Yeah. Good morning, everyone. 00:00:01
Hey, it's 10:00. We might as well get started. 00:00:04
Appreciate everything, I think now what do we do for an attorney today? 00:00:07
He's on the phone. 00:00:12
OK, all right. Very good. And so today's a special meeting. We don't, and that means we don't usually have a prayer. 00:00:15
For that but I have asked. 00:00:21
All of you would lead us in the Pledge of Allegiance if we'd all stand, please. 00:00:23
I pledge allegiance to the flag. 00:00:30
Of the United States of America. 00:00:33
And. 00:00:35
Thank you. 00:00:43
Well, hope everybody's enjoying the weather today. It's a. 00:00:47
The welcome change. 00:00:50
It seems like it's finally starting to feel a little like fall. 00:00:52
Or elk hunting to me same time. 00:00:57
We need more summer. We need more heat. 00:01:00
We need a dry wind. 00:01:02
Yeah. 00:01:05
OK. Well, Aaron, look at you. 00:01:07
Excited to get involved right off the bat with Item 2A Information Discussion action to adopt revised attachments to resolution 00:01:10

Good morning. 00:01:45
Good morning, Mr. Chair, Good morning, Supervisor Humphrey, Supervisor Klein. 00:01:45
The day after we adopted tax rates last week, we got the information from one of our districts. 00:01:50
And the other one was. 00:01:55
We just used the wrong version of. 00:01:57
The information we have. 00:02:00
So we wanted to bring that information to you today so that we can get this. 00:02:01
Stated and sent over to the Property Tax Oversight Commission for you. 00:02:05
OK. Thank you. And the supervisor, Humphrey? 00:02:11
I have no questions and Supervisor Klein. 00:02:16
I don't have any questions either. 00:02:18
Yeah, we're just fixing something that wasn't quite right. OK. So with that, I'll call for motion. 00:02:20
Mr. Chair, I make a motion to adopt revised. 00:02:26
Attachments. 00:02:29
To resolution #25. 00:02:30

Improvement District. 00:03:10
Mr. Chair, I'll second. 00:03:12
We have a motion and a second to approve. Those in favor say aye aye. 00:03:14
Aye, thank you. 00:03:19
Hey, next item is going to be out of order number 2C. 00:03:20
And that's for logistical reasons We'll start with. 00:03:25
We'll go next to Item 2C information discussion regarding the executive summary and capital project status update. 00:03:31
For the present reference, retreat including current. 00:03:37
Feasibility, procurement and in house maintenance effort. 00:03:41
Morning, Joseph, Chairman, Board of Supervisors. 00:03:44
The Pleasant Valley of Veterans Retreat continues to advance multiple capital projects to support long-term sustainability. 00:03:48
Modern infrastructure and accessibility for veterans. These initiatives balance preservation of historic structures. 00:03:54
With new construction designed to expand program. 00:04:00
Capacity and feeds off of. 00:04:02
The baseline. 00:04:05
Capital project, that was. 00:04:06
Completed about a year ago. 00:04:08
So I'm going to go through some of these projects relatively quick, but please feel free to ask any questions or clarification as 00:04:10
we progress through them. 00:04:14
There's a lot of dense information so I'm going to try and keep it high. 00:04:18
So we currently have. 00:04:26
4 projects that are formally submitted to finance. 00:04:28
For different processes going through three-way. 00:04:32
Information. 00:04:39
Request for some of those projects. 00:04:40
We have. 00:04:42
The first solar and generator. 00:04:43
Generator projects, waiting contracts and execution. 00:04:45
And then we have eight additional projects that are going to be going into it. 00:04:48
Now, that's just a quick recap. 00:04:52
We have several projects that we are looking to execute. 00:04:54
Out there. 00:04:57
And a lot of it's going to be focused to the rear of the property. 00:04:58
In the historic preservation. 00:05:00
I have some of those facilities. 00:05:02
One of them, two of them are cabins at the rear that we're going to be focusing on the electrical infrastructure. 00:05:05
Some of the structural infrastructure. 00:05:10
Roofing Siding. 00:05:12
And then also. 00:05:14
HVAC at one of them. 00:05:15
The other location is going to be preserved as. 00:05:17
Historic Office. 00:05:20
So there's limited scope that we're going to be doing there. 00:05:21
And then we're also looking at the. 00:05:24
Very rare the property. 00:05:26
The historic barn. 00:05:27
There, we're going to be doing some. 00:05:28
Electrical upgrades. 00:05:30
Modernization. 00:05:31
And also some structural enhancements to that area. 00:05:32
You heard me earlier mention the solar project and some of the electrical. 00:05:36
The solar project is going to be able to help some of our. 00:05:40
It supports some of our maintenance initiatives up there. 00:05:43
We have a maintenance yard that. 00:05:45
Currently has no electrical. 00:05:47
We view this as a critical. 00:05:49
Point to be able to establish electrical to support any kind of maintenance needs there. 00:05:51
And that's going to be through solar and gener. 00:05:56
As we recently started to talk about generators, we're also looking at supporting. 00:05:59
A lot of the facilities with. 00:06:03
Generators. 00:06:04
Those generators will be able to support the site. 00:06:06
As most of the team. 00:06:08
And communities. 00:06:09
There's a lot of challenges when it comes to some of the remote locations. 00:06:10
With stable electrical. 00:06:14
Power outages are pretty consistent up there. 00:06:16
So establishing these generators will help us. 00:06:18
For customers and also. 00:06:22
Right now we have some operations up there that will be able to support. 00:06:25
There's a couple of other smaller projects that we're looking at accomplishing out there. 00:06:29
Again, those are the highlights, probably the big ticket items. 00:06:34
When it comes to cost, we're still going through that process to establish some of those costs. 00:06:38
We're doing everything we can in the background to understand and budget for those. 00:06:43
But we don't have any solid costs until it goes to the full. 00:06:47
Cycle for. 00:06:50
In fact, I'd be happy to take any questions or elaborate on any other. 00:06:52
Thank you, Joseph. 00:06:57
I guess. 00:07:01
My question would be funding for these projects. 00:07:02
Yes, Sir, so. 00:07:07
Most of the funding that's going to be used according to these projects is. 00:07:09
Grant funding that. 00:07:13
Was called in to support this site. 00:07:14
One of the big highlights out of this. 00:07:17
In pardon me missing it. 00:07:20
Is we are. 00:07:22
Networking with an architecture and engineered design firm. 00:07:24
To design. 00:07:27
A multi-purpose facility and also additional. 00:07:29
Happens. That's also worth noting. 00:07:31
And again, it's also tied to the similar funding. 00:07:35
OK. And so that grant funding is pretty much going to come? 00:07:40
Covered most of these projects. 00:07:43
Good morning, Supervisor, members of the board. 00:07:48
To be a little bit more specific. 00:07:51
The funding for this comes from two different sources. 00:07:53
We received a $3,000,000. 00:07:55
Line item budget from the state of Arizona. 00:07:59
Which was signed by Governor Hobbs. 00:08:02
Which gave us $3,000,000 to use for construction on the site. 00:08:04
And then and we also received a $333,000 earmark. 00:08:08
Federal grant. 00:08:13
With a 25% match. 00:08:15
Which comes to be about if you have the 25% match. 00:08:17
That Gila County has to do about 420,000. 00:08:20
So the total amount we're looking at here is. 00:08:23
Of 3,420,000. 00:08:26
To get all of these projects done. 00:08:29
As well as. 00:08:31
Build the ADA compliant cabin, which we received that money from the federal government. 00:08:32
So that 333,000 + 25%. 00:08:37
All of that has to go towards the cabin itself. 00:08:41
That can't be used for any other project, but the $3,000,000 can be used for any of these construction. 00:08:44
I hope that clarifies. Yeah, thank you very much. Thank you. 00:08:50
Thank you, Supervisor Klein. 00:08:53
Thanks you guys for working with this and putting this all together. So I have a question, but it's probably more for Marin than 00:08:56
it is for the one of you. 00:08:59
But where's our timeline on getting these contracts out, man? 00:09:03
Getting into awarded. 00:09:07
Mr. Chair, at the beginning of calendar year 2025, we had about 152 day. 00:09:12
Turn around on our contracts. We have gotten that down to you. 00:09:18
About 43 days right now. 00:09:22
The lag right now is that. 00:09:25
Catching up on the 106 contracts. 00:09:27
That we're processing from the beginning of the new fiscal year. 00:09:30
So yeah. 00:09:33
Making our way through the process and each department. 00:09:34
Facilities, public works, etc. 00:09:37
Received the weekly update of. 00:09:39
Contracts are in the process. 00:09:42
OK. And so? 00:09:45
So while I got you on some of these projects like Joseph has mentioned and things like that. 00:09:47
Particularly 1 is a gate that's being built there for security purposes. Yes, end of midasip requirements. 00:09:53
Yes, when it comes to a certain amount. 00:09:59
Is there an amount? 00:10:03
That we can do. 00:10:05
Without going to contract. 00:10:07
Not currently, we will be bringing. 00:10:09
An updated procurement policy to the board. 00:10:12
At the November. 00:10:15
On the eighth, maybe. 00:10:18
Whenever that last Tuesday in November is. 00:10:20
Work session. 00:10:22
For you to evaluate and then we'll be bringing it to you hopefully in January for. 00:10:24
Adoption. 00:10:30
And it will include additional capacity. 00:10:31
For those. 00:10:34
Smaller dollar. 00:10:35
So in our old policies we don't have that. 00:10:36
No, we do not speak. 00:10:39
And I know that that is very frustrating. Yeah, bites pretty bad. 00:10:42
You know that and and the reason being is we have some things in this. 00:10:46
This Veterans Center is one of them right now, you know, we did a chip seal. 00:10:51
On the roads. 00:10:55
Right there. 00:10:56
Well, I'm going to be talking to Joseph and Michael, but I'm going to push the fog coat out, which is a nothing project. 00:10:58
It's about $10,000 worth of project. 00:11:04
And So what you're telling me on that is it would have to go to close? 00:11:07
Contracting to get that done. 00:11:10
Right. And so we we're under a time frame with some of these. 00:11:12
Because of the time of year. 00:11:17
And that one in particular for that. 00:11:19
That chip seal though? 00:11:21
Was just put down. 00:11:23
The weather changes, it gets too cold and we can't put any more oil down. 00:11:25
What it is so? 00:11:29
I'll be visiting with you guys. 00:11:30
So for projects under $50,000 that Mister Munroe can find? 00:11:34
They are somewhat expedited as they don't have to come before the board. 00:11:38
But you still have to go through the full process. 00:11:42
Yeah, we need to work on some policies. 00:11:46
Thank you, Mary. 00:11:48
So I don't have. 00:11:53
A list that I remember seeing of all the various projects sort of embedded in this description here. 00:11:58
And their prices and you know, the electrical and the old houses and things like that. 00:12:04
So I don't have a problem going forward with that, but. 00:12:12
On the handicapped. 00:12:16
Is that going to be a new build? 00:12:18
Or is that going to be a modification of an existing? 00:12:21
Structure. 00:12:24
Chairman, members of the board, that's going to be a new. 00:12:25
So we do have in the procurement pipeline right now. We do have. 00:12:28
A contract with a architect. 00:12:33
To do design. 00:12:36
In engineering for that particular structure, so it will be a new bill. 00:12:37
Do you estimate that we can do that for 420,000? 00:12:42
That's an unknown, Sir. That's an unknown. 00:12:46
OK, umm. 00:12:48
And about where would that go? Have we decided that? 00:12:50
We have agreed on the location. 00:12:53
Near the administration building, Sure. 00:12:55
Beautiful location, right by a road and right in between. 00:12:58
Several trees. So it's a really nice location, OK. 00:13:03
And then we do not have fencing around this entire property doing. 00:13:06
Or do we want that? 00:13:11
Currently we do not have fence around the entire. 00:13:13
Property. Yes we do. 00:13:16
OK, it is fenced. 00:13:18
And it's just range fence. 00:13:21
Steve, it's so is this. 00:13:23
Keep free ranging cattle away or off of the property? Or do we want to do that? 00:13:27
Nor the cleanliness and the and the various. 00:13:32
Things like that. 00:13:35
So. 00:13:36
So let me back up just a little bit. 00:13:38
I'm yeah, These guys, they won't, They're not gonna know. 00:13:42
So when it was withdrawn from the system back in. 00:13:45
30s Forties. 00:13:48
It was withdrawn from. 00:13:50
The clients. 00:13:51
Management system. 00:13:52
And so it was fenced. 00:13:54
And it was fierce with the intent that it would be used as administrative site that would be home to livestock. 00:13:56
Have residents on it, barns on it, trails on it, all that kind of stuff. So there's. 00:14:03
What there is is there's a there's a range fence. 00:14:07
It goes around it. 00:14:11
So as far as keeping cattle off of it, for the most part. 00:14:12
Or whatever it is. 00:14:16
Yeah. We need to maintain that. But what we also need to manage is it's 232 acres. 00:14:18
Of. 00:14:24
Dried out grass. 00:14:26
And weeds and stuff, so. 00:14:28
You know, we can manage that by having the neighbor put a few cows in it or me put a few cows in it from the back or whatever. 00:14:30
But uh. 00:14:37
When it comes to the survey and actual site, the 232 acres. 00:14:38
It has a boundary. 00:14:42
It just has yet to be surveyed. 00:14:44
That answer yes. 00:14:47
And so I predict that someday we'll come up with a plan on how to handle. 00:14:52
Ranging cattle whose cattle they were going to be. 00:14:57
You know, in all the different ramifications of that and whether we're going to have gates and. 00:15:01
Forget that we should buy some goats. 00:15:06
Just don't buy sheep that caused the first floor. 00:15:09
Yeah, that's, that's bad in that area here, so. 00:15:13
Now. 00:15:17
When it comes to the historic. 00:15:18
Renovations, or should I say the three items listed as historic, the barn and the two houses. 00:15:21
And whatever else may be there. 00:15:28
Is there any attention being given to? 00:15:31
How those restorations are going to be done? 00:15:34
With the consideration. 00:15:37
Of the historic value of them because there should be. 00:15:40
Guidelines for that. 00:15:43
Chairman, that's a great question. 00:15:48
Yes, yes. 00:15:50
So we're questioning qualifications for some of the contractors for some of the work. 00:15:51
There's some work. 00:15:55
That's not going to be. 00:15:56
We don't predict a high impact to the facility. 00:15:58
So we can go in there and directly do some of that infrastructure work. 00:16:00
But anywhere that we know we're going to be touching. 00:16:04
Or even coming close to the preservation of that. 00:16:07
That's why we're requesting qualifications, so we're getting contractors that are very familiar with this type of work. 00:16:11
And will be able to support. 00:16:16
Some of those projects. 00:16:19
OK, because to me it's important. 00:16:20
Kind of that way. 00:16:23
And don't make it worse. It's probably got. 00:16:25
Some stuff on it already, but those are beautiful buildings. 00:16:28
That need to have the consideration of what color they're going to be and whether or not we're. 00:16:32
Wipe out. 00:16:36
Stuff like the old windows or whatever and how much stuff gets thrown away. 00:16:38
During a modernization of the state of Arizona does have. 00:16:43
Information and organizations that you can work with on historic. 00:16:49
Preservation. 00:16:53
Without necessarily listing it. 00:16:55
I don't want you to list it. 00:16:58
Because then that. 00:17:00
Creates a whole other layer of. 00:17:01
Issues down the road, but we can certainly follow guidelines on. 00:17:03
How to do that stuff? 00:17:07
I think yes, Sir. So I'm hopeful that we can do that and I'm all for restoring them. 00:17:09
First thing we should do though, is get them. 00:17:14
To where they're not deteriorating. 00:17:17
So the roof. 00:17:20
Rodents the. 00:17:21
Foundation, whatever. 00:17:23
Before we worry about what color they're going to be. 00:17:26
Yes, Sir, We'll certainly keep it as a high priority. 00:17:28
