| Of having the. | 00:02:49 | |
| Is. | 00:02:57 | |
| Is chosen for that and I. | 00:03:00 | |
| And the hardest thing? | 00:03:05 | |
| Telling no when she asked for. | 00:03:07 | |
| Rewards for the kids motivate children. | 00:03:10 | |
| She's a great person for that if you. | 00:03:14 | |
| And I would invite you. | 00:03:16 | |

| It's unbelievable. | 00:03:32 | |
| They feed you well. | 00:03:36 | |

| They could take a different. | 00:07:41 | |
| Walk in life and so. | 00:07:42 | |
| With you. | 00:07:44 | |
| And your interest perhaps from here on they? | 00:07:45 | |
| They can make changes so. | 00:07:48 | |
| Thank you very much. | 00:07:49 | |
| You're welcome. | 00:07:51 | |
| Supervisor client. | 00:07:52 | |
| Thank you so much. That's outstanding. | 00:07:53 | |
| Thank you for all the hard work you're doing. | 00:07:56 | |
| Really appreciate it. | 00:07:58 | |
| Yes, thank you. You are award-winning and deserving. So we would like to take a. | 00:08:00 | |
| Photo will come on down. | 00:08:05 | |
| OK. | 00:08:07 | |
| Don't think anyone wants the. | 00:08:31 | |
| I I. | 00:08:48 | |
| Thank you. | 00:09:02 | |
| She has to get back to the class. | 00:09:13 | |
| Thank you very much. | 00:09:18 | |
| OK everyone, she has set the example on how? | 00:09:26 | |
| To speak into the microphone. | 00:09:30 | |
| So let's do that. | 00:09:33 | |
| Our next item is 2B. | 00:09:36 | |
| Information discussion regarding the operational corrective action plan for. | 00:09:38 | |
| Russell Gulchin, Black Buckhead Mesa Landfills. | 00:09:42 | |
| And so we have. | 00:09:46 | |
| Mr. White with us today. | 00:09:48 | |
| Thank you, Chairman and. | 00:09:51 | |
| Board of Supervisors again Troy White and are in Public Works Director for the presentation, not the report. | 00:09:53 | |
| Yeah, I just want to. | 00:10:01 | |
| First of all, before I. | 00:10:03 | |
| Get started and kick this off, I just want to say. | 00:10:05 | |
| We got a remarkable. | 00:10:10 | |
| The crew at the landfill and the people that have been there for a while are really. | 00:10:13 | |
| Top performers and it's really because of them that. | 00:10:18 | |
| The landfill is in as good a condition that is. | 00:10:22 | |
| That it's in. We have some very dedicated staff. | 00:10:26 | |
| And this presentation is not in any way a reflection on them. | 00:10:29 | |
| Or what they do. But with that said, we do have some. | 00:10:33 | |
| Operational. | 00:10:37 | |
| Challenges, uh. | 00:10:38 | |
| That I want to go over. | 00:10:40 | |
| Aaron and I have been working about on this. | 00:10:42 | |
| Almost right when I got here. | 00:10:44 | |
| And one of the first tours that I took at the landfill. | 00:10:48 | |
| I had noticed that there. | 00:10:51 | |
| Operational issues going on and me and Aaron have been working on. | 00:10:54 | |
| You know, coming up with a plan to correct some of the deficiencies that we have at the landfill. So this is. | 00:10:58 | |
| A couple of months in the work. | 00:11:04 | |
| To say the least so. | 00:11:07 | |
| Some of our key findings that we. | 00:11:08 | |
| That we really want to talk about is. | 00:11:11 | |
| The staff time at the landfill. | 00:11:15 | |
| Is uh. | 00:11:17 | |
| Totally consumed with this. | 00:11:18 | |
| Dealing with. | 00:11:19 | |
| Crash. They're not doing anything. | 00:11:20 | |
| Outside of that, there's a lot of different. | 00:11:22 | |
| Regulatory. | 00:11:25 | |
| Requirements on the landfills. | 00:11:27 | |
| There's a lot of other operational needs for the landfill, maintenance of the landfill, and some of those things are being | 00:11:29 | |
| neglected because the only thing the landfills are doing is dealing with trash. | 00:11:35 | |
| When the staff starts. | 00:11:42 | |
| When they're on the clock. | 00:11:46 | |
| There's a line at the. | 00:11:47 | |
| And when they check out. | 00:11:49 | |
| They're just finishing the last couple of cars coming through. | 00:11:50 | |
| So there's nothing outside of dealing with trash that they're doing on the landfill. | 00:11:53 | |
| Turnover is another thing I want to talk a little bit about. We have. | 00:11:59 | |
| Very high turnover rate. | 00:12:02 | |
| At the landfill. | 00:12:04 | |
| And this is kind of a self. | 00:12:06 | |
| Perpetuating issue that we have. | 00:12:08 | |
| I think we have a plan in place that can. | 00:12:11 | |
| Can correct that the overtime since January of this year and this was as of June when I did this presentation. | 00:12:13 | |
| Putting this together. | 00:12:19 | |
| We have over 2000 overtime. | 00:12:21 | |
| Hours overtime in six months. | 00:12:24 | |
| Is very high. | 00:12:26 | |
| Very high. We've got to get that way down. | 00:12:27 | |
| We do have some operational failures, such as inconsistency and compaction. | 00:12:31 | |
| The inability to do some daily cover, some storm water management, talk a little bit about that. | 00:12:36 | |
| And then our equipment, we do have some undersized contractors which is causing premature filling of the cells. | 00:12:42 | |
| And then we have a management gap where the manager is overwhelmed in the daily operations that he's not doing any of the. | 00:12:48 | |
| Managerial stuff and the long term planning that he should be doing. | 00:12:54 | |
| So the urgent need here is a comprehensive action plan to stabilize staffing, restore core operations and enable strategic | 00:12:58 | |
| management of the landfill. | 00:13:02 | |
| So some of the critical operational deficiencies. | 00:13:08 | |
| Umm, that you? | 00:13:11 | |
| Probably are aware of some of these, but. | 00:13:14 | |
| We have 4 oversight of the green waste and metal recycling. | 00:13:16 | |
| We've got huge. | 00:13:20 | |
| Huge metal recycling piles out there right now, and we have huge. | 00:13:21 | |
| Green waste. | 00:13:25 | |
| Files out there several green waste piles they should never get. | 00:13:27 | |
| To that extent. | 00:13:30 | |
| Ever the green waste and metal recycling should be on an as needed basis. | 00:13:31 | |
| Worked with Aaron. | 00:13:37 | |
| On how to set those contracts up and we're going to be doing that. | 00:13:39 | |
| Coming up here shortly, should he have the time to be able to do that? I'll talk about that in a little bit. | 00:13:41 | |
| We have instant. | 00:13:47 | |
| Efficient compaction going on at the landfill. | 00:13:48 | |
| So, uh. | 00:13:51 | |
| That's a critical thing because that's. | 00:13:52 | |
| We're not maximizing our airspace, so we're reducing the lifespan of the landfills. | 00:13:55 | |
| By not getting sufficient compaction. | 00:14:01 | |
| We have inadequate daily cover supposed to be. | 00:14:05 | |
| Covering the trash daily if you don't. | 00:14:08 | |
| Not only is it a regulatory issue, but you got trash that goes around, gets out into the forest, gets into the neighborhoods and | 00:14:11 | |
| things like that. | 00:14:14 | |
| Inconsistent scale maintenance. | 00:14:19 | |
| Large debris pilot Russell goats that we haven't been able to deal with. | 00:14:21 | |
| Elected pond maintenance. | 00:14:26 | |
| For stormwater, channel basin upkeep and just overall site conditions at the landfills are pretty. | 00:14:28 | |
| Right now. | 00:14:34 | |
| So the number one problem. | 00:14:36 | |
| That we've identified is the turnover rate. We have a 92% turnover rate and a two year period that's extremely, extremely high. | 00:14:37 | |
| That has to be dealt with. | 00:14:47 | |
| We're actually going to be running out of people to hire. We keep going at this rate. | 00:14:50 | |
| I mean, if we go through the people in the globe and the three. | 00:14:54 | |
| People and patient that have CDL licenses. | 00:14:57 | |
| We're just we're just pinching ourselves into a corner so we have to deal with this issue. | 00:15:00 | |
| Of this turnover rate, there's. | 00:15:05 | |
| Several things that I think we can do to help address that. Again, we've got 2000 overtime. | 00:15:07 | |
| Hours and six months, what that's doing, it's causing burnout. | 00:15:12 | |
| So when I said it's perpetuating. | 00:15:17 | |
| Issue is. | 00:15:19 | |
| We hire staff. | 00:15:21 | |
| But we lose down. | 00:15:22 | |
| So the staff we have have to work overtime. | 00:15:23 | |
| It burns them out. It's not what they signed up for. | 00:15:26 | |
| They quit. | 00:15:29 | |
| We are new staff. | 00:15:30 | |
| It's just a vicious cycle. | 00:15:32 | |
| Because we're always short staffed. | 00:15:34 | |
| So we have to deal with, we have to deal with that issue. | 00:15:36 | |
| We have the managerial director. | 00:15:39 | |
| Rain Aaron is. | 00:15:41 | |
| Constantly being pulled into the daily oper. | 00:15:43 | |
| All the time. He's not doing any of the managerial stuff. | 00:15:47 | |
| He's either filling in on a dump truck or he's filling it at the scale house, or he just. | 00:15:50 | |
| He's basically just feeling in at the operations at the landfill, so some of the issues he should be paying attention to, he's not | 00:15:56 | |
| able to do so. | 00:15:59 | |
| And we need that. We need to fix that issue as well. | 00:16:04 | |
| So the impact is really a reduced capacity needed in the basic operational standards of the way. | 00:16:07 | |
| And so. | 00:16:12 | |
| So when it comes to what? | 00:16:16 | |
| What's being neglected by Aaron? | 00:16:18 | |
| Not by his choice, but because he's caught in these daily operations. He's not doing any of the strategic planning for the | 00:16:20 | |
| landfill. | 00:16:23 | |
| What are we going to do in 10 years, 20 years, 30 years? What are we going to do when Russell go to that capacity? Where are we | 00:16:27 | |
| going? Are we going to continue landfill here in flow? | 00:16:31 | |
| That stuff should be. | 00:16:37 | |
| Planning and being worked on now. | 00:16:39 | |
| By Aaron Not two years before it's due or whatever. These things takes years and years and years. | 00:16:41 | |
| Planning. He should be working on that. | 00:16:46 | |
| Financial management oversight, which he needs to be paying more attention to. | 00:16:49 | |
| Putting more policies and procedures in place. | 00:16:54 | |
| Program development. | 00:16:57 | |
| We have no Greenway solution. We know we're going to chip it, we know we're going to spread it, but it's really not a solution for | 00:16:59 | |
| the long term viability of what we're going to do with green waste for the county. | 00:17:04 | |
| We don't have. | 00:17:09 | |
| You know, a recycling feasibility study. | 00:17:12 | |
| We really, really need to do that. That goes directly to the airspace in the landfill. | 00:17:15 | |
| Even if recycling costs you a little bit. | 00:17:21 | |
| In the end, does it really save you money by not taking up that air space? | 00:17:24 | |
| Causing you to do another expansion quicker. | 00:17:29 | |
| That's the kind of stuff that you need to be looking into when doing those kind of high level. | 00:17:31 | |
| Studies on. | 00:17:35 | |
| The county hazardous house. | 00:17:37 | |
| Household waste program. | 00:17:39 | |
| We kind of partner with patient not really doing much here and Globe, but we really need a county wide program for that. | 00:17:40 | |
| And maybe even more importantly than. | 00:17:47 | |
| Then most of the stuff up here is we have no formal retention program. | 00:17:49 | |
| Because we have such a high turnover. | 00:17:53 | |
| In the waste. | 00:17:55 | |
| Division Aaron really needs to be. | 00:17:58 | |
| Figuring out a way how we can retain employees and what does that mean and what do we need to do in order to retain? | 00:18:01 | |
| Employees over a longer. | 00:18:08 | |
| Period of time instead of having a 92% turnover rate. | 00:18:10 | |
| So basically we have the inability to operate strategically. | 00:18:14 | |
| You can ensure efficiency or guarantee long term sustainability right now unless airing and start doing what he was hired to do | 00:18:18 | |
| which is his managerial role. | 00:18:22 | |
| So some of the recommendations that we have that we think that can get us a long way there. | 00:18:27 | |
| Is #1 we want to sit the Russell Gulch. | 00:18:32 | |
| Schedule. Uh. | 00:18:35 | |
| From 6:00 AM. | 00:18:37 | |
| To 3:00 PM. Right now it's 6:00 to 4:00. | 00:18:38 | |
| And we want to go 6 to 3. | 00:18:41 | |
| What this does, it gives an hour and a half. | 00:18:43 | |
| At the end of each day. | 00:18:46 | |
| For the operators. | 00:18:48 | |
| To do things that they're supposed to be doing outside of just dealing with the trash. | 00:18:49 | |
| Rebuilding the shelf, rebuilding the road, doing the basin maintenance, bringing more dirt over. | 00:18:54 | |
| For the Daily Cover. | 00:18:59 | |
| All those other operational issues that they should be doing that they're not doing, this will allow them to time to do that. | 00:19:01 | |
| We also want to do just for rational goats have two people work. | 00:19:08 | |
| Five hours of overtime on Sunday. | 00:19:12 | |
| The reason this is really important. Now remember we're doing 2000. | 00:19:14 | |
| Hours of overtime. | 00:19:18 | |
| Right now in a six month period, so even though we're recommending overtime for Sundays, we should see if we implement this plan | 00:19:20 | |
| that we want to implement, we should see the overtime go way down. | 00:19:24 | |
| In landfill operations. | 00:19:30 | |
| But the reason we want them to come in on a Sunday is because there's no traffic in the landfill and at Russellville specifically, | 00:19:33 | |
| the dirt pile we use for daily cover for cover. | 00:19:38 | |
| Is way over on the other side of the landfill. | 00:19:43 | |
| And it just takes a lot of time to move that dirt over to where you're going to be covering. So what we'd like to do is have a | 00:19:46 | |
| couple people come in on Sunday. | 00:19:50 | |
| Get a nice stockpile. | 00:19:55 | |
| Daily cover move it over through the week so it's closer by so that the guys that. | 00:19:57 | |
| That are closing down at the end of every day. | 00:20:01 | |
| They have the dirt aisle right there next to them. | 00:20:04 | |
| And they can take as much advantage of that extra hour and a half we're giving them as possible. | 00:20:07 | |
| Also if there's any basin maintenance that needs to take. | 00:20:12 | |
| Place or storm channel maintenance needs to take place, which there is and. | 00:20:15 | |
| Constantly is but. | 00:20:19 | |
| They can hit those things too. | 00:20:20 | |
| So even though we're we're recommending overtime, we should see overtime as a whole come way down for the landfill. | 00:20:22 | |
| We're also recommending hiring Assistant Operations Manager. | 00:20:29 | |
| I think this is crucial for breaking the vicious cycle that we're in. | 00:20:34 | |
| And for? | 00:20:37 | |
| Getting Aaron Moore out of the day-to-day operations. | 00:20:39 | |
| Of the landfill so he can concentrate on those other. | 00:20:43 | |
| Issues that we discussed on the previous slide. | 00:20:46 | |
| He can act as a manager and operation manager. I want to talk a little bit about. | 00:20:49 | |
| What we get with that operations manager, assistant operations manager here in another slide. | 00:20:54 | |
| We need to procure proper. | 00:21:03 | |
| Compaction equipment, which is. | 00:21:05 | |
| Heavier. Larger. | 00:21:07 | |
| Compactors. I think that was recommended a couple years ago. | 00:21:08 | |
| They're very expensive. We'll probably have to do something like the lease to own. | 00:21:12 | |
| To be able to fit it into the budget performer. | 00:21:15 | |
| We'll need to work with Marin on exactly how we would do that, but. | 00:21:19 | |
| With the Empire. | 00:21:23 | |
| Proper compactors we are not. | 00:21:24 | |
| We're losing airspace. We shouldn't be losing. | 00:21:26 | |
| So actually. | 00:21:29 | |
| Costing ourselves money by filling the landfill up quicker than we should be if we had the compactors. | 00:21:31 | |
