Testing, testing. 00:00:01
Good morning, everyone. 00:00:07
Marianne, we're good to go. 00:00:11
Good morning, everyone. I'd like to call this meeting to order Tuesday, March 11, 2025. 00:00:16
10:00 in the morning, I'm going to ask our chair if you would lead us in the pledge. 00:00:21
And uh. 00:00:26
Mr. Men level lead us in the invocation after that. 00:00:27
I pledge allegiance to the flag. 00:00:33
United States of America. 00:00:35
And to the Republic for which it stands. 00:00:37
One nation under God, indivisible, with liberty and justice for all. 00:00:41
Our Father who art to heaven, we are grateful this day that we can come before Thee in prayer to offer our Thanksgiving for the 00:00:54
blessings of thousands bestowed upon us for a great opportunity we have to. 00:00:59
Serve our fellow man and be. 00:01:04
Able to. 00:01:06
Reach out and provide. 00:01:09
Needs and basic services for so many. 00:01:12
We're grateful for the Board of Supervisors that they. 00:01:14
We're so committed to the. 00:01:18
People, the constituents of Heulah County. 00:01:20
They continue to reach out to all. 00:01:23
Who reside in this county and to be and beyond our borders. 00:01:26
We pray blessing upon them that they might have that spirit to be with them. 00:01:29
And might be less protected. 00:01:33
Kept safe. 00:01:36
And have ability to. 00:01:37
Perform the duties that they have taken on. 00:01:39
We ask this prayer in the name of my beloved Son, Jesus Christ, Amen. 00:01:42
Yeah, he's deceived. 00:01:46
We're also very thankful that we got a lot of moisture in the county and I hear there's more to come. 00:01:49
All right, we're going to start off with our public hearings. Item 2A, Information, discussion, action to adopt resolution #25-03. 00:01:56
Dash 01 to name a road in the El Capitan area as north. 00:02:03
No stone trail. Good morning, Tom. 00:02:08
Good morning, Mr. Chairman, members of the Board. 00:02:11
Well, you put it pretty succinctly. 00:02:14
We've had some additional lot splits within the OCAP town area and addressing and. 00:02:17
Construction activities so. 00:02:24
Have us moving forward with this. The Millstone Rd. name was proposed by the residents. 00:02:26
And it satisfies the county ordinance, so we are coming. 00:02:33
Forward to you for your. 00:02:37
Approval. I'll be happy to take any questions. OK. Thank you, Tom. Supervisor Humphrey. 00:02:39
Who came up with the name of the? 00:02:45
I don't remember the specific individual, but it was two of the property owners. 00:02:47
OK, Yeah, no that and then there was no opposition to it. 00:02:54
Good ask and answer. Thank you very much and. 00:02:58
They came up with it and they like it. 00:03:01
This sounds like a good deal. 00:03:03
Very good, supervisor Klein. I don't have anything, Tom thinks. Yeah, with that, I'll call promotion then. 00:03:06
Oh, I'm sorry. 00:03:12
I will close this portion of the discussion and open it up for public hearing. 00:03:14
Do we have anyone that wishes to speak in? 00:03:19
Globe or on the Internet or in Payson regarding this issue. 00:03:22
If not. 00:03:27
OK. Thank you very much. And then I'll close the public hearing and I will call for a motion. 00:03:28
Mr. Chair, I move to adopt resolution #25-O3. 00:03:34
Dash 01 and I'll second that. 00:03:38
Have a motion in a second. Those in favor say aye. 00:03:41
Aye, aye. Thank you, Tom. Thank you, Tom. 00:03:44
All right, Item 3. A regular agenda item information discussion action to adopt. 00:03:47
Proclamation number 202502 proclaiming March 29th as national. 00:03:53
March 29th, 2025 as National Vietnam War veteran's day in Gila County to bring awareness of the many sacrifices provided. 00:04:00
By our Vietnam War veterans and to publicly recognize and thank them. 00:04:09
For their service to our country and we have the honorable art share with us. 00:04:14
Please come up to the mic and. 00:04:19
Talk to us about this. 00:04:22
May I approach and just give you a flyer also? 00:04:27
Absolutely. 00:04:31
And you have to show everyone your shirt. 00:04:36
I love you, that's why I work. 00:04:39
OK. Thank you. 00:04:53
Mr. Chairman. 00:04:57
Supervisors, thank you very much and everybody. 00:04:58
Here I have to tell you. 00:05:00
I wear it on my sleeve and I'll tell you why. 00:05:03
If I can. 00:05:06
Maybe just reach your heart and tell you why, how important this is. 00:05:09
I don't have to tell you about the Vietnam War, but I can tell you this. 00:05:13
Just if you, if you think about it, 2.7 million people. 00:05:18
Participated in the Vietnam War. 00:05:24
58,000 were killed. 00:05:28
300,000 were wounded. 00:05:31
The war lasted. 00:05:34
16 years. 00:05:36
Last month. 00:05:39
I got this in veterans helping veterans. 00:05:41
22. 00:05:43
Caskets or however they were brought home. 00:05:45
From the war. 00:05:48
Were delivered somewhere in the United States. 00:05:50
We do a lot of things. 00:05:56
For the veterans? 00:05:58
And I was sitting there one day and trying to decide. 00:06:00
What could we do that really stood out? 00:06:03
And I know that that. 00:06:07
The 29th of March is. 00:06:10
Vietnam. 00:06:12
Day, but at the Elks and other organizations that are represent. 00:06:13
Uh, I thought it would be something really special. 00:06:20
And is taken off the shirt I'm wearing, for example. 00:06:23
Says the 1st annual. 00:06:26
Vietnam Day, it said. The Elks. 00:06:29
It's 12:00 to 5:00 on the 29th, which is Vietnam Day. 00:06:31
Everybody seems to have. 00:06:38
They didn't participate. 00:06:40
Which I was in during that time. 00:06:42
If they didn't participate, they had a relative, family relative of somebody. 00:06:45
It had something to do with Vietnam War. 00:06:49
I have to tell you. 00:06:53
That not mention any famous actress. 00:06:54
Whatever. 00:06:58
But. 00:07:00
We were treated. 00:07:01
Pretty bad coming home. 00:07:03
Take your uniform off before you get. 00:07:05
Get off the plane because people spit on you. 00:07:08
And other things. 00:07:10
For those that are young. 00:07:12
So. 00:07:14
Coming up with this is something completely different. 00:07:15
To show you what's happened. 00:07:18
If it gets in the school board facing, it's all behind it. 00:07:20
We have opened this up. 00:07:23
The whole area. 00:07:25
The guy that I report to every month of what we do at the Elks. 00:07:28
Has taken this flyer and put it on everyone in Northern. 00:07:33
Prescott Globe, Miami. 00:07:38
Every place is no clip. 00:07:40
Northern Arizona, we have no idea. This is the first annual. 00:07:42
Shirts right here for an example we. 00:07:46
I bought a hundred. We bought we. There's no eye in the word. 00:07:48
We went ahead and we we bought 150 shirts and selling on the 29th. 00:07:52
We have 1011 organizations from. 00:07:58
Marine Corps, Navy, this, that. 00:08:01
Warming center but it all going to have a cable just to show. 00:08:04
The different things that they do for the veterans. 00:08:08
So this is something we have never done before. 00:08:11
We have no idea. 00:08:14
How it will turn out, who will come, but this is not. 00:08:18
For health members or this member, that member. 00:08:21
It's for everybody that would like to come 12:00 to 5:00. 00:08:24
I can tell you that the like I said, these 150 shirts, you have 38 less. I had ordered another 10 shirts. 00:08:28
But. 00:08:34
You have to understand the. 00:08:35
Everybody I talk to today. 00:08:38
It is about time. 00:08:40
That we went ahead and really stood up and recognized. 00:08:42
The Vietnam Veterans. 00:08:45
And they are starting to die off. 00:08:47
And everybody has a connection and I know I'm rambling. 00:08:51
I appreciate that. 00:08:54
Because. 00:08:56
We. 00:08:57
Feel so strong. 00:08:58
About our veterans, just like I know all the supervisors. 00:09:00
So thank you very much. 00:09:03
And God bless you all, and God Bless America. Thank you. 00:09:05
Thank you, our supervisor, Humphrey. 00:09:14
I am very touching and it's about time that we reached out and did something for them and. 00:09:16
So thank you very much for. 00:09:22
All of you, that team to put this together. 00:09:25
And if possible, I am not sure that I will be able to make it to that. So could I purchase a shirt prize? 00:09:29
Prior to that day. 00:09:35
Absolutely. 00:09:40
OK. 00:09:41
I I feel. 00:09:44
I see Steve periodically. 00:09:46
Just tell us where to send it and we'll send it. We just ordered 110 more because we're. 00:09:49
Running out OK then the day before you leave? If I could I would like to. 00:09:54
To give you the money for a shirt. 00:09:59
And then? 00:10:03
We go from there. Write down where you want to mail. 00:10:04
Thank you, Sir. I think it's. 00:10:08
It's pretty amazing all over Paces have been wearing shirts right now. 00:10:11
Thank you. 00:10:17
I can't express enough how important it is. 00:10:18
Our county very much so. Thank you. 00:10:23
Supervisor Klein. 00:10:27
Art, thank you for doing this. It's it's been a long time coming for the Vietnam vets. 00:10:29
Umm, you know he. 00:10:37
I'm sure everyone of us in here has family members or know somebody fairly close. I was in that war. 00:10:38
Not a good war at all and. 00:10:44
It's really, really good to see you take that and put that together so. 00:10:47
I'll do the same. We'll gather up the shirt from you and. 00:10:52
Will help you however we can there and go on. 00:10:56
And honor those folks. So thank you for doing this. 00:10:59
Yeah, Thank you, Art. And I'm going to read the proclamation, if that's all right. And then we will vote on it after that. 00:11:05
And just let you know, art is also the key. 00:11:12
Behind. 00:11:17
The rally around the Flakes project that we're. 00:11:18
Working on. 00:11:21
OK, so it's Proclamation number 202501. 00:11:22
It's a proclamation of the county Board of Supervisors proclaiming March 29, 2025 is National Vietnam War veteran's day in Gila 00:11:27
County. 00:11:31
Whereas our veterans answered our country's call and served with honor. 00:11:35
And on March 29th. 00:11:40
1973, the last 2500. 00:11:42
American troops were withdrawn from South Vietnam, ending military involvement in what is now the longest war in the country's 00:11:44
history. 00:11:48
And whereas in one of the world's most profound tragedies, with over 58,000 killed, over 300,000 wounded. 00:11:53
