Quite a number of things to cover today. 00:01:10
So we'll get started right off and our first. 00:01:12

Presentation regarding an update on legislative activity in Washington, DC from here at counties. 00:01:24

Before I start, I want to introduce one of my colleagues that is here with me today that. 00:01:42
Supervisor Christensen, I know you met in DC and and. 00:01:48
Robin's been helping a couple of times on James's trips lately, but Robin Houston. 00:01:51
Is her first trip to Gila County. 00:01:56
So we got a lot of Wows on the way from the airport. 00:01:59
So. 00:02:04
I'm going to keep this pretty short and if you you all have any specific questions on on issues, but. 00:02:06
So Washington is very different. 00:02:12
From when I was here to talk about you last. 00:02:16
So things have. 00:02:19
Have been changed in a very. 00:02:22
Very distinct and and deep way so we're. 00:02:24
Shifting how we're thinking about things and how things are getting done. 00:02:29
In a very. 00:02:34
Rapid and changing way. 00:02:36
So it's and and. 00:02:39
And some of that is purposeful that they're calling it the flood zone on how we're going to be doing things. So. 00:02:40
It's sort of slowed down a little bit, but you guys remember. 00:02:47
When Elon Musk was was with us and and. 00:02:51
Doge doesn't really exist anymore I think. Only a name but. 00:02:54
But they were firing. 00:02:59
Lots and lots of federal people, and then they rehired a lot of federal people. 00:03:01
Closed offices down? Open them back up. So it was. 00:03:06
You know, initially a little tough to try to figure out what to do. I've never seen anything like this before. 00:03:10
And and. 00:03:15
Typically determined that it was best to kind of keep our heads down and and. 00:03:18
See where things were going and don't. 00:03:23
Don't overly react and. 00:03:25
And where things sometimes seem really scary, it turned out it was. 00:03:27
It was a lot of press releases and and it was, it was going to be. 00:03:30
So I think the biggest impact. 00:03:34
That we've seen so far for the county has been. 00:03:37
That $1,000,000 grant for environmental justice projects was. 00:03:42
Was rescinded. 00:03:47
And and. 00:03:49
After that, this summer when the reconciliation big. 00:03:51
Build A1 Big beautiful bill was enacted. 00:03:54
The program that that Grant was was given from was was cancelled. 00:03:57
So, so that I think has. 00:04:03
To date been the biggest impact. 00:04:05
For the county. 00:04:07
And otherwise, you know, we're just sort of watching what other things are happening. There's some some good things are happening. 00:04:09
There's. 00:04:11
Been discussions for years about. 00:04:14
Doing a better job on permitting. 00:04:18
Be more efficient so we don't spend so much time permitting projects, especially smaller projects. 00:04:21
It's a bipartisan. 00:04:26
Supported position. We'll probably see something about it in in an upcoming transportation bill. 00:04:30
But they're they're doing that in an, in a sort of unofficial way now. 00:04:36
But. 00:04:41
So that's probably a plus. 00:04:42
And unrest of it. And I know. 00:04:45
We've talked a little bit, I don't know and hopefully when we're. 00:04:47
We're talking with you all individually, if you've seen any. 00:04:50
Impacts from. 00:04:54
Not being able to contact people in federal agencies that you usually work with. 00:04:55
Not during the shutdown, but just generally if if people have been fired or or or ripped. So you know, someone that you work with 00:05:00
for a long time is now gone is very, you know, there's nobody else to replace them having trouble like that just to to let us 00:05:04
know. 00:05:09
And the other piece of that is is just to. 00:05:17
Make sure we stay in close touch with your elected representatives in in DC and let them know especially you have some current 00:05:20
concerns about things are coming. 00:05:24
Don't wait until it becomes a big problem, but just like, hey, we've been. 00:05:28
Reaching out to. 00:05:32
To Joe at FEMA and we haven't heard back in. 00:05:33
Three months. 00:05:37
Like can we get some help there? 00:05:38
And that that would be a good thing to do. 00:05:40
So right now we're in an extended government shutdown. 00:05:43
And continue to approach the. 00:05:47
Longest one. 00:05:49
We are hearing this. 00:05:51
That there's some optimism in the Senate. 00:05:53
Being voiced by both sides and to possibly come to some sort of an agreement. 00:05:56
On a bill as soon as. 00:06:01
Friday. 00:06:03
The current bill that the Senate keeps voting on is just a short term bill. It's not a. 00:06:06
One container solution just takes it through. 00:06:11
These were 21st of November. 00:06:14
They're now talking about taking it. 00:06:17
Either through the end of the year or maybe to sometime in January. 00:06:19
And to continue to negotiate the project the the. 00:06:22
The bills are 12 appropriation bills. 00:06:25
They have two groups of three. 00:06:28
That once they get past this. 00:06:31
The short term continuing resolution problem they're having. 00:06:34
They might get those done. 00:06:38
Very soon, maybe before the end of the year. 00:06:40
And that would be there, that would be total of 6 bills out of 12. So then. 00:06:43
Either in well, sometime in January or the beginning of the middle of January, they would be working on a much smaller. 00:06:47
Smaller site. 00:06:53
So that would be a good thing. 00:06:54
Next steps on. 00:06:56
On that, there's really not much. 00:06:59
And a way for the county to engage on that. 00:07:03
I mean, you could. 00:07:06
Communicate with them that you want to see them in the shutdown, but everybody wants to see the shutdown end, so. 00:07:07
You wouldn't be really adding a lot to that discussion, but. 00:07:12
I think just looking ahead for next year. 00:07:16
There isn't a lot of interest. 00:07:20
Political interest in seeing another year long continue resolution. 00:07:23
So we should see bills come out. 00:07:27
And hopefully we'll see that happen sooner. 00:07:31
Done later for the end of the year and we'll be looking at the next fiscal year. 00:07:34

