| On a declaration. | 00:01:04 | |
| For September 27th. On the storms that hit September 25th. | 00:01:06 | |
| And what I can say is. | 00:01:12 | |
| These were two. | 00:01:15 | |
| Separate flooding events. | 00:01:17 | |
| And and rain cells. | 00:01:18 | |
| And if we were to move forward with the possibility of. | 00:01:20 | |
| Getting some. | 00:01:25 | |
| Federal money back. | 00:01:26 | |
| From FEMA for this. | 00:01:28 | |
| Event uh. | 00:01:30 | |
| Since they happened. | 00:01:31 | |
| 48 hours or longer? | 00:01:33 | |
| In between these events. | 00:01:35 | |
| Separate declarations have to be declared. | 00:01:36 | |
| By the Board of Supervisors. | 00:01:39 | |
| And this second flooding event happened widespread in Arizona. | 00:01:40 | |
| So there's a possibility that other municipalities. | 00:01:45 | |
| Such as Tempe. | 00:01:48 | |
| Which sustained a large amount of damage. | 00:01:49 | |
| Is more than likely going to declare emergency. | 00:01:52 | |
| So we get to combine their damages. | 00:01:55 | |
| With gila county estimated damages to see if. | 00:01:58 | |
| This separate event. | 00:02:01 | |
| Can meet the threshold of the 13 million required by FEMA. | 00:02:03 | |
| To get reimbursement at a higher level. | 00:02:06 | |
| So this separate event did. | 00:02:09 | |
| A tremendous amount of damage again. | 00:02:12 | |
| In in the town of Miami and some damaging globe. | 00:02:15 | |
| As well as some damage to properties. | 00:02:18 | |
| In Gila County unincorporated areas. | 00:02:21 | |
| And that's why I'm. | 00:02:24 | |
| Here to present this and I do want to point out. | 00:02:26 | |

| I think it's the 1234, the 6th item. | 00:02:31 | |
| Down in this declaration. | 00:02:34 | |
| Allows. | 00:02:35 | |
| Or allows employees. | 00:02:38 | |
| To accrue top time. | 00:02:40 | |
| And we will overtime pay. | 00:02:41 | |
| For this particular event. | 00:02:44 | |
| So that that is one of these things we've been asking. | 00:02:47 | |
| The employees to heal, the county to help us out with that. | 00:02:50 | |
| And Mr. Menlove has worked with Rick. | 00:02:53 | |
| Tusk and Marin Belling. | 00:02:55 | |
| And and they believe that this needed to be addressed. | 00:02:57 | |
| Were for this particular event. | 00:03:01 | |

| Are beating up their overtime. | 00:03:48 | |
| Before the board meets or before the storm is even over with. | 00:03:51 | |

| I guess it's too late to do anything for the past at this point. | 00:04:00 | |
| But the overtime that they're occurring. | 00:04:04 | |

| Will help because some of them would like to bank time off. | 00:04:08 | |
| Rather than just get payment. | 00:04:12 | |
| And so that increases that from 80 to 120 hours as well. | 00:04:15 | |

| People of Gila County are safe. | 00:08:27 | |

| And we want to acknowledge that and respect them and try to get them compensated in the way possible. | 00:08:30 | |

| And our policy, it elutes that into this paragraph that the. | 00:08:38 | |
| The appointing authority, or the public works director in this case, has authority to. | 00:08:43 | |
| Determine if an employee is paid out. | 00:08:48 | |
| In comp time. | 00:08:50 | |
| Or actual money. | 00:08:52 | |
| Dollars so the. | 00:08:54 | |
| Hug works director can make that. | 00:08:56 | |
| Has that discretion to make that? | 00:08:58 | |

| Of how each employee can be paid. | 00:09:01 | |
| So if there are specific employees that want to be paid in comp time. | 00:09:04 | |
| They can be. | 00:09:08 | |
| If there are employees that want to be paid out in overtime dollars, then they can be. | 00:09:09 | |
| For all employees that are hourly. | 00:09:15 | |
| Or non exempt. | 00:09:17 | |

| They get compensated for any overtime. | 00:09:20 | |
| At time and 1/2. | 00:09:23 | |

| It becomes real difficult if we are giving too much comp time. | 00:10:01 | |
| And it becomes a real challenge to be able to schedule. | 00:10:05 | |
| Future work that's. | 00:10:09 | |
| Understood next winter and everything that they do so. | 00:10:10 | |
| This is a recommendation of the additional 40 hours. | 00:10:14 | |
| Available for accruing comp time. | 00:10:17 | |
| A recommendation of Mr. Troy, our interim public Works Director. | 00:10:20 | |