OK, uh. 00:17:31
So if I may. 00:17:32
Chairman, it's already listed. It's already on the historical preservation list. 00:17:33
And so way back. 00:17:39
When we started all this, we spent a full day with the State Historical Preservation Office. OK, I didn't know that. Yeah, on 00:17:40
those sites and we. 00:17:45
We went through. 00:17:49
Each of those. 00:17:51
Buildings. 00:17:52
Individually. 00:17:53
The uh. 00:17:55
The Forest Service. 00:17:57
Prior to us taking, it had used those buildings for residents. 00:18:00
So. 00:18:04
Worked on inside and some things changed and everything. 00:18:06
To the point where Shiple was not worried about the inside of the buildings. 00:18:10
But they uh. 00:18:15
Insisted on and it's not a problem is that we keep the color scheme the same. 00:18:17
Same color. 00:18:22
We like the windows you mentioned and the doors. 00:18:23
If we do anything there, that has to be a match back to the original type. 00:18:26
Windows and doors that are there. 00:18:32
The roofs have to be maintained the same as they are. 00:18:34
You know if we do any new roofing or anything like that. 00:18:38
So. 00:18:41
Basically it's the exterior part of the house and barn. 00:18:42
That, umm. 00:18:46
That were limited on what we're going to be able to do. 00:18:48
And I believe Joseph has worked with Shippo on this. 00:18:51
Already and. 00:18:55
And everybody. 00:18:56
On paint on board with it as far as I know. 00:18:58
So, well, if they're already listed, you have to. 00:19:02
Yeah, you have no choice after that. 00:19:06
It'll be a constant communication, so even though we got it short up now. 00:19:09
As we progress through some of these projects, we'll do constant checkpoints with them. 00:19:12
Have we shifted then? 00:19:17
From. 00:19:19
Um, taking and this is grant money that we've received, right? 00:19:21
3,000,000 and the other. 00:19:24
333. 00:19:27
Have we shifted from the concept of building a large? 00:19:29
Facility to just taking care of. 00:19:33
The multiple amounts of things that need to be taken care of. 00:19:36
As an alternative. 00:19:43
Is that a shift that? 00:19:45
Making. 00:19:46
Chairman, members of the board, Yeah, that's a good question I had. 00:19:48
Conversations with. 00:19:51
County Manager Men Love and Supervisor Klein about that. 00:19:53
And we went over the potential costs. 00:19:57
For all of these projects. 00:19:59
And and. 00:20:01
The plan moving forward? 00:20:03
Given the staff is to move forward with the design and engineering of the cabin. 00:20:06
And the multi use building. 00:20:11
While we're getting all these other projects. 00:20:13
Remodeled and fixed up. 00:20:16
And Siborat financially after that to see if the multi use building, if there's actually funding available to move forward with 00:20:19
the multi use building. So it's sort of. 00:20:24
It's sort of like we'll have the design and engineer plans. 00:20:29
Ready to use at any given time. 00:20:31
If in the future. 00:20:34
Say we don't have enough money to build a multi use structure. 00:20:35
At some point in time. 00:20:39
We have benefactors giving us money for. 00:20:41
Veterans. 00:20:44
We have not for profits. We have organizations out there there donate large chunks of money. 00:20:45
For the veterans retreat and admission. 00:20:51
We could just. 00:20:53
Take that funding and if. 00:20:55
If the decision is made to move forward with constructing the multi use facility at that time, we we'd have the design and 00:20:57
engineering plans available to move forward at any given time. 00:21:01
OK, so that. 00:21:06
Yeah, or no problem with that. 00:21:08
Trying to conjure up what we're going to use the multipurpose building for. 00:21:11
For the for the amount of money it's going to cost. 00:21:16
So. 00:21:20
I think all these other. 00:21:22
Tentacles are important too. 00:21:24
Umm. 00:21:28
Going to say this. Oh yeah. 00:21:31
Is there an expiration? 00:21:33
On this money, the 3 million. 00:21:35
And the 333,000. 00:21:37
Grant money? Is there an expiration date on any of that? 00:21:40
The $3,000,000 there is not. 00:21:45
Any expiration on that? We already have received that money from the state. 00:21:48
That's already in our bank, so to say. 00:21:52
So to speak, the 333,000 mark. 00:21:54
There is no. 00:21:57
Expiration date on that as well. 00:21:59
The concern with the year mark was with the new administration coming in, whether they were going to. 00:22:01
Back or not at this time that is not. 00:22:06
Part of any clawback. 00:22:08
To answer your question. 00:22:10
There is no expiration date on either. 00:22:12
Either funding, OK. 00:22:14
Yeah, great. 00:22:16
So that 3 million? 00:22:18
Which is the. 00:22:19
Really the most flexible part of it. 00:22:20
If we don't spend it all right away, we just have it. 00:22:24
Correct, Sir. OK, yeah. 00:22:27
Did you say that you had another aspect of? 00:22:30
The presentation today that. 00:22:34
Yes, Chairman, members of the board I'd like to bring up. 00:22:36
Michael Ostermeyer. 00:22:40
He's the attorney that. 00:22:41
The county administration is hired. 00:22:43
Outside. 00:22:45
Legal counsel to help us. 00:22:46
Move forward with licensing agreement with the not-for-profit. 00:22:48
And some use agreements for people who. 00:22:52
Come to the property. 00:22:54
To protect the liability. 00:22:57
From the county in those kinds of. 00:22:59
Of issues, so I'd like to introduce Mr. 00:23:01
And OK, great. 00:23:05
Yes, thank you. Good morning. Good morning. 00:23:11
Mike asked tomorrow from Alex Barr. 00:23:15
I will. 00:23:18
Sort of walk through generally the scheme, these agreements and then have to answer any questions or. 00:23:20
Provide a road map or whatever is helpful to you in looking at these things so. 00:23:24
We have 3 agreements. We have a master license agreement with Pleasant Valley. 00:23:28
Veterans Retreat and then we had two sub license agreements, one for recreational users. 00:23:32
Which would be individuals staying overnight, presumably. 00:23:37
Users which would be. 00:23:40
Folks using. 00:23:42
Seminars or? 00:23:44
Type program. 00:23:46
The Master License Agreement is certainly the most. 00:23:49
Involved the three. 00:23:53
Umm, the end user agreements. 00:23:56
Are considerably more simplified, particularly the recreational user agreement that. 00:23:58
Individuals who try to keep as simple as possible. 00:24:03
But the master license agreement? 00:24:07
Is really. 00:24:09
Shaped by 4. 00:24:11
Particular fence line. 00:24:14
If you will. 00:24:15
One is that we don't want this to be a lease agreement. 00:24:16
Because state law regulates the counties. 00:24:20
Latitude to lease to. 00:24:23
Even nonprofit organizations. So we want to stay clear of the state regulations that limit your ability to lease. 00:24:26
We do not want to run afoul of the GIFT clause. 00:24:33
Which is constitutional limitation on the county's ability to donate or. 00:24:36
Subsidized. 00:24:40
Any individual association, corporation. 00:24:41
Uh, we want to. 00:24:46
If we can. 00:24:47
Allow the county to have the benefit of the qualified immunity granted by Arizona law. 00:24:49
To property owners who put. 00:24:54
Permit recreational users and educational users upon their property. 00:24:56
And the benefits of enjoying that qualified immunity is that. 00:25:01
You are immune to suit for your simple negligence. 00:25:05
And you aren't. 00:25:08
Subject to liability for any unknown conditions on the property. 00:25:10
So to the extent that we can structure. 00:25:13
The use fees in a way that permits you to enjoy that qualified. 00:25:16
Immunity. That's the third. 00:25:20
Defense line that we're trying to observe in the 4th. 00:25:22
Is the terms and conditions of the special use permit itself? 00:25:24
From the Forest Service Which? 00:25:28
Stipulate certain kinds of uses. 00:25:30
You know, year round used to advance veterans. 00:25:33
Programs and benefits so. 00:25:37
Those are the. 00:25:39
Four things that have sort of fenced in what we're trying to do with this master license agreement. 00:25:41
The Master License Agreement, then, as I said, grants to the. 00:25:47
Paradigm Pleasant Valley Veterans retreat The right to use. 00:25:50
This facility. 00:25:54
The obligation to manage its booking. 00:25:55
And used by subsidiary groups. 00:25:58
Which are on the one hand. 00:26:01
Recreational users as defined by the statute. Those individuals who will come on for overnight use. 00:26:03
Educational users the day users who will rent the facility for. 00:26:08
Non overnight purposes. 00:26:13
Umm, generally speaking at. 00:26:17
Simply grants the right to use for defined period of time for defined uses, which are called permitted rights. 00:26:18
And, umm. 00:26:24
Requires the PPVR to maintain insurance. 00:26:27
To indemnify the county to hold. 00:26:32
County Harmless. 00:26:34
4 liabilities that would be outside of this Qualified Use Amenity grant. 00:26:36
There are a number of things, probably more than any. 00:26:42
Common sense person would hope to see an agreement like this. 00:26:45
But but yet we are trying to get a fairly specific target because. 00:26:48
Causes those boundaries. 00:26:51
And the license itself is a. 00:26:53
Fairly particular kind of a grant. 00:26:57
So that you know you're not creating the lease you don't want to get. 00:26:59
The recipient of the right to. 00:27:02
That's the property. 00:27:04
Cover the property whenever you can. 00:27:05
Or almost immediately on any violations. 00:27:08
Terms and so in order to do that. 00:27:10
Put in place this nice experiment. 00:27:13
So rather than go on at length about things that are only interesting to lawyers. 00:27:17
Why don't? 00:27:21
I ask if you have any questions about the agreements. 00:27:23
Thank you for that presentation. 00:27:25
I get you were you were. 00:27:29
Hired to create this agreement. 00:27:31
To help the county and going forward with this process. 00:27:33
That's correct. Yes, Sir. 00:27:37
OK, so. 00:27:38
As we go forward with this establishment. 00:27:40
Are are you going to? 00:27:44
Continue. 00:27:46
Helping us with. 00:27:47
This project. 00:27:49
Well, that's, I think, at your liberty. 00:27:51
OK then I guess. 00:27:55
As we go forward, are we going? 00:27:58
Continue needing legal advice. 00:28:00
In this. 00:28:04
Project. 00:28:05
Human nature being what it is, I suspect the answer is probably yes. 00:28:09
But this agreement? 00:28:13
Ought to ought to parse. 00:28:15
The grant to PVBR. 00:28:18
Their obligations, their right to use, their ability to bring others in, to use the property, and so the general structure ought 00:28:20
to be here. 00:28:23
Will there be things that arise? 00:28:27
I suspect that there will be things that arise, particularly as you make improvements to the property and. 00:28:29
Perhaps evolve the? 00:28:34
Particular uses there may be issues. 00:28:35
What those might be? 00:28:39
It's a broad and varied world, so. 00:28:41
You know there are any Who knows what they may be? 00:28:44
But then there is that possibility. Yes, Sir. 00:28:46
Thank you. 00:28:48
Thank you, supervisor. Supervisor Klein. 00:28:50
So. 00:28:53
We're we're really hoping that we're done with the special use agreement. 00:28:55
Fall and so if we are. 00:28:59
Able to to get over that hurdle. 00:29:03
Then are we going to need to get back with you to revise the master? 00:29:06
Agreement. 00:29:13
And take that. 00:29:13
All of that out I would assume. 00:29:14
If that. 00:29:16
Occurs then this can be skinny down yes Sir to. 00:29:17
Take out the conditions that. 00:29:20
Or service permit. 00:29:22
Presumably. 00:29:24
Soon behind that become the owners of the property. 00:29:25
But the general structure is going to remain. 00:29:28
Place you just simply take out the reference to the. 00:29:30
License to having to accommodate the Forest Service. 00:29:33
Simultaneous use and occupancy the property. 00:29:38
And. 00:29:41
All the limitations that are within the special use purpose. 00:29:42
OK. Well, thank you for putting this together. 00:29:45
Yeah, I appreciate it. Thank you. 00:29:50
Yes, Sir. Thank you, Mr. Ostermeyer. So. 00:29:53
The umm. 00:29:56
Going forward, there's going to be a point in time when. 00:29:59
We're not the board any longer. There'll be new members. 00:30:02
And we have to make sure that the usage of this property stays. 00:30:06
Within the parameters of. 00:30:11
What you're recommending this? 00:30:13
All that or we could run afoul of. 00:30:15
What's going on So. 00:30:20
I presume that if we. 00:30:22
A darkness, then it becomes something that our own. 00:30:24
Legal department would protect. 00:30:29
As far as we go forward and that any. 00:30:31
Changes. We would just seek legal advice on that. 00:30:34
I think that's right. I mean, again, these agreements are set up to be sort of self executing. 00:30:38
You shifted. 00:30:43
Pleasant Valley the obligation to make sure that all of the terms are observed. 00:30:44
But you have the ultimate responsibility on behalf of the county. 00:30:48
To confirm that. 00:30:52
They're doing what they're supposed to be doing. 00:30:53
Is your agreement here that you presented? 00:30:56
Based on any other agreements of a similar nature. 00:30:59
Yeah, actually, yes, the recreation use and the education use agreements are both based on other agreements I've done. 00:31:04
For in case the recreational use agreement, several clients who own. 00:31:10
Seasonal housing adjacent to national parks. And so that was really the. 00:31:14
Structure of that agreement. 00:31:18
And the educational use agreement. 00:31:20
Represented a number of convention centers who. 00:31:22
These this kind of space for use. 00:31:25
And so that one is really based on that. 00:31:27
Master License agreement is. 00:31:30
In this instance its own thing. So this is sort of a. 00:31:32
On a POCLA. 00:31:35
OK so but it's not some historic document that no ones ever seen before. 00:31:37
As far as the challenge, we shouldn't. 00:31:42
Face any challenges to. 00:31:44
This what we're doing. 00:31:47
Because what we're doing as a county is not typically done and so. 00:31:49
That's why I'm asking that. 00:31:54
You feel that this is a good. 00:31:55
Protective agreement. 00:31:57
Yes, as I said earlier, you're. 00:31:59
You're walking, not a tightrope. 00:32:00
But you're walking a fairly defined. 00:32:02
Path to stay within those. 00:32:05
OK, those four offense posts. 00:32:07
So, but I believe that it is enforceable. 00:32:09
And stays within each of those lines. 00:32:12
Yes. 00:32:14
Well, I appreciate that. 00:32:16
That's all the questions I have. Anybody. 00:32:17
Add to that or. 00:32:19
I'm good. I'm good. Thank you. 00:32:21
Thank you very much. Thank you. 00:32:23
So is this. 00:32:26
Let me get back to my front page here. 00:32:30
We're not voting on this today. 00:32:33
OK. 00:32:37
So good information on that. 00:32:38
Very good. 00:32:40
Let's jump back into Item 2. 00:32:41
The information discussion regarding. 00:32:43
Electronic movie development department. 00:32:46
20/24/2020. 00:32:49
5 accomplishments and upcoming projects for the year. 00:32:51
Randy, good morning. 00:32:54
Good morning, supervisors. I was going to call this. 00:32:56
State of the Union. 00:33:02
Presidential but. 00:33:04
Staff thought you know. 00:33:05
Updates and highlights were better, so. 00:33:07
As we go forward. 00:33:10
Umm, does anyone ever wonder what community development does? 00:33:12
And who do we report to? 00:33:18
So that you can call someone and tell them what a great job we're doing. 00:33:20
Hopefully by the end of this work session you'll be able to answer these questions. 00:33:24
And probably more that you. 00:33:28
Don't want to answer. 00:33:31
We're going to move forward anyway. 00:33:32
So in community development we have code enforcement. 00:33:35
Which is. 00:33:39
Anything and everything. 00:33:41
I mean it comes down to someone doesn't like where you park the vehicle. 00:33:42
To junk, trash and debris. 00:33:46
Tree hanging over the fence. 00:33:48
A fence going in. 00:33:51
A lot of people do not talk to their neighbors anymore. 00:33:55
And so the first thing they do is call us. 00:33:58
We are. 00:34:01
Complaint driven. 00:34:03
But I will tell you that I have informed code enforcement that when they go out to a house. 00:34:04
