| Morning, everyone. | 00:00:00 | |
| Welcome to our meeting. It is November 4th here in Globe. | 00:00:02 | |
| Board supervisors meeting 10 AM. | 00:00:07 | |
| We'll get started with a Pledge of Allegiance, I've asked Cassandra. | 00:00:09 | |
| To lead us in that and after that Nick Montague will. | 00:00:13 | |
| Lead us in our prayer. | 00:00:16 | |
| Please stand. | 00:00:18 | |
| Of the United States of America. | 00:00:20 | |
| And to the Republic for which it stands. | 00:00:24 | |
| One nation under God. | 00:00:27 | |
| Dear my father. | 00:00:41 | |
| We thank thee for this day. | 00:00:42 | |
| And we think that the Board of Supervisors be able to. | 00:00:44 | |
| We ask they to have a spirit who have found their bubble to. | 00:00:47 | |
| Listen and discern the facts and to know what is best to do throughout the county. | 00:00:51 | |
| And say these things that of Jesus Christ in. | 00:00:55 | |
| Well, good morning once again. | 00:00:58 | |
| We have the full Board of Supervisors here with us. | 00:01:05 | |
| This morning and we have. | 00:01:08 | |
| Quite a number of things to cover today. | 00:01:10 | |
| So we'll get started right off and our first. | 00:01:12 | |
| Item 2A. | 00:01:15 | |
| Is a presentation. | 00:01:17 | |
| And we have a couple ladies with us from Washington, DC here today. | 00:01:19 | |
| Presentation regarding an update on legislative activity in Washington, DC from here at counties. | 00:01:24 | |
| Federal lobbyist Patricia Powers oppose public affairs group. | 00:01:29 | |
| Good morning, Patricia. Good to see you again. Good to see you. | 00:01:34 | |
| Can you hear me OK? | 00:01:38 | |
| Yes, I can. | 00:01:39 | |
| Before I start, I want to introduce one of my colleagues that is here with me today that. | 00:01:42 | |
| Supervisor Christensen, I know you met in DC and and. | 00:01:48 | |
| Robin's been helping a couple of times on James's trips lately, but Robin Houston. | 00:01:51 | |
| Is her first trip to Gila County. | 00:01:56 | |
| So we got a lot of Wows on the way from the airport. | 00:01:59 | |
| So. | 00:02:04 | |
| I'm going to keep this pretty short and if you you all have any specific questions on on issues, but. | 00:02:06 | |
| So Washington is very different. | 00:02:12 | |
| From when I was here to talk about you last. | 00:02:16 | |
| So things have. | 00:02:19 | |
| Have been changed in a very. | 00:02:22 | |
| Very distinct and and deep way so we're. | 00:02:24 | |
| Shifting how we're thinking about things and how things are getting done. | 00:02:29 | |
| In a very. | 00:02:34 | |
| Rapid and changing way. | 00:02:36 | |
| So it's and and. | 00:02:39 | |
| And some of that is purposeful that they're calling it the flood zone on how we're going to be doing things. So. | 00:02:40 | |
| It's sort of slowed down a little bit, but you guys remember. | 00:02:47 | |
| When Elon Musk was was with us and and. | 00:02:51 | |
| Doge doesn't really exist anymore I think. Only a name but. | 00:02:54 | |
| But they were firing. | 00:02:59 | |
| Lots and lots of federal people, and then they rehired a lot of federal people. | 00:03:01 | |
| Closed offices down? Open them back up. So it was. | 00:03:06 | |
| You know, initially a little tough to try to figure out what to do. I've never seen anything like this before. | 00:03:10 | |
| And and. | 00:03:15 | |
| Typically determined that it was best to kind of keep our heads down and and. | 00:03:18 | |
| See where things were going and don't. | 00:03:23 | |
| Don't overly react and. | 00:03:25 | |
| And where things sometimes seem really scary, it turned out it was. | 00:03:27 | |
| It was a lot of press releases and and it was, it was going to be. | 00:03:30 | |
| So I think the biggest impact. | 00:03:34 | |
| That we've seen so far for the county has been. | 00:03:37 | |
| That $1,000,000 grant for environmental justice projects was. | 00:03:42 | |
| Was rescinded. | 00:03:47 | |
| And and. | 00:03:49 | |
| After that, this summer when the reconciliation big. | 00:03:51 | |
| Build A1 Big beautiful bill was enacted. | 00:03:54 | |
| The program that that Grant was was given from was was cancelled. | 00:03:57 | |
| So, so that I think has. | 00:04:03 | |
| To date been the biggest impact. | 00:04:05 | |
| For the county. | 00:04:07 | |
| And otherwise, you know, we're just sort of watching what other things are happening. There's some some good things are happening. | 00:04:09 | |
| There's. | 00:04:11 | |
| Been discussions for years about. | 00:04:14 | |
| Doing a better job on permitting. | 00:04:18 | |
| Be more efficient so we don't spend so much time permitting projects, especially smaller projects. | 00:04:21 | |
| It's a bipartisan. | 00:04:26 | |
| Supported position. We'll probably see something about it in in an upcoming transportation bill. | 00:04:30 | |
| But they're they're doing that in an, in a sort of unofficial way now. | 00:04:36 | |
| But. | 00:04:41 | |
| So that's probably a plus. | 00:04:42 | |
| And unrest of it. And I know. | 00:04:45 | |
| We've talked a little bit, I don't know and hopefully when we're. | 00:04:47 | |
| We're talking with you all individually, if you've seen any. | 00:04:50 | |
| Impacts from. | 00:04:54 | |
| Not being able to contact people in federal agencies that you usually work with. | 00:04:55 | |
| Not during the shutdown, but just generally if if people have been fired or or or ripped. So you know, someone that you work with | 00:05:00 | |
| for a long time is now gone is very, you know, there's nobody else to replace them having trouble like that just to to let us | 00:05:04 | |
| know. | 00:05:09 | |
| And the other piece of that is is just to. | 00:05:17 | |
| Make sure we stay in close touch with your elected representatives in in DC and let them know especially you have some current | 00:05:20 | |
| concerns about things are coming. | 00:05:24 | |
| Don't wait until it becomes a big problem, but just like, hey, we've been. | 00:05:28 | |
| Reaching out to. | 00:05:32 | |
| To Joe at FEMA and we haven't heard back in. | 00:05:33 | |
| Three months. | 00:05:37 | |
| Like can we get some help there? | 00:05:38 | |
| And that that would be a good thing to do. | 00:05:40 | |
| So right now we're in an extended government shutdown. | 00:05:43 | |
| And continue to approach the. | 00:05:47 | |
| Longest one. | 00:05:49 | |
| We are hearing this. | 00:05:51 | |
| That there's some optimism in the Senate. | 00:05:53 | |
| Being voiced by both sides and to possibly come to some sort of an agreement. | 00:05:56 | |
| On a bill as soon as. | 00:06:01 | |
| Friday. | 00:06:03 | |
| The current bill that the Senate keeps voting on is just a short term bill. It's not a. | 00:06:06 | |
| One container solution just takes it through. | 00:06:11 | |
| These were 21st of November. | 00:06:14 | |
| They're now talking about taking it. | 00:06:17 | |
| Either through the end of the year or maybe to sometime in January. | 00:06:19 | |
| And to continue to negotiate the project the the. | 00:06:22 | |
| The bills are 12 appropriation bills. | 00:06:25 | |
| They have two groups of three. | 00:06:28 | |
| That once they get past this. | 00:06:31 | |
| The short term continuing resolution problem they're having. | 00:06:34 | |
| They might get those done. | 00:06:38 | |
| Very soon, maybe before the end of the year. | 00:06:40 | |
| And that would be there, that would be total of 6 bills out of 12. So then. | 00:06:43 | |
| Either in well, sometime in January or the beginning of the middle of January, they would be working on a much smaller. | 00:06:47 | |
| Smaller site. | 00:06:53 | |
| So that would be a good thing. | 00:06:54 | |
| Next steps on. | 00:06:56 | |
| On that, there's really not much. | 00:06:59 | |
| And a way for the county to engage on that. | 00:07:03 | |
| I mean, you could. | 00:07:06 | |
| Communicate with them that you want to see them in the shutdown, but everybody wants to see the shutdown end, so. | 00:07:07 | |
| You wouldn't be really adding a lot to that discussion, but. | 00:07:12 | |
| I think just looking ahead for next year. | 00:07:16 | |
| There isn't a lot of interest. | 00:07:20 | |
| Political interest in seeing another year long continue resolution. | 00:07:23 | |
| So we should see bills come out. | 00:07:27 | |
| And hopefully we'll see that happen sooner. | 00:07:31 | |
| Done later for the end of the year and we'll be looking at the next fiscal year. | 00:07:34 | |
| So fiscal year 27. | 00:07:38 | |
| And the thing for you guys to be thinking about is? | 00:07:41 | |
| What kind of earmark request? | 00:07:46 | |
| You would be interested in. | 00:07:48 | |
| For that. | 00:07:50 | |
| The use of earmarks has become. | 00:07:52 | |
| Much more popular. | 00:07:55 | |
| There is some. | 00:07:57 | |
| I should have looked up the numbers but the last I checked it was. | 00:07:59 | |
| It was probably somewhere around 3/4 of the. | 00:08:03 | |
| The Congress, members of Congress on the House and the Senate side are requesting and getting earmarks. | 00:08:07 | |
| Initially when they first brought them back. | 00:08:13 | |
| It was the Republicans were kind of holding back and the Democrats went full bore. The Republicans now for the last couple of | 00:08:15 | |
| years have passed the Democrats on the. | 00:08:19 | |
| Numbers of members requesting them. | 00:08:25 | |
| The amount they're requesting and the amount that they're awarded, so it's no longer a. | 00:08:27 | |
| A Democrat, Republican by, you know. | 00:08:32 | |
| Partisan issue at all? | 00:08:35 | |
| So I don't really see them going away. | 00:08:37 | |
| Even saw some things that they. | 00:08:40 | |
| Some folks are thinking about allowing earmarks to go forward. | 00:08:43 | |
| On a continuing resolution. | 00:08:46 | |
| Which has never happened before, so I think. | 00:08:48 | |
| We're definitely looking at that as a as a staple tool in the future. | 00:08:50 | |
| So you want to be thinking about. | 00:08:54 | |
| What kinds of projects? | 00:08:56 | |
| Fit that um. | 00:08:58 | |
| On the legislative front. | 00:09:00 | |
| Broadly. | 00:09:03 | |
| The surface transportation reauthorization bill. | 00:09:07 | |
| Expires. | 00:09:10 | |
| The next September at the end of fiscal year 26. | 00:09:11 | |
| Both the Huskies said in. | 00:09:15 | |
| Committees of jurisdiction, they've been working on that. | 00:09:17 | |
| This is the the last one that passed was the the IIJA. | 00:09:21 | |
| Sort of changed a lot of things. One of the things they did was. | 00:09:25 | |
| Allowed for a lot more. | 00:09:29 | |
| The a lot of the funding that's distributed. | 00:09:31 | |
| To the states to go in competitive grants directly to. | 00:09:34 | |
| Local government entities beyond the state. | 00:09:40 | |
| So typically a lot, especially the highway money. | 00:09:42 | |
| Goes in by formula. | 00:09:45 | |
| To the state, so that's what you get from. | 00:09:48 | |
| Adot. | 00:09:50 | |
| Which, you know, I think the the record on that how a dot distributes the funds you guys don't always end up getting. | 00:09:52 | |
| Too much of it so. | 00:10:00 | |
| These these competitive grants give you a little bit more of an edge. | 00:10:02 | |
| I don't think. | 00:10:07 | |
| I think they'll probably end up repealing some of the Iija. | 00:10:08 | |
| Competitive grants. | 00:10:13 | |
| The Republicans didn't really seem to think that that was. | 00:10:15 | |
| As efficient a way to do it. | 00:10:20 | |
| And of course, the governor. | 00:10:22 | |
| Don't like that at all. So they've been. | 00:10:24 | |
| Lobbying right from the beginning to to get that to shift back. So there'll be a little bit of a shift there. So we'll probably | 00:10:26 | |
| see less. | 00:10:29 | |
| Competitive grants. | 00:10:33 | |
| So a little bit less of opportunities for you to get. | 00:10:35 | |
| Compete for funds directly. | 00:10:38 | |
| But I don't think they're going to go away. | 00:10:40 | |
| So Nico is working on it. | 00:10:44 | |
| Help you put some comments together directly to your. | 00:10:47 | |
| Members of Congress and Senators. | 00:10:51 | |
| To support. | 00:10:54 | |
| The things in the bill, but I think it's, I don't think they're going to open the formulas back up. | 00:10:55 | |
| Given how? | 00:11:01 | |
| They're kind of Congress is moving a little slowly. | 00:11:02 | |
| Right now. | 00:11:04 | |
| They probably will end up extending it a couple of times before they finish it next year. | 00:11:05 | |
| But but that is being very actively worked on. | 00:11:09 | |
| And they always said, you know, potholes aren't. | 00:11:12 | |
| Aren't partisan. | 00:11:16 | |
| You know, it's not a Republican pothole or a Democratic pothole. It's just a pothole that needs to be fixed. So the. | 00:11:17 | |
| The both the committees on the House and the Senate side pretty much work. | 00:11:23 | |
| Really closely together. | 00:11:27 | |
| And seed transportation needs of the country is. | 00:11:29 | |
