OK, who is going to be presenting this? 00:03:45
Chair, this is Rodney State. 00:03:50
Can you hear me? 00:03:53
Yes. 00:03:54
I believe. 00:03:58
Times Parties. 00:03:59
Were wanting to bring before the board. 00:04:01
The pending motion to continue. 00:04:06
And. 00:04:08
If the continuance. 00:04:10
Is uh. 00:04:11
Granted than than the hearing will be set to a. 00:04:13
Subsequent days. 00:04:16
And if the hearing is not? 00:04:18
Grants Earth. The continuance is not granted. 00:04:20
Then we would recess. 00:04:23

Present at that time. 00:04:33
Oh, OK. 00:04:36
Mr. Harper. 00:04:39
Some information. 00:04:41
Josh has some information. 00:04:43
OK. I'll fill in for Randy for this. Good morning, Chairman. Members of the. 00:04:45
So we've been working with. 00:04:50
Mike Harper and everybody involved in this case, and they are, they're moving towards. 00:04:52
Rectifying the issues that we had. 00:04:57
So on the county's behalf and community development, we were fined for continuance on our behalf for they're working towards, but 00:04:59
we were. 00:05:03
Aiming for for the end results, so. 00:05:06
OK, I guess then. 00:05:10
It would be up to the board for question. Supervisor Klein, you have any questions? 00:05:13
I'm good. Thank you, Josh. Supervisor Christensen? Yeah, I'm kind of lost. Are we asking for a continuous? 00:05:17
The future Are we asking for something at 1:30? 00:05:23
I think we're asking for a continuance into the future because they've proved the services they need to correct the violations on 00:05:26
the property and this would give them time to carry through with the work that they've procured. 00:05:31
Thank you. 00:05:36
Yeah. And they and they, we've been working very well with them and they've been trying to. 00:05:37
Get within compliance. 00:05:42
Yeah, I, I don't have a problem with it extending that and then we won't need to hear it at 1:30. 00:05:44
OK, so Mr. Harper, you, you good? You got anything up in patient? 00:05:53
I'm good. Thank you. Good morning, supervisors. 00:05:58
Engineer and a contractor both working on it right now, so. 00:06:01
The wheels are turning. 00:06:07
OK. Well, thank you very much and so I will. 00:06:09
I'll call for a motion on 2F. 00:06:13
You don't want me to take it? Go ahead. 00:06:18
Mr. Chair, I'll make the motion to continue the hearing for 60. 00:06:21
Calendar days regarding complaint number GC2502-005. 00:06:24
I will second that. 00:06:31
Having a motion second all in favor say aye. 00:06:32
Aye, aye, Motion passes unanimous, so we won't. 00:06:35
Here at 1:30. And they will. 00:06:40
It will come before us at another day. 00:06:42
OK, now. 00:06:45
And thank you very much for your patience and so. 00:06:47
It's your turn, we're back to 2A and I have read it so. 00:06:50
Here we go. 00:06:55
Yes. Thank you, Mr. Chair. 00:06:56
Jeff Sabelli. 00:06:58
Have left the conference. 00:06:59
Annually, on the third Monday in August, the Tequila County Board of Supervisors adopts. 00:07:08
The tax rates and levies for. 00:07:13
The cities, Towns. 00:07:15
Gila County special districts and the secondary taxes and the schools. 00:07:17
We have that here for you today. 00:07:22
And attached just for your information and for your constituents information. 00:07:25
We have gone through. 00:07:30
And mapped out. 00:07:32
For the residents of each area. 00:07:34
What percentage of their tax bill? 00:07:37
If it were a dollar. 00:07:39
Goes to each entity. 00:07:41
So these are here if you ever need them. 00:07:44
Historically, we've added them to the annual report. I expect we'll be doing that again. 00:07:48
In the town of Payson, the schools receive about 27 percent of a dollar. 00:07:53
The county receives 23.6%. 00:07:58
Fire districts receive about $0.21. 00:08:02
Sanitary districts about 12:12 cents. 00:08:04
Water districts about 7%. 00:08:08
The college gets about 5%. 00:08:10
The town gets just about 1.6%. 00:08:12
And then the library district. 00:08:16
And Nabbit are in that lower right hand corner. 00:08:18
City of Globe similarly. 00:08:22
The county gets 29. 00:08:25
.49 cents. 00:08:27
The schools get 26.72 cents. 00:08:28
Fire District. 00:08:32
For those served by a fire district. 00:08:33
Is 26.4 cents. 00:08:35
The city is. 00:08:37
8.19 cents The college is. 00:08:38
Just about 6.4. 00:08:41
And then library F dot and civic. 00:08:43
Town of Miami is similar except that the town gets. 00:08:47
30, A little over $0.30. 00:08:51
The schools get a little over $0.30, the county gets just under $0.30. 00:08:53
The College. 00:08:58
Gets about 6 1/2 cents and then library, fire district and civic get the rest. 00:08:59
These ratios or dollar amount? 00:09:05
Change based on. 00:09:08
The effective tax rate in each area. 00:09:10
And then for unincorporated areas here in southern Gila County. 00:09:15
About $0.26 goes to the county. 00:09:19
In this zip code of 85501. 00:09:23
Just over $0.23 goes to the schools. 00:09:26
Sanitary District is about 10 and three quarters cents. 00:09:29
The street lighting improvement districts are about 7 and a half cents. 00:09:34
Fire districts are just a hair over $0.23. 00:09:38
And then the college is 5.7 cents. 00:09:41
With the library district, fdat and CIT filling out the rest. 00:09:45
And then we have Hayden for you. 00:09:49
In Hayden, 42.2 cents goes to the town. 00:09:52
Just under $0.40 goes to the schools. 00:09:56
13 point. 00:09:59
Nine cents goes to the county. 00:10:00
About $0.03 to the college and the rest to the library, FDAT and Civit. 00:10:03
