Welcome to the Board of Supervisors meeting. It is Tuesday, December 2nd, 2025. It's about two minutes after 10. 00:00:01
Good to see everyone here today. 00:00:09
We do have this morning. 00:00:11
I've asked Aaron Kadiga to lead us in the pledge, which we will do in a second and then after that. 00:00:14
Mr. Lance Marble from the Payson CCV is here. You just go ahead and offer a prayer after the pledge, Sir. Thank you. 00:00:20
All right, if you would. 00:00:28
I pledge allegiance to the flag of the United States of America. 00:00:33
And to the Republic for which it stands. 00:00:37
One nation under God. 00:00:40
We thank you for an absolutely beautiful morning. 00:00:50
I think one of the most beautiful places in your creation. 00:00:53
We thank you for the work of. 00:00:57
County supervisors. 00:00:59
We pray your blessing. 00:01:01
On their decisions. 00:01:02
Their deliberations in the state. 00:01:04
Father, we pray that you would give them the wisdom. 00:01:07
And there's things that you would give them discernments. 00:01:10
And stretching. 00:01:14
The amount of dollars they have to make the most benefit for the residents of the. 00:01:16
We pray that you would give. 00:01:21
Everyone involved. 00:01:23
Today. 00:01:24
Understanding. 00:01:26
And patience. 00:01:27
Did she would it all resolved to. 00:01:29
Hear what other people say. 00:01:31
And to understand other viewpots. 00:01:33
Thank you, Father again for the opportunity. 00:01:36
To live in this day, help us. 00:01:39
In the most productive needs. 00:01:42
Thank you. 00:01:45
OK. 00:01:47
We let me write a note here. 00:01:55
Hey, we're gonna start. 00:02:01
Item 2A. 00:02:02
It's information, discussion action to improve an economic development agreement number 20260152 between. 00:02:04
Gila County and the Hayden work woman. 00:02:10
Unified School District 41. 00:02:13
In the amount of $2000 to. 00:02:15
Unified School District, which the Board is determined to be for the benefit of the public. 00:02:18
We decline. Thank you, Mr. Chair. 00:02:22
Every year I've supported. 00:02:26
High school learner. 00:02:28
Basketball team. 00:02:29
On their travels to. 00:02:31
To uh. 00:02:32
Different games and whatnot and that's what this is for. It's to help them with that and then uniforms if they need be. 00:02:34
And it's going to come out of constituent dollars. 00:02:40
Any questions? 00:02:43
Surprise, Humphrey. 00:02:45
I have no question. I have no questions. 00:02:47
Sounds like a good cause. Thank you. I'll ask for a motion. 00:02:49
Mr. Chair, I move to approve economic development. 00:02:53
Agreement number 202. 00:02:56
6-0. 00:02:57
152 between Wheel County and the Hayden Winkelman. 00:03:00
USD #14. 00:03:03
Which the Board has determined to be for the benefit of the public as present. 00:03:05
Mr. Chair, I'll second that. Thank you. We have a motion and a second to approve. Those in favor say aye, aye. 00:03:10
All right Item 2B Information Discussion action Authorizing advertisement Request for proposal number. 00:03:16
11032025. 00:03:23
For the Russell Gulf Landfill Stage 3 expansion. 00:03:25
Aaron, are you presenting on this one? 00:03:29
Good morning, Christine. 00:03:37
Good morning. 00:03:39
Good morning, board members. 00:03:41
We are here today to talk about. 00:03:43
The issuing of the RFP. 00:03:46
For the landfill. 00:03:48
For self review. 00:03:51
Now we were here before you. 00:03:53
On November 18th. 00:03:55
We had quite a bit of discussion about the metal building that is. 00:03:57
At the landfill. 00:04:01
That needs to be removed. 00:04:02
So that we can expand the cell. 00:04:04
Based on the board's. 00:04:07
Discussion and direction. 00:04:09
We incorporated. 00:04:11
That RFP into the cell. 00:04:12
Three RFP. 00:04:15
What we're doing is we are going to be asking the proposers. 00:04:17
To look at. 00:04:22
Either um. 00:04:24
Dismantling. 00:04:26
The building which potentially could. 00:04:27
Then you repackaged. 00:04:31
And either sold. 00:04:33
Or donated. 00:04:35
Or potentially demolished. 00:04:37
We are going to be asking for cost proposals. 00:04:40
To address that building. 00:04:42
And depending on how those costs come out? 00:04:44
Then the county will decide. 00:04:48
Which option? 00:04:50
To use. 00:04:54
If you have any questions about the building, we can stop here or I can go ahead and talk about building the cell as well. 00:04:54
Continue. 00:05:04
OK. Thank you. 00:05:05
So as you know. 00:05:07
That we built. 00:05:09
You spell A and it opened in November of 23. 00:05:10
That cell had. 00:05:16
Quite a few unanticipated challenges when it was built. 00:05:18
And based on my review of the reports, ultimately we built half a cell. 00:05:22
Not a fulfill. 00:05:28
In addition to that. 00:05:30
The face, which is where they compact. 00:05:32
The different debris. 00:05:35
Is smaller than typical. 00:05:37
And so for a combination of factors. 00:05:40
And also the materials we receive. 00:05:42
How the design? 00:05:45
Came to be revised. 00:05:47
And uh. 00:05:49
Built. We're here today to talk about expanding the. 00:05:51
To the next cell. 00:05:55
And so we're requesting your approval to issue an RFP. 00:05:57
For the expansion of. 00:06:02
C but. 00:06:04
3B. 00:06:06
OK, OK. 00:06:07
Thank you, Supervisor Humphrey. 00:06:10
I guess the question that I have is I was under the impression that. 00:06:13
The 3A. 00:06:17
Had a smaller footprint than was expected. 00:06:21
