We have reached the 10:00 hour. 00:00:00
Welcome everyone. 00:00:03
We'll get started here. I have. 00:00:04
I've asked Macy to lead us in our pledge and after that? 00:00:07
Our invitation is Pastor Lance. 00:00:11
Marble which I think. 00:00:13
Yes, Sir. All right. So right after the pledge. 00:00:15
If you would stand. 00:00:18
I pledge allegiance to the flag. 00:00:23
Of the United States of America. 00:00:25
And do the new coverage for which it stands. 00:00:27
One nation under God. 00:00:31
Indivisible with liberty and justice for all. 00:00:32
OK. 00:00:36
Can we pray? 00:00:41
Father, thank you for a beautiful. 00:00:42
Morning in Hilton County. 00:00:45
Thank you for many blessings. 00:00:47
Provide to us the opportunities that you grant us. 00:00:50
We thank you this morning for. 00:00:54
The opportunity for the supervisors to meet to use their. 00:00:56
Gotta do an abilities. 00:01:00
And to contemplate, to make wise decisions. 00:01:02
We pray, Father, that you would. 00:01:05
That be with them in those decisions. 00:01:08
They would be. 00:01:10
That benefit the most people in our county. 00:01:12
That would. 00:01:15
Also Father. 00:01:16
Feet within your will. 00:01:18
And give them discernment. 00:01:20
Wisdom in this meeting works through your Sunday break. 00:01:22
Ma'am, thank you. 00:01:24
Seated. 00:01:27
All right. Thank you. 00:01:29
Great job. 00:01:32
Well, this morning we're going to start off. 00:01:37
The presentation. 00:01:39
Item 2A is a presentation by the town of Payson. 00:01:41
Related to annual funding. 00:01:46
For the Beeline bus transit. 00:01:47
System, uh. 00:01:49
And we have James Menlove and Julie Leonard. 00:01:51
Hi, good morning. 00:01:57
All right, well. 00:02:05
Thank you for having us and. 00:02:07
Decided to talk about the Beeline bus if you'd come through. 00:02:09
Payson or Star Valley, you probably see it going around town throughout the day. 00:02:12
So. 00:02:21
The Town of Peason began operating the Beeline bus in January of 2023. 00:02:22
In August of last year, we were able to apply for an additional bus to replace our aging buses and. 00:02:29
Fleet. So we recently paid for that bus and expect a delivery of a. 00:02:38
US December or January of this year. 00:02:44
And that is a grant through ADOT. 00:02:48
And the town picks. 00:02:51
Up the 23,000 press is picked up by a dot. 00:02:53
And for that? 00:02:57
New bus, so of course. 00:02:59
Adding a new bus always helps us with. 00:03:01
Paying for all the repairs on our older buses. 00:03:04
Eventually that. 00:03:07
Definitely saves US money in the long run. 00:03:08
We did submit our the ADOT grant for the 5311 just recently and that will be the new grant that takes. 00:03:13
Starts in October of 2026 through September of 2028. The 5311 grant is the ADOT grant. 00:03:23
That pays for the operations and admin of the buses. 00:03:31
One of the successful things we've been doing for a couple of years. 00:03:37
Is we have one free ride day a month, it gives people an opportunity to try out the bus. 00:03:42
Check it out if they've never done it. 00:03:48
Sometimes people have some apprehension about. 00:03:51
Getting on a public bus and so that. 00:03:54
Helps us. We did switch our days from Friday to Wednesday because it was suggested that that would be a good day by our. 00:03:57
Transit Advisory Committee because it coincides with our. 00:04:05
Discount at the grocery store. 00:04:08
Town so. 00:04:11
Our operations of the Beeline bus. 00:04:13
Run from. 00:04:17
6:00 AM. 00:04:18
To 6:00 PM. 00:04:19
Monday through Friday. 00:04:21
We do have two routes in town. 00:04:23
One, the blue route primarily just goes around Peason most of the day. 00:04:25
And there are over 50 stops on that route. 00:04:32
Our most popular stops by far are. 00:04:37
The the stores, The Walmarts, The Home Depot, Home Depot, Walmart, Safeway bashes. 00:04:40
All of those stops. 00:04:47
Of course are very popular. 00:04:49
As well as up by the hospital. 00:04:50
Some of the doctor's offices in that. 00:04:53
We got a ridership in that area too. 00:04:56
Then on red rock. 00:04:59
Is sorry not keeping up here. 00:05:01
Our red route runs. 00:05:05
Payson, but it also goes into Star Valley. 00:05:07
Star Valley is actually one of our. 00:05:10
Pretty popular. 00:05:12
Routes. We have quite a few writers. 00:05:13
Get him on it. 00:05:16
Valley and go into Payson for the day. 00:05:17
We even see on that route we frequently have some of the young. 00:05:21
People that maybe live in Star Valley and. 00:05:25
On their Fridays off or whatever want to get into Payson and. 00:05:27
Be able to see their friends, go to the parks and that kind of stuff. 00:05:32
And then the blue route also goes out to Nisa del Caballo, which is. 00:05:36
The community out off Houston Mesa Rd. 00:05:42
So we go out there a couple of. 00:05:45
Times Day 2 to pick up those folks. 00:05:46
Our staffing for the. 00:05:50
Bus includes myself. 00:05:52
That overseas kind of the daily operations and the grant management portion of it. 00:05:56
We have a full time senior bus driver, a part-time senior bus driver. 00:06:01
And six part-time bus drivers with. 00:06:06
A substitute driver to jump in when we need some extra help or somebody takes a vacation day. 00:06:09
Umm, probably one of the biggest highlights. 00:06:19
For us has been just the increase in ridership. 00:06:21
When I probably presented last, I thought maybe we were kind of topping off. 00:06:25
Of our increase. 00:06:29
But since we took over in 2023, we've seen 137% increase of bus riders. 00:06:31
And then this year? 00:06:39
Where again, I kind of thought we were going to top off a little bit. 00:06:40
We actually in first quarter of this year are running. 00:06:44
28% higher than what we were last year in this quarter. 00:06:47
So one of my bus drivers had recently commented that. 00:06:51
We really have like a regular ridership people that get on every. 00:06:56
Work or whatever. 00:07:00
These days so. 00:07:02
And those increases? 00:07:04
Even. 00:07:05
Occurred before kind of the gas prices went up so participate that may even drive more to our ridership but. 00:07:06
Our ridership is going strong. 00:07:14
We ended last year. 00:07:16
1374 riders. 00:07:19
When we first took over and. 00:07:22
When we first took over in 2022, they'd only had 39,000. 00:07:25
Or 1300 writers so. 00:07:29
Big increases there. 00:07:31
I attribute a lot of our successful ridership to be some really great drivers. 00:07:34
To do a good job. 00:07:39
Just really provide really good customer service to our riders. 00:07:41
Fastest big success for. 00:07:47
Bus as well. 00:07:48
Um. 00:07:51
So some of the things that we have. 00:07:54
Are working on moving forward with SO. 00:07:57
Again, we just recently submitted for the new grant cycle. 00:08:00
And in that new grant cycle, we have had some. 00:08:05
Quests in the community for certain. 00:08:08
Additions to the bus and so we. 00:08:12
Move forward with that. 00:08:14
Last year at some point we've had. 00:08:15
The Apache Tano community asking if we could. 00:08:19
Stop up at. 00:08:22
The casino, the. 00:08:24
School and fitness center and some other things that they have up there. 00:08:26
Because it was not in our service area previously on our map. 00:08:31
With ADOT they told us no. 00:08:36
And they told us you'll need to include that into your next grant cycle. 00:08:38
Of course, it's right on the education. You really don't even leave our. 00:08:43
Community barely to get there right by the Event Center. 00:08:46
So we think it's a really and A plus a lot of the staff that work up at the casino. 00:08:50
Are from Payson Star Valley. 00:08:55
That's where we see the most requests for ridership up there. 00:08:58
Currently we stop at the Sawmill Theater and. 00:09:02
They literally would have to walk up that. 00:09:05
Hill for the rest of the way which? 00:09:07
Isn't great if you're working in food service or whatever. 00:09:09
Middle of summer, so. 00:09:13
We have gotten we have included that and have support from the Apache Tanto community. 00:09:15
And they are excited about that addition. 00:09:21
So it doesn't really add a lot of miles to our routes. It'll really should be a good addition. 00:09:25
We're we've also in the current the next grant cycle there are. 00:09:32
There is the ability to ask for certain recreation kind of events, pace and holds a lot of events. 00:09:37
Some of that area is very congested during those events. 00:09:43
So we will be able to run some bus routes down to those events for drop off and make it a little bit easier. 00:09:47
For residents, recreation is one of the priorities in the ADOT grant. 00:09:53
That we can write for. 00:09:58
In the past year, we've done some additional marketing through Facebook. There's a. 00:10:02
Slide that has more of those details. 00:10:07
If you have been in patient and you've seen one of our buses, it's. 00:10:10
Much prettier now. 00:10:14
It's not thought of as a. 00:10:16
Church van going around. It's been wrapped. 00:10:18
That was a partnership with our Payson Parks and Rec department. 00:10:22
As well as our tourism part. 00:10:26
Tourism Department. 00:10:28
They paid to wrap that bus. 00:10:29
And it's kind of a traveling billboard as it drives around town and has websites the information on it. 00:10:32
And it looks a whole lot nicer. 00:10:39
So, umm. 00:10:41
We also. 00:10:43
This has been several years ago, but. 00:10:45
When the Senior Center was still running the. 00:10:48
Transportation, umm. 00:10:51
The they had applied for a Beeline bus improvement project which included. 00:10:52
Street work on some of our routes as well as bus shelters. 00:10:58
And that has been completed this year. That's eight new bus shelters. 00:11:03
As well as worked on Easy St. McLean and Cool Ford. 00:11:07
In certain areas. 00:11:12
So those are, that is our bus that is. 00:11:14
There kind of different sides different. 00:11:19
Things on the bus. 00:11:22
One of the parks and rec side and 1 is our tourism side. 00:11:24
Then we have this. 00:11:30
Some of the marketing that we did. 00:11:32
Last year and we do attribute some of our increase in ridership to just better marketing and. 00:11:34
Helping people understand. 00:11:40
Many, several years ago. 00:11:42
The premise because the Senior Center ran the bus and they did a great job, but people thought it was only for seniors. 00:11:45
That wasn't the case. 00:11:52
But it was just something that they didn't realize, so that I think we've overcome that. 00:11:53
We did some specific marketing. 00:11:59
To students. 00:12:01
The school we partnered with the school to build to send out some. 00:12:03
Flyers come May, so when the students were off in the summer. 00:12:07
They could jump on the bus and get around town. That's junior high and high school students. 00:12:11
That may not have transportation so. 00:12:17
Just some of the marketing that we ran kind of a did you know series. 00:12:20
That helping people to understand. 00:12:24
The bus a little bit better. 00:12:27
Knowing that, we get. 00:12:30
Common questions are, are they wheelchair accessible? 00:12:31
They are. They're all wheelchair accessible. 00:12:34
Knowing kind of where they go, some of our highlights, so. 00:12:37
Again, some of the. 00:12:40
Marketing and then? 00:12:42
Our flyer that we used, that we sent home with the families and the. 00:12:45
With the school we will be. 00:12:51
Partnering. 00:12:54
A little more with the school come fall. 00:12:55
They have had some audit findings that have asked them to reduce their transportation cost. 00:12:59
There are a couple other towns in Arizona that do this. I know Yuma is one of them. 00:13:04
So some of their secondary students will actually. 00:13:09
The school will pay for their bus pass. 00:13:13
And that the some of the in route. 00:13:16
In town routes will be cut from the school district. They started this a couple years ago and then backtracked. 00:13:20
And now they're having to go back there with. 00:13:26
Some of the information that they've received so they will have the opportunity to get a bus pass and ride our. 00:13:28
On public general buses. 00:13:36
During for school as well. 00:13:38
So, umm. 00:13:41
Won't be a major change for us. Our buses generally go to most communities. 00:13:42
So is their transportation director has looked at our buses. 00:13:46
And bus routes. 00:13:49
He is not really suggesting anything new. 00:13:51
Just that they would get on the routes that are already existing around town and we do start at 6:00 AM so we can get. 00:13:53
Students to school in a timely manner. 00:13:59
And that hopefully will help some of our families that. 00:14:03
Losing some of those in in town routes. 00:14:06
Cause a big challenge for SO. 00:14:09
Some of the other just notes that I wanted to add that I didn't. 00:14:14
Having the presentation. 00:14:18
We did do a survey last year. We do an annual survey. 00:14:20
Of our writers. 00:14:24
Some of the just kind of high points of that is that. 00:14:26
70% of our writers. 00:14:30
The bus is their sole transportation. 00:14:33
Um, they use the bus for a multitude of reasons. 00:14:37
Of course to get to work is one of them. We had 24% that use that bus regularly to get to work. 00:14:43
Medical appointments, so 29% of our riders. 00:14:50
Use the bus to get. 00:14:55
Medical appointments around town. 00:14:57
13% for shopping and 28% for leisure and. 00:15:00
Is getting places. 00:15:04
Our elderly and disabled. But we're finding also it's not just our elderly and disabled. 00:15:07
Are 57% of our writers are actually under 65 so. 00:15:13
It's a variety of ages that are using utilizing the bus at this point. 00:15:18
And many of our about 43% of our riders ride the bus every week. 00:15:27
And 97% of our writers. 00:15:34
Said that they would recommend the bus to others and they have a lot of. 00:15:37
Confidence in our bus. 00:15:41
So, umm. 00:15:44
We actually in the last year. 00:15:47
We have brought down some of our costs, but it's kind of. 00:15:50
Kind of an interesting way. 00:15:54
It cost us about. 00:15:56
Over 300 that little over 300,000 depending on the year to run our bus. 00:15:59
The challenge is where we're seeing the increases. 00:16:04
In cost for the bus are in. 00:16:08
The personnel costs the fuel. 00:16:11
Repairs those are. 00:16:15
So in admin we get an 80%. 00:16:18
Reimbursement rate. 00:16:21
But in operating, we only get a 58%. 00:16:22
Reimbursement rate and where our costs are going up are definitely. 00:16:26
Those operating. 00:16:31
So even though we actually had gone from in 2023, it cost us 330,000 in 2025 is 309,000. 00:16:34
It's it's not apples to apples because of that reimbursement rate that ADOT gives you. 00:16:44
Or the bus so. 00:16:50
Even though our costs are going down. 00:16:52
Really the. 00:16:54
You know what we what it costs to run it is going up. 00:16:55
So, umm. 00:16:58
Our priority, we have cut a lot of our expenses, kind of cut anything actually. So our priority is. 00:17:00
Paying for drivers. 00:17:05
Fuel the repairs and that's our focus. We've had to cut back on some of the other. 00:17:07
The. 00:17:13
Request that we. 00:17:15
To you guys for the 73,000. 00:17:17
Is for the operations. 00:17:20
That local share is covered by the town of Payson. 00:17:22
Hilo County has been. 00:17:27
Instrumental in that as well as Star Valley contributes as well. 00:17:29
To that local share cost so. 00:17:32
That is what we're here requesting today is that 73,000 for our Beeline bus. 00:17:35
Operation and I'd be happy to answer any questions. 00:17:40
Thank you, Julie. 00:17:43
Yeah, I guess the question I have is. 00:17:45
It sounds like you're doing a great job and. 00:17:48
And you went from 3947 riders in 22? 00:17:50
To 9374 riders. 00:17:54
And 25. 00:17:57
How many passengers does your bus hold? 00:17:58
Our passengers hold. 00:18:02
Our buses pulled 14 at a time. 00:18:03
We've only had a few occasions where that's an issue. 00:18:07
Not very often. 00:18:11
Because it kind of spans different people ride at different times, sort of our. 00:18:14
Some of our elderly that rely on it for shopping and things like that, they tend to ride midday and you have some of those that 00:18:19
are employed or like the the school. 00:18:24
Kids in my ride would be more likely to ride first thing in the morning and more. 00:18:28
Later at night, so you kind of see different populations throughout the day on the bus. Yeah, just. It just seems like, you know, 00:18:33
if you're going to start doing school and. 00:18:38
Yeah, and get with the. 00:18:42
You know the tribe and things of that nature that. 00:18:44
Yeah, if you're gonna. 00:18:48
You're going to have a lot more people in the future than you. 00:18:49
Than you do now so. 00:18:53
OK, that's all. Sounds like you're doing a great job. 00:18:55
Thank you Clock. 00:18:59
Thank you. You guys are the. 00:19:01
Dog. 00:19:02
Your numbers are really coming up and I would imagine once you start going to the. 00:19:03
To the tribe up there, you're going to see another. 00:19:08
Dramatic increase in numbers. 00:19:11
