| Brian Reading and I've. | 00:00:04 | |
| Terry to lead us in the Pledge of Allegiance. So we would all stand and do that now. Thank you, Chair. | 00:00:08 | |
| Of the United States, of America, and to the Republic for which it stands, one nation under God, indivisible, with liberty and | 00:00:15 | |
| justice for all. | 00:00:22 | |
| Bear with me please. | 00:00:34 | |
| Dear God, we are grateful to be in your presence today and to know that the businesses that are being conducted, the decisions | 00:00:36 | |
| that are being made. | 00:00:40 | |
| The choices that are being made are being made in your presence and with your awareness in a country that seeks at least at its | 00:00:44 | |
| best. | 00:00:48 | |
| To follow your will and to do what is best for its citizens. | 00:00:52 | |
| Got at this time, we are mindful of this week, this coming anniversary of the beginning of the end of one of the last great wars | 00:00:57 | |
| and conflicts in our world's history. | 00:01:02 | |
| And we know that that history is one of violence and one of chaos. And even now we see many conflicts taking place in our world, | 00:01:08 | |
| in our nation, even in our communities. Not just battles and wars, but also conflicts of ideology and character. | 00:01:16 | |
| And God, at this time, we pray that even here on this local level that you would promote peace among us and promote wisdom and | 00:01:25 | |
| good decision making so that those who lead us here in this community could be guided in doing what is best for the people. | 00:01:32 | |
| Best for our society and best in your sight as well. We ask you to bless the, the, the decision making here today, the | 00:01:40 | |
| deliberations here today. We pray that those would be done in a way that would bring honor to the people participating. That would | 00:01:47 | |
| they would be done in a way that reveals the truth of what is needed and what is not needed. And that they would be done in a way | 00:01:54 | |
| that ultimately is to the betterment of our community. | 00:02:01 | |
| Bless the hands and the minds and the words of the the speakers here, of the Board of Supervisors, of the guests that are here to | 00:02:09 | |
| speak and give them wisdom to do what's right and to seek what's right. Bless us all, Lord, as we seek to be your children, as we | 00:02:16 | |
| seek to be carrying out your will, and as we seek to do what is best in this community. We pray these things in Jesus name and | 00:02:23 | |
| then Amen. | 00:02:30 | |
| Thank you. | 00:02:38 | |
| Well, if it's not terribly always, I'm calling the meeting to order. I forgot to do that first. We got it. I think we're already | 00:02:41 | |
| there so. | 00:02:45 | |
| It's Tuesday, June 4th, 10:00 AM and so we'll call this meeting to order and we're going to start with a presentation. Item 2A, | 00:02:50 | |
| Erica Raymond has a presentation of public recognition of six employees through the County Spotlight on Employees program as | 00:02:58 | |
| follows, Estelle Velarde, Eric Mearskal, Alfonso Alvarez, and Crystal Singleton. | 00:03:06 | |
| Stephanie Johnson and Taylor Cummings. Good morning, Erica. Good morning, Mr. Chair. Members of the board, thank you so much for | 00:03:15 | |
| allowing us to be here today. | 00:03:20 | |
| That's you. As mentioned, we do have six employees that will be nominating today. First and foremost, we have Estelle Velardi, her | 00:03:26 | |
| Spotlight nomination read. I'm happy to nominate Estelle for the Spotlight Award for her exceptional dedication and commitment to | 00:03:32 | |
| providing unparalleled community service. | 00:03:38 | |
| Her dedication extends beyond our community to compass our partners and vendors. Her unwavering commitment to serving the low | 00:03:45 | |
| income, seniors, veterans and the needy should serve as an inspiration for all. Her dedication to serving the community | 00:03:52 | |
| demonstrates the power of kindness and service, embodying the values we strive to uphold. This was committed by Stella Gore. | 00:04:00 | |
| Estelle has been with Public Health and Community Services for almost 21 years. | 00:04:07 | |
| Up next, we have a group nomination for our election staff. | 00:04:30 | |
| The nomination read. When the Arizona Republican Party held their conference in Scottsdale last January, County Elections | 00:04:36 | |
| Department Director Eric Mariscal and his staff were specifically requested to oversee the party's own internal election of | 00:04:43 | |
| officers. In late April, the state party convened to elect party delegates to represent Arizona at the National Convention and | 00:04:50 | |
| again in terms of the Healer County Elections Department to assure an accurate, efficient and error free tally of votes. | 00:04:58 | |
| Graciously agreeing to oversee state party elections does mean a long Saturday with travel to and from the Valley for Elections | 00:05:05 | |
| Department, Eric and his staff, Alfonso and Crystal. And it's a credit to Heal County that our elections team is held in such a | 00:05:14 | |
| steam and asked to run a scrutinized partisan election in our state's most populous county. They have a proven track record for | 00:05:22 | |
| this. Eric and his team oversaw the Arizona Republic Republican Party conference votes in 2020 and 2022 as well. | 00:05:30 | |
| These past few months have been busy processing 11,191 ballots during the Presidential preference election last March, followed by | 00:05:39 | |
| the state party elections. He might be surprised to learn about a few other vote tallies where this team is specifically requested | 00:05:47 | |
| for their accuracy for the Globe High School vote, for student council and even King and Queen of the annual prom programming, the | 00:05:54 | |
| ballot for Arizona's annual Girls state convention, and in between running local school board. | 00:06:02 | |
| Local school bond overrides special elections and higher profile statewide tallies. | 00:06:11 | |
| Director Mariscal and his team are constantly recruiting and training poll workers, conducting logic and accuracy tests with the | 00:06:17 | |
| Arizona State of Secretary of State's office and answering an array of public records request. For these reasons and more, Healing | 00:06:23 | |
| County applause our Elections Department Director Eric Mariscal, Alfonso Alvarez and Crystal Singleton with a well earned and 400 | 00:06:29 | |
| Watt staff spotlight. This was submitted by Paul Walterbeck. | 00:06:36 | |
| So Eric has been with Heala County for over 16 1/2 years. Eric. | 00:06:43 | |
| I'll keep it short. You guys got a long ways to go, but thank you very much. It's a great honor and I've got a good staff and we | 00:06:59 | |
| always try to do the best that we can for the citizens and for the county. Thank you. Thank you very much. | 00:07:04 | |
| Alfonso Alvarez, who's been with the county over 12 1/2 years and was unable to make it today, but we'll be sure he gets his gift | 00:07:14 | |
| card. | 00:07:18 | |
| Crystal Singleton, who's been with the county a little over four months. Crystal. | 00:07:23 | |
| Thank you. | 00:07:35 | |
| Next, we have a nomination for both Stephanie Johnson and Taylor Cummings. | 00:07:43 | |
| There's spotlight red, so Stephanie and Taylor have stayed late to get the office caught up on work. Their dedication is greatly | 00:07:48 | |
| appreciated, especially in our busy season as we gear up for the 2024 election cycle. | 00:07:53 | |
| Stephanie Johnson is with the reporter's office and has been with the county a little over 4 1/2 years. Stephanie. | 00:08:00 | |
| And if you'd like to say anything. | 00:08:14 | |
| And next we have Taylor Cummings, who's been with the Recorders office 2 1/2 years. Taylor. | 00:08:23 | |
| And. | 00:08:42 | |