| And getting the. | 00:21:36 | |
| The maximum. | 00:21:38 | |
| Benefit out of that airspace that we can and probably end up saving US money in the long run. | 00:21:40 | |
| To be quite honest. | 00:21:45 | |
| And then we want to modify the holiday schedule. | 00:21:48 | |
| And that is, I think there's 5 or 6 holidays. | 00:21:51 | |
| Five, There's five holidays that the land people don't don't get to, the rest of the county does get. | 00:21:56 | |
| And it's kind of typical in the landfill industry because. | 00:22:01 | |
| We operate in the landfill, we have to be there for the haulers. | 00:22:06 | |
| But we did do a survey with the haulers. | 00:22:10 | |
| I've attached it to the back end of the presentation if you had a chance to look at that. | 00:22:13 | |
| But there's two days. | 00:22:17 | |
| That don't seem to really impact the hollers. | 00:22:19 | |
| At all. We've reached out to him, We've talked to most of them. We sent him a survey. They responded back to us. | 00:22:22 | |
| And it seems like Memorial Day and Labor Day. | 00:22:28 | |
| I'm not going to be really an issue for anybody if we take those two days off. | 00:22:30 | |
| And I think that will go a long way. | 00:22:34 | |
| With helping us with our retention. | 00:22:38 | |
| Because not only are these guys working all the time because they're short staffed, but they don't get the holidays off either. | 00:22:40 | |
| So if we can give them these extra 2 holidays, I think that'll go a long way with improving. | 00:22:46 | |
| Our retention and our staff morale is desperately needed. | 00:22:51 | |
| There So why in this system operations manager is essential? | 00:22:54 | |
| It's going to enable. | 00:23:00 | |
| Strategic leadership. | 00:23:02 | |
| For Aaron. | 00:23:04 | |
| To start focusing on those things that I mentioned earlier. | 00:23:05 | |
| It's also going to restore operational. | 00:23:08 | |
| Oversight. | 00:23:11 | |
| We've got two different landfills kind of doing things in two different ways, but we really need to have a central person. | 00:23:12 | |
| That's directing the operations, the other critical. | 00:23:18 | |
| Piece of that is. | 00:23:21 | |
| Is instead of Aaron coming in when we're short staff, which we will be? | 00:23:22 | |
| It's going to be the assistant. | 00:23:26 | |
| Manager comes in. | 00:23:28 | |
| It will be CDL certified that can come in and help run the landfill when we're short. | 00:23:30 | |
| We are always short at the landfill. | 00:23:34 | |
| Probably always will be. | 00:23:37 | |
| And instead of pulling Errant in, it would be nice to pull the assistant manager in and then he can float between Russell. | 00:23:39 | |
| And between bucket. | 00:23:45 | |
| It's also going to improve the consistently. | 00:23:48 | |
| Consistency, like I said, and also. | 00:23:50 | |
| Address, uh. | 00:23:53 | |
| Retention. | 00:23:54 | |
| Because this, this person will be really. | 00:23:57 | |
| I'm working with Aaron. | 00:23:59 | |
| Worked on that employee retention program that so desperately needed for the county. | 00:24:01 | |
| So the implementation in the path forward is right now. | 00:24:08 | |
| What we're doing is unsustainable. We got staff burnout. | 00:24:12 | |
| And turnover continue. We have operational values that are persistent. We have airspace that's consumed too rapidly, and we have | 00:24:16 | |
| 0. | 00:24:20 | |
| Strategic planning going on right now. | 00:24:24 | |
| So our recommendation? | 00:24:27 | |
| Will offer a realistic solution. It's going to stabilize staffing. | 00:24:29 | |
| Via the schedules. | 00:24:33 | |
| Overtime structure, the holiday policy and a retention focus. | 00:24:35 | |
| Restore score operations via maintenance windows, proper equipment oversight and enable strategic management via the Assistant | 00:24:39 | |
| manager, freeing up the manager to do. | 00:24:44 | |
| When he was hired to do. | 00:24:49 | |
| So our outcome that we hope by this is to regain stability, ensure compliance, extend the landfill life. | 00:24:51 | |
| And secure long term viability and environmental stewardship for healing. | 00:24:57 | |
| So just. | 00:25:05 | |
| In conclusion. | 00:25:06 | |
| Umm, we'd like to move forward with some of the things that we mentioned today, if not all. Unless you. | 00:25:08 | |
| Have some serious concerns with them. | 00:25:14 | |
| We believe this will help protect employee well-being. | 00:25:16 | |
| Restore central operations for the landfill, extend the useful life of the landfill and ensure I'm currently. | 00:25:20 | |
| Compliance. | 00:25:26 | |
| With that, I would be happy to answer any questions. | 00:25:28 | |
| Thank you, Mr. White. Thank you for that presentation, Supervisor Humphrey. | 00:25:32 | |
| I don't have a lot of questions because we've. | 00:25:37 | |
| I've gone through a lot of this with you even. | 00:25:39 | |
| Manage your mental up and showed him some of the situation. | 00:25:43 | |
| That you guys were dealing with so he would understand when you came to the board. | 00:25:47 | |
| With some of this. | 00:25:51 | |
| Umm, that he would understand. | 00:25:54 | |
| Why? Why the need is necessary? | 00:25:57 | |
| And so, yeah, where I'm at, if you're always short handed, if we need a position. | 00:26:00 | |
| Or two there. | 00:26:07 | |
| To keep from having so much overtime, it's great. | 00:26:09 | |
| And we talked about the idea of changing. | 00:26:12 | |
| So that. | 00:26:15 | |
| All your operators had time in the afternoon to cover some of the garbage that they collected during the day. | 00:26:16 | |
| And. | 00:26:22 | |
| Earlier, I asked Aaron and you were sitting next to Aaron. | 00:26:24 | |
| The dump was in a. | 00:26:28 | |
| Pretty rough. | 00:26:29 | |
| Area there where there was only places for two vehicles to dump the road with Steve, the garbage wasn't covered. | 00:26:30 | |
| And so I'm very thankful to the people from Payson and the operators. | 00:26:36 | |
| That work. | 00:26:41 | |
| Within the county. | 00:26:42 | |
| To throw in and help you get a better. | 00:26:44 | |
| Dumping station and to get a lot of dirt pulled up and things of that nature. | 00:26:46 | |
| To get us back to where we can operate for the. | 00:26:51 | |
| Amount of garbage that Russell Gulch kids. | 00:26:55 | |
| And so I thank you very much for your presentation today. I think it is very much needed. | 00:26:59 | |
| And if a proper compactor is $1,000,000? | 00:27:04 | |
| We got to close the dump someday. | 00:27:08 | |
| But it's not tomorrow. | 00:27:11 | |
| And so with all this garbage comes. | 00:27:12 | |
| Shipping fees. | 00:27:15 | |
| So I think we have time to pay for a better. | 00:27:16 | |
| A piece of equipment down the road, if it's going to. | 00:27:20 | |
| Help us with our airspace and our compaction. | 00:27:23 | |
| And help our. | 00:27:26 | |
| Dump operate better so. | 00:27:27 | |
| I thank you very much. | 00:27:30 | |
| For Aaron, you know, for your dedication and and for. | 00:27:31 | |
| Our communication and what was going forward so. | 00:27:36 | |
| Thank you very much for bringing that to the board today. It is an extremely important issue. | 00:27:40 | |
| And I know that because I've got multiple multiple. | 00:27:46 | |
| Calls and I have been to the landfill multiple multiple times. | 00:27:49 | |
| And so yeah, it does need some fixing, so. | 00:27:54 | |
| Thank you very much for your presentation today. | 00:27:58 | |
| Thank you. Thank you, Supervisor Klein, Troy, Aaron, thank you. | 00:28:01 | |
| I've got more questions than we have time. | 00:28:06 | |
| You know I. | 00:28:09 | |
| Appreciate you rolling this into a presentation for us, but quite honestly. | 00:28:10 | |
| I've ever seen this step up into a work session. | 00:28:15 | |
| Because there's definitely questions that I have that's going to take some time to answer. | 00:28:18 | |
| You know, looking back in the past, we've had the conversations on equipment and landfill. | 00:28:23 | |
| And just example work. | 00:28:28 | |
| Excuse me, we're hauling things material with dump trucks. | 00:28:31 | |
| We need a scraper. We purchased a scraper. You know we need to do this. We do that. We. | 00:28:34 | |
| We build the. | 00:28:39 | |
| Cell A you know for. | 00:28:41 | |
| Can last us 10 years. We're going to do all these sorts of things. | 00:28:43 | |
| And now it almost seems like we're back. | 00:28:48 | |
| Not at square one, but even maybe a little bit behind that. | 00:28:50 | |
| And so. | 00:28:54 | |
| When it comes to like overtime for the for the guys on Sunday. | 00:28:56 | |
| I think that's something when you talk about burnout. | 00:29:01 | |
| That that doesn't help. | 00:29:04 | |
| You know, I, you know, maybe there's a way of getting that done throughout the country. So I have all these questions, Troy. | 00:29:06 | |
| Sure that I. | 00:29:13 | |
| Quite honestly, we do not have time today in this meeting the answer so. | 00:29:16 | |
| In my opinion, Mr. James, I'd like to see this rolled up into a work session as soon as we can. | 00:29:20 | |
| And we can have the time it takes. I'm not comfortable to sit here and give you the knot. | 00:29:26 | |
| The landfills operate off an enterprise fund. | 00:29:31 | |
| I don't know where we are with money. | 00:29:35 | |
| Come from the standpoint of an enterprise fund. | 00:29:38 | |
| We've raised the dump fees already. | 00:29:40 | |
| You know, is there, is there risk of having to raise them again? | 00:29:43 | |
| All these answers. | 00:29:48 | |
| Are all these questions that I have? | 00:29:50 | |
| I need answer. | 00:29:52 | |
| Before we go the next step. | 00:29:53 | |
| And the only way, quite honestly we can do it is just a. | 00:29:54 | |
| Have a work session where we could talk. | 00:29:57 | |
| Absolutely. Thank you. | 00:29:59 | |
| Yeah, Thank you, Mr. White. So and we have had conversations on this personally as well. | 00:30:02 | |
| And I agree with your assessment. | 00:30:07 | |
| And I appreciate the fact that you're able to come into. | 00:30:10 | |
| Hula County as an interim director. | 00:30:14 | |
| And notice. | 00:30:17 | |
| Things that have not been either noticed or mentioned. | 00:30:18 | |
| And so, in my opinion, the landfills need a lot of attention. | 00:30:22 | |
| And it's not because we lack. | 00:30:26 | |
| That talent at the moment. | 00:30:28 | |
| No. You know, reflection on our current employee, but our structure. | 00:30:31 | |
| And all of that needs to be looked at strongly. I do agree we should have. | 00:30:35 | |
| An intense work session on it. | 00:30:39 | |
| I would like to have answers on what is the 2000 hours of overtime actually cost us. | 00:30:41 | |
| How? How we can actually get the? | 00:30:49 | |
| Green waste and the metal waste. | 00:30:53 | |
| That are handled. | 00:30:54 | |
| And I understand Aaron being pulled way too many directions. There's way too much here. | 00:30:56 | |
| And quite honestly, he inherited situations that have been ongoing for a very long time. | 00:31:02 | |
| And we don't need to necessarily get into that, but we don't want to continue going. | 00:31:09 | |
| Just blindly saying, well, you know, it'll work out eventually. It won't, We have to. | 00:31:14 | |
| Do some things. | 00:31:19 | |
| What the purchase of additional equipment looks like, how we're going to do that recycling is something that I've always felt we | 00:31:21 | |
| should be trying to do. Let's not put. | 00:31:25 | |
| Things in the landfill. | 00:31:29 | |
| That we can recycle. | 00:31:30 | |
| It was a bit astonishing a few weeks ago when. | 00:31:34 | |
| We had. | 00:31:37 | |
| Put so much into the Russell Gulch expansion and then all of a sudden it's like. | 00:31:38 | |
| While we're a year or two away of filling it up and I'm thinking, wait a minute, I thought we had. | 00:31:42 | |
| Many, many years, and so only. | 00:31:46 | |
| The recommended. | 00:31:48 | |
| Solutions that you have I think are all good. I put a little star next to all of them because I think that they're all worth | 00:31:50 | |
| looking at. | 00:31:53 | |
| I need to know the numbers though, So what would an assistant manager? | 00:31:56 | |
| Look like. | 00:32:01 | |
| As far as? | 00:32:02 | |
| Pricing goes and. | 00:32:03 | |
| You know, are we going to eliminate? | 00:32:05 | |
| Something to pay for that. | 00:32:08 | |
| And are we going to be able to get talent into that position with what we're offering to pay? | 00:32:10 | |
| All those kind of things. | 00:32:15 | |
| And so I do honestly believe a work section sooner rather than later. | 00:32:16 | |
| I have also directed Mr. Manilow that we could have an executive session. | 00:32:21 | |
| To discuss the position of the Public Works Manager. | 00:32:25 | |
| And all the details there as we. | 00:32:30 | |
| Will eventually approach. | 00:32:32 | |
| A decision based on that. | 00:32:34 | |
| And so. | 00:32:36 | |
| I'm hoping that we can pull that together. | 00:32:37 | |
| Sooner rather than later as well. | 00:32:39 | |
| So that's that's where I'm at. Appreciate your great presentation, excellent feedback. Thank you very much. Yeah, Aaron, did you | 00:32:42 | |
| have anything you'd like to add? | 00:32:45 | |
| No, Mr. Chairman, OK. All right, that sounds good. Thank you very much. | 00:32:50 | |
| OK. All right. | 00:32:55 | |
| All right. We're going to now move to item three, our public hearings. | 00:32:58 | |
| Item 3A. | 00:33:02 | |
| Requires A roll call vote, which we'll be doing later. | 00:33:04 | |
| But right now, I will ask for a motion to recesses the Heel County Board of Supervisors. | 00:33:07 | |
| And convenience. The Healer County Library District Board of directors. | 00:33:12 | |
| So moved. I'll second it. | 00:33:16 | |
| We have a motion in a second to approve. Those in favor say aye. | 00:33:18 | |
| Hi, hi, hi. | 00:33:21 | |
| All right, we're going to convene a Truth in Taxation public hearing to hear from citizens regarding the proposed secondary | 00:33:23 | |
| property. | 00:33:27 | |
| Tax levy rate of. | 00:33:31 | |
| .2425. | 00:33:33 | |
| Per 100 assessed value for. | 00:33:36 | |
| Fiscal year 2026, including amounts that are attributed to new. | 00:33:38 | |
| Construction and any changes that may occur from property tax levies for voter approved bonded indebtedness or budget and tax | 00:33:43 | |
| overrides. | 00:33:47 | |
| That is. | 00:33:51 | |
| $2943.56. | 00:33:52 | |
| Cents greater than the amount allowed without. | 00:33:56 | |
| A truth in taxation of public hearing. | 00:33:59 | |
| And approve the proposed secondary property tax levy rate of. | 00:34:01 | |
| .2425 per 100. | 00:34:05 | |
| Of assessed value for. | 00:34:09 | |
| Fiscal year 2026. | 00:34:10 | |
| Good morning. | 00:34:13 | |
| Hope all of you are doing well this morning. | 00:34:14 | |
| The Hewlett County Library District board has published a notice of hearing. | 00:34:17 | |
| This is to notify property taxpayers that the proposed secondary property tax levy. | 00:34:20 | |
| For FY20 26. | 00:34:25 | |
| Is greater than the amount levied per FY20 25. | 00:34:26 | |
| At the current secondary property rate of 0.2425 per $100.00 of assessed value. | 00:34:30 | |
| The property tax levy for FY20 6. | 00:34:36 | |
| Is rejected to be 1. | 00:34:39 | |
| $631,847. | 00:34:41 | |
| Or 1.1264%. | 00:34:44 | |
| Greater than the maximum tax rate without AT&T public hearing. | 00:34:48 | |
| Staff recommended the board hold a public hearing to receive all comments from citizens regarding maintaining the. | 00:34:53 | |
| Current tax rate. | 00:34:58 | |
| At value and that any motion be adopted. | 00:35:00 | |
| Any motion to adopt an increased levy to be voted on by roll call. | 00:35:04 | |
| OK. Thank you. Elaine, any. | 00:35:09 | |
| Question Supervisor Humphrey Questions. | 00:35:10 | |
