Proclamation number. 00:17:09

And Mr. Chair, I'll second that. 00:17:13
We have a motion and a second to approve. All those in favor say aye. 00:17:15
Aye, aye. Motion passes unanimous. Thank you so much for your involvement. 00:17:20
And your time here today. 00:17:24
All right, have a good day. 00:17:27
OK. So let's move on now to Item 3A, public hearing. 00:17:35
Information, discussion, action and adopt ordinance #2025-03. Amendment to Ordinance number 05/01, the Healer County Rules of 00:17:39
Procedure to add line 10. 00:17:45
The Rule 1 definitions as section 1.10 and correct. 00:17:51
The omission of Gila County ordinance. 00:17:57
08/02 clean and lean. 00:18:00
In section 21, point 2.3. Good morning, Homero, good morning. 00:18:04
And thank you. 00:18:09
Chairman and board. 00:18:11
The item before you is to consider adopting ordinance #2025 Dash 03. 00:18:13
It's an amendment to an existing ordinance number 05/01. 00:18:19
County hearing officer, Rules of procedures. 00:18:24
And it's the main purpose of this is to allow the hearing officer ordinance. 00:18:28
To be used for all ordinances in Gila County. 00:18:34
Umm, the. 00:18:38
Ordinance that we currently have 05/01 has some language in it that. 00:18:42
Almost meets that authority, but it does not. It's a little bit short, so we wanted to make it clear. 00:18:47
Rule #1 on the definition section. 00:18:53
Provides a definition for enforcement coach to mean county ordinances. 00:18:56
And Arizona Revised Statutes. 00:19:01
But then it goes on to enumerate 9 various county ordinances. 00:19:03
OK. The next one is offers when action can be taken to state that every action or proceeding brought before the hearing officer. 00:19:07
For a civil violation or any or any enforcement code shall be commenced by filing a complaint with the enforcement officer. 00:19:15
And then Rule 21 under their ruling, ruling of the hearing officer. 00:19:24
It provides that the imposition of time shall be in accordance. 00:19:29
With the fine stipulated in that ordinance, or in that or in that enforcement pro. 00:19:33
And then list. 00:19:37
8 county ordinances and concludes with the section. 00:19:39
That says for any other enforcement quote not listed above. 00:19:42
A fine of not more than $700.00 per day for continuing violation. 00:19:46
By an individual and not more than 10,000 per day for a continuing violation by an enterprise. 00:19:50
So if you. 00:19:57
Under the definition section, it enumerates 9 ordinances. 00:20:00
Under the uh. 00:20:03
Ruling of the hearing officer, it only lists 8 ordinances and that's an omission that we want to correct. 00:20:05
And so at this time. 00:20:12
We would like to propose a revision to the ordinance. 00:20:14
To not only take care of the omission, but to also make sure and clear that the ordinance that we have for the hearing officer. 00:20:18
Applies to all county. 00:20:27
County emergencies. 00:20:28
So in. 00:20:31
In Gila County, the process to amend an ordinance is to adopt A new ordinance. In this case, it would be 20. 00:20:35
2025 Dash 03. 00:20:42
With the specific changes addressed in the ordinance in this way, only the new ordinance must be published in the newspaper. 00:20:45
After adoption, the changes adopted in the new ordinance. 00:20:51
Will be incorporated into the existing ordinance. Again, that's 05 dash. 00:20:55
01 our existing ordinance. 00:21:00
And that's what we're we're trying to do today. 00:21:03
So we posted a public. 00:21:06
The notice of public hearing was published in the newspaper in January 28 of 25. 00:21:08
The ASIN Roundup. 00:21:14
If the Board of Supervisors adopts the the new ordinance, 2025 Dash 03 will be published one time in the Face and Roundup 00:21:17
newspaper in the Arizona Silver Belt newspaper. 00:21:22
And so at this time, we'd like to recommend the adoption. 00:21:27
Of the new ordinance 2025, Dash 03. 00:21:31
Which cements the old ordinance 05/01. 00:21:35
And in the sections that we would be changing as rule, rule one under the definition section. 00:21:38
1.1 We would add the following. 00:21:45
Any other statute this would be #10 of that enumerated list of ordinances, and it opens it up to all the ordinances and states 00:21:47
this. 00:21:51
Any other statute, county court ordinance or resolution authorizing the hearing officer to hear. 00:21:55
Civil Violations. This includes all past and future statutes, county codes, ordinance, or resolutions enacted or adopted. 00:22:01
After this ordinance has been adopted. 00:22:09
And so we at the same time would also then correct the omission of Gila County Ordinance at 08. 00:22:11
Dash O2. 00:22:17
Clean and lean in that section where I mentioned the omission. Section 21, point 2.3. 00:22:19
And with that thou. 00:22:25
Answer any questions you may have or any comments and look for your approval for. 00:22:28
Or this ordinance. Thank you, Humira Supervisor Humphrey. 00:22:33
Yeah, I I have no question tomorrow. I just. 00:22:38
I have a great appreciation for the hearing officer that we. 00:22:41
Started using back when we were fighting a lot of different things and. 00:22:46
And so through code enforcement. 00:22:50
We were able to turn it over to a hearing officer. 00:22:53
And I think that's helped us a lot in a lot of ways. And so I think it's it's great that now we have been adding things building 00:22:56
without a permit, you know things and now we're. 00:23:01
Getting getting more to that and to the point that we may need another hearing officer. So thank you very much for bringing that 00:23:06
before us. 00:23:10
Thank you, Supervisor Klein. 00:23:15
One more thank you I. 00:23:18
We referenced the clean and lean in this. 00:23:21
I thought we already had that covered under our code enforcement. 00:23:25
And whatnot. 00:23:30
In the hearing, in the hearing officer ordinance, it's mentioned one time. 00:23:31
In the definitions, but then it's not mentioned again in another section. 00:23:36
And one of the things that we're trying to do to avoid how? 00:23:40
Having to mention a list of ordinances each and every time. 00:23:44
We've introduced the new sentence that says all county ordinances. 00:23:48
But it was. It has been used for that. 00:23:53
It's a, it's a, it's an omission. It's not. It doesn't mean that if anything other than. 00:23:57
We added it in one section, but we forgot to add it to the other section. 00:24:03
That's all I was pointing out. 00:24:06
Because I was pointing that out because we're going back and making that correction now. 00:24:08
So what other issues have we had out there that haven't been covered? 00:24:13
So we have the right of way ordinance that we're preparing. 00:24:20
We have the grading and drainage ordinance that's not mentioned in here. 00:24:24
Would now be an ordinance that we could use the hearing officer. 00:24:28
To enforce the ordinance. 00:24:31
Those are two that come to mind. 00:24:34
But it really this really talks about any. 00:24:36
Any county ordinance that. 00:24:39
Would like to use the hearing officer process. Will in the future be able to use it? 00:24:42
And so how much additional? 00:24:47
Work is just gonna put on our code enforcement officers. 00:24:50
It will of course add more work. The rating and drainage and right of way ordinances will will bring more work. 00:24:53
Director Bloomer is working on. 00:25:02
Umm and I, I'm working with him to see if we can add a second hearing officer. 00:25:06
And we're going to start by talking with the current hearing Officer 1st and then go from there. 00:25:11
We, I think, from our sense of continuity. 00:25:17
It would be appropriate to have two hearing officers in Gila County. 00:25:21
And to determine maybe they specialize, but they could cover all. 00:25:25
And those are the things that we are going to. 00:25:31
Discuss with the current hearing officer and then go from there. 00:25:34
OK, put our code enforcement. 00:25:39
Folks, they'll be able to handle this extra workload. 00:25:41
With what they've got. 00:25:46
That so different organizations take care of code enforcement. For instance, we wouldn't be using the community development. 00:25:47
Code enforcement person. 00:25:55
Or our violations. We would be using our own internal team in public works. 00:25:57
To remedy to try to remedy the violations. 00:26:04
And, and do you have somebody specifically in mind for that Homer? 00:26:07
It's our currently our project managers. 00:26:11
Oversee both the Right of way ordinance and the grading and Drainage ordinance. 00:26:16
In the future. 00:26:20
We just interviewed someone for a floodplain, the director of Floodplain as a for instance. 00:26:23
When we when we fill that position. 00:26:28
We would have folks that would be responsible for the floodplain ordinance. 00:26:31
They would be responsible for the grading and drainage ordinance and that team. 00:26:36
Of three people. 00:26:40
Will then be asked to. 00:26:42
Take care of preparing for the hearing officer. 00:26:45
On issues that violate the floodplain and the grading and drainage orness. 00:26:50
On the right of way ordinance, we do have two project managers. They currently report to Alex. 00:26:55
Kendrick, our senior engineer. 00:27:00
And they would be responsible for remedying. 00:27:04
Uh, violations through the right of way ordinance, so it is split amongst various folks. 00:27:08
And and so those folks have been doing that currently or. 00:27:14
So currently we have two project managers. They also do the grading and drainage. Our plan is to. 00:27:19
Separate grading and drainage from the right of way and from the management of our roadway projects. 00:27:27
And put the grading and drainage ordinance under the care of the floodplain administrator. 00:27:35
He would have two people reporting to him, one in Basin and one in Go. 00:27:42
There they would be new. They're not here today. 00:27:50
There would be new applications posted. 00:27:52
We we are evaluating. 00:27:56
Folks that have applied, we're not ready to start interviewing at this time for those for those two positions. 00:27:58
So more than likely the new people coming in, you would look. 00:28:06
For someone that has experience with this, correct or that would be preferable? 00:28:11
Because I you know. 00:28:15
I'm not downplaying this, but with the wrong people or whatever this could. 00:28:19
Be a train wreck. 00:28:24
So that's a good point. And there is. 00:28:25
It's a share in public works. I think in community development I can almost say the same thing. It's a shared responsibility in 00:28:30
the enforcement. The director all the way down gets involved. 00:28:36
Almost everybody gets involved. 00:28:42
And the more mature the person that's trying to remedy the ordinance is with that process. 00:28:44
It becomes easier. 00:28:51
But it always requires. 00:28:53
The attention of various levels in each organization. 00:28:56
OK, so the director and whoever else will have some input on all this as well. There'll be some checks and balances. 00:29:01
Correct. Umm. 00:29:07
That is correct. 00:29:09
OK. Thank you, Homer. 00:29:10
Thank you, supervisor. Thank you, homero. So let me close the discussion now and open it up. 00:29:13
To the public hearing portion of item 3A. 00:29:18
Lisa, do you have anyone in Payson that wishes to discuss? 00:29:23
Or make comments regarding this item. 00:29:27
OK, Cassandra. 00:29:31
No Anyone here in globe about 3A? 00:29:33
OK. No, with that, I'll close the public hearing. 00:29:37
And call for emotion. 00:29:39
Mr. Chair, I'll make the motion to adopt ordinance #2025-03. 00:29:41
Mr. Gerald Second. 00:29:47
Have a motion and a second to approve. Item 3A is in favor, say. 00:29:48
Aye, aye. 00:29:53
Thank you, Romero. 00:29:54
Thank you. Next is item 3B Information discussion action to adopt resolution number. 00:29:55
25/02/02, which approves the county. 00:30:01
Community Development case number CU PG. 00:30:05

