So so Gila County has been working with Tri-City Sanitary District on their sewer installation project. 00:01:30
And. 00:01:38
We also. 00:01:39
Lease the baseball field from. 00:01:41
In Miami from FMI. 00:01:45
And these two projects are sort of coming together. 00:01:47
There's a small portion of the baseball field property. 00:01:51
That Tri-City Sanitary district. 00:01:55
Needs to put a. 00:01:59
Lift station in there for their no sewer system. 00:02:01
So since we leased the property from FMI to run baseball fields out there. 00:02:04
FMI just wants the Board of Supervisors to acknowledge. 00:02:09
That this lift station will be placed. 00:02:13
On that property and and that the board is OK with that. 00:02:17
So this isn't an official easement. This is just an acknowledgement that since we leased the baseball fields, we're aware that 00:02:21
this is going to go on. 00:02:25
The location where this lift station is going to be is not going to interfere with the baseball fields or any activity that are 00:02:31
currently out there right now. 00:02:35
So that's what this item is and I'd be happy to answer any question. 00:02:39

And, and, and, and by having that lift station there, then, you know, working with Tri-City, then they're also going to hook the 00:03:04
restroom to the baseball field up to. 00:03:09

In the past when we went through this before. 00:03:17
You know, I worked, I went with the Little League and stuff and they don't have an issue with it. The minds don't have an issue 00:03:20

And and if they're getting ready to go this project and need us to approve it, I think we already have and I. 00:03:28

We're going to be giving you a presentation on what the thank you. 00:04:50
County and we also have. 00:04:54

Just wanted to start off, I thank you like saying thank you for having us. I know that. 00:05:21
Getting something on your agenda that says IT department updates isn't that exciting? So. 00:05:25

We're just going to run through what is that we do and. 00:05:33
What we do for the county and who we support, all that good stuff. 00:05:36
So to start off. 00:05:40
What we do, it's a really loaded question on what an IT department does. 00:05:42
Some days we're running around, some days it's meeting, some days we don't even know what day it is. 00:05:46
But. 00:05:50
Every day is different, but for the most part, all days we always support implement. 00:05:52
We plan, secure, learn and a lot more. We're always doing something. We're always. 00:05:57
We're always doing something and some of the ways on how we help. 00:06:02
Is that we offer Technical Support to all the departments and that's something that I'll go on later on. Who exactly the support 00:06:06

We went over the network management, all that Internet, the connectivity. 00:06:13
Cyber security which? 00:06:19
I'm going to go into detail on it. I want to thank you guys for being so proactive with it and. 00:06:21
Understanding the changing world that we're in with it. 00:06:25
And then I want to talk about system administration, what we do as a team. 00:06:28
The planning and implementation and then our collaboration with other departments. 00:06:33
So to start off, who we help, we help all county employees, all departments. 00:06:39
But we also help the Courts Department, we help the Justice Court, Superior Court. 00:06:43
Casa and probation. 00:06:49
And we also help the Sheriff's Office with the Sheriff's Office we. 00:06:54
Help all of them, all the Sheriff's Office, the deputies, even outside. 00:06:59
People who need connectivity to our end, we help them out. 00:07:03
And we also help these schools department, we help out with adult, adult education. 00:07:07
Over at Central Heights in the adult, the one Stop area and we help out and Payson. 00:07:13
With the schools. 00:07:19
And we also support the libraries and this is all locations in Philly County, Globe Haven. 00:07:20

Our Technical Support We offer daily support Monday through Friday, 8:00 to 5:00. 00:07:39
But we also in. 00:07:43
Supporting the Sheriff's Office and the libraries and. 00:07:44

We understand that we have to be available after hours. 00:07:49
And once every. 00:07:53
11 or 12 weeks or so, one person in our department will be on call. 00:07:55
And we take calls. 00:07:59
6:00 to 7:00 AM Monday through Friday, Saturday, whatever. 00:08:01
24/7 support there. 00:08:05
And then as I talked about who we support, we help northern Hilla County, Southern Hilla County. 00:08:08
We support the courts. 00:08:14
Library and the Sheriff's Office. 00:08:16
And if you're saying that if anyone's watching and they don't have our after hours, remember because we do have a designated after 00:08:18
hours number that people can call. 00:08:23
It forwards to the person that is on call. 00:08:28
And if anyone listening doesn't have that number, just reach out to us IT team and we'll make sure. 00:08:31

And then, as I said, we support all the libraries. 00:08:39
We maintain, we help them maintain their reliable infrastructure and we also make sure that. 00:08:45
The public has seamless access to those public computers. 00:08:52
And we also support their library software systems. We keep track of their computers, inventory them, and. 00:08:56
Try to keep them going for the public that may not have access to those computers at home. 00:09:02
And as I said, we also support the Sheriff's Office. 00:09:06
We manage it and secure. We manage their secure systems. All the other systems are. 00:09:10
Their own entities and we definitely helped try to support them as best we can. 00:09:15
We maintain their networks and hardware to safeguard that sensitive data. 00:09:20
And of course, we offer tech support to keep those operations moving. 00:09:24
So running smoothly, we want to make sure that every officer, every deputy, whoever. 00:09:29
And the dispatchers. 00:09:33
That they can. 00:09:35
Perform their duties to the highest of their abilities. That technology shouldn't be an issue there and. 00:09:36

So then moving on to the network management. 00:09:52
So networking is it's essential for the county departments and other connected entities, like I said that the Sheriff's 00:09:55
Department. 00:09:59
Our goal is to. 00:10:02
Take these interconnected systems and. 00:10:04
Maintain these. 00:10:07
Integrity of them, but keep them running efficiently. So we don't want there to be any interruptions in our. 00:10:08
Networking. We want people who are working from home to be able to connect to the VPN without. 00:10:14
Running into any issues or not having anyone to talk to about it or get help from anybody. 00:10:19
We also. 00:10:24
Another thing that I want to go into is the. 00:10:27
Security of the network management, but that's a whole other slide like I talked about, so I'll get into that. 00:10:30

