The highlights for today are just that. 00:02:04
We are very close to target for general fund revenues at the end of February. 00:02:08
At the end of February, general fund revenues were at 65% of the target. 00:02:14
I'm sorry, 65% of the budget? 00:02:19
Compared to a 67% target for the eight months year to date. 00:02:21
We are $3.28 million less than the prior year because of the state Department of Veterans Services $3,000,000 grant that we 00:02:27
received as one time funding in the prior year. 00:02:33
Without that, the only difference is $227,000. 00:02:40
Due to the timing of state shared excise tax. 00:02:45
General fund expenditures are at 69% of the budget. 00:02:49
Compared to an 8 month target of 67%. 00:02:53
And are about a million and a half more than the prior year. 00:02:56
That year over year difference is attributable to salaries and Ers and where we're keeping. 00:03:00
Department as in general fund as opposed to being split out. 00:03:06
And those are all as expected. 00:03:11

Information discussion action to about Resolution number 250501. 00:03:34
Authorizing an increase in the fees charged by the Gila County Justice Courts and Superior Court. 00:03:40
As outlined in Additional administrative fee schedule which will go into effect. 00:03:45
On July 1, 2025. Good morning, John. 00:03:49
Good morning, Mr. Chairman, members of the Board. 00:03:53
On February 25th I presented it a board work session. 00:03:57
Asking for review and input on the judicial fee schedule. 00:04:00
I certainly appreciated the candor, questions and direction provided as a result of that meeting. 00:04:05
And we incorporated the feedback and input of the board into an updated proposal. 00:04:11
We feel that the updated proposal is in the best interest of Hilo County. 00:04:16
Judicial fees will provide us a funding stream to fund unfunded mandates. 00:04:21
The board is authorized to approve local fees to defray services. 00:04:26
Service expenses associated with the implementation of these mandates. 00:04:30
And I use the term defray intentionally. 00:04:35
That is the term used in the statute that authorizes the fees. 00:04:38
And our fee proposal certainly a lot aligns. 00:04:42
With the requirements and statute. 00:04:45
The implementation of judicial fees requires a public hearing. 00:04:48
Notice of public hearing ran for three weeks and pacing roundup. 00:04:52
The notification also advised the public. 00:04:57
That they could receive a copy of the proposed fee schedule by contacting court administration. 00:04:59
We received no inquiries. 00:05:04
And now I believe the proposal is right for board decision. 00:05:07

People have talked before, had several work sessions that I'm sure you guys all remember. 00:06:52

And the attorney for one of the groups in this, we've worked closely with all of them trying to achieve what we have before you 00:09:20

Just a couple like house cleaning items and then a couple concerns that some of the owners have. 00:10:04

A lot of the owners are just curious, how is this going to come into effect? Are we going to be notified? Do we have to? Do we 00:10:15
have to get a hold of the county? 00:10:19
Is there paperwork already in place that we're going to receive? 00:10:23

One of the concerns was that the effective date on it is June 2nd. 00:10:29
We don't think that's enough time to get everything done. 00:10:33
That's less than a month away. 00:10:35
So we'd like to see that push back to like this, at least the 60 days where we get all our paperwork in and everything done. 00:10:37
One of the things I think would be important too is when the when somebody applies for the permit, there is the document that you 00:10:45
want posted. 00:10:49

Doorway that has the rules and everything. 00:10:59
If the county could provide that with the owners when they get their permit and that that way we know we have the official 00:11:02

As well as there's a neighborhood document notification form that the county wants to have filled out. 00:11:14
To advise your neighbors that you're having a short term rental and that would also be nice at the county to provide that. 00:11:19
One of the concerns, another one of the concerns was and we're kind of unsure on this is the number of permits. 00:11:26
So like if you have. 00:11:32
2 short term rentals on one property. 00:11:33
Is that one permit? 00:11:36
Per parcel Or is that 2 separate permits? I know it's covered in here and I can't remember where it was. 00:11:38
It's covered in there now. It says that you have to have. 00:11:43
If it's under one roof, you have to have one for each unit. 00:11:46
But if you have two places on a parcel, do they require 2 permits or is it or is it one permit per parcel? 00:11:49
The I noticed in three-point 2.1 under the. 00:11:57
Allowing a sex offender to stay at your place. 00:12:02
It's still not worded. It is in two point 8.1 Intentionally or knowingly housing to or allowing a sex offender. 00:12:04
And three-point 2.1, it's not worded that way and I think that should be. 00:12:12

