2027, Mr. Chair. 00:08:46
If I may, we need to adjourn as the Library District Board of Directors and convene as Hila County Board of Supervisors. 00:08:50
I will second that motion. 00:09:00
Oh, OK. 00:09:02
Motion and 2nd all in favor say aye. 00:09:06
Aye, aye. OK. 00:09:08
OK. So didn't we do see? 00:09:14
OK, so do we not need to open C? 00:09:18
Bill public hearing. 00:09:21
We have to adjourn, huh? 00:09:23
We had to adjourn and then do that, yes. 00:09:25
Library district and work. 00:09:27
Supervisor to Judy. 00:09:30
OK. So we're not doing a public? 00:09:33
Hearing on this one. 00:09:36
This is the bullet here. This is the public hearing. 00:09:37
OK. 00:09:40
OK. Thank you, Mr. Chair, I apologize. 00:09:45
I think I left something out of my. 00:09:48
Agenda item here to. 00:09:50
To make sure that we were. 00:09:51
As the right as the correct board. 00:09:53
So this. 00:09:55
Is uh. 00:09:57
The $4.19 per 100 tax rate. 00:09:58
That, umm. 00:10:02
Our Board of Supervisors has instructed that we keep flat this year. 00:10:03
We have had 17 consecutive budget years with this. 00:10:07
Particular tax rate. 00:10:11
In order to adopt this tax rate this year, we do need a truth in taxation hearing. 00:10:13
As Chairman referenced. 00:10:18
There is. 00:10:21
$230,450.29. 00:10:23
Of uh. 00:10:27
Property tax. 00:10:28
That is attributable to increased values. 00:10:29
And that's why we need this mornings hearing. 00:10:32
Happy to answer any questions you or the public may have. 00:10:37
OK, Supervisor Klein. 00:10:40
Baron, I don't have any questions by him. We'll make a comment on this because a lot of people don't. 00:10:42
Understand that every dollar the county gets in, we have to show it in our budget. 00:10:46
I mean, it has to go in there somewhere and that's why we're looking at such a large amount in our budget as well. 00:10:51
The other thing of it is, is I get this question, it seems like every year, how come the counties raising our taxes? 00:10:56
Like you said, 17 consecutive years, budget years and we haven't touched it. 00:11:03
Speaks for herself in my opinion. 00:11:09
And but we're not. 00:11:11
Responsible for secondary taxes that do get moved. 00:11:12
That may get raised or whatever and so people. 00:11:16
Just assume that it's it's the county when it's not. I just wanted to throw that out there so folks can hear that. So. 00:11:19
Thank you, Mr. Chair. 00:11:25
OK, Supervisor Christian. 00:11:26
Thank you. And I would only add to that that. 00:11:28
Even though we operate as several different. 00:11:30
Board boards like the Library District, we have not raised taxes in any one of those categories operating as the board. 00:11:33
Supervisors and the subsequent. 00:11:42
Other boards that. 00:11:45
The three of us. 00:11:47
Candle. So it's I think that's important to say, even though the assessed values may have changed. 00:11:48
The amount of numbers that that are working. So thank you Mary for all the hard work you do. 00:11:54
And yes, we have a high number this year, but that's not what we're going to spend. 00:11:59
Thank you. Thank you, Madam. 00:12:06
OK, I guess. 00:12:08
Now I need to call for a motion. 00:12:10
Or not public. 00:12:12
Public hearing. 00:12:14
OK. Yeah, I'm confused in the way this is brought up this morning. OK. 00:12:15
I'll open it to a public hearing. We have no one in patient that we have anyone here in globe. 00:12:21
We do not. 00:12:26
OK. I will close the public hearing. 00:12:28
And I'll call for a motion and it's a roll call. 00:12:31
OK, the motion I move to approve the proposed Eva County primary property tax levy rate. 00:12:35
Of 4.19. 00:12:41
Percent per $100.00 of assessed value. 00:12:43
For fiscal year 2027. 00:12:47
And I'll second that. 00:12:50
Having a motion a second. 00:12:51
We'll take a roll call. 00:12:53
Supervisor Christensen. 00:12:55
Aye, Supervisor Kai, may I have your vote? 00:12:58
Aye, Supervisor Humphrey, may I have your vote? 00:13:00
Aye, the motion passes unanimously. 00:13:02
OK. 00:13:06
OK, now. 00:13:10
We don't need to convene. 00:13:14
We need to recess as the Board of Supervisors and convene as the flood control District. 00:13:17
OK, then, now we need to adjourn as. 00:13:22
County Flood District. 00:13:26
Board of Directors and convene as the Board of Directors. 00:13:30
Of Healing County. 00:13:34
Street lighting. 00:13:35
Improvement District. 00:13:36
No, we need to. We need to. 00:13:38
Recess as the Board of Supervisors and convene as a flood control district. 00:13:41
Didn't we do that before we did see? 00:13:45
We are now. 00:13:48
And item D. 00:13:49
I know that. 00:13:51
OK. 00:13:53
Recess is the county Board of Supervisors and convene as the Gila County Flood. 00:13:55
District Board of Directors, so move, Mr. Chair, I will second. 00:14:00
Having a motion to second all in favor say aye. 00:14:05
Aye, aye. 00:14:08
I going to D. 00:14:10
Um, convene a public hearing to hear. 00:14:13
Taxpayers who may wish. 00:14:16
To comment. 00:14:18
On the physical year 2027 Halo County. 00:14:19
Flood control district tentative budget. 00:14:23
Which was adopted on June 16th, 2026. 00:14:25
Or any proposed? 00:14:29
Changes. 00:14:31
To the. 00:14:32
Fiscal year 2027 Halo County. 00:14:33
Flood control. 00:14:36
District tentative budget and adopt. 00:14:37
The physical year 2027 he left. 00:14:40
County flood control District. 00:14:43
Budget and the amount of. 00:14:45
$744 No 744,000. 00:14:48
361 dollars. 00:14:52
Marin again. 00:14:54
Thank you, Mr. Chair. This amount is unchanged from. 00:14:56
The tentative budget that you adopted. 00:15:00
On June 16. 00:15:02
It does show a small increase over last year. 00:15:05
This is for the operation of the flood control district. 00:15:08
Happy to answer any questions. 00:15:12
Supervisor client. 00:15:15
I don't think I have any questions on this one, Aaron. Thank you. 00:15:18
Supervisor Christians, thank you, Chairman, the only. 00:15:21
Hey, I'll make a comment and that is thank you for the numbers that you presented previously that if we were to do an increase in 00:15:24
taxes. 00:15:28
OK if. 00:15:32
We were. 00:15:33
What that would mean? 00:15:34
Impacting this one district, the flood control district. 00:15:36
And so this district is not funded through taxation, it's funded through just. 00:15:39
Gifting from the general fund, right? 00:15:44
It is funded through general fund dollars, yes. OK, so. 00:15:47
We always have that available to us that even if we added. 00:15:50
10th of a percent. 00:15:54
There would be some money flowing into this. 00:15:56
So I just. 00:15:59
I guess I just wanted to make that comment. Other than that, thank you for all you do. 00:16:00
Yeah, Thanks for the comment. Because at some point in time as we move forward, we may need to. 00:16:04
Work on flood. 00:16:09
District. 00:16:11
A little bit so. 00:16:12
Thank you. 00:16:14
OK, so. 00:16:15
I will. 00:16:17
Open it to the public for a public hearing. 00:16:18
Do we have anyone in peace? 00:16:21
Do we have anyone? 00:16:23
No. OK, then I will call for a motion. 00:16:26
Thank you, Mr. Chairman. I'll move to adopt the fiscal year 2027 Hills County Flood Control District budget. 00:16:31
In the amount of $744,361. 00:16:37
I'll second it. 00:16:42
Having a motion a second, all in favor say aye. 00:16:43
Aye, aye. 00:16:45
I OK. 00:16:47

Thank you. 00:18:56
Oh, Joyce man, no problem. 00:18:57

217,194,000. 00:20:38
$784. 00:20:43
Marin, I'll let you speak this time. 00:20:45
Thank you, Mr. Chair, I do have a brief. 00:20:48
PowerPoint presentation. 00:20:51
Luis and Jonathan, if you wouldn't mind opening the budget presentation, it's. 00:20:54
The bottom length. 00:20:57
In the lower left hand corner. 00:20:58
And this is just to ensure. 00:21:01
Mr. Chair, number of supervisors. 00:21:04
That, umm. 00:21:07
You and our constituents. 00:21:08
Have the same information. 00:21:10
This information is. 00:21:12
Also available attached to the agenda online. 00:21:14
Thank you. 00:21:21
OK, there are no changes. 00:21:22
From what the Board of Supervisors adopted. 00:21:24
On June 16th. 00:21:27
Let's see, there we go. Let's try that. 00:21:32
See the OK, hold on, we'll get it. 00:21:37
Maybe we won't have a presentation. 00:21:43
Oh, thank you. 00:21:45
There we go. 00:21:49
Awesome. Thank you, Jonathan. 00:21:52
Media restart it. 00:21:54
I know. OK, so our priorities. 00:21:55
And your priorities for? 00:21:59
The Gila County team are investing in employees. 00:22:01
Recovering from floods and keeping taxes stable. 00:22:04
Because this year's budget is. 00:22:11
Significantly higher than in the past. 00:22:15
We've provided for you here. 00:22:18
The distribution of where that total budget comes from. 00:22:21
So 25% about 54 million. 00:22:26
Is salaries and benefits. 00:22:30
Capital projects compose. 00:22:32
30,764,000. 00:22:34
Flood recovery is a full 20%. 00:22:37
Of the 217 million. 00:22:41
And is 43,700,000. 00:22:43
Gila County operations. 00:22:47
Composed 20%. 00:22:49
Of your 2017 or 2027 budget. 00:22:50
In the amount of. 00:22:53
42,481,000. 00:22:55
This does maintain cash reserves. 00:22:59
Of 16.5 million as budgeted. 00:23:02
Every year that I have worked on your budget. 00:23:06
That is 8% of the total. 00:23:10
3% of the total. 00:23:13
Or about 6 and a half million. 00:23:14
Is for interfund transfers. 00:23:17
2% is for debt service. 00:23:20
Which is 4.6 million. 00:23:22
Those are. 00:23:24
Payments on the bonds. 00:23:26
And then? 00:23:28
The 2026 bond issuance. 00:23:29
Is another 8% of your budget? 00:23:32
That's the 18.2. 00:23:34
Million that we have been talking about. 00:23:36
I wanted to make sure that you had this information. 00:23:39
So that. 00:23:43
You can rest easy knowing that. 00:23:45
As a team we have. 00:23:48
Identified all these areas and you know exactly where. 00:23:50
Your dollars are going. 00:23:54
And as supervisor Klein. 00:23:56
And Chairman and Supervisor Christensen have all pointed out. 00:23:58
At past meetings. 00:24:02
The 217,000,000 is the absolute maximum that Gila County can spend. 00:24:04
In 2027. 00:24:10
And it does include. 00:24:12
All of this. 00:24:13
We do not anticipate spending all of this. 00:24:15
But we have to budget for it. 00:24:18
Before I move on from the slide. 00:24:21
Do any of you have any questions on it? 00:24:23
Rather than have to hold them till the end. 00:24:27
I just wanted to make sure I know this is a new. 00:24:31
Component this year we wanted to make sure that. 00:24:33
That we provide useful information. 00:24:36
Supervisor client. 00:24:39
So I I really don't have any. 00:24:40
Questions, man, I I get it. It's the folks that are on YouTube and watching that I think we need to point this out that 20%. 00:24:42
In the flood mitigation stuff includes that 18,000,000 that we bonded out that we may not spend all of it. 00:24:49
Right. And so just like you said. 00:24:55
It's in our budget, it's there, but are we actually going to spend it? 00:24:58
Probably not. 00:25:02
And so. 00:25:03
That's just something I want to shoot out there to the public so that. 00:25:05
When I get out of this meeting, I don't have a line of calls. 00:25:08
Coming in. 00:25:12
Correct. 00:25:12
And uh. 00:25:13
That dollar amount? 00:25:14
It does have sort of a a multiplicative effect. 00:25:16
Because, uh. 00:25:20
We'll pay the invoice. 00:25:21
We'll get reimbursed for it. 00:25:23
The part we don't get reimbursed for, we'll have to reimburse ourselves for from the bond. 00:25:25
And then it shows that it looks like it's triple. 00:25:29
In your actual functions. 00:25:32
Which is why that number is so high. 00:25:34
Thank you, Mary. 00:25:37
Superbly thank you. 00:25:39
And I'm good. 00:25:41
Thank you. Please go on. 00:25:43
As we said earlier, we have had 17 consecutive budgets without increasing the primary property tax rate. 00:25:46
Our flood recovery strategy includes 4 components. 00:25:54
Including roads, bridges. 00:25:58
Drainage debris. 00:26:00
Public safety and. 00:26:02
Supporting the hospital. 00:26:04
As their NRCS partner. 00:26:05
The board's priorities as we've. 00:26:09
Discussed the budget. 00:26:11
Have been recruitment and retention. 00:26:13
Dwight Reduction. 00:26:15
Transparent government. 00:26:17
Communication and teamwork. 00:26:18
As part of. 00:26:23
Their recruitment and retention. 00:26:24
The team identified. 00:26:27
Opportunities for efficiency within. 00:26:29
Existing appropriations. 00:26:32
And through that. 00:26:34
As a team, we have been able to fully fund a 3.5% salary adjustment. 00:26:36
Across the board without requesting additional general fund resources. 00:26:41
The areas where we found those dollars. 00:26:46
Were in general fund FTE adjustments. 00:26:49
That was 629,000. 00:26:53
And then we adjusted the tuition assistance allocation. 00:26:55
For $191,000 for a total adjustment. 00:27:00
Of 821,000 to the General Fund. 00:27:03
From previous years. 00:27:07
We used that number. 00:27:11
The 821,000. 00:27:13
To determine what was possible for. 00:27:15
Salary plan for next year. 00:27:18
And with working with the Board of Supervisors. 00:27:21
And management. 00:27:24
The 3 1/2 percent across the board. 00:27:26
Uses 796,000 of the 821. 00:27:28
Which leaves $24,000 in capacity for additional projects and programs. 00:27:32
And this does not. 00:27:37
Does not draw on. 00:27:40
Property taxes. 00:27:42
And then we provided this slide. 00:27:49
If I can get there. 00:27:51
There we go this. 00:27:54
Just the second one. 00:27:55
From the end. 00:27:57
Yes, that one. 00:27:59
The what? Yeah. And then I can just. 00:28:00
Click it to the next one. 00:28:02
#9 please, Jonathan, thank you. 00:28:05
So looking ahead. 00:28:08
OK, according to PowerPoint, we're going to stay stuck. 00:28:21
Today, like it's ground. 00:28:24
Looking ahead. 00:28:26
Four areas that we have talked about as a team. 00:28:28
Between the board and management. 00:28:31
We're looking at. 00:28:33
One time salary adjustments as an opportunity for future. 00:28:35
Investment. Umm. 00:28:39
Infrastructure as another future investment opportunity. 00:28:40
Economic development within the Community. 00:28:44
And flight reduction. 00:28:47
And that is all I have this morning. I would be happy to answer any questions you have. 00:28:50
Supervisor client. 00:28:56
Mayor and I, I I'm good. 00:28:59
This, this is good. I know we have a lot of work coming up in the. 00:29:01
Year to come. 00:29:04
But I'm good for now. 00:29:06
Christians, thank you. So the salary plan, you said it starts next year, but you really mean now? 00:29:08
It's starting now. 00:29:13
The the 3 1/2% adjustment. 00:29:15
It's when the when the board adopts the budget, we can put it into effect. 00:29:18
If you so designate OK. 00:29:23
So once we do that, it does start. 00:29:25
Now, yes, that's my understanding. All right. And then? 00:29:27
A little confused because what is this item comparable to item 2C? 00:29:31
To see was for a figure of 230 million. 00:29:35
And that had to do with the. 00:29:39
Property tax levy. 00:29:42
I don't understand the difference here so. 00:29:44
The Property Tax Oversight Commission and the Legislature require. 00:29:47
And we have a truth and taxation hearing. 00:29:50
Which is what item C was. 00:29:53
And that is so that we can be transparent. 00:29:55
With the public. 00:29:58
That, umm. 00:30:00
This year's. 00:30:01
Property taxes of 4/19. 00:30:02
Her 100 of assessed value. 00:30:05
Our 230,000. 00:30:07
450 and $0.29 more. 00:30:09
Than they would be if we had not had a truth in taxation hearing. 00:30:12
And then we are. 00:30:16
Required by statute to have a separate hearing. 00:30:18
