| People that you have beta sent you. | 00:01:27 | |
| And the society that we're. | 00:01:29 | |
| We know that we are in a troubled times, times of troubled economically, times of trouble with war. | 00:01:32 | |
| Times of political. | 00:01:39 | |
| And we just pray that you review of the Board of Supervisors and elected officials that we have. | 00:01:40 | |
| And those who are deputizing the work for us in terms of maintaining law and order and. | 00:01:45 | |
| Fire safety and all these different things, we just have to chew and bless them. | 00:01:51 | |
| Give them wisdom and how. | 00:01:56 | |
| They lead us and have a service. | 00:01:57 | |
| In the decisions that they make. | 00:01:59 | |
| It should also give us the city. | 00:02:02 | |

| OK. | 00:02:56 | |
| Item number 2 is our public hearing section. | 00:03:00 | |
| Item A is information discussion action. To approve the Heatonic Planning and Zoning Commission bylaws. We have Randy Plummer. | 00:03:05 | |
| Morning Supervisor, Chairman. | 00:03:12 | |
| So what this is is under Arkansas statue. It says that the planning zoning Commission is to. | 00:03:15 | |
| Have rules. | 00:03:23 | |
| And bylaws set up. | 00:03:25 | |
| And we've had them in the past. | 00:03:26 | |
| We had them in two separate. | 00:03:29 | |
| Sections we had. | 00:03:32 | |
| Planning, zoning Commission, Commission rules and orientations and bylaws. | 00:03:34 | |
| And we got with our County Attorney, Jessica. | 00:03:39 | |
| Who did a fantastic job and combined the 2. | 00:03:43 | |
| Into one document and she rewrote it. | 00:03:47 | |
| Put the showers where they should have been and where. | 00:03:53 | |
| Mays should have been and the Commission voted on this and approved it. | 00:03:56 | |
| And we're just bringing this before you for your consideration. | 00:04:02 | |
| That these are how that the meetings will be ran and who will run them where they ran out. | 00:04:06 | |
| All that kind of information. | 00:04:12 | |
| And we've had meetings with them, with County Attorney. | 00:04:15 | |
| And everyone. | 00:04:19 | |
| Went through all the items and we're here before you today to answer any questions you may have on this. | 00:04:21 | |
| Thank you, Randy. Supervisor Humphrey, do you have anything? | 00:04:27 | |
| I don't other than I I appreciate you. | 00:04:31 | |
| Doing the work and Jessica as well and getting this. | 00:04:34 | |
| To perform better. | 00:04:38 | |
| And I also thank the people that are on the. | 00:04:39 | |
| Commission. | 00:04:43 | |
| Fine, Randy. Thank you. I'm good. | 00:04:45 | |
| Yeah, Thank you, Randy. Always tweaking for the better. | 00:04:49 | |
| Yes. | 00:04:53 | |
| Open close this discussion and open it up. | 00:04:55 | |
| To the public hearing portion on item 2A, is there anyone in Globe that wishes to speak? | 00:04:59 | |
| About this item. | 00:05:04 | |
| Anyone to Payson about this item? | 00:05:06 | |
| And on the Internet, there's no comments. | 00:05:10 | |
| On the Internet. | 00:05:13 | |
| OK. I'll close the public hearing portion and call for a motion for Item 2A. | 00:05:16 | |
| As chair, I move to approve the Hebrew County Planning and Zoning Commission bylaw. | 00:05:21 | |
| I'll secure them. Mr. Chair, we have a motion and a second to approve. Those in favor say aye, aye. | 00:05:26 | |
| Aye, thank you, Randy. Item 2B. Information, discussion action to adopt resolution #25-06-01. | 00:05:30 | |
| Which approves Gila County community development case number. | 00:05:39 | |
| See you PP2503-001. | 00:05:42 | |
| A request by Pinnacle Consulting, Incorporated. | 00:05:46 | |
| On behalf of South State Towers Horizon Wireless, the applicant. | 00:05:50 | |
| And Michael Runzo, the owner. | 00:05:54 | |
| Of the property for a conditional use permit upon here County's assessors tax parcel number 302. | 00:05:57 | |
| 29003 M. | 00:06:03 | |
| Which is located at 265 W. | 00:06:06 | |
| Liberty Lane. | 00:06:09 | |
| Which is in Freedom Acres just north of Payson. | 00:06:11 | |
| Thank you, Randy. | 00:06:16 | |
| Morning again. So I want to make sure we understand. | 00:06:18 | |
| That this is a requires A unanimous vote. | 00:06:22 | |
| There's enough people against this. | 00:06:26 | |
| That are fixed in our bylaws and our rules and ordinances says it needs to be unanimous decision. | 00:06:29 | |
| As of today we have 10 emails. | 00:06:35 | |
| In support of the tower. | 00:06:39 | |
| And four emails opposed to the tower. | 00:06:42 | |
| And over 20% of the people within 300 feet of the tower are opposed. | 00:06:45 | |
| That's why it takes in the unanimous requirement. And how many property owners is that? | 00:06:52 | |
| There's 8. | 00:06:57 | |
| Property owners within the 20 feet are within the 300 feet, OK. | 00:06:58 | |
| And I will tell you their concerns are they would they would like to place it on the Forest Service land. | 00:07:02 | |
| There are private roads and they are concerned about the wear and tear. | 00:07:10 | |
| 911 calls can be made via satellite. | 00:07:15 | |
| There's health concerns of increased exposure to radio frequencies. | 00:07:19 | |
| Property values and. | 00:07:23 | |
| Negatively impacted the neighborhood. | 00:07:26 | |
| Safety concerns risk for damage to well houses. | 00:07:29 | |
| And water tanks due to the tower collapse. | 00:07:33 | |
| Negative impact of wildlife. | 00:07:36 | |
| If CU P is granted, would additional businesses be permitted? | 00:07:39 | |
| Aspects of world living would be affected. | 00:07:44 | |
| People on support. | 00:07:48 | |
| The tower is needed due to the limited no service in the area. | 00:07:50 | |
| Tyra would be vital vital safety link for emergencies. | 00:07:54 | |
| So again, we're here today for a tower in Freedom Makers. This is at the end of Freedom Makers, at the end of their Rd. | 00:08:01 | |
| I will tell you it is approximately. | 00:08:08 | |
| 40 to 50 feet away from Forest Service land. | 00:08:11 | |
| It is on private property. | 00:08:14 | |
| The skin is for a partial 30229003 M. | 00:08:17 | |
| They want to. | 00:08:24 | |
| Construct 110 foot monopole wireless communication tower. | 00:08:26 | |
| Provided for coverage for the surrounding area, the monopole will be painted in a rustic bronze color to blend in with the natural | 00:08:31 | |
| environment. | 00:08:35 | |
| Per the applicant, the proposed tower will be engineered designed. | 00:08:39 | |
| Within a fall zone. | 00:08:43 | |
| That will not encroach on any adjacent properties public right away. | 00:08:45 | |
| Or unrelated structures. | 00:08:49 | |
| The compound will be a 40 by 40 compound will be established to house the ground equipment. | 00:08:51 | |
| Which will be screened by a six foot tall. | 00:08:57 | |
| Rustic metal panel screen wall. | 00:09:00 | |
| An antenna configuration. The monopole will include panels. | 00:09:04 | |
| Antenna is located at the center line elevation of 105 feet. | 00:09:08 | |
| Grouped into 3 sectors to provide full spectrum coverage. | 00:09:13 | |
| The tower will be designed to accommodate up to two additional wireless carriers in the future. | 00:09:16 | |
| The tower is proposed to be located on APN 30229003 M. | 00:09:22 | |
| In the northwest corner of. | 00:09:28 | |
| The 2.49 acre property. | 00:09:31 | |
| The tower compound will be accessed through Liberty Lane onto the private lot. | 00:09:33 | |
| Power and telecommunications are the only utilities required by this facility. Power, post and telecom communication hubs are near | 00:09:39 | |
| the site area. | 00:09:45 | |
| All accessory cabling and conduit will be routed underground. | 00:09:50 | |
| In the approved utility easement, the site will include all. | 00:09:54 | |
| Required lease space access utility easements. | 00:09:58 | |
| As shown in the plans, see Exhibit A. | 00:10:01 | |
| A backup generator will be installed and ran for 15 minutes a week. | 00:10:05 | |
| We have umm. | 00:10:10 | |
| Done all of the postings and all of the. | 00:10:13 | |
| Public communications in the newspapers as required by statute. | 00:10:17 | |
| And if you have any questions, I'd be more than happy to answer them at this time. | 00:10:21 | |
| Thank you, Randy. Supervisor Humphrey. | 00:10:24 | |
| I have no questions. | 00:10:27 | |
| By the climb. | 00:10:28 | |
| Randy and I don't know if you can answer these or not, but. | 00:10:31 | |
| To start with. | 00:10:34 | |
| Is freedom makers? Is it under nature way? | 00:10:36 | |
| It has a land group. | 00:10:39 | |
| They do have CC and ours. I do not know if it's an official. | 00:10:42 | |
| HOA but they have been notified and there they've been notified within the 300 feet. | 00:10:47 | |
| And they are private roads and the road maintenance is paid for by the. | 00:10:53 | |
| Owners of the properties inside of Freedom Makers. So I read letter on the road and there seems to be a concern on that as well. | 00:11:01 | |
| You know, because everybody I would assume coming into that the road coming into that property, everybody owns to the center of | 00:11:08 | |
| the property. | 00:11:11 | |
| Earth to the center of the road. | 00:11:15 | |
| So how does that work in a circumstance like this? Because. | 00:11:17 | |
| Because it is going to be a commercial type set up as well. Did the is the tower. | 00:11:23 | |
| Group going to pitch in here. | 00:11:28 | |
| And help anything with the roads or are they just going to leave it like it is and rely on the? | 00:11:31 | |
| On the homeowners to continue to maintain what's what's the story there? I do not know and I believe the. | 00:11:37 | |
| Tower Company is represented today. OK, that's going here from I don't know if they have anything like that. | 00:11:44 | |
| But I believe it would be like anything else. If you bring, you know, Amazon comes in. | 00:11:50 | |
| Are any of the delivery companies? They just use the roads. They are not. | 00:11:54 | |
| Chipping in to help with the maintenance of those roads. | 00:11:59 | |
| But I I don't know if they have any special agreement with the. | 00:12:04 | |
| HOA. | 00:12:09 | |
| To chip in. | 00:12:11 | |
| OK, so you mentioned the fact that the towers within about 40 feet of. | 00:12:12 | |
| Boundary with force correct? Has the force been contacted or has it been pursued for a permit on the force side? | 00:12:17 | |
| Forest Service is always. | 00:12:24 | |
| Around, I mean, it's around everything. | 00:12:27 | |
| But they require that the. | 00:12:30 | |
| Telecommunications company and the tower company exhaust all other aspects. | 00:12:32 | |
| So they if there's any place they can go. | 00:12:38 | |
| Then I believe the Forest Service is required. | 00:12:42 | |
| Fires them to exhaust those requirements. | 00:12:45 | |
| Again, the representatives for the tower company, we can make sure that they have stated that they are. This is exhausting. | 00:12:48 | |
| They're they're trying all the places they can. | 00:12:52 | |
| OK. I think that's it for right now. Sure. | 00:12:59 | |
| Marion is a. | 00:13:05 | |
| OK, if we have the representatives from. | 00:13:07 | |
| The tower company and the design. | 00:13:11 | |
| People to speak now before we open it up to the public hearing. | 00:13:15 | |
| Yeah, I can check. | 00:13:22 | |
| OK, so with this point now. | 00:13:24 | |
| Before we go to them, I'd like to ask a question. Sure, absolutely. Umm. | 00:13:25 | |
| Randy, you said that Forest Service likes to. | 00:13:32 | |
| Have all other. | 00:13:35 | |
| Options exhausted. | 00:13:37 | |
| But that doesn't guarantee the poor service will give them a permit that. | 00:13:39 | |
| Before all is exhausted. Then they will. | 00:13:43 | |
| Maybe attempt to look at a permit? | 00:13:46 | |
| But there's no guarantee that the Forest Service. | 00:13:48 | |
| Will issue a permit. | 00:13:52 | |
| Even if all other options are exhausted. Is that correct? I believe that is correct. | 00:13:54 | |
| I mean they you could fill out an application for the Forest Service and one of the questions in that application is have you | 00:13:59 | |
| exhausted all other options? | 00:14:03 | |
| But there I don't believe there's any guarantee that they would get them. | 00:14:08 | |
| Thank you. Thank you. Very welcome, Mr. Chair, can I ask one moment, please? Yes, Sir. | 00:14:11 | |
| OK, So let's just put a scenario in here, Randy, that. | 00:14:17 | |
| Let's just say for example, the Forest Service did let them put it 40 feet on the forest. | 00:14:22 | |
| How does that work? | 00:14:28 | |
| Through the Cup. | 00:14:30 | |
| There is no longer a cup and no longer does Gila County. | 00:14:33 | |
| Planning and zoning have anything to say about it? | 00:14:37 | |
| It is on Forest Service federal land. | 00:14:40 | |
| We may permit it still for to help the Forest Service to ensure it's constructed correctly, but no citizens would that I'm. | 00:14:43 | |
| Through the planning zoning would have any comments to be able to give to that? | 00:14:51 | |
| OK. I just wanted to hear you say that so everybody knew that. | 00:14:57 | |
| Thank you. | 00:15:00 | |
| I've been there. I've seen the. | 00:15:02 | |
| Property. They moved it 100 feet. | 00:15:04 | |
| And beyond the Forest Service and still be there. | 00:15:06 | |
| Umm, we have Michelle with us this morning from Clinical Consulting. | 00:15:09 | |
| And why don't you come on up? | 00:15:14 | |
| And then after. | 00:15:16 | |
| You answer some questions, whatever we can. | 00:15:18 | |
| Have Steve is also with us with SO State Tower. | 00:15:20 | |
| So, Michelle, tell us what we're looking at. | 00:15:24 | |
| Good morning. How are you today? I'm great, Thanks. | 00:15:27 | |
| So I won't go over everything again. So I'll just quickly run through these slides so that you've already heard what we're doing | 00:15:30 | |
| here. I just want to point out I understand on my slide I have L and it's M. | 00:15:37 | |
| They subdivided the parcel and I'd already done the slide. So it was an issue at the planning zoning. So I just wanted to point it | 00:15:45 | |
| out here. I understand that's. | 00:15:50 | |
| So we are proposing 110 foot monopole here with the six foot tall rustic metal fencing. | 00:15:56 | |
| We had gone back and forth with the planning, zoning as well as the property owner to come up with a design. | 00:16:04 | |
| That not only. | 00:16:11 | |
| I mean, we're not going to hide it, right? You're not kissing anybody like it's going to be out there. So you know, I in 110 foot | 00:16:14 | |
| tree isn't going to look any better than 110 foot. | 00:16:20 | |
| Monopole so. | 00:16:26 | |
| You know I. | 00:16:29 | |
| I would say. | 00:16:31 | |
| Keep in mind that you know when telephone poles came up, people didn't want those either. But now when you drive down the street? | 00:16:32 | |
| You don't even, it's not like you're going. There's a telephone call, there's telephone pole, there's telephone pole. | 00:16:39 | |
| So I do understand nobody wants it. | 00:16:43 | |
| In their backyard, unfortunately. | 00:16:48 | |
| The majority of people have a cell phone and they want their cell phones to work and more importantly, they want their cell phones | 00:16:51 | |
| to work in a catastrophic. | 00:16:55 | |
| Event, so there's. | 00:16:59 | |
| Nothing worse than. | 00:17:02 | |
