Testing, testing. 00:00:11
1:30 PM. 00:00:15
Information testing. Testing. 00:00:17
OK, Lisa, I guess you're good and patient. 00:00:23
Cassie, we're good. 00:00:29
OK. Good morning, everyone. I'll be the chair today. It's 10:00 straight up. And if we would? 00:00:31
Supervisor Humphrey will lead us in the pledge and then we'll have Pastor Ardo a patient. 00:00:37
First Church of the Nazarene, Adidas and location. 00:00:43
I pledge allegiance to the flag. 00:00:48
Of the United States of America and to the Republic for his stands. 00:00:51
One nation under God, indisputable. 00:00:56
Can you hear something? 00:01:31
You guys are muted. 00:01:38
I don't know who. 00:01:39
Sorry. 00:01:43
In our community. 00:01:51
As in, one of them has Psalm 133. 00:01:56
That this trip is farther than. 00:02:03
Methodist Collaboration. 00:02:05
Respect so that they could certainly engage. 00:02:07
Initial commitment to the common good. 00:02:11
Thank you, Pastor. 00:02:38
OK, we'll start with two a regular agenda items. 00:02:48
I'll need a motion to recess as a Gila County Board of Supervisors and convene as Gila County Library Board of Directors. Still 00:02:52
move, Mr. Chair. 00:02:56
A second have a motion and a second all in favor say aye. 00:03:02
Aye, aye. Motion passes. 00:03:06
Elaine, let's see what we're going to do here. Information, discussion, action to approve the renewal and acceptance of grantee 00:03:10
agreement number. 00:03:14
GRA RC004-24-1209. 00:03:19
Dash 01. 00:03:25
Dash Y2 between the Gila regional partnership council. 00:03:27
Arizona Early Childhood Development and Health Board. First things first. 00:03:32
And the Gila County Library District in the amount of $60,000. 00:03:37
For FY July 1st, 2025 through June 30th, 2026. Good morning, Elaine. Good morning. Thank you, Supervisors. Chairman, I appreciate 00:03:41
you letting you come in this morning. 00:03:46
This grant provides free books to all children from birth to five in our county. 00:03:52
Once the parents know the child, a free book is delivered to their home. It's through the mail. 00:03:57
This successful grant gives us the opportunity to reach the most residents, creating their own home library to help develop free 00:04:02
reading skills. 00:04:06
These early literacy skills need to be developed before a child can formally learn to read and write. 00:04:10
Focusing on laying the surly foundation like vocabulary for an awareness and appreciation for books helps shape a child's language 00:04:15
development and prepare them for formal schooling. 00:04:20
This grant from First things first helps us helps us at the district and libraries provide the books along with training materials 00:04:25
for parents. 00:04:29
And I'll answer any questions you might have. 00:04:33
Thank you, Elaine. Supervisor Humphrey. 00:04:35
I have no questions. Great program. I hope everyone takes advantage of it that has the opportunity. 00:04:37
Thank you very much. 00:04:45
Supervisor Christensen, you have any questions or comments? 00:04:47
Thank you, Elaine. Thanks so much for doing this. I we've been doing this now, I think all through my years of being here started 00:04:55
in 2011. 00:04:59
Yeah, it's been a good deal so. 00:05:03
So with that, I'd entertain a motion. 00:05:06
Mr. Chairman, I'll make a motion. 00:05:11
I move to improve the renewal. 00:05:14
01 Y 2. 00:05:23
Partnership Council. Arizona Childhood Development and Health Board. 00:05:26
First thing first in the US County Library District in the amount of $60,000 is presented. 00:05:31
I'll second that Mr. Chair having a motion and a second all in favor diesel by saying aye. 00:05:37
Aye, aye. Motion carries. Thank you, Elaine. 00:05:44
Now I need a motion to adjourn as Gila County Library Board of Directors and reconvene as the Gila County Board of Supervisors. 00:05:47
So moved, Mr. Chair. 00:05:55
Do I have a second? 00:05:57
Yes, Sir, I will take the. 00:06:00
Having a motion and a second all in favor. Do so by saying aye. 00:06:03
Aye, aye, motion carries. 00:06:07
To be information discussion action. To review all bids submitted for invitation for bids number. 00:06:10
121124 Grinding and hauling. 00:06:19
Of green waste for the Buckhead Mesa and Russell Gulch landfills. 00:06:23
And award a contract to the lowest, most responsive, responsible and qualified bidder. 00:06:28
Troy, good morning. Good morning. Thank you, Chairman, Board of Supervisors. 00:06:34
This is exactly what you said. It's it's pretty straightforward, pretty simple. It is to do the grinding, not the hauling. I want 00:06:39
to make that clear. It says grinding and hauling, but it's just the grinding. 00:06:44
If you've been out to the landfill, you know we have a huge. 00:06:50
Green waste pilot, both in infill so. 00:06:53
What we want to do is get these guys in and clean that up. 00:06:57
We have a bid from them not to exceed 120, so we're going to see how far that gets us. It may get us all the way through the 00:07:00
pilot, making us close all the way through the pile, but. 00:07:04
What we want to do moving forward on this is. 00:07:09
Is probably have somebody come in quarterly. I think the way they're doing it is, is on an annual basis or maybe a little bit 00:07:12
further than that. 00:07:16
Those green waste piles are getting a little too big for comfort. I think we can probably keep that down. That'll keep extra space 00:07:21
out of the landfill, help operations out and just make it overall safer. 00:07:26
Have these green waste piles down a little more so. 00:07:32
In the coming months you may see another contract that will put on this 120, this 120,000, just to get rid of the existing pile 00:07:36
out. 00:07:40
There. And what I don't want us to do is. 00:07:44
Be back here next year on the great big huge pile out there that we got to do. So I think, I think we want to just kind of keep up 00:07:48
with it as needed. So you might see another contract coming. 00:07:52
Just on an as needed basis that contract, so we don't have this these titles get this big out there like they are now. So but 00:07:57
