Our public hearing 2A information discussion action to authorize the increase of the tonnage rate for landfill fees by $18.00 00:03:32

Christensen, Supervisor Humphrey and Supervisor Woody Klein. First of all, I just wanted to thank you for allowing us to have. 00:03:52
This public hearing today. 00:04:02
We've gone over a lot of things in the past, work sessions and board meetings and. 00:04:06
And this is an exercise that we do on a yearly basis and we're going to continue to do on a on a yearly basis to make sure that 00:04:16
the landfills are on track. We've talked about the enterprise fund being a 6040 split. What are 60% of revenue is used for 00:04:23
operational costs and then the other 40% is put aside for capital projects. 00:04:30
Capital equipment, landfill expansions and other things that need to be done in the landfill, kind of like a savings account. 00:04:38
Again, we we touched on the wake of COVID-19 and the increased cost to the expansion that we did in at the Russellville Torrential 00:04:47
with Cell 3A and the need to purchase land for the Buckhead Mesa Landfill expansion through the Town Site Act purchased. 00:04:55
Chris Supervisor Christensen or Chairman Christensen brought up. 00:05:05
A question at the last board meeting of what would happen if we decided to get out of landfill business and. 00:05:10
And what would happen is we'd end up with some transfer stations because a private company wouldn't be able to come in and 00:05:20
actually purchase that land at the by the Buckhead Mesa landfill to do the expansion there. And again, here in Healer County, 3% 00:05:26
of the land is privately owned. 00:05:33
So that's a really great opportunity that we have out there. And this is one of the things that this fee increase is gonna work 00:05:39
towards. So we did our due diligence with the fee increase. We we put the public hearing notice and the piece in Roundup on 00:05:49
November 15th, 2024. We also went and put it in the Silver belt on November 20th, just as a good faith to let everybody know. 00:05:59
We posted the increase notices at each landfill and one at 745 N Rose Mofford way. That way the public would have access to what 00:06:09
those fees are going to be. The last fee increase to place in 2017. And I just found out last night that actually we increased the 00:06:16
ton of cheese for commercial. We also increased the tonnage fees for residential, but we did not increase the tonnage fees for 00:06:24
green waste in 2000. 00:06:31
17 so the tonnage. 00:06:39
What hasn't been increased for Greenway since 2008? So I found that interesting as well. 00:06:41
So the new fee schedule would increase by $18.00. So it could residential waste at $62.51 per ton, commercial waste that's $71.12 00:06:48
per tonne, and green waste at 5250 per ton. The minimum load fee would stay the same, so any resident that was taking their waste 00:06:56
every seven days instead of. 00:07:03
Using a waste hauler, their fees would not increase, so they would still be paying the minimum loan fee of $7.50 for those minimum 00:07:12
loads of 320 lbs as well as the green waste minimum load fee of $5.00 for 280 lbs. 00:07:19
The Board of Supervisors may determine that a lower rate. 00:07:30
With a probability of additional fee increase in the near future would be an acceptable alternative. The board item gives us three 00:07:35
different options. 00:07:40
To save the current rate, we would need to borrow $7,000,000 in seven years. 00:07:46
At $14.00 per ton, we would need to borrow half a million dollars, $16.00. We would have to borrow $700,000 before we were able to 00:07:53
do any expansions, and at $18.00 a ton, we would not need to borrow money to expand the landfills. 00:08:02

