We're ready to go right now, Lisa. Are we all ready to go? And Payson? 00:00:01
You know, thank you. 00:00:06
Good morning, everyone. 00:00:08
It is what's today. It's the 5th of August already. 00:00:10
It's 10 AM and. 00:00:15
Mr. Nick Montague will be leading our prayer after the pledge, and I've asked. 00:00:17
Craig Swartwood from the MSA. 00:00:23
To lead us in that. 00:00:27
You would. 00:00:29
I pledge allegiance to the flag. 00:00:34
Of the United States of America. 00:00:36
And to the Republic for which it stands. 00:00:39
One patient. 00:00:42
Individual liberty and justice for all. 00:00:45
Dear Father. 00:00:53
We were thankful for this day. 00:00:54
And we're thankful for the Vos, and we ask thee to have thy spirit to be with them. 00:00:55
To help them. 00:01:00
Decide what is best for the county. 00:01:01
The Mercedes things, the ninja is Christ in it. 00:01:03
Thank you. There's a. 00:01:05
Good to see everyone this morning got. 00:01:08
A full house and we've got some business to do and our first. 00:01:12
Order of business is public hearings. We have two items. 00:01:16
2A's information discussion action to consider a liquor license application. 00:01:20
LL2503. 00:01:25
4 submitted by. 00:01:27
Andrea Dolman. 00:01:28
Lukowicz. 00:01:31
I think I'm saying that right. 00:01:32
For a Series 10 Beer and Wine store license to be used at Roosevelt Marina. 00:01:34
Which is at 28085 N highway. 00:01:40
8188 Roosevelt 85545 and issue. 00:01:43
A recommendation to the Arizona Department of liquor licenses and control whether. 00:01:49
The license should be granted. 00:01:53
Charlotte, what do we have here? 00:01:56
Good morning, Chairman Christensen and board members. We have a. 00:01:58
Series 10 Beer and wine. 00:02:02
And the wine store license for the Marina. This is the lower portion of the Marina. 00:02:05
The notice was posted at the establishment for the 20 days per statutory requirement. 00:02:11
The board's process has an internal review conducted by public. 00:02:15
Planning and zoning. 00:02:20
The health division and the treasurer's office and they were determined no issues there. 00:02:21
I did not receive any objections from the residents who reside on or lease within the one mile radius. 00:02:25
And I recommend that you proceed with the public hearing. 00:02:30
OK. Thank you, supervisor. 00:02:33
I have no questions. 00:02:35
By the climb, I'm good. 00:02:37
OK. I'll close our discussion, open it up to. 00:02:39
The public, anyone in globe or patient or on the Internet. 00:02:42
Wishes to speak. 00:02:45
Item 2A. 00:02:47
No, I'll close public hearing. 00:02:49
And call promotion. 00:02:51
Mr. Chair, I move to recommend that the Arizona Department of Liquor Licenses and Control. 00:02:53
Prove the liquor license application submitted. 00:02:58
By Andrea. 00:03:01
Doleman, Lukowski. 00:03:03
For the Roosevelt Marina and lower store as presented. 00:03:07
Mr. Chair, I'll second. 00:03:10
OK, we have a motion in a second to approve. Those in favor say aye. 00:03:12
Aye, aye, aye. 00:03:15
Thank you. Now item 2B looks surprisingly similar. 00:03:17
It is OK. So this is for the upper portion of the Marina. Same thing as Series 10 beer and wine license. The notice was published 00:03:20
for the 20 days requirement. 00:03:25
There were no issues with the planning and zoning, health department or treasurer's office. 00:03:31
No obstructions and I recommend that you proceed with the public hearing. 00:03:35
OK. Thank you. 00:03:38
Do I need to read this? 00:03:40
Item 2B before we open it up. 00:03:42
I did not read it. 00:03:47
OK, I'll read it. 00:03:48
Information, discussion, action and consider liquor license application number LL2505 submitted by Andrea Dolman Lucas. It's for a 00:03:50
Series 10 beer and Wine store license. 00:03:55
To be issued at the Roosevelt Marina Upper store. 00:04:01
28085 N. 00:04:04
Hwy. 188. Roosevelt. 00:04:06
Arizona and issue a recommendation to the Arizona. 00:04:08
Department of Liquor Licenses and Control. 00:04:11
Whether the license should be granted? 00:04:14
Supervisor Humphrey. 00:04:17
I I have no question, you know that one of them is just down on the water where they store the boat. 00:04:19
Other ones up top top. 00:04:23
For the restaurant and things. 00:04:25
To add locations. 00:04:27
Yeah, two different applications, Supervisor Klein. 00:04:28
I'll close this discussion, open it up for public hearing. 00:04:32
Globe, Payson. 00:04:36
The Internet? Nobody. 00:04:38
I'll close the public hearing portion and call for a motion. 00:04:41
Mr. Chair, I'll make the motion to recommend that Arizona Department of Liquor Licenses and Control of. 00:04:45
Approve the liquor license application submitted by Andrea Dahlman Lukowicz. 00:04:50
For the Roosevelt Marina. 00:04:56
Upper store as presented. 00:04:57
I'll second that. 00:04:59
No motion in a second to approve. Those in favor say aye. 00:05:00
Aye, aye. 00:05:03
Thank you. Our next item, the regular agenda items, we're going to move item 3P. 00:05:05
To the front. 00:05:10
Because of. 00:05:13
It's just more prudent to do that at this moment, so we'll do. 00:05:15
Information discussion action to ratify the Board of Supervisors approval for the middle of the Arizona. 00:05:18
Criminal justice. 00:05:24
Commission. 00:05:25
Fiscal year 2026 crime victim compensation program grant application. 00:05:27
And approved the ACJC fiscal year 2026. 00:05:32
Crime victim compensation program. 00:05:36
Agreement number VC2026004. 00:05:39
In the amount of 84,000. 00:05:44
$603.00 for the period of July 125 through June 3026. 00:05:46
And authorize the board chairman electronically sign the agreement. 00:05:51
Good morning, Mr. Albo. 00:05:55
Good morning, Mr. Chairman, members of the Board. 00:05:57
This is the annual. 00:05:59
Of appropriation to the Healer county attorney's office for its. 00:06:01
Crime Victim Compensation Fund. 00:06:06
That is awarded by the Arizona Criminal Justice Commission. 00:06:09
In the 1990. 00:06:14
The uh. 00:06:15
Arizona Constitution was amended. 00:06:16
To include the victims Bill of Rights. 00:06:18
In the Constitution and part of the implementation implementing legislation. 00:06:22
For that, constitutional change was for the. 00:06:27
Several counties. 15 counties to establish. 00:06:30
Compensation boards. 00:06:34
Who would? 00:06:36
Received money from the. 00:06:37
Criminal Justice Commission. 00:06:39
And then? 00:06:41
Allocate funds to crime victims who have made application. 00:06:43
Conducting funding. 00:06:47
And in 1991? 00:06:49
I established the first victim compensation board. 00:06:52
Inhale Carry. 00:06:55
At the time, the road from. 00:06:57
Fixed corner of the Roosevelt Dam was still unpaved. 00:07:00
And so I wasn't able to appoint anyone from the. 00:07:03
In the Payson area. 00:07:06
But I did appoint 2 members from Globe. Dottie Durham. 00:07:08
And Joyce Hall. 00:07:12
Joyce has passed on. Bobby's health is not good. 00:07:14
And two from Miami. Mary Bernstein, who had been a former. 00:07:18
Member of the Miami Town Council. 00:07:22
And Lina Tena, a member of the community. 00:07:24
And the only person still on that board from 1991 is Mrs. Linnetan of Miami. 00:07:27
And I'd like to take a moment of personal privilege. 00:07:33
Before asking the board to go ahead and ratify the application. 00:07:37
To recognize Mrs. Turner, and I'd like to. 00:07:41
Deborah Blair. 00:07:44
Coordinates that program the county attorney's office. 00:07:45
Come up with her. 00:07:48
This is Lena Tenna. 00:08:09
And she's attended every meeting since 1990. 00:08:11
And that is really difficult work. 00:08:14
Because we don't receive enough money from the state. 00:08:17
Meet all of the needs. 00:08:20
For victims and so every. 00:08:21
Month or maybe every couple of months the board meets. 00:08:24
And considers application for victim compensation. 00:08:27
And those are usually very. 00:08:31
Sad, tragic unions for a lot of reasons given. 00:08:33
The nature of the crimes committed against crime victims. 00:08:37
In here County and Linda has been there for all the meetings and. 00:08:40
Ended them faithfully. 00:08:44
And it's the kind of service that volunteers perform for Healer County. 00:08:45
Throughout the journey. 00:08:49
It often goes unrecognized. 00:08:51
But as long as she is able to be here today. 00:08:53
On behalf of the Healer County Attorney's Office. 00:08:57
We'd like to present Lena with. 00:09:00
Floral arrangement. 00:09:04
The challenge point? 00:09:05
The county attorney's office is arranged for her to have. 00:09:08
Thank you so much. 00:09:11
It's been an honor and. 00:09:13
I think you would. Let's try and get a picture, OK? 00:09:22
OK, OK. 00:09:25
Correct. 00:09:27
1. 00:09:56
Thank you. 00:10:02
Thank you, Joe. 00:10:08
Very nice. 00:10:24
Right. 00:10:25
Well, thank you, Mr. Chairman. With that, I would ask the. 00:10:26
Board of Supervisors, go ahead and ratify. 00:10:29
The Board of Supervisors approval for the submittal. 00:10:32
To the Arizona Criminal Justice Commission. 00:10:35
For the fiscal year 2026 crime victim competition. 00:10:38
UH program grant. 00:10:43
Thank you very much. 00:10:46
Joe. 00:10:47
To come by the Humphrey. 00:10:49
Yeah, I have no questions, but thank you very much for all your. 00:10:50
Years of service to help the people that have. 00:10:54
Been victimized and so that's a. 00:10:56
That's a great. 00:10:59
Benefit to those people to have people working for them so. 00:11:01
Thank you very much. 00:11:04
Yes, Supervisor Klein. 00:11:05
Same with me. That's uh. 00:11:07
That's a big commitment you've made for all these years. Thank you so much. 00:11:09
Yes, thank you again. 00:11:15
A lot of people don't realize how how much time is put in by. 00:11:18
People, volunteers and good community members. 00:11:22
And I don't understand that that's a vital aspect. 00:11:26
Citizenship and what we all do. And so thank you so much for that. 00:11:31
So with that I'll call promotion on item. 00:11:36
Repeat, Mr. Chair, I'll make the motion to ratify the Board of Supervisors. 00:11:38
Approval for the submittal of Arizona Criminal Justice Commission. 00:11:44
ACJC for fiscal year. 00:11:48
2026. 00:11:50
Crime victim compensation program. 00:11:52
Grant application. 00:11:55
And approve ACJC FY226 Crime victim compensation program grant agreement number. 00:11:56
BC2026-004. 00:12:05
In the amount of $84,603.00 as presented and authorized. 00:12:09
Ordered the German to electronically sign the agreement. 00:12:14
Mr. Chair, I'll second that. 00:12:18
We have a motion and a second to approve. Those in favor say aye. 00:12:20
Hi. Hi. Thank you very much. 00:12:23
And all right, we'll resume our. 00:12:26
Regular schedule here 3A. 00:12:29
Information, Discussion action Accept and approve the authorities tax. 00:12:32
Taxes receivable report. 00:12:36
Or submitted by the Hewlett County. 00:12:38
Tax year 2024, good morning. 00:12:41
Miss Wolfworth, how are you? 00:12:44
Good morning, Mr. Chairman, Supervisor Humphrey, Supervisor Klein. 00:12:47
So this morning I'm presenting to you the authorities tax receivable, which is a report. 00:12:51
And this report is required by UMAC. 00:12:57
Uniform accounting manual for the Arizona County Treasurer's. 00:12:59
And the state statue for. 00:13:03
42 ARS 42. 00:13:05
18002 for your review in. 00:13:07
Approval. 00:13:10
So the statute mandates that. 00:13:11
Every year. 00:13:13
On or before August 15th. 00:13:14
That I. 00:13:16
Present this report to you. 00:13:18
And this report shows the amount of taxes. 00:13:20
For the current tax year, which is 2024. 00:13:23
And any collections for that year increase and decrease. 00:13:26
Due to corrections for texture 2020. 00:13:31
Four. Sorry, I have to remember what year I am because I'm always working. 00:13:34
Other years. 00:13:39
So. 00:13:41
I will start with the assessed value number. 00:13:44
