We ready to go, Lisa? 00:00:02
Good morning. Good morning, everyone. Tuesday, December 3rd, 2024, it's 10:00 AM. 00:00:12
Call this meeting to order. So this morning I've asked Josh Beck if he would lead us in the pledge. And Mr. Pastor Richie will 00:00:22
from the First Church of the Nazarene will lead us in a prayer right after that. And I think with him as Pastor Ardo, who will be 00:00:29
taking over after Pastor Richie. And so I wanted to make that announcement. And then I would like for everyone to remain standing 00:00:36
after that prayer. I have something to say. 00:00:44
So if you would, Josh? 00:00:51
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, 00:00:55
indivisible, with liberty and justice for all. 00:01:01
Ready to go? 00:01:12
Our Heavenly Father we are. 00:01:14
Grateful for your presence with us. We're grateful for for all the blessings that we have here. We're grateful to be able to live 00:01:17
in such a beautiful part of the world. 00:01:22
We are grateful for you and county and the leadership. We pray for your blessings on our supervisors Christensen, Humphries and 00:01:29
Klein. Ukraine was a much care owed them. Ukrainians will give them wisdom and values. 00:01:38
Great board for all of our Sheriff's Office deputies and those who work in jails and those who work in the various offices, and 00:01:48
you'll watch over them and apply for them, protect them and bless them. Give them wisdom now. Lord, commit this time. 00:01:57
Did you ask for your wisdom and guidance and your meetings? 00:02:08
And we pray all these sinners in your holy name, Amen. Thank you and thank you for remaining standing. I want to acknowledge the 00:02:13
fact that the Healer County assessor passed away, Joseph Williams, over the Thanksgiving weekend. And so I would like to us to 00:02:20
reflect on that. 00:02:27
And his loss, his family's loss, friends and fellow coworkers for him. 00:02:36
And I would also like to include in that reflective time two young men that were killed in Tonal Basin over the weekend, also 15 00:02:43
year old in a shooting. And so there's going to be a lot of hurt there in those families as well. So if you would. 00:02:53
Will have a moment of silence to reflect on those things. 00:03:04
Thank you very much. 00:03:17
OK, let's go ahead and get started with. 00:03:27
Our public hearing 2A information discussion action to authorize the increase of the tonnage rate for landfill fees by $18.00 00:03:32
effective January 1st, 2025 while maintaining the minimum load at the current level. Good morning, Melanie. Good morning Chairman 00:03:42
Christensen, Supervisor Humphrey and Supervisor Woody Klein. First of all, I just wanted to thank you for allowing us to have. 00:03:52
This public hearing today. 00:04:02
We've gone over a lot of things in the past, work sessions and board meetings and. 00:04:06
And this is an exercise that we do on a yearly basis and we're going to continue to do on a on a yearly basis to make sure that 00:04:16
the landfills are on track. We've talked about the enterprise fund being a 6040 split. What are 60% of revenue is used for 00:04:23
operational costs and then the other 40% is put aside for capital projects. 00:04:30
Capital equipment, landfill expansions and other things that need to be done in the landfill, kind of like a savings account. 00:04:38
Again, we we touched on the wake of COVID-19 and the increased cost to the expansion that we did in at the Russellville Torrential 00:04:47
with Cell 3A and the need to purchase land for the Buckhead Mesa Landfill expansion through the Town Site Act purchased. 00:04:55
Chris Supervisor Christensen or Chairman Christensen brought up. 00:05:05
A question at the last board meeting of what would happen if we decided to get out of landfill business and. 00:05:10
And what would happen is we'd end up with some transfer stations because a private company wouldn't be able to come in and 00:05:20
actually purchase that land at the by the Buckhead Mesa landfill to do the expansion there. And again, here in Healer County, 3% 00:05:26
of the land is privately owned. 00:05:33
So that's a really great opportunity that we have out there. And this is one of the things that this fee increase is gonna work 00:05:39
towards. So we did our due diligence with the fee increase. We we put the public hearing notice and the piece in Roundup on 00:05:49
November 15th, 2024. We also went and put it in the Silver belt on November 20th, just as a good faith to let everybody know. 00:05:59
We posted the increase notices at each landfill and one at 745 N Rose Mofford way. That way the public would have access to what 00:06:09
those fees are going to be. The last fee increase to place in 2017. And I just found out last night that actually we increased the 00:06:16
ton of cheese for commercial. We also increased the tonnage fees for residential, but we did not increase the tonnage fees for 00:06:24
green waste in 2000. 00:06:31
17 so the tonnage. 00:06:39
What hasn't been increased for Greenway since 2008? So I found that interesting as well. 00:06:41
So the new fee schedule would increase by $18.00. So it could residential waste at $62.51 per ton, commercial waste that's $71.12 00:06:48
per tonne, and green waste at 5250 per ton. The minimum load fee would stay the same, so any resident that was taking their waste 00:06:56
every seven days instead of. 00:07:03
Using a waste hauler, their fees would not increase, so they would still be paying the minimum loan fee of $7.50 for those minimum 00:07:12
loads of 320 lbs as well as the green waste minimum load fee of $5.00 for 280 lbs. 00:07:19
The Board of Supervisors may determine that a lower rate. 00:07:30
With a probability of additional fee increase in the near future would be an acceptable alternative. The board item gives us three 00:07:35
different options. 00:07:40
To save the current rate, we would need to borrow $7,000,000 in seven years. 00:07:46
At $14.00 per ton, we would need to borrow half a million dollars, $16.00. We would have to borrow $700,000 before we were able to 00:07:53
do any expansions, and at $18.00 a ton, we would not need to borrow money to expand the landfills. 00:08:02
So pretty much that's all I have. If you have any questions. 00:08:16
Thank you, Melanie. Supervisor Humphrey. 00:08:21
I, I don't have any questions because most of the questions that I had have been answered as we've progressed with this. And, you 00:08:25
know, almost I, I apologize for having to do this, but it's extremely expensive to operate the landfill and to keep it going and 00:08:33
to do these expansions and to, to have to have money for when we close them and, and like you say, a private company come in. 00:08:42
No one can get the land. No, no one else has. 00:08:52
Has showed up to operate a landfill. So what what would happen if if if we didn't operate landfill Healer county could not be a 00:08:55
