Good to see you all. It's about time to start. I'll call this meeting to order. We have a regular meeting today. 00:00:00
Tuesday, October 21st it's 10. 00:00:06
And I have asked our county assessor, sheriff. 00:00:10
Each will lead us in the pledge. 00:00:13
And after that, our invocation will be by Pastor Joe Toothy. 00:00:16
In our pace and location. 00:00:20
Good morning, Joe. 00:00:22
You'll be right after. 00:00:24
The Pledge. 00:00:26
Joseph EU turn. 00:00:27
Thank you. 00:00:30
I pledge allegiance to the flag. 00:00:33
And to the Republic for which it stands. 00:00:37
One nation under God. 00:00:40
Individual. 00:00:42
With liberty. 00:00:44
Tell me a Riddle. 00:00:57
Go ahead. 00:01:00
Password. 00:01:01
I'm slowing over. I apologize, OK? 00:01:09
How can we come before? 00:01:12
Thank you for this day. Thank you. 00:01:13
The country, the state and the county we live in. 00:01:15
The brain will not continue to guide and need us as. 00:01:18
Tell me what you're the man that were in charge of supervisors? 00:01:21
Just guidance, wisdom, and discernment. 00:01:24
We pray for those who affect. 00:01:27
Affected by the flood? 00:01:29
That you provide them to be able to have belief in. 00:01:30
Be able to rebuild. 00:01:33
They would people of this country. 00:01:35
Come together. 00:01:37
Got to help one another. 00:01:38
But we asked him to do all things in order at this meeting as many things are on the agenda. 00:01:40
And pray that he would be here in the midst of the. 00:01:44
We love you and trust in you. In Jesus name we pray. 00:01:47
Ma'am, thank you. 00:01:50
And we do have quite a bit today, so let's get started. Our first item is a presentation. 00:01:56
Item 2A. 00:02:02
And I'd like to get a photograph after this presentation is done with everybody. 00:02:04
But it's a public recognition of 15 Public Works Department employees through the County Spotlight on Employees program for. 00:02:08
Exceptional work. 00:02:15
And Supervisor Humphrey. 00:02:17
OK. Yeah, there's been a couple. 00:02:35
Things that has gone on at the Russell Gulch landfill. 00:02:38
And this may be a little unusual, but the reason that I'm doing it is. 00:02:41
Had these people not come together and got things done. 00:02:45
It was very possible because. 00:02:48
The expansion of our landfill of 3A. 00:02:50
Did not get expanded to the footprint that it was supposed to have. 00:02:54
Which created a lot of problems that are at our landfill to the point that it was just kind of A2 lane. 00:02:58
Road and you had to turn around down below back a trailer. 00:03:03
It was a. 00:03:06
In pretty rough shape. 00:03:07
And these gentlemen? 00:03:09
All pulled together. 00:03:11
Out of patient globe. 00:03:13
To get our landfill. 00:03:15
To where it could be used. 00:03:17
Properly, uh. 00:03:20
And we could get the best benefit out of what we have. 00:03:21
Until we're able to go on. 00:03:24
To the. 00:03:26
Of 3B expansion. 00:03:27
Anyway, on Labor Day weekend. 00:03:31
The Public Works Department. 00:03:33
I'm getting an echo. 00:03:36
The Public Works department was short. 00:03:38
Short staff. 00:03:40
At the Russell Gulf landfill, which threatened the ability. 00:03:42
Of the department to keep the landfill open. 00:03:45
Two general service employees. James Green. 00:03:48
And Preston James. 00:03:51
Heard about the staff? 00:03:53
Struggles and showed up. 00:03:55
To assist in running equipment. 00:03:57
Joe Kellis operated. 00:03:59
The scale to ensure the landfill. 00:04:02
I was able to remain open. 00:04:04
For the weekend. 00:04:07
Mike Wicks assisted in moving trash. 00:04:08
To ensure. 00:04:11
A smooth transition into the following week. 00:04:12
While also overseeing. 00:04:15
A critical repair project. 00:04:17
At the Bulkhead Mesa landfill. 00:04:19
The work performed. 00:04:22
Was greatly appreciated. 00:04:24
And crucial to keep services available. 00:04:25
To the county residents. 00:04:28
And commercial haulers? 00:04:30
These four employees were of. 00:04:31
Valuable service. 00:04:34
And upheld the Public Works Department mission. 00:04:36
With their willingness. 00:04:39
To go above and beyond. 00:04:41
Their regular duties. 00:04:43
The stabilization of the landfill. 00:04:46
Stabilization efforts. 00:04:49
Of Russell Gulch Landfill. 00:04:52
Had truly been a team effort. 00:04:54
The group had. 00:04:56
Logged extra time and put forth extra effort. 00:04:57
To ensure this project was a success. 00:05:01
At the organizational level. 00:05:05
Aaron Cotted. 00:05:07
Kodika. 00:05:10
Terry White, interim director. 00:05:13
And is our. 00:05:16
Is our landfill manager for both landfills. 00:05:17
Mike Wicks. 00:05:21
You know he was. 00:05:23
Kind of playing engineer on that. 00:05:24
Help design the platform that we're now dumping on. 00:05:26
General Services Superintendent at Star Valley. 00:05:30

And waste hauling process to increase volume. 00:05:56
Mr. Tarango facilitated. 00:06:00
On site operations with staff. 00:06:02
To implement. 00:06:05
A new. 00:06:07
Configuration uh. 00:06:08
And built the new. 00:06:09
Holly drove himself. 00:06:11
And Mr. McDaniel worked. 00:06:13
With the landfill team. 00:06:15
To facilitate all necessary equipment. 00:06:17
And personnel. Personnel. 00:06:22

We've got GIF. 00:09:25
Certificates for those. 00:09:26
And you know. 00:09:29
I appreciate it very much because like I say. 00:09:31
It didn't get built as it was engineered and these people. 00:09:33
Got together. 00:09:36
And kind of self engineer to get our landfill. 00:09:38
To where it's open today. 00:09:41
And it if it was not? 00:09:42
Done prior to the emergencies that we have been through recently. 00:09:45
That globe would have that dumped have been closed. 00:09:50
And there would have been nowhere for a lot of this to go. 00:09:53
So my hat's off to you people. 00:09:55
4. 00:09:58
Not be an engineer. Not being. 00:10:00
Anything but willing to help? 00:10:03
To get our landfill in the shape of it. 00:10:05
Thank you very much. 00:10:08
We have gift cards for you and. 00:10:09
You want a good picture? You can sure do that. 00:10:11
I would like to. 00:10:21
Have everyone come forward? 00:10:23
Picture. 00:10:26
Yeah, got to be friendly. 00:10:52
OK, so I'm going to look here in the concrete one. 00:10:53
2/3. 00:10:56
OK. 00:11:03
Supervisor Klein, you have any comments you'd like to offer? 00:11:25
Oh, sure. Thank you. 00:11:29
So. 00:11:31
So, you know, every day in Healing County, there's something. 00:11:33
That challenges us one way or another, but. 00:11:37
When it comes to landfills? 00:11:40
And things go South with one of our landfills. 00:11:42
It's a bad day. 00:11:44
And probably longer than a day. 00:11:46
And so. 00:11:48
When when I see these guys and gals and everybody. 00:11:50
Chipping in there from the road department, whether it's on roads or landfill or whatever mechanic shops. 00:11:53
And they all pulled together to fix something and keep it operational. 00:12:00
That's awesome. 00:12:04
That's really, really good. And that's. 00:12:05
From my standpoint, that's what I want to see. 00:12:07
I want to see us working all together when we need to and. 00:12:10
And getting a lot of this stuff done because without that. 00:12:13
Tim Drite would have been in a world of hurt with those floods right after that and everything else so. 00:12:18
Thank you all for. 00:12:23
For doing that and thank you guys and. 00:12:24
Pacing as well, and. 00:12:26
And we'll just keep it going with that so. 00:12:29
Thanks so much. 00:12:32
Thank you, Supervisor Humphrey for. 00:12:34
Presenting that. 00:12:36
And doing that. 00:12:37
It's it's not surprising. 00:12:39
That we have such quality people, but it's. 00:12:41
Always such. 00:12:44
Pleasant thing to hear. 00:12:45
How you pull together? 00:12:47
When there's a need. 00:12:50
When there's an emergency. 00:12:51
When there's something that just needs to be done and. 00:12:53
It makes. 00:12:58
It makes our job. 00:13:00
Easier. 00:13:02
By far. 00:13:03
When we can brag on you guys and. 00:13:04
Gals that all work together. 00:13:07
To make our public works department and our other departments to go. 00:13:10
Oh well, it's a proud, I'm very proud to represent in the county. 00:13:14
We have an excellent, excellent staff and you guys are short staff. 00:13:20
And you're still getting all this done. That's a. 00:13:23
So another thing I'd like to say, and I want to thank you too as well, is that. 00:13:26
You know when we have our folks doing that, whether it's fixing our landfills or working in the. 00:13:30
Emergency operations center and and everybody's coming together that. 00:13:36
As a board that I see, we just, we stay out of your way. 00:13:40
And give you the latitude you need to. 00:13:43
To do your job and work and we support you on that. 00:13:45
And I hope for. 00:13:49
Now on basically that that will always be the case. 00:13:51
And and when we do that, we see what good things happen. 00:13:55
Everything, yeah. 00:13:58
You know it gets fixed we we have a. 00:14:00
All the trust in the world and you guys and gals and. 00:14:02
And it all comes together and. 00:14:05
And. 00:14:07
Supervisor Christianson's right. 00:14:09
It's not us that. 00:14:11
That. 00:14:13
Makes this county it's you guys work in force and gals. 00:14:15
That's what it is, and without you. 00:14:18
Would not be in. 00:14:22
Bit of shape at all so. 00:14:24
Thank you so much. 00:14:25
Thank you. 00:14:28
Good comments. So if there's nothing else, we'll move on to our next item. 00:14:28
We have item 3A. It's a public hearing. 00:14:33
It's information discussion action to doctor ordinance number 202505. 00:14:36
Which authorized an amendment to the Hula County zoning map for unincorporated areas of. 00:14:41

So they'll have to. 00:21:27
Stay with all the rules, planning and zoning, grading and drainage and so. 00:21:28
Yeah, I, I don't have any questions. I. 00:21:33
OK. Thank you, Supervisor Klein. 00:21:35
Randy, how many acres was that? 00:21:38
1.9. 00:21:40
Is what he's adding on a rezoning. 00:21:41
There is currently another portion of the. 00:21:44
Another parcel next to it that currently has. 00:21:46
RV's on it. 00:21:50
Oh, I got you. 00:21:51
OK. So he's kind of expanding. He bought property to expand. 00:21:52
And put in manufactured. 00:21:56
So from my curiosity, was there any kickback on this? 00:21:58
Project from the public around you learning well so during the meeting a couple of the lower. 00:22:01
They're up on the highway side. 00:22:07
On the lower portion, there was concerns about. 00:22:09
Crossing across their property. 00:22:12
And water use. 00:22:16
For everyone in Pine is a big deal. So that was the comments, but it did not raise to the level. 00:22:17
That would require unanimous. 00:22:23
Right. Thank you, Andy. 00:22:25
Yeah, really. Thank you. And. 00:22:27
Is Mr. Crawling here today? 00:22:31
I do not see him here. He may be. 00:22:34
That's OK. No, he is not. 00:22:36
I don't really have a question for him. 00:22:37
So when it comes to the water, that is the concern. So people are going to say, well, they're going to use more water. 00:22:40
Because we're adding homes. 00:22:46
And so have they secured a water. 00:22:48
So that will be part of the development, part of the development. 00:22:52
Under rezoning, we're not allowed to require those kind of things. And the comments? 00:22:54
But before a permit is issued, we have to have water assurance. 00:23:00
OK, right, I understand that now. So. 00:23:03
OK, I don't have any other questions, so let's close the discussion and open it up. 00:23:07
To the public hearing. 00:23:11
Portion Is there anyone here in globe this room right now that wishes to speak? 00:23:13
On this item. 00:23:18
Cassandra, do we have anyone there? And Lisa, do we have anyone? 00:23:21
There that wishes to speak. 00:23:25
OK. 00:23:28
Then I will close the public hearing and call for a motion. 00:23:29
Mr. I moved to adopt ordinance number. 00:23:34
20. 00:23:36
Dash 05 as presented. 00:23:38
Mr. Chair, I'll second that. 00:23:40
Motion and a second to approve. Those in favor say aye aye. 00:23:42
I vote is unanimous. 00:23:46
Right item 3B. 00:23:49
Information Discussion. Action to adopt ordinance number. 00:23:52
2025-06, which authorizes. 00:23:55
An amendment to the Hue County zoning map for unincorporated areas of Hue County, Arizona. 00:23:58
By changing the zoning of assessors personal number 301. 00:24:03

D40 Randy. 00:24:31
Thank you again. 00:24:35
The applicant is seeking to rezone. 00:24:37
A vacant of 20. 00:24:39
.38 acres. 00:24:41
Wooded parcel in Pine, AZ to allow a minor land. 00:24:43
Division into. 00:24:47
4 I'm sorry into 5. 00:24:49
Um, custom home sites. 00:24:54
The property is located in North. 00:24:57
Of pine trailheads surrounded primary by rural residential development. 00:24:59
With limited commercial uses across the street. 00:25:04
This is basically across the street. 00:25:08
From that brewery. 00:25:10
Is where this is. 00:25:11
The worst predominant would be uh. 00:25:13
Incompatible with the area. 00:25:15
Rural character while low density residential uses would. 00:25:17
Preserve the setting and align with surrounding land uses. 00:25:21
At a neighborhood meeting. Attendance Express. 00:25:25
Unanimous support. 00:25:28
For the rezoning. 00:25:30
Noting concerns about potential impacts from commercial development. 00:25:31
Again, ARS Statute 11251 Ordinance. 00:25:35
Say so prior to the adoption or repeal of an ordinance. 00:25:39
Again, this is the 24 months that if they desire not to, move forward with it. 00:25:42
We could come back to you and ask that it reverts back to what it was. 00:25:47
Legal ads were published on 9/30 and 10/1. 00:25:53
In the Patient Roundup and Silver Belt newspaper, respectfully. 00:25:56
The postings was completed on 9/29. 00:26:00

Property owners within 300 feet. 00:26:17
Were notified the neighborhood meeting was held. 00:26:19
By the applicant on July 23rd of 2025. 00:26:22
With four attendees. 00:26:26
Present per the applicant. Concerns raised include the need. 00:26:27
For a fire hydrant at 87 and pine. 00:26:31
Haven Rd. 00:26:35
And extending a new water supply line for the new addition of the five homes. 00:26:37
The applicant stated they are committed to installing at least one hydrant. 00:26:42
Possibly a second. 00:26:47
And a new 4 inch water line separate from the Pine Haven community. 00:26:49
One written comment was received in full support of the rezoning. 00:26:53
17 properties are within 300 feet. 00:26:58
As of this report. 00:27:01
No formal comments and subject or opposed have been received. 00:27:04
The intent of the purpose Current zoning. 00:27:08
Commercial to district. 00:27:10
Is to prevent most types of commercial activities orientated to a large segment. 00:27:12
A population. 00:27:17
Then the average neighborhood, the District is designed for cluster application along with major streets and highways. 00:27:19
Although you use this within the district, should be operating in such a manner. 00:27:25
As you confident are compatible with the surrounding residential uses. 00:27:29
District is not intended for mixed. 00:27:34