anyways with that I'd be happy to answer any questions and. 00:08:03
I don't know the answer, Aaron's here with me, you can help me. 00:08:08
Thank you, Troy. Supervisor Humphrey. 00:08:11
Yeah, a couple questions, One, I guess, I guess that there would be mobile. 00:08:13
Huge grinders to come in. I would just bring a grinder of their own to. 00:08:19
To grind the green light, That's correct. They're bringing their own and their own, their own labor and their own grinding 00:08:24
machine. 00:08:27
OK. Because we had one and I guess it just was not. 00:08:31
Capable of doing what it was. 00:08:36
Expected to do, I guess on the ground, yeah, at the rate that it's coming up, the grinder that we have could never keep up with 00:08:39
it. 00:08:42
They're bringing in an industrial that might be an option that the county wants to look into, but. 00:08:46
There's a lot of things that go along with those industrial grinders that we want to make sure that we're considering before we 00:08:51
move forward with that. Sometimes it's better to have a third party come in and do that. 00:08:56
The liabilities on them, not us. I know grinders and insurance companies don't get along very good so. 00:09:01
But it would be something and second question if we do have. 00:09:07
Third party come in and do the grinding of the green waste, so we're going to be able to have some of that available constituents. 00:09:12
Yeah, for, for, for, for sale for some of the, you know, yard garden people and things of that nature. Yeah. This contract, again, 00:09:20
is they're not all in need of that way. They're just coming in. They're just grinding it up. I know Eric can use a little bit of 00:09:25
the landfill, but certainly wouldn't need to use all of it. 00:09:31
So if we can develop a safe process for them to come in and grab some if they need it, that'd be great. That'd probably help us 00:09:37
out because we still got to figure out what we're doing with it once it's ground up. Yeah, because I know a lot of our. 00:09:43
Our minds and stuff do a lot of reclamation. 00:09:48
And so planning and stuff and so. 00:09:51
Even the state along the side of the roads and stuff that we may be able to. 00:09:54
To find homes for a lot of that stuff that will benefit the community, yeah, that'd be fantastic. 00:09:58
OK. Thank you. You're welcome. 00:10:04
Supervisor Christensen, you have any questions or comments? 00:10:06
Thank you, Aaron. Do not have anything. 00:10:10
OK, so. 00:10:14
Through Troy, this thing waste pile I I know it's cheap out there, I know it's big and I like the idea of Supervisor Humphrey said 00:10:16
by. 00:10:20
Hopefully then our constituents take whatever they want out of it, so we have to don't have to handle any. 00:10:25
We don't have to. 00:10:30
But here in Globe, we have an advantage because we have the DLC. 00:10:32
So I know you've only been here a very short time, but what you've seen so far, is there anything? 00:10:37
That would be within reason to have our own process to grind and chip this stuff using DLC crews. Would that be? 00:10:44
Something that's cost efficient in the future or what's your thoughts? Yeah, I think it's something we can look into again. 00:10:51
Grinders just come with a lot of. 00:11:00
Liability, a lot of insurance companies are afraid to have those and cover those because loss of winds or whatever. I mean, I've. 00:11:03
I've had to go through this process before and it gets pretty tricky to. 00:11:12
I think we can do that analysis and see what that looks like versus having somebody come out all the time we're doing it. I think 00:11:18
that's a great opportunity to take a look at that because having those crews is. 00:11:22
You know, kind of maybe tips your skill in favor of doing it that way, but we I just want to really take a deep dive into that 00:11:28
before I kind of. 00:11:31
You know, made a recommendation on which way to go, but it's something to look into. 00:11:35
I really don't see it ever going away. You know, we'll continually get the green wage and. 00:11:40
Trimmings and cuttings and all that. It's not going anywhere. So yeah, you know, I just curious, you know, you know, Buckhead 00:11:45
Mesa, that's a different story up there, but down here we. 00:11:50
We do have the advantage of the cruise, the DLC so. 00:11:55
If something to look into for sure. 00:11:58
Thank you, Troy. What's that that entertain a motion? 00:12:00
The options renewed for up to three years. 00:12:24
Additional on your. 00:12:28
Period. So these authentications did over 111. 00:12:30
Mr. General, second that. 00:12:35
Having a motion a second all in favor. Do so by saying aye. 00:12:37
Aye, aye. Motion carries. Thank you, Troy. 00:12:41
2C Information, discussion, action. 00:12:45
To review all bids submitted for invitation for bids number 121624. 00:12:50
Dash purchase of two. 00:12:56
New Class 810 Wheeler vehicles and award a contract to lowest most responsive. 00:12:59
Responsible and qualified bidder. 00:13:05
David or are you gonna take it? Yeah, I'm gonna do this with you, OK. 00:13:08
Supervisors, just real quick. 00:13:12
We've got to. 00:13:15
Dump trucks right now, one's a 1988, the other ones in 1978. 00:13:17
38 years and 48 years old respectively. So kudos to the fleet crews for being able to keep those going for so long, but I do think 00:13:23
they're at the end of their life. 00:13:28
We are spending quite a bit of money each year just trying to keep these going. 00:13:33
The other thing is to keep in mind is whenever you have a piece of equipment like this, it's down. Our human resources are down, 00:13:37
right? You've got equipment, resources and human resources, so. 00:13:41
If our equipment isn't working. 00:13:46
It kind of impacts our crews and their ability to get work done. So I just think these have probably reached their their life, not 00:13:48
probably, but they have reached their life and. 00:13:53
I'm getting 2 new ones, is the way to go. 00:13:57
You know, more efficiency and effectiveness for our crews and keeps them going. They don't have to worry about getting in the 00:14:00
