Cortana, how do you participate in patients and respect? 00:01:08
And I will work together. 00:01:11
Integrity and. 00:01:13
We entrust this meeting to your hands. 00:01:15
See you peace and direction. 00:01:17
Holy baby, pray. 00:01:20
Thank you very much. 00:01:23
OK. The first three items we have are constituent funds item. Let's start with item 2A. 00:01:28
Information Discussion. Action to approve an economic development agreement. 00:01:36
2026. 00:01:40
Dash 00000061 between. 00:01:42
He's a county in the real country Friends of Total Natural Bridge State Park in the amount of $1000. 00:01:46
To assist with covering the cost of the taste. 00:01:52
Of the bridge fundraising event. 00:01:55
Through a sponsorship for the helicopter, which the board is determined to be for the benefit of the public, and this is my item. 00:01:58
Had a request to help sponsor. 00:02:06
A fundraising event and a fundraising event is important. 00:02:10
For the State Park. 00:02:14
And its operation to keep. 00:02:16
Things going. 00:02:18
Because of money. And so this morning looks like we have Andy Stavler and Kim. 00:02:20
Chittick with us. 00:02:25
And they're both associated with that. 00:02:27
And so give us Andy Kim. 00:02:29
Brief description of how this. 00:02:33
Is going to help and how you're going to use it. 00:02:35
Excellent. 00:02:40
I was told to use my dad. Everybody hear me? 00:02:42
The price of the town metro. 00:02:47
Yeah, many years ago. 00:02:50
As uh. 00:02:52
Coordinated effort. 00:02:54
Of citizens that got together to help really save. 00:02:56
Work at the time the state. 00:03:00
Have decided to end the funding. 00:03:04
Part. 00:03:08
Raised over $30,000. 00:03:08
In a matter of weeks to be able to keep that part open. This was one 2007 8. 00:03:11
Something like that. 00:03:18
Now. 00:03:19
From that our group. 00:03:20
Is formed and done different things and. 00:03:22
At this time in our evolution, we. 00:03:25
Raise money or. 00:03:28
The part to help fund. 00:03:30
Different projects. 00:03:32
And things that. 00:03:34
Park really can't can't speak. 00:03:36
We believe in. 00:03:40
Important because the data shows that this part generates over. 00:03:43
$7,000,000. 00:03:47
And. 00:03:50
In revenue for not only local economy but for the county as. 00:03:52
We've been voted the. 00:03:58
Best Friends group of all the state parks I've had the privilege of. 00:04:00
Speaking in front of their managers and supervisors at their. 00:04:04
Annual conference that they do on the cold range. 00:04:11
And you know the privilege of. 00:04:16
Being able to support that as well. 00:04:20
The money that specifically we generate, we have one fundraising event a year. 00:04:22
It's a great event, sells out. 00:04:27
We have everybody something important to it. It's just a great time. 00:04:29
You do a live auction, silent auction and we serve a. 00:04:34
We are going to see beer and whiskey tasting and food. 00:04:38
It's just a great, great event. 00:04:43
And all of that. 00:04:45
Money that's generated from that event goes back directly to. 00:04:46
RC Art. 00:04:51
And we really believe that it is the best. 00:04:53
State Park out there. 00:04:58
No thanks to anybody else, but we're allowed to be prejudice. 00:05:00
And we want to keep it that way. 00:05:04
So that's what this funding was. 00:05:06
And we're really excited to continue. 00:05:08
Doing this, Kim is the final member of. 00:05:11
Our team as a board member. 00:05:14
And I've been the president of this group. 00:05:16
For 60 years now. 00:05:19
And then exciting to continue on. 00:05:20
So it's a privilege to be able to stand here and. 00:05:23
And talk about. 00:05:26
Great jewel. 00:05:28
Our county and again. 00:05:30
Thank you. Thank you for the opportunity. 00:05:33
To be able to ask. 00:05:37
Thank you so much. And Andy is also the President of the Chamber. 00:05:42
Up there and so very active and thank you for coming, Andy and Kim. 00:05:46
With that. 00:05:51
We can answer any questions that you may have. Supervisor Humphrey. 00:05:52
I have no questions. I've been there and they do a great job. 00:05:55
Thank you. Thank you, Supervisor Klein. 00:05:58
No, I'm good. And, uh. 00:06:01
I agree with Supervisor Humphrey, they have done a great job with. 00:06:03
Yes. And so you guys literally did save the thing. 00:06:07
Arc from closing. 00:06:10
Many, many years ago, your predecessors. 00:06:11
And I remember that it's millions of dollars. 00:06:14
Effective and so. 00:06:17
To do a small sponsorship like this is. 00:06:20
Is a privilege, so with that I'll call promotion. 00:06:23
Mr. Chair, I move to approve economic development grant number 202-600-0000, six one with the RIM. 00:06:27
Country Friends of the Tunnel National Bridge State Park presented. 00:06:36
And which the? 00:06:40
Determined to be for the benefit of the public. 00:06:41
And I'll second that. 00:06:44
Motion in a second to approve. Those in favor say aye aye. 00:06:45
Aye, thank you guys for coming. 00:06:48
Thank you. Appreciate it very much. 00:06:51
OK. We'll have some follow up paperwork for you later. 00:06:53
B is information discussion action to improve economic development agreement number 2026. 00:06:56
Lots of zeros 39. 00:07:03
Between gila county and movie on valley pit program in the amount of. 00:07:05
$9845. 00:07:09
This is to assist the Movie on Valley Pit program with the. 00:07:12
Purchase of four tires for their 1984 Caterpillar. 00:07:15
950B wheel. 00:07:20
Motor. 00:07:21
Which the board is determined to be for the benefit of the public. 00:07:22
Once again, it's my item. 00:07:25
But we are partnering with Supervisor Klein on this. 00:07:27
This is an expensive. 00:07:30
A set of tires. 00:07:33
That many are. 00:07:35
The original 1980. 00:07:37
4 tires there. 00:07:39
Old. Damaged. 00:07:43
Cut and. 00:07:45
Dangerous. 00:07:47
If one of them blows up, so. 00:07:48
Frank, would you like to come up and just give us a real brief? 00:07:50
A brief. 00:07:54
Brief just hit the high points, you know, you guys do a great. 00:07:57
Work your pit. 00:08:01
Is free to the public. 00:08:03
And this is a tool that you have to have. 00:08:04
Right, so my friend, my other partner here. 00:08:07
So I took over the pit roughly nine years ago. 00:08:11
And we had a bobcat that we used from Hell's Gate Fire Department. 00:08:15
And then when they decide not to allow us to use that, then we end up. 00:08:20
Taking a loan out and buying a. 00:08:25
Backhoe. But the backhoe were great because we made new roads, made a fire Rd. around the fire pit. 00:08:28
So on. But the problem was the radiator. 00:08:35
Kept on getting plugged up. 00:08:37
Install the brush. 00:08:38
So, uh, we bought this, uh, old. 00:08:40
1984. 00:08:43
Wheel loader. 00:08:47
And since then, we've been rebuilding. 00:08:48
Piece by piece we put a new seed in it which is all ripped up. 00:08:52
The tire front right tire was the original 1984 Firestone. 00:08:55
And the tires are kind of bald and the other one had. 00:09:01
Toyota tire in the back had a big bulge in it. 00:09:04
When I watch these YouTube things where these things have like a split ring. 00:09:07
And these things blow off. 00:09:12
I was like, this is too dangerous so. 00:09:14
I came Steve and asked if we could get money for that. 00:09:16
Tires and then through everybody else, they kind of agreed with it and said it's great. 00:09:20
So we went ahead and had the tires put on by Kenny. 00:09:25
Tim Tires and made a world of difference on. 00:09:29
Traction. He's like, wow, what's that? 00:09:32
Unbelievable. 00:09:35
So, umm. 00:09:36
That tractor is used probably. 00:09:37
2-3 hours a week. 00:09:40
Umm, we push up the brush. 00:09:43
Which is 238 feet wide. 00:09:45
Roughly, right now we're over 100 feet deep. 00:09:48
And roughly 1618 feet tall. 00:09:52
And so they'll be coming out and chipping that. 00:09:54
Come this month. Actually, this month. 00:09:57
And the last time they came out and chipped. 00:09:59
They took out 52 semi loads each load. 00:10:01
Being roughly between 90 and 100,000 lbs of. 00:10:06
And then they take it up to the snowflake for the power. 00:10:09
Power. 00:10:12
And you use it for biofuel. 00:10:13
So prior to that, we used to burn it. 00:10:15
So the embrace it was. 00:10:18
On big ash pit basically. 00:10:20
And so when I dug the fire Rd. 00:10:22
Around the perimeter of it on the West side. 00:10:25
I dug down 8 feet and I never did get dirt. All I had is ash. That's how long they've been burning out there. 00:10:28
So now we're not. 00:10:33
Looting the air, now we're using it for fuel. 00:10:34
So this wheel loader. 00:10:38
Was the major thing that we needed to have. 00:10:40
And the tires we had. 00:10:43
Went and had them put on. 00:10:46
We talked about you soon. 00:10:47
Gonna be done so. 00:10:49
We had that done with Timmy. 00:10:50
Take care of that. 00:10:52
And we also. 00:10:55
Had a guard made for the windshield. 00:10:57
We're on that thing. 00:11:01
And that was a. 00:11:02
My godson is like I made it out of wood 1st and I took. 00:11:04
