With my agenda book though, here we go. | 00:00:11
All right. | 00:00:15 | |
Good morning, everyone. Let's let's call it 10:00. I think it is a clock slow by a minute or two. | 00:00:19
So I'd like to call this meeting to order. It is Tuesday, October 1st, 2024 10:00. And today we're doing things a little | 00:00:27
differently than normal. First of all, I want to thank Supervisor Humphrey for chairing the last couple of meetings in my absence. | 00:00:34
And today, Chairman. | 00:00:40
Christensen, Supervisor Humphrey are here and Supervisor Klein is traveling, so it'll be the two of us now. We always have the | 00:00:48
Pledge of Allegiance. | 00:00:54
Invocation at this point, but we have included that actually in our first item and we're going to turn it over to that process | 00:00:59
after I read item 2. So we're advancing that to the very first item. And we have a very special presentation today by the Quilts | 00:01:09
of Valor and the Honor Guard. And they requested that and I said that would be a great honor for us to have, very patriotic thing. | 00:01:19
And So what this item is, is it's my item that I have. | 00:01:29
Decided to try and or to donate some money for what they do and it's information, discussion and action to approve an economic | 00:01:37
development agreement number 09062024 between Hayley County and the Quilts of Valor Foundation, a heart to heart Group 928 in the | 00:01:45
amount of 5000 to purchase supplies and materials. | 00:01:53
Which the board is determined to be for the benefit of the public. | 00:02:02
So at this time, let's start our presentation. I'll introduce Mr. Rick Oliver and you just take it from here. OK. Thank you. All | 00:02:06
right, thank you. | 00:02:11
We are going to open with. | 00:02:18
One of our presentations for the missing persons table. | 00:02:21
Mr. Oliver, so because we like to record everything, could you perhaps use the podium for most of your discussion? That's where | 00:02:29
the microphone is. Thank you. | 00:02:34
I'm going to open with the. | 00:02:40
Missing man table. That's what we try to do at our presentations. The full Devour Foundation is nationwide and we are to honor | 00:02:43
veterans. | 00:02:49 | |
Nationwide. | 00:02:56 | |
And what I'd like to start off with is I would like to advance the colors to me. Am I doing OK? Yep, you're doing great. So. | 00:02:57
It's hard without looking at it, so we should all stand. | 00:03:07
Would you mind standing? | 00:03:10
Can uncover after when I get ready to do the prayer post honor guard post the colors. | 00:03:14

I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, | 00:07:54
indivisible, with liberty and justice for all. | 00:08:01
Honor guys, retire the colors. | 00:08:10
I. | 00:08:18 | |
At this time, I'd like to introduce our group leader for Heart to Heart. | 00:08:42
Quilts of Valor, Cheryl Borne and Cheryl will take it from here and we will do the presentation of our recipient. | 00:08:49
Thank you. Thank you. Good morning, Cheryl. | 00:08:58
Good morning. I am very happy to be here. | 00:09:05
In 2003 we had a very. | 00:09:10
Small stature woman named Catherine Roberts who had a son. | 00:09:16
Who was a gunner sitting on top of a Humvee in Iraq? | 00:09:21
She said that she was 10 seconds away from panic 24 hours a day. | 00:09:26
I would be too. | 00:09:33
One night she had a dream. She said it was as vivid as real life. She saw a man sitting on the side of his bed in the middle of | 00:09:36
the night, hunched over. | 00:09:41
The permeating feeling of the dream was one of utter despair. She could see his war demons clustered around him, dragging him down | 00:09:48
into an emotional gutter. | 00:09:53
Then, as if viewing a movie, the scene changed. | 00:10:00
In the next scene she saw him sitting wrapped in a quilt. His whole demeanor had changed from 1 of despair to one of hope and | 00:10:05
well-being. | 00:10:10 | |
The quilt had made this dramatic change. | 00:10:16
The message of her dream was quilt equal healing. | 00:10:19
Catherine got up and made a quote. | 00:10:25
She felt she needed to do that, so she did. | 00:10:30
Then she took it to UMM. | 00:10:33
A military hospital and met chaplain callers in there. | 00:10:38
Chaplain Callerson stands about. I don't know. To me, he was a giant of a man. He's probably 6263 strong stature, really. | 00:10:44
Of a strong personality, very good man. And she told him she wanted to award or give this quilt to somebody at the hospital who | 00:10:56
needed it. | 00:11:01 | |
And he told her that the army wouldn't allow it because he knew what a quilt cost and it was worth too much money. | 00:11:08
So they couldn't do it. Well, Catherine, tiny little Catherine, just kept talking and didn't take no. | 00:11:14
And eventually Jacqueline Callerson gave in and they went and visited a young man who was a soldier who had lost a leg in Iraq. | 00:11:21
Who had just come to the hospital? | 00:11:31
And they laid the blanket or the quilt on him and thanked him for his service. | 00:11:34
Chaplain Callerson called it a quilt of valor. | 00:11:40
And that's where our term comes from. | 00:11:44
Her vision started a great movement. | 00:11:50
Of trying to express things and gratitude and honor. | 00:11:54
To the veterans and active military who have been touched by war. | 00:11:59
On our Cultivallor website, whichisqovf.org, you can see the counts of what has been awarded to date. | 00:12:08
Since 2003, 394,774 Quilts of Valor have been awarded. | 00:12:17
And we are getting very close to 400,000 quilts awarded. | 00:12:27
We have. | 00:12:35 | |
Heart to Heart Quilt has been in existence for 10 years. We started ours 10 years ago. A friend of mine and I went to a conference | 00:12:38
for Cults of Valor and learned about it. Scared us to death, said we couldn't ever take on something like this and we left. The | 00:12:45
conference was in Las Vegas. | 00:12:51
Before we left Las Vegas, we had named our group. We had decided what we were going to do for our goals for the next year because | 00:12:59
we were so hooked. | 00:13:03
The patriotism in each of us. | 00:13:09
Overcame our fear of what we were taking on. | 00:13:13
The mission of the Quilts of Valor Foundation is to cover service members and veterans touched by war with comforting and healing | 00:13:20
Quilts of Valor. | 00:13:24
Each of our recipients is going to receive a quote of Valor, a pillowcase, and a certificate. | 00:13:30
The Cruelty Valor brings a three-part message from our hearts. | 00:13:38
1st we honor our recipient who is Dennis sitting here in the patriotic shirt. | 00:13:44
We honor him for leaving all that he held dear to stand in harm's way in a time of crisis, protecting us from the effects of war. | 00:13:54
Dennis is a Vietnam veteran. | 00:14:08
He was probably drafted. | 00:14:11
No, you enlisted. | 00:14:14
Thank you. | 00:14:17 | |
Which means he chose to give up some of his freedoms. | 00:14:19
To help protect ours. | 00:14:22
He could no longer say what he was going to eat, when or where, what he was going to wear, what his hair was going to be cut like, | 00:14:25
where could he go and where he wouldn't go. | 00:14:28
For a long time. | 00:14:33
I wouldn't take kindly to somebody trying to show me that. | 00:14:35
The cost of our freedom is not free. | 00:14:41
It is paid for by the dedication and lives of men and women like Dennis. | 00:14:45
We sincerely thank Denis and each of our military, active or retired, for what they have done for us. | 00:14:53
It's quite a sacrifice. | 00:15:03
His award is meant to offer comfort to him and to remind him that we do care and we are grateful for his service. | 00:15:06
