Event transcript
Well, good morning everyone. Welcome to 2026. It's January 6th at 10 AM. 00:00:00
Regular meeting here on Tuesday. It's good to see you. I hope everyone had a great. 00:00:06
Time over the holiday time and Christmas, New Year's and all of that. 00:00:11
But today we're back to work and. 00:00:15
Happy to be there and do that. I've asked Harry to lead us in the Pledge of Allegiance and then after that Marin Belling will be. 00:00:17
Leading us in prayer. 00:00:24
And to the Republic for which it stands. 00:00:29
Heavenly Father, we come before you today, serving each other and the people of our community. 00:00:48
As we support the Board of Supervisors in their decisions. 00:00:54
To do everything they can to strengthen our community. 00:00:58
Today, we especially remember our colleagues and friends who are mourning loved ones. 00:01:01
Who passed over the holiday season? 00:01:06
My house called this in Jesus name, Amen. 00:01:08
Thank you. 00:01:11
OK, let's get started with. 00:01:18
Item 2A. Information, discussion action. 00:01:21
To reappoint Shelby, borrow. 00:01:24
Barrowdale to the board of directors the. 00:01:27
Industrial Development Authority. 00:01:30
Of Gila County and. 00:01:32
Retroactive from January 1st, 26th through December 31st. 00:01:35
31. 00:01:40
And Mr. Humphrey? 00:01:41
This is your appointment. 00:01:43
Yeah, my appointment and. 00:01:45
Is we we put together a very. 00:01:48
Idea they've they've been working hard and right now they're working on. 00:01:51
$50 million volume. 00:01:57
I should I do believe that the idea will be. 00:02:03
Turn my mic on at some point in time to. 00:02:08
To discuss this more in depth but. 00:02:11
But the team has come together in their. 00:02:14
They're really doing well and. 00:02:16
And I'm. 00:02:18
I'm awful happy to see them. 00:02:19
Get this bond with the hospital to get the ball rolling. 00:02:21
Because that's what they're here for. 00:02:25
Yeah, I. 00:02:29
I think that's a great thing. 00:02:31
And so if. 00:02:33
There's no questions. 00:02:35
I'll give you a motion. 00:02:36
Hey, good information. Supervisor Klein, do you have anything? 00:02:39
No. OK then. 00:02:42
Thank you, Mr. Chair. I move to reappoint Shelby Borrowdale to the Board of Directors. 00:02:44
Of the Industrial Development Authority of Gila County, Arizona. 00:02:49
Of retroactive from January 1st, 2026. 00:02:53
Through December 31st. 00:02:57
20. 00:02:59
31. 00:03:00
Mr. Chair, I'll second that. 00:03:01
OK, we have a motion and a second to approve. Those in favor say aye aye, very good Item 2B. 00:03:03
Information discussion, action to adopt. 00:03:10
A resolution number. 00:03:12
2601-01. 00:03:13
Whereby the Board of Supervisors rescinds its approval of the economic development agreement. 00:03:16
08192023 with the Payson Elks Club 2154. 00:03:21
And accepts the terms of the October 27th. 00:03:27
2025 Letter. 00:03:29
From. 00:03:31
The Payson Elk Club 21. 00:03:32
54 First donation of $33,085. 00:03:33
To heal accountability used for rally around the flakes project and agrees that. 00:03:38
Here, the county will fund the remainder of the. 00:03:42
Project. 00:03:44
And this is some this is a clerical. 00:03:45
Consideration, really, we have a previous agreement. 00:03:49
That stipulated certain things that no longer apply. 00:03:52
And if we have any questions about it, I think Joe would be the one to ask. 00:03:56
But it just basically just rescinds the previous agreement, takes the same. 00:04:00
Amount of money. 00:04:04
And just reestablishes a new. 00:04:05
Agreement. 00:04:08
That fits better with the current. 00:04:10
Trajectory of the project so. 00:04:12
Supervisor Humphrey, do you have any? 00:04:15
Question. Yeah. What? What's the? 00:04:17
What's the remainder of the project? 00:04:20
Gila County will fund the remainder of the project. 00:04:23
So the remainder of the project is unknown. 00:04:27
This is just to. 00:04:31
Take care of the donated money. 00:04:34
$33,085. 00:04:36
That is not. 00:04:38
Part of. 00:04:40
Gila County's funding but was part of the citizens donation. 00:04:41
And apply it to the project. 00:04:45
That is in progress at the moment. 00:04:47
We don't have a number on that. 00:04:49
But we're approving a no number at this point. 00:04:53
We. 00:04:57
Well, I don't think we're proving unknown number. We haven't. 00:05:01
Established the number and so we're not a. 00:05:04
Proving going forward with the project other than this money would be applied to. 00:05:07
That number? 00:05:12
And the statement that says that we will fund the remainder of the project. 00:05:13
We meet or receive more donations for that. 00:05:17
It would be our responsibility to carry forward after the 33,000. 00:05:21
Did you have something to add to that? 00:05:27
Sure, Mr. Chairman. 00:05:29
What we have so far is that we have this contribution 33,000. 00:05:31
To the. 00:05:35
The flag project in the patient area. 00:05:36
And the Board of Writers has approved the. 00:05:38
Design architect and engineering for that. 00:05:41
And it costs about $60,000, so this 32,000. 00:05:44
Plus, what would be coming from constituent funds, not from any of. 00:05:47
Your constituent conflicts. 00:05:51
Constituent buyers non tax dollars. 00:05:52
That will fund the rest of that design cost of about $60,000. 00:05:54
And then we're. 00:06:00
That gets us to the point of what the design is. 00:06:00
To determine what the actual cost of doing. 00:06:03
Is which we would bring the Board of advisors. 00:06:06
To consider at a later date. 00:06:08
And that is something that we addressed about a month or a month and a half ago. 00:06:13
To get through the. 00:06:17
Initial design stage, yes. 00:06:18
OK, Yeah, I. 00:06:22
I just. 00:06:24
It just seems that it should have been stated that way rather than we'll just take care of the remainder. 00:06:25
So because if we agree to that, then. 00:06:31
We agreed to take care of the remainder. 00:06:34
Of whatever the project will be. 00:06:37
Mr. Elbow, do you have anything you could add to? 00:06:43
To help. 00:06:47
US understand. 00:06:48
What this motion will commit us to. 00:06:50
Yes. 00:06:53
I think we need to back up. 00:06:54
To the history of this project, it originally started as a project that involved the Toronto Apache Tribe, who agreed to donate. 00:06:57
A portion of land on their reservation. 00:07:04
East of. 00:07:09
Of the Beeline Highway. 00:07:10
At the entrance to patient the. 00:07:12
Tribes were drawn. 00:07:15
That offer of. 00:07:17
Commitment that that commitment of land for the project and so. 00:07:19
In discussions before the board. 00:07:23
Decision was made. 00:07:25
To place the monument. 00:07:27
On the Tommy Klein. 00:07:30
Martin property. 00:07:32
Involved also along the impatient along the B Line highway. 00:07:33
And initially the. 00:07:39
The Payson Elks club had raised contributions from. 00:07:42
