OK. Good morning, everyone. 00:00:00
I'm going to go ahead and. 00:00:03
Start. We're close enough to 10. 00:00:05
Our regular meeting Tuesday, August 4th at. 00:00:07
Close to 10 AM. 00:00:11
John Costner, would you mind leading us in a pledge of Pledge of Allegiance? And our invoke will be? 00:00:14
Given by Mr. Nick Montague. 00:00:19
I pledge allegiance to the. 00:00:25
And to the Republic for which it stands. 00:00:30
One nation under God. 00:00:33
And indivisible with liberty and justice for all. 00:00:35
Dear my father, we. 00:00:45
Thank you for this day. 00:00:46
And we ask that. 00:00:47
Your spirit to be with the Board of Supervisors that they will have the wisdom to go discern what is best for the county. 00:00:49
And to help them. 00:00:55
Anyways that you may deem necessary, you say these things and they're just Christ. Amen. 00:00:57
OK. We're going to start off. 00:01:13
With the. 00:01:16
Public hearing. 00:01:17
To a Convene a public hearing to hear from citizens. 00:01:20
Of the on the fiscal year 2026 Community Development Block Grant. 00:01:24
Application. 00:01:30
Um for physical year 2026? 00:01:32
CDBG. 00:01:37
Regional account. 00:01:39
Funding in the amount of 100. 00:01:41
And $87,208. 00:01:44
Paula is not. 00:01:48
Here today. 00:01:50
Josh, can you wing it? 00:01:53
So this is funding that we have with tag. 00:02:00
I know supervisor, chairman's on the board. 00:02:03
We get this money everywhere. Every second year, correct? Every two years. 00:02:08
And in the past. 00:02:13
I remember the last time that this came around. 00:02:15
The last time this came around, we had kind of always in the past from Melissa Busan time, they had used this mostly primarily for 00:02:17
additional weatherization. 00:02:22
You know, the work that we already do in the county. 00:02:28
But the list. 00:02:31
And we're going to get one of these from the board members. 00:02:31
She to come Oh Paula got them but. 00:02:34
There's a really good list of items that we can do with this funding. 00:02:37
And they're, they're those kind of like winter. 00:02:40
Type activities that you really. 00:02:44
We can do some really good things with, I mean, OK, if you want to hold this thing, Paula. 00:02:46
You want to come on up being that you're. 00:02:50
Your darn traffic. 00:02:52
Yes, while there's no parking either here. 00:02:56
OK, well, let's go tell them a little bit about the funding, what we've done in the past and that. 00:03:00
That's just really good funding. Andrew had some good examples. She was telling me about this morning about a park. 00:03:05
Open. 00:03:10
Star Valley. 00:03:12
And I just think it's a great idea to bring this to the board and let you all look at this and. 00:03:13
And maybe we can decide some better ways to do. 00:03:17
Some of the things that we normally wouldn't be able to do with this funding as we go forward. 00:03:20
And Paul, I will let you take it. 00:03:26
All right. Thank you, Andrea. 00:03:28
Andrea Robles tag. 00:03:31
And she is going to be doing our. 00:03:33
Our actual item today for us so. 00:03:38
Andrea. 00:03:41
Thank you. 00:03:44
Good morning, supervisors and members of the board. Good morning. 00:03:48
My name is Andrea Robles. I am the Executive director for Central Arizona Government. 00:03:51
And today's hearing is for public input regarding. 00:03:57
Sorry, there you go. 00:04:01
Regarding possible projects for consideration for the. 00:04:04
2026. 00:04:08
CDBG grant cycle. 00:04:10
Gila County is expected to receive approximately 187,208. 00:04:12
In federal fiscal year 2026. 00:04:19
From the Arizona Department of Housing. 00:04:22
All proposed regional projects must meet one of three national object. 00:04:25
Objectives. Umm. 00:04:29
Which are. 00:04:30
Benefit to low moderate income persons in the area. 00:04:31
Alleviate slum and blight in the community. 00:04:36
Or address an urgent need of the. 00:04:39
Typically it's a town, or in your case, the county. 00:04:42
Such as a natural disaster or community health hazard. 00:04:46
And I know that she has given you some examples of some of our projects. 00:04:51
Some other examples include public infrastructure such as water. 00:04:55
Wastewater. 00:05:00
There are some St. improvements that fall under CDBG funding. 00:05:02
Community facilities. 00:05:07
Such as park improvements, libraries, senior centers. 00:05:09
And then we have the housing rehab. 00:05:14
And then there are some public services that we can dedicate funding towards. 00:05:17
So she has shared a list of examples. I'm not sure if you guys might have some. 00:05:22
Ideas that you have ready to share, but we would like to get some input from the board. 00:05:29
And the public and that we can. 00:05:35
I'm here if the staff has a list. 00:05:37
Developed to share. 00:05:39
And I think one of the important things to know is that only projects brought forth today can be considered as an eligible 00:05:41
project. 00:05:45
We will have a second public hearing on September 1st for you to select. 00:05:50
Project OK. 00:05:54
Thank you. 00:05:57
Supervisor Klein. 00:05:59
Thank you, Mr. Chair. 00:06:00
Andrea So I guess what I'm hearing from you right now is there's no actually. 00:06:03
Plan specific project. 00:06:08
Right now, today. 00:06:11
Not at this time. 00:06:12
OK. And so you're going to be working with. 00:06:14
Us, the county and the town. 00:06:17
For the city to come up with these projects. 00:06:20
So we'd like the supervisor we'd like to. 00:06:23
Come up with a list today of potential projects. What we will do is we will vet those with. 00:06:25
Arizona Department of Housing to ensure that they are eligible. 00:06:31
Lately the requirements have been changing from month to month with the different guidelines that are coming down. 00:06:35
So for instance, they. 00:06:41
You want to do park improvements, We'll take note of that. 00:06:44
And we'll. 00:06:47
Add that to our project list. 00:06:49
If there are St. improvements or housing rehab, we'll Add all of that. We'll build our list today. 00:06:51
And then the eligible projects will move forward to your next public hearing for approval to select a project. OK, So you're going 00:06:57
to be working with Paula and Josh and Mrs. staff to to. 00:07:02
Outline or scope these projects and. 00:07:08
Drop these projects out. 00:07:11
And today it can be general. Let's see if it's park improvements today. 00:07:12
Will work with your staff to develop which. 00:07:16
Part do you want to select or is it? 00:07:19
We may want to do something at. 00:07:22
This park over here and maybe another one over there. So we'll refine that scope with them. OK, so another question just. 00:07:24
Get it? In my mind, that's right. Is this just one year money? 00:07:31
Yes, OK. 00:07:34
So and you get funding every other year. 00:07:36
But the project we try to get them done within the 12 months. 00:07:39
OK. All right. Thank you. 00:07:43
Supervisor Christianson. 00:07:46
And thank you for the presentation SO. 00:07:49
In my mind. 00:07:52
Park. 00:07:54
OK, infrastructure. 00:07:57
Things that may not be romantic but are necessary for. 00:08:00
Remains our water system. 00:08:07
Wastewater or roads, things like that that are necessary or are being overlooked and can't afford to work with. 00:08:09
Right now those I think we should have 187 will go a long way, but. 00:08:18
I would rather these actors like that. 00:08:24
OK. And you're going to be, you say that the list is going to be done today. You're reaching out to the cities and towns as well. 00:08:30
So supervisor, chairman, we would. 00:08:39
We're reaching out to you today and to the public and then staff for your input. 00:08:42
So this is a county specific discussion. 00:08:47
The cities and towns they get to. 00:08:50
Select their own projects with their CDBG funding. OK because they were part of the county too and so I just didn't know. 00:08:52
How that was going to be split up so. 00:08:59
OK, I think that's that's fine. And so. 00:09:01
OK, I, I thank you for your presentation and I'm sure that our staff. 00:09:04
Has kind of some. 00:09:08
Directions that they would. 00:09:11
Like to go? 00:09:13
Because of past. 00:09:15
And what? 00:09:17
What we what we need to get worked on? 00:09:18
I'm I'm I'm sure that. 00:09:21
They were complaint driven. 00:09:24
So I'm sure they know where. 00:09:26
Most of our complaints. 00:09:27
Have been is that correct? 00:09:29
Yes, Sir. OK. 00:09:31
OK. Still would like your ideas, Chairman. 00:09:33
If you have any ideas. 00:09:36
OK, lots of ideas, but you've got a lot of them listed here. 00:09:37
And so. 00:09:42
Yeah, I. 00:09:43
I off the top. 00:09:44
Have nothing specific. 00:09:46
Because in in. 00:09:48
Rural Arizona, like in my district. 00:09:50
We don't have a lot of sidewalks or or need a lot of. 00:09:53
Sidewalks or things like that, it's more. 00:09:56
You know, looking at this, it would be. 00:09:59
More of. 00:10:01
Traffic signs and. 00:10:03
And things like where we're. 00:10:05
Working on roads, the meal and feel is is pretty important because we have. 00:10:07
A lot of roads that are not in. 00:10:12
The shape that we would like them to be in. 00:10:16
So. So that's where I'm at. 00:10:21
So is there anything else from the board? 00:10:24
OK, well I will open it up. 00:10:26
To the public. 00:10:28
Do we have any public in patient that would care to comment? 00:10:30
On where we're going to go with the CDBG. 00:10:34
Funding. 00:10:38
I take that as a no. 00:10:41
Do we have any public comment here on where they would like to see? 00:10:44
Our GDBG. 00:10:48
Finding Go. 00:10:50
OK, do we have anyone? 00:10:58
With it out in. 00:11:01
Computer LAN. 00:11:03
With any public input. 00:11:04
OK, then I will. 00:11:09
I will close the public hearing. 00:11:12
And we we need no action taken. 00:11:14
Chairman, I'd like to supervisors, I'd like to give kind of some staff. 00:11:18
The staff that we are looking at for the projects. 00:11:25
So that she can list them. 00:11:29
Oh, you can have it on record, please. 00:11:31
Housing rehabilitation. 00:11:33
From our weatherization list, we are we always have a list of people who are waiting. 00:11:35
And so that would be taking on the next few projects. 00:11:40
And helping with the wait list because our wait list is very long and they're usually income eligible. 00:11:45
The other one was park improvements and ADA compliance. 00:11:51
Projects. 00:11:55
Anything that is ADA that we have not been able to. 00:11:56
To do and. 00:12:00
Some of the blight projects that have been going on through the county as well. I know that we do. 00:12:02
You know you generously give some money to help with that, but if there are other projects in. 00:12:08
You know, in other areas that you're looking at that. 00:12:13
We need to actually. 00:12:16
Clean up and. 00:12:17
And help out, that's another area that we were thinking. 00:12:19
And Josh, did you have any additional? 00:12:22
OK, so those are the ones that we were looking at as far as the list. 00:12:26
And thank you for your suggestions, I appreciate it. 00:12:30
OK. Thank you. Thank you. Have a good day. Thanks for coming up today. 00:12:32
Absolutely. I will see you in September. 00:12:37
OK. Thank you. 00:12:39
Thank you. 00:12:41
OK, if there's nothing else on 2A. 00:12:42
I will go to item three, regular agenda item. 00:12:45
Information, discussion, action. 00:12:50
To approve economic development agreement #2027-0012. 00:12:51
Between Gila County and. 00:12:58
Katie's Closet incorporated in the amount of $1000 to provide new basic clothing items. 00:13:00
For man Janella's. 00:13:08
And what, Megan? 00:13:13
Marginalized. Marginalized. 00:13:15
Children. 00:13:18
In grade K through 12. 00:13:19
Of Gila County, which the board is determined to be. 00:13:22
For the benefit of the public, and that's. 00:13:25
Steve Christensen. 00:13:28
Thank you, Chairman. 00:13:30
Marginalized. 00:13:33
Not one you hear off it. 00:13:35
No, no. 00:13:36