middle of a job and having a breakdown, so. 00:14:04
We did get 3 bids, one of them was. 00:14:08
Did not have the right engine type that were requested so we considered a non responsive. 00:14:11
So the low bidder would be RWC International and that prices. 00:14:17
386 one 1958 for each one. 00:14:23
And with that, I'd be happy to answer the question. 00:14:27
Thank you, Choice Supervisor Humphrey. 00:14:31
I have no questions other than thank you. I've written in some of those older construction it it wasn't real pleasant. 00:14:32
Supervisor Christensen. 00:14:41
Thank you. No point. 00:14:44
I don't have any other choice of things for doing that. That idea, thin emotion. 00:14:46
Mr. Chair, I move. 00:14:51
To award a contract to RWC International in the amount of. 00:14:53
$386,119.58 in response for invitation. 00:14:57
Forbid number 121624. 00:15:04
I would recommend having a motion and a second all in favor. Do so by saying aye aye. 00:15:09
Aye, motion carries. 00:15:16
2D information Discussion action to review all bids submitted for invitation for bids number. 00:15:19
121024 Monroe St. Construction project. 00:15:26
And award a contract that lost most responsive, responsible and qualified bidder. And Alex, it looks like you and not Tom. 00:15:31
That is correct. Thank you, Mr. Chairman, Board supervisors. 00:15:38
As you know, back in January I came before you and I requested that we go out for bid for the North St. project. 00:15:42
We received the. 00:15:48
Bids. Umm. 00:15:51
And when everything was said and done. 00:15:53
Pima Construction came back at the Actually, Pima Paving came back at the lowest bid at. 00:15:57
$871,017.83 We added in our contingency of 10% to bring the total project cost up to. 00:16:03
1,000,000. 00:16:11
$1670.50. 00:16:13
I would like to remind the board that we separated this from the parking lot project, so this is purely for doing. 00:16:16
Monroe St. 00:16:22
What we're calling Upper Dr. Lower Drive and the Lower Guerrero parking lot. 00:16:24
Not the parking lots on the North End of the. 00:16:28
Complex here. 00:16:32
OK, Supervisor Humphrey, questions or comments? 00:16:34
I think you. 00:16:40
In the past, you've answered most of my questions. We're going to bring that down some beiden it and. 00:16:41
Those kind of things, I think it's. 00:16:47
We've been working on it a long time. I think it's great that we're. 00:16:49
Getting getting it done. 00:16:52
Supervisor Christensen questions or comments? 00:16:55
Wendy is coming from. 00:17:01
James, Mr. Chairman. 00:17:08
The board, this is coming 50% from general fund. So we use ARPA funding for that. 00:17:12
And half of it's coming from. 00:17:18
Or her powers of Cork's dollars. 00:17:21
OK. 00:17:25
Did did you get that, Steve? 00:17:26
Oh, OK. So half over. OK. OK. Yeah, that's all I have. Thank you. 00:17:28
Was there a reason we separated it from the parking lot? 00:17:35
As we continue to try and get the parking lot incorporated, it just. 00:17:39
Became too big of a project for. 00:17:42
Entity to handle and one designed to handle. 00:17:44
And so. 00:17:47
We separated it so that we can. 00:17:48
Get this going. 00:17:50
And not take more time and our plan is to get back before you. 00:17:52
Shortly. 00:17:55
With a proposal for a new design for the actual parking lots themselves so that we can get that paved as well. 00:17:56
On respect, so the parking lots can be right behind this this road. 00:18:03
That is the goal. 00:18:08
I believe we're trying to get that done within the next fiscal year, OK. 00:18:10
All right. Thank you, Alex, that I'd entertain a motion. 00:18:14
Mr. Chairman, I'm going to award the contract. 00:18:21
The Concorde continues to $130,002.67. 00:18:31
Cortana. 00:18:36
1,000,000. 00:18:38
$1670.50 in response to. 00:18:40
The invitation for number 121. 00:18:44
Mr. Chair, I'll second that having a motion and a second all in favor, do so by saying aye. 00:18:48
Aye, aye. Motion carries. Thanks, Alex. 00:18:55
2 E Information, discussion action. 00:18:58
To approve amendment #2 the contract number 010522, Dash 1. 00:19:03
With paste and concrete and materials incorporated to extend the contract for one. 00:19:09

$199,988 And Alex, I guess it's you. 00:19:22
It is going again. Thank you, Mr. Chair and Board. As you know, every year our Public Works Rose team does chip ceiling projects. 00:19:27
We presented this. 00:19:35

This is the contract with pace of concrete that gets the chips to do the chip seal job that we will be. 00:19:43
Hopefully beginning here in early May. 00:19:48
As long as this passes. 00:19:51
Supervisor Humphrey questions. I have no questions. I think it's a great thing. I'm glad we're doing our own chip seedling it. 00:19:54
And thinking far enough ahead to get these contracts in place so that we can proceed with. 00:20:01
Our project, so thank you very much. 00:20:06
Supervisor Christensen, you're good. 00:20:09
OK. 00:20:12
Thanks, Alex. Hopefully we are doing a lot of Gypsy pretty quick. 00:20:14
Yeah, The goal is to get 26 miles done this year. All right on good. Thank you. 00:20:18
That I'd entertain a motion. 00:20:22
Mr. I move to approve amendment #2 to contract number 010522, Dash 1. 00:20:24
With patient concrete materials incorporated as presented. 00:20:31
I will second that motion. 00:20:36

Alex. 00:21:17
Thank you, Mr. Chair and Board, as you know, chip seal is made of two things, oil and chip. 00:21:18
The first presenter was the chip. This would be the extended contract for the oil for the chip seal projects. 00:21:23
Supervisor Humphrey, any questions? 00:21:30
No questions, same comment as the last. 00:21:32
Supervisor Christensen. 00:21:35
So good So. 00:21:40
We're going to be all lined up and ready to go. Thank you, Alex. And with that, I'd entertain a motion. 00:21:41
Mr. Chairman, I move. 00:21:48
There's no report. Contact number 110520. 00:21:49
11 National Company, Incorporated, presented. 00:21:54
So I have a second. 00:21:59
I second that. 00:22:00
Having a motion and 2nd all in favor. Do so by saying aye. 00:22:01
