This morning we have. 00:03:25
Item #2A, which is the presentation by Marin. 00:03:27
Of Gila County General Fund financial data. 00:03:31
As it compares to the fiscal years 2025. 00:03:34
And the fiscal year? 00:03:38
2024232221 and 20 year to date performance. Good morning, Good morning, Mr. Chair, Good morning supervisor, client supervisor 00:03:40
Humphrey. 00:03:44
This is the January 2025 update, which brings us seven months through this fiscal year. 00:03:49
You have your bar chart here which shows you how your salaries and eres. 00:03:56
Overall expenditures. 00:04:02
Expenditures and encumbrances and then how your revenues performing compared to budget as well as. 00:04:04
The, I'm sorry, the current budget and then the five prior years performance. 00:04:11
To highlight this month. 00:04:16
At the end of January 2025, he the county's general fund revenues were at 54.63% of the annual budget. 00:04:20
Your seven month target would be 58%, but that's where we expect because your second-half property taxes don't come until April. 00:04:28
In total, fiscal year 2025 year to date revenues are 1.97 million less than the same time frame for last year. 00:04:37
Please remember that. 00:04:47
Last year we had a $3,000,000 grant. 00:04:49
In the general fund for the state Department of Veterans Services. 00:04:52
So if you omit that, then we are actually higher than the prior year. 00:04:56
And those increases are attributable to. 00:05:02
Property tax revenue. State grants. 00:05:06
Allude tax and investment interest as detailed in the attachment. 00:05:09
Moving on to our general fund expenditures. 00:05:14
Expenditures and encumbrances are at 56% of the budget compared to a target. 00:05:18
That's gotta take oh, that should be seven months. 00:05:25
Seven month target of 58%. 00:05:27
Total expenditures year to date are two and a half million more than. 00:05:30
A year ago and the year over year difference is attributable to. 00:05:34
Salaries and ER ES as expected. 00:05:39
Happy to answer any questions you may have. Thank you. Mr. Supervisor Humphrey. No questions. 00:05:42
Supervisor Klein. 00:05:48
Thank you man. 00:05:51
I'm good present. 00:05:52
Right. Yes, Sir, we have. 00:05:55
Mr. Chairman, I'd like to add to that that the salaries are up quite a bit. It's not just the increase in. 00:05:57
Inflation factors with our employees that. 00:06:03
The increase in salaries is largely due to the fact that. 00:06:07
A lot of our positions are being filled. 00:06:10
Now, because of the collective steps that you've taken as a Board of Supervisors. 00:06:13
In addressing the needs of. 00:06:17
A special. 00:06:20
Specific, uh. 00:06:22
Parameters specific departments. There are positions that are being filled. 00:06:23
Which we had not done for a number of years. So it's a good sign that we're able to. We've been able to address things. You've 00:06:28
been able to address things. Thank you, Mr. Chairman. 00:06:32
Thanks. Anything else before we move on? 00:06:37
OK, great. Thanks for the presentation. Thank you so much. All right. And we'll move on to public hearing 3A. 00:06:40
Information discretion. Action to adopt. Resolution #25-0401. 00:06:47
Which authorizes the Heulah County Housing Authority to submit its five year plan. 00:06:53
Fiscal year 25 to 29. 00:06:58
To the US Department of Housing and Urban Development and authorized the Chairman signature on the accompanying certification 00:07:01
form. 00:07:04
Good morning, Chairman. Supervisors. So as part of being a Federal Housing authority, every five years we have to update the plan 00:07:08
that we have with Gila County for our goals and objectives. 00:07:13
We have a kind of small use of our Housing Authority. Our main thing is the housing vouchers that we use for Section 8 housing. 00:07:18
Or we're going to continue to look into how we can use other functions of our public Housing Authority. 00:07:27
But at this time, most of our goals and objectives over the next five years are mostly about program fidelity. 00:07:33
Making sure that we meet all the goals and objectives and follow the laws we need to do update policies and procedures to more 00:07:39
accurately you know. 00:07:43
Make sure that we're falling in line with how we need to spend the money. 00:07:48
This has been to the resident Advisory Board that we put together that overseas, our Federal Housing authority and they've agreed 00:07:51
with everything. They didn't have any comments and so we bring it to the board. 00:07:56
OK, very good, supervisor Humphrey. 00:08:01
Yeah, a lot of your programs are federally state funded. 00:08:04
So it's pretty hard to figure five years on on your funding right now, isn't it? 00:08:08
Yeah, it would be difficult to do a six month one, depending on what the government's going to do. 00:08:13
With your funding, have you lost any funding as of yet? 00:08:18
So really quickly, so on the community services side, we haven't lost any funding. On the public health side, we did last week 00:08:22
lose looks like around thirty, $37,500 in funding. The state of Arizona lost about 190 million. 00:08:31
I know Mojave County, one of the more similar sized counties, lost a little over 800,000. 00:08:39
So you can see the. 00:08:45
With our finance department, the way we spend money and our cooperation with the board, we did a really good job of spending our 00:08:47
COVID funds. So there wasn't a lot for them to claw back so. 00:08:51
Well, I wish you luck with your juggling act. 00:08:56
OK, good, Supervisor Kwan. 00:08:59
Josh, do you see any? No, actually. 00:09:04
Try to know the answer to this one already. 00:09:07
Hard to tell, but do you think there's been once a lot of this dust settled, you think we're going to see some more in the way of 00:09:09
grant money coming back down the line? 00:09:13
You know, I've spoken a lot about this. 00:09:17
Thank you, most of the board members going pretty pragmatic about public health. I got into public health more because of obesity 00:09:21
and cardiovascular disease. 00:09:25
Regardless of all the political things that are going on, RFK, the new head of health Human Services, is, although you know, he 00:09:29
doesn't put his emphasis on some of the old areas we work, he does have a lot of emphasis on. 00:09:35
Reducing cardiovascular disease. Better eating less food deserts, which is a problem rural American where you can't buy healthy 00:09:40
foods at grocery stores near you. 00:09:45
Reducing cardiovascular disease, better chances to exercise. So he does have passion in a lot of the areas that a lot of public 00:09:49
health people have passion, so. 00:09:53
I don't think you're going to see all the money dry up because he does have these passions in these areas that are very public 00:09:57
health centric. I just think you're gonna see maybe less effort in some of the other areas we care about like vaccines, guns, 00:10:02
stuff like that, that some of the other portions of public health look into. I don't think you're gonna. 00:10:07
The emphasis there, but there's still emphasis in public health. It's just a different area than what we've been. 00:10:12
Going towards in the last 4-5 years. 00:10:17
And how about the Community Services site? 00:10:20
So far. 00:10:24
Everything's kind of dwindling, but for me when I look, a lot of that's because the COVID funds are decreasing so. 00:10:25
It looks really bad compared to where we were three or four years ago. But I really go back and look, you know, like 10 years ago 00:10:32
