Testing, testing. | 00:00:07
OK. So we're ready to go. Good morning, everyone. | 00:00:12
Well, it's May 6, 2025, Tuesday, regular Board of Supervisors meeting. It's 10 AM. | 00:00:16
And I've asked Cherrygrice if she would lead us in the Pledge of Allegiance. | 00:00:23
And then, Marin, would you be happy to offer our prayer this morning after that? | 00:00:27
Thank you. | 00:00:31 | |
I pledge allegiance to the flag. | 00:00:34
Of the United States of America. | 00:00:37
Republic for which it stands. | 00:00:40
One nation under God, indivisible. | 00:00:42
Please join me in prayer. | 00:00:53
Heavenly Father, we thank you for the opportunity to gather here today in service to the people of Gila County. | 00:00:55
Please grant us the wisdom. | 00:01:02
Guidance and. | 00:01:04
To hear your voice. | 00:01:06
Among all the voices that we hear every day. | 00:01:08
Help us tune out the noise and focus on your will. | 00:01:12
That we may serve your people. | 00:01:15
In your name, Amen. | 00:01:18
Thank you. And I guess I'll just stay here. | 00:01:20
OK, Item 2A presentations. | 00:01:28
Presentation of Hewitt County General Fund financial data as it compares to the fiscal year 2025 he the county budget. | 00:01:32
And fiscal years 24232221 and 20 and 19 year to date performance. Good morning again. Good morning, Mr. Chair, Good morning, | 00:01:38
Supervisor Humphrey, Supervisor Klein, I know that you have a very busy agenda and many people here today, so I will. | 00:01:46
Keep this short. | 00:01:54
This is our monthly update, which we will include with the annual budget book when we publish that for. | 00:01:55
2026. | 00:02:02 | |
The highlights for today are just that. | 00:02:04
We are very close to target for general fund revenues at the end of February. | 00:02:08
At the end of February, general fund revenues were at 65% of the target. | 00:02:14
I'm sorry, 65% of the budget? | 00:02:19
Compared to a 67% target for the eight months year to date. | 00:02:21
We are $3.28 million less than the prior year because of the state Department of Veterans Services $3,000,000 grant that we | 00:02:27
received as one time funding in the prior year. | 00:02:33
Without that, the only difference is $227,000. | 00:02:40
Due to the timing of state shared excise tax. | 00:02:45
General fund expenditures are at 69% of the budget. | 00:02:49
Compared to an 8 month target of 67%. | 00:02:53
And are about a million and a half more than the prior year. | 00:02:56
That year over year difference is attributable to salaries and Ers and where we're keeping. | 00:03:00
Department as in general fund as opposed to being split out. | 00:03:06
And those are all as expected. | 00:03:11
Happy to answer any questions you may have. | 00:03:14
Thank you, Marin Supervisor Humphrey. | 00:03:15
I have no question. | 00:03:18
Thank you. Thank you, Supervisor Klein. Neither do I. Thank you, man. Great. Thank you. Yeah, good report. Thank you very much. | 00:03:19
Thank you. We'll be back next month. OK. | 00:03:24
Appreciate you. | 00:03:29
Item 3A is part of our public hearing. | 00:03:30
Information discussion action to about Resolution number 250501. | 00:03:34
Authorizing an increase in the fees charged by the Gila County Justice Courts and Superior Court. | 00:03:40
As outlined in Additional administrative fee schedule which will go into effect. | 00:03:45
On July 1, 2025. Good morning, John. | 00:03:49
Good morning, Mr. Chairman, members of the Board. | 00:03:53
On February 25th I presented it a board work session. | 00:03:57
Asking for review and input on the judicial fee schedule. | 00:04:00
I certainly appreciated the candor, questions and direction provided as a result of that meeting. | 00:04:05
And we incorporated the feedback and input of the board into an updated proposal. | 00:04:11
We feel that the updated proposal is in the best interest of Hilo County. | 00:04:16
Judicial fees will provide us a funding stream to fund unfunded mandates. | 00:04:21
The board is authorized to approve local fees to defray services. | 00:04:26
Service expenses associated with the implementation of these mandates. | 00:04:30
And I use the term defray intentionally. | 00:04:35
That is the term used in the statute that authorizes the fees. | 00:04:38
And our fee proposal certainly a lot aligns. | 00:04:42
With the requirements and statute. | 00:04:45
The implementation of judicial fees requires a public hearing. | 00:04:48
Notice of public hearing ran for three weeks and pacing roundup. | 00:04:52
The notification also advised the public. | 00:04:57
That they could receive a copy of the proposed fee schedule by contacting court administration. | 00:04:59
We received no inquiries. | 00:05:04
And now I believe the proposal is right for board decision. | 00:05:07
Thank you, John. Supervisor Humphrey. | 00:05:11
I I have no question, no thank you. | 00:05:15
Thank you, Supervisor Klein. Jonathan, thank you. I'm good as well. | 00:05:17
Thank you, Jonathan. And a lot of people say, well, it's not a lot of money or whatever and. | 00:05:21
We can't charge whatever we want. We're not going to make money. People need to know. | 00:05:26
That this is to offset the costs. | 00:05:30
So that the burden is not just strictly on taxpayers, but on. | 00:05:33
Those who are in the court. | 00:05:36
Exactly. And so thank you very much for that. And so with that. | 00:05:38
I'll close that discussion and open it up for public hearing. Is there anyone here in Globe? | 00:05:42
Or on the Internet. | 00:05:48
Or in Payson that wishes to speak to this item. | 00:05:50
OK. I will then close the public hearing portion call for motion on Item 3. | 00:05:55
Mr. Chair, I moved to adopt resolution #25-05-01 and Mr. Cheryl, second motion and 2nd to approve. Those in favor say aye aye. | 00:06:00
Aye. Thank you, John. Thank you very much. | 00:06:11
Item 3B. Also Public hearing information discussion action to adopt ordinance #2025-01 vacation rentals and short term rentals and | 00:06:15
repeal previously adopted ordinance #2023-08 Vacation rental and Short Term rental. | 00:06:23
Uses Good morning, Randy. Morning, supervisors. Hope everyone's having a wonderful day. | 00:06:32
Hopefully this goes as quick as the last two half. | 00:06:38
Umm, so again, we are here. We have already adopted an ordinance. | 00:06:40
We're here to repeal that prior ordinance and adopt the new ordinance. | 00:06:45
We've worked with the group. | 00:06:49
People have talked before, had several work sessions that I'm sure you guys all remember. | 00:06:52
And I'm more than happy to answer any questions you may have. | 00:06:58
As we report. | 00:07:01 | |
Thank you, Randy. Supervisor Humphrey. | 00:07:04
Yeah, Randy, I, I just want to say that I appreciate the communication back and forth to change these ordinances if you. | 00:07:07
To work with them as we feel best fit and to also. | 00:07:16
The people with them. | 00:07:21
Because it's a difficult deal reinventing the wheel. | 00:07:23
And so I appreciate the flexibility of being able to work with the people. | 00:07:27
As much as we can and still be within legal bounds. | 00:07:32
Thank you very much. | 00:07:36
Supervisor Klein. | 00:07:38
Randy, thanks. And there's been a lot of time spent on that. | 00:07:39
You know, and so hopefully we're at the point with with our. | 00:07:43
Folks has helped pull this together and get back on the right track. | 00:07:47
The only one thing I want to. | 00:07:51
Ask you to make sure we still have that commitment. | 00:07:53
Is there's folks out there that are working with whatever it is well tough sheds for rentals or? | 00:07:56
Or older RV's or the teepee. | 00:08:02
Issue. | 00:08:05 | |
You made the commitment before that you have worked with these people to help, you know. | 00:08:06
Work with them to bring them up to snuff where they. | 00:08:11
They need to be to use them and we're still on board with that crash. We're still on board that again, there'll be some hurdles | 00:08:13
that have to get. | 00:08:17
Over, but yes, we will commit to working with them to achieve what they want to do with those structures. | 00:08:21
OK. | 00:08:28 | |
Thank you. | 00:08:31 | |
Yeah, I'm good. OK. | 00:08:32
Yeah, Randy, just to let everyone know this. | 00:08:34
Our legal department recommended the repeal and reinstatement. | 00:08:37
Of the new document. | 00:08:41
Umm, just because that's what they recommended rather than just calling it a revised something. | 00:08:43
