Quite a network. 00:02:40

And we have an inflation. 00:02:46

Russell Gulchin, Black Buckhead Mesa Landfills. 00:09:42
And so we have. 00:09:46

First of all, before I. 00:10:03
Get started and kick this off, I just want to say. 00:10:05
We got a remarkable. 00:10:10
The crew at the landfill and the people that have been there for a while are really. 00:10:13
Top performers and it's really because of them that. 00:10:18
The landfill is in as good a condition that is. 00:10:22
That it's in. We have some very dedicated staff. 00:10:26
And this presentation is not in any way a reflection on them. 00:10:29
Or what they do. But with that said, we do have some. 00:10:33
Operational. 00:10:37
Challenges, uh. 00:10:38
That I want to go over. 00:10:40
Aaron and I have been working about on this. 00:10:42
Almost right when I got here. 00:10:44
And one of the first tours that I took at the landfill. 00:10:48
I had noticed that there. 00:10:51
Operational issues going on and me and Aaron have been working on. 00:10:54
You know, coming up with a plan to correct some of the deficiencies that we have at the landfill. So this is. 00:10:58
A couple of months in the work. 00:11:04
To say the least so. 00:11:07
Some of our key findings that we. 00:11:08
That we really want to talk about is. 00:11:11
The staff time at the landfill. 00:11:15
Is uh. 00:11:17
Totally consumed with this. 00:11:18
Dealing with. 00:11:19
Crash. They're not doing anything. 00:11:20
Outside of that, there's a lot of different. 00:11:22
Regulatory. 00:11:25
Requirements on the landfills. 00:11:27
There's a lot of other operational needs for the landfill, maintenance of the landfill, and some of those things are being 00:11:29
neglected because the only thing the landfills are doing is dealing with trash. 00:11:35
When the staff starts. 00:11:42
When they're on the clock. 00:11:46
There's a line at the. 00:11:47
And when they check out. 00:11:49
They're just finishing the last couple of cars coming through. 00:11:50
So there's nothing outside of dealing with trash that they're doing on the landfill. 00:11:53
Turnover is another thing I want to talk a little bit about. We have. 00:11:59
Very high turnover rate. 00:12:02
At the landfill. 00:12:04
And this is kind of a self. 00:12:06
Perpetuating issue that we have. 00:12:08
I think we have a plan in place that can. 00:12:11
Can correct that the overtime since January of this year and this was as of June when I did this presentation. 00:12:13
Putting this together. 00:12:19
We have over 2000 overtime. 00:12:21
Hours overtime in six months. 00:12:24
Is very high. 00:12:26
Very high. We've got to get that way down. 00:12:27
We do have some operational failures, such as inconsistency and compaction. 00:12:31
The inability to do some daily cover, some storm water management, talk a little bit about that. 00:12:36
And then our equipment, we do have some undersized contractors which is causing premature filling of the cells. 00:12:42
And then we have a management gap where the manager is overwhelmed in the daily operations that he's not doing any of the. 00:12:48
Managerial stuff and the long term planning that he should be doing. 00:12:54
So the urgent need here is a comprehensive action plan to stabilize staffing, restore core operations and enable strategic 00:12:58
management of the landfill. 00:13:02
So some of the critical operational deficiencies. 00:13:08
Umm, that you? 00:13:11
Probably are aware of some of these, but. 00:13:14
We have 4 oversight of the green waste and metal recycling. 00:13:16
We've got huge. 00:13:20
Huge metal recycling piles out there right now, and we have huge. 00:13:21
Green waste. 00:13:25
Files out there several green waste piles they should never get. 00:13:27
To that extent. 00:13:30
Ever the green waste and metal recycling should be on an as needed basis. 00:13:31
Worked with Aaron. 00:13:37
On how to set those contracts up and we're going to be doing that. 00:13:39
Coming up here shortly, should he have the time to be able to do that? I'll talk about that in a little bit. 00:13:41
We have instant. 00:13:47
Efficient compaction going on at the landfill. 00:13:48
So, uh. 00:13:51
That's a critical thing because that's. 00:13:52
We're not maximizing our airspace, so we're reducing the lifespan of the landfills. 00:13:55
By not getting sufficient compaction. 00:14:01
We have inadequate daily cover supposed to be. 00:14:05
Covering the trash daily if you don't. 00:14:08
Not only is it a regulatory issue, but you got trash that goes around, gets out into the forest, gets into the neighborhoods and 00:14:11
things like that. 00:14:14
Inconsistent scale maintenance. 00:14:19
Large debris pilot Russell goats that we haven't been able to deal with. 00:14:21
Elected pond maintenance. 00:14:26
For stormwater, channel basin upkeep and just overall site conditions at the landfills are pretty. 00:14:28
Right now. 00:14:34
So the number one problem. 00:14:36
That we've identified is the turnover rate. We have a 92% turnover rate and a two year period that's extremely, extremely high. 00:14:37
That has to be dealt with. 00:14:47
We're actually going to be running out of people to hire. We keep going at this rate. 00:14:50
