This sets the maximum amount that Gila County can expend in the coming year, accounting for every dollar of resources that are 00:21:14

The Board of Supervisors has also instituted the Tuition Assistance Program for this 2025 budget year for Technology and 00:28:44
Infrastructure. We will be bringing you a work session on September 24th so that you can again re-evaluate what your priorities 00:28:51
within those categories are and which resources you would like to allocate to which projects. 00:28:59
For public safety, we have completed the retention and recruitment program that was given to us by the Department of 00:29:07
Administration from the state level. We also have a STEPS plan in place and with that, our public safety deputies and detention 00:29:15
officers who participate in this test program received a 3% increase with the salary plan adoption. 00:29:24
And for anyone who is curious, that salary plan as adopted does go into effect. It is currently in effect and people will see that 00:29:33
on their paycheck on Friday. 00:29:39
So here are stewardship keynotes for 2025. We have budgeted reserves of 16 and a half million. Our expenditure limitation carry 00:29:47
forward and that's a typo. That should be 7.4 million. Sorry. We have, we are looking into grants and collaboration not only with 00:29:55
the state and federal resources, but with regional and local opportunities also. We will come to you on September 24th with our 00:30:04

The ability for local governments to tax local residents. 00:31:28
So that expenditure limit is the general fund and it's just controlling how much local taxpayers have to pay to spend on local 00:31:33

So that $7.4 million that Marin referred to? 00:31:44
Means that through the years, in particular in the last few years he was aboard have control or limited local tax taxes to the 00:31:50
people in Gila County. 00:31:56
To that amount of money, $7.4 million. Could we spend that money? We certainly have the tax cast capacity. We at that same point 00:32:03
in time the expedition limit, the amount was based on the property taxes and the the property tax rate that existed at times that 00:32:12
time. We could have a property tax rate of 6 1/2 dollars per $100 assessed value if we were consistent with what. 00:32:21
What was on the books in 1979? Nineteen 80. 00:32:31
It's $4.19, so about two and a half dollars less. 00:32:35

The level of property taxes that existed back 40 years ago. 00:32:45
So it shows the restraint, the limitation that the Board of Supervisors here that you have on limiting the amount of tax burden on 00:32:50

We certainly could, and the there's been some recent declarations by the Auditor General that has. 00:33:06
Created a difficult hardship for that, for example, in the excise tax for roads that the voters approved, the Auditor General 00:33:15
changed their mind halfway through and said, Oh well, that's not a limitation. That's not a. 00:33:22
Something that excludable from the expenditure limit because. 00:33:30
Even though the Borders approved that tax. 00:33:35
So there's even with all of that, the conservative nature of the Board of Supervisors has made it so that there's a carry forward 00:33:39
a 7.4 inch. Could we spend it? 00:33:44
Yes, we could, but by the conservative nature of this board, I don't imagine that we're going to get there and that we will. 00:33:50
Gets that point of spending those dollars, does that make sense or answer the question or that's perfect, James, that's what I 00:33:59

And that is because those are available resources. It's actually our money that we're spending down, have invested in the 00:34:43
community, invested in the county. Those dollars are one time dollars. You as a board have taken those one time dollars, invested 00:34:51
them in one time projects and not built them into ongoing expenditures, which sometimes governments get in trouble with. Thank you 00:34:59

So again, the budget as a whole down 3 something percent. 00:35:15

Reductions or having invested in the county infrastructure and those things that are one time expenses. 00:35:24

mobile homes have been either demolished or they have been removed from the park. 00:40:00
Or from the land where they were sitting. This has been verified by a sheriff's deputy or by the assessor's office. Some of these 00:40:08
accounts have been deactivated by the assessor's office. Some of them go back to 2015. And I'm just requesting the treasurer's 00:40:16
office to abate these taxes, interest and fees for all 67 accounts. 00:40:23