And so now we're starting into 3B. 00:06:25
So if 3A was supposed to be this big. 00:06:28
And then 3B was supposed to start here. 00:06:30
Can be this big? 00:06:33
I guess my question is. 00:06:35
In 3B, are they going to finish? 00:06:37
What the expansion should have been? 00:06:41
And three, A and continue. 00:06:43
With 3B. 00:06:46
Or are we still going to end up? 00:06:48
Short ended. 00:06:51
On a cell 3B. 00:06:53
I'm going to refer to. 00:06:57
Thank you, Aaron. I don't want to guess. Yeah, no, I'm. 00:06:59
That's fine. 00:07:01
Hey. 00:07:02
Yes, so supervisor. 00:07:09
In response to your questions, so the. 00:07:11
The completion and construction. 00:07:13
Of cell 3B. It's not going to be any kind of a partial cell, it's going to be the focal. 00:07:16
Completion of cell 3. 00:07:21
Which will allow us to complete the original. 00:07:23
Permitted footprint from back in 2009. 00:07:26
As well as. 00:07:29
Continue the elevation upward. 00:07:31
On the current 3A when we can access that. 00:07:33
OK. Thank you. 00:07:37
Coin. 00:07:42
So so the way I understand it in Aaron. 00:07:45
Jump up there again. 00:07:48
Yes, OK. 3A was only half a cell, so we're going to take the other half of that and the rest of the room. 00:07:52
What we originally allotted for the. 00:07:58
The sales, right. 00:08:01
It'll all be cell. 00:08:02
3B. 00:08:05
That's correct When? 00:08:06
When Cell 3 was originally designed. 00:08:08
And this is going back. 00:08:10
Many, many years. 00:08:12
It was originally designed as a as just self. 00:08:14
And when 3A was constructed. 00:08:18
For what we understand is just numerous factors. They decided to split it and build cell 3 ultimately in two parts. 00:08:21
So that it's finishing that overall footprint, it would basically be we would. 00:08:29
Upon completion of that construction, we're operating in the full cell. 00:08:35
OK. So with that in mind, that's going to just buy us a lot more time than we would normally have had. 00:08:39
For 3B. 00:08:44
Right. 00:08:46
Or what's left? Yes, it's it's gonna bias. 00:08:47
Essentially, the remaining projected time for all of. 00:08:50
OK. Thank you. 00:08:55
So Aaron, what projected time is that? 00:08:57
In in conversation with our engineers and there's. 00:09:01
A few factors that ultimately play into it. 00:09:05
Conservatively, the estimate that we've discussed with what we've sent in our our tonnage reports of what how we're taking in 00:09:09
waste now. 00:09:13
We're anticipating approximately 11:50. 00:09:17
But I would say conservatively you could you could say. 00:09:21
OK, yeah, this is the sort of the. 00:09:26
Second emergency in two years at Russell Golf so. 00:09:29
Right. And and that's where we've been incredibly careful throughout this process and working with our engineers. 00:09:33
To estimate. 00:09:40
Exactly what we're going to be able to get out of that permitted airspace. 00:09:41
And in calculating how we're bringing in tonnage today versus how we were in the past? 00:09:46
Due to the fact that we encountered that accelerated rate. 00:09:51
Which has consumed a lot of our existing airspace. 00:09:55
OK, So what happens in 10 years? 00:09:59
So ultimately in 10 years. 00:10:04
As cell 3 is. 00:10:08
Going to be nearing completion. 00:10:10
One of the conversations and it's not a conversation that. 00:10:13
Gonna have to happen 10 years it's a conversation that. 00:10:16
We need to start having in in. 00:10:19
Really thinking about once we're putting trash into. 00:10:21
Cell 3B is we want to ultimately discuss what does the county want the long term future. 00:10:26
Of Russell Gulch to be because when you look at it in terms of. 00:10:32
You know that I believe it's an 88 acre site. 00:10:35
The space that you have for expansion is ultimately running out, so the county is going to have to. 00:10:39
Start talking about when we go beyond that 10 year picture. 00:10:45
What do we ultimately? 00:10:49
You know want to do going. 00:10:50
Forward does that involve potentially reciting does that? 00:10:52
Potentially involve. 00:10:56
Using a transfer station. 00:10:57
And those are conversations that we're all going to have to have to determine how that goes. 00:10:59
Right. And in my opinion, it needs to happen with this board right now with these employees that conversation needs to take. 00:11:05
Or now, so that it's not an emergency 10 years from now. 00:11:12
We have a plan. 00:11:18
And I. 00:11:19
And I could agree with that, you know, in, in terms of landfill. 00:11:21
When you're talking about the permitting process. 00:11:24
The regulatory process, you can't just. 00:11:27
Go out and say we want to go and build the landfill. You know, there's a whole process. 00:11:29
That goes into it and some of these permits and approvals, you know when you're talking about especially going into reciting. 00:11:34
You know these are some of these are kind of multi year processes that. 00:11:41
You know it's going to benefit the county if we start putting together that long term plan now. 00:11:45
Versus waiting several years down the road and then we're back in front of the board again later. 00:11:51
And finding ourselves in another. 00:11:56
In another situation at this time. 00:11:57
Yes, Sir. 00:12:03
Aaron or Christine, either one of you. 00:12:04
How much money do we have to put into this? 3B. 00:12:07
Self. 00:12:10
Enterprise money. 00:12:13
So we have. 00:12:14
Excuse me? 00:12:16
$2,000,000 budgeted. 00:12:18