Aye, aye, motion carries. 00:22:06
Thank you, Alex. Thank you. 00:22:08

UH2H information discussion, action to approve. 00:23:41
Memorandum of understanding #25-0. 00:23:47
Between the Healy county Community Action program in Arizona Community Action. 00:23:51
Association DBA Wildfire. 00:23:57
In the amount of $34,375 for the period of September. 00:24:00
30th, 24th through September 29. 00:24:05
25 with the funds to be used to cover administrative costs for full time temperate, full-time temporary employee. 00:24:10
Full time temporary Josh. 00:24:18
So. 00:24:21
If you remember, we were giving out diapers before the community services department and they presented us again this year. We 00:24:23
have another 13,000 diapers we could have but. 00:24:27
That was a lot of pressure. We didn't get any staffing before. There was a lot of pressure on the previous two community services 00:24:32
directors that we had. 00:24:35
So we told them this time that the only way we would accept the funds was that they could pay for the staffing to distribute the 00:24:39
diapers as well as give us the diapers. So they agreed this time. 00:24:44
And obviously my staff loves doing these kind of projects, so. 00:24:49
That's where we're at, so forget this. Yeah, we'll have a six month person. 00:24:53
Help give, you know, pride, everything we need for the program. Keep the accounts and then be done. 00:24:59
OK. Thank you, Josh. 00:25:04
Question, Supervisor, I have no questions. Thank you, Supervisor Christensen. 00:25:06
Thanks for putting it together, Josh. 00:25:15
That I didn't take a motion. 00:25:17
Chair, I'm going to include Memorandum of understanding #25-0. 00:25:20
And the Healer County Community Action Program, the Arizona Community Action Association. 00:25:25
Business and wildfire in the amount of. 00:25:30
34,000. 00:25:33
$75 is presented. 00:25:35
Mr. Chair, I'll second that. 00:25:38
Having a motion in a second all in favor? Do so by saying aye aye. 00:25:39
Aye, motion carries. Thanks, Josh. 00:25:45
On to eye information discussion Action to approve economic Development Agreement number 03170 or 2025. 00:25:49
With the Pacin Prorodial Committee incorporated. 00:25:58
In the amount of $20,000, which the board has determined to be for the benefit of the public. 00:26:02
And Supervisor Christensen and the end. Yeah, dance there, too. 00:26:08
Turned over to you, Steve. 00:26:13
Thank you. 00:26:16
We do have been involved with us here with the patient Corollary Committee. This is not constituent. 00:26:18
This is regular economic development funds that are. 00:26:25
Apply for through. 00:26:30
My office, so it comes before the board. 00:26:32
Regular item that is budgeted for. 00:26:37
So this is something ongoing. 00:26:39
Support the patient Coronial Committee and. 00:26:46
Oh, that'd be great. 00:26:51
Yes, I would like to thank you again for the consideration of this. 00:26:53
And we have. 00:26:57
I've noticed in the past. 00:26:59
As we actually use the money for advertisement for Very hard Memorial Romeo and World Coast Continuous Rodeo. 00:27:02
And we usually do 5000. 00:27:10
Very hard 15,000 for the world's oldest. 00:27:12
If you take a look. 00:27:16
Presented there. 00:27:18
The occupancy rate from the foundation is 100% during the world's oldest continuous rodeo. 00:27:20
And actually. 00:27:26
$681,000. 00:27:28
And revenues, they come into the. 00:27:31
And those people that come into town are from. 00:27:35
Not only. 00:27:38
From Arizona, but they're from other States and also from Europe. 00:27:40
And we feel that this. 00:27:44
Like themselves to the economic development. 00:27:46
People in experience, the time and. 00:27:48
Patient. 00:27:51
Invest so. 00:27:55
With that, I'm also giving you an explanation of how we would trade this out of sponsorship. 00:27:58
And I think last time we did this. 00:28:05
There was a question that came up. 00:28:08
They support this. 00:28:10
And I didn't have to. 00:28:12
Numbers of how they support it that they do an end time trade for the Gary Hart Memorial of 17,000. 00:28:13
The world's oldest continuous roaming up to about 28,000. 00:28:21
And that's basically for their police, their fire and their employees that actually would be in that front. 00:28:26
There's any questions? 00:28:33
On human. 00:28:35
Thank you, Dan. 00:28:37
Any questions, Supervisor Hunter? I have no questions. I think it's a great attraction to Gila County. 00:28:40
Proud to be able to help. 00:28:47
Help you with that. 00:28:50
And it's just I appreciate the rodeo committee that puts all the work into this. 00:28:52
And all the time invested. 00:28:57
To put this on because I know how much work it takes for. 00:29:00
All of the people that do that so. 00:29:03
Just just just to thank you very much. 00:29:06
Dan, same thing goes for me. I appreciate you guys bringing this on, you know, every year and we're glad to be a part of it and 00:29:10
games I want to thank you for. 00:29:14
Helping us to come up with that money. So thank you so much for that. 00:29:20
And with that, I'd entertain a motion. 00:29:24
Mr. Chair, I move to approve economic Development agreement number 03172025 with the Patient Pro Rodeo Committee, incorporated. 00:29:26
In the amount of $20,000, which the board has determined to be for the benefit of the public. 00:29:36
And I will second. 00:29:43
Having a motion a second all in favor. Do so by saying aye. 00:29:45
Aye, aye, motion carries. 00:29:49
On to Jay. Information discussion, Action to approve economic development agreement number. 00:29:53
03202025. 00:29:59
With strawberry patches in the amount of $750 to sponsor. 00:30:03
Strawberry Patches 27th annual Quilt Show, which the board has determined to be for the benefit of the public. 00:30:08
Supervisor Christensen, this is yours. 00:30:16
Thank you, Mr. Chairman, Stop. 00:30:19
Something that I have given out of my. 00:30:23
Funds annually. 00:30:26
And uh. 00:30:28
They put on a great event every year. 00:30:29
And. 00:30:32
So I'd like to do that again. 00:30:33
Today we have a representative from the. 00:30:38