Template down and. 00:11:07
Friend of mine made it out steel. 00:11:09
And about a month ago. 00:11:11
Over a month ago I was pushing up the brush. 00:11:13
We call them roles or. 00:11:15
People come like 18 inches long. 00:11:17
And there is probably like a. 00:11:19
24 inch in diameter. Thing rolled over the bucket, hit that window. 00:11:20
Or hit the bar. 00:11:23
And bounced off and they hit the Fender. 00:11:25
Put a big old den defender which? 00:11:27
The dent on the Fender is. 00:11:29
Probably real thick boiler. 00:11:31
So it was a pretty heavy log. So the other one through the window then? 00:11:34
Major SO. 00:11:37
We've done a lot of work with this little guy. 00:11:39
We've sandblasted it. Two years ago sandblasted it. 00:11:42
And primed it and painted it and clear colors it. 00:11:46
It was all so it stopped from rusting. 00:11:49
The latest was obviously the tires. A new thing coming up. 00:11:52
We have two of the Rams that actually lift the bucket up. 00:11:57
Those are leaking and we're going to have those repaired now. 00:12:00
So I'll be done November 3rd. 00:12:03
They take it off. 00:12:06
Hopefully they don't have to take the whole tractor. 00:12:08
Sholom they fix it. They said they can do it on job site. 00:12:10
But umm. 00:12:14
We've done a lot out to the brush pit. We. 00:12:15
We had all the ash out there. 00:12:19
And through the years, we've done a lot of work. 00:12:21
We had to hash and then. 00:12:23
Everybody driving on that black ash would be. 00:12:24
Breathing all that all the time, plus us. 00:12:27
And then we'll call them dirt devils. 00:12:29
All. 00:12:32
Like tornado things. And it was just like. 00:12:33
Like, Oh my gosh. 00:12:35
So. 00:12:37
Two years ago, two years ago, they had. 00:12:38
1200 tons of Rd. based water on the top of all that. 00:12:41
So now all the people come out there, they don't have to breathe it. 00:12:44
Safe environment for everybody. We're secured. 00:12:48
George from Pace and Concrete floated us until we had all the money to do it. 00:12:52
So we got that done. 00:12:56
Then Steve had the greater come out level force. 00:12:58
That don't do. 00:13:04
So the road grader. 00:13:07
At no cost to the county, yes. 00:13:09
I was like, we really appreciated that too. 00:13:12
I mean, it's gone to a. 00:13:15
I guess you say A1 horse town to. 00:13:19
Six worst town. We appreciate all you do. 00:13:21
Big difference now. 00:13:23
And the people we haven't. 00:13:25
Come in. 00:13:27
We presently have 5. 00:13:28
Cameras tied to. 00:13:30
Our Internet. 00:13:32
On the property. 00:13:34
So obviously. 00:13:35
We know who's going in there. 00:13:38
And we have records of everybody that goes in there. 00:13:39
They have a license plate numbers. 00:13:42
All that so. 00:13:44
Everything is all recorded. 00:13:45
Three years ago we had the chipping guys out there and they had a problem with the chipper. 00:13:47
And so they're repairing and they left the truck out there and somebody broke in and stole all their tools. 00:13:53
Store of gas. 00:13:57
Oil. 00:13:59
Gosh, so that was a mess. 00:14:01
So since then, we've gone with security cameras. 00:14:03
Well, it's kind of a shame that cut a big hole in the fence. We had to get that fixed, but. 00:14:06
I think the pit is something that. 00:14:11
Really used. 00:14:13
It's slowing down people wise right now we're. 00:14:15
We're 6070 loads. 00:14:18
That our peak is like 160 of loads. 00:14:20
Saturday. 00:14:23
So. 00:14:24
Obviously because it's hot. 00:14:26
You know, everybody's not doing it. 00:14:27
So now. 00:14:29
Starting to cool off. 00:14:29
They'll start picking up towards them and close at the end of October, which is. 00:14:31
I believe the 25th. 00:14:35
Last Saturday. 00:14:36
So. 00:14:37
Then everybody's getting in. 00:14:39
Dumping their loads. 00:14:40
Well, we should have another. 00:14:42
52 semi loads maybe like an outset this month. 00:14:44
So thank you for. 00:14:49
Any questions anybody? 00:14:50
I have no questions, no. 00:14:52
We do really appreciate a lot of. 00:14:54
Tires. 00:14:56
Major difference in. 00:14:58
Yeah, so. 00:15:00
Well, Supervisor Klein is a. 00:15:01
Also contributing to this any. 00:15:03
Questions or I am? 00:15:05
Great. Thanks for doing this. This. This is a huge help. It's a help for Hewitt County to. 00:15:07
Yeah. I mean, look at all that brush. That's not in some ways, yeah. 00:15:11
But it's going through the. 00:15:15
The meal at Burns so. 00:15:16
That's good. You definitely have a good loader and. 00:15:18
Glad to help. 00:15:21
Yeah. 00:15:23
It came from Nova. 00:15:24
No, the bad. 00:15:25
Navajo County. 00:15:28
And then they helped us buy that. 00:15:29
You know, my Greggy Smith did that. 00:15:33
So we got that thing. 00:15:35
It's an oldie but. 00:15:36
You know, it's amazing. We just click it and it starts right up. 00:15:38
And Jerry from J&L. 00:15:41
Contractors. He had his. 00:15:43
Up there one time. 00:15:46
And I had to move it and it's. 00:15:47
Is a neuron. You turn on the computer comes on and all those lights and all stuff. 00:15:49
Ours is sold then the key you turn it off and you have to pull the gas pill once. 00:15:57
Yep, you shut it off. That's old. 00:16:03
But it works good. 00:16:06
Doesn't have air conditioning, but we will. 00:16:07
Appreciate all that you do and your team. 00:16:10
Appreciate you guys helping us out. 00:16:13
It's a real benefit to the county. 00:16:15
And all of that. So maybe these cars will last another 40 years, so. 00:16:17
Over the last long term, yeah, OK. 00:16:21
We did get the tires put on. Can you float us on? 00:16:25
Yeah, and it's a local guy did it, which is nice. 00:16:27
Yeah, I remember seeing that. 00:16:30
OK, great. 00:16:34
Yeah, you're welcome. 00:16:36
We have to vote on it, Frank. 00:16:38
OK, if we. 00:16:40
Yeah. Thank you, Frank. So with that, I'll call promotion. 00:16:43
Mr. Chair, I'll make the motion to approve Economic Development Agreement number 026. 00:16:46
Lots of 03/9 with muggy owned Valley pit program as presented, which the board has. 00:16:51
Determined to be for the benefit of the public. I'll second that. 00:16:58
Motion in a second to approve. Those in favor say aye, aye aye. Thank you. 00:17:01
2C is information depression action. 00:17:06
The prove Economic Development Agreement number 2026. 00:17:10
2-3 between. 00:17:14
Be the county and Miami. 00:17:16
Genesis in the amount of $4500 for the production. 00:17:18
Of the Miami Festival 2025, which the board has determined to be. 00:17:22
For the benefit of the public, this is Supervisor Humphrey's item. 00:17:26
Yeah, this is mine. And the Genesis does a great job in. 00:17:29
And down in Miami to promote a lot of the things that go on in Miami to. 00:17:32
Bring people to our community and. 00:17:37
And also to. 00:17:39
You know, for the mining and things of that nature to. 00:17:41
People be educated with what's actually going on in the town of Miami and the mines and. 00:17:46
And things like that. So yeah, I very much try to help. 00:17:51
Them in the promotion that they do. 00:17:54
And so I. 00:17:57
That's all I have and if someone's got any questions. 00:17:58
I'm open. Thank you, Supervisor Klein. 00:18:02
I don't. 00:18:05
Yeah, neither do I so. 00:18:06
Sounds like a good deal. We'll go ahead. 00:18:08
Make a motion. 00:18:11
Mr. Chair, I moved to approve economic development. 00:18:13
Agreement number 26. 00:18:16
I mean 2026000000023 with Miami Genesis as. 00:18:19
Presented, which the board has. 00:18:26
Determined to be for the benefit of the public. 00:18:28
And I'll second that, Mr. Chair, we have a motion and a second to approve. Those in favor say aye, aye. 00:18:30
Aye Item 2D information discussion action authorized the Treasurer's office. 00:18:36
To abate the taxes, interest and fees on 30 personal properties. 00:18:42
And authorized the Chairman's signature on each of the related certificates. 00:18:46
Of clearance for removal of uncollectible. 00:18:50
Personal property. Good morning, Monica. 00:18:53
Good morning, Mr. Chairman. Supervisors. 00:18:56
So we only have 30 today certificates to evade uncollected. 00:18:58
Taxes for personal property. So these are businesses that were. 00:19:03
In business in 2018 and 19. 00:19:07
Only for a year and then no longer. 00:19:09
Are in business now. 00:19:11
So the 30 certificates of clearance are an uncollectible taxes are for. 00:19:13
That personal property that are no longer in Hue County. 00:19:18
And have been certified by the Gila County Assessor's Office. 00:19:21
And that are no longer. 00:19:25
On the tax rolls as such. 00:19:27
So those are the ones I want. I would like to have baked and get it off the tax rows. 00:19:29
Umm, the ARS. 00:19:34
42-1835. 00:19:36
1/4. 00:19:39
The cost of pursuing. 00:19:41
Statutory lean and a collection of the procedures of. 00:19:43
Taxes under Article 7. 00:19:47
Would cost more. 00:19:49
Than to umm. 00:19:52
Them to abate the lead test. 00:19:54
OK. Thank you, supervisor. 00:19:59