Use. 00:27:36
The intent and purpose of the residential one. 00:27:38
District Limited. 00:27:41
Is to promote and development areas primarily of the site build single family. 00:27:43
Attached drawings. 00:27:48
That all other uses be installed, operate and maintain in a manner. 00:27:50
So as to. 00:27:54
Complement the cause. 00:27:55
Face of minimum disruption to single family. 00:27:57
Again, this is our most regulated. 00:28:00
Zoning. 00:28:03
R1 LS. 00:28:04
Doesn't allow manufacture home, doesn't allow RV's on the site. Then allowing that stuff it will be a site build property. 00:28:06
In reviewing the rezoning applicant for a recommendation, staff considers. 00:28:13
AR statute. 00:28:17
Heel county ordinances Master plan. 00:28:19
The property is adjacent zoning out fence. 00:28:22
From other Gila County department. 00:28:25
Departments whether the land use be. 00:28:27
Compatible and harmonious with the neighboring uses. 00:28:29
And any recorded restrictions on the property. 00:28:32
No deed restrictions were found on this property. 00:28:35
Pray Artist Statute 11/14 All rezonings adopted under the Sarko shall be. 00:28:38
Consented and. 00:28:44
With the conform to the adopted comprehensive plans. 00:28:46
In the case of uncertainty, again, we're supposed to give as much leeway as possible. 00:28:49
APN 30166 The 116U. 00:28:54
Falls in within the residential 1-2 dwelling. 00:28:58
Units per acre. 00:29:02
Category. 00:29:04
Of the Hill County Comprehensive Master Plan. 00:29:05
The requested R1 LD. 00:29:08
40 Zoning is consistent with this design. 00:29:10
Which supports low density. 00:29:14
Detached residential development. 00:29:16
In the rural areas while preserving character. 00:29:18
The applicant actually wanted to go. 00:29:21
Bigger. 00:29:24
But there is nothing. 00:29:25
Around this area that would allow us to go bigger, so it would have been considered spots. 00:29:26
Zoning. 00:29:31
So that's why we're at the D40. 00:29:32
Which is attached to the. 00:29:34
Based on the applicant reviewing the land uses. 00:29:38
Appears to be. 00:29:40
Compatible harmonious with the neighboring uses. 00:29:41
And the proposed rezoning conforms with the comprehensive master plan. 00:29:44
Staff recommends approval to the Board of Supervisors for the zoning request. 00:29:48
And we have the. 00:29:53
Basically the same restriction the owner is subject to 30166116 you must. 00:29:55
Comply with all the requirements. 00:30:01
Of R1 LD 40 requirements. 00:30:03
Korea Statute of the Board may approve or change the condition. 00:30:06
Of a schedule for development. Again, that's the 24 months. 00:30:09
And it is the responsibility of the owner. 00:30:13
To abide by all. 00:30:17
State. Federal. 00:30:18
Permits and requirements. 00:30:21
And with that, I'd be more happy to answer any questions. 00:30:23
Thank you, Randy. Supervisor Humphrey. 00:30:25
Yeah, on that split. 00:30:28
It can be split five times, so 20 into 4. 00:30:30
So what's to keep them from going? 00:30:33
Of four into 20. 00:30:36
In other words. 00:30:39
Splitting those four acre parcels. 00:30:40
Again, there so under the rezoning. 00:30:42
We're not allowed to. 00:30:45
Come up with any of the requirements that says they can't do this but under. 00:30:48
The. 00:30:52
Development plan, Sorry. 00:30:57
Under the development plan, that's where we would go into that. 00:30:59
That would be considered a subdivision and then they would have to meet all the requirements and flat. 00:31:03
As a subdivision, if they were to split the lots more than. 00:31:07
Five times at all. 00:31:10
Slow. 00:31:12
They have committed that they plan on this, but at this point. 00:31:14
I will say that I was one of the concerns. 00:31:17
Was that they're not going to do. 00:31:20
The five houses are going to do 20. 00:31:23
But under the rezoning, we're only allowed to address the rezoning of the land. 00:31:26
And not what the. 00:31:31
Future. 00:31:32
May or may not hold. 00:31:33
We can't come before the board. 00:31:35
Say again, it would come before the board. 00:31:37
It would not necessarily come before the board. So in other words, let's say they split it into 5 lots. 00:31:39
And then they sold the five lots and people. 00:31:44
To divide that and then come back and come back. 00:31:47
They would always have to be the R1 LD 40 requirements. 00:31:49
But if they tried to do anything different than that, then yes, we would be coming back to the book. 00:31:54
Thank you, Mr. Chair. Thank you. Yeah, Thank you, Supervisor. 00:31:59
I'm good, Randy. Thanks. 00:32:03
You know, and so. 00:32:05
My district and I do know the residents of Pine do not. 00:32:06
Want more commercial development? 00:32:10
So this is a trend toward. 00:32:13
The the community thought process of just having more housing. 00:32:17
And so I don't really have any questions. 00:32:21
I'll close our discussion and open it up to the public. 00:32:25
Anyone here? 00:32:28
And I do believe in. 00:32:30
Pine. 00:32:31
A since that carries there. 00:32:34
The applicant. The applicant. 00:32:36
All right, if she wishes to speak, I'll call on her. 00:32:37
Anyone here in Globe? 00:32:41
Now are we OK on the Internet? 00:32:42
Alexandra and then. 00:32:45
Is there anyone besides? 00:32:47
Harry in Payson that wishes to speak on this. 00:32:50
You know, and Terry may not want to speak on it, but I will give you the opportunity if you'd like to make. 00:32:55
A few comments. 00:33:01
Yes, thank you. Thank you very much. 00:33:06
Supervisors, I appreciate the opportunity to speak with you today. 00:33:10
Thank you, Mr. Clement, for your presentation and the rest of the staff. 00:33:14
So a couple. 00:33:19
That I'd like to say just sort of as a preamble. 00:33:22
Is we acquire this property or an escrow with this property? 00:33:25
Pending today's outcome. 00:33:30
To make sure that in fact this. 00:33:32
Property 20 acres. 00:33:35
From C2 did not. 00:33:37
Fall into the hands of. 00:33:40
Our development plan that. 00:33:42
Under the C2 zoning. 00:33:45
Rules and regulations in Gila County. 00:33:47
They fight Ron. 00:33:50
And dance development. 00:33:52
Right here on the highway. 00:33:53
On the entrance gateway into Pine. 00:33:56
And we just feel like. 00:33:58
In keeping with the pine planning. 00:34:01
Effort that was done I think what, 7 years ago? 00:34:03
Supervisor Christensen that. 00:34:07
We in Pine really want to make sure that. 00:34:11
We don't see these kind of intense heavy. 00:34:15
Commercial developments that this. 00:34:18
Would allow. So our idea really was to purchase this property. 00:34:24
And create a low of a. 00:34:30
Possible density? Just some? 00:34:33
5 custom homes. 00:34:35
That would be very much in keeping with the current residence that's there. 00:34:37
The pioneer in the community, which, you know, I think there's. 00:34:43
The president are there. 00:34:46
That's all very. 00:34:48
Rural, weary, spread out. Everybody has been personals. 00:34:49
As you know, as Mr. Plummer. 00:34:53
Said that we had 100% support from our community meetings. 00:34:56
From a. 00:35:00
The local surrounding community, because. 00:35:02
They were terrified of what? 00:35:04
To the gateway they look. 00:35:07
Literally have to drive through this heavy commercial. 00:35:08
Potential commercial development. 00:35:12
To get to their peaceful world. Poems so. 00:35:14
This would maintain that community. 00:35:18
Of interest and community in place by this downtown. 00:35:21
So I'd like to speak to one question specific question that was answered. 00:35:26
And that was what would prevent. 00:35:31
Further apartment normalization or separation and splitting of the. 00:35:34
Lost that we're planning under the existing zoning. 00:35:41
So I'd be happy to. 00:35:46
Provide a follow up. 00:35:49
Copy of this to the Board of Supervisors. 00:35:50
And that is we are deed restricting again. 00:35:54
People. 00:36:02
Divine Community. 00:36:03
Aside from ourselves, the community of. 00:36:05
People who have. 00:36:08
Put their money up to make sure that this property stays as well as possible. 00:36:09
And as part of the condition. 00:36:15
We also told that planning and zoning. 00:36:18
That we are going to make sure that. 00:36:21
These parcels are deep restricted, so it will be. 00:36:23
A splitting of this property is a no more than 5 four acre. 00:36:27
Parcels and that each of those four acre parcels cannot ever be further. 00:36:31
Subdivide it. 00:36:38
And I hope that answers your question. 00:36:39
Obviously we can't do that. Then help me own the property. 00:36:42
We're not on the property and. 00:36:45
The result of this meeting? 00:36:47
OK. Thank you, Terry. 00:36:50
Thank you. 00:36:55
Any other questions before I close the public comment? 00:36:56
All right, we're going to close the public comment. 00:37:00
And I will then call for a motion. 00:37:03
Mr. Chair, I'll make the motion to adopt ordinance number. 00:37:07
2025-06 is presented. 00:37:11
Mr. Chair, I'll second that. 00:37:14
OK. And we don't have to be unanimous today, Randy. 00:37:16
We have a motion and a second to approve. 00:37:19
All those in favor say aye. 00:37:22
Aye, aye. Motion passes. Thank you. 00:37:25
Thank you. 00:37:27
We're going to move on to item 4 now. Regular agenda items for A. 00:37:30
Information, discussion, action. 00:37:34
To approve contract number 253330. 00:37:37
RFP. 00:37:41
GC1. 00:37:43
Which is the assessment mailings. 00:37:45
With the Master Touch, LLC. 00:37:48
For the term of July 1. 00:37:49
Finish 25 through April 29th. 00:37:51
2026. 00:37:54
For a maximum not to exceed compensation amount of. 00:37:55
$65,000 and we have. 00:37:59
Our assessor, Shiraki. 00:38:02
With us. Good morning, Mr. Chairman, members of the Board. 00:38:05
The Gila County Assessor's Office is statutorily required to annually send out mass mailings. 00:38:08
To all taxable property owners. 00:38:14
This includes our notice. 00:38:17
Notices of Value notices a change to notify them. 00:38:19
Of their property valuation for tax purposes. 00:38:23
And business personal property renditions, which taxpayers utilize. 00:38:26
To inform the assessor's office of changes in their taxable assets. 00:38:31
With approximately 40,000 accounts, we cannot accomplish this without the help of a third party. 00:38:35
This contract allows us to meet our statutory requirements in an economically feasible way. 00:38:42
By utilizing the Masters touch. 00:38:49
Who has demonstrated they have the capacity, appropriate means and equipment? 00:38:51
For printing and mailing all our notices on a mass scale. 00:38:56
Most all of the county assessors in Arizona use the Masters Touch for their mass mailings as well. 00:39:00
We have used the services of the Masters Touch since July 2018 and have been very pleased with their services. 00:39:08
There was a 7% increase on the cost of goods. 00:39:15
From last year's contract, with the labor costs remaining the same. 00:39:19
But the overall budget of $65,000 for these mailings is likely much greater than what we will need. 00:39:23
But that's our. 00:39:30
Our budget. 00:39:31
For the year. 00:39:32
I, the Assessor, recommend that the Board approve. 00:39:34
Contract number. 00:39:36
253330 RF. 00:39:38
P GC one with the Masters Touch, LLC. 00:39:41
For our assessment mailings. 00:39:45
And I can answer any questions. 00:39:47
Thank you so much, Supervisor Humphrey. 00:39:48
Yeah, I, I. 00:39:51
I guess the only question I would have is is was this out forbid or you just using them because? 00:39:53
Everybody else does. 00:39:59
To my understanding, Supervisor Humphrey, there's really only one other place that. 00:40:01
Has the capability that the Masters touch does. 00:40:06
And they have already proven themselves not to be. 00:40:09
Very, very good. 00:40:13
OK. Thank you. 00:40:15
OK, what's the weather? 00:40:17
Thanks. Sure, I'm good. 00:40:18
Yeah. Thank you, Sarah. So with that, I will. 00:40:20
Mr. Chair, I move to approve contract number. 00:40:24
253. 00:40:27
330 RFP dash. 00:40:28
BC1 with the masters touch. 00:40:31
LLC is presented. 00:40:34
I'll second that motion and a second to approve. Those in favor say aye aye. 00:40:35
Thank you, Chair. Thank you. 00:40:40
Item 4B is an information discussion action to approve an economic development agreement. 00:40:42
#2026-000. 00:40:47
00099. 00:40:50
Between I think we're going to eliminate one of the zeros on the next one. 00:40:53
Right, we're at 99. 00:40:57
OK, good. 00:41:00
Between Helix. 00:41:02
The community education, recreation and civic association. 00:41:03
In the amount of $15,000, which the board is determined to be for the benefit of the public. 00:41:07
This was a request that came to me and. 00:41:13
I asked whether the other supervisors would like to participate. 00:41:16
In this $15,000 it is discretionary funds that we each have available. 00:41:20
At our discretion. 00:41:25
And this is some. 00:41:27
And so the other supervisors all agreed that they would chip in 5000. Each were. 00:41:29
Doing that and. 00:41:34
This is for. 00:41:36
A group of. 00:41:38
Buildings that exist in Pine, part of the old school. 00:41:41
And involves a museum, a Community Center, and other things. 00:41:45
In constant need. 00:41:49
Of attention. 00:41:51
And upgrades. And they never seem to ever have enough money. 00:41:53
Roofing all of the other things so. 00:41:59
It's it's sort of vital. I really appreciate the other supervisors. 00:42:01
Participating in this and. 00:42:06
So I'll ask A. 00:42:10
If there's any questions, Supervisor Humphrey. 00:42:11
I have no question. 00:42:13
Supervisor Klein. 00:42:15
I'm good. 00:42:16
And thank you and with us today. 00:42:17
I think in Payson. 00:42:20
And we have Dean Peterson and. 00:42:22
Katie, Aspen, Keith. 00:42:24
How? 00:42:25
Yes. 00:42:29
It's not necessary that you say something, but if you'd like to say something. 00:42:32
Find community. 00:42:42
Because we're also the designated. 00:42:44
Emergency Center. 00:42:47
The generators will help us. 00:42:48
Provide the services that we needed in crisis. 00:42:50
So we really appreciate that. 00:42:54
The location and. 00:42:56
We're constantly trying to keep our. 00:42:58
Communities fall. 00:43:00
And bring it back so that. 00:43:02
We have a Community Center. 00:43:04
That's our goal. 00:43:06
And it's it's a lot of people because the buildings are old. It's the old school. 00:43:07
Introduction of the middle of town we have. 00:43:11
All kinds of things going on there. 00:43:14
Every day. 00:43:16
And we just appreciate the support. 00:43:17
County Supervisor. 00:43:20
And the school district owns the property. 00:43:21
The maintenance of buffering, so I appreciate. 00:43:25
Heath and Katie been here too as well but. 00:43:28
Shore Support. 00:43:31
Thank you. 00:43:32
Yeah. Thank you, Dean. 00:43:33
This is. 00:43:36
Literally the center of commerce in Pine. 00:43:37
It's where all of the. 00:43:40
Festivals and all of the. 00:43:41
Quilting shows and all of the gatherings occur. 00:43:44
It's it's a really great that we have people that are willing to volunteer to take care of that. 00:43:47