very comfortable place to live if no one had anywhere to take the their their trash. And so you know, I like I say I almost feel 00:09:03
like I need to apologize that that we have to continue doing this and we have to increase the cost to do it. 00:09:12
But but it but it is necessary. 00:09:21
To keep us from, from having difficulties later in trying to close the landfill or, or, or trying to operate it as, as it should 00:09:25
be operated. And so I, I have no questions and, and I appreciate all of the work that that staff has put in to the calculations 00:09:35
and keeping us on track going forward. So we're not hit with a multi $1,000,000 emergency. 00:09:44
And so I appreciate that very much. And and to the constituents, like I say, I, I feel like I almost need to apologize for us 00:09:54
providing this service to you and having to increase the cost. That's that's all I have. I think Pfizer, Pfizer Klein, thank you, 00:10:02
Mr. Chair nominee, thank you. Bring this together during our work session. 00:10:10
When you presented, there was a lot of talk about different equipment and stuff like that. Now if we bumped it up to that $18.00 00:10:19
extra a ton, this is going to go just for the land expansions, not into equipment, right? 00:10:27
Supervisor Chairman Christensen, Supervisor Woody Klein. Thank you for your question. 00:10:38
So the Enterprise Fund 6040 split. 00:10:47
That 40%, which in this case with our revenue being around $2.6 million is about $900,000 that would go into the fund balance. 00:10:50
Even if we were to keep the equipment that we have currently, that type of equipment, this money would go towards equipment, yes. 00:11:00
So even our equipment is outdated. It's over hours for operation. They require a lot of maintenance and so this money would go 00:11:08
towards purchasing. 00:11:16
New equipment, a portion of it, and so on the. 00:11:25
The spreadsheet that we do every year, we've allocated $300,000 a year towards equipment and a piece of equipment like a landfill 00:11:30
compactor costs about $1,000,000. So that $300,000 is really either payments made for that piece of equipment or we can save that 00:11:38
money and then buy it outright in about 3 1/2 years. 00:11:47
So a small portion of the increase does go towards. 00:11:56
Capital equipment purchases, yes. 00:12:02
And so we also talked about doing the $16.00 a ton. And what you guys are still thinking is that if we went that way out, we would 00:12:06
be back in front of the board sometime for an additional race. Yes, it would be prior to 2033. We would need to go back to the 00:12:14
board and ask for an additional increase. We would be -700. 00:12:23
$1000 in 2033. 00:12:32
So that's if everything stays as if as it is right now. 00:12:35
Yes, if inflation drops, things drop, maybe we wouldn't be there, correct? 00:12:39
OK. 00:12:47
Unlike Supervisor Humphrey, I don't like raising fees on landfill. I really don't. And our dollar dumb day will stay the same. 00:12:51
And the transfer station in Young will stay the same. Yes, we we are making some changes there, meaning some staffing changes, but 00:12:59
other than that we don't have any. 00:13:05
Like there's a possibility of bringing in a scale, something like that, but other than other than that, no real changes up there. 00:13:13
OK, Mr. Chair. 00:13:22
Thank you, supervisor, and thank you now Melanie, for everything. 00:13:24
I I'm. 00:13:30
One to say I support the $18.00 simply because it creates a future stability for those that are in the business of. 00:13:33
Garbage business that they know that it's going to last for a while, that that we're not going to do a little now and some more a 00:13:43
little later and some more a little later. So it creates a little bit more stability even though it is a leap. 00:13:50
I have a question now like on these minimums like the the bottom 3, they're all going to stay the same. So what are the weight 00:13:58
limits there? Just for my own knowledge. You drive up the commercial, residential and green waste, you get charged 5 or 750. 00:14:06
How much weight is that up to? So for residential it's 320 lbs, for commercial it's 280 lbs, and green waste loads would be 280 00:14:16
lbs. 00:14:22
And then we still have the dollar day, so all that stays the same. 00:14:30
Um, let's see, I don't know that I really have any other questions other than I think that the increase, the reason it's this way 00:14:37
now is because we just haven't kept up with the inflation and the increases as we probably should have in retrospect. So we're 00:14:45
running a, it's good that we're looking into the future and saying, look, we're going to be insolvent if we don't act soon. 00:14:53
And so. 00:15:01
That's just my thoughts. 00:15:03
Anyway, anything else before we call for action? 00:15:05
OK, Yeah. 00:15:12
I uh. 00:15:15
If we went for the 16, we'd be good till 2033. 00:15:17
We would survive. We would need to borrow money if everything stayed the same, so we would basically be passing it off. 00:15:26
To 2033 to do a huge increase to pay off the loan that we need to acquire. 00:15:38
And that's that's about 700,000, yes. 00:15:46
OK. 00:15:55
OK, so. 00:15:57
With that, I, I think I'm sorry, I'll pick you, yes. 00:16:01
This is the part I always goof up. So anyway, I'll close our discussion there and call for comments from the public. Anyone here 00:16:07
in Globe? 00:16:11
Anyone in Payson? 00:16:17
Anyone Cassandra on YouTube? No. OK, that's a little surprising to me. I'll close the public hearing portion and call for a 00:16:21
motion. 00:16:26
Mr. Chair, I move to authorize the increase of the tonnage rate for landfill fees by 18 dollars. 00:16:32
Effective January 1st, 2025, while maintaining the minimum load at the current level. Mr. Cheryl, second that we have a motion and 00:16:40
a second to approve. Those in favor say aye, aye aye. Motion carries unanimous. Thank you, Melanie. 00:16:49
Regular agenda items. Item three. I'm sorry Marin, you can have a seat. Again, we're going to go a little out of order. It's been 00:17:00
requested that we do items 3, JK and L. These are all Woody's I. 00:17:07
Items that Woody has, other things that he would like to do, like feel better. So well, I don't want to share. 00:17:17
Yes, and we don't want him to share. So let's start with item 3J. 00:17:26
It could have been on the phone for this. Oh, it's information discussion action to approve Intermental Government Agreement 00:17:32
number 1004 with San Carlos Apache Tribe in the amount of $60,000 payable as follows, $30,000 to cover the period of January 1st, 00:17:39
2025 through June 30th, 2025 and 30,000 to cover the period July 125 through December 3125 to support the maintenance and public 00:17:46
roads located within. 00:17:54
