And God, at this time, we pray that even here on this local level that you would promote peace among us and promote wisdom and 00:01:25
good decision making so that those who lead us here in this community could be guided in doing what is best for the people. 00:01:32
Best for our society and best in your sight as well. We ask you to bless the, the, the decision making here today, the 00:01:40

Spotlight nomination read. I'm happy to nominate Estelle for the Spotlight Award for her exceptional dedication and commitment to 00:03:32

Her dedication extends beyond our community to compass our partners and vendors. Her unwavering commitment to serving the low 00:03:45
income, seniors, veterans and the needy should serve as an inspiration for all. Her dedication to serving the community 00:03:52

Estelle has been with Public Health and Community Services for almost 21 years. 00:04:07
Up next, we have a group nomination for our election staff. 00:04:30
The nomination read. When the Arizona Republican Party held their conference in Scottsdale last January, County Elections 00:04:36
Department Director Eric Mariscal and his staff were specifically requested to oversee the party's own internal election of 00:04:43
officers. In late April, the state party convened to elect party delegates to represent Arizona at the National Convention and 00:04:50
again in terms of the Healer County Elections Department to assure an accurate, efficient and error free tally of votes. 00:04:58
Graciously agreeing to oversee state party elections does mean a long Saturday with travel to and from the Valley for Elections 00:05:05
Department, Eric and his staff, Alfonso and Crystal. And it's a credit to Heal County that our elections team is held in such a 00:05:14
steam and asked to run a scrutinized partisan election in our state's most populous county. They have a proven track record for 00:05:22
this. Eric and his team oversaw the Arizona Republic Republican Party conference votes in 2020 and 2022 as well. 00:05:30
These past few months have been busy processing 11,191 ballots during the Presidential preference election last March, followed by 00:05:39
the state party elections. He might be surprised to learn about a few other vote tallies where this team is specifically requested 00:05:47
for their accuracy for the Globe High School vote, for student council and even King and Queen of the annual prom programming, the 00:05:54
ballot for Arizona's annual Girls state convention, and in between running local school board. 00:06:02
Local school bond overrides special elections and higher profile statewide tallies. 00:06:11
Director Mariscal and his team are constantly recruiting and training poll workers, conducting logic and accuracy tests with the 00:06:17
Arizona State of Secretary of State's office and answering an array of public records request. For these reasons and more, Healing 00:06:23

Against Children Task Force for a period of five years after the IGA becomes effective under Sheriff Newman. Welcome. Good 00:10:13
morning, ladies and gentlemen. Yes, it's the intergovernment agreement between US and Phoenix Police Department there the lead 00:10:19
agency in our effort to combat. 00:10:26
Internet child *********** and we started this in 2020. That was when we first signed a three-year agreement with those folks. 00:10:33
It's funded through grant from the Attorney General's office and that's where the funding for this comes from. The Internet knows 00:10:41
no borders. So this is our opportunity and this is an essential agreement to be able to work beyond those and and have the 00:10:49
collaborative effort with other agencies that have the same mission to combat. 00:10:57
The Internet *********** that's so rapid. So this doesn't cost us anything. It's grant funded. It does pay for equipment and 00:11:05
training. So it's the Sheriff's Office recommendation that we sign this agreement. And as you had mentioned, it'll be for five 00:11:11

government employee benefit trust, our health insurance trust that includes six of the smallest counties in Arizona that we are in 00:16:05
a trust that. 00:16:12
Provides our health insurance for our employees. It's been very good. 00:16:21
The ones that our forefathers that entered into this were very wise and it's been a very good. 00:16:25
Vehicle to get affordable health insurance for our employees. 00:16:33
This we're in 2020 year increments here for the trust to exist concludes on June 30th of this year. This act by the resolution 00:16:38
today at Oxford resolution today extends our health insurance trust for another 20 years to July 1st 2044. There's also one other 00:16:47
small thing that the health insurance trust did have an office at the County Supervisors Association building. Since then the. 00:16:57