or, you know, before COVID, where Melissa Busan was when she was here. 00:10:37
I'd like to see more money, but we are kind of, you know, on pace with where we would have been back then. So it doesn't look the 00:10:43
best right now. But when you compare that to where we were before the COVID funding, you know, I think we're in the same fighting 00:10:47
game that we've always been in. 00:10:51
Thank you, Joshua. 00:10:57
Yeah. Thank you, Josh. So I'll close our discussion and open it up. 00:10:58
To the public hearing portion. 00:11:02
Is there anyone here in Globe? 00:11:04
Presently that would like to speak on this item. 00:11:07
I don't see anyone in the Cassandra. We're OK on the Internet and Tyler, we're OK and Payson. 00:11:11
OK. I will close the public hearing and call for a motion on Item 3A. 00:11:20
Mr. Chair, I moved to adopt resolution #25-04-01 and authorize the Chairman signature. 00:11:27
On the accompanying certification form. 00:11:34
Mr. Chair, I'll second that. OK, We have a motion and a second to approve. Those in favor say aye, aye. 00:11:37
Aye. Thank you, Joshua. 00:11:43
I'll call for a motion to recess. 00:11:48

As the healer kind of Board of Supervisors that convene. 00:11:55

I'll second that motion in a second to approve. Those in favor say aye aye. 00:12:03
I thank you. Item 4A is information discussion action. 00:12:07
To ratify the Board of Supervisors approval for the Gila County Library Districts, the middle of the Saddlebrook Community 00:12:12
Outreach Enrichment Program application in the amount of $5000 and accept funding in the amount of $5000 designated to heal a 00:12:17
county for the Hayden Public Library. 00:12:23
For the period of June 1st, 2025. 00:12:29
August 31st, 2025 Good morning Lane. 00:12:31
Good morning, Chairman. Supervisors, thank you for having me this morning. 00:12:36

These activities would include STEM based programs that are art related. This follows the summer reading theme of Color or World. 00:13:03
This is a grant that we have award been awarded previously in the amounts of $5600 and $7000 and this one is for five. 00:13:11
I'll be happy to answer any questions. Thank you, Elaine. Supervisor Humphrey. 00:13:19
I don't have any questions. Thank you for doing this, Elaine. 00:13:23
Yeah, particularly. So with that, I'll call for a motion. 00:13:28

To adopt A proclamation #2025 Dash 03 proclaiming April 2025 as National County Government Month. 00:14:15
In Gila County. Good morning, James. Good morning, Mr. Chairman, members of the Board. 00:14:23
I was It was with great pleasure that I bring this proposed proclamation to you. 00:14:28
And with your permission would. 00:14:33
Read that proclamation. 00:14:35
A proclamation of the Board of Supervisors of Fila County, Arizona, proclaiming the month of April 2025 as National County 00:14:37
Government Month in Gila County. 00:14:42
Whereas the nation's 3069 counties serving more than 330 million Americans provide. 00:14:46
Essential services to create healthy. 00:14:53
Safe and vibrant communities. 00:14:56
And whereas counties fulfill. 00:14:58
A vast range of responsibilities. 00:15:01
And deliver services that touch nearly every aspect of our residents. 00:15:03
Lives and whereas counties are intergovernmental partners, enact local, state and federal programs to address the needs of all 00:15:08
residents. 00:15:12
And whereas helicopter in all counties take pride in our responsibility to protect and enhance the health. 00:15:18
Well-being and safety of our residents. 00:15:24
And cost effective ways. 00:15:28
And WHEREAS each year since 1991, the National Association of Counties. 00:15:30
Has encouraged counties across the country to elevate awareness. 00:15:34
Of counter responsibilities. 00:15:38
Programs and services. 00:15:40
And now, therefore be it resolved that we the Healing County Board of Supervisors. 00:15:42

Supervisor Humphrey, any comments? 00:15:56
No, no comments. Thank you, James. 00:15:58
Surprise the client. Appreciate it, Jameson. 00:16:01
Now, a lot of people don't realize how much the county actually carries out all of the mandates that come down to us from. 00:16:04
Higher levels of government and so. 00:16:12
People need to be aware of that. 00:16:15
Absolutely true. Everything that we do is pretty much dictated by. 00:16:17
State and federal governments, and we are extensions of the state government, should carry state services and things to the 00:16:21
people. 00:16:25
OK, great. So with that, I'll call for a motion. 00:16:31
Mr. Chair, I move to adopt proclamation #2025-O3. 00:16:34
And I'll second that. 00:16:40
OK, motion in a second to approve. Those in favor say aye. 00:16:42
Aye, aye. Thank you, James. Thank you. 00:16:47
Item 4C. 00:16:48
Information, discussion, action. 00:16:50
Regarding. 00:16:52
Premium rates in the Arizona Local Government Employee Benefit Trust for Euler County employee insurance and benefit plans to be 00:16:54
effective July 1st, 2025. 00:16:59
As follows Adopt schedule A employee insurance contributions. 00:17:04
Fiscal year 2026 Attached is this agenda item. 00:17:10
Aaron, Thank you, Mr. Chair, Supervisor Humphrey, Supervisor Klein. 00:17:14
Can you go to the other attachment? 00:17:19
Please. Thank you. 00:17:21
So every year we come before you with. 00:17:24
Our proposed rates for our employee. 00:17:28
Health insurance coverage options. 00:17:34
Through the Arizona Local Government Employee Benefit Trust. 00:17:37
We have certain rates that Gila County has to fund. 00:17:41
These premiums. 00:17:46
For our single individuals, that is 90%. 00:17:48
And for our families, which is any. 00:17:53
Any household unit of two or more. 00:17:58
That percentage is 76%. 00:18:00
This year. 00:18:04
We will be seeing an increase of the employee portion of those costs. 00:18:06
Her paycheck of $1.64 for individual. 00:18:11
And $9.24 for family coverage. 00:18:16
That leaves all coverages the same and continues to provide. 00:18:20
Dental Medical. 00:18:25
Vision. Umm. 00:18:27
Short term disability and life insurance for our employees and their dependents. 00:18:28
In addition, our employees. 00:18:34
Continue to have a Wellness benefit. 00:18:36
For which they will be eligible. 00:18:39
If they have achieved 2000 points or more. 00:18:42
On the fiscal Year 25 Wellness activity tracker. 00:18:45
As of 5/31/2025. 00:18:49
Happy to answer any questions you may have. Thank you, Mayor. Supervisor Humphrey. 00:18:53
I had no questions. 00:18:58
By decline. 00:18:59
I think I'm good man. Thank you. 00:19:03
In America goes up every year. 00:19:05
And. 00:19:07
It's a shame so, but anyway. 00:19:10
Do we ever shop for different companies or is this area? 00:19:12
So the Benefit Trust does that every year they. 00:19:17
If I'm not mistaken, they go out to bid and. 00:19:20
The counties collaborate on what that is, so the total cost and the total risk pool are shared. 00:19:24
Across the entire population of counties that participate in the benefit trust. 00:19:30
All of us benefit from being members of that. 00:19:37
In that. 00:19:40
It spreads the risk out a little bit more than if we were just to have our own insurance. 00:19:42
For our active employees, OK. 00:19:48
Thank you, Marin. With that, I'll call for motion. 00:19:52
Mr. Chair, I'll make the motion to adopt. 00:19:55
The employee insurance contributions. 00:19:57
Therefore, 26 attached to this agenda item for Healey County employee insurance benefit plans to be effective by 1st 25. Mr. 00:20:00
Chair, I'll second that. 00:20:05