This quilt is not a charity quilt, nor is it a blanket. A quilt consists of three layers held together by its quilting stitches. | 00:15:17
And we like to think of the layers in this way. | 00:15:26
The top of the quilt, like the Welcome Home Soldier quilt hanging back here. | 00:15:30
With its many colors, shapes and fabrics, represents the communities and the many individuals that we are. | 00:15:34
The batting, the filler, is the center of the quilt, its warmth. It represents our hope that this quote will bring warmth, | 00:15:43
comfort, peace and healing to Dennis as he receives it. | 00:15:50
The backing is the strength that supports the other layers. It represents the strength of the recipient, the support of his or her | 00:15:58
family, our communities and our nation. | 00:16:03
Each stitch that holds the layers together represents the love and gratitude of the makers. | 00:16:11
The binding covers the outer edges of the quilt and represents the ideals, hopes, dreams, goals and unity of our nation. | 00:16:21
Setting us apart from all other countries. | 00:16:30
There is a label affixed to the back of each Quilt of Valor. This label designates the quilt as a quilt of valor. It contains the | 00:16:36
recipient's name and the names of those who worked on the quilt. | 00:16:42
Each quilt is formed by loving hands that join bits of fabric together, one piece at a time. | 00:16:49
In our case, we're heart to heart quilts, all of the red shirts that you see here. | 00:16:58
Are members of Heart to Heart quilts. | 00:17:04
We work diligently to make an award both of Elder. | 00:17:08
Coulter's often worked together in sewing groups to create these quilts. | 00:17:15
As we quilt, we talk about our families and friends and how grateful we are to those who will be receiving what we call our Quilty | 00:17:20
Hug. | 00:17:24 | |
When we wrap them in a call to valor, and that's tradition. So Dennis has to put up with it. | 00:17:29
Now, through these awards, the recipient becomes part of our quilting family. | 00:17:35
We believe that as we sow, love, caring and gratitude flow from our hearts through our hands into the quilts that we make. | 00:17:41
All of us as quilters want dinners to know that through our quilts, He is forever in our hearts. | 00:17:51
This is a one time lifetime award. | 00:18:00
We hope that he will keep his quote with him as a tangible reminder that the citizens across this land are forever in his debt, | 00:18:04
and that it is our pleasure to honor him with a quilt of valor. | 00:18:11
It's important to know. | 00:18:20
That this little group of women and a few men who really had a lot to our group cannot fund all of these quotes of valor | 00:18:22
ourselves. His award is truly from the community. | 00:18:29
It is a effort that. | 00:18:37
More people support them. Don't. | 00:18:41
It is people who choose. | 00:18:44
To say thank you for our freedom to acknowledge that there is a debt that we have to pay and we're trying diligently to pay it. | 00:18:47
To our recipients, we say welcome home soldier. Thank you for your service, sacrifice and dedication. | 00:18:57
And with that, we will do our award. | 00:19:08
I'm going to turn the time back over to Rick and I'm going to call some of our members up to help. | 00:19:12
Yes. | 00:19:25 | |
Dennis Lee, Dense United States Navy, Vietnam Era. | 00:19:43
The Quotes of Valor Foundation wishes to recognize you for your service to our nation. We consider it our privilege to do so, | 00:19:48
though we may never know the extent of your sacrifice to protect and defend the United States of America. We award you this quilt | 00:19:55
of valor as an expression of gratitude from a grateful nation. | 00:20:01
Now you hug. | 00:20:12 | |
Oh, wonderful. | 00:20:22
That concludes our. | 00:20:35
Presentation and again, thank you to all of you. Thank you to our community. | 00:20:38
Because without you, we cannot do this. Thank you. Thank you Rick and Shell for the presentation and all those present on all | 00:20:44
those that sacrifice. Supervisor Humphrey, would you care to say if you want, just thank you all very much for what you can do. | 00:20:51
And I you can feel how important it is to you and, and a community and, and what it means to you to be able to do this. So thank | 00:20:58
you very, very much and for your presentation today. | 00:21:05
Yes, very much. Thank you. So with that, Supervisor Humphrey, I'll call for a motion. Mr. Chair, I move to approve Economic | 00:21:14
Development Grant Agreement number 09062024 with Quilts or Valor Foundation Heart to Heart Group 928, which the Board has | 00:21:21
determined to be for the benefit of the public. And I will second that motion. All those in favor say aye, aye, aye. Motion | 00:21:28
passes. | 00:21:35 | |
And Cheryl, did you say you had a few, very few, very few closing words? | 00:21:43
Thank you is the first very few words. Secondly, the Cult of Valor Foundation has a certificate of appreciation that we would like | 00:21:55
to present to the Healer County Board of Supervisors to recognize you for your generous support of the Quilt of Valor Foundation | 00:22:01
mission. | 00:22:06 | |
Again, our mission is to cover service members and veterans touched by war with comforting and healing, both of valor. And as | 00:22:13
signed by Lexi Milliken, who is our Executive Director, I think we better go down there and receive it. | 00:22:20
You and for everyone's patient and patients. | 00:22:37
Doing that and also changing the order of the end items, we understand if you need to go or anything like that, but we're going to | 00:22:43
go ahead and start our regular agenda items to a. | 00:22:49
It's information, discussion, action to repeal ordinance #04-01, the environmental health food service worker and food service | 00:22:57
manager training as it is replaced with ordinance #2023-05, Environmental Health. Good morning, Michael, good morning, chairman | 00:23:03
and supervisor Humphrey. So this item is just about correcting an oversight that we Marion Shepherd found, if you recall, last | 00:23:10
July. | 00:23:16 | |
Board approved and adopted environmental health ordinance. | 00:23:23
It's just took all of our programs, environmental health and put it into one document. Part of that document was a the adoption of | 00:23:28
the 2017 FDA Food Code and we typically repeal all ordinances prior to the one adopted by the board. We failed to do with this | 00:23:35
particular 1. So we're just asking the board to repeal this very old ordinance in lieu of the adoption of the 2023 Environmental | 00:23:42
Board. Be happy to answer any questions. | 00:23:49
Great Supervisor Humphrey. So everything of the one that we are repealing is covered in the new one that we adopted. Dennis | 00:23:57
corrected. OK, yeah, I just. | 00:24:02
Just chest. Just checking. Yeah, thank you. And with that, I'll call for motion. Mr. Chair, I move to refill ordinance #04-01. And | 00:24:07
I will second that all those in favor say aye, aye, thank you. Motion carries. Thank you. Item 2B, Information discussion action | 00:24:15
to adopt resolution #2424-0. | 00:24:23
Let me say this again. Number 241001, authorizing the Hewitt County Recorders, the Board of Supervisors designee, to designate 2 | 00:24:31
emergency voting Centers for the 2024 general election specified in the resolution and who do we have presenting today? | 00:24:40
Sure, let's if it's all right with supervisor, but yeah, we'll go on to Sankey to see information discussion action to approve | 00:24:52
service agreement number 081324 with Exacom in the amount of $18,672.55 for the period of July 124 to June 3025 whereby. | 00:25:04
XCOM will provide maintenance and warranty services for the New York County Sheriff's Office. Hindsight H4 logging recording | 00:25:18
