I believe so. 00:00:19
Well, that's, that's pretty good. We got a microphone right on the phone there, so that's good. 00:00:20
You're not able to be with us today. 00:00:25
Wanting to. 00:00:28
Still swap the. 00:00:30
Motion as normal. 00:00:33
It would be nice if they provide the client can do the motion. 00:00:37
All right. And then and then you can second or whatever you'd like to do there, so. 00:00:41
Yes, OK. 00:00:46
You agreeable with that, Supervisor Klein? 00:00:48
Or we're agreeing to all kinds of good stuff. 00:00:51
I've asked. 00:00:53
Joe to lead us in the Pledge of Allegiance. We'll stand for that. And after that, Marin Belling will be giving us our prayer. 00:00:56
I pledge allegiance to the flag. 00:01:06

Indivisible with liberty and justice for. 00:01:11
Heavenly Father, we thank you for this opportunity to serve you and serve the people of our community. 00:01:27
Please grant us the wisdom to communicate clearly with one another. 00:01:32
And to always prioritize our community's best interest. 00:01:37
We ask all these things in the name of your Son Jesus, Amen. 00:01:41
OK, let's get things started off with. 00:01:48
Here we go. 00:01:52
Item 2A. 00:01:54
Thank you, Sherry. 00:01:56
We have information, discussion, action to prove. 00:01:58
324-1246 with Motorola Solutions Incorporated. 00:02:01
For the purchase of the Motorola Flex Reliable Administration Solution software. 00:02:05
Software as a service for use by the Gila County Sheriff's Office. 00:02:11
For three-year term from N8. 00:02:15
November 18th. 00:02:17
2025. 00:02:18
In November 17, 2028. 00:02:19
For an amount not to exceed $79,975. 00:02:22
And $0.88 and in Payson we have. 00:02:26
Good morning. 00:02:31
Good morning, Chairman, Supervisors, members of the board. Can you guys hear me OK? Yeah. 00:02:33
Yeah, we're good. 00:02:39
OK. So I'm presenting. So it's a three-year contract. 00:02:42
What this is, it's a. 00:02:46
Contract with multiple solutions. 00:02:48
For a vendor called Reliable Admin Solutions. 00:02:51
To provide. 00:02:54
Administration Services. 00:02:57
To help us with our. 00:02:59
Had an RMS server. 00:03:01
That is the data repository for all of our. 00:03:03
Dispatching Geo records. Police records. 00:03:06
It has some. 00:03:10
Very intelligent people to help us with this. 00:03:12
But we use this product and the support needed for it is very very unique. 00:03:14
It's in our best interest, especially since we've got a lot of. 00:03:19
Other departments. 00:03:22
And entities that use the software to make sure that at any given moment. 00:03:24
We can apply the best resources. 00:03:28
To fix an issue we've been contracting with reliable solutions for. 00:03:31
I want to see what's going on. 00:03:37
Fourth quarter, you're using them? 00:03:38
We love their team, we love the people they have. 00:03:41
They break up the. 00:03:43
Midnight, 2 in the morning on weekends when? 00:03:45
When there's an issue. 00:03:47
There on the phone and dealing with our IT folks. 00:03:49
To get things fixed. 00:03:53
Anytime we work. 00:03:55
So. 00:03:58
This allows us to continue. 00:03:59
Using them to provide. 00:04:01
Support for all of our users and keep. 00:04:03
Everything functioning properly. 00:04:06
So it works out to be in 26,658 dollars. 00:04:08
$0.62 a year. 00:04:13
There was a significant. 00:04:14
Cost savings for us by doing a three-year contract, that's what we opted to do that this time. 00:04:17
OK. Thank you. Call Supervisor Humphrey. 00:04:24
Anything for call? 00:04:27
No questions. 00:04:28
Well, he is on the phone in. 00:04:30
I'm sorry. 00:04:35
Supervisor, you said what? 00:04:35
No questions. No questions. 00:04:38
Supervisor Klein. 00:04:40
No, I don't have. 00:04:41
Either. Thank you, Cole. 00:04:43
Yeah. Thank you. I have no questions. I'll call for a motion. 00:04:45
I'll make the motion to approve quote. 00:04:48
324-1246. 00:04:51
Of Motorola Solutions Incorporated as presented. 00:04:55
I'll second it. 00:04:59
Motion and a second to approve. Those in favor say aye aye. 00:05:00
Aye, aye. Unanimous. Thank you. 00:05:03
Thank you. 00:05:08
Item 2B Information discussion action to authorize the advertisement of requests for. 00:05:09
Oval number. 00:05:13
08072025 Gila county emergency operation. 00:05:14
Plan. Good morning Carl for. 00:05:19
Good morning, Chairman. Supervisors, this is a request for bids. We're seeking a. 00:05:23
Qualified consultant or vendor services to. 00:05:28
Assist us with the. 00:05:32
Kind of revamp, rebuild of the emergency operations plan. 00:05:33
This plan is typically approved. 00:05:37
That's required to be approved every two years we oftentimes. 00:05:39
Update it and bring it forward for approval annually. 00:05:42
It did have its review for this year. This is for the 2026 revision. 00:05:45
We're required to add quite a bit, some out of just legal requirements, but the majority of it. 00:05:51
Updates with information and new processes that are. 00:05:58
Built and established during emergency responses. 00:06:01
So it. 00:06:04
Be the more active that we are. 00:06:05
As far as emergency response goes, the more best practices. 00:06:08
Get put into writing and added into that plan. So this is going to be. 00:06:11
A hefty revision, so bringing in a consultant to do that would be the. 00:06:16
The best route with our our current. 00:06:20
Capabilities within Emergency Management. 00:06:22
OK. Thank you, Carl. Supervisor Humphrey. 00:06:25
No question. 00:06:28
Supervisor Carl. 00:06:29
Paul, I hear what you're saying, but I have a hard time thinking that there's anybody out there more. 00:06:32
Knowledgeable about this than you. 00:06:38
Well, I appreciate the compliment, Sir. It's not just about the knowledge, it's about the. 00:06:41
The technical abilities the the technologies that they have. 00:06:45
And the time that they have to. 00:06:50
To put it in, they'll usually assign a team. 00:06:52
With expertise and. 00:06:55
Specific niche areas of Emergency Management that have the resources to gather the information and work with us. 00:06:57
And uh. 00:07:03
The abilities to put that. 00:07:04
Into writing and build that out for us. 00:07:05
So don't think that it's taken away from our abilities, but more so just getting. 00:07:07
An additional partner to work with on a project. 00:07:12
So you're still going to be a integral part in this process? 00:07:14
Thank you, Carl, for all you do. 00:07:21
And I'll call for motion. 00:07:22
Mr. Chair, I'll make the motion to authorize the. 00:07:24
Of requests for proposals number. 00:07:28
08072025. 00:07:31
I'll second it. Motion and a second to approve. Those in favor say aye. 00:07:37
Aye, aye. 00:07:41
Analyst. Thank you, Carl. Thank you. 00:07:43
Item 2C. Information discussion. Action to accept a grant award. 00:07:45
From the Arizona. 00:07:49
Companion animal spay neuter committee. 00:07:51
Any amount of $10,000 that will be used to expand. 00:07:54
You know counties discounted spay neuter services for a period of one year. 00:07:57
Doesn't look like JC's here, but we have Josh. 00:08:02
Good morning, Chairman, Supervisors. 00:08:04
If you don't mind, JC's out hunting today so. 00:08:06
I don't think this. 00:08:09
So we apply for this funding every year. 00:08:12
We've had this conversation before with the Board of Supervisors. We. 00:08:15
Could budget to try to take care of more of the spay and neuter cost for the county? 00:08:18
Part of it's just making sure that we want every pet owner to have that personal responsibility of knowing that these are costs 00:08:23
that come with their pet. 00:08:26
But at the same time, we also understand being the animal control agency for the county, that is kind of our role to lead the. 00:08:30
Cheer they'll leave the cause of making sure the animals are spayed, neutered, so we apply for this every year so that we can. 00:08:36
Defer and have those costs so that the general fund is not taken care of so. 00:08:42
Most years we get it. Last year we didn't, so JC was happy that we got our full funding amount that we asked for again this year 00:08:47
and. 00:08:50
That's pretty much it. 00:08:53
OK, Josh. Thank you, Supervisor Humphrey. 00:08:54
No questions, Supervisor Klein. 00:08:58
So our discussion last time, Josh. 00:09:01
Was how? 00:09:03
If we could throw in some extra money because the 10,000 that you guys have been. 00:09:05
Receiving you still can't cover. 00:09:09
You probably couldn't cover all the animals if you had twice that. 00:09:13
But if there was a way of. 00:09:16
Of adding additional money to that, it would help and I believe Joe. 00:09:19
Looked into that and Greg and if I'm wrong though because it's been a while but. 00:09:23
I believe we can do that if we want from like our constituents. 00:09:27
Fun, right? 00:09:31
So how would? 00:09:33
Would we be able just to go directly to them or do we have to do it in a meeting like this or how? 00:09:35
Probably the best mechanism is to. 00:09:41
Do it by way of an economic. 00:09:44
Development agreement. 00:09:46
As you as you have with other, OK. 00:09:48
We've been able to assist. 00:09:51
So the local school to the. 00:09:53
High school and and. 00:09:56
Student LED clubs and things like that for. 00:09:59
For activity, the engagement. 00:10:01
And making sure that animals are spayed and neutered. 00:10:04
Is something that. 00:10:09
Makes our community more attractive. 00:10:10
So that could be deemed of economic activity. 00:10:13
That is approved for most of those. 00:10:17
Lottery Fund or whatever other funds the board has available. 00:10:19
OK. So what we'll do is I'll work with Kathy and we'll roll that into an economic. 00:10:23
Wellman, Grant and then maybe the other two supervisors may or may not be interested in going in and we'll just work. 00:10:29
And I can say yeah. 00:10:37
Mr. Chair, I'd like to very much, as a matter of fact. 00:10:38
Yeah. Thanks for bringing that up because I. 00:10:41
Yeah, I've. 00:10:44
I remember last time that came up, you know, when we asked about it. 00:10:45
And Joe said he'd have to check. 00:10:49
So yeah, I'd be very much interested in. 00:10:51
In dealing with that. 00:10:54
I was just going to say, I do know that all of the events that they hold are always, all the spots are always taken. So we 00:10:57
certainly could continue to fill more spots. 00:11:00
OK. So we'll we'll work on putting that together and roll it into the next meeting. 00:11:05
Whenever. Whenever it is. 00:11:09
OK. So I'll just follow up with. 00:11:12
What so this 10,000 is a number so. 00:11:14
What would be a more ideal number? 00:11:18
I would have to say it depends on what percent of that I mean. 00:11:22
We could probably go all the way up to 3035 if we really wanted to do. 00:11:25
Every single pet in the county that we could have spots for. So depend on what? 00:11:29
You know what level do we start? Means testing people. 00:11:34
I would just ask for more direction on on at what level you want. You know, right now we don't mean to test basically if you. 00:11:38
Get a time slot in one of the events you get your dog. 00:11:44
Or cats or whatever take care of SO. 00:11:47
So just need a little more direction on. 00:11:50
What what level you would want us to take it to? 00:11:52
OK. All right. 00:11:56
That sounds good. 00:12:00
So 10,000 is. 00:12:02
Kind of grossly short of what we need. 00:12:04
OK, if we could double that money that. 00:12:07
A double would be a good amount, right? 00:12:10
OK. So all right. Well, that's the guidelines. That's great. So. 00:12:13
But that'll call for motion then. 00:12:18
Mr. Chair, I'll make the motion to accept the grant award from the Arizona. 00:12:20
Companion to animals, pay and neuter committee. 00:12:24
In the amount of $10,000 is presented. 00:12:27
I'll second that motion and a second to approve. Those in favor say aye aye. 00:12:30
Aye, aye. Thank you, Josh. 00:12:35
All right, let's move on to 2. 00:12:38
The information discussion actually approved the use of Help America Grant Act. 00:12:41
Grant funding from the Arizona Secretary of State's Office in the amount of $85,253. 00:12:47
And $0.41 and Elections department funding the amount of $58,713.59. 00:12:54
To purchase electronic. 00:13:01
Pull tablets and ballot on demand printers. 00:13:02
From election systems and software for polling sites. 00:13:05
In Gila County in the amount of 143,000. 00:13:08
$949 Good morning, Eric. 00:13:11
Morning, Chairman. 00:13:14
Supervisors Humphrey and Klein. 00:13:15
For you today. 00:13:17
As you see here, we have received some funding and let's just quick update on this. 00:13:19
Harborfelling is a. 00:13:24
Help America vote. 00:13:25
From 2002. 00:13:26
And it is funding that is given to the states through the Elections Assistance Commission, federal funding. 00:13:28
And once the state. 00:13:32
Get that money. 00:13:33
The Secretary of State like. 00:13:34
For Arizona specifically, they take that funding that they have received from the federal government. 00:13:36
And through a formula that's. 00:13:41
Primarily based on voter registration numbers. 00:13:43
They go ahead and they divvy up. 00:13:45
That funding to the counties. 00:13:47
Obviously, the larger the county that you are, the greater the funding that you're going to receive. 00:13:48
So one of the subgraphs that we had in here was for the $85,000. 00:13:52
Which in May I went ahead and filed. 00:13:56
So that we could receive it, so that we could purchase. 00:13:59
Updated equipment for our election systems. 00:14:02
Initially it was. 00:14:04
Looking like our grant funding was going to be able to pay. 00:14:06