Mr. Love, how? 00:19:13
Haven't we been paying the 70? 00:19:15
1000 from about the beginning. 00:19:17
This chairman surrounded, Yes. 00:19:20
We contribute 73,000 both to the copper. 00:19:22
Mountain transit system here in town. 00:19:26
Yeah, and 73,000 to the Beeline bus. 00:19:29
And that's been in the same amount for. 00:19:32
Several years. 00:19:34
Are we reaching a point in time where maybe we need to evaluate that? 00:19:36
And see if maybe somewhere along the way it. 00:19:40
Can't throw in a few more dollars. 00:19:42
Mr. Chairman, throughout the Klein, in all honesty, I would appreciate not doing that initiative. 00:19:44
No, I'm not saying this year, I'm just saying. 00:19:49
Along the way though. 00:19:52
You know, I, I remember when, when that, when we. 00:19:54
Well, when I first took office and this was a big discussion. 00:19:57
Numbers weren't anywhere close. 00:20:02
You guys were just kind of getting started. 00:20:04
And we were a big. 00:20:06
Player in all that too as well and so. 00:20:07
But now I see where there there has been a huge need for it. 00:20:11
And I totally see where you're coming from on your operation. 00:20:15
That, that is, that is a big hit. 00:20:20
And not only for this bus, but for the one here too, I'm sure so. 00:20:22
Anyway, thank you, Julie. 00:20:27
Yeah. Thank you, Julie. 00:20:29
Could get a flatbed trailer. 00:20:32
Put some hay on the back. Oh that. 00:20:34
Yeah. 00:20:37
People just jump on that so. 00:20:38
All right. Well, with that, I'll call for a motion. 00:20:40
You know there's no action on it. 00:20:42
Got it. OK. 00:20:44
Sorry. 00:20:46
We're going to move right on. Sarah White, Denny. 00:20:47
Requested to be moved forward. She's item 30. 00:20:50
Are you still with us? 00:20:54
There you are. Thank you. 00:20:55
All right, so Item 30 we will deal with. 00:20:57
Right now. 00:21:00
And that is information discussion action to review all bids submitted for. 00:21:03
Invitation for bid number 08162025. 00:21:08
Law enforcement shotguns and accessories. 00:21:11
And award a contract to the lowest, most responsive and responsible bidder. 00:21:14
BOTAC Incorporated for term of April. 00:21:18
2126 through June 30th 26 for maximum not to exceed the amount of 117,000. 00:21:22
$949.55. 00:21:29
Dara. 00:21:32
The word and thank you for moving the item up. I appreciate. 00:21:36
This is the. 00:21:39
Last step in the process. 00:21:41
For board approval in standardizing our shotgun project for the Healing County Sheriff's Office. 00:21:43
We worked with Pioneer. 00:21:49
To go through all of the steps, we had two bidders. 00:21:51
And this is. 00:21:55
A thing with both tack incorporated. 00:21:58
Who after reviewed like the lowest most responsive? 00:22:00
And responsible there. 00:22:03
Thank you, Sarah. 00:22:08
Spider Humphrey. I guess it doesn't matter, but what? What? 00:22:09
Make or model of shotguns were they bidding on? 00:22:13
So the Chair, Donnelly is the one that we awarded. 00:22:17
The other one. 00:22:23
That was. 00:22:24
Beretta OK. 00:22:27
Yeah, we are. 00:22:30
According to the Nelly. 00:22:32
OK. Yeah, just. 00:22:34
It didn't matter, but I was just curious. 00:22:35
Thank you. 00:22:38
Advisor client. 00:22:40
Sarah, I'm good. Thank you. 00:22:41
Yeah, I'm good as well, so. 00:22:42
And happy to move the item up. I guess you you got some. 00:22:44
Other things you gotta go do. We appreciate that. 00:22:47
So with that, I'll call for a motion on item 30. 00:22:50
Mr. Chair, I'll make the motion to award a contract to BOTAK and. 00:22:54
Incorporated is presented. 00:22:58
I'll second that motion and a second to approve. Those in favor say aye. 00:23:00
Thank you, Sarah. 00:23:05
OK. We're back now to Item 3A. We have Brandon. 00:23:09
Today information discussion action to adopt resolution number 260406. 00:23:13
Approving the issuance of the. 00:23:19
Industrial Development Authority of the County of Hilah. 00:23:22
Arizona, uh. 00:23:25
Of its tax exempt or. 00:23:25
Taxable revenue and refund bonds. 00:23:27
The Cobra Valley Regional Medical Center Project Series 2026. 00:23:30
In an aggregate. 00:23:35
Principal amount not to exceed. 00:23:37
$50 million. 00:23:39
You want to come up and talk to us, Brandon? 00:23:41
Good morning. My name is Brandon Kaywood. I am an attorney with the law firm Nixon Peabody. 00:23:51
And I am counsel to the. 00:23:59
Heald A. 00:24:00
That motion or not the motion, but that. 00:24:03
You hit on what we were here to talk about and. 00:24:05
At the conclusion of my remarks, I'm going to invite the. 00:24:09
Idea presidents along with the folks from Cobra Valley to discuss their roles and the the project generally. 00:24:12
And at the end of that or. 00:24:20
Available for questions as well. 00:24:22
The county's role and the reason that I'm here. 00:24:25
Is twofold under Arizona law. 00:24:28
The county Board of Supervisors whenever an industrial development authority determines to. 00:24:31
Issue bonds. 00:24:37
Before those bonds can be issued. 00:24:39
They need to have approval to do so. 00:24:41
From the county Board of Supervisors. 00:24:44
In addition to that, there's a federal tax requirement. 00:24:46
That a public hearing. 00:24:50
Is held. 00:24:53
To give the public the opportunity to um. 00:24:54
Have comments on the project. 00:24:58
Which is tied back to. 00:25:00
Federal legislation called TEFRA. 00:25:01
In 1982. 00:25:04
That is any bond issuance in the country that. 00:25:06
Has a financing structure such as this where money is being lent? 00:25:10
To a 501-C3 will have something similar. 00:25:14
Been to do public hearings and. 00:25:18
As recently as November in Alabama and Georgia for projects happening there. 00:25:20
The county's role in that, however, is to approve that the. 00:25:25
Idea did that process. 00:25:29
As well, just kind of the. 00:25:32
Mechanics of that. 00:25:34
Of that structure is the. 00:25:35
IDEA checks all the boxes and then the. 00:25:37
That the federal tax code requires that the. 00:25:41
Governing body. 00:25:44
Where the project is located gives the check mark that that's occurred. 00:25:46
And so this resolution. 00:25:51
Hence that state law requirement that the county. 00:25:52
Supervisors approved this project. 00:25:55
Along with the. 00:25:57
That the federal tax requirements regarding that public hearing have taken place. 00:26:00
So as part of your package today. 00:26:03
The attachments include the. 00:26:05
Idea's resolution. 00:26:08
That the. 00:26:09
That they that they resolve to. 00:26:11
Have a bond issuance last Tuesday. 00:26:14
So that you know, as part of your resolution, you know that that has already occurred. 00:26:16
Along with. 00:26:21
The hearing. 00:26:22
Was posted. 00:26:24
Timely on their website. 00:26:25
The notice of. 00:26:28
Post Timely on their website and was held last week. 00:26:29
Telephonically. 00:26:32
Me and. 00:26:33
A report of that which is. 00:26:36
I believe titled draft minutes and you guys pack it. 00:26:37
Showed that nobody joined. 00:26:40
For that. So there's no members of the public that joined to comment on that. 00:26:43
As far as the as far as the idea goes. 00:26:50
Shelby, do you want to come in doctor up the idea as well? 00:26:54
Tell us your name again, Sir. 00:27:04
My name is Shelby Borrowdale. I am the chair at the Gila County Idea. 00:27:05
Good morning to you guys. 00:27:10
Good morning. 00:27:11
What I've got here is kind of a general mission statement of the idea, which I think is important to cover, and then I'll give 00:27:13
kind of my take of that. 00:27:16
The Gila County Industrial Development Authority. 00:27:21
Is committed to expanding economic development and business enterprise. 00:27:25
For Gila County, Arizona. 00:27:29
The primary mission of the Ida. 00:27:31
Is to secure and apply resources that. 00:27:33
Remote retention expansion. 00:27:36
Attraction of business and commercial enterprises in Gila County. 00:27:39
And to expand employment opportunities. 00:27:43
And I think that we're we're covering all of those bases here with. 00:27:45
With this bond. 00:27:49
I'm sure that you guys will have financial questions and and burden questions about response. 00:27:51
For repayment and things like that. 00:27:55
I think we've done our due diligence as the idea to make sure that we are not subject to those. 00:27:57
Liabilities, yeah. 00:28:02
And that what we're doing instead is. 00:28:04
Providing. 00:28:06
Cobra Valley Hospital, which I think is an asset to our community. 00:28:07
The preferable resources they need to. 00:28:11
Continue providing quality resources to our community. 00:28:14
We do financially benefit from this as an idea. 00:28:18
It's not the mission of the idea, obviously, but. 00:28:22
What we gain from this, we put back into a revolving loan account. 00:28:26
Small business loans. 00:28:30
We've issued a small business loan. 00:28:31
As recently as maybe? 00:28:34
January, I think it was. 00:28:37
This fear for a small. 00:28:39
Trash cleanup business. 00:28:40
And I think that overall this is a sound. 00:28:43
For us as idea and even Gila County to say let's, let's. 00:28:46
Our advantages for tax purposes. 00:28:51
Get bonds from the market. 00:28:53
Hospital abandoned the way they need to. 00:28:55
And then use proceeds from that transaction to. 00:28:57
Further, other small businesses. 00:29:00
OK, anymore. 00:29:05
That's all I got on it. 00:29:07
OK, very good. Well. 00:29:09
Find out if we have any questions for you. 00:29:11
I don't have any questions. My hat's off to the idea, thank you very much. Because I can remember back years ago when they were 00:29:15
doing. 00:29:18
Huge bonds for the mines and construction in our local area. 00:29:22
So it's great to see. 00:29:25
The idea? 00:29:29
Get the wheels back underneath them and start. 00:29:30
Doing things for the community. 00:29:33
And like helping with the hospital construction and things of that nature. 00:29:34
It's you know you were developed. 00:29:39
To help do things that we can't. 00:29:41
And so it's great to see the idea doing things. 00:29:43
To help our community. 00:29:47
And. 00:29:50
And help businesses do the things they need to do. 00:29:51
Sure. Thank you. 00:29:53
Supervisor clone. 00:29:55
Shelby, I'm good. 00:29:56
I think sounds like you guys have done your homework on this and you're good to go so. 00:29:58
OK, good. 00:30:01
I appreciate it. Would you guys have any questions for Brandon? 00:30:02
No, I just believe it. 00:30:06
Clarify a little so that I understand so the. 00:30:08
We're just giving permission for the bond to be. 00:30:10
To go through. That's what we're doing today. Think of yourselves as the gatekeepers. You're not not responsible for the debts or 00:30:14
anything that they can't. Yeah. 00:30:18
They can't issue it without your approval. 00:30:22
And Sir, the the idea, if I remember right, there was some discussion that I heard that. 00:30:25
Your funds were kind of depleting, getting lower and lower, and so it's going to help. 00:30:31
It certainly will will help us continue our efforts. 00:30:36
In other areas of the community. 00:30:39
Yeah, OK. 00:30:41
Good. So that's kind of a win. 00:30:42
Yes, Sir. 00:30:45
All right. And Mr. Chair, I also like to thank the hospital for working. 00:30:45
With the idea, because I'm sure you had. 00:30:49
Lots of choices in where to reach for for your funding so. 00:30:52
I want to thank you very much for working with the idea. 00:30:57
Well on this project too. 00:31:00
To keep it in the community. 00:31:03
Thank you very much. 00:31:05
So we, we have some people. I, I know you. 00:31:07
And from the hospital here too, so that's great. 00:31:10
Any more questions? 00:31:13
And I'll call for a motion. 00:31:14
Yeah, Mr. Chair. 00:31:18
I move to adopt resolution #26-04. 00:31:20
Six. I'll second that motion and a second to approve. Those in favor say aye. 00:31:24
Aye, aye. Thank you very much. Thank you, John. 00:31:29
Thank you very much. 00:31:31
All right. Our next item is item 3B, Information Discussion Action. 00:31:33
Yes, Sir. 00:31:40
The purpose of this was a public hearing. 00:31:42
Well. 00:31:47
OK. 00:31:50
Were included that I. 00:31:59
Find so that I, you know, open the public hearing. 00:32:00
Thank you. With that clarification, Mr. 00:32:11
OK. Thanks for. 00:32:13
Keep it up straight, all right? 00:32:14
3D. 00:32:15
Information discussion action Approve Economic development agreement number 202602. 00:32:17
By one between Hewlett County and the Toronto Basin Chamber of Commerce in the amount of $5000. 00:32:23
To assist with the operation and advertising. 00:32:29
Campaigns of the Tunnel Basin Chamber. 00:32:32
Which the board is determined to be for the benefit of the public. 00:32:34
And we have Marin Valley. 00:32:37
We also have. 00:32:39
Crystal Lombardo. 00:32:40
Yes, good morning, Mr. Chair, Supervisor Humphrey, Supervisor Klein. 00:32:41
It's my pleasure to introduce Crystal Lombardo as she will be. 00:32:45
Providing you with an update on the Tonto Basin Chamber of Commerce. 00:32:48
Its current achievements and its upcoming goals. 00:32:53
Thank you. 00:32:56
Good morning. 00:32:57
Good morning. 00:32:59
So we have. 00:33:01
Lot of exciting things that. 00:33:03
Umm, how do I do this? 00:33:06
OK, there's our board. 00:33:13
So. 00:33:15
In 2025, May 1st, I became the. 00:33:17
President for the chamber. Yeah, all of the faces that you see there. 00:33:21
Are they work full time jobs? We're all volunteers. 00:33:26
We do not have an executive director that is a paid position. 00:33:29
So since May of last year we have. 00:33:33
Brought in. 00:33:38
75 new members to the Chamber. 00:33:39
And 70 members, excuse me, we have 95 members. 00:33:42
Now that our businesses of our Chamber. 00:33:46
And at that time when I. 00:33:49
Wrote this up that we didn't have as many but. 00:33:50
We have more that have come on. 00:33:53
We're a really small town, so to have 95 members. 00:33:54
We're very active. We've launched A newsletter last year that. 00:33:59
Goes out for the community, you know? 00:34:03
And people really look forward to getting that newsletter. 00:34:05
We have. 00:34:08
Where we e-mail it out. 00:34:10
We print it. 00:34:12
So that it goes to the different places and people can pick them up. 00:34:13
That some like the hard copy rather than just a. 00:34:16
Digital, uh. 00:34:19
Of it and. 00:34:20
Again, our membership has. 00:34:22
Grown to 75 new members. 00:34:23
We updated our bylaws last year, so we're now a fiscal January to December rather than a. 00:34:26
May to April, which was kind of confusing. 00:34:32
So we had a pro radar members dues this year. 00:34:35
Obviously not as much coming in. 00:34:38
But uh. 00:34:40
We're bringing in new members which have paid the full. 00:34:40
Price of the dues. 00:34:43
We started doing Breakfast Club in February and we have it every. 00:34:45
Wednesday we started at 8:30 to 9:30 in the morning. 00:34:49
730 seemed like a little too early for some folks in Tano. 00:34:53
Remember, we're 70% of our community is retired. 00:34:56
People. 00:35:00
So the rest of us are still having to work. 00:35:01
Bummer on that one, but. 00:35:05
Our mixers, we had four mixers that we've already done this year and we try to spread it out to the different. 00:35:07
Areas of the community. 00:35:12
Locations, lunch and learns. 00:35:14
So that's kind of starting to pick up. 00:35:16
We started a community member of the month. 00:35:19
Last year, last month we started it. We had a gentleman that has been cleaning the streets. 00:35:22
Volunteer and wonderful just to do this for the community and not just kind of spark something in our brain. 00:35:28
Look how many people do for the tunnel basin. 00:35:35
And they don't get paid and they're not looking for recognition. But why not give them a little recognition? 00:35:38
So we have a certificate that we hand out. We ask them to come to if it's a breakfast club or a mixer. 00:35:43
So we can present it to them. 00:35:49
Where the public's around. 00:35:51
And then we gave them a $25.00 gift card to one of the restaurants so that we're. 00:35:52
Obviously helping our businesses as well. 00:35:57
We sponsored last year the food ministry, the library, the fire department and the school carnival. 00:36:01
We did. 00:36:07
Bring in. 00:36:08
A large amount of money last year at our Wild West days and we felt that it was important to give that money back to. 00:36:09
Community, uh. 00:36:15
And so that's why we were able to sponsor the food ministry, the library and the. 00:36:16
Fire Department. 00:36:21
We Co hosted Wild West days this year. 00:36:23
We that's our biggest fundraiser for the chamber. 00:36:26
And the poker part of it is all the. 00:36:29
That puts it on, but we are the silent auction, live auction. 00:36:33
The raffles and those types of things. 00:36:36
That will help us through the year to be able to make improvements on the Chamber. 00:36:39
And do things for our businesses. 00:36:43
Our goals for 2026. 00:36:48
Bring in 20 new members. 00:36:50
Right now we have 8 new members that have come on this. 00:36:51