I, I don't have any questions because most of the questions that I had have been answered as we've progressed with this. And, you 00:08:25
know, almost I, I apologize for having to do this, but it's extremely expensive to operate the landfill and to keep it going and 00:08:33
to do these expansions and to, to have to have money for when we close them and, and like you say, a private company come in. 00:08:42
No one can get the land. No, no one else has. 00:08:52
Has showed up to operate a landfill. So what what would happen if if if we didn't operate landfill Healer county could not be a 00:08:55
very comfortable place to live if no one had anywhere to take the their their trash. And so you know, I like I say I almost feel 00:09:03
like I need to apologize that that we have to continue doing this and we have to increase the cost to do it. 00:09:12
But but it but it is necessary. 00:09:21
To keep us from, from having difficulties later in trying to close the landfill or, or, or trying to operate it as, as it should 00:09:25
be operated. And so I, I have no questions and, and I appreciate all of the work that that staff has put in to the calculations 00:09:35
and keeping us on track going forward. So we're not hit with a multi $1,000,000 emergency. 00:09:44
And so I appreciate that very much. And and to the constituents, like I say, I, I feel like I almost need to apologize for us 00:09:54
providing this service to you and having to increase the cost. That's that's all I have. I think Pfizer, Pfizer Klein, thank you, 00:10:02

When you presented, there was a lot of talk about different equipment and stuff like that. Now if we bumped it up to that $18.00 00:10:19
extra a ton, this is going to go just for the land expansions, not into equipment, right? 00:10:27

So the Enterprise Fund 6040 split. 00:10:47
That 40%, which in this case with our revenue being around $2.6 million is about $900,000 that would go into the fund balance. 00:10:50
Even if we were to keep the equipment that we have currently, that type of equipment, this money would go towards equipment, yes. 00:11:00
So even our equipment is outdated. It's over hours for operation. They require a lot of maintenance and so this money would go 00:11:08
towards purchasing. 00:11:16
New equipment, a portion of it, and so on the. 00:11:25
The spreadsheet that we do every year, we've allocated $300,000 a year towards equipment and a piece of equipment like a landfill 00:11:30
compactor costs about $1,000,000. So that $300,000 is really either payments made for that piece of equipment or we can save that 00:11:38
money and then buy it outright in about 3 1/2 years. 00:11:47
So a small portion of the increase does go towards. 00:11:56
Capital equipment purchases, yes. 00:12:02
And so we also talked about doing the $16.00 a ton. And what you guys are still thinking is that if we went that way out, we would 00:12:06
be back in front of the board sometime for an additional race. Yes, it would be prior to 2033. We would need to go back to the 00:12:14
board and ask for an additional increase. We would be -700. 00:12:23
$1000 in 2033. 00:12:32
So that's if everything stays as if as it is right now. 00:12:35
Yes, if inflation drops, things drop, maybe we wouldn't be there, correct? 00:12:39

Unlike Supervisor Humphrey, I don't like raising fees on landfill. I really don't. And our dollar dumb day will stay the same. 00:12:51
And the transfer station in Young will stay the same. Yes, we we are making some changes there, meaning some staffing changes, but 00:12:59

Like there's a possibility of bringing in a scale, something like that, but other than other than that, no real changes up there. 00:13:13

I have a question now like on these minimums like the the bottom 3, they're all going to stay the same. So what are the weight 00:13:58
limits there? Just for my own knowledge. You drive up the commercial, residential and green waste, you get charged 5 or 750. 00:14:06
How much weight is that up to? So for residential it's 320 lbs, for commercial it's 280 lbs, and green waste loads would be 280 00:14:16

And then we still have the dollar day, so all that stays the same. 00:14:30
Um, let's see, I don't know that I really have any other questions other than I think that the increase, the reason it's this way 00:14:37
now is because we just haven't kept up with the inflation and the increases as we probably should have in retrospect. So we're 00:14:45
running a, it's good that we're looking into the future and saying, look, we're going to be insolvent if we don't act soon. 00:14:53

It's for the tribe to support maintenance of public roads located within Gila County in the boundaries of the San Carlos Apache 00:18:53
Reservation. The IG contribution will be paid out. 00:18:58

The Board may approve an IGA in order to provide funding to support maintenance of public roads located within the boundaries of 00:19:10
San Carlos Apache Reservation. Public for funding Rd. Maintenance supports the safety and welfare of the residents living and 00:19:17

