Let's go ahead and start with Item 2 presentations. 2A presentation regarding Freeport Mcmoran Copper and Gold's contribution 00:02:14
toward the contribute contribution toward the Healer County Michelson Building roof repair Menlove. 00:02:23
Mr. Chairman, members of Board, thank you for the opportunity to acknowledge our participation, our partnership with several 00:02:37
within the community for what is found to be a promising and very fulfilling project to help out in the county and the community 00:02:42
that we live in. 00:02:48
We have here with us today representatives from the City of Globe and from our corporate partners Report Mcmoran and Resolution. 00:02:54
This is a project that we have been ongoing for a number of years. As you all know, sometimes we get involved with. 00:03:05
Partnerships. 00:03:13
Corporate nature and with federal dollars, these projects take a long time to get through and get all the funding arranged and 00:03:16
looking through so that so we think thank these individuals for sticking with us and sticking with this project. First of all, I 00:03:22
would like to acknowledge Freeport Mccarran for the participation and that they did with Healer County and the city of Globe and 00:03:29
replacing the roof for the Michelson building in downtown Globe. 00:03:36
I remember coming here as a finance director for Navajo County coming probably 1520 years ago and went to the Michaelson Building. 00:03:43
It was a time when the Workforce Investment Act people were were there came to Globe with Hilo County to work on partnering with 00:03:50
the Workforce Investment Act people. And I remember going on a rainy day and there were buckets all over the building 20 years 00:03:58
ago. 00:04:05
And so it's been desperately needed for a long, long time. The group of macaron has a community investment fund panel that they 00:04:13
contribute and partner with the community annually. And this is a tremendous opportunity for those in the in the community to be 00:04:20
able to put forward projects of a nature that will benefit and unless they help out schools and and a number of these different 00:04:28
things throughout the years. So back in. 00:04:35
19 There's an application to Simple Mac brand Community Investment Fund. Went through the process and report donated $150,000. I 00:04:43
could get those from before if you want to come off it. And can you be recognized? 00:04:50
That that now the project was completely the roof was completely removed. Engineering was done to ensure that it was. I don't know 00:05:02
if you how much you know about the building, but there was a. 00:05:09
It didn't span the entire width of the building. The trusses did not, and so there was. 00:05:17
The roof had started to actually cave in because there were support beams and they taken things out and put things in just for not 00:05:24
so that there's roofers reengineered completely span it. It's engineered to hold the mechanical or the building and it is then 00:05:31
it's dry now. So when it rains and moisture comes, it's dry building. So I'd like to appreciate send appreciation to frequent 00:05:38
Macaron for the $150,000 that. 00:05:45
They donated to this project to further that and give you guys an opportunity to say if you weren't. 00:05:53

there's a wonderful investment. It's hard to measure the benefits down the road from it, but we all know it's there. It's just how 00:06:46
do you get the tangibles out of it? We appreciate the cooperation and the and the partnership and look to many more down the 00:06:51

to do this project. And so that is is a good reason to celebrate the success that we've had. We'll get into on our business 00:07:22

And support for small businesses in the southern portion of Healing County. 00:07:35
And to so acknowledge where we've gotten to thus far and to. 00:07:40
Plan of where we're headed and that this will come online and be support to the community. 00:07:47

No, I don't have anything to add other than I think it's a great building in downtown Globe. And I think the restoration of it and 00:08:07
what will be used for it is, is great for the community as well as even the mind community can use it for meetings and things as 00:08:13
as we go forward. So I think it's AI think it's a great, worthwhile project and I appreciate the help very much. 00:08:19
Supervisor Klein, thank you, Mr. Chair, Chad Robin, thanks for everything you guys do, not only for this building, but also 00:08:27
everything you do in the community to help and all that. It's really great to have you guys around for partnership and whatnot. So 00:08:33

The Michelson Building, Gaines. 00:08:58
I'm going to jump the gun. We've got an agenda item like I mentioned a little bit later on, but I go through a little bit of the 00:09:01
history that the Community Investment Fund application was back in 2019. I. 00:09:06
Into April 2022, there's a request from the City of Globe to Senator o'halloran Representative at o'halloran that. 00:09:13
For a congressionally directed spending grant of $750,000 that was awarded, there was also a USTA RISE request submitted and 00:09:23
that's for programming and doing, putting together actually the activities that will take place in the center that was granted. 00:09:32
The project bids came in, they were a little bit higher so and working in these partnerships. 00:09:45
So the City of Globe in 2023, the CDs Congressional Director spending funding application was approved. 00:09:50
And in 2024, the roof completion was performed. So what we have in the funding for the roof replacement total cost is about 00:09:57
$400,000 and there's counties invested in a significant amount more than that to date, but the resources that will be available 00:10:04
till about. 00:10:12
Just under a million and a half dollars what you believe will be enough to complete the revital of that building. So resolution 00:10:20
Copper has been looking for. 00:10:27
Investment opportunities. 00:10:34
You don't ask if you. 00:10:37
Resolution Copper has has been a great partner as well as Freeport. The resolution has looked for opportunities to invest in 00:10:41
economic development for Healing County. And so they are really bridging the gap that we had in what the what the bids were for 00:10:49
completion of the project and the money that was available. And through Resolution Copper we should we will. 00:10:57
Be able to finish the project with nearly a million and a half dollars total resources that are available. 00:11:05
And budget for this. So we want to express appreciation. 00:11:11
This resolution, maybe I should let you guys speak, but it's in the process now and looking forward to working with resolution on 00:11:16
this project. So if you guys want to go ahead and take some news. 00:11:22
Good morning chairman and board and and staff in public. Thanks for the opportunity to come today and and show our appreciation 00:11:29
for this project. I know it's been in the works for a long time and we're excited to be coming into it at the tail end of, of the 00:11:35
of the fundraising for this that resolution. Our economic development strategy is really on a focused on a few pillars, but the 00:11:41
top one is economic diversification and we think that this project is crucial at assuring that the Copper Triangle and the Copper 00:11:46
Corridor can remain competitive. 00:11:52
In diversifying the local economy and helping growth small business, incubating new businesses and allowing residents that 00:11:59
opportunity. Since 2020, our spend and globe alone with local suppliers and contractors is over $20 million and that's just 00:12:06
through a permitting and some project upkeep. That's not even through our construction and operations. So as we get closer to what 00:12:13
will be construction, there's going to be. 00:12:21
A larger opportunity to really grow small business. 00:12:28
Provide services and supplies that we need and we think an incubator project like this is crucial in that. So thanks again for 00:12:31
this opportunity. We do look forward to supporting this and we'll have a draft agreement over for your attorney's review hopefully 00:12:36
in the next month. 00:12:40