And Winkleman is similar. 00:10:09
The town of Winkelman gets $0.42. 00:10:11
Of the dollar. 00:10:13
Again, the Hayden Winkleman schools gets just under $0.40. 00:10:15
The county gets just over $0.13. 00:10:18
The college gets about 3:00 and then library district fire district assistance. 00:10:21
And. 00:10:26
Gets the rest. 00:10:27
And then so we come up with an average for all of Gila County's taxpayers. 00:10:29
On average for your $1.00 tax bill. 00:10:34
The schools get about $0.25, the county gets about $0.22. 00:10:38
Fire districts get just under $0.20. 00:10:43
Sanitary districts get about 11 and a half cents. 00:10:46
Water districts get about 6.7. 00:10:49
The street lighting improvement districts get about 6.3. 00:10:53
And the college gets about 4.8 overall. 00:10:56
Average and then cities and towns get an average of 1 1/2 cents. 00:10:59
And then the library district. 00:11:05
Fire District Assistance tax and then NAV it or civet would be the remainder of that. 00:11:06
So this information is attached to the agenda item for all of our constituents. 00:11:11
For your use. 00:11:16
And that summarizes. 00:11:19
What the? 00:11:22
Attached. 00:11:23
Chart that doesn't make sense to most people. 00:11:24
That summarizes that in a way that's meaningful to the constituents and to. 00:11:28
To you and to the other elected officials here in county. 00:11:34
Happy to answer any questions you have. 00:11:36
Supervisor. 00:11:39
Aaron, thank you. So looking at these figures and I don't remember exactly last year, but it seems like they're real close to last 00:11:40
year's figures. Yeah, they don't change much. It would take a really big. 00:11:45
Shift in anyone, Levy. 00:11:51
To change those ratios much. 00:11:52
Thank you. 00:11:54
Supervisor Christian, thank you. I thank you for that. I thank you for all you do. 00:11:56
I don't have any questions. 00:12:01
Yeah, I think the. 00:12:03
The way that you presented that it comes up. 00:12:05
Pretty neat. 00:12:08
Yeah, that was a. 00:12:09
That was a cleverly done. 00:12:10
To for us to better understand. So thank you. 00:12:13
And if I may, I'd like to thank Nikki Quarles in. 00:12:15
The health Department. 00:12:19
She helped us make that. 00:12:20
More usable this year. 00:12:22
It's more easy to read than it was in the past and we've had lots of help from the assessor's office and the treasurer's office. 00:12:24
It really was a team effort. 00:12:28
And I'm thankful for for their help for the school superintendents office. 00:12:32
And for everybody else that contributed to this. 00:12:36
OK. Thank you very much. Thank you. 00:12:39
OK, then we're going to move on to a regular agenda item 2B. 00:12:42
And that is information question action to approve amendment #2. 00:12:49
To professional service contract number 012924. 00:12:54
Federal Relations Services. 00:12:58
With lowest public affairs. 00:13:01
Group LLC, extending the contract through. 00:13:03
June 30th, 2027 for maximum not to exceed. 00:13:07
Compensation amount of $88,000. 00:13:12
Mr. Chair. 00:13:16
We need to vote on the first one. 00:13:17
Oh, OK. 00:13:19
OK, have a motion a second all in favor say aye on a I don't think the motions been made. 00:13:20
Need a motion? 00:13:27
Thank you, Mr. Chairman. I'll move to set primary and secondary property taxes for the fiscal year 20262027. 00:13:29
For all taxing jurisdictions within New York County and convey tax rates for all. 00:13:36
Restrictions to the county treasurer and adopt resolution number. 00:13:40
26.08901 as presented. 00:13:44
And I'll second it. 00:13:47
Now we have a motion to second. All in favor say aye. 00:13:49
Aye, aye aye. Motion passes unanimous. 00:13:51
Thank you. 00:13:55
OK, Michael, I jumped the gun. 00:14:00
Every day. 00:14:02
No problem, Chairman. Members of the board. 00:14:03
So last time I brought this in front of the board. 00:14:05
The board voted against renewing this contract. 00:14:09
And uh. 00:14:12
I went back to take a look at. 00:14:14
Some of the communication gaps that we had. 00:14:16
From the the board members. 00:14:19
On behalf of Bose Public Affairs, a lobbyist in Washington. 00:14:21
And we've. 00:14:25
We've we're doing communication a little bit different. 00:14:27
And So what I've asked Bose to do is put together. 00:14:31
A report on some of the activities that they do on behalf of Gila County. 00:14:35
And some of the federal grant monies that they've. 00:14:39
Acquired on behalf of Gila County. 00:14:42
To show value for this contract. 00:14:44
To bring back in front of the board for reconsideration. 00:14:46
And I have Robin here from both. 00:14:50
That would be happy to answer any question. 00:14:52
The report is part of this item. 00:14:54
And they they've played a significant part. 00:14:57
In obtaining. 00:14:59
Quite a few $1,000,000 of Hwy. funding. 00:15:02
For the tunnel bridge and 512 Road and those kinds of projects, it's in the report and so. 00:15:05
I'm bringing this in front of the board for reconsideration. 00:15:11
And be happy to answer any questions you have. Or Robin from Bose is here to answer any questions you might have as well. 00:15:14
OK, then Robin, would you like to? 00:15:21
Thank you. Thank you, Michael. Good morning, Chair Humphrey, Supervisor Klein and Supervisor Christensen. 00:15:25
And to the Gila County staff. 00:15:32
And folks that are tuning in online. 00:15:35
My name is Robin Heath Sand. I'm Vice President at those public affairs. We've been working with the county for over 20 years and 00:15:39