And some still missing in action. Many of these men and women came home to be shunned or neglected, to face treatment unbefitting 00:12:02
their courage and. 00:12:07
The welcome unworthy their example. We must never let this happen again. 00:12:12
And WHEREAS today we reaffirm one of the most fundamental obligations. 00:12:18
To show all who have worn the uniform of the United States the respect and the dignity they deserve. 00:12:23
And to honor their sacrifice by serving them as well as they served us. 00:12:30
And whereas in the spirit of pride and gratitude, it is time to honor the heroic. 00:12:36
Accomplishments of the Over 2,709,000. 00:12:43
918 Americans who served during the Vietnam War. 00:12:48
And whereas Gila County desires to pay solemn tribute to our vet. 00:12:53
Vietnam Veterans. 00:12:59
We now therefore, after we take our vote, will the members of the Gila County Board of Supervisors hereby proclaim March 29th, 00:13:01
2025 is National Vietnam War veteran's day in Ilah County. 00:13:08
And I will call for a motion. 00:13:16
Mr. Chair, I'll make the motion to adopt proclamation #2025-O2. 00:13:20
Mr. Chair, I will second that. 00:13:26
I noticed the numbers are different. Marian, have you noticed that it's a 02 and a 01? 00:13:29
The proclamation says 01. 00:13:36
OK. So as long as we understand it's the same proclamation? 00:13:40
OK, so the motion is correct. And so we have a motion to approve. All those in favor say aye, aye, aye. 00:13:53
Thank you very much. 00:14:01
Yes, please come up to the mic again. 00:14:03
I just thank you. God bless you. I just want to let you know tomorrow at 4:00, the city of Payson is doing a proclamation. 00:14:06
On the 18th. 00:14:14
The town of Star Valley is doing a proclamation. 00:14:16
So this isn't. 00:14:19
Just like I say all the time and I think about it every time I get up. 00:14:21
To talk to people. 00:14:25
And I quote and we don't talk politics. Ronald Reagan. 00:14:27
It's amazing what we can accomplish. Nobody cares. 00:14:31
Who gets the credit for it? Amen. Thank you. Thank you, Art. 00:14:34
All right, very good. 00:14:38
We're all set to go on to the next item. 00:14:41
Mr. Chairman. 00:14:44
Yes, Sir, Fairway, we can have a picture with art in that proclamation. 00:14:45
Absolutely. I think perfect have a picture. 00:14:50
We're just going to have a picture out front. 00:14:53
You good with that art? OK, let's go on to item 3B. 00:14:56
Information discussion action to approve an agreement for local border support that is between the Arizona Department. 00:15:01
Of public safety in gila County Sheriff off in the amount of $624,241.00 of which. 00:15:06
$308,301.00 will be used for salary and employee related expenses. 00:15:14
For uh. 00:15:20
One canine Sergeant and two. 00:15:22
Deputies and $315,940 will be used for the license plate reader program for the performance period beginning July 1, 2024 through 00:15:26
June 30, 2026. 00:15:32
Good morning, Sarah. 00:15:39
I'm happy to be here presenting to you today regarding this agreement. This will be the second year that the Sheriff's Office has 00:15:41
gotten local order support money. 00:15:47
Just so critical to our agency and for some of the boys that we just don't have the budget capacity for. 00:15:54
This particular reviewer is going to fund 3 canine positions again, just as last year said. 00:16:02
The second part of this agreement is to fund a license plate reader program that is actually going to. 00:16:10
Enhanced cameras were about all of the county, so this will be a. 00:16:18
Multi agency program cameras will be placed in almost all of the jurisdictions throughout Hulu County. 00:16:23
So we are asking the board to accept the 624. 00:16:32
For the position and the license paper, your program, I'll take any questions you guys have. 00:16:41
OK. Thank you, Sarah. Supervisor Humphrey. 00:16:47
I I guess, I guess just one question is on the license plate reader program. 00:16:50
That will be. 00:16:57
Umm, apparently for for reading license plates. But is that for everything? Umm, I mean like stolen cars and every everything 00:16:58
that. 00:17:04
That you would need to read a license plate for. 00:17:09
This program. 00:17:13
Gas Supervisor. 00:17:15
Throughout, so that will catch license plates as they're driving through different intersections on different highways. We will 00:17:19
also have mobile units. 00:17:24
That will be placed in a certain number, not all. 00:17:30
But we will have the place throughout some of the vehicles which we'll be able to read. 00:17:34
Right. 00:17:43
OK. Thank you. 00:17:50
Supervisor Klein. 00:17:52
Thank you, Mr. Chair. Good morning, Sarah. 00:17:54
When you guys mentioned or talk about border support, what does that actually mean? 00:17:56
As far as as far as the Sheriff's Office is concerned, is that. 00:18:01
I mean, does that mean like you might send somebody down there to help them or you just apprehend folks up here and turn them over 00:18:05
to them, I mean? 00:18:09
Where are we there? 00:18:15
Was the main thing that we could identify, right? So in drugs coming through the southern border that are coming through our 00:18:37
county. 00:18:42
And that's why you see a huge chunk of an ingoing towards the Kenai program. 00:18:47
Then the second piece will go right to a program that can help all of the services throughout for those reasons as well and we can 00:18:56
assist from another agency that they think. 00:19:02
You know, our legals are coming through or drugs or anything like that and they have a license plate. 00:19:08
We can stick it into the system now again. 00:19:16
Technology so. 00:19:19
It's not always spot on, but it's another tool to enhance what the deputies can use. 00:19:20
Umm, to get the stock, take the vehicle, get the drugs, that kind of stuff. 00:19:27
Yeah, we have to identify each county. 00:19:32
How how with those issues so? 00:19:35
Might be different than ours, but that's how Church of herself, he would have the biggest impact on all these issues. 00:19:42
Well, thank you for that Sarah, and and thank you guys for putting this together. 00:19:53
It's gotta help so. 00:19:57
Appreciate it. 00:19:59
OK. And I don't have any questions, so thank you, Sarah. Mr. Chair, I have another question. All right. 00:20:02
I'm just wondering, will this license plate program ever be used for traffic violations like speeding or things of that nature? 00:20:07
So that. 00:20:18
The capability across right now and the way public. 00:20:20
And I was just thinking where they were. 00:20:24
Right. So maybe have one at. 00:20:30
An intersection. 00:20:35
At the casino coming into Houston. 00:20:38
And we want to know where that vehicle is. It's going to tell us when it's that intersection. It doesn't tell us the speed or 00:20:41
anything like that. It just tells us the location. 00:20:46
OK, Thank you. Yeah, I just, I just don't know that I. 00:20:54
I'd agree with something that's. 00:20:58
People are gonna get speeding tickets and things for because now they got a license plate reader. 00:21:00
I wouldn't support that, but. 00:21:05
Yes, for for drug trafficking and human trafficking and things of that nature. 00:21:07
Yes, I do support it, but I would not support it if it's for. 00:21:12
Speeding violations and things of that nature. 00:21:16
Now supervisor contributed to be clear if our. 00:21:20
Hide the vehicle and obviously there's a town. 00:21:24
But the. 00:21:31
OK. Thank you. 00:21:38
OK. Thank you. And with that, I'll call from Motion. 00:21:40
Mr. Chair, I move to approve an agreement for local border support. 00:21:43
That is between the Arizona Department of Public Safety and Healer County Sheriff's Office. 00:21:47
In the amount of 624,241. 00:21:52
Dollars as presented, and I'll second that, Mr. Chair. 00:21:57
All right, we have a motion and a second to approve. Those in favor say aye. 00:22:00
Aye, aye, aye. Thank you, Sarah. 00:22:04
And under Sheriff. 00:22:08
So the next two items looks like we have Joseph. 00:22:10
First one is item 3C Information discussion action to authorize the. 00:22:15
Utilization of state contract number center 065806. 00:22:20
Put the Southwest Hazard Control Incorporated. 00:22:26
As the basis for Healer County contract number. 00:22:29
TTR 065806. 00:22:32
VC1. 00:22:36
The Michelson building demolition and abatement project in the amount of. 00:22:37
$175,000 and approve. 00:22:43
Contract number Center 065806. 00:22:46
GC1. 00:22:51
Joseph Morning, Chairman, Board of Supervisors. 00:22:53
For years, Michaelson Building has stood as a reminder of Hill County's past. But beneath its walls, my significant hazards that 00:22:56
threaten its its potential previous abatement efforts fell short, leaving behind asbestos lead. 00:23:02
Mold dangers that must be addressed before we can safely. 00:23:09
Repurpose this site into a thriving business incubator and Co working space. 00:23:13
Our Facilities Capital Projects team initially received a bid. 00:23:19
That was just over $300,000 which. 00:23:22
Far exceeded the project's reasonable scope to ensure both physical responsibility and effective remediation. 00:23:25
We saw additional bids and identified. 00:23:32
Southwest hazard Control. 00:23:35
A highly experienced state contractor. 00:23:37
As the best qualified and most effective option. 00:23:41
At $175,000. 00:23:44
As part of the essential phase of our project, we'll be. 00:23:46
Diving into also demo. 00:23:51
This includes taking down non bearing walls, smoothing out surfaces. 00:23:54
Where there's large amounts of plaster. 00:23:58
And also clearing out non essential plumbing, mechanical and electrical. 00:24:00
Essentially getting us. 00:24:04
Fresh start so that we can step into the construction phase. With that, I'd be happy to take any questions. Thank you, Joshua. 00:24:06
Supervisor Humphrey. 00:24:09
Did we not already have an abatement project done at that building? 00:24:12
So I'm free. That's a great question. We did. 00:24:18
We took a look at that. 00:24:21
The reason it was it was missed as a limited scope. 00:24:24
The scope that was created at the time essentially pulled off the insulation from the piping that had asbestos in it. 00:24:28