And we're just helping. 00:43:52
Financially. 00:43:54
And so I don't have anything else to present, so I'll call for motion. 00:43:55
Mr. Chair, I'll make the motion to approve economic development agreement #2026-0099. 00:44:00
Between hilla county and the community education, recreational. 00:44:08
And civic association is presented. 00:44:12
In which the board has to turn. 00:44:15
Determined to be for the benefit of the public. 00:44:17
Mr. Chair, I'll second that. OK, We have a motion and a second to approve. Those in favor say aye. 00:44:19
Aye, aye. 00:44:25
Motion carries unanimous. Thank you. 00:44:26
Item 4C is information discussion action. Approve an economic development agreement. 00:44:28
It's #2026-00000. 00:44:33
117. 00:44:37
Between Gila County and Globe. 00:44:38
Downtown Association. 00:44:40
In the amount of $15,000. 00:44:41
To assist with cleanup. 00:44:43
Restoration activities. 00:44:45
In the downtown area. 00:44:46
Which is what is determined to be for the benefit of the public, Mr. Klein. 00:44:48
Thank you, Mr. Chair. So this is a. 00:44:52
Is a way we can. 00:44:55
We can help folks here and globe. 00:44:56
Kind of recoup from the. 00:44:58
Flooding that has occurred here. 00:45:01
More recently and. 00:45:03
This too is a shared amount. 00:45:04
Between all to be of a supervisors. 00:45:06
It's part of our constituent fund. 00:45:08
And I can't think. 00:45:11
Better 'cause. 00:45:12
And this to put money towards too so. 00:45:13
We have Molly and. 00:45:17
Tom here today. 00:45:19
Would you guys like to say anything about this? 00:45:21
Are you good? 00:45:24
Come on, Molly. 00:45:26
And please introduce yourself. 00:45:30
Hi, my name is Molly Cornwell. I'm a resident of. 00:45:38
Arizona and I manage the Globe Downtown Association. 00:45:41
Where a 501-C3 nonprofit. 00:45:44
Our goal is for historic preservation and the preservation of downtown. 00:45:47
Whether it be physical properties, whether it be history. 00:45:52
And economic development and all the rest that go with that we do manage to. 00:45:57
Properties that are near and dear to us, the Gila County. 00:46:02
Jail, which is. 00:46:05
Your former. 00:46:07
Jail. So we are the 1910 jail. 00:46:08
And then we also managed the 1916 train depot complex which? 00:46:10
We use for everything from. 00:46:16
Baby showers and and meetings and parties and. 00:46:18
For community events in the parking lot and. 00:46:23
We also have filming projects in there as well that are seen internationally. 00:46:26
So when the flood hit. 00:46:31
It didn't just hit. 00:46:33
Our train depot which it. 00:46:35
Did and we? 00:46:37
Received some major damage there at to the museum. 00:46:39
But it did hit our downtown and our residents and and many of our buildings are. 00:46:43
Still in red tag, yellow tag status and we're trying to. 00:46:49
Help those building owners, but we're also trying to help the businesses. 00:46:54
And the ones that have been operating and then? 00:46:58
Course, you know everything that's needed on N Broad and S Broad to be distributed. So we've so appreciate this. We have several 00:47:01
of our board members with us here today that represent our business community and municipality and. 00:47:08
And the like and and I can introduce them if they want, but. 00:47:15
I just want to say that this will be distributed and we will. 00:47:19
Cherish it because the. 00:47:23
The fees and the damages insurmountable and every little bit helps so. 00:47:25
We appreciate it from the bottom of our. 00:47:30
Thank you, Molly, and thank you for all you guys do. 00:47:33
Hey, Molly, could you just wait a second? Thank you. Supervisor Humphrey, do you have anything? 00:47:36
No other than thank you for all you do for the community. 00:47:41
And the county since this started, we're taking care of the dump fees. 00:47:45
From flooded areas. 00:47:50
That's something we're still continuing to do. I talked to Aaron. 00:47:52
And so, yeah, so. 00:47:56
That just helps in. 00:47:58
On your public works in the downtown thing to be able to. 00:48:00
Did it help so? 00:48:04
Thank you for all you do. 00:48:06
My name is easy, rebuilding isn't. 00:48:08
No, yeah. So you're welcome. 00:48:10
Thank you. Thank you. 00:48:14
The flooding and all this, I look at the short term needs and then there's going to be long term needs. 00:48:17
How best do you think this 15,000 will help you? What? 00:48:24
Is your plan. 00:48:28
To use. 00:48:30
Yes, absolutely. So when we were in the middle of mud mucking right in the. 00:48:31
Beginning. 00:48:35
And of course, it didn't just hit us, it hit Miami as well. It it's. 00:48:37
You follow the Creek and it's gone. 00:48:41
County property address as well. But in historic downtown, you know, people were just trying to hand us. 00:48:44
Money. How can I help? How many? 00:48:49
Can we help and so just. 00:48:51
You know my my fastest thing without taking too much time is to set up a go fund me which. 00:48:52
And it was recognizable, but. 00:48:57
We've been able to raise $20,000 with that and that was designated for the property owners. 00:48:59
And the business owners in the historic district to distribute. 00:49:05
So we are we have a planning meeting on Monday with our entire board to go through. 00:49:09
An application process or how we're going to distribute it? 00:49:14
That and. 00:49:19
In those places that are mostly but it will be distributed. 00:49:20
Divided up and so this will add to. 00:49:23
That we plan on. 00:49:25
When we were. 00:49:27
Going through it originally there will be a portion used for the train depot so it can bring back. 00:49:29
For the public and then the rest will be going. 00:49:34
Towards the same ideas as. 00:49:37
Of that fund to really help our historic district in downtown globe. 00:49:38
And get us back up and running, the faster that we can get our economic. 00:49:42
Staff in the adult, I don't know how to say that you don't get up and running. 00:49:48
You know, we're heading into our season that our businesses need to thrive and stay open, and if we're still closed and we're 00:49:51
lagging behind, they just won't. 00:49:55
Survive, so it is our intent to help. 00:49:59
In any way we can and find out what the needs are from. 00:50:02
Talking to the businesses and moving forward that way, absolutely. 00:50:06
And then we'll know. 00:50:10
Future for what we'll need. 00:50:11
From there. 00:50:13
We're going to continue taking donations as well. 00:50:14
It has been a beautiful outpouring. 00:50:18
Just from everywhere, every part of the state, people have just showed up and. 00:50:20
And people we don't even know. But now we know. 00:50:25
And, and so hundreds, in fact, one day I think there was over 3000 volunteers that just were on the ground helping everyone and. 00:50:27
So. 00:50:35
Yeah, it it's that and it's empathy and it's just. 00:50:37
You know, people are, they've just lost everything, some of them. 00:50:40
So it's really just. 00:50:43
Trying to find out what they need to help bring them back, because we don't. 00:50:44
Want to lose building inventory in downtown Either? 00:50:48
So it is in our interest to. 00:50:51
You know, stand the gap and try to help. 00:50:53
Maintain what we know and health. 00:50:55
Bring us all back. 00:50:57
Thank you, Molly. So just. 00:50:59
To let you know since it is public money. 00:51:00
Yes. And there will be an accounting of where it goes, so yeah. 00:51:03
Just if you have any questions about how that should be done or can be done. 00:51:06
Please contact our finance department or our management or anything. 00:51:11
Can help you through that process. So, so that at the end of it all you say, well, we did spend the 15,000 they're going to say. 00:51:15
How exactly? And we plan to come back if that's OK, and tell you how easy it is. 00:51:22
To and who Who benefited? 00:51:26
As well so. 00:51:28
Thank you. We appreciate it. 00:51:29
Thank you very much. With that, I will then call for emotion. 00:51:31
Mr. Chair, I move to approve Economic Development Agreement number 20260117 between Gila County. 00:51:34
And the Globe Downtown Association has presented. 00:51:41
In which the Board is determined to be for the benefit of the public. 00:51:44
Mr. Chair, I'll second that motion and a second to approve those in favor say aye. 00:51:47
Aye. 00:51:52
Item 4D Information Discussion Action to approve economic development agreement number 2026. 00:51:53
Dash 00000121. 00:51:59
Between Hill County and the United Fund of Globe Miami, Incorporated. 00:52:02
In the amount of $50,000 to support. 00:52:07
The flood relief. 00:52:10
Challenge. 00:52:12
Which the board is determined to be for the benefit of the public and we have Manager Menlov. 00:52:13
Tell us what we're doing here. Good morning, Mr. Chairman, members of the board. 00:52:17
I need to make a disclosure. 00:52:21
Before I. 00:52:23
Get into this too far that I am a member of the United Fund Global Miami. 00:52:24
A member of that. 00:52:29
Board and. 00:52:30
I'm here to present information. 00:52:32
I do not make any decisions so. 00:52:35
And I. 00:52:37
In thinking about this, I do not think I disclosed on my annual. 00:52:39
Conflict of interest statements that I am a member of the United. 00:52:44
Because we never have. 00:52:48
Had a request. 00:52:50
Through the through the Board of Supervisors for that. 00:52:51
Well, let me clarify then. Are you paid by the United? 00:52:54
Amount any money? No. 00:52:57
And will any of? 00:52:59
The request here go to you personally as a benefit in any way. 00:53:00
It does not OK. 00:53:05
That's the one thing the United Fund of Global Miami. 00:53:07
The difference between. 00:53:10
We were years ago there. 00:53:12
The community was a. 00:53:13
Involved in the United Way. 00:53:14
There are quite large. 00:53:16
Administrative fees in the United Way. 00:53:19
And so this group broke off. 00:53:21
And created the United Fund. 00:53:23
Where the administrative fee there are some admin. 00:53:25
Or audits and things like that, but they are less than 10%. 00:53:29
Instead of the typical 30%. 00:53:32
So that is the new thing. 00:53:34
United Fund board has. 00:53:37
Promise that every dollar that is committed to. 00:53:38
This endeavor. 00:53:41
Go directly to the. 00:53:43
To those that. 00:53:44
Request and have. 00:53:45
Demonstrated needs. 00:53:46
And so there's not any of this money that's going to even go to that. 00:53:48
Less than 10%. 00:53:50
Admin cost of the. 00:53:52
Thank you for clarifying that. 00:53:54
Mr. Chairman, the. 00:53:57
This is a something that is. 00:53:58
Has happened in the past when there was flooding a few years back. 00:54:00
That it is. 00:54:03
Through the Red Cross. 00:54:05
And Mary, please connect me if I'm wrong or need to. 00:54:06
Be steered in a in a correct? 00:54:10
But the Red Cross ministers. 00:54:13
This there are questions to determine eligibility. 00:54:15
Determined that there are needs. 00:54:19
I'm starting down the wrong path real quick here so. 00:54:22
Salvation Army not the right call. Salvation Army. 00:54:27
Yes, OK, that are administering this and and so. 00:54:30
There have been. 00:54:34
I know that the. 00:54:37
City of Globe has. 00:54:38
Has stated or. 00:54:41
Approved by their board 200,000 for this. 00:54:43
Resolution Copper Can I? 00:54:46
Sure, it's official. 00:54:48
Resolution Copper has committed $1 million. 00:54:50
To this effort to restore. 00:54:53
The businesses. 00:54:56
And homes that have been impacted by this. 00:54:58
And then there's also another half, $1,000,000. 00:55:01
On top, about another half, $1,000,000 on top of this just from. 00:55:04
Smaller donors. 00:55:07
That have contributed to. 00:55:09
So getting close to well over 1,000,000 1/2, getting close to $2,000,000. 00:55:10
Abdullah is committed to restoration of. 00:55:16
The global Miami area. 00:55:19
In the flooding of the recent past month. 00:55:20
Or so it is a request that. 00:55:23
Gila County contributed $50,000. 00:55:27
This can be designated. 00:55:30
We didn't on the agenda item, didn't designate, but it can be designated. 00:55:32
How much you want to go to Housing Relief? 00:55:36
And how much you want to go to Business relief. 00:55:39
City Globe Bay. 00:55:41
Committed 50% so 100,000 to housing 100,000 to. 00:55:43
Businesses. 00:55:47
And you may do the same. 00:55:49
Or if you fill up. 00:55:50
Particularly there's. 00:55:52
Just a tremendous need. 00:55:53
RM. 00:55:54
Anything else I should? 00:55:57
Dad, you can introduce Susan if you'd like. 00:56:00
She's right here, Susan. 00:56:02
This is Susan Guerrero. She's the United Fund. 00:56:06
Social media and community outreach manager. 00:56:09
And she has made a. 00:56:12
Huge difference in the fundraising effort. 00:56:14
The last time we had a fundraiser of this nature. 00:56:17
It took us. 00:56:20
Weeks to raise like a quarter million. 00:56:21
And this. 00:56:25
Particular fundraiser. 00:56:25
We hit 1.7 million in less than 3 weeks. 00:56:27
So thank you Susan for all you did to make. 00:56:31
Huge difference. Susan's probably been with United Fund since January. 00:56:34
And already have led. 00:56:38
This is something I've heard. 00:56:40
She is a great asset for our. 00:56:42
It's better, hopefully. 00:56:47
Yeah, I think this is a great thing. This is a conversation that I had with Mr. Menlove here. 00:56:49
A while back that it's like. 00:56:54
You know we. 00:56:57
I felt like we needed to do something as a board. 00:57:00
For for the community. And that's the nice thing about. 00:57:03
United Way is it's for the town of Miami. 00:57:07
For the city club, for the. 00:57:10
County, even the people out in Wheatfield. 00:57:12
They got flooded in things. And so after our conversation, I asked. 00:57:14
Mr. Minimum, if there was funding for this and. 00:57:18
And so being the manager that he is. 00:57:21
He found some funding. 00:57:24
For us to be able to. 00:57:26
To be able to give to. 00:57:29
United Way. 00:57:30
As a board in accounting to. 00:57:32
To help with this. 00:57:35
And we talked. 00:57:38
About. 00:57:40
Of, you know, 25 to the people for the homes, the private. 00:57:42
And we talked about. 00:57:47
25%. 00:57:48
For the business areas? 00:57:49
But this can be. 00:57:52
Of board decisions. 00:57:53
You know, not set in stone, but. 00:57:55
That's kind of when. 00:57:57
Mr. Menlove and I talked that we felt might be. 00:57:58
Best helpful. 00:58:02
But that. 00:58:04
That's all I have, Mr. 00:58:06
OK. Thank you, Supervisor Klein. 00:58:07
Thank you, Mr. Chair. Susan, nice to meet you. Thank you for everything you're doing. 00:58:09
As far as the spit goes, yeah, I 50. 00:58:14
It's final or you know, there's there's a huge need for all the money. 00:58:17
All across the board so. 00:58:21
Umm, I'm glad you did this, James. 00:58:23
We needed to do this. 00:58:27
And maybe we can. 00:58:30
Look a little further down the road for something else. So. 00:58:32
Anyway, and and help these folks get back on there. Go ahead if you want. 00:58:35
Mr. Chairman. 00:58:40
Started over showing client. 00:58:41
Just wanted to point out that. 00:58:43
On these constituent funds and things that what we use is. 00:58:45