Through the entire budget, which is 217 million, so the 2:30. 00:30:21
In the 217. 00:30:26
I see. I see the difference. Thank you for that. 00:30:27
Thank you. 00:30:30
OK. I, I have no questions. Thank you very much. 00:30:31
I will open it to the public. 00:30:35
No one had faith. 00:30:38
No one here. 00:30:40
So I will close the public hearing and I'll call for a motion. 00:30:42
Mr. Chair, I'll move to adopt Resolution number 260701 authorizing the adoption. 00:30:46
Of the fiscal year 2027 helicopter budget in the amount of. 00:30:52
217 million. 00:30:56
$149,784. 00:30:58
I'll second that. Having a motion a second. All in favor say aye. 00:31:02
Aye aye aye. F passes it unanimous. 00:31:07
Regular. 00:31:10
Agenda items. 00:31:12
We are recessing as the Gila County Board of Supervisors and convene. 00:31:14
As the healer. 00:31:19
County Board of. 00:31:21
Posit. 00:31:22
So move, Mr. Chair. 00:31:25
I will second. 00:31:26
Having a. 00:31:28
Motion and a second all in favor, say. 00:31:29
Aye, aye. 00:31:32
I3. 00:31:33
Information discussion Action to adopt resolution number. 00:31:36
26-07-03 which authorizes the chairman signature. 00:31:40
On the Addendum 2. 00:31:46
Of the agreement between Gila County and JP Morgan Chase Bank. 00:31:47
In A to provide. 00:31:52
The revolving. 00:31:54
Lines of credit for Gila County special tax districts. 00:31:55
Expiration date. 00:32:00
In the agreement. 00:32:04
From. 00:32:05
July 1st, 2026 to June 30th, 20. 00:32:06
27. 00:32:10
Monica, good morning. 00:32:11
Good morning, Mr. Chairman, Supervisor Christians, Supervisor Klein. 00:32:13
So, yes. So every year I must come to you to get the lines of credit for the special districts renewed again for another fiscal 00:32:16
year. 00:32:20
And this is to cover them in a. 00:32:25
Timing of property tax revenue received. 00:32:28
And if there's not enough in their accounts to cover. 00:32:31
The special districts to operate without. 00:32:34
Interruptions. So they have to go through underwriting with the bank and then they get approved. 00:32:37
So the amount approved has not changed from the last time, the on June 28, 2024. 00:32:42
The Board of Supervisors. 00:32:48
Capacity of Hila County Board of. 00:32:50
Deposit adopted the resolution #24-07-04. 00:32:52
Authorizing the chairman's signature on the documents between the county and JP Morgan Chase Bank. 00:32:58
And to provide revolving lines of credit. 00:33:04
For the Tequila County special Districts and test Station. 00:33:08
And I can go through the numbers, gentlemen, if you like. 00:33:14
Supervisor of the plan Christensen. 00:33:17
Monica, I'm good. 00:33:20
I don't think I'm I'm good as well. 00:33:21
Any other questions? 00:33:25
Any any questions, John? 00:33:27
Thank you for getting this done. 00:33:29
Because those districts depend on that. 00:33:30
Thank you, Mr. Chairman. And Monica, I suppose we do this every year. I just can't recall so. 00:33:33
I didn't realize we had an evolving line of credit, and that's just because sometimes the districts need their money. 00:33:39
Before we have collected the taxes to pay, that is correct. And so it's sort of a just a revolving thing. 00:33:44
Great. All right. Thank you. That's all I have. 00:33:50
OK. 00:33:54
Then I'll call for a motion. 00:33:58
OK. So, Mr. Chairman, I'll move to adopt resolution #26-07-03. 00:34:01
I'll second that. 00:34:06
Having a motion if. 00:34:07
And a second all in favor say aye, aye aye. 00:34:09
I3A is unanimous. 00:34:13
Now I need to adjourn as the Hilo County Board of Deposit and convene as the Hila County Board of Supervisors. So move, Mr. Chair, 00:34:15
I will second. 00:34:20
Having a motion a second, all in favor say aye aye. 00:34:25
Aye, aye. OK, we're moving on to 3. 00:34:28
Good morning. Good morning. Information, discussion, action. 00:34:33
To approve. 00:34:37
Contract number. 00:34:38
Ctr. 07. 00:34:39
45. 00:34:42
70-GC2. 00:34:43
With Exxon. 00:34:46
Enterprise Incorporated. 00:34:48
For the Exxon. 00:34:50
Justice Premier plus plan. 00:34:52
And, umm. 00:34:55
Related Services for the period of July 21st, 2026. 00:34:56
Through June 20th. 00:35:02
2031 in the amount not to exceed. 00:35:03
270,000. 00:35:07
$950.26 including Apple. 00:35:10
Applicable taxes. Joseph Collins, good morning. 00:35:15
Morning. I've never presented before Board of Supervisors, lots of judges and tribunals and courts. So. 00:35:19
If I miss protocol, please forgive me. 00:35:25
This would be my first time, should be gentle. 00:35:28
This is This is the Axon product. I'm sure the. 00:35:31
The board has seen a lot of requests for body Cam and money for. 00:35:35
Those types of things. And as you probably guessed. 00:35:39
Law enforcement is moving into kind of a modern technology. 00:35:41
With body Cam and everything else. So the county attorney's office kind of needs to keep up. 00:35:45
So we've actually moved to more of a digital office we've moved to. 00:35:49
Lots of body Cam. I'll give you an example. I have a homicide case. I have 80 hours of body Cam. It's just the one case and 00:35:57
that's. 00:36:00
To start, so in order to have that body Cam, we have to redact it. So we don't disclose victims information or public or private 00:36:03
confidential information. So all of that. 00:36:08
Comes from the agencies. 00:36:14
And we have different agencies that we work with. We have the Sheriff's Office as well as the cities and things like that, so. 00:36:15
Acts on Justice is a program. 00:36:22
That Axon has developed. 00:36:25
Based upon. 00:36:27
Evidence.com and multimedia evidence that's used including body Cam. So what happens is. 00:36:28
This product manages that media, so it collects. 00:36:34
From both evidence, COM or Axon. So let's say for example global PD. 00:36:38
Investigates a crime. They've got body worn camera. They use evidence.com and Exxon. 00:36:44
Well, the Sheriff's Office might be involved. They use something different. They use command central. 00:36:48
Which is a Motorola product. What this product does is it gathers it all in one place. 00:36:53
And it allows the prosecutors to see it all. 00:36:58
It allows us to redact the information that needs to be redacted. 00:37:01
And then subsequently shared out to the defense attorneys. 00:37:04
Or the the individual being represented. 00:37:07
So that they can review it. 00:37:11
Before the case settles, goes to trial, or whatever the outcome might be. 00:37:13
What it does? 00:37:18
It's all cloud storage. 00:37:21
This excellent justice will do. 00:37:22
It will take some stress off of our. 00:37:24
County Network. 00:37:27
Right now we have body Cam. We download it from the cloud and put it on the county network. 00:37:28
This acts on justice. What it does is it stores it in the cloud so we don't burden our network with it. 00:37:34
So it'll free up space and hopefully it'll free up the hardware. 00:37:39
Both resources. 00:37:43
The actual hardware, maybe money and the maintenance for having to. 00:37:45
Maintain. 00:37:50
The actual network where we store that. 00:37:51
Also, there's little executive summary that they put together for me Which. 00:37:54
Kind of adopted. 00:38:00
It allows us to read and review like there's surveillance video from somewhere. We can put that in acts on justice. 00:38:02
It tracks it so once we get it in. 00:38:08
And disc it. 00:38:11
Tracks when it was disclosed to whom it was disclosed. 00:38:13
All these things are very important from a constitutional perspective. 00:38:15
When we first started looking at this, we've used Axon for many years. 00:38:20
We started looking at this particular product. 00:38:24
And I talked to Mr. Beauchamp about it and he's informed me that this comes completely out of his budget. I don't. 00:38:27
We're not asking for additional monies for it, so it comes out of the county attorney's budget. 00:38:32
So there's no additional. 00:38:37
Funds that we're asking for. 00:38:38
But it'll assist us in becoming more efficient. 00:38:40
With both our prosecution. 00:38:44
And represent. 00:38:46
From the state's perspective in criminal cases. 00:38:47
So are there any questions? 00:38:51
Supervisor client. 00:38:55
So thank you for the presentation. So I'm not a. 00:38:57
IT geeker. 00:39:00
Nerd. I don't understand a lot of this stuff but. 00:39:01
This program is pretty secure as far as the vulnerability of getting hacked or anything like that. Yes Sir. 00:39:03
And it has. 00:39:10
And so maybe Carrie can help do you. It has our. 00:39:11
Our county coverage to help protect it is that right and being in the cloud is that also have been a. 00:39:14
So actually I looked at the software with Mr. Voluntary and it is. 00:39:20
It is. 00:39:24
All secure. It is in a secure location. 00:39:25
And as far as to reiterate back to help with the resources is the way it works is they download the body Cam footage and it takes 00:39:27
up. 00:39:32
Quite a bit of space and they eventually go back and remove that. 00:39:36
Off there. That way the data is not sitting there. 00:39:39
But. 00:39:41
You know, they need to be able to work with the systems and it takes up a lot of resources, you know, and you know, we've been 00:39:42
able to give them the resources and stuff and make it available for them. But it is definitely secure. It'll definitely make it a 00:39:47
lot easier for them to workflow between here and. 00:39:52
In Payson and for the. 00:39:57
For the attorneys field to. 00:39:59
Be able to do that so. 00:40:01
So actually I'm to assist in your. 00:40:02
Question actually is used by. 00:40:05
80 to 90% of law enforcement agencies in Arizona. 00:40:07
And through the nation. 00:40:10
And so DPS uses it. 00:40:12
And and many other agencies. So from a security, is it hackable? Well, I mean, nothing's perfect, but. 00:40:15
This this particular program has been around for a while. 00:40:22
Quite quite a few years. I don't know when it actually started, but. 00:40:25
I've been practicing law for almost 30 and I've seen. 00:40:27
Body Cam and Axon for the last 10 at least. 00:40:30
And again it's. 00:40:33
It's very secure so I've never heard of somebody hacking it or. 00:40:36
Fiddling or messing with any of the data that's stored in there. 00:40:40
And it's stored off site, so if there is an event where it is infiltrated by somebody from the outside. 00:40:43
It's not on our network, it's Axon that has to deal with that. 00:40:49
And they take. 00:40:54
I don't they take that they take that liability because of the contract and wanting. 00:40:54
OK, well, that's good. You know that. 00:40:59
They work hard every day trying to figure out ways to hack up and everybody else so. 00:41:01
The other question I would have for you and maybe you've already. 00:41:06
Said but you got in here and related services. 00:41:10
So downloading the. 00:41:14
The body cameras and and being able to have the ability to redact and do all that. 00:41:15
Well, is there any other related services other than that or? Yeah, there is. It's they're kind of minimal. 00:41:20
The one of them is the related service will be a portal. 00:41:27
So that we can get information from other agencies that don't use evidence.com. 00:41:31
I actually printed the contract. They've got a mobile app that comes with it. They've got. 00:41:37
AI and transcription services so it will transcribe body Cam so it makes it easier to search. 00:41:43
The body Cam. 00:41:50
Perfect, but if you're looking for like, I'll kill you. 00:41:51
You can search it in the in the transcript and find that and so those are the other services that are referred to. 00:41:55
They actually have an AI redaction program that's getting better. It's not. 00:42:01
Great, but it works fairly well for most purposes. 00:42:05
AI is infiltrating the world whether we like it or not, so we might as well put it to use. 00:42:09
This particular AI is. 00:42:14
It's a close concept AI, so it's not. 00:42:17
They don't go out on the Internet. 00:42:20
To teach the AI how to work. 00:42:21
They use just what's within the system. 00:42:23
So it's not opening. 00:42:26
Are being hacked, so it uses that. So those are those are the other services that are available, OK. 00:42:28
OK. Well, thank you. 00:42:33
Supervisor Christians, thank you, Chairman, thanks for the presentation. I think it was great and. 00:42:35
I like the fact too that this is a 5 year. 00:42:40
Contract, so it's not like 270,000 per year, it's a little over 50,000 a year. 00:42:43
And it seems like a very needed process in order to. 00:42:49
Secure the information in the. 00:42:53
Evidence that we have, yeah. 00:42:56
Yeah. OK. That'll be very helpful, right. 00:42:58
Thank you. 00:43:00
OK, I I have no questions. I appreciate your presentation. 00:43:01
And we've seen somebody's always watching. 00:43:05
Anyway, so. 00:43:08
Here we go, the new world, the new world of today. So thank you very much and. 00:43:10
Have a great day and. 00:43:17
And travel safe. Thank you much. 00:43:19
OK. OK. Gentlemen, I will call for a motion on three. 00:43:21
Mr. Chairman, I move to approve contract #CPR074570 Dash. 00:43:28
GC2 with Axon Enterprises incorporated as presented. 00:43:34
I'll second it. 00:43:38
Having a motion a second, all in favor say aye aye. 00:43:39
I3B passes unanimous. 00:43:43
We're going to regular agenda item. 00:43:46
3C Information discussion action to adopt Gila County. 00:43:49
Elections Department and Halo County recorders. 00:43:53
Statement of Principles and Procedures, Mr. Joe Elbow. 00:43:57
Thank you. Good morning, Mr. Chairman and members of the Board. 00:44:03
I'm sure you're aware today is Election Day, so the reporter can't be here. She's. 00:44:06
Is he doing her job? 00:44:12
That over a period of time. 00:44:14
I worked with the recorder and with the elections department to prepare. 00:44:17
The statement of principles. 00:44:23
That the board is. 00:44:25
Being asked to to approve today. 00:44:26
Mrs. Madagle Smith has. 00:44:29
Approved it. 00:44:32
In consensus, and I believe has signed it and transmitted that to the. 00:44:34
To the clerk of the board. 00:44:39
And the basis for this? 00:44:41
Is the dispute that arose in Maricopa County? I'm sure the board may. 00:44:43
The following parts of that dispute that's been. 00:44:49
In and out. 00:44:51
Playing the recorder in the Board of Supervisors. 00:44:52
Regarding who has what responsibilities. 00:44:56
With regard to elections. 00:44:59
Put voter registration in those issues. 00:45:01
And this has come up in in other counties. 00:45:04
And I've discussed the matter with. 00:45:07
Deputy county attorneys and other counties. 00:45:10
And develop this the statement of principles. 00:45:13
It's pretty general. 00:45:16
Really for the. 00:45:17
For the. 00:45:19
Division of responsibilities and shared responsibilities happens. 00:45:20
Is in the table that's attached. 00:45:24
To the document that the board is being asked to approve today. 00:45:26
And once this is approved. 00:45:30
Then what will be subject to change? 00:45:32
Is. 00:45:35
Will occur in the in the various. 00:45:36
Titles of Arizona Revised Statutes. 00:45:39
That apply it if you look at the text of the statement. 00:45:42
The Elections Department and the Recorder have responsibilities for voter registration elections. 00:45:47
In titles 911. 00:45:55
15/16/19 and 48. 00:45:57
It's a pretty intricate web. 00:46:01
In the time to figure out. 00:46:03
When one. 00:46:06
Office either the Recorder or the Elections office. 00:46:08
Needs to respond or deal with the matter. 00:46:11
Isn't when the question comes up it has to be planned ahead of time? 00:46:14
And so this document. 00:46:17
Is meant to. 00:46:19
