I'm Chairman Christensen and members of the board. We love to thank you on behalf of the Hewitt County Youth Advisory Council for 00:11:52
allowing us to present to you guys today. I'm going to hand it over to my members to read over the proclamation. 00:11:59
A proclamation of the Hewlett County Board of Supervisors proclaiming February as Teen Dating Violence Awareness and Prevention 00:12:09

In a county. 00:12:17
Whereas every young person deserves to experience healthy, safe, respectful. 00:12:19
Relationships and. 00:12:23
Whereas one and three adolescent girls in the United States is a victim of physical, emotional or her. 00:12:25
Verbal abuse from a dating partner. 00:12:31
If it figured out, far exceeds victimization words from other types of violence affecting youth and. 00:12:33
Whereas the consequences of dating violence can include anxiety, depression. 00:12:41
Or academic performance and increase. 00:12:46
Risk of experiencing future abusive relationships and. 00:12:49
Of teens who experience dating violence report the incidence of abuse. 00:12:55
Took place in a school building or a school ground and. 00:13:00
Whereas education and awareness plays a crucial role. 00:13:03
In preventing teen baby violence by empowering young people with the knowledge and skills to recognize, avoid, and report 00:13:06
unhealthy relationships. 00:13:09

WHEREAS whereas families, schools, community community organizations and local leaders. 00:13:16
Must work together to promote safe environments and support victims of dating violence and. 00:13:21
WHEREAS Teen Dating Violence Awareness Month provides an opportunity to amplify the voices of young survivors, encourage open 00:13:27
discussions. 00:13:30
About healthy relationships and strengthen community resources dedicated to prevention and intervention and. 00:13:34
Browse He can all take part in raising awareness and preventing teen dating violence through the following. 00:13:40
Where at Wednesday on Monday, February 10th, individuals are encouraged to wear orange as a symbol of support for survivors of 00:13:47
teen dating violence. 00:13:51
By wearing orange, we wait. 00:13:56
Raise awareness and show solidarity. 00:13:58
With those affected by abuse. 00:14:01
Educational workshops and community events. Attend or host local workshops. 00:14:05
Seminars and events focused on understanding healthy relationships. 00:14:10
Identifying the signs of dating violence and supporting survivors. 00:14:14
Schools, youth organizations, and community centers can serve as a key venues for these activities. 00:14:18

Information, discussion, action and adopt ordinance #2025-03. Amendment to Ordinance number 05/01, the Healer County Rules of 00:17:39

The Rule 1 definitions as section 1.10 and correct. 00:17:51
The omission of Gila County ordinance. 00:17:57

The item before you is to consider adopting ordinance #2025 Dash 03. 00:18:13
It's an amendment to an existing ordinance number 05/01. 00:18:19
County hearing officer, Rules of procedures. 00:18:24
And it's the main purpose of this is to allow the hearing officer ordinance. 00:18:28
To be used for all ordinances in Gila County. 00:18:34
Umm, the. 00:18:38
Ordinance that we currently have 05/01 has some language in it that. 00:18:42
Almost meets that authority, but it does not. It's a little bit short, so we wanted to make it clear. 00:18:47
Rule #1 on the definition section. 00:18:53
Provides a definition for enforcement coach to mean county ordinances. 00:18:56
And Arizona Revised Statutes. 00:19:01
But then it goes on to enumerate 9 various county ordinances. 00:19:03
OK. The next one is offers when action can be taken to state that every action or proceeding brought before the hearing officer. 00:19:07
For a civil violation or any or any enforcement code shall be commenced by filing a complaint with the enforcement officer. 00:19:15
And then Rule 21 under their ruling, ruling of the hearing officer. 00:19:24
It provides that the imposition of time shall be in accordance. 00:19:29
With the fine stipulated in that ordinance, or in that or in that enforcement pro. 00:19:33
And then list. 00:19:37
8 county ordinances and concludes with the section. 00:19:39
That says for any other enforcement quote not listed above. 00:19:42
A fine of not more than $700.00 per day for continuing violation. 00:19:46
By an individual and not more than 10,000 per day for a continuing violation by an enterprise. 00:19:50
So if you. 00:19:57
Under the definition section, it enumerates 9 ordinances. 00:20:00
Under the uh. 00:20:03
Ruling of the hearing officer, it only lists 8 ordinances and that's an omission that we want to correct. 00:20:05
And so at this time. 00:20:12
We would like to propose a revision to the ordinance. 00:20:14
To not only take care of the omission, but to also make sure and clear that the ordinance that we have for the hearing officer. 00:20:18
Applies to all county. 00:20:27
County emergencies. 00:20:28
So in. 00:20:31
In Gila County, the process to amend an ordinance is to adopt A new ordinance. In this case, it would be 20. 00:20:35
2025 Dash 03. 00:20:42
With the specific changes addressed in the ordinance in this way, only the new ordinance must be published in the newspaper. 00:20:45
After adoption, the changes adopted in the new ordinance. 00:20:51
Will be incorporated into the existing ordinance. Again, that's 05 dash. 00:20:55