Completely. 00:14:10
For the for the equipment that we needed. 00:14:11
However, the legislative session, as you know. 00:14:13
A little bit of extended time there. 00:14:16
And just after I submitted money. 00:14:18
Submitted for the grant. 00:14:20
They pass them. 00:14:22
Initially, some different legislation. 00:14:23
And the legislation that they passed as a procedural thing at the polling locations. 00:14:25
To check in early voters in a different fashion, people have early ballots. 00:14:29
So that kind of bumped up the cost, that's why. 00:14:34
We're taking that funding from the elections Department. 00:14:37
It's I guess what you refer to as an unfunded mandate that we have to have this equipment after the polling locations to. 00:14:39
Check in, voters. 00:14:45
Who are bringing in their early ballots to verify on the spot? 00:14:47
So they can hopefully speed the process up so that'll. 00:14:51
The ranch that got thrown into the works there. 00:14:53
You know, OK, it's going to cost us a little bit more. So that's why that that amount went up. 00:14:56
It wasn't able to be covered completely by the grant. 00:15:00
So that's the. 00:15:02
Where we get where that's where the money is coming from and of course our general fund. 00:15:04
Department budget. 00:15:08
And it is to implement. 00:15:09
Our upgrading of our equipment. 00:15:11
When we first purchased this equipment back in 2016. 00:15:12
It had a 10 year lifespan. 00:15:16
That was projected. 00:15:17
And it has served us well. 00:15:19
And it has performed well. 00:15:20
On the last election, we started noticing a little bit of significant. 00:15:22
Issues with the tablet, some of them are delaying in their in their uptake of information. 00:15:26
But since we had backups, there wasn't really a problem for us all, we just switched. 00:15:31
So with this funding, we were hoping to go in it. 00:15:35
Go ahead and acquire new updated tablets. 00:15:38
And of course. 00:15:41
Additional umm. 00:15:42
Valid on demand printers. 00:15:43
So that we can go ahead and continue our operations. 00:15:44
In a smooth and efficient manner for the citizenry. 00:15:46
So I'm here. 00:15:50
Asking or seeking your approval. 00:15:51
OK. Thank you, Erica. Supervisor Humphrey. 00:15:53
No question. 00:15:58
By the clerk, I'm good. Thank you, Erica. So Eric, just to clarify because of. 00:16:00
Voting is always a. 00:16:05
This is something we've used in the past. 00:16:09
How much of this is new to us as far as a change in? 00:16:12
Machines, policies or. 00:16:17
Nothing actually, if anything due to the. 00:16:19
How should we say? 00:16:24
Elections enthusiasts. 00:16:25
Who have issues about? 00:16:26
One of the one of the things that has changed in this particular. 00:16:27
Equipment is that? 00:16:32
In the past. 00:16:34
Our ballot on demand printers. 00:16:35
We're connected with Wi-Fi into the tablet so that. 00:16:36
There was a signal that was sent out and. 00:16:41
Caused the printer to activate and print the ballot. 00:16:43
Because of the security concerns now and that's why we have, that's why the increase went up because we have to secure. 00:16:46
A printer for every tablet that we have. 00:16:52
In the past we had one tablet. 00:16:54
That was, you know, we could have like 3-4 tablets, slaves, 1 printer. 00:16:56
But because of the concerns about, well, somebody can intercept that signal. That signal could be. 00:17:00
Degraded or something like that. 00:17:05
Which had never happened in any way, shape or form. 00:17:06
But esns to. 00:17:09
Ease the minds of administrators throughout the country in regards to that particular security. 00:17:11
Non issue. 00:17:16
They have went, they have gone ahead now and we have a hardline hookup. 00:17:18
From the tablet. 00:17:21
To the printer, so there's no more of the outer space kind of thing that people, right? 00:17:22
That's no change, it's direct contact, right? So that's the only change, but apart from the tablets and the printers VOD's. 00:17:27
The that's not going to be the only thing that changes. 00:17:33
In the instructions instead of the Toshiba tablet that we initially utilized. 00:17:36
And that company is no longer. 00:17:40
Around any longer. 00:17:42
These will be surface pros. 00:17:44
From Microsoft. 00:17:45
Products and. 00:17:46
They'll have the same standard setups that we have with our with our tablets, the old tablets, it's just a just a different brand 00:17:47
of just enough days all over the. 00:17:51
So it could be safely said that we will be as secure as we have been, or more. 00:17:56
Yes, the equipment that we're purchasing, it has to you know like. 00:18:02
That's been certified for the state and stuff like that, so. 00:18:05
Non initiative. 00:18:08
Thank you, Eric. Appreciate all you do. With that. I'll call. 00:18:09
Mr. Chair, I'll make the motion to approve the use of Help America grant. 00:18:14
ACT grant funding from. 00:18:18
The Arizona Secretary of State's Office in the amount of $85,253.41. 00:18:21
And Elections department funding in the amount of $58,713.59. 00:18:29
Was in it. 00:18:36
We have a second. 00:18:40
I'll second it. 00:18:42
We have a motion and a second to approve. Those in favor say aye. 00:18:44
Aye, aye. 00:18:46
Aye. Thank you, Eric. Thank you so much. 00:18:48
All right, So our next item is 2 E information discussion action to consider both options. 00:18:51
Presented by county staff and provide directions to whether staff should proceed with either the formal solicitation request for. 00:18:57
Proposal number 0723. 00:19:04
2025 or approve a contract number CPR 06/1. 00:19:07
840-GC1. 00:19:12
With the SGA Anderson Company to complete demolition. 00:19:14
Of the Metal Storage building located at the Russell Gulch Landfill. 00:19:18
Good morning, Olivia. 00:19:22
Good morning, Caroline. Good morning, supervisors. 00:19:23
I am here before you today to talk about the demolition of the metal storage building out of the land. 00:19:26
The Brussels landfill. 00:19:32
Back in September. 00:19:34
At Facilities and Land Management, director Joseph Dickinson came before you with a formal solicitation, a request to advertise a 00:19:35
formal solicitation. 00:19:39
For the demolition of this building. 00:19:44
And at that time, there was some discussion about whether the building might have some resale value. 00:19:46
Or, you know, if there were other options that might be available rather than straight demolition of the building. 00:19:53
And so that item was tabled. 00:20:00
And staff. 00:20:02
Went out to find an engineer to assess the building. 00:20:05
And see what options might be available for this building. 00:20:09
The assessments came back and said that that building had reached the end of its useful life. 00:20:13
It should not be. 00:20:18
Resolve and so we are. 00:20:19
Looking at moving forward with. 00:20:22
Demolishing. 00:20:24
The building now we have two different options in front of you, procurement options for how to move forward with that demolition. 00:20:26
The first is doing a formal solicitation. Like what exactly? The solicitation that they came to you with in September? 00:20:33
With the exception of having to change the dates. 00:20:42
That solicitation. There are some pros and cons to that solution. 00:20:45
The pro would be that there is. 00:20:53
A well defined scope of work. 00:20:57
In that solicitation. 00:20:59
That the. 00:21:01
Potential bidders can use. 00:21:02
To come up with a solid. 00:21:04
Price estimate for what that would cost. 00:21:07
And that could encourage local contractors to submit bids for this. 00:21:11
Project. 00:21:16
The big con with this is potential timeline. 00:21:18
History because of the sensitivity with the. 00:21:22
Need to expand cell 3. 00:21:28
Fee there. It could potentially be some issues if this project ends up getting delayed. 00:21:31
We do think that we have addressed the timeline issues as. 00:21:39
Best we can. 00:21:44
We can get the bid advertised as early as next Tuesday in the Payson Roundup. 00:21:45
And we can do the bid deadline as December 18th. 00:21:53
Which would allow us to come before you in January. 00:21:58
To award the contract so the work would not be able to start until January. 00:22:01
After you award the contract for the solicitation. 00:22:05
The other option is to go forward with a State of Arizona job order contracting contract with the SJ Anderson company. 00:22:09
The pros to this? 00:22:18
Is that as soon as you approve that contract, we can reach out to the vendor and get that? 00:22:20
Sign and get started. 00:22:28
You know, probably with. 00:22:30
Presumably a December start date on starting that work. 00:22:31
The disadvantages of. 00:22:36
Potentially using this is that. 00:22:39
The scope of work is not as well defined. 00:22:42
In this job order contract. 00:22:45
So there is the possibility. 00:22:48
That the vendor could come back and say, well there are several other things that need to be done. We need to do a change order. 00:22:49
And that could increase the cost of the. 00:22:56
Project. 00:22:58
And then we would have to come before the board to do an amendment to increase the contract amount, which could delay things. 00:22:59
Further down the road. 00:23:06
So I have asked. 00:23:09
Joseph Dickinson and Public Works Director Christine Smith. 00:23:12
Here to answer any questions. 00:23:16
That you might have regarding the job order, contract, regarding the project, the timeline. 00:23:19
I'm here to answer any questions about the solicitation. 00:23:26
Or the. 00:23:29
Procurement process. 00:23:31
OK. Thank you, Olivia. 00:23:33
Supervisor Humphrey. 00:23:36
Yeah, I have a I have a couple questions. I. 00:23:40
Even if you go out forbid, they can find something wrong to. 00:23:43
Need change, I mean with. 00:23:47
You know, we've been through that a million times. 00:23:48
So you know where I am. 00:23:50
China with our timeline. 00:23:53
With the expansion of our landfill. 00:23:56
I kind of like the state. 00:24:01
Contract so we can get going. 00:24:03
Yeah, there, there may be some. 00:24:05
Some some flaws that they could. 00:24:08
You know, say that it wasn't there. 00:24:10
But even if we take the time to put it out forbid and get 3 different bids. 00:24:11
And and have. 00:24:16
Scope of work you know then. 00:24:17
Then that can always change as well, so. 00:24:19
You know, for time, I would like to see us be able to go and. 00:24:22
Contract and get that down and. 00:24:26
Well, while I'm, while I'm. 00:24:28
Creeping also too. I'm wondering if it could call me back on a different number. I'm in my. 00:24:30
Vehicle I'm having a difficult. 00:24:35
Time on the county phone, understanding a lot of what's going on because there's a lot of. 00:24:38
Background noise and stuff on the phone. 00:24:44
And so maybe on my. 00:24:46
Vehicle with the speakers I could hear better. 00:24:48
If they could call me back on my personal phone after this item. 00:24:52
So perhaps I can hear a little better going forward. 00:24:56
OK, we will do that for you, Sir. 00:25:00
After this item is motioned and voted on. 00:25:03
Supervisor. 00:25:06
So I have a lot to say about this. 00:25:09
One thing is is I don't want time to back in the corner for a bad decision. 00:25:11
And so I read the the report from the consultant on the structure. 00:25:17
It was bogus. 00:25:22
They went in there and walked through that building and talked about oxidized metal. 00:25:23
Fasteners, meaning bolts that weren't adequate to bolt it together. They talked about the footing. 00:25:28
Had no idea how deep it was. Who cares? The building's coming down. 00:25:33
The building is red iron. 00:25:37
It never said anything about stress factor. 00:25:39
Fractures. 00:25:41
Or breaks in the middle or anything like that. So. 00:25:43
With that being said. 00:25:47
I don't want to see us just tear it down and throw it away. 00:25:49
It it does have to be dismantled, it does have to be pushed out. 00:25:52
So the way I get that. 00:25:56
But it needs to be done in a fashion that we can go ahead and auction it off in an auction. 00:25:58
As somebody else can do it, use it somewhere else. 00:26:03
It's a shame we don't step up to the plate and use it ourselves. 00:26:07
Because it really is a very good building. 00:26:11
And I think we wasted a lot of time. 00:26:14
And more effort on this consultant walking through and giving us that evaluation. 00:26:16
There's no way. 00:26:22
You can look at something like this. 00:26:24
From just a visual standpoint, unless there's some real obvious issues with the building. 00:26:26
And none of. 00:26:31
None of what I read said that. 00:26:32
And so. 00:26:35
So in my mind I know we have to get it out of the way for the new cell. 00:26:37
I understand that. 00:26:43
But and I don't have a problem contracting it out to somebody who's been tear down. 00:26:44
Bundle it up. 00:26:49
Put start somewhere. 00:26:51
So we can auction it off. 00:26:52
I don't have a problem than that. 00:26:53
No way am I. 00:26:55
Willing to vote for state contractor to do that. 00:26:57
I'm not going to. 00:27:00
That's just going to cost us a ton of extra money. 00:27:02
And we know that. 00:27:05
We can see that. 00:27:06
I agree with the extended supervisor Humphrey, there could be something that could cause a change order. 00:27:08
From a regular contractor. 00:27:13
But at least a regular contractor might be from this area. 00:27:15
So where somebody here locally might be able to benefit? 00:27:19
On the dismantling of this building. 00:27:22
And so. 00:27:25
I think, Mr. Chair, as far as I'm concerned, there's discussion that needs to be done on this building. 00:27:26