So page five that is a group or a local 501. 00:13:39
In the patient area. 00:13:44
And Bob is the one that runs that. He would normally be there. He gets sent an e-mail. 00:13:46
They serve this purpose up there. This is my. 00:13:51
Will be my instruction in my. 00:13:55
And he said, just for your information, these are the 171 youngsters on July 22nd. 00:13:59
The factory school distribution. 00:14:06
We distributed 100 new pairs of shoes. 00:14:08
176 pairs of new underwear. 00:14:11
180 pairs of socks. 00:14:15
Another 112 new clothing items. 00:14:18
Our generally used clothing was decimated. 00:14:21
We also gave away 47 back to school bags. 00:14:25
And 79 used books. 00:14:29
We went home exhausted but. 00:14:32
So. 00:14:34
They've been a long time and I usually donate every year. 00:14:35
Hopefully by these items and help. 00:14:38
Those less fortunate. 00:14:42
Children and their families to get back to school. 00:14:44
And I'd be happy to ask you to answer any questions. 00:14:48
OK, Supervisor. 00:14:53
Thank you, Mr. Chair. 00:14:55
Steve, this has been in existence for a very long time. They've done a lot of good things in pacing and so. 00:14:57
If you'd entertain the thoughts of $100,000 on top of that. 00:15:03
I'll put in from my constituent fund as well. 00:15:06
So thank you for putting that together and pass that along to those. 00:15:11
Folks think. Thank them for goodness. 00:15:14
OK. Thank you. 00:15:17
Yeah. And I believe last year I did the same. 00:15:19
So that will. 00:15:22
That will help them OK. 00:15:23
So we will adjust to paperwork for the. 00:15:27
Yeah, through an emotion that we. 00:15:30
The three. 00:15:33
Yeah. 00:15:35
OK. Is there any further questions on? 00:15:36
Of regular agenda item. 00:15:39
No. OK, then I will call for a motion. 00:15:42
You want me to take it? 00:15:45
Sure. 00:15:46
Thanks, Mr. Chair, I'll make the motion to approve economic development agreement #2027-0012. 00:15:47
For $3000 between Gila County. 00:15:55
And Katie's Closet Incorporated. 00:15:58
Which the board has determined to be for the benefit of the public. 00:16:01
And I will second that. 00:16:04
Have a motion second all in favor, say aye aye. 00:16:05
Aye, passes unanimous. 00:16:10
And we're going to be. 00:16:12
Yeah, 123B. 00:16:14
Information discussion. Action to approve economic Development Agreement number 20. 00:16:17
27-0026 between Gila County. 00:16:22
And Miami genesis in the amount of. 00:16:25
$5500 for the. 00:16:27
Production of the Miami. 00:16:30
Fiesta. 00:16:32
2026, which the Board has been has determined to be for the benefit of the public. 00:16:34
This one is mine. 00:16:39
Helped Miami they do Christmas. 00:16:41
Deals they they do their. 00:16:45
Fiesta every year. 00:16:47
There's a lot of public input. 00:16:49
And it's a it's a good outing for a lot of the people. If you ever attend that it, it's well attended and a lot going on for. 00:16:52
For the public. 00:17:02
And so if there's any questions I'll be happy to answer. 00:17:04
Supervisor client. 00:17:09
Mr. Chair, standing with you if you wanna. 00:17:11
Split the cost. 00:17:14
Or however you would like to do that, I would be. 00:17:16
Willing and glad to chip in on that and help this. This has been going on for a long time. 00:17:19
Dysfunction. Yeah, I think maybe we split last year. I'm not sure. 00:17:25
Yeah, I think we did and I'll and I'll contribute 1/3 as well, whatever that number comes out to. 00:17:29
OK, so then we'll do a. 00:17:35
We'll do the 5500 but split three ways is that. 00:17:37
What I'm understanding. 00:17:41
Within a penny. 00:17:43
OK, then if. 00:17:45
If there's no further questions or comments, I'll call for a motion. 00:17:47
Mr. Chair, I'll move to approve the economic development agreement #2027-0026. 00:17:51
Between Heal County and Miami Genesis as presented. 00:17:57
Which the board is determined to be for the benefit of the public, where each supervisor will contribute 1/3. 00:18:01
Of $5500 for the project. 00:18:06
OK, we have a motion a second. All in favor say aye. 00:18:11
Aye, aye. 00:18:13
3B passes unanimous. OK, we're going to see information action to determine. 00:18:17
That. 00:18:22
Price of Gila County to purchase. 00:18:23
Affairs Tax. Parcel #302-13. 00:18:26
That's 004 that is owned by the state of Arizona and care of the Board of Supervisors. 00:18:30
For the purpose related to transportation pursuant. 00:18:37
The ARS 42-18303. 00:18:41
E is 7. 00:18:45
$72.36. 00:18:48
Assail the subject partial. 00:18:51
To Gila County. 00:18:54
For the amount of $72. 00:18:56
And $0.36 and authorized the chairman's signature. 00:18:59
On the. 00:19:03
Indeed, Charlotte is raising. 00:19:05
Thank you. Good morning, Chairman and members of the Board of the public. 00:19:08
Works Department reached out to the Clerk of the Board's office to purchase this piece of property. 00:19:11
For purposes related to transportation because the county already maintains a portion of Muncie Drive near Payson. 00:19:16
The parcel was deeded to the State Care of the Board of Supervisors in 1990. 00:19:23
Because the previous owner did not pay the property taxes for the past seven years. 00:19:28
The board needs to determine a purchase price for the property and the current lien amount is $70. 00:19:33
$72.36. 00:19:38
Any questions? Supervisor client? 00:19:41
I don't think I do. 00:19:44
Thank you, Charlotte. Thank you. 00:19:45
Supervisor Christian? No, not really. Thank you. That's an odd number, but funny. 00:19:47
It's very, look, yeah, I can't imagine they didn't pay taxes for that amount of money. 00:19:52
Anyway, OK. 00:19:57
Going forward, I'll call for a motion. 00:19:58
Mr. Chair, I'll make the motion to purchase assessors tax parcel #302-13-004. 00:20:01
For transportation related purposes in accordance with Ars. 00:20:08
42. 00:20:13
8303. 00:20:15
E at the amount of $72.36. 00:20:17
And authorize the chairman's signature owner. 00:20:21
Related quick claim deed. 00:20:23
I will second. 00:20:24
How many motions taken, all in favor, say aye aye? 00:20:26
Aye aye, and passes unanimous. 00:20:28
We're going to the 3D information discussion action to approve amendment #2. 00:20:32
To impound agreement number 06112024. 00:20:37
With Humane Society. 00:20:42
Of Central Arizona Incorporated, extending the terms. 00:20:44
Of the agreement through June 30th, 2027. 00:20:47
And updating the animal care and control primary contract information. Mr. John Costenetta. Good morning. Good morning, Chairman, 00:20:51
the members of. 00:20:56
Board, the Patient Humane Society has been providing. 00:21:00
After hour shelter and services for us for several years now. 00:21:04
They accept animals. 00:21:08
That come into their facility on weekends and after hours. 00:21:10
They house those animals until. 00:21:14
A member of my staff can. 00:21:16
Get those animals and transport them back down here to blow to our facility. 00:21:18
This last year we. 00:21:24
Transported 61 animals to our facility from up there which they housed more than that. 00:21:26
But my staff, when we pick up the animals, we make for sure that we try to get them home, whether they have a microchip or tags, 00:21:31
and we get those animals home. 00:21:35
Before they kept come down here. 00:21:39
Which costed us. 00:21:42
Just we paid them right under $3000 for those services, so it saved us a lot of money. 00:21:43
For what we used to pay them. 00:21:48
Nicole, Lucy. 00:21:51
Have always kept their shelter open for us on animal cruelty cases. 00:21:53
We've had to take animals there for. 00:21:57
To be checked out for cruelty cases and. 00:22:01
They're very helpful for that and we really appreciate their help. 00:22:04
And with that, I'll take any questions from you. 00:22:08
OK, Supervisor Klein. 00:22:11
I don't have any. Thank you. 00:22:13
Thank you. 00:22:14
Super budget Christian. 00:22:15
Thank you, John. No. And and that's impatient and they do help us out a lot because we don't have our. 00:22:16
Up there so. 00:22:22
Thanks for organizing that and and having it going. 00:22:23
And building that relationship. So thank you very much. 00:22:28
And if there's no further questions, I will call for a motion. 00:22:31
Mr. Chair, I'll move to approve amendment #2. 00:22:34
In town agreement number 06112024 with Humane Society of Central AZ. 00:22:37
Incorporated as presented. 00:22:43
I'll second that having a motion all in favor say aye aye aye. 00:22:45
Aye, thank you. 00:22:49
Passes unanimous. Thank you, John. 00:22:51
We're going to three. 00:22:53
Item 3. E Information discussion action. 00:22:55
To approve intergovernmental agreement number 11042025. 00:22:58
Inmate bus transport. 00:23:03
Between Gila County and Miami Unified School District. 00:23:05
#44 Emergency inmate transport services. 00:23:09
For the period of August 4th, 2026 through August 3rd, 2027. 00:23:13
Sarah White and Sheriff. 00:23:20
Good morning. Good morning. 00:23:22
Chairman. Members of the board. 00:23:24
I'm coming before you today with an item for our. 00:23:26
Detention Services Bureau. 00:23:29
So this is an agreement with the Miami Unified School District in case of an emergency. 00:23:32
They would allow up to. 00:23:37
Lessons with three drivers. 00:23:40
And basically transport our inmates out of the facility if needed. 00:23:41
So, umm. 00:23:46
Anything from? 00:23:47
Like a fire of blood and. 00:23:49
Those kind of things where we would need to get a large number of inmates out and transport it to somewhere else. And with that, 00:23:51
I'll take any questions. 00:23:55
Supervisor Klein. 00:24:00
I I don't have any questions, Sarah. Thank you. 00:24:02
Supervisor Christensen, thank you, Sarah. Thank you, Sheriff. 00:24:04
I have no question. 00:24:07
I've only got 1 and and where would they transfer to? Would that just depend on the situation? I would just. 00:24:09
Absolutely, yeah, because we have to reach out to obviously neighboring sheriff's. So we probably are first thing we reach out to 00:24:15
and see what space they had and then obviously a TFC if we have to go. 00:24:20
OK. It would be other, other, other other gel facilities? 00:24:27
OK, good enough. 00:24:32
All right. Well, thank you very much. Has anyone got any other questions? If not, I'll call for a motion. 00:24:34
Mr. Chair, I'll make the motion to approve intergovernmental agreement number. 00:24:40
11042025 between Gila county. 00:24:44
And Miami Unified School District #40 as presented. 00:24:49
I will second. 00:24:52
Having a motion a second, all in favor say aye aye. 00:24:54
I passes unanimous. 00:24:58
We are on to 3F. 00:25:00
Information. 00:25:03
To authorize the board chairman to electronically sign the drug gang and violent. 00:25:04
Crime control grant agreement. 00:25:10
Physical year 2027 award grant number DC. 00:25:13
Dash 27-004. 00:25:17
Between Healer County Sheriff's Office. 00:25:20
And the Arizona criminal? 00:25:22
JUSTICE Commission in the amount of. 00:25:24
340,400. 00:25:27
And $4.00 to provide. 00:25:31
Continued. 00:25:34
Funding. 00:25:35
For the period of July 1st, 2026. 00:25:36
To June 30th, 2027. 00:25:40
And authorized the board chairman's signature. 00:25:42
On the certification. 00:25:45
And assurances. 00:25:48
Chief Deputy. 00:25:50
Jim, good morning. 00:25:52
I'm going to be turning the floor over to Sarah White on this. There is some mix up with. 00:25:54
The order of some of the items on the agenda so. 00:25:59
With that, I'll turn it over to you, Sarah. 00:26:01
OK, so it's all yours. 00:26:03
Chief, thank you. 00:26:05
I just asked she's lucky if I could hop in so I could explain a few things to you because you guys will actually be approving the. 00:26:08
The application on item H. 00:26:16
So I didn't want there to be any confusion. So item 8 was the application we submitted item S. 00:26:20
You're approving the award to God. 00:26:27
So we'll just go with at first since it's on here. 00:26:28
And this is a task force grant that you guys have approved. 00:26:31