So these properties are not in Healey County anymore. So like, like modular units? No, these are personal. These are businesses 00:20:01
like, for example, like a medical office taking a suite or like a restaurant. 00:20:07
Those types and they're no longer in businesses. 00:20:14
OK, but but the actual structure is not what we are. 00:20:17
Correct. 00:20:21
Is the supplies in that? 00:20:22
Sweet or in that? 00:20:24
OK. Thank you. 00:20:26
Supervisor Klein. 00:20:28
I don't think I have any questions. 00:20:30
Monica, thank you. That's. 00:20:33
Good chore cleaning all that up, I'm sure. 00:20:34
OK. Thank you, Monica. I don't have any questions either. 00:20:39
So with that, I'll call promotion. 00:20:41
Mr. Chair, I'll make. 00:20:43
Make that's the right. 00:20:46
I moved to authorize the treasurer's office. 00:20:48
To abate the taxes, interest and fees on 30 personal properties. 00:20:51
Authorize the Chairman's signature on each of the related certificates of clearance for removal. 00:20:55
Of uncollectible personal property. 00:21:01
I'll second that. 00:21:06
Have a motion and a second to. 00:21:08
Prove those say aye, aye aye. 00:21:09
Aye. Thank you, Monica. Thank you, gentlemen. 00:21:11
Item 2. E Information discussion action to accept an application. 00:21:14
From Pine Meadow. 00:21:18
Meadows Utility LLC. 00:21:20
To renew its franchise with Hewitt County for an additional 25 years. 00:21:22
To continue providing wakewater service. 00:21:27
To two small residential subdivisions in Star Valley. 00:21:30
And Houston Creek Landing. 00:21:33
And Pine Ridge. 00:21:35
I'm sorry, it's our valley. It is Houston Creek Landing and Pine Ridge. 00:21:38
And set a public hearing. 00:21:42
Date of Tuesday, October 7th. 00:21:44
2025 at 10 AM at which? 00:21:46
Time the board will consider granting. 00:21:48
The franchise. 00:21:51
Charlotte. 00:21:53
Good morning, Chairman Christensen, members of the board on. 00:21:54
July 18th, 2000 the Board of Supervisors issued a 25 year franchise to Pine Meadows Utilities, LLC to provide wastewater service 00:21:57
in the Star Valley area. 00:22:02
Located within the boundaries of the proposed. 00:22:08
Settled in at mid. 00:22:10
Pine Meadows Subdivision, Houston Creek Landing Subdivision. 00:22:11
Pine Ridge Subdivision and the proposed Climb Ranch subdivision. 00:22:15
The franchise expired on July 18th of 2025. 00:22:19
On August 20. 00:22:24
20th, 2025 I received an application from Whitney Burke of Shapiro Law Firm. 00:22:26
For the renewal of the pine. 00:22:31
Utility franchise for another 25 years. 00:22:33
This application is to provide service to only the Houston Creek Landing and Pine Ridge area. 00:22:36
I also received a check for the $350.00 application fee. 00:22:42
The application is in good order, so I. 00:22:46
Would like to request that the board accept the application. 00:22:49
And set a public hearing. 00:22:52
Date of October. 00:22:53
2025 at 10:00 PM. Which is? 00:22:55
During the Board of Supervisors regular meeting. 00:22:58
Upon acceptance of the application, that will be forwarded to the Public Works Department. 00:23:01
For review and I take any questions if you haven't. 00:23:05
Thank you, Charlotte. Supervisor Humphrey, I have no questions. 00:23:08
Supervisor Klein. 00:23:11
I'm good. Thank you, Charlotte. 00:23:12
There as well, so with alcohol promotion. 00:23:14
Mr. Chair, I move to accept an application from Pine Meadows Utilities, LLC. 00:23:16
Renew its franchise. 00:23:22
With Gila County and set a public hearing date. 00:23:24
For Tuesday, October 7, 2025 at 10. 00:23:27
AM and I'll second that. 00:23:30
Have a motion in a second to prove. 00:23:33
Those in favor say aye. 00:23:35
I thank you. Moving on to item 2F information discussion action. 00:23:36
To authorize the advertisement of Requested Proposal number 07232025. 00:23:42
Which is the demolition of a metal storage building. 00:23:48
At Russell Gulch Landfill. Good morning, Joseph. 00:23:51
Morning, Jimmy. Morning, supervisors. 00:23:54
We are requesting authorization to move forward with the bid process for the demolition of the single story still building located 00:23:56
at the Globe Landfill. 00:23:59
The scope of work will include full removal of destruction and all related materials. 00:24:03
This will involve dismantling and hauling away the steel concrete foundation. 00:24:08
And associate waste. 00:24:12
To an approved out of county loan. 00:24:13
Landfill and for the potential of recycling. 00:24:15
For public works guidance that the material should not be reintroduced into the active landfill. 00:24:19
As part of this project, all critical infrastructure connected the building. 00:24:23
Including waste. 00:24:27
Let's go in other utilities. 00:24:29
Will be safely terminated and documented. 00:24:31
Also part of this rule. 00:24:33
Including me. Shop report. 00:24:35
That Meshach report will identify any lead asbestos. 00:24:36
Or any other hazardous material within the site. 00:24:40
Something of note for that facility, it's also really close to a. 00:24:42
Methane moderating station. 00:24:47
For the landfill. 00:24:49
So we have to be extremely cautious in that area. 00:24:50
Some other things that we're going to be taking into consideration is the lane of traffic that's. 00:24:53
Directly. 00:24:57
Next to the demo site. 00:24:58
So that's going to be. 00:25:01
Part of the traffic plan. 00:25:02
Now how we kind of came to this, we did. 00:25:04
Pretty extensive. 00:25:06
Review of the facility. 00:25:09
The facility. 00:25:10
Again, steel framed, pre engineered. 00:25:12
400. 00:25:15
400,000 square feet. 00:25:16
The concrete slab. 00:25:19
Outfitted with map. 00:25:20
Infrastructure to vehicle roll up doors. Overall condition was rated as poor. 00:25:22
Building shows extensive signs of age degradation and structural fatigue, and evidence suggests that. 00:25:27
It has been disassembled and reassembled multiple times. 00:25:33
When I say evidence. 00:25:37
Might be a little bit of a strong word. 00:25:38
That is the best we can get from. 00:25:40
Historical, uh. 00:25:42
Conversations so people just letting us know that hey, this has been moved several times from. 00:25:43
Unknown locations. That's something that we can't directly verify. 00:25:48
But it's something to take into consideration. 00:25:52
The history has. 00:25:55
Introduced visible. 00:25:56
Frame misalignment. 00:25:58
Compromised fastening integrity and weakened roof and sidewalk connections. 00:25:59
Structural envelope. 00:26:04
Exhibits multiple penetrations in the walls. 00:26:05
Won't members again dedicated door frames and damage roll up doors and sagging alignment? 00:26:08
And core seals installation is original. 00:26:14
Aged and sagging. 00:26:16
With selections or sections. 00:26:18
Falling from the roof deck and diminished performance due to moisture exposure. 00:26:20
Mechanical, electrical, plumbing systems. 00:26:24
Are outdated with electrical panel showing corrosion, conduit and fixtures obsolete. 00:26:26
HVAC equipment either inoperable or. 00:26:30
Or beyond useful life. 00:26:33
Swimming in minimal, non functional. 00:26:35
Well, in. 00:26:37
8 inch concrete slab remains intact. It's non transportable. 00:26:38
Or to any other location. 00:26:42
In summary, the building has exceeded its useful life cycle. 00:26:45
It is no longer viable candidate for relocation. 00:26:48
Were significant reinvestment. 00:26:51
Location. 00:26:53
Relocating the structure. 00:26:55
Would require new engineering. 00:26:56
A new foundation. 00:26:58
Utility redesign in structural retrofits that are far exceeding the cost construction. 00:27:00
Of a new facility. 00:27:05
Given the structural risk, use. 00:27:06
Reduced value. 00:27:08
And escalating Metro could cost. 00:27:09
The most practical and cost effective option that we're recommending is to proceed with full demolition. 00:27:11
And removal. 00:27:15
That team might be happy to take anything. 00:27:17
Any questions? 00:27:19
Thank you, Supervisor Humphrey. 00:27:20
Yeah, I thought this was supposed to be demoed. 00:27:23
For the. 00:27:27
1st for the landing. 00:27:28
Or the landfill expansion and part of 3A. 00:27:29
And so. 00:27:32
I I'm I'm very curious to. 00:27:33
To know why. 00:27:36
It wasn't demoed as part of. 00:27:37
Our expansion. 00:27:40
And so here we are in front of it again. And you probably don't know that, but that's something that I would like to. 00:27:41
Look into is. 00:27:47
Is see why when we did 3/8? 00:27:48
Expansion. 00:27:51
That it wasn't completed. 00:27:52
During that process. 00:27:54
Other than that, I have no question. 00:27:56
Thank you, Supervisor Klein. 00:28:00
So Joseph, I think. 00:28:02
You know, you put everything that. 00:28:03
Beside aside on that building, but the main reason is we gotta get it out of the way for Selby. 00:28:05
Yes, Sir, that is the primary. It doesn't matter what. 00:28:10
What anything else has to do with that building? It's gotta go. 00:28:13
That's correct, Sir. 00:28:17
So I walked through it. I looked at it. I've never really been in it, you know, I drove around it. 00:28:18
