We want to keep him, he wants to keep us, so that's all good. 00:04:21

Just a little bit about you. 00:04:44
Hello, I'm sorry, all right, just a little bit about your new floodplain administrator. 00:04:46
Jeff has 31 years. 00:04:51
Experience in the field of water resources after graduating. 00:04:53
Northern Arizona University. 00:04:58
He is a licensed Professional Engineer and a certified. 00:05:01

He has worked for four private engineering firms over his 31 year career with his focus on drainage engineering. 00:05:06
He has designed and managed many projects not only here in Hilo County but. 00:05:13
In the state of Arizona and Southwest. 00:05:18
And he is very happy to be working for Gila County. 00:05:21
You have to stand up so they can see you. Oh, there you are. 00:05:24
You look close to me, so with that I'd be happy to answer any questions or if you. 00:05:27
Have any questions for you? Thank you, supervisor. 00:05:32
I have no question. Thank you. 00:05:37
Appreciate the. 00:05:39
The help with. 00:05:41
Gila County and their flood issues. 00:05:43
Yes, Supervisor Klein. 00:05:46
Jeff, how long have you been with the county? 00:05:48
Six months now. 00:05:50
Six months. 00:05:51
Are you? Are you? Do you come from the family disbands up there on the top of the rim? 00:05:52
Yes, I do. 00:05:56
Good deal because they're they're answers. 00:05:57
Who knows, your family used to sell. 00:06:00
Yes, Sir. 00:06:03
And so. 00:06:04
Gila County is full of floodplain issues. 00:06:07
We have issues from. 00:06:11
From from previous history and we have issues. 00:06:13
A I'm sure we'll have issues coming up. 00:06:17
You know, my focus is, is that we're able to work with those issues. 00:06:20
And we're able to work with the. 00:06:24
Citizens or constituents that's involved? 00:06:26
And and. 00:06:29
Where you come from? 00:06:31
And knowing part of your family. 00:06:33
Common sense is a big. 00:06:35
Factor in your position. 00:06:37
And personally, that's what I really. 00:06:39
Like to see? 00:06:42
So I. 00:06:43
Grateful that you want to work for Gila County and tackle this. 00:06:45
Project. 00:06:49
Because it it is a big one. 00:06:50
And, and by that I mean, you know, work with us as a board and whatever we need to do to. 00:06:53
To resolve a bunch of this and then. 00:06:59
Keep it. 00:07:02
Corrected going forward. 00:07:03
We're a long ways behind the power curve on this deal. 00:07:07
So the other question I would have for you. 00:07:10
Is the funding for this? Is it coming now? The. 00:07:14
The. 00:07:17
Flood control district. 00:07:18
It was already budgeted, yes. 00:07:22
OK. And is this? 00:07:24
Considered a new position. 00:07:25
In our staffing. 00:07:27
No, it's not a new position, it's a replacement of. 00:07:29
Somebody that retired. 00:07:31
And who retired? 00:07:32
It was. 00:07:34
Guard. That's right. Yes, OK. 00:07:35
OK, good. 00:07:40
The deal. Welcome aboard. 00:07:41
Thank you. 00:07:44
Thank you and welcome Board. Yes, thank you and. 00:07:46
Apologize. I think I called you Troy Smith. 00:07:49
That's, well, I don't know. I don't know. 00:07:52
You know we're not going to go there, but. 00:07:56
I'm sorry. 00:07:59
Troy White. 00:08:00
Even gone too long I. 00:08:01
You know I just been on vacate. Well not vacation. 00:08:02
My mind is scrambled, but thank you. 00:08:05
And so. 00:08:07
I have nothing else to say. 00:08:08
With that with that I will call for a motion though. 00:08:10
Mr. Mr. James, Yes, Sir. 00:08:13
Mr. Chairman, members of Board, I just want to clarify that. 00:08:15
We do have the flood control district, however there is no tax. 00:08:18
Associated with that, so that is funded by the general. 00:08:22
And all of this is budgeted. 00:08:26
But it is paid for by general fund. 00:08:28
Procreation from you. 00:08:31
Thank you, Mr. Chairman. 00:08:33
Verification and with that I will. 00:08:35
Mr. Chair, I moved to assign delegation. 00:08:38
For floodplain administration to the floodplain administrator. 00:08:41
Jeffrey, Spain. 00:08:45
And Mr. Chair, I'll second that. 00:08:46
We have a motion and a second to approve. Those in favor say aye aye. 00:08:48
Thank you. 00:08:52
Hey, I would call for a motion now to adjourn as the Gila County Flood Control District. 00:08:54
Board of Directors and convenience, the Gila County. 00:08:58
Library District Board of Directors. So move, Mr. Chair. 00:09:01
I'll second it. 00:09:04
OK. And those in favor say aye. 00:09:05
Hi, hi, hi. 00:09:07
Thank you, Adam. 00:09:08

I'll second it. 00:11:24
Those in favor say aye. 00:11:25
Aye, aye. 00:11:27
Item 3C is information discussion action to ratify the Board of Supervisors approval for the submission of a grant application to 00:11:28