That they should drive the whole street. 00:34:10
And look for any other violations all at once because. 00:34:13
A lot of things happen. Someone calls in and they're doing violations. 00:34:17
Or, uh. 00:34:22
Umm people get upset that someone turns them in so they want to turn in other people on the same St. 00:34:24
So we try to alleviate that and just we drive the whole street when we go out to a violation. 00:34:29
We basically have two code enforcement officers. 00:34:36
And that does the whole county. 00:34:39
And we get several complaints a day. 00:34:42
And right now we're down to 1. 00:34:44
One of our code enforcement officers just. 00:34:46
Went to another department in the county. 00:34:49
And. 00:34:52
I was supposed to have someone start yesterday. 00:34:53
And then on Friday, they decided they didn't want to work here. 00:34:56
So. 00:34:58
Same issues other departments have too. 00:35:01
But moving forward. 00:35:04
We're going to handle that. 00:35:06
So code enforcement is. 00:35:08
Big thing, that's why. 00:35:10
That's going to be chunk trash and debris. 00:35:12
That's gonna be. 00:35:15
Build bewaps building without a permit. 00:35:16
Zoning. They built something too high. 00:35:19
That all comes under. 00:35:22
Code enforcement, their zoning and building that is involved with correcting that. 00:35:24
But usually our first. 00:35:28
Communications with them is through code enforcement. 00:35:31
Then we deal with building department. 00:35:35
Building Department. 00:35:39
Like I said, does everything with codes. We have the inspectors, the plan reviewers. 00:35:40
Umm, permit staff. 00:35:45
It's a big thing. 00:35:50
And uh. 00:35:51
There has been. 00:35:53
Talk in last meetings or in other meetings? 00:35:54
Whether we're certified and to be able to have building officials and all that stuff. 00:35:57
And I will tell you between all of our staff. 00:36:02
We have all the certifications at any building department needs. 00:36:04
And. 00:36:08
If someone. 00:36:10
It is needed to review something. That's what we do. 00:36:12
Staff is always trying to get more certifications and to learn more. 00:36:16
And we'll talk about. 00:36:21
Other things to get done. 00:36:24
Planning. Zoning. 00:36:25
That has to deal with. 00:36:27
Set back. 00:36:30
Whether you're allowed to do something on your property? Everyone always says this is my property, I should be able to build 00:36:32
whatever I want. 00:36:35
Wherever I want, how I want, when I want. 00:36:39
That is true. 00:36:43
Point but your community. 00:36:44
Has rules and regulations that. 00:36:47
Supervisors or prior supervisors have voted on. 00:36:49
And uh. 00:36:52
Have decided that this is how the community is going to progress. 00:36:53
And here are some simple rules that we follow. 00:36:57
And so planning zoning helps. 00:37:00
Enforce that. 00:37:02
And make sure we have. 00:37:04
Pre op meetings where? 00:37:06
People can come. 00:37:07
Ask questions so we usually open it up for most businesses. 00:37:09
So we answer before they go and invest in the property and they think they want to build a. 00:37:13
Pig farm here. 00:37:18
And it's in the middle of the neighborhood. 00:37:20
We would let them know the. 00:37:22
Hurdles that they would have to get over to accomplish that. 00:37:23
And sometimes the answer is no. 00:37:27
We are completely regulatory department. 00:37:33
All of our stuff is ordinance or codes. 00:37:36
And we're one of the few in. 00:37:39
The county. 00:37:41
That is all regulatory. 00:37:42
So there's a lot of yeses and noes. 00:37:44
But there's always some Gray areas and everything. 00:37:47
As we go forward, we'll talk a little bit more about that. 00:37:50
We get the fun of enforcing. 00:37:54
Not only. 00:37:57
Our ordinances and codes. 00:37:58
State. Federal. 00:38:00
ADA, right, That's federal. 00:38:03
And we get the. 00:38:05
Fun of enforcing that. 00:38:07
As on every building as we go forward. 00:38:09
Uh, one of the things people want to know is who's my boss? Who do I report to? 00:38:14
And that is the deputy county manager, Michael. 00:38:20
I've had three. 00:38:23
Bosses since I've taken over 1 was Homer. 00:38:25
One was Mr. Minlove, which I'm sure he was glad to get rid of me. 00:38:29
Umm. And then I report to Michael. 00:38:33
Michael gets calls on us. You know, a lot of people don't like it. 00:38:37
When we have to enforce the regulatory requirements. 00:38:40
And so. 00:38:44
They think we're. 00:38:45
Doing something wrong? Michael has supported us and moved forward and. 00:38:47
Communicated that well. 00:38:52
Here's my staff. 00:38:55
And this staff is 14 positions. 00:38:57
So out of 14 positions, we deal with a lot of projects. Almost every project is touched by community development. 00:39:01
In. 00:39:09
We also do. 00:39:11
Other places to help with Igas? 00:39:13
Right now we have 3. 00:39:18
Openings possibly 4. 00:39:20
So that hurts. That's a third of our staff. 00:39:23
But we still make it work. Our staff gets together, we have monthly meetings. 00:39:26
And I will say, Please remember as we're talking about this and I stay staff. 00:39:32
These are the people doing the work. 00:39:37
These are the people that. 00:39:39
The customers first see when they come into the counter. 00:39:40
To the. 00:39:44
Just talking with staff this morning. 00:39:47
That you know I can't do my job unless. 00:39:49
They do their job and the next person can't do their job if the other people don't do their job and. 00:39:52
And our. 00:39:57
Community Development can't do their job of other departments in Hughes County do their job. 00:39:58
So it really is a team effort. 00:40:03
But I did want you to see their names. 00:40:05
And we have two offices. 00:40:08
One impatient one in Globe. 00:40:10
So we're split across the county just like a lot of the other departments are. 00:40:12
But we get together and. 00:40:18
Move forward. 00:40:20
Talk a lot and try to accomplish a lot of things. 00:40:21
So again, we have 13, really 14 staff members. I just got the short term rental. 00:40:27
Code enforcement approved last week. 00:40:33
So this is being updated to 14. 00:40:34
Members. We have members that have been here in community development for over 20 years. 00:40:37
We are active always in training. 00:40:42
Again, we are certified. 00:40:46
To accomplish and to be legal with anything we do so. 00:40:49
Please be aware that. 00:40:54
If someone's questioning our certifications, we. 00:40:56
And we're hoping to get more. 00:40:59
Some of the projects that we've done is. 00:41:03
Ditch tising our records. 00:41:06
Thanks to the supervisors and Mr. Minlaw. 00:41:09
We got a budget. 00:41:12
Two years ago a 500,000. 00:41:14
And we have digitized over 2 million records. 00:41:17
This streets access to permits. This helps. 00:41:21
With plans. 00:41:25
Inspection notes. 00:41:26
And improved coordinations, community efficiency. 00:41:28
I have 67. 00:41:32
File cabinets that used to be all filled with files in there. 00:41:34
So someone came in. 00:41:37
We would have to go figure out which cloud town it was in file that. 00:41:39
Get that file cabinet. Find folder in that file cabinet, get that folder. 00:41:43
Pulling out set it on a desk. 00:41:47
Roll it out and look page by page. 00:41:48
For what? 00:41:51
They were looking for. 00:41:53
Now we can go on digitize. We go in and we punch in a partial number, a permit number. 00:41:54
Or anything else that pops up, we can print it out, hand it through them. 00:42:00
And it is just a. 00:42:03
A vast. 00:42:06
Umm, improvement. 00:42:07
To what we've had. 00:42:10
We're currently working on our final. 00:42:12
PO for that to accomplish that. 00:42:15
We should be done, we're hoping, by January. 00:42:17
And I will be glad to tell you. 00:42:21
Due to the staff efforts. 00:42:24
And everyone involved. 00:42:25
We are going to be under budget. 00:42:27
I know you guys don't get to hear that a lot. 00:42:29
But we're going to be under budget and give you back some of that money that you had allotted for us and. 00:42:31
And Mr. Love made work for us. 00:42:36
Umm, so the. 00:42:39
This also helps with decision making right if we can get the information quicker. 00:42:42
We can help. 00:42:47
Our clients quicker and they. 00:42:48
Provide better customer service. 00:42:50
We also just switched to mondays.com. 00:42:52
So if you walk into my office now, you'll see some TV's hanging on the wall. 00:42:56
I have every. 00:43:00
Plan Review. 00:43:01
On this program. 00:43:03
By the way, it helped us a lot with this. 00:43:05
But we have every inspection that's due out that's been called in. 00:43:07
And it split out into the globe office, the patient office. 00:43:12
Tells you where they're going, what they wanted, how they wanted it, the permit number, the owners, everything is right there on 00:43:15
the wall. 00:43:18
We can look at that each day. 00:43:22
Compared to. 00:43:24
Just a month ago. 00:43:26
We literally had a. 00:43:27
Spiral bound. 00:43:29
Book calendar book that we would write. 00:43:30
All that information in. 00:43:34
And as you know, that can get lost or torn or. 00:43:36
You know, if you're using it every day, it's not the best. 00:43:39
Way of keeping everything up to date. 00:43:42
We had a whiteboard with all the planning reviews on it and it's in a hallway. 00:43:45
And that's great. 00:43:49
Until someone walks by and. 00:43:50
All of a sudden, their sleeves push up against the wall. 00:43:52
And we lost 3. 00:43:55
Plan Reviews. 00:43:56
Which means we caught up. 00:43:58
But people don't look at it that way, so. 00:43:59
You know, it is a much vast difference of what we've done and what we've. 00:44:03
Been able to accomplish with. 00:44:09
Michael and Mr. Love support in helping us to get to a. 00:44:11
A I'm not going to say we're in the 21st century. We're in the 20th century. 00:44:15
Yeah, and we're getting there. 00:44:20
So that's a good thing. 00:44:22
Umm, one of the things that we do. 00:44:24
Is we communicate with. 00:44:30
Other departments. 00:44:32
Every Monday. 00:44:34
9:30. 00:44:35
You know, in my office we have. 00:44:37
Through chains. 00:44:40
We have public works health department wastewater. 00:44:41
And community development. 00:44:45
And we go through a litany of projects. 00:44:46
And we talked about any problems coming up any. 00:44:49
Needs that we have problems that we have. 00:44:54
How? How? 00:44:57
One department effects another department. 00:44:58
And. 00:45:00
This is. 00:45:01
A lot more than you would think. There's there's about an hour. 00:45:04
Hour and a half that we go through. 00:45:08
Michael's on the project are on the phone with us. 00:45:10
Umm, we just invited Finance to start showing up with us on it. 00:45:14
This is a a. 00:45:19
A I'm going to tell you that Michael required it. 00:45:20
He wanted us to talk, which was a good thing and. 00:45:25
Helped us move together. 00:45:28
And we have other departments approving something. 00:45:30
And then it would cause problems for other departments because it shouldn't have been approved or we didn't know about it or 00:45:32
anything else. So this is a. 00:45:36
Positive outcome for. 00:45:41
Community development especially. 00:45:44
Umm, I will not be there this Monday. 00:45:47
But other than that, we're usually there every Monday. 00:45:49
And go through it all. 00:45:52
This helps reduce miscommunications and improve customer service because all the departments are together. 00:45:54
Right then and there I can get a answer from. 00:46:00
Planning in Armenia from public works. 00:46:03
Is grading drainage required on this wastewater? You OK with this? 00:46:06
Health department, they're doing a new restaurant. Got any concerns? 00:46:09
They see something they did on inspection, they got out of sync OK, we got to do this and this and we can get it dealt with right 00:46:13
there. 00:46:16
Which obviously provides a better. 00:46:19
Environment for our customers. 00:46:22
Get through what they. 00:46:25
You know the. 00:46:26
More regulatory getting through our projects are not. 00:46:27
Some of the supervisors had to permit stuff and. 00:46:30
It's not. 00:46:33
But we try to make it as easy as we possibly can. 00:46:34
We also meet every two weeks roughly. 00:46:38
With the County Attorney. 00:46:42
This is to ensure that. 00:46:44
Community development activities comply with. 00:46:46
State statutes. 00:46:50
Our legal requirements they. 00:46:51
We don't do anything that we're not supposed to be doing. 00:46:54
This was not the way it used to be. It used to be always. 00:46:57
What the director thought he could do? 00:47:01
He he did. 00:47:03
And then we kind of deal with the repercussions that may or may not have occurred after that. 00:47:04
I try to talk with and we have Jessica, which is her. 00:47:10
Representative. 00:47:13
She's overwhelmed sometimes because we have a lot of. 00:47:17
Questions, uh. 00:47:19
And we have weird. 00:47:20
You know, this isn't just can we do this or not do this. There's there's some weird questions that come up. 00:47:22
That she has to look into and deal with ARS statutes and everything that come along with that. 00:47:27
And providing that information to us. 00:47:35
She does it. 00:47:37
Quickly. 00:47:38
And helps. 00:47:39
Us so that we can better help our customers. 00:47:41
By the way, I was totally have two hours so I'm trying not to take that time. 00:47:48
So. 00:47:52
We have central square permitting portal. 00:47:54
Which is known as track it. 00:47:57
We've had that since, I believe 1998. 00:48:00
And so all of our permits, all of our. 00:48:06
Information goes in there. 00:48:11
When someone comes and applies the permit, tech takes that across the counter. 00:48:13
Make sure it's all filled out. 00:48:18
Then they start inputting that into. 00:48:20
The Track IT system. 00:48:23
Which then? 00:48:24
Goes out the Mondays, which goes out to the inspections and everything else. 00:48:25
And all the planned reviews get done that way. 00:48:30
We also accept. 00:48:33
I was just telling some people here. 00:48:35
We accept electronic. 00:48:37
Planned reviews now. 00:48:39
So someone was talking about coming to the patient office on Thursday. 00:48:40
This week, which you know. 00:48:46
It's not going to be an easy. 00:48:48
Traffic situation in town this week. 00:48:51
But they can e-mail us that they can scan all the information in the plans, the permit application, everything. 00:48:55
You can pay online. 00:49:01
Submit it all in. 00:49:03
We get it submitted, we put it in the the. 00:49:04
Two to get reviewed and everything else. 00:49:10
We can call them, tell them. Here's what it is. They can pay online again for the. 00:49:13
Permit issuing. 00:49:17
And issue it back out in. 00:49:18
In electronic form. 00:49:21
They print it out, have it on the site. 00:49:23
They never even had to come into the office. 00:49:25
Is that increasing? 00:49:27
Yes, using that. 00:49:29
Yes, we have. 00:49:30
A lot. Lot, I'm going to say probably. 00:49:32
We were 100% paper. 00:49:35
And now we're. 00:49:36
Probably 40% paper. 00:49:37
Uh, usually the paper won't be. Honestly are the little easy ones. 00:49:41
Because they want to come in and do like 3 or 4 permits. 00:49:45
All at once. 00:49:48
Instead of submitting a house. 00:49:49
And it also helps when we do. 00:49:51
Electronic Reviews. 00:49:54
We extend our needs lift, right? So if there's something that's needed, more paperwork, whatever is the problem. 00:49:56
We send out a needless electronically goes to the customer. 00:50:02
They see it, they can credit out. 00:50:06
They go get that information. 00:50:08
Resubmit it back to us through an e-mail and. 00:50:09
Weekly were dealt with. 00:50:12
So as you know. 00:50:16
Moved into. 00:50:18
Short term rentals. 00:50:20
Which I'm sure is everyone's. 00:50:22
Favorite topic? 00:50:23
I will tell you that. 00:50:26
Portal is up. 00:50:27
It is running. 00:50:28
We currently have, I'm going to say. 00:50:30
60. 00:50:32
People were under soft opening right now. We kind of want to make sure the system was working before we. 00:50:33
Went out. So we've been calling people that have called us in the past and we've had about 60 fill out the applications. 00:50:39
It's all online. 00:50:46
They all the information, they can upload any information we need like the insurance. 00:50:48
