OK. It looks like we're ready to go. So I would like to call this meeting to order. It's June 17th, 25. 00:00:17
Of 10/07 and I would like to ask Roy Sandoval. 00:00:25
If he would lead us in the Pledge of Allegiance after that. 00:00:31
Marin Bentley will lead us in invocation. 00:00:34
I pledge allegiance to the flag of the United States of America. 00:00:39
And to the Republic for which it stands, one nation under God. 00:00:43
Indivisible with liberty and justice for all. 00:00:48
Heavenly Father, we come before you today in gratitude for our colleagues and for the opportunity to serve Heulah County. 00:00:59
Because we are looking at our budgets. 00:01:06
I'll be using the prayer before our calculator. 00:01:08
Lord help us to remember that behind each number there is a face. 00:01:11
And precious life that is seeking our assistance. 00:01:16
As our fingers spread over these numbers and symbols, we pray. 00:01:19
May the burdens of poverty and illness be subtracted? May healing be added to health care? 00:01:23
Made the divisions among us be few. 00:01:28
And may the grace of God be multiplied in all our endeavors. 00:01:30
Amen. 00:01:34
Amen. Thank you. 00:01:35
OK. We're going to start off with Item 2, which is our presentations. We have 3 this spring. The first one is 2A presentation of. 00:01:40
University of Arizona's Gila County Cooperative Extension Office annual report. 00:01:48
And Fiscal Year 202526 budget request to be considered for approval during Heila County's regular budget. 00:01:53
Process. I don't think Renee is here today. 00:02:01
Correct. And but we do have Chris. 00:02:04
Good morning. 00:02:08
Thank you. Good morning so much. Yeah. 00:02:10
Set to go. 00:02:12
Good morning. It's my pleasure to be here before you today. 00:02:14
Honorable Chairman Steve Christensen, Honorable. 00:02:18
Supervisors Tim Humphrey and Woody Klein, thank you for this opportunity to be for you and wish you well today. 00:02:22
We are here. 00:02:29
Renee asked us to. 00:02:32
She was not able to come today, obviously got an appointment that if she missed it, she couldn't reschedule it for months and 00:02:34
months, so. 00:02:37
We're happy to do the end report and budget request here. 00:02:41
You know me. My name is Chris Jones. I'm the agent for natural resources and agriculture. 00:02:45
And since last October or so, I'm also the interim. 00:02:50
Extension director for Coconino County. 00:02:55
Right. And so I'm going to hand this over to my colleague. 00:02:58
Ashley Dixon Cleaver. 00:03:03
She's an associate agent for our family consumer science and health programs and. 00:03:05
And we'll start with. 00:03:09
The slides and then we'll just kind of share. 00:03:10
OK. Good morning. 00:03:13
Nice to meet you all. 00:03:14
So I'm just gonna go through a few different areas of programming that we have. First, I'm family consumer Health Science, so I'm 00:03:16
Chris's counterpart, but instead of adding natural resources, I'm family consumer science. And Renee is 4H. 00:03:25
I'll go over this and 1st I want to. 00:03:34
Of our staff that work on family consumer science. You guys want yourself? 00:03:37
Hi, I'm Kate Gore. 00:03:42
I am this person. 00:03:44
Specialist that leads in some of the education for our community with families consumer Health Sciences. 00:03:45
I converted to Lego building financial. 00:03:53
And family talks money addition. 00:03:55
A good day, she Melanie's comment concern also falter. 00:03:58
I tried and I worked closely with the tribe. 00:04:04
Under healthy lifestyles and go on early literacy go on means at home so I. 00:04:09
Try to link the language with early literacy and work with children, ages and. 00:04:16
Good job. Thanks. 00:04:21
OK, so Family Consumer Science employs 8 Gila County residents and those eight Gila County residents. 00:04:23
Served last year. 350 vision screenings, over 350 hearing screens for zero to five year olds. 00:04:32
We also educated 22 parents on. 00:04:40
More tools for parenting. 00:04:43
And like Kate said, she reached over 150 residents. 00:04:45
Teaching financial literacy. So our reach is pretty far and then we also utilize time to work with childcare providers. 00:04:51
And support them in health, health and Wellness as well as safety to make a better environment for our youngest citizens here. 00:05:02
And then let me go over the fur tech program 1. Adias is also our colleague that works in San Carlos. 00:05:11
And so last year they did a lot of. 00:05:20
Different kinds of programming. 00:05:24
For livestock, equine as well as the traditional food systems, which. 00:05:27
Kind of incorporates gardening and proper. 00:05:33
Distribution as well as harvesting and the whole food system and kind of equating that back to the traditions. 00:05:37
Umm and last year their 4H and youth development program kind of flourished and they reached a lot of kiddos through Junior Master 00:05:46
Gardener. 00:05:52
Welding, archery and so on So. 00:05:58
And then? 00:06:01
Melody said. We together, Juan and I. 00:06:03
Work on the Go Off program which is an early literacy program. 00:06:06
And we reached 110 families in San Carlos last year with that program. 00:06:10
OK, so. 00:06:16
Maybe the one that you're almost familiar with 4H. 00:06:19
Last year over 300, Actually this year we're reaching over 300. And so the number has already increased for youth enrolled. 00:06:22
We've expanded the reach for 4H for northern and central Gila, especially Young and Tonto Basin, getting a more robust program 00:06:34
going. 00:06:40
We would like to thank Supervisor Christensen who assisted in expanding the shooting and archery sports in Northern Gila. 00:06:47
Umm, and then I just want to say that 4H would not be as successful as it is. 00:06:54
Without all the volunteers that give their time and energy. 00:07:02
For the betterment of our youth. 00:07:06
OK. And then finally AG Days was a huge success this year. 00:07:09
As it has been in the past, but it's a great opportunity for all of us to work together in our office, but also. 00:07:15
To work together with our our amazing community partners. 00:07:22
And yeah, so that's I think it and. 00:07:26
I will pass it over to Chris for Aging Natural Resources. 00:07:32
All right, well, this is my program. I do programs like the Master Gardener program in the Forest Health. 00:07:37
Have an active Master Gardener program in Payson. 00:07:42
One thing I'd like to share that they're working on closely is taking care of the Pace and Heritage Apple 3 orchard. 00:07:46
And our group went out there, crafted all those apple trees with heritage trees from the community, from the old ranches and 00:07:53
homesteads. 00:07:57
And uh. 00:08:01
Now we're fighting the Gophers. Yeah. So the Gophers have taken out a few trees, replacing those great support from Plant Fair 00:08:02
Nursery to replace some of those trees and. 00:08:07
We're going to try to really think that the vision that they had one day is a parking. 00:08:11
It can offer some truth. 00:08:17
And a couple of things I'd like to share. 00:08:20
That and also OK. 00:08:26
One thing I want to share is I am leading the. 00:08:28
FFA forestry program for the Career Development day we do every every every year down in Tucson. 00:08:32
For the past two years, I've hosted training for those students and natural resources here in Globe at the Community Center. 00:08:39
I think this last January had over 100 kids show up. 00:08:46
So really helping out with that. Looking forward to one of our. 00:08:50
Gila County teams done. 00:08:52
Go to national something. 00:08:54
He he Prescott Valley. 00:08:56
And I'd less like to talk about. 00:08:58
Ashley Hall, She's our area agent for Animal and Race Sciences. 00:09:01
She's here in Canal County. 00:09:05
She did 90 sites on 20 allotments for the monetary program. 00:09:08
The reading arranged very similar with Jim Sprinkle used to do. 00:09:13
13 seminars dealing with all kinds of areas that help ranchers be better at winter ranching. 00:09:16
And two artificial insemination clinics. 00:09:23
And they say that when they hold those. 00:09:26
At capacity, very. 00:09:29
Save a waiting list. 00:09:31
And here is a breakdown on our budget here. 00:09:35
What I don't know if you've heard about some of the difficulties we're going at the University of Arizona as far as the budget 00:09:39
goes. 00:09:42
That's getting spread evenly plus public extension here. 00:09:45
We received a reduction of. 00:09:49
$340,000. 00:09:51
From the last year, which? 00:09:54
It's amazing. 00:09:56
We have had to, really. 00:09:57
Focus on what we're doing. We. 00:09:59
Lose some employees, we don't replace them. Cut back on travel and. 00:10:01
And professional development. 00:10:07
Ashley's Patches ship running around with some of the grants she's had. 00:10:09
The point I'm trying to make there, that's a lot of money. 00:10:12
Cannot sustain it. It's very hard for us. 00:10:14
And finally. 00:10:17
Our ask is please continue. 00:10:19
The financial support of $70,000 for Hulu County Corporate Extension. 00:10:22
It makes a great difference for us and we really. 00:10:26
We'll need 1/4. 00:10:30
And thank you. 00:10:34
All this is possible because of. 00:10:35
Your support and. 00:10:37
We love working with. 00:10:38
You look down here. 00:10:40
Any questions or thanks for the presentation, Supervisor Humphrey? 00:10:42
Yeah, a couple questions, 1. You know what what's caused the cut and two. 00:10:47
What is that going to do? 00:10:52
How is that going to affect our 4H? 00:10:55
Going forward, because that's huge. 00:10:57
Here in Hebrew County and so that. 00:11:00
You know, that's questions and concerns that I have. 00:11:03
Right. Well. 00:11:06
Year and a half ago have been two years now. 00:11:10
We discovered that the University of Arizona was in a hole at least 1/4. 00:11:13
$250 million. 00:11:18
To do with extension, nothing to do with Cooperative Extension. 00:11:21
I believe it had a lot to do with the online university that got that Ashford online university that had a lot of debt apparently 00:11:25
continue to have a lot of debt. 00:11:29
And other issues that just weren't being paid attention to. 00:11:34
And so the Board of Regents came over, started over. 00:11:38
And with our budgets and just started making cutbacks, we are. 00:11:41
University can start to. 00:11:45
Balance. It has been a really kind of. 00:11:47
Uncertain time for us, we get told. 00:11:50
By the day, what's happening with the budget from the campus? 00:11:53
Very difficult. 00:11:56
Appreciate your bring up for each program. 00:11:58
Renee was going to announce that she is retiring as well. 00:12:01
So if you've heard that she will be having an open house on August 1st. 00:12:05
And. 00:12:10
Right now, the university is largely. 00:12:11
Managing his budget through attrition. So when we lose people, we don't replace them. 00:12:15
Kind of helps me to put keep the budget going. 00:12:19
We can't afford not to have a four inch program here so. 00:12:21
We'll have the opportunity to talk with them and see what we can do. 00:12:26
Is to support that. I think we're all doing our best to. So I bring in quite a bit of grants and things like that for my programs. 00:12:28
And I know Renee has some for hers and Chris and so forth. But I think we're all using some of that money. And if we can keep 00:12:36
people, if we can't support them on state funds or otherwise, then shifting them over to specific grants and programs to be able 00:12:43
to keep their employment. 00:12:50
I have not lost any staff but like Chris said, it's more the issue is losing somebody or retiring or leaving and then us not being 00:12:59
able to rehire. Our goal has always been to maintain employment for those that want it. 00:13:06
And maintain benefits eligibility for those that want it so. 00:13:14
And then we have been like Chris said. 00:13:18
Tightening all of our, you know, travel funds and anything kind of above and beyond to just make sure we can keep the people and 00:13:21
continue to deliver all the programs. 00:13:27
But a lot of the issues really have nothing to do with us, but they're painting kind of every department with the same brush and 00:13:33
we're just kind of. 00:13:37
Caught in the crossfire of it so. 00:13:42
We're doing our very best to continue and I think we've kind of done some projections for next year. I think we look pretty good. 00:13:45
In terms of being able to keep everybody that's currently on staff. 00:13:53
I don't know about Renee's position. Not something we don't decide. That's a state. 00:13:57
Decision. If they fail, fill positions but. 00:14:03
Faculty positions, but. 00:14:06
Beyond that, I think, I think we feel. 00:14:09
Hopeful. 00:14:13
About at least the next year. 00:14:16
Yeah, who could I reach out at a higher level to let them know the interest in 4H and the concerns? 00:14:18
And you don't have to give that to me. 00:14:27
You know, because there's a lot of people online and stuff, but I would like an e-mail or some kind of identification to where I 00:14:29
can. 00:14:33
Reach out and and let them know how important that program is. We will do that our. 00:14:36
State Director at Martin with the person to speak to and I believe coordinating with our Advisory Board. 00:14:42
Clock regions in our chair for many years. 00:14:50
I know he's been on the K OK, Yeah, if I, if I can get that information from you, I'd appreciate. 00:14:52
Thank you. 00:14:57
Thank you. Thank you, Supervisor Clark. 00:14:58
You know, just just thinking of that and then. 00:15:02
And I appreciate. 00:15:04
Supervisor Humphrey stepping up there and do that. 00:15:06
That honestly I think need to come from Healer county as a whole. 00:15:08
The 4H program that we have in Gila County. 00:15:13
It it, it has to stay in place. We need to keep it going. 00:15:17
You can see the participants and the numbers and everything that's there for these. 00:15:22
These folks and that's something that. 00:15:27
I know. 00:15:30
Is very near and dear to my heart. Is he? 00:15:31
That going so. 00:15:33
Maybe there's a way, Mr. Menlove, we can draft something from the county as a whole that the chairman could sign. 00:15:35
That we support keeping our 4H program. 00:15:41
And not just an individual district. I mean, it's good if we, the individual districts give our input, but. 00:15:45
As a whole or a lot more? 00:15:52
More stronger. 00:15:55
And, Mr. Chairman, see Larry Klein, certainly. 00:15:57
Do letters of support and request that? 00:16:00
But that continued as strong as it has been, so certainly we can do that. 00:16:04
The umm, the other thing and and. 00:16:10
James, I asked you to. We've been given them 70,000 now I think for about every year we've been on the board. 00:16:14
For the most part. 00:16:20
Is it really? 00:16:22
About time we look at something of an increase. 00:16:24
We can have that discussion. 00:16:29
OK. 00:16:31
All right, and. 00:16:32
You know and and. 00:16:34
Your extension offices all the way around is just really, really important to our county. 00:16:36
It really is every aspect of your extension office. 00:16:42
Is very, very important to this county. 00:16:46
And so. 00:16:49
You can just take Ashleys program that she continued on from. 00:16:50
Mr. Sprinkle, if it wasn't for that program, there's a lot of permittees that would not be in Business Today. 00:16:55
And so. 00:17:01
And, and, and I see everything that you're involved with, with the families and. 00:17:02
Other aspects of it so. 00:17:07
I think as a whole. 00:17:09
I think we ought to, we ought to be looking at this real seriously. 00:17:11
And seeing what we can do to help if we can do something. 00:17:15
Mr. Chair, thank you guys for doing everything. 00:17:20
Yes, thank you for the presentation and I do believe that. 00:17:24
You guys do a lot of work in the county. It's a tremendous benefit. 00:17:27
And I do agree with the supervisor when it comes to. 00:17:32
Reviewing. 00:17:37
Our support. 00:17:39
And Mr. Menlove, I know we're not a healthy county, but. 00:17:42
Perhaps we could show a gesture of more support as we draft this letter. 00:17:47
And show them that we're serious enough about it to increase. 00:17:54
Are giving as a result. I would like to see that. 00:17:58
OK. 00:18:05
Thank you, guys. Appreciate it. Yeah, Reverend. 00:18:07
Yes, Sir, Ask a couple questions. 00:18:10
Yes, Sir. 00:18:13
Looks like the more majority of the funding comes from the stage. Federal funding is also. 00:18:17
Fairly uncertain to you, Are you aware of any? 00:18:22
Cuts or any impact from federal funding that is going to come your way. 00:18:25
Yes. 00:18:29
A few different things. So I I have so we have federal funding coming for agents is 1 Avenue, but for programming I have two 00:18:32
federal grants. 00:18:38
One we didn't get, we thought we weren't going to get renewal notification. We're in the going into the fourth year of a five year 00:18:45
grant. 00:18:50
And we ended up getting notification. 00:18:55
About two months later that we are indeed getting the money, but we've been told. 00:18:59
Kind of plan as if we're not for the 5th year. 00:19:04
So we're figuring that out. So for that one, we dodged that. 00:19:08
We also work under some funding that is funneled through the state that's federal. 00:19:14
For nutrition and physical activity. 00:19:19
In early childhood centers and so that funding we are very uncertain of as well. 00:19:23
Because the current. 00:19:30
Budget that is in the going through right now actually completely eliminates Snap Ed and so that was. 00:19:32
Also impacts a lot of our nutrition, physical activity programming here for youth as well as adults. 00:19:40
So that those are the two that I know of right now. 00:19:48
Most of my other grants are are. 00:19:52
State funded, like First things first and things like that. I know that Ashley Hall has a couple avenues of funding that has 00:19:56
either been paused but restarted or one of them looks like it's not going to be renewed and that's something they've been doing 00:20:02