| Is something that shouldn't be partisan at all. | 00:11:31 | |
| We work to get it done so. | 00:11:34 | |
| That that would be good. | 00:11:35 | |
| And then the other thing is is supporting the. | 00:11:37 | |
| The Pleasant Valley Veterinary Retreat bill, which is. | 00:11:40 | |
| This class so. | 00:11:43 | |
| You know where we're there to help wherever that's needed. | 00:11:45 | |
| One of the things to think about, especially related to surface transportation reauthorization. | 00:11:49 | |
| The county has a lot of really big infrastructure projects that need to be addressed, big dollar projects that. | 00:11:55 | |
| Federal money will be of great help. | 00:12:02 | |
| So we've. | 00:12:05 | |
| 512 Young. | 00:12:06 | |
| Russell Rd. Control Road and the other thing I added to that list and they're they're. | 00:12:07 | |
| Maybe something on it. They just did an economic development. | 00:12:13 | |
| Bill that they tacked onto a. | 00:12:17 | |
| Corps of Engineers bill last year, but. | 00:12:19 | |
| If there's any opportunity to support some of the economic. | 00:12:22 | |
| Development that's happening as a result of the Tunnel Creek Bridge. | 00:12:26 | |
| There is a bucket of money that. | 00:12:30 | |
| Helps support economic development related to. | 00:12:33 | |
| On the on the. | 00:12:37 | |
| Part of federal transit agency, but. | 00:12:40 | |
| You know, if you're putting in a transit project, they expect that there's going to be. | 00:12:43 | |
| Economic development around that site. | 00:12:49 | |
| You know, a new bus stop or a train stop usually. | 00:12:51 | |
| Encourages a lot of economic development and so. | 00:12:55 | |
| We'll be, you can sort of look around and see, well, what do you, what happens when you have economic development? | 00:12:58 | |
| That is. | 00:13:03 | |
| Created by. | 00:13:04 | |
| Surface transportation project. | 00:13:06 | |
| At a Federal Highway so. | 00:13:08 | |
| See where there might be if there's there's any need for something like that. | 00:13:10 | |
| And then a final thing on the. | 00:13:15 | |
| You know the devastating flooding. | 00:13:18 | |
| That's going on. I know it's still early days, but. | 00:13:20 | |
| You know FEMA has resources. | 00:13:25 | |
| And there are other federal resources there. We're happy to help with that as well. | 00:13:28 | |
| Thank you, Patty. | 00:13:34 | |
| I appreciate you being here, Supervisor Humphrey. | 00:13:35 | |
| Yeah, no, thank you. And you touched on a lot of things and we have a. | 00:13:38 | |
| Meeting after this meeting so I'll get into more more. | 00:13:42 | |
| In depth. | 00:13:45 | |
| Then, but no. Thank you very much for your presentation this morning. | 00:13:47 | |
| Thank you, Supervisor Klein. | 00:13:51 | |
| Patty, thanks for coming down. | 00:13:54 | |
| Very nice to meet you. | 00:13:55 | |
| Yeah, welcome aboard SO. | 00:13:57 | |
| But yeah, thanks for what you're doing. | 00:13:59 | |
| And I know you're gonna have a good. | 00:14:01 | |
| Tour this afternoon. | 00:14:03 | |
| Do you get? It's always great to be back. | 00:14:06 | |
| There you go. | 00:14:09 | |
| Well, thanks. All right. Thank you. | 00:14:10 | |
| Yeah. Thank you. And. | 00:14:12 | |
| No, you made a comment in there somewhere. | 00:14:14 | |
| Where Umm. | 00:14:16 | |
| The state make sure you don't get too much or something like that. | 00:14:18 | |
| And that's for sure. We'd never get too much. | 00:14:21 | |
| And when it comes to her funding and stuff like that, that. | 00:14:25 | |
| Needs to be readjusted some. | 00:14:27 | |
| Because it's, it's not going up, it's just staying the same. We're receiving the same. | 00:14:29 | |
| Little dollar amounts that we were a couple decades ago. | 00:14:36 | |
| And after inflation and the cost of everything, it's just, in other words, we're just shrinking. | 00:14:40 | |
| And and that. | 00:14:45 | |
| That would be a really good topic. | 00:14:46 | |
| To talk with UMM. | 00:14:49 | |
| Representative Crane and Senators Kelly and Gallego about that. | 00:14:52 | |
| You know, I mean you under, you know the county works really well with A dot. | 00:14:56 | |
| But you know. | 00:15:01 | |
| The state decides what happens to the money. | 00:15:03 | |
| Once the feds give the state the money. | 00:15:06 | |
| And this, this, the governors, I can tell you, are out there lobbying very strongly that. | 00:15:09 | |
| You actually need. | 00:15:14 | |
| To put less restrictions on us and just leave us alone and make decisions to do that, but they don't want you to be able. | 00:15:15 | |
| To do that so I think. | 00:15:22 | |
| And and. | 00:15:25 | |
| They they they went pretty far in the last bill in in creating these competitive. | 00:15:27 | |
| Programs. | 00:15:33 | |
| And I think there's been some really good results on that. | 00:15:34 | |
| From that that. | 00:15:37 | |
| That you can. | 00:15:39 | |
| You know, proponents of of giving local government more control. | 00:15:39 | |
| Can use. | 00:15:44 | |
| But I think. | 00:15:46 | |
| You know this would be the time for. | 00:15:48 | |
| For you all to be communicating with. | 00:15:50 | |
| Your members to say, hey, we are capable. | 00:15:53 | |
| Of doing these projects and when we need we need some help like. | 00:15:57 | |
| Like on the bridge. | 00:16:00 | |
| You all got the money. | 00:16:03 | |
| You brought a in to help. | 00:16:04 | |
| I mean. | 00:16:06 | |
| It doesn't have to be like an all or nothing kind of thing, but you know. | 00:16:07 | |
| It works, we can handle it and and if it's a project too big for us to handle, we'll make sure we work with ADOT and when the work | 00:16:13 | |
| gets done. But. | 00:16:16 | |
| I don't, I don't think the feds are ever going to want to get in and tell the states. | 00:16:21 | |
| How to do things? It's like one thing they could do is say, well, there's a set aside. | 00:16:26 | |
| You know every. | 00:16:30 | |
| Every. That's so hard to do because. | 00:16:32 | |
| And Arizona's only got 15 counties. Iowa's got 99. | 00:16:35 | |
| So how do you say like every county gets 10%, you know? | 00:16:39 | |
| You'd have to figure out how to do that, but. | 00:16:42 | |
| But I think just to deliver the message to say, hey. | 00:16:45 | |
| You know, we can handle these funds, we can build these projects. We know where our priorities are. | 00:16:47 | |
| So don't, don't cut us out completely. | 00:16:54 | |
| Right. And so the the. | 00:16:57 | |
| There's not a. | 00:16:59 | |
| County in Arizona that's willing to give up any of their her funds to give it to heal account. | 00:17:00 | |
| Right. So there has to be an increase. | 00:17:05 | |
| Somehow, and I don't think those formulas have been adjusted for a very long time. | 00:17:08 | |
| And we maintain. | 00:17:13 | |
| Hundreds of miles of Rd. that. | 00:17:15 | |
| Forest Service Road or. | 00:17:17 | |
| Something like that. | 00:17:20 | |
| And we do it. | 00:17:21 | |
| We receive money for it. | 00:17:23 | |
| But it's we're still running a department. | 00:17:24 | |
| That we were running two decades ago for the same amount of money, so. | 00:17:28 | |
| Yeah, they. | 00:17:32 | |
| They consolidated some of the federal. | 00:17:33 | |
| Road funding. | 00:17:36 | |
| And then they cut it. | 00:17:37 | |
| So that would be another place to try to get more. | 00:17:39 | |
| More money. | 00:17:42 | |
| Into it for So anyway, yeah, we kind of know how politics runs but. | 00:17:43 | |
| The rural counties like us. | 00:17:48 | |
| Are working off of. | 00:17:50 | |
| 2/3 of what we spend is grants and things like that so. | 00:17:52 | |
| We got to have that stuff, yeah. | 00:17:56 | |
| And you're right, you identified several roads. | 00:17:58 | |
| That are high priority roads. | 00:18:02 | |
| Safety issues. | 00:18:04 | |
| Wildfire issues, all those. | 00:18:06 | |
| Evacuation issues. | 00:18:08 | |
| And they're not even our roads, they're Forest Service roads, so. | 00:18:10 | |
| Anyway, thank you and thank you, Robin. Good to see you again. | 00:18:14 | |
| Did you want to say anything this morning? | 00:18:19 | |
| Yes, just really grateful to be here. It was a beautiful drive in. | 00:18:23 | |
| And look forward to working with you. | 00:18:27 | |
| Now I think I have. | 00:18:30 | |
| Both of you in Payson tomorrow, right? | 00:18:31 | |
| OK, good. | 00:18:34 | |
| We'll show you around up there, too. | 00:18:35 | |
| Well, thank you. So is there anything else these ladies? OK, thank you for that presentation. | 00:18:38 | |
| And so let's move on. | 00:18:45 | |
| Items Three regular agenda items. | 00:18:47 | |
| Item A is information discussion action to approve an economic development agreement number. It's 2026. | 00:18:49 | |
| 00000101 between Heal County and the quilts of our foundation. | 00:18:56 | |
| Heart to Heart Group 928 incorporated in the amount of 6000. | 00:19:01 | |
| Which the board is determined to be for the benefit of the public. | 00:19:05 | |
| Ladies, come on up. So this is a. | 00:19:08 | |
| $6000. | 00:19:10 | |
| Economic development grant. | 00:19:12 | |
| 2000 from each of the supervisors. Thank you supervisors for all getting together today. We have with us Maryland, Harness and | 00:19:15 | |
| Carla. | 00:19:19 | |
| And they are from the Quilts of Valor, and they're going to show us what they do. | 00:19:24 | |
| And why it's important. | 00:19:28 | |
| And it's really beautiful. | 00:19:30 | |
| And each one is different, each ones unique. | 00:19:33 | |
| Each one has a. | 00:19:36 | |
| Placard on it with. | 00:19:39 | |
| Showing who it goes to, what it's for, and if you can just briefly tell us. | 00:19:40 | |
| The point of all of this? What is it? And you guys volunteer all your time. | 00:19:47 | |
| And everything and. | 00:19:52 | |
| He's come on up and just tell us. | 00:19:54 | |
| What? What? | 00:19:56 | |
| Is this a benefit to anyone at all? | 00:19:59 | |
| What is it that you're trying to do? | 00:20:02 | |
| What the Equus the foundation? | 00:20:05 | |
| Valor Foundation is. | 00:20:09 | |
| We try to. | 00:20:11 | |
| Quilt. | 00:20:12 | |
| Every veteran. | 00:20:13 | |
| That's been touched by war in some way. | 00:20:15 | |
| Some have never left the United States, but they dealt. | 00:20:18 | |
| With. | 00:20:21 | |
| Some way, shape or form? | 00:20:23 | |
| And that's what we do, you know, we make quilt, we take our time. | 00:20:25 | |
| But we, you know, we run on donations. | 00:20:30 | |
| Is what we did the donations is what? | 00:20:33 | |
| And help us buy the material. | 00:20:37 | |
| The thread, the batting, the backing. | 00:20:39 | |
| You know, that's what the. | 00:20:42 | |
| The quilts made out of. | 00:20:44 | |
| Very good. | 00:20:46 | |
| Quality. | 00:20:48 | |
| In our material, we don't buy it just from anywhere. | 00:20:48 | |
| So you figure a quilt ranges from. | 00:20:52 | |
| The foundation had an appraiser come in and. | 00:20:55 | |
| He appraised the quilt that. | 00:20:58 | |
| 800 to 1600 dollars. | 00:21:00 | |
| The two figure it's, you know, it's $1215 a yard. | 00:21:04 | |
| But it's the front. | 00:21:08 | |
| You know, everybody's going up in price because you know. | 00:21:10 | |
| The cost of living. | 00:21:15 | |
| And the recipients usually have a ceremony. | 00:21:17 | |
| Yes. And the recipients are very proud to receive this. They're very humbled by the fact that they're honored that way. Yeah, we | 00:21:20 | |
| do groups. | 00:21:24 | |
| And then if the person is very private, we go to them. We do it how they want it. | 00:21:28 | |
| That we wrap them in a quilt. They are. | 00:21:33 | |
| I opened it up with a presentation. | 00:21:38 | |
| And then I have a. | 00:21:40 | |
| Veteran. | 00:21:42 | |
| Who resisted certificate? I'm sorry. | 00:21:44 | |
| To the recipient. | 00:21:48 | |
| And then he is saluted. | 00:21:51 | |
| And then, most generally, the lady. | 00:21:55 | |
| They were wrapped in the quilt. | 00:21:58 | |
| And if they allow it, we have them. | 00:22:00 | |
| And thank them for their service. | 00:22:02 | |
| And that's how each veteran is done. | 00:22:06 | |
| And our goal is to try to get every veteran that we can. | 00:22:08 | |
| That's our goal and the funding is, like you said, we live on donations. | 00:22:13 | |
| It's a super powerful thing, Supervisor Humphrey. | 00:22:19 | |
| Yeah, no, I think it's a great thing that you do. | 00:22:23 | |
| I guess the question I have is. | 00:22:25 | |
| Is do you have some younger? | 00:22:28 | |
| People that are are wanting to learn to quilt with you. | 00:22:30 | |
| Most of our ladies now, we do have a leader down in Buckeye. | 00:22:36 | |
| And she works with the 4H. | 00:22:40 | |
| Oh, that's a great. Yeah, that's. | 00:22:43 | |
| Yeah, that's kind of what I've learned because it's a great program and you know, you get. | 00:22:44 | |