For years now, at Wednesday, he was coming from. 00:26:35
For this fiscal year, we were approved for the 34404. 00:26:46
With that I can take any questions. 00:26:50
Supervisor client. 00:26:53
Sarah, thanks for doing this. 00:26:56
Can can you just? 00:26:59
Briefly tell me how many people were able to. 00:27:01
Put on our task force with this kind of money. 00:27:03
Yeah. So right now we have it written and it's once about. 00:27:06
What keeps doing that? How? 00:27:11
Cortana, right now we have a full time Sergeant and a full time detective in there. 00:27:14
We try to reach out to other agencies as well and have them maybe put a detective on. We only have funding if one other agency was 00:27:18
to come on right now. 00:27:23
That we could find them. 00:27:29
And if we don't have any staff meeting is always the issue. 00:27:30
With other agencies. 00:27:36
They're gonna like that for. 00:27:37
Have assignments within our own agency so we make British detective in there for like 3 or 6 months to utilize them. 00:27:40
That's in there. 00:27:47
OK. Thank you, Sir. I you know I. 00:27:48
Talked about this a lot. I just wish you'll come a day when we could actually put a lot of money into this. 00:27:51
And have. 00:27:56
A large task force and kind of. 00:27:58
Clean house on some of their SO. 00:28:00
But thank you for putting this together. I. 00:28:03
We'll take what we can get, obviously. 00:28:05
Absolutely. Thank you. I think the sheriff was saying he has the same feelings as he can completely. 00:28:09
But. 00:28:15
Supervisor Christians. 00:28:20
Thank you, Chairman. Thank you, Sarah. 00:28:22
Real quick, just a funny. 00:28:24
Comment if you will, because I'm kind of a. 00:28:26
Like funny stuff. 00:28:29
Andy Griffith. 00:28:31
Was trying to explain to Opie. 00:28:33
What, 2 1/2? 00:28:35
Meant when it comes to people. 00:28:37
And he said I've never seen 1/2 a person. 00:28:39
And this is 2 1/2 detectives. 00:28:42
Anyway, Andy says, well, it's not half a. 00:28:46
Person. 00:28:50
It's a ratio, and Opie says. 00:28:51
Poor Horatio. 00:28:54
Remember that. 00:28:57
I don't know well. 00:28:58
I guess thank you for the update. Yes, I have no questions. 00:29:01
Thank you. 00:29:05
OK, I bet you didn't know that was coming. 00:29:06
OK, if there's no further questions or comments or TV shows. 00:29:10
Oh, that's me. 00:29:17
I'll move to authorize board Chairman. 00:29:19
Electronically. 00:29:23
I'm making a motion, by the way, to authorize the board chairman to electronically sign the drug gang and violent crime. 00:29:24
Control grant agreement. 00:29:30
OR fiscal year 2027 award grant number DC27004 between. 00:29:31
Be the County Sheriff's Office in the Arizona Criminal Justice Commission. 00:29:38
As presented and authorized the board chairman's signature. 00:29:41
On the certifications and assurances. 00:29:44
And I will second that. 00:29:46
Having a motion second all in favor say aye. 00:29:47
Aye, aye. 00:29:50
Aye, 3F passes unanimous. We're on to 3G information action. 00:29:51
To approve the Arizona Department of Administration's 20. 00:29:57
Physical year 2027 Arizona 911 program. 00:30:01
Funding. 00:30:06
Assistance agreement, ADOA and Arizona 911-27. 00:30:07
Dash 04 in the amount of $157,000. 00:30:12
For the performance period of July 1st, 2026. 00:30:18
Through June 30th, 2027. 00:30:22
Every whims. 00:30:25
Good morning. Good morning, Mr. Chair and members of Board. 00:30:26
This year, this is the same. 00:30:30
Funding that I have brought to you. 00:30:32
In the years past. 00:30:35
Historically it has been a competitive grant fund. 00:30:36
This year it became a non competitive funding assistance award. 00:30:40
Due to some. 00:30:45
Issues of the state. 00:30:47
Realizing that they had lower funds than projected. 00:30:48
The cost of completing State 911 infrastructure with. 00:30:53
Which they have done at this point. 00:30:57
Was a little bit of a strain on the previous budget. 00:30:59
And then the higher cost of 901? 00:31:04
Services we had a little bit of. 00:31:06
Concerned that they may have to. 00:31:09
Cut our funding by 35%. 00:31:11
But the governor's office? 00:31:14
And. 00:31:16
Managed to get a $4 million. 00:31:17
The word just escaped me. 00:31:22
Appropriation. 00:31:24
To be able to. 00:31:27
Award 100. 00:31:28
Coverage of all infrastructure costs. 00:31:31
So what this is? 00:31:34
Is the grant. 00:31:35
Would consist of infrastructure, which is. 00:31:36
The phone lines. 00:31:41
The equipment that we use, the software that we use. 00:31:42
And it would also include items such as projects. 00:31:45
Requested by. 00:31:49
Peace apps and administration funds. 00:31:50
Based on. 00:31:54
Population so. 00:31:55
We usually got a small amount of administration that would cover. 00:31:56
Travel. 00:32:01
Office supplies, that kind of thing. 00:32:02
And this year all they're covering is. 00:32:04
The infrastructure. 00:32:08
So we are. We're good. 00:32:09
For that the other items we don't have any new projects this year. 00:32:12
And, umm. 00:32:16
You know, travel will definitely be limited. 00:32:18
To any funding available. 00:32:20
Through dispatch. 00:32:22
And with that I will. 00:32:24
Pick any questions. 00:32:26
OK. Thank you, Supervisor Klein. 00:32:27
So Deborah, what I'm hearing from you then is we'll make it with this. 00:32:30
157,000 Yes. 00:32:34
OK. Thank you. 00:32:36
Supervisor Christian, thank you. I thank you for your presentation. I have. 00:32:39
Yeah, I think that said that they're cutting your funding because your services are so vital too. 00:32:43
Well, it's three people and, and the officers who are responding as well. 00:32:48
And it's got to be a. 00:32:53
A difficult. 00:32:55
Position to. 00:32:57
To be a part of, much less when you're. 00:32:59
Not receiving funding, right. And they, you know, at this point in time. 00:33:01
They're not. They don't want to cut the funding. 00:33:06
It you know, but there. 00:33:09
Shooting. They're giving us fair warning. 00:33:11
Should this continue to happen? 00:33:13
So yeah, thing. 00:33:15
OK. Well, thank you very much for all that you. 00:33:17
Doing and organized. So if there's no further questions, I'll call for a motion. 00:33:21
Mr. Chair, I'll make the motion to approve the Arizona Department of Administration. 00:33:25
FY 2027 Arizona 911 program funding assistance agreement. 00:33:30
ADOA AZ911-27-04AS presented. 00:33:37
I will second that. 00:33:43
Having a motion second all in favor say aye aye aye. 00:33:44
Aye, 3G passes unanimous. Thank you very much. 00:33:48
We are going on 2/3 H. 00:33:51
Information discussion. Action to ratify the Board of Supervisors approval. 00:33:55
Of the Sheriff's Office. 00:33:59
Electronic submittal. 00:34:01
For fiscal year 20. 00:34:03
27 drug gang and violent. 00:34:05
Crime control grant application. 00:34:07
Do the Arizona criminal justice Commission in the amount of. 00:34:10
812,600. 00:34:14
And $74.74. 00:34:17
To renew grant funding. 00:34:21
That will be used for the salaries and benefits. 00:34:23
Of Sheriff's Office drug gang and violent. 00:34:26
Crime Task Force. 00:34:30
Even halves. 00:34:32
So. 00:34:33
OK, Yeah. 00:34:35
Who's who's going to present this one today? 00:34:38
So that'll be you again, OK. 00:34:42
I'm happy to do it for you. Again my right next point. This is the application. 00:34:44
Arizona Criminal Justice Commission for the new the county draft task force. 00:34:49
In F you approved so. 00:34:54
We put in for just over 800,000 and we got. 00:34:58
The 340,000 So with that I can see any questions. 00:35:03
Supervisor Klein, you have any questions? 00:35:08
Sarah, thanks for putting in for that and trying and maybe next year we can. 00:35:10
Get more money? Who knows? 00:35:14
Yeah, I mean, there's there's. 00:35:17
Increase to the 3:40, there was one time we were about I think it was like 318. So we did receive 1 increase in our time here. The 00:35:19
gap we keep thinking away off it. 00:35:26
You'd be surprised with a limited number of. 00:35:33
Yeah, and their company stats they do for an over for us. 00:35:36
Throughout all of me, like every. 00:35:39
Well, thank you. 00:35:42
Thank you. 00:35:44
OK. Any questions? 00:35:46
Thank you. I have no questions. 00:35:49
OK, Then if there's no questions, I'll call for a motion. Mr. Chair, Move. 00:35:51
To ratify the Board of Supervisors approval for the Sheriff's Office electronics submittal. 00:35:56
Of a FY 2027 or 2027 drug gang and. 00:36:01
Crime control grant application. 00:36:07
To the Amazon Criminal Justice Commission as presented. 00:36:09
I'll second that. 00:36:12
Having a motion second all in favor say aye. 00:36:13
Aye. 00:36:15
I and pastors unanimous we're on to three I. 00:36:17
Information, discussion. Action to award contract number. 00:36:21
Gil. 00:36:25
IFB2026-004. 00:36:27
To Roman construction, incorporated. 00:36:31
For Leche. 00:36:35
And evaporated pond liner services. 00:36:36
At Russell Gulch. 00:36:41
And Buckhead landfills. 00:36:43
In the amount not to exceed. 00:36:45
$400,000. 00:36:47
Matt Renter. Thank you. Mr. Chairman, members of the Board, this is. 00:36:49
The final step in awarding the contract True Roma Construction for the leachate. 00:36:52
Late 8 evaporation upon liner repairs and we found in January that the the V8 ponds were leaking both here and Russell Gulch and 00:36:57
also up at Buckhead Mesa. You may be asking why are we doing a replacement when we could just patch it, patch it, patch it as 00:37:04
we've done in the previous years. Unfortunately, the damage to the liner in Russell Gulch. 00:37:10
Was. 00:37:17
Caused a year ago because somebody brought in a heavy piece of equipment and that really did significant damage to the liner. So 00:37:19
it's past the point of of being able to patch it. We're going to address that now moving forward so that. 00:37:26
With we have a maintenance plan to remove some of the sediment that. 00:37:33
Accumulating and leachate evaporation repair so that we won't get to that point of of having a full replacement. 00:37:38
So this is for. 00:37:45
The the two bits. 00:37:46
Rendered as. 00:37:49
Responsive, we had a pre bid meeting for that for the contractors to come down and take a look at it and. 00:37:50
Together a price for it, we received three bids. One of the bidders did not attend a mandatory pre bid and so that bid was 00:37:56
disqualified. So the two remaining bids. 00:38:00
Were evaluated and were making the recommendation to. 00:38:05
Provide the contract to Roman Construction for the for the repairs to the liner. 00:38:09
At both Russell Gulch and Buckhead Mason. 00:38:13
OK. Thank you, supervisor. 00:38:17
Client. So Matt, you're replacing the liners? 00:38:19
And both of them, no, we're just replacing the liner and Russell Gulch, the one in backpack Mesa. 00:38:22
To the point where we can repair. It's just a minor repair, OK? 00:38:27
Thank you. 00:38:30
Supervisor, thank you. Thanks, Mr. Chairman. Matt, I. 00:38:32
Visited Buckhead a lot, not so much Russell Go. 00:38:36
Buckhead Mesa's got a fencing issue. We've got cattle and we've got. 00:38:39
Elk visiting our ponds, they're walking on them. 00:38:44
And it's going to be far cheaper to get a fence. 00:38:48
That's eventually is that in the plan? It is actually it's OK, Chairman Humphrey, Supervisor Christensen. We are aware of that and 00:38:51
we are putting that in for the for the for the improvements to the fencing around that. 00:38:56
Yeah. And so has there been an evaluation of the entire fence line around that? 00:39:02
Landfill. 00:39:08
Because we're getting cattle. 00:39:08
We're also looking at that as well when we're doing the site inspections. 00:39:10
For the leachate pond, we're also doing a walk around of the perimeters next. So we are aware of that too and we'll be repairing 00:39:13
those areas as well on the perimeter fence. 00:39:17
But that's not part of this project. 00:39:21
Thank you. 00:39:24
Yeah, that's something I brought up in. 00:39:25
An agenda review is like. 00:39:28