the. 00:11:32
Arizona Public Service. 00:11:36
Corporate giving in the amount. 00:11:38
Of $5000 on behalf of Pleasant Valley Veterans Retreat, Incorporated. 00:11:40
Accept the award of $5000 from APS Corporate Giving and approve economic development agreement numbers. 00:11:45
2026. 00:11:51
00000065 in the amount of 5000 between Gila County. 00:11:52
And the Pleasant Valley Veterans Retreat, all of which. 00:11:58
The board has determined to be for the benefit. 00:12:01
Of the public. 00:12:03
Good morning, Kathy. 00:12:04
Good morning, Mr. Chairman, members of the Board. 00:12:06
As stated in the agenda item just here today. 00:12:09
As on behalf of the President Valley Veterans Retreat to ask that you. 00:12:12
Ratify the. 00:12:16
Nonprofits application through Gila County. 00:12:18
For the benefit of the gala that will be held on October the 4th. 00:12:20
And we have to do that. The board or the nonprofit has to apply through Gila County. 00:12:24
Because. 00:12:29
Nonprofit has not been in existence for a full three years. 00:12:30
So as of April of 2026. 00:12:33
The nonprofit board will be in existence for three years, and then they can apply on their own. 00:12:36
So this is a general fund money. This is Money that came from APS. 00:12:40
To Hula County for the purpose of funding. 00:12:43
Pleasant Valley veterans retreat for. 00:12:46
The gala to be held on October 4th. 00:12:48
Very good supervisor, Humphrey. 00:12:51
I I guess no question. 00:12:55
OK, Supervisor Klein. 00:12:57
Thank you, Kathy. 00:12:59
Thank you, Kathy. With that, I'll call for a motion. 00:13:01
Mr. I move to ratify the Board of Supervisors approval for the submission. 00:13:04
Of a grant application to APS Corporate on behalf of. 00:13:09
BBR umm. 00:13:13
Accept the award of $5000 from APS Corporate. 00:13:16
Giving and approve Economic Development Agreement number 2026. 00:13:20
00000000. 00:13:25
65. 00:13:28
In the amount of $5000. 00:13:29
Between Gila County. 00:13:32
And PVBR, all of which. 00:13:33
The board has. 00:13:35
Determined to be for the benefit of the public. 00:13:37
And I will second that, Mr. Chair. 00:13:39
And I should add to that about. 00:13:41
One of the purposes of getting money up front. 00:13:42
At this $5000 that we get from APS is the third year. 00:13:44
And what we? 00:13:48
Always use this money for is that we hire an audio. 00:13:49
Visual. 00:13:52
Company that comes in and they provide the screen and the sound system and the TV's. 00:13:53
And everything for all of the presentations throughout the evening. 00:13:57
So that's why we applied to Monday to APS to help offset. 00:14:00
The expenses of putting on. 00:14:03
Yeah, OK, Mr. Chair, if I may, Yeah, just one thing be it's a pass through and we had to say for the benefit of the public. 00:14:06
The public is not. 00:14:14
Can't stay at the. 00:14:15
PVR correct? 00:14:17
The general public? No veterans. 00:14:19
Were public and for the benefit of the public and I. 00:14:22
If I get a call and. 00:14:25
How does it benefit me? 00:14:26
Then I just wanted to clarify that. 00:14:28
Benefited their relatives. 00:14:30
Right. Thank you. 00:14:32
You're welcome. Thank you. 00:14:33
Thank you, Kathy. 00:14:35
We do have a motion and a second to approve. 00:14:36
Those in favor say aye aye. 00:14:39
Thank you Item 3D information discussion action to acknowledge. 00:14:43
Arizona Auditor General's. 00:14:47
Engagement letter and audit request. 00:14:49
List for fiscal year ending. 00:14:52
6:30. 00:14:54
25. 00:14:55
And ratify the Board of Supervisors approval from Mayor Dowing. 00:14:56
Hula County chief fiscal officer to sign both documents. 00:15:00
Good morning, Mary. 00:15:04
Good morning, Mr. Chair, Good morning, Supervisor Humphrey, Supervisor Klein. 00:15:05
Annually we sign off on these documents. 00:15:09
Given this. 00:15:13
The climate here in Arizona right now. 00:15:14
We've been encouraged by the county attorney's office. 00:15:18
To bring this to you so that you are aware of the information. 00:15:21
That we are providing to the state Auditor General's office. 00:15:25
And it also gives me a little bit of teeth that if somebody's going to miss a deadline on the ARL. 00:15:28
I can say, well, the Board of Supervisors already approved this deadline. 00:15:34
So, umm. 00:15:37
That's all we're here for this morning. 00:15:40
OK. Thank you so much. 00:15:41
Supervisor Humphrey. 00:15:44
I have no questions other than I hope that you don't. Have anybody missed it in? 00:15:46
Supervisor client. 00:15:53
I'm good man. Thank you. 00:15:54
Yeah. Thank you for all of that. I'll call for a motion. 00:15:56