system for the 911 Emergency Response system. | 00:25:25
And we don't have a presenter. This is becoming a trend. | 00:25:32
So, so we do have Sadie Joe with us though. It's OK, Let's back up and do item 2B and Sadie. It's the information discussion | 00:25:38
action to adopt the resolution 24-10-0, which is authorizing the Healer County Recorder as the Board of Supervisors designee to | 00:25:48
designate to emergency voting Centers for the 24 general election specified in. | 00:25:57
Resolution. Good morning, Sadie, good morning. I apologize. I had interview 7 patients, the temporary workers and so no apology | 00:26:07
necessary down here. So what we are asking is that we have the Board of Supervisors designate the county recorders office to do | 00:26:15
emergency voting. The reason why is that we do have the records with us, the voter registration rules, it's a lot easier. In 2020 | 00:26:22
past the legislatures passed that emergency had to be with the Board of Supervisors or the designee. | 00:26:29
We're just asking the board to designate the Recorder's office to do the emergency voting the weekend before the election. | 00:26:37
Supervisor Humphrey, I guess what would constitute an emergency? So unfortunately in the state statute, it does not say that we | 00:26:46
can ask what the emergency is. All we can do is say, will you be able to go to the polling place on Tuesday? If they say no, we | 00:26:52
are unable to be there, then they sign a form that says that they have an emergency and we go from there and they can vote. OK, | 00:26:59
thank you. As you can answer. | 00:27:05
Thank you, Sandy. I really don't have any questions. This is. | 00:27:15
Fairly normal stuff. So with that I will call promotion. | 00:27:19
Motion. | 00:27:23 | |
Yeah, on two BI move to adopt resolution #24-10-01. And I will second that motion. All those in favor say aye. Motion carries. | 00:27:25
Thank you, thank you, thank you again, I apologize for being late. No, I do not apologize. That's fine. We're all very busy. I'm | 00:27:33
going to go ahead and skip down to item 2D. | 00:27:41
Information discussion. Action to adopt resolution #24-10-02IN support of a grant application. | 00:27:50
Submitted to the Salt River Pima Maricopa Indian Community by the Hells Gate Fire District authorizing Healer County to act as the | 00:27:57
fiscal agent for the Hell State Fire Department District. | 00:28:02
Except a gaming grant award on behalf of the Healthgate Fire District in the amount of $82,416.60, which will be used for the | 00:28:08
sustainability or AC replacement and authorized the execution of the related. | 00:28:16
Intergovernmental agreement between the Salt River, Pima, Maricopa Indian Community and Helic County. Good morning there and good | 00:28:26
morning, Mr. Chair, Good morning, Supervisor Humphrey. As you know, the fire districts in Hemel County have very limited budgets | 00:28:34
based on what they can levy as their tax rate, so they often apply to the various. | 00:28:42
Communities that provide 12 D grants. | 00:28:51
This is one of those examples. This year, Healthgate has applied to these Salt River Pima Maricopa Indian Community for an amount | 00:28:55
of $82,416.60, which will be used for a sustainability project as well as solar and AC replacement. And attached to the agenda | 00:29:04
item are the IGA and a resolution. | 00:29:12
Pertaining to the same thing. | 00:29:21
And Command Supervisor Humphrey, I have no questions other than thank you for being the past three or four weeks. Yes, thank you, | 00:29:23
Mary. With that, I'll call for motion. I move, Mr. Chair, I move to adopt resolution #24-10-02 and authorize the execution of the | 00:29:32
related intergovernment agreement between the Salt River, Pima, Maricopa Indian Community and Healer County. | 00:29:41
And I will second that motion. All those in favor say aye, aye, aye, aye. Motion carries. Thank you. Thank you. And if you'd like, | 00:29:50
while I'm here, I can, I can do item 2C. That way you don't have an open item sitting on your agenda. Entirely up to you. That's | 00:29:56
fine. Do we need to reread it, Samantha? Item 2C. | 00:30:03
OK Information and Discussion Action Approved Service Agreement number 081324 with EXACCOM in the amount of $18,672.55 for the | 00:30:11
period of July 124 to June 3025, whereby EXACCOM will provide maintenance warranty services for the New York County Sheriff's | 00:30:19
Office. It's the Hindsight H4 logging recording system for the 911 emergency response system. | 00:30:27
Good morning, Mr. Chair, Good morning, Supervisor Humphrey. The Hilah County Sheriff's Department provides 911 services not only | 00:30:37
to the county but also to contracted agencies, and this service agreement ensures that we will have maintenance and warranty | 00:30:44
service on the recording backup for that system. | 00:30:50
Thank you, Supervisor Humphrey, I have no questions. I have no questions. So I'll call for a motion on item 2C. Mr. Chair, I move | 00:30:58
to approve Service Agreement number 081324 with Exicon as presented. And I will second that motion. All those in favor say aye, | 00:31:05
aye. Motion carries. Thank you very much, Mayor, for doing that. And item 2, E information discussion action to approve amendment | 00:31:12
#2 to contract number. | 00:31:20
70 KIML E Y-510 with Kim Lee Horn and Associates incorporated to increase the contract amount by $17,862.00 for total contract | 00:31:28
amount not to exceed $88,362.00 for the contract term November 122 to June 30th, 2025. Good morning Joseph Morning, chairman, | 00:31:38
Board of Supervisors. Amendment #2 to contract #170 Kimberley 5. | 00:31:48
Is it increased the dollar amount of the contract by 17,862 dollars? Additional funds are needed to complete the report associated | 00:31:58
with additional cultural resources based on the result of the Class 3 survey of the 280 acres of state land managed by the Arizona | 00:32:05
State Land Department near the fairgrounds. | 00:32:12
In that, they identified several structures that required that additional research and to be able to produce an official document | 00:32:19
of any findings typically related to ensuring that there's no cultural significance to those structures and also any historic | 00:32:26
value. With that, the Facility and Land Management Department recommends approving amendment #2 to that contract to increase the | 00:32:33
contract amount. | 00:32:41
By the $17,862.00 bringing the total not to exceed contract amount to $88,362.00. This additional funding is necessary to ensure | 00:32:48
the completion of the reporting related to the overall cultural resource. Identify the net class three. With that I'd be happy to | 00:32:57
take any questions. Thank you, Joseph Supervisor. Hopefully just just one question and that so that that. | 00:33:06
Added amount. | 00:33:15
Will complete this survey that's needed. | 00:33:17
Supervisor Humphrey, we don't anticipate any further cost. | 00:33:21
OK. No further questions, Mr. Chair. | 00:33:26
Thank you, supervisor, and thank you, Joseph. Yeah, I don't have any questions, but this is just an example of how expensive | 00:33:29
things are. | 00:33:32 | |
In government to how how we have to do something, spend $88,000 to see if it's OK to do something so. | 00:33:37
And and that's just a social comment, sorry. | 00:33:45
With that, I'll call for motion. Mr. Chair, I move to approve amendment #2 to contract #17T dash Kimberly Dash 510 with Kimberly | 00:33:50
Horn and Associates incorporated as presented. And I will second that all those in favor say aye, aye aye. Motion carries | 00:33:56