At 3807 S Arizona Highway 77. 00:30:27
In Winkelman. 00:30:31
He look howling. 00:30:33
Good morning, Randy. 00:30:35
Morning, Supervisors. 00:30:36
Let me start off by saying this will require you unanimous decision. 00:30:38
There are 4 property owners within the 300 feet. 00:30:42
Three of them have. 00:30:47
Questioned or proposed? 00:30:51
And their concerns are property values. 00:30:55
Radio waves. 00:30:59
Looks. 00:31:01
As a generic. 00:31:04
Reason for opposing this? 00:31:06
So again, this is State 48 consulting representing vertical bridge. 00:31:08
Is proposing to the installation of a new 190 foot. 00:31:13
Self supporting cell tower. 00:31:17
With an additional 4 foot lightning rod, the overall height will be 199 feet. 00:31:20
The tower will be located on Parcel 101 thirteen O32F. 00:31:25
And will include associated equipment within. 00:31:30
A 66 by 66 E area. 00:31:34
This area will be surrounded by a six foot high chain link fence with utilities and. 00:31:37
Access easements as shown in exhibit. 00:31:44
Per the applicant the proposed. 00:31:48
Facility is to improve coverage to access emergency 911 services for the town of Winckelmann. 00:31:50
And passing traffic on Hwy. 77. 00:31:57
Close facility will allow up to four carriers total, one acre tenant, three additional tenants. 00:32:00
Which will decrease the need for additional towers to be built in in the future. 00:32:07
See Exhibit A with a narrative that shows. 00:32:12

