We purchased the property in June of 2021. 00:04:00
And basically it's on the undeveloped land. So we did typically what had it surveyed and the topographic maps on the sewage 00:04:07

Had an architect on board and put a short Rd. into the property. 00:04:25
For some reason I didn't get the information about Rd. naming and stuff, so I'm requesting that. 00:04:32

official and we have Eric Berskow good morning good morning ask advisor Christensen chairman and supervisor Humphrey and Klein you 00:12:47
have before you the canvas of the election in front of you there it's a rather large. 00:12:54
The object, but we'll try and get through a minimal amount of pain and discomfort, I suppose you say. Starting off, we have you 00:13:02
know, just our basic content here, Precinct listings, order turnout, our summary reports and of course our in depth and in detail 00:13:08
reports for the precinct level voting. Our precinct listings here pretty much the same throughout the county as always. We did 00:13:13
have some difficulties in the Chorizo and San Carlos areas this election, the fire that occurred in the month of July for the San 00:13:19
Carlos area. 00:13:25
Our normal polling place was taken over by disaster relief and so forth, so we had to find another location. 00:13:31
We did pretty good distillation cycle. We came out second voter turn out in the state of Arizona. Finally got past Maricopa on 00:14:37
this one, but we were not able to overtake the apple pie. We just they're just fanatically voting up there. So anyway, we came out 00:14:42
with a 80.74 voter turn out in Healer County. And I can tell you I felt it out in the point places on Election Day. It seemed like 00:14:48
the minute we opened the doors, we started coming in and it just kept going and kept going. So we had a really good voter turn out 00:14:53
even though we had. 00:14:59
A very long ballot with this election due to propositions. 00:15:05
It was very well received by our voters in Gila County. We explained to them the situations that some really good marshals out 00:15:10
there doing some good PR out there. I'm waiting the public now the voters know that it's going to be a little bit because there's 00:15:15
a lot of data on this ballot. So it took a little bit of time to print, but because we were able to keep it to the one ballot 00:15:21
page, it was it was very manageable for us. We did have some wait times at some locations, but they did not exceed anything that 00:15:27
would put us in any serious jeopardy. 00:15:33
On their job, they tame those lines pretty quickly and it was kind of like a flux of, you know, people come in going to vote for 00:16:10
work or at lunchtime voting polling locations and so forth. But because of our poll workers and their their good work out there, 00:16:15
they were able to keep it down to the minimums and stuff. That was a very good training point on on our Co workers in Healing 00:16:21
County and also on the voters in Healer County. They didn't get upset. They were very well, you know, they just took it all in 00:16:26
stride. So. 00:16:32
They did what I'm not regarding. 00:16:38
County offices, state legislative, federal, so forth and they're all there for your review. And then of course the precinct detail 00:17:11
reports, that's where it gets in the down where you the bean counters love to go in there and look over that information and so 00:17:17
forth and so on. And then in a couple of next section we just want to take a look at is just, you know, basically the early 00:17:22
ballots, we had a very large turn out on those. 00:17:28
They turned out a little north of 24,000 early ballots and so. 00:17:35
We got, we had quite a few of them back. We received 22,467 and so then we processed those takes a little bit longer this time 00:17:39
this election. There were a lot of those propositions did a real good number on the what we call hesitation works if it would put 00:17:47
their pen down and rest it on yes and they change their mind and go to no. But they left that tiny little mark which registered as 00:17:54
an unclear mark on our machine as we tabulated. And as I'm sure you're aware of, there's been a lot of talk about that that. 00:18:02
We were able to get the job done with the minimal amount of heartache and heartbreak. I pushed out my early boards as hard as I 00:20:40
could, but they are a volunteer force. They are citizens. They do have lives other than elections. So they were very, very 00:20:47
meaningful to my working them on Saturday and Sunday in some cases to make sure that we get both this done and out of the way. So 00:20:53
that's on the early ballot rejection summary. 00:20:59
The other portion that sometimes is interesting of interest is the provisional ballot summary. 00:21:06
We have 376 people cast their provisional ballots received. There were 184 rejected and 192 that were verified. The rejections ran 00:21:11
the gamut from they were not eligible to vote or they already voted an early ballot. Some of them returned their ballots 00:21:17
unfortunately empty with just the instructions and that was it. So. 00:21:24
Help for them that way in the end. But those are the issues that we did have. Like I said, they're minimal in that regard. So we 00:22:31
were able to get that taken care of. And of course, the last section that we have is the official writing candidate summary. And 00:22:38
this is just basically all of the official writing candidates that were allowed on the ballot that we processed. And they were 00:22:44
once again, very minimal in this regard. We did have a lot of people voting for Daffy Duck, Minnie Mouse, Goofy. 00:22:51
And all over the place and a lot of your writings from the people that ran in the last primary election were also a lot of write 00:22:59
insurance on that regard, but they were not official so. 00:23:03
And we're just simply set off to the wayside and the ones that we have here are those ones that official. And of course we had two 00:23:08
water district elections that allow for the voters from out of district who are property owners and register within the state of 00:23:14
Arizona to participate. And so that is the final election result on this candidates report. 00:23:20
We had the usual issues that we always had an election. We had a couple of poll workers call off a couple of locations. We had a 00:23:27
couple of people that were key critical inspector got sick at one location. So we had some difficulties with the closing 00:23:32
paperwork, which is to be understandable if we lose someone, bring someone at the last minute like that. But overall our poll 00:23:37
workers held strong. We had minimal amount of issues with our equipment. However, we did have one location where we had an 00:23:43
intermittent issue and thankfully. 00:23:48