And also an old furnace that was in that site. 00:24:34
Unfortunately, it didn't address the larger issue of the entire facility being contaminated. 00:24:37
Yeah, I. 00:24:47
OK. I yeah, it just seems that if we were going to do an abatement. 00:24:49
That we should have done an abatement instead of part of an abatement and then? 00:24:56
Because that was quite some time ago and we could have been doing something else with the building instead of. 00:25:02
Waiting to get. 00:25:08
Another abatement done. 00:25:10
So, umm. 00:25:12
So the first abatement company did what they were supposed to do yesterday. They sure did. 00:25:14
OK. So they they were within their scope of work. It was the scope of work that was lacking. Yes, Sir. 00:25:20
OK. 00:25:26
Ask and answer. Thank you. 00:25:28
Supervisor Klein. 00:25:31
Joseph, thank you the. 00:25:32
Where's the 175,000 coming from? What part of money is that coming out of? 00:25:35
Everybody turns camera on. 00:25:41
We have several partners in this project, but the county would also set aside funding to ensure that we could meet the needs of 00:25:48
the project. 00:25:52
And meet our partners where they are. So this will be coming out of the county's contribution to the project. 00:25:57
As several of our partners have earmarked their. 00:26:04
Donations for specific purposes. 00:26:07
And, and so we had that money set aside. 00:26:11
In this current year's budget, we do have those funds set aside. 00:26:14
OK. Thank you, Mary. 00:26:16
So maybe this is a loaded question, but that's OK. 00:26:19
Michelson building we've been messing with for quite some time, so. 00:26:24
How long if we? 00:26:29
Prove this today. How long is it gonna take to get this abatement? 00:26:30
Process done, Joseph. It'll take a couple of weeks for them to receive the contract and finalize it, get mobilized. 00:26:34
The work itself, we don't anticipate it going past two weeks, matter of fact, probably quite a bit less than that. 00:26:42
OK. 00:26:47
Is any idea? 00:26:48
When this projects can come to an end. 00:26:51
I'd like to see it come to the end before I'm out of this chair. That's four more years. So yes, Sir, that's a great question. So. 00:26:54
With that, there's a lot of moving parts with it. The good news is everything is moving forward. We're currently. 00:27:01
Meeting with the City of Globe tomorrow to finalize their selection. 00:27:08
On an architect. 00:27:13
Architect specializes in historical remodels and rebuilds like this. 00:27:14
With that being said, we're tentatively looking about. 00:27:20
About a year out. 00:27:23
Now there's potential to be less than that. 00:27:24
But as you know, there's going to be a lot of pieces that are moving without. 00:27:27
Social What that's going to do is build out the the design from the architectural and engineering. 00:27:30
Aspect. 00:27:36
And then? 00:27:37
At some point. 00:27:39
Going out for probably a three-way bit. 00:27:41
I don't want to get too far ahead of myself. That's gonna be up to the city of Globe. 00:27:43
Essentially they're the ones that control that timeline. We're just there to expedite it, support and do everything we can to. 00:27:47
To keep it moving forward. 00:27:54
OK. Thank you. Yes, Sir. 00:27:57
Yes, Sir, Go ahead. 00:28:01
Welcome, please. OK. And and like you say, a lot of moving parts and you're meeting with the city of Globe and. 00:28:03
And so who's managing this project? 00:28:09
Just depends on who's. 00:28:12
Doing that particular portion of the work or. 00:28:14
I know, Sir, we have to find roles and responsibilities that the city of globe with that, bear with me, it's a dynamic 00:28:17
partnership. 00:28:21
The City of Globe is officially handed the financial aspect of that. 00:28:25
And directly. 00:28:30
Or indirectly managing the contract. 00:28:32
We are indirectly helping them manage the project. So when it comes to the construction. 00:28:34
That's where we're really going to be able to support them to be managing those contracts for them. 00:28:40
The construction site. 00:28:44
Architectural side is a partnership there's. 00:28:46
They're going to be supporting it from the funding source. 00:28:50
But we're going to be bouncing back and forth between. 00:28:53
This board and City Council. 00:28:56
Trying to get feedback as we move through that architectural process. 00:28:58
OK. I guess my question is who's actually managing the project, not the funding for the project? 00:29:02
Not who's the designer, but who is actually being sure that the work is properly done. 00:29:08
Will be Hill county facility Sir. 00:29:13
OK. 00:29:17
Asked and answered, So the next time we do an abatement, we will do a complete abatement. 00:29:18
Rather than a partial and another partial. 00:29:23
And as we go forward, we will see. 00:29:26
A better a better ending project because we have a project management. 00:29:28
Yes, Sir. OK. Thank you. 00:29:34
Thanks supervisor. So the 175 if. 00:29:37
Reading this right is to. 00:29:41
Do the demolition. 00:29:44
And get rid of all the hazardous materials. 00:29:46
A complete job that will get us to. 00:29:49
An open, ready to rebuild state. 00:29:53
Yes, Sir. OK. 00:29:57
That's lead paint. That's everything that's bad. 00:29:58
It is OK. 00:30:02
All right. All right. Very good. Thank you. Well, with that then I'll call for motor. 00:30:04
Mr. Chair, I'll make the motion to authorize. 00:30:09
The utilization of state contract number center 065806. 00:30:16
With Southwest Hazard Control Incorporated. 00:30:21
As the basis for Gila County contract number Ctr. 065806 Dash. 00:30:25
GC1. 00:30:32
For the Michelson Building demolition and abatement project in the amount of 175,000. 00:30:34
And approve contract number. 00:30:40
Center 065800. 00:30:43
Six GC one. 00:30:48
Mr. Chair, I'll second that. 00:30:51
We have a motion and a second to approve. All those in favor say aye, aye, aye. 00:30:54
OK, Joseph, one more. We have here 3D information, discussion, action to award a contract. 00:31:01
In response to requests for proposal number 110424. 00:31:07
The Bleachers Grandstand project for the sole responsive. 00:31:12
And responsible bidder Century Industries for the total of $513,614.00. 00:31:15
Thank you, Chairman. In December of 2024, the Board of Supervisors approved the advertisement. 00:31:23
For the Bleachers Grandstand project, seek improvements for event seating at the Hill County Fairgrounds was the primary goal. 00:31:28
Century Industries submitted was the only. 00:31:36
Been received offering a package that included. 00:31:39
Ten row mobile bleachers. 00:31:43
A12 row elevated seating Bleacher. A show master mobile stage. 00:31:45
These upgrades will enhance the fairgrounds capacity to. 00:31:52
Support community events, provide better seating and more functional stage setup for performance, sports and other gatherings. 00:31:56
Facilities Land Management Department recommends awarding the contract to Century Industries for $513,614.00. 00:32:05
This investment will create a more inviting and adaptable space. With that, we do have a. 00:32:15
Sharing fund and support from Freeport. From Freeport. 00:32:21
And. 00:32:26
25% is what they're going to be supporting. If we had to kind of chop that up, that's essentially them. 00:32:27
Helping us purchase one of those features as a whole. 00:32:32
And with that, I'd be happy to take any questions. Thank you, Joseph. Supervisor Humphrey. 00:32:36
Yeah, bleachers of this type, where will we store those bleachers when they're not in use because. 00:32:42
Our Arizona sun and our winners that sometimes snow are pretty rough on equipment. 00:32:48
Supervisor Humphrey, great question. We're we're looking at storing it right now out of the fairgrounds. But to your point, it'll 00:32:54
be open and exposed. There'll be no covering. 00:32:59
This time. 00:33:04
OK. And not underneath one of the metal buildings or something? 00:33:06
There's there's potential that we could Stow them underneath one of the arenas. 00:33:12
It's true, OK. 00:33:17
Thank you, Mr. Chair. Thank you, Manager Klein. 00:33:20
So these are going to be portable features? Yes, Sir. So they're going to be hydraulic indeed. 00:33:23
Enabling it to kind of fold that. 00:33:30
And be ready for. 00:33:32
Traveling the roadway. 00:33:33
OK. 00:33:35
And Century Industries is from where? 00:33:36
They're out of out of things, OK. 00:33:39
And this isn't part of the state contract, is it? 00:33:43
I know Sir, this is a this is a three-way get Sir. OK, thank you. 00:33:46
OK, thank you. And so we're getting 110 row, 112 row. 00:33:51
How many people does that seat about? 00:33:56
We're going to be looking just over 400. 00:33:58
OK, very good. And they're all metal. They'll last a long time. 00:34:01
Yes, you're high quality. 00:34:05
Very good. So and then this money's coming from where? 00:34:08
I so. 00:34:13
So as Joseph mentioned, Freeport has joined us in partnering on this. 00:34:18
Freeport's portion was $126,000. 00:34:22
Which comes out to be just just about 25% of the total. 00:34:26
And then we have built into the 2025 budget. 00:34:30
As we were talking to Freeport about this project. 00:34:34
The county's capacity for the other set of bleachers and then also a mobile grandstand. 00:34:38
So that they can have their. It can be its own. 00:34:44
Standalone facility for events and. 00:34:48
Presentations and and things of that nature. 00:34:52
So it's in the capital fund for fiscal year 2025 along with reports $126,000. 00:34:56
OK. Thank you, Mary. 00:35:05
So if there's nothing else, I'll call promotion. 00:35:07
Mr. I move to award a contract to Sentry Industries. 00:35:10
In response to requests for proposal number 110424. 00:35:14
As presented, and I'll second that motion to the second to approve those ever say aye. 00:35:18
Aye, aye, aye. Thank you, Joseph. Item 3. E information, discussion, action. 00:35:24
To authorize the advertisement of invitation for bid number 011425, The Globe Detention Center dirt removal and fence clearing. 00:35:29
Thank you, Chairman. Overtime soil erosion around the perimeter. 00:35:40
Attention center has created buildup of dirt. 00:35:43
Brush entries and boulders. 00:35:45
Putting structural integrity and security at risk to address this issue. 00:35:48