In the boundaries of the San Carlos Apache Indian Reservation and Melanie, you have a presentation on that. 00:18:02
Yes, good morning again Chairman Christensen and Supervisors. I do Camaros on vacation and so I am sitting in for him and back. 00:18:11
Some background information is at Hilo County has been in discussions with the San Carlos Apache Tribe since 2004 trying to make 00:18:18
this happen and here we are. 00:18:25
Today. 00:18:33
It's the Antenna County to provide $60,000 to the Tribe, payable 30,000 to cover the period of January 1st, 2025 through June 00:18:35
30th, 2025 and 30,000 to cover the period of July 1st through December 2025. 00:18:43
It's for the tribe to support maintenance of public roads located within Gila County in the boundaries of the San Carlos Apache 00:18:53
Reservation. The IG contribution will be paid out. 00:18:58
Of the county's general fund. 00:19:05
The Board may approve an IGA in order to provide funding to support maintenance of public roads located within the boundaries of 00:19:10
San Carlos Apache Reservation. Public for funding Rd. Maintenance supports the safety and welfare of the residents living and 00:19:17
traveling on the public roads located within Gila County in the boundaries of the San Carlos Apache Reservation. 00:19:24
Funding for the Public Rd. maintenance supports the safety and welfare of the residents living and traveling on the public roads 00:19:33
within the exterior boundaries of the reservation, which are within Gila County, therefore public. The Public Works Department 00:19:38
staff recommend the Board of Supervisors. 00:19:43
Prove IGA number 100224. So this is um. 00:19:49
This is oh, sorry. 00:19:58
Yeah, we're definitely in support of this. We think that it benefits the residents of Hilah County, not only the residents of the 00:20:02
reservation, but other county residents that travel on on those roads as well. And we're in support of this. So if you have any 00:20:09
questions. Thank you, Melanie. Supervisor Humphrey, Chairman, my apologies, can I jump in? Absolutely, Jessica. Yes. So the way 00:20:16
that this agreement could work best is if we. 00:20:22
Have it be an economic development grant. So I just want to make sure that the board also finds that it's for the benefit of the 00:20:30
public. 00:20:33
OK. Thank you. 00:20:38
Supervisor Humphrey. 00:20:41
I, I, I guess I have a few questions. You know, the, the expense of maintaining roads anymore is just crazy. And so I, I guess, I 00:20:47
guess one of my questions and, and maybe you can't answer it, maybe it doesn't need to be answered. Is, is how we came up with the 00:20:54
60 and, and if, if that's the limit on our economic development. 00:21:02
Money or, or what I, I was just kind of wondering that magical number is not going to get a whole lot of Rd. maintenance done. 00:21:10
And, and it's not that I don't, you know, support it. I, I'm, I'm just wondering that that's not going to benefit roads a whole 00:21:18
lot in my opinion, with the cost of, of repairing roads, although every little bit helps. 00:21:25
And then I, I, I guess my other question is, is, you know. 00:21:34
Who or how are we going to know how or where this money spent and that it is going to be in charge of San Carlos? And, and like I 00:21:40
say, I I'm in support of it, but those are the two, two questions I have. And maybe there's answers or no answers and either way 00:21:48
it's fine. That's just questions that that. 00:21:55
Seem to go across my mind when we were going over this. 00:22:04
Chairman Christensen and thank you for your question, Supervisor Tim Humphrey. Within the IGA, there is a reporting period. So for 00:22:10
the the payment period, January 1st, 25 through June 30, 2025, there is a reporting stipulation where they're required to give us 00:22:20
their accounting, what they did on which roads and how they use that funding. 00:22:29
I. 00:22:40
Wasn't there during the negotiations of the actual dollar amount. And someone else may be able to answer that question that this 00:22:41
comes from a request from the San Carlos Apache Tribe. And so I, I, I'm thinking that $60,000 is what they feel is appropriate to, 00:22:51
to maintain the, the areas that they need to maintain. If that's what they requested, then that that's good. 00:23:00
So I can speak to this quite a bit, but. 00:23:11
There was, there was a lot of back and forth on, on the roads where the roads were and and like normally said, there is a list 00:23:15
that's put together and the reporting process is there. And so you know, looking at that, talking with the that's kind of where we 00:23:22
came up with the $60,000. 00:23:28
This question that came up and like I said, I do support it and I was just kind of those were questions that I had. 00:23:37
So thank you, Melanie and supervisor Klein and chairman on gun. Thank you surprise the client anymore like no, I just want to 00:23:45
thank Jesse couldn't her department for helping us with this. It's been a it's been a long road. We've we've been working on this 00:23:52
since I got an end off and so it's been a long time coming and and I you know, this is this is something we can start with and see 00:23:59
and go from there how it works. 00:24:06
And so. 00:24:14
Yes, my apologies. For audit purposes, there are certain clauses that we did not include for the economic Development grant. So if 00:24:17
we could please make the motion with the caveat that there will be an amendment to this IGA, I will get that over to Kathy today 00:24:23
for the Tribe signature. 00:24:30
Thank you, Jessica. So I have just a couple of things. I have no doubt that the money can be well used and I presume that these 00:24:38
are roadways that tourists and a lot of people from Gila County off of the reservation will use to go to the various. 00:24:48
Things they want to go and see. I'm assuming that's what it's for. 00:25:00
And I do agree that probably won't go very far. So one thing though that I would like to suggest. 00:25:04
And that is that the money not come out of the general fund that come out of the. 00:25:13
Lottery fund, if that's possible, I think that that would be a little. 00:25:22
Easier to swallow for the taxpayers of Hilo County that the money is coming from there rather than the general fund. I just think 00:25:27
that that would be helpful. 00:25:33
One thing too in the middle of all this, Mr. Chair, is that they are using their own equipment. So that's where we can have a 00:25:40
little bit better benefit on the price. They're not going to rent it. 00:25:45
So this money would generally be used for material and wages and cost of doing the road OK. 00:25:51
So that's the only question. So we have a lot of caveats to it. I will call for a motion. We need to include benefit for the 00:26:01