Mr. Chair, I'll make the motion to acknowledge the Arizona Auditor General's engagement letter. 00:15:58
An audit request list as presented and ratify the Board of Supervisors approval for mayor and debating. 00:16:03
Heater County chief fiscal officer to sign both documents. 00:16:10
I'll second that. 00:16:15
You have a motion and a second to approve. All in favor say aye aye. 00:16:16
Aye, thank you. 00:16:20
Item 3E is Information Discussion action to review all bids submitted for invitation for bid. 00:16:23
Number 0318. 00:16:29
2:05. 00:16:31
Which will be for purchase of two. 00:16:33
New class. 00:16:35
10 Wheeler Water Trucks Award. 00:16:37
A contractor. The lowest, most responsive. 00:16:40
And responsible. 00:16:42
And qualified bidder. 00:16:44
And authorize the chairman's signature on the award contract. 00:16:46
We have with this. 00:16:50
Troy White and David Leforge. 00:16:51
Thank you Chairman. Board of Supervisors, like you said, this is just for the purchase of two new fast. 00:16:55
810 Wheeler water truck for a roads department. 00:17:02
This is going to be with RWC International. 00:17:05
For a total of 3. 00:17:08
187,000. 00:17:10
$458.50 for both trucks. 00:17:12
We did have 8 bids, three were non responsive. RWC International was. 00:17:15
The lowest. 00:17:21
Bid these two trucks. 00:17:22
Will replace older trucks that are. 00:17:25
25 years and older that are in our. 00:17:29
Roads Department. 00:17:31
However, one of those trucks will be sent to the Russell Goats landfill to replace a water truck. 00:17:33
Back in 2022 was deemed a total loss, so one of them will be repurposed, the other one will be sent to auction. 00:17:40
And with that, I'd be happy to answer any questions for you. OK. Thank you, Troy. Supervisor Humphrey. 00:17:47
Are they? Will they? 00:17:52
Trucks have the tanks on them or are we going to use the tanks off the other trucks? 00:17:54
This is just for the. 00:17:58
The truck and the. 00:17:59
Itself, not the tanks and pumps and things. 00:18:01
Yeah, it would come with a brand new tank. 00:18:04
Fully ready to go from day one everything. 00:18:06
Specked out with the water tank and the water cannon and everything that. 00:18:10
We had talked about with the road department. 00:18:13
OK, so when the other trucks go off for auction, the tanks will go with them? 00:18:15
Yes. 00:18:18
OK. 00:18:20
No further question. Thank you, supervisors. 00:18:23
Project Coin. 00:18:26
So the tune of trucks, you didn't go to the road department and they wanted to. 00:18:28
One of them that's getting replaced before the land. 00:18:31
The book yet? Russell Gulch. Russell Gulch, Yes. 00:18:33
And there's no need for the other one to keep it. 00:18:37
For the other landfill or anything else? 00:18:40
No, and it's that one. 00:18:43
Is it really worth keeping? It's time for that. 00:18:46
So we're getting a lot of money wrapped up into those overrids. 00:18:49
David. Yes, Sir. 00:18:52
OK. Thank you. 00:18:54
Yeah, that was my question, so. 00:18:56
If you can't use the other one then it will end up going into an auction or something like that. 00:18:58
OK, very good. So we did actually that one that was deemed a total loss, we did. 00:19:03
Take all the good parts off of it and put it onto another older 1 so we were able to salvage a lot of the good parts. 00:19:09
And make an older one a little bit better. 00:19:15
To keep us going along for a little bit. OK, thanks for that. So the total loss when what was there an accident of some sort? 00:19:18
Yeah, it was involved in a rollover. 00:19:25
I don't know, four or five years ago. 00:19:27
Oh, OK. 00:19:29
And these are 4000 gall. 00:19:31
Water trucks. 00:19:33
According to what I read. 00:19:34
Yeah, yes, the new ones are 4000 gallon. 00:19:36
Yeah, OK. 00:19:39
Very good. So we can expect in the last 2-3 more decades. 00:19:40
Absolutely. 00:19:43
Not I mean really. 00:19:45
So, OK, thank you very much. 00:19:47
With that, I'll call for motion. 00:19:49
Next year I move to award. 00:19:51
Contract to RWC International, LLC. 00:19:53
The lowest, most responsive. 00:19:57
Responsible and a qualified bidder in the amount of. 00:19:59
$387,458.50. 00:20:02
In response to invitation for bid number 0318. 00:20:08
2025 as presented. 00:20:12
Mr. Chair, I'll second that. 00:20:15
Motion and a second to approve. Those in favor say aye aye. 00:20:16
I thank you. 00:20:20
Item 3F. 00:20:22
Information discussion Action to approve modification #3. 00:20:24
To Rd. project agreement #22. 00:20:28
Dash. 00:20:31
Or RO 11. 00:20:34
031200. 00:20:36
184. 00:20:39
With USDA Forest Service tunnel National Forest. 00:20:40
Which will update the administrative contracts and extend the term of the agreement from September 3025. 00:20:43