We are planning to clear the fence line. 00:35:52
If left unaddressed, this could lead to costly repairs and potential breaches. 00:35:55
To resolve this issue, Hill Accounting Facilities and Land Management seeks authorization to. 00:35:59
Advertised. 00:36:04
Allowing qualified contractors to submit proposals for the dirt removal and fence clearing. 00:36:07
This will restore the proper drainage, maintain the facility's security and prevent further decisions. 00:36:13
Segregation. 00:36:18
Umm to note, this will be coming out of department funding. 00:36:20
And depending of course on the received bids, if that would be happy to take any questions. 00:36:23
Thank you, Joseph. Supervisor Humphrey. OK. And when this goes out for a bit, it'll be in the newspaper. 00:36:29
Yes, Sir. 00:36:35
Just a question. 00:36:37
Local contractors and contractors that we've used in the past, could we maybe make a phone call because a lot of those contractors 00:36:40
are out working, not reading the paper? 00:36:44
And so a lot of times they miss the opportunity to bid because they're not aware of a project that's open. 00:36:49
And if that's difficult for staff, I would be happy to. 00:36:56
Make some of those calls myself so that some of the local contractors. 00:36:59
In the past have contacted me that they. 00:37:03
Don't get time to read the paper. They don't. 00:37:06
Have people read the paper for them to find out what's to bid? 00:37:08
And and so I. 00:37:12
You know, I would like to see something like this. 00:37:14
Go to a local contractor and. 00:37:17
Or at least get. 00:37:19
Bits from local contracts. 00:37:21
I, Supervisor Humphrey, would be happy to encourage local bidding and would again be happy to work with finance to see what we can 00:37:23
do to further that. 00:37:27
OK. 00:37:32
And like I say, I my office will be happy to make calls for. 00:37:33
Locals to let them know that there is a proposal out. 00:37:38
Thank you, Supervisor Klein. 00:37:41
I don't believe you'll have a hard time finding people to bid on this right here locals, we have a. 00:37:44
A lot of good folks out there. 00:37:50
And move dirt. So, so I I I expect to see you have a pretty good turn out for that. 00:37:52
For once, maybe we can get some money locally. 00:37:59
So thank you, Joseph. 00:38:03
Thank you. Thank you. And Joseph. 00:38:06
Help me understand. 00:38:09
Is this a project that we could do internally? 00:38:11
Or are we precluded from doing that because of her funding and all the other? 00:38:14
Aspects of that. 00:38:19
Well, that's a, that's a great question. 00:38:21
That's when we pull on these projects. That's one of the first things we look at is do we have the? 00:38:25
Equipment, the capability, the expertise and a few other things to be able to execute it. 00:38:31
And once we identify that we're outside of that scope or that ability, that's when we go to contract. 00:38:37
OK, so that's what you. 00:38:43
Decided that we're just not able to do it. 00:38:45
Mr. Chairman, I might add that there are very low limits on what we can do internally that by statute. 00:38:48
We cannot exceed. If a cost of a project is pay $60,000, that's way more than we are allowed to do internal projects for. 00:38:55
OK, based on statute we have. 00:39:03
CSA and others have gone through the state legislature to try to increase that. 00:39:05
Contractors of course, want to keep that as low as possible and so there are very strict limits that we have on what we can do 00:39:10
internally. OK, thanks for clarifying that. I figured it was something like that. 00:39:15
And then everybody wants costs to go down, so. 00:39:22
Interesting. With that, I'll call for a motion. 00:39:25
Mr. Chair, I'll make the motion to authorize the advertisement of invitation for Bids number 011. 00:39:28
425 as presented. 00:39:35
Mr. Chair, I'll second that motion. Second to approve. Those in favor say aye. 00:39:38
Aye, aye. 00:39:43
Thank you, Joseph. Thank you. Item three out his information discussion action to approve Arizona Department of Homeland. 00:39:44
Security sub recipient agreement #23-A ZDOHS dash HS. 00:39:50
GP23O305-02. 00:39:58
To accept the related reallocation grant award for Heila County active shooter operational coordination and the amount of. 00:40:03
$12,000. 00:40:12
For the performance period of January 1, 2025 to September 30. 00:40:14
2025 and we have Justin with us. 00:40:18
Thank you, Chairman, members of the board. 00:40:21
Called us and his apologies for not making it today. He's graciously given me his soapbox. 00:40:23
On his with his mother while she gets surgery to battle cancer. 00:40:28
So, umm. 00:40:32
Do my best to get through perfectly alright. 00:40:35
On February 29th, 2024, Healey County Emergency Management submitted grant application in the amount of $32,000 for this project. 00:40:38
This grant funds will be used to fund ballistic vests for the fire departments and districts in Gila County. 00:40:48
And it will be utilized in active shooter response and training. 00:40:54
UMM. This award was originally accepted by the Healey County Board of Supervisors on December 17th and 2024. 00:40:58
We were originally awarded $20,000. We've now been reallocated another $12,000 for this project so that we can fully fund it. 00:41:07
Which is what has brought us to adding this the agenda today. 00:41:16
Once we. 00:41:20
Are able to move through this we will be able to. 00:41:21
Work at the Gila County Fire Chiefs Association in order to distribute these throughout the county. 00:41:25
I'm happy to answer any questions. Thank you, Justin. Supervisor Humphrey, I have no questions. Supervisor Klein. Justin, so you 00:41:31
say we had 20,000, This is an additional 12, so a total of 32,000. 00:41:37
So when our fire departments go around and do that, that training with our schools, which I think is really good of them to do 00:41:43
that. 00:41:47
Are we working in? 00:41:51
Tandem with like the City of Go Miami, Gila County Sheriff's Department. 00:41:53
I mean, is it like a? 00:41:57
Team effort to do this. 00:41:59
Yes, absolutely. Different trainings have been taking place throughout the county, just depending on the local municipalities. 00:42:01
Fine Strawberry Fire schools and fire up there have done a lot, especially with the Sheriff's Office. 00:42:07
As well as we've seen them in Miami, so they're. 00:42:14
Working in silo areas throughout the county, but all of the county respondents that work together, working together on this, 00:42:17
Unfortunately, fire departments just don't have. 00:42:22
A direct means to get funding for something like this, even though they're taking part of those trainings. 00:42:27
So. 00:42:32
I should know more about this project than I do, I guess, but so they are hitting every school that we have in in Healey County 00:42:34
with these trainings. 00:42:38
I can't speak on the schools specifically, but I can say for the fire districts and law enforcement, they are all doing trainings 00:42:45
and conducting trainings together. Some of the schools have already taken part. 00:42:49
But I can't stay until which schools may so. 00:42:54
So when we talk about these trainings, it's not necessarily in a in a school. 00:42:58
It could be just in a classroom setting, in a fire department, or somewhere else, correct? Or any training facility. 00:43:04
Anywhere that they're working, the goal was to be able to distribute them enough that everyone could get training as well as be 00:43:10
able to respond in real time. 00:43:14
OK. And then you guys monitor that or you guys are part of it as well? Yeah, we're working with the Gila County Fire Chiefs 00:43:20
Association. 00:43:24
They have been working. All the fire departments are working together to see who may already have any access to these. 00:43:29
As well as where the needs are and we work directly with the Chiefs Association in order to. 00:43:35
To conduct those trainings, schedule that. 00:43:41
OK. And so I'm not. 00:43:45
I'm not being hard nosed about this, but it would be good to make sure that this money is getting utilized to the fullest extent. 00:43:49
That it can. 00:43:57
And I don't know by what means that. 00:43:58
Is there to make sure that? 00:44:02
Because there's a big need that we are prepared. Heaven. 00:44:04
Forbid if we ever had that happen, but. 00:44:08
Umm, but this is what it's for. We we do definitely need to make sure. 00:44:11
We get as much miles out of that money as we can get. 00:44:17
People get their training self. Thank you. The the funds specifically are all going directly to the vests. 00:44:20
So The Who at the vests in order to purchase the ballistic vests? 00:44:27
So the bulletproof vest. 00:44:32
I and who's good? 00:44:37
For our law enforcement people or who for fire in the miss. 00:44:39
I guess that's a new one on me so. 00:44:47
They're, they're sticking vests on our firefighters now and in these situations or so they are taking part in. 00:44:49
Thank you, Michael. Thank you, Justin. You're doing good. 00:44:57
So a couple things here. The schools have their own Emergency Management program by the state. 00:45:03
Education Department. So that's different than the fire chiefs and law enforcement in each county, so. 00:45:08
If the school requires Emergency Management training, they typically reach out to us, but they do have their own system across the 00:45:16
state. What's required by? 00:45:20
The Education Department. 00:45:24
We help out where they ask but. 00:45:27
As far as the mandates go, they're responsible. 00:45:29
And then the second thing is, yes, these vests across the country, the firefighters are seeing a lot of violence out there. 00:45:33
You know when they go out to some of these calls. 00:45:39
And so that's one of the reasons why across the country, bulletproof vests. 00:45:43
Are being required by fire departments and so our fire chiefs reached out to Justin and Carl and asked if. 00:45:48
We can help them get funding for the for these ballistic pests, and that's what we're at. 00:45:55
Can we trade a vest for a gun? I'd much rather vest in guns than vest. 00:46:01
No. 00:46:06
All right. So thank you for that explanation, Michael. 00:46:08
Thank you, Justin. 00:46:11
Thank you. 00:46:13
You call the fire department, you get SWAT now. 00:46:14