So I have to get. 00:36:54
I've got 12 more to bring in. 00:36:57
We've had ribbon cuttings for businesses. We've had four ribbon cuttings since May 1st. 00:36:59
And that's been a really fun thing to do, to have. 00:37:04
Community come out. 00:37:07
And what why we're doing these ribbon cuttings? 00:37:09
Welcome Basket. 00:37:13
Program that we started, we were having our members. 00:37:15
Donate they could do it. A discount on an item they can. 00:37:17
Throw in a. 00:37:21
Swag item and then when a person moves into town or basin, they get this welcome basket. 00:37:22
With all the business directory, you know who's ever in. 00:37:27
A member of the chamber, they're on there. 00:37:30
We also have important. 00:37:32
Phone numbers to have on there like your trash and your utilities and your water. 00:37:35
So that they know who to contact. 00:37:39
When they get those when they need those turned on. 00:37:41
At the annual community event that I talked about was the Poker Ride the auction. 00:37:45
And we're planning, we're going to be planning a BBQ at the Chamber because we've done a lot of improvements to it. 00:37:50
So I'm looking forward to having. 00:37:56
You know our community. Come to the Chamber and check out what we've done. 00:37:59
We promote. 00:38:03
Our members via social media newsletter. 00:38:05
One of our goals is to try to hire a part-time person. 00:38:08
Because we're all volunteers. 00:38:12
So. 00:38:14
If we are busy with our regular jobs, we're not getting. 00:38:15
The job done for our members and. 00:38:19
To me, that's really important to do. I probably work 10 or 15 hours part time. 00:38:21
On my own, not getting paid because we've grown so much. 00:38:26
And we don't want to grow and then not let. 00:38:30
You know, we just. 00:38:32
The business is hanging. 00:38:33
We want to continue to help them to grow. 00:38:34
Facility and technology improvement, some other things that we're using with the money that we were raised from Wild West days is. 00:38:39
Our sliding glass doors. Luckily it's a double pane. We had a gardener out and he smashed. 00:38:46
With weedy whack in one of the panes on the window. 00:38:51
And it's a really old. 00:38:55
Sliding glass door. So we decided to upgrade it. 00:38:57
To get French doors. 00:39:00
In that if it's feasible. 00:39:01
Stop to see if what's. 00:39:03
Pricing wise. 00:39:05
New mini blinds to be installed to help with efficiency with. 00:39:07
The AC, yes. 00:39:10
You all know, we've all. 00:39:11
Had increases from aths and. 00:39:13
And SRP. 00:39:15
Exterior lighting and cameras. 00:39:16
We've had a lot more activity going on at the chamber. We do have a church service that is every Wednesday night. 00:39:18
And in the winter, it's really dark. 00:39:25
We have no lighting outside but the flag that's lit up, so that's one of the things we're getting done with the funds that we 00:39:27
receive. 00:39:30
Installing Internet in a TV. 00:39:34
So that when church or whoever. 00:39:36
The church right now, they. 00:39:38
Old fashioned, umm uh. 00:39:40
Projector that. 00:39:42
Goes up on the screen. I'm trying to think of what that. 00:39:43
You know the Yeah. 00:39:46
The clear papers or whatever. 00:39:47
Thank you. 00:39:50
Goes and so they're probably used to doing that. 00:39:51
But it's going to be a fun change for them to just be able to put in their USB. 00:39:54
And then it's presented up on the TV screen. 00:39:58
New kitchen refrigerator, a microwave and a coffee pot. 00:40:01
With our breakfast clubs. 00:40:04
We want to be able to. 00:40:06
You know, make the coffee, obviously have a microwave if somebody wanted to do danishes. 00:40:08
Our refrigerator. The freezer doesn't work, but the fridge does. 00:40:12
So you know little. 00:40:15
Upgrades that haven't been done for many years. 00:40:17
Moving forward. 00:40:20
Our goal is to continue growing membership and engagement. 00:40:23
We are a board of. 00:40:26
Of eight. 00:40:28
And yes, it's a board, but we want to get the members involved to help with volunteering. 00:40:29
To grow other businesses, not just having the board do all the work. 00:40:34
Strengthen the community, obviously with the partnerships. 00:40:39
Enhance facility and services. 00:40:42
Support local businesses. 00:40:44
And keep Tunnel Basin connected and thriving. 00:40:46
We have a lot of new businesses that have come into Tonneau. 00:40:49
And we want to see them grow and. 00:40:52
You know we. 00:40:54
It's our town is so split up that. 00:40:55
Sometimes you don't realize. 00:40:58
The old 188, there's businesses on that road. 00:40:59
So to keep it out there with the public by. 00:41:03
Putting it on Facebook. 00:41:07
Putting it in the newsletter. 00:41:08
There's so many different ways that people are now. 00:41:10
Finding out about. 00:41:12
Whatever's going on in your town. 00:41:14
So it's not just a newsletter, it's going to be some like Facebook, some like Instagram, some do TikTok. 00:41:16
So there's different ways that you can try to let your community know. 00:41:21
What's going on? And I think this is my last page here, but we do appreciate this Grant. 00:41:26
Our property taxes are $3000 alone and I just got some information that. 00:41:32
That we might be able to. 00:41:37
Eliminate that tax, which would be amazing. 00:41:39
No, we don't eliminate that tax. 00:41:41
We still need them, yeah. 00:41:43
But it was just shocking that it was that much and our insurance. 00:41:45
Is over 2000 as well. 00:41:48
So this grant helps us a lot. 00:41:51
With moving forward in. 00:41:53
Growing our businesses in Tonto. 00:41:56
So I do appreciate your time and if you have any questions for me, I'm happy to answer them. 00:41:58
I think of Cristiano, Supervisor Humphrey. 00:42:03
Yeah, I. 00:42:06
I I have my monthly meetings at the chamber, so I've noticed the. 00:42:08
Improvements that you do to the building and so. 00:42:12
So that's a great thing. I guess the only question that I would have is with your community newsletter. 00:42:14
Would you mind taking a picture with the Board of Supervisors to put in your newsletter? 00:42:20
That we do. 00:42:25
Sponsor you for the 5000. 00:42:26
That would be amazing, yes. And because we put your, we do put the. 00:42:28
Minutes in our newsletter. 00:42:32
Sure. 00:42:34
Yeah, no. And I, I from my meeting, I appreciate. 00:42:35
We would love to do that. OK, Thank you. Yes, very much. That's all. 00:42:38
OK. Thank you, Supervisor Clark. 00:42:42
Christa, I've been in your building before and. 00:42:44
In meetings in the past, you guys have a. 00:42:46
Good little building there, good location and. 00:42:48
It it's good, we can. 00:42:51
Help support this SO. 00:42:53
Another thing that you're doing. 00:42:54
We appreciate that. 00:42:56
And and we're trying to connect them actually have a meeting after this. 00:42:57
Presentation today with the Globe. 00:43:02
Executive Director. 00:43:04
Just to kind of get ideas and connect with them. 00:43:05
And also I've met with. 00:43:08
Payson Chamber of Commerce. 00:43:10
They have a new executive director that I will be contacting just to try to keep the towns where we're connecting. 00:43:13
Yes. 00:43:20
In Payson. 00:43:24
Yeah, Angel's here. 00:43:25
Shannon Shannon is the new executive director. I believe she's. 00:43:27
Got a lot of energy so. 00:43:30
I noticed driving by this morning there was a lot of cars there. 00:43:32
Was there something going on at the chamber this morning? Yeah. So every Tuesday and Thursday, the women. 00:43:36
The elderly women have their little. 00:43:42
Exercise Group. 00:43:45
Yeah, they do, and they do a great job. They love, you know, coming there. 00:43:46
It sounds like you're not only the chamber, you're the Community Center. 00:43:50
We really are and that's what my goal. I mean, I work a full time job, but I. 00:43:53
I have a passion. 00:43:58
For businesses. 00:43:59
And growing them and that's. 00:44:01
You know why I want to put those additional hours in for free volunteering? Because. 00:44:03
It's so neat to see companies. 00:44:08
Growing. 00:44:10
Yes, in Tano. 00:44:11
Yeah, that whole area is growing. So that's great. Thank you for that. 00:44:12
Without, I'll call for motion then. 00:44:16
Mr. Chair, I'll make a motion to approve the economic development. 00:44:20
Agreement number. 00:44:23
2026. 00:44:24
0251. 00:44:26
Between Gila County and the Tunnel Basin Chamber of Commerce. 00:44:29
As presented, in which the Board has determined to be for the benefit of the public. 00:44:32
Mr. Chair, I'll second that. 00:44:37
They have a motion and a second to approve. Those in favor say aye aye. 00:44:38
Thank you. 00:44:43
Do you mind if we can get a picture? I was gonna say if we could get a picture. 00:44:44
All right, let's get a picture. 00:44:48
OK. 00:44:56
OK, hope we can speed this up a little bit more. 00:45:08
We've got a lot to do today. Next item is 3. 00:45:13
C and information discussion action to approve economic. 00:45:16
Open agreement number. 00:45:21
2026-0258 it's between Hema County and the Payson Rodeo Committee. 00:45:23
Incorporated in the amount of 20,000 for cost. 00:45:28
Related to promoting the Gary Hart. 00:45:30
Rodeo. 00:45:33
Memorial Rodeo in the world's oldest continuous rodeo. 00:45:34
Which the board is determined to be for the benefit of the public. Now I know my name is here, but it's not my item. It's a 00:45:37
reoccurring item every year we're. 00:45:41
It's just my office that submitted it. 00:45:45
And we do have. 00:45:47
A while with us, who is the? 00:45:49
El Presidente of the. 00:45:52
Rodeo Committee. 00:45:54
Good morning, Dan. 00:45:56
Good morning. 00:45:58
Thank you. 00:46:00
German important supervisors. 00:46:03
Stop that song. 00:46:05
For the state, first of all. 00:46:06
And sponsorship of our. 00:46:13
Development. Umm. 00:46:17
Fun. And this year we're asking for the same amount. 00:46:20
Which is $5000. 00:46:24
Very Hard Memorial Rodeo and 15,000 for the world's oldest. 00:46:26
Continuous rodeo and. 00:46:31
And has to be applied to a. 00:46:33
29,000. 00:46:35
700 vague, emotional. 00:46:36
Campaign targeting. 00:46:38
Phoenix and Scottsdale to bring people up to Payson. 00:46:40
The economic impact. 00:46:44
From our Romeo. 00:46:47
From 2023 or. 00:46:49
Approximately 14,900. 00:46:52
People. Umm. 00:46:55
But 60% of the. 00:46:56
Visitor be driving Vermont. 00:46:58
And based on the Arizona. 00:47:01
As the Tourism estimates, Steve ministers. 00:47:02
Contribute over $2,000,000. 00:47:05
In the local spending. 00:47:08
Homage, fuel and dining. 00:47:09
More as a 501-C395 that we invest all proceeds. 00:47:12
Inhibiting our. 00:47:19
45,000. 00:47:20
Scholarships and terrible contributions. 00:47:21
Veterans and health support groups. 00:47:24
The recognition of the $20,000 of. 00:47:29
Tamil county. 00:47:35
Receive sponsorship packages. 00:47:36
Both events would be total estimated value of 24,000. 00:47:38
$400. 00:47:43
With the total production cost of $350,000. 00:47:46
Or contributes. Your contribution is vital. 00:47:50
Maintaining these historic events and their. 00:47:53
Positive impact on our Western heritage and local economy. 00:47:56
Thanks for your time. 00:48:00
Thank you, Dan. Supervisor Humphrey. 00:48:02
I have no questions. 00:48:06
Other than. 00:48:08
We are. We are. 00:48:10
Dividing this amount. 00:48:11
Correct or no? 00:48:13
This is an amount that comes from our economic development money that Mister Menlove made. 00:48:14
OK. 00:48:19
OK. 00:48:21
No, but no questions on the rodeo. You guys do a great job. 00:48:22
Glad to help. 00:48:26
Yep, Thank you, Supervisor. 00:48:28
So, Dan, thanks it's. 00:48:33
Been a pleasure to help. 00:48:35
Support this for all the years I've been here and you guys do an awesome job. 00:48:37
It's a big weekend in patient. It's definitely you don't want to go patient. 00:48:41
Don't like traffic so. 00:48:45
Anyway, thank you for all you guys do. 00:48:47
Yeah. Thank you, Dan. 00:48:50
The rodeo committee is. 00:48:53
Large, You have a lot of members. You do a tremendous amount of work. 00:48:56
The. 00:49:00
Benefit is. 00:49:02
Awesome. 00:49:03
The Western heritage part, the whole historical. 00:49:06
Part is all. 00:49:10
Very good and so. 00:49:12
This grant. 00:49:15
Is well worth. 00:49:16
The return that. 00:49:18
Is developed because of it, so we appreciate. 00:49:20
Your committee it's. 00:49:23
I think the largest. 00:49:24
Really most productive committee we have in. 00:49:27
That part of Gila County. 00:49:31
Thank you very much. 00:49:33
Thank you, Mr. Chairman. 00:49:36
And so with that, I'll call for a motion on item 3. 00:49:38
Monsieur moved to approve economic development. 00:49:42
Agreement number 20260258. 00:49:45
Between Helix. 00:49:49
County and patient. 00:49:50
Pro Rodeo Committee incorporated as presented. 00:49:52
And which the Board? 00:49:55
Has determined to be for the benefit of the public. 00:49:56
I'll second that. 00:49:59
Motion in a second to approve. Those in favor say aye. 00:50:00
Aye, aye. Thank you, Dan. Thanks for coming. 00:50:03
Right, so item 3D is information discussion action. 00:50:07
To approve an economic development agreement number 202602. 00:50:11
4-5 between Hila County and the George Belvado Junior. 00:50:15
A memorial sports association in the amount of. 00:50:19
$5000 that was. 00:50:22
Used to support the annual. 00:50:23
Memorial Day baseball tournament. 00:50:25
Which the board determined. 00:50:27
To be for the benefit of the public, and this is Mr. Klein's item. 00:50:29
Thank you, Mr. Chair. So. 00:50:32
Ever since I've been in this seat. 00:50:34
George Belvedau started this ballpark. 00:50:37
Some years back anyway, he passed away and his brother Wilbur. 00:50:40
Took it over. 00:50:44
And I've worked with Wilbur now for. 00:50:45
Basically nine years. 00:50:48
On this and he's built that. 00:50:50
Ballpark up. 00:50:51
And has done an awesome job and every year I've. 00:50:53
I've been there to help support him on the. 00:50:56
On the tournaments and whatever else he's got going on there. 00:50:58
It's a really nice place. It's one of the highlights of Saint Carlos down there, really. 00:51:01
And matter of fact, I just had a discussion with. 00:51:05
Chairman, about your day. 00:51:08
And it's a real good addition to San Carlos, chairman of the tribe. 00:51:10
Chairman of the tribe, yes. 00:51:14
Yeah, not you. 00:51:16
Let's clarify that real quick. 00:51:19
So. 00:51:21
Anyway, any questions I'd be happy. 00:51:22
Sure. Thank you, supervisor, no question. 00:51:24
OK. I don't have any questions and this is out of my constituents. 00:51:27
All right. So with that, I'll call for motion. 00:51:31
Mr. Chair, I'll make the motion to approve economic development. 00:51:33
Agreement number 2026. 00:51:37
0245. 00:51:39
Between Gila County and the George Belvidow Junior Memorial. 00:51:41
Sports Association. 00:51:45
As presented. 00:51:46
In which the Board has determined to be for the benefit of the public. 00:51:47
Mr. Gerald second, the motion in the second to approve those in favor say aye aye. 00:51:51
IDOL 3 E is information discussion action to approve economic Development Agreement number 2026. 00:51:55
Dash 0240 between Halo County and the Arizona Alpine Trail, Incorporated. 00:52:01
It's in the amount of $2000 to assist in the creation of a 704 mile. 00:52:06
Arizona Alpine Trail, which the board determined to be for the benefit of the public. 00:52:11
Supervisor Humphrey. 00:52:15
Yeah, we, you know, with. 00:52:16
With the development of. 00:52:19
The Discover Gila County. 00:52:21
There's a lot of people come to use our trails and quads and everything else and so. 00:52:24
It bring it helps bring a lot of people. And so this this trail, I think would be. 00:52:28
A great benefit for the people that are here and like to. 00:52:34
To recreate and hike. 00:52:38
These trails. 00:52:40
There's one taken off right there at Roosevelt Dam. 00:52:41
And you can see that there's been a lot of work for. 00:52:44
Spend to that for horses. 00:52:46
Or people walking. 00:52:48
Some different trail. 00:52:50
And so anyway. 00:52:52
That's what it is. I think it'll help. 00:52:54
Create a lot more. 00:52:57
Outdoor activity here. 00:52:59
So any questions? 00:53:01
Supervisor Klein. 00:53:03
Tim, who maintains that thrill, Do you know? 00:53:04
Volunteers. 00:53:07
Maintain that trail. 00:53:08
Yeah, I believe. 00:53:09
Part of it that takes off the Roosevelt. 00:53:10
On that particular trail. 00:53:13
Fernando Shipley. 00:53:15
He does X amount of miles and they have volunteers. 00:53:16
Who enjoy hiking that keep the maintenance up in the brush down and things up. 00:53:20
Trail. Oh, good deal. 00:53:23
That's only question. 00:53:25
Is saying. 00:53:27
Trail. 00:53:29
That's was is being promoted by gentlemen to create an ATV trail. 00:53:30
Across. 00:53:37
Arizona, uh. 00:53:38
Could be. 00:53:40
Could be, yes. 00:53:41
I can't remember. 00:53:44
I'm not sure. So anyway, I really don't have any questions with that, I'll call for motion. 00:53:45
OK, I move to approve economic. 00:53:50