Yeah, just just one question is, is it a state deal that the mobile homes are taxed one and then the property that they said on 00:40:35
are taxed differently? Do you ever see anything in the future about the mobile home being attached to the property for one tax 00:40:42
rather than the separate taxes? Yes, Professor Humphrey, that is an option for a property owner. If they have land they and they 00:40:49
have a mobile home, they could combine them together. 00:40:56
OK. Yeah. Because I noticed in the past that a lot of these mobile homes, they weren't paying the taxes on the mobile home, but 00:41:04
they were paying taxes on the property. So being that it was on private property that you couldn't do anything with the with the 00:41:10
mobile home because you couldn't go and take it or whatever because it was on private property. So I know that that's been a 00:41:16
difficulty. So it's good that we've gotten rid of 67 of these issues. 00:41:22

but we have all 13 other counties that are part of this pool. Coconut County was the last of the holdout of the smaller counties 00:43:29
to become a member, but we all are participants the Arizona County Insurance pool. 00:43:36
Provides coverages for property damage, automobile liability, workers compensation and employers liability, general liability 00:43:44
including employment practices liability, public officials liability and law enforcement liability, and automobile physical 00:43:51

Other things that we can and do participate in is developing effective risk management programs to reduce the amount and frequency 00:44:06
of losses. 00:44:11
Cooling of self insured losses. Jointly purchasing excess insurance or reinsurance. 00:44:16

Providing claim service and claims administration. 00:44:29
Providing or purchasing such administrative services as a Board of Trustees as defined by the ASIP Bylaws and determines any 00:44:33
necessary appropriate administration of ESIP. 00:44:38

So the this is a self managed program. So the board of trustees are 13 trustees. 00:44:50
Definition and the bylaws. The county manager or county administrator for each of the 13 counties is the trustee with a alternate. 00:44:57
Elite counties alternate is Rick Husk who is our HR director and is over risk management working the county. 00:45:06
They would be available for any questions you might have. This is a 10 year renewal. There are options that if we force who I 00:45:15
decided that we have need to do something different. We do have that option, but it is proven that it's local governance by local 00:45:25
counties and I have a strong belief that local governance is the best and meets our needs the best that we can as trustees. 00:45:34

The design and they're ready to start work construction in 2026 and they needed some of these easements like the one that they 00:51:53

is asking the county to also grant that underlying fee interest in the existing 100 foot right of way it owns as shown on a record 00:52:08
of survey number 982. This 100 foot white East Point was originally granted to ADOT by C simple back in. 00:52:16

Again, it's, it's, it's a property that we're transferring paid out that they're buying a property that we're transferring to a 00:52:28
dot that they have an easement from us from years past. The appraisal has the market value of the land to be acquired for the new 00:52:37
right of way at $76,200. The county is being offered $675 for the temporary construction easement and in an effort to expedite the 00:52:46
acquisition and incentive payment of approximately 20% of the of the value of the new right of way is being offered at $15,285. 00:52:54
The documents must be postmarked July 26, 2024 or sooner to receive that incentive payment. The total offer from a dot is 00:53:04
$92,160.00. It's in the best interest of the county to approve the land transfer for construction of State Route 260 whitening 00:53:11
project. It's both a safety and a traffic congestion improvement, especially on holiday weekends with basically the safety is at 00:53:18

Mesquite St. in Roosevelt Estates and the total project cost was going to be 2,080,000 dollars, $865. 00:56:09
On June 17th of this year, the Federal Emergency Management Agency, FEMA, actually finally approved that grants. I know we were 00:56:19
waiting on that for quite some time. So with that. 00:56:25

From being able to park there because there's a lot of big trucks. 01:02:29
And a lot of the overflow park there. And so they, they definitely need help with a fence. And you know, people have asked me 01:02:33
that, you know, working on a, on a boundary fence. How's that beneficial for the public? Will a non profit organization? Like I 01:02:40
say, they, they do a lot of functions and they help our community a lot. And so if they have to spend some of their funding. 01:02:47
To to protect their property, then that's funding that they don't have spend, have to spend for a lot of the public things that 01:02:55