Mm-hmm. 00:58:49
So those are dollars that. 00:58:50
Get returned to the county. 00:58:52
A small percentage of. 00:58:54
Their revenues turned in the. 00:58:55
Not tax dollars. 00:58:57
But they are a revenue source that. 00:58:59
We have a little bit of flexibility that we can use in our. 00:59:01
Supervisor Humphrey mentioned. 00:59:05
A good use of an opportunity. 00:59:07
Put this back into our team. 00:59:09
Oh, absolutely. 00:59:11
It is a good news Southern. 00:59:13
Anyway, thank you for putting the. 00:59:15
That together, Susan, thank you for everything you're doing and Marin, of course, thank you. 00:59:16
And so, Mr. Claire? 00:59:21
Thank you. 00:59:23
Thank you all. Thank you, Susan. 00:59:24
Good to meet you. And so, yes. 00:59:26
I think it should be the decision should be the discretion of those who are. 00:59:29
Closest to the issues. 00:59:33
And where that money? 00:59:34
Should go. 00:59:35
If it's housing, if it's business. 00:59:36
There's likely not enough money to do. 00:59:39
Everything that's needed so. 00:59:41
And hopefully some other money will kick in eventually for some of that too, so. 00:59:43
And as you mentioned, this is a non. 00:59:49
Is non tax dollars. This is not part of the property taxes. 00:59:52
And so. 00:59:55
If there's nothing else, then I'll just. 00:59:57
Alcohol promotion. 00:59:59
Mr. Chair, I'll make the motion to approve economic development agreement number. 01:00:01
20260121. 01:00:05
Between Gila County and the United Front of Globe Miami Incorporated. 01:00:10
As presented, which the Board has determined. 01:00:14
To be for the benefit of the public. 01:00:17
Mr. Chair, I'll second that. 01:00:19
We have a motion and a second to approve. Those in favor say aye. 01:00:21
Aye. 01:00:24
Thank you very much. 01:00:26

2025 Healey County zoning ordinance. 01:04:04
Rewrite Mr. 01:04:07
Morning back again. 01:04:09
The current Gila County zoning ordinance was last amended March. 01:04:12
2022. 01:04:15
It is outdated and become increasingly difficult to apply to the county. 01:04:16
Ever. Uh. 01:04:21
Involving needs. 01:04:23
The existing ordinance through. 01:04:25
Contains outdated provisions. 01:04:28
The dot do not reflect. 01:04:30
Current state laws. 01:04:32
Best practices in zoning. 01:04:35
Or involving the needs of the county. In addition, many aspects of the ordinance. 01:04:37
Are unclear, difficult to interpret, and have led to inconsistencies in the application. 01:04:42
The nowhere else hopefully will address all of. 01:04:48
As you know. 01:04:51
Our ordinance. 01:04:53
Rezoning is. 01:04:54
Lacking in. 01:04:56
We copied it. 01:04:59
Probably I didn't see one of the first time, but. 01:05:01
We have stuff that deals with county. We have stuff. 01:05:05
Deals with cities. We have something to build with towns which we are a county, so we can only deal with stuff that deals with 01:05:08
county. 01:05:11
And there's a lot of. 01:05:15
Gray area. 01:05:17
That allows different directors. 01:05:19
To interpret things differently. 01:05:22
And which makes it inconsistent for. 01:05:24
Our customers and constituents to know what. 01:05:28
May or may not be. 01:05:33
Changed every time a directors. 01:05:34
Been coming or going? 01:05:37
I will not be the last director that this county has. 01:05:41
And and we're trying to narrow this down so that. 01:05:44
When we give an answer, it is straight out of the book. 01:05:48
And people can know what to expect as we move forward. 01:05:51
So with that, I'd be more than happy to answer any questions. 01:05:57
Thank you, Randy. 01:06:00
Brother Humphrey. 01:06:01
If this is something we go forward with, would that be a good time? 01:06:05
For people to change the zoning in areas that they may have. 01:06:09
Thought about or wanted to change? 01:06:14
In the past. 01:06:17
So as we did earlier, we can always rezone a parcel. 01:06:19
Currently uh. 01:06:24
Bigger areas to take a little bit longer and a little bit harder, but yes. 01:06:25
Um, you know, if we, if we. 01:06:28
As we're moving forward and we talk with them and. 01:06:31
Give them ideas and thoughts of what we. 01:06:34
God, I will tell you my ordinance on my desk. 01:06:37
Has red marks. 01:06:41
Pretty much more than black marks on a lot of pages. 01:06:43
And uh. 01:06:46
Changing. 01:06:48
Zoning for different things and allowing different things is always an option. 01:06:51
Thank you, Randy. 01:06:55
Thank you, Mr. Chair. Thank you, Supervisor Klein. 01:06:56
So just read right, Randy, that's going to be you and your office can do this. 01:07:00
Well, it's going to be we're doing for an outside service. 01:07:03
That would come in and do that. We would meet with them. 01:07:06
We are putting part of that would be public. 01:07:10
Comments and stuff that they would. 01:07:13
Get and control and come to us and say here's what we're finding. 01:07:15
I would see us coming to you guys as as we move forward in the rewrite. 01:07:21
That we would be coming, giving you guys updates and making sure we're aiming in the right direction that. 01:07:26
The supervisors would want us to be going. 01:07:31
Did I answer the question? 01:07:35
You did. That's going to be an interesting topic when it hits the yes Sir meeting room here, so. 01:07:36
OK, my best. 01:07:42
Guess is this is not going to be a quick project. 01:07:44
This is going to be taking some time. 01:07:47
And I I really, and I know my staff does, really wants to get this correct. 01:07:49
This is not. 01:07:54
Something that we want to take lightly. 01:07:55
And there's a fair amount of money involved with these kind of things. I can tell you a lot of the other counties currently are. 01:07:58
Either have done it. 01:08:04
And have finished. 01:08:06
Are in the process of it, so we're not the only ones doing this. 01:08:07
But that also gives us. 01:08:11
Perspective from other companies of what they've done in other. 01:08:14
Areas and we can hopefully come up with the best options moving forward. 01:08:18
OK. So as a board then we'll be involved with this off and on. 01:08:24
Process. Yes, Sir. 01:08:28
OK, and and I agree with you, it's probably gonna be a. 01:08:29
Fairly lengthy process, sure. 01:08:32
To get it all done. I'm sure it's going to be lots of fun. 01:08:35
Oh, in my opinion it is. 01:08:38
Thank you, Randy. 01:08:41
Yes, Sir. So Randy, this is just a request for a proposal. You're going to come back to us and say this is what? 01:08:42
We got for estimates, absolutely yes, Sir. 01:08:48
OK, umm. 01:08:50
Very good. And then if we choose not to have an outside source. 01:08:52
Is this something that you can do internally? 01:08:56
You just don't. 01:08:59
Feel confident to do that accurately. 01:09:01
I am confident. 01:09:04
That I could do it if I had nothing else going on, I understand. 01:09:06
But but. 01:09:11
Even with that, I would still be involved with Ford here to. 01:09:13
Get what ideas they would have and that's what I would plan on doing with someone else. But. 01:09:17
If you're saying can I do this today, no. 01:09:21
Right understand. 01:09:24
So OK. 01:09:26
I thought Tim did everything anyway but. 01:09:27
No, she's she's told me that before. 01:09:30
OK, very good. So let's I'll call for a motion on this then. 01:09:35
Mr. Chair, I move to authorize the advertisement of requests for proposal number 07062025, as presented. 01:09:39
And I'll second that. 01:09:47
Have a motion and a second to approve. Those in favor say aye aye. 01:09:49

Gila County Courthouse roof replacement. 01:10:04
With GH2 Architect, LLC. 01:10:07
For an initial term. 01:10:10
Of October 1st, 2020. 01:10:12
I through April 15, 2026. 01:10:14
Or maximum not to exceed compensation amount. 01:10:17
$53,364. 01:10:20
Good morning, Mr. Dickinson. 01:10:23
Morning, Chairman. 01:10:26
Members of the board. 01:10:27
The courthouse roof here in Globe has reached the end of its lifespan. 01:10:29
Been seeing ongoing weeks that threaten the integrity of the building. 01:10:33
And the preservation of the important records and equipment inside. 01:10:38
Today's item is a design contract for GH2 Architects, LLC. 01:10:41
Which is a required step before we can go out forbid. 01:10:46
For the actual roof replacement project. 01:10:49
This also follows feedback from the board. 01:10:51
Asking that we look at a more durable. 01:10:53
Long term solution to mediate the existing flat roof. 01:10:55
Which now is only a membrane system. 01:11:00
Under this contract, Use two architects will handle the design phase, including assessment, drawings, field support and 01:11:03
construction oversight. 01:11:06
The total not to exceed of 53,000. 01:11:10
364. 01:11:14
In the terminal run from October 21st to April 15th. 01:11:15
With that, once we get it. 01:11:19
Full complete design will be coming back. 01:11:20
Before the Board of Supervisors. 01:11:23
With the cost. 01:11:25
Estimate from the architects. 01:11:27
And engineering. 01:11:29
And then the potential to go out forbid. 01:11:31
With the guidance of the Board of Supervisors. 01:11:34
With that, I'd be happy to take any questions. 01:11:37
Thank you, Joseph. 01:11:38
Supervisor. 01:11:40
So this is a flat roof with parapet walls. 01:11:42
Say again, Sir, this is a flat roof with parapet walls. 01:11:46
Yes, Sir, in a membrane and we put the membrane on. 01:11:50
Not too long ago that. 01:11:53
Correct from my understanding. 01:11:55
Is very tough to find records on it, but from my understanding it's been replaced quite a few times, yeah. 01:11:57
Yeah, OK. And so. 01:12:02
This design is going to have some kind of a pitch. 01:12:04
To it to run water better. 01:12:07
Because the only good thing about a flat roof is it's going to leak. You just don't know when and how much. 01:12:09
Agreed Supervisor. 01:12:14
We we are looking at. 01:12:16
Creating some type of design. 01:12:18
Where it's going to more efficiently and effectively. 01:12:20
Shed the water whether it's an 8 pitch or. 01:12:23
Some other. 01:12:25
Design. 01:12:27
OK. And and, and so is that design going to come with a cost too or? 01:12:28
For the design. 01:12:33
It's included in this design. 01:12:34
OK. OK. Thank you. 01:12:37
No quickly questions. Thank you. So Senator Klein. 01:12:39
I'm good. Thank you, Joseph. Yeah. 01:12:42
Me too, thank you. 01:12:43
But that'll call for motion. 01:12:45
Mr. Chair, I'll make the motion to approve contract number Ctr. 076572. 01:12:47

Mr. Chair, I'll second that. 01:12:59

Aye. Thank you, Joseph. 01:13:04

October 21st, 2025 through. 01:13:24
December 31st, 2025. 01:13:26
For a maximum not to exceed. 01:13:28
Compensation amount of $125,000. 01:13:30
Good morning, Mr. Beck. 01:13:33
Good morning, Chairman, Members of the board so. 01:13:35
Is everybody remembers when this first came out, it was interesting to everyone at the state. 01:13:39
Public health were the ones that applied for this so. 01:13:43
When I wanted to go out to bid for this. 01:13:46
Typically we would use or. Most of the counties would use a. 01:13:48
Construction company to do this. 01:13:51
Part of the reason why I wanted to apply. 01:13:53
Public health is because. 01:13:55
I really want to see that. 01:13:57
Public health return on investment. 01:13:58
Information in this as you can imagine as a public health director. 01:14:00
So when we wanted to go out to bid to do the advanced secondary data analysis that we would normally do and put out to bid. 01:14:03
I also wanted a company that had. 01:14:10
Public health experience or foremost public health experience because most of the plans that I've seen. 01:14:12
That I read. 01:14:16
Have very little public health emphasis in. 01:14:17
That's my area that. 01:14:20
I find most important so. 01:14:21
We worked with our CAG. 01:14:23
In Pinal County and with the state to find a state contractor. 01:14:25
That had experience in both, that was on state contract, that had qualifications. 01:14:29
Both to do that advanced crash data analysis. 01:14:33
And had public. 01:14:36
Health return on investment. 01:14:37
And put those together and this was the vendor that we found that was on state contract. 01:14:39
And while I'm on that, I just wanted to. 01:14:43
Really kind of answer something that Supervisor Klein asked last time when we presented this item. 01:14:45
And speaking with Alex from Public Works. 01:14:50
Part of the reason I want to do this. 01:14:53
Obviously, I love sneaking public health into as much as I can. I think all three of you are aware of that. 01:14:54
But also because. 01:14:59
With this money, almost. 01:15:01
Everyone that's finished. 01:15:02
Safe streets plan. 01:15:04
Has won some kind of an implementation award afterwards. 01:15:05
Great extra funding for us. 01:15:09
Another reason is that this is one of those check boxes. If you remember when I present the. 01:15:12
Emergency Management has that multi jurisdictional hazard mitigation plan. 01:15:16
Once you have that, every time you apply for a grant, it's one of those checkbox. 01:15:20
Does it give you more points? 01:15:24
So for our public works department, when you have this straight St. 01:15:25
Safe streets for all grants. 01:15:28
Or programs in place. 01:15:30
Then they get that extra check box. 01:15:32
Which gives them more points and we all know, especially after a flood. 01:15:34
Roads, bridges and all these kinds of projects are important. 01:15:37
Another really good thing about it is when you're doing a lot of these projects, a lot of. 01:15:40
My conversation with Alex and just doing some research so I could present this to you. 01:15:45
Is that a lot of those projects and the roads and stuff have their funding, but like the sidewalks in those areas, a lot of times 01:15:49
those kind of. 01:15:52
Eat into a cost. Well, there are a lot of different grants and programs and things that you can look into with department 01:15:55
transportation that you have funds and it's usually funded at 80% them, 20% us. 01:16:00
When you have these plans in place for doing the sidewalk. 01:16:05
Project SO. 01:16:07
Are a lot of ways we're sneaking this out there, although I get to put my public health spin on it. 01:16:08
Is good for public works and can save us money. 01:16:13
The future and then back to the original so and that's the reason. 01:16:16
We wrote this to have a public health. 01:16:20
Impact in it. 01:16:22
And so finding a vendor, I wanted to make sure we found a vendor with the public health impact first. 01:16:23
But also obviously it's. 01:16:28
It's a very fine-tuned thing to do. 01:16:30
Advanced level data analysis. 01:16:32
That's it. Thank you, supervisor. 01:16:36
Humphrey Well, first, I like the. 01:16:37
But most of all, I very much appreciate your enthusiasm. 01:16:40
How can anybody say no after the enthusiasm that you approached this with? 01:16:44
To help the county get more checkpoints. 01:16:50
As we put in for more funding. 01:16:52
What, what a great job and I and, and I can't say enough about your enthusiasm. 01:16:54
What you do for the counties? 01:16:59
So thank you. 01:17:00
And Supervisor Klein, thank you, Josh. 01:17:02
Appreciate it. 01:17:05
You like his bolo? 01:17:06