Password network management. 00:10:36
One firewall. So that's one of the things that I want to talk to whenever it comes to network management. 00:10:39
Just to give you guys a little understanding of what it is that we do with it. This ties into security. 00:10:44
That firewall so they. 00:10:49
They're really our first line of defense whenever it comes to our networking. 00:10:51
They monitor Internet traffic for those bad guys they're trying to come through and they. 00:10:55
The firewall definitely acts like a gatekeeper. 00:11:00
Between US and the outside world. 00:11:02
And as I said before, we keep up with our VPN. This is. 00:11:05
This is tied in with networking. 00:11:10
This is so all of those people that are working from home, all of our remote workers. 00:11:12
Not even working from home, but just. 00:11:16
Going out, conferencing, whatever they need to do. 00:11:18
What's the VPN? So VPN it is a connection. 00:11:20
There's your private network, so your VPN is your virtual private network. 00:11:25
So if you're sitting on the outside, say you're sitting in a hotel and you need to connect back to the county. 00:11:28
We have a way for you to open this application. 00:11:33
Put your authentication back in through the firewall and back into us. I see. OK, thank you. So this kind of creates a tunnel back 00:11:37
to us without? 00:11:41
Having to go through all of that. 00:11:44
And then we also run regularly conducted audits and notebook assessments on our networking. 00:11:47
Please check for any vulnerabilities and we also just perform regular compliance checks on that to make sure that. 00:11:53
Were in compliance with the auditors and. 00:11:59
All that good stuff we need. 00:12:02
And it's really just being proactive whenever it comes to most of this stuff, which I'm very thankful for my team and Gary and. 00:12:06

We really do try to keep on top of this and we can do a good job with it. 00:12:15
OK. So moving on to cybersecurity. 00:12:18
Cyber security. 00:12:22
Is yeah, I just wanted to start off with cybersecurity. I started this off at the beginning, but. 00:12:24
Thank you guys for being so proactive with it and. 00:12:31
Understanding that it really is an evolving world out there. 00:12:34
People are always going to be. 00:12:37
Trying and we're always going to be fighting against them. 00:12:38
Doing what we can. So thank you guys for. 00:12:42
Understanding all of that. 00:12:45
Whenever it comes to cybersecurity, what we do is we monitor those threats that are coming in. 00:12:47
We have systems set up, we log into our our things that we need to log into and we monitor those threats. 00:12:52
We keep track, we watch for abnormalities, all that stuff. 00:12:58
And we? 00:13:03
Are always on the lookout for growing trends, anything. 00:13:06
When it comes to threat intelligence, we're always on the lookout. 00:13:10
And one thing that we do is we patch so once a month. 00:13:13
We have all of these systems that we have going and once a month we take all of the. 00:13:18
Security patches all of the updates for all of them and we go in and apply them once a month. 00:13:23
And then we go back in and make sure that everything's running again. So we. 00:13:28
Take the. 00:13:31
We take the security side of things very seriously and apply it what we need to apply it and. 00:13:33
I think we did pretty well with it. 00:13:38
Another thing that we have. 00:13:40
Is an IRP, which is an Incident Response plan. 00:13:42
And that really just outlines the procedures in case something does happen. We know what we need to do, who we need to contact, 00:13:45
the steps that need to be taken. 00:13:50
And it really offers a more clear communication channel for you. 00:13:55
Mr. Rogers for Mr. Memorable of the people that need to be involved in the things that we have going on. 00:13:59
And then? 00:14:05
And then we have our system administration team. 00:14:09
So. 00:14:12
What we do is we try to make things more manageable. 00:14:14
And the best way to put it. 00:14:17
We do regular maintenance, like I said, we do the monthly catching, but we also go in and regularly check. 00:14:19
We do our updates. 00:14:24
And Carrie is really great with all of our data management. She. 00:14:26
We have it all backed up and it's taken care of and. 00:14:32
That's another thing that we do in this system admin team. 00:14:36
And we also deal with user management, so when new people come in. 00:14:39
We coordinate with HR, we get their accounts and they coordinate with their department heads, get them taken care of. 00:14:43
But when those people, when people also leave this county, leave. 00:14:49
Take the security of their account very seriously and disable them and. 00:14:53
Keep really helping track of those accounts. 00:14:56
And the access that they do have to the things that we have. 00:14:59

So when somebody moves on out in their account, how long do we keep those accounts? 00:15:07
Before I mean is it? Is there? 00:15:12
Is there some point in time where they're just deleted and? 00:15:16
Done away with so that so the accounts are kept for 90 days dependent on the user. 00:15:19
Some users there is a request from department heads requesting that we do keep that data longer depending on what data they had 00:15:25
access to and what their job. 00:15:29
Was so, but for the most part it's a 90 days that we keep the accounts active. 00:15:33
And we do have backups. 00:15:38
Of account data that we can go back and forth to if something needed to be pulled. 00:15:41

So then moving on into collaboration and training, one thing that we do is when. 00:15:49
And knew that whenever our department has new software that they're interested in, we really encourage everyone to reach out to 00:15:54

To implement the software and really do the training. 00:16:03
Everybody is. 00:16:06
Always good to have a computer person on your side whenever it comes to things like that. So and we never might help. 00:16:07
So I have a question there and that's good you guys do that and promote that and offer to help with that. But what about you guys 00:16:13
from your standpoint do we? 00:16:17
Do we give you the opportunity to give enough training or do you need more or? 00:16:22
Who are we out there? So, so we offer training to all of the employees. We, I'm actually in the process. I'm actually going to be 00:16:28
teaching. 00:16:33
To my staff and network plus class. 00:16:38
So I give them training myself. If I'm unable to provide the training, we provide the training for them and give them those 00:16:40
opportunities and if it's something that. 00:16:45
Umm, I need more approval for, need more funding. I go to Mr. O'Driscoll and Mr. Love and request, you know, the training for that 00:16:50
because. 00:16:54
You know, it starts with us, you know, and it's kind of scary to think about that. But everything, regardless who you are when you 00:16:59
log into a computer, that first step starts with it to make sure that you guys are secure. And that is one of our main priorities 00:17:04
is to make sure you do stay secure, so. 00:17:09
Well, that's what I was missing, her thinking, you know it. 00:17:14
Every year, like when we have our audits, we'll never pass an audit on cyber security, I mean, because it's. 00:17:18
The bad people are, that's their job. They need to keep going to find out ways of hacking into whoever. 00:17:25
Correct. You know, and unfortunately you guys are the ones working at trying to keep up with that. 00:17:32
But you don't know what direction it's going to come from, so. 00:17:39
From that standpoint, from a county standpoint, do we give the IT department enough flexibility or training to help with that? 00:17:43
For you guys, I think in my opinion Mr. Menlove has been awesome as far as being willing to let us do any training that we want 00:17:54
and he like said, if I come across something that. 00:17:59
I feel we need more training in I can talk to him and he's more than willing to help us with that. Security is, you know, and his 00:18:06
number one thing also. 00:18:10
So he is more than willing to help us wherever we need as far as the training goes. So and I think we've done knock on wood. 00:18:14
Fairly good job keeping us secure and that is my main priority is to keep us secure so and if I find something that I feel that we 00:18:22
need training on, I'm always sending things to Cassie and the team. 00:18:27
You know, say, hey, here's an opportunity. Go and look at this. You know, Darrell was out of Palo Alto training, which is our 00:18:33
firewall. 00:18:36
He was out of training yesterday in the Valley for that, so if I you know. 00:18:40
More knowledge is. 00:18:44