And I went through it, took a look at this morning actually. 00:28:22
It's red iron. 00:28:27
Infrast. 00:28:28
And I don't know, a lot of people don't know what red iron is, but that's the real Super Duty heavy beam to come up on the inside 00:28:30
and come around. 00:28:34
And all the pearlings come off of that. 00:28:37
And it just sided with 10. 00:28:40
Like everyone of these metal buildings that I normally see. 00:28:43
Except today they're actually doing some aluminum type. 00:28:48
Framework in one line. 00:28:51
So to me. 00:28:52
This building's 50. 00:28:54
50 by 100. 00:28:55
And my questions are. 00:28:57
1 is. 00:29:01
Your facilities guy. 00:29:04
Would it be worth taking at least that red iron? 00:29:07
Infrastructure. The bones of the building. 00:29:11
And package them up and saving them. 00:29:14
For a project later down the road. 00:29:16
Because. 00:29:18
When you when you talk about. 00:29:19
Deteriorating this and that, whatever. 00:29:21
That metal is 3/8 thick. 00:29:24
And that that doesn't deteriorate. 00:29:27
You know, basically that metal building and I'm not an engineer and we don't have a structural engineer with us today basically. 00:29:30
But. 00:29:38
There's not a lot of weight on that unless there's a snow load or something like that, or wind. 00:29:39
There's some panels on the building that's been. 00:29:45
Messed up, but that's just a sheet of 10. 00:29:47
Is all that is so. 00:29:50
What I guess what I'm saying, are we doing the right thing by tearing this down, throwing, throwing it away? I mean, it's got to 00:29:53
go. It's got to come down. 00:29:56
I know that. 00:30:00
It's got to be moved. 00:30:01
And we have a little bit of time, not a lot, but we have a little bit of time, but. 00:30:02
Are you thinking that it just needs to go to the recycle bin, which we have a tendency a given? 00:30:08
Scrap metal away. 00:30:16
And so that would be another thing we want to discuss or look at too. 00:30:18
We've lost a lot of money in scrap metal lately. 00:30:23
So in your opinion, are you telling me that? 00:30:27
It would be better to tear that down and throw it away and then later down the road if we needed another building or whatever, we 00:30:31
buy a new one. 00:30:34
Chairman. Supervisor. 00:30:39
Client. So the steel that you're mentioning? 00:30:40
The primary frame. 00:30:44
It is something that we can certainly consider in holding. 00:30:46
And placing on the side for future buildup. 00:30:50
The biggest consideration with that is just the money that would go along with. 00:30:53
Putting up the new building. 00:30:56
It's going to be something that's an older building. 00:30:59
Older design, so trying to get an engineer to come back in there. 00:31:01
So all it is is just. 00:31:05
Consideration of cost. 00:31:06
But from a structural standpoint. 00:31:08
You're absolutely right. 00:31:10
We can't hold those purlins on the side. 00:31:11
And see if we can't use them for future use. 00:31:14
You know, we've discussed buildings in. 00:31:17
In depth here lately. 00:31:19
We've seen the cost of so-called metal buildings. 00:31:21
And everything like that, and it's astronomical. 00:31:24
The costs and and so in my way of thinking. 00:31:27
We can save. 00:31:31
Save some money on this by holding it. 00:31:32
You know, at least that framework of that building. 00:31:35
And if whatever tends good, save it to it. Don't learn to. 00:31:39
The 10th, the 10th, doesn't matter. You can buy that stuff. 00:31:42
All day long from anyone of these metal manufacturing. 00:31:46
Outfits. 00:31:49
The electrical in it. 00:31:51
That's gonna go. 00:31:52
The plumbing in it that's gonna go, there's interior walls in it that I'm sure is gonna go to the dump. 00:31:53
You know, but the overall structure that 50 by 100 building. 00:31:59
Man, it would really be a shame to. 00:32:04
To throw it away right now until we're sure we don't need it something. 00:32:06
Chairman. Supervisor Klein. 00:32:11
Would be absolutely happy to take a harder look at that and see what we can hold for. 00:32:12
That steel? 00:32:16
Mr. James. 00:32:18
You have questions for me? 00:32:20
Thank you. I would appreciate that. 00:32:25
You know, and we take a look, you know, we may even need it for an awning or something to park equipment under or whatever. 00:32:27
But uh. 00:32:32
We would have it. 00:32:33
And obviously. 00:32:35
Matter of fact, when I looked at it, it looked like when it was. 00:32:36
Built. They had poured the footers and everything 1st and erected the building. They went in and poured the cement later. 00:32:39
That's the way it looks like. 00:32:46
So it's been cabbage done and moved around like you say, but that metal does not deteriorate. 00:32:49
On the inside of that. 00:32:54
So thank you. 00:32:56
Question So this building is never. 00:32:58
Burned. 00:33:01
To your knowledge, the. 00:33:04
Bones of the building is never. 00:33:07
They're not damaged in any way. 00:33:09
Rack. They're not hit. There's no. 00:33:13
Crashes. There's nothing. 00:33:15
Wrong with saving the structure. 00:33:17
With, I mean the bones of it. 00:33:19
The red metal. 00:33:21
Chairman, Board of Supervisors. 00:33:23
It's a great question. 00:33:24
That's when we started getting a little bit into the details. 00:33:26
Like supervisor, client was requesting for us to take a hard look at it. We'd be happy to, but when we bring up specific questions 00:33:29
like that. 00:33:32
Those are some of the things that we have to take in consideration. There have been ever been a strike on it. 00:33:35
From heavy equipment. 00:33:40
There's been damage to it, but also. 00:33:42
We did observe. 00:33:44
Both alignment that you can tell that it has been relocated before. 00:33:46
So those are the some of the things that are going to be taking a heavy bearing on whether we can preserve. 00:33:49
Steel frame or not. 00:33:54
But we need to. 00:33:55
Like Supervisor Pinellas mentioned, we're in need. 00:33:56
An engineer to be able to take a hard look at that and see if it's worth retaining. 00:33:59
You know, I would all be for trying to say something if it has. 00:34:03
More intrinsic value. 00:34:07
Than just a recycle. 00:34:08
So today we're voting on. 00:34:11
The demolition of the building. 00:34:13
Which can include an evaluation of. 00:34:15
How we demolish it? 00:34:18
And what we may save back. 00:34:21
Mr. Chairman, can we do that today? 00:34:23
I probably recommend tabling this. 00:34:26
And have reworking the scope of this because the scope. 00:34:28
I believe that is included. Here is just the demolition. 00:34:32
By going out forbid. 00:34:35
To demo. 00:34:37
The entire building. 00:34:38
And with the questions that each of you have asked. 00:34:40
And if there's any other input, I appreciate. 00:34:44
That input that you might have today. 00:34:46
Of reworking this cult. 00:34:48
I'll eventually. 00:34:50
Question. Can we do this entirely internal? 00:34:52
And those questions to be? 00:34:57
Answered. 00:34:59
The next couple weeks. 00:35:01
Mr. Chair, yes, Sir. 00:35:03
So one of the other things I didn't, I didn't mention to you is that the thought that if we package this up, if we take a look at 00:35:06
that red iron in the infrastructure, you know, the bones of it. 00:35:11
And everything and we package it up. We could probably auction it off and make some money off that building if we didn't want it. 00:35:16
That is another option as well. 00:35:23
And you know I. 00:35:26
I took a big, long, hard look at it and somebody. 00:35:28
You know 50 by 100 is an awful big building, but they might want to build a 50 by 50 or something and have a lot of extra Madeline 00:35:30
iron. 00:35:34
So there's there are options that we can do at this. 00:35:38
Building besides just take it down and. 00:35:42
Throw it away. 00:35:44
OK. So I have other comments if we're going to. 00:35:49
Yes, in a second. 00:35:53
I agree, I would love to have a building like that. I don't have a land to put it on but. 00:35:57
Just throw it away. We've got to be careful that. 00:36:01
First of all, we're not going to spend more. 00:36:04
Then it's worth to just demolish it. 00:36:06
OK, so we have to. 00:36:09
Value the extra time it takes to. 00:36:10
Remove it and package it. 00:36:13
And whether or not that's. 00:36:15
Of a significant enough value. 00:36:16
To do. 00:36:19
So I think. 00:36:20
I'd like to see those kind of numbers. 00:36:20
Going forward and I think when it comes to. 00:36:23
Dismantling it. 00:36:26
Ourselves. 00:36:28
Will that be more expensive than? 00:36:31
Outsourcing it. 00:36:33
And so. 00:36:34
Because we need to have. 00:36:36
Lots of different. 00:36:39
Elements of the building taken apart and if we don't have the. 00:36:41
Proper equipment or whatever, and we endanger our own people doing it. We've got to really. 00:36:44
Watch that too. 00:36:49
So that would be another thing that I'd be interested to know the difference and then. 00:36:50
Supervisor Country. 00:36:54
Yeah, I. 00:36:56
One if we. 00:36:57