public. We need to include an amendment to make some of the changes that we have discussed, including where the money comes from, 00:26:07
OK. 00:26:13
OK, Jessica. OK. All right. So we're going to give Woody the chance to do it right first time, and I'll probably mess in and if he 00:26:20
messes it up, we'll get some more instruction. I'll call for a motion. 00:26:26
Mr. Chair, I'll make the motion to approve the intergovernmental agreement number 100224 with the San Carlos Apache Tribe in the 00:26:33
amount of 60,000 as presented. That has been determined to be for the benefit of economic development and. 00:26:41
What was the other one? 00:26:52
Will be an amendment with the condition that there will be an amendment. 00:26:53
And it's for the benefit of the public. Yeah, I got it. I already got all that in. We good go. All right, we have a motion. I'll 00:26:58
second motion in the second to approve those in favor say aye, aye. Motion carries unanimous. Thank you. And item number K is 00:27:06
information discussion action to approve economic development agreement number 100424 between healer county horizon health and 00:27:13
Wellness in the amount of 1000 which the board is determined to be for the benefit of the public. Mr. Klein. 00:27:21
And so this is a economic development that we've been participating in every year. It's for a good 'cause they they actually 00:27:29
support about 600 kids and underprivileged families. And so they've been able to take this and help through the holidays or 00:27:36
whatever. And so I just wanted to carry it on and. 00:27:44
Go. Go again this holiday, Supervisor Humphrey. Haven't I split this with you in the past? Yeah, you want to. 00:27:53
OK, so, so I did help on this one as well, Yeah, because it seems like we've been partnering on this one since we've been in 00:28:02
office, right? And so yeah, if, if, if I did partner in this, then yeah, I. 00:28:08
I thank you. I would, I would. I was just, I was just checking to be sure that they were covered with their needs. And so anyway, 00:28:16
that's all OK, thank you and. 00:28:23
OK, with that, I'll call for motion. Mr. Chair, I move to approve Economic Development Agreement number 100424 with Horizon Health 00:28:31
and Wellness, which the board has determined to be for the benefit of the public. No, I'll second that. Mr. Chair, we have a 00:28:39
motion and a second to approve. Those in favor say aye, aye, aye. Motion carries and item L information discussion action to 00:28:46
approve Intergovernmental Agreement number 100324 between Hayley County and Christopher Coles. 00:28:53
Our district in the amount of 10,000 was the board determined to be for the benefit of the public under. 00:29:01
And thank you, Mr. Chair, and this goes back to the day that we helped help them with drilling a well. They did get water and a 00:29:07
lot of water, but their next step is to actually put some restroom facilities in that building. And they use it a lot for staging 00:29:14
government engines and firefighters as well. So, so there's 10,000 won't do it, but they're planning on fundraisers and and using 00:29:20
it as leverage for some other grant monies. 00:29:27
To to put it in there. 00:29:35
That are taking more questions and this is constituent money. 00:29:37
So yeah, I I have no questions, Mr. Chair. 00:29:41
Yeah, I have no questions other than I was also partner. 00:29:48
Before you want to partner on this, I would like to if that's not too much trouble. 00:29:52
So let's we're getting nods. Yeah. OK. So let's do that. And with that, I'll call promotion. Thank you, Supervisor Christensen. 00:29:59
I'll make the motion to approve Economic Development Agreement number 100324 with Christopher Coles Fire District, which the board 00:30:06
has determined to be for the benefit of the public. Mr. Chair, I'll second that. We have a motion and a second to approve. Are 00:30:13
those in favor? Say aye, Aye, aye. Motion carries. 00:30:21
Supervisor Klein, are you I'm, I'm gonna leave it to you guys, right. And thank you for very for allowing me to do that. We wish 00:30:29
you well. We'll see you 17th. And so we'll continue with our meeting. We still have a quorum. 00:30:37
Item 3A Information discussion Action authorized the Hewitt County Finance Department to disperse State of Arizona deputy and 00:30:47
detention retention funds to eligible Healer County Sheriff's Office employees in the amount of $5000 before taxes as defined by 00:30:54
Arizona Department of administration agreement number DBF FY23L22 Chapter 31304 with ELA County. Good morning, Mary, good morning, 00:31:01
Mr. Chair, good morning super. 00:31:09
Humphrey, We had funds leftover after we had dispersed all of the. 00:31:16
Allocated funds were eligible line level staff and this is a plan that the Sheriff's Department, including Sheriff Shepherd have 00:31:23
come up with in order to disperse additional funds. With your approval, this will be included in Friday's paycheck for these 00:31:31
eligible individuals. OK, thank you, Mary. Supervisor Humphrey. 00:31:38
Um, yeah, I, I guess and so, so the department will determine on how the $5000 is dispersed amongst the employees or will it just 00:31:48
be split evenly or? 00:31:54
There's a list attached to the agenda item and it was based on recruitment date. 00:32:04
And it's $5000 each. 00:32:11
For a total of 70,000. 00:32:15
For eligible individuals. 00:32:18
OK. Thank you. Already received the money from the state under this agreement. 00:32:22
Thank you. 00:32:28
OK, thank you. So I have no questions. And with Tara, I'll call for motion. Let's share. I move to authorize the Healer County 00:32:30
Finance Department to divorce to disperse State of Arizona deputy and detention retention funds to eligible Healer County 00:32:38
Sheriff's Office employees in the amount of $5000 before taxes. 00:32:46
And I will second that motion. All those in favor say aye. 00:32:55
Aye, aye. Item 3B Information, discussion action review the submitted bids for Request for Proposal number 061324, Financial 00:33:00
Consultant Services and award a contract to the lowest, most responsive, most responsible and qualified bidder. Mary. Good morning 00:33:09
again, Mr. Chair, Supervisor Humphrey, Our last work session we mentioned that we would be bringing this today. 00:33:18
These particular financial consultant services. 00:33:28
Are for an evaluation of all the fees that the counties departments currently charge countywide to ensure that we are charging 00:33:30
equitable fees, that fees that are allowed by statute and fees that reflect accurately the cost of doing business for each 00:33:40
department and the services rendered. We received 2 qualified and responsive bids from MDT and from Baker Tilly. 00:33:50
And the MGT. 00:34:00
Amount is about 1/3 of the amount from Baker Tilly. We do have experience with both firms. MGT recently finished our cost 00:34:04