Anything we can get, we will take. 00:46:18
Yep. Thank you for the presentation. With that, I will call for a motion. 00:46:19
Mr. Chair, I move to approve Arizona Department of Homeland Security. 00:46:24
Sub recipient agreement #23-A ZDOHS. 00:46:29
Dash HSGP. 00:46:35
Dash 230305. Dash 02 as presented. And I'll second that Mr. Chair. Motion second to approve. Those in favor say aye aye. 00:46:38
Aye. Thank you so much, Justin. 00:46:49
3G. 00:46:52
Information discussion action. To review all responsive bids submitted for Request for Proposals number 082924. The design 00:46:54
services for flood protection at Campaign Creek in Roosevelt. 00:47:00
State's Community and award contract number 082924 to the lowest. 00:47:06
Most responsive, responsible and qualified bidder in an amount not to exceed $216,000. 00:47:11
Hi, Alex. Thank you, Mr. Chair, Board of Supervisors. 00:47:18
As you know, we've been working on the Campaign Creek project. 00:47:21
First phase of that was the team of buyout. 00:47:24
We waited to get the FEMA monies so that we could hold on. These would very appropriation funds to use for additional. 00:47:27
Remediation of the flood issues. 00:47:35
Campaign Creek. 00:47:37
As a result, we're nearing the completion of the FEMA buyout side and so. 00:47:39
Back in December, I came before you guys. 00:47:43
Requested permission to go out for proposals from engineering firms. 00:47:46
To utilize this, Woodbury funds to design some more. 00:47:50
Bank erosion protection. 00:47:55
We've reviewed all three of the. 00:47:57
Proposals that we received. We sat down with each of the firms. 00:48:00
And after all this, we've now bringing before you guys W construction, W engineering consultants. 00:48:03
To design so that we could then move forward with. 00:48:09
The construction of. 00:48:13
Phase two of the Campaign Creek Crossing project. 00:48:15
Thank you. 00:48:20
Supervisor Humphrey. 00:48:21
Yeah. Thank you very much. And this has been a. 00:48:22
A long ongoing project. 00:48:25
But it was it was a well thought through project. 00:48:28
And because the state had given us $3,000,000 for Campaign Creek, which we could have done the buyouts with that. 00:48:31
But we had also put in for grant money to do that because the grant money we could only use for the buyout where the three million 00:48:38
we could use for anything. 00:48:42
So by holding onto that for what, a year and a half or almost two that it. 00:48:47
Took us to get the grant process. 00:48:52
Then we were able to do the buyout and the demolition. 00:48:55
With the grant. 00:48:59
Money which left us, well, we used a little bit of the three million. 00:49:00
For some of the buyout. 00:49:04
But now we get to do design to do more work kind of on the north side and try to help do more protection on that Creek. So it's 00:49:07
been a long project, but it's been a worthwhile. 00:49:13
Time of waiting and so I appreciate. 00:49:19
All you've done and are doing and thank you for putting up. 00:49:23
A limit on the design because they could design a $10 million project that we couldn't do anyway. 00:49:26
So, so I like I say, that's just been a well thought out project from start to finish. So I appreciate it very much. Thank you. 00:49:33
Supervisor Klein. 00:49:41
Alex thinks that this. 00:49:43
This design work they did in that. 00:49:45
In that wash, were they able to design something that's going to last? I mean, there's a lot of sand in that Creek. And I know 00:49:48
talking to homeroom in the past. 00:49:52
Getting something to stay in place. 00:49:56
Was difficult, so were they able to come up with something that. 00:49:59
Maybe a last more than one storm, so the original does. 00:50:02
Design that came up with the solution was the buyout of the houses on the South right. 00:50:06
This is for the design for the North Bank and the idea is to have a. 00:50:10
Permanent solution. We don't want to have to come back. 00:50:16
In 5-10 years I have to do this all over again, so this design should. 00:50:19
We won't allow anything less than a permanent design. 00:50:24
And we got that in writing. It's under warranty. 00:50:28
It will be once the contract is signed. 00:50:31
Well, thanks for putting this together. I know it'll be a good thing. I it's a hard. 00:50:34
Hard task to make those banks stay where you want them in that in that particular Creek. So. 00:50:38
Thank you. 00:50:45
Yeah. Thank you, Alex. Good job. 00:50:46
That that will call for a motion. Mr. Chair, I'll make the motion to award a contract to West Consultants Incorporated. 00:50:48
In response to requests for proposals number 082924 as presented. 00:50:55
Mr. Gerald, second that motion and a second to approve Those in favor say aye. 00:51:01
Aye, aye. Thank you, Alex. 00:51:06
Item 3H is information discussion action to accept quotation number. 00:51:09
539106 from Environmental Systems Research Institute to renew a subscription to use. 00:51:15
The Environmental System Research Institute software program for a period of three years. 00:51:24
At a cost of $42,200 per year. 00:51:30
Plus sales tax for a total of $139,133. 00:51:33
And $0.40 beginning on May. 00:51:39
2025 through May 2028 and. 00:51:41
The associated small enterprise agreement. Good morning, Marin. 00:51:45
Good morning, Mr. Chair, Good morning, Supervisor Humphrey, Supervisor Klein. 00:51:49
We have been using the system for quite a while now. 00:51:53
Since 2010. 00:51:57
It's colloquially known as Esri. 00:51:59
And it's used across several departments. 00:52:03
And allows us to have our mapping. 00:52:06
And other aspects of. 00:52:09
The services we provide for our constituents and use within. 00:52:12
Rural addressing, Community development, Recorder's office, treasurer, engineering, floodplain and county attorney's office. 00:52:16
Thank you, Baron. Supervisor Humphrey, No questions, Supervisor Klein. So it's worked out good for you, man. 00:52:25
And they keep their increases. 00:52:33
Very reasonable. 00:52:35
Good, Good deal. Thank you. OK. Yes, thank you, Mayor. And with that, I'll call for a motion. 00:52:36
Mr. I move to accept quotation number 539106. 00:52:41
From Environmental Systems Research Institute, incorporated and approved. 00:52:47
The associated small enterprise agreement as presented. 00:52:52
And I'll second that motion and a second to approve. Those in favor say aye. 00:52:55
Aye, Thank you, Mary. 00:53:00
Item three I information discussion acts and to appoint members to the board of directors of the. 00:53:03
Industrial Development Authority of the County of Gila, Arizona, as follows. Mr. Douglas. 00:53:10
Brinkerhoff, who is here with us this morning. 00:53:16
Through December 31st, 2027. 00:53:20
And Miss Miranda. 00:53:23
Who is the Chamber? 00:53:26
Board manager in. 00:53:28
The Rim Country through December 31st, 2020. 00:53:30
30 and. 00:53:33
These are both presented by both of us. Supervisor Humphrey. 00:53:35
Yeah, I'm, I'm, I'm very, very happy that Doctor Douglas Brinkoff. 00:53:40
Has has chose to be on the Industrial Development Authority. I met him, he came to one of my Roosevelt community meetings and. 00:53:45
And asked to be, you know, said that he would like to get back involved with some of the community and. 00:53:52
And so I was, I was very tickled when I was asked to. 00:53:58
Have him on the idea and he any. 00:54:03
Took it upon himself to say sure he would like to and. 00:54:06
And on his. 00:54:09
His paperwork here that he turned into to be on the ID a he is. 00:54:12
He has 36 years of direct patient care, including being the owner of a medical practice with three locations in 76 employees. 00:54:20
He also served as chief of staff. 00:54:29
And the hospital board member? 00:54:32
While on new. 00:54:35
Chandler Regional. 00:54:37
Hospital was being built. 00:54:39
He chaired a committee of the Northern Arizona Peer. 00:54:41
Review organization and was also a member of a physician association associate. 00:54:45
Program advisory committee. 00:54:51
That worked to set up the first physician assistant program in Arizona. 00:54:54
Following the sale of his medical practice, he served as a clinical director. 00:54:58
Of the IHS Hospital. 00:55:04
And clinics on the San Carlos Reservation. 00:55:06
Following San Carlos, he was a national medical director for Human, overseeing their CMS pharmacy. 00:55:10
Program He served as CEO, chief medical officer for Cobra Valley Regional Medical. 00:55:18
From 2015 to his recent retirement so. 00:55:25
How pleased I am to have someone who. 00:55:29
With his background to. 00:55:31
Help and volunteer to work with the idea. 00:55:33
To work with getting things going here in New York County. 00:55:38
Very impressed. Thank you very much. 00:55:41
Yes, Tinker sounds like a very good selection. My selection is. 00:55:43
Miranda Meyer, as I said before, she's a local in Payson, owns their own business also. 00:55:48
Currently the chamber manager. 00:55:54
And so she's willing to serve and. 00:55:57
I told her we'd appoint her. 00:55:59
If possible, and so without any questions, Supervisor Klein, no sounds good. Welcome aboard. 00:56:01
The job area. 00:56:09
Indeed, with that I'll call promotion. 00:56:11
Mr. Chair, I'll make a motion to appoint members to the board of directors of the Industrial Development Authority. 00:56:14
Of the Gila County. 00:56:22
Of the County of Gila, Arizona, as presented. 00:56:23
Mr. Chair, I will second that motion and a second to approve those appointees. Those in favor say aye, aye, aye. 00:56:26
Thank you very much. 00:56:34
And. 00:56:35
Item 3J is information discussion action to immediately disband the Heula County Provisional College Community College advisory. 00:56:37
Committee of which I am a member. 00:56:46
James, tell us what we're doing here. Mr. Chairman, members of the Board, as you're aware that the Heila County Board of 00:56:49
Supervisors has appropriated as part of our annual budgeting process. 00:56:53
$250,000. 00:56:58
To assist the College in. 00:57:00
Their efforts to become a full blown Community College district in Arizona. 00:57:03
About 250,000. We have made three payments total of $750,000 to assist in this effort to. 00:57:09
Attain the uh. 00:57:16
A separate Community College district. 00:57:18