That report came out. 00:27:32
For all of us to see. And like I said, I read it. 00:27:34
But since it's been out, we haven't had a chance until now to discuss it. 00:27:36
And so. 00:27:41
I don't put $0.02 into what they say. 00:27:43
As far as that. 00:27:45
And that's that's pretty much where I'm at. 00:27:48
Mr. Chair. 00:27:50
OK, thank you for that input. 00:27:51
Olivia. 00:27:54
This is a concern, I think, for all of us that if it's. 00:27:56
Something that can. OK, so I'm just going to say that. 00:28:00
The tunnel rim search and rescue. 00:28:03
Group, which is part of the Sheriff's Department. 00:28:05
Part of the. 00:28:08
County corporate structure. 00:28:09
Could use a building like this in. 00:28:13
Hasten because they've been. 00:28:15
Given land. 00:28:17
To build a building on and they need a place like a garage, they need. 00:28:19
Covered. 00:28:23
Some things like that and if this building is usable enough. 00:28:25
For that. 00:28:28
We wouldn't have to auction it, we wouldn't have to guarantee it. 00:28:29
We wouldn't have to warranty if we could just gift it to the Sheriff's Department for them to. 00:28:33
Take care of that. 00:28:37
That would be my thought of how we could use. 00:28:39
Best use this building. 00:28:41
So we're talking about a month difference between. 00:28:43
The state contractor starting in December. 00:28:47
Or another RFP starting in. 00:28:50
January. 00:28:53
One month. 00:28:54
How critical is that month to? 00:28:55
The vitality of. 00:28:58
Russell Gulch Landfill. 00:29:00
I would defer to. 00:29:01
Christine Smith. 00:29:03
OK. All right, we'll put her on the spot. 00:29:04
Because we know that Russell Gulch. 00:29:10
Right now. 00:29:12
Is. 00:29:13
Critically. 00:29:14
I'll so. 00:29:17
Can you explain what a one month? 00:29:19
Delay. 00:29:24
Would mean to the expansion. 00:29:25
Of SO. 00:29:27
Where we sit today. 00:29:30
Every month is critical. 00:29:32
Especially with the amount of debris. 00:29:35
That has been taken in the last. 00:29:37
Month in particular. 00:29:40
As you know. 00:29:42
Had it studied and the estimates for when it will be. 00:29:43
Bowl have come in. 00:29:48
They are expecting by the end of the first quarter. 00:29:50
Will be full. 00:29:53
OK. 00:29:55
This building and I know there's a lot of different options. 00:29:58
Needs to be taken care of. 00:30:02
Whether it's disassembled and. 00:30:04
Or somehow packaged, or if it has to be demolished, which would be unfortunate. 00:30:08
It has to be moved. 00:30:14
And the sooner we do it, the better. And part of the reason I say that is because of the unknowns. 00:30:16
It's been there a long time. 00:30:21
We don't know what may be discovered. 00:30:23
That might impact the schedule for the cell. 00:30:25
So that's the other aspect as well. 00:30:27
We are working more with. 00:30:31
The landfill material to try to. 00:30:33
Continue to increase compaction. 00:30:36
That might buy us a little bit more time. 00:30:38
But ultimately, if we fill up. 00:30:40
Will have to do what was done several years ago, which is transporting. 00:30:42
Those materials to their landfill. 00:30:46
As you know, that's Costco. 00:30:48
Between transportation and tipping fees. 00:30:49
My mind is very important. 00:30:53
So once you start. 00:30:55
On the expansion. 00:30:57
Of cell 3. 00:30:59
How long before shredding? 00:31:00
Like is that a 2 month project? One month? 00:31:03
Three months? What do you mean by shredding? 00:31:05
Well. 00:31:09
So we can't start on that till the building's gone. 00:31:11
If we wait them. 00:31:14
So once we start on it, how long does it take? 00:31:16
For cell 3 to get. 00:31:18
Ready for? 00:31:20
To open it to open. 00:31:21
That is anticipated, I believe to be. 00:31:24
Two to three months. 00:31:26
OK, three to four, three to four weeks. 00:31:29
Months. 00:31:31
Months and we're going to be full somewhere around April. 00:31:33
March. April. 00:31:38
March, April. OK. 00:31:40
All right. 00:31:43
Mr. Chair. 00:31:45
If I may. 00:31:47
This building should have been torn down and phased. 00:31:49
3A. 00:31:51
And it never got done. 3A. 00:31:53
The the the footprint of three a was. 00:31:56
Was size, was not. 00:31:58
Where it should have been. 00:32:00
That building has been a hook. 00:32:02
For a long time. 00:32:04
It and and the reason we keep delaying is that we have to get an engineer to come and look at it to see if it could be. 00:32:06
Forward down and reassemble. 00:32:12
That that took more time. So now if we're going to. 00:32:14
Hair it down and somebody take it down piece by piece so it can be transported. 00:32:17
Then that's a whole nother scope of work. 00:32:24
Who's going to write that scope of work? 00:32:26
How long is it going to take to write that? 00:32:28
Scope of work before we can even get the. 00:32:30
The job out forbid. 00:32:34
OK, Yeah. 00:32:36
I've, you know, because that's all got to be taken care of and then where is it going to be delivered even if we give it to 00:32:37
whoever we give it to? 00:32:41
What's our liability in them? 00:32:45
Re erecting that building. 00:32:48
You know the build. 00:32:49
Keep going on and on and on. 00:32:51
And believe me, that's why I had the recognition. 00:32:55
Of the landfill people because. 00:32:58
They are working on a shoestring to keep our landfill open. 00:33:00
And here we are. 00:33:04
Stubbing our toe on a building again. 00:33:06
OK. Thank you. 00:33:10
Do I decline anymore to add? 00:33:11
Well, I go back to what Olivia brought up. I mean, there's one contract. You said you could have it out like next Tuesday. 00:33:13
Yeah, if we were to do. 00:33:19
No, finish what you say. 00:33:23
So I mean the scope of work. 00:33:25
I mean to me, I, I, I hear what Tim saying. 00:33:27
But also know that I got some other beliefs on this building too. And he's right. 00:33:30
That building should have been taken down a long time ago. 00:33:34
The. 00:33:39
My idea is quite simple. You hire a contractor to tear it down. 00:33:41
Hacky Jadott and set it aside, wherever that may be. 00:33:45
And then we auction it off to whoever. Maybe it's the. 00:33:48
Your group for. 00:33:52
Whatever. 00:33:53
Money, we don't have liabilities in that. 00:33:54
I see where we have no liabilities, that's all on them. 00:33:57
They want to erect it and use it again. That is up to them. 00:34:00
And and. 00:34:03
But I don't see waste in the building. 00:34:07
That's a huge waste. That's a. 00:34:09
You know, we looked at building a building in young for veterans that was 3000 square feet and. 00:34:11
And I had. 00:34:19
Dollar marks of over $3,000,000 to build that. 00:34:20
Building This building is 50 by 100. 00:34:23
We have a building identical to, it said. 00:34:27
Young right now. 00:34:30
And you, you take something like this building that somebody. 00:34:32
May be able to use another group. Here you go, it's gone, it's out of our hair. 00:34:37
Versus them, let's say, having to look at that kind of money, that's a huge. 00:34:41
Huge difference. 00:34:45
That's a huge difference for us. 00:34:47
And so I just see where. 00:34:49
My personal opinion is I don't see why it be that hard to get a contractor on board. 00:34:51
To disassemble this building, get it out of our way and get the cell. 00:34:56
I don't see words that hard. 00:35:00
Umm, anyway. 00:35:04
Or you'll be Joe. 00:35:06
Thank you, Mr. Chairman. 00:35:08
Just want to point out that the original. 00:35:09
RFQ in this matter did have a provision. 00:35:12
Ask the contractor to salvage and recycle metal. 00:35:15
Another usable materials. 00:35:19
And the statewide contract? 00:35:21
Or SJ Anderson doesn't address. 00:35:24
That particular aspect of. 00:35:26
Of the request of proposals. 00:35:29
And so that would be a change order. 00:35:33
Or SG Anderson. 00:35:35
If we wanted them to. 00:35:37
The salvage recycled material. 00:35:40
What kind of price did they give us on their proposal? 00:35:43
The SJ Anderson is 158,000. 00:35:48
And change. 00:35:52
OK. 00:35:57
So just to be clear, Joe. 00:35:59
If the contractor is awarded to SGA Anderson. 00:36:02
Could we? 00:36:05
Request and as part of that contract. 00:36:08
That the red metal be disassembled rather than cut into pieces that would be processed via change. 00:36:10
OK, that could possibly cost us more. The SJ Anderson contract doesn't align. 00:36:17
With the requested proposals that was originally placed. 00:36:23
Well, this is what happens when we get back into. 00:36:29
Corner with time. 00:36:32
Time and money. 00:36:35
So if we. 00:36:37
Don't get the expansion done in a timely fashion. 00:36:40
And that's when dollars start flying around again to transport. 00:36:43
It's tough, so we've got strong feelings on this. 00:36:48
And we're going to have to vote on it, so. 00:36:51
If there's no other discussion. 00:36:55
At this point. 00:36:57
I'll call for lotion. 00:36:59
Oh, we do flip a coin on the on the motion. 00:37:03
So if I understand Olivia the. 00:37:11
The clarity that needs to be. 00:37:14
Determined at this point is whether or not we would award it immediately to SJ Anderson with a change order. 00:37:17
Requesting that the red metal be. 00:37:24
Salvage rather than. 00:37:26
Destroyed. 00:37:28
We would save a month. 00:37:31
And it possibly would have to spend more than the 158,000. 00:37:33
I believe that what we. 00:37:38
Possibly do is if you if the board decides to move forward with the JFC contract. 00:37:39
We could. 00:37:45
Possibly have. 00:37:47
Mr. Dickinson and his team. 00:37:49
Go into Gordian and see if they can plug that in to get an updated. 00:37:51
Quote and we can proceed with the contract that way. 00:37:57
Rather than necessarily doing, rather than the unknowns of putting it out for RFP. 00:38:02
Yes, which will take. 00:38:08
Longer and. 00:38:09
We don't even know what that would cost. 00:38:10
Right, OK. 00:38:13
At this point. 00:38:14
Right, Mr. Jesse, we, we wouldn't even know if, if we voted on this motion to go with Anderson and state contractor. 00:38:15
We don't know what that cost is going to be when we ask them to salvage that building. 00:38:22
Correct. So I mean that's like we're going to sign it. 00:38:27
A blank check and hand it over to. 00:38:30
However, can we not? 00:38:32
Address that, but. 00:38:34
Can we then refuse to pay the extra? 00:38:35
That they're in other words, if we say we'd like it done. 00:38:40
And then the number comes back. We don't like that number. We can say, OK, don't worry about it then. 00:38:43
Well, I and then we got more delays and more delays. 00:38:51
And more delays. 00:38:55
Right. 00:38:56
I believe that I would probably have to bring a new contract. 00:39:02
To you. 00:39:07
And and that would. 00:39:09
Result in the delay. 00:39:10
OK. 00:39:13
She surprised the climb. Would he like to make a motion? 00:39:16
No. 00:39:19
But but one thing I want I do want to address on a new contract. 00:39:23
Is that? 00:39:27
We don't have to wait till our next scheduled meeting to. 00:39:29
Address a new contract. 00:39:32
If there's something that comes up of importance as this is. 00:39:34
We can hold a special meeting. 00:39:38
And address whatever we need to address. 00:39:40
Yeah, but it's going to take a contractor now. 00:39:44
A time to come to gold. 00:39:47
And look at it and rebid it. 00:39:48
We're looking at a month just in getting a bid back from somebody. 00:39:51
On disassembling it. 00:39:54
As gently as they can. 00:39:57
And if we wait a month for them to get back with. 00:40:00
Then we might not like the bid or it might not include what you want to and then we're a couple more months off. 00:40:03
Guys, the people. 00:40:09
At Southern Healing County need. 00:40:10
That landfill? 00:40:13
I mean, it's got narrowed down to where? Where? 00:40:14
It was taken 45 minutes to an hour to get a load of garbage there. 00:40:17
And we and we got pulled out of that. That's why I did the employee recognition and those guys gave their all. 00:40:21
To buy us all the room they can. 00:40:27
And we're running out. 00:40:29
All over a. 00:40:32
So. 00:40:35
A building that should have been torn down. 00:40:36
A long time ago. 00:40:39
I don't know if. 00:40:43
This additional context. 00:40:44
May be helpful, but I. 00:40:46
Have submitted an agenda item. 00:40:48
For the December 2nd meeting. 00:40:50
For the solicitation for the Self 3B expansion. 00:40:52
So that will be coming before you on December 2nd. 00:40:57
And then that will be advertised. 00:41:01
And we are looking at AI believe a January. 00:41:04
To open those bids. 00:41:10
So that just to give you a little bit more on the timeline for the Cell 3B expansion solicitation. 00:41:13
So, Mr. Chair, what I'll do is I will make a motion. 00:41:22
Don't be surprised if I don't vote for. 00:41:26
OK. 00:41:30
That's fine. One more time, they've all ago. 00:41:33
OK. We're, we're, we're trying to start the expansion on the landfill. Is the contractor doing that? 00:41:36
Pension and would that contractor be willing to add that? 00:41:42
To his his bid. 00:41:46
On doing the. 00:41:50
Extension so that way. 00:41:51
You know, we're just working with one guy to do all the work and not trying to do everything else. 00:41:53
We would have to make sure that that is included in the scope of work in the solicitation. 00:42:01
That goes out. 00:42:07
I have was it not because? 00:42:08
In order for him to do the expansion, that building was there. 00:42:10
So did he already include that in his? 00:42:14
Expansion with it being. 00:42:17
Or would he feel that we would have it removed before he could? 00:42:19