Development agreement. 00:53:53
20260240 between Hill County and Arizona Alpine. 00:53:55
Trail, Incorporated, as presented, at which the Board is determined to be for the benefit of the public. 00:54:00
I'll second that motion a second to approve. Those in favor say aye aye. 00:54:05
Item 3F Information discussion actually approve another economic development agreement, number 2026 DASH. 00:54:10
0246 between Gila County and Pinal Mountain Foundation for Higher Education in the amount of $1000. 00:54:16
To assist in awarding scholarships to. 00:54:23
Deserving students in Hila County. 00:54:25
Which the board was determined to be for the benefit of the. 00:54:27
How about supervisor hopefully? 00:54:30
Yeah, again, I, you know, I don't mind giving them this much to help sponsor. They do a lot of fundraisers. 00:54:32
Car shows and things of that nature. 00:54:39
To be able to offer. 00:54:41
Scholarships. 00:54:43
Individuals, uh. 00:54:45
And I feel anybody that gets scholarships and go to school. 00:54:46
Will definitely help give back to our communities. 00:54:50
So to me that's that's money well spent. 00:54:53
For someone to help get an education. 00:54:57
Thank you for doing that, Supervisor Humphrey. 00:55:00
I'm sorry, Supervisor Klein. That's right. 00:55:03
Thank you, Mr. 00:55:07
No, I'm good. That's a good 'cause that's, that's good. 00:55:09
OK. Thank you. I don't have any questions. So with that, I'll call for a motion. 00:55:12
Mr. Chair, I'll make the motion to approve economic development. 00:55:16
Grant Development Agreement number 20260246. 00:55:19
Between Gila County and Pinal Mountain Foundation for Higher Education. 00:55:25
As presented in which the board. 00:55:29
Determined to be for the benefit of the. 00:55:31
I'll second that motion and a second to approve. Those in favor say aye. 00:55:34
Aye. 00:55:38
All right, great. Now getting to the Shara Cassie show. 00:55:40
So just to let you know, Shira I talked with. 00:55:44
With Charlotte this morning to see whether or not we could make this process any easier. 00:55:49
So she's going to try and look into that. 00:55:55
To see because after reading the same sentence over and over. 00:55:57
OK, so anyway. 00:56:01
She's going to look into that. 00:56:03
See whether we can make this go because it's it looks like you're just going to keep coming back. 00:56:05
I think so, yes. OK. 00:56:10
All right, so item 3G information discussion actually approved or denied petition for redemption of exam. 00:56:12
Favor from Vicki Martin petitioning to have the individual tax exemption. 00:56:17
On partial 30238218. 00:56:22
A which is deemed waived by the Arizona Revised Statute. Redeemed for tax year 2026. 00:56:25
Thank you, Mr. 00:56:32
Chair members of the board. 00:56:33
One staff that I would like to read before I talk about Miss Martin. 00:56:35
And based on some comments. 00:56:39
Questions that came about in my last presentation. 00:56:41
Of all of the organizational exemptions that we have in Hula County. 00:56:44
61% of those are in southern Hula County. 00:56:49
And of all the individual exemptions, we have 65%. 00:56:53
Are in Southern. 00:56:57
OK, now. 00:57:00
As a reminder, property tax exemptions are governed by. 00:57:03
The Arizona Revised Statute, Title 42. 00:57:07
And applied by the assessor's office according to qualification. 00:57:10
When we are in the. 00:57:14
Annual application period from January 1 to March 1st we process. 00:57:15
Those qualified applicants. 00:57:20
And apply the exemptions that qualify for without pause. 00:57:22
It's only when the applicant qualifies. 00:57:26
Outside of the application period that statute dictates. 00:57:28
We come before you guys. 00:57:32
And present their application. 00:57:34
So that you can backdate it. 00:57:37
For the current year. 00:57:38
OK, so your approval or denial today does not? 00:57:40
Apply to the applicant being qualified. 00:57:44
Applies to whether their qualification goes for this year. 00:57:47
All qualifying taxpayers met an income cap of either $39,000. 00:57:51
$39,865 if you don't have children. 00:57:56
47,008. 00:57:59
Do an all non veteran qualifying taxpayers met a property valuation cap of 36,454? 00:58:01
OK. I know those were some of the questions last goer. 00:58:11
OK, so. 00:58:14
Under Arizona Revised Statute 42-111. 00:58:15
One Vicky A Martin, qualifies for a partial property tax exemption as a widow. 00:58:19
Miss Martin did not file her application prior to March 1st because she was unaware of the program. 00:58:26
Her property is in. 00:58:31
For primaries as value is 33,525. 00:58:33
She would that would be reduced by the 4873 allowable exemption, taking further 28,000. 00:58:38
652. 00:58:45
And she would get a tax forgiveness of approximately 500. 00:58:47
OK, question, Supervisor Humphrey. 00:58:52
Yeah, I, I. 00:58:56
I did pull up a lot of this. 00:58:57
Through it and and. 00:58:59
Some of it I understood, some of it I. 00:59:01
I didn't because it refers to other things and. 00:59:03
I could be there for days, but anyway. 00:59:06
I guess what I'm wondering is last month you came with this. I mean, last meeting you came with us about 6. 00:59:08
You're having about 6 now. 00:59:14
How? How many people? 00:59:16
I guess. 00:59:19
Have qualified. 00:59:20
That don't come to us that they did it. 00:59:21
In the time frame that they were supposed to. 00:59:24
A lot. I don't have OK, no, no, OK, a lot so. 00:59:28
We're we're we're a county that lives on 3 1/2 percent of our tax base. 00:59:32
Sure. And so a lot. 00:59:37
Whether it's 1000, I mean, if, if we're getting into percentages. 00:59:39
Of what our 3 1/2 percent is. 00:59:44
Then I think we need to kind of look. 00:59:48
At the allot. 00:59:51
And the amount and maybe get with the county manager and and finance to see OK, here is our budget. 00:59:52
Here's how many people. 01:00:00
Qualified by state. 01:00:01
Statutes. 01:00:04
That that that received this. 01:00:05
Tax break. 01:00:09
OK, that's all through the state. 01:00:10
OK, but but what is that going to do to our yearly budget if? 01:00:12
I mean because. 01:00:16
I've been here for 9 years and we. 01:00:17
We just haven't done this and so people have qualified that didn't know they qualified. 01:00:20
But now they do. 01:00:24
And so, OK, that's all fine. 01:00:26
But but. 01:00:28
But what what concerns me is, OK, we've done 12. For how many thousands of dollars? 01:00:28
In two meetings. 01:00:33
How many people? 01:00:35
In the last year. 01:00:37
Qualified. 01:00:39
That didn't come before the Board of Supervisors. 01:00:40
That's gonna make. 01:00:43
An impact or not an impact? 01:00:45
In our yearly budget. 01:00:48
And like you say, 61% one way and 65% the other way qualify. 01:00:51
It's like, OK, if we're getting into that much volume. 01:00:57
I mean I I. 01:01:01
I guess I would like. 01:01:02
If you be interested at some point in time. 01:01:03
Of what's that going to impact? 01:01:06
Our tax base when we live on 3 1/2 percent of our tax base. 01:01:09
So anyway, that's not a question. 01:01:12
That you can answer now. 01:01:15
But it's something that I wanted to bring up. 01:01:17
To just say, hey, you know what? 01:01:20
What difference is this state statute? 01:01:22
Going to make to us. 01:01:25
With this many people qualifying because, I mean, we live. 01:01:28
You know, a lot of our area is elderly people. 01:01:31
And, and we have a lot of veterans that reside here as well. 01:01:35
Which I'm grateful for them and it's all great, but. 01:01:39
But I'm just, I'm just trying to kind of look ahead that all of a sudden. 01:01:42
Here's what we've been getting in taxes in. 01:01:46
We're not anymore. 01:01:48
So anyway, Mr. Chair, if I, if I may. 01:01:50
The supervisor. 01:01:53
Should stop paper here. I do actually have those numbers. OK, good. 01:01:55
So since the start. 01:02:00
Of our exemptions of this number. 01:02:02
Encompasses many years. 01:02:04
We have. 01:02:06
Just over 1000 individual exemptions. 01:02:07
Since when? 01:02:10
Since the inception of exemptions, I don't know that year. 01:02:11
But it's multiple years. 01:02:15
So over the multiple year span, we only have just over 1000. 01:02:17
OK. But yeah, a lot of those have been recently. 01:02:22
There's a little. 01:02:28
Up cling on it because of the of the 100%. 01:02:30
On the veterans? 01:02:34
And on the second point that you made on the dollars? 01:02:36
We're looking at anywhere between 3:00 and $600.00 of savings to the taxpayer. Sure. 01:02:39
OK. Now that obviously that's not 100% exempted veteran because? 01:02:45
They get the whole ball of laps. 01:02:49
But for everyone else that gets an exemption is between 306. 01:02:51
That the county would be losing. 01:02:55
From or not the county, but. 01:02:58
All the taxing authority. 01:03:00
I would be losing. 01:03:02
Right, Yeah, from our from our yeah, college to. 01:03:04
Fire departments. 01:03:08
Yeah. 01:03:10
That don't anymore, which makes a big difference in realizone. 01:03:12
OK, uh. 01:03:16
That's asked and answered and. 01:03:17
Trying to look ahead of him. 01:03:20
OK, Good question. Thank you. You're welcome. 01:03:22
Supervisor clone. 01:03:24
So I. 01:03:27
I honestly like it when these people qualify for this and we can give it to them. 01:03:30
I do too, so. 01:03:33
But Joe, I got a question for you if this isn't state statute. 01:03:34
And people that actually qualify for this. 01:03:39
Exemption. Uh. 01:03:41
Redemption or exemption? 01:03:43
Why do they give us a? 01:03:45
The option of approving it or denying it. 01:03:46
Members of the board. 01:03:53
These folks that have missed the deadline. 01:03:56
Then they're able to go to the assessors office and work with the assessor staff and then. 01:04:01
The Board of Supervisors has discretion to grant. 01:04:06
That OK, that way we're not. 01:04:10
I got you now. 01:04:13
But otherwise, those people would. 01:04:15
Have they filed their their application time? They would have been granted the exemption that they're entitled to. 01:04:17
With the reduction that they were. 01:04:23
Entitled to OK, Thank you, Joe. I get that because of the way laws. 01:04:25
The discretion moves to the board to grant or deny that relief. 01:04:29
OK, correct. And if I may. 01:04:34
This what we're doing. 01:04:37
Here has been a part of statute. 01:04:38
For a long time. 01:04:40
My predecessors. 01:04:42
I guess we're not aware of it. 01:04:43
So that's why it may be. 01:04:44
Here in my terms, the 1st that you're seeing all this. 01:04:46
Because I am aware of it and so. 01:04:49
I want to give those exemptions to people that are deserving of it. 01:04:51
And and as Mr. Albo indicated. 01:04:55
You're not approving or denying their exemption. They get that by statute. 01:05:00
You're approving or denying the. 01:05:04
Time of them, they get it. 01:05:05
This year. 01:05:07
Or next year. 01:05:08
And then they get it forever. 01:05:10
Right. No, I got it. 01:05:11
Now I just I. 01:05:13
Face that one part, right? Yeah. 01:05:14
Missing the deadline, so no, that's good. 01:05:16
I'm good, Mr. Chair. 01:05:20
OK. Thank you, Shara. So. 01:05:21
Anyway, Item 3G Vicki Martin. 01:05:24

But I don't. 01:08:19
I exclude Mary F Low if that's. 01:08:20

Thank you, Mr. Chair, Members of the. 01:12:54
Board Brenda Sue Tab Martin qualifies for a partial exemption as a widow. 01:12:56
She was unaware of the program, which is why she didn't timely file. 01:13:01
Her property is located in Payson. 01:13:04
She also has a property in Maricopa County, and part of the statute is that the assessed value of. 01:13:06
All properties that they own. 01:13:12
Is taken into consideration to be under the. 01:13:14
A statutory cap. 01:13:17
She is still under the cap even with both of her properties that she owns. 01:13:19
So, for Gila County's purposes, her assessed value is 10,355. 01:13:24
Remove the allowable exemption. That leaves her 5482. 01:13:30
Gives her a tax forgiveness of just over. 01:13:34

Weatherization and other repair rehabilitation services. 01:14:21
And perform weatherization and rehabilitation services to. 01:14:26
In accounting. Good morning, Josh. 01:14:29
Hi, good morning, Chairman, Supervisors. 01:14:31
We just ended our last extension with advantage. 01:14:34
Performance. He's been doing this contract. 01:14:37
Over the last three years. 01:14:40
I will say that we've received. 01:14:41
Just amazing customer service scores for them. I know nobody's here for them but. 01:14:44
Just to the supervisors do know. 01:14:48
It's kind of crazy to see contractors going in out of people's houses and receive the kind of feedback that we receive about the 01:14:51
work they do so. 01:14:54
Put that out there. 01:14:58
It is time to go out to bid again, hopefully as we. 01:14:59
Before we see some local bidders. 01:15:02
That the new. 01:15:04
Procurement system that Olivia put together might actually help. 01:15:05
To get this out and get us a little more. 01:15:08
Expansion up here to more vendors applying. 01:15:11
Like I said, we've gotten really good work done from the contractor we have, but we do receive. 01:15:14
Usually a three to $4000 per trip charges from the current consultant we have. 01:15:19
So if we had the local bids or other bidders, we could probably do things more efficiently and get more homes covered. So. 01:15:24
Hopefully this gets out there. 01:15:30
We're able to get more. 01:15:32
That's just everyone's aware. 01:15:33
So typically we this is the one that we receive money from lots of different pots of money. We get money from department housing, 01:15:35
Department of Energy, from all utility providers, from CDBG. 01:15:39
Funds from the state. 01:15:45
So this is just a whole bunch of different pots of money that go together that. 01:15:46
In the last three or four years is typically between like 570 and you know. 01:15:50
Right towards the end of COVID like 870, eight, $180,000 a year. So that's about the amount of money that goes out. 01:15:54
Typically we do some of the projects with local vendors when they're like just primarily HVAC or some other kinds of. 01:16:00
Of work that it can be bid locally, but for most of it. So probably 7580% of it goes out to these. 01:16:07
Once a week contract help with. 01:16:14
Thank you, Josh. 01:16:16
Advisor Humphrey. 01:16:18
I have no questions and thank you Josh for working with the locals that you can. 01:16:19
And I understand that you can on the weatherization certification on others. 01:16:23
And we don't have anybody that I know of local that has reached out for that, but. 01:16:28
Hopefully someday there will be, so thank you for. 01:16:33
Working on that. 01:16:37
Thank you supervisor client. 01:16:38
Thank you, Josh. 01:16:40
Thank you. With that, I'll call for motion. 01:16:42
Mr. Chair, I'll make the motion to authorize the advertisement of the. 01:16:44
Request for proposals numbered. 01:16:47
GILRFP. 01:16:51
2026001. 01:16:52
And I'll second that. 01:16:55
The motion and a second to approve those in favor say aye aye. 01:16:57
Aye, aye, Josh. 01:17:00
All right, we've already dealt with item 3 O. 01:17:03
We're going to go on to Item 3, P Information, discussion action. 01:17:06

So as you remember, this is part of the digitization of all. 01:19:22
While I was going through. 01:19:27
That has been completed. 01:19:28
This is a program to let the view. 01:19:30
The scans. 01:19:32
There were some errors in the contract as far as when they ended and stuff. 01:19:36
Why we're coming kind of at the end of it. 01:19:41
We had to get it renewed. 01:19:44
Go through that process that's been done, you guys. 01:19:46
To prove that. So now we're paying for that program. 01:19:48
Of $11,000. 01:19:53
Excuse me? 01:19:56
With that, I'll answer any questions. 01:19:56
OK. Thank you. Supervisor Humphrey, I have no question. 01:19:58
County supervisor club. I'm good, Randy. Thank you. 01:20:01
And as well, So thank you for what you're doing and I'll call for motion. 01:20:03
Mr. Chair, I'll make the motion to approve amendment #4 to contract number. 01:20:07
Are 063770. 01:20:13
The Iron Mountain Incorporated as presented. 01:20:17
Mr. Chair, I'll second that motion and a second to approve the. 01:20:19
Say aye, aye. 01:20:23
Thank you, Randy. 01:20:25
Item 3R Information discussion action. 01:20:26
To approve amendment #1 to the intergovernmental agreement with the. 01:20:29
Hastened by two. 01:20:32
10 yard roll off bins and one time payment of $8000. 01:20:34
In support of the annual Payson Household and Electric. 01:20:38
Electronic Waste Day. 01:20:42
Event, good morning. 01:20:44
Morning, Mr. Chairman. 01:20:45
Supervisor Humphreys. 01:20:46
Thank you for the time. 01:20:48
And this this item is being brought to you. 01:20:50
At the request of the town of Payson for us to. 01:20:53
Partnering with them on the household hazardous waste and electronic waste is both. 01:20:55
This is a program that they've been offering since 2021 and we've been helping with them. 01:20:59
Helping them with that. 01:21:04
It shows that this this agreement is. 01:21:06
The amendment for this one is is to specify that we will provide 210 yard roll off Dins and. 01:21:10