for like 22 years. 00:20:09
But I don't know the details on that one. Chris, do you have any? 00:20:15
Yeah. So the situation of the grants. 00:20:19
We do have a a. 00:20:22
Formula funding for. 00:20:23
The federal portion of our Cooperative Extension. 00:20:25
Gosh, I'm thinking it's 4%, but that does help pay for part of our 80 salaries. 00:20:28
As far as the. 00:20:34
University goes we know they're going to cut us more this coming year. 00:20:35
And as far as the discussions with state legislature. 00:20:40
And then we can talk with our state directors to talk about it. They still haven't come up with a state budget, as you know. 00:20:45
And we're not expecting to get any additional money from the state legislature. Thank you. Thank you. Thank you guys very much. 00:20:51
Thank you. 00:20:55
Have a good day. All right, that moves us on to Item 2B, presentation of the 2024 Annual Report for the Gila County Sheriff's 00:20:59
Office. 00:21:03
And I see we do have the sheriff, Mr. 00:21:07
Shepherd and also Sarah White, Vinny with us. 00:21:11
Good morning. 00:21:14
First part is our. 00:21:37
Stop the next. 00:21:43
466. 00:21:52
As we move forward, we. 00:21:54
40 implemented that diversity reporting system through the FBI in 2024, so you're going to see those crime statistics. 00:22:00
Are going to be more accurately reflected based on. 00:22:11
The very serious stuff work right, the FBI. So hopefully breakfast you're moving further we're going to have. 00:22:16
Those numbers will be reflected based on that reporting system. 00:22:26
Then we have our. 00:22:31
Our life is not one title on another little bit. Sorry about that. He just told everyone this whole incident. We're not 700-7581, 00:22:34
so we'll get that corrected and get back out. 00:22:40
Slightly with that correction. 00:23:07
Of course there's a number there you can see our teachers for driving drug related. 00:23:10
The total street value. 00:23:18
There as well they did. 00:23:21
150° driver Max. 00:23:26
They did 126 non drug direct 55 search warrant. 00:23:28
To identify 45 K members and. 00:23:34
We currently have 4 of canines working and Whiskey are on patrol and Karma is in the jail. 00:23:43
For administration, the administration office process. 00:23:54
The tension. 00:24:00
2230 Bookings. 00:24:02
1184 transport miles. 00:24:12
In our communications unit. 00:24:15
May after 20, just over 21,009. 00:24:18
They have over 5, 100,000 radio transmissions as well. 00:24:21
Training. They patrol building. 00:24:31
1000 hours of training and. 00:24:35
Over 2000 hours. 00:24:37
They donated. 00:24:41
Over 17,000 volunteer hours. 00:24:44
We do that based on this day entry level, definitely salary. 00:24:47
So. 00:24:55
300 and 25 numbers are volunteer programs are extremely busy and valuable to us. 00:24:57
To end the report, we just have all of our information on our website, our Facebook. 00:25:09
Also, programs that we do and we're encouraging anybody who wants to apply for a ride along. 00:25:15
And our environment. 00:25:27
So. 00:25:31
Thank you, Sarah. 00:25:34
Supervisor Humphrey. 00:25:36
I have no questions. 00:25:38
Supervisor Klein. 00:25:40
Sarah and Sheriff, I'd thank you both for everything you do and all your deputies, everyone involved. It's a it's a huge task and. 00:25:42
And I know you guys are doing doing well with it. So thank you so much. 00:25:50
And I'll just comment that I saw. 00:25:56
A number on here that seems surprising to me, and that is that you. 00:25:59
You had the seizures of fentanyl of 145,000,000. 00:26:04
300,000 grams. 00:26:09
That's a lot. 00:26:11
Of drugs and. 00:26:13
I think we can attribute a lot of that to the canine patrols, right? 00:26:15
Yeah, our dogs and his team, everything. The local celebrity up here because he's been working a little bit longer. 00:26:22
Well, I appreciate everything you guys are doing, so stay safe. 00:26:36
Thanks for the report. 00:26:39
And I think that's all we're going to. 00:26:42
Need to talk about on that one. So thank you. Have a great day. 00:26:44
And our next item? 00:26:51
Is going to be item 2C information discussion regarding a potential one year agreement between Hemlock County and the Hill County 00:26:54
Educational Services. 00:26:59
Agency $410,000 to continue adult education programs. 00:27:03
In Gila County for fiscal year 2526. 00:27:08
Good morning, Mr. Chair. How are you, Mr. Humphrey, Mr. Coyne? 00:27:12
As you know, over the last 8 1/2 years, I take a lot of pride in being able to fund my office and not have to come to you for. 00:27:16
Help, you know, try it. We try we. 00:27:25
I would say lean ship and we're very conscious of. 00:27:28
Money and where it goes and have clean audits etc etc. 00:27:32
We did hit a snag. 00:27:36
In this. 00:27:38
As you know. 00:27:39
Our adult education program operates. 00:27:41
On both ends of the county, North and South. 00:27:43
It also operates. We expanded it so that it operates. 00:27:47
Online. 00:27:51
We have an online instructor and we also have. 00:27:52
Services in the Young Library. 00:27:56
And in the Miami Library and in the Hayden Winkelman Library. 00:27:58
So it is a pretty robust and formidable program. Along with that, we also have the testing and you're aware, I've told you before 00:28:02
there was no testing. 00:28:07
At all for a GED or high school equivalency in Globe prior to my taking office, we now have testing centers on both sides of the 00:28:12
county and we also at the San Carlos Detention Center. 00:28:19
You know, captive audience here so. 00:28:26
Keep them in there a test, but as well those testing says we expanded. 00:28:28
To test, to do Pearson testing, so when somebody needs a nursing. 00:28:32
Certificate. 00:28:38
Or a teaching certificate or a principal certificate. 00:28:39
They can come to our they do come to our office. 00:28:43
And they take. 00:28:46
They're testing through the Pearson testing, and during the COVID, we had people coming from all over the Western United States 00:28:47
because testing centers all over the country were closed. We kept ours open. So we do a service for adult education in terms of 00:28:52
high school diplomas. 00:28:58
Our equivalency. 00:29:03
GED and also for our testing services. 00:29:05
We also have instruction in DLL, so we provide services a. 00:29:09
I mean, I have a couple of individuals who come from. 00:29:13
Ukraine. 00:29:17
Vietnam. 00:29:19
Germany. 00:29:21
Japan. 00:29:22
One with a PhD. 00:29:24
And they come to us to get enough literacy in English. 00:29:25
To where they can function. 00:29:30
In the United States, we have engineers, all kinds of people. 00:29:32
Well. 00:29:37
So that's introduction to this. 00:29:39
I always tell, you know, I tell you every year I kind of beg while I'm still trying to keep this thing going on. Everybody will 00:29:43
fund K12. 00:29:46
And they fund the universities, but they don't fund adult education. 00:29:50
There's no mechanism of the kids show up where people show up and they're funded as as a. 00:29:54
As they are there. 00:30:01
In terms of. 00:30:02
Coming to learn. 00:30:05
We do it through a grant. 00:30:07
Through the Department of Education. 00:30:09
And it's on its first of four years. It recruits every four years. 00:30:12
And we use a little bit, some of the money comes from some other sources and part of the money comes from. 00:30:18
The secure rural schools. The SRS. 00:30:24
The SRS this year. 00:30:28
We had heard that it might. 00:30:30
Be not as much and we don't know how much we're going to get until May. 00:30:33
So about May 1st we got it in and it was cut by 75%. 00:30:38
So we quit, got together and we said how can we function? 00:30:43
What can we move to air? 00:30:48
To other places? How can we move money around? 00:30:50
So that we can function. So we moved a bunch of positions around. 00:30:53
Or funding for the positions around. 00:30:58
But we actually came up short, and this is where we came up short, $110,000 short. 00:31:00
So. 00:31:06
I understand my colleague from Navajo County is involved with the National Forest Counties and Schools Coalition. 00:31:10
Which keeps their eye is part of keeps track of the SRS. 00:31:19
Secure. 00:31:24
We know that it isn't the one big beautiful bill that the language to fund. 00:31:27
To go back and fund this year. 00:31:33
OK, backfill if you will. 00:31:36
And fun next year. 00:31:38
Is in the language in the bill. 00:31:40
We know that it's in the Senate, and I have, I have the language. I was reading it. 00:31:42
We know that the legislation has 45 Democratic sponsors and 25 Republican sponsors. 00:31:48
Has good support, but the bill has to pass. 00:31:55
So. 00:32:00
We are coming to you. As soon as we found out that we were not funded, I went to Mr. Menlo and I and I said. 00:32:01
I'm at a loss. We've already moved stuff around, we've done as much as we can. What do you think? 00:32:08
And he suggested that we come to you and arrange something for a year because we still have a year lease on our building. 00:32:13
Umm, it turns out that it could be. 00:32:20
Until the end of the fiscal year. 00:32:25
If it's funded, we would. 00:32:26
Journal it back to the county. We wouldn't keep it. 00:32:28
But it will. It is a deal breaker. 00:32:32
For the adult education program in Gila County. 00:32:34
We just. 00:32:37
We won't be able to function, but part of it is this planting issue. 00:32:38
Because we have in order to keep our grant for Ade, we have to. 00:32:44
Put in so much. 00:32:47
So that would affect that relationship as well, and maybe they could rearrange himself. 00:32:49
I don't know. 00:32:56
I haven't checked with Ade yet, to be honest with you because. 00:32:58
It's just not time. 00:33:04
I think I need to try some other avenues before I. 00:33:07
Start roving around with AD. 00:33:11
So that's where we stand. 00:33:14
And I would be happy to answer any questions. You've heard me talk before, you've asked questions, but I'll answer any others for 00:33:17
you. 00:33:20
OK. Thank you, Supervisor. Hungry. 00:33:24
Yeah, good morning and and and apologize, you know for you falling short. It's. 00:33:27
It's kind of the way the world's going anymore. Everybody seems to be falling short. 00:33:33
I guess a question that I have is for the adult education for Gila County. 00:33:38
On the percentage of people that you help. 00:33:44
What's the percentage of? 00:33:47
Of participants that are from Gila County. 00:33:49
Oh, in terms of the GED? 00:33:54
All of them. All of them, yeah. 00:33:57
Some people will come up and use the Pearson testing center. 00:34:00
And if they come up from the valley? 00:34:06
You know, we'll test them, but all of the recipients of. 00:34:08
Educational Services. 00:34:12
Are from Hula County. 00:34:15
OK. Yeah. That's the question I had because you mentioned a lot of people coming in. 00:34:17
You know, from other countries and things of that nature. 00:34:21
And not that I'm willing to help, you know, other people, but some of that's up to the federal. 00:34:25
And maybe even the state because we're having a hard time taking care of county that that that was the reason for my question. 00:34:30
So so Mr. Humphrey, for example. 00:34:39
A person who comes. 00:34:42
Like a lady that was an engineer. 00:34:44
And she was in our ell and she was from. 00:34:47
This is from Vietnam, right? 00:34:51
She moved here. Her husband lives in Gila County. She moved to Payson with her husband. 00:34:54
So she is. 00:34:59
In Gila County. 00:35:01
OK, that makes sense. Yeah, it does. It was just kind of the way it was presented. It was a little misleading. I'm sorry. 00:35:02
I think adult education is very important. 00:35:15
And, and, and like I say with it, with our budget, we, we want to help people. 00:35:19
From Hayley County, best we can absolutely with the funding that we do. And so thank you very much for straightening me out. 00:35:24
I appreciate it. 00:35:32
Roy and Nick, thank you guys. I know you scrambled on this one. 00:35:36
And uh. 00:35:40
Or everything at the federal level level right now is pretty dysfunctional? 00:35:42
And so to really put much faith in something passing right now. 00:35:47
I mean, it's just. 00:35:52
It's just a prayer that it will. 00:35:54
And so. 00:35:56
When it comes to your adult education program. 00:35:57
I'm a huge. 00:36:01
In favor of that one. 00:36:03
I am. You guys have done awesome all these years with it. 00:36:05
The SRS money has obviously helped you with that. 00:36:08
And so forth and so. 00:36:12
To really let that go by the wayside. I for one, and not for that. 00:36:14
I just we need to find the money and. 00:36:18
And help keep you going and hope that something passes at the federal level that we can. 00:36:21
Get back on track in the next year or so. A lot of people depend on that. 00:36:27
And, and we for Gila County, it's. 00:36:32
It's a huge deal. 00:36:35
So thank you both for scrambling and doing what you've been able to do so far. 00:36:36
Well, thank you, Mr. Klein, and I want you to know that it has. 00:36:42
I will say it. 00:36:46
Lit a fire under us because what we realized is. 00:36:48
You know, if you ask me something at the state level. 00:36:51
To go something, I need to lobby on something. 00:36:54
I know legislators, I know where they are. 00:36:58
I know the phone numbers. 00:37:01
Not a problem. 00:37:03
OK, I'll be right down there. 00:37:05
Something like this happens at the federal level. 00:37:07
I'm like, where do I go? Who do I contact on this? 00:37:11
Turns out. 00:37:15
My colleague. 00:37:17
Said Widen, an Oregon Democrat. 00:37:19
And. 00:37:22
Republican from. 00:37:25
Idaho are are two key people but. 00:37:28
I think it is important for all of us, and I know you guys do. 00:37:31
To really become familiar with. 00:37:36
With what the structure is and who the potential champions are. 00:37:39
In the West. 00:37:44
And I was a little disappointed that we didn't have a champion in Arizona. 00:37:45
None of the sponsors of the legislation. 00:37:51
I'm from Arizona. 00:37:55
So that made me think. 00:37:56
I think I could do better. 00:37:58
I got to do better. 00:38:01
Yeah, we all have to do. 00:38:02
We we do and and it gets really hard to to follow that. 00:38:04
Up with it. And I gotta say to Roy, there's. 00:38:09
There's time, you know. 00:38:13
Who would think you'd argue over something like SRS anyway? 00:38:15
But it's one of those deals, it's a, it's a leverage. 00:38:20
Yeah, thing that that. 00:38:25
They use and right, wrong or indifferent, you know, whether I agree with it or not, that's what happens and. 00:38:28
And we see it, you know, we see it in DC. And, you know, you talk to this when you talk to that one. 00:38:35
I hate to say it, but a lot of times they're going to tell you what you want to hear. 00:38:41
But that ain't necessarily the case when you walk out the door. 00:38:45
And and so. 00:38:47
It doesn't hit home. 00:38:49
For them that was just saying. 00:38:50
Get $30,000 or $40,000. It doesn't sound like very much to them. 00:38:53
But it's funding. 00:38:59
It's it's running partially 2 positions or whatever the case may be or patient or globe that they don't have the latitude to get 00:39:00
that money. All the other money is accounted for. 00:39:06
So I think it's very difficult to. 00:39:12
Get that through to them, it's just a tiny bit to them, no big deal. 00:39:16
Right. 00:39:20
Well, Mr. Christensen? 00:39:23
Yeah, thanks for the presentation and. 00:39:25
I agree with the other two supervisors that we're going through a lean time right now. 00:39:29
We need to have this. 00:39:34
Available and I always understood that the elected official. 00:39:36
Is the one that makes up any shortfall. 00:39:40
In the budget. 00:39:43
That's you. 00:39:45
That's a joke. 00:39:48
I'll write a check. 00:39:49
Mr. Member, isn't it? 00:39:52
Absolutely. You know what? My wife's going back to work. 00:39:53
No SO. 00:39:59
This is our budget time. This is when we're deciding how and what we're going to do. And it sounds like we we want to help. 00:40:02
So I think we'll we'll wait for. 00:40:09
What we're able to do for you. 00:40:14
Thank you and I will, I will finish with this is hey, I am a realist. I mean I've been. 00:40:17
A professional for many years now. 00:40:23
If the program. 00:40:25
Can't sustain. 00:40:28
Steam. 00:40:31
There's no one to be mad at. 00:40:32
In Gila County, because everybody. 00:40:34
Including our university friends, everybody's in the same boat. 00:40:37
So I totally understand. 00:40:41
After this year, if it's not funded and we can't go into the year. 00:40:44
We can't go another year. 00:40:49
Right, so. 00:40:50
Anyway, thank you so much. Well, let's hope that not help. 00:40:52
All right. Thank you very much. Thank you. 00:40:54
So we're good. So. 00:40:57
We're going to now go to our regular agenda items. And like I said before. 00:41:00
We're going to switch to item 3X. 00:41:06
For our first one, simply because we have present with us. 00:41:10
Faith Lowry, who is part of this discussion, so. 00:41:14
3 X-rays information discussion action to improve economic development. Grant agreement number 05162025. 00:41:18
Between Heala County and the Northern Heila County Fair. 00:41:26
In the amount of $15,000 to educate adult and youth groups in Heila County regarding agriculture and livestock, which the board 00:41:30
has determined to be for the benefit of the public. 00:41:35
Now I'm listed there as this is my item, but that's only because we're the ones that. 00:41:40
Presented it to become part of the agenda. This money comes from the general fund if that yes and so anyway with us today we have. 00:41:46
Faith Lowry a very dedicated and long serving. 00:41:54
Director for the Northern Heila County Fair. Good morning, Faith. You have a few words you could. 00:41:58
Enlighten us with. 00:42:03
Absolutely. I appreciate your time. 00:42:05
I just want to share as a, not just. 00:42:10
