If it's all right with everyone, I'll call this meeting to order. 00:00:00
It is Tuesday, January 28th, 2025. It's 10:00 AM. 00:00:05
And we have a bit of a special meeting today. 00:00:10
Item number one is our Pledge of Allegiance. Michael, would you care to lead us in the Pledge of Allegiance? 00:00:14
And his Republic, for which it stands, one nation under God, indivisible, with liberty and justice for all. 00:00:26
All right. Thank you everyone. 00:00:34
So if you're wondering what all this is. 00:00:41
This is Karen. 00:00:45
Medicine for me. 00:00:48
I've been suffering with a little bit of a dry cough. 00:00:50
She said here you need all that. 00:00:52
So that's a lot. So hopefully I won't have to get into it. 00:00:54
That's cute anyway. 00:00:59
Takes good care of me. 00:01:01
All right, Item 2A is part of our regular agenda item. 00:01:03
And this is the one of our three that has an action to it. The others don't. 00:01:08
And this is information, discussion and action to acknowledge the consent portion of the sewer infrastructure easement agreement 00:01:13
between the Tri-City Regional Sanitary District. 00:01:18
And Freeport Mcbran. 00:01:24
Miami. 00:01:26
Incorporated, Michael. 00:01:27
Chairman, members of the Board, thank you. 00:01:28
So so Gila County has been working with Tri-City Sanitary District on their sewer installation project. 00:01:30
And. 00:01:38
We also. 00:01:39
Lease the baseball field from. 00:01:41
In Miami from FMI. 00:01:45
And these two projects are sort of coming together. 00:01:47
There's a small portion of the baseball field property. 00:01:51
That Tri-City Sanitary district. 00:01:55
Needs to put a. 00:01:59
Lift station in there for their no sewer system. 00:02:01
So since we leased the property from FMI to run baseball fields out there. 00:02:04
FMI just wants the Board of Supervisors to acknowledge. 00:02:09
That this lift station will be placed. 00:02:13
On that property and and that the board is OK with that. 00:02:17
So this isn't an official easement. This is just an acknowledgement that since we leased the baseball fields, we're aware that 00:02:21
this is going to go on. 00:02:25
The location where this lift station is going to be is not going to interfere with the baseball fields or any activity that are 00:02:31
currently out there right now. 00:02:35
So that's what this item is and I'd be happy to answer any question. 00:02:39
Thank you, Michael. Supervisor, I have no questions at all and I think this has been before us before. 00:02:44
And we and we were OK with it, but it kind of timed out with some of the delays of the project. 00:02:52
And and we went through all that because the antis were saying they were going to take one of the ball fields. 00:02:57
And they're not. 00:03:03
And, and, and, and by having that lift station there, then, you know, working with Tri-City, then they're also going to hook the 00:03:04
restroom to the baseball field up to. 00:03:09
The sewer and things and and. 00:03:15
In the past when we went through this before. 00:03:17
You know, I worked, I went with the Little League and stuff and they don't have an issue with it. The minds don't have an issue 00:03:20
with it. 00:03:23
So I think it's a great thing. 00:03:26
And and if they're getting ready to go this project and need us to approve it, I think we already have and I. 00:03:28
I think it's a good thing for infrastructure in that area. 00:03:34
And I do believe it needs to continue to go forward. 00:03:39
Thank you. Thank you, Michael. Thank you, Supervisor. Supervisor Klein. Michael, thank you. Yeah, I. 00:03:43
I remember what Supervisor Humphrey saying we get already approve it and. 00:03:49
And all that I don't. 00:03:53
I, I, I'm good. I was good with the thing. I'm good with it now. 00:03:56
Thank you, Sir. 00:03:59
OK, Thank you, Michael. So I'll. 00:04:01
Entertain a motion to acknowledge this leases consent. 00:04:03
Mr. Chair. 00:04:08
I would like to make a motion that we acknowledge the least. 00:04:09
Consent portion of the sewer infrastructure easement agreement between the Tri-City Regional Sanitation District. 00:04:14
And Freeport Mcmoran Miami, Incorporated. 00:04:21
I'll second that. 00:04:25
Have a motion and a second to approve. Those in favor say aye. 00:04:26
Aye, aye, aye. Thank you. Very good. Thank you, Michael. 00:04:30
Item 2B is information and discussion. 00:04:34
Regarding an update on the activities of the Information Technology Department. 00:04:37
Good morning, Carrie. 00:04:43
I have Miss Cassie joining me this morning. 00:04:46
Good morning, Chairman, Supervisors. 00:04:48
We're going to be giving you a presentation on what the thank you. 00:04:50
County and we also have. 00:04:54
That is for the refund. 00:04:57
OK, great. 00:05:04
So Cassandra, are you presenting? I am awesome. I decided to take a break from the computer for a little bit so. 00:05:13
Just wanted to start off, I thank you like saying thank you for having us. I know that. 00:05:21
Getting something on your agenda that says IT department updates isn't that exciting? So. 00:05:25
Thank you for having us and. 00:05:31
We're just going to run through what is that we do and. 00:05:33
What we do for the county and who we support, all that good stuff. 00:05:36
So to start off. 00:05:40
What we do, it's a really loaded question on what an IT department does. 00:05:42
Some days we're running around, some days it's meeting, some days we don't even know what day it is. 00:05:46
But. 00:05:50
Every day is different, but for the most part, all days we always support implement. 00:05:52
We plan, secure, learn and a lot more. We're always doing something. We're always. 00:05:57
We're always doing something and some of the ways on how we help. 00:06:02
Is that we offer Technical Support to all the departments and that's something that I'll go on later on. Who exactly the support 00:06:06
could be helped? 00:06:09
We went over the network management, all that Internet, the connectivity. 00:06:13
Cyber security which? 00:06:19
I'm going to go into detail on it. I want to thank you guys for being so proactive with it and. 00:06:21
Understanding the changing world that we're in with it. 00:06:25
And then I want to talk about system administration, what we do as a team. 00:06:28
The planning and implementation and then our collaboration with other departments. 00:06:33
So to start off, who we help, we help all county employees, all departments. 00:06:39
But we also help the Courts Department, we help the Justice Court, Superior Court. 00:06:43
Casa and probation. 00:06:49
And we also help the Sheriff's Office with the Sheriff's Office we. 00:06:54
Help all of them, all the Sheriff's Office, the deputies, even outside. 00:06:59
People who need connectivity to our end, we help them out. 00:07:03
And we also help these schools department, we help out with adult, adult education. 00:07:07
Over at Central Heights in the adult, the one Stop area and we help out and Payson. 00:07:13
With the schools. 00:07:19
And we also support the libraries and this is all locations in Philly County, Globe Haven. 00:07:20
Find Miami Peace and St. Carlson No. 00:07:26
Let me have all of those. 00:07:30
OK, so for. 00:07:37
Our Technical Support We offer daily support Monday through Friday, 8:00 to 5:00. 00:07:39
But we also in. 00:07:43
Supporting the Sheriff's Office and the libraries and. 00:07:44
Those you know other. 00:07:47
We understand that we have to be available after hours. 00:07:49
And once every. 00:07:53
11 or 12 weeks or so, one person in our department will be on call. 00:07:55
And we take calls. 00:07:59
6:00 to 7:00 AM Monday through Friday, Saturday, whatever. 00:08:01
24/7 support there. 00:08:05
And then as I talked about who we support, we help northern Hilla County, Southern Hilla County. 00:08:08
We support the courts. 00:08:14
Library and the Sheriff's Office. 00:08:16
And if you're saying that if anyone's watching and they don't have our after hours, remember because we do have a designated after 00:08:18
hours number that people can call. 00:08:23
It forwards to the person that is on call. 00:08:28
And if anyone listening doesn't have that number, just reach out to us IT team and we'll make sure. 00:08:31
To get that number out there. 00:08:36
And then, as I said, we support all the libraries. 00:08:39
We maintain, we help them maintain their reliable infrastructure and we also make sure that. 00:08:45
The public has seamless access to those public computers. 00:08:52
And we also support their library software systems. We keep track of their computers, inventory them, and. 00:08:56
Try to keep them going for the public that may not have access to those computers at home. 00:09:02
And as I said, we also support the Sheriff's Office. 00:09:06
We manage it and secure. We manage their secure systems. All the other systems are. 00:09:10
Their own entities and we definitely helped try to support them as best we can. 00:09:15
We maintain their networks and hardware to safeguard that sensitive data. 00:09:20
And of course, we offer tech support to keep those operations moving. 00:09:24
So running smoothly, we want to make sure that every officer, every deputy, whoever. 00:09:29
And the dispatchers. 00:09:33
That they can. 00:09:35
Perform their duties to the highest of their abilities. That technology shouldn't be an issue there and. 00:09:36
And then if you guys have any questions so far, if you guys are OK with me just rattling on, but. 00:09:43