And much of the changes that have been made are as a result of the public input. | 00:08:48
And I see that most of the changes also. | 00:08:54
Ease up on the regulations a lot, especially when it comes to. | 00:08:59
The sex offender thing, that was a real hot topic. | 00:09:04
And so. | 00:09:09 | |
We've eliminated a lot of the concerns. We've actually lowered the price slightly so. | 00:09:10
That's where we're at, and I will say that I've worked. | 00:09:15
Quite well with the County Attorney. | 00:09:18
And the attorney for one of the groups in this, we've worked closely with all of them trying to achieve what we have before you | 00:09:20
today. | 00:09:24 | |
OK. Thank you, Randy, for all you've done and everyone involved. So. | 00:09:29
The comments now and open it up for public hearing. | 00:09:33
We'll just go through this systematically. The weather's here in Globe. | 00:09:37
And the Board of Supervisors is Mr. Bob Turner. He lives in. | 00:09:43
And he's been, uh. | 00:09:48
Before us on other occasions with regard to this, come on up, please. | 00:09:50
And, umm. | 00:09:55 | |
Like to unless you have something super profound. | 00:09:56
Fit it into 3 minutes. Yeah, it should be pretty quick. Thank you. Let me speak. | 00:10:00
Just a couple like house cleaning items and then a couple concerns that some of the owners have. | 00:10:04
Mr. Klein already covered one of the big, huge concern. | 00:10:09
As far as? | 00:10:14 | |
A lot of the owners are just curious, how is this going to come into effect? Are we going to be notified? Do we have to? Do we | 00:10:15
have to get a hold of the county? | 00:10:19
Is there paperwork already in place that we're going to receive? | 00:10:23
And uh. | 00:10:27 | |
One of the concerns was that the effective date on it is June 2nd. | 00:10:29
We don't think that's enough time to get everything done. | 00:10:33
That's less than a month away. | 00:10:35
So we'd like to see that push back to like this, at least the 60 days where we get all our paperwork in and everything done. | 00:10:37
One of the things I think would be important too is when the when somebody applies for the permit, there is the document that you | 00:10:45
want posted. | 00:10:49 | |
This is under. | 00:10:53
3.6 point 12 the document they posted. | 00:10:55
Doorway that has the rules and everything. | 00:10:59
If the county could provide that with the owners when they get their permit and that that way we know we have the official | 00:11:02
paperwork that you want. | 00:11:06
Posted in the Houses. | 00:11:10
Or whatever the case can be. | 00:11:12
As well as there's a neighborhood document notification form that the county wants to have filled out. | 00:11:14
To advise your neighbors that you're having a short term rental and that would also be nice at the county to provide that. | 00:11:19
One of the concerns, another one of the concerns was and we're kind of unsure on this is the number of permits. | 00:11:26
So like if you have. | 00:11:32
2 short term rentals on one property. | 00:11:33
Is that one permit? | 00:11:36
Per parcel Or is that 2 separate permits? I know it's covered in here and I can't remember where it was. | 00:11:38
It's covered in there now. It says that you have to have. | 00:11:43
If it's under one roof, you have to have one for each unit. | 00:11:46
But if you have two places on a parcel, do they require 2 permits or is it or is it one permit per parcel? | 00:11:49
The I noticed in three-point 2.1 under the. | 00:11:57
Allowing a sex offender to stay at your place. | 00:12:02
It's still not worded. It is in two point 8.1 Intentionally or knowingly housing to or allowing a sex offender. | 00:12:04
And three-point 2.1, it's not worded that way and I think that should be. | 00:12:12
Amended. | 00:12:16 | |
And I believe that's all the concerns that everybody had. | 00:12:19
So thank you. Thank you very much, Mr. Turner. | 00:12:25
And I presume that Randy can get with you on answering some of those questions. | 00:12:28
OK, we also then have. | 00:12:34
Mr. Key, Is he in Payson? | 00:12:38
OK, let me clarify if there's any, if there's anyone else here in hello. | 00:12:42
That wishes to speak to this in the public hearing. | 00:12:47
Now, and anybody on the Internet. | 00:12:50
Now, OK, so Mr. Key. | 00:12:53
How key is a resident also of young? | 00:12:55
Go ahead. | 00:13:02 | |
Yes. | 00:13:05 | |
Mechanical Engineer. | 00:13:15
Former chairman of. | 00:13:16
Existing building. | 00:13:20
Code development for me. | 00:13:21
I've also heard on the national level on. | 00:13:24
Come to Government Committee for the International. | 00:13:28
Council and I want to commend you. | 00:13:31
For all the work that's been done in the last year and a half. | 00:13:36
I'm glad you you took our concerns to heart and made the revisions. | 00:13:40
I have one inferno. | 00:13:45
Only because I'm not. | 00:13:49
Well, let me rephrase that. My one concern is. | 00:13:52
Those unusual structures. | 00:13:56
Since there's imaginative instructions out there, unusual structures that don't fit. | 00:13:58
The letter of the building. | 00:14:03
Building from by definition, is a prescriptive. | 00:14:05
In other words, it tells you what you have to do. | 00:14:10
In very specific terms. | 00:14:14
But there's also in every building code. | 00:14:16
In this grading section. | 00:14:19
A section that's called alternate means and happens. | 00:14:21
Was allowed to. | 00:14:25
Show that they're reading the intent of the building code. | 00:14:28
Without meaning the letter. | 00:14:33
Does that make sense? | 00:14:35
Hang up. | 00:14:37 | |
Not sure I have confidence. | 00:14:40
County building Department. | 00:14:43
To be able to make those. | 00:14:45
Determination on. | 00:14:48
Unusual structures. | 00:14:49
One of the things that the International Code Council does. | 00:14:51
Is certified. | 00:14:54
And you know that typically because both. | 00:14:57
Those individuals. | 00:15:00
Usually very proud of that. | 00:15:02
Enable the Word doc. | 00:15:05
CEO. | 00:15:08 | |
Aim on our business parts. | 00:15:10
And that's where my concern is the killing part. | 00:15:15
I don't know that we have a certified building official within the county building department. | 00:15:19
That's all I have to say. | 00:15:25
Thank you, Mr. Key, thank you very much. Is there anyone else in Payson that wishes to speak? | 00:15:27
To this item. | 00:15:33 | |
No, OK. Thank you, Tyler. | 00:15:36
So with that, I will close the public hearing portion and I'll go ahead and reach back out to Supervisor Humphrey. | 00:15:39
Can I just bring one more thing up real quick? OK, sure. Yeah, he couldn't make it today because of the conflict schedule. | 00:15:50
Our schedule conflict anyways he wanted. One question he had was before, when we were talking about this, before we were talking | 00:15:58
about the occupancy. | 00:16:02
And one of the things that they had put in The thing is changed it to the International Building Code, which we agree with. | 00:16:06
But it also had that it was if there was children 5 and under, they didn't apply. | 00:16:13
And that was removed on this on this one. And we were just wondering why that was removed. | 00:16:17
Thank you. OK. | 00:16:22
Thank you. So I will close the public hearing portion right now. | 00:16:23
And Randy comes back to the podium. Supervisor Humphrey, do you have any comments or questions? | 00:16:27
I I don't other than like I said, reinventing the wheel is a difficult thing and. | 00:16:34
And things will probably be need to be worked out for. | 00:16:38
A long time to come and we'll get to this and. | 00:16:43
There will be people that will have. | 00:16:46
Short term rentals in Hilo County that haven't had or haven't been through all this process and they're going to want to know. | 00:16:48
What the heck's been going on so? | 00:16:54
I think this is anytime you create something new, there's always, there's always going to be issues and things to work with. | 00:16:56
But so far, I think as a as a board and as a. | 00:17:03
Randy and the building codes and things, I think we've, we've, we've shown that we're willing to work with people and try. | 00:17:07
Try to do what what's right for everybody and for the constituents and people that visit Gila County so. | 00:17:14
That's my one comment. Thank you, supervisor. Supervisor Klein. Thank you, Mr. Chair. So we come a long ways on this. | 00:17:21