| Supervisor Klein, I'm good. Thank you, Elaine. | 00:35:13 | |
| Right. Thank you, Elaine. And so I'll close our discussion and open it up for public hearing anyone and glow? | 00:35:15 | |
| On the Internet. | 00:35:22 | |
| Or Payson that wishes to speak. | 00:35:23 | |
| No, OK. We'll close the public hearing then and. | 00:35:25 | |
| This requires A roll call vote. | 00:35:30 | |

| Supervisor Klein? No, I don't have any either. | 00:36:55 | |
| And I don't either. | 00:36:58 | |
| And this does not require a roll call vote, is that correct? | 00:37:00 | |
| But with that, I'll call for a motion. | 00:37:03 | |
| Mr. Chair, I'll make the motion to adopt the Fiscal year 2026 HeLa County Library District. | 00:37:05 | |
| Budget in the amount of 2,894,000. | 00:37:10 | |
| 904 dollars. | 00:37:14 | |
| I'll second that. Did we need a motion on the other one? | 00:37:17 | |
| You know we've missed it gently. | 00:37:22 | |

| OK, let's finish this one first and then we'll go back. All right, so. | 00:37:51 | |
| We have a motion. | 00:37:55 | |
| Do we have a motion in a second to approve Item 3B made the motion. | 00:37:57 | |

| 3B Those in favor say aye. | 00:38:04 | |
| Aye, aye, aye. | 00:38:07 | |
| All right, so let's go back and revisit Item 3A. | 00:38:08 | |

| And I'll second that. | 00:38:29 | |
| OK. We have a motion and a second I'll call for. | 00:38:31 | |
| All vote from the. | 00:38:34 | |

| Aye, Supervisor Klein, may I have your vote Aye? | 00:38:39 | |
| Supervisor Christensen, may I have your vote? | 00:38:42 | |
| Aye. Motion passes unanimously. Thank you for bringing that up. I. | 00:38:45 | |
| Missed that one. | 00:38:49 | |
| We'll move on now to Item 3C, which is convenient truth and taxation. | 00:38:50 | |
| Public hearing to hear from citizens regarding. | 00:38:54 | |
| The proposed primary tax. | 00:38:58 | |
| Levy for the rate. | 00:38:59 | |
| We need to do we need to convene as the Board of Supervisors. | 00:39:01 | |
| OK, I need a lot of helpers today. | 00:39:07 | |
| You know what if they get you a puppet? | 00:39:13 | |
| A puppet, please. Yeah, get get me one. | 00:39:16 | |
| I can't in this budget. | 00:39:20 | |
| OK. | 00:39:22 | |
| I'm sorry. | 00:39:24 | |
| Part of our public hearing is item 3B and I neglected to open that up. | 00:39:27 | |
| For public comments. | 00:39:32 | |
| So I will do so now. | 00:39:33 | |
| And ask if there's anyone in Globe. | 00:39:35 | |
| Or the Internet. | 00:39:38 | |
| Or Payson that wishes to. | 00:39:39 | |
| Comment on this item. | 00:39:41 | |
| Now, since there is none, can we continue with? | 00:39:44 | |
| OK, very good. And so. | 00:39:51 | |
| Do we need to read motion? | 00:39:54 | |
| Yeah, OK. | 00:39:58 | |
| All right, so then item 3B is taken care of. And so with that, I will ask the motion to adjourn the Library District Board of | 00:40:00 | |
| Directors. | 00:40:03 | |
| And reconvene as the Healing County Board of Supervisors. So moved, Mr. Chair. | 00:40:07 | |
| I'll second it. OK. And all those in favor say aye. | 00:40:11 | |
| Aye, all right. Very good. | 00:40:14 | |
| Item 3C Marin, we have a. | 00:40:17 | |
| Convene a Truth in Taxation public hearing. | 00:40:20 | |
| To hear from citizens regarding the proposed primary. | 00:40:24 | |
| Property tax levy for the rate of 4.19 per 100 assessed value. | 00:40:27 | |
| Or fiscal year 2026, excluding the amounts that are attributed to new construction and any changes that may occur. | 00:40:31 | |
| From property tax levies for voter approved bonded indebtedness or budget. | 00:40:38 | |
| That's overrides, that is. | 00:40:42 | |
| $314,046.86 greater. | 00:40:44 | |
| And the amount allowed within a. | 00:40:48 | |
| Truth and taxation public. | 00:40:50 | |
| Period and approved. | 00:40:52 | |
| Opposed primary property tax levy rate. | 00:40:54 | |
| Of 4.19% per. | 00:40:56 | |
| 100 of assessed. | 00:40:59 | |
| Value for the school year 2026. | 00:41:01 | |
| Mayor. | 00:41:05 | |
| Did we convene? | 00:41:07 | |
| As Helena County. | 00:41:09 | |
| Flood control district Board of electors. | 00:41:10 | |
| That is. | 00:41:14 | |
| Item D. | 00:41:16 | |
| OK. | 00:41:18 | |
| I believe. | 00:41:22 | |
| I see. I see the question. | 00:41:23 | |
| We have not convened as the flood district board do we need to have that? | 00:41:26 | |
| OK, so we are on the correct. | 00:41:34 | |
| We have a quick. | 00:41:36 | |
| Fried in 3C. | 00:41:38 | |
| Very good. | 00:41:39 | |
| This is going to be the testament. | 00:41:40 | |
| Fortunately, we only do it once a year. | 00:41:43 | |
| Yes. | 00:41:45 | |
| Yes, Mary, please. Good morning, Mr. Chair, Supervisor Humphrey, Supervisor Klein. | 00:41:46 | |
| This is our statutorily. | 00:41:51 | |
| Required truth and taxation. | 00:41:53 | |
| A hearing. We hold this hearing. | 00:41:56 | |
| Annually whenever our primary property taxes. | 00:41:59 | |
| Are going to exceed what they were the. | 00:42:04 | |
| Previous year. | 00:42:06 | |
| Meaning that the levy amount on the existing property. | 00:42:08 | |
| Is increasing because the values of those properties. | 00:42:11 | |
| Increased. I want to make sure that all of our constituents. | 00:42:15 | |
| All of our colleagues and and. | 00:42:18 | |
| Anyone else who is interested in this is? | 00:42:21 | |
| Very clear on that. | 00:42:24 | |
| We are not raising the rate. | 00:42:25 | |
| The rate is. | 00:42:27 | |
| Projected to remain 419 per $100.00 of assessed value. | 00:42:29 | |
| By statute, we are required to come to. | 00:42:35 | |
| The board and present to our constituents. | 00:42:38 | |
| What that increase is? | 00:42:42 | |
| On the increased. | 00:42:44 | |
| Taxable value. | 00:42:46 | |
| Of the primary SF values here in Hayla County. | 00:42:48 | |
| So for 2026. | 00:42:51 | |
| That amount? | 00:42:53 | |
| Of tax on increased value is 50,000. | 00:42:54 | |
| $859.86. | 00:42:58 | |
| Without this truth and taxation hearing. | 00:43:02 | |
| Instead of the tax rate being 4/19. | 00:43:05 | |
| The tax rate would be 4/14 and 1/3. | 00:43:08 | |
| I wish we could. | 00:43:13 | |
| Say you've got something in the newspaper. | 00:43:14 | |
| Because I think that it would make a lot more sense to people. | 00:43:16 | |
| Unfortunately, this is the language that we have to use. | 00:43:19 | |
| And Marian and her team really help us make sure that this is. | 00:43:22 | |
| Down the way it's supposed to be. | 00:43:26 | |
| Thank you, Mary. And it is a little confusing. | 00:43:29 | |
| Lester Humphrey. | 00:43:31 | |
| I have no question, Supervisor Klein. | 00:43:33 | |
| Thank you man. | 00:43:35 | |
| Yes, thank you. With that, I'll close our discussion and open it up to public hearing. | 00:43:37 | |
| Slow Internet pacing. | 00:43:41 | |
| No, OK, I'll close the public hearing. | 00:43:44 | |
| And. | 00:43:47 | |
| Call from Motion. | 00:43:48 | |
| OK, am I motioning C? | 00:43:51 | |
| Then yes, see please. | 00:43:54 | |
| OK, so I move. | 00:43:56 | |
| To approve the Heaton County. | 00:43:58 | |
| With proposed primary property tax levy rate. | 00:44:00 | |
| Of 4.19 per 100 assessed value. | 00:44:04 | |
| For fiscal year 2026. | 00:44:08 | |
| Is that correct or do I do that is correct? | 00:44:11 | |
| Proposing that is correct in that. | 00:44:14 | |
| Do we have a second? | 00:44:17 | |
| Yeah, I'll say that, Mr. Chair, but I do have a. | 00:44:19 | |
| Question here. | 00:44:23 | |
| Umm, so on your motion, Tim, it says to approve the Gila County. | 00:44:25 | |
| Proposed primary property tax levy rate. | 00:44:32 | |
| Is that what? | 00:44:35 | |
| Yes. | 00:44:38 | |
| I don't have proposed motions online, I'm sorry. | 00:44:41 | |
| I think the motion is. | 00:44:47 | |
| Written incorrectly. | 00:44:49 | |
| I think so, and that's why I left it out. | 00:44:51 | |
| I left it out on purpose. | 00:44:54 | |
| Right on. | 00:44:56 | |
| We do not have a flood control district tax. | 00:44:57 | |
| No. | 00:45:00 | |
| OK. So are we clear on the motion? | 00:45:04 | |
| Climate, yeah, and, and I stick at that. | 00:45:06 | |
| And we have a motion and a second. | 00:45:10 | |
| Roll call. Vote, vote. | 00:45:12 | |
| From the. | 00:45:13 | |
| Click on the board Supervisor. | 00:45:15 | |
| Aye, Supervisor Klein, may I have your vote Aye? | 00:45:18 | |
| Supervisor Christensen, may I have your vote? | 00:45:22 | |
| Yes, I. | 00:45:24 | |
| Unanimous approval. | 00:45:25 | |
| Thank you. | 00:45:28 | |
| Now I will call. | 00:45:29 | |
| For a motion to recess as the Gila County Board of Supervisors and convenience the Hula County Flood Control District Board of | 00:45:34 | |
| Directors. | 00:45:38 | |
| So move, Mr. Chair. | 00:45:42 | |
| I'll second. | 00:45:44 | |
| We have a motion and a second to approve. Those in favor say aye. | 00:45:46 | |
| Aye aye, very good. Item 3D now is convenient public hearing to hear taxpayers. | 00:45:50 | |

| You know county flood control district tentative budget. | 00:46:09 | |
| And adopt the fiscal year 26 Gila County flood. | 00:46:12 | |

| Right where we have flood control district and that that. | 00:47:26 | |
| Is a 0. | 00:47:31 | |
| Or it should be a 0 for 2026, so it's a 0 for 25 and blank for 26. | 00:47:32 | |
| Just so that. | 00:47:37 | |
| Should your constituents ask? | 00:47:38 | |

| Jonathan, can you go down to the next slide? | 00:52:33 | |
| We just want to make it very. | 00:52:37 | |
| Clear that. | 00:52:39 | |
| The total here this 158 million. | 00:52:40 | |
| The 158,000,000 represents. | 00:52:44 | |
| All of Gila counties expendable resources. | 00:52:51 | |
| And accounts for all of it. | 00:52:55 | |
| We do not intend. | 00:52:59 | |
| To spend that much. | 00:53:01 | |
| I know that. | 00:53:03 | |
| For constituents and for. | 00:53:04 | |
| The Board of Supervisors. It can be a little alarming to see. | 00:53:07 | |
| That there's a $12 million increase from 2025 to 2026. | 00:53:10 | |
| That allows for the. | 00:53:15 | |
| Capacity. | 00:53:17 | |
| To expend it all. | 00:53:18 | |
| Again, we have no intention of doing that. | 00:53:21 | |
| It also accounts for. | 00:53:23 | |
| The reserve funds that you have, the $15 million of reserve. | 00:53:26 | |
| Are still in that dollar amount. | 00:53:30 | |
| We have. | 00:53:32 | |
| Done the reconciliation. | 00:53:33 | |
| To the. | 00:53:36 | |
| The penny to make sure that we can stay under the expenditure limit. | 00:53:38 | |
| Which is only 53. | 00:53:44 | |
| Million and change this year and only went up 1.5% from last year. | 00:53:45 | |
| We will work with you throughout the year to ensure that we are within that limit. | 00:53:51 | |
| And that that's basically the entire gist of it. | 00:53:57 | |
| We talked about all these tax rates. | 00:54:01 | |
| Which you will adopt the third Monday in August. | 00:54:04 | |
| And one of your key features of the budget you requested for operational costs, we are there. | 00:54:09 | |
| You also wanted us to prioritize public safety, maintain service levels, and ensure that we could. | 00:54:17 | |
| Provide infrastructure stability. | 00:54:24 | |
| I know Mr. White shared several concerns with you. | 00:54:27 | |
| Financial capacity exists. Whether operational capacity exists is. | 00:54:32 | |
| An ongoing conversation we'll have throughout the year. | 00:54:37 | |
| But we were able to prioritize public safety, service levels and infrastructure. | 00:54:41 | |
| I'm happy to answer any questions you have. | 00:54:46 | |
| Thank you very supervisor. | 00:54:48 | |
| You have a question. | 00:54:50 | |
| In our budget. | 00:54:53 | |
| Umm, early on when we looked at it, I went through that and I didn't see anything for raises. | 00:54:56 | |
| Or. | 00:55:02 | |
| OK, so it is. And then I noticed today that further on in our meeting. | 00:55:03 | |
| To accept. | 00:55:10 | |
| Pay raises. | 00:55:12 | |
| For the employees. | 00:55:13 | |
| So I'm wondering before I make a motion on this. | 00:55:15 | |
| To adopt this budget. | 00:55:19 | |
| Are the numbers. | 00:55:21 | |
| Or something we're going to vote on later. | 00:55:23 | |
| In these numbers that we're voting on. | 00:55:26 | |
| Now. | 00:55:28 | |
| I apologize that that wasn't clear. | 00:55:31 | |
| Umm, when we brought you the tentative budget? | 00:55:34 | |
| We had built the numbers in. | 00:55:38 | |
| But we hadn't fleshed them out. | 00:55:40 | |
| Now we do have a salary plan that we're bringing to you. | 00:55:42 | |
| Historically, you have asked that we bring you the salary plan separately, so we did. | 00:55:46 | |
| And that when? | 00:55:51 | |
| Designed the budget. | 00:55:54 | |
| We built in. | 00:55:55 | |
| It's about 3.75% that we built into the budget right off the bat. | 00:55:59 | |
| For salary capacity. | 00:56:04 | |
| When we brought you the original constraints. | 00:56:07 | |
| For the tentative budget. | 00:56:10 | |
| Our concern was where to find that because we only have an additional. | 00:56:12 | |
| $314,000 of. | 00:56:17 | |
| Of property taxes. | 00:56:19 | |
| Available. | 00:56:21 | |
| So as we progress through the year, we'll need to make smart decisions about where. | 00:56:22 | |
| We expend. | 00:56:28 | |
| Funds so that we stay within the expenditure. | 00:56:29 | |
| Because only $314,000 of. | 00:56:33 | |
| The proposed raise package comes from property taxes. | 00:56:37 | |
| But the capacity is there in the budget, in the 100 and. | 00:56:41 | |
| 158. | 00:56:45 | |
| $1,000,000. | 00:56:48 | |
| The capacity for the salary plan is in there. | 00:56:49 | |
| I apologize. We're not going to have to cut anything or do away with anything. | 00:56:55 | |
| You will need to approve. | 00:56:59 | |
| This and a later item on our agenda. | 00:57:02 | |
| The later item is included in this. | 00:57:05 | |
| Throughout the year. | 00:57:09 | |
| You will need to make wise decisions. | 00:57:10 | |
| About expenditures so that we stay within the expenditure limit. | 00:57:13 | |
| Because salaries are never excludable from your expenditure limit. | 00:57:18 | |
| So in other words, everybody's going to have to stay within their budget. | 00:57:24 | |
| In order for us to proceed. | 00:57:28 | |
| Yes. So when you say we're going to have to stay with him? | 00:57:30 | |
| That means county wise gonna have to stay within what their little line item is. | 00:57:34 | |
| On what we adopted earlier. | 00:57:40 | |
| Yeah, I mean. | 00:57:44 | |
| But there's also. | 00:57:46 | |
| But this also has. | 00:57:47 | |
| Capacity to spend. | 00:57:48 | |
| Everything if we had to, right If there was an emergency. | 00:57:50 | |
| And we have to spend $15 million. We could spend $15 million. | 00:57:53 | |
| I wouldn't advise you. | 00:57:57 | |
| She spent $15 million. | 00:57:59 | |
| But you can. | 00:58:01 | |
| I got and. | 00:58:02 | |
| I had a conversation with Mr. Memo because I wanted to make sure that. | 00:58:05 | |
| That management, finance and the Board were on the same page. | 00:58:11 | |
| When we assemble the budget. | 00:58:14 | |
| My priorities or my perspective is not in this. | 00:58:17 | |
| I bring you everything that has come through. | 00:58:22 | |
| And everything that you have asked for. | 00:58:25 | |
| So that throughout the year you can make decisions. | 00:58:28 | |
| Based on the current environment. | 00:58:31 | |
| I know that I was very maudlin at our last presentation that I. | 00:58:33 | |
| I even wore a little drama llama pin. | 00:58:38 | |
| Because Chairman and I had a conversation about. | 00:58:41 | |
| Perhaps I was a little too dramatic. | 00:58:44 | |
| About how grim things look. | 00:58:46 | |
| I wanted to make sure that you have the capacity as the Board of Supervisors. | 00:58:49 | |
| To make all the decisions you need to make in this coming year. | 00:58:53 | |
| I should not and do not make decisions for you about what is most important. | 00:58:58 | |