Where are we going to store? I think an auction would be a good idea. 00:36:59
Because. 00:37:04
A lot of times. 00:37:05
As a contractor, I was unable to use. 00:37:06
Use equipment and I don't know. 00:37:09
If Randy would issue a permit. 00:37:11
For an individual. 00:37:14
Restructuring that steel. 00:37:15
Without an engineer. 00:37:18
So if we plan on doing. 00:37:20
Something with the. 00:37:22
I mean, auction it up would be fine if we didn't have the responsibility of. 00:37:25
The engineering of the metal. 00:37:29
But I think as. 00:37:32
As far as? 00:37:33
Putting it back. 00:37:34
Up. I don't know about getting an engineer that would sign off. 00:37:37
On restructuring. 00:37:40
That for second hand like a bridge or. 00:37:42
Or another building. 00:37:45
So I would be curious to know what the odds of. 00:37:47
Of being able to restructure it. 00:37:50
By an engineer. 00:37:52
If he would approve that or not. 00:37:54
But like I say, if we auction it. 00:37:57
You know, metals. 00:37:59
Could be worth quite a bit in scrap metal or someone. 00:38:01
Could get an engineer stamp maybe? 00:38:04
To reach to repurpose the metal. 00:38:06
But yeah, if we're going to table this to another time, that's. 00:38:09
Kind of questions I'd like to. 00:38:13
Have answers? 00:38:15
Yes, Sir, we'd be happy to get him. 00:38:17
Is there a name on that building? A manufactured name? 00:38:20
Or is there one in your records? 00:38:23
Where it was knocked him from. 00:38:26
There's still a lot of. 00:38:30
Boxes and documents in that building too. 00:38:31
I you know, that's another thing there's. 00:38:36
I don't. I didn't count all the boxes, but there's a lot of stuff still stored in that backroom. 00:38:39
And so, but maybe in your file somewhere. 00:38:45
Deep enough, there'll be a. 00:38:49
Something that would tell us where that building came from. 00:38:51
It was purchased from somewhere. 00:38:53
And I would say out of the value would be my first guess. 00:38:55
Mr. Miller, Mr. Chairman, in response to that. 00:38:58
Supervisor Humphrey's original comment of. 00:39:04
Why was it not destroyed? I believe that there was a lot of records from. 00:39:07
The old historic Globe Hospital. 00:39:10
That's now even held. 00:39:13
That there are a lot of medical records in there. 00:39:14
Had to go spend a lot of time going through those. 00:39:17
Disposing of them properly according to. 00:39:20
Different hippo. 00:39:22
Guidelines and all that so. 00:39:23
I believe that contributed to why it was not. 00:39:25
Taken down. 00:39:28
Years ago. 00:39:29
But I believe all of the necessary and important records. 00:39:30
Have been taken care of and addressed that there's still boxes. 00:39:33
In there they can just. 00:39:36
Go wherever. There's not anything that. 00:39:39
Yeah. You know, somebody needs to go through there and make sure that James, because I. 00:39:41
I understand there's some landfill records in there. 00:39:45
And maybe some more public work. 00:39:48
Records. We'll do that. 00:39:50
But there's a bunch. 00:39:52
In those shells, yeah. 00:39:54
Mr. Chairs by May, if we didn't demo it years ago because of files that are. 00:39:56
Stored in there. 00:40:02
How are we going to demo it now with the same files still in there? 00:40:03
Another question if we table it. 00:40:09
They're gonna have to be moved somewhere. 00:40:11
Because they prevented an expansion of the landfill. 00:40:13
So the records are still in that and that's still a big stick in the mud if. 00:40:16
That's still not happening. 00:40:23
So, Joseph, if. 00:40:26
And I'm going to call for a motion to table. 00:40:28
And then can you come back? 00:40:30
And trying to clarify these points that we're talking about and then we'll have a little better idea. 00:40:31
I think in the direction. 00:40:36
We might want to go. 00:40:37
Triple Board supervisor would be happy to collect that information. 00:40:39
OK, so if it's appropriate I will call for cabling. 00:40:42
Item 2F. 00:40:46
To another meeting so that we can gather more information. 00:40:50
So move, Mr. Chair. 00:40:53
I'll second it. 00:40:55
OK, we have a motion a second to table. 00:40:56
All those in favor say aye. 00:40:59
Aye, aye. Thank you, Joseph. 00:41:01
All right, so. 00:41:03
2G is information discussion Action Group. 00:41:05
Authorized advertisement of request for qualification. 00:41:08
Number 08142025. 00:41:11
Nano Creek waterways cesspool project soil. 00:41:14
Evaluations, designs and installation services. Good morning. 00:41:18
Good morning, Chairman, members of the Board. So this is the Canal Creek waterway accessible project we've been working on again. 00:41:22
So this is. 00:41:29
We worked with Mr. Garrett from Wastewater. 00:41:30
Put together a good scope of work as we could want Olivia from finance and. 00:41:33
The whole point is we're going out for quotes to try to get a list, kind of like what we did during the. 00:41:38
Post flood. 00:41:43
To aspire recovery with the floods. 00:41:44
We're trying to get a list of all the different engineers and wastewater contractors, soil contractors that we can. 00:41:46
So then each one of these projects that comes up. 00:41:51
We're probably gonna do somewhere between like 10 and 15 projects along the waterway. Each time a project comes up, we can do an 00:41:54
internal. 00:41:57
Blow it out to each one of them. 00:42:01
And go with the best bitter for each one and that will help. 00:42:03
Expedite the process a little bit rather than going to bid for all 15 projects, so. 00:42:06
Trying to go out for RFQ to get a list of all the best. 00:42:11
Lots of bitters and. 00:42:14
Make sure that we can. 00:42:15
Move forward and I said Jake put together a pretty good list of all the things that he wanted in there. 00:42:17
He already has his list of things that wastewater contractors in the county do to get on that list, so. 00:42:21
If we feel like it's pretty well put together. 00:42:27
To add to that. 00:42:30
The last board meeting, if you remember, so we gave. 00:42:31
The board voted on an item at the regular meeting to give Mr. Driscoll. 00:42:34
Permission to. 00:42:39
Approve the contract but. 00:42:40
The intention was when Mr. and Alvo and I worked on this. 00:42:41
Was. 00:42:45
We, the Board of Supervisors, approved that $500,000 from ADEQ. 00:42:46
For the cesspool project. 00:42:50
And then we would go out to bid and get this list of contractors. 00:42:52
Through by the Board of Supervisors that would be working on the projects. 00:42:55
Then we get those individual quotes from those. 00:42:59
Vendors for each one of the projects that Mister O'Driscoll would be able to. 00:43:02
Approve those individual quotes within the 500,000 that was approved and the RFQ. 00:43:06
List of bitters. It was approved. 00:43:12
Hopefully that. 00:43:13
Clarifies better. 00:43:14
The intentions were we might have done the part before. 00:43:16
For the horse on that one, she's just. 00:43:18
Archiving. 00:43:20
OK. Thank you, our supervisor. 00:43:23
Yeah. So on those projects. 00:43:26
The cost? 00:43:28
Her project could probably vary depending on where it's at, where it's located. 00:43:29
What needed to? 00:43:33
Take care of the problem. 00:43:34
And go forward. 00:43:36
So by. 00:43:38
By putting it out forbid. 00:43:40
And on a list, then we could get more contractors involved. 00:43:41
NS which would help. 00:43:46
Time wise. 00:43:47
Completing the project. 00:43:49
Correct. We're down to by the time we get all this done, it looks like we'll be down to about nine months. 00:43:50
For the 10 to 15 projects. 00:43:56
So we assume you know in the back. 00:43:58
But we already have with some of the. 00:44:01
On contractors that. 00:44:02
We may have to stack projects to get them through, so I don't think like. 00:44:04
This way it gives us a chance to kind of bid each one out to not only get the best bid for each quote for each one, but also to 00:44:08
kind of make sure that we can get all the projects out of time. 00:44:12
And give all the qualified contractors. 00:44:16
The opportunity to take advantage of. 00:44:19
The project. 00:44:22
Thank you. 00:44:24
By decline. 00:44:26
So, Josh, I think that's a good plan. 00:44:28
You know we did that with the. 00:44:30
Emergency services and road work and all that in a work. 00:44:32
Work well. 00:44:35
And so you're going to, you're going to be working with Jake and them and you're going to put a list of all these different 00:44:36
contractors together that has anything to do with wastewater. 00:44:40
And then you're going to present that list in front of us, right? 00:44:45
If correct the worship version OK of the list of people that respond to OK and then to have that straight. 00:44:48
Once we approve that. 00:44:53
Whatever that list may be. 00:44:55
Then when Michael is working with. 00:44:56
These individual projects, he can just go to that list and. 00:44:59
And have them whoever's gonna bid on it, and then take the. 00:45:02
Most appropriate bid. 00:45:05
Go with it. 00:45:07
Correct. OK. 00:45:08
I think that's a good plan. 00:45:10