Start its construction. 00:42:22
This is a solicitation that hasn't gone out yet. 00:42:25
So we would we would be setting the conditions when it goes out to. 00:42:28
For the solicitation. 00:42:35
So so if I understand Tim right, and I think I do but correct me if I'm wrong, Tim. 00:42:37
You're saying do a package deal. 00:42:42
Remove the building and do the. 00:42:44
The cell. 00:42:46
One contractor. 00:42:48
Yeah, because then they can get started on. 00:42:51
While they're demoing that instead of. 00:42:53
I fiddle around through more contractors, through everything. 00:42:56
Waiting to get rid of that building. 00:42:59
I mean it should be in the scope of work. 00:43:02
For the expansion. 00:43:05
With that building there because? 00:43:07
I mean, whoever said that they would be torn down before we did the thing? 00:43:09
Second expansion. 00:43:12
And is that scope of work already written to go out to bid or does that have to be? 00:43:13
Written to go out to bid for the expansion of. 00:43:19
Of cell 3B. 00:43:24
I have not yet received this scope from Public works for the expansion. 00:43:26
I can I do have the scope obviously for the building the. 00:43:33
Demolition of the building. 00:43:40
I would be happy to provide that scope to public works so that they could see. 00:43:43
About integrating those two. 00:43:47
Mr. Chair, if I may, we're putting Olivia on. 00:43:50
In a pretty bad spot, but if Christine could come up here. 00:43:53
And uh. 00:43:58
Let's talk to the public works lady about this. 00:43:59
Give give Olivia a little bit of a break. Thank you. 00:44:02
Christine, let let me ask you. 00:44:08
I understand what Kim's. 00:44:11
Checking into. 00:44:13
That almost seems to me would be kind of a way to speed it up a little bit if anything. 00:44:15
There's one contract. 00:44:21
One contractor is going to get it, whoever that is. 00:44:23
And in that scope of work, they're going to remove the building to whatever extent. 00:44:26
You know it's decided on and they're going to build the sale. 00:44:30
I do believe that's a very valid option. 00:44:34
And even today, if you decided you wanted to move forward. 00:44:38
I think we could work within the JLC language. 00:44:43
However, uh. 00:44:46
Packaging it with the same contractor I think meets a lot of sense. 00:44:47
It also gives us time. 00:44:51
To look at the scopes and we could. 00:44:53
Put a couple of different scopes out there as part of that bid package. 00:44:57
So then we'll have the final numbers. 00:45:01
Whether it's disassemble and and. 00:45:03
And reassemble. 00:45:06
At least get it off the property. 00:45:08
Or if we have to, maybe demolish it if there's a. 00:45:12
50 thousand $100,000 difference, then we can make the right decision at that time. 00:45:14
They also potentially could hire local contractors as Subs for that work. 00:45:22
But that that that's a business decision. 00:45:27
Yeah, Mr. Chair, if I may. 00:45:31
I would not put in the contract to reassemble it. 00:45:33
I would. I would not put that. 00:45:36
Because that has nothing to do with the expansion of our landfill. 00:45:38
I would put that it needs to be demoed. 00:45:41
And fact. 00:45:44
Somewhere. 00:45:45
You know, for whoever gets it can haul it off or whatever. But I would, I wouldn't get into reassembling at all that. 00:45:46
But I'm under understanding that. 00:45:53
Help Supervisor Klein with getting the building used by somebody. 00:45:55
Rather than cut up into scrap metal. 00:46:01
OK, that's fine. 00:46:03
But look, but like I said, if we do it all one, then we're not waiting for four or five bids. We're just getting a bid. 00:46:05
To do cell 3B. 00:46:11
And disassembling that building is part of it. 00:46:14
And actually it is because the building is standing right there in their way. 00:46:17
So, Supervisor Humphrey, I agree with what you're thinking and I do. 00:46:23
Agree with the idea that it possibly could speed us up a little bit even. 00:46:27
And bias some time. 00:46:32
It seems to me like it it could make sense. You've got one. 00:46:34
One contractor with people and equipment on board instead of 2. 00:46:39
They can they can go with it and then the fact is that they just. 00:46:43
Piled it up on the side. 00:46:47
You could work with it from there. 00:46:50
I never, never would have agreed with us reassembling the building. 00:46:52
That's something that. 00:46:56
That I don't agree with, that the building needs to be repurposed if somebody wants to repurpose it. 00:46:58
But not at our expense and not at our. 00:47:03
Labor so. 00:47:05
But Tim, I agree with you on on the packaging up and one. 00:47:09
One bid. 00:47:13
I really do. 00:47:14
Yeah, because then our expansion is not waiting for someone to remove the building. 00:47:16
Our extension is waiting for them to give us a bid and then get a check. 00:47:20
Yeah. And so if we did that, Olivia, working with Christine, how long would it take to get that out? 00:47:24
Well, I have on the agenda for December 2nd already. 00:47:32
Add a request to advertise. I haven't completed the solicitation yet, but. 00:47:38
As soon as I get. 00:47:44
The scope of work I can complete that solicitation. 00:47:45
And attach it to that agenda item. 00:47:49
And then we would go out to advertise right away. 00:47:52
Upon approval of the board, of course. 00:47:56
I'll second that. 00:48:00
So moved chair. 00:48:04
And those over there, **** ** his head, I'm sure. 00:48:14
All right, so. 00:48:18
Let's do more formal. 00:48:20
Motion. 00:48:22
Mr. Chair, I think we can probably. 00:48:24
This item label, the item session and then this one in December 2nd. 00:48:27
We'll bring it back with the more encompassing scope of work. 00:48:32
Hey, I'll call for a motion to table this item and staff will then proceed. 00:48:36
As directed during this discussion, so move, Mr. Chair. 00:48:41
I'll second it. We have a motion and a second to proceed that way and all those in favor say aye, aye. 00:48:45
All right, very good. 00:48:51
Thank you SO. 00:48:54
Yes, correct. 00:48:56
Express appreciation to Mr. Abo. This all is very rushed and we're pushing this through. 00:48:57
Mr. Robble was very busy and he's taking time to. 00:49:02
Ensure that we're getting these things through. So I just want to. 00:49:05
Express appreciation. 00:49:07
For our county. Thank you. 00:49:09
Yeah, and. 00:49:13
That was a good alternative. 00:49:14
To the discussion and the process, that was a good. 00:49:17
Alternative SO. 00:49:21
Sometimes. 00:49:22
The light shines a little brighter. 00:49:26
On that, we're going to wait for a few minutes until the connection is more solid. 00:49:29
If you can hear any better. 00:49:40
Yeah, can can you hear me OK? 00:49:41
Supervisor. 00:49:43
Yeah, I can. 00:49:46
OK, good. 00:49:47
All right, then we are good to proceed. All right. 00:49:50
Item 2F is information discussion action to adopt. 00:49:53
Resolution number 251102. 00:49:57
Which authorizes the execution of intergovernmental agreement number. 00:50:00
25-0011326 Dash. 00:50:04
With Arizona Department of Transportation. 00:50:08
Or in Pinal Creek bridge, number one at. 00:50:10
Of a Q trail. 00:50:14
Did I say that right? 00:50:15
Yes. 00:50:17
OK. Good morning, Mr. Chairman and board members. 00:50:17
So this is a request to enter into an IGA with a dot. 00:50:20
And this is for a. 00:50:25
An evaluation and scoping. 00:50:27
Of an OFF. This will be under an OFF system bridge grant. 00:50:29
With a dot. 00:50:33
And this is for Pineal Creek bridge #1. 00:50:34
So our amount is going to be approximately $8550. 00:50:38
5.7%. 00:50:42
And then the grant amount is $141,450. 00:50:44
And that's 94.3%. 00:50:49
And I'll be happy to answer any questions. Sure. Thanks, Tom. Advisor Humphrey, any questions? 00:50:52
Yeah, what does the bridge for come? 00:50:58
So this is the Pinole Creek bridge #1 and it's, it's an evaluation of the bridge. 00:51:00
Whether it needs to be fixed or replaced. 00:51:06
And this OK, is that, is that up at the end of 6 Shooter Canyon? 00:51:10
So this is at. 00:51:14
The crossing of Abaqui and Hicks Crossing. 00:51:17
OK. OK. Thank you. 00:51:23
Supervisor Klein. 00:51:27
Adam, Chloride trail and crossing is in wheat fields. Hantam. 00:51:29
Yes, OK. 00:51:34
And did it receive a lot of damage during the floods? 00:51:36
It's been it's. 00:51:40
Currently rated in fair conditions under the Adopt Inventory. 00:51:41
And so it. 00:51:47
We're not really looking at it from the flood damage. It's just an older bridge that. 00:51:48
That needs to be looked at. 00:51:53
Thank goodness, goodness upon you, and it might have washed away. 00:51:56
So thank you, Tom. 00:52:01
No questions. So with that, I'll call promotion. 00:52:03
Mr. Chair, I'll make the motion to adopt resolution #25-11 dash. 00:52:06
Is presented. 00:52:11
I'll second it. Motion and a second to approve. Those in favor say aye. 00:52:13
Aye, aye. 00:52:18
Hi, Nick. You've got another one, Tom. 2G information discussion action to adopt Resolution 2/5. 00:52:19
11-03 which authorizes the execution. 00:52:26
Of intergovernmental agreement number 250011327 DASH. 00:52:29
I with the Arizona Department of Transportation. 00:52:33
But now Creek bridge #2. 00:52:36
At Hicks Rd. 00:52:38
Yes, thank you. 00:52:40
So this is a. 00:52:41
Pinell Creek bridge #2. 00:52:43
And it's at the in the same location. 00:52:45
Approximate location. 00:52:47
And again, this will be an off system bridge grant administered by a dot. 00:52:49
In this case our estimated cost will be 9120 dollars. 00:52:53
And the total amount is $150,880 estimated. 00:52:59
And I'll be happy to answer any questions. Thanks, Tom. Supervisor. 00:53:05
No, no questions. 00:53:11
Right, Supervisor Klein. 00:53:12
Well, is any of this money? 00:53:14
Going to come back to us from FEMA or anything from the emergency. 00:53:17
Standpoint and the declarations on this. 00:53:21
No, Sir, not, not for these. 00:53:23
To us this and bridge grants. 00:53:25
So the flooding had nothing to do with us needing to go in there and evaluate the. 00:53:28
Bridges correct? 00:53:32
OK. Thank you. 00:53:35
Thank you, Tom. 00:53:37
With that, I'll call for a motion. 00:53:38
Mr. Chair, I'll make the motion to adopt resolution. 00:53:40
5-11-03. 00:53:43
As presented. 00:53:45
I'll second that motion and a second to approve. Those in favor say aye aye. 00:53:47
Aye, aye. 00:53:52
Very good. Thank you. Item 2H information, discussion action. 00:53:53
To prove contract #CPR059323 Dash. 00:53:57
GC3. 00:54:02
It's the purchase of two new Ford. 00:54:03
F-150 Crew Cab trucks. 00:54:05
With San Tan Auto Partners. 00:54:07
Green business as San Tan Ford. 00:54:09
In an amount not to exceed $114,604.70. 00:54:12
For term of November 18, 2025 through March 16. 00:54:17
2026 Good morning, Mr. La Forge. 00:54:21
Morning, Chairman, Members of the board. 00:54:24
So I'm here on behalf of the Probation department's request to purchase two half ton pickup trucks. 00:54:27
These trucks will replace 2 vehicles currently in use by the probation department that both exceed the age requirement for 00:54:33
replacement. 00:54:37
And both have 120,000 or more miles on them. 00:54:41
These trucks will be utilized by the probation. 00:54:45
Department to travel to rural and remote locations to perform filled supervision of clientele. 00:54:48
On roads and terrain not meant for sedans and small SUV's. 00:54:54
These two trucks will be replacing 2 current. 00:54:59
SUV's but. 00:55:02
They we opted for a pickup trucks due to. 00:55:04
Some of these probation employees. 00:55:07
Bigger guys and then you throw on a vest and the gear that they carry and. 00:55:10
We thought it would be better to give them more room in the cab, so that's kind of why we opted to go with pickup trucks instead 00:55:15
of. 00:55:18
Like the sedan or the SUV's that they currently have? 00:55:21
These two trucks will also be equipped. 00:55:25
To tow cargo trailers. 00:55:27
That they used for a firearms training and community work. 00:55:30
On a side note, as previously requested by the board, I did I, I went out and I researched different. 00:55:35
Manufacturers. 00:55:42
Different dealerships that have state contracts and I did do a. 00:55:44
I asked. I did a basic spec sheet. I just asked for a halftime pickup. I didn't specify forward, I didn't specify anything. 00:55:51
Too descriptive, so I did get 3 quotes. I got 1 from. 00:55:59
From San Tan Ford Superstition Strange Courtesy Chrysler, Dodge and Jeep and Sam Chevrolet. 00:56:04
Of the three quotes. 00:56:11
The Superstition. Strange. Courtesy Chevrolet Dodge Jeep. 00:56:13
Did come back with the lowest bid. 00:56:16
It was for a Dodge Ram 1500. 00:56:18
But I I am recommending. 00:56:21
That we we stick with the Fords and and go with the the second lowest bid. 00:56:23
The Staff 150. 00:56:28
And there are many reasons why. 00:56:30
We should do this. 00:56:33
For standardizing our fleet. 00:56:34
You know, we've kind of. 00:56:35
Informed you before if you'd like me to go over those reasons again. 00:56:37
OK. Thank you, David. 00:56:42
I'll take any questions that you may have to President Humphrey. 00:56:46
Yeah, I. 00:56:50
I mean, I don't have a lot of information. 00:56:51
In front of me, but I would like to see what you got back from the Chevy and from the Dodge. 00:56:53
And you know I've. 00:56:58
Like I said, I. 00:57:00
In good Stuart for the we drive Dodgers and whether we drive Fords, I don't think it makes a big bunch of difference. 00:57:02
Because you don't have a whole bunch of parts anyway. 00:57:07
And so. 00:57:11