Who's the name is South Lori and would you like to say you weren't about what you guys do? 00:30:41
Thank you, Chairman. Thank you for the supervisor for this opportunity. 00:30:49
We are like. 00:30:53
Completely volunteer organization of 50 women. 00:30:55
We have several programs that we like to carry out each year. 00:31:00
One is comfort quote that we can make ourselves with our own. 00:31:04
Volunteer time, energy and off on our own. Calvert. 00:31:10
We have up to 50 from 50. 00:31:14
Community. 00:31:20
If they become ill or. 00:31:21
We also. 00:31:25
Generate income from our full scale and for what we call our country stores where we sell other. 00:31:26
Handmade items I brought some but I can see this coming up the ideal situation that share them with you but. 00:31:32
We sell these items, we generate income and again donate up to $9000 per year. 00:31:42
From our group to nonprofits here in Rome country. 00:31:49
I have a list of them if you have any questions about some of them. 00:31:54
That we donate to and then we do a lot of community service. 00:31:58
Make 125. 00:32:03
Christmas stockings are. 00:32:07
Mountain Village Foundation. 00:32:09
And we make 100. 00:32:12
He prevents. So we try to use our skills in many ways to contribute to the community up here and this this book show is one of the 00:32:14
ways that we. 00:32:19
Educate. 00:32:25
Without immediately appears some of the things that we like to do and want to share with our community. 00:32:27
If you have any questions. 00:32:34
Thank you so much for all that. 00:32:38
Tell tell the other ladies thank you as well. Please supervisor hopefully questions. 00:32:40
Yeah, I have no questions other than. 00:32:45
It sounds great with all of your. 00:32:48
All of your time and energy and effort that you spend to. 00:32:51
To help prevent. 00:32:56
Not your handmade things to the community so. 00:32:58
Thank you very much for doing that. And Steve, what a great cost. 00:33:02
Yeah. Thank you as well, Steve. And with that, I'd entertain a motion. 00:33:07
Mr. Chairman. 00:33:12
Number for 03202025. 00:33:15
In which the Board of Supervisors be the benefit of the public. 00:33:23
Mr. Chair, I'll second that having a motion and a second all in favor, do so by saying aye, aye. 00:33:29
Aye, motion carries. 00:33:35
OK, on to #3 consent agenda action items are there. Does neither one of you have any of these that you'd like to address or? 00:33:38
Or pull out for whatever reason. 00:33:49
No, but there was just, there was just one that I had a question on, on D, it says. 00:33:54
Approval of revised notice of invitation for bed. 00:33:59
Globe detention center dirt removal and fence cleaning reflecting. 00:34:05
New dates advertised and the patient roundup newspaper which I understand they have the contract. Just a question with staff. 00:34:09
It can we also advertise it in the local. 00:34:16
And if that needs to be pulled up to ask that question, then yes, I guess. 00:34:20
Yes, Mr. Chair, I would like to pull off. 00:34:26
3D. 00:34:29
And discuss it as an individual item. 00:34:31
OK, so. 00:34:34
Is that a motion and? 00:34:36
OK, you'll second it, Steve. 00:34:38
We don't need 2 million sin. 00:34:41
OK, we can pull it off and discuss it. 00:34:44
And the rest of them you're good with. I'm basically the rest of them. 00:34:46
OK, let's discuss D and then we'll go on with the rest. 00:34:49
So with that, James. 00:34:53
Mr. Chairman, Supervisor Humphrey. 00:34:56
This particular reason it's associated with Pace Miranda Pizzeria, newspaper of record. 00:34:57
That's been awarded by contract. 00:35:03
So we could certainly. 00:35:05
Posted in both newspapers. 00:35:07
But this is because that is our newspaper contract. We didn't. 00:35:09
Do it to the local. 00:35:13
Our club newspaper. 00:35:15
Right. I understand the patient got the contract for our advertising. 00:35:18
But being that it's a local job, my question was is can it be advertised in the local paper as well? 00:35:23
We certainly can do that. 00:35:30
And it might change the parameters of what the motion is here, but we'll. 00:35:32
Take a look at that and see if we can't do that. 00:35:37
I, I appreciate it. Thank you very much. I would, I would recommend that since it's been pulled off that we not vote on that. 00:35:41
This point in time, just vote on the rest of the consent agenda items. 00:35:48
And we'll. 00:35:52
Take a look at this particular item item. 00:35:54
And bring it back at another time. 00:35:57
So do we need a motion to table item D for next meeting? 00:35:59
I Yes. 00:36:03
Understanding that. 00:36:12
So the deadline was just for submitted. We had to bring it back. 00:36:14
Yes, that's. 00:36:28
You can come up to the podium. 00:36:31
So yes, when this item initially came before you, I was unfortunately out of the office for an extended period of time. 00:36:34
And unfortunately the deadline to meet the publication that we that had previously been approved. 00:36:43
Was missed and so that's why, because this portion the notice of the invitation forbids is part of the IFB. 00:36:51
We needed to update this in the IFB. 00:37:03
So that's why it's coming back before you is because it's part of the official invitation for bids. 00:37:07
OK. I I guess, Mr. Chair, in that case I have another question. 00:37:14
Has this project been delayed to the point that it's creating a difficulty for the detention center and the contractor? 00:37:19
Because any further delays I would just assume not create. 00:37:27
More problems, I was just trying to. 00:37:31
Help with advertising and local and so if I'm creating problems by doing this. 00:37:34
Then, Mr. Chair, I just soon leave it alone. 00:37:40
And not create anymore delays for your office and the construction. 00:37:43
Of the detention center. 00:37:48
Come on up, Michael. 00:37:50
Thank you, Chairman, members of the board. 00:37:52
So. 00:37:54
To answer your question, it would be. It would be a delay. 00:37:56
We have the contractor already set to do the work. 00:37:59