unanimous. Thank you, Joseph. We'll move on to item 2F information discussion action to approve amendment number one to state | 00:34:03
contract number. | 00:34:10
Center 056088 with American Guard Services. | 00:34:17
Extend the term of the contract for one additional year through October 3, 2025 and increase the contract amount by $37,500 for | 00:34:22
enough to exceed amount of $448,750 to provide armed security services to the new county courthouses in Payson, Globe and the | 00:34:29
Tommy Klein Martin Complex. Joseph. Thank you, Chairman. As mentioned, this is a contract renewal with American Guard Services for | 00:34:37
armed security services at the Global Courthouse. | 00:34:44
Payson Courthouse Time Market Complex The original contract amount $411,250, has been increased by $37,500, bringing the total | 00:34:52
contract amount to $448,750. Based on the market survey of similar positions in the surrounding area, the Facilities Department | 00:35:02
recommends approving the renewal of the contract with American Guard Services at the proposed update rate of $23 per hour. | 00:35:12
Or armed officers. This increase will help AGS remain competitive, attract interest in these positions and ensure the delivery of | 00:35:22
high quality security services throughout the duration of the County's contract. This will also ensure that the court facilities | 00:35:27
are safe and in compliance. | 00:35:32
That would be I'd take any questions Supervisor Humphrey just one are these services did the. | 00:35:38
Do these go out forbid? I mean we're renewing a contract and OK, that's fine, but every once in a while do they go out forbid so | 00:35:44
we can be competitive with other companies with the protection of these? That's a great question. There are certain contracts | 00:35:52
after about a three or four year period of time, we look at going out for those competitive bids. This is the second year having | 00:35:59
this contract. This is one of those ones where we would consider going out around that third or fourth year. | 00:36:06
But it's also a specialized service and we also learned from the past that it is very difficult to find a cost effective solution, | 00:36:15
meaning the price matches the the quality of service we get. | 00:36:21
OK. Yeah, I guess sometimes if you just keep renewing a contractor forever and ever, then things just kind of get lost. I like to | 00:36:29
keep competitive. So thank you. Thank you, Mr. Chair. | 00:36:35
So thank you, Joseph. So the 37500 is just inflationary cost? | 00:36:42
Essentially, yes, Sir. Yeah, OK. | 00:36:49
About to make another social comment. It's just expensive to be safe or to have security. We're spending a bunch of money on | 00:36:53
cameras too so. | 00:36:58
The times we live in. | 00:37:03
Thank you, Joseph. So with that, I'll call for motion. | 00:37:05
Mr. Chair, I move to approve amendment number one to State Contract Number Center 056088 with American Guard Services as | 00:37:09
presented. I will second that motion. All those in favor say aye, aye, aye. Motion carries. Thank you, Joseph. Item 2G information | 00:37:16
discussion action. | 00:37:23
To approve the use of state Contract number Ctr. 061652 with J Mac Electric for the Fairgrounds Electrical project, Phase one in | 00:37:30
the amount of $214,499.45. Joseph. Thank you, Chairman. On October 20th, 2023, Hill County received the KCL Engineering Assessment | 00:37:38
report regarding the electrical distribution system at the Hill County Fairgrounds. This assessment identified physical | 00:37:45
deficiencies and conditions. | 00:37:53
Could endanger life safety, lead to actual or potential physical damage to the property, reduce the expected useful life of major | 00:38:00
building components or systems, or impede future renovations and develop potential for developmental potential for the site and | 00:38:06
its structures. | 00:38:12
J Mac Electrical has proposed a significantly lower cost of $214,499.45 for phase one of the Fairgrounds Electrical project | 00:38:18
addressing the issues raised in the assessment. The lower cost from the original estimated 250,000 for phase one of the | 00:38:25
Fairgrounds Electrical project is due to several factors such as competitive pricing, efficient program, project management, cost | 00:38:33
effective solutions tailored to the specific needs. | 00:38:40
Identified in that assessment report, the accounting facilities and J Mac Electrical have found innovative ways to address safety | 00:38:48
concerns and reduce risk of property damage while keeping the overall cost down. For example, combining electrical runs and | 00:38:54
eliminating redundant electrical infrastructure and deleting unnecessary electrical. | 00:39:00
Hill County Fairgrounds is in need of urgent update to its electrical distribution system to ensure safety and protective property | 00:39:08
for the potential damage. This crucial update will not only extend the lifespan of the buildings but also pave the way for future | 00:39:14
renovations and developments. Hill County Facilities recommends the approval of the state contract or the Fairgrounds Electrical | 00:39:21
Project phase one. Interesting the J Mac Electrical with this with this project. | 00:39:27
With that, we also. | 00:39:35
Designed this first phase one to be able to pair up with the phase two, doing everything we can to eliminate any overlapping | 00:39:38
costs. Just as a reminder that Phase 2 is where we're looking at bringing in the three phase power along with HVAC and some of | 00:39:46
those larger projects. This is essentially bringing us to a baseline for a safety and operational standpoint. | 00:39:55
Allowing us to step into that Phase 2 with that I'd be happy to take any questions. Thank you Supervisor Humphrey. Yeah, I have no | 00:40:04
questions. I appreciate it very much. The fairgrounds are all and and like for the fair, we had to rent a lot of light plants and | 00:40:11
and generators and things just to put on the fair and and we could do so much there. Once we get our our electrical updated we can | 00:40:19
create a lot more activities out there. So I I appreciate all your work on this and. | 00:40:26
I just thank you and I'm happy to be moving forward with this. So next year it'll save cost up there quite a bit and they can do | 00:40:35
more things with that funding. | 00:40:40
Absolutely. Thank you, Supervisor. | 00:40:46
And yes, thank you, Joseph. The amount here is about 2/3 of what we estimated. That's $400,000 in savings are really okay. That's | 00:40:49
really exciting to me. This was ARPA money, right? | 00:40:56
The source funding from this, I'd have to defer to our finance director. Well, it's not that important. I believe it's ARPA money. | 00:41:05
It's ARPA money, so we're saving some ARPA money for something else and I love that. So it's a it's a needed upgrade. So thank you | 00:41:15
for that. I have no questions. So with that, I'll call for motion. Before I give you a motion, I think some of that cost is going | 00:41:22
to be and Phase 2. | 00:41:28
It certainly gives us the opportunity to transition. | 00:41:37
It's the same for a ring and that's going to rain when we get phase two, I think don't predict rain. Yes, Sir. But anyway, okay | 00:41:42
Mr. Chair, now I will give you a motion that I got that out. Mr. Chair, I move to approve the use of state Contract number Center | 00:41:50
061652 with GMAC Electric. | 00:41:58
For the Fairgrounds electrical project, phase one as presented, and I will second that all those in favor say aye, aye. | 00:42:07
Thank you, Joseph, very much. Thank you, Gordon. All right. Item 2H is information, discussion and action to approve the use of | 00:42:16
the interlocal purchasing system. | 00:42:22