And the thing for you guys to be thinking about is? 00:07:41
What kind of earmark request? 00:07:46
You would be interested in. 00:07:48

The use of earmarks has become. 00:07:52
Much more popular. 00:07:55
There is some. 00:07:57
I should have looked up the numbers but the last I checked it was. 00:07:59
It was probably somewhere around 3/4 of the. 00:08:03
The Congress, members of Congress on the House and the Senate side are requesting and getting earmarks. 00:08:07
Initially when they first brought them back. 00:08:13
It was the Republicans were kind of holding back and the Democrats went full bore. The Republicans now for the last couple of 00:08:15
years have passed the Democrats on the. 00:08:19
Numbers of members requesting them. 00:08:25
The amount they're requesting and the amount that they're awarded, so it's no longer a. 00:08:27
A Democrat, Republican by, you know. 00:08:32
Partisan issue at all? 00:08:35
So I don't really see them going away. 00:08:37
Even saw some things that they. 00:08:40
Some folks are thinking about allowing earmarks to go forward. 00:08:43
On a continuing resolution. 00:08:46
Which has never happened before, so I think. 00:08:48
We're definitely looking at that as a as a staple tool in the future. 00:08:50
So you want to be thinking about. 00:08:54
What kinds of projects? 00:08:56
Fit that um. 00:08:58
On the legislative front. 00:09:00
Broadly. 00:09:03
The surface transportation reauthorization bill. 00:09:07
Expires. 00:09:10
The next September at the end of fiscal year 26. 00:09:11
Both the Huskies said in. 00:09:15
Committees of jurisdiction, they've been working on that. 00:09:17
This is the the last one that passed was the the IIJA. 00:09:21
Sort of changed a lot of things. One of the things they did was. 00:09:25
Allowed for a lot more. 00:09:29
The a lot of the funding that's distributed. 00:09:31
To the states to go in competitive grants directly to. 00:09:34
Local government entities beyond the state. 00:09:40
So typically a lot, especially the highway money. 00:09:42
Goes in by formula. 00:09:45
To the state, so that's what you get from. 00:09:48
Adot. 00:09:50
Which, you know, I think the the record on that how a dot distributes the funds you guys don't always end up getting. 00:09:52
Too much of it so. 00:10:00
These these competitive grants give you a little bit more of an edge. 00:10:02
I don't think. 00:10:07
I think they'll probably end up repealing some of the Iija. 00:10:08
Competitive grants. 00:10:13
The Republicans didn't really seem to think that that was. 00:10:15
As efficient a way to do it. 00:10:20
And of course, the governor. 00:10:22
Don't like that at all. So they've been. 00:10:24
Lobbying right from the beginning to to get that to shift back. So there'll be a little bit of a shift there. So we'll probably 00:10:26
see less. 00:10:29
Competitive grants. 00:10:33
So a little bit less of opportunities for you to get. 00:10:35
Compete for funds directly. 00:10:38
But I don't think they're going to go away. 00:10:40

Help you put some comments together directly to your. 00:10:47
Members of Congress and Senators. 00:10:51
To support. 00:10:54
The things in the bill, but I think it's, I don't think they're going to open the formulas back up. 00:10:55