And a schedule has already been set for this as our facilities department's been working on this for about six to seven months 00:38:02
already, so. 00:38:06
But it wouldn't, you know, we could always go back in. 00:38:11
I'm not mistaken maybe. 00:38:14
County Attorney here. 00:38:16
If we go back out to the local newspaper, we would have to go. 00:38:18
Back out to the pace and Roundup as well and start the process all over again I believe. 00:38:21
Is that is that accurate? 00:38:26
That's something I'd have to look at, but I'm also aware that this invitation for good was also posted on the county website. 00:38:28
Available to local contractors through that medium. 00:38:37
OK. Well, yeah. 00:38:41
Well, talk about a Titanic, huh? 00:38:44
Anyway, Mr. Chair. 00:38:50
After discussion, I appreciate the. 00:38:52
Be pulling it for discussion. 00:38:55
But I'll I'll make a motion to go back and leave it as it is to not create any issues. 00:38:57
With further construction and I guess maybe I can't do that either. 00:39:04
Since the item was pulled off the consent agenda. 00:39:11
You just have to make a motion if you want to approve it for this item moment, and then we'll address all the remedies, consent, 00:39:16
agenda items. 00:39:19
OK. Is that your motion then? 00:39:24
Residency. Well, now I'm competing. 00:39:27
Yeah. If are we, are we voting on it prior to pressing? OK. 00:39:31
Mr. Chair, I'm making a motion to approve revised. 00:39:36
Notice of invitation forbid number. 00:39:40
011425 Globe Detention Center dirt removal and fence cleaning. 00:39:43
Reflecting new gates advertised in the. 00:39:49
Haitian Roundup Newspaper, April 1st, 2025 and April 4th of 20. 00:39:52
25. 00:39:59
OK, Thank you. Steve, have a motion and a second all in favor please so by saying aye. 00:40:04
Aye, aye, motion carries. 00:40:10
OK, so for the rest of. 00:40:12
And send a consent agenda action items. 00:40:15
3A through. 00:40:19
K -, D on the emotion to accept them. 00:40:24
So moved, Mr. Chair, I'll second it. 00:40:29
I need a motion second all in favor. Do so by saying aye. 00:40:32
Aye, aye, motion carries. 00:40:36
OK, on to. 00:40:40
Called to the public #4 Do we have any call to the public here? In love we see. Not that I see. 00:40:43
Cassie, we're good on the Hidden, all right? 00:40:50
And in patient, are we good? Supervisor Christensen? 00:40:52
I see nod. 00:40:59
OK, we're good. 00:41:02
All right. OK. Moving on to #5. 00:41:04
This is our update at anytime during this meeting pursuant to ARS 38431.02 K. 00:41:08
Members of the Board of Supervisors and the county major may present a hard. 00:41:16
A brief summary of current events. No action may be taken on the information presented. 00:41:21
James, we'll start with you. 00:41:27
Mr. Chairman, members of the Board. 00:41:29
Why don't you bring your attention? I know we talked about APS that they've got a new. 00:41:31
Public safety power shutoff plan that's going to impact, could potentially impact. 00:41:36
A number of our communities. 00:41:41
That is serviced by APS. Got an e-mail this morning. 00:41:43
About an SRP. 00:41:47
Solar project. Public safety power shutoff program. 00:41:49
And it says to help protect our communities from the risk of wildfire, SRP is implementing a program, a program called Public 00:41:52
Safety Power Shut Off. 00:41:56
And higher high risk areas of our service territory. 00:42:01
These areas include parts of Roosevelt Estates, Roosevelt Lake, and Tonal Basin. 00:42:04
And it says in Hebrew County, 99 SRP customers could experience a PSPS. 00:42:10
Below are the dates of a series of communications that will be sent to those customers. 00:42:16
Today, April 15th, the e-mail notification. 00:42:22
Friday, April 18th will be a. 00:42:26
Letter delivered through the United States Postal Service. 00:42:28
And on Wednesday, April 30th, there is a open house. 00:42:32
At Tunnel Basin at the Desert Community Christian Fellowship. 00:42:36
173 Stevens Way. 00:42:40
Tunnel Basin at 5:30 PM. 00:42:43
So I just want to make sure you're aware of that, that there's. 00:42:45
They're expanding the power. 00:42:50
Shut off potential. 00:42:52
Last week was in Payson for a radio. 00:42:55
Time on Kmart regarding discovery accounting. 00:42:59
And our website went well. 00:43:03
And had time to meet with. 00:43:06
Discover Hewlett County with the nonprofit. 00:43:09
And discuss a little bit about the plan going forward. 00:43:12
And what they're how they're developing the website and things that. 00:43:15
They are moving forward on. 00:43:19
Look forward to having discovered here the county. 00:43:21
People come and have that discussion with board survivors as a whole. 00:43:24
On Thursday last week was down in the Valley at the Arizona Corporation Commission. 00:43:29
Had a hearing with the Corporation Commission regarding. 00:43:36
Arizona Department of Health and Safety. 00:43:40
Issues that. 00:43:43
We had an inspection. 00:43:44
And there are some findings that we have all resolved. 00:43:46
And the corporation Commission their board they. 00:43:50
Reported that in the county is was is an example of. 00:43:54
What they wish every. 00:43:58
Agency or every department, every business that has. 00:44:00
Adosh findings that they should respond to those findings the same as Gila County has. 00:44:04
And we have addressed all those findings and that. 00:44:09
They're very, very impressed with the way that we've approached. 00:44:12
He's fine, so appreciate public works and all that they've done. 00:44:16
In addressing those findings and making sure that. 00:44:20
Our employees in the public are safe. 00:44:24
And all that they do. 00:44:27
On Friday we could have the county managers meeting. 00:44:31
Then yesterday. 00:44:35
There's questions from the fire chiefs. 00:44:36
Throughout the county or different fire districts. 00:44:38
And they had some questions about. 00:44:41
Net assessed value and full cash value and just the whole thing regarding. 00:44:44
Assessor's Office and Treasurer's Office. 00:44:48
Our assessor and treasurer did participate in that meeting. 00:44:51