To put that. 00:46:20
In place and allow for amendment as is laws change. 00:46:21
Or as the elections procedure manual changes. 00:46:26
It's generated every two years by the. 00:46:29
Secretary of State's Office. 00:46:31
And other counties have done similar. 00:46:34
It reached similar agreements between the recorder and the Board of Supervisors. 00:46:38
But this being an election year. 00:46:44
In anticipation of the presidential election in 2028. 00:46:47
The recorder and the elections. 00:46:53
That department thought this would be a good place to. 00:46:55
To have this. 00:46:58
This created and established by the Board of Supervisors. 00:47:00
Again, I meant to have this on the agenda. 00:47:04
With the meeting previously but. 00:47:08
That didn't quite workout, so it's a little bit ironic that we're doing this on Election Day. 00:47:10
And I'd be glad to answer any questions, Supervisor. 00:47:16
Joe what? What, what? Once we. 00:47:21
These principles and procedures then is. 00:47:23
Are you recommending a time frame when they're? 00:47:26
Reviewed again like every. 00:47:29
Other year, every five years or anything, or they're just going to sit there until. 00:47:31
You know again. 00:47:35
Mr. Chairman. 00:47:37
Kind of, Supervisor Klein. 00:47:38
This was written so that it. 00:47:40
What matters? What changes? 00:47:43
Or the duties assigned in the tables and those are based on what? 00:47:45
Changes occur in law from time to time. Where what changes in the elections procedure manual? 00:47:50
So once it's adopted, perhaps in the future there's another board or another. 00:47:55
Recorder may find the need to want to change something. 00:48:00
But this is meant to be. 00:48:04
Applicable for the near future especially. 00:48:07
For this election and for the 2028 presidential. 00:48:11
Election and just as a. 00:48:14
There's another point. 00:48:17
To make. 00:48:19
Every year that the recorder especially gets flooded with. 00:48:21
Public records request recording. 00:48:24
Requesting voter registration. 00:48:26
This users litigation going on. 00:48:29
They brought the state and federal level regarding these issues, so it's important. 00:48:31
That both the elections department and the Recorder understand. 00:48:35
What their duties are. 00:48:39
And how those two offices work with each other? 00:48:41
During these critical times. 00:48:44
If you look at the. 00:48:46
Organizational charts in those office. 00:48:48
Offices. Each of them is is pretty lightly staffed. 00:48:50
Is it puts a tremendous burden on each of those offices. 00:48:54
And the more we can do to simplify. 00:48:57
And clarify their roles for them. 00:49:00
Easier it is for them to do their work in serving the public. 00:49:02
I agree, Jill. Thank you. 00:49:06
Supervisor Christian. 00:49:09
Thank you, Chairman. 00:49:11
Joe, thank you and. 00:49:12
So before we vote on whether or not we adopt something. 00:49:14
Like this was the recorder and the elections department informed that these. 00:49:19
This document so that they could review it. 00:49:23
And discuss whether or not they had any. 00:49:27
Additional issues or anything like that? 00:49:30
Yes, Mr. Chairman, and your word? None. 00:49:32
Yes, How is she? 00:49:35
OK. Thank you. 00:49:36
OK. And Joe, I have no questions. 00:49:38
So thank you very much for for this in your presentation. 00:49:41
And so I will call for. 00:49:45
A motion, Mr. Chair, I'll make the motion to adopt the Gila County Elections Department. 00:49:48
And Gila County Recorders Office statement of principles and procedures. 00:49:54
I will second. 00:49:58
OK, I have a motion second. All in favor say aye. 00:50:00
Aye aye, 3C was united. 00:50:03
Mr. if you Don. 00:50:08
The mayor just came in and I'm gonna move Jay up if that's. 00:50:10
If that's OK, gentlemen, if you don't mind. 00:50:14
We're going to go with Jay before. 00:50:17
D and. 00:50:21
I think the. 00:50:24
People here to. 00:50:25
For that and so anyway, we're going to Jay information, discussion action. 00:50:27
To approve intergovernment agreement number 0708. 00:50:32
2026. 00:50:37
Between. 00:50:38
Gila County City. 00:50:40
Town of Miami and. 00:50:43
Collaborative and development. 00:50:46
For a long term. 00:50:49
Regional flood mitigation. 00:50:52
Plan. 00:50:55
Also Freeport as well. 00:50:56
It's not in here so. 00:50:59
Chairman, members of the Board, thank you. 00:51:02
So Freeport reached out to. 00:51:04
Gila County. 00:51:08
City of Globe in the town of Miami. 00:51:09
And proposed. 00:51:11
That the organizations work together. 00:51:12
To come up with a flood mitigation plan for southern Gila County, which impacts businesses and counties. 00:51:15
Towns and cities alike. 00:51:22
And how we do business. 00:51:24
And Freeport was actually willing to hire an outside expert. 00:51:26
To bring into this. 00:51:31
Agreement. Uh. 00:51:34
And pay for that. 00:51:35
And what they asked for was they asked that we come up with an IGA. 00:51:36
Outlining exactly the reasons. 00:51:41
For this particular agreement. 00:51:43
And inside the IJ, you'll see that the stated goal in the agreement is for Gila County. 00:51:45
City of Globe, Town of Miami and Freeport to work together with regional stakeholders. 00:51:50
And a team of post wildfire flood mitigation experts to develop a comprehensive regional flood mitigation plan. 00:51:55
So in my opinion, this is an excellent. 00:52:02
Agreement in partnership with the stakeholders. 00:52:05
And I thank Freeport. 00:52:08
For umm. 00:52:10
Allowing us to participate in this. 00:52:12
And paying for the outside expert. As you all know, we have had multiple flooding incidents over the last several years. 00:52:14
And So what we're trying to do is come up with. 00:52:21
A plan to possibly work towards mitigating or reducing the risks in the future. 00:52:24
Especially for southern Gila County. 00:52:30
And we do have. 00:52:32
The stakeholders in the audience today. 00:52:34
And I'll be happy to answer any questions or. 00:52:37
If you have a question for any of them. 00:52:40
They'll be happy to come out here and. 00:52:42
Discuss this with you as well. 00:52:44
Thank you, Michael. Yeah, we have Alexis Rivera of Miami. 00:52:46
Manager. Manager. 00:52:50
We have Mayor Al Gomeros. We have manager. 00:52:51
Paul Jepsen, We have a. 00:52:54
Couple of the councilmen, thank you very much for being here today and we have Robin from Freeport Mcmoran, so. 00:52:55
Supervisor Klein, do you have? 00:53:03
Question. I don't have any questions, but I do believe this is absolutely the right way to be going. 00:53:05
And Robin, I really want to thank you for starting all this and putting it together and. 00:53:10
And doing this it does. 00:53:14
If we can all be together around that table and and discuss this and put a good plan together. 00:53:16
Will be that much for their head next time. 00:53:20
So thank you all and thank you all for being here today. 00:53:23
Supervisor Christians, you have things. I'll just add to that and say thanks for the partnership. 00:53:26
We've seen some real challenges and we're. 00:53:31
And it's going to continue and. 00:53:36
We need to be able to work together because together we're stronger than we are. 00:53:38
By ourselves. So thank you very much for. 00:53:43
Showing up, coming and. 00:53:46
Working together. 00:53:48
Yes, and I, I, I thank you all as well. 00:53:50
Mr. Jepsen. 00:53:53
At one point in time recently, I called and asked for a meeting with you. 00:53:54
On some of our combined constituents. 00:54:00
Because the mayor asked me to talk to staff. 00:54:03
You did not have that meeting with me. 00:54:05
So I'm hoping as we go forward in the future. 00:54:07
We will have a better form of communication. 00:54:10
Beings that were entering this partnership, I would appreciate it very much. 00:54:13
So thank you. 00:54:18
If there's no further comments. 00:54:20
I will call for a motion on. 00:54:23
Thank you, Mr. Chairman. I will move to approve interdevelopmental agreement number 07. 00:54:27
082026. 00:54:32
Between Hila County city Globe. 00:54:34
Out of Miami. 00:54:36
As it was presented. 00:54:38
I'll second it. 00:54:39
Having a motion a second, all in favor say aye. 00:54:40
Aye, aye. 00:54:43
I3J was accepted unanimously. 00:54:44
Thank you, gentlemen, and thank you all for the partnership. 00:54:48
OK, now we're going back. 00:54:52
To AD. 00:54:54
3D information action. 00:54:57
To approve amendment #3. 00:54:59
To site lease agreement number 08022. 00:55:02
1-2. 00:55:06
With R&M Repeater LLC. 00:55:08
Increasing the maximum. 00:55:12
Compensation. 00:55:14
By $501.72. 00:55:16
To a revised term amount not to exceed. 00:55:20
13,000. 00:55:23
$52.28 for the lease. 00:55:25
Term ended. 00:55:29
June 30th, 2026. 00:55:31
Deputy. 00:55:35
Chief. 00:55:36
Good morning. Good morning. 00:55:38
Advisors. Uh. 00:55:41
Chairman. Humphries. Supervisor. 00:55:42
Client Supervisor Christian Christian. 00:55:45
Yes, Jim Lottie with the Gila County Sheriff's Office. 00:55:47
Basically this was. 00:55:49
Provided for in the initial contract. 00:55:51
That there be up to believe a 4% increase each year in the rent and that's what this 501 dollars is. 00:55:53
The sheriff would ask that that be approved. 00:56:01
OK. Thank you, Supervisor clone. 00:56:04
Any questions? 00:56:06
I just had one. Where's the R&M repeater located at, Jim, do not. 00:56:07
Diamond Point. 00:56:11
OK. Yes, on the North End. 00:56:12
Yes, thank you. 00:56:14
And I have no questions and thank you very much. 00:56:17
Thank you. And so gentlemen, I will call for a motion on three. 00:56:20
Mr. Chair, I'll make the motion to approve. Amendment #3. 00:56:24
To the site Lease agreement number 080221-2. 00:56:29
With R&M Repeater LLC as presented. 00:56:34
I will second it. 00:56:38
Having a motion a second, all in favor say aye. 00:56:39
I3DS unanimous. Thank you. 00:56:43
OK. We're going on 2/3 E. 00:56:47
After my discussion, action to approve. 00:56:52
The one year renewal. 00:56:54
Ofthemoney.com. 00:56:56
Enterprise software subscription agreement. 00:56:58
For the period of June 30th, 2026. 00:57:02
Through June 29th, 2027 in the amount not to exceed 49,900. 00:57:06
And $8 plus applicable taxes. 00:57:13
Karen, good morning. 00:57:16
Good morning, Chairman. Good morning, supervisors. 00:57:18
I just. 00:57:21
So this software is for our. 00:57:22
Project management, our ticketing system that is used with multiple departments throughout the county we're. 00:57:24
We have. 00:57:29
Departments that are using the software. 00:57:31
And it's making it a lot easier for us to manage our day to days. 00:57:33
So and that's what this renewal is for and the reason that we're bringing it for you, it is under the 50,000, but with the added 00:57:37
taxes it does go over the 50,000. So that is why we are bringing it to you so. 00:57:42
OK. Supervisor Klein, any questions? 00:57:49
Kerry, how long have we had this? 00:57:51
Well, I brought monday.com in. 00:57:55
To hear, probably about. 00:57:57
Five years ago about, I think it was. 00:57:59
Two years ago we started using it a little bit more. Last year we actually spread it out to the other departments even more so. 00:58:03
Then you've been used being used for quite a few years. 00:58:10
So is there a time coming up soon? Then they'll have to be. 00:58:13
Put out again to. 00:58:16
For new contractor. 00:58:17
When's that going to be up? 00:58:21
I think it's a yearly renewal on this. I'm not exactly sure, I'd have to ask. 00:58:23
Dave maybe would be able to answer. I guess I'm asking because most contracts have a renewal. 00:58:28
Every year for. 00:58:32
Three years, four years, five years, stuff like that. So. 00:58:34
That's why I was asking, yeah. 00:58:37
I can find out for you. 00:58:39
Olivia knows. Wait, Olivia can help, maybe. Sorry, sorry. This is on an annual renewal. 00:58:40
Monday.com has been good about working with us when we have gone over, you know, on the. 00:58:48
Few days, you know, because obviously this agreement the last year. 00:58:55
Ended on June 29th. 00:58:59
And so we're a few days over. They've been good about working with us on that, but it is renewable each year. 00:59:01
So I'm just going to ask you, Olivia, since you're there. 00:59:08
How long do we go with that before we ask for a new contract? 00:59:12
Put it out, I mean. 00:59:15
Is I, I know there's got to be other companies out there that would want to bid on something like this or whatever, so. 00:59:16
We can do that at any time. 00:59:23
Oh, we don't have to necessarily do a formal solicitation. 00:59:25
For it, we certainly can. 00:59:29
If if there's any reason that we would want to increase the competition on that, we can always go out and get 3 quotes. 00:59:32
And I have no idea if there's a need to or not. 00:59:40
I'm just asking because. 00:59:43
Every contract that I've ever seen come in front of me, he's got like a. 00:59:44
345 year. 00:59:47
Life Strand. 00:59:49
And then it's done and it's re advertised. 00:59:50
A lot of times it's the same company that that's awarded the. 00:59:53
The bed and we go again. So that's why, that's why I was asking. 00:59:57
On this, yes. So that is always an option. Software I think maybe can be a little bit tricky because people get used to working on 01:00:01
a particular platform. 01:00:06
And there's certain functionalities and things like that, that maybe a certain program has that another one doesn't, things like 01:00:11
that. But we're always happy to go out and get quotes, do demonstrations. That's in the back of my mind too. And Carrie knows way, 01:00:17
way more than I do. But the way things advance every year. 01:00:22
What's out there? 01:00:29
That could help us from being. 01:00:30
Tampered with, let's just say, or whatever, certain. Thank you. Thank you. 01:00:32
Supervisor. 01:00:37
Yeah. Thank you. 01:00:39
Is this the same amount as it was last year? 01:00:40
Did it go up? 01:00:43
It's approximately, it's approximately the same as what it was last year. 01:00:45
All right. Thank you. That's all I have. 01:00:49
OK, I have no. 01:00:51
Questions. So I'll call for a motion. 01:00:52
The Chair moved to approve the one year renewal of the monday.com Enterprise Software Subscription Agreement. 01:00:54
As presented. 01:01:01
I'll second that having a motion second. All in favor say aye aye. 01:01:02
I3A passes, you now will go on to 3F. 01:01:07
Information, discussion, Action to approve professional services contract number 060826 with Wayne J Peak. 01:01:11
To provide. 01:01:19
Land use of. 01:01:20
Counsel Services. 01:01:22
And support of the comprehensive master plan. 01:01:23
Update and zoning ordinance rewrite through final adoption. 01:01:27
By the Board of Supervisors. 01:01:32
In the amount. 01:01:33
Not to exceed $150,000. Mr. Plummer. 01:01:35
Hi, good morning, Carmen. 01:01:39
Supervisor. 01:01:41
This is a not to exceed contract. 01:01:42
It was requested by the county's Attorney's Attorney's office. 01:01:45
To review the rewrite. 01:01:49
Of the zoning. 01:01:52
This has. 01:01:53
This gentleman has the expertise that the County Attorney. 01:01:54
Needs. So with that I. 01:01:58
More than happy to answer any questions. 01:02:01
Supervisor Klein. 01:02:04
I know I've got a question in there, Randy, but I'm not, it's not coming out like I'm one to ask, but. 01:02:06
So. 01:02:12
These are the folks. 01:02:13
That are putting together our master plan. 01:02:15
Update and working with the zoning ordinance. 01:02:18
No, Sir, this is an individual. 01:02:21
That has the expertise and the lawyer. 01:02:24
To review ours to make sure we are. 01:02:27
According to state law. 01:02:31
