Yeah. 00:18:45
Get that done briefly. 00:18:47
OK. All right. 00:18:48
I think we're done. 00:18:52
All right. Very good. I appreciate that and it's always nice to recognize. 00:18:54
Longevity and commitment. 00:18:59
To our employees so. 00:19:02
If there's nothing else, we're going to move on to Item 3. 00:19:03
A which is the public hearing. 00:19:06
Information discussion. Action to adopt ordinance #2026-01. 00:19:08
It's amending Ord. 00:19:12
Number 202506 to revise. 00:19:14
The wording of petition 2 to read not more than 5. 00:19:18
Four acre. 00:19:22
Custom home. 00:19:22
Sites, yeah. 00:19:23
If they're muted and there's nobody in there, is there any public up there that wants to listen or chime into this? 00:19:26
Oh, I see. Yeah. I mean, I don't know, they might be able to hear, but it looks like that's a good vacated for a picture and if 00:19:31
there's people up there for this item. 00:19:36
I would I would like thank you for pointing that out. 00:19:40
Looks like we're coming back. 00:19:43
Hi, Lisa. Are we ready to go again? 00:19:47
Yes, Sir, we are OK. Thank you. Item 3A is information and discussion. 00:19:52
And action public hearing to adopt ordinance. 00:19:58
2026-01. 00:20:01
It's going to amend an Ordinance 2025-06. 00:20:03
To revise the wording. 00:20:06
Of condition #2. 00:20:09
To read not more than 5 four acre custom home. 00:20:11
Sites, Randy, what are we looking at? 00:20:13
So remember in December we came to you and we have a site across from that brewery. 00:20:15
Where's 20 acres there? And we said it was 54 acre houses. That's what the. 00:20:21
Applicant had put. 00:20:26
Right before the. 00:20:28
Timeline for them to expire. 00:20:30
They wanted to change the wording. 00:20:33
To say not more than five 400 houses. 00:20:35
There may be 1. 00:20:38
And they didn't want to. 00:20:40
Have anything screwed up so we're just changing the wording? 00:20:42
They got their application in Joe in time. 00:20:45
They've met all the requirements. It's changing nothing about the zoning. 00:20:48
It's just not requiring that there be 5 houses is just saying there can be up to 54 acre house. 00:20:52
So that's the only difference. 00:20:58
But we wanted to come. 00:21:00
Forward and make sure. 00:21:02
Everyone knew what was going on, so there was no. 00:21:03
No concerns in the future. 00:21:07
Then I'll answer any questions. OK. Thank you, supervisor. 00:21:10
Yeah, I. 00:21:13
OK, so so we have. 00:21:14
How many acres is there? 00:21:18
So it's 20 acres, 20 acres. 00:21:19
And they originally had five, four acre houses. 00:21:21
To to meet that, now they're saying not more. 00:21:25
Than 5 four acre houses it could be 1. 00:21:29
The 20 acre house. 00:21:32
OK, so. 00:21:33
OK now, now that I understand that better. 00:21:35
So is that? 00:21:38
I noticed that. 00:21:40
That we've had problems with people buying acres and split it. 00:21:41
And then split it and then split it and then split it. So 5 acres. 00:21:44
So will this prevent that from being? 00:21:48
Flint yes, they have a deed restriction in there that says they cannot split it and it can't be more than 5 four acre. 00:21:52
OK, good. Yeah, I would just, I would just be insured because we've got a lot of deals where properties sold at 20 acres and then 00:22:00
it's broke down and then it's sold and broke down and sold and broke down. 00:22:04
Anyway, I just wanted to be. 00:22:09
Clear on that and I think that's a good. 00:22:11
Decision off the get go. 00:22:13
Because we've had a lot of issues with those problems. 00:22:14
Thank you, Randy. 00:22:17
You supervisor client. 00:22:18
I'm good, Randy. Thank you. 00:22:20
Yes, Sir. And I'm familiar with it as well, so I'm fine with it. I'll call for a motion, no. 00:22:21
I will open it up to the public hearing. 00:22:26
Is there anyone in Payson that wishes? 00:22:29
Speak on this issue. 00:22:31
OK. Thank you, Cassandra. No one on the Internet. And is there anyone? 00:22:37
Here in globe that wishes to speak on. 00:22:41
This item. 00:22:44
No. OK. Then I'll close the public hearing and I will call for a motion. 00:22:46
Umm, Mr. Chair, I moved to adopt ordinance number. 00:22:54

I actually include. 00:24:21
The crane operator. 00:24:23
That we had South end of town. 00:24:26
Each of the lines for getting. 00:24:29

Operations. 00:26:24
ETC. Uh. 00:26:26
Is is Bill? 00:26:27
Or a representative from. 00:26:29
On a rim there. 00:26:32
Come on up. 00:26:36
Good morning. 00:26:40
Rescue my heart. 00:26:43
22 years now. 00:26:50
We've been trying to get a building. 00:26:52
Utility patient area. 00:26:54
Relocate. 00:26:56
Which is scanner combined to. 00:27:01
Top racing and various other places. 00:27:05
Located. 00:27:08
That's great, managing funds to get that building started. 00:27:10
And this is one piece. 00:27:14
Great wing setting, repeating room. 00:27:17
Appreciate your consideration for that. 00:27:21
OK. Thank you, Bill. That's Bill Peterlee. 00:27:24
And Supervisor Humphrey, any questions? 00:27:27
I have no questions. 00:27:30
Supervisor Klein. 00:27:32
I'm good. 00:27:33
All right, we're good to go. I'll call for motion. 00:27:34
Mr. Chair, I move to approve economic development. 00:27:37
Agreement #2026-0189 between Gila County. 00:27:40
And tonal rim. 00:27:45
Search and Rescue incorporated as presented, in which the Board is determined to be. 00:27:47
For the benefit of the public. 00:27:52
And I'll second that, Mr. Chair. OK, we do have a motion and a second to approve. Those in favor say aye. 00:27:53
Aye, aye. Thank you, Bill. 00:28:00
Thank you. Thanks for coming. 00:28:03
Item 4C. Information discussion Action to approve economic development agreement number 2026 DASH. 00:28:05
0192. 00:28:11
And that is between Hewlett County and the Brownsville Western Heritage Incorporated in the amount of. 00:28:13
$20,000 to support the educational efforts to save. 00:28:18
Western heritage for youth and adults. 00:28:22
In Hula County, which the board is determined to be. 00:28:24
For the benefit. 00:28:27
Of the public, Mr. Humphrey. 00:28:28
Yeah, this is a. 00:28:30
This is a great event that they put out there every year. 00:28:31
If you'd like to come up before I go on further. 00:28:35
Please do. 00:28:38
Come on up and. 00:28:40
Do your presentation. 00:28:41
Please my name is Billy Menifee and I'm one of the funding coordinators for Brownsville Western Heritage. 00:28:43
And Kathy Manning and I am also the funding coordinator. 00:28:49
And we also are teachers. 00:28:53
And so we have been instructing this year. 00:28:55
Our last classes are next week, but this year. 00:28:58
We have over 300 students. 00:29:01
Which equates to 1200 student hours. 00:29:04
That we've already accomplished. 00:29:07
52 classes. 00:29:10
In Gila County. 00:29:11
4th graders. 00:29:13
Lots of fun. 00:29:14
Lots of energy. 00:29:16
But this is a. 00:29:17
A project that's near and dear to my heart. I knew. 00:29:19
To Arizona in the last 15 years. 00:29:22
I'm not born and raised here. 00:29:25
But I have been involved with the agriculture education for at least the last five years. 00:29:27
And I love it. 00:29:32
So we do have a short presentation for you. 00:29:34
If you'd like to click through it and if you have any questions, I'll answer the questions after. 00:29:37
We started in 2009. 00:29:43
Again, we do about. 00:29:45
30 or 300 students on an annual basis. 00:29:47
It's schools only in Tunnel or in the Healy County area. 00:29:51
We have an annual. 00:29:56
AG education that's located at the Brownsville farm. 00:30:00
Their arena where all the kids that attend the 4th grade and 5th grade. 00:30:04
And some of the homeschoolers come and spend. 00:30:09
A day with us. 00:30:12
Where we do all kinds of activities from branding. 00:30:13
To writing. 00:30:17
Stick horses to roping. 00:30:18
Feeding the animals in that. 00:30:22
In the. 00:30:23
Heading through? 00:30:25
Looking at the wonderful museums that we have available for them to see. 00:30:26
I know. 00:30:31
Supervisor Humphries has come on an annual basis. 00:30:33
Even attended when we had our Navy SEAL. 00:30:36
Come in and do a presentation for us on the importance of branching. 00:30:38
We get help from the Payson High School. 00:30:45
They put together our. 00:30:48
Wood blocks that the kids. 00:30:50
Brand we also get help. 00:30:53
From Plant Fairy Nursery Who does the seed balls? 00:30:55
The University of Arizona. 00:31:00
Of their 4H ext helps us. 00:31:02
Do this, but it is a team effort. 00:31:04
And this last year, which I'm not sure. 00:31:07
That all the supervisors are aware or the community, but we did lose our funding. 00:31:09
Through NRCD and that's why we're coming to you. 00:31:14
Today to ask for funding. 00:31:17
We've already put forth the hours. 00:31:19
To put this classroom instruction on. 00:31:21
And basically at this point in time. 00:31:24
We are. 00:31:27
Unpaid supervisors or unpaid teachers? 00:31:28
It is something that's very wonderful and we're willing to do it. 00:31:31
But it would be helpful to. 00:31:36
Get some financial support to put this project on. 00:31:38
OK, we actually have. 00:31:42
We teach a dairy class. 00:31:45
A mining class. 00:31:48
A cotton class. 00:31:50
Citrus and branching and this year our ranching class is actually going to be. 00:31:54
In conjunction with act days instead of. 00:32:00
Bringing it to the classrooms. 00:32:04
Seems like a. 00:32:07
More appropriate spot. 00:32:08
Teach about ranching. 00:32:10
And we have it. 00:32:12
Gotten 4H kids. 00:32:13
That are willing to do. 00:32:15
The ranching element of it at the arena. 00:32:17
And they will be getting graded. 00:32:20
With their four. 00:32:22
Criteria. 00:32:25
So they'll be getting credit for that. 00:32:26
In addition to that. 00:32:28
They will also be beginning their hours of community service work. 00:32:30
So we're working. 00:32:35
Tightly with those young people to get their community service hours. 00:32:36
In addition to helping us. 00:32:40
Let the community know about how important ranching is. 00:32:42
OK. And are Agnes cost approximately $10,000 over the two day period including labor, chaperones, volunteers? 00:32:47
The T-shirts that each participant receives. 00:32:56
And supplies. 00:32:59
And then each class costs approximately $2000. 00:33:00
And so we just want to. 00:33:08
Thank you for your continued. 00:33:10
Court you have been. 00:33:12
Recording Brownsville Western Heritage in the past for several years. 00:33:14
And your contribution will definitely ensure that we can continue these programs in Healing County. 00:33:19
And with that we just have a few of like a one minute video that just shows some of the pictures. 00:33:27
Of the kids arriving and the actual events happening. 00:33:34
And again on the back of the T-shirt. 00:33:38
The Gila County Supervisor has been on the back of the T-shirt. 00:33:41
The banner is hanging proudly at Brownsville Western Heritage. 00:33:45