And I just wanted to express appreciation, Assessor Kissy and. 00:44:55
Roger Wolf. Earth that. 00:44:59
They are, uh. 00:45:00
They're responsive to the public and they are. 00:45:02
Willing to work with the public and. 00:45:05
I'm thankful for them. 00:45:08
In their public service and being able to try to work with public fire districts. 00:45:09
Which affect public safety in our cannon and. 00:45:13
I was appreciative of them. 00:45:16
And their response to the fire chiefs? 00:45:19
That's my report, Mr. Chairman. 00:45:22
Thank you, James. Supervisor Humphrey. 00:45:25
Yeah, I attended a meeting with. 00:45:29
An assistant county manager and all the departments on the 9th. 00:45:34
And and it's not that you just weren't there. Yeah. But yeah, you're more yeah, that's, that's a meeting that we have. So we can 00:45:39
kind of all stay on the same page. 00:45:45
Held a Roosevelt community meeting on the 14th. Was on KQS. 00:45:51
S radio last night and also attended a. 00:45:55
Town of Miami Mayor and council meeting. 00:45:59
And will attend a local emergency planning committee meeting on the 16th. 00:46:02
Just to let everybody know that Tri-City Sanitation District. 00:46:08
Gotta go ahead from. 00:46:13
ADQ 2. 00:46:15
To reach out. 00:46:17
For first phase on Tri-City. 00:46:19
And the treatment plant. 00:46:21
So that's, I think that's a great thing for our community going forward for infrastructure. 00:46:23
And and on your information in my district on. 00:46:29
The meeting for the. 00:46:34
With the. 00:46:38
With the shut offs. 00:46:39
If I could get that information from you so I can e-mail the people that are on my e-mail list. 00:46:40
To be sure that you know they know that it's. 00:46:46
Happening that they can attend. 00:46:49
Perhaps. Maybe get? 00:46:52
Better aware and ask questions that they may have. So I don't get a lot of questions that. 00:46:54
At my public meetings. 00:46:59
And I don't know, but it's probably not an emergency. 00:47:01
But I know emergency services. 00:47:05
Can reach out to. 00:47:08
Areas. 00:47:10
Is that something that Carl might be able to notify people? 00:47:12
Of that because. 00:47:16
That could help them if there is an emergency to better understand. 00:47:17
What the power companies are doing and what they may provide for the public. 00:47:23
Because of the inconvenience like warming centers and if we. 00:47:28
You know, I know that we're working with. 00:47:32
Because of the preseason fire meeting, I know that working with the. 00:47:35
Fire department and things like that of that nature. 00:47:39
If there is power outages and so. 00:47:43
Yeah, it's just, I think that's great. They're having a meeting. 00:47:46
But a meeting that nobody shows up to is not a very good meeting. So just just checking to see if that's something that we can 00:47:50
work together to help them advertise. 00:47:55
Their meeting for our constituents. 00:48:00
Another. 00:48:05
I promise a lot of iceberg, Sir. 00:48:06
I won't be a problem this time. Yes, emergency services has the communication system to get messages out. 00:48:12
And if I'm not mistaken, I was talking to Josh back. 00:48:19
Carl is going to be. 00:48:23
Coming to the next work session and presenting this to the board. 00:48:25
With with the power companies as well, hopefully. 00:48:29
And you'll be free to ask them any questions about this process and as well as request if they can come to your community meetings 00:48:33
as well. So hopefully in a couple weeks, Carl will be here in front of the board to do that. 00:48:40
So go ahead if I may. 00:48:48
So this this isn't nothing new. I mean APS has been talking about this for since last year. 00:48:52
And so, but I don't know. 00:48:58
I don't know how serious the public is taking. 00:49:01
Be honest with you. 00:49:03
And and I I do know that a lot of public still doesn't know about it. 00:49:05
And so I've brought this up in meeting after meeting that I go to trying to put that message out. 00:49:09
I don't know that APS has any plans to. 00:49:15
Help with any of it if they flip that switch? 00:49:21
Their their their plan is is when the indices hit at the right time, it'll be turned off. 00:49:24
And then maybe just for a few hours. It may be for all day. It may they really don't know. 00:49:30
To their defense, they don't know. 00:49:36
But what I I want to say, and I really try and stress it to the general public. 00:49:37
Is this is going to happen probably in June? 00:49:42
When it's gonna happen? 00:49:45
And it's going to be hot and miserable. And I don't know that people really understand. 00:49:47
The problems that this is going to create and so the more we can. 00:49:53
Help promote whatever SRP and APS are doing. 00:49:57
Maybe through our website, maybe through Paul Overbeat. No. 00:50:01
Get that? 00:50:06
Message out to folks. 00:50:08
I hope it will help. 00:50:12
I really hope it'll help because it is going to be quite an inconvenience to many many people when they turn that switch off. 00:50:13
I agree, Sir, and we certainly will. We certainly are working with SRP and EPS on these projects because we're learning as well as 00:50:21
everyone else. 00:50:25
Sometimes it's difficult to pinpoint exactly when they're going to shut the power up. 00:50:30
So they they were telling me before when this all first came up that they should have some lead time. 00:50:35
Maybe a couple of days ahead. I don't know that that's gonna really be the case. 00:50:41
I I hope it is, you know, but. 00:50:47
I'm not sure that that's going to be the case. 00:50:50
You know, there's a lot of unknowns. 00:50:53
And so people really need to get ready. 00:50:57
It does happen, especially the last several years, 5-6 years in Gila County, those fires. 00:51:01
And Supervisor Humphrey knows very well in his district, they move. 00:51:06
So. So this isn't just if a fire starts. 00:51:11
This is the fire indices indicate a severe. 00:51:14
Point in time when a fire could start. 00:51:19
Right. And, and so that's, that's what makes it hard to really foresee. 00:51:21