| Or what you choose to expand general fund dollars on? | 00:59:04 | |
| You will have those opportunities throughout the year. | 00:59:08 | |
| As those. | 00:59:11 | |
| Requests come up. | 00:59:12 | |
| Your constituent funds are separate from that. | 00:59:13 | |
| I just want to make sure that everybody's super clear on that. | 00:59:17 | |
| So there is $100,000 in. | 00:59:20 | |
| Each district's constituent funds. | 00:59:22 | |
| For the economic development grants that. | 00:59:25 | |
| That you are approached for throughout the year. | 00:59:27 | |
| That number has not changed. | 00:59:29 | |
| And we could never use that money. | 00:59:32 | |
| For general fund operations. | 00:59:35 | |
| Like we can't say, oh, you know what, we need an extra $300,000. You guys can't do that. | 00:59:37 | |
| The only thing that would affect that would be if the state of Arizona. | 00:59:42 | |
| Chose not to send that money through to you. | 00:59:45 | |
| And that's in the state budget, right? We that is. | 00:59:48 | |
| I guess how did we get from? I was just wondering if our. | 00:59:53 | |
| Pay increases. | 00:59:56 | |
| Were part of. | 00:59:58 | |
| Our budget, I don't know how we got into. | 00:59:59 | |
| Constituent. Oh, I'm sorry there, but. | 01:00:02 | |
| But now we jumped into constituent funds and it's like I, I don't understand how we how we got there unless we're going to have to | 01:00:05 | |
| give them up to approve. | 01:00:09 | |
| Our later item on raises. | 01:00:14 | |
| If it wasn't included in this 158. | 01:00:16 | |
| I'm sorry. | 01:00:19 | |
| Was just trying to clarify that we. | 01:00:21 | |
| Finance and management do not make those decisions for you. | 01:00:24 | |
| OK. | 01:00:27 | |
| OK, because like I said when I went through or attended but. | 01:00:29 | |
| I didn't see a lineman. | 01:00:34 | |
| For like a couple of $3,000,000. | 01:00:35 | |
| I didn't see that anywhere. | 01:00:39 | |
| $3,000,000 in raises. | 01:00:41 | |
| Well, I, I don't know. I mean, I just kind of went off the cuff here. | 01:00:43 | |
| A dollar an hour. | 01:00:47 | |
| How many hours does 600 employees have? | 01:00:51 | |
| And then we go 2.5%. | 01:00:57 | |
| On 12% of the staff so. | 01:00:59 | |
| I, you know, I'm, I'm just being sure. | 01:01:02 | |
| If the our future item. | 01:01:05 | |
| Is in this before I go? | 01:01:07 | |
| That's all. | 01:01:09 | |
| Your future item is in that it is not. | 01:01:10 | |
| $3,000,000. | 01:01:13 | |
| It is even if we had to. | 01:01:15 | |
| Like you've got capacity later on in the year to do a couple. | 01:01:20 | |
| Other things. | 01:01:23 | |
| The total for the salary plan is. | 01:01:25 | |
| About 860,000. | 01:01:30 | |
| We only. | 01:01:33 | |
| Right. We needed to come up with more than $314,000. | 01:01:34 | |
| Who did not need to multiply it by 10. | 01:01:39 | |
| We just needed to come up with a little bit more. | 01:01:41 | |
| Capacity, I apologize, but that was not. | 01:01:44 | |
| Clear. And I apologize that. | 01:01:46 | |
| We just didn't have the time, talent and resources to get it all pulled together before tentative adoption a month ago. | 01:01:48 | |
| We really. | 01:01:55 | |
| I can't even tell you how many hours Mr. Men love and I invested. | 01:01:57 | |
| In the salary plan. | 01:02:01 | |
| No further questions in the beginning. | 01:02:05 | |
| Yeah. | 01:02:08 | |
| One thing about that $3,000,000 probably put a smile on a lot of our people's face. | 01:02:11 | |
| Ben, thank you. | 01:02:18 | |
| I I always rely on you when it comes to these numbers and so. | 01:02:20 | |
| I know that we're faced with a little bit of tougher times than we've had in the past, but none. | 01:02:24 | |
| Not the end of the world and. | 01:02:29 | |
| Definitely not the end of. | 01:02:31 | |
| A lot of things we're doing so, but thank you for putting this all together and I appreciate that. | 01:02:33 | |
| And uh. | 01:02:39 | |
| I think we're on the right track. | 01:02:41 | |
| Overall and we'll see, see what we do later in the year. I know there will be. | 01:02:43 | |
| Some decisions we're going to have to make. | 01:02:49 | |
| But we can. We can do it. | 01:02:51 | |
| So thank you. | 01:02:54 | |
| Thank you. Thank you, Marin. So. | 01:02:55 | |
| I'm going to ask just so that I'm clear on things too, because. | 01:02:58 | |
| This is a complicated. | 01:03:01 | |
| Process. It really is and I appreciate. | 01:03:03 | |
| The complexity that you have to deal with so. | 01:03:06 | |
| The 158,000,000 is an increase from last year. | 01:03:09 | |
| And we will be voting on certain items throughout the year. | 01:03:13 | |
| That we have the discretion of voting for or not. | 01:03:18 | |
| That will impact. | 01:03:22 | |
| Monies that is bedded in this 158,000,000. | 01:03:24 | |
| Yes, thank you for but. | 01:03:28 | |
| Putting it much more concisely than I did. OK, so let's say we. | 01:03:30 | |
| Just as. | 01:03:33 | |
| For instance, we would go to item 4I, which is what is. | 01:03:35 | |
| We're discussing this, the pay raise, and we voted against that. | 01:03:38 | |
| We would be saving. | 01:03:42 | |
| Money within the $158 million. | 01:03:43 | |
| But we're not adding to the budget by not voting for it. | 01:03:47 | |
| Correct. Is that the right way to? | 01:03:51 | |
| OK. | 01:03:53 | |
| And we will be voting for discretionary things like Mr. White brought up, while we need another piece of equipment. | 01:03:54 | |
| Or maybe we'll have to spend that money and we will decide whether or not there's money available for that. | 01:04:00 | |
| Yes, OK. | 01:04:06 | |
| Yes, you. | 01:04:08 | |
| Everything is at your. | 01:04:10 | |
| Your decision, right? You are the Board of Supervisors. | 01:04:13 | |
| We don't make those decisions for you. | 01:04:17 | |
| Correct. OK, very good. | 01:04:20 | |
| And so thank you for all of that. And with that, I will open it up for a public discussion. | 01:04:23 | |
| Of hearing. | 01:04:27 | |
| In any one of our three locations. Is there anyone that wishes to speak on this? | 01:04:30 | |
| Budget No. | 01:04:34 | |
| OK. I do appreciate that. So let me close that and I will call for a motion. | 01:04:36 | |
| For item 3F. | 01:04:42 | |
| Mr. Chair, I'll make the motion to adopt resolution #2. | 01:04:45 | |
| 25. | 01:04:49 | |
| Dash 07-02. | 01:04:51 | |
| Authorizing the adoption of the. | 01:04:55 | |
| Fiscal year 2026. | 01:04:57 | |
| Gila County budget in the amount. | 01:05:00 | |
| $158,297,158. | 01:05:03 | |
| Do we have a second? | 01:05:09 | |
| I will second that. | 01:05:13 | |
| And with that, we have a motion and a second to approve the budget. | 01:05:15 | |
| All those in favor say aye. | 01:05:18 | |
| Aye, aye, nay. | 01:05:20 | |
| OK, we have. | 01:05:23 | |
| Supervisor Humphrey voting nay. | 01:05:25 | |
| Motion passes. | 01:05:28 | |
| Thank you, Marin. | 01:05:29 | |
| Thank you. | 01:05:31 | |
| And with that, we'll move on to. | 01:05:32 | |
| Regular agenda items 4 Now I'm going to ask you quick with the board if it's going to upset the whole day. | 01:05:35 | |
| If we move item 4G to the forefront. | 01:05:41 | |
| Because I know we have someone waiting that wishes to speak on that. | 01:05:44 | |
| Item. | 01:05:48 | |
| 4G. | 01:05:50 | |
| Can we do that? | 01:05:52 | |
| And then we'll go back to regular. | 01:05:54 | |
| Things on that. So Alex, come on up. | 01:05:57 | |
| All right, Item 4G. | 01:05:59 | |
| Is information discussion action to adopt resolution number 250705? | 01:06:02 | |
| For installation of regulatory no parking signage along. | 01:06:07 | |
| Old County Road starting just South of state. | 01:06:11 | |
| Route 87. | 01:06:13 | |
| And continuing towards WS Rd. | 01:06:15 | |
| In Pine. | 01:06:18 | |
| And Alex? | 01:06:20 | |
| Good morning. | 01:06:23 | |
| Thank you, Mr. Chairman, Board of Supervisors. | 01:06:24 | |
| As you know. | 01:06:26 | |
| When it comes to regulatory signs. | 01:06:27 | |
| For the TCD. | 01:06:29 | |
| Has to be reviewed by the county engineering team and then brought before the Board of Supervisors. | 01:06:30 | |
| This request was brought to the county engineering team. They would like no parking signs along. | 01:06:36 | |
| Old Country Rd. | 01:06:41 | |
| Old. | 01:06:43 | |
| This road actually is a. | 01:06:45 | |
| Delineator between commercial on the east side and residential on the West side. | 01:06:46 | |
| So after reviewing it, the engineering team found that. | 01:06:51 | |
| There were people parking using the commercial in the residential side of the property. | 01:06:54 | |
| Or in the residential side. | 01:06:58 | |
| Of the road. | 01:07:00 | |
| And so we would like to put no parking signs along the residential side. | 01:07:01 | |
| To ensure that. | 01:07:04 | |
| People that are using the commercial side are actually parking on the. | 01:07:05 | |
| Commercial side. | 01:07:08 | |
| And this was causing the problem. | 01:07:09 | |
| Supervisor Humphrey. | 01:07:11 | |
| No question, Supervisor Klein. | 01:07:14 | |
| Does the commercial businesses there, they have big enough parking to accommodate? | 01:07:17 | |
| I mean, is it just people? | 01:07:22 | |
| One of the reason doing this. | 01:07:24 | |
| So yes, there are parking. | 01:07:26 | |
| Parking lots along with. | 01:07:28 | |
| Actually right away parking along the. | 01:07:30 | |
| Commercial side of the road, what's happening is. | 01:07:32 | |
| People wanted to park closer so they would park on the residential side instead of the commercial side and block driveways. | 01:07:36 | |
| I gotcha. OK. Thank you, Alex. | 01:07:41 | |
| And with us today wishes to speak as Mr. Ray Pugl. | 01:07:43 | |
| Regarding this item, so Mr. Pugl, if you'd like to. | 01:07:49 | |
| Offer a couple of minutes of input please. | 01:07:53 | |
| Working with us on this stage. | 01:08:02 | |
| Excellent communication. Great. | 01:08:05 | |
| And. | 01:08:08 | |
| This is a safety issue the. | 01:08:10 | |
| Because it's difficult. | 01:08:12 | |
| On the car, Shire Park and. | 01:08:13 | |
| Motor homes and. | 01:08:15 | |
| Fit wheels are there. | 01:08:17 | |
| He cannot see Outlook. | 01:08:20 | |
| Right ways across. | 01:08:21 | |
| For our resort. | 01:08:23 | |
| Traffic coming down the road, so this is a safety issue. | 01:08:25 | |
| Very much. Thank you. OK. Thank you so much. | 01:08:29 | |
| Brilliant. It's creating a visual. | 01:08:32 | |
| Block to see whether you can pull out onto the weather. | 01:08:36 | |
| OK, very good. So with that then. | 01:08:39 | |
| If we have no further questions, I'll call for motion on item 4G. | 01:08:42 | |
| Mr. Chairman, move to adopt resolution #25-07-05. | 01:08:45 | |
| I'll second it motion in a second to approve. Those in favor say aye, aye aye. | 01:08:50 | |
| Unanimously, I'll call you back up. Thanks. | 01:08:55 | |
| Let's go back to Item 4A, Information discussion action. | 01:08:58 | |
| To approve the fiscal Year 26 intergovernmental agreement between the Town of Payson and Hewlett County for centralized management | 01:09:02 | |
| of. | 01:09:05 | |
| The 911 Grant Fund 40. Performance period of July 125. | 01:09:09 | |
| And June 3026. | 01:09:14 | |
| Good morning, Miss Williams. Good morning, Mr. Chairman. | 01:09:17 | |
| This IGA. | 01:09:21 | |
| Is an annual. | 01:09:23 | |
| IG between up the two agencies. | 01:09:25 | |
| That allows us to. | 01:09:27 | |
| Provide uh. | 01:09:30 | |
| Administrative services to the Town of Payson for their grant. | 01:09:32 | |
| The their portion of the amount statement loan grants. | 01:09:37 | |
| And, umm. | 01:09:40 | |
| I'd like to thank Mr. Albo for the work that he put in. | 01:09:41 | |
| Working with the tariff. | 01:09:45 | |
| Attorney. | 01:09:49 | |
| To kind of. | 01:09:50 | |
| They kind of. | 01:09:52 | |
| Made a few changes. | 01:09:53 | |
| The town wanted except their two. | 01:09:55 | |
| Successive year. | 01:09:59 | |
| One year annual. | 01:10:00 | |
| Renewals. | 01:10:01 | |
| Unless one of the parties wants to cancel. | 01:10:03 | |
| There was some language changes on insurance, indemnification and workers compensation. | 01:10:08 | |
| At the request of the County Attorney. So thank you for the work. | 01:10:13 | |
| It's, well, a lot smoother than this. | 01:10:17 | |
| This year than it's done in a many years so. | 01:10:20 | |
| I appreciate that. | 01:10:23 | |
| With that, I'll answer any questions. OK. Thank you, Supervisor Humphrey. | 01:10:25 | |
| No questions, Supervisor Klein. | 01:10:30 | |
| I'm good. Thanks, Debra. | 01:10:32 | |
| Yeah, this is just an ongoing thing that we've done for many years, right? | 01:10:34 | |
| OK. So with that, I'll call for a motion. | 01:10:38 | |
| Mr. Chair, I'll make the motion to approve. | 01:10:41 | |
| FY20 26 Intergovernmental agreement between the Town of Payson and Heda County. | 01:10:44 | |
| For centralized management for 911 grant funds as presented. | 01:10:49 | |
| Mr. Chair, I'll second that motion and a second to approve those in favor say aye. | 01:10:54 | |
| Aye, aye. Thank you. Have a great day. | 01:10:58 | |
| Item 4B. Information discussion action approved. Amendment #3 to contract number 09/1. | 01:11:01 | |
| 521. | 01:11:07 | |
| Sub grantee for project manager or workforce development Crisis emergency cooperative agreement grant with Rosa. | 01:11:08 | |
| LLC. | 01:11:15 | |
| Extending the term for one additional year, July 125. | 01:11:16 | |
| In June 3026. | 01:11:21 | |
| Or a term amount not to exceed. | 01:11:23 | |
| $257,000 Good morning, Mr. Beck. | 01:11:25 | |
| All right. Good morning, Chairman, members of the board. | 01:11:29 | |
| I was making a joke actually with Walsh the other day that they're lucky that they're a local company. I don't know how we would | 01:11:31 | |
| deal with allows if they weren't. | 01:11:34 | |
| But workforce development. | 01:11:38 | |
| Honestly listening to Troy and Public Works earlier. | 01:11:41 | |
| Troy But it reminded me how happy I am that. | 01:11:44 | |
| We really had almost no turnover since. | 01:11:47 | |
| COVID happened and. | 01:11:49 | |
| A lot of the counties really did and a lot of the reason we have this workforce money. | 01:11:50 | |
| Was because of all the turnover in a lot of places had during COVID so. | 01:11:54 | |
| We've used a lot of this money to one of the main things we've done. | 01:11:58 | |
| From my standpoint is. | 01:12:02 | |
| We have agreements in place with ASU U of A. | 01:12:03 | |
| Northern Arizona University, Midwestern University, All for interns. We actually have an ASU intern starting here in August | 01:12:07 | |
| that'll be working with us for a while on the. | 01:12:12 | |
| Such full project that we have, as well as the Safe Streets project that we'll be presenting at the next board meeting. | 01:12:16 | |
| So we finally have that place where we're bringing some more interns in, working with all the different colleges to get some fresh | 01:12:22 | |
| people in that'll maybe stick around. | 01:12:26 | |
| Another thing that we have and it's in the annual reports that I'll be giving some of you already have. | 01:12:30 | |
| Is we kind of have this really big dashboard that presented to you before, but I mean it just. | 01:12:35 | |
| Everything we do in the health department. | 01:12:40 | |
| Including all of our workforce goals. As you can imagine, all the different federal and state grants have all these different. | 01:12:41 | |
| Trainings and everything, just like what we have on the county level. We'll have it for like. | 01:12:47 | |
| Every single one of these grants so. | 01:12:50 | |
| We have just a giant system that was put in place for us. | 01:12:53 | |
| It has all the different trainings and everything that every employee has to take, kind of like what HR has with the county | 01:12:56 | |
| employees. | 01:12:59 | |