With the election, because I know what a difficulty it is to get people to volunteer and to do things and to to try to get help 00:25:27

Cost allocation plan again, Mary, Yes, good morning again. This agenda item is for our annual adoption of the cost allocation plan 00:31:44
which allows for our grant funded departments and programs to recover some of their indirect costs by establishing the rate that 00:31:52
they can charge for that. After you adopt this, we have to send it on to the cognizant agencies at the state for their approval 00:31:59
and then the. 00:32:07
Grant funded programs and departments can start recovering those costs. 00:32:15

Corridor Beautification Project for fiscal year 2025, which the Board is determined to be for the benefit of the public. 00:33:08
Marin, this is my last agenda item, I believe. So back in fiscal 2021, we finalized a collaboration with several community 00:33:17
agencies. 00:33:22
To work on the highway beautification for Hwy. 60 from the edge of Miami all the way to the end of Healer County or over here in 00:33:28
Globe and over the past couple years, Gila County's commitment has remained and our. 00:33:37
Non governmental partners have sought ways to strengthen the project and grow it some more, and one of the best ways we can do 00:33:47
that is to hand it off to a non profit partner. 00:33:53
Which is the Southern Healer County Economic Development Corporation. We have Linda Autonetto and Robin Huddleston here from the 00:34:00
EDC. They will be taking over the administration of this program and they will be taking over the contract with Allegiance 00:34:07
Builders and Lyle over there. And this amount is the difference between the 44,164 that we've already contracted and paid to 00:34:15
Allegiance Builders this fiscal year and the 50. 00:34:22
$1000 that the County Board of Supervisors pledged to the project for this year. Thank you. Aaron. I was wondering what these 00:34:30

Good morning, good morning, chair and Supervisor Klein and Humphrey. So we we see this as a way for us to continue carrying the 00:34:46
torch that Hilah County has been carrying for the last few years. This is an exciting project and really has made an impact in in 00:34:53
reducing blight along the 60 corridor from the beginning of Miami to the end of the globe city limits. And it's also helped to 00:35:01
bring a new company into town and create a new business that's picking up this project and making. 00:35:08
Go and it's had the creation, I believe it's 12 jobs. So there there's a lot of good that's come out of this project and this 00:35:16
project really was. 00:35:20
A community barn raising type of effort. This project had been talked about for many years and it came up at a community 00:35:26
facilitation that was at the Hilo County Fairgrounds and that was between the city of Globe and Gila County with RCAC recharging, 00:35:32
excuse me, recharging communities. 00:35:39
I can't even believe, I can't remember what RCAC was for that they. 00:35:46
Rural Communities Assistance Corporation and they were just here last week. So this was a project that was identified by over 100 00:35:51
community members and these members stayed at the table to make it go and and heal a county really stepped up to to put that into 00:35:57
reality. And so we're very thankful and grateful and hope to continue this project for many more years to come. Thank you, 00:36:04

I'd just like to say thank you very much 'cause you sure noticed the difference. I mean, you can see, you know, when I start, by 00:36:18
the time I get to the other end, you can see the other end needs to be started on again, so. 00:36:24
It to me it's money well spent because like I say, if you know, when they get to 1 end, the other end is starting to grow again. 00:36:31
And so you can imagine what it would look like if if they weren't starting over. And so it's made a big difference and, and, and 00:36:38
me I you know, I mean it is and they got road. And so you can be angry at the state for not spending money all you want to, but it 00:36:45
doesn't help us with the problem so. 00:36:51
By stepping up and I think you all for stepping up to to kind of take care of. 00:36:59
Our house because the state has not helped us with our house so thank you very much. Thanks my father did you want to say few 00:37:04
words too You know I I just wanna say that you truly have been one of the best collaborations that I've known of all the years 00:37:11
that you're doing community work and it's widely beneficial and just numerous direct and indirect impacts. So just appreciate so 00:37:19
much appreciation to his accounting for having managed and. 00:37:26
For the past 2 1/2 years and we will shout out to Amy and to James Moon Love. 00:37:34
For all the work they did and overseeing it and we're happy to take it on and continue it and. 00:37:41
You know, just just see it as a huge foundation for community pride and economic development. So thank you, very good. Thank you, 00:37:48
Supervisor Klein. It's a great project and great partnership and we're really glad to see it going as well as this ban and 00:37:54

Whose primary job is to take all new clients or residents of Hilo County affected positive for HIV. 00:39:16
We meet with them, they do counseling and then they kind of give them linkages to care and make sure that they're kind of meeting 00:39:23
with and matching those care plans as well as all the previous residents that they've done, you know, prior to this you. And so 00:39:31
they try to keep 90% of the clients in healing County up to date on their care plans. And they do this across all of the county, 00:39:38
anywhere from 1530 to 40 people clients per year. So it's a good fun, fully staffed two people. 00:39:46
And they do a lot of care services. They can pay for helping these people. If they can't get to their appointments, we can pay to 00:39:53
help them get to their appointments. We connect to different care plans. So it's it's pretty great. 00:39:59

