For the mother, the father. 00:01:09
Children pool. 00:01:11
Businesses who have gone through so much and. 00:01:13
Courage and the ability to help one another in great times. 00:01:16
We pray that you would comfort. 00:01:23
If you would strengthen that, you would enable them. 00:01:25
Continue forward. 00:01:29
Embrace and in love. 00:01:30
What we pray for our country, right? 00:01:33
There is so much. 00:01:36
Be concerned about. 00:01:38
We're thankful for a resurgence. 00:01:41
However, uh. 00:01:43
On. 00:01:44
People looking for you. 00:01:45
People looking to realize that it's not the government. 00:01:48
It's not one person. 00:01:51
It's not a title. 00:01:54
But it is not. 00:01:56
Lord, I pray for our Board of Supervisors. 00:01:59
Lord, I pray that they would have. 00:02:04
Wisdom or that their hearts would be. 00:02:06
Surely focused on the good. 00:02:10
Of the people in the county. 00:02:13
Gila County. 00:02:15
And the rest of the people. 00:02:16
On it at March. 00:02:18

And that you would guide. 00:02:23
Thankful again. 00:02:27
Amen. Thank you, Roy. 00:02:29
So I just wanted to mention that we do. 00:02:35
A past employee, A retired deputy. 00:02:39
Brian Havey passed away about a week ago. 00:02:41
Some of you may not know that. 00:02:44
It was suddenly, I guess, a heart attack, but. 00:02:46
I just wanted to remember him and his family at this time. 00:02:50
There's not an actually Patrice and his son. 00:02:54
Are part of our Sheriff's Department. 00:02:57
So continues on. 00:02:59
So Brian Havey, if you didn't know him, he's a great guy. 00:03:02
Just a moment. 00:03:05
Please remember him. 00:03:06
OK. Thank you very much. 00:03:12
OK. 00:03:15
It'll be helpful. 00:03:19
If we continue our meetings now with. 00:03:20
Making sure that whoever is presenting. 00:03:24
That. 00:03:29
You say your name and who you represent, if that's not already been mentioned. 00:03:31
And I hope our clerk of the board to keep their notes straight. 00:03:36
And help them out quite a bit so. 00:03:41
Our first item we're actually going to table, but I want to turn it over to. 00:03:44
Supervisor Humphries. Item 2 About. 00:03:48
Or a public works department. 00:03:51
Yeah, this morning I was going to recognize employees for. 00:03:55
A lot of work that they have done. 00:03:59
When they reconstructed our. 00:04:00
Landfill. 00:04:03
To to keep it open and functional. 00:04:04
But I was asked this morning by. 00:04:07
Of Public Works Director. 00:04:10
Roy White that. 00:04:12
Beings that were getting rain the end of this week. 00:04:14
A lot of those guys are out preparing. 00:04:18
For the rain that's coming. 00:04:20
At the landfill and at public works. 00:04:23
I was asked if. 00:04:25
If if they would be OK with me if I would postpone that? 00:04:26
And yes, we're not. We're not canceling it. 00:04:30
But it's all about the people that we serve and if they're out. 00:04:33
Preparing then. 00:04:36
I'm not going to go ahead and do a presentation where none of them can be here because they're out. 00:04:38
Doing more extra duty? 00:04:42
For the people that we work for. So it will be postponed today. 00:04:44
But it. 00:04:49
It will happen. And so thank you all very much. 00:04:50
And apologize for those that were. 00:04:53
Able to be here but. 00:04:55
Got told it was canceled. It's not cancelled, it's postponed. 00:04:56
So thank you very much. 00:04:59
Thank you, supervisor. And so I'll call for a motion. 00:05:01
Hey, what I don't a. 00:05:05
So, so be it. 00:05:08
I'll second that. 00:05:10
A motion and a second to approve Those in favor say aye, aye aye. 00:05:11
Thank you and we will get that back on the docket. We appreciate everyone that is working diligently to. 00:05:16
Through our various challenges and emergencies that we have. 00:05:23
Item 3A is a public hearing. 00:05:27

There's a statutory requirement that the public notice be advertised in the official county newspaper for three consecutive weeks 00:06:19

I recommend you proceed with the public hearing. 00:06:27
And adopt resolution #25 dash. 00:06:29
01-03. 00:06:31