Of the liability for failing to obtain all required permits. With that, I'd be more than happy to answer any questions. Thank you, 00:37:36
Randy. Supervisor Humphrey. 00:37:40
Being this dissident Supervisor Klein's district, I'll probably speak after Supervisor Klein if that's OK. Sounds very wise. 00:37:45
Supervisor Klein. 00:37:55
Well. 00:37:58
So this is a This is a topic that just irritates the hell right out of it. 00:38:01
Just to put it real bluntly. 00:38:07
I've never thought in all the years in this position I'd kind of be dictated how to vote. 00:38:09
But this is one of them. 00:38:15
And so for the reasons listed. 00:38:17
We cannot vote against that cell tower. 00:38:20
We don't have legal behind us on this. 00:38:24
And we stand out there on a real small limb for lawsuit. 00:38:27
And so. 00:38:34
I don't think it's right. 00:38:37
I don't think it's fair. 00:38:39
And I don't think the property owners that have to live under that cell tower. 00:38:41
Should have to do that. 00:38:48
We are looking at a place that is sparsely. 00:38:51
Populated. I get that. 00:38:54
But for some reason these cell towers always are targeted on private properties. 00:38:57
And very few places is their property out there, private property that doesn't have structures and homes and dwelling power. 00:39:03
And these folks with what's? 00:39:13
With the way this is put together and the way that. 00:39:16
It's considered infrastructure, I guess, more or less critical infrastructure through FCC and some other. 00:39:20
Other outfits. 00:39:27
Stick us right in a corner who are basically property owners, don't have a say. 00:39:29
And quite honestly? 00:39:35
Neither do us unless we want to face those lawsuits. 00:39:38
And I want that said because I want everybody to understand this, you know, when you get put in these kind of a positions. 00:39:43
That I'm sitting in right here today. 00:39:50
You know, you make your best calls and you vote your conscience and we're here for the constituents whether I agree with the self 00:39:52
power or not. 00:39:56
And I'm all for communication. 00:40:00
I am. 00:40:03
But I don't have to live under it. 00:40:05
I don't have to face it every day and look at it. 00:40:07
Like every one of these other people do. 00:40:11
Some communities are good with it. 00:40:14
Some aren't. 00:40:16
And the concerns are are always the same. 00:40:18
Property values, safety, aesthetics. 00:40:24
It goes on. 00:40:27
None of which are good enough. 00:40:28
To allow us if we wanted to. 00:40:30
To vote against this without facing retribution from. 00:40:33
From attorneys. 00:40:37
So I just want to make that very well known that when I vote for this same thing, it isn't because I want to. 00:40:40
At all. It's because we're pretty much dictated to do that. It's a lot like the liquor license. 00:40:48
Didn't remember what we vote for on a liquor's license. The state has control. 00:40:55
They can go with it. They can go against it. 00:41:00
Why these things even come up in front of us as beyond me? 00:41:02
Right now. 00:41:06
I I don't get it and so. 00:41:07
So as long as we know that, and I'm on record with saying that, Mr. Chair, that's all I had to say. Thank you for your input, 00:41:10
Supervisor Humphrey. 00:41:14
I think enough said. 00:41:20
OK. Thank you. 00:41:22
So are any of the well. 00:41:24
Let me close the discussion. I'm going to open it up to the public hearing portion. Are any of the complaints? 00:41:26
With us today, Lisa. 00:41:33
OK, Cassandra. 00:41:37
And are any of the complainants here? 00:41:39
In glow, No. 00:41:42
All right. 00:41:43
So then I'm going to ask Cassandra, do you? Is there anyone that wishes to speak to this subject on the Internet? No. 00:41:46
And Lisa, do you have anyone in Payson that wishes to speak on item 3B? 00:41:53
Cancel OK. 00:42:00
And, umm. 00:42:01
We have one person here. 00:42:03
Is there anyone else that has? 00:42:05
That would like to speak here other than the one person that has already indicated that. 00:42:07
OK. So please come forward. 00:42:12
I'd like to. 00:42:15
Have you keep your comments to about 3 minutes? 00:42:16
And this is Shirley Cohan. 00:42:19
Cohen And you're from Queen Creek. 00:42:23
And she is. 00:42:26
In favor of the issue and she's requesting a unanimous approval. 00:42:28
For the conditional use permit, OK please. 00:42:33
Let us know what you're thinking. Well, good morning and good morning, and thank you to the members of the Board for allowing me 00:42:37
this opportunity to speak to you today. 00:42:41
And I do want you to know that I am here in support of that tower for coverage, for capacity. 00:42:44
Or connectivity for your constituents and for your community. 00:42:50
I would also like to bring up the E 911 factor. 00:42:54
With this tower, that will help with those things, the connectivity. 00:42:57
And the communications in this area. 00:43:01
So based on that, I would like to request your unanimous approval today. And again, thank you for giving me the opportunity to 00:43:04
speak to you. 00:43:08
Thank you very much Supervisor hunt for anything. 00:43:12
Sure that no. 00:43:15
And Supervisor Klein, thank you. Thank you. So thank you very much for that. So I'll close the public hearing portion. 00:43:16
Randy, is there anymore to present? 00:43:23
OK. And I believe the reason it's before us right now and I do agree with a lot of what Advisor Klein said it's. 00:43:25
We're almost incumbent to vote for these things or were subject to liability. 00:43:32
But it's because it's a CUP. 00:43:37
In our zoning ordinance, it requires the CEP. We are in the process of working on that. 00:43:40
If we're directed, we could take that out. There's it's in our zoning ordinance and that's why it comes before us. 00:43:46
For all the districts. 00:43:54
I'm not sure if I'm recommending that or not. I'm just saying that's why we're, that's why we're, that's why we're. 00:43:56
In this corner. So with that I will call for a motion. 00:44:01
Mr. Chair, I move to adopt resolution #25-02-02. 00:44:04
OK. I will second it. We have a motion and a second to approve Item 3B. 00:44:10
All those in favor say aye. 00:44:15
Aye, aye. Motion carries unanimous. 00:44:17
Thank you. Thank you, Randy. 00:44:20
All right, thanks. Thanks, everyone. Let's move on to our regular agenda item 4A. 00:44:23
You're trying to order a pizza over there. 00:44:41
OK. 00:44:57
Item 4A is information discussion action. 00:44:59
To approve amendment #12 to an integr. 00:45:02
Intergovernmental agreement contract number D. 00:45:05
I, 20002263 between the Arizona Department. 00:45:08
Of the Economic Security and Hila County Community Services Division. 00:45:13
To add the itemized service budget in the amount of $390,410.33. 00:45:18
For the period of July 124 through June 3025, in which the funds. 00:45:25
Will be used as rent and utility assistance. 00:45:30
Good morning, Josh. 00:45:34
Good morning, Chairman Christensen, Supervisor. So this is our primary allocation for our. 00:45:35
African Community Action Program that we receive every year. 00:45:41
Pays for .9 of a person that does the case work here in Globe for the southern part of the county, and .9 for the person and 00:45:44
Payson that does the. 00:45:48
Casework and Payson. 00:45:52
A little bit. I think 15% of our finance person, another 15% of the program manager for the community services programs. 00:45:54
Other than that, it's for people that meet the. 00:46:01
Defined. 00:46:05
Economic. 00:46:07
Status for receiving services does the services for the North and the South. 00:46:08
And it increases with the funds that we came before the board. 00:46:13
Last month with the LIHEAP funds that add other energy assistance to that. So if you look. 00:46:16
On this, it's about half the funding for this is for our staffing that provides the services and about half of it. 00:46:21
Is for those services and then realize that that other pile of money, the LIHEAP funds or those dollars that come from. 00:46:26
The state and vector and Zephyr and Gatson and those come together to form all of that utility assistance, so. 00:46:32
And that's it. All right. Thank you, Josh. Supervisor Humphrey. 00:46:40
Just one question that says. 00:46:44
For utility and rental services. 00:46:47
For citizens eligible in Gila County. 00:46:50
The level of eligibility does that come from the from the state or from us or comes from the fence the feds OK yeah no that 00:46:55
that's. 00:47:00
That's great. I just wanted it said. So here we are and I think it's great that we're able to help people. 00:47:05
That do qualify because a lot of people do. 00:47:12
I just wanted it to be stated on. 00:47:15
Where those rules come from? 00:47:17
Thank you. 00:47:20
Thank you, Supervisor Klein. 00:47:20
Umm, Josh, you know that. 00:47:23
That's that's good. The. 00:47:26
The rent and utility assistance does. Do we usually get more people wanting that than we're able to provide? 00:47:29
Hundreds more, usually. Just like our Section 8 program vouchers, we usually have to cap the list or close the list for periods of 00:47:38
a year or two while we wait. 00:47:42
For us to work through that list so we're not giving false hope to people that. 00:47:47
You know would be way behind on this list, so. 00:47:51
Typically we'll open them every couple of years or sometimes more depending on how many people are dropping on and off. But. 00:47:53
Most of the time, yes, the list is closed. 00:47:59
Put those thoughts out there at The list is 2 or 300 people long. 00:48:02
Wow. OK, well, thank you. 00:48:06
Yes, Thank you, Josh. 00:48:09
Anticipate any cutbacks given the current political. 00:48:10
Changes that are being made. 00:48:15
So far it looks like the funding is probably going to stay about the same as Supervisor Humphrey mentioned. What will probably 00:48:17
change would be the parameters of what would be considered low income would be what we see change like what percent of the federal 00:48:22
poverty rate would be counted as low income. 00:48:26
OK. Thank you for that. And with that, I'll call for motion. 00:48:32
Mr. Chair, I'll make the motion to approve amendment #12 to the Arizona Department of Economic Security intergovernmental 00:48:36
agreement. 00:48:39
Contact number DI 20002263 as pretended. 00:48:44
Mr. Chair, I'll 2nd that I have a motion and a second to approve. Those in favor say aye. 00:48:50
Aye, aye. Thank you, Josh. 00:48:56
Item 4B. 00:48:58
Information Discussion. Action to approve amendment #3. 00:49:00
To professional services contract numbers 0726. 00:49:04
Tutu with Stephen B Smith. 00:49:08
With a not to exceed amount of one $83,140. 00:49:11
And extend the term of the contract through December 31st, 20. 00:49:17
25 We have Melanie. Good morning. Good morning, Chairman and members of the Board. This item is for the contract renewal for 00:49:21
Stephen B Smith. He is our landfill contractor. 00:49:26
This is going to be our third gear. 00:49:33
So the first year what it came in at $259,000 and that included the expansion for the quality assurance that we were doing. 00:49:36
On the expansion and then we renewed last year for $189,000. This year we're coming in about $3000 less. 00:49:44
This includes. 00:49:52
All of our methane reporting, our water monitoring and then in 2025 the ADEQ has increased. 00:49:54
Our water Water monitoring. 00:50:03
Monthly opposed to quarterly, so that's in there as well. 00:50:06
We're still finishing up the pond removal for the Buckhead Mesa Landfill and then we're working on the storm water pollution 00:50:10
prevention. 00:50:14
Plan for the Russell Gold Swamp as well, so those are all included. 00:50:18
So the recommendation of the department is to award the contract renewal for a. 00:50:22
106. 00:50:29
183,100 and $4000 if you have any questions. OK, thank you and the supervisor. 00:50:30
Humphrey, I have a question. Supervisor Klein. 00:50:37
Only this is. 00:50:41
Amendment #3 Is it a four year contract? 00:50:43
It was a. 00:50:48
It was a one year contract with three renewals. So this is the last renewal, correct or last amendment? 00:50:49
OK. Thank you. 00:50:57
All right. Thank you. I have no questions. I'll call for a motion. 00:50:59
Mr. Chair, I move to approve amendment #3 professional service. 00:51:02
Contract number 072622. 00:51:06
With Stephen B Smith, PE as presented, and I'll second that we have a motion and a second to approve. Those in favor say aye. 00:51:10
Aye, thank you very much. 00:51:18
Item 4C is information discussion action to adopt. 00:51:20
Resolution number 250204, which authorizes the execution of intergovernmental agreement #24. 00:51:24
0009674. 00:51:33
I between Gila County and the State of Arizona acting. 00:51:37
By and through the Arizona Department of Transportation. 00:51:41
For the rail Highway safety improvement project at. 00:51:44
Marion St. and Railroad Ave. and Claypool in the immediate area of the Arizona Eastern Railway crossing. 00:51:49
Department of Transportation number 742375 are located in the Southeast region of Arizona in Gila County. 00:51:58
Good morning, Alex. 00:52:07
Good morning, Chairman and Board of Supervisors. Thank you for having me. 00:52:09
Again, I apologize all these igas with. 00:52:12