What seems like we're always patching these. 00:39:30
And so then the discussion about Fence came up. 00:39:33
Because of animals. 00:39:37
In both areas. 00:39:39
Of Havelana elk dear. 00:39:40
Puncturing the. 00:39:43
Liner. So yeah, I do believe it sinks a good idea. So thank you. And if there's no further questions or comments, I'll call for a 00:39:44
motion. 00:39:48
Mr. Chair, I'll make the motion to award contract #GIL-IFB. 00:39:52
Dash 2026-0042. Rumble construction incorporated as presented. 00:39:58
I will second. 00:40:04
Having a motion a second, all in favor say aye aye. 00:40:05
I thank you very much. 00:40:09
Yeah, 3 aye, passes unanimous. We're going on to 3. 00:40:11
Information, discussion, action regarding the physical year 2026. Arizona. 00:40:14
Auditor General's. 00:40:19
Engagement letter. 00:40:21
An audit request list. 00:40:22
APA Excuse me ARL. 00:40:26
And authorized Marin billing. 00:40:29
Gila County chief physical officer to sign. 00:40:31
Both documents. Good morning there. 00:40:35
Good morning, Mr. Chair, Supervisor Christensen, Supervisor Klein. 00:40:37
We began bringing this to the board for authorization last year. 00:40:42
It is an annual requirement that goes with our statutory obligation. 00:40:47
We find that it's important. 00:40:53
That you be aware of the deadlines. 00:40:56
Outlined in the. 00:40:58
Audit request list. 00:41:01
And that when you send that out to other departments, that they know that we're all on the same team. 00:41:02
Working toward audit completion. Happy to answer any questions you may have. 00:41:09
Supervisor Klein. 00:41:13
This isn't anything out of the ordinary, is it, Mary? We've done that year after year, so. 00:41:16
Thank you for your help and hopefully it goes good. 00:41:21
Supervisor Christianson, thank you, Chairman. Thank you, Mayor, for that. 00:41:24
Appreciate you. 00:41:28
Ma'am, I have no questions. Thank you. So. 00:41:29
There's nothing else I'll call for a motion on three. 00:41:32
Mr. Chair, I'll move to authorize you to come to Chief Fiscal Officer Marin Belling to sign the Auditor General's. 00:41:36
Engagement letter and audit request list. I'll second that. 00:41:42
Having a motion second all in favor say aye aye. 00:41:46
I guess. 00:41:52
3J passes unanimous. 00:41:53
We're going on 2/3 K information action. 00:41:55
To acknowledge the annual invoice. 00:41:58
For the Arizona Otter General's office. 00:42:00
For federal. 00:42:04
Single audit services. 00:42:06
And comparative federal. 00:42:08
Single audit data. 00:42:12
For 2016. 00:42:15
To 2025. 00:42:17
Again. 00:42:20
Marion Bailey, Thank you, Mr. Chair. 00:42:20
This is information. 00:42:23
That. 00:42:25
Your management team asked me to bring to the Board of Supervisors so that you and our constituents can be aware. 00:42:25
Of the progress that Gila County has made. 00:42:32
These encompass. 00:42:36
All of the audits that have. 00:42:38
Published since I started with Gila County in July of 2018. 00:42:39
Listed here. 00:42:45
We have. 00:42:47
The single audit invoice amount. So that's what the. 00:42:50
Auditor General's Office. 00:42:53
Build us Jonathan if you could Scroll down to that first box of text. 00:42:55
Perfect. Thank you. 00:43:01
So the invoice that is. 00:43:02
Here today for you. 00:43:05
Is $26,390.00 for. 00:43:07
And you can see that compares and is the lowest. 00:43:11
Invoice amount. 00:43:15
Over the past 10 years. 00:43:16
And we just wanted to make sure that you and our constituents are aware that we. 00:43:19
We actively work to make this more efficient every year. 00:43:23
That next text box down shows. 00:43:28
The. 00:43:32
Total number of federal programs. 00:43:33
And the total? 00:43:35
SEFA amount. 00:43:36
That acronym stands for. 00:43:38
Schedule an expenditure of federal awards. 00:43:40
As you can see, back in 2016 the amount was 9 million 791. 00:43:45
And we've got a little asterisk there. 00:43:51
To let you know that the reason that it goes from 9 million 791. 00:43:53
In 2016. 00:43:59
Down to 4 million oh 18 and 2017. 00:44:00
Was because. 00:44:03
The federal requirements stopped having US list tilt. 00:44:05
The payment in lieu of taxes, so that's that big. 00:44:10
Downward slump there. 00:44:14
And then you can see from 2017 to now. 00:44:16
It has. 00:44:19
It has gradually grown except for. 00:44:20
Where you can see that ARPA? 00:44:23
Would have made a big impact in that year that we have the 18,000,000. 00:44:25
In 2023. 00:44:30
You can also see that our number of federal programs. 00:44:32
Is fairly consistent. 00:44:35
And the year that. 00:44:38
We are presenting today. 00:44:40
Invoice for. 00:44:41
Had 36 programs. 00:44:43
With a total SEFA amount of 9 million. 00:44:45
916,000. 00:44:49
And that encompasses all the federal grants that come in. 00:44:51
To Gila County. 00:44:54
And then a little further down, we do clarify. 00:44:58
That, umm. 00:45:01
202324 and 25. 00:45:02
Where our audit years that. 00:45:05
Published timely, which is by the 331 deadline. 00:45:08
And had one finding each. 00:45:12
We then outline. 00:45:15
Going back to 2016. 00:45:17
How many days after deadline? 00:45:20
And how many federal findings we had. 00:45:23
So the highest number of. 00:45:26
Days, 2016. 00:45:28
Published 545 days after. 00:45:31
Deadline, which is. 00:45:34
Almost two years. 00:45:35
And had six findings. 00:45:37
And you can see. 00:45:39
We've gotten more current. 00:45:41
And continue to work to reduce our findings. 00:45:44
We did have one year with 0 findings, but that that's a that's an anomaly. 00:45:49
And that is the sum total of today's presentation We do have attached in case you or our constituents need it. 00:45:56
The actual single audit report. 00:46:04
Support which is quite lengthy. 00:46:06
And quite detailed. 00:46:08
Our Federal Audit Clearinghouse report, which just shows that we uploaded it to the federal government and it was accepted. 00:46:10
And then we also have. 00:46:16
The state statute. 00:46:18
That applies to this and explains why it is. 00:46:20
This is required. 00:46:24
Happy to answer any questions you have. 00:46:26
Or research any additional information. 00:46:28
Thank you. 00:46:31
Supervisor Klein. 00:46:32
So man, we came a long way since 16. 00:46:35
Yes, Sir, that was a big chore. 00:46:38
So let me ask you, you see, we we were able to drop Pilt off of that. 00:46:40
Formula. Were we also able to drop LATCF funds off of it as well? 00:46:44
You only we would only be picking up LATCF funds when those are expended because they haven't been expended. 00:46:49
They are not reported yet. 00:46:55
OK. And so the invoice like for this year is 20,000 and whatever it is? 00:46:56
That's for the work the auditors had to do for. 00:47:01
For this year so. 00:47:05
That's that's for the work they had to do. 00:47:06
Mr. Chairman, Supervisor Klein, that's for the work they had to do to audit the 2025. 00:47:09
Schedule of expenditure of federal awards, Yes. 00:47:14
So the easier it gets unless we have to pay them. 00:47:17
The more compliant we are. 00:47:22
The less work they have to do. That's a good way of putting it as well. 00:47:25
Thank you, Mary. 00:47:28
Christians. 00:47:31
Thank you. Thank you, Maren. I I don't have any. 00:47:32
Yeah, this data really shows a lot of improvement and. 00:47:36
And what you're working with to try to help us. 00:47:40
Stay within our boundaries. 00:47:43
And so thank you very, very much. 00:47:45
Thank you, Mr. Chair. It's our privilege to be able to do this work. 00:47:48
Yeah. Thank you. 00:47:51
And so if there's. 00:47:52
No further questions. I will call for motion. 00:47:54
Mr. Chair, I'll make the motion to acknowledge the annual invoice. Arizona Auditor General's Office. 00:47:57
For federal single audit service and comparative federal single audit data for. 00:48:03
2016. 00:48:08
2025. 00:48:09
I will second. 00:48:10
Having a motion second all in favor say aye. 00:48:12
Aye, aye. 00:48:15
3K passes unanimous going on 2/3. 00:48:16

Of the county trial courts, physical year 2027. 00:48:23
Field Training grant application in the amount of $25,000 to the Arizona Supreme Court Administrative Office. 00:48:28
Of the courts. 00:48:36
Cassidy, good morning. 00:48:37
Morning, Mr. Chairman. 00:48:39
Members of the board. 00:48:41
Before you is the Superior Court Field Trainer Grant application. This is a grant for $25,000 to contribute to the cost of our 00:48:43
field trainer position. 00:48:48
Our Filtrator handles all the education and training requirements for all our court employees, including our judges. 00:48:53
As mandated by the Arizona Office of the Courts. 00:49:00
We've applied for this grant every year since 2016. 00:49:04
And we'd request your continued support and approval. 00:49:08
I can answer any questions if you have any. Thank you very much, Supervisor Klein. 00:49:12
Cassie, thank you. I I'm good. 00:49:16
Supervisor Christians, thank you. I'm good as well. 00:49:19
OK, I have no questions. So I will call for a motion. 00:49:22

As presented, I'll second it. 00:49:33
Having a motion second all in favor say aye. 00:49:36
Aye, aye. 00:49:38
I3L passes unanimous. We're going to three M. 00:49:39

To the Administrative Office of the Courts to. 00:49:54
Fund. 00:49:58
The enhanced scanning. 00:49:59
Program. 00:50:01
Kathy Longhouse. 00:50:02
This is the Superior courts fill the gap grant application for enhanced criminal scanning program. 00:50:04
We apply for this annually, I believe since 2015. 00:50:09
It funds the fees associated with supplemental scanners that are located throughout our lower jurisdiction courts. 00:50:14
These scanners are used for the scanning and uploading of court documents, creating. 00:50:21
Digital file. 00:50:27
Allowing them to archive records as well as remain paperless. 00:50:28
So we asked for your continued support on this as well. 00:50:33
OK. Supervisor Klein, any questions? 00:50:37
Not just to comment, I'm sure it's been a big help. 00:50:40
It has it has they appreciated. 00:50:43
Supervisor. 00:50:47
No questions. Thank you. 00:50:49

$204,367. 00:51:27

2031. 00:51:42
Paula, good morning. 00:51:44
Good morning. Thank you, Chairman, Members of the board. 00:51:46
This is a grant that we have had ever since bioterrorism was not a thing. 00:51:49
Public health emergency. 00:51:54
Preparedness took over and today I have with me Savannah Marcanti, who is our. 00:51:55
Best manager, and so she's going to give you just a little summary of what they do. 00:52:01
Because nobody really knows what public health emergency preparedness does. 00:52:06
Until we're in the middle of an emergency and they're like. 00:52:10
Oh OK, I get it now. So. 00:52:13
I'm going to give the floor over to her before you're. 00:52:15
Approval. Thank you. 00:52:19
Hi, good morning, members of the Board. 00:52:21
We have. 00:52:23
It stands for public health emergency preparedness. 00:52:25
It's our third year of this grant out of a five year cycle. 00:52:28
We manage all infectious diseases and outbreaks, so COVID we were big. 00:52:32
We provide chemical disease recommendations to schools, daycares, long term care facilities. 00:52:37
That's where we see most of our outbreaks. 00:52:42
We participate in exercises and trainings. We went to the pre fire meetings and during the flood we also dealt with any public 00:52:45
health emergencies that came up. 00:52:49
So a lot of wastewater. 00:52:53
Issues. 00:52:55
Just really getting the message out that mitigation prevention. 00:52:58
Making a difference. 00:53:02
Guys, have any questions? 00:53:03
OK. Thank you, supervisor. 00:53:04
Client. Any questions? 00:53:06
No, just thanks for doing this. So I guess I would, this is the third year of a five year. 00:53:08
Program, but we've had it for a while. It just keeps renewing hopefully. 00:53:13
OK. Thank you. 00:53:17
Supervisor Chris Johnson, secure account. Thank you, ladies. 00:53:20
Appreciate all you do. 00:53:23
Okay, reoccurring so the. 00:53:24
204,000 and. 00:53:26