That was that was a grant from FIFA through Shoebury Humphrey and the Public Works team. There is an additional $3,000,000 that is 01:07:37
been a grant that was secured. 01:07:42
And I want to point out that there will be additional work on Campaign Creek to help with the flooding in that area. So we've been 01:07:47
waiting for this moment that we can now carry forward or move forward on the Campaign Creek $3,000,000 that we have security to 01:07:53
grant. 01:07:58
Mr. Chairman, last and members of board, last week I was at the Arizona City County Managers Association being good to touch base 01:08:05
with a number of my counterparts in both cities and counties. I want to identify that there's. 01:08:11
Able to meet and discuss. There's been comments of what our financing options for, for different projects we might have coming up. 01:08:20
We're looking at the end of September to have a work session on, on those different opportunities we have and there's it. 01:08:29
Has encouraged and different things that we can have as we look at different projects of how we can organize those and what we can 01:08:38
the tools that we can have to address different projects. So we look forward to having that discussion in September projects and 01:08:43
financing for those projects. 01:08:48

We had the fires and floods and Campaign Creek was in houses. The state is the one that gave us the $3,000,000 and and at that 01:09:46
time we could have used it for the buyout, but we had the opportunity to put in put in for the buyout grant. And so if we were to 01:09:54
use that $3,000,000 to buy out the homes, then if we got the grant, that's what the grant was for. And that's the only thing we 01:10:02
can use a grant for. But the three million we can use for other improvements on Campaign Crew. 01:10:10
And so we've been patient for three years and, and I'm grateful for the public that lived there that was willing to work with us 01:10:19
on that because now we have the buyout grant and we still have the three million. So that allows us to not only buy out the hounds 01:10:26
that are affected, but also do some work on the north side of Campaign Creek, which was also needed. So, so if we just use that 01:10:34
money early on to buy out the houses, then we still wouldn't have the the work that we're going to get by being patient. 01:10:42
And so anyway, I just wanted to let the people know that and also to then the road between the the two sides of the estates will 01:10:50
be able to be opened back up once we're not protecting the houses with the big firm. So anyway, all that's moving forward, it's 01:10:57
just patience and perseverance. 01:11:04

OK, so June 9th I had a campaign event here in Globe and I think those of you that were there, it was a good turn out, good visit, 01:11:15

chance to go in there and then check out the museum there. It's really cool. 01:11:27
On the 11th, I, I went to Florida. I left and went to Florida for a few days. Do not go to Florida in July. I I'm going to tell 01:11:34
you, hold it until like December. 01:11:40
January something like that. You know, it's, it's bad when you have to chew that air before you can breathe it. So but I was there 01:11:45
and it was naked annual conference. And so I was there and I attended the public lands, the WIR conference and rural caucus part 01:11:54
of it. And so not a real good turn out and and after getting there I knew Hawaii. So anyway, but it was good. I learned some 01:12:02
things. We had a lot of discussion on the amendment that the president signed on old growth timber. 01:12:11
The Western states are fighting out really hard and so it's got a ways to go. 01:12:20
There's some other talk on the Pilt part of things. Some, you know, when they gave us the LATCF money that. 01:12:27
So some of us probably got used to that. I would say I had a lot of money, especially for the counties with a lot of public lands. 01:12:36
And so that's gone as a one time deal that's gone. And so some folks are wanting to try and go back and and try and get more money 01:12:42
out of that built pot. 01:12:47
The other ones and, and there's talks in there from other ones that hey, let's be careful how hard we rock this boat because we 01:12:55
could get no money out of that build pot. 01:12:59
One thing that I didn't understand is PELT is huge when it comes out. It's a big pot of money, but there's twelve other entities 01:13:05
that take money out of it. 01:13:09
And so right now the talk is maybe to go back and kind of look at some formulas and percentages and maybe see if there's a way of 01:13:14
adjusting some things like that rather than asking for more money from the feds in that program. So a lot of that'll be going on. 01:13:20
The Pilt flying is going to be in September. 01:13:26
So for you guys, I don't know, I'm pretty sure I am not going to be able to make that fly. And so if somebody from the county 01:13:34
needs to be there, you know, and if I don't know whether you guys got going or maybe Mr. Min Love or even Michael or someone but. 01:13:41
Someone from healer County needs to be on that. That's, that is a good showing there. And, and you go around, you hit all the 01:13:50
offices on the hill and, and sometimes you talk to people that are already in our corner and it's kind of a maybe a waste of time, 01:13:56
but other places you don't. So something really to look at and consider. But I'll tell you right now, it's too soon for me and I 01:14:02