And as you are well aware, within the last. 00:57:21
Month and a half, two months at the. 00:57:24
Accrediting agency has awarded the. 00:57:27
Theater County Community College district candidacy status, which means that they can. 00:57:30
As a full blown. 00:57:35
Community College district no longer a provisional Community College district. 00:57:37
This committee was organized to help ensure that the $750,000 that. 00:57:41
He was a Board of Supervisors allocated to this effort. 00:57:47
And helped to support the effort to be. 00:57:51
A Community College district. 00:57:54
That there was two efforts to ensure that those mines were directed and spent for. 00:57:56
Appropriate purposes. 00:58:02
And so. 00:58:04
Since the college has been award candidacy status, they are now. 00:58:06
Gila County Community College District. 00:58:10
Is appropriate to go ahead and disband this? 00:58:12
This committee. 00:58:16
To because the. 00:58:18
Goals have been achieved. 00:58:22
There will be. 00:58:25
Just as an aside that we have as we have done. 00:58:26
The last eight years with this with. 00:58:30
The two of you have been on the Board of Supervisors. 00:58:33
We have appropriated and included in the budget. You have included in the budget $250,000 a year to use for. 00:58:35
Individual projects that are one time type of expenditures. 00:58:42
This has gone on for three years, but it still is a one time project that. 00:58:47
There's an end to it. Insight. 00:58:52
And so that's something that will come with the budget to consider. 00:58:55
Whether you will include $250,000 as an appropriation for one time prizes with the college. 00:58:59
Help support education in him. 00:59:06
Post secondary education in Hewitt County, that's something in the future. 00:59:08
This is just a request to expand this committee. 00:59:12
As the. 00:59:14
Intended goals and objectives have been reached. 00:59:16
Thank you, James Humphrey. 00:59:20
Yeah, James, it seems to me. 00:59:23
When I was. 00:59:26
Elected supervisor eight years ago that. 00:59:28
That 250,000 was just set. 00:59:31
For the college for projects. 00:59:33
As a grant form. 00:59:36
And they had to like. 00:59:37
Or like grants to do things and and if it was. 00:59:40
Was kosher then. 00:59:44
They could use that 250,000. 00:59:46
And then when they, when they started reaching. 00:59:48
To be a provisional Community College. 00:59:52
Then that would just kind of move that money to help them. 00:59:55
In their pursuit of being. 01:00:00
A provisional college. 01:00:03
And so now we're we're just going to disband it rather than just put the 250 back. 01:00:06
To where it was or it'll have to be to a different entity that that's why we're. 01:00:12
Doing this today because. 01:00:17
It's no longer. 01:00:19
The way it was, now that it'll be a provisional, then we have to. 01:00:20
Do a grant. 01:00:24
Or put 250. 01:00:26
A side 4. 01:00:28
The New College. 01:00:30
Mr. Chairman, Supervisor Humphrey. 01:00:33
Prior to you being put on this Board of Supervisors. 01:00:36
There was $250,000 in the budget, but it was used for maintenance and operation, just ongoing operating costs. 01:00:39
I disagree with that strongly because I do not believe that one taxing entity. 01:00:47
Use tax dollars to support another taxi entity. 01:00:52
And so we changed in the purpose and how that was done where it was, has always been for the last eight years. 01:00:56
An appropriation to be used for one time projects, capital projects, or. 01:01:03
Whatever you as a Board of Supervisors determined is a one time project. 01:01:07
That is worthy of using. 01:01:11
Heal accounting tax dollars for. 01:01:14
And so it will not change as it goes forward. 01:01:16
At least in discussions with finance director Belling. 01:01:20
That we continue to include that $250,000 as part of a line item budget. 01:01:24
And with the line item specifically noting Ela County Community College District. 01:01:29
Then as. 01:01:36
As the. 01:01:37
Administration of the. 01:01:40
Healer County Community College District come to you and say we have this project, we want to. 01:01:41
Through this construction we want to do this or that. It's a one time project, they will come to you. 01:01:47
And request that those dollars that are included in the budget. 01:01:52
Be appropriated and that we kind of check to them for that specific project. 01:01:55
So does that answer your question? It does, I just wanted to be sure that. 01:02:00
That our help to the college will be able to continue. 01:02:04
Yeah, and and I and I was pretty sure that it would, but that was at, you know, to be asking answered. 01:02:08
And so I yes, I do believe you answered my question that yes, we can continue to help. 01:02:14
The college as it goes forward with education in a county. 01:02:20
Mr. Chairman's the right Humphrey. 01:02:24
I, like you, believe that education to the residents of your county are essential. 01:02:27
And that's the direction that you've always given to me. So I. 01:02:32
I'm thrilled. 01:02:36
To be able to support. 01:02:37
Thank you very much. 01:02:38
Supervisor client. 01:02:40
Well, I'm sorry to put you out of Business Today, Steve. 01:02:42
But it's a good day to do that. I mean, that was a big hurdle for our college to, to. 01:02:46
Become their own. 01:02:52
Own college and no longer provisional. 01:02:53
And so to be able to do this today is a. 01:02:56
Is good. 01:02:59
And then? 01:03:00
On the money part of it, I'm sure we'll be discussing later, but. 01:03:01
So thank you, James. Thank you for all you've done there. 01:03:05
Mr. Chairman, just in the last couple weeks, the Community College District did have some open houses on here in Globe, One in 01:03:08
Payson. 01:03:12
I was out of state when unable to attend. 01:03:16
But we have had some communication with Doctor Long Longhorn the. 01:03:19
I don't know if she's still in for him or not, but. 01:03:25
The president Acting president of Healey County Community College District. 01:03:27
Is we're going to work with her to have a time where she can come and give a presentation and update. 01:03:32
Specifically to you as Board of Supervisors, where they're at? 01:03:38
And what the plan is going forward. So we look forward to hearing from Doctor Lawler. 01:03:41
And the Community College district here at the board meeting. 01:03:45
Yes, Sir, that is that is being planned right now. I think it's going to occur sometime in April. Michael is working on that. 01:03:48
And so just to be clear, what we're voting on here today is to disband an advisory committee, Yes, and that's all we're voting on. 01:03:56
We'll talk about money later. OK. So with that, I'll call for motion. 01:04:02
Mr. Chair, I move to immediately disband the Gila County Provisional College. 01:04:08
Community College Advisory Committee and I'll second that motion in a second to. 01:04:13
Approve the disbandment. 01:04:18
All those in favor say aye. 01:04:20
Thank you, James. Thank you. 01:04:24
Our next item, I presume Justin, will present 3K. 01:04:27
Information discussion actions Approve Amendment number one to contract. 01:04:31
Number 02062301. 01:04:35
Which is the northern Gila County water storage system with JW? 01:04:38
Fansler, is that correct? 01:04:44
OK, resources increasing the amount of the original word from 68,200. 01:04:46
Dollars by $14,462.00 for a new total. 01:04:52
Of $82,708. 01:04:57
Thank you, Chairman, members of the board. 01:05:01
Umm, another project that was previously brought to the board. 01:05:04
Originally, uh. 01:05:08
Everything was approved for the installation of the tanks and the manufacturer was going to pre Plumb the tapes so that we could 01:05:10
continue having a warranty on them. 01:05:15
Umm, once JW Fansler started doing the installation, we discovered that the tanks. 01:05:20
Were pre planned by being cut, but they didn't actually have the hardware installed and everything put together, they just put the 01:05:27
openings in. 01:05:30
So this amended amount would increase. 01:05:34
Their contract by 14,462 dollars. 01:05:37
In order to have all of that installed and all of them come together in all of the locations. 01:05:40
Which has been done and to date the project has not exceeded the funding amount awarded or budget. 01:05:46
That I any questions I can answer. Thank you. Supervisor Humphrey. I have no question. Supervisor Klein. 01:05:52
So we originally paid for it and the manufacturer didn't do it. Justin, did we get any? 01:05:58
Money back on that. 01:06:05
So they were pre plumbed however. 01:06:06
We were unaware that. 01:06:11
Them pre plumbing it was just creating the opening for all of the hardware. 01:06:12
We thought that the hardware would just be installed that lets them connect together. 01:06:16
That was not a part of. 01:06:20
With the manufacturer. 01:06:22
Provided during pre plumbing. 01:06:24
It was just the cutting of the units. 01:06:26
Scope of the project should have identified that in what we were asking for bids didn't it for? 01:06:28
While we were getting from the tanks, I mean, I bought a ton of these tanks. 01:06:35
And they've all got plumbing coming out the bottle. 01:06:40
Yeah, I know that when we originally were looking at the tanks. 01:06:44
That we looked at them being pre plumbed and not plumbed. We looked at having them just completely plumbed by the contractors. 01:06:48
And that's when we discovered the warranty information with the manufacturer. 01:06:54
For them to be able to continue the warranty on them they had to provide the pre plumbing. 01:06:58
Wow. OK, so James, this money is coming from Senator Kelly, right? This is part of that grant we had a dollar for dollar match on? 01:07:06
Yeah, OK. Just so everybody knows that it's watching and listening to us. 01:07:14
Senator Kelly did help us with this project. 01:07:18
To get it done. So I have another question because I'm really going to be kind of firm on this one. We need them done. 01:07:22
We're faced with a really bad summer and these need to be done, So what kind of a deadline are you looking at to have these 01:07:30
finished so these things are completed and built? 01:07:35
They are completed and filled, so they're all done. Everything's. 01:07:41
Yes, Sir. 01:07:45