367 dollars. 00:53:28
It says like it's from the. 00:53:31
2026 to. 00:53:33
To 31. 00:53:35
Is, is that a five year, is the so is that $200,000 for five years? Do we get that? 00:53:37
Every year of a five year contract. 00:53:42
Every year, Sir. 00:53:44
OK. Yeah, that sounds better because you split it up over five years, That's not a lot of money. No, it's not peanuts. And I think 00:53:45
maybe we should put the entire amount so it looks. Yeah, OK. 00:53:50
Yeah, no. Good. Thank you very much for all you do to. 00:53:56
Help the constituents when they need you. 00:53:59
So if there's no further questions, I'll call for. 00:54:02
Mr. Chairman, to approve the intergovernmental agreement contract number Ctr. 081705. 00:54:04
With the Arizona Department of Health Services as presented. 00:54:11
And I'll second that having a motion second all in favor say aye, aye aye. 00:54:14
I3 N passes unanimous. We're going on 2/3 O information discussion action. 00:54:19
To approve intergovernment agreement contract numbers. Ctr. 0082257. 00:54:25

Of health services. 00:54:37
In effect June. 00:54:39
From July 1st. 00:54:42
20. 00:54:44

31. 00:54:48
For the amount of 400. 00:54:49
And 95,000. 00:54:51
$76.20 to continue. 00:54:53
Providing services under the. 00:54:56
Healthy people. 00:54:59
Healthy a program. 00:55:00
Again, Paula. 00:55:02
Thank you, Chairman. 00:55:04
Members of the board, this is a program that a lot of our prevention programs are all incorporated into. So we have teen pregnancy 00:55:05
prevention, we have tobacco free environments. 00:55:10
We have our public health initiative. 00:55:15
And our. 00:55:18
Suicide mortality review. So this is for one year, but it is split out. 00:55:20
Amongst several programs and we're asking your approval to continue these programs. 00:55:26
Thank you, Supervisor Klein. 00:55:31
Those are very important programs, Paula. 00:55:33
And, and I'm glad you guys are out there and, and pushing those. 00:55:35
I you know you do a lot, so thank you for that. 00:55:42
Thank you, Supervisor. 00:55:45
Thank you, Paul. I have no question. 00:55:47
And well, I have no questions and thank you for thank you. 00:55:49
Keeping everybody. 00:55:52
Try to get them healthy. 00:55:54
OK. I'll call for a motion. 00:55:56
Mr. Chair, I'll make the motion to approve the intergovernmental agreement contract number Ctr. 00:55:59
0082257. 00:56:05
Between Gila County Public Health and Community Services and. 00:56:09
The Arizona Department of Health Services, as presented. 00:56:13
I will second that. 00:56:16
Having a motion second. 00:56:17
All in favor say aye, aye aye. 00:56:18
Hi, 30 passes unanimous. We're on to. 00:56:21
3 P Information discussion action to approve income agreement contract number Ctr. 00:56:25
082. 00:56:31
568 with the Arizona Department of Health Services. 00:56:32
For the period of June 1st, 2026 through. 00:56:36
May 31st, 20. 00:56:39
31 in the amount of. 00:56:42
$408,366.20. 00:56:44
To provide pre. 00:56:50
Prevention. 00:56:52
And disease management. 00:56:53
Programs. 00:56:55
Only guys are up again. 00:56:56
Thank you Chairman, members of the board, this is a brand new grant that. 00:56:58
We've given to Savannah Morcanti, our manager. 00:57:03
Because it does have a lot of disease management within it. 00:57:07
And she's excited to present a little bit about it so that, you know. 00:57:10
Going forward, what we're going to be. 00:57:15
Focusing on as far as this World Transformation grant, you'll hear a lot of rural transformation monies coming in many different 00:57:17
avenues. 00:57:22
And this is for the health department. This is the one that we have applied for and received. 00:57:27
Absolutely. 00:57:33
Hi Chairman and the members of the board before you is the Rural Health Transformation Program agreement with ADHS, it's a five 00:57:34
year grant will fund a health program coordinator to communicable disease. 00:57:39
Specialists at temporary medical biller and a temporary community health specialist. So they split the grant into two projects. 00:57:44
The first one we were able to. 00:57:51
Well, we got to pick what we wanted to focus on and chronic disease prevention. 00:57:53
We're going to do. 00:57:58
We're going to hopefully distribute approximately 230. 00:58:00
At home cook. 00:58:04
Colorectal cancer screening tests. 00:58:06
The person is going to It will expand nutrition and physical education throughout our schools, libraries, senior citizens and 00:58:09
communities, along with breastfeeding education for new mothers. 00:58:15
And it will also help us get access, more involved and hopefully help. 00:58:20
Some of the. 00:58:25
The colon cancer screenings, if they come back abnormal, what we're going to hopefully do is. 00:58:27
Partner with some clinics and be able to point them in the direction of care. 00:58:32
So the Project B focuses on congenital syphilis prevention. 00:58:36
Specifically, education and outreach to women of childbearing age and encourages appropriate testing and treatment. We are awarded 00:58:41
$75,554.20 for that. 00:58:46
You guys have any questions for me? 00:58:53
Supervisor Clown. 00:58:54
Sounds like you're going to be very busy for a little while. 00:58:57
That was a goal, yeah. 00:59:00
I do want to point out that this grant is going to fund too. 00:59:03
Health fairs, we're going to do 1 northern, 1 southern. 00:59:07
For the next 5 years we're hoping to make them huge. We're working with a lot of the resources here in the community we have 00:59:10
started talking to. 00:59:13
Providers to bring someone to do in screenings for kids. We've talked to Access to bring in some dental screenings. 00:59:18
We're hoping that they're gonna be huge. 00:59:25
Thank you. 00:59:28
So what a Christian? 00:59:31
Thank you. I have no question. 00:59:33
Yeah, I don't either other than thank you for reaching all these grants and put them. 00:59:36
Putting him to good use. 00:59:40
Josh, do you have some information for us? No, just one quick thing that I thought of while she's up here is. 00:59:42
As. 00:59:48
Our former emergency manager is out. I know you've been seeing new emails. I just wanted to remind the board and introduce 00:59:49
Savannah also and she's taken over. 00:59:53
My old position from a long time ago where we combined public health, emergency preparedness and Emergency Management. 00:59:58
Because we all work together. I know all of you have been to the EOC before when we've had it open, usually Paula and public 01:00:03
health side come together. So because she has that experience, she stepped up and she's our acting emergency manager right now. So 01:00:08
if you have any issues or anything. 01:00:13
The van is here and she's got Paula, me and Michael developing the emergency manager back in our past. 01:00:18
Supporting her stuff. 01:00:23
Just wanted to give her those kudos. 01:00:25
Thank you, I appreciate it. 01:00:27
So if you guys need anything really call me. I'm not going to be sleeping this next week. 01:00:28
OK. Congratulations on on. 01:00:32
On your experience and stepping up to can. 01:00:36
To help us in a in a different way, yeah. 01:00:39
I appreciate it. Thank you. 01:00:41
You bet, you bet. 01:00:43
And so. 01:00:44
If there's nothing further, I'll call for motion. 01:00:45
Mr. Chair, I'll move to approve the intergovernmental agreement contract number CT. 01:00:48
R082568 with the Arizona Department of Health Services, as presented. 01:00:53
And I will second that. 01:00:58
Having a motion a second, all in favor say aye. 01:01:00
Aye, aye. 01:01:03
I3P passes unanimous. OK, we are going on. 01:01:04
Consent agenda items. 01:01:10
We are We have from 4A to 4IN. 01:01:13
Supervisor. 01:01:18
Klein, is there any? 01:01:19
Item that you would like to take off our consent agenda item. 01:01:21
And discuss. 01:01:25
Has a. 01:01:26
Separate. 01:01:28
No, I'm I'm fine. 01:01:29
Supervisor Christianson. 01:01:31
I'm fine as well. 01:01:32
And I don't want to pull anything off, just comment that there are. 01:01:34
Three of the tax exemptions. 01:01:38
On this consent agenda item. 01:01:42
And so if no one cares to take anything off. 01:01:45
I will call for a motion. 01:01:49
To accept consent agenda items for a through 4:00. 01:01:51
In so move, Mr. Chair. 01:01:56
I will second that. 01:01:58
Having an emotion and a second. 01:02:00
All in favor say aye. 01:02:03
Aye, aye. 01:02:04
Hi. Passes unanimous. 01:02:06
OK, now we are going to go to call to the public. 01:02:10
And. 01:02:15
I have a couple. 01:02:17
Hold on here, I'm calling to the public. 01:02:18
Do we have anybody in patient called the public? 01:02:21
No, doesn't look like. 01:02:23
Do we have anybody on? 01:02:27
YouTube. 01:02:28
OK. And we have two. 01:02:31
We have. 01:02:33
Linda Merlin. 01:02:36
And then and then we'll have. 01:02:39
What the Shane Backard? 01:02:41
Beckett or Sean? 01:02:44
OK, Sean, do you mind going second? We'll let ladies go first. He can go first. 01:02:46
They're pretty close to the same guys. Go together. No, OK, go ahead, go ahead. And this is on. 01:02:54
What are your plans for the Veterans Retreat? 01:03:00
Donate money and items to retreat. Return donated. 01:03:03
Return donations from the reimbursement veterans and kind. 01:03:07
OK. And so? 01:03:13
You're called the public. You have. 01:03:14
3 minutes to address the board. Please do. 01:03:16
OK. Thank you. 01:03:19
Supervisors, my name is Linda Merlin. I am a veteran. 01:03:21
And I'm concerned with. 01:03:25
What are you going to do with the property if it's not going to be the veterans retreat and if it isn't going to be the veterans 01:03:29
retreat? 01:03:32
Are you gonna put a section aside for veterans to use it? 01:03:35
Because we do have a high suicide rate and I know of. 01:03:39
Local veterans because I just started doing veteran stuff in the last 12 months. 01:03:42
To help our local veterans, and I know some. 01:03:47
Go up there. 01:03:51
There are caregivers and so when they get. 01:03:52
The time they do go up there and use it. 01:03:55
For a day trip. 01:03:58
Things of that nature. I'm trying to get something set up. 01:04:00
Where we go as a group. 01:04:03
But so I'm just. 01:04:05
You know, I want to know what you're going to do with the property. Why are we going to? 01:04:07
Get rid of it. 01:04:11
From from being a retreat. 01:04:12
You know, I know that we already share it with the. 01:04:15
Public. 01:04:18
Is there a reason we're not going to share it with the public and the veterans it serves up? 01:04:20
A public need. 01:04:25
OK. Yeah, I appreciate your questions. We can't. 01:04:29
Comment on. 01:04:32
On call to the public. 01:04:33
OK, but but. 01:04:34
But we do appreciate your comments. 01:04:36
Because we're, you know. 01:04:40
Those are all things that. 01:04:42
We can work on in the future and we can ask. 01:04:44
For there to be a meeting in the future. 01:04:47
And so, yeah, but but to answer your questions. 01:04:50
Today, we can't do that on call to the public. 01:04:54
Well, this is my first time to do something like this. Like I said, I am new as a veterans advocate. 01:04:57
I'm with the Elks Lodge. I'm the veteran chair. 01:05:04
We do 5 things a month now instead of 1. 01:05:06
And I'm trying to get more veterans involved. 01:05:10
And it's like. 01:05:13
I'm using that retreat as a. 01:05:14
You know that. 01:05:18
An enticement to get some of the guys to go do stuff, get out of the house. 01:05:20
You know, be around other veterans. 01:05:25
Slow down the suicide rate. 01:05:27
Thank you for your time. Thank you. Thank you very much. 01:05:30
Well. 01:05:33
John, you. 01:05:35
A deal here. 01:05:38
If you'd like to read it, I'll give it back to you so you can read it. I'd rather spend my time on something. 01:05:40
That's fine, you can keep a copy of it. 01:05:47
OK, um. 01:05:49
Thank you, gentlemen. 01:05:51
Good morning. 01:05:52
And I appreciate you giving me the time to speak here today. 01:05:53
I do want to acknowledge that, you know. 01:05:58