And then one more thing on short term rentals. Senator Rogers had made a, made a request to the Attorney General to look into and, 01:15:03

zoning ordinances or whatever, that's that's a different story. But what we have done appears to be just fine from the attorney 01:15:18

last Tuesday was at the Veterans Coffee time. 01:16:09
Candidate Kerry Lake was there and so we had pretty much a record number about 130 almost or right in that vicinity, which was 01:16:19
good. Usually it runs right around 100 to 105 or 6. And Payson where where I'm at, we got rained on and ice hail all that just a 01:16:28
tremendous on Sunday and yesterday. So we're really happy about that. 01:16:37
And hopefully other areas are getting that rain. Well, it's really needed with also at the same precinct. GOP meeting on Saturday 01:16:47
and spoke for just a few minutes. 01:16:53

Unfortunately we had another drowning at Fossil Creek last week that makes 3 in the last couple months or so, a total of 10 over 01:17:06
several year period of time, 800 plus rescues. And so hopefully all of this that's occurring will. 01:17:18

Get what we need done, which is improvement of trails for rescue purposes. 01:17:35
Only. And so it just makes sense that we do that, but we're having some resistance and we're trying to work through that. So it 01:17:40

affect each of those. Again, this is for you and for our constituents. For the employees, we adopted a new salary plan at the last 00:28:29

The Board of Supervisors has also instituted the Tuition Assistance Program for this 2025 budget year for Technology and 00:28:44
Infrastructure. We will be bringing you a work session on September 24th so that you can again re-evaluate what your priorities 00:28:51
within those categories are and which resources you would like to allocate to which projects. 00:28:59
For public safety, we have completed the retention and recruitment program that was given to us by the Department of 00:29:07
Administration from the state level. We also have a STEPS plan in place and with that, our public safety deputies and detention 00:29:15
officers who participate in this test program received a 3% increase with the salary plan adoption. 00:29:24
And for anyone who is curious, that salary plan as adopted does go into effect. It is currently in effect and people will see that 00:29:33
on their paycheck on Friday. 00:29:39
So here are stewardship keynotes for 2025. We have budgeted reserves of 16 and a half million. Our expenditure limitation carry 00:29:47

The ability for local governments to tax local residents. 00:31:28
So that expenditure limit is the general fund and it's just controlling how much local taxpayers have to pay to spend on local 00:31:33
government needs. 00:31:38
So that $7.4 million that Marin referred to? 00:31:44
Means that through the years, in particular in the last few years he was aboard have control or limited local tax taxes to the 00:31:50
people in Gila County. 00:31:56
To that amount of money, $7.4 million. Could we spend that money? We certainly have the tax cast capacity. We at that same point 00:32:03
in time the expedition limit, the amount was based on the property taxes and the the property tax rate that existed at times that 00:32:12
time. We could have a property tax rate of 6 1/2 dollars per $100 assessed value if we were consistent with what. 00:32:21
What was on the books in 1979? Nineteen 80. 00:32:31
It's $4.19, so about two and a half dollars less. 00:32:35

them in one time projects and not built them into ongoing expenditures, which sometimes governments get in trouble with. Thank you 00:34:59

property. In this particular case, they are mobile homes, manufacture homes, and this falls under the ARS 42 Dash 19118. These 00:39:52
mobile homes have been either demolished or they have been removed from the park. 00:40:00
Or from the land where they were sitting. This has been verified by a sheriff's deputy or by the assessor's office. Some of these 00:40:08
accounts have been deactivated by the assessor's office. Some of them go back to 2015. And I'm just requesting the treasurer's 00:40:16
office to abate these taxes, interest and fees for all 67 accounts. 00:40:23

Yeah, just just one question is, is it a state deal that the mobile homes are taxed one and then the property that they said on 00:40:35

have a mobile home, they could combine them together. 00:40:56
OK. Yeah. Because I noticed in the past that a lot of these mobile homes, they weren't paying the taxes on the mobile home, but 00:41:04
they were paying taxes on the property. So being that it was on private property that you couldn't do anything with the with the 00:41:10
mobile home because you couldn't go and take it or whatever because it was on private property. So I know that that's been a 00:41:16
difficulty. So it's good that we've gotten rid of 67 of these issues. 00:41:22

but we have all 13 other counties that are part of this pool. Coconut County was the last of the holdout of the smaller counties 00:43:29
to become a member, but we all are participants the Arizona County Insurance pool. 00:43:36
Provides coverages for property damage, automobile liability, workers compensation and employers liability, general liability 00:43:44
including employment practices liability, public officials liability and law enforcement liability, and automobile physical 00:43:51