Have a motion and a second to approve. Those in favor say aye. 00:20:10
Aye, Thank you, Mary. 00:20:15
Come to item 4D. 00:20:17
Information discussion action to adopt resolution number 25. 00:20:20
04/02. 00:20:24
Establishing West St. as a primitive Rd. 00:20:26
And accepting it into the Hewitt County maintained roadway system as a primitive Rd. Good morning. Hey, good morning Mr. Chairman 00:20:30
and board members. So this is a request to adopt resolution number. 00:20:35
25-04-02. 00:20:41
Designating West Street, which is near Globe, as a primitive Rd. 00:20:44
A little bit of background about West St. West Street begins at Golden Hill Road near the Pineal Cemetery. 00:20:49
And run S for approximately 300 feet. 00:20:56
It provides access to several parcels as well as Golden Hill Apartments. West Street is a 30 foot wide right away. 00:21:00
That was dedicated to the public in 1917. 00:21:09
On the official plat map of Central Heights, that's plat #52. 00:21:13
Our evaluation shows that West Street meets the requirements of Public Works policy. 00:21:18
PWS Dash 001. 00:21:24
Which was approved by the Board of Supervisors on October 3rd, 2003. A revised. 00:21:27
On December 1st, 2004. 00:21:34
And revised again on February 19, 2019. 00:21:36
West Street has been laid out, opened and constructed. 00:21:41
Prior to 1990. 00:21:45
And with not constructed in accordance with. 00:21:47
County standards. 00:21:50
So in conclusion, providing maintenance on this road will not reduce the level of service to other roads in Gila County. 00:21:52
Maintain Rd. system. 00:22:00
Signage will be placed on the road indicating it is a primitive Rd. 00:22:02
And it will. 00:22:06
Advise, caution, use at your own risk. The surface is not regularly maintained as also and so the recommendation of the HEMA 00:22:08
County Engineer. 00:22:13
And I am acting on behalf of our new Public Works Director. 00:22:18
We recommend that the board of. 00:22:22
The Board approves and adopts resolution #25-04-02. 00:22:24
Accepting West St. as a primitive Rd. 00:22:30
And I'll be happy to answer any questions. Thank you, Tom Supervisor. 00:22:32
Thank you for working on this. This was a road in my district that had a drainage issue. 00:22:37
We couldn't do anything with the drainage issue caused by the road because it wasn't our Rd. 00:22:42
So now it'll be our road and we can deal with drainage issues. 00:22:47
So I appreciate. 00:22:51
Very much. 00:22:53
Some of this old stuff. 00:22:54
Going through and getting it kind of fixed so that we can deal with things as we need to, so. 00:22:56
Thank you very much. 00:23:01
Supervisor Klein. 00:23:03
Tom, are we going to do something with that asphalt? Are you going to chip over? 00:23:05
Rounded up, we are probably going to have to grind it up. It's in pretty bad shape. The chip steel would not do much for the. 00:23:09
The way the condition is currently, so I think we're going to have to mill it up. 00:23:16
Address any subgrade issues and maybe put down a double chip seal. 00:23:19
And now it's 300 feet of road, 300 feet approximately. 00:23:25
Yes, OK. Thanks. 00:23:29
So Tom, the photo shows. 00:23:31
Someone parking on that? 00:23:33
Roadway, yes. Is that? 00:23:34
OK, it is and. 00:23:37
That's something we'll look at again if. 00:23:40
You know, if there's enough room for vehicles to to get by with that parking. But yeah, that's something we will take a look at. 00:23:42
Like the fire department have been in that room, Yes. OK. 00:23:47
All right. Thank you, Tom. With that, I'll call for motion. 00:23:51
Mr. Chair, I move to adopt resolution #25-04-02 and accept. 00:23:54
West Street to the Hill County. 00:24:00
Maintained Rd. system as a primitive Rd. 00:24:02
I'll second that. Pushed in a second to approve. Those in favor say aye. 00:24:06
Aye, aye. 00:24:09
Thank you, Tom. Thank you. Item four years information discussion action to prove. 00:24:12
A sub recipient agreement between Hewitt County. 00:24:17
UEI number. 00:24:21
C8E. KK JK67XB1. 00:24:25
And the Arizona Department of Emergency and Military Affairs and. 00:24:30
Fiscal year 202425. 00:24:34
Emergency Management Performance grant. 00:24:37
Number EMF 2024 EP 05013. 00:24:40
To accept funding in the amount of $105,170.00 with a cost match of the same $105,170 of non federal funds. 00:24:46
Over 50% of the total approved project costs are. 00:24:57
2010. 00:25:00
Of 210,000 dollars 340 I'm sorry. 00:25:02
$210,340. 00:25:07
For the performance period of July 1, 2024 to June 31, 2025. 00:25:11
Carl, good morning. 00:25:17
Good morning, Chairman and board members. 00:25:18
So this is our board letter for. 00:25:20
EMPG or Emergency Management performance? 00:25:23
Grant. This is the grant that we use for our day-to-day operations, for managing the emergency operations center. 00:25:25
Staffing our department and doing just about everything that we do on a day-to-day basis. 00:25:32
This was reissued because some modifications were made when we left the Clover Valley complex and came back to Central Heights. 00:25:38
So there's no significant changes other than removing the. 00:25:47
The rent for that facility. 00:25:51
So I have any questions. Thank you, Supervisor Humphrey. 00:25:54
I have no questions, Carl. Thank you, Supervisor calling. 00:25:57
So Carl, this is a dollar for dollar match. Yes, Sir. 00:26:01
And so. 00:26:04
You've got the money to match it. 00:26:06
Yes, Sir. OK. 00:26:09
I've got 2 nods. 00:26:12
So I guess that's better than one. 00:26:13
Mr. Chairman Spargine, this is something we typically budget for. Always Emergency Management is a dollar for dollar matching. 00:26:17
It's included in the budget. 00:26:23
OK. Or will be included in the budget? We haven't adopted 26 budget yet. 00:26:25
This is the Budget 25. 00:26:29
Oh, I'm sorry. 00:26:31
OK, in the budget? 00:26:32
Only Carl can come up with these long winded motions too. Carl, I do need to point out on the record that I believe it is one 00:26:36
character shorter than last year. 00:26:40
To be determined. 00:26:46
All right. Thank you, Carl. 00:26:47
Yeah. Thank you, Carl. So do you typically spend all of this money every year or? 00:26:48
Yes, we're close to it and sometimes what they'll do. 00:26:53
At the end of the year is they'll take those leftover expenditures. 00:26:55
Or unexpended funds and allow for additional projects, just one time project where there are a lot of other agencies in the 00:27:00
county. 00:27:04
That received these. 00:27:09
That don't come anywhere near spending. We don't. 00:27:10
Add additional club on there. We request what we're going to use, but we at the end of the year will oftentimes have the 00:27:14
opportunity to apply for additional funds. The new Director of Emergency Management has been. 00:27:19
Very open about those unexpended funds and allowing access to those, OK. 00:27:24
Perfect. 00:27:30
With that, I'll call for motion. 00:27:31
Mr. Chair, I'll make the motion to approve a sub recipient agreement from Gila County. 00:27:33
UEI number C8E KK JK67XB1. 00:27:39
In the Arizona Department of Emergency and Military Affairs. 00:27:47
For FY24 and 25 Emergency Management performance grant number EMF. 00:27:51
24 EP 05013 as presented. 00:27:58
Mr. Chair, I'll second that. 00:28:03
We have a motion in a second to approve. Those in favor say aye aye. 00:28:05
Aye, aye, I have a strong urge to ask him to repeat that. I don't know why I didn't catch it, because he's just. 00:28:10
OK, onto item 4F. 00:28:19