What you guys do is tough. I get it. I've been in that seat myself. I know you guys have a lot of decisions to make. 01:06:00
And the concerns of our little small community and young. 01:06:05
May not always be something that you're focused on when you're making decisions for the whole of the county. And so I appreciate 01:06:10
what you guys do. 01:06:13
But with that in mind, I want to tell you something a little bit. 01:06:18
About a little town called Young. 01:06:21
We have 1 dirt Rd. 01:06:23
Coming in from the north and Wonder Rd. going South. 01:06:25
And we have very little services from the county there. 01:06:29
Factor Fire Department is a fully Volunteer Fire Department I happen to be a part of. 01:06:32
Although anything that I say here today is mine in my opinion, lovers. 01:06:37
I do appreciate that. 01:06:41
You know, in young. 01:06:44
We are a bunch of crazy people. 01:06:52
We're very self resilient and self-reliant. 01:06:56
You know we all either live in young or move to young because we want to stand on our own 2 feet. 01:06:59
We want to do our own thing without people telling us what to do. 01:07:04
And again, we're small community and we don't have a lot of services in there. 01:07:07
So specifically, I did send you an e-mail. 01:07:12
And it's OK if you hadn't had a chance to look at it or review it. I suggest you take some time to look at it and review it. 01:07:14
It's specifically with some of the stuff that you guys are doing around zoning. 01:07:20
And permitting. Now let me just give you an example. 01:07:23
Of some of the problems that you caused by making something that's for the county and I get it and paste in and in the big cities. 01:07:26
You need zoning and you need laws to control people because they step on each other. 01:07:32
But what you've done for us is, for example, with the whole permanent thing that you guys have done. 01:07:37
We got to hire people now to come down there. 01:07:42
Private inspectors and they charge us three to four times. 01:07:45
The amount is to come to our place. 01:07:48
That disenfranchises us. 01:07:51
That puts an undue burden on us. 01:07:54
When you do things like zoning and permitting. 01:07:57
Because it costs us a heck of a lot more and usually they don't come the next day. 01:08:00
They take three weeks to show up, even the county people. 01:08:04
Take a long time to show up to get things done. 01:08:06
So that's the kind of thing where I get why you're making the decision. 01:08:09
I get for the larger county as a whole. 01:08:13
But it's almost like you got to draw a circle around. 01:08:16
US and say there are special people. 01:08:19
Young is a paradise. 01:08:22
When we take care of our own, whether it's our fire department, whether it's our volunteers. 01:08:24
We're there for each other. 01:08:28
And as much as we appreciate what you guys do. 01:08:29
You know, it's almost like I want to say, hey, draw a circle around this. 01:08:33
Let us handle one. 01:08:38
I have a lot more concerns to talk to you guys about and I appreciate. 01:08:40
You guys giving me a little bit more extra time because I do want to talk about the veteran. 01:08:44
I know it's not something that you can talk to me about today. 01:08:49
And again, I appreciate everything you do. 01:08:52
But I want to impress upon you how important this veteran center is. 01:08:54
As someone who was born in this country. 01:08:58
And appreciates the freedoms that I have in this country. 01:09:01
I appreciate the people who made the sacrifice to make that happen for me. 01:09:05
And I can't imagine a board. 01:09:10
Especially 1 here in Hurley County. 01:09:12
Deciding anything other than to support our veterans. 01:09:15
And the people who put their lives on the line for us. 01:09:18
Right now, the reason I say this is because. 01:09:21
It only takes you. 01:09:24
And I really would hope that you would do this to reach out to some of the veterans, for example, who come to the hunt for heroes. 01:09:25
Right. And the Catholic. 01:09:33
Transformation that they have. 01:09:35
Through. 01:09:37
Going out there, grabbing a gun. 01:09:38
And hunting something for food versus cleansing. 01:09:40
That's important. 01:09:44
That's a service that we provide. 01:09:46
Back to people who put their lives on the line for us. 01:09:48
So I don't want to take too much of your time, but I would just hope that you would take what I put in that e-mail to you guys 01:09:51
seriously. 01:09:54
Consider it. 01:09:57
Not just about zoning. 01:09:59
But also about permitting. 01:10:00
And even the five. 01:10:02
12 N Grove. 01:10:03
Which even in your own proposal, you guys said that has nothing to do with the community. It's about our infrastructure going up 01:10:04
and down the road. 01:10:07
So even doing that. 01:10:11
Without regard for us. 01:10:12
So again. 01:10:14
Please consider the decisions you make and the unique situation. 01:10:16
Young sits in. 01:10:19
Given that, we really don't ask a lot from this county. 01:10:21
We really don't get a lot from this. 01:10:24
But yet we're paying our taxes when we try to be a. 01:10:25
Good part of the community. 01:10:28
And we're self-sustaining. 01:10:29
And yeah, that Veterans Park man, I can't imagine. 01:10:31
You know, you guys all seem like really nice, good guys. 01:10:35
I can't imagine you guys willing to close it. 01:10:38
And if you do. 01:10:41
Just like my letter with the zoning, you're going to be standing toe to toe with me. 01:10:44
Appreciate your time, gentlemen. Thank you so much and appreciate your service. 01:10:49
Thank you very much. 01:10:52
OK, that. 01:10:56
Pretty much does our call to the public. 01:10:58
Thank you for your comments today. 01:11:01
OK, now we are going to go. 01:11:06
There's still nobody on YouTube. 01:11:09
How many do we have today? 01:11:12
53 total use 53 total. OK, thank you. 01:11:15
OK, we're going to move on to. 01:11:22
Item 6 which is current. 01:11:26
A summary of current events. 01:11:30
At any time during the meeting pursuant to ARS 38. 01:11:32
431.02 K Members of the Board of Supervisors. 01:11:36
And the county manager may prevent a brief summary of. 01:11:41
Current events. No action may be taken on the information. 01:11:44
Present it super. Let's go with Mr. 01:11:49
Michael O'Driscoll county manager first today. 01:11:53
Chairman, members of the board, thank you. I'll be brief. 01:11:56
Just a few updates. 01:11:59
And our finance department, we finalized the procurement management job description and that's posted. 01:12:01
That position is going to be helping Olivia in a finance team. 01:12:07
Get to all the contracts that are in the queue. 01:12:11
So we could streamline that system. 01:12:14
And hopefully reduce the time that. 01:12:16
Contracts go from the department through the finance department in front of the board. 01:12:19
And we're already seeing improvement there, but Marin and. 01:12:24
And and Libya. 01:12:27
Are going to be working on getting that. 01:12:28
That timeline down a little bit. 01:12:32
We're doing HR directors. 01:12:34
Interviews next week. 01:12:36
August 11th. 01:12:37
So we've received several candidates, several good candidates for that. So next week we're going to be doing those. 01:12:38
Our public affairs and communications chief. 01:12:45
We have two really good candidates. 01:12:48
Outside candidates. And we're gonna be. 01:12:51
Josh and myself are going to be doing second interviews. 01:12:54
And we're also finalizing a plan with Troy, Joseph and Nat. 01:12:57
Public works. 01:13:02
To restructure some of the departments and public works. 01:13:03
To update their systems. 01:13:07
And make it a lot more efficient. 01:13:09
And we should have a finalized version probably in the next two to three weeks. 01:13:12
Which I'll sit down with each of you and go over. 01:13:16
So, and that's all I have. If you have any other questions I'd be happy to answer those. 01:13:20
OK, now. 01:13:25
Supervisor. 01:13:28
Do you have anything for us today? 01:13:30
I do. 01:13:32
I do so. 01:13:35
A while back I met with a gentleman out there, Chris Till mine. His name is Andy Colburn. 01:13:37
And had a really good conversation with him out there. I don't know how many here and. 01:13:43
This room's familiar with Chris Till. 01:13:48
It sits way out in the middle of nothing. 01:13:51
But the one time was a very active mindset, Jill. 01:13:53
And so. 01:13:57
He's going through. He wants to do some changes out there. 01:13:59
He's been working somewhat with Randye department and so there's more to do. 01:14:04
So I've agreed to sit and I have done this. I set up. 01:14:09
With Randy. 01:14:12
Me and Randy will travel out there and meet with Andy out there. Randy will be able to look at his projects. 01:14:13
And so forth and and go forward with that. That was. 01:14:18
That was. 01:14:22
That'll be a good start, I think it'll keep things straight through the process as he needs to go to. 01:14:24
On Friday, I met with Michael Ovisco Friday afternoon at 4:00. 01:14:30
I had a request from Michael to sit down and visit with him. Not sit down with him, but on teams. 01:14:36
And discuss the. 01:14:42
The veteran site. 01:14:44
And the licensing agreement. 01:14:46
And everything going forward with that. 01:14:49
And actually in reference to. 01:14:51
Today's executive session. 01:14:52
So we had a lengthy meeting. 01:14:56
It was lasted over an hour. 01:14:58
Me and Michael don't always agree. 01:15:04
Matter of fact, most time we don't. 01:15:06
But we're good about talking and. 01:15:07
Conversion with each other on this. 01:15:09
And I appreciate that. 01:15:11
I did not agree with anything in this meeting. 01:15:14
On teams. 01:15:17
Michael went over the licensing agreement to some extent. 01:15:19
I I kind of felt like the. 01:15:25
The options that. 01:15:27
Was given to our nonprofit. 01:15:29
Organization that's sitting in the. 01:15:31
Wings to get started. 01:15:33
Was uh. 01:15:35
Either do it this way or. 01:15:36
We go find somebody else. 01:15:38
Michael referred to the other two of you on a couple of different sit. 01:15:41
Times on this. 01:15:45
He referred to the fact that. 01:15:47
My other. 01:15:50
Two supervisors here didn't want to throw in much for. 01:15:51
General fund dollars to fund it. 01:15:56
And we went back and forth and we went back and forth for a long time. And actually I had options and some. 01:16:00
Different ways we could do things even with the funding. 01:16:07
But we came out of that meeting with just one thing. 01:16:11
In place, and that was to discuss that. 01:16:14
Site today in executive session. 01:16:17
I feel. 01:16:21
Today that we don't. 01:16:22
We still can discuss it up front. 01:16:23
And I hope we can. 01:16:25
Talk about that a little later on. 01:16:27
I don't like discussing things behind closed doors that don't need to be behind closed doors. 01:16:30
I really don't. 01:16:35
I know that the County attorney's office still has the opinion and has had for for a while. 01:16:36
Not that we don't have statutory authority. 01:16:42
Recommend it. 01:16:46
And so, but anyway, going forward. 01:16:47
That was a long, lengthy meeting. 01:16:50
The very next day. 01:16:53
I had a meeting. 01:16:55
With the town there in young. 01:16:57
And what prompted that meeting was a while back that one of Randy's presentations. 01:16:59
He had asked me what is the belly feel like as far as zoning. 01:17:05
And I told Randy that day. I said if it had been 15 years ago, I could have told you, but today I don't know because there's so 01:17:09
many new people. 01:17:13
As it moved into that valley, I did not know. 01:17:17
So I asked for a. 01:17:19
Public meeting. We had it there at the. 01:17:21
Community Center. 01:17:23
We had it right around 200 people show up. 01:17:24
That meeting? 01:17:28
It was a very. 01:17:30
Well attended, they were very respectful. 01:17:32
Good conversations. I felt like Sean was one of. 01:17:36
That was there. 01:17:40
