OK, I'm gonna go ahead and get this special meeting. 00:00:00
Started special meeting Tuesday, July 28th, 2026 at 10. 00:00:04
Am Supervisor Clients here. Supervisor Christensen's here. Supervisor Humphreys here. 00:00:09
And so I'm going to call this to order. 00:00:15
Mr. Dave Rogers, would you mind saying that? 00:00:17
A Leading the pledge. 00:00:19
I believe in screw the flag. 00:00:27
Of the United States of America. 00:00:29
And to the Republic for which it stands. 00:00:31
One Nation. 00:00:34
Under the visible. 00:00:37
They were Key and Justice Pearl. 00:00:38
Thank you very much. 00:00:41
We have no invocation this morning. 00:00:48
It's a special meeting. 00:00:50
And so anyway, we're going to go ahead and get. 00:00:53
Started a regular agenda item. 00:00:57
Discussion action to canvas the election results. 00:01:00
Contained in the official canvas. 00:01:05
Of the primary election held. 00:01:08
On July 21st, 2026 in Gila County, Arizona and declare the results as being official. 00:01:10
Alfonso. 00:01:17
Good morning, the Chairman. In terms of the. 00:01:19
My name is Paul Albert. I'm the Interim Electric. 00:01:22
Okay, Supervisor Klein, do you have? 00:01:34
Questions. Did everything go good? 00:01:36
Everything went just just according to everything we had planned. 00:01:39
We had a some storms, we had just some minor. 00:01:43
Just tiny issues, but everything, everything. 00:01:47
Good. Thank you. 00:01:50
Supervisor Christian. 00:01:52
Thank you. 00:01:54
Do you have new machines this year? 00:01:55
We had new poll books. The counting machine is the same and and the. 00:01:57
Express port which is the one that we use for. 00:02:02
The the the visual visually impaired. 00:02:04
Those are the same, but the machines that we use for the the loader. 00:02:08
At the polling place. 00:02:12
Those where people check in, those aren't you. 00:02:13
And the ballot printing conditions also. 00:02:16
OK, that all went well. 00:02:19
Yes, it was the first time we were using it. We had an ESNS. 00:02:21
A tech here with us and he applies support where everything went. 00:02:26
Just OK. 00:02:29
That's all I have. Thank you. 00:02:30
OK, yeah. And and I didn't reach out to you earlier, but I think the day after the election I reached out to. 00:02:32
County Manager. 00:02:38
Mr. O'riscoll I I received a call from the. 00:02:41
Mayor of Globe and from the mayor of Miami asking me about. 00:02:45
They said something about a. 00:02:50
He said they didn't know the rumor or where it started, but there was. 00:02:52
Something in like 150 ballots that weren't counted. 00:02:55
That day or something. 00:02:58
So we have people online and we have people that may have the same questions that the marriage did. 00:03:00
And so if you could maybe kind of. 00:03:06
Enlighten me on that. So I. 00:03:08
Constantly have communications with all the clerks. So that e-mail. I mean that information was probably from the e-mail I sent. 00:03:10
I provide updates every single day. 00:03:16
Of what we were doing and the progress we've made with the county about so. 00:03:18
I imagine. 00:03:22
It was. 00:03:24
Probably the day, not the day after the election, but probably on that. 00:03:25
For that Thursday morning, because I told him that we had. 00:03:28
Around 150 ballots that had to be duplicated. That's just normal process. 00:03:31
That we do for the male in. 00:03:36
Ballots. So somebody sends a balloting. 00:03:38
And they've already in their. 00:03:41
Sometimes you'll have. 00:03:43
Stains and that will be damaged. 00:03:44
We had some that were water damaged and, and, and sometimes they're going to have water intent. So sometimes. 00:03:46
Somebody. 00:03:51
Both for two. 00:03:52
Candidates. 00:03:54
But only one of them is the actual one that they wanted, so they may come up on the ballot. 00:03:55
And then that way telling us, you know what I wanted kind of a instead of. 00:03:58
So those we have to. 00:04:03
Duplication. This is a manual process. We have a board. We have a Republican, Democrat. 00:04:05
And they see the ballot and then they have a new ballot and they transfer those votes. The ballot votes. 00:04:09
Onto the new ballot and those. 00:04:14
But it has. It's a process and it takes time. 00:04:15
So when we tabulated the bulk, the 99% of everything that we had. 00:04:18
We still have a remaining $150.00 that night. 00:04:22
And it was already like 8:00 or 9:00 PM. 00:04:24
So we just sent an e-mail saying. 00:04:26
These will differ in the morning as soon as we get in. 00:04:28
Process those. 00:04:30
And we looked at the results coordinate. 00:04:31
That was but, but it's part of the process. 00:04:33
Yeah. And and a lot of those were mail in. 00:04:36
Well, actually all of them were. All of them were mailed in. And when they come in and you see that there's an issue with them, 00:04:38
they just set those aside. 00:04:43
So you can continue with the other one. 00:04:47
And we could. 00:04:49
And then you work on that. 00:04:50
Thank you very much for the explanation, because like I said, I did have. 00:04:52
A couple calls. So thank you for the e-mail that that was sent out so people knew so that there wasn't anything. 00:04:56
And we update everybody. So I send that e-mail to all the clerks and also people that call and they want to be part of the update. 00:05:03
In the comedy. And then we'll just send those emails along with everybody else. It's 100% transparent. 00:05:10
Yes, thank you very, very much for that and for. 00:05:14
For answering that for me SO. 00:05:18
If there's no further questions. 00:05:21
I got 1. 00:05:23
OK, go ahead Alfonso. Always our turn out this year. 00:05:24
We have the. 00:05:28
What percentage was it was 30? 00:05:30
We had 38. 00:05:33
.5%. 00:05:36
38. 00:05:37
And it's about a thing was like a 10% drop. 00:05:38
From the previous. 00:05:41
But it was across the state. 00:05:42
That was a 10%, but we were still second in the state for turn out. 00:05:44
OK. Thank you. 00:05:47
OK. If there's no further questions, I will. 00:05:50
Call for emotion. 00:05:53
Mr. Chair, I'll make the motion to canvas election results contained in the official canvas of the primary election. 00:05:56
Held on July 21st, 2026 in Gila County, Arizona and declare the results. 00:06:02
Or official. 00:06:07
I will second that. 00:06:09
Having a motion a second, all in favor say aye aye. 00:06:10
I and think. 00:06:14
Yes to a passage unanimous. 00:06:17
And so. 00:06:20
Make for a new council there, Mr. Storm. 00:06:21
A new council member. 00:06:25
Congratulations and welcome to the City Council. 00:06:27
Uh-huh. OK. 00:06:32
Moving on to regular agenda item 2B. 00:06:33
Information action to approve. 00:06:39
The renewal of. 00:06:41
Varnish Secretary, Software Licensing. 00:06:44
Through CDW's government. 00:06:47
LLC utilizing. 00:06:50
Omnia Partners. 00:06:53
Slash City of Mesa. 00:06:55
Contract numbers. 00:06:57
2024056. 00:06:59
That's 01. 00:07:01
For a. 00:07:03
Three-year term. 00:07:04
And the total amount. 00:07:06
Of uh. 00:07:08
100. 00:07:09
And $80,264.75. 00:07:10
Including Apple. 00:07:14
Applicable. 00:07:15
Sales tax with annual invoicing. 00:07:17
Good morning. 00:07:20
Good morning Chairman supervisors, this is our Verona software. This is a software that is actually helped us a lot. So this 00:07:21
software is one that will actually. 00:07:26
It it watches every touched any service made. If you click on something we know it. 00:07:32
You know, it comes across and it it's, it's a lot of the ones that we're looking at right now. 00:07:37
Is we get a lot of emails for the county attorneys and it's just work that they're doing, but it helps. 00:07:43
Secure the data. 00:07:48
You know saying hey, all these files were moved. 00:07:49
You know, and it emails me and lets me know so. 00:07:51
That's what this software is. It keeps us secure, keeps us to make sure that everybody is doing what they should be doing and not 00:07:55
touching things. So this is just a renewal for that and. 00:07:59
Yeah, I can answer any questions if you have any. 00:08:04
Supervisor Klein, any questions? I don't have any. Carrie, thank you. 00:08:06
TripAdvisor Christian, thank you. I don't have any questions. Thank you, Kerry. You're welcome. 00:08:10
And I have no question, so I'll call for a motion. 00:08:15
The chair I'll move to approve the renewal of. 00:08:18
Verona Security software licensing through CDW Government, LLC utilizing Omnia. 00:08:22
Partners City of Mesa contract #2024056-01 as presented. I'll second that. 00:08:28
Having motion second all in favor, do so by saying aye. 00:08:37
I I as unanimous thank you. 00:08:41
OK. Moving on to 2C information discussion action to approve contract number. 00:08:44
21281601. 00:08:49
Dash GC3 with Empire. 00:08:52
Southwest LLC for 2026. 00:08:56
Caterpillar. 00:08:59
826 land. 00:09:01
Compactor. 00:09:03
Lease purchase for the period of seven years for total. 00:09:04
Amount not to exceed 1,000,000. 00:09:08
$300,708.08. 00:09:11
Plus. 00:09:15
Applicable. 00:09:18
Sales tax. 00:09:18
Mr. Troy White, good morning. 00:09:20
Good morning, Chairman, Board of Supervisors. 00:09:22
Pretty simple, this is just to buy a brand new compactor for the landfill. I think this is the first new piece in about 15 years. 00:09:26
Our existing compactor is pretty old. 00:09:32
We get a lot of breakdowns with it. 00:09:35
And #1 issue with it is it's too light. 00:09:36
As you know, in the previous presentation we did to the board, that has a lot to do with myself 3. 00:09:40
8 filled up too quickly. 00:09:45
By getting this compactor is going to ensure us that the new cell 3B doesn't have those same issues. 00:09:47
And that the life of that cell 3D can go on for 15 plus years. This goes a long way in ensuring that because it's the right size. 00:09:52
The right way to get the right compaction on the landfill so. 00:09:59
Multifaceted reason why we need this compactor, the old ones breaking down on us all the time. 00:10:03
Agent out. It's too light. 00:10:09
And this one will ensure the longevity of the new cell. 3B. 00:10:11
And with that, I'd be happy to answer any questions that you might have. 00:10:14
Supervisor. 00:10:18
Tell me where we can do it. The old. 00:10:19
Compactor he's. 00:10:21
Getting rid of it or keeping it? 00:10:22
No, we're going to keep it. 00:10:24
It's it's good to be used in in real tight spaces. 00:10:25
Where we get especially to finish out three A as we work up the tone and it gets tighter. 00:10:28
There is a purpose for these lighter, smaller compactors. 00:10:34
So we do plan on keeping that using it for those purposes. 00:10:37
So this. 00:10:41
Seven years. 00:10:42
On this lease. 00:10:44
Empire will do all the. 00:10:46
Maintenance on it. 00:10:48
Mechanical work. 00:10:49
That's correct. That's the beautiful thing about these leases. 00:10:50
Because they will do all the maintenance on this for the seven years. 00:10:53
Correct. Thanks, Troy. 00:10:56
You're welcome. 00:10:57
Supervisor Christensen, thank you. Yeah, Troy, we need two of these. We already talked about it. 00:10:59
But this will be our first one. 00:11:04
Now, is it significantly heavier like? 00:11:05
Tons and tons heavier. Is that the secret to this one? It is. It's significantly heavier. I don't know the exact tonnage over, but 00:11:08
it's significantly different and significantly larger. 00:11:13
We get more compaction. 00:11:18
More longevity. 00:11:20
It pays for itself. 00:11:21
Oh, overtime, yeah, it will pays for itself, yes. 00:11:22
Thank you. You're welcome. 00:11:26
And I have no questions. If there's no further questions, I'll call for a motion. 00:11:28
Mr. Chair, I'll move to approve contract #212816-01-GC3. 00:11:32
That the Empire Southwest LLC is presented. 00:11:40
I will second. 00:11:43
Motion in a second. All in favor. Do so by saying aye, aye aye. 00:11:45
I passes unanimous. 00:11:49
OK. Moving on to the information discussion action to ratify previous. 00:11:52
Expenditures and authorized future expenditures. 00:11:57
With Payson Concrete and Material incorporated. 00:12:01
For the purchase and delivery of certified aggregate. 00:12:05
For county maintained for service roads. 00:12:10
In the amount not to exceed. 00:12:13
754,600. 00:12:15
And $82. 00:12:19
Thank you, Chairman, Board of Supervisors. 00:12:21
This is exactly what it's forced to get Aggregate from patient concrete this is. 00:12:23
100% reimbursable by the Forest Service. So that's $754,682. 00:12:28
Is going to come directly back to us. 00:12:34
Once we invoice the Forest Service. 00:12:36
And this is really to maintain those Forest Service roads, specifically the Control Rd. but there's other roads that we're going 00:12:39
to be using the material on as well. 00:12:42
We need to have this spent. 00:12:47
By the end of September because Forest Service needs to use this for their current fiscal year. 00:12:48
So. 00:12:55
By approving this today, we don't see any issues with. 00:12:57
Getting this moving forward and getting this material delivered by the the end of September so that we can. 00:13:00
Fully utilized this gift of 754,682 from the Forest Service. 00:13:06
And would that I'd be happy to answer any questions. 00:13:11
Supervisor Klein. 00:13:14
Troy, we can run right up to the end of September on this or does the feds have a cutoff? 00:13:15
Earlier in September for their fiscal year. 00:13:20
As long as they're invoiced by the end of September. 00:13:22
Then we're good to go to the end of September, but we have to have that last invoice submitted by the end of September, so. 00:13:26
We need to be getting them from patient concrete to get them over by the end of that date, so. 00:13:32
If we move down, we're in good shape to make this happen. 00:13:37
Yeah, we should move. 00:13:40
Quite a while back, but. 00:13:41
This this is a start. 00:13:43
The right direction. We got a little jump start. 00:13:45
That we weren't supposed to get but. 00:13:47
Anyways, yeah, we're a little heavy game. Thank you. 00:13:49
Thank you. 00:13:52
Supervisor Christian. 00:13:53
Thank you. Are we allowed to? 00:13:54
Pay for the material from Payson Concrete and. 00:13:56
Pick it up, say, all the way into November. 00:14:00
I mean, if we run out of time, we could. 00:14:03
Pay for the material, just not have it delivered yet. 00:14:06
Supervisor Christian, that's a good .1 of the things that we're going to keep an eye on is and I've talked to Wayne and his. 00:14:11
If it looks like we're running. 00:14:18
Well, as we've already talked to painted concrete, we're going to be able to send our guys with our trucks over here to pick it 00:14:20
up. 00:14:23
We really want to have it done by the end of September. 00:14:26
And we think we can make that happen without using our guys. But if we see we're running close to the finish line. 00:14:29
Then we'll send our guys out there and start pick up as well, so. 00:14:35
Oh, this is granite. 00:14:38
It's not. 00:14:39
I'm not sure of the exact. 00:14:42
Mix that they required. I think that's somewhere on the staff report, but it's. 00:14:44
It's the exact material that the Forest Service wants us to use on their Forest Service Rd. 00:14:49
OK. Thank you. 00:14:53
So all of this material is going up in the north part of Gila County. 00:14:57
I believe we can. We're stocking it at several pets and we can use it on. 00:15:02
You know, whatever roads we need to use it, I know the majority of it's going up there. I wouldn't say, oh, it's going to go up on 00:15:08