Information discussion action improved the 2025 update. 00:07:12

And authorized the board chairman signature on the letter of. 00:07:20
Promulgation in county. 00:07:25
Managers and Emergency Management Program Manager signatures on the letter of approval. 00:07:29
All of which are part of the GCE. 00:07:34
Key. Good morning, Carl Medford. 00:07:37
Milford, sorry. 00:07:41
How things going with you? 00:07:43
Good Sir. Good morning, Chairman, members of the Board. 00:07:45
Carl Milford. 00:07:48
The county emergency manager. 00:07:49
So this is. 00:07:52
The revision of the 2025 Emergency Operations plan. It is compliant with the. 00:07:53
Community Preparedness. 00:07:58
101 or CPG 101 through FEMA. 00:08:00
This required some. 00:08:04
Updates with the transition. 00:08:06
To the new administration and kind of falling in line with their objectives. 00:08:08
There's nothing. 00:08:12
Major in terms of changes, just some language. 00:08:13
Changes as far as. 00:08:18
Extreme weather resilience goes. 00:08:20
Cardiac. 00:08:22
Additionally, added some accessibility terminology and accessibility options, making sure that the services that we provide. 00:08:24
Are made available. 00:08:32
To all of those, regardless of any disabilities or. 00:08:34
Living within a vulnerable population. 00:08:38
There's also some additional input into the Active Shooter Annex. 00:08:41
Thank Mr. Albo for that, for providing some of the capabilities of the county attorney's office that was included in there. So. 00:08:45
Thank you very much. 00:08:52
So this is just the approval for the revisions made to that plan. 00:08:53
Can't think of Carl? 00:08:58
Supervisor hopefully. 00:09:00
I have no questions, Supervisor Colleen. 00:09:01
No, I don't either. Thank you, Carl. OK, thank you, Carl. I'll call for motion. 00:09:03
Mr. Chair, I move to approve the 2025 update to the Hula County Emergency Operations Plan and authorize. 00:09:07
The board chairman's signature on the letter. 00:09:14
Of promote. 00:09:17
And county managers. 00:09:19
And Engine and Emergency Management Program Manager signature on the letter. 00:09:21
Of approval as presented. 00:09:27
And I will second that. 00:09:29
Chair motion and a second to approve. Those in favor say aye, aye, aye. 00:09:30
Thank you. Item 4B. Information discussion action to adopt Resolution 25-10-02. 00:09:35
Accepting grant funds from Arizona Public Service in the amount of. 00:09:42
$50,000 in authorizing the funds to be used for. 00:09:45
Preparing a county vehicle. 00:09:49
With custom graphics that will invite. 00:09:51
And possibly encourage EULA County residents to sign up. 00:09:54
For the emergency notification system. 00:09:58
Carl again. 00:10:01
Yes, Chairman, Board of Supervisors, this is an exciting opportunity. 00:10:02
We've been partnering with Arizona Public Service for the past couple of years to help. 00:10:07
Educate the public and prepare the public. 00:10:12
In light of the public Safety power shutoff program. 00:10:14
We've done some incredible work with them as far as outreach and. 00:10:17
Not only. 00:10:21
With them helping people sign up for our notification system but us to help. 00:10:22
Our vulnerable populations with medical dependencies on power. 00:10:26
Be able to get in contact with apps to make sure that they are aware that. 00:10:30
As far as power restoration goes, they may have critical life lines dependent on electricity. 00:10:34
So that they can provide additional aid to them. 00:10:39
This has been a program that I bought. 00:10:42
Brought before you. 00:10:44
A couple of Times Now. 00:10:45
APS would like to help us support that messaging and outreach. 00:10:47
So this $50,000 will be used to. 00:10:51
Purchase an outfit a new vehicle to assist with outreach and also response. 00:10:55
Our current Emergency Management vehicle has definitely served its purpose and done its time. 00:11:00
But with the conditions that it's. 00:11:06
Usually deployed in whether it be fires, floods. 00:11:09
Our vehicles get it a little bit rougher than the average county fleet vehicle, so. 00:11:12
This is a great opportunity for us to. 00:11:18
Not only increase our out. 00:11:20
Reach, but also our. 00:11:22
Footprint for promoting registration and mass notification and just. 00:11:23
Education. 00:11:27
For the public to help kind of build that culture. 00:11:29
Of preparedness, which is. 00:11:32
Critical now more than ever. 00:11:33
OK. Thank you. I'll. 00:11:37
Just thank you to Arizona Public Service for being a partner. 00:11:39
With us. 00:11:43
In all of this so. 00:11:44
Yeah. Thank you very much. 00:11:45
You know, supervisor, client. Same goes for me too. Girl thing. 00:11:47
Yeah, thanks. Carl. Do you know what vehicle you're going to do or if it's possible to do more than one? 00:11:50
Unfortunately, with today's vehicle prices, I don't know if we can do more than one. 00:11:56
What we're allowed so far, but. 00:12:00
We're looking at probably mid sized SUV, probably an explore. 00:12:02
That's still able to, you know, pull a trailer in case we need to deploy. 00:12:06
Sandbags or UTV? 00:12:10
But also able to do long distance travel for attending anything community based. I see. 00:12:12
Great. 00:12:18
OK. With that, I'll call for motion. 00:12:18
Mr. Chair, I'll make the motion to adopt resolution #25-10-020. 00:12:20
Then I'll second that. 00:12:26
Motion the second to approve. Those in favor say aye aye. 00:12:28
Thank you, Chairman. 00:12:33
Yeah, OK. Item 4C Information, discussion action. 00:12:34
To prove economic development agreement number. 00:12:39
0266. 00:12:42
Dash 0000075. 00:12:44
Between Hill County and the Payson Hilo County Sheriff's policy. 00:12:47
Incorporating the amount of $9000 to support the shop with a hero. 00:12:51
Program. 00:12:55
Which the Board of Supervisors determined to be for the benefit of the public. I will go ahead and start the conversation. 00:12:56
The This is something we've done. 00:13:06
For a number of years. 00:13:08
This is a shared between the three supervisors amount of money. 00:13:10
And 3000 each if I remember right and. 00:13:15
It's to promote a program that's ongoing. 00:13:18
And with us this morning we have. 00:13:22
With the Sheriff's Department. Cole Amte. 00:13:25
And we have Sarah. 00:13:27
Quite. Benny, how are we doing this today? Good. Yeah, Sounds great. 00:13:29
OK. All right, good. Thank you. 00:13:33
Good morning, Chairman and members of the board. So. 00:13:37
As you guys know, we've been doing this for several years now since A. 00:13:40
About 2017. 00:13:43
It's grown to a point where we support. 00:13:46
60 kids. 00:13:49
Divided between the. 00:13:50
Northern part of the county. In the southern part of the county. 00:13:51
60 is about all we can support. 00:13:54
We've had. 00:13:57
We've had a lot of people come to us and want to figure out how to. 00:13:58
Donate more money. 00:14:01
And be involved. 00:14:02
However, because the way the program works and you try to put a kid with several different first responders. 00:14:04
Between the fire department and ambulance workers. 00:14:10
Police Department's Highway Patrol. 00:14:14
And the Sheriff's Office. 00:14:16
Really to give the kid the best experience possible. 00:14:18
60's the Max that. 00:14:21
So this. 00:14:24
This donation from the three supervisors helps us to continue that. 00:14:25
That program. 00:14:30
The applications go out to schools. They're available at the Sheriff's Office and a couple. 00:14:31
Other places they're reviewed. 00:14:34
In December. And then there's a group that decides. 00:14:37
You know, and, and it's, it's tough to decide. 00:14:40
But there's a group that decides which 60 kids we can do this for. 00:14:43
And then? 00:14:46
We oftentimes have more money, we're able to kind of contribute to the community and those. 00:14:47
Those kids in in other ways we bought bikes before we've. 00:14:52
We've brought presents to houses that you know there wasn't. 00:14:56
The ability for the kid to travel because they were so far out in the county. 00:14:59
It's a great program, Sir. Do you have anything to add to that? We'll just take any questions if you guys have. 00:15:04
OK. Thank you for that. Supervisor Humphrey, where, where do you shop? 00:15:09
For these Walmart sets up. 00:15:13
They basically set aside a. 00:15:17
A set of registers off to the side. 00:15:19
Both in the northern part of the county and then. 00:15:21
Down here. 00:15:24
To help us. 00:15:25
Facilitate that so we. 00:15:27
Have the kids meet at a. 00:15:29
At a location that we don't disclose to the public because we don't really want anybody just to. 00:15:31
Drop some kids off there. 00:15:35
So only the only the participants know where and when. 00:15:36
They get dropped off, we give them breakfast, they get to hang out. 00:15:40
With with law enforcement put them in some fire trucks. Sometimes they have helicopters land. 00:15:43
We get to kind of see that and then we bring them over to Walmart, they shop for about. 00:15:48
An hour or two for themselves and another family members. 00:15:52
And then we run them through a register and then. 00:15:55
There's we've got one or two people that are sitting there with. 00:15:57
Gift cards. 00:16:01
That we return the donations and the gift cards. 00:16:02
And then pay Walmart back with the gift cards, and then we've got a whole bunch of people. 00:16:04
Stacked up, usually in the garden centers to wrap all the gifts. 00:16:08
And it's important to mention that Walmart is a great partner. 00:16:11
They have Santa there, they have else there. 00:16:15
They do a really good job having us come in and accommodating all these children. 00:16:18
OK, Yeah. No, thank you for commenting on that. I. 00:16:24
Thought that needed to get in there. 00:16:27
They donate all the wrapping paper Walmart does, so they're a great partner. 00:16:33
No, it's a great program. Thank you very much. 00:16:39
Yeah, Thank you, Supervisor Klein. 00:16:41
I I just. 00:16:43
Yeah, it's a terrific program. 00:16:44
Thank you guys for sticking with it and doing it. 00:16:46
Is there any way we can? 00:16:49
Do more whatever, just let us know. 00:16:51
Yeah. Appreciate you all you're doing though. 00:16:53
Thank you. 00:16:56
Yeah, I appreciate it too. And. 00:16:57
But one thing that. 00:16:59
Isn't mentioned often as it's more about your shopping or. 00:17:01
You know, underprivileged getting. 00:17:05
Something that they can use or have or give. 00:17:07
But it's the interface between. 00:17:10
Our public service people. 00:17:14
And the kids that may not always see. 00:17:16
That interface as friendly. 00:17:19
But in this case. 00:17:21
They're they're, they're really heroes. They're friends. 00:17:23
They're part of. 00:17:26
Being a good buddy. 00:17:29
You know, and that's. 00:17:31
Really great because we have the police and we have the fire department we have. 00:17:33
The Sheriff's Department, there's. 00:17:37
The slots, The engines. 00:17:39
You know, they make a big deal out of it. It's really cool. 00:17:41
Yeah, Native air sometimes will bring in their helicopter if possible. So it it is a really neat experience and the majority of 00:17:44
these kids. 00:17:48
And do not get to see. 00:17:52
This in a positive light, except maybe this one time a year. 00:17:54
Exactly, and it gives them a chance to buy gifts for other family members in the house too, or something that they might not 00:17:57
usually get to experience. 00:18:01
And I've seen kids years later. 00:18:05
And I got to, to work with, you know, as a deputy. 00:18:06
And they, they Remember Me and they remember the whole experience. 00:18:10
Well, I think it's really important we teach. 00:18:15
People or kids especially how to give? 00:18:17
Not just how to take. 00:18:20
And so it's a great program, so. 00:18:21
With that, I'll call for a motion for this item. 00:18:24
Make sure I move to approve Economic development agreement number. 00:18:27
20260000075. 00:18:31
With Payson Hill County Sheriff's policy. 00:18:37
Incorporate incorporated as presented. 00:18:40
And which the? 00:18:43
Board has. 00:18:45
Determined to be for the benefit of the. 00:18:46
Mr. Chair, I'll second that. 00:18:49
You have a motion and a second to approve. Those in favor say aye. 00:18:51
Aye, aye. Thank you for coming and thank you, Sheriff, for being here. 00:18:55
As well. 00:18:58
Thank you, Sheriff, for all you do. 00:19:01
Thank you. 00:19:03
OK, Item 4D is Information discussion, action to report. 00:19:05
Brian Garland to the Hewitt County Board of Adjustments. 00:19:09
For the term of office that will begin on January 1st. 00:19:12
2026 through December 31st. 00:19:15
2029. 00:19:18
Supervisor Humphrey, this is your item. 00:19:19
Yeah, he's been valued on that. 00:19:21
And when the turn was up, asking for. 00:19:24
Care to be there again? And I think it's. 00:19:28
It's a great deal and I appreciate his. 00:19:31
Volunteering. 00:19:35
Very much. 00:19:36

Through June 30th, 2026 and ratified the board's approval. 00:30:11
From Barron Valley Signature as chief financial officer. 00:30:15
On the. 00:30:19
Engagement letter. 00:30:20
I'm filled, Miche. 00:30:22
Agreeing to assist with. 00:30:24
Pima County's annual financial statement. 00:30:25
Preparation. 00:30:28
Good morning, Downey. 00:30:29
Good morning, Mr. Chair, Supervisor Klein. 00:30:32
Supervisor Humphrey. 00:30:34
Annually we contract with Hindfield Meach and Company. 00:30:36
To prepare a financial statements. 00:30:39
To bring in all the data from the various financial systems. 00:30:42
To present the information correctly. 00:30:46
To the Auditor General office. 00:30:49
This year we are bringing this to your. 00:30:52
To you for signature. 00:30:55
As it's the first year that we have hit that $50,000. 00:30:57
Mark and also. 00:31:01
Because, umm. 00:31:03
Given the climate in Arizona. 00:31:06
Regarding audits, so that we are being fully transparent. 00:31:08
With our constituents and with you. 00:31:12
That we do engage a. 00:31:14
Third party to prepare these statements. 00:31:17
So it's almost like another layer of double check. 00:31:19
OK. Thank you, Marian. Supervisor Humphrey. 00:31:24
I have no questions, Supervisor Klein. 00:31:27
Maren when When you bring it, I understand how you bring in a third party. 00:31:31
And so I. 00:31:34
Let's say that's a bad idea, but. 00:31:36
Are are they? Do they? 00:31:38
I'm sure they don't find a whole lot that you ladies miss. 00:31:42
Or whatever. I mean, it seems to me like you guys would have. 00:31:44
Have a total handle on that, but. 00:31:48
What they really provide us this strength and capacity to do. 00:31:51
Is to combine. 00:31:55
Multiple financial. 00:31:57
Datasets into one set of financial statements. 00:31:59
For example. 00:32:02
I don't have access to. 00:32:04
The school Superintendent system. I don't have access to the treasurer system. 00:32:06
Those are intentional separations. 00:32:10
For audit purposes. 00:32:13
It reduces the risks of. 00:32:15
Collusion and fraud. It reduces our opportunities. 00:32:17
Misuse of. 00:32:21
Phones by having a third party. 00:32:22
Assemble the financial statements, we are ensured that we are compliant with all. 00:32:26
Current. 00:32:31
That we implement early. Any upcoming changes? 00:32:33
And that when we when we present data to the Auditor General's office. 00:32:37
That it is. 00:32:43
At the highest possible caliber. 00:32:45
And it's been a really good collaboration since 2021. 00:32:48
Good. Thank you, man. 00:32:52
Yeah. Thank you. That's a good answer. 00:32:54
Heard by law. 00:32:56
That we do this. 00:32:58
We are required to provide our financial statements. 00:32:59
It is not required that we use a third party. 00:33:02
OK, so you think it's a bargain? 00:33:05
To pay these people to help with that. 00:33:07
It is less costly than having an additional stock movement. 00:33:10
Yes, OK. 00:33:13
Thank you very much. Yeah. 00:33:15
And we've been doing this since 2020 with this firm since 2021 prior to Heinfeld Meech. 00:33:16
We contracted with Rita Sato. 00:33:22
Who was a former Auditor General team member? 00:33:25
Her cost point was just about the same as this. 00:33:29
And that. 00:33:33
Predates my time here. I don't know. 00:33:35
Does it predate your time here, Mr. Memo, that they were using Rita? 00:33:38
Wasabrida, our edition. 00:33:41
OK. So it's a customary practice? 00:33:44
It's customary growth. 00:33:46
OK. Thank you. With that, I'll call for a motion. 00:33:47
Mr. Chair, I'll make the motion to approve contract #23-02P-05. 00:33:50