And so the discussions weren't just about no, no zoning, there's discussions about. 01:17:43
What would it look like to zone it? 01:17:49
And how would that be? What would the advantages be? 01:17:50
What would you know? 01:17:53
Versus zoning of versus not zoning, that was all discussed. It was a very good meeting. 01:17:54
But when I asked the question. 01:18:00
Who in this room is in favor of zoning? 01:18:03
Not one person held their hand up. 01:18:06
Now, whether that's because somebody would be afraid to hold their hand up in that big of a crowd, I don't really know, but that's 01:18:10
just a matter of fact. 01:18:13
Nobody, nobody held their hand up in that. 01:18:17
I talked about the Vet Center in our. 01:18:22
Public meeting and our community meeting. 01:18:25
And I need support. 01:18:28
I need help on this vet center. 01:18:30
The best center means a lot to me. 01:18:32
As it should to this county. 01:18:35
And I thought about this quite a bit and it's not. 01:18:37
Just my project, it's accounting project. 01:18:40
Any big projects, Anything that happens in the county, you're looking at the three that say yay or nay. 01:18:43
The debt center to me. 01:18:50
It isn't just about how pretty it is. 01:18:55
How well it's put together. 01:18:57
The amenities that are there. 01:18:59
And so forth. 01:19:01
It's about who it supports. 01:19:03
And who it represents. 01:19:05
The Vet Center represents veterans all across the nation. It's not just. 01:19:08
Gila County. 01:19:13
It's not just Arizona, it's all across the states. 01:19:14
It's it's getting very widely known. 01:19:17
We're still standing in the in the. 01:19:20
Shadows getting ready to really kick off and do some things. I get it. 01:19:22
We have things to workout. 01:19:26
But importantly to me as well is it represents Gila County. 01:19:28
It represents the fact that we support. 01:19:33
Veterans in Hilakayani. 01:19:36
There's something again in this room that hadn't ever heard me say this, but I've said it several times. 01:19:39
If it weren't for vets, we wouldn't be here today. 01:19:44
And I truly may not. 01:19:47
I'm not a vet myself. 01:19:49
I I have lots of family members that are. 01:19:51
I like to see. 01:19:55
That Vet Center continue on. 01:19:56
And grow and get better and better. 01:19:58
The wills are in place to do that. 01:20:01
And so. 01:20:04
That's where we're at. 01:20:05
I wanted, I don't. 01:20:06
I'm I'm kind of sad in some ways that a lot of people don't keep up on our meetings. 01:20:09
We have YouTube there, we have a lot of things, but still people don't follow our meetings that close. 01:20:13
And so people have a right. 01:20:18
Our constituents. 01:20:20
Throughout the county have a right to know what's going on in our county. 01:20:21
And. 01:20:25
There there was a lot of support. 01:20:26
Voiced in those meetings. 01:20:29
And voiced against zoning. 01:20:30
And that is what I have to report to you on. 01:20:33
That yesterday I had a meeting with department heads. 01:20:36
It went very good. 01:20:41
Is is very informative and I really appreciate. 01:20:43
All of their their help and. 01:20:46
Participation in that. 01:20:49
It it went good so. 01:20:50
Thank you. 01:20:52
OK. Should the larger Christiansen. Thank you, Chairman. Yesterday I was on KMOG. 01:20:54
Casa was supposed to be on there but got some. 01:21:00
Confused with. 01:21:03
The date. And so anyway, they called me. Hey quick, come over here. We need you. 01:21:05
I went in and. 01:21:10
We just kind of have a good time doing that. 01:21:11
I want to. I've been asked to personally invite the board. 01:21:14
To be at a groundbreaking in person, it's for the eternal in search and rescue. 01:21:18
And I can give this. 01:21:24
We can send this information on, but it's going to be. 01:21:26
August 12th at 10 AM. 01:21:29
And it's going to be where they've been. 01:21:31
Granted some land from the. 01:21:34
MHA society over there. 01:21:37
Called Granite Dells Rd. 01:21:39
And so they're going to break ground on. 01:21:41
Long-awaited building. 01:21:44
That they've been wanting to do and so. 01:21:47
Excited about that, I. 01:21:50
I feel very close to that. 01:21:52
Group they are. 01:21:54
We got some really fine things. 01:21:56
In Gila County, and this is one of them. 01:21:58
And. 01:22:02
A large group that. 01:22:04
You do a lot of work. 01:22:08
Voluntarily helping people that are injured or lost. 01:22:09
Alipin can't take care of themselves, so it's a it's a great thing that we do. 01:22:14
And so I, I do want to say that I appreciate. 01:22:20
The received a lot of telephone calls. 01:22:25
And I've listened to all of them and also a lot of the emails like. 01:22:29
People have said that they sent. 01:22:33
And when personally responded that. 01:22:35
Because I get it. I understand what people are asking. 01:22:39
Or and and advocating for and it's and I don't disagree with the. 01:22:43
What they're saying at all? 01:22:48
So I think there might be. 01:22:50
Then what I've noticed is it's possible that there's miscommunication as to the intent. 01:22:54
That I have towards some of the decisions regarding zoning and. 01:23:00
The Vet Center. 01:23:05
And I look forward to our work session where we can work things out. 01:23:07
We're just working through legal issues. 01:23:11
In my mind, we're not anywhere near discussing shutting anything down. 01:23:15
Or imposing zoning that's not wanted. 01:23:20
It's just part of the process as we go through. 01:23:23
Randy, what are we calling it? An ordinance? Uh. 01:23:27
Review. 01:23:29
What's it? 01:23:31
Rewrite. It's a common thing, and young is an area that's not zoned. 01:23:33
And so it's only part of the consideration. 01:23:39
Of what's going forward. 01:23:42
We have not made any decisions regarding. 01:23:45
So that's all I have. 01:23:47
Or I get in trouble. 01:23:49
I toured Garcia. 01:23:52
About some drainage issues of. 01:23:54
That was a. 01:23:57
A HOA. 01:24:00
That designed that and had the drainage there while. 01:24:01
The drainage is tilted in and the HOA is gone. 01:24:05
So I wrote to become the drainage so. 01:24:08
We're doing some work. 01:24:11
There to see what we can come up with to. 01:24:12
Drain that area better. 01:24:15
And then I'll hold a Tunnel Basin community meeting this evening. 01:24:18
At 5:00. 01:24:22
And I'll hold the Roosevelt community meeting. 01:24:24
On Monday. 01:24:27
At 1:00. 01:24:29
And I do a lot of community meetings. 01:24:31
And when I have my community meetings. 01:24:34
I have staff. 01:24:37
At my community meetings. 01:24:39
So that people. 01:24:41
Can ask questions. 01:24:44
I asked. 01:24:46
At my public meetings and I have these once a month. 01:24:47
By Seala every three months. 01:24:50
Because that's all they want to see. 01:24:52
Me and Kashila because their role. 01:24:54
One way and one way out. 01:24:56
Just like young is and so. 01:24:58
Yeah. 01:25:00
I have every three months there. 01:25:02
And I asked them is there can I bring any staff? 01:25:04
So you can ask questions. 01:25:08
Because I think people are only as good as the information they receive. 01:25:10
Including me up here. 01:25:14
If I don't receive information, then I don't have. 01:25:16
Correct. 01:25:21
Response. Lack of information. 01:25:22
So when I go to my public meetings. 01:25:26
I hand out packets about zonings. 01:25:31
If they have any. 01:25:34
Questions. 01:25:36
On zonings. 01:25:37
If they want to know. 01:25:39
About the Pleasant Valley Retreat. 01:25:40
I've got handouts. 01:25:43
OK if they want to know about population. 01:25:47
Per district. 01:25:50
That's information. 01:25:53
If they want to talk to. 01:25:55
Randy, he shows up at my meeting. 01:25:57
If they want to talk to it. 01:25:59
Mr. O'Driscoll, he shows up at my meeting. 01:26:00
Joseph is going to be at my meetings. He's just now public works director. 01:26:03
And he wants to be at my meetings. 01:26:07
To get. 01:26:10
Out to know the public. 01:26:11
So I understand there was a meeting Saturday. 01:26:14
I had. 01:26:17
Probably 8. 01:26:19
Emails and over 35 phone calls. 01:26:20
I have called. 01:26:24
A lot of those people back. Have I had time? 01:26:25
Since the meeting on Saturday, no Sunday, I kind of took a date off. 01:26:28
Monday I was getting prepared for the meeting today. 01:26:33
But I did call several people back. 01:26:36
And I'll call a lot of the other people back. 01:26:39
But it all seems to be the same concerns. 01:26:42
That, uh. 01:26:45
Zoning. 01:26:47
It's county wide, it's not young only. 01:26:48
And the Vet Center. 01:26:51
Today we are going into an executive session which I'll read later to discuss and consult. 01:26:53
With the board's attorney regarding the Pleasant Valley Veterans Retreat. 01:27:00
What goes on in an executive session stays in an executive session. 01:27:05
I have no idea other than. 01:27:09
What we're going to hear from. 01:27:11
Our board attorneys. 01:27:13
We have to be legal. 01:27:15
And I don't know what's going to be discussed in there. 01:27:17
And I can't share it with you afterwards. 01:27:21
Because what goes on there stays there. 01:27:24
But but what I. 01:27:26
You know, that's kind of what I have. 01:27:28
Done and recent activities. You know that's what this is, a request. 01:27:31
And then we go from here. 01:27:37
To request for future agendas. 01:27:39
And a lot of the people that I call back from all my phone calls and emails. 01:27:42
They were asking me a lot of questions they were asking me. 01:27:47
For information. 01:27:51
Why? What? 01:27:53
How? When? 01:27:54
OK, so. 01:27:56
When we go on to #7 which is request. 01:27:59
Future agenda items. 01:28:02
I as chairman of the Board. 01:28:06
And I meet with a lot of public. 01:28:07
I meet with them every month. 01:28:09
To give them as much information as I can. 01:28:11
I feel as if some of the people in Pleasant Valley. 01:28:14
Have not. 01:28:17
Had correct information. There's two sides. 01:28:18
To every. 01:28:21
Not just one. 01:28:23
Without staff there, I feel as if there was a lack of communication. 01:28:24
Or information. 01:28:29
So what I'm going to request? 01:28:31
And the future. 01:28:33
Hopefully near future. 01:28:35
Is a work session. 01:28:37
In a work session, the board, the three of us. 01:28:39
Public and staff. 01:28:43
Are in a meeting. 01:28:45
To communicate. 01:28:47
So I'm asking. 01:28:49
I. 01:28:51
And #7 I'm asking for a future agenda item. 01:28:52
With a boy to have a work session. 01:28:56
And patient Board of Supervisors office. 01:29:00
So veterans can come. 01:29:04
Ask questions, they can get information. 01:29:06
On what's going on? 01:29:09
With the Vet Center, what has gone on? 01:29:11
And maybe what the future looks like. 01:29:14
They can see what we're doing as a board with the full zoning. It's county wide. 01:29:16
It's not just Pleasant Valley. 01:29:22
And it hasn't been done in a long time. 01:29:25
And so that's my $0.02 worth. 01:29:29
For today. 01:29:32
So now I will go on. 01:29:34
Two item number 7. 01:29:37
Request for future agenda items. 01:29:39
I have already put up my. 01:29:43
Request. 01:29:45
Supervisor Klein, do you have any? 01:29:46
Future agenda. 01:29:48
Items that you would like to. 01:29:50
Uh, set up for us to try to get scheduled for a work session? Absolutely. 01:29:53
I would like to see a work session come up real soon. 01:29:59
And I want that work session to be over the Pleasant Valley Veterans. 01:30:02
And I want to hear, I want the discussions to. 01:30:07
With the County Attorney. 01:30:10
I want the discussions to be over our legislative. 01:30:12
Authority. 01:30:16
That we got an SB. 01:30:17
I think it is 1245. 01:30:19
Could be wrong on that number, but anyways there. 01:30:22
And I want to talk about. 01:30:24
The licensing agreement. 01:30:26
The licensing agreement. 01:30:28
Definitely has to be there. 01:30:31
We have not once had a work session on our licensing agreement. 01:30:33