| You being in an emergency situation and you can't get help. | 00:17:04 | |
| So I even noticed on my drive up here today that there was quite a few areas that, you know, I thought. | 00:17:08 | |
| Wow, what would I? What would I do if I broke down here? I'm like I would really have to figure something out myself or I was | 00:17:15 | |
| walking in my cute shoes. Sorry. | 00:17:20 | |
| Anyways, so we have worked with the jurisdiction to ensure that we follow all of the local requirements. | 00:17:27 | |
| You know, just keep in mind telecom sites are regulated not only locally by the local jurisdiction, but we're also federally | 00:17:34 | |
| regulated. So I know some of the concerns were for the wildlife. | 00:17:41 | |
| You know, and environmentally, so we have to file, you know a NEPA, a Phase 1. So all of those things we have to do federally and | 00:17:48 | |
| those things have to be passed federally as well. And that whole process takes about six months to get through all of those | 00:17:55 | |
| environmental concerns. So if for instance, you know, this was. | 00:18:02 | |
| Something came up that there was an endangered species here, or if there was anything. | 00:18:09 | |
| You know that if a tribe has something that could potentially was buried here. | 00:18:17 | |
| All of those things would be taken into consideration. There would be monitoring, there would be. | 00:18:21 | |
| Things that would have to be done. So these are taken very seriously and but if somebody went and build their house there none of | 00:18:27 | |
| those things. | 00:18:32 | |
| Would be taken into consideration. So just kind of food for thought. | 00:18:37 | |
| So we are. | 00:18:43 | |
| Structurally engineering the plans. | 00:18:45 | |
| It's a structural engineer that does. It's a licensed engineer. We do it here. It's all local and federal guidelines required by | 00:18:48 | |
| the Gila County, by FAA and FCC, respectively. | 00:18:53 | |
| If you remember Hurricane Katrina and if you watched any of the footage. | 00:18:59 | |
| From Hurricane Katrina, obviously mass destruction and devastation to homes and buildings. | 00:19:05 | |
| I will tell you that the one thing that was left standing were these towers. So once power was restored, we could. | 00:19:12 | |
| Get up and operating to help. | 00:19:20 | |
| The fire and police and rescuers get out there because our towers are still standing after Hurricane Katrina. | 00:19:23 | |
| So if this tower were to fall. | 00:19:31 | |
| To be quite blunt, you have bigger issues. | 00:19:35 | |
| I know people have a lot of concerns about tower spawning. | 00:19:39 | |
| But these are built to withstand a lot more than any of the buildings around it. | 00:19:43 | |
| So we are asking for consideration of the guideline regarding the fall zone separation distance from the north and West property | 00:19:50 | |
| line. | 00:19:54 | |
| But we have engineered the tower so that it would fall within our compound, so it wouldn't even fall on the property owner. | 00:19:59 | |
| Umm, so. | 00:20:10 | |
| In conclusion, we have looked at several other locations in this area. | 00:20:14 | |
| We looked. We actually started up in Beaver Valley Estates. | 00:20:20 | |
| We came to find out that that development unfortunately has a lot of entitlement, entitlement issues and so. | 00:20:25 | |
| They through this process, they unfortunately found out that when it was originally planted in 1958, it was done incorrectly. So a | 00:20:35 | |
| lot of what the association thought that they owned as far as roads and access is incorrect and they do not. | 00:20:43 | |
| So they in order to fix all of that, they're gonna have to go back. | 00:20:53 | |
| Through the county replat. | 00:20:59 | |
| Rezone. | 00:21:02 | |
| And probably. | 00:21:04 | |
| They're going to need a lot of repairs to have happened and they just felt like at that time. | 00:21:06 | |
| It was going to be extremely expensive and costly and they just didn't want to do it at that point. | 00:21:11 | |
| And as far as the US Forest Service? | 00:21:18 | |
| So what? the US Forest Service? | 00:21:21 | |
| Ask us always. If it is not a designated telecommunications site, they ask us to exhaust all private parcels. | 00:21:24 | |
| Prior to coming to them and submitting. | 00:21:32 | |
| A. An application. | 00:21:35 | |
| So if there are any private parcels that we can potentially go on. | 00:21:39 | |
| In the area. Then we have to exhaust all of those prior to us submitting an application with. | 00:21:43 | |
| The Forest Service and then we go through the application service with them and it's not. | 00:21:50 | |
| That they're necessarily going to say yes or no or you know, it's it's just their process is very lengthy they. | 00:21:55 | |
| They have had a lot of cutbacks, So what used to be potentially a three to five. | 00:22:03 | |
| Year process, they've now told us, looking at five to seven years. | 00:22:09 | |
| So. | 00:22:14 | |
| At that point for us that that makes that not a feasible option. | 00:22:15 | |
| To build something in five to seven years, especially in this area. | 00:22:22 | |
| The need is great in this area. It's an area that has by. | 00:22:26 | |
| Fires, flash floods, you know, there's unfortunate events that happen all the time. | 00:22:31 | |
| So with that, I'll answer any questions. I'm not going to go through the rest of this. Like I said, you guys have heard it before. | 00:22:38 | |
| Umm, and I will say that. | 00:22:46 | |
| Verizon does take its compliance obligations very seriously. | 00:22:49 | |
| They have implemented A comprehensive RF safety compliance program as part of their continued efforts to comply with FCC | 00:22:53 | |
| standards. So I know that there are concerns about RF emission. I'll let Steve get into that a little bit more with his | 00:23:00 | |
| presentation, but. | 00:23:06 | |
| If Verizon doesn't follow the rules. | 00:23:15 | |
| It's not like they're getting it slapped on the rest. They're getting fined millions of dollars for this. So it's not only in | 00:23:17 | |
| their best interest, but their business. And nobody wants to get fined millions of dollars so. | 00:23:24 | |
| Umm, And then I'm just going to conclude with one thing here, and that's just so that. | 00:23:32 | |
| You know, I understand that. | 00:23:38 | |
| Maybe you guys don't see, you know, you'll see buildings or you'll have other considerations, but you probably don't see wireless | 00:23:41 | |
| communication powers all the time, so. | 00:23:46 | |
| Federally, we are governed by the Telecommunications Act of 1996. So, and I know that you guys have probably discussed this with | 00:23:52 | |
| your attorney, but I just want to point out because obviously people who are concerned about this may not realize that you guys | 00:23:57 | |
| also. | 00:24:03 | |
| Have to follow federal law and not only your codes, but federal law as well. | 00:24:09 | |
| So I just wanted to throw that out there so that everybody does understand. | 00:24:15 | |
| What you guys are up against as well? | 00:24:21 | |
| So with that, I'll let if you have any questions. Thank you, Michelle. | 00:24:23 | |
| Not at this time. Thank you. | 00:24:29 | |
| Hypothetically, Michelle, so you guys have to go through the NEPA process, whether it's on feds or private? | 00:24:31 | |
| Every single site. So I assume you've already done that then for this site we have started it, yes. | 00:24:37 | |
| OK. And how far out are you on it? | 00:24:44 | |
| So wouldn't that carry over to the federal side of it if you shorten that time frame? Because I know that's a big hang up on the | 00:24:47 | |
| forest. | 00:24:50 | |
| Yeah, that they won't. So you have to for every single site. So if I move this tower 50 feet, I have to run a new one? | 00:24:54 | |
| OK. And and you heard the other concern about the access into the site? | 00:25:03 | |
| Oh yes, I'm sorry, I meant to address that. | 00:25:08 | |
| So. | 00:25:11 | |
| We, I mean, once we get onto the. | 00:25:12 | |
| Property, you know, we'll drive onto the property, they'll build it and then they leave. | 00:25:16 | |
| There's not. There's a tech that visits the site every 60 days just to make sure that there's no trash everything's. | 00:25:22 | |
| Running fine, but once it's built, it's there's no, there's not going to be like heavy machinery or anything like coming and | 00:25:30 | |
| going. | 00:25:34 | |
| Umm, you know, in the in the past we've done bonds like if. | 00:25:38 | |
| If we could do bonds, that is the road. | 00:25:43 | |
| You know it sustains any damage or you know. | 00:25:46 | |
| We always state that. | 00:25:49 | |
| Whenever we build something, if something is damaged, we'll repair it to the way that it was when we found it. | 00:25:51 | |
| You know if. | 00:25:59 | |
| If you want to make that a stipulation of approval, that is something you know occurs and the road is damaged, that we would | 00:26:00 | |
| repair it. | 00:26:04 | |
| I would be willing to agree to that. | 00:26:08 | |
| Umm, absolutely. So you mentioned the. | 00:26:10 | |
| Federal part of it and how we have to. | 00:26:14 | |
| And all that we do, we absolutely do. | 00:26:17 | |
| And just so everybody knows that our hands aren't totally tied, but they're 99% tied when it comes. | 00:26:19 | |
| Cell phone tower. Do you know that as well as I do, correct? | 00:26:24 | |
| But the general public might not know that. So that's that's why I like to bring it up so 100% and that's where. | 00:26:28 | |
| There are some reasons to deny the cell phone tower. | 00:26:35 | |
| Very, very few reasons. | 00:26:43 | |
| I and I've been down the road before and I'm not going to go down again other than real briefly just to say. | 00:26:46 | |
| That our hands aren't totally tied, but we are pretty much. | 00:26:52 | |
| Back in the corner on cell phone towers to the point where. | 00:26:59 | |
| I don't even want to see a cell phone car in front of me. | 00:27:02 | |
| And I can relate to these people as well. You know, I would not want a cell phone tower in my back. | 00:27:05 | |
| Yard, I would not want that. | 00:27:10 | |
| But I do like the coverage. | 00:27:13 | |
| You know, so that's, that's a hard balance and I, I know this area very well and I know that there's issues there. I know there's | 00:27:16 | |
| a lot of weekend. | 00:27:20 | |
| Visitors underneath that rim right there and. | 00:27:24 | |
| Whatever, uh. | 00:27:27 | |
| But umm. | 00:27:28 | |
| But there's people that end up within their backyard that is going to be given up a lot. | 00:27:30 | |
| Into that cell phone. | 00:27:35 | |
| So thank you. | 00:27:37 | |
| Thank you, Michelle. | 00:27:40 | |
| Steve, is there anything you can add to the conversation and? | 00:27:42 | |
| I'd ask you to be brief. | 00:27:46 | |
| Before we turn it over to the public hearing party. | 00:27:48 | |
| I can go over the RF characteristics, radio frequency, what why the sites being built. | 00:27:51 | |
| Coverage about and talk about our safety or emissions, things of that nature. | 00:27:56 | |
| The board would wish me to talk. | 00:28:01 | |
| So. | 00:28:04 | |
| Can you wrap that up in about two to three minutes? | 00:28:06 | |
| OK. All right. Yeah. | 00:28:10 | |
| So my name is Steve Kennedy. I'm the radio frequency engineer. I've got 35 years of design experience within the wireless | 00:28:16 | |
| industry. I've designed thousands of sites across the United States and in other parts of the world. | 00:28:21 | |
| There should be an RF year. | 00:28:27 | |
| OK so I geek out on this stuff so I will try to go quickly and not make eyes glaze over. | 00:28:30 | |
| So 2 reasons why wireless carriers build site coverage. Capacity coverage is the ability for the transceiver and the phone to talk | 00:28:38 | |
| to the transceiver at the site. | 00:28:42 | |
| That's why this site's being built. There is no coverage out there for Verizon, ATT or T-Mobile. | 00:28:46 | |
| I'm not doing something right. | 00:28:51 | |
| Yeah. | 00:28:58 | |
| OK, that's the two reasons decide to go. Can you just put for me please? | 00:29:04 | |
| So the objective is just to cover Beaver States northeast of Payson. There's no coverage. It's pretty standard. | 00:29:09 | |
| There was a lot of lives lost from a flood that came up that the people didn't receive the text. There's there's issues with no | 00:29:16 | |
| coverage out there. We go next slide. | 00:29:19 | |
| Once again, lack of service. Next slide. | 00:29:24 | |
| These are the existing Verizon sites within the area. Notice that the closest side is about 3 1/2 miles away, down and down in | 00:29:28 | |
| Payson, and none of the sites that surround it provide any level of service. And this is not only Verizon. AT&T and T-Mobile have | 00:29:33 | |
| the same issue. Next Slide. | 00:29:38 | |
| There's a zoom of the site next slide. | 00:29:44 | |
| We'll just go through some crowd source data showing that there's no service mobiles reporting it. That's where the pointer is | 00:29:48 | |
| next slide. | 00:29:52 | |
| Take on through that, I'll go to the RF safety. Keep going. | 00:29:56 | |
| Next slide. | 00:30:00 | |
| All right, so this is the propagation modeling. So modeling is currently showing. | 00:30:02 | |
| A lot of outdoor. | 00:30:07 | |
| Some no service and some in vehicle service but lacking you go the next slide that shows what the new site is going to be able to | 00:30:09 | |
| provide for the area. So a lot more indoor services and vehicle. | 00:30:14 | |
| Outdoor services as well. Next two slides pass on. | 00:30:20 | |
| OK, 22 side RF safety, RF emissions, two types of emissions out there, there's ionizing and non ionizing. | 00:30:25 | |
| Non ionizing are things that do not affect the human DNA. | 00:30:31 | |
| Side effects. He ever been on your phone for a long time? It gets warm. Why? That's because the amplifier is generating heat and | 00:30:35 | |
| generating our signal. | 00:30:39 | |
| Ionizing. That's things that can mess with us. That's where photons pass through our body and can affect DNA. | 00:30:42 | |
| Ionizing gamma rays, X-rays. You have to go to the dentist. You've got to get X-rays. | 00:30:49 | |
| Put the lead overcoat on you to jam that thing in your mouth so they can get a good X-ray. They're trying to limit the amount of. | 00:30:53 | |
| Emissions that's going in you and that's something that can affect your DNA. So non ionizing is wireless phones. The only side | 00:30:59 | |
| effect is heat. | 00:31:03 | |
| Next slide. | 00:31:07 | |
| Two types of services, general public and occupational. Occupational coverage levels. | 00:31:09 | |
| Are 10 times less than what the specific absorption rate is. | 00:31:13 | |
| That's like you're going up on the rooftop and there's an antennas on rooftop. There's some special things because people are | 00:31:17 | |
| around the rooftop and they may not be trained air conditioning guys or whatever general public is. I'm walking down the street. I | 00:31:21 | |
| don't know why walk by a site. | 00:31:26 | |
| That level is much lower, that's 50 times lower, so its proximity based next slide. | 00:31:30 | |
| Power levels at the antenna if I have my ear up next to the antenna on the tower. | 00:31:38 | |