the northern. 00:15:11
Part of the county, but. 00:15:14
I think we're going to use it. 00:15:15
On roads throughout the county. 00:15:17
But the majority of it's going to go for the control road and. 00:15:18
The 64. 00:15:22
I believe it is that Wayne was telling me is. 00:15:23
The the contract that we have with the floor service was for the Control Rd. 00:15:26
So that's why. 00:15:31
The majority of it is going to be used on the Control Rd. because that's specifically the. 00:15:33
The contract with the forest services for that road. 00:15:38
But we know that we're going to have more than we need there, so we're going to stockpile it and use it on other. 00:15:41
Roads throughout the county. 00:15:45
OK. Yeah. This is for the four service roads that we maintain. 00:15:47
Correct. 00:15:50
And so we maintain 4 service roads in southern Halo County as well. 00:15:51
Correct. Yeah, there's a specific contract we have with them. 00:15:55
For the control Rd. 00:15:58
That this funding is coming off of that contract for the work we were doing on Control Rd. that the forces was paying for, but. 00:16:00
We do plan on having. 00:16:08
Excess material that we can use throughout the county. 00:16:09
Oh yeah, I would appreciate that. 00:16:14
If there's no further questions, I'll call for a motion. 00:16:18
Mr. Chair moved to ratify previous expenditures and authorized huge. 00:16:21
Future expenditures were patient, concrete material. 00:16:25
Incorporated for the purchase and delivery of certified aggregate for county maintained Forest Service roads in the amount not to 00:16:28
exceed. 00:16:32
$754,682. 00:16:35
I'll second that. 00:16:39
OK, Yeah, next time if we do a. 00:16:43
Something like this? 00:16:45
Just, you know, instead of, say, for service roads. 00:16:46
Just say it's for the control Rd. 00:16:50
Because this is force roads, service roads. 00:16:52
Is extremely misleading. 00:16:54
Yes, Sir, understand. 00:16:56
OK. All right. We have a motion a second. All in favor say aye. 00:16:57
Aye, all right. 00:17:03
Aye. Motion approved unanimously. 00:17:05
OK, moving on. 00:17:08
The next item is to approve consent Agenda item 3. 00:17:10
A. Does anyone want to? 00:17:14
Remove consent agenda item. 00:17:18
3A and discuss it as a. 00:17:22
Action item. 00:17:25
No, thank you. 00:17:27
OK, then I will call for a motion. 00:17:29
To approve consent Agenda item 3A so moved. 00:17:32
Second, having a motion a second all in favor, say. 00:17:38
I, I I. 00:17:43
I consent agenda item. 00:17:44
3. 00:17:47
Passes unanimous. 00:17:49
Going on to work session. 00:17:51
For a information discussion. 00:17:54
On the feasibility. 00:17:58
An estimated cost. 00:18:00
Of adding a secondary. 00:18:03
Internet connection. 00:18:06
For county buildings. 00:18:08
Redundant Internet. 00:18:11
Connection, yeah. 00:18:13
For helicopter. 00:18:14
Thank you, Kerry. 00:18:22
Good morning, Chairman. Supervisors, I have Tom Holman with me also. 00:18:33
Is or of knowledge on our environment here, so I brought him in. 00:18:38
We currently have two endpoints with the counter. We have two endpoint main endpoints with the county. 00:18:43
The two maintenance points that we have is our courthouse here. 00:18:48
Our courthouse people don't realize that when you if the connection at the courthouse goes down, it doesn't only. 00:18:53
Connect the courthouse. 00:18:58
It. 00:19:00
I'm gonna go back again. 00:19:02
The Guerrero building, The copper building. 00:19:05
The SO admin building the SO patrol building, the SO jail. 00:19:07
So our connections not only. 00:19:11
Control the connections here in the courthouse. 00:19:13
It can. It controls a lot of your connections. 00:19:16
On the outer lane ones, because we have fiber running to all of those locations, it also if our connection. 00:19:18
Goes down here. 00:19:24
It also effects Payson. 00:19:25
Because any of our servers or anything that we have. 00:19:27
Here, if our connection goes down, they no longer have access to their files. 00:19:30
They no longer have access to their applications. 00:19:34
So and then in the Payson your TCM building. 00:19:38
We have at the pace and jail is our main connection there, but we also have a fiber that go runs from our TCM building over to the 00:19:41
pay center jail which the pace and jails connection. 00:19:46
That one also runs our health department right next door. 00:19:52
It runs the probation. 00:19:56
It runs the courthouse. It runs the TCM building. 00:19:57
So all of our connections right there. I mean, it's, it's amazing how many just one connection. 00:20:00
You know, makes a difference on how many things it runs. So what we're looking at doing is adding a secondary connection. I know 00:20:07
supervising Christensen have talked to me about it also. 00:20:12
Is adding a separate secondary connection at those. 00:20:17
At that, at those locations. 00:20:21
So a secondary look at connection here at the courthouse is what we're looking at is we. 00:20:23
Reach out to Sparkflight. 00:20:28
And our secondary connection here would be about 9:15 a month if we were to add a secondary connection here. 00:20:30
That and then your secondary connection for the TCM building. 00:20:36
Which? 00:20:39
Controls over to the SO would be like 875 a month. 00:20:40
And those each are gig connections. 00:20:44
So it would be like an immediate failover if something went down or pretty much we would have to work on doing some configurations 00:20:46
and stuff on that. 00:20:50
So with the cost with the two of them, it would be an additional 1790 a month with that and then like 1. 00:20:55
48 for 21,488 years so. 00:21:03
Is what we would be looking at. 00:21:06
The secondary connection, what it does is it. 00:21:08
Gives us continued continued. 00:21:11
The word I cannot say continue with the. 00:21:13
Continuity. Thank you. 00:21:16
Thank you. 00:21:17
Continuity for for the for the applications. 00:21:18
We have a lot of applications that are currently going to the cloud. 00:21:22
Our phones are now in the cloud. 00:21:25
So, umm. 00:21:27
If we lose Internet connections or phone go down. 00:21:29
So if we were able to have that secondary connection, it would always is long. I mean, it's not. 00:21:31
Always, but it would allow us to be able to have phones at all times. 00:21:37
If anything was to go down. 00:21:42
With the secondary connections with New World New Worlds currently in the cloud. 00:21:44
So if we were to have that secondary connection, our connection goes down, it would roll over to that secondary connection and it 00:21:49
would allow us to be able to still have connectivity to the New World applications. 00:21:54
And then also with. 00:22:00
With courts. 00:22:02
Court proceedings. 00:22:03
Say our connection here at the courthouse go downs and there is a court proceeding going on. 00:22:04
And it's between Payson and here. 00:22:10
If something happens with that and one of our connections goes down, that. 00:22:12
You know that hurts the court proceeding. 00:22:15
So, umm. 00:22:18
Where we had that secondary connection so our tunnel stays up at all times. You know it would it would help with that also. 00:22:19
So do you have any comments on that? 00:22:25
No, but I just add that you know. 00:22:28
Terry's talking about the applications that go to the cloud, I mean. 00:22:31
Community Development. 00:22:34
Is fully hosted. 00:22:35
Public works. 00:22:39
Their Cartograph software is again fully hosted. 00:22:40
So those also would. 00:22:44
Have an immediate reliability benefit. 00:22:46
So if we lose the Internet connection, community development would not be able to issue. 00:22:51
Yeah, there's a lot of things. 00:22:55
There's a lot of things tied to the Internet, so. 00:22:59
Still to confirm, we're still working with Sparklight just to verify the. 00:23:04
The contracts and stuff and you know if there is additional charges for. 00:23:08
For like how many years they're wanting the contract to be? 00:23:13
And things like that. So and then we would also have to work with our vendor on creating that failover connection. 00:23:16
Because with the with the follower connection, there's a lot of things that have to be configured in our firewall and our routers 00:23:22
and stuff. So. 00:23:25
We'll have to look at that. 00:23:28
Also the reoccurring costs, the request, you know, we're looking at, you know. 00:23:31
Just pretty much letting y'all know what we're looking at doing, so we'll probably have to come to you guys on it. 00:23:36
Is the recurring cost of the gig connection of each of the locations so. 00:23:41
And then? 00:23:48
That was it. And if you guys have any questions? 00:23:49
I can answer him, Tom can answer him. 00:23:52
So, Supervisor Klein. 00:23:54
Carrie, Tom, thank you. So. 00:23:56
I could see the value in this. 00:23:58
Right off the bat, but I have a question for you. So if we have two lines basically. 00:23:59
So. 00:24:04
Are they both going to be in use at the same time, or will one be set in IDLE in case the other one comes down? 00:24:06
Is that is that where it's looked at? 00:24:11
Yeah, so one will be, one will set. 00:24:13
Ronald said idle. 00:24:15
And be available if the other one goes down. 00:24:17
OK. And if, if? 00:24:20
So. 00:24:22
So what are? 00:24:24
Who handles our line now? I mean, you're talking to Spark, Spark, like you said. 00:24:26
So yeah, so I'm looking at Spark Light as our as our connection. Currently we're with Schizoi. 00:24:30
Is currently with. 00:24:36
Oh, that's that's for wolf up in pace and it's. 00:24:38
OK. But this line if you went through Sparklight, if that's where it ends up, they'll they'll do the one in. 00:24:42
Pacing as well. It'll all be supportive, correct? 00:24:48
OK. So we'll have two completely different carriers, correct? 00:24:50
OK, right that that allows. 00:24:55
One carrier to undergo maintenance or. 00:24:58
Somebody hits a power pole and takes. 00:25:00
Takes out the connection. 00:25:03
You know, by having the different vendors we. 00:25:05
We achieve that. 00:25:07
Recover, you know, continuity. 00:25:09
Yeah, good. 00:25:10
Thank you. 00:25:11
Christian, thank you. 00:25:16
So I saw the cost that. 00:25:20
You have there, and I'm all for that. 00:25:22
We're going to cancel the other. 00:25:25
Agreement still with Optimum. 00:25:27
And no. 00:25:29
No SO. 00:25:31
No. So, So what this would be is it would be a secondary connection. So we would have two connections at each location with the 00:25:34
two connections at least each location as Tom was saying, if they were to provide maintenance or one of them a fiber was cut 00:25:39
something like that and one of the connections went down at one of the locations, it would automatically fell over to that 00:25:45
secondary connection. So we didn't lose the lose the connection. 00:25:50
OK, now I understand. So yeah. 00:25:56
Thank you. Thank you for that. Yeah, I think we have to have that. 00:25:59
For the redundancy. 00:26:02
We're totally dependent on. 00:26:04
On the Internet connection. 00:26:06
And just like. 00:26:07
Various communities up north, we want to have multiple access for say, fire evacuation. 00:26:09
Same thing. 00:26:16
My question is OK the the 21480 is a base cost. 00:26:20
So depending on how much. 00:26:25
We use it, the cost can go up or that's. 00:26:27
That's just the the cost. 00:26:30
No matter how many. 00:26:32
Facilities we have using that. 00:26:34
So, no, that is the cost. Yeah, that is the cost. 00:26:37
OK. All right. Good enough. Then I have no further questions. 00:26:40
OK. And so thank you very much. 00:26:45
Thank you. 00:26:48
OK. We will go on to. 00:26:49
For me information. 00:26:54
Regarding monthly flood recovery. 00:26:56
Mayor Billings and Tone. 00:26:59
Goodman Goodman is not here. 00:27:01
Supervisor Christianson. Supervisor Klein. 00:27:04
These agenda items are in here as. 00:27:08
Serve a placeholder to allow our public works team. 00:27:10
The opportunity to update you on where we are. 00:27:14
All the flood recovery projects. 00:27:18
So I will invite. 00:27:20
Matt Rencher and Troy White to share their. 00:27:22
Their updates. 00:27:26
Or Matt, I guess, sorry. 00:27:27
Thank you, Mary. Good morning, Mr. Chairman. Supervisors. 00:27:32
This as you know the. 00:27:35
Before I get into the report of where we are with our projects, I just want to send a shout out to our streets groups. I mean, 00:27:38
they've been working pretty much. 00:27:42
Nonstop for the last month. 00:27:45
Keeping roadways clear. Keeping drainage paths clean. 00:27:47
Keeping coverage. 00:27:50
Free of sediment to. 00:27:51
So that the the drainage paths and the covers. 00:27:53
Will do what they're supposed to do and they've done a tremendous job in spite of the in spite of the weather that we've had with 00:27:56
that. 00:27:59
So as far as a an update for the projects, we apologize, we have. 00:28:04
Print out that With the storms affecting the Internet, we weren't able to print this out, but we will send those to you so you can 00:28:08
have more. 00:28:11
A deeper dive into the projects and some of the project photos that we have, construction photos that we have. 00:28:15
With us, we'll send those out today as as we get our Internet connection restored. 00:28:21
As far as the Russell Welch project, that project is is 93% completion. They're supposed to be finishing that up this week. That's 00:28:26
one of the shock rate with the. 00:28:31
With sediment. I drove the site this morning. It was on site this morning and we had. 00:28:35
Quite a bit of sediment that came down through Russell Gulch. They were cleaning that out. Their work crews were cleaning up the 00:28:40
culverts. 00:28:43
Removing some of the sediment to make sure that. 00:28:45
The channel does the silt app already. 00:28:48
That. 00:28:51
Russellville's project is scheduled to be completed this week. 00:28:52
That six Year Canyon project is approximately 79% complete. 00:28:56
That's scheduled for completion. 00:29:01
The end of August, we did have a little bit of a set back today with the rain because there was quite a bit of rain that came down 00:29:03
through the Six Shooter Canyon. But the Tiffany crews are on site with that. 00:29:08
As far as removing the sediment, getting. 00:29:14
Making up the time that that we were set back with that. 00:29:17
With the weather this weekend. 00:29:21
The Ice House Canyon is approximately 80% complete. 00:29:23
That's scheduled for completion the following week. The August 14th is when we're looking at completion for that one. 00:29:26
Copper Hills Rd. is 65% completion right now. 00:29:33
Scheduled for completion on August 21st. 00:29:37
And then the hospital wall is at 35% complete. That's scheduled for completion of the second week of September. And again, we'll 00:29:40
send the schedule out to you so you have a. 00:29:44
Better look at it, but all of these projects are tending to be completed under budgets where? 00:29:48
More pleased with that and with the with the work and the team effort that we've had with. 00:29:54
Tiffany with our team with. 00:29:59
With uh uh. 00:30:00
Jay Florence, It's been a combined effort and team effort to keep these projects moving forward in spite of that, in spite of the 00:30:01
weather that we've had. So we're grateful for. 00:30:06
All parties involved but happy to answer any questions. 00:30:11
Supervisor plan. 00:30:15
Matt, it sounds like we're. 00:30:16
Beat that 220 days. 00:30:19