A donation of. 01:21:15
$8000 to help support the parents. 01:21:18
And this is for patient. 01:21:20
We have not. 01:21:22
Been the city of Globe. 01:21:23
Hasn't approached us for doing it. 01:21:26
Here in the city of Love, but we were willing to do that if they were to approach us. 01:21:28
OK, be happy to answer 3. 01:21:32
And that was going to be my question, $8000, does that come out of general fund? 01:21:35
We'll get back to you on that. 01:21:48
OK. Yeah, because. 01:21:50
You know, town and facing. 01:21:52
Town of Miami. 01:21:54
City Globe. Donna Hayden. 01:21:55
That's OK, you can get back to me. I would just. 01:22:07
Don't know, just asking. 01:22:15
OK. 01:22:18
5:00 I'm good. 01:22:20
You know, is this what we did last year, 8000 is it's kind of a repeat. 01:22:23
It is OK. 01:22:28
All right. And we don't know the date yet, do we? 01:22:29
No, I haven't heard. 01:22:31
Yeah, OK. 01:22:33
All right, So I'll call for a motion. 01:22:34
Mr. Chair, I moved to approve amendment #1 to the Inter. 01:22:37
Governmental, uh. 01:22:40
Agreement with Ton of Payson as presented. 01:22:41
I'll second that motion and a second to approve. Those in favor say aye aye. 01:22:44
Aye, thank you. 01:22:47
Thank you, Matt. 01:22:49
3S information discussion action to adopt revised merit system. 01:22:51
Rule 4. 01:22:55
Announcements. 01:22:57
Patients and examinations recruitment. 01:22:58
And selection process to include. 01:23:01
Employment preferences as set forth. 01:23:04
By the Arizona Revised Statute to be in effect April 21st. 01:23:07
2026. 01:23:11
Good morning, Rick. 01:23:13
Good morning. 01:23:14
Jim Advisors, Klein and Supervisor Humphrey. 01:23:14
Thank you very much. I'm here today to. 01:23:18
Present modification of our code to. 01:23:21
Our policies to include the. 01:23:25
Employment preferences, which? 01:23:28
Are entitled by statute. 01:23:31
Qualified veterans. 01:23:32
Disabled veterans. 01:23:34
That spouses and disabled individuals. 01:23:35
Go into the statute. 01:23:39
Although our current applications provide for applicants to claim such. 01:23:40
Preferences. Uh. 01:23:45
This policy sets forth the manner in which preferences. 01:23:46
Are provided particularly. 01:23:50
When our applicants. 01:23:52
Are primarily interviewed in this county as opposed to testing. 01:23:53
The statute provides us. 01:23:58
As included in the statute, that. 01:24:00
A veteran with the armed forces is. 01:24:02
With armed forces. 01:24:04
Of the United States who? 01:24:06
Is separated from the armed forces. 01:24:07
Under honorable conditions following more than six months. 01:24:09
Active duty. 01:24:12
Who takes an examination for employment shall be given. 01:24:14
Five point preferences. 01:24:18
Over persons who other than veterans. 01:24:22
The veteran earns a passing grade in his examination. 01:24:26
The five points is also given to our surviving spouse of a veteran. 01:24:30
And this is upon initial hiring. 01:24:35
In the county, it's not for. 01:24:37
Promotional opportunities, that's the initial preference pursuant. 01:24:39
To this. 01:24:43
Provision. 01:24:44
Veterans separated who? 01:24:46
From active duty if. 01:24:48
In the armed forces. 01:24:50
Who have service connected disabilities. 01:24:51
Receive a preference of 10 points. 01:24:54
And a person with disabilities shall be given. 01:24:56
Preference of five. 01:24:58
The total preference. 01:25:00
It provided pursuant. 01:25:01
To this provision. 01:25:04
Cannot exceed 15 points. 01:25:06
Paragraph 6 is separate and is a little discretionary for the county and that sets forth. 01:25:10
That a person is eligible for a preference pursuant to this section. 01:25:16
They apply for employment with the county under a merit system. 01:25:19
Of employment in which applicants are assessed and evaluated but are not. 01:25:22
Not provided testing. 01:25:26
Where scores are given, the preference shall be given. 01:25:29
By granting the qualified applicant and interview. 01:25:32
Such positions. 01:25:34
If as a result of this interview, the applicant is deemed. 01:25:36
To be qualified. 01:25:40
For the preference. 01:25:41
Has any other? 01:25:43
As any other applicant not deemed. 01:25:46
Eligible for the preference. 01:25:49
And both applicants are indistinguishable. 01:25:50
Based upon their assessments and evaluation. 01:25:53
The applicant who is eligible for employment preference shall be selected. 01:25:55
For employment. So that's a way that we can. 01:25:59
Assess our uh, uh. 01:26:02
Applicants and. 01:26:03
Give them these preference points so. 01:26:04
Those that are eligible. 01:26:07
Will automatically. 01:26:08
He interviewed. 01:26:10
And upon interviewing, if they're equal to. 01:26:11
Someone without the preference, they shall be selected. 01:26:14
And we have a form that they will set up. 01:26:17
Be able to access on our. 01:26:20
Online, Uh. 01:26:22
Where they can claim the preference point. 01:26:22
And provide these supporting documents. 01:26:24
Does anyone have any questions? 01:26:28
Super Humphrey. 01:26:29
You know what prompted this update? 01:26:31
Of our. 01:26:34
It has been in statute again, we've been following that, but this there is that. 01:26:35
Void, uh. 01:26:40
Particularly in. 01:26:41
Where tests aren't given. 01:26:43
And that's kind of discretionary as indicated and I want to. 01:26:45
Make sure that. 01:26:48
Even though we follow the statute points or. 01:26:50
Are awarded that this sets forth. 01:26:52
When we're not testing somebody and we're doing, we primarily do interviews in the county for. 01:26:55
Positions and this sets forth the manner in which we can award these. 01:26:59
Points to people that are being interviewed. 01:27:03
Yeah, no, I think it's a good upgrade, so thank you. 01:27:06
Thank you. 01:27:10
This is for. 01:27:12
Excuse me, it's. 01:27:13
For initial employment. 01:27:14
Yes. 01:27:15
Thanks. 01:27:16
So it doesn't apply to anyone that wants to move up the ladder once employed. 01:27:18
Pursuant to the staff, no preference. 01:27:22
Right and. 01:27:25
These points, are they based on? 01:27:26
Under point system. 01:27:28
I mean, five points, 10 points. What's the people pointed? 01:27:30
It depends on who's doing it, and we evaluate that with. 01:27:33
I think the Sheriff's Office is the primary one doing the testing. 01:27:38
And we're working through that with the Sheriff's Office. 01:27:41
Yeah, it's just interesting to me. 01:27:44
The the more disabled they are. 01:27:48
The more likely they're going to get the job so. 01:27:51
We're going to qualify them. 01:27:54
In other words, their disability won't affect the outcome of their performance, right? 01:27:56
They're just just disabled. 01:28:01
And yeah, I I think it's good. 01:28:03
It's a little hard to determine, I suppose. 01:28:07
This what was the word? 01:28:11
Indistinguishable. 01:28:14
The indistinguishable difference like we don't distinguish the difference so. 01:28:16
That's hard for people to do. 01:28:21
Yes, in an interview. 01:28:23
And if likability or. 01:28:25
You know, uh. 01:28:27
They're exactly the same. 01:28:29
You know, that's right. That's hard to. 01:28:31
Anyway, so OK, so today we're voting on whether we're going to adopt this new. 01:28:33
Section. 01:28:37
Yeah, into there that we've been practicing all along anyway. 01:28:38
The the portions that the points are given that statutory and. 01:28:42
When qualified applicants for initial. 01:28:47
Term of employment. 01:28:50
Are awarded those? Yes. 01:28:51
Thank you. 01:28:53
Thank you. All right. I'll ask for a motion. 01:28:54
The motion to adopt the revised merit system. Rule 4. 01:28:57
As presented. 01:29:01
April 21st, 2026. 01:29:03
I'll second that. 01:29:05
Your motion in a second to approve Those in favor say aye aye. 01:29:07
Aye aye item. 01:29:10
3T information discussion action to approve a contract. 01:29:12
Number Ctr. 059032 Dash. 01:29:16
GC1 with. 01:29:19
Terry Environmental Services Incorporated for detention. 01:29:21
Senator, dirt removal and fence clearing. 01:29:25
For the term of April 21st, 26th, due March 1st. 01:29:29
47 for contract. 01:29:32
Amount not to exceed $78,900. 01:29:35
Good morning, Joseph. 01:29:38
Morning Chairman, Board of Supervisors to build on. 01:29:39
The chairman outlined the original issue. 01:29:42
At This site is the long term erosion along the southern eastern. 01:29:44
Embankments of the detention center during globe, which overtime has allowed soil. 01:29:48
And debris to communicate. 01:29:52
Accumulate along the permanent. 01:29:53
Perimeter fence. 01:29:56
That condition was significantly. 01:29:58
Accelerated by the flood events this last September. 01:29:59
Which push additional material. 01:30:03
Into the area. 01:30:05
And overwhelmed portions of the existing drainage. 01:30:06
Since then. 01:30:09
We're seeing in a continued build up. 01:30:10
Along the fence line. 01:30:13
That is starting to impact drainage flow and place added stress on the fence. 01:30:14
System. 01:30:19
Well, it is not at this point of failure today, it is trending in that direction. 01:30:20
If we don't address it in a proactive way. 01:30:25
We initially pursued a traditional bid process, however. 01:30:27
As the site conditions changed, the original scope and pricing no longer reflected. 01:30:31
The actual work required. 01:30:37
Rather than. 01:30:38
Move forward with something that didn't align with the current conditions. 01:30:39
Who transitioned to estate cooperative contract? 01:30:43
This allowed us to stay aligned with state guidance and positions accounting appropriately for. 01:30:46
Projects tied to the flood related events. 01:30:51
On their approved contracting list. 01:30:54
The total will not to exceed $78,900. That includes approximate. 01:30:57
6000 or. 01:31:02
$6000 to set aside for. 01:31:04
Potential engineering. 01:31:05
Support if needed once the work begins. 01:31:07
With that, I'd be happy to take any questions. 01:31:09
Thank you, Supervisor Humphrey. 01:31:11
Yeah, Joseph, no question, just thank you very much for. 01:31:13
Keeping an eye on these projects and like you say, as things need to change or the project changes for. 01:31:17
Keeping up on things like that, you're juggling an awful lot of projects, so. 01:31:23
Appreciate the. 01:31:27
The the thoroughness that you that you work with in in keeping us on. 01:31:29
Project. Thank you. 01:31:34
Joseph, thanks for putting this together, but. 01:31:37
This just went to the state procurement process. 01:31:40
Originally we went out for the bid process and then once the storms came in. 01:31:43
It changes significantly. So in order for us to be able to still meet that timeline. 01:31:47
It is transitioned over into the state procurement. 01:31:51
We had conversations with. 01:31:56
Finance department and they also found value. 01:31:57
Because of how we're looking to potentially. 01:32:00
Select projects like this for return on. 01:32:03
Or return from. 01:32:07
Flood events. 01:32:09
That these contractors were selected on a very. 01:32:10
Specific list. 01:32:13
Off that state contract. 01:32:15
I'm just curious because there we have a lot of people in. 01:32:17
The area that moved dirt. 01:32:19
You know, so I. 01:32:22
I was curious why. 01:32:23
We ended up going through the state. 01:32:24
Yes, Sir. 01:32:27
OK. Thanks, Joseph. Are we doing anything to prevent it from sliding down again? What are we doing to keep the dirt where it 01:32:28
belongs? 01:32:32
Anything. 01:32:36
You throw some rocks on there. 01:32:37
Chairman, Board of Supervisors, that's a great question. So we are looking to the future. We have a small contingency here for. 01:32:40
Design side of it to see what we can potentially build out. 01:32:46
Whether it's Gabby and Wall or some other retaining. 01:32:50
But that's going to be a future project. 01:32:55
Focuses to primarily focus on. 01:32:57
Getting it. 01:32:59
Security OK. 01:33:00
Thank you. With that, I'll call. 01:33:02
This year I moved to approve contract number CPR 05. 01:33:05
9032 Dash. 01:33:08
JC one of. 01:33:11
What carry environmental services incorporated as presented? 01:33:13
I'll second that motion and a second to approve. Those in favor say aye aye. 01:33:18
Aye, aye. 01:33:22
Three U information discussion. 01:33:24
Action to authorize. 01:33:28
The adverse amount of requests for proposal number 08. 01:33:30
012025. 01:33:33
The Pleasant Valley Veterans Retreat Historic Cabin Electric. 01:33:36
Draco Modernization. 01:33:39
Thank you, Chairman. 01:33:43
This item is requesting authorization to advertise a request for proposal for electrical modernization of the historic cabin at 01:33:45
the Pleasant Valley Veterans Retreat. 01:33:49
The cabin dates back to the 1930s and is listed on the National registry. 01:33:54
History of places. 01:33:58
Well, it's been all preserved. The electrical system is outdated and no longer meets current code or safety standards. 01:34:00
This project will bring the electrical infrastructure up to 2023. 01:34:06
National Electrical Code and Arizona Standards. 01:34:10
While preserving the building's historic character. 01:34:13
Operationally, this allows us to safely use the cabin for short term lodging. 01:34:16
Or visiting veterans. 01:34:20
Improving reliability and overall usability. 01:34:21
And also to look at sustainable. 01:34:24
Projects. 01:34:26
In the future, such as adding. 01:34:27
HVAC systems. 01:34:29
To that location. 01:34:31
Today's request is just the advertisement forbid so that we can obtain a competitive. 01:34:34
Over and bring back a recommendation to the Board of Supervisors. 01:34:37
With that, I'd be happy to take any questions. 01:34:41
Supervisor Humphrey. 01:34:43
Yeah, working on historic buildings could get. 01:34:45
Extremely difficult in updating. 01:34:50
Because there's a very fine line on what you can and can't do and what's expected and isn't expected, so. 01:34:52
Yeah, that that's going to be. 01:34:58
Interesting to see where that goes. 01:35:00
That's all, Mr. Chair. 01:35:05
Thank you, Supervisor Klein. 01:35:06
I'm I'm good, Joseph this. 01:35:08
It's been a long time coming, so. 01:35:10
And and one thing to. 01:35:12
Supervisors Humphrey. 01:35:14
Thoughts There's. 01:35:16
We're fortunate in the fact that shipboat's already cleared us for all the improvements on the inside of that. 01:35:18
Household that helps. 01:35:22
Thank you for putting this together. 01:35:25
You bet. 01:35:27
Joseph I. 01:35:28
There's two historic. 01:35:29
So this is just for one. 01:35:31
That is correct. 01:35:33
Chairman, this is just for the one. 01:35:34
If you're familiar with the property as you're going up to the rear end of it. 01:35:36
It's off to the left. 01:35:39
The right side 1 is going to have a different use case. Use. 01:35:41
Yeah, with the site. 01:35:45
So yeah, there's the house and then there's like the office or whatever. 01:35:46
Correct. So are we going to look at that one later? 01:35:49
I said that one after discussions with stakeholders. 01:35:53
We uh. 01:35:56
The Electrical. 01:35:57
Is sufficient enough to carry its current use. 01:35:58
We just have to really pay attention to how we do maintenance. But its current setting is. 01:36:01
All right, excellent. With that, I'll call for motion. 01:36:05
Mr. Chair, I'll make the motion to authorize that. 01:36:09
Request for Proposals number 08012025. 01:36:12
And then I'll second that. 01:36:17
All right, motion and a second to approve. Those in favor say aye, aye. 01:36:20
Aye, one more. 01:36:24
Three, the information discussion action to authorize. 01:36:27
The advertisement of requests for proposal number 08032025. 01:36:32
Which is the Pleasant Valley Veterans Retreat generator? 01:36:37
Installation. 01:36:41
Thank you, Chairman. I'll keep this one moving as well. This item is for authorization to advertise for bid for generator 01:36:43
installation at. 01:36:46
Veterans trees as mentioned. 01:36:50
As you know, This site is pretty remote. 01:36:53
And when power goes out, it's not always a quick fix. 01:36:55
Pressure on operations impacts folks. 01:36:58
And the veterans utilizing the facility. 01:37:01
What we're looking at. 01:37:05
Is installing. 01:37:07
Propane standby generators across the main. 01:37:08
Buildings in the highest use facilities. 01:37:11
So that we can keep things running during outages. 01:37:14
Keeping the lights on. 01:37:18
Maintain basic operations and avoid disruption for. 01:37:19
The veterans and their families. 01:37:23
This setup also allows us to go out and get the competitive proposal. 01:37:25
And bring back the best option for the Board of Supervisors to sled. 01:37:28
But that you have to take questions. 01:37:32
OK. Thank you, Supervisor Humphrey. 01:37:34
No questions. 01:37:37
Professor Klein, I'm good. Thank you, Joseph. 01:37:38
So 5 generators is what we're looking at to install. 01:37:40
Yes. Have we already purchased the generators? 01:37:44
No, Sir, that'll be part of this proposal. 01:37:47
OK. Thank you. 01:37:49
With that, I'll call. 01:37:50
Mr. Chair, I move to authorize the advertisement of request for Proposal number 0803. 01:37:53