Information discussion, action to adopt. 00:28:24
Proclamation Number 202504. 00:28:26
Proclaiming April 25 as Fair Housing month in Gila County. 00:28:30
Again, Josh. 00:28:34
Good morning, Chairman. So as part of our grant deliverables for. 00:28:36
Department of Housing funds we have to declare. 00:28:41
This month is Federal Housing. 00:28:44
That we comply with the federal Fair Housing Month Act. 00:28:46
19681988 I could read the resolution, but more importantly what I can say is we do get complaints from time to time about people 00:28:50
thinking that people skip lines and stuff. And one thing I can promise the board and the residents in the room is that we have a 00:28:55
pretty good tracking system in place. It's first in, first out. We have wait lists for all the different grants and and funds that 00:29:00
we use in community services. 00:29:06
There's a lot of fidelity in place and tracking and double signatures and multiple people have access to things. So there's, 00:29:11
there's no way to skip funds, There's no way to skip lines. It's it's pretty set in stone. We, we don't put anybody first based on 00:29:17
race, ethnicity, family status, any of them. 00:29:22
These lanes and more importantly, one of the great things we have in Healey County and really throughout the state is. 00:29:27
A lot of people may not know this, but a lot of our staff that work in Healey County and community services in throughout the 00:29:33
state. 00:29:36
Are people that receive services and kind of did what we really hope that. 00:29:39
Right. Like they're the ones that receive services. They got themselves out of situations. They are now, they're working for us. 00:29:42
They've been working here for 15 or 20 years and they're still in that program. They have a solid job and they've gotten their 00:29:48
family where they need to be. So it's kind of nice because when people come to us for services, the staff that we have, a lot of 00:29:53
them have been there, done that and they're able to explain to people they've been in that situation and. 00:29:58
And part of the reason why we have such a good program, so kudos to them and that's part of the reason why we're able to meet the 00:30:04
fidelity we have is the people that working for insurance is really care about the programs. 00:30:09
Thank you, Josh. Supervisor Humphrey. 00:30:14
No, it's just great how that turns out. 00:30:18
For the caring part instead of. 00:30:22
You know, deserving it. It's like everybody, everybody needs some help. 00:30:24
I think that's a great program and I appreciate all you do for it. Thank you. 00:30:30
Thank you, Supervisor Klein. Josh thinks it is a good program. 00:30:34
Yeah. Thank you, Josh. And with that, I'll call for motion. 00:30:39
Mr. Chair, I move to adopt proclamation #2025-04. 00:30:42
I'll second that message motion in a second to approve. Those in favor say aye. 00:30:48
Aye, aye. Thank you Josh for G. 00:30:52
Information, discussion, Action to prove amendment #2. 00:30:56
Professional services contract number 081723. 00:31:00
With the election systems and software to renew the contract for one. 00:31:04
Additional year from April first. 00:31:09
2025 through March 31st, 2026. 00:31:12
For an amount not to exceed $52,520.66. Good morning, Eric. 00:31:17
Morning Supervisor Christensen, Chairman and members, This is just a simple maintenance agreement that we have with our vendor ESS 00:31:23
to perform. 00:31:27
The necessary equipment checks and updates and just General Services. 00:31:31
For equipment so. 00:31:36
Used to be under $50,000 of course, when we first started out in 2016 with our. 00:31:38
Yes, and that's this new program. 00:31:42
Around 32 I think, right roughly around there. 00:31:44
But over the last 10 years, it has gone up significantly. No longer in this county. Manager just right up on us now. 00:31:47
Before you. 00:31:52
I'll be happy to answer any questions. Sure. Thank you, Eric. Supervisor free. 00:31:53
I have no question there. 00:31:58
Supervisor Klein Eric, do they just come around to your office once a year and go through your machines and start to do basically 00:32:00
what it is they they schedule a service agreement with us, they come in, they check the machines. Machines have like internal 00:32:05
batteries that they check for serviceability and. 00:32:09
Length of service that they've been there. 00:32:14
And then whatever updates we have to our programming and the election management software is updated at that time also. 00:32:16
But maybe there's just a service check of our tablets, make sure they're all up and running if we have any issues. 00:32:23
We let them know at that time and they'll take a look at it when it's not so far. 00:32:28
All of our maintenance programs we've had been on time, on target. 00:32:31
No major issues apart from a few battery changes. 00:32:35
Implement but apart from that it's been very smooth. 00:32:38
OK, good. Thanks, Eric. Yeah. So Eric, this is, is this a voluntary? 00:32:41
Thing that we do or I mean I know it's prudent to do that, yes, yes, well when it comes time for our service agreements if we 00:32:46
have. 00:32:50
Software that has been approved by the Secretary of State's office. And so it's an update to our system. And it's not just 00:32:54
something that we do like or we don't have to do it this year. It's something that we do continually to keep up with the 00:32:59
requirements that come from the National Institute of Technology, Nest and all that sort of thing. Excuse me, but. 00:33:04
Yeah, sure. So it's not a huge amount of money to keep our system safe. 00:33:10
Presently inaccurate. 00:33:15
Cleaned up and all of that and make sure that our elections run smoothly as they. 00:33:18
Have been doing for a long time. 00:33:24
Optimal performance. 00:33:30
OK. Thank you, Eric. With that, I'll call promotion. 00:33:31
Mr. Chair, I'll make the motion to approve amendment #2 to professional services contract number. 00:33:35
081723 with election systems and software as presented. 00:33:41
Mr. Chair, I'll second that motion and a second to approve those in favor say aye. 00:33:47
Thank you. 00:33:53
For H is information discussion action to approve. 00:33:55
An IGA number 04012025. 00:33:59
Between he looked on and the Hayden Lincoln Unified School District #41. 00:34:04
In the amount of $1500 to support the school scholarship program. 00:34:09
Graduating seniors, which the board has determined to be for the benefit of the public, Supervisor Klein. 00:34:13
Thank you, Mr. Chair. This is this is something I've helped out with in Lincoln and Haiti for the last seven years. 00:34:20
And it's really been a good thing and it's a good benefit for those seniors. 00:34:27
And this will be coming out of constituent dollars, so I'll take any questions. 00:34:31
OK, supervisor, I have no question, neither do I. With that, I'll call for motion. 00:34:35
Mr. Chair, I move to a. 00:34:40
Approve intergovernment agreement number 04012025. 00:34:42
With Hayden Lincoln unified. 00:34:48
School district #40 where? 00:34:50
41 as presented. 00:34:52
And which? 00:34:55
Supervisors are determined to be for the benefit of the public. 00:34:57
Mr. Chair, I'll second that. OK, We have a motion and a second to approve. Those in favor say aye, aye. 00:35:00
Item 4I Information discussion action to approve an IGA number 04022025. 00:35:07
Between Heala County and the Pleasant Valley Historical Society. 00:35:15
In the amount of $4000 to support the purchase of a document scanner. 00:35:19