| Compared to what's on the ground outside the compound, it's 11000. The amount of power very, very small. Next slide. | 00:31:42 | |
| This is just crowdsourced data showing ATT has the same core service as T-Mobile. | 00:31:48 | |
| So I stand for questions. | 00:31:54 | |
| Thank you. | 00:31:58 | |
| You said, you said go fast. I went fast. Yeah. Thank you. | 00:32:01 | |
| Faster the phone signal. | 00:32:05 | |
| Yeah, anyway, I. | 00:32:09 | |
| I I have a hard time voting against. | 00:32:13 | |
| Cell towers. I live at Roosevelt Lake. | 00:32:16 | |
| Which is a recreational area. | 00:32:20 | |
| And service has been horrible. | 00:32:22 | |
| I was chairman of the board, and when you're chairman of the board. | 00:32:25 | |
| You can make decisions for the board in emergency situations. | 00:32:28 | |
| While I was chairman, we happened to get about 600,000 acres of my district burnt. | 00:32:33 | |
| And then we had floods afterwards. | 00:32:39 | |
| And I was asked many times to make decisions. | 00:32:41 | |
| That I didn't have service to make those decisions. | 00:32:46 | |
| Until the next day when I got in service. | 00:32:49 | |
| I've also seen accidents and things where. | 00:32:52 | |
| You're sitting there. | 00:32:56 | |
| With someone you love that's injured. | 00:32:57 | |
| With no phone service. | 00:33:00 | |
| I understand I. | 00:33:03 | |
| And after being through this, I would have one in my backyard. | 00:33:04 | |
| If it helps situations like this. | 00:33:08 | |
| And so and also too, you know, I mean in my district. | 00:33:11 | |
| This board. | 00:33:17 | |
| Voted against a cell tower. | 00:33:19 | |
| In my district what frustrated me very much. | 00:33:21 | |
| Because of the situations that. | 00:33:25 | |
| I was unable to receive calls. | 00:33:27 | |
| And so anyway. | 00:33:30 | |
| I'm for infrastructure and new development and. | 00:33:35 | |
| I know, maybe. | 00:33:38 | |
| They they're hard to get used to if you've never seen one and all of a sudden you do, but pretty soon you don't pay any attention. | 00:33:40 | |
| How many stop signs are in your neighborhood? | 00:33:45 | |
| Well, you probably don't know because they've been there so long. Maybe you don't even stop at them anymore. So. | 00:33:50 | |
| I have a hard time voting against. | 00:33:56 | |
| Cell tellers. | 00:33:59 | |
| For the reasons of. | 00:34:01 | |
| Human safety and able to be able to. | 00:34:03 | |
| Umm, reach out for help when it's needed. | 00:34:08 | |
| And that's all. Thank you, supervisor Clock. | 00:34:13 | |
| I had a question for you on these cell towers like this one that you're putting putting together. | 00:34:16 | |
| So it's got its area of coverage. | 00:34:22 | |
| So all that comes through your tower. | 00:34:25 | |
| Then does it go into a ground cable from there? | 00:34:27 | |
| So each tower is an independent site radio transmitter. So if you go back a few slides to the RSRP slide. | 00:34:31 | |
| Each site provides its own coverage, but all of the sites have to be connected back to the main control switching center, and | 00:34:38 | |
| there's two ways to do that. | 00:34:42 | |
| One is fiber, so those are fiber in the ground. | 00:34:46 | |
| The other way is point point microwave. | 00:34:49 | |
| Going from a 20 or 30 mile path to another site connects in and that one has connection back to the Control Center. | 00:34:51 | |
| So all these sites talk to each other and talk to the Control Center so as mobiles move through the network. | 00:34:58 | |
| Able to hand off from site to site to site. | 00:35:03 | |
| So what does this one do? | 00:35:05 | |
| So what does this site do? | 00:35:07 | |
| I don't know if it's going to be a microwave or a. | 00:35:09 | |
| Fiber. I think there's fiber that's relatively close and would be trenched in. | 00:35:11 | |
| But I'm not totally sure that's. | 00:35:16 | |
| A different engineer that works on that. I'm just I'm the radio frequency guy. | 00:35:17 | |
| OK, so. | 00:35:21 | |
| Sorry, Mr. Chairman, as asked for your friends, but. | 00:35:24 | |
| So when I look at electronics today and I don't understand OPEC, I have a hard time turning on my cell phone most. | 00:35:27 | |
| But when I look at things that's going on today, satellite versus on the ground equipment and things like that. | 00:35:33 | |
| What would you say about the fact that maybe these cell phone towers might be on their way out? | 00:35:43 | |
| Availability of satellites and things like that. | 00:35:49 | |
| That's coming on. | 00:35:52 | |
| I would say there's there's two things that come into play with satellite. I worked in satellite first, put up the first voice | 00:35:53 | |
| over IP satellite network in in the United States. | 00:35:57 | |
| And the one thing is satellites, they're limited by spectrum as well as we are, and they're limited by distance. | 00:36:02 | |
| So you have two things that come into satellite, you know, whenever we, you know, 35 years ago when all you could do was talk on | 00:36:08 | |
| the cell phone. | 00:36:12 | |
| We used very little bandwidth per conversation, especially in the Southeast. We talked slowly. | 00:36:16 | |
| We used a whole lot less bandwidth. Now you've got streaming video, you've got all these big high demands. | 00:36:21 | |
| That requires spectral capacity and, in order to reach the population, provide the level of service that we have now. | 00:36:26 | |
| The satellite networks are not capable and it's a physics thing because of the distance that the satellites are, whether they're | 00:36:33 | |
| low earth orbit, medium earth, or geosynchronous. | 00:36:38 | |
| And then the amount of spectrum they have per satellite, there's just not enough capacity to be able to provide the level of | 00:36:43 | |
| services that we. | 00:36:46 | |
| Come into so satellites. I don't see terrestrial wireless ever going away. | 00:36:50 | |
| I I see terrestrial wireless getting. | 00:36:55 | |
| More and more prevalent just because there's more and more users. | 00:36:58 | |
| OK. One more question for you, Sir. | 00:37:01 | |
| You build this tower, Verizon is the sole. | 00:37:04 | |
| Company that's going to be on this tower, are they looking to lease it out to other carriers? No, Sir. The tower designs, if you | 00:37:07 | |
| look at the zoning drawings, it's, it's designed to hold 3 carriers. So AT&T and T-Mobile or Dish or whoever else wanted to come | 00:37:12 | |
| out here and attach to that. | 00:37:17 | |
| Sun State Tower would leave space on that to those intense systems as well for those other carriers. | 00:37:22 | |
| Yeah, that's the, that's the part that I I always that I've heard in the in our cell phone tower discussions. | 00:37:28 | |
| And I wasn't swift enough to begin with to bring that out. We're dealing with Verizon. We've dealt with Verizon. | 00:37:35 | |
| No options before. | 00:37:41 | |
| But the fact of the matter is if you can build these towers and lease that space. | 00:37:44 | |
| Once that power is up. | 00:37:49 | |
| Yes. So there's a lot of I, I work all over the United States and zoning. | 00:37:50 | |
| And most zoning code written is that the tower has to be built to allow multiple tenants to locate on it. It's part of the upfront | 00:37:55 | |
| design and has to be that way. | 00:38:00 | |
| It's pretty standard operating procedure. | 00:38:06 | |
| Especially for tower companies. | 00:38:08 | |
| Thank you. Yes, Sir. | 00:38:13 | |
| OK. Thank you, Steve. | 00:38:15 | |
| All right, I'm going to close this discussion. | 00:38:19 | |
| And we're going to open up the public hearing portions. | 00:38:23 | |
| As Randy pointed out, we had 10 emails in favor support. | 00:38:27 | |
| 4 opposing. | 00:38:32 | |
| And I've received, I think, most of those. | 00:38:36 | |
| And I have also received. | 00:38:40 | |
| Request for participation from Michael. | 00:38:45 | |
| Runs is that. | 00:38:48 | |
| Am I saying that correctly? Is are you in Payson? | 00:38:50 | |
| Is there a Michael runs? | 00:38:56 | |
| OK. | 00:39:01 | |
| No, no. OK. Well, he's in favor of it. | 00:39:04 | |
| He is here. | 00:39:07 | |
| Oh yeah. | 00:39:12 | |
| Please, uh. | 00:39:14 | |
| Couple minutes. | 00:39:15 | |
| OK, you're in favor. | 00:39:18 | |
| Yes, OK. | 00:39:21 | |
| Owner of the proposal of aging is that. | 00:39:23 | |
| Thank you, Sir. Mark Kirch did not request to speak. | 00:39:26 | |
| He's in favor. | 00:39:30 | |
| Also send a letter. | 00:39:32 | |
| We also have Richard Lovedahl. | 00:39:34 | |
| In favor. | 00:39:37 | |
| And he lives in Beaver Valley. | 00:39:40 | |
| Now I know we have several that have opposed it like. | 00:39:43 | |
| Randy said four. I don't have any requests to speak from any of those. | 00:39:47 | |
| So I'll ask if anyone is in Globe today that wishes to speak on this item. | 00:39:52 | |
| From the public. | 00:39:57 | |
| No and. | 00:39:59 | |
| Yeah. Do you have anybody on the Internet? Hang on, Lisa. | 00:40:02 | |
| We have not a question, but a comment from William Campbell on the matter. | 00:40:06 | |
| He says he's a resident up in Beaver Valley and having self-service should be a priority up there. | 00:40:11 | |
| OK, so he's in favor. | 00:40:15 | |
| And Elisa, what do we have in Payson? | 00:40:17 | |
| Richard love that I would like to speak. | 00:40:21 | |
| OK. | 00:40:25 | |
| Oh, right, I see that now. Thank you. So. | 00:40:27 | |
| Richard, go ahead. | 00:40:30 | |
| I'll give you 2-3 minutes. | 00:40:33 | |
| Who's involved? | 00:40:41 | |
| Working with political. | 00:40:43 | |
| In some states. | 00:40:45 | |
| Howard, we've allowed which we used to taking too long. | 00:40:48 | |
| One other reasons I'm also a. | 00:40:53 | |
| And work with county. | 00:40:56 | |
| And I've also worked nicely. | 00:41:01 | |
| Emergency Radio. | 00:41:02 | |
| Patients that thought they were ready to watch. | 00:41:05 | |
| Without all these. | 00:41:08 | |
| I think that is primary. | 00:41:12 | |
| That I and many, many of my. | 00:41:15 | |
| Support somehow. | 00:41:18 | |
| Everyone wants the ability. | 00:41:20 | |
| Number one, all 911. | 00:41:27 | |
| Another one thing that happens. | 00:42:05 | |
| Power Local. | 00:42:07 | |
| Politics. | 00:42:09 | |
| To make calls. | 00:42:12 | |
| That's our lifeline. | 00:42:15 | |
| And the other thing is. | 00:42:24 | |
| Has failed to maintain backup. | 00:42:28 | |
| Landlines I've experienced. | 00:42:32 | |
| Wow. Oh, OK. | 00:42:37 | |
| That's possible, yeah. So for all those reasons. | 00:42:39 | |
| This work that we have some service. | 00:42:43 | |
| In the area to provide one more. | 00:42:46 | |
| One way we can either pass information. | 00:42:50 | |
| Or first responder and. | 00:42:54 | |
| Send information about politicians. | 00:42:57 | |
| Came into the emergency. | 00:43:00 | |
| Anyway, thank you. | 00:43:02 | |
| Think Mr. Don't Lisa. Anyone else? | 00:43:04 | |
| I. | 00:43:14 | |
| Hotel star type site. | 00:43:16 | |
| Somebody mentioned in there, hey, are you excited about having cell power in your backyard? Probably not like I really don't want | 00:43:20 | |
| cell tower in the backyard. | 00:43:24 | |
| I own. | 00:43:29 | |
| 12 acres of the. | 00:43:31 | |
| About our community. | 00:43:35 | |
| I feel my Tory compartment. | 00:43:38 | |
| Where the power goes? | 00:43:40 | |
| A lot. | 00:43:43 | |
| We have a beautiful view out there. | 00:43:50 | |
| And he's sitting in front of them. | 00:43:55 | |
| Rethink this maybe? | 00:43:58 | |
| If I can work with Pinnacle. | 00:43:59 | |
| Put it somewhere where it's probably gonna be. | 00:44:01 | |
| On at least invasive to our communities. | 00:44:04 | |
| Location with that thing. | 00:44:10 | |
| Very few more. | 00:44:12 | |
| You'd be able to see it. | 00:44:14 | |
| I also need a living. | 00:44:17 | |
| I had an incident on Houston Mason Rd. which is. | 00:44:18 | |
| Directly east of our property came on a very serious accident. | 00:44:21 | |
| Right. Call 911. Do not call 911. I think one of the worst supervisors, there's nothing. | 00:44:27 | |
| More helpless than trying to download when you can't get somebody and somebody is either let that personally happen to me. | 00:44:32 | |
| One of my first responders friends that they had an active shooter up north. | 00:44:39 | |
| Nobody can get ahold of cells either. | 00:44:44 | |
| I have gone between. | 00:44:49 | |
| Open Brighton for a year. | 00:44:51 | |
| Thinking going back and forth to give you their better coming wife on myself over terrible where I have my home location. | 00:44:53 | |
| I'm getting older. | 00:45:00 | |
| I have done the building. | 00:45:09 | |
| On every lane for the four years that I've lived there. | 00:45:11 | |
| Agreement basically that they will give you pride, you take care of it. | 00:45:15 | |
| Yeah, Waste Management. PPS. | 00:45:18 | |
| Everybody else not see that road? | 00:45:21 | |
| Maintenance agreement being issued or issue being? I don't think it is. | 00:45:25 | |
| Tractor. | 00:45:29 | |
| Umm, there is. | 00:45:31 | |
| Staff and how many people are affected. | 00:45:39 | |
| I own 3 rhetorical teeth apartments and actually dress the joints that work with this piece. | 00:45:42 | |
| And uh. | 00:45:49 | |
| Yeah, I think there's one. | 00:45:50 | |
| Neighbor I've talked and said they wanted they were but I'm not sure if those other numbers correct. | 00:45:52 | |
| Thank you, Mr. Rondo. | 00:46:00 | |
| The other one thing I want to add in my past life. | 00:46:02 | |
| Something for government agency. | 00:46:07 | |
| When we first started working. | 00:46:09 | |
| For Monster, they have engineered scientists. | 00:46:11 | |
| Look at the data, our exposure. | 00:46:15 | |
| Employees could be exposed. | 00:46:19 | |
| I got monitored for here. | 00:46:22 | |
| I'm very comfortable. | 00:46:24 | |
| Opinion of safety issues people brought them just. | 00:46:28 | |
| Ring. | 00:46:36 | |
| No questions. Thank you, Mr. Runzo. | 00:46:38 | |
| Lisa, anyone else? | 00:46:42 | |
| OK. I'm going to close the public hearing portion. | 00:46:45 | |
| And call for a motion. | 00:46:48 | |
| On item 3B. | 00:46:50 | |
| Mr. Chair, I'll make the motion to sorry 2. | 00:46:52 | |
| Be item 2B. | 00:46:55 | |
| Mr. Chair, I'll make the motion to approve resolution #25. | 00:46:58 | |
| 06/01. | 00:47:04 | |
| Mr. Chair, I'll 2nd that I have a motion and a second to approve. All those in favor say aye aye. | 00:47:06 | |
| Aye, aye. | 00:47:12 | |
| Unanimous. | 00:47:14 | |
| Thank you, gentlemen. Thank you everyone. | 00:47:16 | |
| Going to change a couple of items on. | 00:47:19 | |
| The order of the. | 00:47:22 | |
| Agenda just for convenience, because we have people. | 00:47:25 | |
| That don't need to wait through the entire meeting. | 00:47:30 | |
| We're going to skip to item 3M. | 00:47:33 | |
| Then N and then O3M is the information discussion action to approve the ground lease and use agreement between Gila County and the | 00:47:37 | |
| Town of Winkleman for a period of 20 years for the total amount of. | 00:47:43 | |
| $20 being due on or before the first day of the lease. | 00:47:50 | |
| Effective and $1.00 per year due on or before the first day of each successive lease period. Woody, this is your item. | 00:47:54 | |