I would like to see. 00:57:12
The difference in the paperwork. 00:57:14
On what you put out and the bid you got back. 00:57:16
And so when you get that information, Jimmy, I'd appreciate it. 00:57:21
Yeah, I could definitely send you. I did a. 00:57:25
Basic spec sheet. I sent the same spec sheet to all all three vendors. 00:57:28
And so they all have the same guidelines to go by. 00:57:33
And. 00:57:37
The Dodge Ram came back at 54,361 and $0.75. 00:57:39
On the F-150 came back. 00:57:45
At 57,302 and $0.35. 00:57:50
With the. 00:57:54
Silverado coming back at 57,930. 00:57:56
So I mean the the the Silverado on the F-150. 00:58:01
Just just, yeah, if you, if you could send me what they, what they gave you would be fine with me. Just get it to. 00:58:05
Terry link, please? All right, Yep, I can do that. 00:58:11
Thank you. 00:58:15
Surprise the client. 00:58:16
You, you know I. 00:58:18
We've had this discussion many times over standardizing. 00:58:21
Bucks and and whatnot. 00:58:24
Right now is kind of an option to try something else. 00:58:28
We're looking at 2 pickups. 00:58:32
Don't get me wrong, I love my little half ton full. 00:58:34
I really do. 00:58:37
But that doesn't mean that the little half turn dodge isn't just as good. 00:58:39
And and Tim touched on something. 00:58:43
Yeah, we. 00:58:46
We go out and get all the parts we need. Whatever I I need free the truck. I don't see that. 00:58:47
Problem SO. 00:58:51
I'm kind of. 00:58:53
A little bit more in favor of trying something different. 00:58:55
And for just two vehicles. 00:58:58
This could be the time to give that a try and really see. 00:59:00
Probation isn't going to beat them up like. 00:59:04
Like I do on this truck going back and forth to Young, they're not going to do that. 00:59:06
But they're still going to put a lot of miles. 00:59:10
And so it might be worth a lick to look at that's. 00:59:13
Mr. Chair, thank you. 00:59:18
So David, besides. 00:59:20
Parts. What about? 00:59:22
Diagnostic equipment etc. That would be. 00:59:23
Crossing over from 1:00. 00:59:27
Ran to another. 00:59:29
Yeah. So right now I pay about $3000 a year for a subscription that's a training program, that's actually. 00:59:30
It's Ford. It's Forge training program when I was a mechanic. 00:59:37
Or Ford. This is the exact same training program I use, so yeah. 00:59:40
Our training is. 00:59:44
Directed towards Ford SO. 00:59:45
The basic stuff, the oil changes, the the the general maintenance and services. 00:59:49
I mean, once you will have that down on one mic, you can pretty much figure out on all the rest. 00:59:53
I mean, there is something to be said where I've done 100 oil changes on an F-150. I can definitely do those. 00:59:59
1520 minutes faster than I can one that I've never done before. 01:00:05
But umm. 01:00:09
When it comes down to the real diagnostics of some of these Fords, I mean. 01:00:11
They're so different in how they're set up. They got so many computers. 01:00:15
And without having the actual tool to do the job, sometimes having the generic tools like we have. 01:00:19
It just it takes the job. 01:00:25
Makes it a lot longer to diagnose. 01:00:27
You know one thing about having? 01:00:30
One vehicle. 01:00:32
Or one make or one model is you. You kind of become a master of all the issues, all the problems that they have. 01:00:33
And that's not kid ourselves. There's no one maker brand out there that's going to be perfect, that's not going to have issues. 01:00:40
That they're all going to have their issues and by us sticking with one brand. 01:00:48
We kind of become masters of. 01:00:53
All the problems that they have. 01:00:55
And we're able to turn around our diagnostic time faster. 01:00:57
I'm for whatever you guys want to do. If we want to try something new, I would. 01:01:02
I would support that. 01:01:07
But the reasoning why I've been wanting to standardize is just to. 01:01:08
For the technicians sakes and for getting the turn around time and. 01:01:13
I think it benefits Gila County where we can have quicker turn around times on. 01:01:17
Some of these more complex diagnostic issues that we have. 01:01:21
OK, you you went through a long deal to fight me again, OK? 01:01:25
What is the warranty on the new vehicle? How many miles? 01:01:28
How many years? 01:01:32
They're they're all the same across the board on all of them. It's. 01:01:34
Three-year? How? How long? How long? 01:01:37
Three years, 36. 01:01:40
Three years and. 01:01:41
If it if it's under warranty for three years and how many miles? 01:01:44
I believe it's 36,000. 01:01:48
OK, so how much work are you going to do on a? 01:01:52
While they're still under warranty. 01:01:55
You're absolutely correct, but at some point they they won't be. 01:01:59
For the first three years, yeah, we. 01:02:03
We will have. 01:02:04
Warranty and they'll take care of them. 01:02:06
OK. And again, what's the turn around in your shop? How many of them are going to get professional? 01:02:09
By the time they leave your shop anyway. 01:02:14
On any vehicle. 01:02:17
I I'm not sure. 01:02:21
But like with. 01:02:24
If we have all fours and the trainings with Ford program, I mean we can do really well. 01:02:25
On being. 01:02:31
Prepared for. 01:02:32
Most things. 01:02:32
So so. 01:02:37
But let me ask one more. Go ahead. 01:02:39
So the $3000 savings? 01:02:41
With the Dodge, that's about a $3000 difference in the vehicle. 01:02:44
Do you do you feel that we can capture that $3000 overtime and keep it? 01:02:48
Or do you think that it will whittle away? 01:02:53
With. 01:02:55
Additional purchases we may need. 01:02:56
In order to handle that. 01:02:59
Is that something over the life of this truck that will be of a benefit or? 01:03:01
Will we end up spending that 3000? 01:03:05
And more. 01:03:07
What is? 01:03:10
Best guess on that? 01:03:11
Do I get to guess who? 01:03:13
Well, I firmly believe it would be cost benefit to stick with the Fords because over the life of the vehicle we will save money. 01:03:17
On the repair and maintenance of it. 01:03:25
I'm just in diagnosis time and repair times. 01:03:27
OK, 2005. 01:03:31
My guess is I disagree. 01:03:33
Mr. Chair. 01:03:37
David Diaz. 01:03:38
What I, what I've, I've kind of watched, you know, and, and, and like you said, the simple things, I think. 01:03:41
There doesn't matter what nameplate stuck on the. 01:03:46
I agree with that. 01:03:49
It seems like when it gets a little bit more in depth, we send it to whatever you know the. 01:03:50
A Ford dealership or whatever to get it fixed because. 01:03:55
As you well know better than any of the Sentinel here. 01:04:00
You're doing really good to open a hood on one of these vehicles and find where you put the oil in. 01:04:04
You know, and the idea of working on them. 01:04:09
Is just horrible. 01:04:12
And so. 01:04:14
I understand what you're coming from. 01:04:16
My my thing is is there's not a big difference, $3000 isn't going to make or break us on either truck, but this? 01:04:18
This is an option we have. 01:04:25
To try something a little bit different with. 01:04:27
Without. 01:04:30
Getting into anything special or any more money. 01:04:31
Out of the blue and stuff like that, that's what I'm looking. 01:04:34
I've learned both of them. I've owned all three of them. 01:04:37
And all three of them break. 01:04:40
And so. 01:04:42
But it does give us an opportunity to check something out a little different. 01:04:44
OK, if there's no other comments then. 01:04:50
We need to decide whether we're going to make a motion on this. 01:04:54
Because we don't have before us. 01:04:57
An auction. 01:04:59
I can make a motion without it being on writing. 01:05:00
OK. All right. 01:05:05
I'll accept the motion. 01:05:06
Mr. Chair, I'll make the motion. We go with the lowest bidder. 01:05:08
Which is the Dodge. 01:05:11
I'll second that. 01:05:14
For purposes of the record, that Santan Auto Department. 01:05:16
BBA San Tan Ford. 01:05:19
So moved, Mr. Chair. 01:05:21
That's G Brand. 01:05:26
The seller for the Dodge. 01:05:29
OK. We'll add that into the motion. 01:05:33
Thank you. 01:05:36
All right, the motion has been added to do we still have a second? 01:05:38
You do. 01:05:42
Motion and a second to approve. Those in favor say aye aye. 01:05:44
OK. Thank you very much. Thank you, David. 01:05:49
Thank you. 01:05:52
That was more interesting than I thought it would be. 01:05:53
All right, Item 2, J information, etcetera. 01:05:56
Funding agreement number. 01:05:59
519-26 between the Arizona Department of housing and. 01:06:01
He no I. 01:06:05
Oh yes. 01:06:08
I'm sorry, it's it's David's again. 01:06:10
Already fresh off? 01:06:13
Kiss, kiss. Kiss. Kiss, kiss, kiss. 01:06:15
Thank you for clarifying that. 01:06:17
You almost got away, didn't you? 01:06:19
Right information discussion. This is item I information discussion action to approve contract number. 01:06:21
100924 AAC G. 01:06:27
C1 with Agile fleet incorporated for fleet commander licensing. 01:06:30
For the term of November 1st, 25. 01:06:35
Through October 31st, 26. 01:06:37
And amount not to exceed $64,469. 01:06:39
And $0.90 daily. 01:06:43
So this is for our fleet commander program that we use in the shops. It has become an essential asset to General Services since 01:06:45
its introduction in 2018. 01:06:49
It's used by every employee and dental services. 01:06:55
And for the most of us, it's used on a daily basis. 01:06:58
It's used for running reports, building of services and record keeping of information and data. 01:07:01
So just a brief summary of everything it does. We use it for documenting and tracking vehicle and equipment repair and 01:07:07
maintenance. 01:07:10
Vehicle maintenance reminders. Diagnosing vehicles by researching pass repairs. 01:07:14
Tracking parts inventory, Tracking fuel usage, Tracking technician time. 01:07:19
Building for services such as repair and maintenance, motor pool rentals and vehicle leases. 01:07:24
And by utilizing the kiosks that are associated with this Fleet Commander program. 01:07:30
We have these at various. 01:07:35
Strategic locations around Gila County it has made renting. 01:07:37
A motor pool car and keeping track of these rentals much simpler. 01:07:41
With much less. 01:07:45
Human, you know, input. 01:07:48
And it is just, it has made it. 01:07:50
Just how much easier for the General Services team as well as? 01:07:53
Our customers. 01:07:56
I'll take any questions if you haven't. 01:07:58
Thank you, Supervisor Humphrey. 01:07:59
Does it work on all makes of? 01:08:02
Yes, Sir. 01:08:06
Thank you. 01:08:08
Supervisor Klein. 01:08:10
This has been a big asset to you guys, I know that. 01:08:11
And so. 01:08:14
Keeping up with the amount of vehicles and equipment that you. 01:08:15
Absolutely. 01:08:18
I I don't have any questions. 01:08:20
OK. And with that, I'll call for a motion. 01:08:22
Mr. Chair, I'll make the motion to approve contract #100924-AAC. 01:08:24
Dash GC1 with Agile feet incorporated as presented. 01:08:31
I'll second it motion in a second to approve those in fact. 01:08:36
Aye, aye. 01:08:40
Hi, very good. Item 2 J is information discussion action to approve funding agreement number. 01:08:41
519-26 between Arizona Department of Housing and the New York County. 01:08:48
Of account and community services department to receive. 01:08:52
$10,000 of the. 01:08:55
Continuing on with Care Planning Fund and $54,000. 01:08:58
Of the Housing Trust Fund to be used through June 30th, 26. 01:09:02
Whereby the department will act as the lead. 01:09:05
Hula County Coc and build. 01:09:08
Capacity for. 01:09:11
Activities, discussions and meetings directed. 01:09:12
At ending homelessness. 01:09:15
Joshua. 01:09:17
Thank you, Chairman. Supervisors. 01:09:18
So with the government shutdown we were running a little low on funds to make sure we keep all of our staff. So since this is 01:09:20
state level money and not federal money, we reached out. 01:09:25
You haven't asked for additional funds for this in a while, so we reached out and asked for some additional funds. 01:09:29
Obviously it's going to. 01:09:34
Have more staffing towards doing these different coalition statewide meetings that we do will help with the pit count that we do 01:09:36
for homelessness each year and. 01:09:40
More than anything it was an opportunity to reach out, just get additional funding so that we could keep. 01:09:43
The stuff that we have. 01:09:48
OK. Thank you, Supervisor Hope. 01:09:50
No question. 01:09:54
Supervisor Klein. 01:09:56
So Josh this. 01:09:58
This is a big deal. 01:09:59
Back in the beginning when I came on board. 01:10:02
Is when we pushed and got the CLC continuum. 01:10:05
Care and so. 01:10:08
From what I've watched through time, it's kind of grown from that. 01:10:09
And so like our pick counts. 01:10:13
You gotta you can hear other activities, discussions and meetings. 01:10:16
That's a big plus, but I think. 01:10:22
In my my opinion, for me, what I'd like to see is. 01:10:24
Where are our numbers and are we seeing any changes? Are we? 01:10:28
You know, are our numbers going up? Are they going down? 01:10:33
How many people are we actually helping? 01:10:36
And things like that. 01:10:39
And I think. 01:10:41
You know, with this money and everything going forward, that's one thing I'd really be interested in. 01:10:42
And seeing you bring in front of us. 01:10:47
We have a fish in. 01:10:51
Prepared. We're just waiting. When we have one, we're happy to get on that agenda. 01:10:52
What's cool? Yeah, because. 01:10:57
Well, I just don't know where we're at with all this. And I read the deal on the pit count. 01:11:01