Good morning Chairman and supervisors. This is such an incredible moment in in our timeline. As James mentioned in the first 00:14:13
presentation, the seed was planted for this project in 2019 with a chance meeting with a board member of CAHOOTS, which is a Co 00:14:21
work space that is an Arizona based one focused on entrepreneurial efforts. And so we were invited to to Phoenix to look at their. 00:14:30
Workspace and when we walked in, just the fireworks went off. It's like this. This is what Hilah County needs in order to promote 00:14:39
business and entrepreneurial growth. And so thank you so much for your support, long time support and everything that's going 00:14:46
towards this project is truly a collaborative effort, really a barn raising enterprise as you see it. So thank you so much and the 00:14:54
City of Globe, we're extremely appreciative and we can't wait to see you all at the ribbon cutting. 00:15:01

item in the following one just because I have a lot of history with. 00:16:09
Particular franchise company. I'll give you some history on September 17th. 00:16:19
The Board of Supervisors accepted an application for a franchise license for Pace and Water Company, Inc. I've been working with 00:16:24
Whitney Burke of Shapiro Law Firm, and she represents the applicant, Jason Williamson. Diego Dominic of Shapiro Law Firm is 00:16:31
present today in Payson. Raise your hand, Diego. 00:16:38

So in June 1998, the Arizona Corporation Commission approved Robert Hardcastle application to reorganize the water utility 00:16:52
structure of Brook Utilities, which of some of the companies, there were many companies he reorganized and started new ones. One 00:17:01
of them was Peace and Water Company and the other was Tunnel Basin Water Company, which I'll address in the next item. 00:17:09
In June of 2013, JW Holdings, LLC. 00:17:18
Which is owned by Jason Williamson acquired Peace and Water Company and tunnel based and water company through a stock purchase. 00:17:24
What this means is it did not need to go through the ACC for approval Arizona Corporation Commission. 00:17:31
The maps attached to the resolution, which is the franchise presented to you today, has the are the maps from the ACC decision in 00:17:39
1998. They weren't really very good, but so I asked Miss Burke to go work with the ACC or do any other research to come up with 00:17:48
better maps. So they were well. Also, we did get some new maps. 00:17:56
And they're a little clearer, so they will be attached as supplemental into the resolution. 00:18:06
I've reviewed the application, the county attorneys office has reviewed the application and I feel everything is in order. Mr. 00:18:14
Williamson has been operating, like I said, since 2013 in good standing and overall it is the ACC that has oversight for utility 00:18:23
companies. So I just recommend you conduct the public hearing and I do want you to know I have not received any written. 00:18:32

Use permit or a temporary use permit for their special events which is a pain every year going through this and and the public 00:22:02
didn't have any input. So by going through this CUP process, it was opened up to the public to see if they had any concerns or or. 00:22:10
Questions about what is going on. So the Pine strawberry fuel reduction run 3 events a year. They also lease this property from 00:22:19
Hilo County. This is the red barn there in Pine and they run the fire on the Rim mountain bike race. They run Pine trail run and 00:22:28
community dinner and they have a car show and a yard sale. 00:22:38
And they run these things out of this same property. 00:22:48
And so we opened it up to the residence for any comments we received none so. 00:22:51
We went forward, I will tell you around there it is R1D12 and R1 D 175 zoning property owners within 300 feet of the subject 00:23:00
property were notified of the CEP and request notifications and legal ads were done on 10/15 and 10/16 in the Pace Roundup and the 00:23:08

We have went through they are basically there is like 15 conditions which they are meeting now. I can read them if you would like. 00:23:25
But in moving forward, the board recommended unanimous approval. The PNC Commission and staff also sees this as a positive event. 00:23:34

agreement between Hasten Senior Center and Ela County for $11,800 per month from November 1st, 2024 to July 31st, 2025. And this 00:27:55
is to relocate the court services during the remodel of the Gila County. 00:28:04
Hazen Courthouse. Michael, good morning. Good morning, Chairman, members of the board. 00:28:14
This is exactly what you read, Chairman. What we are is we're ready to start the pacing courthouse remodel that this board 00:28:19
approved March of this past year to move forward. Construction is set to start in January and we were looking for a place to move 00:28:26
all the court services into during the six to seven month remodel project which is going to start in January like I said. So we 00:28:34
were looking for spaces and pacing and. 00:28:41
We were put in touch with the Senior Center. 00:28:49
Who had purchased a large building called the Longhorn building recently and they're going to be moving their services into this 00:28:51
particular building but not until September of next year. So we have this small window of opportunity this this building in this 00:28:59
space that we're looking to rent is about 8000 square feet that could fit almost all the services from the courts into. 00:29:07
And that's what I'm here in front of you to seek your approval of this lease so we can get that construction project started. 00:29:16
I'll be happy to answer any questions, but I would like to put out at least a thank you to the patient Senior Center. They've been 00:29:24
extremely accommodating and extremely helpful with this process. So I really appreciate their their input and their cooperation. 00:29:30

Yeah, Michael on, on a deal like this, if we're going to move into it and they're not going to move into it till later, what are 00:29:42
we going to need to do to that building to be able to utilize it as we need to? That's a great question, supervisor. And in this 00:29:50
particular case, this building is already set up for offices and it already has the IT wiring inside. So very minimal work is 00:29:57
going to be needed. There's 15 offices. We have approximately 30 to. 00:30:04
23 staff, we're gonna be moving out of the courthouse into this building and it's and it's set up almost to move in with a little 00:30:12
bit of assistance from our IT department to get the computer system working and Wi-Fi and the network and everything else like 00:30:19
that. So very little is going to need to be done, which is why this building is so nice. 00:30:27
That many square feet of what remodel it's going to take for us to use it for them to be able to use later, so. 00:30:35

for proposal number 073024. It's the pharmacy services for HeLa County detention medical and award a contract to the lowest most 00:31:40

The pharmaceuticals contract for pharmacy for the Union County Detention Center is due to expire. 00:32:03
Open bidding was sent out. Three pharmaceutical companies applied. We looked at all three. I discussed it with my medical staff. 00:32:09
Westwood Pharmacy was by far the best we've had Westwood Pharmacy since 2021. 00:32:16
The bid price. 00:32:24
Since 20/21 was $75,000 was the cap due to Suboxone and other pharmaceutical needs, it increased 20. So we're looking at 100,000 00:32:27
for this bid cycle. 00:32:34
If we get some pick up, some grants in there, it should lower that down. 00:32:42

The continuum of care funds, so this right now supports one full time position. 00:35:38
That person's, the $9000 is specifically just for attending the state level meetings, usually virtual meetings that we attend on 00:35:43
the state level where they just talk about the different pots of money and the problems that each county is facing and any 00:35:49
possible potential solutions. The other 64,000 is for the intake of homeless population here in Yulick County, kind of get all the 00:35:55
information why they're homeless, whether it's transitional. 00:36:01
And then also to do our pit count, our homeless count each year. 00:36:08
If you notice this year we got cut $64,000. That's the good part about this is we still receive the funding to have the position 00:36:12
that does the work. The bad part about it was the funding that we were cut was the money that we used to do for the people that 00:36:18
were more in like a transitional situation, whether it was putting them up in the hotel or something for 30 days or helping them 00:36:24
with like first and last month's rental deposit to get into a place. That funding is now gone. So that's why the half cut in the 00:36:29
in the grid so. 00:36:35
Sure what this will be for the future, but at least for this next year as the funding kind of dwindles, we still have that 00:36:42
opportunity to be a part of the state group, which is where we hear most of our grant and other opportunities so. 00:36:47