| Thank you, Mr. Chair. Yeah, we've been working on this one for a while. And just a little bit of background history in the years | 00:48:03 | |
| past. | 00:48:06 | |
| There's properties acquired in Lincoln and Hayden down there. | 00:48:10 | |
| Back in the day and I I don't know why they were required to begin with, but this particular piece of property. | 00:48:14 | |
| Is situated right next to the town of Winkleman Public Works. | 00:48:21 | |
| And so. | 00:48:25 | |
| We've been working on that one, like I said, for a long time. Public Works down there in Lincoln could use it. | 00:48:27 | |
| For space storage. | 00:48:33 | |
| And whatever they need to do with it right there, so. | 00:48:35 | |
| I've really been wanting to get this over to the town and. | 00:48:39 | |
| Put it back to use. | 00:48:43 | |
| Are doing answering questions. Thank you, Supervisor Humphrey. | 00:48:45 | |
| Yeah, I think, I think it's a good deal. We have a lot of property that we need. | 00:48:50 | |
| Work with down in that area, so I'm glad to see that some of. | 00:48:54 | |
| Being able to get used. | 00:48:57 | |
| If you're good, I don't have any questions. | 00:49:00 | |
| Yeah. Just so you guys know, I think there was a total like 7 or 8 different properties just being one of them. So it's good to | 00:49:02 | |
| see. | 00:49:06 | |
| See it being put back together. | 00:49:10 | |
| Yeah, and. | 00:49:13 | |
| Winkelman Mayor is here today and we'll have a presentation once we vote on this. See where we're going. | 00:49:15 | |
| Do you want to say anything, Mayor Brock? Money. | 00:49:20 | |
| Well, I just appreciate. | 00:49:25 | |
| Outlook. | 00:49:29 | |
| Mr. Kinders. | 00:49:31 | |
| Has given us. | 00:49:32 | |
| Uh, possibly obtaining. | 00:49:35 | |
| On using the. | 00:49:36 | |
| The property because. | 00:49:38 | |
| I think as it is, we're kind of landlocked. | 00:49:40 | |
| With equipment that we have. | 00:49:44 | |
| Even though we're small, we've been. | 00:49:47 | |
| A fire department has been accumulating the last two years. | 00:49:50 | |
| Two big fire trucks and we need. | 00:49:54 | |
| Apple space to to storm not give them Northside so. | 00:49:57 | |
| This would be greatly appreciated by the town. | 00:50:02 | |
| I thank you. | 00:50:06 | |
| For your time. | 00:50:07 | |
| Thank you, Mayor. | 00:50:08 | |
| All right. Well, thank you. With that, I'll call for a motion. | 00:50:09 | |
| Mr. Chair, I move to approve a ground lease and use agreement with the Town of Winkleman as President. | 00:50:13 | |
| Mr. Chair, I'll second that motion and a second to approve Those in favor say aye, aye, aye, aye. Thank you. Item 3 N. | 00:50:19 | |
| Information Discussion. Action to improve economic development. Agreement number 05072025 between Healer County and the Tunnel Rim | 00:50:28 | |
| Searching Rescue Squad incorporated in the amount of $8567. | 00:50:35 | |
| $0.39 to assist with the purchase of eight 800 megahertz radios. | 00:50:42 | |
| The board has determined to be for the benefit of the public. | 00:50:48 | |
| This is an item. | 00:50:52 | |
| Of support. | 00:50:54 | |
| For the total room search and rescue. | 00:50:56 | |
| And we have an orange shirt. Who do we have? | 00:50:59 | |
| Bill. Oh, hi, Bill. | 00:51:07 | |
| I'm going to give you 30 seconds. | 00:51:11 | |
| Urgency of urgency assistance. I appreciate it. | 00:51:17 | |
| Yeah, Thank you. So. | 00:51:25 | |
| Just keeping up with technology, it's expensive. | 00:51:27 | |
| And. | 00:51:31 | |
| They don't have the money to buy this stuff and they are vital for safety, public safety. | 00:51:33 | |
| So. | 00:51:38 | |
| You have any questions? | 00:51:40 | |
| Weather Yeah, well, these radios help you in communicating with the different departments, different law departments. | 00:51:41 | |
| And in other fire departments. | 00:51:49 | |
| They basically the same channel set up that the Sheriff's Office. | 00:51:55 | |
| Amazon. | 00:52:00 | |
| Sheriff's Office. | 00:52:02 | |
| South of North County. | 00:52:03 | |
| Don't know fire apartments on there. | 00:52:06 | |
| We have radios and we use for communication with the strawberry rooms a lot of times. | 00:52:10 | |

| Which the board has determined to be for the. | 00:53:12 | |
| Benefit of the public. | 00:53:15 | |
| And this is another item that I'm. | 00:53:17 | |
| Helping support through sponsorship. | 00:53:20 | |
| Payson Art League. | 00:53:23 | |
| Will have their second annual Western Heritage during the August. | 00:53:24 | |

| We have here and the representative. | 00:53:53 | |
| The fire service. | 00:53:55 | |

| Thank you very much, gentlemen. | 00:55:23 | |
| Thank you, Elizabeth. | 00:55:25 | |
| Let's move on to item 3. | 00:55:28 | |
| Information discussion actions with adoptive proclamation number 202505. | 00:55:32 | |
| Proclaiming the second week of June. | 00:55:38 | |
| 2025 is National Recreation Highline Trail Week. | 00:55:41 | |
| In helicopter this was a request brought to me. | 00:55:44 | |
| To make a proclamation about the Highline Trail. | 00:55:48 | |
| Highline Trail goes through our county. It's a. | 00:55:52 | |
| Basically pretty significant trail. | 00:55:56 | |
| And they've been doing a lot of improvements on it. So proclamation. | 00:55:59 | |
| Is uh. | 00:56:03 | |
| Pretty straightforward. | 00:56:05 | |
| It goes whereas the communities that make up Rd. Country, Arizona have long value to the natural beauty, cultural heritage and | 00:56:08 | |
| outdoor recreational opportunities. | 00:56:12 | |
| That define our region and through a collaborative effort involved public agencies, nonprofit. | 00:56:17 | |
| Organizations, dedicated volunteers, significant investments have been made to restore, protect and enhance the iconic Highline | 00:56:23 | |
| National Recreation Trail for future generations, and the Highline Trail spans 68 miles across Rim Country. | 00:56:30 | |
| Offering unparalleled east to West. | 00:56:38 | |
| Access to our forest landscapes. | 00:56:40 | |
| And diverse ecosystems providing opportunities for hiking, biking, exploration, and a. | 00:56:43 | |
| Appreciation of Arizona outdoor treasures. | 00:56:50 | |
| And National Trails Day the first Saturday in June. | 00:56:53 | |
| And National Get Outdoors Day, the second Saturday in June, encourage Americans to explore public lands and connect with the | 00:56:56 | |
| natural world, aligning with the spirit of stewardship. | 00:57:02 | |
| And celebration embodied by the Highland Trail and Gila County. | 00:57:08 | |
| Encourages residents and visitors alike to get outdoors. Experience Rim Country beauty. | 00:57:12 | |
| And. | 00:57:18 | |
| And cultivate a life long commitment to the care and preservation. | 00:57:20 | |
| Of our public lands, and now therefore, we, the members of the Hewitt County Board of Supervisors. | 00:57:24 | |
| DO hereby proclaim the second week of June 2025. | 00:57:30 | |
| As national recreation highline trail week in gila county and urge all citizens to. | 00:57:33 | |
| To celebrate, explore and protect the remarkable natural resources that define our community and we have a few representatives | 00:57:38 | |
| from. | 00:57:42 | |
| The trail system. Does anyone want to make a comment or two? | 00:57:47 | |
| Thank you supermarket person to ask perpetrating that president of the country association of heads up. | 00:57:52 | |
| I've been blessed to be able to work with the. | 00:57:58 | |
| National Horse. | 00:58:01 | |
| Going to restore the highlight to. | 00:58:09 | |
| It's the current beauty right now in 68 miles along the base of the Bogey brand. | 00:58:13 | |
| It's accessible. | 00:58:20 | |
| Blue trail, so I think my grandkids up there ride bikes. | 00:58:22 | |
| License is a new rider. We ride bikes up there. | 00:58:27 | |
| And we're starting to see a real. | 00:58:29 | |
| I watched the trucks go through town and usually they're heading out of the Flagstaff, which goes someplace else to go ride. | 00:58:32 | |
| And now they're trying to stay here with their bikes. | 00:58:40 | |
| You know a recent report, National Trust. | 00:58:43 | |
| Stated that the average visit by mountain bikers and community richer trails is $416.00 per day. | 00:58:48 | |
| Just kind of we can go out. | 00:58:56 | |
| That's about right, especially if you bike breaks. | 00:58:59 | |
| Prepare yourself. | 00:59:01 | |
| That thing is the continued economic benefits. | 00:59:03 | |
| This amazing, amazing piece of trail so. | 00:59:06 | |
| And we have some slag here, supervisors who have to highlight. | 00:59:10 | |
| Church as well. Thank you so much for your support. | 00:59:15 | |
| Excuse me. Thank you, Trevor. And who do you have with you? | 00:59:18 | |
| Coordinator up here. | 00:59:27 | |
| And then? | 00:59:30 | |
| Very. | 00:59:33 | |
| She's not a biker, she's a runner and she runs the entire thing one day quite often so. | 00:59:37 | |
| OK. Thank you, Supervisor Humphrey. | 00:59:47 | |
| I have no questions, Supervisor Klein. Oh, I'm good. | 00:59:49 | |
| OK. I'll call for motion item 3A. | 00:59:53 | |
| Go ahead, Mr. Chair, I'll make the motion to adopt Proclamation number 202505. | 00:59:57 | |
| I'll second that. | 01:00:03 | |
| Motion a second to approve. Those in favor say aye aye. | 01:00:05 | |
| Thank you very much people. | 01:00:09 | |
| Good to see you guys. | 01:00:11 | |
| Item 3B. Information, discussion action. | 01:00:17 | |
| To receive an update on the activities of the finale Council for Senior Citizens doing business AS. | 01:00:20 | |
| Central Arizona Aging and approved intergovernmental agreement number 04202025 with. | 01:00:27 | |
| CAA whereby the county will disperse $165,000. | 01:00:35 | |
| And further, the board finds determines this. | 01:00:39 | |
| Is for the public benefit to provide services to persons with disabilities. | 01:00:42 | |
| And aged persons within Gila County. | 01:00:47 | |
| Good morning, Anna. | 01:00:51 | |
| Good to see you. | 01:00:53 | |
| Get to see everyone, thanks for having me again. | 01:00:54 | |
| So you can. | 01:00:58 | |
| Oh, for the photo op. OK, got it. OK. | 01:01:00 | |
| Good morning. I'm happy to be before you again to present our annual. | 01:01:03 | |
| For funding for our organization, I want to point out umm. | 01:01:07 | |
| That we did complete every branding and name change last year. So we are still now here with Council for Senior Citizens, but we | 01:01:12 | |
| branded to Central Arizona Aging. So you're going to see some of that as we move forward. But we're still the same organization | 01:01:17 | |
| providing the same services. | 01:01:23 | |
| Cam Hill County. | 01:01:28 | |
| Let's see here so. | 01:01:30 | |
| We'll do the presentation. | 01:01:35 | |
| And I'll try to be as brief as possible. | 01:01:39 | |
| Do it quickly. | 01:01:42 | |
| OK. | 01:01:43 | |
| I usually has a separate PowerPoint metaphor. | 01:01:47 | |
| OK, sorry. | 01:01:52 | |
| She just want to let Jonathan know when. Yeah. | 01:01:56 | |
| Sure. So we'll move on to the next. | 01:02:00 | |
| Next slide. | 01:02:02 | |
| So just some details on the funding. We've had this partnership now for many years, I think probably about 20 years or so. We | 01:02:05 | |
| received $165,000 annually. We are the fiscal agents as. | 01:02:11 | |
| The Area Agency on AG for these funds to be distributed to the Senior Centers for Nutrition. | 01:02:18 | |
| Services. Umm. | 01:02:24 | |
| And the period that I'm going to be reporting for is from last fiscal year ending June 30 to 24. The programs are home delivery | 01:02:25 | |
| deals, congregate meals and also case management services for those individuals that are case managed in the community. | 01:02:31 | |
| Next slide, this is a breakdown of distribution of funds and I believe I know that the county makes a decision on the | 01:02:39 | |
| distribution, but it is my understanding based on population numbers. So you see there the breakdown by Senior Center Payson | 01:02:45 | |
| receiving the larger. | 01:02:51 | |
| Allocation of those funds and then the senior centers that follow that receiving those portions. | 01:02:58 | |
| That are made to them. Our agency also receives about $11,000 for case management services that are provided here in Huea County. | 01:03:05 | |
| And then we have a small amount for mom's meals, which is. | 01:03:14 | |
| Service that we use for individuals that do not live. | 01:03:17 | |
| Close to a Senior Center, so they live in those outlying areas. We use a. | 01:03:21 | |
| A meal service which provides chilled meals directly to their home. | 01:03:26 | |
| And so we have some funding going to that and of course an admin cost for a total of 165 distributed, less distributed last year. | 01:03:31 | |
| In 2024, the program outcomes are that we served 1300 almost 1400 individuals in Gila County. | 01:03:40 | |
| Serving over 100,170. | 01:03:49 | |
| 728. | 01:03:52 | |
| Meals provided in both concrete and home delivered meal service. | 01:03:55 | |
| And in case managed 550 individuals. | 01:03:59 | |
| Next slide, some of the victories reported to us from the Payson Senior Center. This is actually not just the Payson Senior | 01:04:04 | |
| Center, it should be all senior centers. | 01:04:09 | |
| I'll just go over a few of these. It has saved our lives. | 01:04:15 | |
| Speaking about the the meal itself. | 01:04:20 | |
| Some days we don't have anything to eat. | 01:04:22 | |
| At least I get one meal a day. We know that many of our seniors are. | 01:04:25 | |
| Eating half of the meal and saving the rest for dinner. | 01:04:29 | |
| And some of that and we're hearing back. | 01:04:32 | |
| Victories Our seniors are able our center is able to serve a number of seniors experiencing chronic health conditions and mobility | 01:04:34 | |
| issues. | 01:04:38 | |
| And those struggling with food insecurity, that's out of Hayden. | 01:04:42 | |
| And food insecurity and malnutrition. | 01:04:46 | |
| Out of Pine, we've seen an increase in participation as more people hear about our good, how good our meals are. | 01:04:48 | |
| And our program has experienced significant growth in response to growing demand. | 01:04:56 | |
| Another victory out of Globe. Our clients continuously express their appreciation. I want to put a quality of meals for the | 01:05:02 | |
| consistency of the service and the well checks. | 01:05:06 | |
| And then in Miami. | 01:05:11 | |
| Daily meal delivery has allowed our center staff to build strong bonds with our homebound clients as many are frail. | 01:05:14 | |
| Lonely and isolated. | 01:05:21 | |
| And then you know with every service there are some challenges and you experience this year to year. | 01:05:23 | |
| Not a lot of changes but for this past year the impact of staff increasing staff wages. | 01:05:29 | |
| The cost of increasing cost of food and we're all feeling that, so our senior centers as well. | 01:05:36 | |
| Fuel cost. Delivery vehicles needing repair. | 01:05:43 | |
| UMM and the recruitment of consistent volunteers. | 01:05:47 | |
| Also, the lack of increased funding on the federal and state level. | 01:05:51 | |
| More so in the state from the federal law, it's been stagnant and and then we are going into this year unfortunately. | 01:05:56 | |
| Possibly looking at some additional cuts. | 01:06:03 | |
| Umm to OA funds. | 01:06:05 | |
