Negatively impacted the neighborhood. 00:07:26

Construct 110 foot monopole wireless communication tower. 00:08:26
Provided for coverage for the surrounding area, the monopole will be painted in a rustic bronze color to blend in with the natural 00:08:31

Per the applicant, the proposed tower will be engineered designed. 00:08:39
Within a fall zone. 00:08:43
That will not encroach on any adjacent properties public right away. 00:08:45
Or unrelated structures. 00:08:49
The compound will be a 40 by 40 compound will be established to house the ground equipment. 00:08:51
Which will be screened by a six foot tall. 00:08:57

In the approved utility easement, the site will include all. 00:09:54

So how does that work in a circumstance like this? Because. 00:11:17

Are any of the delivery companies? They just use the roads. They are not. 00:11:54

So I won't go over everything again. So I'll just quickly run through these slides so that you've already heard what we're doing 00:15:30
here. I just want to point out I understand on my slide I have L and it's M. 00:15:37
They subdivided the parcel and I'd already done the slide. So it was an issue at the planning zoning. So I just wanted to point it 00:15:45
out here. I understand that's. 00:15:50
So we are proposing 110 foot monopole here with the six foot tall rustic metal fencing. 00:15:56
We had gone back and forth with the planning, zoning as well as the property owner to come up with a design. 00:16:04

I mean, we're not going to hide it, right? You're not kissing anybody like it's going to be out there. So you know, I in 110 foot 00:16:14
tree isn't going to look any better than 110 foot. 00:16:20

The majority of people have a cell phone and they want their cell phones to work and more importantly, they want their cell phones 00:16:51

So I even noticed on my drive up here today that there was quite a few areas that, you know, I thought. 00:17:08

walking in my cute shoes. Sorry. 00:17:20
Anyways, so we have worked with the jurisdiction to ensure that we follow all of the local requirements. 00:17:27
You know, just keep in mind telecom sites are regulated not only locally by the local jurisdiction, but we're also federally 00:17:34
regulated. So I know some of the concerns were for the wildlife. 00:17:41
You know, and environmentally, so we have to file, you know a NEPA, a Phase 1. So all of those things we have to do federally and 00:17:48
those things have to be passed federally as well. And that whole process takes about six months to get through all of those 00:17:55
environmental concerns. So if for instance, you know, this was. 00:18:02
Something came up that there was an endangered species here, or if there was anything. 00:18:09
You know that if a tribe has something that could potentially was buried here. 00:18:17
All of those things would be taken into consideration. There would be monitoring, there would be. 00:18:21
Things that would have to be done. So these are taken very seriously and but if somebody went and build their house there none of 00:18:27
those things. 00:18:32
Would be taken into consideration. So just kind of food for thought. 00:18:37
So we are. 00:18:43
Structurally engineering the plans. 00:18:45
It's a structural engineer that does. It's a licensed engineer. We do it here. It's all local and federal guidelines required by 00:18:48
the Gila County, by FAA and FCC, respectively. 00:18:53
If you remember Hurricane Katrina and if you watched any of the footage. 00:18:59
From Hurricane Katrina, obviously mass destruction and devastation to homes and buildings. 00:19:05
I will tell you that the one thing that was left standing were these towers. So once power was restored, we could. 00:19:12
Get up and operating to help. 00:19:20
The fire and police and rescuers get out there because our towers are still standing after Hurricane Katrina. 00:19:23
So if this tower were to fall. 00:19:31
To be quite blunt, you have bigger issues. 00:19:35
I know people have a lot of concerns about tower spawning. 00:19:39
But these are built to withstand a lot more than any of the buildings around it. 00:19:43
So we are asking for consideration of the guideline regarding the fall zone separation distance from the north and West property 00:19:50
line. 00:19:54
But we have engineered the tower so that it would fall within our compound, so it wouldn't even fall on the property owner. 00:19:59

