after I read item 2. So we're advancing that to the very first item. And we have a very special presentation today by the Quilts 00:01:09
of Valor and the Honor Guard. And they requested that and I said that would be a great honor for us to have, very patriotic thing. 00:01:19
And So what this item is, is it's my item that I have. 00:01:29
Decided to try and or to donate some money for what they do and it's information, discussion and action to approve an economic 00:01:37
development agreement number 09062024 between Hayley County and the Quilts of Valor Foundation, a heart to heart Group 928 in the 00:01:45
amount of 5000 to purchase supplies and materials. 00:01:53
Which the board is determined to be for the benefit of the public. 00:02:02

Quilts of Valor, Cheryl Borne and Cheryl will take it from here and we will do the presentation of our recipient. 00:08:49

Good morning. I am very happy to be here. 00:09:05
In 2003 we had a very. 00:09:10
Small stature woman named Catherine Roberts who had a son. 00:09:16
Who was a gunner sitting on top of a Humvee in Iraq? 00:09:21
She said that she was 10 seconds away from panic 24 hours a day. 00:09:26
I would be too. 00:09:33
One night she had a dream. She said it was as vivid as real life. She saw a man sitting on the side of his bed in the middle of 00:09:36
the night, hunched over. 00:09:41
The permeating feeling of the dream was one of utter despair. She could see his war demons clustered around him, dragging him down 00:09:48
into an emotional gutter. 00:09:53
Then, as if viewing a movie, the scene changed. 00:10:00
In the next scene she saw him sitting wrapped in a quilt. His whole demeanor had changed from 1 of despair to one of hope and 00:10:05
well-being. 00:10:10
The quilt had made this dramatic change. 00:10:16
The message of her dream was quilt equal healing. 00:10:19
Catherine got up and made a quote. 00:10:25
She felt she needed to do that, so she did. 00:10:30
Then she took it to UMM. 00:10:33
A military hospital and met chaplain callers in there. 00:10:38
Chaplain Callerson stands about. I don't know. To me, he was a giant of a man. He's probably 6263 strong stature, really. 00:10:44
Of a strong personality, very good man. And she told him she wanted to award or give this quilt to somebody at the hospital who 00:10:56
needed it. 00:11:01
And he told her that the army wouldn't allow it because he knew what a quilt cost and it was worth too much money. 00:11:08
So they couldn't do it. Well, Catherine, tiny little Catherine, just kept talking and didn't take no. 00:11:14
And eventually Jacqueline Callerson gave in and they went and visited a young man who was a soldier who had lost a leg in Iraq. 00:11:21
Who had just come to the hospital? 00:11:31
And they laid the blanket or the quilt on him and thanked him for his service. 00:11:34
Chaplain Callerson called it a quilt of valor. 00:11:40
And that's where our term comes from. 00:11:44
Her vision started a great movement. 00:11:50
Of trying to express things and gratitude and honor. 00:11:54
To the veterans and active military who have been touched by war. 00:11:59
On our Cultivallor website, whichisqovf.org, you can see the counts of what has been awarded to date. 00:12:08
Since 2003, 394,774 Quilts of Valor have been awarded. 00:12:17
And we are getting very close to 400,000 quilts awarded. 00:12:27
We have. 00:12:35
Heart to Heart Quilt has been in existence for 10 years. We started ours 10 years ago. A friend of mine and I went to a conference 00:12:38
for Cults of Valor and learned about it. Scared us to death, said we couldn't ever take on something like this and we left. The 00:12:45
conference was in Las Vegas. 00:12:51
Before we left Las Vegas, we had named our group. We had decided what we were going to do for our goals for the next year because 00:12:59
we were so hooked. 00:13:03
The patriotism in each of us. 00:13:09
Overcame our fear of what we were taking on. 00:13:13
The mission of the Quilts of Valor Foundation is to cover service members and veterans touched by war with comforting and healing 00:13:20
Quilts of Valor. 00:13:24
Each of our recipients is going to receive a quote of Valor, a pillowcase, and a certificate. 00:13:30
The Cruelty Valor brings a three-part message from our hearts. 00:13:38
1st we honor our recipient who is Dennis sitting here in the patriotic shirt. 00:13:44
We honor him for leaving all that he held dear to stand in harm's way in a time of crisis, protecting us from the effects of war. 00:13:54
Dennis is a Vietnam veteran. 00:14:08
He was probably drafted. 00:14:11
No, you enlisted. 00:14:14
Thank you. 00:14:17
Which means he chose to give up some of his freedoms. 00:14:19
To help protect ours. 00:14:22
He could no longer say what he was going to eat, when or where, what he was going to wear, what his hair was going to be cut like, 00:14:25
where could he go and where he wouldn't go. 00:14:28
For a long time. 00:14:33
I wouldn't take kindly to somebody trying to show me that. 00:14:35
The cost of our freedom is not free. 00:14:41
It is paid for by the dedication and lives of men and women like Dennis. 00:14:45
We sincerely thank Denis and each of our military, active or retired, for what they have done for us. 00:14:53
It's quite a sacrifice. 00:15:03
His award is meant to offer comfort to him and to remind him that we do care and we are grateful for his service. 00:15:06
This quilt is not a charity quilt, nor is it a blanket. A quilt consists of three layers held together by its quilting stitches. 00:15:17
And we like to think of the layers in this way. 00:15:26
The top of the quilt, like the Welcome Home Soldier quilt hanging back here. 00:15:30
With its many colors, shapes and fabrics, represents the communities and the many individuals that we are. 00:15:34
The batting, the filler, is the center of the quilt, its warmth. It represents our hope that this quote will bring warmth, 00:15:43
comfort, peace and healing to Dennis as he receives it. 00:15:50
The backing is the strength that supports the other layers. It represents the strength of the recipient, the support of his or her 00:15:58
family, our communities and our nation. 00:16:03
Each stitch that holds the layers together represents the love and gratitude of the makers. 00:16:11
The binding covers the outer edges of the quilt and represents the ideals, hopes, dreams, goals and unity of our nation. 00:16:21
Setting us apart from all other countries. 00:16:30
There is a label affixed to the back of each Quilt of Valor. This label designates the quilt as a quilt of valor. It contains the 00:16:36
recipient's name and the names of those who worked on the quilt. 00:16:42
Each quilt is formed by loving hands that join bits of fabric together, one piece at a time. 00:16:49
In our case, we're heart to heart quilts, all of the red shirts that you see here. 00:16:58
Are members of Heart to Heart quilts. 00:17:04
We work diligently to make an award both of Elder. 00:17:08
Coulter's often worked together in sewing groups to create these quilts. 00:17:15
As we quilt, we talk about our families and friends and how grateful we are to those who will be receiving what we call our Quilty 00:17:20