We will. It sounds like your folks are doing a really good job. Everybody is so. 00:30:21
So that's good to hear. Thank you. 00:30:26
Very Christian. Thank you, chairman. So Matt the. 00:30:29
E-mail I got this morning about Russell Gulch Rd. 00:30:32
And that's being. 00:30:35
A lot of sediment just needed to be removed. 00:30:37
No real damage though to any of the projects that were. 00:30:40
No, just the just the sentiment removal. So we're working on that to get those to get that sediment removed to get back to where 00:30:44
we can. 00:30:47
Do the construction? Is the landfill open at this point? 00:30:50
And at this point, no, we're still because we have so much rain that came in last night, early this morning. The landfill is 00:30:54
still. 00:30:57
Until we can get that cleaned up and dried out. 00:31:00
Great, great and. 00:31:03
I may be wrong with the chairman, but it sounds like we covered 2. 00:31:06
Topics Today 4B and 4D in this presentation. That's correct. 00:31:09
Combine them together. 00:31:14
So thank you for that. 00:31:17
OK, Yeah, I. 00:31:19
Yes, I'm just sharing and if they want to come up and do them all on beach. 00:31:23
But. 00:31:28
Anyway, OK. 00:31:29
I yeah, the only, the only question I have, and it's not a question, it's a comment. 00:31:30
Is the wash. 00:31:35
Between the landfill. 00:31:37
And our Russell Gulch. 00:31:40
Project. 00:31:42
That Creek is. 00:31:43
Full of sediment and. 00:31:44
And the the culverts look like they're. 00:31:47
Pretty pretty or when I was by the other day we're pretty clogged so that. 00:31:51
That wash is. 00:31:57
Looked like it needed some attention. 00:31:59
Two arrest. 00:32:02
Project. 00:32:03
Understood. And I said our our crews have been out working on that. That may be one of the areas that they've already taken care 00:32:04
of. I'll double check. 00:32:07
With our roads division and find out about that one. 00:32:11
OK. Thank you. 00:32:14
Thank you. 00:32:15
OK. Then if if you're finished Marin, you're finished with. 00:32:17
To be so. 00:32:22
We'll move on to C and I think you're fine again. 00:32:24
We're on 4C information. 00:32:29
On a fee structure analysis presentation. 00:32:32
Yes. Good morning, Mr. Chair. 00:32:37
Supervisor Christensen. Supervisor Klein. 00:32:39
I believe our Internet outage today. 00:32:43
Caused our presenters to not be able to join us. 00:32:46
OK, unless. 00:32:49
Do you have them on? Oh, there they are. OK. 00:32:51
Never mind, they're here. 00:32:53
So I'd like to introduce Cara Skinner and Diana Hancock from MGT Consultants. 00:32:55
They have been diligently working on. 00:33:01
Our fee structure analysis. 00:33:04
And they have worked directly with each department. 00:33:07
Here in Gila County. 00:33:10
To understand the costs and revenues. 00:33:12
That are related to them. 00:33:15
And I will let Cara and Diana. 00:33:17
Go ahead and move forward and then when they're ready to present. 00:33:20
Our PowerPoint I can. 00:33:23
I can move through the slides for us and we need to move to the next agenda item. 00:33:26
I'm asking her. I'm Diana. 00:33:31
I'll turn it over to you. 00:33:33
Good morning. Go ahead. 00:33:36
Jonathan, can you get? 00:33:40
Can you turn it up a little bit so we can hear them? 00:33:44
Sorry, we're working on it, Kara. 00:33:47
Turn it up a lot. 00:33:49
Can you hear me OK now? 00:33:56
And we, we can, we can, we can hear you if we. 00:33:57
If it's real quiet but our AC blowers are on apparently and. 00:34:00
It's a muffling to sound a little bit in here. 00:34:04
But go ahead. 00:34:10
No, that's that's a lot better. 00:34:13
OK. Can you hear? 00:34:15
Yeah, OK, Cara, it seems like we have good enough sound for now. 00:34:17
OK, right. And when I shouted. 00:34:23
Or received e-mail from Jonathan from it earlier, he said I could possibly share my screen if that's easier for you. 00:34:26
Would you prefer to run the presentation? No, if you can, that would be fantastic. Thank you, Cara. 00:34:33
Can you all see that screen? 00:34:39
We can, Yep. 00:34:43
Perfect. 00:34:45
Thank you. Thank you, Mary. 00:34:47
Good morning, Chairman, Supervisors. 00:34:50
Tap our center directed with MGT and my colleague Diana. 00:34:53
If you're Diane could introduce yourself. 00:34:57
Thanks SO. 00:35:09
Your time this morning we do have a brief presentation to show the results of our study with you. 00:35:12
So I will go ahead and start with that. 00:35:19
Resolve. 00:35:23
So as Miriam indicated, we worked closely with all the different departments at the city or many of the departments. 00:35:26
To do a cost of service study and really why did. 00:35:34
You won't embark on this project and contract with MGT to do this part. 00:35:38
Really, it was the first time and I think quite some time, that I. 00:35:43
Comprehensive review was done. 00:35:47
Of the different services for which the county charges. 00:35:49
Opinion So what we were brought in to do was to really look at. 00:35:53
What is the true cost? 00:35:58
To the county to provide those services for which you charge. 00:36:00
Identify. 00:36:04
What is your current cost recovery and what that means is we compared what is that full cost? 00:36:06
Compared to the current revenue that you're collecting? 00:36:12
And then we also oftentimes compare these. 00:36:15
To your peers, because that's useful information people want to understand. 00:36:20
How your needs compared to neighboring or similar counties? 00:36:25
Across Arizona. So we did that work and really the goal is. 00:36:29
For you all to have a higher level of. 00:36:33
Transparency and for your those in your community to have a higher level of transparency. 00:36:36
With regard to what it costs. 00:36:41
To provide different services. 00:36:44
So we also want to make. 00:36:50
Be clear what this study is not and what the presentation of the discussion today is not. 00:36:52
And it is not necessarily a request or a call to raise everything. 00:36:57
Can, can you all hear me tonight? Yes, Thank you, Cara. 00:37:03
OK OK, so I do a check. 00:37:06
It's also not a mandate for full cost recovery for every service for which you charge a fee. That is certainly a policy decision 00:37:10
and we'll talk about the different factors that might influence that policy decision. 00:37:16
And it is also not at the. 00:37:23
Request to act today. So today is informational, it's discussion, it's really a. 00:37:25
And a later date and time that you might consider. 00:37:31
What would your cost recovery policy be? And then apply that policy and make recommended. 00:37:34
Changes to the different user fees, but today it's really. 00:37:40
Information for future informed decision making. 00:37:43
So what was the scope of our study? 00:37:50
We studied a lot of departments and you'll see them all listed here and each of those departments. 00:37:53
Provide a mix of. 00:37:58
Fee for service activity and also activity for which. 00:38:01
There are no fees charged in the taxpayer supported. 00:38:05
And our community service. 00:38:09
So each of these departments has at least one, if not 4, if not 50 fees for which it does charge for certain specific activities. 00:38:12
So when we looked at each of those activities, how did we calculate the cost? And the thing that's important to know and 00:38:26
understand is when we do this, we look at what is the actual. 00:38:31
Cost of service. 00:38:36
So we do that. 00:38:38
Working with the department. 00:38:40
Doing some data collection gathering of these schedules the budget. 00:38:42
We want to understand the salaries and benefits associated. 00:38:46
The Bolton departments that are providing these services. 00:38:51
We want to also understand operating expenses. 00:38:54
And they also want to understand the cost. 00:38:57
Of administrative support both within the department and county wide so we do use information from your. 00:39:01
In low cost allocation plan which allocates the cost of. 00:39:08
Central service departments like HR, Finance, IT. 00:39:12
To the direct service providing department. 00:39:17
So we do all that data collection and from that we determine hourly rates that are fully burdened. 00:39:20
Fully burdened, including all of those types of costs, all costs associated with labor. 00:39:26
Filled up with the holy burden not really raised. 00:39:32
And then each of your departments. 00:39:35
Identifies. 00:39:38
What is the time that it takes to provide the service? 00:39:39
Who is providing the service visit? 00:39:43
A variety of staff members, then we understand how much time does each of those staff members dedicated to that service. 00:39:46
And then that gets multiplied by the fully burdened hourly rate. 00:39:53
With the old cops. 00:39:57
And then once we have the full cost. 00:39:59
We multiply that by the volume of times the surface was charged. 00:40:01
In the year to understand the total revenue and then the total. 00:40:06
Holy burden cost. 00:40:11
On an annual basis and we come up with cost recovery percentage. 00:40:13
So generally an exercise in. 00:40:18
And digging in to the full costs. 00:40:21
Understanding the volume and understanding the revenue. 00:40:24
To estimate costs recovery. 00:40:28
So as I mentioned earlier. 00:40:35
While we do identify what is the whole cost, it's not necessarily the policy. 00:40:38
That most communities would not recommend to always recover phone calls. 00:40:44
On her phone calls, cost recovery is really impacted by a number of different factors. 00:40:48
And the fact that. 00:40:53
It's considered most predominantly by decision makers is really this assessment of who's benefiting from the service. 00:40:55
And if it's a service that has a lot of community benefit, then there's. 00:41:04
Typically little cost recovery, if any. 00:41:08
If it's a, it's a service that's for an activity that has mostly individual benefits. 00:41:11
And oftentimes, policymakers want to set cost recovery closer to full cost. 00:41:17
Examples of. 00:41:22
Full cost recovery often are things related to land development, building funds, that sort of thing. 00:41:25
There's also purchasing that the other thing that people consider for cost recovery and setting fees and. 00:41:34
Is competition on the market and we spoke to that a little bit when you said we always include a pure comparison. 00:41:40
There are some services that are largely influenced by the market and and that is taken into consideration. 00:41:46
More significantly, another augmented facility. 00:41:54
All. 00:41:59
Things that the private market. 00:42:00
Might have a similar service. 00:42:03
That we can meet with. 00:42:06
What the community of the county is providing. 00:42:08
Some big picture, high level results from our study across all of those who are in the department. 00:42:14
We had an invite that the phone call. 00:42:20
Cost of those services or activities. 00:42:23
About $6.3 million. 00:42:26
And the current cost to cover is 4.8 million. 00:42:30
So there's a subsidy of about 1.5 million from the general fund or other taxpayer dollars. 00:42:34
Let's go back out so. 00:42:41
If you make some. 00:42:43
Based upon cost recovery philosophy, there is the same child that there could be. 00:42:46
Additional costs required through fees. 00:42:51
Some more specific department funding. 00:42:59
Our findings that these are also very high level, these are the State Department. 00:43:03
I will an opportunity development there and thought that was one that is. 00:43:12
Only recovering 46% through our study. 00:43:16
And yeah, this one within our work that we do across. 00:43:19
I'm sure that oftentimes. 00:43:23
The ball is to recover closer to 100%, but that again. 00:43:26
Decision of the policy makers. 00:43:32
But you can see her across the. 00:43:35
Department of the current full cost that we identify current cost recovery. 00:43:36
The third column over in the back recovery as a percent. 00:43:42
And then that last column is. 00:43:45
Potential. 00:43:47
Cost recovery opportunity if these weren't increased. 00:43:49
There are three departments that that through the border looked like they were potentially over recovery costs. And again, this 00:43:58
is. 00:44:02
Based upon. 00:44:07
Turn a functional up volume. So it may be that they were. 00:44:08
Over recovering it in that year and in other years they're not but. 00:44:12
Generally it. 00:44:18
Hit the goal to not over the cover box. 00:44:21
You'll see two of those the quarter. 00:44:24
Both look like it is over the covering costs. However, those fees are set by state statute. 00:44:28
But comparing. 00:44:34
The Dean has charged. 00:44:36
State statutes and then the cause based upon the time of your. 00:44:39
Felony requirements of the accident. 00:44:43
So there were. 00:44:46
Identified as. 00:44:48
Over recovery. 00:44:50
They did want to highlight facilities and families was sort of a unique situation. So we built two different models for facilities 00:44:57
and fairgrounds because. 00:45:01
The current practice is to use in labor. 00:45:07
Through our work, the annual savings that we identified from using that inmate looking for those around $250,000. 00:45:11
OK, so with. 00:45:20
Currently you're the whole cost of 600,000. 00:45:24
The services that you're. 00:45:30
Or facilities that you're charging for are only recovering 17% of your costs, even with those cost savings from utilizing payment 00:45:32
later. 00:45:36
So there is some potential potentially better or. 00:45:43
Seems to be a Johnson. 00:45:48
And then we just want to give you just a little more context around the peer comparison that we did do. 00:45:52
The dashboard against Graham County and Patch County and Navajo counties and youth resort of the rationales for those 3 counties 00:45:59
and. 00:46:03
And like we thought. 00:46:07
That added value to the analysis. 00:46:09
And that is we did provide that computer. 00:46:14
Results to. 00:46:18
Mary and her team and the. 00:46:19
County Manager. 00:46:21
But we do all those things. We. 00:46:23
We always wanted to share those clear comparisons with some caveats or just sort of really understand what. 00:46:25
The numbers be. 00:46:32
When you look at here, these structures and cross jurisdictions, the peers. 00:46:34
These structures often varies significantly, so it's. 00:46:38
It's not always apples to apples in terms of. 00:46:42
How these are charged? 00:46:45
And the services for which are being covered, I think maybe like in the building room. 00:46:48
I'm playing review theme, might include. 00:46:56
A certain level of review and one inspection or it might not include any inspections like what the service includes can vary 00:46:59
process. 00:47:03
We always want to recognize that. 00:47:08
And the other thing is. 00:47:10
We can compare their fees, but we are not necessarily comparing their costs. 00:47:13
Because many of the bees. 00:47:18
Potentially across the different jurisdictions have not been modified or they have not been in Austin service studies. 00:47:21
Greatly either so. 00:47:28
Or we can compare things we don't necessarily have an understanding of. 00:47:30
One of the underlying costs associated with that county. 00:47:34
Providing those services. 00:47:38
So we use them as sort of a directional check on competitiveness, but. 00:47:40
It's just simply another piece of information or. 00:47:45
The county and policymakers. 00:47:49
So last, the recommendation to. 00:47:55
We had coming out of this study. 00:48:00
I mean, we did. 00:48:02