Motion in the second to approve. Those in favor say aye aye. 00:34:16
I Item 4K Information Discussion Action about the Federal Code of Federal Regulations 200. 00:34:19
Cost allocation. 00:34:26
And indirect cost rate proposal from MG. 00:34:29
Fiscal year 2026. 00:34:32
Again, Maren Belling. 00:34:35
Yes. Thank you, Mr. Chair. 00:34:37
Thank you, Supervisor Humphrey, Supervisor Klein. 00:34:39
Annually we are required. 00:34:42
Required as a recipient of federal funds. 00:34:43
To prepare and submit a cost allocation plan. 00:34:46
In compliance. 00:34:49
With umm. 00:34:51
This CFR. 00:34:51
Which is. 00:34:53
Important for all of our grant funded agencies and deploy. 00:34:55
Apartments once you certify this. 00:34:59
Are agencies such as. 00:35:02
A clerk of Superior Court. 00:35:05
And community services. 00:35:07
And the Health department will be able to share this information. 00:35:10
With their federal funders. 00:35:13
So that they know that we have completed this stuff. 00:35:16
OK. Thank you, Supervisor Humphrey. 00:35:19
No questions. 00:35:21
Supervisor Klein. 00:35:22
I'm good. Thank you, man. 00:35:24
I'm good as well call promotion. 00:35:25
Mr. Chair, I moved to adopt the federal. 00:35:27
Of Federal Regulations 2. 00:35:30
Cost allocation plan. 00:35:33
An indirect cost rate per. 00:35:34
Proposal from. 00:35:36
MGT for physical. 00:35:38
2026 as presented. 00:35:41
And I'll second that, Mr. Chair. 00:35:43
Motion and a second to approve. Those in favor say aye. 00:35:45

Actually just received this IGA. 00:36:41
This is a rotating pot of money that goes between Apache Junction, Pinell County and us. 00:36:43
And kind of fortunate that this was our year to receive the larger pot of money. 00:36:49
Because this is one of those ones that's only for seniors, but outside of that, there's very few restrictions. 00:36:53
So like the flood recovery? 00:36:58
I know school resident Humphreys called us before with a downed tree in a seniors yard that had hit their house that they didn't 00:37:00
have money to remove this. 00:37:03
This is one of those ones where we really have flexibility to go in and do things that. 00:37:06
We don't have with some of the other grants and fundings that we have. So it's. 00:37:11
This is really good one to have right now, given all the problems we're going to face with the cleanup from the flood, so. 00:37:14
We've got this to you as quick as you could. Thank you ladies and. 00:37:19