| The impact of the Gila County funding and your support means that it significantly improves the diet and quality and nutrient | 01:06:07 | |
| intakes for the seniors in your communities. Reduce food insecurity and malnutrition among seniors. | 01:06:15 | |
| Provides daily well checks. | 01:06:23 | |
| For most most, the most vulnerable in our community, increasing their health and safety. | 01:06:24 | |
| And also provides access to community resources when seniors go to our senior centers there is. | 01:06:32 | |
| And so they're able to socialize and increase their ability to access other resources aside from just the congregate meal | 01:06:39 | |
| transportation services as well. | 01:06:45 | |
| And also the program aligns with federal and state policies which aim to rebalance long term care away from nursing homes. | 01:06:51 | |
| And God. | 01:06:59 | |
| Supports individuals staying in their home where we know they aged back. | 01:07:00 | |
| And it's less expensive. | 01:07:05 | |
| So with that, I just want to thank you for your continued support consistently with our organization and mostly with our senior | 01:07:07 | |
| centers. A heartfelt gratitude to you on behalf of our Board and our staff and our senior centers participants and clients. | 01:07:14 | |
| In your investment helps combat hunger, malnutrition. | 01:07:22 | |
| And empowers. | 01:07:27 | |
| To our powers, our seniors, to age and dignity, health and independence. | 01:07:29 | |
| In here account. | 01:07:33 | |
| There any questions I'm happy to answer. Thank you so much. You're welcome. | 01:07:34 | |
| Yeah, other funding agencies to you to the. | 01:07:39 | |
| Federal. State. | 01:07:42 | |
| And how are their fundings holding up for you? | 01:07:44 | |
| So for the current fiscal year, we're in 2025 now, funding has been consistent. We haven't seen any increases. | 01:07:48 | |
| But as we approach 2026, we just updated the state, just updated the funding formula for the state. | 01:07:55 | |
| And so that impacts our nutrition services. And so we are seeing a slight decrease on federal funding. | 01:08:03 | |
| For leaning into 2026. | 01:08:09 | |
| Umm, we still don't know the full impact, however, because if you've been following what's going on with the federal government | 01:08:12 | |
| and the budget. | 01:08:16 | |
| Process. We have not received clear information. It's been a very confusing few months in terms of. | 01:08:21 | |
| You know, our funds being frozen and then there was some conversation about elimination of some services. | 01:08:29 | |
| And so now, as of Friday. | 01:08:35 | |
| We're hearing that there is possibly. | 01:08:39 | |
| Consistent funding, but we also have to brace ourselves from some. | 01:08:43 | |
| Possible. | 01:08:47 | |
| Anywhere from the 10 to 15%. | 01:08:48 | |
| Across all programs. | 01:08:50 | |
| So I know that sounds very confusing, but that we're not getting clear information from the federal government. | 01:08:52 | |
| And the state. | 01:08:58 | |
| The state dollars are a match for the federal funds. | 01:09:01 | |
| And as long as the federal funds are being received. | 01:09:04 | |
| We feel confident that the state funding will be there. | 01:09:07 | |
| Yeah. The reason for that question was it seems like it's been $165,000 for a long time. | 01:09:12 | |
| And every day I sit up here, somebody's asking for another 1020%. | 01:09:18 | |
| I think today we'll go over a deal that they're asking for 100%. | 01:09:23 | |
| And so it's like, well, you know. | 01:09:27 | |
| You provide such a. | 01:09:30 | |
| Important service. | 01:09:33 | |
| To our community, for the elders, for the, for the communication and being there and. | 01:09:35 | |
| And providing meals. | 01:09:40 | |
| Because even people with families. | 01:09:42 | |
| Of have loved ones signed up for this? | 01:09:45 | |
| And it's very important that they. | 01:09:48 | |
| That they get that interaction and that funding and so. | 01:09:50 | |
| I have no other questions other than. | 01:09:55 | |
| You know, I would like to. | 01:09:58 | |
| Maybe look at it and see if if you're in need if there's not. | 01:10:00 | |
| Room for a little increase. | 01:10:05 | |
| Because food prices aren't. | 01:10:08 | |
| Going down Gas prices aren't going down. | 01:10:10 | |
| And like I said to me, you provide a. | 01:10:13 | |
| A very important service. | 01:10:16 | |
| To our seniors, so. | 01:10:18 | |
| Thank you, supervisor. We appreciate. Thank you for what you do. | 01:10:20 | |
| Thank you, Supervisor Klein. Thank you, Mr. Chair. Anna, good to see you. As always, thank you for everything you do too. | 01:10:24 | |
| Your heart is definitely in the right place and so they are faced with some cuts and that's one thing we're looking at. | 01:10:31 | |
| I had a brief conversation with Anna this morning. | 01:10:38 | |
| Hayden is looking at some significant cuts. | 01:10:41 | |
| With the possibility of losing that Senior Center. | 01:10:44 | |
| And So what I would like to suggest is that. | 01:10:48 | |
| James, if you would take this and look into it. | 01:10:54 | |
| And. | 01:10:57 | |
| We've done. | 01:11:01 | |
| Quite a bit since we've taken office for the scene and we've upped our part of the country in every so often. | 01:11:02 | |
| We went to that 165,000 mark just in the last couple of years. | 01:11:09 | |
| And so. | 01:11:14 | |
| It's never enough, I understand that. | 01:11:15 | |
| And I understand that we can't cover everything. | 01:11:19 | |
| I do know that as well. | 01:11:23 | |
| But this is more than than just food too. This is a lot of contact. | 01:11:25 | |
| You know that these residents rely on seeing somebody once every so often or as they have nobody to. | 01:11:29 | |
| To contact or communicate with and so. | 01:11:36 | |
| I really think from my standpoint, I would like to see us try and do what we can, especially when we have a Senior Center like | 01:11:40 | |
| Hayden that's. | 01:11:44 | |
| As looking at possibly closer. | 01:11:50 | |
| Hayden covers a lot of country in that corner. | 01:11:53 | |
| That isn't. | 01:11:56 | |
| Isn't. | 01:11:58 | |
| Really available to anything else it's authored by themselves. | 01:11:59 | |
| They're really good. They've worked hard over all these years and worked really, really hard at that Senior Center. | 01:12:04 | |
| And. | 01:12:10 | |
| James I I'd like to see us try and check into this and dig a little deeper and. | 01:12:13 | |
| And see what we can do with Hayden to. | 01:12:19 | |
| To not close that center. | 01:12:22 | |
| And it wouldn't only be Hayden, in my opinion, any of them that's looking at closing, we need to help. | 01:12:24 | |
| But that's the one that's coming up that has came up this morning, so. | 01:12:31 | |
| Go ahead if you have some comments, sure, go. | 01:12:38 | |
| OK. | 01:12:41 | |
| Coming from two of our supervisors. | 01:12:44 | |
| I would assume that you had the same thoughts that. | 01:12:47 | |
| I might recommend. | 01:12:50 | |
| Now This is Money for our fiscal year. | 01:12:53 | |
| 2526 Budget. | 01:12:56 | |
| Today's check is verse 25. | 01:12:59 | |
| For fiscal year 2425. | 01:13:02 | |
| Any future research I presume would be for 26. | 01:13:04 | |
| Well, because they're, they're cuts, any they're looking at look for next year, right, They'd have to shut down next year or | 01:13:10 | |
| sooner than that. | 01:13:13 | |
| Yes, it would be July 1st of 25 this coming July, coming fiscal year. And I will say I should, I should probably give you some | 01:13:17 | |
| information around that is that. | 01:13:22 | |
| The reason that they're getting the cut is that we had. | 01:13:27 | |
| To implement a new funding formula, the state, as I mentioned earlier, creates A funding formula for the state and we do the same | 01:13:30 | |
| for our funds. And So what has occurred is that. | 01:13:36 | |
| There have been some shifts in population in our region. Canal is growing, landing some Downsila County small growth. | 01:13:42 | |
| And so there's been some shifts. | 01:13:49 | |
| And so there is one Senior Center in this area that is getting an increase, while the smaller senior centers because we don't see | 01:13:51 | |
| a lot of population growth. | 01:13:55 | |
| Are getting unfortunately reductions in funding so, so that's the the issue there in Hayden. | 01:13:59 | |
| We have been in talks with the mayor and with their staff. | 01:14:07 | |
| About ensuring that the seniors continue to get meals. And so we're looking at a couple of options. That Senior Center is | 01:14:11 | |
| critical, as you state within that area because it provides many resources. | 01:14:17 | |
| And So what we're thinking about doing is as long as they're open to this option is that we would continue to serve the home | 01:14:23 | |
| delivered meal clients through Mom's meals. | 01:14:29 | |
| Because that is an option. | 01:14:35 | |
| And then? | 01:14:37 | |
| Provide congregate meals out of our kitchen and Casa Grande. We have a central kitchen and Casa Grande. We'll be bringing those up | 01:14:38 | |
| weekly and providing 5 meal packs. | 01:14:43 | |
| To all of the. | 01:14:48 | |
| Congregate meal participants. | 01:14:50 | |
| The last thing we want is for our seniors to go without food. | 01:14:52 | |
| And so that is, you know, the least we can do. | 01:14:55 | |
| But in terms of the Senior Center and programming and staff, they just don't have the funding to. | 01:14:59 | |
| To be able to staff the center and, and so that's what we're still working towards. | 01:15:05 | |
| Thank you, Annie. And and you know too, the Sinner is is pretty important for for folks to go. That's a place where they can | 01:15:11 | |
| socialize, they can get out of their house, have the different little events or functions going on there. | 01:15:17 | |
| It's been a really good thing in that corner. | 01:15:24 | |
| Mr. Mr. Chairman, so I'll decline if I could ask one question. | 01:15:28 | |
| And I hope I'm not stepping on any toes, but there's. | 01:15:32 | |
| El County. | 01:15:37 | |
| Participating in that South. | 01:15:38 | |
| Southern corner of. | 01:15:41 | |
| The helipinal area. | 01:15:42 | |
| They do we. | 01:15:44 | |
| Apply for funding to them directly and they do provide some funding for that. So it's a combination of funds both heal and canal | 01:15:47 | |
| and then our federal funding. I'm just wondering if I need to go to my counterpart now county and say, hey, well. | 01:15:52 | |
| And I wouldn't mind you asking them for more money. That will definitely help. But yeah, they do participate, not to the degree | 01:15:59 | |
| that Gila County, but we're working on that. | 01:16:04 | |
| I think I will. | 01:16:09 | |
| The county manager profound Mr. Lou is a good friend of mine, so I I don't mind going and. | 01:16:12 | |
| Talking to him, that would be great. | 01:16:18 | |
| Mr. Chairman, there's a Board, if I might recommend that these money being asked to approve today is for the current fiscal year, | 01:16:21 | |
| which ends in 27 days. | 01:16:26 | |
| And we go ahead with 165,000. | 01:16:31 | |
| That we we have. | 01:16:34 | |
| Appropriate. It's included in the budget. | 01:16:36 | |
| But that perhaps we. | 01:16:38 | |
| If I can persuade our finance department to look at maybe about 175,000, something like that, we can, certainly. | 01:16:40 | |
| Meet with you and see if. | 01:16:47 | |
| If that helps and what exactly that can potentially do. | 01:16:49 | |
| Bring that forward as part of our budget for. | 01:16:52 | |
| This year, 2526, it starts again in 28 days. | 01:16:55 | |
| So. | 01:16:59 | |
| Or any thoughts of doing anything other than that I would appreciate. | 01:17:01 | |
| Your input. | 01:17:05 | |
| Thank you. And so, yeah, I, I agree that we need to keep up with. | 01:17:07 | |
| Costs and things like that and after all, merit. It's just. | 01:17:11 | |
| Numbers. | 01:17:15 | |
| So what is this general fund money? | 01:17:22 | |
| This is general OK, all right. | 01:17:25 | |
| So thank you so much. I think society is judged on how well we take care of those who can't help themselves. | 01:17:28 | |
| And it's very important that we have these. | 01:17:36 | |
| For for our elderly and all those that need it. | 01:17:39 | |
| OK. So if there's nothing else, I'll call for motion. | 01:17:43 | |
| Mr. Chair, I move to approve intergovernment. | 01:17:46 | |
| Agreement number 04202025. | 01:17:50 | |
| With the panel Gila Council for Senior Citizens. | 01:17:54 | |
| Doing business as Central Arizona Aging as presented. | 01:17:58 | |
| And further, the board finding finds. | 01:18:03 | |
| And determine that this is for the benefit. | 01:18:07 | |
| To provide services to persons with disabilities and aged persons within Healy County. | 01:18:10 | |
| And Mr. Chair, I'll second that. | 01:18:18 | |
| Mostly in a second, she approved. Those in favor say aye. | 01:18:19 | |
| Aye, aye. Thank you, Anna. Do you mind a picture real quick? | 01:18:22 | |
| Let's do it. | 01:18:26 | |
| Usually we just put on the. | 01:18:31 | |
| They're not understanding it. | 01:18:56 | |
| One more. | 01:19:09 | |
| Thank you. | 01:19:14 | |
| So Charlotte, we're comfortable going forward, OK? | 01:19:42 | |
| Item 3C. Information discussion. Action to approve or deny a petition. | 01:19:46 | |
| For redemption of exemption waiver from Ronnie J McLaren. | 01:19:51 | |
| That just seemed to have his property tax exemption that is deemed waived by. | 01:19:55 | |
| We're going to revise statute so redeemed. | 01:20:01 | |
| Tax year 2025 share. | 01:20:04 | |
| Four of these. Good to see you. | 01:20:08 | |
| They're all. | 01:20:11 | |
| The same language. So we're going to try and run through because we can. | 01:20:13 | |
| And I tried to create a shortcut this morning and we can't do that. We're just going to have to go through them one at a time. | 01:20:17 | |
| And. | 01:20:24 | |
| So could you explain what we're doing and? | 01:20:25 | |
| Why this person didn't get? | 01:20:29 | |
| Their information in a timely fashion, certainly. Thank you, Mr. Chair, members of the Board. | 01:20:30 | |
| Ronnie J McLaren has petitioned the board to redeem his property tax exemption for 2025 as a veteran with a 100% disability. | 01:20:38 | |
| Under Arizona Revised Statute 42 Dash 11153 A. | 01:20:47 | |
| Qualifying taxpayer, otherwise entitled. | 01:20:52 | |
| To A property tax exemption waives the exemption if the taxpayer fails to file a required affidavit. | 01:20:55 | |
| Or furnish other required evidence between the first Monday in January and March 1st of the year. | 01:21:02 | |
| This is the case with Mr. McLaren, who received his disability approval letter from Veterans Affairs on April 16th. | 01:21:07 | |
| Which is after the March 1st application window closure. | 01:21:15 | |
| However, excuse me. | 01:21:19 | |
| Under Arizona Revised Statute 42-1115 three, Section B. | 01:21:21 | |
| The qualifying taxpayer may petition the Board of Supervisors to redeem the waiver of the tax exemption. | 01:21:27 | |
| This petition must be presented before the board in a regular meeting, which is why I'm here today on Mr. McLaren's behalf. | 01:21:34 | |
| Mr. McLaren qualifies for the individual tax exemption and has been approved for the exemption by the assessor's office. | 01:21:41 | |