To March 1st, 26. 00:20:50
Alex, how are we? 00:20:53
Thank you, Mr. Chairman, Board of Supervisors. 00:20:55
As you know, I came before you about. 00:20:57
Six months ago to extend this contract immediately following that. 00:20:59
The Forest Service actually approached us to extend this contract again. 00:21:03
At which point we stopped. We had a meeting with. 00:21:07
The Supervisor Christensen. Supervisor Klein. 00:21:09
And Forest Service. 00:21:12
Try to figure out why we kept getting delays on this contact. 00:21:15
Contract. 00:21:18
Turns out there was some miscommunication between our. 00:21:20
Contractor in the Forest Service. 00:21:22
After that we. 00:21:24
Bund up all those. 00:21:25
Hole so that that's no longer the case. 00:21:27
These more. 00:21:29
First date. 00:21:32
Is the drop dead dates. Ideally they'll have everything done by the end of this calendar year. 00:21:33
And then in addition to that, we did have another delay, which is why I was. 00:21:38
Able to bring this before you guys sooner because we got awarded the smart grant. 00:21:43
To bring our designs from 60 to 100%. So I will actually be bringing that to you guys next week. 00:21:48
And so with that there was a delay as a dot. 00:21:54
Came on board to try and figure out where their EAS stood with the Forest Services EA. 00:21:56
So with that. 00:22:01
This entire contract is to extend the. 00:22:02
Agreement with the Forest Service to finish the environmental assessment for the 512 Rd. 00:22:05
By the end of. 00:22:10
February. 00:22:13
OK. Thank you, Alex. Supervisor Humphrey. 00:22:16
Thank you very much for your juggling act. It sounds like it's taken quite a bit to put this together so. 00:22:19
Appreciate it. 00:22:25
Thank you, Supervisor. 00:22:26
Our meeting paid off. 00:22:29
Good. Thank you, Alex. Appreciate it. 00:22:30
Very good. 00:22:33
To me, this just seems like a clerical. 00:22:34
Change and. 00:22:36
An extension. 00:22:37
All right. So with that, I'll call for a motion. 00:22:40
Mr. Chair, I'll make the motion to. 00:22:42
Approve modification #3 to Rd. project agreement number. 00:22:44
22 RO 11031200. 00:22:49
1/8. 00:22:54
Or with USDA. 00:22:55
Enforcer says presented. 00:22:57
Mr. Carroll, I'll second it. 00:22:58
Motion and a second to approve. Those in favor say aye. 00:23:00
Aye, aye, aye. 00:23:03
Thank you, Alan. Thank you. 00:23:04
My request of our legal department, Joe Alvo said that he would like. 00:23:05
Item 3G. 00:23:10
Tabled for confirmation to table that item at this time. 00:23:11
Mr. Chair, I will. 00:23:15
Make a motion to table 3G. 00:23:17
And I will second that. 00:23:20
All those in favor say aye. 00:23:21
Aye, aye. 00:23:23
All right, now we're just going right through this. We have a consent agenda items a. 00:23:26
Or A through D. 00:23:32
Supervisor Humphrey is. 00:23:35
Anyone of those are more? 00:23:36
Something you would like to discuss separately. 00:23:38
No, I'm fine. Thank you. 00:23:41
Same question, Supervisor Klein. 00:23:42
I believe I'm good. Thank you. 00:23:44
OK. So I'll call for a motion. 00:23:46
To approve. 00:23:48
Consent agenda. 00:23:50
Items for A through D. 00:23:51
So moved, Mr. Chair. 00:23:54
I'll second motion a second to approve. Those in favor say aye aye. 00:23:56
All right, call to the public. Is there anyone here? 00:24:02
I'm sorry. 00:24:09
Globe or Payson or. 00:24:11
No. OK. Moving on to Item 6, which will be our report. 00:24:13
Sports manager Menlo. 00:24:17
This chairman members aboard. A few things to report. 00:24:23
First of all, a few weeks ago I did have. 00:24:26
Lunch here in Globe with the Newtown manager for. 00:24:29
On a patient, Darren. 00:24:31
And she lived a shot that came here and. 00:24:34
Had a really good lunch. 00:24:36
Opportunity to meet the town manager for. 00:24:37
And they? 00:24:40
Are very open, very receptive to working with Gila County. 00:24:43
In fact, one there was a request and for your consideration to hold a Board of Supervisors. 00:24:46
Beating and Payson. 00:24:51
So that they can. 00:24:53
Be able to come and. 00:24:54
And interact. 00:24:56
With the board of supervisor so. 00:24:57
If you would consider that and we can have that discussion of. 00:24:58
Scheduling. 00:25:01
One of our board meetings in Payson at the Thomas Klein Martin Building. 00:25:02
State of county managers meeting last Friday. County managers. 00:25:10
Full meeting, but one of the main ones was to have the representation from the Arizona. 00:25:15
Auditor General. 00:25:19
With the issues that have happened in Santa Cruz, we asked to meet with them to. 00:25:21