Which the board is determined to be for the benefit of the public. 00:35:23
Supervisor Klein, Thank you, Mr. Chair. 00:35:27
This came to me a while back and what it is, is. 00:35:29
Historical Society up there has the opportunity to collect. 00:35:34
Old documents. 00:35:38
That are really old and a lot of people. 00:35:41
Don't want to leave those documents. 00:35:43
In the hands of the Historical Society or museum or whatever. 00:35:46
And So what they determined and what they need is a scanner that will scan these documents. 00:35:50
To be able to be left there at the historical. 00:35:56
Museum. 00:35:59
On display and everything for everybody else, and then the owners can take the originals back home. 00:36:01
And this will be coming on my constituent funds as well. 00:36:06
Take any questions. 00:36:10
OK, Supervisor Humphrey, I have no questions. 00:36:12
Have no questions either. Sounds like a good project. With that, I'll call for a motion. 00:36:15
Mr. Chair, I'll make the motion to approve intergovernmental Agreement number 04022025. 00:36:20
With the Pleasant Valley Historical Society is presented in which the board has determined to be for the benefit of the public. 00:36:28
I'll second that a motion and a second to approve those in favor state. 00:36:35
I OK, very good. Let's move on to item 4J. 00:36:40
Information discussion action to approve contract #20G BBF Dash 1103 GC 2. 00:36:46
With Biddle and brown fence company in the amount of. 00:36:56
$24,511.65. 00:37:00
For the replacement of 360 feet of fencing. 00:37:03
At the Gila County Go Kart Track and authorize the county manager signature. 00:37:07
On the contract. 00:37:12
Good morning, Joseph. Morning, Chairman, Board of Supervisors. 00:37:14
Although this item falls below the procurement threshold that typically requires board approval, we felt that it was important to 00:37:17
bring it before the board as part of our ongoing efforts to highlight the continuous improvements and dedicated work taking place 00:37:22
at the Hilla County Fairgrounds. 00:37:26
This preventative maintenance project focuses on replacing the perimeter fencing. 00:37:32
Around the racetrack. 00:37:36
A key area that supports both safety and operational efficiency. 00:37:38
The total cost of this project is 24,000. 00:37:41
$511.65. 00:37:44
Over the past few years, Hillock County has invested approximately 1.4 million into enhancing the fairgrounds. 00:37:47
Demonstrating our strong commitment to the continued development and sustainability. 00:37:53
This maintenance item reflects the same commitment and supports the broader goal of preserving key infrastructure before it 00:37:58
reaches critical need. 00:38:02
We remain grateful for the Board's ongoing support and thoughtful direction. 00:38:07
Which continues to guide our approach to managing and improving county assets. 00:38:12
This maintenance initiative is fully supported through the existing facilities operational budget. 00:38:17
And brought forward as part of a commitment to transparency and responsible stewardship. 00:38:21
With that, I'd be happy to take any questions. Thank you, Joseph. Supervisor Humphrey. 00:38:27
Yeah, Joseph, unless. 00:38:31
Project. 00:38:33
How soon can they mould? 00:38:35
To start that project. 00:38:37
We've just had conversations with the contractor. It'd be over the next couple of weeks. 00:38:40
Well, could you stress to them that as soon as possible would be. 00:38:45
Beneficial and appreciated very much. 00:38:50
Sooner we could get that done. 00:38:53
Yesterday we should. Can't. OK. 00:38:55
By the climb. 00:38:58
So I've I've had a few emails and I'm sure there's some in this crowd that's wanted to address this today or, or hear about it, 00:39:00
but. 00:39:04
So I do have some questions. What kind of fence are we replacing Joseph? 00:39:07
So from an operational standpoint, from my understanding, we have the the concrete barriers that prevents go carts from leaving 00:39:14
the track. 00:39:17
In the event that something does climb up over that fence of the second barrier. 00:39:21
But its primary purpose is to prevent onlookers or spectators from just wandering into that that. 00:39:26
That racetrack area. 00:39:35
So is it chain link or what? 00:39:36
That chain link yesterday. 00:39:39
And there's 360 feet I I take it there's been fence there already? 00:39:41
Either was yesterday and it was in pretty rough condition. 00:39:47
OK, one of the questions I've had. 00:39:50
Was apparently. I don't know, being in this group is part of it, but. 00:39:54
There was a a thought of. 00:39:57
Of volunteers building that fence and getting it done. 00:39:59
Is there a reason why we can't do that? 00:40:03
That's a great question. 00:40:07
When it comes to contracting, it's very important for us to go with dedicated contractors that meets criteria for a step. 00:40:09
And also with some of our specifications and standardization. 00:40:16
Now volunteers can do work out there. We haven't had a couple of other locations like the ball field, so they can do work. We just 00:40:20
have to make sure it falls in within our ASIP guidelines. 00:40:25
Sure, but. 00:40:31
I I would think that if there's a group that that's willing to do the work and take it on and get it done that we really need to 00:40:33
strongly. They still have to build it per standard. I get that. 00:40:38
And I'm sure that a group would too that would take on a project. But. 00:40:44
I I know how our contracting processes go. 00:40:51
Slow. Very, very slow. 00:40:54
And so. 00:40:57
I would hope that we can keep an open mind at this and if we have a group that's involved with something like the racetrack and 00:41:00
apparently we do looking at the audience today. 00:41:03
That we can entertain the thought of if they're willing to do it and build it perspectives, that they can go ahead and get it 00:41:08
done. 00:41:12
And continue. I think there are some deadlines that we've met or missed. 00:41:15
On some races and stuff that sits this behind and I understand why. 00:41:20
Supervisor Humphreys wanted to push, you know, getting this going absolutely 100%. 00:41:25
The other thing of it is. 00:41:30
When was this project supposed to originally take part? 00:41:33
I mean it. 00:41:37
Were we behind the power curve kicking this contract out or getting this fence replaced, or were we out on that? 00:41:39
Yeah. So if we take it back about a year, we identified this as a critical maintenance item. 00:41:45
However. 00:41:50
Other projects to priority to include budgetary reasons. 00:41:52
From an internal standpoint, so it was on the docket for this year. 00:41:55
When we bought it on board for this year, I think we were around the January time frame when we started getting everything in 00:42:00
motion. 00:42:03
Most of it was. 00:42:07
Standard process on the. 00:42:08
Facility side, just making sure the scope of work. 00:42:10
Making sure a few few other things. 00:42:13
The. 00:42:16
Looking at that. 00:42:20
And with me sitting in this chair for seven years and waiting on projects and stuff over the years. 00:42:22
We're horrible at kicking about projects on time. 00:42:29
We are. 00:42:31
I'm just not even gonna kid anybody. 00:42:33
So I really think we really need to be real cognizant of the fact that when we have. 00:42:35
Like these meats at the racetrack that are scheduled? 00:42:40
Planned events and stuff. 00:42:44
We do everything we can to pull that off and get it in place so these folks can continue. That's my my opinion. 00:42:46