And that's what we're we're trying to do today. 00:21:03
So we posted a public. 00:21:06
The notice of public hearing was published in the newspaper in January 28 of 25. 00:21:08

If the Board of Supervisors adopts the the new ordinance, 2025 Dash 03 will be published one time in the Face and Roundup 00:21:17
newspaper in the Arizona Silver Belt newspaper. 00:21:22
And so at this time, we'd like to recommend the adoption. 00:21:27
Of the new ordinance 2025, Dash 03. 00:21:31
Which cements the old ordinance 05/01. 00:21:35
And in the sections that we would be changing as rule, rule one under the definition section. 00:21:38
1.1 We would add the following. 00:21:45
Any other statute this would be #10 of that enumerated list of ordinances, and it opens it up to all the ordinances and states 00:21:47
this. 00:21:51
Any other statute, county court ordinance or resolution authorizing the hearing officer to hear. 00:21:55
Civil Violations. This includes all past and future statutes, county codes, ordinance, or resolutions enacted or adopted. 00:22:01
After this ordinance has been adopted. 00:22:09
And so we at the same time would also then correct the omission of Gila County Ordinance at 08. 00:22:11

Started using back when we were fighting a lot of different things and. 00:22:46
And so through code enforcement. 00:22:50
We were able to turn it over to a hearing officer. 00:22:53
And I think that's helped us a lot in a lot of ways. And so I think it's it's great that now we have been adding things building 00:22:56
without a permit, you know things and now we're. 00:23:01
Getting getting more to that and to the point that we may need another hearing officer. So thank you very much for bringing that 00:23:06
before us. 00:23:10