A bad actor, they'll send you an e-mail and they're going to try really, really hard to get your information from you. 00:19:00
It's these emails. They can be disguised as credit card statements. 00:19:05
Invoices, they can be just, hey, you know. 00:19:10
I'm from. 00:19:13
I'm from Indiana and I have all this money in this account and I would really love to give it to you. I've seen ones like that. 00:19:15
They're really trying to get your bank information, any personal information they can take from you. 00:19:21
And uh. 00:19:25
With fishing, it's. 00:19:26
Really important too. 00:19:30
Segues right into this training is. 00:19:31
It's really important to be able to recognize the signs of fishing because they. 00:19:34
There are signs of it even misspelling things like that and with the training. 00:19:37
That's the stuff that we put out there, is what to look for. 00:19:41

These emails are coming through, how to better identify them? 00:19:46
As fishing emails and. 00:19:49
There's different, you know, there's all kinds of different fishing news. 00:19:51
Like I said, invoices and. 00:19:55
Things like that. And one thing I'd like to touch on that too is. 00:19:57
And the year coming up is what I would like to do. I'm going to be implementing some lunch and learn. 00:20:01
And I think part of that lunch and learns is having different and multiple classes of the same thing. 00:20:06
We'll have a class on fishing that way you can see, you know, and one of the main points is if you ever get an e-mail and you 00:20:12
know, and it just looks a little weird. 00:20:16
Click on that bar up top and see see the return address. Who is this actually coming from? 00:20:20
It may say like, it may say that C Bartling sent you this e-mail, but what's the last of that e-mail? 00:20:25

You know, and we have systems in place. We have multiple layers. We have, you know, the first layer when it hits here, then we 00:21:35
have another layer when it hits there, and then we have another layer. But each layer, you know, it gets through all three of 00:21:40
those layers and we still have emails that get through. 00:21:44
So I mean. 00:21:50
It's like, it's like you said, it doesn't matter how hard we try, people are out there every day trying to figure out a way to get 00:21:51
around it. 00:21:54
And they do. So I mean, we try our hardest to be as secure as we can and we're going to continue to try. 00:21:58

Forms that they might need and everything else. 00:22:47
Keeping that up to date and. 00:22:50
Like I said, that's really goes back to all the help I get from other departments with that because I definitely don't do that. 00:22:52

Single out Hemet county as a model for. 00:26:31
IT and cybersecurity, the things that are taking place. 00:26:34
In our audits, I can't remember exactly when, the Auditor General. 00:26:38
Focused on cybersecurity and IT departments. We had 1215 audit findings. We're down to 2 and. 00:26:43
As was mentioned, I don't know that we can ever. 00:26:50
The auto general it's like in their job description to. 00:26:53
Have an audit finding. 00:26:57
For it, they don't feel like they're doing their job if they don't. 00:26:59

So we are in the process of implementing a new phone system. So with this new phone system, it goes back to the security of 00:33:34

So, and with the, with the new phone system, it's going to add a lot of more security features. It's going to going to eliminate 00:33:43
our one point of failure. Right now we have one point of failure in our courthouse. Our, our, our phone system runs. 00:33:51
Through our MDF here down in the which is our main data center down in the basement. So if you have an outside of Payson or the 00:34:00
Sheriff's Office or young. 00:34:05
All of our outlying sites lose connectivity to our point right we're at right now. 00:34:10
We lose our phone system so. 00:34:15
This phone system will no longer require a connection here, so it's taking it to the cloud and I know there's a lot of things that 00:34:18
have gone to the cloud. 00:34:22
But this right here is making it where we're actually able to implement the. 00:34:27
The phone system throughout countrywide. 00:34:32
And be able to make it easier and more secure for y'all. 00:34:36
So with the, like I said, with the phone system, it has the modern communication. It goes through the cloud. 00:34:40
You're able to communicate. We can actually have your desk phone. 00:34:47
Application ring on your cell phone. 00:34:50
Your laptop or your desktop, You have any of those options. You no longer even have to have a desk phone if you don't want a desk 00:34:53

Your desk phone is more or less going to look like the one that you have now. It's just a little bit different. It's made by a 00:35:46

Umm, so umm, but it makes it a lot easier for us to be able to implement these phones so. 00:35:52
What has Advanced Analytics? We're able to run reports. 00:36:00
So on those reports, I can tell you how many calls were called during the day, who made the calls if we have somebody from the 00:36:04
outside that calls and. 00:36:08
Makes a threat or whatever and you call me and say, hey, somebody called at this time I can literally call go in there and tell 00:36:12

Who made that call? What time they made that call? How long they made that call? 00:36:19
And even do some tracing back further in the back end on it so. 00:36:23
We do have the options to turn on recording. 00:36:28
Right now we have the pace and probation or not the patient, but patient justice court is actually on the new phone system. 00:36:32

We have them on a call queue, the phone that all the call outside calls come in, it goes into a queue and then it they answer the 00:36:42
calls into that queue. They have requested me to turn on call recording on that queue. So if they have somebody to call in and 00:36:47

They may, they need to have that reporting. I can pull that reporting for them. I'm able to do that so. 00:36:58

You know the amount of calls incoming and outgoing if you have a department that needs to know. 00:37:51

So on these new phones, the call quality on the new phones is is night and day compared to what the other one was. 00:38:14
So it is there. You don't have the static, you don't have the like the scratchiness on those calls. 00:38:21