And everything else that goes with that. 01:02:32
But we have a contractor doing this for us though, right? So we have a contractor rewriting. 01:02:36
The zoning ordinance. 01:02:41
We have. 01:02:43
An RFP out for. 01:02:45
Master Plan. 01:02:47
This is to review it to make sure that we are Co compliant. 01:02:49
Legal and that's going to cost us $150,000. We're hoping not, Sir. This is a not to exceed. So it's an hourly rate. 01:02:53
Gotcha. So once all that comes in across the. 01:03:01
The county attorney's desk and this person, whoever it is. 01:03:04
Will be the one. 01:03:07
That will review it. 01:03:08
Make sure everything's in place. 01:03:11
And bring it on to us. 01:03:12
Correct, there's mud. 01:03:14
So, all right, thank you. 01:03:18
Supervisor Christians, Yeah, thank you. So. 01:03:21
There's a lot of working parts to do in the master plans. 01:03:25
And this particular part. 01:03:29
Is to pay for legal services that our own County Attorney does not have the expertise and staff to conduct. 01:03:31
Basically OK. 01:03:39
And all right, if we want to get it right. 01:03:41
And so this guy's going to help us make sure it's right. 01:03:43
Thank you. 01:03:46
Yes. And I, I would think that our County Attorney does. 01:03:47
Have the ability to do this, but I would think that he does not have the time. 01:03:51
With everything else that he has going on. 01:03:56
And what I was going to be at the first public meeting that we had the other day. 01:03:59
I, I I would. 01:04:06
I would think that some of the. 01:04:07
Of writings of that. 01:04:10
Could go through. 01:04:13
This before we go to a public meeting because there will be a lot of things created. 01:04:14
That won't be legal. 01:04:21
Or allowed. 01:04:23
So anyway. 01:04:24
That's my $0.02 worth so. 01:04:27
Thank you very much for your. 01:04:29
Presentation and this gentleman will. 01:04:31
Will work I guess. 01:04:35
After these people. 01:04:37
Figure out. 01:04:40
What they want to. 01:04:41
Present as an ordinance to the public or questions of that. 01:04:42
Then he will review it. 01:04:47
Review it as they go. 01:04:49
Review it as they go. 01:04:52
To make sure that we are compliant before we presented to the. 01:04:53
OK, good. Yeah, because I. 01:04:57
I could see. 01:05:00
I could see that saving a lot of time and trouble. 01:05:01
OK, so. 01:05:05
Thank you very much for that. Any further questions? 01:05:06
No, OK. 01:05:10
Then I will call for a motion on 3F. 01:05:11
Mr. Chair, I'll make the motion to. 01:05:16
Prove professional services contract number 060826. 01:05:18
With Wayne Peck. 01:05:25
As presented. 01:05:27
I will second. 01:05:28
Having a motion a second, all in favor say aye. 01:05:30
Aye, aye. 01:05:32
I3F. 01:05:35
Passes unanimous. We'll go to 3G. 01:05:36
After my discussion, action to ratify the Board of Supervisors approval. 01:05:39
Of the submittals. 01:05:43
Of a. 01:05:45
12 D Fund request. 01:05:46
Application to the tunnel Apache Tribe. 01:05:48
For the 12. 01:05:52
Enterprise Fund. 01:05:53
For the Star Valley water. 01:05:55
Well, fire. 01:05:57
Dip site. 01:05:59
Approve the 12,000. 01:06:01
$571 and. 01:06:03
$0.27 grant awarded. 01:06:06
And authorized the Chairman to sign the 12 D fund request application. 01:06:09
Troy, good morning. 01:06:15
Thank you, Chairman. Supervisors. 01:06:16
I believe this is. 01:06:18
The only item on your agenda today where we're asking you to accept. 01:06:20
Money and not spend money so. 01:06:24
Happy to present that for you. 01:06:26
This is for a like it says it's for a well site out of our Star Valley yard. 01:06:28
We're going to use this well site. 01:06:34
We did get 3 bids on it it. 01:06:37
The lowest bid came in at like around 50 grand. 01:06:39
So we want to use this money to go towards putting that well site in out of the Star Valley. 01:06:43
Yard and that's going to be hooked directly to our client tank. 01:06:48
We do have a well out there right now, but it's about 900 yards to the. 01:06:52
North and east of where we want to put this, it's behind a building. 01:06:56
It's tucked away by. 01:07:00
Other things that are in the way. 01:07:02
Natural impediments to it so. 01:07:05
What we currently have to do is we have to take our client, take one that's empty. 01:07:07
Take it over there, fill it up, and then move it back to where we can use it. 01:07:10
The idea here is to actually have the well outside of this location. 01:07:14
At the Star Valley. 01:07:20
Hook the clientele directly up to it. So our clientele 24/7. 01:07:22
That way if there's an issue or if there's a fire deed, we'll have it if we need to. 01:07:26
To help fill a dip it we can help do that because our client thinks consistently filled. So I also hope our roads crew. 01:07:31
At the same time, it's just more efficient, more effective, and it's going to make this more. 01:07:39
Readily able to respond to an emergency if it comes out. 01:07:43
And with that, I'd be happy to answer any questions you might have. 01:07:47
Troy, thank you. 01:07:53
So you're doing the new well. Is that right or? 01:07:54
Yes, Sir. OK, So are we going to be able to keep our old well or do we have to abandon it? 01:07:57
We can keep the. 01:08:01
And so and it's not. 01:08:02
Feasible to use I mean. 01:08:04
Where it's at is a location or. 01:08:06
Very ineffective and inefficient. We have to move the client to it. 01:08:09
Because it's we can't keep the clientele where it's at because it's got buildings and it's our operations for our theater going 01:08:14
on. 01:08:18
And it's kind of tucked away in a corner. 01:08:21
And the Star Valley yard. 01:08:23
Very inconvenient location for it. 01:08:26
So this $12,000 and and I really want to thank the tunnel Apache tried for this. 01:08:29
Grant to. 01:08:36
Is a portion of what it we're going to spend on a new will. 01:08:38
But because I'm asking these questions because I'm not aware of that well that we have there, is it a good well or is it marginal? 01:08:41
Depends on how you determine good marginal it. 01:08:51
Does fill up the client tank and it. 01:08:54
But it does take time. 01:08:56
So we haven't had a situation where it is run dry. 01:08:58
But yes it. 01:09:03
Does take a while to recharge to fill the tank up completely? The reason I ask is right there in that particular formation, which 01:09:03
is granite. 01:09:07
Water is a hit and miss situation. 01:09:11
Yes, there's no guarantees you're gonna hit water on this new. 01:09:13
Well, right. 01:09:16
And so that's why I bring it up. 01:09:18
And the other thing I I would. 01:09:21
Would just say is. 01:09:23
Is pipe goes a long ways. 01:09:25
But if this works better and if we've got the money to do it, which I would assume a lot of it's coming out public works the 01:09:28
remainder of that. 01:09:31
Whatever it takes. 01:09:35
Right, correct. And so. 01:09:37
It's worth a try. 01:09:39
I hope it works. 01:09:40
By all means so. 01:09:42
Thank you. Welcome. 01:09:43
Supervisor Christian, thank you, Chairman. And I thank you, Troy, for this. Yeah. 01:09:46
I'm like what? 01:09:49
A small heart. 01:09:51
Sure. It sounds to me that there was some research. 01:09:53
Done, and it can be more efficient for everyone. 01:09:56
So I. 01:10:00
I think us being more efficient helps us out in the long run. 01:10:01
So thank you very much. And if there's no further questions, I'll call for a motion on 3G. 01:10:05
Take the general move to ratify the Board of Supervisors approval of the submittal of A12D Fund request application. 01:10:12
To the Colonel Apache Tribe for the 12 year Enterprise funds for the Star Valley water well. 01:10:18
Our dip site through the $12,571.27 grant awarded. 01:10:23
And authorized the chairman to sign the probe fund request after. 01:10:29
Patient, I'll second it. 01:10:32
Having a motion second all in favor say aye aye. 01:10:34
I 3G passes unanimous on to H. 01:10:37
Information discussion. Action to approve amendment #1 to contract number 04. 01:10:45
232025 with Junk Away LLC for property cleanup services. 01:10:50
Extending the contract term. 01:10:56
From August 5th, 2026 through August 4th, 20. 01:10:59
7 and increasing the renewal term amount. 01:11:03
To a maximum not to exceed amount of $104,000. Mr. Josh back. 01:11:08
Nice Bolo. Thank you. 01:11:14
Have a good day. 01:11:16
Good morning, Supervisor SO. 01:11:18
This went out to a comprehensive bid process last year. 01:11:21
We were looking for someone to help out with. 01:11:24
And at the time, mostly burnt out homes, trailers, properties that didn't have any ownership that we could get in there, using 01:11:26
public health and environmental health statutes to clean up some of those properties. 01:11:31
Junk Away has been with us for a year now. Kaylee and the environmental health team had. 01:11:37
Great experiences with them mostly most of the people around the neighborhoods that obviously they walk by and see them out 01:11:41
working. Everyone had great experiences so we. 01:11:46
Looking to the Board of Supervisors to let us work with them again for a year for properties that. 01:11:50
We work with all three of you for this year. 01:11:55
OK, Supervisor Klein. 01:11:59
My question is Josh and. 01:12:01
And there again, I'm not. 01:12:04
I'm not the, I'm not the expert on contracts by any means, but. 01:12:05
Apparently we have a. 01:12:10
Existing contract with junk way? It sounds like they've done a good service to us. 01:12:12
And so you're going to increase that. 01:12:17
Or extend that contract. 01:12:20
Into this next year. 01:12:22
But you're asking for an increasing the renewal term amount. 01:12:24
If we increase. 01:12:29
The if we're going to do an increase on the renewal term amount. 01:12:32
Does that not warrant a new contract? 01:12:37
Am I reading this wrong man? 01:12:41
Thank you, Supervisor Klein. 01:12:43
Mr. Chair, if I may. 01:12:46
Because of a change in state legislation. 01:12:48
We paused a couple of property cleanups in fiscal 26. 01:12:52
To move them into 27. 01:12:57
So that Gila County could better leverage. 01:12:59
Its legislative resources. 01:13:02
So these funds are actually a carryover from 26 to 27. It's not new money, it's. 01:13:04
It's money that we didn't use last year. 01:13:11
Purposefully. 01:13:13
So that this could get done this year. 01:13:14
With respect to the new legislative. 01:13:17
Efforts at the state level. 01:13:19
So that's all. 01:13:21
I guess Mary. 01:13:23
That's what they're going to run on for this next year is just. 01:13:24
Leftover money from last year. 01:13:27
Yes Sir, because when you read this. 01:13:29
You wouldn't get that out of that topic. 01:13:31
I don't. 01:13:33
So that's why I was asking. 01:13:34
If when you know when it goes to increasing renewal terms. 01:13:36
That tonight that catches my eye pretty quick. 01:13:41
On a contract. 01:13:43
So what we'll end up doing then is at the end of this year, we'll probably reach out for a new contract or go back to. 01:13:45
Whatever the regional one was or. 01:13:51
How does that work? 01:13:54
I would have to look at the. 01:13:55
Original contract to see how many amendments are available. 01:13:56
That would depend on. 01:14:00
Whether there's amendments available within the existing contract? 01:14:02
Yeah, I'm really happy they're doing a good job because we we need a lot of help doing this. I. 01:14:05
I'm just wanting to catch this so we don't have another count. 01:14:10
Contractor breathing down our necks and what's the deal here? 01:14:12
Yeah, OK. So. 01:14:15
Thank you. 01:14:17
OK, Supervisor Christianson. 01:14:20
Thank you, Chairman. 01:14:22
This general fund money. 01:14:24
Correct. Yeah, OK. 01:14:26
That's all I have. 01:14:28
OK, and I have no. 01:14:30
Question. So I'll call for a motion on three. 01:14:32
Mr. Chair, I'll make the motion to approve. Amendment #1. 01:14:35
To contract number 042. 01:14:39
32025 with Junk Away, LLC as presented. 01:14:42
I would have. 01:14:48
Having a motion second all in favor say aye. 01:14:49
Aye, aye, aye. 01:14:52
Three H passes unanimous. I will go to three I information discussion action to approve service contract number 060326. 01:14:54
With advanced home performance incorporated. 01:15:03
To provide weatherization materials and services. 01:15:06
Short term for five residential weatherization projects. 01:15:10
For the period from July 1st, 2026 through September 30th, 2026. 01:15:14
Any amount? 01:15:20
Not just. 01:15:21
Exceed 215,000. 01:15:22
Dollars, Mr. Cash Back. 01:15:25
Chairman, Supervisors, so. 01:15:28
This all one big picture. Again, this is a contract that we took out to bid in March. 01:15:30
We didn't quite get the bids that we were expecting. We improved on the RFP. 01:15:35
At the last meeting you all voted to move that back out to bid again. 01:15:39
Because of the time frame we're looking at. 01:15:44
Extending the current contract that we have with advantage from performance to cover that area. 01:15:46
Until this gets completed. 01:15:51
And also in the meantime, Mr. Driscoll and I and facilities and everything have been at least entering the discussions to see what 01:15:53
it would look like to do this in house. 01:15:58
How that might help out the facilities department get some more, you know, keep the money in the county and then compare that to 01:16:04
those quotes when they do come and see. 01:16:08
You know what the best path forward would be, so it is something we're discussing. 01:16:12
You're kind of looking into every Ave. we can to make this weatherization. 01:16:16
Process worked better for the county. 01:16:20
So hopefully this buys us time to get to that point. 01:16:24
Supervisor client. 01:16:26
You really make my wheels turn. 01:16:29
Josh, so I'm going to ask you a question. 01:16:30
You know, since you've brought all this new idea forward. 01:16:33
Doesn't our facilities have enough to do? 01:16:37
And also with that in mind. 01:16:40
I'm not sure I like the idea of competing against private industry. 01:16:42
That's, that's where that's where I go to 1st, it's. 01:16:47
You know, and I know there's a statute that the county can only do. 01:16:51
So much of A percentage. 01:16:54
In in labor in the. 01:16:57
Private market. 01:16:59
You know, we can do a few things, but we were not here. 01:17:01
To take over the private industry. 01:17:05
And so that's where I would go with that to start with. 01:17:08
We never have enough money. 01:17:12
For weatherization. 01:17:14
Materials and and services. 01:17:16
It seems like we you know you, I'm sure. 01:17:18
I don't know how many requests you got buncher, it's a bunch. 01:17:20
And we've never been able to to complete that full list ever. 01:17:23
You know, the money just doesn't come around. 01:17:28
But uh. 01:17:30
But to start with, that's where I say, and I know that there's another issue is that we're always having. 01:17:33
The question. 01:17:39
Where's our local contractors? Where's our local companies to do this? We. 01:17:41
I've heard Mr. Humphrey say this. 01:17:45
For 10 years now. 01:17:47
It would be nice to have the local people do it, yada yada yada. 01:17:49
I'm still about. 01:17:53
And, and I think that's a good place to be, so thank you. 01:17:54
Supervisor Christians, thank you. I. 01:18:00
I don't think I have any. 01:18:02
Questions. Thank you. 01:18:04
OK, um. 01:18:06
Is is the reason that? 01:18:09
Maybe working this a little different is because the state has gotten extremely stringent. 01:18:11
On what it takes to do. 01:18:16
Weatherization as far as. 01:18:18
Permits and licensing goes. 01:18:20
To some degree, I would suppose the most honest answer to Supervisor Klein here would be in his. 01:18:23