They're kind of Congress is moving a little slowly. 00:11:02

They probably will end up extending it a couple of times before they finish it next year. 00:11:05
But but that is being very actively worked on. 00:11:09
And they always said, you know, potholes aren't. 00:11:12
Aren't partisan. 00:11:16
You know, it's not a Republican pothole or a Democratic pothole. It's just a pothole that needs to be fixed. So the. 00:11:17
The both the committees on the House and the Senate side pretty much work. 00:11:23
Really closely together. 00:11:27
And seed transportation needs of the country is. 00:11:29
Is something that shouldn't be partisan at all. 00:11:31
We work to get it done so. 00:11:34
That that would be good. 00:11:35
And then the other thing is is supporting the. 00:11:37
The Pleasant Valley Veterinary Retreat bill, which is. 00:11:40
This class so. 00:11:43
You know where we're there to help wherever that's needed. 00:11:45
One of the things to think about, especially related to surface transportation reauthorization. 00:11:49
The county has a lot of really big infrastructure projects that need to be addressed, big dollar projects that. 00:11:55
Federal money will be of great help. 00:12:02
So we've. 00:12:05

Russell Rd. Control Road and the other thing I added to that list and they're they're. 00:12:07
Maybe something on it. They just did an economic development. 00:12:13
Bill that they tacked onto a. 00:12:17
Corps of Engineers bill last year, but. 00:12:19
If there's any opportunity to support some of the economic. 00:12:22
Development that's happening as a result of the Tunnel Creek Bridge. 00:12:26
There is a bucket of money that. 00:12:30
Helps support economic development related to. 00:12:33
On the on the. 00:12:37
Part of federal transit agency, but. 00:12:40
You know, if you're putting in a transit project, they expect that there's going to be. 00:12:43
Economic development around that site. 00:12:49
You know, a new bus stop or a train stop usually. 00:12:51
Encourages a lot of economic development and so. 00:12:55
We'll be, you can sort of look around and see, well, what do you, what happens when you have economic development? 00:12:58

At a Federal Highway so. 00:13:08
See where there might be if there's there's any need for something like that. 00:13:10

You know FEMA has resources. 00:13:25
And there are other federal resources there. We're happy to help with that as well. 00:13:28

Little dollar amounts that we were a couple decades ago. 00:14:36
And after inflation and the cost of everything, it's just, in other words, we're just shrinking. 00:14:40

Representative Crane and Senators Kelly and Gallego about that. 00:14:52
You know, I mean you under, you know the county works really well with A dot. 00:14:56

The state decides what happens to the money. 00:15:03
Once the feds give the state the money. 00:15:06
And this, this, the governors, I can tell you, are out there lobbying very strongly that. 00:15:09
You actually need. 00:15:14
To put less restrictions on us and just leave us alone and make decisions to do that, but they don't want you to be able. 00:15:15
To do that so I think. 00:15:22
And and. 00:15:25
They they they went pretty far in the last bill in in creating these competitive. 00:15:27
Programs. 00:15:33
And I think there's been some really good results on that. 00:15:34
From that that. 00:15:37
That you can. 00:15:39
You know, proponents of of giving local government more control. 00:15:39
Can use. 00:15:44
But I think. 00:15:46
You know this would be the time for. 00:15:48
For you all to be communicating with. 00:15:50
Your members to say, hey, we are capable. 00:15:53
Of doing these projects and when we need we need some help like. 00:15:57
Like on the bridge. 00:16:00
You all got the money. 00:16:03
You brought a in to help. 00:16:04
I mean. 00:16:06
It doesn't have to be like an all or nothing kind of thing, but you know. 00:16:07
It works, we can handle it and and if it's a project too big for us to handle, we'll make sure we work with ADOT and when the work 00:16:13
gets done. But. 00:16:16
I don't, I don't think the feds are ever going to want to get in and tell the states. 00:16:21
How to do things? It's like one thing they could do is say, well, there's a set aside. 00:16:26
You know every. 00:16:30
Every. That's so hard to do because. 00:16:32
And Arizona's only got 15 counties. Iowa's got 99. 00:16:35
So how do you say like every county gets 10%, you know? 00:16:39
You'd have to figure out how to do that, but. 00:16:42
But I think just to deliver the message to say, hey. 00:16:45
You know, we can handle these funds, we can build these projects. We know where our priorities are. 00:16:47
So don't, don't cut us out completely. 00:16:54
Right. And so the the. 00:16:57
There's not a. 00:16:59
County in Arizona that's willing to give up any of their her funds to give it to heal account. 00:17:00
Right. So there has to be an increase. 00:17:05
Somehow, and I don't think those formulas have been adjusted for a very long time. 00:17:08
And we maintain. 00:17:13
Hundreds of miles of Rd. that. 00:17:15
Forest Service Road or. 00:17:17
Something like that. 00:17:20
And we do it. 00:17:21
We receive money for it. 00:17:23
But it's we're still running a department. 00:17:24
That we were running two decades ago for the same amount of money, so. 00:17:28