Umm, like for a department, like for the patient justice court, we were able to create them a phone tree with. 00:38:40

They get an announcement says thank you for calling Healing County or the patient justice Court. 00:38:52
You know, and please hold for the next available caller, you know, and so we're able to do that so. 00:38:56
Our IT department is actually running through the new phone system also, so when you call in today, you'll actually hear. 00:39:03
Hear me, you know, say thank you for calling Healy County IT department and then after hours it automatically goes to that after 00:39:09

We require a 2 factor authentication when logging in and configuring the system. 00:39:22

So the Rally around the Flags project, if you remember. 00:43:14
The board instructed staff at the last work session to look at alternative sites. 00:43:18
If you recall, the original site for this project was. 00:43:23
Believe on the Apache Nation land that changed and. 00:43:27
They were considering putting these flash. 00:43:34
Constructing them and installing them on the Tommy Klein Martin building. 00:43:37
And then the last work session, the board wanted staff to look at some alternative sites and that's what the staff did. 00:43:40
The staff met with Supervisor Christensen and representatives from the Math of Profit, which I believe are up in the patient 00:43:47
office today. 00:43:51
In particular, we met. 00:43:56
On a couple occasions out at the property that Gila County owns near the Community College and Payson off of 260. 00:43:58
The county owns 20 acres of that land. 00:44:05
So we met out there with my facilities department. 00:44:09
We met out there were not-for-profit representatives, just to see if there is an area out there. 00:44:13
Which we could install these flags. 00:44:19
On this property. 00:44:22
And also be near some infrastructure. 00:44:24
So after several visits to this site, it was determined by staff. 00:44:26
That property would probably not work that well for this particular project. 00:44:32
There is no infrastructure close to it. There is some infrastructure close to the Community College. 00:44:37
But we would have to either level some of the property. 00:44:42
To make this project work, which could increase the cost dramatically for this project. 00:44:48
As well as some of the visibility of these flags if we put these flags located closer towards the. 00:44:53
Community College they would be. 00:45:00
You you wouldn't have much visibility for these flags. 00:45:04
So there's two issues. We looked at the cost and the visibility for that particular property, the 20 acres, it would increase the 00:45:06
cost of this project drastically. 00:45:11
And the visibility would be extremely low. So we went with that. We looked at other areas around around the Payson area. 00:45:17
And the conclusion staff had was, is the Tommy Klein Martin property would seem to be the best location for this property if the 00:45:25
board determines this project to move forward? 00:45:30
It's flat land there, it's next to infrastructure. 00:45:36
Umm, so the cost would be a lot lower than the 260 property. So that's where we stand at this particular moment and I'd be happy 00:45:40

And so the outcome is absolutely what everyone has been looking for. We've had some rough water. 01:04:30

And so candidacy at this point? 01:04:41
And they can start pulling everything together for. 01:04:44

Also wanted to say then, since I'm on the legislative Policy Committee for the CSA. 01:04:56
We had our first meeting. 01:05:03
And so the Legislature of Arizona. 01:05:05
They do an awful lot right away when it comes to introducing build. 01:05:08
So as of January 23rd, that's 11 days in the session. 01:05:14
There's over 900 bills and I presume they'll get pretty close to 2000 by the time it's done. 01:05:18
The CSA. 01:05:25
Legislative Policy Committee. 01:05:27
Then umm review some of the ones that are pertinent to county issues. 01:05:29
And so we went over quite a few of them. 01:05:36
Last week and. 01:05:40
Sort of the. 01:05:42
Filter that is used on all of these. 01:05:44
Is five questions is it? 01:05:47
An appropriate policy solution. 01:05:49
Are there other avenues? 01:05:52
To pursue. 01:05:55
Does it show a demonstratable taxpayer value? 01:05:57
Is it sustainable long term? 01:06:02
And lastly, the potential cost. 01:06:07
That may be affected later. 01:06:10
Will it cause long term issues? 01:06:13
And so when you run it through the filter of those five questions. 01:06:16
There's an awful lot of them that just don't that that are we just oppose. 01:06:20
A lot of them like 90. 01:06:26
Over 97%? That just don't make any sense. 01:06:27
They're largely political bills. 01:06:30
In my opinion, it's like what I call the feel good bill. 01:06:33
You know, let's start. Let's do something, then I can tell my constituents that. 01:06:36
I tried to get this done. 01:06:42
Sort of thing. 01:06:44
So a lot of them are repeat bills from last year, the year before, things like that. 01:06:46
A couple of the things that we rejected right off was. 01:06:51
Umm, redrawing the boundaries of Maricopa County. 01:06:55
And having 5 counties absorb. 01:07:00
Massive parts of Maricopa County. 01:07:04
That would turn Heba County into a 350,000. 01:07:06
Person County. 01:07:10
And of course, that would just flatly reject it. That's not. 01:07:13
It's just flatly rejected. 01:07:18
For obvious reasons, there are, and then there's another one. 01:07:21
Where the Maricopa County would be divided into 4 new counties. 01:07:24
And that was rejected as well. There has to be a good reason to do that. 01:07:29
And so you have to have a good reason to do that other than. 01:07:34
Maricopa County just has too many people. That's not a good enough reason. 01:07:38
So we went through quite a few. They're all rejected. We did support. 01:07:43
A couple of measures that help. 01:07:47
Umm, in the sense of the Auditor General. 01:07:50
Overseeing the county treasurers at a higher level. 01:07:55
OK, whether or not these bills pass is. 01:07:59
You know we don't know. 01:08:03
But we did support maybe more review. 01:08:05
Over the treasurers. And that's a reaction, as we know. 01:08:09
To the the county treasurer. 01:08:13
That embezzles the money. 01:08:16
And so that that happens a lot. So something happens. Oh, let's make a bill. Let's make a law. 01:08:18
And so we get a lot of election stuff that way too. 01:08:25
Like one of them was. 01:08:28
Going to precinct voting only. 01:08:31
Without having voted centers. 01:08:34
This would increase the cost. It would make it less convenient. 01:08:37
There would be a cap of 1000 people per precinct that could vote at that spot. 01:08:41
And anyway, just complicate the voting tremendously. 01:08:47
Add to the cost, require more volunteers. 01:08:52
And solve what? 01:08:55
And solve what? 01:08:57
It's the idea that it's a solution. 01:08:58
To a perceived issue. 01:09:02
And so we rejected that one as well, so. 01:09:04