When we wrap them in a call to valor, and that's tradition. So Dennis has to put up with it. 00:17:29
Now, through these awards, the recipient becomes part of our quilting family. 00:17:35
We believe that as we sow, love, caring and gratitude flow from our hearts through our hands into the quilts that we make. 00:17:41
All of us as quilters want dinners to know that through our quilts, He is forever in our hearts. 00:17:51
This is a one time lifetime award. 00:18:00
We hope that he will keep his quote with him as a tangible reminder that the citizens across this land are forever in his debt, 00:18:04
and that it is our pleasure to honor him with a quilt of valor. 00:18:11

That this little group of women and a few men who really had a lot to our group cannot fund all of these quotes of valor 00:18:22
ourselves. His award is truly from the community. 00:18:29

It is people who choose. 00:18:44
To say thank you for our freedom to acknowledge that there is a debt that we have to pay and we're trying diligently to pay it. 00:18:47

It's just took all of our programs, environmental health and put it into one document. Part of that document was a the adoption of 00:23:28
the 2017 FDA Food Code and we typically repeal all ordinances prior to the one adopted by the board. We failed to do with this 00:23:35
particular 1. So we're just asking the board to repeal this very old ordinance in lieu of the adoption of the 2023 Environmental 00:23:42

past the legislatures passed that emergency had to be with the Board of Supervisors or the designee. 00:26:29
We're just asking the board to designate the Recorder's office to do the emergency voting the weekend before the election. 00:26:37
Supervisor Humphrey, I guess what would constitute an emergency? So unfortunately in the state statute, it does not say that we 00:26:46
can ask what the emergency is. All we can do is say, will you be able to go to the polling place on Tuesday? If they say no, we 00:26:52
are unable to be there, then they sign a form that says that they have an emergency and we go from there and they can vote. OK, 00:26:59

In that, they identified several structures that required that additional research and to be able to produce an official document 00:32:19
of any findings typically related to ensuring that there's no cultural significance to those structures and also any historic 00:32:26
value. With that, the Facility and Land Management Department recommends approving amendment #2 to that contract to increase the 00:32:33