60 and, and if, if that's the limit on our economic development. 00:21:02
Money or, or what I, I was just kind of wondering that magical number is not going to get a whole lot of Rd. maintenance done. 00:21:10
And, and it's not that I don't, you know, support it. I, I'm, I'm just wondering that that's not going to benefit roads a whole 00:21:18
lot in my opinion, with the cost of, of repairing roads, although every little bit helps. 00:21:25
And then I, I, I guess my other question is, is, you know. 00:21:34
Who or how are we going to know how or where this money spent and that it is going to be in charge of San Carlos? And, and like I 00:21:40
say, I I'm in support of it, but those are the two, two questions I have. And maybe there's answers or no answers and either way 00:21:48

Wasn't there during the negotiations of the actual dollar amount. And someone else may be able to answer that question that this 00:22:41
comes from a request from the San Carlos Apache Tribe. And so I, I, I'm thinking that $60,000 is what they feel is appropriate to, 00:22:51
to maintain the, the areas that they need to maintain. If that's what they requested, then that that's good. 00:23:00

There was, there was a lot of back and forth on, on the roads where the roads were and and like normally said, there is a list 00:23:15
that's put together and the reporting process is there. And so you know, looking at that, talking with the that's kind of where we 00:23:22

And I do agree that probably won't go very far. So one thing though that I would like to suggest. 00:25:04
And that is that the money not come out of the general fund that come out of the. 00:25:13
Lottery fund, if that's possible, I think that that would be a little. 00:25:22
Easier to swallow for the taxpayers of Hilo County that the money is coming from there rather than the general fund. I just think 00:25:27

do the renovations. The there wasn't. 00:36:34
There were issues with the landfill fees and stuff under estimating and communication on how that would work and the lead and 00:36:43
asbestos in the property, which made doing what he house had originally proposed a little bit more expensive than it was going to 00:36:49
be. Instead, we took the second set of funding and actually worked and purchased a property on Maple Street and we accomplished 00:36:56
the goals that we needed with a different set of funding on Maple St. 00:37:03
Here we are in 2024, the original property that was purchased as a pass through with the county funding to heal a house. 00:37:10
Had anything accomplished with it? Most of our grants that we do with the state, with DES and ADOH, usually if you haven't spent 00:37:18
money for six months, it kind of kicks into the clauses in the contract. Obviously they've been really willing to work with us to 00:37:24
do something with this funds, but we decided at this point what we need to do was to kind of try to close this grant out for the 00:37:30
state and for Healy County. So we worked with Hilah House and County Attorney's office and we decided the best way to do this was 00:37:36
to 1st relieve them. 00:37:42
From many financial liability things to do the quick claim deed to sign the property back to the county. And that's what this 00:37:48
action is for us to get this property back in the county's hands so that I can continue to work with Department of Economic 00:37:55
Security to try to find something that we can do with the property that would somewhat match the original intent of the grant. 00:38:02
My plans are to do the next step, if this is approved, to work with the City of Globe. Since the properties in the City of Globe, 00:38:10

we can help out a lot of people that are on access, but when we're in the schools and we're helping the children that are on 00:40:44

We don't have any funding from the state or anyone else that covers that don't have insurance or that aren't on access. And even 00:40:55
getting into schools work with people and referring them that have have difficult insurance. So we've been looking for president 00:41:01

of Chandler. This is the one that we've talked about in work session before. So we have a Chandler company that's currently doing 00:43:31

vendors on board. Supervisor Humphreys helped us with Gila Monster Construction that's looking to do some of the roofing projects. 00:43:45