And we have lots of volunteers that help. 00:33:52
And very few. 00:33:55
Staff, people and Kathy and I got thrown into this this year to be in charge of it and we're. 00:33:58
Out there. 00:34:03
Beat in the bushes. 00:34:05
So if you have any questions, I'd be happy to answer any questions. 00:34:08
Thank you. 00:34:13
Yes, beautiful presentation. Thanks for. 00:34:15
Coming, Supervisor Humphrey. Yeah, I. 00:34:17
I have no questions because I've been there. 00:34:20
And will continue. 00:34:22
As I can. 00:34:24
But to see the looks on the kids faces and even the Navy Seals faces. 00:34:25
To open that world. 00:34:30
To them, it's amazing. 00:34:31
And so yeah, I don't have a problem at all in helping you as long as I'm a supervisor when we. 00:34:33
All that says, yeah, if that's what you need, I'll help you. 00:34:39
But I think that. 00:34:43
The other supervisors would like to help as well. 00:34:44
And so we did. 00:34:47
Split this 20,000. 00:34:48
To help you. 00:34:51
But if? 00:34:52
In my opinion, if. 00:34:54
If you keep losing funding. 00:34:55
This is something that's very important. 00:34:58
To the youth and. 00:35:00
In my opinion, and I wish it was going on. 00:35:01
In more places than he. 00:35:04
So thank you. Thank you very much. We will. We will make you proud. 00:35:06
Thank you. Supervisor Klein, do you have anything? 00:35:10
No, just just ladies. What a. 00:35:13
Terrific deal. This has been going on now for quite a while. 00:35:15
It's, you know, 15 years, Yeah, I'm sad to see in our CD didn't come through with the money for it this year, but. 00:35:18
But whatever we can do to help, absolutely, it's been a huge plus, a big programming. 00:35:25
And you guys are doing? 00:35:30
A remarkable job, so thank you. 00:35:32
Thank you very much. And when just last final thing. 00:35:34
Last year we were able to get in. 00:35:37
To the Otano Apache Tribe. 00:35:39
School and we are going to go back again this year and so we are. 00:35:42
Looking at them for support you because the kids really enjoyed it. 00:35:46
And they'll be coming out for four days. So we have that on Monday and Tuesday of next week. But that's a new school that we've 00:35:51
added and. 00:35:54
Willing to add new schools? 00:35:57
So if you hear. 00:35:59
You know, private schools. 00:36:00
Charter schools or whatever, reach out to us because we'd love to. 00:36:03
Go in and get in. Get more. 00:36:06
Get more busy. You're gonna need more teachers. 00:36:08
Yeah. Thank you so much because. 00:36:12
Without what you're doing. 00:36:15
These lessons are not taught. 00:36:17
And understood so. 00:36:19
Very good. I appreciate the presentation very much. So with that, I will call for a motion. 00:36:21
Mr. Chair, I'll make the motion to approve economic development agreement number. 00:36:27
20260192. 00:36:32
Between Gila County and Brownsville Western Heritage Incorporated. 00:36:35
As presented, in which the Board has determined to be for the benefit of the public. 00:36:39
I'll second that. 00:36:45
We have a motion and a second to approve. Those in favor say aye aye. 00:36:47
Aye, aye. Thank you, thank you. Thank you ladies, for coming. 00:36:50
Come out on the 22nd or 23rd of April. 00:36:55
OK. Thank you for the invite. 00:37:00
Thank you. 00:37:02
Item 4D Information discussion. Action to approve economic development agreement. 00:37:04
2026-0199 between Hulu County and Aidan Winkleman. 00:37:09
School district #41 in the amount of $1500. 00:37:15
It will support the school's scholarship program for graduating seniors. 00:37:20
Which the board is determined to be for the benefit of the public. 00:37:24
Supervisor Klein. 00:37:27
Thank you, Mr. Chair. I've been. 00:37:29
Supporting this now for a while, it's a really good. 00:37:32
Opportunity to help those kids down there. 00:37:35
Go on and. 00:37:37
And it's been a big plus, so. 00:37:38
I like to keep going on it and this is out of my constituent fund. 00:37:41
As well. 00:37:44
Thank you, Supervisor Humphrey. 00:37:45
I have no questions. 00:37:47
I have no questions. Thanks for doing it. 00:37:48
With that, I'll call for a motion. 00:37:51
Mr. Chair, I moved to approve Economic Development Agreement number 2026 DASH. 00:37:53
0199 between Healy County and Hayden Winkelman. 00:37:58
USD numbers. 00:38:02
41 as presented. 00:38:03
And which the borders? 00:38:06
Determined to be for the benefit of the. 00:38:07
Mr. Chair, I'll second that. 00:38:09
Motion in a second to approve. Those in favor say aye aye. 00:38:11
Very good, another one for you. 00:38:15
4 E Information, discussion action. 00:38:17
To improve economic development agreement #2026-0202. 00:38:20
Between Healer County and the Young Public School in the amount of $1000. 00:38:25
To support the installation of a patriotic display on school grounds. 00:38:29
Which the board has determined to be for the benefit. 00:38:34
Of the public. 00:38:37
Mr. Klein. 00:38:38
Thank you, Mr. Chair. This too is. 00:38:39
Something to help them with their flag and pole and everything right there on the school grounds. 00:38:42
And do some work on that, some renovation, so. 00:38:46
OK. And there again, it's coming out of my constituent fund. 00:38:49
Thank you for doing that. 00:38:53
Supervisor Humphrey. 00:38:56
I have no questions. 00:38:58
I have no questions either. I'll call for a motion. 00:38:59
Mr. Chair, I'll make the motion to approve economic development agreement number. 00:39:01
20260202. 00:39:06
Between Hillett County and Young Public School. 00:39:09
As presented, in which the Board has determined to be for the benefit of the public. 00:39:11
Mr. Chair, I'll second that. 00:39:15
Emotion and a second to approve those in favor say aye. 00:39:16
I thank you. 00:39:20
I think that's the most economic development stuff we've done on one agenda. 00:39:22
Although item 4F is information discussion action to approve amendment #1. 00:39:26
To Professional services contract number 061225 Legal services, felony criminal juvenile delinquency. 00:39:32
And mental health? 00:39:40
With the Crawshaw. 00:39:41
Russia Law in firm PLLC. 00:39:44
Increasing not to exceed compensation amount in the current contract. 00:39:48
To 116,000. 00:39:53
Dollars and Mr. 00:39:56
Husk is going to present that. 00:39:58
Go ahead. 00:40:10
Thank you. 00:40:15
Apologize, uh. 00:40:17
Turn 2 riders. 00:40:19
Thank you again. As you're aware, I also received services. 00:40:21
This crawshaw is one of our. 00:40:27
Contact you as counsel. 00:40:29
Our contracts with Defense Council provided they also assist with. 00:40:32
You know how? 00:40:36
And other. 00:40:41
When they go to trial, they get compensated for that. 00:40:42
These projected expenses. 00:41:03
Will exceed the base value. 00:41:05
Originally intended. 00:41:07
Before his contract. 00:41:09
And would ask the word to approve. 00:41:11
This modification. 00:41:13
To allow him. 00:41:15
Continue to do the work he does on the half of Indian clients. 00:41:16
Which is a great service. 00:41:20
President's Account. 00:41:22
Thank you, Mr. Husk, Supervisor Humphrey. 00:41:24
I have no questions. 00:41:27
Thank you, Supervisor Klein. 00:41:28
So some of this I don't, I guess I don't understand. And so Jessica and Joy. 00:41:31
Indigent services and stuff like that. Did the county attorney's office provide any? 00:41:35
Assistance there or? 00:41:39
Or this is. 00:41:41
Chairman supervisors know the county Attorney's office. 00:41:44
We're in charge of the prosecution, so the defense. 00:41:47
Used to be part of the courts, but. 00:41:51
A couple years ago. 00:41:54
They switched it over to indigent services where the courts is not. 00:41:55
Managing it. 00:41:58
Indigent services management is handling it. 00:42:00
So it has nothing to do with this. 00:42:03
County Attorney's Office. 00:42:05
Just that. 00:42:06
Our prosecutors and. 00:42:07
Ourselves, we work with those defense attorneys. 00:42:09
My name's Jessam. 00:42:12
Mr. Chairman, Mr. Roger Clyde, I would just add that the reason that was split the Superior Court was managing. 00:42:16
Indigent defense contracts. 00:42:21
Felt there was a conflict of interest. 00:42:23
In being the neutral party. 00:42:25
As the judge. 00:42:27
And then administering indigent defense contracts. 00:42:29
So we broke that out. 00:42:31
And now it's a separate. 00:42:33
Departments suffer division. 00:42:35
That, as Mr. Haas stated. 00:42:37
He manages we've. 00:42:40
Gotten a couple of. 00:42:42
Attorneys in to manage that and have not been successful in. 00:42:44
Keeping that staff long term. So thank you Mr. Husk for. 00:42:47
Managing that critical part of our. 00:42:51
Justice system. 00:42:53
Thank you, James. 00:42:55
Thank you, Rick. 00:42:56
Thank you. I have no questions, so I'll call for a motion. 00:42:58
I guess that opened a question for me. 00:43:01
So so Rick with you taking on. 00:43:04
This. 00:43:06
As overseeing this. 00:43:09
As well as being an HR director. 00:43:12
Is is this a position that is? 00:43:15
Hosted to. 00:43:17
At some point, take the burden off of you. 00:43:19
Or is this something that? 00:43:23
You're going to be compensated for and just continue doing. 00:43:25
It seems like a. 00:43:28
Pretty heavy heavy caseload. 00:43:30
Dealing with this and HR as well. 00:43:31
I'm sorry, Chairman, Supervisors. 00:43:34
Can't go there. That issue is not on the agenda. Can't talk about that today. However, we can have a future. 00:43:36
Question on that if you'd like to discuss it. OK. I would like to have a work session. Rick, I didn't say anything. 00:43:41
OK. 00:43:53
There's nothing else and I will call for a motion. 00:43:54
I move to approve amendment #1 to professional services contract number 061225 Legal Services. 00:43:56
Felony criminal A. 00:44:04
Juvenile Delinquency. 00:44:05
And mental health? 00:44:07
With Crusher Law Firm. 00:44:09
PLLC as presented. 00:44:11
And I'll second that, Mr. Chair. 00:44:14
All right, we have a motion and a second to approve. Those in favor say aye, aye, aye. 00:44:16
Thank you. 00:44:21
And we have item 4G now. 00:44:23
Information Discussion. Action to approve funding agreement. 00:44:27
Number 20426 between the Arizona Department of Housing and Hewitt County Community Services Division. 00:44:30
Housing Services. 00:44:37
To provide. 00:44:39
Southwest Gas Corporation, Arizona Public Service. 00:44:40
Weatherization assistance program. 00:44:43
Funding in the amount of 2000. 00:44:45
266,000. 00:44:47
$490.00 for the period of January 1. 00:44:50
2026 to December 31. 00:44:53
2026 Good morning, Mr. Beck. 00:44:56
Morning, Chairman, Supervisors, So. 00:44:59
As it says, one of the easiest ways for APS in Southwest Gas to pass through the utility assistance funds to us is. 00:45:01
Comes through the Arizona Department of Housing. 00:45:08
We also receive money from the state and feds for utility assistance as well. So that's why we kind of present this same item 00:45:10