By the $17,862.00 bringing the total not to exceed contract amount to $88,362.00. This additional funding is necessary to ensure 00:32:48

enough to exceed amount of $448,750 to provide armed security services to the new county courthouses in Payson, Globe and the 00:34:29
Tommy Klein Martin Complex. Joseph. Thank you, Chairman. As mentioned, this is a contract renewal with American Guard Services for 00:34:37
armed security services at the Global Courthouse. 00:34:44
Payson Courthouse Time Market Complex The original contract amount $411,250, has been increased by $37,500, bringing the total 00:34:52
contract amount to $448,750. Based on the market survey of similar positions in the surrounding area, the Facilities Department 00:35:02
recommends approving the renewal of the contract with American Guard Services at the proposed update rate of $23 per hour. 00:35:12
Or armed officers. This increase will help AGS remain competitive, attract interest in these positions and ensure the delivery of 00:35:22
high quality security services throughout the duration of the County's contract. This will also ensure that the court facilities 00:35:27
are safe and in compliance. 00:35:32
That would be I'd take any questions Supervisor Humphrey just one are these services did the. 00:35:38
Do these go out forbid? I mean we're renewing a contract and OK, that's fine, but every once in a while do they go out forbid so 00:35:44
we can be competitive with other companies with the protection of these? That's a great question. There are certain contracts 00:35:52
after about a three or four year period of time, we look at going out for those competitive bids. This is the second year having 00:35:59
this contract. This is one of those ones where we would consider going out around that third or fourth year. 00:36:06
But it's also a specialized service and we also learned from the past that it is very difficult to find a cost effective solution, 00:36:15
meaning the price matches the the quality of service we get. 00:36:21
OK. Yeah, I guess sometimes if you just keep renewing a contractor forever and ever, then things just kind of get lost. I like to 00:36:29

building components or systems, or impede future renovations and develop potential for developmental potential for the site and 00:38:06

J Mac Electrical has proposed a significantly lower cost of $214,499.45 for phase one of the Fairgrounds Electrical project 00:38:18
addressing the issues raised in the assessment. The lower cost from the original estimated 250,000 for phase one of the 00:38:25
Fairgrounds Electrical project is due to several factors such as competitive pricing, efficient program, project management, cost 00:38:33

Hill County Fairgrounds is in need of urgent update to its electrical distribution system to ensure safety and protective property 00:39:08
for the potential damage. This crucial update will not only extend the lifespan of the buildings but also pave the way for future 00:39:14
renovations and developments. Hill County Facilities recommends the approval of the state contract or the Fairgrounds Electrical 00:39:21

we have done with this funding in the last year. So in Payson, we have been working with the Tano Apache Tribe. We donated water 00:51:36
aerobic water weights to enhance their already existing program. 00:51:43
They are very excited about it. I know they are working on their pool. 00:51:50
So that they can reopen again next year. We also partner with the Town of Payson for a summer camp and we provided 51st through 00:51:54
5th grade students Healthy Classroom and My Plate curriculum. We did several hands-on activities and the kids had a great time 00:52:01
planting seeds and taking home. 00:52:07
Plants with them. We partnered with the Patient Teen Center to build a community garden. We donated most of the supplies and that 00:52:14
seems to be going very well. 00:52:18
And we also in the Globe area, we provided Borderlands produce distribution. In this last quarter, we provided 15,000 lbs of 00:52:24
produce. But overall from May until November, we provided 87,781 lbs of produce to our communities. 00:52:34
So Miami Senior Center also facilitates a seed to supper class and they do chair aerobics for the seniors as well. So just a 00:52:44
couple of highlights on what our workers are doing with the SNAP Ed Healthy Agency program. So I ask if you'll approve for another 00:52:51

of the produce, the rescue produce. So there's another program and it's actually the same price, but it's actually pre boxed food. 00:53:36
And it's not quite as much produce as I realize a lot of people that was an overabundance. I mean, £70 per person was a lot of 00:53:44
produce. And some of them were not quite, you know, they, we threw some away, actually, we didn't throw them away. We gave them 00:53:51
out to animals and pigs and hogs and different animals, chickens. They actually, the farmers came and picked up the leftovers. So 00:53:58
there wasn't a lot of waste at all. But you know, for the people. 00:54:04