I mean, if we go through the people in the globe and the three. 00:14:54
People and patient that have CDL licenses. 00:14:57
We're just we're just pinching ourselves into a corner so we have to deal with this issue. 00:15:00
Of this turnover rate, there's. 00:15:05
Several things that I think we can do to help address that. Again, we've got 2000 overtime. 00:15:07
Hours and six months, what that's doing, it's causing burnout. 00:15:12
So when I said it's perpetuating. 00:15:17
Issue is. 00:15:19
We hire staff. 00:15:21
But we lose down. 00:15:22
So the staff we have have to work overtime. 00:15:23
It burns them out. It's not what they signed up for. 00:15:26
They quit. 00:15:29
We are new staff. 00:15:30
It's just a vicious cycle. 00:15:32
Because we're always short staffed. 00:15:34
So we have to deal with, we have to deal with that issue. 00:15:36
We have the managerial director. 00:15:39
Rain Aaron is. 00:15:41
Constantly being pulled into the daily oper. 00:15:43
All the time. He's not doing any of the managerial stuff. 00:15:47
He's either filling in on a dump truck or he's filling it at the scale house, or he just. 00:15:50
He's basically just feeling in at the operations at the landfill, so some of the issues he should be paying attention to, he's not 00:15:56
able to do so. 00:15:59
And we need that. We need to fix that issue as well. 00:16:04
So the impact is really a reduced capacity needed in the basic operational standards of the way. 00:16:07
And so. 00:16:12
So when it comes to what? 00:16:16
What's being neglected by Aaron? 00:16:18
Not by his choice, but because he's caught in these daily operations. He's not doing any of the strategic planning for the 00:16:20
landfill. 00:16:23
What are we going to do in 10 years, 20 years, 30 years? What are we going to do when Russell go to that capacity? Where are we 00:16:27
going? Are we going to continue landfill here in flow? 00:16:31
That stuff should be. 00:16:37
Planning and being worked on now. 00:16:39
By Aaron Not two years before it's due or whatever. These things takes years and years and years. 00:16:41
Planning. He should be working on that. 00:16:46
Financial management oversight, which he needs to be paying more attention to. 00:16:49
Putting more policies and procedures in place. 00:16:54
Program development. 00:16:57
We have no Greenway solution. We know we're going to chip it, we know we're going to spread it, but it's really not a solution for 00:16:59
the long term viability of what we're going to do with green waste for the county. 00:17:04
We don't have. 00:17:09
You know, a recycling feasibility study. 00:17:12
We really, really need to do that. That goes directly to the airspace in the landfill. 00:17:15
Even if recycling costs you a little bit. 00:17:21
In the end, does it really save you money by not taking up that air space? 00:17:24
Causing you to do another expansion quicker. 00:17:29
That's the kind of stuff that you need to be looking into when doing those kind of high level. 00:17:31
Studies on. 00:17:35
The county hazardous house. 00:17:37
Household waste program. 00:17:39
We kind of partner with patient not really doing much here and Globe, but we really need a county wide program for that. 00:17:40
And maybe even more importantly than. 00:17:47
Then most of the stuff up here is we have no formal retention program. 00:17:49
Because we have such a high turnover. 00:17:53
In the waste. 00:17:55
Division Aaron really needs to be. 00:17:58
Figuring out a way how we can retain employees and what does that mean and what do we need to do in order to retain? 00:18:01
Employees over a longer. 00:18:08
Period of time instead of having a 92% turnover rate. 00:18:10
So basically we have the inability to operate strategically. 00:18:14
You can ensure efficiency or guarantee long term sustainability right now unless airing and start doing what he was hired to do 00:18:18
which is his managerial role. 00:18:22
So some of the recommendations that we have that we think that can get us a long way there. 00:18:27
Is #1 we want to sit the Russell Gulch. 00:18:32
Schedule. Uh. 00:18:35
From 6:00 AM. 00:18:37
To 3:00 PM. Right now it's 6:00 to 4:00. 00:18:38
And we want to go 6 to 3. 00:18:41
What this does, it gives an hour and a half. 00:18:43
At the end of each day. 00:18:46
For the operators. 00:18:48
To do things that they're supposed to be doing outside of just dealing with the trash. 00:18:49
Rebuilding the shelf, rebuilding the road, doing the basin maintenance, bringing more dirt over. 00:18:54
For the Daily Cover. 00:18:59
All those other operational issues that they should be doing that they're not doing, this will allow them to time to do that. 00:19:01
We also want to do just for rational goats have two people work. 00:19:08
Five hours of overtime on Sunday. 00:19:12
The reason this is really important. Now remember we're doing 2000. 00:19:14
Hours of overtime. 00:19:18
Right now in a six month period, so even though we're recommending overtime for Sundays, we should see if we implement this plan 00:19:20
that we want to implement, we should see the overtime go way down. 00:19:24
In landfill operations. 00:19:30
But the reason we want them to come in on a Sunday is because there's no traffic in the landfill and at Russellville specifically, 00:19:33