| Conclude our spotlight. Thank you, Erica. Any comments, Supervisor Humphrey? Yeah, just thank you very, very much. I appreciate | 00:08:43 | |
| all that you do for us. And you know, there's a difference between having a job and doing that job and sometimes reaching a little | 00:08:49 | |
| further. And so I appreciate that very much that you you take that extra time to be helpful to our constituents. So I appreciate | 00:08:55 | |
| it very much. | 00:09:01 | |
| Thank you supervisor client, same goes to for me and I appreciate you guys and really really want to thank you for all you do. | 00:09:09 | |
| Thanks. And Erica, when are you gonna get your spotlight? Because I think you're the one that puts them all on, but you never get | 00:09:17 | |
| one. I'm happy to do this again. | 00:09:21 | |
| It's such a great honor to spotlight the amazing stuff that we have here at We Do. Thank you all for letting us do. | 00:09:26 | |
| Thank you, Erica, and thank you for all those in the spotlight today. And we do have an amazing staff. And I'll just make one | 00:09:32 | |
| comment to Crystal. Crystal, thanks for sticking with it coming in four months ago in an election cycle and she's still here. | 00:09:41 | |
| Congratulations. Thanks. All right, thank you. All right, let's move on now to Item 3A regular agenda. | 00:09:49 | |
| Information discussion Action to approve an IGA between the Phoenix Police Department and the Gila County Sheriff's Office, | 00:09:59 | |
| whereby the Gila County Sheriff's Office, acting as an affiliate agency, will continue to assist the Arizona Internet Crimes | 00:10:06 | |
| Against Children Task Force for a period of five years after the IGA becomes effective under Sheriff Newman. Welcome. Good | 00:10:13 | |
| morning, ladies and gentlemen. Yes, it's the intergovernment agreement between US and Phoenix Police Department there the lead | 00:10:19 | |
| agency in our effort to combat. | 00:10:26 | |
| Internet child *********** and we started this in 2020. That was when we first signed a three-year agreement with those folks. | 00:10:33 | |
| It's funded through grant from the Attorney General's office and that's where the funding for this comes from. The Internet knows | 00:10:41 | |
| no borders. So this is our opportunity and this is an essential agreement to be able to work beyond those and and have the | 00:10:49 | |
| collaborative effort with other agencies that have the same mission to combat. | 00:10:57 | |
| The Internet *********** that's so rapid. So this doesn't cost us anything. It's grant funded. It does pay for equipment and | 00:11:05 | |
| training. So it's the Sheriff's Office recommendation that we sign this agreement. And as you had mentioned, it'll be for five | 00:11:11 | |
| years. | 00:11:16 | |
| I'm ready for questions. OK, Supervisor, hopefully I have no questions. Yes, Supervisor, client, just thank you, Dennis and | 00:11:23 | |
| Sheriff for doing this that that's a good deal to keep going with. So thank you. Yeah, thank you. Is this a problem that's growing | 00:11:28 | |
| or? | 00:11:33 | |
| I don't see an end, so whether it's growing or not, it never goes away. | 00:11:39 | |
| It never goes away. I see a lot of other things that, you know, in the 40 years I've been a cop, I see over and over just the | 00:11:45 | |
| faces change. Yeah, OK. | 00:11:49 | |
| All right. Well, I'll call for motion. | 00:11:55 | |
| Mr. I move to approve an anecdotal agreement with the Phoenix Police Department as presented. | 00:11:59 | |
| And Mr. Chair, I'll second that we have a motion to approve those in favor say aye, aye, thank you. And item 3B, information, | 00:12:05 | |
| discussion, action to authorize the Hilo County School Superintendent to sign a memorandum of understanding that is between the | 00:12:13 | |
| Hilah County Education Service Agency and the Healer County Library District, which collaborates a partnership to provide | 00:12:20 | |
| educational resources to the adults of Helena County to earn a GED slash HSE. And we have. | 00:12:28 | |
| Mr. Montague. | 00:12:36 | |
| Yes, very couldn't make it so he has a letter he wants me to read you guys. | 00:12:38 | |
| But the process to maintain those sites would be cost prohibitive. Nonetheless, we feel that offering distance learning | 00:13:46 | |
| instructive services that do not require extensive travel is a big step to forward for rural residents. Thank you and Elaine | 00:13:52 | |
| Gortuba of the Hilo County Library District for supporting our expansion efforts to provide GED slash HSC opportunities to all | 00:13:58 | |
| Hilo County residents who desire a high school employment. | 00:14:03 | |
| OK. Thank you. Elaine, did you have anything you wanted to add to that? This is sort of your item too, right? | 00:14:10 | |
| Partly. | 00:14:18 | |
| We're just happy that they reached out because this is one of the things that libraries do and we provide the space for that and | 00:14:21 | |
| especially in the areas that we're talking about initially. So it's Hayden Young, Miami and. | 00:14:27 | |
| Miami. | 00:14:36 | |
| And we're working on some of the others on a basin and pine as well, so that our, our community, they don't have to go very far to | 00:14:38 | |
| do this testing. And we really, you know, higher education is a must. | 00:14:43 | |
| A must for our students and our inner community. So we're very, very happy to cooperate and work with the school district. OK, | 00:14:49 | |
| Thank you, Supervisor Huntly. I have no questions other than thank you for making it possible for people, too, to get their | 00:14:55 | |
| education. | 00:15:01 | |
| By the client. Yeah. The more we make it available and help folks with this, the better off we're going to be. And And thank you | 00:15:08 | |
| both and Roy too for doing all this. Appreciate it. Thank you. Happy to support it. I'll call for motion. Mr. Chair. I'll make the | 00:15:14 | |
| motion to authorize the Helic County School Superintendent to sign a memorandum of understanding that is between the Healer County | 00:15:20 | |
| Education Service Agency and the Healer County Library District. Desperate. | 00:15:27 | |
| Mr. Chair, I'll second that a motion and a second to approve Those in favor say aye, aye, thank you very much. Item 3C, | 00:15:34 | |
| Information discretion, action to adopt. Resolution #24-06-02 accepting amendments to the agreement of declaration of Trust. | 00:15:42 | |
| Of the Arizona Local government employee benefit Trust to extend the agreement and declaration of trust to July 1, 2044 and remove | 00:15:51 | |
| language regarding the location of the principal office. Good morning James good morning Mr. Chairman, this is our Arizona local | 00:15:58 | |
| government employee benefit trust, our health insurance trust that includes six of the smallest counties in Arizona that we are in | 00:16:05 | |
| a trust that. | 00:16:12 | |
| Provides our health insurance for our employees. It's been very good. | 00:16:21 | |
| The ones that our forefathers that entered into this were very wise and it's been a very good. | 00:16:25 | |
| Vehicle to get affordable health insurance for our employees. | 00:16:33 | |
| This we're in 2020 year increments here for the trust to exist concludes on June 30th of this year. This act by the resolution | 00:16:38 | |
| today at Oxford resolution today extends our health insurance trust for another 20 years to July 1st 2044. There's also one other | 00:16:47 | |
| small thing that the health insurance trust did have an office at the County Supervisors Association building. Since then the. | 00:16:57 | |
| Aaron Collins and associates. | 00:17:08 | |
| For. | 00:17:10 | |
| Various reasons. Eric Collins sold the business to Gallagher and Gallagher is now a parent company and no longer has that office | 00:17:12 | |