So in December of last year, we did a RFP to bring somebody in for opioid abatement services. At that time. We are really the 00:41:38
amount of different opioid abatement settlements that have come through continues to grow. So the amount of funding in the 00:41:46
different opportunities that are available because of the amount of funding has really changed since then. 00:41:54
Originally we were really looking at what public health always calls like policy system, environmental change work where we, you 00:42:04
know, try to work on the environment and making it so less people run into these issues. 00:42:09
As the amount of funding is increased, we're really trying to look at health officers have been meeting with the Arizona Attorney 00:42:14
General's office, They've been coming to our health officers meetings and it's been very clear from the attorneys that worked on 00:42:20
the settlement dollars that that the overarching thing they really want to see is that we prevent the loss of life from opioid and 00:42:26
fentanyl type related death. So I spoke with my staff and looked at the needs assessment that we have for opioids and really 00:42:32
decided that I think. 00:42:38
Best way to do this is during COVID, we did like a wrap around service where we just really like connected with these people that 00:42:44
had opioid and or that had COVID tested positive in the schools and we were able to work with them to make sure that they stayed 00:42:50
home. And a much smaller version of what we want to do. Now what we're really looking at is Yavapai County, especially with like 00:42:55
inmates, they're being released people from the, the state has a warm hand offline for people that are going through opioid 00:43:00
problems. 00:43:06
We're looking to have a bring in a consultant that could take these people that you know, will test each person, make sure that 00:43:12
they're in the spot in their life where they're actually ready for change. 00:43:17
My grants in other ways that I spend money in the health department. So working with them and we know that we're good to spend 00:44:22
this amount of money through June 2027. So we're looking to really kind of commit to as many people as we can to help them get 00:44:28
through and do what we can to save some lives between now and then. 00:44:33

say if someone from our area has or or is willing to make a life change and go into rehab, where did I have to go for that? Now, 00:44:48
most of the rehab places that we've looked into in the past is still true now because we don't really do a lot of the mental 00:44:55
health on the public health side, but it is usually in Phoenix and beds are usually hard to come by. 00:45:02
So sometimes it's even out of Arizona. So they can get pretty expensive, which is part of why we're looking at. Obviously we'll 00:45:10
see what kind of bids we get, but we have upwards of 1.2 to 1.4 million that could be spent over the next 30 months once this 00:45:16
fraud is in place. So I think the goal is really, as I said, to save lives so we can spend the money that we can spend the rehab 00:45:22
even if they have to go out of state. 00:45:29
That's a that's another thing that we could look at too, maybe try to how we can work to try to get rehab in the in the state, 00:45:36

Channel Improvement Project an award a contract to the lowest, most responsive, responsible and qualified bidder. Good morning, 00:47:16

This is actually a good news story all around. It was this project was born from Telegraph Fire and it is about flood mitigation. 00:47:33
We suffered significant flooding all the way from Little Acres to Hwy. 60 from the Telegraph Fire. The section that we're going to 00:47:40
talk about today, the scope of work is the downstream and of Russell Gulch. And normally when you start on flip mitigation 00:47:48
projects, you start at the downstream then and make sure you have. 00:47:55
What this project will do is it will triple the capacity in the Gulch in that scope of work from Message Blvd. next to the 00:48:03
hospital all the way to the covert crossing on Hospital Drive by Southwest Gas. 00:48:11
And so we first thing I should do is I'd like to thank a couple of folks for working on this project because as I, as I tell the 00:48:20
story and I'm going to be quick about telling your story, I think there's significant work that went through to getting us to the 00:48:25
front where we're at. 00:48:30
So we work with with different from the very beginning, different actually awarded us. 00:48:36
$2,644,299 for this project and we attempted to make a design that met that that that level. We work with folks at, at the time it 00:48:42
was a different director, but recently we worked with Thomas Torres, who is the director of Difflam and then John Richardson and 00:48:51
William Boyd. And we've been working with John and William from the from the since the Telegraph fire. 00:48:59
So they awarded us a little over $2.6 million. We designed it. We actually went, we went out for bids. We got 4 bids, very 00:49:08
competitive bids by the way. But inflation had outrun our ability to design the project and we ended up with the lowest bid being. 00:49:17
3,371,000 dollars, 556 and $0.50. So we were short with from the different money to undertake this project by something a little 00:49:27
over $700,000 and and we knew we had a we would have to have a contingency on this project. So we were looking at a shortfall of 00:49:34
about $1,000,000 and we went out to our community partners, we went out to the county manager, we went out to different folks, but 00:49:42
we decided to. 00:49:49
And ask them for additional money. And the story that we told them was that this is an important project for the community, that 00:49:57
it provides all weather accessibility to the hospital and it triples the flow of the channel, helping both the hospital itself 00:50:02
plus all the commercial and residential properties around the Gulch, the Russell Gulch, and that we had already invested 00:50:08
significant funds in this. We had a significant design. You don't design something for $2.6 million with just a little bit of 00:50:14
money. 00:50:20
The monies that and actually they had front, they had helped us fund the design. 00:50:26
Previously and that we had gone out for bits and we were ready, we were ready to actually put the shovel in the ground on this 00:50:30
project. Actually we received the bids October 3rd of this year. We had worked out all issues with the with FEMA. There were some 00:50:37
floodplain issues, but we worked them all out with FEMA and we had secured all construction easements and there was plenty of 00:50:44
construction easements for for us to get. And that we had looked at cost reduction actually we looked at at the design. 00:50:52
This is high. What can we do? And we looked at the digitated concrete block. 00:50:59
Uh, flex net that was proposed and we had the engineers compared to what did we just do RIP rap, but the RIP rap would, would 00:51:06
decrease the velocities and cost extra Excavations actually would cost more and it wouldn't help with with the flow. It would 00:51:13
actually diminish the flow. So with that, we, we went back to a different and actually different being the good partner that 00:51:21
they've been with us since the Telegraph fire, at least in, in our interaction with them since the Telegraph fire. 00:51:28
Offered to pay the full cost of the bid. OK, So they offered to cover that 700 and 700 and $727,257.50. And, and part of that 00:51:36
credit to getting it from them has to do with with our public works team that Tom Goodman, Alex Kendrick and also the Emergency 00:51:45
Management folks that help us make the application, just the goals and and Carl Belfort. So that's the team that make this happen. 00:51:55
Can you imagine on October 3rd we received bids, we received a go ahead from different on November 14th. So part of what I talked 00:52:06
about this being a good story, the speed in which we found a solution. So we're left with the contingency funding $337,000 and 00:52:13
155. And we talked to the county manager, Mr. Mandela and we agreed that because there is a low water crossing here on the road, 00:52:21
hospital Drive and because this is a drainage project that we will split the contingency. 00:52:28
Between public works perfect sales tax and general fund and and that is what we're bringing to you today. And so it is the 00:52:36
recommendation of Public Works Department that the Board of Supervisors award a contract the action Direct LLC doing business as 00:52:46
as RIP point contracting in the amount of $3,371,000 five 156 with $0.50 with an owners contingency in an amount of 300 and. 00:52:56
$7000 a hundred 5565 cents or a total amount of 3,000,700 and eight $712.15. And with that, I'll be happy to answer any questions. 00:53:06

