Testing, testing. 00:00:11
OK. 00:00:19
Carmen. 00:00:20
Did you? 00:00:25
Yes. 00:00:27
OK, do we have supervisor hungry present? 00:00:31
Yes. 00:00:36
And Supervisor Klein? Yes, Sir. 00:00:39
OK, good. And I'm of course on the phone. I'd like to call this special meeting Friday, August 9th, 2024 together at 10:00 in the 00:00:44
morning and we're going to go right to our agenda items to a information discussion action to canvas the election results 00:00:53
contained in the official campus of the primary election held on. 00:01:01
Page 30th, 2024 in Gila County, Arizona. 00:01:10
And declare the results official, Steve. 00:01:14
Steve, this is Supervisor Klein. We need to back up and do the pledge on this. 00:01:19
You want to do that? 00:01:26
That's what they're telling me. 00:01:28
OK, supervisor client, why don't you leave it in the place you got it? See. 00:01:31
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, 00:01:38
indivisible, with liberty and justice for all. 00:01:45
Thank you, Supervisor. 00:01:53
So let's proceed with item 2A and 12:00. 00:01:58
All right, All right. Thank you, Chairman Christensen, Supervisor, Client Supervisor Humphrey. We're here today to go ahead and 00:02:02
review the Canvas election results. The primary election held July 30th, 2024 in Healer County, Arizona. And so you have before 00:02:09
you your Canvas report. Primary report is always rather large because it has multiple parties as you know. And so that makes the 00:02:16
small little bit larger and a little bit more. 00:02:23
Number oriented towards the increasing data. 00:02:30
But just as always, we have our precinct locations here within the first few pages here. These are all the locations that we've 00:02:33
used. We were challenged in this last election by the watch fire that occurred on Saint Paul's Reservation. And so we had to last 00:02:40
minute make an emergency substitution for one of our locations. But we were able to have that taken care of, no issues in the 00:02:47
problems. We were able to notify the public and we were able to get in there to have this location. 00:02:54
I just learned this morning, actually yesterday also afternoon this morning. 00:03:02
We have lost one of our locations, Carrizo Assembly of God Church that we utilized for the elections. Unfortunately, it burned 00:03:07
down over the weekend. I don't know if you were aware of that. So it is burnt. And so we will be scrambling to try to find an 00:03:14
alternate location, Carrizo area, which is very difficult because that was the only one facility that is in that area. So for the 00:03:22
next election, I don't know, we might have to erect a tent or do something, but. 00:03:29
We lost that one facility and that is the only game in town out there. So we're going to have to start off right off the bat and 00:03:37
see what we can come up with an alternative site. Just for your information, we have our voter turn out report, which we also have 00:03:44
always have every report that we've run here. And this time around we have a 43.33% overall turn out. 00:03:51
And of course, our largest, our early ballots were the bulk of this particular election, 11,814, as opposed to the 2485 people 00:03:59
that went to the polls on Election Day. And comparing to 2022, the last go round, pretty similar. We had about 12,000 blackmail, 00:04:07
about 28 and six went to the polls last time. So we've actually kind of shrunk our polling locations in our boat Webmail continue 00:04:14
to be stated. All right. 00:04:21
The big one here is our total ballot summary report. This is just the overall numbers here, the total number of registered voters, 00:04:30
33,109, and of course, the total ballots cast there with a 14,003 and 46 and the number of earlies that we had, 11814. And of 00:04:36
course, the polling place, 2045 and our provisional voting ballots. All right. And of course, there's just a breakdown of the 00:04:43
races. How? 00:04:49
They hand out. The first part is the. 00:04:56
The nonpartisan elections, these are just the cities and towns and their particular numbers and results far down the road. 00:04:59
Breaking it down by party, we have how the individuals cast their ballots for those particular races and of course the victors on 00:05:06
either side of the party, balloting and voting. 00:05:13
All right. So the next thing that may be of interest to you now, we'll go to that tab where it's holding place ballots. 00:05:22
Is it just a breakdown once again, numbers and so forth, and we'll go to early ballots, which a lot of people are curious about. 00:05:30
Or summary on that one. Like I said, we had a total of eight 11,841 ballots that we received for the mail. We rejected 27 and we 00:05:39
verified for tabulation 11,814. And so we have a breakdown of some of the reasons why these early ballots were rejected primarily 00:05:47
for no signature or the signature did not match. 00:05:54