In the definitions, but then it's not mentioned again in another section. 00:23:36
And one of the things that we're trying to do to avoid how? 00:23:40
Having to mention a list of ordinances each and every time. 00:23:44
We've introduced the new sentence that says all county ordinances. 00:23:48
But it was. It has been used for that. 00:23:53
It's a, it's a, it's an omission. It's not. It doesn't mean that if anything other than. 00:23:57
We added it in one section, but we forgot to add it to the other section. 00:24:03
That's all I was pointing out. 00:24:06
Because I was pointing that out because we're going back and making that correction now. 00:24:08
So what other issues have we had out there that haven't been covered? 00:24:13
So we have the right of way ordinance that we're preparing. 00:24:20
We have the grading and drainage ordinance that's not mentioned in here. 00:24:24
Would now be an ordinance that we could use the hearing officer. 00:24:28
To enforce the ordinance. 00:24:31
Those are two that come to mind. 00:24:34
But it really this really talks about any. 00:24:36
Any county ordinance that. 00:24:39
Would like to use the hearing officer process. Will in the future be able to use it? 00:24:42
And so how much additional? 00:24:47
Work is just gonna put on our code enforcement officers. 00:24:50
It will of course add more work. The rating and drainage and right of way ordinances will will bring more work. 00:24:53
Director Bloomer is working on. 00:25:02
Umm and I, I'm working with him to see if we can add a second hearing officer. 00:25:06
And we're going to start by talking with the current hearing Officer 1st and then go from there. 00:25:11
We, I think, from our sense of continuity. 00:25:17
It would be appropriate to have two hearing officers in Gila County. 00:25:21
And to determine maybe they specialize, but they could cover all. 00:25:25
And those are the things that we are going to. 00:25:31
Discuss with the current hearing officer and then go from there. 00:25:34
OK, put our code enforcement. 00:25:39
Folks, they'll be able to handle this extra workload. 00:25:41
With what they've got. 00:25:46
That so different organizations take care of code enforcement. For instance, we wouldn't be using the community development. 00:25:47
Code enforcement person. 00:25:55
Or our violations. We would be using our own internal team in public works. 00:25:57
To remedy to try to remedy the violations. 00:26:04
And, and do you have somebody specifically in mind for that Homer? 00:26:07
It's our currently our project managers. 00:26:11
Oversee both the Right of way ordinance and the grading and Drainage ordinance. 00:26:16
In the future. 00:26:20
We just interviewed someone for a floodplain, the director of Floodplain as a for instance. 00:26:23
When we when we fill that position. 00:26:28
We would have folks that would be responsible for the floodplain ordinance. 00:26:31
They would be responsible for the grading and drainage ordinance and that team. 00:26:36
Of three people. 00:26:40
Will then be asked to. 00:26:42
Take care of preparing for the hearing officer. 00:26:45
On issues that violate the floodplain and the grading and drainage orness. 00:26:50
On the right of way ordinance, we do have two project managers. They currently report to Alex. 00:26:55
Kendrick, our senior engineer. 00:27:00
And they would be responsible for remedying. 00:27:04
Uh, violations through the right of way ordinance, so it is split amongst various folks. 00:27:08
And and so those folks have been doing that currently or. 00:27:14
So currently we have two project managers. They also do the grading and drainage. Our plan is to. 00:27:19
Separate grading and drainage from the right of way and from the management of our roadway projects. 00:27:27
And put the grading and drainage ordinance under the care of the floodplain administrator. 00:27:35
He would have two people reporting to him, one in Basin and one in Go. 00:27:42
There they would be new. They're not here today. 00:27:50
There would be new applications posted. 00:27:52
We we are evaluating. 00:27:56
Folks that have applied, we're not ready to start interviewing at this time for those for those two positions. 00:27:58
So more than likely the new people coming in, you would look. 00:28:06
For someone that has experience with this, correct or that would be preferable? 00:28:11

I'm not downplaying this, but with the wrong people or whatever this could. 00:28:19

And the more mature the person that's trying to remedy the ordinance is with that process. 00:28:44

But it always requires. 00:28:53
The attention of various levels in each organization. 00:28:56

They're not even. 01:01:12
Able to sell out. 01:01:14
Because of the impact. 01:01:16
So it isn't like they could just gather their cattle, go to the auction, sell the ranch and. 01:01:18
Go somewhere else. They they can't do that. They can't sell it because who wants it? 01:01:23
What you're doing is you're raising cattle to feed the wolves. 01:01:29
Uh, the wolf that was. 01:01:32
Killed back in the early years for a reason. 01:01:35
That reason is very valid. 01:01:39
They're they're not a good thing. 01:01:41
It's a huge impact on our game, animals and everything else, so every time we have a. 01:01:44
An administration change. I really wish somebody would look at that program and do something with it, because it's a. 01:01:50
Huge burden on taxpayers. 01:01:56
That's a huge burden on Game and Fish. 01:01:59
In wildlife management, and it's only getting worse. 01:02:02
And now they're talking about the reintroduction of the northern Gray wolves and bringing them down. 01:02:07
Well, they've already started bringing them into Colorado. 01:02:15
That were trapped in Canada, which our problem was that they're just dumping on on us. 01:02:18
And so it's, it's, it's not, it's not a healthy deal at all. 01:02:24