manager. She had been talking to different about another project on on Walnut Canyon Covert where they funded it and we and we did 00:54:37
it on budget on time. They had gave us a little over 300,000 and she mentioned to carry that. 00:54:45
That that they would listen to. 00:54:55
Asking for additional money on a project. And so with that, we, we were incentive to, to, to make that pitch to them. But I can't 00:54:59
answer that question. Where are the source of funding? That's, that's fine, Homer. I'm just curious. I, you know, that money was a 00:55:06
godsend to all of us at the time. And I just curious if that was still part of it. But no here nor there. It's just a really good 00:55:12
to partner with them and have them help us like that's awesome. So thank you. 00:55:19

And we do that with Agile fleet, but at this point in time we're basically happy with the with what we get from that job. St. I'd 00:57:39
like to point out a couple of things. One of the things that it does, it allows us to look at the gasoline consumption, the fuel 00:57:45
consumption, I should say. And so we, we recently did a comparison and it's ongoing. Every week I get a report and it shows us 00:57:51
what's the cost for us to purchase gasoline and at our admin fee and at the hearth tax and then compare it to what it would it 00:57:57
cost. 00:58:03
Globe area to buy it here in the Globe area and actually we can gather all that information from a desktop very quickly and they 00:58:09
do that and so far for this fiscal year. 00:58:14
Have we bought it at the had we bought it commercially, we would end up paying $16,000 more just here in global loan. I'm sure 00:58:21
there's a similar amount in pacing. So this purchase of gasoline, how we manage the fuel, the fuel pumps, etcetera is, is we're 00:58:27
doing with that I would say we're doing a fair to good job. 00:58:34

The agile fleet has always helped us with vehicle replacement plan. You've heard the various plants that we bring to it actually 00:58:47

didn't do one this year, but we're going to do one in the springtime ahead of ahead of the budget deadline so that we can share 00:58:57

and it's used by every member of my staff, from the technicians, the the parts specialists, the admins, the supervisor and myself. 01:00:36
I mean, this is used daily by everyone. 01:00:42
The technicians are using it to document all their repairs and all the maintenance that we do, and because they can access it so 01:00:50
easily, they can research past repairs and maintenance. In the past here at Healing County, we've had difficulty with that where 01:00:56
the system we had could only be accessed by 5 users. 01:01:02
And trying to access stuff that was done in Globe and then pacing became. 01:01:08
Tried to applied a task so this is actually the way that the software is set up. You can access it from anywhere. I'm I've been 01:01:15
called at home and asked to look something up and I can pull out my iPad and there's the information. 01:01:22
Our parts specialist uses it. That's how we whenever we buy parts, we document it on the work orders and when they get put on the 01:01:31
work orders, that's how we're also able to build out all of our parts that we use as well. We also attach all the invoices to all 01:01:37
the parts we buy to the work order. So if we need to have, we have a heart failure, we need to go back, check warranties. All the 01:01:44
information is documented in Fleet Commander. 01:01:50
Our admins use it quite a bit. They open and close all the work orders. They they can run reports, open work order reports, work 01:01:58
order billing reports, billing export reports. These all help us with keeping everything in line and scheduled and helps us at the 01:02:04
end of the month when we're doing our billing. 01:02:11
And the admins also get in their daily and they they document all the labor times that go into fleet commenders as well as Homero 01:02:18
had mentioned all of the the information that we get for our vehicle replacement program, all the information comes out of fleet 01:02:26
commander. So all the mileage, all the money spends, all the, the. 01:02:34
All the information that shows up on those reports, I mean, it comes right out of fleet commander. And this is also a huge tool 01:02:42
for the supervisor in one spot. He can look at every every job that he's got going on, some that are on the back burner, some that 01:02:50
are in front of them, some that are coming up. He's able to look at it and say, OK, I can prioritize my day, my week, my month by 01:02:57
looking at everything we have a work order open for or that the maintenance reminder. 01:03:05
I as well use this quite a bit. It allows me that I don't have the day-to-day interaction with my my mechanics. It helps keep me 01:03:13
in touch of everything that's going on. I can see what jobs we were working on and I don't even have to leave my office to do it. 01:03:21
I mean, it's real helpful when you have a full plate that you can go to one place and have everything you need to know. 01:03:29
As for the motor pool, it it provides a seamless and easy access to all of our motor pool cars, anyone in the county, as long as 01:03:40
they're approved to rent vehicles and they have access to fleet commanders. 01:03:46
Get on themselves, they can sign in, they can rent a vehicle without ever talking to anyone and it also allows that that person 01:03:53
when they're renting it, if they have issues because of the way the system is designed, they can actually just make a phone call 01:04:00
and we can if they can't get logged in, they can't get into the key box. We can do it remotely. They make this program so easy to 01:04:06
use that. 01:04:12
It's it's been working flawless for us since it since we included it. 01:04:19
And it also extremely helps every month when we're we're doing our workload rebuilding, we're doing our lease billing and our 01:04:25
motor pool rental billing. It runs the reports, it gives us the information and all we got to do is shuffle it around, put it on a 01:04:31