Now the only question I have is it seems to me that a lot of the homeless migrate, I mean, depending on temperature and weather, 00:36:57

to regulate in what what I guess how you qualify people for your service for that would seem difficult to me. And I think that's 00:37:12
why, especially coming over from the health department, why I really focus on those transitional ones, right? It's a it's. 00:37:20
People that are that are, you know, that we can actually help sustain the community that they're from that we, you know, focus a 00:37:27
lot of our attention on. There's ones that are here, they've lived here, they became homelessness for a short period of time where 00:37:34
you know, where we can step in and get them back into housing and back into the job and contribute. Thank you very much for all 00:37:40

Have we gone to the point, are we seeing the numbers starting to decline as far as homelessness or are they increasing? And how 00:37:58
about the numbers that the folks that were able to help get off the streets and get them another start? Where are we with all 00:38:04
that? From what I looked at when when this originally started, and I think you're right, I think we've had this for four or five 00:38:10
years now. So it looked at a little bit of history this myself, I mean it started with around 30 or 40 people that were on that 00:38:16
first pitch count. 00:38:21
And then he dropped down a little bit. And then during the COVID years, it just kept going back up. And we kind of spiked there 00:38:28
for a while in 2021, last year's count, I just emailed that Katie believes it was at 74. So we're going back down again. I think, 00:38:34
again, it's difficult. Like Supervisor Humphrey said, with transitional, a lot of them bounce back and forth between Gila County 00:38:39
and other places, California, the Valley, those places. But I mean, we have always been able to help with the transitional, at 00:38:45
least from what? 00:38:51
We count them, but like I said, there's never been a lot of funding to snow housing funding or anything like that or, or you know, 00:39:27
we have different jobs programs, but there's not a lot of funding to help with the homelessness portion as much as there is to 00:39:31

So from your standpoint then in community services, you don't see a lot of grants or opportunities coming through the state or 00:39:41

a lot of like small individual like helping small homeless populations or those kinds of grants. It's more large scale housing and 00:40:42
those kinds of projects which are much bigger asks. So your pit counts coming up pretty quick, right? 00:40:49

In Hayden, Lincoln, they go everywhere, OK, All throughout the county, OK. So I honestly think there's some homelessness folks out 00:40:59
there that we're not going to be able to help. That's their lifestyle. They chose that they want to stay that way. But the ones 00:41:06
that do want to want the help are the ones that I'm more interested in, to be honest with you. And also I'm really if there's a 00:41:12

year, they were maintained by a contractor we had with JE Fuller. They made 37 visits to those 27 sites and did 10 repairs and or 00:44:29
improvements. And these 27 sites are throughout the entirety of the county. In fact, Director Bill and I just looked at it again 00:44:35
this morning and they're spread out. 00:44:42
Very well. And so with that, this is a request to put in a new contract with Jay Fuller to continue to maintain these 27 sites for 00:44:49
the county until we can get a fully staffed floodplain department to eventually take over. 00:44:57

RV's and travel trailers on the US Forest Service land within Gila County and we have representing the Sheriff's Department this 00:47:27
morning, Cola Dante and we have representing our landfill department, Melanie and Dad. 00:47:34
Morning, good morning. How are you? I appreciate you guys letting us present this again. If you remember the last time we 00:47:43
presented this, it was very convoluted. There was a lot of steps to it and I think. 00:47:50
Walked away from it thinking that it wasn't really the best plan for us financially. And then, you know, considering everyone's 00:47:57
man hours. So we kind of went back to the drawing board on this program and we removed, we removed the section. 00:48:05
Regarding. 00:48:14
Charging the people who have. 00:48:17
Dumped these RV's in the forest when we really got down to how it was going to actually work. 00:48:21
With the county attorney's office, we didn't feel that we would end up actually prosecuting the people responsible for dumping the 00:48:28
Arby's in the forest. And it was going to take a lot of time and money to to determine if we were going to be able to to charge 00:48:35
them. So we kind of step back and said what what can we do to at least get rid of these eyesores in the forest, these items that 00:48:41
are. 00:48:47
Places for criminal activity and then over the last year we actually had some that that caught fire. So we all agree that we need 00:48:55
to get rid of these. We just need to figure out a financially responsible way of doing it. So working with Melanie, I think we've 00:49:01
come up with. 00:49:07
A good program of doing it. 00:49:15
We would meet that community partner at that location. The law enforcement officer that's there would run the VIN, make sure it's 00:49:47
not stolen, it's not evidence to a crime, there's not a lien involved where maybe that that item needs to be sold to. 00:49:55
Satisfy a tax burden of some kind for the for the county. So the law enforcement officer would make sure that none of those items 00:50:04
are in play. They would provide this community partner with a document that says that this vehicle isn't towed to be dismantled. 00:50:12
That community partner would tow the vehicle to a off site location, a private location. It's not a Forest Service location, it's 00:50:19
not a healer county location. It's not the landfill. That was one of our biggest concerns is showing these. 00:50:27
That have hazardous waste and. 00:50:34
VIN numbers that we have to deal with in a in a different way to to county property we we needed to avoid doing that. So this 00:50:38
community partner is going to tell it to their land they're going to dismantle the vehicle Public works has agreed to providing 00:50:46
them with a large roll off so as that RV trailer whatever it may be is dismantled the. 00:50:54
The trash, that is. 00:51:04
Non steel doesn't have any VIN numbers associated with it and is not hazardous. That trash would go into a roll off. All the other 00:51:06
items the community partner has agreed to dispose of appropriately and will kind of keep track of that as it goes along because we 00:51:12
don't want to be involved in. 00:51:18
Any, any illegal dumping activities there, since that's the whole point of this is to clean up the illegal dumping. So then 00:51:26
community or I'm sorry, public works would be notified when that roll off is full, the landfill would respond, pick up that roll 00:51:33
off, bring it up to the landfill. And then also in conjunction while that's happening, we've worked with the Forest Service. 00:51:41
They've got some community partners that would clean up the other remaining trash around those areas of. 00:51:48
The abandoned trailers and they would bring those bring that trash to the landfill to be dumped. So what this money is going to be 00:51:57
used for the ask here, the 25,000 it's going to be used to pay the community program that's going to be towing and dismantling 00:52:05
somewhere between 300 and $500 per unit. And then also it's going to. 00:52:12
Bear the pay for the landfill disposal fees, landfills, enterprise, the the trash that goes in has to be paid for somehow, some 00:52:21
way. So that's, that's the way this program would work. We've cut out all of the people and all these situations where the vehicle 00:52:28
would have to be sitting for huge amounts of time. We would have to be dealing with hazardous waste. We found a partner that's 00:52:34
willing to do this. 00:52:40
Without really making much money, we we don't even think that that's going to cover. 00:52:48
The majority of the cost, because all the other ways that we have tried to figure out how to do what this community partner is 00:52:53
going to do, we were well over $1000 per unit. 00:52:58

Yeah, Good morning, supervisor, Chairman and supervisors. The landfill is in complete support of this program. In the past, RV's 00:53:07
and vehicles have taken up a lot of space up the landfills and we are permitted to dispose of engine parts or anything like that. 00:53:17
And and like Sergeant Labonte said that it's taken us about $1000 to take an RV that has an engine to the valley to be. 00:53:27
And so we were able to connect with some of our community partners that have helped us in the past at the landfill and then some 00:53:38
other cleanup community partners in the areas that that have made this extremely cost effective. And again, this is a pilot 00:53:45
program and this is kind of a way to move forward and find a permanent solution for for these items that are abandoned in the 00:53:52
landfill or in the Forest Service. The Forest Service is also playing a huge part. 00:54:00
They are facilitating the cleanup of each site with every RV that's left in the Forest Service. There's an amount of residual 00:54:08
waste. There's, you know, clothes and weird stuff like that you wouldn't think would be there. And so they will be handling the 00:54:15
clean up there in the Forest Service and then transporting to the landfill as well and taking turns with the officers of being on 00:54:22
site when those vehicles are towed. So that's all I have for this. 00:54:28