TIPS contract Number 221003 with GO to Communications incorporated in the amount of $118,040.07 for the term of September 124 | 00:42:31
through August 31, 2025. | 00:42:39
For the migration of the county's on premise phone system to a cloud based phone system. Good morning. Yes, good morning, Mr. | 00:42:48
Chair, Supervisor Humphrey, good to see you guys. Yeah, this is basically we have some antiquated phone systems currently in | 00:42:57
place. We're trying to replace those with on cloud or in the cloud phone system versus on Prem phone system. | 00:43:06
This will eliminate a lot of equipment points of failure. | 00:43:16
Management nightmares. It'll make the management more efficient and effective for our team moving forward. So we ask that you | 00:43:20
approve this. OK. Thank you very much, Supervisor Humphrey. Yeah. You guys keeping up with everything and keeping us safe with all | 00:43:27
the communication and things that happen with phones and computers anymore. So appreciate it. Anything that will help you guys be | 00:43:35
more efficient and take some load off I I'm all for it. | 00:43:42
So thank you very much for all you do. Thank you. Thank you. Yeah, we do need to keep up with our systems and our IT. So I | 00:43:50
anticipate your, you have anticipated this expenditure, budgeted for it and we're ready. | 00:43:57
OK. | 00:44:05 | |
Thank you. And so with that I will call for motion. Mr. Chair, I move to approve the use of tips contract number 221003 with go to | 00:44:07
Communications Incorporated as. | 00:44:13
I will second that motion. All those in favor say aye, aye aye, Thank you very much. Thank you, gentlemen. OK, and item 2 I | 00:44:20
information discussion action to approve amendment #4 to an intergovernmental agreement contract number Ctr. 055335 Hida County | 00:44:27
Healthy people, healthy communities with the Arizona Department of Health services to revise the scope of work price sheet and | 00:44:33
exhibit. | 00:44:40 | |
Language. | 00:44:48 | |
Good morning, Paula. Good morning, Chairman. Good morning, Supervisor Humphrey. | 00:44:49
I would like to thank you for letting me present some of the next 4 items. Yes. So the this is the Healthy People, Healthy | 00:44:53
communities that we receive about $389,000 and this provides service for tobacco free environments Healthy Arizona Policy | 00:45:02
initiative, which does a lot of our education regarding our four leading causes of death in Taylor County. | 00:45:10
Our teen pregnancy prevention program and also our suicide mortality review team. | 00:45:20
So we're asking that you approve amendment for to continue these services for the next year. | 00:45:25
Thank you, Paula. Supervisor Humphrey, I have no questions. Thank you. Yeah, thank you, Paul. And this money generally comes from | 00:45:32
grants and stuff that we receive. OK. Thank you. With that, I'll call for motion. Mr. Chair, I move to approve amendment #4 to an | 00:45:39
interval agreement contract number Ctr. 055335, the Arizona Department of Health Services as presented. And I will second that all | 00:45:46
those in favor say aye, aye, aye. Thank you, Paula. Item number 2, J Information. | 00:45:54
Action to approve amendment number one to the contractor agreement contract number 07012024, Dash 25 between Wildfire and Healer | 00:46:02
County Public Health and Community Services Department Community Action program whereby Wildfire will administrator additional | 00:46:12
funding in the amount of $52,201.41, which we use to provide utility deposits and bill assistance to eligible citizens. | 00:46:22
Residing in Heal County for the period of July 1, 2024 through June 30, 2025. | 00:46:32
A lot, but this is also money that's coming to us from Wildfire, that is on our community services programs on the CAT side and it | 00:46:40
is from the APS crisis bill. And it's just an additional amount of 50,000 for eligible people that are within the 200% of federal | 00:46:47
poverty level. | 00:46:53
So we're asking for the approval to spend this money. Thank you, Supervisor Humphrey. I guess my question is, and I'm not going to | 00:47:01
go local because it's anywhere in the state, do we have anybody willing to take this money from you for those services that you | 00:47:08
provide? Because I know that that that they put so many regulations on a contractor that can do some of this work that there's not | 00:47:16
a lot of them even are certified anymore because of the restrictions that the state puts on them. | 00:47:23
Supervisor Humphrey, this this money is for rental assistance and utility bills. It's not for actually doing any weatherization or | 00:47:31
rehab. So this money is just going to our other program, our CAT program, to actually provide to the citizens for their bills. OK, | 00:47:37
Well, I'm sure there's plenty of people that'll. | 00:47:43
Qualify for yes. I'm not worried about that. | 00:47:50
Thank you very much. Thank you, Paula. Without a call promotion, Mr. I move to approve amendment number one to the contract | 00:47:55
agreement, Contract number 07012024, Dash 25 with wildfire as presented. And we'll second that motion. All those in favor say aye, | 00:48:03
aye aye. Thank you, Paula. Motion carries item 2K. | 00:48:11
Information Discussion Action to approve amendment #2 to an intergovernmental agreement Contract Number Center 067227 with the | 00:48:19
Arizona Department of Health Services, replace the price sheet and extend the contract for one year from October 1, 2024 to | 00:48:25
September 3025. | 00:48:31
So this is for our Wick and breast feeding support services through the health services and this is for $314,152 in the grant | 00:48:38
fund. | 00:48:44 | |
So we're asking that we can utilize this for the next fiscal year. | 00:48:50
OK, thank you, Supervisor Humphrey. No question. I have no questions. I will call for motion. Mr. Chair, I move to approve | 00:48:55
amendment #2 to an intergovernmental agreement contract number Ctr. 067227 with the Arizona Department of Health Services as | 00:49:03
presented. I will second that motion. All those in favor say aye. | 00:49:11
Thank you, Paula. It carries. And now we're on item 2L, Information discussion action to approve amendment #11 to agreement | 00:49:20
contract number D. | 00:49:27
20 Dash 002263 between the Arizona Department of Economic Security and Gila County Community Services Department to add the | 00:49:34
itemized service budget to the amount of $339,678.77 for the period of July 124 through June 30th, 2025, in which the funds will | 00:49:42
be used to rent. | 00:49:50
And the utility assistance, so this actually is one of our the main grants for the community services department for CAT. | 00:49:59
The wildfire is an additional amount that we received from APS, but this is actually the budget that we have for rent and utility | 00:50:10
assistance for the next year. | 00:50:15
OK. Thank you, Supervisor Humphrey. | 00:50:20
No questions. I have no questions. I'll call for motion. Thanks, Chair. I move to approve amendment #11 to the intergovernmental | 00:50:23
agreement contract number D 120002263 with the Arizona Department of Economic Security as presented. And I will second that | 00:50:32
motion. All those in favor say aye. Motion carries. And we're getting to the end of the Paula show. | 00:50:40
Item 2M. Information discussion Action to approve amendment #4 to grant agreement number RFGA 2020-001-04 with the Arizona | 00:50:49
Department of Health Services in the amount of $256,146. | 00:50:58
To extend the performance period to September 30th, 2025, which will allow the Healer County Public Health and Community Services | 00:51:07