For this cell. 00:12:20
However, we do have some in reserve. 00:12:22
Should we exceed that? 00:12:25
Budget. Umm. 00:12:27
And I don't remember the cost of what we spent on 3A, but I. 00:12:30
I do remember is quite a chunk of money. 00:12:34
I I believe if. 00:12:38
If I remember correctly, 3A at the time that it was budgeted was originally and I believe this was in 2013. 00:12:39
Was budgeted to be $1,000,000. 00:12:46
And ultimately, by the time it was built in 2023, it was closer to 3. 00:12:48
Uh-huh. 00:12:53
For half the cell that we needed. 00:12:55
That's correct. 00:12:58
So there's a potential there that Enterprise Fund won't have enough money to cover 3. 00:13:01
B. 00:13:06
I don't believe that's the case at this time. 00:13:09
Point in time. 00:13:12
But it will be close. 00:13:14
OK, well we'll see when we're running this request for. 00:13:16
Also thank you. 00:13:20
Yes, Sir, Mr. Manlow has some. 00:13:23
Go ahead, supervisor. 00:13:26
OK, Yeah. 00:13:27
My question was with. 00:13:29
You and Mr. Minolas. 00:13:31
It seems like. 00:13:32
Years ago we looked at some maps and there was. 00:13:33
Quite a bit of property. 00:13:36
Around our landfill that was for sale. 00:13:38
And so perhaps now that. 00:13:42
Christine is here. 00:13:43
Maybe look at those maps again. 00:13:46
From the board kind of stating that the. 00:13:50
Something they're interested in. 00:13:53
Discussing the future. 00:13:55
We've discussed that in the past and so. 00:13:58
Being maybe with Christine, maybe. 00:14:00
Look at some of those maps. 00:14:03
And maybe start pursuing that. 00:14:05
Thank you, Mr. Chair. Thank you, Mr. Minimal. Yes, thank you, Supervisor. 00:14:08
Hopefully that is prudent and very wise to recommend that and. 00:14:11
We will certainly do that. 00:14:15
I wanted to point out that if I remember the. 00:14:17
The conversation that we had on Cell 3A that it was. 00:14:19
About 3, maybe north of. 00:14:22
$3,000,000. 00:14:24
But it cost to put that in, but a lot of that was the infrastructure. 00:14:25
And enabling us to. 00:14:28
Do the expansion of cell 3B. 00:14:30
And that is expected that. 00:14:32
It would be about half. 00:14:34
Of what the cost extension for cell 3A was. 00:14:36
Sofas 3 million. 00:14:39
The expectation a few years back was about a million and a half. 00:14:40
For the expansion costs so. 00:14:43
I I feel comfortable with what is. 00:14:46
Given to us as an amount. 00:14:48
That is set aside. 00:14:49
And you know, we've had some inflation, things like that since, but. 00:14:51
We're probably in the neighborhood of where we need to be financially. 00:14:55
To do the expansion of self. 00:14:59
3B. 00:15:01
OK, anything else you want to? 00:15:03
I'm good. 00:15:06
OK, and I think I'm fine too, so. 00:15:09
I'll call for motion. 00:15:12
Mr. Chair, I'll make the motion to authorize the advertisement of. 00:15:14
For proposals number 11032025. 00:15:18
Is in it Mr. Gerald Second. 00:15:22
Motion and a second to approve. Those in favor say aye. 00:15:25
Aye, thank you. 00:15:29
Thank you both. 00:15:30
Alright, 2C is information discussion action approved and. 00:15:32
Intergovernmental. 00:15:36
Intergovernmental agreement between the city of. 00:15:37
Apache Junction. 00:15:40
And Hila County Community Services Housing Services Division. 00:15:41
To receive Community Development Block Grant allocations through. 00:15:45
Central Arizona governments. 00:15:48
For fiscal year 2027. 00:15:51
And fiscal year 2026? 00:15:54
And that's. 00:15:57
To Gila County and to. 00:16:00
The city of Apache Junction. 00:16:02
And we don't have Jacqueline, Paula. 00:16:04
Good morning. 00:16:07
Good morning, Chairman, members of the Board. 00:16:08
Yes, you have me today. 00:16:10
This is one of our communities service. 00:16:13
Programs. 00:16:15
And the central Arizona government, which is CAG. 00:16:16
Has provided these funds. 00:16:21
And we believe in. 00:16:23
It's in the best interest to both parties. 00:16:24
If one year we get. 00:16:27
All the funding and then the additional year. 00:16:29
They get all the funding because it makes sense to. 00:16:31
Not to split it up. 00:16:34
You can do more with. 00:16:35
With more each year that we are actually providing the service so. 00:16:37
We've done this for many, many years so. 00:16:43
We're asking that you go ahead and. 00:16:46
Approve the DIG with them. 00:16:48
OK. Thank you, Supervisor. Humph. 00:16:51
Yeah, I think it's a great deal. We do that with some organizational government as well to help with. 00:16:53
Projects and then trade around to. 00:16:58
Get a bigger pot so. 00:17:00
Help with better projects so. 00:17:02
I think that's the. 00:17:04
After watching So good Deal. 00:17:05
Thank you, Paula. 00:17:08
That's a good deal. 00:17:10
Thank you, Paula. Promotion. 00:17:11
Mr. Chair, I moved to approve an intergovernment. 00:17:13
Agreement between the city of Apache Junction. 00:17:15
And the Heatwood County Community Services. 00:17:18
Housing service division to receive community. 00:17:21
Development block. 00:17:25
Grant applications as presented. I'll second that, Mr. Chair. 00:17:27
OK, motion and a second to approve. Those in favor say aye. 00:17:30
Hi. Hi. Thank you. 00:17:34
Paul And we have 2D information discussion action to approve amendment #2 the intergovernmental agreement contract number Ctr. 00:17:36
064793. 00:17:43
With the Arizona Department of Health Services to revise the. 00:17:45
Ice sheet for total contract amount. 00:17:48