| We have that the broken downfall of different grants for all the different employees. We have to make sure that we're keeping up | 01:13:02 | |
| on all the different trainings and everything we have to do. | 01:13:05 | |
| And then also some of our things like the nurse and training that we had. | 01:13:10 | |
| We got to prove that Rick and HR worked on with us. | 01:13:14 | |
| Actually, our first nurse graduated from that and she'll be with us for hopefully at least the next five years. | 01:13:17 | |
| From her contract that we signed with her. | 01:13:22 | |
| We have a sanitarian training that works with this that will hopefully be able to take that here this year. She's taking her first | 01:13:24 | |
| time. | 01:13:27 | |
| Hopefully going to get it on our second try. | 01:13:31 | |
| So this has just kind of been the money that we've used to really kind of help. | 01:13:33 | |
| Hold make sure the Staffs that we have are trained for positions that. | 01:13:37 | |
| They wanted. | 01:13:40 | |
| To get to. | 01:13:41 | |
| And keep the staff that we have is for employee. | 01:13:42 | |
| Training retention. | 01:13:46 | |
| Or keeping people on. And we've really used it for retention. It's worked out really well. | 01:13:47 | |
| And sadly, this will be the last year that we can extend the contract and will be the last year that we have fun to do this. | 01:13:52 | |
| Everything is in place and I think that we can manage the system that we've built. | 01:13:58 | |
| Hopefully moving forward without that so. | 01:14:03 | |
| Thank you, Josh. Supervisor Humphrey. | 01:14:07 | |
| I like the BOLO thing. | 01:14:10 | |
| Good, good, good deal. | 01:14:11 | |
| Thank you very much for all of the grants that you oversee and all you do for. | 01:14:13 | |
| He looked counting with those grants that you reach for and manage. | 01:14:18 | |
| Since I know if we don't manage them well, we don't. | 01:14:22 | |
| Get them anymore so. | 01:14:25 | |
| Thank you very much for. | 01:14:26 | |
| For all the work you do. | 01:14:28 | |
| Manage those that we get to help the people in Hayley County. | 01:14:30 | |
| Thank you, supervisor. Supervisor. | 01:14:35 | |
| I'm good. Just thank you. | 01:14:37 | |
| Josh doing a good job. | 01:14:39 | |
| It was good to see so thanks. | 01:14:41 | |
| Yeah. Thanks, Josh. I really appreciate all you do and all your. | 01:14:43 | |
| Other people that do. | 01:14:47 | |
| That are part of that department. So with that I'll call from motion. | 01:14:49 | |
| Mr. I move to approve amendment #3 to contract number 091521. | 01:14:53 | |
| With WOWZALLC as present. | 01:14:58 | |
| And I'll second that, Mr. Chair. | 01:15:03 | |
| Motion and 2nd to approve. Those in favor say aye. | 01:15:04 | |
| Aye, aye. | 01:15:07 | |
| Thank you. Item 4D Information discussion action approved. Amendment #1A contract number 092723. | 01:15:09 | |
| Consulting services for the opioid abatement with Guild Health Group. | 01:15:17 | |
| Extending the term of one additional year from July 125 to June 3026. | 01:15:21 | |
| Or not. | 01:15:26 | |
| To exceed 190. | 01:15:28 | |
| $1000 you don't foresee. | 01:15:31 | |
| Did I miss somebody? I think you did. | 01:15:35 | |
| It's still Josh. | 01:15:39 | |
| Another one of those wouses. | 01:15:43 | |
| OK, I just read D Can we do that one? | 01:15:45 | |
| OK, we're on item 4D. | 01:15:50 | |
| Gosh, all right. | 01:15:52 | |
| So, umm. | 01:15:54 | |
| This comes from our opioid settlement funds that we have. | 01:15:55 | |
| I was actually going to let this contract go away, but. | 01:15:59 | |
| I think it was maybe 2 board meetings ago. Michelle Nelson, former. | 01:16:03 | |
| Patient Roundup team to the board. | 01:16:07 | |
| With nami patient talking to some of the work that. | 01:16:08 | |
| Nami Payson was doing with the. | 01:16:12 | |
| Our youth in the county with youth Behavioral Health. | 01:16:15 | |
| And because we're. | 01:16:18 | |
| Working on some of those opioid settlement dollars. | 01:16:20 | |
| Working with. | 01:16:23 | |
| Field Health Group and some of their counselors and they're going to be working with NAMI patient. | 01:16:25 | |
| To try to keep some of that work. | 01:16:30 | |
| Going to continue to get the stories out. | 01:16:31 | |
| They're going to be working specifically, hopefully with younger boys, with some. | 01:16:35 | |
| Group sessions, some webcasting, kind of like Nami did. | 01:16:39 | |
| Working together to see if maybe there's a better way to. | 01:16:43 | |
| Reach that population and see what our teen population one of the things we're allowed to do. | 01:16:47 | |
| With that settlement funds, with the giant list of Exhibit A that they allow us to do. | 01:16:52 | |
| Is we can kind of veer a little bit from the. | 01:16:57 | |
| Opioids and we can go into fentanyl and some of these other drugs and stuff so. | 01:17:00 | |
| Anything we can do for teens? I really like the idea and a lot of the people of Michelle Nelson's reached out to in that | 01:17:04 | |
| population up in the North Country area. | 01:17:08 | |
| And I really didn't want to see that work go away. So since we have the money on the table and the contract in place, it made | 01:17:12 | |
| sense to to. | 01:17:15 | |
| Try to continue that work for another year and see if we can get our foot in the door. | 01:17:18 | |
| The other opioid settlement just real quick so you know. | 01:17:23 | |
| What we're doing the wrap around services. | 01:17:26 | |
| One of the things we're looking for to continue to expand that. | 01:17:28 | |
| Is to kind of like. | 01:17:31 | |
| Have these two merge a little bit, so maybe when they come across some of these teens or younger kids that are having issues. | 01:17:33 | |
| We can kind of synergize and use the opioid wrap around money. | 01:17:38 | |
| To help those families out as well so. | 01:17:42 | |
| He'll soon be out of it. | 01:17:44 | |
| Thank you, Josh. | 01:17:47 | |
| I don't know for the. | 01:17:48 | |
| Supervisor Humphrey, no questions. | 01:17:51 | |
| Klein, I'm glad you're hanging in there with that one. | 01:17:53 | |
| Josh, that's I think that's a really good deal. | 01:17:56 | |
| I'd like to see us get ahead of a lot of those issues. I don't know if we ever will. | 01:18:01 | |
| But we definitely can't if we don't. | 01:18:05 | |
| Keep trying, so thank you for doing that. | 01:18:07 | |
| Yeah. Thank you, Josh. So with that, I'll call for a motion on Item 4. | 01:18:10 | |
| Uh, I think that's mine, so I'll move to. | 01:18:15 | |
| Approve amendment number one to contract number 09/2/73. | 01:18:18 | |
| With Guild Health Group as presented. | 01:18:23 | |
| I'll second it. | 01:18:26 | |
| Motion in a second to approve. Those in favor say aye, aye, aye. Thank you. We'll go back down to item 4C. Sorry about that. | 01:18:27 | |
| Information Discussion Action to approve item number. | 01:18:34 | |
| Amendment #3 to contract number 072721. | 01:18:37 | |
| Sub grantee for project management health. | 01:18:41 | |
| Disparities. | 01:18:44 | |
| With Wowser LLC extending the term. | 01:18:46 | |
| For one additional year, from July 125 through. | 01:18:49 | |
| June 3026 or term amount not to exceed. | 01:18:53 | |
| $245,000. | 01:18:56 | |
| All right, last one real quick. | 01:18:59 | |
| I should have mentioned this for all of them but. | 01:19:01 | |
| Before we go forward these contracts each year, I do look at my entire budget and. | 01:19:03 | |
| Even with the limited federal cuts that I have seen, I am able to keep all of my staff this year. | 01:19:07 | |
| Always make sure that we're good with the staff that we have. | 01:19:12 | |
| There will be some shuffling around but all the staff we currently have will be funded through this year. | 01:19:15 | |
| And then I look at that afterwards and look at what we can accomplish with these funds. | 01:19:20 | |
| Sadly, if you guys all remember Stella Gore, one of our. | 01:19:24 | |
| Stellar employees during the COVID outbreak, Almost. | 01:19:28 | |
| I think almost everybody here had a COVID test or something through her at the health department at one point in time. | 01:19:33 | |
| She actually used to do our. | 01:19:38 | |
| Opioid or naloxone distribution or opioid program for the county. | 01:19:40 | |
| She was actually hired by. | 01:19:43 | |
| As well. So part of the reason we continue to work with her is that is not an area of expertise for me. | 01:19:45 | |
| Normally for the people that we have in the county department, but still has always been amazing. | 01:19:52 | |
| Working with our regional behavioral health centers and the hospitals and. | 01:19:56 | |
| Everybody with naloxone distribution, so and that's the primary portion of this grant. Is that 42 a action grant that we have. | 01:20:00 | |
| And so this money gets contracted out to them and. | 01:20:08 | |
| Another local person that we have that's working on the grant. | 01:20:10 | |
| Thank you, Supervisor Humphrey. | 01:20:14 | |
| Just again, thank you for all your management skills. Thank you. | 01:20:16 | |
| Supervisor Klein. | 01:20:20 | |
| Still, she's a good hand so. | 01:20:21 | |
| Good job, Josh. Think. | 01:20:24 | |
| Yeah. Thank you. With that, I'll call for a motion Item 4. | 01:20:25 | |
| Mr. Chair, I move to approve amendment #3 to contract number 072721. | 01:20:29 | |
| With WO. | 01:20:34 | |
| OWZALLC as presented. | 01:20:36 | |
| I'll second that. | 01:20:40 | |
| Motion and a second to approve. Those in favor say aye aye. | 01:20:41 | |
| Very good. Thank you, Josh. | 01:20:45 | |
| Item 4. | 01:20:46 | |
| Information discussion. Action to adopt resolution number 250703. | 01:20:48 | |
| Designating Marian White, spelling financial director, is the chief fiscal officer for the Hewitt County is required by Arizona. | 01:20:52 | |
| Revised Tattoo 411279 point. | 01:21:00 | |
| 07 paragraph E. | 01:21:03 | |
| To submit. | 01:21:05 | |
| The fiscal year 2026 expenditure limitation report. | 01:21:07 | |
| To the Arizona Arter General. | 01:21:11 | |
| Good morning, James. | 01:21:14 | |
| Good morning, Mr. Chairman. Members Board. | 01:21:15 | |
| As required by. | 01:21:17 | |
| President advice statute. | 01:21:19 | |
| 411270. | 01:21:21 | |
| 07 E. | 01:21:23 | |
| Request that you would point. | 01:21:24 | |
| Meredith Bell as chief. | 01:21:26 | |
| Fiscal operating circling income. | 01:21:28 | |
| Thank you, Supervisor Humphrey. | 01:21:32 | |
| Yes, congratulations, I have. | 01:21:35 | |
| You know, I appreciate what you do. I know sometimes that we. | 01:21:38 | |
| And a lot of ones, but that's nothing. | 01:21:42 | |
| To do with. | 01:21:44 | |
| With what your skills are and I. | 01:21:46 | |
| Appreciate them very much. | 01:21:48 | |
| Supervisor, Supervisor. | 01:21:52 | |
| Did you ask man, if she really wanted to do that? James, No. | 01:21:54 | |
| Not never crossed my mind. | 01:21:59 | |
| Congratulations man. | 01:22:02 | |
| You got handled. Thank you, James. | 01:22:04 | |
| Yes, thank you, James. I guess I'm a little confused. I kind of thought she already had that position. | 01:22:07 | |
| Annually, as required by statute, we have to voice the line. It has to designate the Chief Fiscal Office. So it's a reassertion. | 01:22:12 | |
| Yes, yes, by statute. OK. Thank you. Thank you for all you do, Marin. | 01:22:19 | |
| And with that I will call for a motion. | 01:22:23 | |
| Mr. Chair, I'll make the motion to adopt resolution number 250703. | 01:22:25 | |
| I'll second it. | 01:22:30 | |
| We have a motion in a second to approve. Those in favor say aye aye. | 01:22:32 | |
| Aye, aye. Thank you. Thank you for Merriman love. Thank you. | 01:22:35 | |
| Yes. | 01:22:40 | |
| Let's see if I can keep my cognitive abilities together enough to finish today. | 01:22:44 | |
| Ah, item 3F before F. | 01:22:50 | |
| Is going to be information discussion action to adopt resolution number? | 01:22:53 | |
| 250704 for the installation. | 01:22:57 | |
| Of a regulatory stop sign. | 01:23:00 | |
| At the intersection of West. | 01:23:02 | |
| Outlaw Lane and South Ewing. | 01:23:04 | |
| Trail located in Tunnel Basin. | 01:23:07 | |
| Thank you, Mr. Chairman. Board of Supervisors, again, regulatory signs, the engineering team reviews and. | 01:23:10 | |
| For the board. | 01:23:15 | |
| Tunnel vision continues to develop on the east side after the construction of the bridge. | 01:23:17 | |
| Outlaw land was brought to our attention for. | 01:23:22 | |
| Regulatory signage. | 01:23:25 | |
| And after reviewing a three-way interception. | 01:23:26 | |
| T intersection. | 01:23:29 | |
| Now Alain being the. | 01:23:31 | |
| Road that comes into the T. | 01:23:34 | |
| A stop sign was evaluated. | 01:23:36 | |
| Feasible for that location. So that's what we would like to present to you today. | 01:23:38 | |
| Great. Thank you, Alex. Supervisor Humphrey. | 01:23:42 | |
| No question. | 01:23:44 | |
| Supervisor Klein. | 01:23:45 | |
| If funnel basins like present value it. | 01:23:47 | |
| That's whatever. | 01:23:51 | |
| Thank you, Alex. That's good. Maybe we'll prevent a wreck. | 01:23:54 | |
| Yeah, Thank you. Thank you, Alex. | 01:23:57 | |
| And with that, I'll call promotion. | 01:23:59 | |
| I move to adopt resolution #25 dash. | 01:24:03 | |
| 47-4. | 01:24:06 | |
| I'll second it. | 01:24:08 | |
| OK, we have a motion a second to approve item 4F. Those in favor say aye aye. | 01:24:09 | |
| Aye, aye. | 01:24:14 | |
| OK, great. We have now skipping on to. | 01:24:16 | |
| 4H. | 01:24:19 | |
| Information discussion afternoon. Adopt resolution number 250706. | 01:24:21 | |
| For the insulation regulatory stop signage at the intersection of the Northwestern Way. | 01:24:26 | |
| Less Coyote Drive in Strawberry. | 01:24:31 | |
| Thank you, Mr. Chairman, Board of Supervisors. | 01:24:34 | |
| In essence, this is identical to what we just discussed, except that it's in Strawberry. So western way is the. | 01:24:38 | |
| Coming into the T intersection on Coyote Drive. | 01:24:43 | |
| If you've been up there, you'll notice that it's a very steep. | 01:24:46 | |
| Western way is very steep and so. | 01:24:49 | |
| Keeping people from just rolling through that intersection will. | 01:24:51 | |
| Provide safety features going forward. | 01:24:54 | |
| OK. | 01:25:00 | |
| Yeah, I think I've been there. | 01:25:02 | |
| If not, I'll be willing to take you there. | 01:25:04 | |
| Supervisor Humphrey. | 01:25:08 | |
| Thing you'd like to add? | 01:25:09 | |
| No questions. | 01:25:11 | |
| Thank you, Supervisor Klein. I'm good. Thank you, Alex. | 01:25:12 | |
| Thank you, Alexa, call from motion. | 01:25:15 | |
| Mr. Chair, I'll make a motion to adopt resolution number 250706. | 01:25:19 | |
| I'll 2nd. I have a motion to 2nd to approve. Those in favor say aye aye aye. | 01:25:25 | |
| Thank you. | 01:25:30 | |
| You need to get Alex a little sign off, his back window says. Here's your sign. | 01:25:36 | |
| I wonder that. | 01:25:42 | |
| Oh, all right, last item in category 44I. | 01:25:43 | |
| In information discussion Action to adopt fiscal year 2026 Hewlett County salary plan. | 01:25:48 | |
| Which provides a $1.00 hour increase for 80. | 01:25:56 | |
| 8% of staff and 2 1/2 percent increase. | 01:25:58 | |
| For the remaining 12% of staff. | 01:26:02 | |
| Effective the 1st. | 01:26:04 | |
| 4 pay period of the fiscal year. | 01:26:06 | |
| Aaron, yes, good morning again. | 01:26:09 | |
| Mr. Chair, Supervisor Humphrey, Supervisor Klein. | 01:26:12 | |
| As stated earlier. | 01:26:15 | |
| Historically. | 01:26:17 | |
| The Board of Supervisors has asked us to bring the salary plan. | 01:26:18 | |
| Separately to the board for approval from the budget. | 01:26:21 | |
| So we have brought this agenda item today. | 01:26:25 | |
| The goal of the salary plan this year? | 01:26:34 | |
| Was to provide. | 01:26:37 | |
| As it has been in the past. | 01:26:38 | |