| He has now petitioned the board for approval for his exemption to take effect for 2025. | 01:21:49 | |
| An approval of Mr. McLaren's petition will allow for his approved exemption to take effect now and this upcoming tax season. | 01:21:56 | |
| A denial would push his exemption to 2026 in the next half season. | 01:22:04 | |
| The Assessors office does not advocate for or against the boards approval, though we will state that Mister McLaren has proven | 01:22:10 | |
| qualified to receive the exemption and certainly deserves it. | 01:22:16 | |
| Any questions? Hey, thank you, Sarah. | 01:22:22 | |
| Supervisor hopefully. | 01:22:25 | |
| Question on this if. | 01:22:26 | |
| If this is voted on. | 01:22:30 | |
| And they and they don't pay the taxes. | 01:22:33 | |
| You don't pay taxes, it's just it's a discounted. | 01:22:37 | |
| OK, it's a discounted amount, not not just. | 01:22:41 | |
| No, tech doesn't. | 01:22:45 | |
| We haven't got that passed yet in law for it to be no tax. | 01:22:46 | |
| OK. | 01:22:51 | |
| OK, that's fine. No further questions. OK. Thank you, Brother Klein. | 01:22:53 | |
| I'm good. | 01:22:58 | |
| I wish there was no. But maybe you'll come in time. Maybe. Yeah. | 01:22:59 | |
| OK, so I have no questions. | 01:23:05 | |
| So with that, I'll call for motion item 3C. | 01:23:07 | |
| Mr. Chair, I'll make the motion to approve. | 01:23:11 | |
| A petition for redemption of exemption waiver from Ronnie J McLaren. | 01:23:15 | |
| Petitioning to have his property tax exemption that is deemed waived by ARS. | 01:23:21 | |
| 42-1115 Three. | 01:23:27 | |
| Redeemed for tax year 2025. | 01:23:31 | |
| Mr. Chair, I'll second motion and a second to approve. Those in favor say aye, aye. | 01:23:36 | |
| Aye, aye, thank you. Sure. We have item 3D information, discussion, action to approve or deny. | 01:23:41 | |
| Petition for redemption of exemption waiver from Michael. | 01:23:48 | |
| Dozier, Patricia may have his property tax exemption as deemed weighed by Arkansas. | 01:23:51 | |
| Redeemed for tax year 2025. | 01:23:57 | |
| Thank you, Mr. Chair, members of the Board, would you care for me to restate the statutes or just give you the particulars of | 01:24:01 | |
| this? I think we. | 01:24:05 | |
| They're all identical as far as the purpose of them. | 01:24:09 | |
| We just need specifics on Mr. Michael Dozier. | 01:24:12 | |
| Will do. | 01:24:16 | |
| Mr. Dozier was undergoing hip surgery and radiation treatment in Tempe, AZ during the application time frame, which is why he did | 01:24:18 | |
| not get there during that time frame. | 01:24:23 | |
| He does qualify. Again, any of these petitions that we bring before the board will all be qualified for the exemption and then | 01:24:29 | |
| it's just your decision whether they get it now or later. | 01:24:34 | |
| OK. So he does qualify? | 01:24:39 | |
| And. | 01:24:42 | |
| Again, we don't advocate for or against, but we'll state that Mister Dozier has proven qualified to receive the exemption and | 01:24:45 | |
| would have applied if it not for his medical issues. | 01:24:49 | |
| Thank you, Supervisor Humphrey. | 01:24:54 | |
| OK, you stay reduced rate of taxes. | 01:24:56 | |
| How much reduced is that? | 01:25:00 | |
| I mean, is it 10%, is it 50%? Is it the exemption is a dollar amount which changes each year? | 01:25:02 | |
| According to whatever, whoever the powers that be. | 01:25:09 | |
| Decide for the increase. Right now it's $4748. | 01:25:13 | |
| That amount is deducted from their limited assessed property value, so it brings that number down. | 01:25:17 | |
| Then the tax rate is calculated from the lower number to get them what they pay in taxes. | 01:25:24 | |
| Okay. | 01:25:32 | |
| I guess, yeah. Then then could it could it be close to 0 taxes? It could be, yes. OK 'cause see what I'm getting at is I fight. | 01:25:34 | |
| And a tax property that has no taxes assessed to it. | 01:25:43 | |
| Can never go up for tax lien sale. | 01:25:49 | |
| For not paying taxes. | 01:25:52 | |
| And so with me trying to clean up properties. | 01:25:55 | |
| And this property is. | 01:25:58 | |
| Is has no taxes. | 01:26:00 | |
| Earlier you said there's no zero. Well. | 01:26:02 | |
| I think there is some at once. That's all calculated. | 01:26:04 | |
| Because I'm fighting properties. | 01:26:08 | |
| That will never go up for a tax lien sale because there's no taxes owed. | 01:26:10 | |
| And so therefore I have. | 01:26:15 | |
| I have. | 01:26:17 | |
| No way to. | 01:26:18 | |
| To clean up some of the blighted properties. | 01:26:20 | |
| And that's. | 01:26:23 | |
| I guess something that we're going to have to. | 01:26:25 | |
| Workout somehow on calculations so there's at least. | 01:26:28 | |
| $0.10 owed. | 01:26:32 | |
| Because then if it's not paid. | 01:26:34 | |
| Then it can go up for a tax lien sale because taxes. | 01:26:36 | |
| Oh, so as we go forward with this. | 01:26:40 | |
| And the formula gets presented after the deduction for the final ODE. | 01:26:43 | |
| I would like to know. | 01:26:49 | |
| If there are. | 01:26:51 | |
| Zeros because. | 01:26:53 | |
| The end result after that person passes on or. | 01:26:56 | |
| Something. | 01:26:59 | |
| Creates difficulties. | 01:27:01 | |
| In the future. | 01:27:03 | |
| I hear you. So after calculations if there's zeros out? | 01:27:05 | |
| I would like to be able to work on. | 01:27:10 | |
| On those zeros, even if it's $0.10. | 01:27:13 | |
| Just just no 0. | 01:27:16 | |
| OK, yes. | 01:27:18 | |
| One one side note to that is when an individual is there the exemption amount that they have. | 01:27:21 | |
| If their value is of such. | 01:27:26 | |
| That only a portion of this wipes out. | 01:27:29 | |
| Their taxes and it goes to 0. | 01:27:33 | |
| And they still haven't like a credit balance from this exemption, if that makes sense. It goes towards their personal property | 01:27:35 | |
| taxes, so their vehicle. | 01:27:39 | |
| It can go towards the taxes that they would have to owe on their fee. | 01:27:43 | |
| OK. | 01:27:49 | |
| Yeah, I would. | 01:27:50 | |
| I would, yeah, I would just. | 01:27:51 | |
| Getting to the reason or or to the point that I have. | 01:27:53 | |
| Dealt with issues from past. | 01:27:57 | |
| Deals that I have no way to deal with them now. | 01:28:00 | |
| The future. | 01:28:08 | |
| Understood. | 01:28:11 | |
| Thank you. | 01:28:12 | |
| Thank you, Supervisor Klein. | 01:28:14 | |
| Sure. Are these all veterans? | 01:28:15 | |
| No. OK, so Mr. Dozier is now veteran. | 01:28:18 | |
| No, he's just 100% permanent total disabled. OK. | 01:28:21 | |
| OK. | 01:28:27 | |
| So I have a little bit different outlook on a lot of this than than TM is looking at it. I understand what he's saying, but still. | 01:28:30 | |
| But you know, with 100% of disability. | 01:28:39 | |
| Veterans, however that shakes out, I think. | 01:28:43 | |
| I think it needs to. | 01:28:47 | |
| Have some weight to it. | 01:28:49 | |
| I also know that nothing can happen unless the state changes it through the Rs codes. | 01:28:50 | |
| And so that's nothing we can do in house here. | 01:28:56 | |
| That has to be petitioned and lobbied through the state. | 01:28:59 | |
| But anyway, thank you for that. | 01:29:03 | |
| Sure. Just to clarify, is this exemption is given to a person? | 01:29:06 | |
| Yes, it's not a permanent change to the property. | 01:29:11 | |
| Correct. So when that person leaves cells, dies or anything. | 01:29:14 | |
| The property reverse back to normalcy. | 01:29:18 | |
| OK. All right. Thank you. So. | 01:29:21 | |
| Is there anything else good? | 01:29:24 | |
| How do you keep record on? | 01:29:28 | |
| The the person not owning the property. | 01:29:31 | |
| Anymore. | 01:29:35 | |
| Through the deeds, the titles that come into our office, we would know when the property's been transferred out of their name and | 01:29:36 | |
| such the the exemption would automatically follow. | 01:29:41 | |
| OK, yeah, I'm not gonna. | 01:29:47 | |
| Go further, because yeah, finish. | 01:29:49 | |
| If one of the family people, well, I said I'm not going there. | 01:29:52 | |
| OK, I'm done. | 01:29:56 | |
| OK, manage your memo. | 01:29:58 | |
| Essentially kissing. | 01:30:00 | |
| I had a question in your description of what it does so if. | 01:30:02 | |
| Net assessed value is $100,000. | 01:30:06 | |
| You described that there's in this case, particular case. | 01:30:09 | |
| 4000 or something. So essentially the net assessed value. | 01:30:13 | |
| Is reduced from 100,000 to 95,000. | 01:30:17 | |
| Something so. | 01:30:21 | |
| It's not a $4000 credit on their taxes, rejection and net assessed by you. | 01:30:22 | |
| By the $4000 or whatever it is. | 01:30:29 | |
| 4000 is the maximum. | 01:30:31 | |
| I start you right now. | 01:30:33 | |
| Correct. What is it B? | 01:30:34 | |
| That dollar amount, the exemption amount, is the same number. Everybody gets that number. | 01:30:36 | |
| OK. | 01:30:40 | |
| Thank you. | 01:30:42 | |
| OK. This is kind of new to all of us, I think. | 01:30:44 | |
| Been doing all along yes I appreciate everything that you're doing so let's. | 01:30:48 | |
| I have one other question which was then. | 01:30:53 | |
| Do they have to apply for this every year? | 01:30:59 | |
| Once they get the exemption, it is perpetual. | 01:31:02 | |
| On the perpetual until the situation changes, correct. Yeah, OK. | 01:31:05 | |
| With that, I'll call for motion. | 01:31:10 | |
| Mr. Chair, I move to approve a petition. | 01:31:12 | |
| For redemption. | 01:31:16 | |
| Of exemption waiver for Michael. | 01:31:18 | |
| Or those are petitioning to have his property tax exemption. | 01:31:21 | |
| That is deemed waived by. | 01:31:26 | |
| ARS 421153. | 01:31:31 | |
| A. | 01:31:35 | |
| For tax year 2025. | 01:31:37 | |
| Mr. Chair, I'll second that motion and a second to approve those in favor say aye. | 01:31:40 | |
| Aye aye item 3 E is information, discussion, action to approve or deny A petition for redemption of exemption, waiver from. | 01:31:45 | |
| Lisa M Dibble. | 01:31:53 | |
| Petitioning to have her property tax exempted. | 01:31:55 | |
| Exemption that is deemed waived by the ARS redeemed. | 01:31:59 | |
| Or state year or tax year 2025? | 01:32:03 | |
| Thank you, Mr. Chair. Members of the Board. Lisa Dibble is the partner of Mr. Dozier. | 01:32:07 | |
| Her reason for not applying during the time frame is because she was with him. | 01:32:13 | |
| And Tempe? She is also 100% permanent and total disabled. | 01:32:17 | |
| But because of Mr. Dozier's condition and her being with him, she was unable to apply. | 01:32:21 | |
| She she's qualified, we have accepted her everything. | 01:32:26 | |
| Passive muster. | 01:32:31 | |
| And as you will go into being exempted for next year if not approved position. | 01:32:33 | |
| OK. Thank you, Supervisor Humphrey. | 01:32:37 | |
| Opportunity. | 01:32:42 | |
| Umm, if. If the property never changes hands then. | 01:32:43 | |
| You don't know. | 01:32:48 | |
| I mean if the person passes away. | 01:32:50 | |
| Mm-hmm. And a family member. | 01:32:52 | |
| And never goes to probate. | 01:32:55 | |
| Family member doesn't sell it. | 01:32:57 | |
| Then you don't know. | 01:33:00 | |
| Person has disease. | 01:33:02 | |
| If a person diseases and they do not file a death certificate or there's not some other way that we are informed you are correct, | 01:33:05 | |
| it may take a law for us to it. OK and and I apologize for beating this up, but but I'm dealing with the other end of some of | 01:33:11 | |
| these and I can show you pictures that would make you. | 01:33:16 | |
| Really wish that you didn't live next to this person. | 01:33:22 | |
| And so that's why I'm kind of milking this. | 01:33:25 | |
| To get. | 01:33:28 | |
| Reasons why I'm dealing with some of these things now. | 01:33:29 | |
| And hopefully can build a prevention for it so. | 01:33:34 | |
| Thank you very much for the for answering the questions. | 01:33:38 | |
| That's all OK. Thank you. Supervisor cloning, I'm good. | 01:33:41 | |
| I'll call for a motion. | 01:33:45 | |
| Mr. Chair, I'll make the motion to approve. | 01:33:46 | |
| A petition for redemption of exemption labor. | 01:33:50 | |
| From Lisa M Dibble. | 01:33:53 | |
| Petitioning to have her property tax exemption. | 01:33:56 | |
| That is deemed way by ARS. | 01:33:59 | |
| 421-1153. | 01:34:02 | |
| Redeem for tax year 2025. | 01:34:05 | |
| Mr. Chair, I'll second it. Motion to 2nd to approve. Those in favor say aye. | 01:34:09 | |
| Aye aye. And to item 3F Information, discussion, action to approve or deny. | 01:34:14 | |
| Petition for redemption of exemption waiver from Rimview Community Church. | 01:34:19 | |
| Petitioning to have their property tax exemption that is deemed waived by Arizona Revised Statute redeemed for tax year. | 01:34:24 | |
| 2025 Share. | 01:34:32 | |
| Thank you, Mr. Chair. Members of the Board, this was a little different because it is a nonprofit organization and not an | 01:34:34 | |
| individual that they have the same filing timelines as an individual does. | 01:34:39 | |
| They have been a nonexistent. | 01:34:44 | |
| Church or? | 01:34:47 | |
| A very long time. | 01:34:48 | |
| Am I saying that right now? Exempt. Exempt any way you understand? | 01:34:50 | |
| For a very long time with their property they recently acquired. | 01:34:54 | |
| A parking lot next to where the church is, or additional parking. | 01:34:58 | |
| They did not make the filing deadline because they did not. | 01:35:03 | |
| The clothes on that parking lot until April. | 01:35:07 | |
| April 11. | 01:35:14 | |
| So that is why we're here today for them. | 01:35:15 | |
| OK. Thank you, Professor Humphrey. | 01:35:20 | |
| No questions. | 01:35:25 | |
| Supervisor Klein. | 01:35:26 | |
| So this is just a different parcel when they fired it than what they had. | 01:35:28 | |
| Or have previously, Huh. | 01:35:31 | |
| Yes, OK. Thanks. | 01:35:33 | |
| This didn't start out. | 01:35:36 | |
| Yes, yes, OK. | 01:35:37 | |
| All right. With that, I'll call for a motion. | 01:35:39 | |
| Mr. I move. | 01:35:41 | |
| To approve. | 01:35:43 | |
| A petition. | 01:35:45 | |
| For redemption of. | 01:35:46 | |
| Exemption waiver for. | 01:35:49 | |
| Rimview Community Church. | 01:35:52 | |
| Petitioning to have. | 01:35:55 | |
| Their property tax exemption that is deemed waived by. | 01:35:56 | |
| ARS 42111. | 01:36:01 | |
| 538. | 01:36:04 | |
| Redeemed as tax year. | 01:36:06 | |
| 2025. | 01:36:08 | |
| And I will second that, OK, we have a motion in a second to approve Those in favor say aye. | 01:36:10 | |
| Aye, aye. Thanks very much. | 01:36:16 | |
| All right, moving on to 3G information discussion action to renew an inspection services agreement between. | 01:36:20 | |
| The county and the Arizona Department of Housing. | 01:36:27 | |
| Office of Manufactured Housing for the purpose of enforcing the installation standards. | 01:36:30 | |
| Of manufactured housing for manufactured homes, mobile homes. | 01:36:36 | |
| Actually built buildings for the period of June 3rd. | 01:36:40 | |
| 2025 to June 2nd, 2028. | 01:36:43 | |
| Andy, morning again. So basically, this is the renewal. We've had this contract for many years before. | 01:36:46 | |