Department to continue providing AZ Health Zone Program services. Paul. | 00:51:15
So this one I wanted to highlight a little bit for you based on what we have done because this will be our last year of the five | 00:51:23
year cycle and we'll be going out for a bit again this following year. So I wanted to give you a little bit of an update on what | 00:51:30
we have done with this funding in the last year. So in Payson, we have been working with the Tano Apache Tribe. We donated water | 00:51:36
aerobic water weights to enhance their already existing program. | 00:51:43
They are very excited about it. I know they are working on their pool. | 00:51:50
So that they can reopen again next year. We also partner with the Town of Payson for a summer camp and we provided 51st through | 00:51:54
5th grade students Healthy Classroom and My Plate curriculum. We did several hands-on activities and the kids had a great time | 00:52:01
planting seeds and taking home. | 00:52:07
Plants with them. We partnered with the Patient Teen Center to build a community garden. We donated most of the supplies and that | 00:52:14
seems to be going very well. | 00:52:18
And we also in the Globe area, we provided Borderlands produce distribution. In this last quarter, we provided 15,000 lbs of | 00:52:24
produce. But overall from May until November, we provided 87,781 lbs of produce to our communities. | 00:52:34
So Miami Senior Center also facilitates a seed to supper class and they do chair aerobics for the seniors as well. So just a | 00:52:44
couple of highlights on what our workers are doing with the SNAP Ed Healthy Agency program. So I ask if you'll approve for another | 00:52:51
year, please. Wow. Thank you, Paula. Supervisor Humphrey. Yeah, it was a great program. As a matter of fact, when you did the | 00:52:59
distribution here, I got some boxes of the fruit and vegetables to share with family and. | 00:53:06
I mean, it was, it was a huge amount to the point that I cooked a lot of it and froze it because I couldn't eat it all fresh. But | 00:53:14
it was great program and and so and there was long lines, but it's been fitted people a lot. So thank you very much for that. We | 00:53:21
are going to partner, sorry, but we are going to partner with a different company. Borderlands is having some trouble getting some | 00:53:28
of the produce, the rescue produce. So there's another program and it's actually the same price, but it's actually pre boxed food. | 00:53:36
And it's not quite as much produce as I realize a lot of people that was an overabundance. I mean, £70 per person was a lot of | 00:53:44
produce. And some of them were not quite, you know, they, we threw some away, actually, we didn't throw them away. We gave them | 00:53:51
out to animals and pigs and hogs and different animals, chickens. They actually, the farmers came and picked up the leftovers. So | 00:53:58
there wasn't a lot of waste at all. But you know, for the people. | 00:54:04
Who couldn't eat some of it? The animals were. | 00:54:12
Pretty often. Great program. Thank you. Thank you. Yeah, thank you, Paula for all that you do and all and everyone that's | 00:54:14
involved. Appreciate it. So with that, I'll call for motion. Chair, I move to approve amendment #4 to 2 grant agreement number | 00:54:22
RFGA 2020 001-04 with the Arizona Department Health Services as presented. And I will second that motion. Those in favor say aye, | 00:54:29
aye, aye. Thank you. Very motion carries completely. | 00:54:37
Our our last regular agenda item and just to let you know, James, I know you're on here for a presenter, but we do have with us | 00:54:44
Sarah Alexander as well from. | 00:54:50

Thank you, Change Supervisor Humphrey. | 00:59:19
I have no questions and thank you for reading that. And I think it's it's a great thing. | 00:59:21
And we think that women business owners do provide a tremendous amount to. | 00:59:30
Our economy and the culture that we live in. So it's a real great thing to do that. So with that, I will call for motion. Mr. | 00:59:38
Chair, I move to adopt proclamation #2024-04. And I will second that motion. All those in favor say aye, aye. | 00:59:47
Aye, motion carries. Thank you, Mr. Chairman. There is a fire that's been circulated just to point out what Sarah, Sarah, Miss | 00:59:56

Thank you and I won't be a pet ceremony. | 01:00:26
Thank you, James. Our next item is item 3, consent agenda items. We have item 3A through three. J Supervisor Humphrey, would you | 01:00:29
like to remove one or more of these items for further discussion? | 01:00:35
No, I'm, I'm good, Mr. John, and so am I. So I'll call for a motion to approve the consent agenda action items. Mr. Chair, I move | 01:00:43
to approve consent agenda items 3A through three J and I will second that motion. All those in favor say aye, aye, aye. | 01:00:52
Motion carries. Thank you. Call to the public. Lisa, do we have anybody? | 01:01:02
Harvey the Rabbit, um. | 01:01:09
Cassandra, No. OK. And is there anyone here in Globe that wishes to speak at the call to the public? No. | 01:01:12
OK. And so we'll move on to Item 5, which is our brief summaries and reports. And so I'll turn it over to. | 01:01:21
Our county manager, James Menlove. | 01:01:31
Mr. Chairman, as Roger Humphrey. | 01:01:36
Last week attended the eastern Arizona counties organization of course that organization is concerned mainly with environmental | 01:01:39
issues here in the east of environmental and. | 01:01:45
Farmington Ranch and those kinds of issues. Also the CSA executive board meeting on Thursday morning. | 01:01:53
Last week was able to attend with Mr. Rick Husky Ameriban Healthcare Conference, which is a conference that talks about healthcare | 01:02:00
in America and what the trends are, what things are impacting US1 Of the things that was particular interest, is that a change of | 01:02:07
that? Typically when you go to doctors, you go and you're not really certain how much things cost, but there's new algorithms that | 01:02:15
are being. | 01:02:22 | |
Developing new things where you can look on your phone and say, oh, I can go to Doctor John Smith, he's got an excellent agreeing | 01:02:29
rating and it's going to cost me $30, whereas another doctor may cost $50.00 or $80.00. All that's identified. One of the things | 01:02:37
that they're kind of still in an incubator phase, but it is actually being used. So that's been being developed for a number of | 01:02:44
years and things that are happening that happening that hopefully will save us money in healthcare. | 01:02:52
Because again the inflation in Healthcare is double digits and we've got to look for ways to be more economical in healthcare. At | 01:02:59
the conference, the local Arizona Government Employment Trust did receive a five year partnership that we have with Merabin and | 01:03:06
working that, that relationship has been great for us. And so we appreciate the recognition of that partnership we have with | 01:03:13
America. | 01:03:20 | |
We also did last week have the healer County Fair and I. | 01:03:29
I'm going to. | 01:03:37 | |
Miss Price had some comments that I'm going to read, if that's OK. All right. | 01:03:38
That her observations from the fair I was able to attend, but I'm going to go ahead and. | 01:03:45
This price has summarized it. | 01:03:53
Real world shout out to Hannah McDaniel and the Healer County Power Committee. They really put their heart and souls into this | 01:03:55
year's fair. I heard so many positive compliments from different people about this year's prayer being one of the best prayers | 01:04:01
they had been to in many years. | 01:04:06
And I know I went to a number of their planning meetings and things through the years and they, it's, it's a 12 month process of | 01:04:12