2025 as presented. 01:37:59
Motion and a second to approve. Those in favor say aye. 01:38:01
Aye, aye. Thank you, Joseph. 01:38:05
We are now. 01:38:08
For our consent agenda items. 01:38:10
There are items A through D. 01:38:12
Supervisor, hopefully. Would you like to examine one or more of those separately? No, I'm good. Thank you. 01:38:14
Thank you, Supervisor Klein. 01:38:19
I'm good, OK. And I will call for a motion. 01:38:21
To approve consent agenda items A through D message. 01:38:24
I'll second it. Motion a second to approve. Those in favor say aye. 01:38:28
Aye aye, call to the public item number 5. 01:38:32
Tyler, do we have anyone in the public that wishes to speak to the board? 01:38:36
Yes, Sir, and thank you, Cassandra. 01:38:41
You do. 01:38:45
Well, now that's a development. 01:38:46
I don't know what to do. 01:38:48
So he didn't provide any contact information, but his name is Jason. 01:38:50
Jason Todd. 01:38:55
Constant OK. 01:38:57
I'm proposing A citywide investigation into the rise of. 01:38:59
In Chicken hawk and activity. 01:39:02
I'm pretty sure they're coordinating on the roof and I'm sure they're up to no good. 01:39:04
Justice for the chickens. 01:39:09
OK, that's my call. 01:39:11
All right. Thank you. 01:39:13
No response. 01:39:14
Anyone here in a globe that wishes to? 01:39:17
Speak to the board. 01:39:19
How many do we have on the Internet today? 01:39:23
52 Thank you. 01:39:26
Let's do our summary of current events, Mr. Mango. 01:39:29
Nothing further today, Mr. Chairman. 01:39:34
OK, Supervisor. 01:39:35
Um, yeah, I I do have current events and. 01:39:39
Held a Tunnel Basin community meeting. 01:39:45
On the 7th of five. 01:39:48
30 held a team meeting. 01:39:49
With county manager, Deputy county manager. 01:39:51
Help the community development. 01:39:55
Directors on the 8th. 01:39:57
Attended a Lincoln Day dinner on the 10th. 01:39:59
Held a Gaithela community meeting on the 11th. 01:40:03
Held a Roosevelt community meeting on the 13th. 01:40:07
Attended a. 01:40:10
A plan for a dot listening tour. 01:40:12
Globe Miami meeting on the 13th. 01:40:16
Was on KQFS on the 13th. 01:40:20
And James, I'm surprised you didn't have the. 01:40:24
Deal on this one. 01:40:26
Attended a corab. 01:40:28
Collaboration. Uh. 01:40:29
Flood disaster action. 01:40:31
Plan meeting. 01:40:33
On the 15th. 01:40:35
That was with the. 01:40:37
Town of Glow, Town of Miami. 01:40:38
And the mind. 01:40:41
And Gila County. 01:40:43
And they're wanting to put together. 01:40:45
All of us to approach. 01:40:49
Prove being together. 01:40:50
To go forward and create a plan for. 01:40:53
What we're gonna do? 01:40:56
Or an action plan. 01:40:58
For actually. 01:41:00
Future flood events. 01:41:02
They spoke to us that the fact that. 01:41:05
As we all know, if everybody gets together and puts in for funding, it's it's easier to get the funding with you have all included 01:41:08
partners. 01:41:12
And so the town of. 01:41:16
Miami, the city of Globe. Ask at the county. 01:41:17
And the mind to ask if the county would be willing? 01:41:20
To be a partner in that so that we all work together. 01:41:23
In a. In a. 01:41:27
In a in a plan on. 01:41:29
On flood control for the future. 01:41:31
So, um. 01:41:34
With that said. 01:41:36
When we get to the next item. 01:41:37
I would think that that needs to be. 01:41:40
On a future agenda item. 01:41:42
And I will bring that up on a future agenda item. 01:41:44
Because. 01:41:47
I am one leg of a tripod and I told them that. 01:41:48
I am very supportive of that. 01:41:51
But I cannot speak for the full. 01:41:54
And so. 01:41:57
Umm, anyway. 01:41:59
That is something that I would like. 01:42:00
To bring up. 01:42:03
When we get to that, and that's all I think. 01:42:05
Thank you, Supervisor Klein. 01:42:07
It's a little Saturday, April 11th. I was one of the judges. 01:42:10
4H beef cook off at the fairgrounds. 01:42:15
There's an all day event. 01:42:18
A lot of kids there have a big group in the morning and a big group. 01:42:20
The afternoon went really well I thought. Had a lot of fun. 01:42:23
And really good to see. 01:42:27
A lot of different people. 01:42:29
On the 15th, I attended a Zoom meeting with Resolution Copper and county staff regarding zoning. 01:42:31
Camp area where the tailings are. 01:42:37
Randy was on the call, so was Michael. 01:42:40
It was a good meeting. 01:42:45
But one thing that came to light and I did point out. 01:42:47
To resolution. 01:42:50
Resolution went through a lot of that area and bought a lot of property up. 01:42:52
I don't know the number of properties. 01:42:59
But there's a bunch of. 01:43:03
And so, you know, I can't help but think when we go back to the 3 1/2 percent, we operate it on and I think about things like 01:43:05
that. 01:43:08
And that's, that's one of the things I brought up to him was. 01:43:12
You know, you buy this property and that's all. 01:43:16
Well, fine, you know the owners want to sell because of. 01:43:18
Aesthetics of the. 01:43:22
The minor. 01:43:24
For the tailings or the water issues that could be there, whatever it is, they want to sell some resolution bottle. 01:43:25
But the problem that. 01:43:31
Gila County is going to face. 01:43:33
Is if those properties actually. 01:43:35
Go into. 01:43:38
Mine operations. 01:43:40
Minds can self assess. 01:43:43
What that means? 01:43:47
Means we'll just have to wait and see. 01:43:48
Because either they could drop assessments they could assess. 01:43:50
Like, you know, they should. Whatever it is, we don't know what that's going to mean. 01:43:54
But the bottom line is, is they did acquire a lot of property they're also looking at purchasing. 01:43:58
Some more state lands right there. More. 01:44:04
More adjacent to the tailings themselves. 01:44:08
And so. 01:44:11
They brought that up, you know that that would be. 01:44:13
Come private property and. 01:44:15
Yes, it would, but it's still in the mine operations and so we're still faced with those. 01:44:17
Those assessment issues. 01:44:23
And so. 01:44:25
Time will tell on that, but. 01:44:26
There there could be a big change. 01:44:28
Later on that day I had the same meeting as. 01:44:32
Supervisor Humphrey did. 01:44:34
With the Globe Miami. 01:44:36
PHP and neom and talking about the flooding and the issues. 01:44:39
And whatnot. It went well. 01:44:44
Lucinda and I can't think of her last name. 01:44:47
Poconino. 01:44:49
Do you know her last name? 01:44:50
And I drew a blank. Anyway, she was in there in that meeting as well, so. 01:44:53
It was a good meeting and and we'll see where that goes. 01:44:57
April 16th. 01:45:01
I attended the CSA. 01:45:03
Executive board meeting. 01:45:06
Let me back up. 01:45:07
April 15th. 01:45:09
I was on a zoom meeting with ECO. 01:45:11
And we had that meeting. A lot of it had to do with. 01:45:13
With future meetings coming up, one of the thoughts are we're going to try and put together a mining tour. 01:45:19
This next year, Next November. 01:45:25
And so I'll be working. 01:45:27
On that, trying to help set that up as well. 01:45:29
The next meeting I was I was in Phoenix at the CSA. 01:45:32
Executing board meeting. 01:45:35
That mostly addressed all the positions that were up to be either. 01:45:37
Reseeded or changed out to whoever. 01:45:41
NACO positions, the WIR position that I'm on. I'll stay on that board along with. 01:45:44
Patrice Horsemen for for this next round. 01:45:49
And so it was a good time there. 01:45:52
Except as Phoenix. 01:45:56
And then? 01:45:58
Wednesday Tomorrow. 01:45:59
I'll be meeting with the zoning ordinance. 01:46:01
Update with my. 01:46:04
Pointees and Nye. 01:46:05
Todd, Ginger. 01:46:07
And Travis Holder. 01:46:09
And we're going to be talking about the upcoming zoning and. 01:46:11
And things like that. So it should really be a good discussion, Randy. 01:46:14
Should have lots of notes for you. 01:46:18
And. 01:46:21
On the 24th this Friday there will be an A dot listening session. 01:46:22
In Young at the Retreat. 01:46:26
So ADOT is actually sending. 01:46:29
The part of the board members up there. 01:46:31
To sit down with the. 01:46:33
Folks there in Young and talk about the state highway. 01:46:35
Coming in to Young. 01:46:38
And whatever other issues that come up, I. 01:46:39
I don't know what they'll be, but. 01:46:43
Ought to be a good. 01:46:44
Good session. 01:46:45
And then on May 9th. 01:46:48
From 11:00 to 4:00 there will be a picnic fundraiser in Young at the retreat. 01:46:51
It's sponsored by the Pleasant Valley. 01:46:56
Veterans Retreat Incorporated nonprofit along with the local veterans group. 01:46:58
And we have Flyers to that. 01:47:02
And it looks like it's going to be a big turn out right. 01:47:05
A lot of people are gonna be there and. 01:47:07
Joseph, thank you for and your people for all the work you're doing on that. 01:47:09
That's awesome. And so it should be a good time they. 01:47:13
As chance come up to it. 01:47:16
Other than that, Mr. Chair, that is it. 01:47:18
Thank you. So in reference to this. 01:47:21
Joseph, you bring your own food. 01:47:23
Picnic or is it? 01:47:25
Provided. 01:47:27
Picnic. Sounds like you bring your own. 01:47:32
Chairman, board, supervisors. I have limited information, but from what I do understand, it's going to be barbecued. 01:47:34
On site so you show up. 01:47:40
You're going to get that. Oh, OK. 01:47:42
Thank you for that clarification. 01:47:44
Mark that down. 01:47:47
Put it on the calendar, girls. 01:47:50
Yeah. 01:47:52
The other day I went to the Community College. They had a space program. 01:47:54
Presentation there, you know they're building the. 01:48:00
Observatory. 01:48:02
There and so it was pretty interesting. 01:48:04
You look community colleges. 01:48:08
Plug in a way doing well. 01:48:10
And I. 01:48:12
I think has a bright future so. 01:48:15
Also met with the. 01:48:17
Everybody at the most, everybody at the discovery Hua. 01:48:19
County Board. 01:48:23
And uh. 01:48:24
That was a good discussion as well. They do an awful lot. They have a lot of good statistics there. 01:48:28
And I've just been meeting with. 01:48:35
Constituents here and there about this and that. 01:48:37
Um, I did watch a. 01:48:42
A presentation on data. 01:48:44
Data centers. 01:48:47
Data center. 01:48:48
Seems to be a huge concern. I don't. 01:48:50
I haven't quite figured out why. 01:48:53
It's a huge concern. I mean, they they're going to use a lot of power, so they have to figure that one out. 01:48:55
And they do use some water, but they don't use as much as what I think everybody. 01:49:00
Thinks they're just gonna be. 01:49:05
Draining the coffers. 01:49:07
So over and. 01:49:09
In an annual. 01:49:10
Thing and these these are. 01:49:12
Coming. This is the future. This is the cloud. 01:49:13
OK. And they got to have these things. 01:49:17
And so. 01:49:19
They said that uh, uh. 01:49:20
A typical data center, which is. 01:49:22
Massive. We use the equivalent of what, 41? 01:49:24
It was 41 golf courses used. 01:49:28
Any year. OK, that sounds like a lot. 01:49:32
There's 266 golf courses in Maricopa County. 01:49:34
So. 01:49:38
That's a that's a lot of golf courses. 01:49:42
And so I don't know if the US. 01:49:44
Bigger is it? 01:49:47
I don't think it's come to Gila County right away. 01:49:49
So anyway. 01:49:51
I just wanted to report that. Yes, Sir. 01:49:52
Mr. Chairman, Supervisor Humphrey bringing up the. 01:49:54
Fighting and issues. 01:49:57
I do need to report to you that. 01:49:59
Two weeks ago, he was approved. 01:50:02
Going out to bond $18 million for flooding? Really. 01:50:04
The stipple has gone out. 01:50:07
Going to bid on the. 01:50:09
The bids have come back. 01:50:11
For that the. 01:50:13
Interest rate on that money will be less than. 01:50:14
4%. 01:50:16
They're trying. It's it's. 01:50:18
Based on certain. 01:50:20
Outside. 01:50:22
Parameters. 01:50:23
And so but it is. 01:50:24
It will be less than 4. 01:50:26
That money that. 01:50:28
Bonding that we're going to do, so that is excellent. 01:50:30
The interest rates that were proposed or that they got back were. 01:50:33
On up to 4 1/2 percent. 01:50:36
The sale of the bonds will. 01:50:39
Be on May 14th. 01:50:43
So that is the date that the money will be available to Gila County. 01:50:45
To be able to utilize for the flood. 01:50:50
Remediation and relief. 01:50:52
Projects that we have outlined that have been presented to you. 01:50:54
So I wanted to make sure you're aware of that, that is. 01:50:57
And that money won't be available to the county. 01:51:00
Those projects on May 14th. 01:51:03
Awesome. May 14th less than 4%. I would not have guessed that. 01:51:06
That's a great number. 01:51:11
All right, also attended a. 01:51:14
A little thing that the town of Patient put on yesterday. 01:51:17
About biochar. 01:51:19
If you don't know what that is, that's turning wood kind of into charcoal. 01:51:21
A usable product. 01:51:24
It's sort of this. 01:51:26
High heat, slow. 01:51:28
Low oxygen environment turns the wood into this black charcoal. 01:51:30
Which is beneficial anyway, so. 01:51:34
They're looking into that. 01:51:37
And I'm very interested in it too, so. 01:51:38
Just kind of keep an eye on that and see whether or not we can help our. 01:51:41
Fire wising situation. 01:51:45
By introducing biochar if we want to do that. 01:51:48
And then I also was on Kmog. That always goes well. So that's all I have. 01:51:51
So let's move on now to suggested agenda items and. 01:51:56
Supervisor Humphrey, what do you have on that? 01:52:00
You've been on request for future agenda items. Yes, Sir. 01:52:04
I would like. 01:52:07
To have a. 01:52:08
Work session. 01:52:10
With with Freeport. 01:52:13
Probably present because they're the ones that. 01:52:16
Wanting to put forth. 01:52:18
The money if we all work together to build a plan. 01:52:19
And staff as well. 01:52:25
To be able to get the supervisors together. 01:52:27
To work on making a decision on whether we want to partner with the town of Miami. 01:52:30
Of report and the City of Globe. 01:52:35
And so like I say with unless we have a discussion on it. 01:52:38
Then we can't go forward. 01:52:43
With it. 01:52:45
As a partner and so that's the reason that I would like it on a future. 01:52:47
Agenda item. 01:52:52
Okay. 01:52:53
Thank you. 01:52:55
For now, let's see if we can do that. 01:52:55
So, so much. 01:53:00
Thought about this a lot. 01:53:03
And uh. 01:53:04
Far as wheat is the county, in my opinion is is we're way behind on work sessions. 01:53:06
And we're just getting further and further behind as we go on. But the one thing that. 01:53:11
That keeps, kind of. 01:53:16
Slowing me up a little bit. 01:53:19
Is when when I came on board. 01:53:22
Work sessions were looked at as a place where we could actually communicate. 01:53:25
And talk. 01:53:29
I see a change and So what I want to request is is I'd like to get. 01:53:32
You, Joe, to hold the work session with us. 01:53:36
On what we can actually. 01:53:41
Discuss or how can we format something we can discuss as a board because. 01:53:43
Without work, without being able to have discussions. 01:53:48
As a board and work sessions. 01:53:52
I don't know what we're doing here. 01:53:55
I really don't. 01:53:57
And you know, and I hate to get ****** *** every time you shut me down on it. 01:53:58
On stuff like that when I think. 01:54:02
In my mind that it's legitimate. 01:54:04
The good to go so. 01:54:06
I would like to ask some time that you guys put on a. 01:54:09
Accession force that. 01:54:12
Explains. I'm not interested in opinions. 01:54:14
I'll be honest with you, I'm interested in black and white. 01:54:17
What is it? 01:54:20
We can do. 01:54:21
To communicate as a board in work session. 01:54:23
If I may. 01:54:27
I think we have next. 01:54:29
We have one coming up next time. 01:54:31
And here we're cooperating. 01:54:32
But I know I see. So that's the same thing as I was trying to do your day, but. 01:54:34
But I'd like to see something. 01:54:39
Brought out maybe? 01:54:41
Maybe it'll. 01:54:44
I don't know what it is. 01:54:45
But I just I'm getting. 01:54:46
To the point where I'm feeling like we're getting. 01:54:49
Pinch down further and further to where? 01:54:52
I really don't know why. 01:54:54
Thank you. 01:54:59
Mr. Chairman, Superline. 01:55:01
Yes, the the Board of the Hill County Attorneys Office will work on a presentation. 01:55:03
To cover open meeting law. 01:55:09
And the types of discussions that the board can enter into. 01:55:12
But it has always. 01:55:16
Then at least my my. 01:55:18
Impression that during work sessions. 01:55:21
That is the time when the board can. 01:55:23
Enter into discussions freely. 01:55:26
Among yourselves and staff. 01:55:28
So the staff has some direction. 01:55:30
From the board and we've had, we've just had a number of work sessions where that has occurred. 01:55:32
Regarding paragraphs and a few other things. 01:55:38
It's just that you can't take any action during the work session. You can discuss them freely. 01:55:40
So we will clarify that. 01:55:45
During a presentation on the open meeting log. 01:55:48