multiple times. So again, this ones just it's that funding from those that come over to. 00:45:16
Arizona apartment housing comes to us and this is straight utility assistance. 00:45:22
OK. Thank you, Supervisor Humphrey. 00:45:27
Oh, great. Thank you. 00:45:29
Supervisor Klein. 00:45:32
Josh, you know, we keep, we keep seeing dollars coming through for weatherization and and whatnot and I and you know, from other 00:45:34
places, but. 00:45:38
How many? 00:45:43
How much money do we actually have in that? 00:45:44
Fought for weatherization and. 00:45:46
Weatherization over the last three or four years since I've either been involved with or been managing resources is usually around 00:45:49
850,000 a year that we put into weatherization. 00:45:55
Utility assistance each year. 00:46:00
Around 404 hundred 50,000 a little higher during COVID, it's been slowly coming down, but. 00:46:03
About 1/2 mil. 00:46:09
OK. Thank you. 00:46:10
Thank you, Josh. 00:46:12
With that, our core promotion. 00:46:14
Mr. Chair, I'll make the motion to approve funding agreement #204-2. 00:46:15
Between the Arizona Department of Housing and the Healing County Community Services Division. 00:46:20
Housing Services as presented. 00:46:26
I'll second that. 00:46:28
Motion and a second to approve those in favor. Sarah Aye. 00:46:29
A but one more for you for H information, discussion, action to improve. 00:46:33
Memorandums of understanding between Gila County. 00:46:39
Public health and community services in Miami. 00:46:42
Unified School District. 00:46:45
The Pine Elementary. 00:46:46
School district and the Hayden. 00:46:48
Winkleman Unified School District whereby. 00:46:49
Gila County will provide. 00:46:52
$40,000 to each district. 00:46:54
To support activities that improve. 00:46:57
Pedestrian. 00:46:59
And bicycle safety. 00:47:00
And promote safe. 00:47:02
Travel to and from school. 00:47:03
From the date of signature through. 00:47:05
September 30th, 2026. 00:47:08
What is this? 00:47:10
Chairman, Supervisor. So. 00:47:11
In early January, the board approved the Safe Routes to School project. 00:47:13
Within that project was for us to select three schools. 00:47:18
And work with them to do a safe routes project. 00:47:21
Just because the schools are here just to do a quick recap. 00:47:24
So usually what these projects are is. 00:47:28
Sometimes it's just as simple as we know. 00:47:30
Schools are often underfunded, so sometimes it's as simple as those metal signs with the wheels that the schools can lay down and 00:47:32
stand up. 00:47:36
During the days to show slow traffic on roads. 00:47:39
Additional cones for the schools. Usually we have like a. 00:47:42
A small event that each school will have when this goes through, we'll make sure that the all the kids that have to go to school 00:47:45
early in the morning would ever have the backpack flashlights if they need flags for bikes. 00:47:51
If we need additional, if we need our consultants that we hired to work with the schools to do. 00:47:56
Additional like volunteer hours from parents to set out a busy intersections. 00:48:01
It's just kind of a day to get all of that together. 00:48:05
And to make sure the schools have what they need, to make sure that all the kids are getting the school safely. 00:48:08
Again, we're doing this with our Safe Streets initiative that gives us a chance even more to look at are there any places that 00:48:13
there have been accidents. 00:48:16
Or the kids don't feel safe. So kind of one big chance to do this. 00:48:20
Of biggest reason I wanted to reach out this morning. It's a really good way to get some of the money back into the school's 00:48:23
hands. 00:48:26
It's pretty easy project for them. Hopefully they'll be able to accomplish some other things with this funding so. 00:48:29
At each one, supervisors wouldn't mind. We have. 00:48:34
I believe Katie asked. Might be up in Payson from Pine Strawberry schools. 00:48:37
Doctor Ramos is here. 00:48:42
And for? 00:48:44
Doctor Greg Rich wasn't able to come down Superintendent from Hayden Winkleman. 00:48:47
But uh. 00:48:51
Roy is going to take care of that for us. So if each one of you would like to come forward. 00:48:52
We have some checks that you guys can hear. 00:48:56
OK, Are we going to vote on this first? 00:49:01
We don't want to give. 00:49:05
I'm not used to giving checks. Let's ask you a couple questions if we so Supervisor Humphrey. 00:49:07
Yeah, I I have no questions. I think it's great for all the programs that you each. 00:49:13
For money for and help Gila County. 00:49:18
In distributing that money in. 00:49:20
In so many ways, from schools to. 00:49:22
To people that need help, elderly to. 00:49:25
Yeah, Thank you very much. Josh, you. 00:49:27
Supervisor client and I were laughing before the meeting that. 00:49:29
But I know we've applied for a lot of grants, sorry James and everyone else that always have to deal with all the work that we 00:49:32
bring to the county, but it's our goal to try to get back as much of that tax money from the federal and state government as we 00:49:36
can. So. 00:49:39
We appreciate it very much. 00:49:44
Supervisor Clean. 00:49:45
Good job, Josh. 00:49:46
Yeah, it's a good, that's a good deal. 00:49:48
So, Josh, this is a. 00:49:49
Correct now, but it only includes 3 districts we have more than that in. 00:49:51
Hula County, correct? So how did we select these and? 00:49:55
We we looked at. 00:49:59
The early Safe Streets data. 00:50:00
And shows the schools that had the most most need. 00:50:03
Like major highways or whatever to get to schools and we wanted one in each one of supervisors district so. 00:50:07
OK, and and I would like to. 00:50:12
Extend an opportunity for. 00:50:15
The different districts to speak if they would like. 00:50:18
So the district in Pine. 00:50:21
Would you would you like to speak? 00:50:24
Hi, my name's Kitty Austin. I'm the Superintendent inside. 00:50:28
Just wanna say that we are grateful. 00:50:31
And looking forward to the opportunities that this will help us with to get students to and from campus. 00:50:33
In a rural area presents some unique challenges. So again, if you've worked for this opportunity, thank you. 00:50:39
Thank you and from Miami. 00:50:44
Thank you so much. I'm Richard Ramos, Superintendent of Miami Unified. 00:50:49
Welcome. Thank you so much. I just wanted to say thank you also. 00:50:53
And one of the things that I've been working towards since coming back to the area. 00:50:57
Is giving the community. 00:51:01
The school. The school district. 00:51:04
Back and so this is going to be that perfect opportunity to work with stakeholders within the community. 00:51:06
To develop those safe routes to school. 00:51:11
So one of the things that I'm look. 00:51:14
Looking forward to is inviting stakeholders to work with us. 00:51:15
In order for us to. 00:51:20
Develop a program. 00:51:22
That works for the community. 00:51:23
So thank you so much for giving us this opportunity. This is going to be really helpful in our endeavors. 00:51:25
Thank you very much. 00:51:31
Superintendent ***** did you want to say anything? 00:51:33
You know, briefly. 00:51:35
Sure, I better meet, because if Doctor Greg Rich was here, he talked for half an hour. 00:51:37
But. 00:51:42
They do so much. 00:51:43
For kids down there right now, they really have a wonder just. 00:51:45
Ton of programs. 00:51:49
Everything from athletics. 00:51:51
To the elementary schools. 00:51:53
To safety like this so I I commend them because for small school. 00:51:55
Whose funding is up and down all the time? It's unsure, isn't it? 00:52:00
They just do a tremendous job so. 00:52:05
Thank you so much for your help. 00:52:08
Thank you very much. With that, I'll call for a motion as Chair I move to approve memorandum. 00:52:09
Of understanding between Gila County public health. 00:52:14
A Community services. 00:52:17
And my identified school. 00:52:18
Fine elementary district. 00:52:21
And Hayden Winkleman Unified School District, as presumed. 00:52:23
Mr. Chair, I'll second that. Very good. A motion and a second to approve. Those in favor say aye. 00:52:27
Aye, aye, let's take a photo. 00:52:31
What's up? 00:52:43
All righty, we have. 00:53:09
Item 4I. 00:53:11
Information discussion Action to approve Modification 004 to. 00:53:14
The Force Rd. project agreement. 00:53:19
22 R. 00:53:21
011031200. 00:53:24
Dash 184. 00:53:28
With Hila County and. 00:53:30
USDA. 00:53:33
Forest Service Toronto National Forest, which updates. 00:53:35
Administrative contracts and extends the term of the agreement from March 1st, 2026. 00:53:39
To September 30th, 2026. 00:53:45
Good morning. 00:53:48
Yeah. Good morning, Mr. Chairman and Board Member. So this is the ongoing Young Rd. 00:53:49
Environmental assessment we've been working on for some time now. 00:53:54
And we're asking to extend the period from March 1st to September 30th of this year. 00:53:58
It also updates administrative contract contacts from Troy White. 00:54:03
To Christine Smith. 00:54:08
And I'll be happy to answer any questions. Thank you, Supervisor Humphrey. 00:54:10
Umm, I have no questions. 00:54:15
Supervisor, client, you know what my question is going to be all right, Yes, yeah. How come are we extending it? OK, so. 00:54:17
We got a smart, so we got. 00:54:23
To the EA is almost completed. 00:54:25
And then we've got a smart grant from ADOT. 00:54:28
To finish the design. 00:54:30
Over $800,000 SmartGlass. 00:54:32
So ADOT has kind of taken over the project. 00:54:35
Of design and the EA. 00:54:37
The Adot's requirements for an EA are a little bit different than the Forest. 00:54:40
They look like. 00:54:45
Transportation. 00:54:46
Like noise on vehicles in Japan. 00:54:47
Things so now they're they're kind of tied together. Adot's taking. 00:54:49
And the. 00:54:54
The design is going to kick off in March or April. 00:54:56
Take about a year, the EA will then be tied to the 100% design, and then we'll get a final package. 00:54:59
And we'll be ready to go out. 00:55:06
For construction grants to get it all done. 00:55:07
OK. But that that will put us to the 100% mark? 00:55:12
100% Plans, specifications, bid schedule. 00:55:15
Engineers estimate everything EO. 00:55:19
The EA will be done. 00:55:21
And we'll be applying for grants to get it constructed. 00:55:22
OK, so the EA is probably going to be done before the design is finished, huh? 00:55:26
Probably, you know, they will be tied together by a dot at this point, so a dot will be administering. But yeah, I would say the 00:55:30
EA. 00:55:33
Will be done before the 100%. 00:55:36
Thank you. 00:55:38
Yeah. Thanks, Tom. I don't. 00:55:40
Have any questions that answered? 00:55:41
What I was thinking of so. 00:55:43
A motion. 00:55:45
Mr. Chair, I'll make the motion to approve modification number 004. 00:55:46
To Forest Rd. 00:55:51
Project agreement number. 00:55:52
22 R 01103. 00:55:54
1200. 00:55:58