And that's where I go back to the idea if we had a group that's willing to go in there and do the work. 00:42:54
You know to help you where all you got to do is oversee the. 00:43:00
Process and the final outcome. 00:43:04
We need to be taking those in that into consideration. 00:43:07
There's still materials we'd have to buy. I get it. That's not a big deal. 00:43:10
But we really need to do that. 00:43:15
And I would hope that. 00:43:17
In the future. 00:43:20
That happens. 00:43:21
And so. 00:43:22
Yes. Is there anything you want to say? 00:43:24
Mr. Chair, if I may, please. 00:43:27
Yeah. And a lot of that is, I know a lot of the volunteers and they could probably do as good a job or better job than any 00:43:30
construction company would or could. 00:43:34
But the thing of it is, is with our liability insurance. 00:43:39
And our insurance company. 00:43:44
They would love us not to. 00:43:47
Have racing at all our insurance company. 00:43:49
Is fighting us extremely hard. 00:43:53
On anything that we do for public activities. 00:43:55
I don't know if you. 00:44:00
Then if you're having any difficult with your insurance companies, but everything from from fire insurance to flood insurance to 00:44:02
anything the insurance companies. 00:44:06
Are getting extremely difficult, especially when you have public involved. 00:44:11
And so that's part of the reason so. 00:44:15
And going forward? 00:44:19
And the fairgrounds is one of my pet peeves in the racing. 00:44:21
I back at 150% but but we have to. 00:44:25
Deal with our insurance companies as well to do everything that we can. 00:44:29
To keep them happy. 00:44:35
As well as move forward with our activities that we schedule out there. 00:44:37
And so yeah, it's, it's not a path that. 00:44:43
That we want and and not a path that we could take, but. 00:44:47
But we our insurance is. 00:44:51
Is very necessary out there for our functions. 00:44:54
And if we get them on the. 00:44:57
Wrong side of us for any reason. 00:44:59
Then our fairgrounds wouldn't be able to function at all, so. 00:45:02
That that's part of the situation. 00:45:06
Of us being handcuffed. 00:45:09
At a point to what we can do. 00:45:13
And so anyway, that's. 00:45:16
That's all I wanted to bring up Mr. Chair for make you please and I really appreciate Mr. Humphries input. 00:45:19
The fact of the matter is it's the final outcome and I know that we use contractors because. 00:45:25
We passed the liability on the contractors, that's why we use them. 00:45:30
When something's built wrong, it's their fault. 00:45:34
You know, but that doesn't mean that there isn't other ways that will satisfy insurance companies. 00:45:37
Insurance is a way of life we all understand. 00:45:42
They would deal with them every day and their royal pain in the hip pocket. 00:45:45
So, but we have to do that, we have to satisfy that. 00:45:48
But I think when we have some opportunities, we really need to have an open mind how and maybe there's not a way to get it done. 00:45:53
I'm not saying that there always is. 00:46:00
But we really need to take things into consideration and we really need to look at time frames. 00:46:02
Really hard and because I. 00:46:07
I too. I'm right behind Supervisor Humphrey on this. We do everything to support the fairgrounds. 00:46:10
The youth. 00:46:16
That anybody that needs to use, use or whatever, we're 100% behind all that. 00:46:18
But. 00:46:24
So let's let's get it done, Joseph. 00:46:26
Let's get it done really quick and so these folks can go on about their way. 00:46:29
Yes, Sir, we sure can. We appreciate the constructive feedback. 00:46:33
OK, Mr. Chair. 00:46:38
Yes, Sir. 00:46:41
I want to say first of all that it's my responsibility if there's been any delay. 00:46:45
That I wanted it to come to you as a Board of Supervisors to have this discussion. 00:46:50
I appreciate those. I believe that there's a number of people that are here. 00:46:55
That are in support of the race the go Kart track. 00:46:59
And thank you for coming. I really appreciate that it shows the support of the community. 00:47:02
And how important this is to you, which is essential to the Board of Supervisors that you demonstrate. 00:47:06
How important this is to. 00:47:12
Our kids to the youth, to the activities, to all the people of Hilah County. 00:47:15
So thank you for coming and taking your time. 00:47:19
To show how important this is. 00:47:22
But I wanted to have this. 00:47:24
Time to have interaction with you as a board. 00:47:26
To show that it is important and to have that on the public. 00:47:29
Because if I was to just sign a contract that I signed the contract, it just goes away and there's no story. There's no. 00:47:33
Ability to give evidence of the importance. 00:47:40
That this event or this activity? 00:47:43
Is to the community. Thank you, Mr. Chairman. 00:47:45
Mr. Chair, for me. 00:47:48
What James says is true. You know he can sign a conflict up to $50,000 without coming in front of us. 00:47:51
But there is a lot that we do up here that we do feel like needs to be out in the open and in the public, otherwise you don't hear 00:47:58
what our thoughts are. 00:48:02
Where we stand and things like that. So James, thank you for rolling that up and this I. 00:48:06
I do appreciate that and. 00:48:11
It is good that everybody sitting here today can. 00:48:14
Can be a part of this and and hear the discussion so. 00:48:17
Appreciate that. 00:48:20
Thank you. Yeah, obviously this is something that needed to come. 00:48:22
Before us because of the amount. 00:48:26
Discussion we're having over it. 00:48:29
If it's all right with Marianne, I'm going to take the privilege to call. 00:48:32
This person to speak at this time. 00:48:37
We do have someone that would like. 00:48:39
To speak. 00:48:41
About it from the public. 00:48:43
How many are here? Just raise your hand how many are here regarding this item? 00:48:44
OK, a lot. 00:48:49
And thank you so much for coming. How many are here that are actually? 00:48:51
Go Kart race drivers. 00:48:56
You need to stand up. 00:49:00
Very good now. 00:49:05
What I heard was they get to race around a track with their first barriers a concrete wall. 00:49:07
Is that the best we can do to keep them safe? 00:49:16
I mean sudden thought. 00:49:20
Thank you. You can sit back down. 00:49:22
Chairman, Board of Supervisors, it's a very good question. This is something I had to get taught by the racetrack users. 00:49:24
It comes to the point of deflection. So the shape of the track with a hard barrier versus tires that. 00:49:31
Make contact with the go Kart tires, rise them to flip, roll. 00:49:38
There's a few other things that they. Well, yeah. 00:49:43
I've watched YouTube enough to know that you don't always. 00:49:45
Have a glancing shot at at the barrier so. 00:49:48
I'd like to call forward Sydney Forster. 00:49:51
Who wishes to speak on this? Come right on up. Thank you for coming and you live here in Globe. 00:49:56
OK, Sydney. 00:50:05
Hello, my name is Sidney Forster. I'm 14 years old and I've been. 00:50:07
Go Karts Since I was 5, go Kart racing has been a significant part of my life, not only because of the opportunities it brings me. 00:50:11
But also because of why I find friends. 00:50:19
From it. 00:50:21
After spending many weekends almost every year of my life at the track, I've learned what she used sportsmanship is. 00:50:22
I remember times back from whenever I barely started go Kart racing, whenever my chain would break, cutting through. 00:50:28