A dot have really long numbers. 00:52:15
So what this is is. 00:52:18
We have several railroad crossings. 00:52:21
Throughout Gila County and a dot in cooperation with Arizona Eastern Railway. 00:52:23
Have gone through over the last few years and evaluated all of them. 00:52:30
And have come up with a list of those that need repair and. 00:52:34
Safety modifications. 00:52:38
We brought one before you guys. 00:52:40
At Kala Loma. 00:52:43
About a year ago. 00:52:45
I have two more for you today. 00:52:46
These projects will be funded by ADOT and the railway and then as soon as it's done. 00:52:49
Heal County Public Works will take over maintenance of the road and the railway will continue to maintain the rails. 00:52:55
So this is the first of the two that I'm bringing for you today and this is at. 00:53:00
Street and Railroad Ave. in Clayton. 00:53:06
Thank you, Alex. Supervisor Humphrey. 00:53:09
Yeah, it's great to see that they did do some evaluation because I think all of them need some help and some of them even need. 00:53:11
Even need arms on them because. 00:53:17
They're they're pretty busy intersections, so. 00:53:20
Thank you very much for bringing this to us. 00:53:22
Supervisor Klein, Alex, thank you. 00:53:25
Yes, thank you for that. With that, I'll call for motion. Mr. Chair, I'll make the motion to adopt the resolution #25-02-04. 00:53:28
I'll second that. 00:53:37
We do have a motion in a second to approve. Those in favor say aye aye. 00:53:38
Aye, thank you, Alex. 00:53:43
That all you have. 00:53:45
No, I have one more for you. 00:53:47
Item 4D There we go. 00:53:50
Information, discussion, action and adopt resolution number 25/02/03. 00:53:53
Which authorizes the execution of an intergovernmental agreement number 240009686. 00:53:58
I between Gila County and the State of Arizona acted by and through the Arizona Department of Transportation for the Rail Highway 00:54:06
Safety Improvement project at Grover Canyon Rd. in Claypool. In the immediate area. They are on the Eastern railroad crossing. 00:54:13
Department of Transportation number 742372 are located in the southeast region of Arizona and he left county. 00:54:21
So thank you, Mr. Chairman, Board. So again, this is the second of the two we're bringing before you today, this one. 00:54:30
Is almost identical, except that it's now Grover Canyon Rd. Versus. 00:54:35
Marion Ave. and it's all the same. 00:54:41
IGA requirements will be implemented. 00:54:43
Thank you, Alex. Supervisor Humphrey. 00:54:46
Yeah, Grover Canyon, that crossing is the one where all of the big trucks leaving the rod plant. 00:54:48
Go to go back over to hit a streetlight instead of having to cross traffic, correct? 00:54:54
Yeah, then that one might take a little special because it has a lot of heavy truck traffic on it. 00:54:59
And I would like the state engineers to know that. 00:55:05
When they're when we're doing some design on it because it's not just regular. 00:55:08
People that live there, it's all the heavy trucks that are leaving the rod plant. 00:55:13
Use that to go back to a. 00:55:17
So that they can go east or West. 00:55:21
All right, so I'll make a note of that and let the state engineer know. 00:55:23
Yeah. Thank you very much. 00:55:26
Supervisor client. 00:55:28
Things again, Alex. 00:55:30
OK. Thank you. With that, I'll call for a motion. 00:55:32
Mr. I move to adopt resolution #25-02. 00:55:35
Dash 03. 00:55:40
And I'll second that, Mr. Chair. OK, we have a motion in a second to approve. Those in favor say aye. 00:55:42
Aye, aye. Thank you, Alex. Thank you. 00:55:47
All right, next is item 4, E Information Discussion action to adopt. 00:55:51
Revised policy number The OS Hours 018. 00:55:55
Employee tuition reimbursement. Good morning, Michael. Good morning, Chairman, members of the board. So on April 2nd, 2024. 00:56:00
This board. 00:56:08
Tuition reimbursement policy. 00:56:09
This item is just to clarify a particular section in there regarding student loans. So what we did was to just clarify it if you 00:56:12
look. 00:56:17
On page five of eight we added a #5. 00:56:24
Just to clarify, student loans are allowed to be reimbursed. 00:56:28
So the employee is allowed to take a student loan. 00:56:32
And then we reimburse them the amount of money of the tuition that's been approved by the county administration, then they can 00:56:35
choose to pay off the student loan, so. 00:56:39
That's basically the change to this policy. It's an issue that came up and working with the County Attorney and the HR department, 00:56:44
everybody felt that we need to clarify this. So what I would be asking is to just. 00:56:50
Have the board consider approving that new tuition? 00:56:56
See what those changes? 00:57:00
OK. Thank you, Michael. Supervisor Humphrey. 00:57:02
Yeah, I think it's a great program to help people that want to. 00:57:05
Educate themselves. So thank you very much for. 00:57:09
Forgetting that. 00:57:12
To be in better than it was. 00:57:13
Welcome, Sir. Thank you, Supervisor Klein. How many folks do we have in it now, Michael? 00:57:15
Currently we had. I believe we have one employee with the. 00:57:21
Health Department. 00:57:26
She went through the course. 00:57:27
And it was reimbursed. 00:57:30
And then also county administration is looking at. 00:57:31
Department. Uh. 00:57:35
Directors and managers and deputy directors within there to utilize this or. 00:57:36
For further training for management. 00:57:42
So that a lot more employees will. 00:57:46
I hope so because I, I really had high hopes for this and I think it's really good for our people so. 00:57:50
Thank you. 00:57:57
Right. Thank you. And So what you're really doing is you're adding that? 00:57:59
Someone doesn't have to do an out of pocket tuition. 00:58:04
Payment in other words like a check or cash or something, they can get along and and have it reimbursed, correct? They can either 00:58:07
pay up front or. 00:58:11
You know, if they choose to get a loan, if they go that way, if they don't have the cash right, don't have the funding up front, 00:58:16
then yes, it sounds like a logical thing to do with that. I'll call promotion. 00:58:20
Mr. Chair, I'll make the motion to adopt revised policy number BOS Dash Hours, Dash 018. 00:58:25
I'll second that we have a motion in a second to approve. Those in favor say aye, aye aye. 00:58:32
Hey, Michael. 00:58:37
All right, let's move on here. Item 4F information discussion action. 00:58:39
To approve the October 18th, 2024 Memorandum of Understanding. 00:58:45
For the Mexican wolf recovery and management and authorized the chairman to sign. 00:58:49
The MOU and the concurrence letter to. 00:58:55
The attached and be attached to the MOU which affirms the designation of the Eastern Arizona Counties Organization Executive 00:58:59
Director. 00:59:03
To represent Gila County when Gila County supervisors are not directly involved. 00:59:07
And Woody, this is your item. 00:59:12
It is. 00:59:15
Thank you, Mr. Chair, and. 00:59:16
Mexican wolf issues been going on now for a very long time. There's. 00:59:18
Quite a few folks involved in the Pascal. 00:59:23
On our. 00:59:27
Committee is handling the charge on this. 00:59:28
And this is just bringing it back up. 00:59:31
With this Mou. 00:59:35
Or involvement. 00:59:36
An individual placed on the board, which more likely will be Pascal out up with it. 00:59:39
There's some language in there that's gonna determine the cause of the. 00:59:44
Of the death of the animal and things like that. So this is a just continuance of the Mexican spot of Mexican spotted. Well, yeah. 00:59:49
Anyway, this is just another part of this that is a total. 00:59:59
Waste of money, but we gotta do it so. 01:00:05
I'd be happy to answer any questions. 01:00:07
Thank you. Goodbye the client supervisor Humphrey. 01:00:10
Yeah, when I read this, can I put, can I read it Mexican Wolf management and not leave out recovery? 01:00:12
I wish we could just delete it all but. 01:00:19
Anyway. 01:00:22
So that's the only question I have. Yeah, it's a, it's a political. 01:00:24
Situation is the problem. 01:00:28
And we all love our wolves and even the spotted ones, you know? 01:00:30
But uh. 01:00:34
OK, they are a hungry group though and so. 01:00:38
Let me let me say a little bit more about this, OK? All right. Near and dear to my heart. You know, I don't have any I deal with 01:00:43
yet. 01:00:46
But I don't think people realize the real impact. 01:00:51
That are out there because of this program, right? 01:00:55
In the eastern side of Arizona and the western side of New Mexico, it is putting a lot of people out of business. 01:00:59
And not only is it putting them out of business, it's making it. 01:01:07
Such that. 01:01:10
They're not even. 01:01:12
Able to sell out. 01:01:14
Because of the impact. 01:01:16
So it isn't like they could just gather their cattle, go to the auction, sell the ranch and. 01:01:18
Go somewhere else. They they can't do that. They can't sell it because who wants it? 01:01:23
What you're doing is you're raising cattle to feed the wolves. 01:01:29
Uh, the wolf that was. 01:01:32
Killed back in the early years for a reason. 01:01:35
That reason is very valid. 01:01:39
They're they're not a good thing. 01:01:41
It's a huge impact on our game, animals and everything else, so every time we have a. 01:01:44
An administration change. I really wish somebody would look at that program and do something with it, because it's a. 01:01:50
Huge burden on taxpayers. 01:01:56
That's a huge burden on Game and Fish. 01:01:59
In wildlife management, and it's only getting worse. 01:02:02
And now they're talking about the reintroduction of the northern Gray wolves and bringing them down. 01:02:07
Well, they've already started bringing them into Colorado. 01:02:15
That were trapped in Canada, which our problem was that they're just dumping on on us. 01:02:18
And so it's, it's, it's not, it's not a healthy deal at all. 01:02:24
Yeah, thank you for that. The. 01:02:30
People don't realize that umm. 01:02:32
Management of species is important, and if you take away the element of management. 01:02:35
And you don't have any control. 01:02:40
And it's not just with the wolves, it's with. 01:02:43
Burrows and horses and. 01:02:46
Every other kind of thing that. 01:02:49
You can't control it. 01:02:52
Then it's out of control. If it's out of control, then it's devastating. 01:02:54
And. 01:02:59
To me, that is the worst thing you can do to an animal species. 01:03:02
In trying to protect it, to allow it to be devastated. 01:03:05
And so the romance of wolves to me is what we're after because we don't need them in the environment. It's their romance. 01:03:09
And they're talking about introducing the grizzly bear. 01:03:18
Wouldn't that be nice to have in the room country? 01:03:22
And. 01:03:26
You know, the Jaguar and all that. These animals are not really endangered, they're just, they just don't exist. 01:03:27
In large numbers north of the Mexican border, so. 01:03:34
And Mr. Chair, you're right, at one time we did have grizzly bears, the same reason. 01:03:38
Umm, and that as we grew. 01:03:44
As people moved in and settled this country. 01:03:46
There's there's not the areas down here in the lower 48 for these kind of animals. 01:03:50
Everybody thinks a wolf is pretty and. 01:03:56
He liked listening to him. 01:03:58
I can tell you when you watch them kill an animal and eat it, but they don't kill it. They eat it until it's dead. 01:04:01
That is not a cool site, and so whether it's your milk cow in the backyard or an elk out there on the hillside somewhere, that's 01:04:07
the way they operate. 01:04:12
They kill it by consuming it and so there's a lot of instances when animals still alive and there's no way you can move. 01:04:17
And that's that gets to be the part that. 01:04:27
I don't know if people don't want to acknowledge that or refuse to. 01:04:30
To look at that or what, but anyway. 01:04:34
There's a little big impact. 01:04:36
With any of these remote communities that we have these little places out in the woods where there's. 01:04:40
Pets and backyard animals. It's not just the ones out there on the range they're actually killing. 01:04:46
Horses. 01:04:53
And livestock in Barnes Trails, backyards, the whole 9 yards. So. 01:04:54
Thank you, Miss very good. So we could go on and on about this topic. Supervisor Humphrey anymore before we go to what I said 01:05:00
management, but I will, I will. 01:05:04
OK, so I move to approve. 01:05:10
The October 18th, 2024 Memorandum of Understanding. 01:05:13
Of Mexican wolf recovery and management. 01:05:19
And authorized the chairman to sign the MOU. 01:05:22
And the concurrence letter. 01:05:26
To be attached. 01:05:30
To the MO U. 01:05:31
As presented. 01:05:33
Mr. Chair, I'll 2nd that I have a motion and a second to approve. Those in favor say aye. 01:05:34
Aye, aye, aye. 01:05:40
Thank you, Supervisor Klein. 01:05:42
Thank you. 01:05:44
I think you demonstrated tremendous restraint. 01:05:46
I did well on that one thing. 01:05:49
Oh, it can be very irritating. 01:05:52
All right, let's go to item 4G. We're wrapping this up. Information, discussion, action to approve economic development agreement 01:05:55
number 12032024 with the Globe Miami Regional. 01:06:00