184. 00:56:01
With Hila County and USDA Forest Service Tunnel National Forest as presented. 00:56:02
I'll second that. 00:56:08
We have a motion and a second to approve. Those in favor say aye aye. 00:56:10
If one more 4J. 00:56:15
Information discussion. Action to approve modification. 00:56:17
Number 42. Forest Service agreement #22-R. 00:56:20
O-11031200-232. 00:56:24
Mahima County and the USDA. 00:56:29
The Forest Service Internal National Forest changing the performance period. 00:56:33
Extend the expiration date from March 4, 2026 to September 30th. 00:56:36
2026 and adding the paid sick leave. 00:56:41
Clause the fat. 00:56:44
Thank you. So the the page sick leave clause is just. 00:56:47
For contractors that are interested in this. 00:56:51
In this contract, they have to abide by these federal. 00:56:54
Federal guidelines for paid sick leave for their employees. 00:56:57
And again, this is an extension from March 1st to September 30th. 00:57:00
Of this year. 00:57:05
This contract. 00:57:07
So we got 1.5 million from the Forest Service to Pave Control Rd. 00:57:08
That project actually came in under time and under budget. 00:57:14
And that. But then in the meantime we got an additional 500,000 from the. 00:57:17
For service, so we had a total of 2 million. 00:57:21
We have about 700,000 left. 00:57:24
And we are negotiating with the Forest Service on the best way to spend that 700,000. We're in negotiations right now with the 00:57:27
forest. 00:57:31
So this would just extend that period to September 30th of this year. 00:57:35
Supervisor Humphrey. 00:57:40
I have no questions. 00:57:42
By the client Why do we care what contractors do with their people on paid sick leave? 00:57:44
It's just a federal guideline that we have to. 00:57:50
Follow because the federal funds are involved here and. 00:57:52
So in that leftover money on the Control Rd. project. 00:57:57
And so. 00:58:02
It's all going to be lumpy and with this one way or another, is that what you're saying? Yeah. So we have the about 700,000 left. 00:58:04
And the Forest Service would like to maybe purchase a lot of aggregate and then place it in the different pits that they own and 00:58:10
then place it out on the roads as as needed. 00:58:15
So we're talking about that. 00:58:20
There are some issues with. 00:58:22
We don't want the material to unravel and then plug up our culverts and ditches, so we're talking to forest about that. 00:58:25
But yeah, this will give us some time to. 00:58:31
Figure out the best way to spend that 7. 00:58:34
OK. Thank you, Tom. 00:58:39
But home, it's going to stay on the 64. 00:58:40
It has to stay on the 64. 00:58:43
Right. And so? 00:58:45
You're contemplating something other than pavement. 00:58:47
Yeah, so we were the forest wanted to put down a bunch of aggregates. 00:58:50
They're going to have the big logging operation going on Control Rd. 00:58:55
Yeah. 00:59:00
The aggregate would help. 00:59:01
Help. Umm. 00:59:02
Keep the road in better shape. 00:59:04
Washboarding and keep it smoother. 00:59:05
We had an engineering firm look at it and they recommended that we do not do that because there's it's a very narrow Rd. 00:59:08
So if we add 46 inches of aggregate, it's going to make it even more narrow because you have to kind of slope. 00:59:16
The edges of the aggregate. 00:59:21
And so that became a safety issue. 00:59:24
Plus, with no shoulders, it's just going to fall off in the ditches and plug up our Culvers. 00:59:26
So then we kind of took a step back and now we're. 00:59:31
Trying to figure out the best way to spend this money. 00:59:34
Yeah, I, I, I don't know that the 4th server should be deciding how to spend it because they don't maintain the road anyway so. 00:59:38
We should use it the way we feel would be the most benefit to us because we're the ones. 00:59:45
Well, we told him we don't want to maintain it because it's just going to plug everything up. 00:59:49
Right. And then they will. 00:59:53
Help us with that. 00:59:55
So, umm. 00:59:56
Anyway, all right. Well, thank you for that, Tom. I'll call for motion. 00:59:58
Called promotion, Yeah. 01:00:02
This year I moved to. 01:00:04
Modification 004 to four. Service agreement #22R0. 01:00:05
Dash 11031200. 01:00:11
232. 01:00:15
Healing County and USDA Service. 01:00:16
Tunnel National Forest has presented. I'll second that, Mr. Chair. Motion the second to approve. Those in favor say aye, aye aye. 01:00:20
Thank you, Tom. Thank you. 01:00:28
Consent agenda items 5A through D's provider Humphrey, Would you like to discuss? 01:00:30
One or more of those separately. 01:00:35
No, I'm fine. Supervisor clients in question. 01:00:36
I believe I'm good. 01:00:39
I'll call for a motion to approve the consent. 01:00:40
Agenda items 5A through 5B. So move, Mr. Chair. 01:00:42
I'll second it, have a motion and a second to approve. Those in favor say aye. 01:00:46
Aye, aye. 01:00:51
Very good. 01:00:52
Moving on to item 6, called to the public. You look pretty lonely, Lisa. 01:00:54
Go in here, Sir. 01:01:00
OK, how about? 01:01:02
What are we doing today, Cassandra? 01:01:02
15 very good anyone? 01:01:05
Here in globe that wishes to speak. 01:01:07
During the call to the. 01:01:09
No, I'll close that then and go to. 01:01:11
Summaries. 01:01:15
Manager Menlove. 01:01:17
Mr. Chairman, members of the Board with several of the public works. 01:01:20
Team here I want to recognize. 01:01:24
Public works and their work that they've done out here in the. 01:01:26
Parking lot of this complex. 01:01:28
And the Monroe. 01:01:30
I think all those projects have improved safety tremendously. 01:01:32
Here's the county, so I acknowledge and. 01:01:35
And I'm grateful to Public Works for getting those projects completed. They were done within. 01:01:38
Budget. 01:01:43
The Bernoulli St. One took over the time. 01:01:44
But it is now done so. 01:01:47
We are grateful for that. 01:01:49
Thank you to you General Christensen for. 01:01:53
Your work with the Legislative Policy Co. 01:01:56
Committee, there are a number of issues in the report on those. 01:01:58
That the number of issues that. 01:02:01
Can negatively impact counties, so thank you for. 01:02:02
Attending that and being. 01:02:06
Actually, you're participating in the Legislative Policy Committee. 01:02:07
Through the county supervisors association. 01:02:11
On Thursday. 01:02:14
Headed to Washington, DC. 01:02:16
On Friday's discussions about. 01:02:18
Technology and those kinds of things with cybersecurity. 01:02:22
Lot of issues that I find it very helpful. 01:02:25
Crispy in that discussion about technology. 01:02:27
And then the legislative policy legislative. 01:02:31
Conference. 01:02:33
With Nico. 01:02:34
Following that, later and next week as the Government Finance Officers Association. 01:02:36
They had some meetings for for that. 01:02:41
That's my report, Mr. Chairman. 01:02:44
Thank you, Manager. 01:02:46
Pfizer. Humphrey. 01:02:48
Yeah, I held the Tunnel Basin community meeting on the. 01:02:49
3rd testified at the Capitol on the. 01:02:53
February 4th on House Bill. 01:02:57
2070. 01:02:59
To obtain. 01:03:01
$25 million. 01:03:02
And funding for flood relief. 01:03:04
From the state, and that's carried by. 01:03:06
I represent uh. 01:03:09
Walt Blackbuck. 01:03:11
Held a Roosevelt community meeting on the 9th. 01:03:13
I held a a team meeting. 01:03:17
With deputy county manager. 01:03:21
County manager and staff. 01:03:23
To go over different projects and things going on in District 2 and find out how we can go forward with that. 01:03:26
I was on KQSS. 01:03:32
Last night. 01:03:36
At 5:30. 01:03:38
With Raleigh and. 01:03:40
And went. 01:03:42
Through some some of these bills and then I'll also testify. 01:03:43
Tomorrow. 01:03:48
In the Senate for a bill that. 01:03:49
Wendy Rogers is carrying. 01:03:52
For blight. 01:03:54
Which would help healing county quite a bit. 01:03:55
And so that's all I have. 01:03:58
Very good supervisor client. 01:04:00
Thank you, Mr. Chair. 01:04:02
Can I ask Tim a question? 01:04:06
In relation to something he said. 01:04:10
No, unfortunately not. Not on the current events update. 01:04:11
It's just to provide information and there cannot be any sort of discussion. 01:04:15
So I get Kudo for asking you first. Yes, good job. 01:04:19
All right, then we'll go on So. 01:04:24
Senate Bill 700 passed out of the Senate Energy and Natural Resources Committee on February 4th. 01:04:26
That's the bill for the conveyance of the. 01:04:32
And so it it needs to hit the Senate floor. 01:04:36
And then from there. 01:04:39
If it makes it through that, it'll. 01:04:41
To the president's desk. 01:04:43
And so we have high hopes that that's going to. 01:04:44
Keep going. 01:04:47
On the 9th we had a meeting in Young with the architect. 01:04:50
And it's been retained since last year on the design and meeting room edition. 01:04:54
And the handicap. 01:04:59
Residents there. 01:05:02
So we had a good meeting with that. 01:05:04
A lot was discussed. I think she's well on her way. Joseph was there. 01:05:05
And and. 01:05:10
It was a good meeting. 01:05:12
Tomorrow is an. 01:05:14
Tomorrow afternoon. 01:05:15
The next meeting, we're going to do it by Zoom. 01:05:17
And then Friday, I will be headed, me and Kathy both will be headed to DC. 01:05:19
I have WIR public lands meeting Saturday and Sunday. 01:05:25
And then Hill visits on Monday and Tuesday. 01:05:29
Tuesday morning. 01:05:31
Tuesday afternoon. 01:05:33
Something of. 01:05:35
Interest that I think that. 01:05:37
Two supervisors ought to know 2 is. 01:05:38
About. 01:05:42
Just about two weeks ago. 01:05:43
The Center of Biological Diversity filed a lawsuit on 8 different allotments in Gila County. 01:05:45
Through the Forest Service, the Forest Service will be the ones that will tackle both that lawsuit. 01:05:51
Hard to say where it's going to go. It's over the same same thing it. 01:05:56
Has been for the last. 01:06:00
40 years. 01:06:01
And that's riparian. 01:06:02
Conditions and whatnot like that. 01:06:04
And So what they're doing is is the same. 01:06:06
Same stance, they've always taken it. 01:06:09
They want all the catalog. 01:06:12
But we'll see where that's going to go and. 01:06:14
Hopefully it falls through. 01:06:18
OK. Thank you. 01:06:22
Biological Diversity. 01:06:26
You know they. 01:06:29
They've been a thorn for a while. 01:06:31
So does it bother them that elf? 01:06:34
Drink water. 01:06:37
I wonder I can't answer that. 01:06:38
I know. 01:06:41
I'm not asking you. 01:06:42
All right, OK, I was on Camel G yesterday. 01:06:44
For my monthly. 01:06:51
Thing always goes really well. 01:06:52
Very positive. 01:06:54
I just really just give a report of where we're at, what we're doing, what's coming up. 01:06:57
And. 01:07:01
I also went to the Chamber of Commerce. 01:07:04
Had a function. 01:07:08
An annual function called the Community and Business Awards. 01:07:12
Banquet. 01:07:16