the dirt pile we use for daily cover for cover. 00:19:38
Is way over on the other side of the landfill. 00:19:43
And it just takes a lot of time to move that dirt over to where you're going to be covering. So what we'd like to do is have a 00:19:46
couple people come in on Sunday. 00:19:50
Get a nice stockpile. 00:19:55
Daily cover move it over through the week so it's closer by so that the guys that. 00:19:57
That are closing down at the end of every day. 00:20:01
They have the dirt aisle right there next to them. 00:20:04
And they can take as much advantage of that extra hour and a half we're giving them as possible. 00:20:07
Also if there's any basin maintenance that needs to take. 00:20:12
Place or storm channel maintenance needs to take place, which there is and. 00:20:15
Constantly is but. 00:20:19
They can hit those things too. 00:20:20
So even though we're we're recommending overtime, we should see overtime as a whole come way down for the landfill. 00:20:22
We're also recommending hiring Assistant Operations Manager. 00:20:29
I think this is crucial for breaking the vicious cycle that we're in. 00:20:34
And for? 00:20:37
Getting Aaron Moore out of the day-to-day operations. 00:20:39
Of the landfill so he can concentrate on those other. 00:20:43
Issues that we discussed on the previous slide. 00:20:46
He can act as a manager and operation manager. I want to talk a little bit about. 00:20:49
What we get with that operations manager, assistant operations manager here in another slide. 00:20:54
We need to procure proper. 00:21:03
Compaction equipment, which is. 00:21:05
Heavier. Larger. 00:21:07
Compactors. I think that was recommended a couple years ago. 00:21:08
They're very expensive. We'll probably have to do something like the lease to own. 00:21:12
To be able to fit it into the budget performer. 00:21:15
We'll need to work with Marin on exactly how we would do that, but. 00:21:19
With the Empire. 00:21:23
Proper compactors we are not. 00:21:24
We're losing airspace. We shouldn't be losing. 00:21:26
So actually. 00:21:29
Costing ourselves money by filling the landfill up quicker than we should be if we had the compactors. 00:21:31
And getting the. 00:21:36
The maximum. 00:21:38
Benefit out of that airspace that we can and probably end up saving US money in the long run. 00:21:40
To be quite honest. 00:21:45
And then we want to modify the holiday schedule. 00:21:48
And that is, I think there's 5 or 6 holidays. 00:21:51
Five, There's five holidays that the land people don't don't get to, the rest of the county does get. 00:21:56
And it's kind of typical in the landfill industry because. 00:22:01
We operate in the landfill, we have to be there for the haulers. 00:22:06
But we did do a survey with the haulers. 00:22:10
I've attached it to the back end of the presentation if you had a chance to look at that. 00:22:13
But there's two days. 00:22:17
That don't seem to really impact the hollers. 00:22:19
At all. We've reached out to him, We've talked to most of them. We sent him a survey. They responded back to us. 00:22:22
And it seems like Memorial Day and Labor Day. 00:22:28
I'm not going to be really an issue for anybody if we take those two days off. 00:22:30
And I think that will go a long way. 00:22:34
With helping us with our retention. 00:22:38
Because not only are these guys working all the time because they're short staffed, but they don't get the holidays off either. 00:22:40
So if we can give them these extra 2 holidays, I think that'll go a long way with improving. 00:22:46
Our retention and our staff morale is desperately needed. 00:22:51
There So why in this system operations manager is essential? 00:22:54
It's going to enable. 00:23:00
Strategic leadership. 00:23:02
For Aaron. 00:23:04
To start focusing on those things that I mentioned earlier. 00:23:05
It's also going to restore operational. 00:23:08
Oversight. 00:23:11
We've got two different landfills kind of doing things in two different ways, but we really need to have a central person. 00:23:12
That's directing the operations, the other critical. 00:23:18
Piece of that is. 00:23:21
Is instead of Aaron coming in when we're short staff, which we will be? 00:23:22
It's going to be the assistant. 00:23:26
Manager comes in. 00:23:28
It will be CDL certified that can come in and help run the landfill when we're short. 00:23:30
We are always short at the landfill. 00:23:34
Probably always will be. 00:23:37
And instead of pulling Errant in, it would be nice to pull the assistant manager in and then he can float between Russell. 00:23:39
And between bucket. 00:23:45
It's also going to improve the consistently. 00:23:48
Consistency, like I said, and also. 00:23:50
Address, uh. 00:23:53
Retention. 00:23:54
Because this, this person will be really. 00:23:57
I'm working with Aaron. 00:23:59
Worked on that employee retention program that so desperately needed for the county. 00:24:01
So the implementation in the path forward is right now. 00:24:08
What we're doing is unsustainable. We got staff burnout. 00:24:12
And turnover continue. We have operational values that are persistent. We have airspace that's consumed too rapidly, and we have 00:24:16