And obviously there's going to be something still that will work and some things that will not work. | 00:17:28
And as an ordinance, we can come back and readdress it. | 00:17:33
Six months a year. | 00:17:38
Whatever it is. And so it's more or less. | 00:17:40
In a few years speech it's a working document as well. | 00:17:43
And I listened to. | 00:17:48
Mr. Keyes and. | 00:17:52
Mr. Turner and all that, on all this and I. | 00:17:53
I do rely heavily on you, Randy, to work with these folks. That's that's all I'm saying. And. | 00:17:56
There's there's a lot of good people out there that's going to need help to bring their whatever they have up to snuff. And I | 00:18:02
think that's. | 00:18:05
I really do and. | 00:18:08
From a county standpoint, I'm I'm hoping we keep that inside. | 00:18:10
And and also I do understand, you know, in six months and. | 00:18:15
It's falling apart or. | 00:18:19
Something needs changed. | 00:18:20
We'll bring it up to you, Joe. | 00:18:22
And work on it the piano so. | 00:18:24
Thank you. | 00:18:26 | |
Yeah. Thank you, Randy, for all you've done. | 00:18:27
It has been quite a journey. | 00:18:30
And there was never an intention to harm the short term rental businesses. | 00:18:32
Just to. | 00:18:37 | |
Make sure there's things in place to protect. | 00:18:38
The neighborhood or the neighbors and everything to where everybody kind of knows. | 00:18:42
Where what the limitations are and things like that and so. | 00:18:46
I don't believe it's ever been a desire of mine or the others to actually create ordinances. That's kind of a thing that's like | 00:18:50
one of those. | 00:18:54 | |
You don't want to go that far. | 00:18:57
I do believe we all. | 00:18:59
Agree that we have to have something. | 00:19:01
And now we have something. | 00:19:03
To look at and vote on South. | 00:19:05
And for supervisors knowledge I have been a certified building official for 15 plus years. | 00:19:07
So, umm. | 00:19:14 | |
We're good on the code. | 00:19:17
Right, OK. | 00:19:19 | |
And we will look at it as often as needed, so. | 00:19:21
We do that all the time. | 00:19:24
With that, then, I'll close the discussion and call for a motion on Item 3B. | 00:19:26
Mr. Chair, I'll make the motion to adopt ordinance #2025-O1. | 00:19:32
And repeal previously adopted ordinance #2023-08. | 00:19:37
Mr. Chair, I'll second that we have a. | 00:19:43
A motion and a second and this will require you unanimous vote. | 00:19:46
If to pass, is that correct? | 00:19:51
No. | 00:19:55 | |
OK. The tower that we talked about. | 00:19:56
OK, that one. OK, so we have a motion in a second to approve those in favor say aye. | 00:19:59
Aye, aye. | 00:20:04 | |
Thank you, Randy. Thank you. OK, moving forward on to our regular agenda items. | 00:20:06
Item 4A. I'm going to call for a motion to recess as the Healing County Board of Supervisors. | 00:20:12
And convene as the Gila County Library District Board of Directors. | 00:20:17
So move, Mr. Chair, I'll second that motion. Second to approve. Those in favor say aye. | 00:20:21
Aye, aye. Thank you. | 00:20:27
Item 4A. Information discussion action to approve library service agreements. | 00:20:30
Between the Healer County Library District and the following entities, the City of Globe $131,900 is Bell Hunt Library. | 00:20:35
Board $127,300, Counter Miami. | 00:20:44
$61,300 Town of Payson. | 00:20:49
$275,300. | 00:20:53 | |
San Carlos Public Library, $41,000. | 00:20:55
Tunnel Basin Public Library $84,000 in Pleasant Valley Community Library Award for the Young Public Library $65,700. | 00:20:59
All of which will begin on July 1st, 2025 to June 30th, 2026. Good morning, Elaine. Good morning, Chairman. Supervisors. Thank you | 00:21:09
this morning. | 00:21:14
This is our annual Library Service Agreement renewals for fiscal year 2026. | 00:21:19
The agenda item includes seven of our libraries. The next agenda item right behind this will be our renewal for the Hayden | 00:21:24
Library. | 00:21:27 | |
This year's funding will remain the same as last year's. With the uncertainty in the federal government we are currently seeing, | 00:21:31
the library districts wanted to make sure that we committed to the libraries and were able to fund at this value. So it's the same | 00:21:35
as last year. | 00:21:39 | |
You have any question you haven't answered them. Thank you, Supervisor Humphrey. I have no questions. Supervisor Klein. Thank you, | 00:21:43
Elaine. | 00:21:47 | |
Yes, thank you, Elaine. So with that, I'll call for a motion. Mr. Chair, I'll make the motion to approve library service | 00:21:50
agreements for the period of July 1st, 2025 to June 30th, 2026, as presented. | 00:21:57
Mr. Chair, I'll second that we have a motion and a second to approve. Those in favor say aye, aye, aye. | 00:22:04
Item number 4B Information discussion action to approve library service agreement. | 00:22:09
Between the Gila County Library District in the town of. | 00:22:13
This is still. | 00:22:20
There will be order. | 00:22:22
OK. | 00:22:29 | |
Thank you for that. | 00:22:31
Trying to keep me straight. That's good. Four BA Start over Information discussion action to approve a library service agreement. | 00:22:33
Between the Healer County Library District in the town of Hayden for the Hayden Public Library in the amount of $59,750 for the | 00:22:39
period of July 125 to June 30th, 26. | 00:22:45
Hello once again, the Hayden Library is run as a grant under the Hula County Library District. The library service agreement with | 00:22:51
the hate with Hayden states that we will run the library. | 00:22:55
Employee staff provide library programming, continue to add the collection and pay the utilities. | 00:23:00
The town of Hayden, in turn, provides the building for free, no charge and breeze to maintain it. | 00:23:06
That's all I have. If you have any questions I'll be happy to ask you. | 00:23:13
Thank you so much. No questions, Supervisor client, I'm good. Thank you. Maybe as well I'll call for a motion. | 00:23:15
This year I move to approve the Library Services agreement with the Town of Hayden. | 00:23:22
For the Hayden Public Library for the period of July 1st, 2025. | 00:23:27
To June 30th, 2026 and I'll second that. | 00:23:32
We have a motion and a second to approve. Those in favor say aye aye. | 00:23:36
Thank you, Elaine. | 00:23:40
With that, I'll call for a motion now to. | 00:23:42
Adjourn as the Heath County Library District board of directors. | 00:23:45
And reconvene as the Unicorn Board of Supervisors. So move, Mr. Chair. | 00:23:48
Motion and a second. All those in favor say aye. | 00:23:54
Aye, aye, aye. | 00:23:57
Thank you. Item 4C Information, discussion action. | 00:23:59
Ratify the Board of Supervisors approval for the Board Chairman to sign the Offer and Acceptance Form and as part of grant | 00:24:02
application R. | 00:24:06
FGA number 2025005 which was submitted to the Arizona Department of Health Services regarding the Arizona Health Zone SNAP add | 00:24:10
program. | 00:24:16 | |
For fiscal year 2026. Good morning, Josh, good morning. So this is a grant we've had for the last 10 years now we've had two five | 00:24:22
year cycles. We applied to extend for another five year cycle. | 00:24:28
With the grant we have 3 full time staff we use it mostly for. | 00:24:34
Helping out with the pacing. Community gardens. We teach classes like my plate through pyramid. Building better bones, calcium | 00:24:38
stuff in schools. | 00:24:43
Some of the work we did, we tried to help out with Miami with the stairs project, so. | 00:24:47
A lot of good things come out of this. Mostly it's percentage of the Tanner for the food stamp dollars, the old terms that goes | 00:24:52
towards education to make sure. | 00:24:56
People understand the better ways to eat and spend that those dollars so. | 00:25:01
I said it's not actually an award yet. This was an interesting grant where we had to sign the acceptance letter when we submitted | 00:25:05
the grants. We don't actually know that we're going to get the award yet. | 00:25:10
That's why this is one of the more interesting ones for us, and why we had to. | 00:25:16
Come back and kind of do an immediate ask for the supervisor Christians, because we didn't know that we had that there so. | 00:25:19
Is there any questions around that? That's what happened there and. | 00:25:25
I think that's all I have for it. | 00:25:28
Thank you, Josh. Supervisor Humphrey. | 00:25:30