And Gila County was in. 01:07:17
The next 4 award and we won. 01:07:20
And with a very nice plaque. 01:07:23
Here and I'll present that to you and you can hang it in your office. 01:07:26
Why not? It's collaborator of the year. 01:07:37
And so. 01:07:40
That's our job though. If you think about it, we collaborate. 01:07:41
We put. 01:07:44
We pull things together, that's what we do. 01:07:45
And apparently was. 01:07:48
Thought of highly enough to win the awards, so I thank him. 01:07:50
For that. 01:07:53
As you mentioned, LPC Legislative Policy Committee every week. 01:07:55
On Friday. 01:08:00
Most of the stuff that comes up is just uh. 01:08:01
We go no. 01:08:06
There's over 4000 bills now that have been thrown up. That's a new record. 01:08:07
They've never hit 4000 before and we're. 01:08:12
Climbing up and but all of that debt, that's all deadlining. 01:08:15
If it hasn't already. 01:08:19
And. 01:08:20
The committees, it's got to get out of committee here. 01:08:22
Very shortly. 01:08:26
As well and so. 01:08:27
I I believe it was mentioned Senate bill. 01:08:30
1067. 01:08:34
Which is regarding the county. 01:08:35
Leans for blight. 01:08:38
I'm not sure where we are on that. 01:08:40
That sounds like there is some attention being. 01:08:42
Put toward that to get it at least out of committee. 01:08:45
The House Bill 2070 I also spoke at. There was nine of us total there that spoke. 01:08:50
From Gila County. 01:08:55
And. 01:08:56
It was voted unanimous. 01:08:58
And that's significant enough to mention because? 01:09:01
Unanimous means that both parties voted for it. It was seen as a need. 01:09:04
Not a political issue. 01:09:09
But we have a long ways to go before it makes it to the governor's desk, and whether or not she signs it so. 01:09:12
There's been some chitchat on. 01:09:18
Redirecting that. 01:09:21
Money into. 01:09:23
A different or something so that we can apply for it and pay for it. 01:09:25
And that's not what we need. 01:09:29
We need that bill to go through. 01:09:31
Also, I'm part of the rural water. 01:09:33
Committee or something? 01:09:37
That's more of an ad hoc committee that. 01:09:38
I listened to attend and so. 01:09:42
There's lots of problems in. 01:09:45
Cochise County. 01:09:47
But there's really a lot of poems in. 01:09:48
La Paz County. 01:09:50
Two, and most of it's just over pumping and. 01:09:51
Concerns seem to be that. 01:09:55
Along with the transport of water. 01:09:56
Big concerns over. 01:09:59
Pulling water out of these more rural areas. 01:10:00
Into a very thirsty miracle. 01:10:03
County and so. 01:10:06
Obviously, the governor is taking action. 01:10:09
To. 01:10:12
Trying to stop that. 01:10:13
Not sure if it's the right. 01:10:14
Action or not, but those are. 01:10:16
What everyone seems to be very concerned about. 01:10:18
Governor Hobbs will be in Payson, Gila County. 01:10:21
On the 25th of February. 01:10:24
No matter who the governor is, it's an honor to have the governor come to Hula County. 01:10:26
And speak to us and so. 01:10:31
It's going to be at the magazine casino on the 25th. It's a luncheon. 01:10:35
Of which we've helped sponsor. 01:10:38
I've given the the honor of. 01:10:41
Introducing her. 01:10:44
And so I'm going to practice my speech on that. 01:10:46
And there's approximately. 01:10:49
What did you say? Melissa, 20? 01:10:53
20 some members from. 01:10:55
Gila County. 01:10:56
42. 01:10:58
24. 01:11:00
24. 01:11:03
That have signed up for tickets. 01:11:05
And so it's going to be a very full house 400 or so. 01:11:07
Will be there. 01:11:11
And so. 01:11:12
I'm not sure if the other supervisors are coming. 01:11:14
But anyway, we have room for everybody. 01:11:16
And so that's really all I have to mention. 01:11:19
And did you have something else? Yeah, I did on that one, Bill. 01:11:23
1060. 01:11:26
Seven. Yes, yeah, that's the Senate bill that Wendy Rogers is carrying in that I'm testifying on tomorrow. I thought it was and 01:11:28
it. 01:11:32
It's a great deal because a lot of. 01:11:35
In a lot of our areas we have blighted properties that are due to investors or people that passed away. 01:11:37
We've been unable to take care of those. 01:11:44
What this bill will do. 01:11:46
Has allow us to go in and clean it up. 01:11:47
And then whatever caused us to clean it up, we can attach that to the tax lien. 01:11:50
Of whoever is paying the taxes. 01:11:54
Because right now. 01:11:57
If someone is. 01:11:58
The responsible property owner. 01:11:59
We can cite them. 01:12:01
And turn them into collection for them to clean up their property. 01:12:03
We have properties that people have passed away. 01:12:06
That, umm. 01:12:09
There is no owner. We have no one to cite. 01:12:10
We have people of the. 01:12:13
Of investment. 01:12:15
That have bought the tax lien. 01:12:16
And they have it foreclosed on it. So there again, there's no owner. 01:12:18
This would help the state help the county. 01:12:22
By stepping up. 01:12:25
Because it's their responsibility. 01:12:26
And so then that. 01:12:28
If that keeps going. 01:12:30
Then that will allow us to clean these properties. 01:12:32
And the. 01:12:35
The bill to clean these properties? 01:12:36
To whomever's paying the tax. 01:12:38
I think it's important. We have a lot of counties that. 01:12:40
Do have the same problem? 01:12:44
And this is, we've done all we can as a county, this is. 01:12:47
Reaching out to the state. 01:12:50
Because it's their laws that are creating some of these problems. 01:12:52
So anyway, if you feel like calling your representative and being supportive of this bill. 01:12:55
I would appreciate it because it's something I've been working on. 01:13:00
For a long time. 01:13:03
That's all. Thank you for that. 01:13:04
I got. I have one question for James first. 01:13:07
Did you get more tickets for that deal and. 01:13:10
In Payson. 01:13:12
For the luncheon, yeah. 01:13:14
I think there's as many as we want. 01:13:16
Are available for us. 01:13:18
So are you the one distributing or? 01:13:20
I guess it's too late. 01:13:24
That that boat has sailed. 01:13:26
Voter sale, Yeah, they are packed full. 01:13:28
If there was a time. 01:13:32
OK, you have two. 01:13:35
I should have because you remember our last meeting we had, you were going to get a whole bunch of them. 01:13:37
And handle. 01:13:42
So. 01:13:43
Cool. OK. 01:13:44
For you and who? 01:13:48
No, thank you. That's good. 01:13:51
My boss will make sure that there's tickets available. 01:13:54
OK, Mr. Chairman. 01:14:00
Yes, Sir. 01:14:02
One thing that is timely to bring up is that. 01:14:03
In March, we applied to. 01:14:07
The federal government for congressionally directed spending. 01:14:10
Initiatives. 01:14:12
Congressman Crane does not. 01:14:14
Participate in that that are two senators representing I was going to do. 01:14:16
Be part of our. 01:14:20
Trip to Washington DC to talk to. 01:14:21
Our senators, our state. 01:14:24
Federal senators. 01:14:26
Regarding congressionally directed spending initiative, so. 01:14:28
If there is something that particular that's on your mind, we. 01:14:31
Introduced for the 512 Rd. 01:14:35
There. 01:14:38
Improvements for electrical at the Fairgrounds and. 01:14:39
And for this complex. 01:14:43
And different projects like that. 01:14:45
One of the ones we've talked about is. 01:14:47
We still don't know what the final result is going to be for FEMA and the declaration of emergency for. 01:14:50
Southern Gila County and the flooding. 01:14:56
That to have the congressionally. 01:14:58
Direct spending request to. 01:15:00
The corresponding to help us. 01:15:02
Meet the needs. 01:15:05
For flooding that we still have. 01:15:06
If you do have any issues. 01:15:10
Mr. O'Driscoll, Deputy. 01:15:12
County manager is. 01:15:14
Generally coordinating that, pulling all that together. Please visit with. 01:15:15
Him or myself? 01:15:19
To make sure that we've got. 01:15:21
Your thoughts on congressionally participating prior to our visits? 01:15:22
In Washington, DC this coming week. 01:15:26
Thank you, Mr. Chairman. 01:15:28
Thank you, Sir. Deadline. 01:15:30
Flat. 01:15:31
Mr. Chairman, those are submitted in March. 01:15:35
And so we've got about. 01:15:37
3-4 weeks to get our. 01:15:40
Our submittals are proposals to. 01:15:43
Completed onto. 01:15:49
The Senators. 01:15:50
Thank you. And we'll get in trouble with Jessica pretty quick, so. 01:15:53
Just having a discussion we're not supposed to probably be going into SO. 01:15:58
All right, then we're done. 01:16:02
With item 7. 01:16:04
Our reports will. 01:16:06
We're doing very well on time. 01:16:07
I don't know that we need a break, but we do with this. 01:16:11
For our work session Item 8A Information and discussion. 01:16:15
Regarding the Discover Hiva County draft. 01:16:19
Marketing plan in five years Strategic plan for. 01:16:22
The tourism and marketing initiative for Gila County. 01:16:26
And we have. 01:16:29
Cameron and. 01:16:31
With us today. 01:16:33
We also have. 01:16:34
These are today. 01:16:36
Oh, and Jackie. 01:16:40
And Angel. 01:16:42
Angel. 01:16:46
An Angel. 01:16:48
Paul Walker, big back there, so very good. 01:16:51
Oh, OK, very good. Mr. Chair. Supervisors, these are four of our. 01:16:53
Of our seven. 01:16:58
Actually, that we have. 01:17:00
Protocols even couldn't be here today and. 01:17:02
James Bruce couldn't be here today. 01:17:05
So, umm. 01:17:07
Mr. Chairman and Supervisors, it's great to be back in front of you. 01:17:11
Usually I get a stand and. 01:17:16
Talk about the great things that Discover Gila County is doing and. 01:17:18
This is going to be no different from. 01:17:21
So, umm. 01:17:23
We are very excited about the things that we are. 01:17:24
Able to accomplish with the funds that you have given this program. 01:17:27
And we're excited to share with you some things today. 01:17:32
First, what I'm going to do is I'm going to kind of. 01:17:36
Share where we are. 01:17:39
And then we're going to talk about what the future is like and where we're headed with this program. 01:17:40
And that will focus really on the plan moving. 01:17:46
Forward SO. 01:17:49
He's been the classes here. 01:17:51
So the first question I would. 01:17:58
Close to you is What does it mean to discover Gila County? 01:18:00
Yeah, I'm going to. 01:18:06
Some brief. 01:18:08
Thoughts on this in that? 01:18:09
It really has. Over the last seven years it has come down to. 01:18:12
What we like to call. 01:18:16
Legendary experiences. 01:18:18
And those legendary experiences first out, start out. 01:18:21
As people coming to our communities. 01:18:26
And then ultimately? 01:18:29
Having. 01:18:31
Amazing experiences that turn into stories. 01:18:32
Like the ladies retreat that have 5. 01:18:36
Women who actually decided to make gila county. 01:18:39
And Globe. 01:18:42
Arizona, the base for their big retreat a couple years ago. 01:18:43
They actually enjoyed a whole week in this area. 01:18:49