There's a small portion of the baseball field property. 00:01:51
That Tri-City Sanitary district. 00:01:55

Lift station in there for their no sewer system. 00:02:01
So since we leased the property from FMI to run baseball fields out there. 00:02:04
FMI just wants the Board of Supervisors to acknowledge. 00:02:09
That this lift station will be placed. 00:02:13
On that property and and that the board is OK with that. 00:02:17
So this isn't an official easement. This is just an acknowledgement that since we leased the baseball fields, we're aware that 00:02:21
this is going to go on. 00:02:25
The location where this lift station is going to be is not going to interfere with the baseball fields or any activity that are 00:02:31
currently out there right now. 00:02:35
So that's what this item is and I'd be happy to answer any question. 00:02:39

Just wanted to start off, I thank you like saying thank you for having us. I know that. 00:05:21

We're just going to run through what is that we do and. 00:05:33
What we do for the county and who we support, all that good stuff. 00:05:36
So to start off. 00:05:40
What we do, it's a really loaded question on what an IT department does. 00:05:42
Some days we're running around, some days it's meeting, some days we don't even know what day it is. 00:05:46
But. 00:05:50
Every day is different, but for the most part, all days we always support implement. 00:05:52
We plan, secure, learn and a lot more. We're always doing something. We're always. 00:05:57
We're always doing something and some of the ways on how we help. 00:06:02
Is that we offer Technical Support to all the departments and that's something that I'll go on later on. Who exactly the support 00:06:06

We went over the network management, all that Internet, the connectivity. 00:06:13
Cyber security which? 00:06:19
I'm going to go into detail on it. I want to thank you guys for being so proactive with it and. 00:06:21
Understanding the changing world that we're in with it. 00:06:25
And then I want to talk about system administration, what we do as a team. 00:06:28
The planning and implementation and then our collaboration with other departments. 00:06:33
So to start off, who we help, we help all county employees, all departments. 00:06:39
But we also help the Courts Department, we help the Justice Court, Superior Court. 00:06:43
Casa and probation. 00:06:49
And we also help the Sheriff's Office with the Sheriff's Office we. 00:06:54
Help all of them, all the Sheriff's Office, the deputies, even outside. 00:06:59
People who need connectivity to our end, we help them out. 00:07:03
And we also help these schools department, we help out with adult, adult education. 00:07:07
Over at Central Heights in the adult, the one Stop area and we help out and Payson. 00:07:13
With the schools. 00:07:19
And we also support the libraries and this is all locations in Philly County, Globe Haven. 00:07:20

Our Technical Support We offer daily support Monday through Friday, 8:00 to 5:00. 00:07:39

We understand that we have to be available after hours. 00:07:49
And once every. 00:07:53
11 or 12 weeks or so, one person in our department will be on call. 00:07:55
And we take calls. 00:07:59
6:00 to 7:00 AM Monday through Friday, Saturday, whatever. 00:08:01
24/7 support there. 00:08:05
And then as I talked about who we support, we help northern Hilla County, Southern Hilla County. 00:08:08
We support the courts. 00:08:14
Library and the Sheriff's Office. 00:08:16
And if you're saying that if anyone's watching and they don't have our after hours, remember because we do have a designated after 00:08:18
hours number that people can call. 00:08:23
It forwards to the person that is on call. 00:08:28
And if anyone listening doesn't have that number, just reach out to us IT team and we'll make sure. 00:08:31

And then, as I said, we support all the libraries. 00:08:39
We maintain, we help them maintain their reliable infrastructure and we also make sure that. 00:08:45
The public has seamless access to those public computers. 00:08:52
And we also support their library software systems. We keep track of their computers, inventory them, and. 00:08:56
Try to keep them going for the public that may not have access to those computers at home. 00:09:02
And as I said, we also support the Sheriff's Office. 00:09:06
We manage it and secure. We manage their secure systems. All the other systems are. 00:09:10
Their own entities and we definitely helped try to support them as best we can. 00:09:15
We maintain their networks and hardware to safeguard that sensitive data. 00:09:20
And of course, we offer tech support to keep those operations moving. 00:09:24
So running smoothly, we want to make sure that every officer, every deputy, whoever. 00:09:29
And the dispatchers. 00:09:33
That they can. 00:09:35
Perform their duties to the highest of their abilities. That technology shouldn't be an issue there and. 00:09:36

So then moving on to the network management. 00:09:52
So networking is it's essential for the county departments and other connected entities, like I said that the Sheriff's 00:09:55
Department. 00:09:59
Our goal is to. 00:10:02
Take these interconnected systems and. 00:10:04
Maintain these. 00:10:07
Integrity of them, but keep them running efficiently. So we don't want there to be any interruptions in our. 00:10:08
Networking. We want people who are working from home to be able to connect to the VPN without. 00:10:14
Running into any issues or not having anyone to talk to about it or get help from anybody. 00:10:19
We also. 00:10:24
Another thing that I want to go into is the. 00:10:27
Security of the network management, but that's a whole other slide like I talked about, so I'll get into that. 00:10:30

Password network management. 00:10:36
One firewall. So that's one of the things that I want to talk to whenever it comes to network management. 00:10:39
Just to give you guys a little understanding of what it is that we do with it. This ties into security. 00:10:44
That firewall so they. 00:10:49
They're really our first line of defense whenever it comes to our networking. 00:10:51
They monitor Internet traffic for those bad guys they're trying to come through and they. 00:10:55
The firewall definitely acts like a gatekeeper. 00:11:00
Between US and the outside world. 00:11:02
And as I said before, we keep up with our VPN. This is. 00:11:05
This is tied in with networking. 00:11:10
This is so all of those people that are working from home, all of our remote workers. 00:11:12
Not even working from home, but just. 00:11:16
Going out, conferencing, whatever they need to do. 00:11:18
What's the VPN? So VPN it is a connection. 00:11:20
There's your private network, so your VPN is your virtual private network. 00:11:25
So if you're sitting on the outside, say you're sitting in a hotel and you need to connect back to the county. 00:11:28
We have a way for you to open this application. 00:11:33
Put your authentication back in through the firewall and back into us. I see. OK, thank you. So this kind of creates a tunnel back 00:11:37
to us without? 00:11:41
Having to go through all of that. 00:11:44
And then we also run regularly conducted audits and notebook assessments on our networking. 00:11:47
Please check for any vulnerabilities and we also just perform regular compliance checks on that to make sure that. 00:11:53
Were in compliance with the auditors and. 00:11:59
All that good stuff we need. 00:12:02
And it's really just being proactive whenever it comes to most of this stuff, which I'm very thankful for my team and Gary and. 00:12:06