And so I think they were looking for somebody or extra help for the youth. 01:11:06
Homelessness. 01:11:11
Which is a really tough one. 01:11:12
And so I, I'm, I'm real interested in all those numbers. 01:11:14
OK, great. 01:11:20
I don't have any questions so. 01:11:22
Mr. Chair, I'll make the motion to approve funding agreement number. 01:11:25
I've won 9-26. 01:11:29
Between the Arizona Department of Housing and the. 01:11:32
Public health and. 01:11:35
Community Services Department to receive $10,000. 01:11:37
Of the Continuum of Care Planning Fund and $54,000. 01:11:41
Of the Housing Trust Fund to be used through June 30th, 2020. 01:11:46
As presented. 01:11:50
I'll second it. Motion and a second to approve. Those in favor say aye aye. 01:11:53
Hi, thank you, Joshua Adam. 2K is information, discussion, action. 01:11:58
To prove an intergovernmental agreement. Contract number Ctr. 079041. 01:12:03
With the Urban Department of Health Services in the Hero County staff. 01:12:09
Ed projects funding in the amount of. 01:12:12
$236,524. 01:12:14
For the period of December 125. 01:12:18
Since September 3026. 01:12:20
So up until this year we have had a supplemental nutrition assist. 01:12:24
Program Education. 01:12:28
Grant It was unfunded through the federal government this year, but there's still a few $1,000,000 in rollover funds at the state 01:12:30
level. 01:12:34
Since we already have the grant and IGA in place, I looked at the list of projects. 01:12:38
One of the projects that they have that we could spend rollover funds on was Safe Routes to School. 01:12:42
So the supervisors know we have a Safe Streets grant going on right now and they align pretty well. 01:12:48
So the safe routes gave me the opportunity to kind of tack onto that safe. 01:12:54
Streets Grant. 01:12:58
Except for this gives me the opportunity to. 01:12:59
Give a rather large chunk of money to each one of the schools to help us with this project, which is. 01:13:02
Money that I know that this schools could really use so. 01:13:07
It's a lot more of a project based grant we're going to like. 01:13:10
Little flashy light things for bikes tones. 01:13:14
Looking at sidewalks, ways to make it safe. So it's a really good project, the schools and it was easy money to get so. 01:13:17
OK. Thank you, Supervisor Humphrey. 01:13:24
No questions. 01:13:27
By the client, I'm good. Thank you, Josh. 01:13:28
As well, I'll call for a motion. 01:13:30
Mr. Chair, I make the motion to approve an intergovernmental agreement. 01:13:32
Contract number. 01:13:35
079041. 01:13:37
With Arizona Department of Health services has present. 01:13:41
I'll second it. Motion and a second to approve. Those in favor say aye aye. 01:13:46
Aye. 01:13:51
Item 2. Error information discussion action to approve amendment #3. 01:13:52
To service contract number 062922. 01:13:57
The weatherization materials and services with advantage home performance. 01:14:00
Extending the term of the contract through October 30th. 01:14:04
2025. 01:14:08
And increasing the term amount to. 01:14:10
350,000. 01:14:12
Dollars. 01:14:14
Is that date correct? 01:14:16
Correct. OK. 01:14:18
Postmortem. 01:14:21
OK, Josh. 01:14:23
So this is our contractor again, not a local contractor. It's out of Chandler. 01:14:24
I did want to say. 01:14:29
You know the frustration that even I have sometimes. 01:14:31
This is more for Supervisor Humphrey specifically that. 01:14:33
I honestly cannot believe the amount of residents that have worked with this contractor that. 01:14:37
Come to our Community Services department. 01:14:41
And not brag on us. 01:14:43
But brag on this contractor and how great they were. 01:14:45
Coming in, leaving the house clean when it was done. 01:14:48
Following up to make sure the projects were done so. 01:14:50
I will say they give great customer service and I. 01:14:53
Even I am impressed with how happy the residents have been that have had them come into their home and do these weatherization 01:14:57
projects. But. 01:15:00
We upgraded that. We just. 01:15:03
Extended this through the end of this fiscal year. As you know, we want to go back out to RFP for this again. 01:15:05
Which still to this day haven't had anybody complete the classes that they really need to complete to put in a bid on this. 01:15:10
We continue to work towards that and then fill that time. 01:15:15
We'll just keep extending it for small amounts of period at a time and hopefully that will. 01:15:19
Appease the board members and everybody while we wait to put this out to a full bid again at some point. 01:15:23
OK. Thank you, Supervisor Humphrey. 01:15:29
I don't have any questions today. 01:15:32
OK. Thank you, Supervisor Klein. 01:15:35
I I guess I don't either. 01:15:39
Thank you, Josh. 01:15:41
Of corporation. Mr. Chair, I'll make the motion to approve amendment #3. 01:15:42
The service contract number. 01:15:47
062922 with Advantage Home Performance Incorporated is presented. 01:15:49
I'll take an app. 01:15:56
OK, we have a motion and a second to approve. Those in favor say aye, aye, aye. 01:15:58
Aye. OK Josh, one more 2M. 01:16:02
Information discussion Action to approve the award of contracts for design site and spoil. 01:16:06
Investigation and installation services in response to requests for qualification. 01:16:11
Number 08142025. 01:16:16
Or the Pinal Creek Waterway cesspool project. 01:16:20
And that will be to Premiere Environmental Products LLC, Mac. 01:16:23
Connell and associates. 01:16:28
PC Earthquest LLC DBA Earthquest. 01:16:30
Fleming Black Mountain Excavating and Wilbanks Excavating LLC for the term of November. 01:16:33
1825 through September 3026. 01:16:40
The total aggregate compensation. 01:16:44
For all contracts not to exceed. 01:16:46
423,000. 01:16:49
728 dollars. 01:16:51
Chairman, Supervisor. So. 01:16:55
We if you look at this list, there are well, one. 01:16:57
They're all local contractors. We have two engineers. 01:17:00
Three soil evaluators, property evaluators in three, and two soil evaluators and three installers so. 01:17:03
The goal now is to go full into this and we've got people signed up for the beginning and. 01:17:10
To try to get this project done as quickly as possible, we have. 01:17:16
Randy Muller here from ADEQ. 01:17:19
And other than that, we've been working specifically with the governor's office on this, and Mandy's being pressured from the 01:17:22
governor's office as well. 01:17:25
To make sure this project goes really well. 01:17:29
And one of the biggest things for us also is this is a good representation for the work we've been doing with CSA with. 01:17:31
With WIOA and with the Azwifa. 01:17:38
To remove the. 01:17:41
Boundaries that keep us from getting. 01:17:43
Grant funds are 100% forgivable grant funds. 01:17:46
All this should hopefully be a good project to show how well this can work so that. 01:17:49
On more future funds come down that would be. 01:17:53
Thank you, Supervisor Humphrey. 01:17:58
No questions. 01:18:00
Supervisor Klein. 01:18:02
I'm glad to see the list. 01:18:03
Josh, I'm really glad to see the locals. 01:18:05
Participating in this. 01:18:07
And this is a big or has been a big conversation. 01:18:09
He said. I've had legislators. 01:18:12
Reached out to me already on this. 01:18:14
And so I'm hoping it'll go forward. 01:18:16
You know that we can. 01:18:20
Show what how it's all going to work and the benefits and. 01:18:21
Hopefully we can build on that. 01:18:25
For another round later, but. 01:18:26
Anyway, thank you for putting all this together and staying on. 01:18:28
Yeah. Thank you, Josh, and thank you for coming to. 01:18:32
So with that, I'll call for motion. 01:18:35
Mr. Chair, I'll make the motion to award. 01:18:38
The following contract in response. 01:18:40
Two requests for qualifications number 081. 01:18:43
42025 as follows. 01:18:47
Premier Environmental Products, LLC. 01:18:50
McConnell and associates. 01:18:53
PC Earthquest. 01:18:55
LLC DBA Earthquest Plumbing. 01:18:58
Black Mountain excavating. 01:19:01
And we'll bring to Excavating LLC. 01:19:03
For the term of November 18th, 2025 through September 30th, 2026. 01:19:06
With total aggregate compensation for all contracts not to exceed. 01:19:12
$423,728. 01:19:17
I'll second that. 01:19:22
OK, motion and a second to approve. Those in favor say aye. 01:19:23
Hi I very good item 2N. 01:19:27
Information discussion actually. 01:19:32
Determine the price. 01:19:33
For Gila County Department assessors, tax parcel number. 01:19:34
20529. 01:19:38
04 S. 01:19:40
That is owned by the State of Arizona and care of the board. 01:19:41
The supervisors. 01:19:44
Or a purpose related to transportation. 01:19:45
Pursue an ARS42-183-O. 01:19:49
3E and sell the subject partial to Gila County. 01:19:52
Authorized the removal of this parcel from the online auction list. 01:19:56
And authorized the chairman signature on the related. 01:20:00
Quit claim the Charlotte. What do we have here? 01:20:03
Good morning, Chairman and board members. So once a year, the Treasurer deeds over properties to the State of Arizona, care of the 01:20:07
Board of Supervisors. 01:20:10
When the property owners haven't paid their property taxes for seven years, when the Creek of the board receives that information, 01:20:14
we will review it and give it over to the Public Works. 01:20:19
Department and they will review those properties to see if the count. 01:20:23
County, city or any special taxing. 01:20:28
And use them for the purpose related to a public purpose related to transportation. 01:20:32
Or flood control. 01:20:37
This piece of property can be used for public purpose. 01:20:38
Public transportation purpose. 01:20:41
And it is located on a Cucina trail, which the county already maintained. 01:20:43
On September 16th, 2025, this agenda item was presented and tabled. Mr. Abel wanted to do some more research on the sales price. 01:20:48
Current current. 01:20:55
For $1.00 and the current lien amount is? 01:20:58
$566.03. 01:21:00
This agenda item is before the Board to determine the purchase price. The lien amount is the. 01:21:04
500 dollars $566.03 which includes a $200. 01:21:08
Treasury fee and a $50 per for the board fee. 01:21:14
Minus those two fees it is. 01:21:17
360. 01:21:20
3/16. 01:21:22
Dollars and three cents. 01:21:24
For the purchase price. 01:21:26
And that would be able to be appropriated out to the special district. 01:21:30
OK. Thank you, Charlotte. 01:21:36
Supervisor Humphrey. 01:21:38
I have no question. 01:21:40
Supervisor Klein. 01:21:42
So I take it this is just an easement? 01:21:45
Supervisor Humphrey and we're. 01:21:47
Getting or No no, this will. 01:21:49
Actually give the county control of all the roads, that is. 01:21:53
Currently known as. 01:21:56
Gina out in these. 01:21:57
Fairgrounds area. OK, OK. 01:21:59
End parcel that runs along that road. 01:22:02
But it's actually part of the road that has been maintained by. 01:22:04
OK, good deal. 01:22:08
Yeah, I have no questions. Sounds like we're just cleaning up some of our stuff. And so with that, I'll call for a motion. 01:22:11
Mr. Chair, I'll make the motion to sale assessors tax parcel number. 01:22:18
2052904 Asked to heal a county an amount. 01:22:24
Of uh. 01:22:29
What do you say 300 and? 01:22:30
$16.03. 01:22:31
Yeah. 01:22:33
And authorized the removal of this parcel from the online auction list, and authorized the chairman signature. 01:22:34
On a related quick claim deed. 01:22:40
OK, before I. 01:22:44
But I don't have a map. 01:22:46
Because like I say, I'm on the phone. 01:22:48
This is this is where I mean I got a parcel number but I don't have a map of where it is. 01:22:50
Cucina Trail. 01:22:56
Out by the fairgrounds. 01:23:00
It's it's out near the fairgrounds. 01:23:02
OK. Is it behind the fairground? 01:23:06
Is it on off a homestead? 01:23:09
Mr. Albo, do you have any? 01:23:14
Waited a public St. and there are some residential structures along Kachina Trail. 01:23:17
If you look at the agenda item. 01:23:23
It there There's some. 01:23:25
Residential structures, mailboxes and other things along that that roadway. 01:23:27
So it's in the vicinity of the Healing County Fairgrounds. 01:23:32
Where residents are located, I believe. 01:23:36
Basically to the north of the fairgrounds. 01:23:39
It it appeared to me as it's, it's just. 01:23:43
Part of an existing Rd. 01:23:45
It's just the side. 01:23:47
The the very edge of the road. 01:23:48
That is that we're purchasing, correct? It's a long strip that runs along the length of the. 01:23:51
It's 27 feet of Catina, true. 01:23:58
OK. 01:24:05
OK. All right, I'll check. 01:24:08
I'll second that. 01:24:09
OK. Thank you. We have a motion to approve and a second. 01:24:11
All those in favor say aye aye. 01:24:15
I I very good on to item 2O. 01:24:19

Through December 31st. 01:24:32
2027. 01:24:33
Supervisor Humphrey, this is your item. 01:24:35
Yeah, it was just time to put someone on. 01:24:39
This person I believe was recommended by Kathy. Is that correct? Kathy, you can nod your head. 01:24:43
But anyway. 01:24:49
Yeah. And so. 01:24:53
Yeah, anytime we get somebody to volunteer for. 01:24:54
Some of our. 01:24:58
Some of our extra. 01:24:59
Committees that we have. 01:25:02
I think it's a great thing, so. 01:25:03
That's all I have. 01:25:06
OK, Supervisor Klein. No, I'm good. I'll call for. 01:25:07
Mr. Chair, I'll make the motion to appoint Miss Sylvia Hernandez to the Gila County Personnel Commission. 01:25:11

I'll second it. 01:25:45
Motion and a second to approve. Those in favor say aye. 01:25:46
Aye, aye. 01:25:48
Item 2P is information discussion, action to receive and accept. 01:25:51