the structural integrity of nearby building foundations and walls. If left unaddressed, ongoing damage could result in costly 01:06:49
repairs. Heightened liability for the county contractor will remove the trees, stumps and roots and replace the damaged pavers. 01:06:56
This project will eliminate the safety risks, prevent further structural damage and restore the area. 01:07:03

if, if he could, on where we're at as a state and and what they're looking for down in the state. And then this is an opportunity 01:16:52

Because I'm hitting all the counties, you know that LG 7 is the largest legislative district in Arizona, but not just Arizona also 01:18:05
is the largest legislative district in the United States. So we have a very large district. Unfortunately on Walt Blackman 01:18:12
couldn't be with us today because he's sick. So he sent me down here to listen to your priorities, see what your needs are for 01:18:20
your community. I know I've talked with Supervisor Humphrey. 01:18:27
And we're supposed to get together and go look at some property, right? 01:18:35
We can you bet I've got I've got photos for you. Yeah, showing you some blighted properties in Hayley County is not, not a 01:18:40
problem. That's the problem. 01:18:47
And I know that we're still working on Pleasant Valley Retreat Center, seeing what we can do for that. And, and especially right 01:18:55
now I'm meeting with a lot of insurance companies because. 01:19:00
We're having a lot of homeowners that are losing their insurance because of the force issues. So we have an ad hoc hearing coming 01:19:06
up too. And we have a lot of insurance companies that are excited. They actually want to work with us to see what we can do to 01:19:12
keep people in their homes because the people are are foreclosing or walking away from their homes and they're foreclosing because 01:19:17
they don't have insurance any longer. There's a lot of things that are going on. I know the topic of what's happening in the state 01:19:23
well. 01:19:29
You know, you've seen the elections. We finally had our red wave. It was four years late, but we had it. And the mandate that the 01:19:35
people have has given to President Trump, they have also given to us. We have the same mandate. And so there's still a lot of work 01:19:43
to do. There's a lot of issues that are going on at the Capitol because of the new election. We just had for super for our speaker 01:19:50
of the House, our Majority Leader, as well as our as our whip. And so there's a lot of discussions going on. 01:19:58
They're announcing who the chairmans are of all the new committees. I've been elected as the chairman of public safety and law 01:20:06
enforcement and fire, so I'll be chairing that committee for the next two years. But they've also added other committees, which 01:20:13
we're still scratching our head and wondering why, but they're there. 01:20:20
But the goal this year is to to be productive and successful the next two years before the 2026 elections. 01:20:28

Thank you for that. And so I've been tasked with presenting a couple of things and then I'll turn it over to the other supervisors 01:20:45
as they have a few things probably as well. So congratulations on your re-election. Appreciate that. And I know that you and 01:20:51
representative Black men are both friendly, very friendly to Hilah County and you have been and supported us in many ways. So 01:20:57
we're just asking for that same. 01:21:04
Attitude toward us, but there's a couple of things that I think the legislature. 01:21:11
Is going to need to work on and. 01:21:15
As you're facing budget shortfalls and the discussion of where your budget's going to fall, we don't want the counties don't want 01:21:20
to have to pick up that deficit. So we want continued funding in a lot of the things and maybe even increased funding in a couple 01:21:28
of the things that concern us. So the probation officers that we have are actually state employees. 01:21:36
And so the budget there is only just short of $11 million or so. And but it seems like it's always up for grabs every year. It's 01:21:46
not really annualized, it's not part of the regular budget. So that if that doesn't continue or there's a break and there has been 01:21:53
breaks in that funding, then we have to pick that up. Well, just a real quick interrupt you that right now I've been meeting with 01:22:01
probation and since that is. 01:22:08
Purview now, OK, we're going to look at that and see what we can do because one of the other issues is retirement as well. They're 01:22:16
under, you know, their pay scale is under DPS, it's under what Phoenix get, although it is a smaller group, but there's still law 01:22:22
enforcement. And so we're going to see what we can do about that to increasing that and giving them better. 01:22:29
Benefits this coming session. 01:22:37
Very good. And so you understand the issues that we're talking about. I'm a retired cop so yeah, yeah, OK, so in those things, 01:22:40
what's a small amount to me? 10, it's actually 10.1 million is a small amount of the state. It's it's a total deal breaker for us 01:22:48
to have a share of that. So anyway then the other is the. 01:22:55
Justice of the Peace, Salaries and the. 01:23:04
I think you're funding 40%, is that what you said, Craig and? 01:23:09
That needs to be increased. So when the, when the they get a pay raise, we're the ones that pay for it. And so and you're the guys 01:23:14
that give them the pay raise. So it it's sort of anyway. 01:23:21
I'm not sure if I'm saying all this correctly. You know, Craig tried to brief me this. 01:23:30