| at the CSA building. And so the language that's been changed here is that it's a, a generic wherever the office may be not | 00:17:19 | |
| required to be in our bylaws in our planned documents to have a specific address. | 00:17:27 | |
| So as to change is to extend the term of this our participation to 2044 and the elimination of the specific address are what is | 00:17:35 | |
| specified by changes in this resolution today. | 00:17:41 | |
| I'm ready for any questions you might have. OK. Thank you, Supervisor Humphrey. | 00:17:49 | |
| Yes. James, do you have any, do you foresee any issues with removing the the language on the location for the principal office? Do | 00:17:53 | |
| you see it creating any difficulties? I don't because it's with Gallagher. They're a national company that has specific addresses | 00:18:01 | |
| and specific locations of doing business. They are specifically in Arizona and if they for whatever reason choose to move from | 00:18:10 | |
| downtown Phoenix to Globe, AZ. | 00:18:18 | |
| Well, welcoming well. | 00:18:26 | |
| Yeah, thank you. You've gone Supervisor Klein. No, I'm good, James. Thanks. Yeah, I'm fine too. So with that, I'll call for | 00:18:29 | |
| motion. Mr. I move to adopt resolution #24-O6-O2. And I'll second that motion and a second to approve. Those in favor say aye, | 00:18:38 | |
| aye. Thank you, James. And Mr. Chair, if I may, we have a past supervisor here, Joe Sanchez, and I'd like to. | 00:18:47 | |
| Say thank you for being here today and just to acknowledge him for being a past supervisor and. | 00:18:56 | |
| Also being still very active in the community. Good. Thank you very much. Would you like to come up and say a few words? | 00:19:02 | |
| He's a past supervisor. Just a few words. You better. | 00:19:11 | |
| But really, yeah, it's a pleasure to be here. And I'm here with Phil Stewart, who's our new director at the Bullion Plaza Cultural | 00:19:19 | |
| Center and Museum, and he'll be presenting to the board later. But. | 00:19:25 | |
| I want to thank the board for all that you do for our community. You know, I'm working with several nonprofits, one being the | 00:19:32 | |
| Clean the Cemeteries committee, and you folks have been just really super helpful. And as we speak, the members of the it's a | 00:19:39 | |
| Forestry service group. | 00:19:46 | |
| And along with the inmates from our local facility are cleaning up a couple of cemeteries, the Elks section and the Masonic | 00:19:53 | |
| section, and we're making that place look like a a cemetery. It's been overlooked for so many years. So our committee is working | 00:20:03 | |
| with folks like yourselves and we really appreciate the help from the county and appreciate I worked with your dad for many years. | 00:20:13 | |
| Steve and I really respected and admired everything that he did along with Supervisor Salas and myself. So there again, thank you | 00:20:23 | |
| for all that you do in supporting our our local nonprofits. Thank you, Joe, you bet. Any more comments? Thank you, Supervisor | 00:20:29 | |
| Klein. | 00:20:36 | |
| No, I'm good. It's good to see you today. Thanks for being here. Thank you for your gracious comments. Let's move on now to item | 00:20:43 | |
| 3D information, discussion, action to approve economic development agreement. | 00:20:49 | |
| Number 05012024 with Boolean Plaza, Cultural Center and Museum incorporated in the amount of $10,000 that the Board is determined | 00:20:56 | |
| to be for the benefit of the public. | 00:21:02 | |
| Marin Belling presenting. Good morning. Good morning, Mr. Chair, Good morning, Supervisor Klein. Good morning, Supervisor | 00:21:10 | |
| Humphrey. This morning we have Phil Stewart and apparently Joseph with us for from William Plaza to share with you their annual | 00:21:17 | |
| report and tell you what it is they do with the funds that you provide them so that they can help our community serve itself | 00:21:23 | |
| better. Mr. George Moore. | 00:21:30 | |
| Good morning. Good morning all, and thank you, Mary. | 00:21:39 | |
| So again Phil Stewart the the new Director and Board President William Plaza coming here to to ask you folks to continue your | 00:21:43 | |
| support of our museum. As you can see by the 1st slide you you keep some very well company in in regards to stakeholders and. | 00:21:52 | |
| Going through, we just have a quick look at our mission and vision statement. So we're, we're here to preserve and educate and | 00:22:04 | |
| engage the community and to promote Gila County. | 00:22:09 | |
| As you well know, Bullion Plaza is located on one of the gateways into Healer County from the Valley. And so it's it's Williams | 00:22:15 | |
| Plaza intent to present a good view and to engage people as they come through and expound the history of the area. And then also | 00:22:24 | |
| to further promote all the other activities and businesses and and points of interest in the county. | 00:22:32 | |
| Deliverable. So what do we give to the community? Well, hey, we give them exhibitions and displays and knowledge. | 00:22:44 | |
| Folks come in from all over the globe. To give you an example of that, just in the last three months, we've had people in from | 00:22:50 | |
| Japan, we've had people in from Australia and we've had folks in from Spain. So it's amazing how the reach of this organization | 00:22:59 | |
| and in turn Gila County gets out to the to the world as a whole. So this is one of the items that we deliver. | 00:23:07 | |
| And then again, another one is, is our partnerships and collaborations. We're very, very, very proud of these. And one of the | 00:23:17 | |
| biggest news items I can give you is recently we've had the privilege of of gaining on our Board of directors Doctor Richard | 00:23:24 | |
| Ramos, who will be the Superintendent of Miami Unified School District 40. So Doctor Ramos joins our Board and fills in a very | 00:23:31 | |
| important educational slot. | 00:23:38 | |
| So now in addition to culture, mining, ranching, now we have an educational component. So now we're looking forward to developing | 00:23:45 | |
| curriculum that would be relevant to K through 12 so we can engage more with all the school districts here in the county and | 00:23:52 | |
| beyond. | 00:23:58 | |
| So that's that's a huge a huge. | 00:24:06 | |
| Asset for us. And of course we also have great relationships with Ober Valley Symphony Arts Healer County Historical Museum in the | 00:24:09 | |
| Gold Miami Chamber of Commerce. | 00:24:14 | |
| And again, some of our educational programs we our second Friday events which happened. | 00:24:22 | |
| Ten months out of the year. So we take a break in July and August is a little hot. | 00:24:30 | |
| And people are on vacation. But as an example, I don't know how well you can see the photo here, but this is our last one. And it | 00:24:35 | |
| was all about poppies. And we had a ball because people were actually making the poppy seed balls. And there's a picture there | 00:24:41 | |
| showing some folks around the table. And one thing is kind of neat to see is all the smiles that were in the room at night. So, so | 00:24:48 | |
| it was some really neat engagement and it was a really fun event. | 00:24:54 | |
| In another deliverable is our extensive collection of archives and research material available. We have maps documents going back | 00:25:03 | |
| well over 100 years from all the mines that have been here. | 00:25:10 | |
| And we also have an extensive microfiche collection of Silver Belt newspapers going back from I believe before the 1900s. And a | 00:25:17 | |
| research assistant, Leanne Powers is diligently digitizing all that microfiche, so to make that available as well. So we're | 00:25:27 | |
| continuing to, as we improve the facility and and climate control some of these rooms better, we'll be able to offer these. | 00:25:36 | |