From the community. 00:07:46
In the amount of 33 or $35,000 plus that. 00:07:47
Was put into a into account in the treasurer's office. 00:07:51
Because of the withdrawal by the town of Apache tribe. 00:07:56
Completion of project. 00:07:59
Fell fell to the community as well as to the county to to complete the project. 00:08:00
The board has taken steps. 00:08:05
In the past to approve the design. 00:08:07
And location of the. 00:08:10
Of the project and as Mr. Menlove has stated. 00:08:13
Any completion costs are yet undetermined at this time. 00:08:15
And it is the post completion cost. 00:08:19
That this resolution. 00:08:21
Will. 00:08:25
The financial burden on the. 00:08:29
Once those completion costs are known. 00:08:32
But we are not. 00:08:36
Committing to those costs at this. 00:08:37
No, that that that decision, a way to decision by the border, that will be something we discussed further later, yes. 00:08:40
Once those are better known. 00:08:47
But it doesn't. 00:08:49
This resolution was designed to. 00:08:51
Accept the donation of funds from the patient. 00:08:55
To heal a county for the completion of the project. 00:08:59
OK. 00:09:03
Supervisor Humphrey, you need. 00:09:05
No, I'm fine. I I just ask a question and. 00:09:08
And so, yeah, if we're accepting the 33. 00:09:11
1085 dollars. I think that's great. 00:09:14
I just wanted to. 00:09:18
To to just check to see if we're committing to the remainder of the project. 00:09:19
And apparently. 00:09:25
We're not so. 00:09:26
I have no further questions. 00:09:28
Thank you, Supervisor Klein. 00:09:30
Well, I I have concerns over this one. 00:09:32
I The way I read this is that we are committed to fund the remainder of the project if we agree and vote on this. 00:09:35
And I'm not sure that's a corner we really want to be put into. 00:09:43
I see this project as. 00:09:48
Being quite costly before, Paul said done, we know that the. 00:09:50
Architect and Design $60,000. 00:09:54
We know that. 00:09:57
But I can promise you by the time they get done with it, we're looking at a quarter $1,000,000 project. 00:09:59
And I for one is. 00:10:05
Would really question the. 00:10:07
The idea of how committed we are to fund. 00:10:09
The rest of that? 00:10:12
Project. 00:10:13
I have no. 00:10:15
Problems with helping. 00:10:18
With helping with the 33,000. 00:10:20
Helping getting through the architect and design work. 00:10:23
But I'm not so sure I'm willing to sit there and science. 00:10:26
And agreed to that we will fund the remainder of the project that's. 00:10:30
As it's stated in this agenda. 00:10:34
Now if. 00:10:37
My my way of thinking is is if we're not. 00:10:40
Responsible for the remainder of this project. 00:10:44
Then this agenda topic needs to be rewrote and reworded in some way that says that. 00:10:47
Or could the motion be to accept the 33? 00:11:00
1085 dollars. 00:11:03
Tequila County to be youth. 00:11:07
For the rally around the flags. 00:11:10
Project. 00:11:12
Period. 00:11:13
Mr. Chairman. 00:11:16
Can I read a portion of the resolution that would be is a part of this? 00:11:17
Proposal. 00:11:22
It says there's. 00:11:24
The 5th whereas is whereas the Gila County Board of Supervisors intends to continue. 00:11:26
Development of the project and we'll plan to complete the project to display the service flags. 00:11:31
Of the US military branches along the side. 00:11:35
The Arizona American flags on Glee County property view. 00:11:38
Gila County Tommy Klein Martin Complex. 00:11:41
Choose state route A7 in Payson, AZ. 00:11:44
So to be that resolution does state that we intend to. 00:11:48
Intends to continue development of the project. 00:11:52
What does that mean? I don't know. 00:11:56
Is that absolute completion of? 00:11:59
Having the flagpole directed and that. 00:12:02
I I don't either James, but I will tell you that once we tie in I have no problems with the flags. 00:12:06
I have no problems with helping with this project. 00:12:12
But I do have a Crone with it being dumped in our laps where we're the ones that's responsible to pull this project off. 00:12:18
We're faced with enough. 00:12:24
Costs coming up as it is as accounting. 00:12:25
You know. 00:12:28
We have. 00:12:29
Other important infrastructure. 00:12:30
Infrastructure issues going on. 00:12:32
That we need to finance and fund and get fixed. 00:12:34
To just take that commitment. 00:12:38
On this particular project. 00:12:41
I think we need some leeway in there. 00:12:45
I'm not saying we scrapped the project or anything, I think it's a good project. 00:12:47
But we need to be able to do it without our hands tied behind our. 00:12:51
Mr. Chairman, it may be appropriate at this time for the Board, the adjournment executive session for. 00:12:56
Legal advice regarding how to resolve. 00:13:02
Dealing with Mr. 00:13:06
With this resolution. 00:13:07
Unless the board prefers to have that discussion in public at the September board. 00:13:09
Is the discussion. 00:13:12
Gonna involve. 00:13:14
Personalities or anything that. 00:13:18
We wouldn't want to talk about out here. 00:13:20
Well, my vote would be to say go ahead and say what you need to say. 00:13:26
Unless the other two would like to go into a negative session, I. 00:13:32
I'm I'm willing to talk about it. I don't have. 00:13:35
You know, everything I've stated is OK, Mr. Chairman. 00:13:38
If the resolution is not agreed to. 00:13:41
Then the issue of what to do with the. 00:13:45
Business clubs. 00:13:48
Money that they. 00:13:49
Raised in anticipation of construction of this monument. 00:13:50
Remains an issue. 00:13:54
And the alternative that the board has is to return those funds. 00:13:56
In the face of those club words. 00:13:59
And to abandon the project. 00:14:03
Correct. 00:14:07
OK, so. 00:14:08
This project is something I. 00:14:09
Or and I appreciate. 00:14:12
All the comments so. 00:14:15
What I feel this is very similar to. 00:14:18
Is whenever. 00:14:22
We have a project we would like to do. 00:14:24
That requires. 00:14:27
Paying a fee. 00:14:29
In order to have an architect or a firm come up with. 00:14:31
A number. 00:14:36
For instance, like the building or whatever we want to do at Pleasant Valley. 00:14:37
So we don't know the cost yet, but we have to hire someone to help us get there. 00:14:42
And so we commit to those costs in order to. 00:14:47
Determine. 00:14:50
How committed we are going to be to the project and until we have. 00:14:53
This first step. 00:14:57
We can't know how much this project will cost. 00:15:00
It could be a quarter million. 00:15:05
I think. 00:15:07
Joseph said it might. 00:15:08
Around 180,000. 00:15:10
There are. 00:15:13
Variables within the project. 00:15:15
That we may want to do over. 00:15:18
A period of time, not all at once. 00:15:20
Such as sidewalks or whatever else. 00:15:23
Is being discussed. 00:15:26
Talked to Joseph yesterday and he said there's a meeting coming up. 00:15:29