Yeah. And I think the last time I presented this, that was one of the Supervisor Humphries biggest concerns. 00:56:21
And the, you know, I'm in law enforcement, my, you know, my job is to to charge people that that break laws. So cutting out that 00:56:28
portion was really difficult for me to get up here and try to present a hey, we're just not going to deal with that. We're not 00:56:35
going to deal with this. These people that have created a huge problem for us to have to figure out how to deal with what what it 00:56:43
really came down to is actually being. 00:56:50
Being able to how much man hours and time for the Sheriff's Office and the county attorney's office would it take for us to maybe 00:56:58
determine who actually dumped that vehicle there? And the the process to kind of give a little bit of a high level overview of it 00:57:05
is we for the most part would know who that vehicle's last registered to. That's the last person who did the right thing by 00:57:13
illegally registering it. And then they probably sold it to somebody who never. 00:57:20
Got it registered or insured and then maybe it sat on some of these land where it was used until it was no longer really 00:57:28
roadworthy and then sold to somebody else. And then it just, there's this trickle down effect of I'm going to contact as the 00:57:35
Sheriff's Office, I'm going to contact the last registered owner. Hey, who did you sell it to? They're going to provide me with 00:57:42
maybe a name, maybe not. Maybe it was something on Facebook Marketplace and they can provide me with some user information. 00:57:49
I'm going to have to get a detective involved to try to track down who that person is. 00:57:57
Hey, who did you sell this to? And really at the end of the day, you know, as far as prosecution is concerned. 00:58:01
All that person has to do is say, hey, it was in my front yard. Somebody rolled up and offered me 100 bucks for it. And I said 00:58:06
sure. And I drove off with it. I don't know who they are. And then now they're they've got plausible deniability. The county 00:58:12
attorney's office isn't going to charge them and we. 00:58:18
We've spent a lot of time in man hours not to be used against this, but but all out of our budgets. You know, the Kennedy 00:58:26
Attorney's office has got a man hour budget there and so do we. And we want to be fiscally responsible to make sure that we're 00:58:33
using our finite resource of man hours appropriately. Now, if you know internally, we know that if we go there and we can look at 00:58:40
receipts, we can look at mail, we can look at paperwork that's recent that's there if we happen to know who's coming and going. 00:58:48
From there, our plan is to pursue charges for that, but saying that's part of the program and on every. 00:58:55
Our view, we go out and deal with that. We're going to do XY and Z with the would probably be deceptive to the board here. So the 00:59:05
the plan is just to get it removed. We want it out of there. We want it out of the forest. I know you guys do too. And if we can 00:59:11
hold somebody responsible for the illegal dumping, who will? But it's going to be few and far between, quite honestly. I 00:59:18

Rubs me the wrong way to have to deal with with people doing this knowing that it's not going to quit. And and the other question 00:59:35

We're going to partner with them and determine the the most appropriate entity to charge with. They have in some cases stiffer 00:59:53
penalties for dumping and sometimes they have more resources for investigating because this program is going to be lengthy. You 01:00:01
know it's going to be a year or two. They they go through periods of time work. 01:00:09
They don't have Elio's anywhere in the area because they're all off on a fire somewhere else dealing with other things. They don't 01:00:18
have a lot of resources to help us with this. And we've been, you know, for as long as I've worked for the Sheriff's Office, we 01:00:24
have always put it off on them. Hey, it's your land. You guys need to deal with this. We don't have the ability through state 01:00:30
statute, county ordinances or other things to deal with abandoned vehicles. You guys do on a Federal Way, you need to handle it. 01:00:36
They don't. 01:00:42
They don't really have the resources to do it. And so at the end of the day, it's nothing's being done about it. And so our goal 01:00:48
here is just to try to come up with some way that's still responsible to remove those items from the forest. And if, if we can 01:00:54
charge them, we will. We're going to determine, you know, who can do that the best really their, their, their partnership and 01:01:00
their role in this program that we know of right now. And it's going to go through iterations as it as it goes along through the 01:01:06

Volunteer man hours to remove the trash. That's a start, but it's not enough quite honestly. And so hopefully and I and I know we 01:01:48
have some good district Rangers that are there that are involved. And so hopefully they're looking at it from a team perspective, 01:01:55
they're trying to get up some more federal funds to put in this or something because 25,000 isn't a lot of money and but I can 01:02:01

I can see where this is going to go if people know that there's no. 01:02:14
There's no accountability for dumping stuff, you know, but I really applaud you guys for putting this together because it is a 01:02:19
nasty myth and it and it's only getting worse until we can find a place for these homeless people to go. Yeah. And I mean, as you 01:02:25
guys come up with ideas, you know, we're open to suggestions. We didn't get this far on our own ideas. It was it was input from 01:02:31
other people. So if you come up with ways to help us with those concerns. 01:02:37

Little caveat is that the the community partner that's working with us, he will sometimes pay residents if they bring their RV's 01:02:48
to him opposed to dropping in the forest. And that's how I got in contact with him because I was looking for other ways that 01:02:56
residents can dispose of material rather than bringing it to the landfill. And so we actually keep his number at each site letting 01:03:03
them know that hey, instead of giving us the year 244 dollars you can actually get. 01:03:10
$100 for this guy if you take it to him. So if we can get that word out, I mean that, you know, that's great. We do let them know 01:03:18
at the at the landfills when they come in. So there are other options rather than disposing of things in the forest. And it could 01:03:25
even be beneficial to the residents. Maybe as this program gets going and we know that he's got the ability to handle all of those 01:03:33
incoming units, maybe that's something we've publicized in a way we haven't wanted. 01:03:40
Just yet because we don't know if something is going to happen and he's not able to handle all of these dilapidated vehicles that 01:03:49
could end up in the forest if they end up with him and that's and that's the way we prevent them from ending up in the forest, 01:03:54
then we're going to be all about that. We just we don't want to put that out there until we see the the ramp up of this project. 01:04:00