| Research. | 00:25:47 | |
| Items to different universities not only in Arizona, but again. | 00:25:48 | |
| Throughout the country. | 00:25:53 | |
| Community events, absolutely. We sure do. We have the Fiesta that's hosted there at Bullion Plaza. We do some work with the Global | 00:25:57 | |
| Miami Chamber of Commerce in the center. Picture will be happening on the 4th of July, the Old Town Fair, which will be right on | 00:26:04 | |
| Bullion Plaza. So we're looking, looking for a very substantial event there. | 00:26:11 | |
| And then our online presence. So we're on all the social media platforms, Internet. | 00:26:22 | |
| And our YouTube videos, again, are getting out to a global audience. | 00:26:27 | |
| And again, more community engagement. We have our volunteers. | 00:26:35 | |
| One of those, one of those rascals is sitting right there. | 00:26:40 | |
| And so you always find Joe Sanchez knocking about the museum. And again with educational down the far right, there you'll see that | 00:26:44 | |
| one of our our board members and docents is taking a group of school children through expounding on the virtues of mining. | 00:26:51 | |
| Trying to get trying to ignite that spark in our youth. | 00:26:59 | |
| And again, just to sum it up. | 00:27:05 | |
| We promote, we engage, we educate, and we foster. We want to foster a sense of community here. | 00:27:08 | |
| And so a lot of the times we'll have groups coming in. | 00:27:16 | |
| Tight budgets, they need a meeting space. Well, can we use your facility? Absolutely. So we're always trying to give back to the | 00:27:20 | |
| community and try and stay relevant and. | 00:27:24 | |
| Good, good. Thank you very much and glad to help. Thank you, Sir. Thank you, Supervisor Klein. Phil, thank you for everything you | 00:28:02 | |
| all have been doing with this. This has been quite a hit here in Henley County, but you guys are also tied in with other museums | 00:28:09 | |
| around the state, aren't you as well? | 00:28:15 | |
| We're also partnered up with the Arizona Historical Society and we were looking to expand that collaboratory network. | 00:28:22 | |
| Museums so absolutely. Well, good deal and thank you all for what you're doing. It's it's, it's it's a huge plus for us. So thank | 00:28:31 | |
| you yes, thank you for that. And I just have a couple technical questions for me to understand better. So this is part of our | 00:28:39 | |
| regular budgeted item and it comes from the lottery money essentially that. | 00:28:46 | |
| Arena of Money, OK. | 00:28:54 | |
| Right. So if there's nothing else, I'll call for motion doesn't come from District 1. | 00:28:56 | |
| Just kidding. | 00:29:04 | |
| Yeah. | 00:29:06 | |
| Mr. Chair, I'll make the motion to approve Economic Development Agreement number 05012024, the Bullion Plaza Cultural Center and | 00:29:08 | |
| Museum, Incorporated, which the Board has determined to be for the benefit of the public. Mr. Chair, I'll second that. OK, We have | 00:29:16 | |
| a motion and a second to approve these. All those in favor say aye, aye, aye aye. Thank you, Mr. Gentleman, Thank you. And I will | 00:29:24 | |
| be happy to report this good news to our our former director, Tom Foster, who we hold deeply in our prayers and thoughts. | 00:29:32 | |
| Perfect. And he does extend his best wishes to you so thank you again. Give him ours as well would you please? I certainly shall, | 00:29:40 | |
| Sir. Yes, thank you. Thank you all right. Item 3 E Information discussion action to approve contract agreement number Ctr. 056376 | 00:29:50 | |
| with APIC Solutions incorporated in the amount of $883,968.45 for the purchase and. | 00:30:00 | |
| Vulnerable access points and lack of encryption. The findings will allow the county to address these issues and improve the | 00:31:16 | |
| security of its properties. | 00:31:20 | |
| The assessment report is also identified certain issues that need to be addressed with a better functionality of the current | 00:31:25 | |
| camera system. Report recommends a few measures that can be taken to address this issue and the outlined contract is intended to | 00:31:34 | |
| do such. The Facilities and Land Management Department and in partnership with Information Technology Department recommended the | 00:31:42 | |
| Board of Supervisors approve contract Agreement number Center 056376 with Apex Solutions in the amount of 800. | 00:31:51 | |
| $83,968.45. | 00:32:00 | |
| For the purchase and the implementation of the video surveillance system for hill accounting. | 00:32:04 | |
| It is recommended to source funding is LATF. | 00:32:11 | |
| And with that, I'd be happy to take any questions. Thank you, Josh. Supervisor Humphrey. | 00:32:17 | |
| Well, I, I have a lot of questions, but I guess I don't really, it's just, you know, vandalism, you know, spending on almost | 00:32:22 | |
| $1,000,000 to prevent vandalism is kind of. | 00:32:28 | |
| Pretty steep hill for me, but we've got people vandalizing stuff and we can't see it happening. I guess on these on these cameras | 00:32:35 | |
| and stuff or or videos. Is that possible for them to break these and things before they vandalize anything? I mean, it's there to | 00:32:42 | |
| help us view places, but how vulnerable with these cameras be? | 00:32:50 | |
| Yeah. OK. No further questions, Mr. Thank you, Supervisor Klein. | 00:33:32 | |
| I have a few. | 00:33:38 | |
| Yes, Sir. So we're gonna start back with last week. | 00:33:40 | |
| In our presentation, we went through all of our capital projects, proposed capital projects. | 00:33:44 | |
| To the tune of having more projects than we have money. And when we talked about this particular subject, I didn't realize you | 00:33:50 | |
| guys have already reached out for a contract with the company and a contract and all that. That wasn't discussed. But furthermore, | 00:33:57 | |
| in that discussion, I thought we were going to take and prioritize our list of projects. | 00:34:04 | |
| Obviously we haven't done that and so I'm kind of sitting there looking at this thinking it's not that cameras aren't important, | 00:34:12 | |
| so I don't want anything get me wrong. | 00:34:17 | |
| But the electric in this building is also important. | 00:34:23 | |
| You know, and the conversation last week was is we may be looking at that full amount of money just to fix this building with our | 00:34:28 | |
| electrical issues. | 00:34:32 | |
| I. | 00:34:39 | |
| Because we, I didn't realize it was already to that point. It's, it's almost like you guys have already prioritized projects | 00:35:11 | |
| without ever getting in front of us. | 00:35:16 | |
| And and I find that a little bit disturbing after our meeting last week. | 00:35:22 | |
| I mean, it's us who's going to take the hits, and it's us who has to obligate the monies to fix our projects knowing we have more | 00:35:27 | |
| projects than we have money. | 00:35:31 | |
| And especially the week after we had a work session. | 00:36:12 | |
| I'm just being honest on being up front, but that's what we're here for. We're not here to rubber stamp projects. | 00:36:15 | |
| That literature, I'll let you have it. Thank you. So. | 00:36:21 | |
| Joseph, is the bid that you've received have a time frame associated with it? | 00:36:26 | |
| Chairman, Board of Supervisors, yes, it does. With that, I'd like to just bring a little bit of light to what you're saying | 00:36:35 | |
| supervised requirement. I, I see where you're coming from for sure With that being said and and maybe we I didn't communicate it | 00:36:41 | |
| very well on our last meeting is. | 00:36:47 | |
| That was a. | 00:36:54 | |
| A way that we can get that information from this team and we felt that we got the prioritization from that team and then we had | 00:36:56 | |