Board of Equalization hearing officer. 01:25:55

For the tax year 2026 hearings. 01:26:03
That were conducted on November 7th. 01:26:05
2025. 01:26:08
Charlotte. 01:26:10
Good morning, Chairman and. 01:26:11
Supervisors. 01:26:13
The Board of Equalization received 2 petitions of notice of. 01:26:14
Review of change. 01:26:18
For tax year 2026, the hearing was held. 01:26:20
And. 01:26:23
The hearing officer heard from the petitioners and the assessor's office regarding Parcel 305. 01:26:25
19/01 St. The hearing officer upheld the assessors evaluation so no change was made. 01:26:30
Regarding Parcel 303. 01:26:36
15001 Q The hearing officer upheld the assessor's. 01:26:38
Revised opinion of value. 01:26:42
The assessor agreed with Mr. Johnson's decisions and project. 01:26:45
Agreement The Boe. 01:26:49
With the with the hearing officers, the VOA. 01:26:51
Um, the BOE's review of the hearing officer's decision is limited and. 01:26:56
Can only be overturned if he violated state law or procedures. 01:27:00
Thank you, Charlotte Supervisor. 01:27:04
No. 01:27:07
Supervisor client. 01:27:08
I don't have any questions. 01:27:09
I do not. 01:27:11
As well. And so I'll call for motion. 01:27:12
Mr. Chair, I'll make the motion to accept the Gila County Board of Equalization hearing officers decisions. 01:27:16
Regarding appeal hearings that were held on November. 01:27:22
2025 for texture 26. 01:27:25
Property valuations. 01:27:28
I'll second it. Motion and a second to approve. Those in favor say aye. 01:27:31
Aye, aye. 01:27:35
Very good. I will now call for a motion to adjourn at the Huawei County Board of Equalization. 01:27:37
Reconvene at the Heva County Board of Supervisors. So moved, Mr. Chair. 01:27:43
I'll second it. 01:27:48
Motion a second to approve in favor say aye, aye aye. 01:27:49
All right, moving on to Item 3, which is our. 01:27:52
Consent agenda items there Items 3. 01:27:56
Through 3F. 01:28:00
Supervisor Humphrey, would you like to discuss any or? 01:28:02
More of. 01:28:05
These items separately. 01:28:06
No, I'm fine. 01:28:10
Supervisor clients in question. No, I'm good. 01:28:12
OK. I'll call for a motion. 01:28:14
To accept the consent agenda items 3A through 3F. So moved, Mr. Chair. 01:28:16
I'll second it. Motion to approve. Those in favor say aye aye. 01:28:24
Very good. We're on to call to the public. 01:28:31
Anyone here in the globe that wishes to speak? 01:28:34
Before the board. 01:28:38
Doesn't look quite good, Cassandra. 01:28:39
I believe we have today. 01:28:43
Excellent. And Lisa, you look lonely. 01:28:45
Thank you. 01:28:51
Move on to our. 01:28:53
Reports management Love. 01:28:55
Mr. Chairman, last Friday attended the county managers and administrative meeting. 01:29:03
CSA tomorrow night be attending small counties meeting at Donna Pinks at CSA and also CSA board meeting. 01:29:08
On Thursday. 01:29:16
Last week I want to. 01:29:18
A few weeks ago I reflected to mention that. 01:29:20
I had attended a. 01:29:23
Ribbon cutting. 01:29:24
Or a new road. 01:29:25
That had new paved Rd. down in. 01:29:27
Hayden Winkleman area. 01:29:29
And ashes. 01:29:31
Spectacular event. They sent me a. 01:29:33
With 10, so I'll give those two. 01:29:35
Get you those boards so you can help commemorate. 01:29:37
That wonderful event down in Hayden Winkler. 01:29:39
I did want to. 01:29:43
There's been a question about our work session meetings. 01:29:46
For next week. 01:29:48
And I. 01:29:50
There's a conflict with one of the board members for holding that meeting, and if it would be all right, we'd like to reschedule 01:29:53
next week's work session. 01:29:56
Meetings to a subsequent. 01:30:00
Time. 01:30:03
Is there any questions? Any thoughts on rescheduling that I would appreciate. 01:30:04
Bosons well. 01:30:09
Being the chairman, I. 01:30:11
We need to have a full board. 01:30:13
To discuss the items that were mentioned. 01:30:14
And so yes, cancel next. 01:30:17
Tuesday, however. 01:30:19
I believe I'm willing to accept any other days of the week besides Tuesday that we can add in. 01:30:22
OR and OR make our Tuesdays longer if needed. 01:30:29
Have a break for lunch and then have work afternoon or something about we need to be about the business of the county so. 01:30:34
Whatever that takes. 01:30:41
OK. Thank you. 01:30:43
OK, all right, so we will. 01:30:44
Charlotte, go ahead and cancel next week's session. 01:30:48
And want to wish everybody Happy Thanksgiving. 01:30:51
Throughout our throughout. 01:30:55
We're still recovering and wish everybody the best and. 01:30:57
Enjoy your time with families and friends. 01:31:01
Through this holiday season. 01:31:03
Thank you, Mr. Adam. 01:31:05
Thank you, Supervisor Humphrey. 01:31:06
Yeah, I don't have much going on. 01:31:09
I don't know, I guess what's on the work session for. 01:31:12
Next week is what? 01:31:16
I don't know the importance of it. 01:31:18
And apparently we just canceled it. 01:31:21
So I I guess I I'm. 01:31:23
I have no choice but to be in a grant because I don't know what's on next week. 01:31:26
Work session. 01:31:30
Yesterday, next week we were going to be discussing. 01:31:31
Procurement. 01:31:34
And we were also going to be discussing. 01:31:36
What else? Was it the five year plan? 01:31:39
The five year plan. 01:31:41
And Supervisor Klein is unable to be here next week. And I think it's important. 01:31:43
That we are all present for that discussion. 01:31:47
OK, yeah, that's fine. I was not aware that he wasn't going to be here either. 01:31:51
OK, that's fine. 01:31:57
Do you have a report, Sir? 01:31:59
I don't OK Supervisor Klein. 01:32:02
So thanks for putting off. 01:32:06
Next week. 01:32:07
That'll that'll be good. 01:32:08
We could go, I attended Wir. 01:32:11
Zoom meeting had good discussions on that is a recap from the California meeting. 01:32:13
And went well. 01:32:19
And then last. 01:32:21
Last week. 01:32:24
I got to sit in and be a part of a discussion at the Vet Center with Kathy. 01:32:26
And Lacey up there on. 01:32:31
From uh. 01:32:33
Wounded lawyer. 01:32:34
Project. 01:32:36
Andrew, one of the directors of that, that was a really good discussion. And other than that. 01:32:37
ECO meeting tomorrow. CSC meeting. 01:32:44
The next day and go from there. 01:32:47
Thank you. 01:32:50
Very good. So yesterday I was on Camel G my regular monthly. It went very well. 01:32:51
If anyone knew Bill Armstrong? 01:32:57
He's a local legend, I guess you could say up in. 01:33:00
Northern Arizona, especially with the rodeo. Been the rodeo boss for decades. 01:33:04
And he passed away and they had a. 01:33:09
A funeral for him at the casino. 01:33:12
And it was. 01:33:14
Must have been. 01:33:16
Clearly 350 people there or more. 01:33:17
So quite an influence on the on the local. 01:33:19
Area there. 01:33:23
And so I was able to attend that. 01:33:25
And also also attended the rural ground. 01:33:27
Meeting that was held. 01:33:30
In Mesa. 01:33:32
And that was on the. 01:33:35
Thursday or Friday? 01:33:37
Can't remember. 01:33:38
And. 01:33:41
I had mixed feelings about it. 01:33:44
The point of the group. 01:33:48
Is to try and look at solutions for. 01:33:52
Hasten's rural groundwater. 01:33:55
Issues. 01:33:57
And some of the counties have significant issues where others don't. 01:33:58
There was a lady, her last name is Migdal. 01:34:03
And she works with EU of A. 01:34:07
Water Resource. 01:34:09
Deal and. 01:34:12
She produces this document which I'm happy to give to anyone that likes it. 01:34:14
And this one specifically says accounting. 01:34:20
There's fifteen of these 15 different reports. 01:34:23
And they give little charts, pie charts and different things about. 01:34:27
Supply demand. 01:34:30
Use of water, agriculture, blah blah blah. 01:34:32
And everyone is unique. 01:34:34
Everyone is different, every county. 01:34:36
Has its own situation, so the state of Arizona was there. 01:34:39
And several of the. 01:34:42
Several. Quite a few. 01:34:45
Supervisors were there from other counties. 01:34:47
So the feeling that I got that it was fairly. 01:34:51
It was fairly weighted toward the more liberal approach. 01:34:56
To water management, which is what the governor is attempting to do by appointing. 01:35:01
Amas and just. 01:35:07
Designating them in areas she feels at risk. 01:35:08
There was some discussion about the pros and cons of that. 01:35:12
And. 01:35:16
One lady. 01:35:17
That lives in Wilcox, which there is an AMA in the Wilcox area. 01:35:17
The AMA. 01:35:22
Has the ability to stop any future irrigation. 01:35:24
Development. 01:35:30
And. 01:35:31
They felt that that was helpful. 01:35:34
Because of the amount of water that is being pulled out of the aquifer. 01:35:36
Which is very significant and troubling. 01:35:40
But then it also hurts small business and small. 01:35:44
Property owners, this woman, actually, she was on a discussion panel. 01:35:47
They own a winery, a vineyard. 01:35:51
I should say in. 01:35:53
And they want to expand and they are low water usage. 01:35:56
Company. They use Drip. 01:36:00
They want to expand. They just, I don't know how much you know, they want to expand a couple acres, 5 acres doesn't matter. 01:36:02
And they're frozen in that they're. 01:36:07
Property rights are literally taken away. 01:36:10
With no. 01:36:12
Way of. 01:36:14
Of dealing with that. 01:36:17
Because the state just determines that's the way it's going to be. 01:36:19
So I believe that. 01:36:23
There's going to be some legal challenges to the the way the governor is operating it at the moment. 01:36:26
If the governor is reelected, I can. 01:36:31
Anticipate that she will continue to be. 01:36:34
Doing more and more. 01:36:37
Of this kind of thing. 01:36:38
And so I had the opportunity to speak. Unfortunately, I was the last county to speak. 01:36:40
And so we had Shirley die and. 01:36:46
Andrew Costanzo was also there and they spoke. 01:36:48
That I was able to express that. 01:36:51
Each county is different and. 01:36:53
Things should be considered different. 01:36:55
In other words, the one-size-fits-all, which the state guarantees they're not going to do. 01:36:58
And also the local control, which what I meant by that was the Board of Supervisors. 01:37:03
Controlling what goes on in the county when it comes to the water. 01:37:08
Which we don't right now, and which the state is not willing to give up. 01:37:12
That that would be a consideration so that. 01:37:16
Anything that is done in the county. 01:37:20
Would have to pass. 01:37:22
Through, at least at some level, the Board of Supervisors approval. 01:37:24
And instead of. 01:37:29
The proposed. 01:37:32
Situation where? 01:37:34
The governor appoints citizens. 01:37:35
That she recommends to oversee. 01:37:38
The development of the various management. 01:37:42
Objective. 01:37:45
Gila County is. 01:37:47
Very unique in that and I just. 01:37:50
Think that that is not the proper approach. 01:37:52
Elected officials. 01:37:54
Need to represent. 01:37:56
The electorate. 01:37:57
And right now the count of the. 01:37:59
Arizona, uh. 01:38:02
The state of Arizona is very aggressively trying to. 01:38:04
Manage the situation through just. 01:38:09
Confiscation. 01:38:12
The confiscation of. 01:38:13
The use of. 01:38:15
Water. 01:38:17
Which I will agree is egregious in some places. 01:38:18
They're just literally pumping. 01:38:22
Thousands of gallons per minute out of certain counties. 01:38:25
And that is the issue. But in order to remedy that. 01:38:29
You cannot. 01:38:32
Trample over all. 01:38:34
Constitutional rights and so. 01:38:36
I expressed what I could. 01:38:40
And let's edit that. 01:38:42
So that's what. 01:38:45
That's my. 01:38:47
So there's no other reports. 01:38:48
They have addition to mine. I'll be the. 01:38:52
Meeting tonight. 01:38:55
Tea Party tonight and Payson either surely die for. 01:38:56
That that Lady is, I would call her. 01:39:04
A real warrior. 01:39:08
Toward. 01:39:10
The water issues and I think she's very involved. 01:39:11
And active and so appreciate that. 01:39:15
Umm, she's got more energy than most of us so. 01:39:21
If there's nothing else, we're going to move right into the work session that we have today, and that's item 6. 01:39:25
It's just information and discussion to review the proposed changes. 01:39:30
So the heal county fairgrounds and provide direction. 01:39:34
To staff Joseph, what do we have today? 01:39:37
As you mentioned. 01:39:48
Chairman were just informatively going to. 01:39:49
Press through some of these slides. 01:39:52
Essentially what we're trying to capture is. 01:39:54
Some discussions to include a Board of Supervisors meeting that we've had over the past couple of months. 01:39:56
That also included a walkthrough with. 01:40:01
Some of the stakeholders. 01:40:04
And to visually represent some of those discussions and. 01:40:05
Potential changes. 01:40:09
And part of that is to also shore up any additional. 01:40:11
Changes or ideas? 01:40:15
And we're. 01:40:17
All ears to be able to take that in. 01:40:18
So just so that we're on the same page, the orientation. 01:40:24
Of the fairgrounds, of course, off to the left you have the two arenas. 01:40:27
Off to the far right of the image. 01:40:31
You have what is the old racetrack? 01:40:34
And then to the South of the image. 01:40:36
Slightly left is the prison. 01:40:39
Everything in between. Most people are pretty familiar. 01:40:41
We just want to get orientation before we start zooming into some of the other images. 01:40:44
Here highlights some of the utilization for those faces. 01:40:53
Again. 01:40:58
Some of the transitions over the years. 01:40:59