I participated in interviews for the Workforce Investment and Opportunity Act Executive Director position. That is, of course, a 00:57:54
program that provides training to adults and youth and. 00:58:00
There's trading dollars to help individuals to become employable, and they provide such training as writing resumes and everything 00:58:07
may, perhaps including buying clothing for individuals. It's a federal grant program administered by Navajo County. 00:58:15
During the interviews with representatives from Apache County and myself, and Naval County expressed that one we need to make sure 00:58:26
that we have. 00:58:31
More improved communication with Gila County and the Board of Supervisors and the public. It's a great story. Great things can 00:58:37
happen. We have a very active person that is the business service manager that works with the businesses and trying to find spots 00:58:44
for potential employees that we make sure that we have communication with the Board of Supervisors and the public and telling the 00:58:51
story of what's going on with that. 00:58:57
And then also in the years past, they had. 00:59:05
Due to certain challenges is not used all the dollars and stress that it is imperative that we have an executive director that 00:59:09
knows the program sufficiently to invest all the dollars that we have available into our community, their communities here in 00:59:17
Healer County. So we will see where that goes, but did participate, participate in those. 00:59:24
Interviews for an executive director for that program. 00:59:32
I this Thursday we'll participate in the Arizona Counties Insurance Pool Executive Board that there's so many things on this 00:59:38
agenda right at Christmas time that it's a schedule for a 7 hour meeting on Thursday. 00:59:46
Brutal, yeah, but we'll participate, participate in that Chinese insurance board on Thursday and then Friday, county managers 00:59:55
meeting at 10:00 AM down in Phoenix as well. Wanted to let you know that on December 11th. 01:00:03
County kind of swapping and was requested by Craig Sullivan to to host this month's small counties meeting. So we will be hosting 01:00:12
the small counties meeting on December December 11th, Wednesday, December 11th has about 5530 in the evening and so we look 01:00:21
forward to hopefully the board can attend that as we as we host that and. 01:00:29
And then on the 12th will be the CSA Board of Directors meeting and they typically have a little bit nicer meeting and things 01:00:40

Bring things that there are some that may pass them inequities and also using that for merit bonus increases that are tied to 01:01:57
performance evaluation. I do want to report that the elected officials that we will be holding a swearing in ceremony at 8:30 on 01:02:06
January 7th. So all elected officials will be invited to come participate that Judge Wright has agreed to do that swearing in. 01:02:15
At that time, and we'll note that as employees are getting the salary adjustment that elected officials beginning January 1st will 01:02:25
be receiving a salary adjustment. And I will note that that that is the first salary adjustment in 20 years and so it is. 01:02:34
Well, due because the salary adjustment that elected officials are receiving for all counties, all county officials throughout 01:02:44
Arizona is not even keeping up with inflation. So I'm glad that the state legislature elected official salaries are out of state 01:02:52
legislature and I'm excited that they addressed this to A to an extent. So I. 01:03:00
I'm glad for that and. 01:03:09