With these people that are the engineers. 00:15:34
And so I. 00:15:37
I asked him to be a part of that. 00:15:38
And so he said sure, so. 00:15:39
This is kind of the initial. So we have $33,085 that. 00:15:42
We have taken control of this money is not actually the health clubs. 00:15:47
It was funneled through their account. 00:15:52
It is the citizens of. 00:15:55
Patient in that area. 00:15:57
This was donations in front of Walmart. 00:16:00
From the school. 00:16:02
And from everything so. 00:16:04
We have to consider it. 00:16:07
Fairly, we need to really consider. 00:16:10
How we handle it so that. 00:16:13
There's no way to get it back to the original people. 00:16:17
That gave it. 00:16:20
And so. 00:16:22
That's kind of where we stand with this. I feel that this initial. 00:16:24
What we're agreeing to today would be. 00:16:28
To fund. 00:16:30
The engineering part. 00:16:32
Mr. Chair, I German. 00:16:36
Perhaps it would be better to table this and have. 00:16:38
An alternative formative resolution drafted. 00:16:42
That reflects that rather than. 00:16:45
To adopt this one. 00:16:47
OK. 00:16:49
Mr. Chair, I agree. That's where I started because. 00:16:50
The way it's worded will fund the remainder of the. 00:16:53
Project. So that's design and projects all the way through the project. 00:16:56
The way I read this. 00:17:00
And so. 00:17:02
OK, I'll accept a motion. 00:17:05
Mr. Chairman. 00:17:08
Can I make a comment? 00:17:09
We do have a contract for the design part of that. We can go ahead and cover that $60,000 from. 00:17:11
Constituent fund non tax dollars. 00:17:15
And then be this. 00:17:18
As available. 00:17:21
And if we need to do some resolution or something. 00:17:23
That as you can consider. 00:17:26
Going forward, after the design is done, we can know the. 00:17:28
The total cost and we can consider what to do with the. 00:17:30
33,000. 00:17:33
At that time. 00:17:34
So we. 00:17:36
I guess I'm recommending the table at this point in time. 00:17:39
OK, well how are you going to spend $60,000 without us voting on that? 00:17:42
The contract's already been awarded. 00:17:48
OK, we've already. 00:17:50
You've already voted on that. 00:17:52
OK, we will need to. 00:17:55
Fulfill that contract. 00:17:57
So, Mr. Chair, I'll make the motion to table this. 00:17:59
And bring it back to a later date. 00:18:02
Mr. Gerald Second. 00:18:05
OK, motion a second. 00:18:06
Table item 2B. 00:18:07
Regarding the $33,085 at this time? 00:18:09
And bring it back. 00:18:12
Again later. 00:18:14
All those in favor say aye. 00:18:15
Aye. 00:18:16
Very good. OK. 00:18:18
We can work on that and item 2C. 00:18:21
Information, discussion, action. 00:18:24
From the Intergovernmental Agreement number 0101. 00:18:26
2026 between. 00:18:30
County probation department in Hilo County. 00:18:32
Through the Hill County Sheriff's Office, whereby the Sheriff's Office will. 00:18:35
Provide dispatch services for the probation. 00:18:38
Department for three years from the date. 00:18:41
The IGA is fully. 00:18:43
Executed and it looks like we have with us. 00:18:45
Representatives from the Sheriff's Department, we have. 00:18:49
Sheriff Shepherd and who else? I can't. 00:18:51
OK, very good. Thank you for. 00:18:57
Coming. 00:18:59
Thank you, Mr. Chairman. 00:19:01
Members of the board. 00:19:03
Yeah, basically the information department approached us about offering or taking care of the dispatching services for 00:19:05
appropriation officers. 00:19:09
Their concern was the way they've been doing is they were just kind of monitoring the base station back in their office for 00:19:15
regular business hours. 00:19:18
And if they were out? 00:19:22
Past hours, things like that, they really didn't have a. 00:19:24
Way to get a hold of us other than my phone. 00:19:27
When this agreement. 00:19:30
Basically allows for us anytime the probation officers are going out and they're doing checks at different locations. 00:19:32
They just get on the radio like any deputy would like dispatch. Now. Hey, this is my math. 00:19:38
If they're there for a long period of time or dispatchers, normal. 00:19:43
Well, better checks often make sure everything's OK. 00:19:47
And if they do that, need help. 00:19:49
They've got an immediate. 00:19:52
All that into us are dispatching the deputies that aren't going to hear immediately as well. 00:19:53
OK. Thank you. Very good supervisor Humphrey. 00:19:59
I have no questions. 00:20:02
Super Klein. No, thank you, Jim. 00:20:04
Yeah. Thank you very much. With that, I'll call for a motion. 00:20:07
Mr. Chair, I move to approve intergovernmental agreement number. 00:20:09
01012026 between. 00:20:13
Healy County Probation Department. 00:20:16
And heal accounting through. 00:20:18
County through the Gila. 00:20:20
Sheriff's Office says presented. 00:20:22
I'll second that. 00:20:24
Motion and a second to approve. Those in favor say aye aye. 00:20:26
Thank you very much, gentlemen. 00:20:30
Have a good day. 00:20:32
All right, item 2D is information discussion action to approve 2 software. 00:20:34
As a service agreement with. 00:20:39
Tyler Technologies. 00:20:43
For cloud hosting of the assessor, recorded treasurer and financial. 00:20:45
Management Systems for an initial term of February 126. 00:20:49
Through January 3127, for combined total oxygen, see the amount of. 00:20:53
$502,249. 00:20:57
Marin. Good morning, Mr. Chair, Supervisor Klein, Supervisor Humphrey. 00:21:01
We are bringing this agreement. 00:21:05
To you today for the Assessor, Recorder, Treasurer and Finance departments. 00:21:07
To upgrade our systems. 00:21:12
And effectively to go to a cloud hosted. 00:21:14
Facility that would that would. 00:21:19
Alleviate some of the weight on. 00:21:21
Gila County IT. 00:21:23
Infrastructure. 00:21:25
And make things. 00:21:27
Connected to. 00:21:28
Our Active Directory so that everybody's login. 00:21:30
To their computer would log them into this system and would improve our audit. 00:21:35
OK, Thank you, Mayor. Supervisor Humphrey. 00:21:41
Yesterday I had a lot of questions but. 00:21:45
From Mr. Driscoll sent an explanatory. 00:21:48
Of excellent explanation of kind of how this is going to work. 00:21:53
How this is going to help Pila County? 00:21:56
So it it made me a whole lot more comfortable with it. So it answered a lot of my questions. 00:21:58
So thank you. 00:22:04
Supervisor client. 00:22:05
I'm good. Thank you, Mayor. 00:22:07
Yeah, same thing. So thank you Michael for the clarification to help us. 00:22:08
Because there was someone that pointed out that this could be. 00:22:12
Redundant or something. So anyway. 00:22:17
With that, I'll call for motion. 00:22:20
Mr. Chair, I'll make the motion to approve 2 software. 00:22:22
As a service agreement with. 00:22:26
Tyler Technologies. 00:22:27
Incorporated. 00:22:29
For combined total not to exceed amount of. 00:22:30