| Younger individuals like with 4H or things of that nature that want to learn to quilt because a lot of the old techniques are | 00:22:49 | |
| going by the wayside and it would, you know, it'd be a shame that. | 00:22:54 | |
| That this doesn't continue to carry on. We've been trying to, you know, to recruit, yeah. | 00:23:00 | |
| You know, because it really didn't. You know, like you have only been the leader. | 00:23:08 | |
| For a few months learning a lot of sure. | 00:23:12 | |
| You know, too. And then we had a meeting with a lot of other group leaders, and this is how I found out, you know, go to your | 00:23:15 | |
| school. | 00:23:18 | |
| Go to your because a lot of schools now they don't even have. | 00:23:22 | |
| Sewing classes, right? Yeah. Like, yeah, because they used to have like, home economics where they learned to bake and so and | 00:23:25 | |
| those kind of things not only for females but males as well. | 00:23:30 | |
| That's what I'm trying to reach out today. Have 6 mail. | 00:23:34 | |
| Yeah, no, I knew that from one of the one of the previous. | 00:23:39 | |
| Presentations and vets too freedom do this certificate when he helped run the coffee. | 00:23:43 | |
| There's a veteran's copy and pasting. Oh yes. | 00:23:49 | |
| And he's good to help us get, you know, yeah. | 00:23:51 | |
| Nominations and. | 00:23:54 | |
| He has. | 00:23:56 | |
| You know, auctioned off a few quilts, but. | 00:23:58 | |
| They don't have the label by no means, and usually they're not really, you know, actually. | 00:24:01 | |
| Their quilt has been made but they opted them off to raise money. | 00:24:07 | |
| Shoot. Well, thank you all very much for what you do. | 00:24:10 | |
| Supervisor Humphrey, don't. | 00:24:16 | |
| It's OK, Early Pfizer, Klein, this guy right here. | 00:24:21 | |
| Ladies, thank you. How many quotes have you done so far, do you know? | 00:24:26 | |
| Let me say, as of September 30th, the Foundation, this is all 1100. | 00:24:31 | |
| 11,000 Oh, there's over 11,000 members. | 00:24:37 | |
| They have put out 424,000. | 00:24:41 | |
| 428. | 00:24:44 | |
| As of September 30th, I haven't got the October. | 00:24:46 | |
| We as a group. | 00:24:49 | |
| Have put out 71. | 00:24:50 | |
| And our goal is to try to get 100 before the end. | 00:24:55 | |
| Good job. | 00:24:59 | |
| Yeah. Well, thank you so much for doing that. Well, thank you for your time. | 00:25:00 | |
| Is it all right if we get a picture with you ladies? | 00:25:04 | |
| Would like to do that. So I'll just stay right there. We're going to come down to you. | 00:25:07 | |
| Can you open the court and hold it in front of me? So we sure. | 00:25:14 | |
| Skippers. | 00:25:35 | |
| OK, right here. | 00:25:38 | |
| Thank you. Thank you. | 00:25:41 | |
| So if anyone would like to be a part of that group, I'm sure they have. | 00:26:01 | |
| Something for you to do and help. | 00:26:05 | |
| With uh. | 00:26:10 | |
| Let's go ahead. I think we need to vote on that yet, don't we? So. | 00:26:10 | |
| I will call for a motion. | 00:26:16 | |
| Mr. Chair, I move to approve economic. | 00:26:20 | |
| Development agreement number. | 00:26:22 | |
| 202600000101. | 00:26:25 | |
| With Quilts of Valor Foundations. | 00:26:30 | |
| Heart to heart group. | 00:26:34 | |
| 928 incorporated as presented. | 00:26:36 | |
| And which the Board has determined to be for the benefit of the public. | 00:26:39 | |
| Mr. Chair, I'll second that. | 00:26:43 | |
| We have a motion and a second to approve. Those in favor say aye. | 00:26:45 | |
| Aye, aye. Thank you very much. | 00:26:48 | |
| Very welcome. | 00:26:53 | |
| Appreciate what you all do. | 00:26:54 | |
| Item 3B We have information discussion action to approve the open Gov Master Services agreement with. | 00:26:56 | |
| Open Gov Incorporated for its procurement and contract management software platform. | 00:27:02 | |
| It's in a not to exceed contract amount of $244,377.12. | 00:27:08 | |
| For the term of November 4th, 2025 through. | 00:27:13 | |
| June 30th, 2029. | 00:27:17 | |
| Good morning, Marin. Good morning, Mr. Chair, Good morning, Supervisor Humphrey, Supervisor Klein. | 00:27:20 | |
| I'll just jump in and address the elephant in the room. A year ago I was. | 00:27:27 | |
| I brought to you the. | 00:27:32 | |
| Contract. | 00:27:33 | |
| Software platform. | 00:27:35 | |
| And while we used it to the best of its ability, it did not meet our needs. | 00:27:37 | |
| So. | 00:27:43 | |
| When we realized it wasn't meeting our needs, Olivia. | 00:27:44 | |
| Went out and started seeking a new solution to streamline our processes. | 00:27:47 | |
| While increasing and improving our efficiency. | 00:27:53 | |
| So open Gov. | 00:27:57 | |
| Is the solution that will do that. | 00:27:59 | |
| At the best. | 00:28:01 | |
| Cost to the county. | 00:28:03 | |
| And we have Grace and Brandon here from Open Gov if you have any questions. | 00:28:04 | |
| And we've got Olivia here also happy to answer any questions that you might have. | 00:28:09 | |
| OK. Thank you, Supervisor Humphrey. | 00:28:13 | |
| Yeah, so so the one that you. | 00:28:17 | |
| Brought to us earlier. It didn't work and. | 00:28:20 | |
| As well as your wish. | 00:28:24 | |
| It did. | 00:28:25 | |
| It turned out to only be like a. | 00:28:26 | |
| An online library and it wasn't searchable by the people that we expected to be searchable. | 00:28:29 | |
| But we thought that it would create. | 00:28:34 | |
| What you all have been asking for like the reports and things and it won't. | 00:28:37 | |
| And this one will. | 00:28:41 | |
| OK. | 00:28:44 | |
| Yeah, I'm not a big IT person, so. | 00:28:47 | |
| I mean I. | 00:28:50 | |
| If I if I was, I'd probably have more questions. | 00:28:51 | |
| But this is going and so this is going to help. | 00:28:54 | |
| With like the procurement, I mean that's one of the big bottlenecks. | 00:28:58 | |
| That we have. | 00:29:03 | |
| Yes, yes, this. | 00:29:05 | |
| And how? How How? | 00:29:06 | |
| How will it help? | 00:29:08 | |
| In your procurement? | 00:29:10 | |
| So in terms of for the formal solicitations, for instance, one of the things that I'm really excited about is that. | 00:29:11 | |
| This open Gov. | 00:29:19 | |
| Platform will allow vendors to register online. | 00:29:21 | |
| To receive. | 00:29:25 | |
| Gila County solicitations they can go up and sign up for. | 00:29:27 | |
| Whatever areas there that they do business in that they would be interested in getting solicitations for. | 00:29:31 | |
| And as soon as we issue that solicitation. | 00:29:37 | |
| They receive it. | 00:29:40 | |
| Through e-mail. | 00:29:42 | |
| It will also allow us to. | 00:29:43 | |
| Start to do electronic. | 00:29:46 | |
| Bid submissions. | 00:29:50 | |
| So there's a. | 00:29:52 | |
| It will help us to have more responsive bidders. That's kind of an issue. | 00:29:54 | |
| That we've been having. | 00:30:00 | |
| Is that sometimes it's hard when it's a paper solicitation. | 00:30:01 | |
| For the vendors to go through it and make sure that they've got all of those. | 00:30:06 | |
| Check mark, check boxes. | 00:30:12 | |
| When you have it in electronic form. | 00:30:15 | |
| It will tell them you need to submit these things in order to have a complete. | 00:30:18 | |
| Bid submission, so it's going to help us to have more participation in our solicitations, it will help us to have a wider reach. | 00:30:24 | |
| To our local vendors as well as a little bit further out. | 00:30:34 | |
| It will help us to more quickly get out information. | 00:30:41 | |
| About any addendums, for instance, when we when the flooding emergency happened, we were going to have a bid opening that | 00:30:45 | |
| following Tuesday and that just wasn't going to work with everything that was going on. So we had to very quickly get on an | 00:30:51 | |
| addendum. | 00:30:56 | |
| To everybody who was on the plan holder list. | 00:31:02 | |
| And the process now is that we have to post it to the website, we have to send out an e-mail to everybody. | 00:31:06 | |
| And that takes a little bit of time with the open gap. | 00:31:13 | |
| All we have to do is generate the addendum in Opengas and it automatically blasts out to everybody. | 00:31:16 | |
| Everybody. Does that include the? | 00:31:24 | |
| Staff people of Gila County. | 00:31:27 | |
| Who have things in procurement? | 00:31:31 | |
| Yes. | 00:31:34 | |
| So that'll be compatible with our IT stuff. | 00:31:37 | |
| Like with facilities with. | 00:31:40 | |
| Our county shops with. | 00:31:43 | |
| Everybody that's that's that has things. | 00:31:46 | |
| And to you for procurement? | 00:31:49 | |
| For it to go out to contract. | 00:31:51 | |
| So they they will. | 00:31:54 | |
| They will be able to get into your software and see that. | 00:31:56 | |
| Where Where things are at and who's bidding and how many bidders and things, yes. | 00:32:00 | |
| They will be able to see. | 00:32:06 | |
| They will actually. The another thing is that the bidders can ask their questions. | 00:32:08 | |
| Through. | 00:32:13 | |
| And. | 00:32:15 | |
| If for instance if you know landfill has a solicitation out, they can go. | 00:32:16 | |
| Into open Gov and they can answer those questions directly. | 00:32:22 | |
| Instead of it having to go through an entire process. So yes, the department users will have access. | 00:32:26 | |
| To the system, they will be able to see the status. | 00:32:34 | |
| Of their solicitations and their contracts. It's not just for formal solicitations, it's for all of our contracts. | 00:32:38 | |
| They will be able to see that it will increase the transparency with the departments. | 00:32:44 | |
| And with our outside users, OK, so our IT is not going to have, I mean our departments aren't going to have to change their IT | 00:32:49 | |
| system. | 00:32:52 | |
| To be compatible with this system that you're bringing, no, No, because this is all going to be in the cloud, so it's not. They | 00:32:56 | |
| don't have to have anything installed on their computer. | 00:33:02 | |
| There, you know, there's nothing that they're going to have to. | 00:33:08 | |
| Learn that's going to be any different for them. | 00:33:11 | |
| It'll be like going to a website. | 00:33:16 | |
| OK. | 00:33:18 | |
| That doesn't sound foggy at all. | 00:33:23 | |
| By the Klein I was thinking maybe we start talking English here. | 00:33:26 | |
| So basically. | 00:33:32 | |
| I understand what you're saying there. | 00:33:35 | |
| I have a couple questions. First, in order to get our participants, we need to advertise this and get it out there that they have | 00:33:37 | |
| this ability. So is that going to go through like? | 00:33:41 | |
| Call on the website. | 00:33:46 | |
| Canon website or something that. | 00:33:47 | |
| We can absolutely do that, yes. And I think that that would be a great idea to get more of our local vendors to sign up who maybe | 00:33:50 | |
| are not already participants in other. | 00:33:56 | |
| Open Gov. | 00:34:02 | |
| Procurement. So Open Gov has many customers here in Arizona, including Mojave County and the city of Tucson and things like that. | 00:34:05 | |
| So there may be some local vendors who already used Open Gov to see those. | 00:34:13 | |
| Those solicitations. | 00:34:22 | |
| And if they are? | 00:34:24 | |
| Then they can just say, well, we're also interested in seeing Gila County solicitations and then they'll be signed up to Sequela | 00:34:26 | |
| County solicitations. But otherwise, yes, we would want to do some form of outreach to our local vendors to let them know that | 00:34:32 | |
| this is the new process to sign up as a vendor with Gila County. | 00:34:38 | |
| And then I would be happy to walk them through if they needed any assistance with. | 00:34:44 | |
| How how to sign up? | 00:34:51 | |
| But it's not. | 00:34:53 | |
| A difficult thing for them to sign up as a vendor. It's very simple. | 00:34:54 | |
| OK, so. | 00:34:58 | |
| And I know you've been working very hard on a bunch of our agreements. | 00:34:59 | |
| Contracts and stuff like that. So when we. | 00:35:03 | |
| We're going to go to this system. | 00:35:06 | |
| What kind of timeline, How is that going to shorten how we're doing now as far as time? | 00:35:08 | |
| OK, so I'm gonna put you on the spot here. Oh yeah. No, no, I, I appreciate this question because let me tell you what our | 00:35:12 | |
| process. | 00:35:15 | |
| This right now. | 00:35:19 | |
| When I get a contract request, it comes through by e-mail. | 00:35:21 | |
| There's a contract request form. | 00:35:25 | |
| If it's over 50,000 they also have to have an agenda request form. | 00:35:27 | |
| If it's for a formal solicitation, they have to have a request to advertise form. | 00:35:32 | |
| They may have to have three quotes. They may. There's all sorts of documentation. | 00:35:36 | |
| And they have to gather all of that information and then send it to me by e-mail. | 00:35:41 | |
| Then I go in. | 00:35:45 | |