And you know nothing other than thank you for reaching for all the grants you can to help us. | 00:25:32
With all you. | 00:25:38 | |
Supervisor. | 00:25:40 | |
Josh, how much money is involved in this grant? | 00:25:42
Just don't. I mean it could fluctuate, I understand that, but. | 00:25:45
We get. | 00:25:48 | |
I have to look up here again. I think they asked for 320 some thousand a year for the next 5 years. So it's it's a good amount, | 00:25:49
yeah. | 00:25:52 | |
If you're asking because yeah, right now I have 9 of migraines, we're all zeroed out on the Health and Human Services budget for | 00:25:56
the next budget year, so. | 00:25:59
There'll be a lot more conversations, I assume here in the next few months about how. | 00:26:04
Budget turns out and this is one I'm sure there will be. Thank you, Josh. | 00:26:08
Thank you, Josh. With that, I'll call promotion. | 00:26:13
Mr. Chair, I move to ratify the Board of Supervisors approval. | 00:26:16
For the board chairman to sign the offer and acceptance form. | 00:26:19
That is part of grant application RFGA #2025-005. | 00:26:23
Which was submitted. | 00:26:31
To the Arizona Department of Health Services. | 00:26:33
Mr. Chair, I'll second that. | 00:26:35
We have a motion and a second to approve. Those in favor say aye. | 00:26:37
Aye, aye, aye. Thank you, Joshua. | 00:26:40
Item 4D Information Discussion Action to approve an IGA with the Town of Payson to provide 210 yard roll off bins and $8000 to | 00:26:43
support the. | 00:26:48 | |
Towns annual household, hazardous and electronic. | 00:26:54
Waste Day event. | 00:26:57
To be held on May 17. | 00:26:59
2025 Good morning, Aaron. | 00:27:01
Morning, Mr. Chairman, Supervisor Klein, Supervisor Humphrey. | 00:27:03
The Healer County Public Works Department is seeking approval of an intergovernmental agreement with the Town of Payson. | 00:27:08
To support its annual Household and Electronic Waste Day event. | 00:27:14
Under the proposed agreement. | 00:27:18
Gila County will provide 210 yard roll off bins and a contribution of $8000. | 00:27:20
For one year, with the option to renew for up to three additional one year terms. | 00:27:25
Gila County has supported this event since 2021. | 00:27:31
With the exception of 2023 when the event was cancelled. | 00:27:34
In 2022, the Town of Payson successfully collected and safely disposed of 51,454 lbs of hazardous waste. | 00:27:38
For the 2025 event, recycling and landfill management has committed. | 00:27:49
To providing the roll off bins. | 00:27:53
And the $8000 contribution to offset vendor costs which last year? | 00:27:55
Totaled $73,743.33. | 00:28:01
These efforts play a crucial role in diverting dangerous waste from our local landfills, which were not permitted or able to | 00:28:06
process. | 00:28:10 | |
So it's a valuable event going forward for the community. I'd be happy to take any questions. OK, thank you. | 00:28:14
Supervisor Humphrey. | 00:28:19
Is this out of general fund? | 00:28:22
This is being paid for by the landfill. | 00:28:24
So it's out of our enterprise fund, not the general fund. | 00:28:27
OK, then I guess my question is, is. | 00:28:30
What about the town of Globe Town? Miami Town? Hayden? | 00:28:33
So is this something that we can do for our other towns and cities? | 00:28:37
So as it stands currently we don't have any agreements with any other towns or cities, but I have reached out. | 00:28:42
To the Globe Public Works Department, we're going to be reaching out to the town of Miami to find out one. | 00:28:49
Do they do a household hazardous waste event in? | 00:28:55
Would they like us to partner with them going forward to help assisting in that? | 00:28:58
Because ultimately, it doesn't just benefit the community. | 00:29:03
Communities that perform the events and benefits. | 00:29:05
Our landfills as well. It's a benefit for the county. | 00:29:09
And we are interested in expanding that further than currently. | 00:29:12
I think there would be interest because. | 00:29:16
Anytime they've asked for roll ups or something I've helped them with clean up days through constituent funds. | 00:29:18
And and I think we're even doing one for Deer Creek Village on Thursday, yes. And so that. | 00:29:25
You know, is what I've. | 00:29:31
I get billed through constituent funds, so I think a lot of these communities. | 00:29:33
Would, would, would be. | 00:29:38
Interested in an agreement? | 00:29:40
Such as this. | 00:29:43 | |
With the with the landfill. | 00:29:44
Because you know if if hazardous waste is is. | 00:29:47
His concern is concerning with our landfills. Then we need to check with our other cities and places as well. | 00:29:52
To make it that much safer. | 00:30:00
Correct. And we have begun that process. | 00:30:02
Far enough of one that. | 00:30:06
I can't answer any further, but we are interested in partnering with the other. | 00:30:08
Towns and cities within the county. | 00:30:11
Thank you very much. | 00:30:13
Thank you, Supervisor. | 00:30:15
Supervisor client. | 00:30:16
Aaron I I agree with what Supervisor Humphrey said. I think when we. | 00:30:18
When we start these deals and and it's, it's a benefit like you're saying for our landfill. | 00:30:22
We need to reach out to all of our. | 00:30:28
Our people out there and see what we can do, set these up. | 00:30:31
Whether it's incorporated or unincorporated and so. | 00:30:35
I would like to see that done. | 00:30:38
The other thing of it is, is the $8000. | 00:30:40
What? What are they gonna use that for? | 00:30:44
The $8000 goes for offsetting the vendor costs for the companies that have to come in that actually provide for the removal of | 00:30:47
that hazardous waste because it has to go to. | 00:30:52
Whether it's various recyclers or different off site landfills that are able to process that waste. | 00:30:57
Ultimately that has to be paid to be removed, so that's a contribution that we make to help out with that call. | 00:31:04
OK. | 00:31:10 | |
OK. And this is coming out of the enterprise fund? | 00:31:11
CS correct? | 00:31:14 | |
All right, well. | 00:31:16
I, I, I I just find that kind of. | 00:31:18
Kind of the interesting. | 00:31:23
I mean, we could have. | 00:31:27
Our money guys sitting over there, so if he's giving me the nod and that's. | 00:31:29
Needs to come from but. | 00:31:33
But if you guys could reach out to the rest of our. | 00:31:35
Our areas for this out would be good. | 00:31:38
I'd be more than happy to do that, thank you. | 00:31:40
Yeah, I would agree with that. So we don't want hazardous waste, but. | 00:31:44
What kind of waste are we talking about? | 00:31:47
Paint so. | 00:31:50 | |
Essentially, it can go. | 00:31:52
Anything from chemicals that you might find ranging from. | 00:31:54
Antifreeze to different types of oils that we can't take. | 00:31:59
Umm, you might find certain types of whites, electronics, batteries. These are items that we can't have breaking down within our | 00:32:04
landfills because we're not permitted or equipped to handle it. | 00:32:10
So. | 00:32:16 | |
Flammable aerosols. Any type of household chemical. | 00:32:17
That could be considered hazardous to throw in the trash and what these events take care of. | 00:32:21
OK. And so? | 00:32:26 | |
I agree that. | 00:32:30 | |
You should do some homework and report back. | 00:32:31
To see how we can expand this. | 00:32:33
Offering even if we don't have partners. | 00:32:36
See if we can help with hazardous wasted. | 00:32:39
I'd be more than happy to do that. Thank you very much. Thank you, Mr. Chairman. OK, so with that, I'll call for a motion. | 00:32:41
Mr. Chair, I'll make the motion to approve an intergovernmental agreement. | 00:32:47
But the talent patient to support the town's annual Household Hazardous and Electronic Waste Day. | 00:32:52
Event as presented. | 00:32:58
Mr. Chair, I will second that we have a motion and a second to approve. Those in favor say aye. | 00:33:00
Aye Information discussion, action to approve. | 00:33:07
Modifications 002. | 00:33:13
The first Service Rd. Project agreement number 22 RO 11031200. | 00:33:15

Which updates administrative. | 00:33:23
Contacts and extends the term of the agreement. | 00:33:25
From 3/10/25. | 00:33:29
To 9:30. | 00:33:32 | |
25. | 00:33:34 | |
Alex, Thank you, Mr. Chairman, Board of Supervisors. | 00:33:35
As you know, we have numerous agreements with the Forest Service working on various projects throughout the county. | 00:33:39
To be the first of several that I'll be viewed. | 00:33:44