| The most benefit for the most employed. | 01:26:40 | |
| After Mr. Mendel and I went through. | 01:26:45 | |
| Was it 13 iterations? | 01:26:48 | |
| It was a 14. | 01:26:50 | |
| It's been a journey. | 01:26:53 | |
| What we came up with that was the most. | 01:26:56 | |
| Appropriate and provided the most benefit for the most people. | 01:26:59 | |
| Was $1.00 an hour. | 01:27:04 | |
| Or 2 1/2 percent. | 01:27:06 | |
| The dollar an hour ensures that. | 01:27:09 | |
| That all of our employees are receiving. | 01:27:11 | |
| At least 2080 dollars. | 01:27:16 | |
| Right there they're getting that 2080 dollars. | 01:27:18 | |
| Added to their salary. | 01:27:22 | |
| That would represent 345 staff. | 01:27:25 | |
| Who are? | 01:27:30 | |
| In that category, this is for our active staff. | 01:27:32 | |
| Not our budgeted staff. | 01:27:35 | |
| The 2 1/2 percent. | 01:27:40 | |
| Is the ceiling that we put on. | 01:27:43 | |
| Anyone else? | 01:27:46 | |
| So there are 48 staff that would be at 2 1/2%. We use 2 1/2 percent. | 01:27:48 | |
| As the consumer price index. | 01:27:54 | |
| Ratio about the Social Security Administration. | 01:27:57 | |
| Implemented. | 01:28:01 | |
| So we are using the 2 1/2 percent. | 01:28:03 | |
| As the limit. | 01:28:06 | |
| For those herbs. | 01:28:08 | |
| Or a dollar an hour for the other 345. | 01:28:09 | |
| To be very clear that. | 01:28:13 | |
| Of the 345. | 01:28:15 | |
| $2080 a year for some of them is over a 6% raise. | 01:28:18 | |
| For the folks who are in our 170 pay. | 01:28:24 | |
| It's almost 6 1/2 percent salary increase. | 01:28:27 | |
| Put this up here. So what? | 01:28:31 | |
| Catch is better. There you go. | 01:28:33 | |
| So. | 01:28:36 | |
| By providing that dollar an hour salary increase, we are bringing our bottom. | 01:28:38 | |
| And everybody out. | 01:28:44 | |
| Will create some compression and we have an idea for how to address that. | 01:28:49 | |
| But it's not a ton of compression. | 01:28:54 | |
| So we are bringing this plan as. | 01:28:58 | |
| The most equitable way that we could come up with to benefit everyone as much as possible. | 01:29:01 | |
| We're showing it here just. | 01:29:09 | |
| So that you can see that that. | 01:29:10 | |
| Right. Is it just a different representation that those? | 01:29:13 | |
| 345 staff represent 88%. | 01:29:17 | |
| Of your current active full time eligible employees. | 01:29:21 | |
| In the past. | 01:29:27 | |
| We have also had. | 01:29:28 | |
| Some question about. | 01:29:30 | |
| How our salary plan? | 01:29:32 | |
| Compares to our insurance premium changes. | 01:29:34 | |
| And in the past, it wasn't clear to people. | 01:29:38 | |
| That, uh. | 01:29:42 | |
| They heard that the insurance premium plan was going up this percentage and the salary plan was going up this percentage. | 01:29:43 | |
| And the concern was that they weren't keeping pace with each other. | 01:29:49 | |
| So we brought this. | 01:29:52 | |
| To you just so that. | 01:29:54 | |
| It's right out there in front. | 01:29:55 | |
| If someone is receiving the dollar an hour raise and they are on. | 01:29:58 | |
| Family coverage. | 01:30:01 | |
| We know that their family coverage for the year. | 01:30:03 | |
| That premium? The employees portion of the premium. | 01:30:08 | |
| Is going to go up to $121.76. | 01:30:10 | |
| Which means that. | 01:30:14 | |
| Of the 2080 dollars. | 01:30:15 | |
| Those employees keep. | 01:30:18 | |
| $1858.24 of the increase. | 01:30:20 | |
| On a per paycheck basis, that means $70.76. | 01:30:25 | |
| For individuals. | 01:30:31 | |
| With single coverage. | 01:30:33 | |
| The $2080 the dollar an hour. | 01:30:35 | |
| Compares to the insurance increase for the year. | 01:30:38 | |
| Which would be 3936. | 01:30:41 | |
| So those individuals will keep $2040.64. | 01:30:43 | |
| Of the salary increase. | 01:30:48 | |
| This is. | 01:30:51 | |
| One of those things that has been asked in the past. | 01:30:51 | |
| And because the. | 01:30:54 | |
| Insurance premiums are adopted in April. | 01:30:56 | |
| We wanted to make sure that this was. | 01:31:00 | |
| Right there for you. | 01:31:03 | |
| And happy to answer any questions you have. | 01:31:05 | |
| Thank you, Mayor and Supervisor. | 01:31:07 | |
| No questions. | 01:31:10 | |
| Supervisor Klein. | 01:31:12 | |
| So I see the dollar. | 01:31:14 | |
| An hour for the 345, but the 2 1/2 percent. | 01:31:16 | |
| For the other 48 employees. | 01:31:20 | |
| What does that average out to per person? | 01:31:23 | |
| Don't know offhand, I'd have to. | 01:31:26 | |
| I'd have to back into the math. | 01:31:29 | |
| I Who are the 48 other people? I mean what? | 01:31:31 | |
| So. | 01:31:35 | |
| 2080 dollars. | 01:31:37 | |
| Is 2 1/2 percent. | 01:31:39 | |
| Of $83,200. | 01:31:41 | |
| So anybody whose salary is below $83,200. | 01:31:44 | |
| Will receive a dollar an hour that's. | 01:31:49 | |
| That's where the split is. | 01:31:51 | |
| Anybody whose salary is over that? | 01:31:52 | |
| Is capped at 2 1/2 percent. | 01:31:55 | |
| OK. So let's say somebody at 85,000 a year, 2 1/2 percent, what does that come out to? | 01:31:58 | |
| Hang on just a second, Mr. Chairman. | 01:32:04 | |
| 3rd client, if someone was making 100,000 a year, that would be an increase of. | 01:32:06 | |
| 2500. | 01:32:10 | |
| 2585 or 90,000, that's going to be 2350 or something like that. So what? So what I'm hearing you say then, James? And man, is that | 01:32:12 | |
| the dollar an hour? | 01:32:17 | |
| Is like man said is actually about 6%. | 01:32:23 | |
| For those 345 people, correct? | 01:32:27 | |
| It averages out to between 4 1/2. | 01:32:30 | |
| And 5% depending on. | 01:32:34 | |
| The reason I'm asking questions is my focus has always been at the lower levels in. | 01:32:36 | |
| County. That's the ones when I hear Troy White talking about retention. | 01:32:41 | |
| US trying to get folks on board that we need on board. | 01:32:46 | |
| That always has to do with. | 01:32:50 | |
| Always and so my. | 01:32:53 | |
| My focus I know that a lot of people here work hard. | 01:32:55 | |
| They've gone through a lot of training. They've been here forever. They, you know. | 01:32:59 | |
| And whatnot. | 01:33:03 | |
| The percentage is always in the past that I remember. | 01:33:05 | |
| And I could very well be wrong, that's correct me, but. | 01:33:08 | |
| The percentage has always been. | 01:33:11 | |
| A little higher, I think, for those people. | 01:33:13 | |
| This one is so when I hear you say that this dollar per hour comes out actually at 6. | 01:33:16 | |
| Point whatever percent. | 01:33:21 | |
| I like that. | 01:33:23 | |
| And if you're telling me that. | 01:33:24 | |
| $100,000. | 01:33:26 | |
| Personal with $100,000. | 01:33:28 | |
| 2.3%. | 01:33:30 | |
| Is only about $2500. | 01:33:33 | |
| So we're really right in there. | 01:33:36 | |
| I've I've always. | 01:33:41 | |
| I don't think I've ever, really. | 01:33:44 | |
| Grasp the compression. | 01:33:46 | |
| I'll be the first to say that. | 01:33:48 | |
| And so I've. | 01:33:50 | |
| Focused on the fact. | 01:33:52 | |
| If I'm making $100,000 and I have somebody working for. | 01:33:54 | |
| For me that makes 38 or $42,000. I'd rather see them get them. | 01:33:58 | |
| I've always said that. | 01:34:03 | |
| You know we have an easier time or should have an easier time when we make a higher wage. | 01:34:05 | |
| So my focus on this is that. | 01:34:11 | |
| Just that. | 01:34:13 | |
| Where? Where are we? | 01:34:14 | |
| What I guess I'm trying to say in a nutshell is, is that if we're going to put that kind of an increase in our lower level. | 01:34:16 | |
| That, to me is a good start. | 01:34:23 | |
| It's not what I'm really looking for. | 01:34:25 | |
| Or the final increase. | 01:34:28 | |
| You know, I'd like to see it be a lot more than that. | 01:34:31 | |
| In our lower levels. | 01:34:33 | |
| And even a little less of the higher levels. | 01:34:35 | |
| And you guys in that? | 01:34:37 | |
| 48 group consult tomatoes at me if you want. | 01:34:39 | |
| That's fine, but. | 01:34:42 | |
| But that's where my. | 01:34:43 | |
| My focus is. | 01:34:44 | |
| Just up. | 01:34:47 | |
| So I'm sorry, Mr. Klein, you asked what it would be for somebody at 85,000. | 01:34:49 | |
| Will be $2125.00 of the 2 1/2 percent. | 01:34:53 | |
| On the other end of the scale though, if we only applied 2 1/2% to someone making $36,000 a year. | 01:34:57 | |
| Surveys would only be $900. Yeah, I know, and we can't. | 01:35:04 | |
| We felt like that wasn't. | 01:35:09 | |
| Equitable. | 01:35:12 | |
| Or not. Or even. | 01:35:13 | |
| Close SO. | 01:35:15 | |
| So when we look at the 2080. | 01:35:17 | |
| Divided by. | 01:35:21 | |
| 36,000 for someone on that lower end of the scale, so that's. | 01:35:22 | |
| That's not the bottom. | 01:35:26 | |
| It's the folks who are in that. | 01:35:27 | |
| That 270 pay grade. | 01:35:30 | |
| That's 5.78%. | 01:35:32 | |
| Some more than double. | 01:35:35 | |
| What the Social Security? | 01:35:36 | |
| Consumer price index adjustment is yeah. So please don't get me wrong, I'm glad to see the dollar than that. | 01:35:39 | |
| An hour versus the percentage like we work with in the past. | 01:35:45 | |
| Because you're absolutely right. | 01:35:49 | |
| That's not good. | 01:35:51 | |
| And so this this is better. | 01:35:52 | |
| We're closer to being where I would like to see us than we have. | 01:35:55 | |
| I'll put it that way. | 01:35:58 | |
| So go ahead. | 01:36:00 | |
| Mr. Chairman of. | 01:36:03 | |
| One thing I did want to point out was that it is. | 01:36:05 | |
| By far more expensive to do that 2080 dollars. | 01:36:08 | |
| That's some real dollars that. | 01:36:12 | |
| As a board, you would be investing in our employees. | 01:36:14 | |
| The 2 1/2% for those the 12% or more is. | 01:36:17 | |
| A few $1000 but it's. | 01:36:21 | |
| The majority of that. | 01:36:23 | |
| The cost is going with that minimum $2080. That's much more costly. | 01:36:25 | |
| To the county. | 01:36:30 | |
| Than the 2 1/2 percent. | 01:36:31 | |
| Thank you, James, and thank you. | 01:36:34 | |
| Both for. | 01:36:37 | |
| Putting in the time and effort on this, I really think that. | 01:36:38 | |
| For our county, you know I. | 01:36:42 | |
| When back in the day I know when me and Tian started it. | 01:36:44 | |
| Is horrible on wages here. | 01:36:48 | |
| And so. | 01:36:50 | |
| We continue to get better. We've come more on ways and. | 01:36:51 | |
| For gaining SO thank you. | 01:36:55 | |
| Thank you, Supervisor. | 01:36:58 | |
| Thank you, Marin. I do appreciate the dual approach here. I think that's the correct approach. | 01:37:00 | |
| Because we've tried it with just strictly percent. | 01:37:06 | |
| We tried. It was strictly just a dollar amount. | 01:37:09 | |
| And this is a combination and I think it's great. | 01:37:12 | |
| The total cost F. | 01:37:15 | |
| For this increase. | 01:37:16 | |
| I think you mentioned somewhere in the 600 and some 1000 range. | 01:37:18 | |
| Of which we have about 300 and some $1000 so. | 01:37:22 | |
| The extra. | 01:37:29 | |
| Say 300. | 01:37:30 | |
| The extra 300. | 01:37:31 | |
| Is going to come from someplace. | 01:37:33 | |
| But it's uncertain where that is. It's buried in the budget somewhere we can. | 01:37:36 | |
| Find it in our general money. | 01:37:41 | |
| We can cut something else if we want. | 01:37:45 | |
| And all of that. | 01:37:47 | |
| We still haven't necessarily said this is exactly where the extra 300,000 is coming from. | 01:37:50 | |
| So we have. | 01:37:55 | |
| Let me just make sure that I'm looking at the right number here. | 01:38:00 | |
| So the overall cost to the general fund? | 01:38:03 | |
| Is. | 01:38:07 | |
| Right around $600,000 as you said. | 01:38:10 | |
| 314 of that can come from. | 01:38:13 | |
| Your increased property taxes. | 01:38:17 | |
| Because we were very conservative with revenues. | 01:38:21 | |
| It's possible that. | 01:38:25 | |
| Revenues are going to perform just fine and you're not going to have to make any hard decisions. | 01:38:26 | |
| We wanted to make sure that the capacity was there for everything. | 01:38:32 | |
| But you're correct, supervisor, it's about another. | 01:38:37 | |
| 280. | 01:38:42 | |
| $1000. | 01:38:44 | |
| That we need to. | 01:38:46 | |
| Carefully make decisions throughout the year to ensure that this capacity is there. | 01:38:49 | |
| Thank you for that and. | 01:38:55 | |
| From what I understand about compression because I've had to learn. | 01:38:59 | |
| About what that means. | 01:39:02 | |
| It seems like it's more problematic when we hire a new. | 01:39:03 | |
| Person they come. | 01:39:06 | |
| We say this is your salary. | 01:39:09 | |
| And now that salary is identical or higher. | 01:39:12 | |
| Than someone who's been here 10 years. | 01:39:15 | |
| And that's where the problem comes. | 01:39:17 | |
| Yes, is that? | 01:39:19 | |
| The start. The start pay for someone. | 01:39:21 | |
| Versus someone that's been here for a while and so as we raise these people from. | 01:39:24 | |
| The bottom. | 01:39:29 | |
| That compression is actually. | 01:39:31 | |
| Tolerable. | 01:39:35 | |
| In my opinion. | 01:39:37 | |
| We are working on it. | 01:39:39 | |
| When we looked. | 01:39:41 | |
| At the compression issue. | 01:39:42 | |
| What we looked at internally for staff. | 01:39:44 | |
| Is. | 01:39:48 | |
| What it would take to keep them at the same? | 01:39:49 | |
| Amount through the range. | 01:39:51 | |
| With these salary increase. | 01:39:53 | |
| The largest 1 was. | 01:39:56 | |
| 83 1/2 cents an hour. | 01:39:58 | |
| So we will. | 01:40:02 | |
| We plan to bring you another agenda item. | 01:40:04 | |
| Later in the fiscal year after we get a chance to see what revenues are doing. | 01:40:07 | |
| To address compression issues. | 01:40:10 | |
| We figured at $0.80. | 01:40:13 | |
| Or 83 1/2 cents an hour. | 01:40:15 | |
| And downward. | 01:40:17 | |
| That it was not something that we needed to solve. | 01:40:18 | |
| OK. | 01:40:23 | |
| I never would like to see. | 01:40:25 | |
| A compression issue. Just keep. | 01:40:26 | |
| Lower and low. | 01:40:28 | |
| Correct, right. OK. | 01:40:30 | |
| And the other thing. | 01:40:32 | |
| So with the 2 1/2 percent. | 01:40:33 | |
| That's so that's the flip side of your percentages if we had done them straight across the board percentage. | 01:40:37 | |
| It wouldn't create compression at all. | 01:40:42 | |
| It's the dollar. An hour creates compression. | 01:40:45 | |
| But it's important that. | 01:40:48 | |
| That we provide that. | 01:40:50 | |
| I agree. | 01:40:51 | |
| Anything else? If not, we'll. | 01:40:53 | |
| Mr. Menlo. | 01:40:55 | |
| I'm sorry. | 01:40:56 | |
| One more comment, we looked at a department this year request from the electric official actually. | 01:40:57 | |
| Of looking at the salaries within that department. | 01:41:04 | |
| Because there was purported. | 01:41:07 | |
| Turnover. | 01:41:09 | |
| Look at that, in the last five years, the employees that have remained in the department for five years. | 01:41:10 | |
| One employee had. | 01:41:15 | |
| Perceived because of. | 01:41:17 | |
| The policies that you got. | 01:41:18 | |
| And trying to cover the lower end. | 01:41:19 | |
| Employees. One employee. | 01:41:21 | |
| Had increased over five years, 55%. | 01:41:23 | |
| That's over 10% a year. | 01:41:26 | |
| And the other couple of employees were in the mid 4045%. | 01:41:27 | |
| So these are. | 01:41:31 | |
| This is the long term. | 01:41:33 | |
| Impact that you've had. | 01:41:35 | |
| Like you said that it's. | 01:41:37 | |
| We've been able to do some things over the last. | 01:41:39 | |
| Five years since we've had COVID. | 01:41:42 | |
| Inflation was rampant and you've taken care of them and trust them. | 01:41:44 | |