The septic system, any of that stuff that they've notified their neighbors, all the requirements we had in there. 00:50:53
And we have a company that's doing that, that set that up for us. 00:50:59
They have done the. 00:51:03
AI Universe. 00:51:05
And we have about 500 to 600 shortcuts. 00:51:07
Term rental. 00:51:11
Locations, Uh. 00:51:12
So that location could have more than one but. 00:51:14
About 600 locations. 00:51:17
Right now that they've. 00:51:19
Found until September 1st. We will send out our first letter. 00:51:21
It will say hey. 00:51:26
Be aware there is an ordinance there you need to. 00:51:27
Fill out your information, Go to this website. 00:51:31
There's the cost, all that good stuff. 00:51:34
And then 30 days later, we'll follow up with a second letter. 00:51:37
Sing, a letter said. Hey, you haven't registered yet. We want to make sure you understand what you got to do. 00:51:40
Keep you out of trouble. 00:51:45
And then 30 days later we send a third letter which says you're in trouble. 00:51:47
I should have registered. 00:51:51
And fines can occur if you decide not to. 00:51:53
Register. 00:51:57
So far that that has, I will say this, the biggest question we're getting asked right now with short term rentals. 00:51:59
As much as the grace period. 00:52:05
They want to wait till the last minute. 00:52:07
To register. 00:52:09
It seems like I don't know that that's the case, but that's the question that a lot of them are asking. 00:52:11
Is what's the grace period? How long before I have to? 00:52:16
To register. 00:52:19
We tell them that the ordinance is in place. 00:52:21
And it's required to register. 00:52:24
Umm, we just don't want issue the fines for 90 days and even at that time at 90 days. 00:52:26
Then we'll have to start going out and. 00:52:34
Knocking on doors and say. 00:52:37
What's up? 00:52:39
Why aren't you doing this? 00:52:40
There is a chance that someone could have had a. 00:52:42
Short term rental that wasn't registered on our addresses and. 00:52:44
Caused the problem and we would knock on the door and say. 00:52:49
Pay your short term rental. 00:52:52
Yeah, Register. And I'll say one of the things that we get with this portal that we. 00:52:54
Created as it tells us and prints us out the page. 00:53:00
That shows the cabin. 00:53:04
And the. 00:53:06
Everything about it how? 00:53:08
How much it cost? 00:53:09
When it's available. 00:53:10
You know it gives you all that pressure. 00:53:12
So we would just staple that to our letter that says please register. 00:53:14
It's kind of hard to say on our short term rental. 00:53:19
When we have all that information that's provided. 00:53:22
Up front. 00:53:25
So that hopefully will. 00:53:27
Alleviate a lot of that information. 00:53:29
On arguments that come away. 00:53:32
Yes, Sir. Is there is that permit an annual permit according to when they apply or? 00:53:34
According to a date on. 00:53:40
We currently are running annual. 00:53:42
We were hoping to. 00:53:44
Start July 1st. 00:53:46
And that didn't happen. 00:53:48
As you know, we went through the whole process of the short term rental in. 00:53:50
And redoing it all. 00:53:54
And by the time this portal got in and by time, staff was ready for it all. 00:53:55
So we're into. 00:53:59
You know, more like October. 00:54:01
So it will be annual, but at some point we'll probably prorate one and then. 00:54:03
Start on a specific date so they can. 00:54:07
We have enough time season usually. 00:54:10
In the patient area, which is a lot of them is July. 00:54:12
You know, everyone wants to come for the summer. 00:54:16
Go out the lake. 00:54:18
Play around, do all that good stuff. 00:54:19
Not as many people want to come here during the winter, so we're kind of. 00:54:21
Getting towards the slow end. 00:54:26
And we have met with the. 00:54:28
Catch the assessors. 00:54:32
On short term rentals and we're sharing the information that we get. 00:54:34
And the list we get with them. 00:54:39
So that they'll know that the short term rental they got to pay their taxes and there's a special code for them and all that good 00:54:41
stuff. 00:54:44
We also are going to be finding this information to the sheriff. 00:54:48
So when they go out they'll know if it's a short term rental or not. 00:54:52
They'll also have their contact information. 00:54:56
I should remember part of our ordin. 00:54:59
They have to provide someone. 00:55:02
24/7. 00:55:04
To be able to be contacted if there's if law enforcement. 00:55:05
Our first responders need to respond to them or get someone out there to. 00:55:09
Deal with the problem they're having at their house. 00:55:15
On the pro rating right now. 00:55:18
No, right now we're going annually. 00:55:20
So there is full fee of $225. 00:55:22
And that'll get them a year. 00:55:25
For their next license a year from now or a year from July 1? 00:55:28
A year from now. 00:55:31
A year from that date they registered. 00:55:32
OK. 00:55:34
So everyone likes the building apartment, so they always is the question of. 00:55:42
How much do we do? 00:55:47
Well, between. 00:55:48
July 1 and June. 00:55:51
25 We issued 21115 permits. 00:55:53
Which averages of 8.1 permits per day. 00:55:58
Of our 260 working days. 00:56:01
We have done 5780 inspections. 00:56:04
Which is about 11 a day. 00:56:08
And we've gone 16148 plan reviews which is like 6.3 a day. 00:56:10
We're not sitting around. 00:56:17
We're not. 00:56:18
Lollygagging. 00:56:20
Our staff is always busy. 00:56:22
There's always someone. 00:56:27
At the counter. 00:56:29
We're running a little bit of staffing issues here in Globe. 00:56:30
When someone takes lunch. 00:56:34
We're having a hard time covering. 00:56:36
The window. 00:56:38
At that point, but we're trying to bring in one of the other departments. 00:56:39
That shares the building with us that they should manage for that that time frame during. 00:56:43
During the. 00:56:47
Once, but we're moving. 00:56:50
As you can see, that's that's quite a bit of information that. 00:56:54
Goes in and out. 00:56:57
To do that. 00:56:58
You know we we do some plan reviews on wastewater systems for the. 00:57:00
Part of it will help with some of the electrical inspections on that. 00:57:05
We get involved with the health department when? 00:57:09
You know, like I said, they have to add a new sink. 00:57:12
We send our guys out, make sure the air gap reach traps, all that stuff is installed for the building code. 00:57:14
And. 00:57:20
We have three permit. 00:57:24
So you got 8.1 permits going out, you know you've got. 00:57:26
At least that many coming in. 00:57:31
So between those 3 permits, actually they're they're. 00:57:33
Working hard. 00:57:38
And they're our first responders. That's not including all the walk insurance and the phone calls and the emails. 00:57:39
We used to count those. 00:57:44
But it was a. 00:57:46
Kind of a waste of time. 00:57:49
Umm, to a point. 00:57:51
You know when I come and tell you that we have 17,000 phone calls and. 00:57:52
10,000 emails. 00:57:57
It sounds like impressive numbers, but it's really not a tractable thing. 00:57:59
Where the permits, inspections and plan reviews are. 00:58:03
So as we've talked in the past. 00:58:13
We are required to update our. 00:58:17
Building code. 00:58:20
We are on the 2012 building code. We are adopting the 2024 building code. 00:58:21
I am currently been reading that. 00:58:28
I just was talking to. 00:58:31
A third party yesterday. 00:58:34
They did the 2024 code adoptions or pace it. 00:58:36
Well I'm trying to get him to send me that so I can plagiarize it. 00:58:41
Umm, I I'm. 00:58:45
Big fan of plagiarizing, I have no problem at all with that. 00:58:47
And so we're trying to. 00:58:51
Make our adoptions. 00:58:53
As easily and as simple as we can. 00:58:55
To meet our other jurisdictions, Globe is on the 2021. 00:58:59
That they have adopted last year. 00:59:03
Or it could have been beginning this year, but they've adopted. 00:59:06
I don't think they're planning on going to the 2024. 00:59:08
But Hasten is planning on going to the 2024. 00:59:12
We're planning on going to the 2024. 00:59:16
So, umm. 00:59:19
There's a lot of stuff that goes in with adopting the code. 00:59:20
As you remember. 00:59:23
These are international codes. 00:59:24
So they're written for almost everyone. 00:59:26
So we can take out stuff that doesn't apply. 00:59:29
I don't have a 90 LB snow load. 00:59:33
That we're required to design for, so I don't need that in there. 00:59:36
We're 20 and 40. 00:59:39
So I don't need the other. 00:59:41
Design codes we're a 90 mile an hour 3 second gust wind load. 00:59:43
Wind over arrives our earthquakes here. 00:59:47
So I don't need all the earthquake stuff, but I'd still have size week of wind. 00:59:50
So we take out the stuff that doesn't involve us. 00:59:54
And keep the stuff that we need. 01:00:00
So we try to make it as less complicated as possible. 01:00:02
It's still complicated. 01:00:05
There are. 01:00:07
13 codebooks that come in the international code. You got plumbing, electrical. 01:00:09
Mechanical. 01:00:15
Existing buildings, everything else. 01:00:18
And all those happy. 01:00:20
Modified and adopted and. 01:00:22
And it's not fun. 01:00:24
I have a hard time. Like I said in the past, remember my kids names, They're my wife's name. 01:00:28
When I learned these codes but. 01:00:33
It is important especially for us to be moving forward. 01:00:35
Insurance, you know, is a big thing. 01:00:39
They don't want you on the. 01:00:41
Older codes because things change. 01:00:43
I mean, every time there's a natural disaster. 01:00:46
And they changed every three years. 01:00:49
And they take into consideration things that happened. 01:00:51
About. 01:00:54
The codes or the earthquakes or the wind or whatever it occurred. 01:00:55
They try to take those things into consideration. 01:00:59
And one thing I. 01:01:02
Talked about. I want to make sure we understand. 01:01:04
People don't get to just say. 01:01:07
We want to require different lights here because I'm the only one that sells. 01:01:10
That's not what the billing code does. Doesn't allow. 01:01:15
It's a big long process. It takes you between 3:00 to six years to have something added into a code. 01:01:18
It has begun in front of a board of. 01:01:24
There are some contractors, some architects, some engineers and some public. 01:01:28
That vote on these things, whether they're allowed to come into the code or not. 01:01:34
And the code specifically states it can't. 01:01:38
Be specific to 1 vendor. 01:01:40
Now everyone says Simpson. 01:01:44
Is used a lot. 01:01:48
Because they spent the money to go out and have all of their projects engineered all their. 01:01:50
Individual hold downs and. 01:01:55
Straps and everything else. 01:01:58
They went out and paid the engineering to get that to meet what the code required. 01:01:59
But they're not required to be. 01:02:03
They're not required to buy Simpson. You can buy other people's as long as they meet those requirements. 01:02:05
So none of this is is. 01:02:10
Kind of. The rumor was oh. 01:02:13
They want you to do this because. 01:02:15
Bob trotted into the code. Well, Bob can't get it into. 01:02:18
Code it's very hard and it. 01:02:20
The final vote. 01:02:23
Is by all government officials. 01:02:24
So basically all building officials. 01:02:26
We get into a big building. 01:02:29
And it's really, really, really, really, really boring. 01:02:31
And we talked about codes for. 01:02:34
Two weeks at a time. 01:02:37
And then? 01:02:38
The they vote, the government votes on what can be in the code, so it's not even left to. 01:02:39
Private companies are running on the final vote. 01:02:46
Let's say, Randy, do we start? 01:02:49
Letting people know our code is going to change. 01:02:51
At any point. 01:02:53
So that they're not surprised by that. We have put it out. 01:02:54
And our counters on our website. 01:02:58
And we've talked with the contracts when they come in. 01:03:00
I tell them that we're doing it. 01:03:04
And the good thing about the 24 code is. 01:03:06
The 21 code kind of went. 01:03:10
Pretty strict. 01:03:13
Pretty forward to the left or right, whichever side you're on, it went out there. 01:03:15
And now the. 01:03:20
24 Coach. 01:03:22
Kind of scaling it back a little bit more. 01:03:23
To, I'm not going to say make it easier, but they're bringing it back to where reality. 01:03:26
I mean as we all know. 01:03:33
Buildings used to leak all day long right there was You never had to worry about how fresh your air was or wasn't because. 01:03:35
It leaked all over the place. 01:03:42
Well, now we've made the house is so tight. 01:03:43
We're now going to cut a hole in the wall to bring fresh air in. 01:03:46
Not all that makes sense. 01:03:50
So the 24 code has kind of taken that into consideration and came up with some. 01:03:52
Better options than just. 01:03:57
Like it. We're just going to make it tighter and stricter. 01:04:00
Still, it's going to cost more. It's still going to be a pain. 01:04:04
Still going to require inspections. It's still going to require plan review. 01:04:08
But it is something we need and the insurance companies are requiring it. 01:04:12
And as you know, we already have trouble getting insurance in some areas. 01:04:16
So they're they're. 01:04:20
Wanting to protect themselves. 01:04:22
Of what gets built and how it gets built and what gets inspected and everything else. 01:04:25
So, uh. 01:04:30
There's only so much we can do. 01:04:31
We're also involved and by the way, I'm hoping to have that started or. 01:04:35
Ordinance for you guys in January. 01:04:41
Of 26. 01:04:43
Umm, that's gonna be. 01:04:45
But we're hoping to get there. 01:04:48
It's really going to be depended on. 01:04:50
What I can get from? 01:04:53
Other jurisdictions that I can plagiarize? 01:04:55
They were talking the new zoning ordinance. 01:04:58
Which? 01:05:00
Greatly needed. 01:05:03
This is about a six, eight-month process. We've currently got an RFP in the finance. 01:05:05
Going to get that out and then we'll put that out and see what we. 01:05:12
Can get we have a budget that Mister Min Loveland's gracious enough putting as capital budget for us? 01:05:16
To be able to address this. 01:05:23
There are. 01:05:26
Just a lot of things that come with zoning. 01:05:28
A lot of unintended consequences. 01:05:31
Our goal? 01:05:34
With the newest voting ordinance is to. 01:05:35
Take away interpretations. 01:05:38
That each director. 01:05:42
Each person. 01:05:44
Makes their own interpretation. 01:05:48
Well. 01:05:50
That's great. 01:05:51
As long as. 01:05:52
They stay the same but. 01:05:53
People change. 01:05:54
Reputations change, things change. 01:05:56
So we're trying to. 01:05:58
Take as much out of that. There's always going to be something. 01:06:00
There's always going to be. 01:06:03
Something different that someone's going to have to make a decision on. 01:06:04
But we're trying to. 01:06:08
Take out. 01:06:10
Random. 01:06:13
Common interpretations. 01:06:15
It should say you're allowed to build a two-story House of this height. 01:06:17
In this district. 01:06:22
Period. 01:06:23
Not a whole lot to interpret there, you always have a variance option. 01:06:25
But variances are regulated by the state. 01:06:29
And the AR statutes and they say you got to meet certain requirements to get there. 01:06:33
So if you make those. 01:06:38
You know topo is one of the big things and not self-imposed. 01:06:40
So if you bew it. 01:06:44
Kind of hard. 01:06:46
Say that. 01:06:48
Causing you an issue when you built it without a permit, and that's one of the things that variances in the state take into 01:06:50
consideration. 01:06:52
Right. So we're hoping that this would be about a six to eight-month process. 01:06:56
It will be a lot of public. 01:07:00
Meetings. 01:07:02
Thoughts. I'm sure we'll be back here. 01:07:03
Several times to bore you with. 01:07:06
Zoning and thoughts and see which way we want to go on some stuff. 01:07:09
It's a pretty big undertaking. 01:07:15
And uh. 01:07:17
It's bigger than the code adoptions. 01:07:19
Because. 01:07:21
Zoning involves everyone who builds anything, anywhere. 01:07:22
In county County. 01:07:27
So cassette backs and. 01:07:29
Heights and all that stuff come to. 01:07:32
Then we're working also. 01:07:36
On moving forward with a master plan. 01:07:38
That is divided up into every jurisdiction we have. So that's young, that's. 01:07:41