Strategic planning going on right now. 00:24:24
So our recommendation? 00:24:27
Will offer a realistic solution. It's going to stabilize staffing. 00:24:29
Via the schedules. 00:24:33
Overtime structure, the holiday policy and a retention focus. 00:24:35
Restore score operations via maintenance windows, proper equipment oversight and enable strategic management via the Assistant 00:24:39
manager, freeing up the manager to do. 00:24:44
When he was hired to do. 00:24:49
So our outcome that we hope by this is to regain stability, ensure compliance, extend the landfill life. 00:24:51
And secure long term viability and environmental stewardship for healing. 00:24:57
So just. 00:25:05

Umm, we'd like to move forward with some of the things that we mentioned today, if not all. Unless you. 00:25:08
Have some serious concerns with them. 00:25:14
We believe this will help protect employee well-being. 00:25:16
Restore central operations for the landfill, extend the useful life of the landfill and ensure I'm currently. 00:25:20
Compliance. 00:25:26

All your operators had time in the afternoon to cover some of the garbage that they collected during the day. 00:26:16

Earlier, I asked Aaron and you were sitting next to Aaron. 00:26:24
The dump was in a. 00:26:28
Pretty rough. 00:26:29
Area there where there was only places for two vehicles to dump the road with Steve, the garbage wasn't covered. 00:26:30
And so I'm very thankful to the people from Payson and the operators. 00:26:36

Within the county. 00:26:42
To throw in and help you get a better. 00:26:44
Dumping station and to get a lot of dirt pulled up and things of that nature. 00:26:46
To get us back to where we can operate for the. 00:26:51
Amount of garbage that Russell Gulch kids. 00:26:55
And so I thank you very much for your presentation today. I think it is very much needed. 00:26:59
And if a proper compactor is $1,000,000? 00:27:04
We got to close the dump someday. 00:27:08
But it's not tomorrow. 00:27:11
And so with all this garbage comes. 00:27:12
Shipping fees. 00:27:15