Let's say foremost was to provide provide useful data and information to you all. 00:48:04
But we did also make a few recommendations and one. 00:48:09
We would recommend that you consider and adopt the convenience fee policy, and that is a. 00:48:14
Related to transaction fees. 00:48:20
For the time, so credit card in person to have some. 00:48:23
Rationale for how the different departments that accept different payment types. 00:48:27
Charge fees and. 00:48:34
Essentially implementing credit card transaction. 00:48:37
The insistence of real life based upon. 00:48:40
#2 would be to have the policy discussion and set target cost recovery levels based upon philosophy. 00:48:44
And then once you've made adjustments to that, those target costs recovery levels. 00:48:53
And we would recommend revisiting costs every three to five years. 00:48:59
The reason why we read. 00:49:03
Recommend that is. 00:49:05
Particularly in the recent times, processes maybe have changed, technology changes. 00:49:08
Processes and costs. 00:49:13
May have changed significantly. 00:49:16
Depending on those processes. So it's good to do the. 00:49:19
Announced that every three to five years. 00:49:23
And then in between years, we recommend applying a CPI adjustment because certainly based upon our cost methodology. 00:49:25
The costs really are based upon labor costs, primarily because. 00:49:35
You are a service providing agency. 00:49:41
And certainly labor costs increase over time. So we know that that underlines significant causes increasing year to year. 00:49:43
Typically by his DPI or some organizations might use. 00:49:52
The present the wages were adjusted through the annual budget process, something like that. 00:49:57
Answer any questions you may have. 00:50:10
We appreciate your time. 00:50:14
Thank you very much, Supervisor Klein. Questions, comments. 00:50:16
Thank you, Mr. Chairman. I think I probably have questions, but I'm not sure. 00:50:22
Right now I see a lot to think about. 00:50:27
Yes, and that's why it's a work session, so you have time to consider it. 00:50:29
And you can better understand it now that you have it. 00:50:33
You know, in the past when we've presented this, it's been a big fat book. 00:50:38
That is completely not useful. 00:50:41
A to you and it doesn't have any context. 00:50:45
So I'm hoping that the teamwork involved across the 11 departments that Kara and Diana mentioned and. 00:50:47
Michael and Josh and myself. 00:50:55
Will give. 00:50:57
You as our Board of Supervisors and our constituents. 00:50:59
A more transparent. 00:51:02
Way to see this. 00:51:04
And also a more digestible set of information. 00:51:06
You're not. 00:51:11
You're not trying to have to figure out. 00:51:13
What matters in this? 00:51:15
And then if you have questions about the data. 00:51:17
We can always provide you with the data. 00:51:20
But having this. 00:51:23
A reasonable presentation format. 00:51:25
Seemed like an improvement that we could implement over past. 00:51:27
Sort of past approaches that have. 00:51:32
Caused more confusion than they've relieved. 00:51:35
Well, thank you. Thank you, ladies. 00:51:38
You did a good job putting this together. I just. 00:51:40
I need to absorb this for a while because there's a balance in there with our. 00:51:43
Our constituents to you with what? 00:51:46
What they're paying in tax dollars and what we're charging them to use what they built so. 00:51:48
Basically, uh. 00:51:52
So it is going to require some. 00:51:53
Thought so, Thank you man. 00:51:55
Yes, Mr. Chair, based on what Supervisor Klein just said. 00:51:56
Would you like us to plan another one of these? 00:52:00
Work session discussions. 00:52:03
After you and. 00:52:05
And the Board have had a chance to look at this. 00:52:06
Yeah, I can get to that in a minute. No, thank you. 00:52:08
Don't. Don't, Don't ever be. 00:52:11
Supervisor Christensen, Chairman. 00:52:13
So I've had actually quite a few discussions with our community development department. 00:52:17
With regard to their fees, that are reflected here at. 00:52:21
46%. 00:52:26
Recovery and how Randy would like to increase that, in other words. 00:52:27
When we look at this page here about cost recovery philosophy. 00:52:32
The the building permit, septic permits, rezoning applications, and subdivision review. 00:52:37
To be needing a much. 00:52:44
Closer to 100%. 00:52:45
Mark, because those people are. 00:52:47
Taking out. 00:52:50
Permits that don't need to be subsidized by those that are not taking out. 00:52:52
Permits and that's. 00:52:57
That's one of our upside down things that we've got going on right now. 00:52:59
So the cost of building a home through permits or septics or whatever. 00:53:03
Should be paid by the user. 00:53:10
The one taking out the permit. 00:53:14
And not subsidized by those. 00:53:16
Who are not building a home. 00:53:18
Are not putting in those features. 00:53:20
That's my philosophy. And so I think that's. 00:53:22
Philosophy here as well, and I'm curious. 00:53:25
As to. 00:53:29
Why we didn't include the landfills in this study? 00:53:30
Is that just a separate thing? 00:53:34
The landfills and their keys. 00:53:38
The landfill and their fees was. 00:53:42
Evaluated separately. 00:53:46
And the Board had recently back in December of 2024. 00:53:47
Implemented a new fee structure. 00:53:52
There and it's my understanding that. 00:53:54
The landfill and public works. 00:53:56
Will be bringing their information to you separately. 00:54:00
They've been so focused on other projects. 00:54:03
That they were. 00:54:06
They did not have the bandwidth to accommodate this. OK, Georgie. I look forward to that because we need to keep up on those fees 00:54:07
as well. 00:54:10
So thank you ladies for your presentation. 00:54:14
Yeah. Thank. Thank you very much for your information. 00:54:19
But I agree with. 00:54:22
Marin that. 00:54:24
A lot of that information is for staff. 00:54:25
To digest. 00:54:28
And and then bring us information so that. 00:54:29
We can make decisions to go forward. 00:54:33
And so I. 00:54:36
I appreciate you. 00:54:38
And and I do believe that it. 00:54:40
It has is about time because we're kind of restructuring that, that we did do a user fee study. 00:54:42
So that we can better understand. 00:54:48
How to go forward so? 00:54:51
Thank you very much for your time, energy and effort. 00:54:53
And for staff, we're requesting us. 00:54:57
That we do this so. 00:54:59
Thank you very much. 00:55:01
Appreciate it. 00:55:03
Thank you. Yes. 00:55:05
Thank you. 00:55:10
Okay, moving on. 00:55:13
Maybe OK I. 00:55:20
And and on D. 00:55:24
Information regarding the status of flood. 00:55:26
Recovery projects. Associated funding. 00:55:30
Resources. 00:55:33
And 22120 day. 00:55:34
Completion timeline. 00:55:37
Are requires for NRCS emergency watershed. 00:55:39
Protection and Matt. 00:55:43
Covered lots of that. 00:55:45
Back earlier. 00:55:48
And then associated funding resources. That's the only thing I. 00:55:50
I didn't. 00:55:55
Catch in what you came up. 00:55:56
With. 00:55:59
On the earlier. 00:56:00
Portion of this. 00:56:02
And so do we have. 00:56:04
Anything As for? 00:56:06
Before I just pass it up, do we have anything? 00:56:08
On associated funding. 00:56:10
Resources for. 00:56:13
220 day projects. 00:56:15
Thank you, Mr. Chair. 00:56:17
The Public Works Department has submitted its first request to NRCS. 00:56:19
For reimbursement. 00:56:24
For the first big chunk of work. 00:56:25
And that has been well received. 00:56:27
The consultant for the DIMA project. 00:56:31
Has submitted. 00:56:35
The September. 00:56:36
Projects to date to DEMA and we are. 00:56:38
Anticipating. 00:56:41
A peer review of that application. 00:56:42
And we will let you know when those. 00:56:47
Reimbursements start coming in. 00:56:50
OK, uh. 00:56:53
With the added information, Supervisor Klein, do you have any? 00:56:55
Comments or questions? 00:56:59
How much have we dipped into that 18,000,000 that we bonded for? 00:57:00
To help felonies, we have not submitted for any reimbursement from the 18,000,000 yet. 00:57:04
OK, good. We wanted to see what our what our final costs are before we. 00:57:09
Submit to the bank and ask them to send us that. 00:57:15
That interest bearing money. 00:57:17
Yeah, good. 00:57:19
Except it was a Christian. Think you know, I have no questions. Thank you. 00:57:21
OK. Yeah. No, that was a a question that that I had and so. 00:57:24
Now I'm I'm good with that, so thank you very much. 00:57:29
Answering the funding part of this and. 00:57:32
Matt, thank you. 00:57:36
Years earlier. 00:57:38
OK, we're going to move on. Does anybody need a break? I think we're getting into. 00:57:40
This part of the work session where. 00:57:46
It's gonna be a little bit lengthy. 00:57:48
Supervisor Klein Christensen, you want to. 00:57:52
Roll forward, you wanna. 00:57:54
Take 5 and also 2. 00:57:56
I I do believe that today. 00:57:59
We are going to go. I was speaking with. 00:58:01
Manager Michael Driscoll. 00:58:06
And I, I believe that F&G is going to kind of run together. 00:58:08
And so I. 00:58:13
I will. I'm going to. 00:58:16
Move of F&G. 00:58:17
Prior to E. 00:58:20
And so. 00:58:23
If anybody would like to take short break supervisor, fine. You OK? 00:58:24
Yeah, we're only an hour into this. I'm good to go, supervisor. I'm fine. 00:58:29
Yeah. OK. Then we are going to roll forward and. 00:58:34
And. 00:58:38
Manager O'Driscoll, would you like to? 00:58:40
Start off. 00:58:42
With. 00:58:44
Apparently F&G. 00:58:45
Running. 00:58:47
Running together. 00:58:48
Chairman, members of the Board, thank you. 00:58:50
And yes, the reason what what I've done is. 00:58:52
This board has requested staff. 00:58:55
To present to the Board a financial analysis of. 00:58:57
Two different. 00:59:01
Properties, uh. 00:59:03
One of them is the fairgrounds, which the county owned, and one of them is the Veterans Retreat Young, which county doesn't own at 00:59:04
this time. And while I was doing this presentation, we're going to be looking at the same financial information. 00:59:10
For each of the properties. 00:59:17
And therefore I sort of combine them into one PowerPoint presentation. 00:59:18
Is board so. 00:59:23
Without any other questions, I'll just go ahead and get started. 00:59:26
Yeah, great. 00:59:33
So the purpose of this review is what the board wanted. 00:59:34
Was umm. 00:59:38
What was spent? 00:59:39
What was spent out at each of these properties? 00:59:40
Who paid it? And the question who paid it was what fund these? 00:59:43
Expenses come from. 00:59:49
For example, you'll see during this presentation we had received a large. 00:59:50
Amount of money from. 00:59:55
Which is coated money from the federal government. 00:59:56
Each. 00:59:59
Each government agency across the country received during COVID. 01:00:01
And those funds were restricted only the first half, $1,000,000. 01:00:05
Anything that we received after a half million dollars, the county was able to expand on any project. 01:00:09
That this board approved. 01:00:15
And those funds needed to be expended by December 31st of 2025, which was last year. 01:00:18
And I'm happy to report that. 01:00:23
The staff. 01:00:25
Has expended all those funds. 01:00:26
We didn't want to leave any money on the table to get back to the federal government. 01:00:29
And so. 01:00:33
I'd like to thank staff for. 01:00:34
Making that happen. 01:00:37
And as board for the direction, if you recall during the COVID years we were bringing. 01:00:38
Projects in front of you for. 01:00:43
Your thoughts? 01:00:44
What did it buy? The question is, is actually what? What? 01:00:46
What the money was spent on? 01:00:49
And exactly what did that provide the county? 01:00:51
So we presented the annual cost by year. 01:00:56
And I'll go into the years that we used it. 01:00:59
With five years starting with 2021. 01:01:01
2021 was a good years to start because there were absolutely no. 01:01:05
Expenses out of Pleasant Valley and none that was being. 01:01:09
Tracked in the fairgrounds. So that's a baseline year. Starting at 0 is the perfect year to start at. 01:01:12
Then we could see how it builds from year to year. 01:01:18
We separated one time capital project investments from ongoing operational. 01:01:21
Obligations, and what that simply means is. 01:01:26
Capital is is. 01:01:28
Construction is some other items. 01:01:30
Operational expenses are full time employees, utilities, those kinds of things, so. 01:01:33
We separated that out for a better explanation. 01:01:40
Where that money went? 01:01:43
And then and then. Also. Part of the request was to summarize the. 01:01:45
We call them P cards, but they're actually credit cards. 01:01:49
The purchase card so. 01:01:52
If there was a significant difference between these two properties. 01:01:54
For the P cards. 01:01:58
Simply because they come from. 01:02:00
Credit card purchases are charged to multiple funds at the Pleasant Valley Veterans You Treat. 01:02:03
And out at the fairgrounds, all credit card purchases were charged to the general fund since we own that property. 01:02:07
So that we're not multiple accounts for that. 01:02:14
So you'll see as I go through this that we did not include the. 01:02:17
Purchase cards for the fairgrounds. 01:02:21
Because there were. 01:02:24
There were too many to get. 01:02:26
A coalition of. 01:02:29
Of staff together to get a. 01:02:31
A total for that amount. 01:02:34
And we are working on that as well. So we should be sending that information to the board in the next say 3 to 4 weeks. 01:02:36
So you'll see a difference between these two. 01:02:43
Properties for credit card purchases. 01:02:47
And then? 01:02:51
This slide, what we did is we just put the Pleasant Valley Veterans Retreat next to the fairgrounds and listed the funds and more 01:02:52
general fund. 01:02:55
The American Rescue Plan Act, which is ARPA. 01:02:59
I just explained that to you. We also include non capital capital. 01:03:02
General maintenance operation funds. 01:03:07
I just wanted this board to know that the non capital capital. 01:03:09
And general funds and the maintenance operations. 01:03:13
All roll up into the general fund. 01:03:16
So we consider them general fund. 01:03:18
We just break it down based on the accounting principles and the rules and guidelines from the. 01:03:22
Auditor General. 01:03:27
And policy. 01:03:29
We take those general funds and we break them down into those subcategories, non capital, capital. 01:03:30
So for the purpose of this particular conversation, all of those funds are still considered general funds. 01:03:36
So. 01:03:42
So questions, Yeah. I have a quick question as we go forward. If you have questions, will you address me first, please? 01:03:43
Pardon me. Yeah, as we go forward, if you have questions, please. 01:03:52
Ask for time to speak. 01:03:56
As we go forward. 01:03:59
Well, I think we always have, but thank you. 01:04:02
OK, Michael. 01:04:04
On the veterans retreat and yes, I don't understand. 01:04:06
The money that came from the state was actually a man may have to verify this too. 01:04:11
Was rolled into our general fund until recently. 01:04:17
Chairman, members of the board. I get into that later. 01:04:22
Part of the presentation, but I'd be happy to answer that now if you would like. Well, I'm just saying here, right here on the 01:04:25
Capitol. 01:04:27
Heart of this is 245,000. 01:04:30
Was any of the. 01:04:37
State money or LATCF money? 01:04:40