Which the board has determined to be for the benefit of the public. And Mary, you're going to tell us a little bit about it. 01:06:10
Yes, thank you, Mr. Chair, Supervisor Humphrey, Supervisor Klein. 01:06:16
With us today, we have Alexis Rivera. 01:06:20

We also arranged grocery delivery for elderly and hometown residents. 01:08:33
Supporting local organizations. 01:08:38
We donate our space to groups like the Copper Corridor. 01:08:40
Of compassionate friends providing a safe place to support their mission. 01:08:45
The annual Coat Drive Every year we help collect and distribute warm clothing to those in need. 01:08:50
I don't know, I don't know. 01:09:07
Wait, that's the next 1 I think. 01:09:10
Uh, one more. 01:09:13
So we promote. 01:09:16
And organize key community events. 01:09:18
At the Arizona Poppy Fest month. 01:09:21
Celebrating our beautiful wildflowers, drawing visitors from across the state. 01:09:23
Which by the. 01:09:29
By the way, I don't know about this year because of no rain. They're kind of worried about the poppies. 01:09:30
Our camaraderie, annual dinner, honoring community leaders and strengthening local partnerships. 01:09:35
The Apache G Festival. 01:09:41
A vibrant collaboration celebration that showcases Native American artisan performers and traditions. 01:09:44
Our annual golf tournament. 01:09:51
Is a major fundraising event that brings businesses and residents together in support of our chambers mission, which, by the way, 01:09:53
in three weeks is our. 01:09:57
Golf tournament. 01:10:02
And these are just a few of the events we offer. We're. 01:10:04
We have year round ribbon cuttings. 01:10:06
And live after 5 chamber mixers. 01:10:09
We're going to bring our lunch and learns back here anytime. 01:10:11
Sometime soon. 01:10:15
So the work we do is critical. 01:10:18
But it is achieved with a limited budget. 01:10:21
And through the dedication of our staff, volunteers and community supporters, we are here today to strengthen our partnership with 01:10:24
Healy County. 01:10:27
And explore ways we can collaborate. 01:10:32
So together, we can ensure Will Miami remains a thriving, connected and resilient community. 01:10:34
So this is going to talk about our. 01:10:41
Good morning, Chairman, members of board. 01:10:43
Thank you for having me. 01:10:47
I just didn't come on the president of the Chamber of Commerce. 01:10:49
I'm just here to highlight some of the things that we use this funding for. 01:10:52
The funding funding like like Angel has stated, is for to create and collaborate. 01:10:56
Vitalism within the community through economic growth. 01:11:03
Whenever there's a need that a community member has or business has. 01:11:08
Whether they're a member or not, we reach out to them. 01:11:12
We offer those services. 01:11:16
Or curtailed towards our members. 01:11:17
But we help all businesses need. 01:11:20
Umm, we, as you know previously, we approved you approved a. 01:11:22
Donation for the LED sign. We are currently waiting for radar approval for that. 01:11:27
Once we get that approval, we have all the contractors lined up, we're ready to go. 01:11:32
We serve as a source of information for residents and visitors. 01:11:37
We are now looking towards. 01:11:41
Starting a. 01:11:44
501 C Three leg off of the chamber to help support us. 01:11:45
Because of the C6, we are limited in what we can get, what grants we can get. 01:11:49
So we want you aware that we are looking for other opportunities, other venues to help sustain us as a chamber as we grow. 01:11:53
So with that, I just want to thank you. 01:12:01
Immensely for all of your support throughout the years and. 01:12:03
Hopefully currently. Thank you. 01:12:07
And Chairman, board supervisor, thank you for the opportunity in addition to what the President say. 01:12:12
These board is going to help the community too. In case of any kind of emergency we can. 01:12:18
Placid on that screen in every single either Miami globe. 01:12:24
He'll account and can. 01:12:29
Presented and used it in emergency state. 01:12:30
Would happen. Thank you for the opportunity. 01:12:34
Thank you. Thank you. So Supervisor Hunter. 01:12:40
Yeah, First, Mr. Chair, I'd like to thank Jesse Latham. He's not only on the chamber, but he's also one of our City Globe City 01:12:43
Council members. 01:12:47
And Alexis Rivera is town of Miami manager. 01:12:51
So, so yeah, I would like to recognize them also for the parts that they play in our community and so. 01:12:55
Thank you all for helping. 01:13:02
Us with the community and tourism and things that we do. And I remember when we started discovering Gila County, people thought, 01:13:04
well, it's going to be it's going to be in competition with our chambers and it's like, well, no, it's not. It's just going to 01:13:08
help. 01:13:13
Everybody do better. 01:13:18
With what they do and so. 01:13:20
You know, it just works well. So thank you all very much for what you do for us. 01:13:22
Umm, as. 01:13:27
Manager and Council and as members of the Chamber, thank you. 01:13:29
Thank you, Supervisor Klein. 01:13:34
Same goes with me, you guys have done an awesome job. 01:13:36
On all of this and. 01:13:40
One question I would have and. 01:13:41
If you know, great. If not, that's fine too. But are we increasing the like the walk insurance into the chamber for information? 01:13:44
Is that increasing with people or? 01:13:49
We still tend to hold them about same. What do you think lately because of the new road work over there in superior it's it's 01:13:53
slowed down a little bit, but. 01:13:58
Yeah. No, it's slowed down because of that. 01:14:02
Oh yeah. 01:14:05
Yeah, yes, visitor winners are. 01:14:08
Winter visitors, we get them. 01:14:10
We're still getting them. 01:14:13
Good, that should be ending soon. I hope it rains in the poppy fest will do something. You know, it really needs to rain pretty 01:14:14
quick though, so yeah. 01:14:19
Thank you all for what you do though, you do an awesome job. 01:14:23
Thank you. And just to let everyone know, so this money. 01:14:28
Goes we actually purchased something from you. We purchased a membership. 01:14:32
And we purchase advertising. 01:14:36
And so that is why we say we can say that it is for the benefit of the public because it benefits the public if we. 01:14:38
Can do these things in conjunction with you. 01:14:48
So thank you for your presentation and with that I'll. 01:14:51
I'll call for a motion, Mr. Chair, I'll make the motion to approve Economic Development Agreement number 12032024. 01:14:53
With the Globe Miami Regional Chamber of Commerce incorporated, which the board has determined to be for the benefit of the 01:15:03