I do, yeah. 01:17:07
That's a nice one. 01:17:09
Thank you, Josh. I'll call for a motion. 01:17:11
This chair I move to approve contract numbers Ctr. 068701-GC1. 01:17:14
With Community Alliance Consulting, LLC, as presented. 01:17:21
Mr. Chair, I'll second that. 01:17:26
Motion and a second to approve. Those in favor say aye. 01:17:28
Aye. Thank you, Josh. We're going to table the next one. 01:17:31
Correct. Did you want to know you're not well? 01:17:35
It's item 4 J. You're not ready to present that yet. 01:17:38
Correct. OK, so I will call for a motion to table item 4 J. It'll show up later I'm sure. 01:17:41
So move, Mr. Chair. 01:17:47
Now a second motion and a second to table item 4 J at this time. 01:17:49

Good morning, Mr. Chairman, Board members. 01:18:24
Yes, this is a request for approval of contract. 01:18:27
#240161-12. 01:18:30
GC1. 01:18:34
This is for the Buckhead Mesa landfill expansion. 01:18:36
And what we need to do this is an important and necessary step. 01:18:41
We have to prepare environmental documents and clearances. 01:18:44
And we have selected Kinley Horn and Associates. 01:18:49
For an amount not to see. 01:18:52
Not to exceed $238,000. 01:18:54
And it's approximately a one year contract. 01:18:58
And I'll be happy to answer any questions. 01:19:02
Thank you, Supervisor Humphrey. 01:19:04
I have no questions. 01:19:07
OK, Supervisor Klein. 01:19:09
So Tom, this contract, you're thinking we can get those? 01:19:10

One year. Yes, Sir. 01:19:18
Right on. 01:19:19
Cool. Hey, thank you. 01:19:20
Thank you and so. 01:19:22
This is involving the Townsite Act that we're working on. 01:19:25
And so how is this? 01:19:28
Paid for? Is this something that comes out of the? 01:19:29
Landfill funding or? 01:19:33
It would come out of the landfill funding it would. OK, yes, all right. 01:19:36
Thank you. 01:19:39
Without, Mr. Chairman. 01:19:40
I'm sorry. 01:19:41
Can I ask a quick question, Sir? 01:19:42
On this it says for initial term law 21st 2025 through January 12th 2026. 01:19:45
That's a matter of. 01:19:52
Like 3 a little over three months. 01:19:53
So that's, yeah, that would be a misprint then. 01:19:56
So it's about a one year term. 01:19:58
So we would need to revise that. 01:20:00
To January. 01:20:02
OK, I'm so sorry. I don't mean to. 01:20:05
Interject uh. 01:20:07
We have to because this is based on a state contract. 01:20:09
Our term has to align with the state contract. 01:20:12
The state contract is up for renewal on January 12th, 2026. 01:20:15
So I I would assume that I I. 01:20:21
I can't assume that it will be renewed. 01:20:24
But once it is renewed by the state. 01:20:27
We will process an amendment to extend the term. 01:20:30
Thank you. 01:20:34
Thank you for that clarification. 01:20:35
Yeah, OK. 01:20:37
I guess that creates a question. 01:20:41
Yes, Sir. 01:20:44
Rather than assume if that's only three months away. 01:20:44
Is 3 months going to jeopardize? 01:20:48
The progress of the activity. 01:20:50
For what we need and what we need it. 01:20:56
Or and when we need it done. 01:20:58
That would be a contract question. I would have to go back and. 01:21:03
And consult with Procurement and Finance. 01:21:07
Yeah, I, I, I mean if, if, if we're OK and. 01:21:10
$238,000 for three months, assuming. 01:21:13
That it's going to get. 01:21:17
Changed in January. 01:21:19
How about if we just. 01:21:21
Get this back. 01:21:22
In January to not assume how much. 01:21:24
Progress. Is that going to delay for our landfill? 01:21:27
So I'm not exactly sure what it is. 01:21:35
You're trying to ask. 01:21:39
OK, I. 01:21:41
Inputs from somebody. 01:21:43
I mean, I don't want to delay. 01:21:47
The expansion of landfill. 01:21:49
But it would be nice to be more clear on. 01:21:51
What we're approving today. 01:21:56
And if it can be put off for? 01:21:59
Till January. 01:22:02
When we're not assuming what's going to happen after January. 01:22:04
Mr. Chairman, Supervisor Humphrey, I would see two options that when we come to January. 01:22:08
That if it's going to take a year to do it, that we're going to get. 01:22:12
1/4 of the way through the project and then. 01:22:16
So roughly 90,000 of it or. 01:22:18
80,000 of it spent. 01:22:21
And then? 01:22:23
That we. 01:22:25
Either have to. 01:22:26
If the state does not. 01:22:27
Award another. 01:22:29
Statewide contract. 01:22:30
That we would have to contract individually with Kimberly Horn. 01:22:32
Or else we could go. 01:22:36
Big back on a state contract at that time. 01:22:37
To finish out. 01:22:39
The remainder of the contract. 01:22:41
This contract would be. 01:22:43
It's that they're going to deliver a final. 01:22:46
Product. 01:22:48
But there's not enough time to complete that. 01:22:50
If they've signed a contract to say we're going to do. 01:22:53
This final product for this certain amount. 01:22:55
There would be an obligation, I believe. 01:22:58
Joe, you can correctly. 01:23:00
But there would be an obligation for them to finish it for that amount. 01:23:02
So it would be more of an extension either. 01:23:06
Individually, us. 01:23:08
Between US and Kimberly Horn correctly. 01:23:10
Or through the state. 01:23:11
Mr. Chairman, yes, that is correct. 01:23:14
You can there the other part in the contract and if they accept. 01:23:17
Terms that are offered now. 01:23:20
Then those are the terms that will apply throughout the life of the contract. 01:23:23
And generally it. 01:23:26
Especially with the company like Kimberly Horn. 01:23:27
The state is more likely than not to. 01:23:30
Extend that state contract that the county relied on. 01:23:33
When this contract was entered. 01:23:37
OK, I just. 01:23:40
They've got more one fuzzy feeling now, about $238,000. 01:23:42
Then I had a minute ago. 01:23:47
So I guess if. 01:23:48
The question of and. 01:23:51
County Attorney. 01:23:52
Thinks it's OK? Well. 01:23:53
I'm not going to argue with them. 01:23:55
Text Mr. Jeff. 01:23:58
Thank you supervisor. Did you like giving supervisor? 01:24:00
Cross our fingers and see if it works. 01:24:03
Yeah, OK. 01:24:05
So with that, I'll call for motion. 01:24:06
Mr. Chair, I move to approve contract number. 01:24:08
240161-12 Dash. 01:24:11
GC1 with. 01:24:15
Kim Lee Horn and Associates, Incorporated. 01:24:16
As presented. 01:24:19
Our second term, Mr. Chair. 01:24:20
Motion and a second to approve. Those in favor say aye aye. 01:24:22
And we have 4L. 01:24:26
Information, Discussion, Action to authorize the advertisement of invitation for bid number. 01:24:29
10012025 the Gibson Rd. 01:24:33
Roadway improvement. 01:24:38
Yes, good morning again. 01:24:40
So this is a request for authorization to advertise. 01:24:41
Forbids IFB number 10012025. 01:24:46
The Gibson Ranch Rd. 01:24:53
Roadway improvement project. 01:24:55
This is a very important project. 01:24:57
For Hema County. 01:24:59
And for the residents? 01:25:01
We've been working on this for quite some time. 01:25:02
We have a. 01:25:06
Full design. 01:25:07
We've already advertised the project and. 01:25:09
We decided to. 01:25:12
So reject all those bids. 01:25:13
And we advertise it again. 01:25:15
And we want to move forward with this. It's going to be a chip seal project about 2 1/2 miles long. 01:25:18
And I'll be happy to answer any questions. 01:25:24
Thank you, Tom. Supervisor Humphrey. 01:25:27
I have no questions at this time. 01:25:31
OK, Supervisor. 01:25:33
Tom thinks. 01:25:35
Forgiveness out there. 01:25:36
Maybe we can stay on track with May and have somebody in place to do it. So we want to go in May for sure. 01:25:38
Thank you. 01:25:44
Thank you, Tom. Without a call from Motion. 01:25:45
Mr. Chair, I'll. 01:25:47
Motion to authorize the advertisement of invitation for bids. 01:25:49
Number 10012025. 01:25:53
Mr. Chair, I'll second that. 01:25:57
Motion and a second to approve. Those in favor say aye, aye, aye. 01:25:59
Thank you, Tom. 01:26:03
We have item 4M information discussion action to adopt revised policy number. 01:26:04
Bos Hrs. 01:26:09
010. 01:26:11
Attendance. Uh. 01:26:12
Holidays and leave. 01:26:13
Be in effect as a. 01:26:14
September 25th, 2025. 01:26:16
Good morning, Rick Hus. 01:26:19
Good morning, Chairman. 01:26:20
Supervisors. 01:26:21
I'm coming to you. 01:26:22
We've had to go through some policy changes. 01:26:24
As a result of the emergencies and it brought some other issues to light which. 01:26:27
Also, it appears need to be addressed. 01:26:30
So the first one is our current annual leave time is limited to. 01:26:33
240 hours. 01:26:37
That is currently as indicated when I presented this in the Board agenda. 01:26:40
As one of. 01:26:44
The three lowest in the state. 01:26:46
The average is approximately what we're asking for is for 3/20. 01:26:48
We don't want. 01:26:52
Employees to lose the benefits that they've earned if they can't because they're working and they're unable to take time off. 01:26:53
Further, we don't want that to occur during emergency. 01:26:59
Situation where somebody might be maxing out on time in the next P period, they lose a day or two. So that's why we're asking for 01:27:02
this just for. 01:27:06
Reference Other counties are as high as 400 hours. 01:27:09
A vacation time they allow people to approve. 01:27:13
Before they lose it and one county is in fact unlimited. 01:27:16
Amount of time. 01:27:19
That if you, if you earn it, you keep it, you don't lose it. So. 01:27:20
We're asking for it to be in the medium, medium here at 320 hours. 01:27:24
As indicated, we've addressed this with other. 01:27:30
Issues including comp time and we'd like to do the same here. 01:27:33
So do you have any questions? Happy to do. 01:27:37
Respond OK, Thank you, Supervisor Humphrey. 01:27:39
No, Rick, other than just thank you. 01:27:42
Because like I say, our our people work extremely hard. 01:27:44
And and overtime we've had nothing but fires and floods, it seems one after another. And then? 01:27:48
So no, we appreciate them so much. So thank you for working on this to help them be able to. 01:27:53
1/4 Either acquire some time or. 01:28:00
Get paid. I appreciate that very, very much. 01:28:04
Thank you. 01:28:07
Thank you, Supervisor. 01:28:08
So Rick, on our annual leave, we're going to go to 320. 01:28:09
Yes, Sir, and on our comp time. 01:28:12
It was 80, right? And so during that emergency declaration, we bumped it to 120. 01:28:14
Correct. Where's it going to go from there? 01:28:20
It's going to remain at 1:00. 01:28:22
Is that for right now or is that? 01:28:24
For now, going forward, OK. 01:28:28
That's my understanding, yes. 01:28:33
But but then. 01:28:36
Annual leave itself. 01:28:37
Albeit 320 issues. 01:28:39
Well, that's a plus. So, OK, thank you. 01:28:42
Thank you SO. 01:28:45
I guess my question is. 01:28:48
What will be the? 01:28:51
Outcome of this. 01:28:53
Given the past that we have had experienced. 01:28:55
How many people have reached the 240 mark? 01:29:00
And by expanding it to 320. 01:29:04
How many people are we helping? 01:29:09
A dozen, 1/2 a dozen. 01:29:12
I think if you look around in your offices and and in the public works department and throughout the county. 01:29:15
And you see the people that are. 01:29:21
Regularly there the people that are there early and leave late. 01:29:23
Those are the people you're helping. There are several people that are in positions. 01:29:26
Where they just. 01:29:30
Either can't or don't take vacation leave time because there's work. 01:29:33
To be done and when that, when they're there, when it needs to be done, those are the people that are at jeopardy of losing time. 01:29:36
And that's what this is addressing for now. 01:29:42
So I think that gives a significant period of time before. 01:29:44
They Max out to the 320 range and then we'll be back to see if that occurs. 01:29:48
Very frequently with others. 01:29:53
So why do we have a number in the 1st place if? 01:29:54
I mean, why do we have a ceiling? 01:29:58
Because the I think. 01:30:01
Accounting has to account for the amount of accrual that we have because it. 01:30:03
At some point needs to be paid out. 01:30:07
So my guess is that that's something that we need to keep on the books that we. 01:30:09
Are indebted for that amount at some point when people. 01:30:12
Accrue that they're going to have to get paid out if they don't use it, they're going to get paid when they. 01:30:16
Leave account. 01:30:22
Mr. Chairman, yes, Sir. 01:30:23
It is a financial matter to the county because it is a true liability. 01:30:26
We have to pay that amount out. 01:30:31
And while somebody's employed, they may take that time off and which would be considered a soft cost. 01:30:33
Meaning that we're going to pay their budgeted salary. 01:30:38
Every year, whether they're working or not. 01:30:40
Based on having some accrued. 01:30:43
I'm well, as to the number of people, it's going to be probably the same that we have. 01:30:44
And maybe 2025% of the people that. 01:30:49
Will approach or come near to that maximum amount. 01:30:53
At 240 hours, a lot of people that. 01:30:56
Like you carry in a balance. 01:30:58
They're going to carry that balance because they want to have some cushion. 01:30:59
Something happens to they get in an accident have. 01:31:02
Severe illness or something like that, They want to be able to. 01:31:04
Some flexibility. 01:31:07
At 230 hours, it doesn't really. 01:31:09
Give much flexibility. 01:31:11
When you get to 320, that gives more of an opportunity for our employees to carry. 01:31:14
Some time in case of an emergency. 01:31:18
And to be able to steal. 01:31:21
Plan for vacations and do other things. 01:31:23
That they can. 01:31:26
Instead of I'm going to use Rick for an example. He loses. 01:31:27
At least a day a month. 01:31:31
Because. 01:31:32
He just works. 01:31:34
And he enjoys working. 01:31:36
And there are a number of people like that. 01:31:38
But with 320 it gives a little bit more flexibility. 01:31:39
But having a cap on it instead of just going to the unlimited. 01:31:43
It also. 01:31:46
Helps us to manage. 01:31:47
The liability. 01:31:49
An amount of a liability that we have to. 01:31:50
Record and book on our financial state. 01:31:53
Present as a liability or financial statements. 01:31:55
Which is a negative All liabilities are. 01:31:58
A negative, something that we have to. 01:32:00
OK, so. 01:32:03
I don't know if that makes any sense, don't know it does so. 01:32:04
I guess what we're saying though, too is. 01:32:06
That if a person reaches the maximum and we tell them. 01:32:09
They have to work. 01:32:12
During through an emergency or something like that, they're not going to be compensated for that. 01:32:14
That is correct. 01:32:18
Yeah. 01:32:19
That's that. I don't think that's right, but anyway. 01:32:21
Mr. 01:32:25
In those circumstances like we've just seen. 01:32:26
Previously. 01:32:29
We can bring those kind of circumstances back in front of us as a board and we can change that for that emergency or whatever. 01:32:31
Mr. Chairman, sewage claim, we certainly could when we do a declaration of an emergency. 01:32:38
As we've done twice. 01:32:42
In the past six weeks. 01:32:43
That we could say and to. 01:32:45