$502,249 as presented. 00:22:33
Mr. Chair, I'll second that motion and a second to approve those in favor say aye, aye, aye. 00:22:37
Thank you. 00:22:44
And two E. 00:22:45
Information Discussion. Action to prove amendment #2 to inmate work. 00:22:47
Contract number. 00:22:51
2206426. 00:22:53
Rd. Building, automotive maintenance and construction projects with the Arizona Department of Corrections. 00:22:55
Rehabilitation and reentry re. 00:23:01
Advising the scope of services. 00:23:03
To include the hourly rate from $0.50 to $1.50. 00:23:05
Olivia Todd, how are you? 00:23:10
Good morning. Happy New Year Chairman, Supervisor. 00:23:12
The Arizona Department of Corrections, Rehabilitation and Reentry has sent us this amendment #2. 00:23:16
They are wanting to increase the hourly rate that is paid to their inmate labor from $0.50 an hour. 00:23:23
To $1.50 per hour. 00:23:31
This is all across the entire. 00:23:33
States it's not just particular to Gila County. 00:23:38
That it does impact us. 00:23:42
We're looking at. 00:23:45
Going from in fiscal year 25. 00:23:48
We spent about $7200 on inmate labor for projects with. 00:23:52
Public works. 00:23:57
With the landfill. 00:23:59
With facilities at the fairgrounds. 00:24:01
And with animal control, we use inmate labor at all of those places and it was about $7200. 00:24:05
In FY25. 00:24:11
So it would be about 3 times that. 00:24:14
You know, coming up in the. 00:24:17
Next fiscal year if. 00:24:19
The trend were to continue. 00:24:20
OK. Thank you, Supervisor Humphrey. 00:24:23
I have no questions. 00:24:28
I think. 00:24:29
I think that the. 00:24:30
Their labor is beneficial. 00:24:32
To the county. 00:24:34
Providing that they are managed. 00:24:35
Supervisor Quint. 00:24:39
And I would say the same thing. 00:24:42
But furthermore, I'd also say is these, these programs, these work programs for the inmates that means a lot to them. 00:24:44
And I can only imagine what it's like staring at 4:00. 00:24:51
Four walls every day. 00:24:54
And not getting out so. 00:24:55
It does help. 00:24:57
Put them back together, I guess you might say. 00:24:59
And for the work we get out of them in the. 00:25:02
Cost to the county. 00:25:05
I think it's a it's a really good. 00:25:07
Project. And so this is the Second Amendment. Is there one or two more to go after this? 00:25:09
We we don't know how many amendments there may be coming up. This contract goes through April of 2027. 00:25:15
But you know, we may renew beyond that. 00:25:24
All right. Well, thank you. 00:25:29
Certainly. 00:25:31
Thank you. So who pays for this? 00:25:32
Each of the departments pays out of their. 00:25:35
Does this out of. 00:25:38
Corrections. 00:25:39
Well it it would be public works. 00:25:41
Landfill facilities and animal control. 00:25:45
OK. All right. 00:25:50
Thank you. With that of course, motion. 00:25:51
I'm sure I moved to approve amendment #2 to inmate work contract number 22 Dash. 00:25:53
064. 00:25:59
Dash 26 with the Arizona Department of. 00:26:01
Rehabilitation. 00:26:05
And reentry. 00:26:07
As presented. 00:26:09
Mr. Chair, I'll. 00:26:10
I have a motion and a second to approve. Those in favor say aye aye. 00:26:12
Aye, thank you. 00:26:15
Item 2F is Information, Discussion, action, Approve amendment #2. 00:26:18

Which authorized the town of Miami to purchase fuel. 00:26:31
From the county. 00:26:34
For the period of November 1925 through November 18th. 00:26:36
26. 00:26:40
Well, good morning, David. I was expecting someone else. 00:26:42
Morning, Chairman, Members of the board. 00:26:46
So this is the IGA we've had going on since 2019. 00:26:49
It allows the town of Miami to purchase fuel from us and it. 00:26:54
And it allows them to become compliant with the Arizona Department of Transportation. 00:26:59
Their adopt policies which will allow the town to continue transit services to the community. 00:27:03
Them purchasing fuel from us does not impact the. 00:27:09
Gila County's ability to. 00:27:13
Provide fuel to the county seat of. 00:27:14
Our vehicles are. 00:27:16
I'll take any questions. 00:27:18
Thank you, David. Supervisor Humphrey, no questions. 00:27:20
Supervisor Klein. 00:27:23
I don't either. Thank you. OK, Thank you, David. I call for a motion. 00:27:25
Mr. Chairman. 00:27:29
Make a motion to approve amendment #2 to Intergovernmental Agreement number 091423. 00:27:30
Between Gila County and the town of Miami has presented. 00:27:37
Mr. Chair. 00:27:40
A motion and a second to approve those in favor say aye. 00:27:42
Aye. 00:27:45
Thank you. Item 2G information discussion action. 00:27:47
To approve economic development agreement number. 00:27:51
20260171. 00:27:53
Between Heal County and the Hayden welcome in Little League in the amount of $500. 00:27:56
Support their Little League season, which the board is determined to be. 00:28:00
For the benefit of the public, surprise a client. 00:28:03
Thank you, Mr. Chair, This is the. 00:28:06
Is something I've supported now for quite a while. 00:28:09
And it really means a lot to these kids and their teams. 00:28:11
And help them with. 00:28:15
Uniforms and whatnot like that. 00:28:16
And some necessities that they need so. 00:28:18
I'd take any questions. 00:28:23
And this is constituent funds? 00:28:25
OK. Thank you, Supervisor Humphrey. I have no question and neither do I Thank you, Woody, for doing that. 00:28:27
With that, I'll call for motion. 00:28:33
Mr. Chair, I move to approve economic development agreement number. 00:28:34
2026. 00:28:38
0171 between Gila County and Hayden Lincoln Little League. 00:28:40
As presented and which the Board has determined. 00:28:44
To be for the benefit of the public. 00:28:47
Mr. Chair, I'll second Pat. 00:28:49
We have a motion and a second to approve. Those in favor say aye. 00:28:51
Aye, thank you. Item 2H Information Discussion action Approve another economic development agreement number 20260170 between Gila 00:28:55
County. 00:29:00
The Hill County Cattle Growers Association in the amount of $5000. 00:29:05
To support their annual Salute Trenching dinner. 00:29:09
And their auction, which the board had determined to view for the benefit of the. 00:29:12
Public supervisor client. 00:29:16
Thank you, Mr. Chair, I've supported. 00:29:17
The kettle grows now. For a very long time I've been an officer on their board the whole 9 yards. They do a lot. 00:29:20
The county. 00:29:26
They bring a lot of people together in this county. 00:29:28
Well, we once held. 00:29:32
A yearly auction. 00:29:34
That purchased stockyards down there. 00:29:36
I think the last auction we had generated somewhere a little over. 00:29:38
$2,000,000 on that auction. 00:29:42
But since then we haven't had it and then they use. 00:29:44
They need some help just keeping that organization together. 00:29:48
And running. 00:29:51
And this will be out of my constituent fund as well. 00:29:53
Doctor Humphrey. 00:29:56
Yeah, I. 00:29:58