we've secured about 64 million in various federal funds, including most recently about 22 million related to the flooding that the 00:15:45
county experienced last fall. 00:15:51
I won't go over the specifics of our proposal, but we have. 00:15:59
I just want to highlight a few. 1 is. 00:16:04
An infrastructure. 00:16:08
Highway funds the county only has to. 00:16:12
Provide about a 5.7% match. 00:16:16
That was done in 2008 and that is now built into sort of your baseline budgeting. 00:16:19
We worked collaboratively with. 00:16:25
The county in 2020 to build a. 00:16:28
Tunnel Creek Bridge. 00:16:31
Which broke ground in 2022 and was open to the public in 2024. 00:16:32
We have. We've worked collaboratively with the supervisors on filth, which is obviously a huge. 00:16:38
Priority for the county. 00:16:45
And then I mentioned briefly disaster recovery. 00:16:48
Working to get answers to. 00:16:52
Where funding is in the pipeline. 00:16:55
When can the county expect it knowing that you are going to have a 220 day timeline to execute? 00:16:58
At least the USDA funds. 00:17:05
Current status as to what's happening in Washington, DC right now. 00:17:08
There's appropriations measures. 00:17:12
I think Congress is going to pass a continuing resolution. 00:17:15
That will fund the government through December. 00:17:18
There is a. 00:17:21
Congressionally designated. 00:17:23
Project that we submitted. 00:17:24
Through Senator Kelly. 00:17:27
In Gallego's office that's related to we submitted several, but the one that they. 00:17:28
Want to move forward is related to the sheriff's view. 00:17:33
Sheriff's vehicles, and that was meant to sort of provide some relief. 00:17:36
To your general fund operating expenses given the costs related to the. 00:17:40
Letting disaster declaration. We continue to monitor that. 00:17:46
And then there's. 00:17:51
Two other pieces of legislation that are moving through the service transportation. 00:17:52
Bill, which is? 00:17:59
Going to expire at the end of September, as well as the Water Resources Development Act. 00:18:00
Which is Army Corps of Engineer projects. 00:18:05
And then I briefly mentioned last week there's a. 00:18:09
The land swap bill that has. 00:18:13
And progressing through the Senate. 00:18:16
So we are very honored to do this work, enjoy working for the county and. 00:18:19
We humbly ask for a one year extension so we can sort of keep the trains on the track and keep kind of projects that we have in 00:18:25
the pipeline moving forward. 00:18:29
Happy to answer any questions. 00:18:34
Thank. Thank you. 00:18:36
Supervisor Klein. 00:18:37
Robin, thank you. Thank you for coming out here and seeing us and and being part of that. And thank you for meeting with me. And I 00:18:38
apologize again as a few minutes late. 00:18:42
But. 00:18:46
We had a good conversation. 00:18:47
And like we talked about, there's, there's things that. 00:18:49
The county definitely needs to stay on top of. 00:18:53
One of them that we continue to go back and forth and this is something I didn't talk with you about earlier because I spaced it. 00:18:57
I shouldn't have. 00:19:00
But is the Peel and SRS issues? 00:19:04
That continue to go on year after year. 00:19:06
Out there and. 00:19:09
We continually fly back. 00:19:10
And uh. 00:19:12
Have those meetings and things like that, but the SRS and built is very, very important to our county. 00:19:14
Yeah, just like all the rest of counties. We're no different than the rest, but anyway. 00:19:18
I was one that voted against the contract to start with and that was a lot of it was just because of the communication parts and I 00:19:23
didn't see where we were getting anything on my side of it. 00:19:28
To warrant that. 00:19:34
But we discussed that this morning and so I appreciate that. 00:19:35
And we'll see where it goes. OK. Thank you so much. And I'm committed to communicating with the board and. 00:19:38
Trying to find ways to add value. 00:19:46
Including the grants newsletter that I do biweekly and open additional. 00:19:47
Feedback. 00:19:52
And you took a measure. 00:19:54
Thank you, Chairman. Thank you, Robin for coming out and clarifying. 00:19:55
And um. 00:19:59
So, umm. 00:20:00
Through this process. 00:20:01
The discovering all that you do is really important and I'm really excited about all that you really do. 00:20:03
And I think that. 00:20:10
The cost is very much worth the value we're receiving. 00:20:11
And you're not? 00:20:15
Place where it's. 00:20:17
Chaotic is. 00:20:19
It's just a whole different climate. 00:20:21
I'd rather you do it than me. 00:20:23
And uh. 00:20:25
So some of the things you're working on are very important to us. 00:20:26
I would like to see Pilt. 00:20:30
The rate that they pay, the higher. 00:20:32
It affects us so much here in Hilo County because. 00:20:35
There is so much federal lands here in here county comparably. 00:20:39
And, umm. 00:20:42
We're still receiving funds that are equivalent to what we got 20 years ago or. 00:20:44
More, and I mean the same exact dollar amount. 00:20:48
Not the same value. 00:20:51
And so the value is going down year by year. 00:20:53
And becoming more and more difficult and I think. 00:20:57
It should be incumbent upon our federal. 00:21:01
Government to. 00:21:04
Accommodate, uh. 00:21:05
Those of us that suffer more because of that. And then I know you've been working on the FEMA. 00:21:07
Declaration. 00:21:12
And that's really good. We're you're basically the last call we have on that. 00:21:13
Trident or whatever you want to call it, we've tried twice that. 00:21:19