Not to exceed $456,893. 00:17:51
And continue to. 00:17:55
Provide workforce development strategies to strengthen the public health workforce. 00:17:56
From December 1st, 2025 through November 30th. 00:18:00
27. 00:18:03
Thank you again. 00:18:06
This is one of our so I'm going to go back and. 00:18:07
Thank you, services. So this one is one of our health programs. 00:18:09
And it's just an amendment to continue to do these services. We utilize these funds to do workforce development in order to retain 00:18:13
our employees. 00:18:17
I We've built our own process of. 00:18:22
Collecting all of our training to ensure that we're. 00:18:26
We're building our employees. 00:18:29
Doing recruitment and keeping our. 00:18:31
So creating our own nurses and sanitarians and trying to make sure that our workforce is ready. 00:18:35
Whenever we need to utilize anything in public health. 00:18:41
So we ask that you go ahead and approve this for us. 00:18:44
Well, thank you for that. 00:18:47
So President Humphrey, yeah, no, just my apps up to you for organized. 00:18:49
All of the different funding projects. 00:18:53
That you get and have and make them all work with. 00:18:55
With the. 00:18:59
The accuracy that you do. So, thank you very much. 00:19:01
Thank you, Supervisor Klein. 00:19:04
Oh, I think that's good. 00:19:07
Strategy and. 00:19:08
Hopefully you don't have much for. 00:19:09
Turnovers and. 00:19:10
Yes, thank you. The training is quite. 00:19:12
You know, there's a lot of training in order to be a public health. 00:19:15
Professional umm. 00:19:18
And actually social recurring. 00:19:19
In feeding services so. 00:19:21
Thank you for. 00:19:23
Giving us this vote of confidence to continue. 00:19:24
You bet. Thank you. And I'll call for motion. 00:19:27
Mr. Chair, I'll make the motion to approve. Amendment #2. 00:19:31
To the intergovernmental agreement. 00:19:34
Contract number Ctr. 00:19:37
064793. 00:19:39
With the Arizona Department of Health Services as presented. 00:19:42
Mr. Chair, I'll second that motion and a second. 00:19:46
Those in favor? 00:19:49
He say aye. 00:19:50
Aye, aye. 00:19:51
Thank you. One more, Paula. 00:19:52
Any information discussion? 00:19:54
To prove funding agreement #214-26. 00:19:57
Between the Arizona Department of Housing and the Hula County Public Health. 00:20:00
And Community Services Department for total budget of 157,000. 00:20:04
$169 to continue providing. 00:20:08
Weatherization Assistance Program services through September 30th, 26. 00:20:12
Thank you, Supervisor. 00:20:17
One of the things with this funding agreement that I kind of wanted to bring to your attention is we did want to bring it to the 00:20:18
board. 00:20:22
To let you know that we will. 00:20:26
Whoever 157. 00:20:27
1000 to use. 00:20:29
But we are still waiting. 00:20:31
To see if we get an additional amount. 00:20:33
Because you'll notice that we did have. 00:20:35
Quite a reduction in the low income. 00:20:37
For the actual assistance, for energy assistance. 00:20:41
And there could be additional funding coming, but we want to make sure that we get. 00:20:45
Spending the 157 before. 00:20:50
That could possibly happen. This provides installation for energy assistance. 00:20:52
In homes for people that are low income. 00:20:57
So anyone in Kettle County? 00:21:00
So thank you and I appreciate you approving this and hopefully I will be coming back with. 00:21:03
Additional funds. 00:21:07
Because that, like money, is really, really important to our communities. 00:21:10
Right now it's really cold and we're looking at heaters and installing. 00:21:15
Heaters in homes and. 00:21:19
So some of these give us a small fix and some give us a big fix. 00:21:21
Earns all the money. 157 doesn't go very far. 00:21:25
So thank you very much for. 00:21:28
Thank you, Supervisor. Huh. 00:21:31
As I said before. 00:21:33
Congratulations on Gently. 00:21:34
All the different funding problems. 00:21:36
That you deal with. So thank you. 00:21:38
Mr. Clone. 00:21:41
I'm good. Thank you, Paula. Yeah, thank you, Paula. I will call for. 00:21:42
Mr. I move to approve the funding agreement number. 00:21:46
214-26 between the Arizona Department of Housing. 00:21:49
And the Gila County Public Health. 00:21:53
And Community Service department has presented. 00:21:55
And I'll take consent, Mr. Chair, motion a second to approve. Those in favor say aye. 00:21:58
Aye. 00:22:02
Thank you so much. 00:22:04
Next item is 2F Information discussion action to approve a. 00:22:07
Contract #21P NSTA 0415 Dash. 00:22:10
GC1. 00:22:17
The TM. 00:22:19
Acoustical panel. 00:22:20
Installation with Norcom. 00:22:22
Industries incorporated in the amount not to exceed 74,000. 00:22:25
$987.05 for the term of. 00:22:29
December 2nd, 25 through. 00:22:32
March 31. 00:22:34
26. 00:22:36
Good morning, Joseph. 00:22:38
When Chairman, Board of Supervisors. 00:22:39
This item authorizes acoustical. 00:22:41
Acoustical. 00:22:43
Panel installation at the Tommy. 00:22:44
Klein, Martin Complex and Payson earlier this year in acoustical assessment identified sound reverberation. 00:22:46
Issues in the hearing room and other spaces. 00:22:52
Which impacted the clarity during. 00:22:56
Recorded POS meetings, court proceedings and public meetings. 00:22:58
These improvements will reduce that echo, improve speech. 00:23:01
Recognition and also support accurate judicial reporting keeping. 00:23:05
The proposed cost for this work again is 74,900. 00:23:09