And, and I think that's great. As a matter of fact, I talked to Kathy. I thought we were going to. 00:29:59
Split this. 00:30:03
And so, yeah, because I support him too. I'm with you 100%. 00:30:05
And I talked to Kathy about splitting this with her. 00:30:09
And so, yeah, I. 00:30:13
I guess we can work that out somehow. 00:30:15
I thought it was in the become lighting. I'm sorry. 00:30:18
OK. 00:30:21
The highest? 00:30:22
Oh, OK. You want to be a part of this, Steve? 00:30:23
Yeah, sure. 00:30:26
Yeah, because I support it too. So when is this event going to occur? 00:30:33
They'll be granted Alpha next year. 00:30:36
It's already been done, right? 00:30:39
Yeah, it was here in Globe, right? 00:30:40
It's fairgrounds, yeah. 00:30:42
OK, alright. 00:30:43
All right, so the. 00:30:46
Agreement as to split the 5000. 00:30:48
And. 00:30:50
I'll call for motion. 00:30:52
Mr. Chair, I'll make the motion to approve economic development agreement #2026-0170. 00:30:53
Between Hila County and the Hila County. 00:31:01
Kettle Growers Association. 00:31:03
As presented, in which the Board has determined to be for the benefit of the public. 00:31:05
I'll second that motion and a second. 00:31:10
To approve those in favor say aye aye. 00:31:12
Aye, aye. 00:31:14
And I'll say we need to continue supporting. 00:31:17
Kettleman and Hewlett County has a great. 00:31:20
Heritage in that and. 00:31:25
I'll say this, I was reading something about. 00:31:28
Charlie Meadows if you don't know who Charlie Meadows is. 00:31:30
His family was the first people to bring cattle into Tehila County. 00:31:35
In the Tonal Basin, that's what are we reading. 00:31:39
And so, umm. 00:31:42
Near famous person. 00:31:48
In Gila County. 00:31:49
Another umm. 00:31:51
Kind of almost like a Buffalo Bill guy, anyway. 00:31:53
OK, before I wax on too much more, let's go on to item 2. 00:31:57
I Information discussion action The review, the bid. 00:32:02
Submitted for Request for Proposal Number 06102025, which is the scrap metal recycling services in order to contract. 00:32:06
Number 061020252 SA. 00:32:16
Recycling LLC for an initial term of. 00:32:21
January 6th. 00:32:24
26 to January. 00:32:26
527. 00:32:27
Good morning, Aaron. 00:32:29
Good morning, Mr. Chairman, Supervisor Klein, Supervisor Humphrey. 00:32:31
As part of the municipal solid waste services that are provided by Hewlett County, we accept scrap metal at our landfills. 00:32:36
This ultimately prevents things like freon from going into the landfill. It increases diversion. It saves on airspace. 00:32:43
Since early 2025 due to the lack of a. 00:32:52
Qualified Recycler. 00:32:55
That's been on contract with the county. We've been unable to remove scrap metal. 00:32:56
So we came to the board. 00:33:01
With this RFP, we went out to bed and we got this proposal from SA Recycling to provide comprehensive scrap metal services to the 00:33:03
landfills. 00:33:07
This is going to include sorting, bailing, transporting. 00:33:11
Free on removal. 00:33:15
For our scrap metal at both of our sites for the next calendar year. 00:33:16
And be happy. 00:33:22
Take any questions. 00:33:24
Thank you, Aaron. Supervisor Humphrey. 00:33:26
I have no questions, Aaron, just. 00:33:28
Congratulations and thank you. I mean. 00:33:30
The dumps been a mess. 00:33:33
You've come in, you've helped us get rid of this scrap metal, you help bring in shipping. So. 00:33:34
Thank you very much for all that you've done for. 00:33:39
Thank you, Supervisor. 00:33:42
Supervisor client. 00:33:44
We have quite a mountain of. 00:33:45
Scrap out there, yes. 00:33:47
That was impressive. I I looked at it as well. 00:33:49
Yeah. Thanks for putting this together on. 00:33:53
I'm kind of excited. Maybe we have a recycler we can get some money from instead of just giving it away and letting it walk out 00:33:56
our gates. 00:33:59
And so I think that's a huge improvement, so. 00:34:03
But furthermore. 00:34:06
And that is going forward, it's somewhere along the way, I'd like to sit down with you and Christine. 00:34:08
And talk about other options. 00:34:14
Versus contracting this out? 00:34:17
Hello work session. 00:34:19
Hello, work session. Yeah, that'd be a good one. I think so. 00:34:22
And I agree, Supervisor, I think that if we pursue it the right way, I think there's good feasibility in the county doing that. 00:34:25
And depending on. 00:34:32
You know how the scrap metal prices move over time? The county. 00:34:34
Might be able to come out from that. 00:34:38
You know financially pretty well for what we might invest in. 00:34:41
And that would just be more money that would be able to support our. 00:34:44
Our landfills. 00:34:47
Keep in the back of your mind, because I'll be. 00:34:49
Hitting you up and Christine about it and. 00:34:51
And like Tim said, this would be. 00:34:54
Good work session discussion. 00:34:56
So thank you. 00:34:58
Thank you, Supervisor. 00:35:00
Aaron, I have a question or two so. 00:35:02
Oh, how is this set up? Do we pay them to come and do this or do we come to an agreement on? 00:35:04
A percentage of what's there. 00:35:11
Do we make money? 00:35:14
Do we break even? What do we do here? 00:35:15
So the the contract itself is not. 00:35:18
Costing us anything to have the metal removed. 00:35:20
The company that's coming in, they're furnishing their own people, their own baler, their own trucks. 00:35:23
They're handling all of the hauling as well as the freon removal from all the white goods, the sorting. 00:35:28
I believe and I would have to. 00:35:35
To check the contract proposal itself, but I think that the. 00:35:37
Flat rate that was in there was for all the mixed metal that was $11.00 a net ton. 00:35:41
With no costs going out. 00:35:47
We're making, we have the money that we take in over the scale when the metal comes in. 00:35:49
And then we're making that money from the hauler to buy it. 00:35:54
From us to take it to a recycle. 00:35:56
So we actually do benefit. 00:35:59
Yes, from this process, yes. 00:36:01
And, umm. 00:36:03
I know it's been a practice, maybe you can help me. This is unrelated. 00:36:05
But it is a pertinent question. 00:36:08
That we've allowed the public to do some. 00:36:10
Scrapping of, I mean. 00:36:13
So picking through this pile. 00:36:15
On their own. 00:36:17
Yes, and I'm worried about liability first of all if they pull something out and Ohio falls on them. 00:36:18
And whether or not that's a cost effective way of? 00:36:25
Having public property. 00:36:30
Utilized. 00:36:33
Yes. So the landfill as it stands right now, there is a salvaging ticket process where if somebody were to. 00:36:34
Find something that's there they could pay a salvage ticket at the scale and remove that material. 00:36:42
However, Christine and I just had a discussion on this subject in the last week or so. 00:36:47
And one of the items that we wanted to bring to the board was discussing how we wanted to proceed with that. 00:36:53