Discuss the interaction and things that they're doing, differences that they're. 00:25:25
That they will include in their audit program to ensure. 00:25:29
The safety of. 00:25:32
Cash and investments. 00:25:33
Assets that we have. 00:25:35
One of the things that they have changed is that they are. 00:25:37
I've gotten state authority to go to. 00:25:41
Financial institutions. 00:25:44
And get essentially everything, every transaction, everything that. 00:25:45
Counties do for any. 00:25:49
Governor Lynch does with our financial institutions and making going. 00:25:51
Extract that information. Be provided that information. 00:25:55
From the financial institution. 00:25:58
What's a little bit different than? 00:26:00
Having to go through the county to get that. 00:26:01
Financial. 00:26:03
Transaction that data. 00:26:05
Be more comprehensive more. 00:26:08
Complete of everything that they can look at as far as the financial activities. 00:26:11
And ought to achieve. 00:26:15
And then finally, we did conduct last week. 00:26:18
Interviews for. 00:26:21
The public works director. 00:26:22
And we want to report that an offer has been made. 00:26:24
And accepted to Christine Smith. 00:26:28
To be the Gila County public. 00:26:31
Works director. 00:26:33
She's got different things going on for about a month. 00:26:35
And we started, I believe, on October. 00:26:38
16 so. 00:26:40
Have offered and would be glad to schedule a time for any of you to meet. 00:26:45
Christine to. 00:26:50
Have an opportunity to meet her and and. 00:26:52
Go forward with that. 00:26:55
New position and filling that position as Public Works Director. 00:26:56
Apila County. 00:27:00
We do with Troy, he has contracted to work until through. 00:27:02
It's over 17, so be a couple days. 00:27:06
Bugle out with that. 00:27:08
Happy to answer any questions or other comments if you should have. 00:27:11
Thank you, Mr. Jeff. 00:27:14
Thank you, Mr. Menlo. 00:27:17
Supervisor Humphrey. 00:27:18
My recent activities is I met with our hearing officer. 00:27:21
Don Volks on Wednesday the 10th. 00:27:26
That was a nice meeting just to visit with him about the different things that he. 00:27:29
Is going over. 00:27:34
When our. 00:27:36
When our code enforcement enforcement. 00:27:38
Summons people to him. I just was kind of. 00:27:40
Want to know how that full program was working and? 00:27:43
And get his input and. 00:27:46
And maybe give him a little. 00:27:48
Attended a District 2A monthly meeting on the 10th with. 00:27:49
Facilities Finance IT County Manager Mr. Menloff and. 00:27:53
Randy Plum. 00:27:58
Attended a healing county? No, didn't attend the healing county. Cattle growers. I was out of town. 00:28:00
I hope that went well. 00:28:05
Gentlemen, I I was unable to be there. 00:28:07
The steak fry on the 13th. 00:28:09
Had held a Roosevelt community meeting. 00:28:12
Monday the 15th and was on KQSS. 00:28:15
Also, uh. 00:28:20
Last night at 5:30. 00:28:21
And so that's all I have, Mr. Chair. 00:28:23
Anna, thank you, Supervisor, Supervisor Klein. 00:28:27
Uh, last Thursday I met with Troy and Alex and we talked about the Gibson Ranch Rd. 00:28:32
Kind of disheartening and the fact we're going to put it off again till next spring. 00:28:39
But it is somewhat out of our control to do that. 00:28:44
There was there was issues getting a. 00:28:48
Timely matter with contractors. 00:28:51
And now we're up against the weather. 00:28:54
And we do not want to. 00:28:56
Have a bad? Have a project go bad so. 00:28:58
It is what it is. 00:29:03
I will be watching that project. 00:29:04
And I will be making sure. 00:29:06
It will be pulled off next May. 00:29:09
One, whether weather is right, there's no reason for it to skip any longer. 00:29:12
They have agreed to send out a letter to a lot of the to all the people on. 00:29:17
They use Gibson Ranch Rd. explaining this. 00:29:22
And so. 00:29:25
It's still there. 00:29:26
It's still coming, but. 00:29:27
We're just going to have to wait. 00:29:30
Until the spring to make sure it's a good project. 00:29:32
Pull out right? 00:29:36
Yesterday I met with Matt Pittsorikin. 00:29:38
And his assistant, Jason? 00:29:40
Talked about a number of subjects. 00:29:45
And not. 00:29:47
Not just really. 00:29:49
District 3, but as a county as a whole. 00:29:52
Um. 00:29:55
Start off the The Forest Service is. 00:29:59
We won't. We've watched it now for the last year. Basically the funding has been. 00:30:01
Back with the new administration. 00:30:06
We watched a lot of their dollars get pulled back, their purchase authority get pulled back. 00:30:08
Yadda yadda yadda. 00:30:13
They wanted to run something by me, which is going to take Mr. Menlove a meeting with you to put together because I'd really like 00:30:15