| Basically that we have an IGA state that allows Hilo County do the inspections. | 01:36:53 | |
| Of studying in the manufactured homes. | 01:36:59 | |
| On parcels in our county. | 01:37:01 | |
| I talked with a couple of the installers. | 01:37:04 | |
| It takes up to six weeks to get the state. | 01:37:08 | |
| To come out to do 1 inspection. | 01:37:12 | |
| We can do it the next day. | 01:37:14 | |
| So. | 01:37:16 | |
| Everyone really kind of wanted us renew us, including state. | 01:37:18 | |
| So again, this is just a renewal the contract to allow us to do the inspections we have to follow their pricelines, their. | 01:37:21 | |
| Their requirements and fill out forms and all that good stuff, but it helps these. | 01:37:29 | |
| Customers and clients and. | 01:37:35 | |
| Fence of Hill County. | 01:37:38 | |
| OK. Thank you, Supervisor Humphrey. | 01:37:41 | |
| You weren't just advertising next day service, were you? No, Sir. OK. I just wanted, I just wanted to make that clear. | 01:37:44 | |
| No further questions. | 01:37:52 | |
| But you did make the commitment. | 01:37:54 | |
| A lot of people heard we, we do. If they call in today, they we will be out there tomorrow one way or another. | 01:37:59 | |
| Not over the weekends obviously, but during the week we will do next day inspections if you get it called in before we leave. | 01:38:06 | |
| That's called Randy Dewey. | 01:38:14 | |
| Do we get enough off of it to help pay for our inspectors? It does. | 01:38:15 | |
| In the problem we've done in the past, we didn't always follow. | 01:38:22 | |
| Their requirements, they have different issues. So in other words, you want an extension, It's 100 bucks. | 01:38:25 | |
| We're free for the first one. | 01:38:31 | |
| They're 100 bucks, so we weren't doing that. | 01:38:32 | |
| We weren't following the requirements but when I went through this it says we have to. | 01:38:35 | |
| So yes, we, I think we do recover our cost. | 01:38:39 | |
| We're not going to make any big dollars off it, but we will recover our cost on. | 01:38:42 | |
| OK. Thank you. | 01:38:47 | |
| Yeah. Thanks Randy, for all you guys do. | 01:38:49 | |
| With that, I'll call for a motion. Mr. Chair, I'll make the motion to renew an inspection services agreement between Gila County | 01:38:52 | |
| and the Arizona Department of Housing. | 01:38:56 | |
| Office of Manufactured Housing as presented. | 01:39:01 | |
| Mr. Chair, I'll second that. OK, motion in the second to approve. Those in favor say aye, aye, aye. | 01:39:05 | |
| Really. | 01:39:13 | |
| Three H is information discussion action to authorize the advertisement of invitation. | 01:39:14 | |
| Forbids number of 05102025. | 01:39:20 | |
| Annual contract for advertising, publications and printing to solicit bids from qualified newspapers for an annual contract. | 01:39:25 | |
| For all advertising, publications and printing required to be done or made by all departments in elected or. | 01:39:33 | |
| Offices. | 01:39:41 | |
| Of Healer County Government for the period of July 1, 2025 through June 30. | 01:39:42 | |
| 2026. | 01:39:47 | |
| Good morning, Mr. Chair. Good morning, Supervisor Humphrey. Supervisor Klein. Arizona Revised Statute 11255 requires that the | 01:39:49 | |
| Board of Supervisors. | 01:39:54 | |
| Award an annual contract for advertising, publication and printing in the newspaper of record. | 01:39:59 | |
| The statute further stipulates what constitutes a newspaper of record. | 01:40:06 | |
| Where it has to be located, how often it has to publish its actual. | 01:40:12 | |
| Reach and things of that nature so that we can determine who. | 01:40:17 | |
| Who are qualified bidders are. | 01:40:23 | |
| And we are supposed to go out for this annually, so we are looking for your permission to advertise this invitation for bid. | 01:40:25 | |
| Thank you, Baron Supervisor Humphrey. | 01:40:33 | |
| Yeah, unless advertisement forbid. | 01:40:38 | |
| We do have. | 01:40:41 | |
| Things that need to go out to a newspaper, but they need to be published in accounting. | 01:40:44 | |
| That not correct. | 01:40:49 | |
| There are some things that fall outside of this particular. | 01:40:52 | |
| Statutory requirement. | 01:40:58 | |
| OK, so. | 01:41:00 | |
| Say a paper out of the county seat wins the bid. | 01:41:01 | |
| Then we still have to pay. | 01:41:06 | |
| Accounting seat paper if they didn't receive the bid. | 01:41:09 | |
| To do certain advertisements for us. | 01:41:12 | |
| OK, I think that should be. | 01:41:17 | |
| Somehow calculated in a bit. | 01:41:22 | |
| Because it ends up sometimes costing us more. | 01:41:26 | |
| If the county if if a paper within the county seat. | 01:41:29 | |
| Does not get awarded the bid. | 01:41:34 | |
| Then they still get the. They still get. | 01:41:36 | |
| To do certain advertisements. | 01:41:42 | |
| No matter who gets the bid. | 01:41:45 | |
| So I understand that it goes out forbid. | 01:41:46 | |
| But that's never been mentioned to. | 01:41:51 | |
| Or I seem to have passed that in the past and then it comes back to find out. | 01:41:55 | |
| That certain things. | 01:42:00 | |
| Have to be paid. | 01:42:02 | |
| To the people that were awarded the bid and. | 01:42:04 | |
| And people that were not awarded the bid. | 01:42:06 | |
| Because of rules that had to be in the county seat, so I would just somehow like to. | 01:42:09 | |
| Be able to know when it goes out. Forbid that. | 01:42:14 | |
| That everybody knows that. | 01:42:17 | |
| We can work with the county attorneys office to determine whether we can include that in this. | 01:42:25 | |
| Because this is specific. | 01:42:30 | |
| To our compliance with 11255, it may have to be a separate discussion. | 01:42:33 | |
| And I don't know that we can take that into consideration when evaluating these bids. | 01:42:40 | |
| I don't know that our. | 01:42:45 | |
| Existing procurement policy allows us to. | 01:42:47 | |
| Calculate that. | 01:42:54 | |
| In in a way that would be useful, especially when we have things like the tax lien sale that's like. | 01:42:55 | |
| $9700 to print the list. | 01:43:04 | |
| But you don't know how long that how much that's going to be and so you know, how many square inches or whatever. | 01:43:07 | |
| I understand and I didn't mean to put you on the spot. It's just another thing that's come back. | 01:43:15 | |
| To bite us in the future. | 01:43:21 | |
| Because we have obligations. | 01:43:22 | |
| To the state. | 01:43:25 | |
| Which create problems for us in the future. | 01:43:26 | |
| And we didn't. | 01:43:29 | |
| I wasn't aware of it until it come back. | 01:43:31 | |
| And realize that. | 01:43:33 | |
| And then it just created. | 01:43:35 | |
| More money. | 01:43:38 | |
| For the bitter and the non. | 01:43:39 | |
| Winner of the bid. | 01:43:44 | |
| Because of the content. And so I'm not going to keep fighting that. But anyway, Jessica, go ahead. | 01:43:46 | |
| I'm sorry, Mr. Chair. | 01:43:53 | |
| We got the attorney. | 01:43:56 | |
| Member. Supervisor. | 01:43:58 | |
| This is something that we can certainly look into. I think Marion is correct. I think with the procurement rules, it's not | 01:44:00 | |
| something we can account for. | 01:44:04 | |
| However, I think the situation is very unique. Tequila County. | 01:44:09 | |
| Umm, in that we only have. | 01:44:13 | |
| Only we wait. We only have one. | 01:44:16 | |
| On newspapers, in the county chair. So again, I think it's very unique. He would tell me. | 01:44:18 | |
| And it might be a legislative issue, not something that we can address. | 01:44:25 | |
| Here with the invitation for bids and. | 01:44:30 | |
| Approving them, but we will certainly look into it. | 01:44:34 | |
| Thank you. | 01:44:38 | |
| Thank you, Supervisor Klein. I'm good. | 01:44:40 | |
| I do know that there's rumblings at the legislature to try and ease up on some of the printing. | 01:44:44 | |
| Demands and go digital. | 01:44:50 | |
| I don't think that's been accomplished yet. | 01:44:52 | |
| Thank you, Marin. With that, I'll call for a motion. | 01:44:56 | |
| Mr. Chair, I move to authorize the advertisement for invitation for bids number 05102025, as presented. I'll second that motion | 01:45:00 | |
| and a second to approve. Those in favor say aye, aye. | 01:45:06 | |
| Aye, thank you. | 01:45:14 | |
| All right, moving on to. | 01:45:15 | |
| Three information discussion Action to approve the final renewal of purchase Agreement Transaction number. | 01:45:18 | |
| 355844141. | 01:45:24 | |
| 120M2 all-wheel drive motor grater. | 01:45:28 | |
| And to authorize the 8th annual and final payment in the amount of. | 01:45:32 | |
| $96,195.84 Mr. White. | 01:45:38 | |
| Chairman, Board of Supervisors, thank you. I think you pretty much said my whole presentation right there just in the motion, but | 01:45:43 | |
| this is for 2018. | 01:45:48 | |
| All-wheel drive motor greater that we've leased, this is our final payment of. | 01:45:53 | |
| 96 a little over $96,000 would bring The total price that we'd be paying for this is just a little over 266. | 01:45:58 | |
| $1000 So this is our last and final payment and then we're out of the leasing we own. | 01:46:08 | |
| OK, so glad I'd be happy to answer any questions. | 01:46:14 | |
| Thank you, Supervisor Humphrey. No questions. | 01:46:17 | |
| By the client, does that workout comparable to just buying one outright, Troy or did we end up paying a little bit more? | 01:46:20 | |
| You end up paying a little more because you're leasing, so you're paying interest on it. So it's about $56,000 more over the eight | 01:46:25 | |
| years for interest. | 01:46:29 | |
| So we use their money for 50 some odd 1000. | 01:46:34 | |
| Basically, yes. OK. | 01:46:38 | |
| Thank you. You're welcome. | 01:46:41 | |
| Thank you. And without call for motion, Mr. Chair, I'll make the motion to approve the final renewal of purchase agreement | 01:46:43 | |
| transaction number 355. | 01:46:48 | |
| 8441 as presented. | 01:46:52 | |
| Miss Gerald, second motion and a second to approve. Those in favor say aye, aye, aye. | 01:46:55 | |
| I don't appreciate your information. Discussion Actions approved. Amendment #1 The contract number is 071924. The Campaign Creek | 01:47:02 | |
| Post Fire project Demolition of 10 homes. | 01:47:07 | |
| With Brian Holt contracting. | 01:47:13 | |
| Company Incorporated to increase the contract home by $16,724.74. | 01:47:16 | |
| Or he knew not to exceed contract amount of 106,000. | 01:47:23 | |
| $403. | 01:47:27 | |
| And $0.74. | 01:47:29 | |
| Thank you, Mr. Chairman, Board of Supervisors. | 01:47:31 | |
| So this is the one and only amendment to the contract. | 01:47:33 | |
| We have for rental contracting. | 01:47:37 | |
| For the demolition of the 10 homes. | 01:47:40 | |
| What happened was early on in the process before we went out forbid. | 01:47:42 | |
| Former Director Bell and I agreed that if we. | 01:47:46 | |
| Convince the contractors to use our Buckhead Mesa landfill. We would pay the tipping fees. | 01:47:50 | |
| Instead of filling up our Russell Gulch landfill, which is already. | 01:47:55 | |
| As you know, filling up. | 01:47:59 | |
| So the contractor had the option to do that and then turn in their slips. | 01:48:01 | |
| And then we would reverse them. | 01:48:06 | |
| What we didn't realize is that would actually put them over the original contract amounts. | 01:48:08 | |
| So this is reimbursing Brian Holt Contracting for the amounts that they paid in the tipping fees? | 01:48:11 | |
| Oh, Taith. Supervisor Humphrey, no questions. Supervisor Klein, I'm good with that. Thank you. Thank you, Alex. With that, I'll | 01:48:18 | |
| call promotion. | 01:48:22 | |
| As Chair, move to approve amendment #1 contract number 071924 as presented. And I'll second that motion and a second to approve | 01:48:27 | |
| those in favor say aye. | 01:48:32 | |
| Aye, aye. | 01:48:37 | |
| Item 3K Information Discussion action to approve Modification 001. | 01:48:39 | |

| I'm here. | 01:48:53 | |
| OK. All right. Thank you. | 01:48:54 | |
| Item 3K Information discussion action. | 01:48:56 | |

| Urgently that they allocated to us to work on Control Rd. | 01:49:50 | |
| As a payment reimbursement program. | 01:49:53 | |
| This contract got put on hold. | 01:49:56 | |

| Have already came before you for all of the mythical these. | 01:51:24 | |
| Except for the town of Winkelman. I'm not sure why this one was missed. It does look like it. Did this go before the town of | 01:51:28 | |
| Winkelmann back in March? | 01:51:32 | |
| So this is now just coming before you again because it was missed. | 01:51:38 | |

| Moving on to Item 6, our reports, we'll start with the manager. | 01:55:46 | |
| This chair remembers the board yesterday had a meeting with. | 01:55:51 | |

| And follow up to our work session that we had a couple months ago. | 01:56:03 | |
| This was a discussion regarding making sure all the paperwork and everything we have that. | 01:56:06 | |
| Our partnerships with them goes forward and that we have. | 01:56:11 | |
| All the T's cross now. | 01:56:14 | |
| Went very well, but I did want to take the moment to. | 01:56:16 | |
| Again, congratulate the Hewitt County College District with your support and Board of Supervisors. | 01:56:20 | |
| In our discussion yesterday, they expressed appreciation to you several times. | 01:56:26 | |
| That it would not have been possible for them to get to this point. | 01:56:31 | |
| Without your help and your level of commitment. Thank you. | 01:56:34 | |
| From them and from Healey County. | 01:56:38 | |
| They they will be a. | 01:56:41 | |
| The Gila County Community College District in 28 days. | 01:56:43 | |
| And that is exciting. So and I believe that that's what the intent and purpose. | 01:56:47 | |
| And your support has been all along, so congratulations to them. | 01:56:52 | |
| Wanted to give a moment by Mr. Chairman of the Board to Michael. There's a couple of projects that we've got going on and there's | 01:56:56 | |
| going to be some impact to the public. | 01:57:00 | |
| So asking Michael to give us an update 1 on the Payson Courthouse. | 01:57:04 | |
| And that transitioned back to the remodeled courthouse building. | 01:57:10 | |
| They're impatient and then also there's been some work on the Michelson building here. | 01:57:14 | |
| That if he could just take. | 01:57:18 | |
| A minute each. | 01:57:20 | |
| And update us from those. I would appreciate that, Mister. | 01:57:22 | |
| Hello, Michael. | 01:57:26 | |
| Good morning, Chair. Members of the board. So the two projects are the Payson Courthouse remodel? | 01:57:28 | |
| And the Michelson building, but the facing courthouse remodel, if you remember, it's $1.8 million of a remodel and it was paid | 01:57:32 | |
| from from ARPA funding. | 01:57:37 | |
| So we are moving extremely fast with this project and I'm excited that it's on. | 01:57:42 | |
| On track. It's on schedule. | 01:57:47 | |
| Umm, we've put a new roof on there. | 01:57:50 | |
| The the entire lobby storefronts 100% completed our fire suppression system which we had to add to this entire. | 01:57:52 | |
| 1st and 2nd floor that is been installed and they are testing that system now. | 01:58:00 | |
| The the completion date is July. | 01:58:06 | |