Funding the amount of $190,994. 00:38:36
Which will be used to provide weatherization services. 00:38:40
To 17 eligible households. 00:38:44
In Gila County and extend the contract expiration date to June 30. 00:38:47
2029. 00:38:51
Joshua, thank you, Chairman. 00:38:53
So this is the. 00:38:54
Mentioned before to the board, I have lots of lots of money to make up our weatherization funding. This is probably the largest 1 00:38:56
coming from the Department of Energy. 00:39:00
So this one really focuses on the improvements to the efficiency of people's homes. 00:39:03
I will still save the dinner that we have for This is the Arizona. 00:39:08
Advantage home builders. 00:39:13
Out of Chandler. 00:39:14
I have not moved yet, that contract is got a little bit longer on. 00:39:16
Left. If you remember we swapped community services managers. 00:39:20
A few months ago so I have a new manager that's in there again that got hired last month. 00:39:23
So at this time, really. 00:39:28
I'm waiting for two things. One, for that manager to get a little bit more experience before I go back out to bid. 00:39:30
And two, I still haven't had another contractor yet actually go to the state and take the one week. 00:39:35
Weatherization program course to get certified which is. 00:39:40
We kind of feel like that's the one big step that we need to have someone do. 00:39:44
To show us that they're really interested enough in doing this program. 00:39:47
Whether they're local or not, to show us that they're interested enough in doing the program to go out to bid again, so. 00:39:51
For those questions coming up, that's really what I've been waiting for before I go back up to this, to have someone come and 00:39:56
really show that. 00:39:59
They have that effort that they really want to do this, but. 00:40:02
I will say still in the larger projects, we do use advantage from builders, but a lot of the projects like if it's air 00:40:04
conditioning units or if they're just bringing in new appliances or some of the smaller projects, we do still use like kind of 00:40:09
like local electricians for those kind of projects they use. 00:40:13
HVAC stuff they use, it's usually the larger. 00:40:18
Home repairs where we need the fingerprint clearance cards, the full company, the walk trading and everything. 00:40:20
So, but yeah. 00:40:25
That's what this funding's for and and this is just one of the possibilities that we'll be bringing back to the board soon. 00:40:27
Thank you, Supervisor Humphrey. 00:40:33
Yeah, and and. 00:40:34
That's a. That's a state issue. 00:40:36
Because they still have to be BPI certified and then not only that, then everybody on your crew has to. 00:40:38
Have to, you know, background checks and all this stuff so that. 00:40:43
They're making it extremely difficult for. 00:40:47
Someone to perform this work? 00:40:49
Within the state of Arizona, which? 00:40:52
I would like very much for them to be. 00:40:55
A little looser on that because there's a lot of good people out there. 00:40:57
That could be BPI certified. 00:41:00
But then when you get into background checks and things like that. 00:41:03
You know. 00:41:06
Being sure that everybody on the. 00:41:07
Is sometimes difficult, so I I thank you very much for continuing to crop to. 00:41:08
Keep trying to. 00:41:14
Help us all that we can, but I think. 00:41:16
Help us a little bit too, so that we could better spend some of their funds. 00:41:20
Thank you, Professor Klein. 00:41:25
Josh, when it comes to like the 17 eligible households? 00:41:28
How do you this? 00:41:32
Pick those. 00:41:33
Is it just? 00:41:34
Wait list. 00:41:36
Wait. 00:41:37
So who didn't make it last year is up this year or whatever? 00:41:39
OK. That's good to know. Thank you. 00:41:42
And in this to answer that for this part of why the Finnell Hila money. 00:41:44
Nice, because when emergencies happen. 00:41:49
The same team to do this in the rental assistance and those things. 00:41:52
That's a pile of money where we can. 00:41:56
Deal with emergency situations and. 00:41:57
Up the wait list. 00:42:00
For some of them might lose their housing. 00:42:01
OK. Thank you. 00:42:03
I have no questions. I'll call for a motion. 00:42:05
Vice Chair, I move to approve amendment #1. 00:42:08
To funding agreement #224-23. 00:42:12
Between the Arizona Department of Housing. 00:42:16
And the healer. 00:42:18
County public health and community service department. 00:42:20
Housing Services as presented. 00:42:23
Mr. Chair, I'll second that. 00:42:25
Motion and a second to approve. Those in favor say aye. 00:42:27
Aye, aye, aye. 00:42:30
Again, Joshua, we have. 00:42:32
OR and information Discussion. Action approved. Memorandum of understanding. 00:42:34
From the 26-0. 00:42:38
Between the Hill County Community Action Program. 00:42:41
And Arizona Community Action Association doing business as. 00:42:43
Wildfire, whereby wildfire will. 00:42:47
Provide cap. 00:42:51
And administrative fee up to. 00:42:52
$25,000 per cap to continue. 00:42:54
Provide diapers and supplies to eligible. 00:42:57
Hewlett County families. 00:43:00
From September 30, 2025 through September 29. 00:43:02
2026. 00:43:06
Thank you, Chairman. 00:43:08
So I think if everybody in this room knows, I'm never afraid to ask for additional funds, so. 00:43:09
Back in September, the board approved the diaper program for this year. 00:43:13
That is, we've made it past September and some of our partners like adult education. 00:43:18
And the WIOA Eastern region workforce. 00:43:22
Haven't been paying us as much of the money for the rent for the one stop shop as we used to have. 00:43:26
So we're a little low on funds to run that front desk position, which helps us with the diaper program. 00:43:31
So I made sure the state knew that the only way I could. 00:43:36
Continue to run the diaper program this year that they could just give us some straight administrative funding. 00:43:38
To keep the program going. 00:43:42
And they agreed in this. 00:43:44
Simply what this funds are is. 00:43:45
Of the administrative funds that go into that account that pay for our front desk person. 00:43:47
Which keeps them staffed and allows us to keep providing the diapers to the. 00:43:51
50 some families that we provide them to. 00:43:54
Cool. OK. Thanks, Supervisor Humphrey. 00:43:57
No questions. 00:44:00
Supervisor Klein, I'm good. 00:44:01
I'm good. I'll call for motion. 00:44:04
Mr. Chair, I'll make the motion. 00:44:05
To move that. 00:44:08
To approve memorandum of understanding. 00:44:09
#26-0 between the Gila County Community Action program and Arizona Community. 00:44:12
Action Association. 00:44:17
DBA Wildfire as presented. 00:44:19
I'll second that. 00:44:21
We have a motion and a second to approve. Those in favor say aye aye. 00:44:23
All right, one more Joshua 40. 00:44:26
Information discussion actually approve amendment #1 is. 00:44:30
Service contract number is 042425. 00:44:33
With BMS. 00:44:36
Cat of Arizona, LLC. 00:44:38
Or CDBG. 00:44:41
122406. 00:44:42
Increasing the contract amount. 00:44:45
By $11,000. 00:44:48
$11,221.47. 00:44:49
Our new contract will not to exceed $75,737. 00:44:53
And $0.21 Mr. Beck. 00:44:58
Thank you, Chairman. So BMS Cat got into this project. It's one of the larger projects we've ever done for weatherization. They 00:45:00
found some. 00:45:04
Lead based paint issues, some structural issues, and some additional roofing issues. 00:45:08
That they came across once they actually, you know, got into the house and started doing the digging. 00:45:12
So we're we've exceeded that amount that they had on the original bid. 00:45:16
I have a lot of details I'm going to see in the original bid on this and you can see, you know, it's definitely new stuff it. 00:45:21
Ask the test for both of our staff that looked at it so. 00:45:26
Coming to the board just to make sure that we can finish out the project is is. 00:45:29
Thank you, Supervisor Humphrey. No questions. 00:45:35
Supervisor Klein. 00:45:37
I'm good, Mr. Chair. 00:45:39
Alcohol promotion. 00:45:40
Mr. Chair, I moved to approve amendment #1. 00:45:42
To service contract number 04425. 00:45:45
With BMS Cat of Arizona, LLC. 00:45:49
From CDBG. 00:45:53
120-24. 00:45:55
06 is presented. 00:45:58
I'll second that, Mr. Chair. 00:46:00
OK, motion and a second to approve. Those in favor say aye. 00:46:02
Aye. 00:46:05
I thank you, Mr. 00:46:05
Item 4P Information discussion action approved The use of source well contract number. 00:46:08
011723 Dash Cat. 00:46:13
For heavy equipment. 00:46:16
With related accessories, attachments, supplies, parts, labor, and purchases. 00:46:18
As well as source well contract number 040924. 00:46:22
Dash cat for rental Caterpillar equipment. 00:46:27
With Empire Machine and Empire Southwest. 00:46:30
For 112 month. 00:46:33
Period. 00:46:34
With both contract not receive the amount of $800,000. 00:46:35
Mr. Troy White. 00:46:39
Thank you, Chairman and Board of Supervisors. This is a renewal of a contract. We've used source growth contract for the last 00:46:41
several years. 00:46:44
This is a. 00:46:49
Contract that we use for parts and critical components for our heavy equipment. 00:46:50
And we also use this contract for purchasing of new equipment. 00:46:55
As the board knows, we've. 00:46:59
Been upgrading our. 00:47:02
Equipment that's 2728 years old, we appreciate the board's support on that upgrading to to new equipment. 00:47:04
And we're going to continue to say moving forward this year. 00:47:10
Just as a note, we had the same contract for 800,000 last year we only spent 515,000. 00:47:14
So this is a not to exceed amount, not that we'll go over, but. 00:47:20
It will help us get some new equipment that we have planned for this year. 00:47:23
Continued by the parts and. 00:47:26
Major components for our heavy equipment. 00:47:28
Railroads team. 00:47:30
OK. Thank you, Supervisor Hunter. 00:47:34
No questions. 00:47:35
Budget Recline. 00:47:36
I'm good. Thank you, Troy. Thank you. Thanks for all that you do. 00:47:38
And without a. 00:47:42
Mr. Chair, make the motion to approve the use of source well contact number 01172. 00:47:45
Dash Cat. 00:47:51
And source well contract #4. 00:47:53
0924-CAT as presented. 00:47:56
I'll second that motion and a second to approve. 00:48:00
Those in favor say aye aye. 00:48:03
Thank you, Mr. White. 00:48:06
And are you up for the next one as well? Yes, Sir. OK. 00:48:08
Item 4 Q Information discussion action will approve amendment number. 00:48:11
Or to professional services. 00:48:14
You have a silver. 00:48:17
That direction takes. 00:48:18
Professional services contact number 07/2. 00:48:22
622 solid waste landfill services. 00:48:24
Receiving the Smith, increasing the current. 00:48:27
Term amount. 00:48:31
A new maximum not to exceed compensation. 00:48:33
Amount of $232,601. 00:48:36
$0.10. 00:48:40
Mr. White. 00:48:42
Thank you, Supervisor Board. 00:48:44
We use. 00:48:46
This firm a lot for a lot of different things that we do with the landfill. This specific increase deals with specifically with 00:48:47
the Buckhead Mason landfill. 00:48:51
As you know, we're looking at expanding the Bucket Mesa landfill over in Payson. 00:48:56
This specific change order is to allow these guys to do some work that's required in order to move forward with that expansion. 00:49:01
Specifically, what they're going to be doing is they're going to do in. 00:49:06
Be doing some. 00:49:12
Boring examples for the soil to test the soil. 00:49:13
And to be doing some soil pits. 00:49:16
All related to find out. 00:49:19
You know where the bedrock is, how far we can go down, and if the soil is even suitable for the landfill. 00:49:21
Which we believe it is, but it's something we're required to go through. 00:49:27
With 80 Q before we can submit for. 00:49:30
For permits so this. 00:49:33
Contract is just asking to extend it just a loan or $50,000 to allow them to do that work. So we'll continue to move forward with 00:49:36
that project. 00:49:40
And just as a note. 00:49:44
We are putting together a pretty big update for this board regarding Buckeye Mesa. 00:49:46
It's probably going to be coming sometime in November. 00:49:52
Time frame just to update the board on where we're at, what we're doing, how that. 00:49:56
How that's progressing? 00:50:00
And some ideas that we have. 00:50:02
That we might want to shift out there and talk to the board about South. A work study session will be coming up. 00:50:05
For a formal complete update on that. 00:50:10
However, in order to provide that update. 00:50:13
We need the analysis of what they're doing out there with the soils and how far the. 00:50:15
Bedrock is and everything before we can really come forward and give you the. 00:50:21
The update that we need to give you guys, so that's forthcoming here very shortly. 00:50:25
OK. Thank you, Supervisor Humphrey. 00:50:29
Yeah. And and at some point in time, could we also do that with the the Russell Goldstein field? 00:50:32
Absolutely. 00:50:38
OK, no further questions. Mr. 00:50:38
OK. Thank you, Supervisor Klein. 00:50:41
Yeah, if we can do that, I'm good. Thank you, Troy. 00:50:43
OK, Thank you. And with that I'll. 00:50:46
Promotion. Mr. Chair, I move to approve amendment #4 to. 00:50:48
Professional services contract number. 00:50:51
072622. 00:50:53