Rim Country quilt roundup. 01:15:40
Hope show. 01:15:42

This is my item. 01:15:49
It's a reoccurring item and with us this morning we have Marine Pastika. 01:15:51
And she's a member of the club. And do you have anything you'd like to? 01:15:57
Say. 01:16:01
For our cars. 01:16:10
And thank you for past support. 01:16:12
No, thank you very much. You guys put on. 01:16:14
You put on a great event, it's going to be at the. 01:16:17
Marisel casino again, I presume? 01:16:21
And this helps you to. 01:16:23
Purchase the rent and things like that that are required for that. 01:16:27
Yes for the rims and we also award scholarships. 01:16:31
Maybe 3 in here. 01:16:36
$500 to graduating seniors here at Broadcasting High School. 01:16:38
Along with we bring in 1000 to 1500 people that use the restaurants and hotels. 01:16:43
Golf courses for the ladies are watching looking at the quilts without yourself. 01:16:51
Thank you. Thank you for that and you guys do a great job and. 01:16:58
Keeping the quilting tradition alive in Gila County. I really appreciate that. 01:17:02
And so with that, I'll take any questions. Supervisor Humphrey. 01:17:06
I have no questions, Supervisor Klein. No, I don't have any questions, just a comment that you guys do. Sounds like you're an 01:17:10
awesome job with all this, so. 01:17:14
Good deal. Yep. Thank you very much. And so with that, I'll call for a motion. 01:17:18
Mr. Chair, I move to approve economic development Agreement number 01162025 with. 01:17:22