Going forward. 00:37:00
Being that we're getting these contracts in place and sorted out, do we want to ultimately remove? 00:37:01
The salvaging ticket process altogether. 00:37:07
And say no that material. 00:37:11
Can't be removed even if. 00:37:13
Follows appropriate safety guidelines or did we want to maybe refresh that and keep it in place? 00:37:14
So that is a discussion that we've been having that. 00:37:20
We wanted to actually discuss with the board to see. 00:37:23
You know what your thoughts were on it. 00:37:26
Because in most landfills anymore. 00:37:28
Purely from the liability standpoint. 00:37:31
In most, not all. 00:37:34
I would say better than 95% salvaging is. 00:37:36
More or less a thing in the past. 00:37:39
But it's. 00:37:43
Been something that's kind of came and went in our landfills. 00:37:44
Thanks for that clarification. 00:37:49
So is that going to be another work session? 00:37:51
And we probably do need to have some updates, especially on the brush pile too. We haven't talked about that today. 00:37:54
Anyway, let's stick with this one and I'll call for a motion. 00:37:59
Mr. Chair, I move to award contract number. 00:38:03
06. 00:38:06
102025. 00:38:07
To essay recycling LLC I've presented. 00:38:10
Mr. Chair, I'll second that. 00:38:13
Motion and 2nd to approve. Those in favor say aye. 00:38:14
Aye, thank you. Item 2 J is information discussion action to approve amendment #5. 00:38:17
To professional services contract 072622. 00:38:23
Solid Waste Landfill Services with Steven B Smith. 00:38:27
Renewing the term of the contract from January 126. 00:38:32
Through December 31. 00:38:36
26. 00:38:38
And increasing the maximum compensation for the new term. 00:38:39
Can we not to exceed total of 367,840? 00:38:43
Dollars. 00:38:47
Aaron yes, so. 00:38:48
Steven B Smith. 00:38:51
Has been on contract as the landfill engineer since 2022. 00:38:52
With the option of. 00:38:57
Renewing this contract every year through this year, which is the last renewal. 00:38:59
They provide our professional services, so basically our. 00:39:04
Routine monitoring. 00:39:09
Our permit filings with ADQ, they work with us to make sure that a lot of our. 00:39:11
Mandated trainings are up-to-date, they do our water sampling, methane monitoring, they do a lot of our design work for 00:39:17
infrastructure changes. 00:39:21
And assist us. 00:39:26
With their records and then for this year, we've actually added in. 00:39:28
Part of the reason for the. 00:39:32
The way the price increase is now. 00:39:34
With a lot of the projects at the landfill, we have them to update and revise the Swifts for the Russell Gulch landfill. 00:39:37
Which are already due, and they're going to be due again. 00:39:43
As we proceed through with the cell 3B. 00:39:46
And then the cleaning liner repair and CQA for the leachate evaporation pond repairs. 00:39:48
Providing the CQA and monitoring for the closure of the center pond at Buckhead Mesa. 00:39:55
Along with the final piping design and CQA for that. 00:40:01
The conceptual design and feasibility studies for the Buckhead Mesa landfill expansion. 00:40:04
And the permit drawings and permitting for the Buckhead Mesa? 00:40:10
Landfill expansion. Those are the items that are being added. 00:40:13
Into that for this year. 00:40:16
As we're moving forward with the Townsite Act and. 00:40:18
In various repairs on top of the routine monitoring services that they are. 00:40:21
Provided I'd be happy to take any questions on that. 00:40:25
Supervisor Humphrey. 00:40:28
I I guess I have no question. 00:40:31
Supervisor Klein. 00:40:33
I got one, maybe it's a loaded one but. 00:40:34
Anyway, these folks have been with us for a while. 00:40:37
And are we currently up to snuff on all of our certificates and inspections and. 00:40:41
And all of that. 00:40:47
With the exception of this. 00:40:49
With the exception of the one Swift for Russell Gulch, we are up to date. 00:40:52
On all of our permits and inspections for the items that. 00:40:57
I had brought to the board earlier this year that had been lapsed. Those were items that were on the county. 00:41:02
And they provided the help to us to get all of that up to date and. 00:41:08
OK. So we're we're pretty much back on track. 00:41:12
Yes. 00:41:14
OK. Thank you. 00:41:16
So Aaron, my question would be some of the. 00:41:18
Some of the things you listed seem. 00:41:21
Complicated. As if. 00:41:23
They should have a professional. 00:41:25
And then some of them seemed almost routine. 00:41:27
Applying for this or. 00:41:30
Having a permit. 00:41:32
So can you help me understand why we need to pay for that? 00:41:36
Outside of, say, the department doing that themselves. 00:41:40
Sure. So the department. 00:41:44
So an example of that would be when we do water sampling. 00:41:47
Within the department. 00:41:50
Every quarter as part of our aquifer protection permits, we go through, we do water sampling of our under drains, our leachate 00:41:52
systems. 00:41:56
Because we have to make sure that water that goes into the landfill. 00:42:00
Essentially stays in the landfill. 00:42:04
And water. 00:42:06
Comes near the landfill does not. 00:42:08
Enter the landfill. That's the most basic way to put it. 00:42:10
And one of the ways that we ensure that our landfill systems are not leaking, that they're not getting in any waterways as we draw 00:42:13
water samples every week. 00:42:17
Through multiple different sites at both facilities and then every. 00:42:22
Order. All of those different volumes have to be put together. 00:42:25
Into reports that are sent over to AD Q for approval. 00:42:30
Because we have. 00:42:33
Basically acceptable rates of things like suspended solids. 00:42:35
Acceptable leakage rates that are all within our permit. 00:42:39
So the work that they do is the landfill staff. 00:42:42
They will actually go through. 00:42:46
They will run the pumping. They will pull the water sample. 00:42:49
And they will keep all of the logs up to date, tracking the water volume. 00:42:53
Those logs are then submitted at the end of the quarter to our engineers. 00:42:58
Who go through they run all the calculations. 00:43:03
They prepare the final reports. 00:43:06
They make sure that the lab results are coming back for water that we have to have tested every quarter. 00:43:08
And they're compiling that into a report that goes to ADEQ. 00:43:14
And they do that same. 00:43:18
Process when we go through things. 00:43:20
Methane monitoring and tracking. 00:43:23
So there's parts of it that we perform, and then there's parts of it as required by a. 00:43:25
A qualified engineer that they're. 00:43:30
OK. All right. Thank you for that explanation. And with that, if there's no more questions at all? 00:43:32
Promotion. Mr. Chair, I'll make the motion to approve amendment #5 to. 00:43:39
National Services contract number 072622. 00:43:44