| some deeper conversations to be able to see what is ready to execute in our top three. And unfortunately that's something that | 00:37:03 | |
| that may I may not have communicated very effectively. So with that, we'd be happy to take a look at it. To answer your question, | 00:37:09 | |
| Chairman. | 00:37:16 | |
| With this being a state contract typically locks this into a price point. There have been several updates from the state contract | 00:37:25 | |
| and those are increases in costs. We've been able to negotiate with this state contractor to hold this price after moving this | 00:37:31 | |
| forward a couple of times. With that being said, if we move it forward again, we will be looking at a cost increase with this | 00:37:37 | |
| project. | 00:37:43 | |
| Mr. Chair, for me, please. Yeah, That goes with everything, though, Joseph. It's, it's no different with whatever project you | 00:37:51 | |
| have, the longer it takes you to get it approved and and done. Where we face that risk, we face it with this building, you know, | 00:37:57 | |
| we face it with a lot. But what I'm getting at is even though last week we had those discussions, somewhere along the way, it | 00:38:04 | |
| already pushed through looking at a contract for this. This didn't happen in just a few days, I don't think. | 00:38:10 | |
| For this these, these deals. So that's that's what really comes to light for me. And that's where I just say, hey, we need to time | 00:38:18 | |
| out a minute back up. That's really take this serious and look at these prioritization 'cause we don't have enough money to go | 00:38:24 | |
| around. We just don't. Roger that. Yes, Sir. | 00:38:30 | |
| OK. Thank you. And so. | 00:38:38 | |
| Is there on the schedule currently another work session regarding capital improvements? At this time there is not. I know the | 00:38:42 | |
| administrative team, we've put together several of those lists, gotten some of the feedback. This will be one of the top three | 00:38:48 | |
| recommendations. | 00:38:54 | |
| So we're still refining that list. | 00:39:02 | |
| Mr. O'Driscoll, you have something to add? | 00:39:06 | |
| Gentlemen, members of the board, yeah, we're going to come in front of the board every three to four months to do capital project | 00:39:10 | |
| updates as we have planned for the work sessions. And as far as this item goes, if the county manager agrees, we could obviously | 00:39:16 | |
| table it absolutely and come back in front of the board for the next work session and. | 00:39:22 | |
| You know, presented again as well if the county manager agrees. | 00:39:29 | |
| I'm Mr. Chairman, I'm never supported at this point. I, I don't believe that we need another work session. We've discussed these, | 00:39:37 | |
| we've discussed all these projects for a number of months. I believe that we just need to bring it to the board to take action and | 00:39:44 | |
| say this is our #1 project and list the 8 projects in order of priority and have you vote on that priority list. Is that what I'm | 00:39:50 | |
| hearing? Vote or change it or whatever. | 00:39:57 | |
| A vote to say this is our number one priority as a county. This is number 23 and on down through eight to have you take a vote on | 00:40:04 | |
| what the your priorities collectively as a board. | 00:40:10 | |
| So is that what? | 00:40:17 | |
| That's what I'm hearing your recommendation. Yeah, James, but it's it's Mr. Chair if I may, even a little bit more until than | 00:40:19 | |
| that. It's like, okay, we take three projects like Joseph and Michael are kind of referring to. | 00:40:25 | |
| Or all of them, however we want to do that and we say, OK, we can fund this, the 1st 123, whatever it is, but where are we going | 00:40:33 | |
| after that? Are are we as a board going to reach out and look at bonding to go ahead and finish these projects? Or are we just | 00:40:40 | |
| going to cut it off right there and hope for the best in the future? I mean, we, we need these discussions. I need these | 00:40:47 | |
| discussions, Mr. Chairman, through our time, this is ongoing. It's, it's a matter of. | 00:40:54 | |
| Every year there's going to be an allocation and appropriation in your. | 00:41:02 | |
| Adopting to the budget, there will be an appropriation or an amount that's included for capital projects. | 00:41:09 | |
| And as we continue on whether it's $1,000,000, two million, $3,000,000 that is budgeted, appropriated, we just continue as we go | 00:41:16 | |
| on through future identifying what the priorities are and then? | 00:41:23 | |
| Attacking them as we go through, if this is not once we run out of the 5 million in LITCF money, it's not like we're going to | 00:41:32 | |
| stop, you're going to continue, we're going to continue to prioritize and continue to allocate appropriate. We continue. One of | 00:41:38 | |
| the things that we've had the discussion since last week of saying, OK, these are the projects that were discussed either or | 00:41:44 | |
| identified. Now let's go out and get grant dollars, additional grant dollars to pay for some of these things. So it's just a | 00:41:51 | |
| continual exercise to identify what we need. | 00:41:57 | |
| And go out and do the best you can to find grant dollars to help us and use our local dollars to the extent that we have to. And | 00:42:04 | |
| is it potential that we could bond something? I, I really don't like that if it's a short term, something that's less than the | 00:42:11 | |
| length of bond. If, if we have a bond that's 20 years, the asset or whatever we buy with that 20 year bond, it's got to last at | 00:42:19 | |
| least 20 years. Otherwise we're. | 00:42:26 | |
| It's it's not, it doesn't work in the math for me and the time frame of paying for something through its useful life at at a | 00:42:35 | |
| minimum. Yeah, no, I see that, James. And I understand that fully. It's just that right now, you know, all of our money, our COVID | 00:42:42 | |
| money, LATCF money, that's the last of the big money that we've had. You know, and going forward, I agree with the fact that we | 00:42:50 | |
| ought to be chasing some grants to try and help with these other projects. | 00:42:57 | |
| From from in house, from general funds, money like that. I'm not sure what we're going to what's going to be there. You know, I, I | 00:43:05 | |
| have no idea right now, but. | 00:43:09 | |
| So I, I just an exercise for me because I have the same questions that you do. And so I, I go through take the information that | 00:43:14 | |
| was given to us last week and put up a spreadsheet of what does all this cost and where's the money come from. And all the | 00:43:20 | |
| projects that we talked about, including the three million for the Swiss gear and electrical of this facility, we have enough | 00:43:27 | |
| money except for if we include all of those projects we talked about last week, there's a million, a million up to a million and a | 00:43:33 | |
| half. | 00:43:39 | |
| Shortfall being that we'd have to come up with our own money of a million half dollars. I believe that we can get some grants to | 00:43:46 | |
| cover that. And so with that 5 million we we can cover all of that. | 00:43:52 | |
| We're short a million and a half dollars at this point. | 00:44:01 | |
| With the potential that we could go out and get grants to cover that million and a half dollars. | 00:44:04 | |
| Yeah. | 00:44:13 | |
| Go ahead. | 00:44:14 | |
| Totally OK with putting this and to be able to bring that and and we didn't, we did not look at the big picture and that's what we | 00:44:17 | |
| need to do in that have that discussion. How does that just add up and. | 00:44:24 | |
| And how does well? | 00:44:32 | |
| Subaru Christensen, as you pointed out that we've got to get to the point of a deferred maintenance where we. | 00:44:35 | |
