In any way, she serviced all the way in that lower corner of us, plus all the way to Saddle Brook and a lot in Pinal County as 00:01:02

Did an outstanding job. Everything we worked with her on, she she was remarkable at. 00:01:11

The first item that I'd like to present is an authorization to solicit it. 00:03:40
For the purchase of a new 10 Wheeler for public work Consolidated Rd. Divisions. 00:03:45
The vehicle that we will replace at C zero 29. 00:03:50
It is currently 46 years old and has over 560,000 miles on it. 00:03:53
Umm, the the vehicle is often unusable. It's in the shop quite a bit. 00:03:59
And has his breakdowns and repairs and the seafood, its age and mileage. 00:04:05
It currently has about $161,000. 00:04:11
Of maintenance fees associated with it. 00:04:14
The bids that we have put together is meant to be a competitive bid. It doesn't single out a Caterpillar or. 00:04:18
Four-star or a particular brand of vehicle? What it says is we run a white Truck Series 8. 00:04:24

Cummings Engine and Allison Transmission and our growth vehicle weight of 58,000 lbs. 00:04:34

This is when we do the budgeting process. This is one of the larger items that we had. 00:04:45
Meant to purchase in fiscal year 25. 00:04:51
The other one was a motor grader, which we've already purchased with your with your authorization. 00:04:55
And five trucks that were talked about that we replaced 8 trucks with the five that Dave Laforge presented not too long ago. 00:05:00
The only remaining large capital equipment that we haven't purchased is a water truck and as soon as we get an okay from you to go 00:05:08
out on this one, we'll start working on the water truck. 00:05:13
And with that, we would like to get your approval to authorize the advertisement to go out for bids for the purchase of a new 00:05:18

Those two vehicles are older than 35 years old. Like I mentioned, there's eight others that are older than 25 years old. 00:06:20
And we use that vehicle replacement plan. 00:06:26
To kind of make decisions, even though it's easy, this is the oldest one with the most mileage, with the most maintenance. 00:06:29
And it needs to be replaced. 00:06:34

For the Buckhead and Russell Gulch landfill. 00:10:15

This item is requesting your authorization to advertise for branding and hauling of green waste for Buckhead and Russell Gulf 00:10:20
Landfill. 00:10:24
Today we have approximately 4000 tons of green waste at Buckhead Mesa. 00:10:29
And about 1200 tons. 00:10:33
Of green waste. 00:10:36
At Russell Gulch landfill. 00:10:38
The vendor would be providing their equipment and personnel to grind their waste mode. 00:10:41
The waste include stump St. remains, grass clippings, leaves, branches, brush and other similar organic waste. 00:10:45
We prefer not to put bring bring waste in land. 00:10:52
So as to mitigate the methane production at the safety airspace of the landfill. 00:10:55
Processing the the green waste. 00:11:01
Would allow us to use it for erosion control. We can use it for our select. 00:11:04
Sell it or or or haul it through biomass. 00:11:08
And perhaps even for landscaping purposes. 00:11:12
So we would like to do this. Our staff, we continue to continue, continue to have turnover at the landfills. 00:11:16
This is we are concerned for space and we're also concerned for the fire hazard. 00:11:24
We would like to do this and we'd like to move forward with that invitation forbid. 00:11:30
On the grinding and hauling up bring waste. 00:11:35

An appropriate it's something that we would repeat every year. 00:12:05
What we're looking at is we're again, this is a competitive we're trying to look for how can we get this competitive. We know that 00:12:09
there's different sizes of equipment, so we'll entertain if the equipment is. 00:12:14
Is larger? How much? 00:12:20
And compared to the smaller equipment? 00:12:22
So we will be the bits will be evaluated by the effective rate of dollars per cubic yard. 00:12:25
And and we plan to pay by the hourly rate that they propose. 00:12:32
And we would be measuring the amount of green waste, that is. 00:12:36
Ground every every week or so because this would be. 00:12:41
Once they come in with a large piece of equipment, we think it'll take up two weeks to grind everything up. 00:12:44
So we would be using our drones and our surveyors to figure out how much was really ground up. 00:12:49
So again, this is another effort on our part to find a way to competitively bid for for these services. 00:12:56

And what they propose to do is typically done. So we do and we think they even go above and beyond by scheduling, they change some 00:17:26

Designed to address one of the most pressing challenges, of course, that we are facing in Healer County, which is the opioid 00:17:42
epidemic. 00:17:45
I have been on the opioid fatality review team. 00:17:50
Even for the state now. 00:17:55
And one of the and Healer County is no different than other counties. One of the issues that we have and that we have addressed. 00:17:56
Was that there is no soft handoffs from. 00:18:05
Patients going into the emergency room or getting out of jail. 00:18:10
And these are the wrap around services that we're hoping to do that. 00:18:13
The project is. 00:18:17
Going to be action and impact. 00:18:18
And they will be addressing the gaps. And that is one of the gaps is that people do go into the emergency room and they may not be 00:18:21
ready for actually going into behavioral health or going into substance abuse counseling, but they may need Narcan or they may 00:18:26
need. 00:18:31
So this project, they're actually going to take in and do an assessment of each patient. 00:18:37
That is released from the hospital. They'll be working with the hospitals and and the jail. 00:18:43
To actually identify people that have come in with the opioid, opioid overdose. 00:18:48
Or that they have responded to actually using opioids. 00:18:53
And we will look, they will look at how to sustain them as far as getting them into treatment. Are they ready to go into 00:18:58
treatment? 00:19:02
And they'll be using a tool. 00:19:06
Called the. 00:19:08
Trans. Theoretical model of change. 00:19:11
So you assess the client as to where they need. 00:19:13
So they may just need. 00:19:16
Basic need. They may actually need to go into recovery right away. 00:19:19
They will provide transportation. 00:19:24

Tailored support using UM. 00:19:29
What they need so that they'll continue to be in recovery, and that may even mean. 00:19:32
Using and paying for their bills so that they can ensure they have a safe home to come to return. 00:19:37
Getting them a job, they'll do. 00:19:45
Establishing job interview clothing, getting them. 00:19:48
Things for all of the family members so that. 00:19:52
They will be able to recover in a safe environment. 00:19:55
So like we have used Plaza and they are going to report to us monthly. 00:19:58
The leadership team at Public Health. 00:20:04
To ensure that they're doing. 00:20:07
The things that they said in the proposal and they're also going to be providing a dashboard for us so that at any day and time we 00:20:09
can actually look at the numbers that they're serving and we can share that with you as well. 00:20:14
They are planning on giving us reports all the way through this project. 00:20:21
And to adjust to see if maybe they may need ad staff or to. 00:20:25
Include some of the. 00:20:31
Services that maybe they have it. 00:20:32
And they're going to be providing this hopefully. 00:20:35
For 28 months, so we would recommend that we do give the proposal to. 00:20:37

And that is a 20 year lease with it and that was put in place due to the fact we didn't know how long it would take. 00:34:44

And learning that lesson when we rehired once Kaylee came back to the health department. 00:41:39
And we were looking for somebody that had a little bit more experience in this area. 00:41:44
Carmen actually applied from City of Surprise. She's been working for the CAT program as a supervisor there. 00:41:49
And even at the interview, Paul and I interviewed her and she had way more knowledge in some of these programs. And I think it 00:41:56
would take Paul and I years to come up with the knowledge and experience level that she had so. 00:42:01
She decided to take the position with HeLa County and she actually moved out here and she's a local right now. 00:42:07

And I looked at Woody and I said, well, I used to know a Kathy Gomez. 00:52:40
So I went and talked to her afterwards. It turns out she is. 00:52:44
