehicle and equipment technician and our hope would be that everybody that we hire would ultimately promote to a senior. So | 00:39:40 | |
| budgetary we would just budget for seniors, you know, year after year, hoping that each one progresses to that final step. | 00:39:49 | |
| So the same kind of the same concept here. If we were to hire somebody as a vehicle and equipment senior, they would have all the | 00:39:59 | |
| requirements of training that we set up in modules one and two, two years of relevant experience. And then they would obtain a | 00:40:06 | |
| Class A commercial drivers license with a hazmat taker and endorsement. Anybody moving through the progression steps would have to | 00:40:13 | |
| have two years of experience completed the trainings and Module 2 and a commercial driver's license. | 00:40:20 | |
| Hand in hand with this, we've set up training hours so each each individual that's hired has 48 hours of paid training. Anything | 00:40:28 | |
| after that they would be responsible for. So if you see here, there's 127 hours that they would need to obtain in the two years of | 00:40:37 | |
| experience, we're allowing them 48 hours a year, so that ends up being 90. | 00:40:46 | |
| 9696 hours of training that we provide them, so if they wanted to. | 00:40:56 | |
| If they would, if they wanted to promote quicker than they would have you know be able to do those those classes at home to meet | 00:41:04 | |
| their 127 hours. So in that 27 hours this slide has some of the training in there and it's it's just a brief overview of of what | 00:41:13 | |
| they're required to do. But in the policy it goes over each each class that they're required to take and then it has how many | 00:41:21 | |

| To give you an idea of what they're actually going to be learning, and if you think about it, it's 48 hours of training a year. | 00:41:39 | |
| That's like one week out of the whole year. You know there are 52 weeks in a year. So we're really providing them a week of | 00:41:45 | |

| And that they would gain enough hands on experience while they were training. Now the 48 hours is peak time they can if they want | 00:44:17 | |
| to on the weekends, accelerated by doing all the online training from home if they like. | 00:44:24 | |
| And so it's limited to 48 hours in our time and that that's a rule of the rule to guide folks. Now we we really don't have a rule | 00:44:33 | |

| training per year per person in the county. But there should be an in this in this in the industry that I've been in it's one week | 00:44:49 | |

| Say a younger person, they might not even be with us long enough in three years to get through this. So, I mean it's a hard fit, | 00:49:26 | |
| don't get me wrong. But we're in some pretty tough times when it comes to finding employees. And so I think they're these | 00:49:33 | |
| questions need to be asked and and you know there's there's there's older folks that that are looking for jobs but they don't have | 00:49:40 | |
| CD LS. You know that's a hard one to come by, which now it looks like we can help them get the CEOs. | 00:49:47 | |
| We're targeting everybody actually and by opening up the job descriptions to give them credit for similar and equivalent training | 00:49:55 | |
| it, it allows somebody with experience to come in and opening the door for a technician that we didn't have before. We didn't have | 00:50:02 | |
| this apprenticeship that says hey, you can get from here to step to this other step if you if, if, if you, if you want to. We'll | 00:50:10 | |
| allow you to every Thursday take 8 hours off, 4 hours off and and start training for that. | 00:50:17 | |
| In in addition to that, we're going to bring in training into not just here but the operators. We bring training in that for | 00:50:25 | |

| And if it's part of the classes that are being required then they automatically when they sit in on that all day training session | 00:50:33 | |
| they they would benefit from that. But we're trying to target both folks with no experience and folks with a lot of experience and | 00:50:40 | |
| and so we ended up changing the job description to accommodate that and to pay them based on their experience. OK. So that is my | 00:50:48 | |
| kind of maybe my last question when you change the PDS, the job descriptions. | 00:50:56 | |