| We've got huge costs that we've got a $2 billion cost for roof and HVAC at Central Heights 3,000,000 plus additional costs for | 00:44:42 | |
| this building and we've got to get over over that hump. How do we do that? And that's a. | 00:44:51 | |
| Part of the LATCF money that helps us to do that. | 00:45:03 | |
| Mr. Chair, yeah, I just go back to the fact that last week's discussion in this building that we're sitting in right here and the | 00:45:06 | |
| issues that are involved with that building. This building as you described, Joseph, is one. Me personally, I can't overlook. It | 00:45:13 | |
| isn't just a matter if a camera doesn't work or whatever like that, but these lights go out and you can't find the part to fix it. | 00:45:19 | |
| We're going to displace a lot of people real quick, and I don't think that needs to be. | 00:45:26 | |
| Passed over. I think that's something that really, really, in my opinion needs to be addressed. And that's why I say, hey, let's | 00:45:33 | |
| back up. Let's look at these priorities, whatever. How do you guys want to you want to roll it into the agenda with a list of what | 00:45:39 | |
| you think is good and let us look at it and vote on them. I'm good with that, but we need some discussions on this. We really do. | 00:45:45 | |
| Mr. Chairman, started Klein. Is there a? | 00:45:53 | |
| Am I reading wrong of what your intentions of how we prioritize the projects? What was your what's your recommendation? How we | 00:45:58 | |
| prioritize? We get this building behind us. As far as I'm concerned, we get this building fixed. I can work with the rest. | 00:46:05 | |
| That's my priority. Priority. I mean, we're sitting here on something that goes down. We don't have the means readily available to | 00:46:14 | |
| fix it more than likely. | 00:46:19 | |
| And so to me, to have them to be without cameras for a little while longer or better cameras or whatever, that's fine. We can live | 00:46:25 | |
| with that. | 00:46:30 | |
| But we can't live with something happening to this building or we can't work in. | 00:46:35 | |
| That's my opinion and that's that's why and we, and if you recall last week I asked, I think you specifically what's it going to | 00:46:43 | |
| cost us if this thing shuts down for three or four days. | 00:46:48 | |
| A lot. And it more likely won't be just for a short duration, they'll be for a pretty lengthy duration. | 00:46:55 | |
| And Mr. Chairman, thank you. So I decline and to get that. | 00:47:02 | |
| What the priorities are from each of you as a collective board is what we. | 00:47:07 | |
| Need to have to act on and to put allocate the dollars based on your. | 00:47:13 | |
| Home approval as a board. | 00:47:19 | |
| Is why I think we need to bring it back to have you vote on those, that priority list. You know, I was proud of the list, James | 00:47:21 | |
| and Joseph, Michael, everything on there's legit. Everything on that list is legit. I mean, we have big issues still at the | 00:47:27 | |
| Fairgrounds. I mean, we have issues at Apache Blvd. We have, they're all legitimate issues, but we got to tackle it right. We | 00:47:34 | |
| really do. | 00:47:40 | |
| I'm done. OK, thanks. So what I'm hearing and I'll get, I'll ask you again if you have any more input. What I seem to be hearing | 00:47:48 | |
| and I agree with is that we need a list presented to us in a risk assessment order. In other words, this should be number 1234 and | 00:47:55 | |
| all of that. And we're going to come up short and we need to know what is, what we can sacrifice and what we can. And I think | 00:48:03 | |
| that's a little bit of how we ended the meeting. | 00:48:10 | |
| Last week, because Supervisor Klein did leave just before all that was discussed was that we would be presented with a list of the | 00:48:18 | |
| priorities. And I think that is the main complaint here today. That's what I'm reading. So this is one of your recommended top | 00:48:27 | |
| priority lists for the county and so. | 00:48:35 | |
| I'm going to wait for a motion to see what direction we're going to go, but that's what I'm reading is that the supervisors need | 00:48:45 | |
| to have a little more input on the situation as it exists today, right, supervisor? | 00:48:52 | |
| Why would you say if a list comes to us of priorities, I understand priorities, but but why is it a priority? And, and I | 00:49:00 | |
| understand that this building goes down, it's going to be a big crunch, but maybe we don't have a bid or something in place. | 00:49:08 | |
| That's why we're putting something else further up the totem pole than than that. So with a priority list perhaps. | 00:49:16 | |
| Why that's in in in the category that it is. And you know, maybe the electrical will be #5 that's OK. It's #5 it's just why is it | 00:49:25 | |
| #5? | 00:49:30 | |
| And and these seem to come up higher on the list I think would be helpful. | 00:49:36 | |
| Just remember. | 00:49:44 | |
| This chairman I. | 00:49:46 | |
| Give a personal experience here of why this is a priority to me personally and. | 00:49:50 | |
| That I was a finance director for Navajo County and, and there was an occasion where there was a court case, child custody case | 00:49:58 | |
| and two women tragically lost their lives because they were shot because the the the result was an action by the courts that did | 00:50:05 | |
| not make one person happy. And while the video cameras are not. | 00:50:13 | |
| An end all to ensure the safety of employees and. | 00:50:21 | |
| Constituents that use the courthouse, it is an important piece of the puzzle to help ensure safety. And so that that's why if | 00:50:29 | |
| we're bringing this prematurely, there are reasons that we we have the security cameras and right now they are so poor that they | 00:50:38 | |
| do not provide any safety or help to ensure any security to our employees or to residents that utilize our services. | 00:50:48 | |
| So I that's that's if we jump the gun, it's my fault. But just possibly from a personal experience and tragedy that. | 00:50:58 | |
| Being there at that courthouse at that time when two women tragically lost their life. | 00:51:11 | |
| Is significant to me. | 00:51:17 | |
| Mr. Chair, and I understand that, James. And I don't disagree with, like I said, all these projects are legitimate, every one of | 00:51:20 | |
| them. But we only have the over $5,000,000 LATCF funds. We have more than that in projects. I know you said a million and a half, | 00:51:28 | |
| but we got like 2.4 million waiting for us at the fairgrounds and and electrical, again, just to bring it up to standards to be | 00:51:35 | |
| more adequate to rent out. And so we have $3,000,000 that's sitting on the table for this building. | 00:51:43 | |
| We all agree Mr. Humphrey brought it up. He turned an old building in May, end up $10 million. We don't know. And so we just have | 00:51:51 | |
| substantial projects and not enough money. | 00:51:57 | |
| And so. | 00:52:04 | |
| We are, Mr. Chairman, Sergeant Fine. We're working on a larger package bring to you in the future that will address some of these | 00:52:07 | |
| more significant projects. | 00:52:13 | |
| Yeah, we're we are working collectively to address the big picture. | 00:52:20 | |
| OK, good. I'm good advise on her for you, OK. | 00:52:27 | |
| Yeah, I'm fine. | 00:52:33 | |
| Anymore to discuss, Michael at this time, but if the board so chooses to table this item, we'll make sure Joseph and I will sit | 00:52:36 | |
| down and make sure that we be more specific on the list that we gave last week during the work session as far as the reasoning for | 00:52:42 | |
| priority, you know, prioritizing each individual project. And we'll bring that in front of the board and we'll receive your | 00:52:48 | |
| feedback and go from there. | 00:52:55 | |
| Thank you and with that I will entertain a motion on item 3E. | 00:53:02 | |