We really do try to keep on top of this and we can do a good job with it. 00:12:15
OK. So moving on to cybersecurity. 00:12:18
Cyber security. 00:12:22
Is yeah, I just wanted to start off with cybersecurity. I started this off at the beginning, but. 00:12:24
Thank you guys for being so proactive with it and. 00:12:31
Understanding that it really is an evolving world out there. 00:12:34
People are always going to be. 00:12:37
Trying and we're always going to be fighting against them. 00:12:38
Doing what we can. So thank you guys for. 00:12:42
Understanding all of that. 00:12:45
Whenever it comes to cybersecurity, what we do is we monitor those threats that are coming in. 00:12:47
We have systems set up, we log into our our things that we need to log into and we monitor those threats. 00:12:52
We keep track, we watch for abnormalities, all that stuff. 00:12:58
And we? 00:13:03
Are always on the lookout for growing trends, anything. 00:13:06
When it comes to threat intelligence, we're always on the lookout. 00:13:10
And one thing that we do is we patch so once a month. 00:13:13
We have all of these systems that we have going and once a month we take all of the. 00:13:18
Security patches all of the updates for all of them and we go in and apply them once a month. 00:13:23
And then we go back in and make sure that everything's running again. So we. 00:13:28
Take the. 00:13:31
We take the security side of things very seriously and apply it what we need to apply it and. 00:13:33
I think we did pretty well with it. 00:13:38
Another thing that we have. 00:13:40
Is an IRP, which is an Incident Response plan. 00:13:42
And that really just outlines the procedures in case something does happen. We know what we need to do, who we need to contact, 00:13:45
the steps that need to be taken. 00:13:50
And it really offers a more clear communication channel for you. 00:13:55
Mr. Rogers for Mr. Memorable of the people that need to be involved in the things that we have going on. 00:13:59
And then? 00:14:05
And then we have our system administration team. 00:14:09

What we do is we try to make things more manageable. 00:14:14
And the best way to put it. 00:14:17
We do regular maintenance, like I said, we do the monthly catching, but we also go in and regularly check. 00:14:19
We do our updates. 00:14:24
And Carrie is really great with all of our data management. She. 00:14:26
We have it all backed up and it's taken care of and. 00:14:32
That's another thing that we do in this system admin team. 00:14:36
And we also deal with user management, so when new people come in. 00:14:39
We coordinate with HR, we get their accounts and they coordinate with their department heads, get them taken care of. 00:14:43
But when those people, when people also leave this county, leave. 00:14:49
Take the security of their account very seriously and disable them and. 00:14:53
Keep really helping track of those accounts. 00:14:56
And the access that they do have to the things that we have. 00:14:59

So when somebody moves on out in their account, how long do we keep those accounts? 00:15:07
Before I mean is it? Is there? 00:15:12
Is there some point in time where they're just deleted and? 00:15:16
Done away with so that so the accounts are kept for 90 days dependent on the user. 00:15:19
Some users there is a request from department heads requesting that we do keep that data longer depending on what data they had 00:15:25
access to and what their job. 00:15:29
Was so, but for the most part it's a 90 days that we keep the accounts active. 00:15:33
And we do have backups. 00:15:38
Of account data that we can go back and forth to if something needed to be pulled. 00:15:41

So then moving on into collaboration and training, one thing that we do is when. 00:15:49
And knew that whenever our department has new software that they're interested in, we really encourage everyone to reach out to 00:15:54

To implement the software and really do the training. 00:16:03
Everybody is. 00:16:06
Always good to have a computer person on your side whenever it comes to things like that. So and we never might help. 00:16:07
So I have a question there and that's good you guys do that and promote that and offer to help with that. But what about you guys 00:16:13
from your standpoint do we? 00:16:17
Do we give you the opportunity to give enough training or do you need more or? 00:16:22
Who are we out there? So, so we offer training to all of the employees. We, I'm actually in the process. I'm actually going to be 00:16:28
teaching. 00:16:33
To my staff and network plus class. 00:16:38
So I give them training myself. If I'm unable to provide the training, we provide the training for them and give them those 00:16:40
opportunities and if it's something that. 00:16:45
Umm, I need more approval for, need more funding. I go to Mr. O'Driscoll and Mr. Love and request, you know, the training for that 00:16:50
because. 00:16:54
You know, it starts with us, you know, and it's kind of scary to think about that. But everything, regardless who you are when you 00:16:59
log into a computer, that first step starts with it to make sure that you guys are secure. And that is one of our main priorities 00:17:04
is to make sure you do stay secure, so. 00:17:09
Well, that's what I was missing, her thinking, you know it. 00:17:14
Every year, like when we have our audits, we'll never pass an audit on cyber security, I mean, because it's. 00:17:18
The bad people are, that's their job. They need to keep going to find out ways of hacking into whoever. 00:17:25
Correct. You know, and unfortunately you guys are the ones working at trying to keep up with that. 00:17:32
But you don't know what direction it's going to come from, so. 00:17:39
From that standpoint, from a county standpoint, do we give the IT department enough flexibility or training to help with that? 00:17:43
For you guys, I think in my opinion Mr. Menlove has been awesome as far as being willing to let us do any training that we want 00:17:54
and he like said, if I come across something that. 00:17:59
I feel we need more training in I can talk to him and he's more than willing to help us with that. Security is, you know, and his 00:18:06
number one thing also. 00:18:10
So he is more than willing to help us wherever we need as far as the training goes. So and I think we've done knock on wood. 00:18:14
Fairly good job keeping us secure and that is my main priority is to keep us secure so and if I find something that I feel that we 00:18:22
need training on, I'm always sending things to Cassie and the team. 00:18:27
You know, say, hey, here's an opportunity. Go and look at this. You know, Darrell was out of Palo Alto training, which is our 00:18:33
firewall. 00:18:36
He was out of training yesterday in the Valley for that, so if I you know. 00:18:40