For Stephen B Smith, as presented. 00:43:48
Mr. Chair, I'll second that. 00:43:51
Motion and a second to approve. Those in favor say aye aye. 00:43:53
Hi. Thank you, Aaron. 00:43:56
Thank you supervisors today. 00:43:58
Information discussion. Action to adopt resolution number 260102. 00:44:01
Declaring that. 00:44:06
Declaring that should there be a shortfall in Section 8 housing assist. 00:44:09
Payment funding for the fiscal year ending 2025. 00:44:15
Which could result in the termination of assistance to. 00:44:19
Assisted. 00:44:22
Families and grant. 00:44:23
Permission. Umm. 00:44:24
Use unrestricted net position. 00:44:25
In an amount not to exceed $15,000 to avoid. 00:44:28
This outcome? 00:44:32
Good morning, Paula. 00:44:33
Good morning, Chairman, members of the Board. 00:44:35
Friday is one of our programs that does Section 8 vouchers. 00:44:38
And this item went around a few times. 00:44:42
The County Attorney and. 00:44:47
But the clerk's trying to get the wording correct. 00:44:48
HUD does require this resolution. 00:44:50
To move line items. 00:44:53
So that's what. 00:44:54
That's really what your. 00:44:55
What you're talking about the unrestricted? 00:44:58
Amount of money will be an administ. 00:45:01
Cost. So do you? Would you like me to read the resolution? 00:45:04
Not unless the other two would like that. 00:45:11
OK. 00:45:13
So any questions, Supervisor Humphrey? 00:45:14
I have no question. 00:45:17
Supervisor Klein. 00:45:18
I'm I'm good. 00:45:19
Yeah, I'm, I'm good as well, Paula, thank you. With that, I'll call for a motion. 00:45:20
Mr. Chair, I moved to adopt resolution #26-01-02. 00:45:24
Mr. Chair, I'll second that motion and a second to approve those in favor say aye, aye, aye. 00:45:29
All right. Item 2L is information, discussion and action Approve amendment #1 to the RGA number. 00:45:34
DI 25. 00:45:40
002432. 00:45:42
Between the Arizona Department of Economic Security and the Hilton Community Services Division. 00:45:45
Revising the budget to $325,579. 00:45:50
Cents, including $85,000 for eviction prevention. 00:45:54
That must be fully expended by June 30th. 00:45:58
2026. 00:46:02
Paula, yes, this is also a budget that we have had in the past. 00:46:03
And this is. 00:46:08
They're going to continue to add more money. 00:46:10
Found when the government did the shutdown, we were only given a certain amount of money. 00:46:13
And this is just adding the money that we were funded initially. 00:46:17
So we'll come back probably with a couple more. 00:46:21
Amendments. 00:46:24
And 85,000 is actually new money for the eviction and we're really excited to have that especially. 00:46:26
With all the flooding and everything going on throughout the. 00:46:31
These communities that we were able to use this addiction. 00:46:34
Eviction prevention funding. 00:46:38
So thank you for. 00:46:39
Looking into this and. 00:46:42
Improving it, I can follow Supervisor Humphrey. 00:46:43
I have no question, Supervisor, client. Thank you, Paula. Thank you, Paula. 00:46:46
Mr. Chair, I'll make the motion to. 00:46:51

Mr. Chair, also. 00:47:07

Thank you very much. 00:47:13

For a new not to exceed amount of 205,000. 00:47:45
Haley, good to see you. 00:47:49
Good morning, Mr. Chairman. Supervisors, it's nice to see you all. 00:47:51
So we recently brought you the Safe Streets for All contracts with Community Alliance Consulting. 00:47:55
Shortly after that we were awarded some additional funding for Safe Routes to School, which goes really well with Safe Streets for 00:48:00
All. 00:48:04
So we've expanded their scope. 00:48:08
To include that safe routes to school. 00:48:09
Initiative added some administrative funding for them. 00:48:12
And then their state contract was removed through the end of 2026. 00:48:16
So that is. 00:48:21
OK. Thank you, Kaylee. Supervisor Humphrey, I have no questions. 00:48:21
Butter Klein. Thank you, Kaylee. 00:48:25
Thank you, Kaylee, and happy New Year call promotion. 00:48:27

All right, moving on to Item 3, which is our consent agenda items. We have consent agenda items A through G. 00:48:51
Supervisor Humphrey, would you like to discuss one or more of those separately? 00:49:00

Aye, all right. 00:49:18
Call to the public anyone here locally in Globe that would like to. 00:49:24
Speak before the supervisors at this. 00:49:29
Time, No. Kaylee, anybody on there that would like to speak to us? No. How many did you have? 00:49:32
OK. All right. 00:49:42
Thank you. Tyler. You don't look like you have anyone there. 00:49:45
It's a lonely place. 00:49:50
Thank you for that. Let's move on to item number. 00:49:53
Which is our reports manager. 00:49:56
Mr. Chairman, just one thing I wanted to bring to your attention. I attended the ADOT. 00:50:00
Board of Directors. 00:50:04
In December, they were discussing as part of their ADOPT board meeting. 00:50:05
They're doing a statewide. 00:50:10
Traveling. 00:50:13
Traveling tour to here. 00:50:15
Input from. 00:50:17
Residents of the various location areas. 00:50:18
Of Gila County. 00:50:21
When they were discussing the. 00:50:22
Areas that they had. 00:50:23
Scheduled. 00:50:25
For doing this presentation of this discussion. 00:50:26
They did not include any locations in Gila County, so I. 00:50:29
Made sure to get to the director of. 00:50:33
There at that meeting and said. 00:50:37
We are more than willing to host a dot here in Gila County and. 00:50:38
Look forward to scheduling some time and if they need to. 00:50:42
Coordinator that we would be glad to as. 00:50:44
Gonna kind of do that. 00:50:46
I received an e-mail this morning. 00:50:47
Looking for a time that we can get together to schedule those meetings with Ada. 00:50:49
To discuss our transportation needs. 00:50:53
With to have input to the ADOT board so. 00:50:55
One of the reports that that'll be coming up. 00:50:58
Thank you. 00:51:01
Thank you. Pleasure. 00:51:02
UH held A-Team project. 00:51:05
Review meeting with Public Works. 00:51:08
On the 31st. 00:51:10
I went on a site visit with. 00:51:12
The team's team. 00:51:14
When Michael, Josh. 00:51:16
Jeff and Brian. 00:51:18
The two arrow some water issues. 00:51:20
Water leak issues. 00:51:24
And we think it's the city, but it's in the county, so. 00:51:27
Working with the city. I have a meeting with Paul Jefferson coming up tomorrow. 00:51:30
To discuss some of what we had found. 00:51:34
When we did a site visit. 00:51:36
And I'll hold the tunnel based on community meeting. 00:51:38
Tonight at 5. 00:51:41
Thank you. Whether. 00:51:43
Fine. Thank you, Mr. Chair. 00:51:45
Just prior to the holidays, I had a discussion with Congressman. 00:51:47
You like cream? 00:51:51
A really good visit with him. 00:51:53
I thinking for his support and leadership and getting us the. 00:51:56
Secure school. 00:51:59
Honey and all he had done there, and also his support on the pill. 00:52:01
Programs as well. 00:52:05