| And I look at it, I assign it a contract number manually. I have a spreadsheet for that. So I have to go and do that. And then I | 00:35:46 | |
| have to enter the contract information on my contract tracker, the spreadsheet that I just sent you guys a couple of days ago, | 00:35:51 | |
| that Excel spreadsheet with all the colors on it. | 00:35:57 | |
| So I enter it on there. | 00:36:02 | |
| And then? | 00:36:04 | |
| As we I also have to create a paper file because we have hard copy files of everything as well. | 00:36:06 | |
| So I'm creating the paper file and printing everything out for that as well. | 00:36:12 | |
| Then we end up going through the process I have to create the contract in. | 00:36:16 | |
| A Microsoft Word document. | 00:36:21 | |
| I have to convert that to a PDF. | 00:36:24 | |
| I have to go into Adobe sign and send it out to the vendor for them to sign. | 00:36:27 | |
| They get the Adobe sign request, they sign off on it, and then we have to do an executive summary if it's under 50,000. If it's | 00:36:31 | |
| over 50,000, I have to submit the agenda item anyway. It's a lot of steps and a lot of manual things where I'm having to use | 00:36:37 | |
| Microsoft for this, Word for this, Excel for this. I have all of these different places that I have to go to to track all of this | 00:36:42 | |
| information. | 00:36:48 | |
| Everything's going to be an open guff. | 00:36:54 | |
| So what you're saying it's going to cut your time and the process down by a lot? | 00:36:57 | |
| Yes, we're going to get rid of so many of these manual little processes. | 00:37:02 | |
| Things that are in all these different places are going to be in one place. | 00:37:07 | |
| So then by the time that. | 00:37:11 | |
| That contracts all said and done, it hits our desktop here. | 00:37:12 | |
| We approve it. | 00:37:17 | |
| It's done, deal, it's over with. We're good to go, yes. | 00:37:18 | |
| No more processes after that. | 00:37:21 | |
| No. And in fact the department who requested it, we will have in there. | 00:37:23 | |
| Here's the expiration date and it will remind the department automatically. It will notify them. | 00:37:30 | |
| That you know. | 00:37:37 | |
| 6090 days out, whatever we have set up for it, it will automatically remind them, hey, this contract is going to be coming up for | 00:37:38 | |
| renewal in 90 days. And so then they can you know, go in and say, OK, well we want to go ahead and renew that. It will help us to | 00:37:44 | |
| be so much more proactive with contract renewals. | 00:37:51 | |
| Or extensions as well. | 00:37:58 | |
| So there won't be more excuses of being late. | 00:37:59 | |
| On the contract. | 00:38:02 | |
| It will. It will significantly reduce the number of excuses in being laid. | 00:38:04 | |
| Thank you both. | 00:38:09 | |
| So we have two representatives from Open Gov here today. They've come a long way. I'm not going to let them just sit back there. | 00:38:11 | |
| You need to come on up. | 00:38:15 | |
| So. | 00:38:21 | |
| I have heard. | 00:38:22 | |
| Bits and pieces of our procurement. | 00:38:24 | |
| Problem and it's mainly delays. | 00:38:26 | |
| And it can delay a vehicle from being fixed. | 00:38:30 | |
| For weeks or more. | 00:38:33 | |
| That is a vital. | 00:38:36 | |
| Piece of equipment that needs to be. | 00:38:38 | |
| It just doesn't even make sense to me that if something is needed, we can't just buy it. | 00:38:40 | |
| And do it, but it's because of our policies. | 00:38:45 | |
| Our own policies are tripping us up and so. | 00:38:47 | |
| How long has open Gov been in business do you know? | 00:38:50 | |
| That's a fantastic question. So we have Brandon, yes, and I should introduce myself, say hello. | 00:38:56 | |
| And Grace, OK, do you know how long is your company or you represent the company? | 00:39:00 | |
| Yes, we do. | 00:39:05 | |
| And it's just introduction. My name is Brandon. I'm the regional manager at opengov. So. | 00:39:06 | |
| I work with Grace. I have a team of nine folks. We covered the entire state of Arizona and effectively Colorado. | 00:39:11 | |
| So my team overseas 13 states. | 00:39:15 | |
| It's a pleasure to be in front of you all. And to answer your question, Chairman. | 00:39:18 | |
| I don't think I've been around since 2000. | 00:39:21 | |
| OK. And about how many? | 00:39:23 | |
| You mainly deal with governmental clients. | 00:39:26 | |
| And you have. | 00:39:30 | |
| Hundreds of clients or. | 00:39:31 | |
| Your success. Your success. | 00:39:33 | |
| Raped and you know, so how would you rate your company? And I know that's kind of a. | 00:39:36 | |
| But you know, why should why should we choose you guys? | 00:39:41 | |
| Absolutely. | 00:39:45 | |
| When it comes to our current partnerships, we partner with over 2000 municipalities across the United States. | 00:39:46 | |
| And with procurement alone, we hold a 99% retention rate within our procurement solution. | 00:39:53 | |
| So I might be biased here, but I would say we would rate ourselves pretty high when it comes to our procurement and contract | 00:39:59 | |
| management solution. | 00:40:02 | |
| So 99% of your clients stay with you. Is this the kind of thing it looks like this is about a four year, 4 1/2 year? | 00:40:06 | |
| Contract. | 00:40:14 | |
| Then do we renew this again with you or is this? | 00:40:15 | |
| So this is a ongoing subscription. | 00:40:19 | |
| Sort of situation, OK. | 00:40:23 | |
| That is right. | 00:40:25 | |
| In 2029, right, the option to renew is there. | 00:40:26 | |
| If the county said to one year or my favorite renewal, that's obviously up to you. | 00:40:29 | |
| And this dollar amount is for that entire time period? | 00:40:33 | |
| So that splits out to. | 00:40:37 | |
| 50,000 a year. Well I can't see it behind my hands. | 00:40:39 | |
| Yeah, OK. | 00:40:44 | |
| Ask the professional services in deployment. | 00:40:46 | |
| OK. All right. | 00:40:49 | |
| Very good. Any questions with? | 00:40:50 | |
| Well, Mr. May. | 00:40:52 | |
| We are our IT person here. | 00:40:55 | |
| Or do you have any comments or questions? | 00:40:57 | |
| About this program. | 00:41:00 | |
| Process compatibility with. | 00:41:03 | |
| What we don't like I said I, I. | 00:41:06 | |
| This is not my field, I'm not the mechanic. | 00:41:08 | |
| What's this Carrie Bartling does? She's better by me. | 00:41:11 | |
| Hi I. | 00:41:14 | |
| I I have not vetted the software personally, so this is a software that they'll be using for their contracts. | 00:41:16 | |
| On it for them so if. | 00:41:22 | |
| This is something that. | 00:41:24 | |
| They're saying will work for them. This is. | 00:41:26 | |
| You know something that they will do I I. | 00:41:29 | |
| Curtain, I like I said, I have not vetted the software personally, so. | 00:41:31 | |
| You'll see the incompatibility problems, so as far as compatibility there isn't going to be an issue because it's all in the | 00:41:36 | |
| cloud. | 00:41:40 | |
| I'm not sure if it's. | 00:41:44 | |
| What? What the? | 00:41:47 | |
| Cloud works if it's you have to be internal to use it or not. | 00:41:49 | |
| Or if it's an external thing. | 00:41:53 | |
| But as far as compatibility on our systems, there should not be an issue as far as compatibility so. | 00:41:55 | |
| OK, yeah, I I guess. | 00:42:01 | |
| My only question is. | 00:42:02 | |
| As you know the the main bottleneck with the county is. | 00:42:04 | |
| Is getting through procurement. | 00:42:08 | |
| It bottlenecks. | 00:42:10 | |
| Well, all of our projects and the process of it. | 00:42:12 | |
| So I guess. | 00:42:16 | |
| I guess I would like to know. | 00:42:17 | |
| And another six months. | 00:42:20 | |
| What after the installation of this? | 00:42:22 | |
| Of what? What it's actually? | 00:42:26 | |
| Done for us in six months or a year. | 00:42:28 | |
| I I would like to. | 00:42:31 | |
| I would like to see this magic. | 00:42:32 | |
| That it's supposed to prefer. | 00:42:35 | |
| I'm I'm confident that. | 00:42:38 | |
| That you'll see. | 00:42:41 | |
| Results very quickly. | 00:42:43 | |
| There there may still be bottlenecks at crucial times. | 00:42:46 | |
| We do have a lot of contracts. | 00:42:50 | |
| That are. | 00:42:53 | |
| On a fiscal year basis and so we will probably receive another 87. | 00:42:55 | |
| Or more contract requests. | 00:43:00 | |
| In June and July of next year, however, we will be better equipped with open Gov. | 00:43:02 | |
| To manage those, to be more proactive, maybe we'll actually because we have all of these things in there, we can start working on | 00:43:07 | |
| them in May. | 00:43:10 | |
| So that it. | 00:43:14 | |
| Isn't left to July and then into August and then into September. | 00:43:15 | |
| So the I, I'm very confident that you will see. | 00:43:21 | |
| Some very positive results very quickly and also in terms of the solicitations, I I'm very excited. | 00:43:25 | |
| About what this could mean. | 00:43:32 | |
| For getting more. | 00:43:34 | |
| Of our vendors. | 00:43:36 | |
| On board so that we get more. | 00:43:38 | |
| Bid submissions, there's better competition. | 00:43:41 | |
| And it's better quality submissions that are coming through so that we're not having to mark people is not responsive. | 00:43:44 | |
| OK, Yeah, I. | 00:43:55 | |
| It just I mean. | 00:43:57 | |
| Hila County has been around for a long time. | 00:43:58 | |
| And the people that work with us have worked with us for a long time, and the people that haven't and want to. | 00:44:01 | |
| They've they've known we've been here, so I don't see how magically it's going to bring in. | 00:44:07 | |
| A whole lot of more vendors. | 00:44:12 | |
| I, you know, we're, we're rural Arizona and I don't see how. | 00:44:14 | |
| A program is going to get more people interested in dealing with. | 00:44:18 | |
| County but. | 00:44:22 | |
| That's just me. | 00:44:23 | |
| So anyway. | 00:44:24 | |
| Yeah. Thank you. | 00:44:26 | |
| Thank you anymore, Supervisor Klein. | 00:44:28 | |
| One for Olivia. | 00:44:31 | |
| What What about those folks that may be out there that don't want to participate? | 00:44:33 | |
| In this. | 00:44:37 | |
| Don't want to sign up for open Gov? | 00:44:38 | |
| Is there going to be still a? | 00:44:41 | |
| Ave. for him to build a. | 00:44:42 | |
| Put in a bid. | 00:44:44 | |
| Manually like we've been doing it or how you can workout. | 00:44:46 | |
| If they would rather submit a paper bid, we will still accept paper bids, OK. | 00:44:49 | |
| OK, you know, I, I don't know that that's the case, but. | 00:44:54 | |
| Just by chance there may be. So certainly yes, there may be more people, you know, people who are more comfortable in doing that | 00:44:58 | |
| and we will certainly still accept a paper bid. | 00:45:03 | |
| And do the opening that way if that's what they prefer. | 00:45:08 | |
| OK. Thank you all. Thank you too for coming down. | 00:45:10 | |
| Thank you. Yeah, thanks for that. And. | 00:45:13 | |
| Grace, you told me you were from the San Francisco Bay Area. And Brandon, where are you from? | 00:45:16 | |
| Again from the San Francisco Bay Area. | 00:45:20 | |
| We appreciate you guys coming very much, really. | 00:45:24 | |
| So thanks for coming. Thanks for your input. | 00:45:27 | |
| The only last question. | 00:45:29 | |
| If we absolutely do not like this this software. | 00:45:33 | |
| Is there any? Are we, are we obligated to pay through 2029? | 00:45:38 | |
| On it. | 00:45:43 | |
| Is that a set in stone contract? | 00:45:44 | |
| There is included in our. | 00:45:48 | |
| Master services agreement, there's term nature for non appropriation. So I'd also go back to that 1% of folks that. | 00:45:50 | |
| Right. Would you like to find the majority of those folks are organizations where in very rare circumstances they are forced to | 00:45:56 | |
| not appropriate for the project. We just asked for authority. They've written notice ahead of the next term and that's where | 00:46:00 | |
| things rely. So in that effect, yes. | 00:46:04 | |
| OK. | 00:46:08 | |
| You said 30 day notice at the end of the next term. | 00:46:11 | |
| Each term is predated in bullet at the beginning of the term. So for example, right that first term there that's inclusive of a | 00:46:14 | |
| prorated portion of software plus professional services. | 00:46:18 | |
| Right, we come to July 1st of 2026 and say. | 00:46:23 | |
| You know, before we get to July 1st, you know. | 00:46:27 | |
| By June. | 00:46:29 | |
| You guys say, hey, we're no longer appropriating for this project. That's where it would lie, right? | 00:46:30 | |
| But we do each installment of software right that determines payment. | 00:46:34 | |
| OK, if that's true, OK. So, so like I say, if we don't like it in a year. | 00:46:38 | |
| Yeah, then you just made. | 00:46:42 | |
| You just need. | 00:46:44 | |
| 30 days notice. | 00:46:45 | |
| Prior. That's right. | 00:46:47 | |
| To that. | 00:46:49 | |
| Wanting to terminate. | 00:46:51 | |