In conclusion, we have looked at several other locations in this area. 00:20:14
We looked. We actually started up in Beaver Valley Estates. 00:20:20
We came to find out that that development unfortunately has a lot of entitlement, entitlement issues and so. 00:20:25
They through this process, they unfortunately found out that when it was originally planted in 1958, it was done incorrectly. So a 00:20:35
lot of what the association thought that they owned as far as roads and access is incorrect and they do not. 00:20:43
So they in order to fix all of that, they're gonna have to go back. 00:20:53
Through the county replat. 00:20:59
Rezone. 00:21:02
And probably. 00:21:04
They're going to need a lot of repairs to have happened and they just felt like at that time. 00:21:06
It was going to be extremely expensive and costly and they just didn't want to do it at that point. 00:21:11
And as far as the US Forest Service? 00:21:18
So what? the US Forest Service? 00:21:21
Ask us always. If it is not a designated telecommunications site, they ask us to exhaust all private parcels. 00:21:24
Prior to coming to them and submitting. 00:21:32
A. An application. 00:21:35
So if there are any private parcels that we can potentially go on. 00:21:39
In the area. Then we have to exhaust all of those prior to us submitting an application with. 00:21:43
The Forest Service and then we go through the application service with them and it's not. 00:21:50
That they're necessarily going to say yes or no or you know, it's it's just their process is very lengthy they. 00:21:55
They have had a lot of cutbacks, So what used to be potentially a three to five. 00:22:03
Year process, they've now told us, looking at five to seven years. 00:22:09
So. 00:22:14
At that point for us that that makes that not a feasible option. 00:22:15
To build something in five to seven years, especially in this area. 00:22:22
The need is great in this area. It's an area that has by. 00:22:26
Fires, flash floods, you know, there's unfortunate events that happen all the time. 00:22:31
So with that, I'll answer any questions. I'm not going to go through the rest of this. Like I said, you guys have heard it before. 00:22:38
Umm, and I will say that. 00:22:46
Verizon does take its compliance obligations very seriously. 00:22:49
They have implemented A comprehensive RF safety compliance program as part of their continued efforts to comply with FCC 00:22:53
standards. So I know that there are concerns about RF emission. I'll let Steve get into that a little bit more with his 00:23:00
presentation, but. 00:23:06
If Verizon doesn't follow the rules. 00:23:15
It's not like they're getting it slapped on the rest. They're getting fined millions of dollars for this. So it's not only in 00:23:17
their best interest, but their business. And nobody wants to get fined millions of dollars so. 00:23:24
Umm, And then I'm just going to conclude with one thing here, and that's just so that. 00:23:32
You know, I understand that. 00:23:38
Maybe you guys don't see, you know, you'll see buildings or you'll have other considerations, but you probably don't see wireless 00:23:41
communication powers all the time, so. 00:23:46
Federally, we are governed by the Telecommunications Act of 1996. So, and I know that you guys have probably discussed this with 00:23:52
your attorney, but I just want to point out because obviously people who are concerned about this may not realize that you guys 00:23:57
also. 00:24:03
Have to follow federal law and not only your codes, but federal law as well. 00:24:09
So I just wanted to throw that out there so that everybody does understand. 00:24:15

There's not. There's a tech that visits the site every 60 days just to make sure that there's no trash everything's. 00:25:22
Running fine, but once it's built, it's there's no, there's not going to be like heavy machinery or anything like coming and 00:25:30

Umm, you know, in the in the past we've done bonds like if. 00:25:38
If we could do bonds, that is the road. 00:25:43
You know it sustains any damage or you know. 00:25:46
We always state that. 00:25:49
Whenever we build something, if something is damaged, we'll repair it to the way that it was when we found it. 00:25:51

If you want to make that a stipulation of approval, that is something you know occurs and the road is damaged, that we would 00:26:00

But the general public might not know that. So that's that's why I like to bring it up so 100% and that's where. 00:26:28
There are some reasons to deny the cell phone tower. 00:26:35

I and I've been down the road before and I'm not going to go down again other than real briefly just to say. 00:26:46
That our hands aren't totally tied, but we are pretty much. 00:26:52
Back in the corner on cell phone towers to the point where. 00:26:59
I don't even want to see a cell phone car in front of me. 00:27:02
And I can relate to these people as well. You know, I would not want a cell phone tower in my back. 00:27:05
Yard, I would not want that. 00:27:10
But I do like the coverage. 00:27:13
You know, so that's, that's a hard balance and I, I know this area very well and I know that there's issues there. I know there's 00:27:16
a lot of weekend. 00:27:20
Visitors underneath that rim right there and. 00:27:24