Part of that. So the LAT staff money in the state $3,000,000 are separate. 01:04:42
Along with ARPA, so we have ARPA general fund, LATCF money. 01:04:47
They're separate. The $3,000,000 was specifically. 01:04:51
Given the Gila County. 01:04:54
To spend at the Pleasant Valley Veterans Retreat for construction. 01:04:56
So when we receive that money. 01:05:00
That money was. 01:05:02
Put into general fund. 01:05:04
Which makes it difficult for staff to go back and. 01:05:06
Determine what class are allowed to go to that. 01:05:10
So, in other words, construction costs. 01:05:13
Were the only thing that was allowed to be charged at $3,000,000. 01:05:15
Right now we we, it's wrapped up into the general fund, so. 01:05:19
There's operation cost, there's also utilities, those kinds of things. 01:05:24
Are being charged to the general. 01:05:28
But we have no way of providing an audit to the state about that $3,000,000. 01:05:30
So what we're going to be doing is, is this is going to be on Marin and their staff. 01:05:36
We're going to be taking that $3,000,000 and breaking it off into an individual line item. 01:05:41
We couldn't do that this year. 01:05:46
Because our our the Auditor General had already provided an audit for our budget. 01:05:48
So we can't go. 01:05:52
Back and make changes. 01:05:53
So what we are going to be doing is making that change to this year's budget. 01:05:55
Pulling that $3,000,000 out. 01:06:00
And then journal entry. 01:06:01
Those items that are considered construction. 01:06:03
Since we received the $3,000,000. 01:06:06
And charge it against that $3,000,000. So at any given time if this board wants to know. 01:06:08
How much of that $3,000,000 we have left? 01:06:13
Will be able to do it in a matter of seconds just by looking into our new world system. So that was the confusion there instead 01:06:16
of. 01:06:19
When we received it creating a line item separately right at front. 01:06:23
It was, it was rolled up into the general fund, but we are going to correct that. So we'll have a better accounting. 01:06:26
For those those that $3,000,000. 01:06:32
That makes sense. 01:06:34
Oh, I I didn't understand why it was put in the general fund to begin with like it was. 01:06:35
I you know, I didn't understand that, but. 01:06:40
So you will be able to go back and pull those costs out. 01:06:43
And and put the rest of that money or whatever's left in its own fund or separate account. 01:06:46
Yes, Sir, and. 01:06:52
And as far as there really is not a lot of charges and I'll go into that. 01:06:53
In I think slide 20. 01:06:58
2122, something like that. There's really not a lot of charges. What we have to do is we have to work with the County Attorney to 01:07:00
get a definition of what construction means. 01:07:04
Right, so. 01:07:09
For example, I'll go over some of the costs is chip seal. 01:07:11
A construction cost? We don't know. 01:07:14
In my in my perspective, construction costs are going to be. 01:07:17
Engineering. 01:07:21
Architecture. Uh. 01:07:22
And, you know, hiring. 01:07:23
Licensed contractors through the procurement process to build something. 01:07:26
Or put something on a building. 01:07:30
As far as chip sealing and some other costs. 01:07:32
I can't give you an exact answer until we get with the County Attorney and sort of agree on a definition of what construction is. 01:07:35
Because it's very broad in the IGA. 01:07:41
That this board signed with the state of Arizona in 2023, I think December 2023. 01:07:44
That it basically said construction. 01:07:50
Constructing of Pleasant Valley. 01:07:52
Veterans retreat and then the definition of what is construction, we still need to hash out with the County Attorney. 01:07:54
Right I. 01:08:00
I don't disagree with that. I mean usually chip seeding means maintenance on. 01:08:00
They wrote differences in this wasn't a paved Rd. 01:08:05
Yeah, there's dirt. 01:08:09
So to me it was like constructing. 01:08:11
Oil based Rd. 01:08:13
But uh. 01:08:14
I mean, Joe, I guess would be going to tell you. But anyway, thank you for all that. 01:08:15
You bet you, Sir. 01:08:19
Any other questions before I move on? 01:08:21
Thank you. 01:08:23
So we're gonna start with the Pleasant Valley Veterans Retreat first. 01:08:24
This is just a quick overview. 01:08:27
Of what has been spent in the five years 2021 and 2026. 01:08:30
2.5. 01:08:34
I'll stay there, Jonathan. 01:08:35
Back 2.5. 01:08:37
9 million of projects operations. 01:08:40
807,000. 01:08:42
And the guests served. 01:08:44
Which are the veterans? 01:08:46
425, that's what we have reservations for. 01:08:48
This does not count. 01:08:51
Some of the guests that the not-for-profit. 01:08:53
May have had events out there. 01:08:56
So I do want to make that specific as far as. 01:08:58
Annual meetings. 01:09:02
By the utility company. 01:09:04
Those kinds of things. This is just the the veterans who were signed up to spend. 01:09:06
Overnight visits there. 01:09:11
And then I'm going to go into more specific. Yes, Sir. So one thing Mr. Chair would point out on this deal and thank you for this 01:09:12
putting it all together. 01:09:16
But the way I figured it here on operations that operations covers A5 year span. 01:09:19
So that comes out at $161,400. 01:09:26
For a year. 01:09:30
If you did now every twitch. 01:09:31
That's what I did. 01:09:33
Yep, Chairman members, the board, that's. 01:09:34
That's true. 01:09:36
If Emma goes, Oh yes, yes, yeah, my apologies, Jenna. 01:09:37
Yeah, and and. 01:09:40
It it's per year. 01:09:43
It's not. 01:09:46
Total divided because years change. 01:09:47
As we go forward. 01:09:49
That's not what says on top, Mr. Chair. 01:09:51
21 through 26, gentlemen and Members, if I may explain a little bit. 01:09:53
This is the total cost over the years. 01:09:57
But as you will see since I broke it down by year. 01:09:59
The operations per year cost is increasing. 01:10:02
I I understand that Michael. I'm just addressing this first page because I got more. 01:10:06
To address as we go down there, but. 01:10:10
No, this is over a five year term. 01:10:12
Or stand and that comes out at 100. 01:10:14
61. 01:10:16
4 That's what I said. 01:10:17
If you do that math, yes Sir, it is. Is that the true cost per year moving forward? 01:10:23
I would disagree. 01:10:28
So yeah, I and I accept that because I know that's going to change a little bit. I've already went through this and tabbed a lot 01:10:29
of things I have questions or comments on, but. 01:10:33
But I just wanted that to be made clear. 01:10:37
We're not talking $807,000 a year. 01:10:39
For this site. 01:10:43
Correct. 01:10:44
We're talking the total 807,000 / 5 years. 01:10:45
And then it'll get a better sense when I go year by year. 01:10:49
The increasing costs of this per year. 01:10:52
And what the Board can expect if we continue. 01:10:55
Operating this. 01:10:57
What it would cost. Thank you, Michael. You betcha. 01:10:59
Next slide. 01:11:03
The and this is just a quick breakdown. 01:11:05
Per year. 01:11:09
Of the financial summary. 01:11:10
This gives you an idea of what we're going to go into more detail of. 01:11:12
Per year what we spent from what? 01:11:16
Exactly that it comes out of. 01:11:19
Do you have any questions about this slide before moving on? 01:11:22
Mr. Chair, I got some. 01:11:26
Yes, Sir, just just. 01:11:28
So you can click it by mark. 01:11:30
Under operating maintenance Ftes. 01:11:33
Starts in 2003. 01:11:36
And it starts at 20. 01:11:39
29,000. 01:11:40
$524.88. 01:11:42
And by this year? 01:11:45
2026. 01:11:46
It is up. 01:11:48
To $305,213. 01:11:49
Umm. 01:11:54
What, what, what cost? What am I? What am I? What am I missing here? Because FDA has not changed? 01:11:58
In their sight. 01:12:07
No, Sir, Chairman, members of the Board. 01:12:09
Now this includes operations. 01:12:12
And maintenance. 01:12:14
And FTE. So there are three completely separate different categories. 01:12:16
That, uh. 01:12:21
Our roll up into operating costs, so you have the Fdes. 01:12:21
You have their salaries, you have their Ers, which are employee related expenses. We sort of calculate that by. 01:12:25
Taking the salary. 01:12:31
And 40% of that salary added on top. 01:12:32
That's for insurance. 01:12:35
Pension, that kind of those kinds of things. 01:12:37
The operating costs of utilities are the contract for cleaning, are they? 01:12:39
Weeds are. 01:12:44
The maintenance of the buildings. 01:12:45
Those kinds of things, so it all adds up into one. 01:12:47
So, umm. 01:12:50
We can split that out. 01:12:51
We certainly can. 01:12:53
We have two full time people there. 01:12:54
So if you if this board would like just a separate. 01:12:59
Accounting of the two Ftes. 01:13:03
Plus their Ers. We could do that by the. 01:13:05
Sometime during this meeting. 01:13:08
You could do it in a couple minutes if you would like. 01:13:09
It doesn't matter to me. I mean, that'd be fine, but what I'm looking for is, is a true operating? 01:13:12
Asked and so. 01:13:17
Like maintenance? 01:13:20
In there. 01:13:21
Was there some one time costs in there on a particular year that wouldn't roll over to the next year? 01:13:25
Was the maintenance on buildings considered maintenance or or new construction? 01:13:30
Those are the things that I would like to see. 01:13:35
Because. 01:13:38
That has a big impact. 01:13:39
On the overall operations of that site. 01:13:40
The chairman and members of the board you have this includes. 01:13:44
This is this is our definition of what we. 01:13:47
Would define his operating cost for any building. 01:13:50
Is the Ftes plus the. 01:13:53
The cost for maintenance. 01:13:55
Maintenance, preparing, plumbing, those kinds of things. 01:13:57
And we could always pull that out. It would take some time, but we we always include those three things into your talking because 01:14:00
that is the true cost. 01:14:04
Of maintaining a property is you have employees. 01:14:09
That are that are doing that. 01:14:12
100%, yeah, your 100% right. I'm totally on board with you there. 01:14:14
I just want to see all the other costs and another question, my last question on this particular page. 01:14:18
Is these costs? 01:14:25
All rolled into that 800 and. 01:14:27
$1000. 01:14:30
Five year annual. 01:14:31
Operating costs, are they all a part of that? 01:14:33
Yes, they're all a part of it. OK, so. 01:14:35
Over five years, on an average, it was still back to the 161,000. 01:14:37
Yes, if you do that math. 01:14:43
From this particular side, what I'm trying to depict to this board is. 01:14:45
Is the operating costs are increasing? 01:14:49
Well, they may. I'm not denying that they may increase. I mean we. 01:14:51
We started with the fairgrounds that operating cost that was really. 01:14:56
Really low. 01:14:59
Or we're really high now. I mean, the more we do, the more we improve, whatever. 01:15:01
I get that. 01:15:06
I'm just wanting to. 01:15:06
To get a solid. 01:15:08
Figure on where we are today. 01:15:10
And to verify what what we're looking at is true maintenance costs. What what are they? Yeah, you're right. 01:15:13
You know, painting a building. 01:15:20
We'd eaten the. 01:15:22
Their grounds fixing lakes, I get that. 01:15:23
So yes, they're an absolutely right about the fairgrounds too, which we started 2021, there was 0 as well. 01:15:27
So you'll see an increase. 01:15:33
With the fairgrounds as well. 01:15:35
You're absolutely right, Sir. 01:15:37
Supervisor, Christians and go ahead. 01:15:40
Michael Silver 305,000. 01:15:42
And it's increasing. 01:15:45
But you have 3. 01:15:48
Cost in their operations. 01:15:51
Operating maintenance and. 01:15:55
Dollars. So if the. 01:15:57
For the most part, will stay the same. 01:15:59
Then the increase is going to be from operating and maintenance. 01:16:02
How? And I don't think you have anywhere where that's actually broken out, but let's say. 01:16:05
Is this reoccurring maintenance or is this one time maintenance? 01:16:13
It adds to this figure. 01:16:18
In other words, like, OK, we painted an entire building. We're not going to do that every year. 01:16:20
Right. And so? 01:16:25
It's and there's not enough breakdown for me to see whether or not this is reoccurring, consistent, annual. 01:16:28
Maintenance costs or whether it's. 01:16:36
Higher maintenance this year than the year before, but I think I broke it down a little bit further and the slides in 2026 and 01:16:39
2025 as far as what the hell. 01:16:44
But if you require more specifics after I get to that part, I'll have. 01:16:49
Our facility director, Joseph, come here and explain exactly what each category is. Thank you. Yeah, you guys. 01:16:54
OK. 01:17:02
Continue. 01:17:04
And again, this is just a recap of some of the categories of where the money was spent. 01:17:09
I just give you a basic. 01:17:15
Overview of it before I go into specifics per year. 01:17:17
And exactly what some of the money was spent on. If you notice, the largest project was the remodel. 01:17:21
If you recall, that was the remodel project we hired a state contractor for. 01:17:27
Which which ended up to be. 01:17:33
Really good project for this and that was paid for by the. 01:17:35
Funding, umm. 01:17:38
Most of this was paid for the ARPA funding. 01:17:40
With some cost coming from the capital improvement. 01:17:42
Which is the general fund? 01:17:45
So question about that. 01:17:47
No, I, Mr. Chair. 01:17:52
This showing that as the ARPA money would have been prior to 23, correct? 01:17:57
The opera money, I believe, was spent in 24. 01:18:05
OK. But I have that on another slide. 01:18:09
How much was spent? 01:18:14
Or can you tell me this? 01:18:16
Out of the state money for some of this. 01:18:18
I will be able to tell you, but the state money is. 01:18:22
And we can go. 01:18:26
In a later slide to discuss that. 01:18:28
Sir, as far as the $3,000,000? 01:18:30
I have the exact number here. 01:18:34
But it's sort of. 01:18:36
Out of oh. 01:18:38
You can go into it right now if you would like, Sir. So we have. 01:18:40
$3,000,000 if you. 01:18:43
If you take into account the IGA was signed by this board in December 2020. 01:18:45
Three, I believe. 01:18:50
So basically let's just use 2024 as the baseline for the $3,000,000. 01:18:51
And I've already talked about we still have to get with the County Attorney to get a definition of construction. 01:18:57
In 2024 there was 0 money spent. 01:19:03
Right, that that could have been considered construction. 01:19:06
In 2025. 01:19:10
There is zero money. 01:19:12
That we could consider construction. 01:19:13
OK, hang on on that one. Oh well, until you get a. 01:19:16
Get a deal back from. 01:19:20
The CA's office correct because the chip sale was done in 25, correct? 01:19:23
And the solar? 01:19:27
Panel install is going on now, but that was started. 01:19:29
And 24 I think. 01:19:33
Right, 2026 is where we actually have the money for the solar panel installation being charged to the right now, right now. So we 01:19:35
consider that part of the 2026 and the gate and gave you on baskets was done in 25 completed. 01:19:42
Yes. And that's done in 26 as well. So it's been charged 26, so. 01:19:51
And 2025. 01:19:56
No project would have been considered. 01:19:58
Construction and charge the three million except for the chip seal. 01:20:01
And we don't know if that can be charged so until we get a definition from the. 01:20:05
County Attorney on construction. We're just going to count it as zero right now. 01:20:11
And then and then in 2026, we had several of them we had. 01:20:14