These are numbers from the assessor's office. These are asset values. 00:13:48
For 2024, it's 600. 00:13:52
69,000,000 and. 00:13:54
$894,845. 00:13:56
The adjustment value which is the exemptions and disability. 00:13:59
Credits is 785,903. 00:14:03
Which in dollar and I'm going to. 00:14:08
Convert into dollar comes to 27 million. 00:14:10
$913,394.71. 00:14:13
Which with an adjusted value of 32,000. 00:14:19
900. 00:14:22
$55.20. 00:14:23
The treasurer's office we build. 00:14:26
27 million. 00:14:29
800. 00:14:30
80,430. 00:14:31
$39.51. 00:14:33
As of this report. 00:14:36
Which was? 00:14:38
At the end of the month. 00:14:39
We collected 27,000,332. 00:14:41
$1924.30. 00:14:45
And that leaves us with an outstanding balance for tax year 2024. 00:14:49
547,550. 00:14:54
$15.27. 00:14:57
Which makes our collection. 00:14:59
98.4% so. 00:15:01
For tax year 2024. 00:15:03
And obviously. 00:15:05
I'm still in collection mode of 2024. 00:15:06
Access and I normally collect. 00:15:10
Around average about. 00:15:11
5 to 10,000. 00:15:14
Each day. 00:15:15
So with that I have any any questions? 00:15:18
Sure. Thank you, Supervisor Humphrey. 00:15:20
Just one with. 00:15:23
With that much coming in, coming through. 00:15:25
So you're you're the only accountant of that money? 00:15:27
The Treasurer's office, Yes, the Treasurer's office is the only accountant. 00:15:32
Of that money. 00:15:35
Yes, Sir. OK. 00:15:36
Yeah, just. 00:15:39
Just checking because I was counting at one time that. 00:15:40
Seem to have lost a lot of money. 00:15:44
Santa Cruz. And so I was just wondering. 00:15:46
You know, if there was ever. 00:15:48
Accounting by the state. 00:15:51
Or anything if you get audited by the Arizona General. 00:15:53
For the Attorney General. 00:15:58
OK, Yeah. 00:15:59
Thank you. I would just I would just. 00:16:01
I would just as as steward of all that money. 00:16:03
I was just being sure that. 00:16:06
That someone else was checking on those dogs. 00:16:07
I appreciate it. 00:16:11
Supervise client. 00:16:13
Monica when I when I look at 24. 00:16:15
Versus the other. 00:16:17
Prior years we're right in line with. 00:16:19
With all those years from the. 00:16:21
Looks like in the past. 00:16:22
And it's just like clockwork. So like I said, we have about 447,000 still collect. I'm still collecting every. 00:16:24
Every day so I would by the end of the year I should collect another 100,000 from. 00:16:32
The taxpayers. 00:16:37
And another 40 steps. 00:16:39
37,000 is by investors. 00:16:40
They normally like to wait to the end of the year, so that's one 47,000. 00:16:43
Which leaves me about. 00:16:47
400,000. 00:16:49
Out of that 400,000 that goes into my tax lien sale. 00:16:50
When I send out my delinquent notices and it's going to. 00:16:53
Going to text. 00:16:57
And they'll get these letters. People panic. 00:16:58
And then I collect about half of that, so that drops my number down to 20,200 and. 00:17:00
200,000. 00:17:05
And out of that, that goes into my tax lien sale. 00:17:07
I sell about 100,000 of that so that drops it down to 100. 00:17:09
It happens every year. 00:17:14
And then by then, people start paying off their. 00:17:16
The link. 00:17:18
Thank you, Monica. 00:17:21
Yeah, you spend a lot of time collecting the last 2% of the taxes, it sounds like. 00:17:22
So these other numbers that are previous years. 00:17:29
Of outstanding. 00:17:33
Those are just done. 00:17:36
Line items I guess. 00:17:38
Of justice, people that owe taxes that haven't paid them. 00:17:40
Correct. Yeah. 00:17:44
So all right. 00:17:46
I don't have any questions. I did have a. 00:17:49
Half $1,000,000 Circle though. 00:17:51
What's the deadline for the 2024 taxes? 00:17:54
They have up until. 00:17:57
January 31st. 00:17:59
Or else I'll go into my tax and sale. 00:18:01
Really expensive one for taxes. That's not what my bill says when you send it to me. 00:18:04
OK. 00:18:11
Oh, there's nothing else I'll call for. 00:18:12
Mr. Chair, I move to accept. 00:18:16
And improve. 00:18:18
The authorized tax. 00:18:19
Receivable report submitted by the Healer County Treasurer for a year. 00:18:21
Tax year 2024. 00:18:25
Mr. Chair, I'll second that working in a second to approve those in favor say aye, aye. 00:18:28
All right. Thank you, Monica. Thank you, gentlemen. 00:18:32
Next item is my item 3D. 00:18:35
Information and discussion Action to approve an economic development agreement. 00:18:38
Number 2026. 00:18:41
000000026. 00:18:43
Between Hill County and Katie's Closet incorporated in the amount of $1000 to provide a new basic clothing. 00:18:46
Items for marginalized children in grades K through. 00:18:52
12 in Here County, which the board has determined to be for her. 00:18:55
Benefit of the public With us today we have Robert Horne. 00:18:59
Who represents? 00:19:03
Group Katie's Closet This is a. 00:19:06
An ongoing thing that I've supported in the past. 00:19:09
I think they do a good work. 00:19:12
They rely a lot on just donation, donations of clothing. 00:19:13
Money and that sort of thing. Did you have anything you'd like to add to that, Mister Hood? 00:19:18
Statistics Team. 00:19:35
1st of July. 00:19:37
Under children. 00:19:50
Our volunteers. 00:19:53
Update Of course we have said they wanted to put. 00:19:56
We give it out 100. 00:20:02
Take pair of shoes. 00:20:05
That's one of our major steps. 00:20:07
If you have. 00:20:11
Underwear. 00:20:16
Twitter. 00:20:17
Their socks. 00:20:20
Coats and jackets. 00:20:25
Sort of like it's a gently shorts. 00:20:28
It's the tree bags. 00:20:32
Children, of course. 00:20:40
We do that forecast here. 00:20:42
Foot 6 at this row. 00:20:47
Well, we appreciate that. 00:20:56
Supervisor Humphrey. 00:21:09
Everything. 00:21:10
I have no questions. 00:21:12
Supervisor Klein. 00:21:14
So thank you for doing this. I know you guys have done it for a long time. 00:21:16
And it sounds like there's a huge need. Are you? 00:21:21
Are you seeing that need to increase every year or is it kind of remaining? 00:21:24
Fairly steady. 00:21:28
If last year we helped 415 people ever sing. 00:21:30
And more people. 00:21:37
Someone. 00:21:40
From this last year for shoes. 00:21:42
She had gone on. 00:21:45
Spent the last two weeks I've spent $850 on shoes, socks. 00:21:54
And issues new stocks. 00:22:01
Shirts for our next distribution for August. 00:22:03
And we accept, of course. 00:22:07
Who has greater beans? 00:22:25
Fresh. 00:22:27
OK. 00:22:30
Umm. 00:22:31
I ask you this because. 00:22:35
Several years ago, right after I came into office, there was a. 00:22:37
A large percentage of homeless kids in the Payson area. 00:22:42
And so. 00:22:46
Are the majority of these folks coming in? 00:22:48
Actually families or do you? 00:22:51
Very many just individual type kids on their own more or less coming in. 00:22:54
Predominantly families. 00:23:01
Yes. 00:23:04
Some groups. 00:23:05
His primary families. 00:23:07
Fortunately, we we have people that give us strong. 00:23:12
The whole thing, of course, that has to be purchased Invest. 00:23:16
That's that's why I'm requesting. 00:23:20
$1000 Like I said, this last phone I said 8:50. 00:23:23
Oh yeah, I understand that joke. And I had $1000 for that. 00:23:31
But, Mr. Chairman. 00:23:35
If memory serves me right, last year. 00:23:37
Both you and Supervisor Humphrey added to that. 00:23:40
Amount and we had to interline 8. 00:23:43
That amount into the grant agreement and so. 00:23:47
I suggest that before the. 00:23:51
Make a final vote. You determine the. 00:23:55
The total amount that will be contributed. 00:23:57
And it's. 00:24:01
Any additional amount coming from constituent funds. 00:24:04
Is within the discretion of each supervisor so that. 00:24:08
Hopefully that answers your question. It does. Thank you, Joe. I'll match your $1000 Steve. 00:24:12
Thank you very much for that. 00:24:17
Thank you, Mr. Horn, for all that you do. 00:24:19
Do a great thing, it's a great service and. 00:24:24
To those who are needy. 00:24:26
And so. 00:24:29
Mr. Chair, guess what? Before a motion. 00:24:32
I would also like to put $1000. 00:24:35
Towards that and a question. 00:24:38
Do you work with any of the second hand stores? 00:24:40
On helping with clothing for some of these. 00:24:44
People like even Goodwill stores like down in Phoenix and things of that nature. 00:24:47
But we have some second hand stores here and I and up north and. 00:24:52
Just a question on on. 00:24:57
Gathering some of these, you work with secondhand stores. 00:24:58
I basically do mine. 00:25:02
Other information. 00:25:05
We get. Unfortunately, we get a great deal of. 00:25:07
So. 00:25:16
I give that out. 00:25:17
Thank you for your generosity, supervisors. And with that, if there's nothing else, I'll call for a motion. 00:25:33
Reflecting the changes mentioned. 00:25:39
Mr. Chair, I'll make the motion to approve the Economic Development Agreement number. 00:25:41
2026 Dash. 00:25:49
In the amount of $3000. 00:25:55
With Katie's Closet incorporated as presented, in which the Board is determined to be for the benefit of the public. 00:25:58
Mr. Carroll, second that. 00:26:05
Have a motion and a second. 00:26:07
That each supervisor would contribute 1000 from his discretionary funds for this project. 00:26:09
Those in favor? 00:26:15
Say aye. 00:26:16
Aye, aye, aye. 00:26:17
Thank you, Mr. Horn. 00:26:20
The Raspberry decline once again. 00:26:23
Alright. 00:26:29
Thank you so much. 00:26:31
I would like it to take a look at the microphone that's in that room. It's on the wall underneath the television. 00:26:37
I'd like to see either a separate microphone or something. 00:26:44
Because it sounds like he's talking. 00:26:48
People talking from a mile away. 00:26:50
We can. Barely, barely. 00:26:53
Understand it. 00:26:55
So. 00:26:56
It would be better to hold signs up. 00:26:57
I got a three seat. 00:27:03
Information discussion action approving economic development grant agreement number 2026. 00:27:05
Last #27 between Hewitt County and Magellan Sporting Association, Incorporated. 00:27:11
In the amount of $2000 to support various. 00:27:17
Youth and Wildlife Conservation projects, which the board had determined to be for the. 00:27:20
Benefit of the public and this again. 00:27:25
Is from my constituent fund something that I'm supporting? 00:27:28
And Muggy on Sporting Association is represented today by. 00:27:33
Craig Swartwood and I'm going to have him speak a little bit, but they've been around for. 00:27:37
30 years or. 00:27:42
More and. 00:27:43
It's a local. 00:27:45
501-C3. 00:27:46
Similar to. 00:27:48
Ducks Unlimited or Rocky Mountain? 00:27:50
Rocky Mountain. 00:27:54
Elks Yeah, I forgot. 00:27:56
And uh. 00:27:58
Some of those kind of clubs that are more of a national. 00:27:59
Thing and the MSA is local. 00:28:03
Which is umm. 00:28:06
Significantly different and important. So Craig, tell us what you guys do. 00:28:08
There approach. 00:28:12
The dance. Pardon. Yeah, I approached the death. Sure. Come on. 00:28:15
Yeah, yeah. 00:28:19
Thank you, Chris. 00:28:24
OK. 00:28:27
OK. 00:28:29
From our organization. 00:28:32
Thank you. 00:28:34
Thank you. 00:28:35
And this is what we've done in the last year. 00:28:36
As we said, we have been around for 33 years. 00:28:47
And during that time span, we've raised over three and a half million dollars. 00:28:52
Which stays within a 50 mile radius of. 00:28:57
Patient area, remount country we go all the way up to. 00:29:01
Find Strawberry. 00:29:03
Actually go up on top of the rim a little bit. 00:29:05
We come down through. 00:29:07
Supervisor, umpires district and around Tunnel Basin. 00:29:10
As a matter of fact. 00:29:13
Each year we give a legacy award. 00:29:15
Exemplifies. 00:29:19
Conservation. 00:29:20
And youth in our. 00:29:22
Area, and this is where it was Terry Klein. 00:29:23
Down and Tano for all the water she provides, everything she else she does. 00:29:28
We also have. 00:29:33
Strong slant toward. 00:29:35