Shut down. It'd be nice if we could get that if we don't. 00:21:22
We know you're working on it. That's really good. 00:21:25
Thank you so much. 00:21:28
I hear what you're saying on filled insecure rural schools. I would just like to add. 00:21:30
With regard to the FEMA declaration, we did ask. 00:21:34
Senator Gallego had. 00:21:37
Offline conversation with. 00:21:40
Secretary Mark Wayne Mullen when he was going through the Senate. 00:21:42
He agreed to look at this issue. 00:21:45
And Senator Gallagher continues to push the administration on it. They are going to be. 00:21:49
If asked for a briefing on why. 00:21:55
He landed in Mohave. Counties were denied. 00:21:58
And I think that everything is going to be for. 00:22:01
Arizona stakeholders and it should happen at the end of this month, I'm told. 00:22:04
I think you're right. 00:22:08
We've done the appeal. 00:22:10
You've exhausted the peel through the administration, I think any kind of fixed. 00:22:12
They have to come from the congressional side. 00:22:16
So we'll see what happens. 00:22:18
Yeah, I mean, thank you for coming out and and meeting with us. 00:22:22
I I didn't vote against the last time. I support you. 00:22:27
And I and I do believe. 00:22:31
Under past management, you you met with Mr. Menlove. 00:22:34
Often, uh. 00:22:37
But it didn't trickle down to the board of what some of these conversations were. 00:22:38
And what you were actually doing for us. 00:22:43
Show I I appreciate the. 00:22:46
The continued communication. 00:22:49
With our new management. 00:22:52
Even though you didn't have a contract, you have continued to give us information and help us go forward. 00:22:55
And and and that says. 00:23:03
A lot for for your company and and what you represent and what you've done for us in the past. 00:23:06
And wanna continue in the future so. 00:23:11
Thank you very, very much for your time. 00:23:14
And all that you. 00:23:17
Work to help us with up there because there's a. 00:23:19
A lot of juggling acts and you're in the middle of them and. 00:23:23
And sometimes we're not so. 00:23:26
Thank you. 00:23:28
Thank you very, very much. Any further questions or comments? 00:23:28
OK, then I will call for a motion. 00:23:36
Mr. Chair, I'll make the motion to approve amendment #2 to professional services contract number. 00:23:39
012924. 00:23:46
With Bose Public Affairs Group, LLC as presented. 00:23:49
I will second that. 00:23:52
Having a motion a second, all in favor say aye aye. 00:23:54
Aye, aye. Motion passes. Unanimous local. 00:23:56
Thank you very much. 00:24:00
OK, then we are going to go on to 2. 00:24:02
See regular agenda item information discussion action to authorize. 00:24:07
The Gila County Animal Care and Control Division to submit a physical year 2027 grant application to Arizona. 00:24:13
Companion. 00:24:23
Animals. 00:24:24
Committee in the amount of $10,000 for one year. 00:24:27
To expand the Gila counties. 00:24:32
A discounted spay neuter service program. John Cost United, thank you for being here. 00:24:36
Thank you, Chairman, members of the board. 00:24:41
This is our annual low cost spay neuter grant application. We're requesting $10,000 in grant funds. 00:24:43
To help support our low cost family program. 00:24:49
This is open to all residents in the county, northern and southern. 00:24:53
We have. 00:24:58
Last year we were able to. 00:25:00
Put 80 families, 80 animals through. 00:25:02
The low cost per unit. 00:25:05
We try to hit for 100 every year. 00:25:08
With that $10,000. 00:25:10
But some circumstances, some animals cost more than others, so. 00:25:12
Takes funds away from us. 00:25:16
With that, I'll entertain any questions you may have. 00:25:18
OK, Supervisor Klein. 00:25:21
John, this, this is about the amount you had last year, right? The year before it's been kind of just a. 00:25:24
Same amount the most part. So how many? 00:25:29
How many animals do you think you turn back just because you don't have enough money? 00:25:32
So. 00:25:37
We refer people to the Humane Society also has grand. 00:25:38
Application for the same thing. 00:25:42
So we. 00:25:44
Send them down there. Plus they get a lot of. 00:25:45
Donations to help that. So there's other organizations in the area that help out. 00:25:48
So we. 00:25:51
Send people to the Humane Society down there. 00:25:53
And I would say probably. 00:25:55
At least 100 people that we have to turn away. 00:25:58
I mean, we have a list right now that. 00:26:00
Is probably waiting for if we do get approval for this. 00:26:02
Probably about. 00:26:06
60 people on the restaurant now. 00:26:07
When to be approved for November? 00:26:09
Joe, I have a question for you because this is a good program and I knew that it's never enough. It's like a lot of our programs. 00:26:13
Is it? Is there anything against the law for me to contribute? 00:26:20
Say thousand 2000. Now my constituent fund for this. 00:26:23
Mr. Chairman. 00:26:28
Super Project Climb. This is the same question that was asked last year. 00:26:29
And the county attorney's office. 00:26:33
What would caution against? 00:26:36
Using economic development funds for this purpose, this is really something that either. 00:26:39
Should be funded out of the the general fund of the county. 00:26:45
When the budgets are prepared. 00:26:48
But that's going to be a difficult. 00:26:50
Figure to arrive at because you can never anticipate the number of animals. 00:26:53
That that people bring in. 00:26:58
For free treatment. 00:27:01