My chain guard and nearly. 00:50:35
Snapping at my arm. 00:50:37
As soon as I was taking off the track, racers that we didn't even know were offering chains and anything we needed to get me back 00:50:39
on the track. 00:50:42
And believe it or not. 00:50:45
I was back on the tracking list in an hour. These kinds of things are what being is, what's being passed down to the younger 00:50:47
racers and families who come out of this. 00:50:51
Will come out of time to travel at this specific track. 00:50:56
I've been here, I've been there at the race track almost every weekend that the board members have been out working on the track 00:51:00
many times that I myself have gone out to help the chat. 00:51:04
Because of the significance it means to me. 00:51:09
Yellow Monster Raceway has given me many opportunities for the future. 00:51:12
For example, coming up I will be advancing to minulate model racing. 00:51:16
I'll be in a classroom. 00:51:20
A great part of the racers come from Globe. 00:51:22
And if I never started racing at Yellow Monster Raceway, it will have never given me an opportunities like that to race. 00:51:25
Being at the go Kart track has also taught me. 00:51:32
Sportsmanship, like family, isn't just your blood. Take Andy Burrow and. 00:51:35
Think Andy Fowler and bro Take for example. 00:51:41
Who are a part of the board. I've known them and their children for longer. I can think back to 90% of how his race came from the 00:51:44
track. All in all, a big part of who I am and how his race came from this go Kart track. Without Human Monster Raceway I wouldn't 00:51:48
have. 00:51:53
The family like friends and the opportunities I have. 00:51:57
Thank you, Sidney. Very well done, Supervisor Humphrey. 00:52:01
No, I I appreciate you, you. 00:52:06
Your desire to do what you do, I think it's great. I think challenges for the youth is is what helps them grow so. 00:52:10
We will keep supporting. 00:52:18
Physical activities as long as we can and insurance companies will allow us to. 00:52:21
But thank you very much. 00:52:27
Thank you, Supervisor Klein Sydney, thank you. Thank you for coming on speaking that's. 00:52:29
Good. Yeah, Very brave. How old are you, Sydney? I'm 1414. Very good. 00:52:33
So are you in 8th grade? Yes. OK, very good. Well, good luck. 00:52:38
With all that you do and in school, thank you very much. You did a great job. So with that, I will call for a motion on item 4J. 00:52:42
Mr. Chair, I move to approve contract #20G Dash BBF, Dash 1103, Dash DC-2. 00:52:52
With Biddle and Brown Fencing Company as presented and authorized. 00:53:01
The county manager sign. 00:53:07
On the contract. 00:53:09
And I'll second that. 00:53:10
A motion and a second to approve. Those in favor say aye aye. 00:53:12
Thank you, Joseph. 00:53:16
We have our next item 5. It's the consent agenda items A through I. 00:53:18
Supervisor Humphrey, would you like to discuss one or more separately? There's nothing that I would care to pull off and check. 00:53:24
OK, same question, Supervisor Klein. Mr. Chair, I'm good. 00:53:32
OK. The only question I have and we don't have to get belabored or separated, but Marian? 00:53:36
On the approval of liquor licenses, sometimes we've done that separately. 00:53:42
It's OK to do it this way, we don't need to have a discussion. 00:53:46
Yes, Sir. Everything's in order, OK. 00:53:50
Well, I figured it would be, yeah. So, OK, very good. Then I'll call for a motion to approve consent agenda items. 00:53:53
A through I so move, Mr. Chair. 00:54:00
I'll second it. A motion in a second to approve. Those in favor say aye. 00:54:03
I I. 00:54:08
OK. 00:54:12
Motion approved. Thank you. 00:54:14
OK, with that, let's move on to call to the public anyone here in Globe. 00:54:18
Item 6, The call to the public. You're allowed to come up, say a few things we can't. 00:54:23
Have any action on that? 00:54:27
No. How about the Internet? No. And Tyler will get up and Payson. 00:54:29
OK, very good. Moving on then to our reports, item number seven, Manager Manla please as Chairman of the Board, one report that 00:54:36
our. 00:54:41
2024 June 30/20/24 Financial statement audit and single audits were issued yesterday. 00:54:47
On time and want to congratulate Marin Belling and her finance team for. 00:54:53
A lot of hard work and late nights and all the things that went into that to get that on. 00:54:59
Issue on time. 00:55:05
Once again, this is the third year in a row that it's been on time, so thank you to Marin. 00:55:06
And all of her efforts. 00:55:12
I also did want to point out that Marin at the last. 00:55:14
Government Finance Office Association. 00:55:18
Of Arizona, their winter meeting that. 00:55:21
When was appointed? 00:55:23
Had been elected as president of that organization. 00:55:25
Appreciate Marin and and she reaches out she's works with the. 00:55:29
CSA and their finance group, she's leader of that. She's the president of the. 00:55:33
GFO, AZ. 00:55:38
Marin is a stellar example of. 00:55:39
Governmental accounts and accounting and. 00:55:42
Has leadership that she not only shared with you the Cali, but chairs throughout the state so I acknowledge. 00:55:44
Marin and all she does. 00:55:50
Again. 00:55:53
We are well represented and we are in good hands. 00:55:54
Financially with Marin as our. 00:55:57
So thank you, Marin. 00:56:00
Why don't you also introduce? 00:56:02
Our new public works director, Troy White, if you want to come up. 00:56:04
To the podium. 00:56:07
And if you want to say if yours. 00:56:10
Troy is our interim Public Works Director, have a contract for a few weeks and then there will be at the next meeting for the 00:56:13
Board an opportunity for you to consider an extended contract. 00:56:19
To work with Mr. White. 00:56:25
As our public Works director. 00:56:27
I'll just say that Mister White, he was the public works director for the town of Queen Creek for a number of years. 00:56:29
When I grew up in Chandler, town of Creek was. 00:56:36
They went to General High School. They were just part of Chandler and all of us, we just had dirt roads and and dairy farms and 00:56:40
alfalfa fields and. 00:56:44
My uncles were one of my uncles was out in Queen Creek. 00:56:48
And so it was out there frequently, but under Mr. Whites leadership as their public works director. 00:56:52
Transformed Queen Creek from. 00:56:58
That dirt Rd. Cowtown into what it is today. 00:57:01
Of modern highways and those kinds of things. So he is very experienced as. 00:57:05
Has transformed a community into what it is today. So just my way of introducing and Mr. White, if you wanted to share a few words 00:57:10
with us. 00:57:14
Mr. Chairman, that's all right with you then. 00:57:19
Yes. Thank you, James. Appreciate it. 00:57:21
Chairman of the board. I'm happy to be here. I started out. I was with Queen Creek for 16 years. 00:57:23
With the city of Mesa before that, city of Phoenix before that, but. 00:57:29
Found a long term home with the with the town of Queen Creek and. 00:57:34
He's right. When I started there, there were two traffic signals and when I left there were 72 and. 00:57:37
The population in that time went from just a little over 10,000 to where it's now about 72,000 so. 00:57:43
We were one of the fastest growing. 00:57:49
Towns in the fastest growing county in the country. 00:57:52
Percentage wise at the time, so we really experienced some hyper. 00:57:56
Hypermode. 00:58:00
But I am very happy to be here. It's day 2, so. 00:58:01