you to be involved with. 00:30:19
What? What are we gonna do? 00:30:24
If we're getting anything. 00:30:25
But they would like to see if there's a way. 00:30:26
That the county could fall in there and help with. 00:30:29
Recreation sites. 00:30:32
And keep things cleaned up. 00:30:35
On some of these. 00:30:37
Dispersed camping sites mostly. 00:30:39
And so. 00:30:41
So, Mr. James, I want to be. 00:30:44
Pushing you on a meeting? 00:30:46
With with my partners here on that that we can all talk about. 00:30:47
Talked about the 512 Rd. 00:30:53
You know it's coming up like Alex said, we're. 00:30:55
We're pushing on that 100% design. 00:30:58
As soon as it hits, it's eligible. And well, it's probably eligible now to reach out for money. 00:31:01
On the 512 Rd. 00:31:06
We discussed it and I told him we're definitely going to have to have more discussion. Right now the 512 Rd. belongs to the. 00:31:11
Of the service. 00:31:17
It's not ours, we just do the maintenance on it. 00:31:19
They're willing to put right away fences on it. 00:31:22
And of course they want somebody else to own that road when they do that. 00:31:25
And so. 00:31:30
That will have to be in our discussion that we as a county as a whole. 00:31:31
Decide what's going to happen there. 00:31:35
I kind of set the part break on that and said Nah, you just might own that road for a long. 00:31:37
Time so anyway. 00:31:42
So that that was discussed. 00:31:44
He brought up, if you guys remember here, about a year ago, we helped the Sheriff's Office. 00:31:47
I think we gave them $25,000 to help retrieve a bunch of these old abandoned. 00:31:53
RV's and things out of the woods. 00:31:59
That has been a really good project. 00:32:02
They haven't spent the whole 25,000 yet. 00:32:04
But they've spent a portion of it. 00:32:07
And he said it's working. 00:32:10
It's really making. 00:32:12
A dent in the problem. 00:32:14
They have a new. 00:32:17
Leo onboard inpatient that's keeping an eye on a lot of these sites. 00:32:18
And so far. 00:32:23
There hasn't been anybody moving in behind them. 00:32:24
Trying to. 00:32:27
Revamp the site or whatever, bring something else in SO. 00:32:29
He wanted everybody to know what a good project that has been, a well worthy project. 00:32:32
And so I'm sure it'll be coming up from the Sheriff's Office sometime soon. 00:32:37
For discussion on that. 00:32:42
Umm, other than that, the Billy fire. 00:32:47
Has wound down. 00:32:50
They're in in. 00:32:52
Rehab. 00:32:54
Veritas, things like that they're working on. 00:32:56
That area the. 00:32:59
The Bear Fire area. 00:33:01
Will remain closed probably until next year for the most part. 00:33:03
Until some some things are done on that. 00:33:07
They did come out to the vet site. 00:33:11
Last week. 00:33:13
And receded the flat right there where fire Camp was in that Meadow. 00:33:15
They went in there and and. 00:33:20
Kind of turn that up a little bit and reseated it and watered it. 00:33:22
And so. 00:33:26
That that hopefully will grow. I don't know, it needs to rain, but we'll, we'll see about that. 00:33:29
And so anyway. But the Billy Fire as a whole was a. 00:33:34
Was. 00:33:37
Was really not that bad of a fire. 00:33:39
It took in a lot of country and there are some places it's going to. 00:33:43
Have the impact, but they're working on the. 00:33:46
On that as well. 00:33:48
He was a little grateful for the fact we let him set up our camp. 00:33:50
They're on the site. 00:33:53
Thanked me a couple times on that and. 00:33:55
That's the deal that I made with the supervisor a long time ago. 00:33:58
That you know it would be there for their. 00:34:02
You know, use if they needed it so. 00:34:05
And I think that was about it on that. 00:34:08
That meeting, umm. 00:34:10
I wanted to bring out that our new Clerk of the Board and assistance there. 00:34:12
I really dove into the minute. 00:34:16
And I want to thank you both for doing that. 00:34:19
They've been working on minutes as far back as 2. 00:34:22
23. 00:34:25
That were behind. 00:34:27
And they've been kicking them out left and right. 00:34:28
And I want you all to know that. 00:34:30
I'm really grateful and thankful we got these two on board. 00:34:32
Work that they're doing. 00:34:36
It's great to have you. 00:34:38
Both of you. 00:34:40
So and with that. 00:34:41
That's it. Thank you, supervisor. 00:34:43
And thank you, ladies. 00:34:47
I'll agree with that. I'm sure we all do. 00:34:48
Christine Smith Now, it's not going to be Smith. It's going to be white and White Smith. I can't help. 00:34:54
Trying to keep it up. 00:34:58
Thank you for all that. 00:34:59
It sounds like. 00:35:01