Be bringing before you guys over the next few weeks. | 00:33:47
Umm, this agreement right here is a modification of the existing agreement we've had in place for the last few years. | 00:33:50
On a. | 00:33:56 | |
For Service Road 512. | 00:33:58
Our wife disagreement. | 00:34:00
Was leads to. | 00:34:04 | |
Or this is a request from the Forest Service to upgrade update the agreement. | 00:34:07
With our proper contact information. | 00:34:12
Currently it has. | 00:34:15
Former director Villas named down as the primary contact, so this will update that. | 00:34:16
And currently it expired and so we'll need this agreement to extend to the end of the. | 00:34:21
Their year contract year, which will be. | 00:34:26
September 30th, 2025. | 00:34:29
OK. All right. So it's just cleaning up a couple of things on the contract. OK, Supervisor Humphrey? | 00:34:32
Yeah, I think it's great. Any movement we have with this, we need them to be able to contact us with that. | 00:34:38
And reach the right person, so I think it's a good deal. | 00:34:44
Supervisor Klein. | 00:34:48
Alex, thank you. But I have a question. I thought this was supposed to be done last March. | 00:34:50
You're right, it was. | 00:34:55
So with the new. | 00:34:59
Federal government, there was a. | 00:35:01
Delay and making sure everything got done. | 00:35:03
And so. | 00:35:05 | |
Based on that, this agreement was then rewritten by them and. | 00:35:07
Requested by them to make this from the feds. | 00:35:10
Didn't we contract all this out already to have a? | 00:35:15
Have Kimley Horne do it or some company good to begin with. | 00:35:18
The environmental part of it. | 00:35:22
Correct. Yes, it's coming, Horner Associates. | 00:35:24
And yes, it was supposed to be done by March 30th. | 00:35:27
What involvement did the feds have on that? | 00:35:30
Process. I mean, last I knew it was going really well and actually the feds were telling me. | 00:35:32
That this should be kind of like a spotlight. | 00:35:38
Project as good as it was going. | 00:35:41
Right. So at the point that we had left it last year. | 00:35:44
It was Kim Lee Horn working with the Forest Service. | 00:35:49
Getting all their. | 00:35:52
He's accused the line. | 00:35:54
And. | 00:35:55 | |
Where we left it. So yeah, yes, it was. | 00:35:56
An ideal project. | 00:35:59
However, it's now been pushed out for a few more months. | 00:36:01
Well. | 00:36:07 | |
I see these are the things that frustrate me. | 00:36:10
Really. Do we spend tons of money on these projects? | 00:36:14
And then something like this comes up and it's like. | 00:36:17
And when I got everybody telling me it's a good project, things are on schedule, it's going to end and be done with it in our | 00:36:22
yada, yada, yada. | 00:36:25
And then this hits US. | 00:36:29
So if you guys would, I would like to be kept informed if this isn't going. | 00:36:31
Like like it needs to be. We need to know. | 00:36:39
Right, I agree with that. | 00:36:43
This is part of this is out of our hands. This is between the Forest Service and Kimberly Horner on their side of things. Totally | 00:36:44
understand that. | 00:36:48
Totally. | 00:36:52 | |
And we can go to the Forest Service and Kimberly Horns under contract with this. | 00:36:53
And and see, that's what I'm saying. | 00:37:00
When I'm getting a little touchy on these consultants signing these contracts and all of a sudden we're extending contracts. | 00:37:02
And it seems like we do that about 100% of the time. | 00:37:08
And so, umm. | 00:37:13 | |
I think it's time we maybe held some people's feet to the fire. | 00:37:15
You know, they know what they're into when they get get in there. I know the government's had some shake UPS. | 00:37:20
But the government also was the one relying on human going to get all this time. | 00:37:25
So. | 00:37:29 | |
So we, we really need to be kept abreast of this because I, I don't like it to be. | 00:37:30
And it's not our fault, I agree. | 00:37:35
Totally agree. | 00:37:38
But. | 00:37:40 | |
Just let us know. | 00:37:42
We'll do better about keeping you in the loop. | 00:37:43
Can I have nothing? Yes, Tom. | 00:37:45
So I just want to say some of the delays. | 00:37:48
Or the review periods. | 00:37:50
So a lot of for the EA to be finalized, it has to be reviewed by the Tonto National Forest, it has to be reviewed by US Fishing | 00:37:52
Wildlife Service. | 00:37:57
Has to be reviewed by Arizona Game and Fish. | 00:38:03
A lot of these reviews are taking longer than. | 00:38:06
We anticipated and longer than Kimberly Horn anticipated. | 00:38:09
For instance, the Tonto National Forest, a lot of times the people that have to do the reviews, they get pulled off to. | 00:38:13
Maybe go fight a fire or go help manage a fire. | 00:38:20
They get pulled off for all kinds of different assignments that. | 00:38:23
It's hard to anticipate. So that is why we're seeing a lot of these delays. | 00:38:27
I don't. I just don't want to. Everybody think it's strictly kidney horns there. | 00:38:32
They've been working as best as they can. | 00:38:37
So, Tom, thank you for that. | 00:38:39
And you're not wrong. | 00:38:41
But I will tell you that in the NEPA process, there's deadlines that you meet. | 00:38:44
There's review periods that's outlined in those processes, whether it's 45 days or whatever from the time it's turned in. | 00:38:49
If those if that's not happening. | 00:38:57
Even on the federal level. | 00:39:00
We need to know about that. | 00:39:02
That's what I'm saying we need to know. | 00:39:05
The government's famous for running off the fires and plant. That's what they'll do. | 00:39:09
And that's BS, to be totally honest with you, when we have projects going on and they sign. | 00:39:14
Agreements, or they're part of a process, they need to be held. | 00:39:20
Fire just as well as killing Horn or anybody else you deal with. | 00:39:24
But we need to know that. | 00:39:28
You know, we can make those phone calls, we can go have those conversations with them. | 00:39:30
And we can push to have things like this. I'm, I'm just, I guess what I'm trying to say is I've sat here for over 8 years. | 00:39:36
And see things dragged out and dragged out and dragged out. | 00:39:43
And I've got 3 1/2 years more to go and I'm not going to say. | 00:39:47
Here and see that, so if there's something going on. | 00:39:50
Don't just hold it in your department to yourselves. By all means, reach out to me, to the board, whatever it takes. | 00:39:53
And we can start addressing these things. | 00:39:59
We're we're the ones coming up with that money. We're the ones paying the price. | 00:40:02
To have this done, we should have some say so. | 00:40:06
On a timely manner and getting these completed. | 00:40:09
You know, because you look at this, we're a year behind basically. | 00:40:12
That's what we are and when I go to these town hall meetings. | 00:40:17
Or Steve sits on Kmog and we talk about 512 and how we're making progress. | 00:40:21
And then we turn around and look at this and we're a year behind. | 00:40:26
Oh, that don't sit well with me. | 00:40:30
At all. So just please keep us in. | 00:40:32
Yes, Sir. | 00:40:35 | |
You're correct. | 00:40:36
Yeah. Thank. Thank you guys for all that you do. So with that, I'll call for a motion. | 00:40:37
Sure, I move to approve. | 00:40:44
Modification 002. | 00:40:47
To forward service Rd. project agreement number. | 00:40:50
22-40 dash. | 00:40:53 | |
11031200 Dash 184, as presented. | 00:40:55
Mr. Chair, I'll second that. OK, a motion and a second to approve. Those in favor say aye, aye. | 00:41:02
Aye, thank you. Item 4S information discussion action authorized the advertisement of invitation for bids number. | 00:41:07
02242025. | 00:41:15 | |
Gibson Ranch Rd. Roadway improvement project, Alex. | 00:41:18
Good morning again, Mr. Chair and Board of Supervisors. | 00:41:22
This is the Gibson Ranch roadway improvement project. | 00:41:25
Double engineering has provided us with. | 00:41:29
Plans and specs. | 00:41:32
We actually brought this back before you guys back in November. | 00:41:34
And then there was a mishap with the chip seal project in Gazila and so we pulled back. | 00:41:37
Reevaluated. | 00:41:41
This project in light of that project and. | 00:41:43
Pleased to bring it back before you and ready to go out forbid for this project. | 00:41:46
Thank you, Supervisor Humphrey. | 00:41:50
No questions, Supervisor Klein. | 00:41:54
Alex, I'm good. I understand the delay on this. | 00:41:56