Waive the limitation of 320 hours or. 01:32:47
Are put a different? 01:32:50
Maximum on it. 01:32:52
For the duration of the emergency. 01:32:53
That you as a board have declared. 01:32:55
OK. 01:32:58
For my opinion. 01:32:59
Alone having a. 01:33:00
Having a number. 01:33:03
For any leave and comp time isn't a bad thing. 01:33:04
I mean we. 01:33:08
We see burnout and. 01:33:09
And our people, too. 01:33:11
And I know that there are people like you right that. 01:33:12
Work. They work all the time and. 01:33:15
It takes a long time to get to that 200 mark. 01:33:18
A lot of people don't want to lose that either. They want to carry that over for just as you said. 01:33:21
Or for retirement they get paid off for. 01:33:26
So but. 01:33:28
In the same token, it's also good to see people. 01:33:30
Somewhere along the way. 01:33:33
We say hey. 01:33:35
Burn it. You need to go somewhere for a week or two weeks or whatever. 01:33:36
You don't get your head back on straight. Let's go again. So. 01:33:40
I for one. 01:33:43
Don't mind seeing the hours, it's just. 01:33:45
Where is that? 01:33:48
Those hours going to be. 01:33:49
You know. 01:33:51
But like we did with the declaration the other day, I think that was a good. 01:33:52
Good thing. 01:33:56
And uh. 01:33:57
As long as we keep that capability, then I'm. 01:33:59
I'm good, thank you. 01:34:01
Mr. Chairman, throughout Klein. 01:34:03
It kind of behooves us as employees to just as you're saying that. 01:34:06
We need to have a break, and that's what it's intended is to. 01:34:10
Recharge, rejuvenate and. 01:34:13
Help us to be better employed and that's the whole. 01:34:15
Reason for annual leave? 01:34:18
And it. 01:34:19
We need to. 01:34:21
Have a reason to take that time off? 01:34:22
And have time to ourselves. 01:34:26
To remind us that there's. 01:34:28
We need to balance our lives. 01:34:31
We talked about that a lot, but. 01:34:33
Sometimes it doesn't happen very often. Very often. 01:34:35
And I can't blame Mister Man left for that because I brought a lot of that time over with me from Brad Beauchamp and the county 01:34:37
attorney's office. 01:34:40
So do we get to charge it back to him? 01:34:43
I say. 01:34:46
OK, I'm not going to ask you. 01:34:50
The wise choice. 01:34:58
Call for a motion. 01:35:00
This year I moved to adopt. 01:35:03
BOSS. 01:35:07
Hours. 01:35:08
010. 01:35:10
Attendance, holidays and leave. 01:35:12
To be in effect. 01:35:15
As of September. 01:35:16
21st, 2025. 01:35:17
Mr. Chair, I'll second that. 01:35:20
Motion and a second to approve. Those in favor say aye aye. 01:35:22
Hi. And for our last item 4 N. 01:35:26
Information discussion Action to adopt revised policy number. BOS HRS. 01:35:30
011 overtime pay. 01:35:34
And compensatory league compensated. 01:35:37
Compensatory. 01:35:42
Is that right? 01:35:44
OK. 01:35:45
OK, I need a. 01:35:49
To be in effect as of September 25th, 2025. Tell us what that's about. 01:35:52
Thank you, Chairman. 01:35:57
Supervisor something. 01:35:59
Supervisor Klein. 01:36:00
This also resulted from the emergency situation our. 01:36:02
Our employees. 01:36:05
Who are exempt were unable to. 01:36:07
Gain comp time. 01:36:11
They were working hours and and pursuant to our. 01:36:13
Current policies it says what the. 01:36:16
First portion of this says employees. 01:36:18
Were exempt from overtime requirements. 01:36:19
A Fair Labor Standards Act are paid on a salary basis. 01:36:22
Situations in which exempt employees are required to work more than 40 hours a week. 01:36:26
Shall not result in. 01:36:31
Compensatory time. 01:36:32
Or additional compensation and that's where it ended. 01:36:34
We're asking the board to consider. 01:36:37
Amending that to say, unless an emergency. 01:36:39
Is declared by the Board of Supervisors or the chairman of the Board of Supervisors as he or he. 01:36:43
He or she deems necessary to avoid delay. 01:36:47
In the event. 01:36:51
That an emergency. 01:36:52
I'm sorry, in the event that an exempt employee is required to. 01:36:54
Work more than 40 hours. 01:36:58
Per week during it I declared emergency the exempt employees shall be paid. 01:36:59
For any and all additional hours. 01:37:05
Exempt employees, regular rate of pay. 01:37:08
Or straight time. 01:37:11
Pursuant to the third. 01:37:12
Labor and Standards Act they're not allowed to get. 01:37:13
Time and 1/2. 01:37:16
But we're asking that they be paid straight time for that. 01:37:17
During an emergency. 01:37:20
OK. 01:37:22
Yeah, I I have no questions. 01:37:25
Talking about this SO. 01:37:27
Supervisor. 01:37:29
How is the discussion like about the time and a half versus straight time? 01:37:31
Non exempt employees which are. 01:37:38
Individuals who are not supervisory level or. 01:37:42
Determined to be exempt. 01:37:45
We're again Fair Labor and Standards Act. 01:37:48
They are entitled to overtime pay, time and 1/2. 01:37:51
The overtime pay that exempt employees are limited to. 01:37:55
Is straight time. 01:37:59
And so that's the difference. 01:38:00
OK. And they'll just remain now? 01:38:02
Yes, they will acquire. 01:38:05
Additional pay at their. 01:38:07
Equivalent of their hourly range. 01:38:09
Even though their salary. 01:38:11
You have something to say. 01:38:13
At some point I just wanted to add the. 01:38:15
These are backdated to September 25th. 01:38:17
Which was the date of the first flooding in Miami? 01:38:20
Yeah. 01:38:23
Thank you. You're going to see a big bill. 01:38:24
Yeah, yeah. 01:38:26
Then they'll be ready for it. 01:38:28
So there's no limit on these numbers here. So that's correct. Somebody puts in. 01:38:30
100 hours a week. 01:38:35
For six weeks, you know. 01:38:37
And they'll get paid. 01:38:39
Regular time. 01:38:41
Yes, Sir. So if it's only because of an emergency, why don't we just do that during an emergency versus change? 01:38:42
Policy. 01:38:48
The policy provides. 01:38:49
For that exception. 01:38:50
During an emergency. 01:38:52
If it's declared by. 01:38:54
Chairman or the members of the Board? 01:38:56
Otherwise, uh. 01:38:57
There's well. 01:38:59
So just to clarify, in order for these hours and dollars to be submitted for reimbursement? 01:39:03
The policy has to be in place. 01:39:11
It can't, right? 01:39:14
So we need to make sure that this is in place ahead of time. 01:39:16
So that we can. 01:39:20
Demonstrate that the board had this intention. 01:39:21
OK. So even if it's not reimbursable, it's still an expense on the counties? 01:39:25
Books the comp time. 01:39:30
Is not reimbursable. 01:39:33
But we have heard from enough people that it's important to staff. 01:39:35
That. 01:39:39
That HR management work together to. 01:39:40
Provide that additional. 01:39:43
Opportunity. 01:39:45
OK. Thanks for that clarification. Yes, Sir. 01:39:47
Man, can you explain that a little bit? Because to me it seems like comp time would be able to be. 01:39:49
In dollars as well. 01:39:57
So why would those? 01:39:59
Dollars. 01:40:01
I'm just asking because it's a question I've had in my mind. Why would those dollars not? 01:40:02
Be reimbursable. 01:40:07
You put me in a. 01:40:12
Yes, I was going to say you put me in a very challenging. 01:40:14
Situation of diplomacy here. 01:40:18
There's a 300 page book from FEMA in my bag. 01:40:20
That has all these rules and. 01:40:23
That's one of them. 01:40:25
Is that it has to be paid out. 01:40:26
Uh, overtime. 01:40:29
And there are other municipalities. 01:40:30
That, uh. 01:40:33
Won't let. 01:40:34
People hate. 01:40:35
Or a crew comp time. 01:40:36
During an emergency. 01:40:38
But it's been made very clear to us that several of our staff members. 01:40:39
I would much prefer to accrue initial comp time than to get paid overtime. 01:40:44
So this this accommodation is something that. 01:40:49
Really is an investment in our people. 01:40:53
And their preferences. 01:40:55
OK. Thank you. That's good to know. 01:40:57
I'm sorry supervisor, did you have? 01:41:01
Yeah, no, I would. I was just gonna say I do believe the city of Globe is not. 01:41:03
Allowing. 01:41:07
Comp time. 01:41:08
Because they won't be reimbursed. 01:41:10
Or clump time. 01:41:12
And so some of the people that get so much overtime. 01:41:14
When they're paid. 01:41:18
They're paid in a different tax bracket. 01:41:19
So they end up losing money over a certain amount. 01:41:22
Of overtime. 01:41:26
Then they get lesser money. 01:41:28
And so I'm grateful to our system. 01:41:31
That will. 01:41:35
Will bend enough to say. 01:41:36
OK, you guys. 01:41:38
Are not going to get comp time. 01:41:40
Because we want to get reimbursed. 01:41:42
Well, those are going through. They're putting all their time and energy and effort out. 01:41:44
And if they want time off rather than to lose money and overtime. 01:41:48
God bless him. I appreciate our staff very much for. 01:41:52
Help them with that. 01:41:56
Over a few dollars of reimbursement. 01:41:58
To Horses County. 01:42:00
I totally agree. 01:42:02
It's just that my question is always being Hawaii, is that the case, you know? 01:42:03
Personally, I'd rather any day have the comp time than I would of the overtime. 01:42:07
Just because of that. 01:42:10
I actually this is a state and federal rules. 01:42:12
You can't change those rules. And just to clarify something. 01:42:14
Supervisor made a really good. 01:42:19
Point about the tax brackets on the paycheck. 01:42:20
So even though the federal government. 01:42:23
Has done away with. 01:42:26
Tax on overtime. 01:42:28
It doesn't happen at the. 01:42:30
Paycheck level. 01:42:31
That that tax refund won't happen until after people do their 2025. 01:42:32
Income tax return. 01:42:39
So supervisors right like. 01:42:41
At the immediate level, this. 01:42:45
Let's our people keep more of their take. 01:42:46
Mm-hmm. Right. 01:42:49
OK. Thank you. 01:42:53
Thank you for all the clarification. I don't have any other questions. I'll call for a motion. 01:42:54
Mr. Chair, I'll make the motion to adopt the revised policy number. 01:43:00
BOHHRS 01/1. 01:43:04
Overtime pay and. 01:43:09
Can't leave to be in effect as of September 25th. 01:43:10
2025. 01:43:14
Mr. Chair, I will second that. 01:43:16
We do have a motion and a second to approve. Those in favor say aye. 01:43:19
Aye, aye, aye. 01:43:22
Thank you, Doctor Husk. 01:43:24
Moving on. 01:43:27
A Consent agenda items are items 5A through J. 01:43:28
Supervisor Humphrey, would you like to discuss? 01:43:33
Any or more of those separately? 01:43:35
No, I'm I'm good with the consent agenda items. 01:43:38
Thank you supervisor clients in question. 01:43:42
I'm good, thank you. 01:43:45
Hey there, I will call for a motion to approve. 01:43:46
Consent agenda items A through J. 01:43:49
Mr. Chair, I move to approve consent agenda items 5A through 5A. 01:43:54
We have a 2nd. I'll second it. 01:44:02
We did have a motion in it. 01:44:05
All those in favor say aye. 01:44:07
I OK, very good. Our next item is called to the public. 01:44:10
This is where the public can. 01:44:14
Approach us and. 01:44:16
Say a few things we are not. 01:44:19
Going to vote on it and very likely not going to have very many comments about it. 01:44:22
But it is an opportunity for the public to do that. It's our item 6. 01:44:28
And I have. 01:44:33
In my possession, a request from. 01:44:35
At least one here in Globe. 01:44:38
And his name is Jim Bannon. 01:44:40
And so I'd like to invite him up to the. 01:44:44
Podium and sure we. 01:44:48
We like to limit it to 3 minutes if that's. 01:44:51
Something you can work with. 01:44:54
Mr. Chairman. 01:44:57
Gila County District supervisors and hundreds of you in Payson. 01:44:59
Our distinguished guests and on YouTube. 01:45:04
All the wonderful taxpayers. 01:45:06
Who all report to and are pledged to serve. 01:45:08
And although I've prepared. 01:45:12
I realized that if I ever stand in front of you again, I gotta ask Mark Lamb for his. 01:45:14
Oh, so my dad taught me to be brief and to be gone. So this morning I'll attempt to live up to my reputation. 01:45:19
Is being an average speaker. 01:45:27
But hope to prove that moving forward, Lockstep with you to be an exceptional listener. 01:45:29
Let us never forget you swore an oath to work for the constituents while taxes pay your salaries. 01:45:36
And be carrying public servants. 01:45:42
Plus, unlike the 35,000 documented lies, we've heard from the orange buffoon. 01:45:44
34 time convicted felon. Let's really perform. 01:45:50
As honest servant leaders. 01:45:54
I am humbly. 01:45:57
Honored to stand before you, especially. 01:45:58
During this time of painful tragedy. 01:46:01
But also unbridled. 01:46:04
Opportunity. Uh. 01:46:06
We've all heard the phrase phoenix rising from the ashes. 01:46:07
I'd like to propose a new mantra. 01:46:12
Hashtag Globe, Miami. 01:46:15
Rising. 01:46:18
The importance of using the hashtag or the number sign will soon be evident. 01:46:20
I am Jim Bannon, the good Bannon. It took nine years for me. 01:46:25
And my buddies. 01:46:29
To get the other one in prison, but we recently did that. 01:46:30
I have 6 international companies as founder, Angel investor. 01:46:34
Or major, major equity partner. 01:46:38
All in the communication arena. 01:46:41
I'm excited to announce that Elon is no longer the richest man in the world. 01:46:43
After our starfighters took the 400. 01:46:48
And $99 million order away from SpaceX. 01:46:51
To do the next 128 communication satellite launches. 01:46:55
For our trusted allies. 01:46:59
In northern neighbors who are so ****** at the tariffs. 01:47:01
In the billionaire guy that nobody voted for. 01:47:04
As for here at home in. 01:47:07
Mayor Al Damaros and Senator Ruben Gallego. 01:47:10
Keenly observed, we can re engineer. 01:47:16
Strategically planned advancements. 01:47:19
And rebuild our hometowns. 01:47:21
To become much better than before the night of September 25th. 01:47:24
In the subsequent second flood. 01:47:28
I pledge my president, Doctor Chuck Smith. 01:47:31
A Globe resident who lives along 6 Shooter Canyon. 01:47:34
Although I've yet to tell him. 01:47:38
Where do we find? 01:47:41
He'll see this on YouTube. 01:47:43
That'll teach them to spend the last three weeks in Tucson while I've been here passing out clothing. 01:47:45
On supplies alongside people with real life angels. 01:47:51
Like Superior Central Bakery who rented a U-Haul truck. 01:47:55
Filled it with tons of critical supplies and quietly. 01:47:59
Without bragging, open shop in the Globe parking lot. 01:48:03
Or the Kearney. 01:48:07
Church folks who quietly loaded a trailer full of shovels. 01:48:08
Water Gaylords filled with clothes and other supplies and Kearney's Ace Hardware. Mr. Bannon? Yes, Sir. 01:48:12
Your time has expired. Are you close to the end of your comment? Yeah, I'm going to give you a website and I'm going to follow 01:48:19
with a written e-mail. I really do thank you for this time and I'm committing. 01:48:25
Everything I have. 01:48:31
To support you. 01:48:32
Thank you very much. Thank you. 01:48:33
Is there anyone else here in Globe that wishes? 01:48:36
Speak, please introduce yourself, Sir. 01:48:38
Still Madrid mayor of Miami. 01:48:45
I just wanted to step up and. 01:48:48