We're proceeding in a very good way. 00:35:04
I just got back from DC. I spent a week back there. 00:35:07
The main object in the middle of the week was piled. 00:35:10
And SRS payment in lieu of taxes. 00:35:13
It's your rural schools. 00:35:15
Those are both obligations that the federal government is committed to. 00:35:17
Give us. 00:35:21
But we have to go back and ask for it. 00:35:22
I I find that. 00:35:24
Virtually insulting. 00:35:26
Really close to just insulting. 00:35:28
Because. 00:35:30
We're all expected to pay our taxes and our obligations without having. 00:35:32
To be asked to do it. 00:35:36
And so they should be doing that. They agreed to do that. 00:35:38
And so. 00:35:41
The pill money we get is about four and a half million, I think, for Gila County. 00:35:43
Don't Money actually goes into 49 states. 00:35:48
And I would say most of them are going to be in the West. Most of them are going to be. 00:35:51
Where most of the federal lands are. 00:35:56
And so we get. 00:35:59
Some money, it's not enough. 00:36:00
But it's some and we need it. We need that four and a half million. The SRS we get about one and a half million if I remember 00:36:02
right. 00:36:05
So between those two, it's vital that we have those things. 00:36:09
And I. 00:36:14
I understand that pill. 00:36:15
One of the first rounds in the bill and everything. 00:36:17
Cut tilt spending. 00:36:21
From last year. 00:36:23
$100 million, they cut it. 00:36:25
Now, that's not from the president. 00:36:28
OK, that's not from Elon Musk. That's not. 00:36:30
Saying, let's be more frugal. 00:36:33
This is Money that's not being wasted. 00:36:35
OK, it's it's not like a waste of money. 00:36:39
So anyway. 00:36:42
When we met with the. 00:36:44
I bet with 11 people. 00:36:46
11 Congress people. 00:36:48
Or their staff and we recommended not only that they pay their obligation, but that they restore. 00:36:50
The value that was previously there in fact increase it. We have inflationary time. 00:36:56
Let's do that. 00:37:02
We're only talking about 600 and some $1,000,000 in an annual budget of. 00:37:03
A couple. 00:37:08
Really. I mean, it's just. 00:37:09
A miniscule amount of money comparatively. 00:37:12
I did meet with 11 different offices. I met personally with Mr. Gosar because he's a friend. 00:37:15
And was our representative here at one time and was still very involved in. 00:37:22
Doing what is right for Arizona in our region. He has some interesting ideas on. 00:37:26
Water. 00:37:31
And on the Forest Service. 00:37:33
And I'd like to learn more about his ideas, they seemed a little. 00:37:35
Different than other. 00:37:39
People solutions. 00:37:40
Coops and different things like that. 00:37:42
And then I also met in person with. 00:37:44
You like cream? 00:37:46
Office and Eli Crane. 00:37:48
We have Laurie Mills here. Thank you. 00:37:50
Coming this morning, she's our representative to him in this area. 00:37:52
I really like Eli Elise. Great. I really like all of his staff. 00:37:57
Very good. 00:38:01
Quality people. 00:38:02
And I had some serious conversations with him about. 00:38:04
Several things other than built in rural schools, including fossil. 00:38:07
Creek and I think we're going to get somewhere when it comes to doing some work. 00:38:12
End of the Fossil Creek area. 00:38:15
In fact, I'm just positive we are. 00:38:18
It's just very exciting to think about. 00:38:20
Also went to Senator Kelly's office. 00:38:23
He's been a friend to Hulu County. 00:38:26
And uh. 00:38:28
I wanted to. 00:38:29
Him through his staff. 00:38:30
For that and also. 00:38:32
Encouraged him to consider any future infrastructure funding for the 512. 00:38:35
As we are going to need that. 00:38:39
In the future and hopefully he'll be able to come through for us on that one. 00:38:41
And yes, the removal of RV's and trash out of the Forest Service. 00:38:46
Largely seems to be led by. 00:38:51
Cole Labonte. 00:38:52
And in Payson, and I think he's doing an exceptional job. 00:38:54
We are removing a considerable amount of garbage out of there. 00:38:58
I mean a considerable amount. 00:39:02
And it's working really well and I'm actually surprised he hasn't blown through the 25,000. 00:39:04
He's done a considerable amount of work. He's being very frugal about it. 00:39:11
So I would have to consider the worst part of my DC trip was missing the cattle growers. 00:39:15
Lunch. 00:39:21
Honestly. 00:39:24
That's where you get a serious piece of steak. 00:39:25
I wasn't there this year, so I couldn't tell you. No, none of us were there. 00:39:28
Oh, what a shame. 00:39:32
What a shame. 00:39:34
Well, thank you. 00:39:35
Cowboy Beans. 00:39:37
Is there the the whole thing? 00:39:39