And went on and blogged about it and actually shared a bunch of social media stuff that generated. 01:18:52
Probably close to 150 new followers. 01:18:57
On social media. 01:19:00
Another story of. 01:19:03
A man named Sam. 01:19:05
It took his son to Roosevelt Lake for the first time fishing. 01:19:07
And caught the biggest fish he had ever caught. 01:19:11
And I was going to bring a picture and I forgot to do it and I wish I had. 01:19:14
But this little guy probably was maybe 6 years old and the officials almost bigger than he. 01:19:18
It was awesome. 01:19:23
And he shared that with us on social media. 01:19:25
The final one, I'm talking about a legendary experiences here, a family. 01:19:28
From Germany. 01:19:34
Saw one of our western. 01:19:36
Blog posts that we. 01:19:38
Pushed out on social media. 01:19:40
And did some research and started reading a bunch of stuff on our on our website. 01:19:42
And they landed on the world's oldest continuous roadie and started reading all about the rodeo. 01:19:47
And the next thing is they bought 10 tickets for their entire family that. 01:19:52
Fly here and stay for a week in. 01:19:56
And go to all the performances. They went to Town Natural Bridge. 01:19:59
They went to the Grand Canyon. 01:20:03
They did exactly what we set out to do with this program and using Gila County at the center of the state. 01:20:05
And having them go out and visit other friends. 01:20:10
So these are just some of the legendary experiences. 01:20:13
That we every day get to hear about, that you don't necessarily get to hear. 01:20:16
The impact that this program is making. 01:20:21
So we put together a short little video here. 01:20:27
That, uh. 01:20:30
We've been working on this now for about 6 years. 01:20:32
And uh. 01:20:35
I think this video really does showcase from South to north. 01:20:36
And everything in between so. 01:20:41
Give me another journey. 01:20:44
Where every mile reveals something wild. 01:20:45
Find yourself in the towering peaks of the Pinal Mountain. 01:20:49
Out in your path through epic traits and sweeping views. 01:20:53
Because the soul will move in Miami. 01:20:58
Two charming cities rooted in British. 01:21:01
Sandman Ancient book dwellings at Tata National. 01:21:06
Cortana whispers through stone. 01:21:10
Across the waters of Roosevelt Lake. 01:21:13
Chase the Russian pacing. 01:21:16
Hiking to hidden water. 01:21:18
Bleeding from cliffs. 01:21:20
World's largest natural travertine bridge onto. 01:21:34
Natural Bridge State Park. 01:21:38
And the wild welcomes you. 01:21:44
I'm strong. 01:21:46
This is little wild. 01:22:05
Come discover Gila County. 01:22:37
And explore the wild. 01:22:39
So that's just a little bit of an introduction to some of the cool video things that we are releasing to showcase. 01:22:47
So we can go ahead and go to the next. 01:22:55
Oh I do. I got it. Gotcha. 01:22:59
Cancel this. 01:23:02
All right, so. 01:23:04
I wanted to give you a kind of a looking back. 01:23:06
Well, do I need to do something? Yeah, OK. 01:23:10
So this is the timeline just to see some of the key milestones that discover Hila County is. 01:23:15
Accomplices, 2018. 01:23:21
You remember back. 01:23:24
We spent almost a year putting together the. 01:23:26
The DVC marketing plan, website and social media creation. 01:23:28
That was launched in 2019 on February 14. 01:23:33
Which is actually almost to the date. 01:23:37
In 2020. 01:23:39
Hewitt County was one of two counties with a 23% increase in tourism spending. 01:23:41
You remember back to that? 01:23:47
In 2021, DGC wins Arizona game of fist partner of the year. 01:23:49
And website reaches its first big milestone of 100,000 visitors. 01:23:54
In 2022, BGC social media. 01:23:59
Another. 01:24:02
Monster. 01:24:03
Milestone. 01:24:04
And from a Facebook perspective, when you hit 10,000, you become a different animal to them. 01:24:06
And so. 01:24:12
We're actually now up at 23,000 and Jazz is going to talk about that in a minute. 01:24:13
And we we win the AED Website of the Year award. 01:24:18
In 2023, DDC wins the AOT Rural Marketing program of the year. 01:24:22
And the NACO marketing program of the year, both in the same year. 01:24:28
In 2024 DDC website eclipse over 500,000 visitors. 01:24:32
I guess the goosebumps. 01:24:39
Tons of work into that. 01:24:42
OK, umm. 01:24:44
Launching TV ads seen by over 2 million people. 01:24:50
And showcase during the Super Bowl. 01:24:54
Spring training. 01:24:56
Basketball on Channel 3, five and 12. 01:24:58
In 2025. 01:25:02
BGC all time website traffic rose to over 739,000. 01:25:05
Visitors in a large part are due to our Google Ads strategy that Chad is going to talk about in a minute. 01:25:11
Our social media. 01:25:17
Footprint now climbs to over 30. 01:25:19
6000 followers on Facebook, Instagram. 01:25:22
And talk. 01:25:25
Tiktok. 01:25:27
And lastly, what we're here to talk to you a little bit about today is the new marketing plan created and new direction defined 01:25:29
for the next 5 years for discovery. 01:25:34
So here are some of the key things that I want to just point out that we talked to each of you individually over the last couple 01:25:40
of months here. 01:25:44
But when we very first started this, remember we were in the North Central region of the state of Arizona, which. 01:25:48
Puts us with. 01:25:54
Navajo or I'm sorry with. 01:25:56
You have a Pike County. 01:26:00
Which also includes Sedona and Blackstone. 01:26:01
Which are two of the biggest tourism draws in Arizona? 01:26:04
Most of the money that was coming in, in. 01:26:08
AOT designated tourism spending for that region was going that way. 01:26:11
Direction since this program. 01:26:16
Went live. 01:26:19
We have seen a 5% year over year source allocation coming back to us, which is higher than the 3% that is going to. 01:26:21
Does that make sense? 01:26:30
We're growing faster with the monies that are coming our direction now. 01:26:32
That were not coming here before. 01:26:36
So that's a key thing here. 01:26:38
I just put it up here. Tourism growth is outpacing our neighbor. 01:26:42
Neighboring North Central cities of Sedona and Prescott, and that's coming directly from ALT. Those aren't our numbers. 01:26:45
Ten major state and national awards in six years and recognized now as one of the Arizona's. 01:26:53
And their rural. 01:26:58
Adventure destinations. 01:27:01
So what does this mean economically to? 01:27:05
What we set out to do? 01:27:09
37 point. 01:27:11
8 million in direct travel spending in 2024. 01:27:12
That's an AOT number that's not ours. 01:27:16
$19,000,000 in new spending added in one year 2024. 01:27:18
These are all alt numbers 31,000 or 3100 jobs directly support. 01:27:23
Ordered by tourism, which is a 10% increase. 01:27:28
28.6 million generated annual and state and local taxes. 01:27:31
And tourism offsets, and I think this is a key 1 to a lot of people that live here. Why are we doing tourism? 01:27:36
It offsets each household $12180 in taxes. 01:27:42
Tourism ultimately reduces the tax burden on residents while funding essential services and sustaining local businesses. 01:27:48
In that video, there were several of those businesses that you saw. 01:27:56
That have popped up. 01:28:00
All throughout Gila County. 01:28:02
And we're starting to see more tourism based businesses coming to Gila County because of this. 01:28:03
That. 01:28:08
I'm going to turn this over to Chaz. 01:28:12
And let him talk about some of the. 01:28:14
Chairman and supervisors. 01:28:18
So I'll go through this really quickly, but. 01:28:21
The website has had about 750,000 visitors to the site since its launch. 01:28:23
With some of the new activities we're doing, specifically with our Google Ads strategy, we've talked a lot and you've heard a lot 01:28:28
about our SEO strategy, how to organically bring people to the website. 01:28:33
We're seeing a really steep incline from what we were even doing in the past to what we're really doing from now and on. 01:28:38
Really. In the last six months with a Google ad strategy. 01:28:45
So now, if anyone's on the Internet typing best places to camp in Arizona. 01:28:48
Or. 01:28:53
Some of those. 01:28:54
Harder to reach people that are really actively looking to go do something this weekend. 01:28:56
We're now bidding against Prescott Sedona. 01:29:02
All the other. 01:29:05
Show low all the other places where they might want to come and recreate and enjoy some of what we have to offer. 01:29:06
Now we're actually. 01:29:11
Pain for positioning to bring more of those people here. 01:29:13
So the amount of people that are coming to our site is dramatically increasing than where we've been in the past. 01:29:16
And on top of that, we're now. 01:29:21
Getting those high intent people that. 01:29:22
Or naturally kind of come into our area who are searching for stuff. 01:29:25
Where are you? 01:29:28
We're buying some of those placements to try to get them here. 01:29:30
Compared to some of the other locations which is huge. 01:29:33
We've seen almost 5 million page views. 01:29:37
Of website traffic. 01:29:39
81% of the traffic. 01:29:41
From Google which is. 01:29:43
Above industry standards, which we've shared with you multiple times. 01:29:45
The site is continuing to grow as new. 01:29:48
Pop up in our communities or not pop up and when that could be. 01:29:51
New restaurants which we have several representatives here today that help feed us some of that information. 01:29:54
Or a new hotelier. Or a new. 01:30:00
Arizona, I know I'm both there for a little bit was a big deal and how those things are continuing to be. 01:30:03
Optimized and. 01:30:08
And put onto the website. 01:30:09
And 500 of those pages are ranking in the top five for Google searches. 01:30:10
So if I'm typing in. 01:30:15
GLOBE, AZ. 01:30:16
The Mogi on rim. 01:30:17
Payson, AZ Those kind of searches. 01:30:19
Discover Gila County is kind of becoming. 01:30:21
What we initially, what you initially set out for of being the very top of the funnel. 01:30:23
And. 01:30:27
Everything that's happened in these last five years, the website and those things have been able to achieve that. 01:30:28
And this is really important why it matters. 01:30:34
VGC has become one of Arizona's strongest rural tourism digital platforms and the primary trip planning tool for our region. 01:30:36
A couple of things that. 01:30:44
In concert with what we're doing with Google Ads strategy, a couple big things that have happened just in the last year and a half 01:30:46
or so. 01:30:49
As we've reached almost 10 million people across all digital platforms. 01:30:52
That's Facebook, Instagram tick tock. 01:30:56
All the things. 01:30:58
YouTube. 01:30:59
2.1 million. 01:31:01
Visitors have seen these ads that we have. 01:31:03
Created. 01:31:05
Through live television. 01:31:06
And that includes the final four NFL packages. 01:31:08
The MLB Network. 01:31:12