Or the northern tool time. Here it has a parent. 00:42:13
And how the fair and the educational value? 00:42:17
There for my children. 00:42:22
My oldest daughter is now an agricultural teacher and a rancher. 00:42:23
He has. 00:42:27
And she? 00:42:30
Participated in the fair. She was an officer with FFA and she learned a lot for business. 00:42:32
From the opportunity to raise livestock. 00:42:39
And to run my speak with people, shake peoples hands, run a business. 00:42:42
And my other daughter is now serving in the military, being ready to be employed. 00:42:49
A big part of her high school education was not so much in the school, but. 00:42:55
In the program for livestock, all of my kids, I have 5 of them have been very involved in the years. We are 100% volunteer run so 00:43:03
there is no money that goes anywhere but to. 00:43:10
Brazilian affair and this year is 71 years. 00:43:18
So I feel very proud to be a part of it. I love that the kids in this area and even a lot of our. 00:43:21
Participate. 00:43:31
Our Garden Club here at Mason is huge. 00:43:32
And they take time also to educate our children. For Kids Day, they have activities, hands on teaching them how to. 00:43:35
Regarding and how these work. 00:43:43
And I'm always so happy that our kids know whether their food comes from. 00:43:46
It's not very common anymore. 00:43:53
So I love that. So we have the opportunity to bring our community together in a program called Northern Hills County Fair. We are 00:43:55
nonprofit and we. 00:44:00
Rely on a lot of our community support to continue to put on. 00:44:05
We celebrate our background. 00:44:11
The Rodeo and button Mustang. 00:44:14
And of course, an implied activity, so. 00:44:17
There's really something for all you do but. 00:44:21
Take your time. Thank you, Supervisor Humphrey. 00:44:42
I have no questions. 00:44:46
OK, Supervisor Klein. No, I'm good. Thank you, Faith. Yeah. Thank you for all that you do. And this is a. 00:44:48
This is the amount of money that we've given for many years for this progress. 00:44:55
For this purpose. So thank you, Faith. Thanks to all that you've done. And with that, I'll call for a motion on item 3X. 00:44:59
Mr. Chair, I move to approve economic Development grant number 05162025 between Higley County and Northern Halo County Fair as 00:45:08
presented. 00:45:13
And which the Board has determined to be for the benefit of the public. 00:45:18
I'll second that Mister motion in a second to approve. Those in favor say aye. 00:45:23
Aye, aye. Thank you very much. Moving on to Item 3A, I'd like to call for a motion recess. 00:45:27
As the Healing County Board of Supervisors and convened as the Healer County Library District Board of Directors, so move Mr. 00:45:33
Chair. 00:45:37
Motion in a second to approve. Those in favor say aye. 00:45:41
Aye, aye, thank you. Item 3A is information discussion action to adopt the fiscal year 202526 tentative budget in the amount of 00:45:44
$2,894,904.00 for the Hewlett County Library District and Marin Bellin is going to present. Yes, good morning, Mr. Chair. Elaine 00:45:53
sends her regrets. She is scheduled this morning to speak on Karim regarding the Payson Book Festival. 00:46:01
So we agreed to split the burden this way so that I would present. 00:46:11
And she's on the radio talking to constituents this morning. 00:46:15
Attached to this agenda item, as we bring annually, is a screen print of the. 00:46:19
Budgeted expenditures for the library. 00:46:26
Across its various funds and then we also have a screenshot of. 00:46:30
The proposed property tax levy for the library. 00:46:35
I'd be happy to answer any questions you have. 00:46:41
Thank you, Mayor and provider Humphrey. I have no questions and Supervisor Klein. 00:46:44
I I don't either. 00:46:51
I have no questions either. So with that I'll call promotion. 00:46:52
Mr. Chair, I move to adopt the physical year 2526 tentative budget in the amount. 00:46:58
Umm, 2894, no. 00:47:05
That's 2 million. 00:47:10
894,000. 00:47:12
904 dollars. 00:47:15
For the Hebrew County Library District. 00:47:18
And I'll second that Mr. Chair, very good motion, and 2nd to approve. Those in favor say aye. 00:47:20
Aye, aye. Thank you, Marin. Thank you. 00:47:25
I will now call for a motion to adjourn as taking the County Library District Board of Directors and convene at the Healer County 00:47:28
Flood Control District Board of Directors. So move, Mr. Chair, I'll second it. Motion in a second. Those in favor say aye, aye. 00:47:35
All right, item two or three B information discussion action to adopt. 00:47:42
FY25 26 Tentative budget amount. 00:47:47
$737,503.00 for the Hewitt County Flood Control District again merit. 00:47:50
Yes. Thank you, Mr. Chair. 00:47:56
The Board annually adopts this budget and also annually. 00:47:58
In the history of the time I've been with, Gila County has chosen not to levy attacks for this. 00:48:04
District, but does annually state that the board has the option to should they ever decide to? 00:48:10
Happy to answer any questions you may have. Thank you, Supervisor Humphrey. 00:48:19
No questions. 00:48:23
By the client. 00:48:24
I I really don't but. 00:48:27
Freshen our memory on this particular. 00:48:28
Line item here on this flood control that $700,000. 00:48:30
I remember right. Was that for some staff staffing's time, like engineer time and things like that? 00:48:35
Related to. 00:48:44
Getting new rain gauges and things like that. 00:48:46
This is separate from. 00:48:48
Any like post fire flood mitigation that we would encounter that that runs through a different fund? 00:48:51
And two years ago, Mr. Memo helped me restructure. 00:48:57
Our reporting system so that we could break this out for you as its own fund to make it clearer. 00:49:02
And so that when you or constituents or anyone on staff looks at the information, they can see exactly where this is. 00:49:09
Thank you for that, man. And that's really why I asked it. So the people out there, they're listening to us. 00:49:17
Have an idea what it what this is actually for? So yes, the post fire flood. 00:49:23
Line item over the past couple of years has been more in the neighborhood of $3,000,000. This is just for ongoing operations of 00:49:29
flood control. OK, thank you. 00:49:33
Yes, thank you. And with that, I'll call promotion item 3B. 00:49:38
Mr. Chair moved to adopt the fiscal year 2526 tentative budget in the amount of. 00:49:41
$737,503.00 for the Healey County Flood Control District. And I'll second that, Mr. Chair. Motion second to approve. Those in 00:49:48
favor say aye. 00:49:53
Thank you. 00:49:59
I now call for motion to adjourn as the Gila County Flood Control District Board of Directors and convenience the Gila County St. 00:50:01
Lighting Improvement District Board of Directors. So moved, Mr. Chair. 00:50:06
Second OK motion and 2nd those in favor say aye aye. 00:50:12
Item 3C. Information discussion action. 00:50:17
To adopt. 00:50:20
Physically you're 2526 tentative budgets for the Hewitt County St. Lighting Improvement District as follows. 00:50:22
The pine slid is $24190.00. Apache Hill Slid is $4023 to the upper Glendale Central Heights 1744 dollars. E 30 Parks lid is $5250. 00:50:29
Miami Gardens sled would be $3836 Midland Central Heights slid 19,859. 00:50:44
Dollars and Claypool lower Miami's the $29,815.00 man. 00:50:53
Thank you, Mr. Chair. 00:51:00
So that we can refresh the public's memory as well as any of our staff. 00:51:02
This dollar amount is just to pay the APS bill for the streetlights in these lighting improvement districts. There is no 00:51:08
administrative cost passed along to the constituents, it is just. 00:51:14
The tax dollars come in, we use them to pay the APS bill. 00:51:21
Happy to answer any other questions you may have. Great supervisor Humphrey. 00:51:25
So if we add streetlights, these numbers could change. 00:51:29
I believe. 00:51:35
That it would depend on whether they were within these districts. 00:51:37
Right. Like it depends where you add the streetlight and if it increases the APS bill, OK. 00:51:40
OK, supervisor cleaner. 00:51:46
I'm good. Thank you, man. 00:51:48
Yes. So Marin how does this I mean are these? 00:51:49
These are taxed. 00:51:52
Revenues that come in and do they actually meet the APS? 00:51:54
No. Do they exceed it? 00:51:59
And what if APS increases their rate? That's a really good question, Mr. Chair. So each year we get from the assessor's office. 00:52:01
The assessed value of the properties in each of these out slids. 00:52:09
And each of these slids has its own tax authority. 00:52:14
When we're preparing the budget, we look at where we are year to date with the tax collection and the APS bill. 00:52:19
We project both of those are going to do. 00:52:27
If it looks like we're going to come up short, we add an additional amount to next year's tax to cover that shortfall and then. 00:52:30
To ensure that we don't have a shortfall in the following year. 00:52:38
If it looks like for some reason we're going to be over. 00:52:41
Or if the. 00:52:44
The taxable value of properties exceeds or increases faster than. 00:52:46
The APS bill increases when the rate would come down. 00:52:52
And uh. 00:52:55
Attached to this agenda item you can see the year to year comparison on those rates. 00:52:57
For each of the slid. 00:53:04
And. 00:53:07
For example, a pine slid is going up a little bit. 00:53:09
East birdie slid coming down a little bit. 00:53:13
Miami Gardens is going up a little bit. 00:53:16
Apache Hills is going up. 00:53:19
Upper Glendale is coming down a fractional cent. 00:53:22
Midland City Central Heights is going up. 00:53:27
And the Claypool slid is also going up. 00:53:31
That is primarily due to property values not keeping pace with the APS bills. 00:53:34
OK, very good that answers that and. 00:53:41
So with that, I'll call for motion. 00:53:44
Mr. Chair, I move to adopt the physical years 25. 00:53:47
26 Candidate budget for the Gila County St. Lighting Improvement District. 00:53:51
Fog Hindslid. 00:53:58
$2490.00 Apache Heel Slid 4000. 00:53:59
$23 Upper Glendale Central Heights, 1744. E Verde Park slid 5250. Miami Gardens slid 3836. 00:54:04
Midland City. 00:54:18
Our Midland Central Heights slid 19,800 and. 00:54:20
$59. 00:54:25
And Claypool or Miami slid 29,815 dollars. 00:54:27
And I will second that, Mister. OK, we have a motion in a second to approve. Those in favor say aye, aye. 00:54:33
Thank you Mayor, we got one more for you. 3D information discussion, Action to adopt FY25 26 Yield County tentative Budget. 00:54:40
The amount of 158,293. 00:54:48
Oh no, that's million. 00:54:51
Yes, I'm sorry. Oh yeah, I 158,297,100. 00:54:53
$58 authorized the publication of the summary budget. 00:54:59
Summary Budget. 00:55:04
I think we've got to adjourn. 00:55:05
Yeah. 00:55:08
Thank you for that. And then. 00:55:10
It was doing so good. 00:55:13
I would like to call for a motion to adjourn as the Board of Directors. 00:55:17
County St. Lighting Improvement District and reconvene. 00:55:21
As Bahia County Board of Supervisors, so move, Mr. Chair. 00:55:24
I'll second it. 00:55:28
Thank you all, those in favor say aye. 00:55:31
Aye. 00:55:35
OK, now we're back to being the Board of Supervisors. 00:55:38
3D information discussion action to adopt the 2526 tentative budget for healer county in the amount of. 00:55:41
$58,297,158 authorized the publication of the summary budget and set the public hearing for July 22nd, 25 to adopt the final 00:55:50
fiscal year 20252026 year County Budget. 00:55:58
Thank you, Mr. Chair. 00:56:08
Good morning. 00:56:09
Chairman. 00:56:11
Christensen, Supervisor Humphrey, Supervisor Klein. I've taken my watch off so that I can keep track of how much of your time I am 00:56:13
taking up this morning. 00:56:18
And I just discovered that while the laser pointer works, it does not work on our screen. 00:56:22
So I will trust you to follow along. 00:56:29
As you know, there are numerous pressures on Gila County's budget this year. 00:56:34
It is. 00:56:39
Mystery that things are. 00:56:40
Tenuous at the state and federal level, we have done our absolute best to take every possible. 00:56:43
Contingency into consideration. 00:56:51
Which is why this year compared to last year. 00:56:53
We have. 00:56:57
An 11 and a half million dollar increase in our budgeted ask to you. 00:56:59
You can see that. 00:57:05
On Schedule A. 00:57:07
Before I get to that, I do want to remind both the board and staff and our constituents. 00:57:09
Who are listening or who may listen to this recording in the future? 00:57:16
That we took five guiding principles into account while preparing this budget. 00:57:19
The key. 00:57:27
Overriding principle that we always take into consideration is maintaining our property tax rate at 4:19. 00:57:29
We have done that this year. 00:57:37
It only gives us an additional $314,000 in revenue. 00:57:39
So when you hear, for example, from the University of Arizona Cooperative Extension. 00:57:45
That their budget got cut by 340. 00:57:51
$1000. 00:57:53
Right, that's that's all. 00:57:55
All the extra we have in the general fund this whole year. 00:57:57
So that is a. 00:58:01
Painful number. 00:58:03
I'm usually it's much higher than that. 00:58:04
The second consideration we took into account was making sure we had a balanced budget. 00:58:07
That includes being. 00:58:12
Mindful of the. 00:58:14
Economic Estimates Commission. 00:58:16
Expenditure limit. 00:58:20
Which only went up $1,450,000 this year. 00:58:21
Our third key principle is infrastructure maintenance. 00:58:26
The fourth key principle is staffing. 00:58:30
And then your fifth key principle is. 00:58:33
Reserves. 00:58:36
As you know. 00:58:37
With the pressures that are on us from state and federal resources. 00:58:39
Having reserves is important. 00:58:43
Maintaining them for future economic stability is equally important. 00:58:45
Within the PowerPoint presentation. 00:58:52
We have Schedule A, which is the summary schedule of estimated revenues and expenditures or expenses. 00:58:54
For fiscal year 2026. 00:59:01
This shows how the various funds. 00:59:03
Roll up for financial statement presentation. 00:59:06
And this is a good place to point out. 00:59:10
For clarification purposes. 00:59:13
When we say something is general fund. 00:59:15
There are times that what we mean is it rolls up into the general fund for financial statement purposes. 00:59:18
So when we fund something out of. 00:59:25
The Countrywide. 00:59:28
Portion of constituent funds, not the district specific. 00:59:29
Constituent funds. 00:59:33
It's called General Fund for financial statement reporting purposes. 00:59:35
That's in case the auditor goes back and listens to this audio and wants clarification on what we meant by that. 00:59:39
And so we prepare this schedule every year. 00:59:46
And this is where we show. 00:59:49
In the bottom right hand corner there and where the laser pointer would really come in handy. 00:59:52
That that we have. 00:59:57
In this 158,297,158 dollars. 01:00:00
We have made sure. 01:00:05
That for 2026 you will be within the Economic Estimates Commission expenditure limitation. 01:00:07
Of $53,043,334. 01:00:15
On the next slide. 01:00:23
You've seen this before. It was attached to the slides, the libraries, and the flood control district. This is. 01:00:25
Our 2026 proposed tax levy and tax rate information. 01:00:32
This information will be in the Payson Roundup. 01:00:38
The clerk's office has been super, super supportive in making sure that we hit all of our deadlines and get things done timely. 01:00:41
So our truth and taxation. 01:00:48
Notices are ready to go. We sent them to the clerk's office, this time with all the correct information. 01:00:51
And they reflect this information. 01:00:58
Which includes, as stated before, $314,000. 01:01:01
More in primary property tax. 01:01:07
And then the increase in your library district tax which would remain. 01:01:10
The rate will remain flat. 01:01:15
They have. 01:01:18
Just over $18,000 in additional tax because of the way the. 01:01:20
Assessments worked out this year. 01:01:25
So going on to revenues. 01:01:33
What we've put together here because there's an awful lot of detail in Gila County's revenue streams. 01:01:36
We have put together for you so that you have a. 01:01:42
Something sort of pocket size. 01:01:47
How our property taxes. 01:01:49
Our excise tax, our licenses and permits, our intergovernmental agreements in France. 01:01:52
Charges for services and other fees. 01:01:58
All come together to get your general fund total revenue. 01:02:01
And as you can see there, 54% of the general fund revenue. 01:02:06
Comes from property taxes. 01:02:11
Beyond the General fund, this also includes General Fund. 01:02:14
So when we look at all revenues. 01:02:18
The General Fund makes up 50% of your overall revenue budget on the next slide. 01:02:20
Public Works makes up 9%. 01:02:27
Special revenue funds make up 32%. 01:02:29
Permanent funds make up 5% and then enterprise funds make up 4%. 01:02:33
Our primary expenditure areas are operations, capital and reserves. 01:02:41
Our 2026 expenditure limit is $53,043,334. 01:02:49
Which is an increase of. 01:02:56
One $1,450,039 from the previous year. 01:02:59
When we look at how operating costs affect the budget. 01:03:07
We have our general government in that large purple. 01:03:12
Section of 34%, facilities at 2%. 01:03:16
Health and Community Services at 10%. 01:03:20
Public safety and courts at 30% and then public works at 34%. 01:03:23
At the national and international discussion level for budgeting, there has been a trend called priority based budgeting. 01:03:31
It has a straw box. 01:03:40
But so that you have it for. 01:03:43
Conversations and so that we. 01:03:46
Can show that we are taking it into consideration. 01:03:48
We have developed this. 01:03:51
The slide for you. 01:03:53
In priority based budgeting, we have broken out. 01:03:56
Four major priorities. 01:03:59