| Actually, June 30th is the date we're heading for. | 01:58:11 | |
| July 18th we have scheduled with a contractor to move the court system out of the Longhorn Building, which is owned by the Payson | 01:58:15 | |
| Senior Center. | 01:58:19 | |
| And back into the courthouse. | 01:58:23 | |
| By July. | 01:58:26 | |
| Hopefully at the end of that weekend, everyone will be relocated back into the courthouse. | 01:58:28 | |
| And then open on that following Monday. | 01:58:33 | |
| So I'm extremely excited about this project moving forward and we are a little bit ahead of schedule, but. | 01:58:35 | |
| I don't want to jinx it. | 01:58:41 | |
| Do you have any questions about that? | 01:58:43 | |
| No, not right now, Thanks. | 01:58:50 | |
| I'm good. Thank you, Michael. Yeah, I appreciate this. Moving right along on schedule, maybe ahead. | 01:58:52 | |
| Well, that's good because the Senior Center does not want us in their building past the date we. | 01:58:57 | |
| Total, we were going to be out, correct. The Senior Center is doing a complete remodel of that building we're occupying right now. | 01:59:02 | |
| Starting at the very beginning of August. So we need to be out of there by the end of July. So we almost didn't get that building | 01:59:10 | |
| because of. | 01:59:15 | |
| That correct? They were worried that we would not. | 01:59:20 | |
| Be able. | 01:59:23 | |
| Do it in the time frame. | 01:59:24 | |
| Correct. | 01:59:26 | |
| So yeah, they've been extremely. | 01:59:27 | |
| Helpful and. | 01:59:31 | |
| And. | 01:59:32 | |
| They've just been great to work with. OK, Thank you. | 01:59:34 | |
| And then the second project that Mister Menlo mentioned was the Michelson Building downtown Globe. | 01:59:37 | |
| That project is planned to go through a complete remodel on the inside. | 01:59:43 | |
| We have completed on the county side. This is a joint project. | 01:59:48 | |
| This project involved the City of Globe. They've received $750,000 earmarked money. | 01:59:53 | |
| And they're responsible for hiring an architect and doing the. | 01:59:59 | |
| Doing the remodel on the inside of the building, our facilities team is working with them to actually manage the product. | 02:00:04 | |
| So it's this joint project which is working very well. | 02:00:12 | |
| We have completed our entire demo of. | 02:00:16 | |
| 1st and 2nd floor of this building. We are one one week ahead of schedule. | 02:00:19 | |
| And some of the changes, it's an incredible change. We knock down all the non mode bearing walls. | 02:00:23 | |
| Took off all the drywall down to the brick. | 02:00:30 | |
| It looks much different than it did, but that process is complete. | 02:00:32 | |
| Start tomorrow. They're doing a kickoff meeting with GH2 in the city of Globe in our facilities team. | 02:00:37 | |
| Which is the architect that they have hired to go ahead and start the design process for the remodel of this building. | 02:00:44 | |
| So it is moving very quickly as well. | 02:00:51 | |
| And I'd be happy to answer any questions about that. | 02:00:54 | |
| OK, Supervisor Humphrey. | 02:00:56 | |
| I have no no questions, just me. | 02:00:58 | |
| Go ahead. Excuse me. | 02:01:01 | |
| Yeah. | 02:01:05 | |
| I'm sorry, the statute that allows for return of an update. | 02:01:08 | |
| Very, very narrow and it does not allow for any sort of discretion on the matter. | 02:01:13 | |
| OK. Thank you, Jessica. I didn't really have any questions and. | 02:01:19 | |
| OK. All right, then we will. | 02:01:25 | |
| Accept your presentation. | 02:01:28 | |
| Thank you very much, Chairman Members. Right, Lord. | 02:01:30 | |
| Anything else? Management. OK Supervisor. | 02:01:32 | |
| Humphrey. | 02:01:35 | |
| Yeah, I met with the. | 02:01:38 | |
| Public Works Director. | 02:01:40 | |
| Troy and the team on a monthly deal so we can go over projects that we're working with. | 02:01:43 | |
| In District 2 and projects we want to. | 02:01:50 | |
| Work on in District 2 and kind of things of that nature. So that was. | 02:01:52 | |
| Good meeting. I'll hold a Tunnel Basin community meeting. | 02:01:56 | |
| Tonight at 5:00. | 02:02:01 | |
| No agenda, just public comment. Let us know. | 02:02:04 | |
| And and we inform with what we can. | 02:02:08 | |
| And then tomorrow at. | 02:02:12 | |
| I will speak at the. | 02:02:14 | |
| That's about all I've got going right now. | 02:02:18 | |
| OK. Thank you, Supervisor Klein. | 02:02:20 | |
| Thank you, Mr. Chair. I have a meeting coming up June 13th at 10:00 AM. | 02:02:23 | |
| 201 N Mud Sprint Rd. | 02:02:29 | |
| This is with the ad hoc committee that Representative Marshall has asked me to be on. | 02:02:32 | |
| It's all designed around the public to address issues with fire preparedness. | 02:02:37 | |
| Cleanups. Insurance. | 02:02:44 | |
| And all of that. And so we will be there. | 02:02:47 | |
| To hopefully be able to address anybody's concerns or questions. | 02:02:51 | |
| At summer work is kicked off and Kathy Mellon. | 02:02:55 | |
| Asked her to give us a little bit of a rundown on the. | 02:03:02 | |
| Interviews. | 02:03:05 | |
| A good batch of kids and there's always some cool little stories that these ladies have for us on these kids so. | 02:03:07 | |
| Chairman. Members of the board. | 02:03:16 | |
| Summer work started Monday yesterday. | 02:03:18 | |
| And this was the year where we had. | 02:03:21 | |
| A lot more kids. I don't know if that has to do with the economy or what, but typically around 80, somewhere between 75 to 85 | 02:03:24 | |
| applications countrywide. | 02:03:29 | |
| And this year we had 110 county wide. | 02:03:33 | |
| We had areas where even more. | 02:03:36 | |
| Participation than in the past over Hayden Wiggleman area, we had 19 positions available on behalf, I believe 42. | 02:03:40 | |
| Applications over there. | 02:03:47 | |
| Umm, Payson for the first time ever. | 02:03:49 | |
| We had ten applicants up in pace and so typically we have a hard time. Payson usually wants about four or five. | 02:03:52 | |
| Typically we get maybe 3 or 4, so we were able to fill not only the Town of Payson's request, but also the county requests up | 02:03:59 | |
| there. | 02:04:03 | |
| And as usual, we get a couple of the little funny ones. We had a boy that was. | 02:04:07 | |
| 15. | 02:04:11 | |
| And he wanted a mechanic's vision. A lot of mechanics this year, for whatever reason, kids wanted to work, always wanted to work | 02:04:13 | |
| in the shop. | 02:04:16 | |
| So we that was not only. | 02:04:20 | |
| Well, that was Tony Wide. | 02:04:23 | |
| One of the things that we're doing is because. | 02:04:25 | |
| We started off. | 02:04:28 | |
| Our process is we interview every single kid. | 02:04:30 | |
| So we interviewed 105 applicants county wide. | 02:04:33 | |
| I'd like to figure out a method to. | 02:04:38 | |
| Reduce that a little bit, or make it move a little bit faster and get other people to participate. | 02:04:40 | |
| Because Larissa and I went over to the Hayden Winkelman area. | 02:04:44 | |
| And we did 40 interviews between the hours of 9:15 and 2:45. | 02:04:48 | |
| She didn't let us have a break for lunch. | 02:04:53 | |
| So we do those. I mean, they're just one after the other. And I have to say, once again, these kids are phenomenal. I mean, they | 02:04:56 | |
| give the best interviews they have. I mean, they're all on time. I don't think we had anybody that was not on time. | 02:05:02 | |
| You know, because we kind of try to, you know, maybe weed them out that way. They just don't bother to show up. But they all show | 02:05:09 | |
| up, every single one of them. | 02:05:12 | |
| And one of the things that they told us throughout. | 02:05:16 | |
| Was that this? | 02:05:18 | |
| Program has gotten a lot of interest. | 02:05:20 | |
| Everybody talks about it, you know, I agree about this from my cousin who did it last year. | 02:05:22 | |
| Here before and they all really look forward to it. They were waiting. We didn't have any issues anywhere. | 02:05:26 | |
| With like saying like an area like sometimes they'll be patient. | 02:05:31 | |
| That we don't get enough applicants. In the last weekend before it closed, we got 5 applications from Pace and we had five | 02:05:35 | |
| applications in Young. | 02:05:39 | |
| Which is also a tough area too, because they just don't have. | 02:05:43 | |
| The age group necessarily, that we need. | 02:05:46 | |
| But like I said, we got them all. We filled every single position. | 02:05:49 | |
| Didn't have a problem anywhere. | 02:05:52 | |
| And I've been talking to Sherry. We want to do like a. | 02:05:54 | |
| Kind of like a recap and start right now for next year about how we can make it work. | 02:05:58 | |
| Better next year and not be so hectic towards the end. | 02:06:02 | |
| I'd also like to find. | 02:06:05 | |
| Because we're only able to place out of the 109 that we got, we were only able to place say 8070 to 80 of those. | 02:06:07 | |
| I can find some outside money. | 02:06:15 | |
| So we could put kids in the private sector. | 02:06:17 | |
| Because I think that would really help a lot. You could put them in doctor's offices. We could put them with nonprofits, the | 02:06:19 | |
| hospital. We've talked to Neil about that before. | 02:06:24 | |
| And to see where else we could place them, but we just need to look for some other money because our government money obviously | 02:06:28 | |
| can't be spent in the private sector. | 02:06:31 | |
| So if anybody has any thoughts, we'll be asking a couple different county departments to sit on us now so that we can be ready for | 02:06:35 | |
| next year about how we can make it work better. | 02:06:40 | |
| But thank you guys. | 02:06:45 | |
| Thank you, Captain. | 02:06:47 | |
| Larissa is being involved. | 02:06:50 | |
| With that, I think we spoke a little bit last time about Lion Springs Rd. | 02:06:53 | |
| There was a push from the state to take that money and put it towards another. | 02:06:58 | |
| Road project and Troy, do you or Alex have anything update on that? | 02:07:03 | |
| Yeah. Thank you, supervisor, Board Supervisor Yeti. | 02:07:15 | |
| The state's going to be Is it just the work study this Thursday? | 02:07:21 | |
| So this this Thursday, they have a work study session that they're going to be doing where they'll be talking about it, but they | 02:07:25 | |
| won't be taking any action and I believe. | 02:07:29 | |
| 20th. | 02:07:33 | |
| The 20th in Payson they're actually going to vote on. | 02:07:35 | |
| Whether or not they're going to reallocate the funding from Lion Springs project to. | 02:07:38 | |
| 347 in Maricopa to get that project up and going. So they get the work study this Thursday and then the voting on it. | 02:07:45 | |
| In patient on the 20th. | 02:07:54 | |
| OK. Thank you And. | 02:07:57 | |
| That's something. | 02:08:00 | |
| I'm really interested in staying on top of we've we've been a long time working on this and we need to. | 02:08:02 | |
| To keep it going so. | 02:08:08 | |
| And Troy, one more thing where you're standing there that I have is. | 02:08:10 | |
| I wanted to thank you guys and everybody involved with getting that oil. | 02:08:15 | |
| Contract done. | 02:08:19 | |
| That's going to work out very well. I know you guys really scrambled and a lot of hard work on that. | 02:08:21 | |
| Yeah, I appreciate that. I have to. I have to think Carrie and Olivia and Christy, those were the three champions of that. Make it | 02:08:27 | |
| getting that going and getting that before you guys on the next council board meeting here. | 02:08:33 | |
| On the 17th, so without them it wouldn't happen. | 02:08:41 | |
| So so thank you ladies for everything and, and. | 02:08:44 | |
| Yeah, that, that was a huge help right there. | 02:08:49 | |
| For our projects. Thank you, appreciate it. My last thing is on the Mexican walls. | 02:08:53 | |
| And Representative Gosar is trying to float a bill through to delist the wolf. | 02:08:59 | |
| It's been tried before, it's been shot down. It didn't go through. | 02:09:05 | |
| There's well, there's no doubt there would be a big fight. | 02:09:10 | |
| Over that one I'm not sure what would really. | 02:09:14 | |
| Take place there. They are gathering up resolutions from counties to support that. I'm just throwing that out there. | 02:09:18 | |
| And Mr. James, I'll talk to you more about that later. | 02:09:26 | |
| I did sign a letter with ECO. | 02:09:30 | |
| On some solutions that we put into Game and Fish. | 02:09:33 | |
| And US Fish and Wildlife Service problems, especially in the Southeast. | 02:09:38 | |
| And they did implement. | 02:09:44 | |
| A couple of those items that we pointed out and it did make a big impact. | 02:09:46 | |
| And so there's really, there's a lot of movement there on this issue and it's going to be a big fight. | 02:09:51 | |
| The NGO's, they're gonna end up filing lawsuits and everything else, I'm sure. | 02:09:57 | |
| As things come up, but it's expected and. | 02:10:02 | |
| And hopefully we can. | 02:10:05 | |
| Keep pushing forward on things and. | 02:10:08 | |
| And help the problems there so. | 02:10:11 | |
| Mr. Chair, with that, I think that's all I have at this time. | 02:10:14 | |
| Thank you. It's good to hear about the youth program, in fact. | 02:10:17 | |
| The young man, he just had to leave the room, but. | 02:10:22 | |
| He's with Eric's office and so he's one of the. | 02:10:24 | |
| Youth involved. So it's really good to see that. | 02:10:29 | |
| And I was also going to mention. | 02:10:32 | |
| The oil. | 02:10:34 | |
| And all that, we're back on track with all of our projects. | 02:10:36 | |
| That's great. | 02:10:40 | |
| I got to. | 02:10:42 | |
| Credit to the road. | 02:10:45 | |
| Department up there we. | 02:10:47 | |
| I got people in the East Ferry. | 02:10:49 | |
| Estates that. | 02:10:52 | |
| Having trouble with drainage? | 02:10:54 | |
| It's just it's all the same kind of a story, you know, things have changed or the. | 02:10:56 | |
| Colbert's clog or the. | 02:11:02 | |
| Neighbor did something. | 02:11:04 | |
| And people were so happy to get that fixed. And it was kind of pretty simple, I think, but man. | 02:11:07 | |
| I guess it's like. | 02:11:13 | |
| They really appreciate that stuff, so I really appreciate our department doing that. | 02:11:15 | |
| And we did get rain a couple nights ago, so. | 02:11:20 | |
| That was nice. | 02:11:24 | |
| And I presume the cleaned out culvert worked fine. So anyway. | 02:11:25 | |
| That's all I have so. | 02:11:30 | |
| Unless there's anything else. | 02:11:32 | |
| Yes, Sir. | 02:11:34 | |
| This is appreciation day. I appreciate the oil getting done. I thought that was a difficult deal. | 02:11:35 | |
| For this time of year. So that's that's a great deal. | 02:11:41 | |
| But also my head off the facilities because. | 02:11:45 | |
| Some of these major projects that they're taking on and doing it overtime and they put a couple of them in facilities. | 02:11:49 | |
| I have dogs to go to school. There's a lot of those things we don't see. | 02:11:56 | |
| And, you know, these are some major projects that they're overseeing. | 02:12:00 | |
| Made your list up until. | 02:12:04 | |
| Then we're Hacked Off my head off to the facility today. So very good. Thank you gentlemen. And. | 02:12:06 | |
| We are adjourned. | 02:12:14 |