The racetrack on the far right multi used grounds. 01:41:02
It's been. 01:41:06
Utilized significantly over the past couple of years, especially with the. 01:41:08
Fair The Fair committee. 01:41:12
Or the Hill County Fair. 01:41:14
We've used it for overflow parking. 01:41:16
We used it for mud. 01:41:18
Concerts. 01:41:21
Anything that you can pretty put your pretty much put your mind to that would utilize. 01:41:23
A large amount of space or needing to land a lot of people, that's what we use it for. 01:41:27
Of course we've got the grand. 01:41:33
The exhibit hall. 01:41:35
Parking RV lot. 01:41:36
And then the livestock arena. 01:41:38
Higher or two arenas in that. 01:41:40
That area. 01:41:42
And then towards the South we have the livestock support. 01:41:43
And that's where. 01:41:46
They used to hold a lot of the. 01:41:48
Racehorse. 01:41:51
Stock there. 01:41:52
Some of the recommendations that. 01:41:57
Received from the. 01:41:59
Board of Supervisors and other stakeholders is rodeo events area reconfiguration. 01:42:01
Looking at supporting 250 covered or. 01:42:07
Other optional styles, roughly 10 by 10 fresh sand in both arenas. 01:42:10
Equipment to maintain arenas. Shade structures at both arenas. 01:42:15
New livestock stalls 175 plus in 4H areas. 01:42:18
Now these recommendations, again, they're just concepts right now. 01:42:23
So there's nothing really hitting the ground. 01:42:26
We're just trying again. 01:42:28
Give the feedback that we received from the stakeholders. 01:42:31
And ensure that we're on the same path. 01:42:34
One of the other things that we've covered in the past is the potential for relocating the mobile arena. 01:42:40
And this is one of the potential reconfigurations. 01:42:45
And possibilities, right? So we step into that rear area for parking. 01:42:48
And then we're. 01:42:53
The parking is in this image. 01:42:55
Relocating the mobile arena. 01:42:57
And reconfiguring it so that we can repurpose or. 01:42:59
Strategically use the stock pins. 01:43:02
And we've had a great deal of discussion over that. 01:43:05
Really good site visits of. 01:43:08
Opinions and perspectives and. 01:43:10
Would be most effective. 01:43:12
But essentially. 01:43:13
It would. 01:43:14
Optimize the the space to be able to have. 01:43:15
Participants staying with participants you know, staying in their area. 01:43:19
And also creating a division between the Hitler. 01:43:24
And animal and all that. 01:43:28
Being able to stay away from each other, no contact or minimizing it. 01:43:30
Again, just a concept, we're exploring other options as far as how we can reconfigure that. 01:43:34
We zoom back out and then we're going to come back into. 01:43:44
The livestock area. 01:43:48
Some of the recommendations was to look at the potential. 01:43:49
Or demoing these facilities. If we demo these facilities. 01:43:52
Although they're still in use. 01:43:56
We would have to. 01:43:59
Find a. 01:44:00
And create more space for livestock. 01:44:01
Whether that's something mobile. 01:44:03
That's something that we still have to be able to bring before the Board of Supervisors to solidify. 01:44:05
What that looks like. 01:44:09
But we are looking at the potential of demoing that. 01:44:11
And what that allow us to do? 01:44:18
Again, this is just concept from feedback. 01:44:19
Nothing set in stone here. 01:44:21
But it gives us an idea to kind of look forward a little bit. 01:44:23
We could use it for parking. 01:44:26
More dry camping. 01:44:28
And livestock support and additional stalls. 01:44:29
Now at the very bottom, you'll notice the dry camping expanded. 01:44:32
That expanded is just to be able to note that. 01:44:36
We are able to use that. 01:44:39
It's not an official partnership, it's designated as other land. 01:44:41
So we're not looking to do any critical infrastructure upgrades there and we're not looking to make any large investments. 01:44:45
In the past, it's been utilized for. 01:44:51
Disposal of concrete, dirt, material, tires. It was it was a pretty big mess. 01:44:54
We're starting to consolidate that and continue to. 01:44:59
Clean that up over the past couple of years for fair. 01:45:02
It has been a huge hit. 01:45:05
For dry camping. 01:45:07
Each. I think the the past two years has been exponential in in that utilization. 01:45:09
And a lot of positive feedback. 01:45:14
From that. 01:45:16
With that. 01:45:20
I'd be happy to take any questions or take on any recommendations. 01:45:21
OK. Thank you, Joseph. Supervisor Humphrey. 01:45:26
Yeah, Joseph, thank you much. We've gone over some of this before. I don't have. 01:45:30
It in front of me today but. 01:45:35
Like I say, we we do need in in speaking with. 01:45:38
You know some of the people that have been there. 01:45:42
And I talked to him about tearing down some of the old ones. 01:45:44
They did well, you know that. 01:45:48
Sometimes they do use them. 01:45:49
But kind of the way you drew it out with portables. 01:45:52
We can. We can. 01:45:55
Do a lot of storage for horses and things like that with portables. 01:45:56
Instead of the permanent one. 01:46:02
And create some more dry camp. 01:46:04
In areas like that. 01:46:06
And I guess what my main focus is on our big events like. 01:46:09
Junior high school rodeo. 01:46:13
And then that roping that we had here not too long ago. 01:46:15
Because those bring in an awful lot of people to our community so. 01:46:19
So I would say their recommendations would probably be. 01:46:24
Best in my book. 01:46:28
On what they would need. 01:46:30
And what they would want. 01:46:31
To in order to bring their function. 01:46:33
Chehal County. 01:46:35
Yes, Sir. Supervisor Humphrey, appreciate the feedback. We'll look at setting up a couple of meetings with those end users. 01:46:39
And see what else we can extract to improve. 01:46:45
Our our area. 01:46:48
OK, Supervisor Klein. 01:46:54
All good ideas, Joseph. 01:46:56
I, I, you know, I remember the day we all went and looked at the arena and. 01:46:58
And the issues there, that is. 01:47:01
That by all means is a well worthy. 01:47:03
Project SO. 01:47:06
When you look at the. 01:47:08
Fairgrounds as a whole, there's. 01:47:09
There's no end to what could really be done there. 01:47:12
But. 01:47:14
My question would be going forward is. 01:47:15
Money, yeah. 01:47:18
Dollars. 01:47:19
Do you, do we see any dollars out there that? 01:47:20
We could latch on to. 01:47:24
To start some of these projects I I know we couldn't do it. 01:47:26
The whole wishlist is. 01:47:31
It's going to be a working. 01:47:33
Project by all means. 01:47:35
But money is the big deal. Just. 01:47:37
From the sense of moving the arena around it. 01:47:39
A good chunk of change. 01:47:41
So that's just a question that I. 01:47:44
I have. 01:47:47
How much money can we put in there? Or is there other money grant monies out there that we can? 01:47:49
I for and get. 01:47:54
I don't know. 01:47:56
The other thing is, you know, like the old stalls, things like that. 01:47:58
I do know that some of those are still. 01:48:04
Can be used. 01:48:06
So if we jumped the gun too fast and went in there and mucked, the mountain didn't have money to do something. 01:48:08
To fill back in the space. 01:48:14
That could be an issue too so, but I do see lots and lots of promise. 01:48:17
Fun things for the fairgrounds. It's just the dollars. 01:48:23
I just asked some advice client. Appreciate the feedback and. 01:48:26
To your point, we're looking at some grants, we're looking at other funding sources. 01:48:29
Once we start solidifying some. 01:48:33
The concepts. 01:48:35
And CNN. 01:48:37
Where we can potentially want to move forward. 01:48:38
Prioritize it. 01:48:40
And get some more solidified. 01:48:43
Cost then we'll start having prior. 01:48:45
Deeper conversations on on what we want to prioritize. 01:48:46
So in your opinion, Joseph, do you think the arena would be at the top of the? 01:48:49
Moving it around, is that what you're kind of looking at? 01:48:54
If you know what this. 01:48:57
Big long list of potential projects. 01:48:59
Supervisor client. Yes Sir. 01:49:02
Reorientating that and making that an optimal space. 01:49:04
Won't just feed the the rodeo arena, but also future events such as the the fair. 01:49:08
Right. 01:49:13
OK. Thank you. 01:49:15
Yes, Sir. Thank you, Mr. Chair, if I may, being that money came up. 01:49:16
Mr. Menlove. 01:49:21
You know we got the. 01:49:23
High school rodeo finals Wanting to be here in 2026. 01:49:24
And we have a list of things that they're going to need in order to do that. 01:49:29
Do we have any money to do that? 01:49:34
Or do we have some money to be able to work towards that? 01:49:37
Mr. Chairman, Supervisor Humphrey. 01:49:42
I would make a recommendation that that is a. 01:49:45
It's one event. 01:49:48
But I'm looking at the money that we have to invest to sponsor that high school rodeo. 01:49:50
Event is an investment in the future and it's something that. 01:49:55
Would be required. 01:49:58
To put on other. 01:50:00
Similar events. 01:50:02
Whether they're. 01:50:04
High school or whatever age, this is something that we have to do to those. 01:50:06
Go to your arenas. 01:50:09
And so looking at it as a long term investment. 01:50:11
For the county and the functionality. 01:50:15
Of being able to sponsor those events. 01:50:17
I would recommend that we use the LATCF. 01:50:19
Funding, uh. 01:50:22
For this specific one, it might be. 01:50:23
I was thinking a quarter $1,000,000. 01:50:26
Of an investment that we would have to do to. 01:50:29
Orient the arena. 01:50:31
And exchange out the dirt they're. 01:50:34
The dirt that got in there was. 01:50:37
At the base level had. 01:50:38
Large rocks in it. 01:50:40
Those have come to the surface, so we need to. 01:50:41
Get rid of that. 01:50:43
Have a new base. 01:50:45
Safety of the. 01:50:46
Event participants. 01:50:48
So. 01:50:50
Just in my mind a quarter $1,000,000 investment. 01:50:51
For this event in March. 01:50:55
And other. 01:50:57
Events similar in the future at car grants. 01:50:59
Thank you very much. That's. 01:51:03
That's encouraging and positive. I appreciate it very much. 01:51:05
Thank you. 01:51:08
You about, Joseph? 01:51:09
Very close to the exact center of your. 01:51:13
Aerial photo is a place that you've listed as parking. 01:51:17
Is that paved? It's in the. 01:51:21
It's in between the RV and. 01:51:24
The the big building there. 01:51:26
And I'm looking at it. 01:51:29
Yes, Sir. Is it paved? 01:51:31
I it is not so currently as it sits, there are facilities in its place. 01:51:33
These ones that are up in the red. 01:51:38
If we were to demo it. 01:51:40
It would then be just dirt. 01:51:41
No, I don't think you understand what I'm talking about. 01:51:44
It's that one, right? 01:51:48
Like straight up from the center. 01:51:49
Yes, Sir, just behind our main pavilion. 01:51:51
So it it it was paved at some point. 01:51:54
Currently the asphalt is. 01:51:59
Degraded to the point of. 01:52:01
At best, rubble. 01:52:04
Yeah, Uh-huh. 01:52:06
But it's it's still. 01:52:07
Usable for. 01:52:09
For parking overflow. 01:52:11
Yes, Sir. So I like the movement of the arenas. I think that makes it a lot better sense. 01:52:12
And adding parking where? 01:52:19
The one is right now. 01:52:21
Is there room around there for vendors though like? 01:52:23
I know the rodeos I've been to, there's lots of places you can purchase things end by end. 01:52:26
Booths. Is there enough room to? 01:52:31
To really. 01:52:33
Have that element into that area. 01:52:35
Surprise Christian, there sure is. In between the parking there and what you'd see. They'll be the lower arena. 01:52:37
There's a fenced off area. 01:52:42
That's been used as a beer garden or a vendor area. 01:52:44
And it's perfectly suited for something like that. 01:52:48
OK. Because I know up in Payson there's lots of vendors and that's a good. 01:52:51
Way of first of all. 01:52:56
Getting some money. 01:52:59
Cash flow. 01:53:00
For the and then people that go to rodeos, they were shocked. 01:53:01
Do so. Yes, Sir. 01:53:05
Food and everything else OK. 01:53:07
I really do like the movement of the arena. 01:53:09
That to me looks good. 01:53:12
And making the arenas functional with. 01:53:13
The sand. 01:53:16
And the stands and. 01:53:18
A parking necessary for that. 01:53:20
Because I see this as a project. 01:53:22
Place this. 01:53:25
Fairgrounds is something that. 01:53:26
We will be. 01:53:28
Adding to over. 01:53:29
Many more. 01:53:30
Years. 01:53:31
Yes, Sir, as we work on it so. 01:53:32
As far as the demolition of the other? 01:53:35
Stalls that were part of the racing. 01:53:38
Aspect I would say that. 01:53:41
If they're not hurting anything. 01:53:45
Don't spend money there just yet. 01:53:47
If we don't have excess money. 01:53:49
And when we need those gone. 01:53:52
Maybe make those gone at that point. 01:53:54
Or pull down 1A year or two a year or something like that. 01:53:56
So yes, Sir. 01:53:59
What's that bigger area here that's axed out? 01:54:01
On that. 01:54:06
This bigger. 01:54:09
Area. Yes, that area was used for. 01:54:10
Material storage. 01:54:13
They're running the race tracks different. 01:54:15
Material still is used as kind of just a lay down yard. 01:54:17
Any kind of material that. 01:54:21
Either public works has or facilities. 01:54:22
You just kind of. 01:54:25
Alright, anything else? Supervisor hump? 01:54:28
I think I'm good. 01:54:33
Anything else as a client? 01:54:35
No. Good job. 01:54:37
OK. So you got your direction and I appreciate that. So with that, I'll adjourn the meeting. 01:54:40
Thank you. Thank you. 01:54:45