Well, if anyone has questions, we'll just speak up, I think. Yeah, thank you. 00:09:47
So then moving on to the network management. 00:09:52
So networking is it's essential for the county departments and other connected entities, like I said that the Sheriff's 00:09:55
Department. 00:09:59
Our goal is to. 00:10:02
Take these interconnected systems and. 00:10:04
Maintain these. 00:10:07
Integrity of them, but keep them running efficiently. So we don't want there to be any interruptions in our. 00:10:08
Networking. We want people who are working from home to be able to connect to the VPN without. 00:10:14
Running into any issues or not having anyone to talk to about it or get help from anybody. 00:10:19
We also. 00:10:24
Another thing that I want to go into is the. 00:10:27
Security of the network management, but that's a whole other slide like I talked about, so I'll get into that. 00:10:30
A little more. 00:10:34
Password network management. 00:10:36
One firewall. So that's one of the things that I want to talk to whenever it comes to network management. 00:10:39
Just to give you guys a little understanding of what it is that we do with it. This ties into security. 00:10:44
That firewall so they. 00:10:49
They're really our first line of defense whenever it comes to our networking. 00:10:51
They monitor Internet traffic for those bad guys they're trying to come through and they. 00:10:55
The firewall definitely acts like a gatekeeper. 00:11:00
Between US and the outside world. 00:11:02
And as I said before, we keep up with our VPN. This is. 00:11:05
This is tied in with networking. 00:11:10
This is so all of those people that are working from home, all of our remote workers. 00:11:12
Not even working from home, but just. 00:11:16
Going out, conferencing, whatever they need to do. 00:11:18
What's the VPN? So VPN it is a connection. 00:11:20
There's your private network, so your VPN is your virtual private network. 00:11:25
So if you're sitting on the outside, say you're sitting in a hotel and you need to connect back to the county. 00:11:28
We have a way for you to open this application. 00:11:33
Put your authentication back in through the firewall and back into us. I see. OK, thank you. So this kind of creates a tunnel back 00:11:37
to us without? 00:11:41
Having to go through all of that. 00:11:44
And then we also run regularly conducted audits and notebook assessments on our networking. 00:11:47
Please check for any vulnerabilities and we also just perform regular compliance checks on that to make sure that. 00:11:53
Were in compliance with the auditors and. 00:11:59
All that good stuff we need. 00:12:02
And it's really just being proactive whenever it comes to most of this stuff, which I'm very thankful for my team and Gary and. 00:12:06
Everybody that we. 00:12:13
We really do try to keep on top of this and we can do a good job with it. 00:12:15
OK. So moving on to cybersecurity. 00:12:18
Cyber security. 00:12:22
Is yeah, I just wanted to start off with cybersecurity. I started this off at the beginning, but. 00:12:24
Thank you guys for being so proactive with it and. 00:12:31
Understanding that it really is an evolving world out there. 00:12:34
People are always going to be. 00:12:37
Trying and we're always going to be fighting against them. 00:12:38
Doing what we can. So thank you guys for. 00:12:42
Understanding all of that. 00:12:45
Whenever it comes to cybersecurity, what we do is we monitor those threats that are coming in. 00:12:47
We have systems set up, we log into our our things that we need to log into and we monitor those threats. 00:12:52
We keep track, we watch for abnormalities, all that stuff. 00:12:58
And we? 00:13:03
Are always on the lookout for growing trends, anything. 00:13:06
When it comes to threat intelligence, we're always on the lookout. 00:13:10
And one thing that we do is we patch so once a month. 00:13:13
We have all of these systems that we have going and once a month we take all of the. 00:13:18
Security patches all of the updates for all of them and we go in and apply them once a month. 00:13:23
And then we go back in and make sure that everything's running again. So we. 00:13:28
Take the. 00:13:31
We take the security side of things very seriously and apply it what we need to apply it and. 00:13:33
I think we did pretty well with it. 00:13:38
Another thing that we have. 00:13:40
Is an IRP, which is an Incident Response plan. 00:13:42
And that really just outlines the procedures in case something does happen. We know what we need to do, who we need to contact, 00:13:45
the steps that need to be taken. 00:13:50
And it really offers a more clear communication channel for you. 00:13:55
Mr. Rogers for Mr. Memorable of the people that need to be involved in the things that we have going on. 00:13:59
And then? 00:14:05
And then we have our system administration team. 00:14:09
So. 00:14:12
What we do is we try to make things more manageable. 00:14:14
And the best way to put it. 00:14:17
We do regular maintenance, like I said, we do the monthly catching, but we also go in and regularly check. 00:14:19
We do our updates. 00:14:24
And Carrie is really great with all of our data management. She. 00:14:26
We have it all backed up and it's taken care of and. 00:14:32
That's another thing that we do in this system admin team. 00:14:36
And we also deal with user management, so when new people come in. 00:14:39
We coordinate with HR, we get their accounts and they coordinate with their department heads, get them taken care of. 00:14:43
But when those people, when people also leave this county, leave. 00:14:49
Take the security of their account very seriously and disable them and. 00:14:53
Keep really helping track of those accounts. 00:14:56
And the access that they do have to the things that we have. 00:14:59
Women. So Cassie, want a question on that? 00:15:03
So when somebody moves on out in their account, how long do we keep those accounts? 00:15:07
Before I mean is it? Is there? 00:15:12
Is there some point in time where they're just deleted and? 00:15:16
Done away with so that so the accounts are kept for 90 days dependent on the user. 00:15:19
Some users there is a request from department heads requesting that we do keep that data longer depending on what data they had 00:15:25
access to and what their job. 00:15:29
Was so, but for the most part it's a 90 days that we keep the accounts active. 00:15:33
And we do have backups. 00:15:38
Of account data that we can go back and forth to if something needed to be pulled. 00:15:41
OK. 00:15:46
Thank you. You're welcome. 00:15:47
So then moving on into collaboration and training, one thing that we do is when. 00:15:49
And knew that whenever our department has new software that they're interested in, we really encourage everyone to reach out to 00:15:54
us. 00:15:57
We were more than happy to sit in demos. 00:16:00
To implement the software and really do the training. 00:16:03
Everybody is. 00:16:06
Always good to have a computer person on your side whenever it comes to things like that. So and we never might help. 00:16:07
So I have a question there and that's good you guys do that and promote that and offer to help with that. But what about you guys 00:16:13
from your standpoint do we? 00:16:17
Do we give you the opportunity to give enough training or do you need more or? 00:16:22
Who are we out there? So, so we offer training to all of the employees. We, I'm actually in the process. I'm actually going to be 00:16:28
teaching. 00:16:33
To my staff and network plus class. 00:16:38
So I give them training myself. If I'm unable to provide the training, we provide the training for them and give them those 00:16:40
opportunities and if it's something that. 00:16:45
Umm, I need more approval for, need more funding. I go to Mr. O'Driscoll and Mr. Love and request, you know, the training for that 00:16:50
because. 00:16:54
You know, it starts with us, you know, and it's kind of scary to think about that. But everything, regardless who you are when you 00:16:59
log into a computer, that first step starts with it to make sure that you guys are secure. And that is one of our main priorities 00:17:04
is to make sure you do stay secure, so. 00:17:09
Well, that's what I was missing, her thinking, you know it. 00:17:14
Every year, like when we have our audits, we'll never pass an audit on cyber security, I mean, because it's. 00:17:18
The bad people are, that's their job. They need to keep going to find out ways of hacking into whoever. 00:17:25
Correct. You know, and unfortunately you guys are the ones working at trying to keep up with that. 00:17:32
But you don't know what direction it's going to come from, so. 00:17:39
From that standpoint, from a county standpoint, do we give the IT department enough flexibility or training to help with that? 00:17:43
For you guys, I think in my opinion Mr. Menlove has been awesome as far as being willing to let us do any training that we want 00:17:54
and he like said, if I come across something that. 00:17:59
I feel we need more training in I can talk to him and he's more than willing to help us with that. Security is, you know, and his 00:18:06
number one thing also. 00:18:10
So he is more than willing to help us wherever we need as far as the training goes. So and I think we've done knock on wood. 00:18:14
Fairly good job keeping us secure and that is my main priority is to keep us secure so and if I find something that I feel that we 00:18:22