And I just did confirm this morning that there were two tanks that got missed last week that have been taken care of. 01:07:47
They are filled. 01:07:53
Thank you for that. That's good. 01:07:54
Mr. Chair, OK, Thank you. And that's 14 sites, yes. 01:07:57
Thank you, Justin. I appreciate that. And. 01:08:02
Just in time for the pre fire season meeting we're going to have soon and hold that up in pace. 01:08:06
So with that, I'll call yes, Sir, if I may just throw in something. 01:08:12
Yeah, and and being that they're all set up. 01:08:16
Plumbed and filled. 01:08:19
You know the benefit of using a local I think the contractor fencer very much for. 01:08:21
Going ahead and completing it. 01:08:27
And getting it all ready, even though that we have not approved his full payment for it, you know. 01:08:29
Some contractors would still be holding us out for that so. 01:08:36
So I think that company very much for for helping us get ready for fire season. 01:08:40
Even though they weren't paid. 01:08:46
So thank you, Mr. Chair. Yeah, that's actually quite gracious of them. Yes, good point. 01:08:48
Mr. Chair, I'll make the motion to approve amendment number one to contract number 020623, Dash one, as presented. 01:08:53
I will second that. 01:09:01
All right, we have a motion and a second to approve the payment. All those in favor say aye. 01:09:02
Aye, aye. 01:09:08
Very good. We're going to move item 3L to the end of the meeting. 01:09:09
And that is an executive session. 01:09:13
Portion of our meeting and we are going to address the consent agenda items. 01:09:16
Item 4A through J Supervisor Humphrey, would you like to discuss one or more? 01:09:21
Off of the consent agenda? Nope. 01:09:27
And Mr. Klein, how about you? I don't believe I do. I think I'm good. All right, then I'll call for a motion to approve consent 01:09:30
agenda items. 01:09:34
4A Through J, Mr. Chair, I move to approve consent agenda items for A through 4 J I'll second that. 01:09:38
And we have a motion in a second to approve. Those in favor say aye. 01:09:47
Aye, aye. 01:09:51
Moving on to item 5, called to the public anyone here in Globe or Payson or the Internet? 01:09:52
Hey, all right, very good. So let's move on then. 01:09:58
To our reports. 01:10:03
Manager men love. 01:10:05
Mr. Chairman, just want to report the visit to Washington, DC last week. 01:10:09
That worked with. 01:10:14
Be with in addition to our centers. 01:10:17
And representative Mr. Crane. 01:10:21
Have an opportunity to meet with agencies of the federal government. 01:10:24
And there's still a lot of chaos, a lot of. 01:10:28
Unknowns uncertainties with the new administration. 01:10:31
In Washington, DC. 01:10:34
And in fact, there were some of the specific. 01:10:36
Agencies like the US Department of Housing. 01:10:39
And the Department of Interior, the specific branches of those agencies, they did not. 01:10:41
They did not offer, did not make themselves available to meet with us so. 01:10:50
We continue to try to keep our notes to the grindstone, keep looking at what's going on in Washington, DC to help ensure that our 01:10:54
funding is not interrupted. 01:10:58
There's a couple of them as we've had discussions. 01:11:03
Like Department of Justice. 01:11:06
Environmental Justice grant. 01:11:08
That is likely that is. 01:11:10
$1,000,000 grant that we did have an actual grant contract. 01:11:13
It's likely that that grant we will not receive that money. 01:11:16
Because of a change in focus in administration. 01:11:21
But then we continue to work and help try to ensure. 01:11:24
That all of our grant money, that we continue to receive those. 01:11:29
A report from a trip to Washington, DC Thank you, Mr. Chairman. 01:11:32
Thank you, James. Supervisor Humphrey. 01:11:37
Yeah, I held a southern. 01:11:41
Gila County preseason fire. 01:11:44
Meeting on the 27th. 01:11:46
Attended a CAG Regional Council. 01:11:48
Central Arizona government. 01:11:52
Held the Tunnel Basin community meeting on. 01:11:54
The 4th at 5:00 PM. 01:11:57
Held a Roosevelt community meeting on the 10th. 01:12:00
Was on KQSS radio. 01:12:04
Umm at 5:00. 01:12:07
And then I didn't attend the uh. 01:12:09
The fundraiser for forex shooting sports. 01:12:12
Fundraiser dinner on Saturday, but I did donate. 01:12:17
Kelso with the horns and stuff on it for. 01:12:23
For them to be able to auction or. 01:12:26
Or however they do to help raise funds because I was unable to be there but. 01:12:28
Other than that, I'm good, Mr. Chair. 01:12:33
Thank you, Supervisor Klein. 01:12:35
So we went to. 01:12:38
As well and met with. 01:12:40
Congressman Crane. 01:12:43
Senator Gallegos. 01:12:45
And Senator Kelly. 01:12:47
The day after we got there. 01:12:49
Had a real good meeting with each of them. 01:12:51
Just like you said, James, a lot of uncertainty on the hill right now. 01:12:55
I kind of figured that once the dust settled way. 01:12:59
It gets sorted out, but right now there. 01:13:04
There is a lot of uncertainty. We. 01:13:06
We talked about the retreat, we talked about a number of things and I handed you guys out a couple pages there with just some 01:13:09
talking points that we started with. 01:13:14
Talked about the cutbacks in the government. 01:13:20
You guys have all been watching. There's a lot of folks at the federal level getting cut. 01:13:23
Unfortunately, a lot of those positions at the ground level. 01:13:28
And that will affect us. 01:13:32
Umm, not sure where that's going to end up, but we'll see the fire folks that. 01:13:34
Or in the federal. 01:13:41
Or service. They're exempt. 01:13:43
So there was some of them that were cut their their jobs were cut and then they were retracted. 01:13:45
And brought back on. 01:13:52
So that was a good, that was good to know because one of the fears going around was. 01:13:54
With this summer coming up on us as fast as it is that we went out being firefighters this summer, but. 01:13:58
That's not supposed to be the case. They're supposed to have the firefighters. 01:14:04
They're supposed to have the severity money that they need for the Southwest to get kicked off. 01:14:08
And so we'll see. 01:14:14
I will say that most of the folks I talk to in the Forest Service at the higher levels, every day is a new day. 01:14:16
And so there's no guarantees on any of that. 01:14:23
Senator Kelly and Senator Gallegos had introduced the bill in the Senate and has been read twice and sent the committee. That's 01:14:30
the bill on the retreat, on the conveyance of the retreat. 01:14:37
So it's going through pretty quick. 01:14:43
Hopefully it'll keep its pace and. 01:14:46
Make it through everything. The house has already done it. 01:14:49
And that was Senator Crane. 01:14:52
He's the one that pushed on that it's already done and now. 01:14:54
In the Senate, it looks like it's just about done through that, so we're hoping. 01:14:58
To wrap that up. 01:15:03
We asked. You know. 01:15:05
Timeline or when they thought it might get done and. 01:15:07
Nobody knows right now, but it is it is going through and there doesn't seem to be any any issues with it. 01:15:12
He attended the public lands meeting on Saturday on the 1st and. 01:15:21
The SSRS funding which is secure rural schools. 01:15:27
Our money that comes to the county has usually been, for the most part passed along to the. 01:15:33
Through Roy Sandoval. 01:15:39
School Superintendent. 01:15:41
And. 01:15:42
Lot of that money has been used for like our adult education programs. 01:15:43
It was not funded this year and so. 01:15:48
They're scrambling, but I don't. 01:15:52
I don't foresee it funded, do you? 01:15:55
James. 01:15:57
Yeah. 01:15:59
I hope that it is. 01:16:01
But but I I I'm really I I. 01:16:03
Wouldn't surprise me if it wasn't. 01:16:06
And so. 01:16:08
We're gonna miss this year. Which? 01:16:09
I don't know what we're going to do to help Roy out on that or whatever, but that's a pretty big hit for the county. 01:16:11
Our adult education program that Roy does is a good program, very good program. 01:16:18
The threatened and endangered species are can be reauthorized since. 01:16:24
I brought that up. 01:16:29
That we face every every day in the county. Gila County is 97% public land. Everything on public land has to do with threatening 01:16:31
and endangered species. 01:16:36
It hasn't been reauthorized for funding since the 90s. I'm asking senators and congressmen. 01:16:42
How do you keep pushing money? 01:16:48
To something that hasn't been reauthorized. 01:16:50
When we watched it, we watched it for many years. The continuing resolutions that they passed, they just bumped stuff from one 01:16:53
year to another. 01:16:58
That's how it's been getting, that's how it's going. 01:17:02
And that's why it's been continued to be funded and. 01:17:05
And things like that. So. 01:17:09
With any luck we can maybe. 01:17:11
Have some discussions on a real budget up there. 01:17:13
And my thought is within luck, they'll cut that one out. Not even funded so. 01:17:17
But we'll see. 01:17:22
BLM is lifting the coal moratorium. 01:17:26
In releasing land for affordable housing, lower rate and fair market value, that kind of was surprising to hear. 01:17:29
But they are working on that and it sounds like it's a pretty good. 01:17:36
Program that they're working on there. 01:17:40
We talked about the freeze. 01:17:43
And I think that was kind of it in a nutshell there. 01:17:46
WIR had a meeting the next morning for about an hour and a half. I wasn't able to make that one. Had to get back to Arizona, so I 01:17:51
couldn't make that one. 01:17:55
But umm, but that was kind of in a discussion on all that, umm. 01:18:00
Tomorrow is an NRCD meeting in Roosevelt. Are you going to downtown? 01:18:06
I'm trying, yes. 01:18:10
OK. And. 01:18:12
Now Friday. 01:18:14
Gila County is hosting the. 01:18:16
Arizona, New Mexico Coalition of counties meeting here at the courthouse, 9:00 to 12:00. 01:18:18
Anybody like to sit on that? You're more than welcome. It's open to everybody. 01:18:23
And they'll be on Friday, March 21st. 01:18:27
It's frightened. Oh, next Friday. 01:18:31
Yeah, next week, so. 01:18:34
That's that's really good. The coalition and counties is all the neighboring counties along with New Mexico, Arizona line. 01:18:36
And the chair on that committee, and there's usually a lot of good discussion. 01:18:43