The main one and of course we allow those. Those are they go away until Sunday after the election procuring processes. And so 00:06:02
those are the breakdowns that we had on that. And of course there's always provisionals we didn't have. 00:06:09
Too many, let's go around. Total number received were 77, we rejected 30 and we verified 47 for tabulation. Many of those ballot, 00:06:17
many of those provisionals were not registered, wrong party in a couple cases registered after the cutoff date and we had quite a 00:06:24
few people due to the fire that was occurring on 188, closure of that. Some of these that we had a little bit of an uptick in and 00:06:31
they're not registered or in the wrong county. 00:06:38
Were from residents of Maricopa County who couldn't make it back down to the valley, so they came into our locations. 00:06:46
Received 114 and for the sheriff's race that had to write in Mr. Kirschenkowski garnered 1197 writings that would OK. 00:07:53
And so that's the general gist of the election. We had a fairly good election with the exception of as the same issues that we 00:08:04
always have last minute call offs by poll workers unable to make it due to sickness or some other emergency that may have 00:08:10
occurred. 00:08:15
Let's see. But other than that, apart from just, you know, the regular, you know, run-of-the-mill provisional votes that we have 00:08:23
people coming in not checking their registration, updating their registration. So those kinds of things that we obviously always 00:08:29
have and we always will as long as you have people voting, they're going to not take steps to get sure if everything is correct. 00:08:36
And so that's where we kind of get hung up trying to figure that stuff out of the polls on the motion day. 00:08:42
But other than that, we had one incident and I preferred referred to you about that earlier. 00:08:49
With a firearm unfortunately, and that was something that we hadn't seen quite some time, but it occurred in one of the locations 00:08:55
and there's no big deal at the time it was they the full percent of them very well. And so with that one particular issue though, 00:09:02
I did refer it to the family attorney's office and they'll take it and do whatever they need to do. So hopefully I'll not see what 00:09:08
it is coming in that, but apart from that one instance. 00:09:15
It went fairly well. Of course, you know there we have always the same issues. 00:09:22
From time to time got a report, a couple of reports about voter intimidation occurring in some of the locations while I'm 00:09:27
reviewing it and checking it and watching it and just, you know, saying things. 00:09:32
It's a very Gray fine line that borders on 1st Amendment issues and, you know, airing on the side of caution to make sure 00:09:39
everybody is safe and secure. We did as good as we could. Our, our, my Marshalls at lot of locations did an excellent job and 00:09:44
keeping the peace and making sure that people weren't being, you know, overly pestered and so forth. But, you know, other than 00:09:50
that, you know, the standard issues, but nothing major. None of our equipment failed. Our equipment was the only thing I had to do 00:09:56
was change a toner. 00:10:02
Locations and that's because they Emily at that location almost came in close to once 1000 voters at that one point at that 00:10:09
location. But other than that, our equipment was, you know good. We had no issues with that connectivity. And so it was overall a 00:10:15
generally good election except for the we prefer large margins between the between the candidates. But unfortunately in this one 00:10:22
we didn't and our turn out this one was a little bit lower than. 00:10:28
In the past primaries, but we still wind up finishing second overall in state as as always, Yadav pie eclipse us by you know, 00:10:36
three or four percentage points taking the number one spot. But once again, we finished in the top two. The state overall vote 00:10:40
attorney. 00:10:45
Shows that healing county votes. 00:10:50
I'd be happy to answer any questions you may have. 00:10:53
OK. Is that your report there? Yes, Sir, it is. 00:10:58
Oh, OK. I'm having a hard time kind of following. But anyway, supervisor Hunter, any questions? 00:11:04
I do not I, I if if I did, I would have already asked them of Eric. So I I appreciate the opportunity, but no, I have no 00:11:11
questions. 00:11:16
So. 00:11:23
Thank you, Mr. Chair. So Eric on I'm going to go back to the council there in case and you've got you got you got pause and 00:11:26
Underwood that tie basically and then you also got Craig. 00:11:34
You know, maybe that's going to the tide, right? Yes, those two. So when there's a tie like that, does it go into a recount first? 00:11:43
And if they're still tied, then what it happens just go to a runoff or on this one, it's well, it's this is the area of the city 00:11:50