need training on, I'm always sending things to Cassie and the team. 00:18:27
You know, say, hey, here's an opportunity. Go and look at this. You know, Darrell was out of Palo Alto training, which is our 00:18:33
firewall. 00:18:36
He was out of training yesterday in the Valley for that, so if I you know. 00:18:40
More knowledge is. 00:18:44
Is better so you know. 00:18:46
I appreciate that though. 00:18:49
Can I ask if you could help me understand better what this term fishing means? 00:18:52
So fishing it is when. 00:18:58
A bad actor, they'll send you an e-mail and they're going to try really, really hard to get your information from you. 00:19:00
It's these emails. They can be disguised as credit card statements. 00:19:05
Invoices, they can be just, hey, you know. 00:19:10
I'm from. 00:19:13
I'm from Indiana and I have all this money in this account and I would really love to give it to you. I've seen ones like that. 00:19:15
They're really trying to get your bank information, any personal information they can take from you. 00:19:21
And uh. 00:19:25
With fishing, it's. 00:19:26
Really important too. 00:19:30
Segues right into this training is. 00:19:31
It's really important to be able to recognize the signs of fishing because they. 00:19:34
There are signs of it even misspelling things like that and with the training. 00:19:37
That's the stuff that we put out there, is what to look for. 00:19:41
How to better? 00:19:44
These emails are coming through, how to better identify them? 00:19:46
As fishing emails and. 00:19:49
There's different, you know, there's all kinds of different fishing news. 00:19:51
Like I said, invoices and. 00:19:55
Things like that. And one thing I'd like to touch on that too is. 00:19:57
And the year coming up is what I would like to do. I'm going to be implementing some lunch and learn. 00:20:01
And I think part of that lunch and learns is having different and multiple classes of the same thing. 00:20:06
We'll have a class on fishing that way you can see, you know, and one of the main points is if you ever get an e-mail and you 00:20:12
know, and it just looks a little weird. 00:20:16
Click on that bar up top and see see the return address. Who is this actually coming from? 00:20:20
It may say like, it may say that C Bartling sent you this e-mail, but what's the last of that e-mail? 00:20:25
Is it c.bartling@gmail.com? You know that's not me. 00:20:31
So, you know, kind of look at the e-mail address to see if you think it's fishing and. 00:20:35
Send us an e-mail, you know, say hey I think this e-mail may be wrong. 00:20:40
That's what we're there for. Please reach out to us. We are more than willing to take a call. I don't care if you call me 100 00:20:44
times a day. I would rather you call me 100 times a day. 00:20:48
Then you accidentally click on the link and it happens. You know, it happens to the best of us. We can all click on the link and 00:20:52
not realize that we're doing it so. 00:20:56
So in the link and opening a PDF file going to be the same risk. 00:21:00
Like, say there's something and I said, oh that. 00:21:06
That's some water report that I need to read. 00:21:09
And it turns out to be. 00:21:12
Something wrong? 00:21:15
And but it looks more like a document. 00:21:16
Is that something that could put me at risk? 00:21:19
Yes, absolutely. 00:21:21
So that's pretty scary stuff then. It is, it is, it is so scary to know that, you know. 00:21:23
How many emails we get? I mean, thousands of emails come into the county every day. 00:21:30
You know, and we have systems in place. We have multiple layers. We have, you know, the first layer when it hits here, then we 00:21:35
have another layer when it hits there, and then we have another layer. But each layer, you know, it gets through all three of 00:21:40
those layers and we still have emails that get through. 00:21:44
So I mean. 00:21:50
It's like, it's like you said, it doesn't matter how hard we try, people are out there every day trying to figure out a way to get 00:21:51
around it. 00:21:54
And they do. So I mean, we try our hardest to be as secure as we can and we're going to continue to try. 00:21:58
You know, but you're always going to have that. 00:22:04
Opportunity of getting a fishing e-mail. It's gonna happen so. 00:22:08
OK. Thank you. You're welcome. 00:22:12
And then we're going to move on to the Gila County website and the employee portal. 00:22:15
This is one thing that we do and I really want to. 00:22:20
Because I I work on that, I personally work on me on both of these and. 00:22:22
I want to just extend my thanks to all the departments. 00:22:27
That help me with this it's. 00:22:29
Really a collaborative effort to keep it all updated and well maintained and. 00:22:31
We are going through and we're updating the website. We're trying to get that revamped and then. 00:22:36
With the employee portal, it's just keeping all of the internal links up to date. 00:22:41
Follow the HR information all of the finance. 00:22:45
Forms that they might need and everything else. 00:22:47
Keeping that up to date and. 00:22:50
Like I said, that's really goes back to all the help I get from other departments with that because I definitely don't do that. 00:22:52
And that's about all I have for you guys on my end, if you guys have. 00:23:01
Any questions? I just like to add a couple things too. First, thank you to Catherine. This is her first presentation and good job, 00:23:04
very good. 00:23:08
I want to send a thank you out to the whole county because. 00:23:14
We couldn't help support you without your support to us. So I want to thank everyone of you guys and I want to make it a point 00:23:17
that everyone feels comfortable calling us. I don't want anybody to call us and you know, feel bad that they're calling us because 00:23:22
that is what we were there for. 00:23:27
So please reach out to us even if you have a question on something on your computer. It's not even related to anything. 00:23:32
That is what we're there for. My line is always open. I am open 24/7. You can call me 24/7. It doesn't matter. I will. I will 00:23:39
answer that call and help you out so. 00:23:44
And like Cassie said, we support the county Monday through Friday. Umm. 00:23:49
Eight to five, you know, we have where we have. 00:23:54
Attacks on staff from 8:00 to 5:00. 00:23:58
And then, umm, every week I have somebody different from the team. That way everybody in the team is umm. 00:24:00
Trained, you know, so one week it's Cassie, the next week it's Zach, the next week it's Daryl, you know, so we have our admins and 00:24:05
our techs. 00:24:09
Everybody supporting after hours because I want everybody to be available and be able to have that knowledge to be able to support 00:24:13
so. 00:24:17
Very good. Thank you, Supervisor Humphrey. 00:24:21
James, you were reaching for your microphone, Mr. Chair, so. 00:24:24
Maybe James would like to. OK, sure. At some point, Mr. Chairman, it's right off you. Thank you. Umm. 00:24:28
Wanted to reiterate or make a few points. 00:24:33
That we have. 00:24:36
One of the things that we. 00:24:38
Done with the IT department. 00:24:39
Prior to you coming on as a board, things were really segregated and. 00:24:42
And separated and there wasn't a cohesive group that. 00:24:47
Was the IT department. 00:24:51
From the courts and from the Sheriff's Office, those. 00:24:52
Positions were brought into under the umbrella carry. 00:24:55
The reason for doing that is. 00:24:59
We don't want things to be left out on an island. 00:25:01
Which is what they were. We want to be able to have the cybersecurity and all those things apply to all departments. 00:25:04
And if we got? 00:25:10
Individuals that are outside of what Kerry is doing, then it exposes us and puts us at risk. 00:25:12
We've brought all those in under that umbrella of the IT department. 00:25:18
Cassie's doing our. 00:25:21
Doing a masterful job. 00:25:23
Coordinate all that. 00:25:25
As you probably remember too, that we. 00:25:26
We did have an incident where we were attacked. 00:25:31
And that was 8. 00:25:34
Six years ago. 00:25:37
On July 1st that we were attacked. 00:25:39
There have been tremendous steps that have been taken so. 00:25:42
Should there be an attack? 00:25:45
And as has been pointed out that there's. 00:25:47
A constant deluge that we get every single day. 00:25:49
But we have things in place that should we get attacked. 00:25:52
That we can recover from it. 00:25:55
And that leads into what the Arizona County's insurance poll. 00:25:58
They helped us through that attack. 00:26:01
Came out and decided to do a review of every single county's. 00:26:03
That they cover all of our. 00:26:07
IT departments and what things we have in place. 00:26:10
We went from being. 00:26:13
Horribly exposed and. 00:26:14
Horribly at risk. 00:26:16
To one of the model IT departments, according to ASA. 00:26:18
That is there to ensure that we don't have these. 00:26:22
Incidents take place. 00:26:26
They repeatedly. 00:26:28
Single out Hemet county as a model for. 00:26:31
IT and cybersecurity, the things that are taking place. 00:26:34
In our audits, I can't remember exactly when, the Auditor General. 00:26:38
Focused on cybersecurity and IT departments. We had 1215 audit findings. We're down to 2 and. 00:26:43
As was mentioned, I don't know that we can ever. 00:26:50