And everything. | 00:42:00
This is a. This is an important project. | 00:42:02
I'm gonna just say that straight up and. | 00:42:04
And so if there's any changes, please tell me. | 00:42:07
We'll let you know. | 00:42:10
Alex, is this about a full mile project? | 00:42:12
2 1/2 miles and a half, OK. | 00:42:15
Yeah, I've been on that road. It's actually nicer to drive off the road. | 00:42:18
Very needed. Thank you. With that I will call promotion. | 00:42:22
Mr. | 00:42:28 | |
I'll make the motion to authorize advertisement of invitation for bids number. | 00:42:30
02242025. | 00:42:34 | |
I'll second it. I have a motion and a second to approve. Those in favor say aye. | 00:42:38
Aye, aye, aye. Thank you, Alex. Thank you. | 00:42:42
All right, 4G is information discussion action to adopt A revised Public Works Department policy number. | 00:42:45
PWS 01/1 tool replacement. | 00:42:52
Good morning, Mr. White. | 00:42:56
Good morning, Chairman. Supervisors, The next 4 items on here are kind of closely related. | 00:42:58
They're related to the inspection that we recently had with the Arizona Department of Occupational. | 00:43:05
Safety and health. | 00:43:11
What we found out after that is we just have a couple of our. | 00:43:13
Policies that just needed some cleaning up, most of them just needed some minor revisions, so. | 00:43:17
On this first one for the coal policy, one of the things that we needed to add to make sure we're more in line with how the | 00:43:22
regulations are written. | 00:43:26
For our tool replacement policy, we just needed to add in there that when we're doing the. | 00:43:30
Inventory on an annual basis that we need to actually do an inspection of the tools. | 00:43:37
With that. | 00:43:42 | |
Inventory, just to make sure everything's in working order. So we added that into the policy and that's really the only change on | 00:43:43
this first one. | 00:43:47
I can go through the other ones real quick or we can do one at a time. | 00:43:52
Oh yeah, one, I guess. I guess my question would be when our techs are higher today. | 00:43:58
Do they furnish their own tools? | 00:44:04
They purchased some of their own tools, anything that's under 3/4 of an inch bracket size or less. | 00:44:07
They furnished their own. The rest of the tools are supplying by. | 00:44:14
By the county OK, so this tool replacement is it for the? | 00:44:17
The shop or the text? | 00:44:22
It's it's for both. So if we see anything that's not working or not good working order. | 00:44:25
It's the text. | 00:44:30
Then that will get replaced and they get reimbursed for that if it's their own tool. | 00:44:32
If it's the county's tool, then we would just replace that. | 00:44:37
As well. | 00:44:40 | |
OK. I just could that also be used to supply some of the text with tools that when they're hired with their tools? | 00:44:42
Don't have the proper tool. | 00:44:47
Generally, there's a certain list of tools that. | 00:44:50
And this is standard throughout the industry. There's a standard list of tools that. | 00:44:56
Mechanics are required to supply themselves as. | 00:45:00
Part of coming on is. | 00:45:05
An employee and that's pretty consistent throughout the industry. | 00:45:07
I just think, I mean I've had rentals for 20 years. I don't wear out so. | 00:45:12
I mean, I guess I was just wondering how all this places where it goes and. | 00:45:17
What tools were replaced? | 00:45:21
Yeah, I think, I think as some of the. | 00:45:23
With Adosh, I think they've seen some of the tools that look like they had where some of the handles were worn down and they were | 00:45:25
getting pretty particular. So we just want to make sure that. | 00:45:30
In that annual inventory time that we're really taking a look at and doing a closer inspection of the tools at the same time. | 00:45:35
No further questions. Thank you. | 00:45:42
Supervisor client. | 00:45:44
Joy, thank you. How much money do we give our mechanics every year to? | 00:45:45
Put them on their tool inventory. | 00:45:50
Then get up to $800 and reimburse. | 00:45:52
OK. | 00:45:55 | |
OK. And that still seems to be adequate with our mechanics? | 00:45:56
I haven't had any issues or had any complaints come up. Regard. | 00:46:00
OK. Thank you. | 00:46:03
That's every year. | 00:46:05
Up to if they replace something, show the receipt, then they get the right person. | 00:46:08
OK. Thank you, Troy. With that, I'll call for motion. | 00:46:12
Mr. Chair, I move to adopt A revised Public Works Department policy number PWS 01/1. | 00:46:17
And I'll second that motion a second to approve item 4G. | 00:46:24
Those in favor say aye aye aye. Item 4H is information discussion action to adopt public work department policy number. | 00:46:28
TWN 02/1 tool safety and inspection, which replaces policy. | 00:46:37
DPW 07-01. | 00:46:42 | |
Equipment safety policy trial. | 00:46:46
Thank you, Chairman. Supervisors, again, this is. | 00:46:48
Along that same vein. | 00:46:52
This one did have some pretty major revisions so that we would be closer aligned with the regulation that's concerning tool safety | 00:46:54
with within OSHA. | 00:46:59
The three major components of these changes include. | 00:47:05
Again, hand tools was part of the equipment that we're inspecting. | 00:47:08
Also we're we're testing the employees knowledge on some of the equipment just to make sure that they have the knowledge to work | 00:47:12
pieces of equipment. I guess that came up here in the inspection. | 00:47:17
And then specific examples are listed in here of wind tools are to be replaced so during that annual inspection period. | 00:47:23
What are you looking for? What would qualify for a replacement of a tool? So those are kind of identified in here. | 00:47:32
To give the managers examples of what they're looking for. | 00:47:38
Thank you, Supervisor Humphrey. | 00:47:42
You have no further questions. | 00:47:47
Supervisor client. | 00:47:48
Troy, I know we've talked about this through the years I've been here, but. | 00:47:50
Or do we have any of our mechanics going through recertification processes or? | 00:47:54
Working on new certifications for. | 00:47:59
Whatever it may be. | 00:48:02
We do have. | 00:48:05 | |
Training that we try to get each of our employees each year. | 00:48:07
I know a lot of the equipment, the manufacturers, if we have a new piece of equipment, we haven't taken them before the. | 00:48:12
Manufacturers were offered trading on that, so we get the employees trained on that. | 00:48:19
A lot of times, you know, with your regular, what we call vanilla fleet, your cars and your trucks and stuff like that. | 00:48:24
There are research that they go through with that if they're updating software or updating any of the testing equipment that goes | 00:48:33
on those. So we we have a pretty good training program within our fleet. | 00:48:38
Department. | 00:48:44 | |
And our folks seem to be wanting to take it. | 00:48:46
Advantage of that and use it I mean when work. | 00:48:49
Work up in it I mean. | 00:48:51
Is there interest in it? | 00:48:53
Yeah, I think for the most part, most of most of the mechanics are very interested. They take this very passionately. They love | 00:48:56
what they do and. | 00:49:00
Any training that you can get online? | 00:49:04
From my experience, they're all for it. | 00:49:06
This is one thing that has been real important to me because we can take these young folks, whether they're just out of high | 00:49:11
school or they're looking for something else. | 00:49:15
We train them up when we put the time and effort into them and then with the hopes of someday they're going to be the shop | 00:49:19
foreman's. | 00:49:22 | |
They're going to be the ones that they're in charge. | 00:49:26
And this has been something that I've. | 00:49:28
Really had a big interest to keep going and. | 00:49:31
And hoping that we're taking advantage of all this. We as a county, I mean, this board has made a commitment to support. | 00:49:34
Training over the years, so I'm hoping our folks are doing that. | 00:49:41
Absolutely. Thank you, Troy. You're welcome. | 00:49:44
Thank you, Troy. With our call promotion, Mr. Chair, I'll make the motion to adopt Public Works Department policy number PWS Dash | 00:49:47
02/1. | 00:49:51 | |
Dash tool safety and inspection as presented. | 00:49:56
I'll second that motion and a second to approve. Those in favor say aye aye. | 00:50:00