| 55% is on the order. | 01:41:47 | |
| Throughout the county and throughout industry, frankly. | 01:41:49 | |
| So you've done a really good job in. | 01:41:52 | |
| Addressing the needs. | 01:41:54 | |
| Those that are perhaps in the lower rungs of the pay grades. | 01:41:56 | |
| So thank you for that. | 01:42:00 | |
| Thank you, James. | 01:42:02 | |
| Call promotion item 4I. | 01:42:04 | |
| Mr. Chair, I move to adopt A fiscal year 2026. | 01:42:08 | |
| Human accounting salary plan as presented. | 01:42:12 | |
| I'll second that. | 01:42:15 | |
| The motion and the second to approve those in favor say aye. | 01:42:17 | |
| Aye, aye. Thank you, Mary. Thank you. | 01:42:20 | |
| We have consent agendaims. | 01:42:27 | |
| Item 5A through 5E. | 01:42:29 | |
| I'll ask the supervisors whether you would like to remove one or more. | 01:42:33 | |
| Or further discussion. Separate vote. Supervisor Humphrey. | 01:42:36 | |
| There's nothing accurate. | 01:42:41 | |
| And take off. | 01:42:43 | |
| At Supervisor Klein, I I think I'm good with them. | 01:42:44 | |
| OK. I'll call for a motion to. | 01:42:48 | |
| Umm, uh. | 01:42:51 | |
| To approve consent agenda item 5A through E so move, Mr. Chair. | 01:42:55 | |
| I'll second have a motion and a second to approve. Those in favor say aye aye. | 01:43:00 | |
| Aye. | 01:43:06 | |
| OK, sounds like it might be rain. | 01:43:07 | |
| That's the sound of rain, by the way, if you didn't know. | 01:43:11 | |
| Yes, we will vote for it to continue. | 01:43:20 | |
| Out to the public, anyone? | 01:43:25 | |
| Here in. | 01:43:26 | |
| Hello. Now on the Internet and no inpatient. Thank you. We'll close that. | 01:43:28 | |
| Item 7. | 01:43:34 | |
| Is our. | 01:43:36 | |
| Reports. | 01:43:38 | |
| And so, Mr. Men love, what do you have for us? | 01:43:40 | |
| Mr. Chairman or his Board, I want to report that on July 10th I attended the. | 01:43:42 | |
| Maricopa County law enforcement. | 01:43:47 | |
| Training Academy graduation. | 01:43:49 | |
| And I had a personal interest, my daughter-in-law. | 01:43:52 | |
| Has completed the trading training Academy. | 01:43:54 | |
| And graduated she is now. | 01:43:57 | |
| A deputy sheriff with Hewlett County. | 01:44:00 | |
| I couldn't be more proud of her, but as they went through this graduation had a video of some of the things that they. | 01:44:02 | |
| They did, and it's just. | 01:44:07 | |
| I could never imagine that. | 01:44:09 | |
| My daughter-in-law is. | 01:44:12 | |
| The menu tube and. | 01:44:14 | |
| 5 foot two or something like that. | 01:44:16 | |
| 100 lbs soaking wet. | 01:44:19 | |
| That they send us somebody in there that 60. | 01:44:21 | |
| For £250 and it's just a. | 01:44:23 | |
| People. | 01:44:26 | |
| To of survival. | 01:44:27 | |
| And she's expected to. | 01:44:30 | |
| Hold her own against. | 01:44:32 | |
| This mammoth of a man. | 01:44:34 | |
| And she found a way. | 01:44:36 | |
| She's very creative and. | 01:44:38 | |
| I'm not going to describe what she did to. | 01:44:40 | |
| I'll leave your imaginations to that. I am extremely proud of her. | 01:44:45 | |
| When she expressed this. | 01:44:49 | |
| This interest. | 01:44:51 | |
| And coming to work for the Heater County Sheriff's Office. | 01:44:53 | |
| I told. | 01:44:56 | |
| That's another part. | 01:44:58 | |
| Officials Office. | 01:45:00 | |
| You cannot come to me. You cannot. | 01:45:01 | |
| Ask for anything or any favors or anything like that. You're on your own. | 01:45:04 | |
| And she's spunky and she's tough. And she will. | 01:45:08 | |
| Be a great asset to helicopter. | 01:45:12 | |
| Just as proud of. | 01:45:15 | |
| Even like that. | 01:45:16 | |
| Step in the way or do anything for her. | 01:45:18 | |
| I'm still extremely proud and. | 01:45:21 | |
| Again, made me recognize and realize. | 01:45:24 | |
| What our deputies do and what. | 01:45:27 | |
| To help ensure our safety what they. | 01:45:30 | |
| Are confronted with daily soul. | 01:45:33 | |
| I appreciate the Sheriff's Office. | 01:45:35 | |
| It was here earlier I was going to. | 01:45:38 | |
| Asking McConnell that he's gone, but. | 01:45:40 | |
| So anyway. | 01:45:42 | |
| That was July 10th and I. | 01:45:44 | |
| Great graduation. | 01:45:46 | |
| Thank you, Mr. Chair. | 01:45:48 | |
| Thank you, Mr. Menlo, Supervisor. | 01:45:49 | |
| Yeah, I held the tunnel based community meeting. | 01:45:53 | |
| On the on the 1st. | 01:45:56 | |
| Held a Roosevelt community meeting on the 14th. | 01:45:58 | |
| KQSS on the 14th attended the Miami. | 01:46:02 | |
| Town Council hall. | 01:46:05 | |
| On the 14th, we'll attend a team meeting with Michael. | 01:46:07 | |
| O'Driscoll and staff on the 20. | 01:46:12 | |
| 3rd at 2:00. | 01:46:14 | |
| And I did some research because like I'm always talking about projects and going over projects. | 01:46:16 | |
| Supervisor client, I know your main project is the. | 01:46:21 | |
| Veterans Center and. | 01:46:26 | |
| Supervisor Christensen never heard much about projects and stuff so. | 01:46:27 | |
| What I did is I went through a population comparison chart and so. | 01:46:31 | |
| What I ended up? | 01:46:36 | |
| Looking up. | 01:46:37 | |
| Is District 1-2 and three. | 01:46:38 | |
| From the census. | 01:46:41 | |
| District 1 has 15,229 people. District 2. | 01:46:44 | |
| 13,400 and. | 01:46:48 | |
| And 56 District Three, 16,625. | 01:46:50 | |
| And the reason I did this is because what I wanted to see. | 01:46:55 | |
| Is how much of our constituents. | 01:46:59 | |
| Are served by another government. | 01:47:03 | |
| And So what what what it ended up being. | 01:47:07 | |
| Is the district one out of out of? | 01:47:11 | |
| Out of all the people in your district? | 01:47:15 | |
| 17.46%. | 01:47:18 | |
| You're their only government. | 01:47:22 | |
| The rest are. | 01:47:24 | |
| Governed by Counterpac. | 01:47:25 | |
| Or scarvel. | 01:47:27 | |
| OK. And then? | 01:47:29 | |
| For District 3. | 01:47:32 | |
| 16 point. | 01:47:33 | |
| Five, 3%. | 01:47:35 | |
| Of District 3. | 01:47:37 | |
| Is a year their only government? | 01:47:40 | |
| For the call, for the roads or whatever. | 01:47:43 | |
| And on District 2. | 01:47:47 | |
| 50%. | 01:47:49 | |
| Of my constituents. | 01:47:51 | |
| I'm their only government out of. | 01:47:54 | |
| You know the unincorporated is 6000. | 01:47:57 | |
| 741 people, 50% of them. | 01:48:00 | |
| I'm the Roman government. | 01:48:03 | |
| So what? What? | 01:48:05 | |
| What this? | 01:48:07 | |
| Showed me was that. | 01:48:09 | |
| Is when it comes to answering constituents and having constituents complain to you. | 01:48:11 | |
| I have more constituents. | 01:48:17 | |
| Or I'm their only government? | 01:48:19 | |
| Then both District 1 and District three are. | 01:48:21 | |
| And and so, and then I went with registered voters. | 01:48:24 | |
| And it comes out about the same on registered voters. | 01:48:28 | |
| And I did that on roads as well. | 01:48:31 | |
| And you know when we get into roads. | 01:48:34 | |
| Sorry, Supervisor Chris, you only got. | 01:48:38 | |
| 900 and I mean 96 miles of roads. | 01:48:41 | |
| In your district. | 01:48:44 | |
| And I have 272 miles. | 01:48:47 | |
| And supervisor client has 383 months. | 01:48:50 | |
| Of Rd. that's paved and unprepared. | 01:48:54 | |
| And so anyway, I came up with. | 01:48:56 | |
| With that and so. | 01:48:58 | |
| That's you know. | 01:48:59 | |
| I mean, I just wanted to bring that information in. | 01:49:00 | |
| Like I can have to e-mail you that information. | 01:49:03 | |
| But when it comes to. | 01:49:07 | |
| Umm, you know a lot of these things going on in complaint. | 01:49:09 | |
| From constituents. | 01:49:12 | |
| Umm, sometimes some of these projects. | 01:49:14 | |
| Get pretty important. | 01:49:17 | |
| But anyway. | 01:49:19 | |
| That's all I have. | 01:49:20 | |
| They'll pick a copy. Thanks. | 01:49:22 | |
| By the climb, you'll do what? | 01:49:23 | |
| I'll take a copy. | 01:49:25 | |
| Well, I I. | 01:49:29 | |
| You know, I think. | 01:49:31 | |
| The numbers are numbers, but I think there's a lot involved in. | 01:49:32 | |
| That as well as far as the reservations I serve. | 01:49:35 | |
| You know, just because, umm. | 01:49:39 | |
| The reservations don't mean we don't get the calls. | 01:49:41 | |
| Don't mean we don't get the projects. | 01:49:45 | |
| You know, just because. | 01:49:47 | |
| Other communities. | 01:49:49 | |
| That I have. | 01:49:52 | |
| Unincorporated. | 01:49:53 | |
| You know, I get those calls incorporated. I still get those calls. | 01:49:55 | |
| I think as districts. | 01:49:59 | |
| I think there's a board. | 01:50:02 | |
| As a whole, I think we've done a good job in the past. | 01:50:03 | |
| Recognizing a lot of these districts have been very well. | 01:50:08 | |
| Are very good supporting each other on. | 01:50:11 | |
| On projects. | 01:50:13 | |
| And hopefully it continues like that because. | 01:50:15 | |
| There are differences between these three districts. | 01:50:18 | |
| Something I don't think that you can just necessarily rely on numbers. | 01:50:23 | |
| But as far as? | 01:50:27 | |
| Locations on and on there's there's differences, but anyway. | 01:50:31 | |
| Thank you, Ken. | 01:50:35 | |
| Of information. | 01:50:36 | |
| I'm trying to remember. | 01:50:39 | |
| I tell you what, when we don't have a meeting for. | 01:50:40 | |
| For two weeks, it's hard to get back in the groove of things, but. | 01:50:43 | |
| I told you guys before I went to Philadelphia. | 01:50:47 | |
| Part of the public lands package. | 01:50:49 | |
| And uh. | 01:50:52 | |
| WIR when I was back there on public lands. | 01:50:53 | |
| We entertain. | 01:50:57 | |
| Quite a few resolutions. | 01:50:58 | |
| In public. | 01:51:01 | |
| I Co sponsored some of them. | 01:51:04 | |
| On several of them. | 01:51:06 | |
| And for example, one of them, and I'm just gonna throw this out there. | 01:51:08 | |
| Our issues with the cell phone towers. | 01:51:11 | |
| Over and over again we have cell phone companies wanting to build cell phone towers on. | 01:51:14 | |
| By the properties. | 01:51:18 | |
| We all know why. | 01:51:19 | |
| They don't want to go through the hoops to get it done on. | 01:51:21 | |
| On federal lands. | 01:51:23 | |
| One of the resolutions was to say, hey, you need to be looking at federal properties. | 01:51:25 | |
| You need to be looking at federal lands. | 01:51:30 | |
| Not just private property so. | 01:51:32 | |
| If any of the two supervisors are interested in resolutions, please let Kathy know and we'll print them off for you and you can | 01:51:35 | |
| read up on them. | 01:51:39 | |
| See what you think. | 01:51:43 | |
| So I was there for. | 01:51:44 | |
| I flew out there and had a meeting for a day and flew back. | 01:51:46 | |
| I represented Maricopa County on two of their. | 01:51:49 | |
| Resolutions. | 01:51:52 | |
| One NWIR western, an regional. | 01:51:53 | |
| Committee. | 01:51:56 | |
| And the other one on the Rural Act committee. | 01:51:57 | |
| I used to be on that one. | 01:51:59 | |
| First got got in office. | 01:52:01 | |
| And so I presented on both of those. | 01:52:03 | |
| They both passed. | 01:52:06 | |
| For Maricopa County. | 01:52:07 | |
| One was on treatments of the salt Cedars. | 01:52:09 | |
| And the other one was to expand and make the Bill M. | 01:52:11 | |
| Cooperate more. | 01:52:17 | |
| On part. | 01:52:18 | |
| Properties inside parks and things like that for vendors. | 01:52:20 | |
| Opening it up more than that, private vendors come in and. | 01:52:24 | |
| And sell stuff so. | 01:52:28 | |
| I think those were both good resolutions that Maricopa. | 01:52:29 | |
| Kelly put forward on that. | 01:52:33 | |
| Then Friday I I did make it to the Payson Republican Party. | 01:52:38 | |
| Their monthly meeting. | 01:52:43 | |
| And Monica and Shira are gone, but they were speakers there. They both did what I thought was a good job. | 01:52:45 | |
| I don't know. There wasn't a big crowd there, but there was. | 01:52:52 | |
| 20 people. | 01:52:55 | |
| So I was glad to be there and listen to that. | 01:52:56 | |
| Saturday on the 19th I was in the Pleasant Valley Days parade. Had nothing to do with me as a supervisor. | 01:53:00 | |
| The Grand Marshals were all the local permittees and. | 01:53:07 | |
| And ranchers. | 01:53:10 | |
| And so. | 01:53:11 | |
| We were all there in a group. As far as that trade goes, we had it. | 01:53:13 | |
| A good turn out there's about 40 floats in there. | 01:53:16 | |
| I don't think there's anybody left in Pleasant Valley to watch it go by, but. | 01:53:20 | |
| It was about 40 floats. | 01:53:23 | |
| So now there was, there's a lot of people there. | 01:53:24 | |
| Um, tomorrow I'll be on my way to. | 01:53:27 | |
| Thatcher there's only Mexico coalition of counties. | 01:53:31 | |
| We're having a meeting down there. | 01:53:35 | |
| It should be kind of an interesting meeting. The big topic right now is the Mexican walls. | 01:53:37 | |
| And for whatever reason, it came down the Pike they. | 01:53:43 | |
| They didn't pull the. | 01:53:47 | |
| For that particular project. | 01:53:49 | |
| They're just holding it so right now until they go through a review process. | 01:53:52 | |
| I count everything they need to count. I guess I don't know where it's going. | 01:53:57 | |
| I really don't know. | 01:54:02 | |
| To spend money on the wolf. | 01:54:04 | |
| Project right now. | 01:54:06 | |
| Is cut. | 01:54:08 | |
| They can't do that. They can't. | 01:54:09 | |
| Spend it on mileage. | 01:54:11 | |
| Feeding them any kind of helicopter time, fuel time, anything like that. | 01:54:12 | |
| Only thing they can do is still pay for the salaries of the people that are involved. | 01:54:17 | |
| And the rest of it is on hold. | 01:54:22 | |
| So I don't know where that's going. | 01:54:24 | |
| I see two different extremes. | 01:54:26 | |
| Agriculture Agriculture Group ranchers. | 01:54:31 | |
| They're really hoping this is going to shut it down. | 01:54:34 | |
| I totally agree with him, I hope it does to you. | 01:54:37 | |
| The wolf people on their side, they're downplaying it, saying no, no, it's going to come back. It'll be. | 01:54:40 | |
| You know, it'll be reevaluated. Things will be back to normal before long. | 01:54:46 | |
| I don't know that that's the case. I hope it's not. | 01:54:50 | |
| So, uh. | 01:54:52 | |
| So we'll see where that's going to go, but that's. | 01:54:54 | |
| That is for one is going to be a part of our coalition of counties meeting tomorrow. | 01:54:56 | |
| Supervisor plan? Is there still funding for animals lost? | 01:55:01 | |
| Due to there is and it's through the Farm Services Administration, FSA. | 01:55:05 | |
| And it's called lip lip. It's the Livestock Indemnity Program. | 01:55:11 | |
| And so I've got those charts on it if you or anyone would like to see. | 01:55:16 | |
| So anything that's introduced. | 01:55:21 | |
| A species like the wolf that was introduced by the. | 01:55:24 | |
| Has a big impact on the local communities. | 01:55:27 | |
| Their loss of animals can be. | 01:55:31 | |
| Reimbursed. | 01:55:34 | |
| Through this program. | 01:55:35 | |
| Right now. | 01:55:36 | |
| From what I'm seeing, and I really don't. | 01:55:37 | |
| Understand why. | 01:55:40 | |
| Totally yet. | 01:55:41 | |
| Still kind of trying to do some checking. | 01:55:43 | |
| New Mexico has collected a little over $5 million of that money. | 01:55:46 | |
| And Arizona. | 01:55:50 | |
| If I remember right, around 300,000. | 01:55:53 | |
| Without money. | 01:55:56 | |
| So there's a big difference between the two states. | 01:55:57 | |
| I'm not real sure. | 01:56:00 | |
| Why? I guess? | 01:56:01 | |
| Umm, but it also covers things like drought. | 01:56:05 | |
| If there's drought going on, and there is right now, and that's going to be a part of some up and coming meetings, I'm sure. | 01:56:08 | |