Last week was able to attend with Mr. Rick Husky Ameriban Healthcare Conference, which is a conference that talks about healthcare 01:02:00
in America and what the trends are, what things are impacting US1 Of the things that was particular interest, is that a change of 01:02:07
that? Typically when you go to doctors, you go and you're not really certain how much things cost, but there's new algorithms that 01:02:15
are being. 01:02:22
Developing new things where you can look on your phone and say, oh, I can go to Doctor John Smith, he's got an excellent agreeing 01:02:29
rating and it's going to cost me $30, whereas another doctor may cost $50.00 or $80.00. All that's identified. One of the things 01:02:37
that they're kind of still in an incubator phase, but it is actually being used. So that's been being developed for a number of 01:02:44
years and things that are happening that happening that hopefully will save us money in healthcare. 01:02:52
Because again the inflation in Healthcare is double digits and we've got to look for ways to be more economical in healthcare. At 01:02:59
the conference, the local Arizona Government Employment Trust did receive a five year partnership that we have with Merabin and 01:03:06
working that, that relationship has been great for us. And so we appreciate the recognition of that partnership we have with 01:03:13

But we're talking about that and our intent that since the contract has been awarded that we get that gone, get that taken care 01:12:18
of. But it's going to be some disruption. It's going to be people move and we're going to have to go probably go to to Covic 01:12:24
protocols of people working from home and different things. So I mean patient on patient on Thursday to go over the logistics of 01:12:30
that remodel and. 01:12:36

And finally, I wanted to point out that there has been an error identified in the tax bills that went out. 01:12:48
And I did want to just just to kind of summarize what it was for the Payson Unified School District School district #10 that they 01:12:58
approved. And this approved amount by was approved by the Payson Unified School District Board of 0.01037. 01:13:07
Per $1000 of assessed valuation. 01:13:19
The tax bills when they were printed actually were printed at 0.0137. So you can see they left after the 01. They left that extra 01:13:23
zero. And what that means is that members of the Patient Unified School District would have to pay an additional $3.33 per $1000 01:13:31
of assessed valuation. 01:13:39
And so if you even $100,000 home that's you know it gets to be significant amount. So what we're looking at is reissuing the tax 01:13:48
bills understand between the assessor's office as we process that and all the tax bills have been recalculated. 01:13:57
I am not sure what if they're going to be mailed or if it's just going to be anyway, we're working on the the details of getting 01:14:08
that information out of what the corrected tax bills will be. 01:14:13
But in discussions with the Treasurer that and again I'm trying to need to make sure what statutorily we can do, but the Treasurer 01:14:21
is willing to offer a tax bills or delinquent after the first Monday in November, so November 1st and treasurer's willing to put 01:14:29
off any late fees or any. 01:14:37
Interest or things until the 1st of December and different things that we're looking at to make sure that we are. 01:14:45
Fair with constituents with the property Owners of property in Gila County. 01:14:52
And that we're trying to do everything we can to make sure that we're as far as we possibly can to make this as if the information 01:14:57
out the awareness out to property owners, to constituents. 01:15:03
And again, I will reiterate that this is not was not anything to do with the Pacing Unified School District with their board. They 01:15:11
adopted a rate and through the process of putting it, getting that information entered into the system and getting that converted 01:15:17
to the tax bills, there was an error that was identified. 01:15:23

Our efforts are to make sure that they're corrected this year and then to implement processes or procedures, policies that ensure 01:15:34

that there was an error also identified with A0 that was left out in the in the Pleasant Valley School District. And so there's 01:15:52

District and Pleasant Valley full of about 23,000 parcels. 01:16:12
Owners of property that are impacted by this so far, but we're working in doing everything we can to correct those errors and make 01:16:19
sure that everybody's paying what they what was adopted and approved by the governing boards responsible for these. 01:16:27

should be said is that a mistake was made and we're doing everything we can to rectify it in the most responsible way possible. 01:16:53
An overcharge and the overcharge is not extreme, but it isn't overcharged and we're going to resend. 01:17:01
The tax bills out, we're going to send a letter with that. We're going to explain what we did. We're going to try and get on Kmog. 01:17:08
We're going to get something in the in the pace and paper. This effects all three districts in the county. 01:17:14
And that Payson School District have nothing to do with this. And your decision on whether or not you're going to vote one way or 01:17:21
the other on the override should not be affected by this. So that that's what we're trying to do. And then if someone already has 01:17:28
paid their taxes, I think that there's something in place to just simply send them a refund check in the amount. And so all of 01:17:35
that is being organized and. 01:17:42
Put together and we. So this is sort of the first initial. 01:17:50
Announcement to the public that we have understood this to be since about approximately last Thursday or so. And so I'm very 01:17:54
pleased that we were able to put together a plan rather quickly and that, you know, mistakes are made with just what you do with 01:18:02