Economic development with our. 00:29:37
And the last three years we've donated. 00:29:40
$20,000 plus. 00:29:42
In the Unified School District. 00:29:44
To pay for all the referees. 00:29:46
Tournaments. 00:29:49
An example of how well that's worked is. 00:29:51
He had a track meet every year. 00:29:54
For uh. 00:29:55
Another nonprofit up there. 00:29:57
RBN 3. 00:29:59
And it has gone in the last few years. 00:30:00
320 participants. 00:30:03
This year they had 1100 and. 00:30:06
50 and now the. 00:30:10
School districts in negotiations. 00:30:11
Donaldson State for a. 00:30:14
Base. 00:30:16
But I think we cover each of your districts on the wildlife side. 00:30:18
Also on we supply archery equipment this year will supply. 00:30:23
By $16,000 total. 00:30:27
Pine and strawberry. 00:30:30
Basin and tunnel basin. 00:30:32
So, uh. 00:30:34
We promote youth. 00:30:35
Being active and outdoor activities. 00:30:37
We fund. 00:30:40
Two different youth camps. 00:30:41
One was held in Connell Bay Centre climbs Ranch. 00:30:43
The others up in Christopher Creek. 00:30:46
So with that, you get an idea of what we do. 00:30:48
And how we operate. 00:30:51
We just tell our banquet on Saturday night and over 400 and. 00:30:53
Five people attending. 00:30:57
So that's what we do. 00:30:59
Any questions? 00:31:01
Thank you, Craig Humphrey. 00:31:03
I have no question rather than thank you very much for. 00:31:05
All that you do and organize for. 00:31:09
For the youth. 00:31:12
Thank you. 00:31:13
He asked the client. 00:31:15
Great. Thank you. Ms. as been around for how long? 00:31:17
When were they who? 00:31:20
33 years. 00:31:22
33. 00:31:23
Yes. 00:31:24
I I knew it was quite a while. 00:31:25
So it's been a really good organization and it's helped a lot of things. 00:31:27
Across that rim country. 00:31:32
Yes Sir, we all had our hair back there. 00:31:33
Different color too. 00:31:36
So, umm. 00:31:39
No, I'm looking at this list of everything that you guys have support. 00:31:40
Ordered and helped with his. 00:31:43
Is outstanding and I know you guys have been. 00:31:45
Very active every year that I've known. 00:31:49
And so it's good to have an organization like you guys in. 00:31:52
Nice up there so think. 00:31:56
Thank you and everyone else for what you're doing and. 00:31:58
Mr. Chair. 00:32:01
It's OK, I'll throw in another $1000 on top of yours. 00:32:02
Thank you. That's very generous. 00:32:07
You just will make the motion for four. 00:32:10
OK, we'll do that. 00:32:13
On a roll. Is that OK with you, Craig? 00:32:15
I think we'll find a way to accept that. 00:32:19
OK, we appreciate it. So I know the history of the NSA because I. 00:32:21
Have lived inpatient. 00:32:26
36 years in it. 00:32:27
The group that was formed came out of. 00:32:29
The other organizations I previously mentioned that. 00:32:32
That why are we? 00:32:34
Having these marvelous. 00:32:36
Banquets and raising all this money and. 00:32:38
Some of the money may come back our direction, maybe not. 00:32:41
And so it was like. 00:32:45
Let's start an organization that stays local. The money stays local. 00:32:47
And the benefits overtime? 00:32:51
Have been tremendous and it's still very strong and vital. 00:32:55
Group. 00:32:59
The interesting thing about it, there were four of us that founded it. 00:33:01
And only two of us are still around. 00:33:05
Get that myself? 00:33:08
Ted Pettit and it was Gary Barcom part of the founding no. 00:33:09
Jim Barcena and Jim Spencer. 00:33:15
Jim Spencer with API Seattle. 00:33:17
Arkham came on about the second year. 00:33:20
OK, so. 00:33:22
A long history of really quality people and so. 00:33:25
Mr. Swartwood, I'm not sure what happened. He normally wears each day, but he's been mayor twice. 00:33:28
He's what company? 00:33:35
Oh, really? 00:33:37
I missed one in there. 00:33:39
Yeah, so I think I missed it too. 00:33:40
Yeah. So, well, there's always next year. 00:33:43
Anyway, if there's nothing else, I got one more thing. Yeah, yes. 00:33:47
Thank you for recognizing Terry. 00:33:51
She has done an outstanding job done there on that allotment and what the. 00:33:53
The improvements that she's put in. 00:33:58
And the infrastructure they built is a huge help. 00:34:00
Not only wildlife, but cattle and everything. 00:34:03
Well, she's very well deserving. 00:34:05
There were there are many ranches down there that are well deserving. It's true stewards of the land and. 00:34:08
And Terry, I think is a fifth generation Ranger down there. 00:34:13
The only ones I know, they're longer. The Conway's. Mm-hmm. 00:34:17
There's 6 I think. 00:34:20
You know so. 00:34:22
It's kind of cool now, I can tell you. Thank you for matching it. 00:34:24
Kind of shorted you on. 00:34:28
What we advertised you as. We put your logo on all of our stuff at the banquet. 00:34:29
Because with the 4000 moved up array. 00:34:35
So I'm gonna have to get a little bit bigger. 00:34:37
Thank you guys. 00:34:41
Thank you very much. Well, if there's nothing else, then I'll call for a motion on item 3C. 00:34:43
Mr. Chair, I move to approve. 00:34:47
Develop Grant. 00:34:49
Number 2026000000027. 00:34:50
With Muggy Own Sports Association incorporated for $2000 from. 00:34:56
Supervisor Christian sent $1000 from Supervisor Klein. 00:35:02
$1000 from Supervisor Humphrey for a total of $4000 as presented. 00:35:06
And which the Board has determined to be for the benefit of. 00:35:11
Mr. Cheryl. 00:35:17
2nd that. 00:35:18
A motion and a second to approve those in favor say aye. 00:35:19
Aye, aye. 00:35:22
Thank you very much. Yeah. 00:35:24
And thank you, supervisor. So let's move on now. 00:35:27
3D Information discussion action for the Hewlett County Superior Court's submission. 00:35:29
Of the. 00:35:34
Fiscal year 26 still the cap. 00:35:35
Grant application to the administrative office of the course to fund the enhanced scanning. 00:35:37
Program in the amount of. 00:35:42
$6053.60. 00:35:43
Good morning, Cassie. 00:35:46
Good morning, supervisors. 00:35:47
Members of the board. 00:35:49
Before you this morning is. 00:35:51
The Superior Court filled the GAP grant application for enhanced scanning program. 00:35:53
We apply for this annually. 00:35:58
And the funds support the fees associated with scanners placed throughout. 00:36:00
Our lower jurisdiction courts. 00:36:04
These scanners are used for. 00:36:07
The scanning and uploading of documents. 00:36:09
Filed in each file. 00:36:12
To the courts case management system. 00:36:13
We create this creates an electronic file as well as archiving the records as they come in. 00:36:17
That sums it up. 00:36:25
You have any questions? 00:36:26
I can answer that or. 00:36:28
We'd appreciate your approval of the application. 00:36:29
Thank you for the presentation, Supervisor Humphrey. 00:36:32
I have no. 00:36:35
Supervisor Klein, I'm good. 00:36:36
OK, let's have a motion. 00:36:38
Mr. Chair, I'll make the motion to approve the Healing County Superior Court submission of the. 00:36:40
FY20 6 Fill the Gap Grant application to the Administrative Office of the Courts as presented. 00:36:46
Mr. Chair, I'll second that. 00:36:52
Motion of the second to approve. Those in favor say aye. 00:36:54
Aye, aye, thank you very much. Our judges thank you as well. 00:36:57
Yes, Sir. 00:37:02
You want to read this? 00:37:12
Yeah, let's read that. 00:37:14
Thank you. 00:37:23
OK. He was just asking for a copy of the resolution we are now going. 00:37:26
S and that is item 3, E Information discussion action to adopt resolution number 25, Dash. 00:37:31
08. 00:37:37
Supporting. 00:37:39
The Enhancing Safety for Animals Act of 2025. Mr. Klein. 00:37:41
Thank you, Mr. Chair. So this this resolution is. 00:37:46
Being passed around a lot. 00:37:50
A lot of counties. 00:37:52
And what it is, it's in support of a bill. 00:37:54
Representative Gosar. 00:37:57
Is drafting in the house? 00:37:59
And it's on the Mexican wolf recovery plan. 00:38:01
And hopefully. 00:38:05
Hopefully it will get. 00:38:09
Presented here sometime soon. 00:38:10
I guess is what we're looking at and. 00:38:13
It there's a lot of issues right now going on. 00:38:16
With with the wolves and in the recovery plan. 00:38:20
I I noticed this morning I read an article from Eli Crane's office that came out as part of the big beautiful bill. 00:38:25
That we've all heard so much about, but that. 00:38:32
Actually. 00:38:34
Puts more money in. 00:38:36
Into the depredation of livestock and what not created by wolves. 00:38:37
And which actually, in my opinion. 00:38:43
It takes some of the weight off the permittees where the permittees were being only paid a small. 00:38:47
Percentage. Percentage. 00:38:53
Of what they were losing. 00:38:54
And it's putting the weight of that program on on. 00:38:55
On the taxpayers shoulders. 00:38:58
That's that's where the money's coming from. 00:39:00
And that's what they're doing and in my opinion. 00:39:03
I'm all for it. 00:39:05
It's the. 00:39:07
Hermitage and the cattle industry. 00:39:08
Has been the ones packing this project from the time it was created. 00:39:11
And has been fought and fought and fought and we've gained nowhere to pipe. 00:39:15
By fighting with it. 00:39:19
And now it's good that it's going to come out of regular tax dollars out of the United States. 00:39:20
And it's going to get paid for like it should be paid for. 00:39:25
You've heard me in this meeting and other meetings say repeatedly I won't feed anyone of my animals to the wall. 00:39:29
I won't do that and I still wouldn't do that today. 00:39:36
But there's a lot of Kettleman. 00:39:39
And women out there that are doing that every day. 00:39:41
And if you read the headlines in California? 00:39:44
For instance, it's only getting worse. 00:39:47
And So what? 00:39:49
Mr. Gosar is proposing, I think is a. 00:39:51
Is a very good push towards the right direction. 00:39:55
And I'm hoping that it'll have some bite to it. 00:39:58
And maybe get something over the. 00:40:01
Finish line. 00:40:05
On this and put some sense into this program. 00:40:06
Start dealing with it like we should be dealing with it so. 00:40:09
That answering questions and then I'll read this resolution if you guys would all like me to. 00:40:12
OK, so Brother Humphrey. 00:40:18
Yeah, the only question you have is. 00:40:21
Believe me, I'm not for the wolf at all and I think it's done a lot of damage and I. 00:40:24
And I do believe that. 00:40:29
We need to do something with it. 00:40:31
My question is, is if we pass a bill that says. 00:40:33
You know, Delist the wolf, I understand. 00:40:37
But Safety for Animals Act. 00:40:39
Is something man that. 00:40:41
That gets me because safety for animals, the what's an animal? 00:40:43
All the predators are animal. 00:40:47
And and even, you know, I'm an animal, if you're going to say. 00:40:50
Because I like to hunt, believe me. 00:40:54
And and so yeah, the only. 00:40:56
The only question I have is the bill. 00:40:58
You know how Washington runs with things and other people if they pass the bill? Safety for animals. 00:41:00
Where they're gonna go with. 00:41:05
With something like that. 00:41:06
You know, I mean, I'm I'm all for delusting the wolf. Believe me, I am. 00:41:08
But but you get it. You get a bill safety for animals, then what? 00:41:12
What can grow off of that? 00:41:16
For safety for animals. 00:41:17
So I don't know where they came up with this headline. 00:41:20
And when you really read that, I agree with. 00:41:22
Supervisor Humphrey, I don't know why it's. 00:41:25
It's titled The way it Is. I have no idea that would be. 00:41:27
Something that. 00:41:31
The congressman would have to answer because I have no idea, but. 00:41:32
And when you get into the resolution of what? 00:41:36
What is proposed here? 00:41:40
It's about the wolf and the push to delist the wolf, right? But. 00:41:44
But you get it in front of. 00:41:48
Like in Washington. 00:41:49