The auto general it's like in their job description to. 00:26:53
Have an audit finding. 00:26:57
For it, they don't feel like they're doing their job if they don't. 00:26:59
Say something. 00:27:02
About it. 00:27:03
Down to two of them and. 00:27:05
Those ions are specifically addressed. 00:27:08
Constantly by the IT department so. 00:27:11
I acknowledge Carrie and her team and all that they've done. 00:27:14
Made tremendous progress under your guidance, under your direction and under your allocation of resources. 00:27:18
To be frank, I when I first went to Navajo counties finance director, we're talking about IT resources. 00:27:24
One of the supervisors there said. 00:27:31
If you've got a piece of paper and a pencil. 00:27:33
That's all you need. 00:27:36
That that's your. If you use paper and pistol then you're not at risk and you don't have to have. 00:27:37
All this it stuff. 00:27:42
We have to have IT stuff and we have to be able to be efficient and effective in our jobs and to do that. 00:27:44
And it has to be secure. Thanks to you. 00:27:50
Pointed out you have supported that. 00:27:54
And then Barry. 00:27:56
Economical and efficient in doing so, but at the same time being able to allocate the resources necessary. 00:28:00
To run a top notch IT department that has a secure. 00:28:06
And operate, no worries. 00:28:10
Thank you, Mr. Chairman. 00:28:11
Supervisor Humphrey. 00:28:13
Yeah, I would just like to say. 00:28:16
Think all the IT people very very much for. 00:28:18
For your interest in patients in your profession. 00:28:21
Because it drives me nuts. I I'm in a Stone Age when it comes to it and I want to be in Stoney. 00:28:24
But but my hat's off to you for. 00:28:31
For the things that you deal with every day. And every time I turn on my phone, something's different about it. So I can only 00:28:34
imagine your world. 00:28:38
Of how constant the change is. There's no such thing as idle anything. 00:28:42
And at one time I got a call from a constituent. 00:28:47
That they emailed me something. 00:28:52
And so I got to check in with it. 00:28:54
And it didn't make it through it and so. 00:28:57
When I when I asked for a list of emails I didn't get or where could I see I was I was extremely surprised of the number of 00:29:01
emails. 00:29:05
That are sent to me. 00:29:10
That you guys stop before it even gets to my phone. 00:29:12
And it was, it was a large number. I mean, it was a lot. 00:29:16
Per day, per month. 00:29:20
And and so I sifted through some of those to reach out to a few of the people. 00:29:23
That that didn't get through. 00:29:28
And, and, but I don't apologize to those people, and I thank you very much. 00:29:31
And if I don't get half of my emails to keep us safe. 00:29:36
I'm fine with that. I'll tell the public, hey, you know, we. 00:29:40
We have to protect ourselves. I have a phone number call me instead of just shoot me because it seems to be, you know, with a 00:29:43
group emails and all this stuff, it's easier just to e-mail 15 people in this big phone call somebody so. 00:29:49
In my public meetings and stuff, I advise people to call my phone number. You know, don't e-mail me because maybe it'll get 00:29:57
through, maybe it doesn't. And like I say, I'm not fond of my phone to sit down for 30-40 minutes out. 00:30:04
Hour a day and go through emails drives me crazy. I just soon. 00:30:11
Answer a telephone is where my thumbs out trying to answer. 00:30:16
So I thank you very much for all that you do and like I say. 00:30:21
If you know, I was really surprised at the emails that I don't get and that's because of what you guys are doing to keep us safe 00:30:24
and so. 00:30:29
So for any of my constituents out there listening. 00:30:33
Give me a call. 00:30:38
You know, don't e-mail me. So anyway, thank you very much. I appreciate all you do. 00:30:39
Thank you Supervisor Klein, Those filters are good. 00:30:46
They catch a lot and and just so you all know the way the filters work, there's there's multiple different ways that a filter 00:30:50
works, but one word. 00:30:54
Will block your e-mail. If there is that one word in that e-mail, it'll block it. 00:30:59
You know, and there's, and it's a wide range of words. It's not just, you know, one. 00:31:03
You know, so there it's there's so many different things that can block an e-mail, so. 00:31:07
But Carrie, thank you and thank your department. Cassie, you guys are awesome. 00:31:12
You know, they've always been more helpful. I'm doing good to turn my cell phone on. And I don't know, sometimes Kathy turns my 00:31:17
computer on, so. 00:31:20
That's good. You guys are, you've done a really good job and. 00:31:25
And if there's anything support wise from? 00:31:29
Needed I can do to help you guys which. 00:31:32
As a board, I think we were all hopefully in agreement to but. 00:31:35
Let me know. 00:31:39
I appreciate that. 00:31:40
Go from there. 00:31:42
Thank you. 00:31:43
Cassandra, great job this morning. You're a natural. 00:31:46
So let me ask a couple of questions. How many employees does your department have? 00:31:50
11. 00:31:57
Evidence. So you do all of that with 11? 00:31:58
Yeah. 00:32:02
Your department to me is very important. I don't understand it all. 00:32:03
Or even claim to understand much of it. 00:32:07
I'm able to operate in the world of. 00:32:09
My phone and computer but. 00:32:13
It's it's not my thing. I don't have interest in it, so I don't really. 00:32:17
Pursue trying to understand every aspect of it. 00:32:21
I have to trust in our IT department. 00:32:24
And I think you guys did great and you guys did score very high with the Auditor General. 00:32:27
And I remember asking the question, is there ever a county that has ever. 00:32:32
Scored perfect and they said well no. 00:32:36
We don't do that. 00:32:40
And so. 00:32:42
You are so close to that though. I think that he the county should be proud to know. 00:32:45
That we are leading that. 00:32:50
Throughout the state. 00:32:52
And you guys are responsible for that? 00:32:53
The thing about this is that there's always a threat. 00:32:57
You're at war every day. 00:33:01
For that and so the one thing I do not ever want to get a phone call on is our system has been. 00:33:04
Breached. 00:33:11
And I think you guys are defending that rather well. 00:33:12
So thank you, Thank you. And I presume that you have everything you need to conduct. 00:33:15
The IT department, if you don't have enough, then you have to let us know. 00:33:24
I do have one more part of my presentation. OK, all right. 00:33:28
So we are in the process of implementing a new phone system. So with this new phone system, it goes back to the security of 00:33:34
things. 00:33:38
So, and with the, with the new phone system, it's going to add a lot of more security features. It's going to going to eliminate 00:33:43
our one point of failure. Right now we have one point of failure in our courthouse. Our, our, our phone system runs. 00:33:51
Through our MDF here down in the which is our main data center down in the basement. So if you have an outside of Payson or the 00:34:00
Sheriff's Office or young. 00:34:05
All of our outlying sites lose connectivity to our point right we're at right now. 00:34:10
We lose our phone system so. 00:34:15
This phone system will no longer require a connection here, so it's taking it to the cloud and I know there's a lot of things that 00:34:18
have gone to the cloud. 00:34:22
But this right here is making it where we're actually able to implement the. 00:34:27
The phone system throughout countrywide. 00:34:32
And be able to make it easier and more secure for y'all. 00:34:36
So with the, like I said, with the phone system, it has the modern communication. It goes through the cloud. 00:34:40
You're able to communicate. We can actually have your desk phone. 00:34:47
Application ring on your cell phone. 00:34:50
Your laptop or your desktop, You have any of those options. You no longer even have to have a desk phone if you don't want a desk 00:34:53
phone. 00:34:56
So, umm, and. 00:34:59
It completely integrates with everything there. 00:35:02
So it is cloud based. 00:35:04
And like I said, you have the flexibility of all of it. One example we've, we've done a partial rollout just as testing base right 00:35:08
now. 00:35:12
But one prime example right now, our Roosevelt substation where the Sheriff's Office is Sergeant Thor and them are out there. 00:35:17
Umm, they didn't have a felon there because we it. 00:35:24
They couldn't connect back to us. The connectivity there is is. 00:35:27
You know is so. 00:35:31
They don't have much service there, let's put it that way. So. 00:35:33
We were able to put one of these phones there. They now have a desk phone there. 00:35:37
With one of these, because it doesn't take hardly any bandwidth to make a call on one of these desk phones. 00:35:41
Your desk phone is more or less going to look like the one that you have now. It's just a little bit different. It's made by a 00:35:46
different company. 00:35:49
Umm, so umm, but it makes it a lot easier for us to be able to implement these phones so. 00:35:52
What has Advanced Analytics? We're able to run reports. 00:36:00
So on those reports, I can tell you how many calls were called during the day, who made the calls if we have somebody from the 00:36:04
outside that calls and. 00:36:08
Makes a threat or whatever and you call me and say, hey, somebody called at this time I can literally call go in there and tell 00:36:12