That I believe in Michael's rundown for this executive session is going to be OK. Let's just go for requests for future agendas. 01:30:38
That's about questions. I couldn't get on it forever, so we're not going to go. 01:30:45
Backwards. Let's just. 01:30:49
Go forward with request. 01:30:50
For future agenda items. 01:30:52
That's what I'm requesting. I want to see that. 01:30:54
That licensing agreement is part of it. 01:30:57
That's fine. 01:31:02
That's what, that's what the staff is. 01:31:04
His his writing right now is. 01:31:07
Future agenda. 01:31:10
I got another one. 01:31:12
Go ahead. 01:31:13
Zoning. 01:31:13
Zoning has never been done in Pleasant Valley. It was attempted twice and shot down, so it never was. 01:31:15
Completed. 01:31:21
The most recent was 2014. 01:31:22
I'd like to have a meeting on that, a work session on that. 01:31:25
And we go from there. 01:31:30
And I will. 01:31:32
Definitely rely on you, Randy. 01:31:34
As far as that. 01:31:36
And also to be a part of that. 01:31:38
Work session. 01:31:41
I want to add in there. 01:31:43
The permitting process that we're in the middle of. 01:31:44
For young Arizona. 01:31:48
As far as that goes. 01:31:50
I want them both in there and I want them both as a work session and I hope. 01:31:52
People. 01:31:56
OK. Anything else? 01:31:59
No, that's a good start. 01:32:01
OK, Supervisor Christensen. 01:32:02
Thank you. 01:32:04
Chairman I. 01:32:06
Don't know if these are these are not new but I'm just going to ask the manager. 01:32:08
With concern of the 20 acres are we on? 01:32:13
Pass for a discussion there. 01:32:16
Yes, Sir. 01:32:21
What meaning might that be, Josh? 01:32:23
I believe it was supposed to be today but it got bumped to the next meeting. 01:32:26
OK. So that's on its way and that's the 20 acres that's in the Payson area that. 01:32:30
That we all are interested in wondering what we should do with it. 01:32:35
And the other discussion is with regard to. 01:32:40
Funding Discovery. 01:32:44
Website the marketing. 01:32:46
Engineer, chairman, members of the board and Supervisor Christensen that was that was also bumped to the next meeting. 01:32:50
We're going to be listening to it today, but whether we had too many items so that we're doing the bump today. Yes, we are. 01:32:56
Now last book. 01:33:02
Parking lot The parking lot in pacing. 01:33:03
And we get that bump today. 01:33:06
Yes, Sir, same thing. So they're all on the next board meeting. OK, very good. 01:33:09
Thank you. 01:33:13
I appreciate that. 01:33:14
Well, it's a request for to put them on, so they are on. 01:33:16
Yeah, just today. 01:33:21
We're kicking them forward. 01:33:22
OK, Yes, good. Is there anything else you'd like? I don't think so, I think. 01:33:24
Yeah, stood up in my. 01:33:30
OK. 01:33:33
Is there anything else for future work session? 01:33:36
Items. 01:33:40
OK, then we're going to go to. 01:33:44
Work session item information Discussion regarding the status. 01:33:48
Of flood recovery project associated. 01:33:53
Funding resources. 01:33:56
And the 220 day completion timeline. 01:33:58
Requirements. 01:34:01
For the NRCS emergency watershed protection. 01:34:03
Project. 01:34:06
Matt Venture, good morning. 01:34:07
Thank you, Mr. Chairman, members of the Board. 01:34:08
Any questions before I start? 01:34:11
I was just checking to see if there were anything. 01:34:13
Any questions before I started Supervisor Kristen would think you might have something OK did. 01:34:16
I'm sorry, did you have a question? He he feels as if you had a question. You think you're reading my mind, are you? 01:34:22
No, I don't have a question. 01:34:28
OK, no, it looks like you you wanted to to begin how that looked. 01:34:30
Yeah. OK. But just a brief update with the projects that we have right now as you know the. 01:34:34
The NRC's projects have been. 01:34:40
Moving since. 01:34:42
Probably March when we had our we got the funding approved. They've been working on it since then. 01:34:43
The Russell Gulch project is substantially complete. It's at 95%, we say 95%. We went through the Punch that punch list block on 01:34:49
Thursday for just a few minor issues to address. Then we have the. 01:34:54
The backflow gate. 01:35:00
That we were installing on the 30 inch. 01:35:01
Pipe that's going across from the county lot into into the the wash. 01:35:06
So that's the only thing that we have left on that project. 01:35:12
And as you know, we've had. 01:35:15
Quite a bit of rain over the last two weeks and all of the projects have performed. 01:35:17
Very, very well. With the rain that we've had, we haven't had any major. 01:35:21
Any major delays there was. 01:35:27
Was no. 01:35:29
Significant. 01:35:31
Damage to the work that's already been completed, so it's just minor cleanup on. 01:35:32
And all four of the are all five of the project sites that we have. 01:35:35
Going actively right now, the six shooter Canyon project is approximately 84. 01:35:39
Percent complete. The Ice House Canyon project is 85. 01:35:44
Percent complete Copper Hills Rd. is 67.5% complete. Hospital wall is moving forward very quickly. It's at 45% complete. All of 01:35:48
these projects we're projecting to to complete and to finish well within our 220 day time frame as well as all of the projects are 01:35:54
tracking to to be to come in. 01:36:01
Under budget for what we have for for the guaranteed maximum price that we received from Tiffany Construction. 01:36:08
I'd be happy to answer any questions. Supervisor Klein. 01:36:14
Matt, it sounds like we're doing well on our time frames. That would be the only question and that's being consistent through all 01:36:18
these updates. That's correct. It's, it's been a great team that we've had with the county, with Jay Fuller and with. 01:36:23
Tiffany Construction, we've all worked. 01:36:29
Very, very well together as a team to have these projects moving forward. 01:36:31
At such an accelerated time frame so. 01:36:35
We're grateful for the help and support from all of our partners. 01:36:38
Thank you. 01:36:42
OK. 01:36:44
That's a great question. Thank you. Thank you, Matt, for keeping up on it. 01:36:44
I'm really happy that we're ahead of schedule and we're moving forward. Everything's working great. 01:36:48
Thanks. Yeah, thank you. Thank you for the update. 01:36:54
Thank you. Thank you. 01:36:58
OK. 01:36:59
OK, now we are going to. 01:37:02
Work on executive session items. 01:37:05
I do believe that we will. 01:37:10
We will. 01:37:13
We can go ahead and make a motion to go into executive. 01:37:14
Session, but we're probably going to take a little break. 01:37:18
Before we go into executive session. 01:37:21
So. 01:37:25
Um, Joe, what time you think would be? 01:37:29
Mr. Chairman, members of the Board, did the scheduling matter in the County Attorney's office? If we can. 01:37:33
If the board can convene at. 01:37:39
At 11. 01:37:42
11:55 That would. 01:37:43
Allowed Uncle Belly to attend the executive session. 01:37:45
OK then. 01:37:51
What we'll do is we can go ahead and make a motion to go into executive session. 01:37:53
But we won't go. 01:37:59
In until executive session. 01:38:01
And for about another. 01:38:03
20. 01:38:05
About another 2025 minutes. 01:38:06
And so, Supervisor Klein, you have a question. 01:38:09
I do for Joe. 01:38:12
Joe, I'm going to throw this out there and I'm going to get out voted, but that's fine. 01:38:14
Is there a real reason to go into executive session over the Veterans retreat? 01:38:20
Isn't that discussion we can have out here in public? 01:38:24
Mr. Chairman. 01:38:30
That that decision to ask for the executive session was made above. 01:38:32
My level and I don't know exactly. 01:38:38
What the basis is, but it is. 01:38:40
Provide legal advice to the Board of Supervisors. 01:38:42
Regarding. 01:38:45
The veterans retreat. 01:38:46
As well as the licensing agreement. 01:38:49
With outside counsel. 01:38:51
Has prepared. 01:38:54
OK, Yeah, we have, we have two items. 01:38:58
Yeah, we can. We can go in executive session for both items, correct? 01:39:02
OK, so. 01:39:06
We're definitely going to go into executive session and the fact that. 01:39:07
It was set by an accounting attorney, I would imagine, on the Pleasant Valley. 01:39:11
I will probably go into executive session on that as well, but you can vote not going through executive session. 01:39:17
If you want to. 01:39:24
Executive session items information discussion action to enter into executive session pursuant to. 01:39:25
ARS 38431 Point. 01:39:32
O3A. 01:39:36
3:00 and 7:00. 01:39:38
To receive legal advice from the county Attorney's office. 01:39:40
And to discuss. 01:39:44
And provide. 01:39:46
Direction regarding the potential. 01:39:48
Acquisitions of right of way. 01:39:50
For Adams. 01:39:53
Elaine And that will be? 01:39:55
Troy White in executive session. 01:39:58
And Nine B is improvised discussion action to vote to go into executive session. 01:40:00
Pursuant to. 01:40:06
ARS38-431, point 03. 01:40:09
A and three. 01:40:13
For discussion and consultation. 01:40:15
With the board's attor. 01:40:18
Regarding the Pleasant Valley veteran. 01:40:20
Retreat. And that will be Michael Driscoll so. 01:40:22
I'll ask for a motion to go into executive session. 01:40:27
Miss, Mr. Chair. 01:40:30
I would like to see us vote on each one separately. 01:40:32
OK then I have read both of them. 01:40:39
If I. 01:40:43
Call for a motion to go into executive session. 01:40:44
9A. 01:40:48
Mr. Chairman, I would like to make a motion. 01:40:52
To enter into executive session with regards. 01:40:55
To and addressing item 9A. 01:40:58
Pursuant to what was read for the Arizona Revised Statute to get legal advice with regard to. 01:41:01
The potential acquisition of a right of way for Adams Lane. 01:41:07
And I'll second that. 01:41:12
I had a motion and 2nd all in favor say aye. 01:41:13
Aye, aye. 01:41:15
I I will call for a motion on item. 01:41:18
Executive Session 9B. 01:41:21
Supervisor Christian. Okay, Mr. Chair. 01:41:28
Upon recommendation from the County Attorney's office, I will move to enter into executive session to address item. 01:41:32
#9 being pursuant the same statute. 01:41:39
For discussion and consultation. 01:41:42
If the board's attorney is regarding the PBVR. 01:41:45
I'll second. 01:41:51
Have a motion and a second. 01:41:53
On B. 01:41:56
All in favor say aye. 01:41:58
I I. 01:42:00
Against say nay. 01:42:03
Nay, OK, so. 01:42:04
Item 9A was unanimous to go into executive session. 01:42:07
9B. 01:42:12
Supervisor Christian and Supervisor Humphrey agree. 01:42:14
Supervisor Klein. 01:42:17
Disagree. 01:42:19
And so. 01:42:21
I will now. 01:42:25
Take a break and go to executive session in about 20 minutes. 01:42:28
So take a break, we'll see you. 01:42:33
Public I apologize for the delay with the. 01:42:36
Attorney. 01:42:39
The weight, but. 01:42:40
We have to. 01:42:43
We have to wait for them to get into executive session, so it'll be about. 01:42:46
20 minutes before we go into executive session. 01:42:50
Okay, every, everybody's back. 01:43:02
You are united, ready. 01:43:07
OK, we're good. So. 01:43:09
I will reconvene our Board of Supervisors meeting. 01:43:11
And do I have a motion? 01:43:15
You need 2 motions. 01:43:17
No, probably just. 01:43:19
One because I believe. 01:43:21
Well, I I think the same. 01:43:25
Motion would be for both items. 01:43:27
I can do that if that's OK. 01:43:30
If that's OK with. 01:43:32
Is that OK with our attorneys? 01:43:33
Yes, if the motion basically is to. 01:43:35
Instruct staff to proceed as directed. 01:43:39
For both items 9A9B than that. 01:43:41
That is special if you just make my motion. 01:43:44
I think so you can second so. 01:43:48
Mr. Chairman, I will move that staff. 01:43:50
Move forward as directed. 01:43:54
With regard to the executive session items 9A and 9B. 01:43:57
OK, I have a. 01:44:02
A motion to have a second. 01:44:03
I'll second it. 01:44:05
OK, a motion and a second. All in favor say aye. 01:44:06
Aye, aye. 01:44:09
I OK then. 01:44:10
With that said. 01:44:13