Then they're going to add to it and pretty soon we're going to what are we? What are we going to be protecting? 00:41:51
By the time this bill gets. 00:41:56
To a vote. 00:41:59
Yeah, and the thing of it is to introduce like this is fine, but. 00:42:00
I mean. 00:42:04
What what's What's it going to be when it gets voted on? 00:42:06
So the bill is. 00:42:09
Just still being pushed. 00:42:11
Or. 00:42:13
Beginning stages. 00:42:15
So what? 00:42:17
Where it actually goes? 00:42:19
Who knows? 00:42:21
Everything on the heel is pretty upside down. 00:42:22
And I'm not sure how much traction it will have. 00:42:25
You know me personally, the only thing I I have. 00:42:29
To say is. 00:42:32
I agree with. 00:42:34
With what's in this? 00:42:35
And from a standpoint and then they are pushing the delisting. 00:42:37
There's one thing that. 00:42:42
That I've talked about in several of my meetings, and it's been kicked around a lot too. 00:42:43
The recovery plan on the Wolves. 00:42:50
Was was put in place years ago, but. 00:42:53
You know it. 00:42:56
It needs to be more. 00:42:58
Than just an executive order to do away with. 00:43:00
As we all know you can do executive orders. 00:43:03
All day long and then in three years it gets changed. 00:43:06
That's the problem right there is they could actually. 00:43:10
Do an executive order to delist it or whatever and think we're on the home stretch and. 00:43:14
If the administration changes to whatever and the new administration doesn't agree with it. 00:43:19
They'll change it back when we're back to square 1. 00:43:24
And that's, that's a lot of conversations that are going on as well. So what? 00:43:27
What I hope to see is. 00:43:32
The final outcome of all this is that they do it right and they do it in a way that we can. 00:43:34
Be done with this program. 00:43:40
That's that's really what I'd like to see. 00:43:43
And I think. 00:43:45
Congressman Gosar has that. 00:43:46
In mind but. 00:43:48
But where he came up with the headline on that? 00:43:50
No, I have no idea. 00:43:53
The umm, there's a fancy word here. The bifurcation. 00:43:57
Of the population. 00:44:02
Would essentially mean. 00:44:05
The splitting up of two. 00:44:07
One category into two. 00:44:09
Is that essentially the? 00:44:12
Southern the Mexican side of the wolves versus the. 00:44:14
North of the border Wolves. 00:44:18
Or basically the. 00:44:20
The non essential. 00:44:24
Group. 00:44:27
That we're trying to foster. 00:44:29
Here, do you know what the split is? 00:44:31
Involving. 00:44:33
I believe it's between US and Mexico. And the thing of it is, is our numbers on north of the border have increased. 00:44:35
A lot. We're almost right to the numbers. 00:44:42
Of actually looking at a down list and. 00:44:45
On this species. 00:44:48
Yeah, Mexico. 00:44:50
Is a long ways from it and So what is being tossed around is to take a lot of the animals that are up here. 00:44:52
And ship them down there and then what they do with them is up. 00:44:58
But it was an agreement between US and Mexico to do this. For one, this is a. 00:45:01
This is a bogus deal. Everything about the wolf issue is bogus. 00:45:08
This the wolf itself. 00:45:12
Is a hybrid species this particular wolf? 00:45:14
When it was originally brought out of Mexico way back when. 00:45:17
There was only. 00:45:21
Four or five of them, I can't remember exactly. That actually came out of Mexico that day. 00:45:24
Felt at the time. 00:45:29
Was the original. 00:45:31
Mexican was. 00:45:33
They couldn't produce. 00:45:35
Those wolves were in. They couldn't. They couldn't. They were in bread. That was it. They couldn't produce them. 00:45:37
So what they started doing? 00:45:42
Was turn them into more of a hybrid species is what the whole. 00:45:45
Whole thing has been. 00:45:48
And so. 00:45:50
I've always been against this program from the very beginning and. 00:45:51
It's it's cost a lot of money. 00:45:57
It's cost a lot of heartache. 00:46:01
It's created a lot of issues. 00:46:03
And so. 00:46:06
It's high time we got. 00:46:08
Got through it and got over it. 00:46:10
So this is a resolution to support the bill that. 00:46:12
Will be presented. 00:46:15
It will be and. 00:46:17
So that resolution, did you want to read Park or all of that? 00:46:19
I can. What would you like to do? 00:46:23
I can. 00:46:25
You're just the folks here don't have, they don't have a copy of it and the ones on. 00:46:27
YouTube done either so I can make it. 00:46:30
OK, so like we said, the resolution of the Board of Supervisors of Henick County, Arizona supporting the Enhancing Safety for 00:46:32
Animals Act. 00:46:37
Of 25. 00:46:42
Whereas the Mexican wolf recovery plan. 00:46:46
Created by the US Fish and Wildlife Service under the authority of the Endangered Species Act. 00:46:50
Caused the reintroduction starting in 1998 of the Mexican wealth and apex predator. 00:46:55
On the working landscapes of Arizona and New Mexico and. 00:47:01
Whereas the Mexican wolf recovery takes place on heated and leased lands. 00:47:05
Without the approval of the owners or leases of the lands. 00:47:10
And whereas. 00:47:13
The recovery of the Mexican wolf causes large negative impacts. 00:47:15
On the ranching and cattle growing activity of the owners or leasees of the lands. 00:47:20
Including, but not limited to, death of livestock animals. 00:47:25
Death of domestic animals. Disappearance of animals. 00:47:29
Wounded animals. 00:47:32
Increased veterinary care. Increased husbandry. 00:47:34
Ranching and management activities. 00:47:38
Expensive. 00:47:40
Prevention. 00:47:41
And conflict avoidance measures. 00:47:43
Increased. Livestock stress issues reduced. 00:47:46
Livestock weight gain. 00:47:49
Reduced livestock reproduction rate and others. 00:47:50
And whereas the large negative impacts on the ranching and cattle growing activity of the owners. 00:47:54
Or leases of the lands caused by the recovery of the Mexican wolf. 00:48:01
Create direct financial losses. 00:48:05
Increased. Operating costs reduced. 00:48:08
Offering income. 00:48:11
Reduced Ranch. 00:48:12
Profitability. 00:48:14
Reduced ranch value. 00:48:16
And. 00:48:17
Whereas the recovery of the apex predator Mexico. 00:48:18
On the working landscapes of Arizona and New Mexico causes emotional distress. 00:48:22
And the anxiety on the ranching and cattle growing community. 00:48:28
Due to the constant threat of depredation and associated losses. 00:48:32
The fear of direct confrontations with wolves and the social conflicts caused by conservation groups and other stakeholders. 00:48:36
And whereas the recovery of the Mexican wolf. 00:48:44
Under the implementation of the Endangered Species Act. 00:48:47
Whatever the cost. 00:48:51
Tennessee Valley. 00:48:53
Arthur versus Heel, 437 US. 00:48:55
153 Dash 1978. 00:48:59
Has caused the Arizona, New Mexico ranching and cattle. 00:49:03
Growing community to bear the. 00:49:06
Full cost of the Mexican oil recovery for almost 30 years. 00:49:08
With insufficient. 00:49:13
Program compensation for the direct losses. 00:49:16
And without any Mexican wolf program compensation for all other losses. 00:49:18
And diminished income. 00:49:24
And whereas it is. 00:49:26
Patently unfair and unamerican. 00:49:29
At approximately 30,000 ranches, growers and their families and communities in rural Arizona and New Mexico. 00:49:31
Representing OH .009%. 00:49:38
Of the American nation have remained solely. 00:49:43
Burden for almost 30 years with the full negative impact. 00:49:45
Economic impact. 00:49:50
Of a nation national recovery program. 00:49:52
Despite numerous and repeated pleas for federal help. 00:49:55
And. 00:49:58
Whereas the Mexican wolf US population recovery is in a resounding success. 00:49:59
And has been one of the fastest recovery efforts on record. 00:50:06
The down listing criteria for the Mexican wolf US population outlined in the Mexican Wolf Recovery Plan for Abundance and genetic. 00:50:11
Incorporation are almost met and will now certainly be met. 00:50:19
But the down listing criteria for the Mexican oil population are so far from being met that regulatory delisting. 00:50:23
Further recovery plan seems realistically. 00:50:31
Unachievable and is widely recognized by both. 00:50:34
Governmental agencies. 00:50:38
And non governmental organizations as virtually impossible. 00:50:39
In the foreseeable future. 00:50:44
And whereas executive delisting of the Mexican wolf US population. 00:50:46
By Presidential. 00:50:52
Executive order or secretary final rule. 00:50:54
Would not comply with the delisting criteria of the recovery plan and would therefore challenge the rule. 00:50:57
Law, and perhaps he looked county, supports the rule of law. 00:51:03
And whereas he the county supports the right of the people. 00:51:08
To petition Khan. 00:51:12
Congress to change the law. 00:51:13
Now therefore, be it resolved by Hina County Board of Supervisors that Heala County formally supports the enhancing. 00:51:16
Safety for animals active. 00:51:23
2025. 00:51:25
To remove the Mexican wolf from the list of threatening. 00:51:27
Species and endangered species that. 00:51:31
Published pursuant to section. 00:51:33
Of the Endangered Species Act. 00:51:36
To nullify all final rules today to Mexican wolf and to. 00:51:38
But if you're OK, any. 00:51:43
Potential future Mexican wolf population. 00:51:44
Recovery criteria for Mexican. 00:51:47
Wolf, Mexican population recovery criteria. 00:51:49
The chairman of the Healer County Board of Supervisors is authorized and directed. 00:51:53
To sign this resolution supporting the Enhanced Scene Safety for Animals Act of 2025 introduced by Representative Paul Gosar. 00:51:58
And that is the resolution. 00:52:07
Thank you, Supervisor. 00:52:11
Thank you for bringing it to us. 00:52:12
You're welcome and I foresee in the future more. 00:52:14
Won't come in our way. 00:52:17
Supervisor help for anything else. 00:52:19
Mr. Chair, Supervisor, client on. 00:52:21
Didn't you say that the WARP program has been defunded? 00:52:24
They held it up. 00:52:28
Who was it? Has it been two weeks ago? I think they held. 00:52:30
That. 00:52:33
And I think it has to do with. 00:52:34
You know, we've seen. 00:52:37
Oh, we've seen them going through all the programs and. 00:52:40
Cutting funding for a lot of different things and. 00:52:43
And analyzing a lot of programs, I think it was in that. 00:52:46
Long line of the list. 00:52:49
And I haven't heard that it's back on track yet either. 00:52:51
They they held up funding except for. 00:52:56
The people that were hired in those positions, they were still getting paid, I believe. 00:53:00
Last I knew. 00:53:05
OK. 00:53:08
Yeah, it's just difficult for me to send a bill to Washington that starts out. 00:53:11
Safety for animals back. 00:53:16
So one of the things and I'm just. 00:53:18
Jumping out there, taking a while guess at this. 00:53:22
A Safety for Animals Act. 00:53:25
Word each. 00:53:27
I think is. 00:53:29
Congressman, Congressman Gosar put it in there because that's what's being. 00:53:30
Hammered the most. It's the cattle, it's the horses, it's the sheep. It's. 00:53:36
Pigs at your daughter's milk cow that's standing in the barn. 00:53:40
And I think that's really the. 00:53:44
His maybe? 00:53:47
Focused or that's why it's said that away. 00:53:49
It also has to do in like that said too as your. 00:53:52
The reproduction of a lot of these animals, you know your. 00:53:57
Calf crops and whatever else horses. 00:54:01
Things like that. I think that's what he's referring to as far as animal safety. 00:54:03
Yeah, I understand how it's interpreted. 00:54:08
I just not sure where it'll go in Washington. 00:54:11
Anyway, thank you, Mr. Chair. 00:54:17
Thank you. If there's nothing else, I'll call for motion. 00:54:19
Mr. I move to adopt resolution #25-08. 00:54:22
02 I'll second it. 00:54:27
Motion and a second to approve. Those in favor say aye aye. 00:54:28
Aye, Thank you gentlemen. 00:54:32
And for that reading. 00:54:35