$87. 00:23:13
And five cents. The installation is going to be based on recommendations again from the Professional Acoustic Study. 00:23:15
And is considered essential to enhance the functionality. 00:23:21
Of the building, but that I'd be happy to take any questions. 00:23:25
Thank you, Joseph. Supervisor Humphrey. 00:23:29
So was the ceiling acoustic? 00:23:31
Prior we're just changing different panels or was it? 00:23:34
Like drywall or? 00:23:37
Great question, Supervisor Humphrey. So there is some acoustical. 00:23:39
Paneling. 00:23:43
But just not enough. So what we're looking at doing is. 00:23:43
Building out a little bit further. 00:23:46
Covering more of the walls. 00:23:48
Doing what we can to hold the current aesthetic. 00:23:50
Thank you. 00:23:53
If I decline, I I'm good, Joseph, thank you. 00:23:55
You know, thank you, Joseph. The one thing, and this is just an observation, nothing personal, but. 00:23:58
It's like we spend so much money on this building. 00:24:03
With the architect, everything. 00:24:06
In my opinion, should be the one that says. 00:24:08
We're gonna have sound issues, we're gonna have reverberation issues. 00:24:10
And and we. 00:24:14
Extraordinary amount of money fixing a bunch of stuff. 00:24:15
After the building is built and it's just another example of that. 00:24:18
So yes, definitely we need it. 00:24:21
And I guess we would have paid for it then or paid for it now, but. 00:24:24
So thank you, Joseph. 00:24:29
And with that, I'll call for motion. 00:24:31
Mr. Chair, I'll make the motion to approve contract number 21. 00:24:34
PNSTA. 00:24:39
0415. 00:24:41
GC1 with Norcon industries. 00:24:43
Incorporated is presented. 00:24:46
Mr. I'll second that. 00:24:48
A motion and a second to approve. Those in favor say aye aye. 00:24:49
Thank you, Joseph. 00:24:53
Joseph, the next item is. 00:24:55
Presumably item 2H, Is that right, Charlotte? 00:24:57
All right. Is Amber going to be presenting that? 00:25:01
That's the note I had. 00:25:04
No. 00:25:05
And where does Amber come in? 00:25:10
On item G. 00:25:13
Gotcha. Thank you. 00:25:15
OK, we are going to go to item. 00:25:19
2H at the moment. 00:25:23
Information Discussion Action to approve contract number. 00:25:25
Ctr. 076572-G. 00:25:28
C3. 00:25:31
Its design services for Rally Around the Flags project with GH2. 00:25:32
Architects LLC in the amount of not to exceed 67,518 dollars. 00:25:37
For the term of December 2nd, 25 through April 15. 00:25:43
26 Joseph. 00:25:47
Thank you, Chairman. 00:25:48
This item authorized pressure. 00:25:50
Professional design services to support Rally around the Flags Monument. 00:25:51
The scope includes design. 00:25:56
Permitting for flags, pedestals. 00:25:57
Lighting layout to ensure structural compliance. 00:26:00
Clear visibility of. 00:26:03
United States flag. 00:26:04
Arizona State flag. 00:26:05
POWMIA flag. 00:26:07
And the flags representing each branch of the US armed forces. 00:26:09
The new design effort is required following the determination. 00:26:13
That the original project site could not be used. 00:26:16
This action allows us to continue forward with the approved project, now aligned with Tommy. 00:26:19
Klein, Martin. Complex Location. 00:26:24
That was discussed during our board. 00:26:26
Work session. 00:26:28
The total design cost is $67,580. 00:26:30
$18. 00:26:34
These services will ensure proper engineering permitting. 00:26:35
In long term sustainability and monument. 00:26:38
Installation. 00:26:41
With that, I'd be happy to take any questions. 00:26:42
Thank you, Joseph. Supervisor Humphrey. 00:26:44
Also maintenance will be counties. 00:26:46
Then, Sir. 00:26:48
Thank you, Supervisor Klein. 00:26:53
My my first question is, we have some of this money already collected. 00:26:56
Rally around the flag, right? 00:27:00
Yes, Sir, some of those funds. 00:27:03
We're still working on some of the details, but some of those funds. 00:27:05
Yes, wasn't there like 30 some odd 1000? 00:27:07
Hand it over to us for this. 00:27:12
So about half of it. 00:27:14
And where's the other half the money again come from? 00:27:16
Mr. Chairman. 00:27:22
Excuse me, Roger Klein. 00:27:24
I think there was 33,000 that was donated from a veterans group. 00:27:26
That started this ball rolling. 00:27:30
US supervisors. 00:27:33
Had committed 5000 from each of your constituent funds. 00:27:35
That was in prior fiscal year. 00:27:38
So. 00:27:40
Comes down to a lot to have an approval. 00:27:41
Without money, it has been set aside because it was committed. 00:27:44
Previously from a constituent father. 00:27:47
But because of this new year, you're going to have to reapprove. 00:27:49
At 15,000. 00:27:52
And then? 00:27:55
The last bit of the money to get this. 00:27:56
And this is just for the design. 00:27:59
The architect. 00:28:01
Who come from? 00:28:03
The managers. 00:28:05
Funding to be able to complete 67,000. 00:28:06
OK, so. 00:28:10
So we'll run another agenda. 00:28:13
Yield for 5000 or $15,000. 00:28:15
This. That puts us up pretty close to this. 00:28:19
67 Not quite, but. 00:28:21
And then you'll handle the rest of that 67. Yes, Sir. 00:28:23
OK. And then? 00:28:27
I'm just going to ask a question and maybe we don't know yet. 00:28:29
We get the design and everything like that. 00:28:32
And it's ready to go. 00:28:35
Of course we'll know then. 00:28:37
The cost is going to be to actually. 00:28:38
Put them up but. 00:28:41
Mr. Chairman, too. 00:28:43