With Stephen B Smith as presented. 00:50:56
I'll second them. 00:50:59
Chair motion and a second to approve. Those in favor say aye. 00:51:00
Aye, aye. 00:51:03
Thank you. Now we have item 4, our information discussion action. 00:51:05
To adopt resolution number 25. 00:51:10
Dash 10-01. 00:51:12
For the installation of regulatory yield. 00:51:14
At the intersection of South. 00:51:18
And E Huntington Center Rd. 00:51:20
Located in. 00:51:23
Basin and we have with us today Alex Kendrick. 00:51:25
Thank you, Mr. Chairman, Board of Supervisors. 00:51:29
Alex Kendrick. 00:51:31
Assistant county engineer. 00:51:32
So as you know, under state statutes when it comes to regulatory signs. 00:51:35
The requirements are for the engineering department to review it and make a. 00:51:41
Proposed proposal to the board and the board has to. 00:51:45
Prove it. 00:51:47
So we evaluated. 00:51:48
South Fork Road and E Franklin Center Rd. 00:51:50
In Tunnel Basin and determined that a yield sign was the most appropriate sign for that intersection. And so that is what we are. 00:51:52
Closing to the board. 00:51:59
Thank you, Alex. Supervisor Humphrey. 00:52:00
Yeah, thank you. It just I just think it's kind of wild that you got to come to the Board of Supervisors for you inside, but but 00:52:02
thank you very much. 00:52:07
That's state statute for you. 00:52:11
Thank you, Supervisor Klein. 00:52:14
Thank you, Alex. 00:52:16
And it's funny how you think of a yield sign as being like the least regulatory sign there is. 00:52:18
It's like it's sort of. 00:52:25
Anyway, I love it. Thank you for your presentation. 00:52:27
But then I'll call for Makuchi. 00:52:30
Mr. Chair, I'll make the motion to adopt resolution #25. 00:52:31
And 01. 00:52:36
As presented. 00:52:38
I'll second it. 00:52:39
Motion the second to approve. Those in favor say aye. 00:52:40
Aye. 00:52:43
Hi, thank you, Alex. We have another 144 S. 00:52:44
Information, discussion, Action to authorize the Chairman of the Board. 00:52:48
To sign the cancellation of agreement letter from the Arizona Department of Transportation. 00:52:51
Patient thereby canceling IGA number. 00:52:55
IGA 24-0009581. 00:53:00
Dash I under Section 3. 00:53:04
Item 4. 00:53:06
Cancellation, uh. 00:53:07
Become effective. 00:53:08
Once both parties have signed. 00:53:10
Alex. 00:53:12
Thank you, Mr. Chair and Board. 00:53:14
So I brought this. 00:53:16
Before you guys back in April, but at the time I did not realize that a dot required a signed cancellation letter. 00:53:17
So when it came to the Golden Hills Sidewalk Improvement project. 00:53:22
It kept adding additional costs when they evaluated the engineering. 00:53:27
Plans as developed and we realized that. 00:53:32
That wasn't feasible for us to actually move forward with that. 00:53:35
Under the TA grant SO. 00:53:38
Back in April I brought this but. 00:53:40
Before you said saying that we will apply for next year's TA grants to get that cost back into a reasonable level. 00:53:42
And that is still engineering's plan. However, this is the paperwork. 00:53:47
From the ADOT side of things to make sure that the. 00:53:51
Original project is cancelled. 00:53:54
OK. Thank you, Supervisor Humphries. 00:53:56
Yeah. Thank you very much. We've discussed this earlier on. 00:53:59
You know it would be a better better move to just. 00:54:02
Walk away and then come back and reapply so. 00:54:05
Thank you very much for being smart on that. 00:54:08
Thank you, Supervisor Clooney. 00:54:10
Thanks, Alex. Thank you, Alex. It's just largely a clerical. 00:54:13
Thing so let's. 00:54:16
Call promotion on this item. 00:54:18
I move to authorize the chairman of the board to sign the cancellation. 00:54:21
Of agreement letter. 00:54:26
From the Arizona Department of Transportation nearby canceling IGA number. 00:54:27
IGA 24-0009581. 00:54:32
I as presented. 00:54:37
Mr. Chair, I'll second that. 00:54:40
We have a motion and a second. 00:54:42
To approve those in favor say aye. 00:54:44
Aye. 00:54:46
That's the next one. 00:54:48
Under Item 14. 00:54:49
Information, discussion, action. 00:54:51
To approve amendment #3 to contract. 00:54:53
Agreement number AD. 00:54:56
OA CT. 00:54:58
058876. 00:55:00
The Forest Service Highway. 00:55:03
Of 512 environmental documents and clearances. 00:55:05
With Kimberly Horn and associates extending. 00:55:09
The contract end date to February 7th. 00:55:12
2026. 00:55:15
Alex can. 00:55:16
Thank you, Mr. Chair and Board. 00:55:18
So last meeting I brought before you the Forest Service agreements. 00:55:20
Between the county and Forest Service for the 512 EA. 00:55:23
This is the extension. This is the Kelly Horn. 00:55:26
Agreement between Hilo County and. 00:55:30
Reporting for the extension. 00:55:32
With this. 00:55:34
Extension Umm. 00:55:35
This is set up so that's. 00:55:36
We will make sure there would be no more extensions coming. 00:55:38
For the board. 00:55:40
They will get the EA done. 00:55:42
In order to. 00:55:44
Progress from the 60% to the 100%. 00:55:45
Through the SMART grant program that we had applied for and got awarded. 00:55:48
So this is. 00:55:52
Making sure that. 00:55:53
Family Horns paperwork is all in order as we move forward to get the design for the 512 done. 00:55:54
So you could answer any questions. All right, Supervisor Humphrey, I have no question. 00:56:01
Supervisor Klein. I'm good, Alex. Thank you. 00:56:05
Yeah. So, Alex, this doesn't come. 00:56:08
We, the surveyor studies or. 00:56:10
All that it's it's just. 00:56:13
Making sure it's all. 00:56:15
Paid for properly. 00:56:17
Yes, and the environmental? 00:56:18
Assessment needs to be completed by the end of this contract and that is the agreement we have with them. 00:56:20
OK. And this is like the 400 and some 1000? 00:56:24
Money we got from Senator. 00:56:28
Kelly No. 00:56:32
I'm not aware of that. I don't think so. 00:56:34
This is to do the study. 00:56:38
I thought for the 512 Rd. 00:56:39
The environmental assessment. 00:56:41
OK, I don't. 00:56:43
I believe we were paying for that. OK, well. 00:56:45
I haven't slept for like 2 minutes so. 00:56:47
Mr. Chairman, this is a smart grant from the State of Arizona. 00:56:52
Oh, OK. All right. 00:56:55
Thank you for clarifying that. And with that, I will call for a motion. 00:56:58
Mr. Chair, I'll make the motion to approve amendment number. 00:57:02
Free to contract agreement number ADOA. 00:57:04
Ctr. 058876 with Kimberly Horner. 00:57:09
Associates as presented. 00:57:13
I'll second that. 00:57:16
We have a motion and a second to approve. Those in favor say aye aye. 00:57:17
I next time is for you information discussion actually approve amendment #4. 00:57:21
The contract number Ctr. 058876. 00:57:27
The Houston Mesa Rd. Safety improvement. 00:57:30
Cultural Resources. 00:57:33
With Kenley Horn and associates incorporated increasing. 00:57:34
Contract amount by 19,934 dollars. 00:57:38
To a new contract amount not to exceed. 00:57:41
$62,744. 00:57:44
And we still have Alex with us. 00:57:47
Thank you, Mr. Chair and Ford. 00:57:49
So as you know, the East Mesa Rd. project was HSIP grant that we had received. 00:57:51
Once we receive those grants, the county can no longer administer. 00:57:57
And so a dot ends up administrating. 00:58:01
At this point the project is done. 00:58:04
That's towards the end of the project, there was a timing issue and so the cultural. 00:58:07
Monitoring uh. 00:58:13
Contract needed to be amended. 00:58:14
And so it not approved this cost increase with that. 00:58:15
And we were kind of. 00:58:18
Forced to accept that as they were our administrators. 00:58:20
So it does still fall within total. 00:58:24
Project cost however this is. 00:58:26
US fronting this part of the cost. 00:58:29
OK, Supervisor Humphrey. 00:58:32
Yeah, it just seems like the state keeps allowing some of these contracts. 00:58:34
To reach further than they. 00:58:37
Originally had in the. 00:58:40
Not much we can do about it other than. 00:58:41
Say, OK, so. 00:58:43
Yeah, it it it just something that seems to be occurring more and more often on some of the projects. 00:58:45
With with us so. 00:58:51
Thank you. 00:58:53
Supervisor Klein, thank you, Alex. 00:58:55
Thank you, Alex. I'll call for motion. 00:58:58
Mr. I move to approve amendment #4 to contract number Ctr. 05. 00:59:00
8876 with Kimley horns. 00:59:05
And Associates Incorporated is presented. 00:59:07
And I'll second that. 00:59:12
Motion and a second to approve. Those in favour say aye. 00:59:13
Aye, aye. 00:59:16
Item 4V. 00:59:18
Information, discussion, action. 00:59:20
To authorize the advertisement of request. 00:59:22
Total number is 06102025. 00:59:24
The scrap metal recycling services for the collection. 00:59:29
And recycling the scrap metal. 00:59:32
From both of the counties. 00:59:34
Landfills. 00:59:36
Back with us, we have Mr. Troy White. 00:59:37
Thank you, Chairman and Board. 00:59:40
If you've been outside the landfills, you know that this is much needed, so we're trying to get this RFP out to. 00:59:42
Out on the streets. 00:59:49
So that we can start dealing with the scrap metal that we have on both landfills. 00:59:51
Officially, as in February. 00:59:56
We. 00:59:59
We stopped working with the previous person that we were working with on on scrap metal and. 01:00:01
Move forward to get this out to bid so to get a new person on board and. 01:00:07
It's stacking up on us and we want to get this out as soon as possible and. 01:00:11
Get a contractor selected and get that. 01:00:15
Recycling back up and running again. 01:00:18
Thank you for that supervisor. 01:00:20
Yeah, the previous company that you had. 01:00:23
You decided to quit doing. 01:00:25
How long have they been? 01:00:27
Doing our scrap metal. 01:00:28
You know, I'm not sure. I know it was over at least a year. It may have been longer and I have to check with Aaron on that and get 01:00:31
back to you, but I know it was for at least about a year. 01:00:35
Yeah. 01:00:39
Because it seemed like. 01:00:41
Prior to that, we didn't have. 01:00:42
An issue. 01:00:43
With our scrap metal and so it, you know, I was just wondering why we changed it if it's only been a year, the people prior. 01:00:44
To the left when Mike. 01:00:51
Might be beneficial. 01:00:53
Yeah, I mean we, I mean we just stopped getting. 01:00:54
You know, umm. 01:00:57
They were saying there was no money in the in the recycling, so they're coming up picking it, not sending us a check back for it. 01:01:00
And it's like. 01:01:03
You know, through our. 01:01:06
You know, uh. 01:01:08
Are looking into it as they know there's still some value in the in the metal recycling so. 01:01:09
We figured it'd be better to to end that relationship with them and put this out to bid where? 01:01:13
You know, things can be more formal and my understanding is that that there wasn't a formal agreement in place. 01:01:18
The previous person that was holding it. 01:01:24
And with this one, there's going to be a formal agreement. 01:01:26
In place to ensure that. 01:01:30
And that was under another landfill manager. 01:01:31
Correct. And I'm surprised that we said, OK, yeah, we realize it's not worth anything. 01:01:33
I hope. I hope it goes better in the future. 01:01:38
They will. 01:01:42
Supervisor Klein. 01:01:43
Can't go any worse. 01:01:45
So Troy, you know, one thing I've wondered though, you know, we put this out and I'm not saying it's a bad thing. Get somebody 01:01:47
lined up to take. 01:01:50
Scrap metal, but. 01:01:54
Is there a reason why we haven't loaded on our trucks and send it once or every? 01:01:55
Couple weeks, a month or whatever to Phoenix and. 01:01:59
Build up money, Come on. 01:02:01
Yeah, it's just staffing issues there's. We just don't have the staffing to do that. Our landfill is running very slow right now 01:02:03
as it is and we're constantly struggling to. 01:02:07
Even just fill the day positions. 01:02:11
Just to keep. 01:02:14
Control of the regular trash so. 01:02:15
You know, if we were to do that, we'd have to go out. 01:02:18
Actually hire a position to do that and. 01:02:21
And holla and then the risk and the liability that comes with that and Holland it I don't know if the end. 01:02:23
That that would really pay off versus just letting somebody take it and then us making. 01:02:28
A profit off of what they're doing. 01:02:33
There's a lot more involved than just throwing it in the back of the truck and then taking it down to the valley. And then there's 01:02:36
regulations, there's. 01:02:39
All kinds of. 01:02:42
Things that go with it. Not that we couldn't. 01:02:43
Something that we can look into. 01:02:45
As a, you know, just as a comparison, but. 01:02:47
It's pretty complicated process and. 01:02:50
I don't think it would work out any. 01:02:53
Any cheaper for us or that we'd make any more money on it? But we can certainly run. 01:02:55
I don't think it'd workout any cheap or anything like that, so don't get me wrong there, but with what we do between the landfill 01:03:01
and the road department. 01:03:05
Seems to me like we could have a truck driver when needed to take a load to the valley just to get it out of our way and get it 01:03:09
out of here. 01:03:12
You know what I'm saying? 01:03:16
I don't know how, I don't know. I don't really don't even know what you'll. 01:03:17