OK, good. 00:45:12
A promotion. 00:45:14
Mr. Chair, I move to authorize the advertisement of request. 00:45:16
For qualifications number 0814. 00:45:19
2025. 00:45:22
And I'll second that. 00:45:24
Motion and 2nd to approve. Those in favor say aye aye aye. 00:45:25
Extraction. Next will be item 2H Information Discussion action. 00:45:29
To approve amendment number one to the Master Services Agreement. 00:45:33
With America's. 00:45:37
Health care staffing incorporated for jail nursing. 00:45:38
Staff increasing the contract amount to 120,000 for the. 00:45:42
February 21st, 2025. 00:45:47
Through February 23rd, 2026 term. 00:45:49
Good morning, Officer. 00:45:53
All right, Sir, Mr. Chairman, members of the Board. 00:45:55
As we know. 00:45:59
Nurses are in high demand. 00:46:00
For the last year, I used to have a director of nursing. 00:46:03
Which is now going. 00:46:05
They're trying to fill. 00:46:07
The jail is required to have. 00:46:09
Minimum staffing. 00:46:11
My minimum is 4. 00:46:12
OK, I haven't had we're authorized 5 nurses. 00:46:14
I've had one nurse go out. 00:46:18
So now I'm down. 00:46:20
Americus fills the contracts so I can at least have 4 on staff. 00:46:21
Umm, it's kind of more wrapped. If you have any questions I'll be free to ask. 00:46:26
Thank you. 00:46:31
Supervisor Humphrey. 00:46:32
Yeah, and and I believe it was a. 00:46:34
Are not to exceed. 00:46:37
Amount. Yes, Sir. 00:46:38
OK, so then that way if you need them, fine. If you don't need them, fine. And so. 00:46:40
We currently have one come on. So I'll go back up to. 00:46:44
Basically it fills so I can keep the channel open. 00:46:46
Yeah, but that would give you. 00:46:49
Room as. 00:46:51
As yes. 00:46:52
OK. Thank you. 00:46:55
Thank you, Supervisor Klein. 00:46:57
I'm good. Thanks for bringing this up. 00:46:59
Yeah. Thank you. With that, I'll call promotion. 00:47:01
Mr. Chair, I'll make the motion to approve amendment number one to the Master Services Agreement. 00:47:05
With America's Healthcare Staffing incorporated as presented. 00:47:10
I'll second that motion, second to approve. Those in favor say aye, aye aye. Thank you. 00:47:14
Thank you. Right, we'll go to Item 2. 00:47:19
Information, discussion, action to review all. 00:47:23
Submitted for invitation for bid number. 00:47:26
02242025. 00:47:29
The Gibson Ranch Rd. roadway improvement project. 00:47:32
And award a contract to the lowest responsive and responsible bidder. 00:47:35
Cactus Transport. 00:47:40
Two LLC doing business as. 00:47:41
Cactus at fault? 00:47:44
Before the contract amount of $979,472. 00:47:46
And $0.60 plus a 10% owner. 00:47:51
Contingency of $97,947.26. 00:47:55
A total amount of 1,000,000. 00:48:01
$77,419.86. 00:48:03
Good morning, Tom. 00:48:09
Good morning, Mr. Chairman and board members. 00:48:10
This is a request to award a contract. 00:48:12
Cactus Transport. 00:48:15
For the Gibson Ranch Rd. 00:48:17
Project. 00:48:19
A little bit of background, Gibson Ranch Rd. is a chip. 00:48:20
Two Lane Rd. Rd. 00:48:25
It's approximately 2 1/2 miles long. 00:48:26
The road is a It's a high priority for Healer County to get this road fixed. 00:48:29
The road is in poor condition. 00:48:35
It's got a lot of pot. 00:48:37
Holes. The chip seals are falling apart. There's some great failures. 00:48:38
And it needs to be addressed. 00:48:43
So in recent years, a couple of years ago. 00:48:46
The board approved us to go out and get a design for this project, which we did with digital engineering. 00:48:49
Devil Engineering. 00:48:56
Designed it with the double chip seal. 00:48:57
And improving the subgrade failures. 00:49:00
Addressing the potholes. 00:49:03
Their estimate was $1.6 million. 00:49:05
So back in June of this year. 00:49:09
We did bid opening on the project. We had five contractors bid on the project. 00:49:12
And the low bidder was Cactus Transport. 00:49:17
And their bid was $979,472.60. 00:49:20
Procurement and public works. 00:49:27
Went through all the five bids and our conclusion is that. 00:49:30
We are recommending that. 00:49:35
The board do award. 00:49:36
Does award the contract to cancel? 00:49:38
Cactus Transport. 00:49:40
And I'll be happy to answer any questions. Thank you, Supervisor Hilfig. 00:49:42
Well, you're not going to like this one. 00:49:46
That's the same company that did guys. 00:49:49
Yes, OK. 00:49:52
Guy stealing Rd. was horrible. 00:49:54
It was a mass. 00:49:57
There was debate on the project. 00:49:58
What what what material with spec for the project? 00:50:00
Even if it was the material spec. 00:50:05
They put down. 00:50:07
A sticky goo. 00:50:09
Put rocks on it and left. 00:50:10
For the public to drive on it. 00:50:13
Which created a major problem because that's one way in. 00:50:15
One way out. 00:50:19
We had a lot of. 00:50:20
'Cause damaged. 00:50:22
I was not real happy with their insurance the way they treated it. 00:50:25
Our crew just re chip sealed that road. 00:50:30
To try to make it better because there was a lot of settling. 00:50:33
A lot of bumps in it, so we thought maybe we'll fill in some of the gaps. 00:50:36
Didn't work. 00:50:41
Talking to engineering, which is you guys. 00:50:42
Now we're looking for money to repay of a road that they chip sealed for us. 00:50:45
And so we're going to reward them. 00:50:50
With $1,000,000 contract. 00:50:52
To do another job for Gila County. 00:50:55
I can not. 00:50:58
Give you a motion. I won't second a motion. 00:50:59
With cactus asphalt doing any work. 00:51:03
For he'll count. 00:51:07
The way that we were treated, the constituents of Gicella were treated. 00:51:09
On the road that they did. 00:51:13
Product, not product. The fact that they left. 00:51:16
In a situation. 00:51:19
That created all those problems. 00:51:21
I I can in good faith. 00:51:24
Approve anything. 00:51:27
For cactus. 00:51:28
Or he'll count. 00:51:30
Yes, Sir, and I will. 00:51:31
Try to defend Cactus and we had five bids. 00:51:33
Not as if they were the only good. 00:51:36
Supervisor clock. 00:51:40
Wow. So who's the next bidder in line? 00:51:42
So we have 5 bids. Cactus Transport was low bidder $979,472 the next. 00:51:46
Low bidder is action direct. 00:51:53
And their bid was 1,000,000. 00:51:56
$338,469. 00:51:58
That is a difference of 358,000. 00:52:02
997. 00:52:06
OK. 00:52:09
One or a quick question, what's on my mind? What's this 10% owner contingency? 00:52:10
That's the contingency so that if we do have. 00:52:15
Conditions that we weren't. 00:52:19
Didn't anticipate like change orders or whatever. Yes, OK, now we don't have to come back to the board. 00:52:20
And so. 00:52:27
So the contingency and the amount. 00:52:28
For cactus was. 00:52:31
1,077,000 And what was this over 1,000,300? 00:52:33
For action Direct is $1,338,469. 00:52:38
Have we worked with Action Direct before? 00:52:46
Not that I'm aware of, no. 00:52:49
Who did the design? 00:52:52
On the oil. 00:52:53
Part of it did. 00:52:55
Did we do that or how did that come out to be? 00:52:57
On that one, go ahead, Alex. 00:53:00
So action direct is red point. 00:53:02
Contracting, which is currently doing the Russell Gulch project for us. 00:53:04
So they're they're doing business as a road point. 00:53:08
OK, so they they've changed their construction name or? 00:53:11
But it's the same company. 00:53:15
And who did the design on the oil? 00:53:17
That was a. 00:53:21
We selected the. Are you talking about on? 00:53:22
No on this one for Gibson ran. 00:53:26
In coordination with. 00:53:30
The with Dibble and. 00:53:31
County engineering staff. 00:53:33
OK, I can't say that I I. 00:53:37
I can't argue with. 00:53:40
Mr. Humphrey, on this one, I really can't. 00:53:41
That was a bad, bad debacle. 00:53:44
Umm, all the way around. 00:53:47
And so I can't argue that. 00:53:50
That point at all, but I think in. 00:53:52
In good faith to me is we could go with the next qualified bidder. 00:53:55
Is what I would see. 00:54:00
For, you know, there's not. 00:54:02
I mean $300,000, yes, it is a lot of money been the scheme of a project like this it's. 00:54:04
Not and and I think it might be. 00:54:09
It might might be a good thing. Give them a try. 00:54:14
That's just where I'm at. 00:54:19
Well, Mr. Chair. 00:54:20
OK. 00:54:22
Yeah, this is exciting so. 00:54:23
Cactus made a mess out of Rd. 00:54:28
Actus tried to fix the guys here alone. 00:54:32
And I wasn't happy with it either. It's not in my district, but I. 00:54:35
You know, appropriate months for that, funds for that. I go down there and I'm like this thing's. 00:54:39
A mess and then we redid it. 00:54:44
For the money we spent, I kind of thought we. 00:54:48
Get a better end result. 00:54:50
Yes, I agree with Mr. Humphrey. 00:54:52
As far as rewarding? 00:54:57
Or quality with another contract. 00:54:59
And be careful with that. 00:55:03
So what what guarantees though do we have by spending this extra money that the next company? 00:55:04
Will do a much superior job. 00:55:10
And So what? 00:55:13
Is it that the county does that you do that the? 00:55:15
Public Works Director or anybody? 00:55:18