But there's people that end up within their backyard that is going to be given up a lot. 00:27:30

Coverage about and talk about our safety or emissions, things of that nature. 00:27:56

So my name is Steve Kennedy. I'm the radio frequency engineer. I've got 35 years of design experience within the wireless 00:28:16
industry. I've designed thousands of sites across the United States and in other parts of the world. 00:28:21
There should be an RF year. 00:28:27
OK so I geek out on this stuff so I will try to go quickly and not make eyes glaze over. 00:28:30
So 2 reasons why wireless carriers build site coverage. Capacity coverage is the ability for the transceiver and the phone to talk 00:28:38
to the transceiver at the site. 00:28:42
That's why this site's being built. There is no coverage out there for Verizon, ATT or T-Mobile. 00:28:46

OK, that's the two reasons decide to go. Can you just put for me please? 00:29:04
So the objective is just to cover Beaver States northeast of Payson. There's no coverage. It's pretty standard. 00:29:09
There was a lot of lives lost from a flood that came up that the people didn't receive the text. There's there's issues with no 00:29:16
coverage out there. We go next slide. 00:29:19
Once again, lack of service. Next slide. 00:29:24
These are the existing Verizon sites within the area. Notice that the closest side is about 3 1/2 miles away, down and down in 00:29:28
Payson, and none of the sites that surround it provide any level of service. And this is not only Verizon. AT&T and T-Mobile have 00:29:33
the same issue. Next Slide. 00:29:38

Each site provides its own coverage, but all of the sites have to be connected back to the main control switching center, and 00:34:38

One is fiber, so those are fiber in the ground. 00:34:46
The other way is point point microwave. 00:34:49
Going from a 20 or 30 mile path to another site connects in and that one has connection back to the Control Center. 00:34:51
So all these sites talk to each other and talk to the Control Center so as mobiles move through the network. 00:34:58

I would say there's there's two things that come into play with satellite. I worked in satellite first, put up the first voice 00:35:53
over IP satellite network in in the United States. 00:35:57
And the one thing is satellites, they're limited by spectrum as well as we are, and they're limited by distance. 00:36:02
So you have two things that come into satellite, you know, whenever we, you know, 35 years ago when all you could do was talk on 00:36:08
the cell phone. 00:36:12
We used very little bandwidth per conversation, especially in the Southeast. We talked slowly. 00:36:16
We used a whole lot less bandwidth. Now you've got streaming video, you've got all these big high demands. 00:36:21
That requires spectral capacity and, in order to reach the population, provide the level of service that we have now. 00:36:26
The satellite networks are not capable and it's a physics thing because of the distance that the satellites are, whether they're 00:36:33
low earth orbit, medium earth, or geosynchronous. 00:36:38
And then the amount of spectrum they have per satellite, there's just not enough capacity to be able to provide the level of 00:36:43
services that we. 00:36:46
Come into so satellites. I don't see terrestrial wireless ever going away. 00:36:50

More and more prevalent just because there's more and more users. 00:36:58

For funding for our organization, I want to point out umm. 01:01:07
That we did complete every branding and name change last year. So we are still now here with Council for Senior Citizens, but we 01:01:12
branded to Central Arizona Aging. So you're going to see some of that as we move forward. But we're still the same organization 01:01:17
providing the same services. 01:01:23

So just some details on the funding. We've had this partnership now for many years, I think probably about 20 years or so. We 01:02:05
received $165,000 annually. We are the fiscal agents as. 01:02:11
The Area Agency on AG for these funds to be distributed to the Senior Centers for Nutrition. 01:02:18
Services. Umm. 01:02:24
And the period that I'm going to be reporting for is from last fiscal year ending June 30 to 24. The programs are home delivery 01:02:25
deals, congregate meals and also case management services for those individuals that are case managed in the community. 01:02:31
Next slide, this is a breakdown of distribution of funds and I believe I know that the county makes a decision on the 01:02:39
distribution, but it is my understanding based on population numbers. So you see there the breakdown by Senior Center Payson 01:02:45
receiving the larger. 01:02:51
Allocation of those funds and then the senior centers that follow that receiving those portions. 01:02:58
That are made to them. Our agency also receives about $11,000 for case management services that are provided here in Huea County. 01:03:05
And then we have a small amount for mom's meals, which is. 01:03:14
Service that we use for individuals that do not live. 01:03:17
Close to a Senior Center, so they live in those outlying areas. We use a. 01:03:21
A meal service which provides chilled meals directly to their home. 01:03:26
And so we have some funding going to that and of course an admin cost for a total of 165 distributed, less distributed last year. 01:03:31
In 2024, the program outcomes are that we served 1300 almost 1400 individuals in Gila County. 01:03:40
Serving over 100,170. 01:03:49