Let Gila County supervisors. 01:48:50
Know that Miami. 01:48:54
All of the citizens. 01:48:56
All of our staff. 01:48:57
Appreciate all that you've done. 01:48:59
During these difficult times. 01:49:02
And and coming together like we had. 01:49:04
I have in my entire career. 01:49:07
And engineering and construction. 01:49:09
Never seen that kind of. 01:49:11
Collaboration. 01:49:15
And you guys? 01:49:16
I just want to let you know. 01:49:18
That were. 01:49:20
We're in the beginning of starting all over again with. 01:49:23
With Miami. 01:49:26
Strategic planning. 01:49:28
As soon as we get this mess cleaned up and I think it's going to take. 01:49:30
The first the rest of the year to get. 01:49:34
To the point where we've got it. 01:49:37
Back and we're up and running again with our. 01:49:40
Strategic planning. 01:49:43
I just want to thank you guys. 01:49:45
Appreciate it. 01:49:47
I know that the community does. 01:49:48
Thank you, man. Thank you. 01:49:50
Thank you, Mr. Mayor. Appreciate that. 01:49:51
It's good to be able to work together. 01:49:55
To help people. 01:49:58
Is there anyone else here in Globe that wishes to? 01:49:59
Respond to call to the public. 01:50:02
I'll take that as a no Cassandra. 01:50:05
Now, how many do we have on the Internet today? 01:50:08
51. 01:50:11
Lisa looks pretty vacant. Is there anyone in Payson? 01:50:13
OK. Thank you for your help today. 01:50:18
I will now call close call to the public and. 01:50:22
Item 7 is our report. 01:50:26
Sports. I'll turn it over to our county manager. 01:50:28
Mr. Menlo. 01:50:31
Mr. Chairman, last week I attended the. 01:50:33
Arizona Department of Transportation annual policy summit. 01:50:35
In Sierra. 01:50:39
My purpose in attending there is to ensure that Gila County is forefront on the A dot board. 01:50:40
And keeping our projects and things alive and well. 01:50:45
That we have going on, of course we've got. 01:50:49
Wash out here West of. 01:50:51
Of Miami and. 01:50:54
Continue tremendous needs here in Halo county so. 01:50:55
We appreciate the ADOT Board and their commitment to Gila County. 01:50:59
And the resources that they commit to us. 01:51:02
This week attending the. 01:51:05
Arizona Association of Economic Development. 01:51:07
Continue to try to. 01:51:10
Pushed for economic development in our county. 01:51:12
And then, of course, the week after we are all at the. 01:51:15
County supervisors association. 01:51:18
Legislative Summit where we plan for the. 01:51:21
Legislative. 01:51:24
Session that will. 01:51:25
Beginning January. 01:51:26
I look forward to those events and having the. 01:51:28
Communication and ability to shape the future of HILA can. 01:51:31
Thank you, Mr. Chair. 01:51:35
Thank you. 01:51:36
Can I? Yes. I was gonna say, did you miss anything I missed? 01:51:37
The most important of all? 01:51:41
May I ask Christine Smith to come to the podium? 01:51:44
I want to introduce Christine as our. 01:51:47
New public works. 01:51:49
Director Christine has a wealth of. 01:51:51
Experience and knowledge and. 01:51:53
All of these that she. 01:51:56
I'm excited that she brings to Gila County she's worked. 01:51:57
Or the city of Phoenix. 01:52:00
Actually ran the airport. 01:52:02
In many ways. 01:52:04
You know, Sky Harbor is. 01:52:06
City into itself. 01:52:08
And Christine worked with that, went out to his Goodyear, wasn't it? 01:52:09
Goodyear as public works director there and then most recently town of Payson. 01:52:15
And we are very fortunate to have Christine. 01:52:20
To join Hulu County. 01:52:23
And would like to give her an opportunity to. 01:52:24
Address you and introduce herself. 01:52:27
Sure. 01:52:30
Good morning, supervisors. I just want to say I'm very glad to be here. 01:52:31
I've had a place in Hilla County for over 20 years. 01:52:35
And I love Healing County, so I see this as a wonderful opportunity. 01:52:39
For me to bring my skill sets. 01:52:44
And hopefully help. 01:52:45
All of our citizens here. 01:52:47
And also to help make sure. 01:52:49
That this organization is successful. 01:52:51
As you have all noted, our public works team. 01:52:54
Is doing a tremendous job. 01:52:58
Under a lot of pressure. 01:53:00
Especially given some of the FEMA requirements. 01:53:02
I know you wanted to honor some of them today. 01:53:05
But they are out on the roads. 01:53:08
And so I'm sure they still appreciate all your words and just want to say thank you for that. 01:53:10
That's all I have to say. 01:53:16
Thank you. Supervisor Humphrey, do you have any? 01:53:18
I I don't other than welcome and I'm looking forward to. 01:53:21
A ride along with you in an hour. 01:53:24
Yes, hey, supervisor client. 01:53:26
Christine, welcome to Gila County. And yeah, I'll, I'll get in touch with you. We'll visit. 01:53:29
OK. 01:53:34
Yes, and thank you, Christine. I think we have a meeting on Thursday. 01:53:35
And I plan on showing you a few things. I asked Supervisor Humphrey. 01:53:40
It could be all right if I. 01:53:44
Took you and showed you. 01:53:46
The condition of the gaisela mode. 01:53:47
I'd like to do the same on Gibson Ranch Rd. since it's. 01:53:50
Kind of right there as long as Supervisor Klein. 01:53:53
Didn't plan on doing that. 01:53:56
Himself I can show her Gibson Ranch Rd. 01:53:58
If that's all right. 01:54:03
I have no problems with it because Tom's gonna fix it. Here. Come in. 01:54:05
So. 01:54:10
I wish you the best. We're going to help you succeed and. 01:54:13
It's one of the biggest departments that we have. 01:54:18
If not, be bigger. 01:54:20
Look forward to working with you. 01:54:22
Same. Thank you. 01:54:24
Thank you. 01:54:26
All right, let's turn it over. 01:54:27
Hungry. 01:54:29
On the 7th I held a tunnel base and community meeting. 01:54:33
On the 8th I met with. 01:54:38
The My monthly meeting with county manager, Deputy county manager. 01:54:40
And department heads to go over. 01:54:44
Projects in District 2. 01:54:47
Underway and some that we want to get underway. 01:54:50
And I also held the Roosevelt community meeting on the 13th. 01:54:54
Both my community meetings, their their monthly meetings, I do that. 01:54:58
Every month to get in touch with what's going on. 01:55:02
In the community. 01:55:05
And so. 01:55:06
Other than that, and and. 01:55:07
Answer many, many phone calls and emails. 01:55:09
From people, from the public. 01:55:13
That's about where I've been lately. 01:55:16
A good supervisor, Klein. 01:55:19
Mr. Chair, thank you. I didn't have a whole lot going on. 01:55:21
One of my stuff got cut back and stuff flooding and whatnot. 01:55:25
You know, spend a lot of time on the phones as well. 01:55:28
Tomorrow there's a ribbon cutting session in Lincoln. 01:55:30
I may need to have you cover for me tomorrow, we'll just see. 01:55:34
And they're not the tip. 01:55:38
OK. Thank you. I don't have a tremendous amount to report other than. 01:55:41
The northern part of the county has been very active with various things such as. 01:55:45
That car show. 01:55:50
And it rained like. 01:55:53
Crazy but. 01:55:54
The turn out was still very good. 01:55:55
It did stop running around 11. It was just a beautiful day at that point. 01:55:58
So really good there. 01:56:02
This last Saturday, there was some. 01:56:06
A bike run. The Christopher. 01:56:11
Creek that's in your area? 01:56:14
The Highline bike. 01:56:16
Race thing and. 01:56:17
That's building. 01:56:20
I I commend those people that are volunteering for that. 01:56:22
It's building an economy and the reputation. 01:56:26
In northern Halo County is building for our. 01:56:30
Hiking, hiking. 01:56:34
And bicycling. 01:56:35
Groups and that. 01:56:38
Super good amount of money and participation coming into Hila County. 01:56:40
Which benefits the economy and and then they all go home and it's just great. 01:56:45
There was another event earlier that day. What was it? 01:56:53
Sorry, the Aerofair, yes. 01:56:58
Very good Aerofo. 01:57:00
Umm. 01:57:02
Was that Melissa or just the Lord? 01:57:04
The Aerofair is building. 01:57:08
That old cars old. 01:57:11
People playing and band the booths, the. 01:57:14
Helicopters just. 01:57:16
Going everywhere in that building. 01:57:19
Great economy for the. 01:57:21
Area of Payson Airport. 01:57:23
And the participation is unbelievable, the amount of people that want to go out there. 01:57:25
With their kids and stuff, it's just really great so. 01:57:29
Lots happening in that area. I look forward to our Yuma trip. 01:57:32
So be heading down next week. 01:57:37
To do that. 01:57:38
And all of that. Did you have another thing? 01:57:39
If I could, Mr. Chairman, I know Mrs. Grice and Mrs. Melvin. This last weekend they. 01:57:43
Participated in hosting a group. 01:57:48
Motorcycle riders. 01:57:51
At the Pleasant Valley Veterans. 01:57:52
And again, that's. 01:57:54
Writers from all over the West. 01:57:56
And they came into public Valley and. 01:57:58
I haven't got a direct report from. 01:58:01
Mr. Grice or Mrs. Dalton yet, but I believe that it went really, really, really well. 01:58:04
Great, awesome stuff. 01:58:09
Let me. Yes, Sir. 01:58:11
I got a chance to meet that second group that came in there, really good group of. 01:58:13
Folks there. 01:58:17
I asked him. 01:58:19
Who came the furthest? 01:58:20
To be here. 01:58:22
And it was a guy from Michigan. 01:58:23
No, I didn't settled the. 01:58:25
But had had a wonderful time, they all did. 01:58:28
They were happy. 01:58:32
They were good. 01:58:33
Very good. I'm very excited about Pleasant Valley. 01:58:35
Patrons retreat. It's really coming right along, even though it's. 01:58:38
Just in the very beginning stages of becoming. 01:58:41
Just super magnificent. It's just going to be there. 01:58:44
And it might be after all of us, but it's just going to build and do really great. 01:58:48
So they're encouraging words. That's all we have for the reports. And so we do have one item left, so it looks like. 01:58:54
Item number 8 the work session item. There is no action on this item. 01:59:01
Information discussion regarding the recreation vehicles. 01:59:05
Inhaler County and provide staff with direction as appropriate. Mr. Plummer. 01:59:08
So I'm glad to hear that Supervisor Humphrey has an appointment. So then I can. 01:59:14
Move this through a little quicker. 01:59:19
So I've been here eight years. 01:59:22
And this is our 6th work session on this item. 01:59:24
They weren't all done by me, but. 01:59:29
Prior, uh. 01:59:32
Director has dealt with us. 01:59:33
Recreational vehicles of. 01:59:35
Thank you. 01:59:37
Recreational vehicles are a. 01:59:38
A thing in all counties. 01:59:41
I was asked. 01:59:45
What other counties are doing? 01:59:47
Some don't allow them at all. 01:59:49
Some allow everything. 01:59:51
Not sure how they do it. 01:59:53
Been in contact with them and asking how they do it. 01:59:56
They're not sure. 01:59:59
How they do it? 02:00:00
I've got one county that's. 02:00:03
Trying to rent helicopters just to fly over to see how many RV's. 02:00:05
Are illegally put where? 02:00:09
They can't get to. 02:00:11
So it's a vast. 02:00:12
Array of items. 02:00:15
And Gila County is is. 02:00:17
Is divided. 02:00:20
Very differently. 02:00:22
We have Pine Strawberry which has very few RV's. They have a couple but. 02:00:23
Pretty small area, most housing there. 02:00:30
We have tunnel basin which has and we know as as the new. 02:00:33
Land dividing from the bridge is going on. 02:00:38
Everyone thinks they should be able to put an RV on their site. 02:00:41
And in young. 02:00:45
There's currently a lot of RV's in there and. 02:00:48
People have. 02:00:52
Put them up. 02:00:53
And used them and gone forward so. 02:00:54
We have a pretty diverse. 02:00:57
Group to try to come up to a solution. 02:01:00
And use and allowance and see how we can get there. 02:01:04
I push the top button. 02:01:12
OK. 02:01:15
So state of Arizona. 02:01:17
This is even into the state where they have an ARS statute 332102. 02:01:21
Which addresses recreational vehicles. 02:01:27
This goes into between a camping trailer mounted on wheels. 02:01:30
This is a Class A. 02:01:34
Motor Vehicle. 02:01:36
This is a park trailer, a park model. 02:01:39
Which is lion wills. 02:01:42
Trailer this is. 02:01:44
Campers on the back of trucks. 02:01:45
Basically, I'll come on wheels. 02:01:48
And are used and are supposed to be. 02:01:50
Either TOEFL or movable. 02:01:52
Under their own power. 02:01:54
The good and bad about that is. 02:01:58
They leave a lot of stuff not in their definition. 02:02:00
So we're going to try to address a lot of that. 02:02:05
And then in. 02:02:08
The county ordinance. 02:02:10
We basically match it. 02:02:11
We'll copy and paste. 02:02:14
Anything we can. 02:02:16
And as you notice here ours. 02:02:17
Follow the state standards pretty well. 02:02:20
Almost exactly, I think we change a few words. 02:02:23
Trying to condense it a little. 02:02:27
But. 02:02:29
We basically go into it's on wheels and it moves by itself. 02:02:31
And all I guess are tow. 02:02:35
We have some. 02:02:38
Areas where there's more and not and. 02:02:41
So on and so on. 02:02:43
But then we go. 02:02:46
What the manufacturer designed a RV for. 02:02:49
They do not meet building codes. 02:02:54
They do not meet dwelling requirements. 02:02:57
They. 02:02:59
Are designed for a very specific purpose and I will get into that. 02:03:03
Recreational use. 02:03:07
Are for temporary living. 02:03:09
Our recreational purpose that are not intended to be a permitted dwelling recreated Philip do not meet. 02:03:11
Building code. 02:03:18
So they don't have the same requirements for egress. 02:03:19
Getting in and out. 02:03:22
They don't have the same size of doors. 02:03:23
They don't have the same electrical. 02:03:26
They are built to a. 02:03:28
Guideline. 02:03:32
Guidelines can be changed. 02:03:34
So tomorrow they could get the. 02:03:35
RV something association and I forget that name is. 02:03:38
They could get together and say. 02:03:43
We want to allow. 02:03:45
Smaller windows. 02:03:49
And the guidelines can be changed by a vote. 02:03:50
And we have smaller windows and an RV. 02:03:53
I will thoroughly admit. 02:03:57
That if my RV catched on fire I will get out. 02:03:59
One way or another, whether it's through the side or through the window. 02:04:03
But I'm getting out and I'm going to do everything I can to make sure my family got out also. 02:04:06
So it is. It is. 02:04:11
Not saying that's not feasible. 02:04:13
But it is not designed to the same requirements of the building. 02:04:16
The wiring sizes don't match. 02:04:20
Egress doesn't match. 02:04:22
All that stuff doesn't. 02:04:24
It is built for recreational purposes. 02:04:25
Per the Hill County Zoning ordinance, recruiters vehicles are not permitted as primary dwellings. 02:04:30
Our accessory drones can't have an Adu. 02:04:36
You can't have an RV and call it an Adu. 02:04:39
In any zone. 02:04:42
Unless they are in an approved. 02:04:44
And that has a T overlay. 02:04:49
And our definition is. 02:04:52
If you have. 02:04:54
Two more than one RV. 02:04:55
It is considered. 02:04:59
And then you would have to have the T overlay to allow that. 02:05:01