3F. 00:54:37
Information discussion. Action to approve amendment #3 to contract number 051122. 00:54:38
The bulk fuel and lubricants. 00:54:43
With Synergy Petroleum LLC to extend the term of the contract for one additional year. 00:54:46
From July 19th. 00:54:51
2025 through July 18th. 00:54:52
2026 per contract. Amount not to exceed. 00:54:55
1,000,000. 00:54:58
$200,000 Mr. Laforge. 00:54:59
Chairman, members of the board. So yeah, I'm up here today to seek approval. 00:55:02
For that Third amendment through. 00:55:06
With our contract for our bulk fuel and lubricants with Synergy Petroleum. 00:55:07
We've been using Synergy Petroleum since 2022. They supply the county with all of our gasoline, diesel oil. 00:55:13
And lubricants. 00:55:21
They've always done a good job. I have no complaints. 00:55:23
The pricing for. 00:55:26
There's been no pricing change. 00:55:28
For this coming contract. 00:55:30
Except for one small thing. 00:55:32
We moved from using 15 WC. 00:55:34
40 to a 15 W 40 synthetic, so there's a small increase for that. 00:55:36
But other than that, everything else has remained the same. 00:55:41
I'll take any questions if you haven't. 00:55:46
Thank you, David. Supervisor Humphrey. 00:55:48
Yeah. Are there any other companies that? 00:55:51
Could bid on. 00:55:53
This I believe so, but when we went out to bid and 20. 00:55:55
22 They were the only ones that did that at that time. 00:56:00
But that's been years ago. Should we maybe? 00:56:04
Give someone else an opportunity to try. 00:56:07
Yeah, we can. This would be our third and final. 00:56:10
Amendment that we can make next year we would have to go back out to bid so. 00:56:13
OK. Thank you. 00:56:18
Welcome, Supervisor Klein. 00:56:20
David, I agree with Supervisor Humphrey, our local. 00:56:22
Distributor here has changed hands since. 00:56:26
22 and. 00:56:29
Those folks. 00:56:31
They very well. 00:56:31
I hope that they would be interested. 00:56:33
Bidding on it so. 00:56:35
When it comes up, it would really be good to. 00:56:36
Maybe you can have those discussions with them and see if they would do that. That would be awesome. 00:56:39
Yeah, definitely. I'm always open for. 00:56:43
You know, throwing it off the bed and seeing. 00:56:46
What the best skill is that we can get? 00:56:48
Back to us. 00:56:50
OK so I need to know the message here. Are we asking to table this item or? 00:56:52
Asking Mr. Forge to look at. 00:56:58
Won't count me for the next year. 00:57:00
I'm not interested in tabling it so much, but I'm interested in looking for other. 00:57:04
Bid since the last bid was 2022. 00:57:09
That's OK. Thank you for that clarification. 00:57:13
Yeah, this is the final amendment and I think that. 00:57:16
I think we ought to do that, but I I do think that come next year, we really. 00:57:21
We really need to look at our local people, you know, I've been. 00:57:25
I've been adamant as much money that we can spend locally, that's the way we need to go and that only makes sense and and so. 00:57:29
We can do that. I'm good with that. 00:57:37
OK. Thank you and thank you, David. Thank you for that. I will call for a motion. 00:57:39
Mr. Chair, I'll make a motion to approve amendment #3 to contract number 051122. 00:57:45
With Synergy Petroleum LLC is presented. 00:57:52
I'll second that motion and a second to approve. Those in favor say aye, aye aye. 00:57:55
Item 3G Information Discussion Action to consider and select one of the following two. 00:58:01
Proposed projects. 00:58:07
To support in partnership with Salt River Project for a year. 00:58:09
3. 00:58:13
New fire restoration. 00:58:14
Project phase four or. 00:58:16
Hagler, Phase One. 00:58:18
Thinking project we do have. 00:58:20
Mr. Melfur, we have. 00:58:22
Colette. 00:58:24
Let from SRP. 00:58:26
Good morning. I brought Colette here with me morning. 00:58:29
Chairman and supervisors right pullet here with me to answer him. 00:58:32
Any in-depth questions that you may have about this project? 00:58:35
So. 00:58:39
The Board of Supervisors signed on with this MOU in 2023. 00:58:40
So we get you. 00:58:45
Provide input on which of the projects we choose to support with that $5000 contribution. 00:58:46
Each year. 00:58:53
You select the project. 00:58:53
This is year three. There are only two projects. 00:58:55
Close this time. 00:58:58
The first of which. 00:59:00
Is. 00:59:03
Project Restoration phase four, which covers. 00:59:04
2457 acres at an estimated cost of. 00:59:07
2.4 million. 00:59:12
What's interesting about this? 00:59:14
Project is it? 00:59:16
Kind of completes a missing area in mitigation work that's done on the South end of the movie on ramp. 00:59:18
So there's been several different projects and a couple of wildfires that have reduced the fuels along that area. 00:59:24
The map that was attached with this item. 00:59:32
In pink shows where the dew fire. 00:59:34
Phase 4 restoration project takes place in this. 00:59:38
Kind of the last missing piece to that. 00:59:41
Mitigation project along the South end of the movie on rent. 00:59:44
The next project. 00:59:49
As proposed as the Hagmann Phase one thinning project. 00:59:50
Which covers. 00:59:53
1320 acres. 00:59:54
That's estimated cost of $970,000. 00:59:57
This is the. 01:00:03
Pretty good sized thinning project. 01:00:04
Quite as much acreage or? 01:00:07
More cost as the other projects, but I am. 01:00:09
Always fully supportive of any. 01:00:11
Thinning and fuels management projects. 01:00:13
Possible. 01:00:16
Before making the selection, I do want to. 01:00:18
Remind the Board of Supervisors that. 01:00:21
Although we can choose to select one project. 01:00:24
Fully support with that funding. 01:00:27
We can also split support among that amongst that funding. 01:00:29
If you wish to put. 01:00:33
Portion of that funding towards 1 project. 01:00:34
Portions towards you. 01:00:36
And from my understanding and. 01:00:38
So I can expand if she she chooses to. 01:00:39
All these projects are going to. 01:00:43
Completed. 01:00:45
From funding and donations from not only ourselves, but from. 01:00:47
Other entities state that correctly. 01:00:50
Think of Carl. Let's hold on a second. We're trying to get. 01:00:53
The information where we can see a little easier. 01:00:55
Yeah. Excuse me, Mr. Chairman, Excuse me, Carl. It's just. 01:00:58
If they could get it up over here, I'm I'm looking at pace and then I would much rather look at this without having to. 01:01:03
Turn my back to you. 01:01:10
Oh, what did we do last year? I remember doing this and it seemed like there was something around rye or something. 01:01:12
Last year was the. 01:01:19
Completion of the North patient projects. 01:01:20
So it was kind of in that area of rye. 01:01:23
So right. 01:01:26
Yeah, so the first two years of the MO U. 01:01:29
Board voted to contribute to the first two phases of the Greater Peace and Restoration Project. 01:01:32
So that's essentially sending a big doughnut around. 01:01:37
The town of Payson and Star Valley, so the first year. 01:01:39
The funding went to a project that's going to start in a few weeks here. 01:01:42
That's sort of the southeastern portion of Payson. 01:01:46
The second year the project was the North Payson. 01:01:50
OK. 01:01:53
I want to wait until we get to look at. 01:01:56
Yeah, seeing the maps really helps to kind of paint the picture of. 01:02:01
Of where these projects are and the importance of them. 01:02:04
OK. 01:02:07
Let's see if I've got any of that in here. 01:02:10
Thank you. Yeah, I do. 01:02:15
I get maps, I don't know if you do. 01:02:23
You know, I see them. 01:02:24
OK. 01:02:26
Well, which Colette? Which is the most needy project you know? 01:02:28
So we have some updates to the funding on the Hagler project since we provided this to Carl. 01:02:34
So this portion of the project is fully funded. 01:02:39
But if you were interested in putting the $5000 donation towards it? 01:02:42
Some of that partner funding is a little flexible. 01:02:46
So we could move some partner funding to a different project. And what project is that? 01:02:48
The Hagler Phase 1. The Hagler 1. 01:02:53
We could be flexible if you still prefer that the news fire is not fully funded. 01:02:56
The Dude restoration. 01:03:00
Yes, phase four of the Duke project is still in need of partner funding. 01:03:01
OK. 01:03:07
There seems to be some complexity. 01:03:23
It seems it seems a constant in the IT. 01:03:28
I can go forward with that. 01:03:32
OK, OK. 01:03:40
Umm. 01:03:41
And what comments would you like to make? 01:03:45
Oh, I, yeah, I I agree that there's. 01:03:47
Dude, fire project would be a. 01:03:50
And Goodman can reach football. 01:03:52
Client. 01:03:57
So it's tough when everything needs done at once. 01:03:58
It really is. 01:04:02
You know, and so. 01:04:03
Umm. 01:04:05
The one part of that picture on the Hagler Creek part of it shows the power line going off down through there. 01:04:11
So apparently the power line. 01:04:17
And that stretches is. 01:04:19
Part of that project. Phase one project. 01:04:20
Yes, yeah, there is a corridor that runs through a fortunately. 01:04:23
Objects. There's some infrastructure protection aspects. 01:04:27
The umm. 01:04:30
The, uh, the. 01:04:32
A part of that I'll bring up is the fact that that particular area. 01:04:36
Has been an issue. 01:04:41
With APS as far as our public shutoff. 01:04:43
Proposals. 01:04:48
That's that's part of the area where the. 01:04:50
The right to. 01:04:53
Too small. The trees are right up to it. 01:04:54
20 foot right away with 70 foot trees on both sides of it. 01:04:58
You know so. 01:05:03
So when I look at that particular. 01:05:04
Part of the map that you showed Holy Ghost. 01:05:06
It uh OK, it would help. 01:05:10
The folks who live in Hayley Creek, sure. But. 01:05:12
But that would also prevent. 01:05:15
Or possibly could prevent. 01:05:18
Is a power shut off for a whole lot of people. 01:05:20
Yeah. There will also be a second phase of the Hagler project that will likely come up next year for. 01:05:24
Year 5 of the Partnership. 01:05:30
Or your four of the partnership? 01:05:32
So if there was desire to contribute to that project there. 01:05:34
Will be next year too. 01:05:37
And then when I think about the dude fire, that's just a mess. 01:05:39
There, you know, and that all needs a lot of. 01:05:43
A lot of work. 01:05:46
And both of them were major watershed. 01:05:47
Yes, yeah. 01:05:50
So, uh. 01:05:51
Yeah, they both were projects, yeah. 01:05:54
Exactly. 01:05:57
But you did say the haggle was fully funded, so. 01:05:59
Correct. Yes, if we gave, if we decided to give to that. 01:06:02
And it might require a little extra. I mean, the funding may get shifted around. 01:06:05
Somebody else? 01:06:11
Yeah. So it's up to us. 01:06:12
Lilly. 01:06:14
We're going to give somebody some money. 01:06:17
And it's all going to be worthy. 01:06:19
Absolutely either. 01:06:21
Either way, the entirety of the money provided by Gila County will be going to. 01:06:22
To forest restoration projects, we just get to decide which ones. That's why I did also. 01:06:27
Include in there that if the the board wishes to. 01:06:33
Split the funding across multiple projects. 01:06:36
They may also. 01:06:39
OK. Any other discussion? 01:06:41
I have no further discussion. 01:06:45
OK. Yes, Sir. 01:06:48
How did you get Coca-Cola, the partner on something like this that's just a little out there? 01:06:51
So we've been doing a lot of work over the past few years to try to quantify the. 01:06:57
Water benefits that come from forest thinning. 01:07:02
In terms of increased soil moisture and water available. 01:07:05
Downstream. 01:07:08
And some of these more water intensive industries. 01:07:09
For example Coca-Cola or. 01:07:14
Pepsi or Google? 01:07:15
Data centers. 01:07:17
That have their own water sustainability goals. 01:07:18
Will look for projects like this to contribute funding too. 01:07:21