Through a lot of other streaming platforms as well, so we're inside of people's homes. 01:31:14
That we're targeting these specific demographics, saying hey, come up for the weekend and enjoy what we have to offer. 01:31:18
Over here and about two million of those have been reached through that with 98% of those people watching the entire. 01:31:24
We have a combined 36,000 social media followers and. 01:31:31
Our engagement rates, we've showed with you a lot or 30% higher than the industry average when it comes to other. 01:31:36
Tourism entities. 01:31:41
And what's really cool is we're putting together another set of. 01:31:43
Commercials and video and we were actually out with the San Carlos tribe yesterday. 01:31:46
Where we had about 50 tribal members. 01:31:51
Helping us. I think it's going to be one of the coolest videos. 01:31:53
We might have done from discovery of the county. It was really cool to just see the culture come out in this video and see some of 01:31:56
the poppies and things. 01:31:59
So yes, we've been doing some really cool stuff. 01:32:03
Yesterday was really cool for me, just the cultural side of what the county has to offer to. 01:32:06
So we're excited for that to come out and. 01:32:11
How it's going to continue to evolve. 01:32:13
So that's a little update on the digital side. 01:32:14
So one of the cool. 01:32:17
Stories to share their. 01:32:18
I got a call from Clipper Perch who is a professional fisherman. 01:32:22
And he said I had a buddy who was watching the MLB Network. 01:32:26
And saw the video that. 01:32:30
You guys shot of me out on Roosevelt Lake. 01:32:31
And he called and said, hey, I just saw you while I was watching the Diamondbacks. 01:32:34
It works. It's getting out there. People are seeing. 01:32:39
So, uh. 01:32:42
Kind of cool stuff. 01:32:43
The last part here is why. Why is this? Why does this program matter to Gila County? 01:32:45
And it really boils down to. 01:32:49
Gillard County's investment is producing measurable returns by converting and. 01:32:52
Promoting visitations into spending. 01:32:56
Jobs. 01:33:00
And tax relief. 01:33:00
That is our mission. That's what we set out to be. 01:33:01
A coordinated data-driven approach allows HeLa County to. 01:33:05
Compete effectively with larger destinations without increasing public spending. 01:33:09
I go back to when. 01:33:15
Jackie Sanders went to Flagstaff. 01:33:16
She asked them can this be done in Gila County and they told her not. 01:33:19
Here's the proof. 01:33:24
OK, The program provides a single accountable tourism voice, aligning cities, towns, tribal partners, chambers and businesses. 01:33:26
Like Chaz said, we were out there yesterday. 01:33:33
I'm not kidding you. We probably have 50 to 75 people that showed up to be part of the video. 01:33:36
Yesterday they were super excited to be part of what was Denver, Gila County. 01:33:42
Tourism growth is managed in a way that's. 01:33:48
Towards community balance. 01:33:51
Well, it protects local assets and benefit. 01:33:52
Residents and lastly performance distraction reported to ensure transparency, accountable accountability. 01:33:55
On a responsible church that. 01:34:02
Accounting Resources. 01:34:04
So I think our final take away is that we are doing what you guys vision was. 01:34:06
And what you told us to do. 01:34:12
We've been doing it at a very high level. 01:34:14
And we're kind of at the course now. 01:34:17
We're at the final stages. 01:34:20
The original plan. 01:34:23
They've accomplished a lot of. 01:34:25
The plan? 01:34:26
And so the next step. 01:34:28
Is to actually now. 01:34:29
Prepare a new plan which we've sat down with each one of you individually. 01:34:31
And we've gone through that plan. 01:34:36
In detail, and today I'm not going to actually. 01:34:39
Worth all and tears of. 01:34:43
Stand here and really going through the great detail. 01:34:44
But I do want to go through just a couple of the things. 01:34:48
That are important I think that you see how we are doing what we. 01:34:52
Doing so, Charles, if you want to come back up and talk about. 01:34:56
Target market here. 01:35:00
So do you have a copy in front of you or? 01:35:17
We'll use this here. 01:35:21
You should go through. 01:35:22
OK, let's see. 01:35:24
Get stuck on that. 01:35:31
Do I need to click it again? It's looking on that one. 01:35:34
Guys, do you have any questions about what I presented? 01:35:39
The world, by the way. 01:35:42
No, I'm good camera. 01:35:46
Yeah, OK. 01:35:48
I'll kind of go through this. 01:35:52
Quickly and so stop me if you have questions or. 01:35:54
We don't want to bore you with all the details, but the biggest demographics that we're seeing from the Arizona Office of Tourism 01:35:56
of who's really coming to the county and engaging with us are. 01:36:00
The strongest travel segments for rural Arizona destinations are 35 to 50. 01:36:05
4 so millennials and Gen. X and 55 plus. 01:36:10
So your boomers and empty nesters. 01:36:13
And when we were out? 01:36:15
Taking video and doing this stuff, that is absolutely who we are seeing on. 01:36:16
Trails most of the time. 01:36:20
These groups align with the counter strengths in both outdoor recreation and heritage. 01:36:22
Cultural Tourism. 01:36:26
Typically what we're seeing is mid to upper income households, particularly those with discretionary spending power of travel. We 01:36:28
saw some people out on the trail the other day. 01:36:32
Retired couple from Maine. They had come, they were walking through the entire Arizona trail all the way through and had spent 01:36:36
like a week and 1/2. 01:36:39
In Hula County, going all the restaurants. 01:36:43
Parts of the trail as they moved along and that's a lot of who we are seeing. 01:36:45
According to AOT Arizona leisure visitors. 01:36:48
Tend to have. 01:36:51
Incomes between 75,125 thousand while national trends show. 01:36:52
High growth in households over 100. 01:36:56
Primary feeder markets. 01:37:01
This has not changed. Phoenix Metro is our number one. 01:37:02
And then we do see a lot of. 01:37:06
People from the East Valley. 01:37:07
So Mesa. 01:37:09
We're starting to see more from the Gilbert and Queen Creek more and more. 01:37:11
And then as well as kind of secondary markets being Chandler and Tucson. 01:37:15
Secondary markets that we're starting to see a lot from is Las Vegas as well as some of the Southern California. 01:37:20
Drive markets that could come out here on their way maybe through to. 01:37:25
Other locations throughout the state. 01:37:29
And then international, we do see a little bit from Mexico, Canada and the UK. 01:37:31
And then this is. 01:37:35
Fine, but an emergency. Emerging interests from India and the Philippines. 01:37:36
Especially for our digital content. 01:37:41
So going through these really quickly. 01:37:44
These people are seeking real Arizona experiences, wide open spaces, outdoor recreation. We see a lot of interest in the heritage, 01:37:46
the culture of the Native American. 01:37:50
Culture as well as. 01:37:55
Obviously all we have. 01:37:56
Offer with the outdoor recreation. 01:37:58
They really resonate with the storytelling and memory making. 01:38:00
My camera started with this with the legendary story idea. 01:38:05
When we share a lot of that content. 01:38:09
Especially when it has to do with like the. 01:38:11
Family vacation. We see our numbers really skyrocket. 01:38:12
Especially during the summertime, which makes a lot. 01:38:16
Sense values. They value sustainability. 01:38:18
Emphasis on local flavor or the farmers markets, the small places to eat, the community events. 01:38:22
And these people are desire for flexibility. 01:38:29
And we do see a lot of weekend getaway stuff. 01:38:31
We know that with it being 90 minutes from Phoenix, we do get a lot of weekend. 01:38:33
Travelers. 01:38:38
Just quickly on this, we see a lot of people obviously on mobile traffic. 01:38:41
And through our search queries that come in through Google. 01:38:46
And then we are seeing more and more, we actually have some softwares in place that we're gathering some data of people that are. 01:38:49
Visiting the website or seeing our social media channels and then coming to the area. 01:38:54
And we see a lot of that coming from some of this video content that we're creating. 01:38:58
Last couple of things here, Weekend Warriors, so our top top. 01:39:04
Target audience, this is kind of the big screen for you guys to understand who we're going after as we market to them. 01:39:07
The Weekend Warriors and drive Market Explorers. 01:39:13
35 to 54. 01:39:16
People in that Phoenix and Tucson markets. 01:39:18
We're hitting the empty nesters, those that are 55 plus. 01:39:21
That have time and ability to travel. 01:39:24
And then adventure millennials, younger visitors who want to experience the thrill of outdoor adventure like. 01:39:27
Hiking with fishing and. 01:39:32
The rock climbing and those experiences. 01:39:33
And then lastly, which is probably not our highest market, but there we do have a segment of people that we're talking targeting 01:39:36
with international curiosity markets which are. 01:39:40
Camera talked about the people from overseas that might want to come see our Western heritage or someone who's. 01:39:44
Different markets. 01:39:50
So that's who we are going at. 01:39:52
So I thought it was important for you guys to kind of understand that we're not just like seeing boy would be great if. 01:39:56
Bring a bunch of people here. 01:40:03
There's a science behind what we're doing and. 01:40:05
That's what my career has been in 32 years of doing that is understanding who we can target and how this. 01:40:08
Program effectively speaks to and I think we. 01:40:15
We've accomplished that. 01:40:18
Actually. 01:40:21
I wanted to put this slide in real quick and this is straight from the plan. 01:40:22
Nothing has really changed with our brand. 01:40:29
I mean, we're we. 01:40:31
We have found a brand that has become very recognizable. 01:40:32
Especially here in Arizona. 01:40:36
You know the the tone of voice is still. 01:40:39
It's a bold yet yet authentic. 01:40:43
We are wild is. 01:40:46
My wife and I were actually out exploring the other day discovering Hilo County. 01:40:49
And she turned to me and she said, wow. 01:40:53
We really have a lot of cool stuff in this county. 01:40:56
And she's never said that before. I had. 01:40:59
I had taken her. 01:41:02
And showed her some things that I never had done before and she she was really impressed with some of. 01:41:03
See but. 01:41:08
Our brand pillars are still stunning landscapes rich multiple. 01:41:09
Or multicultural heritage adventure everywhere. 01:41:13
Authentic flavor and genuine hospitality. 01:41:17
And that's what we've built our brand on. 01:41:20
For the last several years, and that's what we're going to continue to do. 01:41:23
Our new goals and objectives so this. 01:41:27
Just straightforward here, but. 01:41:33