Mr. Chairman and members of the Board, so we put together a presentation, we did this last year as well. And we take our long term 01:07:31
planning along with our revenue, our revenue protections over the next 10 years. And then kind of give us a glimpse of what we're, 01:07:38
we're dealing with our revenue over time. And then if we're going to be able to afford the things that are needed to them and it 01:07:44
will be done in the landfill. 01:07:51
This is an outline and this is the focus of this. 01:07:59
Presentation And then we're going to talk a little bit about Enterprise Fund, what that means, what we should be doing with the 01:08:03
Enterprise Fund and what we're actually doing with the Enterprise Fund. 01:08:08
Some background on our landfills, recent landfill history, life expectancy, some revenue that isn't collected at landfills that be 01:08:14
Dollar Day. And then the Pleasant Valley Transfer Station, we're going to go over equipment at the landfills and that Blue Ridge 01:08:21
Services assessment that was conducted. They have some suggestions on equipment. 01:08:29
Our closure post closure cost of those that have increased quite a bit or the radical 3A expansion, combined financials, 01:08:36
operations expansions for all our funds, our cash flow overtime and then our existing fee structure. And then we do have a 01:08:44
recommendation for the Board, but we're really looking for guidance to go into that public hearing. 01:08:52
And we have a couple of options there and then again we have a a recommendation. 01:09:01
So the purpose of this? 01:09:08
This presentation that we put together is to inform the Board of the state of the Landfill Enterprise Fund and to receive guidance 01:09:11
on a proposed fee increase for a public hearing. So the way that it works is that we would have to publish in the paper 15 days 01:09:20
before a public hearing, have a public hearing, the residents would come in and and talk about it and then. 01:09:28
You guys would make a decision basically and so. 01:09:37
This is just over a little bit of enterprise fun and I don't feel like we really hit on this in previous. 01:09:43
Presentations and so again, the recycling and landfill management is an enterprise fund. It's self supporting and it doesn't have 01:09:50
any assistance from the general fund whatsoever. Operation costs and landfill enterprise funds should be 60%. That's textbook all 01:09:56
the experts across the across the board. 01:10:03
Say that 60% of all the revenue should be used each year. 01:10:11
For operation costs and then the other 40% would go into a fund balance to save for future expansions, purchasing land and then 01:10:15
purchasing capital equipment like landslide compactors and and bulldozers and things like that. Also that fund would go for like 01:10:23
we did the Blue Ridge services gap assessment. That fund would also take care of those those types of things. So the annual 01:10:30
revenue for. 01:10:37
Bills has averaged about $2.6 million. So if you were to take the 6040 approach, $900,000 every year should be deposited into the 01:10:45
the fund balance going forward. And right now we're about 82.7% of operation cost within that $2.6 million. 01:10:55
A little bit of background on the increases. The last fee increase was about was 2017 and we didn't know when this was going to 01:11:09
be. 01:11:14
Brought to the board. So it was about seven or eight years ago. I think it was more like 7 years ago. The Russell Gilchrist 01:11:20
landfill expansion ended up costing three times what was originally budgeted in 2013 because of the inflation factor after in the 01:11:26
wake of Covad, it was three times its normal rate. So we ended up spending more money than anticipated on the landfill Cell 3 01:11:32
expansion. 01:11:38
A fee study was conducted throughout Arizona. So the lowest fee was about $36 per tonne and that was in highly a highly populated 01:11:46
area. 01:11:50
Landfill that has a large footprint, they have several 100 acres and then the most expensive one with $80.00 per ton and that is 01:11:55
around 5 weeks management in Payson. And the reason why that fee is so high is because they are required to transport that waste 01:12:03
to the valley area. I think it's either Apache Junction or Phoenix. And again we talked about any time we took anything to 01:12:10
Phoenix, it cost about 1000. 01:12:18
Dollars a load. And so at that transfer station in Payson, they charge $81.00 per time. The average, the national average all 01:12:25
through the United States is right under $60.00 per ton at 5847. 01:12:32
A couple things done recently at maximum history and the life expectancy. So I feel Cell 3A, we just finished and it's supposed to 01:12:43
last about nine years. 01:12:49
And then at that, between now and then, we would need to construct landfill cell 3B and it should reach capacity in 2032. So 01:12:55
again. 01:13:00
Landfill expansions take about 10 years to plan and and. 01:13:07
And get moving. And so we need to start actual construction of Landfill Cell 3B expansion two years before it reaches capacity. So 01:13:14
that would be about 20-30. We would need to have it in the works. And so that's actually less than 10 years. So those types of 01:13:23
things we're planning for now Landfill Cell 3 will provide. 01:13:32
Capacity up until the year 2045, which is 12 1/2 years from now. 01:13:40
And before 2045, the Hill County will need to cite a new landfill. Again, that's another 10 year process. Otherwise, if we weren't 01:13:46
able to put your land here in the Globe Miami area, we would need to turn it into a transfer station and transfer the waste to 01:13:53
another landfill. The hope would be the Buckhead Mesa landfill in Payson. And so we'll move on to the Buckhead Meso Banfield. So 01:14:01
currently, the landfill sits on 51 acres of US Forest Service. 01:14:08
Under special use permit, we had a couple of expansions that were done and it was the landfill was. 01:14:16
Hope we were hoping it lasted till about 2728, but we did a recent flyover and we found some extra capacity when we were doing 01:14:27
some excavation with a leachate issue we were able to excavate a bunch of soil that we don't know how it got there, but it was 01:14:33
probably brought in by staff when they were working on a project so we. 01:14:40
During the fly over, we realized that we have capacity until 2032, which is about the same time that landfill S 3B would reach 01:14:47
capacity and Russell Gulch. 01:14:53
So. 01:15:01
What we're doing at Buckhead Mesa, because we need to expand the landfill past 2032, is that we are working on a Town Site Act 01:15:03
purchase with the Forest Service to purchase 526 acres of land. 01:15:10
Some of it would be used for the landfill to last 100 years. So that's some long-term planning. And then there's some other areas 01:15:17
that would be used for county purposes and we're splitting the cost of the the land purchase through general fund per funding 01:15:23
would use some of it for the roads and then. 01:15:29
Some for the landfill. The landfill cost is about $800,000 and we're planning to finish all of that. It's a very lucrative goal, 01:15:36
but we're planning on finishing all of it by September 2025. 01:15:43
Again, there's 52 steps to that process. We had a work session on that and but we're really pushing through that. 01:15:52
So again, all of these costs of expansions, this would come out of the fund balance that we talked about and that's the 40% of the 01:16:00
total revenue that we kind of it's like a savings account to where we can pay for these things in the long in the long term. So 01:16:08
this is a a brief overview of the two item. One, this is one of the two items of revenue that's not collected at the landfill. 01:16:16
And I'm a big supporter of Dollar Day. The purpose of Dollar Day is to reduce illegal dumping and support. 01:16:25
Support the community employment mitigation and to help the residents keep their properties clear of fresh and greenways. Hilo 01:16:33
County Dollar Day is a monthly discount that allows residents to dispose of up to 1000 lbs of waste for $1.00. This happens the 01:16:39
second Saturday of every month, or yes, the second Saturday of every month. There was a short period during the expansion that we 01:16:46
did not hold Dollar Day. 01:16:52
Here in Globe, but we still held Dollar Day out in Buckhead Mesa. 01:16:59
So these wouldn't be accurate representations of numbers for a normal year of full operating for a dollar day. So this year we 01:17:03
received 4155 loads over the course of the year, which means that we received $4155 for those loads that came in. The total 01:17:13
tonnage cost for those loads was $56,000 and so if you. 01:17:22
Take the money that we received, we did not receive $52,000. 01:17:32
This year for the tonnage that came in and to kind of shed some light on tonnage, the 1st $18.00 of every ton that comes across is 01:17:37
what pays for the building of the landfill and the closing of the landfill, if we were able to put that in perspective. So right 01:17:44
now it's around $54.00, so that first $18. 01:17:52
It it it has paid for the building of the landfill and then the expansion and then landfills going forward. 01:18:01
So this would be the equivalent of about $0.50 per time that comes into the landfill that is subsidized by landfill users to pay 01:18:07
for these services that we offer to the county. 01:18:13
Residents. 01:18:19
This is another. 01:18:21
Another. 01:18:24
Item of revenue that's not received by county landfills. So this is the Pleasant Valley Transfer Station. This year we picked up 01:18:27
70 loads from the Pleasant Valley Transfer Station. We it was a total of 310 tons of waste coming down from Pleasant Valley and 01:18:36
the tenants cost was $16,000. The transportation cost of the roll offs going up to the Pleasant Valley Transfer station and back. 01:18:46
UMM was $56,000 and so that's a total cost of $72,000. 01:18:56
Well, almost $73,000. The revenue received from the gate fees going into the Pleasant Valley Transfer Station we're around 01:19:04
$27,000. So there's about $45,000 that wasn't received from the operations of the Pleasant Valley Transfer Station. Again, it 01:19:11
comes out to about 4550 cents per time that's subsidized by landfill users. 01:19:19
Every year. 01:19:27
There are during our Blue Ridge services assessment, they were able to look at a high level review of the landfill and give us 01:19:32
ways to improve compaction operations and give us some advice on what we could do better and because our landfills are a very 01:19:41
precious commodity here and a very needed utility. 01:19:49
We're really working to compact waste in a way that would. 01:19:59
Prolong the life of all of our landfills. And so a couple of the things that they noticed is that we have landfill equipment that 01:20:04
isn't. 01:20:08
Isn't suited for the landfills that we're operating. So we have two very large bulldozers that they're not finishing bulldozers. 01:20:14
We finish a lot of slopes and they're a little our, our tipping areas are so small, they're extremely bulky and so traffic needs 01:20:21
to be out of the way a lot whenever we use them. And so their suggestion is that we would buy two small. 01:20:28
Umm, landfill equipped bulldozers, they have landfill packages so waste isn't getting in the tracks and, and there's a lot of 01:20:35
things that go into them that really save the equipment and prolong the life of the equipment. And it makes the operate, it's 01:20:42
quite easier for the operators to operate the bulldozers. And so if we were to purchase two small bulldozers, it's $1.7 million is 01:20:48
about what it would cost. 01:20:54
They also suggested that instead of using scrapers at the landfills to move soil and earthy material that we would auction off the 01:21:02
the scrapers and then invest into 10 wheel dump trucks. 01:21:08
That were equipped for the landfill, the one we have now has way too much torque and we we snap the drivetrain often because it's 01:21:15
on the soft dirt. And so we fixed that on a regular basis. So 210 will dump trucks would be ideal and the cost for those would be 01:21:24
about $415,000. The last one is to replace the landfill compactors that we have. If you look to the right all the red. 01:21:33
The red miles and hours. 01:21:43
That shows our equipment that's high in miles and hours and pretty much over our the expectancy for that equipment. Most of our 01:21:46
equipment is over 20 years old and. 01:21:53
And it costs a lot of money. We're constantly fixing them and, and, and rebuilding parts of them and, and the, our General 01:22:02
Services team has been amazing and they do a great job. But we do repair them often. So the last one is to repair 2 or I'm sorry, 01:22:11
replace 2 landfill compactors and save one of our existing ones for a backup. And a total of those would be $1.8 million. 01:22:20
Of course we would. 01:22:30
By those overtime, it wouldn't be like, hey, we need to buy all these today. They would be bought overtime and put in our budget 01:22:32
worksheet. 01:22:36
So this is our financial assurance with every landfill. The ADQ requires landfill owners to hold money into an escrow account and 01:22:43
it calculates the cost for closing the landfills, the funds, the funds are included by an inflation factor factor that's provided 01:22:49
by the ADEQ. 01:22:55
And then we also need funds for aquifer protection forever landfill monitoring because we have a landfill now, we don't ever not 01:23:02
have to take care of our landfill. So for 30 years we absolutely have to. And then after that, if there's monitoring issues, we 01:23:09
still are responsible for those issues. So these funds would. 01:23:15
Be held in an escrow account and then at the time we would close the landfill, there's closure costs and then there's post closure 01:23:25
costs, which is for the monitoring of the landfills. So last year we had $6 million in the fund. We were required to add $881,000 01:23:32
to the fund, bringing it up to $7,000,000. And this was for the post closure and the closure cost and the post closure for Cell 01:23:39
3A. So that's now included in our escrow fund. 01:23:47
Hit our fund balance pretty hard. I know that we when we brought it to the board last year, we were looking at about $12.00 and 01:23:54
during our work session and that has gone up significantly since then. So this is our cash flow over time and hopefully everyone's 01:24:02
still awake. I know this stuff is exciting to me, but. 01:24:10
So what we do is we take our actual tonnage every time we go over this for the year. 01:24:19
And so we have our actual tonnage for last year and then we have an inflation factor of 3%. 01:24:24
And so we our average tenant is about $48. We took all of the tenant that we bring into the landfill and then we take an average 01:24:32
tenant rate because we do have three separate tonnage. 01:24:39
Rates that we have and then we pull it out over time and then. 01:24:47
You can see here we have dollar days and we have the young transfer station. 01:24:53
Umm, here. And this is an exercise that is using the assumption that the landfill would not be subsidizing the young 01:24:57
transportation in dollar days. Instead it would be subsidized somewhere else, like by the general fund. If that wasn't subsidized 01:25:05
by the general fund, then we would have to increase it. 01:25:13
Well, this year it would be about $1.00. Last year was about $2.00 because those two items came to about $200,000. 01:25:23
So. 01:25:33
With this exercise, if we were to keep fees the same, we can see here in year 2029 based on all of the items that we have to do 01:25:35
purchase equipment, capital expansion, purchasing the land, we would go negative in 20292030 and this is without any change to a 01:25:42
fee increase. 01:25:49
So this is. 01:26:01
The very top 1 is what we just looked at and then these are three options for a fee increase. So if we were to increase the fee by 01:26:04
$14.00, then we would go negative in 20-30 based on all of the items that need to be taken care of for long term planning. If we 01:26:12
were to increase the fee for $16.00 a ton, we would still go negative in 20-30. 01:26:21
We'd still stay negative in 2031 and 32. 01:26:30
And that's about. 01:26:34
$700,000 and so if you were? 01:26:37
Take that amount, that would be the same as buying a piece of equipment that we really need. And so we would go negative. So we'd 01:26:42
either have to forego the purchase of capital equipment that's much needed or borrow money to make up for those funds. It does go 01:26:50
back positive in 2032 about $200,000 and then we're almost up to half a half, $1,000,000 in 2033. 01:26:58
Our suggestion, our recommendation would be the $18.00 fee increase per ton. 01:27:07
And you see here that we we don't go into the negative at least as far as 2033. 01:27:13
The good news is for residents that would bring in trash on a regular basis, maybe once a week they load up their trash and bring 01:27:24
it. There would be no change for them. We're proposing to increase the the tenant fees by $18.00, but keep our minimum load fees 01:27:32
exactly the same. So anybody that. 01:27:39
That was a regular user of the landfill of who's to subscribing to trash service. They wouldn't be impacted at all. 01:27:48
And at the very bottom, you can see here through the years we have if we use our current, this is by 2033. If we don't increase 01:27:55
fees will be -6 and a half $1,000,000 by 2033. If we increase it by $14.00 will be negative half $1,000,000 in 2033 will be up 01:28:03
almost $500,000 if we increase at $16. 01:28:12
However, we spent two years that were negative before that and we didn't get to buy the equipment that we need. 01:28:21
And we only budgeted $300,000 every year for capital equipment. So that's not exuberant amount. So it would take us about three to 01:28:27
four years to actually purchase and pay off one piece of equipment with the exercise that we've completed. And then here for 01:28:34
$18.00 a ton, we'd be up $1.6 million in 2033 and ready for all the the new planning that that we would need to do over the next 01:28:42
10 years. 01:28:49
So again, we're looking for a decision guidance on. 01:28:59
What the board sees fit and for the public hearing, again our recommendation would be to increase fees $18.00 per ton and use the 01:29:05
and keep the minimum load fee for residents exactly the same. 01:29:13