Our public hearing 2A information discussion action to authorize the increase of the tonnage rate for landfill fees by $18.00 00:03:32
effective January 1st, 2025 while maintaining the minimum load at the current level. Good morning, Melanie. Good morning Chairman 00:03:42
Christensen, Supervisor Humphrey and Supervisor Woody Klein. First of all, I just wanted to thank you for allowing us to have. 00:03:52
This public hearing today. 00:04:02
We've gone over a lot of things in the past, work sessions and board meetings and. 00:04:06
And this is an exercise that we do on a yearly basis and we're going to continue to do on a on a yearly basis to make sure that 00:04:16
the landfills are on track. We've talked about the enterprise fund being a 6040 split. What are 60% of revenue is used for 00:04:23
operational costs and then the other 40% is put aside for capital projects. 00:04:30
Capital equipment, landfill expansions and other things that need to be done in the landfill, kind of like a savings account. 00:04:38
Again, we we touched on the wake of COVID-19 and the increased cost to the expansion that we did in at the Russellville Torrential 00:04:47
with Cell 3A and the need to purchase land for the Buckhead Mesa Landfill expansion through the Town Site Act purchased. 00:04:55
Chris Supervisor Christensen or Chairman Christensen brought up. 00:05:05
A question at the last board meeting of what would happen if we decided to get out of landfill business and. 00:05:10
And what would happen is we'd end up with some transfer stations because a private company wouldn't be able to come in and 00:05:20
actually purchase that land at the by the Buckhead Mesa landfill to do the expansion there. And again, here in Healer County, 3% 00:05:26
of the land is privately owned. 00:05:33
So that's a really great opportunity that we have out there. And this is one of the things that this fee increase is gonna work 00:05:39
towards. So we did our due diligence with the fee increase. We we put the public hearing notice and the piece in Roundup on 00:05:49
November 15th, 2024. We also went and put it in the Silver belt on November 20th, just as a good faith to let everybody know. 00:05:59
We posted the increase notices at each landfill and one at 745 N Rose Mofford way. That way the public would have access to what 00:06:09
those fees are going to be. The last fee increase to place in 2017. And I just found out last night that actually we increased the 00:06:16
ton of cheese for commercial. We also increased the tonnage fees for residential, but we did not increase the tonnage fees for 00:06:24
green waste in 2000. 00:06:31
17 so the tonnage. 00:06:39
What hasn't been increased for Greenway since 2008? So I found that interesting as well. 00:06:41
So the new fee schedule would increase by $18.00. So it could residential waste at $62.51 per ton, commercial waste that's $71.12 00:06:48
per tonne, and green waste at 5250 per ton. The minimum load fee would stay the same, so any resident that was taking their waste 00:06:56
every seven days instead of. 00:07:03
Using a waste hauler, their fees would not increase, so they would still be paying the minimum loan fee of $7.50 for those minimum 00:07:12
loads of 320 lbs as well as the green waste minimum load fee of $5.00 for 280 lbs. 00:07:19
The Board of Supervisors may determine that a lower rate. 00:07:30
With a probability of additional fee increase in the near future would be an acceptable alternative. The board item gives us three 00:07:35
different options. 00:07:40
To save the current rate, we would need to borrow $7,000,000 in seven years. 00:07:46
At $14.00 per ton, we would need to borrow half a million dollars, $16.00. We would have to borrow $700,000 before we were able to 00:07:53
do any expansions, and at $18.00 a ton, we would not need to borrow money to expand the landfills. 00:08:02

I, I don't have any questions because most of the questions that I had have been answered as we've progressed with this. And, you 00:08:25
know, almost I, I apologize for having to do this, but it's extremely expensive to operate the landfill and to keep it going and 00:08:33
to do these expansions and to, to have to have money for when we close them and, and like you say, a private company come in. 00:08:42
No one can get the land. No, no one else has. 00:08:52
Has showed up to operate a landfill. So what what would happen if if if we didn't operate landfill Healer county could not be a 00:08:55
very comfortable place to live if no one had anywhere to take the their their trash. And so you know, I like I say I almost feel 00:09:03
like I need to apologize that that we have to continue doing this and we have to increase the cost to do it. 00:09:12
But but it but it is necessary. 00:09:21
To keep us from, from having difficulties later in trying to close the landfill or, or, or trying to operate it as, as it should 00:09:25
be operated. And so I, I have no questions and, and I appreciate all of the work that that staff has put in to the calculations 00:09:35
and keeping us on track going forward. So we're not hit with a multi $1,000,000 emergency. 00:09:44
And so I appreciate that very much. And and to the constituents, like I say, I, I feel like I almost need to apologize for us 00:09:54
providing this service to you and having to increase the cost. That's that's all I have. I think Pfizer, Pfizer Klein, thank you, 00:10:02

When you presented, there was a lot of talk about different equipment and stuff like that. Now if we bumped it up to that $18.00 00:10:19
extra a ton, this is going to go just for the land expansions, not into equipment, right? 00:10:27