Find as far as somebody wanting to do it. 01:03:20
So, yeah, I mean, if, if we don't find somebody to do it, then we're going to have to look at that alternative. But I know, I 01:03:22
mean, we've got. 01:03:26
We've got the right amount of work for the right amount of staff right now. I mean, everybody's very busy and taking on one more 01:03:29
thing. I mean, that's a. 01:03:33
To how the amount of recycling, metal recycling that we get, that'd be a pretty consistent. 01:03:36
Basis to do that. 01:03:41
To keep it in a controllable method. So you're just. 01:03:42
Stuff we can look into depending on the results so that we get here but. 01:03:46
If we can get a company to handle this and manage it for us, I think that's probably. 01:03:50
Way to go. And so usually the way that goes is they come in and pick up our metal. 01:03:54
Give us so much, a ton, they take whatever. 01:03:59
They make off those after that. 01:04:01
Yeah, they have to they. 01:04:03
They'll have to verify the way that finance set this contract up is they'll have to verify what they're getting per ton so that. 01:04:05
And they have to agree to what they're paying for time. 01:04:10
So it's all written out very plain exactly how the process is going to work at ways when it leaves and. 01:04:13
We want to see their tickets when they get down to the Valley and. 01:04:19
It's very straightforward and upfront. So when a contract like this is put in place, is that on a set amount for the full year? 01:04:22
Or for the life of the contract or did. 01:04:29
Does it have the ability to fluctuate up or down as scrap metal? 01:04:31
Prices go up or down. 01:04:35
Yeah, absolutely. That's generally how I've seen these contract. We've asked for per pound that they're going to give us my. 01:04:36
My thought is, is when we get these proposals in, they're going to say it's going to be. 01:04:42
A cost plus so because the. 01:04:47
The recycling market fluctuates so much. 01:04:49
Usually what they'll say is that. 01:04:52
We're getting X amount of percentage. 01:04:54
Of what it is depending on what the rate is going at that time because it. 01:04:56
It can. It can jump from day-to-day. 01:05:00
And it's a very good point that you bring up because with all the. 01:05:02
You know the current president he is really. 01:05:06
Looking at getting the mining operations going back again in the United States and. 01:05:10
If we're doing a lot more mining here and the metals are being pulled out of the ground here. 01:05:14
You're probably going to be see a pretty significant decrease in the cost of recycling. 01:05:18
As time goes by, so you have the contracts going to be made so that it can adjust for those so that. 01:05:23
Both the contractor wins and the county win. 01:05:28
Thank you. 01:05:32
You're welcome. OK. And yeah, and it makes a lot of sense whether we make. 01:05:33
A lot of money or not a lot of money or. 01:05:37
Break even. 01:05:39
It's better than filling our landfills with all of this stuff. 01:05:40
Absolutely. Yeah. So it's at least. 01:05:43
A worthwhile. 01:05:46
Project. So I'm glad you're taking hold of that. 01:05:48
Before the next. 01:05:50
Public Works Director steps into place. 01:05:53
Absolutely. And so that. 01:05:56
That person's prepared to. 01:05:58
Take over, not catch up. 01:06:00
Yeah. 01:06:01
OK, very good. So with that I will. 01:06:03
Corporal motion. Mr. Chair, I'll make the motion to authorize the advertisement of request for proposals. 01:06:05
RSP number 06102025. 01:06:12
Senate, Mr. Chair, I'll second that motion. Have a second to approve. Those in favor say aye, aye. 01:06:17
Aye, Supervisor, hopefully. Do you have a vote? 01:06:22
Aye. OK. We have unanimous. I thank you. 01:06:28
And item 4 W Information discussion action. 01:06:32
To approve amendment #1 the contract. 01:06:37
Number 06/01. 01:06:39
2:05. 01:06:41
Globe Courthouse. 01:06:43
Parking lot pavement project with Perkins Tenders incorporated. 01:06:45
Increasing the contract amount by. 01:06:48
$122,485.40. 01:06:50
The new contractor will not succeed. 01:06:54
$821,479.81. 01:06:56
And we'll have back with us Alex Kendrick. 01:07:00
Thank you, Mr. Chairman and Board of Supervisors. 01:07:03
As you know the. 01:07:06
Warehouse parking lot project has been ongoing. 01:07:07
We put in a 10% contingency plan because we knew that we were going to come across some subgrade issues when we. 01:07:11
Got the parking lot up? 01:07:17
However, we. 01:07:19
Realize even after doing soil analysis the extent of those issues. 01:07:20
And so in order to fix those permanently, we needed to use. 01:07:24
Geo matte fabric under. 01:07:29
Under a subgrade and then repair the subgrade and that. 01:07:32
Exceeded our owners contingency. 01:07:36
So this is a request to basically. 01:07:38
Account for the additional cost that was. 01:07:41
Required to make sure that the project got done correctly. 01:07:43
And so it will only increase the actual project by $53,585.96. 01:07:46
So be more than happy to answer any questions and. 01:07:53
As you can see where. 01:07:56
Working on the striking now so. 01:07:58
Thank you, Alex. Professor Humphrey. 01:08:00
I have, I have no question. 01:08:02
Thank you. Yeah, Supervisor Klein. 01:08:04
Something going to get to Parkland after lunch. 01:08:06
We got to let the paint dry. 01:08:09
OK. Thank you, Alex. 01:08:12
Yeah. Thank you, Alex. So my only question was? 01:08:14
I think this was paid for with ARPA money. 01:08:17
Initially, uh. 01:08:20
Is the extra. 01:08:21
Is there anything left for ARPA? 01:08:22
I mean, is this what money is this? 01:08:25
Extra 50. 01:08:27
Some $1000. 01:08:29
Still got a little bit left, OK. 01:08:32
An answer. 01:08:36
With that, I'll call for motion. 01:08:38
Mr. I moved to approve Amendment number One to contract number 06012025 as presented. 01:08:40
Mr. Chair, I'll second that. 01:08:48
Motion and a second to approve. All in favor say aye. 01:08:50
Aye. 01:08:52
Hi, very good. Thank you, Alex. 01:08:54
All right, 4X. 01:08:59
Information discussion action approved. Professional services Contract number. 01:09:03
071125 Legal Services. 01:09:07
Juvenile dependency. 01:09:10
With Diana. 01:09:12
G Montgomery. 01:09:14
PLLC. 01:09:16
Or the term of July 1, 2025 through June 30. 01:09:18
2026 with the maximum to exceed. 01:09:22
Compensation amount of 55. 01:09:25
$1000 we have our director. 01:09:27
HR Mr. Wrist. 01:09:31
Husk with us this morning to present. 01:09:34
Thank you very much. 01:09:36
Chairman and supervisors, I'm here today to. 01:09:37
Present on these matters, as you recall, approximately 4 years ago, the county created the office. 01:09:41
Indigent legal services to take over. 01:09:48
Contracts with. 01:09:51
Private council to. 01:09:52
Represent indigent clients. 01:09:53
For the Superior Court. 01:09:55
And Justice Court. 01:09:57
On matters involving all the all the things that are. 01:10:00
For you today, there are several contracts, several attorneys that do call a felony and other matters. 01:10:02
For these, including juveniles. 01:10:08
So I'm here today to just answer any questions you may have. 01:10:11
Miss Montgomery has been doing this for the courts prior to doing it for. 01:10:16
Services Department. 01:10:21
And does a good job for us, so it has support. 01:10:22
Or ask the boy to prove this. 01:10:25
Thank you if you have any questions for them. 01:10:27
Thank you, Supervisor Humphrey. 01:10:29
Yeah. Is this a replacement position? 01:10:32
It is not. It's a, it's a renewal on a yearly basis. Oh, OK. Thank you. 01:10:34
No quick, no further questions. 01:10:38
I'm good. Thank you, Rick. 01:10:41
Thank you. 01:10:42
I just have a couple of questions because you have about 5 in a row here. 01:10:44
That are similar looking to me. 01:10:48
Yes, so are these. 01:10:49
These are not new positions. 01:10:51
And I'm curious as to why. 01:10:54
The court is not here presenting for that. 01:10:56
Is this? 01:11:00
Court employee A court. 01:11:02
Cost. Is it funded by the courts? 01:11:03
It is funded by the county whether it goes through the corridor or. 01:11:06
This indigent services department and the reason that. 01:11:12
The department was created. 01:11:16
To do these contracts as previously. 01:11:17
If they were overseen by the court. 01:11:20
It's been viewed that there's a bit of a conflict for the. 01:11:23
Through your court and the. 01:11:27
Presiding judge to oversee contracts. 01:11:29
Attorneys that appear before them. 01:11:31
That would. 01:11:33
Be similar to. 01:11:34
The court overseeing the prosecution. 01:11:35
Sometimes they they appear to. 01:11:38
As a defense counsel. 01:11:39
So they might be contested matters and for the courts to oversee that would be. 01:11:41
Somewhat of a conflict. 01:11:45
In cases not that they haven't. 01:11:47
Done that. Not that they don't do that in other counties, but. 01:11:49
Gila County has determined the possibility of taking this on. 01:11:52
We contract with. 01:11:56
Private attorneys. 01:11:58
They come and go. They're supposed to give us a month notice if they are to. 01:12:00
Rescind their contract or terminate their contract. 01:12:05
Other times we oversee that and we have the. 01:12:08
Ability to. 01:12:11
Get rid of contract attorneys as well if they're not doing their job. So we're a little more. 01:12:13
I think. 01:12:18
We take a little more action in getting rid of attorneys that aren't doing what they're supposed to be doing, is in, in my 01:12:20
opinion. 01:12:23
Because we don't. 01:12:27
Have a conflict. 01:12:29
That the courts might have. 01:12:30
OK, OK. 01:12:32
So we have several, I'm not sure the total. 01:12:33
But we have for instance 9. 01:12:37
Contracted attorneys that. 01:12:39
Are paid 78,000 a year to simply do. 01:12:41
Criminal defense work. 01:12:44
We have others that do JP port. 01:12:45
Defense work both here and. 01:12:47
In Payson. 01:12:49
And we have. 01:12:51
Dependency contracts and. 01:12:53
Again, juvenile. 01:12:56
Delinquency attorneys that do. 01:12:57
Working for juvenile. 01:12:59
Delinquency cases when they're. 01:13:01
Again indigent. 01:13:02
OK, OK. 01:13:05
Mr. Menlove, you had a comment. 01:13:06
Now, Mr. Chairman, I should have explained beforehand that. 01:13:08
Mr. Huskins. 01:13:11
Fulfilling 2 full time positions for the counties. 01:13:12
As HR director and then. 01:13:15
We have a full time position as. 01:13:17
The legal defender or public defender coordinator. 01:13:20
In the past we have, well we do have a position authorized that's. 01:13:24
In this that as an attorney. 01:13:28
That fulfills this position we've been. 01:13:31
Has a real difficult time getting that position filled. 01:13:33
And so Mr. Husk has taken over that responsibility. 01:13:36
And this is just to coordinate. 01:13:39
Public defenders or those that. 01:13:41
Have been determined they go to the court that they do not have funds. 01:13:43
To pay for their own defense. 01:13:47
So I public defender, one of these contract attorneys. 01:13:49
Will represent them in the court. 01:13:53
So they are not employees of the county. 01:13:56
They are simply contract professional services. 01:13:58
Contracts. 01:14:01
That we have that. 01:14:02
Mr. Husk is asking for the board to approve today. 01:14:03
And these contracts have existed in the past. 01:14:06
These are more or less renewals. 01:14:10
Yes, they existed for. 01:14:12
As long as the county's been exist in existence, we're required by state law. 01:14:14
And the question was asked, does the general fund pay for this? 01:14:19
The General Fund pays for nearly all of the. 01:14:22
Court costs, right? 01:14:25
And the only thing that they're paid, that the state pays for is a little bit of our justice of peace salaries. 01:14:27
And half of our. 01:14:33
Superior Court judge salaries. 01:14:34
Kind of pays for all the rest of the court. 01:14:37
Costs OK. 01:14:39
Thank you, Supervisor Humphrey. Yeah, that opened another question for me. 01:14:42
You see that Mister Husk is taking it has two positions, full-time positions right now. 01:14:46
And he's head of HR is that position. 01:14:50
Of one that we are advertising to be filled. 01:14:53
Yes, it is. OK. I was wondering, I said that's great volunteering, but eight or two, so I was just. 01:14:57
I was just wondering if. 01:15:03
That's one that we're reaching. 01:15:05
Other duties on sign. 01:15:07
Grateful for Mr. Husky. 01:15:08
That he has very much. So with his experience, that's great, but. 01:15:10
We don't want to wear him out because he's. 01:15:14
Because he, because he does. 01:15:16
We are worried about. 01:15:18
Well, I've talked to the HR over there. 01:15:20
Thank you. 01:15:24
Good question. 01:15:25
And I will add that. 01:15:27
I worked closely with the courts. 01:15:29
In their review of the attorneys and. 01:15:31
Addressing issues they have with the attorneys so. 01:15:35
We meet on a regular basis. There have been occasions where I've had to appear in court when somebody doesn't show up just to 01:15:38
simply. 01:15:42
Take address. The court may continue cases. 01:15:45
Address some minor things in arraignments, for instance. And so it is, it is good to be able to do that. 01:15:49
Thank you for that clarification. So I'll. 01:15:57
Health promotion. 01:15:59
Item 4X. 01:16:00