Every two weeks or something, I'd like to hear from dollar dump day. I mean, I, I fought hard for dollar dump day to help people 01:30:16
clean up, but, but would they mind a $2.00 dump day so that the tipping fee instead of going to $18.00 a ton, it'd be $16.00 a ton 01:30:24
because the everyday people or, or the dollar day people are going to pitch in a little bit too, you know, I because it. 01:30:31
I hope a lot of people have access to this information and that we hear from them because in the end, I'm going to have to make a 01:30:41
decision for the people and then I'm going to get a phone call that's in. Why are you putting me out of business? Well, because 01:30:48
you didn't let me know how you felt. So I thank you very much for compiling all this information for public information. And I 01:30:55
urge the public to look at some of this information and, and, and, and talk to your supervisors and, and. 01:31:03
Give them some input because we have to, we have to someday close these landfills and it costs and that money has to come from 01:31:10
somewhere and, and so. 01:31:16
And I, and so, you know, raising the tipping fees is, is it necessary? And I'm wondering why we didn't already put the transfer 01:31:23
basin and pacing out of business because they're 81 and we're like what, 56 or something. So I don't know why anybody goes there 01:31:30
when they can take for $20 a ton less. OK, public, there's your information. So. 01:31:37
We might know that everybody knows the dipping piece. But anyway, Melanie, thank you very much for the presentation and compiling 01:31:45