allocation plan and the department would request that MGT be awarded the contract and they would. 00:34:12
In their proposal, they proposed completing the work within five months. 00:34:23
Thank you, Mayor and Supervisor Humphrey, No question. 00:34:29
Hello, Marin. 00:34:33
I can see what you've done here. So just to be clear, we're going to spend some money to see whether or not we're charging the 00:34:35
appropriate amount with all of our fees, permits and all of those correct and then we'll. 00:34:42
That will show you how that shook out. 00:34:48
And then we'll also give the Board the opportunity to consider fee schedule amendments as determined to be necessary. OK. And you 00:34:53
feel that this task is insurmountable for the our current employees to conduct? 00:35:02
In order for this type of study to be certified as being a valid place to get your fee structure from, we should use an external 00:35:12
CPA promise. OK thank you. 00:35:19
Supervisor Humphrey, would you prefer to have us alternate on making motions? Mr. Chair, I can do it or we can alternate it. OK, 00:35:27
please go ahead. If you'd like to make a motion, I move to award a contract to NGT Impact Solutions LLC in the amount of 99. 00:35:37
$1000 in responsive request for proposals number 061324. And I will second that all those in favor say aye, aye. Thank you, Marin. 00:35:49
And we'll go to item 3C, information discussion action to approve the settlement agreement and accept the related quick claim deed 00:35:58
and conveyance of real property with Hilah House Incorporated. Josh beck. Good morning, chairman, Supervisor Humphrey. 00:36:08
So in the 2020 during COVID, there was discretionary funds through the Department of Housing that we did a pass through with the 00:36:18
pilot house to renovate the Willow Motel. They took the money and purchased the Willow Motel. We received an additional grant to 00:36:26
do the renovations. The there wasn't. 00:36:34
There were issues with the landfill fees and stuff under estimating and communication on how that would work and the lead and 00:36:43
asbestos in the property, which made doing what he house had originally proposed a little bit more expensive than it was going to 00:36:49
be. Instead, we took the second set of funding and actually worked and purchased a property on Maple Street and we accomplished 00:36:56
the goals that we needed with a different set of funding on Maple St. 00:37:03
Here we are in 2024, the original property that was purchased as a pass through with the county funding to heal a house. 00:37:10
Had anything accomplished with it? Most of our grants that we do with the state, with DES and ADOH, usually if you haven't spent 00:37:18
money for six months, it kind of kicks into the clauses in the contract. Obviously they've been really willing to work with us to 00:37:24
do something with this funds, but we decided at this point what we need to do was to kind of try to close this grant out for the 00:37:30
state and for Healy County. So we worked with Hilah House and County Attorney's office and we decided the best way to do this was 00:37:36
to 1st relieve them. 00:37:42
From many financial liability things to do the quick claim deed to sign the property back to the county. And that's what this 00:37:48
action is for us to get this property back in the county's hands so that I can continue to work with Department of Economic 00:37:55
Security to try to find something that we can do with the property that would somewhat match the original intent of the grant. 00:38:02
My plans are to do the next step, if this is approved, to work with the City of Globe. Since the properties in the City of Globe, 00:38:10
I have a meeting scheduled with Bindo and we'll probably work with Mr. Jepsen and try to see if there's something we can do with 00:38:15
that property. 00:38:19
Lots of ideas, whether it be a park or working with a contractor that wanted to purchase the property to do some kind of low 00:38:24
income housing or something, something we can do. I can save my conversations with the Department of Economic Security. This has 00:38:30
actually been with the directors office there. They've been pretty willing to work with us to resolve this in whatever kind of way 00:38:36
that we can all agree on. So and this is the first step to kind of clear up the mist that was left behind and try to do something 00:38:42
good with the property. 00:38:48
I know that, you know, one of the things we're working with the supervisor Humphrey and with that polite fund that you have to the 00:38:54
county has and possibly doing that to clean up the property. So there are a lot of different ideas on the table. I'll be able to 00:39:00
move forward more with those if this is approved and we can take care of that first step. 00:39:07
OK, great. Thank you, Supervisor Humphrey. Yeah, I just want to say thanks for working with the City of Globe because that is a 00:39:14
piece of property that we got our hands tied with on what we can do with it. And so working with the City of Globe can perhaps 00:39:20
help them and us both. Thank you. 00:39:25
Yeah. Thank you, Joshua. With that, I will call for a motion. 00:39:32
I I move to approve the settlement agreement and accept the related quick claim deed and convey the real property with Gila House 00:39:38
Incorporated. I will second that motion. All those in favor say aye, aye aye. 00:39:46
Thank you, Joshua. We're on to Item 3D information discussion action to ratify the Board of Supervisors approval for the submittal 00:39:54
of A12G Fund request application to the Apache Go Casino for San Carlos Apache Tribe Enterprise Fund 12D funding to expand the 00:40:01
oral health program and accept the grant award in the amount of $12,274.97 for the period of November 1st, 2024 through November 00:40:09
1st, 2025. 00:40:16
Josh, good morning again, supervisor, Chairman. 00:40:24
So since 2022, we've really been pushing oral health in the public health department to kind of make up for some of the areas that 00:40:29
we don't have providers. So we're not trying to take any work. We're trying to kind of bridge those gaps where we don't have 00:40:34
service or service issues right now with our maternal and child health grants that we get from the Department of Health Services, 00:40:39
we can help out a lot of people that are on access, but when we're in the schools and we're helping the children that are on 00:40:44
access. 00:40:49
We don't have any funding from the state or anyone else that covers that don't have insurance or that aren't on access. And even 00:40:55
getting into schools work with people and referring them that have have difficult insurance. So we've been looking for president 00:41:01
before. We're doing what we can to look for different small grants and stuff so that when we go into schools, we can do fluoride 00:41:07