A bad actor, they'll send you an e-mail and they're going to try really, really hard to get your information from you. 00:19:00
It's these emails. They can be disguised as credit card statements. 00:19:05
Invoices, they can be just, hey, you know. 00:19:10
I'm from. 00:19:13
I'm from Indiana and I have all this money in this account and I would really love to give it to you. I've seen ones like that. 00:19:15
They're really trying to get your bank information, any personal information they can take from you. 00:19:21
And uh. 00:19:25
With fishing, it's. 00:19:26
Really important too. 00:19:30
Segues right into this training is. 00:19:31
It's really important to be able to recognize the signs of fishing because they. 00:19:34
There are signs of it even misspelling things like that and with the training. 00:19:37
That's the stuff that we put out there, is what to look for. 00:19:41

There's different, you know, there's all kinds of different fishing news. 00:19:51

Things like that. And one thing I'd like to touch on that too is. 00:19:57
And the year coming up is what I would like to do. I'm going to be implementing some lunch and learn. 00:20:01
And I think part of that lunch and learns is having different and multiple classes of the same thing. 00:20:06
We'll have a class on fishing that way you can see, you know, and one of the main points is if you ever get an e-mail and you 00:20:12
know, and it just looks a little weird. 00:20:16

It may say like, it may say that C Bartling sent you this e-mail, but what's the last of that e-mail? 00:20:25

You know, and we have systems in place. We have multiple layers. We have, you know, the first layer when it hits here, then we 00:21:35
have another layer when it hits there, and then we have another layer. But each layer, you know, it gets through all three of 00:21:40
those layers and we still have emails that get through. 00:21:44
So I mean. 00:21:50
It's like, it's like you said, it doesn't matter how hard we try, people are out there every day trying to figure out a way to get 00:21:51
around it. 00:21:54
And they do. So I mean, we try our hardest to be as secure as we can and we're going to continue to try. 00:21:58
You know, but you're always going to have that. 00:22:04
Opportunity of getting a fishing e-mail. It's gonna happen so. 00:22:08

The reason for doing that is. 00:24:59
We don't want things to be left out on an island. 00:25:01
Which is what they were. We want to be able to have the cybersecurity and all those things apply to all departments. 00:25:04

Individuals that are outside of what Kerry is doing, then it exposes us and puts us at risk. 00:25:12
We've brought all those in under that umbrella of the IT department. 00:25:18

As you probably remember too, that we. 00:25:26
We did have an incident where we were attacked. 00:25:31

On July 1st that we were attacked. 00:25:39
There have been tremendous steps that have been taken so. 00:25:42
Should there be an attack? 00:25:45
And as has been pointed out that there's. 00:25:47
A constant deluge that we get every single day. 00:25:49
But we have things in place that should we get attacked. 00:25:52
That we can recover from it. 00:25:55
And that leads into what the Arizona County's insurance poll. 00:25:58
They helped us through that attack. 00:26:01
Came out and decided to do a review of every single county's. 00:26:03
That they cover all of our. 00:26:07
IT departments and what things we have in place. 00:26:10
We went from being. 00:26:13
Horribly exposed and. 00:26:14
Horribly at risk. 00:26:16
To one of the model IT departments, according to ASA. 00:26:18
That is there to ensure that we don't have these. 00:26:22
Incidents take place. 00:26:26
They repeatedly. 00:26:28
Single out Hemet county as a model for. 00:26:31
IT and cybersecurity, the things that are taking place. 00:26:34
In our audits, I can't remember exactly when, the Auditor General. 00:26:38
Focused on cybersecurity and IT departments. We had 1215 audit findings. We're down to 2 and. 00:26:43
As was mentioned, I don't know that we can ever. 00:26:50
The auto general it's like in their job description to. 00:26:53
Have an audit finding. 00:26:57
For it, they don't feel like they're doing their job if they don't. 00:26:59

Down to two of them and. 00:27:05

Constantly by the IT department so. 00:27:11

To be frank, I when I first went to Navajo counties finance director, we're talking about IT resources. 00:27:24
One of the supervisors there said. 00:27:31

That's all you need. 00:27:36
That that's your. If you use paper and pistol then you're not at risk and you don't have to have. 00:27:37
All this it stuff. 00:27:42
We have to have IT stuff and we have to be able to be efficient and effective in our jobs and to do that. 00:27:44

And so I got to check in with it. 00:28:54

When I when I asked for a list of emails I didn't get or where could I see I was I was extremely surprised of the number of 00:29:01

That are sent to me. 00:29:10
That you guys stop before it even gets to my phone. 00:29:12
And it was, it was a large number. I mean, it was a lot. 00:29:16
Per day, per month. 00:29:20
And and so I sifted through some of those to reach out to a few of the people. 00:29:23
That that didn't get through. 00:29:28
And, and, but I don't apologize to those people, and I thank you very much. 00:29:31
And if I don't get half of my emails to keep us safe. 00:29:36
I'm fine with that. I'll tell the public, hey, you know, we. 00:29:40
We have to protect ourselves. I have a phone number call me instead of just shoot me because it seems to be, you know, with a 00:29:43
group emails and all this stuff, it's easier just to e-mail 15 people in this big phone call somebody so. 00:29:49
In my public meetings and stuff, I advise people to call my phone number. You know, don't e-mail me because maybe it'll get 00:29:57
through, maybe it doesn't. And like I say, I'm not fond of my phone to sit down for 30-40 minutes out. 00:30:04
Hour a day and go through emails drives me crazy. I just soon. 00:30:11
Answer a telephone is where my thumbs out trying to answer. 00:30:16

If you know, I was really surprised at the emails that I don't get and that's because of what you guys are doing to keep us safe 00:30:24

Will block your e-mail. If there is that one word in that e-mail, it'll block it. 00:30:59
You know, and there's, and it's a wide range of words. It's not just, you know, one. 00:31:03
You know, so there it's there's so many different things that can block an e-mail, so. 00:31:07

our one point of failure. Right now we have one point of failure in our courthouse. Our, our, our phone system runs. 00:33:51
Through our MDF here down in the which is our main data center down in the basement. So if you have an outside of Payson or the 00:34:00
Sheriff's Office or young. 00:34:05
All of our outlying sites lose connectivity to our point right we're at right now. 00:34:10