That's been charged that we can. 01:20:19
Put towards the three million, we have about 51,000 for the design of the multi use building in Ava cabin. 01:20:21
That's been charged. 01:20:27
To the county already. 01:20:28
Even though we know you'll see at a later slide, the total cost for that is about. 01:20:30
250,000 right. 01:20:33
But we've only been charged 51,000. 01:20:35
That, I'm guessing could be charged at 3 million. 01:20:38
We have the gate and gabion baskets at about 8200. 01:20:42
I'm guessing that could be charged because that was heavily designed and part of construction. 01:20:46
There's a 7000 solar panel installation that's been. 01:20:50
Billed to the county already. 01:20:54
The total for that contract is about 40,000. 01:20:55
7000 of that has been built to the county. 01:20:58
And I think that could be built to the 3,000,000 as well. 01:21:01
It all up and I threw in there the chip seal. 01:21:05
And I added it all up. 01:21:07
If you include the chip seal for 2026, we have about $122,000 that. 01:21:11
May be charged to the $3,000,000. 01:21:16
67,000 of that. 01:21:20
I'm guessing candy charged if you take out the chip zoo. 01:21:22
I hope that explains it. 01:21:26
We were getting closer. You look good. Keep asking your questions but. 01:21:27
Marriage used to it. The my next question is though the one above it is the survey for that property. 01:21:32
That survey had to be complete in order to have. 01:21:39
Bill for the conveyance. 01:21:42
Yes, Sir. 01:21:45
So, umm. 01:21:46
Chairman of the Board. 01:21:48
Just a quick history of the survey. 01:21:49
There's several things on that. 01:21:52
Conveyance language that the county has to pay for if the federal government conveys that property to Gila County. 01:21:53
One of them is a survey. 01:22:00
And another one is an environmental. 01:22:02
Survey which includes archaeological. 01:22:04
We're we don't have a price. 01:22:07
Quote, we're working on a price quote to get that done because that's. 01:22:09
It's a big project as well since it's over 200 acres out there. 01:22:13
The survey. 01:22:17
Was done simply because. 01:22:20
We're working on the licensing agreement for the not-for-profit in Gila County. 01:22:22
And we realized during the process that the legal description. 01:22:27
Of the original special use permit with Gila County and the US Forest Service needed up. 01:22:33
Updated I did. 01:22:37
And, and so we decided, Mr. Menlove decided at that time to. 01:22:39
Hire out to get a survey done. 01:22:44
Which worked very well. 01:22:46
That survey was charged to the general fund. 01:22:48
As well. So, so and that's good to know, Michael. I just see that it's, it's like it's all right here on the same line for the 01:22:51
same price. 01:22:55
Legal Services. 01:22:59
Is that the? 01:23:01
Dad, is that the attorney's fee that we had to go outside and hire for? 01:23:03
The licensing agreement. 01:23:08
Chairman, members of the board, Yes. 01:23:09
One of the one of their. 01:23:12
The County Attorney let the county administration know that. 01:23:14
We are more than welcome to go out. 01:23:18
Outside and higher. 01:23:20
Legal. 01:23:22
Advice. 01:23:22
And to look at some of these projects and things like that. So that's exactly what we have done. 01:23:23
OK. And then the web development was for the website? 01:23:28
That site and so all this is coming out of general funds. 01:23:33
Yes, Sir. OK. 01:23:36
OK, Yeah, I. 01:23:39
I have a question if I can ask that question. 01:23:41
No, you're you're, you're good, OK. 01:23:45
Well, that's why I. 01:23:48
Yeah, 'cause. 01:23:49
We get into things that are going to be covered in the future. 01:23:50
But while we're here. 01:23:53
Doing the survey, doing the licensing. 01:23:55
Are we licensed to operate? 01:23:57
A PVR. 01:24:00
At this point in time. 01:24:02
Chairman. Members of the board. 01:24:04
At this time, we do not have a licensing agreement in place. 01:24:06
That's an item, that's an answer. Have we ever been licensed? 01:24:09
No, Sir. OK, ask and answer. OK, let's get back to the presentation. 01:24:14
The next slide, please. We're going to start at 2021. This is going to be an easy year. 01:24:21
Because this has, this is our baseline year. 01:24:25
Which has 0 cost. 01:24:28
We really didn't start working on the Pleasant Valley Veterans Retreat till 2022. 01:24:29
So, umm. 01:24:34
And that's what we do. We go right into 2022. 01:24:37
Where you see where it's just a little bit of cost. 01:24:40
3038 thousand and I have it broken down. 01:24:43
This is when. 01:24:48
At some point in time, the Board of Supervisors. 01:24:49
Approved. Noted by direction. 01:24:53
To the county manager for two Fte's. 01:24:55
For this particular property. 01:24:58
So, uh. 01:25:00
This is a good slide to see that we're preparing to get more into the operations of the Pleasant Valley Veterans Retreat. 01:25:01
But it's only about 38,000 and. 01:25:08
This particular year. 01:25:10
And the next slide is just breaking that down a little bit better for you. 01:25:12
The 38,000 most of that was paid for by the ARPA fund. 01:25:19
On the setup we had. 01:25:23
Ice chest we're releasing golf carts for. 01:25:25
For activities out there. 01:25:29
And then also the niche out. 01:25:30
Which is which is a process you have to go through. 01:25:32
With these properties, the US Forest Service. 01:25:35
And then? 01:25:39
We had additional 22,000 in credit card purchases and that breaks it down there, so. 01:25:41
And at this particular time, we had no operating costs as far as FTE's maintenance utility goes. 01:25:47
And we go into 2023. 01:25:55
Where you could start to see that we're spending a lot of our money there. 01:25:56
Sort of remodel. 01:26:01
Again, the ARPA money is the COVID. 01:26:04
Then we we go into some capital fund expenses. 01:26:07
Ftes we had a part time. 01:26:11
Part time employee out at. 01:26:13
The Pleasant Valley Veterans Retreat, who is part of the maintenance team out there? 01:26:15
So you start to see that we're we're we're kicking into some of the maintenance and operations of the Pleasant Valley Federal 01:26:19
industry, which is normal. 01:26:23
If you're going to be out there. 01:26:27
And then I just broke down the. 01:26:29
The part. 01:26:32
The credit card transactions. 01:26:34
Most of them were paid for by ARPA and Capital. 01:26:36
And we're going to go into more specifics in the next slide. 01:26:40
About that. So if you see at the very bottom, I included about 57. 01:26:43
Well, in this particular side. 01:26:48
We're at the 2023 credit card. 01:26:51
There you go, the 57,000. 01:26:53
Was the for the ARPA class for kids and cabinets, kitchen counters, furniture, TV setups. 01:26:57
So the remodel or the remodel? 01:27:04
For the 1.7 million covered the buildings, remodeling it and the outsides, this is sort of getting the insides of these buildings 01:27:06
ready. 01:27:10
To get better and stay there. 01:27:15
Questions about this? 01:27:18
Everybody declined questions. 01:27:21
No, I'm good. 01:27:22
Supervisor Christensen Well, I guess the only they just kind of came to me. Did did any of these purchases come? 01:27:23
Before the board for approval or is it just? 01:27:30
Part of the. 01:27:32
Ability for the manager to. 01:27:37
Just approved 10 AM. 01:27:39
I believe it was the combination of contracts under 50,000 and just the direction by the county administration, OK. 01:27:41
Thank you. 01:27:48
And the next slide? 01:27:51
The projects and funding source, it goes over again in a little bit more detail. 01:27:52
Some of the. 01:27:57
What the money was spent on? 01:27:58
If you look at the ARPA funded projects, the first line to 290,000. 01:28:01
It included Earthquest plumbing, blinds and. 01:28:05
And the cloud system for the network, for the for the computer system out there. 01:28:08
Yeah. 01:28:14
Earthquest Plumbing was brought in simply because the system was old. 01:28:15
And, umm. 01:28:19
During the model process. 01:28:20
It was determined that. 01:28:23
The on site wastewater system. 01:28:24
Needed. Needed. 01:28:26
Have a lot of leaks fixed and a lot of lines were placed so that's. 01:28:28
For the majority of costs came from here, and that was paid for by ARPA. 01:28:31
And then we get into the operating costs supervisor client a little bit more specific. 01:28:35
Which includes all of those, and of course we can always break those out. 01:28:41
If we wanted to to get more specifics. 01:28:46
The exact cost for utilities. Legal janitorial. 01:28:50
It's all. 01:28:53
How we app? 01:28:55
How we sort of categorize operational costs and facilities. 01:28:56
These all are what it takes to operate the building. 01:28:59
So that's why it's in that particular fund. Mr. Chair, I have one question on this one. That's just clarification, Michael. 01:29:03
On legal on this, because we talked about the legal part of it a while back. 01:29:12
And the legal part of it that I remember, there was a. 01:29:17
Under 50 contract done for about $49,000. 01:29:20
We're now outside attorney. 01:29:25
To help with. 01:29:27
Putting the licensing together. 01:29:28
But that was the one time. 01:29:30
Cost, wasn't it? 01:29:32
Chairman, Supervisor, Clients, Christian So. 01:29:34
A little bit more to that, but that was a one time cost. 01:29:37
It's about $49,000 for the licensing and we're. 01:29:42
We're to the point of presenting that licensing agreement to the Board August 4th during that session. 01:29:46
And in the outside law firm that we hired ballots far. 01:29:52
The attorney, Michael Ostermeier, is going to be here to present that to the board. 01:29:56
So that was a one time cost. 01:30:00
The challenge here is if there's any. 01:30:01
Additional cost to. 01:30:04
Mr. Ostermeyer. 01:30:07
If there's a glitch. 01:30:08
I'll say the not-for-profit attorney. 01:30:11
Wants to make some changes to the licensing agreement. 01:30:13
Before signing it. 01:30:15
Right, there's. 01:30:17
Those are added costs in my. 01:30:18
To the balance bar. 01:30:20
So at 49,000, he's gonna charge us more money. 01:30:21
So that 49,000 kicks it above 50,000. So there's going to be delay because I'll have to get that 50,000. 01:30:24
And over in front of the board. 01:30:31
Discussion SO. 01:30:32
So that's where we're at with that. 01:30:34
But. 01:30:37
But that's only if. 01:30:38
I mean, there's groups involved here. 01:30:39
Correct. So just. 01:30:41
So to me the 49,000 was a one time cost. 01:30:42
Right now as it stands. 01:30:46
And so that shouldn't roll into anymore. 01:30:48
Operating costs. 01:30:51
In general, until. 01:30:53
The time comes if we need to have more. 01:30:54
Legal. 01:30:57
And let me point out something real quick. The reason that we have to go to the outside attorney is because our CA's office. 01:30:58
Wouldn't see anything on this pet center. 01:31:04
That's why we spent the $49,000. 01:31:07
Because we needed to work towards. 01:31:10
Licensing agreement. 01:31:13
Yes, I just want to make that clear. 01:31:15
I'm hoping. 01:31:17
Nothing happens with the licensing agreement to go over 50,000. 01:31:18
And then we go to the next page with the credit card summary for 2024. 01:31:25
And that just breaks it down even a little bit further as far as the cost in the categories. 01:31:29
So you'll see. 01:31:34
Almost 12,000 of that. 01:31:36
Was covered by ARPA. 01:31:38
And about 2.3000 that was covered by the general fund and this breaks down exactly. 01:31:39
What, what categories do we place them into so we really break them down? 01:31:46
Into exactly what the credit card purchases were for. 01:31:50
And if there are no questions, I'll go into 2025. 01:31:56
Again, we're going to see the same format. 01:32:00
We're going to go through. 01:32:02
Overall projects and break it down a little further in the slides that follow. 01:32:04
I did put if you'll see in in 2025, you see the guest served. I did put that on top of the right. 01:32:09
Just to show you how many veterans have used this facility per year. 01:32:15
That's also what this board would. 01:32:20
Wanted from staff to provide. 01:32:22
And again, as a reminder, this is just the reservations that we know of. 01:32:24
And any other events out there. 01:32:28
That were held, that didn't have overnight gas. 01:32:31
Cancer in this SO. 01:32:34
OK, Mr. Chair, if I may, I have another question on this one. 01:32:36
I mean once again it shows up this. 01:32:39
Chip seal assistance? I don't understand what chip seal assistance is in 25. 01:32:41
So is there? Yeah. 01:32:47
So, Mr. Chair, if I may. 01:32:54
Supervisor Klein. 01:32:57
There are several line items. 01:32:58
That go into chip seal. 01:33:01
We had $25,000. 01:33:05
Can change for one line item for peace and concrete. 01:33:08
Another 2400 for Pace and Concrete. 01:33:12
And then? 01:33:15
Staff time of 17,000. 01:33:17
And then we also had a line item sector emulsion. 01:33:21
Which is more of the material? 01:33:26
Western emotions would have been the fog seal. That was the last thing that was done on the chip seal. 01:33:28
Staff time of 17,000 What? 01:33:34
What is that? 01:33:38
From the roads crew provide work to a non roads project. Their time has to be right. 01:33:41
Over. 01:33:48
Yeah. So that's what that is. 01:33:50
OK. And then there again. 01:33:52
Michael. 01:33:54
Is we're still showing. 01:33:55
In this 25 projects and. 01:33:57
Funding as as well. 01:34:00
It seems like it keeps carrying through here, so I would assume you've. 01:34:04
Puts attached some kind of a dollar figure to it, didn't you? 01:34:08
We did, but it just depends on when it hits the budget. 01:34:13
OK. But that's when we pull, when we pull the financial information for these presentation, it depends. 01:34:18
It's 49, nine for the total. 01:34:23
Contract. 01:34:27
But it depends on when that. 01:34:28
Part of that 49 hits to 2025 budget or the. 01:34:30
Or the 2026, so the overall. 01:34:33
Legal legal bill for Gila County for a licensing agreement IS499. 01:34:36
And and that wasn't paid at the time the contract was. 01:34:42
Correct. They would bill us for the services, Sir. And then? 01:34:47
And then as you know, since the survey had to be done in the legal description, it sort of extended that project. 01:34:50
Into the next budget year. 01:34:57
So do you know how? 01:34:59
Well, I guess it's immaterial, but. 01:35:00
Yeah. See, this is what's been confusing to me going through this is things like this. 01:35:03
The 49,000 the way you're explaining it to me. 01:35:08
Is is kind of laid out through. 01:35:11
Multiple years. 01:35:13
The five years. 01:35:14
Mr. Chairman, if I may, you may. 01:35:16
The purchase order was issued. 01:35:19
May 5th of 2025 in the amount of 49 thousand 55791. 01:35:22
18,566 Fifty. 01:35:27
Was expended in fiscal 25. 01:35:30
The purchase order remaining amount of 30 thousand 99141. 01:35:33
Rolled over into fiscal 26. 01:35:38
And that amount was fully expended. 01:35:41
So you'll see 18,566 in fiscal 25. 01:35:44
And another 30,991 forty one in fiscal 26. 01:35:48
There is a second. 01:35:53
Agreement with Ballard Sparr. 01:35:56
For legal services for Pleasant Valley veterans retreat procurement. 01:35:58
That was issued on December 9th of 2025, which is fiscal 26. 01:36:03
And that purchase order amount was in the amount of 41,272. 01:36:08
Of that amount, 41151 dollars has been expended. 01:36:14
OK, so basically from excuse me man. 01:36:18