And part of the obligation of animal ownership. 00:27:02
Is there a cure on maintenance? 00:27:06
So if you're going to. 00:27:07
Own a dog or a cat? 00:27:09
Then the owners should. 00:27:10
Be responsible for that. 00:27:12
To that expense unless. 00:27:15
You know for some good reason that they can't do that. 00:27:17
And then they can turn to either the Humane Society, the county, but. 00:27:20
We would caution against using economic development funds for that purpose, because you can't. 00:27:24
Show the. 00:27:29
The value of the consideration coming from the public for that service. 00:27:32
So I appreciate that, Joe. Well, maybe we'll work on that a little bit more. 00:27:39
How's that? Sure. OK. 00:27:42
I'll see what I do, JC. Thank you. Appreciate it. 00:27:45
I just see the need and, and we've never, it's no different than some of our housing improvement stuff. We never have enough 00:27:48
dollars. 00:27:51
When it never does and. 00:27:54
When things go go on and animals get don't get intended to. 00:27:56
That becomes more of. 00:28:00
Impact for you guys and for the camels and everything else so. 00:28:02
All right. Thank you. 00:28:06
Thank you. You're welcome. 00:28:08
Supervisor Christianson, thank you. 00:28:09
So we can see the this is your applying for a grant. 00:28:14
You get it pretty much every year. 00:28:18
And. 00:28:20
So I appreciate Mr. Elbows. 00:28:23
Comments and ownership of a pet should require you to. 00:28:26
Take care of that pet, but. 00:28:30
So how many incidents, about 60 that didn't get served as Earth qualifying? 00:28:32
A qualification. 00:28:37
Reiterating so it's not. 00:28:39
Free. So when people do a. 00:28:42
Apply for the program through us. They pay an $80 fee to get. 00:28:44
It's low cost, so we charge them $80.00 and that money goes back into general funds. 00:28:49
To be used next year. 00:28:55
For. 00:28:57
Program umm. 00:28:58
So. 00:28:59
Can anyone qualify for that? Yes, we did. We have it. You could be a millionaire and just want to get your Spain reduction. 00:29:01
Yes, OK. 00:29:08
OK, OK. 00:29:11
I have no questions and so I appreciate very much what. 00:29:14
What you, what you guys do and. 00:29:18
And everyone of them that you can. 00:29:21
Can spare new to the less. 00:29:24
That we have to deal with. 00:29:26
And future SO. 00:29:28
Thank you very much. 00:29:30
But you can appreciate attention with. If there's no further questions, I'll call for motion. 00:29:31
Mr. Chair, I'll move to authorize either county animal care and control division. 00:29:36
To submit a fiscal year 2027 grant application. 00:29:40
That Arizona Companion animals being neutered committee has presented. 00:29:44
Having a motion second all in favor say aye. 00:29:48
Aye, aye, aye. Motion passes unanimous. Good luck with the grant. Thank you. 00:29:51
OK, we're moving on to to the information discussion action to adopt resolution #26-08. 00:29:57
Dash 02 accepting a public Rd. 00:30:05
Easement. 00:30:09
Adjacent to Johnson Blvd. 00:30:10
From the US Department of Agriculture for service. 00:30:13
Mr. Matt Rancher, good morning. 00:30:18
Thank you, Mr. Chairman, Mr. Provost Christensen, supervisor, client, appreciate the time. This is for this is this easement is 00:30:20
being brought before you. 00:30:24
The we're replacing the. 00:30:28
A bridge on Johnson Blvd. and Tonner Village and during the initial design we discovered that. 00:30:29
Part of the right, part of the pavement and the and the bridge. We're actually outside of our right of way. And so we approached 00:30:34
the Forest Service to see if they would be willing to grant an easement. 00:30:39
To us to. 00:30:43
Healed and maintained that that bridge and and they're they're not opposed to it and they they support it and it's over bringing 00:30:45
this to you for consideration for the acquisition of that easement. 00:30:50
Happy to answer any questions. 00:30:56
OK, Supervisor Klein. 00:30:57
Matt, thank you. 00:30:59
I I wouldn't think there'd be anything for him, not you so. 00:31:01
Thank you. 00:31:04
Supervisor Nutrition. 00:31:05
Thank you. I have no questions. 00:31:07
And I have no questions. Thank you. So I will call for a motion. 00:31:09
I will make the motion to adopt resolution number 260802. 00:31:13
I will second. 00:31:18
Having a motion and 2nd all in favor say aye aye. 00:31:19
I unanimous on. 00:31:24
2D going to 2 E Thank you very much. 00:31:25
Thank you. 00:31:29

OK. 00:32:27
Supervisor client questions. 00:32:29
Carrie, I don't have any. Thank you. 00:32:30
Thank you. 00:32:32
Supervisor Christensen. 00:32:33
Thank you, Kerry. I have no questions. 00:32:35
Thank you. 00:32:37
Nor, nor do I. 00:32:38
And so I. 00:32:39
I hope it keeps on rolling and going for it. 00:32:40
With that all call motion for motion. 00:32:44
Mr. Chair, I'll move to approve the contract #22-02 PD. 00:32:46

There's a through K Anybody want to pull anything off? 00:33:13
I do not. 00:33:18
Supervisor client. No, I'm I'm good. 00:33:19
OK, I don't want to pull anything off, I just want to say that. 00:33:22
There are 9. 00:33:26
Exemption waivers. 00:33:31
In that consent. 00:33:33
And these are. 00:33:35
Are passed when it was time to apply so these. 00:33:37
Have passed. 00:33:42
On time to apply and we're giving them permission to. 00:33:44
Go ahead and and get it done so. 00:33:47
Anyway, that's all I have. 00:33:49
And if. 00:33:51
Wants to pull one, then we will go. 00:33:52
And I'll call for. 00:33:55
Motion. 00:33:56
On consent agenda. 00:33:58
Mr. Chair, I'll make the. 00:34:01