That 40%, which in this case with our revenue being around $2.6 million is about $900,000 that would go into the fund balance. 00:10:50
Even if we were to keep the equipment that we have currently, that type of equipment, this money would go towards equipment, yes. 00:11:00
So even our equipment is outdated. It's over hours for operation. They require a lot of maintenance and so this money would go 00:11:08
towards purchasing. 00:11:16
New equipment, a portion of it, and so on the. 00:11:25
The spreadsheet that we do every year, we've allocated $300,000 a year towards equipment and a piece of equipment like a landfill 00:11:30
compactor costs about $1,000,000. So that $300,000 is really either payments made for that piece of equipment or we can save that 00:11:38
money and then buy it outright in about 3 1/2 years. 00:11:47
So a small portion of the increase does go towards. 00:11:56
Capital equipment purchases, yes. 00:12:02
And so we also talked about doing the $16.00 a ton. And what you guys are still thinking is that if we went that way out, we would 00:12:06
be back in front of the board sometime for an additional race. Yes, it would be prior to 2033. We would need to go back to the 00:12:14
board and ask for an additional increase. We would be -700. 00:12:23
$1000 in 2033. 00:12:32
So that's if everything stays as if as it is right now. 00:12:35
Yes, if inflation drops, things drop, maybe we wouldn't be there, correct? 00:12:39

Unlike Supervisor Humphrey, I don't like raising fees on landfill. I really don't. And our dollar dumb day will stay the same. 00:12:51

Like there's a possibility of bringing in a scale, something like that, but other than other than that, no real changes up there. 00:13:13

I have a question now like on these minimums like the the bottom 3, they're all going to stay the same. So what are the weight 00:13:58
limits there? Just for my own knowledge. You drive up the commercial, residential and green waste, you get charged 5 or 750. 00:14:06
How much weight is that up to? So for residential it's 320 lbs, for commercial it's 280 lbs, and green waste loads would be 280 00:14:16

And then we still have the dollar day, so all that stays the same. 00:14:30

It's for the tribe to support maintenance of public roads located within Gila County in the boundaries of the San Carlos Apache 00:18:53
Reservation. The IG contribution will be paid out. 00:18:58
Of the county's general fund. 00:19:05
The Board may approve an IGA in order to provide funding to support maintenance of public roads located within the boundaries of 00:19:10
San Carlos Apache Reservation. Public for funding Rd. Maintenance supports the safety and welfare of the residents living and 00:19:17
traveling on the public roads located within Gila County in the boundaries of the San Carlos Apache Reservation. 00:19:24
Funding for the Public Rd. maintenance supports the safety and welfare of the residents living and traveling on the public roads 00:19:33

lot in my opinion, with the cost of, of repairing roads, although every little bit helps. 00:21:25

Who or how are we going to know how or where this money spent and that it is going to be in charge of San Carlos? And, and like I 00:21:40

to maintain the, the areas that they need to maintain. If that's what they requested, then that that's good. 00:23:00

There was, there was a lot of back and forth on, on the roads where the roads were and and like normally said, there is a list 00:23:15
that's put together and the reporting process is there. And so you know, looking at that, talking with the that's kind of where we 00:23:22

Easier to swallow for the taxpayers of Hilo County that the money is coming from there rather than the general fund. I just think 00:25:27

One thing too in the middle of all this, Mr. Chair, is that they are using their own equipment. So that's where we can have a 00:25:40
little bit better benefit on the price. They're not going to rent it. 00:25:45
So this money would generally be used for material and wages and cost of doing the road OK. 00:25:51