That's, that's good. That's good to see. 01:07:24
I just just kind of stood out there. It's like. 01:07:27
OK, I understand. 01:07:30
OK. With that, I'll call Motion. 01:07:33
Mr. I move to select. 01:07:36
The Duke Fire Restoration Project, Phase 4. 01:07:37
Um, as presented. 01:07:41
I'll second it. 01:07:45
OK, we have a motion and a second to select the Duke Fire Restoration Project Phase 4. All those in favor say aye. 01:07:46
Aye, aye. 01:07:52
Thank you very much. 01:07:54
Right, let's go to three H information discussion. 01:07:57
Action to review the responsibility for. 01:08:01
Request for Proposal number 04232025. 01:08:05
The property cleanup services and award contract to the sole responsive and responsible. 01:08:09
Hit her junk away. 01:08:15
LLC or a contract amount not to exceed $100,000. 01:08:17
Mr. Beck. 01:08:21
Good morning, Chair and members of the board. So County administration. 01:08:22
Put $100,000 in property abatement in the county's budget again this year. 01:08:26
Last year with the amount of projects we did, it became complicated going out to bid for each one. 01:08:31
We're kind of hoping this process would have worked a lot like the post fire recovery did, where we would get. 01:08:35
List of bidders and we could kind of rotate through them and get quotes on each one. 01:08:40
After the process we only had one. 01:08:44
Responsible bidder. 01:08:47
And that's the one that we selected to move forward with. 01:08:48
And we had an issue with the local bidder. 01:08:51
That didn't have everything quite. 01:08:54
Place in good faith towards the bid that we put out there, we chose to just move forward with the one bid that was. 01:08:56
Responsible and applicable to the bid so. 01:09:02
And that's where we're at. The goal would be to continue doing property abatements on properties where. 01:09:05
There's no owner or whatever we can do. 01:09:10
Usually those kind of properties. 01:09:12
It's very complicated to get cleaned up and where we can step and help. 01:09:14
Take care of a blind issue in the neighborhood. 01:09:18
Thank you, Supervisor Humphrey. 01:09:21
Thank you very much for trying to work with local and. 01:09:24
And I've spoke with some of those and. 01:09:28
I'm working to try to get. 01:09:30
Some of those issues resolved. 01:09:33
And I appreciate you're also working with. 01:09:35
Vehicles as well to try to find a towing company that will work with us. 01:09:39
On trying to work with the vehicles and get the abandoned titles and. 01:09:44
That kind of thing too. 01:09:48
To help us on some of these properties. 01:09:49
So I thank you very much for. 01:09:52
All you're doing to help with some of our blind properties. Everything. 01:09:54
I really do. 01:09:57
Thank you, super fun. 01:10:00
So Josh Junkway is not a local contractor? 01:10:01
I am not sure where they're out of. 01:10:05
And and President Humphrey, you, you said. 01:10:16
Do we have some people locally that that? 01:10:19
That are interested, they just need to get their stuff. 01:10:21
Together to. 01:10:24
Yeah, they their ducks were not in a row as far as their licensing. 01:10:25
Licensing was. 01:10:32
Permitted so. 01:10:35
They have to work with. 01:10:37
Their license or be a subcontractor. 01:10:39
To be able to do some of the work. 01:10:42
Because we can't write a check to someone that's not licensed. 01:10:44
Perform what we're asking them to do. 01:10:49
It was a more challenging issue than what we. 01:10:55
Expedite umm. 01:10:57
Yeah, and and so. 01:10:59
We're not. Yeah. Like I said, I've worked with some of the local contractors. 01:11:01
And they are very much interested in working to. 01:11:06
Get the proper procedures in line. 01:11:10
So that they can work on future projects. 01:11:13
And should there be funding again the following year, I'd be happy to go out to bid. 01:11:16
Again, since we know that there are others that would like to apply that just weren't. 01:11:20
Prepared this year, I don't have an issue going off a bit again next year. 01:11:24
So. So what you're telling me is. 01:11:29
They can't. They can't get their stuff in order in a timely fashion. 01:11:33
Correct. The barriers that are in place right now aren't. 01:11:37
Find the barriers for them. 01:11:42
You know, we see this time and time again. We try and spend our money locally and we. 01:11:45
End. You know, that's real frustrating to me. 01:11:50
You know this. 01:11:58
This money is something that we. 01:11:59
Put it up there to. 01:12:01
Help with the. 01:12:02
Problem locally. 01:12:04
Only to give it out to somebody that doesn't even live in Gila County and the money goes away and we don't get any. 01:12:07
Thing but the removal. 01:12:13
For a benefit which. 01:12:14
I mean, that's the goal. I get it. 01:12:16
But to be able to spend that money here in Gila County. 01:12:17
And have a stay in the county is. 01:12:22
Is just a huge plus. 01:12:24
And Mr. Chair, if I may, supervisor claims some of that is that the state's requirements? 01:12:26
For some of the things some of the smaller contractors, it's not worth their time and trouble to go through. 01:12:32
All those hoops. 01:12:38
For some of these. 01:12:40
Projects where larger companies jump through the. 01:12:41
And then they. 01:12:44
Do it for all the counties because all the counties have the same issues. 01:12:45
With small companies not. 01:12:49
Going through. 01:12:51
What they need to to perform as the state's. 01:12:53
I get it. It still doesn't sit well with me, but I get it. 01:12:59
OK, so. 01:13:05
Just the message seems to be over and over again that if we want local, they need to step up with the proper licensing and 01:13:09
liabilities. 01:13:13
And all those things, and they may be choosing not to do that. 01:13:18
It's not that we're neglecting them, they're just saying it's not worth our time or money to do that. 01:13:22
We appreciate. 01:13:28
Everything you do to try and make all this work. 01:13:30
So with that. 01:13:32
I'll call for motion. 01:13:35
OK. 01:13:36
Mr. Chair, I'll make the motion to award a contract to Junk Away LLC in response. 01:13:37
To request for Proposals number 04232025. 01:13:43
For a contract amount not to exceed $100,000 as presented. 01:13:49
I'll second that. 01:13:55
I have a motion and a second. Those in favor say aye. 01:13:56
Aye, aye. 01:13:59
Congressional today. 01:14:01
No BOLO figure. 01:14:03
Keep it random. 01:14:05
All right, Josh, Three Eyes information discussion action to approve the grant agreement. 01:14:07
Federal award #693JJ325. 01:14:14
40648 between. 01:14:19
Healer County Public Health and Community Services Department in the US Department of. 01:14:21
Transportation Federal Highway Administration's office. 01:14:25
Of safety to receive money in the amount of 519,300. 01:14:28
Dollars to create a safe. 01:14:33
Streets or all plan? 01:14:35
From the date of execution through September 30th. 01:14:37
2027. 01:14:40
Again, so this item, we saw this grant. 01:14:43
I love return on investment type projects. 01:14:46
I know everyone thought maybe this is a public Workman. I'll be working with Alex and public works on this project, but. 01:14:49
As you saw when I shared the medical examiner's report. 01:14:55
With each one of the supervisors. 01:14:58
Eric had played more from three to six different traffic fatality accidents. So that's where the bike motorcycles. 01:15:00
Car to car ones we're really looking at are those pedestrian injuries. 01:15:06
We do typically have three to five of them a year, but that's it. 01:15:10
A much higher risk than the other 15 counties in Arizona. So we thought that's something we should really look at. 01:15:13
Each time somebody gets hit like that, especially when there's a fatality. 01:15:18
Believe it or not, there's no. 01:15:21
Quite a bit of expense to the county. That's a home that's not filled, jobs that aren't filled. 01:15:23
Money taken care of. I mean, just the emotional loss, everything put together, it costs the county a lot of money. 01:15:27
So this gives us a chance to kind of look at those intersections and the places these fatalities are happening. 01:15:32
And see if we can come up with better plans using federal funding. 01:15:37
So take care of those so these issues don't happen so. 01:15:41
We plan on working with some internal staff, some contracting. 01:15:44
And a little bit of all the different departments. 01:15:47
And a dot kind of work together and create a plan for us. 01:15:50
Thank you, Josh. Supervisor Humphrey. 01:15:53
No questions rather than thank you for reaching for all these grants, and they all have. 01:15:55
Different perimeters around them and you're able to work through them and put them to good use, so. 01:16:00
Again, thank you. 01:16:06
Supervisor so I. 01:16:07
So this grant comes with 100,000, a little over $100,000 patch. 01:16:10
So I. 01:16:15
Well, I'm just going to ask the question, is this going to be one of those deals that we put up? 01:16:18
A lot of money into for to sit on the shelf. 01:16:22
Or is it actually something that's? 01:16:25
Doable that we can. 01:16:26
Implement and I'm just asking that I'm not being. 01:16:28
You know, main or nothing, but I know we have an issue with people getting run over, people getting hit and everything like that. 01:16:32
I get it, I know that. 01:16:36
But the last thing that I want to see more of as we spend. 01:16:40
Basically 100 + 1000 dollars our general fund. 01:16:44
For something that's going nowhere in a hurry. 01:16:49
Once that in two ways. One, this is my favorite kind of match. 01:16:52
Because it allows software. 01:16:56
So work that we would do on these committees. 01:16:58
Any ways to do this work? The finance time all the time, anytime that we have into that with general fund natural staff that are 01:17:00
already on hand. 01:17:04
Is how we're going to be meeting the match. There's no. 01:17:08
Specific budget for the county that goes to a grant idea. 01:17:11
General Fund staff but. 01:17:14
For matching it with general fund time. 01:17:16
As far as? 01:17:18
How that goes when my recommendation would be when we do this, we look at, you know, we work with. 01:17:19
Public works and a dot and we say. 01:17:24
The whole goal is to go to each one of the city's towns in the county and bring this back. 01:17:26
And say, here are the things that would really save us the most money. 01:17:30
Which is why I like return on investment. I'd like to bring back to the board and say, you know, if on a project like this you can 01:17:33
spend this much. 01:17:37
Look at how much that actually saves. 01:17:40
And human costs so that we can bring this to you. 01:17:43
And it's not just a little, it sounds like a great idea. We can actually show you the money that these projects would save. So if 01:17:46
it's something as simple as a better crosswalk. 01:17:50
That wouldn't cost that much money when we create soft. 01:17:54
You know, crosswalks going forward. 01:17:57
Then we would have. 01:17:59
So that the board has, you know, a better idea of what you're saving. 01:18:00
When you say if we spend an extra $50 on this project, it can save? 01:18:04
Say my mind. So hopefully information wise it does give you that disabled. 01:18:07
I would hope so, Josh, but my next question would be, OK, we get the grant this year. 01:18:14
Say we go ahead and approve this and we get the grant this year. 01:18:19
You guys put it together and you do that work. 01:18:22
What's the chances of us getting more money next year than implementing things? 01:18:26
I mean, that's. 01:18:30
We had originally applied for, so we've got the. 01:18:33
Cleaning portion of the grant. There is an implementation part of the grant. Because we don't have anything on files right now, 01:18:36
they wouldn't give us an implementation. 01:18:40
Funding yet? I'm hoping that they will. 01:18:44
A majority of the. 01:18:46
Current like you can see the list, you can go on there and see the list of everybody that currently has the planning grants. 01:18:48