you. 00:36:16
Who made that call? What time they made that call? How long they made that call? 00:36:19
And even do some tracing back further in the back end on it so. 00:36:23
We do have the options to turn on recording. 00:36:28
Right now we have the pace and probation or not the patient, but patient justice court is actually on the new phone system. 00:36:32
So with the new film system there. 00:36:39
We have them on a call queue, the phone that all the call outside calls come in, it goes into a queue and then it they answer the 00:36:42
calls into that queue. They have requested me to turn on call recording on that queue. So if they have somebody to call in and 00:36:47
make a call on there. 00:36:52
And uh. 00:36:57
They may, they need to have that reporting. I can pull that reporting for them. I'm able to do that so. 00:36:58
It is a by request. 00:37:04
For that it is not enabled on all phones you know and the majority of them is on your on your cues. 00:37:05
You know so. 00:37:12
One thing, can you swap over to that report for me? So I run an example report for you. So this is yesterday on all the calls that 00:37:14
came in yesterday, so. 00:37:19
So just for yesterday, I've got 3 departments on this phone system right now. Can you enlarge it from that test? 00:37:25
There we go. So yesterday alone we had 632 calls y'all. 00:37:33
So we had 369 incoming our inbound calls and 263 outgoing calls. 00:37:37
This is a report that I'm able to run. 00:37:44
So we were not able to run that on the on the old system. So this is going to be able to give us. 00:37:46
You know the amount of calls incoming and outgoing if you have a department that needs to know. 00:37:51
Is this person actually taking calls or receiving calls or whatever? You know, we're able to run those reports for you guys. 00:37:58
And I put an example of that report in there for you guys on that so. 00:38:10
So on these new phones, the call quality on the new phones is is night and day compared to what the other one was. 00:38:14
So it is there. You don't have the static, you don't have the like the scratchiness on those calls. 00:38:21
And we're able to we can mask a caller ID on. 00:38:27
Umm, they said. 00:38:32
Features that are available on this is night and day what the other one was we're able to. 00:38:34
Umm, like for a department, like for the patient justice court, we were able to create them a phone tree with. 00:38:40
Overnight we were able to create them that phone tree and a phone tree is how it works is somebody calls in. 00:38:46
They get an announcement says thank you for calling Healing County or the patient justice Court. 00:38:52
You know, and please hold for the next available caller, you know, and so we're able to do that so. 00:38:56
Our IT department is actually running through the new phone system also, so when you call in today, you'll actually hear. 00:39:03
Hear me, you know, say thank you for calling Healy County IT department and then after hours it automatically goes to that after 00:39:09
hours numbers so. 00:39:12
Security. So all calls are. 00:39:19
We require a 2 factor authentication when logging in and configuring the system. 00:39:22
We do regular security audits on the system we do have. We don't our work also doing security audits but the actual go to system 00:39:27
is actually doing security audits for us also. So if they see an anomaly in there or something they will reach out to us and let 00:39:32
us know. 00:39:36
So. 00:39:42
On that. 00:39:43
Here is actually what the phone looks like. 00:39:45
It is a very user friendly. 00:39:47
Like I said, it kind of looks like your old one. It's more or less the same thing. And on this one, you do not have to dial a nine 00:39:50
to get out, you just dial the. 00:39:54
Dial the extension or dash dial the numbers just like you're using your cell phone. 00:39:58
So once everybody is implemented. 00:40:02
We will be able to do that so. 00:40:05
Umm. And then umm. 00:40:08
Introducing the Phone System, a cutting edge cloud based platform will revolution how we communicate and collaborate as an 00:40:11
organization. This modern solution pack advanced features and powerful analytics to boost our productivity and connectivity like 00:40:17
never before. In the coming weeks, we'll be rolling out the go to phone department to department. 00:40:22
Along with the hardware deployment will provide comprehensive training to ensure everyone is. 00:40:28
Can harness the full potential of the transformative technology. Big words thrown in there. 00:40:34
Get ready to experience communication that's smarter, more efficient, and tailored to your team's unique needs. 00:40:40
All right. Any questions for you? I know I just threw a lot out y'all and I apologize. No, that's great. Thank you, Carrie. 00:40:48
Pleasure, Humphrey. 00:40:52
I have no questions. 00:40:57
I'm I'm good. 00:41:00
I will be providing comprehensive training to. 00:41:01
Each department, so I will make sure that you are comfortable with the system before we walk away on that. Well, you did say that 00:41:04
we don't need a phone in our office if you choose not to, yeah, then. 00:41:11
That that may be a direction. 00:41:17
That I go because I don't use it much anyway. My cell phone is kind of. 00:41:20
Became my my buddy. That is totally fine. You can totally work with that. Thank you. You are welcome. 00:41:24
Supervisor Klein. 00:41:31
I'm good. Thank you, Kerry. You are very welcome. 00:41:33
So this phone is what I use. 00:41:36
And. 00:41:38
You would add a number onto this phone. Is that what you do? So there's an actual app. We have two choices. We can actually 00:41:42
forward your desk phone to that, but there's an actual application that can be installed on there that people can call into your 00:41:46
desk phone and it will ring that phone for you. 00:41:51
All right. I look forward to reviewing that one. Absolutely. Thank you very much. You are very welcome. 00:41:57
Great. Anybody else? No. OK. 00:42:02
How soon are you going to be trying to start that rollout? 00:42:04
Umm, probably we will continue the rollout next week. So like I said, we already have 3 departments. We have the peace and 00:42:08
justice, court, health. 00:42:12
And emergency services and public fiduciary are currently on the system, so. 00:42:16
And they've. 00:42:22
I think we've gone pretty good. the IT department's been on it for a few months. We wanted to test to make sure it was good, so we 00:42:23
will continue to roll out. If you have issues or anything, please reach out. 00:42:28
Appreciate all you do. Oh, absolutely. Thank you very much. All right, thank you. 00:42:34
OK, our last item today is to see. 00:42:39
Information discussion regarding utilizing. 00:42:43
Here the county Tommy Klein Martin Complex as the location. 00:42:46
For the construction and installation. 00:42:50
Of the Rally Around the Flags project. 00:42:52
Good morning, Michael. 00:42:55
Good morning, Chairman, Members of the Board. So this is a continuation of the last work session. 00:42:57
Back in October. 00:43:02
2024. 00:43:03
Regarding this project and Chairman Christensen, please correct any mistakes I make since this project is in your district. 00:43:04
So the Rally around the Flags project, if you remember. 00:43:14
The board instructed staff at the last work session to look at alternative sites. 00:43:18
If you recall, the original site for this project was. 00:43:23
Believe on the Apache Nation land that changed and. 00:43:27
They were considering putting these flash. 00:43:34
Constructing them and installing them on the Tommy Klein Martin building. 00:43:37
And then the last work session, the board wanted staff to look at some alternative sites and that's what the staff did. 00:43:40
The staff met with Supervisor Christensen and representatives from the Math of Profit, which I believe are up in the patient 00:43:47
office today. 00:43:51
In particular, we met. 00:43:56
On a couple occasions out at the property that Gila County owns near the Community College and Payson off of 260. 00:43:58
The county owns 20 acres of that land. 00:44:05
So we met out there with my facilities department. 00:44:09
We met out there were not-for-profit representatives, just to see if there is an area out there. 00:44:13
Which we could install these flags. 00:44:19
On this property. 00:44:22
And also be near some infrastructure. 00:44:24
So after several visits to this site, it was determined by staff. 00:44:26
That property would probably not work that well for this particular project. 00:44:32
There is no infrastructure close to it. There is some infrastructure close to the Community College. 00:44:37
But we would have to either level some of the property. 00:44:42
To make this project work, which could increase the cost dramatically for this project. 00:44:48
As well as some of the visibility of these flags if we put these flags located closer towards the. 00:44:53
Community College they would be. 00:45:00
You you wouldn't have much visibility for these flags. 00:45:04
So there's two issues. We looked at the cost and the visibility for that particular property, the 20 acres, it would increase the 00:45:06
cost of this project drastically. 00:45:11
And the visibility would be extremely low. So we went with that. We looked at other areas around around the Payson area. 00:45:17