So in the 2020 during COVID, there was discretionary funds through the Department of Housing that we did a pass through with the 00:36:18
pilot house to renovate the Willow Motel. They took the money and purchased the Willow Motel. We received an additional grant to 00:36:26
do the renovations. The there wasn't. 00:36:34
There were issues with the landfill fees and stuff under estimating and communication on how that would work and the lead and 00:36:43
asbestos in the property, which made doing what he house had originally proposed a little bit more expensive than it was going to 00:36:49
be. Instead, we took the second set of funding and actually worked and purchased a property on Maple Street and we accomplished 00:36:56
the goals that we needed with a different set of funding on Maple St. 00:37:03
Here we are in 2024, the original property that was purchased as a pass through with the county funding to heal a house. 00:37:10
Had anything accomplished with it? Most of our grants that we do with the state, with DES and ADOH, usually if you haven't spent 00:37:18
money for six months, it kind of kicks into the clauses in the contract. Obviously they've been really willing to work with us to 00:37:24
do something with this funds, but we decided at this point what we need to do was to kind of try to close this grant out for the 00:37:30
state and for Healy County. So we worked with Hilah House and County Attorney's office and we decided the best way to do this was 00:37:36
to 1st relieve them. 00:37:42
From many financial liability things to do the quick claim deed to sign the property back to the county. And that's what this 00:37:48
action is for us to get this property back in the county's hands so that I can continue to work with Department of Economic 00:37:55
Security to try to find something that we can do with the property that would somewhat match the original intent of the grant. 00:38:02
My plans are to do the next step, if this is approved, to work with the City of Globe. Since the properties in the City of Globe, 00:38:10
I have a meeting scheduled with Bindo and we'll probably work with Mr. Jepsen and try to see if there's something we can do with 00:38:15

Lots of ideas, whether it be a park or working with a contractor that wanted to purchase the property to do some kind of low 00:38:24

that we can all agree on. So and this is the first step to kind of clear up the mist that was left behind and try to do something 00:38:42

service or service issues right now with our maternal and child health grants that we get from the Department of Health Services, 00:40:39
we can help out a lot of people that are on access, but when we're in the schools and we're helping the children that are on 00:40:44

We don't have any funding from the state or anyone else that covers that don't have insurance or that aren't on access. And even 00:40:55
getting into schools work with people and referring them that have have difficult insurance. So we've been looking for president 00:41:01
before. We're doing what we can to look for different small grants and stuff so that when we go into schools, we can do fluoride 00:41:07
treatments, the little fillings on the back of the teeth or just a digital check up to see if we need to refer anyone. 00:41:14

We've been a little slow on getting this process in motion this year with the state. So this is to cover this fiscal year. 00:43:15
Board of members, we already have our contract in place. We put in place I believe in August with the Advantage Home Builders out 00:43:23
of Chandler. This is the one that we've talked about in work session before. So we have a Chandler company that's currently doing 00:43:31
work. We did a six month extension on their current contract to do this work while we work on other ways of trying to get other 00:43:38
vendors on board. Supervisor Humphreys helped us with Gila Monster Construction that's looking to do some of the roofing projects. 00:43:45
And that's what. So this is the funding that funds that project. And we are still working on ways to come up with better 00:43:53
solutions. There's a lot of money out there in this area and. 00:43:58
Come up with local vendors. Again, that shot anybody that can help us out, local vendors or anything that we can do in this area 00:44:03

There's trading dollars to help individuals to become employable, and they provide such training as writing resumes and everything 00:58:07
may, perhaps including buying clothing for individuals. It's a federal grant program administered by Navajo County. 00:58:15
During the interviews with representatives from Apache County and myself, and Naval County expressed that one we need to make sure 00:58:26

More improved communication with Gila County and the Board of Supervisors and the public. It's a great story. Great things can 00:58:37
happen. We have a very active person that is the business service manager that works with the businesses and trying to find spots 00:58:44

performance evaluation. I do want to report that the elected officials that we will be holding a swearing in ceremony at 8:30 on 01:02:06
January 7th. So all elected officials will be invited to come participate that Judge Wright has agreed to do that swearing in. 01:02:15
At that time, and we'll note that as employees are getting the salary adjustment that elected officials beginning January 1st will 01:02:25
be receiving a salary adjustment. And I will note that that that is the first salary adjustment in 20 years and so it is. 01:02:34
Well, due because the salary adjustment that elected officials are receiving for all counties, all county officials throughout 01:02:44
Arizona is not even keeping up with inflation. So I'm glad that the state legislature elected official salaries are out of state 01:02:52
legislature and I'm excited that they addressed this to A to an extent. So I. 01:03:00