Is why we're getting to this point. We've got this money contributed in. 00:28:45
We have to know what the design is. 00:28:49
To be able to determine what the cost is and especially with supervisor. 00:28:51
Kevin Christensen is that. 00:28:54
Let's get the design, then we can know where we go from here. 00:28:56
And with my discussions again with Chairman that. 00:29:00
We can look and see, can we get donations of this? 00:29:03
Particular part of the construction and whatever we could do, but we need to get to the design. 00:29:07
In order to determine what our next steps are. 00:29:12
OK. 00:29:15
Just curious. 00:29:17
Thank you, Joseph. 00:29:19
Thank you, Supervisor Clay. 00:29:20
The. 00:29:22
Exact numbers that were given are $33,085 from the Veterans group. 00:29:25
The 15,000 from us. The paperwork is being processed. 00:29:31
That will be. 00:29:36
And agenda item soon. 00:29:37
Presume which brings it to $48,085, so approximately 19,000. 00:29:38
Will come from Mister Man love. 00:29:45
Joseph did some rough figuring. 00:29:49
On the total cost which? 00:29:51
Included. 00:29:56
Some things that may be variable. 00:29:57
And I think the total cost was projected to be 180. 00:30:00
Approximately. 00:30:04
If I remember your figures. 00:30:05
But that would include sidewalks and a few things that we may opt out of. 00:30:07
But until we have the design put together, we don't know where. 00:30:11
Chairman, Board of Supervisors, Supervisor Kristen. Yes, that is a rough order of magnitude. 00:30:15
Very, very rough est. 00:30:20
To your point. 00:30:22
Depending on what the selection is and what we want. 00:30:24
As we progress through this design, we're going to bring a. 00:30:27
Where each member to see if we're headed in that right direction. 00:30:30
And that's going to really determine the cost and that's the same point you. 00:30:34
Her Mr. Minlaw was bringing up. 00:30:37
Once we get that design, that's. 00:30:39
Really, what's going to pull it from? 00:30:41
Concept rough order of. 00:30:42
Estimated to something. 00:30:44
Solidify. 00:30:47
Very good. 00:30:49
Thank you for. 00:30:50
Getting this to us today. 00:30:51
If there's nothing else, I'll call for a motion. 00:30:53
Mr. Chair moved to approve contract number Ctr. 076. 00:30:55
572 dash. 00:31:01
GC3 with. 00:31:03
GH2 Architects, LLC is presented. 00:31:05
I'll second that, Mr. Chair, OK? 00:31:09
We have a motion and a second to approve. Those in favor say aye. 00:31:11
Hi, hi, hi. 00:31:14

For the benefit of the public. 00:33:29
Amber, you're presenting. 00:33:31
Yes. 00:33:32
OK, Chairman, members of the Board, it is my honor to present the economic development agreement between. 00:33:33

Like you said, Mr. Chris, Supervisor Christensen, we will be hosting and are on our schedule. 00:33:44
For March 14th and 15th of 2026. 00:33:49
Text Honey. 00:33:53
How great that is. 00:33:55
You know, I mean, the fairgrounds used to be a great place and then it turned up just for a place for pigeons and. 00:33:57
So now we're working to get things back and we've. 00:34:02
A great fair this year. 00:34:06
Being able to reach for the. 00:34:08
High school. 00:34:10
Of rodeo is is an amazing thing for our community. 00:34:11
Mr. Menlo, thank you for. 00:34:16
Reaching for some funding to help us get. 00:34:18
Things done for. 00:34:22
For this to happen. 00:34:24
So thank you very much for all the organization and working that we've done to get. 00:34:26
To progress with our fairgrounds. 00:34:32
Because it's. 00:34:35
We're centrally located in the state. There is so much opportunity there, so. 00:34:36
Thank you very much for reaching out. 00:34:40
This would be a great thing for our community, for our kids, for. 00:34:43
Entertainment. 00:34:47
It's an amazing thing. Thank you very much. 00:34:48
Thank you, Supervisor Klein. 00:34:51
Amber, are we ready for this? 00:34:53
We are. 00:34:55
We are getting there. 00:34:57
We have met with Arizona High School Rodeo. They came out and toured the facility. 00:34:59
They had. 00:35:04
Some concerns about some dirt issues. 00:35:05
We're meeting with a contractor tomorrow to review those to make sure that it's possible. 00:35:08
But we're very confident that we can resolve that. 00:35:13
OK, well, a good deal. 00:35:18
It's good to see it. 00:35:20
Yeah. Thank you. 00:35:21
Very exciting actually to see. 00:35:23
This is coming now. 00:35:25
Hopefully it'll. 00:35:26
Move on and keep going with more and more. 00:35:27
Yes, definitely. 00:35:29
So with them coming this year, it gives us the option to. 00:35:31
I'm continually beyond their schedule, so hopefully. 00:35:35
Years to come, they'll still be here. 00:35:38
Yeah, we want to make a good first impression. Yes, definitely. 00:35:40
OK. All right. With that, I'll call for motion. 00:35:44
Mr. Chair, I move to approve Economic Development Agreement number 2026 DASH. 00:35:46
0148. 00:35:52
Determined to be for the benefit of the public is presented. 00:35:56
Mr. Chair, I'll second that. All right, motion and a second to approve. Those in favor say aye, aye. 00:35:59
We have our consent agenda items next items 3A through L Supervisor Humphrey, would you like to discuss one or more? 00:36:07
Separately. 00:36:14
No, I'm fine. Thank you. 00:36:15
Mr. Klein. 00:36:17
I guess. 00:36:20
Yeah, no, I'm good. 00:36:23
OK. I will call for a motion then to approve consent agenda. 00:36:25
Items 3A through L. 00:36:30
So move, Mr. Chair. 00:36:32
I'll second it. 00:36:34