The largest being public health, safety, economic security. 01:04:02
Access, equity and justice. 01:04:07
Large chunk of our services. 01:04:10
Which makes up 47% of our budget. 01:04:12
We have 5% that is workforce development and retention. 01:04:15
We've got just about 1/4. 01:04:21
For our infrastructure and another quarter for high performing government. 01:04:24
I feel like I'm interrupting somebody'd conversation. 01:04:30
That is all we have for you today. 01:04:36
I know that your time is valuable. 01:04:39
So is our constituents time, so we're happy to answer any questions you have. 01:04:41
We are happy to discuss this further. 01:04:45
We have not yet put together a salary plan for you. 01:04:48
Because there are. There are just too many unknowns at this point. 01:04:53
We will bring a salary plan to you separately. We have capacity for it in this budget. 01:04:57
Good morning, Supervisor Humphrey. 01:05:04
I have no questions. I just want to thank you very, very much for. 01:05:09
All the work that. 01:05:14
You guys put into our budget. 01:05:15
And keeping us above board because of our counties that do operate. 01:05:18
On on below board. 01:05:25
And so it's important. 01:05:27
To me that you. 01:05:31
That you're doing a great job of keeping us. 01:05:33
Within where we need to be, whether we like it or not. 01:05:36
And to it I thank you very much. 01:05:41
That was very diplomatically put. Thank you, supervisor. And I do have to say that all of your department has really had a huge 01:05:43
hand in this. 01:05:47
Up until about a week and a half ago. 01:05:51
We had department heads trying to. 01:05:53
Carve down what they had asked for to make sure that they were being responsible. 01:05:56
And good stewards of the resources available to them. And that really is a testament to your leadership. 01:06:02
That they proactively do that. 01:06:08
Without being asked. 01:06:10
Well, thank them very much as well. 01:06:13
Thank you, Supervisor. 01:06:15
Chairman, I think Mr. Milo wanted to say something. OK, and I'll chime in. Africa. All right, Mr. Mendler, at some point he did. 01:06:18
As Marin indicated that the. 01:06:26
There's not a payroll plan at this point in time because. 01:06:29
Marin and our discussions has been struggling to. 01:06:33
Find a way to give a meaningful salary increase to our employees. 01:06:37
And with the requests and I'm kind of. 01:06:41
Non committal today of request. 01:06:45
Request for. 01:06:47
Adult education for. 01:06:49
4H and different things like that because we're to the point. 01:06:52
And then it indicated. 01:06:55
The property tax increase typically that's about a million and a half dollars. So that increases about 20% of what what it 01:06:57
typically is. 01:07:01
So our property tax. 01:07:05
Increases for whatever reason. 01:07:07
Fell drastically short this year. 01:07:10
And what that means is we typically base our salary increases off of. 01:07:12
What we have in new funding from proper protection revenue. 01:07:17
Is not there this year. 01:07:21
And then if we continue to further erode that. 01:07:23
Allocation of $300,000 for public taxes. 01:07:25
That's why I indicated that we could have the discussion because at this point and in this coming year. 01:07:31
We definitely have to establish stronger. 01:07:37
Saying OK. 01:07:40
We're not going to give our employees salary increases this year because we're going to. 01:07:42
Allocate those dollars. 01:07:46
Through these various other things, these other requests. 01:07:48
4H values program. I'm not going to. 01:07:51
I'm not trying to say that these are not great programs are great for our youth, great for our adults and. 01:07:54
Really good things that we've been able to do. 01:08:00
We're going to have to prioritize. 01:08:03
And say this is what is most important of these asks. 01:08:05
And that's not what this medium is for today. 01:08:10
That's for Marin, her team and all of us to have that discussion. 01:08:14
Of establishing the priorities. 01:08:19
To be able to allocate the limited resources that the county has. 01:08:23
So I did want to. 01:08:29
Say that that. 01:08:31
They are limited. 01:08:34
And our sales tax revenues and other saw that our proper taxes 50% of our general fund revenue. 01:08:35
50% of revenues countrywide. 01:08:41
That is the most significant thing we have. 01:08:43
Sales tax again, it is. 01:08:47
It's kind of. 01:08:51
A little bit flat this last fiscal year as well. 01:08:53
There's not been significant increases like we've had in the past. 01:08:55
Yeah. Well, so tough decisions and it's going to be a really tough budget year. 01:08:59
And we are looking for your input to see if we can do anything at all for our employees. 01:09:04
Because it's very tight. 01:09:09
Thank you, Mr. Chairman. 01:09:13
To further climb. 01:09:15
Think he James. 01:09:17
So I could tell by your. 01:09:20
Conversation this morning, there's some concerns. 01:09:22
I think that's the first time in eight years I've seen that. 01:09:25
This is the first time in eight years that we have had to struggle. 01:09:29
To fit. 01:09:34
Everybody's needs into the budget. 01:09:35
So tell me about our spinach limits. 01:09:39
Where we're headed with that. 01:09:43
The expenditure limit was set in 19791980 fiscal year by the Economic Economic Estimates Commission. 01:09:45
And it was intended. 01:09:54
To ensure that your primary property tax holders were not responsible for. 01:09:57
Outlandish expenditures. 01:10:02
The way that this increase has gone. 01:10:05
It is only. 01:10:09
Uh, compared to last year? 01:10:12
It is about a million and a half more, whereas your budget has grown. 01:10:15
By 11 and a half million. 01:10:21
So it's keeping. 01:10:23
It's about 10% of your increase. 01:10:25
So as we build the budget, we evaluate the expenditures to see whether they are. 01:10:28
Within the expenditure limit rules, meaning that the expenditure limit applies to them. 01:10:35
Or if they don't. 01:10:41
Things that do not come under the expenditure limit are one time federal funds. 01:10:44
State grants. 01:10:50
Intergovernmental agreement. 01:10:51
Such as how later today you will see the Pinal County. 01:10:54
Medical Examiner's. 01:10:59
Contract that we have for autopsies. 01:11:01
That amount? 01:11:04
Is excluded. 01:11:05
In the last couple of years, the Auditor General's office has made some decisions that have adversely affected our expenditure 01:11:08
limit. 01:11:11
He among them being. 01:11:16
The opioid settlement for the One Arizona funding. 01:11:18
That is not excludable and it's going to be about $1,000,000. 01:11:23
In the next fiscal year. 01:11:27
The other thing that they have determined is that while in the past we were able to take all the expenditures for the half cent 01:11:30
excise tax and exclude them. 01:11:35
Now they are only allowing us to exclude specific capital expenditures. 01:11:41
For the building. 01:11:46
Of roads, not the maintenance of them. 01:11:48
So all of a sudden chip seal. 01:11:52
Falls under your expenditure limit. 01:11:55
That made about a three and a half million dollar difference the first year that they implemented it, and they implemented it 01:11:57
after we had. 01:12:01
Gone through that year's budget. 01:12:05
So those two things. 01:12:08
Give you a shift of about four and a half million dollars. 01:12:11
That used to be excludable, or would be excludable but isn't. 01:12:15
According to the auditor General's. 01:12:19
Decisions, The other thing that we're encountering in 2026. 01:12:21
As we go into 2027, is that December 31st of 2026? 01:12:27
Will be the end of all the federal Covic money. 01:12:33
ARPA and LATCF will no longer be able to be expended after that. 01:12:37
Those funds are excludable from your expenditure limit because they're federal funds. 01:12:42
And so basically everything we do with general fund. 01:12:47
Is affected by the expenditure limit. 01:12:53
And that. 01:12:55
Is something that we take into consideration very seriously. I have driven poor Mr. Menlo absolutely crazy every time we've been 01:12:57
at a conference or in the truck and I've been like, what about this and what about that and what about the other thing? 01:13:04
And to the point that I proposed to Mr. Men love. 01:13:10
And because he's a gentleman, he didn't laugh at me. 01:13:14
I proposed that we. 01:13:17
Extra on our. 01:13:19
Bond because the bond money is excludable, right? If I pay $1,000,000 toward the bond, I can take it off the bottom of the 01:13:21
expenditure limit. 01:13:25
That would free up capacity. 01:13:30
Somewhere else. 01:13:33
So that's one of the harebrained schemes that. 01:13:35
That is built into this just in case. 01:13:38
That if we need capacity or if. 01:13:41
TSPRS underperforms and all of a sudden we have to fund that. 01:13:44
Because that's not excludable either that we have that capacity built in. 01:13:49
It's been a wild ride. 01:13:55
So it's hard for a lot of people to understand what Jesus said. Yeah, I realized that as I was saying it, and somebody should have 01:13:57
opened the floor and let me fall through. 01:14:01
No, but I'm glad she gave that spill man, because. 01:14:05
It's gonna catch us sooner than later. 01:14:10
Basically what you're saying. 01:14:12
And so. 01:14:14
You know, as a, as a Asila County and all of our years of being on this board and stuff, we've we've forced ahead with a lot of 01:14:15
projects. 01:14:19
A lot of accomplishments. 01:14:24
We've we've spent a lot of money and we we have yet to raise property tax. 01:14:27
And that's something that I am very serious about not ever doing a long time in this chair, so I would think. 01:14:33
Somewhere after. 01:14:41
After this budget is set in place and whatnot for our. 01:14:43
Next budget season. 01:14:47
We probably have to have those discussions, Mr. James, about. 01:14:49
You know where we're going to pull up the drawstrings here and what are we going to do to tighten up our belts to? 01:14:54
To do this or that so. 01:15:00
Umm, thank you both for the amount of work you've done on on everything and. 01:15:04
And I will get through this one. 01:15:09
We'll make it through this one. 01:15:11
But the next one could be. 01:15:13
A lot tougher the way I look at it. 01:15:15
Yeah, which is why we're. 01:15:18
We're being maudlin today so that it's not shocking next year. 01:15:20
Yeah. 01:15:25
Yeah, let's hope we can cushion that shock. 01:15:26
So, but again, thank you both and your staff and everybody that's worked on this. I, I truly appreciate all that so. 01:15:29
Thank you, Mary. 01:15:36
Yes, Thank you, Mary. 01:15:38
I have a couple of questions SO. 01:15:40
Just to be clear. So this is kind of for everyone listening. 01:15:43
If the budget is 158,000,000 roughly, that doesn't mean we're going to be spending that much. It's just. 01:15:47
The preparation in case. 01:15:53
We need to spend that much. 01:15:55
Absolutely. That's a really good question, Mr. Chair, and actually it's probably something I should build into. 01:15:57
Our presentation. 01:16:03
For budget purposes, we budget for every possible dollar. 01:16:04
As both a revenue and an expense, we also have to budget like we're going to spend all of our reserves. 01:16:09
We would not do that. 01:16:15
But we have to budget that way. 01:16:17
That way you have the authority to move forward with. 01:16:19
Operating the county in a way that makes sense. 01:16:25
My next question is approximately how much reserves do we have? 01:16:30
Right now you have $15 million, OK. And so that is budgeted to span. 01:16:34
But it is reserved money that's not reflected in our income statements and all this that you represent, it's it's budgeted as. 01:16:41
Reserve and reserve. 01:16:49
So we know it's there and we're saying we're going to keep it in reserve. 01:16:52
Now, as part of that figure, the reserve numbers part of that the Pleasant Valley. 01:16:55
$3,000,000 No Sir, that is a. 01:17:00
That's designated funds. 01:17:04
OK, those are those are different and those because they were given to us for a specific purpose. 01:17:06
Those are held aside for that specific purpose. 01:17:12
Similarly, the remaining balance in ARPA and LATCF. 01:17:16
While they are fund specific, they are not a portion of your $15 million reserve. 01:17:21
OK. And so also the 4.19% that we charge? 01:17:27
On property taxes is generating, if I understand the figures you've given us somewhere in the $27 million range? 01:17:32
Not counting the secondary. 01:17:39
Property taxes. 01:17:42
And so in 2025, so if you look, I can go back to that slide that way. 01:17:45
I don't think I can zoom it in, but this way the public can see where. 01:17:51
Looking and they should be able to zoom in on their. 01:17:55
On their computers. 01:17:59
OK, so the first column here on the left. 01:18:00
Line 3A. Primary property taxes. 01:18:05
For fiscal year 2025. 01:18:09
Was $27,881,571. 01:18:12
For 2026 that amount with the same 4.19. 01:18:17
Is $28,195,617.00 and the difference being the 314,000? Yes. 01:18:23
OK. And so that's how much we're collecting in property taxes? 01:18:31
And our budget is 158 million. 01:18:35
I think that's a distinction people should see that we're making up the difference with. 01:18:39
Rants and. 01:18:44
Other avenues of revenue that. 01:18:47
That's what makes it tough. 01:18:50
And so for any consideration of increase for the proper. 01:18:53
Property tax. 01:18:57
In order to make a significant difference in the budget. 01:18:58
Would have to be a significant increase. 01:19:02
In the 4.19%. 01:19:05
To even reflect. 01:19:08
In a minor way towards 158,000,000. 01:19:11
And you would also. 01:19:15
It would. It would fall within the expenditure limit requirements. 01:19:17
It wouldn't, right? So you wouldn't get more room in your expenditure limit even if. 01:19:22
Property tax were to go up. 01:19:26
OK. 01:19:28
I don't know how clear it is on the computer screen, but if you look at that the same slide in your slide deck that I I believe 01:19:29
that you have printed in your binders. 01:19:35
We do show at the top the maximum allowable primary property tax levy. 01:19:41
And you'll note there that. 01:19:47
That's actually decreased from last year. 01:19:49
Right. And the difference being and if we went to maximum property tax, that's what you're saying? 01:19:51
Which is what, 8% or 7 something or that we would only increase our budget by? 01:19:57
Or only increase our revenue? 01:20:05
15,000,000 or less. 01:20:07
Yeah, so not even that much money. 01:20:10
And we would actually be down. 01:20:13
What is that 1,000,003? 01:20:16
And it would make housing just. 01:20:18
The taxes. 01:20:22
Unaffordable. 01:20:23
Yes. So it's important to all of us. 01:20:24
And you all expressed that in January and February when we first met. 01:20:28
Right. And I want to make sure your constituents know this. 01:20:34
The first thing each each of the three of you said when we sat down to talk about the budget because we have to meet separately. 01:20:37
Right, because you're open meeting. 01:20:43
Each one of the three of you said. 01:20:46
Property taxes are staying at 4:19. 01:20:49
Right now, no questions asked, that was the first instruction. 01:20:52
Which is why it's the first priority. 01:20:57
That we list here. 01:21:00
It's super important that our constituents be aware. 01:21:02
That that is the number one guiding principle that we take into consideration in this development. 01:21:06
So we need more building. 01:21:13
More houses, more. 01:21:14
Taxable properties. 01:21:18
That would help, wouldn't it? 01:21:21
I believe Supervisor Humphrey also has some really excellent. 01:21:23
Approaches to getting things back on the tax roll that are already built. 01:21:26
And just need to be rehabbed. 01:21:31
Have responsible property owners. 01:21:33
Right. Yeah, there's a lot of things that can increase that one. 01:21:36
If we, if I may, Mr. Chair, yes, Sir. 01:21:41
The working on the mobile homes or things of that. 01:21:45
We're we're working on. 01:21:51
Changing our. 01:21:53
On whether we can. 01:21:55
Work with people living in mobile homes or. 01:21:57
Or not. 01:22:01
And I like fifth wheels and trailers. 01:22:03
And then how would that? 01:22:07
How would that property value be assessed? Because if you got a $250,000 house. 01:22:09
And you got the same property next to that house, but you got a fifth wheel on it. 01:22:15
They're not getting charged the same taxes to live there. 01:22:19
As the person in the home is so at some point. 01:22:23
When we get further with our zoning on how we're going to do that which we started working on everybody. 01:22:26
At all to go to. 01:22:33
On the short term rentals because that was a real hot firecracker. So anyway, that would also help our fire departments and 01:22:36
everything else because they're getting their funding. 01:22:41
Off of the taxes and there's a lot of properties out there that don't have homes on them. 01:22:46
That we're not getting this. 01:22:51
The assessed value that we would. 01:22:54
As a whole. 01:22:56
And also to instead of raise the 4.1 taxes. 01:22:57
But, you know, we've had some issues with the. 01:23:02
Assessors, Assessor's office and so. 01:23:07
You know, I would be curious to wonder where we are in assessed value. 01:23:11
Of the homes that we have that the 4.19. 01:23:15
Is charged to SO. 01:23:19
Anyway, yeah, there's a lot of different things that can go forward. Umm. 01:23:22
You know, getting. 01:23:27
Some of the rehab houses that we're working on, I would like. 01:23:29
Working on a bill to be able to. 01:23:33
Get some of these homes back on the tax rolls. 01:23:37
That are. 01:23:40
Investors have hundreds of properties. 01:23:42
That they're getting a central tax tube that nobody can live in them. 01:23:45
And so if we could make them more responsible for the properties. 01:23:53
That they are holding as an investor. 01:23:57
Umm, to make them responsible for the. 01:24:01
For the properties. 01:24:05