treatments, the little fillings on the back of the teeth or just a digital check up to see if we need to refer anyone. 00:41:14
And these little thoughts of money allow us to go in and work with all the students when we go to schools and not just the 00:41:21
students have access. So we saw this application. It was something actually I think we tried, reached out to us and thought it 00:41:26
would be a good fit. So we applied at the last minute and they gave us the award and then we went to a nice banquet for it. I've 00:41:31
been really good about working with us on this and. 00:41:36
It's just a good grant to make sure that the services were already doing the supplemental supplement what we're already doing to 00:41:42
reach more population than we're in schools. 00:41:46
Very good supervisor, Humphrey. 00:41:51
I have no questions. I have no questions. I'll call for motion. I move to ratify the Board of Supervisors approval for the 00:41:55
submittal of A12D fund, request application to the Apache Coal Casino for the San Carlos Apache Tribe Enterprise Fund 12D funding 00:42:02
program and accept the subsequent grant award as presented. 00:42:09
Thank you, and I will second that all those in favor say aye, aye aye, Josh. Item 3 E information discussion action approved 00:42:18
funding agreement #226-24 between Arizona Department of Housing and public Health and Community services department housing 00:42:28
services weatherization program to use low income home energy assistance program funding the amount of $382,997. 00:42:37
To be expanded by June 30th, 2025. 00:42:48
So we receive our weatherization assistance for low income individuals through two pots of money. This is one of them and actually 00:42:54
comes into the Department of Economic Security and gets divided out in Department of Housing, received some of that money as well. 00:43:01
So this is the portion of the money that comes from the Department of Housing. This grant money actually goes back to July 1st. 00:43:08
We've been a little slow on getting this process in motion this year with the state. So this is to cover this fiscal year. 00:43:15
Board of members, we already have our contract in place. We put in place I believe in August with the Advantage Home Builders out 00:43:23
of Chandler. This is the one that we've talked about in work session before. So we have a Chandler company that's currently doing 00:43:31
work. We did a six month extension on their current contract to do this work while we work on other ways of trying to get other 00:43:38
vendors on board. Supervisor Humphreys helped us with Gila Monster Construction that's looking to do some of the roofing projects. 00:43:45
And that's what. So this is the funding that funds that project. And we are still working on ways to come up with better 00:43:53
solutions. There's a lot of money out there in this area and. 00:43:58
Come up with local vendors. Again, that shot anybody that can help us out, local vendors or anything that we can do in this area 00:44:03
to keep the price down for what we do and be able to serve more homes and keep the money local. You know, that's the issue we have 00:44:09
is just trying to get vendors in this area. There's a lot of money that we can get, so we'll keep working on it. 00:44:15
OK. Thanks, Supervisor Humphrey, Thanks for continuing to work on it. It's difficult dealing. Maybe some young, young 00:44:22
entrepreneurs will be interested in helping you with spend some of that money and get certified to be able to do some of this 00:44:28
work. 00:44:33
Yes, thank you, Josh. I really don't have any questions on that. So with that, I'll call for a motion. Mr. Chair, I move to 00:44:40
approve Arizona Department of Housing funding agreement #226-24 as presented. And I will second that all those in favor say aye. 00:44:48
I thank you, Josh. We got one more for you. Information, discussion, action to approve amendment #1 the funding agreement #226-24 00:44:56
between the Arizona Department of Housing. 00:45:02
And the make sure I'm on the right one here sounds a lot like the last one. He's a public health and community services 00:45:08
department, Housing Services adding $54,653 of LIHEAP funding for a new total of $263,556. And why he'd funding and increasing the 00:45:17
total contract #2. 00:45:27
$437,650. 00:45:36
Thank you, Supervisor Chairman. So this is the again, it's the same weatherization program, same funding. We use it the exact same 00:45:39
things as before. A small percentage of money which is this part is the Department of Housing part of that's because some of it's 00:45:47
the energy providers SRP donates to these funds. We get different funding pots and to keep those separate, we have two different 00:45:54
grants for this, all with the same deliverables. This is that second smaller part that comes from. 00:46:01
Housing which is used in the same way, just making sure that we can track both of them in the deliverables. 00:46:09
Specifically for each pot of money. 00:46:14
Thank you, Josh. Supervisor Humphrey, just one question, you know, trying to encourage young entrepreneurs that may be able to 00:46:17
help you with some of this funding. Is there any training money to help some of these people that may want to get into the 00:46:23
construction business? 00:46:29
Over there is like the one week walk flash weatherization program class that they have to take can be funded by the program. If 00:46:37
there was a you know, if there was a vendor then they already had the skill set that they needed. It would pay for them to get 00:46:42
that training. 00:46:47
To meet the qualifications. Thank you. 00:47:19
Thank you, Josh, I have no questions. I'll call for motion. Mr. Chair, I move to approve amendment number one to Arizona 00:47:22
Department of Housing Funding agreement #226-24 as presented. I will second that all those in favor say aye, aye, aye. Thank you, 00:47:30
Josh. Item 3G information discussion action to approve amendment #2. 00:47:38
To contract number Ctr. 061839 Dash EZ with Skyline Builders and Restoration incorporated for the Sheriff Squadron. 00:47:47
Patrol room renovation project to extend the term of the contract to June 30th, 2025. Good morning, Joseph, Good morning Chairman, 00:47:57
Board of Supervisors. This request seeks approval to extend the contract term to June 30th, 2025 for the Sheriff's Squadron Patrol 00:48:05
room renovation. Original contract approved in January 2024 was for $32,505.40. In June 2024, the Board approved amendment #1 00:48:12
increase in the contract. 00:48:19
To $81,593.46. The Second Amendment is necessary to provide sufficient time to complete the project. The project is tentatively 00:48:27
scheduled to begin on January 6th, 2025 and be completed by March. The scope of work includes drywall repairs, electrical lighting 00:48:35