| Within that year. | 00:46:52 | |
| That's correct. If it were a case of terminating for not appropriation, we would just ask for a 30 day revenue. | 00:46:54 | |
| Notice before that extra begins and. | 00:47:00 | |
| OK, so they're on yearly terms? | 00:47:03 | |
| That's right. That's right. | 00:47:05 | |
| OK, it's a July, June year. | 00:47:07 | |
| That's correct. That's right. | 00:47:10 | |
| OK, thank. OK, thank you. I mean, we really drilled down on you guys and it's not that we're suspicious, but we just want to know | 00:47:14 | |
| what we're buying. | 00:47:18 | |
| So appreciate that. So if there's nothing else, then I will call for a motion. | 00:47:22 | |
| Mr. Chair, I'll make the motion to approve the Open Gov Master Services Agreement. | 00:47:27 | |
| With Open Gov incorporated as presented. | 00:47:31 | |
| Well, second motion a second to approve. Those in favor say aye aye. | 00:47:35 | |
| Aye, unanimous. Thank you very much for coming. Have a safe trip back. | 00:47:40 | |
| Thank you. Thank you. | 00:47:43 | |
| All right, next we got Josh Beck. We got 3C information. | 00:47:46 | |
| Discussion action to approve the IGA with. | 00:47:49 | |
| Arizona Department of health services, whereby gila county. | 00:47:52 | |
| Will provide funding. | 00:47:56 | |
| For up to $33,000 per month. | 00:47:57 | |
| Not to exceed $99,000 for the period of October 25, 2025. | 00:48:00 | |
| To January 30th, 2026. | 00:48:06 | |
| To continue providing eligible infants. | 00:48:09 | |
| With the Wick. | 00:48:12 | |
| Infant food benefits during the federal. | 00:48:13 | |
| Shut down. | 00:48:16 | |
| Josh, good morning, Chairman Christianson Supervisors so. | 00:48:18 | |
| The Women, Infants and Children's Program. | 00:48:22 | |
| And just put this out there too, and the consent items, you'll see our actual. | 00:48:25 | |
| With contract for this year for 327,000, it's been appropriated by Congress or by the President and the Congress, but we haven't | 00:48:28 | |
| actually received that money yet. | 00:48:33 | |
| So in the meantime, what we're trying to do is keep up with the federal shutdown. | 00:48:38 | |
| This item was a little bit more serious. We were originally going to run out of WIC funds. | 00:48:42 | |
| Like I'll keep. | 00:48:47 | |
| October 26th. | 00:48:48 | |
| The President's cabinet. | 00:48:50 | |
| Are using. | 00:48:51 | |
| I'll get this is a word. | 00:48:55 | |
| Not tariff money. They went against tariff money, but they're using import taxes. | 00:48:57 | |
| To pay for. | 00:49:01 | |
| Little pieces away because it goes by so. | 00:49:03 | |
| What's happened so far as it's moved from October 26th to November 1st to November 10th to November 12th. Right now it's funded | 00:49:05 | |
| through November 15th. | 00:49:09 | |
| It looks like that might be the end of how long it's going to be funded. | 00:49:13 | |
| So in the grand scheme of things, what we did is all the counties that. | 00:49:16 | |
| Wanted to continue their WIC services. | 00:49:20 | |
| Worked with the Arizona Attorney General's office, officer General's office, and we created a contract kind of go backwards to | 00:49:22 | |
| see. | 00:49:26 | |
| What we could do to fund the state to keep the EWIC cards going? | 00:49:30 | |
| We looked at different scenarios of doing women, infant and children. | 00:49:34 | |
| In which counties could do what? Across the board? For the most part, everyone shows that nobody wanted to let the infants go | 00:49:38 | |
| without formula. | 00:49:41 | |
| The price is about 1/3 a third and a third. So would it cost us 33,000 a month to do just the infants, 66 for the infants and the | 00:49:45 | |
| children 99 for all three? | 00:49:50 | |
| Maricopa County and most of the other large counties that are working with the state to do this program as well are just going to | 00:49:55 | |
| be doing infants. | 00:49:59 | |
| So say like when I originally brought this and we found out during a meeting I think I was in with Supervisor Humphrey and Mr. | 00:50:03 | |
| Menlove and we originally discussed this, we thought. | 00:50:07 | |
| One thing was it made sense to stay in line with the rest of the counties because now. | 00:50:12 | |
| All of the advertising and everything that goes out for this, should that event happen on November 15th and we don't have funding. | 00:50:17 | |
| All the counties will be operating on the same. | 00:50:24 | |
| Infants only, so. | 00:50:26 | |
| That's why we chose to go with infants only. | 00:50:28 | |
| Staffing wise, we were originally going to have to ask for staffing this month. | 00:50:31 | |
| The government did fund snapping all the way through the end of November at this point. | 00:50:34 | |
| So staffing is through November 30th, so for at least this month. | 00:50:38 | |
| If we get to where we actually infuse the IGA. | 00:50:42 | |
| Then we would still be covered with staffing until November 30th. | 00:50:45 | |
| The last big piece of this? | 00:50:50 | |
| It wouldn't give it to us in writing, but. | 00:50:52 | |
| If the contract goes the way that. | 00:50:54 | |
| I've typically seen almost all of our public health contracts go. | 00:50:56 | |
| And I think all three of the board members have seen this before where I bring a lot of contracts to you that. | 00:50:59 | |
| Igas in August, September, sometimes November, December for that fiscal year. | 00:51:04 | |
| And they'll cover that whole fiscal year. So if we do receive. | 00:51:09 | |
| The center of the contract. | 00:51:12 | |
| The money that comes from the appropriations for the contract is on consent today. | 00:51:14 | |
| Then that would backfill any dollars that we give to the state. | 00:51:18 | |
| As long as they say, as long as there's a way. | 00:51:22 | |
| In process to return money to us so. | 00:51:24 | |
| I didn't want to put that as a guarantee, but they're saying as long as we get the regular contracted money and that's let go of | 00:51:27 | |
| once the government opens back up, then there would be the potential for anything that we did have to pay to come back to us | 00:51:31 | |
| because it's already part of the contract that we'll have. | 00:51:36 | |
| Think that is everything. | 00:51:41 | |
| OK. Thank you, Josh. | 00:51:43 | |
| Supervisor Humphrey. | 00:51:45 | |
| Yeah, that's, uh. | 00:51:47 | |
| That's one of those deal. | 00:51:48 | |
| Yeah, I just, I just. | 00:51:52 | |
| I just wonder how people raise their families before. | 00:51:54 | |
| Programs like this came up. | 00:51:57 | |
| But I I I guess you. | 00:52:00 | |
| You can't say no to. | 00:52:02 | |
| To children. | 00:52:04 | |
| That are in need. | 00:52:05 | |
| So yeah, I don't, I don't have any comment. | 00:52:07 | |
| Other than that. | 00:52:11 | |
| Thank you. | 00:52:13 | |
| Supervisor Klein. | 00:52:14 | |
| Thank you, Mr. Chair. Thank you, Josh. I. | 00:52:16 | |
| I'm not much different than Supervisor Humphrey I. | 00:52:19 | |
| I'm glad we're in a position that we can kind of. | 00:52:23 | |
| You know, help out, especially for the infants. | 00:52:27 | |
| I agree. | 00:52:30 | |
| And so. | 00:52:31 | |
| And then hopefully if if everything does get settled out later and. | 00:52:32 | |
| There's a chance we get backfield for this money, That's fine. | 00:52:36 | |
| But but I I'm glad you guys put this together. | 00:52:40 | |
| Thank you. | 00:52:43 | |
| Thank you. | 00:52:45 | |
| So, umm. | 00:52:46 | |
| Yeah, I'm not real warm about. | 00:52:47 | |
| Funding a federal program that's not being funded. | 00:52:50 | |
| Just, I mean, to me this is welfare. | 00:52:55 | |
| Plain and simple. | 00:52:58 | |
| It's not about. | 00:52:59 | |
| The infants as much to me as it is about. | 00:53:01 | |
| Parents who have children should be. | 00:53:05 | |
| Paying for their own children. | 00:53:08 | |
| That may sound harsh, but that's the reality of it. | 00:53:12 | |
| We don't live in a poor nation. | 00:53:15 | |
| But everybody seems to be on the take for food. | 00:53:17 | |
| And everybody's wine and you know, they're not going to get the food stamps they're not going to get. | 00:53:22 | |
| Their free this and free that. | 00:53:26 | |
| All this we become a nanny state. | 00:53:28 | |
| Not a lot of money. | 00:53:33 | |
| So the principle of it I'm against. | 00:53:36 | |
| But I think I will probably vote for the provision of it. | 00:53:39 | |
| In case the. | 00:53:43 | |
| Over and over. The government is going to be back operational by the end of the week. I'm almost sure that I think that this | 00:53:47 | |
| today's November 4th. | 00:53:50 | |
| Election Day and. | 00:53:53 | |
| The whole thing's. | 00:53:55 | |
| Emotional, uh. | 00:53:56 | |
| It's political. It's insane. | 00:53:57 | |
| What they do? | 00:54:00 | |
| And. | 00:54:02 | |
| I'm glad I'm not in that environment, but I'm really disgusted with. | 00:54:03 | |
| The way some people operate. | 00:54:07 | |
| In order to create leverage and other things politically. | 00:54:10 | |
| So. | 00:54:15 | |
| I don't think we're going to have to spend this money. | 00:54:16 | |
| But we have to decide today whether we want to. | 00:54:19 | |
| If we need to. | 00:54:22 | |
| OK, so. | 00:54:25 | |
| If there's no other discussion. | 00:54:27 | |
| I'll call for motion. | 00:54:29 | |
| Mr. Chair, I moved to approve the intergovernmental agreement. | 00:54:32 | |
| With the Arizona Department of Health Services, where Popular County will provide funding. | 00:54:35 | |
| For up to $33,000. | 00:54:41 | |
| Per month not to exceed 99. | 00:54:43 | |
| $1000 for the period of October 20. | 00:54:46 | |
| 5th, 2025. | 00:54:50 | |
| To January 30th, 2026. | 00:54:52 | |
| Mr. I'll second that. | 00:54:59 | |
| OK, we have a motion and a second to approve. Those in favor say aye aye. | 00:55:02 | |
| I unanimous. | 00:55:08 | |
| All right, item 3D. | 00:55:11 | |
| Information action discussion to approve a data access exchange agreement. | 00:55:14 | |
| It's a dot file #25-0011048-I. | 00:55:20 | |
| With the Arizona Department of Transportation. | 00:55:25 | |
| Or access to two of databases. | 00:55:28 | |
| For crash records and crash information. | 00:55:31 | |
| Exchange and we have a newly. | 00:55:34 | |
| Appointed Lieutenant. | 00:55:37 | |
| Cole Levante was. | 00:55:39 | |
| Today, yeah. And we actually changed this to captains and after the Lieutenant thing came about. So it'll look like I went through | 00:55:40 | |
| two promotions over the course of a month, which is. | 00:55:45 | |
| The cool ones. Everybody forgets that next month. | 00:55:50 | |
| That's the elected official gig. | 00:55:56 | |
| Good morning, Supervisor. Chairman Christensen, Supervisors. | 00:56:02 | |
| Remember the board. Thanks for having me this morning. | 00:56:05 | |
| So this is a no money. | 00:56:08 | |
| Data exchange agreement between. | 00:56:10 | |
| Gila County and adot What it allows us to do is. | 00:56:13 | |
| When the Sheriff's Office goes out and conducts a. | 00:56:17 | |
| Crash investigation. | 00:56:20 | |
| It goes on to a state form. | 00:56:22 | |
| Same as every other agency in the state. | 00:56:24 | |
| And this allows us to transmit that information electronically to them. | 00:56:27 | |
| I believe this is the first time the board has actually seen this agreement. | 00:56:33 | |
| Because when we first set up. | 00:56:36 | |
| This program. | 00:56:39 | |
| With ADOT, they allowed it to be signed by the sheriff. | 00:56:41 | |
| They changed some statutes in there in the statutory. | 00:56:45 | |
| They're the statute that was used requires the board to sign it so. | 00:56:49 | |
| No money. | 00:56:53 | |
| It just allows us to share some info for stat. | 00:56:54 | |
| Thank you so much, Supervisor Humphrey. | 00:56:57 | |
| No, I, I. | 00:57:00 | |
| Have a problem with this? I think it's. | 00:57:01 | |
| I think it's good, you know, the crash records and things like that help us change roads and traffic lights and signs and things | 00:57:03 | |
| of that nature. So I. | 00:57:07 | |
| I have. | 00:57:11 | |
| Not an issue with it. Well, thank you for your presentation and. | 00:57:12 | |
| For your promotions and all you've done for. | 00:57:15 | |
| Before helping us. | 00:57:17 | |
| The client. | 00:57:19 | |
| Congratulations, Cole. | 00:57:20 | |
| Thank you. | 00:57:22 | |
| Thanks for bringing this up, I don't have any questions. | 00:57:22 | |
| I don't either, so I'll call for motion. | 00:57:25 | |
| Mr. Chair, I'll make the motion to approve a data access exchange agreement. | 00:57:27 | |
| A dot file number 250011048. | 00:57:33 | |
| I with the Arizona Department of Transportation that's presented. | 00:57:37 | |
| Mr. Chair, Secretary. | 00:57:42 | |
| Motion the second to approve. Those in favor say aye aye. | 00:57:43 | |
| Aye, Item 3. E Information discussion action to approve Justice Webb interface. | 00:57:46 | |
| Hosting agreement TRG G. | 00:57:52 | |