And the conclusion staff had was, is the Tommy Klein Martin property would seem to be the best location for this property if the 00:45:25
board determines this project to move forward? 00:45:30
It's flat land there, it's next to infrastructure. 00:45:36
Umm, so the cost would be a lot lower than the 260 property. So that's where we stand at this particular moment and I'd be happy 00:45:40
to answer any questions or hear your thoughts on this. 00:45:46
So please ask away. 00:45:53
Thank you, Michael. And just to reiterate what you said, we do have representatives working on this project. 00:45:55
At the patient facility, if we have any questions for them? 00:46:00
You mentioned a supervisor, Humphrey. 00:46:04
I have no questions. 00:46:06
Thank you, Supervisor Klein. That was quick. 00:46:09
So I. 00:46:15
If if it if it's not going to work on the 260 property, it's not going to work. 00:46:19
The one thing that I will say and I. 00:46:23
I'm not totally opposed to having it at Tommy Klein Martin Building. 00:46:26
But I will be one that's going to be looking at not cluttering up later, you know, So if the flags will fit, they'll fit. But. 00:46:30
Boy, we're. 00:46:38
Take up about every little piece of that property to do this. 00:46:40
And that's fine. That's good if we need to do that. 00:46:44
Which I mean our 20 acres. 00:46:47
We we just need to deal with it in another way. It needs to go down the road actually. 00:46:50
And so. 00:46:55
So I don't have a problem if we need to go that way. 00:46:56
As far as infrastructure leveling and all that, I never did. 00:47:01
Go look at that site with you guys. 00:47:06
Umm, you know I. 00:47:09
I visualized a site with those flags to have like a little visitor area with. 00:47:12
Plaques and benches and things like that, which we don't have room at Tommy Martin Klein Building. 00:47:18
And so the other PLA place where I was. 00:47:25
Thinking we had the room if you're saying we don't have the infrastructure. 00:47:29
What would it cost? Too much or whatever that's. 00:47:34
That's fine. I mean, we'll stand the polls, put the flag and. 00:47:36
And we'll be good and go from there, so. 00:47:40
That's all I have to say. 00:47:45
Thank you, Michael. Thank you, Sir. Thank you, Supervisor. 00:47:46
So you you did receive some of the. 00:47:50
Measurements and plans, I think previously. 00:47:57
About location and things. So yes Sir. 00:48:00
So we're working toward that. 00:48:03
And we're not sure how much this project is going to cost. 00:48:05
There has been a significant amount of money that has already been collected. 00:48:09
And so can you tell us? 00:48:15
Now. 00:48:17
Given the fact that it seems like we're accepting the idea of putting it there, what the next project is, what the next step is. 00:48:19
Oh, absolutely, Sir. So. 00:48:27
It's my understanding currently they're not-for-profit has raised approximately $33,000. 00:48:29
And each board member. 00:48:35
Year 3 has pledged $5000 I believe, so 33 + 15. 00:48:38
That's how much money we have currently for this project. You don't know the cost. 00:48:46
The total cost just yet, but the next step would be to. 00:48:51
Hire a design and engineering. 00:48:55
Company to come out and to design this. 00:48:58
And engineer it because we are going to be required to have some ADA compliance. 00:49:01
As well as running electricity. 00:49:07
To these flags for some lights and those kinds of things. 00:49:10
That particular cost is approximately $10,000. 00:49:13
So just to do the design and engineer. 00:49:17
It's also my understanding of Chairman that. 00:49:20
We have a lot of people up in the Payson area. 00:49:23
Local businesses and professionals that are going to be donating time and resources and materials to this project. 00:49:26
So that's gonna. 00:49:33
Of course, reduce the cost. The total cost of how? 00:49:35
We install these flags and pour the concrete, so it's all going to depend on. 00:49:39
What resources we get for this project? 00:49:44
And and who's going to do what and coordinate that before we can get a final cost? 00:49:47
But the initial step is to hire a design and engineering firm to come in to even let us know if it's feasible in that area. 00:49:51
And then if it is, we'll be able to get a better handle on the cost after that. 00:49:59
I thought we've already determined that. 00:50:04
That's feasible in that area. 00:50:07
No, we have not determined whether it's feasible or what it's going to look like. We just have renderings of drawings of ideas. 00:50:10
So we we know the number of flags, we just don't know. 00:50:18
The best location, the setbacks, those kinds of things. 00:50:21
And and where to tap into the electrical system for the lights. 00:50:25
And those kinds of things. So. So we need to design an engineering firm. 00:50:30
To come in and meet with everybody and get their vision. 00:50:34
On paper. 00:50:38
And then move forward with the cost. 00:50:40
That could put a whole new twist to this whole project. 00:50:46
It could, but also it also could tell us that the project is is feasible the way. 00:50:52
The vision of the not-for-profit and some of the Payson residents and the volunteers, the vision that they have in their mind for 00:50:58
this, it could also tell us that that actually can occur. 00:51:03
Then what would you did you say the cost of that's going to be? 00:51:08
Estimated cost for the design and engineering is $10,000. 00:51:12
10,100. 00:51:15
50 or something like that I think. 00:51:18
And which company is this going to be through? 00:51:21
I forget, Sir, I can get that. 00:51:23
So when let me ask you something? 00:51:27
When we look at something simple like this, a flag project in our space. 00:51:29
Umm, why are we not using our own engineers? 00:51:35
They're not designers as well, and some of them aren't. 00:51:40
Engineers and some of the electrical systems. 00:51:43
And Ada, you know, as far as pointing concrete things like that, so you typically go out. 00:51:46
And hire a company that has all those professionals under one roof that you could tap into. 00:51:52
As electrical engineer is not going to be. 00:51:58
Versed in how to design? 00:52:01
Something with Ada? 00:52:04
Flagpoles in. I understand that, but I'm looking at a project that to me doesn't seem like it's a real. 00:52:06
Involved project, you know I'm saying. 00:52:13
It's a little bit more complicated than just installing flags at this particular because we have setbacks on the Beeline Highway. 00:52:17
We also have infrastructure and we also have ADA compliance issues. We have to. 00:52:24
Figure that out is and then of course you have to pour the concrete a certain depth. 00:52:30
And those kinds of things. So. So yeah. 00:52:35
You have to take a look at that. 00:52:38
I could go on this subject for the rest of the day, so I think I'll cut it off right there. 00:52:44
Thank you. Thank you, Sir. So, Michael, the information you gave me was Logan Simpson. 00:52:48
Yeah. OK. So that's the company. 00:52:54
That gave us a quote. 00:52:57
Correct SO. 00:52:58
The question then that I'm hearing is. 00:53:01
Is it an absolute requirement that we do this? 00:53:05
This approach. 00:53:09
To $10,150. 00:53:11
Design approach. 00:53:14
Versus doing that ourselves now? 00:53:17
Flags, this can be called flag poles, and there's going to be wind and there's going to be have to be. 00:53:20
Some sort of engineering involved to make sure nothing. 00:53:25
You know, collapses, falls over. 00:53:28
And we do have setbacks, but is this the only? 00:53:30
Route that we can go or is there a lesser expensive way of doing it? 00:53:34
While maintaining. 00:53:38
Protection. 00:53:40
Liability, liability and all that. 00:53:42
Let me put it this way, I would strongly recommend to go that route. 00:53:44
Can we do it? 00:53:49
Possibly. 00:53:51
Another way. 00:53:53
Some in house, some some contracting work. 00:53:54
Maybe, but it might actually be more costly in the end. 00:53:58
To do it that way and more time consuming. 00:54:02
As far as that goes, but when you're talking about engineering, the. 00:54:05
The length you know of flagpoles in corn concrete. 00:54:08
And putting electricity would be my strong recommendation to get a design firm. 00:54:12
To come in and help us with that. 00:54:17
I, Mr. Chair, I agree with Michael because. 00:54:21
If we go further with a contractor, I don't know that a contractor would even bid on the job without a design. 00:54:25
Because I you know. 00:54:32
Having been a contract for 27 years, if I don't have a map. 00:54:35
Go by. I'm not going to take on the liability of. 00:54:39
All of the facets that are included in something. 00:54:42
Like in a project like this. 00:54:46
Thank you. 00:54:51
So. 00:54:54
Michael, I would agree that we should start the process then. 00:54:56
Get a design on it, get parameters on it and then we can. 00:55:00
Figure out whether or not we can actually get this project done. 00:55:05
Yes, Sir. Thank you. 00:55:08
Is that what everybody kind of thinks? Well, I can't ask that question so. 00:55:11
That's just sort of the message that I got. 00:55:17
And so is there anything else from the supervisors? 00:55:18
No, I'm good. Thank you. 00:55:22
Just two questions and I don't need them answered now. 00:55:23
But one you mentioned electrical, I was. 00:55:27
Considering maybe solar? 00:55:29
You know if that could be. 00:55:32
A thought on lighting up the flags at night, if they're gonna. 00:55:33