Meals provided in both concrete and home delivered meal service. 01:03:55
And in case managed 550 individuals. 01:03:59
Next slide, some of the victories reported to us from the Payson Senior Center. This is actually not just the Payson Senior 01:04:04
Center, it should be all senior centers. 01:04:09
I'll just go over a few of these. It has saved our lives. 01:04:15
Speaking about the the meal itself. 01:04:20
Some days we don't have anything to eat. 01:04:22
At least I get one meal a day. We know that many of our seniors are. 01:04:25
Eating half of the meal and saving the rest for dinner. 01:04:29
And some of that and we're hearing back. 01:04:32
Victories Our seniors are able our center is able to serve a number of seniors experiencing chronic health conditions and mobility 01:04:34
issues. 01:04:38
And those struggling with food insecurity, that's out of Hayden. 01:04:42
And food insecurity and malnutrition. 01:04:46
Out of Pine, we've seen an increase in participation as more people hear about our good, how good our meals are. 01:04:48
And our program has experienced significant growth in response to growing demand. 01:04:56
Another victory out of Globe. Our clients continuously express their appreciation. I want to put a quality of meals for the 01:05:02
consistency of the service and the well checks. 01:05:06
And then in Miami. 01:05:11
Daily meal delivery has allowed our center staff to build strong bonds with our homebound clients as many are frail. 01:05:14
Lonely and isolated. 01:05:21
And then you know with every service there are some challenges and you experience this year to year. 01:05:23
Not a lot of changes but for this past year the impact of staff increasing staff wages. 01:05:29
The cost of increasing cost of food and we're all feeling that, so our senior centers as well. 01:05:36
Fuel cost. Delivery vehicles needing repair. 01:05:43
UMM and the recruitment of consistent volunteers. 01:05:47
Also, the lack of increased funding on the federal and state level. 01:05:51
More so in the state from the federal law, it's been stagnant and and then we are going into this year unfortunately. 01:05:56
Possibly looking at some additional cuts. 01:06:03
Umm to OA funds. 01:06:05
The impact of the Gila County funding and your support means that it significantly improves the diet and quality and nutrient 01:06:07
intakes for the seniors in your communities. Reduce food insecurity and malnutrition among seniors. 01:06:15
Provides daily well checks. 01:06:23
For most most, the most vulnerable in our community, increasing their health and safety. 01:06:24
And also provides access to community resources when seniors go to our senior centers there is. 01:06:32
And so they're able to socialize and increase their ability to access other resources aside from just the congregate meal 01:06:39
transportation services as well. 01:06:45
And also the program aligns with federal and state policies which aim to rebalance long term care away from nursing homes. 01:06:51
And God. 01:06:59
Supports individuals staying in their home where we know they aged back. 01:07:00
And it's less expensive. 01:07:05
So with that, I just want to thank you for your continued support consistently with our organization and mostly with our senior 01:07:07

So for the current fiscal year, we're in 2025 now, funding has been consistent. We haven't seen any increases. 01:07:48
But as we approach 2026, we just updated the state, just updated the funding formula for the state. 01:07:55
And so that impacts our nutrition services. And so we are seeing a slight decrease on federal funding. 01:08:03
For leaning into 2026. 01:08:09
Umm, we still don't know the full impact, however, because if you've been following what's going on with the federal government 01:08:12
and the budget. 01:08:16
Process. We have not received clear information. It's been a very confusing few months in terms of. 01:08:21
You know, our funds being frozen and then there was some conversation about elimination of some services. 01:08:29
And so now, as of Friday. 01:08:35
We're hearing that there is possibly. 01:08:39
Consistent funding, but we also have to brace ourselves from some. 01:08:43
Possible. 01:08:47
Anywhere from the 10 to 15%. 01:08:48
Across all programs. 01:08:50
So I know that sounds very confusing, but that we're not getting clear information from the federal government. 01:08:52
And the state. 01:08:58
The state dollars are a match for the federal funds. 01:09:01
And as long as the federal funds are being received. 01:09:04
We feel confident that the state funding will be there. 01:09:07
Yeah. The reason for that question was it seems like it's been $165,000 for a long time. 01:09:12
And every day I sit up here, somebody's asking for another 1020%. 01:09:18
I think today we'll go over a deal that they're asking for 100%. 01:09:23