And I'll work with the. 01:55:51
County manager and clerk to see if maybe. 01:55:54
You want that schedule on a day other than a. 01:55:56
Regular board meeting. 01:55:59
If that suits the. 01:56:02
The supervisor. 01:56:03
One thing I'd like to make sure that the general public has a chance at listening in on this. 01:56:04
Because, uh. 01:56:09
Because I get a lot of questions like why can't you guys do this? 01:56:10
Well, where do you want me to start? 01:56:13
You know, and so. 01:56:15
As work sessions go, Joe, I have been shot down in work sessions. 01:56:17
And one of the things that I do know. 01:56:20
Is uh. 01:56:23
We may be discussing a topic. 01:56:24
That leads into something else, and when I bring that up, I get shot down. 01:56:26
And so I know that there's other. 01:56:31
Councils and stuff that. 01:56:34
Have agenda items on there to kind of cover things to where you can. 01:56:36
You can visit. 01:56:41
You know. 01:56:43
But but, Mr. Chairman. 01:56:44
Supervising Klein. We'll work on that. 01:56:46
And when those are scheduled? 01:56:48
Then we will work. 01:56:51
Clerk of the board to make sure that. 01:56:53
The agenda items are awarded so that it allows. 01:56:56
Some discussion interplay. 01:56:59
As the board vote. 01:57:01
Choose the vote. 01:57:04
Will approve or disapprove any particular item. 01:57:06
Thank you, Joe. It will work to give you as much flexibility. 01:57:09
As the Arizona Open meeting law. 01:57:12
That would help. 01:57:16
We'll call it a work session on whatever you want to say. 01:57:19
But I do realize we have to stay within parameters of the. 01:57:24
I'll clarify that be great. 01:57:28
Will do the Macy. 01:57:29
You help us out. 01:57:32
I only have one request. 01:57:34
Item Discover. Gila County wanted to do a presentation Mr. Menlove on May 19th. 01:57:36
Meeting so if we can. 01:57:43
Keep that going. 01:57:46
May 19, for the discovery. 01:57:48
Presentation. Umm. 01:57:51
OK, Mr. Chairman, is that? 01:57:54
So, OK, never mind, it's just a presentation to the board. 01:57:58
I think it's a presentation and they. 01:58:03
They're anticipating May 19. 01:58:06
So I'd like to. 01:58:08
Have some solidness to that so that they're. 01:58:09
Prepared. 01:58:12
OK, alright. 01:58:13
Thank you. 01:58:15
And now? 01:58:15
We're going to go into a work session now. 01:58:18
Do we need to stretch our legs for? 01:58:20
10 minutes or something. 01:58:22
We do. We want to roll right into that, supervisors. 01:58:24
But I have to be fine. 01:58:28
OK, let's let's do minister in that vicinity and. 01:58:29
Touch your legs. 01:58:33
Yeah, it just doesn't. 01:58:36
It's only right once a day. 01:58:38
OK, because of time. 01:58:46
Go ahead and keep this thing rolling. 01:58:48
We will have a work session so. 01:58:51
No action on this is. 01:58:53
Going to be information discussion for the. 01:58:55
PSPRS system. 01:58:58
Unfunded actuarial accrued liability discussion. 01:59:00
It's Fund 112, the Hill County Sheriff's Office. 01:59:04
And Marin is going to start things off. 01:59:08
And we do have a presenter, Clark. 01:59:10
Partridge so. 01:59:13
Yes. Thank you, Mr. Chair, on March 17th. 01:59:14
We brought you the annual policy update. 01:59:17
For Bosfin 116. 01:59:22
And at that time, the Board of Supervisors asked us to. 01:59:24
Have work session item to talk about the. 01:59:29
Fluctuation in funding percentage. 01:59:32
In Fund 112, Gila County Sheriff's Office. 01:59:35
Today is the day that Mister Partridge was available to be with us to review this. 01:59:39
So he will be presenting his information to you. 01:59:44
OK. Thank you. 01:59:48
Thanks for being patient. 01:59:50
Well, thank you. It's a pleasure to be with you here today, Mr. Chairman. 01:59:52
Members of the. 01:59:57
Of the board. 01:59:58
For the record, my name is Clark Partridge. I'm a senior executive consultant. 02:00:00
And interim administrator with the. 02:00:04
Public safety personnel retirement system. 02:00:07
Good to be with you here today. 02:00:09
Just a little bit about me, my first career was actually a dairy farmer. 02:00:13
But I had a few knee offers. 02:00:19
Patients and that didn't go well with dairy farms, so I became an accountant. 02:00:20
And move down here to Arizona, where there's no life. 02:00:25
And things to have to deal with with. 02:00:29
With bad knees, but. 02:00:31
I was a state Comptroller for a little over 18 years and. 02:00:34
Have held another number of positions in government and. 02:00:37
Just want to thank you for your. 02:00:40
Civic Service. 02:00:42
And then how important it is. 02:00:44
For public bodies to be able to. 02:00:47
Serve their citizens, but also for the citizens to express appreciation for those that serve. 02:00:50
So thank you. 02:00:54
Thank you. 02:00:56
I want to give a little bit of background. 02:00:58
Cover a few couple things, really quick to to discuss some concepts and then as we go. 02:01:01
They'll be helpful in our discussion here today. 02:01:07
This is the pension funding equation. 02:01:10
Is relatively simple. Where the money comes from, that's from contributions. 02:01:12
And investment returns. 02:01:17
Where the money goes is benefits and then the expenses of. 02:01:18
PSPRS. 02:01:22
By far the biggest. 02:01:23
Number in that equation is the benefit. 02:01:24
That's the focus for the program, is to provide those pension benefits. 02:01:27
We strive to keep the expenses down. That's one of the reasons why a lot of the different plans are. 02:01:32
Are essentially administered. 02:01:38
Through agent multiple employer plans. 02:01:40
Where you don't have to have a separate investment team, you don't have to have a separate. 02:01:42
Pension payment. 02:01:48
Process etc. 02:01:49
So a lot of those expenses of administering the pension are served by PSPRS. 02:01:51
And that helps keep the cost down and gets the efficiency that. 02:01:57
That we can get through numbers and. 02:02:01
And sighs that way. 02:02:03
The investment returns we have in the. 02:02:05
Assumed rate of return of 7.2%. 02:02:07
As you all know, the markets are not always just 7.2%. 02:02:10
They're up, they're down, they're sideways. 02:02:16
We try to have a diversified portfolio. 02:02:19
That is the. 02:02:22
Tends to mute those highs and lows and. 02:02:23
It is built. 02:02:27
And so that we can protect the downside. 02:02:29
And try to maximize as much as the upside as possible. 02:02:32
That's how we manage the portfolio. 02:02:35
And then what doesn't made-up? 02:02:38
Is it doesn't? 02:02:40
Materialized through the investment returns. 02:02:42
Is made-up with contributions. 02:02:44
So, umm. 02:02:47
It's very important that as you've taken the steps. 02:02:48
To get to. 02:02:51
Approximately 100% funded status. 02:02:53
That's very important because you can't earn investments on dollars that you don't have. 02:02:55
And so a lot of people think, well, you're charging us 7.2%. Well, that's really not. 02:03:01
Through what we are doing is, is taking the dollars that you have in your pension plan and then investing that. 02:03:08
And if the dollars are there? 02:03:15
Earn investment returns if they're not. 02:03:18
They just can't, much like. 02:03:20
We do for our own retirement. 02:03:22
We're not saving very much if I've only got $5. 02:03:24
My retirement. 02:03:28
I might have. 02:03:29
Grandiose goals, but. 02:03:30
I'm going to have to contribute a lot of additional dollars because. 02:03:32
$5 isn't going to generate much in the way of investment. 02:03:35
A little bit about pensions and how they work. 02:03:42
What an actuary does when they come in. 02:03:46
Is they will. 02:03:49
There's a lot of assumptions and estimates and things that they have to do. 02:03:51
To make. 02:03:56
Reasonable estimates on what that pension liability is. 02:03:59
And it is much like our own retirement. 02:04:02
How much do we need for retirement? 02:04:05
They're going to be what are our housing? 02:04:07
And food and other costs. How much is inflation? 02:04:10
Right. So we have all of these things that we may want to accomplish in our retirement years. 02:04:13
So how much money do we need to make that happen? 02:04:19
If we've been saving money all along. 02:04:22
That there's also what, what are those savings and how much investments am I going to get from those savings? 02:04:25
Right. So all of these things that. 02:04:31
Typical types of things that can happen with our own retirement. 02:04:33
Can happen with. 02:04:37
A pension plan. 02:04:38
And things change. 02:04:40
I'm sure if I when I was planning my retirement. 02:04:42
And looking at it. 02:04:47
About 10 years ago. 02:04:49
My inflation assumptions were far different than what they are today. 02:04:51
Right. So we can look at a lot of those things and we have to update. 02:04:55
Our assumptions periodically and take a new reality check. 02:04:59
And build a different glide path. 02:05:03
Have to how we are going to get where we need to be. 02:05:06
OK. And so that really is fundamentally. 02:05:09
What happens in the pension process? 02:05:13
And the actuaries come in and one of the, one of the. 02:05:16
Things they'll do is take all those assumptions and estimates. 02:05:19
And they will project. 02:05:22
A cash flow. 02:05:23
For all. 02:05:25
The the eligible. 02:05:26
Recipients and what what they're going to earn. 02:05:28
And ultimately in a pension plan. 02:05:31
Now they have to make estimates for. 02:05:34
How long people are going to work? 02:05:36
What type of earnings are they going to have through their career? 02:05:37
When are they actually going to retire? 02:05:42
How long are they going to live? 02:05:45
ETC Right. 02:05:47
So all of those assumptions, but they will. 02:05:48
Project out that future cash flow into the future. 02:05:51
And then they will discount that cash flow at the same. 02:05:55
Rate of return as our investment rate. 02:05:59
Which is 7.2%. 02:06:01
And that 7.2%. 02:06:04
Gets to a present value of benefit. 02:06:07
And essentially what that is, is if you had. 02:06:09
That much in cash? 02:06:12
And we earn 7.2%. 02:06:14
In investment returns. 02:06:17
Going into the future. 02:06:19
You would have enough in cash. 02:06:21
To be able to take care of all of those benefits. 02:06:23
Should be fully funded. 02:06:25
Now we know that investment returns go up and down and not everything is in the perfect world. 02:06:27
And because React. 02:06:33
Almost always. 02:06:35
Differs from what our estimates are. 02:06:37
There's going to be. 02:06:41
Things that workout differently. 02:06:43
Will need to be course corrected. 02:06:45
We do those course corrections each year when we do an actuarial valuation. 02:06:47
So all of that information that we've learned on the differences between. 02:06:52
Reality. 02:06:56
And what the assumptions were. 02:06:57
Are taken into account by the actuaries. 02:06:58
And then they make. 02:07:01
Revised Estimate. 02:07:02
Event essentially develop a new glide path. 02:07:03
To what needs to be done to provide for those benefits. 02:07:07
Now, if that present value of benefits, what the actuaries will do is they will come in and break that up. 02:07:10
Couple of pieces. 02:07:17
There's the amount that the employees have earned. 02:07:19
Up to that point. 02:07:22
So if I'm a. 02:07:23
A sheriff officer. 02:07:25
And a deputy and I've. 02:07:27
Worked for 15 years and I and the actuaries estimating that I'm going to work till 25 years. 02:07:29
The 15 years would be what I've earned. 02:07:36
Of that salary today. 02:07:39
The 10 years is what I'm going to earn in the future. 02:07:41
As I work. 02:07:45
So the actuaries would take that 25 year benefit estimate and that cash flow. 02:07:47
And they would break that up into how much has been earned as of. 02:07:52
The actuarial valuation date. 02:07:56
June 3025 is the most recent valuation. 02:07:58
And how much is going to be in the future? 02:08:02
And that breaks that down into. 02:08:04
The future is what's paid through the normal cost contributions. 02:08:07
And the actual accrue liability would be. 02:08:11
Well, that's how much. 02:08:14
Assets I should have as well as the liability to be 100% funded. 02:08:15
At that point. 02:08:20
If the assets are a little less than that. 02:08:22
To the extent that they're less. 02:08:24
There's going to be an unfunded liability. 02:08:26
That unfunded liability is going to be amortized. 02:08:29
Over a period of 15 years. 02:08:32
And that by amortizing that over 15 years? 02:08:35
It spreads that out so it doesn't have a huge. 02:08:40
Impact on your. 02:08:43
Contribution rates. 02:08:44
Which impacts your budget. 02:08:46
Right. So a lot of the things that the actuaries will do. 02:08:48
Both whether it's the amortization of the unfunded liability. 02:08:52
Or the amortization of some of the gains and losses from the volatility of the investments? 02:08:56
All of those things are designed to help spread those things out over time. 02:09:01
And minimize the volatility to the contribution rates. 02:09:06
Which is. 02:09:10
Minimizes the volatility impact. 02:09:10
On your budget? 02:09:13
OK. 02:09:15
That's OK. 02:09:20
And so. 02:09:22
What we'll do? 02:09:24
OK, it's you, not me. That's OK. 02:09:27
Thank you. 02:09:30
So, um. 02:09:33
So that's essentially how the pension works. 02:09:35
And how this is funded when when you're fully funded you don't have an amortization? 02:09:38
That unfunded actuarial accrue liability because it doesn't exist. 02:09:43
But when you're when you do have one, then there's that additional cost in addition to the. 02:09:49
It isn't advancing. 02:09:57
Thank you. 02:10:01
So this is now a look at your overall liability for this is just a pension portion. 02:10:03
You can see here that. 02:10:10
You if you look at the total accrued. 02:10:12
Uh. 02:10:15
Last year it was 25,000,300 and 16,902 this year is 26. 02:10:17
578. 02:10:24
3/28. 02:10:25
So as a person. 02:10:27
Works another year, they're going to earn another year towards. 02:10:29
Their pension. 02:10:34
And that's going to be part of that actuarial accrue liability because that's what they've earned. 02:10:35
If you go above that in the present value of the benefits. 02:10:40
That's the present value. 02:10:44
Of all the benefits into the future. 02:10:47
OK. So that's those dollar amounts that if you had those? 02:10:50
Not that in assets. 02:10:53
At this point in time, the 28 million. 02:10:55
5/19, 7:41. 02:10:57
Then that would be enough to take care of things in the future. 02:11:00
So really where you want to be ideally is kind of between those two numbers. 02:11:04
OK. And that's where you had been last year? 02:11:09
This year you're not. We'll talk about that a little bit, but what I want to talk about here. 02:11:13
In your report. 02:11:18
Look at the actuarial present value of benefits. It also gives you the information broken down. 02:11:19
How much of that is due to? 02:11:24
The retirees and their beneficiaries. 02:11:27
They're surviving spouses or. 02:11:31
Or others. There's people who are in drop right now. 02:11:33
When somebody goes in to drop. 02:11:38
We calculate their retirement benefits and we pay that retirement benefit. 02:11:40
It just goes into a drop account. 02:11:45
Earning interest rather than get paid directly to the individual. 02:11:47
But it's essentially the same as a retirement. 02:11:50
Payment there are vested individuals that have vested and have. 02:11:53
That no longer work for you, but. 02:11:58
Will have a right to. 02:12:00
Retire sometime in the future. 02:12:02
And then of course you have the active. 02:12:05
Member population. These are active employees. 02:12:07
And each of those added up together is what makes up that present value. 02:12:09
You can also look and see that the assets are actually a little bit lower than the. 02:12:15
Actuarial accrued liability, so that's 26.2 million versus about 20. 02:12:22
6.6 million. 02:12:27
And so that leaves you with the non funded. 02:12:30
Actuarial accurate liability of 375,000. 02:12:33
Dollars last year. 02:12:38
Over funded. 02:12:40
A bit this year is that. 02:12:41
You've had a change here. 02:12:44
From 102 to 98.6 and one of the questions. 02:12:45
Miranda talked to me about IS. 02:12:51
Why that? 02:12:55
Is changing. 02:12:56
And the reason why is because of all these assumptions. 02:12:57
That the actuaries are now. 02:13:00
Updating uh. 02:13:02
Based upon reality. 02:13:04
And those updates. 02:13:06
Are just. 02:13:08
They calculate. 02:13:09
New estimate. 02:13:11
And it's much like in your. 02:13:12
Budget Forecast At the beginning of the year, you'll adopt A budget. 02:13:14
As you go throughout the year. 02:13:19
Things don't work out exactly how you budget for them before the year started. 02:13:21
Reality of life. 02:13:26
Happens right? 02:13:27
And so you have to manage those things to kind of and. 02:13:29
Sometimes you have to adjust budgets. 02:13:33
Sometimes you don't spend all the money. Sometimes you have other needs where there's more bigger needs than. 02:13:35
Than what you had originally budgeted. 02:13:40
But all those different types of things are. 02:13:43