You know, that's why we have a scraper. That was the big thing back then. You got to have a scraper in the operations of landfill. 01:32:54
I know a lot of other landfills have scrapers as well. So what's the right piece of equipment or what isn't? I'm not willing to 01:33:00
tell you. 01:33:06
But I'd like to have more than just one outfits opinion too, because equipment is very, very expensive and it needs to be the 01:33:14
right equipment. Otherwise you do tear it up and the the repair costs are are a lot. So that's that's something that I feel like 01:33:21
needs to be looked in pretty thoroughly is that. 01:33:28
When it comes to you're looking out 10 years ahead, 12 years ahead of time, we don't know what the costs are going to be. 01:33:36
We have no idea. We can put all kinds of numbers on these charts and make them look really good for today, and in 10 years we're 01:33:47
way behind, which would be my guess. I very seldom ever see anything go down. 01:33:54
So when it comes to the new acquisitions or land requirements and and putting together new systems, who knows just like that we 01:34:02
were $3,000,000 over on on the landfill here Russell Gulch. 01:34:09
So to really say that this is what's going to take to plan for that, well, I think we can plan towards that. But is that going to 01:34:18
cover it? I'll bet you it won't. 01:34:24
You know what I'm saying? The other part of this is, is we can't get to the point to where people can't use our landfill. We can't 01:34:31
do that. We talked today about the, the things out there in the woods and the, and the trash. We've, we've been a part of cleaning 01:34:37
up around these towns and stuff. 01:34:44
We've seen what happens when people can't afford it, they just go out to the local wash somewhere and dump it off. 01:34:52
And so if you up the fees, one thing will happen, I can almost promise you is I'll drive more people to the dollar dump day. 01:34:59
That's what's going to happen. It'd be like, yeah, we can hold on to this till next month. 01:35:11
You know, if I go for the extra money, it'll drive some people to go back to the washes and dump and stuff. 01:35:16
There has to be that balance and I, I appreciate what Tim said about Dollar Dumb Day because I am a favorite fan of that as well. 01:35:22
Now, is there a way of adjusting that for a few dollars or whatever? You know, it needs to be looked at? I would say the Pleasant 01:35:28
Valley transfer station. 01:35:34
That's not even weighed trash when it comes to the gate. So to spit numbers out on that is just arbitrary numbers. They mean 01:35:41
nothing because we have no way there to weigh trash in. If we had a set of skills sitting there that people drive over the skills 01:35:47
and we know what's in that vehicle. 01:35:53
And they paid for it. There wouldn't be a deficit there. 01:35:59
So, so there's some, there's some angles to this that I think really need to be adjusted. I'm not in favor of doing away with the, 01:36:04
with the, the dumb day, whether it's a dollar dumb day or $5 dumb day, whatever it is, I'm not in favor of getting away with it. 01:36:12
Definitely not in favor of doing away with the transfer station, and I'm not in favor of our general fund subsidizing it. 01:36:20
And so I think there's some different ways that a person could sit down and sharpen a pencil, maybe go for a few extra dollars and 01:36:28
set a scale in there at Pleasant Valley, even for a year, just to see what you're missing. You know, it's when you have somebody 01:36:36
just standing at the gates and $7.20 bucks, whatever it is, that's that's what it is there. That's the way it happened. So we 01:36:43
don't know that we're losing money there. Well, we are because of what happens when it's jumped off in pacing. 01:36:50
The tipping fee. 01:36:59
So there's ways I think we need to really look at this before we jump in there and really, really talk $18.00 a ton more or $25 a 01:37:01
ton more or whatever it is. I think there's more to be done here to come up with some other ideas too and make sure we exhaust 01:37:09
everything that is out there to turn around and say this is what we need and more likely it ain't going to be enough in 10 years. 01:37:16

probably end up with transfer stations much like Payson House through Waste Management. 01:39:15
And rural communities rural counties end up paying more for these types of. 01:39:22
Utilities because the nearest landfill is 78 miles away and and the transportation costs are high. And so I think the county 01:39:30
staying in the landfill business, we have the opportunity to keep those fees as low as possible because here there are, you know, 01:39:38
$71 for commercial, we're still coming in $10 under. 01:39:45

And back in August, we actually got approved for the SMART grant from a DOTS. And so this is 100% funded by, so it's federally 01:45:05

Will need to be administered by a dot because of that, and this specific SMART grant is for getting $1,041,199 which includes the 01:45:16
entirety of the scoping design. 01:45:23
Plans, specification engineers, cost estimates, environmental assessment reports and a grants middle document to provide standard 01:45:31
information so under the SMART grant requirements. 01:45:38
In order to not have to pay back this funding, we have to actually apply for an additional construction grant immediately 01:45:45