OK. 01:17:49

By Paula Horne of the Public Health and Community Services Division. 01:18:20
As you know, we always have trouble trying to find people to fill these slots, and we're still very grateful. 01:18:24
Sherry, Dorothy and Cheryl Taylor both served on this board, but their terms expired December 31, 2024. 01:18:30
And they decided not to serve another term. 01:18:38
We can understand that. 01:18:41
And so we do thank them publicly. 01:18:43
Umm and Paula went out and found two other people. 01:18:46
And they would like to fill the slots for the terms that January 1, 2025, but that's when the term began. 01:18:49
And this would. 01:18:57
This would be. 01:18:59
Upon. 01:19:00
Your appointment today. 01:19:01
OK. Thank you, supervisor. 01:19:04
I'm sorry. 01:19:08

Mr. Chair, I move to approve consent agenda items 5A through K. 01:19:58
And I'll second that we have a motion and a second to approve. Those in favor say aye aye. 01:20:03
Aye, thank you, called the public. 01:20:08
Cassandra. 01:20:13
At least you're consistent. 01:20:15
There's never that. 01:20:18
And Lisa, anyone there? 01:20:19
OK, call to the public here in Globe. 01:20:23
Now moving on to Item 7, which will be our summary of current events. 01:20:26
And I will turn it over to Manager Menlo. 01:20:33
Mr. Chairman, members of the Board just wanted to acknowledge today. 01:20:37
Marianne Shepherd Heatherly, who was filling in on short notice. We had a separation. 01:20:40
Of our clerk of the. 01:20:46
Or supervisors and so appreciate. 01:20:48
Marian stepping in on short notice to be able to cover a meeting today. 01:20:51
Want to let you know that we will open up. We have two positions that are budgeted. 01:20:55
To open both those positions up. 01:20:59
And at whatever level we can. 01:21:01
To attract person that we have. 01:21:05
In the past, we're revoking this up. 01:21:07
I've had a lot of interest. 01:21:14
And so we were trying to grow our own. 01:21:18
And moving on to our next phase, next step. 01:21:21
And we'll open up whatever level of position we can attract to. 01:21:24
Clerk to the Boards. 01:21:28
Department. 01:21:30
Within the. 01:21:31
Thank you, Mr. Chairman. 01:21:32
That's OK, Supervisor Klein. 01:21:34
Mr. Chair, thank you. 01:21:38
Here The other day I traveled, I went to Phoenix. 01:21:41
Tuesday the 11th and did a video interview. 01:21:44
For Representative David Marshall, he's gonna be presented with a Copper Shield award for his. 01:21:48
His support for veterans and veteran services, I was really happy to do that. 01:21:55
Umm, I think there. I think the guy told me there was like four of us. 01:22:01
4-5 of us doing these interviews and these can take them all and put them together. 01:22:05
And make one one video out of it. 01:22:10
And it'll be played during the. 01:22:12
During his. 01:22:15
Getting his his award and that award is going to be the first Friday in May. So I'm really happy David's getting this. It's a real 01:22:17
distinguished award and he just, he deserves it. He does a lot of work for vets and so. 01:22:23
And then I was, I had a meeting with Homero and Alex up there in Young on the 13th. 01:22:30
Talk about some a road or two and a really good meeting had a few folks from the public. 01:22:37
Went very well and I really appreciate you guys coming young to do that. 01:22:42
And then today I'll be visiting Janet Dean with APS and it's going to be about the. 01:22:47
Public safety power shut off for this upcoming season. 01:22:54
Which as long as it keeps dry and like we are right now. 01:22:59
Folks might want to buy some generators. 01:23:04
So I'll have that discussion today with her. 01:23:07
And kind of see what. 01:23:11
What's gonna happen? What they're thinking? 01:23:13
That's it, Mr. Chair. OK, thank you. And on that note. 01:23:16
I will be. We have already started to organize our pre fire season. 01:23:21
Meeting and we've sent out the emails. 01:23:26
Any of the supervisors that wish to attend, just make sure that you. 01:23:29
Post that. 01:23:34
So it's March 26th and I've already had my meeting with Janet Dean. 01:23:35
And so I really like her. She's really great. 01:23:41
Great employee with APS. 01:23:45
It's like I can hear myself almost. 01:23:48
And then? 01:23:52
Monday the 10th I had the honor. 01:23:54
Of going down to the Legislature to speak. 01:23:57
In support of House Bill 2664. It's a. 01:24:01
David Marshall, Bill. 01:24:05
He's the chairman of the committee. 01:24:06
And it's asking for. 01:24:09
$3,000,000 in essence for our. 01:24:11
Sheriff's Office. 01:24:14
And. 01:24:16
That's kind of a grueling process, I just got to say. 01:24:19
But anyway, made it, did it spoke for just a minute. 01:24:22
And, umm. 01:24:27
I was pleasantly surprised that the entire room, all Democrats and Republicans, voted. 01:24:29
To move it forward. 01:24:36
With only one that said they were going to pass on the vote. 01:24:37
I don't know why, but anyway. 01:24:40
Prior to that, all of the other bills that were. 01:24:42
Presented. 01:24:46
Were that had tremendous opposition. 01:24:48
On both sides, lots of arguments and stuff like that. I'm glad I wasn't that guy, yeah. 01:24:50
So we'll see where that goes. It now goes to the appropriations or then it goes to several more things. 01:24:55
All right. And the LPC which I attend 115 represent healer county. 01:25:03
There's been 16178 bills so far. 01:25:09
There's, there's a few moving through that we as the group say, OK, we like that. We approve most of them. We say, hey, that's no. 01:25:15
And one is being able to do publications of public notices online. 01:25:22
That seems to make sense these days, and so that's kind of moving forward. 01:25:30
We oppose those things though that. 01:25:34
It cuts funding to the courts. 01:25:37
Cuts, property taxes. These are all what I call feel good. 01:25:40
Things where a legislator can say, look what I've done, my constituents, I've asked to eliminate all your property tax. 01:25:45
Or I've said we're going to reduce. 01:25:53
Sales taxes on this or that or the other, the impact is 10s of millions of dollars to the counties and. 01:25:55
These guys that are promoting that. 01:26:03
Are not paying for it. 01:26:05
So we're left to pay for it if it comes down to that. And so we generally don't ever. 01:26:06
Like those? 01:26:12
And so. 01:26:13
That's it's kind of starting to slow a little bit at the LPC. I wanted to mention though that locally in Payson. 01:26:15
There was at the middle school. 01:26:22
A call to do a patriotic essay. 01:26:26
For the students to do it. 01:26:30
7th and 8th grade. 01:26:32
And there was quite a number that did it. Maybe there was. 01:26:33
12 to 15 in each class. 01:26:37
And I am happy to say that. 01:26:40
And she doesn't want me to. Melissa's daughter. 01:26:44
Bevan, uh. 01:26:47
Won first place in her grade. 8th grade. 01:26:49
And it was a It was a great essay, and I further remember back when I was in. 01:26:53
Middle school. And when you're in middle school, you don't generally think about patriotism. You don't really think, you know, I 01:26:58
have no idea what that even means. 01:27:02
And so it's really good to see that this kind of thing goes on. 01:27:06
And then as. 01:27:10
Another thing that's really pretty nice is that the Payson High School. 01:27:11
Girls basketball. The varsity team. 01:27:15
Is well on their way to the state championship only a couple of games away. 01:27:18
From securing that they're doing really well this year. 01:27:24
So I was on the radio. 01:27:28
Monday. 01:27:30
And it went really great. Tamil G had a lot of calls. 01:27:31
The people that call in Kmoji are very pro order supervisors. They're very supportive of us in what we do here at the county. I 01:27:37
appreciate that. So. 01:27:42
That's all I have. 01:27:47
Anything else that you want? 01:27:48
OK, Kim, have some updates. 01:27:51
Yeah, I do. And I want and I want out of order here. Yeah. No, that's OK. I apologize. It was, it was necessary for me to leave 01:27:53
the room for a minute. 01:27:58
Mr. Men, love. Not that I didn't want to listen to what you had to say. It's just. 01:28:03
Yeah, it would have been embarrassing if I wouldn't have taken a short break. 01:28:08
But anyway. 01:28:12
Yeah, I attended a monthly meeting. 01:28:13
With well, Mr. Miller was unable to be there because he was out, but with Michael O'Driscoll and. 01:28:16
Facilities and IT. 01:28:23
And we have a monthly meeting at this time just to kind of keep everybody on the same page of what's going on in District 2. 01:28:25
And Hilda Roosevelt community meeting on the 10th was on KQSS radio. 01:28:33
At 5:30. 01:28:41
And then I went to the. 01:28:43
Town of Miami council meeting after that. 01:28:45
And then I spoke at the Brownsville on the 15th. Laurie does those. 01:28:48
Agricultural events for the youth. 01:28:53
Well, she did one for 25 Navy Seals. 01:28:55
Which was really a neat deal and she asked me to. 01:28:59
Talk on ranching and Hewlett County. 01:29:02
So so I did that and the BBQ was really good. 01:29:05
And so anyway, and then I'll hold a Guy Sila public meeting on the 22nd. 01:29:10
Mr. Chair, other than that. 01:29:16
I I don't have anything else. 01:29:20
Thank you for that report and if there is nothing else. 01:29:21
Mr. Menlo, Mr. Chairman. 01:29:25
We do have, I want to kind of give you a report of there's been some movement on grants and things that we. 01:29:28
Hit here at the town. 01:29:36
As of now, I just wanted to report to you that. 01:29:38
Most of our grants. 01:29:41
They are not. 01:29:42
In question of whether we'll continue to get them. 01:29:44
Or whether we see those dollars, there's one that we have in an environmental justice. 01:29:46
Grant, regarding the copper quarter that? 01:29:50
There may be some question on that you're not moving forward on those project yet because the that grant particular grant is a 01:29:53
reimbursement grant. 01:29:57
But looking forward to the. 01:30:02
Nako Conference that is coming up in a couple of weeks. 01:30:05
Who can go and advocate for counties, be able to go in and tell how essential the funding is on a federal level? 01:30:09
To ensure that we keep moving forward and. 01:30:16
New programs. We talked about the housing programs. 01:30:18
Of having that approved, that's all essential to us and look forward to that advocating for county. 01:30:21
On the federal level and receiving those grants. 01:30:28
The most of our grants other than one identified. 01:30:30
I don't believe there are any issues, but. 01:30:35
To continue to monitor that on a local level. 01:30:37