upgrades, office space creation, new flooring, ceiling green installation to improve the functionality and the efficiency of the 00:48:42
patient. Shares patrol room with that. 00:48:49
Do you take any questions? 00:48:57
Thank you, Joseph. Supervisor Humphrey, no questions. I have no questions either. So with that, I'll call for motion. Mr. Chair, I 00:48:59
move to approve amendment #2 to contract number Ctr. 061839, Dash EZ with Skyline Builders and Restoration Incorporated as 00:49:07
presented. I will second that all those in favor say aye, aye, aye, Joseph. Thank you. 00:49:16
And item 3H as the information discussion action to adopt resolution number. 00:49:24
24-12-01 which authorizes the installation of regulatory signage at the intersection of N Mistletoe Dr. and Whispering Pines Rd. 00:49:30
located in Pine in Healer County. Good morning, Alex. Good morning, Chairman Supervisor Humphrey. 00:49:40
Pretty straightforward here. It's a adoption of the resolution number 241201. So the regulatory sign that we're discussing is a 00:49:51
new stop sign. Currently, Whispering Pine Road is the main thoroughfare into the residential section on the east side of Pine and 00:49:58
right now Mistletoe Tees off of that road. With all the development that is going on in Pine, everything east of Whispering Pines 00:50:05
Rd. is now starting to be developed and there's a. 00:50:13
Coming off of there, but no, no signage right now. So after reviewing it, I was German that a stop sign would be the safest 00:50:20
regulatory sign to allow the public to access Whispering Pines Rd. to egress from that new development. I'm happy to take any 00:50:28
questions you guys have. OK, thank you, Alex. Supervisor Humphrey, no questions. So how can we not do this at that time on the 00:50:35
other direction because as it was already a three-way. 00:50:42
Already stop sign on the other side. All right, that's all I have. Then let's call for motion. This chair I moved to adopt 00:50:50
resolution #24-12-01. 00:50:56
And I will second that those in favor say aye, aye, aye. Thank you, Alex. Thank you. 00:51:03
All right, we're on to item three. I Information discussion action to review the bids submitted for invitation for bid number 00:51:12
08284, Acad Mesa Landfill Center Pond Interim Leachate Piping Project and award a contract to the lowest, most responsive, 00:51:19
responsible and qualified bidder, Eleanor. 00:51:26
Hello again. 00:51:34
Chairman Christensen and Supervisor Tim Humphrey. So this is umm. 00:51:36
This is a request to award a contract in response to the invitation forbid. It's early 2824 with a Buckhead Mesa Landfill Center 00:51:42
Pond Interim Lichi project. So on September 17th, 2024, the Board approved an invitation forbid for the Buckhead Mesa Pond Interim 00:51:52
Leachate Piping project. The IFP was advertised in the piece in Roundup newspaper on September 24th and then again on October 1st. 00:52:02
2024 the bids were due on October 17th and we got 3 responses. 00:52:12
The county received approval from the ADQ, the Arizona Department of Environmental Quality to construct a lateral expansion of the 00:52:19
facilities landfill. Cereal expansions have been added to the footprint of the landfill and during the last phase in 2018, the the 00:52:28
leachate piping was to be routed to the two other ponds in the center pond removed so. 00:52:37
Sealed bids for this project were accepted. 00:52:48
I'm at the at Heal County Finance at 3:00 PM on October 17th. There was three competitive bids that were received. The bids were 00:52:51
opened on October 17th and evaluated by ARS for 12533. Through competitive bidding, Standard Construction Company, Inc met all 00:52:58
specifications and offered the low bid price. The recommendation of the Public Works Department Director is to award the contract 00:53:06
to Standard Construction Company, Inc in the amount. 00:53:13
$60,000. 00:53:21
Thank you, Melanie. Supervisor Humphrey, no questions. I have no questions. So with that, I'll call for motion. Mr. I move to 00:53:24
award a contract to Standard Construction Company Incorporated in the amount of $60,000 in response to invitation for bids number 00:53:32
082824. And I will second that motion. Those in favor say aye, aye, aye. 00:53:40
Thank you, Melanie. Thank you. 00:53:49
All right, we've already addressed item 3, JK and L. So item 3, M is information discussion action to prove economic development 00:53:51
agreement number 10062024 between Healer County and the City of Globe, the amount of $1000 to support the annual bike rodeo, which 00:53:58
the board has determined to be for the benefit of the public. Supervisor Humphrey. Yeah. Mr. Chair, City Globe came to me and they 00:54:05
do a bike rodeo. 00:54:11
And you know, the first question was, do we still do bikes? 00:54:19
I don't know. We don't do bikes anymore. So they're doing the bike rodeo. And so they asked if I could help them with helmets for 00:54:23
their bike rodeo participants. And so anyway, I, I worked with them And so that's what this for is for is to help the city of 00:54:32
Globe for the bike rodeo. And if there's any questions, I'll be happy to answer them. 00:54:41
Thank you. Supervisor. Sounds like a good thing. So I have really no questions call for motion. 00:54:51
Not sure. I moved to approve Economic Development Agreement number 10062024 with the City of Globe which the Board has determined 00:54:57
to be for the benefit of the public. I will second that motion. Those in favor say aye aye, motion carries very good. And also 00:55:07
then we also have item 3 and information discussion action to approve Economic Development Agreement number 10052024. 00:55:17
Between Yva County and Miami, Miami Genesis in the amount of $3000 to support the small town Christmas event to be held on 00:55:27
December 21st, 2024, which the board is determined to be for the benefit of the public. Once again, Supervisor Humphrey, this is 00:55:37
every year the town of Miami does a a Christmas special Christmas and, and, and so they asked me to help them with that. 00:55:47
And this isn't for like decorations and stuff. A lot of this is to help them and because they do give gifts and, and I think 00:55:57
everyone that came through that last year, they, they gave them a book and things of this nature. So, so a lot of this is for 00:56:05
gifts for the public, for the kids to that participate in the small town of Christmas. 00:56:13
Very good. Thank you for doing that. Supervisor, I have no questions. With that, I'll call for a motion. Mr. Chair, I move to 00:56:21
approve Economic Development Agreement number 10052024 with Miami Genesis, which the Board has determined to be for the benefit of 00:56:29
the public. I will second that motion. All those in favor say aye, aye. Thank you for that. On your consent agenda items item 4, 00:56:36