Motion to approve consent. 00:34:03

I will second. 00:34:08
OK, I have a motion a second. All in favor say aye, aye. 00:34:09
I consent agenda items. 00:34:15

Unanimous. 00:34:19
OK. So that moves us on to. 00:34:20
Call to the public. 00:34:24
It doesn't look like we have one. Anyone in Payson? 00:34:26
We have no one here. Do we have anyone? 00:34:30
On the. 00:34:34
Internet. 00:34:35
No questions. OK. How many do we have on there today? 00:34:40
21 concerts. 00:34:43
21. 00:34:45
That is correct. OK. 00:34:47
Thank you. 00:34:48
Okay, then we'll move on to summary of current events, Mr. Driscoll. 00:34:50
Chairman. Members of the board. 00:34:59
At this time I don't have any updates but I will send some updates later this week. I just came back from vacation so. 00:35:01
I'm playing catch up right now. 00:35:08
OK, well, that's a pretty good update, I hope. I hope you had a good time. 00:35:09
Yes, Sir, I did. Thank you. 00:35:14
Supervisor client. 00:35:15
About a week ago I met with a constituent out there, Crystal Mine. 00:35:17
And Randy Coomer went with me and Kathy. 00:35:21
Know that and so he had a. 00:35:24
A good. 00:35:27
Field trip of what this guy's going to do and. 00:35:28
We're working with permitting and things like that went really well. 00:35:32
I attended the original. 00:35:35
Training Center groundbreaking and patient on Wednesday with Supervisor Christianson. 00:35:38
I thought it was a really good turn. 00:35:43
There's a really nice morning. 00:35:45
But quite a few people. 00:35:47
And so that that went well. 00:35:49
I also had a. 00:35:52
Phone call with the Bowman group talking Andy. 00:35:54
Regarding the opinions in Arizona State Council regarding PVR. 00:35:58
And they've reached out to. 00:36:03
Senator Gallon to work with his staff to go back to the Legislative Council and Joshua is in this meeting with me as well. 00:36:06
And Legislative Council to get a clarification. 00:36:13
And see if they really meant what they said on writing. 00:36:17
Were I think they told us maybe less than a month, month maybe, maybe less so. 00:36:20
Hopefully we'll have an opinion coming back from Legislative Council on that. 00:36:25
So other than that, I guess for right now I'm OK. 00:36:29
Supervisor Christian. 00:36:34
Thank you, Chairman I. 00:36:36
I met with the Yavapai Taxi Nation Chairman, Vice Chairman and a couple of the members. 00:36:39
On the 11th it was a phone call typed message. 00:36:45
Teams meeting. 00:36:50
With regard to Fossil Creek and the upgrades on the Bob Bear Trail. 00:36:52
It went very well. Things have been moving along. 00:36:59
I don't report on it frequently, but I'm working on it. 00:37:02
Uh. 00:37:05
Constantly. 00:37:08
And we are. 00:37:10
On the very, very verge. 00:37:12
Of completing. 00:37:14
The approval to get Bob Bear Trail. 00:37:17
Fixed up. 00:37:20
And make it more emergency friendly. 00:37:21
And. 00:37:25
It's not an improvement that will improve the access for the general public. 00:37:27
Through vehicular access. 00:37:31
It only improves for emergency and law enforcement. 00:37:33
Access. 00:37:37
And with the special. 00:37:39
Ability to have also the. 00:37:42
Tribal members visit this place that they consider a sacred and holy. 00:37:45
Place that they can visit. 00:37:49
So that went very well. 00:37:52
And right now it's in our legal department. 00:37:54
I talked to Jessica. She's drafting a. 00:37:58
Comparing uh. 00:38:01
Some notes on. 00:38:02
What the agreement will look like. 00:38:04
And what? 00:38:06
The county will be responsible for and the other parties, but we will be responsible for. 00:38:07
I spoke at the Tea Party on the 11th that evening and that went. 00:38:13
Actually very well. 00:38:17
Workout great and this week is Rodeo Week. 00:38:19
In Payson. 00:38:22
And I usually always say this, but I'll say it again, we started our rodeo in 18. 00:38:24
84. 00:38:29
Two years, 11 months before Prescott started. 00:38:32
Their rodeo. 00:38:36
However, Prescott. 00:38:37
In 1985. 00:38:38
Trademarked the phrase. 00:38:41
World's Oldest Rodeo. 00:38:43
So Payson has the world's oldest rodeo, and it's also the oldest continuous rodeo. 00:38:46
And so I'm proud of that. 00:38:52
And I like to mention that it's a little bit of a rivalry. 00:38:54
And I was also. 00:38:56
Search and rescue, groundbreaking. It's a it's a really marvelous thing to see that. 00:39:00
Going on, they've been working really hard to get their own place and. 00:39:05
It's fantastic and so. 00:39:09
Anyway, that's all I like. 00:39:11
Okay, yeah, I. 00:39:13
My recent activities as I held a Roosevelt. 00:39:16
Community Meeting. 00:39:19
On the 10th. 00:39:20
I met with Michael Harper. 00:39:22
For the TR. 00:39:25
SD, Tri-City. 00:39:26
Sanitation on the 6th. 00:39:29
And I held the Tunnel Basin meeting on the 4th. 00:39:32
I have also spent an awful lot of time. 00:39:36
Returning many many. 00:39:40
Many phone calls. 00:39:43
And emails. 00:39:45
Because after our presentation on. 00:39:47
July 28th. 00:39:51
On the PVR. 00:39:54
I asked if it had been licensed and so from that. 00:39:57
Led to apparently a meeting. 00:40:02
In Young on the following Saturday. 00:40:05
About the fourth. 00:40:09
August 4th. 00:40:11
Our agenda said that. 00:40:13
We are going into an executive session for discussion and consultation. 00:40:16
With the board's attorney. 00:40:22
Regarding the Pleasant Valley Veterans Retreat. 00:40:25
And so. 00:40:29
Anyway, from that meeting. 00:40:30
I guess people got the wrong impression. 00:40:33
Because. 00:40:37