You always just try to bring you all the options that we can. 01:18:29
But because most of the bids that we received lately typically come from. 01:18:32
Outside companies, if you look at the full transparency, if you look at the invoices. 01:18:36
From the company that we have currently, I believe it's sleep. 01:18:41
Michael, it's like 41116 dollars or something that they charge per visit to Gila County to do the work, so. 01:18:44
We get to the point where, you know, my question is Justin to be able to bring to the board is, is are we being good stewards of 01:18:51
the money by paying as much to an outside company? 01:18:56
Charging us, which maybe that is what it costs them to come out here. 01:19:01
I just want to bring the options and say. 01:19:04
If we did it in house or if somebody were to bid, as I said, we don't making up minds just looking at all the options. Could we 01:19:06
serve a lot more homes if we weren't? 01:19:10
Paying all that extra money to an outside company. 01:19:15
So I guess that's where. 01:19:18
We just wanted to bring all those options when that RFP cancels to the board and say, you know, here's the different things we'll 01:19:19
be able to do this many houses. We did it in house where the. 01:19:23
Contractor or if we don't have a choice and as you said. 01:19:27
If we're really. 01:19:31
When we went out to do the landfill, looking at that, building out the landfill that they're looking at using for the landfill 01:19:33
that. 01:19:36
We found it used to be a community services building that they did weatherizations from before my time. 01:19:39
We used to do the weatherization projects in house, maybe two. President Klein knows more about that. So that at least piqued our 01:19:45
interest to say, well, this has been done before. 01:19:49
And would it be a nightmare for Joseph to try to do that in the facilities department? Or would this actually be, you know, 01:19:53
synergistic where by having more electricians or plumbers or something on staff, we could use them and other accounting projects 01:19:58
and stuff? So really it was just. 01:20:02
Me being these aren't my areas of expertise but I'm really good at being annoying and asking questions so this was a chance to 01:20:08
just say. 01:20:11
Hey, let's look at everything and see what I can bring to the board to say. 01:20:14
Which one do you think is best? 01:20:18
I I think it would be worth looking into because if. 01:20:21
If we were able to. 01:20:26
To do. 01:20:29
The qualifications that the state requires. 01:20:31
And subcontract to local contractors. 01:20:34
It would be more beneficial. 01:20:37
And. 01:20:39
More cost effective. 01:20:40
But I don't know if we can. 01:20:42
Do that or not. 01:20:43
But it. 01:20:45
Like you say, it's it's worth looking into. 01:20:46
And and if we and if we can't, then we can't but. 01:20:50
But I think anytime we could try to be more efficient and use local contractors. 01:20:53
I'm I'm all I'm all for it because a lot of the. 01:20:59
Local contractors. 01:21:03
Don't reach for the state qualifications. 01:21:06
For weatherization. 01:21:10
But anyway, any further comment, Mr. Chairman? 01:21:12
I like options. 01:21:16
So I don't want anybody to get me wrong. 01:21:17
But I think that this is a discussion for the board of the later time. 01:21:19
To really look at, I mean our question now is, is the 215,000 and getting this weather summarization? 01:21:24
But this is going to be part of some comments I have later down the road. 01:21:31
I think I think it would be a very good discussion to have the the ones involved, Joseph and whoever else here. 01:21:36
To have a discussion on that subject. 01:21:42
OK. Are we good? 01:21:47
Yep. OK. Then I will call for a motion on three. Aye. 01:21:50
Mr. Chair, I'll move to approve services contract number 060326. 01:21:54
With advantage home. 01:22:00
Performance incorporated as presented. 01:22:01
I'll second that having a motion second. All in favor say aye aye. 01:22:03
I3I. 01:22:08
Of passes unanimous we have. 01:22:10
Already gone through three J so I will go. 01:22:12
3K. 01:22:16
Information discussion. Action to adopt resolution #26-07. 01:22:19
Dash O2. 01:22:23
Designated Marin Blight. 01:22:25
Billings finance director. 01:22:27
As the chief financial officer. 01:22:30
For the physical year 2027. 01:22:33
Expenditure limitations. 01:22:36
To the Arizona. 01:22:39
Attorney General's. 01:22:41
Mr. Michael. 01:22:43
Thank you, Chairman. Members of the board, this is exactly what the request says. 01:22:45
By July 31st each year. 01:22:49
This Board of Supervisors must designate. 01:22:51
A fiscal officer. 01:22:55
From Gila County. 01:22:56
To submit the reports for expenditure. 01:22:57
To the Auditor General. 01:23:00
And in this case, historically, it has been the finance director of Gila County and that's what I'm asking the board is to 01:23:02
designate Marin Belling as that. 01:23:06
I'm a designee. 01:23:10
I'll be happy to answer any questions. Supervisor Klein. 01:23:12
Hey, we've done it year after year, man. So congratulations. 01:23:15
Supervisor Christensen, Yeah. 01:23:20
Congratulations. 01:23:22
Man, thank you very much for all that you have. 01:23:27
Done to help us function. 01:23:30
Really, it's very much appreciated. 01:23:32
Yes, Sir. 01:23:35
OK. If there's no further questions, I will call for a motion. 01:23:36
On 3K. 01:23:40
Mr. Chair, I make the motion to adopt resolution number 260702. 01:23:41
I will second. 01:23:46
Having a motion second all in favor say aye. 01:23:48
I add a passage unanimous on 3K. 01:23:51
OK. 01:23:55
Moving on to. 01:23:56
4 consent agenda. 01:23:58
Item. 01:24:00
Does anyone care to? 01:24:04
Pull an item of. 01:24:06
Consent agendas. 01:24:08
The chair, since there's only one and any no issue with me, I'm good. 01:24:12
And I'd like to pull it. No, I'm kidding. 01:24:16
I'm good, thank you. OK, We we can do that, but OK. 01:24:19
If, if, if if no one cares to. 01:24:23
Call an item off the consent agenda item. 01:24:26
I will ask. 01:24:30
For a motion. 01:24:31
To accept. 01:24:33
Consent Agenda item number. 01:24:35
Or a move. 01:24:37
I'll second. 01:24:39
Having a motion second all in favor say aye aye aye. 01:24:41
I for a consent agenda item passes unanimously. 01:24:44
I will go on to. 01:24:49
5 Called to the public. Do we have any public in pay center? 01:24:50
OK. Do we have any? 01:24:56
Public here in Globe. 01:24:58
I see none. 01:25:03
OK, then I will go on to 6. 01:25:05
Summary of current. 01:25:09
Events, Mr. O'drisco. 01:25:11
Chairman, members of the board, thank you. I just have two updates. 01:25:14
Very briefly, Mr. Beck mentioned in his presentation. 01:25:17
The building at the landfill for. 01:25:21
Possibly using for weatherization projects. 01:25:24
At this particular time. 01:25:27
We have met with facilities and choice. 01:25:29
What we're planning to do is move the public works science department into that building. 01:25:32
And out of the facilities building to allow facilities. 01:25:37
More storage space for parts and other equipment. 01:25:41
That's readily available so. 01:25:45
We're hoping it's going to make both departments more efficient. 01:25:47
And allow facilities. 01:25:50
To increase their. 01:25:52
Warehouse Arts so we don't have to continue going to the store on a regular basis. 01:25:55
Purchase those. 01:26:00
And then the second thing is, is, as we've heard Mr. Albert say today, we do have an election today. 01:26:02
Our Emergency Management team. 01:26:07
In partnership with the Homeland Security and DEMA. 01:26:10
Has opened up our EOC. 01:26:14
To provide support if needed. 01:26:16
And we did hold a kickoff meeting this morning with the recorder. 01:26:17
Facilities Elections. 01:26:23
It and the Sheriff's Office. 01:26:24
We're all working together. 01:26:27
And our concern right now is basically there might be a weather pattern moving in. 01:26:29
So we're keeping an eye on that, but otherwise we're all working together. 01:26:33
To provide support to make sure this election runs this smoothly as possible. 01:26:37
And that's all I have for you today. 01:26:42
Well, thank you very much and, and, and thank you for the weekly updates as well on projects. 01:26:44
It helps me. 01:26:51
Understand a lot more. 01:26:52
Supervisor Klein. 01:26:53
Thank you, Mr. Chair. So. 01:26:55
So I just got back from Louisiana a couple days ago. I had a really good trip. Public lands meeting was good. 01:26:58
Tied in with a bunch of WRR guys there as well. 01:27:04
Marin one of the things I think I sent you an e-mail on was the pill. 01:27:08
Formula, uh. 01:27:12
And it's very entailed. 01:27:13
There's the information we have to get from the state, but I think it's already been given. 01:27:15
And so, but it gives us an idea of how to figure out. 01:27:20
What kind of built formula or built money? 01:27:23
We're gonna have. 01:27:26
Secondly, talking to Gregory Nelson, who is in the National Center. 01:27:28
They headed out, the kids a whiz when it comes to about anything. 01:27:33
Very, very articulate and very smart. 01:27:37
Right now. 01:27:40
If you guys remember back when we got the LATCF money. 01:27:42
It was asked that a lot of these public lands, counties. 01:27:47
Contribute $100,000 to the National Centers. 01:27:51
The operations of the National Center that was to. 01:27:55
To get a lot of information. 01:27:58
Help counties where they need help on public lands issues. 01:28:00
And so forth and so forth. And it's all under NECO. 01:28:04
The National Association of County Officials. 01:28:08
To date, there's only about half of those counties that participated in this. 01:28:10
They're still lacking about. 01:28:16
6 or 7 counties that have not done that. 01:28:18
And so the projection. 01:28:21
On the money that was acquired. 01:28:23
Is it'll run out somewhere? 01:28:26
The end of this? 01:28:29
Twenty 30s. 01:28:30
2040 somewhere in there. 01:28:31
Unless the other counties step in there and contribute money. 01:28:34
To keep this center open, I can tell you right now from my. 01:28:38
My part of it. 01:28:41
That center is very important. 01:28:42
To us here that have lots of public land. 01:28:45
They're a wealth of information and so. 01:28:49
So that was good. 01:28:51
Tomorrow. 01:28:54
I've got to be in Thatcher in the morning, really, really early for Arizona and Mexico Coalition of counties meeting. 01:28:55
Some of you may or may not know what coalition counties. 01:29:02
Actually is, but it's a. 01:29:07
It's an assortment of counties along both sides of the state lines, New Mexico and Arizona. 01:29:09
Right now in Arizona it's Apache Helogram and Navajo County. 01:29:15
And. 01:29:19
That represents about 260. 01:29:20
5000 people. 01:29:23
In this coalition. 01:29:25
New Mexico has more than that. 01:29:27
They have Katherine County. 01:29:30
County, Chavez County, Eddy County, Hidalgo County, Leah McKinley Otero. 01:29:32
Quay, Socorro, Sierra and Roosevelt and they represent about 405,000 people. 01:29:38
For a total of about 670,000 people that's represented in the coalition of counties. 01:29:44
Most of what is. 01:29:50
Well, pretty much all of what goes on in coalition and counties. 01:29:52
Has to do with public lands. 01:29:56
But we deal a lot with Fish and Wildlife Service. 01:29:58
For service, of course. BLM. 01:30:02
We deal with. 01:30:04
And so forth and so forth. 01:30:05
It's a really. 01:30:07
It's a really good organization. 01:30:09
Howard Hutchinson is our director and has been the director since I've been on it and. 01:30:11
He's very good. 01:30:16
Than what he does. 01:30:17
And so I will be a part of that in the morning. 01:30:19
Also the. 01:30:22
Arizona State Kettle Growers meeting is going on at the same place tomorrow. 01:30:25
I'll be in that for a little while. 01:30:29
And I'm sure there's going to be discussion in there tomorrow on the lawsuit. 01:30:31
That affects 26 allotments in Gila County, so. 01:30:35
I hopefully will get to hear some more about what's going on there and see what that's. 01:30:39
Gonna bring. 01:30:44
I think since 2017 I've participated in the. 01:30:47
Hayden and Winkleman Little League. 01:30:50
Groups for to sponsor them. 01:30:54
In their. In their. 01:30:56
Their ballpark and so. 01:30:58
I I received another plaque the other day and it's from the Hayden Lincoln Little League Major softball. 01:31:00
And it comes to us as Gila County Board of Supervisors is for 2026. 01:31:06
This has been really cool. It's one more thing that I'm really happy to support down there. 01:31:11
That part of the world doesn't get a whole lot of support. 01:31:16
And to be able to do something even as simple as this, especially for. 01:31:19
All these years I'm really pleased to be able to do that. 01:31:23
The other thing that I've had a request for here. 01:31:27
More recently. 01:31:30
Is to help with the environmental people on San Carlos. 01:31:32
Patchy reservation. 01:31:37
To be a part of some cleanup out there. 01:31:38
And so we're looking at that. 01:31:41
And we're going back and forth with the letters of request and and how we can help them on that. 01:31:43
I look forward to trying to do my best there to give him my hand and. 01:31:50
With that Mr. Chair, I believe that is all I had. 01:31:54
Supervisor Christensen. Thank you, Chairman. 01:31:59
So yeah, today we're having elections and I guess I just wanted to. 01:32:02
Quickly Asked Michael. 01:32:06
We have some of our election. 01:32:08
Officials that are not there, we have a good team together. 01:32:12
Who operate the Elections Department at this time? 01:32:16
Chairman, members of the board and supervisor, Christians. And yes, we do. 01:32:20
We have quite a few people working together. 01:32:23
To make sure this election goes. 01:32:27
Smoothly. Very good. 01:32:29
Very good. 01:32:31
I trust you in that. 01:32:31
Was that a planning zoning meeting? 01:32:33
By the Humphrey also attended that. 01:32:37
In Globe. 01:32:41
With Logan Simpson and putting together. 01:32:42
The zoning. 01:32:46
Ordinance, and it was very good. 01:32:48
I thought very good meeting. 01:32:51
Lots of options there that people were discussing. 01:32:53
Talk with Jeff Dis. 01:32:58
Just. 01:33:00
Wayne about roads in Eastbury. 01:33:02
A lot of these communities are. 01:33:05
In all of our districts were put together many, many years ago. 01:33:08
The steepness of the roads. 01:33:13
Being dirt and the drainages, it just makes some of the stuff almost impossible. 01:33:15
Ongoing maintenance continually. 01:33:19
And so. 01:33:21
Some of that you just got to grin and bear it. It's just never going to go away. 01:33:24
Until we decide we're going to commit a lot of money. 01:33:28
Painting and draining. 01:33:31
So if anybody has some extra money let me know. 01:33:35
Attended the time capsule opening. That was very interesting. 01:33:38
Also, the Veterans Coffee was there last Tuesday. 01:33:42
The town of Payson. 01:33:49
Had a proclamation that I went to to except for Hila County. 01:33:52
And the proclamation was thanking us. 01:33:58
For the. 01:34:01
Summer youth program. 01:34:03
And they had four. 01:34:05
Youth that attended there and. 01:34:08
Seem to be just excellent young people. 01:34:10
And it's just a really, truly great program. 01:34:14
And so I think. 01:34:18
That's all I have right now. Thank you, Shannon. 01:34:21
OK. Thank you. 01:34:24
How many do we have on YouTube today? 01:34:26
26 concurrent viewers today. 01:34:32
OK, 26, well, thank you for. 01:34:34
For being interested in in what's going on in the county, we appreciate it. 01:34:36
Any comments from? 01:34:41
Virtually no. 01:34:42