Aye Item 4I Information, discussion action without public works, Department of policy number. | 00:50:05
PWF 02/2. | 00:50:12 | |
Hazard Communication and Chemical Safety, which replaces policy number DPW and Dash 02. | 00:50:14
Thank you, Chairman Board. This one had some very minor revisions to it, just again to align with. | 00:50:23
The OSHA regulations in here. | 00:50:30
Umm, it deals with. | 00:50:34
Material Safety data sheets. | 00:50:36
And who's responsible for maintaining those? We have to identify somebody that's responsible in each division. So we made that the | 00:50:38
responsibility of the division managers. | 00:50:43
Really that's the only changes here is just you identify that area of responsibility for these. | 00:50:48
Thank you, Supervisor. Humphrey, I have no question, Supervisor. | 00:50:55
Troy, will those be reviewed? | 00:50:59
Quite often. | 00:51:02 | |
The material safety desk to make sure we're up to stuff on that. Yeah, every time. And that's why we wanted to have an assigned | 00:51:04
person that's responsible for this. But every time you bring any new chemical, it should be. | 00:51:10
The safety data sheet should be updated at the same time. | 00:51:16
The material safety gas sheets is real important. Something was to go wrong. You know they're gonna go digging at us to see what | 00:51:19
we missed. | 00:51:22 | |
And if somebody's you, you, you're absolutely right having somebody in charge of that. | 00:51:26
Is really really important so. | 00:51:32
Thank you. | 00:51:34 | |
Victoria, with that, I'll call for motion. | 00:51:36
Mr. Chair moved to adopt Public Works Department policy number. | 00:51:38
PWS Dash 02/2 as presented. | 00:51:43
I'll second that. We'll show the second to approve. Those in favor say aye aye. | 00:51:47
Aye, last one, Troy. Item 4. J Information, discussion action. | 00:51:52
To adopt Public Works Department policy number PWS 02/3. | 00:51:57
Hazardous energy control. | 00:52:02
Slash lockout tag out. | 00:52:05
Which replaces policy number DPW 10. | 00:52:07
Dash 01. | 00:52:11 | |
Thank you, Chairman Board, again, this is some. | 00:52:13
This was a minor revision as well. | 00:52:16
Our previous policy didn't really include the. | 00:52:19
Energy control for heavy equipment and that is required is that you have to have energy equipment covered in your. | 00:52:24
Energy control process or procedures? | 00:52:31
We've modified this lockout tag out to include. | 00:52:36
The process and procedures for locking out and tagging out heavy equipment. | 00:52:40
And that's what was added to this. | 00:52:45
Thank you, Supervisor Humphrey. No questions, Supervisor Klein. | 00:52:48
What's an example of that boy? | 00:52:52
Let's see, you're working on a. | 00:52:54
A lawnmower and you bring a lawnmower into the shop. | 00:52:57
Umm, you actually, once you start working on that, you're going to start. | 00:53:01
Getting into it, you actually have to lock that machine out. | 00:53:06
To ensure that if the mechanic that's working on it steps away for whatever reason. | 00:53:09
And he's got gas lines open or whatever. Somebody can't come in and inadvertently start the machine. | 00:53:15
It can't inadvertently be. | 00:53:21
You know, started or somebody else doesn't know where it's at in the process and they come in and think that it's drivable or | 00:53:24
whatever. So you actually have to. | 00:53:27
Make sure that piece of equipment is. | 00:53:31
Is cordoned off, locked out and bagged out. OK, thank you. | 00:53:33
Thank you. And without a promotion? | 00:53:38
Mr. Chair, I'll make the motion to adopt Public Works Department policy number PWS Dash 02/3. | 00:53:40
Presented. I'll second that motion and a second to approve. Those in favor say aye aye. | 00:53:47
Aye, thank Mr. White for all that and we're down to item 4K. | 00:53:53
It's information discussion action approved economic development agreement number 04072025. | 00:53:59
Between Hewlett County and the Rim Country Mountain Bike Association and the amount of $8025. | 00:54:06
To purchase the three remaining trail gates for the Highline Trail, which the board is determined to be for the benefit of the | 00:54:11
public. This is my item, but I know that we all support trails and everything. | 00:54:17
And we're getting kind of down to the end of the month. | 00:54:22
So I decided I'll just go take care of this. It's probably the easiest way to go. I think. We have with us Trevor Crichton and | 00:54:25
Angie Abel. | 00:54:29 | |
And. | 00:54:34 | |
The trails in northern Gila County, which is where this is is this particular trail is very. | 00:54:35
Famous trail The Highline Trail. | 00:54:43
A lot of volunteers working on it. | 00:54:45
There's three barbed wire fences that these gates will. | 00:54:47
Provide uh. | 00:54:52 | |
An easier access through the wildwater fences rather than the regular barbed wire. | 00:54:53
Cattle fences. | 00:54:59
You encounter when you're out. | 00:55:02
Out there and so. | 00:55:04
Probably added the safety of getting the gates closed and ease of opening and shutting them. | 00:55:06
And they're kind of expensive, but they're pretty nice to get. | 00:55:12
All metal has logo on it. | 00:55:15
Highline Trail. | 00:55:18
And all of that stuff. So we have with us. | 00:55:19
So the money is going to channel through this bike association. | 00:55:22
But it's going to benefit. | 00:55:26
Everyone. | 00:55:27 | |
So, Trevor? | 00:55:28 | |
Angie, do you have anything you'd like to add? | 00:55:30
No, I mean, uh. | 00:55:34
We're super excited and. | 00:55:35
The highlight trail at this point is completely accessible to all users, hikers, questions, and not hackers. | 00:55:37
All major reroutes are completed. | 00:55:46
Hey, kudos to Talk National Forest and the National Forest Foundation. | 00:55:49
Just kind of leaving the charge on that effort. | 00:55:53
It's it's an amazing 50. | 00:55:56
So on piles and threads of trails. | 00:55:59
OK. Thank you very much for that, Supervisor Humphrey. | 00:56:04
Yeah, I wish I could see a picture of one of these gates, because the old zigzag gates. | 00:56:08
Can't be left open. I mean, they're always open. You just got a zigzag room. | 00:56:13
And so something that. | 00:56:18
Someone can leave open. | 00:56:19
I don't know, it concerns me. So I was looking through my deal to see a picture of this new and approved gate. | 00:56:23
But it would concern me if someone could just leave it open. | 00:56:31
Umm, because that's one of the major problems. | 00:56:34
On some of cattle ranches as people leaving gates open and animals. | 00:56:38
Being able to change pastures. | 00:56:42
But that's my only question. | 00:56:45
There may have been a deep lease up on these. Gates are already on. These are to remain. | 00:56:49
The regular type marked wiring steps. | 00:56:55
For lack of a better term, Yankee. | 00:57:00
Right, They're not easy to open and close and so. | 00:57:05
The acid that we're putting on. | 00:57:09
Explain. There's just one simple. | 00:57:12
Definitely something that I think you. | 00:57:15
Were more akin to to close behind them. | 00:57:18
Other than something that you have to make sure that it's back the way it was when you got there. | 00:57:21
OK. I guess then because you're just replacing. | 00:57:28
Made Bob Wire. | 00:57:32
Gates OK. I was thinking, you know, like on most trail heads where they have the zigzag Bob wire. | 00:57:34
And then it goes off of both ways, so you can just zigzag through it and cattle won't. | 00:57:41
And so that's what that's what. | 00:57:46
I had pictured in my mind. | 00:57:49
Yes, these are just like drive through gates that you open. | 00:57:51
I can understand making them easier to open. | 00:57:55
But the ones that you just exact through. | 00:57:58
That's what I had pictured in my mind, so thank you. | 00:58:01
Do you have an image that? | 00:58:05
Of what the gate looks like. | 00:58:08
It seems like I've seen an image but it's not in our. | 00:58:10
Add an infection. | 00:58:16
Say that again, Angie. | 00:58:19
Didn't have a picture in the packet looking at you. | 00:58:21
OK, that's where I thought, Yeah. | 00:58:25
OK. | 00:58:28 | |
I can look through that real quick, Supervisor Klein. | 00:58:30
How, uh, how wide are these gates? | 00:58:33
So standard for non motorized rails, 48 inches to allow for mount bikers and the questions. | 00:58:39
So they're designed that. | 00:58:48
Oh yeah, yeah. Good deal. | 00:58:55
Yeah, that's what I was curious about. | 00:58:59