Various reasons. Eric Collins sold the business to Gallagher and Gallagher is now a parent company and no longer has that office 00:17:12
at the CSA building. And so the language that's been changed here is that it's a, a generic wherever the office may be not 00:17:19
required to be in our bylaws in our planned documents to have a specific address. 00:17:27
So as to change is to extend the term of this our participation to 2044 and the elimination of the specific address are what is 00:17:35

Clean the Cemeteries committee, and you folks have been just really super helpful. And as we speak, the members of the it's a 00:19:39

And along with the inmates from our local facility are cleaning up a couple of cemeteries, the Elks section and the Masonic 00:19:53
section, and we're making that place look like a a cemetery. It's been overlooked for so many years. So our committee is working 00:20:03
with folks like yourselves and we really appreciate the help from the county and appreciate I worked with your dad for many years. 00:20:13
Steve and I really respected and admired everything that he did along with Supervisor Salas and myself. So there again, thank you 00:20:23

Humphrey. This morning we have Phil Stewart and apparently Joseph with us for from William Plaza to share with you their annual 00:21:17
report and tell you what it is they do with the funds that you provide them so that they can help our community serve itself 00:21:23

So again Phil Stewart the the new Director and Board President William Plaza coming here to to ask you folks to continue your 00:21:43
support of our museum. As you can see by the 1st slide you you keep some very well company in in regards to stakeholders and. 00:21:52
Going through, we just have a quick look at our mission and vision statement. So we're, we're here to preserve and educate and 00:22:04
engage the community and to promote Gila County. 00:22:09
As you well know, Bullion Plaza is located on one of the gateways into Healer County from the Valley. And so it's it's Williams 00:22:15
Plaza intent to present a good view and to engage people as they come through and expound the history of the area. And then also 00:22:24
to further promote all the other activities and businesses and and points of interest in the county. 00:22:32
Deliverable. So what do we give to the community? Well, hey, we give them exhibitions and displays and knowledge. 00:22:44
Folks come in from all over the globe. To give you an example of that, just in the last three months, we've had people in from 00:22:50
Japan, we've had people in from Australia and we've had folks in from Spain. So it's amazing how the reach of this organization 00:22:59
and in turn Gila County gets out to the to the world as a whole. So this is one of the items that we deliver. 00:23:07
And then again, another one is, is our partnerships and collaborations. We're very, very, very proud of these. And one of the 00:23:17
biggest news items I can give you is recently we've had the privilege of of gaining on our Board of directors Doctor Richard 00:23:24
Ramos, who will be the Superintendent of Miami Unified School District 40. So Doctor Ramos joins our Board and fills in a very 00:23:31
important educational slot. 00:23:38
So now in addition to culture, mining, ranching, now we have an educational component. So now we're looking forward to developing 00:23:45
curriculum that would be relevant to K through 12 so we can engage more with all the school districts here in the county and 00:23:52
beyond. 00:23:58
So that's that's a huge a huge. 00:24:06
Asset for us. And of course we also have great relationships with Ober Valley Symphony Arts Healer County Historical Museum in the 00:24:09
Gold Miami Chamber of Commerce. 00:24:14
And again, some of our educational programs we our second Friday events which happened. 00:24:22
Ten months out of the year. So we take a break in July and August is a little hot. 00:24:30
And people are on vacation. But as an example, I don't know how well you can see the photo here, but this is our last one. And it 00:24:35
was all about poppies. And we had a ball because people were actually making the poppy seed balls. And there's a picture there 00:24:41
showing some folks around the table. And one thing is kind of neat to see is all the smiles that were in the room at night. So, so 00:24:48
it was some really neat engagement and it was a really fun event. 00:24:54
In another deliverable is our extensive collection of archives and research material available. We have maps documents going back 00:25:03
well over 100 years from all the mines that have been here. 00:25:10
And we also have an extensive microfiche collection of Silver Belt newspapers going back from I believe before the 1900s. And a 00:25:17
research assistant, Leanne Powers is diligently digitizing all that microfiche, so to make that available as well. So we're 00:25:27
continuing to, as we improve the facility and and climate control some of these rooms better, we'll be able to offer these. 00:25:36