We have unfunded mandates or we have funding that needs to continue or increase. Yeah, I think you understand that and the 01:23:37
different we you know, you heard us talking about Difflam this morning. That's a very, it's a vital thing to heal a county. Many 01:23:44
of the other counties have never used it. I don't even whatever know what's there. But to us it's vital. And you can see they gave 01:23:50
us, they're giving us millions and we need that because we can't fix a Rd. 01:23:57
Just to fix a road cost so much money. 01:24:05
And right now we're not certain where we're, we are on the budget. We know that we have 1.3 billion and this will pass a budget. 01:24:07
And I've been told that everything is looking good right now. But that's just words. We haven't seen it on paper yet. And also, if 01:24:15
you remember to join the budget, the governor cut a lot herself, you know, and we, there was really no, no negotiations and, and 01:24:22
you might be not happy with me. I was not happy with the budget. So I was not voting for the budget. 01:24:29
And the reason I wasn't voting for the budget is because we didn't have an opportunity to read the budget. 01:24:37
We had a day and a half to read who's, I think it was 18 budget ask and we didn't have the time to read it. So I, I voted on the 01:24:42
budget, but I voted on three or four affirmative and the rest of them not voting on it until I get to read it. And So what 01:24:50
happened was we asked the speaker of the House, we had two weeks, 15 days before the state was shut down. 01:24:57
We asked for five days to read the budget, to debate the budget and write amendments that we need. Well, we were told absolutely 01:25:06
not. We are voting today and that's it. And if you don't vote, you're going to lose money. 01:25:12
And I lost money. Finale County lost $5,000,000 because I refuse to vote on part of the budget. I didn't read it that we didn't 01:25:20
have an opportunity to read it. Now the whole county lost $1.2 million for daycare centers because I refused. And they said if you 01:25:26
vote yes on everything, we'll give you your money back. Well, I don't, I don't roll like that. So I said no. And so hopefully this 01:25:32
year we'll get everything. 01:25:39
Done. We'll get all the budget asked done ahead of time instead of the the 11th hour. 01:25:46
And then we'll see what we can do about getting all the appropriations that's needed for Gila County and the other counties that 01:25:52
we represent. 01:25:55
A lot of times it's just the uncertainty of not knowing what's coming, if it's going to continue or be cut and and those 01:26:00
uncertainties really affect us a lot. Well under under the new speaker, speaker elect Steve Montenegro. We've been told that day 01:26:06
one, January 13th when we are sworn in. 01:26:13
That the budget, budget negotiations are going to start day one. And because this past year, I don't know, this past year, I don't 01:26:19
know if you, if you know this or I know some of my guys back here, we didn't really start dealing with the budget until around 01:26:24
May. 01:26:29
And that's, that's nonsense, not enough time to negotiate, not enough time to do amendments or anything. So he says January 13th 01:26:35
as we're sworn in, we'll start negotiating on the budget that day and hopefully try to have the budget done by May because we 01:26:42
still, the governor wants to wait for that first quarter to get a report back to see where we are financially. 01:26:49

Marshall, thank you for being here. I do have some some things I want to talk to you about and I think you're fully aware because 01:29:22
you mentioned one of them already and that was the dealing with the insurance folks. So we, I can't tell you the number, but 01:29:31
throughout the northern half of Hilah County, let's just say a number of people have been dropped. 01:29:39
Because of fire. 01:29:48
But it even expands way further than that. Earlier me and Craig Sullivan were in Washington state in Colville with the WIR me and 01:29:52
that was the topic of discussion all the way up there. So basically in all 11 western states, this has become an issue. And it's 01:30:01
not because people aren't paying their premiums or or whatever it is. It's just that they either get a. 01:30:11
In the mail or a knock on the door and they no longer have insurance. And what's really hard it seems to be from what I'm 01:30:20
gathering. 01:30:25
There's not a lot of people out there to take the place of those that that quit providing that insurance, yes. 01:30:30
And. 01:30:37
I from what I see it is going to take the legislature, you all down there to try and pull that back together because as you 01:30:39
mentioned, there's a lot of people that that have mortgages. I mean, that's normal fact of life. So many of those mortgages are 01:30:46
based on having insurance. 01:30:52
And when you get dropped just because you might be in the wrong spot or whatever it is or or elevation. 01:31:00
Mortgage companies don't take that into consideration. You have to have it. And when you can't get it, what do they do? And that's 01:31:09
the conversations that I'm having with a lot of different people that they're coming to me saying what's the deal and. 01:31:17
There's nothing that I that I see as a county other than to support you all in some kind of, I don't know, a bill or something 01:31:27
that would mandate them to provide insurance basically. 01:31:34
We do have a bill, we are working on a bill right now. And however, though we have some little battles with the real estate 01:31:43
industry and all that, however we are able to come to an agreement with the real estate agency now. 01:31:50
Statewide that they're going to support this bill. So now we're meeting with the other insurance companies, not just your 01:31:57
insurance agents. We're meeting with the heads and that's what the ad hoc hearing is for because we're going to give the voices to 01:32:04
the people to vent and share. You're, you are also mentioning about the mortgages. You know, when the mortgages, once you lose 01:32:10
your house, you know, what do you do? Well, what's happening with some of these folks? 01:32:16
The mortgage mortgage company is putting insurance on. 01:32:23
Them, but is it either triple or even more than triple what they were normally paying? That's through the mortgage company. So 01:32:27
they're being robbed by the mortgage. That's why they're walking away from it. If you're only paying $1200 a year at one time 01:32:34
young, you're paying 5000 a year or 7000. It's ridiculous. So we do have a bill that will be introduced day one at the legislature 01:32:41
and stuff and and Lord willing, it'll pass through. 01:32:48
And what they see that Bill, I don't want to divulge a lot yet because. 01:32:56
There's a lot of changing going on, a lot of Wheeling and dealing with insurance companies, the real estate company and all that 01:33:00
real estate companies. So, but basically what it is going to say is that you will, in the state of Arizona, supply insurance for 01:33:07
all homeowners, not just homeowners in the, in the, in the urban areas, but also out in the forest throughout the state. And it's 01:33:15
a mandate that they're going to have to support. And so far, like I said, the real estate agencies. 01:33:22
State lobbyists are all on board with it right now. 01:33:30
That that'll, that'll be good if we can work that away and get something done because it's just continuing to get worse right now. 01:33:35
So I really appreciate you on that. And also if you all need support or whatever from me or if we need to go through the county 01:33:42
and get on agenda where we can all vote on it, I'm sure hopefully we can do something. But if we can work the deal before the ad 01:33:49
hoc hearing, I won't have to call witnesses. But if we have to go through the ad hoc hearing, I'll be. 01:33:57
Definitely will be calling you to come down testify. Absolutely have people lined up, families lined up to testify. 01:34:04