So yeah, there's a lot of things we can do to work on to help the value of properties and what what? 01:24:07
Properties that we have. 01:24:13
And he'll come with. 01:24:15
It's a step at a time, and it's a. 01:24:17
It's a It's a long process. 01:24:20
But umm. 01:24:22
I guess thank you for for. 01:24:25
For pointing that. 01:24:28
To me to point out. 01:24:30
That's a. It's one of those. 01:24:32
Opportunities that we can all collaborate. 01:24:35
To move forward and strengthen our economic base. 01:24:38
Sure, spend money. 01:24:42
Chris Chairman. 01:24:44
Thank you Sir, and I'm pretty. 01:24:45
That's all important and critical for us to do that. 01:24:47
Did want to point out. 01:24:50
That you have aborted as a Board of Supervisors. How conservative you've been through the years. 01:24:52
And $4.19, there's a couple reasons that that is. 01:24:57
At that rate, mostly because we have 3 1/2% of all the land in Healey County. 01:25:01
Is private, that's all. It's taxable. It's 3 1/2% of the land. 01:25:07
That's what drives the. 01:25:11
$4.19 tax. 01:25:13
We could if we were consistent with what the base year was in 19791980. 01:25:16
That tax rate that's been talked about just a little bit. 01:25:22
It could be almost $7.00. 01:25:26
Instead of 419 it could be 6 1/2 dollars so. 01:25:28
About 50% reduced. 01:25:32
From what it was back in that base year. 01:25:34
Again, reiterating what you as opposed to by how conservative you are and how watchful you have been in spending and expenditures 01:25:38
through years to keep that down and keep it. 01:25:43
Minimal. As minimal as possible. 01:25:48
And yet effectively run county government. 01:25:51
So I just, I want to point that out for the record that. 01:25:53
You do take this. 01:25:57
As a keeping it as absolutely minimum as possible as conservative. 01:25:58
As possible with our finances. 01:26:03
And try to not overburden taxpayers in Huey County. 01:26:06
Thank you, Mr. Chairman. 01:26:09
Thank you. Anything else? 01:26:10
Mr. Chair, from my point out something right here on these priorities is. 01:26:12
Infrastructure maintenance. 01:26:17
That's huge when we're spread out as far as we are. 01:26:19
We we have a lot of buildings. 01:26:23
We were scattered from here to. 01:26:25
And so that that takes a big hit. I know it does, and a lot of our buildings are fairly old. 01:26:30
Not that we can replace on this. 01:26:37
You know, buildings. Expensive, but. 01:26:40
That is something right there that I know. 01:26:42
Gives us a big hit. 01:26:46
Every year is that. 01:26:48
And so I would just say going forward, it would be nice to. 01:26:50
Have a scheduled meeting or work session What every. 01:26:55
It is so we can all sit down and talk about. 01:26:57
About these different issues, because there are several of them. 01:27:01
And uh. 01:27:04
Get ready for the next go round. 01:27:06
Yeah, other than that. 01:27:10
We've come a long ways on what we've had. 01:27:12
I believe we made a big difference and there's a lot more we could do if we have the. 01:27:16
Resources to do it and I really want to. 01:27:21
To all of our department heads, thank you for the job they've done. 01:27:23
I know me personally, I've had arguments with several of you over different things here and there. 01:27:27
But that's all part of it. 01:27:32
But it's been a good job that everybody's come forth and pulled it together and. 01:27:35
And worked on SO. 01:27:39
I appreciate that. 01:27:41
If I may, just to clarify, infrastructure maintenance also includes roads. 01:27:42
Bridges, culverts, things of that nature. 01:27:47
In addition to the buildings. 01:27:50
And that and that. And you're absolutely right, Marin, and you know that. 01:27:54
We take on a lot of other responsibilities, whether it's federal roads or whatever that we maintain. 01:27:59
I mean, it's all part of the big package. 01:28:04
And that's where I think it would really be good, when we really delve into it, to take a good hard look at everything we're 01:28:06
scattered out doing. 01:28:10
OK, if there's nothing else, then I'll call for a motion on the alternative budget item 3D. 01:28:17
Mr. Chair, I move to adopt the fiscal year 20252026 Gila County Tentative Budget in the amount of. 01:28:23
$158,297,158. 01:28:31
Authorize the publication. 01:28:37
Of the summary budget. 01:28:40
And set the public hearing for July 22nd, 2025 to adopt the final. 01:28:42
Physical year 20252026 Hiba County budget. 01:28:49
Mr. Chair, I'll second that. 01:28:55
OK, motion in a second to approve. Those in favor say aye aye. 01:28:56
Aye. Thank you, Mary. Thank you very much. 01:29:01
Appreciate all you do. 01:29:03
Right 3 E Information Discussion action. 01:29:06
To approve the governmental agreement number 03132025. 01:29:10
Between Hewitt County and the City of Globe for Law Enforcement Dispatch Services. 01:29:14
In the amount of 290, two $172,047.92. 01:29:19
For the performance period of June 1725. 01:29:25
To June 1626. 01:29:29
And we have. 01:29:31
Sarah and the sheriff again. 01:29:33
Thanks for your patience. 01:29:40
Services. 01:29:46
The fire department, so this is to extend that. 01:29:50
Thank you, Sarah. 01:29:59
Supervisor Humphrey. 01:30:01
I have no question, supervisor client, I'm good. Thank you, Sir. I'm good as well. Thank you for that and thank you for being 01:30:02
patient. 01:30:06
I'll call for a motion, Mr. Chair, I'll make the motion to approve intergovernmental agreement number. 01:30:10
03132025 between Hila County and the city of Globe. 01:30:16
For law enforcement dispatch services as presented. 01:30:23
Mr. Chair, I'll second the motion and a second to approve those in favor say aye, aye. 01:30:27
All right. Thank you, guys. 01:30:32
All right, next item is 3S. 01:30:36
Information Discussion Action approved. Arizona Department of Administration. Arizona. 01:30:39
911 Program grant agreement number. 01:30:44
AD0AA Z 911-2609. 01:30:47
Between the Arizona Department of Administration and the Yield County Sheriff's Office in the amount of. 01:30:52
$209,439 for the performance period of July 125 through June 3026. 01:30:57
Good morning, Good morning, Mr. Chair, members of the Board. 01:31:04
This year's grant was submitted. 01:31:08
On behalf of the UK Sheriff's Office and the Payson. 01:31:11
Police Department piece. 01:31:15
And, umm. 01:31:17
The basic grant was for. 01:31:19
Operational funding for the two ECS or emergency communication centers. 01:31:23
AT16278, which covers. 01:31:29
The ESI net or public safety communications. 01:31:32
And, umm. 01:31:36
The in-house equipment, the computers that. 01:31:38
We use to answer 911 phone calls. 01:31:41
We also submitted 3 projects, 2 for Huawei County and one for PCPD. 01:31:44
The grant was approved it. 01:31:50
May and the only project that was. 01:31:53
Approved was for patient PD. 01:31:57
And essentially that was. 01:32:00
A renewal of the grant that they or the award that they got last year for the quarter, they were unable to complete their project 01:32:02
and so they just moved that money from last year to this year. 01:32:08
So in the end, we have our. 01:32:14
Operational funding. 01:32:19
The project for Payson TD. 01:32:21
And then the administrative costs would come to $209,439. 01:32:24
And with that, I'll take any questions. Thank you, Supervisor Humphrey. 01:32:30
I have no questions other than thank you for running that program. That's got to be difficult to. 01:32:35
Take those 911 calls. 01:32:40
I guess part of it would be rewarding for being able to help, but. 01:32:43
It would be difficult to be the one that's there. 01:32:47
It's it's rewarding for me to be able to help these dispatchers. I've never been a dispatcher. 01:32:50
And I honestly think this is one of the hardest jobs. 01:32:56
Aside from being. 01:33:00
A police officer. A deputy. 01:33:03
Or a surgeon. 01:33:06
But honestly, this is one of the hardest jobs. 01:33:07
I think I've ever seen in my life and it's getting it's not getting any easier because of all the the. 01:33:10
Technology that's coming on. 01:33:17
The technology is supposed to make it easier, but you have to learn the technology. 01:33:19
So yeah, it's it's a lot sometimes. Well, thank you very much. 01:33:22
And supervisor client, Deborah, thank you. Appreciate it. 01:33:27
Yeah. Thank you very much. With that, I'll call promotion. Mr. Chair, I move to approve grant agreement number ADO A-AZ911-26-09 01:33:30
between the Arizona Department. 01:33:37
Of administration and the Healey County Sheriff's Office as presented. Mr. Chair, I'll second that. OK, we have a motion and 2nd 01:33:44
to approve. Those in favor say aye. 01:33:49
Aye, aye. Thank you very much. 01:33:54
We have item 3G Information Discussion action. 01:33:57
To approve service contract number 0424. 01:34:00
To five with VMS CAP LLC Stratton restoration for housing rehabilitation project CDBG. 01:34:04
1202406. 01:34:12
For the term of June 17, 2025. 01:34:15
September 30th. 01:34:19
25 for a contract total not to exceed $64,515. 01:34:21
$0.74 Good morning, Paula. How are you? Good morning, Chairman. Members of the board morning almost right this afternoon. 01:34:28
And made it through the morning. So I wanted to give you a little background on this. This is through our Community Services 01:34:38
program. 01:34:41
And actually one of my experts in the audience. 01:34:45
And she is actually one that works in our weatherization and rehab services. 01:34:48
With the Community Development Block Grant. 01:34:54
So and you want to thank Finance for actually helping us with this, but we did do a walk through. 01:34:57
A property here in this area. 01:35:04
It's in a historical area and actually a historical home. 01:35:07
So. 01:35:11
They walked through and actually we had two bids and then. 01:35:13
With lead in the home, it takes a little bit different restoration for lead. 01:35:18
So obviously one of our bidders had to drop out, so we were down to actually the one bid. 01:35:24
That actually came in and actually LED is very expensive. 01:35:30
To restore and you'll notice in the budget that was one of the items that was. 01:35:34
And in the older homes, you're going to have lead. So that is one of the things that we do have to go through with our program. 01:35:41
I wanted to also tell you that there will be a lien on the property. 01:35:49
The home is located in an area that. 01:35:55
Around $195,000 is what the homes go for. 01:35:57
So just to give you a little background of. 01:36:01
So when you're looking at the property values, that's why this bid is going to be a lien for 15 years. 01:36:04
On the property, so I'll answer any questions that you might have. 01:36:12
Or carrying a Rocky. 01:36:18
Might answer any questions you have because she is actually our expert. OK, let's find out. Thank you, Paula. Supervisor Humphrey, 01:36:19
thank you. 01:36:23
OK. This is to do a a restoration of a home, yes. 01:36:26
OK. And the stipulations for that much money to go into that home that they have to own the home for 10 years? 01:36:31
Yes, Sir, they do have to. They actually have to. Umm. 01:36:38
Meet income eligibility, they have to actually have the assessments done, they have to and the lien will be for 15 years. 01:36:43
However, in the event that the property owner does sell. 01:36:52
There is a. 01:36:56
Scale. That would be where we would actually be paid back. 01:36:59
At a fee. There's a fee scale or a lead. 01:37:03
So, OK, yeah, thank you. I you're welcome. And my contractor days, I used to work on some of these homes. So it's important for 01:37:07
the people to know that. 01:37:11
We're just not giving people right that money to restore their home. And there you go, a good luck fella tomorrow and have fun. 01:37:16
So yeah, I just wanted that to be out to the public and that if they do sell or something happens, we're actually it's given to 01:37:23
family members there. The lien is still. 01:37:29
Yeah. Thank you very much for sharing that. 01:37:35
Surprise the client, Paula. Thank you. I'm good. 01:37:39
Yeah, I'm going to choose. So why don't we? 01:37:42
Called promotion. 01:37:45
Mr. Chair, I'll make the motion to approve service contract number 042425. 01:37:46
With Bmscat LLC Stratton restoration for housing rehabilitation project. 01:37:53
CDBG 120-204-06AS presented. 01:37:59
Mr. Chair, I'll second that. A motion I second to approve those in favor say aye. 01:38:05
Aye, aye. Thank you. 01:38:10
Paula, I notice you have another one here, so. 01:38:13
How upsetting would it be to move up this item? 01:38:16
Which is item 3K. 01:38:20
OK. All right. 01:38:26
Well, we want to keep you all happy over there, so. 01:38:28
Paula, we have one more. Let's go ahead and take care of 3K information discussion action to authorize the advertisement of 01:38:36
Request for Proposal Number 04232025 Property Cleanup Services. 01:38:42
Our contractors to prove property cleanup services to Hila county. 01:38:48
Thank you, Chairman, members of the board, for moving that up and actually giving me an opportunity. 01:38:53
To discuss this, which is one of the things you were discussing earlier, is kind of. 01:38:59
Doing some cleanup, some property cleanups. 01:39:03
And I just want to give you a little background just so that you have some information so. 01:39:07
And I know that in the past, a lot of the companies come from out of town. So I wanted to just give you a little information 01:39:13
regarding that. So there are three companies and of those three companies. 01:39:20
There is about they hire local workers when they get here, so that is and they actually want them to work. 01:39:26
From this area, so the companies come in and they will hire workers from this area, so that's great. We've done 17 property 01:39:34
cleanups this year. 01:39:39
And I know that you've all seen pictures of that. 01:39:44
They're pretty proud of it. 01:39:48
And we wanted to make sure that. 01:39:51
We were able to continue this property cleanup at the rate that you were requesting. 01:39:54
So we actually are doing this to advertise bids. 01:39:59
Which we can actually get and we can actually streamline this process so that we can actually do the property cleanups maybe a 01:40:04
little bit faster. 01:40:09
Been with multiple contractors in place already. 01:40:14
So that it'll be an easier process for our staff to actually go through and get. 01:40:18
The cleanups done and the companies paid because that's important. 01:40:24
Because one of the things that happens is we hold up. 01:40:28
Money line if we don't get everything processed quickly. 01:40:31
So and I did want to let you know that in July, we have a local contractor that is very, very interested and we'll be doing one of 01:40:34
our cleanups. 01:40:40
So we are excited about that. We have been asking local contractors please come on board. 01:40:45
There are a lot of eligibility requirements and things. Some of them don't have that and the property cleanups do not. 01:40:51
We're just looking at the bids to see. 01:40:59
That it's affordable and that they can do the job correctly so. 01:41:01
I'll answer any other questions you have about the property cleanup. It's a little different than community services this. 01:41:05
Falls under environmental health and obviously we have community development that helps us out with this. So if you have any 01:41:11
questions. 01:41:15
My son Randy or anyone. 01:41:19
OK. Thank you, Paula. Mr. Humphrey. 01:41:22
I have no questions other than thank you for cleaning up those homes. 01:41:26
They have some of them been needed to be done for a long time. 01:41:31
And so thank you very much for working that and the staff and everybody that has has worked on this program a lot and Mr. Menlo 01:41:35
for helping us with some funding to work on some of these homes. 01:41:41
And also being that they don't have to be BPI certified for each working with local contractors to to do the projects on some of 01:41:47
these so. 01:41:52
I think the whole program very very much for. 01:41:58
For helping with the blighted project. So thank you. 01:42:01
Thank you, Supervisor Klein. 01:42:05
I'm good, Paula. Thanks for what you guys are doing. 01:42:07
Thank you. I'll call for motion on item 3K. 01:42:10
As Chairman, to authorize the advertisement of requests of proposal number 04232025. 01:42:13
Property cleanup services as prevented. 01:42:22
Mr. Chair, I'll second that motion in the second to approve. Those in favor say aye, aye, aye, Thank you. 01:42:25
Thank you so much. Thank you. And our next item is 3 H information discussion action to approve. 01:42:31
And IGA number 311251 with the Town of Hayden for justice Court case management of the towns criminal misdemeanor and criminal 01:42:38

Attorney Elbow, how are you? 01:42:57
Fine. Good morning, Mr. Chairman, members of the Board. 01:43:00
Last fall I began working with the. 01:43:03
Court administration. 01:43:07
In the different municipalities. 01:43:09
Following the complete. 01:43:12
Rewrite of the. 01:43:14
IGA for. 01:43:15
Court services with the City of. 01:43:18
And based on that. 01:43:21

Modify these so that they are uniform across all the municipal. 01:43:26
In. 01:43:31
In Healing County. 01:43:34
And they know what to expect and that the the county is getting reimbursed for the actual expenditures made on behalf of those 01:43:35
municipalities as they operate their course. 01:43:41
And the county gets. 01:43:46
Gets the revenue. 01:43:48
From the fines that are collected when collected. 01:43:50
In those municipal courts, but they're now all uniform. 01:43:54
With the sign with the. 01:43:57
Hayden Winkelman Courts being the last. 01:44:01
To come on board. 01:44:04
OK. Thank you, Supervisor Humphrey. No questions. 01:44:08

Our zoning inspectors on staff. 01:45:02
And apply with state statute in the town ordinance regarding. 01:45:04

Aye, aye. Thank you, Randy. 01:46:04
Umm, we're going to table item 3J. We don't need a vote on that, right ladies? 01:46:08
We're going to table item 3J. Do we need a vote? 01:46:21