Pine that strawberry glow glow. 01:07:48
Everywhere. 01:07:51
The public, kind of. 01:07:53
Gets together and decides what they want to do and not want to do. 01:07:54
They don't get to say nothing, but they got it. They get has some input into. 01:07:58
Umm, what happens? And. 01:08:04
This gets voted on by the public. 01:08:07
During the general election. 01:08:09
There are. 01:08:12
6 current counties that are going through this process. 01:08:13
Again, I'm hoping to plagiarize as much as possible and. 01:08:19
You know, bring that in. But. 01:08:23
None of not everyone. 01:08:25
We call something R1, they may call it Z2. 01:08:28
You know, everyone has different. 01:08:31
Number. See, it's kind of hard to. 01:08:34
Compare apples to apples to apples. 01:08:36
When you have these kind of things. 01:08:39
We have a lake and recreation area. They may not. 01:08:41
So there's things that come into play that that. 01:08:45
Will change and make us do different things but. 01:08:47
The master plan is a big entertaining that is about a six to 12 month process. 01:08:52
So once we get the RFP out. 01:08:57
Really we like be working on the zoning. 01:08:59
Ordinance first. 01:09:02
And then that kind of tells us a lot of what's going on for the master plan to move that forward. 01:09:04
So we're hoping, and Michael's pushing me to get this done. He wants to see us get moving on it. 01:09:10
And I would like to have done too. 01:09:16
But it's going to take some time to get through all these processes. 01:09:19
Again, the goal of all of these. 01:09:24
Updates. 01:09:26
Is not just update. We don't just sit around and say hey, let's change the new code. 01:09:28
That is not our goal at all. 01:09:33
But consistency, future growth guidance. 01:09:35
Dealing with States and insurance and other factors that come in from other outside sources to affect them. 01:09:40
We are currently. 01:09:51
In the process. 01:09:54
A fee study. 01:09:56
This is going through everyone of our fees that we get. 01:10:00
That we charge. 01:10:04
Was started by finance, but we are. 01:10:05
Involve that I think we've got through our. 01:10:08
Our scale, so we basically. 01:10:11
They ask us how much time. 01:10:14
Someone puts into a. 01:10:16
A variance? How much time does someone put into an inspection? 01:10:18
And those kind of things. 01:10:22
And we come up with all that and they say, OK, well your fees. 01:10:24
We're gonna break even. It should be this. 01:10:28
Then it'll come to you guys and it'll decide whether. 01:10:31
The adopt them or not adopt them. You approve them, don't approve them. 01:10:35
I will tell you we are currently on the 2004 evaluation table. 01:10:39
Which I've talked with supervisors for the past. 01:10:44
Which says that it cost $83.64 to. 01:10:47
Square foot to build a house. 01:10:51
Anyone that's even looked at a house or bought a house in last. 01:10:54
Several years. 01:10:58
No, it's more than $83.64. 01:10:59
And that determines that valuation goes towards. 01:11:03
Our permit cost. 01:11:07
Which is the money we bring in to the county, put in the general fund to help support. 01:11:09
Our department and. 01:11:14
Everything else that the county does so. 01:11:16
Not that we're there trying to make money, but we're trying to recoup some costs. 01:11:20
So that it's not. 01:11:24
Huge burden on the general fund to. 01:11:26
Deal with people. 01:11:30
So. 01:11:32
I don't know what the time frame is. Mary may know or a better than I do. 01:11:33
I know we're at the review process for our department. I don't know if it's going to go to several departments before it comes to 01:11:38
you. 01:11:41
I'm just trying to make sure that we do what we're supposed to do. 01:11:45
And uh. 01:11:49
Get that dealt with. 01:11:50
I will tell you that fees do not cover. 01:11:53
Our costs. 01:11:56
But that's a decision that supervisors will make, whether what we recoup and what we. 01:11:58
So and please guys, if you want to jump in. 01:12:03
Seem to be the one that asking most of. 01:12:07
But if your fees are not Co. 01:12:09
Covering the. 01:12:13
In say. 01:12:14
And the enterprise scenario? 01:12:15
That means that the regular taxpayers of Gila County. 01:12:17
Are subsidizing your department. 01:12:21
But not. 01:12:24
Using your department to build a new house or to do an add-on or anything so. 01:12:26
They're having to pay for someone else's. 01:12:32
Expansions, buildings, all of that. 01:12:35
It's not self supporting. 01:12:38
I would agree with you. 01:12:41
There is some logic in that that. 01:12:42
Property taxes come in. 01:12:45
And that helped cover some of that general fund stuff. 01:12:47
But it is. 01:12:50
Unfair. You would think that if someone's lived in their house for 20 years. 01:12:52
That they're helping a contractor. 01:12:57
Build a new house. 01:12:59
And we're charging them 86 bucks a square foot and he's charging 600. 01:13:00
So it does seem that there is some level there, but. 01:13:06
I will tell you most departments you don't done it. 01:13:10
Do not cover the 100% of their cost. 01:13:13
75% is. 01:13:16
Generic number that's been used. 01:13:19
Because the county is still receiving money from other things for those houses. 01:13:22
We get more money out of the tax plan, we get more money out of the sales tax. 01:13:26
We get, you know. 01:13:30
Things get brought in that help. 01:13:31
Make that up. 01:13:33
But yes. 01:13:35
We are costing. 01:13:36
The general fund. 01:13:37
Some money, so 75% of target, where are we? 01:13:39
I'm going to tell you we're probably around 40%. 01:13:46
OK. 01:13:49
And that's. 01:13:52
That's still not mine. 01:13:53
Again, that's a decision that supervisors will have to. 01:13:55
Deal with and moving forward. 01:13:59
What you want us to recoup and what you don't? 01:14:03
Yes, Sir, I I might have to say some. 01:14:07
So my thought on feeds. 01:14:11
We shouldn't require a fee. 01:14:13
We should make it as easy as we can for people to build the house. 01:14:16
You know, get your permit. 01:14:19
Build the house and as soon as it's built, it's going to go on the tax rolls and we're going to collect tax. 01:14:21
I think that. 01:14:28
We pay property taxes for. 01:14:31
Your services. 01:14:34
And all of our other departments services that we have. 01:14:35
That's what our property taxes are supposed to be. 01:14:39
Meant for is that. 01:14:42
And so. 01:14:44
I think in my opinion. 01:14:46
It's just that when we collect fees or we collect this or we collect that. 01:14:48
Where's the other money going that we're saving because? 01:14:54
Whether you're. 01:14:58
I mean, there's never a dull moment for you guys. You guys are busy all the time. 01:15:00
But whether you're doing one thing or another, you're going to get paid that. 01:15:04
Hopefully. Yes, Sir. 01:15:09
You know, yeah, you're going to get paid. You're budgeted. You're going to get paid. 01:15:10
And that's a lot that I have an issue with at times, even as. 01:15:15
For example, in the road department building Rd. same thing. 01:15:20
You know, it's like. 01:15:23
No, you guys are gonna get paid regardless of whether it's her dollars or whatever, you're gonna get paid. 01:15:24
And that that would when the fee stuff comes up, that's. 01:15:31
That's always in the back of my mind. It's like, that's why I paid property taxes. You pay property taxes. We all do. 01:15:35
We don't have a choice in it. 01:15:43
And uh. 01:15:44
And I just think that's part of the system that. 01:15:46
We should be living within. 01:15:49
But my opinion? 01:15:50
Val's opinions, I'm not here to say. 01:15:53
Any thoughts? The right one or wrong? 01:15:57
Again, we're bringing that to you guys and you're the ones that are going to vote on what we do. 01:15:59
And we'll follow it and move forward. 01:16:04
So the new ordinance that we are. 01:16:07
Hopefully moving forward or we are moving forward on. 01:16:13
Is an RV ordinance. 01:16:17
And I talked to the supervisors on this. 01:16:19
We might be. 01:16:25
Being overridden by the state a little, and I'll get into that a little bit on this kind of thing. 01:16:28
I mean, my understanding is the reason we're talking about it are the ordinance. 01:16:33
Is to help. 01:16:36
Livable spaces and. 01:16:39
Let people be in a. 01:16:41
Being something you know so. 01:16:48
We'll we're moving forward on the RV ordinances. There are a couple places. 01:16:50
That should be allowed and there's a couple of places, in my opinion, we wouldn't allow them. 01:16:54
But again, that will come to you. I'm set up for another work session. 01:17:01
But in the near future. 01:17:06
To come to you and get some guidance on which way the supervisors would like to go and where they would like to go to. 01:17:08
And we'll Draw Something up and get there and. 01:17:15
And move forward. 01:17:17
This is, you know, we've been. 01:17:20
Five times I believe we've taken work sessions for RV's. 01:17:23
And it's been. 01:17:26
A tough. 01:17:28
Road to get down. 01:17:31
Because some people have very. 01:17:33
Varied opinions. 01:17:35
On RV some people or. 01:17:37
For them, some people are against them. 01:17:38
My my goal is to give you enough information for you to give staff directions and we'll. 01:17:42
Will help carry it out. 01:17:47
So, uh. 01:17:55
These some of these outside sources here. 01:17:57
Are the. 01:18:00
And the federal. 01:18:03
Government couple of the new things that have come up. 01:18:05
And I will tell you, usually we're the last to get hit. 01:18:09
A lot of times they go to the cities and towns and say. 01:18:12
Here you guys do this and then it's really easy for them that counties on and say. 01:18:15
All right, they did it. So you're gonna. 01:18:20
And the first one is tracking. 01:18:22
A permit from the time it comes in. 01:18:25
2C of O. 01:18:28
Which sounds, in theory like a really good idea. 01:18:30
To give you time frames and everything. 01:18:34
Problem is some people. 01:18:36
I literally. 01:18:38
Just signed a CFO for an 18 year old house certificate building. 01:18:39
Accounts against. 01:18:46
The way they're useless right now. 01:18:48
It was here last year and in September we have to tell them everything got see a vote. 01:18:50
So we'll be doing that. 01:18:54
Will comply. 01:18:56
But they even said this year, Jacob. 01:18:57
Your representative. 01:19:00
Came and said, well they're using this against us to say. 01:19:02
Well, now you're not getting. 01:19:05
Plans out quick enough. 01:19:06
Well, that's not. 01:19:08
The case. 01:19:09
If someone runs out of money and someone. 01:19:10
Has a family death or other things? 01:19:13
Occur. 01:19:16
That's nothing we have control over. 01:19:19
Umm, they have to go to a redesign. They want to change, have a bigger bedroom. Well, this is stuff that they have in their 01:19:22
control and and. 01:19:26
It's counting the time frame against us. 01:19:31
So if I turn in the CFO for an 18 year old house. 01:19:34
That makes the county not look real great. 01:19:39
That we can't. 01:19:41
Manage our building apartment. 01:19:43
And that is not the case. 01:19:45
We currently. 01:19:47
In our. 01:19:48
Ordinance. It states the building official may. 01:19:50
Issue an extension. 01:19:54
With justifiable costs. 01:19:57
Well, in the past. 01:20:00
Self supplyable cause was I want an attention. 01:20:02
And people have taken the May out of the building, officials hand and said Will. 01:20:05
And we've issued, I will tell you we have some that we've issued 50 extensions. 01:20:12
And that six months at a time. 01:20:17
So there's a lot of. 01:20:20
Stuff that we thought we probably started because we wanted to give good customer service in the past. 01:20:24
Sometimes. 01:20:30
A problem and then also runs into inspections, right? 01:20:34
Especially have to have a proof inspection. You get another 180 days. 01:20:37
Well, one guy's pouring on one footing at a time. 01:20:41
And he gets 180 days every time he gets an approved footing. 01:20:44
And I have one house. 01:20:48
That we did 96 inspections. 01:20:50
At a normal house we do 16 D. 01:20:53
So from getting to end 16. 01:20:57
That's kind of how permits are. 01:20:59
Plan for for cost and stuff. 01:21:01
And we were at 96 because the way the individual did it. 01:21:04
And that goes back to some of those ordinances. 01:21:07
Because they were so. 01:21:09
Generic that. 01:21:11
That interpretation was what it was. 01:21:14
And so we're trying to take that out of there where? 01:21:16
Be more kind of a thing where. 01:21:18
You get a permit, you get 2 years. 01:21:21
To be done. 01:21:23
And you know. 01:21:25
We can go there's ways and we'll be back here to talk with you to see what your direction is for that. 01:21:26
And one of the things that I was just saying that the states. 01:21:32
Might be trumping or the thought. 01:21:36
Is this Adu? 01:21:39
On residential property. 01:21:40
So it is passed. 01:21:42
And by January? 01:21:44
26. 01:21:47
I'm supposed to have a new ordinance that allows A to use everywhere. 01:21:49
What's an additional dwelling unit? 01:21:53
Of additional. 01:21:56
Umm, and you can allow. 01:21:59
Minor requirements, but you can have up to three on your. 01:22:01
So you could have a house. 01:22:05
3 short term rentals. 01:22:08
We call them Adus or however that ends up, but we don't know yet. 01:22:10
But they turned around and changed our setbacks also. 01:22:14
For those requirements, we require 7 and 9 feet. 01:22:17
On the sides and that is to allow the vehicle to go. 01:22:21
Around your house and get to the garage. 01:22:25
Because we require that garage in the back. 01:22:27
Are we used to? 01:22:29
And so. 01:22:31
These adus the states coming in and says. 01:22:32
In their version of How to Help with housing. 01:22:35
As we allow these additional dwelling units. 01:22:38
Should be placed on people's properties. 01:22:40
And. 01:22:43
Be a good thing. 01:22:46
It can be a bad thing and you can't limit it to it doesn't have to be a family member. 01:22:47
You know, used to be an Adu, had to be a related member of the family. 01:22:53
None of that is occurring now. 01:22:57
The Adu is an Adu and you can rent it out in. 01:22:59
And you could have 4. 01:23:03
For total on your property and. 01:23:05
We don't get a say. 01:23:08
So I'm working on an ordinance now to. 01:23:09
Bring to you, but it's going to be based on. 01:23:12
Basically what the state says we have to do. 01:23:15
And it was signed into law of house. 01:23:17
So it's there. 01:23:19
And it's approved. 01:23:21
And we're going forward. 01:23:23
Yes, Sir. So what's the? 01:23:28
What's the specific? 01:23:30
Adui mean what? What? What would classify as an Adu? Are we talking R BS? Are we talking about? 01:23:33
Connex boxes turned into living quarters or you know, there's a multitude of. 01:23:39
There, there is a vast difference. 01:23:44
So. 01:23:46
Is defined by the building code. 01:23:48
Gotta have a living area. 01:23:50
Gotta have a sleeping area. 01:23:52
You gotta have a food prep area. 01:23:54
You're going to have sanitation. 01:23:56
So it's not real hard to get there. 01:23:59
To be able to do that. 01:24:03
But I mean. 01:24:07
You can turn. 01:24:10
Bathroom sink. 01:24:11
Into a food prep area. 01:24:12
You can turn the bathroom into sanitation. 01:24:14
Some people fall asleep in there. That's a sleeping area. 01:24:17
I mean living area somewhere that you can. 01:24:21
Sit down and live. 01:24:24
They don't have a definition of living area, but. 01:24:26
That's requirement. 01:24:28
So, uh. 01:24:29
Yes, it can be all of those. 01:24:30
I don't know that it could be the RV. So the one thing the. 01:24:34
Manufacturers of the state had said this. 01:24:38
Of the RV say this cannot be a permanent well. 01:24:40
So there's a couple of reasons. One. 01:24:44
RV's do not meet building code. 01:24:48
If you've ever been in an RV, you know those egress windows. 01:24:52
Aren't made for. 01:24:55
Me, I'm going to get out. 01:24:57
Don't get me wrong, I'm gonna get out, but. 01:24:59
It may not be through the window they want me to get through. 01:25:01
And the electrical? 01:25:05
Is designed to meet. 01:25:08
The automotive. 01:25:11
Electrical requirements, so it doesn't meant to carry 110 to 40 Volt. 01:25:12
Electrical wiring where building codes. 01:25:17
Do and the third thing that comes in there is. 01:25:20
RV's are built to guidelines. 01:25:24