This phone system will no longer require a connection here, so it's taking it to the cloud and I know there's a lot of things that 00:34:18

So on those reports, I can tell you how many calls were called during the day, who made the calls if we have somebody from the 00:36:04

Makes a threat or whatever and you call me and say, hey, somebody called at this time I can literally call go in there and tell 00:36:12

Who made that call? What time they made that call? How long they made that call? 00:36:19

The board instructed staff at the last work session to look at alternative sites. 00:43:18
If you recall, the original site for this project was. 00:43:23
Believe on the Apache Nation land that changed and. 00:43:27
They were considering putting these flash. 00:43:34
Constructing them and installing them on the Tommy Klein Martin building. 00:43:37
And then the last work session, the board wanted staff to look at some alternative sites and that's what the staff did. 00:43:40
The staff met with Supervisor Christensen and representatives from the Math of Profit, which I believe are up in the patient 00:43:47
office today. 00:43:51
In particular, we met. 00:43:56
On a couple occasions out at the property that Gila County owns near the Community College and Payson off of 260. 00:43:58
The county owns 20 acres of that land. 00:44:05
So we met out there with my facilities department. 00:44:09
We met out there were not-for-profit representatives, just to see if there is an area out there. 00:44:13
Which we could install these flags. 00:44:19
On this property. 00:44:22
And also be near some infrastructure. 00:44:24
So after several visits to this site, it was determined by staff. 00:44:26
That property would probably not work that well for this particular project. 00:44:32
There is no infrastructure close to it. There is some infrastructure close to the Community College. 00:44:37
But we would have to either level some of the property. 00:44:42
To make this project work, which could increase the cost dramatically for this project. 00:44:48
As well as some of the visibility of these flags if we put these flags located closer towards the. 00:44:53
Community College they would be. 00:45:00
You you wouldn't have much visibility for these flags. 00:45:04
So there's two issues. We looked at the cost and the visibility for that particular property, the 20 acres, it would increase the 00:45:06
cost of this project drastically. 00:45:11
And the visibility would be extremely low. So we went with that. We looked at other areas around around the Payson area. 00:45:17
And the conclusion staff had was, is the Tommy Klein Martin property would seem to be the best location for this property if the 00:45:25
board determines this project to move forward? 00:45:30
It's flat land there, it's next to infrastructure. 00:45:36
Umm, so the cost would be a lot lower than the 260 property. So that's where we stand at this particular moment and I'd be happy 00:45:40

Shine upwards towards the flag. So we are looking at solar as well as electrical and that can be part of the design phase as well. 00:56:56

So I'll make a comment about the college. It's on the front page also of the paper today in Payson. 01:04:23
And so the outcome is absolutely what everyone has been looking for. We've had some rough water. 01:04:30

And so candidacy at this point? 01:04:41
And they can start pulling everything together for. 01:04:44

Also wanted to say then, since I'm on the legislative Policy Committee for the CSA. 01:04:56

And so the Legislature of Arizona. 01:05:05
They do an awful lot right away when it comes to introducing build. 01:05:08
So as of January 23rd, that's 11 days in the session. 01:05:14
There's over 900 bills and I presume they'll get pretty close to 2000 by the time it's done. 01:05:18
The CSA. 01:05:25
Legislative Policy Committee. 01:05:27
Then umm review some of the ones that are pertinent to county issues. 01:05:29
And so we went over quite a few of them. 01:05:36
Last week and. 01:05:40
Sort of the. 01:05:42
Filter that is used on all of these. 01:05:44
Is five questions is it? 01:05:47
An appropriate policy solution. 01:05:49
Are there other avenues? 01:05:52
To pursue. 01:05:55
Does it show a demonstratable taxpayer value? 01:05:57
Is it sustainable long term? 01:06:02
And lastly, the potential cost. 01:06:07
That may be affected later. 01:06:10
Will it cause long term issues? 01:06:13
And so when you run it through the filter of those five questions. 01:06:16
There's an awful lot of them that just don't that that are we just oppose. 01:06:20
A lot of them like 90. 01:06:26
Over 97%? That just don't make any sense. 01:06:27
They're largely political bills. 01:06:30
In my opinion, it's like what I call the feel good bill. 01:06:33
You know, let's start. Let's do something, then I can tell my constituents that. 01:06:36
I tried to get this done. 01:06:42
Sort of thing. 01:06:44
So a lot of them are repeat bills from last year, the year before, things like that. 01:06:46
A couple of the things that we rejected right off was. 01:06:51
Umm, redrawing the boundaries of Maricopa County. 01:06:55
And having 5 counties absorb. 01:07:00
Massive parts of Maricopa County. 01:07:04
That would turn Heba County into a 350,000. 01:07:06
Person County. 01:07:10
And of course, that would just flatly reject it. That's not. 01:07:13
It's just flatly rejected. 01:07:18
For obvious reasons, there are, and then there's another one. 01:07:21
Where the Maricopa County would be divided into 4 new counties. 01:07:24
And that was rejected as well. There has to be a good reason to do that. 01:07:29
And so you have to have a good reason to do that other than. 01:07:34
Maricopa County just has too many people. That's not a good enough reason. 01:07:38
So we went through quite a few. They're all rejected. We did support. 01:07:43
A couple of measures that help. 01:07:47
Umm, in the sense of the Auditor General. 01:07:50
Overseeing the county treasurers at a higher level. 01:07:55
OK, whether or not these bills pass is. 01:07:59
You know we don't know. 01:08:03
But we did support maybe more review. 01:08:05
Over the treasurers. And that's a reaction, as we know. 01:08:09
To the the county treasurer. 01:08:13
That embezzles the money. 01:08:16
And so that that happens a lot. So something happens. Oh, let's make a bill. Let's make a law. 01:08:18
And so we get a lot of election stuff that way too. 01:08:25
Like one of them was. 01:08:28
Going to precinct voting only. 01:08:31
Without having voted centers. 01:08:34
This would increase the cost. It would make it less convenient. 01:08:37
There would be a cap of 1000 people per precinct that could vote at that spot. 01:08:41
And anyway, just complicate the voting tremendously. 01:08:47
Add to the cost, require more volunteers. 01:08:52
And solve what? 01:08:55
And solve what? 01:08:57
It's the idea that it's a solution. 01:08:58
To a perceived issue. 01:09:02
And so we rejected that one as well, so. 01:09:04