And they are all currently funded for fruit. 01:18:53
You know, for implementation Green, Sorry. My hope is, yeah, we apply again next year and we get an implementation grant just like 01:18:56
most of the other counties that have one of these. 01:18:59
Have gone on to do. 01:19:03
It looks like the funding is good. It did what? 01:19:05
Somebody was talking earlier about it's been through that process that the federal government did with all these grants where they 01:19:07
looked at the. 01:19:10
Wording inside the grants. 01:19:13
Fully been through that now they're happy with the grant, it's been fully funded so. 01:19:14
I believe the funding will be there next year and based off what other counties do, I think we'll be able to get implementation 01:19:18
funding for at least one or two of the ideas. 01:19:21
Can't promise it. 01:19:28
But you know, I'll go for it. 01:19:29
Yeah, yeah, I, I, I understand. I just, I just when I read this, I looked at. I've been thinking a lot about it and it's. 01:19:30
It's kind of one of those grants. It's a feel good grant because you want to do everything that we can. 01:19:38
To save human lives. 01:19:43
I mean, that's. 01:19:44
We all want to do that. 01:19:45
And so you look at it, it's just like. 01:19:47
Is this just money this year if we do this? 01:19:50
If it's a soft match, I understand that, but a match is a match and it's 100 and some $1000 in value that we would have to throw 01:19:53
in there or cash. 01:19:58
And so. 01:20:02
You know, that's taking your time, your staff's time, whatever. 01:20:04
Or Alex. 01:20:07
And everybody to do this. 01:20:08
Just and my biggest question is just words is added are. 01:20:11
You know, basically headed to put another. 01:20:15
On the shelf that. 01:20:18
Flex Dusters. 01:20:19
Hopefully we would get. 01:20:20
Implementation dollars, but that's just not a given. 01:20:22
And so I'll make one more kind of offhand comment from. 01:20:26
Whatever seeing. So there's another grant right now that's for that we're looking for. It's $4 million, it's for lead based 01:20:30
prevention. 01:20:34
We know we have an old structure here, we have a lot of old houses. We know we would score really well in the. 01:20:37
The problems I run into on all these grants and I think. 01:20:43
Pretty good, Haley Laser tells me. Apply for these. You know, we've been winning a lot of grants since she's been here. 01:20:45
The issue is everybody wants these planning grants first. 01:20:50
And I know that they can be like that. I completely agree with you. Sometimes you're doing these big ones and they can sit on a 01:20:53
shelf. 01:20:56
But I think we've got the right team and we've shown that lately. 01:20:59
Pretty good at getting these awards. 01:21:02
The problem I have is everyone wants you to have a planning one in place. 01:21:04
And then the doors open to way more grants. 01:21:07
And we keep running into these ones like that lead base somewhere they don't want to look at you because you don't have that in 01:21:09
place. 01:21:12
Haven't We're not going to spend that money. 01:21:15
We're doing our best to try to get some of these in place and ask for as long term as possible. If you don't write this for 5 or 01:21:17
10 year plan so that's in place and we can refer back to this so that another grants come up. 01:21:22
You know, we kind of have that springboard to keep applying for funds. 01:21:27
I get it. 01:21:31
And thank you for all that. 01:21:32
I appreciate. 01:21:34
Kind of. Well, with that, I'll call for motion. 01:21:36
Mr. Chair, I move to approve the grant agreement, federal ward number. 01:21:39
693 JJ. 01:21:43
540648 with the. 01:21:45
U.S. Department of Transportation. 01:21:49
Federal Highway Administration's office. 01:21:51
Of safety in the amount of $519,365. 01:21:55
As presented. 01:22:00
I'll second that, Mr. Chair. 01:22:02
Thank you motion and a second to approve. Those in favor say aye. 01:22:03
I, I I. 01:22:07
1st we have 3J information discussion. 01:22:09
Action to approve the intergovernmental. 01:22:12
Agreement number D. 01:22:15
I25002432. 01:22:17
Between the Arizona Department. 01:22:20
Economic security and the Electronic Community Services Division. 01:22:22
In the amount of $109,491.83. 01:22:26
For the period of July 125 through September 30. 01:22:31
25. 01:22:35
Regarding the Hewitt County Community Action Services program. 01:22:37
So this is the first CR. 01:22:41
Quarter of our Community Action program funding comes directly from the state. 01:22:43
For case management. 01:22:47
For utility assistance. 01:22:49
And rental assistance. 01:22:51
Mostly for self-sufficiency. 01:22:53
The rest of the money is still in appropriations. The Senate passed it this week. 01:22:57
To the house, so they're giving it to us 1/4 at a time and we're happy to spend it 1/4 of a time. That's what we have to do. 01:23:01
But this is our cat money that helps with keeping people in their homes and their utilities paid. 01:23:06
Especially in the summertime when the heat. 01:23:11
And specifically work for those populations of people that are in between homeless and. 01:23:14
And being self-sufficient, keeping themselves sufficient. 01:23:18
OK. Thank you, Supervisor Humphrey. 01:23:21
Does this funding need to be? 01:23:24
DPI certified. 01:23:25
Well, this one, so this one, you mean as far as you can work on it. So this isn't the weatherization, this is just the utility and 01:23:28
rental system. 01:23:32
Good. Thank you. 01:23:36
It was declined. Are we still getting more requests than we get dollars for Josh? 01:23:37
Yes, by far. 01:23:42
Well, most of our waiting lists are still shut. 01:23:44
So we don't accept new ones so that we're not. 01:23:46
Overly giving hope out for people who are too far down. 01:23:50
And so the money just it just hasn't changed over the years. It's. 01:23:53
Correct continues to be level funding. 01:23:57
Every year. 01:24:00
Going back three years. 01:24:01
OK. Thank you. 01:24:03
Thank you. I have no question SO. 01:24:04
Ask Motion. 01:24:07
Mr. Chair, I'll make the motion to approve intergovernmental agreement number. 01:24:09
D125-0024. 01:24:13
3/2. 01:24:16
With the Arizona Department of economic security in the amount. 01:24:18
109,000. 01:24:22
$491.83 as presented. 01:24:24
Mr. Second. 01:24:28
OK, we have a motion and a second to approve. Those in favor say aye. 01:24:30
Aye, aye. 01:24:33
Last one Josh 3K information discussion Action approved and. 01:24:35
Independent contractor agreement. 01:24:38
That number is 07012025-26 between the Arizona Community Action. 01:24:41
Association doing business as well fire in the Gila County. 01:24:47
Community Services division. 01:24:51
In Community Action program and whereby. 01:24:54
Wildfire will it? 01:24:58
Minister funding. 01:24:59
In the amount of. 01:25:01
$212,101.00. 01:25:02
Which will be used to provide weatherization services. 01:25:05
Utility repair and replacement. 01:25:08
Utility deposits and bill assistance. 01:25:11
Two eligible citizens residing in Hill County. 01:25:14
That appeared in July 125 through June 30. 01:25:18
26. 01:25:21
Chairman, Supervisor. So this is actually the exact same pot of money. 01:25:23
Except for instead of coming directly. 01:25:27
Through DES, PES works with wildfire as their. 01:25:29
Lobbying slash advocacy organization. 01:25:34
They get a portion of money, estate keeps portion of money than both of us come to us for the. 01:25:37
Exact same thing. 01:25:41
Can't say why exactly it happens like that, but this one is for the whole year's payment. 01:25:42
Instead of 1/4, so that's. 01:25:46
And a nice press because it gets us a little head. 01:25:48
If we have more requests during the summertime. 01:25:50
So again. 01:25:53
Case management, utility assistance, rent assistance. 01:25:54
Has actually no, there isn't any weatherization in this. 01:25:58
Portions of my Grand Prix. 01:26:00
And I believe that's. 01:26:02
Thank you, Josh. Supervisor Humphrey. 01:26:04
No questions. 01:26:07
Supervisor Klein. 01:26:08
And this is where we actually try and work with local. 01:26:09
Contractors to do these repairs. 01:26:12
Just utility assistance. 01:26:14
And ordered just utility. 01:26:16
And rental systems. 01:26:18
OK. Thank you, Josh. 01:26:19
OK. With that, I'll call for motion. 01:26:20
Mr. Chair, I move to approve an independent contract agreement. 01:26:22
Contract #07012025-26. 01:26:26
Was Arizona Community Action Association. 01:26:31
Doing business as wildfire. 01:26:35
In the amount of $212,101.00. 01:26:37
And I'll second that. 01:26:42
We have a motion and a second. Those in favor say aye. 01:26:44
Aye, aye. 01:26:47
Thank you, Josh. 01:26:49
All right, item 3L is information discussion action to review the responsibilities for invitation to. 01:26:51
Bid number 06012025, which is the. 01:26:56
Courthouse paving. 01:27:01
Pavement project. 01:27:02
The parking lot pavement project and award. 01:27:05
A contract to the soul. 01:27:08
Responsive. 01:27:09
Responsible bidder. 01:27:10
Perkins Centers, Incorporated. 01:27:12
Or a contract amount. 01:27:15
Doctors XE 700. 01:27:16
$68,893. 01:27:18
And $0.85, good morning. 01:27:21
Thank you, Mr. Chairman, Board of Supervisors. 01:27:24
As you know, we've been working on. 01:27:27
Globe Courthouse parking lot. 01:27:28
Project for quite some time. 01:27:30
Had some problems. We put it together, we split it apart. 01:27:32
What we did is we ended up awarding. 01:27:35
The Monroe St. Part of the project earlier this summer. 01:27:37
And then? 01:27:40
Thanks to the help of Germans and for supervisors, we were able to get everything. 01:27:42
Out forbid for the. 01:27:48
Parking lot project. 01:27:51
Part of the project. 01:27:52
Done and there will only be 1. 01:27:54
Longer closure for that parking lot than. 01:27:56
Have a closed for the Monroe St. open it back up again and then close it again. 01:27:58
Parking lot. So this award of contract would be for the. 01:28:02
Perkins centers to do the. 01:28:07
Pavement and subgrade and pavement preservation for the. 01:28:09
Parking lot part of this project and get it all done this summer. 01:28:13
Thank you, Alex. Supervisor Humphrey. 01:28:18
Yeah, in the summer, while we're off for the summer. 01:28:20
I'm kidding. Yeah, that's gonna be. 01:28:23
A lot, a lot of fun with everybody having to. 01:28:25
Park over there. But yeah, I know I understand what you're saying and I think it's a good idea. Let's just. 01:28:27
Get it done and get behind. 01:28:32
Supervisor client. 01:28:35
Alex, thank you. 01:28:37
Perkins is a good contractor. They'll they'll do a good job so. 01:28:38
And this is a remove and replace. 01:28:42
Correct. 01:28:45
OK. Did this come within our budgeted estimate? 01:28:46
So with the ownership. 01:28:50
Owners contingency, yes. 01:28:52
That actually came in below our estimate. 01:28:53
Although our estimate. 01:28:55
OK. 01:28:56
And now that's public, they're going to change order. 01:28:57
Thank you. And with that I'll call. 01:29:06
Make the motion to award a contractor Perkins Enders Incorporated. 01:29:10
In response to invitation forbids number 06012025. 01:29:16
For a contract amount not to exceed $768,893.85 as presented. 01:29:22
I'll second that motion and a second to approve. Those in favor say aye, aye aye. 01:29:30
All right, three M information discussion action to ratify the board Supervisors approval. 01:29:35
For the Chairman's signature on the temporary construction easement granted to the. 01:29:41
Found a patient by and through his public works department for the reconstruction. 01:29:44
Of a driveway as shown. 01:29:50
On the Beeline bus route. 01:29:52
Paving plan. 01:29:54
And profile. 01:29:55
For Kong. 01:29:56
Fort Concord Rd. 01:29:59
Colcord Rd. 01:30:02
Concord Rd. 01:30:04
Which I believe this project has already been done, Alex. 01:30:06
Thank you. So this is a ratification of a. 01:30:09