You know, and so and I know a lot of people have backup generators and a lot of people. 00:51:27
Film, but still. And we do supervise Humphrey, we do have. 00:51:32
In your district we do have. 00:51:36
Recently we were sent. 00:51:39
ISRP I believe that the area in. 00:51:41
The Roosevelt area that will be impacted by that. 00:51:44
And I will have called reach out to you and get you that map. 00:51:46
So when if they do decide to shut off the power. 00:51:51
We know exactly where they're going to go ahead and do it. 00:51:54
Right. And I I mean, I guess part of this was too is to. 00:51:58
Let the public know that SRP is having a meeting at this church on day on Thursday and time. 00:52:02
So that the people. 00:52:10
Don't say that. Well, I didn't know there was a meeting. 00:52:12
So that they can ask the right questions with. 00:52:16
The power companies. 00:52:19
Absolutely. We can help with that, Sir. 00:52:21
Yes, thank you very much. Thank you, Michael. 00:52:23
Supervisor Christensen. 00:52:26
Update. 00:52:28
Supervisor for. 00:52:31
Taking the chair today, That's very helpful. I have an appointment so I couldn't come down. Oh no, you're welcome. 00:52:32
Anyway, thanks for doing that. I just have a couple things to mention. 00:52:38
I think about a week and a half ago. 00:52:44
The Pine Trail people opened up another trail of 2 Ravens. 00:52:46
They just keep expanding their program. 00:52:53
And that's really good. 00:52:55
And there's another trail. 00:52:59
Group called the original trail. 00:53:02
Foundation and something anyway. 00:53:07
First, with an *** you fill it in and. 00:53:09
We went to, I went to a round table. 00:53:13
With them and. 00:53:15
Find funding to improve. 00:53:17
Trail and trail heads. 00:53:19
And those kind of things and very active group with a lot of people that are pretty encouraged. 00:53:22
And. 00:53:27
And it brings accessibility into the floor. 00:53:29
Attended a wildfire. 00:53:35
Him at the campus here basin. 00:53:37
On Saturday. 00:53:41
In fact, call Emergency Management team was there, which was great. 00:53:43
And I wouldn't say it was super well. 00:53:49
Super well done. 00:53:53
And I was a little surprised to see some people that were not there. 00:53:55
Just this was there should have been working. 00:54:04
I'm locals and I just was a little surprised by that. 00:54:08
Anyway, MOG, I've had a spot. It's Monday. 00:54:12
And also coming up on. 00:54:18
Interact with the groundwater. 00:54:20
The global water. 00:54:23
That has some of our locals involved in it and others around the state just to kind of keep track of what they're talking about 00:54:25
and. 00:54:30
Like that and what the legislature is doing. 00:54:35
And that's about all. 00:54:39
Woman, so thank you very much. 00:54:42
Thank you, Supervisor Christensen. 00:54:45
I have just a couple of things. Is 1 eco. We've been working on a field trip. 00:54:48
With our legislators to take them around and show some minds and. 00:54:55
And whatnot. And anyway, that has been cancelled. 00:54:59
It's just been a conflict trying to get it all pulled together and organized, so that's cancelled. That was set for the. 00:55:03
About the first of. 00:55:10
Yeah, first week of May, so. 00:55:13
So we'll work on it again next year and see what we can put together. 00:55:15
The other thing I met with a lady me and Kathy both did in Pleasant Valley and she is with the nonprofit. 00:55:19
That has an interest on providing equine therapy. 00:55:27
To the veteran programs and so. 00:55:32
Real interesting talk and all that. So we had talked with her on that. 00:55:35
And then, James, maybe you can talk about this. 00:55:38
Isn't there an event going on in DC over the engineering of the? 00:55:42
The Bridge Tunnel basin. 00:55:47
Yes, there is the design of the Tonto Creek Bridge. 00:55:49
They are having a. 00:55:54
Recognition Dinner. 00:55:56
That will be on May 20. 00:55:58
And the design of the. 00:56:01
Tunnel Creek Bridge is recognized nationally as. 00:56:03
Excellent. Outstanding. 00:56:09
Bridge that's in addition to the infrastructure here at Eva County. So absolutely and. 00:56:12
We will have an attendee that dinner to receive that award. 00:56:17
Is is that you, Super Humphrey? 00:56:23
I don't believe so, no. 00:56:27
I understood there was a dinner, but I didn't understand there was a ward. I thought it was an engineer deal and I thought. 00:56:30
Perhaps Tom was going it was an engineered design. 00:56:35
Not necessarily a. 00:56:38
Super pressure deal. 00:56:40
From from what I understood. 00:56:42
That's that's where I'm at with it. 00:56:45
Go ahead, Mr. Chairman, I was planning to attend. 00:56:48
There are some other issues that in conjunction with. 00:56:51
Going with secure rural schools. 00:56:55
Payment in lieu of taxes and other issues that we have on the federal government. 00:56:57
We are submitting new applicant applications for Congressionally directed spending. 00:57:01
That those have been will be opened up and during that time when I go and discuss those projects we have going on for. 00:57:07
Congressionally directed spending. 00:57:14
I don't think so. In conjunction with dinner, have some. 00:57:16
Visits scheduled for Capitol Hill. 00:57:19
And to talk to our senators and legislators. So right. 00:57:22
As of this point, I am planning to attend. 00:57:26
That and would welcome. 00:57:28
Anyone else would like to attend, I'm certainly welcome to that. 00:57:30
Thank you for going. 00:57:35
So with that, I did want to bring up secure rural schools. As far as I know, there hasn't been any progress made on that. 00:57:37
And and that's gonna hit us pretty hard. 00:57:45
That's that's going to be an effect. 00:57:48
On Hayley County, and so I really don't know where that's going to end up, but. 00:57:50
It won't. It won't be good so. 00:57:55
That's a big deal. Very. 00:57:58
Very difficult for our rural schools. 00:58:00
It is so. 00:58:04
Anyway, do you either want to be having anything else? We're good. 00:58:06
OK. With that, I think I can adjourn this meeting. Thank you all for being here. 00:58:13
Thank you. 00:58:20