To our community, for the elders, for the, for the communication and being there and. 01:09:35

I really think from my standpoint, I would like to see us try and do what we can, especially when we have a Senior Center like 01:11:40

The reason that they're getting the cut is that we had. 01:13:27
To implement a new funding formula, the state, as I mentioned earlier, creates A funding formula for the state and we do the same 01:13:30
for our funds. And So what has occurred is that. 01:13:36
There have been some shifts in population in our region. Canal is growing, landing some Downsila County small growth. 01:13:42
And so there's been some shifts. 01:13:49
And so there is one Senior Center in this area that is getting an increase, while the smaller senior centers because we don't see 01:13:51
a lot of population growth. 01:13:55
Are getting unfortunately reductions in funding so, so that's the the issue there in Hayden. 01:13:59
We have been in talks with the mayor and with their staff. 01:14:07
About ensuring that the seniors continue to get meals. And so we're looking at a couple of options. That Senior Center is 01:14:11
critical, as you state within that area because it provides many resources. 01:14:17
And So what we're thinking about doing is as long as they're open to this option is that we would continue to serve the home 01:14:23
delivered meal clients through Mom's meals. 01:14:29
Because that is an option. 01:14:35
And then? 01:14:37
Provide congregate meals out of our kitchen and Casa Grande. We have a central kitchen and Casa Grande. We'll be bringing those up 01:14:38
weekly and providing 5 meal packs. 01:14:43
To all of the. 01:14:48
Congregate meal participants. 01:14:50
The last thing we want is for our seniors to go without food. 01:14:52
And so that is, you know, the least we can do. 01:14:55
But in terms of the Senior Center and programming and staff, they just don't have the funding to. 01:14:59
To be able to staff the center and, and so that's what we're still working towards. 01:15:05

socialize, they can get out of their house, have the different little events or functions going on there. 01:15:17

To A property tax exemption waives the exemption if the taxpayer fails to file a required affidavit. 01:20:55

This is the case with Mr. McLaren, who received his disability approval letter from Veterans Affairs on April 16th. 01:21:07

Mr. McLaren qualifies for the individual tax exemption and has been approved for the exemption by the assessor's office. 01:21:41

An approval of Mr. McLaren's petition will allow for his approved exemption to take effect now and this upcoming tax season. 01:21:56
A denial would push his exemption to 2026 in the next half season. 01:22:04
The Assessors office does not advocate for or against the boards approval, though we will state that Mister McLaren has proven 01:22:10

The the entire lobby storefronts 100% completed our fire suppression system which we had to add to this entire. 01:57:52
1st and 2nd floor that is been installed and they are testing that system now. 01:58:00

July 18th we have scheduled with a contractor to move the court system out of the Longhorn Building, which is owned by the Payson 01:58:15

This project involved the City of Globe. They've received $750,000 earmarked money. 01:59:53
And they're responsible for hiring an architect and doing the. 01:59:59
Doing the remodel on the inside of the building, our facilities team is working with them to actually manage the product. 02:00:04
So it's this joint project which is working very well. 02:00:12
We have completed our entire demo of. 02:00:16
1st and 2nd floor of this building. We are one one week ahead of schedule. 02:00:19
And some of the changes, it's an incredible change. We knock down all the non mode bearing walls. 02:00:23

So we do those. I mean, they're just one after the other. And I have to say, once again, these kids are phenomenal. I mean, they 02:04:56
give the best interviews they have. I mean, they're all on time. I don't think we had anybody that was not on time. 02:05:02
You know, because we kind of try to, you know, maybe weed them out that way. They just don't bother to show up. But they all show 02:05:09