OK. I'll call for a motion to. 01:46:26

Chamber of Commerce in the amount of $5000. 01:48:18
To assist with the operation and advertising campaigns. 01:48:25
Of that organization which the Board has determined to be for the benefit of public merit. 01:48:28
Our friends from Contra Basin. 01:48:37
Chamber of Commerce are here to present the presentation. 01:48:39
OK, great. Come on up. 01:48:42
Thank you. Thank you. 01:48:47
OK, So that's what I'm going to do. This is Krista. Good morning. My name is Crystal Lombardo, **** and I am the new president of 01:48:49
our Cannabis and Chamber. 01:48:54
And I thank you for giving us our grants over the years. 01:49:00
And so I'm here today to hopefully be able. 01:49:04
To get this scratch again. 01:49:07
So this is our new board. We started in May 1st. 01:49:10
And we have eight members of our board, actually 7 and then Rosemary. 01:49:14
Goff has been on the board since 2013, so we made her a historian. 01:49:19
Wonderful part of our community in Tano. 01:49:25
And last year we were able to paint the building. It had been painted since 2013. 01:49:27
And that those funds came from? 01:49:34
Part of the grant that we received last year and also we do a Wild West days every year and. 01:49:37
Money that came in from that we were able to paint our building. 01:49:43
This year we've made some accomplishments. 01:49:47
Umm, we've helped the town has a trunk or treat every year we've been able to. 01:49:51
Help with that, they raised over $20,000. 01:49:56
This year we Co hosted the Wild West days. We brought in almost $14,000 with that. 01:50:00
And with those funds, we were able to actually we have our board meetings this evening. 01:50:06
And we are presenting $1000 to the fire department, $1000 to our library, and $1000 in food to our food ministry. 01:50:12
So the Chamber does like to help the community, but we need a lot of improvements on our building. 01:50:20
We were continuously working to improve visibility and outreach through branding and events. 01:50:27
Updating our website. 01:50:33
Adding. 01:50:35
An area for the members to pay dues online. 01:50:36
Our accomplishments that we've made the most successful was the Wild West days. This is the 16th year. 01:50:40
Purchased new padded chairs for the community events. 01:50:45
Right. And actually have 20 new members just between May and half of June? 01:50:49
Which we now have 48 members of our chamber. 01:50:55
We're starting our doing our first members club, Breakfast Club. 01:50:59
And then tomorrow we will have a lunch and learn. 01:51:04
So that's our goal is to try to connect our community. 01:51:07
With having different events that come up that we can do mixers. 01:51:10
Monday we started doing Family Night, which is a game night every other Monday. Last night we had 17 people there. 01:51:15
And it's a wonderful way to bring our community together. 01:51:22
And some of the goals that we have. 01:51:26
Is again bringing in another 20 members. We've brought 20 in. I would like to as a president. 01:51:28
Before the end of the year, have another 20 members join us. 01:51:33
We're starting doing ribbon cutting with new businesses. 01:51:37
We have a new Mexican restaurant that came in and we also have coffee and cones. 01:51:40
So in October, we're going to have a A. 01:51:46
Ribbon cutting for them. 01:51:48
We want to hold mixers and barbecues. 01:51:50
Obviously connect the members with the businesses I. 01:51:53
We started painting the inside, the whole inside of the building we painted. 01:51:57
Couple of our board members, myself and another gal. 01:52:02
Painted the building, it looks beautiful inside. Some repairs that we need to do still are the deck. 01:52:05
The flooring and the roof. 01:52:11
So those are items that we're still working on getting done. So the grant would be a huge. 01:52:14
For us, our property taxes and our insurance alone. 01:52:21
Are more than $5600. 01:52:25
So having this grant would be a huge deal for us. 01:52:28
Our board and community. 01:52:32
And. 01:52:35
Here, this was the Wild West days where we raised the money. 01:52:37
And I've already explained to you what we're using with part of it. And the other part that we have is our flooring and the roof 01:52:41
that we're having to get replaced. 01:52:46
And that is my presentation and I first time here, so I apologize if I was a little nervous. 01:52:51
But I appreciate all of you. 01:52:58
That is where we're at. 01:53:01
With that. 01:53:03
So if anybody has any questions, I'm here to. 01:53:04
Hopefully I can answer them for you. Well, thank you for that, Krista. Good presentation, Supervisor Humphrey. Yeah, I have no 01:53:07
questions. Just thank you for all you do for Tunnel Basin and thank you for supporting my meetings in your beautiful building 01:53:11
that. 01:53:16
Painting and keeps getting work done. I appreciate the participation so much and so I just want to thank you. 01:53:21
Thank you. 01:53:29
Supervisor client your job for everything you're doing. 01:53:30
Yeah, the chambers in our Gregg County do a lot of work. 01:53:34
Volunteers in itself. 01:53:38
Appreciate that. We're happy to support. Anyway, I'll call promotion. Mr. Chairman. Yes, I'm sorry, can I ask you a question? Yes. 01:53:40
In your observation, you're very well connected with acuity, but what is the? 01:53:48
Completion of the Tunnel Creek bridge. What is that? 01:53:53
Having tunnel basin. 01:53:55
Over the summer, Tunnel Basin is it's tripled it in size. 01:53:57
So with that, we also have brought in new businesses. 01:54:01
And my as president of the Chamber this year. 01:54:04
My goal is to connect the community to the businesses. 01:54:09
And by having these events that we're having the lunch and learns of breakfast. 01:54:13
Platinum mixers. The ribbon cutting. 01:54:16
We're bringing people out into the community. The game night was one of our board members, Michael, that decided to do that. 01:54:19
And it's it's only we've only done it 2 times and it's neat to see there was over like. 01:54:26
17 people there last night with their families. 01:54:31
And the bridge, obviously it helps us because now we have a way to get across to. 01:54:35
Events that would happen, I mean, there were many times when I was a member of the Kiwanis. 01:54:41
And I couldn't go to the board meetings because I live across the Creek. 01:54:46
So now we can get across safely. 01:54:50
It's been dry since it's been filled but. 01:54:53
Thank you. 01:54:57
You said that it has. 01:54:58
Given an opportunity for growth. So definitely. 01:55:01
Appreciate that and appreciate your engagement in the community. Thank you. 01:55:04
Thank you. And growth means more taxes. 01:55:08
OK, Thank you. With that, I'll call for motion. Mr. Chair, I'll make the motion to approve. We can only develop an agreement 01:55:14
number 04252025. 01:55:18
With the Tunnel Basin Chamber of Commerce as presented, which the Board has determined to be for the benefit of the public. 01:55:24
Mr. Chair, I'll second that. We're going to 2nd to approve. Those in favor say aye. 01:55:30
Thank you so much. 01:55:35
Thank you, Marin. Item 3 N of information discussion action to approve an intergovernmental agreement between Gila County. 01:55:37
Pinal County, WHEREAS Pinal County will provide medical examiner services for the period beginning July 1st, 25 through June 3026 01:55:45
in the amount of $394,000. 01:55:51
Mary, thank you. Mr. Chair, this is an agreement that we have had with. 01:55:57
Now counting for several years now, we first entered into it in. 01:56:03
2020 for the 2021 fiscal year, it has saved the county. 01:56:08
A significant amount of money each year and we would like to continue using their services. 01:56:13
Thank you. Supervisor Humphrey. I have no questions. Supervisor Klein? Yeah, I'm good. 01:56:19
OK. Thank you. And I have no questions. I'll ask promotion. 01:56:25
Mr. Chair, I move to approve and enter government agreement between Gila County and Pinal County, whereby Pinal County. 01:56:29
Will provide medical examiner's services as presented and I'll second that. 01:56:36
Motion in a second to approve. Those in favor say aye aye. 01:56:42
Aye. Thank you, Marin. 01:56:45
Thank you. 01:56:47
You have the rest of the day off. 01:56:48
All right, I'm 30. 01:56:51
Information discussion. Action to adopt resolution number 250603. Establishing Kings Drive. 01:56:54
As a primitive Rd. 01:57:00
And accepting it into the new economy maintenance maintained Rd. system as a primitive Rd. Good morning, Alex. Thank you, Mr. 01:57:02
Chairman, Board of Supervisors. 01:57:07
As you know, Hill County Public Works received requests to bring roads into the maintenance system all the time. 01:57:12
Kings Drive is one of the road. 01:57:18
Request that we received after reviewing it. 01:57:20
It crosses over to. 01:57:23
Established plants, but it was never an established Rd. for the county. 01:57:26
Leo itself though, was and so this additional 500 feet as a primitive Rd. 01:57:29
Increase the amount of time that we need to maintain. 01:57:36
Eastern states, but it will improve the area itself so. 01:57:39
The cost benefit is. 01:57:44
Good. So we'll bring this before the board for acceptance. 01:57:46
Think Alex, brother Hurley. 01:57:50
No questions, Supervisor Klein, I'm good. Thanks, Alex. Yeah, this is in my district and we have constituents that. 01:57:53
Triggered this and this actually started with homero. 01:58:00
And this is a. 01:58:04
A mess of a road and so. 01:58:06
A lot of people live on it and so this will help quite. 01:58:09
Quite a bit. All right. Thank you. So I'll call promotion. 01:58:12
Mr. Chair, I'll make the motion to adopt resolution #25-06-03. 01:58:16
I'll second that. 01:58:25
Motion in a second to approve. Those in favor say aye. 01:58:26
Aye, aye. 01:58:29
Reality we have. 01:58:31
All right, we're going to. 01:58:33
I'll call for motion. 01:58:35
To recess as the Hewlett-Packard Board of Supervisors and convenient the Hewlett County flood. 01:58:37
Control district board of directors. 01:58:42
So moved. 01:58:47
I'll second it. 01:58:48
All those in favor say aye. 01:58:50
Item 3. P Information discussion action to approve. 01:58:54
Forerunner Master services agreement Statement of work between Gila County and the Forerunner Industries, Incorporated. 01:58:57
For the purchase. 01:59:05
Forerunner Software for the initial term of June 1725. 01:59:06
Through June 1628. 01:59:11
For a contract amount ought to exceed $46,550. 01:59:13
Alex, thank you, Mr. Chair, Board. 01:59:18
As we talked about earlier in the day. 01:59:21
There's a budget for the floodplain and you're questioning what some of that funds go to? 01:59:25
Well, we would like to. 01:59:29
Use some of that funding to get this software. 01:59:32
As you know, FEMA's floodplain. 01:59:35
NFIP, National Flood Insurance Program. 01:59:39
As what is referred to as the CRS critical Rating system. 01:59:42
And there's 10 levels to that system. Hill County has been in that system at a level 10 since 1998. 01:59:45
Each time we raise the level. 01:59:52
8:50 to 8 and so on and so forth. 01:59:54
We actually. 01:59:56
Get a 5% decrease in the. 01:59:59
Tax rate for a flood insurance so your constituents get 5% back every time we increase that. 02:00:03
Level and yet we have not done that. 02:00:10
So working with Forerunner, our goal is to actually raise our. 02:00:13
Rating in that CRS so that your constituents can get money back. 02:00:17
I'd be happy to answer any questions you guys have on that. 02:00:23
Great, Alex. Supervisor Humphrey, I have no question. 02:00:25
By decline. How does this work Alex? Is it like GPS? 02:00:29
Uh, driven or? 02:00:34
So there's milestones at each of these threshold levels and so once we pass those. 02:00:36
Those levels and. 02:00:41
Corner will help us achieve that. 02:00:42
We will go to. 02:00:44
FEMA Region 9. 02:00:46
And we will present the data that we've passed these thresholds and then. 02:00:47
Point that percentage will be. 02:00:51
Brought down from. 02:00:53
Insurance rate. 02:00:55
So this could help people that are actually. 02:00:57
Out of the floodplain. 02:01:00
Yes, through that. 02:01:02
Yes, Anyone who has flood insurance, whether they're in the floodplain or not, is entitled to this percentage. OK, Thank you. 02:01:03
Thank you, Alex. What is our rating right now? 02:01:11
We're at a Quest 10, OK, bottom. So all right, great. 02:01:14
And we're hoping to get up to where with this maneuver. 02:01:19
With this program, we hope to get to at least a level 8. 02:01:22
As you increase through those thresholds, there's more and more responsibilities. 02:01:26
So just to give you an example, Maricopa is only at the Level 3. 02:01:31
And they have 15 people working on this in their flipping department, whereas we have. 02:01:36
3 right? 02:01:42
So that could be a 10%. 02:01:44
Now you're there, so. 02:01:46
Great. Thank you. I have no questions and I'll call for Motion 3P. 02:01:48
Mr. Chair, I'll make the motion to approve Forerunner Master Service agreement. 02:01:52
And statement of work between Hillock County. 02:01:56
And Forerunner Industries incorporated for the purchase of Forerunner Software as presented. 02:01:59
Mr. Chair, I'll second the motion in a second to approve. Those in favor say aye, aye. 02:02:05
Aye. 02:02:11
I'll call for a motion to adjourn as the Gila County Flood Control District Board of Directors reconvene at the Halo County Board 02:02:13
of Supervisors. 02:02:17
So move, Mr. Chair, I'll second that. A motion and a second. Those in favor say aye. 02:02:21
All right, Item 3 Q as information discussion action to authorize the advertisement of invitation for bid number. 02:02:28
06012025. 02:02:34
The Globe Courthouse parking lot pavement project. Good afternoon, Mr. White. 02:02:38
Thank you, Chairman. Supervisors, this is just getting your permission to go ahead and go out to bid for the courthouse. 02:02:44
Paving parking lot, paving job. We're estimating it to be around 5:50 to 6:50 somewhere in that neighborhood, but we'll know when 02:02:53
the bids come in. 02:02:57
The goal is to get approval to go out to bid now. 02:03:01
When the design is done towards the end of this month, we'll be able to go right out to bid with the goal of trying to getting. 02:03:05
Get the actual bid and the contract back to the board. 02:03:11
In August so that it can be timed with them in the wrong St. projects. 02:03:16
OK. Thank you, Supervisor Humphrey. 02:03:21
I have no questions, Supervisor Klein. I'm good. Thank you, Tori. Thank you. I'll call promotion. 02:03:23
Mr. Chair, I'll make the motion to authorize the advertisement of invitation for Bids number 060. 02:03:29
12025. 02:03:36
Courthouse parking lot statement project. 02:03:39
I'll second that motion and 2nd to approve. Those in favor say aye. 02:03:42
Aye, aye. 02:03:46
Onto item 3R Information discussion action to adopt resolution. 02:03:47
Number 250602 Accepting the drainage easement from John V Yanez and Irene Yanez. 02:03:52
Mr. White. Thank you, Chairman. Supervisors, this is a. 02:04:01
A drainage system. 02:04:07
It's part of a larger drainage system. I think we've got a map up there we're already taking care of. 02:04:08
Most of the drainage channel in this neighborhood. 02:04:14
There's a little section, I don't know why we haven't or haven't been maintaining it, but it doesn't make sense for the homeowners 02:04:18
in that area to maintain it. 02:04:22
This is really. 02:04:27
Almost in between two different. 02:04:29
Homes. 02:04:32
And it's coming off the mountain and it goes down into an area which we're already maintaining. I don't. 02:04:33
I don't really think the homeowners really have the capacity. 02:04:40
To really maintain that section of the channel. 02:04:44
So they're willing to give us an easement so we can get in there, keep that maintained the way it should be so that. 02:04:48
Complete graded system works the way that it's intended to work, so. 02:04:54
OK, superfiler. Hungry. 02:04:58
I thank you very much for getting this done. I've spoke with Mr. John Ads and apparently you know. 02:05:02
The easement has something that may have fallen in the cracks or something of that nature. 02:05:08
So I appreciate you working with Mr. Yannis to get this easement. 02:05:13
So that we can, because in that area drainage is really important. 02:05:18
And so thank you for working on this. 02:05:23
Thank you. So by the climb, I'm good. Thank you, Troy. Yeah, Thank you, Troy. Call promotion. 02:05:27
Mr. Chairman, to adopt resolution #25-0602. 02:05:33
And I will second that. 02:05:38
Motion and a second to approve. Those in favor say aye. 02:05:40
Aye, if you item 3S is information discussion action. 02:05:42
To approve contract number 240328. 02:05:47
IFB Dash GCR. 02:05:50
One instead of I-1 and chapter. 02:05:54
S2P and MC800. 02:06:00
Shipsio Oils. 02:06:04
With Western emotions incorporated based on strategic alliance for volume, expenditures, contract number. 02:06:05
4032. 02:06:12
IFB for the supply, delivery and application of CRS 2P oil. 02:06:14
For the turn of June 17th, 2025. June 1626. 02:06:20
For contract amount not to exceed $220,602.98. 02:06:26
Hey, Troy. Thank you, Chairman. Supervisors, again, this is county cooperative contract that we're using to save the 2025 chip 02:06:33
sale program. 02:06:38
This is an amount of 207. 02:06:43
Just under $207,000. 02:06:46
With Western emotions, so. 02:06:50
Again, many things to. 02:06:55
Olivia and Kerry and Christy for. 02:06:58
Finding this contract and getting it to you guys in time for us to save our chips in season, but. 02:07:02
Yep, that's it, unless you have any questions. 02:07:09
Thank you. Supervisor Humphrey, I don't have any questions other than thank you. I found, I thought it would be real difficult to 02:07:11
find an oil company this time of year when that is what they do and this is their busy season. But but yes, how how sweet that is 02:07:16
to be able to be able to go ahead. 02:07:21