Other things that we can and do participate in is developing effective risk management programs to reduce the amount and frequency 00:44:06

Cooling of self insured losses. Jointly purchasing excess insurance or reinsurance. 00:44:16

Providing claim service and claims administration. 00:44:29

So the this is a self managed program. So the board of trustees are 13 trustees. 00:44:50

On June 17th of this year, the Federal Emergency Management Agency, FEMA, actually finally approved that grants. I know we were 00:56:19

waiting for this moment that we can now carry forward or move forward on the Campaign Creek $3,000,000 that we have security to 01:07:53

Mr. Chairman, last and members of board, last week I was at the Arizona City County Managers Association being good to touch base 01:08:05
with a number of my counterparts in both cities and counties. I want to identify that there's. 01:08:11
Able to meet and discuss. There's been comments of what our financing options for, for different projects we might have coming up. 01:08:20
We're looking at the end of September to have a work session on, on those different opportunities we have and there's it. 01:08:29
Has encouraged and different things that we can have as we look at different projects of how we can organize those and what we can 01:08:38
the tools that we can have to address different projects. So we look forward to having that discussion in September projects and 01:08:43

We had the fires and floods and Campaign Creek was in houses. The state is the one that gave us the $3,000,000 and and at that 01:09:46
time we could have used it for the buyout, but we had the opportunity to put in put in for the buyout grant. And so if we were to 01:09:54
use that $3,000,000 to buy out the homes, then if we got the grant, that's what the grant was for. And that's the only thing we 01:10:02
can use a grant for. But the three million we can use for other improvements on Campaign Crew. 01:10:10
And so we've been patient for three years and, and I'm grateful for the public that lived there that was willing to work with us 01:10:19
on that because now we have the buyout grant and we still have the three million. So that allows us to not only buy out the hounds 01:10:26
that are affected, but also do some work on the north side of Campaign Creek, which was also needed. So, so if we just use that 01:10:34
money early on to buy out the houses, then we still wouldn't have the the work that we're going to get by being patient. 01:10:42
And so anyway, I just wanted to let the people know that and also to then the road between the the two sides of the estates will 01:10:50
be able to be opened back up once we're not protecting the houses with the big firm. So anyway, all that's moving forward, it's 01:10:57
just patience and perseverance. 01:11:04

OK, so June 9th I had a campaign event here in Globe and I think those of you that were there, it was a good turn out, good visit, 01:11:15

chance to go in there and then check out the museum there. It's really cool. 01:11:27
On the 11th, I, I went to Florida. I left and went to Florida for a few days. Do not go to Florida in July. I I'm going to tell 01:11:34

January something like that. You know, it's, it's bad when you have to chew that air before you can breathe it. So but I was there 01:11:45
and it was naked annual conference. And so I was there and I attended the public lands, the WIR conference and rural caucus part 01:11:54
of it. And so not a real good turn out and and after getting there I knew Hawaii. So anyway, but it was good. I learned some 01:12:02
things. We had a lot of discussion on the amendment that the president signed on old growth timber. 01:12:11
The Western states are fighting out really hard and so it's got a ways to go. 01:12:20
There's some other talk on the Pilt part of things. Some, you know, when they gave us the LATCF money that. 01:12:27
So some of us probably got used to that. I would say I had a lot of money, especially for the counties with a lot of public lands. 01:12:36
And so that's gone as a one time deal that's gone. And so some folks are wanting to try and go back and and try and get more money 01:12:42

The other ones and, and there's talks in there from other ones that hey, let's be careful how hard we rock this boat because we 01:12:55

One thing that I didn't understand is PELT is huge when it comes out. It's a big pot of money, but there's twelve other entities 01:13:05

And so right now the talk is maybe to go back and kind of look at some formulas and percentages and maybe see if there's a way of 01:13:14
adjusting some things like that rather than asking for more money from the feds in that program. So a lot of that'll be going on. 01:13:20

tremendous on Sunday and yesterday. So we're really happy about that. 01:16:37