They consolidated some of the federal. 00:17:33
Road funding. 00:17:36
And then they cut it. 00:17:37
So that would be another place to try to get more. 00:17:39

Into it for So anyway, yeah, we kind of know how politics runs but. 00:17:43
The rural counties like us. 00:17:48
Are working off of. 00:17:50
2/3 of what we spend is grants and things like that so. 00:17:52
We got to have that stuff, yeah. 00:17:56

That are high priority roads. 00:18:02
Safety issues. 00:18:04
Wildfire issues, all those. 00:18:06
Evacuation issues. 00:18:08
And they're not even our roads, they're Forest Service roads, so. 00:18:10

And they are from the Quilts of Valor, and they're going to show us what they do. 00:19:24
And why it's important. 00:19:28
And it's really beautiful. 00:19:30
And each one is different, each ones unique. 00:19:33
Each one has a. 00:19:36

Showing who it goes to, what it's for, and if you can just briefly tell us. 00:19:40
The point of all of this? What is it? And you guys volunteer all your time. 00:19:47

The quilts made out of. 00:20:44

In our material, we don't buy it just from anywhere. 00:20:48
So you figure a quilt ranges from. 00:20:52
The foundation had an appraiser come in and. 00:20:55
He appraised the quilt that. 00:20:58
800 to 1600 dollars. 00:21:00
The two figure it's, you know, it's $1215 a yard. 00:21:04
But it's the front. 00:21:08
You know, everybody's going up in price because you know. 00:21:10
The cost of living. 00:21:15
And the recipients usually have a ceremony. 00:21:17
Yes. And the recipients are very proud to receive this. They're very humbled by the fact that they're honored that way. Yeah, we 00:21:20
do groups. 00:21:24
And then if the person is very private, we go to them. We do it how they want it. 00:21:28
That we wrap them in a quilt. They are. 00:21:33
I opened it up with a presentation. 00:21:38
And then I have a. 00:21:40

To the recipient. 00:21:48
And then he is saluted. 00:21:51
And then, most generally, the lady. 00:21:55
They were wrapped in the quilt. 00:21:58

And that's how each veteran is done. 00:22:06
And our goal is to try to get every veteran that we can. 00:22:08
That's our goal and the funding is, like you said, we live on donations. 00:22:13
It's a super powerful thing, Supervisor Humphrey. 00:22:19

I guess the question I have is. 00:22:25
Is do you have some younger? 00:22:28
People that are are wanting to learn to quilt with you. 00:22:30
Most of our ladies now, we do have a leader down in Buckeye. 00:22:36
And she works with the 4H. 00:22:40
Oh, that's a great. Yeah, that's. 00:22:43
Yeah, that's kind of what I've learned because it's a great program and you know, you get. 00:22:44
Younger individuals like with 4H or things of that nature that want to learn to quilt because a lot of the old techniques are 00:22:49
going by the wayside and it would, you know, it'd be a shame that. 00:22:54
That this doesn't continue to carry on. We've been trying to, you know, to recruit, yeah. 00:23:00
You know, because it really didn't. You know, like you have only been the leader. 00:23:08
For a few months learning a lot of sure. 00:23:12
You know, too. And then we had a meeting with a lot of other group leaders, and this is how I found out, you know, go to your 00:23:15
school. 00:23:18
Go to your because a lot of schools now they don't even have. 00:23:22
Sewing classes, right? Yeah. Like, yeah, because they used to have like, home economics where they learned to bake and so and 00:23:25
those kind of things not only for females but males as well. 00:23:30
That's what I'm trying to reach out today. Have 6 mail. 00:23:34
Yeah, no, I knew that from one of the one of the previous. 00:23:39
Presentations and vets too freedom do this certificate when he helped run the coffee. 00:23:43
There's a veteran's copy and pasting. Oh yes. 00:23:49

over 50,000, I have to submit the agenda item anyway. It's a lot of steps and a lot of manual things where I'm having to use 00:36:37
Microsoft for this, Word for this, Excel for this. I have all of these different places that I have to go to to track all of this 00:36:42

The price is about 1/3 a third and a third. So would it cost us 33,000 a month to do just the infants, 66 for the infants and the 00:49:45

Maricopa County and most of the other large counties that are working with the state to do this program as well are just going to 00:49:55

So say like when I originally brought this and we found out during a meeting I think I was in with Supervisor Humphrey and Mr. 00:50:03

That are not in compliance with state law and state. 01:21:29

These appear like 50 to 5, so it's considered an extraordinary both of these. 01:21:39