No comment. OK, good enough. 01:34:45
My recent activities is I. 01:34:48
He had attended the time capsule. 01:34:50
Opening on the 9th and. 01:34:53
Looking forward to. 01:34:56
Putting something in it for the future. 01:34:58
Opening in 50 years hopefully. 01:35:01
And so if anyone has any recommendations or suggestions. 01:35:04
Let me know. 01:35:09
I held a Roosevelt community meeting on the 13th. 01:35:11
I was on Kick USS on the 13th. 01:35:14
Attended a Town of Miami Council meeting also on the 13th. 01:35:18
I attended a planning and zoning public meeting. 01:35:22
To provide direction on the rewrite of the zoning ordinance. 01:35:26
And and like I say, I. 01:35:30
There was a lot of suggestions and so I'm glad that. 01:35:32
We have an attorney looking over. 01:35:35
Some of the suggestions. 01:35:38
And so anyway. 01:35:42
And, and a lot of times as we go through the meeting. 01:35:44
I don't have a lot of questions. 01:35:48
Because now that I'm chairman, I attend the agenda review. 01:35:50
Meeting prior to. 01:35:54
So I'm able to. 01:35:56
Meet with the department heads and. 01:35:57
Have questions and discuss things? 01:36:00
With them during agenda review. 01:36:03
And so. 01:36:06
That's that's all I have for now. 01:36:07
And so if there's nothing further on. 01:36:10
Request I mean on summary of current events. 01:36:15
I will move on to 7 requests for future agenda items. Supervisor Klein. 01:36:18
I, I just, I want to comment still on that. I missed a tongue thing with me. I'll back up. That's that's OK. We'll pick up your 01:36:25
thought here and just that's OK, go ahead. 01:36:29
One thing I wanted to. 01:36:33
Bring up was. 01:36:35
Our 512 road going into Young on the North End is Forest Service Road. Forest Service. 01:36:36
Is providing. 01:36:41
Public Works department with 7500 tons of material. 01:36:43
That's going to be placed on that road. 01:36:47
They've already started hauling that in there to the tune, I think maybe. 01:36:49
1/4 of it or so. 01:36:54
Something like that. 01:36:56
A little snafu with the money, but I hope that's addressed and I hope we get this done before the end of. 01:36:57
Of September. 01:37:02
So, uh. 01:37:04
That's a big goal, but that'll be a huge help. 01:37:05
I'm glad you brought up the youth program. 01:37:07
Well, Joe, whenever you did, Steve, you did. 01:37:10
That has been a big hit for Gila County and that has really helped a lot of individuals. 01:37:12
And so I really want to. 01:37:18
Turn them in on that one. 01:37:21
August 1st I do have a town hall meeting planned. Ian Young. 01:37:23
On the last meeting I was here, we were discussing zoning. I think Randy was giving his work session. 01:37:27
Presentations and. 01:37:34
Anyway, I was asked about zoning in young and what I. 01:37:35
Thought the town would want or whatever. 01:37:38
I had no idea and I still don't have any idea. So I do have a town hall meeting coming up. 01:37:41
August 1st. 01:37:45
I want that to be a discussion and I want to get a feel for that community's interest. 01:37:46
When it comes to zoning or not zoning. 01:37:51
And so. 01:37:53
I don't think, Mr. Chair, is all I had, so thank you very much. 01:37:55
OK. Yeah, just a couple comments because it's not a work session that's they're bringing in all that material. I hope that they've 01:37:59
got to pick close that will be able to use in the future. 01:38:04
That's exactly we can't discuss it. Comment. 01:38:09
OK. And and going forward with our youth program? 01:38:12
Is I have talked to. 01:38:16
Mr. O'Driscoll. 01:38:20
Manager on perhaps, maybe sometime in the future we can work on some type of a. 01:38:21
Of a. 01:38:27
Part of a part-time. 01:38:28
Project so that these youth that come into our program and do very well. 01:38:31
That didn't our programs over. 01:38:38
They go back to work in a Circle K or jack-in-the-box or wherever they go. 01:38:41
Finish high school so I hope I've talked to. 01:38:45
Michael about. 01:38:48
Maybe sometime we get a part-time deal. 01:38:49
Where some of our some of our youth. 01:38:53
Take that. 01:38:56
Project a little further into. 01:38:57
If some of them are seniors, they're getting ready to graduate, maybe we could do a part time something with them if they would be 01:38:59
interested in. 01:39:02
Continuing, because everybody knows we have. 01:39:06
A lot of employees with the county that have been here for 203035. 01:39:09
And so years so. 01:39:13
Maybe if we could. 01:39:14
Do that little chain I like it's gotta be a comment yeah, discussion, but anyway that. 01:39:16
That's just something about the youth that we've discussed. I'm not sure where it's going or if we can, but it's something that I 01:39:21
would like very much to have that. I just want to thank you as an example of what we've done in the past our program. 01:39:27
With the attorney's office for quite a while before going through school. 01:39:34
And so that was, I guess. 01:39:38
Brad had extra dollars or whatever to pay her, so that's a really good deal. 01:39:40
It can be done. 01:39:44
OK, so anyway going for any any more comment. 01:39:45
Did the chairman incubate more comments? OK, Claire, one quick comment on what you were just talking about the youth program. The 01:39:49
good news is? 01:39:53
I had a meeting, I believe last week with all of our departments. 01:39:57
And we discussed. 01:40:01
Youth program bringing them on as part time staff. The exceptional. 01:40:03
Young men and women. 01:40:08
That have worked for HEAL accounting for the youth program. 01:40:10
And we do have, I do believe. 01:40:13
To those. 01:40:15
Young individuals. 01:40:18
One for it and one for public works. 01:40:19
We are moving forward with identifying those. 01:40:22
Those people that are exceptional employees and we are bringing them on part time. So it was a. 01:40:26
Good idea. And it's and it's a. 01:40:31
It's a really good next phase to this program to. 01:40:34
Make sure we have a. 01:40:38
You know this pool of candidates that we could draw from. 01:40:39
And actually help them with their career and help heal accounting in the long run, so. 01:40:43
I think all three of you for the support and this is. 01:40:46
This is a great next step. 01:40:50
OK. Thank you very much. Well. 01:40:51
Good deal that that's good news. A good way to end. 01:40:53
A meeting. OK, so now. 01:40:58
I will go on to. 01:41:00
Request for future agenda items. Supervisor Klein. 01:41:04
I I guess we still have a long list of of work sessions lined up right? 01:41:12
That is correct, Sir. 01:41:18
Yeah. So I, I think I'm going to hold off on anything that I'm thinking about until we wind that list down. 01:41:19
The one thing that I would, I would say, and I spoke to Michael about this. 01:41:25
Work sessions are very important to me. That's the only time we can actually talk. 01:41:31
And to have the time to do so is is the same. It's it's very important to do that. 01:41:37
So if we cram too many work sessions in a block. 01:41:42
Sometimes we get in a hurry and we don't address those. 01:41:46
Like we should be addressing them. 01:41:49
And I would like to just say that I would. 01:41:51
Hope that going forward. 01:41:53
We don't do that. 01:41:54
Anymore, Umm. 01:41:56
And and we keep them spaced out where we can really address what we got going on. 01:41:57
Some will be longer, some will be shorter, but that's the way it is. 01:42:01
Thank you. 01:42:04
Supervisor Christianson. 01:42:05
And I think Chairman. 01:42:07
And so Mr. Driscoll and Mr. White. 01:42:11
The I received complaints and I know the others view as well about. 01:42:15
Two specific roads north of the lake. 01:42:19
There seems to be more complainers north of the lake, I'm just saying. 01:42:22
Dessie Rd. and Gibson Ranch Rd. 01:42:26
And although they're not perfect, I think people are expecting perfection. 01:42:30
And anything that's imperfect is viewed as. 01:42:35
Just nearly just a complete failure. 01:42:38
I I've driven both of the roads. 01:42:41
They're certainly much better than they were before. 01:42:43
And the ongoing maintenance to these roads. 01:42:49
Because of the. 01:42:53
And I know we can't afford a lot, but some of the hills are. 01:42:55
Or complex parts I guess could be. 01:42:59
Paved. I think people are expecting a. 01:43:03
Pavement. Perfect surface. 01:43:05
It's really hard for us to do that and I try and convey that. 01:43:07
The people that even though a few. 01:43:11
Potholes developed in some washboard that it's not the end of the world, but. 01:43:13
It seems like it is to them. I'm just saying we still receive both from. 01:43:18
Point, but you know. 01:43:23
I remember when the guy see the road with dirt. 01:43:24
So it is so much better now. 01:43:27
And the. 01:43:30
The dirt roads in Pine and Strawberry and elsewhere in the county. 01:43:33
They just get hammered, especially when it gets rained on. 01:43:37
And so we're trying our best to manage. 01:43:40
Hundreds of miles of roads. 01:43:43
And people keep asking for perfection. 01:43:45
But they don't want to pay anymore taxes for that. 01:43:48
And this is where the rub really comes. 01:43:51
Is this a? 01:43:54
Is this a a work session item? 01:43:56
That you'd like? Yeah, I'm saying that I don't know if it should be on a future work session. 01:43:58
But I do believe that public works should come before us. 01:44:03
Often in our work sessions. 01:44:06
In order to. 01:44:09
Address some of the things that are gone. 01:44:11
So sorry for such a long explanation. 01:44:12
My second one. 01:44:15
Eastbury Park has been identified by the. 01:44:18
State of Arizona as a nitrate. 01:44:21
Water quality issue. 01:44:24
And they're going to designate it or whatever they're going to do. 01:44:26
So I've been asked to find out whether or not we can get. 01:44:30
Some remediation out there. 01:44:34
Through grants. 01:44:36
Or whether or not. 01:44:37
When we adopt. 01:44:39
Our next ordinance. 01:44:41
That that but. 01:44:43
Particular area. 01:44:44
Should have a higher level. 01:44:45
Of septic taint system. 01:44:47
Going forward in order to help. So we do still have cesspools out there. 01:44:50
We do need to have a study on that as far as. 01:44:54
The county involvement. 01:44:57
To the remediation of that area. 01:44:59
And others. It's one of the worst areas we have in. 01:45:02
In the state that's not or in the county that's not being addressed? 01:45:06
At this time. So that's all I have. Thanks. 01:45:11
OK, umm. 01:45:14
All right. Well, yeah. Umm. 01:45:16
The Geistela Rd. I had a Gaisela meeting. 01:45:18
I was asked what are we doing with the road? 01:45:22
It was. 01:45:24
It was poorly done a lot of years ago. 01:45:25
It was semi repaired. 01:45:29
Couple years ago. 01:45:32
And people ask me, what are we doing? 01:45:34
So I would like on a work session. 01:45:37
What? What are we? What are we doing? Where are we at? 01:45:41
In it as far as. 01:45:45
Engineering and where are we going to go future? 01:45:47
And I appreciate. 01:45:50
The fact that they did call you because I get a lot of complaints and sometimes if I get complaints. 01:45:52
I. 01:45:58
The constituent called the other supervisors as well. 01:45:59
Because I'm one leg of a tripod and. 01:46:03
If the other supervisors know. 01:46:06
What their issue they're calling me on? 01:46:08
That I find that. 01:46:10
Perhaps. Maybe. 01:46:12
We can get it better on a work session or better understand. 01:46:14
What's going on with some of their complaints so. 01:46:18
Yes, our future agenda. I would like the guy Steeler Rd. 01:46:21
Past, present and future. Kind of like. 01:46:25
Where? Where have we been? Where we? 01:46:27
Where's it at? Where are we going with it? 01:46:29
So that I can answer my constituents. 01:46:31
Also to. 01:46:34
On our Bill 1067, I appreciate the fact that it passed. 01:46:36
I appreciate everybody's work. 01:46:41
In that I guess I would like it on a work session to see. 01:46:43
How is that going to work? 01:46:47
For us. 01:46:49
And how are we going to? 01:46:51
Use that going forward. Is that for? 01:46:54
I I know it's for blight. 01:46:57
But you know, going forward. 01:46:58
Is it for? 01:47:00
Owned property. Unowned property. Tax lien property. 01:47:01
All the above. 01:47:05
None of the above. 01:47:07
And and then two. 01:47:09
Once we do have a lien that doesn't fall off. 01:47:12
Where? Where does that go? 01:47:15
And that information is. 01:47:17
Is important to me because. 01:47:19
There's a kill date and once we have. 01:47:21
Some of that information together. 01:47:23
It'll help us go forward. 01:47:25
On future legislation to. 01:47:27
Maybe try to? 01:47:29
Amend. 01:47:31
The the 1067 SO. 01:47:33
Yes, Chairman, members of the board, just one clarification. 01:47:37
For the roads. 01:47:41
Work sessions. 01:47:43
Chairman, would you like the Guy Road to be pulled out into an individual work session or roll up into the General Rd. updates the 01:47:45
supervisor? Christianson has asked. 01:47:50
You know, I think that would be a good work session. 01:47:54
I it doesn't need to be by itself. 01:47:58
It's just information I would like to have and be able. 01:48:01
To discuss with the other board members. 01:48:05
So that when I go to my next meeting I can say. 01:48:08
Here's what the board discussed. 01:48:12
On. 01:48:15
What we're doing with some of these roads. 01:48:16
I I I I feel a lot. 01:48:19
More comfortable saying. 01:48:22
We and and have discussed it with the board rather than. Here's my opinion. 01:48:23
You know, so thank you. But yeah, I think that would. 01:48:29
That would be fine in my opinion, but. 01:48:32
You might ask. 01:48:34
Supervisor Christianson. 01:48:35
Because he's the one that. 01:48:38
Brought that up first. 01:48:39
Together. 01:48:44
All inclusive. 01:48:46
OK. 01:48:47
Thank you, Sir. I I agree. 01:48:48
Gibson Ranch Rd. needs to be in there as well. There's a. 01:48:51
There's a little bit of a trend going on here that we need to nip in the bud. 01:48:54
And and. 01:48:57
See where we're at? We also. 01:48:59
On the road stuff. 01:49:01
Our priority has been 512. 01:49:05
But every time we have to back up and fix one of these that we've just done or have to do something else. 01:49:08
It's hard for us to go forward. 01:49:13
And so. 01:49:15
I would like to see a real in depth discussion on on the roads as well. 01:49:16
Perfect. 01:49:21
Thank you, Sir. Appreciate it. 01:49:22
OK, umm. 01:49:25
We are going to go to a work session, but everybody, I'm going to take a little break before we jump into a work session. 01:49:27
Just to give my brain time to cool off and get ready for some more discussion. 01:49:35
Good. So we'll see you back in. 01:49:40
1015 probably. So thank you very much. We're going to take short break. 01:49:43
And we can get started. I think we have everybody necessary here. 01:49:49
To continue. 01:49:53
So if you can find a seat, I'm glad we got you all together to get some good conversation going. But. 01:49:55
Let's get on with the. 01:50:01
Agenda. 01:50:03
Okay, um. 01:50:10
It is still our special meeting on Tuesday. 01:50:16
July 21st we took a short break. 01:50:19
We are going to reconvene about. 01:50:23
1210. 01:50:25
And we're going to go on with. 01:50:27
#8 work session and #8A. 01:50:29
Information discussion regarding the status of flood. 01:50:33
Recovery project associated. 01:50:37
Funding of resources. 01:50:39
And the 220? 01:50:41
Completion timeline requirements. 01:50:43
For the NRC. 01:50:46
Emergency watershed protection project. 01:50:48
Really thank you, Chairman and supervisors having to report that. 01:50:51
We've had no damage related to the storms that we received on any of our projects, so that's good. 01:50:56