Another, another. I don't know. I wanted to talk to you about and I'm really glad you're here today. It saves me the phone call of 01:34:13
you going down the road trying to talk to me, hearing about all this, but you made me drive all the way. 01:34:19
So last year, well for, for about 7 years now, the county has had a youth program every year. And we work with the other 01:34:27
municipalities in the county, town of Globe, town of Payson, Winkelman, Hayden. And what we do is we go out there and we hire 01:34:34
these these kids out of school for the summer. It's a six week deal and we place them in these different municipalities and then 01:34:41
they pay for them up front. 01:34:48
Invoice us, we reimburse them. It's been a really outstanding program. 01:34:56
Been really good. 01:35:00
A year ago, I was able to sit at a roundtable meeting in Superior with the governor and. 01:35:02
Got around to my presentation anyway. I brought up the fact of this program we have in Hilah County. Now you got take in 01:35:13
consideration the state has a WIOA program that works with youth, youth as well. My opinion, and it's just my opinion, is that in 01:35:20
a lot of ways they tie their hands behind their back on that program. It's not. 01:35:28
A lot of it doesn't make sense, just just throwing it out there, but we have our own here and that's what we've been doing. 01:35:37
I briefed her on our program, on and on and on and her staff was sitting there and later we were able to speak with her staff on 01:35:45
it. They called back and what it ended up being is is they had passed along about $300,000 of leftover money that basically WIOA 01:35:52
or whoever couldn't spend and they gave it to us to put in our youth program. 01:36:00
Which was a big benefit to this county, but it also did something else that we had kind of. 01:36:08
Kind of been not looking out real close and not asking questions, but we border Canal County and Winkelman and Hayden down well 01:36:15
across the road is Kearney and Dudleyville and whoever else post office is on this side over here. Kids go to school here at at 01:36:24
this school or whatever. And so but what is this extra money from the state did for us? It allowed us to cross those county lines. 01:36:32
With the with working with the the district supervisor. 01:36:42
Who is Jeff, 30, supervisor 30 and me and him, we work quite a bit together across boundaries, but we were able to put together a 01:36:46
a really good program and it's thanks to Kathy and our HR department and several others. 01:36:54
But what we've done is, is we've kind of maxed it out. We've had about 70 plus kids in this program last summer. There's only so, 01:37:03
so much we can do as far as working with municipalities or the county government as a whole. There's only so many places you can 01:37:09
put these kids to work. 01:37:15
I for one want to take a look at this and try to reach out in some different aspects like to a PSSRP, the hospitals and start 01:37:23
working with with some of these. Now there's a gifting clause that we have to deal with in the county. You know, that's why we use 01:37:30
municipalities. And Joe, you can jump in here if you want. 01:37:38
But what I'd like to do is try and expand this and see if there's a way we can work with some of these other areas. 01:37:47
On some of these kids, we've had kids that are interested in becoming doctors, lawyers, mechanics, all this. And if we can broaden 01:37:54
that and be able to help these kids get a foothold in what they want to do, we all win. You know, in my opinion, we're kind of way 01:38:01
behind the power curve on a lot of people that's my age or a little younger. You know, some of them were going to be able to help 01:38:07
and a lot of them were not going to. 01:38:14
But if we can tie into these kids that are coming up and justice getting ready to jump into life in whatever direction that they 01:38:22
want to go and we can give them that boost, we're going to win on that one. That's that's where we're going to get ahead of 01:38:29
everything. But I, I'm probably going to need to work with you guys somehow, someway, because the gifting clause is statute. 01:38:36
And I don't know if there's a way of working with that to for special programs or something that we can can look into a little 01:38:44
harder because I honestly believe the way your WIOA program goes in the state. 01:38:52
I, I would have a hunch that's going to be leftover money about every year and there's no reason for it to be turned back or not 01:39:00
used. So I can tell you there's. 01:39:06
Other agencies too, that I won't bring the agency up right now, but it had over. 01:39:13
400 million leftover this year. So there's a lot of agencies that we can contact and but we do have to go through the governor's 01:39:20
office to get that approval. And you know Chad, so we have a, you know, a good working relationship up there and we can get a lot 01:39:26
of things done that way too. But and so basically what I'm saying, the point is that there's other agencies that we can go outside 01:39:32