This is where we come into a lot of. 02:05:05
Problems. 02:05:07
I will say. 02:05:09
RV's are only mentioned. 02:05:12
In our ordinance, I believe three times. 02:05:14
And over the interpretations, again, this has come as why we're rewriting the. 02:05:18
Zoning ordinance. 02:05:24
Under interpretations, everyone says we have recreational area, we do, we have the lake. 02:05:26
So. 02:05:31
And the definition of Gu. 02:05:32
Is for recreational purposes. 02:05:35
It never says our bees. 02:05:37
And it was an interpretation by one of the directors. 02:05:41
That said. 02:05:44
For you, you can have an RV. 02:05:46
You have one, but you can have an RV. 02:05:48
And I will say that. 02:05:50
All directors since then have said. 02:05:52
Yeah, it makes sense and we don't want to tell someone they have to move or do something different. 02:05:54
So under. 02:05:59
Whatever guidance that was given. 02:06:02
That was what? 02:06:05
She you was used for. 02:06:06
Again, it goes into two or more. 02:06:12
It's a park. 02:06:16
All residential zoning districts except R1L, which you know as we rezoned. 02:06:17
Earlier today to R1L. 02:06:22
And approved temporary use permit. 02:06:24
Our actuator can be used as a temporary living quarter. 02:06:26
Where they are related to an active building permit except R1. 02:06:30
R1 Alice went through. Like I said, it was our most restrictive. 02:06:35
And says you can't have an RV on our site. 02:06:38
Period. No if ands or buts. 02:06:41
They don't want manufactured homes, they don't want RV's, they want stick built. 02:06:44
In their in their districts, and that's what is. 02:06:48
And so it's worked out well. It's it's a. 02:06:51
Usually a little bit. 02:06:53
Oversized lots. 02:06:56
A little bit bigger, nicer homes and everything else that goes along. 02:06:58
Temporary living. 02:07:04
Definition. 02:07:05
It's very, very limited. 02:07:07
Again, the manufacturer said this is for temporary living. 02:07:09
Recreational Camping. 02:07:13
So on. 02:07:15
But they don't define that. 02:07:16
So you go to Arizona State law. Temporary limit is defined as an operation of a business or occupancy. 02:07:18
Such as hotels. 02:07:26
And motels and ends. 02:07:27
Doesn't really get into the campgrounds can. 02:07:29
Resorts mobile home spaces intended for short-term stays. 02:07:31
These establishments as public to specific regulatory and tax obligations. 02:07:35
They don't allow that. 02:07:41
For convalescent homes. 02:07:42
Hospitals, any of that stuff you don't get to use. 02:07:45
Sorry the way it is. 02:07:48
Now, at the federal level, 14 days is the most. 02:07:50
Popular answer. 02:07:54
You mean if you go to chat? 02:07:55
Something CPT whatever that is. 02:07:57
It says 14 days but I will tell you. 02:08:00
There are some that allow 30 days. 02:08:03
The 14 is in normal if you if everyone went camping in a. 02:08:07
National Park, you know, they tell you got to leave every 14 days. 02:08:10
And that is to meet the requirements of the manufacturer and the use of what it was built for. 02:08:13
Some florists go as low as 5 days. 02:08:19
And some go as much as 30 days. 02:08:22
The grasslands and the creations and some of that stuff they have. 02:08:26
Different times, different times of the year, right? 02:08:30
If you have the. 02:08:32
Wooded frog. 02:08:34
Thing living there, they don't want RV's around. 02:08:36
And if they're not there, they allow you to say they're a little longer. So some of those change. 02:08:38
Gila County zoning ordinance. 02:08:46
Kern has. 02:08:48
Reference RV's three times. 02:08:49
Single family rural district SFR states that. 02:08:52
There shall be no more than one. 02:08:56
Travel trailer. 02:08:58
A recreational score. 02:08:59
On the same lot, recreational vehicles shall not be used as permanent dwellings. 02:09:02
Again, we're going to go back to R1L. 02:09:08
States that no mobile manufactured home are recognized billed by the occupied. 02:09:10
As permanent or temporary dwelling. 02:09:15
Unit in the R1L district, so even if you had an open permit. 02:09:18
And you're building your house. You don't get a stay in an RV in R1L. 02:09:22
And then we have T. 02:09:26
He is the the overlay, the district that allows you to have a mobile Home Park. 02:09:28
Those are only allowed to go. 02:09:33
With four distinct districts that we have. 02:09:35
Which is TRR 4. 02:09:39
RR and GR. 02:09:41
What we talked about earlier was the TR. 02:09:44
On the rezoning that we talked about earlier in the day. 02:09:46
TR goes with the T overlay. 02:09:50
That's the only four that go with it. 02:09:52
And so you can't put a T on. 02:09:55
R1F you can't do any of that kind of stuff, so. 02:09:58
Our ordinance has addressed this and. 02:10:02
The only other place there's three. 02:10:04
And I will tell you there is a fourth reference and that is the definition which we went through earlier on the slide. 02:10:06
So that is the only four times in our ordinance talks about addresses, looks at RV's. 02:10:12
Which, you know, there was a lot more. 02:10:18
Situations. 02:10:21
Thoughts. Use and everything of RV's. 02:10:22
Then those four items that we address. 02:10:25
Well, missed the page. 02:10:34
OK, so we have. 02:10:41
Growing. 02:10:43
Areas here. 02:10:45
Especially in. 02:10:47
Tonneau area, I mean, it is growing like wildfire. We're splitting land, we're doing everything. 02:10:49
So safety and health risk are are concerned RV's may not have adequate access to water, sewer, electric. 02:10:55
Heating, cooling, ventilation. 02:11:02
Fire Protection and waste disposal services. 02:11:03
Everyone talks about Blackwater and greywater. 02:11:07
In an RV. 02:11:11
There is. 02:11:12
No definition that, says Raywater. 02:11:13
It has got the kitten sink that's in that tank and the kitchen sink. It's considered black water, so basically all water that is. 02:11:16
Put out. 02:11:23
Of an RV is black. 02:11:24
Well, we had a meeting yesterday or. 02:11:26
Yes, yesterday. 02:11:29
With the health Department, Public Works. 02:11:30
Wastewater. 02:11:33
And community development. 02:11:34
And we talked about all the things we have. 02:11:36
Seen some of the stuff, got fairly graphic. 02:11:40
I won't bring that up. 02:11:44
But. 02:11:45
We have people dumping. 02:11:47
In our streams. 02:11:49
In our washes, in our curves, I mean. 02:11:51
They pull over and they don't want to haul. 02:11:55
Is it not good stuff back home? 02:11:58
So they'd rather just dump it on the ground and it's lighter and they get better gas mileage. 02:12:00
And they don't have to deal with it when they get home where they actually have to go in hook it up. 02:12:04
Take the hose down here, lay this rather pull lever and start driving. 02:12:09
So that's not a good thing. 02:12:13
And that. 02:12:16
So one of the problems that we got into yesterday is that deodorizer. 02:12:18
And everyone puts in their RV tanks. 02:12:23
Well, that kills the algae. 02:12:25
And the bugs that help eat. 02:12:27
The bad stuff. 02:12:29
And you kill that. 02:12:30
Done. Neat. It just stays there. 02:12:33
And. 02:12:35
That's a big problem. 02:12:37
That that can affect all of our stuff. 02:12:39
Aesthetics. 02:12:42
RV's and I'm an investor in an RV. 02:12:44
I've never had an RV go up in price. 02:12:49
They all go down. 02:12:53
Maybe from day one. 02:12:54
To the end. 02:12:56
And I've been looking. I don't know why I've been looking, but. 02:12:57
Been looking at the expensive ones. 02:13:01
There's people spending $3,000,000 on an RV and they sure are pretty. 02:13:03
But they even say on the broadcast. 02:13:08
Day one. 02:13:11
That starts going down. 02:13:12
So here we have a $3,000,000 RV. At some point it's going to be worth nothing. 02:13:14
And that's not a great investment, but that's. 02:13:19
The investment that people are making and they're taking them on their trips and enjoying that. 02:13:22
But that is a problem. 02:13:26
Then we have enforcement. 02:13:28
Again. 02:13:30
The water. 02:13:31
Sewer people put them aware. 02:13:32
R1L. 02:13:35
Right, it specifically says we don't want them here. 02:13:36
And people pull up. They said I bought this land, I'm going to do what I want. 02:13:40
And they pull up and they. 02:13:43
Put out a Matt. 02:13:45
And an Rd. and saying. 02:13:48
I'm here. 02:13:50
Which then turned around, kicks off all the other neighbors who. 02:13:51
Have strength. 02:13:55
You know, between. 02:13:56
Couple 100,000 to 1,000,000 on their house. 02:13:57
And they're sitting next to an RV that has. 02:13:59
A broken down car, broken down boat next to it are just. 02:14:02
A lot of stuff. There's not a lot of storage on RV, so there can be a lot of stuff outside. 02:14:06
Then we get into. 02:14:10
Taxations and concerns like this where? 02:14:12
They're getting the same services. 02:14:15
That, uh. 02:14:18
That person who spent $1,000,000 on their home? 02:14:18
The same. 02:14:21
That we talked about earlier, the same 5 arc. 02:14:23
Five acre parcels. 02:14:25
That are going to be I'm going to. 02:14:27
Tell you those homes are not going to be cheap. 02:14:29
But. 02:14:31
You parked an RV next to that. That's not something you're really. 02:14:32
We're expecting in your neighborhood when you go. 02:14:35
And purchase that and build your homes. 02:14:38
And they get the same stuff. Now they do pay. 02:14:41
A dot their taxes for their takes. 02:14:45
Most of the time. 02:14:50
A lot of times when they sit on properties, they don't pay those. 02:14:52
A dot taxes. 02:14:55
They don't have to either. 02:14:56
I will tell you from experience. 02:14:58
That if you set one on a property. 02:14:59
And that property is private. 02:15:02
You don't have to have tags to be on that property. 02:15:04
So they may pay the first time when they pull it off the lot. 02:15:07
They don't pay the gain when they. 02:15:10
Set it on a lot to be living out. 02:15:12
So there's no taxes being collected on that. 02:15:16
And per our assessor. 02:15:19
Properties that. 02:15:22
Have an RV on it, are not taxed as a development. 02:15:24
They're not being taxes and improvement on that property. 02:15:28
It's like that property is empty. 02:15:31
Because that RV is not allowed to be a dwelling. 02:15:33
For the manufacturers for the state per. 02:15:38
Anyone that. 02:15:41
Those are not allowed. 02:15:43
So. 02:15:46
The next one here. 02:15:50
One of the options. 02:15:51
Tiny home. 02:15:52
Right, an RV. 02:15:54
In the old days, used to be. 02:15:56
360 square feet. 02:15:58
Are smaller. 02:16:00
That was kind of in the definition of an RV. They have changed that since then. 02:16:01
Because now you have pop outs. You could have one or. 02:16:06
Four haven't seen 5 yet, but they have porches that. 02:16:08
Pulled out, they have. 02:16:12
So they took off square footage. 02:16:13
Out of the definition. 02:16:15
And the tiny homes still have. 02:16:17
Square footage, not definition. 02:16:19
So in Arizona you can have a home built below 400 square feet. 02:16:21
And it falls under the. 02:16:26
Tiny homes in the building code. 02:16:28
And the smallest you can really get to. 02:16:30
It just depends. 02:16:36
The building code, the interpretation of it. 02:16:38
Is around 200 square feet. 02:16:40
Which 200 square feet ain't a whole lot. That's like 2 tough sheds. 02:16:43
And that's not really big enough in my opinion to. 02:16:49
Enjoy. 02:16:53
Home living. 02:16:54
Now some people do that when they aren't planning on being here when they only want to come up every 3rd weekend or third month. 02:16:55
But we have lots of them, I can tell you through code. 02:17:02
That where people take a tough shed. 02:17:05
And say they dug a hole under it. 02:17:07
Made a cesspool. 02:17:11
And try to live in their sheds. 02:17:12
You know, I don't know that that's our. 02:17:17
Call, except that it is our call that they are in violation of the zoning district. 02:17:20
And we go forward on that and no shed. 02:17:24
I have talked to the vice president of SHED. 02:17:28
No touch shed. 02:17:30
Is built. 02:17:31
To be a dwelling. 02:17:32
All touched are built to be used, which are. 02:17:34
Storage right for. 02:17:37
Everything else. 02:17:41
Now the problem with. 02:17:42
Tiny homes that is an alternate authorities. 02:17:43
Is you start looking at. 02:17:45
The cost? 02:17:49
With the land. 02:17:50
It's not really good investment. 02:17:52
I came from the Prescott area, which was very much into. 02:17:55
Gertz and tiny homes and all those kind of things. 02:17:58
And. 02:18:03
Everyone comes in and says, hey, are you guys allowed to build a tiny home? We certainly will. 02:18:05
But when they see the price of land in the. 02:18:10
Everything else that goes with it. 02:18:13
They decide to go bigger because they got to make more money. 02:18:15
So some of the. 02:18:20
Consideration. I will tell you I've screwed up. 02:18:22
I was supposed to provide you a bunch of pictures. 02:18:24
Which I. 02:18:27
I screwed up. 02:18:31
And don't have a human. 02:18:33
Huge amount of pictures here but. 02:18:35
One of the things that we talked about are. 02:18:38
How do we? 02:18:40
How do we deal with this? Why don't we just say it's not a lot period if you talk to patient? 02:18:42
You cannot have an RV unless it's in a park. 02:18:46
Talk to Globe, they don't want them but there are certain districts allow them. 02:18:49
Concocted Yavapai County. 02:18:52
Coconino County, I didn't really go to the Valley because that's not like what we do. 02:18:55
But umm. 02:19:00
They're very limited. 02:19:02
They're not open dwellings. 02:19:04
That people just kill me. 02:19:06
No one is accepting that. 02:19:08
In the districts I talked about. 02:19:10
So one of the things that. 02:19:12
We talked about what can the supervisors do 1 is. 02:19:14
Encourage development of tiny homes. 02:19:16
Or Adus, which you now know the state law has addressed Adus. 02:19:19
And are bringing them forward. 02:19:24
And allowing those to be there. 02:19:25
Sports creation of additional RV parks if that's what we want. 02:19:29
Again. 02:19:35
They basically have a lot. 02:19:36
Full of things that are going down in value. 02:19:37
So there there's. 02:19:40
Deciding that. 02:19:43
Consider. 02:19:44
A permit. 02:19:45
For allowing an RV park. 02:19:46
For designated time zone. 02:19:48
So. 02:19:50
I don't know the best way with doing this because. 02:19:51
I will tell you our current staff, we can't. 02:19:54
Track all the RV's. 02:19:57
And tell you that this one's only here for three months, this one's here for six months is. 02:19:59
It just we can't do that at this point. 02:20:03
Nor do I think we want you. 02:20:06
We continue just enforcing our codes the way they are. 02:20:10
And we do keep it down. 02:20:14
To a minimal. 02:20:18
Which amount is just a you know, during the summer it comes much. 02:20:20
Bigger and much more. 02:20:24
And. 02:20:25
You know there there might be times I will say this through this flooding time. 02:20:28
If there's a lot of houses going down. 02:20:31
That might be an option that under the emergency decree you want to say that they can keep the RP for a certain amount. 02:20:34