| You want to make the motion? Absolutely. I'll make the motion to table 3E until further notice or next meeting, whatever it is. | 00:53:09 | |
| I'll second that motion and a second to table item 3E. All those in favor say aye, aye, aye, aye. OK, thank you. We'll proceed | 00:53:21 | |
| that way. Thank you. | 00:53:26 | |
| Item 3F Information Discussion Action to approve amendment #2 to Contract number 072721 Sub Grantee for Project Management Health | 00:53:33 | |
| Disparities with wowza LLC to extend the contract term for one year from July 1, 2024 June 30th, 2025 and decrease the contract | 00:53:42 | |
| amount by $175,000 for new. | 00:53:50 | |
| With one year left in the grant, it didn't make sense to hire anybody new. We, the contractor, had run into some people at Arizona | 00:54:36 | |
| State University that work out of the library that has a place called a makerspace, which is a fancy play way of saying have a | 00:54:42 | |
| bunch of really cool technology stuff. 3D printer, cricket system. They can do sewing machines that hook up with software that you | 00:54:48 | |
| can do print your own shirts. You can get wood blocks, vinyl cars and cuts into the materials. You can make all kinds of different | 00:54:54 | |
| items. | 00:55:01 | |
| So Long story short, we reached out to the school superintendents, the first one that I'm used to working with Miami school | 00:55:07 | |
| districts that was really close with us. It's really easy to work with Doctor Dorothy to get kind of these pilot programs off the | 00:55:12 | |
| ground. So we're going to be working with ours is going to be working with Miss Dorothy. They've got classroom or two set aside | 00:55:18 | |
| for us or we're going to have all this 3D printing equipment, all the supplies, everything you can do to kind of bring technology | 00:55:23 | |
| to the youth. | 00:55:29 | |
| Thank you, Josh. Supervisor Humphrey. | 00:56:08 | |
| Yeah, just just one question, I guess I think it's great to work with the youth. I think I think thank you very much for reaching | 00:56:11 | |
| out, like I say, for some of this extra money and things that other departments aren't using, you're you're great at at getting it | 00:56:17 | |
| to Hill County. I was just wondering about some thought in the themes of some of the prints that the students print on their | 00:56:23 | |
| shirts. Would, would, would be a good idea to, you know, to not only give them the opportunity to print shirts, but but perhaps | 00:56:29 | |
| come up with themes that are. | 00:56:35 | |
| Beneficial to them in the community, yes. | 00:56:42 | |
| That's all. OK, Professor Klein. I'm good, Josh. Thanks. Yeah, so am I. So thank you, Josh. I'll call for motion I move to approve | 00:56:45 | |
| amendment #2 to contract number 072721 with WOWZALLCS presented. And I'll second that, Mr. Chair. Motion to approve and seconded. | 00:56:55 | |
| Those in favor say aye, aye, aye. Thank you, Josh. Item 3G information, discussion action. | 00:57:05 | |
| To approve amendment #2 to contract number 091521 Sub Grantee for Project Management Workforce Development Crisis Emergency | 00:57:15 | |
| Cooperative Agreement Grant with Wowza LLC to extend the contract term for one year from July 1st, 2024 to June 30th, 2025 and | 00:57:25 | |
| decrease the contract amount by 75,000 for a new contract amount not to exceed $200,000. Josh. | 00:57:34 | |
| Thank you, Sir. Supervisor Humphrey, I have no question. Supervisor Klein. I'm good. Thank you, Josh, and I'm good as well. Called | 00:59:01 | |
| promotion. I'll make the motion to approve amendment #2 to contract number 091521 with Wells LLC as presented. I'll second that, | 00:59:09 | |
| Mr. Chair. Great. We have a motion and a second to approve. Those in favor say aye, aye, aye. Thank you, Josh. | 00:59:17 | |
| Item 3H Information Discussion Action to approve amendment #3 Intergovernmental Agreement number 012621 with the Town of Miami to | 00:59:26 | |
| extend the term for one additional year from in 1st 2024. | 00:59:33 | |
| Through May 31st, 2025 and established the cost for Rd. grading at a cost of $99 per hour for the maintenance of Mackie Camp Rd. | 00:59:40 | |
| Mr. Villa. Good morning Chairman, Board of Supervisors. So back on April 20. | 00:59:48 | |
| April 20th of 2021, the board approved an agreement with the Town of Miami to provide maintenance for Mecca Camp Rd. We've been | 00:59:59 | |
| extending this IGA over time. This is our third amendment and and our 4th year that we would be doing this. The work is to provide | 01:00:07 | |
| routine grading of Mecca Camp Rd. that we were offered I believe 7 easements at the time. The road is partly in the Town of Miami. | 01:00:16 | |
| There's 13180 feet inside the town limits and there's about 800 feet inside the unincorporated area of Heila County. | 01:00:25 | |
| We have been maintaining this road. The complaint level has basically diminished to 0. The folks that live there are are happy | 01:00:35 | |
| with that type of grading we're doing and we'd like to extend this for one additional year. | 01:00:42 | |
| And so then that was one of those volley deals between Miami and county and whose is it and who's responsible. And so I think the | 01:01:30 | |
| the road department very much for working this out so that we could get an IHBA with the town of Miami. And then we did get the | 01:01:39 | |
| easements from the people that owned properties that this road is on to, to help those people that live there. So. | 01:01:48 | |
| Thank you very much, Omar, for for bringing that to us today. | 01:01:58 | |
| Supervisor. | 01:02:03 | |
| So Mr. Humphrey, we're in the process of turning it into like a primitive Rd. agreement. Is that what you're saying or? No, We | 01:02:04 | |
| just got permission to maintenance it. I'm not sure how often it's maintenance, but it's not very often. But I don't, I don't know | 01:02:11 | |
| that we're going any further other than just working with the town of Miami to do their portion and our portion. We just have | 01:02:18 | |
| easements to maintain. | 01:02:24 | |
| OK. Is that correct? So the board approved the maintenance of that road. I don't recall if it was just affirmative Rd. I would | 01:02:33 | |
| assume that it was just a primitive Rd. but I would have to check that. But that is in our list of maintained growth today and and | 01:02:39 | |
| they maintain it under the town, the park that is in the town portion, we maintain it under this IGA. Gotcha. And that's where you | 01:02:45 | |
| charge the $99.00 an hour and $99.00 an hour home. Now is that kind of the standard charge for is that, does that include the | 01:02:52 | |
| operator in it? | 01:02:58 | |
| Yes, that is the total cost except for material. We would bill them separately for material that is a charge for routine grading | 01:03:05 | |
| and it includes the use of the equipment and and the and the labor was established four years ago. We get an opportunity to renew | 01:03:12 | |
| this to create a new IGA and we'll be looking at the cost when we create the new IGA. I like this cost here, especially if it ever | 01:03:20 | |
| comes out of my constituent funds anytime. So it's a good cost Homer. | 01:03:28 | |
| So I'm I'm glad we're doing this to help Miami out. That's a good luck and it's needed. So thank you, Homer. | 01:03:37 | |
| Thank you. And he asked the question I was going to ask, so we're good to go. We'll call for a motion. Mr. I move to approve | 01:03:44 | |
| amendment #3 to Intergovernmental Agreement number 012621 with the Town of Miami as presented. And I'll second that motion. And | 01:03:51 | |
| the 2nd to approve. Those in favor say aye. Thank you, homeroom. Thank you. | 01:03:59 | |
| Item 4A through J Consent agenda items. Supervisor Humphrey, would you like to remove one or more of the items for discussion and | 01:04:08 | |