Christensen, Supervisor. Client Supervisor. Humphrey, I apologize. 01:16:52
This again is. 01:16:56

Handles the majority of our appeals here in in. 01:17:02
The court system. 01:17:05
As well as post conviction relief. 01:17:07
For people that have been convicted. 01:17:10
And it's a limited amount he charges us per case. So it's similar and it's for the same department. 01:17:12
If you have any questions, I'm happy to answer. 01:17:18
Supervisor Humphrey. 01:17:20
No question, Supervisor Klein. 01:17:22

Again, the felony contract is $78,000. 01:18:23

And mental health? 01:18:32
Are a bundle of cases that he is capable of. 01:18:33
Handling for us. 01:18:37
We have two. 01:18:39
Juvenile contracted attorneys that handled the majority of cases all felony. 01:18:40
Defense attorneys that are under contract. 01:18:44
Are assigned. 01:18:47
Juvenile matters when there's conflicts. 01:18:50
And the two people? 01:18:52
For instance, juvenile. 01:18:53
May be involved in the same offense. 01:18:56
As has occurred. 01:18:58
The two people can't. The two attorneys we have for just juveniles can't handle defense for more than. 01:19:00
One in the same instance, so therefore. 01:19:05
If the conflict arises, we have other felony attorneys that are willing to take on juveniles as well. 01:19:07
Mental Health. 01:19:14
A lot of other attorneys take on more than one. 01:19:15

I had to. 01:20:25
Inverse felony cases. 01:20:26
That I tried against him when he was a defense counsel when I was in the county attorney's office. 01:20:28
So he does a very good job. 01:20:32
Happy to have him on board. 01:20:33
Again, he does handle the same areas. 01:20:35
Mentioned he does have a full time. 01:20:37

Mental Health. 01:22:07
As well as. 01:22:08
Dependency case is for us. 01:22:09
This year she also took on a felony contract to assist us and so. 01:22:11
She has. 01:22:15
Total amount of higher than some of the others because she's taken on. 01:22:18
So many areas where the county. 01:22:21
Like a lot of rural counties. 01:22:24
Has difficulty feeling. 01:22:25
Attorney slots and. 01:22:28
For representation and she's doing a lot worse this year and so she's doing a very good job for us currently. 01:22:29

Done a tremendous job in getting us back to. 01:28:00
Normal there are many months of work. 01:28:04

And to have their monthly board meeting. 01:28:37
Like to attend ADOT monthly board meetings as often as possible. 01:28:41
To ensure that we are. 01:28:45

Particularly with the project here that we have going in in downtown Globe. 01:28:48
Several miles of rehabilitating the transportation and. 01:28:53
And roadway through as I. 01:28:57
Flow and then also align Springs Rd. up north. 01:28:59
That we need to make sure that we do not get sidetracked with that with the Arizona Department. 01:29:03
That's my report, Mr. Chairman. 01:29:09
OK. Thank you, Supervisor Humphrey. 01:29:10