| J HR0003. | 00:57:55 | |
| With Pragmatica. | 00:57:58 | |
| LLC for the term of. | 00:58:00 | |
| N42025 through. | 00:58:02 | |
| November 3rd, 2028. | 00:58:04 | |
| For a contract amount not to exceed $66,037. | 00:58:06 | |
| To approve the intergovernmental agreement number 03152025. | 00:58:10 | |
| With the city of Globe and the IGA number. | 00:58:15 | |
| 03162025. | 00:58:18 | |
| With the town of Miami. | 00:58:20 | |
| The pass through of. | 00:58:22 | |
| Pragmatica, LLC. JWR Annual. | 00:58:24 | |
| Subscription Standard 100. | 00:58:28 | |
| To share to the cost. | 00:58:30 | |
| Of the subscription. | 00:58:33 | |
| Mr. Labonte. | 00:58:34 | |
| Yes, again, thank you guys for letting me present this to you. So there's not necessarily an ask of the board for this money. | 00:58:36 | |
| The Sheriff's Office has. | 00:58:44 | |
| Some of the money involved. | 00:58:46 | |
| The other money is a flow through from globe PD. | 00:58:47 | |
| Miami PD. | 00:58:51 | |
| Wait, it's just those two. | 00:58:55 | |
| Donald Patchy was involved, but they. | 00:58:56 | |
| Are not involved at the moment. | 00:58:59 | |
| So. | 00:59:01 | |
| What this allows us to do DPS used to host. | 00:59:02 | |
| A connection to. | 00:59:06 | |
| The FBI. | 00:59:08 | |
| And MVD. So when? | 00:59:09 | |
| A deputy, an officer, anybody, including dispatch. | 00:59:12 | |
| Is running a query for a driver's license check, A warrant check? | 00:59:16 | |
| Registration on the vehicle. | 00:59:21 | |
| There's some other things that come through there. | 00:59:24 | |
| If there's. | 00:59:26 | |
| Injunctions prohibiting harassment between some people. | 00:59:27 | |
| So what this connection to? | 00:59:30 | |
| Those entities does. | 00:59:33 | |
| This allows us to place the query. | 00:59:34 | |
| Get the information DPS used to host. | 00:59:37 | |
| This connection they have sunsetted their. | 00:59:40 | |
| Involvement in hosting the connection. | 00:59:44 | |
| However, statutorily, they're still required to. | 00:59:47 | |
| Track all the. | 00:59:50 | |
| The queries that are made. | 00:59:52 | |
| When we go through audits. | 00:59:54 | |
| Every couple of years with DPS for that. | 00:59:55 | |
| So this product. | 00:59:58 | |
| We went through a lot of different products to try to figure out who we wanted to use. | 01:00:01 | |
| This product gives us a lot of other. | 01:00:05 | |
| Little add-ons that will help with warrants coming from. | 01:00:07 | |
| Justice Court, Superior Court. | 01:00:12 | |
| Them to dispatch it. It lowers the amount of redundant keystrokes through. | 01:00:14 | |
| The courts entering warrant information. | 01:00:22 | |
| And then dispatchers having to just lift it on a piece of paper and reenter it. There's a. | 01:00:24 | |
| There's no electric an electronic conduit there. | 01:00:29 | |
| That just is checks and balances sort of thing. | 01:00:31 | |
| And it keeps us being able to. | 01:00:35 | |
| Conduct all the checks that everybody's used to doing. | 01:00:38 | |
| So we're the Sheriff's Office playing up some of the money. | 01:00:40 | |
| We're asking Globe PD to. | 01:00:43 | |
| Give us a little bit of money in the Miami PD, a little less. | 01:00:46 | |
| It's based on the amount of officers. | 01:00:49 | |
| How we came up with. | 01:00:51 | |
| With what they're paying for. | 01:00:52 | |
| But the agreement has to be paid by us. | 01:00:54 | |
| And done by us because we host the server and we host the connect. | 01:00:57 | |
| So OK. | 01:01:04 | |
| Thank you. That's the program. | 01:01:04 | |
| Typically Humphrey. | 01:01:06 | |
| I have no question. | 01:01:08 | |
| Advisor Klein. I'm good, Cole, thanks. So my call for motion. | 01:01:09 | |
| This year I moved to approve justice. | 01:01:13 | |
| Interface. | 01:01:16 | |
| JWI hosting agreement. | 01:01:18 | |
| PRGJ HR0003. | 01:01:22 | |
| With Chromatica LLC. | 01:01:26 | |
| Intergovernmental agreement number 03152025. | 01:01:28 | |
| With the city of Globe and. | 01:01:33 | |
| Intergovernment agreement number. | 01:01:35 | |
| 03162025 with the town of Miami has. | 01:01:37 | |
| Presented, I'll second. | 01:01:42 | |
| Motion second to approve. Those in favor say aye aye. | 01:01:44 | |
| Aye. Thank you, Cole. Thank you. Have a good day. Be safe. | 01:01:48 | |
| Thank you. | 01:01:51 | |
| I like to name it either. | 01:01:52 | |
| Pragmatica. | 01:01:53 | |
| I could deal with things like. | 01:01:55 | |
| It's a long Battlestar Pragmatica. | 01:01:57 | |
| Prepare to be boarded. | 01:02:00 | |
| Right, the next one. | 01:02:03 | |
| Mr. Benny. | 01:02:05 | |
| Matt Benny, I saw him at the car wash this morning. Sarah. | 01:02:06 | |
| And he told me he would not be here today. Are you going to be presenting for him? | 01:02:10 | |
| I am. | 01:02:15 | |
| OK, let me read it. | 01:02:16 | |
| Item 3F. Information discussion action. | 01:02:18 | |

| For overtime, for speed. | 01:03:37 | |
| Enforcement for officers. | 01:03:40 | |
| Two unmarked vehicles and two in hospitalizer machines to be used for UI enforcement. With that like take any questions. | 01:03:44 | |
| Thank you, Sarah. Supervisor Humphrey, I have no question. | 01:03:52 | |
| Kind of, Supervisor Klein. | 01:03:56 | |
| I'm good. Thank you, Sarah. | 01:03:58 | |
| Tell me what that I'll call promotion. | 01:03:59 | |
| Mr. Chair, I'll make the motion to ratify the Board of Supervisors approval for the Sheriff's Office electronic submission of | 01:04:01 | |

| Certificate form. | 01:04:26 | |
| Mr. Chair, I'll second that motion and a second to approve those in favor say aye, aye. | 01:04:28 | |
| Aye, aye, unanimous. | 01:04:33 | |
| Thank you. And we'll go to item 3G information discussion action. | 01:04:35 | |
| To accept. | 01:04:39 | |
| On FFY 2026. | 01:04:40 | |

| Hey, Supervisor Klein. | 01:05:52 | |
| Yeah, I'm good. Thank you, Sir. | 01:05:54 | |
| OK. And so with that, I'll call for a motion. | 01:05:56 | |
| Mr. I moved to accept an FFY 2026 Governor's. | 01:05:59 | |

| Mr. Terrell, second that. | 01:06:14 | |
| OK, we have a motion and a second to approve. Those in favor say aye aye. | 01:06:16 | |
| I motion carries unanimous. Thank you. | 01:06:20 | |
| Thank you, Sarah. | 01:06:24 | |
| Our next item is 3/8 ***** Information, discussion, action to award. | 01:06:26 | |
| Contract number Ctr. 066849 Dash. | 01:06:30 | |
| GC1. | 01:06:34 | |
| The Mill Ditch Rd. project Professional design services to JE Fuller. | 01:06:35 | |
| Hydrology and Geomorphology incorporated for the term of November 4th. | 01:06:41 | |
| 2024 through July 31, 2026. | 01:06:46 | |
| For maximum compensation, amount not to exceed 77. | 01:06:50 | |
| $1000 and we have just to Spain and Alex. | 01:06:53 | |
| Kendrick with us. | 01:06:57 | |
| Good morning, Chairman, Supervisors. | 01:07:00 | |
| Milditch Rd. is a design project that is. | 01:07:03 | |
| It's a road and pine that is being eroded by Pine Creek. | 01:07:06 | |
| It's down to about 8 feet in width. | 01:07:10 | |
| It's unpaved and so we need somebody who understands the hydrology, hydraulics of the Creek so that they can design something to | 01:07:14 | |
| keep it from eroding. | 01:07:18 | |
| And restore some of that roadway back so that we can have access. | 01:07:23 | |
| OK. Thank you, Supervisor Humphrey. | 01:07:29 | |
| I have no questions. | 01:07:32 | |
| OK, Supervisor Al Klein. | 01:07:34 | |
| The only questions I would have. | 01:07:37 | |
| Jeff on something like this? | 01:07:40 | |
| Is is our county engineer not able to do this? I mean it seems like a simple. | 01:07:43 | |
| Project. | 01:07:48 | |
| This is about 100 feet of. | 01:07:49 | |
| Creek, yes. | 01:07:52 | |
| We could design it. | 01:07:54 | |
| I'm going to be straightforward, I've done these before. | 01:07:56 | |
| We would need sub. | 01:08:00 | |
| Consultants to do the. | 01:08:01 | |
| The it's it's going to require probably some. | 01:08:05 | |
| Type of erosion protection that is going to be like maybe a wall. So we would need a structural. | 01:08:09 | |
| And soils sub consultant to do that work. | 01:08:13 | |
| Right now. | 01:08:18 | |
| With Mr. Kendrick leaving, it's it. It would be me and I have no other. | 01:08:19 | |
| Person to work with me to do that work. | 01:08:24 | |
| That's why I'm recommending 4. | 01:08:28 | |
| OK, I just heard about you the other day so. | 01:08:31 | |
| That's a discussion for later, Alex. | 01:08:33 | |
| So, OK, Thanks, Jeff. | 01:08:36 | |
| So I'm familiar with this. | 01:08:39 | |
| In fact, I think I brought it to Homero. It's been a few years. | 01:08:42 | |
| Just to help everyone understand what we're talking about this. | 01:08:46 | |
| Road was constructed many, many years ago. | 01:08:50 | |
| As were many in the pine strawberry area into a substandard. | 01:08:53 | |
| Sort of situation. | 01:08:58 | |
| It's on a hillside that's very steep. | 01:08:59 | |
| And it's literally like a driveway that accesses about four homes. | 01:09:03 | |
| Three or four homes. | 01:09:08 | |
| And then it then ends. | 01:09:11 | |
| And it runs. | 01:09:12 | |
| Right up against. | 01:09:14 | |
| Pine Creek. | 01:09:16 | |
| Which is about 30 feet below the road. | 01:09:17 | |
| And it has taken away the bank, the bank to where it is almost scary to walk in there. | 01:09:20 | |
| Versus drive the fire department will no longer. | 01:09:26 | |
| Go in there. | 01:09:29 | |
| Emergency access, anything like that, they will not. | 01:09:31 | |
| Go in trying to defend any properties. | 01:09:34 | |
| That need to be they would just set up defensive perimeters. | 01:09:36 | |
| To help. | 01:09:39 | |
| The surrounding houses not burned down. | 01:09:41 | |
| So. | 01:09:43 | |
| It affects property value, sellability and eventually this road will completely collapse. | 01:09:45 | |
| Getting more of the mountain side. | 01:09:53 | |
| Removed in order to move the road over. Seemed quite problematic since. | 01:09:56 | |
| It's very steep and there's houses right above it. | 01:10:01 | |
| And so this is an expensive fix. | 01:10:05 | |
| With a. | 01:10:08 | |
| Relatively small benefit to the public. | 01:10:09 | |
| However, I don't know how we can avoid not doing it. | 01:10:13 | |
| It's a road we're maintaining. It's not a private road, so. | 01:10:16 | |
| We either do it or we give it up and let it let nature take it back. | 01:10:21 | |
| So that's really kind of what we're voting on today. It's going to be an expensive fix. | 01:10:26 | |
| Yes, Sir. | 01:10:30 | |
| And it's going to require. | 01:10:31 | |
| Embankment. | 01:10:32 | |
| Something I don't know. | 01:10:34 | |
| Like a lot. | 01:10:36 | |
| A lot. So Mr. Chair, I have a question is this. | 01:10:37 | |
| A County Road or this under primitive. | 01:10:40 | |
| Maintenance agreement. | 01:10:43 | |
| So under the the plat it belongs to the county, but it was never taken in as a primitive Rd. | 01:10:46 | |
| So it should should have been maintained the entire time by the county, but it was not. | 01:10:52 | |
| Got you. But it is a County Road. It is a County Road. | 01:10:58 | |
| Not just under an agreement. | 01:11:02 | |
| Correct. OK. | 01:11:04 | |
| It's what you would call A2 tracker. | 01:11:06 | |
| Getting back in there. | 01:11:09 | |
| And it is. | 01:11:10 | |
| As if someone. | 01:11:12 | |
| It not plan. | 01:11:13 | |
| For access to these houses. | 01:11:15 | |
| It was just done. | 01:11:17 | |
| 4050 years ago and now we're dealing with. | 01:11:19 | |
| Fixing it. | 01:11:23 | |
| No way it should be. | 01:11:24 | |
| OK. So there's no other discussion. I'll call for a motion. | 01:11:26 | |
| Mr. Chair, I'll make the motion to award contract number Ctr. | 01:11:29 | |
| 066849-GC1 to JE Fuller and hydrology. | 01:11:33 | |
| Incorporated as presented. | 01:11:40 | |
| I'll second it. | 01:11:43 | |
| Motion in a second to approve. Those in favor say aye aye. | 01:11:44 | |
| Aye, thank you. And we've got one more for you, Alex, right? | 01:11:47 | |
| Three I Information discussion action Approve a good neighbor agreement #26-G N. | 01:11:52 | |
| Dash 11031200-006. | 01:11:58 | |
| Between Hill county, the United States Department of Agriculture, Forest Service. | 01:12:02 | |
| Southwest Region Congress National Forest for global emergency sediment storage. | 01:12:06 | |
| Resulting from the catastrophic flooding in Gila County. | 01:12:11 | |
| Arizona. | 01:12:14 | |
| Alex, Thank you, Mr. Chairman, Board of Supervisors. | 01:12:15 | |
| This is a good neighbor agreement between US and town National Forest after the flooding occurred. | 01:12:18 | |
| They really came to bat for us and they allowed us to use the default Kilner. | 01:12:24 | |
| It to store sediment debris. | 01:12:28 | |
| And we'll continue to allow us to do that as we get more of the debris pulled from. | 01:12:31 | |
| Each of the. | 01:12:35 | |
| Creeks and. | 01:12:36 | |
| Washes. | 01:12:39 | |
| As. | 01:12:40 | |