People don't realize that umm. 01:02:32
Management of species is important, and if you take away the element of management. 01:02:35
And you don't have any control. 01:02:40
And it's not just with the wolves, it's with. 01:02:43
Burrows and horses and. 01:02:46
Every other kind of thing that. 01:02:49
You can't control it. 01:02:52
Then it's out of control. If it's out of control, then it's devastating. 01:02:54
And. 01:02:59
To me, that is the worst thing you can do to an animal species. 01:03:02
In trying to protect it, to allow it to be devastated. 01:03:05
And so the romance of wolves to me is what we're after because we don't need them in the environment. It's their romance. 01:03:09
And they're talking about introducing the grizzly bear. 01:03:18
Wouldn't that be nice to have in the room country? 01:03:22

You know, the Jaguar and all that. These animals are not really endangered, they're just, they just don't exist. 01:03:27
In large numbers north of the Mexican border, so. 01:03:34
And Mr. Chair, you're right, at one time we did have grizzly bears, the same reason. 01:03:38
Umm, and that as we grew. 01:03:44
As people moved in and settled this country. 01:03:46
There's there's not the areas down here in the lower 48 for these kind of animals. 01:03:50
Everybody thinks a wolf is pretty and. 01:03:56
He liked listening to him. 01:03:58
I can tell you when you watch them kill an animal and eat it, but they don't kill it. They eat it until it's dead. 01:04:01
That is not a cool site, and so whether it's your milk cow in the backyard or an elk out there on the hillside somewhere, that's 01:04:07
the way they operate. 01:04:12
They kill it by consuming it and so there's a lot of instances when animals still alive and there's no way you can move. 01:04:17
And that's that gets to be the part that. 01:04:27
I don't know if people don't want to acknowledge that or refuse to. 01:04:30
To look at that or what, but anyway. 01:04:34
There's a little big impact. 01:04:36
With any of these remote communities that we have these little places out in the woods where there's. 01:04:40
Pets and backyard animals. It's not just the ones out there on the range they're actually killing. 01:04:46
Horses. 01:04:53
And livestock in Barnes Trails, backyards, the whole 9 yards. So. 01:04:54

Whenever there's a need that a community member has or business has. 01:11:08
Whether they're a member or not, we reach out to them. 01:11:12
We offer those services. 01:11:16
Or curtailed towards our members. 01:11:17
But we help all businesses need. 01:11:20
Umm, we, as you know previously, we approved you approved a. 01:11:22
Donation for the LED sign. We are currently waiting for radar approval for that. 01:11:27
Once we get that approval, we have all the contractors lined up, we're ready to go. 01:11:32
We serve as a source of information for residents and visitors. 01:11:37
We are now looking towards. 01:11:41
Starting a. 01:11:44
501 C Three leg off of the chamber to help support us. 01:11:45
Because of the C6, we are limited in what we can get, what grants we can get. 01:11:49
So we want you aware that we are looking for other opportunities, other venues to help sustain us as a chamber as we grow. 01:11:53

There's, there's a few moving through that we as the group say, OK, we like that. We approve most of them. We say, hey, that's no. 01:25:15
And one is being able to do publications of public notices online. 01:25:22
That seems to make sense these days, and so that's kind of moving forward. 01:25:30
We oppose those things though that. 01:25:34
It cuts funding to the courts. 01:25:37
Cuts, property taxes. These are all what I call feel good. 01:25:40
Things where a legislator can say, look what I've done, my constituents, I've asked to eliminate all your property tax. 01:25:45
Or I've said we're going to reduce. 01:25:53
Sales taxes on this or that or the other, the impact is 10s of millions of dollars to the counties and. 01:25:55
These guys that are promoting that. 01:26:03
Are not paying for it. 01:26:05
So we're left to pay for it if it comes down to that. And so we generally don't ever. 01:26:06