I'm still getting my feet wet, still getting acclimated, but I'm very happy to be here and looking forward to working with you and 00:58:05
the team. 00:58:09
Thank you Mr. White, any comments from the city *******? Brother Humphrey, how many stoplights can we get in about four or five 00:58:13
months? 00:58:16
I'm kidding. No, I appreciate your experience. It'll be great to have you aboard. 00:58:20
And it'll help us keep keep functioning as we have projects that we need to work on, so. 00:58:26
Appreciate you. Thank you. 00:58:33
Surprise the client. Oh, you're welcome. Thank you. 00:58:35
Welcome. 00:58:39
Gila County has 55,000 people. 00:58:42
So just a different. 00:58:45
Thing here, yeah. Smaller or slower. 00:58:48
But a very big area. 00:58:51
Pacific Area, a lot of challenges. And so yeah, we look forward to working with you. 00:58:53
Absolutely. Thank you very much. Appreciate you very much. 00:58:57
Mr. Chairman, yes, Sir, if I could just add that. 00:58:59
Two feet. Please feel free to approach Mr. White. 00:59:02
And any of your questions, any of your issues as you did with Mr. Vela? 00:59:05
That communication is worth all that. 00:59:10
To always increase and improve our communication so. 00:59:14
Please feel free that Mister White is available and. 00:59:17
Glad to sit down and talk to you. 00:59:20
About any issues you might have, as well as bringing them to me or my. 00:59:21
Thank you, Mr. Chuck. Hey, thank you, Supervisor Humphrey. 00:59:25
Yeah. Speaking of Public Works Director, I attended a project team meeting with Homerovia with the Public Works Director. 00:59:29
And his staff from Public Works and I've been doing that once a month to go over. 00:59:37
Projects that are going to be coming up, projects that are existing and things in my district. So because I do a lot of public 00:59:43
meetings in that way, I I don't have to call and ask a bunch of questions before I have my public meeting. 00:59:49
I stayed kind of in tune with. 00:59:55
With what's going on? 00:59:57
And so anyway, I had that here just the other day and I'll hold the Tunnel Basin community meeting tonight. 00:59:59
At 5:00 and. 01:00:08
And then I'll meet with. 01:00:11
Mr. O'Driscoll and his team. 01:00:14
On the 9th. 01:00:17
And so that's all I have. OK, Thank you, Defender Klein. 01:00:18
Yeah, Mr. Chair, pretty short, but yesterday I was in the NRCD meeting. 01:00:22
And Young went well. We're looking at a project taking off, so that all went well. 01:00:27
But one thing we do have coming up is our summer work. 01:00:32
Jobs, and they're posted today, apparently. 01:00:35
Hopefully HR and nod their head and say they're posted today. 01:00:39
Anyway, but. 01:00:43
They'll be open until May 19th. 01:00:44
Hourly wage this year is $14.70 an hour. 01:00:46
Program dates are June 2nd through July 18th. They'll work 40 hours a week. 01:00:51
And so far we've got all the Idas sent out to all the communities so. 01:00:57
As usual, Kathy and HR right on track and and get started with this so. 01:01:02
Really looking forward to another productive. 01:01:08
Year of our Youth and. 01:01:11
Work program and hopefully it goes good. 01:01:13
Thank you, Supervisor I. 01:01:17
I last Wednesday I think it was had. 01:01:20
Our pre fire season meeting in Payson was very well attended. Again want to thank Messenger Funeral Home for providing the space. 01:01:22
It went really well. It actually I think is one of our best meetings. 01:01:30
It didn't later on terribly long. We were able to accomplish everything in about. 01:01:36
Just under 2 hours and so. 01:01:42
The prediction for the forest is. 01:01:45
We will have fires. What we're hoping for is not large, catastrophic fires. 01:01:48
It's the driest it has been since the Rodeo Cheddar Sky. 01:01:54
And but we don't want another one of those. 01:01:58
There'll be less grasses this year, but they say perhaps. 01:02:02
More humidity and a sooner and wetter monsoon. 01:02:06
These are weather predictions. 01:02:11
Don't go to the bank on anything that's weather predicted. 01:02:13
Anyway, it will be whatever it is, and so we're gonna. 01:02:18
Work together. 01:02:22
Carl was there and that was great. We do have all of our 14 sites all up and running now and it's been. 01:02:24
Project that's finally complete and good and full of water, so we're happy about that. 01:02:31
Also last Saturday. 01:02:38
The Elks Club art chair who was here, we have a proclamation. 01:02:41
We did regarding the Vietnam Veterans National Day. 01:02:45
And so they had an event there in Payson that was well attended and. 01:02:49
I dropped in on that and was really good, so that's about all I have. 01:02:54
And if there's nothing else, I'm good, then I will adjourn this meeting. Thank you all for coming. All of you really appreciate 01:02:59
it. 01:03:03

You're liberty testing, testing, testing. 00:01:25
I think. 00:01:28
Testing, testing. 00:01:31
This is testing testing. I see you're painting it. 00:01:33
I just can't testing, test, test, test, test, test. 00:01:36
I guess they're up there until they. 00:01:42
I think this is actually the Oh yeah, I can hear you talking. 00:01:44
So you know, green light to move to final. 00:01:48
Nice meeting you. How are you doing up there? Staying ready. 00:01:52
Very good. 00:02:03
Looks like we have all the players. 00:02:05
Good morning, everyone. I'd like to call this meeting to order. 00:02:08
Regular Board of Supervisors meeting Tuesday, April first. No fooling. 00:02:12
2025, it's 10:00 AM. 00:02:17
I have asked Olivia to lead us in the Pledge of Allegiance followed by marriage. 00:02:21
And the invocation. 00:02:26
Go ahead. 00:02:28
Heavenly Father, as we gather today as stewards and keepers of the resources of your people. 00:02:48
Please grant us wisdom and guidance that we may make the decisions that are best for all the people involved. 00:02:54
And that we may always be mindful. 00:03:00
Of the gifts and talents that you give us to administer. 00:03:03
These responsibilities we ask all this in Jesus name, Amen. 00:03:08
Thank you. 00:03:13
On item 4, a regular agenda items, I'll call for a motion to recess. 00:11:51
As the healer kind of Board of Supervisors that convene. 00:11:55

I'll second that motion in a second to approve. Those in favor say aye aye. 00:12:03
I thank you. Item 4A is information discussion action. 00:12:07
To ratify the Board of Supervisors approval for the Gila County Library Districts, the middle of the Saddlebrook Community 00:12:12

county for the Hayden Public Library. 00:12:23
For the period of June 1st, 2025. 00:12:29
August 31st, 2025 Good morning Lane. 00:12:31

Safe, safe activities and fill the gap for learning while school's out. 00:12:58
Mr. Chair, I move to ratify the Board of Supervisors approval. 00:13:32
For the Heath County Library Districts, the middle of the Saddlebrook Community Outreach Enrichment program applicationally in our 00:13:35
$5000 and accept the funding. 00:13:40
Any amount? 00:13:45
Of $5000 as presented. 00:13:47
I'll second that motion in a second to approve. Those in favor say aye aye. 00:13:49
Thank you, Lynn. Thank you. I'll call for a motion now to adjourn as the Hewlett County Library District. 00:13:54
Otis directors and reconvene as the healer County Board of Supervisors so moved Mr. Chair. 00:13:59

All right, Thank you. And moving on to Item 4B, information discussion action. 00:14:09
Hereby proclaim the month of April, 2025 as National County Government Month. 00:15:47
Thank you, James. 00:15:54

All of you really appreciate 01:02:59
it. 01:03:03