we have consent agenda items 4A through. 00:56:44
E Supervisor Humphrey, would you like to have one or more removed for further discussion and voting? Mr. Chair, I'm good. I'll 00:56:52
call for motion to approve the consent agenda action items for A through 4. E Mr. Chair, I move to approve consent agenda items 4A 00:57:00
through 4. EI will second that those in favor say aye, aye aye. Very good. 00:57:08
Call to the public. Is there anyone here in Globe that would like to speak? 00:57:17
Before the board, No. 00:57:22
In Payson. 00:57:25
I don't see. Thank you Lisa and Cassandra. Anyone know how many did we have today? 00:57:27
30 very good. All right, so then I'll move on to item number six, which is our reports and we'll start with manager man love. Mr. 00:57:36
Chairman, Supervisor Humphrey, thank you for a moment. I do have a number of items over here today begin with yesterday that. 00:57:44
I participated in interviews for the Workforce Investment and Opportunity Act Executive Director position. That is, of course, a 00:57:54
program that provides training to adults and youth and. 00:58:00
There's trading dollars to help individuals to become employable, and they provide such training as writing resumes and everything 00:58:07
may, perhaps including buying clothing for individuals. It's a federal grant program administered by Navajo County. 00:58:15
During the interviews with representatives from Apache County and myself, and Naval County expressed that one we need to make sure 00:58:26
that we have. 00:58:31
More improved communication with Gila County and the Board of Supervisors and the public. It's a great story. Great things can 00:58:37
happen. We have a very active person that is the business service manager that works with the businesses and trying to find spots 00:58:44
for potential employees that we make sure that we have communication with the Board of Supervisors and the public and telling the 00:58:51
story of what's going on with that. 00:58:57
And then also in the years past, they had. 00:59:05
Due to certain challenges is not used all the dollars and stress that it is imperative that we have an executive director that 00:59:09
knows the program sufficiently to invest all the dollars that we have available into our community, their communities here in 00:59:17
Healer County. So we will see where that goes, but did participate, participate in those. 00:59:24
Interviews for an executive director for that program. 00:59:32
I this Thursday we'll participate in the Arizona Counties Insurance Pool Executive Board that there's so many things on this 00:59:38
agenda right at Christmas time that it's a schedule for a 7 hour meeting on Thursday. 00:59:46
Brutal, yeah, but we'll participate, participate in that Chinese insurance board on Thursday and then Friday, county managers 00:59:55
meeting at 10:00 AM down in Phoenix as well. Wanted to let you know that on December 11th. 01:00:03
County kind of swapping and was requested by Craig Sullivan to to host this month's small counties meeting. So we will be hosting 01:00:12
the small counties meeting on December December 11th, Wednesday, December 11th has about 5530 in the evening and so we look 01:00:21
forward to hopefully the board can attend that as we as we host that and. 01:00:29
And then on the 12th will be the CSA Board of Directors meeting and they typically have a little bit nicer meeting and things 01:00:40
because it is a holiday meeting. 01:00:45
And look forward to that. 01:00:52
UMM wanted to. 01:00:56
Also, just make you aware that I'm planning to take some time off the week of the 23rd through January 3rd. Around the holidays it 01:01:00
seems to slow down and a little bit quieter, so we'll take some time off. Mr. Odisco will be here and he will be in charge. 01:01:09
During that time. 01:01:20
And I'm planning to be off. 01:01:22
And I'm going to say also, Sherry is going to be out from the 16th through a large part of that time. So we're going to have both 01:01:24
of us gone for a period of time during that right here at the holidays. 01:01:31
Also wanted to report that we will be working with departments and elected offices. 01:01:39
That for the 2% salary adjustment that was included in the budget, again, plan to do the same thing where departments can have 01:01:46
some flexibility to. 01:01:50
Bring things that there are some that may pass them inequities and also using that for merit bonus increases that are tied to 01:01:57
performance evaluation. I do want to report that the elected officials that we will be holding a swearing in ceremony at 8:30 on 01:02:06
January 7th. So all elected officials will be invited to come participate that Judge Wright has agreed to do that swearing in. 01:02:15
At that time, and we'll note that as employees are getting the salary adjustment that elected officials beginning January 1st will 01:02:25
be receiving a salary adjustment. And I will note that that that is the first salary adjustment in 20 years and so it is. 01:02:34
Well, due because the salary adjustment that elected officials are receiving for all counties, all county officials throughout 01:02:44
Arizona is not even keeping up with inflation. So I'm glad that the state legislature elected official salaries are out of state 01:02:52
legislature and I'm excited that they addressed this to A to an extent. So I. 01:03:00
I'm glad for that and. 01:03:09
Look forward to our elected officials having a salary adjustment. Like I said, well deserved. 01:03:11
Mr. Chairman, that is my report, unless there are any questions. 01:03:17
Oh, thank you, Mr. Manlove. Supervisor Humphrey. 01:03:21
Now hold the. 01:03:26
All the Town Ovation community meeting this evening at 5:00. 01:03:28
I'll hold the Garcia community meeting on the 7th at 9:00. 01:03:32
I'll hold the Roosevelt Community meeting on the 9th at 1:00. 01:03:36
And I'll be on KQSS radio on the 9th at 5:30. 01:03:42
And that's all I have. 01:03:48
Thanks, Supervisor. I was speaking with Colavante, with the Sheriff's Department. They've already started to address the abandoned 01:03:50
trailers that are in the forest around and around the north part of HeLa County. And so that process is starting. It's going to be 01:03:57
a good thing. 01:04:03
And I will be attending the December 11th small county meeting and also on the 12th. 01:04:12
And I think we have one more meeting this year, which will be two weeks from today. So look forward to doing that, wrapping things 01:04:20
up. And so really other than I have a few radio appearances coming up and things like that, that's kind of slowing down quite a 01:04:27
bit right now. So I appreciate everyone's input today. Been a good meeting. I really appreciate it. And so with that, I'll adjourn 01:04:34
the meeting. Thank you. 01:04:40