So pill. 00:39:42
Always provides a. 00:39:43
When we go to the pill conference, there's a nice. 00:39:46
Dinner you go to. 00:39:48
Hotsy totsy place. So we went to this thing called the poem. 00:39:51
And my plate. 00:39:56
Were brought out after I ordered the. 00:39:58
Beef was seriously about this big around. 00:40:00
And, umm. 00:40:04
Smaller than a Wendy's hamburger. 00:40:05
In the center of this thing was a piece of meat. 00:40:07
Not one other thing on the plate. 00:40:10
It looked like. 00:40:13
I don't know what. I don't know what it looked like. It looked like I was. 00:40:14
Robbed. 00:40:18
That was my filet. 00:40:20
And so I was seriously unimpressed, honestly, And that's why I missed the Cattle Brewers, I think. 00:40:22
Quite a bit. 00:40:28
I felt like telling them, you know what, we we know how to make some beef. 00:40:30
Where we're from. 00:40:33
The northern Hema County Fair just occurred. Hila County was presented with this. 00:40:37
In appreciation for our support. 00:40:42
If it's all right, I'll hang it up in my office unless someone else wants it. 00:40:45
And also was on Komoji yesterday. We talked about a variety of things, one of which was the gala. 00:40:49
Had Cameron Davis. 00:40:56
Two weeks in a row on there. 00:40:59
Speaking about that, we're down to just a few tickets. 00:41:01
And I anticipate that's going to be a really great thing, a fundraiser for. 00:41:05
Pleasant Valley. 00:41:09
And so we look forward to that and also talk about DC and all the other. 00:41:11
Different things, so. 00:41:16
It was a good visit. 00:41:17
And. 00:41:19
So kind of a long report there, but I don't think I have. 00:41:20
I don't think I have anything else, so unless there's Mr. Chair. Yes Sir. 00:41:24
One, I guess you can name it in your office, but a lot of times it works. 00:41:28
To the board. 00:41:32
Or in the boardroom, but. 00:41:33
That's OK. 00:41:35
What was? 00:41:36
The awards like achievement awards, all that. 00:41:37
Anyway, yeah, we could do that. Would you recommend? That's up to whoever wants to. 00:41:41
But anyway, yeah. 00:41:46
You know, bringing up the fair I. 00:41:47
I, I had looked over this and I apologized, but I, I really wanted to thank Freeport Mcmoran. 00:41:50
For their partnership and. 00:41:56
Helping us with. 00:41:58
Headliner Entertainment for our. 00:42:00
Our fair this year. 00:42:03
I believe Smash Mouth and Hunter Hayes are going to be. 00:42:04
And they're going to play on two different nights. 00:42:07
They, you know, that's been a great partnership to help. 00:42:10
Bringing people to heal the county and. 00:42:13
And I I want to thank them for doing that. 00:42:15
I also want to thank the fair Committee because they've. 00:42:18
Gone are really out there supposed to be a bigger carnival this year and. 00:42:21
And if you look, it's really busy out there there. 00:42:25
Their volunteers and their work in their health. 00:42:28
Make it good and there's going to be a. 00:42:31
A ranch rodeo out there so. 00:42:34
So they've, they've done a great bunch of organizing. 00:42:36
And I'd also like to thank the accounting staff. 00:42:40
Because, uh. 00:42:43
If you if you're worried about a road and thinks it's going to be a while before we can get there because most of our staff. 00:42:44
Is trying to. 00:42:51
Help this fair go. 00:42:52
And get done. 00:42:54
As as it should. 00:42:56
And so they're putting a lot of work into that area. 00:42:58
And so I I just want to appreciate all of them and. 00:43:01
And thank Freeport Mcmoran for their partnership. 00:43:05
In wanting to help us. 00:43:07
In making. 00:43:09
Are fair a great one. 00:43:11
And with that two, thanks for. 00:43:13
All of the support for the fairgrounds that we are. 00:43:16
Able to put on. 00:43:19
Entertainment functions like this. 00:43:21
And I do believe we. 00:43:23
Could be on the calendar next year for the high school rodeo finals. 00:43:25
If we can pull it together. So I just want to thank everybody for their hard work. 00:43:29
And support in. 00:43:33
Working with the Hill County Fairgrounds. 00:43:34
To pull it out of the crack in the. 00:43:37
Get them run off and get some. 00:43:40
Electrical redone and things said because it's it's really great for Eva County and. 00:43:42
And we're able to put on some. 00:43:47
Pretty good events there now and it's. 00:43:49
And I feel it's going to get better so. 00:43:51
Anyway, thanks Freeport and all the staff and the Fair committee for. 00:43:53
Working as hard as you are for. 00:43:57
Are fairly sure. 00:43:59
Thanks for that report. Anything else? 00:44:01
So first client, I'll second that. 00:44:08
Well, then, you stand adjourned. 00:44:10