So today's guideline, tomorrow is a different guideline. You can change those pretty easily. 01:25:28
Where a building code. 01:25:34
Change ball, they only come out every three years. 01:25:36
So not saying they're good or bad. 01:25:38
Because that's kind of the main differences in. 01:25:42
You notice they don't have a smoke alarm inside your bedroom and outside your bedroom like it is in a house. 01:25:46
But real facts are in an RV. 01:25:52
Smoke alarm goes off. 01:25:54
By waking everyone up in the army. 01:25:56
Their square footage limited. 01:25:59
So a tiny home that would meet an Adu? 01:26:01
I think we can get it down to about 320 to 370 square feet. 01:26:04
To be able to meet those requirements because there's minimum room sizes that. 01:26:10
The code says and an RV can be up to 400 square feet, so. 01:26:14
There there could be a possibility there. 01:26:20
All right, we're getting to the end here. 01:26:29
I've been asked this by supervisors and. 01:26:34
People all day, every day. 01:26:37
So. 01:26:40
When does the required? 01:26:42
Work require an engineer stand. 01:26:43
Toad is prescriptive. 01:26:49
So the code takes into consideration. 01:26:51
How things are normally built. 01:26:54
So they say if you build it this way, you have a shear wall at this size starting within this. 01:26:57
Owner you have windows this site for egress you have a box like. 01:27:03
You know, 35 square feet. 01:27:07
All that good stuff. 01:27:09
You can build a house. 01:27:11
Out of the code book. 01:27:13
And need no engineering. 01:27:14
Absolutely. It can be done every day, any day. 01:27:17
And we like those. Those plans don't have to be. 01:27:20
Umm, stamped. 01:27:24
Off what happens is when those. 01:27:27
When your house requirements get outside of the code book. 01:27:30
All right, so the code book tells my plan reviewer. 01:27:34
How to calculate? 01:27:37
Tributary load of a footy. 01:27:39
So that's how much is. 01:27:42
This soil is going to hold the footing. It gotta be this much to put it over this much area. 01:27:43
Tells me how much I can hold. 01:27:48
Well, that's it you. 01:27:50
Space it this far apart and you do this and you do this, which is all written in the. 01:27:52
Code. We can count that out and tell you it's OK. We can tell you it's code compliant. 01:27:55
You start having a cantilever. 01:28:01
Over 4 times. 01:28:03
You know, so you have a deck that's tied into the house, but we have a cantilever sitting out there. 01:28:05
I have no way of. 01:28:10
You want a house that you put a window at the corner. 01:28:12
I have no way of talking that. 01:28:15
You have. 01:28:17
Umm, different footing spaces. You want to. 01:28:19
Have a 70 square foot or 70. 01:28:22
Feet long living room with no. 01:28:26
Columns in it. 01:28:29
I don't have a way of calculating that for the code. 01:28:31
Mine counts down to 35 square feet. 01:28:34
And it's not as easy as, oh, we'll just double it and it's 70 and you should be able to say it's OK. 01:28:37
Now, once you get outside that 35 square feet, now you're adding those loads up and that flexes in the middle. 01:28:41
And we're adding more weight into the. 01:28:48
Dead area of a beam or a column. 01:28:51
So once we get outside of the code book. 01:28:53
Our hands are tied. 01:28:59
Now that also comes when you bewap something. 01:29:01
Built without a permit. 01:29:03
You poor footing, I don't see it. 01:29:05
Inspector doesn't hit. 01:29:08
There's nothing in the code book that says I get to guess. 01:29:10
What still is in there, not in there? 01:29:14
Right, it doesn't say. I can dig alongside and tell you how wide it is. 01:29:15
And I can't see through it. 01:29:20
Umm, you can't X-ray it. 01:29:22
That's a big expense and you got to clear off the big enough area for the. 01:29:24
Radiation. Cobalt. 01:29:28
To use to be able to. 01:29:30
Get through a. 01:29:31
2 foot piece of concrete for a footing. 01:29:32
Now we can come up with ideas. 01:29:36
But the problem is also when you have engineered products. 01:29:38
So we have a house that got stamped right. They wanted something and they designed it. 01:29:42
And they stamped the plant, set it in, we approve it. 01:29:48
Well, not only want to come and do add-ons, but they don't want to do it. 01:29:51
They don't want to get a stamp. 01:29:56
I don't want to get engineering. 01:29:57
Well, I don't know how. 01:29:59
Well, if I had his couch, which we only keep for a year. 01:30:00
As per the state requirements for our archives. 01:30:04
But if he built it. 01:30:07
The engineer built this way he can pull. 01:30:11
Loads from across here down to beam over and make this corner bigger so it works better from the layout. All that good stuff. 01:30:13
Well, now when we're adding on to that engineered product. 01:30:20
We don't know how to modify it because we don't know what he did, how he did it. 01:30:24
How he made it work. 01:30:28
Should carry all those loads. 01:30:30
So that's a big question that comes up is. 01:30:31
When is engineering and when is license? 01:30:36
Plans have to be stamped. 01:30:39
And I'm going to tell you 99% of the time when you get outside the code. 01:30:40
Are you do stuff where we don't see it? 01:30:44
I mean, I don't think you guys want me to send my inspector out and say. 01:30:47
Look through the drywall and look at the electrical somehow and. 01:30:51
As X-ray vision say, it's all OK and then something happens later down the line and we're liable because we signed off on it. 01:30:54
I tell my inspectors we don't see it, we don't sign it. 01:31:01
Now if they want to take the drywall off. 01:31:04
And let us look at it. We'll do that all day long. 01:31:07
Help them out any way we can. 01:31:09
But if they've already put up the wall. 01:31:11
Paint and textured and painted. 01:31:14
The odds of them wanting to open that up to let us see the stuff. 01:31:16
And that's where we tell them the engine. 01:31:20
Stamp that piece of paper. 01:31:22
And he is now liable. 01:31:24
We take that and we scan that into our permit. 01:31:25
And we put that all in there that he said it was OK. 01:31:28
And he carries that EO insurance. 01:31:32
To cover us. 01:31:34
And get us down the. 01:31:36
Down the road. 01:31:38
So. 01:31:40
The other thing that I wanted to say is when is the permit required? 01:31:43
No one likes permits. 01:31:48
I don't like privilege, OK. 01:31:49
But it states in the code. 01:31:51
In section 105.1. 01:31:55
Of the 2012 and it's the same for the other ones. 01:31:58
Any owner. 01:32:01
Our authorized agent who intends to construct a large altar repair move demolished. 01:32:02
Or change the occupancy of a building or structure. 01:32:07
Or to erect, install a large. 01:32:10
Repair, Remove, convert. 01:32:13
Are replaced and then it gets into electrical mechanical systems in there. 01:32:16
So basically. 01:32:22
There's very few stuff. 01:32:25
That doesn't need a permit. 01:32:27
It's in the 1st 7 pages of the code. 01:32:30
It tells you specifically what is not required. 01:32:33
You know, swimming pools. 01:32:36
They don't have a certain depth. 01:32:38
Don't have a certain amount of gallons? 01:32:40
Water tanks that we put up. 01:32:42
For fire. 01:32:44
Don't. 5000 gallons can go there as long as it's 2 to one ratio. 01:32:46
Now you start adding the electrical to run the pumps. 01:32:51
I may need a permit for the pump. 01:32:53
And we worked with Carl, so we got all this worked out. But I mean. 01:32:56
There are things in there. 01:32:59
That don't need to be. 01:33:01
If you could put a cover over your deck if it. 01:33:02
Comes back it's not over 54 inches and it. 01:33:06
Kick Kick back to a wall or beam. 01:33:09
Of the house, there's ways to get around stuff. 01:33:11
But. 01:33:14
I mean, I'm good, better and different. A lot of things. 01:33:17
And that's what we're here to ensure that. 01:33:20
People follow the rules for the areas that they're in. 01:33:24
That you and our prior supervisors have voted on. 01:33:27
And tasked us with enforcement. 01:33:31
And with all that, I've talked enough. 01:33:35
So I'll be more than happy to answer any questions that you may have. 01:33:37
Thank you, Randy. 01:33:40
Yeah, I didn't chime in because. 01:33:42
You were on quite a roll and by your role I can tell that you. 01:33:44
Eat, sleep and live. 01:33:49
Your job because. 01:33:51
It just went. 01:33:53
Thank you for the presentation. 01:33:56
Code enforcement The process of our code enforcement. 01:33:58
Is that our? 01:34:01
Code enforcement. 01:34:04
Goes out and. 01:34:05
See if there's a violation. 01:34:07
Then they tag it. 01:34:09
They got 30 days to clean it up. 01:34:11
If they don't, then they're summons to a hearing officer. 01:34:13
Correct, correct, correct. 01:34:15
OK. And then? 01:34:17
After that. 01:34:19
If that. 01:34:20
If that hearing officer. 01:34:21
Finds these people. 01:34:23
Then we turn it over to a collection agency. 01:34:26
Correct, correct. 01:34:28
OK. And we got that approved. 01:34:29
Yesterday. 01:34:32
So we do now have. 01:34:33
Collection age A collection agency. 01:34:36
Well, I'm very glad of that. 01:34:38
Because that's that's the only. 01:34:40
That's the only. 01:34:42
Assurance that we have. 01:34:45
That. 01:34:47
What our code enforcements? 01:34:49
Find out. 01:34:52
Yeah, because we use it for. 01:34:53
Not only. 01:34:55
Blight, but we use it for. 01:34:57
Building without a part. 01:34:59
Permit for our health department. 01:35:00
Or animal control. We use it for everything. 01:35:03
Compression debris. 01:35:06
So very good and thank you. 01:35:08
Finance and procurement for getting that. 01:35:10
Out because. 01:35:13
It's your detrimental for us to not have that. 01:35:14
And thank you. 01:35:18
And congratulations for working with it to get the updates done to. 01:35:19
Our planning and billing, I mean, I walked through it with you the other day up there. 01:35:24
Filing cabinets disappear, which is great. People can look things up instead of digging through paperwork. 01:35:28
Also too. 01:35:34
By having the TV's going on with our complaints, with our building permits and things. 01:35:36
Now you have just collected. 01:35:41
Pace into glow. 01:35:43
So office here in Globe, they get a permit. 01:35:45
They can enter it. 01:35:48
You know it's there, it's in order, it's on. 01:35:49
Doesn't have to wait for the commute up there. 01:35:52
So my hats off to you. Thank you very much. 01:35:55
And I'm glad that all that's working. And then you get track it going and things of that nature. 01:35:58
So thank you very much for. 01:36:03
Working with the process to make us. 01:36:06
A lot. 01:36:09
Better at what we're doing. 01:36:10
So thank you very much. I don't want to say that it's not me. 01:36:12
It's my staff. 01:36:15
I have a fantastic staff. 01:36:17
And they do. 01:36:20
A lot of things and do a lot of hours and. 01:36:22
Don't spend a lot of time. 01:36:26
Doing anything other than this during their work hours. 01:36:28
OK. Thank you and your staff. 01:36:30
And then? 01:36:34
You know your. 01:36:35
Your team meetings. 01:36:36
I think that's great. 01:36:38
You know, because then that way everybody's on the same page, the health departments on the same page as the planning and zoning 01:36:40
and things of that nature. 01:36:44
To me, you know, team is together, everybody achieves more, so I think it's great that you have those meetings. 01:36:50
That's why I have meetings with all of you guys. 01:36:56
Because it just makes things work better if everybody knows. 01:36:59
And is working on the same page. 01:37:03
So thank you and your team for that. 01:37:05
The permits. 01:37:09
You know I. 01:37:12
We're living in a. 01:37:15
You know, in a fast and changing world, it changes real fast. 01:37:17
So then we got to come up with a short term. 01:37:21
Rental ordinance. 01:37:24
And then now we're working on. 01:37:25
You know something about RV? 01:37:28
I think that the work that you and your staff put in. 01:37:32
To the short term rentals. 01:37:36
Was a great thing. It's working. 01:37:38
We can adjust it a little bit, but it was necessary. 01:37:40
Because it was happening in our area and so our. 01:37:43
RV's, you know, RV's are happening in our area. 01:37:47
It's a recreational area. Some people don't like me to say that. 01:37:50
But it is I mean. 01:37:54
It is a recreational area. 01:37:55
And I get a lot of complaints that. 01:37:57
People are living in an RV. 01:37:59
And so they're paying land taxes. 01:38:02
And somebody right next door is living in a. 01:38:05
Paying taxes on a $250,000 home. 01:38:08
Well, the people in the RV's because they bought property. 01:38:11
You know, and they put an RV, they're up for six months out of the year or whatever. 01:38:14
Or a motor home. 01:38:18
They're paying land taxes, but they're still using our fire department, our 911. 01:38:20
Sheriff's Department. 01:38:26
And everything else so the. 01:38:27
So the taxes aren't. 01:38:28
Getting spread evenly. 01:38:30
And we're a county that lives on 3 1/2% of our tax base. 01:38:32
So, so I hope that in the future and if there's anything I can do. 01:38:35
To help with an ordinance for these RV's. 01:38:39
Or know many homes or. 01:38:42
Or or whatever truck beds, whatever somebody may turn into a living deal. 01:38:45
We need to have an ordinance on that because they're requiring. 01:38:50
All of the county entities. 01:38:54
But paying land taxes? 01:38:56
You know that that that's a big shift when? 01:38:58
When our fire department, real fire department. 01:39:01
Are on many many, many calls. 01:39:04
And and there's. 01:39:07
Very few homes. 01:39:09
That are paying. 01:39:10
For them to run the call. 01:39:11
They could be better staffed. They could have better equipment. 01:39:13
If our land was taxed. 01:39:17
Properly. 01:39:19
For what it's being used for. 01:39:20
So thank you very much for working on that. 01:39:21
And and department workload when you went through that. 01:39:26
I think you and your staff very much. 01:39:30
Because you. 01:39:33
You are handling a lot of things. 01:39:34
And then you brought up complaints. Believe me, I know you spend as much time on complaints on the phone. 01:39:37
Over little things that don't matter. 01:39:42
As you do. 01:39:45
Pushing to get permits done. 01:39:47
Because I get a lot of the complaints that you do or. 01:39:49
Most of the complaints you do. 01:39:53
Because they not only call you, then they call the supervisor to be sure that you heard their complaint. So. 01:39:55
Anyway, I know that you that you deal, you and your staff deal with an awful lot of complaints as well. 01:40:00
And right, you know, having to accept the 2024. 01:40:06
Codes that's for insurance because if we didn't upgrade in our codes. 01:40:11
Then insurance would blanket. 01:40:17
Gila County. 01:40:20
And increase it. 01:40:22
Because we don't. 01:40:23
We don't keep up with the building codes. 01:40:25
And so, you know, that's, that's for us. 01:40:27
To have well, I guess we didn't have to. 01:40:30
But it helps the entire county as far as insurance goes. 01:40:33
On homeowners in check. 01:40:37
Randy, great presentation. 01:40:39
Thank you very much. 01:40:41
And that's all the comments that I had. 01:40:43
Thank you. 01:40:46
Randy, thanks. 01:40:48
Long presentation and you guys do a lot of work. 01:40:49
You know you cover a lot. 01:40:53
And even though. 01:40:55
There's a lot of it I don't agree with. 01:40:56
It is. 01:40:58
That's where we're at and. 01:41:00
I work with you guys a lot on different things so. 01:41:02
But thank you for goodness. It's a good. 01:41:05
Thank you. Thank you, Riley. 01:41:07
When I mentioned earlier, you did too that. 01:41:10
Haven't seen you for a while. 01:41:12
And, and that's a good thing. 01:41:14
Because. 01:41:16
For the last three years, four years. 01:41:17
You know a lot of people. 01:41:20
Are concerned about something either. 01:41:21
They feel like your department is overreaching. 01:41:23
Or. 01:41:27
Something and. 01:41:28
They've made a mistake either purposeful. 01:41:29
Or not and. 01:41:31
I've noticed an attitude of trying to. 01:41:33
Through those rather than just say. 01:41:35
You know, turtle down. Let's start all over, and here's your finds. 01:41:38
You guys really do. 01:41:42
I think an exceptional job of working with. 01:41:43
Things that people may not have understood. 01:41:47