With our projects as we had. 02:07:27
Plan. So thank you very much, Supervisor Clyde. Yeah, thank you all for doing that that. 02:07:29
That's that's a good leg. 02:07:35
And thank those. 02:07:37
That were involved instrumental in getting this. Absolutely. Thank you. 02:07:39
With that, I'll call for motion. Mr. Chair, I'll make the motion to approve contract number 240328. 02:07:43
FB GC One. 02:07:52
CHS 2P and MC800. 02:07:54
Chip sill oils with western emulsions incorporated based on strategic alliance for volume expenditures contract number. 02:07:59
240328 IFB for the supply. 02:08:08
Delivery and application of CRS. 02:08:13
Dash 2P Oil S presented. 02:08:16
I'll second that. 02:08:21
OK. Motion in a second to approve those in favor. 02:08:23
Aye, aye. 02:08:26
Aye, and unanimous. And we'll go to 3T last one for our information discussion action. 02:08:28
To approve contract number 060425. 02:08:36
With SCS engineers. 02:08:39
Design and planning for construction of Russell Gold landfill cell. 02:08:42
3B For the term of June 1725 through June 16. 02:08:47
26 for contract amount. 02:08:52
To exceed 26,420 dollars. 02:08:55
Thank you, Chairman, Supervisor SO. 02:08:59
Something I didn't know, by the way, Aaron's not here today. You might notice he's dealing with a staffing shortage with the 02:09:01
landfill today. So. 02:09:05
He's he's not able to make it. 02:09:10
Something that I've learned. 02:09:13
Believe it or not, just yesterday regarding the landfill. 02:09:15
Russellville's landfill. 02:09:19
Matter of fact, both Aaron and I learned that yesterday. Is that the original design of this landfill? 02:09:21
For cell 3A was supposed to be. 02:09:26
1/3 bigger than what it ended up being. 02:09:29
I think originally. 02:09:33
The landfill was going to go all the way to where the bike shops at. 02:09:35
And I guess a decision was made during the design phase of the. 02:09:39
Project not to remove the bike shop. 02:09:42
So they scaled the project back. 02:09:47
I only mentioned that because I don't. I don't know if that has anything to do with. 02:09:50
Timeline that I've been. 02:09:54
For as long as this landfill was. 02:09:57
Estimated to last. 02:10:01
But that said, there's still other reasons. 02:10:03
Why we find ourselves here a lot quicker than we thought we were going to find ourselves here. 02:10:06
And I'm going to, I'm going to try to. 02:10:12
Explain these best I can, but I think that. 02:10:15
One of the number one reasons for certain for certain is. 02:10:18
We have an increase. 02:10:22
Tonnage. 02:10:25
And what was used for the planning? 02:10:26
Of this. 02:10:29
Cell 3. 02:10:32
They were estimating. 02:10:34
Around 20 tons as part of the design tonnage. 02:10:36
20 tons a year for the design tonnage. 02:10:41
And over the last two years, we've just blown that out of the water. We're 30% over that. 02:10:43
So we're 30% over. 02:10:48
The intaking of tonnage from what they. 02:10:51
Based the design of the sell on when they gave the estimates to how long it would last. So that's number one. 02:10:55
#2. 02:11:02
Certainly is. 02:11:04
The material type that we're getting at the landfill, a lot of times when the engineers are doing these estimates, they'll 02:11:06
estimate. 02:11:10
An average for a landfill of our type and our location for the type of material that's going to come. 02:11:15
And there's. 02:11:23
One of the things we're seeing at the Russell Gropes landfill is a very significant. 02:11:25
Increase. 02:11:31
In the amount of construction and and really. 02:11:33
Bulky waste which can't be compact. 02:11:38
That the estimate on this is. 02:11:42
Significantly higher than what they originally estimated, and probably that is it can't compact down South construction to be in 02:11:45
bulky ways, can't come back down. 02:11:49
So when you take. 02:11:55
The significant increase we're seeing in construction material and bulky waste along with. 02:11:57
Just the increase in the amount of tonnage we thought we'd receive. 02:12:03
You're looking at about. 02:12:07
50 to 60%. 02:12:09
And increased consumed airspace just in those two things alone. 02:12:11
The third thing? 02:12:17
Is. 02:12:19
Operational. 02:12:20
Inefficiencies. 02:12:22
And one of the things we've been looking at. 02:12:24
Umm, lately is. 02:12:27
Currently the way that it works is. 02:12:31
The landfill. 02:12:34
Hours of operation are open to the public. 02:12:36
Are the exact same hours. 02:12:40
That the staff works. 02:12:42
So if we're working from six. 02:12:44
To 430 of the landfills open from 6:00 to 4:00. There's a line there when they get there and then when you close the gadget for 02:12:47
there's still people in the line so. 02:12:51
The exact amount of time the staff is there. 02:12:56
Is when traffic at the landfill. 02:12:59
And that's a problem for a lot of reasons #1 the only thing that the staff is doing. 02:13:01
All day long is just dealing with the trash that's coming in. 02:13:08
They're not doing any other operational things that they need to be doing at the land. 02:13:12
And one of the most important things that they should be doing is. 02:13:17
At the end of the day, getting a real good compaction. 02:13:22
On what's been received that day. 02:13:26
But there's no time. 02:13:28
Soon as the cars leave, they leave. As soon as the cars get there, they get there. 02:13:30
Other things aren't being done as far as. 02:13:34
Erosion control. 02:13:37
Channel erosion control maintenance. 02:13:39
High maintenance. 02:13:43
There's just a lot of. 02:13:45
Other operational maintenance things that are not being done, but the main thing that's affecting. 02:13:46
This the airspace. 02:13:51
They're just not having the time. 02:13:53
To do the compaction. 02:13:55
And rework that shelf at the end of every day. 02:13:57
So with that said, we are working with the staff. 02:14:01
We are coming up with some alternatives to pixels operational inefficiencies. 02:14:06
So that we're not playing that part on. 02:14:12
How fast this wind feels throwing up. So we're going to be back to this board with some. 02:14:15
Alternatives for the board to consider on how we can. 02:14:19
Mitigate the operational inefficiencies As for. 02:14:23
Seeing the landfill? 02:14:26
And then the 4th. 02:14:29
Thing is. 02:14:32
In final. 02:14:33
Is inadequate compassion equipment. 02:14:36
We have the wrong size compactor, it's way too small. 02:14:40
For the amount of degrees that we're bringing in out there and the amount of trash we're bringing in there. 02:14:44
The compactor that we should have should be a lot heavier. 02:14:49
A lot bigger. 02:14:52
So it's. 02:14:53
What's happening is the trash that we're getting that is compatible, we've got to compact around it. That just isn't heavy enough 02:14:57
to get the compaction that we need. So. 02:15:01
That's another thing that we're going to want to take a look at is. 02:15:05
You know, getting the right equipment for the job. 02:15:09
So really what you have is. 02:15:13
The increased tonnage. 02:15:17
That was far greater than what the design was. 02:15:19
You have the. 02:15:22
The addition of construction material and parking material higher than what the estimate was, the operational limitations that we 02:15:26
have. 02:15:30
And the inadequate equipment. 02:15:35
That's what brings us here today to ask to start phasing. 02:15:38
3B. 02:15:42
I will say one more thing though. 02:15:44
If we can. 02:15:48
Get 3B. 02:15:50
Moving in. 02:15:52
Once we start working 3B. 02:15:55
You're going to gain more. 02:15:57
380 than what you have now. 02:16:01
The problem that we're experiencing now is 3/8 is a very small shelf. 02:16:05
So we're only going to be able to go up so high before we can't work it anymore. I can't get traffic up there anymore. 02:16:09
Due to the shelf size and I think that was part of when it got cut back from. 02:16:17
When it got shrunk during the design, 1/3 size smaller. 02:16:24
But nonetheless, once, once, umm. 02:16:28
We get 3B going. 02:16:33
Then we can work 3B up to where 3A is and then 3A can go up higher. 02:16:35
So even though we need. 02:16:40
3B Sooner than we thought we were going to need it. 02:16:42
We still will get extended lifeout of 3X. 02:16:46
It's just because of its size and we can't work it and we can't. 02:16:49
Go up too high before we got to stop sending people up there to dump trash. 02:16:54
We will regain that back once we. 02:17:00
Catches up to it and we have a larger. 02:17:03
A larger. 02:17:06
So what this contract does is this. This contract gets. 02:17:08
Our consultant. 02:17:12
SCS on board. 02:17:14
To do the design and do the submittals to ADEQ. 02:17:16
So that to move forward we can actually put it out the bid, get 3B done and then get that. 02:17:21
Umm, get more of that light back out of three and continue on with the light. 02:17:29
Right now as it stands. 02:17:33
We probably got 12 months. 02:17:36
Maybe if we stretch it, we can get 18 months. 02:17:39
Left on what we can do with 3A, but like I said, once we get 3B going and cut out we get more of three a time back. 02:17:43
We just can't. 02:17:51
Get there without 3 because that makes sense. 02:17:52
All right, let's see if you'll be happy. 02:18:00
Supervisor. 02:18:04
I'm free yet. 02:18:05
A ton of questions. 02:18:07
I guess I feel misled. 02:18:13
Where we were going with our landfill expansion. 02:18:15
And first question. 02:18:18
Does 3B get rid of the bike shop that's sitting in the middle of the landfill? 02:18:20
Sweetie doesn't get rid of the bike shop. 02:18:26
OK, that that's a great thing. 02:18:29
I guess. 02:18:34
The other question is. 02:18:35
If this is to approve engineering for design planning, construction of Russell Vaults landfill sale 3B. 02:18:38
Is this engineering going to take more than a year? 02:18:48
No, the the engineering for this is pretty straightforward because. 02:18:52
When we did 3A, we also planned the whole area, even including 3B, so that the actual area has already gone through its approval 02:18:56
process with. 02:19:01
ADEQ that saves up a lot of time, so all you have to do is do the actual design of it. 02:19:07
Submitted to 80 Q for the construction plan approval and then we're moving forward so. 02:19:13
What they have left to do out there is only about 30 to 45 days worth of design and then? 02:19:18
Up to 60 days for approval with ADEQ and then more offered well. 02:19:24
OK, yes, I I would like to see us off and rolling. I have had a lot of complaints. 02:19:29
With that landfill on on lines and. 02:19:36
And you know the? 02:19:40
Yeah, just. 02:19:42
We need, we need to have a bigger dump area, we need to enlarge that. We need to go forward because it it's. 02:19:43
Like I say this, that's probably 1 been one of my biggest complaints from constituents. 02:19:52
Is long lines, time and things of that nature and I appreciate you working with that and helping us get the road done and helping 02:19:58
us. 02:20:02
With with Rd. crews up there to. 02:20:07
Help make up for the. 02:20:10
Of activities that that the landfill. 02:20:13
Crew does not have time to do. 02:20:17
So yeah, we. 02:20:20
We need. 02:20:22
It that's kind of been an issue. 02:20:24
For her for a lot of years on that landfill so we we need to get that rolling and in good shape and. 02:20:26
And help with time and everything so. 02:20:33
Yeah, I thank you for bringing this before us. 02:20:36
Thank you for the for the news of the importance. 02:20:41
Of us needing to go forward with this. 02:20:46
So, so thank you, Charlie. I appreciate it. You're welcome. And I just want to mention one one thing. 02:20:49
And I failed to mention it when I was talking about operational inefficiencies. 02:20:55
That is not a dig on the staff out there because that's some of the hardest working staff that I've seen. The amount of time that 02:20:59
they put in out there and the amount of work that they do out there is incredible. That's at both landfills, to be honest with 02:21:03
you. 02:21:07
They put a lot of heart and soul into that and they are not doing anything. 02:21:12
Wrong as a matter of fact, considering. 02:21:16
They've had no time outside of operational hours. 02:21:18
It's amazing. The landfill is in the condition that it's in, in my opinion. 02:21:22
So the staff out there is doing a phenomenal job, they just need our help in giving them the time without traffic coming through 02:21:26
to actually maintain it. 02:21:31
Properly and they want to. 02:21:36
Right, and and and. 02:21:38
Manpower shortage and things of that nature, they've been working lots and lots of us. 02:21:40
So my hat's off to them very much. 02:21:46
Thank you. Appreciate it. 02:21:48
Supervisor client so. 02:21:50
Surprise her Humphrey hit on it. You know, the 12 to 18 months seems like a real short time frame for this outfit. 02:21:53
Usually it takes a lot longer than that to get through. 02:22:00
Some of these processes so. 02:22:03
If you think that can happen that quick. 02:22:04
Great, that that's going to be a huge help because basically if it doesn't, I don't know what you're gonna do. 02:22:06
Um, so. 02:22:12
You know, I think we're all had our mind set on a certain time frame for 3/8 but. 02:22:16
We need to address it and jump in and get done when you get it done. 02:22:21
And obviously there's some other issues like you said, timing issues during the day. 02:22:25
Compactor issues, equipment issues, whatever it is. So my question would be to you, Troy, is are you gonna? 02:22:30
Roll this out like. 02:22:36
Work session or something we can all. 02:22:37
Sit down and talk about it, because. 02:22:40
When we start talking compactors and and additional hours or however, that's going to work. 02:22:43
He's gonna run into some money. 02:22:49
And so we need to get everything on the table so. 02:22:52
Yeah, yeah, we're going to do this in a work session. 02:22:54
Work session. 02:22:57
It might be at a regular board meeting in July because I want to get this moving as fast as we can, but. 02:22:59
It'll be a work study item, maybe during the first. 02:23:06
Board meeting in July. 02:23:11
More than likely the second one by the time we work everything out and get it to you. But yeah, we plan on doing that with this 02:23:13
council network study. 02:23:16
Yeah, that's. 02:23:20
Sooner, the sooner we get, the better off the law be for sure. And that's the only time we can talk. So thanks for doing that and. 02:23:22
Thanks for bringing this to us. I mean, these are the things that. 02:23:30
Will catch you off guard and. 02:23:33
And bike pretty hard when it comes to dollars, so thanks for getting this out there. 02:23:35
Yeah. Thanks, Troy. 02:23:41
So yeah, I had the understanding that this. 02:23:44
Really Recent improvement 3A. 02:23:47
Would last much longer. 02:23:50
And you inherited this? I think Aaron inherited this. I really like Aaron. I think he's doing great. 02:23:53
Well, thank you, Woody. 02:23:59
You're welcome. Yeah. 02:24:01
I make a man kept coffee. 02:24:03
So they inherited this. 02:24:07
I don't know who decided to. 02:24:09
No, no. I'm. 02:24:13
We decided to downsize this project. 02:24:16
I would be interested to know. I know you probably don't, but. 02:24:20
You know this is an inherited issue. 02:24:24
Why it was downsized I don't know. 02:24:26
Because now we got to start all over again with another improvement. 02:24:28
And that's going to be pretty expensive. We could be into some money. 02:24:31
And I'm is the enterprise going to pay for this? 02:24:36
The enterprise will pay for it, OK. 02:24:40
And are you suggesting that we change? 02:24:43
The hours of the landfill in order to get this. 02:24:46
We have to consider. 02:24:49
20 years out. 02:24:51
The compaction and everything, and if we need another 30 minutes or an hour. 02:24:52
To do that, we. 02:24:56
You know, are you suggesting that might be something we talk about? 02:24:58
I definitely think that's one of the alternatives they'll bring for for the board to consider for sure. 02:25:02
Right. 02:25:08
OK. 02:25:09
Yeah, I remember asking Melanie. 02:25:13
Why are we in the landfill business? Because. 02:25:16
Because this is an expensive proposition. 02:25:18
And her answer was what I believe is good. 02:25:20
And that is because the county can do it less expensively than private. 02:25:24
But we've got to maintain, we've got to be able to. 02:25:29
Pay for it. If we're going to learn like a business, it's got to be run like a business. 02:25:32
Right. Yeah. 02:25:36
So, OK, so we're asking, you're asking for going out for design? 02:25:37
On item 3T, I'll call for motion. 02:25:44
As chair moved to approve contract number 060425. 02:25:46

For construction of Russell Gulch landfill. 02:25:56

As presented ASAP. 02:26:01
And Mr. Chair, I'll second that. 02:26:04
We have a motion and a second to approve. Those in favor say aye. 02:26:07

To the existing contract, increasing the total to the not to exceed amount. 02:27:06
From the $88,362.00 to 94,000. 02:27:10

And for $44? 02:27:19

Comments without the idea if you take any questions. Thank you, Joseph. Supervisor Humphrey, no questions other than thank you for 02:27:57
working on this. It seems to be kind of an ongoing deal, but we get to a point and then there are other things required. 02:28:04
That we have to go forward with so. 02:28:11
Thank you very much for. 02:28:14
For continuing. 02:28:16
To work with this and get it forward. 02:28:19
And I guess we need to look at Marin now for any of these contract extensions for thumb upper thumbs down. 02:28:22
But no, I thank you for continuing to. 02:28:29
To stay with this, to see where we're at and where we're able to go in the future. 02:28:32
Yes, Sir. Thank you. 02:28:38
Supervisor Clinic. 02:28:40
Joseph, same goes here. This is this is a really good county project. 02:28:41
And so. 02:28:46
There's a lot to it. 02:28:47
It really is, and So what what you're working with here is. 02:28:49
Is going to be pretty extensive and entailed, so thank you for doing all that. 02:28:53