| voting separately? Mr. Chair, I choose to remove nothing from consent agenda item. Thank you. Supervisor Klein, same question. | 01:04:17 | |
| I think I'm good. | 01:04:27 | |
| And I will call for a motion on the consent agenda items. Mr. Chair, I'd make the motion to approve consent agenda items or A | 01:04:29 | |
| through four J. I'll second that motion and a second to approve those in favor say aye, aye, aye. Thank you. | 01:04:37 | |
| Call to the public. Is there anyone here in Globe that wishes to speak? See anyone? Anyone in Payson? I don't see anyone. | 01:04:45 | |
| And Cassandra, we're good to go. How many were on the Internet today? | 01:04:55 | |
| 33 Oh, that's pretty good, all right. | 01:05:01 | |
| All right. So thank you. And we'll move on to item number six, which is presentations. | 01:05:05 | |
| Henderson, we'll start with you. | 01:05:11 | |
| This chair remembers the board was able to last week, end of last week, take a tour of the Hill Street School construction project | 01:05:14 | |
| here in Globe that is coming along very well. They are doing sheetrock and taping, texturing some of the rooms, but it that is a | 01:05:21 | |
| project to. | 01:05:27 | |
| Create 64 new housing units for seniors, a lot of them, some of them are low income, so it's a great project. It will be a | 01:05:35 | |
| beautiful building when it is completed and very excited about the prospect of 64 new housing units in this area. | 01:05:44 | |
| Also, to maintain my license as a certified public Accounting accountant, I'm required to have 80 hours of continuing education. | 01:05:54 | |
| Every time I have to renew my license with the Arizona State Board of Accountancy. And so this coming week I will be spending | 01:06:05 | |
| several days going to going to class, going to school for accounting. That sounds thrilling and exciting, but a necessary evil, I | 01:06:11 | |
| guess, to maintain certification. | 01:06:17 | |
| As a CPA, that's it, Mr. Chairman. Thank you. Thank you, Supervisor Humphrey. | 01:06:24 | |
| Yeah, Do we do have that program to help employees further their education? | 01:06:30 | |
| Are you, are you a part of that? I am very much I really. | 01:06:37 | |
| OK. | 01:06:42 | |
| OK, I'm up. You're up. OK, I did an interview with Fox 10 News on the bridge. It turned out pretty nice. Attended a district two | 01:06:46 | |
| team meeting. Was on Kiko on Monday the 3rd at 9:30. | 01:06:54 | |
| I I attended a meeting with Tri-City Sanitation District and Senator Kelly's staff yesterday, but the staff was really, really | 01:07:04 | |
| late. So I I didn't get to make the meeting because they were several hours late and I had other obligations. | 01:07:12 | |
| I'll hold a Tunnel Basin meeting this evening at 5, and a big hot topic with Donald Basin is the bridge opening. And the big | 01:07:21 | |
| celebration for the bridge with all the speakers, the tents, the food trucks, all the stuff is on the 22nd, not the 17th. The 17th | 01:07:31 | |
| construction may choose to open the bridge, but it will be closed for the our celebration on the 22nd. | 01:07:41 | |
| So I know it's been in the paper and things have said that there's going to be a, a big deal on the 17th. There may like I say, | 01:07:51 | |
| the contractor may open the bridge on the 17th and maybe just a little thing, but everything is on the 22nd as far as the tunnel | 01:08:01 | |
| bridge ceremony goes. And then on Thursday, I will attend an animal control both of office ceremony. | 01:08:11 | |
| I'm, I'm kind of looking forward to that because many, many, many years ago I've worked with animal control and so watching that, | 01:08:21 | |
| that whole program get to where it is today with our new facility and everything, I'm, I'm happy that they asked me to be at that | 01:08:29 | |
| ceremony for those animal control officers and that does it for me. Thank you, Supervisor Klein. | 01:08:36 | |
| So Saturday I attended a meeting in El Capitan. Had a meeting there at the property owners. It was a really good meeting. | 01:08:46 | |
| And learned quite a bit more from them. And yesterday I was on Camel G radio with the county update, basically going over our | 01:08:53 | |
| project list and everything from last week. I think it went really well. | 01:08:59 | |
| Tonight, me and Kathy will be in Winkelmann at a ribbon ribbon cutting presentation on the new mural that's there at City Hall on | 01:09:07 | |
| the on the building there. And so I'm really looking forward to that. And if I'm not mistaken, that mural is one of those payments | 01:09:13 | |
| that was sitting in here. | 01:09:18 | |
| So it's going to be a really cool deal there too. Next Tuesday on the 11th, I'll be participating on a panel at the Arizona | 01:09:24 | |
| Workforce Summit in Flagstaff Office of Economic Opportunity. And who knows beyond that, I don't, I'm not sure. So thank you, Mr. | 01:09:31 | |
| Chair. Thank you, Supervisor. I don't have a lot to report right now. I have another meeting at 2:00. So I really appreciate | 01:09:37 | |
| everybody kind of helping move everything along today. Kind of a light agenda that's that's good to have every once in a while, I | 01:09:43 | |
| will say on Thursday. | 01:09:50 | |
| The, there's going to be a meeting about the Highway 260 improvement. They call it the Lion Springs improvement because that's | 01:09:57 | |
| where Lion Springs is, 3-4 miles. I can't remember. And so I'll probably go to that. That'll be at the. | 01:10:05 | |
| Patient campus there of the Gila Provisional College. What day was that again? I got that invite Thursday, Thursday this Thursday | 01:10:15 | |
| the 6th at 4:00. So we need Delon posted. | 01:10:20 | |
| Thank you. OK, great. So it looks like. | 01:10:27 | |
| We'll have myself and others there and so get an idea on that. That's been a very long coming project. | 01:10:30 | |
| Delayed, put off and everything so. | 01:10:39 | |
| Yes, Sir. Mr. Chairman, my own Springs project, the design architect and engineering has been done for that this year. They're | 01:10:44 | |
| working on acquisition of right away and it's scheduled to start construction in 25. So the meeting is to give an update and and | 01:10:51 | |
| apprise everybody of where the project is at and that it is going forward. So a great project to widen that from 2 lanes to four | 01:10:58 | |
| lanes for that last little bit that it's a bottleneck getting into pace and Star Valley. | 01:11:06 | |
| It is. And just to let everyone know, that's a state project, not a county project. Mr. Chair, if I may, though, doesn't the | 01:11:13 | |
| county have money in this project? | 01:11:17 | |
| OK 'cause. | 01:11:22 | |
| Yeah, For some reason I was thinking we did, but it's good to hear that we don't, so that's good. Whatever. State highway, state | 01:11:26 | |
| money, OK. | 01:11:31 | |
| I need it a long time. Yeah, absolutely. OK. | 01:11:36 | |
| I'll just say thank you for going because. | 01:11:40 | |
| When Steve Scott was on the date off board, they kept pushing this project down down. | 01:11:44 | |
| Showed under the carpet, but by increased presence from you as a Board of Supervisors that demonstrated the importance of that | 01:11:51 | |
| project. And that's why I got elevated and is succeeding and moving forward to this point. So appreciate your support of the board | 01:11:56 | |
| to ensure that it keeps moving forward. | 01:12:02 | |
| So I'd I'd have to say that that that is our input that we said we really need it. So and it is, it's a terrible bottleneck and | 01:12:08 | |
| it's kind of dangerous right through there. So there's been people die right through that area leaving the road. | 01:12:15 | |
| OK. So if there's nothing else, then I will during the meeting. Thank you. | 01:12:23 |