B 24/7. 00:55:37
And and who is going to be responsible for the flags? 00:55:39
Like putting them up, taking them down, is that going to be from volunteers or things? 00:55:43
And I don't expect answers from those now, those are just. 00:55:49
Questions that enter my mind if we go forward. 00:55:52
With this project I would be interested in knowing. 00:55:55
So I do have the answer supervisor unfair on those. 00:56:00
As far as the, it would be the volunteers that would be responsible for coming in for the flags, right? You know we're. 00:56:03
Lowering them, raising them the the. 00:56:09
The whole project itself after it's built, it's on our. 00:56:12
County property so our facilities department would be responsible for maintaining. 00:56:16
That particular area, just like we do with other like the statue up there and those kinds of things. If there's anything that 00:56:22
needs to be maintained, we'll we'll take care of that. 00:56:26
And then the. 00:56:31
The other question is we, we have been in discussions with my facility Director, Joseph about. 00:56:34
Solar and electrical. 00:56:41
Solar seems to be actually a little bit higher cost. 00:56:43
With possible more main maintenance issues. 00:56:47
Because you have to have specialized high-powered solar systems for the lights to. 00:56:51
Shine upwards towards the flag. So we are looking at solar as well as electrical and that can be part of the design phase as well. 00:56:56
Well, thank you for your extremely thorough approach on this project. 00:57:04
Yeah. It's kind of a moving target as we start into this process. So we have. 00:57:11
Basically what we're saying is we're going to grant permission for. 00:57:18
This project. 00:57:22
And it's not my project but. 00:57:23
They did approach me, so it's a project that. 00:57:26
Has been put together mainly by those that are involved in Payson right now. 00:57:29
And they have taken a great deal of time to collect money to do it and so. 00:57:35
We want to do it right and it'll last for a long time. There has been. 00:57:41
Indications that the honor guard would take care of. 00:57:45
The flag's replacement and all of that. So. 00:57:50
Those are all things we need to work through. 00:57:54
Yes, Sir. 00:57:56
OK. Anything else, Michael? 00:57:58
I'm good. OK. Is that it? OK, Thank you. Thank you. All right, Lisa, do we have anyone call to the public that would like to 00:58:00
speak? 00:58:04
Thank you and thank you for coming today. By the way, they're in Payson. 00:58:14
Cassandra OK, anyone here in Flow? 00:58:20
That wishes to speak. OK, let's move on to item number 4. 00:58:24
And that is our. 00:58:28
Reports and I'll turn it over to Manager Memo. 00:58:31
Mr. Chairman, members of Board, thank you for the moment. 00:58:34
I did want to last Tuesday after our board meeting got. 00:58:38
Informed of the Community College. 00:58:42
And the status of that they have been awarded, they have. 00:58:45
And awarded a. 00:58:47
Accreditation. 00:58:52
By the accreditation agency. 00:58:53
Being. 00:58:56
Able to move forward. 00:58:57
And so in the announcement that I received that there as a July 1st, we no longer have a provisional Community College district 00:58:58
that is tied to Eastern Arizona College. 00:59:03
But we have Gila County. 00:59:08
Community College District. 00:59:10
I want to acknowledge you as board, the Board of Supervisors that. 00:59:12
As a one time expense in the cost of getting to this point that. 00:59:18
I believe in your foresight and your wisdom and supporting education in Gila County that. 00:59:23
This was able to be. 00:59:29
Happened by. 00:59:31
Allocating out of county The county budget $250,000 a year. This has come to be. 00:59:33
And I think that what you have done has been an extremely important. 00:59:39
Part of getting to this point so I. 00:59:43
Trust, thank you and congratulate the college district and you for partnering. 00:59:47
Board for the Hila County divorce through our department. 00:59:52
With the Community College district. 00:59:55
To get to this point of. 00:59:57
Being a full blown Community College in Healer County. 00:59:59
Tremendous time for celebration. There are a couple of events that will be scheduled. 01:00:01
Here in the coming weeks. 01:00:07
To celebrate together. 01:00:09
So, Mr. Chairman, I just want I know many of you. 01:00:12
Each of you may have a comment for that, but I wanted to. 01:00:15
Acknowledge that and congratulate the Community College District. 01:00:18
And all of their work has been. 01:00:21
Very challenging, very difficult. 01:00:23
Portuguese. 01:00:26
All of us here asked questions about progress and things, and those are things that we should ask. 01:00:28
Then it's important that we know what's going on when we're. 01:00:33
Putting money into. 01:00:37
Such things, but it's come to pass them. 01:00:38
Thank you, Mr. Chairman. 01:00:40
Thank you, Supervisor Humphrey. 01:00:42
Mr. How, how, how super that information was? 01:00:46
You know when we first started reaching for that. 01:00:51
There was some skepticism. 01:00:54
But it's it's, it's neat that it is carried through and. 01:00:57
And with our funding towards that. 01:01:01
It'll be interesting working with them in the future to continue. 01:01:03
I would myself would like to continue being a funding source for it. 01:01:07
For their struggling and continuing to. 01:01:12
To get this project going. 01:01:15
And on other things I don't have a lot down that I'm working on or going to work on but. 01:01:17
Something I'd like to work on is. 01:01:23
The three of us up here, we have got sworn in, so we're. 01:01:26
Re elected for four more years and Mr. Men love your contractors for another 4 so. 01:01:29
You know, looking forward, I would like to dive back into some, you know, some of our projects and things and where we're going 01:01:35
with those. 01:01:39
Like the electrical for this building, we know that that's a major. 01:01:43
And you had talked about us. 01:01:47
You know, perhaps needing to reach out for a loan for a project such as that. 01:01:50
So, you know, I mean with the four years to work on something of that nature. 01:01:55
You know, the Central Heights building, I think we've had many, many meetings on properties and projects and. 01:02:00
I'd like to kind of narrow. 01:02:07
Some of those down in the future. 01:02:09
You know the Central Heights building. 01:02:11
Can we own it? Do we not want to own it? You know where we're going with that. We've had a presentation of a new building and. 01:02:13
You know, where, where might that set? And if it does, what are we going to do with our existing buildings and so? 01:02:19
In the next 4 years, I'd like to kind of look at some of those. You know, the the 260 property came up today for the flags, you 01:02:27
know, kind of. 01:02:31
What direction are we going with that? We've been working on that one for about 8 years. So I would I would like to see some of 01:02:35
these projects get. 01:02:39
A direction in our in our goal forward with. 01:02:44
Some of the things that we can work on South. 01:02:49
Thank you very much. 01:02:52
Thank you, Supervisor Ham Chairman. 01:02:54
Supervisor Klein. 01:02:56
I really don't have a lot, but I do want to talk about the college just real briefly. And I really want to thank Jessica and you, 01:02:58
James. 01:03:01
There was a lot of work that you guys did on this. Probably not very mean people know about so. 01:03:05
So that was a big undertaking and the College Board did an awesome job getting it done. 01:03:11
Umm, a lot of worries going around our communities over that, and rightfully so. 01:03:17
That was that was a big tackle so. 01:03:23
You know, umm. 01:03:26
From us is aboard it's it's good we can support them and hopefully continue to do that as well but. 01:03:28
But you 2 did an awful lot of work. 01:03:35
On that one. So thank you so much for that and. 01:03:37
I agree with Tim. You know, just looking forward that we got a lot of stuff to go through. 01:03:41
And uh. 01:03:47
Homer, you need to stick around a little longer. See us through on all this, but. 01:03:49
There will be some good discussions and I think. 01:03:55
I think my opinion on a lot of this stuff that we've discussed the last three years. 01:03:58
We need to quit discussing it and see what we're going to do and get started. 01:04:04
That's, that's the direction I want to be coming from. It's like, no, I'm about done talking about these projects and stuff. So 01:04:08
are we going to do them? Let's do them if we're not. 01:04:12
Let's go on other than that. 01:04:17
Mr. Chair, that's all I had. Thank you. Thank you. 01:04:20
So I'll make a comment about the college. It's on the front page also of the paper today in Payson. 01:04:23
And so the outcome is absolutely what everyone has been looking for. We've had some rough water. 01:04:30
Rough water on the. 01:04:35
On the way to it. And so I'm very pleased to the news. 01:04:37
And so candidacy at this point? 01:04:41
And they can start pulling everything together for. 01:04:44
A July 1st. 01:04:48
For accreditation, which is great. 01:04:50
20 years it's been. 01:04:52
Sort of a project. 01:04:54
Also wanted to say then, since I'm on the legislative Policy Committee for the CSA. 01:04:56
We had our first meeting. 01:05:03
And so the Legislature of Arizona. 01:05:05
They do an awful lot right away when it comes to introducing build. 01:05:08