Was to change so. 01:29:19
Anything that I can do to? 01:29:23
But starting on the. 01:29:29
It's uninstalling. It started on. 01:29:31
25th I was. 01:29:33
Putting them off with a lot that's going on. 01:29:36
Getting to cooperator. 01:29:39
Meetings regarding the flooding. 01:29:41
That was. 01:29:44
And and did some of that. 01:29:46
This page in the press conference. 01:29:50
If the city is low. 01:29:53
On, on kind of what's going on in it. 01:29:55
Do ask your questions for the public. 01:29:58
Met with a gentleman from. 01:30:00
Penalty that was asking how he could get so. 01:30:04
Better involve. 01:30:08
A William Barber. 01:30:10
Succeed health phenomenally. Capstone to get more involved. 01:30:12
In the community attend the both City Council meeting on. 01:30:17
Heard regarding the flooding. 01:30:21
I met with Senator Rubin Vegas on the 2nd. 01:30:24
About the flooding Attend the. 01:30:29
Cuba County flood assistance. 01:30:31
Community meeting on the 2nd. 01:30:33
So it has. 01:30:35
Been pretty involved. 01:30:37
With me over. 01:30:39
Flooding. 01:30:42
A lot of culture. 01:30:47
And I appreciate our. 01:30:47
Yeah, very, very much. For all of the holy time those. 01:30:51
The amount of hours employed to actually help. 01:30:55
I don't think the water. 01:30:59
It's just a fun way to help. 01:31:02
Together to. 01:31:06
On the. 01:31:08
Pulling up to that, you know. 01:31:09
I appreciate all the people that came in and. 01:31:12
So. 01:31:15
3000. 01:31:20
People. 01:31:23
People. 01:31:25
A lot of our contractors help. 01:31:28
3003 thousand 3 because. 01:31:30
And I'll start Thursday. 01:31:32
All of our food came down from your own place and to to help with our local food so. 01:31:41
Hats off to to our employees. 01:31:49
Emergency therapy. 01:31:56
Another. 01:31:59
All the fires. 01:32:00
Loves and and this. 01:32:03
65 Year +2. 01:32:08
Unbelievable. I have to. 01:32:11
All of the all of the people that. 01:32:13
15 and 1:00 PM. 01:32:17
Thank you supervisor client. 01:32:19
Well, I attended a Copper Hills community HOA meeting, met with those folks just before the flood. 01:32:22
Had a good session with them. 01:32:28
Of course. 01:32:32
My thoughts and prayers go out for all the people that was affected by the flood and the ones that lost their life in that. 01:32:33
It's horrible deal. 01:32:38
But I'll tell you what I was. 01:32:41
Totally impressed with the amount of extra help like Mr. Humphrey was saying that came in here and helped. 01:32:42
From a long ways away. 01:32:48
From a lot about everyone of our surrounding communities within 150 miles, basically. 01:32:50
And so that was really. 01:32:57
Good to see. 01:32:59
Lot of help there. 01:33:00
San Carlos really stepped up to the plate. 01:33:02
Offered a lot of help. 01:33:04
Send a lot of their people up here to help. 01:33:06
When they themselves were having flooding. 01:33:09
Going on yeah, open up the casino to have places to stay the night of the flooding and all that so. 01:33:11
It was amazing, you know, and. 01:33:19
And what was really, really good to see is that, you know, we, we see these. 01:33:22
Things like this happen. 01:33:27
In other States and other places and what do you see? 01:33:29
You see the looting, the rioting? 01:33:32
All this stuff going on. 01:33:35
It doesn't happen in Gila County. 01:33:37
All of our people are there to help. 01:33:40
They're not there to steal and do all these things. 01:33:42
I hope the rest of the nation has. 01:33:44
Was I had a chance to watch that? 01:33:46
Because that was a really good example of how people should. 01:33:48
Help each other. 01:33:52
And so. 01:33:53
I I'm just really impressed the. 01:33:54
The amount of work our. 01:33:57
Our county employees did was. 01:33:59
Just truly amazing. 01:34:01
You know public works. 01:34:02
Umm, they they. 01:34:04
They were busy every day with every. 01:34:07
All of them. You know, Jenner pulled people from everywhere he could. Our EOC folks. 01:34:09
Or just I walked in that EOC center. 01:34:15
Saturday. 01:34:20
And, umm. 01:34:21
Got to meet all the different people that's in there. 01:34:22
They're they're from a lot of. 01:34:25
Communities away from here, there are people that Carl knows there's. 01:34:28
People that got here. 01:34:32
Because Colin is somebody and they sent their best and. 01:34:34
Who they had and. 01:34:36
Everybody was lined out doing their job and. 01:34:38
Aaron, I got to see you there. 01:34:41
It was. It was. 01:34:43
It was really, really good to see that. 01:34:45
And everybody had smile on their face and. 01:34:47
Busy as could be, you know. 01:34:51
The ladies in the. 01:34:53
Other room taking the phone calls. 01:34:54
Those ladies had their hands full. 01:34:57
Guarantee you they did. 01:34:59
And they were our ladies from here in the county. 01:35:01
And so. 01:35:04
Umm, I, you know, I, I go back to like your spot award this morning when we started. 01:35:05
You know, we just need to gather up the county and give them all one. 01:35:13
After all this, I tell you it just. 01:35:17
It's it was remarkable and and the amount of work that got done. 01:35:20
And how they just kept after and kept going. 01:35:26
And so. 01:35:29
Uh, you know, I wasn't down here and I wasn't down here. 01:35:32
Kind of intentionally as on the phone a lot. 01:35:36
Or different people. 01:35:39
Working with Diffum and whoever else has wanted me to. 01:35:41
I didn't want to be in the way. 01:35:45
During the flood I couldn't. About here anyway. 01:35:46
I couldn't have got to town. 01:35:49
But. 01:35:50
Bob Arthur, The IC that was with diff. 01:35:52
Different good guy, I've known him for many years. 01:35:54
And had conversations with him, another one so. 01:35:59
Anyway, that it was just a it was a heck of a deal and. 01:36:04
But my heart does go out. 01:36:08
For those folks who lost so much and the ones that lost their life, that's always tough to see. 01:36:10
And on top of that? 01:36:16
I helped with our gazebo project. 01:36:17
Kathy had up there we we were in kind of a push to get it done before the motorcycle relief project got there and. 01:36:19
For the most part it got done and so. 01:36:27
So that was really good. 01:36:30
Saturday we had our nonprofit. 01:36:33
Fundraiser in in Payson there the gala. 01:36:37
And Kathy, you want to? 01:36:41
Do you have an update on that? No, you're good. OK, So I'm going to do it. So I give you a chance. 01:36:42
It looks like we raised probably around $40,000 somewhere. 01:36:48
Around that number for the. 01:36:53
PVVR. 01:36:55
And it was a really good night. 01:36:56
One night a lot of people were there and whatnot. 01:36:58
That morning, before I got to there, there was a couple of things. 01:37:03
One of our longtime residents here in Gila County, Nathan Ellison, had passed away. 01:37:07
And so I attended. 01:37:12
Funeral service over here. 01:37:14
High Desert Middle School. 01:37:16
And then just prior to that, I was part of the governor's meeting. 01:37:18
EOC. 01:37:22
I was really impressed with our governor. She came in there. 01:37:25
I don't think it was a PR deal at all. 01:37:29
In my opinion, she. 01:37:31
She had her. 01:37:33
Thoughts going and she wanted to hear kind of where everybody was at going forward. 01:37:34
And kind of what was going to need to take place. 01:37:39
The cameras were locked out. They were outside. 01:37:42
Which is really cool. 01:37:45
And so we had a good discussion. 01:37:46
Not a long discussion, pray about. 01:37:49
Maybe 30 minutes, 40 minutes. It wasn't a long one, but but it was a good discussion. 01:37:52
Had her two main people. Dima was all one side of her. 01:37:57
And our Emergency Management guy, Gabe, was on the air side of her, really smart. 01:38:02
Individual. 01:38:06
Both of them. 01:38:07
And had some really good answers and. 01:38:08
And they've already got some systems in place. 01:38:11
As we go through this, whether it's programs or low. 01:38:14
Low cost loans or grants or whatever it is there. 01:38:18
They seem to be on top of it and expecting. 01:38:23
Well, they know just like we do. 01:38:26
This isn't going to be done overnight, It's going to continue on for a while. 01:38:28
And so it seems like they're real prepared for that. 01:38:32
To me. 01:38:35
Did you get the same feeling? 01:38:37
Absolutely. And so. 01:38:38
That that was really refreshing to see that as well. 01:38:40
And so. 01:38:43
I like that. 01:38:45
Other than that, I think that. 01:38:48
That's all I had. 01:38:50
Mr. Chair. 01:38:52
That's all. 01:38:53
Thank you. 01:38:55
Uh, I, I want to reiterate. 01:38:58
Express my appreciation to. 01:39:01
Everyone. 01:39:03
That's what we do in small communities. 01:39:04
Rural areas, we help each other. 01:39:07
And yeah, we don't. 01:39:09
They don't look for opportunities to do crime or whatever, but. 01:39:12
Last Saturday morning, right after the. 01:39:16
Saturday. 01:39:19
Karen and I, we were just kind of looking on the Internet and. 01:39:23
All this flooding going on. 01:39:27
And I said, yeah, there's been some flooding. It's a flash flood. 01:39:29
So she says it looks really bad. 01:39:33
Things are bad. There's cars, there's. 01:39:35
Tanks and all these things happening. 01:39:37
And I said, well, it can't possibly be as bad as it was a couple years ago. That was really bad. 01:39:40
And and so I called Carl. It was still early. 01:39:46
And he said, Oh no, it's. 01:39:51
It's worse, I go. It's worse. How could it? 01:39:53
When Ali started telling me about how people would. 01:39:55
You know, perished already. 01:39:58
It's really bad and. 01:40:00
Like, Oh my goodness. And so. 01:40:03
I understood that several of our directors were out of town. 01:40:06
And I just. 01:40:10
Decided I'm gonna call. 01:40:12
Troy, now Troy was on. 01:40:13
A vacation. 01:40:16
Now, when I called, I don't know what time it was in Hawaii, but I'll tell you what. 01:40:19
The sun was not anywhere close to getting a horizon when I called him and he answered. 01:40:24
And he started taking care of things on his vacation, and I appreciate that very much. 01:40:30
So I was able to pull things together. 01:40:35
Carlos, you know what can I do to help? 01:40:37
And of course, there's always the immediate response. 01:40:40
And that's been amazing. 01:40:43
The meeting with the governor was amazing, all of that. 01:40:45
But we have more to go. 01:40:49
Months and months more to go. 01:40:52
To help these people recover. 01:40:55
With their businesses in. 01:40:57
There's people that aren't going to be. 01:40:59
Getting wages to pay their mortgage. There's people that won't have a business to. 01:41:01
Able to pay their insurance or their rent. 01:41:06
And so that's a very big concern as well. 01:41:09
And so the immediate response, the cleanup. 01:41:13
The food, the water, the shelter, all of that. 01:41:16
Everyone's come through. 01:41:20
Been great. I got a lot of phone calls on Saturday myself, some of which I didn't know how they got my number but. 01:41:21
I mean, the governor herself called me. 01:41:27
Andy Biggs called me. 01:41:30
Congressman. 01:41:31
Of course, Walt Blackman. 01:41:34
And Eli Kane. 01:41:37
And there's more I don't even know. 01:41:40
And so the response was very heartfelt that way. I thought that was very impressive with him to do that. 01:41:44
Praise to everyone. 01:41:53
That stepped up and is working hard. 01:41:54
On this we have. 01:41:57
A long road to go, though. 01:41:59
On recovery and trying to help our people get back into. 01:42:01
Their restaurants and their places of business. 01:42:05
That are heavily damaged. Did you have something else, Mr. 01:42:08
I just wanted to add. 01:42:12
Thank you for all of your comments. 01:42:14
But there is that out at the fairgrounds, the. 01:42:16
Utah County foregrounds here in Globe. 01:42:18
An operations center. 01:42:20
Those that have needs. 01:42:22

That have come to. 01:42:33
Globe and our. 01:42:35

So please, if there's anybody out there that has needs. 01:42:39
Welcome to the Fairgrounds. 01:42:42
Receive assistance. That's good to know. 01:42:44
OK. Well, that's all I'm going to report on. So I appreciate everyone. 01:42:46
I've kind of had some breathing and. 01:42:51
Barnacle issues lately, but. 01:42:54
I made it through the meeting. 01:42:56
And we all did good. 01:42:57
So thank you for that and if there's nothing else then. 01:42:59
We got one more. 01:43:03
Oh yeah, Oh yeah, we do have. 01:43:05
Very good. So I am going to read that. It's information, discussion, action. 01:43:08
To vote to approve No. 01:43:13
One information discussion action. 01:43:15
To vote. 01:43:21

For consultation for legal advice. 01:43:31
With the board. 01:43:33
But with the board's attorneys regarding the. 01:43:35
Option is to resolve small claims against. 01:43:37
The county. 01:43:40
I'll call for a motion to do just that. 01:43:41

Those in favor say aye aye. 01:45:02
Aye, aye, Lord is unanimous. 01:45:04