| It will pay for part of that to your losses. | 01:56:14 | |
| So if you lose a cow or something, they'll pay 75% of that animal. | 01:56:17 | |
| And I know that that's happening right now. | 01:56:23 | |
| And so. | 01:56:25 | |
| Supervisor Humphrey Yessen. | 01:56:27 | |
| Senate Bill 700 passed out a state Senate State Energy and Natural Resource committee. | 01:56:30 | |
| The reason that's important is that's because that's where our. | 01:56:35 | |
| Veteran Center for. | 01:56:38 | |
| Property is at. | 01:56:39 | |
| And so the Senate has moved. | 01:56:41 | |
| And hopefully. | 01:56:44 | |
| Umm, hopefully it's not far from the floor. | 01:56:46 | |
| They'll get on the floor, be heard there. | 01:56:50 | |
| Maybe we're on a path to wrap this one up? | 01:56:52 | |
| I'm kind of thinking we are because one of the things I don't know if a lot of you guys seen it earlier. | 01:56:56 | |
| About 3 weeks ago, Senator Lee out of Utah. | 01:57:01 | |
| Was pushing or wanting to push a bill? | 01:57:05 | |
| To transfer a lot of federal lands into private. | 01:57:08 | |
| Holdings. | 01:57:11 | |
| He's dropped that bill. | 01:57:13 | |
| That's no longer out there. | 01:57:15 | |
| But. | 01:57:17 | |
| I know that the president in his administration. | 01:57:18 | |
| Has been looking at trying to put more. | 01:57:21 | |
| Public lands. | 01:57:24 | |
| Private holdings. | 01:57:26 | |
| And so I'm kind of thinking that. | 01:57:27 | |
| That maybe we're going to see a push on this one of the things. | 01:57:31 | |
| Going back to Philadelphia. | 01:57:34 | |
| One of the main speakers was Chris French. He's this associate chief. | 01:57:36 | |
| Or service. | 01:57:40 | |
| He brought up the fact that right now. | 01:57:42 | |
| There's there's a movement to where you could actually go out there and push to purchase federal land up to 40 acres. | 01:57:46 | |
| And it sounds like that's kind of the directive that's coming down to the ground. | 01:57:55 | |
| And is going to be. | 01:57:59 | |
| Be out there. | 01:58:01 | |
| I I don't know enough about it to really answer a lot of questions on that yet. | 01:58:03 | |
| But uh. | 01:58:07 | |
| None of the government forced service. | 01:58:09 | |
| It would probably be quite a lengthy process to get that done. | 01:58:12 | |
| Anyway, so that's that's their. | 01:58:17 | |
| The Hayden Senior Center. | 01:58:20 | |
| Was officially closed on June 30th. | 01:58:23 | |
| That is a big. | 01:58:26 | |
| Impact to Gila County. | 01:58:29 | |
| And Pinal County. | 01:58:31 | |
| And unfortunately. | 01:58:33 | |
| It happened. | 01:58:36 | |
| Maybe as a little late, I guess I'm doing this, I don't. | 01:58:38 | |
| I'll only be as quick as I can, but I had cornered the Pinal County. | 01:58:41 | |
| Supervisor in Philadelphia and talk to him about this. | 01:58:45 | |
| And he was going back to his board. | 01:58:49 | |
| In any way it comes to funds comes down to funds. | 01:58:52 | |
| It's not a good deal. | 01:58:57 | |
| Umm, hopefully maybe they can somehow work it around in the near future to. | 01:59:00 | |
| Bring it back online. There's going to be part of it that will still be. | 01:59:07 | |
| Be offering some services. | 01:59:12 | |
| The outlying areas. | 01:59:14 | |
| Gila County. Pinal County. | 01:59:19 | |
| Are still. | 01:59:21 | |
| Receiving some milk. | 01:59:23 | |
| From Mom, cried Gil. | 01:59:24 | |
| They retained a driver of what Kathy told me down there. That's formal. | 01:59:26 | |
| He's going to be going around to like the rural outlying areas. | 01:59:30 | |
| And providing her. | 01:59:34 | |
| Dropping off these meals so there's still a little glimmer of a. | 01:59:36 | |
| Some activity there. | 01:59:40 | |
| But not a lot. | 01:59:42 | |
| Um, I think. | 01:59:45 | |
| I think honestly from my standpoint, the way the senior centers are. | 01:59:48 | |
| Dealt with in the state. | 01:59:54 | |
| I think it's. | 01:59:56 | |
| It's wrong. | 01:59:57 | |
| They don't get the funding that they need. | 01:59:59 | |
| It for whatever reason, it doesn't seem like anyone wants to step up to the plate. | 02:00:02 | |
| And push for it. | 02:00:08 | |
| It's something that when you. | 02:00:10 | |
| Hopefully when you see these people on the campaign trail and they're stopping all their BS like most of us do. | 02:00:12 | |
| That you bring that up and ask them, would you? | 02:00:19 | |
| Where's your real part at? | 02:00:21 | |
| Are you gonna help with these things? | 02:00:23 | |
| We just gonna be. | 02:00:25 | |
| Part of the problem. | 02:00:27 | |
| And. | 02:00:29 | |
| I I hope it changes because there's so many people out there. | 02:00:31 | |
| Today are seen as especially in our rural communities. | 02:00:35 | |
| That's the only person they see for a week. | 02:00:39 | |
| Or longer. | 02:00:42 | |
| And that's the only place they have to go if they need something or to call. | 02:00:44 | |
| And if they need some help with something. | 02:00:48 | |
| So not having one in place. | 02:00:50 | |
| It's going to be a big impact. | 02:00:54 | |
| I'm really proud of Gila. | 02:00:56 | |
| Of us. | 02:00:57 | |
| US three sitting here. We've supported our senior centers from day one. | 02:00:59 | |
| We've done an awesome job. We've done nearly as much as. | 02:01:03 | |
| We probably can. I wish there's more we could do, but we've done a lot. | 02:01:07 | |
| And I don't know. | 02:01:11 | |
| Anyway. | 02:01:13 | |
| That's out there. | 02:01:14 | |
| Talking about projects. | 02:01:16 | |
| Uh, surprise Humphrey. | 02:01:18 | |
| I think from my understanding guys seal the chip sealing was Don Troy, right? | 02:01:21 | |
| Is done. I think they got some stuff done in pine and strawberry right? | 02:01:26 | |
| Steve, I haven't heard the latest. | 02:01:30 | |
| I think they did. | 02:01:34 | |
| And so they're their final push now is in Young. | 02:01:35 | |
| They're going to stretch the road there. They're also doing the Vet Center. | 02:01:38 | |
| And a lot of people, it's already been brought to my attention, you know, why are we doing the best interest? | 02:01:42 | |
| On 5/12. | 02:01:48 | |
| Oh I wish we were printed on 512 but we're not because the money that's banned for this. | 02:01:49 | |
| Is only targeted for the Vet Center. | 02:01:54 | |
| So it's about $140,000 project. | 02:01:56 | |
| And this is coming out of the $3,000,000 that David Marshall. | 02:02:00 | |
| Allotted for the present I met center. | 02:02:03 | |
| This will be the first project. | 02:02:06 | |
| In that. | 02:02:09 | |
| Budget package that will get spent and put on the ground. | 02:02:11 | |
| And uh. | 02:02:15 | |
| It's going to look really good. | 02:02:16 | |
| It's going to be a good project. | 02:02:18 | |
| And we're going to continue to go further with more of them, Michael. | 02:02:19 | |
| I haven't heard a whole lot lately, so. | 02:02:25 | |
| But we are pushing for other projects. We're going to continue on and. | 02:02:28 | |
| Get those done. | 02:02:32 | |
| Umm, with that I guess. | 02:02:33 | |
| That's all. | 02:02:38 | |
| OK. Thank you. We are. | 02:02:39 | |
| Pulling up pavement and repaving and pacing today at the TCM. | 02:02:42 | |
| Really needed paving of an older section that got ripped up pretty bad during the. | 02:02:48 | |
| Remodel and. | 02:02:53 | |
| Part of that and so that will probably be completed in the next day or two. | 02:02:54 | |
| And so they were working on that in the rain this morning, so. | 02:02:59 | |
| I do want to say that two weeks ago I met. | 02:03:04 | |
| With Anya Lewis, she is the chairwoman of the Yavapai Apaches. | 02:03:06 | |
| In Camp Murray, she's the one that. | 02:03:11 | |
| Actually wanted to have the meeting. | 02:03:14 | |
| What she's asking the Board of Supervisors. | 02:03:16 | |
| To do is have a letter of umm. | 02:03:19 | |
| What's the letter called? A letter of thumb. | 02:03:25 | |
| Support for the water settlement that they have. | 02:03:28 | |
| Put together so the tribes are all kind of going to the federal government with water settlements and. | 02:03:32 | |
| The amplified Apaches have come up with. | 02:03:37 | |
| A settlement that seems to get like 100% approval from all of the various. | 02:03:39 | |
| Players and all the various people at the. | 02:03:44 | |
| At the table. | 02:03:46 | |
| I said I would love to put that together so. | 02:03:48 | |
| Supervisors expect to see something soon. | 02:03:51 | |
| That will come on our agenda. That is in regard to a support letter from the Board of Supervisors. | 02:03:54 | |
| For that settlement. | 02:04:00 | |
| And that'll be a good settlement for them, even though it doesn't really impact. | 02:04:01 | |
| Hila County in any way. | 02:04:05 | |
| Water wise. | 02:04:08 | |
| It's something that Eli Crane is requesting. | 02:04:10 | |
| Everyone in his district would. | 02:04:13 | |
| Have a letter. | 02:04:15 | |
| Supporting. | 02:04:17 | |
| That and umm, so. | 02:04:18 | |
| Last week I guess the Veterans coffee I met there. | 02:04:21 | |
| And gave an update on the rally around the flags. | 02:04:25 | |
| Project. | 02:04:29 | |
| As it's proceeding and Michael's been keeping me up to date on that. | 02:04:30 | |
| And it's proceeding and it's. | 02:04:33 | |
| Proceeding. | 02:04:36 | |
| Government. | 02:04:38 | |
| Timeline. | 02:04:39 | |
| That all things proceed at, which is sort of slowly. | 02:04:40 | |
| But it is coming along. | 02:04:44 | |
| And. | 02:04:46 | |
| We should get to the point where we can award. | 02:04:47 | |
| The engineering. | 02:04:51 | |
| Aspect of that. | 02:04:52 | |
| I guess is what you would call that. | 02:04:54 | |
| Where they plan it out and get all that. | 02:04:55 | |
| Put together and then we should be able to start going with that. | 02:04:58 | |
| I would love to see that project completed and somehow memorialized. | 02:05:03 | |
| Next July 4th, which would be the 250th anniversary of. | 02:05:07 | |
| Our country. So I think that would be a significant thing to do. | 02:05:12 | |
| And then also yesterday I met. | 02:05:15 | |
| Just kind of had a round table. | 02:05:19 | |
| Discussion. | 02:05:21 | |
| Which the table was actually square, but umm. | 02:05:24 | |
| Nau, some professor. | 02:05:28 | |
| Young woman wanted to have a round table. | 02:05:33 | |
| About wildfire prevention in our area. So there was. | 02:05:36 | |
| Quite a few people from the town of Payson etc and myself were there. | 02:05:40 | |
| To discuss. | 02:05:44 | |
| I guess we identify over and over and over again the problems with. | 02:05:46 | |
| Wildfires. | 02:05:51 | |
| The forest management. | 02:05:52 | |
| And all of the various things. And so she's going to come up with a report. | 02:05:54 | |
| And it will just be another, you know, report of the same. | 02:05:58 | |
| Topic The same situation with. | 02:06:02 | |
| Identifying all the same issues that never seem to ever get dealt with. | 02:06:04 | |
| The people absent at the meeting were the forcer. | 02:06:10 | |
| So. | 02:06:13 | |
| Anyway, I'm not going to comment on that other than they're the ones that need to be there. | 02:06:16 | |
| That's really all I have at the moment. Yes Sir. | 02:06:22 | |
| So further. | 02:06:25 | |
| My spiel on the public lands I wanted to bring up to is. | 02:06:27 | |
| The county has a Land Management plan that was done. | 02:06:32 | |
| The last one that was done, Kathleen, correct me if I'm wrong, but it was 2012. | 02:06:36 | |
| We need to get that updated. | 02:06:41 | |
| What what I'm seeing is, is right now under this administration, they're directing. | 02:06:44 | |
| A lot of authority to the Ranger level. Not even the four supervisors. | 02:06:51 | |
| Blow down to the. | 02:06:56 | |
| To the Ranger level. | 02:06:57 | |
| I'm not real sure how that's gonna work. | 02:06:59 | |
| But coming straight from the. | 02:07:02 | |
| Deputy chief, that's what he's saying. It's going to the ground. | 02:07:05 | |
| But in order to be a. | 02:07:09 | |
| Player on this. | 02:07:11 | |
| We need that Land Management plan in place and that Land Management plan needs to be. | 02:07:13 | |
| What we us three sat here and agreed to walk. | 02:07:20 | |
| Gila County needs to be. | 02:07:23 | |
| A part of what we want to see happening here, What we don't want to see happening. | 02:07:25 | |
| On and on and on. | 02:07:30 | |
| And. | 02:07:32 | |
| The Earth, The earth thing I want to say to you is. | 02:07:33 | |
| From a county standpoint. | 02:07:38 | |
| With everything that's happening right now, with the way the Forest Service is going. | 02:07:41 | |
| The county. | 02:07:46 | |
| James and. | 02:07:47 | |
| Supervisors, everybody here. | 02:07:49 | |
| We're going to need somebody pretty soon that's. | 02:07:51 | |
| That's gonna have need to be focused on. | 02:07:53 | |
| Federal. | 02:07:56 | |
| Policies Issues dealing with the Forest Service. | 02:07:58 | |
| Things like that. | 02:08:01 | |
| I actually I had seen this a couple of years ago where I kept seeing a lot of. | 02:08:03 | |
| Stuff is going to come down to the ground level. | 02:08:09 | |
| Well, it's starting to roll off really fast now. | 02:08:11 | |
| And it doesn't have to be. | 02:08:14 | |
| Through the state. So if there's projects and I'm going to. | 02:08:17 | |
| One for sure. | 02:08:21 | |
| Is I've got the Forest Service coming to me asking about the county's involvement with their recreation program. | 02:08:23 | |
| They have a good neighbor authority. | 02:08:30 | |
| That's in place. | 02:08:32 | |
| Well, we don't go through this. We don't have to go through the state for any of that. We can go straight to the feds and do it | 02:08:34 | |
| ourselves if we like to do that. | 02:08:37 | |
| And so there's only going to be more and more of these things coming down the Pike. | 02:08:41 | |
| And if we don't? | 02:08:46 | |
| Get ahead of it. | 02:08:48 | |
| It's it's we're going to be missing out on a lot. | 02:08:52 | |
| Water issues. | 02:08:56 | |
| You know that, like you said, from the tribes, I'd like to see a copy of that settlement agreement. | 02:08:58 | |
| I was approached with that quite a while ago. | 02:09:04 | |
| And one of the things in there was the fact that they wanted to put a straw in CC Craig and. | 02:09:07 | |
| I personally disagree with that. | 02:09:13 | |
| That's that's all. | 02:09:16 | |
| The water that pays in and that rim country right there relies on. | 02:09:17 | |
| The state is also on. From a public glance standpoint, is. | 02:09:21 | |
| Is in the middle of a. | 02:09:25 | |
| Water fight overall. In general. | 02:09:27 | |
| Umm, if we're not on our toes. | 02:09:31 | |
| About that. | 02:09:33 | |
| We're going to get left in the dirt and we're going to lose a lot of water. | 02:09:34 | |
| It's not hard for them to put a straw in this mountain and take that water to America. | 02:09:38 | |
| County SO. | 02:09:42 | |
| So there's a lot of things that are real important that are out there that. | 02:09:44 | |
| We're going to have to stay on top. | 02:09:48 | |
| Or we're going to sing salt. | 02:09:51 | |
| Thank you, Mr. Chair. | 02:09:53 | |
| You're welcome into clarify. | 02:09:55 | |
| Part of the settlement does involve. | 02:09:57 | |
| CC Craig and about 1800 acre feet. | 02:10:00 | |
| A year. | 02:10:02 | |
| And a $1 billion pipeline. | 02:10:04 | |
| So. | 02:10:08 | |
| That is part of the settlement. | 02:10:12 | |
| So I guess SRP has come to the table and said we have. | 02:10:13 | |
| 1800 acre feet we can. | 02:10:18 | |
| And so. | 02:10:21 | |
| Water is going to be something. | 02:10:23 | |
| It can be about South. | 02:10:26 | |
| Is there anything else, Mr. Humphrey? | 02:10:30 | |
| OK then. | 02:10:33 | |
| I will adjourn the meeting. Thank you, gentlemen. | 02:10:35 | |
| Thanks, Steve. | 02:10:38 |