Pack animals so. | 00:59:03
No, thanks for the help on that. And Supervisor Christensen, I'd help you out, but it's at the end of the year for me. Yeah, it's | 00:59:05
the end of the year and I understand that. No problem. | 00:59:10
With that at all? | 00:59:15
Will tackle something later on. | 00:59:17
So thanks for all of that. And if there if there's any more questions, I think. | 00:59:19
Notice they might be trying to find a. | 00:59:24
Photograph of 1. | 00:59:25
I know, I've seen. | 00:59:27
Anyway, with that I'll call promotion. | 00:59:28
Mr. Montgomery. Economic Development Agreement number 04072025, as presented. | 00:59:32
And which the Board is determined to be for the benefit of the public. | 00:59:40
Mr. Chair, I'll second that motion in the second to approve. Those in favor say aye. | 00:59:44
Aye, aye. | 00:59:48 | |
Thanks guys for coming. | 00:59:50
And now we'll move on to Item 5, which is the consent agenda action items. | 00:59:51
Items 5A through M by the Humphrey. Is there any or? | 00:59:57
All that you would like to remove off of there for separate discussion. No, I have nothing to pull off today. Thank you. OK, how | 01:00:02
about you supervisor Clown? No, I think. | 01:00:08
I said my piece on what I need to discuss. I'm good. OK, then I will call for a motion to approve. | 01:00:14
Consent agenda items 5A through M. | 01:00:20
So move, Mr. Chair. | 01:00:24
I'll second that a motion and a second to approve the consent agenda. Those in favor say aye, aye, aye aye, thank you call to the | 01:00:26
public. | 01:00:30 | |
Is item number six. Is there anyone in? | 01:00:35
Globe here that wishes to speak. | 01:00:38
We can't have any action. There's nothing we're going to. | 01:00:41
You other than if you want to speak, no. | 01:00:44
Cassandra were good and I don't believe anyone's in Payson either. | 01:00:47
So we'll move on now to our next item. | 01:00:51
Which is our report. We'll start with the county manager. | 01:00:54
Nothing further today, Mr. Chairman. | 01:00:59
Thank you and Supervisor Humphrey. | 01:01:01
Uh attended a project team meeting uh with with. | 01:01:05
Troy and staff. | 01:01:09
From Public Works on April 30th. | 01:01:11
Attended the Lincoln Day dinner. | 01:01:14
On May 3rd. | 01:01:16 | |
Held the guycina. | 01:01:18
Community Meeting. | 01:01:20
On May 3rd. | 01:01:22 | |
Will hold the Tunnel Basin Community meeting this evening at. | 01:01:24
I'll hold the Roosevelt community meeting. | 01:01:31
On the 12th. | 01:01:33 | |
Beyond KQSS on the 12th. | 01:01:35
And also will be attending the town meeting. | 01:01:38
A town of Miami and council. | 01:01:43
They're going to be awarding the, I think, Miami varsity. | 01:01:45
Team because they helped people out of a burning home. | 01:01:50
Put out a player. | 01:01:53
Was really greatly doing a lot of good things to help. | 01:01:55
That family before the fire department got there so. | 01:01:58
So that's that's a great thing to see young people with that much. | 01:02:01
Motivation. | 01:02:06 | |
And I will meet with Michael O'Driscoll and team on May 14th. | 01:02:08
And perhaps, maybe Mr. Menlo of his schedule allows. | 01:02:14
And so that's all for me. | 01:02:18
Thank you. Bye. | 01:02:20
Mr. Chair, thank you. Last week I attended the first of. | 01:02:22
I believe there's 4 total. | 01:02:27
Ad hoc committees from the state legislature. | 01:02:30
It was, it was a good meeting, had a lot of discussion, good discussion. It was 2 1/2 hour meeting. | 01:02:33
The next one will be in Payson. | 01:02:39
And for those of you don't know, but this is on. | 01:02:41
On fire mitigation. | 01:02:46
Insurance issues. | 01:02:50
Things of that nature. One of the main players on this board is with the insurance company. | 01:02:52
Well, so that all went real well. | 01:02:57
And I look forward to the other. | 01:03:01
Other meetings we're going to have as well, so. | 01:03:03
And other than that, coming up Friday, this Friday, I'll be in Mesa, me and Kathy both for a luncheon. That's. | 01:03:06
Presenting the. | 01:03:13
Representing Marshall with an award for his involvement in Veteran. | 01:03:15
Issues and whatnot. His support so. | 01:03:20
Good deal. Thank you for that. And I also was at the Lincoln dinner. | 01:03:24
Was good, a lot of people. | 01:03:29
I will be attending the Healer college graduation. | 01:03:31
From, I guess, the northern campus. | 01:03:35
Will be tomorrow night. | 01:03:38
I was invited, so I'll be there for that. | 01:03:39
And, umm. | 01:03:42 | |
I would say that Mister Marshall spoke with me. | 01:03:45
On Saturday night. | 01:03:50
And told me of. | 01:03:53
An insurance company, that is. | 01:03:56
Ensuring. | 01:03:59 | |
People where others are dropping because of the fire. | 01:04:01
Things and so that information is available through him. | 01:04:06
And that's the. | 01:04:10
No something. | 01:04:11
And so that's all I have so. | 01:04:13
You know, then we're going to go to item 8. | 01:04:16
Executive Yes, Sir. And you said you spoke with the. | 01:04:19
Representative Marshall on insurance and that's. | 01:04:23
Through him, no. | 01:04:27
To be clear, he encountered a problem with his insurance rates and he found a company. | 01:04:31
OK. But that information you can get from him? | 01:04:37
As far as what that company is? | 01:04:40
Oh, OK, I mean I have it. | 01:04:43
OK, then I don't get it from you. | 01:04:46
Or a business. | 01:04:49
Necessarily, but he does have some. | 01:04:51
Share You want us to e-mail it to you? There's a lot of people listening that are having difficult time getting insurance and all | 01:04:54
of a sudden there's a hidden insurance company somewhere over a state representative who gets. So anyway, that's all I was getting | 01:05:00
at so. | 01:05:05 | |
No, I've got insurance. I'm good, but some of my constituents don't have. Count your blessings, no. | 01:05:11
But if they contact me I have his number. | 01:05:19
Yeah, so. | 01:05:24 | |
That is on our topic right now. | 01:05:28
OK, let's go ahead and go to item number 8, executive session items we have. | 01:05:30
8A and B to discuss and so I'm going to call for a motion to go into executive session to address. | 01:05:35
Both of those items. | 01:05:43
So move, Mr. Chair. | 01:05:44
I'll second it. Motion and a second to dismiss into executive session. Those in favor say aye. | 01:05:46
I do I need to read these? | 01:05:57
It would be nice. | 01:06:02
OK, let me read it. | 01:06:04
You didn't get We have to vote again after that. | 01:06:06
He voted OK, so item A is information discussion action to enter into vector session. | 01:06:10
And. | 01:06:16 | |
For discussion or consultation for legal advice. | 01:06:17
The board's attorney. | 01:06:21
Regarding the modifications to ethics Rule 1.7. | 01:06:23
And ratification of the county managers and the Board's written consent of the County Attorney's Office representing the Board in | 01:06:27
the executive sessions regarding the employment contract between Hewitt County and Mr. W James Manlove. | 01:06:34
Item 8B we will also be discussing. | 01:06:41
Information, discussion and action to enter an executive session for discussion or consultation for legal advice. | 01:06:45
Boards, attorneys regarding the Telecommunications Act. | 01:06:52
And other regulations in reference to communication towers. | 01:06:55
And heal account. So that's what we're going to be discussing. | 01:07:01
And we are adjourned. | 01:07:04
OK, Thank you. So it's a, it's just a couple of minutes past 12. We're reconvening now from our executive session into the Board | 01:07:08
of Supervisors room. | 01:07:13
There's no action that is needed on item 8B, but on 8 AI will. | 01:07:18
Entertain a motion. | 01:07:24
Mr. Chair, I'd like to make a motion to authorize the Chairman. | 01:07:26
To sign affidavit. | 01:07:31
To authorize the county attorney's office to represent. | 01:07:33
Board of Supervisors and employment contract. | 01:07:37
With Mr. James Smith. | 01:07:41
Mr. Chair, I'll second that. | 01:07:43
We have a motion and a second. Those in favor say aye, aye aye. Thank you. | 01:07:45
Meeting is adjourned. | 01:07:50
Thank you, gentlemen. | 01:07:52 |

Testing, testing. | 00:00:07
OK. So we're ready to go. Good morning, everyone. | 00:00:12
Well, it's May 6, 2025, Tuesday, regular Board of Supervisors meeting. It's 10 AM. | 00:00:16

Project agreement number 22 RO 11031200. | 00:33:15
184. | 00:33:21 | |