Yes, Sir. Thank you. Thank you, Joseph. 02:28:57
Without a call from motion, Mr. Chair, I'll make the motion to approve amendment #3 to contract number. 02:29:00
170. 02:29:06
Dash Kinley, Dash 510. 02:29:08
Engineering services Professional services for. 02:29:11
Environmental assessment for vacant land Arizona State lands department due diligence as. 02:29:16
Mr. Chair, I'll second that very good motion, second to approve those in favor say aye, aye. 02:29:23
Aye. Item 3. The information discussion action to approve service contract number. 02:29:28
051725 Janitorial services for northern and southern in the county. Short term with. 02:29:33

Amount of $111,946.78 so. 02:29:49
Thank you, Chairman, Board of Supervisors, This is pretty straightforward. This contract extension will be to continue janitorial 02:29:55
services at Hilla County's Northern. 02:29:59

Please note that this contract is not included present by Veterans Retreat, which is managed under a separate agreement. 02:30:31
We anticipate bringing that contract forward for renewal this fall. 02:30:38
Approval again of this short term agreement ensures that we continue service coverage during the transition period. 02:30:42
Any disruptions? 02:30:49
Thank you, Supervisor Humphrey. Yeah, that so so this is going out forbid this is just a short term bid to fill the gap. 02:30:51
Yes, correct. Thank you very much. 02:30:59
Supply the client. I'm good. Thank you, Joseph. Yeah. All right, I'll call for a motion. 02:31:01
Mr. Chair, I move to approve service contract number 051725, Janitorial services. 02:31:06
For northern and southern Gila County short term. 02:31:12

And I'll second that we're going to 2nd to approve. Those in favor say aye aye. 02:31:20
Thank you, Joseph. Thank you, Karen. Thank you for. 02:31:25
Item 3W. 02:31:27
Information discussion. Action to approve intermental. 02:31:29
Government agreement 05052025. 02:31:32
And economic development grant between Gila County and the Saint Carlos Apache Tribe. 02:31:36
In the amount of $8500, which the Board is determined to be for the benefit of the public. 02:31:41
What do you tell us all about that? 02:31:46
So this is the 7th annual Small Business Plan competition that they put together out there and what it's designed for is to bring. 02:31:48
Proposed new businesses small business together to. 02:31:57
To learn how to plan to do the entrepreneurship thing. 02:32:00
Get their feet on the ground. Get started. 02:32:04
It's going to be held September 18th. 02:32:07
This year and it's going to be at the Mitchell Hoffman. 02:32:11
Administration building that Carlos. 02:32:15
And so. 02:32:18
It, uh, it's been a huge benefit for, for out there and also for here in the globe as well. It helps both. 02:32:20
Both of us so. 02:32:27
I've been a part of that now for a while and it. 02:32:28
To get them. 02:32:32
Thank you. Would you, Supervisor Humphrey, no questions. 02:32:35
Sounds like a good thing this comes from your constituent fund, is that right? 02:32:38
I think it is, yeah. Thought James will cover it. 02:32:42
I think it's important to know this is something you're you're doing so. 02:32:48
With that will call promotion. 02:32:51
Mr. Chair moved to approve intergovernmental agreement number 05052025 between. 02:32:53
Hitler County of San Carter's Apache Tribes as presented. 02:33:00
And which the board has determined to be for the benefit of the public. I'll second that, Mr. Chair motion and a second to 02:33:03
approve. Those in favor say aye, aye. 02:33:07
Aye, aye, very good. We've already dealt with item 3X. We'll go to three Y information, discussion action to appoint Mr. Jeske 02:33:11
Latham to the Heulah County Personal. 02:33:17
Personnel Commission effective June 17th, 2025 through June. 02:33:22
I'm sorry, December 31st. 02:33:27
2028 Woody's. 02:33:29
And so this this is a. 02:33:32
This is our one of our. 02:33:34
Or boards I have appointed people on and I had a vacancy and Jesse was interested in doing it and. 02:33:36
And I think he'd make a good one. Connor, Jesse. 02:33:42
Pretty involved in the community of Globe and everything. 02:33:45
OK, Supervisor Humphrey, no questions only. 02:33:49
I've never heard of the Hill County Personnel Commission. 02:33:52
What is that? Learn something now. 02:33:55
Yes, yeah. 02:33:57
Is it a personal thing? No. OK, no. You're involved. You just didn't know it. 02:33:59
So what do they do? 02:34:06
The personnel Commission, they, they address issues, personnel issues and stuff like that that come through. 02:34:10
Aboard, you know, like for. 02:34:16
Claims and things like that. 02:34:19
And I think James May want to add something to it, I don't know. 02:34:22
Mr. Chairman, Sir Khan don't necessarily need to, It's that there are issues related to personnel. 02:34:26
I'm a person might be terminated for cause. 02:34:31
And they might question that, so they'll go before the personnel Commission to determine it. 02:34:35
It was, in fact. 02:34:39
To validate. 02:34:41
Decisions that I've made. So those are some of the things that. 02:34:42
Happen on the Personnel Commission. 02:34:45
Very good. That's similar to what I serve on with the. 02:34:47
With the deputies and all, what is that called? 02:34:53
So anyway. 02:34:57
Yes, it's where. It's where we review qualifications and eligibility for. 02:34:59
Yeah, OK. Yeah, I've been, I've been on this, I've been a part of these before and it is a good board. 02:35:04
You know it really is if. 02:35:11
If you want, I'll trade you sometime, you can get more involved. 02:35:14
With that, I'll call for motion. 02:35:17
For you to trade or. 02:35:21
Okay, I moved to a point, Mr. Jesse Latham to the Gila County Personnel Commission. 02:35:25
Effective June 17, 2025 through December 31st, 2028. And I'll second that motion and a second to approve those in favor say aye 02:35:31
aye. 02:35:36
I moving on to our consent agenda items. We have consent agenda for A through F. 02:35:42
Supervisor Humphrey, would you like to review one or more of those separately? No, I'm good. 02:35:48
Supervisor Klein, same question. 02:35:53
No, I. 02:35:55
I I'm good as well. The only thing I would just point out is we this is the agreement with the Forest Service is a very good 02:35:57
agreement with our. 02:36:01
Our Sheriff's Office, so. 02:36:05
That's it. OK, very good. So I will call for a motion to approve the consent agenda items for A through F. 02:36:06
So move, Mr. Chair, I'll second it. 02:36:14
Motion in a second to approve. Those in favor say aye. 02:36:16
Aye aye, good. We have anyone here. 02:36:20
Item 5. Call to the public that wishes to speak for a couple of minutes. 02:36:23
No, and in Payson looks pretty vacant and. 02:36:27
Cassie, who do we have? No one. How many were on the Internet today? 02:36:32
71 Very good. 02:36:37
All right, you're doing a good job. 02:36:39
OK, now let's go to our reports Supervisor. Sorry, Manager Manlow. 02:36:42
Mr. Chairman, I extended last Friday the county managers, administrators view for the State of Arizona. 02:36:48
One of the biggest topics that we spent a long time with was retirement systems and benefits. 02:36:54
Particularly for law enforcement. 02:37:00
And the correction officers retirement plan. 02:37:02
There's a lot of. 02:37:04
Has been for several years and will continue to be in the state legislature. 02:37:05
Proposals that could end up being very costly. You can. 02:37:10
So we're looking to. 02:37:13
Get involvement and make sure that we're engaged. 02:37:15
In the retirement system for. 02:37:18
Public safety personnel that we have employees for the county. 02:37:21
Just want to point out that thank you to Finance department for all they do on the budget. 02:37:24
They also have done interviews in the last week and finally I believe they're going to get some help in the purchasing. 02:37:29
End of things. 02:37:35
I know that there's a lot of discussion that we have with the Board of. 02:37:36
Of reaching out to local vendors and all types of things. 02:37:40
Olivia's she's been a trooper of just getting things in line and working so hard. She's going to get some help. 02:37:44
I believe maybe 1 and maybe after July maybe a second one too. 02:37:51
Help with procurement where we can. 02:37:56
Ensure that we are reaching out to local vendors to the greatest extent we possibly can. 02:37:59
Thank you, Mr. Chairman. Thank you, Supervisor Humphrey. 02:38:04
Uh yeah. Held the Tunnel Basin community meeting on the evening of the third. 02:38:07
Spoke at a Rotary luncheon on the 4th. 02:38:14
Matt with Michael O'Driscoll and Mr. Menlo was a little late, but he got there. 02:38:18
Umm with the team meeting. 02:38:24
I very much appreciate the. 02:38:27
Department heads coming together for team meetings so we can all kind of get on the same page with projects that we're working on. 02:38:29
Umm, I was on KQSS. 02:38:36
Radio last night and I held a community meeting in Roosevelt yesterday at 1:00. 02:38:39
And I'd like to thank all the people that were. 02:38:47
Tuned in to show their interest in what we're doing. I think 71 people when you look out at the. 02:38:52
Out of the people here. 02:38:59
You know, we're pretty thin sometimes on public and a lot of steps. It's great to see that we have. 02:39:01
That many interested people in what's going on in the county. So thank you very much for tuning in. 02:39:06
Thank you supervisor Supervisor client. 02:39:13
OK. 02:39:16
Last week. 02:39:19
Last Wednesday. 02:39:21
I met with the mayors of Hayden Winkelman. 02:39:23
Can you get caught up on some things but also discuss the future of the Hayden Senior Center? 02:39:27
And some county owned properties. 02:39:34
It's down there. 02:39:37
The Senior Center is having some issues and it's financial. 02:39:38
We've. 02:39:42
We've all we've all helped with the senior centers and trying to keep them afloat. 02:39:44
But they've had some cuts from the state. 02:39:49
Pinal County really hasn't stepped up to the plate to contribute a whole lot to help them. 02:39:52
And so they're really struggling. And so I'm probably gonna step out there with some constituent dollars. 02:39:57
And help them get through this. Also, we're going to be working with resolution and. 02:40:04
And also Pinal County. 02:40:08
Me and James is going to be working with them and trying to squeeze some more money out of them. 02:40:10
The Hayden Center. 02:40:15
Covers a really wide range down through that valley. 02:40:18
Gila County and Pinellas County both. And unfortunately, it's kind of like a forgotten corner. 02:40:23
It's out of sight, it's out of mind and it's loaded with really good people down there. 02:40:29
Really, people? 02:40:35
And a lot of those people that that Senior Center supports. 02:40:36
The staff is only the only people they see in a weeks time and so it's more than just a matter of of delivering meals. It's it's 02:40:41
actually. 02:40:46
It's actually a service to check on people's. 02:40:52
Have the folks feel that talk to someone, keep in touch with them so. 02:40:56
So we're really going to try and pull that together. Also, back in the day when Julie Dawson was a supervisor here, she went down 02:41:01
there and bought some property. 02:41:05
Properties and if you'll remember, not too long ago we leased the property to the town of Winkleman, right. 02:41:09
But inside the town of Hayden, we own a bunch more. 02:41:17
Not a bunch. 02:41:21
Price 6 or so in there. One of them is the old laundromat. 02:41:23
Anyway. 02:41:28
I want before I'm out out this term, I want to see those properties get put back in use. 02:41:30
And give back on the role roles so I've been. 02:41:36
Are proposing stuff to the mayor's down there to think about and kick around, and in time I'll be back and for all of us in front 02:41:39
of the board. 02:41:43
Friday I met with Troy and Alex and the engineer from Forest Service. 02:41:48
Michelle is her name and we talked about the 512. 02:41:53
One thing you guys have seen me do for for quite some time if I get blindsided with. 02:41:56
Buy something. I really get ****** really quick. 02:42:02
And so this was a very good meeting and I wanted to thank Alex and Floyd for putting this together. 02:42:06
And I think you guys were getting some mixed signals as much as anybody and so. 02:42:12
It's about 512 Road and possibility of another extension. 02:42:18
And it's really not coming from the Forest Service what I've heard. 02:42:23
But Troy and Alex are going to go forward with another meeting where they're going to have everybody around the same table. 02:42:27
So there can't be any finger pointing this away when someone's not there. 02:42:33
And I think it'll really. 02:42:38
Really have a lot of merit to that. 02:42:40
And I'm hoping that. 02:42:42
That they can work through it and pull things together and. 02:42:43
And we can get something done in a timely manner, but. 02:42:47
In all honesty, the Forest Service is way short staff. 02:42:50
Horribly short staffed. 02:42:54
And yet. 02:42:56
When they're getting the. 02:42:57
The information back for review, they're able to kick that back to them in about 30 days, which I found was amazing. 02:43:00
As many people as they're missing. 02:43:07
In their department, so. 02:43:09
So Troy and Alex. Alex, thank you. Troy's gone, but. 02:43:10
Thank you for doing that. I really appreciate that. 02:43:14
Tomorrow I will be in Mesa. 02:43:18
And I'm sitting on a panel for the Office of Economic Opportunity, OEO. 02:43:22
And there there's sponsoring this meeting. It's a workforce summit to discuss employment and training efforts. 02:43:28
In Arizona, and I'm on a panel, there's three of us it looks like maybe more. 02:43:36
You don't really say, but. 02:43:41
The three of us that are there for sure is the. 02:43:43
Phoenix Mayor Kate Gallego and Casa Grande Mayor Lisa Fitzgibbons and myself. 02:43:46
And maybe someone else, I don't know, but that's going to be tomorrow morning from about 8:00 to 9:30. 02:43:53
And I really look forward to this this. 02:43:59
Little. 02:44:02
You know, there's there's really you. 02:44:04
There's a big contrast between US and the big cities. 02:44:06
Phoenix, OR. 02:44:10
Or Tucson. When it comes to work, the rural county gets tough. 02:44:12
And so. 02:44:17
I've been looking real. 02:44:19
Little forward to seeing what? 02:44:21
What we're gonna have to visit about and discuss and go from there. 02:44:24
Umm. Thursday I'll be at the Star Valley. 02:44:28
Public Works Appreciation Day. 02:44:31
Be a good time. 02:44:34
And then Friday A dot is having a meeting inpatient. 02:44:35
On the Lion Springs project. 02:44:40
Basically what they're wanting to do is cut that funding back for what, two or three years? 02:44:43
Yeah, and fund another project that they they need the money on. 02:44:48
I don't want him to do that. 02:44:53
We've been a long time waiting for Lion Springs. We've already gone through a lot, a lot of the processes, you guys, we've all 02:44:54
been a part of it. 02:44:58
And so I wanted to keep that money where it is and get this one done. There's a big. 02:45:02
Big need for that expansion there and I want to see him get it done. I don't know. 02:45:07
If we'll see it or not, but anyway. 02:45:13
I'm gonna be there Friday and I think Alex is gonna be there and Troy's gonna be there. 02:45:15
We'll see what they have to say. 02:45:21
So they're not. That's it, Mr. Chair. Thank you. I will be there as well. 02:45:23
And it is important. 02:45:29
I actually spoke with the chairwoman yesterday. Her name is Jim Daniel. 02:45:32
And she's not sure the way it'll go so. 02:45:37
She doesn't know what the vote will be, in other words. 02:45:42
So the meeting is actually concerning all of their 25 budget. 02:45:45
Your five year plan. 02:45:50
And all of those things and so. 02:45:52
They have a lot of big decisions to make. They've got dozens and dozens of projects. 02:45:55
And so this is the meeting where they're going to decide where the money is going to go. 02:46:00
And yes, I do believe Lion Springs is in danger of being delayed. 02:46:05
I intend to be there. 02:46:10
And if any other supervisors were there. 02:46:12
I think that will be beneficial. It will be at the town hall in Payson. 02:46:16
Starts at 9:00. 02:46:21
And, umm. 02:46:23
We may not have much influence, but. 02:46:26
Whatever they decide is what they decide. 02:46:29
As soon as asking me whether we'd be willing to pay for part of it. 02:46:32
And I said with what? 02:46:35
I know 300,000. 02:46:39
It's like this is $110 million project. 02:46:43
And if they don't do it now, it's going to be a 200 million. 02:46:47
Dollar project and we've had. 02:46:51
How many deaths on it in the last two weeks? 02:46:53
Multiple deaths. 02:46:58
Just in that five mile area. 02:46:59
Head on, crashes, all kinds of things. 02:47:01
So it's important to us, but obviously there's other places in the state that want their roads done. 02:47:04
I actually was able to speak to this on June 5th at their meeting. 02:47:12
And it's one of the reasons why Jen and I were able to get. 02:47:18
A conversation together. 02:47:22
Yesterday I was on KMOG, that went good as usual. Game of fish Commission. 02:47:24
Comes up once a year to Payson. 02:47:29
On the 13th they were there, Great group of people. 02:47:32
We're gonna. 02:47:36
Be making reservations with Sherry here. 02:47:38
To get them into the TCM. 02:47:40
For next June. 02:47:42
And lock that up or to talk to the. 02:47:44
Judge and also I think if we just get it on the calendar permanent and. 02:47:47
And we're good and. 02:47:50
They'll be able to move it away from the small venue that they're in. 02:47:52
Then Pine the Strawberry Pastures had a quilt show on June 6. 02:47:57
Always amazing. 02:48:01
Talent that's in that area. 02:48:03
And we have Flag Day celebrations on the 14th. 02:48:04
And that was great as well. So that's all I have to report. 02:48:10
I thank everyone for the meeting. 02:48:14
Longer than normal. 02:48:16
A wasteful injury. Thank you. 02:48:18