So as of January 23rd, that's 11 days in the session. 01:05:14
There's over 900 bills and I presume they'll get pretty close to 2000 by the time it's done. 01:05:18
The CSA. 01:05:25
Legislative Policy Committee. 01:05:27
Then umm review some of the ones that are pertinent to county issues. 01:05:29
And so we went over quite a few of them. 01:05:36
Last week and. 01:05:40
Sort of the. 01:05:42
Filter that is used on all of these. 01:05:44
Is five questions is it? 01:05:47
An appropriate policy solution. 01:05:49
Are there other avenues? 01:05:52
To pursue. 01:05:55
Does it show a demonstratable taxpayer value? 01:05:57
Is it sustainable long term? 01:06:02
And lastly, the potential cost. 01:06:07
That may be affected later. 01:06:10
Will it cause long term issues? 01:06:13
And so when you run it through the filter of those five questions. 01:06:16
There's an awful lot of them that just don't that that are we just oppose. 01:06:20
A lot of them like 90. 01:06:26
Over 97%? That just don't make any sense. 01:06:27
They're largely political bills. 01:06:30
In my opinion, it's like what I call the feel good bill. 01:06:33
You know, let's start. Let's do something, then I can tell my constituents that. 01:06:36
I tried to get this done. 01:06:42
Sort of thing. 01:06:44
So a lot of them are repeat bills from last year, the year before, things like that. 01:06:46
A couple of the things that we rejected right off was. 01:06:51
Umm, redrawing the boundaries of Maricopa County. 01:06:55
And having 5 counties absorb. 01:07:00
Massive parts of Maricopa County. 01:07:04
That would turn Heba County into a 350,000. 01:07:06
Person County. 01:07:10
And of course, that would just flatly reject it. That's not. 01:07:13
It's just flatly rejected. 01:07:18
For obvious reasons, there are, and then there's another one. 01:07:21
Where the Maricopa County would be divided into 4 new counties. 01:07:24
And that was rejected as well. There has to be a good reason to do that. 01:07:29
And so you have to have a good reason to do that other than. 01:07:34
Maricopa County just has too many people. That's not a good enough reason. 01:07:38
So we went through quite a few. They're all rejected. We did support. 01:07:43
A couple of measures that help. 01:07:47
Umm, in the sense of the Auditor General. 01:07:50
Overseeing the county treasurers at a higher level. 01:07:55
OK, whether or not these bills pass is. 01:07:59
You know we don't know. 01:08:03
But we did support maybe more review. 01:08:05
Over the treasurers. And that's a reaction, as we know. 01:08:09
To the the county treasurer. 01:08:13
That embezzles the money. 01:08:16
And so that that happens a lot. So something happens. Oh, let's make a bill. Let's make a law. 01:08:18
And so we get a lot of election stuff that way too. 01:08:25
Like one of them was. 01:08:28
Going to precinct voting only. 01:08:31
Without having voted centers. 01:08:34
This would increase the cost. It would make it less convenient. 01:08:37
There would be a cap of 1000 people per precinct that could vote at that spot. 01:08:41
And anyway, just complicate the voting tremendously. 01:08:47
Add to the cost, require more volunteers. 01:08:52
And solve what? 01:08:55
And solve what? 01:08:57
It's the idea that it's a solution. 01:08:58
To a perceived issue. 01:09:02
And so we rejected that one as well, so. 01:09:04
I'll be meeting every week on the LPC and I'll try and. 01:09:08
Take a little less time to review. This is the first one, so I took a few minutes to kind of say. 01:09:13
The direction we're going. 01:09:18
And go from there. So the deadlines are coming up. There's a. 01:09:19
I think it's. 01:09:24
They had it here. It had to be out of committee. 01:09:27
All bills have to be out of committee by. 01:09:31
The end of February or something like that, So. 01:09:34
It's a it's a mad rush. 01:09:37
Yes, Sir. 01:09:40
Mr. Chairman, I apologize to back up a little bit. 01:09:41
But as you in your reports you've mentioned about procurement and being able to do some projects and do some things. 01:09:44
Want to take a moment if I could to have. 01:09:50
Mary to come and introduce a new staff member at the Finance Department. Olivia Todd, Finance Director. 01:09:53
Their specific purpose will be procurement. 01:10:00
We recognize that we have issues with the permit. 01:10:03
Need to be more efficient, effective in what we do. 01:10:06
And one of Olivia Direct. 01:10:09
First charges is to. 01:10:12
Work on procurement countrywide and how we can do it better. 01:10:14
So Marin, if with your permission please. 01:10:18
Good morning, Chair supervisor, client Supervisor. Humphrey, This is Olivia Todd. She's joining Healy County Finance for the 01:10:23
second time. 01:10:27
She brings a wealth of experience in all areas of finance as well as treasury. 01:10:31
And all areas of government finance, we're super excited to have her on board. 01:10:37
And she is currently working with a consultant to update. 01:10:42
And improve our procurement policy so that it comes. 01:10:46
To you in a new up-to-date format. 01:10:50
With current. 01:10:53
Statutory. 01:10:55
References and other items in it that need to be updated. 01:10:57
From there, we will update our procurement procedures. 01:11:01
And Olivia is also working on helping us go live with. 01:11:05
A new contract management software that will make everything much more transparent to our departments. 01:11:09
And make it really easy, similar to how Michael has describedmonday.com to you. 01:11:15
It'll be like the finance version of that. 01:11:20
So you'll be able to see, or your executive admins will be able to see at a glance. 01:11:22
What the status of any project or procurement is? 01:11:27
Wonderful supervisor. 01:11:31
Humphrey. 01:11:34
Thank you very much for joining the team. 01:11:35
We, we, we appreciate the teams that have been built. 01:11:38
And so thank you for for coming on and there's a presentation from it today. So as we go forward and thanks Mr. Menlov as manager 01:11:42
to. 01:11:47
Help us look at our departments. 01:11:52
And fill positions and go forward to try to build a better team. So thank you very much for coming aboard. 01:11:54
For a second time, apparently to help us. 01:12:01
Go forward with the. 01:12:04
With with our needs to be a better county. Thank you. 01:12:05
Welcome, Olivia. 01:12:11
Yeah, it you have a big chore ahead of you, especially independencies, so. 01:12:13
And I know we can't dwell on policies much here, I just want to throw 1 little statement out. 01:12:19
As we. 01:12:25
Go forward and we're looking at updating policies. I, for one, would like to see a draft of those policies. 01:12:26
Well before the meeting. 01:12:32
And then that way I'll have a good chance in the time that I got to sit down and. 01:12:34
And look at them because. 01:12:39
Your procurement policies of the. 01:12:41
Will be very important. 01:12:45
So thank you for doing all this, man. 01:12:48
Thank you, Olivia. 01:12:51
Thank you for supporting and encouraging. 01:12:53
Our opportunities to improve. 01:12:56
Yeah. Thank you, Marin. Welcome aboard. Thank you. Good to meet you. And. 01:12:59
Thank you for. 01:13:04
Looking forward. 01:13:06
And what we need to do to improve the department you have. 01:13:08
Giant job ahead of you and we really appreciate all you do. 01:13:13
We appreciate your support. Thank you. OK, very good. So that all we have today, no. 01:13:16
I'm sorry, Supervisor Klein. 01:13:21
Thank you ladies. 01:13:25
I won't go back to LPC. And thank you for doing that, Steve. 01:13:26
That. 01:13:30
That that's a tough deal to be on. 01:13:31
I tell you what, but I wanted to ask you, James, as a county. 01:13:34
If we come up with how do we do this as a county? If we. 01:13:40
If we want to run a bill on something, how is how is that gonna? 01:13:45
Work. How are we going to do this is are we going to have to work something like that through a? 01:13:49
Work session. 01:13:55
Or how's that going to go because as a county. 01:13:56
It you know, it needs to come up in front of us as a board. 01:14:00
For, you know, I may want to stick a bill out there that that these two don't want nothing to do with or whatever. So I don't 01:14:03
represent the county, I represent my district. 01:14:08
And then ultimately the county with my partner so. 01:14:13
How do we do that? What's the process? 01:14:18
My apologies, we can't have a discussion based off of. 01:14:21
The current events so. 01:14:25
If you want to have that discussion, you can do it after the meeting or it would need to take place in a work session. 01:14:27
I'm sorry, I know that. Oh no, that's good. Just asking. 01:14:32
How it would come before you and it would be a work session. 01:14:36
That would be a good work session I believe, because I've wondered about this before. 01:14:39
And so if we could roll out something like that into a work session to discuss. 01:14:44
That'd be awesome. 01:14:49
Thank you, Jessica. 01:14:51
Sorry, umm. 01:14:52
Yeah, I got to keep this on track. Thank you. Mr. Menlo, if I could make one comment that we do have a contract with Policy 01:14:53
Development Group. 01:14:57
To help us with our state legislative issues. 01:15:01
That OK. 01:15:05
Maybe it's a discussion. 01:15:07
OK, well, we'll look for. 01:15:11
To discussing that one further. If there's nothing else, then I will adjourn our meeting. Thank you. 01:15:13
Bing spew. 01:15:19