And uh. 01:41:50
Seemed like. 01:41:51
You know, and up. 01:41:54
In my district there's a lot of that. 01:41:55
I don't know why. 01:42:00
I guess I'm lucky, but there is a lot of. 01:42:01
Things that were done. 01:42:04
Decades ago or whatever that. 01:42:06
People are now having to. 01:42:08
Work through that they didn't know. 01:42:10
And you guys? 01:42:12
I think you do a great job. And so there's businesses. 01:42:14
Burn up and they. 01:42:18
Think they can do a bunch of things and then they do it and then. 01:42:19
Anyway, yeah. 01:42:23
I want to see people succeed. 01:42:24
And I think. 01:42:27
Your department really works hard to make sure that that happens. 01:42:28
So appreciate it. 01:42:31
Yes, Sir. 01:42:33
Mr. Chairman. 01:42:34
Are we finished with this? 01:42:36
Randy, again, thank you. I just wanted to, Mr. Chair. 01:42:38
Let everybody know that. 01:42:42
Of our Marigold has. 01:42:43
Been here for our next. 01:42:45
Agenda item. 01:42:47
El gomeros. 01:42:49
Paul Jefferson. 01:42:52
City Globe. 01:42:55
We have Linda Narrow. 01:42:57
Councilman and staff here so. 01:43:00
I just want to recognize them that. 01:43:03
There in the audience. 01:43:05
Well, thank you for that. Yeah, I I do see a lot of new faces and that's great. 01:43:06
And that will be our next item. 01:43:10
OK, then let's just move forward to that one. 01:43:12
I'm gonna interrupt really quick. 01:43:15
We lost Payson. 01:43:17
They're having some bad Internet connections up there, but we are still up and running. 01:43:18
But we just lost. OK. All right. Thank you for that. 01:43:23
All right. Well, our last item actually is a 2D information discussion. 01:43:27
For concept and design for the Mickelson Co work space. 01:43:33
And Business Inc. 01:43:37
Bader, Joseph. 01:43:39
Chairman, Board of Supervisors. 01:43:41
We're here today thanks to a strong partnership with the City of Globe. 01:43:42
We want to begin by. 01:43:46
Emphasizing and recognizing Supervisor Humphrey their. 01:43:47
Representatives. 01:43:51
Who are with us as well as the Board of Supervisors? 01:43:53
For your vision and guidance. 01:43:56
In helping move this project forward. 01:43:58
Their leadership along with yourselves. 01:44:00
And support has been essential in making this facility possible. 01:44:02
We also have GH2 architects with. 01:44:06
A special that specializes in design projects like this. 01:44:09
In holding their historical value while in. 01:44:13
Announcing and creating. 01:44:16
The vision and. 01:44:18
As the owners of the facility. 01:44:26
We're proud to see. 01:44:27
Take shape as a business incubator. 01:44:29
A hub dedicated to supporting entrepreneurs. 01:44:31
Fostering innovation and strengthening the economic future. 01:44:34
Of globe and the surrounding region. 01:44:37
We're pleased to announce that this project has reached a significant milestone in the design process. 01:44:40
GHG Architects will be presenting shortly. 01:44:45
To walk us through the proposed design space utilization. 01:44:47
In overall vision. 01:44:50
For the business incubator. 01:44:53
This design has been shaped by preliminary input. 01:44:54
Received from the Board of Supervisors and other valued stakeholders. 01:44:57
And it reflects both the guidance and aspirations provided earlier. 01:45:01
Process as we move forward. 01:45:05
We look forward to your continued guidance and input to ensure that facility is developed in a way. 01:45:07
Well, true and strengths our community. 01:45:12
And delivers long term value. 01:45:14
But then I'd be happy to take any questions on the front end before I hand it over to GH2 for the presentation and overview of the 01:45:16
facility. 01:45:20
OK. Thanks for asking that supervisor Humphrey. 01:45:24
I don't have any questions because of our monthly meeting. You helped keep me updated on things going so I appreciate it very 01:45:27
much. 01:45:30
Thank you. 01:45:35
I that's OK. That's OK. I mean change. 01:45:36
I'll just wait after the presentation for anything, Joseph. 01:45:40
Yeah. Thank you. 01:45:43
Yeah. 01:45:44
Thank you. 01:45:45
Good morning. 01:45:55
GH2. 01:45:56
OK. Thank you so much. 01:45:58
Good morning, Board supervisors. My name is Robert Watsack. 01:46:00
An architect in principle, which is 2 architects. 01:46:03
Andrews Gutierrez Interior designers used to. 01:46:06
We're very excited for this project and we've done a number of small projects with with the county and and Joseph's team. 01:46:09
We're really excited this opportunity to come in. 01:46:16
In public county and the city of Clove at this point. 01:46:18
Project. 01:46:21
As just mentioned, at this point we have completed our schematic design. 01:46:22
So I'll kind of just quickly run through. 01:46:26
How we got here? 01:46:28
And what our next steps are before we go into the presentation. But. 01:46:30
We've been working with both stakeholders. 01:46:33
With the county and with the city. 01:46:36
Flow going through this process to identify really what the needs are up in this point we spent about 8 weeks. 01:46:37
Starting early July. 01:46:45
To get to the point we are today. 01:46:47
Turned over the deliverable for schematic design for the business incubator and the Michelson project. 01:46:49
And from here with. 01:46:54
Approval will move. 01:46:55
Quickly into design development phase for the next 6 to 8 weeks. 01:46:57
I'm shooting documents for this project at the end. 01:47:01
End of the year. 01:47:04
So quickly, just kind of. 01:47:07
Overview of some of the goals that we've established and. 01:47:09
Put together with with help of stakeholders. 01:47:12
This is really supposed to be a community building space. We are shooting to prosper and maintain the economic welfare. 01:47:14
Of the historic district of Globe. 01:47:20
Club Arizona. 01:47:22
Really this space is about creating connections. 01:47:24
Flexibility and mobility are key in the space. 01:47:27
System building. 01:47:30
A lot of updates need to happen. 01:47:31
To really make it. 01:47:33
Once again a. 01:47:35
Vital economical resource for the city club and accounting. 01:47:36
Looking to maximize rentable space? 01:47:41
Take thermal, acoustic and visual. 01:47:43
Comfort improvements. 01:47:45
And preserve and celebrate historic features and the opportunity for social interactions. 01:47:46
So one of the first things we like to do with all stakeholders is really to get that buy in. 01:47:54
Try to establish what? 01:47:58
To look in the field, the space are going to be. 01:48:00
Established. 01:48:02
Really. What? 01:48:03
What's driving? 01:48:04
Some of those those. 01:48:05
Phrases or words that we came up with with. 01:48:06
Working with stakeholders is to connect, to revive and to embrace. 01:48:08
Really, the idea with this is a very unique one. 01:48:13
Business Business incubators are popping up. 01:48:16
All over the country and all over Arizona, we've done work with Mesa, you know, show those just put out on our queue for business 01:48:18
and business themselves. 01:48:21
So this is a pretty unique and growing. 01:48:25
Entity and. 01:48:28
Arizona and across the country. 01:48:29
So that the idea is with this embrace is really the county and the city are looking to embrace. 01:48:31
Some people who are, maybe. 01:48:37
You know on the. 01:48:39
Of an idea, they don't really have the mean. 01:48:41
Of a full blown storefront. They want to try out an idea, they want to try out a business. 01:48:44
That's really what the idea behind the business favor is. It gives them that flexibility. 01:48:49
For for short, short. 01:48:53
Firm trial of their idea. 01:48:55
And I was just, yeah, offers that resource. 01:48:58
The revive, obviously this Michelson building. 01:49:01
Formerly part of the grocery store chain has said. 01:49:05
Vacant for a number number of years now. 01:49:08
Different businesses coming and going. 01:49:11
But really as. 01:49:14
Once they get over by, the county is now having read. 01:49:15
Reimagined. Is this as this space? 01:49:17
In this connection, obviously we're looking to connect to the community in the greater. 01:49:20
Great way serve some of those smaller less represent. 01:49:24
So you'll see here some of the layouts that we've really been developing with the stakeholders and. 01:49:31
This is a 2. 01:49:36
A2 story structure. 01:49:38
The first floor is really kind of that public engagement side where you're going to have a storefront, you're going to have people 01:49:39
coming in off the street. 01:49:43
Really kind of that good outreach arm of the space. 01:49:47
And through this work, we have a retail space. 01:49:51
At the front of the building that fronts the. 01:49:54
App that allows. 01:49:57
Some type of. 01:49:59
Some type of selling to take place with the business that comes in there. There's also flexible conference rooms and training 01:50:00
spaces. 01:50:03
So that if someone wants to come in and. 01:50:06
Presentation. 01:50:09
Someone from out of town wants to do a presentation? Do some training. You'll have resources for that. 01:50:10
There's a kitchen there to help serve some of that as well, so if you. 01:50:15
Have catered food that needs to be brought in for some of those events. 01:50:19
You have that there at the first floor. 01:50:22
Restroom upgrades. 01:50:25
Necessary throughout the building along with the rest of the systems. 01:50:27
Under the back to the building we also have. 01:50:30
I need for a podcast studio. 01:50:32
This is for those. 01:50:34
People that love public speaking more than I do. 01:50:36
Come in and record themselves and do it across the web. 01:50:39
Employee offices. 01:50:43
For space employees on the ground floor for the for the group that she runs, runs the center, they'll carry out the leases and. 01:50:44
And work with the local. 01:50:52
Local. 01:50:54
Local businesses on. 01:50:55
On setting, setting up and using this space. 01:50:57
There is access to the second floor. 01:51:00
By existing stairs on the West side. 01:51:03
Went up the street, we were going to replace the stair. 01:51:06
At the back of the building to give access up to the second floor. 01:51:09
I'm bringing else an opportunity for local learning. Stair another space for social engagement. 01:51:13
At the back of the building. 01:51:18
And then also. 01:51:20
To ensure we have. 01:51:21
Accessibility to the second floor. 01:51:23
The introduction of an elevator. 01:51:25
Public allegory of this bill. 01:51:26
The same floor is really more about. 01:51:30
Some private office space as well as some public. 01:51:32
Into Openoffice work area the. 01:51:36
The private offices probably would likely be on monthly terms. Where? 01:51:38
The Openoffice could be a daily use type of setup. 01:51:43
So we have 77 office spaces in here, including two anchors. 01:51:46
Restrooms for that staff and small conference space. 01:51:51
As well as kitchenette. 01:51:54
So with that, I'll turn it over to Luce to talk about some of the finishes. Really. 01:51:58
Yeah, and just to. 01:52:02
Briefly introduce you to some of our finishes. 01:52:04
Again taking in consideration the traffic. 01:52:07
That we're expecting to have in the building. 01:52:10
And how are we going to incorporate some of those historic futures? 01:52:13
In the finishes. 01:52:17
Most of the finishes that we're going to use are going to be very neutral, so. 01:52:18
We really are trying to. 01:52:23
The umm. 01:52:25
Yeah, and it's a timeless design and we are trying to embrace. 01:52:32
The preservation of the history of the building, but also introducing the modern. 01:52:35
Futures into it. 01:52:40
So in the first floor, you see we have a concrete finish throughout the building. 01:52:42
Also take into consideration the acoustic treatments that we're going to need is where we. 01:52:46
Are planning to introduce. 01:52:51
Carpet tiles. 01:52:53
In some of their training conference rooms. 01:52:55
And private offices. 01:52:58
And on the 2nd floor, we also have some Lt. going in that main corridor where we expect it's going to be. 01:53:00
Having most of the traffic in that second level. 01:53:08
And then again for acoustical treatments, we're having carpet tiles in the private offices and conference rooms. 01:53:11
Yeah. And so with these improvements at the interior, we obviously will have some upgrades. We need to make a picture of the 01:53:20
building. 01:53:23
Well, it's a historic district. It does not extorting building to that district. So we do have some flexibility with what we can 01:53:27
do. 01:53:30
Thought and we are looking at upgrading windows. 01:53:33
I think right now there has been a full demo. 01:53:36
Of existing interior partitions as well as some of the. 01:53:40
Final windows that had been there, so there would be need for new Windows to go in. 01:53:42
With that improvement. 01:53:47
So this is kind of the aesthetic that. 01:53:49
The stakeholder team has has looked at and. 01:53:52
And prefers to be new eyebrow canopy out of the front of the building. 01:53:55
To help. 01:53:58
With some of that. 01:53:59
Space identification signage for the space. 01:54:00
On. 01:54:04
Street furniture and tables. 01:54:05
For people. 01:54:07
There's a restaurant in there, they could come in then. 01:54:08
Sit down and. 01:54:10
Go to outdoor space and then introducing canopies, fever canopies, if not metal canopies to those windows for pushing the solar 01:54:12
considerations. 01:54:15
So this is the first view as you enter the proposal for the building, this is the entry. 01:54:21
Where you have a reception desk, again where you're going to be able to check in if you're using. 01:54:27
Part of the workstations on the second level or if you have like a conference. 01:54:32
And a training room. 01:54:36
Umm, here you see our what we call this. Our main feature of the building is the elevators. Umm, how to make that? 01:54:38
Future for. 01:54:45
Some of the historic elements so we're thinking on. 01:54:48
Keeping some part of like the copper element. 01:54:51
To bring memory of copper mining being a copper mining town. 01:54:55
Umm, into the finishes. 01:54:59
You also see the view of the catering kitchen of what we call this is more of a social kitchen. 01:55:01
So people will be able to check in. Brought the coffee. 01:55:08
Go upstairs. 01:55:11
Get their work done, but also have the opportunity to connect with other people. 01:55:13
And then this is the view on that. 01:55:20
Back end of the building where we have the learning stairs. 01:55:23
Again, just another opportunity to embrace a community. 01:55:27
We have been. 01:55:31
Presenting the idea of. 01:55:33
Artwork or mural? 01:55:35
Where we're thinking this could also be. 01:55:37
Opportunity to showcase. 01:55:39
Some of the local. 01:55:40
Art artists in this wall. 01:55:43
Umm and then some other future study. Want to also show here is the copper ducts. 01:55:46
And the thealine. 01:55:53
Again, how are we going to enhance? 01:55:55
What is existing on the building? We're trying to expose all of the structural elements and the building. 01:55:57
Not to hide them. 01:56:03
But again also taking in account. 01:56:05
The acoustical and performance of the building. So we do have. 01:56:08
Acoustical baffles in that area where? 01:56:13
Again. 01:56:15
It's another opportunity to bring more social interaction in this space. 01:56:16
Sing up a song. 01:56:25
We welcome any questions. 01:56:27
OK. Thank you. 01:56:28
Very good. So Supervisor Humphrey? 01:56:31
Yeah. Thank you very much. The. 01:56:34
The slides help a lot of seeing things and. 01:56:35
You know, my first deal is when I saw all the blue. 01:56:38
I thought, well, how about copper? But then you get to the inside. 01:56:41
You know, then you bring that copper out with. 01:56:44
I think is a great thing. This has been a. 01:56:46
Vacant building for a long time with. 01:56:49
It's been an ongoing project for a while. It's great to partner with the city of Globe. 01:56:51
To get this going forward. 01:56:56
I, you know, I think it's a great project. 01:56:59
I I built 2 businesses by myself. 01:57:02
And been self-employed and it's. 01:57:05
And it's it would have been great at that time to have something like this. 01:57:08
To help get started because. 01:57:12
Starting a business isn't easy. 01:57:14
And it takes a lot of momentum and a lot of drive and so. 01:57:16
Having a place like this, I think will help our young entrepreneurs. 01:57:20