Signature that we've already requested. 01:30:12
Our chairman Christensen to sign. 01:30:13
So this is. 01:30:15
Telepathism refers to it as a right of entry. 01:30:17
Refer to it as a temporary construction easement. 01:30:20
Town Piston has been working on. 01:30:22
I what they call them the feline. 01:30:24
Project and they're putting in a bunch of bus stops. 01:30:26
The town of Payson. 01:30:29
As they were doing that, there was a bus stop that was slotted in front of the. 01:30:30
Thomas Martin building on Coalport Rd. there. 01:30:34
When the contractor. 01:30:37
Put in the sidewalk. 01:30:39
There was a bit of a. 01:30:40
Error on the. 01:30:41
Slope and that caused a. 01:30:42
Problem where they couldn't. 01:30:44
Tie in properly to our driveway at the TMC. 01:30:46
So in order to keep this project going and not. 01:30:50
Slow down our own project on the courthouse remodel. 01:30:54
The Public Works Department worked with the town of Payson to get this right of entry. 01:30:58
For Supervisor Christensen to sign so that they could actually taper that driveway back and get the. 01:31:02
Proper slope. 01:31:07
So we got. 01:31:09
A driveway out of it. 01:31:11
They got to continue to work. 01:31:12
And the contractor didn't lose. 01:31:14
Time and money having to redo that sidewalk. 01:31:16
What was originally planned? 01:31:19
So this is just the replication of that. 01:31:21
Thank you, Supervisor Humphrey. 01:31:25
No questions. 01:31:26
Finds a climb. 01:31:27
I'm glad you got that figured out. 01:31:29
Alex, thank you. 01:31:31
You know, speculation only, but if we don't pass this today, what happened? 01:31:34
You already signed it. It's already. 01:31:39
OK. With that, I'll call for a motion. 01:31:43
To chair. 01:31:46
I moved to ratify the board supervised approval. 01:31:49
For the chairman's signature. 01:31:52
On a temporary construction easement granted to the town of Payson. 01:31:54
I'll second that. 01:31:58
Thank you. 01:31:59
We have a motion in a second to approve. 01:32:00
Those in favor say aye. 01:32:02
Very good. Thank you so much, Alex. 01:32:05
Item N3N. 01:32:09
Information, discussion, action, and review. 01:32:11
The only. 01:32:14
And responsible bid submitted for notice of the invitation forbid. 01:32:15
Number 05102025. 01:32:19
To provide all advertising. 01:32:22
Publications and printing required to be done. 01:32:25
Or, umm. 01:32:28
Made by all departments in the Healer County. 01:32:28
Of heel accounting for the fiscal year. 01:32:32
July 1st, 2025 through June 30th, 2026. 01:32:34
And award a contract to the Pace and Roundup News. 01:32:38
And it cost of $8.25. 01:32:42
Per column inch for all paid publishing and advertising. 01:32:45
Good morning, Olivia. 01:32:50
Morning. 01:32:52
Thank you for giving me the opportunity to speak with you on this solicitation today. 01:32:54
On June 3rd, Finance Director Marion Belling came before you and requested authorization to advertise. 01:32:58
For this invitation for bids. 01:33:05
For the annual contract for advertising, publications and printing. 01:33:07
And. 01:33:11
Upon receiving your authorization, we did place that advertisement in the Payson Roundup. 01:33:12
It ran on. 01:33:18
June 13th and June 20th. 01:33:20
We also posted it to our website. 01:33:23
And we? 01:33:26
Further sent out emails to the Arizona Silver Belt and the Payson Roundup. 01:33:27
Including the bid packets. 01:33:34
To uh. 01:33:36
Let them know that this was going out. Forbid. 01:33:37
On June 24th. 01:33:40
At 3:00 PM, that's when the bid deadline. 01:33:44
Happened at that point we had only received one bid. 01:33:47
And that was from the patient roundup. 01:33:50
For $8.25 per column inch. 01:33:53
So I am here before you today to respectfully request that at. 01:33:56
You award the bid for the annual. 01:34:02
Contract for advertising, publications and printing to the. 01:34:05
And I'm happy to answer any questions you have. 01:34:09
OK. Thank you, Supervisor Humphrey. 01:34:11
Yeah, I. 01:34:15
I have. 01:34:16
One I have a thank you for. 01:34:18
Sending out emails and things to other papers as well as. 01:34:20
As doing the advertisement. 01:34:25
So thank you very much for reaching out for more bids than not just the one. 01:34:28
Because a lot of those things have to go. 01:34:35
To the paper in the County C. 01:34:37
Anyway, so. 01:34:39
Yeah, that's crazy how all that turns out and. 01:34:41
Holds it out, but. 01:34:45
Thank you very much for reaching out and trying to get. 01:34:47
Other bits. 01:34:50
Supervisor client, I'm good. Thank you, Olivia. 01:34:52
Thank you. Yeah, I'm almost elected to bring it up, but I did receive an e-mail. Maybe you did too. 01:34:55
From a lady in pine. 01:35:00
Yeah, I did as well. 01:35:03
It says the Belt on newspaper is the newspaper of record since 1878. 01:35:04
Is that ever mentioned? She asks. 01:35:11
And goes into a rather lengthy. 01:35:14
Discussion regarding. 01:35:17
What is? 01:35:19
Considered the. 01:35:20
Official. 01:35:22
Record, newspaper and different things and I don't really know what. 01:35:24
She's after other than it seemed like. 01:35:28
This item. 01:35:30
The language bothered her somehow. 01:35:32
And so anyway. 01:35:35
OK, well I do see that in. 01:35:36
Question. 01:35:39
Oh, sure. 01:35:40
For information purposes, in ARS 11/2/55. 01:35:43
It would be under section E1. 01:35:48
Umm it. Well actually let me see here. 01:35:52
There is something where it says that the official paper of the county. 01:35:57
Is the paper that wins. 01:36:04
This bit OK, so whoever we awarded to is that official and I think. 01:36:07
And I and I don't know that she understands that. 01:36:16
Maybe I don't understand. 01:36:18
Anyway, thank you for that clarification. 01:36:20
I'll call promotion. 01:36:24
Mr. Chair, I'll make the motion to award a contract to the Payson Roundup newspaper in response to invitation for bids. 01:36:26
Number 05102025 at a rate of $8.25 per column inch. 01:36:33
As presented. 01:36:41
I'll second it. 01:36:43
Have a motion in a second to approve those in favor say aye aye. 01:36:44
All right. Thank you, Olivia. 01:36:47
All right, we're getting down to the bottom here, 30. 01:36:50
Three O. 01:36:52
Information discussion. Action to approve professional services Contract number. 01:36:54
070725. 01:36:58
With Jones, Skelton and. 01:37:04
Who truly? 01:37:07
Actually. 01:37:09
PLC for legal services to. 01:37:12
Handle each public records request that is approved by the county manager. 01:37:15
And ratify the Board's approval of prior. 01:37:20
Engagement letters authorized by the county manager. 01:37:22
For representation on. 01:37:26
Prior or ongoing? 01:37:28
Public records. 01:37:30
Requests. Thank you, Mr. Abel. 01:37:31
Is this your item? 01:37:34
Mr. Chairman, this. 01:37:38
Item was submitted by Jessica Sabelli, the chief. 01:37:40
Civil Deputy in our office. 01:37:43
But it's in reference to. 01:37:45
The need to retain outside counsel. 01:37:47
To review and respond to public records request. 01:37:50
By an attorney that had filed requests both with the Heater County Sheriff's Office. 01:37:54
And with the. 01:37:59
The Hema County Attorney's Office. 01:38:02
And because of some. 01:38:05
Issues that developed within the County Attorney's office. 01:38:07
It felt it was became necessary to retain outside counsel. 01:38:11
Jonah Scout and Hockey League was recommended by. 01:38:15
ACIP and the initial. 01:38:18
Agreement with with that law firm was approved by Mr. 01:38:22
Men love and since that time. 01:38:26
The workload for this? 01:38:28
Law firm has increased. 01:38:30
And. 01:38:32
Ford wants more legal. 01:38:35
Advice about. 01:38:37
How to proceed with this contract then? I think that the. 01:38:38
Executive of. 01:38:41
Session. 01:38:43
Item would cover that if the board would like to convene into executive session. 01:38:44
But if not. 01:38:48
The board can go ahead and. 01:38:50
Both to consider and approve the. 01:38:52
The agreement with John Skelton Hockley at this time. 01:38:54
I think to ratify the. 01:38:59
The previous amounts that have been expended under. 01:39:02
Of the authority granted to the county manager. 01:39:05
But I will add that the. 01:39:08
County Attorney's Office. 01:39:10
Staff has taken steps to limit the way that this kind of. 01:39:11
Use of outside counsel by the at the recommendation of the County Attorney's Office. 01:39:17
Is handled and so hopefully. 01:39:22
This will be. 01:39:26
One time. 01:39:28
Kind of contract with this kind of law firm for this kind of work. 01:39:30
And we're continuing to refine the way that we handle. 01:39:34
I responded in public information requests for public records request. 01:39:38
Thank you, Supervisor Humphrey. 01:39:43
I I guess I have no questions. 01:39:49
Yeah, there's a, there's a million questions, but I don't know the. 01:39:51
The necessity of the questions or if they will change my answer? 01:39:55
Any or my boat? 01:39:59
Any. 01:40:00
OK. 01:40:04
I'm good. 01:40:05
Yeah, I'm good too, so I'll call from. 01:40:09
Mr. I move to approve professional services contract number 070725. 01:40:12
With the Jones skeleton. 01:40:18
And a truly. 01:40:20
Place for legal services and ratify the board's approval. 01:40:22
Of prior engagement. 01:40:27
Authorized by the County Manager as presented. 01:40:30
I'll second that, Mr. Chair. 01:40:34
Motion and a second to approve. Those in favor say aye. 01:40:36
Aye, aye. Thank you. Moving on to our consent agenda items. 01:40:39
For a through M Supervisor Humphrey, would you like to? 01:40:44
Discuss any or more or all or any of those. 01:40:48
Separately. 01:40:52
No. OK, same question. Surprise decline. No. 01:40:53
OK. Then I'll call for a motion to approve consent agenda. 01:40:58
Items for A through M. 01:41:01
So move, Mr. Chair. 01:41:02
I'll second it. 01:41:05
Motion in a second. 01:41:07
Those in favor say aye. 01:41:08
Aye. 01:41:10
Thank you Call to the public. Is there anyone here in? 01:41:12
Globe that wishes to speak to the board. 01:41:17
No, I wouldn't work to do that either. 01:41:20
No one on the Internet. I mean, we have today, Sir. 01:41:27
10 Concurrent viewers 98. 01:41:32
98 Very good. 01:41:35
All right, Thank you and. 01:41:37
All right, no calls to the public. Let's move on to our report. 01:41:40
Item 6. 01:41:44
Manager O'Driscoll. 01:41:46
Thank you, Chairman. Members of the Board, just one quick update. 01:41:49
At the last work session it was discussed. 01:41:52
And recommended the staff. 01:41:56
By the Board of Supervisors to look at holding. 01:41:58
Either more work sessions or longer work sessions. 01:42:01
With some of the items that we have coming up in this next fiscal year. 01:42:05
And they just wanted to assure the board that that is going on as we speak. 01:42:09
And that to expect the work sessions to be much longer. 01:42:14
I'm sure you're thrilled about that. 01:42:18
But much longer. We have quite a few items in the next 6 to 8 months to get to. 01:42:20
So I just want to make you aware that that is going to happen. 01:42:25
And that's all I have for you to. 01:42:29
Thank you very much. And that is what we ask you to do so. 01:42:31
Supervisor Humphrey. 01:42:34
Yeah, I, I. 01:42:35
Thank you very much because the more hours we spend in. 01:42:37
In work sessions, the more decisions we're able to get. 01:42:40
To the staff. 01:42:43
To make. 01:42:45
Make projects happen. 01:42:47
And so. 01:42:48
Two hours a month just doesn't get a lot of time so. 01:42:50
Thank you all very much for us moving forward with more time. 01:42:53
Me, I attended 2 district. 01:42:57
To a District 2 project team meeting on the 30th. 01:42:59
And that's when I meet with a lot of staff on projects going on in District 2. 01:43:04
Attended an American Public Works Association luncheon. 01:43:11
For the Tunnel Creek. 01:43:15
Bridge that. 01:43:16
That bridge just gets. 01:43:18