Motion in a second to approve. Those in favor say aye. 00:36:35
Aye, aye. 00:36:38
Call to the public anyone here in Globe that wishes to speak to the Board at this time. 00:36:40
No. How about you, Cassandra? No. How many on the Internet today? 00:36:45
Bright and Lisa. 00:36:50
You look lonely again. 00:36:52
OK. Thank you. 00:36:56
At this time, then we will go to our reports. 00:36:59
Mr. Manager. 00:37:03
Mr. Chairman, members of the Board. 00:37:05
Want to report the progress on? 00:37:06
The flooding and where we're going in in that direction. 00:37:09
And to just reiterate. 00:37:13
What the process is here that we are still under a declared state of emergency? 00:37:15
Prepared by the Gillette County Board of Supervisors. 00:37:20
And because of that. 00:37:23
We are moving forward with. 00:37:24
Well, one thing that we've done is. 00:37:26
To bring back. 00:37:28
Mr. Homerove, Vela. 00:37:29
Former public works director as a consultant. 00:37:31
To your contractor to help us organize and help us. 00:37:34
Pull things together so we can ensure. 00:37:36
That we can get as much state and federal funding to cover the costs. 00:37:39
Of damages that have occurred. 00:37:42
He's will be here just a short time. 00:37:44
Few months. 00:37:47
Help us coordinate all that. 00:37:48
One of the first things that we. 00:37:51
Have to do the. 00:37:52
Well, through Miss Smith and Mr. Bail. 00:37:54
Are compiling costs and identifying the different projects. 00:37:59
That have to be done as you know. 00:38:02
Or NRCS. 00:38:04
That those projects are. 00:38:06
Once they are established, so we've got a few weeks until they are. 00:38:08
Committed. 00:38:12
Once that starts. 00:38:14
Then the time clock. 00:38:15
Continues for 220 days. 00:38:16
That we have to do design. 00:38:18
And completion of these projects. 00:38:20
So is utmost concern that. 00:38:22
Whatever project we identify. 00:38:24
That we. 00:38:26
Want to do? 00:38:27
Through NRCS that they have to be done very, very timely. 00:38:28
Particularly since it includes the design. 00:38:33
Portion of that. 00:38:35
We've seen in the past that we have identified a number of projects, particularly up in the Tunnel Basin area. 00:38:36
I can't remember that fire that we had up there, but to. 00:38:42
Fire had flooding throughout. 00:38:45
The tunnel basin area and we identified poor projects. 00:38:49
Only we're able to complete one of them. 00:38:52
Because of the design. 00:38:54
And so that is critical to go forward on that. 00:38:56
We have a number of projects potentially. 00:39:00
Due through NRCS. 00:39:03
The reason for NRCS and pushing for that is because. 00:39:04
The funding comes much quicker. 00:39:08
And in fact, in this area. 00:39:09
The funding could come as fast as reimbursements. 00:39:12
Monthly uh. 00:39:15
So that we are not. 00:39:16
Having to put up. 00:39:18
Front a large amount of cash. 00:39:19
To do the NRCS project. 00:39:22
FEMA they. 00:39:24
Take their. 00:39:26
Time to reimburse. 00:39:27
And some projects have been 5. 00:39:29
810 years before Reimbursement Council. 00:39:31
Reference to Do NRCS get? 00:39:35
Funny cash flow coming through us for those projects that are done. 00:39:37
They are significant. They're large projects. 00:39:41
M's Smith has those projects. 00:39:45
I'm not going to go through them here, but. 00:39:46
If you want to sit down. 00:39:48
The Smith and the rest of the public works team. 00:39:50
They would be able to go. 00:39:53
Share through that list with you. 00:39:55
And again, Mr. Baylor is available. 00:39:58
And for your discussion. 00:40:01
As well as supporting this effort. 00:40:03
Umm. 00:40:06
There is a little bit of different money, so we're. 00:40:10
They've identified one particular project. 00:40:12
That will be able to utilize different money. 00:40:15
And that is one of the threadedly available. It's been included in state budget. 00:40:18
Department of Forestry and Fire Management is different. 00:40:22
And so that that is available and they're working with. 00:40:25
The maximum amount that we can get through the state. 00:40:29
Or. 00:40:33
Firemen. 00:40:34
Different so I can't really have questions. 00:40:36
I guess here because this is just report. 00:40:39
But we certainly. 00:40:41
As you have questions. 00:40:42
Please bring them up and I'm glad you'd go. 00:40:44
I did want to talk about the process because we are. 00:40:48
State of emergency that that. 00:40:51
What that means is that supervisor. 00:40:53
Christians and Chairman Christiansen that you can sign certain contracts. 00:40:56
That we have. 00:41:01
Because time. Time is of the essence. 00:41:02
Even still, that's been a couple months since. 00:41:05
Flooding occurred. It still is critical to. 00:41:06
Move these things as quickly as we can. 00:41:09
And so. 00:41:12
I have authority up to less than $50,000. 00:41:13
To sign contracts, in fact, we're looking at an engineer. 00:41:17
You put more solid numbers on what the costs are projected to be. 00:41:20
And about 50,000 above. 00:41:25
Chairman Christensen. 00:41:27
Because of the declarative emergency, you can sign those contracts. 00:41:29
We'll bring those back to the board supervisors. 00:41:32
To confirm. 00:41:34
Those expenditures as. 00:41:36
We go through them. 00:41:38
So and I. 00:41:39
Just to give you a heads up. 00:41:43
There may be a. 00:41:45
Something that we're going to have to get. 00:41:47
$510,000,000 of cash to cover this and we may be coming. 00:41:50