Adjusted as you come back. 02:13:45
And revisit the budget throughout the year. 02:13:47
In the pension world, it's not a. 02:13:50
Month to month thing. 02:13:53
It's really year to year. 02:13:55
And it's over a much longer duration. 02:13:57
Because you're we're talking, we manage pensions over a. 02:14:00
20304050 year. 02:14:03
Time frame or even more. 02:14:05
Because from the time of. 02:14:07
A officer may come, a deputy may start in this plan. 02:14:09
They might be 20 something years old. 02:14:13
And they may live to be. 02:14:16
8090. 02:14:18
Right. So that's a long time frame that you have to manage the liability. 02:14:19
Or one of those. 02:14:24
Individuals, uh. 02:14:26
Would you advance that for me? 02:14:29
Thank you. 02:14:30
So, umm. 02:14:32
As we look at this, if we look at that, the. 02:14:34
This is a breakout that. 02:14:37
Kind of shows. 02:14:39
There are certain line items that we break. 02:14:41
Out. 02:14:44
That help? 02:14:44
Try to explain the change. 02:14:45
On the contribution rate. 02:14:47
And the change on the pension? 02:14:50
Funded status. 02:14:52
So if we look up at the top. 02:14:54
There's the asset experience. The asset experience is the investment returns that we. 02:14:57
We've had. 02:15:01
The last three years have been, you know, about double digit. 02:15:02
Investment returns and that's above. 02:15:06
What the actuaries are expecting of? 02:15:08
2%. 02:15:11
So the. 02:15:12
The amount of the investment returns up. 02:15:13
Above the 7.2%. 02:15:15
Is an actuarial gain. 02:15:18
And so that's we're doing better than expected. 02:15:20
Right now, if we were less than 7.2%, we could still have. 02:15:23
Let's say a 5% investment return. 02:15:28
We still made money. 02:15:31
But we didn't make as much as what the actuaries were expecting. 02:15:32
So that's an actuarial loss. 02:15:35
OK. So we have these actuarial gains and losses doesn't mean necessarily that? 02:15:38
Lost money on investments? 02:15:44
But we may have made either more or less than what the actuaries were expecting. 02:15:46
So because that. 02:15:51
Is more faith we advertise those over A7 year period of time. 02:15:53
And cumulatively those are helping. 02:15:59
To we have more gains than losses in that pipeline and we'll talk about that a little bit. 02:16:02
But that's bringing down. 02:16:07
Your contribution rate. 02:16:09
And it's increasing. 02:16:11
Your funded status. 02:16:12
The liability experience, that's where the actuaries come in and assess. 02:16:15
The salary increases. 02:16:20
And they compare them to whether those salary increases are higher. 02:16:22
Or lower than what they expected. 02:16:27
Now keep in mind when they're doing their actuarial evaluations, they're looking at things over longer periods of time. They're 02:16:30
not looking at it from year to year. 02:16:33
But every five years we come back in and do an experience study. 02:16:38
And we check to make sure that the assumptions are. 02:16:43
Roughly, uh. 02:16:46
Tracking. 02:16:47
Approximately with what we need to be doing. 02:16:49
And we've got another experience study that will be coming up. 02:16:52
And this next year in 2027. 02:16:55
As we after the 26 valuation. 02:16:58
That we will be looking at to look at those assumptions and see. 02:17:01
If there are any changes that we should be making? 02:17:04
To those because it's just like landing the airplane. 02:17:08
When you're coming into. 02:17:11
Flying in the airplane is coming into Phoenix. 02:17:13
They don't come in and just land it from 30,000 feet down to 0. 02:17:17
I they're on a glide path. 02:17:20
And they're not always on a perfect glide path. There are turbulence, there are things that they would need to go through. They 02:17:22
may go around a thunderstorm rather than through it. 02:17:26
Right, so as they. 02:17:30
Do that they need to course correct and. 02:17:32
And get back on it. 02:17:35
The path path. 02:17:36
That they need to be on. 02:17:38
To safely land the plane. 02:17:39
That's essentially the same concept that the actuaries are doing as they go through this. 02:17:41
The other ones here quickly additional contributions. 02:17:46
You have those. In previous years you didn't have any. This year assumption method changes. 02:17:50
There was anything there that. 02:17:55
Affected you? 02:17:57
And then there's the the compensation limit update. 02:17:58
That was really on Tier 3. 02:18:02
Didn't affect your tears 12. 02:18:04
Then we get to the other category. 02:18:06
And the other category is. 02:18:08
It decreased upon the status about 3.7%. 02:18:10
And it literally is, and there's a description on the right there, but. 02:18:14
It literally is. 02:18:18
Everything else all the other assum. 02:18:20
If people are living longer. 02:18:23
Than they are expected to live. 02:18:25
That's an assumption change. 02:18:28
So let's go into the next slide. 02:18:30
And in the next slide, we're going to look at a few of those things that are. 02:18:34
Maybe part of that? 02:18:38
Other category. 02:18:40
A little bit this part of. 02:18:42
The salary increase as well. 02:18:44
If you look at the active line, look at the average salary. 02:18:46
It went from. 02:18:50
3090 three 1965 for tiers 1 and 2 to 92,766. 02:18:51
So it actually went down. 02:19:00
Well, it went down because if you look up in the top. 02:19:02
You have two less. 02:19:05
Active employees there. 02:19:06
Than what you had the previous year. 02:19:08
So some of those probably left the organization, either retired or otherwise. 02:19:10
Right. So probably we're higher salaried individuals and and and are lower. 02:19:15
And keep in mind that that annual. 02:19:21
Average average annual salary is not. 02:19:23
Just their base. 02:19:27
It includes overtime. 02:19:29
And those types of things that are part of the overall. 02:19:31
Pensionable compensation. 02:19:35
And what gets reported to us is a. 02:19:37
The What portion of that salary is pensionable? 02:19:40
And that's what we get. 02:19:45
And that's what we calculate things on as pensionable compensation. 02:19:46
It could be. 02:19:50
Salary increases that you gave to the base salary. 02:19:51
Could be overtime, et cetera, but. 02:19:54
But all of that is part of the. 02:19:56
Salary increase. 02:19:58
If you look at the actives on the transfer. 02:20:00
This is where probably one of the factors. I wouldn't even say that it's the biggest one, but it is. 02:20:03
One that is contributing to that other category. 02:20:08
You look at the average salary that 72,992 last year. 02:20:13
It went up to 81,535. 02:20:18
You went from 2. 02:20:21
Actives that have transferred from other organizations to. 02:20:23
Now when a person transfers to you. 02:20:28
The liability that existed with those previous employers is paid by those employers. 02:20:32
But you can get a portion of the liability. 02:20:38
For those prior years. 02:20:43
If you give them a salary increase that's higher than their average salary. 02:20:44
That they earned previously. 02:20:51
Then that's going to increase their average salary. For those I'll just use. 02:20:53
In my example as I talked about before. 02:20:59
If they had earned 15 years of service with somebody else. 02:21:01
Now they're coming in to work for you. 02:21:05
If you increase their. 02:21:08
Salary of this Houston round numbers if it went up by. 02:21:10
$15,000. 02:21:14
And that happened to increase their average salary by $1000. 02:21:16
Per year. 02:21:20
OK, of that. 02:21:22
For $1000 for the average salary. 02:21:23
Then that $1000 for those 15 years of service. 02:21:26
Would increase your liability. 02:21:29
OK, so because you gave them that. 02:21:32
Pay increase. It wasn't. 02:21:35
Previous employers that created that liability it was your pay increase it. 02:21:36
Across that average. 02:21:41
Overall, so that can have a impact. 02:21:43
It's not going to be humongous because if you gave them a $15,000 salary increase. 02:21:47
And it happened to increase their average salary by $1000. 02:21:53
There's only $1000 of their average salary. 02:21:57
Right. So their average salary was $72,000 and even if it were $1000 increase. 02:22:00
It's not going to be huge, but it will be something. 02:22:07
You also have if you go to the next slide. 02:22:10
You have in here, if you look specifically at the beneficiaries and the disabled retirees. 02:22:13
If you notice. 02:22:21
You had five last year. 02:22:22
Beneficiaries and you still have 5. 02:22:24
You had three disabled retirees. You still have 3. 02:22:26
And I can tell they're the exact same. 02:22:30
People because they all aged one year. 02:22:32
More now at 77.6 years of age for the disabilities. 02:22:35
It's 78.6 this year so everybody just got a year older. 02:22:40
And there's a cost of living adjustment that came into play there. 02:22:44
That, uh. 02:22:48
They got a little bit of an increase. 02:22:49
So. 02:22:52
The key there is is that. 02:22:53
People. The actuaries will use a table for how long people live. 02:22:55
And that's what they will use to calculate the. 02:23:00
The benefit and how long people are going to live. 02:23:03
The concept though is is. 02:23:06
The longer we live. 02:23:08
The greater the expectation is that we can actually. 02:23:11
Live to be longer. 02:23:14
For example. 02:23:16
If the average lifespan is made for me, I believe it's about 86 years old. 02:23:18
OK Umm. Uh. 02:23:23
Under the actuarial tables. 02:23:25
But the older I get, the chances of me actually making it to 86 get higher and higher. 02:23:27
The fact that the chances that I get to 90. 02:23:33
Are going to be higher and higher. 02:23:36
Because I've already lived through all the possibilities that would have killed me by now. 02:23:37
Right. So as we go through some of those things that there are some things that start to pick up. 02:23:42
A liability. 02:23:48
Because the older people get that means that they are going to be collecting. 02:23:50
Those benefits? 02:23:55
Longer. 02:23:56
If they collect the benefits. 02:23:57
Longer, uh. 02:23:59
Then the actuaries need to adjust their estimates for how long they're. 02:24:00
Be receiving those benefits. 02:24:04
And those categories are not the only categories, but I just. 02:24:07
Focused on those because that can. 02:24:10
Accentuate that point. 02:24:12
Of how that. 02:24:14
Happens. 02:24:15
Now you want success for individuals. You want them to live a good happy life in retirement, right? 02:24:16
But the longer they live. 02:24:22
The more it's going to cost you. 02:24:24
OK. Next slide. 02:24:26
This is a slide that I put together. 02:24:29
Really compares you to all the other county sheriffs. 02:24:31
Offices through the state. 02:24:35
If you look to the far right. 02:24:38
There's increases and decreases there. 02:24:40
In that it doesn't quite. 02:24:43
Show everything there. 02:24:46
Can you get the whole slide on there? 02:24:49
This is the best you can get. OK? 02:24:51
So, uh. 02:24:53
But if you look at the increases there, I'll pick on Maricopa County is 6.3%. 02:24:55
There is Cochise County was 5.9%. 02:25:02
But everybody that increased. 02:25:06
5% or more from the previous year. 02:25:08
Also paid additional contributions. 02:25:12
In that year. 02:25:15
So the thing that made them increase their. 02:25:17
Under status more significantly than everybody else on the list. 02:25:20
Was that they made additional contributions. 02:25:25
To put in additional dollars beyond just what the actuaries assumed. 02:25:28
Now the other thing is I put on here is some. 02:25:34
I put on Payson and Globe because there are communities within. 02:25:37
County but also page in Camp Verde because they were had situations that were somewhat. 02:25:42
Similar to yours. 02:25:48
If you look the. 02:25:50
Page decreased 3.9%. Camp Verde was. 02:25:52
Decreased 6%. 02:25:56
In both of their situations. 02:25:58
They they vacillated more than you did. 02:26:00
But in their situations, it was also mostly this other category. 02:26:06
Because these adjustments. 02:26:11
And it's just. 02:26:13
Everything else taken collectively. 02:26:14
Now sometimes. 02:26:18
The what makes all of those things happen is that. 02:26:19
Everything is moving together in the same direction. 02:26:23
You might. It's. 02:26:27
What happens is if you have a little bit of change. 02:26:29
In a lot of different factors. 02:26:34
And they're all moving in the same direction. They can add up to something. 02:26:36
To be a bigger number. 02:26:39
Than if they're offsetting each other, some are going this direction, some are going that direction. 02:26:41
So it just sometimes it's a question of just. 02:26:45
How those things workout in a given year. 02:26:49
But you can see that there are other categories and other officers there. 02:26:52
Offices. Sheriff offices. 02:26:56
That they were going up. 02:26:59
Or down or in different directions. 02:27:00
But the key is. 02:27:03
That I think Apache County was 0.0. They weren't actually zero, it still changed a little bit. 02:27:05
It's just not as much as everybody else. 02:27:13
But uh. 02:27:15
A pension is never a set it and forget it thing. 02:27:17
It's always going to be some degree of. 02:27:19
Volatility and change. 02:27:22
From those assumptions and estimates. 02:27:24
Because life. 02:27:28
Always turns out different. 02:27:28
Than what we plan. 02:27:30
Next slide. 02:27:31
Are we stuck? 02:27:40
Just thinking. 02:27:43
There we go. 02:27:48
Thank you. 02:27:49
So real quick, this is your contribution rates, this is what some of the and I'll tie that. 02:27:50
To a couple things if you look the normal cost up here. 02:27:58
The normal cost area. 02:28:02
That's the nine point. 02:28:04
One 3% is the net normal cost. 02:28:05
Which is the 16.78% of the normal cost. That's what the actuaries are. 02:28:08
Projecting for the future. 02:28:13
Benefits that are going to be earned by officers. 02:28:16
As they work in the future. 02:28:19
Is what that represents, and that's by far the vast majority of your contribution. 02:28:21
If you take the normal cost. 02:28:26
The actuaries actually calculate. 02:28:27
That normal cost to be 300 and 2520. 02:28:30
And that's just an estimate. 02:28:34
They divide that by. 02:28:36
Your underlying payroll, that one million 789. 02:28:37
At the bottom. 02:28:41
Of the page right there. 02:28:42
And they get 16.78%. That becomes the percentage. 02:28:44
Subtract out the employee portion of the cost and then that gives you the employer. 02:28:48
Portion. 02:28:53
And then you have your unfunded liability will. 02:28:54
Get to the the. 02:28:57
The the 19. 02:29:00
652. 02:29:02
Divided by. 02:29:03
The payroll at the end is 1.09. 02:29:05
Now keep in mind your payroll could change. 02:29:08
On July this. 02:29:10
First or second? 02:29:12
This is just the payroll snapshot as of June 30th. 02:29:13
And again the. 02:29:16
The actuarial. 02:29:17
Valuations are intended to be. 02:29:21
Directionally correct. 02:29:23
They're intended to be a glide path that's going to get you. 02:29:25
Generally in the direction of where you need to be. 02:29:28
Over the next 20-30 forty 50 years. 02:29:31
OK, it's not intended to get you exactly to where you're going to be. 02:29:34
A year from now. 02:29:38
Next slide. 02:29:40
This is the amortization of the unfunded liability. 02:29:42
The total of that is 375,000. Like it? 02:29:47
Was on the other page. 02:29:50
And if you and what the actuary actually does is. 02:29:52
The board adopted. 02:29:56
That this is advertised over a 15 year. 02:29:58
Layered, uh. 02:30:01
Amortization. 02:30:02
Now at one point in time it was a 15 year open amortization where? 02:30:04
Whatever the liability is, is just amortized over 15 years. 02:30:09
Then the next year they take whatever the liability is and they advertise over the 15 years. 02:30:13
ETC. 02:30:18
So in that case you never really fully get. 02:30:19
To having the thing taken care of. 02:30:23
When they went to a 15 year layer amortization, it takes each year's. 02:30:26
New liability? 02:30:30
Or in the case of your older years where you have your overfunded. 02:30:32
It still advertises. 02:30:36
Each one of those pieces independently. 02:30:38
And it works itself down to 0. 02:30:40
So that ultimately. 02:30:43
That liability will be taken. 02:30:44
But that doesn't mean that you can't have. 02:30:46
A new liability created in the future or have. 02:30:49
A gain, if you will, where you no longer have an unfunded liability. 02:30:53
In the future. 02:30:57
And each one of those pieces are going to be amortized over a 15 year period. 02:30:58
So that your contribution rates don't. 02:31:03
Go up and down in a volatile manner. 02:31:05
OK. Which really impacts your budget? 02:31:08
So the next one. 02:31:12
This is a slide that really shows the investment. 02:31:14
Returns. 02:31:18
And the gains and losses up in B. 02:31:20
This is. 02:31:23
All of your. 02:31:23
Your assets. 02:31:25
Are shown over here in the Employer column. 02:31:26
And the total is all of PSPRS tiers. 02:31:29
One and two. 02:31:34
OK. So that's the total. 02:31:35