And you were able to present yourself very well, which I find impressive from younger people. There's adults that have a hard time 00:15:52
getting up in front of people to speak so. 00:15:57
My hats off to you for both reasons and I I wish you all all the. 00:16:03

And hopefully it works out. So thank you. Did you did well. 00:16:23
Yes, and thank you SO. 00:16:28
I will continue to read this now and say now therefore. 00:16:31
We, the members of the Gila County Board of Supervisors, do hereby proclaim February. 00:16:35
2025. 00:16:41
As teen dating violence awareness month and encourage all. 00:16:42

And supporting survivors in our community. 00:16:52
And we're going to pass and adopt this hopefully on this 18th day of. 00:16:55
February 2025 I will call for a motion on item 4H. 00:16:59
Mr. Chair, I move to adopt propagate propagation. 00:17:05
Proclamation number. 00:17:09
202501. 00:17:11

In Winkelman. 00:30:31
He look howling. 00:30:33
Good morning, Randy. 00:30:35
Morning, Supervisors. 00:30:36
Let me start off by saying this will require you unanimous decision. 00:30:38
There are 4 property owners within the 300 feet. 00:30:42
Three of them have. 00:30:47
Questioned or proposed? 00:30:51
And their concerns are property values. 00:30:55
Radio waves. 00:30:59
Looks. 00:31:01
As a generic. 00:31:04
Reason for opposing this? 00:31:06
So again, this is State 48 consulting representing vertical bridge. 00:31:08
Is proposing to the installation of a new 190 foot. 00:31:13
Self supporting cell tower. 00:31:17
With an additional 4 foot lightning rod, the overall height will be 199 feet. 00:31:20
The tower will be located on Parcel 101 thirteen O32F. 00:31:25
And will include associated equipment within. 00:31:30
A 66 by 66 E area. 00:31:34
This area will be surrounded by a six foot high chain link fence with utilities and. 00:31:37

Chamber of Commerce in the amount of $10,250. 01:06:06
Angel Ruiz and Jesse Latham from the Globe Miami Regional Chamber of Commerce. 01:06:22
And they have a presentation for you. 01:06:27
Thank you very much. Please come forward, let us know who you are. 01:06:29
Anyway, just just. 01:06:33
Good morning, Mr. Chairman and members of the Board. 01:06:37
I appreciate the opportunity to speak with you today. My name is Angel Reese. 01:06:40
And I am the director for the Global Miami Chamber of Commerce. 01:06:44
I'm here to discuss our partnership with Healey County and how we can create win win opportunities. 01:06:48
For our community. 01:06:54
CS Can I do it? 01:06:58
So the global Miami Chamber of Commerce is more than a Business Network. 01:07:02
We are a pillar of support for residents, businesses and visitors. 01:07:07
We operate six days a week. 01:07:12
Not only as the chamber, but also as the official, official visitor center. 01:07:14
Welcoming travelers and locals alike. 01:07:19
Every day people walk through our door for a variety of reasons. 01:07:22
Tourists seeking adventure. 01:07:26
Directions to Beth Magala Corporate Valley Center of the Arts Hiking trails, rocking rock hunting spots. 01:07:28
Or just a great place to eat? 01:07:35
Locals in need of resources, whether it be Wi-Fi access, restroom facilities or community information. 01:07:38
Business owners looking for guidance, networking and advocacy. 01:07:46
On Hwy. front location. 01:07:51
We are a highway front location on Hwy. 60. 01:07:53
Makes us a gateway to the region at first, a first impression for visitors and trusted resource for the community. 01:07:57
Beyond tourism business development, we serve serve as a community rallying point in times of need. 01:08:06
Emergency response. 01:08:14
When wildfires surrounded us, our conference room became the fire command Center for emergency teams. 01:08:16
COVID-19 assistance. 01:08:23
We serve as a drop off location for food hygiene, cleaning supplies, helping them struggle to find essentials. 01:08:25

And so that is why we say we can say that it is for the benefit of the public because it benefits the public if we. 01:14:38
Can do these things in conjunction with you. 01:14:48
So thank you for your presentation and with that I'll. 01:14:51

Cassandra.
County supervisors, association, state level and on the federal level. 01:30:39
To ensure that the funding does not. 01:30:44
And not interrupted. 01:30:46
For healing county. So I just wanted to update that and then also. 01:30:48
Again, the Naco. 01:30:52
Conference the first week of March. 01:30:53
But we'll continue to advocate for Healer County and funding from the federal government for Gila County. 01:30:56
Thank you, Mr. Chair, Thank you. Thank you for all that work. And so if there's nothing else, then I'll adjourn our meeting. 01:31:03
Thank you. 01:31:08