Not really any discussion about this yet, but just saying that. 00:41:55
Come to you for a. 00:41:58
They're going to participate some sort of loan. 00:41:59
That we can. 00:42:02
Cover these costs upfront. 00:42:03
But that's all part of the discussion of. 00:42:05
What our cash flow is and what we have available in reserves. 00:42:06
And what our best and most prudent. 00:42:10
Use of our financial resources. 00:42:12
Are not cut short and being able to carry on. 00:42:14
The normal day-to-day activities of. 00:42:18
That's part of court, Mr. Chairman. 00:42:22
Thank you. 00:42:23
Thank you, Supervisor Humphrey. 00:42:24
Oh yeah, I'll hold a Tunnel Basin community meeting this evening. 00:42:27
I attended a Gila County Cattle Growers dinner and dance at the fairgrounds. 00:42:32
On the 21st. 00:42:37
Attended a district. 00:42:39
Project. 00:42:42
Team meeting. That's a meeting that I have. 00:42:42
Once a month. 00:42:45
To kind of better understand the projects. 00:42:47
Going on in in District 2 and to. 00:42:50
Look at projects in the future for. 00:42:53
Of District 2. 00:42:55
I will attend a Miami block watch meeting. 00:42:57
On the 4th. 00:43:01
And, Mr. Chair, that's all I have. 00:43:03
OK. Thank you. Weather. 00:43:06
Client. Thank you, Mr. Chair. 00:43:07
I was at the Pacing Peak party meeting on November 18th. I was one of the speakers there. 00:43:10
There's a good turn out November 19. 00:43:16
I met with razor thin media. 00:43:19
To get an update on the Discover Hila County. 00:43:22
Website. 00:43:25
Those folks have done a lot of work there. Looks really good. 00:43:28
On November 19th also I attended the ECO meeting. 00:43:31
In Phoenix. 00:43:35
And the small countings meeting that afternoon. 00:43:36
Navajo County. 00:43:40
Putting it on, they did a good job. 00:43:41
November 20th I attended the CSA board meeting and gave WIR update. 00:43:44
And on November 21st? 00:43:50
Just like Mr. Humphrey, I attended the Salute to Ranching dinner at the fairgrounds. 00:43:54
And that was a good turn out. There's a lot of people there. The FFA kids were there. 00:43:59
You know, it was a really, really good turn out. 00:44:04
One one of the things I've learned that there was a charge for the building that night. 00:44:07
So I'll be working towards. 00:44:11
Reimbursing them their money or taking out my constituent funds or something. 00:44:14
You in OK? 00:44:19
But it was, it was a real good turn out. I don't know how many people exactly, but a lot of people. 00:44:22
There. So that's it. 00:44:27
Mr. Chair. 00:44:29
Thank you. 00:44:30
I feel like it's been a little slow. We did have Thanksgiving. I hope everyone had a good time doing that. 00:44:34
I met with. 00:44:41
Christine Smith. 00:44:43
About a week ago or this week? I can't. No, not this week. 00:44:46
It's a blur. 00:44:52
And anyway, very productive I think. 00:44:54
And we plan on meeting often. 00:44:57
I talked a lot about the different. 00:44:59
Challenges and things that we have. 00:45:01
Things that she needs to know. 00:45:04
And it's going to take a while for food to. 00:45:06
Get all that and. 00:45:08
Appreciate her zeal, her zeal for. 00:45:10
Wanting to know everything she can about all the different issues in a very big and complex department. 00:45:13
So thank you for that. 00:45:20
And. 00:45:22
I usually go to the Rim Country Republican Club. 00:45:24
Luncheon. 00:45:27
Which is done in Payson once a month. 00:45:29
And just recently attended there and. 00:45:31
They're disbanding. 00:45:35
So they just have. 00:45:36
We have two Republican clubs in the area. 00:45:38
We have the Gila County. 00:45:40
Republican Club and then a few years ago. 00:45:42
It was kind of a division that occurred. 00:45:44
And the division the Rim Country Club is? 00:45:47
Dissolving, so I think. 00:45:51
They'll kind of come back together, which is really good. 00:45:53
In my opinion. And so that occurred there just to kind of keep everybody updated. 00:45:56
I also met with. 00:46:01
Razor thin and that whole. 00:46:04
Group there. 00:46:06
And was good and productive. 00:46:07
They discussed. 00:46:10
Their future discussed what? 00:46:12
They have plans for. 00:46:14
Budgets that may be coming. 00:46:17
Requests changes. 00:46:20
One thing that I admire about that group is that. 00:46:22
They'd never just sit on their laurels. 00:46:25
They're award-winning, they're doing great. 00:46:28
But they're always playing for the next step. 00:46:31
And so. 00:46:34
And I think you have to do that in that kind of an industry. You have to be looking forward. 00:46:36
All the time and planning. 00:46:41
In an industry that's constantly changing. 00:46:43
And so I think they do. 00:46:46
A great job. They bring a tremendous amount of. 00:46:48
Economic. 00:46:51
Growth. Economic. 00:46:52
Money and all that into Hula County. 00:46:54
The the the cost of having them is so much. 00:46:57
A benefit to what we get in return. It's just. 00:47:01
It's really easy to support that and they do such a great job. 00:47:06
So with that I don't know that I have anything else. 00:47:10
To talk about. 00:47:13
I don't believe we have a meeting next Tuesday. 00:47:15
Is that correct? 00:47:18
OK. I'll, I'll be in New Mexico, so that's probably good. 00:47:19
So anyway. 00:47:24
Have a good couple of weeks and we'll see you at the next meeting. 00:47:26
With that, if there's nothing else. 00:47:30
We are adjourned. Thank you. 00:47:31