planning this and it's all volunteers, all volunteers that do this work. So I appreciate them and all they do. | 01:04:18
Kudos to Joseph, Dickinson, Dickerson and the facility staff who all worked tirelessly days before the fair holiday during the | 01:04:26
fair and then on Sunday cleaning up Bianca for coordinating everything at the fair. Danny, Brian, Jesus who were the night crew, | 01:04:33
Joe Reyes, Mike Raymond, the day crew and then Ian, John and Justin helping as needed with getting generator set up, lighting | 01:04:41
towers in place, helping vendors with getting power and set up making sure the trash bins were emptied. | 01:04:48
That etc goes on and on and on. | 01:04:56
They finally kudos to our Rd. crew for their work on getting the parking lots and rodeo grounds ready. | 01:05:00
So I expressed appreciation to everybody that had any input had any. | 01:05:06
Contributions to a Successful Healer County Fair It was a great success and continues to get better as you noticed Supervisor | 01:05:13
Humphrey that with the electrical it will make it much, much easier to sponsor and put on the on the fair as we improve our | 01:05:19
electrical abilities. | 01:05:26
I want to acknowledge the 2024 general election. A few dates that in the next week we have an update to the last date to register | 01:05:36
is next Thursday on October 10th. | 01:05:43
Last date to register to vote in the general election this fall is Thursday, October 10th. | 01:05:51
Early The early ballots will be mailed out on October 11th. | 01:06:00
And so early voting begins on Friday, October 11. | 01:06:06
And then of course, Election Day will be on Tuesday, November 7th, 2020. | 01:06:12
So the few dates that we have there next week, we also have the CSA Legislative Policy Summit. | 01:06:17
Down in the Valley and a number of the issues that will be discussed for putting forward as our collective county policies that | 01:06:25
we've submitted for the legislative body. | 01:06:32
In this this winter are have been has been distributed and those issues are out there. I do want to make the comment that the one | 01:06:40
that Healer county had last year about blight that CSA is actually finally fully staffed in the legislative relations people that | 01:06:46
we have there's. | 01:06:51
A new person that's been hired and I visited work or with when I was down for ECO and and the executive board meeting last week | 01:06:58
visited with her. She's got it summarized very well in different options. We have things that we can look at and that conversation | 01:07:04
is ongoing that we will continue to look at flights and the. | 01:07:11
Issues that there are and then potential remedies. | 01:07:18
To address the blighted properties that we have and again, that's something that is important to all of all the counties as we | 01:07:23
determine that the last year's legislative summit. So I look forward to that time of talking about legislative policy and things | 01:07:31
that we will put forward and stress in the next legislative session that will begin in January 2025. | 01:07:39
Mr. Chairman, that is it for now. Thank you, Mr. Manlo, Supervisor Humphrey. | 01:07:49
How attended A-Team project meeting on Wednesday the 25th and that's when I meet with Amero and Engineering and things on projects | 01:07:55
that we're working on or want to work on moving forward on different projects in District 2. Tonight I'll hold a tunnel basin | 01:08:03
communicating at 5:00 at the chamber. | 01:08:10
In tunnel and I'll attend an ankle transportation meeting on the 3rd and I also would like to thank everyone very, very much for | 01:08:18
the healer County Fair and all the effort of facilities and the road crew and the constant. It's not just getting it ready, it's | 01:08:26
the maintaining of it during the fair and and so. | 01:08:35
Thank everybody very, very much for all the effort put into that. | 01:08:44
Because it was well attended and, and, and very much enjoyed and, and we just, we just can't do enough recreation for the people | 01:08:48
in, in my opinion. And so like I said, it was a great turn out. There was some great events and, and I like to see that grow and, | 01:08:58
and have more out there. So I, I, I think the board very much for the support and the electrical and, and creating a better. | 01:09:07
Recreational Facility. | 01:09:17
That we have sitting there so let's make it better and use it so thank everybody very, very much for the time energy and effort | 01:09:19
that they put into the volunteer work that that created that so thank you all very much and Mr. Chair that does it for me thank | 01:09:27
you supervisor. It's very good to hear that we had a great fair and. | 01:09:35
At the it's exciting actually that we're improving those Browns, we're thinking of expanding the property, all that that's that's | 01:09:44
so good. And I also want to remind everyone that we also prior to this fair, we have the Northern HeLa County Fair. | 01:09:51
Which is also volunteer and faith, Faith Lowry does a great deal of that and she, she presented us with a plaque and I'll display | 01:09:58
that in paste. And if that's all right, appreciation for Gila County and what we do for the Northern Gila County Fair as well. And | 01:10:07
so appreciate her and everybody that volunteers on that. And if it wasn't for volunteers, we wouldn't get anything done. | 01:10:16
And then you know. | 01:10:26
I've been gone for a couple of weeks, but that doesn't mean I'm not aware of what's going on. I so anyway, it's all the usual | 01:10:29
stuff, usually roads, culverts, drainage, something like that. I look forward to the CSA summit coming up. And I did want to point | 01:10:35
out I wanted to actually thank Michelle Nelson. Today's paper. There was an article about short term rentals and the ordinance and | 01:10:42
all that that's coming up. And So what she did is she did, I feel a very balanced. | 01:10:49
Kind of article about what they do economically and I think we do agree that they are a very good economic driver in Gila County | 01:10:57
and that's something that we need to sustain. | 01:11:02
And that we need to do and. But she also was on the flip side saying. | 01:11:08
That there are some downsides to them in our neighborhoods and that it's OK that we deal with that. And so that's kind of what | 01:11:14
we're working on doing. And so I think we're targeted to try and do our ordinance, applying our ordinance come around January 1st | 01:11:19
if. | 01:11:25 | |
I remember. Is that right, Mr. Menlov? Yeah. OK. So that's kind of the course we're on. And so I appreciate everyone here. I | 01:11:32
appreciate everything that we've done today. And Mr. Medlock, you have more. | 01:11:37
Sorry, a couple other things got rambling there and left a couple things out. This Thursday we were going to meet in Payson and as | 01:11:44
you know that you as a board approved to remodel through the courthouse in Payson, the facilities been working on logistics to get | 01:11:51
that done because it's essentially going to uproot and displace a lot of that functionality. The court system in pacing for could | 01:11:57
be up to six months. | 01:12:04
Certainly a couple of months for the. | 01:12:12
Majority, if not all of it. | 01:12:15
But we're talking about that and our intent that since the contract has been awarded that we get that gone, get that taken care | 01:12:18
of. But it's going to be some disruption. It's going to be people move and we're going to have to go probably go to to Covic | 01:12:24
protocols of people working from home and different things. So I mean patient on patient on Thursday to go over the logistics of | 01:12:30