| The post fire so this is the. | 01:12:41 | |
| The paperwork to get that agreement in place with the Forest Service. | 01:12:44 | |
| Accused supervisor Humphrey. | 01:12:48 | |
| Yeah. When you say debris is is that dirt as well as trees and things that are taken out of the Creek? | 01:12:49 | |
| Excuse me, sediment debris. | 01:12:55 | |
| Also, just just the dirt. Just the dirt, OK, the green waste and all their other schedule A must be disposed of. It are properly | 01:12:57 | |
| disposed of. | 01:13:00 | |
| OK, OK. | 01:13:04 | |
| That's a different. | 01:13:06 | |
| Yeah, that, that's what I thought. But yes, when yes, sorry, that's why I was just clarifying that. So all, all the dirt that we | 01:13:06 | |
| filed in a special place. | 01:13:10 | |
| We can unfile it. | 01:13:14 | |
| Once it is clean, yes. | 01:13:16 | |
| Yeah. Thank you. | 01:13:17 | |
| So we find the client. | 01:13:19 | |
| Alex, are we going to have to move this out of that pit later on or is is? | 01:13:21 | |
| How's that going to work? | 01:13:25 | |
| No, our agreement with the Forest Service, what they wanted to do is they wanted to restore that pit to native. So once all of | 01:13:26 | |
| the. | 01:13:30 | |
| Dirt material is there, we're going to reshape it and. | 01:13:34 | |
| Hope that becomes. | 01:13:37 | |
| As native as it can be. | 01:13:38 | |
| Good. Thank you. | 01:13:40 | |
| Kind of all good and good. That's a question. | 01:13:41 | |
| Also too, we have a lot of. | 01:13:45 | |
| Constituents. | 01:13:48 | |
| Who lived along the Creek and things with all of the. | 01:13:50 | |
| Creek Washing. | 01:13:52 | |
| We lost. | 01:13:54 | |
| They lost a lot of their property. | 01:13:55 | |
| And so. | 01:13:57 | |
| When I met everybody out of the dump, they were. | 01:13:59 | |
| We're going to test this dirt. | 01:14:02 | |
| To be sure that. | 01:14:05 | |
| It wasn't contaminated of some type. | 01:14:07 | |
| And so are we going to use all this dirt at the Forest Service? Are we going to be able to maybe give some people some of their | 01:14:11 | |
| yards? | 01:14:14 | |
| Back with some of this material. | 01:14:18 | |
| So the goal is to do. | 01:14:21 | |
| To do that, to use some of the clean dirt to restore yards, this is just the agreement with the Forest Service that we can use the | 01:14:22 | |
| counter pit to take. | 01:14:26 | |
| OK, so yeah, if we don't use it for. | 01:14:30 | |
| Right. | 01:14:33 | |
| For fill in. | 01:14:34 | |
| Then there they'd be willing to take. | 01:14:36 | |
| What we don't use? | 01:14:38 | |
| For people that it may need some field. | 01:14:40 | |
| Correct. | 01:14:43 | |
| Thank you very much. | 01:14:44 | |
| Thank you, Alex. Alex, this is your last time here and I understand you're moving on and moving up. | 01:14:47 | |
| And you're going to do great. You've been a very valued employee, really a great. | 01:14:55 | |
| Employee for Gila County. | 01:14:59 | |
| Good friend. | 01:15:01 | |
| We're going to miss you. We wish you the best. | 01:15:02 | |
| Thank you. | 01:15:04 | |
| Where you going, Alex? | 01:15:05 | |
| Tristar Engineering. | 01:15:07 | |
| Tri-star, good for you. | 01:15:08 | |
| Congratulations. | 01:15:11 | |
| Thank you. We are going to make it though. | 01:15:12 | |
| He didn't mention he might be working on the Lion Springs project. | 01:15:14 | |
| Don't forget about us. | 01:15:18 | |
| Yeah, I won't forget about. | 01:15:19 | |
| And I'm sure we'll see you around you. You live in Payson, so. | 01:15:22 | |
| Yeah, we'll see you around. Thank you, Alex. | 01:15:25 | |
| For that. | 01:15:28 | |
| And so with that, I will call for a motion. | 01:15:28 | |
| I moved to approve Good Neighbor agreement #26-GN-11031200. | 01:15:31 | |
| Dash 006. | 01:15:40 | |
| With the USDA force. | 01:15:42 | |
| Service Southwest Region Tunnel National Forest as presented. | 01:15:44 | |
| Mr. Chair, I'll second that. | 01:15:50 | |

| You look pretty vacant up there. | 01:19:44 | |
| All right, great. Thank you, Lisa and. | 01:19:47 | |
| Let's go now to our reports. | 01:19:49 | |
| Manager Menlov. | 01:19:53 | |
| Mr. Chairman, members of the Board. | 01:19:54 | |
| As you know, in November, we may not know, but that it's a recognition of. | 01:19:56 | |
| Veterans, and it is. | 01:20:00 | |
| Operation Green Light. | 01:20:02 | |
| That we. | 01:20:04 | |
| Light up our buildings in green to. | 01:20:05 | |
| Recognize the veterans that have served for our country. | 01:20:07 | |
| A statement from our public or from our facilities department that Galey County announced today that the Healing County | 01:20:11 | |
| Courthouse. | 01:20:14 | |
| The courthouse monument. | 01:20:18 | |
| And the Public Works building and Globe. The Tommy Klein Martin. | 01:20:19 | |
| Complex and patient. | 01:20:22 | |
| And the Pleasant Valley veterans are treating young. | 01:20:24 | |
| Have all been illum. | 01:20:27 | |
| Illuminated green as part of Operation Green Light for veterans. | 01:20:28 | |
| A nationwide effort. | 01:20:32 | |
| By counties. | 01:20:34 | |
| The National Association of Counties and the National Association. | 01:20:35 | |
| Of county veterans service officer. | 01:20:39 | |
| Every recognize our veterans. | 01:20:41 | |
| In that manner, that is the week of. | 01:20:43 | |
| This week, November 4th through the 11th. | 01:20:46 | |
| Handing on veteran's day. | 01:20:49 | |
| Which is next week. | 01:20:51 | |
| I did also want to. | 01:20:54 | |
| Recognize it. | 01:20:57 | |
| Several of us attended the County Supervisors Association summit. | 01:21:00 | |
| Last week. | 01:21:04 | |
| And for Gila County, I considered it very successful. | 01:21:05 | |
| Our two proposals that we've submitted to the county supervisors. | 01:21:08 | |
| Association did receive support. | 01:21:12 | |
| From the body of the. | 01:21:14 | |
| County supervisors from around the state. | 01:21:16 | |
| One of those being the whipper. | 01:21:18 | |
| Ability by for counties. | 01:21:20 | |
| To work with with her. | 01:21:22 | |
| That we can address the many. | 01:21:24 | |
| Seth Poles and septics that we have. | 01:21:26 | |
| That are not in compliance with state law and state. | 01:21:29 | |
| ADEQ requirements. | 01:21:31 | |
| We also. | 01:21:35 | |
| Receive extraordinary support. | 01:21:36 | |
| These appear like 50 to 5, so it's considered an extraordinary both of these. | 01:21:39 | |
| That, uh. | 01:21:44 | |
| Still a long battle, but the county supervisors association will support. | 01:21:46 | |
| The ability to when we go out and clean up properties to put a lien. | 01:21:50 | |
| On the tax bill. | 01:21:56 | |
| So that if we. | 01:21:58 | |
| $2000 or $1000 or $500, whatever it is that we can. | 01:22:00 | |
| Roll that over, put it on the tax board bill so that when taxes. | 01:22:04 | |
| Are paid that that county will not be out that money that those. | 01:22:07 | |
| Poppers that will clean up will be the ones that are paying the taxes will be responsible. | 01:22:12 | |
| For those costs. | 01:22:17 | |
| So I'm considered it a. | 01:22:18 | |
| Very successful event. | 01:22:21 | |
| Last week at the county Supervisor Association. | 01:22:23 | |
| And and and appreciate dev supervisors supporting the county. | 01:22:26 | |
| I did want to. | 01:22:32 | |
| As you as you mentioned that. | 01:22:34 | |
| Alex, this is. | 01:22:36 | |
| Being with, you actually want to come up and. | 01:22:38 | |

| Has made him a valuable asset to the county. | 01:24:51 | |
| So I saw Alex yesterday and told him. | 01:24:54 | |
| You know, the grass isn't always greener on the other side. | 01:24:57 | |
| And when he comes back to us and says in six months and says. | 01:25:00 | |
| You know Gila County is. | 01:25:04 | |
| A really pretty good place. | 01:25:06 | |
| I said we'd open them back with open arms. | 01:25:07 | |
| Alex, you have been great. | 01:25:10 | |
| Asset for Hillary County. We appreciate all you've done. | 01:25:13 | |
| We are. | 01:25:16 | |
| I'm sad to see you leave. | 01:25:17 | |
| But wish you the best, you have to lookout for yourself. | 01:25:19 | |
| And that's what we only do. | 01:25:22 | |
| So we wish you the best. | 01:25:24 | |
| But again, the doors open. | 01:25:26 | |
| And we were walking you back. | 01:25:27 | |
| Miss Smith, Christine. | 01:25:30 | |
| If you ask your comments. | 01:25:31 | |
| So, Alex, I just want to say thank you as well for everything you've done for the county. | 01:25:33 | |
| As far as I know. | 01:25:39 | |
| Seeing all these smiles. | 01:25:40 | |
| Everybody has really enjoyed working with you. | 01:25:42 | |
| So many accolades. | 01:25:45 | |
| As you know, Tang wasn't able to join us today. | 01:25:47 | |
| But he thinks the most of you as well. | 01:25:50 | |
| I want to say you're kind of going out with a bang. | 01:25:53 | |
| Alex has taken a very strong lead in our storm response. | 01:25:57 | |
| And has met with. | 01:26:02 | |
| I don't know is it? | 01:26:04 | |
| Close to hundreds of residents. | 01:26:06 | |
| So along with our roads crews. | 01:26:08 | |
| You know they're tackling what they can. | 01:26:12 | |
| But this also this storm also pointed out quite a few engineering needs. | 01:26:14 | |
| And that's where Alex and his expertise really came in handy. | 01:26:19 | |
| And I want to tell you that he is. | 01:26:24 | |
| He is going full force all the way to the end. | 01:26:26 | |
| We might see if we can borrow him from time to time, but even yesterday I saw him working with Jeff. | 01:26:29 | |
| And his team. | 01:26:35 | |
| And the details that he worked with them through. | 01:26:36 | |
| He's very conscientious. | 01:26:40 | |
| And. | 01:26:42 | |
| We do wish you much luck. | 01:26:44 | |
| And I already gave him a job which was to find his replacement, so I hope he's working on that. | 01:26:47 | |
| And we just want to say thank you very much. | 01:26:54 | |
| Thank you. | 01:26:57 | |
| You can withdraw your resume. | 01:27:08 | |
| I just want to. | 01:27:13 | |
| Thank the board and everybody here. It's. | 01:27:14 | |
| And an honor working with you and. | 01:27:16 | |
| I wish you all the best as I. | 01:27:18 | |
| Move on to Tristar and. | 01:27:20 | |
| As we discussed the. | 01:27:21 | |
| Little bit ago. I'll still be around working on projects for the county, just in a different. | 01:27:23 | |
| Position so. | 01:27:28 | |
| Thank you. | 01:27:30 | |
| Thank you. Congratulations. Thank you. Thank you, Alex. | 01:27:31 | |
| That's sad to lose very valuable employees. | 01:27:35 | |
| Capable. | 01:27:39 | |
| You have anymore? That's my report, Mr. Chairman. Thank you, Mr. Menloff, Advisor Humphrey. | 01:27:41 | |
| Yeah, I didn't make it to legend. | 01:27:46 | |
| Played a conference, but I'm very, very. | 01:27:48 | |
| Happy to see that we. | 01:27:50 | |
| Finally have got something going towards blight. | 01:27:52 | |
| Been working on it for a long long time and I appreciate. | 01:27:56 | |
| The lobbyists and Michael and. | 01:27:59 | |
| Games and everybody that has put so much time into. | 01:28:01 | |
| Are trying to figure this out because it's a. | 01:28:05 | |
| Very political. | 01:28:08 | |
| Subject. | 01:28:10 | |
| People in their properties, but. | 01:28:11 | |
| Well, we really very much need. | 01:28:13 | |
| To do something. | 01:28:17 | |
| With not only people that don't care, but. | 01:28:18 | |
| But the investors and the people. | 01:28:22 | |
| Whom pass and don't. | 01:28:24 | |
| Do things with their property. So I'm I'm. | 01:28:27 | |
| I'm I'm I'm very glad that it passed. | 01:28:30 | |
| With the. | 01:28:33 | |
| With the numbers that it did. | 01:28:34 | |
| But anyway. | 01:28:37 | |
| I I took the. | 01:28:39 | |
| New public works director. We went for a ride through. | 01:28:40 | |
| Some of the district issues. | 01:28:46 | |
| I didn't have a lot of time because I had other things going, but. | 01:28:48 | |
| Christine, thank you very much. | 01:28:51 | |
| And so I did that on the 27th. | 01:28:54 | |
| I attended the Copper Corridor. | 01:28:58 | |
| Flood mitigation meeting. | 01:29:00 | |
| And then tonight I will hold a tunnel. | 01:29:03 | |
| Community Meeting. | 01:29:07 | |
| And like everyone else, the on on the phone and. | 01:29:09 | |
| And emails and a lot of issues with. | 01:29:14 | |
| With the recent flooding and. | 01:29:18 | |
| And working on more meetings with. | 01:29:20 | |
| With the town. | 01:29:23 | |
| And, umm. | 01:29:24 | |
| You know, funding issues. | 01:29:25 | |
| And so, yeah, it's, it's just been a. | 01:29:28 | |
| A lot of. | 01:29:31 | |
| A lot of, lot of things going on. | 01:29:32 | |
| To try to help rebuild some of the issues that. | 01:29:36 | |
| We have come up with. | 01:29:40 | |
| That's all, Mr. Chair. | 01:29:42 | |
| Thank you, Supervisor. | 01:29:43 | |
| Thank you, Mr. Chair. Yeah, CSA Legislative, some of. | 01:29:46 | |
| Was. | 01:29:50 | |
| It was good. | 01:29:52 | |