May 25 on forward till today is when our legal services is taking place. 01:36:22
There may have been other legal services not related to Ballard's Bar. 01:36:28
For example, setting up the nonprofit and things like that work sentence to the county. 01:36:33
I don't think that was the case. A nonprofit if they paid for self or whatever. 01:36:38
But I going back here in 24. 01:36:43
We still show legal as part of 24. 01:36:46
Let me pull my. 01:36:53
Chairman, I'm sorry to ask these questions guys, but this is very confusing and misleading when you look at actual costs and 01:36:55
Chairman, members of the Board, the second contract for legal, if you remember the first one is for the licensing agreement. The 01:37:00
second one was for. 01:37:04
All of the construction projects out of Pleasant Valley, the. 01:37:09
The County Attorney sent us notification. 01:37:14
That we were. 01:37:17
That they were. 01:37:19
OK. With us getting outside counsel to help us with the procurement. So that's the second 41,000, so total between 49 and 41. 01:37:20
Average is is basically for the. 01:37:30
Two contracts were legal that we're talking about Pleasant Valley. 01:37:32
There was a possible third one. 01:37:35
But the County Attorney? 01:37:38
I was able to. 01:37:39
Review and approve the form the special Use Permit update. 01:37:41
Which included the new legal description. 01:37:45
From the Forest Service. 01:37:48
So there was talk about 1/3. 01:37:49
Contract with. 01:37:52
Balance on to do that but that did not come to fruition the County Attorney agreed to take on that project and so thank you for 01:37:53
reminding me of that because I forgot not only. 01:37:57
The city's office wasn't approving anything that had to do with PVR. 01:38:02
For a time frame but. 01:38:06
I was thinking for some reason that the licensing agreement was the first thing we had to address, that maybe it was the second. 01:38:07
I don't know. 01:38:14
Chairman and members of the board. Professor Klein it was. 01:38:15
The licensing agreement was the first one. 01:38:18
OK. And the the second contract with ballots bar for the? 01:38:21
Procurement process. 01:38:27
Came about the last 12 months here. 01:38:29
So that's sort of the logistics. So that's just what I'm looking for is clarification on some of this because. 01:38:31
It is important that we get these facts and figures down. 01:38:37
As close as we can get to since it seems to be a factor for the operating. 01:38:40
Absolutely, Sir. 01:38:45
OK. We may need to get back with you on the information on 20. 01:38:47
Or that you asked for. Aaron is looking at her notes. Yeah, until. 01:38:51
Michael, if you'd like to. 01:38:56
Go ahead with the presentation if that's OK. 01:38:57
Yes, OK. 01:39:01
Yes Sir, the 2025 project and funding sources. 01:39:03
Are there any questions regarding this right now? 01:39:06
Chairman. Members of the board. 01:39:10
Something that was said. 01:39:13
In very brief, real quick in passing. 01:39:16
I need to have you clarify, Michael. 01:39:19
When it came to establishing the 501C3, there seemed to be. 01:39:21
So something you said about. 01:39:26
How we paid for that. 01:39:28
Is something that's by the. 01:39:30
No, we didn't. 01:39:32
They paid for that. 01:39:33
Did I misunderstand what I was hearing? Chairman, members of the board? That was the conversation. And Mary have a supervisor. 01:39:35
Klein and Marin is going to be looking that up right now. 01:39:39
She's searching if there were. 01:39:43
Any general funds attributed to creation of the non. 01:39:45
OK, Yeah, OK. That was that was. 01:39:49
Alright. 01:39:52
Should have that information. That's all right, You know. Thanks. 01:39:54
And then I'll move on to the next one with the credit card summary for 2025. 01:39:59
And this basically tells you there weren't too many credit card purchases but what they were for. 01:40:04
It looks like the inside of houses it setup. 01:40:09
Network, uh. 01:40:12
And some household items. 01:40:13
And those were charged to the general fund. 01:40:19
In this particular year. 01:40:21
And being that they were on a credit card, they never came before the. 01:40:24
Correct, Sir. 01:40:28
OK. 01:40:29
That 2026 annual. 01:40:32
Here we go with this one, and this is up until this point of the year. 01:40:34
So this isn't the complete year, obviously. 01:40:39
We're at the end of July. 01:40:42
The gift serves 74 right now. 01:40:43
The capital projects about 150,000. 01:40:46
And the operating costs? 01:40:49
Which include. 01:40:50
All the other. 01:40:52
You see, we've we've gotten a vehicle. 01:40:53
For the Pleasant Valley veterans you treat out there for the employees. 01:40:56
We didn't want the employee traveling to from globe or patient without a. 01:41:00
An appropriate vehicle for safety issues and things like that, so. 01:41:04
These are all of the cost, the operation costs which include the FT, ES. 01:41:08
Utilities. 01:41:13
Some of the software. 01:41:15
For Ahila County facilities to operate. 01:41:16
The reservation system out there and those kinds of things. 01:41:20
And then the capital projects is? 01:41:23
We threw all the capital projects. 01:41:25
Has 148,000 a chip seal? 01:41:27
The survey to gabion baskets to razor thin. 01:41:30
Razor Thin Media was hired to do some work. 01:41:33
I'm guessing I don't really. 01:41:36
Recall what it was hired for, but I'm guessing the website. 01:41:38
Development. Uh. 01:41:40
For Clinton Valley veterans Retreat. 01:41:41
Possibly the helping with the. 01:41:45
Reservation system. 01:41:49
I'd have to double check with razor thin media with Cameron on this. What what particular services? Unless supervisor climbing, I 01:41:51
think the reservation services that. 01:41:56
That program was paid for by the nonprofit and still waiting to be implemented. 01:42:01
Once the licensing agreement is. 01:42:07
In place. 01:42:09
So this might be some other work they've done for Heliconia. I could double check on that. 01:42:11
And I think Mary could be a child. 01:42:16
Giving marinola for a hollow work. 01:42:21
So questions about this before I move on. 01:42:24
It's in all of these costs we're out of general fund. 01:42:28
All of these costs. 01:42:32
Were out of general fund, that is correct. 01:42:33
Thank you. 01:42:36
2026 projects and funding source. This goes in a little bit more detail. 01:42:39
As far as? 01:42:44
Where the money for this particular year was spent. 01:42:46
And I just want to point out just as an example. 01:42:48
I mentioned before. 01:42:51
And you go down to the third line. 01:42:53
With construction. 01:42:54
The 51,000 for. 01:42:56
The design. 01:42:58
That is, the total contract that this board approved is about 250,000. 01:43:00
But this is just how much the Gila County has paid to BWS Architecture for their services. So. 01:43:05
It's sort of. I just want this board to understand that. 01:43:12
And I will have a slide after this to show the total costs. 01:43:16
And how much we've paid right now. So I hope that isn't confusing. 01:43:20
Mr. Chair, I mean, it's. 01:43:26
No, it's you're absolutely right. And I look at that BWS architect and engineering. 01:43:28
They are the cheaper engineering. 01:43:33
Company we've ever hired. 01:43:35
Most of them are in excess of $200,000 so. 01:43:37
So I'm pretty proud of that. 01:43:41
And also I would like this board to know that the ADA cabin. 01:43:44
As far as that goes, the ADA cabin. 01:43:47
We received a mirror mark. 01:43:51
For 333,000. 01:43:53
For that cabin to be built. 01:43:55
And then the county kicks in 25% of that as a match. 01:43:58
So that was approved a couple years ago. 01:44:01
Through Bose Public Affairs, they help us get that earmark. 01:44:05
And so when the costs come for the construction of that ADA cabin? 01:44:09
It's going to be coming out of the earmark in a 25% match in general fund. 01:44:13
And if I may add, Mr. Chair, that earmarks can from Senator Kelly. 01:44:18
Let's do that one. What? 01:44:24
Senator Kelly. 01:44:25
OK. And the last slide for Pleasant Valley is is where I show the. 01:44:27
Encumbrance. Encumbrances. 01:44:32
Which? 01:44:34
Goes to how much money it's gonna cost us. But. 01:44:35
And we're expecting it to cost us. 01:44:39
And so that's the last line. 01:44:41
If you'll see the architect and engineering. 01:44:43
250,000 total. 01:44:46
We spent 51,000 so we have about 200,000 left. 01:44:48
On that contract. 01:44:52
So this just gives you a sense of how much money. 01:44:54
The current projects we have in place. 01:44:58
Are going to cost. 01:45:01
As a total and how much we've already. 01:45:03
Paid for those services. 01:45:05
And I'd be happy to answer any questions on this slide. 01:45:08
That's not including construction projects. 01:45:11
That includes that are upcoming. 01:45:15
Chairman. Members of the board. 01:45:17
That includes some of the upcoming ones. 01:45:18
But the ones that are not on this list are the ones. 01:45:20
The haven't been through procurement in front of the board just yet. 01:45:23
So if you recall. 01:45:27
The second legal contract with ballots bar. 01:45:30
Added an extra level of. 01:45:33
Of review by an attorney. 01:45:35
So those contracts go through procurement? 01:45:37
Go through ballots Park. 01:45:40
Back to procurement in front of the board. 01:45:41
So it's just added an extra level so. 01:45:43
That's sort of lagging. 01:45:46
But this is not. 01:45:47
All of the projects that are planned out there for construction. 01:45:48
We have a generator project out there. We have electrical. 01:45:52
Upgrade to. 01:45:55
Two of the historical buildings out there. 01:45:57
Those things are still in the works. 01:45:59
And those particular projects. 01:46:02
Will be charged to the 3 million. 01:46:04
And in my best guess because it. 01:46:06
Those really rise to the level of the definition of construction. 01:46:08
Design, engineering and literally going in there and doing the construction. 01:46:12
OK. And at this point? 01:46:17
Thank you. We were able to do some auditing. We're not sure what construction projects. 01:46:19
That have been performed in the past. 01:46:25
Will be. 01:46:27
Charge to the. 01:46:28
3 million. 01:46:30
Chairman and members of the board so. 01:46:32
I believe the best way I can explain it is, is once we give it the County Attorney on the definition of construction. 01:46:35
Will go back but the I do have the. 01:46:40
Total of the possible ones. 01:46:45
So we already know. Yeah, I don't. 01:46:48
Blue skies. Blue skies, Yeah. 01:46:51
So I guess if you're asking for a total chairman. 01:46:53
My best guess is. 01:46:56
The past projects that we've already paid for. 01:46:58
At a general fund. 01:47:01
That could be charged to that $3,000,000 would be about $67,000. 01:47:02
OK. Thank you. 01:47:09
Any questions? 01:47:10
No, I don't have you. 01:47:12
Goodbye Christian thing if you. 01:47:14
And and I thank you for the. It is complicated, it's complex bunch of numbers. 01:47:20
This slide we're on right now this janitorial services. 01:47:26
Is this an annual fee that we're paying 216,000? 01:47:31
Chairman, members of the board, that is. 01:47:36
This includes obviously the cleaning of the. 01:47:39
The main administration building and going into the barracks. 01:47:42
Where the veteran's day and doing cleanup services. 01:47:46
Betting services, those kinds of things as well, OK. 01:47:50
Professional service company. 01:47:53
Chairman, Yes, it is. 01:47:56
We contract that out with a company that won the. 01:47:58
The bed out in the valley. 01:48:02
And that's sort of an. 01:48:03
It's sort of important that we have a company on. 01:48:06
On that can do this simply because when an employee gets sick or employee goes on vacation, that's the responsibility of the 01:48:09
company to cover. 01:48:13
And we've had that. 01:48:18
We've had that several times where that contract works very well. 01:48:19
OK. Mr. Chair, if I might ask a question on that, Michael, how what was that fund? I just wrapped up my papers. I don't remember 01:48:23
the final cost on. 01:48:26
Janitorial services. 01:48:30
216,000. 01:48:33
You know, I think we look at a lot of different things. Maybe in the future that's one to look at because for that kind of money 01:48:36
we could give one or two more people a job and young. 01:48:40
Some folks you know where a job is really needed. 01:48:45
It's going that out and save us a lot of money. 01:48:49
Well, OK, hold on, hold on. If I if I may, you may. 01:48:52
Of that amount for that service. 01:48:57
About $140,000 of it is. 01:49:00
A turn down service. 01:49:03
And is not expected to be part of the on. 01:49:05
The part of the. 01:49:08
Maintenance and operations, it's going to be when there are expected guests. What do you mean by turn down for the I don't. 01:49:10
Our standout when the bid was put out. 01:49:18
Turn down service was requested as a component of the bid. 01:49:21
So it's. 01:49:24
We're not paying it unless we use it. 01:49:25
Chose not to exceed. 01:49:28
Yes, more or less. 01:49:29
Yes. So if there's. 01:49:31
If there's no guests, there's no claim. 01:49:32
If there's a guest authority, you come and clean. 01:49:35
It's up after four and all that, Joseph. 01:49:37
Thank you, Joseph. Thank you very. 01:49:39
Chairman. Board Supervisors. 01:49:41
Yeah, so the. 01:49:43
The first thing in the contract was based off of. 01:49:44
A trend over the. 01:49:47
The three years and that's for the turnover services for anyone that comes in. 01:49:48
And then we have to get it cleaned up, of course, and set for the next guest to come in. 01:49:52
And then there is a percentage of that that's set aside for. 01:49:56
Potential increase. 01:49:59
We'll do a one year contract. 01:50:01
We are anticipating that the utilization is going to increase. 01:50:03
Because that's what the trend was doing. 01:50:06
So there is a portion of that set aside for that trend. 01:50:08
Versus having to come back and do a contract again and again and again. 01:50:12
On an unknown service. 01:50:15
For the most part, we did understand because of that trend. 01:50:17
That there was going to be a potential for that. 01:50:21
But with it being a potential, it's also. 01:50:24
Cost saver if. 01:50:27
It wasn't to be utilized. 01:50:29
And would be returned back to the accounts. 01:50:30
So thank you. 01:50:34
So that's not a hard cost to us right now. 01:50:36
Basically. 01:50:39
It's it's an encumbered cost for for the coming year. 01:50:40
Anything that was presented before. 01:50:43
That would be the hard cost and what we've been trending up. 01:50:46
OK. Thank you. 01:50:52
Even also to end the cost of the janitorial. 01:50:53
And they should just cover. 01:50:57
When like this company comes in, then liability. They have their own liability and insurance. 01:50:59
And things of that nature in case. 01:51:04
They create an issue for. 01:51:07
The PVBR or the county or somebody that's staying there? 01:51:09
Chairman, borders supervisors. That's correct. 01:51:15
Just like all of our contracts, this is standardized. We say, well, which? 01:51:16
Might be difficult for. 01:51:20
Employed without. 01:51:22
The same insurance. 01:51:24
Coverage and things which makes it a bad deal. 01:51:26
But it still makes. 01:51:28
An opportunity. 01:51:30
That we may or may not be able to use because of the. 01:51:32
Liability of. 01:51:35
Someone. 01:51:37
In our facility. 01:51:38
Or our leased facility. 01:51:40
OK. 01:51:44
Further questions to provide. 01:51:46