We talked about some other projects that's coming up. One of them is with the Tunnel Apaches proposal for the. 00:52:07
Land acquisition. 00:52:13
Around a patient. 00:52:15
So I've had some pretty good discussions over that. 00:52:17
And overall it was good. I've got meetings set up with him. 00:52:21
When we go to DC little later on and. 00:52:26
And so that's it, Mr. Chair. 00:52:30
Thank you. 00:52:32
Well, it's over the holidays. 00:52:35
A little bit of this and a little bit of that. 00:52:38
So I noticed you included this in my packet. This is information on. 00:52:40
Insurance companies that are willing to. 00:52:47
Provide fire insurance. 00:52:51
To homeowners. 00:52:55
Where that seems to be. 00:52:57
You know, troubling to a lot of people. 00:53:00
And so I have that information if anyone would like. 00:53:02
Have that. 00:53:05
Didn't we share that with you guys though already? 00:53:07
Did we share that? Yeah, OK. 00:53:10
And then? 00:53:12
I've been invited to the 30th annual Legislative Day. 00:53:13
January 20th, I'll be going to that. 00:53:18
And also the govern. 00:53:22
Wanting to come to Gila County which I think is good. 00:53:25
You come to Payson at the casino and give the state of the state address again. 00:53:29
And so I'll know more information about that tomorrow. 00:53:35
And of course, we would all be invited. 00:53:39
To attend that. 00:53:42
And so I think it's a. 00:53:44
It's good that the governor wants to come to Gila County and when she has other choices, so. 00:53:47
That that works out good. The chamber is kind of sponsoring that or putting that together. 00:53:52
Other than that, yes Sir. 00:53:58
Mr. Chairman, I apologize, but could I have Mr. O'Driscoll come up and. 00:54:00
The declaration of emergency was denied. 00:54:05
By FEMA. 00:54:08
Yeah, you've gotten that notice, but. 00:54:09
If I could get Mr. O'Driscoll to give us an update on water options are on what's going on with the state? 00:54:13
Fatima and that because that's. 00:54:17
Well, let me if that's OK, I have Mr. Rodrigo have a report on. 00:54:19
Yeah, and that was my report anyway. So come on up, Michael. 00:54:23
Thank you, Chairman and members of the Board and. 00:54:28
So. 00:54:31
Karl Malford participated in a. 00:54:33
DEMA strategy meeting. 00:54:37
Probably about an hour and a half ago. 00:54:39
To talk about the declaration being denied by FEMA. 00:54:41
I forwarded that information to all of your inboxes, but. 00:54:46
I'll just go ahead and read it. 00:54:50
Out loud if that's OK. 00:54:51
Carl wanted to provide an update from today's strategy meeting with Dima. 00:54:55
The focus of the meeting was to develop a. 00:55:00
Coordinated approach for appealing FEMA's denial of our federal declaration request for the September flooding events. 00:55:02
The State of Arizona will be leading the appeal and drafting the final letter with Gila County supporting. 00:55:09
By supplying key documentation. 00:55:15
The strategy developed in this meeting centers on leveraging social vulnerability data. 00:55:18
To demonstrate significant unmet needs in both Gila and Mojave counties. 00:55:23
Which were greatly affected by the floods. 00:55:28
In addition, the state plans to highlight its record of supporting disaster incidents. 00:55:30
Including assistance from the. 00:55:35
Provided following Telegraph fire through House Bill 2001. 00:55:37
And that was the funding, if you recall, that we used to help the residents and businesses recover from the Telegraph fire and 00:55:41
flooding after that. 00:55:44
He the county Emergency Management will also. 00:55:50
Work this effort by providing documentation to Gila County's record of being self-sufficient through lower level disasters in the 00:55:52
past. 00:55:56
That seems to be the direction the federal government is wanting states to take, to take care of your own business first. 00:56:00
And then come to them afterwards so. 00:56:06
We're trying to document that as Gila County. In the past, especially 6-7 years, we've done an exceptional job. 00:56:08
In handling these massive disasters on our own. 00:56:15
From residents and and within. 00:56:19
County government. So we're trying to at least let the federal government know that. 00:56:21
We've become extremely. 00:56:26
Good at taking care of our own. 00:56:28
Evacuations and fire support here. 00:56:31
This will also include presenting the challenges. 00:56:35
By having multiple flooding events in a short period of time, essentially disrupting and prolonging recovery efforts. 00:56:38
So that's the strategy we're going to take on Gila County side with Emergency Management and the assistance of. 00:56:45
Public Works, Christine and. 00:56:52
In Carl, but we do have to work with the state. 00:56:54
They're leading the appeal process. That's the. 00:56:57
That's the law in this particular case. 00:57:01
So we're doing whatever we can to support DIMA. 00:57:04
And DIMA is working with the governor's office to see if we can appeal this. 00:57:06
And get it overturned. 00:57:11
And I'd be happy to answer any questions you may have. 00:57:12
Thank you, Michael. Supervisor Humphrey. 00:57:15
I have I have no questions. I. 00:57:17
Appreciate the appeal. 00:57:20
Especially after. 00:57:22
Many, many uncontrolled fires. 00:57:24
In our area. 00:57:27
I would, I would very much like to see this overturned because. 00:57:29
I do believe that a lot of that is a lot of the. 00:57:34
Or a lot of our blood. 00:57:37
Yes and just. 00:57:39
To follow up on that comment, supervisor, members of the board. 00:57:41
There was a. 00:57:44
You know the threshold to. 00:57:45
For federal declarations, about is $13 million. 00:57:47
And we've documented. 00:57:52
Approximately $30 million worth of damage. 00:57:53
But has also. 00:57:56
Added to that, so they bumped it from 30 to about $100 million in damages across the state in Gila County. 00:57:58
So that's the figure that we're going to. 00:58:05
Team is going to go in the state of Arizona is going to go back to female whip. 00:58:07
So and if you want. 00:58:11
Any other information, specifics on that 100 million? 00:58:13
I'm going to ask Carl to go ahead and send that out to you if you would like. 00:58:16
It's a pleasure climate. 00:58:21
Just a wedding game. 00:58:22
But I do appreciate the governor for pushing on. 00:58:24
Appealing that decision. 00:58:27
And so hopefully. 00:58:29
It will get overturned and. 00:58:31
Rainbow planted. 00:58:34
That's that's a big task for us as a county right there. 00:58:36
It's a financially devastating to us and almost minuscule amount of money. 00:58:39
To the federal government. 00:58:45
That they're used to spending billions on. 00:58:46
Disasters. 00:58:48
So it's it's. 00:58:49
Yeah. Thank you for all your effort. 00:58:52
Thank you for that report. 00:58:54
Anything else? 00:58:57
If there's nothing else, then we are adjourned. 00:59:00
Thank you. 00:59:02