Does to assure. 00:55:20
That we're getting our money's worth. 00:55:23
And what happened? 00:55:25
With GEICO Rd. that we didn't get our money's worth. 00:55:26
Why? And so where's the safety valve in there? 00:55:30
So we have built. 00:55:34
There was a lot of lessons. 00:55:36
Learn one guy, see what for us. 00:55:37
And so for this project, we've built in a number of safeguards. 00:55:39
And I can go through those real quick. 00:55:43
So we're going to ask for a, we're going to require a chest. 00:55:50
Chip seal test strip. 00:55:53
And this is going to be at our location on Gibson Ranch Rd. It's going to be 500 feet. 00:55:55
Minimum wage. 00:56:01
Contractor has to put down this test strip and then. 00:56:02
Let it sit, Let us take a look at it. Make sure it eats. 00:56:06
All of our requirements before we will allow them to continue. 00:56:09
So that's the first thing. 00:56:13
Second thing. 00:56:15
Is we're going to require them to work one lane at a time? 00:56:17
On Geisela, they went from one lane and immediately switched traffic. 00:56:21
Afford had time to cure and started working on the 2nd lane. 00:56:25
So this requirement is going to say you can work one lane at a time and you cannot move to another lane. 00:56:28
Until it's approved by. 00:56:33
Gila County engineering staff. 00:56:35
So that's it. 00:56:36
That's the second one. 00:56:38
The third one is. 00:56:40
We are going to require that there's nighttime traffic restrictions. 00:56:41
If we're not happy with. 00:56:45
The condition of it. 00:56:47
As it's approaching nightfall. 00:56:48
We're going to say this has to be closed all night long and you have to provide pilot card or flagging operations. 00:56:50
For that entire night. And that's at their cost. 00:56:56
And we, we don't have to like put traffic on it just because it's nighttime. 00:56:59
We'll keep it closed all night long. 00:57:04
The last one we did is we're going to say lanes cannot be opened. So once they do have an entire lane of chip ceiling, they cannot 00:57:07
open that lane until it's approved by. 00:57:12
Gila County Engineering. 00:57:16
OK. The other. So that's what we're going to put on the contract. 00:57:18
What we're going to do is we're going to have a full time project manager out on the project. 00:57:21
Along with that. 00:57:26
Alex and I will be out there on regular basis on this project. 00:57:28
Again, we learned a lot of lessons from Garcia. 00:57:32
Well, and I'm glad. 00:57:34
And so as. 00:57:36
We look at the. 00:57:37
The item here it says responsive. 00:57:40
And responsible. 00:57:43
Both words. 00:57:45
And. 00:57:46
And seems to be that there is a question as to whether or not. 00:57:48
The suggested contract. 00:57:51
Award B2. Cactus Transport. 00:57:54
Is not going to be the most. 00:57:56
Responsible or responsive bidder. 00:57:58
Umm Alex, you mentioned that umm, this other second. 00:58:01
Did her here at 1,000,003. 00:58:09
That we're already using them? What? 00:58:11
Opinion do you have on? 00:58:13
That company. 00:58:15
So we want to cover that out. 00:58:17
Because you're working with that. 00:58:20
Comparatively. 00:58:24
So the second bidder is Action Direct, which is Red Point Contracting. We're working with them on the Russell Gulch project. 00:58:27
And uh. 00:58:34
We've had a few. 00:58:35
Lessons we learned on that project as well. 00:58:37
OK. Can you elaborate? 00:58:40
So. 00:58:42
That there were some issues with. 00:58:44
Rain. So that's the drainage project and. 00:58:46
Material mass ended up. 00:58:49
Walking away, there was an issue with. 00:58:51
The. 00:58:54
The double box currency, The double arch culverts. 00:58:56
Or on that. So that would be. 00:59:00
Redone as well. 00:59:01
That being said, at this point we are here in the end of that project and those things have been remedied. 00:59:03
OK, um. 00:59:11
I'm going to ask for your opinion and you're going to be reluctant to give it. 00:59:12
But do you like? 00:59:17
Would umm. 00:59:18
The difference of $300,000 or more be. 00:59:20
Of that value. 00:59:27
To change who we use. 00:59:28
Would the difference be significant? 00:59:32
I don't know how I can answer that. 00:59:38
Yeah, OK. 00:59:40
Thank you, Mr. Chair. 00:59:43
Very seldom when we looked at bids like we're looking at this one right now. 00:59:45
Matter of fact, in all the years being here, we never did have to look. 00:59:49
This we don't have. We're not obligated. 00:59:53
Take the lowest bid. 00:59:57
We don't have to do that. 00:59:59
One thing that. 01:00:01
I am definitely. 01:00:03
In favor of. 01:00:05
Is when a contractor does make. 01:00:07
Bad mistakes messes up whatever higher it may be. 01:00:09
That. 01:00:14
We don't just keep. 01:00:15
Shrugging our shoulders and saying Oh well, we go on and we go on and we go on. 01:00:17
I think that's. 01:00:22
That's not the. 01:00:24
The way to represent our constituents and their tax dollars. 01:00:25
And I think that if we have and we have the. 01:00:29
The ability to pick and choose basically our contractors. 01:00:32
Contractors will know. 01:00:36
That you mess around and you screw up a project in Hemet County. 01:00:39
You might not get a bit again. 01:00:43
You know that's a possibility. 01:00:46
And whereas we've never had to do that. 01:00:48
Across this little bridge. 01:00:51
But I think it's probably high time we did it. 01:00:53
So, Supervisor Humphrey, any more comments? Oh, just other than your? 01:00:57
The 300,000 but how much did it cost us to reach it seal the road and how much is it going to cost us to pave it because the 01:01:02
double chip seal? 01:01:05
Didn't work the first time. 01:01:09
Second time, so now we've got to pay that so. 01:01:11
How much is that gonna cost? 01:01:13
That we could be using on other projects if we didn't continually. 01:01:15
Fix a backwards project so. 01:01:19
Anyway, and thanks for bringing up the fire pit. 01:01:22
Yeah, if they do a. 01:01:25
Poor job in Hayley County. 01:01:26
You're recognized as doing poor work in the weekend. 01:01:28
So. 01:01:32
I've been in business, my wife and I really for. 01:01:34
Almost 40 years and. 01:01:37
We make mistakes. Everybody makes mistakes. 01:01:39
It's not the fact that you. 01:01:42
Don't ever make a mistake, it's what you do about it. 01:01:44
After the mistake is made. 01:01:47
How you rectify it? How you make it right again? 01:01:49
And if you lose money making it right again, that's part of being in business. 01:01:53
Oh, that's my comment there so. 01:01:58
I'm gonna yes, Sir. 01:02:02
Mr. Miller. Mr. Menmo. 01:02:04
Yes, I was gonna just about ask. 01:02:06
So. 01:02:09
Would we want to? 01:02:14
Make a motion and vote up or down on this item. 01:02:15
And then have it represented later. 01:02:18
Mr. Chairman, yes, that is one option, but it is the Chair pointed out. 01:02:23
At the beginning of the discussion. 01:02:27
The proper bids calls for the Board of Supervisors to award it to the. 01:02:29
Most responsive and responsible. 01:02:34
Based on the dialogue especially. 01:02:36
Comments by Supervisor Humphrey. 01:02:39
It does not appear that the low bidder. 01:02:41
Is a responsible bidder. 01:02:44
And so the. 01:02:46
The board is free to reject. 01:02:47
That bit. 01:02:50
And then? 01:02:51
You can either table this. 01:02:53
And redo it I would like. 01:02:55
Based on the. 01:02:57
Comments that the supervisor Humphrey made. 01:02:59
That I was unaware of with the Guys You know project. 01:03:02
Go back through the agreement itself. 01:03:05
That the contractor will assign to make sure that the county is fully protected. 01:03:09
From defective work. 01:03:13
Done by the contractor. 01:03:15
OK, thank you. I will work with. 01:03:17
With time to get a quick. 01:03:22
And they'll leave it to get a quick turn around. 01:03:23
Maybe get this back for the next board meeting. 01:03:26
Knowing the sensitivity of like 2 weeks that way. 01:03:29
We are running out of time so if. 01:03:33
We can do. 01:03:35
What was the name of the other? 01:03:37
Action Direct. 01:03:41
Action direct OK. 01:03:42
What I'm going to do then, if it's legal? 01:03:45
Is to ask for a motion. 01:03:47
To approve a contract. 01:03:51
Today on this item. 01:03:54
OK, and we have the figure, we have the names. 01:03:56
And I'll just call for motion and see where it goes. Does that sound like? 01:04:01
Something we can do, we're going to run out of time. 01:04:05
On this project. 01:04:08
It's September. 01:04:10
Oh yeah. 01:04:11
A good way to do it is to reject. 01:04:15
The low bid. 01:04:17
Because that. 01:04:19
Is neither responsive nor responsible. 01:04:20
And then select another bitter. 01:04:22
OK, right. 01:04:25
And do we need to name the dollar amounts? 01:04:28
Yes, Sir. 01:04:31
OK, so we have $1,338,469. 01:04:32
Yes, Sir, Do we want to amount? 01:04:37
Do we want to add 10% contingency to that? 01:04:40
And we can just say that at 10% contingency. 01:04:43
Or do we have to have a number? 01:04:48
Which would be 1. 01:04:50
133,840. 01:04:51
$7.00. 01:04:53
That's in my head. 01:04:58