On Facebook. 00:40:38
There was a Facebook. 00:40:39
Post out. 00:40:41
And I'll read it. Attention all veterans, veterans, supporters and friends. 00:40:43
Tomorrow at 10 AM there is a Gila County Supervisors meeting. 00:40:49
And one of the main topics will be. 00:40:53
The intention to shut down the veterans retreat in Young. 00:40:56
Two supervisors in particular are planning to vote. 00:41:01
To shut it down. 00:41:06
They are Tim Humphrey. 00:41:08
Phone number. 00:41:09
928-402-4418 e-mail. 00:41:10
T Humphrey at Gila County, AZ Gov. 00:41:15
I won't bring the other one in on this, but also name and phone number. 00:41:18
We need. 00:41:23
To flood them with phone calls and emails. 00:41:24
To try to stop this action also. 00:41:28
If possible, attend the meeting to support keeping it open. 00:41:32
Ladies and gentlemen. 00:41:37
I have supported it for 10 years that I have been. 00:41:39
A supervisor. 00:41:43
Where this came from? 00:41:44
I don't know. 00:41:46
But. 00:41:47
I do know that if it's going to continue. 00:41:48
I want it to be. 00:41:51
Legal and not fully on the backs of Gila County. 00:41:53
And so my phone number is 928. 00:41:57
961-2885 if you have. 00:42:01
Further phone calls or emails you would like. 00:42:05
To discuss. 00:42:09
What I have been told. 00:42:11
Over the last. 00:42:14
Five years. 00:42:15
I have a lot of information that I'll be happy to share with you. 00:42:17
And it's a little bit different story. 00:42:22
And so that's my. 00:42:24
Does anybody else have anything to offer? 00:42:26
I do. 00:42:30
Go right ahead. 00:42:31
Michael, would you give us the? 00:42:32
The the background on the licensing agreement. 00:42:34
Please. 00:42:38
OK. 00:42:43
Number six, I would like to remind the work and this is in your agenda. 00:42:44
Unwritten. 00:42:49
The remote. 00:42:51
Old access liberated from the blue direction. 00:42:54
On the request for future items. 00:42:58
Unless really matters, is probably noted. 00:43:00
That hasn't been done. 00:43:05
Because part of. 00:43:15
What is popular? 00:43:16
Under the discussion. 00:43:21
Future agenda items or. 00:43:23
Some of the current events is to respond to criticism, which is what. 00:43:26
Mr. Did. 00:43:31
But if the board intends to discuss this further in open session? 00:43:33
Then it has to be put on a proper agenda perhaps. 00:43:38
You know, in a work session. 00:43:42
Thank you, Joe. 00:43:44
OK, then if no one else has anything for. 00:43:46
Summary of. 00:43:53
Current events we can go to request for future agenda items. 00:43:54
Supervisor Klein, do you have anything on super? 00:44:00
Michael, did I make a request last week or two weeks ago for a agenda item on? 00:44:03
On our. 00:44:10
Permitting issue. 00:44:11
In young chairman, members of the board, Supervisor Klein. Yes, you did. 00:44:12
You made two requests. 00:44:17
One for zoning. 00:44:19
And one for building. 00:44:21
OK. I just wanted to double check, that's all. Yes, Sir in mind, but I wouldn't try to make that request. And we have that 00:44:22
scheduled for September 29th. 00:44:25
That meeting, at the request of the chairman, will be up in the Tommy Klein Martin Complex. 00:44:29
On the zoning part or the permitting? 00:44:35
Both uh. 00:44:37
Yes, and as far as? 00:44:38
If my main address this year. 00:44:40
Last issue will also be addressed during network session. 00:44:42
So all three of those items will be wrapped up in one work session on September 29th. 00:44:46
Thank you. You bet you, Sir. 00:44:50
Supervisor Christensen, would you like the request for future agenda items? Thank you, Chairman. 00:44:52
Not at this time. 00:44:57
OK. Then we'll move on to seven work session items, information, discussion regarding. 00:44:59
The status of flood recovery projects. 00:45:06
Associated. 00:45:09
Funding, resources and the 220 day. 00:45:11
Completion timeline. 00:45:15
Requirements for the NRCS emergency. 00:45:17
Watershed protection. 00:45:20
Projects. 00:45:22
Matt Venture. Good morning, Mr. Chairman, against supervisors. Thanks for the time and I'm pleased to report that the projects are 00:45:23
all moving very, very well. 00:45:27
Russell Gulch is is substantially complete. The only thing that we have left on Russell Gulch is the installation effect with a 00:45:31
backflip. 00:45:34
Gate on the culvert and that should be installed this week. That's coming in. 00:45:38
We haven't received any new update any invoices from last week to this week. So it looks like we will be below budget on on that 00:45:43
project. 00:45:47
6 Shooter Canyon is an 80. 00:45:51
88.5%. 00:45:53
Ice House Canyon is at 92.5%. 00:45:55
In the Copper Hills Road and the hospital are are both at 75%, again all projects. 00:45:57
Tracked to being. 00:46:03
Completed under budget. We have been submitted in invoices to the NRCS system and and with the reprove with the approval from from 00:46:05
the NRCS we will be getting those funds reimbursed to us. 00:46:11
OK, umm. 00:46:17
Supervisor Klein, any questions? No. 00:46:20
Thank you, Matt. 00:46:22
Thanks for everything you're doing, Supervisor Christensen. You. Thank you, Matt, for the update. Sounds like everything's on 00:46:23
track. 00:46:26
The actual deadline, the 220 day, is in November. It is in October 15th through 16th of October, but it looks like all of the 00:46:30
projects will be completed well before that. 00:46:35
OK, thank you. How are we on the hospital wall? 00:46:40
We're at 75%. We're tracking. 00:46:43