A lot of it's over T&E species, the wolf problems. 01:18:47
Yada yada yada. 01:18:51
The only other thing I can say, I've had a number of discussions. 01:18:57
On the APS PSPS project. 01:19:02
And it's really good that we get this information out to everybody. 01:19:07
I don't know how many of you knew this, but APS is is working on a. 01:19:11
I guess you'd call it Project. I hope it's a project that never goes through. 01:19:17
But what that means is in the summer months, when it's hot and dry, utilities are. 01:19:22
Are being maxed out. 01:19:27
Committees are bottomed out. 01:19:29
Fire. 01:19:31
Threat of fire is high and all that. They'll shut the power lines off. 01:19:33
And so that's going to affect a lot of people. 01:19:37
A lot of them were in the northern districts. 01:19:41
There's also some down here. 01:19:43
And the reason for doing that is. 01:19:46
The threat of them them starting a fire under those conditions. 01:19:50
Takes priority basically over leaving those lines. 01:19:55
On and so they're looking at turning them off. 01:19:59
It might be for a couple hours, it might be for. 01:20:02
A day nobody really knows. As soon as the conditions change, of course, they turn the. 01:20:06
Electric back on. 01:20:11
I've been working hard with the Forest Service on this to try and widen those. 01:20:15
Those power lines up, so maybe we can alleviate a lot of that, but. 01:20:20
But it's not going to happen fast enough to do anything about this summer. 01:20:26
The summer's already here. 01:20:29
So the more that word gets out, the better off. 01:20:31
We are. 01:20:34
SRP is doing the same. 01:20:35
And the only place that I was told. 01:20:38
And Tim, I don't know, you may already know this. There may be somewhere on Roosevelt. 01:20:41
Out there. 01:20:46
Not as many lines as APS by any means, but there's a few. 01:20:47
And so that's out there. 01:20:52
The other thing I wanted to say is that here recently in the Pace and Roundup, there's an article that came out from. 01:20:55
From the pacing roundup. I'm not sure who wrote it. 01:21:02
But it's on the Mexican. 01:21:07
And basically, when you look at it, you would think that we're promoting the Mexican wolf and we're inviting them. 01:21:09
And all that BS. 01:21:16
That's all it is, is BS. 01:21:18
The fact of the matter is, when this started in 2015, the 10 J rule on that particular project has not changed announced. 01:21:20
We have no. 01:21:28
Discretion on where wolves are turned out, or if they're turned out, or how many is turned out. 01:21:30
We haven't had since that project started, and I don't think we're ever going to. 01:21:36
And so it doesn't matter. Doesn't matter. 01:21:42
If we stand at the table and yell and scream and whatever, but we signed an MOU to start with. 01:21:45
So we could be at that table. 01:21:52
And by being at that table, we were able to give our input in on some of the management levels of that wolf program. 01:21:54
Not a lot, but a little bit. But it put us. 01:22:03
To where we could sit down face to face with those folks and be a part of that process. 01:22:06
Pascal Bergo. 01:22:11
Is the one that's been in the middle of that. 01:22:14
I believe I was chairman and signed the first MO U on that and then we. 01:22:16
Approved a second MO MOU here just real recently on it. 01:22:21
Saying the same thing, that we're going to be at the table, we'll have a person at the table. 01:22:26
Be a part of that process, and on and on. 01:22:31
I've had some calls, I've watched the Facebook post people. 01:22:34
Or reading that and it's a little bit. 01:22:37
Misleading. 01:22:41
So I wanted to be. 01:22:42
Out there that. 01:22:44
I for one do not support anything that has to do with the Mexican wolf unless it shooting them so. 01:22:45
And then that's a different story. But otherwise, that's where I'm at. I'm hoping that maybe we will defund it and that issue will 01:22:51
go away. 01:22:55
But right now it only seems to be getting worse. 01:22:59
And so, but I do feel like it's real important that we have a voice. 01:23:02
In that project and that's that's why I supported that Mou. 01:23:08
And Mr. Chair, with that, I think that's all I had. 01:23:12
Thank you very much. So just to add to those comments, so Eco. 01:23:16
Eastern Arizona. 01:23:20
Counties Organization. 01:23:22
The article you're talking about is because we acted on that to try and be at the table, not that we agreed with the program, not 01:23:26
that we exactly want wool. 01:23:31
But then an article gets written and may be misleading and so. 01:23:36
I'm with you. I I think that this is some kind of a. 01:23:40
Social experiment on wolves. 01:23:44
The Romantic. 01:23:47
And so. 01:23:48
Anyway, I won't comment on that anymore. 01:23:53
I had a meeting with Romero. 01:23:56
Attending with Scott Warren, Alex Kendrick was there and Wayne Jones and. 01:23:59
Filled in on a lot of projects coming up. 01:24:04
Roads and all that and we have a lot coming up. 01:24:06
I'm looking real excited. 01:24:11
Or being excited about what's coming. Or are. 01:24:13
Paving season and our chip seal season. 01:24:17
And some of the things that they're going to be doing. 01:24:21
I also last Tuesday, since we didn't have a meeting here, went down to the Capitol. 01:24:25
By the way, thanks for going to. 01:24:31
Washington, both of you. 01:24:33
So I went to the Capitol, which is just a shorter drive. 01:24:35
And I met with several senators. 01:24:40
Regarding the rural groundwater bill, that's being. 01:24:43
Promoted by. 01:24:47
Senator Don 1520 is what it is. 01:24:48
And then also reviewing what the governor's solutions. 01:24:51
Proposed solutions look like. 01:24:55
On basin management. 01:24:57
And it's very complicated. 01:24:59
It's not an easy. 01:25:02
Solution. 01:25:04
And it's not problematic in every region of Arizona or every county. 01:25:06
So, umm. 01:25:12
I expressed very much as much as I could. 01:25:14
That we would like to see more local control. The Board of Supervisors has no control over water. 01:25:17
In this county and that to me. 01:25:22
Umm is troubling if the governor decides to just. 01:25:27
Do an executive action. 01:25:30
And then there will be committees form that we don't oppose. 01:25:32
The governor appoints. 01:25:35
And then there'll be actions taken. 01:25:37
That we don't approve or disapprove of. It's just going to happen. 01:25:39
And largely speaking, that's going to be an assessment of how much water is being used out of the basin by each individual that 01:25:44
uses the basin. 01:25:48
And then from there, make judgments on whether or not that person is using too much. 01:25:53
Or not. To me that's. 01:25:57
A complete socialized. 01:25:59
Umm, grab of the utility and that's not the solution. I don't have the solution. 01:26:04
But anyway, that's that's what's being talked about. 01:26:09
And then, as you know, I'm on the Legislative Policy Committee. There's been almost 1700 bills. 01:26:14
That were introduced this year. Not all of them have made it out of committee or anything. 01:26:19
But we are in what's called Crossover week. That means they're being voted on in the House and in the Senate, and then they 01:26:24
crossover to the other House. 01:26:28
For those considerations. 01:26:32
How many come out and reach the governor's desk is no one's. No one knows. 01:26:35
I have till March 28th to get that done. 01:26:40
The problem is that a lot of the bills that come out are. 01:26:45
The kind of thing where a legislator says, hey, well, let's do this. Let's cut taxes. 01:26:48
And let's make reforms on that property tax, sales tax, pension reform and all that. Then they go home. 01:26:53
And they brag about it, but they but they never fund it. 01:26:59
And it. 01:27:03
Takes away money that we are already receiving. 01:27:04
So you can feel good about that stuff, but it doesn't help us at all. 01:27:08
We're already working on a shoestring here, Vapors. 01:27:13
And so we oppose those kind of bills. There's a couple coming up that might be noteworthy, which is? 01:27:17
Publications and notices requirements and. 01:27:24
Right now we have to put it in the newspaper and different things that they may ease up on that. 01:27:28
And is allowed to be online. That's a bill. Of course we don't know. 01:27:32
And then incompetent defendants. And So what that means is really long term holdings. 01:27:37
And so instead of the county. 01:27:43
Having to share in all those costs that that would end up being something that the state would. 01:27:45
Start getting more involved in. 01:27:50
On long holding of say. 01:27:52
People are mentally ill or whatever that. 01:27:57
And just catch and release sort of thing. 01:27:59
All right. So that's kind of where I've been busy with. 01:28:02
And so anyway, that's all I really have to report. Anything else you have? 01:28:06
I think I'm good, Thank you. All right. 01:28:11
Item 3L is an executive session item information, discussion action vote to go into. 01:28:16
Executive session pursuant. 01:28:22
The state regulations for discussion or consideration of Heather County's position regarding Strong Communities Foundation of 01:28:24
Arizona. 01:28:29
F al versus Gila County and the Gila County Recorder and to instruct its attorneys regarding the board position in pending 01:28:34
litigation. 01:28:39
And Oregon in settlement discussions. 01:28:44
Conducted in order to avoid or resolve litigation regarding this case. 01:28:47
I need to have a motion to adjourn into executive session. 01:28:56
So move, Mr. Chair. 01:28:59
I'll second it. We have a motion and a second. 01:29:01
To a journey to executive session. Those in favor say aye. 01:29:04
Right, we'll see. 01:29:09
Let me know when you're ready, Marian. 01:29:15
OK. All right. 01:29:23
Call back to order reconvene here in the Board of Supervisors room. 01:29:25
It's about 12 noon right now and so in discussion of. 01:29:30
Item 3 Li will call for a motion. 01:29:35
Mr. Chair, I make a motion for the County Attorney to proceed. 01:29:38
As directed. 01:29:42
And I'll second that of a motion and a second. 01:29:44
All those in favor say aye aye, aye aye. 01:29:47
All right. Thank you very much everyone. 01:29:50
Our meeting is over. 01:29:52