Yeah. 01:05:00
After you reject. 01:05:04
A little bit of cactus asphalt to name the. 01:05:05
The next lowest bid? 01:05:09
And its base amount together with the 10% contingency. 01:05:11
To be held by the county. 01:05:15
For any to cover any change. 01:05:17
OK. 01:05:20
We'd like to make that. 01:05:22
Motion. 01:05:23
I don't have all the information to make the motion. I'll make the motion to. 01:05:26
Reject the low bidder and award the second. 01:05:31
Of bitter. 01:05:36
Up from the lowest bidder. 01:05:38
Let me read them. Let me read. 01:05:41
Let me read it. 01:05:43
And that would be. 01:05:44
OK, this is. 01:05:46
For item 2, I Information Discussion action. 01:05:48
To review all the bids submitted. 01:05:51
And we're doing that. 01:05:53
For invitation to bid number 2242025. 01:05:54
Gibson Ranch Rd. 01:05:58
Improvement project and award the contract. 01:06:00
To the lowest responsive and responsible bidder. 01:06:03
Which is. 01:06:08
Action. 01:06:11
Direct. 01:06:14
In the amount of. 01:06:16
1,338,000 Fi. 01:06:18
$469. 01:06:21
And with a plus a 10% owner contingency of 133,000. 01:06:23
$847. 01:06:28
For a total amount of what those two total 2? 01:06:30
Which is. 01:06:34
And that to take out randomly a lot of time. 01:06:39
No too, I need a calculator now. 01:06:41
Alex has beat you to the punch. 01:06:45
UH-60893. 01:06:47
In 19/11/12. 01:06:51
Up 7 and. 01:06:53
For a total of 1,472,000. 01:06:57
306 dollars. 01:07:00
300 and. 01:07:02
6 or 16. 01:07:04
$16. 01:07:06
$1,472,316. 01:07:09
I will call for. 01:07:13
A motion. I'll second that. 01:07:14
You will make that motion. 01:07:17
I'll make that motion. 01:07:18
And I'll second it. 01:07:20
Very good gentlemen. Thank you for the discussion. 01:07:21
All those in favor say aye, aye aye. 01:07:24
There we go. 01:07:27
Thank you. Let's get that paved and do a great job. 01:07:27
OK. 01:07:31
Uh, that that, that was interesting to Jerry. Information discussion approved professional service. 01:07:37
Contract number. 01:07:42
070825. 01:07:43
Policy development group. 01:07:45
Incorporated to provide professional. 01:07:47
Lobbyist services for the period of July 1, 2025. 01:07:49
Through June 30, 2026 for maximum not to exceed. 01:07:53
Compensation amount of $72,000. 01:07:56
Inclusive and allowable expenses, Mr. Metro. 01:07:59
Mr. Chairman, members of the Board on January 21st, 2021, the Board of Supervisors. 01:08:03
Originally awarded a contract with Policy Development Group. 01:08:07
To perform lobbying services with the State of Arizona, the Arizona State Legislature. 01:08:11
They have been working with us for. 01:08:16
The four years since then. 01:08:18
And it is time that we. 01:08:21
Consider renewal of a contract with them. 01:08:23
With lobbying services, it takes relationships and takes those relationships take time to develop. 01:08:26
And one of the great examples of that relationship that the. 01:08:32
Policy development group. 01:08:36
Has had with. 01:08:38
The state legislature was. 01:08:39
The ability to get. 01:08:41
Uh, included in the budget? 01:08:44
Which I don't know if it's ever happened. 01:08:46
This way. 01:08:48
But you get. 01:08:50
Authorization for Gila County to operate the Pleasant Valley Veterans. 01:08:52
It was kind of silent. There was nothing in the state. 01:08:57
Laws that said we couldn't do it. 01:09:00
But nothing that expressly permitted us. 01:09:02
And that gave us problems with some of our risk. 01:09:05
Retention and risk liability, things that we had to. 01:09:08
Cover and make sure that our liability. 01:09:11
Issues were. 01:09:14
Completely covered. 01:09:15
So with that, the policy development group was able to get that through so. 01:09:16
Request that we renew the contract with Policy Development Group for the next year. 01:09:20
Provide login services to heal accounting. 01:09:25
On a state level. 01:09:27
Thank you, Mr. Thank you, Supervisor Humphrey. 01:09:29
I have no questions. 01:09:32
Supervisor Klein. 01:09:33
Well, I don't have a question, I just have a comment. These guys have been awesome to work with. 01:09:35
They've been really good. They've always. 01:09:39
Got a good feel for what's going on in the. 01:09:41
The Legislature and. 01:09:43
They they've been really great so. 01:09:45
Thank you. 01:09:47
Mr. Chairman, I just might add that one thing that they're working with us have been. 01:09:49
Investing a lot of time with. 01:09:53
Is the cleanup of properties and. 01:09:54
And things that we're planning to take to the state. 01:09:57
To six county supervisors association and trying to find the legislative. 01:10:00
Solution to blank. 01:10:04
In Heliconian throughout the savour. 01:10:06
OK, great. And I love them too. They're great so. 01:10:09
Without motion. 01:10:12
Mr. Chair, I'll make the motion to approve. 01:10:14
Professional services contract number. 01:10:16
070825 with Policy Development Group incorporated as presented. 01:10:19
I'll second that. 01:10:26
2nd to approve. Those in favor say aye. 01:10:27
Item 2K Information, discussion action about the proclamation. 01:10:31
Number 202508 for cleanse. 01:10:35
Order the designation. 01:10:37
Of the LF Quinn Memorial High. 01:10:39
Highway case. 01:10:41
Mr. Chairman, if I could, it's quite explanatory, the proclamation. 01:10:42
I could read that to you. 01:10:47
Would explain what is going on here. 01:10:49
Requests from a group to. 01:10:52
Present this to you and bring this forward to the board. 01:10:54

Was also a successful businessman. 01:11:48
Owning and operating several enterprises, including the Texaco station in Miami. 01:11:51
And the busy boy in Globe. 01:11:56
Which is now recognized as the Dairy Queen. 01:11:58
Near the edge of town. 01:12:01
And whereas among them. 01:12:03
His many contributions to public service. Ella Quinn was instrumental. 01:12:04
In the development and. 01:12:08
And state maintenance of Arizona State highways. 01:12:09
Route 77 security improvements. 01:12:12
And the inclusion of the stretch between Globe and Winkleman. 01:12:14
Mouthpulse 170.9. 01:12:17
3/2. 01:12:19
135. 01:12:20
Into the Arizona State highway system and whereas his efforts. 01:12:22
Infrastructure development. 01:12:25
Fostered economic. 01:12:27
Improved regional connectivity. 01:12:29
And left the lasting legacy on a transportation network. 01:12:31
And the state of Arizona. 01:12:35
And where? 01:12:36
People of Gila County and the town of Miami which to honor? 01:12:37
The memory and service of. 01:12:41
By formally supporting. 01:12:43
The petition to the Arizona State Board of Geography. 01:12:44
Geographic and historic names and all other related entities to designate this portion. 01:12:48
Of state Route 77 has. 01:12:53
Memorial Highway. 01:12:55
Now, therefore be it proclaimed that the Heila County Board of Supervisors does. Here's why. 01:12:57
Does hereby support the designation of the support. 01:13:01
Of State Route 77 from milepost 170.93 to my post. 01:13:04
135 is the LF Quinn Memorial Highway. 01:13:08
Recognizing his decades of public service, his contributions to our. 01:13:11
Infrastructure and is enduring in fact. 01:13:14
On our community. 01:13:17
Did you have his? 01:13:19
Pick you up here on the wall. 01:13:21
He's back there in history a little ways. 01:13:32
Yes. 01:13:42
Thank you, Mr. Manlove, Supervisor Humphrey. 01:13:43
I have no. 01:13:46
Questions. This proclamation was brought to us by. 01:13:47
His family. 01:13:51
There's a group that's in Miami. 01:13:53
That. 01:13:55
CS GO. 01:13:58
Avery, France. 01:14:06
President of the Lester F Quinn Memorial Association. 01:14:07
As requested, that the Board's guidance adopt this. 01:14:10
Proclamation OK, so Avery, France. 01:14:13
President of. 01:14:16
That association. 01:14:17
OK, well. 01:14:19
One thing I'd like to thank him for bringing it to us and us the opportunity to. 01:14:20
To pass this SO. 01:14:25
Thank you. 01:14:27
Supervise client. 01:14:28
Yeah, that's part of history. 01:14:30
I I remember. 01:14:32
Vaguely part of it, like the Busy Boy Cafe. 01:14:33
That was a long time ago. 01:14:36
I contribute it. 01:14:38
Actually, Mr. Chairman. 01:14:41
When they open the busy. 01:14:42
Buy 6 hamburgers. 01:14:44
Dollar. Sure. 01:14:46
And when I was a freshman. 01:14:48
We went down to play Winkleman. 01:14:51
We had to get out of the bus, let the air out of the tires by the bus. 01:14:54
On 77 under. 01:14:58
A mind structure. 01:15:01
And then reinplate the tires on the side and go to Winkleman and then do the reverse going back. 01:15:02
And so. 01:15:08
The realignment of 77 frame of those obstacles. 01:15:10
Is part of Let's Quinn's legacy in the county? 01:15:14
Yeah, that's cool. Thank you, James. That's great. So. 01:15:20
Every once in a while, somebody. 01:15:23
Serves. That makes it. 01:15:25
A very significant. 01:15:27
Impact. 01:15:30
And so. 01:15:31
With that, let's let's have a motion on this proclamation. 01:15:32
As chair, I move to adopt Proclamation number 20. 01:15:35
25 Dash. 01:15:39
08 And Mr. Chair, I'll second that. 01:15:41