Payson? Very good. Go ahead. Morning, Chairman Ford, A little bit of background on the ask for this. So this program got started 02:04:11
by the Sheriff's Office here in Yuma County. 02:04:18
Let's say about eight years ago or so, it got brought to us by a deputy. 02:04:25
And we, that deputy went out and got some donations from local businesses and it it helped us fund a few kids. We put out 02:04:29
applications, teachers, churches, regular citizens would. 02:04:36
Fill out an application that would come to us and we would go through the application, try to determine which kids we could accept 02:04:44
into the program and we turned away a lot of kids. So over the years it's grown and we're we're kind of to the point where we can 02:04:50
only handle. 02:04:56
About 30 kids on the north side of the county and 30 kids on the southern end of the county for this program. The reason why that 02:05:03
is, is because it takes so many volunteers and 1st responders. 02:05:09
To to appropriately handle this program. So as a kid comes in and the approval process they're approved, we tell them tell their 02:05:15
current one to drop them off. 02:05:20
Provided with breakfast that morning, they hop in an ambulance, they hop in a fire truck, they hop in the cop car and you take 02:05:26
them to Walmart. We give them a a certain amount of money to spend and they're able to buy Christmas gifts for their friends, 02:05:34
their family, other people in their household. And that is giving a better Christmas to some underprivileged kids and families. So 02:05:41
the the $9000, we're asking for it. 02:05:48
Puts out about $150.00 per kid to purchase some gifts. Some kids end up with a whole bunch of gifts because they're, they're 02:05:56
choosing things that are a little more expensive than some kids end up with just enough Jennifer their, their immediate family in 02:06:02
the home. But what this program does for those underprivileged kids and the rest of the community is, is really kind of hard to 02:06:08
put into words, but it's, if you've ever had a chance to be there, it's, it's really a great program and we'd love your support to 02:06:14

ambulances, that many cop cars. And we include every single the, the tribal police departments include the, the municipal police 02:09:12
department's DPS, the fire departments, the even the helicopters show up. We can't put the kids in the helicopters, but we have 02:09:18
them there just just for fun. So really with the amount of. 02:09:25
Emergency apparatus as we have to put kids into where we're kind of stuck with that 30 number. So with that being said you've got 02:09:33

been we've been here on this topic, which is The Pioneers project. Healer County approved the Pine Ice project, which was 02:12:24
basically a detention based in that collects all the water from their property and shoots it on to us through 5 pipes directly 02:12:31
onto our property. 02:12:38
As a result, three of the four homes on our property are now flooded with a little bit of rain we've had so far. 02:12:46
Five properties are affected. 02:12:54
And we've had a pretty dry monsoon, but. 02:12:57
We did have one good rain at the beginning, I think it was in June, and with that one good rain, we had 16 inches of water in the 02:13:00
basement of one of our homes. 02:13:04
Now Public Works has stated and continues to state that this project was approved because the post development peak flows are less 02:13:09
than the pre development flows for the two year, 10 year, 50 year and 100 year replacements. 02:13:18
We haven't even had a two year and we're already getting flooded in four of our five homes. 02:13:28
Alex Kendrick can testify or can say that those five properties that are reflected never got flooded before. He never had 02:13:34
complaints to properties South of us, directly South of us, and the property South of him with this little bit of rain were 02:13:39
flooded. 02:13:45
The antique store is kind of like there's like SE southeast of us, so they aren't directly South. But if we do something to 02:13:52
mitigate the flood, because isn't it our private property right to protect our property from water that's being directed to us? 02:14:01
And if that is if we build a wall that floods the antique store. So this whole thing needs to be coordinated between all the 02:14:10
properties affected. Now, we went to our supervisor as aunt was recommended because like I said, this is the fourth time we've 02:14:19
been here. We went to our supervisor, supervisor Christian Christensen, and he said, quote UN quote, I want to fix this problem. 02:14:28

So we set up a meeting. We're actually supervisor Christensen Center for meeting in 30 days. We waited the 30 days because he was 02:14:40
going elk hunting. I don't know how you did, but in the meantime, when he's gone on vacation, somebody cancelled the meeting. 02:14:47

So no one's talking to us, no one is responding to our emails, no one is responding to our calls. Where is the transparency of 02:14:58

Couple things, Mr. Chairman. Of course, it's Election day-to-day. And as of last Friday, the CSA reported that throughout the 02:19:27
state that there were early voters that had been 51% of the eligible voters had already voted as of last Thursday. 02:19:36
And is there oxygen day? I was here till in my office till about 8:00 last night, there was a non-stop stream of people that were 02:19:46
depositing their ballots into the the receptacle right outside my office here. So it's there is appears to be very heavy. And of 02:19:54
course, Gila County orders are typically second in the state as far as percentage the high volume. 02:20:02
Second in the state for volume of percent of voters. 02:20:11
Only vested slightly by Yavapai County. So it's appears that we have very heavy voting in the election. That's good. That's where 02:20:15
Castro votes. That's the way our political system works to cast our votes for who we believe is the best candidate. And we 02:20:22
appreciate all those who have contributed to that. I will make a comment about the Treasurer's office. I've spoken to her that 02:20:29
last Friday was. 02:20:35
Tax bills were delinquent as of last Friday, November 1st. The Treasurer is working with those. We did have the errors in Pleasant 02:20:43
Valley for the school district assessment and also in the Payson Unified School District area. 02:20:52
The treasure is working through those as fast as you can and is waving any late fees or penalties that there might be. As far as 02:21:01
processing those, I'm glad to have the if you want to go talk to treasurer, I'm sure she'd welcome your conversation. But I have 02:21:09
spoken to her and she they are working diligently to get all those processes when somebody pays for their tax, property taxes and 02:21:16
it is an amount greater than what ultimately they should be paying. 02:21:24
She's hanging on to those checks, contacting property owners individually and asking them if they would issue a new check for the 02:21:31
corrected amount for the property taxes and little data. They don't want you. They they, they want to just have the treasurer's 02:21:39
office cash those checks. Then either the treasury is issuing a check and a refund or just applying their taxes to the second-half 02:21:46
payments. So she's trying to work with her citizens and get through this difficult circumstance. 02:21:53

We have the challenges from but we are working throughout to try to get that corrected. 02:22:05

and not have to schedule a meeting that sometimes we don't have time for, so that that's always look forward to. I was on Kiko 02:22:34

registered voters in Halo County. I'd like it to be 63%. If you know, if you're here, there's, there's people making decisions for 02:23:14
you. So I think it, it's important that you're, it's your, it's your obligation and, and your, your, your right to vote. 02:23:24
And so I would appreciate if people get out and exercise that I attended a District 2 team project meeting where we meet once a 02:23:34
month over projects that we're doing in District 2 and projects that we want to do in District 2. And so it's, it's been pretty 02:23:42
good to keep working on those and, and, and getting things accomplished. Attended ACSA Blight roundtable on October the 29th and 02:23:49
you know, I've, I've been working. 02:23:57
Since I've been here and there's a lot of properties that people have passed away that we end up with nobody responsible for the 02:24:05
property, as well as investors who can foreclose on properties and have not. They can leave those properties in limbo for 10 years 02:24:12
and then the process starts all over again. So some of these properties can be neglected for, you know, 10 to 20 years, which I'm 02:24:20
really fighting hard. And so we're trying to get other counties involved. 02:24:27
And see if we can't get the state involved to try to all get together and see what we can do as far as property. 02:24:34
And legislation for the state to see where they maybe can help us with some of these of going through probate or something of that 02:24:44