| There I did notice. | 01:29:54 | |
| Turnover in some of the other counties as far as. | 01:29:55 | |
| Supervisors and stuff but met new faces. With that being said and. | 01:29:58 | |
| And it it was good and it was good that we were able to get the healing county. | 01:30:03 | |
| Priorities through. | 01:30:07 | |
| Well, that's a good start. | 01:30:10 | |
| Yesterday I was on KMOJI radio. | 01:30:13 | |
| Just normal stuff there. | 01:30:15 | |
| And then this. | 01:30:19 | |
| Thursday, uh. | 01:30:20 | |
| I'll have a scheduled war meeting. | 01:30:22 | |
| By zoom getting back on track with that. | 01:30:24 | |
| And see what goes from there. | 01:30:27 | |
| OK, thanks. I don't have a lot to report. | 01:30:30 | |
| I probably have a lot coming up, so I did go to Yuma. | 01:30:32 | |
| I've never stayed in Yuma. | 01:30:36 | |
| Which was interesting because I was able to see the old downtown. | 01:30:38 | |
| Some of the old buildings. | 01:30:42 | |
| That's always interesting to me. We had a good. | 01:30:43 | |
| Meal at. | 01:30:46 | |
| At the old jail. | 01:30:50 | |
| The territorial prison. | 01:30:52 | |
| Which is actually. | 01:30:54 | |
| A park. I kind of envisioned that as mainly being a bunch of dust and dirt. | 01:30:55 | |
| But. | 01:30:59 | |
| It's really a nice place actually. | 01:31:00 | |
| I doubt it used to be though, a long time ago. | 01:31:03 | |
| I wouldn't want to stay there. | 01:31:06 | |
| And so I. | 01:31:08 | |
| I think the summit went really good. There was a lot of very interesting things brought up. | 01:31:10 | |
| That we voted on. | 01:31:15 | |
| And different concerns. It surprises me how many. | 01:31:17 | |
| We have 15 counties and how? | 01:31:21 | |
| Diverse and different they are. As far as what? | 01:31:23 | |
| Really concerns them. | 01:31:26 | |
| And what doesn't seem to affect us at all? | 01:31:27 | |
| In some ways, it's just. | 01:31:30 | |
| Really something. | 01:31:31 | |
| And that's why we need to really continue to fight for sovereignty. | 01:31:33 | |
| As a county so that we don't get A1 size fits all. | 01:31:37 | |
| Legislation from. | 01:31:40 | |
| The state on. | 01:31:42 | |
| All issues that are complex. | 01:31:43 | |
| So that's all I really have going on right now. I've got some upcoming. | 01:31:47 | |
| Things that I'm going to be doing, I'm going to be meeting with Robin and Patty tomorrow. | 01:31:51 | |
| Look forward to that. | 01:31:55 | |
| And, umm. | 01:31:57 | |
| We were supposed to start a trial. | 01:31:58 | |
| At TCM. | 01:32:01 | |
| Tomorrow. That's been delayed now until January. | 01:32:02 | |
| So there's a murder trial? | 01:32:06 | |
| That was supposed to start tomorrow. That's not until. | 01:32:07 | |
| Later. | 01:32:10 | |
| And so. | 01:32:11 | |
| Just ongoing stuff that way. | 01:32:13 | |
| And that's all I really have to report. | 01:32:16 | |
| OK. So what I'm going to ask is Charlotte, would it be all right? | 01:32:18 | |
| Um, to. | 01:32:23 | |
| Switch item 7 and 8. | 01:32:27 | |
| Kerry has been here all meeting and. | 01:32:30 | |
| Is it OK if we put her ahead of the executive session? Just get her to get her presentation so she can actually go on with life? | 01:32:35 | |
| I'm actually having issues. | 01:32:43 | |
| OK, see if you can work it out. | 01:32:50 | |
| She might be the right person to try. | 01:32:52 | |
| OK. All right. So that's what we will do. | 01:32:56 | |
| The item that we're going to be discussing, Item 8. | 01:32:59 | |
| A right now is going to be information. | 01:33:04 | |
| And discussion, there's no action, it's regarding the Heal County website updates. | 01:33:06 | |
| Carrie Bartling is going to be presenting that. | 01:33:12 | |
| And so it is a work session, it's a little more relaxed and we can talk about whatever. | 01:33:15 | |
| You have in mind. | 01:33:20 | |
| When you're ready. | 01:33:21 | |
| And then? | 01:33:23 | |
| Whatever she has in mind. | 01:33:25 | |
| James got it. Joe might have missed it. | 01:33:31 | |
| So I was able to. | 01:33:38 | |
| Go out. | 01:33:41 | |
| To the dunes. | 01:33:42 | |
| So in Yuma. | 01:33:43 | |
| About 15 miles into California is Dunes. | 01:33:45 | |
| Everybody goes out there. | 01:33:50 | |
| Drive on them with their buggies and stuff. And so I wanted to go out there and kind of. | 01:33:52 | |
| Explore ones that haven't been driven on. | 01:33:56 | |
| Take some photographs and I was able to do that. | 01:34:00 | |
| And usually when I'm traveling through Yuma, it's all my. | 01:34:03 | |
| Way to San Diego or something? | 01:34:06 | |
| So it's never at. | 01:34:08 | |
| Pre dawn. | 01:34:09 | |
| And so I was able to get up. | 01:34:11 | |
| Tuesday morning and do that. | 01:34:13 | |
| Which was? | 01:34:16 | |
| Pretty interesting. | 01:34:17 | |
| Pretty good, though the weather was actually quite nice there. | 01:34:18 | |
| It was, yeah. | 01:34:21 | |
| Yes Sir, if you want to join. | 01:34:24 | |
| Great multitude. I hear Thanksgiving is like. | 01:34:27 | |
| Going to the dunes and. | 01:34:31 | |
| I'll take the the Turkey fryers and and cook the turkeys and. | 01:34:32 | |
| In the fires and. | 01:34:37 | |
| It's just a huge party. | 01:34:38 | |
| Out on the dunes Thanksgiving weekend. | 01:34:40 | |
| If you want to join a million. | 01:34:43 | |
| I understand it's quite an industry out there, they motorhomes and all the stuff they bring. | 01:34:45 | |
| Mr. Chairman, could I? | 01:34:56 | |
| Yes, based on Supervisor Humphrey comments about the meeting yesterday that was in Superior. | 01:34:58 | |
| I just want you to let you know that the county is. | 01:35:05 | |
| Getting going to get the engineers together. Our engineering group including. | 01:35:08 | |
| Floor that's done a lot of work, a lot done a lot of. | 01:35:12 | |
| Hydrology workforce in the past. | 01:35:14 | |
| To develop assessments and plans and things going forward for the flooding. | 01:35:17 | |
| So we are actively engaged as. | 01:35:22 | |
| I think it's been indicated, but just want to let you know. | 01:35:24 | |
| That we are definitely. | 01:35:26 | |
| Actually engaged in. | 01:35:28 | |
| Going forward putting together plan because all this. | 01:35:29 | |
| Has to happen very quickly, particularly with the funding. | 01:35:32 | |
| Funding that we. | 01:35:35 | |
| Have just information purposes those OK? | 01:35:36 | |
| OK, Joe was looking at me. I want to make sure I'm. | 01:35:39 | |
| All right and Kosher just providing an additional manager report that we. | 01:35:42 | |
| Are committing significant resources to. | 01:35:47 | |
| The flooding where we. | 01:35:50 | |
| The next steps that we take so. | 01:35:52 | |
| We're working on it. That's it's such a massive, massive. | 01:35:55 | |
| And it's so destructive that it's. | 01:35:59 | |
| Going to take a lot. | 01:36:01 | |
| To get through this. | 01:36:02 | |
| I think we might be ready here. | 01:36:04 | |
| OK. Thank you. Kerry, Are you ready to go? | 01:36:06 | |
| OK Cassandra, can we get this image on? | 01:36:09 | |
| OK. Thank you. | 01:36:14 | |
| Good morning, Chairman, Board of Supervisors. | 01:36:22 | |
| I appreciate y'all. | 01:36:24 | |
| Letting me do this presentation. | 01:36:26 | |
| As she gets it up over here on this other screen. | 01:36:28 | |
| We've actually been working on this for. | 01:36:31 | |
| A few years actually. So it started with a former employee that was working. | 01:36:34 | |
| For the IT department and then it kind of moved on. | 01:36:39 | |
| To umm. | 01:36:41 | |
| Moved on to. | 01:36:43 | |
| Cassie and Cassie's done a lot of work, It's done a lot of back end work and a few of the other people in the IT department, so. | 01:36:44 | |
| And what it is, is it's an update to our current website our. | 01:36:51 | |
| Current website and it's. | 01:36:55 | |
| Same same company revises our software as the company that we use for our software. | 01:36:56 | |
| For the website, So what we've done is they've gone in and we have the old ones still running, but they've gone in and completely. | 01:37:02 | |
| For no better terms, revised it so to to updated terms so. | 01:37:11 | |
| The SO with as you can see on the visual here. | 01:37:16 | |
| You. | 01:37:19 | |
| I think it's a lot better visual on there if we've got. | 01:37:20 | |
| Added a little bit of color to it. | 01:37:24 | |
| We actually on the. | 01:37:26 | |
| On the items you'll see you have your dots. Those are the ones that are most. | 01:37:29 | |
| Mostly clicked on the website we did. Cassie did some analytics on it to see. | 01:37:33 | |
| Where people go mostly on that website. So what we did is we went in and added those as your icons down below. | 01:37:38 | |
| And those will take you to those locations in there for us they're. | 01:37:45 | |
| On the drop downs up top, you'll see that the departments, the residents, it's a lot more visual. It's a lot better visual on | 01:37:50 | |
| there. So instead of having this long. | 01:37:55 | |
| Long columns of having to scroll through, you actually are able to click up there and see the actual things up there so. | 01:38:00 | |
| Umm Kathy, go ahead and click into a department and then that way we can kind of see. | 01:38:07 | |
| And as you can see, the visual of it is a lot better on there. So and all the information was brought over. We actually did go | 01:38:14 | |
| through it. There was a lot of old information in there. We have archived the old information. So if anybody comes across | 01:38:20 | |
| something. | 01:38:26 | |
| That they see that is missing let us know. We do still have all of the data. | 01:38:32 | |
| So, but we brought over anything that is was used in the last five years. | 01:38:37 | |
| So anything in the last five years that was? | 01:38:41 | |
| Clicked on. | 01:38:44 | |
| Looked at and visualized, we have brought over into the air. But as far as like your forms, anything like that? | 01:38:45 | |
| And then if you do see anything on the website that. | 01:38:51 | |
| You want changed or updated or anything, let us know. We can make those changes. We have those ability to. | 01:38:54 | |
| To be a little make those changes so. | 01:39:00 | |
| And I can. | 01:39:02 | |
| Answer any questions y'all may have. | 01:39:03 | |
| Oh, OK. Thank you, Supervisor Humphrey. | 01:39:05 | |
| Yeah, I, I don't have any questions. Appreciate you doing the updates. | 01:39:10 | |
| All of those. | 01:39:15 | |
| Things need to be updated because. | 01:39:16 | |
| Our world is changing so hard and fast that. | 01:39:19 | |
| Thank you very much for all your time. | 01:39:22 | |
| In in doing the update so. | 01:39:24 | |
| Thank you. | 01:39:26 | |
| Ladies, thank you both. Yeah. | 01:39:28 | |
| Garden and uh. | 01:39:30 | |
| I know it's a continual deal. | 01:39:32 | |
| Working with this SO. | 01:39:34 | |
| Looks good, thanks. | 01:39:35 | |
| So you're working, Do you work with and Cameron and Chaz? | 01:39:37 | |
| As you. | 01:39:41 | |
| To this because they developed the website, don't they? | 01:39:42 | |
| No, no, no. | 01:39:46 | |
| That's discover heal accounts. | 01:39:48 | |
| Our personal website and they don't. | 01:39:52 | |
| They don't do that. | 01:39:54 | |
| We do that. | 01:39:56 | |
| Very good. | 01:39:57 | |
| I saw a Clifford perch on there driving his boat, so I didn't go and pay him to do that. | 01:39:58 | |
| On every SO they provided some of the images and stuff for us to be able to utilize on the website SO. | 01:40:03 | |
| He become infamous. | 01:40:12 | |
| So and then and what will happen from this point? So as long as. | 01:40:14 | |
| Y'all are all OK with the visual of it and everything, the way it looks and everything. We'll go ahead and start and move | 01:40:18 | |
| forwards. | 01:40:21 | |
| Because we already presented it to Mr. Menloff and everything. | 01:40:25 | |
| We'll go ahead and move forward on that and then what will happen is we'll get back with the revised and we'll schedule it a cut | 01:40:28 | |
| over date and what will happen, there won't be any downtime. So what they'll do is they'll cut over from one to the other. So | 01:40:32 | |
| it'll just be like a flip. | 01:40:37 | |
| Over that one so. | 01:40:42 | |
| Sounds really good, so if any of us. | 01:40:44 | |
| See something like? We'd like to see an image changed or a. | 01:40:46 | |
| Portrait or a bio? | 01:40:50 | |
| Or anything updated? | 01:40:52 | |
| We can just let you know. | 01:40:53 | |
| Yeah, exactly. So I mean and, and some of the departments have reached out to us, you know, and asked us to, you know, add | 01:40:55 | |
| different links or add a different photo of them on the website or whatever. So we can do that. So in any any of the changes that | 01:41:00 | |
| have been requested over the last. | 01:41:06 | |
| However many months we haven't done anything the changes on both this one and the old one. So we've been modifying both of those | 01:41:12 | |