And reap the benefits. 01:39:45
You know that we, we just can't do enough for our youth. We really can't. And so if there's some way we can work together or see 01:39:50
what's out there, is there a direction we could go? It would be awesome to do that and, and it'd really be nice to. 01:39:57
I don't know, maybe change some things in the WIOA program or whatever to lighten it up a little bit and we can look at that as 01:40:07
well. And I can give you just one example. You know they focus on on out of school youth. 01:40:13
So the kids that are going to school in some instances can't apply because they're in school. Well, just because you're in school 01:40:21
doesn't mean you don't need some money. A lot of these kids that we deal with every year, a high percentage, Kathy could tell you 01:40:28
more, but a high percentage of these kids, they're not working for themselves to be able to go buy whatever it is they want to 01:40:35
buy. A lot of them will be up front and in your face and tell you I'm working to help support my parents. 01:40:42
And give by. And so we're almost, umm, we're almost, I don't know. 01:40:50
Discriminating against the kids in school, you know, that are making the effort to go to school and, and, and everything by 01:40:58
focusing just on the out of school use so that there needs to be some, some, some changes in there or whatever. But from our 01:41:06
county standpoint, what we're doing is working and we've proven that and I have no intentions of letting that go for the next 4 01:41:13
years. So hopefully we can go up, but I want to improve it. I want to build it bigger. And what you're saying to the. 01:41:20
Plenty will expand the program. Yes it will. 01:41:28
Well, you know, if you and the chairman wanna meet me at Mike's Fish and Chips and Payson gotcha, we can wheel and deal. 01:41:31
After you address the open meeting laws. 01:41:39
So so one more thing and I want to go back to different difflam has been. 01:41:44
Huge help to heal accounting in more ways than just just the fire stuff. 01:41:51
I mean what they did with this on the fires is just awesome. 01:41:58
But Difflam has also become a part of the contracting and management on our National Forest with a good neighbor authority. 01:42:02
They've been able to partner with the Forest Service on on a lot of our projects, especially in the Payson area, timber sales 01:42:09
thinning things of that nature. And I only see that becoming more and more. The Forest Service in the past years is, you know, 01:42:17
they've lost some staff and they kind of. 01:42:24
Got cut back quite a bit, but it seems like Difflam is really stepping in there and and. 01:42:31
To help them hold that together and help with a lot of those other projects. So I would just ask you or urge you, whatever you 01:42:38
know, if you can do to support that different department, that particular department. We really need to we need to keep on going. 01:42:46
And you know, we do have a force problem. We really do. You know, I had I ran a bill, started to run a bill last year on. 01:42:54
Clean Force initiative. 01:43:03
And they got held up for whatever reason. But we were trying to bring in other agencies, other companies that come into Arizona to 01:43:05
help thin out our forest. Right now we have 1 company and one company will be here 100 years trying to thin out for us. So I was 01:43:12
trying to bring in two additional companies so that they can work from the north, the east and the West. And you know, it might 01:43:20
take 20 years, but the Apache Reservation, the White River Apache Reservation, they have cleaned their force out. 01:43:27
Amazing job, you can drive a big rigs through the horse and it looks good. 01:43:35
I don't like it personally because it messes with my hunting but that's that's selfish. 01:43:43
Additional equipment and, and we would have two or three paper mills going at one time. So that's my goal and that's a good goal. 01:44:19
The one thing I'm envious of the reservation, they're able to do a lot more than we can on this side. And the reason being is the 01:44:27
hoots that we have to go through compared to theirs is way more extensive. And, and I say that because. 01:44:35
As Craig heard when we were in Colville, WA, you know there's a lot of different issues when it comes to managing natural 01:44:44
resources. 01:44:48
And the one thing that is a constant denominator in all this is your T&E species and NEPA. 01:44:53
And that's a federal thing. I, I get it. I'm really hoping that in the next few years maybe that can be revamped. I'm not saying 01:45:02
take it away. I'm just saying take, take and revamp it so it isn't so that it can be litigated. It's about it as it is because 01:45:09
that's really what the deal is. So the reservations have an easier way with that. 01:45:17

So we actually entered into an agreement to help start cleaning that up. A lot of it is a forced issue, but but we're to help with 01:46:07
the force too. I mean 97% of us is public lands and so I don't know if there's something through the state or a program or 11 do a 01:46:15

So what we've done, we've had DPS come in, site them, 72 hours later, if it's still there, they're towed out. So, so they're 01:47:27

And umm, I don't, I, I think that could lead to more issues. Well, the citation part gives them the authority after 72 hours to 01:47:46

six months out, it's a citation because they're abandoned and then you're taken out. Well, something comes across your desk where 01:48:01

Swirling in more and more. So we try and pay our employees and increase every year. We try and keep our equipment going. We try 01:50:20
and we have 700 some miles we maintain in Healer County. So the tax base is really not here. So hearth is vital to us. And so if 01:50:28