And encourage. 01:57:23
Our young people, too. 01:57:25
To start to. 01:57:26
Work to create a. 01:57:28
A business to help our community so. 01:57:30
Thank you very much. I think the designs look great. 01:57:32
And it did look like you're supposed to space up. 01:57:35
Thank you very much. 01:57:38
Supervisor claim. 01:57:40
Great presentation. 01:57:41
Good to see it's coming this far. 01:57:43
How many folks will this field? 01:57:44
Oh, so it'll, it'll vary obviously with the ground floor space since it's flexible and the way it is, you can have you can have 01:57:48
small gathering groups of. 01:57:52
Up to 20 people, most likely for. 01:57:56
Those trainings and presentations, the second floor. 01:57:58
The office spaces. You have private offices and you also have the public. 01:58:01
So it'll be a flexible space there if those private offices. 01:58:04
All two to three people themselves, if we'd be in an open offices, it really. 01:58:08
Just depends on on these today. 01:58:13
Cool. Well, it's going to be a good addition. 01:58:16
So. 01:58:20
Thank you both for. 01:58:21
Being here and doing this. 01:58:22
Yeah, Thank you. So I can see. 01:58:24
For kitchen facilities on both floors. 01:58:28
And then what about? 01:58:31
So when you get up to the second floor, that's more purposeful. 01:58:36
You're going to an office, you're going to do something there. 01:58:40
And then is there. 01:58:43
My copy machine areas or anything like that for doing that I I don't notice that. 01:58:45
Yeah, they made it. They, they just most of the furniture we have in there just for space playing, something like that to 01:58:51
incorporate. 01:58:54
Definitely. Yeah, good idea. 01:58:57
Yeah, OK. 01:58:58
And then? 01:59:00
Remind me? 01:59:01
Are these offices intended to be? 01:59:02
Permanently rented or only temporarily? 01:59:06
Rented. 01:59:09
Mr. Chairman, they can be long as. 01:59:13
The tenant would like them to be there. This intended to be. 01:59:16
Permanent to have them. 01:59:20
Leased out individually to. 01:59:22
Whoever would like them. 01:59:24
Does that answer the question? 01:59:26
OK, yes. And so who would be our intended clients in this building? 01:59:28
It would rent continuously. 01:59:34
Just an example and. 01:59:36
Miss Autonetto could maybe answer better, but I know that resolution copper. 01:59:38
They do not currently have an office in. 01:59:42
Called Miami have expressed interest that. 01:59:44
Having one of those office spaces. 01:59:46
Or resolution copper. 01:59:49
In town, OK. 01:59:50
So that type of business? 01:59:52
And or small businesses. 01:59:54
I know in our space in Denver where we just recently opened an office, we we rented from a similar space, it's our office. 01:59:57
So to get that post office box established to get that address and. 02:00:04
Space so we can be. 02:00:09
Short term, monthly. 02:00:10
Two months, 2 1/2 Three years. 02:00:12
OK, great. 02:00:14
I will add that the. 02:00:16
Rents and the revenues from the tenants. 02:00:18
Are expected to pay for the operating costs. 02:00:21
Of the facility. 02:00:24
I think we're partnering with the. 02:00:25
Eternal globe on this and. 02:00:27
So today are we saying? 02:00:30
We like it and giving you. 02:00:33
Direction that way or what? 02:00:35
Are we exactly doing today other than just the presentation? 02:00:36
Which was great. 02:00:41
It's a concept at this point though, right? OK. 02:00:44
Chairman, Board of Supervisors. 02:00:48
We're just looking for feedback. 02:00:50
So no decision to be made, of course, but. 02:00:52
Any kind of feedback? 02:00:55
Or constructive criticism. That's what we're really open to. 02:00:56
And to be able to share this information with you. 02:01:00
OK. 02:01:02
All right. Thank you. 02:01:03
Yes, Sir. 02:01:05
Mr. I would look from. 02:01:05
Comments from you as a board just in this open discussion. 02:01:07
If there's something that. 02:01:11
Is alarming to you? 02:01:12
Comment umm. 02:01:15
But if there's something. 02:01:17
There's nothing that is. 02:01:19
We're headed in the right direction then that's. 02:01:22
I guess what? 02:01:26
I would look more. 02:01:27
Mr. Chair. 02:01:29
You know I. 02:01:31
I think it looks good myself, you know, First time obviously I've seen. 02:01:33
The layouts and all that but. 02:01:37
It would be interesting to hear from Globe and see what they think on this too. 02:01:39
Really. And. 02:01:43
They they got to see the presentation as well, or maybe they already have seen it, I don't know. 02:01:45
How about we call you up if we want to ask for more from you and I'll invite a representative. 02:01:50
Or more from. 02:01:55
Globe if they'd like to come up. 02:01:56
Mr. Chairman, I start with the Mayor. 02:01:58
If we could take me. 02:02:00
Mayor, did you want to? 02:02:03
Come up first. 02:02:04
You want to defer. 02:02:06
Good afternoon. 02:02:14
Good afternoon, Chairman and Supervisor. 02:02:15
Yeah, we're excited for this project. Also we're looking for. 02:02:17
And if we look both for the partnership for the. 02:02:22
And. 02:02:24
Linda and her staff. 02:02:25
Has more information on it. 02:02:27
They've been the lead on it. 02:02:29
And moving it forward. So I think I'll turn it over to them. 02:02:31
Jet plane. 02:02:34
But we appreciate it very much. 02:02:35
Good morning or afternoon. 02:02:41
This has been an exciting project to work on and. 02:02:45
And we've seen it. We've. 02:02:48
We've been along through the process with the county staff from day one and with GH 2, so it's been such a. 02:02:49
Fantastic and inclusive. 02:02:56
Process to be a part of. 02:02:58
And, umm. 02:03:00
And what's really driving it is what? 02:03:01
What does our business community need? 02:03:03
And uh. 02:03:05
When we. 02:03:06
Took a tour of Cohoes, which is a Co workspace in the valley back in. 02:03:07
I believe it was in 2018 and it was an Obam. 02:03:11
This is what global? This is what Gila County. 02:03:15
Could absolutely take and utilize to help grow our. 02:03:18
Small business community. 02:03:21
It's not just. 02:03:22
Young entrepreneurs that we have coming. 02:03:23
We have many who are looking for their second and third careers, so we also have. 02:03:26
Programming going on right now called Startgrown Revive. 02:03:30
And we have. 02:03:34
Over 20 new participants. 02:03:35
These are not business people that already have a business. These are people who are looking to grow a business. 02:03:37
So we. 02:03:43
We really love what we are we're seeing with the design. 02:03:43
It truly does meet our needs and we have been working for. 02:03:47
Over 2 years on that business plan. 02:03:51
On how to sustain. 02:03:54
The programming. 02:03:56
Of course, you know, keep the lights on. 02:03:57
So that's. 02:03:59
With umm, uh. 02:04:00
Daily passes, weekly passes monthly and hopefully yearly tenants that do take those anchor spaces upstairs. 02:04:01
And we do have a list that we have been keeping of those who are interested in. 02:04:08
In this type of an amenity and. 02:04:12
You know as we. 02:04:15
Do more and more infrastructure. 02:04:16
I'm not not just Glover Healer County, but also the hospital. We're seeing a lot of contractors come into community and they need 02:04:18
a home base. 02:04:22
This would be an. 02:04:25
Awesome opportunity for them to have that. 02:04:26
Full team meetings be the flexible conference space downstairs that you see. 02:04:29
Our goal is to, you know, maximize that so that can hold trainings for all of our organizations so. 02:04:34
The upstairs. 02:04:40
Being more of the. 02:04:42
For a typical office. 02:04:44
But it has that. 02:04:46
The kitchen area both. 02:04:48
Floors do because that's really an area that. 02:04:50
That attracts people. Everybody loves to come in and drink, have food and so that's where the collaboration happens. 02:04:53
And so. 02:04:58
We were looking forward to seeing this presented to our City Council and we hope that we can see you there on September 9th. 02:05:00
For the same presentation and. 02:05:06
Continue our next steps to. 02:05:09
Opening day. 02:05:11
So Melissa is going to cover a little bit of. 02:05:12
You know the day-to-day operations and what that looks like. 02:05:14
Good afternoon. 02:05:20
It's amazing. 02:05:21
I'm so excited for this. It's going to be such a flexible space. 02:05:24
That will really be. 02:05:27
Work for our business community to start. 02:05:29
Growing and building and. 02:05:31
Really growing off of each other. 02:05:33
There's going to be a way to. 02:05:35
Card in, so it's going to be available to. 02:05:38
Our community 24/7. 02:05:40
And it will have. 02:05:43
Security included everything like the. 02:05:44
And it's going to be a place for mentorship. 02:05:46
New businesses to grow faster, stronger. 02:05:49
Grow up with each other. 02:05:52
So if you have a day pass, you can come in and have a hot seat. 02:05:54
You can sit down at a computer, use the printer. 02:05:58
That's not available. 02:06:01
Really anywhere else right now, that's something that's needed. 02:06:03
Now that our Community College is up and going and we. 02:06:08
Hope will have an SBDC presence. 02:06:12
The The college was always kind of. 02:06:14
He's far out, but we hope to offer an office space for the SPDC representative here. 02:06:17
In globe and have that constant presence there as well as. 02:06:23
The ID A and the Southern Hill County EDC and as well as city economic development. 02:06:27
So it truly is a hub. 02:06:32
Of business support. 02:06:34
Both. 02:06:36
With just answering the. 02:06:38
The day-to-day questions how do I get a business license but also. 02:06:40
You know, I'm kind of interested in. 02:06:43
Opening a business, how can I get financing so. 02:06:45
We hope to have that input. We will have that information there. 02:06:47
At hand so that we can. 02:06:50
Be again that hug or our small businesses. 02:06:52
Thank you again for this incredible opportunity. We really look forward to. 02:06:56
To that opening day, which we hear is. 02:07:00
Spring of 27. 02:07:02
Thank you very much. 02:07:05
Thank you. 02:07:06
Said Father Humphrey. Anything. 02:07:12
Pretty much going through money. 02:07:17
OK, I'm good. Thank you for bringing this up, Joseph. 02:07:18
Yeah, I'm encouraged to so. 02:07:21
Exciting. 02:07:24
Thank you. 02:07:25
Thank you for it. All right. 02:07:26
OK. 02:07:29
Well, we did pretty good today. 02:07:31
Call to the public. Anyone here in? 02:07:33
Globe or Payson or. 02:07:38
The Internet, how many we have today? 02:07:41
We're at 63. 02:07:47
63 Thank you. 02:07:48
We were at one time 174. 02:07:51
All right. 02:07:54
That's good. 02:07:57
Is that a record? 02:07:58
How was Randy's presentation? 02:07:59
Could have been. 02:08:02
OK. 02:08:05
Let's go to our reports, Manager Menlov. 02:08:07
First Chairman just. 02:08:09
Real briefly. 02:08:11
Touch base on. 02:08:12
As you've noticed, the. 02:08:14
Construction going on out here in the parking lot. 02:08:15
Appreciate the. 02:08:18
Being unsettled and. 02:08:20
The disruption of that work, it's necessary. It's been a. 02:08:22
Your liability and risk. 02:08:26
Particular county. 02:08:27
Our county's insurance pool has been for years. 02:08:29
Strongly. 02:08:33
Directing us to get that work done. So thank you for the. 02:08:35
Flexibility of all who work here and all who use this building. 02:08:38
Courts and different things. 02:08:42
Scheduled for six to eight weeks, so it'll be a. 02:08:45
Could be up to a couple months. 02:08:47
Where we're doing that work. 02:08:49
Appreciate all the flexibility from those. 02:08:51
That are involved and. 02:08:54
Impacted by this? 02:08:56
Thank you, Mr. Chairman. 02:08:57
Thank you, Supervisor Humphrey. 02:08:58
Oh yeah. Umm. 02:09:01
I coming up. 02:09:04
I'll attend a district. 02:09:06
Project team meeting on Wednesday the 27th. 02:09:08
And I say that. 02:09:12
Pretty often on the team meetings, but. 02:09:14
In those team meetings I meet like on. 02:09:16
On the 27th I'll meet well. 02:09:19
Troy's not here. 02:09:22
I meet with the Public Works director. 02:09:23
Alex Kendrick with Engineering. 02:09:26
John Goodman, Engineering. 02:09:28
Erin Cottage with the landfill director. Steve Williams, project manager. 02:09:30
Jeffrey, this thing. 02:09:35
Blood plane. 02:09:37
Wooden Boss engineering. 02:09:39
Joe McDonald Rhodes. 02:09:41
And Shannon Boyer. 02:09:43
Is also. 02:09:45
In that meeting and. 02:09:46
What we're going to discuss on that meeting is. 02:09:48
Projects in District 2. 02:09:50
Ongoing just because like I said in the other meeting. 02:09:53
If I'm going to be responsible for the outcome, I want to be part of the project. 02:09:56
So I get updates with that meeting. We're going to look at Vertical Heights Rd. Town of Miami trail study. 02:10:00
Golden Hills Nursery Churn, Goshila Rd. 02:10:08
Golden Hill project. 02:10:11
Final phase when roll St. 02:10:12
Russell Gulch. 02:10:15
Russell Rd. 02:10:16
Landfill update. 02:10:17
NRC Watershed Protection Program. 02:10:20
Campaign Creek. 02:10:24
Estates. Culverts. 02:10:26
West St. Top of Golden Hill. 02:10:28
Grant Opportunities. Cottonwood Lane. 02:10:31
Updates like on the Michelson building. 02:10:34
When I meet with. 02:10:37
Thing with as. 02:10:39
As we go forward on these meetings. 02:10:40
And so a lot of these stuff is things that you guys will be voting on and someday. 02:10:42
And so, you know, you're welcome to. 02:10:47
Get with staff to maybe check out some of these projects because they. 02:10:50
Some of them will be in front of you at some point of time. 02:10:54
Thank you, Supervisor Klein. 02:10:58
I don't have a whole lot, just bringing up snuff on some fires. I think most of our fires now have kind of calmed down. 02:11:00
Billy Fire looks like it's about out. I think Washington Park is looking good now. 02:11:07
As far as I know. 02:11:12
Send Carlos and White down the patches. I think it pretty well wrapped up so. 02:11:15
Hopefully we're done with fire season. 02:11:19
Till next year. 02:11:21
And other than that? 02:11:23
Tip, Mr. Chair. 02:11:24
Thank you. So we're still getting ready for my Washington trip. I'm not going to be able to make that. 02:11:25
September 9th date I'll be in Washington. 02:11:30
Big woo Hoo. 02:11:34
For that and. 02:11:37
I wanted to mention that I did get a card, a thank you card from. 02:11:38
Katie's Closet. 02:11:42
Umm, because we all participate in that, he says. I want to formally thank the three of you for once again providing our clothing 02:11:44
nonprofit with funding. 02:11:48
The $3000 will be of great use to us as we. 02:11:52
Buy new shoes, new socks, new underwear, new clothing outfits. 02:11:55
For marginalized children in our area, the fact that you took. 02:12:00
Time to help us meet the needs of needy children in the Rim country. 02:12:04
Speaks highly of your care for the underdog. 02:12:08
Take care. 02:12:11
And Many thanks for helping us in the very concrete manner. 02:12:12
Assist the children in our area. That's Bob Horne. So thank you for that. 02:12:16
Don't get. 02:12:21
A lot of thank you. 02:12:22
Notes. But we do help. 02:12:24
People in a lot of ways so. 02:12:27
All, we have a office lunch last Tuesday at the TCM which was nice. 02:12:30
Just kind of a. 02:12:36
Group of the. 02:12:37
Employees put that together. 02:12:38
Did go to veterans coffee time last Tuesday. 02:12:40
That's all we should and. 02:12:44
I was able to have a phone zoom conference with a lady. 02:12:46
Anna Shaw, and she's the government liaison for Grand Canyon. 02:12:50
University, so and they're kind of a big thing. 02:12:55
They're the biggest private university in the United States. I understand. 02:12:59
And, umm. 02:13:03
They've really grown exponentially over the last 20 years or so. 02:13:06
And so just exploring the concept. 02:13:11
The idea of whether or not. 02:13:13
Their presence in. 02:13:15
Gila County at any location might be a benefit for. 02:13:17
The economy and the people. 02:13:22
So just. 02:13:24
Talking about it, that's about it. So. 02:13:26
I want to thank everybody today. It was really good meeting. A lot of information. I think we did a lot today again so. 02:13:29
Forward to that next week. I think we do have one on the. 02:13:36
Next Tuesday, is that correct? 02:13:41
Excuse me? OK, Thank you. 02:13:42
All right, if there's nothing else, then we are adjourned. 02:13:45