And one of the things that they had put in The thing is changed it to the International Building Code, which we agree with. 00:16:06
But it also had that it was if there was children 5 and under, they didn't apply. 00:16:13
And that was removed on this on this one. And we were just wondering why that was removed. 00:16:17

Short term rentals in Hilo County that haven't had or haven't been through all this process and they're going to want to know. 00:16:48

I think this is anytime you create something new, there's always, there's always going to be issues and things to work with. 00:16:56
But so far, I think as a as a board and as a. 00:17:03
Randy and the building codes and things, I think we've, we've, we've shown that we're willing to work with people and try. 00:17:07
Try to do what what's right for everybody and for the constituents and people that visit Gila County so. 00:17:14

And obviously there's going to be something still that will work and some things that will not work. 00:17:28

This is our annual Library Service Agreement renewals for fiscal year 2026. 00:21:19
The agenda item includes seven of our libraries. The next agenda item right behind this will be our renewal for the Hayden 00:21:24

This year's funding will remain the same as last year's. With the uncertainty in the federal government we are currently seeing, 00:21:31
the library districts wanted to make sure that we committed to the libraries and were able to fund at this value. So it's the same 00:21:35

Employee staff provide library programming, continue to add the collection and pay the utilities. 00:23:00
The town of Hayden, in turn, provides the building for free, no charge and breeze to maintain it. 00:23:06

For fiscal year 2026. Good morning, Josh, good morning. So this is a grant we've had for the last 10 years now we've had two five 00:24:22
year cycles. We applied to extend for another five year cycle. 00:24:28
With the grant we have 3 full time staff we use it mostly for. 00:24:34
Helping out with the pacing. Community gardens. We teach classes like my plate through pyramid. Building better bones, calcium 00:24:38
stuff in schools. 00:24:43
Some of the work we did, we tried to help out with Miami with the stairs project, so. 00:24:47
A lot of good things come out of this. Mostly it's percentage of the Tanner for the food stamp dollars, the old terms that goes 00:24:52
towards education to make sure. 00:24:56
People understand the better ways to eat and spend that those dollars so. 00:25:01
I said it's not actually an award yet. This was an interesting grant where we had to sign the acceptance letter when we submitted 00:25:05
the grants. We don't actually know that we're going to get the award yet. 00:25:10
That's why this is one of the more interesting ones for us, and why we had to. 00:25:16
Come back and kind of do an immediate ask for the supervisor Christians, because we didn't know that we had that there so. 00:25:19

The Healer County Public Works Department is seeking approval of an intergovernmental agreement with the Town of Payson. 00:27:08
To support its annual Household and Electronic Waste Day event. 00:27:14
Under the proposed agreement. 00:27:18
Gila County will provide 210 yard roll off bins and a contribution of $8000. 00:27:20
For one year, with the option to renew for up to three additional one year terms. 00:27:25
Gila County has supported this event since 2021. 00:27:31
With the exception of 2023 when the event was cancelled. 00:27:34
In 2022, the Town of Payson successfully collected and safely disposed of 51,454 lbs of hazardous waste. 00:27:38
For the 2025 event, recycling and landfill management has committed. 00:27:49
To providing the roll off bins. 00:27:53
And the $8000 contribution to offset vendor costs which last year? 00:27:55
Totaled $73,743.33. 00:28:01
These efforts play a crucial role in diverting dangerous waste from our local landfills, which were not permitted or able to 00:28:06

On this first one for the coal policy, one of the things that we needed to add to make sure we're more in line with how the 00:43:22

For our tool replacement policy, we just needed to add in there that when we're doing the. 00:43:30
Inventory on an annual basis that we need to actually do an inspection of the tools. 00:43:37

Inventory, just to make sure everything's in working order. So we added that into the policy and that's really the only change on 00:43:43