and town. So this is all the call of the Tracy Bailey, the town clerk and their attorney. So they determine all that and we just 00:11:57
simply as you know, their vendor will go ahead and if they need. 00:12:05
In November will accomplish that, but I don't know if it'll be between the last, the lowest and next or how are that? How are they 00:12:12
calculate that? I'm not interested. I should have listened to their canvas the other day, but we were busy trying to get stuff 00:12:19
wrapped up so that we could do this stuff. 00:12:25
And Monday, all things being equal, I knew that they did already file in the Superior Court. So we'll probably be getting the 00:12:32
order from the court sometime today maybe. And that will go ahead and allow us to start the recount once we have that portal. 00:12:40
We have everything set. We have our LNA set for Monday at 9:00 in the elections office. We will be doing logic and accuracy 00:12:49
testing of the machines that we will call the machine that we will use to do the recount. And then once that logic and accuracy 00:12:54
test is out of the way, we will go ahead and start the recount of that of that particular race. And that's all we'll be counting 00:12:59
as. 00:13:05
OK. Thank you. And we anticipated to take the day. We don't really want it to go any longer than that. We'll probably stay, we'll 00:13:10
stay until we get it done because we should be able to get that wrapped up within a day, 8 hours. Sure. So basically we're on 00:13:16
track with what we've had many years past. 00:13:21
Few 100 here and there, but yeah, it's, you know, I we were actually thinking that we were going to get swamped a lot more than we 00:13:29
did and so we kind of filled our colon locations heavy in anticipation of that. 00:13:36
But it didn't materialize, but you know, we were ready for it. The same thing with the general, we'll go heavy in case we do get 00:13:45
swamped or get hit hard. And so we'll be ready for that. And we've taken some, you know, steps that we required some additional 00:13:52
tablets from a sister county that utilize the same system that we did that unfortunately for us, they went to a new a newer model 00:14:00
and so we were able to get some of their hand me downs. And so we'll be well positioned in the next general elections you have. 00:14:07
Enough tablets to increase our capability to check in voters in November if it gets as heavy as we anticipate it to be. 00:14:15
OK. Thank you. 00:14:23
Thank you, Eric. I don't have any questions, so I will make a call to the public and. 00:14:28
Close the Internet for hasten. If there is someone let me know. 00:14:35
Oh, I'm here. 00:14:42
No one impatient. 00:14:44
OK, then I will call for a moment. 00:14:50
Mr. I make a motion to canvas the election results contained in the official canvas of the primary election held on July 30th, 00:14:55
2024 in HeLa County, Arizona, and declare the results official. 00:15:03
Mr. Chair, I'll second that. 00:15:11
OK, we have a motion and a second to approve. All those in favor say aye, aye aye. 00:15:15
Aye, motion carries unanimously. 00:15:24
Highlights. Thank you, Eric. Thank you. 00:15:28
All that you've done. Thank you. Supervisor Christensen. I just want a real brief second here. There are a lot of departments that 00:15:32
stepped up the last year to help us out over in elections. We got a little bit of a crunch on personnel and so we were struggling 00:15:40
there for a bit. But thankfully administrative services, Paul and Carol, they went ahead and Paul's gracious enough to allow Carol 00:15:47
to come back and assist us for a few days. And of course, facilities we caught a couple of. 00:15:55
All of a sudden over and it was gracious enough to provide me with my troubleshooters and pay scenario without whom I would be 00:16:33
hard pressed to cover all the bases. So Lisa and Jeff and all those would help out. I really appreciate it and finance for putting 00:16:39
up with my bombardment with them for the last few days of the poll workers and troubleshooters and everybody that helps us out 00:16:46
there process and administer this election. So they've all been very gracious of the support. 00:16:52
I'm very humbled that I don't usually like to ask for help. I like to make sure we get everything done in house and we and we get 00:17:00
it done. But we were a little bit behind the power curve. And so I think all those departments that that helped out and, and. 00:17:06
Kind of, you know, pull some rabbits out of the hat's worth at the last minute. 00:17:14
That's cool. 00:17:18
Have that extra help that's really good. 00:17:20
Thank you. OK. Any other comments from the supervisors or the manager or anybody? 00:17:25
I don't have any intent. Shaking his head too so. 00:17:33
OK, well if there's nothing else, then why don't we just adjourn? 00:17:39
OK. Thank you, Mr. Chair. I'll second that. 00:17:44
I. 00:17:53

I. 00:17:53