Items to different universities not only in Arizona, but again. 00:25:48
Throughout the country. 00:25:53
Community events, absolutely. We sure do. We have the Fiesta that's hosted there at Bullion Plaza. We do some work with the Global 00:25:57
Miami Chamber of Commerce in the center. Picture will be happening on the 4th of July, the Old Town Fair, which will be right on 00:26:04
Bullion Plaza. So we're looking, looking for a very substantial event there. 00:26:11
And then our online presence. So we're on all the social media platforms, Internet. 00:26:22
And our YouTube videos, again, are getting out to a global audience. 00:26:27
And again, more community engagement. We have our volunteers. 00:26:35
One of those, one of those rascals is sitting right there. 00:26:40
And so you always find Joe Sanchez knocking about the museum. And again with educational down the far right, there you'll see that 00:26:44
one of our our board members and docents is taking a group of school children through expounding on the virtues of mining. 00:26:51
Trying to get trying to ignite that spark in our youth. 00:26:59
And again, just to sum it up. 00:27:05
We promote, we engage, we educate, and we foster. We want to foster a sense of community here. 00:27:08
And so a lot of the times we'll have groups coming in. 00:27:16
Tight budgets, they need a meeting space. Well, can we use your facility? Absolutely. So we're always trying to give back to the 00:27:20
community and try and stay relevant and. 00:27:24

and stuff or or videos. Is that possible for them to break these and things before they vandalize anything? I mean, it's there to 00:32:42

In our presentation, we went through all of our capital projects, proposed capital projects. 00:33:44
To the tune of having more projects than we have money. And when we talked about this particular subject, I didn't realize you 00:33:50
guys have already reached out for a contract with the company and a contract and all that. That wasn't discussed. But furthermore, 00:33:57
in that discussion, I thought we were going to take and prioritize our list of projects. 00:34:04
Obviously we haven't done that and so I'm kind of sitting there looking at this thinking it's not that cameras aren't important, 00:34:12
so I don't want anything get me wrong. 00:34:17
But the electric in this building is also important. 00:34:23
You know, and the conversation last week was is we may be looking at that full amount of money just to fix this building with our 00:34:28
electrical issues. 00:34:32

Because we, I didn't realize it was already to that point. It's, it's almost like you guys have already prioritized projects 00:35:11
without ever getting in front of us. 00:35:16
And and I find that a little bit disturbing after our meeting last week. 00:35:22

do not provide any safety or help to ensure any security to our employees or to residents that utilize our services. 00:50:48
So I that's that's if we jump the gun, it's my fault. But just possibly from a personal experience and tragedy that. 00:50:58
Being there at that courthouse at that time when two women tragically lost their life. 00:51:11

Mr. Chair, and I understand that, James. And I don't disagree with, like I said, all these projects are legitimate, every one of 00:51:20

but we got like 2.4 million waiting for us at the fairgrounds and and electrical, again, just to bring it up to standards to be 00:51:35
more adequate to rent out. And so we have $3,000,000 that's sitting on the table for this building. 00:51:43
We all agree Mr. Humphrey brought it up. He turned an old building in May, end up $10 million. We don't know. And so we just have 00:51:51
substantial projects and not enough money. 00:51:57

April 20th of 2021, the board approved an agreement with the Town of Miami to provide maintenance for Mecca Camp Rd. We've been 00:59:59
extending this IGA over time. This is our third amendment and and our 4th year that we would be doing this. The work is to provide 01:00:07
routine grading of Mecca Camp Rd. that we were offered I believe 7 easements at the time. The road is partly in the Town of Miami. 01:00:16
There's 13180 feet inside the town limits and there's about 800 feet inside the unincorporated area of Heila County. 01:00:25
We have been maintaining this road. The complaint level has basically diminished to 0. The folks that live there are are happy 01:00:35
with that type of grading we're doing and we'd like to extend this for one additional year. 01:00:42
And so then that was one of those volley deals between Miami and county and whose is it and who's responsible. And so I think the 01:01:30
the road department very much for working this out so that we could get an IHBA with the town of Miami. And then we did get the 01:01:39
easements from the people that owned properties that this road is on to, to help those people that live there. So. 01:01:48