Substantially under budget for that for the completion, yeah, it got a late start, but they're moving very, very quickly on it. So 00:46:48
even with the late start, we expect to be. 00:46:52
Completed with probably 7 by the 220 days completion. 00:46:57
OK, good. 00:47:01
All right. Thank you very much. Thank you. 00:47:03
No further questions. We will go on to. 00:47:06
Item 8. Executive Session. 00:47:10
I don't. 00:47:13
Information Discussion. Action to vote to go into executive session pursuant. 00:47:17
2ARS38-431. 00:47:21
.02 A. 00:47:25
And three for discussion and consultation. 00:47:27
With the board's attorney regarding. 00:47:31
The county. 00:47:33
Statutory authority related. 00:47:35
To expenditures. 00:47:38
For economic development. 00:47:40
And the proposed agreement. 00:47:42
Would discover Gila County. 00:47:44
And Josh, did you want to? 00:47:47
Say something prior. 00:47:49
Calling for emotions. 00:47:51
Yes, Sir. Good morning, Chairman, members of the Board. 00:47:52
Yes, I was asked to. 00:47:56
Present the item so. 00:47:57
I'll try to dance around what I can say here so. 00:47:59
As everyone knows, Discover Gila County has been waiting patiently for us to renew the contract with them. 00:48:01
The question before us today is not whether Discovery County does great work or whether tourism helps the economy. 00:48:08
I can tell you personally this week and I spent a lot of time comparing our county's website versus numerous other counties and 00:48:14
running analytics. 00:48:17
And the information to discover he the county gave us. 00:48:21
Clearly do. 00:48:24
A great job comparatively to the other counties. 00:48:24
I think we can all say that tourism helps the economy. 00:48:27
The reason before us today is the board needs to know whether Arizona law allows the county to pay for the activities and the 00:48:31
proposed agreement and whether the agreement gives the County Fair measurable values for the $215,000 being asked. 00:48:36
Do the activities in the proposed agreement fit within the heat of the County's authority under ARS 11254 and 11:52? 00:48:43
254.04. 00:48:50
And is the fair market value information strong enough to support? 00:48:53
Proposed $250,000 annual payment. 00:48:57
Under the gift clause. 00:49:00
Does the nonprofit structure provide a meaningful legal or public? 00:49:03
Purpose benefit. 00:49:07
Or should the county consider directly procuring the same services? 00:49:08
Throughout open securement process. 00:49:13
And then, if the Gila County enters into a new agreement with Discovery County, what protections should be in place to make sure 00:49:16
public money is protected? 00:49:20
The program stays fair and the county can clearly measure. 00:49:24
What it is paying for? 00:49:27
Should the agreement require full financial reporting and county auditing rights, including payments to major contractors? 00:49:29
And should the agreement require conflict disclosures, recusals. 00:49:36
And fair written rules for partnerships and special promotions of businesses. Because the majority of the funds that go to 00:49:40
Discover Gila County are public funds. 00:49:44
And those are the questions. 00:49:48
For us. 00:49:49
I was seeking counsel for. 00:49:50
OK, I guess. 00:49:53
Thank you for the warm up. 00:49:54
And so I'll call for a motion. 00:49:56
Thank you, Mr. Chairman. 00:49:59
I'll move to enter into executive session address item 9 pursuant. 00:50:01
ARS 38431. 00:50:06
For discussion and consultation with the board's attorneys. 00:50:08
Regarding the county statutory authority related to expenditures for economic development and the proposed agreement with. 00:50:11
Discover. 00:50:18
Mr. Chair, I'm not going to 2nd this motion because I feel like what we're going to discuss could easily be. 00:50:20
Be discussed in. 00:50:26
Public and I'll let you guys do it. 00:50:27
I'll second it. 00:50:31
I have a motion and a second. All in favor say aye. 00:50:34
I, I, um. 00:50:38
Supervisor Christian. Supervisor Humphrey. 00:50:42
Voted to go into executive session. 00:50:44
Supervisor Klein did not. 00:50:48
Mr. Chairman. 00:50:51
Macy Hamblin of the County Attorney's Office is going to present the any legal advice that the board may. 00:50:54
Request a need. 00:51:01
Regarding this. 00:51:03
Agenda item. 00:51:04
And she had a contested hearing. 00:51:05
In Superior Court today that required her personal. 00:51:08
Appearance and she will be here. 00:51:11
At about 11:15. So the county attorney's office is asking for a recess. 00:51:13
Of the meeting and delay of the objective session until 11:15 when she arrives. 00:51:17
OK, then we'll take a short break. 00:51:24
Everybody. 00:51:29
Be back here. 00:51:30
By about 11:10. 00:51:35
So we'll be here and ready when? 00:51:37
She's available. Yes. Thank you, Mr. Chairman. 00:51:40
OK, so we're going to take a recess. 00:51:43
Are you ready? We are. 00:52:00
Back from executive session so. 00:52:01
We're going to be back to being the Board of Supervisors. 00:52:04
And with that said I. 00:52:07
All for motion. 00:52:09
Thank you, Mr. Chairman, I would like to make a motion that. 00:52:11
County staff and attorney. 00:52:18
Follow the directions stated in the Executive session to meet with the discovery Hula County. 00:52:21
Board of Directors and make plans for future. 00:52:26
Meeting regarding the contract, et cetera. 00:52:30
I'll second that. 00:52:35
OK, have a. 00:52:36
Have a motion and a second all in favor say aye, aye aye. 00:52:37
I passes unanimous. So thank you all very much. I will adjourn today's meeting. 00:52:41