No, I I don't have any I I just. 01:51:49
I just want to thank these guys for putting this together. There are some things that that I think we could. 01:51:53
Maybe clarify maybe for future discussions, but. 01:51:58
I think the. 01:52:02
You know, it's just. 01:52:04
So that type of a project and for the cost that we're looking at, I mean we spend that kind of money. 01:52:06
Readily. About every week. Easily so. 01:52:14
So I want to thank you guys for putting this together. 01:52:17
I'm sure I may come up with another question or two and I'll go over you. 01:52:19
I'm sure you will, because now we're going to get into the paragraph. 01:52:23
Oh, yeah, That's, that's, yeah. 01:52:26
Supervisory questions for you, I'd like to ask Michael, when do you expect to get the architectural and engineering? 01:52:28
Plan. Complete Plan. 01:52:36
Well, I believe they've had the. 01:52:39
Final. 01:52:40
Drawings. 01:52:42
And I'll let Joseph answer that question since he's. 01:52:44
We're totally involved in it. 01:52:47
Thank you, Michael. Chairman, Board of Supervisors were running around. 01:52:49
About 85%. Our next goal is the 90%. We're looking to close that out close to the end of the year, but we're ahead of schedule on 01:52:52
the design. 01:52:56
OK. close to the end of the year. 01:53:01
Yes, Sir. Is that what you said? 01:53:04
Yes Sir, big forward. 01:53:05
Looking at numbers. 01:53:07
Before we. 01:53:10
Make a decision on whether we're building or not. 01:53:11
So this is just a design. 01:53:15
In engineering, so that will be completed. 01:53:17
We have a milestone for December. 01:53:19
We're anticipating before that we're ahead of schedule. 01:53:22
Once that design is complete, that design will be then presented before the Board of Supervisors to determine the next path. 01:53:26
OK. All right. 01:53:31
Thank you. 01:53:33
Then I guess. 01:53:34
If there's no further questions on the. 01:53:36
On the PVR. 01:53:39
Then we can go on to the paragraph. 01:53:42
Chairman with one. 01:53:46
Moment with go ahead, please. OK, go ahead. She looked up to answer the question about costs associated with the not-for-profit 01:53:48
and go ahead please. 01:53:52
Thank you, Mr. Chair. Thank you, Supervisor Christensen, Supervisor Klein for your patience. 01:53:57
The nonprofit. 01:54:02
Before it was. 01:54:04
Before it existed, did fundraising. 01:54:05
To cover the costs of its. 01:54:07
And passed those funds through Gila County. 01:54:11
By depositing them with the Treasurer. 01:54:14
Gila County, in turn, paid for. 01:54:17
The Owens Law Firm. 01:54:19
On August 30th of 2022. 01:54:21
$3600 the cost. 01:54:25
Setting up the nonprofit. 01:54:28
So the expense came through. 01:54:29
As did the raised. 01:54:31
Funds and those ran through the capital fund. 01:54:33
So you see them as a legal cost? 01:54:35
We are not reflecting. 01:54:37
Those funds raised in this presentation, this was just about expenses. 01:54:39
OK. 01:54:44
Thank you, Mr. Chair, and we will get you an answer on. 01:54:46
The reservation system, but that will be. 01:54:49
Probably tomorrow. 01:54:51
OK, thank you. It is, it is what it is before you go forward. 01:54:53
I'd like to introduce Jesse, Lieutenant. 01:54:58
The Council person has joined us today. So, Jesse, thank you for being here. OK, Michael. 01:55:00
Just joke on it. I'd also like to. 01:55:07
Recognize that we do have three board members here. 01:55:10
Board members from the PVBR, Yes, yes. Would you like to introduce them? 01:55:13
Well, we have Mr. Jim Muir. 01:55:18
From the last year. 01:55:20
And we also have these loggers. 01:55:21
And we also have art shares. 01:55:23
Yes, you got Joe, Heather. 01:55:25
And Joe and Joe, right? 01:55:27
And so I appreciate them being here. 01:55:30
They they're not allowed at anytime really for a presentation. 01:55:34
But that you're concerned because? 01:55:38
Coming up, they're going to be asking. 01:55:40
Take on some of the responsibilities that we've been. 01:55:42
Talking about, we have this document here that. 01:55:45
Actually lined out. 01:55:48
The PVR incorporated. 01:55:49
Responsibilities, yeah. 01:55:51
Of which one of them is going to be? 01:55:53
Cleaning that we just discussed quite. 01:55:55
Profoundly. 01:55:59
Well, I don't know if we've discussed anything. 01:56:00
To what they're going to be taking on yet. OK, yeah. 01:56:02
Well, it's just a document that. 01:56:05
As assuming that's going to be part of their. 01:56:07
Duties and so. 01:56:10
I just wanted to point that out. I know we're jumping the gun a little bit on that, but I want to. 01:56:12
I didn't want them to. 01:56:17
And take the entire trip down here to not be mentioned. 01:56:18
They they have a part of our work session. 01:56:21
OK. Oh, OK. 01:56:25
Chairman, Members Board, Thank you and I'll move right into the. 01:56:29
I I did I I did have a couple slides about the. 01:56:35
Credit card purchases. 01:56:38
And I could. 01:56:40
Skip those since we went into detail about that, unless this board wants to go into more detail about the credit card purchases. 01:56:42
We broke them down. 01:56:48
Even farther. 01:56:49
About the exact cost and what exactly they purchased. 01:56:51
But if you and it. 01:56:54
It explains it back. 01:56:57
In slide 22. 01:56:58
Which is the one slide before we start the fairgrounds? 01:57:00
And this just gives you a general sense of. 01:57:04
The breakdown of the credit card purchases from the 2021 to 2026. 01:57:07
Schedule. 01:57:16
Unpaid help. 01:57:19
That's OK. 01:57:23
Maybe. You betcha. Yes I do. 01:57:25
OK. Thank you. 01:57:29
OK. 01:57:34
And then if there are no further questions about Planet Valley, I'll jump right into the fairgrounds fiscal audit. 01:57:35
So again we used the 2021 to 2026. 01:57:41
And the overall projects were about 2.37 million. 01:57:46
The operations are 628,000 revenues. 01:57:49
About 109,000. We've had over five years, 432 events. 01:57:54
And this is different than present value as far as the revenues go? 01:57:59
So you'll see, you'll see the mention where I didn't mention. 01:58:03
Credit card purchases for the fairgrounds because it all goes to general fund anyway since it's a county owned property. 01:58:06
This this is also slightly different at present valley. 01:58:12
Where the events out there does generate some revenues. 01:58:15
To sort of offset some requirements, Mr. Chair, if I may have a question, I'm just one too, Michael. Yes, Sir, on the top line 01:58:19
it's a year by year, but what year is that? Where did you start on this? And and this is, this is over a five year, this is just a 01:58:24
summary of five years total. 01:58:29
The same, yeah. 01:58:34
OK. And then and then what I'll do is I'll just go break it down by year. 01:58:35
Year by year after this. 01:58:39
So I just wanted to give you an overall picture of the total cost and then we'll breakdown that 2.37 into. 01:58:42
Year by year. 01:58:48
Where that came from? 01:58:49
The operations year by year and the revenues and the events year by year. 01:58:51
And so the next slide just does a little bit of. 01:58:55
Breaking down what funds paid for. 01:58:59
Some of the projects. 01:59:02
Again, out at the fairgrounds, like Pleasant Valley, we have ARPA funds. 01:59:04
That were used the money money. 01:59:08
As well as the general funds which we broke down into capital. 01:59:10
And operating in maintenance. So you'll notice that 2021-2022 and 23 if you go to the operation and maintenance. 01:59:15
That's because we have no known tracking system out. 01:59:24
At the fairgrounds through our facility department. 01:59:27
So when Joseph Dickinson came in around 2022. 01:59:30
That was one of his jobs was to create a tracking system, financial tracking system. 01:59:33
For all the facility buildings. 01:59:38
None of the buildings. 01:59:41
At that time. 01:59:43
And he has created a tracking system for all of our county buildings. 01:59:44
To track every expense, which was a huge project. 01:59:48
But him and his team completed that about a year ago. 01:59:51
Questions about. 01:59:56
Yes, perfect. 01:59:57
And so we just gave you a. The next slide is a. 02:00:00
Revenue and event trend. 02:00:04
It just shows you. 02:00:05
The number of events. 02:00:07
Per year. 02:00:09
And as you can see, 2024 was. 02:00:11
Was the highest year for events. 02:00:14
And then it just goes year by year. 02:00:16
The revenues. 02:00:18
So it just gives you a better sense of the previous slide. 02:00:19
The previous two slides were the revenues of 109,000 come into play. 02:00:24
So and then the next slide is again just like Pleasant Valley, we used a baseline in 2021 because there was absolutely no known 02:00:28
cost. 02:00:32
That we could track so it starts with 0. 02:00:37
So I can give you the trend per year, Is it going to trend up or down with costs? 02:00:40
You start with the baseline to make it easy for everybody. 02:00:44
And then the next slide is the 2022 projects and funding source. 02:00:49
This is where you see some of the. 02:00:53
Direction by the board. 02:00:56
Around that time, if you recall, Joseph. 02:00:58
Was in front of the board. 02:01:00
Getting uh. 02:01:03
Ideas or their thoughts about some of the projects? 02:01:03
Out at the fairgrounds. 02:01:06
The fairgrounds property had been neglected. 02:01:08
For for quite a few years. 02:01:11
So there's a lot of work to be done. 02:01:13
And starting around 2022 is when. 02:01:15
The board directed staff to start making some of those changes. 02:01:18
So most of these costs were? 02:01:21
We're charged to the ARPA. 02:01:24
And if you recall in 2022, that's when the portable arena and fencing around the grandstands were purchased and installed. So that 02:01:26
was the major cost basically for. 02:01:30
Out of 2022. 02:01:35
The next slide, the 2023 projects and funding source. 02:01:39
You can see that we're now starting to, just like Pleasant Valley, spend a little bit more. 02:01:42
Of our resources out there to improve the grounds. 02:01:47
And and ARPA money still comes into play. 02:01:51
With the majority of that 723,000. 02:01:54
And then we have some of the other expenses as well. 02:01:58
Which brought in in their. 02:02:01
Revenues we brought in for 25 events was about $20,000. 02:02:03
So that this gives you a general sense that we're starting to again. 02:02:07
Move more into the improvement phase out at the Fairgrounds property. 02:02:10
2024 you can see. 02:02:16
We really. 02:02:18
Kicked in some of the capital projects. 02:02:20
Spending about 330,000. 02:02:22
And we're still throwing in some Harper money. 02:02:25
And about 210,000. 02:02:28
And the events were 148. This was our busiest year with events. 02:02:30
And we brought in about 24,000. 02:02:34
Again, I made mention of this because. 02:02:37
Pleasant Valley were able to. 02:02:40
Attractive credit cards because of the. 02:02:42
Multiple funds that needed to go to. 02:02:44
With with the fairgrounds, all the credit card purchases went to maintenance. 02:02:46
And it flows up into the general fund budget. 02:02:51
The breakdown at 2024 projects and funding source a little bit more. 02:02:57
This is just breaks it down exactly what fund paid for what and what. 02:03:02
What was done with that? If you look down at general fund project for example? 02:03:07
Hiking trail. 02:03:11
We did we. 02:03:12
Went forward with designing a possible hiking trail around the entire property. 02:03:14
And that didn't come to fruition, but. 02:03:18
We also had some. 02:03:20
Electrical Projects. 02:03:22
That came up that we wanted to improve the electrical system out there just to bring it to a baseline. So you started seeing 02:03:24
getting into designing. 02:03:28
Hire, you know, hiring designers and engineers to look at the electrical system. 02:03:32
Because the electrical system like the other. 02:03:37
Buildings out there were dilapidated in some way. 02:03:39
And old and we need to bring that up to a standard to make it safe for everybody there. 02:03:42
And then the next slide, we go back into 2025. 02:03:52
And we break down this. I threw everything basically onto this one slide for 2025 to hopefully give you a better sense. 02:03:56
Of the money. 02:04:05
The increased amount of capital we're spending out there to make improvements. 02:04:06
And if you recall. 02:04:11
We spent some money out there for for a bathroom. 02:04:12
And and and some other the electrical design to roll up doors if you remember. 02:04:17
Those turn out to be extremely. 02:04:21
Extremely important to get those replaced and I think this board for allowing the staff to move forward with that. If you recall 02:04:24
the rolling doors out there every time you went out there. 02:04:28
They would. They would shake. 02:04:32
And create a lot of noise. 02:04:34
For anybody who had a. 02:04:37
An event out at that building, you could barely hear yourself if the wind shut those doors. And if you go out there now, that's a 02:04:39
significant improvement, so. 02:04:43
And then we did some dirt work. 02:04:47
Around some of the arenas and those kinds of things, so. 02:04:49
Are there any questions about this year? 02:04:53
Mr. Chair, I have one. You mentioned bathrooms, but very vaguely. 02:04:56
Michael. 02:04:59
The bathrooms, I remember we put in there with those. 02:05:00
Once we hold in there for 10, about $600,000. 02:05:03
And my very far off my. 02:05:07
Memory. 02:05:09
Chairman and members of the board, No, you're not far off with your members and so I. 02:05:12
Justice sort of explained. 02:05:16
Yeah, and I, I don't see it where it's listed in here. 02:05:18
And maybe I've. 02:05:23
Maybe I missed it somewhere, but. 02:05:26
I think it was part of that one. 02:05:29
It's part of the output 1 Mary. 02:05:32
Oh, there it is, Sir. 02:05:45
Three slides prior in 2023. 02:05:47
The projects and funding source. 02:05:49
As the. 02:05:52
2425, if we have it spread out over over three years, but the total cost for that was $700,000. 02:05:55
So we captured that as far as the ARPA project in 2023. 02:06:03
ARPA funds. 02:06:07
Frank Yes. 02:06:09
Yes, Sir. Thank you. 02:06:10
So. 02:06:13
2023 supervised plan. 02:06:16
Yeah, I'm looking at the projects and funding source, but my business somewhere. 02:06:18
On 20/23 it says ARPA projects major project. 02:06:23
0700 and 23, OK. 02:06:28
That was the restrooms out there. 02:06:32
Which included. 02:06:36
At the time that we. 02:06:37
Received that contract. It did not include. 02:06:39
Septic upgrades. 02:06:42
And somebody electrical work so. 02:06:44
We had to do additional work on that, so the original contract was closer to 600,000. 02:06:46
Adding those two components to it. 02:06:51
Kicked it above 700,000. 02:06:53
Good. 02:06:56
Any more questions? 02:07:00
No, I don't. OK, so Christensen. 02:07:02
OK. 02:07:05
Thank you and the 2026 project and funding source. 02:07:07
Again, just a just a breakdown as far as what we've spent out there. 02:07:11
If you recall, this year we moved into. 02:07:17
Amber Martinez from Facilities was able to. 02:07:20
Bring in the high school rodeo championship. 02:07:24
Gila County and some of these costs with these contracts were to get that area. 02:07:27
In in the condition. 02:07:33
To be safe for the animals and the writers, as far as that goes. 02:07:34
And that was quite a success. Then we also have a oh, I'm sorry, no, no, I have a question on. 02:07:38
Yeah. And and it's, it's just. 02:07:46
High school rodeo event. 02:07:48