An update on Russell Gulch. It is 92% complete with a. 01:51:03
Estimated completion date of July. 01:51:07
31st. 01:51:09
6 Shooter is 74% complete, with an estimated completion date of September 18th. 01:51:11
Ice House is 80% complete, with an estimated completion date of August 7th. 01:51:18
Copper Hills is 60% complete, with an estimated completion date of August 21st. 01:51:24
And the hospital wall is 20% complete. 01:51:31
With an estimated completion date of September 15th, which is all well short of the. 01:51:35
220 days and it looks like we are all. 01:51:41
At or a little below on budget for all the projects as well. So we're going very good right now. 01:51:44
Any questions? 01:51:50
Supervisor client. 01:51:51
No, I don't have any choice. 01:51:53
Good and bad that we haven't had. 01:51:55
Flooding. Too bad to mess up what's been done so. 01:51:58
That's good. Thank you. 01:52:01
Supervisor Christensen, thank you. Yeah, thanks, Troy. Good report. I'm glad to hear it. 01:52:03
Really well. 01:52:09
And no damage. 01:52:10
Thank you. 01:52:11
Part Yeah. Thank you very, very much. And. 01:52:13
And think. 01:52:17
Construction and staff. 01:52:20
For the the team. 01:52:22
Motivation the team projects. 01:52:24
I mean, watching, watching these projects. 01:52:27
And in the past have watched. 01:52:31
Projects. 01:52:33
There's an amazing amount of difference. 01:52:35
So I I I would appreciate. 01:52:37
The staff knowing that. 01:52:40
How much? 01:52:43
This kind of work is very much. 01:52:45
Appreciated and our and our subcontractors are amazing. 01:52:47
They are. They're very good. I'll pass that along. Thank you. Please do. Thank you. 01:52:51
OK, umm. 01:52:56
No motion, no nothing. 01:52:59
OK, we're going to go on to 8. 01:53:00
B Information. 01:53:03
Discussion regarding recent staff and organization. 01:53:04
Organizational chart changes. 01:53:08
And their relationship to counting operations. 01:53:11
And budget planning. 01:53:14
Manager. 01:53:17
Thank you, Chairman, members of the board. 01:53:20
So it's been a while since we've. 01:53:22
Come in front of the board, county administration, just to. 01:53:24
Discuss some changes or go over. 01:53:28
The current. 01:53:31
Organizational charge from the elected officials. 01:53:32
In the appointed department. So that's what this presentation is. 01:53:35
Going to be doing. 01:53:39
We've updated all the organizational charts across the county, including the elected officials. 01:53:41
And we've included that as far. 01:53:46
In this presentation. 01:53:49
And then we're going to go over, yes, Sir, Excuse me, just a second, I think. And we get it up on this screen here so I don't have 01:53:50
to. 01:53:53
I mean, I've got it in my book, but it'd be nice to not have to. 01:53:56
Flip pages. 01:54:00
If we if we can't, that's OK. I've got it here and you know that I can flip through these pages. 01:54:01
Let my microphone catches all the noise as I'm flipping. 01:54:07
OK. 01:54:10
Would it be OK if I run downstairs to get a cable? No, that's fine, but next time. 01:54:13
Yeah, we're we're, we're good for now. 01:54:19
Supervisor Klein, do you? 01:54:21
Presentation here too, OK. 01:54:23
We we've all got the presentation in our paperwork and just with all of us shuffling paper, it creates a lot of noise, so. 01:54:26
That's right, we're good today, but next time if you could. 01:54:32
Help us with presentations on that screen as well, I'd appreciate it. 01:54:35
OK, Mr. Driscoll, sorry for the answer. Not a problem, Sir. Thank you. 01:54:39
So. 01:54:43
We've made some changes in the last 6 to 8 weeks here. 01:54:44
Some of the reasons for the changes is. 01:54:48
To care for the county administration to carry out the priorities, goals and directions set. 01:54:52
By the Board of Supervisors. 01:54:56
So as we build the upcoming budget, we need the right people in the right roles. 01:54:58
Clear lines of responsibility and organizational structure capable advancing the board's objectives. 01:55:02
That's some of the reasons. 01:55:08
And the purpose is pretty straightforward. Clear responsibility, stronger communication, improved accountability. 01:55:10
Let's duplicated effort. 01:55:16
Why they use the taxpayer dollars and better public service. That's what we're hoping for with these changes. 01:55:18
Some of the changes we have the next. 01:55:28
The next several slides. 01:55:30
Have what we're doing to clean up the budget. 01:55:31
Like we've discussed in the past. 01:55:34
And some of the FTE changes. 01:55:36
For this particular budget year. 01:55:39
That the board just approved. 01:55:41
So what we've done and I'm just going to go one line item by line item. 01:55:43
We've eliminated 1 full-time management associate from the Board of Supervisors budget. 01:55:48
So there were two. 01:55:53
We have a management associate that was. 01:55:54
Assigned to the county manager and the management associate that was assigned to the deputy County manager. 01:55:57
And using the current technology. 01:56:02
AI capabilities, those kinds of things. 01:56:04
We are now able to share one management associate to help out. 01:56:07
Both positions. 01:56:11
So that's what we that's why we did that change. 01:56:12
We also eliminated one FTE from the Board of Supervisors budget for a Pleasant Valley Veterans Retreat Admin operator. 01:56:16
This position was eliminated already. 01:56:23
So we just clean up the budget. We just took it out of the budget. 01:56:26
I think it was approved in 2025. 01:56:31
And it was not really filled, so we just. 01:56:34
Took it away from the budget. Yes Sir. 01:56:36
Explain that position again. I missed it. 01:56:38
It was the Pleasant Valley Veterans Admin operator. 01:56:40
I believe Miss Kathy Melvin might have been in it temporarily. 01:56:43
And it was a full time position. 01:56:47
That was not filled. 01:56:49
Oh, OK, OK. 01:56:51
I'm with you now, OK? 01:56:53
Any other questions about that position? 01:56:56
OK. Thank you. 01:56:58
We eliminated 2 full time employees from a transit line item budget. 01:57:00
In that was they were not being utilized. 01:57:04
So we just took them out of the budget. 01:57:08
If this Board of Supervisors in the in the future decides that we need an employee for a transit project. 01:57:10
Or any kind of a transportation. 01:57:18
System that we might look at. 01:57:20
Incorporating the Gila County. 01:57:23
We'll bring that in front of the board for consideration for FTS, but. 01:57:25
Right now that was in the budget and we weren't utilizing those, so we just removed them from the budget. 01:57:28
We had. 01:57:35
A .4 FTE of a position. 01:57:37
From the Board of Supervisor Budget. 01:57:40
That was. 01:57:43
Assigned to a retired employee. 01:57:44
So it was just an oversight, I think, of removing it from the budget. So we're just cleaning up the budget there. 01:57:46
So we just took it away from the budget. 01:57:51
We eliminated 1.5 Ftes. 01:57:54
From an economic development line item, this is similar to the transit line item. 01:57:57
If the board decides to move. 01:58:01
Forward with an economic development plan. 01:58:03
Will certainly come in front of the board. 01:58:06
And present whether we need 123. 01:58:09
We'll need any number of Fte's. 01:58:12
Of what the board wants the staff to do. 01:58:15
But until that time happens, we're just gonna eliminate those from the budget to clean it up. 01:58:18
But at some point in time if we do. 01:58:23
If this board decides to. 01:58:26
Recommend the staff to. 01:58:29
Open up an economic development department. 01:58:31
Or. 01:58:34
Add an FTE for economic development. 01:58:35
Will certainly do that. 01:58:38
We eliminated 1.5 FTE from fairgrounds of recreation. 01:58:41
Again, this was very similar they. 01:58:45
They were in the budget, but they weren't being utilized. 01:58:47
There is probably close to 6.5 FT ES in the past. 01:58:50
We've utilized several of those, one for Pleasant Valley Veterans Retreat. 01:58:54
One for the fairgrounds. 01:59:00
As far as the admin goes. 01:59:02
So there were several positions in the budget, but these particular FTS were not being utilized. 01:59:04
For the last several years. 01:59:10
Or were they not? 01:59:11
They were not designated to be utilized for. 01:59:12
Any any other program? 01:59:15
So. 01:59:17
So that savings in the budget? 01:59:19
Yes, Sir, so. 01:59:21
So what we, what you do, when you look at the budget, you look at the Fte's, the total number of Fte's and there's a. 01:59:23
There's our salary plus erase. 01:59:29
Basic calculation is an ERE. The employee related expenses is about 40% of the salary. 01:59:32
So we set that money aside. 01:59:38
If it's in the budget. 01:59:41
So it's designated to be paid out, so the money that. 01:59:42
We're eliminating these FTS. That is money safe to the budget. 01:59:46
And in this particular year. 01:59:51
That was the money that paid the 3.5% increase to the the staff across the board. 01:59:52
So that's the salary as well as the insurance and things of that nature. Yes, Sir. 01:59:58
OK, supervisor clinging on a question. Yes, Sir, I do so. 02:00:03
The way the way I. 02:00:08
Envisioned it was. 02:00:10
If we have an employee or a. 02:00:12
Vacant position that's on the books. 02:00:15
But we're not. 02:00:18
We don't have an employee in that position. 02:00:19
That money can still be shifted and moved around and used for something else. 02:00:23
I get a nod from. 02:00:29
So so I guess what way I'm asking this is is even though. 02:00:32
I can see some places where some of this needs to be cleaned up probably and redone like the economic. 02:00:37
Development part I mean that. 02:00:42
The past has been a disaster, but. 02:00:44
So I guess what I'm saying is. 02:00:47
On the fairgrounds. 02:00:49
We've put a lot of time and attention into the fairgrounds. It's come a long ways. It's finally being utilized. You know, when we 02:00:52
came on board, the fairgrounds was nothing but. 02:00:57
$250,000 a year and sitting there for. 02:01:01
Long time. 02:01:04
And so. 02:01:06
I'm just looking forward. 02:01:08
Thinking to myself, we're going to keep promoting the fairgrounds, I'm sure, and building it up. 02:01:10
So even though. 02:01:16
We don't have that position sitting there. 02:01:19
Or position. 02:01:24
Sitting there. 02:01:25
We may sometimes need that. 02:01:28
And once the budget, and correct me if I'm wrong here because I may very well be. 02:01:31
Once we pass the budget and the line items are in there. 02:01:35
We don't. Ever. 02:01:39
Change that. 02:01:40
Correct. I mean as far as employees go. 02:01:41
I mean for us to come back and say. 02:01:43
Michael, you took out an employee and A and 1/2. 02:01:45
But we want that back. 02:01:48
Does that have to wait until the following? 02:01:51
Year when we rebudget. 02:01:53
So a lot of questions in there, Sir, so. 02:01:55
As far as the budget goes, getting the position back, if we eliminate it from the budget, it's gone. 02:02:00
Sometime during the year. It doesn't have to be during the budget process. 02:02:06
If this board comes to staff and decides they want say, we'll use the. 02:02:10
Economic or fairgrounds and recreation? 02:02:15
Wants an extra. 02:02:18
FTE for the fairgrounds. 02:02:19
Or we as staff come to the board and say we have need because of these reasons. 02:02:21
Then the board can vote at anytime during the budget year. 02:02:26
To increase the budget by one FTE. 02:02:30
And we do have capacity in the budget. 02:02:32
To do that. 02:02:35
That's for certain. So. 02:02:36
The process is pretty simple if the board sees a need or the. 02:02:38
The staff see you need. 02:02:41
We come in front of you. 02:02:43
And we asked that need and give you the reasons and if you vote. 02:02:44
The majority vote. 02:02:49
Board votes to. 02:02:50
Get an extra FTE then we just add it to the budget. 02:02:52
I hope that makes sense. 02:02:57
It does. 02:02:58
And I just wanted that clarified because, you know, there's none of this is coming from the board for approval. 02:02:59
None of it has. 02:03:06
We haven't sit there and talked about anything. 02:03:07
As far as moving. 02:03:10
FTE is reducing stuff. Things like that mean you've had that discussion. 02:03:12
And. 02:03:16
We're very much at different hands on that discussion, so. 02:03:17
But I appreciate that. 02:03:20
But. 02:03:22
So these are the things that I look at when I look at things like. 02:03:22
Like this and and knowing the fairgrounds and the the. 02:03:26
As far as we've come with it, we have one person out there. 02:03:31
And so who has accepted a job? We're going to fill her place. I see that in the HR report, so that's good. 02:03:34
But the fairgrounds is going to get very, very busy. 02:03:41
And so. 02:03:44
Where are we going? And that's something that as a board we have not had. 02:03:45
We haven't talked about. 02:03:49
None of it. 02:03:51
And so. 02:03:51
That these are the questions you're going to hear from me this morning. 02:03:53
This afternoon, Yeah, not a problem, Sir, and just as far as the fairgrounds go. 02:03:55
I have prepared a presentation for August 4th. 02:04:00
That goes over the events. 02:04:04
That are happening out at the fairgrounds. 02:04:07
The increase events and and how many we have per year. 02:04:09
And I have talked to my facility staff and currently. 02:04:12
We are not overwhelmed. 02:04:17
And we can meet all those needs, including the County Fair. 02:04:18
Which our entire facility maintenance crew goes out there for the entire week to help out and those kinds of things. So it is it 02:04:22
is a constant communication. 02:04:26
Between staff. 02:04:31
In the Board of Supervisors to let the Board of Supervisors know. 02:04:32
If we need extra help. 02:04:36
And not be afraid to do that. 02:04:37
Not be afraid that. 02:04:39
Asking for a full time employee to help out if we can justify it. 02:04:41
We don't want staff to not. 02:04:46
Communicate that. 02:04:48
To the management, which is why we're trying to open up those lines of communication. 02:04:49
And and I appreciate those words, Michael, because the fact of it is, is that three of us up here. 02:04:54
Run the county. 02:05:00
And so if we make a decision, some. 02:05:02
For whatever reason it may be, we want to change this. Then we'll get in front of us and we change it. 02:05:05
For the majority of the board, whatever that is. 02:05:10
You know, so I do get that. 02:05:12
We are, but I'm just saying. 02:05:14
That and I'm just dealing with the fairgrounds right now. 02:05:17
I've seen it change a lot in. 02:05:21
10 years, let's just say. 02:05:24
We've come a long ways. We've put a ton of money into it. 02:05:25
My vision is is to keep promoting it, keep pushing it, keep using it and. 02:05:29
Really. 02:05:33
Tax it out to where? 02:05:34
We do get overwhelmed with the amount of people. That's what I want to see. I want to see it be a huge benefit, so. 02:05:35
Whenever I see something like that come up where we actually cut a position out of there. 02:05:41
My opinion would have been we let that sit for a while and discuss it. 02:05:45
Any other questions about those? 02:05:53
And and just for clarification, these changes were in the budget and approved by the Board. 02:05:55
So these these were did go in front of the board as far as budget. So you say that? 02:06:01
Michael and and you're right, we passed that budget. 02:06:07
That budget is thick. 02:06:10
And Marin is very gracious every year to sit down with us if we need to and go buy. 02:06:12
Whatever we want to do. 02:06:17
I for one did not look at Fte's or anything like that. I had no. 02:06:19