Goal #1 is. 01:41:34
Continue to execute. 01:41:36
Plan that we've set for. 01:41:37
Goal number 2 is continued awareness and tourism promotion. 01:41:40
Goal #3 Expand access and opportunity. 01:41:43
And go forth, drive impact and deliver the path. 01:41:47
The last thing we want. 01:41:50
Is someone to come to Gila County? 01:41:52
And not actually. 01:41:54
Receive the delivered. 01:41:58
Messaging that we put out there because the worst thing that can happen as they come, they get let down. 01:42:01
Not only will they not come back. 01:42:06
They will tell other people. 01:42:08
To come back and so. 01:42:10
I think we have truly authentically built. 01:42:11
Marketing Program. 01:42:14
And so let's. 01:42:18
Talk a little bit about. 01:42:23
You know, the mark of the, there's a whole lot of detail that we've been over with you guys individually and talking about this. 01:42:25
So I'm not going to talk about that today. 01:42:30
I think each of you had a copy of that to kind of go through in detail. 01:42:35
The last thing I want to share with you is just publicly some some cold testimonials. 01:42:40
That speak to the. 01:42:45
The importance of this program. 01:42:48
One of them is coming from the. 01:42:51
Digital Sales Manager actually at channel 12. 01:42:53
And. 01:42:57
This was totally unsolicited. We got this e-mail. 01:43:00
Actually, after working with those guys for a couple of years now. 01:43:03
And I'm just going to read it here real quick. It says it's outstanding to hear that your direct traffic was the highest view of 01:43:07
law that you have all ever seen. 01:43:11
And the overall site visitation was also seen. 01:43:16
Superlative numbers. 01:43:20
From a data and reporting perspective, I have to say that the results driven by the video center campaign and also top performance 01:43:21
across all the volume of tourism campaigns we run. 01:43:26
At the station. 01:43:31
Without playing favourites, we would. 01:43:33
Clearly say that the video commercials you all are producing. 01:43:35
Are not are not only of the highest quality and represent gila county to agree that the mass would be shared. 01:43:38
But the variance in creating. 01:43:45
Types and messages also plays a large part in the interest this campaign has drawn. 01:43:47
The destination in. 01:43:52
Tequila County are outstanding and the way they are. 01:43:54
Being displayed in the adjectives of variety and. 01:43:57
Personality. 01:44:00
That is enticing. 01:44:01
Our regional production team who works on hundreds of commercials weekly across the country. 01:44:02
Noted that the quality of spots. 01:44:08
You all are producing or in line with what they wish they could do. 01:44:11
For every customer we have. 01:44:15
They complimented the aesthetic storyboard of the images and music choices overall the Ecuador's teens praise. 01:44:17
For the quality and careful curation on how these commercials support to all the activities and visuals. 01:44:24
That can be experienced in Heli County. 01:44:29
So that's an unsolicited professional group coming to us and seeing you guys are doing this. Really, really. 01:44:32
And they appreciate. 01:44:39
Just a couple others here here with an adventure seeker. I live in Stockport, Arizona and spend a lot of time looking around for 01:44:42
remote adventures. 01:44:46
I was recently up north and stumbled across Shevlin Creek near Payson. 01:44:50
Wanted to see if I could find more info about the place and came across Discover Hill County. 01:44:54
I just wanted to say that this is an amazing resource and one of the most informative professional city, county, chamber type 01:45:00
websites. 01:45:03
I have ever seen nice work and things for all the great ideas. 01:45:07
You can read the rest of them there. I just, we hear a lot of this kind of stuff and it's important, I think that you get to hear 01:45:12
some of those. 01:45:16
But at this time, we'd like to, I think you have the opportunity to review the plan and. 01:45:21
In detail. 01:45:26
And this is the time that we would like to hear your final if you have any questions, concerns, things that we've left out. 01:45:28
Things that you'd like for us to do with the next five years? 01:45:36
Is there anything that? 01:45:39
You'd like to share with us at this point. 01:45:41
Oh, thank you Cameron, and thank you Chaz for the. 01:45:43
Presentation. 01:45:49
Yeah, let's talk about Supervisor Humphrey. 01:45:51
Yeah, I I definitely have. 01:45:53
No input other than, you know, just a question. Have you ever done a presentation to the Realtors? 01:45:56
In Hill County, we have actually. OK, great. Yeah, because I've talked to some of them and and and. 01:46:02
It seems like the the people that want to move here hear the bad news. You know something about schools or. 01:46:07
Drugs or things of that nature. 01:46:12
It would be great to hear more. 01:46:14
Yeah, from, you know. 01:46:17
That that all the Realtors haven't discovered Gila County card. 01:46:19
To direct me. Well, yeah, no, your office is great, but we got a lot of Realtors here. 01:46:23
And and, you know, that's just a great. 01:46:28
Because I think you know. 01:46:31
A lot of people that live in places that don't have near the. 01:46:33
The weather. 01:46:36
Or the opportunities that we do so. 01:46:37
No, that's great, but. 01:46:40
I other than that. 01:46:41
You know, nothing comes to mind. I just appreciate. 01:46:43
Everything that you and the board. 01:46:46
Have done, you know, a million years ago on the idea. We thought about this and presented it. It didn't go anywhere. 01:46:48
But then became a supervisor and Tommy was a great. 01:46:55
Push on this and. 01:46:58
Pushing you as well. And so it was. 01:47:00
Kind of plant a seed in its amazing. 01:47:03
Where this seed has grown. 01:47:06
With with you guys working on it. 01:47:08
And you know, to look back, it's, it's a. 01:47:10
You know, it's like inventing a wheel almost, because now, now you look at it and you say that. 01:47:14
We're saving each household. 01:47:19
$1280. 01:47:21
And you know, and so. 01:47:24
That's an awful lot. 01:47:25
When you know, we don't have to go back. 01:47:27
To those people. 01:47:29
To raise property taxes. 01:47:30
You know, on some of the issues that we have to deal with. 01:47:33
Because of. 01:47:38
The tourism and the bed tax and things like that, that. 01:47:39
Helped us grow. So no, it's an it's an amazing thing and. 01:47:43
And I recommend it often and I have never heard any bad. 01:47:46
From anyone that has gone on. 01:47:51
They have a lot of. 01:47:54
Websites that they say are hard to navigate but. 01:47:55
Never heard that about you. Appreciative of. 01:47:58
Of how how well you're doing too. 01:48:01
To express to other people. 01:48:04
Why we all live here? 01:48:06
So, Cameron, thank you very much. 01:48:07
Thank you. 01:48:10
Supervisor Klein. 01:48:12
Cameron, you guys have done a remarkable job. 01:48:14
You know you, you've accomplished everything that I could ever dreamed of accomplishment. 01:48:17
In this. 01:48:22
And it's been a big help on our rural communities. You know, I see it. 01:48:23
They're just where I live, you know, every weekend there's, there's side to side groups, Jeep groups. 01:48:28
People coming through, doing this, going there. 01:48:33
To the point where I've had some comments from the local dislike turn it off. 01:48:39
But. 01:48:45
It's been just a huge. 01:48:46
Plus for the county. 01:48:48
It's definitely put us on the map. 01:48:51
There's no doubt. 01:48:53
And you know, back in the day when when we talked about Gila County was just a pass through. 01:48:54
Their head to the White Mountains or. 01:49:01
Flagstaff or wherever you know and and now. 01:49:03
And there's and then they're stopping all times of the year. It's not just summertime. 01:49:07
You know, and so I see that. 01:49:12
So no, I think you guys are right on track with everything. 01:49:17
We knew when we started. 01:49:22
That putting money into this would. 01:49:24
Give money back in the roundabout way. 01:49:27
And we have. 01:49:29
You know, we've seen that during COVID. 01:49:31
That's what really brought us through COVID. 01:49:33
Was that so? 01:49:37
It's just continuing to grow. 01:49:39
And I think honestly, I mean, you guys do such a good job on this website, there's no doubt. 01:49:42
But I think now it's time to where there's more word of mouth to. 01:49:47
As well so. 01:49:52
It's written, yeah. 01:49:53
Yeah, I I don't know how I could ever suggest an improvement. 01:49:57
You guys and your entire team. 01:50:01
Board. Excuse me? 01:50:04
For all the right people at the right time, in the right place, so. 01:50:07
What you're doing is. 01:50:11
Is actually pretty incredible. 01:50:13
Not only do we think it's good, but. 01:50:16
We have the evidence that it's good. 01:50:18
It's it's winning. 01:50:22
In every way. 01:50:23
And so I like the idea. 01:50:25
That you're continuing to be. 01:50:29
Innovative. 01:50:31
That you're wanting to improve more. 01:50:33
You want it to grow even. 01:50:36
Bigger and better and you want it to be as. 01:50:37
Modern and. 01:50:42
Accepted by current generations. 01:50:45
And all of that that it's on all of the mediums that are available. 01:50:48
It's not just. 01:50:53
Gonna languish. 01:50:55
And you guys are constantly working. I mean, I don't know how. 01:50:57
Actually get it all done. 01:51:00
But now it's it's good. The videos are good, everything's great. 01:51:02
I think the whole thing, all the components are perfect. 01:51:07
And the numbers you're. 01:51:11
Show me the snow are amazing. 01:51:14
But where will we be in five years? Those numbers will not. 01:51:17
Sad in five years, I think. 01:51:22
If we continue where we're going. 01:51:26
It's just exponentially getting better. 01:51:28
Appreciate the presentation and all you have to. 01:51:31
You all do. So I think it goes back to what Supervisor Klein just said that. 01:51:34
This is now creating people talking about it. 01:51:39
So the word of mouth, hey, have you been up there? Have you seen this? And. 01:51:41
Yeah, that's how far was exponentially is like that. 01:51:45
So our next step? 01:51:49
Is to come back to you and. 01:51:51
Formally approve this plan. 01:51:53
To move forward for the next five years. 01:51:55
And so we'd like to do that, put it on a future agenda to come back to you and. 01:51:58
Pick that Next up with. 01:52:02
So couldn't do without your support. 01:52:04
Mr. Menlove has been incredible. 01:52:08
He's been very supportive to us. 01:52:10
Three as well. 01:52:13
Thank you for that. 01:52:15
Mr. Menlo, do you have anything you'd like to add? 01:52:16
Yeah, OK. 01:52:20
Anything else? 01:52:23
So we're going to take a photo. 01:52:25
We want to take a photo. I think I can adjourn the meeting and then do the photo. 01:52:26
So if there's nothing else, then we are adjourned. 01:52:31
And let's gather for a photo. 01:52:34