that remodel and. | 01:12:36
We'll have that discussion on Thursday. So I plan on being there. Thank you that, that would be great. | 01:12:43
And finally, I wanted to point out that there has been an error identified in the tax bills that went out. | 01:12:48
And I did want to just just to kind of summarize what it was for the Payson Unified School District School district #10 that they | 01:12:58
approved. And this approved amount by was approved by the Payson Unified School District Board of 0.01037. | 01:13:07
Per $1000 of assessed valuation. | 01:13:19
The tax bills when they were printed actually were printed at 0.0137. So you can see they left after the 01. They left that extra | 01:13:23
zero. And what that means is that members of the Patient Unified School District would have to pay an additional $3.33 per $1000 | 01:13:31
of assessed valuation. | 01:13:39
And so if you even $100,000 home that's you know it gets to be significant amount. So what we're looking at is reissuing the tax | 01:13:48
bills understand between the assessor's office as we process that and all the tax bills have been recalculated. | 01:13:57
I am not sure what if they're going to be mailed or if it's just going to be anyway, we're working on the the details of getting | 01:14:08
that information out of what the corrected tax bills will be. | 01:14:13
But in discussions with the Treasurer that and again I'm trying to need to make sure what statutorily we can do, but the Treasurer | 01:14:21
is willing to offer a tax bills or delinquent after the first Monday in November, so November 1st and treasurer's willing to put | 01:14:29
off any late fees or any. | 01:14:37
Interest or things until the 1st of December and different things that we're looking at to make sure that we are. | 01:14:45
Fair with constituents with the property Owners of property in Gila County. | 01:14:52
And that we're trying to do everything we can to make sure that we're as far as we possibly can to make this as if the information | 01:14:57
out the awareness out to property owners, to constituents. | 01:15:03
And again, I will reiterate that this is not was not anything to do with the Pacing Unified School District with their board. They | 01:15:11
adopted a rate and through the process of putting it, getting that information entered into the system and getting that converted | 01:15:17
to the tax bills, there was an error that was identified. | 01:15:23
So it's internal within the processes of Helix? | 01:15:31
Our efforts are to make sure that they're corrected this year and then to implement processes or procedures, policies that ensure | 01:15:34
that this does not happen in the future. | 01:15:39
I'm going to identify also that identified as Fester's office has gone through all of the processing and rechecking everything | 01:15:45
that there was an error also identified with A0 that was left out in the in the Pleasant Valley School District. And so there's | 01:15:52
going to be a correction for the. | 01:15:58
Residences of Pleasant Valley, I can read that what the note was. I think I have it here. But anyway Payson Unified School | 01:16:05
District and Pleasant Valley full of about 23,000 parcels. | 01:16:12
Owners of property that are impacted by this so far, but we're working in doing everything we can to correct those errors and make | 01:16:19
sure that everybody's paying what they what was adopted and approved by the governing boards responsible for these. | 01:16:27
Any questions about that or well, I would like to make a comment and I'll offer Supervisor Humphrey if he would as well. So I | 01:16:37
think we probably have people listening on YouTube and that that were part of the media. And so the important message I think that | 01:16:45
should be said is that a mistake was made and we're doing everything we can to rectify it in the most responsible way possible. | 01:16:53
An overcharge and the overcharge is not extreme, but it isn't overcharged and we're going to resend. | 01:17:01
The tax bills out, we're going to send a letter with that. We're going to explain what we did. We're going to try and get on Kmog. | 01:17:08
We're going to get something in the in the pace and paper. This effects all three districts in the county. | 01:17:14
And that Payson School District have nothing to do with this. And your decision on whether or not you're going to vote one way or | 01:17:21
the other on the override should not be affected by this. So that that's what we're trying to do. And then if someone already has | 01:17:28
paid their taxes, I think that there's something in place to just simply send them a refund check in the amount. And so all of | 01:17:35
that is being organized and. | 01:17:42
Put together and we. So this is sort of the first initial. | 01:17:50
Announcement to the public that we have understood this to be since about approximately last Thursday or so. And so I'm very | 01:17:54
pleased that we were able to put together a plan rather quickly and that, you know, mistakes are made with just what you do with | 01:18:02
the mistakes you make. And I think we're doing the right thing. Supervisor Humphrey, do you have anything to ask? | 01:18:09
OK, OK. | 01:18:18 | |
Anything else, Mr. Menlo? OK. Thank you. And I thank our staff for putting everything together. If and if there's nothing else, | 01:18:21
then I'll adjourn the meeting. Thank you. | 01:18:25 |

Everything OK and ready to go and pacing. | 00:00:02
All right. Thank you. And Cassandra, everything is ready to go. | 00:00:06
Now if you would uncover and join me in prayer. | 00:03:43
Lord, we ask your blessing on this event. We thank you for this honor today. We thank you for the veterans that have gone before | 00:03:48
us and those who are with us now. Lord, we ask that you would bless our time today, our friendship, our fellowship, and your guide | 00:03:54
and direct all we do. And we thank you in Jesus name. | 00:04:00
Amy. | 00:04:07 | |
This before you is the. | 00:04:13
Missing man with POW table. | 00:04:16
The table that stands before you is Place some honor. In setting this table, we acknowledge those missing from our celebration | 00:04:19
tonight, and we remember them. | 00:04:24
The table is small and set for one. | 00:04:31
Symbolizing the vulnerability of a lone prisoner against his captors. Remember. | 00:04:34
The tablecloth is white, symbolizing ****** of injection and responding to the nation's call to arms, remember. | 00:04:41
The chair is empty. | 00:04:50
But they are not here. | 00:04:53
Remember. | 00:04:56 | |
The wine glass is inverted. | 00:04:58
They cannot toast with us tonight. | 00:05:01
Remember. | 00:05:04 | |
The slices of lemon. | 00:05:06
Reminding us of their bitter suffering. | 00:05:09
Remember. | 00:05:12 | |
The grains of salt. | 00:05:14
Reminding, representing the countless tears of the families. | 00:05:17
Remember. | 00:05:21 | |
The single red rose reminding us of loved ones who keep the faith awaiting their return. | 00:05:23
Remember. | 00:05:30 | |
The burning candle. | 00:05:32
The Yellow revenue symbolizing everlasting hope of a reunion with the missing. Remember. | 00:05:35
Remember all who have served alongside them, who have done the same proud uniform, being sworn to the same faith and allegiance. | 00:05:44
We will never forget their sacrifice, remember. | 00:05:50
Remember, until the day they return home or find eternal peace, we will remember. | 00:05:59
Please send. | 00:06:19 | |
Order. | 00:07:35 | |
Honor guard, retire the colors. | 00:07:41
Pledge allegiance. | 00:07:45
Oh yes, Pledge of Allegiance. | 00:07:47

I have no questions and thank you for reading that. And I think it's it's a great thing. | 00:59:21

Thank you. | 01:18:25 |