I did not do that because in my. 02:06:23
My simple way of thinking when we start. 02:06:26
Reorgan stuff. 02:06:28
Restructuring so-called. 02:06:30
The first question ought to be to this board is how are we going to do that? 02:06:34
What's going to be involved? 02:06:37
And I had this conversation with you as well. 02:06:39
And and I appreciate the workshop, but as I told you or the work session. 02:06:42
The work sessions coming after the fact. 02:06:46
I I I don't like that either. 02:06:51
But. 02:06:52
But I'm not, you're out, right? Because I sit here and vote for that budget just like. 02:06:54
Like all three of us do. 02:06:58
But do I dig in there for? 02:07:01
Particular position or positions? No, I do not. 02:07:03
So. 02:07:09
Yes, Sir. 02:07:11
Supervisor Christians, thank you so. 02:07:13
View this as. 02:07:16
Money committed. 02:07:20
For a full time employee. 02:07:22
Where there is. 02:07:26
No real import. 02:07:27
OK, it's money committed. 02:07:29
It's sort of promised to that. 02:07:31
'Cause but it's not. 02:07:33
Being utilized. 02:07:35
So we're just taking the money we already have. 02:07:37
And freeing it up. 02:07:41
We're unlocking it. 02:07:43
To use in another way. 02:07:44
If later we decide we need that full-time employee back. 02:07:47
We have the flexibility to do that. 02:07:51
Because the $217 million can change. 02:07:54
Is is the large number that we can poke on and say. 02:07:59
I mean, we could hire dozens of full time employees probably. 02:08:05
With the money that we have. 02:08:09
So doing a slight adjustment. 02:08:11
A few one, we have that capability and we can do that as a board. 02:08:15
Yes, Sir, what this does is it says. 02:08:20
Instead of. 02:08:23
Locking that money away. 02:08:25
We can use it for something else right now. 02:08:27
And revisit. 02:08:30
The discussion later. 02:08:31
Yes, Sir, and that's a good way of putting it. Weed is also as this team we've built. 02:08:32
In the capacity for extra Fte's. 02:08:36
During the year, if in fact his board or staff. 02:08:39
Need to come in front of the board to ask for extra FTS. 02:08:42
For any particular reason? 02:08:45
For added staff up at the fairgrounds, those kinds of things. 02:08:47
So there is capacity in the current budget for that. 02:08:52
But you're absolutely correct. 02:08:55
That just frees up that money. 02:08:56
To be used right now for other things. 02:08:58
That we need as a county. 02:09:01
And other projects at some point in time during the year, but if we come in front of you. 02:09:04
We also have that money in the budget to use for extra FTS. 02:09:09
OK, so. 02:09:14
So these positions that you have. 02:09:15
Eliminated. 02:09:18
Have been a. 02:09:20
Or I guess one that you've eliminated and one that you've taken out of the budget because? 02:09:22
There was no employee there. 02:09:27
This is a team effort. 02:09:30
It's not that, Josh said. 02:09:33
Man said or. 02:09:36
You said it has been an operating team effort. 02:09:37
To go forward. 02:09:41
On cleaning up. 02:09:44
Some of. 02:09:45
Our management from the past. 02:09:46
Chairman, absolutely. That's that's why we worked as a team with across the departments as well. It just wasn't us three, it was 02:09:50
across all the departments. 02:09:54
We map like the department directors and and we sort of. 02:09:58
Took everything into play when we presented the budget. 02:10:02
Yes, Sir. 02:10:05
OK, Supervisor Klein, you have some more question. 02:10:06
OK, no. 02:10:10
And I appreciate team effort. 02:10:11
I think that's. 02:10:13
That's what it takes to get a lot of things done. Is everybody working together? I appreciate. 02:10:14
The effort I would like to have seen was you guys come up with a proposal and put it in front of us in a work session like this 02:10:19
and say this is what we'd like to do. 02:10:23
You know, that's that's where we skip the step in my view. 02:10:27
Is that? 02:10:31
It I don't have all the answers. 02:10:32
Nobody, No single one person in this room does. 02:10:34
But as a group. 02:10:37
We can sure make some good decisions. 02:10:39
But there's. 02:10:41
There's things on here that I'm going to bring up and talk about as we go forward. 02:10:43
That just quite honestly. 02:10:48
Was not. 02:10:49
Discussed with the Board of Supervisors. 02:10:51
And I don't think that that's right. 02:10:54
We're here to represent our constituents in our districts. 02:11:01
And to do that, we. 02:11:04
We need to be a part of decisions like this when you just throw out a word and. 02:11:05
And supervisor. 02:11:10
Christians and get here all back. That really caught my attention. 02:11:11
County restructuring. 02:11:15
That right there, in a nutshell, screams Board of Supervisors all over it. 02:11:18
And so. 02:11:24
We're responsible for our employees. 02:11:25
We're responsible for our departments. 02:11:29
We're the ones that take the hit on everything. 02:11:32
That you guys. 02:11:36
Put forth. 02:11:37
And so to be a part of that process. 02:11:38
And be ready to takedown those hits. 02:11:41
When we make the decision and say. 02:11:44
Michael, Josh Mayor. 02:11:46
Here, Yeah, we're good with that. You guys think this is what we need to do. We, we agree. Go forward. 02:11:47
Well, part of that process and I get those phone calls. 02:11:54
And I get the questions. 02:11:58
Like I get questions like who's running this county? 02:11:59
And it's like. 02:12:03
Those are hard to answer right now. 02:12:04
And so that's where I'm going in this, this whole restructuring. 02:12:06
Concept. It's like. 02:12:11
If you need to start at the basis. 02:12:15
And then you're looking at the basis right here. 02:12:18
OK. Are you? 02:12:26
Yeah. Are you ready for us to go forward? I am at this presentation. I'll start again. 02:12:27
OK. 02:12:33
Michael, would you please continue? 02:12:34
Yes, Sir. 02:12:36
So the next several changes we have. 02:12:38
Jonathan could probably go back. 02:12:40
One thing, yeah, I know there's a duplicate with the Transit, so I'm doing a skip that. 02:12:43
We did take a look at the job responsibilities of the switchboard operator at the Globe House at the Globe Courthouse here in 02:12:49
Globe. 02:12:53
And decided that that position was not needed and. 02:12:57
Those responsibilities were easily shifted to. 02:13:01
The appropriate departments. 02:13:05
It's all that goes on with that one right there because I got some heartburn with that. 02:13:07
The switchboard operator here in Globe is not just the person that sits there and. 02:13:13
Takes this call and takes that call or whatever that's a contact person that that we have when our constituents walk through the. 02:13:19
The doors up. 02:13:26
Me and you had that discussion and and you, you told me that no other security officers, it's in their contract. 02:13:27
To help with that, it's not in their contract. I pulled the contract I looked at, it is not in their contract. 02:13:34
And so we don't have somebody. 02:13:40
You know. 02:13:42
We have people that that need to come in here for court. 02:13:43
Appointments or whatever that are flustered anyway when they walk through the door. 02:13:47
That need that little bit of help to say. 02:13:51
Where's, you know, Superior Court or whatever it is, which way do I go? 02:13:54
Who do I talk to you. 02:13:58
The switchboard operator is more than just passing on calls. 02:14:00
The other thing of it is, is I think we switched over to an automated system. I'm not sure that system. 02:14:04
Will transfer calls to come in here. 02:14:10
To the Public Works building. 02:14:13
To the Facilities Department building. 02:14:15
To whoever outside of this building it needs to go to. 02:14:17
And so then you've got somebody that has to go and. 02:14:21
Into our website. 02:14:23
And look up. 02:14:25
Josh Beck and say. 02:14:26
OK, well here's his number and try and get ahold of. 02:14:28
To me. 02:14:33
Folks, this is another prime example. 02:14:35
That we're responsible for this, kind of. 02:14:38
Of service. 02:14:41
In this building. 02:14:43
That was changed without. 02:14:45
My opinion the. 02:14:46
The permission of this board. 02:14:48
Unless I'm missing the part where somebody gave permission and I knew nothing about it because. 02:14:49
I had no idea. 02:14:54
Any of this and so. 02:14:57
I go back. 02:14:59
And look at look at a lot of this and we're going to get into more and I'm going to go on with more of it. 02:15:01
But no. 02:15:08
I I, I, I I. 02:15:10
Don't care for the way the restructuring. 02:15:11
Took place and I don't care for where we're at today. 02:15:16
OK. 02:15:23
If you could continue, please. You bet you, Sir. 02:15:24
So. 02:15:28
We eliminated one FTE position from the Indigenous services department and this sort of deserves a little bit of explanation. 02:15:29
When we took a look at the budget and we met with staff. 02:15:36
You know, with, if you recall the former HR director. 02:15:39
Was also. 02:15:43
The indigent attorney. 02:15:45
He was designated as even a gym attorney. 02:15:47
So we met with the HR staff, we met with indigent services. 02:15:50
And it was discovered in the budget that there was actually 3 full time employees assigned to that department. 02:15:54
And everyone was under the assumption that there was only two. 02:16:01
So when we met with staff. 02:16:04
And finance? 02:16:07
We shifted a lot of the oversight to finance since. 02:16:09
That involves a lot of invoices. 02:16:13
That have to be paid. 02:16:15
To attorneys and to investigators and those kinds of things. 02:16:17
This is a mandatory type of program. 02:16:20
That it was decided. Everyone agreed that. 02:16:24
You can cut it back to two employees. 02:16:26
You don't know where the third came from. It was in the budget for a while. 02:16:29
And then if we needed a third that we would again come back in front of the board. 02:16:33
And and ask for an extra position, but this particular time. 02:16:37
We don't need a new FTE for that position. 02:16:41
And we're going to be working with the indigent services employee. 02:16:44
Finance and Mr. Beck here. 02:16:48
To determine the best way to utilize that second employee which is vacant. 02:16:50
There is no there is nobody hired for the second full time employee. 02:16:55
So we're looking in particular. 02:17:00
What we should? 02:17:02
Do moving forward to provide support to the one employee in indigent services. 02:17:03
Whether that actually is an attorney or it's just an executive admin. 02:17:08
But either way, we have to provide a plan forward for succession. 02:17:12
Having one person run that department. 02:17:18
Is umm. 02:17:20
Is probably not the best thing. 02:17:22
So we do have that second position that's open. 02:17:24
That third one we didn't know existed, so we're just going to work with everybody to. 02:17:27
Make sure that the position that we hire. 02:17:33
To help. 02:17:35
The indigent services current employee. 02:17:36
Is the appropriate one. 02:17:38
So I'll be happy to answer questions about that. 02:17:40
Any questions? Yeah. 02:17:44
So when our HR director left. 02:17:46
He was. 02:17:50
Talking a contract for indigent services. 02:17:51
And so that never came to fruition. It it, it fell through. 02:17:55
Minding your discussion was and this is what you told me, we don't need someone for indigents. 02:17:59
Engineered Services. 02:18:04
Because CA's office already has that covered. 02:18:06
Are not mistaken. 02:18:09
Sorry, I would disagree with the message of that. 02:18:10
The what we don't need is it's not mandatory. We have an attorney. 02:18:14
For that position. 02:18:19
To help Indigen Services, it's not mandatory. So we worked with Jonathan Bear. 02:18:20
Regained their particular perspective on here and he presented us with. 02:18:25
Multiple different solutions. 02:18:30
Some some including hiring an attorney, some not. 02:18:32
So the one we have now. 02:18:35
Is it is a attorney or no? No Sir. 02:18:38
So that the open position is what we're. 02:18:42
We're going to be working with the courts and County Attorney on. 02:18:45
As far as moving forward. 02:18:50
Whoever we hire for that position or what position? 02:18:52
That's going to be a joint decision with the courts as well as finance and and. 02:18:54
And other staff that are involved in this. 02:19:00
It's a very complicated program. 02:19:03
And it involves. 02:19:05
Approximately $1,000,000 of. 02:19:07
General fund money. 02:19:09
So we have to proceed very carefully. 02:19:10
To make sure that we can have a good handle on that program. 02:19:12
But currently it's being handled very appropriately by the. 02:19:16
The. 02:19:19
But we just need to make sure that. 02:19:21
We can have some oversight of that program. 02:19:23
As well as somebody who can back that up. 02:19:26
And to your question, Sir? 02:19:29
That that indigent services employee right now. 02:19:31
Handles the contracts. 02:19:35
The attorneys that we. 02:19:37
Contract out with. 02:19:39
So we have, I think 7 or 8 attorneys right now. 02:19:40
That we contract with to provide indigent services. 02:19:43
And so that. 02:19:46
That employee also. 02:19:47
Does those contracts? 02:19:49
OK. And so we're on our way to fixing that and getting it back in place. 02:19:51
Or as far as I'm in the second position. 02:19:57
Yes, the second position, absolutely. 02:20:00
So another thing I want to point out to is here's a. 02:20:03
It is a complicated. 02:20:05
Issue with indigent services and what we have to provide. 02:20:07
And I don't know enough to be dangerous about this at all. 02:20:12
Soul. But there again, that's another. 02:20:15
That's another. 02:20:18
Strike that says. 02:20:20
If it's $1,000,000. 02:20:22
Project for the county. 02:20:24
Here we are. 02:20:29
And here's three of us, I guarantee you. 02:20:31
Or I shouldn't talk for three of us, I'll talk for me that don't know enough of it to ask a. 02:20:34
A good question. 02:20:39
You know. 02:20:40
And so. 02:20:42
That's my. 02:20:45
Thought on that one. 02:20:46
Just to clarify, excuse me. 02:20:48
Chairman Humphries are Klein. 02:20:51
All of those contracts for those attorneys come to this board for approval. 02:20:53
Annually. 02:20:57
They are not. 02:20:59
They are not administered. They are administered on a month to month basis. 02:21:00
By indigent legal services, but the. 02:21:04
Contracts themselves. 02:21:06
Go through approval through county attorneys office. 02:21:08
Through the civil deputies. 02:21:12
And they come to this board for. 02:21:13
Approval. Uh. 02:21:16
And the assignment of indigent legal services. 02:21:17
Cases to those attorneys. 02:21:21
Is a combined effort of the court and indigent legal services. The courts determine OK this. 02:21:23
This particular defendant is indigent. 02:21:29
And then? 02:21:32
The correct attorney is chosen. 02:21:33
Based on the type of case. 02:21:35
And how that person needs to be represented. 02:21:38
And then indigent legal services able to ensure. 02:21:41
That if the indigent. 02:21:45
Person. Attorney. 02:21:47
Request something like. 02:21:48
A detective or some kind of specialty? 02:21:50
That those requests are individually authorized, they don't just write a blank check for it. 02:21:53
They are authorized at a. 02:21:59
Per hours, per case. 02:22:01
Basis. 02:22:02
And they do run through several levels of. 02:22:04
And I know, I know the contracts come through us, man. So thank you for letting the public know that. 02:22:06
I do know that. 02:22:11
What I'm just pointing out here is that. 02:22:13
He jumped on the gun. 02:22:18
That's in my opinion. 02:22:19
You jump the gun. 02:22:21
It's like. 02:22:22
